पश्चिम बंगाल में आठ चरणों में चुनाव को लेकर ममता को क्यों है आपत्ति?

AKB30 मुख्य चुनाव आयुक्त सुनील अरोड़ा ने शुक्रवार को पश्चिम बंगाल, असम, केरल, तमिलनाडु और पुडुचेरी के लिए विधानसभा चुनाव की तारीखों का ऐलान किया। चुनाव आयोग की इस घोषणा के तुरंत बाद तृणमूल कांग्रेस की प्रमुख ममता बनर्जी एक प्रेस कॉन्फ्रेस बुलाई और यह आरोप लगाया कि चुनाव आयोग भाजपा के साथ मिलकर काम कर रहा है और भाजपा के मुताबिक ही चुनाव की तारीखों की घोषणा की गई है।

ममता की नाराजगी की वजह: पश्चिम बंगाल में 8 चरणों में वोट डाले जाएंगे, जबकि तमिलनाडु और केरल जैसे राज्यों में एक ही दिन में मतदान होगा। ममता को लगता है कि पश्चिम बंगाल में 8 चरण में चुनाव इसलिए कराए गए हैं कि पीएम मोदी को वहां प्रचार करने के लिए ज्यादा टाइम मिल सके। यही वजह है कि इसके लिए एक जिले को भी दो या तीन हिस्सों में बांटकर मतदान की तारीखें तय की गई हैं। जहां ममता चुनाव आयोग के फैसले पर आपत्ति जता रही हैं वहीं बंगाल के अन्य प्रमुख राजनीतिक दल, कांग्रेस और सीपीआई (एम) में से किसी ने भी इस पर आपत्ति नहीं जताई। ममता बनर्जी ने यहां तक आरोप लगाया कि बंगाल चुनाव का पूरा शेड्यूल राज्य भाजपा दफ्तर में कई दिन पहले ही उपलब्ध था।

पांच साल पहले पिछले विधानसभा चुनाव में ममता बनर्जी की तृणमूल कांग्रेस का मुकाबला कांग्रेस और सीपीएम से था। इस बार ये दोनों मिलकर ममता के खिलाफ लड़ रहे हैं पर ममता को इनकी ज्यादा परवाह नहीं है, क्योंकि उनकी पार्टी का मुकाबला बीजेपी से है। पश्चिम बंगाल में 27 मार्च से 29 अप्रैल तक आठ चरण में मतदान होंगे और चुनाव के इस पूरे शेड्यूल ने ममता की परेशानी बढ़ा दी है। हालांकि शुक्रवार को तृणमूल सुप्रीमो ने कहा कि उनकी पार्टी की जमीनी पकड़ बहुत मजबूत है और वह चुनाव में बीजेपी के ऊपर बड़ी जीत हासिल करेगी।

ममता बनर्जी ने 2016 के विधानसभा चुनाव में भी इसी तरह का एतराज जताया था। इस चुनाव में छह चरणों में मतदान हुआ था। उस वक्त भी ममता ने यही कहा था कि चुनाव आयोग भेदभाव कर रहा है। लेकिन नतीजे ममता बनर्जी के पक्ष में रहे थे और उनकी पार्टी को शानदार जीत मिली थी। विधानसभा की 294 सीटों में से टीएमसी 211 सीटें जीतने में कामयाब रही थी। कांग्रेस को केवल 44 सीटें मिली थी जबकि बीजेपी सिर्फ तीन सीटें जीत सकी थी।

इसमें कोई दो राय नहीं है कि ममता फाइटर हैं। वह आसानी से हार नहीं मानती हैं और यही उनकी जीत का राज है। इसीलिए बंगाल की जनता ने उन्हें दो बार (10 वर्ष) शासन का मौका दिया। लेकिन इस बार हालात पिछली बार के मुकाबले अलग हैं। ममता के कई सहयोगियों ने उनका साथ छोड़ दिया है और वे बीजेपी में शामिल हो गए हैं। पिछले चुनाव में बीजेपी चौथे नंबर की पार्टी थी और उसे सिर्फ तीन सीटें मिली थी। लेकिन 2019 के लोकसभा चुनाव में बीजेपी ने राज्य की 42 लोकसभा सीटों में से 18 सीटों पर जीत दर्ज की और ममता को चिंता में डाल दिया।

2019 के लोकसभा चुनाव में तृणमूल कांग्रेस को 43.3 प्रतिशत वोट मिले जबकि बीजेपी को 40.7 प्रतिशत वोट मिले थे। इस चुनाव में तृणमूल कांग्रेस को 2 करोड़ 47 लाख 56 हजार 985 वोट मिले थे जबकि बीजेपी को कुल 2 करोड़ 30 लाख 28 हजार 343 वोट मिले। मतलब ये है कि बंगाल में बीजेपी तृणमूल कांग्रेस को बराबर की टक्कर दे रही है। इन वजहों से ममता की नींद हराम हो रही है। इसीलिए ममता अब बंगाल में बंगाली बनाम बाहरी को मुद्दा बना रही हैं। बंगाल के लोगों को ये समझाने की कोशिश कर रही हैं कि बीजेपी के लोग बाहरी हैं। बाहरी लोग आएंगे तो बंगाल की संस्कृति को खत्म करेंगे।

ममता बनर्जी चुनाव की तारीखों से इतनी परेशान क्यों है ये समझने की जरूरत है। तृणमूल कंग्रेस के लिए वह अकेली ऐसी कैम्पेनर (प्रचारक) हैं जिनकी बात का असर होता है। उनकी चुनावी सभाओं में भीड़ जुटती है। टीएमसी में कोई ऐसा नेता नहीं है जिसके अंदर भीड़ को आकर्षित करने की ममता जैसी क्षमता हो। बीजेपी की तरफ से जहां पार्टी अध्यक्ष जेपी नड्डा और अमित शाह लगातार कई रैलियां कर चुके हैं, वहीं पीएम नरेंद्र मोदी भी 2 रैलियां कर चुके हैं। रक्षा मंत्री राजनाथ सिंह और टेक्स्टाइल मंत्री स्मृति ईरानी भी रैलियां कर रही हैं। वहीं, उत्तर प्रदेश के मुख्यमंत्री और फायरब्रांड लीडर योगी आदित्यनाथ भी चुनाव प्रचार में उतरने वाले हैं। बंगाल में मार्च के दूसरे हफ्ते से शुरू होकर अप्रैल के अंत तक करीब 45 दिनों तक चुनाव प्रचार चलेगा।

ममता बनर्जी ने शुक्रवार को एक और चाल चली। चुनाव की तारीखों का ऐलान होने और आचार संहिता लागू होने से कुछ घंटे पहले उन्होंने बंगाल में कॉन्ट्रैक्ट लेबर्स की मजदूरी बढ़ाने का ऐलान कर दिया। चुनाव की तारीखों के ऐलान से पहले ममता बनर्जी ने भगवान का आशीर्वाद भी लिया। ममता बनर्जी के कालीघाट स्थित घर पर विशेष पूजा हुई। इस पूजा का आयोजन ममता बनर्जी के भतीजे अभिषेक बनर्जी ने किया। वह खुद पूजा के दौरान मौजूद थे। इस विशेष पूजा के लिए पुरी के जगन्नाथ मंदिर के मुख्य पुजारी को बुलाया गया था। यह बंगाल में बहुसंख्यक बंगाली हिंदू मतदाताओं को संदेश देने के लिए एक दिखावा था कि वह हिंदू रीति-रिवाजों को मानती है।

असल में पिछले साल भर में बीजेपी ने बंगाल की जनता को ये समझाया है कि ममता बनर्जी को हिंदुओं की परवाह नहीं है। बीजेपी बार-बार ये कहती है कि ममता बनर्जी को ना दुर्गा से मतलब है ना ही बजरंग बली से। वह हिंदू देवी-देवताओं को नहीं मानती हैं। साथ ही ये बात भी ममता के साथ से चिपक गई कि वो ‘जय श्रीराम’ के नारे से चिढ़ती हैं। आपको याद होगा कि पीएम मोदी की मीटिंग में ‘जय श्री राम’ के नारे पर उन्होंने आपत्ति जताई थी। इसीलिए ममता को बार-बार दिखाना पड़ता है कि वह भी कम हिंदू नहीं हैं। ममता अपनी सभाओं में मां दुर्गा के अलग-अलग रूपों के बारे में बताती हैं, धारा प्रवाह दुर्गा स्तुति पढ़ती हैं। लेकिन हिंदुओं को लुभाने के चक्कर में, मंच से मंत्र पढ़ने के चक्कर में, कई जगह मुसलमानों के मन में ममता को लेकर सवाल पैदा हो गए हैं।

लेफ्ट फ्रंट और फुरफुरा शरीफ के पीरजादा अब्बास सिद्दीकी की पार्टी इंडियन सेक्युलर फ्रंट (आईएसएफ) के बीच सीटों का समझौता इसका सबूत है। अब्बास सिद्दीकी ने ममता का साथ छोड़ दिया है। लेफ्ट और इंडियन सेक्युलर फ्रंट के बीच 30 सीटों पर सहमति बनी है। मुस्लिम मतदाताओं पर फुरफुरा शरीफ के पीरजादा का असर माना जाता है। इडिया टीवी संवाददाता अर्चना सिंह के साथ एक्सक्लूसिव बातचीत में पीरजादा अब्बास सिद्दीकी ने कहा कि ममता बनर्जी को सत्ता से हटाने के लिए गठबंधन जरूरी था। इस बार मुसलमान मिलकर ममता के खिलाफ वोट करेंगे क्योंकि बंगाल में ममता ही बीजेपी को लाई हैं। दीदी-मोदी एक ही हैं।

अब्बास सिद्दीकी की कांग्रेस के साथ भी सीट बंटवारे को लेकर बातचीत चल रही है।दोनों के बीच सीटों को लेकर कोई सहमति नहीं बन पाई है। इसके दो कारण है-पहला ये कि पीरजादा कांग्रेस 70 सीटों की मांग कर रहे हैं जो कांग्रेस बिल्कुल नहीं देना चाहती और दूसरा कारण ये कि कांग्रेस चाहती है कि असद्दुदीन ओवैसी किसी हाल में इस गठबंधन का हिस्सा नहीं होंगे। जब तक ये क्लियर नहीं होगा तब तक कांग्रेस आगे नहीं बढ़ेगी। ओवैसी ने पीरजादा से दो हफ्ते पहले मुलाकात की थी, लेकिन पीरजादा ने लेफ्ट के साथ सीट गठबंधन का विकल्प चुना। हालांकि ओवैसी को अभी आईएसएफ के साथ गठबंधन की उम्मीद है।

कुल मिलाकर झगड़ा मुस्लिम वोटों का है। पश्चिम बंगाल में 28 से 30 प्रतिशत मुस्लिम वोट हैं। ममता ने 40 वर्ष की अपनी राजनीति में इस वोट बैंक को हमेशा काफी संभाल कर रखा है। मुस्लिम मतदाताओं ने एक मुश्त उनके पक्ष में वोट दिया। उनके समर्थन के बिना ममता सत्ता में बने रहना का सपना नहीं देख सकतीं, लेकिन अब वक्त बदल चुका है।

अल्पसंख्यक तुष्टिकरण का भाजपा का आरोप अधिकांश बंगाली हिंदू मतदाताओं के मन में घर कर गया है। बीजेपी कार्यकर्ता मतदाताओं को ये बता रहे हैं कि ममता ने अपने सिर पर सफेद दुपट्टा कैसे पहना था और हर त्योहार के पर मुसलमानों को बधाई देने वाले विज्ञापन प्रकाशित कराए। बीजेपी कार्यकर्ता यह भी याद दिला रहे हैं कि ममता सरकार ने दुर्गा विसर्जन के मुकाबले ताजिए को तरजीह दी। उन्होंने इमामों की तन्ख्वाह बढ़ाई, लेकिन हिंदू मंदिर के पुजारियों का ध्यान नहीं रखा। अब ममता अपनी हिंदू साख को साबित करने की कोशिश कर रही हैं वहीं लेफ्ट पार्टी बंगाल में पुराना वैभव पाने की कोशिश कर रही है।

अब तक ममता बनर्जी की सबसे बड़ी ताकत ये रही कि वह एग्रेसिव कैम्पेनर हैं, लेकिन इस बार मामला उल्टा है। बीजेपी के नेता एग्रेसिव हैं और ममता डिफेंसिव हैं। इसका फायदा बीजेपी को हो सकता है। यह अब इस बात पर निर्भर करता है कि आने वाले दिनों में प्रधानमंत्री के नेतृत्व में बीजेपी का चुनाव अभियान कैसे आगे बढ़ता है। इसमें कोई संदेह नहीं कि बीजेपी की स्थिति अभी मजबूत है और ममता संघर्ष कर रही हैं।

Why is Mamata objecting to eight phase poll in Bengal?

vlcsnap-error474On Friday, soon after the Chief Election Commissioner Sunil Arora announced the assembly poll schedule for West Bengal, Assam, Kerala, Tamil Nadu and Puducherry, Trinamool Congress Mamata Banerjee alleged at a press conference that the Election Commission was acting in collusion with the BJP and the dates have been announced suit the saffron party.

The reason behind Mamata’s displeasure: Polling will be held in West Bengal in 8 phases, while in states like Tamil Nadu and Kerala, polling will be held on a single day. Mamata Banerjee alleged that even one single district has been divided into two or three parts for polling so that Prime Minister Narendra Modi would get more time for campaigning. Strangely, none of the other major political parties, Congress and CPI(M), in Bengal, did not object to the EC’s decision. Mamata Banerjee even went to the extent of alleging that the poll schedule for Bengal was already available in the state BJP office several days ago.

In the assembly elections five years ago, the main fight was between Mamata’s Trinamool Congress and the Congress-CPI(M) alliance, but this time the latter has been overtaken by the BJP, which is giving a stiff fight to the embattled West Bengal chief minister. From March 27 till April 29, West Bengal will go through eight rounds of polling and this has put Mamata in a quandary. However, on Friday, the Trinamool supremo said, her party was grassroot-based and it would deliver a thumping win over BJP.

In the 2016 assembly elections, Mamata had similarly raised objections when the EC had announced six phase of polling. Yet, her party scored a landslide victory, winning 211 out of 294 seats. The Congress could only win 44 seats and the BJP only three.
Mamata is undoubtedly a fighter, she always fights to the last, and does not take political losses easily. Therein lies the secret of her victory. It is because of this that the people of Bengal gave Mamata 10 years to rule. But the present scenario is completely different. Many of Mamata’s old and present colleagues have deserted her, and have joined the BJP. In the 2016 assembly polls, BJP stood fourth winning only 3 seats, but in 2019 Lok Sabha polls, BJP won 18 out of a total of 42 parliamentary seats.

At that time, Trinamool Congress got 43.3 per cent votes, while the BJP garnered 40.7 per cent votes. TMC in 2019 got 2.47 crore votes, while BJP got 2.30 crore votes. This, coupled with mass desertion from her party, is giving Mamata sleepless nights. She is the single tallest leader in her party, who is going to begin a whirlwind campaign to counter the BJP election juggernaut. She is raising the issue of Bengali versus Non-Bengali, in order to pander to chauvinistic impulses.

Mamata is objecting to the 8-phase poll, because she is the only leader in her party who has the power to draw crowds at election meetings. There is no other leader in TMC to match her crowd drawing capacity. On the contrary, the BJP has a phalanx of leaders. Party chief J. P. Nadda and Amit Shah have already addressed several well-attended rallies, the Prime Minister has also addressed two rallies, Defence Minister Rajnath Singh and Textile Minister Smriti Irani are also addressing public meetings. UP chief minister and firebrand leader Yogi Aditynath is ready to jump into the high-decibel fray, that will last from the second week of March till the end of April, a whopping 45 days of campaigning.

Hours before the Election Code of Conduct came into force, Mamata Banerjee announced a big hike in the wages of contract labourers. She began her day with a special pooja at her home in Kalighat, organized by her blue-eyed nephew Abhishek Banerjee. The chief priest of Jagannath Temple, Puri, was brought to perform the pooja. This was good optics to pass on the message to the majority of Bengali Hindu voters in Bengal that she believes in Hindu rituals.

The BJP till now had been alleging that Mamata cares little for Bengali Hindus, and she dislikes Hindu gods and goddesses. BJP leaders at their meetings are reminding people how Mamata stood up at the Prime Minister’s meeting and objected to people raising ‘Jai Shri Ram’ slogans. BJP activists are chanting this slogan at every available opportunity to corner Mamata Banerjee. In reply, Mamata has started reciting Durga Stuti, describing various forms of goddess Durga, at her public meetings, but, in the process, she has begun to alienate the Bengali Muslims.

Notable is the case of the Peerzada Abbas Siddiqui of Furfura Sharif, whose Indian Secular Front has ditched Mamata’s party, and has opted for an adjustment for 30 seats with the Left Front. In an interview with our reporter Archana Singh, the Peerzada said, an alliance was necessary to oust Mamata Banerjee from power. He says, for him, Didi and Modi are same, and it was Didi who brought BJP to Bengal to counter the Left. The ISF has demanded 70 seats from the Congress, but the latter has refused saying there can be no tie-up if the ISF allies with another new entrant, Asaduddin Owaisi’s AIMIM. Owaisi had met the Peerzada two weeks back, but the latter had opted for seat adjustment with the Left. Owaisi is still hopeful of a tie-up with the ISF.

The moot point is that the votes of 28 to 30 per cent Muslim voters in Bengal matter a lot to Mamata Banerjee. Without their support, she cannot dream of retaining power. In her nearly 40 years of politics, Mamata Banerjee has nurtured the Muslim vote bank with care, but times have now changed.

The BJP’s charge of minority appeasement has stuck in the minds of most Bengali Hindu voters. BJP activists are pointing out to voters how Mamata used to don a white ‘dupatta’ on her head and publish ads congratulating Muslims on the occasion of each of their festivals. They are reminding how Mamata government gave precedence to Moharram ‘tazia’ procession over Druga idol immersions during Bijoyadashami. They are also reminding how her government raised the salaries of masjid imams, but never took care of Hindu temple priests. It is in this context, that at a time when Mamata is trying to prove her Hindu credentials, the Left is making serious moves to regain the support of Muslim voters.

Till now, Mamata’s forte in every election has been that she is an aggressive campaigner, but now she is on the defensive, and the BJP has taken aggressive postures. It now depends on how the BJP poll campaign led by the Prime Minister will evolve in the coming months. There is no doubt that the BJP, at the moment, is on a strong wicket, and Mamata is fighting with her back to the wall.

सोशल मीडिया और OTT प्लेटफॉर्म्स के लिए नए आईटी नियम एक स्वागत योग्य कदम है

akbभारत सरकार ने गुरुवार को फेसबुक, वॉट्सऐप, ट्विटर, गूगल और यूट्यूब जैसी बड़ी सोशल मीडिया कंपनियों एवं नेटफ्लिक्स, डिज्नी हॉटस्टार एवं अन्य डिजिटल ओटीटी प्लेटफॉर्म्स के लिए आईटी रूल्स की घोषणा की है। इसमें सेल्फ रेग्युलेशन पर भी विशेष बल दिया गया है, और केंद्र सरकार द्वारा एक निरीक्षण तंत्र विकसित करने की बात भी कही गई है। सोशल मीडिया प्लेटफॉर्म्स पर न्यूज, व्यूज, एंटरटेनमेंट और अन्य तमाम तरह के कंटेंट की बाढ़ आने के बाद सरकार ने पहली बार यह क्रांतिकारी और स्वागत योग्य कदम उठाया है।

इन नियमों के तहत कोई भी समाचार, सिनेमा या लेखों के माध्यम से अपने विचार जाहिर करने के लिए स्वतंत्र है, लेकिन उन लोगों के लिए एक बड़ी ‘लक्ष्मण रेखा’ खींच दी गई है जो सोशल मीडिया पर नफरत फैलाने का काम करते हैं। सोशल मीडिया पर अफवाहें फैलाने वाले, किसी को बदनाम करने वाले, नफरत फैलाने वाले, देश-विरोधी सामग्री का प्रसार करने वाले, अश्लीलता का प्रसार करने वाले और संवैधानिक संस्थाओं की छवि धूमिल करने की कोशिश करने वालों के खिलाफ तुरंत कार्रवाई की जाएगी। सोशल मीडिया के अंतर्मध्यस्थों को गैरकानूनी सामग्री की शुरुआत करने वाले ‘प्रथम व्यक्ति’ की पहचान का खुलासा करना होगा और 72 घंटे के अंदर उसपर कार्रवाई करनी होगी।

सुप्रीम कोर्ट ने सरकार को यह निर्देश दिया था कि वह सोशल मीडिया के अंतर्मध्यस्थों द्वारा भारतीय कानूनों और संविधान का पालन सुनिश्चित करने के लिए व्यापक नियम बनाए। आईटी के नए नियमों के आने के बाद सोशल मीडिया अंतर्मध्यस्थ जनता से प्राप्त होने वाली शिकायतों को देखने के लिए अनुपालन और शिकायत अधिकारी की नियुक्ति के लिए बाध्य होंगे। गूगल, फेसबुक, ट्विटर एवं सोशल मीडिया के अन्य दिग्गज अब गैराकानूनी और भड़काऊ कंटेंट के स्रोत की जानकारी तक जांच एजेंसियों की पहुंच को 72 घंटे से ज्यादा समय तक नहीं रोक सकते। अंतर्मध्यस्थों को नग्नता, अश्लील हरकत और तस्वीरों से छेड़छाड़ जैसी सामग्री को शिकायत मिलने के 24 घंटे के भीतर हटाना होगा। सोशल मीडिया प्लेटफॉर्म्स को अब किसी भी गैरकानूनी सामग्री को अदालत के आदेश के जरिए या सरकार या उसकी एजेंसी द्वारा अधिसूचित किए जाने के 36 घंटे के भीतर हटाना होगा।

नए आईटी नियमों के तहत अंतर्मध्यस्थों को एक शिकायत निवारण अधिकारी नियुक्त करना होगा जिसे कोई भी शिकायत 24 घंटे के अंदर स्वीकार करनी होगी और 15 दिनों के अंदर उसका निवारण करना होगा। उन्हें मुख्य अनुपालन अधिकारी और नोडल संपर्क व्यक्ति की भी नियुक्ति करनी होगी।

नए नियमों के तहत ऐसी सामग्रियों को आपत्तिजनक कहा गया है जो भारत की सुरक्षा या संप्रभुता को खतरे में डालती हैं, पब्लिक ऑर्डर को डिस्टर्ब करती हैं, अपमानजनक हैं, यौन सामग्री या बाल यौन शोषण सामग्री से संबंधित हैं, दूसरे की गोपनीयता के लिए हानिकारक हैं, नाबालिगों के लिए हानिकारक हैं, किसी भी पेटेंट, ट्रेडमार्क, कॉपीराइट या अन्य मालिकाना अधिकारों का उल्लंघन करती हैं।

जहां तक एंटरटेनमेंट इंडस्ट्री का सवाल है, नए आईटी नियमों के तहत नेटफ्लिक्स, डिज़्नी हॉटस्टार और अमेजन प्राइम जैसे प्लैटफार्मों को अपनी सामग्री के लिए आयु-संबंधित वर्गीकरण प्रदान करना होगा। कंटेंट को 5 श्रेणियों में विभाजित किया जाएगा- सबके लिए यू (यूनिवर्सल), 7 साल और उससे ऊपर के आयु वर्ग के लिए यू/ए 7+, 13 साल और उससे ऊपर के आयु वर्ग के लिए यू/ए 13+, 16 साल और उससे ऊपर के आयु वर्ग के लिए यू/ए 16+, और वयस्कों के लिए (ए)। सामग्री का वर्गीकरण विषयवस्तु और संदेश, हिंसा, नग्नता, लिंग, भाषा, नशीली दवाओं और मादक द्रव्यों के सेवन और आतंक के आधार पर भी किया जाएगा।

न्यूज और करेंट अफेयर्स से जुड़ी सामग्री के प्रकाशकों के लिए एक आचार संहिता तैयार की जाएगी और ऑनलाइन क्यूरेटेड कंटेंट के प्रकाशकों को नियमों के प्रकाशन के 30 दिनों के अंदर या भारत में ऑपरेशन शुरू करने के 30 दिनों के अंदर सूचना एवं प्रसारण मंत्रालय को अपने बारे में विवरण देना होगा। प्रकाशकों को सामग्री के खिलाफ शिकायतें प्राप्त करने के लिए एक शिकायत निवारण तंत्र स्थापित करना होगा, 24 घंटे के भीतर शिकायतकर्ता को शिकायत की पावती भेजना होगा और 15 दिनों के भीतर शिकायतों पर फैसला लेना होगा। प्रकाशक मासिक अनुपालन रिपोर्ट प्रकाशित करेंगे, जिसमें प्राप्त शिकायतों और कार्रवाई का विवरण होगा।

भारत में काम करने वाले प्रकाशकों को एक त्रि-स्तरीय स्व-विनियमन तंत्र स्थापित करना होगा (1) प्रकाशकों द्वारा स्व-विनियमन (2) प्रकाशकों की स्व-विनियमित संस्थाओं का स्व-विनियमन और (3) केंद्र द्वारा स्थापित किया जाने वाला निगरानी तंत्र। संयुक्त सचिव स्तर के एक अधिकारी की अध्यक्षता वाली एक अंतर-विभागीय समिति (IDC) शिकायतों की जांच करेगी। IDC अंतर्मध्यस्थ के प्रकाशक को चेतावनी देने या सेंसर करने, माफी मांगने या वॉर्निंग कार्ड या डिस्क्लेमर लगाने के लिए मंत्रालय से सिफारिश कर सकता है। आईडीसी द्वारा सिफारिशों के आधार पर सूचना एवं प्रसारण मंत्रालय के सचिव द्वारा अंतिम निर्णय लिया जाएगा।

मैंने नए आईटी नियमों का पूरा विवरण दिया है ताकि पाठकों और दर्शकों को सारी बातें साफ हो सकें। सोशल और डिजिटल मीडिया के लिए आज तक कोई नियम नहीं थे, लेकिन अब से उन्हें नियमों का पालन करना होगा और आदेशों के हिसाब से चलना होगा।

अब सवाल उठ रहे हैं कि क्या नए आईटी नियम सोशल मीडिया पर पाबंदी लगा देंगे और बोलने एवं अभिव्यक्ति की स्वतंत्रता पर अंकुश लग जाएगा। क्या सरकार की आलोचना करने पर पाबंदी लग जाएगी? मैं यह साफ करना चाहता हूं कि यह कोई नया कानून नहीं है। यह उस सोशल मीडिया को निर्देशित करने और विनियमित करने के लिए बनाए गए नियमों का एक समूह है, जहां झूठ, अफवाह, आधारहीन समाचार, दुर्व्यवहार, भड़काऊ टिप्पणियों, अश्लीलता, नग्नता और धमकियों की बाढ़ आई हुई है।

सोशल और डिजिटल मीडिया की न्यूज टेलिविजन इंडस्ट्री से तुलना करें तो भारत में न्यूज चैनलों को आचार संहिता का पालन करना पड़ता है जो लाइसेंस अग्रीमेंट का हिस्सा है। इसके अलावा न्यूज ब्रॉडकास्टर्स एसोसिएशन (NBA) ने एक सेल्फ रेग्युलेटरी मैकेनिज्म स्थापित किया है। नेशनल ब्रॉडकास्टिंग स्टैंडर्ड अथॉरिटी (NBSA) की स्थापना की गई है, जिसकी अध्यक्षता वर्तमान में सुप्रीम कोर्ट के रिटायर्ड जज अर्जुन सीकरी कर रहे हैं। NBSA आम जनता से प्राप्त होने वाली सभी शिकायतों को देखती है, और यदि रूल्स एवं रेग्युलेशंस का उल्लंघन पाया जाता है तो न्यूज चैनलों को सेंसर किया जाता है या उनपर जुर्माना लगाया जाता है। एनबीएसए एक स्व-नियामक निकाय है जिसमें जस्टिस सीकरी और अन्य प्रतिष्ठित नागरिक शामिल हैं। इसमें गड़बड़ सिर्फ इतनी है कि कई न्यूज चैनल एनबीए के सदस्य नहीं हैं, और इसलिए वे आचार संहिता का पालन करने के लिए बाध्य नहीं हैं। अच्छी बात ये है कि ज्यादातर बड़े न्यूज चैनल NBA के मेंबर हैं और गाइडलाइंस का पालन करते हैं। इसी तरह अखबारों के लिए प्रेस काउंसिल ऑफ इंडिया है, जिसकी अध्यक्षता सुप्रीम कोर्ट के एक रिटायर्ड जज करते हैं। प्रेस काउंसिल ऑफ इंडिया उन अखबारों को सेंसर करता है/चेतावनी देता है/सजा देता है जो प्रकाशकों के लिए तय की गई आचार संहिता का उल्लंघन करते हैं।

सोशल मीडिया की बात करें तो यूट्यूब पर कई तथाकथित ‘न्यूज चैनल’ हैं, और ऐसे कई डिजिटल न्यूज पोर्टल हैं जो किसी भी प्राधिकरण के प्रति जवाबदेह नहीं हैं। आम जनता के लिए ऐसा कोई मंच नहीं है, जहां वह कोई शिकायत दर्ज करा सके। नए आईटी नियमों के तहत अब स्व-विनियमन और सरकार के ‘निगरानी तंत्र’ को पेश किया गया है।

जो लोग बोलने और अभिव्यक्ति की स्वतंत्रता पर अंकुश लगाने के बारे में सवाल उठा सकते हैं, उन्हें समझना चाहिए कि सोशल मीडिया अब तक शरारती तत्वों के लिए एक खुला मैदान था जो लोगों को तस्वीरों, वीडियो और टेक्स्ट के माध्यम से गाली देते थे, धमकाते थे और यहां तक कि देशद्रोही गतिविधियों तक में शामिल हो जाते थे। आम जनता की भी बात करें तो मान लीजिए कि कोई पुरूष और महिला अपनी रिलेशनशिप खत्म करते हैं और बाद में अपनी पूर्व प्रेमिका को परेशान करने के लिए वह शख्स उसकी अश्लील तस्वीरें पोस्ट कर देता है। ऐसा होने पर मिला और उसके परिवार को यहां-वहां भागना पड़ता था, क्योंकि सोशल मीडिया के अंतर्मध्यस्थों ने कभी इस तरह की शिकायतों पर संज्ञान नहीं लिया। नए आईटी नियम इस पर रोक लगा देंगे।

अब यदि कोई महिला या उसके परिवार के सदस्य अपनी शिकायत पोस्ट करते हैं, तो ऐसी सामग्री को अब सोशल मीडिया के अंतर्मध्यस्थों द्वारा 72 घंटों के भीतर हटाना पड़ेगा।

गुरुवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में मैंने नए आईटी नियमों के लेकर आईटी एवं कानून मंत्री रविशंकर प्रसाद का इंटरव्यू लिया था। उन्होंने एक बात जोर देकर कही: नई गाइडलाइन्स से अभिव्यक्ति की आजादी पर कोई आंच नहीं आएगी, सरकार की आलोचना करना या नीतियों का विरोध करना कोई जुर्म नहीं होगा, लेकिन झूठ और अफवाहें फैलाने वालों को पकड़ा जाएगा। अब तक बेबुनियाद खबरों और झूठ फैलाने वाले ‘प्रथम स्रोत’ की पहचान करना काफी मुश्किल था। फेसबुक, ट्विटर और वॉट्सऐप जैसे IT दिग्गज उस ‘प्रथम स्रोत’ की जानकारी साझा करने को तैयार नहीं होते थे। नए आईटी नियमों के लागू होने के साथ ही अब उन्हें शरारती तत्व की पहचान करनी होगी ताकि सुरक्षा एजेंसियां आपत्तिजनक सामग्री फैलाने वालों के खिलाफ कार्रवाई कर सकें।

New IT regulations for social media and OTT platforms are a welcome step

akbThe government on Thursday announced IT rules for social media giants like Facebook, WhatsApp, Twitter, Google and YouTube and digital OTT platforms like Netflix, Disney Hotstar and others, with particular stress on self-regulation, followed by an Oversight Mechanism to be put in place by the Centre. This is a welcome and revolutionary step taken by the government for the first time since the explosion of news, views, entertainment and other content on social media platforms.

The rules allows freedom to all to express one’s views through news, articles and cinematic medium, but a strong ‘laxman rekha’ has been drawn for those who post toxic content on social media. Hate speeches, abusive comments, obscenity, anti-national content, rumours, lies and innuendoes against personalities, Constitutional functionaries and organizations, will invite swift retribution. The social media intermediaries will have to reveal the “originator” of unlawful content within 72 hours and take action against them.

The Supreme Court had directed the government to frame comprehensive regulations to ensure that social media intermediaries follow Indian laws and the Constitution. The new IT regulations mandates social media intermediaries to appoint compliance and grievance officers to look into complaints that are received from the public. Social media giants like Google, Facebook, Twitter and others can now no longer withhold information on the source of ulawful and inflammatory messaging beyond 72 hours from investigating agencies. They must be prompt in removing objectionable content, such as leakage of images or videos depicting nudity or sexual acts, relating to subscribers, particularly women. The social media platforms will now have to take down any unlawful content within a span of 36 hours, when asked through a court order or on being notified by the government or its agency.

Under the new IT regulations, intermediaries have been asked to appoint grievance officer, who should acknowledge a complaint within 24 hours, and resolve it within 15 days. They must also appoint Chief Compliance Officer and nodal contact person.

The new regulations describe objectionable content as those that threaten the security or sovereignty of India, disturb public order, defamatory, obscene pornographic paedophilic, invasive of another’s privacy, harmful to minors, infringes any patent, trademark, copyright or other proprietary rights.

For the entertainment industry, platforms like Netflix, Disney Hotstar and Amazon Prime will have to provide age-related classifications for their content, as part of the new IT rules. The content shall be divided into five categories – suitable for universal (U) viewing for ages 7 and above U/A 7+, for 13 years and above U/A 13+, for 16 years and above U/A 16+, and adult (A). The content classification shall also identify content on the basis of the themes and message, violence, nudity, sex, language, drug and substance abuse, and horror.

A Code of Ethics will be drawn up for publishers of news and current affairs content and publishers of online curated content to inform Information & Broadcasting Ministry about their details within 30 days of publication of rules, or in 30 days from the start of their India operations. Publishers will have to set up grievance redressal mechanism to receive complaints against content, send acknowledgement of grievance to the complainant within 24 hours, and decide on complaints within 15 days The publishers shall publish monthly compliance report containing details of grievances received and action taken.

Publishers who operate within India must set up three-tier structure of self-regulation (1) by publishers, (2) self-regulation by self-regulating bodies of publishers, and (3) oversight mechanism to be set up by the Centre. The I&B ministry will develop, publish, coordinate and facilitate adherence to Code of Ethics by publishers and self-regulating bodies. An Inter-Departmental Committee (IDC) headed by an officer of Joint Secretary level will examine complaints and grievances. The iDC can recommend that the ministry should issue a warning or censure the publisher of intermediary, demand apology, or put up a warning card or disclaimer. The final decision will be taken by the I&B secretary on the basis of recommendations by IDC.

I have narrated details of the new IT rules, so that readers and viewers can have a clear picture of what is on the anvil. Till date, there had been no rules for social and digital media to follow, but from now on they will have to follow the rules and comply with orders.

The question that is being raised is whether the new IT rules will put fetters on the social media and curb freedom of speech and expression. Will they curb expression of dissent against the Centre? I want to make it clear, this is not a new law, it is a set of rules framed to guide and regulate the burgeoning social media, where peddling of lies, rumours, baseless news, abuse, incendiary comments, obscenity, nudity, threats and intimidation are rampant.

Let me compare the social and digital media with the news television industry. News channels in India have to follows a Code of Conduct which is part of the licence agreement. In addition to this the News Broadcasters Association(NBA) has established a self-regulation mechanism. National Broadcasting Standard Authority (NBSA) has been set up, presently chaired by retired Supreme Court judge Arjun Sikri, which goes through all complaints received from the general public, and censures or punishes news channels, if they violate the rules and regulations. NBSA is a self-regulatory body consisting of Justice Sikri and other eminent citizens. The only flaw that remains is that there are several news channels who are not members of NBA, and are therefore not bound to follow the Code of Conduct. The positive side is that most of the big and popular news channels are members of NBA and they follow the guidelines. Similar, the newspaper industry is regulated by Press Council of India, again headed by a retired Supreme Court judge. The PCI censure/admonishes/punishes newspapers that violates code of conduct for publishers.

In the social media, there are many so-called ‘news channels’ on YouTube and a plethora of digital news portals, that are not accountable to any authority. There is no forum for the common public, where one can air grievances or file complaints. Self-regulation and “oversight mechanism” by the government have now been introduced through the new IT rules.

Those who may raise question about curbs on freedom of speech and expression, should understand that the social media, till now, had been a fertile ground for mischief makers, who used to abuse, threaten or intimidate people through images, videos and texts, and even went to the extent of indulging in seditious activity. Even among the common public, say a man and a woman broke up their relationship, and the man posted obscene pictures to torment his ex-girlfriend. The woman and her family used to run from pillar to post, because social media intermediaries never took up such complaints or grievances. The new IT rules will put an end to this.
If a woman or her family members post their grievance, the content will now have to removed by the social media intermediaries within 72 hours.

On Thursday night in my prime time show ‘Aaj Ki Baat’, I interviewed IT and Law Minister Ravi Shankar Prasad on the new IT rules. He was emphatic on one point: the new IT rules will not put curbs on freedom of speech and expression, but the new regulations will catch all those who spread lies, innuendoes, baseless news and incendiary comments. Till now, it was very difficult to identify the “originator” of baseless news and lies, and big IT giants like Facebook, Twitter and WhatsApp were unwilling to share the identify of the “originator”. With the enforcement of new IT rules, they will have to identify the mischief maker, so that security agencies can take action against those who spread incendiary content.

कोरोना वैक्सीनेशन में प्राइवेट सेक्टर को शामिल करना स्वागत योग्य कदम

AKBदेश के सीनियर सिटीजन्स और गंभीर बीमारियों से जूझ रहे लोगों (को-मोर्बिड) के लिए अच्छी खबर है। एक मार्च से 60 साल से ज्यादा उम्र के लोगों का वैक्सीनेशन (टीकाकरण) शुरू हो जाएगा। इसके साथ-साथ उन लोगों को भी वैक्सीन दी जाएगी जो 45 साल की उम्र पार कर चुके हैं मगर उन्हें को-मोर्बिडिटी है, यानी किसी गंभीर बीमारी के शिकार हैं और कोरोना इंफेक्शन का खतरा ज्यादा है। केंद्रीय मंत्रिमंडल ने बुधवार को वैक्सीनेशन के अगले दौर में इन लोगों को वैक्सीन लगाने की इजाजत देने का फैसला लिया। वैक्सीनेशन के अगले दौर के लिए करीब 20 हजार प्राइवेट और करीब 10 हजार सरकारी अस्पतालों को सूचीबद्ध किया गया है।

जहां तक सरकारी अस्पतालों का सवाल है तो वहां वैक्सीनेशन के पैसे नहीं देने होंगे। लोगों को मुफ्त में वैक्सीन दी जाएगी। अगर लोग अगर प्राइवेट अस्पताल में जाकर टीका लगवाते हैं तो फिर उन्हें वैक्सीनेशन का खर्च खुद उठाना पड़ेगा। प्राइवेटअस्पतालों में एस्ट्राजेनेका की कोविशिल्ड वैक्सीन की कीमत 300 से 400 रुपये हो सकती है। वहीं भारत बायोटेक की कोवैक्सीन की कीमत इससे थोड़ी ज्यादा हो सकती है। जो लोग इस वैक्सीनेशन ड्राइव के तहत टीका लगवाएंगे उनके पास वैक्सीन की ब्रांड चुनने का विकल्प नहीं होगा।

वैक्सीनेशन के लिए लोगों को अपने मोबाइल पर कोविन एप (CoWIN app) डाउनलोड करना होगा और खुद को वैक्सीनेशन के लिए रजिस्टर करना होगा। जिन लोगों के पास स्मार्ट फोन या कोविन एप नहीं है, जैसे कि ज्यादातर बुजुर्गों के साथ कोविन एप रजिस्ट्रेशन में इस तरह की दिक्कत आ सकती है, ऐसे (गैर-पंजीकृत लाभार्थियों ) लोगों के लिए अलग इंतजाम किए जाएंगे। ये लोग वेब साइट के जरिए या आरोग्य सेतु या फिर कॉमन सर्विस सेंटर के माध्यम से अपना रजिस्ट्रेशन करा सकते हैं।

वैक्सीनेशन के हर सत्र में आरक्षित और अनारक्षित दोनों स्लॉट होंगे। लोग पहले से तय तारीख और समय के हिसाब से वैक्सीनेशन के लिए जा सकते हैं, लेकिन किसी स्लॉट में जगह खाली रह जाने की हलात में अनारक्षित लोगों को भी वैक्सीन देने की संभावना पर विचार किया जा रहा है।

देश में 27 करोड़ लोग ऐसे हैं जो 60 साल से ज्यादा उम्र के हैं। इन लोगों को रजिस्ट्रेशन कराने के लिए सबसे पहले कोविन एप (CoWIN app 2.0) डाउनलोड करना होगा और खुद को वैक्सीनेशन के लिए रजिस्टर करना होगा। ये सेल्फ रजिस्ट्रेशन प्रॉसेस होगा। अब सवाल है कि रजिस्ट्रेशन के लिए किन डॉक्युमेंट्स की जरूरत होगी। सबसे पहले तो उम्र सत्यापित (एज वैरीफाई) करने के लिए आधार या मतदाता पहचान-पत्र की जरूरत होगी ताकि ये पता चले कि आप वैक्सीनेशन के दूसरे फेज की प्रायोरिटी ग्रुप (प्राथमिकता) में हैं या नहीं। इन्हीं के जरिए आपका डेटा परखा जाएगा। एक बार जब उम्र का सत्यापन हो जाएगा तो फिर उसके बाद एप में दूसरी जानकारी अपलोड हो सकेगी। अब कई लोगों की ये समस्या भी है कि उनके वोटर आई कार्ड में उम्र अपडेटेड नहीं है। यानी अगर वे 60 साल के हो चुके हैं और अगर वोटर आई कार्ड में उम्र 50 साल लिखी है, तो क्या करें? ऐसे में डिस्ट्रिक्ट मजिस्ट्रेट (डीएम) के पास उम्र सत्यापित करने का विकल्प होगा। एक बार डीएम ने वेरीफाई कर दिया तो फिर आपकी उम्र की जानकारी अपडेट हो जाएगी।

को-मोर्बिडिटी की कैटेगरी में 45 साल से ज्यादा के उन लोगों को शामिल किया जाएगा जिन लोगों को गंभीर बीमारियां हैं। यानी जिन्हें कैंसर,किडनी, दिल की बीमारी है, जो लोग डायबिटिक हैं या फिर हाइपरटेंशन का शिकार हैं, तो उन्हें वैक्सीन दी जा सकती है। इस बार लोगों के पास किसी भी राज्य में टीका लगवाने का विकल्प होगा। मिसाल के तौर पर अगर दिल्ली का रहनेवाला कोई शख्स बेंगलुरु में है, तो वो बेंगलुरु में ही वैक्सीन लगवा सकता है उसे दिल्ली आने की जरूरत नहीं होगी। वैक्सीनेशन के लिए 60 वर्ष से ज्यादा उम्र के सभी लोगों को पहली प्राथमिकता दी जाएगी। दूसरी प्राथमिकता में 45 वर्ष से ज्यादा उम्र के वे लोग होंगे जो को-मोर्बिड या गंभीर बीमारियों से ग्रस्त हैं। स्वास्थ्य मंत्रालय को-मोर्बिडिटी की कैटेगरी को परिभाषित करने के लिए गाइडलाइंस तैयार कर रहा है। जो लोग प्राइवेट अस्पतालों में वैक्सीन लगवाना चाहते हैं वे वैक्सीनेशन की तारीख और समय वहां से ले सकते हैं। स्वास्थ्य मंत्रालय वैक्सीन निर्माताओं और प्राइवेट अस्पतालों के साथ चर्चा करके कोरोना वैक्सीन की कीमतों को अंतिम रूप देने में जुटा हुआ है। अगले दो से तीन दिनों में वैक्सीन की कीमतें तय कर इसकी घोषणा कर दी जाएगी।

कोरोना वैक्सीनेशन के मामले में हमारा देश आज दुनिया में नंबर 1 है। जिन लोगों को अबतक वैक्सीन लगी है उनकी संख्या एक करोड़ 23 लाख से ज्यादा है। इतनी बड़ी संख्या में लोगों का वैक्सीनेशन हो चुका है और कहीं बहुत ज्यादा शिकायतें नहीं मिली हैं। इतने बड़े देश में ये काम इतनी तेजी से करना आसान नही है। खास तौर पर इसलिए कि हमारे यहां हेल्थ सेक्टर इतना मजबूत नहीं है और दूसरा हमारे यहां कोरोना की वैक्सीन को लेकर पहले दिन से तरह-तरह की अफवाहें फैलाई गईं और लोगों को डराया गया। लेकिन जब लोगों ने देखा कि जिनको वैक्सीन लग रही है वो ठीकठाक हैं, लोगों ने यह भी देखा कि बाहर के देश भारत से वैक्सीन मांग रहे हैं, भारत ने 20 देशों को वैक्सीन की सवा दो करोड़ से ज्यादा डोज भेजी है, तो फिर धीरे-धीरे लोगों को यकीन हुआ और वो वैक्सीनेशन के लिए पहुंचे। फिर सवाल आया हेल्थ इंफ्रास्ट्रक्चर का…तो सरकार ने अब इस काम में प्राइवेट सेक्टर को शामिल किया है।अब जो वैक्सीनेशन होगा उसमें प्राइवेट सेक्टर को शामिल किया जाएगा। इससे वैक्सीनेशन का काम और तेजी से हो सकेगा।

Involvement of private sector in Covid vaccination is a welcome step

AKBGood news for all senior citizens. From March 1 onwards, all Indians above 60 years of age and those above 45 years with co-morbidities, will be given Covid-19 doses. The Union Cabinet on Wednesday decided to allow vaccination for these age groups in the next round of vaccination for which nearly 20,000 private and about 10,000 government hospitals have been listed.
Covid doses will be given free in government hospitals, while Covishield developed by AstraZeneca may cost Rs 300-400 in private hospitals. Cost of Covaxin, developed by Bharat Biotech may cost a little more. Those undergoing vaccination will not have the option to select the vaccine brand.
There will be options other than CoWIN app to register for vaccination. Hospitals will also have a provision for non-registered beneficiaries in view of the fact that many elderly people may not have access to smartphones or apps. They can register their names through web interface, Aarogya Setu or Common Service Centres.
Each vaccination session site will have reserved and unreserved slots. People can schedule appointments for a reserved slot, but the possibility of walk-in, depending on vacant slots, is also being considered.
There are 27 crore Indians in the 60-plus age group. To get themselves registered, they will first have to download CoWIN app 2.0. It will be a self-registration process. The person will have to submit either Aadhar or Voter Identity Card for age verification. If the voter age is not updated in voter identity card, one has to obtain age verification from the District Magistrate office.

Co-morbidities for those above 45 years of age will include serious diseases related to kidney, cancer, heart, diabetes and hypertension. For those living outside their state, they will be given option to get themselves vaccinated at a centre outside the state. For example, a voter in Delhi presently working in Bengaluru can opt for a vaccination centre there.

First priority for vaccination will be given to all those above the age of 60 years. The second priority category will be for those above 45 years of age having serious co-morbidities. The Health Ministry is preparing guidelines to define cases of serious co-morbidities.
Those willing to pay for vaccines in private hospitals can schedule shots. The health ministry is finalizing the prices of Covid vaccines through discussions with manufacturers and private hospitals. The prices will be announced in the next two or three days.

India is presently No.1 in the field of Covid vaccination. More than 1.23 crore Indians have been vaccinated till now. This was not an easy task given the facts that our health sector infrastructure is not strong and baseless rumours are still being spread about Covid-19 vaccines among people who easily believe in such lies. People have seen how small countries are clamouring for Covid vaccines. Till now, India has sent 2.25 crore Covid vaccines to 20 countries. This very fact itself nails all baseless rumours about the vaccines.
The government has also decided to involve private sector hospitals in this endeavour. This raises hopes about the speedy pace of vaccination in the weeks to come.

किसान नेता कैसे लाल किला हिंसा के आरोपियों को दे रहे हैं संरक्षण

akbदेश के लोकतंत्र को चुनौती देनेवाली और कानून के राज का मजाक उड़ानेवाली एक ऐसी तस्वीर सामने आई है जो वाकई हैरान करती है। पंजाब में किसान आंदोलन के नाम पर ऐसी-ऐसी हरकतें की गईं जिससे सरकार और पुलिस को सीधी चुनौती दी जा सके। अब बठिंडा में भगोड़ा गैंगस्टर लक्खा सिधाना ने पंजाब के मुख्यमंत्री कैप्टन अमरिंदर सिंह के पैतृक गांव मेहराज में आयोजित एक किसान रैली में अपनी मौजूदगी दर्ज कराई। लक्खा ने किसान नेताओं के साथ मंच शेयर किया और भाषण भी दिया। इस मोस्ट वांटेड ने कानून-पुलिस को चैलेंज किया और कहा कि दिल्ली पुलिस उसे और उसके किसी साथी को पंजाब के अंदर गिरफ्तार करने की हिम्मत नहीं कर सकती।

लक्खा सिधाना ने रैली में जमा हुए हजारों लोगों की भीड़ के बीच भाषण देते हुए केंद्र सरकार के खिलाफ खूब जहर उगला और फिर एक बाइक पर सवार होकर वहां से निकल भागा। यह गैंगस्टर खुद को एक एक्टिविस्ट(कार्यकर्ता) बताता है और दिल्ली पुलिस से छिपकर रह रहा है। दिल्ली पुलिस ने लक्खा सिधाना की गिरफ्तारी पर एक लाख रुपये का इनाम रखा है।

दिल्ली के लालकिले पर 26 जनवरी को हुई हिंसा के बाद से सिधाना फरार चल रहा है। इस दिन राष्ट्रविरोधी तत्व ऐतिहासिक लाल किले की प्राचीर में जबरन घुस गए थे। पुलिसवालों पर हमला किया और तिरंगे की जगह दूसरा झंडा फहरा दिया था। लक्खा सिधाना ने रैली में दिए अपने भाषण में किसानों, कारोबारियों और आम लोगों से आंदोलन को और तेज करने की अपील की। उसने कहा कि तीनों कृषि कानूनों को पूरी तरह से वापस लेने से कम कुछ भी मंजूर नहीं है।

सिधाना करीब दो घंटे तक मंच पर मौजूद रहा लेकिन किसी पुलिसवाले ने उसे गिरफ्तार करने की कोशिश नहीं की। सिधाना ने कहा कि अगर अब पंजाब के किसी शख्स को दिल्ली पुलिस पकड़ने आती है तो फिर पूरा गांव विरोध करे। सिधाना ने पंजाब के मुख्यमंत्री कैप्टन अमरिंदर सिंह को भी चेतवानी दी और कहा-दिल्ली पुलिस के साथ पंजाब पुलिस भी दिखाई दी तो फिर इसकी जिम्मेदारी अमरिंदर सिंह की होगी। ये बात पंजाब के चीफ मिनिस्टर को समझ लेनी चाहिए। सिधाना ने अपने भाषण में कहा कि यह लड़ाई फसलों की ही नहीं हमारी नस्लों की भी है और इतिहास हमेशा टक्कर लेने वालों का लिखा जाता है। जो कौम अपने हक के लिए संघर्ष करती है और आवाज़ उठाती है, इतिहास उन्हीं का लिखा जाता है।

मंगलवार को आयोजित इस रैली के हफ्ते भर पहले से बठिंडा और आसपास के इलाकों में पोस्टर लगाए जा रहे थे। पोस्टर में लोगों से अपील की गई थी कि वे इस रैली में लक्खा सिधाना को सुनने के लिए आएं। इसके बावजूद पंजाब पुलिस ने कोई एक्शन नहीं लिया। दिल्ली पुलिस स्पेशल सेल की टीम पंजाब में कई दिन से उसकी तलाश कर रही है मगर लक्खा बार-बार बच निकलता है। असल में लक्खा सिधाना पिछले कई दिनों से अपनी लोकेशन बदल रहा है। कुछ दिन पहले उसने पंजाब के एक गुरुद्वारे में छिपकर अपने भाषण को रिकॉर्ड किया और फिर इसे सर्कुलेट भी किया था।

मंगलवार को किसानों की यह रैली बठिंडा अनाज मंडी में रखी गई थी और पुलिस की टीम मंच तक नहीं पहुंचे इसके लिए आयोजकों की तरफ से पूरी प्लानिंग की गई थी। इसके लिए पूरे रास्ते को ट्रैक्टर-ट्रॉली लगाकर ब्लॉक कर दिया गया था। इसलिए लक्खा सिधाना इस रैली में बेखौफ होकर बैठा रहा।

दुख की बात ये है कि गुरनाम सिंह चढुनी और जोगिंदर सिंह उगराहां जैसे किसान आंदोलन के वरिष्ठ नेता भी लक्खा सिधाना जैसे तत्वों का समर्थन कर रहे हैं। चंडीगढ़ में किसानों की महापंचायत में गुरनाम सिंह चढुनी ने कहा कि अगर पुलिस किसी आरोपी को पकड़ने गांव आती है तो पूरा गांव इकट्ठा होकर पुलिस का घेराव करे और उन्हें तब तक ना जाने दें जब तक पुलिसवाले आरोपी शख्स को छोड़ नहीं देते। जिस किसान पंचायत में गुरनाम सिंह चढुनी इस तरह की भड़काऊ बयानबाजी कर रहे थे उसी पंचायत में किसान नेता रुलदु सिंह मानसा भी मंच पर ही बैठा नजर आया। मनसा को भी दिल्ली हिंसा मामले में पेश होने के लिए दिल्ली पुलिस ने सम्मन जारी किया है, लेकिन उसने पेश होने से मना कर दिया। इसी मंच से गुरनाम सिंह चढुनी ने रूलदू सिंह मानसा का नाम लेकर पुलिस को उसे गिरफ्तार करने की चुनौती दी। वहीं जोगिन्दर सिंह उगराहां ने धमकी देते हुए कहा कि अगर पुलिस ने मनसा को हाथ लगाया तो पंजाब में ऐसी लहरें उठेंगी, जो किसी के संभाले नहीं संभलेंगी।

मैं हैरान हूं कि 26 जनवरी को हुई घटना के बाद किसान नेताओं ने कैसे रंग बदल लिया। उस वक्त वे बार-बार कह रहे थे कि दंगा सरकार-पुलिस ने करवाया। किसानों को बदनाम करने के लिए सरकार ने सिद्धू और लक्खा जैसे लोगों को लालकिले पहुंचाया। किसान नेताओं ने ये भी कहा था कि उनका सिद्धू और सिधाना जैसे लोगों से कोई रिश्ता नहीं है, लेकिन अब यही नेता अपनी बात बदलकर इनको बचाने में लगे हैं। अगर लक्खा सिधाना का आपराधिक इतिहास है, अगर लक्खा बीजेपी और सरकार के कहने से लालकिले गया था, उसे वहां पुलिस ने भेजा था, तो उसे बचाने की कोशिश क्यों की जा रही है? अगर लक्खा अपराधी है तो वो किसान नेताओं के साथ क्यों है? 26 जनवरी की घटना के बाद तो किसान नेता कह रहे थे कि इन लोगों को किसानों को बदनाम करने के लिए लालकिले पर भेजा गया। अगर सिधाना और सिद्धू जैसे लोगों ने किसानों को बदनाम किया तो किसान नेताओं ने उन्हें अपनी रैली में क्यों बुलाया? मतलब साफ है कि दंगा करने वाले, तिरंगे का अपमान करने वाले लोग पहले भी कुछ किसान नेताओं के संरक्षण में थे, आज भी उनके संरक्षण में हैं। इससे साफ है कि किसान नेताओं ने इस मामले में पहले भी गुमराह किया था और आज भी गलतबयानी कर रहे हैं।अब सब इस बात को समझ गए हैं।

How farmer leaders are openly giving protection to Red Fort violence accused

akbThrowing a challenge at Indian democracy, fugitive gangster Lakha Sidhana appeared at a rally at Punjab CM Capt Amrinder Singh’s native village Mehraj in Bathinda district on Tuesday, and dared Delhi Police to arrest him or any other accused inside Punjab. It was a direct challenge thrown at police and a travesty of law and order.

Lakha Sidhana spewed venom against the Central government, addressed thousands who had gathered at the rally, and then fled the spot riding a motorbike. This gangster claims to be an activist and is hiding from Delhi Police, which has announced a Rs 1 lakh reward for information leading to his arrest.

Sidhana is on the run since the January 26 mayhem in Delhi, when anti-national elements forced their way into the ramparts of the historic Red Fort, attacked policemen and hoisted a flag at the spot. At the rally, Lakha Sidhana called on farmers, traders and common people to intensify the agitation and said nothing less than a complete repeal of all the three farm laws was acceptable.

Sidhana was on the dais for nearly two hours, but not a single policeman tried to arrest him. He asked villagers to gherao Delhi Police team if it comes to their villages to round up activists. He also warned Punjab CM Capt. Amrinder Singh not to allow state police to accompany the Delhi police teams. In his speech, Sidhana said, this fight was not only for ‘fasal’ (crops), but also for ‘nasl’ (generations) and history is written for those who fight for their rights.

For more than a week before Tuesday’s rally, posters were put up in and around Bathinda asking people to come and hear Lakha Sidhana speak, and yet Punjab Police did not act. The Special Cell of Delhi Police had been trying to locate Sidhana for the last several weeks, but the gangster had been constantly changing his locations. A few days ago, he circulated a video speech recorded at a local gurdwara.

Tuesday’s rally was carefully planned by the organizers to stop police from coming near the dais. Tractor trolleys were posted on the roads leading to Bhatinda grain mandi, where the rally was held.

The saddest part is that some top farmer leaders like Gurnam Singh Chadhuni and Joginder Singh Ugrahan are supporting elements like Lakha Sidhana. In Chandigarh, Gurnam Singh Chadhuni told a kisan panchayat not to allow police to enter the village and arrest activists. He asked villagers to gherao police team if they tried to arrest anybody. Another farmer leader Ruldu Singh Mansa was sitting on the dais. Delhi Police had issued a summons to Mansa to appear for investigation, but the farmer leader declined.

From the dais, Chadhuni challenged Delhi Police to come and arrest Ruldu Singh Mansa. Joginder Singh Ugrahan threatened that if Mansa was arrested, there will be “waves of violence” in Punjab.

I am surprised how senior farmer leaders, who till yesterday were claiming that they had no connections with Red Fort violence accused Deep Sidhu and Lakha Sidhana, were sharing dais with the latter. After the Red Fort violence, farmer leaders had alleged that Sidhu and Sidhana had connections with BJP and they were sent to Red Fort deliberately to tarnish the image of farmers’ movement.

The picture is clear now: those who indulged in violence and insulting of national flag on January 26, are being given open protection by the farmer leaders and their political sympathizers. The farmer leaders had misled the nation after the violence and are still continuing to mislead the people.

जमीयत नेता मौलाना मदनी ने कैसे की मदरसों में आधुनिक शिक्षा की पहल

AKB30 आज मैं आपके साथ एक अच्छी खबर शेयर करना चाहता हूं कि कैसे जमीयत उलेमा-ए-हिंद के नेता मौलाना महमूद मदनी के नेतृत्व में उत्तर प्रदेश और महाराष्ट्र में फैले 200 से भी ज्यादा मदरसों में आधुनिक शिक्षा शुरू करने की कोशिश कर रहे हैं। यह उन मुस्लिम बुद्धिजीवियों की पहल पर किया जा रहा है जो चाहते हैं कि उनके समुदाय के युवा मदरसों में विज्ञान, गणित, कंप्यूटर और अन्य आधुनिक विषयों को सीखें, उच्च शिक्षा के लिए राष्ट्रीय स्तर की परीक्षाओं में भाग लें और उन्हें करियर काउंसलिंग भी मिले।

जमीन पर इसकी शुरुआत भी हो चुकी है। देशभर के मदरसों के लिए बने इस प्लान के पायलट प्रोजेक्ट के तौर पर उत्तर प्रदेश और महाराष्ट्र के 100-100 मदरसों को चुना गया है। सोमवार को यूपी, पश्चिम बंगाल और महाराष्ट्र के शिक्षकों और कोऑर्डिनेटर्स पुणे के एचजीएम आज़म कॉलेज ऑफ एजुकेशन के कैंपस में आयोजित एक ओरिएंटेशन प्रोग्राम में भाग लिया। 20 दिन के इस कोर्स में उनको बताया जाएगा कि छात्रों को आधुनिक शिक्षा कैसे दी जाए।

यह तो बस एक छोटी-सी शुरुआत है। मदरसों के शिक्षकों और कोऑर्डिनेटर्स के पहले बैच की ट्रेनिंग शुरू हो चुकी है। मौलाना मदनी ने इंडिया टीवी के रिपोर्टर को बताया कि जमीयत ओपन स्कूल का कॉन्सेप्ट मदरसों में दी जा रही शिक्षा को बदलने में मदद करेगी। मदरसों में अब तक छात्रों को सिर्फ इस्लाम की दीनी तालीम दी जाती थी, लेकिन आधुनिक शिक्षा की शुरुआत के साथ युवाओं को अंग्रेजी, हिंदी, गणित, विज्ञान, कंप्यूटर और अन्य विषयों को पढ़ाया जाएगा ताकि वे कक्षा 10 और 12 की बोर्ड स्तर की परीक्षाओं में बैठ सकें। मदनी ने कहा कि नेशनल इंस्टीट्यूट ऑफ ओपन स्कूलिंग (NIOS) मदरसों में शिक्षा को बदलने में जमीयत की मदद कर रहा है।

भारत के मदरसों में आमतौर पर उर्दू, अरबी और फारसी में इस्लाम की दीनी तालीम दी जाती है, लेकिन फाजिल, आलिम और मुफ्ती की डिग्री लेकर जो छात्र बाहर निकलते हैं, वे सिर्फ अरबी और इस्लामिक अध्ययन एवं धर्मशास्त्र में ही बीए और एमए करने की पात्रता रखते हैं।

भारत में 40,000 से ज्यादा मदरसे हैं, और लाखों मुस्लिम छात्र हर साल अपनी पढ़ाई पूरी करने के बाद इन मदरसों से बाहर निकलते हैं। आधुनिक शिक्षा के अभाव के चलते उच्च स्तर पर प्रतियोगिता करने में उन्हें काफी मुश्किलों का सामना करना पड़ता है। भारत में 19.5 करोड़ से भी ज्यादा मुसलमान रहते हैं और उनमें से लगभग 20 प्रतिशत निरक्षर हैं। विभिन्न पैमानों पर शैक्षणिक पिछड़ेपन की बात करें तो भारत के मुसलमानों की स्थिति अनुसूचित जातियों और अनुसूचित जनजातियों के जितनी या उनसे भी ज्यादा खराब है।

एनएसओ के आंकड़ों के मुताबिक, भारत में केवल 48 प्रतिशत मुस्लिम छात्र कक्षा 12 तक पढ़ पाते हैं, जबकि 12वीं कक्षा से आगे यानी कि कॉलेज और यूनिवर्सिटी तक सिर्फ 14 प्रतिशत ही पहुंच पाते हैं। मौजूदा समय की बात करें तो भारत में 18 ऐसे राज्य हैं जिन्हें मदरसों में शिक्षा के विकास के लिए केंद्र सरकार की तरफ से फंड मिलता है।

इंडिया टीवी की रिपोर्टर रुचि कुमार ने कई मुस्लिम बुद्धिजीवियों से बात की और पाया कि जमीयत ने पहले ही मेरठ, गाजियाबाद, हापुड़, मुजफ्फरनगर, सहारनपुर, शामली, बागपत, बुलंदशहर, मुरादाबाद, रामपुर और अमरोहा के लगभग 10,000 ऐसे मदरसों की पहचान कर ली है, जहां बढ़िया बुनियादी ढांचे जैसे कि अच्छी इमारत और क्लासरूम के साथ-साथ शिक्षा प्रदान करने के लिए उच्च तकनीक के उपकरण देने की योजना है। उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने सोमवार को पेश हुए अपनी सरकार के वार्षिक बजट में मदरसों के विकास के लिए 479 करोड़ रुपये रखे हैं।

मदरसों का तेजी से आधुनिकीकरण वक्त का तकाज़ा है। मदरसों को अब ऑनलाइन सिस्टम के ज़रिए फंड दिये जा रहे हैं। इसके कारण ग़लत हाथों में पैसे जाने पर लगाम लगा दी गई है। केंद्र और राज्य की सरकारें केवल पैसे दे सकती हैं, लेकिन यह मुस्लिम समाज के संस्थानों और संगठनों पर निर्भर करता है कि इस पैसे का सही इस्तेमाल कैसे हो।

मौलाना मदनी ने एक अच्छी शुरुआत की है। उन्हें पता है कि मदरसों से आलिम, फाजिल और मुफ्ती की डिग्री लेकर निकले मुस्लिम छात्रों को इस्लामी संस्थाओं और मस्जिदों में तो काम मिल सकता है, लेकिन इन डिग्रियों से सरकारी या प्राइवेट सेक्टर में नौकरी नहीं मिल सकती। मदरसों से जो बच्चे आलिम की डिग्री लेकर यूनिवर्सिटी में दाखिला लेने जाते हैं, उन्हें कुल मिलाकर जामिया मिलिया, AMU, उस्मानिया यूनिवर्सिटी या मौलाना आजाद यूनिवर्सिटी जैसी कुछ यूनिवर्सिटी में ही ऐडमिशन मिल पाता है। मौलाना महमूद मदनी ने मदरसों को आधुनिक बनाने की शुरुआत करके एक अच्छा काम किया है। इसके लिए उनकी तारीफ होनी चाहिए।

How Jamiat Ulema-e-Hind of Maulana Mahmood Madani is trying to modernize education in madrasas

AKB30 Today I want to share with you a good news on how Jamiat Ulema-e-Hind led by Maulana Mahmood Madani is trying to introduce modern education in more than 200 madrasas spread across Uttar Pradesh and Maharashtra. This is being done on the initiative of Muslim intellectuals who want youths of their community to learn Science, Mathematics, Computer and other modern subjects in madrasas, compete in national level examinations for higher education and get career counselling.

As part of a pilot project, nearly 100 madrasas from eleven districts of UP and an equal number of madrasas from Maharashtra have been selected. On Monday, teachers and coordinators from UP, West Bengal and Maharashtra attended an orientation program at the H.G.M. Azam College of Education campus in Pune. They will undergo a 20-day-long course on how to impart modern education to students.

This is only a small beginning. The training of the first batch of teachers and coordinators from madrasas has begun. Maulana Madani told India TV reporter that the concept of Jamiat Open School will help transform education in madrasas. Till now, only Islamic religious education was being imparted to students in madrasas, but with the introduction of modern education, youths will be taught English, Hindi, Maths, Science, Computer and other subjects so that they can sit for Class 10 and 12 board level examinations. National Institute of Open Schooling (NIOS) is helping the Jamiat in transforming education in madrasas, Madani said.

Normally, madrasas in India impart Islamic religious education in Urdu, Arabic and Persian, but students who come out after completing the Fazil, Alim and Mufti degrees are only eligible for BA and MA programs in Arabic, Islamic Studies and Theology.
There are more than 40,000 madrasas in India, and lakhs of Muslim students come out of them after completing their education. For them, lack of modern education has become an uphill task in competing at higher levels. Nearly 20 per cent of more than 19.5 crore Muslims in India are illiterate. On various yardsticks of educational marginalization, the condition of Indian Muslims is as bad or even worse compared to scheduled castes and scheduled tribes.

According to NSO data, only 48 per cent of Muslim students in India are able to study up to Class 12, while only 14 per cent study beyond Class 12 in colleges and universities. Currently, there are 18 states in India which get Central government funds for developing education in madrasas.

India TV reporter Ruchi Kumar spoke to several Muslim intellectuals and found that the Jamiat has already identified nearly 10,000 madrasas mostly spread in Meerut, Ghaziabad, Hapur, Muzaffarnagar, Saharanpur, Shamli, Baghpat, Bulandshahr, Moradabad, Rampur and Amroha, where plans are afoot to provide hi-tech tools of education along with good infrastructure like building and classrooms. In his annual budget for UP government, Chief Minister Yogi Adityanath on Monday earmarked Rs 479 crore for development of madrasas.

Rapid modernization of madrasas is the need of the hour. Unnecessary wastage of funds has been plugged to a large extent through online system of disbursement. On their part, the Centre and states can only provide funds, but it depends on institutions and organizations in Muslim society how to make good use of these funds.
Maulana Madani has done a significant beginning. He knows that Muslim students coming out of madrasas with Alim, Fazil and Mufti degrees can only get work in mosques or Islamic institutions, but they will face an uphill task when applying for jobs in public or private sector. Muslims students manage to get admission only to a handful of universities like Jamia Millia, Osmania University, AMU, and Maulana Azad University, but they hardly get admission in other Central universities. Maulana Madani has done the right thing in pioneering efforts to modernize madrasas. He should be congratulated for making this beginning.

कोरोना की दूसरी लहर की आहट, सावधानी ही वक्त का तकाज़ा है

akbदेश में कोरोना वायरस से संक्रमण के मामले फिर तेज़ी से बढ़ रहे हैं। लोगों की तरफ से बरती जा रही लापरवाही कोरोना के लिए संजीवनी बन रही है। हालात ये हो गए हैं कि कुछ शहरों में फिर से लॉकडाउन की बात सुनाई देने लगी है। शुक्रवार को देशभर में कोरोना के कुल 14,059 मामले सामने आए जो पिछले 27 दिनों में सबसे ज्यादा है। 23 जनवरी के बाद पहली बार कोरोना ने 14 हजार का आंकड़ा पार किया है।

महाराष्ट्र और केरल में हालात फिर खराब हो रहे हैं। महाराष्ट्र में शुक्रवार को कोरोना के 6 हजार 112 मामले सामने आए। कोरोना की रोकथाम के लिए राज्य के कई जिलों में फिर से पाबंदियां लग गई हैं। वर्धा, अकोला, अमरावती में शनिवार रात से सोमवार सुबह तक 36 घंटे का लॉकडाउन लगाया गया है। पुणे में सबसे ज्यादा 1,005 नए मामले सामने आए हैं। अमरावती में 755, नागपुर में 752 और मुंबई में 823 नए मामले आए हैं। महाराष्ट्र में गुरुवार को कोरोना के 5,427 और बुधवार को 4,787 नए मामले दर्ज किए गए।

केरल (4,505), पंजाब और मध्य प्रदेश में भी कोरोना वायरस के नए मामले बढ़े हैं। महाराष्ट्र के स्वास्थ्य विभाग ने शुक्रवार को यह दावा किया कि कोरोना वायरस के नए हॉटस्पॉट अमरावती और यवतमाल जिले में अब तक इस वायरस का कोई विदेशी संस्करण (नया स्ट्रेन) नहीं मिला है। महाराष्ट्र के 4 मंत्री कोरोना पॉजिटिव हो गए हैं। राज्य के स्वास्थ्य मंत्री राजेश टोपे और जल संपदा मंत्री जयंत पाटिल के बाद अब स्कूली शिक्षा मंत्री बच्चू कडू भी कोरोना पॉजिटिव हो गए हैं। बच्चू कडू दूसरी बार कोरोना पॉजिटिव हुए हैं। दो दिन पहले महाराष्ट्र के अनाज और औषधि प्रशासन मंत्री राजेंद्र शिगणे भी कोरोना पॉजिटिव हो गए थे। यही नहीं महाराष्ट्र कांग्रेस के अध्यक्ष नाना पटोले के घर में काम करने वाले स्टाफ को भी कोरोना हुआ है, जिसके बाद वह आइसोलेशन में चले गए हैं।

कोरोना की रफ्तार बढ़ने की वजह सिर्फ लापरवाही है। महाराष्ट्र में सरकार भी लापरवाही बरत रही है और आम लोग भी बेफिक्र हो गए हैं। मुंबई में कोरोना के मामले एक बार फिर तेजी से बढ़ने लगे हैं, इसलिए अब मास्क लगाने पर जोर दिया जा रहा है। बृहन्मुंबई महानगर पालिका (बीएमसी) की तरफ से मास्क न पहनने वालों पर सख्ती की जा रही है। बीएमसी ने सड़कों पर मार्शल को तैनात किया है जो बिना मास्क के घूम रहे लोगों से 200 रुपये का जुर्माना वसूलते हैं। लेकिन अक्सर मास्क न लगाने वाले लोग दादागिरी पर उतर आते हैं, बहसबाजी करते हैं, फिर धक्का-मुक्की होती है और बात मारपीट तक पहुंच जाती है। शुक्रवार को जुहू चौपाटी का एक ऐसा ही वीडियो वायरल हुआ जिसमें मास्क न पहनने पर जुर्माना वसूली के दौरान हाथापाई और मारपीट की तस्वीरें हैं। यवतमाल में 28 फरवरी तक आंशिक लॉकडाउन रहेगा। यहां दुकान, संस्थान, स्कूल, कॉलेज, मंदिर या धार्मिक स्थल रात 9 बजे से सुबह तक बंद रहेंगे। मास्क न पहनने पर पहली बार पकड़े गए तो 500 रुपये, दूसरी बार पकड़े गए तो 750 रुपये और तीसरी बार पकड़े जाने पर एक हजार रूपये जुर्माना भरना होगा।

भारत ने जिस तरह से कोरोना के खिलाफ जंग लड़ी और जिस तरह कोरोना को काबू में किया उसकी पूरी दुनिया ने तारीफ की है। लेकिन ये भी सही है कि खतरा टला नहीं है। कोरोना के खिलाफ वैक्सीनेशन (टीकाकरण) का काम भी सबसे तेज भारत में ही हो रहा है। शुक्रवार तक सिर्फ 34 दिन में एक करोड़ लोगों को वैक्सीन दी गई है। यहां अमेरिका के बाद दूसरा सबसे तेज वैक्सीनेशन हो रहा है। पहले से ही रोजाना औसतन 40 से 50 हजार लोगों को टीका देने की योजना तैयार कर ली गई है। अभी रोजाना औसतन करीब 10 हजार लोगों को वैक्सीन दी जा रही है। अबतक 62.3 लाख स्वास्थ्यकर्मियों को वैक्सीन की पहली खुराक दी गई है जबकि 7.6 लाख लोगों को दूसरी खुराक भी दी जा चुकी है।

कोरोना के खिलाफ जंग में ये पॉजिटिव संकेत हैं, लेकिन सोशल डिस्टैंसिंग में कोई शिथिलता नहीं बरतनी चाहिए। तेलंगाना के करीमनगर जिले के एक गांव में 33 लोग कोरोना पॉजिटिव पाए गए। ये सभी लोग एक कैंसर रोगी के अंतिम संस्कार में गए थे। अब स्थानीय प्रशासन ने इस गांव में रहने वाले सभी 1,600 लोगों का कोविड टेस्ट कराना शुरू कर दिया है।

कोरोना की वैक्सीन तो बनी है लेकिन कोरोना की कोई दवा नहीं बनी। इस दिशा में स्वामी रामदेव ने शुक्रवार को बड़ा ऐलान किया। उन्होंने कोरोना की आयुर्वेदिक दवा कोरोनिल औपचारिक तौर पर लॉन्च कर दी। पतंजलि रिसर्च इंस्टिट्यूट की इस दवा को डब्ल्यूएचओ (WHO) के मानदंडों के अनुसार आयुष मंत्रालय से प्रमाण पत्र मिला है। इसे कोविड-19 संक्रमण के मामले में ‘एक सहायक दवा के रूप में’ और रोग प्रतिरोधक क्षमता बढ़ाने के तौर पर इस्तेमाल किया जा सकता है। इस दवा को पतंजलि रिसर्च इंस्टीट्यूट ने पिछले साल जून में लॉन्च किया था। पतंजलि के एक बयान में कहा गया है, ‘कोरोनिल को केंद्रीय औषधि मानक नियंत्रण संगठन के आयुष खंड से WHO की प्रमाणन योजना के तहत फार्मास्युटिकल प्रोडक्ट (CoPP) का प्रमाण पत्र मिला है।’ पतंजलि ने एक प्रेस कॉन्फ्रेंस में स्वामी रामदेव, केंद्रीय स्वास्थ्य मंत्री हर्षवर्धन और परिवहन मंत्री नितिन गडकरी की मौजूदगी में यह घोषणा की।

CoPP सर्टिफिकेशन के तहत कोरोनिल को अब 158 देशों में निर्यात किया जा सकता है। WHO ‘उपयुक्त अंतराल पर’ दवा के निर्माण में लगी कंपनी की जांच कर सकता है। स्वामी रामदेव ने कहा, हम आयुर्वेद की वैधता साबित करने के लिए आधुनिक औषधीय और वैज्ञानिक प्रोटोकॉल के साथ साक्ष्य-आधारित रिसर्च कर रहे हैं। उन्होंने कहा, कोरोनिल पर 9 रिसर्च पेपर दुनिया के जाने-माने रिसर्च जर्नल्‍स में प्रकाशित हो चुके हैं,16 रिसर्च पेपर पाइपलाइन में हैं। स्वामी रामदेव ने कहा-WHO ने इसे GMP यानी ‘गुड मैनुफैक्‍चरिंग प्रैक्टिस’ का सर्टिफिके‍ट दिया है। जिन लोगों ने कोरोनिल को लेकर सवाल उठाए थे, अब उन्हें जवाब मिल गया होगा।

स्वास्थ्य मंत्री डॉ. हर्षवर्धन ने कहा कि आयुर्वेदिक उत्पादों का 30,000 करोड़ रुपये का उद्योग कोविड से पहले सालाना 15 से 20 प्रतिशत की दर से बढ़ रहा था लेकिन कोविड के बाद अब 50 से 90 प्रतिशत के हिसाब से बढ़ रहा है। ऑस्ट्रेलिया, न्यूजीलैंड, क्यूबा, बांग्लादेश, श्रीलंका और चीन ने आयुर्वेदिक दवाओं को अपनाया है।

मेरा मानना है कि स्वामी रामदेव ने योग को सरल और सहज बनाया, घर-घर तक पहुंचाया। उन्होंने आयुर्वेद का, हमारी अपनी साइंस का इस्तेमाल लोगों के इलाज के लिए किया, लेकिन स्वामी रामदेव ने कभी एलोपैथी के प्रति नकारात्मकता नहीं फैलाई। उन्होंने तो एलोपैथी के सिस्टम को अपनाया, रोग के निदान के लिए उनका इस्तेमाल किया। जिन लोगों को ऑपरेशन की ज़रूरत होती थी उन्हें होत्साहित नहीं किया। एलोपैथिक डॉक्टर्स ने योग और आयुर्वेद को मान्यता दी, लेकिन बड़ी-बड़ी फार्मा कंपनियों को आयुर्वेद का प्रचार-प्रसार रास नहीं आया। इसीलिए स्वामी रामदेव ने कोशिश की है कि आयुर्वेद को भी रिसर्च आधारित (Research based) बनाया जाए।आयुर्वेद की प्रामाणिकता का वैज्ञानिक प्रयोग करके पूरी दुनिया में इसका लोहा मनवाया जाए। आज उन्होंने इस दिशा में बड़ी सफलता हासिल की है। इसके लिए स्वामी रामदेव का अभिनंदन किया जाना चाहिए।

As second wave of Covid pandemic looms, caution is the need of the hour

akbThe number of daily Covid-19 cases in India rose to 14,059 on Friday, the highest in last 27 days. It crossed the 14,000 mark for the first time since January 23.

The hardest hit state is Maharashtra, which reported 6,112 cases on Friday. Already district collectors in Maharashtra have imposed 36-hour lockdown from Saturday night till Monday morning in Akola, Wardha and Amrawati, to prevent the spread of the pandemic. Among the districts, Pune topped with 1,005 new cases, Amravati with 755, Nagpur with 752 and Mumbai with 823 new cases. Maharashtra had recorded 5,427 new cases on Thursday and 4,787 on Wednesday.

There has been a spike in the number of new cases in Kerala (4,505), Punjab and Madhya Pradesh. On Friday, the Maharashtra health department claimed that no foreign variant of Coronavirus has so far been found in the new Covid hotspots in Amravati and Yavatmal districts. Four ministers in Maharashtra have been reported Covid positive. They include Health Minister Rajesh Tope, Jayant Patil, Rajendra Shingne and Bacchu Kadu. State Congress chief Nana Patole is in home quarantine after one of his house staff was found positive.

Negligence by common people and complacency among authorities have led to the second wave of this pandemic. The Brihanmumbai Municipal Corporation has deployed marshals on roads who fine Rs 200 from people moving around without masks. On Friday, a video showing a man in Juhu Chowpatty bashing up a marshal for questioning him about mask, was viral. Partial lockdown has been imposed in Yavatmal where schools, colleges, offices, places of worship and markets will remain closed after 9 pm till early morning. Fines ranging from Rs 500 to Rs 750 and Rs 1000 are being imposed for first, second and third offence for moving without masks.

The world has praised India for controlling the pandemic with remarkable precision, by timely imposing lockdown and Covid restrictions. Till Friday, India has vaccinated more than 1 crore people in 34 days, second fastest after the USA. Already, plans are afoot to give vaccinations to 40 to 50,000 people daily, up from the current daily average of roughly 10,000. Till now, 62.3 lakh health workers have been given the first dose, and 7.6 lakh have taken the second dose.

These are positive signals, but there must be no complacency in enforcing social distancing. In a village in Karimnagar district of Telangana, 33 people who take part in the funeral of a cancer patient, were later found Covid positive. Local authorities have now started testing all the 1,600 people living the village for Covid virus.

One significant and positive news is that Coronil, a mix of Ayurvedic medications to prevent Coronavirus infection, manufactured by Swami Ramdev’s Patanjali group, has received AYUSH certification as per WHO norms. Coronil tablets were launched by Patanjali Research Institute in June last year. It has now received certification from AYUSH ministry as per WHO norms, as a drug that can be “used as supporting measure in Covid-19” and as immune-booster. “Coronil has received the Certificate of Pharmaceutical Product (CoPP) from the Ayush section of Central Drugs Standard Control Organization as per the WHO certification scheme”, a statement from Patanjali said. This announcement was made at a press meet attended by Swami Ramdev, Health Minister Dr Harsh Vardhan and Transport and Highways Minister Nitin Gadkari on Friday.

According to CoPP certification, Coronil tablets can now be exported to 158 countries. It allows the WHO to inspect the manufacturer “at suitable intervals”. Swami Ramdev said, we are using modern medicinal and scientific protocols and evidence-based research to prove the validity of Ayurvedic practices. He said, nine research papers on Coronil tablets have so far been published in renowned health journals and 16 other research papers are in the pipeline. Swami Ramdev said, the WHO certification of GMP (good manufacturing practice) is a solid rejoinder to all those who had raised suspicions about the efficacy of Coronil Ayurvedic tablets.

Health Minister Dr Harsh Vardhan said that Rs 30,000 crore industry for Ayurvedic products, which used to grow at 15-20 per cent annually, is now growing at 50 to 90 per cent after Covid. Australia, New Zealand, Cuba, Bangladesh, Sri Lanka and China have accepted Ayurvedic medicinal products, he said.

I have this to say about Swami Ramdev. As a yoga guru, he has spread yoga to every nook and corner of India in a very simple manner. He never opposed use of allopathic system of medicine. On the contrary, he used Allopathic system for correct diagnosis of diseases. He never discouraged patients from undergoing surgeries. Allopathic doctors gave recognition to Ayurvedic products, but pharma companies, who dominate the world trade in medicines, never liked the importance being given to Ayurveda. Swami Ramdev made Ayurveda therapies research-based and made them acceptable to the world. By making Coronil to tackle the pandemic, Swami Ramdev and his researchers have done a tremendous job and they deserve laurels.
