कश्मीर पर नेहरू की पांच बड़ी गलतियां

AKBजम्मू और कश्मीर पिछले 75 वर्षों से हम सबके लिए एक अधूरा एजेंडा बना हुआ है। इस पूर्व रियासत के एक बड़े हिस्से पर पाकिस्तान का कब्जा है। पाकिस्तान ने गिलगित-बाल्टिस्तान को अपना पांचवां सूबा घोषित कर दिया है, जबकि ये जम्मू-कश्मीर का हिस्सा था।

गुरुवार 27 अक्टूबर को, भारतीय सेना ने श्रीनगर के पुराने बडगाम एयरफील्ड में ‘शौर्य दिवस’ मनाया। 75 साल पहले 1947 में इसी दिन पहली सिख रेजिमेंट बडगाम पहुंची थी, और कश्मीर घाटी में घुसे पाकिस्तानी कबायली घुसपैठियों को खदेड़ा था। यह स्वतंत्र भारत का पहला आर्मी ऑपरेशन था। इस एक कदम ने सन् 1947-48 के प्रथम भारत-पाकिस्तान युद्ध की दिशा बदल दी।

शौर्य दिवस के अवसर पर रक्षा मंत्री राजनाथ सिंह ने कहा कि यह अधूरा एजेंडा जरूर पूरा होगा। उन्होंने कहा, भारतीय संसद ने नब्बे के दशक में पाकिस्तान अधिकृत कश्मीर को वापस लेने का संकल्प पारित किया था, और यह संकल्प निश्चित रूप से पूरा होगा।

उन्होंने कहा, पाकिस्तान ने भारत की पीठ में छुरा घोंपा और वह PoK में रह रहे कश्मीरियों पर अत्याचार कर रहा है। उन्होंने चेतावनी दी कि पाकिस्तान को अपने कर्मों के फल भुगतने होंगे, और पीओके के कुछ हिस्सों को वापस हासिल किया जाएगा। रक्षा मंत्री ने कहा, ‘हमने अभी जम्मू-कश्मीर और लद्दाख में विकास की ओर अपनी यात्रा शुरू की है, और जब हम गिलगित और बाल्टिस्तान पहुंचेंगे तो हम अपने लक्ष्य को प्राप्त कर लेंगे। हम पाकिस्तान के कब्जे वाले कश्मीर में कश्मीरियों के दर्द को महसूस करते हैं।’

राजनाथ सिंह ने कहा कि धारा 370 को निरस्त करने के केंद्र के फैसले ने जम्मू-कश्मीर के लोगों के खिलाफ भेदभाव को समाप्त करने में महत्वपूर्ण भूमिका निभाई। उन्होंने कहा, ‘प्रधानमंत्री नरेंद्र मोदी के नेतृत्व में यह भेदभाव 5 अगस्त, 2019 को समाप्त हुआ, जब धारा 370 को खत्म कर दिया गया।’

27 अक्टूबर 1947 को भारतीय सेना के जवान डकोटा विमान में सवार होकर बडगाम में उतरे थे। यह ऑपरेशन बेहद खतरनाक था क्योंकि पाकिस्तानी घुसपैठिए श्रीनगर के बाहर तक पहुंच चुके थे और जरा भी देर होती तो भारतीय जवानों को लेकर जा रहा ये विमान उतर न पाता। उस ऑपरेशन में ओडिशा के मुख्यमंत्री नवीन पटनायक के पिता बीजू पटनायक ने भी बहुत बड़ी भूमिका निभाई थी। वह एक कुशल पायलट थे और उन्होंने डकोटा के जरिए सैनिकों को सुरक्षित कश्मीर में उतारा था। गुरुवार को दोबारा एक डकोटा विमान को बडगाम में ठीक उसी जगह उतारा गया, जहां 27 अक्टूबर 1947 को पहला विमान उतरा था।

भारत और पाकिस्तान के बीच पहली जंग एक साल से भी ज्यादा समय तक चली । 1 जनवरी 1949 को जाकर दोनों देश युद्धविराम पर सहमत हुए। तब तक जम्मू-कश्मीर का एक बड़ा हिस्सा पाकिस्तान के कब्जे में जा चुका था। इसे आज हम POK के नाम से जानते हैं। कश्मीर के उस टुकड़े पर आज पाकिस्तान की सेना का राज है। वहां वह आतंकवादियों के लिए ट्रेनिंग कैंप चलाती है। पाकिस्तान की खुफिया एजेंसी ISI ने POK में आतंकवादियों के लॉन्चिंग पैड बना रखे हैं। पाकिस्तानी फौज के जुल्म के खिलाफ आवाज उठाने वाले POK के नागरिकों को टॉर्चर किया जाता है। इसी संदर्भ में रक्षा मंत्री राजनाथ सिंह ने कहा कि पाकिस्तान POK की जनता पर जो जुल्म ढा रहा है, उसका अंजाम पाकिस्तान की फौज और हुकूमत को भुगतना पड़ेगा।

27 अक्टूबर हमारी सेना के लिए उत्सव का दिन है, और साथ ही यह एक ऐसा दिन है जिसे हर भारतीय को याद रखना चाहिए। इसी दिन, जम्मू और कश्मीर के महाराजा हरि सिंह द्वारा हस्ताक्षरित विलय पत्र को भारत के पहले गवर्नर जनरल लॉर्ड माउंटबेटन ने स्वीकार किया था। इसके साथ ही जम्मू-कश्मीर भारतीय संघ का अभिन्न अंग बन गया था।

आजादी के समय देश में राजाओं और नवाबों द्वारा शासित 565 रियासतें थीं। इनमें चार सबसे बड़ी रियासतें थीं – हैदराबाद, मैसूर, बड़ौदा और जम्मू कश्मीर । मैसूर और बड़ौदा के शासकों ने तुरंत भारत में विलय का फैसला कर लिया, लेकिन हैदराबाद के निज़ाम और कश्मीर के महाराजा हरि सिंह अपनी रियासत को भारत या पाकिस्तान में मिलाने के फैसले को टालते रहे।

हमें इतिहास की किताबों में अभी तक यही बताया गया कि जम्मू-कश्मीर के महाराजा हरि सिंह ने भारत में विलय का फैसला तब किया जब पाकिस्तान ने घाटी पर हमला कर दिया और कबाइली लुटेरे श्रीगनर के बेहद करीब पहुंच गए। इसके बाद 26 अक्टूबर 1947 को महाराजा ने भारत के साथ विलय पत्र पर हस्ताक्षर किए।

लेकिन गुरुवार को देश के कानून मंत्री किरेन रिजिजू ने कश्मीर के विलय के इतिहास का बहुत बड़ा राज खोला। उन्होंने कहा कि जम्मू-कश्मीर के भारत में विलय में देरी तत्कालीन प्रधानमंत्री पंडित जवाहरलाल नेहरू ने की थी।

रिजिजू ने 24 जुलाई 1952 को लोकसभा में नेहरू के भाषण का हवाला दिया। नेहरू ने उस दिन कहा था: “कश्मीर का एकीकरण सबसे पहले अनौपचारिक रूप से हमारे सामने आया – यह एक तरह से हमेशा हमारे सामने था, लेकिन यह जुलाई या जुलाई के बीच में अनौपचारिक रूप से हमारे सामने आया – हमने कश्मीर रियासत को जो सलाह दी थी – और, यदि मैं ऐसा कह सकता हूं, तो हम वहां के लोकप्रिय संगठन नेशनल कॉन्फ्रेंस और उसके नेताओं के साथ संपर्क में थे, और महाराजा की सरकार के साथ भी संपर्क में थे – हमने दोनों को सलाह दी कि कश्मीर एक विशेष मामला है और वहां जल्दबाज़ी में कुछ करना सही या उचित नहीं होगा।”

नेहरू ने 24 जुलाई 1952 को लोकसभा में कहा था, “… हमने यह साफ कर दिया था कि अगर महाराजा और उनकी सरकार भारत में शामिल होना चाहते हैं, तो हम कुछ और चाहते हैं, और वह है उस कदम को उठाने से पहले कश्मीर की जनता की स्वीकृति ।”

रिजीजू ने कहा, नेहरू की पहली गलती थी: महाराजा हरि सिंह जुलाई 1947 में विलय के लिए तैयार थे, लेकिन नेहरू ने मना कर दिया। रिजिजू ने कहा, एकीकरण को औपचारिक रूप देने के बजाय, नेहरू ने कश्मीर को एक ‘विशेष मामला’ माना और ‘कुछ और ज्यादा’ की मांग की। नेहरू ने जानबूझकर कश्मीर को एक ऐसा मामला बना दिया जहां शासक विलय के लिए तैयार था, लेकिन भारत सरकार विलय को अंतिम रूप देने में हिचकिचा रही थी।

रिजिजू ने कहा, भले ही महाराजा हरि सिंह विलय चाहते थे, लेकिन नेहरू कश्मीर की जनता की स्वीकृति चाहते थे और साथ ही साथ नेशनल कॉन्फ्रेंस के प्रमुख शेख अब्दुल्ला को अन्तरिम प्रधानमंत्री बनवाना चाहते थे।

रिजिजू ने कहा कि नेहरू को यह गुमान था कि शेख अब्दुल्ला कश्मीर की जनता की आवाज का प्रतिनिधित्व करते थे, और वह चाहते थे कि महाराजा एकीकरण से पहले एक अंतरिम सरकार बनाएं और उस अंतरिम सरकार के मुखिया शेख अब्दुल्ला हों।

रिजिजू ने 21 अक्टूबर, 1947 को नेहरू द्वारा जम्मू-कश्मीर के तत्कालीन प्रधानमंत्री एम.सी. महाजन को लिखे एक पत्र का हवाला दिया। पत्र में, नेहरू ने लिखा: ‘यही कारण है कि मैंने आपको अस्थायी सरकार के गठन की तरह कुछ कदम तत्काल रूप से उठाने का सुझाव दिया था। शेख अब्दुल्ला, जो स्पष्ट रूप से कश्मीर में सबसे लोकप्रिय व्यक्ति हैं, को ऐसी सरकार बनाने के लिए कहा जा सकता है…। सभी परिस्थितियों को देखते हुए मुझे लगता है कि इस स्तर पर भारतीय संघ के लिए कोई भी घोषणा करना सही नहीं होगा। यह तभी हो सकता है जब एक लोकप्रिय अंतरिम सरकार काम कर रही हो। मुझे आपको मौजूदा स्थिति के महत्व और उसमें निहित खतरों के बारे में बताने की आवश्यकता नहीं है।’

तब तक पाकिस्तान की सेना और कबायली हमलावर उससे पहले ही 20 अक्टूबर, 1947 को कश्मीर में घुस चुके थे। उन्होंने काफी तेजी से कश्मीर के एक बड़े हिस्से पर कब्जा कर लिया।

रिजिजू ने कहा कि तेजी से विलय को औपचारिक रूप देने और कश्मीर में सेना भेजने की बजाय नेहरू ने विलय के लिए पूर्व-शर्तों को पर जोर देना जारी रखा। नेहरू ने जुलाई 1947 में अपनी गलती से सीखने के बजाय उसी साल अक्टूबर में वही गलती दोहराई। यह देरी भारत के लिए महंगी साबित हुई और पाकिस्तानी सैनिकों को अपनी स्थिति मजबूत करने और आगे बढ़ने का समय मिल गया। अगर भारतीय सेना कश्मीर घाटी में जल्दी पहुंचती, तो पाकिस्तान जम्मू-कश्मीर के बड़े हिस्से पर कब्जा न कर पाता। रिजिजू ने कहा, 26-27 अक्टूबर को भी, जब विलय के दस्तावेज पर हस्ताक्षर किए जा रहे थे, तब भी नेहरू विलय को स्वीकार करने को लेकर आश्वस्त नहीं थे।

किरेन रिजिजू के मुताबिक, नेहरू की ‘दूसरी बड़ी गलती’ यह थी कि वह विलय के बाद भी इसे अस्थायी (प्रॉविजनल) मानते थे। उन्होंने रक्षा मामलों की कैबिनेट कमेटी के प्रस्ताव का हवाला दिया जिसमें कहा गया था कि भारत सरकार ‘इस विलय को अस्थायी रूप से स्वीकार करेगी’ और ‘लोगों की इच्छा के मुताबिक विलय को अंतिम रूप दिया जाएगा।’

रिजिजू ने 26 अक्टूबर, 1947 को नेहरू द्वारा एमसी महाजन को भेजे गए एक नोट का भी हवाला दिया। इससे बिलकुल स्पष्ट हो गया कि नेहरू को कश्मीर के विलय की चिंता कम, और अपने दोस्त शेख अब्दुल्ला को कश्मीर का प्रधानमंत्री बनाने को लेकर चिंता ज्यादा थी। नेहरू के नोट में लिखा है: ‘.. महामहिम महाराजा शेख मोहम्मद अब्दुल्ला को मैसूर की तरह ही एक अंतरिम सरकार बनाने के लिए आमंत्रित करेंगे।’

नेहरू की ‘तीसरी बड़ी गलती’ यह थी कि महाराजा हरि सिंह ने, अन्य रियासतों के शासकों की तरह, उसी तरह के विलय पत्र पर हस्ताक्षर किए थे, मतलब रक्षा, विदेश और संचार जैसे मामलों को भारतीय संघ को सौंपा था, लेकिन इसके बावजूद नेहरु ने जम्मू-कश्मीर के विलय को ‘विशेष’ और ‘अस्थायी’ माना। साथ ही नेहरु ने संयुक्त राष्ट्र घोषणापत्र के अनुच्छेद 35 के तहत 1 जनवरी, 1948 को सुरक्षा परिषद में कश्मीर मामले को ले जाकर इसका अंतर्राष्ट्रीयकरण कर दिया। तब संयुक्त राष्ट्र ने UNCIP के नाम से भारत- पाकिस्तान संयुक्त राष्ट्र आयोग की स्थापना की । संयुक्त राष्ट्र में मामला ले जाने के नेहरू के फैसले का पाकिस्तान ने नाजायज़ इस्तेमाल किया और जम्मू-कश्मीर को विवादित इलाका बता कर वह इस पर अपना दावा जताने लगा। ऐसा इसलिए हुआ क्योंकि नेहरू ने अनुच्छेद 51 की बजाय अनुच्छेद 35 का सहारा लिया, जो कि एक गलत कदम था। अगर वह अनुच्छेद 51 का सहारा लेते तो भारतीय इलाके पर पाकिस्तान का कब्जा दिखाते, लेकिन उन्होने अनुच्छेद 35 का सहारा लिया, जो कि विवादित क्षेत्र से जुड़ा हुआ है। यानि भारत ने शुरु में ही मान लिया कि कश्मीर विवादित क्षेत्र है।

नेहरू की ‘चौथी बड़ी गलती’ कश्मीर में जनमत संग्रह कराने की उनकी ज़िद थी। आमतौर पर लोग यही मानते हैं कि भारत कश्मीर में जनमतसंग्रह कराना नहीं चाहता, लेकिन किरण रिजिजू का कहना है कि UNCIP ने जनमत संग्रह कराने का सुझाव रखा था, उसे मानना भारत के लिए बाध्यकारी नहीं है । इस बात को UNCIP ने भी माना है। 13 अगस्त 1948 को, UNCIP ने कश्मीर के मसले पर तीन भागों वाला एक प्रस्ताव मंजूर किया, जिसे क्रम से लागू किया जाना था, (1) युद्धविराम, (2) समझौता और पाकिस्तानी सैनिकों की वापसी, और (3) जनमत संग्रह।

भारत और पाकिस्तान के बीच युद्धविराम 1 जनवरी 1949 को लागू हुआ था, लेकिन भाग 2 के तहत, पाकिस्तान को अपने सैनिकों को POK से वापस लेना था लेकिन उसने मना कर दिया। लिहाज़ा पाकिस्तान के इनकार के कारण, भाग 3, जिसमें कि जनमत संग्रह का उल्लेख है, को कभी लागू नहीं किया जा सका। 23 दिसंबर 1948 को भारत ने UNCIP को अपना एक ज्ञापन भेजा जिसमें इस बात का साफतौर पर जिक्र किया गया था कि अगर पाकिस्तान भाग 1 और भाग 2 को लागू करने में नाकाम रहता है, तो भारत के लिए UNCIP प्रस्ताव को मानना बाध्यकारी नहीं होगा। UNCIP ने बाद में 5 जनवरी, 1949 को एक प्रस्ताव पास किया, जिसमें भारत के इस विचार का अनुमोदन किया गया।

नेहरू की ‘पांचवीं गलती’ भारतीय संविधान में अनुच्छेद 370 को शामिल करना था। रिजिजू के मुताबिक, शेख अब्दुल्ला से किया गया अस्थायी विलय और रियायतों का वादा ही अनुच्छेद 306A (जो बाद में अनुच्छेद 370 बना) का कारण बना।

रिजिजू ने कहा कि पंडित नेहरू की इन पांच बड़ी गलतियों के कारण ही भारत का नक्शा आज भी अधूरा है। जम्मू-कश्मीर का एक बड़ा हिस्सा पाकिस्तान के कब्जे में है। कश्मीर के काफी बड़े इलाके पर कब्जा करने के बावजूद पाकिस्तान इस मुद्दे पर जबरन एक पक्षकार बना हुआ है, और वह अक्सर अंतरराष्ट्रीय मंचों पर कश्मीर को लेकर भारत विरोधी प्रचार कर रहा है।

27 अक्टूबर को जब हम भारत में ‘शौर्य दिवस’ मनाते है, तो पाकिस्तान इसे काला दिवस के रूप में मनाता है, क्योंकि इसी दिन जम्मू एवं कश्मीर का भारतीय संघ में विलय हुआ था। पाकिस्तान के वज़ीर-ए-आजम शहबाज़ शरीफ और विदेश मंत्री बिलावल भुट्टो जरदारी ने कल इस मौके पर भारत विरोधी बयान दिये। पाकिस्तान के विदेश मंत्रालय की तरफ से 100 से ज्यादा देशों को कश्मीर मुद्दे पर एक चिट्ठी भी भेजी गई।

जम्मू-कश्मीर के उपराज्यपाल मनोज सिन्हा ने गुरुवार को कहा कि कश्मीर के बारे में गलत सूचना फैलाने में पाकिस्तान से बड़ी भूमिका पश्चिमी मीडिया की है। सिन्हा ने कहा, ‘कुछ लोग कहते रहते हैं कि जब तक हम पाकिस्तान से बातचीत नहीं करते, कश्मीर में कुछ भी ठीक नहीं हो सकता। ये वही लोग हैं जिन्होंने कश्मीर को इस मुकाम तक पहुंचाया है। वे उग्रवाद से सीधे तौर पर जुड़े लोगों से भी ज्यादा खतरनाक हैं। इन लोगों को लगता है कि जब तक घाटी में एक निश्चित स्तर तक हिंसा नहीं होती रहेगी, दिल्ली उनकी कद्र नहीं करेगी।‘

मुश्किल यह है कि हमारे देश में भी कुछ जमात हैं जो पाकिस्तान की भाषा बोलती हैं। गरुवार को महबूबा मुफ्ती ने कहा, ‘मैं भारत के लोगों को बताना चाहती हूं कि जम्मू-कश्मीर अलग झंडे और अगल संविधान की शर्त पर ही भारत का हिस्सा बना था। मोदी ने आर्किटिल 370 खत्म करके वह पुल तोड़ दिया तो अब कश्मीरियों का भारत से क्या वास्ता? कश्मीर, भारत का एकलौता मुस्लिम बहुल राज्य था, बीजेपी उसे भी नहीं संभाल पाई।’

महबूबा के बयान पर प्रतिक्रिया देते हुए मनोज सिन्हा ने कहा, ‘महबूबा मुफ्ती जितना पाकिस्तान का राग अलापती हैं, उतनी मेहनत अगर वह कश्मीर की भलाई के लिए करतीं तो आज कश्मीर वाकई जन्नत बन चुका होता।’

महबूबा मुफ्ती, फारूक अब्दुल्ला या कांग्रेस के नेता कश्मीर को लेकर, पाकिस्तान को लेकर जो बयानवाजी करते हैं, वह उनकी आज की सियासत को सूट करता है। लेकिन कश्मीर को लेकर मोटी बात यह है कि जुलाई 1947 में महाराजा हरि सिंह कश्मीर का भारत में वैसा ही विलय करना चाहते थे, जैसा दूसरी रियासतों का हुआ, पर नेहरू उसके लिए तैयार नहीं हुए। नेहरू ने इस मामले को उलझा दिया।

सबसे बड़ी बात आज यह कही गई कि पंडित नेहरू ने सरदार पटेल पर भरोसा करने की बजाए कश्मीर के मसले को माउंटबेटन के पास ले जाना बेहतर समझा, फिर उन्होंने यूनाइटेड नेशंस की मदद से इस मामले को सुलझाने की कोशिश की। इसके बाद उन्होंने आर्टिकल 370 लगाकर जम्मू और कश्मीर को एक स्पेशल स्टेटस दे दिया।

अगर आजादी के वक्त कश्मीर का विलय ठीक से हो गया होता तो न पाकिस्तान कश्मीर के किसी हिस्से पर कब्जा कर पाता, न घाटी में आतंकवाद का जहर फैलता, न ही हजारों लोगों की जान जाती और न ही कश्मीरी पंडितों को अपना घरबार छोड़ना पड़ता। लेकिन अब किया भी क्या जा सकता है? हम सिर्फ इतिहास को याद कर सकते हैं और अपनी गलतियों से सबक सीख सकते हैं।

Five Big Blunders Of Nehru On Kashmir

AKBJammu and Kashmir remains an unfinished agenda for the last 75 years, with Pakistan occupying a large part of this former princely state. Pakistan has already declared Gilgit-Baltistan, which was part of Jammu and Kashmir, as its fifth province.

On Thursday October 27, the Indian Army celebrated ‘Shaurya Diwas’ at the old Budgam airfield of Srinagar. It was to mark the 75th anniversary of the arrival of 1st Sikh Regiment on this day in 1947, when army was sent to protect Kashmir Valley from Pakistani tribal intruders. This was the first military operation of Independent India. It was a move that changed the course of First India-Pakistan War in 1947-48.

Speaking on the occasion of ‘Shaurya Diwas’, Defence Minister Rajnath Singh said this unfinished agenda will be completed. He said, Indian Parliament had in the Nineties passed a resolution vowing to take back Pakistan Occupied Kashmir, and this vow will surely be fulfilled.

He said, Pakistan had backstabbed India and was committing atrocities on Kashmiris living in PoK. He warned that Pakistan will have to bear the consequences of its actions, and parts of PoK will be retrieved. “We have just begun our journey towards progress in Jammu and Kashmir and Ladakh, and we will achieve our goal when we reach Gilgit and Baltistan. We feel the pain of Kashmiris in Pakistan Occupied Kashmir”, the Defence Minister said.

Rajnath Singh said, the Centre’s decision to abrogate Article 370 was instrumental in ending discrimination against the people of Jammu and Kashmir. “This discrimination ended under Prime Minister Narendra Modi’s leadership on August 5, 2019, when Article 370 was scrapped”, he said.

On October 27, 1947, Indian Army jawans landed at Budgam airfield in Dakota aircraft. It was a dangerous operation because Pakistani intruders had already reached the vicinity of Srinagar. Biju Patnaik, father of Odisha chief minister Naveen Patnaik, played a major role in the landing of army jawans in Srinagar. An experienced pilot, Biju Patnaik landed the Dakota aircraft safely on the airfield. On Thursday, the same landing was re-enacted by using an old Dakota plane at Budgam airfield.

The first India-Pakistan war continued for more than a year. Both the countries agreed to a ceasefire on January 1, 1949, but, by then, a large part of Jammu and Kashmir remained under Pakistan’s occupation. This Pakistan Occupied Kashmir has now become a major training ground of terrorists who are sent for infiltration from launch pads, run by Pakistan Army’s intelligence wing ISI. Kashmiris living in PoK, who raise their voice against Pakistani rule, are arrested and tortured. It was in this context that Defence Minister Rajnath Singh said on Thursday that Pakistan will have to pay dearly for its actions.

October 27 is a day of celebration for our army, and yet, it is a day that must be remembered by every Indian. On this day, the Instrument of Accession signed by Maharaja Hari Singh of Jammu and Kashmir was accepted by Lord Mountbatten, the first Governor General of India. J&K became an integral part of the Indian Union.

At the time of Independence, there were 565 princely states ruled by kings and nawabs. Out of them, there were four big states – Hyderabad, Mysore, Baroda and Jammu Kashmir. The rulers of Mysore and Baroda immediately opted for merger into the Indian Union, but the Nizam of Hyderbad and Maharaja Hari Singh of Kashmir procrastinated.

We have been told in history books that Maharaja Hari Singh decided for merger with India only after Pakistan attacked and tribal intruders reached the outer limits of Srinagar. On October 26, 1947, Maharaja Hari Singh signed the Instrument of Accession.

But on Thursday, Law Minister Kiren Rijiju said, this was not the truth. He revealed that it was the then Prime Minister Pandit Jawaharlal Nehru who delayed the accession of J&K with India.

Rijiju quoted from Nehru’s address in Lok Sabha on July 24, 1952. Nehru on that day said: “…integration of Kashmir at first informally came up before us – it was always before us in a sense, but it came up before us informally round about July or the middle of July – the advice we gave to Kashmir State was – and, if I may say so, we had contacts with the popular organisation there, the National Conference, and its leaders, and we had contacts with the Maharaja’s Government also, rather vague contacts, but they dealt with us – the advice we gave to both was that Kashmir is a special case and it would not be right or proper to try to rush things there…”

“…We made it clear that even if the Maharaja and his Government then wanted to accede to India, we would like something much more, that is, popular approval of it before we took that step”, Nehru told the Lok Sabha on July 24, 1952.

Rijiji said, Nehru’s first blunder was: Maharaja Hari Singh was willing to accede in July, 1947, but Nehru dithered. Rijiju says, rather than formalizing the accession, Nehru considered Kashmir a “special case” and sought “something much more”. Nehru deliberately made Kashmir a unique case where the ruler was willing to accede, but the Indian government hesitated to finalize the accession.

Rijiju said, though Maharaja Hari Singh wanted accession, Nehru wanted to seek “popular approval” and decided to neogitate simultaneously with Sheikh Abdullah, the National Conference chief.

Nehru, Rijiju said, falsely believed that Sheikh Abdullah represented the dominant popular voice of Kashmir, and he wanted the Maharaja to have an interim government before accession, with Sheikh Abdullah as the head of the interim government.

Rijiju quoted a letter from Nehru to M. C. Mahajan, Jammu and Kashmir’s then Prime Minister, on October 21, 1947. In the letter, Nehru wrote: “This is why I suggested to you the urgency of taking some step like the formation of a provisional government. Sheikh Abdullah, who is obviously the most popular person in Kashmir, might be asked to form such a government…. In view of all the circumstances, I feel it will probably be undesirable to make any declaration of adhesion(sic) to the Indian Union at this stage. This should come later when a popular interim government is functioning. I need not tell you about the urgency of the situation and the dangers inherent in it.”

By then, tribal raiders from Pakistan, backed by its army, had already entered Kashmir Valley on October 20, 1947. They swiftly captured large parts of Kashmir.

Rijiju said, rather than swiftly formalizing accession and sending army to Kashmir, Nehru continued to delineate pre-conditions for accession. Rather than learning from his mistake in July 1947, Nehru repeated the same blunder in October the same year. This delay proved costly for India and allowed Pakistani soldiers to consolidate their position and make further inroads. Had the Indian Army reached Kashmir Valley early, Pakistan could not have occupied large parts of Jammu and Kashmir. Rijiju said, even on October 26-27, when the Instrument of Accession was being signed and accepted, Nehru was not convinced about accepting accession.

The “second major blunder”, according to Kiren Rijiju, was that Nehru still considered the accession of J&K to India as “provisional”. He quotes the resolution of the Cabinet Committee on Defence which says the Government of India “will accept this accession provisionally” and the “accession will be finalized in accordance with the will of the people.”

Rijiju quoted an extract from a note sent by Nehru to M. C. Mahajan on October 26, 1947. It clearly shows, Nehru was less concerned about integrating Kashmir with India, and more concerned about installing his ‘friend’ Sheikh Abdullah as the Prime Minister of Kashmir. The extract from Nehru’s note says: “.. His Highness the Maharaja will invite Sheikh Mohammad Abdullah to form an Interim Government after the Mysore pattern.”

The “third big blunder” by Nehru was that despite Maharaja Hari Singh having signed the same Instrument of Accession as other rulers of princely states had done, that is, transferring powers of Defence, External Affairs and Communication to the Indian Union, Nehru considered the accession of J&K as “special” and “provisional”, and internationalized the issue by approaching the UN Security Council on January 1, 1948 under Article 35 of the UN Charter. The UN Commission for India and Pakistan (UNCIP) was then set up. Nehru’s decision to approach the UN was misused by Pakistan to justify its claim that J&K was a disputed territory. This was because Nehru moved the UNSC under Article 35 that deals with disputed land, rather than Article 51, that would have highlighted Pakistan’s illegal occupation of Indian territory.

The “fourth blunder” by Nehru was his insistence on plebiscite in Kashmir. Contrary to popular myth, Rijiju said, UNCIP’s suggestion on conducting a plebiscite is not binding on India and even the UNCIP has accepted this. On August 13, 1948, UNCIP adopted a resolution with three parts which were supposed to be implemented in sequence (1) Ceasefire (2) Truce agreement and withdrawal of Pakistani troops, and (3) Plebiscite.

The ceasefire between Indian and Pakistan took place on January 1, 1949, but under Part 2, Pakistan refused to withdraw its troops, and because of Pakistan’s refusal, Part 3, which calls for Plebiscite, could never be implemented. On December 23, 1948, India had sent its aide memoire to UNCIP, which clearly mentioned that if Pakistan failed to implement Part 1 and Part 2, acceptance of the UNCIP resolution by India will not be binding. UNCIP endorsed this view in a subsequent resolution adopted on January 5, 1949.

The “fifth blunder” by Nehru was the inclusion of Article 370 in Indian Constitution. According to Rijiju, the provisional integration and promise of concessions to Sheikh Abdullah led to Article 306A (which later became Article 370).

It was because of these five “major blunders by Pandit Nehru” that India’s map today is still incomplete, says Rijiju. A large part of Jammu and Kashmir is under Pakistani occupation. Despite occupying parts of Kashmir, Pakistan has forced itself as a party in this issue, and is constantly engaged in anti-Indian propaganda by harping on Kashmir in international forums.

On October 27, while we in India celebrate “Shaurya Diwas”, Pakistan observes “Black Day’ because Jammu & Kashmir became part of the Indian Union. Pakistan’s Prime Minister Shehbaz Sharif and Foreign Minister Bilawal Bhutto Zardari gave anti-India statements and a letter was sent by Pakistan Foreign Ministry to more than 100 countries on Kashmir issue.

On Thursday, J&K Lt. Governor Manoj Sinha said, it is the western media whose role in spreading misinformation about Kashmir is greater than Pakistan. Sinha said, “Some people keep saying that unless we engage with Pakistan, nothing can be set right in Kashmir. These are the people who have brought Kashmir to this stage. They are more dangerous than those directly associated with militancy. These people feel that unless a certain level of violence is not maintained in the Valley, Delhi won’t value them.”

JKPDP chief and former CM Mehbooba Mufti is among those few who speak the language of Pakistan. On Thursday, Mehbooba Mufti said, “I want to tell the people of India that our merger with the country was based on conditions. Jammu and Kashmir became part of India on the condition that it will have a separate flag and separate constitution, but Narendra Modi broke the bridge of Article 370. How can Kashmiris have anything to do with India? Kashmir was India’s only Muslim majority state and the BJP could not protect it.”

To this, Manoj Sinha replied, “it would be better if Mehbooba sings Pakistan’s tune less and work more for the betterment of Kashmiris. Had she done this, Kashmir would have been a paradise by now.”

Leaders like Mehbooba Mufti, Farooq Abdullah and those from the Congress, give statements about Kashmir and Pakistan that suit their political purpose. But the core fact about Kashmir is that it was Maharaja Hari Singh who had offered accession in July 1947, a month before Independence, like other princely states, but Nehru did not agree. Nehru made the entire issue complicated.

It was also revealed that Nehru, instead of relying on his Home Minister Sardar Patel, deemed it better to take the matter to Lord Mountbatten and then sought the intervention of United Nations to resolve the issue. He then gave special status to Jammu and Kashmir by bringing in Article 370.

Had the accession of Kashmir taken place at the time of Independence, Pakistan could not have illegally occupied parts of Kashmir, nor would the poison of terrorism spread in the Valley, nor thousands of lives would have been lost and, above all, the Pandits of Kashmir would not have become refugees in their own country. But what can be done now? We can only remember history and learn from our past mistakes.

केजरीवाल का अरमान: नोटों पर भगवान

AKBआम आदमी पार्टी के संयोजक और दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने बुधवार को प्रधानमंत्री नरेंद्र मोदी से RBI के सभी नए नोटों पर देवी लक्ष्मी और भगवान गणेश की तस्वीरें छपवाने की अपील की। उन्होंने कहा, ये समृद्धि के प्रतीक हैं और देवताओं का आशीर्वाद भारतीय अर्थव्यवस्था को पटरी पर लाने में मदद करेगा।

केजरीवाल ने कहा, उनका सुझाव किसी के खिलाफ नहीं है। उन्होंने इंडोनेशिया का उदाहरण दिया, जहां 85 प्रतिशत से ज्यादा मुस्लिम और 2 प्रतिशत से कम हिंदू हैं। उन्होंने कहा, इस्लामिक देश होने के बावजूद इंडोनेशिया ने अपने नोटों पर भगवान गणेश की तस्वीर छापी है।

AAP सुप्रीमो ने कहा कि उन्हें यह आइडिया इस साल दीवाली पर लक्ष्मी पूजन करते हुए आया। उन्होंने कहा, ‘मैं प्रधानमंत्री नरेंद्र मोदी और केंद्र सरकार से अपील करता हूं कि हमारे नोटों पर एक तरफ महात्मा गांधी की तस्वीर है। यह जिस स्थिति में है, वैसी ही रहनी चाहिए, लेकिन दूसरी तरफ भगवान गणेश और लक्ष्मी के चित्र छपे होने चाहिए। अगर इंडोनेशिया ऐसा कर सकता है तो हम क्यों नहीं? किसी को कोई आपत्ति नहीं होनी चाहिए। यह देश की समृद्धि और संपन्नता का प्रश्न है। देवी लक्ष्मी समृद्धि और धन की प्रतीक हैं।’

इस सवाल पर कि AAP हिंदुत्व ब्रांड की राजनीति कर रही है, केजरीवाल ने जवाब दिया: ‘आरोप लगने दो। मैंने कई लोगों से बात की है और सभी ने कहा कि यह एक अच्छा विचार है और इसे लागू किया जाना चाहिए।’

केजरीवाल का सुझाव बीजेपी के नेताओं को बिल्कुल पसंद नहीं आया और उन्होंने AAP नेता पर निशाना साधना शुरू कर दिया। दिल्ली से बीजेपी के सांसद मनोज तिवारी ने पूछा कि वोट मांगने के लिए सिर पर जाली वाली टोपी पहनकर मस्जिद जाने वाले केजरीवाल को अचानक हिंदू देवी-देवताओं की शक्ति का एहसास कैसे हो गया?

बीजेपी के प्रवक्ता संबित पात्र ने पूछा कि जो केजरीवाल अयोध्या में राम मंदिर की जगह अस्पताल बनाने की मांग कर रहे थे, अब ऐसा सुझाव क्यों दे रहे हैं? इसका जवाब भी खुद सम्बित पात्र ने ही दिया। उन्होंने कहा, यह वोट का चक्कर है क्योंकि गुजरात में चुनाव होने वाले हैं। उन्होंने कहा कि दिल्ली में केजरीवाल की सरकार ने ही लोगों को दीवाली की रात पटाखे जलाने पर 6 महीने के लिए जेल भेजने की धमकी दी थी। उन्होंने कहा कि केजरीवाल की पार्टी के ही एक मंत्री ने खुलेआम हिंदू देवी-देवताओं को गाली दी थी जिसके बाद उन्हें इस्तीफा देना पड़ा। सम्बित पात्र ने कहा, ‘केजरीवाल गिरगिट की तरह अपना रंग इसलिए बदल रहे हैं क्योंकि उन्हें गुजरात चुनाव में हार का खतरा सामने दिख रहा है।’

मुझे लगता है कि संबित पात्र ने ठीक कहा है। केजरीवाल ने अयोध्या में राम मंदिर बनाने का विरोध किया था। लेकिन जब सुप्रीम कोर्ट का फैसला आ गया और मंदिर का निर्माण शुरू हो गया, तो केजरीवाल खुद अयोध्या गए और दिल्ली के बुजुर्गों को मुफ्त में अयोध्या दर्शन कराने का ऐलान भी कर दिया।

बुधवार की रात ‘आज की बात’ में हमने दिखाया कि कैसे केजरीवाल ने दिल्ली में सिग्नेचर ब्रिज का उद्घाटन करते समय अपनी ‘नानी’ का हवाला देकर कहा था कि मस्जिद को तोड़कर जो मंदिर बन रहा है उसमें भगवान राम नहीं रह सकते। हमने यह भी दिखाया था कि कैसे केजरीवाल ने तब कहा था कि अगर हम केवल मंदिर बनाते रहे तो बच्चे बड़े होकर सिर्फ सिर्फ पुजारी बनेंगे और भारत 15वीं शताब्दी में वापस चला जाएगा। तब उन्होंने लोगों से कहा था कि अगर आप सब मंदिर-मस्जिद में उलझे रहोगे तो आपके बच्चे कभी इंजीनियर नहीं बन पाएंगे, वे मंदिर के पुजारी बन जाएंगे।

बीजेपी के नेताओं ने बुधवार को सबूतों के साथ दिखाया कि कैसे 2018 में केजरीवाल राम मंदिर का विरोध कर रहे थे, लेकिन 2019 में सुप्रीम कोर्ट का फैसला आने के बाद जब प्रधानमंत्री नरेन्द्र मोदी ने 2020 में राम मंदिर की नींव रख दी, तो उनके विचार बदल गए। पिछले साल गोवा विधानसभा चुनावों के दौरान 26 अक्टूबर को केजरीवाल रामलला का दर्शन करने अयोध्या गए। उन्होंने हनुमानगढ़ी में भी जाकर पूजा-अर्चना की। इसके बाद अगले दिन उन्होंने दिल्ली आकर ऐलान कर दिया कि अब उनकी सरकार सभी बुजुर्गों को मुफ्त में रामलला के दर्शन कराएगी। बुजुर्गों के अयोध्या आने-जाने, खाने-पीने और ठहरने का सारा इंतजाम दिल्ली सरकार करेगी।

बीजेपी नेताओं ने याद दिलाया कि केजरीवाल वक्त के हिसाब से रूप और विचार बदल लेते हैं। 2019 के बाद केजरीवाल रामभक्त बन गए, लेकिन उससे पहले जब दिल्ली में सरकार बनी थी तब रमजान के दौरान वह इफ्तार पार्टियां आयोजित करते थे, जालीदार टोपी पहने और गमछा डाले नजर आते थे।

अब सवाल ये है कि केजरीवाल ने इस वक्त नोटों पर गणेश और लक्ष्मी की तस्वीर छापने की बात क्यों कही? इसका जबाव अहमदाबाद के हमारे संवाददाता निर्णय कपूर ने दिया। उन्होंने बताया कि असल में केजरीवाल की सरकार के पूर्व मंत्री राजेन्द्र पाल गौतम ने हिंदू देवी-देवताओं पर बयान देकर जो गलती की, उसका खामियाज़ा उनकी पार्टी को गुजरात में भुगतना पड़ रहा है।

राजेन्द्र पाल गौतम का एक वीडियो सामने आया था, जिसमें वह लोगों से ब्रह्मा, विष्णु और महेश समेत अन्य देवी-देवताओं का कभी पूजा न करने की शपथ दिलाते हुए दिखाई दे रहे थे। बीजेपी समर्थकों ने यह वीडियो गुजरात के लोगों को खूब दिखाया और इसे गुजरात के चुनाव में मुद्दा बना दिया। गुजरात के कई शहरों में केजरीवाल के पोस्टर लगा दिए गए जिनमें वह जालीदार टोपी पहने दिखाई दे रहे हैं। पोस्टरों में लिखा है कि केजरीवाल ‘हिंदू विरोधी’ हैं। गुजरात के चुनाव में हिन्दू विरोधी की छवि किसी भी नेता के लिए मुश्किल खड़ी कर सकती है। इसलिए केजरीवाल ने लक्ष्मी और गणेश की तस्वीर नोटों पर छापने का फॉर्मूला सुझाया है।

कांग्रेस ने भी केजरीवाल के आइडिया को चुनावी स्टंट बताया । कांग्रेस के प्रवक्ता गौरव वल्लभ ने कहा कि ‘केजरीवाल तो ‘संघ और बीजेपी की B टीम’ हैं, दोनों ने मिलकर देश की इकॉनमी का बेड़ा गर्क कर रखा है। केजरीवाल का बयान बीजेपी और आम आदमी पार्टी का मिलाजुला खेल है।’

कांग्रेस नेता अधीर रंजन चौधरी ने केजरीवाल के बयान पर बेहद दिलचस्प प्रतिक्रिया दी। उन्होंने कहा, ‘लक्ष्मी और गणेश जी के साथ केजरीवाल की फोटो भी करेंसी पर छाप देनी चाहिए। इससे भारतीय रुपये की कीमत और ज्यादा बढ़ जाएगी।’

गुरुवार को कांग्रेस के एक अन्य नेता मनीष तिवारी ने सुझाव दिया कि नोटों पर महात्मा गांधी के साथ-साथ डॉक्टर भीम राव आंबेडकर की तस्वीर भी छापी जानी चाहिए। उधर, महाराष्ट्र के बीजेपी नेता नितेश राणे ने एक मॉर्फ्ड फोटो पोस्ट की जिसमें भारतीय करेंसी पर छत्रपति शिवाजी की तस्वीर लगी थी। उन्होंने अपनी पोस्ट में लिखा कि ‘ये पर्फेक्ट है।’

मुझे लगता है कि करेंसी नोटों पर अरविंद केजरीवाल का सुझाव एक डिफेंसिव कदम है। गुजरात में बीजेपी के समर्थकों ने शहरों की दीवारों पर केजरीवाल की जालीदार टोपी वाली तस्वीरें लगवा दीं है। उनके एक मंत्री ने देवी देवताओं की पूजा ना करने की कसम खिलाई तो उसका वीडियो वायरल कर दिया गया। गुजरात में इससे उनकी पार्टी को भारी कीमत चुकानी पड़ रही है। केजरीवाल को लगा कि उनकी छवि हिंदू विरोधी वाली बनने लगी है, ऐसे में चुनाव में उनकी पार्टी को बड़ा नुकसान हो सकता है। इसलिए वह करेंसी नोटों पर लक्ष्मी और गणेश की फोटो छापने का विचार लेकर आए।

केजरीवाल की बातों में आस्था या भक्ति कम, चुनावी नफे-नुकसान का गणित ज्यादा दिखाई दिया। आगे की व्याख्या कवि कुमार विश्वास ने कर दी। उन्होंने कहा कि केजरीवाल अब अपने आप को कट्टर हिंदू दिखाने में लगे हैं क्योंकि अब उन्हें लगता है कि अल्पसंख्यक वोटों पर तो पहले ही ममता, अखिलेश और नीतीश जैसे आधा दर्जन दावेदार दावा जता रहे हैं। कुमार विश्वास के मुताबिक, केजरीवाल सोचते हैं कि 82 फीसदी हिंदू वोट बैंक में से आधा भी फंसा लिया तो काम बन जाएगा, क्योंकि वह मानते हैं कि मुसलमान तो मजबूरी में उन्हें ही वोट देंगे। कुमार विश्वास, केजरीवाल के पुराने साथी रहे हैं। वह उनकी राजनीति को, उनके पैंतरों को अच्छी तरह समझते हैं।

लेकिन जो भी हो, मैं हैरान हूं कि वोटों के लिए कोई लक्ष्मी और गणेश जैसे देवी-देवताओं का इस्तेमाल कर रहा है तो कोई जाली वाली टोपी का। राजनीति का यह रंग आजकल काफी दिखाई देता है। यह अंधविश्वास है कि नोटों पर लक्ष्मी और गणेश की फोटो लगाने से रुपये की कीमत बढ़ जाएगी और देश की अर्थव्यवस्था सुधर जाएगी। ऐसी बातें न तो राजनीति के लिए ठीक है और न ही अर्थव्यवस्था के लिए।

जहां तक इंडोनेशिया में नोटों पर भगवान गणेश की तस्वीर का सवाल है, 2012 में थाईलैंड ने भी भगवान गणेश की तस्वीर वाले सिक्के दीपावली के मौके पर जारी किए थे। इसी तरह 2018 में ऑस्ट्रेलिया ने दीपावली पर भगवान गणेश की तस्वीर के साथ स्पेशल सिक्के जारी किए। इन देशों ने ऐसा हिंदुओं की आस्था के प्रति सम्मान दिखाने के लिए किया, न कि वोट इकट्ठा करने या राजनीति करने के लिए।

Idea for Votes: Lakshmi-Ganesh on notes

AKB30 Aam Aadmi Party convenor and Delhi chief minister Arvind Kejriwal on Wednesday appealed to Prime Minister Narendra Modi to have images of Goddess Lakshmi and Lord Ganesh printed on all new RBI currency notes. He said, these are symbols of prosperity and the blessings of deities will help Indian economy to get back on track.
Kejriwal said, his suggestion was not against anyone. He cited the example of Indonesia, which has more than 85 per cent Muslims and less than 2 per cent Hindus. He said, despite being an Islamic country, Indonesia has printed image of Lord Ganesh on its currency notes.
The AAP chief said, he got this idea while performing Lakshmi poojan on Diwali night this year. He said, “I appeal to the Centre and the Prime Minister to retain the image of Mahatma Gandhi on our currency notes and print the images of Goddess Lakshmi and Lord Ganesh as well….If Indonesia can do this, why not us? No one should have any objection. It is the question of nation’s prosperity and affluence. Goddess Lakshmi symbolises prosperity and wealth.”
On the question that AAP was practising Hindutva brand of politics, Kejriwal replied: “Let such allegations be levelled. I have spoken to many people and everyone said, this is a good idea and should be implemented.”
Kejriwal’s suggestion soon invited a barrage of criticisms from BJP leaders. Delhi BJP MP Manoj Tiwari asked why Kejriwal, who had gone to a mosque wearing the Muslim skull cap on his head seeking votes, has suddenly realized the power of Hindu deities?
BJP spokesperson Sambit Patra asked why Kejriwal who was demanding that a hospital be built instead of a Ram Temple in Ayodhya, is now making such a suggestion? Patra himself replied to this question. He said, this was Kejriwal’s style of seeking votes ahead of Gujarat assembly elections. He pointed out that it was Kejriwal’s government in Delhi which had threatened to send people to jail for six months if they used firecrackers on Diwali night. He said, it was a minister of Kejriwal’s party who abused Hindu gods and goddesses in public and had to quit. Patra said, “Kejriwal is changing his colours like a chameleon because he knows his party will lose in Gujarat heavily.”
I think Sambit Patra is right. Kejriwal did oppose the building of Ram Temple in Ayodhya, but after the landmark Supreme Court verdict, when work began on the temple, he visited Ayodhya and promised to provide free pilgrimages for senior citizens from Delhi to Ayodhya.
In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed how Kejriwal, while inaugurating the Signature Bridge in Delhi, quoted his ‘naani’ (grandmother) and said Ram cannot stay in a temple erected by demolishing a mosque. We also showed how Kejriwal then said, if only temples were constructed, our younger generation will only become ‘pujaris’ (priests) in future, and India will go back to the 15th century. He had then told people, if you remain involved in temples and mosques, you children will never become engineers. ‘They will become temple priests’, he had said.
On Wednesday, BJP leaders reminded how in 2018 Kejriwal was opposing Ram temple in Ayodhya, but in 2019 when the Supreme Court’s Ayodhya verdict came, and Prime Minister Narendra Modi laid the foundation of Ram temple in 2020, he changed his views. During last year’s Goa assembly elections, Kejriwal visited Ayodhya on October 26 and offered prayers before the idol of Lord Ramlalla. He also offered prayers in Hanumangarhi. The next day, he came to Delhi and announced that his government would arrange free pilgrimages, including travel, boarding and lodging, to Ayodhya for all senior citizens.
BJP leaders pointed out that Kejriwal has this habit of changing his views with time. Earlier, he used to host ‘iftaar’ parties during Ramzan in Delhi, and he used to pose for pictures wearing Muslim skull cap.
Why did Kejriwal float this idea of Lakshmi and Ganesh images for currency notes? Our Ahmedabad reporter Nirnay Kapoor says, Kejriwal’s minister Rajendra Pal Gautam (who later resigned) made a big mistake by abusing Hindu gods and goddesses at a function. Kejriwal’s party is now bearing the brunt of this mistake in Gujarat.
Rajendra Pal Gautam was shown in a video asking people to take vow never to worship Brahma, Vishnu, Mahesh, and other gods and goddesses. BJP supporters have gone to town showing this video to voters across Gujarat. The denigration of Hindu deities has become a poll issue in Gujarat. Posters have appeared showing Kejriwal wearing Muslim skull caps and describing him as ‘Hindu Virodhi’ (anti-Hindu). In Guajrat, the anti-Hindu image of any leader can cause big problems during elections. It was in this context that Kejriwal proposed the printing of images of Lakshmi and Ganesh on currency notes.
Even Congress has derided Kejriwal for making this suggestion. Party spokesman Gaurav Vallabh said, Kejriwal is the ‘B’ team of RSS and BJP. “Both have sunk the economy, and Kejriwal’s suggestion appears to be a joint move by BJP and AAP”, he said.
Congress leader Adhir Ranjan Chowdhury made an interesting comment. He said, “Images of Arvind Kejriwal with Lakshmi and Ganesh should also be printed on currency notes. This will enhance the value of Indian rupee.”
On Thursday, another Congress leader Manish Tewari suggested that the image of Dr B R Ambedkar along with that of Mahatma Gandhi should be printed on currency notes. BJP leader from Maharashtra Nitesh Rane posted a morphed image of Shivaji on Indian currency note, with the cryptic comment “Ye Perfect Hai”.
I believe Arvind Kejriwal’s suggestion on currency notes appears to be a defensive act. BJP supporters in Gujarat are circulating posters of Kejriwal wearing Muslim skullcaps, and video of his minister asking people not to worship Hindu gods and goddesses. These have cost his party dearly in Gujarat. Kejriwal realized that his party could face a big loss in Gujarat assembly polls. Hence, the suggestion to print Lakshmi and Ganesh images on currency notes.
Kejriwal’s remarks reflect electoral gain or loss calculations rather than his faith in Hindu deities. Poet Kumar Vishwas has said, Kejriwal is trying to project himself as a staunch Hindu, because he has realized that there are already half a dozen leaders like Mamata Banerjee, Akhilesh Yadav and Nitish Kumar, who are claiming minority votes. Kumar Vishwas says, Kejriwal’s calculation is that if he tries to lure even half of the 82 per cent Hindu votes, his work will be done, because he believes that Muslims will have no other option but to vote for his party. Kumar Vishwas has been a close associate of Arvind Kejriwal before parting ways, and he understands his political calculations.
Whatever may be the opinion of others, I am surprised to find that issues like images of Lakshmi and Ganesh on currency notes , or wearing of Muslim skullcaps, seem to have become the norm in Indian politics nowadays. It is nothing but superstition to say that printing of images of Lakshmi and Ganesh on currency notes will raise the value of Rupee and improve the economy. Such a suggestion is neither good for politics nor the economy.
As far as printing of Ganesh image on Indonesian currency notes is concerned, I can only point out that Thailand, in 2012, issued coins carrying image of Lord Ganesh on Deepawali, while Australia, in 2018, issued commemorative coins carrying Lord Ganesh’s image on Deepawali. These countries did this to show respect for the faith of Hindus, and not for collecting votes, or for indulging in politics.

ब्रिटेन में हिंदू प्रधानमंत्री: भारत और भारतीयों के लिए इसके क्या मायने हैं ?

AKB यूनाइटेड किंगडम के पहले ब्रिटिश इंडियन और अश्वेत प्रधानमंत्री ऋषि सुनक 28 अक्टूबर को लंदन में बतौर पीएम शपथ लेंगे। मंगलवार को किंग चार्ल्स तृतीय ने उन्हें सरकार बनाने के लिए आमंत्रित किया।

42 साल के सुनक पिछले 210 वर्षों में सबसे कम उम्र के ब्रिटिश प्रधानमंत्री हैं। सुनक के प्रधानमंत्री के रूप में पदभार ग्रहण करने से दुनिया भर में भारतीय मूल के लोग काफी खुश हैं। सुनक का जन्म 1980 में ब्रिटेन में हुआ था, उनकी शिक्षा भी वहीं हुई, उनकी पहचान और उनके मूल्य भी ब्रिटिश हैं। लेकिन उनका धर्म हिंदू है और वह ब्रिटेन के पहले हिंदू प्रधानमंत्री हैं। वह गाय की पूजा करते हैं। दिवाली, होली और जन्माष्टमी जैसे हिंदू त्योहार मनाते हैं। सुनक के दादा-दादी अविभाजित पंजाब के गुजरांवाला के रहने वाले थे। वे पहले केन्या जाकर बसे और फिर साठ के दशक में उनके माता-पिता ब्रिटेन चले गए और वहीं बस गए।

ब्रिटेन के 300 साल के लोकतांत्रिक इतिहास में कोई भी गैर-ईसाई कभी प्रधानमंत्री नहीं बना था। यह तथ्य महत्वपूर्ण है क्योंकि ब्रिटेन की 80 प्रतिशत आबादी ईसाई है। एक निवेश बैंकर और हेज फंड पार्टनर सुनक सिर्फ 7 साल पहले ब्रिटिश राजनीति में शामिल हुए और उनका इतनी तेजी से आगे बढ़ना हैरान करता है। लिज ट्रस के इस्तीफे की घोषणा के बाद उन्हें सोमवार को कंजर्वेटिव पार्टी का नेता चुन लिया गया। मंगलवार को लिज ट्रस ने किंग चार्ल्स को अपना इस्तीफा सौंप दिया, इसके बाद सुनक बकिंघम पैलेस गए, और किंग ने उन्हें प्रधानमंत्री पद संभालने के लिए कह दिया।

भारत में, ऋषि सुनक को इंफोसिस के संस्थापक नारायण मूर्ति के दामाद के रूप में जाना जाता है। मूर्ति की बेटी अक्षता अपने पति से दोगुनी अमीर हैं, क्योंकि उसके पास कई अन्य बड़ी कंपनियों में हिस्सेदारी के अलावा इंफोसिस के एक फीसदी शेयर हैं। वह अपने भाई रोहन मूर्ति के साथ मिलकर दो कंपनियां चलाती हैं।

एक अनुमान के मुताबिक, अक्षता के पास 430 मिलियन पाउंड यानि करीब 5 हजार करोड़ की संपत्ति है। उनकी संपत्ति को लेकर एक बार दावा किया गया था कि वह ब्रिटेन की महारानी एलिजाबेथ द्वितीय से भी ज्यादा अमीर हैं, जिनका कुछ दिन पहले निधन हो गया। खुद ऋषि सुनक भी पीछे नहीं हैं। सिर्फ 42 साल के ऋषि जमीन से उठे हैं। उन्होंने होटल में वेटर का भी कम किया है, सड़क पर खड़े होकर दवाएं भी बेची हैं, लेकिन अब वह अपनी कंपनी चलाते हैं। उनके पास करीब 200 मिलियन पाउंड (लगभग 2 हजार करोड़ रुपये) की संपत्ति है।

सुनक के दादा-दादी भले ही 87 साल पहले भारत छोड़ चुके हों, लेकिन आज भी हिंदू संस्कृति और परंपराएं उनकी जिंदगी का हिस्सा हैं। ऋषि सुनक गाय की पूजा करते हैं और उनका परिवार दिवाली और जन्माष्टमी जैसे त्यौहार धूमधाम से मनाता है। जब वह पहली बार सांसद बने तो उन्होंने भगवद गीता पर हाथ रखकर शपथ ली थी। उनके माता-पिता साउथैम्प्टन में बस गए थे। एक इंटरव्यू में सुनक ने बताया था वह हर हफ्ते पूरे परिवार के साथ मंदिर जाते थे। अमेरिका की स्टैनफोर्ड यूनिवर्सिटी में पढ़ाई के दौरान अपनी पत्नी अक्षता मूर्ति से उनकी मुलाकात हुई। उन्होंने बताया कि नारायण मूर्ति शुरू में उन्हें पसंद नहीं करते थे, लेकिन बाद में दोनों की शादी के लिए राजी हो गए। 2009 में दोनों ने शादी कर ली। ऋषि और अक्षता की दो बेटियां हैं जिनके नाम कृष्णा और अनुष्का हैं।

एक इंटरव्यू में ऋषि सुनक ने कहा था, ‘हां, मैं एक ब्रिटिश नागरिक हूं लेकिन मेरा धर्म हिन्दू है। भारत में मेरी धार्मिक और सांस्कृतिक विरासत है। मैं गर्व से कह सकता हूं कि मैं एक हिन्दू हूं और हिन्दू होना ही मेरी पहचान है।’ सोमवार को ऋषि सुनक ने अपने घर के बाहर ‘दीया’ जलाकर दिवाली मनाई। इस साल जन्माष्टमी के दिन ऋषि ने अपनी पत्नी अक्षता के साथ गाय की पूजा की थी।

ऋषि सुनक किसी देश के प्रधानमंत्री बनने वाले भारतीय मूल के पहले शख्स नहीं हैं। मॉरीशस के राष्ट्रपति पृथ्वीराजसिंह रूपन और मॉरीशस के प्रधानमंत्री प्रविंद जगन्नाथ भारतीय मूल के हैं। सूरीनाम के राष्ट्रपति चंद्रिकाप्रसाद ‘चान’ संतोखी भी भारतीय मूल के हैं। गुयाना के राष्ट्रपति मोहम्मद इरफान अली और पुर्तगाल के प्रधानमंत्री एंटोनियो कोस्टा की जड़ें भी भारत में हैं।

अब ऋषि सुनक ब्रिटेन के प्रधानमंत्री बने हैं तो यह भारतीयों के लिए गर्व की बात है। लेकिन ये उम्मीद करना कि ऋषि सुनक ब्रिटेन के प्रधानमंत्री के तौर पर भारत के हित में काम करेंगे, गलत है। सुनक ब्रिटिश नागरिक हैं और वह ब्रिटेन के हित सबसे पहले देखेंगे।

हम इतनी उम्मीद जरूर कर सकते हैं कि ऋषि भारत के हितों की अनदेखी नहीं करेंगे। जहां तक हिन्दुत्व का सवाल है, तो यह बड़ी बात है कि तीन पीढ़ी पहले भारत से जाने के बाद भी ऋषि सुनक के परिवार ने भारतीय परंपराओं और संस्कृति को नहीं छोड़ा। वे हिन्दुत्व में यकीन रखते हैं, सनातन परंपराओं का पालन करते हैं, गौमाता की पूजा करते हैं, शराब नहीं पीते हैं, और होली और दीवाली मनाते हैं। ऋषि सुनक हिन्दू होने की वजह से ब्रिटेन के प्रधानमंत्री नहीं बने, बल्कि उनको इस पद तक उनकी मेहनत, उनकी काबिलियत और ब्रिटेन के प्रति उनकी निष्ठा और देशभक्ति ने पहुंचाया है।

सुनक के पीएम बनने के बाद मंगलवार को भारत में कई विपक्षी नेताओं ने एक नया सियासी शिगूफा छोड़ दिया। उनमें से कुछ ने यह कहना शुरू कर दिया कि अगर 80 फीसदी की ईसाई आबादी वाले ब्रिटेन में अल्पसंख्यक हिन्दू समुदाय से आने वाला कोई शख्स प्रधानमंत्री बन सकता है, तो भारत में कब कोई मुसलमान प्रधानमंत्री बनेगा?

जम्मू एवं कश्मीर की पूर्व मुख्यमंत्री महबूबा मुफ्ती ने ट्वीट किया, ‘गर्व का क्षण है कि ब्रिटेन में भारतीय मूल का कोई व्यक्ति प्रधानमंत्री होगा। जब पूरा भारत सही मायने में जश्न मना रहा है तो यह याद रखना हमारे लिए अच्छा होगा कि ब्रिटेन ने एक जातीय अल्पसंख्यक को अपने प्रधानमंत्री के रूप में स्वीकार किया है, लेकिन हम अब भी NRC और CAA जैसे विभाजनकारी एवं भेदभावपूर्ण कानूनों से बंधे हुए हैं।’

पूर्व AAP नेता और कवि कुमार विश्वास ने महबूबा के बयान पर प्रतिक्रिया देते हुए ट्वीट किया, ‘सही बात है बुआ। भारत ने तो डॉ ज़ाकिर हुसैन, श्री फखरुद्दीन अली अहमद, डॉ मनमोहन सिंह, डॉ कलाम साहब जैसे ढेर सारे अल्पसंख्यक भारतीयों के नेतृत्व में खूब प्रगति की है। अब आपको भी जम्मू कश्मीर में जबरन अल्पसंख्यक बनाए गए धर्म का मुख्यमंत्री बनाने के प्रयास प्रारम्भ करने चाहिये।’

चूंकि बात मुसलमानों से जुड़ी थी, इसलिए इस मुद्दे पर AIMIM सुप्रीमो असदुद्दीन ओवैसी भी बोले। उन्होंने कहा, ‘इंशाअल्लाह, मेरी जिंदगी में या मेरी जिंदगी के बाद हिजाब पहनने वाली एक बच्ची भारत की प्रधानमंत्री बनेगी। कामयाबी मिलेगी जरूर, मगर ये बोलना कि कामयाबी नहीं मिल रही, हम खामोश बैठ जाएं तो ऐसा नहीं होगा। हम अपनी कोशिश और मेहनत जारी रखेंगे। इंशाअल्लाह, हमें जरूर कामयाबी मिलेगी।’

कांग्रेस के वरिष्ठ नेता पी. चिदंबरम ने ट्वीट किया, ‘पहले कमला हैरिस और अब ऋषि सुनक। अमेरिका और ब्रिटेन के लोगों ने अपने देशों के गैर-बहुसंख्यक नागरिकों को गले लगाया है और उन्हें सरकार में उच्च पद के लिए चुना है। मुझे लगता है कि भारत और बहुसंख्यकवाद का पालन करने वाले दलों को सबक सीखना चाहिए।’

कांग्रेस नेता शशि थरूर ने एक इंटरव्यू में कहा, ‘सांसद के रूप में केवल 7 साल के अनुभव के साथ प्रधानमंत्री पद के लिए भारतीय मूल के एक नेता का छा जाना असाधारण है। भारतीय इससे बहुत कुछ सीख सकते हैं। मैं बीजेपी के हिंदुत्ववादियों को किसी ऐसे शख्स को गले लगाने के लिए तैयार देखना चाहता हूं जो किसी दूसरी जातीयता से ताल्लुक रखता है। जब वास्तविक सत्ता की बात आती है, तो हमारे पास अभी तक सिर्फ हिन्दू प्रधानमंत्री हुए हैं और अपवाद के रूप में एक सिख प्रधानमंत्री हुआ है।’

थरूर ने कहा, ‘मेरा सिर्फ एक सवाल है। संसद में बीजेपी का एक भी मुस्लिम सांसद नहीं है। ये हैरान करने वाली बात है। ऐसा पहले कभी नहीं हुआ। क्या आप सोच भी सकते हैं कि बीजेपी पीएम पद के लिए किसी अन्य धर्म के व्यक्ति का समर्थन करेगी? यहां तक कि मुख्यमंत्री पद के लिए भी किसी मुस्लिम या ईसाई का समर्थन करेगी? मुझे तो नहीं लगता। मुझे याद है कि 2004 के चुनाव में सोनिया गांधी को पीएम बनने के लिए कहा गया था, तब बीजेपी ने कैसे रिएक्ट किया था। बीजेपी के नेताओं ने उस समय संसद के बाहर धरना दिया था। मैं बीजेपी से कहना चाहता हूं कि उन्हें ऋषि सुनक को देखकर कुछ सीखना चाहिए।’

बीजेपी के वरिष्ठ नेता रविशंकर प्रसाद ने शशि थरूर, महबूबा मुफ्ती और ओवैसी को जवाब दिया। उन्होंने कहा, ‘जो लोग अल्पसंख्यकों को सर्वेच्च पदों से दूर रखने का इल्जाम लगा रहे हैं, वे भूल गए हैं कि एपीजे अब्दुल कलाम को राष्ट्रपति बीजेपी ने ही बनाया था।’ कांग्रेस के नेता जयराम रमेश ने इस मुद्दे पर संभल कर बोलते हुए कहा, ‘पिछले 8 साल से क्या हो रहा है, अल्पसंख्यक कैसा महसूस कर रहे हैं, यह बताने की जरूरत नहीं है।’

यह कहना ठीक नहीं है कि ब्रिटेन में कमाल हो गया, एक हिन्दू प्रधानमंत्री बन गया और हमारे देश में अल्पसंख्यक कभी शीर्ष पदों पर नहीं पहुंचे। आज भी हमारे देश की राष्ट्रपति एक ऐसी महिला हैं जो आदिवासी परिवार से आती हैं। पहले भी अल्पसंख्यक समुदाय से आने वाले डॉक्टर जाकिर हुसैन, फखरूद्दीन अली अहमद, एपीजे अब्दुल कलाम, ज्ञानी जैल सिंह देश के राष्ट्रपति रहे। कई राज्यों के गवर्नर और सुप्रीम कोर्ट के चीफ जस्टिस भी मुस्लिम और दूसरे अल्पसंख्यक समुदायों के लोग रह चुके हैं। इसलिए इस मुद्दे पर हमें किसी दूसरे मुल्क से भारत की तुलना करने की जरूरत नहीं होनी चाहिए।

जो लोग ऐसी तुलना कर रहे हैं, उन्हें ऐसा करने की पूरी आजादी है, लेकिन कांग्रेस के लोग शायद यह भूल गए कि उनकी अपनी सरकार में 10 साल तक डॉक्टर मनमोहन सिंह प्रधानमंत्री रहे। जहां तक महबूबा का सवाल है, तो जम्मू कश्मीर में हिन्दू और सिख अल्पसंख्यक हैं। क्या महबूबा ऐलान कर सकती हैं कि उनकी पार्टी जम्मू कश्मीर में किसी अल्पसंख्यक नेता को जम्मू कश्मीर का मुख्यमंत्री बनाएगी?

यह सब कहने की बातें हैं। इस मौके का फायदा उठाकर ओवैसी ने भी यह दोहरा दिया कि एक दिन हिजाब पहनने वाली लड़की प्रधानमंत्री बनेगी। सब अपने-अपने वोट बैंक को खुश रखना चाहते हैं। असली मकसद यह है कि किसी न किसी तरह से मोदी को मुस्लिम विरोधी घोषित किया जाए और उन्हें शर्मिंदा किया जाए।

UK’s Hindu PM: What it means for India and Indians!

AKB The first British Indian and first non-White Prime Minister of United Kingdom, Rishi Sunak, will take oath as PM in London on October 28. On Tuesday, King Charles III invited Sunak to form his government.

At 42, he is the youngest British Prime Minister in the last 210 years. Persons of Indian Origin across the world are elated over Sunak taking over as the PM of United Kingdom. Sunak was born in Britain in 1980, had his education in UK, his identity is British, and so are his values. But his religion is Hindu, and he is Britain’s first Hindu Prime Minister. He worships cow as mother, and celebrates Hindu festivals like Diwali, Holi and Janmashtami. Sunak’s grandparents hail from Gujranwala of undivided Punjab. They went to Kenya and settled down, and in the Sixties, his parents went to United Kingdom and settled there.

An idol of Lord Ganesha adorns his desk, and on his wrist, he wears a ‘kalaava’ (sacred Hindu thread). Sunak was married to a Hindu woman, Akshata, daughter of Infosys founder N. R. Narayana Murthy. Their family follows Sanatan Hindu values.

No non-Christian ever became a prime minister in Britain’s 300-year-old democratic history. This fact is important because Britain has a dominant 80 per cent Christian population. Sunak, an investment banker and hedge fund partner, joined British politics seven years ago, and his rise is truly astounding. He was elected leader of Conservative Party on Monday following Liz Truss announcing her resignation. On Tuesday, after Liz Truss handed over her resignation to the King, Sunak went to Buckingham Palace, where the King invited him to form a new government.

In India, Rishi Sunak is known as the son-in-law of Narayana Murthy, the founder of Infosys. Murthy’s daughter Akshata is twice richer than her husband, because she owns one per cent of Infosys shares, apart from holdings in several other big companies. She runs two companies with the help of her brother Rohan Murthy.

According to a rough estimate, Akshata has 430 million pounds (nearly 5,000 crore Rs) worth assets. It was once claimed that Akshata is richer than the late Queen Elizabeth II, who passed away recently. Rishi Sunak struggled in his early life. He worked as a hotel waiter, sold medicines on streets, but now runs his own company. He owns nearly 200 million pounds (roughly Rs 2,000 crore) worth assets.

Sunak’s grandparents may have left India 87 years ago, but their family still imbibes Hindu culture and traditions. Rishi Sunak worships cow as mother, and the family celebrates Diwali and Janmashtami every year. When he first became MP, he took the oath by putting his hand on Bhagvad Geeta. His parents settled in Southampton. In an interview, Sunak disclosed how his family used to visit temple every week. He met his wife Akshata Murthy while studying in Stanford University of USA. He revealed that Narayana Murthy did not initially like Rishi, but later agreed to the marriage, which took place in 2009. The couple has two daughters, Krishma and Anushka.

In one interview, Rishi Sunak said, “Yes, I am a British citizen, but my religion is Hinduism. My religious and cultural heritage is in India. I can proudly say that I am a Hindu and being a Hindu is my identity.” On Monday, Rishi Sunak celebrated Diwali at home by lighting ‘diyas’ outside his home. On Janmashtami this year, Rishi, with his wife, offered prayers to a cow.

Rishi Sunak is not the first Person of Indian Origin to become prime minister of a country. Prithvirajsing Roopan, President of Mauritius and Pravind Jugnath, Prime Minister of Mauritius are of Indian origin. The President of Suriname, Chandrikapersad ‘Chan’ Santokhi is also of Indian origin. Mohamed Irfaan Ali, the President of Guyana, and the prime minister of Portugal Antonia Costa have also roots in India. Now that Rishi Sunak is the prime minister of UK, it is a matter of pride for all Indians. But it will be incorrect to expect that Sunak will work in India’s interests. He is a British citizen and for him the interests of his country are supreme.

We can only expect that Rishi Sunak will not overlook India’s interests. As far as being a Hindu is concerned, it must be noted that his family, despite leaving India three generations ago, has not deserted Hindu religion, customs and culture. They believe in Hindutva, abstain from liquor, worship cows, and celebrate Holi and Diwali. Rishi Sunak did not become the Prime Minister, because he is a Hindu, he attained this powerful democratic position by dint of his labour, his merit and his loyalty to Britain.

On Tuesday, several opposition leaders in India made some jibes after Sunak became the PM. Some of them asked, if a person from Hindu minority can become PM of UK, which has 80 per cent Christian population, when will India have a Muslim prime minister? Former Jammu & Kashmir chief minister Mehbooba Mufti tweeted: “Proud moment that UK will have its first Indian origin PM. While all of India rightly celebrates, it would serve us well to remember that while UK has accepted an ethnic minority member as its PM, we are still shackled by divisive & discriminatory laws like NRC & CAA.”

Former AAP leader and Hindi poet Kumar Vishwas in his tweet, reacted to Mehbooba: “Yes, it’s true, Bua. India has progressed under the leadership of so many minority Indians like Dr Zakir Husain, Fakhruddin Ali Ahmed, Dr Manmohan Singh and Dr APJ Abdul Kalam. Now you should start efforts for making somebody the CM of Jammu and Kashmir from a community which has been forcibly converted into a minority.”

Since the matter related to Muslims, AIMIM chief Asaduddin Owaisi reacted by saying, “Inshallah, it is my dream that a daughter wearing ‘hijab’(veil) should become the Prime Minister of India, even if I am alive or not. We shall succeed, we shall not sit idle, and we will continue with our efforts. Inshallah, we will surely succeed.”

Senior Congress leader P. Chidambaram tweeted: “First Kamala Harris, now Rishi Sunak. The people of the US and the UK have embraced the non-majority citizens of their countries and elected them to high office in government. I think there is a lesson to be learned by India and the parties that practise majoritarianism.”

Congress leader Shashi Tharoor told an interviewer: “Rise of an Indian origin leader to the post of prime minister with just 7 years of experience as MP is extraordinary. Indian can learn a lot from this….. I would like to see the Hindutvavadis of the BJP to being prepared to embrace somebody who comes from a different ethnicity….When it comes to real power, we’ve had Prime Ministership held only by Hindus and only by one exception being Sikh.”

Tharoor said, “I have only one question. There is not a single Muslim BJP MP in Parliament. This is surprising. It never happened before. Can you believe BJP will support any non-Hindu for the post of PM? Or, even for the post of CM, will it ever support a Muslim or a Christian? I don’t think so. I remember, when Sonia Gandhi’s name was proposed for PM after 2004 elections, how BJP reacted. BJP leaders staged dharna outside Parliament. I want to tell BJP to look at Rishi Sunak and learn something,”

Senior BJP leader Ravi Shankar Prasad replied to Tharoor, Mehbooba Mufti and Owaisi. He said, “Those who are saying that BJP kept minorities away from highest post, have probably forgotten that it was BJP will made APJ Abdul Kalam the President of India.” Congress leader Jairam Ramesh said, “It is not necessary to tell what’s happening with minorities in the last eight years.”

It will be incorrect to say that in India minorities never reached the top, and a Hindu became PM in Britain. Even today, we have a woman, and that too, from a tribal family, as our President. In the past, we had Dr Zakir Husain, Fakhruddin Ali Ahmed, APJ Abdul Kalam and Giani Zail Singh as presidents. They were all from minorities. There have been so many Muslims who adorned the posts of Chief Justice of India and the posts of Governors. On this issue, we should not compare India with other countries.

Those who are trying to make comparisons, had full freedom for doing so, but Congress leaders have probably forgotten that Dr Manmohan Singh remained Prime Minister for ten years during Congress-led UPA rule. As far as Mehbooba Mufti is concerned, let me say, there are Hindu and Sikh minorities in Jammu and Kashmir. Can she announce that her party will make somebody from the minorities as Chief Minister?

There is no need to try and score brownie points. Even Owaisi chipped in saying, his dream is to see a Muslim woman, wearing veil, become India’s PM. He is trying to pamper his own vote bank. The main motive behind making such jibes is to project Narendra Modi as anti-Muslim and embarrass him.

धार्मिक स्थलों को पर्यटक स्थलों के रूप में विकसित करना चाहते हैं मोदी

AKBशुक्रवार को टीवी पर लाखों लोगों ने प्रधानमंत्री नरेंद्र मोदी को ऐतिहासिक केदारनाथ मंदिर में भगवान शिव की पूजा अर्चना करते हुए देखा। माथे पर चंदन का लेप लगाए हुए मोदी ‘नमामि शंभो’ और ‘सर्वे भवन्तु सुखिन:’ का जाप करते हुए दिखाई दिए।

बद्रीनाथ के प्रसिद्ध मंदिर में मोदी ने सैकड़ों भक्तों के सामने ‘जय बद्री विशाल’ का जयकारा लगाया। दोनों मंदिरों में पूजा-अर्चना करने के बाद प्रधानमंत्री ने कहा कि कैसे बीते 7 दशकों के दौरान पिछली सरकारों ने भारत के सदियों पुराने गौरवशाली विरासत की अनदेखी और उपेक्षा की।

वह उत्तराखंड के चमोली जिले में भारत-चीन सीमा पर स्थित आखिरी गांव माणा में एक सभा को संबोधित कर रहे थे। मोदी ने केदारनाथ और हेमकुंड साहिब के लिए रोपवे प्रोजेक्ट और बद्रीनाथ के विकास के लिए एक मेगा प्रोजेक्ट की आधारशिला रखी, जिसकी लागत 3,400 करोड़ रुपये से भी ज्यादा है।

मोदी ने कहा, ‘आज बाबा केदार और बद्री विशाल जी के दर्शन करके, उनके आशीर्वाद प्राप्त करके जीवन धन्य हो गया, मन प्रसन्न हो गया, और ये पल मेरे लिए चिरंजीव हो गए। माणा गांव, भारत के अंतिम गांव के रूप में जाना जाता है। लेकिन जैसे हमारे मुख्यमंत्री जी ने इच्छा प्रकट की अब तो मेरे लिए भी सीमा पर बसा हर गांव देश का पहला गांव ही है। सीमा पर बसे आप जैसे सभी मेरे साथी देश के सशक्त प्रहरी हैं।’

मोदी ने बताया कि किस तरह पिछली सरकारों ने ‘गुलामी की मानसिकता’ के कारण भारत के ऐतिहासिक मंदिरों की अनदेखी की। प्रधानमंत्री ने कहा, ‘देश की आजादी के 75 साल पूरे होने पर मैंने लाल किले से एक आह्वान किया है। ये आह्वान है, गुलामी की मानसिकता से पूरी तरह मुक्ति का। आजादी के इतने वर्षों के बाद, आखिरकार मुझे ये क्यों कहना पड़ा? क्या जरूरत पड़ी यह कहने की? ऐसा इसलिए, क्योंकि हमारे देश को गुलामी की मानसिकता ने ऐसा जकड़ा हुआ है कि प्रगति का हर कार्य कुछ लोगों को अपराध की तरह लगता है। यहां तो गुलामी के तराजू से प्रगति के काम को तोला जाता है। इसलिए लंबे समय तक हमारे यहां, अपने आस्था स्थलों के विकास को लेकर एक नफरत का भाव रहा।’

पीएम ने कहा, ‘विदेशों में वहां की संस्कृति से जुड़े स्थानों की ये लोग तारीफ करते-करते नहीं थकते, लेकिन भारत में इस प्रकार के काम को हेय दृष्टि से देखा जाता था। इसकी वजह एक ही थी- अपनी संस्कृति को लेकर हीन भावना, अपने आस्था स्थलों पर अविश्वास, अपनी विरासत से विद्वेष। और ये हमारे समाज में आज बढ़ा हो, ऐसा नहीं है। आजादी के बाद सोमनाथ मंदिर के निर्माण के समय क्या हुआ था, वो हम सब जानते हैं। इसके बाद राम मंदिर के निर्माण के समय के इतिहास से भी हम भली-भांति परिचित हैं। गुलामी की ऐसी मानसिकता ने हमारे पूजनीय पवित्र आस्था स्थलों को जर्जर स्थिति में ला दिया था।’

मोदी ने कहा, ‘सैकड़ों वर्षों से मौसम की मार सहते आ रहे पत्थर, मंदिर स्थल, पूजा स्थल के जाने के मार्ग, वहां पर पानी की व्यवस्था हो तो उसकी तबाही, सब कुछ तबाह होकर के रख दिया गया था। आप याद करिए साथियों, दशकों तक हमारे आध्यात्मिक केंद्रों की स्थिति ऐसी रही वहां की यात्रा जीवन की सबसे कठिन यात्रा बन जाती थी। जिसके प्रति कोटि-कोटि लोगों की श्रद्धा हो, हजारों साल से श्रद्धा हो, जीवन का एक सपना हो कि उस धाम में जाकर के मत्था टेककर आएंगे, लेकिन सरकारें ऐसी रहीं कि अपने ही नागरिकों को वहां तक जाने की सुविधा देना उनको जरूरी नहीं लगा। पता नहीं कौन से गुलामी की मानसिकता ने उनको जकड़कर रखा था। ये अन्याय था कि नहीं था भाइयों? ये अन्याय था कि नहीं था? ये जवाब आपका नहीं है, ये जवाब 130 करोड़ देशवासियों का है और आपके इन सवालों का जवाब देने के लिए ईश्वर ने मुझे ये काम दिया है।’

प्रधानमंत्री ने कहा, ‘इस उपेक्षा में लाखों-करोड़ों जनभावनाओं के अपमान का भाव छिपा था। इसके पीछे पिछली सरकारों का निहित स्वार्थ था। लेकिन भाइयों और बहनों, ये लोग हजारों वर्ष पुरानी हमारी संस्कृति की शक्ति को समझ नहीं पाए। वो ये भूल गए कि आस्था के ये केंद्र सिर्फ एक ढांचा नहीं बल्कि हमारे लिए ये प्राणशक्ति है, प्राणवायु की तरह हैं। वो हमारे लिए ऐसे शक्तिपुंज हैं, जो कठिन से कठिन परिस्थितियों में भी हमें जीवंत बनाए रखते हैं।’

मोदी ने कहा, ‘उनकी घोर उपेक्षा के बावजूद ना तो हमारे आध्यात्मिक केंद्रों का महत्व कम हुआ, ना ही उन्हें लेकर हमारे समर्पण भाव में कोई कमी आई। और आज देखिए, काशी, उज्जैन, अयोध्या अनगिनत ऐसे श्रद्धा के केंद्र अपने गौरव को पुन: प्राप्त कर रहे हैं। केदारनाथ, बद्रीनाथ, हेमकुंड साहेब को भी श्रद्धा को संभालते हुए आधुनिकता के साथ सुविधाओं से जोड़ा जा रहा है। अयोध्या में इतना भव्य राममंदिर बन रहा है। गुजरात के पावागढ़ में मां कालिका के मंदिर से लेकर देवी विंध्यांचल के कॉरिडोर तक, भारत अपने सांस्कृतिक उत्थान का आह्वान कर रहा है। आस्था के इन केंद्रों तक पहुंचना अब हर श्रद्धालु के लिए सुगम और सरल हो रहा है।’

मैं आपको बता दूं कि प्रधानमंत्री बनने के बाद मोदी करीब-करीब हर साल केदारनाथ गए। 2013 में गुजरात के सीएम के तौर पर केदारनाथ की त्रासदी के बाद वह वहां गए और उन्होंने केदारनाथ धाम के पुनर्निमाण का संकल्प लिया, और अब वह संकल्प पूरा हो चुका है। मोदी ने केदारनाथ की पूरी तस्वीर बदल दी।

मोदी केदारनाथ में हो रहे कामों पर खुद नजर रखते हैं। मोदी ने खुद ही ये बात बताई थी कि केदारनाथा में चल रहे काम की प्रगति पर ड्रोन के जरिए नजर रखते हैं। शुक्रवार को भी मोदी ने केदारनाथ में इंजीनियरों और कर्मचारियों से मुलाकात की। पिछले साल मोदी ने केदारनाथ में आदि गुरु शंकराचार्य के समाधि स्थल पर उनकी 12 फीट ऊंची प्रतिमा का अनावरण किया था।

शुक्रवार को बाबा केदारनाथ का दर्शन करने के बाद मोदी शंकराचार्य को प्रणाम करने पहुंचे। आदि शंकराचार्य की प्रतिमा भी अब केदारनाथ धाम का एक बड़ा आकर्षण बन चुकी है। 2017 में मोदी ने ही केदारनाथ में आदिशंकर की प्रतिमा की स्थापना का संकल्प लिया था और 2021 में इसे पूरा कर दिया। 2013 में आई आपदा के बाद केदारनाथ पूरी तरह बिखर गया था। आसपास के सैंकड़ों गांव प्रभावित हुए थे, गांव के गांव गायब हो गए थे, सड़कों का नामो-निशान मिट गया था। सिर्फ बाबा केदारनाथ का मंदिर खड़ा रहा, जिसे मंदिर के बाहर की एक चट्टान ने नदी की लहरों के उफान को रोककर चमत्कारिक रूप से बचा लिया। मोदी ने न सिर्फ केदारनाथ थाम को उसकी भव्यता प्रदान की, बल्कि इस पूरे इलाके का कायाकल्प कर दिया।

मोदी शुक्रवार को प्रोजेक्ट पर काम कर रहे मजदूरों के बीच एक कुर्सी पर बैठ गए और उनमें से हर एक से बात की। उन्होंने उनसे पूछा कि कौन किस राज्य से आया है, किसी की कोई समस्या तो नहीं है। सब जानने-समझने के बाद उन्होंने मजदूरों को हिदायतें भी दीं कि सेहत का ख्याल रखना, गुनगुना पानी पीना और गर्म कपड़े पहनना क्योंकि मौसम कठिन परीक्षा लेता है। मोदी जब मजदूरों से बात कर रहे थे तो वहां मौजूद लोग एकटक मोदी को देख रहे थे। उन्हें यकीन ही नहीं हो रहा था कि देश का प्रधानमंत्री इस तरह टेंट में कुर्सी पर मजदूरों के साथ बैठकर उनका हाल-चाल लेगा।

यह मोदी का स्टाइल है। वह जहां जाते हैं, वहां काम करने वाले मजदूरों से जरूर मिलते हैं। उन्होंने कोविड महामारी के दौरान भी ऐसा किया था जब वह विदेश यात्रा से लौटने के तुरंत बाद दिल्ली में सेंट्रल विस्टा प्रोजेक्ट पर काम कर रहे मजदूरों से रात में मिले थे। यही खासियत मोदी को दूसरों से अलग करती है। मोदी इन मजदूरों से कर्तव्य पथ (पुराना राजपथ) का उद्घाटन करने के बाद भी मिले थे। तब उन्होंने मजदूरों को 26 जनवरी के कार्यक्रम में बतौर मेहमान आने का न्योता भी दिया था।

शुक्रवार को मोदी ने बद्रीनाथ मास्टर प्लान का जायजा लिया, जिसके तहत काशी विश्वनाथ जैसा कॉरिडोर बनाया जाएगा। इसके लिए जमीन का अधिग्रहण भी किया जा रहा है। बद्रीनाथ थाम के पुनर्निर्माण के लिए पहले चरण पर 280 करोड़ रुपये खर्च किए जाएंगे। इसमें श्रद्धालुओं के लिए अराइवल प्लाजा का भी निर्माण होना है जहां एक ही छत के नीचे सभी सुविधाएं मुहैया कराई जाएंगी। आसपास की खूबसूरती बढ़ाने के लिए अलकनंदा नदी के किनारे एक खूबसूरत रिवरफ्रंट तैयार किया जा रहा है। इसके अलावा एक अंतरराज्यीय बस टर्मिनल भी बनाया जाएगा।

कई लोग मंदिरों और मठों पर मोदी की यात्राओं की आलोचना करते हैं। कई लोगों ने कहा कि हिमाचल और गुजरात में चुनाव है, इसलिए मोदी अपना भक्ति का स्वरूप दिखा रहे हैं। सच तो यह है कि प्रधानमंत्री बनने के बाद मोदी करीब-करीब हर साल बाबा केदारनाथ का दर्शन करने गए। शिवभक्त का उनका ये रूप कोई पहली बार नहीं दिखाई दिया। काशी विश्वनाथ में, उज्जैन के महाकालेश्वर में, देवघर में मोदी को महादेव की अराधना करते सबने देखा है।

दूसरी बात यह कही गई कि मोदी, हिंदू वोटों के लिए केदारनाथ, बद्रीनाथ और अन्य मंदिरों के विकास की बात कर रहे हैं। सच तो यह है कि मोदी ने तब भी इन धर्मस्थलों के विकास की बात कही थी जब वह चुनाव नहीं लड़ते थे।

मैंने 2001 का एक वीडियो देखा, जब मोदी न मुख्यमंत्री थे, न प्रधानमंत्री थे, बल्कि बीजेपी के एक पूर्णकालिक कार्यकर्ता थे। इस वीडियो में मोदी को राज्य में पर्यटन को बढ़ावा देने के लिए उत्तराखंड में धार्मिक स्थलों के विकास पर जोर देते हुए देखा जा सकता है। मोदी ने शुक्रवार को भी लगभग वही बात कही जो उन्होंने 21 साल पहले 2001 में कही थी, जब वह PM नहीं थे। वक्त बदला, मोदी के पद बदले लेकिन आस्था के केंद्रों के प्रति उनका दृष्टिकोण नहीं बदला।

मैं दो बातें कहना चाहता हूं। एक तो ये कि अगर मोदी भगवान शंकर के दर्शन करने गए, तो यह उनकी आस्था का सवाल है। दो, जिन लोगों को यह अच्छा नहीं लगता, वे इस यात्रा को विकास से जोड़कर देख सकते हैं। मोदी के वहां जाने से बद्रीनाथ और केदारनाथ जैसे तीर्थस्थलों का विकास हुआ है। वहां अब ज्यादा टूरिस्ट जाने लगे हैं जिससे लोगों के लिए रोजगार के अवसर बढ़े हैं, और ऐसा करने में कोई बुराई नहीं है। और अगर इसका क्रेडिट मोदी को मिले तो उसमें भी कोई बुराई नहीं है।

Modi’s plan to develop religious shrines into tourist spots

AKBMillions of TV viewers, on Friday, watched visuals of Prime Minister Narendra Modi, deep in devotion, offering prayers before Lord Shiva at the historic Kedarnath shrine. With sandal paste on his forehead, Modi was chanting ‘Namami Shambho’ and the Vedic hymn ‘Sarve Bhavantu Sukhinah’.

At the famous Badrinath shrine, Modi chanted the slogan ‘Jai Badri Vishal’ before hundreds of devotees. After offering prayers at both the shrines, the Prime Minister spoke of how India’s several centuries old legacy was sought to be downplayed and neglected by previous rulers during the last seven decades.

He was addressing a gathering at the last point village on India-China border, Mana, in Chamoli district of Uttarakhand. Modi was laying the foundation stones of ropeway projects for Kedarnath and Hemkund Sahib and a mega plan for development of Badrinath, all worth over Rs 3,400 crores.

Modi said, “today my life is blessed after I offered my prayers to Baba Kedarnath and Badri Vishal, these are moments of enduring bliss for me. …Mana is considered the last Indian village on the border, but, for me, the last villages on our borders are our first villages. All of you living on the border are our strong guards.”

Modi described how governments in the past neglected India’s historic shrines due to ‘slavery mindset’. The Prime Minister said: ” This year on Independence Day, I had given a call from Red Fort to free our mindset from slavery. Why am I saying this? It was because work on developing (our religious) shrines seemed to be a crime for some people. Development was being weighed on the scale of slavery. For a long time, there was this sense of hate for development of our centres of faith.”

“These people never failed to praise the great centres of culture in foreign lands, but they looked upon the development of our own centres of faith with a sense of revulsion. There was only one reason: they had this sense of inferiority about our great culture, they had mistrust in our centres of faith, and they nurtured a sense of rancour for our legacy. This was noticed when the famous Somnath temple was rebuilt soon after Independence, and you very well know the history of how the Ram temple came to be built (in Ayodhya). This mindset of slavery brought our most sacred and holy shrines to a near dilapidated condition.”

“Hundreds of years of climatic changes reduced the stones, pillars, buildings, water supply and approach roads to a state of near ruin. Pilgrimage to these spiritual centres became very difficult. For over thousands of years, millions of people had dreams about offering prayers at these shrines, but our governments never felt it necessary to provide facilities to our citizens for going to these shrines for prayers. I do not know what type of slavish mindset ou rulers had. Was it not injustice? 130 crore Indians feel so, and God has given me the work to answer this question”, Modi said.

“Behind this sense of neglect was hidden the intention to insult millions of our countrymen. Previous governments had vested interests on this issue. But they failed to gauge the power of our centuries old culture. They forgot that these centres of faith were not merely structures, they were the very breath of our life, the power of our being. They were the beacons of power that kept us livelier despite the most difficult circumstances.”

“Despite gross neglect, the importance of our centres of faith did not wane, nor was there any decline in our sense of devotion for them. Today you see, Kashi, Ujjain, Ayodhya and numerous other centres of faith regaining their past glory. Kedarnath, Badrinath, Hemkund Sahib are being linked with modern facilities. A magnificent Ram temple is being built in Ayodhya. From Ma Kalika temple in Gujarat’s Pawagarh to a new corridor for the Goddess in Vindhyachal, India is giving a clarion call for its cultural rejuvenation. It is now becoming easier for millions of devotees to reach these shrines easily”. Modi said.

Let me mention here that Narendra Modi, since he became PM, has visited Kedarnath almost every year. When he was Gujarat CM in 2013, he went to Kedarnath after the monumental deluge, and vowed to rebuild the shrine. That work is almost over. The face of Kedarnath has changed.

Modi personally keeps a tab on the progress of development work that goes on there by using drones. On Friday too, Modi met the engineers and workers at Kedarnath. Last year, Modi unveiled a 12-feet high statue of Adi Guru Shankaracharya at the site of his samadhi in Kedarnath.

On Friday, after offering prayers at the shrine, he visited the samadhi and prayed before the statue. Modi had vowed to install this statue in 2017, and by 2021, it was ready. After the natural disaster of 2013, the holy town of Kedarnath was devastated. Hundreds of villages near Kedarnath were almost obliterated by the fury of the river. Only Baba Kedarnath’s shrine remained intact, miraculously saved by a rock outside the temple that stopped the huge waves of the river in spate. Modi not only restored the glory of Kedarnath shrine, but also redeveloped the entire region.

Modi, on Friday, sat on a chair amidst the workers toiling at the site, and spoke to each one of them, inquiring about the places from where they hailed, and whether they were facing any problem. He even advised them to drink lukewarm water and wear warm clothes to protect themselves from frost and cold. Hundreds of devotees watching this spectacle from a distance could not believe their eyes watching the Prime Minister sitting on a chair outside a tent, talking to labourers.

This is Modi’s typical style. Wherever he goes, he makes it a point to speak to workers. He did this during Covid pandemic when he met workers at night at the Central Vista project in Delhi, soon after he returned from a foreign visit. Such gestures differentiates Modi from his predecessors. Modi also met these workers after inaugurating Kartavya Path (formerly Raj Path), and his invitation to them to come as guests at Republic Day next year stands.

On Friday, Modi checked the Badrinath Master Plan, under which a Kashi Vishwanath-type corridor will be built, for which land is being acquired. Rs 280 crore will be spent on the first phase. An Arrival Plaza will be built for devotees where all facilities will be provided under a single roof. A beautiful riverfront on the banks of Alaknanda river will be built. An inter-state bus terminal will also be built.

Several people have criticized Modi’s frequent visits to famous shrines. Some of them cited the forthcoming Gujarat and Himachal Pradesh assembly polls as one of the reasons. The fact is, Modi had been visiting Baba Kedarnath almost every year since he became PM. People have seen visuals of him praying before Lord Shiva in Kashi, Ujjain, Deoghar and other shrines.

Secondly, it was argued that Modi is trying to consolidate Hindu vote by visiting Kedarnath and other shrines. The fact is, Modi spoke about development of all shrines even when there were no elections.

I have seen a 2001 video, when Modi was only a fulltime BJP worker, and was neither CM nor PM. In this video, Modi is shown as laying stress on developing religious shrines in Uttarkhand in order to give a boost to tourism in the state. Modi almost repeated the same words that he had said 21 years ago, in 2001, when he was not the PM. Time changed, but Modi’s outlook towards centres of faith did not change.

I want to focus on two points. One, Modi performing prayers before Lord Shiva is his personal choice of faith. Two, those who do not like this, can see how tourism has developed in Uttarakhand after major schemes were undertaken in Kedarnath and Badrinath. The influx of more tourists has resulted in more jobs for local residents in the state, and there is no harm in working for the betterment of people. And if the credit for this goes to Modi, there should be no objection.

क्या पटाखों पर पाबंदी लगाने से प्रदूषण कम हो जाएगा?

AKBदीवाली के मौके पर एक तरफ जहां दिल्ली के बाजारों में भरपूर रौनक है, वहीं दूसरी तरफ दिल्ली सरकार ने पटाखों के इस्तेमाल और उनकी बिक्री पर पूर्ण प्रतिबंध लगा दिया है। यह प्रतिबंध ग्रीन पटाखों पर भी लागू होगा।

दिल्ली में 1 जनवरी तक पटाखे फोड़ने वाले को 200 रुपये का जुर्माना और 6 महीने तक की जेल हो सकती है, जबकि पटाखों की बिक्री, स्टोरेज और उत्पादन पर 5,000 रुपये का जुर्माना और विस्फोटक अधिनियम की धारा 9बी के तहत 3 साल तक की जेल की सजा होगी।

सुप्रीम कोर्ट ने गुरुवार को प्रतिबंध के खिलाफ बीजेपी सांसद मनोज तिवारी की याचिका पर तत्काल सुनवाई करने से इनकार कर दिया। जस्टिस एम. आर. शाह और एम. एम. सुंदरेश की बेंच ने कहा: ‘दिल्ली के लोगों को साफ हवा में सांस लेने दें। लोगों को पटाखों पर पैसे खर्च नहीं करना चाहिए। इसके बजाय उन्हें मिठाई खानी चाहिए।’

गुरुवार को ही दिल्ली हाई कोर्ट ने पटाखों पर प्रतिबंध को चुनौती देने वाली याचिका पर विचार करने से इनकार कर दिया। जस्टिस यशवंत वर्मा ने दो व्यापारियों द्वारा दायर याचिका को खारिज कर दिया और कहा कि यह मुद्दा पहले ही सुप्रीम कोर्ट के सामने है।

इधर, दिल्ली सरकार ने एक 15 सूत्री ‘विंटर ऐक्शन प्लान’ तैयार किया है। इसके तहत 1,800 टीमें बनाई गई हैं, जिनमें से 408 टीमें प्रतिबंध को लागू करवाएंगी। राजस्व विभाग की 165 टीमें बनेंगी, जबकि दिल्ली पुलिस की 210 टीमें और दिल्ली प्रदूषण नियंत्रण समिति की 33 टीमें प्रतिबंध लागू करवाने का काम करेंगी।

दिल्ली सरकार शुक्रवार को कनॉट प्लेस के सेंट्रल पार्क में 51,000 दीये जलाकर ‘दीये जलाओ, पटाखे नहीं’ अभियान शुरू करेगी। दिल्ली सरकार ने केंद्रीय पर्यावरण मंत्री भूपेंद्र यादव से पूरे राष्ट्रीय राजधानी क्षेत्र में प्रतिबंध लागू करने का आग्रह किया है, जिसमें पड़ोसी राज्य हरियाणा और उत्तर प्रदेश भी शामिल हैं।

गुरुवार को आम आदमी पार्टी के कार्यकर्ताओं ने ही पटाखे फोड़कर प्रतिबंध की धज्जियां उड़ा दीं। जैसे ही इस बात का ऐलान हुआ कि राजेंद्र पाल गौतम के इस्तीफे के बाद राजकुमार आनंद को मंत्री बनाया जाएगा, उनके समर्थकों ने जश्न मनाना शुरू कर दिया। दिल्ली बीजेपी के नेता तेजिंदर पाल सिंह बग्गा ने राजकुमार आनंद के आवास के बाहर समर्थकों की आतिशबाजी का एक वीडियो पोस्ट किया।

बग्गा ने ट्वीट किया, ‘हिन्दू दिवाली पर पटाखे जलाते हैं तो प्रदूषण होगा, अरविंद केजरीवाल उन्हें जेल भेजेगा। लेकिन केजरीवाल का मंत्री बनने की खुशी में अगर पटाखे जलाए जाते हैं तो उसमें से ऑक्सीजन निकलेगा। केजरीवाल, तुम्हारा हिन्दू विरोधी चेहरा आज फिर सामने आ गया। तुम्हें दिक्कत दीवाली से है, पटाखों से नहीं।’

दिल्ली बीजेपी अध्यक्ष आदेश गुप्ता ने कहा कि केजरीवाल सरकार कम से कम दीवाली की रात लोगों को ग्रीन पटाखे फोड़ने की इजाजत दे सकती है, लेकिन ‘केजरीवाल को हिंदुओं और हिंदू त्योहारों से नफरत है, इसलिए पटाखों पर पूर्ण प्रतिबंध लगाया गया है।’

बुधवार को जब मल्लिकार्जुन खड़गे कांग्रेस के राष्ट्रीय अध्यक्ष बने, तब कांग्रेस दफ्तर में भी पटाखे चलाए गए थे। इस पर भी सवाल पूछे जा रहे हैं कि जनता पर तो बैन लगा हुआ है लेकिन नेता खुलेआम पटाखे चला रहे हैं। उन पर कोई बैन क्यों नहीं है? कुछ लोग कह रहे है कि दिल्ली सरकार को इस तरह के फैसले लेने से पहले यह तो पता लगाना चाहिए कि पटाखों से कितना प्रदूषण बढ़ता है। बढ़ता भी है या नहीं? क्योंकि अभी तो पटाखे नहीं चल रहे हैं, दीवाली भी 3 दिन दूर है, लेकिन इसके बाद भी दिल्ली में प्रदूषण का स्तर खतरनाक लेवल तक बढ़ गया है।

पिछले हफ्ते तक दिल्ली का एयर क्वॉलिटी इंडेक्स (AQI) लेवल 45 था। कई सालों के बाद दिल्ली की आबोहवा इतनी साफ सुथरी थी, लेकिन गुरुवार को आनंद विहार में AQI लेवल 405 तक पहुंच गया, जो काफी खतरनाक है। इसी तरह आर. के. पुरम, रोहिणी, विवेक विहार और द्वारका में भी AQI लेवल 250 के आसपास दर्ज किया गया। इसलिए यह सवाल उठा कि जब पटाखे चले नहीं तो फिर उन्हें दिल्ली में प्रदूषण के लिए जिम्मेदार क्यों ठहराया जा रहा है? इसका जवाब पटाखों में नहीं, बल्कि आम आदमी पार्टी के शासन वाले पंजाब में बड़े पैमाने पर धान की पराली जलाने में छिपा है।

दीवाली के मौके पर पटाखे फोड़ने की सदियों पुरानी परंपरा है। खासतौर पर बच्चे बड़े उत्साह से आतिशबाजी चलाकर दिवाली मनाते हैं, लेकिन इस बार भी पटाखों पर पाबंदी है। क्योंकि पटाखों पर, आतिशबाजी पर बैन लगाना आसान है, लेकिन पराली जलाने के बारे में क्या? पंजाब सरकार पराली को जलाए जाने से रोकने की कोशिश क्यों नहीं कर रही है?

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने धान की कटाई के बाद बची पराली पर बायो डीकंपोजर केमिकल छिड़कवाने का वादा किया था, लेकिन पंजाब में उसका कोई असर नहीं दिखा। आम आदमी पार्टी ने पंजाब में पराली की समस्या के समाधान के लिए किसानों को हैपी सीडर मशीन बांटने का वादा किया था, लेकिन ज्यादातर किसानों की शिकायत है कि उन्हें न तो मशीनें मिली हैं और न ही राज्य सरकार से कोई मदद पहुंची है। चूंकि बुवाई का सीजन शुरू हो गया है, इसलिए किसानों के पास पराली को जलाने के अलावा और कोई रास्ता नहीं है।

इंडिया टीवी के रिपोर्टर पुनीत पंरीजा पंजाब के कई जिलों में गए, और हर जगह एक ही तस्वीर थी। पराई जलाई जा रही थी और हर तरफ इसका धुआं दिख रहा था। वहीं, पराली जलाने के पीछे किसानों, खासकर छोटे किसानों की अपनी दलीलें हैं। उनका कहना है कि वे लोग 2-4 एकड़ जमीन पर खेती करते हैं, और इसमें लागत मूल्य निकालना ही मुश्किल पड़ जाता है, ऐसे में पराली जलाने की बजाए अगर केमिकल या मशीन का इस्तेमाल करना भी चाहें तो पैसे कहां से आएंगे। इसलिए मजबूरी में पराली जलानी पड़ती है।

कुछ किसान यह तर्क भी दे रहे हैं कि पराली तो साल में बस 10-15 दिन ही जलती है, जबकि गाड़ियों और फैक्ट्रियों के धुएं से तो साल भर प्रदूषण होता है। ऐसे में सरकार दिल्ली में गाड़ियों का चलना क्यों नहीं बंद कर देती? वायु प्रदूषण में पराली के धुएं का हिस्सा मुश्किल से 5 फीसदी है, जबकि 95 फीसदी धुआं कारखानों और गाड़ियों से निकलता है।

पराली के मामले में पंजाब की AAP सरकार ने एक तरह से हाथ खड़े कर दिए हैं। पंजाब के कृषि मंत्री कुलदीप धालीवाल ने अकाल तख्त के जत्थेदार से मुलाकात करके उनसे अपील की थी कि वे किसानों को पराली ना जलाने के लिए समझाएं, लेकिन इसका कोई असर नहीं पड़ा।

मजे की बात यह है कि पराली जलाने की सबसे ज्यादा घटनाएं कृषि मंत्री के शहर अमृतसर में ही हो रही हैं। अमृतसर में पराली जलाने की 600 घटनाएं हुईं। इसके बाद दूसरे नंबर पर तरनतारन हैं, जहां 391 जगह पराली जलाई गई। राज्य सरकार ने इस बार किसानों को हैपी सीडर मशीन भी नहीं दी है। जब इस पर सवाल पूछे गए तो पंजाब के कृषि मंत्री ने कहा कि पिछली सरकार में हैपी सीडर मशीन खरीदने में 150 करोड़ रुपये का घोटाला हुआ था, इसलिए उनकी सरकार इसकी खरीद में जल्दबाजी नहीं करना चाहती।

यह एक गजब का विरोधाभास है कि दिल्ली के मुख्यमंत्री के तौर पर अरविंद केजरीवाल पिछले साल तक NCR में प्रदूषण का मुख्य कारण पराली जलाने की घटनाओं को बताते थे। वह पंजाब की तत्कालीन कांग्रेस सरकार को इसके लिए जिम्मेदार ठहराते थे। लेकिन अब पंजाब में उनकी अपनी पार्टी की सरकार है, तो जाहिर सी बात है कि अब सवाल पूछने की बारी कांग्रेस की है।

कांग्रेस के सांसद रवनीत बिट्टू ने कहा कि पहले तो केजरीवाल बड़े-बड़े दावे करते थे, लेकिन जब जनता ने मौका दिया तो वह पंजाब में वादे पूरे करने के बजाए गुजरात में कैंपेन करने में व्यस्त हैं। पंजाब बीजेपी के नेता राजकुमार वेरका ने कहा कि जनता ने केजरीवाल की पार्टी को काम करने का मौका दिया है, लेकिन सरकार के मंत्री काम करने के बजाए अकाल तख्त के भरोसे बैठे हैं। उन्होंने कहा कि इससे किसानों का भला नहीं होगा।

पहले हरियाणा और पश्चिमी यूपी में भी काफी पराली जलती थी लेकिन अब इन दोनों राज्यों में ऐसे मामले कम हो रहे हैं। दावा ये भी किया गया है कि पंजाब में भी इस बार पराली जलाने के मामले 54 फीसदी कम हुए हैं। इस साल अब तक पंजाब में पराली जलाने की 1,238 घटनाएं सामने आई है, जबकि हरियाणा में 186 और यूपी में महज 91 मामले सामने आए हैं। पर्यावरणविद भी कह रहे हैं कि सरकारों को एक-दूसरे पर जिम्मेदारी डालने की बजाए इससे निपटने के लिए मिलकर काम करना चाहिए, वर्ना वायु प्रदूषण के चलते हालात बिगड़ते जाएंगे।

मुझे लगता है कि NCR में प्रदूषण का कोई एक कारण नहीं है। इसकी कई वजहें हैं। यह सही है कि पराली का धुआं हवा को जहरीला बना देता है, इसलिए पराली जलाने से बचना चाहिए, लेकिन इसका तरीका यह नहीं हो सकता कि पराली जलाने वाले किसानों को जेल में डाल दिया जाए या उन पर जुर्माना लगाया जाए। यह सरकार की जिम्मेदारी है कि किसानों की मदद करें और उन्हें विकल्प प्रदान करे, जैसे कि या तो उन्हें मुआवजा दे या फिर उनसे पराली खरीदे। अगर ऐसा नहीं होगा तो सरकार कितने भी किसानों को जेल में डाल दे, चाहे जितने भी किसानों के खिलाफ केस दर्ज कर ले, पराली जलाने की घटनाएं बंद नहीं होंगी।

Pollution: Is ban on firecrackers a solution ?

akbEven as shoppers in Delhi are on a big Diwali buying spree, Delhi government has imposed a complete ban on use and sale of all types of firecrackers including those of green variety.

Anybody bursting firecrackers in the national capital till January 1 can be fined Rs 200 and jailed up to six months, while sale, storage and production of firecrackers will attract a fine of Rs 5,000 and imprisonment up to three years under Section 9B of Explosives Act.

On Thursday, the Supreme Court refused an urgent hearing of a petition seeking removal of the ban filed by BJP MP Manoj Tiwari. A bench of Justice M R Shah and M M Sundresh said: “Let the people of Delhi breathe clean air. People should not spend money on firecrackers; instead they should eat sweets”.

On Thursday itself, Delhi High Court refused to entertain a petition challenging Delhi Pollution Control Committee’s complete ban on use and sale of firecrackers. Justice Yashwant Varma dismissed a petition filed by two merchants and said the issue is already engaging the attention of the Supreme Court.

Meanwhile, under a 15-point Winter Action Plan, 1,800 teams have been formed in Delhi, out of which 408 teams will implement the ban. 165 teams will be from Revenue Department, 210 teams from Delhi Police and 33 teams from Delhi Pollution Control Committee will enforce the ban.

Delhi government will launch a campaign “Diye Jalao, Patakhe Nahin” from Friday by lighting 51,000 diyas at the Central Park in Connaught Place. Delhi government has urged Union Environment Minister Bhupendra Yadav to implement the ban throughout National Capital Region involving the neighbouring states of Haryana and Uttar Pradesh.

On Thursday, AAP workers themselves flouted the ban by bursting firecrackers when it was announced that Raj Kumar Anand will be appointed minister to replace Rajendra Pal Gautam, who had resigned. Delhi BJP leader Tejinder Pal Singh Bagga posted a video of supporters bursting firecrackers outside Raj Kumar Anand’s residence.

Bagga tweeted: “If Hindus burst firecrackers, it will cause pollution. Arvind Kejriwal will send them to jail, but if firecrackers are burst to celebrate appointment of his minister, it will emanate oxygen. Kejriwal, your anti-Hindu face is now open before the people. You’ve problem with Diwali, not with firecrackers.”

Delhi state BJP chief Aadesh Gupta said, Kejriwal’s government could at least allow people to burst ‘green’ firecrackers on Diwali night, but “Kejriwal hates Hindus and Hindu festivals, that’s why a complete ban on firecrackers has been imposed”.

On Wednesday, Congress workers burst firecrackers after Mallikarjun Kharge was elected party president. Questions are being asked as to how supporters of leaders can be allowed to burst firecrackers while the common man is not allowed to do so. Some have suggested that Delhi government should find out how much air pollution is caused by firecrackers. Diwali is three days away, no firecrackers are being burst in Delhi, and yet the air pollution has already reached “very poor” level.

Till last week, Delhi’s Air Quality Index was 45 (Good). After several years, the air in the capital was cleaner, but on Thursday, the AQI level in Anand Vihar reached 405 (hazardous), while AQI level in R.K.Puram, Rohini, Vivek Vihar and Dwarka was in the vicinity of 250 (Very Unhealthy). In the absence of firecrackers being burst, why has the AQI level shot up so high? The answer lies not in firecrackers, but in the burning of paddy stubble (parali) on a massive scale in Punjab, presently ruled by Aam Aadmi Party.

Bursting of firecrackers on Diwali night is a tradition that is centuries old. Particularly, children and teenagers celebrate Diwali with zest and fervour by bursting firecrackers. Banning firecrackers is easy, but what about burning of paddy stubble? Why is the Punjab government not trying to stop ‘parali’ fires?

Delhi chief minister Arvind Kejriwal had promised to spray bio-decomposer solution on stubble left after harvesting of paddy, but nothing has been done on the ground level in Punjab. Aam Aadmi Party had promised to distribute Happy Seeder machines to farmers in Punjab to prevent pollution, but most of the farmers have complained that they have neither got the machines nor any help from state government. Since sowing season has started, there was no other option before farmers but to burn paddy stubble.

India TV reporter Punit Parinja went to several districts of Punjab and sent us visuals of smoke emanating from paddy fields in almost all the districts. Small farmers in Punjab said, they cultivate hardly two to four acres of land, and it is already difficult to earn sufficiently to cover all costs, hence they do not have spare money to buy bio-decomposers or seeder machines. They have no other option but to burn paddy stubble.

Several farmers pointed out that ‘parali’ is burnt only for 10 to 15 days in a year, while smoke from vehicles and factories emanate throughout the year. Why doesn’t government put a ban on driving of vehicles in Delhi? Paddy stubble smoke contributes hardly 5 per cent to air pollution, while 95 per cent smoke is contributed by factories and vehicles.

AAP government in Punjab appears to completely hopeless in stopping ‘parali’ burning. Punjab Agriculture Minister Kuldip Dhaliwal met the Jathedar of Akal Takht and requested him to issue an appeal to all farmers not to burn paddy stubble this year, but the appeal had no effect.

Most of the cases (more than 600) of burning of paddy stubble have been reported from Amritsar district, from where the Agriculture Minister hails. 391 cases of stubble burning were reported from Taran Taran district. The state government failed to provide Happy Seeder machines to farmers. The state agriculture minister said, there was a Rs 150 crore scam in purchase of happy seeder machines by the previous government, and the present government is therefore not in a hurry to purchase those machines.

It is a strange paradox that Arvind Kejriwal as Delhi CM was blaming burning of paddy stubble as the main cause of pollution in NCR last year. He was blaming the then Congress government in Punjab. But now he has his own party’s government in Punjab, and naturally, it is the Congress that is asking questions now.

Congress MP Ravneet Bittu alleged that Kejriwal was given a chance to govern by the people of Punjab, but he is presently busy in his Gujarat poll campaign. Punjab BJP leader Rajkumar Verka said, the people had given AAP a chance to work, but its ministers, instead of doing work, are waiting for Akal Takht to do their job. This is not going to help farmers, he said.

Paddy stubble were being burnt earlier in Haryana and western UP too, but this time there are fewer such cases. It is claimed that there has been 54 per cent decline in stubble burning in these states. This year, till now there has been 1,238 cases of ‘parali’ burning in Punjab, while in Haryana there were 186 such cases, and only 91 cases in western UP. Environmentalists say, state governments must coordinate among themselves and face this challenge unitedly, otherwise the air pollution situation could deteriorate.

I think there is not one single cause behind air pollution in NCR. There are several causes. It is true that smoke from burning of paddy stubble poisons the air, and burning of ‘parali’ must be stopped, but to throw farmers into jails, or slap fines on them for burning ‘parali’ is not the right solution. It is the government’s responsibility to help the farmers and provide them with options, like giving them compensation or purchasing paddy stubble from farmers for use in other sectors. No matter how many farmers are thrown into jails or cases slapped against them, burning of paddy stubble will not cease.

मोदी ने गुजरात में शिक्षा के लिए क्या किया?

AKBप्रधानमंत्री नरेंद्र मोदी ने बुधवार को साफ जाहिर कर दिया कि गुजरात विधानसभा चुनाव विकास के मुद्दे पर लड़ा जाएगा। मोदी ने कहा, जो लोग गुजरात को बदनाम करते हैं, गुजरातियों को गाली देते हैं, गुजरात में जात-पात और मजहब की बात करते हैं, और चुनाव के मौके पर वोट मांगने चले आते हैं, ऐसे लोगों को सबक सिखाने का वक्त है। उन्होंने कहा, ‘चुनाव के दौरान गुजराती सबका हिसाब बराबर करेंगे।’

मोदी ने यह साफ कर दिया कि बीजेपी अपने शासनकाल का रिपोर्ट कार्ड भी जनता के सामने रखेगी और स्कूल, अस्पताल, घर, सड़कों, रोजगार और व्यापार जैसे मुद्दों पर जबाव देगी। मोदी ने 10,000 करोड़ रुपये की लागत वाले महत्वाकांक्षी ‘मिशन स्कूल्स ऑफ एक्सीलेंस’ का शुभारंभ किया। उन्होंने भारत के अब तक के सबसे बड़े डिफेंस एक्सपो का उद्घाटन करते हुए रक्षा क्षेत्र के स्वदेशीकरण के बारे में भी बात की। राजकोट में उन्होंने गरीब लोगों को सस्ते लेकिन शानदार घरों की चाबियां भी सौंपीं।

जैसे ही मोदी के स्कूली बच्चों के साथ ‘स्मार्ट क्लासरूम’ में बैठे होने की तस्वीरें सामने आईं, सियासत शुरू हो गई। आम आदमी पार्टी के नेता अरविंद केजरीवाल और दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने तुरंत कहा कि मोदी का स्कूल जाना, बच्चों के बीच बैठना उनकी जीत है। केजरीवाल ने कहा, आम आदमी पार्टी ने शिक्षा को मुद्दा बना दिया, प्रधानमंत्री को स्कूल जाने के लिए मजबूर कर दिया।

‘मिशन स्कूल्स आफ एक्सीलेंस’ के तहत गुजरात के सरकारी स्कूलों में 50,000 नए क्लासरूम बनाए जाएंगे और एक लाख से ज्यादा कक्षाओं को ‘स्मार्ट क्लासरूम’ में तब्दील किया जाएगा। प्रधानमंत्री मोदी ने कहा कि हाल ही में देश में 5G सर्विस लॉन्च की गई है और अब 5G के जरिए ‘स्मार्ट क्लासरूम और स्मार्ट टीचिंग’ को बेहतर किया जाएगा। मोदी खुद इसका अनुभव लेने पहुंचे थे कि भविष्य में गुजरात के स्कूलों में ‘स्मार्ट क्लासरूम्स’ कैसे होंगे, बच्चे कैसे पढ़ेंगे।

बच्चों के साथ क्लास में बैठे प्रधानमंत्री मोदी की तस्वीरें सोशल मीडिया पर आते ही आम आदमी पार्टी ने उनपर निशाना साधा। केजरीवाल ने कहा कि स्कूल में बच्चों के बीच मोदी की तस्वीर, आम आदमी पार्टी की जीत है। उन्होंने कहा कि मोदी मन से नहीं, मजबूरी में स्कूल गए हैं। केजरीवाल ने कहा कि उन्हें बेहद खुशी है कि आज देश की सभी पार्टियों और नेताओं को शिक्षा और स्कूलों की बात करनी पड़ रही है। उन्होंने कहा, ‘यह हमारी सबसे बड़ी उपलब्धि है।’ इसके बाद केजरीवाल वे कहा कि वह स्कूलों की हालत ठीक करने में एक्सपर्ट हैं, और अगर प्रधानमंत्री चाहें तो सिर्फ गुजरात ही नहीं, पूरे देश के स्कूलों की हालत सुधारने में वह केंद्र सरकार की मदद करने को तैयार हैं।

दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने गुजरात में चुनाव प्रचार करते हुए दावा किया कि दिल्ली के सरकारी स्कूलों की हालत में काफी सुधार हुआ है। उन्होंने गुजरात के सरकारी स्कूलों की स्थिति में भी सुधार का वादा किया। सिसोदिया ने कहा, मोदी स्कूल जाकर, बच्चों के साथ बैठकर हमारी नकल कर रहे हैं। उन्होंने कहा, ‘मोदी स्कूल तो पहुंचे लेकिन वहां पहुंचने में उनको देर हो गई है। अगर वह 27 साल पहले स्कूल गए होते तो गुजरात के सरकारी स्कूलों का कायाकल्प हो चुका होता।’

केजरीवाल और सिसोदिया ने बच्चों के साथ बैठे मोदी की सिर्फ एक तस्वीर पर कमेंट किया, लेकिन पूरी बात नहीं बताई। ‘मिशन स्कूल्स ऑफ एक्सीलेंस’ के शुभारंभ के अवसर पर मोदी 7 ‘स्पेशल’ युवाओं से मिलना चाहते थे। मैं इन युवाओं को ‘स्पेशल’ इसलिए कह रहा हूं क्योंकि जब ये छोटे थे तो बतौर मुख्यमंत्री मोदी खुद इनको अपने ‘शाला महोत्सव’ कार्यक्रम के तहत स्कूल ले गए थे और इनका ऐडमिशन कराया था।

इस प्रोग्राम की शुरूआत आज से करीब 20 साल पहले यानी जून 2003 में की गई। इस कार्यक्रम के तहत बच्चों के लिए मुफ्त शिक्षा का इंतजाम किया गया था। उस वक्त मोदी खुद गांव-गांव जाते, माता-पिता से अपने बच्चों को, खासकर बेटियों को स्कूल भेजने को कहते। इसी दौरान उन्होंने आदिवासी गांवों में जाकर कई बच्चों का स्कूल में दाखिला करवाया। जिन बच्चों को मोदी अंगुली पकड़कर स्कूल के गेट तक ले गए, वे अब बड़े हो चुके हैं।

मोदी ने कहा, ‘अभी जो बच्चे मुझे मिले, वे वो बच्चे थे, जब 2003 में पहला स्कूल प्रवेशोत्सव किया था और मैं आदिवासी गांव में गया था। 40-45 डिग्री गर्मी थी। 13,14 और 15 जून के वह दिन थे और जिस गांव में बच्चों का सबसे कम शिक्षण था, और लड़कियों की सबसे कम शिक्षा थी, उस गांव में मैं गया था। और मैंने गांव में कहा था कि मैं भिक्षा मांगने आया हूं। और आप मुझे भिक्षा में वचन दीजिए, कि मुझे आपकी बालिका को पढ़ाना है, और आप अपनी लड़कियों को पढ़ायेंगे। और उससे पहले कार्यक्रम में जिन बच्चों की उंगली पकड़कर मैं स्कूल ले गया था, उन बच्चों का आज मुझे दर्शन करने का मौका मिला है। इस मौके पर मैं सबसे पहले उनके माता-पिता को वंदन करता हूं, क्योंकि उन्होंने मेरी बात को स्वीकारा।’

ये सभी 7 पूर्व छात्र नर्मदा जिले के डेढ़ियापाड़ा इलाके के हैं। इनके नाम दिलीप भाई, कल्पना बेन, दिलीप कुमार, अरुणा बेन, कमलेश भाई, कृष्णा बेन और विमला बेन हैं। ये सभी पूर्व छात्र अब अपनी पढ़ाई पूरी करके नौकरी कर रहे हैं। इसमें से कोई पुलिस में है, कोई जूनियर असिस्टेंट है तो कोई बैंक में नौकरी कर रहा है।

प्रधानमंत्री के प्रोग्राम के बाद हमारे संवाददाता निर्णय कपूर ने इन सातों पूर्व छात्रों से बात की। उन्होंने कहा कि गुजरात में अब तो स्कूलों की सूरत काफी बदल चुकी है। जब वे छोटे थे, तब पढ़ाई के लिए न तो अच्छे सरकारी स्कूल थे, न माता-पिता के पास इतना पैसा कि वे प्राइवेट स्कूल में पढ़ा सकें। उनमें से एक ने कहा, ‘उस समय मोदी ने मुफ्त में पढ़ाई का इंतजाम कर दिया, स्कूलों की हालत सुधार दी। इसके चलते गुजरात के लाखों बच्चों का भविष्य सुधर गया।’

मोदी ने 20 साल पहले 2003 में इन बच्चों का दाखिला स्कूल में करवाया था। आम आदमी पार्टी इसके 10 साल बाद 2013 में बनी है। केजरीवाल कह रहे हैं कि मोदी ने बच्चों के लिए बेहतर शिक्षा और बेहतर स्कूल का आइडिया उनसे चुराया है। सिसोदिया दावा कर रहे हैं कि मोदी बुधवार को पहली बार सरकारी स्कूल में गए हैं।

मैं आपको बता दूं कि मोदी बुधवार को किसी स्कूल में नहीं गए थे। उन्होंने तो ‘मिशन स्कूल्स ऑफ एक्सिलेंस’ का उदघाटन किया। इस मिशन के तहत अब गुजरात के सरकारी स्कूलों की कक्षाओं को ‘स्मार्ट क्लासरूम’ में बदला जाएगा। मोदी जहां कुछ छात्रों के साथ बैठे थे, वह कोई स्कूल नहीं बल्कि ‘स्मार्ट क्लासरूम’ का एक मॉडल था।

गुजरात बीजेपी के नेताओं ने 2003 की कुछ ऐसी तस्वीरें दिखाईं जिनमें मोदी ‘शाला उत्सव’ के दौरान सरकारी स्कूलों में नजर आ रहे हैं। ‘शाला उत्सव’ मोदी का ही आइडिया था। मोदी के बड़े भाई सोमाभाई मोदी ने कहा, ‘बचपन में हमारे गांव में एक स्कूल था। उसके प्रिंसिपल खुद घर-घर जाकर बच्चों को स्कूल लाते थे और उनका दाखिला कराते थे। प्रिंसिपल इन बच्चों और उनके माता-पिता को साथ लेकर जुलूस की शक्ल में सड़क पर निकलते थे और शिक्षा के महत्व के बारे में बताते थे। प्रिंसिपल ने ही नरेंद्र मोदी को स्कूल में भर्ती कराया था। ऐसे में ‘शाला उत्सव’ का आइडिया मोदी को वहीं से आया था।’

2003 में मुख्यमंत्री रहते हुए नरेंद्र मोदी ने स्कूल में बच्चों का एनरोलमेंट रेट बढ़ाने के लिए ‘शाला प्रवेशोत्सव’ अभियान शुरू किया था। इसका फायदा यह हुआ कि 2020-21 तक सरकारी स्कूलों में छात्रों की भर्ती का रेट 24 फीसदी बढ़ गया। पहली से आठवीं कक्षा के बच्चों के पढ़ाई बीच में छोड़ने में भी करीब 19 फीसदी की कमी आ गई। ‘प्रवेशोत्सव’ के साथ गुजरात में नरेंद्र मोदी ने ‘कन्या केलवणी महोत्सव’ शुरू किया, जिससे कि लड़कियां भी पढ़ाई के मामले में लड़कों की बराबरी कर सकें। इससे लड़कियों के पढ़ाई बीच में छोड़ने की संख्या में काफी कमी आई।

2001 से 2021 के दौरान गुजरात में 1.37 लाख कक्षाओं का निर्माण किया गया। पिछले 20 साल में गुजरात सरकार ने दो लाख से ज्यादा शिक्षकों की भर्ती की है। गुजरात में सरकार हर छात्र की पढ़ाई पर नजर रखती है। इसके लिए ‘विद्या समीक्षा केंद्र’ शुरू किया गया है। यह एक डिजिटल मॉनिटरिंग सेंटर है जिसके जरिए हर छात्र की की शैक्षिक प्रगति पर नजर रहती है। गुजरात 2020 में बनी नई शिक्षा नीति लागू करने के मामले में भी काफ़ी आगे है। गुजरात में सरकारी स्कूल के शिक्षकों ने कोविड महामारी के दौरान 2.5 करोड़ से अधिक ऑनलाइन कक्षाएं लीं।

गुजरात देश का पहला राज्य है, जहां पर सरकार ने अपनी एडूटेक कंपनी (Edutech) खोली है। यह कंपनी जी-शाला ऐप (G-Shala App) के जरिए ऑनलाइन पढ़ाई करवाती है। इस ऐप को 30 लाख से ज्यादा बार डाउनलोड किया गया है। गुजरात में सरकारी शिक्षा में सुधार का इतना असर हुआ है कि पिछले 4 साल में 11 लाख से ज्यादा छात्रों ने प्राइवेट स्कूल छोड़कर सरकारी स्कूलों में दाखिला लिया है।

गुजरात के स्कूलों को लेकर विवाद पैदा करने की कोशिश हुई। गुजरात में शिक्षा के सुधार के लिए, स्कूलों की बेहतरी के लिए मोदी ने कितना काम किया, ये बताने के लिए न तस्वीरों की जरूरत है और न किसी सर्वे की। ये तो गुजरात के छात्र बताते हैं, उनके पैरेन्ट्स बताते हैं। इसलिए केजरीवाल की इस बात में दम नहीं है कि स्कूलों के मामले में मोदी उनकी नकल कर रहे हैं। यह बेकार की बात है कि मोदी बुधवार को इसलिए स्कूल गए क्योंकि केजरीवाल स्कूलों में जाते हैं। सच्चाई यह है कि मोदी तो किसी स्कूल में गए ही नहीं। मोदी ने तो यह बताने के लिए ‘स्कूल ऑफ एक्सीलेंस’ के एक मॉडल का उद्घाटन किया कि गुजरात में भविष्य के स्कूल कैसे होंगे। इसलिए किसी मॉडल की नकल करने का तो कोई सवाल ही पैदा नहीं होता।

मिशन स्कूल ऑफ एक्सीलेंस के अंतर्गत गुजरात के 20,000 स्कूलों को अपग्रेड करके वर्ल्ड क्लास बनाया जाएगा। इनमें 15 हजार सरकारी प्राइमरी स्कूल और 5 हजार सेकेंडरी एवं हायर सेकेंडरी स्कूल शामिल हैं। इन स्कूलों को वर्ल्ड क्लास डिजिटल सुविधाएं मुहैया कराई जाएंगी, स्मार्ट क्लासेज बनाई जाएंगी। इन स्कूलों में हर ग्रेड के लिए अलग से एक टीचर और अलग क्लासरूम की सुविधा दी जाएगी। लेकिन ऐसा नहीं है कि इससे सिर्फ 20,000 स्कूलों को ही फायदा होगा। इस मिशन के तहत उन स्कूलों की भी मदद की जाएगी जहां सुविधाओं की कमी है।

असल में नरेंद्र मोदी ने तो गुजरात के स्कूलों को सुधारने का काम तभी शुरू कर दिया था जब केजरीवाल इनकम टैक्स की नौकरी छोड़कर NGO चला रहे थे। अगर केजरीवाल अपने काम का बखान करते कि दिल्ली में उन्होंने स्कूलों के लिए क्या किया, तो अच्छा होता। गुजरात जाकर यह कहना कि मोदी की स्कूलों को सुधारने की मुहिम केजरीवाल से प्रेरित है, यह किसी भी गुजराती के गले नहीं उतरेगा।

मोदी के बारे में कोई यह नहीं कह सकता कि वह काम नहीं करते। वह 13 साल गुजरात के मुख्यमंत्री रहे और उनका काम बोलता था। काम ने ही मोदी को इतना बड़ा नेता बनाया। वह पिछले 8 साल से देश के प्रधानमंत्री हैं और उन्होंने काम करने में, मेहनत करने में कोई कसर नहीं छोड़ी।

प्रधानमंत्री मोदी ने बुधवार को राजकोट में एक रेसिडेंशल सोसायटी के 1,144 फ्लैटों की चाबियां लाभार्थियों को सौंपी। 10 एकड़ में फैली इस सोसायटी में 11 ब्लॉक हैं, और हरेक बिल्डिंग 13 मंजिल की हैं। इन 13 मंजिला इमारतों को 26 दिनों में तैयार किया गया था। प्रत्येक बिल्डिंग में 104 2-बीएचके फ्लैट हैं।

इस सोसायटी में एक हेल्थ सेंटर, एक आंगनवाड़ी, एक शॉपिंग सेंटर, बड़ों के लिए एक पार्क और बच्चों के लिए खेल का मैदान है। इसके अलावा एक कॉमन एरिया भी है जहां सोलर लाइट लगाई गई है। राजकोट में मोदी का भव्य स्वागत हुआ। एयरपोर्ट से रेसकोर्स ग्राउंड तक की दूरी महज डेढ़ किलोमीटर है, लेकिन ये फासला तय करने में मोदी को करीब आधे घंटे का वक्त लग गया। मोदी को देखने के लिए जबरदस्त भीड़ जुटी थी।

राजकोट में लाइटहाउस प्रोजेक्ट के तहत 10 लाख रुपये की लागत वाले ये 2 बीएचके फ्लैट सिर्फ निम्न आय वर्ग के उन लोगों को दिए गए हैं जिनकी सालाना आमदनी 3 लाख रुपये से कम है। 10 लाख रुपये के इन फ्लैट्स पर सरकार 6.5 लाख रुपये की सब्सिडी दे रही है, जबकि बाकी के 3.5 लाख रुपये चुकाने के लिए लाभार्थियों को कम ब्याज पर होम लोन की सुविधा भी दी गई है। हर बिल्डिंग के फर्स्ट फ्लोर में 5 फ्लैट दिव्यांगों के लिए आरक्षित किए गए हैं।

गरीबों के लिए सस्ते आवास मुहैया कराकर मोदी ने उन लोगों का मुंह बंद करने की कोशिश की है जो आरोप लगाते रहे हैं कि उनकी सरकार गरीब तबके की भलाई के लिए काम नहीं करती है। मोदी हमेशा अपनी पार्टी के नेताओं से कहते हैं कि जमीन पर आपका काम मायने रखता है, फिर कोई चाहे आपके बारे में कितना भी झूठ फैलाए। इस तरह के झूठ का कोई असर नहीं होगा। काम देखकर जनता तय कर लेगी कि कौन सच बोल रहा है और कौन झूठ ।

What did Modi do for education in Gujarat?

akbPrime Minister Narendra Modi on Wednesday clearly indicated that the Gujarat assembly elections will be fought on the issue of development. Modi said, those who are abusing and defaming Gujarat, and raking up caste and communal issues at the time of elections, need to be taught a lesson by the voters. “Gujaratis will square up their accounts at the time of elections”, he added.

Modi also made it clear that his party would place its performance card, on schools, hospitals, houses, roads, jobs and business, before the people before seeking their votes. Modi launched the ambitious Mission Schools of Excellence with an outlay of Rs 10,000 crore. He also spoke about indigenisation of defence sector while opening India’s largest ever Defence Expo. In Rajkot, he handed over keys of new low-cost houses to beneficiaries.

Social media was agog when visuals came of Modi sitting in a smart classroom with school children. AAP chief Arvind Kejriwal and Delhi deputy CM Manish Sisodia reacted by saying, Modi going to a school and sitting with children is indication of their victory. Kejriwal said, AAP had made education a key issue in Gujarat polls, and it has forced the Prime Minister to go to a school.

Under Mission Schools of Excellence, 50,000 new classrooms will be built in government schools of Gujarat and more than one lakh classes will be converted into ‘smart classrooms’. Modi said, since 5G telecom service has been launched, it will help ‘smart classrooms and smart teaching’. Modi himself sat with the children to experience a ‘smart classroom teaching’.

Soon after the visuals of Modi appeared on social media, AAP targeted the Prime Minister. Kejriwal said, Modi sitting with school children is a victory for Aam Aadmi Party. He said, Modi did not go on his own, he was forced to go to the school room. Kejriwal said, he was happy that most of the parties and their leaders are today speaking about education of children. ‘This is our greatest achievement’, he said. Kejriwal said, since his party has expertise in improving the conditions of schools, if the PM wants, his party could help improve the condition of schools not only in Gujarat, but across India.

Delhi deputy chief minister Manish Sisodia, campaigning in Gujarat, claimed that the conditions of Delhi government schools have vastly improved. He promised to improve the conditions of government schools in Gujarat. Sisodia said, Modi is copying our efforts by going to school and sitting with children. He said, “Modi was late in going to school. Had he gone to schools 27 years ago, the face of government schools in Gujarat would have changed.”

Kejriwal and Sisodia commented on a single picture of Modi sitting with children, but they did not disclose the full facts. On the occasion of launch of Mission Schools of Excellence, Modi wanted to meet seven ‘special’ youths. I am saying ‘special’ because, it was Modi, as chief minister, who had got these youths admitted to schools during their childhood, as part of his ‘Shaala Mahotsav’ programme.

The programme was launched 20 years ago in June, 2003. Under this programme, children were given free education. Modi, as CM, personally went to the villages in the summer heat of June and persuaded elders to send their children, particularly daughters, to school. Modi got several tribal children admitted to schools. The children, whom Modi held by their fingers and took them to schools, are now adults.

Modi said, “In 2003, I went to tribal villages. The temperature was between 40 to 45 deg Celsius. The dates were June 13, 14 and 15. I went to those villages where the elders were not sending their children to schools. The villagers thought I had come for begging. I told them, if you want to give me something, promise me that you will send your children to schools. The children, whom I had taken to schools by holding their fingers, are now grown-ups. Today I want to congratulate their parents that they trusted in me and sent their children to school.”

All the seven ex-students hail from Dedhiyapara area of Narmada district. Their names are: Dilip Bhai, Kalpana Ben, Dilip Kumar, Aruna Ben, Kamlesh Bhai, Krishna Ben, and Vimla Ben. After completing their education, they are now employed. Among them, one is in police, another is a junior assistant, and a third is a bank employee.

India TV reporter Nirnay Kapoor spoke to the seven ex-students after the Prime Minister’s programme. They said, the face of schools in Gujarat has now completely changed. When they were children, the schools were not good, nor did their parents have money to send them to private schools. ‘Our condition improved after Modi arranged free education for us and improved the condition of schools’, one of them said.

Modi got these children admitted to schools, way back in 2003. Aam Aadmi Party was formed in 2013, ten years later. Kejriwal alleges that Modi copied his idea about better schooling. Sisodia claims that Modi went to a government school for the first time on Wednesday.

Let me tell you, Modi did not go to any school on Wednesday. He was launching Mission Schools of Excellence, and as part of this mission, classrooms in government schools will now be converted into ‘smart classroom’. The place where Modi sat with a handful of students was not a school, but a model of a ‘smart classroom’.

Gujarat BJP leaders showed 2003 photographs of Modi visiting government schools as part of “Shaala Utsav” (School Festival). It was Modi’s idea at that time. Modi’s elder brother Somabhai Modi said, “during our childhood, there was a school in our village. The principal himself used to go to homes and bring children to the school and got them admitted. The principal used to take out a procession of students with their parents in the village, and tell them the importance of education. The principal got Narendra Modi admitted to the school. So the idea of ‘Shaala Utsav’ was Modi’s.”

As a result of ‘Shaala Utsav’ programme launched in 2003 by Modi, students enrolment rate in government schools went up by 24 per cent by 2020-21. There was a 19 per cent decline in the dropout rate of students between Class One to Class eight. Modi also launched ‘Kanya Kelvani Mahotsav’ encouraging girls to go to schools. This brought a steep decline in dropout rate of girl students.

Between 2001 and 2021, more than 1,37,000 classrooms were built in Gujarat. In the last 20 years, Gujarat government has appointed more than two lakh teachers. A district monitoring centre called ‘Vidya Sameeksha Kendra’ was set up to monitor the educational progress of each student. Gujarat is far ahead in digitization of education as part of new education policy of 2020. Government school teachers took more than 2.5 crore online classes in Gujarat during the Covid pandemic.

Gujarat is the first state, where government has set up an Edutech company that provides online classes, through G-Shala App. This app was downloaded more than 30 lakh times. As a result of improvement in government schools, more than 11 lakh students left private schools and joined government schools in the last four years.

A controversy was sought to be created about Gujarat schools. The amount of work that Modi contributed for the betterment of schools needs no visuals or surveys. Students and their parents in Gujarat openly speak about the changes that have taken place. There is no basis in Kejriwal’s argument that Modi has ‘copied’ his Delhi model. The fact is that Modi did not go to any school on Wednesday. He was launching the model of a School of Excellence, so that the people of Gujarat can watch how a ‘smart school’ works. There is no question of copying any model.

Under the Mission Schools of Excellence, nearly 20,000 schools in Gujarat will be upgraded with world-class facilities. These include 15,000 government primary schools and 5,000 secondary and higher secondary government schools. These schools will have world-class digital facilities, and there will be ‘smart classrooms’. For each grade, there will be a separate teacher and separate classroom facility. Apart from these 20,000 schools, there are schools that lack facilities, and they will also benefit.

Modi began improving the condition of schools in Gujarat at a time when Kejriwal left his job in Income Tax department and started his NGO. It would have been better if Kejriwal had spoken about how his Delhi model has improved the conditions in government schools. To tell people that Modi’s school of excellence scheme is inspired by Kejriwal, will hardly be accepted by common voters in Gujarat.

Nobody can say that Modi does not work. He was chief minister of Gujarat for 13 years, and his performance is there for all to see. It was his performance that made Modi a big leader. Modi has been Prime Minister for the last eight years and he has never lagged in his performance in any manner.

On Wednesday, in Rajkot, he handed over keys of 1,144 flats of a residential society to poor beneficiaries. Spread over 10 acres are 11 blocks, each having 13 storeys. The 13-storeyed buildings were readied in 26 days. Each building has 104 two-BHK flats.

The society has a health centre, an Anganwadi, a shopping centre, a park of elderly people, a playing area for children, and a common area which has solar lighting. The reception that Modi got in Rajkot was huge. It took more than half an hour for Modi to cover the 1.5 km distance from airport to Race Course Ground, as thousands of residents turned up to welcome their leader.

Under the Lighthouse Project in Rajkot, each 2 BHK flat costing Rs 10 lakhs was given to only those lower income group people whole annual income is less than Rs 3 lakhs. Out of Rs 10 lakh cost, Rs 6.5 lakh is given as government subsidy, while the remaining Rs 3.5 lakh was made available to beneficiaries as low-interest home loan. Five flats were kept reserved in each building for physically handicapped people.

By providing cheap housing for the poor, Modi has sought to shut the mouths of those who have been alleging that his government does not work for the betterment of the poorer sections. Modi always tells his party leaders that ‘it is your work on the ground that matters, whatever lies others may spread about you. Such lies will have no effect’. The people on the ground know who is telling the truth, and who is lying.
