At a time when people in the National Capital Region are shivering in winter, with a minimum temperature of 3.5 degree Celsius, and with cold, icy winds blowing across Delhi, thousands of farmers from Punjab, Haryana and UP are staying in the open as the dharna entered the 23rd day. They cook their food in the open, eat at ‘langars’ and sleep inside trucks and trolleys.

On the other hand, the social media is buzzing with videos claiming that farmers are gorging on pizzas and rabri-jalebi sweets, using washing machines and foot massagers, and staying inside luxurious safari tents. Those circulating these videos claim that farmers are having a good time while putting thousands of commuters and traders to difficulties by blocking highways.

Before making such sweeping comments, one must realize that most of the farmers camping at Singhu border are Sikhs from Punjab. They know how to organize ‘langars’ (community kitchens), feed others, since this is part of their centuries-old Sikh tradition. Delhi Sikh Gurdwara Parbandhak Committee has been organizing ‘langars’ for these farmers, where they are provided breakfast, lunch, tea with snacks, dinner and hot milk at night. If some businessmen donate dry fruits, these are distributed among them. The gurdwaras have brought in roti making machines that churn out 20,000 rotis within an hour.

I was sent some videos showing some farmers staying in luxury tents, the type of camping tents normally used during jungle safari, equipped with heaters. It was claimed that there were hundreds of such tents, and a tent city has come up.

India TV reporters were sent to the dharna sites on Delhi’s border to find out the truth. Our reporter Pawan Nara found that a tent city has indeed come up, equipped with some luxury tents. These tents have been set up by Hemkund Foundation, which normally puts them up for pilgrims who visit Hemkund Sahib. There are roughly 100 such tents, which are not booked. Anybody is free to stay inside such tents. But the number of tents is nor more than 100, whereas the number of farmers is nearly 60,000. Most of them the farmers are spending their nights inside trucks and tractor trolleys. To say that farmers are having a whale of a time staying inside luxury tents is incorrect. The trolleys are covered with tarpaulin, mattresses have been put on hays for farmers to rest and sleep in 3 degree Celsius temperature.

There is another video showing washing machines being used by farmers. On checking, it was found that only three or four washing machines have been bought by two farmers, while thousands of others are washing their clothes in the open. Another video shows farmers using foot massagers. Our reporter found that only a few foot massagers have been provided, some by Khalsa Aid organisation, for the benefit of aged farmers and old women accompanying them. A few saloons are working where farmers get their hair cut free of charge.

The farmers have brought foodgrains, pulses and vegetables with them. They are having food at ‘langars’ run by gurdwaras, but some mischievous elements are propagating that the farmers are having a pizza party, which is untrue.

I believe it is highly improper to level allegations that farmers camping at Delhi’s border are having a good time. We should rather thank people who have provided tents and other facilities to farmers. This is part of our old cultural traditions: to help people in distress. This year, during March and April, we have seen how people on the roadside distributed food and water to migrant labourers who left the cities during lockdown and walked on foot to their villages. Transporters allowed their trucks to be used to carry those migrants. Some people had sent migrants to their home towns by aeroplanes.

It will be highly unjustified to introduce such frivolous matters like use of tents and washing machines, to the basic agricultural issues that are being debated both by the farmers and the Centre. I would request all not to trust such videos being circulated by vested interests. Some people may have the opinion that the agitating farmers have been misguided and are adamant, but spreading confusion through such videos is not acceptable. I am against all such people who spread false videos and try to create divisions in society.

We at India TV exposed how those from ‘tukde tukde’ gang chanted anti-Modi slogans and displayed placards in support of anti-national elements. I would again request our farmer friends to continue their discussions with the government. They should not mistrust Prime Minister Narendra Modi’s motives and work towards an amicable solution. I would also like to appeal to people circulating such videos not to defame the farmers. They are our ‘annadatas’ (food providers) and they have some issues with the new farm laws. Let them settle these matters in a peaceful manner.

ऐसे समय में जब सुप्रीम कोर्ट किसानों और केंद्र के बीच गतिरोध को दूर करने के लिए सभी पक्षों की एक समिति गठित करने जा रही है, अफवाह फैलाने वाली फैक्ट्रियां झूठी खबरों और वीडियो के जरिए आंदोलनकारियों को भड़काने की कोशिशों में जुटी हुई हैं। ये झूठी अफवाहें न सिर्फ किसानों बल्कि सेना में काम करने वाले उनके रिश्तेदारों के बीच भी असंतोष पैदा करने के लिए फैलाई जा रही हैं। यह गंभीर बात है जिसपर तुरंत ध्यान देने की जरूरत है।

आइए, अब एक-एक करके उन अफवाहों की बात करते हैं जो हाल ही में फर्जी साबित हुई हैं।

तथ्य नंबर एक: 12 दिसंबर को गुजरात कांग्रेस के कार्यकारी अध्यक्ष हार्दिक पटेल ने भारतीय रेल को लेकर ट्विटर पर 25 सेकंड का एक वीडियो शेयर किया था। हार्दिक ने इस वीडियो के साथ कॉमेंट में लिखा था, ‘भारतीय रेल पर अडानी के फ्रेश आटे का विज्ञापन देखने लायक है। अब तो दावे के साथ कह सकते हैं कि किसानों की लड़ाई सत्य के मार्ग पर है।’ हार्दिक पटेल ने जो वीडियो ट्वीट किया था, उसमें एक ट्रेन का इंजन दिख रहा है जिसके दोनों तरफ फॉर्चून ब्रैंड के आटे का विज्ञापन नजर आ रहा है। साथ ही, एक जगह अडानी विलमार का पोस्टर भी लगा है। हार्दिक पटेल के इस ट्वीट को कांग्रेस महासचिव प्रियंका गांधी ने रीट्वीट किया, और फिर उन्होंने कॉमेंट किया, ‘जिस भारतीय रेलवे को देश के करोड़ों लोगों ने अपनी मेहनत से बनाया, बीजेपी सरकार ने उस पर अपने अरबपति मित्र अडानी का ठप्पा लगवा दिया। कल को धीरे-धीरे रेलवे का एक बड़ा हिस्सा मोदीजी के अरबपति मित्रों को चला जाएगा।’ उन्होंने आगे लिखा, ‘देश के किसान, खेती-किसानी को भी आज मोदी जी के अरबपति मित्रों के हाथ में जाने से रोकने की लड़ाई लड़ रहे हैं।’ इसके बाद तो सोशल मीडिया पर ये फर्जी खबर जंगल की आग की तरह फैल गई कि भारतीय रेलवे अपनी ट्रेनों को अडानी ग्रुप को बेचने जा रही है।

इसके बाद भारत सरकार के प्रेस इन्फॉर्मेशन ब्यूरो ने ‘फैक्ट चेक’ अलर्ट के तहत ट्वीट किया, ‘फेसबुक पर एक वीडियो के साथ यह दावा किया जा रहा है कि सरकार ने भारतीय रेल पर एक निजी कंपनी का ठप्पा लगवा दिया है। यह दावा भ्रामक है। यह केवल एक वाणिज्यिक विज्ञापन है जिसका उद्देश्य केवल ‘गैर किराया राजस्व’ को बेहतर बनाना है।’ अडानी ग्रुप के इस विज्ञापन वाले वीडियो का किसान आंदोलन से कोई लेना-देना नहीं है, लेकिन कांग्रेस के नेताओं ने इसे किसानों के बीच खूब घुमाया । इसके जरिए किसानों को ये बताने की कोशिश की, मानो अडानी को रेलगाडियां बेची जा रही है, उसी तरह, जिस तरह कॉन्ट्रैक्ट फॉर्मिंग के जरिए किसानों की जमीन हड़प ली जाएगी।

इंडिया टीवी के संवाददाता देवेंद्र पाराशर ने वीडियो की सत्यता की जांच की और पाया कि असल में पश्चिमी रेलवे ने अतिरिक्त आय जुटाने के लिए वडोदरा डिविजन में नॉन फेयर रेवेन्यू स्कीम के तहत 10 ट्रेनों में विज्ञापन देने के लिए टेंडर जारी किए थे। ये टेंडर अडानी ग्रुप को मिले थे और इसी के बाद फरवरी में अडानी ग्रुप ने अडानी विलमार के फॉर्चून आटे का विज्ञापन वडोदरा की ट्रेन पर पेंट किया था। वेस्टर्न रेलवे के फेसबुक पेज पर एक फरवरी को फॉर्चून के विज्ञापन की पेंटिंग वाली ट्रेन के उद्घाटन समारोह की जानकारी दी गई थी।

पता ये भी चला है कि इस साल मार्च तक वेस्टर्न रेलवे जोन ने 37 लोकोमोटिव को ‘नॉन फेयर रेवेन्यू’ स्कीम के तहत 73 लाख 26 हजार रुपये सालाना की दर पर विज्ञापन के लिए दिया था। इन विज्ञापनों को 5 साल दिखाने के लिए पश्चिमी रेलवे को 4 करोड़ 40 लाख रुपये बतौर ‘नॉन फेयर रेवेन्यू’ मिले थे।

इंडिया टीवी के संवाददाता को रेलवे बोर्ड से पता चला कि न तो कोई ट्रेन किसी कंपनी को बेची गई, न ही लीड़ पर दी गई। रेलवे बोर्ड ने कहा कि ये केवल एक विज्ञापन हैं, जो रेलवे के लिए आमदनी का जरिया है। न किसी ने रेल बेची, और न ही खरीदी, लेकिन कांग्रेस नेताओं ने यह अफवाह फैलाने के लिए इसे गलत तरीके से पेश किया कि भारतीय रेलवे अपनी ट्रेनें अडानी ग्रुप को बेच रही है। भारतीय जनता पार्टी के नेताओं का आरोप है कि अंबानी के रिलायंस ग्रुप को तो पंजाब में मुख्यमंत्री कैप्टन अमरिंदर सिंह लेकर आए थे। इन नेताओं ने यह भी पूछा कि क्या मोदी के 6 साल के शासन के दौरान ही अंबानी और अडानी अरबपति बन गए ? 2014 में मोदी के प्रधानमंत्री बनने से पहले भी इन उद्योगपतियों का कारोबार काफी बड़ा था।

तथ्य नंबर 2: एक तेलुगु अखबार ‘प्रजशक्ति’ ने दावा किया कि भारतीय सेना के 25,000 शौर्य चक्र विजेताओं ने किसानों के आंदोलन के समर्थन में अपने मेडल रक्षा मंत्रालय को वापस कर दिए हैं। हमने अपने रक्षा संवाददाता मनीष प्रसाद से रक्षा मंत्रालय से संपर्क कर इसकी सत्यता की जांच करने के लिए कहा। पता चला कि 1956 से लेकर 2019 तक कुल मिलाकर सिर्फ 2,048 शौर्य चक्र मेडल ही दिए गए हैं। ‘प्रजाशक्ति’ एक CPI(M) समर्थक अखबार है। इसकी तेलुगु खबर का हिंदी, पंजाबी और अंग्रेजी में अनुवाद करके उसे पंजाब, हरियाणा और उत्तर प्रदेश में, खासतौर पर किसानों के बीच अंसतोष पैदा करने के लिए बांटा गया। कई किसानों ने इस खबर को पूरी तरह सच भी मान लिया, जबकि इसमें दूर-दूर तक को सच्चाई नहीं थी।

तथ्य नंबर 3: खुद को तीन-तीन दैनिक अखबारों के मुख्य सम्पादक होने का दावा करने वाले गुरचरण सिंह बब्बर का भी एक वीडियो खूब सर्कुलेट हो रहा है। इस वीडियो में वह दावा कर रहा है कि उसे ‘टॉप सीक्रेट सोर्सेज’ से पता चला है कि सरकार ने किसानों के आंदोलन को कुचलने की पूरी तैयारी कर ली है और इसके लिए आधी रात को सिंघू, टिकरी और गाजीपुर हॉर्डर पर एक बड़ा ऑपरेशन शुरू किया जाएगा। अपने इस वीडियो संदेश में बब्बर ने कहा कि प्राइवेट एजेंसियां इस बात की जानकारी जुटा रही हैं कि धरनास्थल पर किसानों के बीच कितनी महिलाएं, बच्चे, युवा और नेता मौजूद हैं। अपने संदेश में बब्बर ने ये झूठा दावा करते हुए कहा कि सुरक्षा बल के जवान रात के समय बिजली काटने के बाद अंधेरे में सो रहे किसानों पर धावा बोलेंगे, ताकि उन्हें तितर-बितर किया जा सके। उसने दावा किया कि सरकार इस ऑपरेशन के लिए CRPF और BSF का भी इस्तेमाल कर सकती है। अपने वीडियो संदेश में बब्बर ने यहां तक कहा कि सरकार प्रदर्शनों को रोकने के लिए हरियाणा और पंजाब में कर्फ्यू लगा सकती है और गिरफ्तार किसानों एवं उनके नेताओं को अस्थाई जेलों में कैद कर सकती है।

इंडिया टीवी के संवाददाताओं ने गुरचरण सिंह बब्बर के बारे में तहकीकात की तो पाया कि पत्रकार होने की बजाय वह अखिल भारतीय सिख कॉन्फ्रेन्स का अध्यक्ष है। उसने सुप्रीम कोर्ट के जजों और 1984 के सिख विरोधी दंगों के वकील एच. एस. फुल्का के बारे में पहले भी कई भड़काऊ बातें कही हैं। दिलचस्प बात यह है कि अधिकांश सिख किसानों को बब्बर के बारे में पता है और वे उसकी बातों को गंभीरता से नहीं लेते। ब्रिटेन के एक पत्रकार सरदार प्रभदीप सिंह, जो यूट्यूब पर एक न्यूज चैनल चलाते हैं, ने बब्बर द्वारा किए गए दावों की सत्यता पर सवाल उठाए। उन्होंने बब्बर को चुनौती दी कि वह अपनी खबर का स्रोत बताएं।

तथ्य नंबर 4: गाजियाबाद के एक टोल प्लाजा के पास सेना की मूवमेंट का एक वीडियो फेसबुक, व्हाट्सएप और ट्विटर पर ये फर्जी अफवाह फैलाने के लिए पोस्ट किया गया कि दिल्ली के बॉर्डर से किसानों को तितर-बितर करने के लिए सेना को बुला लिया गया है। नवाब सतपाल तंवर ने, जो कि खुद को भीम सेना का चीफ बताता हैं, दावा किया कि उसने टोल प्लाजा पर यह वीडियो स्वयं शूट किया। जांच करने पर पता चला कि यह वीडियो एक जगह से दूसरी जगह तैनात की जा रही सेना की एक बटालियन के मूवमेंट का है, और किसानों के धरने से इसका कोई लेना-देना नहीं है। इंडिया टीवी के संवाददाताओं ने जब गाजीपुर बॉर्डर पर बैठे किसानों से पूछा कि क्या उन्होंने वहां सेना की कोई मूवमेंट देखी है, तो उनमें से अधिकांश ने जवाब दिया कि वे 21 दिन से यहां खुले में बैठे हैं, और आर्मी की बटालियन तो क्या, सेना का एक भी जवान उन्हें नहीं दिखा।

किसानों को भड़काने के लिए जवानों के बारे में झूठ फैलाया जाए, इससे घटिया बात और क्या हो सकती है। इसकी जितनी निंदा की जाए, वह कम है। यह समझने की जरूरत है कि अशांति पैदा करने के लिए इस तरह की अफवाहें जानबूझकर फैलाई जा रही हैं। देश के दुश्मन पूरी तरह ऐक्टिव हैं और वे मौके का फायदा उठाकर हिंसा और अशांति फैलाना चाहते हैं। राहत की बात सिर्फ इतनी है कि अधिकांश किसान समझदार हैं और आसानी से ऐसी बातों पर भरोसा नहीं करते। किसानों के चारों तरफ झूठ, छल और प्रपंच का जाल बिछाया जा रहा है, उनमें से अधिकांश कम पढ़े-लिखे हो सकते हैं, लेकिन वे आसानी से ऐसी बातों पर भरोसा नही करते। वे जो अपनी आंख से देखते हैं, अपने कान से सुनते हैं, उस पर भरोसा करते हैं।

ऐसी निराधार अफवाहें फैलाई जा रही हैं कि किसानों को एक-दूसरे से मोबाइल फोन पर बात करने से रोकने के लिए सरकार जैमर का इस्तेमाल कर रही है। अब यह तो कॉमन सेंस की बात है कि दिल्ली के बॉर्डर पर हजारों किसान बैठे हैं, और सबके पास एक-एक या दो-दो मोबाइल फोन हैं, और एक जगह पर एक साथ इतने ज्यादा मोबाइल ऐक्टिव हैं इसलिए उस इलाके में नेटवर्क की प्राब्लम तो हो ही सकती है। लेकिन अफवाह फैलाने वालों ने इस बात को भी हथियार बनाते हुए अफवाह फैलाई कि यह सब एक सरकारी एजेंसियों द्वारा एक ‘ऑपरेशन’ को अंजाम देने के लिए किया जा रहा है।

पंजाब के किसानों को हताश करने के लिए सोशल मीडिया पर एक वीडियो खूब फैलाया जा रहा है। इस वीडियो में एक किसान अपने खेत की पूरी फूलगोभी की फसल को रौंद देने की धमकी दे रहा है। यह वीडियो पंजाब से नहीं, बल्कि बिहार के समस्तीपुर जिले के मुक्तापुर का है। चूंकि स्थानीय बाजार में फूलगोभी की फसल एक रुपये किलो की दर पर खरीदी जा रही थी, इसलिए वह हताश किसान ट्रैक्टर से अपनी पूरी फसल को रौंदने जा रहा था।

मैं इस बात के लिए केंद्रीय मंत्री रविशंकर प्रसाद की तारीफ करूंगा कि उन्होंने इस किसान के वीडियो को देखा और अपने विभाग के कॉमन सर्विस सेंटर को निर्देश दिया कि इस किसान को संपर्क कर इनकी फसल को देश के किसी भी बाजार में उचित मूल्य पर बेचने का प्रबंध किया जाए। इसके बाद दिल्ली के एक व्यापारी ने समस्तीपुर में किसान से संपर्क किया और उसकी फूलगोभी की फसल को 10 रुपये किलो के भाव से खरीदा। कुछ ही घंटों में किसान के बैंक खाते में आधी राशि एडवांस के रूप में पहुंच गई। बुधवार को पूरी फसल जैसे ही ट्रक पर लोड हुई, तो बकाया राशि भी किसान के बैंक खाते में पहुंच गई।

आजकल व्हाट्सऐप, ट्विटर, फेसबुक और यूट्यूब के जरिए अफवाहें उड़ाना, फेक न्यूज फैलाना ज्यादा मुश्किल काम नहीं है। हमने इंडिया टीवी पर एक एक्सपर्ट टीम तैयार की है जो सोशल मीडिया पर इस तरह के हर वायरल वीडियो का सच ढूंढ़ निकालती हैं। मेरा आपसे वादा है कि जब-जब कोई साजिश करेगा, झूठ फैलाने की कोशिश करेगा, अफवाहें फैलाने की कोशिश करेगा, हम बेखौफ होकर उसका सच आपके सामने उजागर करेंगे ।

At a time when the Supreme Court has intervened to set up a committee of all stakeholders to break the ongoing deadlock between the farmers and the Centre, rumour mills are working overtime to incite the agitators by spreading false news and videos. Baseless rumours are being circulated to spread disaffection not only among farmers but also their relatives who work in the armed forces. This is a serious aspect which needs urgent attention.

Let me take up the rumours that were proved fake recently, one by one.

Fact Number 1: On December 12, Gujarat Congress leader Hardik Patel tweeted a 25-second video clip showing a logo of Adani Wilmar on a train which advertised Fortune Chakki Fresh Atta. Hardik Patel tweeted: “Adani group’s fresh Atta ad on Indian Railways is worth watching, we can now say that the farmers are on the side of Truth.” This video was retweeted by Priyanka Gandhi, Congress general secretary, who commented: “The railways that was created with the hard work of crores of Indians..BJP has put a stamp of its billionaire friend Adani. In the days to come, a large part of the railways will go to the billionaire friends of Modi ji”. She further wrote: “India’s farmers are waging a tough battle as they try to stop Modi ji’s billionaire friends from taking over farm sector.” There was frenzy on social media which acted as force multiplier to send the baseless message that the Indian Railways is going to sell its trains to Adani group.

In its ‘Fact Check’ alert, the Press Information Bureau of the Government of India tweeted: “It has been claimed in a Facebook video that Indian Railways has accepted a private firm’s logo. This claim is misleading. This is just an advertisement that aims to improve revenue.” The Adani ad video had nothing to do with farmers, but it was widely circulated by Congress leaders, particularly among farmers to spread the fake message that their lands will be given to Adani group in the same manner in which trains are being given to that group.

India TV reporter Devendra Parashar checked the veracity of the video and reported that in order to generate extra revenue, Western Railway had called for tenders for display of ads on 10 trains In Vadodara division under the non-fare revenue scheme. The Adani group got its bid accepted in February this year, and five locomotives were allotted to Adani Wilmar for ads on a pro-rata basis in February. It was under these circumstances that the locomotive in Vadodara was painted with the Fortune Atta ad. This was published on the Western Railway Facebook page on February 1 announcing the launch of the first locomotive with Fortune branding.

Till March this year, Western Railway had collected Rs 73 lakh 26 thousand per year as non-fare revenue from ads displayed on 37 locomotives. For display of ads for five years, the WR collected Rs 4 crore 40 lakh as non-fare revenue. India TV reporter contacted the Railway Board which clarified that no train was sold or leased to any party, and display of these ads only generated non-fare revenue for the Railways. This was misrepresented by Congress leaders to spread the rumour that Railways was selling its trains to Adani group. BJP leaders allege that it was Punjab CM Capt Amrinder Singh who invited Ambani’s Reliance group to his state. These leaders have posed a question whether Ambani and Adani became billionaires only during the last six years of Modi’s rule? These industrialists had expanded their business much before Modi became the PM in 2014.

Fact Number 2: A Telugu newspaper ‘Prajashakti’ claimed that 25,000 soldiers of the Indian Army have returned their Shaurya Chakra medals to express solidarity with the farmers’ protest. We asked our Defence correspondent Manish Prasad to check from the Ministry of Defence. It was found that only 2,048 Shaurya Chakra medals have been awarded from 1956 till 2019. The daily ‘Prajashakti’ is a pro-CPI(M) newspaper, and the news clipping in Telugu was translated to Hindi, Punjabi and English and circulated in UP, Punjab and Haryana, particularly among farmers to spread disaffection among them. Many of the farmers took this as gospel truth, but the news was entirely baseless.

Fact Number 3: A video message was circulated showing Gurcharan Singh Babbar, who claims to be the editor-in-chief of three daily morning newspapers. In the video, the man claimed that he had ‘top secret information’ about the Centre’s plan to launch a large operation at midnight to end the farmers’ protest at Singhu, Tikri and Ghazipur border points. In the video message, Babbar says, private agencies were collecting information about the numbers of women, children, youths and leaders present among the farmers who are on dharna. In the message, Babbar warns that security forces may snap off electric connections in the area at night to carry out an operation to disperse the farmers. The government may also use the CRPF and BSF for this operation, he claimed. In his message, Babbar warns that the government may impose curfew in Haryana and Punjab to quell protests and put the arrested farmers and their leaders in temporary jails.

India TV reporters checked Gurcharan Singh Babbar’s antecedents and found that instead of being a journalist, he was the president of All India Sikh Conference. He had been making provocative comments about Supreme Court judges and 1984 anti-Sikh riots advocate H S Phulka in the past too. The interesting part is that most of the Sikh farmers know about Babbar and do not take his comments seriously. A UK-based journalist Sardar Prabhdeep Singh, who runs a news channel on YouTube, questioned the veracity of the claims made by Babbar. He dared him to disclose the sources of his information.

Fact Number 4: A video of army movement near a Ghaziabad toll plaza was posted on Facebook, WhatsApp and Twitter to spread baseless rumours that army has been called in to disperse the protesting farmers from Delhi’s borders. A man named Nawab Satpal Tanwar, said to be Bhim Sena chief, has claimed that he shot the video at the toll plaza. On checking, it was found that it was only a routine transfer of army battalion from one place to another, and had nothing to do with farmers’ protest. India TV reporters asked farmers at Ghazipur border whether they noticed any army movement. Most of them replied that they have not seen a single army jawan during the last 21 days that they have been sitting in the open.

Such acts of spreading baseless rumours about the army are condemnable. One has to realize that these rumours are being deliberately spread to create unrest. The enemies of our nation are active and they are trying their best to spread violence and disruption. The only silver lining in the cloud is that most of the farmers do not believe in baseless rumours. A web of lies, deceit and propaganda is being spun around the farmers, most of whom may be illiterate, but have the uncanny sense of sifting the grain from the chaff.

Baseless rumours are being spread about the government using jammers to stop farmers from communicating with one another on cellphones. It is common sense that the presence of thousands of farmers, having one or two cellphones each, can cause network issues, but these are also being attributed by rumour mongers to government agencies by spreading rumours about an impending ‘operation’.

A video of a farmer threatening to destroy his entire cauliflower crop in the field is being circulated to spread rumours that farmers in Punjab have become desperate. The video is not from Punjab, but from Muktapur in Bihar’s Samstipur district. Since cauliflower crop was being bought at Re. 1 a kilo in the local market, the farmer, out of desperation, was going to destroy his entire crop by using a tractor. I would like to thank Law Minister Ravi Shankar Prasad, who, after watching the video, instructed the common service centre of his ministry to get in touch with the farmer, and ensure that his crop was sold at a fair price elsewhere. A Delhi trader contacted the farmer in Samstipur, and bought his crop at Rs 10 a kg. Half of the amount was immediately transferred as advance to the farmer’s bank account. On Wednesday, when the entire crop was loaded on a truck, the farmer got the remaining half of his earnings.

गुजरात के कच्छ में प्रधानमंत्री नरेंद्र मोदी ने मंगलवार को कहा कि तीनों नए कृषि कानूनों के मुद्दे पर कुछ राजनीतिक दल किसानों को भ्रमित कर रहे हैं। मोदी ने कहा, किसानों को ये कहकर बहकाया जा रहा है कि यदि ये कानून लागू हो गए तो उनकी जमीन पर दूसरे लोगों का कब्जा हो जाएगा। प्रधानमंत्री ने कहा कि ये बिल्कुल वही सुधार हैं जिनकी मांग विपक्षी पार्टी और किसान संगठन पिछले कई सालों से कर रहे थे। मोदी ने कहा कि विपक्ष में जो लोग आज किसानों को गुमराह कर रहे हैं, वे सत्ता में होने पर इन सुधारों को आगे बढ़ाने की कोशिश कर रहे थे, लेकिन वे कोई फैसला नहीं कर सके। उन्होंने कहा कि आज जब देश ने एक ऐतिहासिक कदम उठाने का फैसला किया है तो वे किसानों को गुमराह कर रहे हैं।

मंगलवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया कि किस तरह राजनीतिक दलों और उनके नेताओं ने किसानों के मुद्दे पर ‘यू टर्न’ लिया है और सियासी तौर पर उनके सेंटिमेंट को भुनाने की कोशिशों में जुटे हुए हैं। ये नेता और राजनीतिक दल पहले कहा करते थे कि कॉरपोरेट के आने से किसानों को फायदा होगा और उनकी आमदनी में वृद्धि होगी, लेकिन अब वे किसानों को चेतावनी दे रहे हैं कि यदि कॉरपोरेट आ गया तो वह किसानों को उनके ही खेतों से बेदखल कर देगा। पहले यही नेता कहा करते थे कि ‘आढ़तिए’ किसानों का खून चूसते हैं, और अब वही नेता इन आढ़तियों को किसानों का सबसे अच्छा दोस्त बता रहे हैं। ये वे राजनेता हैं जो पहले कहते थे कि कॉन्ट्रैक्ट फार्मिंग होगी तो किसान मालामाल हो जाएगा, और अब कह रहे हैं कि कॉन्ट्रैक्ट फार्मिंग होगी तो पूंजीपति किसानों की जमीन पर कब्जा कर लेंगे।

इन नेताओं में सबसे पहला नंबर अकाली दल के सर्वेसर्वा सुखबीर बादल का है। अकाली दल बीजेपी के साथ केंद्र की मोदी सरकार में पार्टनर थी। सुखबीर की पत्नी हरसिमरत कौर कैबिनट मिनिस्टर थीं, और उनकी मौजूदगी में ही केंद्रीय कैबिनेट ने तीनों नए कृषि कानूनों के ड्राफ्ट को मंजूरी दी थी और फिर संसद ने इन विधेयकों को पारित किया था।

आज सरकार और एनडीए से नाता तोड़ने के बाद सुखबीर बादल आरोप लगा रहे हैं कि ये तीनों कृषि कानून किसान विरोधी हैं, उन्हें बर्बाद करने वाले हैं। वह बीजेपी को एक ऐसी पार्टी बता रहे हैं जो किसानों की दुश्मन है। मंगलवार को तो सुखवीर बादल ने यहां तक कह दिया कि सबसे बड़ी ‘टुकड़े-टुकड़े गैंग’ तो बीजेपी है जो देश के टुकड़े-टुकड़े करना चाहती है। मैंने अपने शो में हरसिमरत कौर का एक पुराना बयान दिखाया था, जब उन्होंने केंद्रीय मंत्री रहते हुए इन कृषि कानूनों की जमकर तारीफ की थी और इनका विरोध करने के लिए कांग्रेस एवं आम आदमी पार्टी पर निशाना साधा था।

अब सवाल यह है कि जब सुखवीर बादल और उनकी पत्नी को पता था कि ये कानून किसानों के हक में है, तो फिर उन्होंने इसका विरोध क्यों किया? ऐसा क्या हुआ कि उन्होंने बीजेपी के साथ अपना 24 साल पुराना रिश्ता तोड़ दिया? इसकी वजह यह है कि पंजाब में 2 साल बाद विधानसभा चुनाव होने वाले हैं और सुखवीर की नजर किसानों की भलाई से ज्यादा इन चुनावों में जीत हासिल करने पर है। जब सुखवीर बादल को लगा कि कृषि कानूनों का विरोध करके कैप्टन अमरिंदर सिंह किसानों के हीरो बन जाएंगे, तो उन्होंने भी मैदान में उतरने और इन कानूनों का विरोध करने का फैसला किया।

इसका नतीजा यह हुआ कि अब वे न तो इधर के रहे और न उधर के। न किसान उनका भरोसा करते हैं और न ही बीजेपी, लेकिन वे अपनी कोशिश में लगे हैं। सुखवीर बादल चाहते हैं कि अब बीजेपी उनके पास आए और किसानों का आंदोलन खत्म करने के लिए मदद मांगे। वह चाहते हैं कि वर्तमान तनाव खत्म करने का सारा क्रेडिट उन्हें मिल जाए। यही वजह है कि वह अकाली दल की यूनिट के जरिए किसानों को लगातार दिल्ली के बॉर्डर पर भेजकर केंद्र पर प्रेशर बनाने में जुटे हैं। अकाली दल अब किसानों के मुद्दे पर कांग्रेस और आम आदमी पार्टी के साथ ही खड़ी दिख रही है। हरसिमरत कौर बादल कुछ दिन पहले तक इन दोनों ही पार्टियों पर ‘किसानों को गुमराह’ करने के लिए निशाना साधती रहती थीं।

कांग्रेस ने 2019 के लोकसभा चुनाव के अपने घोषणापत्र में वादा किया था: कांग्रेस कृषि उपज मंडी समितियों के अधिनियम में संशोधन करेगी, जिससे कि कृषि उपज के निर्यात और अंतर्राज्यीय व्यापार पर लगे सभी प्रतिबन्ध समाप्त हो जाएं।’ इस मैनिफेस्टो में यह भी वादा किया गया था कि ‘कांग्रेस आवश्यक वस्तु अधिनियम 1955 को बदलकर आज की जरूरतों और संदर्भों के हिसाब से नया कानून बनाएगी जो विशेष आपात परिस्थितियों में ही लागू किया जा सकेगा।’

जब मोदी सरकार ने इन्हीं सब वादों को शामिल करते हुए कानून बनाए तो राहुल गांधी ने पलटी मार ली और इन विधेयकों का विरोध करने का फैसला किया। कांग्रेस अब मांग कर रही है कि APMC (कृषि मंडियों) को भंग नहीं किया जाना चाहिए और आवश्यक वस्तु अधिनियम को उसके पुराने स्वरूप में ही रहने देना चाहिए। राहुल गांधी लगभग रोज ही ट्वीट करके अपने पार्टी कार्यकर्ताओं से नए कृषि कानूनों के खिलाफ सड़कों पर उतरने के लिए कह रहे हैं। मंगलवार को उन्होंने ट्विटर पर लिखा, ‘मोदी सरकार के लिए प्रोटेस्ट कर रहे किसान खालिस्तानी हैं, और क्रोनी कैपिटलिस्ट बेस्ट फ्रेंड्स हैं।’ पंजाब के कांग्रेस सांसद पिछले कई दिनों से दिल्ली के जंतर मंतर पर धरना दे रहे हैं और तीनों कानूनों को रद्द करने की मांग कर रहे हैं।

राहुल गांधी की समस्या यह है कि उन्हें किसानों की फिक्र कम है और इस बात की चिंता ज्यादा है कि मोदी को कैसे परेशान किया जाए। पिछले 6 साल से उनकी सुई अंबानी, अडानी पर अटकी हुई है। मसला चाहे कोई भी हो, चाहे ङभूमि अधिग्रहण हो, या नोटबंदी हो, या जीएसटी हो या राफेल विमानों की खरीद हो, वह हर मसले को अंबानी और अडानी से जोड़ देते हैं। किसानों के लिए बने कानून को भी राहुल गांधी ने अंबानी, अडानी से जोड़ दिया। उन्होंने कहा कि मोदी ने ये कानून अपने चहेते उद्योगपतियों को फायदा पहुंचाने के लिए बनाए हैं, लेकिन राहुल गांधी पिछले 6 साल में ये आरोप इतनी बार लगा चुके हैं कि अब कोई इसे गंभीरता से नहीं लेता। अगर मोदी सरकार ने किसानों के लिए ये कानून न बनाए होते तो राहुल गांधी ये पूछते कि मोदी सरकार ने किसानों को बिचौलियों से बचाने के लिए क्या किया। वह तब कहते कि मोदी आढ़तियों के साथ मिले हुए हैं, किसानों के दुश्मन हैं।

सिर्फ विरोध के लिए मोदी का विरोध करने वालों में कांग्रेस ही अकेली नहीं है। अब महाराष्ट्र में इसकी साझेदार शिवसेना भी इसमें शामिल हो गई है। इस पार्टी ने कृषि कानूनों का समर्थन किया था और लोकसभा में इसके पक्ष में मतदान किया था, लेकिन जब अगले दिन राज्यसभा में तीनों बिल पेश किए गए, तो शिवसेना का रुख बदल गया और वह वोटिंग से गायब हो गई। यह ‘यू’ टर्न का एक क्लासिक उदाहरण है। शिवसेना के वही नेता जो कुछ दिन पहले तक राहुल गांधी की राजनीतिक समझ पर सवाल उठाते थे, अब उन्हें कृषि विशेषज्ञ मानने को तैयार हैं।

अरविंद केजरीवाल की आम आदमी पार्टी के साथ भी ऐसा ही है। दिल्ली में उनकी सरकार ने इन नए कृषि कानूनों को 22 नंबवर को अधिसूचित किया। जब पंजाब के मुख्यमंत्री कैप्टन अमरिंदर सिंह ने आम आदमी पार्टी की सरकार पर बीजेपी के साथ खड़े होने का आरोप लगाया, तो केजरीवाल ने पलटवार करते हुए कहा कि तीनों कानून केंद्र सरकार ने बनाए हैं, और चूंकि ये कानून वाणिज्यिक गतिविधियों से जुड़े हैं, इसलिए राज्य सरकार इन्हें लागू होने से नहीं रोक सकती।

यह भी सच है कि आम आदमी पार्टी ने जब 2017 का पंजाब विधानसभा चुनाव लड़ा, तो अपने घोषणापत्र में लिखा था कि APMC ऐक्ट में सुधार किया जाएगा ताकि किसान अपनी फसल को राज्य के बाहर भी, किसी भी खरीदार को बेच सकें। इसी घोषणापत्र में पार्टी ने मंडियों और प्रोसेसिंग यूनिट्स में बड़े पैमाने पर निजी पूंजी लाने का वादा भी किया था। केंद्रीय मंत्री मुख्तार अब्बास नकवी ने मंगलवार को बताया कि किस तरह से अपनी सियासत चमकाने के लिए पार्टी किसानों को गुमराह कर रही है।

चाहे कांग्रेस हो, या अकाली दल या आम आदमी पार्टी या फिर वामपंथी दल, इन सभी राजनीतिक पार्टियों की निगाह 2022 के पंजाब विधानसभा चुनावों पर है और इनकी पूरी दिलचस्पी ज्यादा से ज्यादा किसानों का समर्थन हासिल करने में है। यही पूरे मामले की जड़ है। ये सारी पार्टियां वहां के चुनाव में मुख्य दावेदार हैं और वे किसानों का गुस्सा नहीं झेलना चाहतीं। इन पार्टियों को लग रहा है कि जिस मोदी को वे चुनाव में नहीं हरा पाईं, उसे किसानों के सवाल पर फंसा देंगी। लेकिन इस आंदोलन का सबके रोचक पहलू ये है कि किसान नेता यह नहीं चाहते कि राजनीतिक दल उनके इस आंदोलन में शामिल हों। वे अपनी लड़ाई खुद लड़ना चाहते हैं। मैंने मंगलवार को कई बड़े किसान नेताओं से बात की। उन्होंने वादा किया कि किसानों के इस आंदोलन से किसी भी पार्टी को सियासी फायदा नहीं उठाने दिया जाएगा। कुछ किसान नेता तो अपने आंदोलन से लेफ्ट पार्टियों को भी किनारे करना चाहते हैं।

उत्तर भारत के राज्यों में भले ही लेफ्ट की बड़ी मौजूदगी न हो, लेकिन पंजाब के कुछ हिस्सों में इसके काडर का एक अच्छा नेटवर्क है जो किसानों के साथ काम कर रहा है। वामपंथी दल लगातार किसानों के आंदोलन को हाइजैक करने की कोशिश कर रहे हैं, लेकिन उन्हें अभी तक कामयाबी नहीं मिल पाई है। हमने जब राष्ट्रविरोधी और नक्सली नेताओं की रिहाई के लिए प्लेकार्ड्स पकड़े हुए और ‘मोदी मर जा तू’ जैसे नारमे लगाते हुए लेफ्ट समर्थकों के वीडियो दिखाए तो किसान नेताओं ने कहा कि इस तरह की नारेबाजी को अब बर्दाश्त नहीं किया जा सकता। दिल्ली की सीमा पर घरना देने वाले इन किसान नेताओं ने मंगलवार को कहा कि वे राष्ट्रविरोधी नारेबाजी या इस तरह की किसी भी गतिविधि की इजाजत नहीं देंगे। उन्होंने वादा किया कि वे राष्ट्रविरोधी तत्वों को किसानों के बीच नहीं घुसने देंगे।

On Tuesday, Prime Minister Narendra Modi said in Kutch, Gujarat, that farmers are being misled by some political parties on the three new farm laws. Modi said, farmers are being fooled into believing that others will occupy their land if the laws are implemented. These reforms, the PM said, are exactly the same that farmers’ outfits and the opposition had been asking over the years.

Modi said, those in the opposition who are misleading the farmers today, were trying to push these same reforms when they were in power, but they could not take a decision. Today, when the country has decided to take a historic step, they are misleading the farmers, he added.

In my ‘Aaj Ki Baat’ prime time news show on Tuesday night, we showed how political leaders and parties took a ‘U’ turn over the farmers’ issue and are now trying to politically exploit the sentiments of farmers. These leaders and political parties had been saying that corporates would usher in prosperity for farmers, but are now warning the farmers that if corporates are allowed entry, they would deprive the farmers of their agricultural land.

Earlier, these leaders used to allege that ‘aadhatiya’(commission agents) were fleecing the farmers. The same leaders are now saying that commission agents are the best friends of farmers. Earlier, these leaders used to paint a rosy picture about contract farming. They are now misleading the farmers by saying that farmers may lose their land if contract farming is allowed.

Prominent among these leaders is the head of Shiromani Akali Dal, Sukhbir Singh Badal. His party was in power at the Centre and was a partner in Modi government. His wife Harsmirat Kaur was a cabinet minister, and it was in her presence that the Union Cabinet adopted the draft of the three new farm legislations and Parliament passed these bills.

Today, after walking out of the government and NDA, Sukhbir Singh Badal is alleging that the three farm laws are ‘anti-farmer’ and BJP as a party is an enemy of farmers. On Tuesday, Badal even alleged that the BJP itself was a ‘tukde-tukde’ gang and wants to divide the country. In my show, I showed an old soundbite of his wife Harsimrat Kaur, who as a union minister, had praised the farm bills and had criticized the Congress and other parties for opposing the bills.

The question now is: if Sukhbir Badal and his wife knew that the new laws were beneficial for farmers, then why are they opposing them now? Why did they snap off the 24-year-old ties of their party with the BJP? The answer is: Punjab is heading for assembly elections after two years and Sukhbir Badal is more interested in winning these elections rather than thinking about the interests of farmers. When he found that Punjab CM Capt. Amrinder Singh is emerging as a hero among farmers by opposing the farm laws, he decided to pitch in and opposed the farm laws.

The result: Shiromani Akali Dal is presently neither here, nor there. Neither do the farmers trust Badal’s party, nor is the BJP willing to accept him. Badal wants the BJP leaders to approach him to seek his help in defusing the standoff with farmers. He wants to take credit for defusing the current tension. With this motive in mind, he has been sending Akali supporters to Delhi border to join protesters in order to mount pressure on the Centre. The Akali Dal is now on the same wavelength on the farmers issue with Congress and Aam Aadmi Party. Both these parties were till recently being criticized by Badal’s wife for “misleading the farmers”.

The Congress, in its 2019 Lok Sabha poll manifesto, had promised: “Congress will repeal the Agricultural Produce Market Committees Act and make trade in agricultural produce—including exports and inter-state trade—free from all restrictions.” It also promised: “The Essential Commodities Act, 1955 belongs to the age of controls. Congress promises to replace the Act by an enabling law that can be invoked only in the case of emergencies.”

When Modi government enacted laws incorporating these promises, Rahul Gandhi did a ‘U’ turn and decided to oppose these bills. The Congress is now demanding that APMCs (agricultural mandis) must not be disbanded and that Essential Commodities Act must remain in its previous form. Rahul Gandhi has been posting tweets almost daily asking his partymen to go to the streets to protest against the new farm laws. On Tuesday, he tweeted: “For Modi govt…protesting farmers are Khalistanis and Crony capitalists are best friends.” Congress MPs from Punjab have been staging dharna at Delhi’s Jantar Mantar for the last 10 days demanding repeal of the three new laws.

The problem with Rahul Gandhi is, he is least bothered about the interests of farmers, and is more interested in embarrassing Prime Minister Narendra Modi. For the last six years, most of his remarks about Modi helping “capitalist cronies like Ambani, Adani” now sound like a stuck gramophone record, irrespective of whether the issue relates to land acquisition or GST or demonetization or acquisition of Rafale fighter planes. Rahul Gandhi has made such allegations so often that most of the people now rarely take his charges seriously. Had Modi not enacted these farm laws, Rahul would have changed his track and asked what Modi government was doing to protect farmers from middlemen and commission agents. He would have blamed Modi for being anti-farmer and in hands-in-league with commission agents.

The Congress is not alone in its anti-Modi stand. Its ally in Maharashtra, Shiv Sena, has also stepped in. This party supported the farm laws and voted in favour in Lok Sabha, but when they were introduced in Rajya Sabha the next day, it abstained from voting. This was a classic case of ‘U’ turn. The same Shiv Sena leaders, who used to question Rahul Gandhi’s intelligence quotient in the past, now consider him an expert on agriculture.

Similar is the case with Arvind Kejriwal’s Aam Aadmi Party. His government in Delhi notified the new farm laws on November 22. When Punjab CM Capt. Amrinder Singh blamed the AAP government for siding with the BJP, Kejriwal replied that the laws had been enacted by the Centre, and since these laws were related to commercial activities, his government could not obstruct them.

The fact is: in 2017, when AAP contested the Punjab assembly polls and released a manifesto, it promised reforms in APMC Act, so that farmers would be free to sell their crops to any buyer, anywhere, even outside the state. In the same manifesto, the party promised to bring large scale private investments in mandis and processing units. Union minister Mukhtar Abbas Naqvi on Tuesday pointed out how the party was misleading farmers in order to gain advantage.

Whether it is the Congress, or Akali Dal or Aam Aadmi Party or the Left, all these political parties are more interested in garnering support of farmers with an eye of 2022 Punjab assembly polls. This is the crux of the matter.

These parties are main contenders in Punjab elections, and are unwilling to face the wrath of farmers. These parties, which had failed to defeat Narendra Modi in the elections, have now found the farmers’ issue as a convenient tool to embarrass Modi. But the most interesting aspect is that the farmers do not want any political party to join their agitation. They want to fight their own battle. I spoke to several top farmer leaders on Tuesday. They promised that the farmers would not allow any party to gain advantage. Some of the farmer leaders even want to edge out the Left parties from their agitation.

Though the Left may not have a large presence in north Indian states, it has a good network of cadre in Punjab who are working with the farmers. The Left parties are relentlessly trying to hijack the farmers’ agitation, but the cat is out of the bag. After we showed visuals of Left supporters holding placards for release of anti-national and Naxalite leaders and their supporters shouting ‘Death to Modi’ slogans, other farmer leaders have disapproved such actions. On Tuesday, farmer leaders at the dharna sites on Delhi border said they would not allow anti-national slogans or activities any more. They promised not to allow anti-national elements to infiltrate their ranks.

ऐसा लगता है कि वामपंथी दल किसानों के आंदोलन को मोदी से टकराव में बदलने की कोशिक में जी-जान से लगे हैं। सीपीआई, सीपीआई (एम), सीपीआई (एमएल) और नक्सल समर्थक, सब मिलकर किसानों की आड़ में अपना एजेंडा आगे बढ़ाने में लगे हैं। सोमवार को आंदोलनकारी किसानों ने एक दिन का उपवास रखा। वे शांति से अपने आंदोलन को आगे बढ़ा रहे हैं लेकिन जब इस तरह की नारेबाजी की तहकीकात की गई तो पता चला इस तरह की भाषा का किसानों ने समर्थन नहीं किया। महिलाएं जिस जगह प्रदर्शन कर रही थीं, वहां मंच पर ऑल इंडिया किसान सभा के बैनर लगे थे। ऑल इंडिया किसान सभा लेफ्ट से जुड़ा है और ये सीपीआई का संगठन है। वामपंथ के प्रति निष्ठा रखने वाले तत्व नफरत और हिंसा का माहौल बनाना चाहते हैं।

इंडिया टीवी संवाददाता पवन नारा उस धरनास्थल पर पहुंचे जहां आपत्तिजनक नारेबाजी की गई थी। वहां पर धरना प्रदर्शन जारी था और सवाल पूछने पर बताया गया कि वीडियो सही है। वहां मौजूद लोगों ने माना कि मोदी के खिलाफ घटिया नारे लगाए गए थे लेकिन फिर उन्होंने जस्टिफाई किया। उन्होंने कहा कि -इसमें गलत क्या है? यहां पर कुछ महिलाएं ऐसी मिलीं जो ‘मोदी, मर जा तू’ के नारे लगवा रही थीं। पता चला कि ये महिलाएं किसान नहीं हैं और न ही इनका किसानों से कोई मतलब नहीं है। नारेबाजी करने वाली जिन महिलाओं के वीडियो को सोशल मीडिया पर किसान बताकर सर्कुलेट किया जा रहा है, असल में वे लेफ्ट के कार्यकर्ता हैं जो किसानों के भेष में आंदोलन को बदनाम करने की नीयत से किसानों के बीच घुसे हैं। इन नारों का किसानों से कोई लेना-देना नहीं था। यहां वही नारे लगाए गए जो ‘टुक़ड़े-टुकड़े’ गैंग के लोग जेएनयू, शाहीन बाग, अलीगढ यूनीवर्सिटी और जामिया मिलिया में लगाते थे। बताया गया कि नारेबाजी में जो महिलाएं दिख रही थी वो आशा वर्कर का एक समूह था। वामदलों से जुड़े इस तरह के ग्रुप रोज आते हैं और चले जाते हैं। लोग बदलते हैं,लेकिन माहौल नहीं बदलता।

अब ये तो साफ है कि इस तरह के खूनी नारे लगाने वाले किसान नहीं हैं। किसान तो अपनी मांगें मनवाने के लिए शांतिपूर्ण तरीके से धरने पर बैठे हैं। किसानों ने अपनी बात शालीनता से कही है। सर्दी का मौसम है, बारिश भी हुई है, लेकिन किसानों ने हिम्मत नहीं छोड़ी है। तरह-तरह से उकसाया जा रहा है लेकिन किसान भाइयों ने ऐसी कोई बात नहीं की जो शालीनता के दायरे से बाहर हो। लेकिन कभी ‘टुकड़े-टुकड़े’ गैंग तो कभी एंटी मोदी मोर्चा चलाने वाले लोग किसानों के इस आंदोलन को टकराव में बदलना चाहते हैं। ये वही लोग हैं जिन्होंने कभी दिल्ली का पानी और दूध-सब्जी बंद करने की बात कही थी, लेकिन किसानों ने इसे नामंजूर कर दिया। ये वही लोग हैं जो इस आंदोलन का कोई हल नहीं चाहते। मैंने आपको इसके सबूत दिखाए हैं। इस साजिश में लेफ्ट समर्थक अकेले नहीं हैं बल्कि भारत विरोधी एक बड़ा खेमा सक्रिय है। नफरत फैलाने की कोशिश सिर्फ देश में नहीं हुई, लंदन से लेकर न्यूयॉर्क तक से ऐसी कई खबरें आईं जहां पाकिस्तान के कहने पर लोग सड़कों पर उतरे और मोदी विरोधी नारे लगाए। कनाडा में तो कई दिनों तक ये दौर चला।

कुछ दिन पहले कनाडा में खालिस्तान का समर्थन करने वालों ने मोदी के खिलाफ इसी तरह के आपत्तिजनक नारे लगाए थे। इन खालिस्तान समर्थकों को हवा मिली थी कनाडा के प्रधानमंत्री जस्टिन ट्रूडो से। ट्रूडो ने वहां बैठे-बैठे दिल्ली के बॉर्डर पर चल रहे किसान आंदोलन की आग में घी डालने का काम किया। उन्होंने ऐसा रुख अपनाया जो किसी राषट्राध्यक्ष को शोभा नहीं देता। भारत के आंतरिक मामलों में दखल देने का उनका कोई अधिकार नहीं है। सोमवार को देश के 22 पूर्व राजनयिकों ने खुली चिट्ठी लिखकर जस्टिन ट्रूडो की आलोचना की और कहा कि जस्टिन ट्रूडो का बयान खालिस्तान समर्थक ताकतों को बढ़ावा देने और भारत के अंदरूनी मामलों में दखल देने की कोशिश है। इन लोगों ने भारत विरोधी प्रचार के लिए कनाडा की धरती का उपयोग नहीं करने देने के लिए सख्त चेतावनी दी है।

जस्टिन ट्रूडो को अपने मुल्क की चिंता करनी चाहिए और अपने किसानों की चिंता करनी चाहिए। उन्होंने भारत के किसानों को भड़काने की कोशिश की। भारत सरकार की आलोचना की। उन्होंने ये नहीं देखा हमारे यहां किसान 19 दिन से धरने पर बैठे हैं और सरकार के खिलाफ नारेबाजी कर रहे हैं। हमारे यहां किसानों को पूरी आजादी है, सरकार उनसे लगातार बात कर रही है। लेकिन जस्टिन ट्रूडो अपने देश के किसानों के साथ क्या सलूक करते हैं? कुछ दिन पहले कनाडा में अल्बर्टों प्रांत में किसानों ने सरकार के खिलाफ आंदोलन की बात कही और कुछ किसान सड़क पर उतर पड़े। दो-चार ट्रैक्टर सड़क के किनारे खड़े किए और जस्टिन ट्रूडो की आलोचना की। इसके बाद ट्रूडो ने पुलिस भेजकर किसानों को गिरफ्तार करवा लिया। किसानों को टॉर्चर किया गया। ट्रूडो अपने देश में प्रदर्शन करने वाले किसानों पर जुल्म करते हैं और हमारे यहां के किसानों से कहते हैं और विरोध प्रदर्शन करो। इसकी वजह सियासी है। दरअसल कनाडा में चुनाव होनेवाले हैं। यह बात सब लोग जानते हैं कि कनाडा में खालिस्तान समर्थक जमात टूडो की लिबरल पार्टी का मजबूत ‘वोट बैंक’ है। टूडो इन्हें कनाडा में रहकर भारत के खिलाफ बोलने, प्रदर्शन करने और अपना प्रोपेगंडा चलाने की इजाजत देते हैं और बदले में खालिस्तानी संगठन जस्टिन ट्रूडो की लिबरल पार्टी की हर तरह से मदद करते हैं।

इधर दिल्ली में किसानों के आंदोलन का आज 20वां दिन है और दिल्ली के बॉर्डर पर किसान भाई धरने पर बैठे हैं। धरनास्थल पर स्वच्छता नहीं है। साफ-सफाई की हालत खराब है। किसान अपना राशन लेकर आए हैं और खाना खुद बना रहे हैं, लंगर चल रहा है। लेकिन बॉर्डर पर न पूरी तरह से शौचालय की व्यवस्था है, न पानी का इंतजाम है, न सफाई है। यहां गंदगी का अंबार है और बीमारियां फैलने का खतरा है। बहुत से किसान भाई बीमार हैं लेकिन उनकी देखभाल का जो इंतजाम है वो नाकाफी है । हमारे संवाददाता भास्कर मिश्रा ने टिकरी बॉर्डर, सिंघु बॉर्डर और गाजीपुर बॉर्डर से जो रिपोर्ट और तस्वीरें भेजी वो वाकई में परेशान करने वाली है। इन तीनों जगह शौचालय की कमी दिखी, साफ सफाई के लिए भी सरकारी इंतजाम ना के बराबर थे। जगह-जगह कूड़ा पड़ा हुआ था, पानी जमा था जिससे मच्छर पैदा हो रहे हैं और डेंगू का खतरा बढ़ गया है।

चिंता की बात ये है कि किसानों के आंदोलन में बड़ी संख्या में बुजुर्ग,महिलाएं और बच्चे हैं। सर्दी के मौसम में कोरोना के संकट के वक्त बुजुर्गों और बच्चों को तो खास एतिहयात बरतने की जरूरत होती है। इसलिए मुझे लगता है कि किसान भले ही अपने नौजवान समर्थकों और अधिक संख्या में बुला लें और अपना विरोध-प्रदर्शन जारी रखें लेकिन कम से कम बुजुर्गों को और बच्चों को वापस भेज दें। क्योंकि बुजुर्गों और बच्चों को खतरा ज्यादा है। दूसरी तरफ दिल्ली और हरियाणा की सरकार से कहना चाहूंगा कि वो सिर्फ जुबानी जमाखर्च न करें। सेवादार होने का ड्रामा न करें। पचास हजार किसानों के बीच पच्चीस मोबाइल टॉयलेट्स से क्या होगा? सफाई का इंतजाम क्यों नहीं है। अस्थाई बाथरूम और शौचालय भी बनाए जा सकते हैं। डॉक्टर्स की तैनाती भी बढ़ाई जा सकती है। मुझे लगता है कि अरविन्द केजरीवाल हों या मनोहर लाल खट्टर, दोनों सरकारें किसान भाइयों की दिक्कतों को देखें और दूर करें।

इसका दूसरा पहलू ये भी है कि जो किसान दिल्ली नहीं आए हैं वो भी परेशानी में हैं क्योंकि किसानों के आंदोलन के कारण उनकी फसल नहीं बिक रही है। गोभी,मटर चुकंदर की फसल जानवर खा रहे हैं। जो छोटे-छोटे दो-चार बीघे वाले किसान हैं और रोज मंडी में सब्जी बेचकर घऱ चलाते हैं उन किसानों के सामने भूखों मरने की नौबत आ गई है।चूंकि पंजाब और हरियाणा से सब्जी दिल्ली की मंडी में आती है और दिल्ली में किसान आंदोलन के कारण सब्जी की सप्लाई बंद है इसलिए पंजाब और हरियाणा की मंडियों में किसानों की सब्जी नहीं बिक रही। किसान अपनी फसलों को फेंकने पर मजबूर हैं। इसलिए जो किसान धऱने पर बैठे हैं उन्हें इन किसान भाइयों के बारे में सोचना चाहिए। कम से कम दिल्ली में सब्जी की सप्लाई का रास्ता देना चाहिए। इन आंदोलन से सिर्फ किसान ही नहीं, व्यापारी और मजदूर भी परेशान हैं। ये लोग किसानों का समर्थन करते हैं लेकिन किसानों के आंदोलन की वजह से इन लोगों की रोजी-रोटी पर
संकट आ गया है।

किसान संगठनों को तीनों कृषि कानूनों पर चर्चा के लिए कृषि मंत्री की ओर से दिए गए प्रस्ताव को स्वीकार करना चाहिए, ताकि समाधान का रास्ता निकल सके। उम्मीद करनी चाहिए कि किसान संगठनों के नेता सरकार की बात सुनेंगे और सरकार के पास अपनी बात रखेंगे। पहले ही बहुत समय बीत चुका है और इस तरह रास्ते को रोककर आवागमन ठप करने से अर्थव्यवस्था को भारी नुकसान हो रहा है।

In my prime time show ‘Aaj Ki Baat’ on Monday night, we showed visuals of women supporters under the banner of Akhil Bharatiya Kisan Sabha, a farmers’ wing of CPI, raising objectionable slogans like ‘Modi, Mar Ja Tu’ (Death to Modi) at the farmers’ dharna site at Shahjahanpur on Rajasthan-Haryana border.

It appears that the Left parties including CPI, CPI(M), CPI(ML) and pro-Naxalites are furthering their own agenda in the guise of supporting the farmers’ cause. Farmers can never use such objectionable slogans against the Prime Minister. On Monday, the agitating farmers observed a day’s fast. They have been carrying on their agitation peacefully, but elements owing allegiance to the Left are trying to inject hatred and violence.

India TV reporter Pawan Nara spoke to Left activists present at the dharna site, and surprisingly they said there was nothing objectionable in such provocative slogans. It was revealed that the women raising anti-Modi slogans were not farmers, but belonged to Asha workers’ groups, who come to the dharna site daily to chant slogans. Videos of such slogan shouting women are being circulated on social media by projecting them as farmers, while, in reality, these protesters have nothing to with farming. In recent times, such provocative slogans have been heard among ‘Tukde-Tukde’ gang activists in the campuses of JNU, AMU and Jamia Millia.

The farmers have nothing to do with such protesters who have a clear political agenda. They are braving the cold winter, staging their sit-in on the borders of Delhi in a peaceful manner. The ‘tukde-tukde’ gang activists are trying to force a confrontation between the farmers and the Centre by raising such provocative slogans. The Left supporters are not alone in this conspiracy. Anti-Indian separatist elements, with full support from Pakistan, are staging such anti-Modi rallies in London, Canada and the US.

In Canada, pro-Khalistan supporters raised anti-Modi slogans after getting encouragement from the remarks of Canadian Prime Minister Justin Trudeau, who had no business interfering in the internal affairs of India. A group of 22 former Indian diplomats on Monday in an open letter hit out at Justin Trudeau for “gratuitously” walking into the ongoing farmer protests, which amounted to blatantly interfering in India’s internal affairs. These former ambassadors have warned Canada not to allow use of its soil for anti-Indian propaganda by Khalistani elements.

Justin Trudeau must realize that on one hand the Indian government has allowed farmers to stage peaceful protests for the last 19 days, but in his own country, in Alberta province, the Canadian police brutally suppressed a farmers’ demonstration a few days ago and arrested all the protesters. It will be more appropriate for the Canadian PM to look after his own internal matters instead of interfering in India’s farmer protests. It is a known fact that many of the pro-Khalistan elements in Canada are providing support to Trudeau’s Liberal party and are solid ‘vote banks’.

Back in Delhi, the public hygiene situation on the national capital’s borders is worsening. Due to lack of adequate number of toilets, collection of water at different spots leading to proliferation of mosquito larvae, and lack of proper hygiene, many of the farmers have fallen sick. Our reporter Bhaskar Mishra visited three border points at Tikri, Singhu and Ghazipur and found dumps of garbage and lack of toilets. Old men, women and children were staying in the open with the protesters and it was a pitiable sight.

I would request farmers to send back their old relatives, women and children to their villages in order to protect them from communicable diseases during this Covid-19 pandemic. The farmers are free to call in their young relatives at their protest sites. I would also like to tell Delhi and Haryana governments to stop speaking like ‘sevadars’ only for mass consumption. Only 25 mobile toilets have been set up to handle 50,000 protesters, and it is a deplorable sight.

Both the state governments, headed by Arvind Kejriwal and M L Khattar, must increase the number of temporary toilets, provide warm water for the protesters and ensure proper sanitation. These farmers are our ‘annadatas’ (food providers) and we must ensure that they must not face difficulties.

I would also like to appeal to farmers to at least allow the entry of fruits and vegetable trucks into Delhi. I have seen visuals of rats and animals gorging on cauliflowers, carrots and turnips lying in the open, because they cannot be transported to Delhi. The farmers must think of their own brethren who are suffering big losses because of the blockage of goods transport. They must also think of small traders and labourers, who depend on transport of fruits and vegetables.

The farmers’ organisations should accept the Agriculture Minister’s open offer for discussing all the three farm laws clause wise, so that a solution could be found out. Already much time has elapsed and the blockage of transport is causing huge loss to the economy

शुक्रवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया था कि किस तरह वामपंथी झुकाव वाले और मोदी विरोधी किसान नेताओं ने दिल्ली में किसानों के आंदोलन को हाईजैक कर लिया है। ये वो किसान नेता हैं जो सरकार से टकराव चाहते हैं। ये वो किसान नेता हैं जो किसी भी तरह से समझौता नहीं होने देना चाहते। केंद्रीय कृषि मंत्री ने शुक्रवार को भी कहा कि हम बात करने को तैयार हैं, आप हमें ये बताइए कि कानून में कमी कहां है, किसान कानून में क्या बदलाव चाहते हैं। लेकिन आंदोलन पर कब्जा करके बैठे मुट्ठी भर किसान नेताओं ने इसका जबाव नहीं दिया, बल्कि ये कहा कि आंदोलन और तेज होगा। उन्होंने घोषणा की है कि दिल्ली के रास्ते बंद कर दिए जाएंगे, रेलवे ट्रैक पर धरने होंगे जिससे कि सामान्य जनजीवन थम जाए।

ये किसान नेता कौन हैं जो बातचीत में रुकावट पैदा कर रहे हैं? वे कौन लोग हैं जिनका झुकाव साफतौर पर नक्सलियों की तरफ है? उनमें से किसने पूर्व प्रधानमंत्री इंदिरा गांधी के हत्यारों का महिमामंडन किया था? इन किसान नेताओं के बारे में देश को जरूर मालूम होना चाहिए। किसान आंदोलन को लीड कर रहे बड़े चेहरों में एक नाम सतनाम सिंह पन्नू का है। सतनाम सिंह पन्नू किसान मजदूर संघर्ष कमेटी के अध्यक्ष हैं। किसान मजदूर संघर्ष कमेटी का गठन 2007 में हुआ था। फिलहाल इस संगठन के 5,000 सदस्य हैं और इसका असर तरनतारन, गुरदासपुर, फिरोजपुर और अमृतसर में है।

दूसरे किसान नेता हैं दर्शन पाल सिंह, जो क्रांतिकारी किसान मोर्चा के प्रमुख हैं। दर्शन पाल सिंह वही किसान नेता हैं जिन्होंने गुरुवार को शरजील इमाम, उमर खालिद जैसे राष्ट्रविरोधी तत्वों और एल्गार परिषद के कार्यकर्ताओं की जेल से रिहाई की मांग करने वाले पोस्टरों के समर्थन में बयान दिया था। क्रांतिकारी किसान मोर्चा सीपीआई-एम के प्रति निष्ठा रखता है, और इसके 700 से ज्यादा सदस्य हैं। इस संगठन का पंजाब के बठिंडा, फिरोजपुर, फरीदकोट, संगरूर और पटियाला जिलों में असर है।

तीसरे किसान नेता जोगिंदर सिंह उगराहां हैं, जिन्होंने भारतीय किसान यूनियन एकता (उगराहां) की स्थापना की थी। इस संगठन के फेसबुक पर 46,000 फॉलोवर्स हैं। बीकेयू (उगराहां) का दबदबा पंजाब के अमृतसर, बठिंडा, बरनाला, गुरदासपुर और लुधियाना जैसे जिलों में ज्यादा है। यह संगठन लेफ्ट की तरफ झुकाव रखने वाले 34 किसान-मजदूर संगठनों को एक प्लेटफॉर्म पर लाने में कामयाब रहा है।

चौथे नंबर पर भारतीय किसान यूनियन (उगराहां) के महासचिव सुखदेव सिंह कोकरी कलां हैं। पहले ये बच्चों को साइंस पढ़ाते थे और अब एक किसान नेता हैं। माना जाता है कि पंजाब में होने वाले किसान आंदोलन के पीछे इनका ही दिमाग है। सुखदेव अपने कॉलेज यूनियन के प्रेजिडेंट भी बने थे, और इनका झुकाव माओवादियों की तरफ था। वह एक बार ‘रेल रोको’ आंदोलन करते हुए बुरी तरह घायल भी हो गए थे।

इन नेताओं में पांचवां नाम सुरजीत सिंह फूल का है, जो भारतीय किसान यूनियन (क्रांतिकारी) के स्टेट प्रेजिडेंट हैं। बीकेयू (क्रांतिकारी) की स्थापना 2004 में हुई थी और इस संगठन का झुकाव भी CPI(M) की तरफ है। फिलहाल इस संगठन से 1,000 से ज्यादा लोग जुड़े हुए हैं। इस संगठन का पंजाब के बठिंडा, संगरूर, फाजिल्का, फरीदकोट, फिरोजपुर, मोगा और पटियाला जिलों पर अच्छा असर है। माओवादियों से रिश्ते होने के आरोप में पंजाब पुलिस ने एक बार उन्हें गिरफ्तार भी किया था।

सरवन सिंह पंधेर एक अन्य किसान नेता हैं, जो पहले किसान मजदूर संघर्ष कमिटी के जोनल प्रेजिडेंट थे और अब कार्यकारी उपाध्यक्ष हैं। किसान आंदोलन का एक बड़ा चेहरा बूटा सिंह बुर्ज गिल भी हैं, जो बीकेयू (दाकुंडा) के अध्यक्ष हैं और CPI(M) की तरफ झुकाव रखते हैं। बूटा सिंह 1984 से ही किसानों के लिए काम कर रहे हैं और 2004 में उन्होंने अपनी एक पार्टी भी बनाई थी। उनका संगठन अजमेर सिंह लाखोवाल के बीकेयू (लाखोवाल) के साथ मिलकर काम करता है।

अजमेर सिंह लाखोवाल बीकेयू (लाखोवाल) के प्रमुख हैं जिसकी स्थापना 1992 में हुई थी। अजमेर सिंह लाखोवाल 1994 में उस वक्त विवादों में आ गए थे, जब उन्होंने इंदिरा गांधी के हत्यारों बेअंत सिंह और सतवंत सिंह की तारीफ की थी। उन्हें 1999 में ट्रैक्टर खरीद घोटाले के सिलसिले में गिरफ्तार किया गया था। वह शिरोमणि अकाली दल के करीबी हैं। भारतीय किसान यूनियन (लाखोवाल) के पंजाब के अलग-अलग हिस्सों में 7,000 से ज्यादा सदस्य हैं और अमृतसर, फतेहगढ़ साहिब, फरीदकोट, गुरदासपुर, होशियारपुर, लुधियाना, मनसा, पटियाला, रोपड़ और संगरूर में इसकी अच्छी पकड़ है। अजमेर सिंह लाखोवाल कई बार कनाडा घूमकर आए हैं, जहां उनका बेटा रहता है। वह अकाली दल की मदद से पंजाब मंडी बोर्ड के चेयरमैन भी चुने गए थे।

एक अन्य नेता जगमोहन सिंह हैं, जो पंजाब सरकार के को-ऑपरेटिव डिपार्टमेंट में काम करते थे। वह पहले बीकेयू (एकता) में थे और इस समय बीकेयू दाकुंडा के महासचिव हैं। निर्भय सिंह धूडिके, जो कीर्ति किसान संघ के प्रमुख हैं, का सीपीआई (एमएल) के साथ करीबी रिश्ता है। उनके संगठन का अमृतसर, पठानकोट, जालंधर और संगरूर में अच्छा असर है। उनके संगठन में 5,500 से भी ज्यादा सदस्य हैं और पंजाब में एक बस जलाने के लिए उन्हें 3 साल की सजा भी हो चुकी है। माओवादी गतिविधियों के सिलसिले में पुलिस ने एक बार उनके घर पर छापा भी मारा था, लेकिन वह भाग निकले थे।

कमलप्रीत सिंह पन्नू किसान संघर्ष कमिटी की पंजाब इकाई के प्रमुख हैं। इस संगठन की स्थापना 2000 में हुई थी। किसान संघर्ष कमिटी से 1,500 से ज्यादा लोग जुड़े हैं और इस संगठन का झुकाव CPI(M) की ओर है। कंवलप्रीत सिंह पन्नू के संगठन का दबदबा कपूरथला, जालंधर, तरनतारन और गुरदासपुर जिलों में है। सतनाम सिंह अजनाला नाम के एक अन्य नेता हैं, जो रिवॉल्यूशनरी मार्क्सिस्ट पार्टी ऑफ इंडिया से जुड़े हैं। वह बठिंडा, रोपड़, संगरूर और तरन तारन जिलों में जम्हूरी किसान सभा चलाते हैं। सतनाम सिंह अजनाला पार्टी के मुखिया मंगत राम के खास माने जाते हैं।

बलदेव सिंह निहालगढ़ CPI की किसान इकाई अखिल भारतीय किसान सभा को चलाते हैं और बठिंडा, मोगा, मानसा और पटियाला में उनके काफी समर्थक हैं। एक अन्य महत्वपूर्ण किसान नेता रुलदू सिंह मानसा हैं जो सीपीआई की तरफ झुकाव रखने वाले संगठन पंजाब किसान यूनियन को चलाते हैं। इस संगठन के लुधियाना, मानसा और मुक्तसर में 2,500 सदस्य हैं। हन्नान मोल्लाह सीपीआई(एम) के बड़े नेता हैं और अखिल भारतीय किसान सभा के प्रमुख हैं। वह पश्चिम बंगाल से सीपीआई(एम) के सांसद थे और उन्होंने कुल 8 बार लोकसभा चुनाव जीता था। इस समय वह अखिल भारतीय किसान संघर्ष समन्वय समिति के एक वरिष्ठ नेता हैं।

संक्षेप में कहें तो पंजाब के अधिकांश किसान नेताओं की मॉडरेट और एक्सट्रिमिस्ट, दोनों तरह की लेफ्ट पार्टियों के प्रति निष्ठा है। पंजाब की राजनीति में एक दौर था, जब हरकिशन सिंह सुरजीत सहित कई कम्युनिस्ट नेताओं की किसानों के संगठनों पर अच्छी पकड़ थी। हालांकि, वर्तमान में इन किसान नेताओं का किसानों की भलाई से कम ही लेना-देना है और फिलहाल ये प्रधानमंत्री नरेंद्र मोदी की कृषि नीतियों के विरोध के अपने राजनीतिक एजेंडे पर चल रहे हैं। एक वक्त था जब ये वामपंथी किसान नेता आढ़तियों के खिलाफ थे, बिचौलियों को किसानों का खून चूसने वाला कहते थे, लेकिन अब उन्होंने किसानों के आंदोलन को गति देने के लिए अपने साथ बड़ी संख्या में आढ़तियों को भी शामिल किया है।

जब संसद ने नए कृषि कानूनों को मंजूरी दी, तो इन वामपंथी नेताओं ने भोले-भाले किसानों को भड़काया और आंदोलन पर अपना कब्जा कर लिया। जब-जब सरकार ने अपने और किसानों के बीच पुल बनाने की कोशिश की, इन वामपंथी नेताओं ने उसमें पलीता लगा दिया। इन्होंने न बात आगे बढ़ने दी, और न ही रास्ता निकलने दिया। वे किसानों के आंदोलन की दिशा बदलने में भी कामयाब हो गए, और गुरुवार को उन्होंने सामने आकर राष्ट्रविरोधी तत्वों और प्रो-नक्सल नेताओं की रिहाई के लिए किसानों से नारे लगवाए। शुक्रवार को किसानों को जब ‘टुकड़े-टुकड़े’ गैंग के लोगों शरजील इमाम, उमर खालिद और वरवरा राव एवं गौतम नवलखा जैसे नक्सली समर्थक बुद्धिजीवियों की असलियत पता चली, तो उन्होंने इनके पोस्टर, तख्तियां और बैनर खुद ही हटा दिए।

लेकिन चिंता की बात यह है कि ये राष्ट्रविरोधी तत्व और उनके समर्थक अभी भी किसानों के बीच मौजूद हैं और एक संगठित तरीके से काम कर रहे हैं। इन तत्वों का झुकाव खालिस्तानी और कश्मीरी अलगाववादियों के साथ-साथ माओवादियों की तरफ है जो बगावत में लगे हुए हैं। खुफिया एजेंसियों ने आगाह किया है कि ये तत्व किसानों के आंदोलन का फायदा उठाकर अशांति और हिंसा को जन्म दे सकते हैं।

सरकार और किसानों के बीच संघर्ष की बात ही बहुत डराने वाली और परेशान करने वाली है, इसलिए अब ज्यादा सावधानी की जरूरत है। ईश्वर न करें, कभी भी ऐसी परिस्थिति पैदा हो। आंदोलनकारी किसानों को तीन मोर्चों पर सतर्क रहने की जरूरत है। पहला किसानों को ध्यान रखना होगा कि कहीं देश विरोधी ताकतें किसान आंदोलन में घुसकर अपने खतरनाक इरादों को अंजाम देने में कामयाब न हो जाएं। दूसरी ध्यान रखने वाली बात ये है कि जिन लोगों के राजनीतिक मंसूबे हैं, जो किसानों को ढाल बनाकर आगे बढ़ रहे हैं, उनसे किसानों को दूर रहना होगा। और तीसरा मोर्चा कोविड-19 का है, क्योंकि यदि आंदोलन लंबा खिंचता है तो यह महामारी किसानों के लिए घातक साबित हो सकती है। उन्हें जितनी जल्दी सही सलाह मिलेगी, उतना ही बेहतर होगा।

In my prime time show ‘Aaj Ki Baat’ on Friday night, we showed how a handful of farmer leaders, with Leftist and anti-Modi leanings, have hijacked the farmers’ agitation in Delhi. These are the leaders who want a bitter confrontation with the Centre and are trying to stall negotiations at each and every step. Even on Friday, the Union Agriculture Minister said that the government was ready for talks, but the farmer leaders should come forward and tell the provisions of farm laws which they want to be amended. But the handful of farmer leaders decided not to respond and intensified the agitation. They have announced that they would block roads and railway tracks in the National Capital region and bring normal life to a standstill.

Who are these farmer leaders who are stalling talks? Who are the ones who have clear leanings towards Naxalites? Who, among them, had glorified the killers of former PM Indira Gandhi? The nation must know about these farmer leaders.

The first among them is Satnam Singh Pannu, president of Kisan Mazdoor Sangharsh Samiti, set up in 2007, claiming to have more than 5,000 members with a sizeable presence in taran taran, Gurdaspur, Ferozepur and Amritsar.

The second is Darshan Pal Singh, head of Krantikari Kisan Morcha. He is the leader who, on Thursday, supported the holding of placards demanding release of anti-national elements like Sharjeel Imam, Umar Khalid and Elgar Parishad activists, presently in jail. This union owes allegiance to CPI-M, has more than 700 members and has a presence in Bathinda, Sangrur, Patiala, Ferozepur and Faridkot.

The third is Joginder Singh Ugrahan, who set up the Bharatiya Kisan Union Ekta (Ugrahan), and has 46,000 followers on Facebook. His union has a good presence in Amritsar, Gurdaspur, Bathinda, Barnala and Ludhiana. This union managed to bring 34 pro-Left farmer outfits in Punjab on a single platform.

The fourth is Sukhdev Singh Kokri Kalan, general secretary of BKU (Ugrahan). Earlier, he used to teach science to students and is now a farmer leader. He is said to be the brain behind the farmers’ agitation in Punjab. He was the president of his college union, had leanings towards Maoists, and was once seriously injured while carrying out ‘rail roko’ agitation.

The fifth leader is Surjit Singh Phool, state president of BKU(Krantikari). Set up in 2004, this outfit has leanings towards CPI(M) and has more than 1,000 members. It has a sizeable presence in Bathinda, Sangrur, Ferozepur, Faridkot, Fazilka, Moga and Patiala. He was once arrested by Punjab Police for his pro-Maoist activities.

Another leader is Sarwan Singh Pandher, who was earlier zonal president and now executive vice-president of Kisan Mazdoor Sangharsh Committee. There is Buta Singh Burj Gill, president of BKU Dakunda, and has pro-CPI(M) leanings. He has been working among farmers since 1984 and set up a political party in 2004. His union works in tandem with BKU (Lakhowal).

Ajmer Singh Lakhowal heads BKU (Lakhowal) set up in 1992. He came into controversy, when in 1994, he praised Indira Gandhi’s killers, Beant Singh and Satwant Singh. He was arrested in 1999 in connection with tractor purchase scam. He is close to Shiromani Akali Dal, and has more than 7,000 followers in Amritsar, Fatehgarh Sahib, Faridkot, Gurdaspur, Hoshairpur, Ludhiana, Mansa, Patiala, Ropar and Sangrur. He has visited Canada several times, where his son stays. He was elected chairman of Punjab Mandi Board with the help of Akali Dal.

There is another leader Jagmohan Singh, who used to work in the Co-operative department of Punjab government. He was earlier in BKU (Ekta) and is presently the general secretary of BKU Dakunda. Nirbhay Singh Dhudike, who heads the Kirti Kisan Union, and has close links with CPI(ML). His union is active in Amritsar, Pathankot, Jullundur and Sangrur. His union has more than 5,500 members and he was once sentenced to three years’ imprisonment for setting fire to a bus in Punjab. Police had once raided his home in connection with Maoist activities, but he managed to escape.

Kamalpreet Singh Pannu is the Punjab unit president of Kisan Sangharsh Committee, set up in 2000. It has more than 1,500 followers and has leanings towards CPI(M). It has a presence in Kapurthala, Jalandhar, Taran Taran and Gurdaspur. There is another leader Satnam Singh Ajnala, belonging to Revolutionary Marxist Party of India. He runs the Jamhoori Kisan Sabha in Bhatinda, Ropar, Sangrur and Taran Taran. He is said to be close to that party’s chief Mangat Ram.

Baldev Singh Nihalgarh runs the CPI farmers’ wing Akhil Bharatiya Kisan Sabha and has supporters in Bhatinda, Moga, Mansa and Patiala. Another important farmer leader is Ruldu Singh Mansa who runs the pro-CPI Punjab Kisan Union, which has 2,500 members in Ludhiana, Mansa and Muktsar. Hannan Mollah, a CPI(M) leader, heads the All India Kisan Sabha. He was a CPI(M) MP from West Bengal, who won the Lok Sabha elections eight times. Presently, he is a senior leader of All India Kisan Sangharsh Coordination Committee.

In a nutshell, most of the farmer leaders from Punjab owe their allegiance to Left Parties, both moderate and extremist. There was a period in Punjab politics, when Communist leaders, including Harkishen Singh Surjit, used to hold sway over farmers’ outfits. However, presently, most of these farmer leaders have less to do with the interest of farmers and follow the political agenda of opposing Prime Minister Narendra Modi’s farm policies. At one point of time, these leftist farmer leaders used to condemn middlemen (adhatiyas) as bloodsuckers of farmers, but now they have included a large number of adhatiyas in their group to spearhead the farmers’ agitation.

When the new farm laws were enacted by Parliament, these Left leaders grabbed the chance to incite and instigate illiterate farmers and took control of the agitation. These leaders torpedoed every attempt by the government to establish channels of communication with the farmers. They succeeded in changing the direction of the farmers’ agitation, and on Thursday, they came out in the open and made farmers chant slogans for release of anti-nation elements and pro-Naxalite leaders. On Friday, when the farmers came to know about the antecedents of ‘Tukde Tukde’ gang activists like Sharjeel Imam, Umar Khalid, and pro-Naxalite intellectuals like Varvara Rao and Gautam Navlakha, they threw away the posters, placards and banners.

But the most worrying aspect is that these anti-national elements and their supporters are still there within the ranks of farmers and are working in an organized manner. These elements have leanings towards Khalistani and Kashmiri separatists and Maoists who are engaged in insurrection. Intelligence agencies have cautioned that these elements may create unrest and violence taking advantage of the farmers’ agitation.

The very idea of a violent confrontation between the Centre and farmers is alarming, to say the least. God forbid, such a situation should not arise under any circumstance. The agitating farmers will have to guard themselves (1) against the machinations of anti-national forces, (2) against political elements who are trying to gain advantage, and (3) against the Covid-19 pandemic which take a toll of their lives, if the agitation continues for long. The sooner saner counsel prevails among them, the better.

दिल्ली में जारी किसानों के आंदोलन के 16वें दिन तक पहुंचते-पहुंचते एक बेहद ही चिंताजनक पहलू सामने आया है। किसानों के इस आंदोलन में राष्ट्रविरोधी तत्वों की घुसपैठ हो चुकी है। गुरुवार रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने पंजाब के कुछ किसानों का एक वीडियो दिखाया जिसमें शरजील इमाम, उमर खालिद, खालिद सैफी और एल्गार परिषद के ऐक्टिविस्ट्स की रिहाई की मांग की गई थी। ये सभी ‘टुकडे-टुकडे’ गैंग का हिस्सा हैं और इस समय कस्टडी में हैं।

शरजील इमाम JNU का एक ऐक्टिविस्ट है जिसके ऊपर कम से कम 5 राज्य सरकारों ने सांप्रदायिक, अलगाववादी और भड़काऊ भाषण देने के मामले दर्ज किए हैं जिनके चलते दिल्ली में दंगे हुए थे। शरजील इमाम ने शाहीन बाग आंदोलन के दौरान राष्ट्रविरोधी तत्वों को इकट्ठा किया था और इस साल के दिल्ली दंगों के दौरान दंगाइयों के साथ मिलकर साजिश रची थी।

उमर खालिद जवाहरलाल नेहरू यूनिवर्सिटी का एक जाना-माना छात्र नेता है और उसके ऊपर इस साल की शुरुआत में दिल्ली में हुए दंगों की साजिश रचने का आरोप है। वह इस समय जेल में है। उमर खालिद ने कश्मीरी अलगाववादियों अफजल गुरु और मकबूल भट्ट की फांसी का भी विरोध किया था। ये वही उमर खालिद है जिसने JNU में उस रैली को आयोजित किया था जिसमें ‘भारत तेरे टुकड़े होंगे’ जैसे नारे लगाए थे। ये ‘टुकड़े-टुकड़े’ गैंग का सरदार है। खालिद सैफी दिल्ली में हुए दंगों का एक अन्य आरोपी है और फिलहाल जमानत पर बाहर है।

गुरुवार को जब शुरू में मैंने ये वीडियो देखा तो मुझे अपनी आंखों पर विश्वास ही नहीं हुआ। महिला किसान, जिनमें से अधिकांश ज्यादा पढ़ी-लिखी नहीं हैं, ‘टुकड़े-टुकड़े गैंग’ से ताल्लुक रखने वाले इन लोगों के पोस्टर कैसे लहरा सकती हैं? मैंने अपने रिपोर्टर्स को इसकी हकीकत पता लगाने को कहा और फिर इस बात की पुष्टि हो गई कि किसानों के हाथों में वाकई में ये पोस्टर्स थे और वे इन लोगों की रिहाई की मांग करते हुए नारे लगा रहे थे।

भारतीय किसान यूनियन (उगराहां) ने दिल्ली की टिकरी सीमा पर अंतर्राष्ट्रीय मानवाधिकार दिवस मनाने के लिए इस रैली को आयोजित किया था। वे एल्गार परिषद के गौतम नवलखा, आनंद तेलतुंबडे, वरवरा राव, सुधा भारद्वाज जैसे ‘अर्बन नक्सल’ नेताओं की रिहाई की मांग कर रहे थे, जिनमें से अधिकांश देश विरोधी गतिविधियों के आरोप में जेल में हैं।

मुझे नहीं लगता कि पंजाब के किसान इन कट्टरपंथी नेताओं की करतूतों के बारे में जानते हैं। आमतौर पर किसान ऐसे राष्ट्रविरोधी तत्वों की गतिविधियों के बारे में ज्यादा नहीं जानते जो सांप्रदायिक नफरत, माओवादी उग्रवाद और अलगाववादी आंदोलनों को बढ़ावा देकर राष्ट्रीय एकता को कमजोर करने की कोशिश करते हैं। पंजाब के इन किसानों को इन राष्ट्रविरोधी तत्वों द्वारा आसानी से यह कहकर बहकाया जा सकता है कि इन लोगों को सरकार ने ‘झूठे केसों’ में जेल में डाल रखा है।

अभी तक हम सिर्फ बीजेपी के नेता ये आरोप लगा रहे थे कि किसानों के आंदोलन को राष्ट्रविरोधी तत्वों ने हाइजैक कर लिया है, लेकिन वीडियो देखने के बाद किसी को भी यकीन हो जाएगा कि ‘टुकड़े-टुकड़े’ गैंग के लोग अब किसानों के बीच घुस चुके हैं। किसानों के मंच से शरजील इमाम और उमर खालिद को रिहा करने की मांग को लेकर नारे लगाए गए।

‘आज की बात’ शो में हमने किसान नेता दर्शनपाल सिंह को इन अलगाववादियों के समर्थन में बोलते हुए दिखाया था। जब हमने यह वीडियो यूपी भारतीय किसान यूनियन के नेता राकेश टिकैत को दिखाया, तो उन्होंने यह बात मानी कि किसानों को अबसे ऐसे असामाजिक और राष्ट्रविरोधी तत्वों से बचना होगा जो उनके बीच घुसपैठ करने की कोशिश कर रहे हैं। उन्होंने कहा कि ऐसे लोगों को किसानों के मंच का दुरुपयोग करने की इजाजत नहीं दी जानी चाहिए।

भारत के अधिकांश लोगों की सहानुभूति अपनी जमीनों और फसलों पर खुद के अधिकारों की रक्षा के लिए लड़ रहे किसानों के साथ है। उनकी सहानुभूति किसानों के साथ इसलिए है क्योंकि वे दिल्ली की भीषण ठंड में खुले में डेरा डाले हुए हैं। कोई नहीं चाहता कि हमारे अन्नदाता सड़कों पर खुले में बैठे रहें और यूं ही दिक्कतें झेलते रहें। अधिकांश लोग चाहते हैं कि केंद्र सरकार किसानों की जायज मांगों को मान ले, लेकिन यदि राष्ट्रविरोधी और अलगाववादी तत्व उनके बीच में घुसते हैं तो किसानों के प्रति देश की जनता की सहानुभूति खत्म हो जाएगी।

मेरा मानना है कि किसानों के बीच में हर तरह के एलिमेंट घुस गए हैं, जो अपना उल्लू सीधा करना चाहते हैं। उनमें से कुछ राहुल गांधी का गुणगान कर रहे हैं, तो कुछ अडानी और अंबानी की कंपनियों के उत्पादों और सेवाओं के बॉयकॉट का नारा लगा रहे हैं, तो कुछ ‘टुकड़े टुकड़े गैंग’ और ‘अर्बन नक्सल्स’ के समर्थन में अपना प्रॉपेगेंडा फैला रहे हैं। किसान नेताओं को समझना होगा कि जब तक इस तरह के राष्ट्रविरोधी तत्व अपने स्वार्थ के चलते किसानों के बीच मौजूद हैं, तब तक कोई रास्ता नहीं निकलेगा। मैं उम्मीद करता हूं कि पंजाब के किसान नेता, राकेश टिकैत जैसे नेताओं की सलाह पर गौर करेंगे और अपने बीच घुसपैठ करने वाले सभी राष्ट्रविरोधी तत्वों को बाहर का रास्ता दिखाएंगे।

The most worrying aspect in the current farmers’ agitation in Delhi, entering its 16th day, is the infiltration of anti-national elements among the ranks of protesters. In my prime time show ‘Aaj Ki Baat’ on Thursday night, we showed a video of few farmers from Punjab carrying placards demanding release of Sharjeel Imam, Umar Khalid, Khalid Saifi and Elgar Parishad activists, all part of ‘Tukde-Tukde’ gang, presently in custody.

Sharjeel Imam is a JNU activist who has been charged with sedition by at least five state governments for making communal, separatist and inflammatory speeches that led to riots in Delhi. Sharjeel Imam had mobilized anti-national elements during the Shaheen Bagh agitation and had conspired with rioters during this year’s Delhi riots.

Umar Khalid is a prominent JNU student leader and he has been charged with planning the conspiracy to foment Delhi riots early this year. He is presently in jail. Umar Khalid had also protested the execution of Kashmiri separatists Afzal Guru and Maqbool Bhat. He is known as the leader of ‘tukde-tukde’ gang that organized the infamous rally in JNU campus during which ‘Bharat tere tukde honge’ slogans were chanted. Khalid Saifi is another accused in this year’s Delhi riots and is presently out on bail.

On Thursday, when I initially saw the video I could not believe my eyes. How could women farmers, most of them illiterate, hold placards carrying pictures of these ‘tukde-tukde’ gang activists? I asked our reporters to find out and it was confirmed that the farmers were indeed carrying these placards and chanting slogans demanding the release of these activists.

The rally was organized by Bharatiya Kisan Union (Ugrahan) to celebrate International Human Rights Day, at Delhi’s Tikri border. They were demanding the release of ‘urban Naxal’ Elgar Parishad leaders like Gautam Navlakha, Anand Teltumbde, Varvara Rao, Sudha Bhardwaj, most of whom are in jail on charge of anti-national activities.

I doubt whether the Punjab farmers are aware of the activities of these radical leaders. Normally, farmers do not know much about the activities of anti-national elements who try to weaken national unity by promoting communal hatred, Maoist insurrection and separatist movements. These farmers from Punjab can be easily duped by elements who have been telling them that all these activists have been jailed under ‘false charges’.

Till now, we have only been hearing charges by BJP leaders that anti-national elements have hijacked the farmers’ agitation, but after watching the video, one is convinced that ‘tukde-tukde’ gang activists have already made their entry into the ranks of farmers. Slogans were chanted from the podium demanding release of Sharjeel Imam and Umar Khalid.

In ‘Aaj Ki Baat’ show, we showed farmer leader Darshanpal Singh speaking out in support of these separatists. When we showed this video to UP Bharatiya Kisan Union leader Rakesh Tikait, he agreed that farmers, from now onwards, must be on guard against anti-social and anti-national elements who are trying to infiltrate their ranks. They must not be allowed to misuse the platform of farmers, he said.

Most of the people of India sympathize with farmers who are fighting for protecting their rights over their farmland and crops. They have sympathy for farmers who have been camping in the open during Delhi’s harsh winter. Nobody wants that our ‘annadatas’ (food providers) should continue sitting in the open on highways, facing difficulties. Most of the people want that the Centre should accept the justified demands of farmers, but if anti-national and separatist elements enter their ranks, people’s sympathy for farmers will be eroded.

I think different elements with vested interests have already infiltrated the ranks of farmers. Some of them are singing paeans in praise of Rahul Gandhi, some are insisting on boycott of all products and services marketed by Ambani and Adani groups, and some are carrying on with their insidious propaganda in support of ‘urban Naxals’ and separatists.

Farmer leaders must realize that no solution can be found if anti-national elements join the ranks of their supporters. I hope farmer leaders from Punjab farmer leaders will listen to sage advice from leaders like Rakesh Tikait and remove all anti-national elements who have infiltrated their ranks.

किसान नेताओं और केंद्र के बीच बातचीत की डोर बुधवार को उस समय टूट गई जब किसान संगठनों ने नए कृषि कानून में संशोधन के सरकार के प्रस्ताव को सिरे से खारिज करते हुए यह ऐलान किया कि वे अपने आंदोलन को और तेज करेंगे। किसानों के रुख पर थोड़ी हैरानी और थोड़ा दुख भी हुआ। सरकार चाहती है कि बातचीत से बीच का रास्ता निकले लेकिन किसान ‘हां या ना पर अड़े हैं। किसान कह रहे हैं कि बातचीत से इंकार नहीं है, लेकिन बात तभी बनेगी जब सरकार तीनों कृषि सुधार कानून वापस ले।

सरकार का रुख बिल्कुल साफ है कि तीनों कानूनों को वापस नहीं लिया जाएगा। सरकार का कहना है कि किसानों की चिंताओं को दूर किया जाएगा। कानूनों में संशोधन भी हो सकता है लेकिन चुनी हुई सरकार को झुकाने की नियत से हो रही सियासी कोशिशों को कामयाब नहीं होने दिया जाएगा। सरकार टूटे तारों को जोड़ने की कोशिश कर रही थी। किसान संगठनों के साथ बातचीत जारी रखने की पूरी कोशिश कर रही थी लेकिन किसानों ने जंग का ऐलान कर आर-पार की बात कर दी।

कौन हैं वे नेता जो किसान संगठनों के नेताओं को बात करने से रोक रहे हैं? क्या वजह कि बात नहीं बन रही है? किसानों ने बुधवार को जिस धमकी भरे अंदाज में बात की उसे देख कर हैरत हुई। क्योंकि जो डॉयलॉग अब तक राहुल गांधी रैलियों में बोल रहे थे और ट्विटर पर लिख रहे थे हू-ब-हू, शब्दश: वही डॉयलॉग किसान संगठनों के नेताओं के मुंह से निकले। जो बातें किसान नेताओं ने कहीं वही बातें राहुल गांधी और शरद पवार सहित पांच विपक्षी नेताओं ने राष्ट्रपति से मिलने के बाद कही। कुल मिलाकर ऐसा लग रहा है कि जैसे 22 विरोधी दल मिलकर किसान संगठनों और सरकार के बीच टकराव चाहते हैं। एक बार फिर शाहीन बाग जैसे हालात बनाने की कोशिश हो रही है। एक बार फिर एंटी सीएए जैसा माहौल बनाने की तैयारी हो रही है।

अब सवाल उठता है कि आखिर सरकार ने ऐसी कौन सी बात कह दी जिससे किसान संगठनों के नेता अचानक नाराज हो गए? वे बातचीत से पीछे हट गए और आर-पार की बात करने लगे। दरअसल, सरकार ने जो 21 पेज का प्रस्ताव किसान नेताओं को भेजा था उस प्रस्ताव के आने से पहले ही किसान संगठनों के नेता तय कर चुके थे कि अब आंदोलन का रास्ता ही अख्तियार करना है। अगर सरकार बात करती है तो मीटिंग से इंकार नहीं करेंगे लेकिन अब आंदोलन को देशभर में फैलाया जाएगा। ये बात मैं नहीं कह रहा हूं। ये खुलासा भी किसान संगठनों के नेताओं ने खुद ही किया। असल में मंगलवार शाम को ही सरकार की तरफ से किसान नेताओं को अनौपचारिक बातचीत का न्योता भेजा गया था। इस बैठक में गृह मंत्री अमित शाह के साथ मीटिंग रखी गई। कृषि मंत्री नरेन्द्र सिंह तोमर और वाणिज्य मंत्री पीयूष गोयल भी मौजूद थे। सरकार को उम्मीद ये थी कि किसान संगठनों से बातचीत करके कोई बीच का रास्ता निकल आएगा लेकिन किसान नेताओं ने बात शुरू होने से पहले ही कह दिया कि बातचीत का फायदा नहीं है क्योंकि वे कानून में संशोधन नहीं चाहते हैं। सरकार कानून ही वापस ले ले तभी बात बनेगी। इसके बाद भी सरकार के सबसे वरिष्ठ मंत्रियों ने किसान नेताओं को समझाने की कोशिश की, मनाने की कोशिश की लेकिन बात नहीं बनी।

असल में मंगलवार रात अमित शाह की मीटिंग सिर्फ 5-6 किसान संगठनों के नेताओं से होनी थी। ये वो लोग हैं जिनका ओपन माइंड (खुले विचार वाले) हैं और जो ये समझते हैं कि ये आंदोलन हमेशा तो नहीं चल सकता, इसलिए बीच का रास्ता निकालना चाहिए। ये किसान नेता प्रधानमंत्री मोदी के प्रति अच्छी भावना रखते हैं। उन्होंने ये कहा भी है कि मोदी के बारे में कोई कुछ भी कह सकता है लेकिन ये नहीं कहा जा सकता कि वे किसानों के विरोधी हैं। इसीलिए उम्मीद थी कि इस मीटिंग में रास्ता निकलेगा, लेकिन जब बाकी नेताओं को पता चला तो उन्होंने इस मीटिंग में ऐसे लोगों को घुसा दिया जो सरकार के घोर विरोधी हैं। जिनके सामने खुलकर बात नहीं हो सकती। जो किसान नेता पॉजटिव माइंड (सकारात्मक सोच) के साथ बात करने आए थे वो भी चुप रहे। इसीलिए भले अभी रास्ता नहीं निकला है, लेकिन उम्मीद अभी भी बाकी है।

केंद्र ने बुधवार को किसानों को भेजे गए अपने प्रस्ताव में न्यूनतम समर्थन मूल्य (एमएसपी) और एपीएमसी ‘मंडियों’ को जारी रखने के लिए लिखित आश्वासन देने का वादा किया। प्रस्ताव में कहा गया है कि सरकार मांग के मुताबिक किसानों को एमएसपी पर लिखित भरोसा देगी। एपीएमसी एक्ट में हुए बदलाव के कारण किसानों को लग रहा है कि प्राइवेट मंडियों के खुलने से पुराना मंडी सिस्टम खत्म हो जाएगा और किसान पूरी तरह प्राइवेट प्लेयर या कॉरपोरेट पर निर्भर हो जाएंगे। सरकार ने किसानों को भरोसा दिया है कि मंडियां पहले की तरह चलती रहेंगी। किसानों को इस बात पर भी आपत्ति थी कि कानून के मुताबिक किसी प्राइवेट फर्म, कंपनी या व्यक्ति को किसानों की उपज खरीदने के लिए किसी तरह के लाइसेंस की जरूरत नहीं होगी। सरकार ने किसानों की इस आपत्ति को भी दूर करने की कोशिश की। बुधवार को जो प्रस्ताव भेजा गया उसमें सरकार ने कहा कि कानून में रजिस्ट्रेशन का प्रावधान जोड़ा जाएगा। राज्य सरकारों को नई प्राइवेट मंडियों का रजिस्ट्रेशन का अधिकार दिया जाएगाऔर प्राइवेट मंडियों से टैक्स भी वसूला जाएगा।

किसानों के मन में एक बड़ी आशंका अपनी जमीन को लेकर भी है। किसानों को लगता है कि कॉन्ट्रैक्ट फार्मिंग के लिए सरकार की तरफ से जो प्रावधान किए गए हैं उनके जरिए बड़े कॉरपोरेट किसानों की जमीन पर कब्जा कर लेंगे। सरकार के प्रस्ताव में कहा गया है कि कोई कंपनी या व्यक्ति किसान के साथ जो करार करेगा उसमें किसान की जमीन की बिक्री, लीज या मार्टगेज करने का अधिकार किसी कंपनी को नहीं होगा। किसान के साथ करार करने वाली कंपनी किसान की जमीन पर किसी तरह का पक्का निर्माण नहीं कर सकती। अगर ये जरूरी है…तो करार खत्म होते ही उसे हटाना होगा।अगर तय वक्त में नहीं हटाया तो उसका मालिकाना हक किसान का होगा और किसान की जमीन पर या उस जमीन पर किए गए निर्माण पर कोई व्यक्ति या कंपनी किसी तरह का लोन नहीं ले सकेगी।

किसान संगठन पराली जलाने को लेकर बने कानून को भी नरम करने की मांग कर रहे हैं। किसान चाहते हैं कि सरकार एयर क्वालिटी मैनेजमेंट आफ एनसीआर आर्डिनेंस, 2020 को खत्म करे। इस कानून के तहत पराली जलाने पर जुर्माने और आपराधिक कार्रवाई का प्रावधान है। सरकार की तरफ से किसानों को लिखित प्रस्ताव दिया गया है कि इस विधेयक को लेकर किसानों की आपत्तियों का हल निकाला जाएगा।

केंद्र के प्रस्तावों को नामंजूर करते हुए किसान नेताओं ने अंबानी और अडानी ग्रुप के उत्पादों का बहिष्कार करने का आह्वान किया। इन लोगों ने बीजेपी के नेताओं का घेराव करने का भी ऐलान किया। ये बातें किसानों के आंदोलन का हिस्सा कैसे हो सकती हैं? ऐसा लग रहा है जैसे किसान आंदोलन नहीं सियासी आंदोलन हो रहा है। दरअसल, किसान आंदोलन में अब राजनीति घुस गई है। किसानों के आंदोलन को मोदी विरोधी नेताओं ने हाईजैक कर लिया है।

असल में जिस वक्त किसान संगठनों की प्रेस कॉन्फेंस चल रही थी उसी वक्त राहुल गांधी (कांग्रेस), शऱद पवार (एनसीपी), सीताराम येचुरी (सीपीएम), इलनगोवन (डीएमके) और डी राजा (सीपीआई) किसानों के मुद्दे पर राष्ट्रपति से मिलने पहुंचे। इन लोगों ने भी राष्ट्रपति से कृषि सुधार कानूनों पर रोक लगाने की मांग की। राष्ट्रपति से मुलाकात के बाद बाहर निकलने पर राहुल गांधी ने वही बातें कही जो किसान संगठनों के नेताओं ने कही थी। राहुल गांधी ने कहा कि सरकार ने अडानी-अंबानी को फायदा पहुंचाने के लिए कानून बनाया। इस कानून को रद्द करने की जरूरत है। राहुल ने कहा कि मोदी को किसानों की ताकत का अंदाजा नहीं है, किसान डरने वाला नहीं है। जब तक कानून वापस नहीं लिया जाएगा तब तक किसान आंदोलन वापस नहीं लेंगे।

मुझे हैरत इस बात पर नहीं हुई कि राहुल गांधी ने अंबानी-अडानी को किसानों का दुश्मन और मोदी का दोस्त बताया। आश्चर्य इस बात पर हुआ कि कुछ किसान संगठनों के नेता यही भाषा बोलते हुए सुनाई दिए। उन्होंने अंबानी-अडानी के प्रोडक्टस् का बहिष्कार करने की बात कही। राहुल गांधी का तो रिकॉर्ड है कि वे पिछले छह साल से अंबानी-अडानी को ब्लेम कर रहे हैं। जब मोदी सरकार भूमि अधिग्रहण विधेयक लाई थी तो राहुल ने कहा था कि ये अंबानी -अडानी की सरकार है और किसानों की जमीन लेकर अंबानी -अडानी को दे दी जाएगी। उत्तर प्रदेश में जब विधानसभा के चुनाव हुए उससे पहले राहुल ने कहा कि नोटबंदी अंबानी- अडानी को फायदा देने के लिए करवाई गई है। लेकिन चुनाव में कांग्रेस की बुरी तरह हार हुई। जनता ने राहुल पर यकीन नहीं किया। राहुल गांधी ने उत्तराखंड की एक रैली में कहा था कि मोदी जी ने अंबानी -अडानी की जेब में लाखों -करोड़ों रुपए डाले। उस चुनाव में भी कांग्रेस हार गई। हरियाणा में चुनाव हुए तो राहुल ने कहा कि मोदी अंबानी- अडानी के लाउडस्पीकर बन गए हैं वहां भी कांग्रेस की हार हुई। राहुल लोकसभा चुनाव में बार -बार कहते थे कि मोदी जी ने अंबानी की जेब में 30 हजार करोड़ रुपए डाल दिए लेकिन चुनाव में वो बुरी तरह हारे। ऐसे कितने सारे उदाहरण दिए जा सकते हैं लेकिन राहुल गांधी ने अपनी जिद नहीं छोड़ी है। उनकी पार्टी के नेताओं ने भी कई बार उनको समझाया कि ऐसी बेसिर-पैर की बातों से पार्टी का नुकसान होता है। इसलिए किसान नेताओं को भी ये बात समझ लेनी चाहिए।

कई लोग ऐसे हैं जो किसान संगठनों के नेताओं को समझा रहे हैं कि वो अड़े रहे तो सरकार को झुका सकते हैं। वो इन किसान नेताओं को बताते हैं कि पहले सरकार ने दिल्ली आने का रास्ता रोका लेकिन किसान अड़े रहे तो रास्ता खोल दिया। इसके बाद बुराड़ी में आने की शर्त रखी लेकिन किसान नहीं माने औरअड़े रहे तो सरकार झुक गई। किसानों ने कहा कि बात करेंगे लेकिन शर्त नहीं होनी चाहिए। ये बात भी सरकार मान गई लेकिन मंगलवार को जब अमित शाह ने बात शुरू की तो किसान नेता अड़े रहे। हां या ना में जवाब मांगते रहे। इसके बाद भी सरकार ने अपनी तरफ से एक प्रस्ताव भेजा, ये सब दिखाकर कुछ लोग किसान नेताओं को समझा रहे हैं कि अड़े रहो, दबाव बनाओ.. तुम जीत जाओगे। लेकिन अच्छी बात ये है कि इन किसान नेताओं के बीच ऐसे लोग भी हैं जो कह रहे हैं कि सरकार की सहानुभूति को सरकार की कमजोरी नहीं समझना चाहिए। इनलोगों ने कहा कि जब तक मेधा पाटकर और योगेन्द्र यादव जैसे प्रोफेशनल आंदोलनकारी किसानों के आंदोलन में बैठे रहेंगे तब तक कोई रास्ता निकलना मुश्किल है।
