There can be no compromise on India’s digital sovereignty: Ravi Shankar Prasad

RS3Social media platforms like Google, Facebook, WhatsApp, Linked In, Telegram and others, except Twitter, on Friday agreed to abide by the Indian government’s new IT regulations. These platforms have decided to appoint chief compliance officer, nodal contact person and resident grievance officer, to look into complaints from the public and dispose them of within 15 days. Twitter, on Friday, offered to appoint an outside consultant, a lawyer working in a firm in India as its nodal contact person and grievance officer, but this was outrightly rejected by the Information Technology Ministry. There are 53 crore WhatsApp users, 41 crore Facebook users and nearly 1.75 crore Twitter users in India.

On Friday night, in my prime time show ‘Aaj Ki Baat’, I had a long interview with Law, Communications and IT Minister Ravi Shankar Prasad about the present controversy involving social media platforms. Prasad was emphatic in asserting that any foreign company, doing business inside India, will have to follow Indian laws. He pointed out that top bosses of Facebook, Twitter and Google have appeared before the US Senate and UK House of Commons in the recent past, and that if they can follow the American and British laws, they should also follow Indian laws too. There should be no scope for double standards, Prasad said.

The IT Minister also said that if these companies can share user data with others, why can’t they share data relating to criminal cases with Indian law enforcement agencies. Prasad questioned: if one agrees to the assumption that these companies are mere facilitators or intermediaries, then how can they make judgement about content posted on their platforms. How can they arrogate to themselves the right to decide which content is acceptable and which one is not? He said, If social media companies decide about content, then they will have to tell investigation agencies the basis on which they took such judgements. Prasad also spoke about the role of ‘fact checkers’ appointed by companies like Twitter in this regard. Throughout the interview, he was unequivocal in his stand and issued a stern message: “There can be no compromise on the issue of India’s sovereignty. Our laws, our Constitution shall prevail.”

Here is the full interview, translated from Hindi, with the Law, Communications and IT Minister Ravi Shankar Prasad in my show ‘Aaj Ki Baat’ on Friday night:

Question: More than 75 crore Indians use smartphones and have access to WhatsApp and Facebook. There are speculations that the government may win up WhatsApp operations in India.
Ravi Shankar Prasad: Rajat Ji, I want to tell all our countrymen, they should not have any apprehension about use of WhatsApp on their phones. Neither shall we stop them from using WhatsApp, nor shall we block their opinions. We are only focusing on a very simple issue. The government has the right to know the origin of the messages on WhatsApp that are related to crime, national security, crime against women, sexual violence, etc. WhatsApp will have the reveal the identity of the originator of such messages. There were messages relating to mob lynching and Delhi riots. Several messages during Delhi riots from across the border. WhatsApp will have to tell us who sent those messages. If WhatsApp can reveal the identity of originator in the US, UK or Canada, it can also reveal the same here, in India. We respect the Right to Privacy. After the Supreme Court judgement, I had myself addressed a press conference and welcomed the judgement. The Supreme Court had clearly said that those indulging in crime, corruption or terrorism have no right to privacy. Otherwise it will be difficult to prevent crimes.

Question: They have said the new IT rules are a dangerous invasion of privacy for WhatsApp users.
Ravi Shankar Prasad: In the new privacy policy framed by WhatsApp, there is provision for sharing data by WhatsApp with other business platforms. Then where is the right to privacy? Rajat Ji, you may remember, Facebook had shared 5 lakh data of Indian users with Cambridge Anayltica. At that time, I had demanded a CBI probe. Later, that company closed down. If terrorism is promoted, women’s honour is tarnished, if there are sexual assaults, if riots spread with the help of social media, then which is more important: Right to privacy, or security of citizens?

Question: But WhatsApp and Facebook are sister companies, what is the harm in sharing user data between them?
Ravi Shankar Prasad: Both companies may be connected with each other, but if you are writing on WhatsApp, how can they share messages sent by users with others? We are clear on the point of these four main topics. If a crime has been committed, WhatsApp may share with law enforcers the origin of the messages. Tell me, during Delhi anti-CAA protests, did not provocative messages on WhatsApp play a big role in fomenting riots? People lost their lives, properties were damaged..

Question: You are right. There were also incidents of mob lynching, which were due to provocative messages shared on WhatsApp.
Ravi Shankar Prasad: Rajat Ji, I get news from all over India. In South India, a woman was burnt to death because of message saying that she used to steal children. Were the messages true? I get appeals from a mother almost daily, complaining that obscene videos of her daughter are being circulated by her ex-boyfriend. Should I remain silent? That is the question. You spoke about Twitter. We will not compromise on the issue of India’s digital sovereignty. Can we allow Twitter to circulate map showing Ladakh as part of China? Should it take 10 days to remove that map? They blocked Donald trump’s Twitter account when the US Capitol Hill in Washington was attacked by rioters. In India, when people brandishing swords climb up the Red Fort and attack policemen in the name of farmer protests, you will call it freedom of expression? Red Fort is our national heritage, the Prime Minister addresses the nation from there. These are double standards.

Question: You used harsh words against Twitter by saying India’s image is being sought to be tarnished.
Ravi Shankar Prasad: Why not? What was Hashtag Modi about? Did the tool kit come from outside or not? Tell me. You yourself showed that news. There are 100 to 125 crore users of these platforms. You do business in India, allow people to express their opinion, we are not against it. You are free to criticize the Prime Minister, Ravi Shankar Prasad, but if you follow double standards, then you must have to follow Indian laws, our Constitution. We will not allow you to work like East India Company. People were saying, where should we complain, where are the names or phone numbers?

Question: Twitter officials have complained that the government is using intimidation tactics through Delhi Police.
Ravi Shankar Prasad: Delhi Police has already replied to that. The Congress party had raised the issue of a tool kit and now they are running away from probe. As per Indian laws, if investigation begins in a case, it is the duty of individuals or institutions to cooperate in the probe. Police did not threaten them, but only told them if they have information to share, please do so. Why shouldn’t they cooperate in the probe?

Question: Won’t they fear if police visit them in their office?
Ravi Shankar Prasad: Police had issued them summons. They did not appear and then police goes and tells them about the summons. What is wrong in that? I am saying this again, all of them, including Twitter, are welcome to do business in India but then they will have to follow Indian Constitution and laws.

Question: I fully agree that if they have to do business in India they must follow Indian laws, but on the issue under discussion, Twitter had said they had kept many fact checkers who check the veracity of facts.
Ravi Shankar Prasad: Rajatji, since you have raised this, let me complete. Twitter is a platform, it has roughly two crore users, who exchange views on that platform. If you are a platform, you also try to clip the wings of opinion and regulate them. At whose instance? Fact checkers? Rajatji, please ask your team to find out who these fact checkers and from where do they get their money. Is it necessary to hate Modi in order to become a fact checker? I am not naming anybody. Just go and check the profile of all these fact checkers. Their only aim is to find out what to do in order to criticize Modi, and among those who fund these fact checkers, many of them are openly taking part in anti-India activities. Please tell me the names of those whom they have appointed, their phone numbers, what are the benchmarks on which they have been selected. There is nothing to show before the public and yet they claim, we have done the tests. Tell me, you head the News Broadcasters Association? Your name is publicly known. Anybody having grievance can approach your association. If a complaint is found valid, you take action, if it is found invalid, you reject it.

Question: We regularly tell viewers about fake or true viral messages. If any content is posted on Twitter, we do a fact check and tell viewers which one to trust and which not to trust. Many viewers contact us to find out whether a particular news is true or fake.
Ravi Shankar Prasad: Then I can now say even Rajat Sharma has to keep fact checkers to find out whether a news is true or fake. All these happened because of the Supreme Court verdicts in 2018 and 2019, in Pranjal case and Facebook case. In the 2019 case, Supreme Court clearly said that social media companies must share the identity of the originator of message, in cases involving terrorism, sexual assault, women’s dignity, etc. In 2018, our MPs had taken a commitment from me in Parliament action will be taken over fake news, insult of women, and sexual assault of children. I had given this promise at that time.Rajya Sabha chairperson Venkaiah Naidu, at the instance of members in the House, set up an all party parliamentary committee which went through the court’s recommendations, suggestions from MPs and had a detailed discussion. Well, Rajat Ji, you keep fact checkers. If a mother appeals to me to stop circulation of obscene visuals of her daughter by her ex-boyfriend, should I say no to her? This was the major issue, for which no fresh legislation was required. These companies should have done on their own, but they had their own standards to decide whether a content was manipulated or not. How can you describe Ladakh as part of China? It was Twitter’s duty to check.

Question: The impression that is being given is that Twitter named some content posted by a BJP leader as manipulated, and that made you angry, and you want to deny them of their freedom of expression.
Ravi Shankar Prasad: I want to say it again politely that on February 25, when we brought the new IT guidelines for social media platforms, was there any tool kit controversy at that time? Did we make these guidelines only for Twitter, or for all social media platforms? You know, most of them have complied with. Indian media firms, including Koo. I was pained because of their double standards. Twitter or Facebook could have framed this on their own. Let me given one example. In 2015, Facebook founder Mark Zuckerberg brought this Free Basics platform for India. Zuckerberg is a talented man, he has done lot of good work across the world, I respect him a lot. I met him four or five times. He sought our permission to launch Free Basics. I told him, let me go through it. I came to know that once anybody joins Free Basics, they can use only a single door to join it. We said, no, India is a democracy, we believe in several doors of entry, we cannot allow our people to make entry only through a single door. I did not give Facebook the permission. Under Digital India mission, we have made inclusivity as our universally accepted standard. So that each can have its voice. I will not speak much about Twitter. Let me repeat what I said yesterday. It is a foreign for-profit company, I have no objection. But let them not give us homily about freedom of speech and expression in Indian democracy. This freedom arises from our Constitution, our great heritage and our judiciary. You are asking me questions here. I respect your freedom to question.

Question: There is talk doing the rounds that those who will speak against the government, will be gagged.
Ravi Shankar Prasad: This is baseless. This government has seen individuals like Narendra Modi, late Arun Jaitely, late Sushma Swaraj, Venkaiah Naidu, Rajnath Singh and Ravi Shankar Prasad, and in media, Rajat Sharma. Why did these people face lathis, go to jail? Because they were opposing the Emergency. They were imprisoned because they fought for freedom of media and the people. So, we are among those who under the leadership of Lok Nayak Jaya Prakash Narayan fought for freedom of people. Now when people say that their voices are being crushed, I can only smile and reply: Look at our Prime Minister. He has been facing calumnies and false allegations since the last twenty years. Some people only believe in “Hate Modi”. But if people elect us every time, what can we do? You were speaking about Twitter. When the ‘Singapore variant’ started trending, Singapore government objected, and they removed it within an hour. When the second wave of pandemic was being named as ‘Modi variant’ by some Congress leaders, what did Rahul say? Movid? What does it mean? It was Twitter’s job to stop. Use the name given by WHO. Do they need us to tell them this point? We had to issue notice, and then it was removed after 3-4 days.

Question: But Rahul Gandhi is using Twitter daily, today he said Modi is doing ‘nautanki’ over vaccine issue.
Ravi Shankar Prasad: Some people used to do politics through Twitter, nowadays they are doing politics only on Twitter. But the people defeat them during elections. Let them vent out their spleen on Twitter, but the words that are being used are unfortunate.

Question: Twitter has alleged that there were many which they were forced to block under pressure from government. Is this true?
Ravi Shankar Prasad: There is such a provision under Section 69 of Information Technology Act. This was brought during Dr Manmohan Singh’s rule. Rajat Ji, at least come to me once to have a cup of tea, I will show you some tweets and then ask, what should I do as IT Minister? Allow riots to continue? Allow people to fight in the streets? Allow the nation to face losses? Nowadays it has become a fashion to criticize editors, judges, everyone on Twitter. Politicians get abuses daily. If somebody launches a new business, competitors start criticizing it so much, that the business collapses. These people come to me and ask: whom should we approach to lodge our complaint? Let me say it again: Supreme Court had said in its Pranjal case verdict in 2018 “frame the guidelines quickly”. In the Facebook case, the court said, the originator of messages must be traced.

Question: You’re right, there are so many fake accounts on Twitter, about which nobody knows. Anybody can abuse another by opening a fake account. Will this be put to a stop now?
Ravi Shankar Prasad: I discussed this with them myself. I told them you must set up a user verification mechanism. The government is not involved in this. You verify the accounts yourselves. Put a tick mark, once an account is verified, so that others can know that this account is verified. People will also come to know who the man with big moustaches is? And those, who accounts are not verified, will get exposed. Does it need a UPSC level preparation to appoint a grievance officer, a nodal officer and a compliance officer? They are private companies, they can easily appoint. If there are complaints, dispose them of within 15 days. If you block somebody’s account, at least give that person a hearing. The government is nowhere involved in this.

Question: You’re right. Like we have the NBSA (News Broadcasting Standards Authority) for news broadcasters. All complaints go to the grievance officer, and the broadcaster has to send reply. There is an independent judge who decides the complaint on merits. The same should be the case here.
Ravi Shankar Prasad: Was there any need to bring new legislation? I feel good when people use their smart phones to send messages in this time of Corona. But if they have a complaint, should they have to go to USA? How can they have such a view about India?

Question: Throughout the world, they will have to follow the local laws.
Ravi Shankar Prasad: They support all those laws. Here after we exerted pressure, they agreed to appoint a grievance officer. You know where? In Ireland. Nobody even knows his name. The law is: bring your staff who knows the working of your system, so that he can dispose of all grievances. Whom did Twitter appoint? A lawyer. Do you call this compliance of law? You make your earnings in India, your users can criticize the government, but you must follow the Constitution of India and the laws framed under it. (ends)

फेसबुक, ट्विटर, गूगल सबको भारत की डिजिटल संप्रभुता का सम्मान करना ही पड़ेगा – रवि शंकर प्रसाद

WhatsApp Image 2021-05-29 at 4.49.59 PMभारत में इन दिनों लोगों के मन में इस बात को लेकर फिक्र है कि कहीं व्हॉट्सएप, फेसबुक और ट्विटर जैसे सोशल मीडिया प्लेटफॉर्म बन्द तो नहीं हो जाएंगे? व्हाट्सएप के 53 करोड़ यूजर्स को लगता है कि कहीं ये ग़ायब तो नहीं हो जाएगा? फेसबुक यूज करने वाले 41 करोड़ लोग सोच रहे हैं कि नई गाइडलाइन्स की वजह से ये भारत में बंद तो नहीं हो जाएगा? भारत में ट्विटर का इस्तेमाल सिर्फ पौने दो करोड लोग करते हैं, उन्हें डर है कि ट्विटर की सरकार के साथ तकरार चल रही है, इसके कारण कहीं ट्विटर का बोरिया बिस्तर गोल तो नहीं हो जाएगा ? असल में तीन महीने पहले व्हाट्सएप, फेसबुक, ट्विटर और सोशल मीडिया के बाकी सारे प्लेटफॉर्म्स को, जिनमें गूगल भी शामिल है, गाइडलाइल्स जारी की गई थी । 25 मई तक सारी सोशल मीडिया कंपनियों को अपने यहां ऐसे नोडल ऑफीसर्स अप्वाइंट करने थे., जिनके पास लोग शिकायत कर सकें, उन्हें ऐसे लोग नियुक्त करने थे जो जवाबदेह हों । इन सभी को चीफ कॉम्पलायंस अफसर, नोडल कॉन्टेक्ट पर्सन और रेजीडेंट ग्रिवांस अफसर नियुक्त करने हैं । ये सभी अफसर जनता से शिकायत मिलने पर 15 दिन में उसका निवारण करने के लिए बाध्य होंगे । पब्लिक की शिकायतों के लिए सैल्फ रेगुलेशन भी लागू करना था । शुक्रवार को गूगल, व्हॉट्सएप और फेसबुक इस बात पर तैयार हो गए कि वे नए IT Regulations का पालन करेगं, लेकिन ट्विटर ने कहा कि वह एक वकील को बाहरी कंसलटेंट के तौर पर नियुक्त करेगा, लेकिन सरकार ने इसे सिरे से खारिज कर दिया। अब तक Linked in, Telegram, Google, WhatsApp और Facebook ने IT मंत्रालय को अपने chief compliance officer, nodal contact person और grievance officer के नाम भेज दिये हैं। अभी Twitter अपने कड़े रुख पर कायम है और उसने सरकार पर आरोप लगाया कि वह बोलने की आज़ादी को छीनने की कोशिश कर रही है। हमने शुक्रवार को आज की बात शो में IT और संचार मंत्री रवि शंकर प्रसाद से बातचीत की। रवि शंकर प्रसाद ने दो-टूक शब्दों में कहा कि ट्विचर इधर उधर की बात न करे, भारतीय कानून का पालन करे। उन्होने साफ कहा कि भारत की डिजिटल संप्रभुता पर कोई समझौता नहीं होगा.
रवि शंकर प्रसाद ने कहा, अगर कोई विदेशी कंपनी हमारे देश में कारोबार करेगी, पैसा कमाएगी, तो उसे भारत का कानून मानना होगा। उन्होने सवाल किया कि क्या ट्विटर ,फेसबुक या गूगल के अफसर बुलाने पर अमेरिका की सीनेट के सामने पेश नहीं होते ? क्या ये कंपनियां हाउस ऑफ कॉमन्स के सामने अपने प्रतिनिधि नहीं भेजती? जिन देशों में कारोबार करती हैं, उनके कानून मानती हैं, तो फिर भारत के कानून मानने में क्यों आनाकानी? ये दोहरा मापदंड क्यों ? रवि शंकर प्रसाद ने ये भी सवाल किया कि जब फेसबुक और व्हाटसएप जैसी कंपनियां यूजर्स का डाटा एक दूसरे के साथ शेयर कर सकती हैं, तो फिर आपराधिक मामलों की जांच के लिए, क्रीमिनल केसेज़ के लिेए डेटा सरकारी एजेंसियों के साथ शेयर क्यों नहीं कर सकती? और सबसे बड़ी बात ये कि अगर सोशल मीडिया कंपनियां खुद को फैसिलिटेटर मानती हैं, अगर ये इंटरमीडियरी प्लेटफॉर्म हैं, तो फिर इन्हें कन्टेंट् के साथ छेड़छाड़ करने का हक कैसे हो सकता है? कौन सही है, कौन गलत इसका फैसला करने का हक इन्हें कैसे हो सकता है ?

रवि शंकर प्रसाद ने ये भी कहा कि इन प्लेटफॉर्मस पर अगर कोई गलत बात लिखता है, कोई भड़काऊ मैटेरियल पोस्ट करता है, तो कंपनियों के खिलाफ मुकदमा नहीं होता, उन्हें पार्टी नहीं बनाया जाता, लेकिन अगर कंपनी सही या गलत का खुद फैसला करती है , खुद ही पार्टी बनती है, तो फिर उसे जांच एजेसियों को बताना पड़ेगा कि उसने किस आधार पर फैसला किया । न तो इसमें कुछ गलत है और न ही इसमें अभिव्यक्ति की आजादी कहां छिनती है ।
ट्विटर ने जिस तरह के तर्क दिए, जिस तरह से भारत सरकार की गाइडलाइन्स को हल्के में लिया है, उसे ठीक नहीं माना जाना चाहिए और मुझे खुशी है कि रविशंकर प्रसाद ने जिस सख्त लहजे में ट्विटर को मैसेज दिया है, वह जरूरी भी था क्योंकि भारत सरकार द्वारा बनाए गए कानून की अनदेखी की इजाजत किसी को नहीं दी जा सकती । इस देश की संप्रभुता, इस देश का संविधान, इस देश का कानून सबसे ऊपर है।

पेश है, ‘आज की बात’ में IT, संचार और कानून मंत्री रवि शंकर प्रसाद से मेरी बातचीत –

सवाल – हमारे देश में 76 करोड़ से ज्यादा स्मार्ट फोन इस्तेमाल करने वाले लोग हैं, फेसबुक और व्हाट्सएप लोगों की रोजमर्रा की जिंदगी में शामिल है, अब लोगों को लग रहा कि आपकी सरकार व्हाट्सएप को बंद करा देगी?

रवि शंकर प्रसाद – रजत जी, मैं आपके माध्यम से देश के लोगों को बता देता हूं, व्हाट्सएप का सामान्य उपयोग करने वाले लोगों को कोई परेशानी नहीं होगी, उनका न कोई काम रुकेगा, न उनके विचारों को रोका जाएगा । हम व्हाट्सएप से क्या कह रहे हैं, बहुत छोटी सी बात कह रहे हैं। ऐसा एक मैसज जो लोगों में सर्कुलेट होता है, जिसके कारण जो अपराध होता है, जो देश की सुरक्षा के संबंध में है, या किसी महिला के सम्मान को ठेस पहुंच रहा है, रेप जैसी चीजों को, और बच्चों को साथ यौन हिंसा को बढावा दे रहा है, ऐसी हिंसा के खिलाफ, ये खुराफात किसने शुरू की, ये आपको बताना पड़ेगा । मैसेज नही खोलना है क्योकि वो तो पहले ही लोगों के बीच में है। मॉब लिंचिंग के मैसेज, दिल्ली में दंगे हुए तो लोग बताते है कि कितने मैसेज तो सरहद के पार से यहां के बता कर फैलाए गए, और अगर बाहर से कोई मैसेज आता है तो भारत में ये खुराफात किसने की ये आपको बताना पड़ेगा । ये आप अमेरिका, इंग्लैंड में बताते हैं, कनाडा के कहने पर बताते हैं और यहां आप निजता की बात करते हैं। हम राइट टू प्राइवेसी का पूरा सम्मान करते हैं, सुप्रीम कोर्ट के फैसले के बाद मैंने खुद सरकार की तरफ से पीसी की थी, हम जजमेंट का सम्मान करते हैं, लेकिन सुप्रीम कोर्ट के फैसले में लिखा है आतंकवादी को, किसी भ्रष्ट को, किसी अपराधी को निजता का अधिकार नहीं है, वरना तो अपराध पर नियंत्रण हो ही नहीं पाएगा ।

सवाल- उनका तो ये कहना है कि व्हाट्सएप के जो नए रूल्स संविधान के ख़िलाफ़ हैं…प्राइवेसी के लिए खतरा हैं…DANGEROUS INVASION OF PRIVACY… ये कहा उन्होंने…

रवि शंकर प्रसाद- व्हाट्सएप ने जो नई प्राइवेसी पॉलिसी घोषित की है, उसमें इस बात का प्रावधान है कि हम लोगों के डेटा को व्हाट्सएप और अन्य बिजनेस प्लेटफॉर्म से शेयर करेंगे, उस समय आपकी प्राइवेसी पॉलिसी कहां चली जाती है । रजत जी, आपको याद होगा जब फेसबुक ने कैम्ब्रिज एनालिटिका को 5 लाख डेटा दे दिया था भारत का, उस वक्त मैंने ही सीबीआई जांच के लिए कहा था, बाद में वो कंपनी ही बंद हो गई थी, क्या कोई ऐसी खुराफात कर रहा है जिससे आतंकवाद आगे बढ़ रहा है, महिला की इज्जत पर बात आ रही है, रेप दिखाया जा रहा है, दंगे बढ़ाए जा रहे हैं, उस वक्त निजता होगी या लोगों की सुरक्षा।

सवाल- लेकिन व्हाट्सएप और फेसबुक आपस में जुड़ी हुई कंपनियां हैं, उनके डेटा शेयर करने से क्या नुकसान हो जाएगा?

रविशंकर प्रसाद – दोनों जुड़ी हुई कंपनियां भले हो, लेकिन आप तो व्हाट्सएप कर रहे हैं ना? व्हाट्सएप अलग है जिस पर आप मैसेज करते हैं वो आप किसी दूसरे को कैसे दे सकते हैं ? तब तो कई आपकी सिस्टर कंपनियां होंगी। हमारा साफ कहना है इन चार चीजों को ले कर जो लोगों के बीच है, अगर उसमें कोई अपराध होता है तो उस अपराध को लेकर आपको उसका ओरिजिन बताना होगा । रजत जी, आप मुझे ये बताएं कि दिल्ली में जो सीएए के वक्त दंगे हुए थे, उनमें व्हाट्सएप के भडकाऊ संदेशों का रोल था या नहीं? लोग मारे गए, चीजों का नुकसान हुआ…

सवाल- आपकी बात सही है बहुत जगहों पर मॉब लिंचिंग की घटना हुई, व्हाट्सएप से जो मैसेज फैले उसकी वजह से हुए., आपकी ये बात ठीक है.

रवि शंकर प्रसाद- रजत जी, मेरे पास तो सारी खबरें आती हैं । दक्षिण भारत में एक महिला को जला कर मार दिया गया, क्योंकि व्हाट्सएप पर एक मैसेज वायरल हो गया था कि वो बच्चा चोरी करने वाली है । क्या ये सच्चाई है? अब आप बताएं एक मां जो मेरे पास रोज कहती है की मेरी बेटी का एक्स ब्वॉयफ्रेंड उसकी गलत फोटो को लोगों तक पहुंचा रहा है तो क्या मुझे खामोश रहना चाहिए? ये बड़े सवाल हैं । आपने ट्विटर की बात की, भारत की डिजिटल संप्रभुता पर हम समझौता नहीं करेंगे । ट्विटर लद्दाख को चीन का हिस्सा बता कर मैप चला देगा? 10 दिन लगाएंगे उसको हटाने में ? वाशिंगटन में कैपिटल हिल पर हमला होने पर ट्रंप का एकाउंट बंद कर देते हैं । भारत में लोग जब किसान आंदोलन पर तलवार लहराते हुए चढ़ जाएंगे लाल किले पर और पुलिस पर हमला करेंगे तो कहेंगे अभिव्यक्ति की स्वतंत्रता हैं ? लाल किला भी हमारा गौरव है, प्रधानमंत्री जी वहां झंडा फहराते हैं, ये है दौहरे मापदंड ।

सवाल- लेकिन ट्विटर को लेकर आपने बहुत सख्त भाषा का प्रयोग किया है। आपने कहा कि भारत को बदनाम करने की कोशिश की गई।

रवि शंकर प्रसाद – तो और क्या किया गया? ये हैशटैग मोदी क्या था? उसमें बाहर से टूलकिट आया था या नहीं? आप मुझे बताएं । आपने खुद दिखाई थी खबर, लगभग सौ, सवा सौ करोड़ इन सब प्लेटफार्म के यूजर हैं भारत में। आप भारत में व्यापार करें, लोगों को बोलने का अधिकार दें, हम उसके ख़िलाफ़ नही हैं । भारत के प्रधानमंत्री की, रवि शंकर प्रसाद की, सबकी आलोचना कर सकते हैं, लेकिन अगर आप भारत के संबंध में दोहरे मापदंड लगाएंगे तो नहीं चलेगा। आपको भारत का कानून मानना पड़ेगा। भारत का संविधान मानना पड़ेगा । ईस्ट इंडिया कंपनी की तरह नही चलेगा। लोग कहते थे, कहां शिकायत करे? न कोई नाम है, न नम्बर है।

सवाल – ट्विटर के लोग कह रहे हैं कि सरकार उनको पुलिस के जरिए डराने-धमकाने की कोशिश कर रही है.

रविशंकर प्रसाद – दिल्ली पुलिस इसका जवाब दे चुकी है। कांग्रेस पार्टी ने एक शिकायत की टूलकिट के ख़िलाफ़। अब वो इससे भाग रहे हैं, उसकी जांच चल रही है । भारत के कानून के अनुसार अगर किसी चीज में जांच चल रही है तो किसी भी संस्था या व्यक्ति का काम है उसमें सहयोग करें । तो पुलिस ने उनको धमकाया नहीं बल्कि जा कर पूछा कि अगर आपके पास कुछ है इस बारे में, तो आकर बताएं। जांच में सहयोग क्यों नही करेंगे?

सवाल – अगर ऑफिस में पुलिस आएगी तो क्या डरेंगे नहीं?

रविशंकर प्रसाद – पुलिस ने आपको समन दिया । आप पेश नहीं होते हैं तो पुलिस आपको समन के बारे में बताती है तो इसमें क्या गलत है ? मैं फिर कहता हूं, ट्विटर सहित सारे लोग, भारत में व्यापार करें, स्वागत है, लेकिन भारत का संविधान और कानून मानना पड़ेगा.

सवाल- मैं आपसे पूरी तरह सहमत हूं, भारत में अगर काम करेंगे तो संविधान मानना पड़ेगा. कानून मानना पड़ेगा, बात सही है आपकी, लेकिन ट्विटर ने कहा कि उन्होंने बहुत सारे फैक्ट चेकर रखे हुए हैं, वो फैक्ट्स की जांच करते हैं…

रविशंकर प्रसाद – अब देखिए रजत जी, आप ने बात शुरू की है तो मुझे बोल लेने दीजिए. ट्विटर एक प्लेटफ़ॉर्म है न ? लगभग 2 करोड़ इसके यूजर्स हैं और जनता के विचारों का आदान-प्रदान करते हैं, तो आप प्लेटफ़ॉर्म हैं तो आप विचारों के पर भी काटते हैं, उनको रेगुलेट भी करते हैं, किसके कहने पर? फैक्ट चेकर? जरा एक बार रजत जी आप अपनी टीम से जांच करा लीजिए कि इनके फैक्ट चेकर कौन-कौन हैं और इनको पैसे कहां से आते हैं? क्या फैक्ट चेकर बनने के लिए मोदी जी से घृणा करने वाला होना जरूरी है क्या? अब मैं किसी का नाम नहीं लूंगा, लेकिन इनके बहुत सारे फैक्ट चेकर्स की प्रोफाइल को जाकर जांचिए. उनका एक मात्र यही मकसद है कि हमें मोदी जी की आलोचना के लिए क्या करना है, और इनको जो फंड करने वाले हैं, उनमें कितने तो भारत विरोधी गतिविधियों में खुलेआम शामिल हैं। तो आप ये मुझे बताइए कि आप किसको नियुक्त करते हैं? उमका नाम क्या है? उनका फोन नंबर क्या है? उनको नियुक्त करने के उनके मानक क्या हैं? कुछ नहीं है पब्लिक में और कह देंगे हमने टेस्ट करा लिया । आप मुझे बताइए आप भी तो ब्राडकास्टर एसोसियएशन के अध्यक्ष हैं? आपका नाम पब्लिकली नोन है न? किसी को कोई शिकायत होती है तो आपके पास आता है न? अच्छी बात है, कोई सही हुआ तो आप कार्यवाही करते हैं कोई गलत हुआ तो आप उसको रिजेक्ट करते है।

सवाल – सही है, बल्कि हम तो लोगों को बताते हैं कि जो ये वायरल मैसेजेज होते हैं, या ट्विटर पर कोई गलत चीज़ होती है उसका फैक्ट चेक करके बताते हैं कि ये गलत है इस पर भरोसा करो, इस पर भरोसा मत करो. बहुत सारे लोग रोज़ पूछते हैं कि बता दीजिये कि ये सही हैं या गलत.

रविशंकर प्रसाद – तो मैं फिर पूछूंगा कि रजत शर्मा जी को भी सोशल मीडिया के लिए फैक्ट चेकर रखना पड़ता है कि ये फेक न्यूज है या सही न्यूज है । ये सब उसी के लिए हुआ है और सुप्रीम कोर्ट ने ये फैसले दिए हैं, 2018 में और 2019 में. एक प्रांजल में, दूसरा फेसबुक का केस है जिसमें 2019 में सुप्रीम कोर्ट ने साफ़ कहा कि आतंकवाद, महिला की गरिमा इत्यादि के मामले में ओरिजन आफ मैसेज बताना चाहिए जिनसे हिंसा या अपराध हो रहा है ये सुप्रीम कोर्ट का फैसला है । संसद में 2018 में सांसदों ने मुझसे कमिटमेंट लिया था कि फेक न्यूज, महिलाओं के अपमान, बच्चों की यौन हिंसा, इस पर कार्रवाई होगी. इस पर मैंने आश्वासन दिया था. वेंकैया नायडू जी ने राज्य सभा के लोगों के आग्रह पर एक ऑल पार्टी पार्लियामेंट्री कमेटी बनाई थी, तो कोर्ट की अनुशंसा, संसद की अनुशंसा, व्यापक चर्चा…सब कुछ हुआ। मैं आपसे फिर एक सवाल करता हूं रजत जी, आप तो फैक्ट चेकर रखते हैं, अगर एक माँ पीड़ित होकर देश के आईटी मंत्री से कहती है कि मेरी यंग बिटिया का एक्स ब्वॉयफ्रेंड उसकी सारी तस्वीरों को वायरल कर रहा है कुछ करिए. तो मैं क्या कहूँ कि कुछ नहीं कर सकता? ये है बड़ा सवाल, तो इसके लिए हमें कानून लाने की जरुरत नहीं थी । इनको स्वयं ये करना चाहिए था, तो उन्होंने अपना एक मानक बना रखा है मैनिपुलेटेड कौन है, कौन नहीं है । लद्दाख को अगर आप चीन का अंग बताएंगे तो कैसे चलेगा। ट्विटर का काम था कि उसकी तहकीकात करता ।

सवाल – इम्प्रेशन ये है कि क्योंकि उन्होंने बीजेपी के लीडर्स को मैनिपुलेटेड कह दिया, उनके अकाउंट को मैनिपुलेटेड करार दे दिया, इसलिए आप इतने नाराज़ हो गए और उनकी जो अभिव्यक्ति की आज़ादी है उसको छीनना चाहते हैं ?

रविशंकर प्रसाद – मैं फिर बहुत विनम्रता से आपसे कहूंगा कि 25 फरवरी को जब हम गाइडलाइन्स लाए तो क्या कोई टूलकिट था क्या? कोई विषय था क्या? क्या हमने खाली ट्विटर पर ये कानून लगाया है या सब सोशल मीडिया पर लगाया है ? और आप जानते हैं सब कम्प्लाई कर चुके हैं, भारतीय भी कम्प्लाई कर चुके हैं, कू भी कम्प्लाई कर चुके हैं. फिर मैं कहता हूं, मुझे दोहरे मानकों से बहुत ही पीड़ा हुई है । ये तो ट्विटर का, फेसबुक का, स्वयं का काम था । आज मैं आपको एक और उदाहरण दूं कि ये हमारे जो मार्क जुकरबर्ग हैं इन्होंने 2015 में लाया था, फ्री बेसिक, मैं उनका बहुत सम्मान करता हूं, बहुत अच्छा काम किया है उन्होंने दुनिया में, टैलेंटेड व्यक्ति हैं । मैं 4-5 बार मिल चुका हूं तो उन्होंने कहा कि मैं इसे अनुमति दे दूं, मैंने कहा देखूँगा। मैंने मालूम किया, रजत जी, तो फ्री बेसिक होने के लिए उनके दरवाजे से घुसना जरुरी है, हमने कहा, नहीं, भारत लोकतंत्र है, भारत कई दरवाजों में विश्वास करता है, हम एक दरवाजे से ही सबको घुसने की इजाजत नहीं देंगे और मैंने उनको परमिट नहीं किया । डिजिटल इंडिया के अंतर्गत, रजत जी, हमने समावेशी डिजिटल भारत का आग्रह किया है तो ये हमने एक सर्वमान्य मानक बनाया है। सभी को एक स्वर से देखने के लिए। मैं ज्यादा ट्विटर का नाम नहीं लूंगा। देखिये आपने बात की तो फिर एक बात मैं कहना चाहता हूं और बहुत विनम्रता से कहना चाहता हूं, जो मैंने कल कहा था एक विदेश की कंपनी जो एक प्रॉफिट प्राइवेट कंपनी है मुझे इसपर आपत्ति नहीं है, वो हमें, भारत के लोकतंत्र को बोलने की आज़ादी की नसीहत कृपा कर के नहीं दें, ये भारत के संविधान से आता है, भारत की परंपरा , संविधान से आता है, भारत की न्यायपालिका है… आप हमसे सवाल कर रहे हैं कि नहीं कर रहे हैं. आपकी इस आज़ादी का हम सम्मान करते हैं ।

सवाल – लोगों में बात जा रही है कि जो सरकार का विरोध करेगा, उसका मुंह बंद कर दिया जाएगा…

रविशंकर प्रसाद- ये बिल्कुल बेबुनियाद है । इस सरकार में नरेंद्र मोदी हैं, स्वर्गीय अरुण जेटली, स्वर्गीय सुषमा स्वराज जैसे लोग रहे हैं , वेंकैया नायडू, राजनाथ सिंह, रवि शंकर जैसे लोग हैं और मीडिया में रजत शर्मा ।ये वो लोग हैं जिन्होंने इमरजेंसी का विरोध किया था, लाठियां खाई थी, जेल गए थे, किसके लिए? मीडिया की आजादी के लिए, लोगों की आजादी के लिए गए थे, तो हम लोग लोकनायक जयप्रकाश के नेतृत्व में लोगों की आजादी के लिए लड़ने वाले लोग हैं, तो अब जहां कहा जा रहा है कि उनकी बातों को कुचला जा रहा है तो मैं बस हंस कर एक ही बात कहूंगा कि हमारे प्रधानमंत्री पर तो पिछले 20 साल से कितने प्रायोजित आरोप लगाए गए, दुनिया भर से लगाए गए क्योंकि कुछ लोगों का एक ही काम है “हेट मोदी”, तो ठीक है जनता हमे बार-बार जिता देती है तो हम क्या करें ? आपने बात की ट्विटर की। सिंगापुर वेरिएंट का नाम ट्विटर पर आया, उन्होंने विरोध किया, आपने 1 घंटे में हटा दिया। ये मोदी वेरिएंट कोरोना की दूसरी लहर को बताया गया, आप उसको वायरल कर रहे थे, कांग्रेस के नेता कर रहे थे, आज क्या कहा राहुल गांधी ने, मोविड.. क्या मतलब है इसका ? इसे रोकना ट्विटर का काम है। WHO ने इसका जो नाम दिया है उसका उपयोग करे। तो क्या हमें ये बताने की जरुरुत है? हमें नोटिस निकालना पड़ा उसके बाद भी उनको 3-4 दिन लगे उसे ठीक करने में । ये सवाल आज उठाएंगे…

सवाल – लेकिन राहुल गांधी तो रोज ट्विटर का ही इस्तेमाल कर रहे हैं, आज भी उन्होने कहा मोदी जी नौटंकी कर रहे हैं वैक्सीन को लेकर…

रविशंकर – कुछ लोग ट्विटर से राजनीति करते हैं और आज वही लोग ट्विटर पर राजनीति कर रहे हैं ।जनता उनको बार-बार हरा देती है तो उन्हे अपनी खीज निकालने दीजिए, लेकिन आज जैसे शब्दों का प्रयोग उन्होंने किया बहुत दुर्भाग्यपूर्ण है..

सवाल – लेकिन ट्विटर ने एक बात कही है कि बहुत सारे ऐसे अकाउंट है जिन्हे आपने दबाव डाल कर ब्लॉक करवाया था.. क्या ये सही है?

रविशंकर प्रसाद – आईटी एक्ट 69 में इसका प्रावधान है, और ये मनमोहन सिंह की सरकार के वक्त ही लाया गया था.. रजत जी, एक बार आप मेरे साथ चाय पीने आइये, मैं आपको ऐसे ट्वीट दिखा दूंगा और फिर आप ही मुझे बताना कि देश के IT मंत्री के रुप में मुझे क्या करना चाहिए? दंगे भड़कने दें? लोगों के बीच झगड़े होने दें? देश के लिए गलत होने दें? आजकल लोगों का काम हो गया है ट्विटर पर संपादकों की आलोचना, सब की आलोचना करना, जजों की आलोचना, नेता तो रोज ही गाली खाते हैं, कोई नया बिजनेस शुरु करता है तो उसके प्रतिद्वंद्वी उसकी इतनी आलोचना करते हैं कि वो पहले ही बैठ जाता है। वो शिकायत करते हैं कि हम जाएं तो जाएं कहां । मैं फिर कह रहा हूं, सुप्रीम कोर्ट ने 2018 प्रांजल केस में कहा था – frame the guidelines quickly… फेसबुक केस में कहा origin को ट्रेस करने की खुराफात किसने शुरू की, बताएं.. तो पूरी चर्चा की गई।

सवाल- आप सही कह रहे हैं.. बहुत सारे फेक अकाउंट होते हैं जिसके बारे में कोई नहीं जानता, कोई भी फेक अकाउंट बना कर किसी को भी गाली दे सकता है, क्या अब इस पर रोक लगेगी?

रविशंकर प्रसाद- मैने खुद इस पर चर्चा की है । हमने कहा है कि आप को यूजर के वेरिफिकेशन का तंत्र खड़ा करना पडेगा, सरकार नही हैं इसमें, वो चाहे तो उसे वेरीफाई करवा सकते हैं । जिनका अकाउंट वेरीफाई हो गया उसे टिक कर दें जिससे सब समझ सकेंगे कि इनका अकाउंट वेरीफाईड है । लोगों को भी समझ आएगा कि जो बड़ी बड़ी मूंछें लगा कर बाते करते है वो सज्जन कौन हैं ? और जिन्होंने नहीं करवाया उनका अलग ही पता चल जाएगा । एक ग्रिवान्स अफसर, एक कंप्लायंस ऑफसर, और एक नोडल अफसर, इनको रखने के लिए कोई यूपीएससी जैसी तैयारी करनी पड़ती है क्या। आप प्राइवेट कंपनियां हैं, आराम से रख सकते हैं, हमने कहा शिकायत हो, आप 15 दिन में उसका निपटारा कर दें, आप अकाउंट ब्लाक करते हैं तो उसकी सुनवाई कर लीजिए, इसमें सरकार कहीं नहीं है।

सवाल – आपकी बात सही है । जैसे न्यूज ब्रॉडकास्टर्स के लिए NBSA बनी है । कोई भी शिकायत होती है वो ग्रिवान्स अफसर के पास जाती है जिसके लिए हमे जवाब देना ही होता है, एक इंडिपेंडेंट जज फ़ैसला करते हैं, उसी तरह से यहां भी होना चाहिए.

रवि शंकर प्रसाद- इसके लिए हमे कानून लाने की जरुरत थी क्या ? मुझे अच्छा लगता है गांव-गांव में लोग फोन इस्तेमाल करते है, आज कोरोना में हम करोड़ो मैसेज भेजते हैं, मुझे अच्छा लगता है, लेकिन उन्हे शिकायत हो तो वो अमेरिका जाएं? भारत को आप क्या समझते हैं?

सवाल- ये तो पूरी दुनिया में है और बाकी देशों के कानूनो का तो ये पालन करते हैं..

रवि शंकर प्रसाद- वो सब का समर्थन करते है, अभी बहुत दबाव पड़ा तो यहाँ भी उन्होने एक ग्रीवान्स ऑफिसर बनाया, पता है कहां बनाया? आयरलैंड में. जिसके नाम तक का नही पता है , आपने खुद बता दिया । कानून ये है कि आप अपने किसी स्टाफ को लाए जिसे आपके सिस्टम का पता हो, कि उसे शिकायत का समाधान करना है । ट्वीटर ने किसको बना दिया? एक वकील को , ये कानून का पालन है क्या? आप भारत में खूब पैसा कमाएं , आपके यूजर सरकार की खूब आलोचना करें, उसका सम्मान है, लेकिन भारत का संविधान मानना पड़ेगा और कानून मानना पड़ेगा।

जनता को बुनियादी स्वास्थ्य सुविधाओं के लिए कब तक इंतजार करना होगा?

HPआज मैं सार्वजनिक स्वास्थ्य से संबंधित दो प्रमुख मुद्दों के बारे में बात करना चाहूंगा। पहला मुद्दा अस्पतालों में इस्तेमाल किए हुए दस्तानों, मास्क और सीरिंज की रिसाइक्लिंग से जुड़ा हुआ है, और दूसरा हमारी खस्ताहाल ग्रामीण स्वास्थ्य सुविधाओं से संबंधित है। इन मुद्दों पर एक ऐसे समय में ध्यान देने की जरूरत है जब भारत को महामारी की उस कथित तीसरी लहर का सामना करने के लिए तैयार होना है, जो हमें निगलने के लिए तैयार बैठी है।

महामारी की दूसरी लहर अब ढलान पर है। गुरुवार को कोरोना का नए मामले घटकर 1.86 लाख पर पहुंच गए और सक्रिय मामलों की संख्या गिरकर 23.4 लाख हो गई। गुरुवार को 2.59 लाख से ज्यादा कोविड मरीजों को पूरी तरह से ठीक होने के बाद छुट्टी दे दी गई। ऐसे में अब रिकवरी रेट बढ़कर 90.34 फीसदी पर पहुंच गया है, जो कि संतोषजनक है।

ऐसे समय में जब देश भर के शहरों में अधिकांश लोग राज्य सरकारों द्वारा लागू लॉकडाउन के चलते घरों के अंदर हैं और कोविड के दिशानिर्देशों का सख्ती से पालन कर रहे हैं, कुछ ऐसे धोखेबाज हैं जो पब्लिक हेल्थ के साथ खिलवाड़ कर रहे हैं और मेडिकल कचरे को रिसाइकिल करके उन्हें मार्केट में दोबारा बेच रहे हैं। दिल्ली पुलिस ने गुरुवार को 850 किलोग्राम ग्लव्स के बड़े स्टॉक के साथ 3 लोगों को गिरफ्तार किया। इन ग्लव्स को अस्पतालों में इस्तेमाल करने के बाद कूड़े में फेंक दिया जाता था, और आरोपी इन्हें वहां से इकट्ठा कर धोते-पोंछते थे और पश्चिमी दिल्ली की मार्केट में दोबारा बेच देते थे। ग्लव्स का यह स्टॉक डाबरी और बिंदापुर में 2 फ्लैटों से जब्त किया गया था। मुखबिर से मिली सूचना के आधार पर पुलिस ने इन फ्लैट्स पर छापेमारी की थी।

ग्लव्स, मास्क, सीरिंज और कोविड टेस्ट किट इस महामारी का मुकाबला करने के लिए सबसे बड़े हथियार हैं। दिल्ली पुलिस ने जिन रिसाइकिल किए हुए ग्लव्स को जब्त किया, हो सकता है उन्हें डॉक्टरों ने सर्जरी के दौरान इस्तेमाल किया हो। यह भी हो सकता है कि उन्हें कोरोना के मरीजों ने पहना हो या स्वास्थ्य कर्मचारियों ने कोरोना संक्रमित मरीजों की देखभाल के दौरान इस्तेमाल किया हो। इन ग्लव्स को मेडिकल कचरे के रूप में फेंक दिया गया था, लेकिन बेईमान लोगों ने इनको रिसाइकिल करके पैसे बनाने की सोची। साफ है कि वे जनता के स्वास्थ्य के साथ खतरनाक खेल खेल रहे हैं।

कुछ हफ़्ते पहले हमने ‘आज की बात’ में दिखाया था कि कैसे मुंबई के पास उल्हासनगर की एक झुग्गी बस्ती में महिलाएं और बच्चे हाथों से गंदगी के बीच कोविड टेस्टिंग किट में इस्तेमाल होने वाली कॉटन स्ट्रिंग्स को गंदगी के बीच बना रहे थे। वहां हाइजीन का जरा भी ख्याल नहीं रखा जा रहा था। स्थानीय प्रशासन ने छापेमारी की और पूरे स्टॉक को जब्त कर लिया। इसके अलावा प्रशासन ने इन किट्स को खरीदने वाले संभावित डायग्नोस्टिक सेंटर्स की भी जांच की।

पुलिस द्वारा गुरुवार को जब्त किए गए रिसाइकिल्ड ग्लव्स दिल्ली के अस्पतालों से निकले मेडिकल कचरे से इकट्ठा किए गए थे। रिसाइकिल किए हुए ऐसे ग्लव्स की संख्या लाखों में थी। जरा सोचिए कि रिसाइकिल किए हुए इन ग्लव्स को खरीदने और पहनने वाले लोगों की जान से यह कितना बड़ा खिलवाड़ है। इन ग्लव्स को व्यापारियों से खरीदकर सस्ते दामों पर बेचने वाले बेईमान दुकानदारों के खिलाफ भी कड़ी कार्रवाई की जरूरत है। ऐसे लोगों को प्रशासन द्वारा गिरफ्तार कर उनके खिलाफ कड़े से कड़े कानून का इस्तेमाल किया जाना चाहिए। ऐसे लोगों को वायरस बेचने की, इन्फेक्शन बेचने की इजाजत नहीं दी जा सकती।

और अब दूसरे मुद्दे पर आते हैं: हमारी खस्ताहाल ग्रामीण स्वास्थ्य सुविधाएं। गुरुवार की रात ‘आज की बात’ में हमने एक अस्पताल की टपकती छत और उखड़ते प्लास्टर की कुछ तस्वीरें दिखाई थीं। मॉनसून की बारिश के दौरान डॉक्टर और नर्स छाता लगाकर अपनी कुर्सियों पर बैठते हैं, और मरीज भी पानी की बौछारों से से बचने के लिए छतरियों का इस्तेमाल करते हैं।

बिहार के समस्तीपुर जिले के ताजपुर में स्थित इस अस्पताल का नाम जननायक कर्पूरी ठाकुर रेफरल हॉस्पिटल है। हमारी रिपोर्टर गोनिका अरोड़ा इस समय बिहार के दौरे पर हैं और उन्होंने हमें उस जर्जर इमारत के वीडियो भेजे जिसमें यह अस्पताल चल रहा है। जब जिले के दूसरे अस्पतालों में मरीज का इलाज न हो पा रहा हो, हालत खराब हो, तो उसे बेहतर इलाज के लिए जिस बड़े हॉस्पिटल में रेफर किया जाता है उसे रेफरल हॉस्पिटल कहते हैं। लेकिन इस हॉस्पिटल को खुद इलाज की जरूरत है। हमारी रिपोर्टर ने देखा कि ज्यादातर खंभे और छज्जे बस किसी तरह लोहे के सरियों की वजह से टिके हैं और किसी भी वक्त गिर सकते हैं। फिर भी यह राज्य के स्वास्थ्य विभाग के रिकॉर्ड में एक ऑपरेशनल अस्पताल है।

जब हमारी रिपोर्टर ने वरिष्ठ स्वास्थ्य अधिकारियों से इस अस्पताल की हालत के बारे में बात की, तो उन्होंने ‘मामले को देखने’ का वादा किया। राज्य के स्वास्थ्य विभाग के वरिष्ठ पदों को सुशोभित करने वाले इन अधिकारियों की जिम्मेदारी यह सुनिश्चित करना है कि अस्पताल ठीक से काम कर रहे हैं। उनको तनख्वाह इस बात की मिलती है कि वे अस्पतालों का ध्यान रखें, लेकिन उन्होंने अजीब तरह का अड़ियल रवैया दिखाया।

यह ऐसा एकलौता मामला नहीं है। बिहार के दरभंगा, मधुबनी समेत अन्य जिलों में भी अस्पतालों का यही हाल है। स्वास्थ्य केंद्रों में, जहां इंसानों का इलाज होने की उम्मीद की जाती है, वहां खंभों से जानवर बंधे मिलते हैं। अस्पतालों में जहां डॉक्टर को बैठना चाहिए, वहां भैंस बैठी मिलती है।

समस्तीपुर के हॉस्पिटल में डॉक्टर मौजूद हैं, तो वहां हालात ऐसे हैं जैसे लगता है कि मरीजों की मौत का इंतजाम कर दिया गया है। बिल्डिंग की हालत खस्ता है और यह खंडहर से कम नहीं है। छत कभी भी गिर सकती है और जगह-जगह पानी बहता है। चारों तरफ गंदगी का अंबार है और मरीज डर-सहमे रनजर आते हैं। इस अस्पताल के डॉक्टर भी काफी लाचार और परेशान हैं।

सवाल ये है कि जहां गाय बंधी हों, भूसा भरा हो, छत से पानी टपक रहा हो, छज्जे हवा में लटक रहे हों, क्या ऐसी बिल्डिंग्स को हॉस्पिटल कहना ठीक होगा? क्या राज्य के स्वास्थ्य विभाग में कार्यरत वरिष्ठ डॉक्टरों को अपने आप पर जरा भी शर्म नहीं आती? बिहर में पिछले 15 साल से नीतीश कुमार की सरकार है, इसलिए उनकी सरकार को जवाब तो देना होगा।

अपनी रिपोर्ट देते हुए हमारी रिपोर्टर गोनिका अरोड़ा ने एक बात कही थी कि उन्हें इस हॉस्पिटल की हालत देखकर शर्म आती है। शर्म तो उनको आनी चाहिए जिनके ऊपर स्वास्थ्य विभाग की जिम्मेदारी है। शर्म उन्हें आनी चाहिए जो पिछले 15 साल से बिहार पर राज कर रहे हैं।

जरा सोचिए, बिहार के अस्पतालों और स्वास्थ्य केंद्रों की हालत ऐसी है और राज्य कोविड महामारी से निपट रहा है। ऐसे में लोगों की जान कैसे बचेगी? सबसे बड़ा सवाल यह है कि भारत के सभी नागरिकों को बुनियादी स्वास्थ्य सुविधाएं कब मिलेंगी? उन्हें कब तक इंतजार करना होगा?

How long should people wait to get basic health facilities?

KHToday I would like to focus on two key issues relating to public health. The first one relates to recycling of used hospital gloves, masks and syringes from medical waste, and the second relates to our crumbling rural health infrastructure. These need to be addressed at a time when India has to gear up to face, what is being called the Third Wave of pandemic that is going to swamp us.

Already the Second Wave is on the wane, with daily fresh cases declining to 1.86 lakhs on Thursday and active case load falling to 23.4 lakhs. More than 2.59 lakh Covid patients were discharged on Thursday after full recovery. So, the recovery rate is now at 90.34 per cent, which is a satisfactory trend.

At a time, when most of the people in cities across India are indoors due to lockdown enforced by state governments, and people practising Covid guidelines strictly, there are fraudsters who are playing with public health, by recycling medical waste and selling them in markets. On Thursday, Delhi Police arrested three persons with a huge stock of 850 kg gloves, that were used in hospitals, thrown as medical waste, picked up, cleaned, recycled and packed for resale in West Delhi. This stock was seized from two flats in Dabri and Bindapur. The police raid was conducted on the basis of information received from an informer.

Gloves, masks, syringes and Covid test kits are key tools to counter the pandemic. The recycled gloves that were seized could have been worn by doctors while performing surgeries, or by Covid patients, or by health care workers while tending to Covid infected people. These gloves were thrown as medical waste, but unscrupulous traders decided to make a killing by recycling them. Clearly they are playing a dangerous game with public health.

A few weeks ago, we showed in ‘Aaj Ki Baat’, how cotton strings used in Covid test kits were being prepared unhygienically by women and children in a slum area in Ulhasnagar near Mumbai. The local administration conducted raids and seized all the stocks, apart from checking with diagnostic centres who may have bought these kits.

The recycled gloves that were seized by police on Thursday were collected from medical waste sent by Delhi hospitals. The number of such recycled gloves ran into lakhs. Just imagine the risks faced by people who buy and wear these recycled gloves. Stringent action should also be taken against unscrupulous shopkeepers who purchase these gloves from traders and sell them at cheap rates. They must be hauled up by law enforcers and the most stringent laws must be used against them. We cannot allow such traders to spread the deadly virus.

And now to the second topic: our crumbling rural health infrastructure. In ‘Aaj Ki Baat’ on Thursday night, we showed visuals of a hospital campus with leaky roof and falling plaster. During monsoon rains, doctors and nurses sit at their tables with umbrellas over their head, while patients also use umbrellas to protect them from rain water.

This hospital is named Jan Nayak Karpoori Thakur Referral Hospital in Tajpur of Bihar’s Samastipur district. Our reporter Gonika Arora is presently touring Bihar, and she sent us visuals of the decrepit building in which this hospital is working. A ‘referral hospital’ in medical parlance is one where patients are referred to by doctors working in primary health centres and district hospitals. It is supposed to be a multi-speciality hospital. Our reporter noticed plaster peeling off from ceilings held in place by iron beams. The building can collapse any moment, and yet this is an ‘operational’ hospital in the records of the state health department.

When our reporter spoke to senior health officials about the state of this hospital, they nodded their heads and promised ‘to look into the matter’. These officials, who adorn senior posts in the state health department, are supposed to ensure that the hospital is in proper working condition. They are being paid for this, but they displayed a strangely nonchalant attitude.

This is not a solitary case. There are similar hospitals in Darbhanga, Madhubani and other districts of Bihar. In health centres, where human beings are supposed to be treated, cattle have been tied to the posts. In centres, where doctors should have been working, buffaloes occupy their spaces.

In the Samastipur hospital, doctors are there, but it seems all arrangements have been made for early death of patients, with leaky roof and plasters peeling off from ceilings. There is garbage all around and the poor patients literally live in a state of fear. Doctors, too, are a helpless and harassed lot.

The question is: Will it be proper to name a health facility as a hospital or health centre, where the ceilings are ready to fall and cattle are tied? Do the senior doctors working in the state health department have even a modicum of shame? Chief Minister Nitish Kumar has been ruling the state for the last 15 years, and his government must be made accountable.

Our reporter Gonika Arora while sending the visuals commented that she felt ashamed by calling this a hospital. On the contrary, the top guns working in the state health department should feel shame, those who have been ruling Bihar for the last 15 years should be ashamed.

Just imagine, this is the state of hospitals and health centres in Bihar and the state is supposed to be tackling the Covid pandemic. How can the lives of people be saved? The biggest question is: When will all the citizens of India get basic health facilities? How long should they wait?

गंगा में तैरती, रेत में दफनाई लाशों का सच

AKBआज मैं एक संवेदनशील और भावनात्मक मुद्दे पर बात करना चाहता हूं जो लगभग प्रत्येक भारतीय की आत्मा से जुड़ा है। अब जबकि महामारी की दूसरी लहर स्पष्ट रूप से कमजोर पड़ती जा रही है, इस बारे में एक निष्पक्ष नजरिया रखा जा सकता है कि मई के पहले दो हफ्तों के दौरान उन्नाव, कानपुर और प्रयागराज से लेकर बिहार के बक्सर और पटना में 100 से ज्यादा लाशें गंगा नदी में तैरती हुई क्यों मिली थीं। प्रयागराज में गंगा के किनारे रेत में अभी भी सैकड़ों शव दबे हैं, जिनका अब अंतिम संस्कार किया जा रहा है।

जब मैंने पहली बार नदी में तैरती और नदी के किनारे रेत में दबी लाशों की तस्वीरें देखीं तो मेरे मन में पहला सवाल आया था: लोग इतने क्रूर और असंवेदनशील कैसे हो सकते हैं? लोग अपने प्रियजनों के शवों को नदी में कैसे बहा सकते हैं, या उन्हें रेत में कैसे दफना सकते हैं? क्या लोगों को जरा भी होश नहीं है? आमतौर पर हिंदू धर्म में तो इस उम्मीद में धार्मिक अनुष्ठान करने के बाद शव का दाह संस्कार किया जाता है कि मृतात्मा को मोक्ष की प्राप्ति हो।

जब गंगा में शवों के तैरने की खबर आई तो कई तरह के स्पष्टीकरण दिए गए। कुछ लोगों ने कहा, चूंकि कोविड के कारण काफी लोगों की जान गई है इसलिए मृतकों के रिश्तेदार डर गए हैं कि यदि वे अंतिम संस्कार के समय बॉडी को छूएंगे तो वायरस उन्हें भी अपनी चपेट में ले लेगा। इसी डर के चलते शवों को या तो नदी में बहा दिया गया या दफना दिया गया। मुझे इस स्पष्टीकरण पर यकीन नहीं हो रहा था क्योंकि गंगा नदी में जो लाशें तैरती हुई मिली थीं उनमें से अधिकांश को कोविड प्रोटोकॉल के मुताबिक पॉलीथिन में नहीं लपेटा गया था। इससे साफ था कि ये शव अस्पताल के मुर्दाघर से नहीं आए थे।

दूसरी बात ये सुनने को मिली कि इतनी तादाद में मौते हुई हैं कि श्मशान में लकड़ियां मंहगी हो गई हैं, सामग्री मंहगी हो गई हैं, इसलिए दाह संस्कार करने का खर्चा इतना ज्यादा आ रहा है कि लोगों ने शवों को गंगा में बहा दिया या दफना दिया। लेकिन बाद में पता चला कि अगर परिवार वाले गरीब हैं, या कोरोना मरीज का अंतिम संस्कार करने से डर रहे हैं तो ऐसे में प्रशासन मदद करता है। यह सच है कि कोरोना से मरने वालों की संख्या दिन-ब-दिन बढ़ रही थी, लेकिन ये मानने को मेरा जी नहीं चाहता था कि लोग अपने प्रियजनों के शवों को पानी में बहाने या दफनाने की हद तक चले जाएंगे।

मजबूरी चाहे जो हो, इस संवेदनशील मुद्दे पर जमकर राजनीति की गई। कांग्रेस नेता राहुल गांधी और प्रियंका वाड्रा से लेकर अखिलेश यादव की पार्टी तक के लोगों ने पूछा कि गंगा में तैरती लाशों के लिए कौन जिम्मेदार है? प्रवक्ताओं ने तो कहा कि सरकार को शर्म आनी चाहिए? ऐसे सवालों को उठाने में कुछ भी गलत नहीं था, लेकिन जब गंगा में तैरती या नदी के किनारे दफनाई गई लाशों की तस्वीरें न्यॉयार्क टाइम्स, वॉशिंगटन पोस्ट में और गार्जियन जैसे अंतर्राष्ट्रीय अखबारों में छपीं, और इंटरनेट पर वायरल हुईं, तो काफी हाहाकार मचा। लेकिन इस मूल प्रश्न का जवाब ढूंढ़ने की कोशिश किसी ने नहीं की कि लोग अपने प्रियजनों की लाशों को गंगा में क्यों बहाएंगे या नदी किनारे क्यों दफनाएंगे।

इंडिया टीवी के रिपोर्टरों और रिसर्चरों ने तथ्यों की गहराई से छानबीन की, और मृतकों के रिश्तेदारों से बात की ताकि यह पता लगाया जा सके कि ऐसी कौन सी मजबूरियां थीं जिसके चलते उन्होंने शवों को नदी में बहा दिया या फिर रेत में दफना दिया। ऐसा क्या था जिसकी वजह से लोगों ने अपनों का दाह संस्कार करने की बजाय शवों पर ‘रामनामी’ कपड़ा डालकर उन्हें नदी के किनारे दफना दिया? हम कह सकते हैं कि जितनी भयानक तस्वीरें सामने आई थीं, उतना ही डराने वाला यह सवाल भी था।

मैं आपको एक हिंदी अखबार में छपी खबर पढ़कर बताता हूं। यह उन्नाव जिले की खबर है। अखबार ने लिखा- उन्नाव में गंगा में बहती मिली 104 लाशों से सनसनी, घाट पर पहुचा प्रशासन। लोगों ने परिजनों के शवों को प्रवाहित किया, स्थानीय प्रशासन ने आनन-फानन में जेसीबी बुलवाकर लाशों को नदी किनारे रेत में दफन करवाया। शासन से मिलने वाले पैसे से अन्तिम संस्कार हुआ। लाशों को दफनाने का विरोध करने पहुंचे राजनीतिक पार्टी के कार्यकर्ताओं को पुलिस ने रोका। प्रशासन ने कहा, विरोध करने वालों के खिलाफ होगी सख्त कारवाई।

आपको लगेगा यह 2 हफ्ते पहले कोरोना वायरस की दूसरी लहर के प्रकोप से मरने वालों के बारे में लिखी गई खबर है। लेकिन इसका जवाब है बिल्कुल ‘नहीं’। यह अखबार 14 जनवरी 2015 का है। यह घटना आज से 6 साल पहले की है। उस समय भी ऐसी ही खबरें छपी थी, ऐसी ही तस्वीरें दिखाई दी थीं। 14 जनवरी 2015 को ही हिंदी के एक बड़े अखबार दैनिक जागरण में छपा था कि उन्नाव में गंगा में 100 से ज्यादा लाशें उतराती हुई मिलीं। इस खबर से तहलका मच गया। IG, पुलिस और प्रशासन के लोग घटनास्थल पर पहुंचे। जेसीबी बुलवा कर शवों को दफनाया गया। उस खबर में यह भी लिखा था कि कैसे चील, कौए और सियार लाशों को खा रहे हैं। यह जनवरी 2015 की बात है, और आपको जानकर हैरानी होगी कि उस समय बीजेपी के नेता इन लाशों पर सवाल उठा रहे थे। बीजेपी के स्थानीय सांसद साक्षी महाराज ने केंद्र से इस मामले की जांच कराने की मांग की थी। उन्होंने शक जताया था कि हो सकता है ये लाशें कन्नौज और फर्रूखाबाद से बहकर उन्नाव आईं हों।

इसी तरह की खबरें इस महीने अखबारों में छपीं। इस बार समाजवादी पार्टी के नेताओं ने बीजेपी की सरकार को घेरते हुए वही सवाल उठाए। उन्होंने कहा कि जिला प्रशासन ने मरने वालों की संख्या को छिपाने के लिए लाशों रेत के नीचे दबा दिया।

पिछले 6 सालों में सिर्फ वक्त बदला है, सरकार बदली है, विपक्ष में रही पार्टियां बदल गई हैं, लेकिन लाशों की संख्या बढ़ी है। सच्चाई यह है कि गंगा में लाशें तब भी थीं, गंगा के किनारे दफनाए गए शव तब भी थे, और आज भी हैं। बुधवार की सुबह जागरण अखवार ने 2018 में दफनाई गईं और 2021 में दफनाई गईं लाशों की 2 तस्वीरें एक साथ छापीं। जब ये तस्वीरें इंटरनेट पर वायरल होने लगीं, तब इंटरनेट पर पोस्ट करने वालों ने यह जानने की भी जहमत नहीं उठाई कि वे लाशें इसी महीने दफनाई गई हैं, या 3 साल पहले दफनाई गई थीं।

नदी की रेत में दफनाई गई लाशों की तस्वीरों के चलते पिछले दो हफ्ते से भारत की अंतरराष्ट्रीय मीडिया में बदनामी हो रही थी। इसे इस तरह पेश किया जा रहा है जैसे भारतीयों के पास इतना पैसा भी नहीं है कि वे अपनों का ठीक से दाह संस्कार भी कर सकें। लोगों को दाह संस्कार के लिए लकड़ी नहीं मिल रही है और वे शवों को गंगा में बहा रहे हैं या नदी किनारे रेत में दफना रहे हैं। दुनिया के अखबारों में बड़ी-बड़ी बैनर हेडलाइंस छपीं और इन लाशों के वीडियो इंटरनेट पर वायरल हो गए। लंदन के द टेलिग्राफ, द गार्जियन और लॉस एंजिलिस टाइम्स जैसे अखबारों ने इन तस्वीरों को छापा और भारत को एक विशाल कब्रिस्तान घोषित कर दिया। कुछ अखबारों ने तो दावा किया कि कोरोना से अब तक 10 लाख भारतीयों की जान जा चुकी है, तो किसी ने 5 लाख लोगों के मरने की आशंका जताई। चूंकि खबरें दिल दहलाने वाली थीं, क्योंकि तस्वीरें झकझोर देने वाली थीं, क्योंकि शक की कोई गुंजाइश नहीं थी, क्योंकि ये केवल दावे नहीं थे बल्कि उन दावों का समर्थन करने वाली तस्वीरें थीं, इसलिए इन खबरों का व्यापक असर हुआ।

मेंने अपनी संवाददाता रूचि कुमार को प्रयागराज के श्रृंगवेरपुर घाट पर भेजा। वह आसपास के गावों में गईं और लोगों से बात की। कुल मिलाकर यह साफ थआ कि लोगों की मौत हुई हैं, और उनकी लाशों को रेत में दफनाया गया है या गंगा में बहाया गया है। स्थानीय लोगों ने माना कि पिछले सालों की तुलना में इस बार गंगा में बहकर आने वाली लाशों की संख्या ज्यादा है। अधिकांश ग्रामीणों ने कहा कि परिजनों द्वारा अपने प्रियजनों के शवों को गंगा में बहा देना या नदी किनारे रेत में दफना कर कब्र पर ‘रामनामी’ ओढ़ा देना काफी पुरानी परंपरा का हिस्सा है। ग्रामीणों ने कहा कि हालांकि आमतौर पर हिंदू रीति-रिवाजों के अनुसार शवों का अंतिम संस्कार किया जाता है, लेकिन महामारी या बड़ी संख्या में मौतें होने की हालत में उन्हें नदी में बहाया या नदी के किनारे रेत में दफनाया भी जा सकता है।

गंगा में लाशें पहले भी बहाई जाती थीं और उस समय कोई सवाल नहीं उठाता था। चूंकि इस बार कोरोना महामारी की दूसरी लहर के चलते भारत में रोजाना बड़ी संख्या में मौतें हो रही थीं, इसलिए दुनिया के अखबारों का ध्यान इन लाशों के दफनाए जाने पर केंद्रित हो गया था। अंतर्राष्ट्रीय मीडिया ने यह दिखाने के लिए कि अधिकांश भारतीय इतने गरीब हैं कि दाह संस्कार का खर्च नहीं उठा सकते, रेत में दबे लोगों की छवियों को प्रकाशित करके इसे एक बड़ी कहानी बना दिया, जो गलत था। तथ्य यह है कि गरीब परिवारों को स्थानीय प्रशासन से दाह संस्कार का खर्च मिलता है, लेकिन चूंकि यह महामारी का समय था, इसलिए उन्होंने अपने मृतकों को विसर्जित करने या दफनाने का विकल्प चुना। अंतर्राष्ट्रीय मीडिया की ओर से भारतीयों को ‘संवेदनहीन’ कहना गलत था। मैं केवल इतना कह सकता हूं कि हमारे लोग न तो ‘संवेदनशून्य’ हैं और न ही वे आर्थिक रूप से बहुत कमजोर हैं। कुछ रीति-रिवाज या परंपराएं हैं जिनका वे पालन करते हैं, और उनका पालन करना कोई अपराध नहीं है।

The truth about immersion and burial of bodies near Ganga in UP

AKBToday I want to touch upon a sensitive and emotional issue that relates to the soul of almost every Indian. Now that the second wave of pandemic is clearly declining, one can take a dispassionate view about why more than a hundred bodies were found floating in river Ganga from Unnao, Kanpur and Prayagraj up to Buxar and Patna in Bihar during the first two weeks of May. There are still several hundred bodies buried in the sands near the banks of Ganga in Prayagraj, which are now being cremated.

When I first saw visuals of bodies floating in river, and buried in the sands near the river bank, the first thought that crossed my mind was: How can people be so cruel and insensitive? How can people immerse bodies of their near and dear ones in the river, or bury them in the sand? Have people lost their sense? Normally, in Hinduism, bodies are cremated after performing religious rituals in the hope that the soul attains salvation.

When news broke about the floating of bodies in Ganga, several explanations were given. Some said, since the number of people dying due to Covid was large, relatives of the dead feared they would get the virus if they touched the body for final rituals. It was because of this dread that bodies were either immersed in river or buried near the banks. I could not believe this explanation because most of the bodies found floating in river Ganga were not covered with polythene as per Covid protocol. Clearly, these bodies were not taken from hospital mortuaries.

The second explanation given was: Since the number of dead was large, prices of fuel wood and ‘samagri’ (final ritual pooja articles) had gone up, and since the families were poor, they opted to either immerse the body in Ganga or bury their dead. It is true that the number of people who were dying of Covid was growing day-by-day in almost three digits, but I was unwilling to accept the fact that people would go to the extent of immersing or burying their near and dear ones.

Whatever may be the compulsions, there was huge amount of politicking on this sensitive issue. From Congress leaders Rahul Gandhi and Priyanka Vadra to Akhilesh Yadav’s party men, everybody was questionable who was responsible for this shameful incident? There was no harm in raising such questions, but when images of bodies floating in Ganga or buried in sand near the Ganga banks were published in international newspapers like New York Times, Washington Post and Guardian, and videos went viral on the internet, it caused a huge uproar. But nobody tried to touch the basic question: why people would immerse the dead in the river or bury their dear ones near Ganga river.

India TV reporters and researchers delved deeply into the facts, and spoke to relatives of the dead to find out what were the compulsions that made them immerse the bodies in the river or bury them in sand. What was it that made people, instead of cremating the bodies, put ‘Ramnaami’ cloth on the bodies and buried them near the river banks? The visuals were disturbing and the questions were unnerving, to say the least.

Let me read out the English translation of a report from Unnao published in a Hindi daily newspaper: 104 bodies found floating in Ganga near Unnao, local administration officials reach river banks. Local officials brought JCB machines and buried the bodies in sand near the river bank. Funeral rites were carried out with expenses borne by the government. Police prevent political workers who came to protest over burial of bodies. Administration warns of strict action against protesters.

You might be presuming that this news report was on what happened two weeks ago due to the second wave of Pandemic. The answer is an emphatic ‘No’. The newspaper publication date is January 14, 2015. This incident took place more than six years ago. The January 14, 2015 issue of Dainik Jagaran, a largely circulated Hindi daily, also reported: More than 100 bodies were found floating in Ganga at Unnao. IG, Police and local officials reached the spot. JCB machines were brought to dig graves for these bodies in sand. The news report also mentioned how crows, vultures and jackals were feeding on corpses. The year was 2015, and at that time, BJP leaders were raising questions over this incident. Local BJP MP Sakshi Maharaj demanded that the Centre should probe into the matter. He suspected these bodies may have floated to Unnao in the river from Kannauj and Farrukhabad.

Similar news reports were published this month in newspapers. This time, Samajwadi Party leaders were pointing their fingers at the BJP government. They alleged that local officials buried the bodies in sand to hide the exact number of deaths due to Covid.

In the last six years, only time has changed, the government has changed, the parties on opposite sides have changed, but the number of dead has increased. The fact is: Bodies were being immersed or buried near Ganga then, and now too. On Wednesday, the Hindi daily ‘Jagaran’ published pictures of bodies buried in 2018 and 2021 side by side. When trolls circulated pictures of buried bodies on internet, they did not check whether the bodies had been buried this month, or three years ago.

For the last two weeks, India had been getting a bad name in the international media because of images of bodies buried in the river sands. It is being projected as if Indians do not have enough money to cremate their dead properly. People are not getting fuel wood and are immersing the dead in river Ganga, or, at best, burying them in the sandy banks of Ganga. There were big banner headlines in world newspapers and videos of these bodies went viral on internet. Newspapers like The Telegraph of London, The Guardian and Los Angeles Times published these photographs and declared India as a vast graveyard. Some newspapers claimed, 10 lakh Indians have died of Covid till now, while some put their calculation of fatalities at 5 lakhs. Since the images were frightening, since there was hardly any scope left for doubts, since these were not mere claims, but images to support those claims, the news reports had a wider impact.

I sent our reporter Ruchi Kumar to Shringverpur ghat in Prayagraj. She went to nearby villages and spoke to residents. One fact became quite clear, that people had died of Covid, and their bodies were either immersed in Ganga or buried in the sands at the river banks. Locals agreed that the number of bodies floating in Ganga this year was more compared to earlier years. Most of the villagers said that it was part of customary tradition for families to immerse the bodies of their dear ones in river of bury them in sands near Ganga with ‘Ramnaami’ cloth over the grave. Villagers said, though bodies are normally cremated according to Hindu rituals, but in times of pandemic or mass deaths, they can also be immersed in river or buried in sands near river banks.

Bodies used to be immersed in Ganga earlier too, and at that point of time, nobody raised questions. Since it was the second wave of pandemic this time, which was taking a big toll daily in India, the attention of world newspapers was focused on this aspect of burial of bodies. The international media made it a big story by publishing images of those buried in sands to highlight the point that most Indians are poor and cannot afford cremation, which was incorrect. The fact is, poor families get cremation expenses from local administration, but since it was the time of pandemic, they opted to immerse or bury their dead. It was incorrect on part of international media to term Indians as “insensitive”. I can only say, our people are not “insensitive”, nor are they financially very weak. There are some customs or traditions that they follow, and to follow them is not a crime.

भारत को अपनी खस्ताहाल स्वास्थ्य सुविधाओं में सुधार करने की जरूरत क्यों है

Bihar2भारत में कोरोना वायरस महामारी की दूसरी लहर में उल्लेखनीय गिरावट देखने को मिली है। मंगलवार को देश में कोरोना वायरस संक्रमण के नए मामलों की संख्या गिरकर 2,08,921 पर पहुंच गई, जबकि 4,157 मरीजों की मौत हुई। कोविड के सक्रिय मामलों की संख्या अब 24,95,591 रह गई है जबकि देश में कुल टीकाकरण की संख्या 20 करोड़ के आंकड़े को पार कर 20,06,62,456 तक पहुंच गई है।

रिकवरी रेट में भी इजाफा देखने को मिला है और अब यह 89.66 फीसदी पर पहुंच गया है। देश में मंगलवार को अब तक के सबसे ज्यादा 22.17 लाख कोरोना टेस्ट किए गए। कुल मिलाकर साफ नजर आ रहा है कि कोरोना की दूसरी लहर अब ढलान पर है, हालांकि पूर्व और उत्तर पूर्व के कई राज्यों में नए मामलों की संख्या में बढ़ोत्तरी हो रही है।

एक ध्यान देने वाली बात यह है कि इस बार कोरोना वायरस से संक्रमण के गंभीर मामले ज्यादा हैं और महामारी की पहली लहर की तुलना में इस बार काफी ज्यादा मरीजों की मौत हुई है। ज्यादातर राज्यों से जो डेटा आया है, उससे पता चलता है कि कोरोना के पॉजिटिव केस तो कम हुए हैं, लेकिन ICU बेड्स पर जो मरीज हैं उनकी संख्या में ज्यादा गिरावट नहीं आई है। ऐसे मरीज जो ICU में भर्ती नहीं हैं वे तो बड़ी संख्या में ठीक होकर घर जा रहे हैं, लेकिन जो मरीज ICU में हैं, ऑक्सीजन सपोर्ट पर हैं, उन्हें ठीक होने में लंबा वक्त लग रहा है। केंद्र और राज्य, दोनों सरकारें यह सुनिश्चित करने की पूरी कोशिश कर रही हैं कि कोरोना से संक्रमित गंभीर रोगियों को बेहतर देखभाल मिले और वे ठीक हो जाएं, लेकिन सियासत के चक्कर में कुछ राजनेता आम लोगों की संवेदनाओं को चोट पहुंचा रहे हैं।

झारखंड के मुख्यमंत्री हेमंत सोरेन ने अपने सहयोगियों के साथ एक वर्चुअल कैबिनेट मीटिंग के बाद घोषणा की कि उनकी सरकार अब कोरोना से जान गंवाने वालों को मुफ्त में कफन देगी। उन्होंने कहा, ‘झारखंड में किसी को कफन खरीदना नहीं पड़ेगा, क्योंकि यह हमारे राज्य में सभी को मुफ्त में उपलब्ध कराया जाएगा।’ मुझे लगता है कि सोरेन ने राजनैतिक फायदे के लिए यह घोषणा की, लेकिन उनका दांव उल्टा पड़ गया। बीजेपी नेता निशिकांत दुबे ने कोविड पीड़ितों की मौतों के मुद्दे पर राजनीतिक लाभ लेना की कोशिश करने के लिए उनकी आलोचना की। उन्होंने सीएम से कहा कि वह मुफ्त कफन देने की बजाय कोरोना रोगियों को मुफ्त दवाएं, अस्पताल के बिस्तर और ऑक्सीजन उपलब्ध कराने पर ज्यादा ध्यान दें। मुझे लगता है कि सोरेन आसानी से इस मुद्दे को सियासत से ऊपर रखते हुए कोई घोषणा करने की बजाय चुपचाप कफन दे सकते थे।

मैं एक दूसरे मुद्दे लेकर ज्यादा चिंतित हूं। जहां कोरोना के नए मामलों में तेजी से गिरावट आ रही है, वहीं मौतों के आंकड़ों में उतनी तेजी से कमी देखने को नहीं मिल रही है। और यह खासतौर से 4 राज्यों में हो रहा है जहां हालत काफी खराब है- तमिलनाडु, कर्नाटक, महाराष्ट्र और केरल। सोमवार को हुई 3,511 मौतों में से 1,814 मौतें इन 4 राज्यों में हुई हैं। कोरोना के चलते जब किसी मरीज की मौत होती है, तो सिर्फ किसी अपने के बिछड़ने का गम नहीं होता, बल्कि मौत के बाद शव को ले जाना, दाह संस्कार करना या दफनाना भी अपने आपमें एक बड़ा चैलेंज हो गया है।

मंगलवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने राजस्थान के दो दिल दहला देने वाले मामले दिखाए। पहले मामले में एक पिता को अपनी बेटी की लाश को ड्राइवर के बगल वाली सीट से बांधकर कार चलाते हुए कोटा से 80 किलोमीटर दूर झालावाड़ तक दाह संस्कार के लिए ले जाना पड़ा। 34 साल की सीमा की कोटा के न्यू मेडिकल कॉलेज अस्पताल में कोरोना वायरस के संक्रमण से मौत हो गई। शव को मुर्दाघर से एंबुलेंस तक लाने के लिए कोई वार्ड बॉय मौजूद नहीं था। सीमा के परिजन उनके शव को मुर्दाघर से लेकर आए। इसके बाद प्राइवेट एंबुलेंस वालों ने शव को 80 किमी दूर झालावाड़ ले जाने के लिए 20,000 से 35,000 रुपये तक की मांग की। पिता की हैसियत इतने ज्यादा पैसे देने की नहीं थी, इसलिए उन्होंने अपनी बेटी की लाश को आगे की सीट से बांधा और खुद कार चलाकर झालावाड़ तक ले गए। यह ऐसा एकलौता मामला नहीं था। एक अन्य मामले में, परिजनों को मरीज के शव को अपनी कार में ले जाना पड़ा क्योंकि प्राइवेट एम्बुलेंस के मालिक काफी ज्यादा पैसे मांग रहे थे।

कोटा की खबर ‘आज की बात’ पर प्रसारित होने के बाद जिला प्रशासन हरकत में आ गया। कोटा नगर निगम के एक असिस्टैंट इंजीनियर और एक RTO इंस्पेक्टर को सस्पेंड कर दिया गया है, जबकि एक कंडक्टर सुपरवाइजर को बर्खास्त कर दिया गया है। इसके साथ ही 2 प्राइवेट एंबुलेंस को जब्द करके उनके मालिकों के खिलाफ प्राथमिकी दर्ज की गई है। भविष्य में इस तरह की घटना की पुनरावृत्ति को रोकने के लिए स्थानीय निगम, RTO और पुलिस की एक टीम अस्पताल में तैनात की गई है।

मंगलवार रात ‘आज की बात’ में झालावाड़ से ही एक और दिल दहला देने वाला वीडियो सामने आया। यहां के सुनेल कस्बे में रहने वालीं एक महिला की कोरोना से मौत हो गई। परिजनों ने महिला के शव को श्मशान घाट तक ले जाने के लिए हेल्थ डिपार्टमेंट से एंबुलेंस मांगी, लेकिन हेल्थ डिपार्टमेंट ने हाथ खड़े कर दिए और एंबुलेंस देने से मना कर दिया। स्वास्थ्य विभाग ने महिला के 2 बेटों को PPE किट दे दिया, जिसे पहनकर वे खुद ही शव को ठेले में रखकर श्मशान घाट तक ले गए।

हमने अपने रिपोर्टर मनीष भट्टाचार्य से तफ्तीश करने के लिए कहा। उन्होंने बताया कि राजस्थान में इस समय डायल 108 इमरजेंसी एंबुलेंस सेवा के तहत कुल 741 एंबुलेंस चलाई जा रही हैं, लेकिन इनमें से आधी से ज्यादा यानी कि 421 एंबुलेंस खस्ता हालत में हैं। इन 421 एंबुलेंस में से ज्यादातर 8 से 10 साल पुरानी हैं। इनमें से ज्यादातर एंबुलेंस तो चलने लायक नहीं हैं, लेकिन इसके बाद भी कागजों पर चल रही हैं। राजस्थान जैसे बड़े राज्य में डायल 108 इमरजेंसी एंबुलेंस सेवा के तहत इस वक्त सिर्फ 320 एंबुलेंस ऐसी हैं जो सही हालत में हैं।

जब मामले के बारे में जिलेवार पड़ताल की गई तो और भी हैरान करने वाली बातें पता चलीं। मनीष ने बताया कि अजमेर में 29 सरकारी एंबुलेंस हैं, लेकिन इनमें 15 एंबुलेंस खराब पड़ी हैं। इसी तरह जोधपुर जिले में 38 में से 14, पाली जिले में 29 में से 16, झुंझनु मे 26 में से 20, सिरोही में 26 में से 20, कोटा जिले में 18 मे से 10, भरतपुर जिले में 32 में से 12, दौसा में 13 में से 9 और सवाई माधोपुर में 16 में से 8 एंबुलेंस खराब हैं। भीलवाड़ा जिले में 25 सरकारी एंबुलेंस हैं, लेकिन इनमें से 10 में ऑक्सीजन सिलेंडर नहीं हैं। ऐसी हालत में यह उम्मीद करना बेमानी होगी कि कोरोना के सभी मरीजों को हॉस्पिटल ले जाने के लिए एंबुलेंस मिल पाएंगी, श्मशान तक शवों को ले जाने के लिए एंबुलेंस के इंतजाम की तो बात ही छोड़ दीजिए।

चूंकि सरकारी एंबुलेंस खस्ता हालत में हैं, इसलिए प्राइवेट ऑपरेटर हालात का फायदा उठाते हैं। वे कोविड रोगियों के रिश्तेदारों से काफी ज्यादा पैसे वसूल रहे हैं। राजस्थान सरकार ने कोरोना महामारी के दौरान एंबुलेंस के किराए की दर तय की हुई है। इसके तहत पहले 10 किलोमीटर तक का किराया 500 रुपये होगा और पीपीई किट के लिए 350 रुपये प्रति चक्कर अलग से देने होंगे। अगर कोई 10 किलोमीटर से ज्यादा दूरी तक मरीज को ले जाता है तो 12.50 रुपये प्रति किलोमीटर के हिसाब से किराया देना होगा। इस हिसाब से कोटा से झालावाड़ तक जाने के लिए सरकारी रेट के हिसाब से 2,650 रुपये बनते हैं, लेकिन कोटा में प्राइवेट एंबुलेंस वाले मनमानी कीमत वसूल कर रहे हैं और झालावाड़ जाने के लिए 30 से 35 हजार रुपये तक वसूल रहे हैं।

कोटा तो उदाहरण मात्र है। राजस्थान के लगभग सभी जिलों में एंबुलेंस मालिकों द्वारा मरीजों को लूटा जा रहा है। लेकिन ऐसा भी नहीं है कि हर जगह एंबुलेंस को चलाने वाले लोगों की संवेदनाएं मर गई हैं। कल मुझे मथुरा के एक ऐसे एंबुलेंस ड्राइवर के बारे में पता चला जिसकी मां की मौत हो गई थी, लेकिन वह रात भर अपनी ड्यूटी करता रहा और 15 मरीजों को आसपास के गांवों से लाकर अस्पताल में भर्ती कराया।

बिहार में स्वास्थ्य सुविधाओं की हालत दयनीय है। मंगलवार की रात हमने ‘आज की बात’ में दिखाया था कि कैसे मधुबनी जिले में एक ब्लॉक स्तरीय अस्पताल खंडहर में बदल चुका है, लेकिन वहां ‘पदस्थ’ डॉक्टर, नर्स और अन्य कर्मचारी अपनी तनख्वाह ले रहे हैं। सकरी प्रखंड में यह 30 बेड का सरकारी अस्पताल खंडहर में बदल चुका है और अब स्थानीय लोग इसे ‘भूत बंगले’ के नाम से जानते हैं। इसे बंद हुए करीब 10 साल हो चुके हैं लेकिन कागजों में यह अभी भी एक सरकारी अस्पताल हैं। कागजों में यहां अभी भी डॉक्टर, नर्स और सफाईकर्मियों की ड्यूटी लगती है। यह अस्पताल नेशनल हाइवे के बिल्कुल नजदीक है लेकिन इसके बावजूद कभी किसी अधिकारी या मंत्री का ध्यान इस पर नहीं गया। अस्पताल के डॉक्टर 15-20 दिन या एक महीने में एक बार आते हैं और 10-15 मिनट बैठकर चले जाते हैं। इस इलाके में और कोई भी सरकारी अस्पताल नहीं है, इसलिए लोगों को मजबूरन प्राइवेट अस्पताल या क्लिनिक में जाना पड़ता है। यदि किसी को सरकारी अस्पताल जाना है तो उसे दरभंगा या मुजफ्फरपुर का रुख करना पड़ता है।

इसी तरह मधुबनी जिले के ही सिसवार गांव में भी स्वास्थ्य सुविधाओं की स्थिति अच्छी नहीं है। यहां का स्वास्थ्य केंद्र बीते कई सालों से बंद पड़ा है। इस अस्पताल की इमारत अब खंडर में तब्दील हो चुकी है। स्थानीय लोगों ने अब इसे तबेला बना दिया है जहां वे अपनी गाय-भैंस बांध देते है।

आमतौर पर प्राथमिक स्वास्थ्य केंद्र ही वह पहली जगह होती है जहां गांववाले बुखार या कोरोना के अन्य लक्षण होने पर जाते हैं। लेकिन चूंकि अधिकांश स्वास्थ्य केंद्र लगभग बंद हो चुके हैं या केवल कागजों पर काम कर रहे हैं, इसलिए यह वास्तव में हैरान करने वाली बात है कि इस बार बिहार में कोरोना के मामले कम हैं। सोमवार को पूरे बिहार से कोरोना वायरस से संक्रमण के सिर्फ 3,306 नए मामले सामने आए। यदि यह आंकड़ा सही है, तो यह निश्चित रूप से राज्य सरकार के लिए एक बड़ी उपलब्धि है।

ऐसे समय में जबकि महामारी सुदूर ग्रामीण क्षेत्रों तक फैल गई है, अधिकांश राज्य सरकारों को अपने ग्रामीण स्वास्थ्य ढांचे में युद्ध स्तर पर सुधार करने की आवश्यकता है। यदि ग्रामीण क्षेत्रों में अस्पताल और प्राथमिक स्वास्थ्य केंद्र ठीक से काम करें, तो वे भारत के लगभग सभी राज्यों और केंद्र शासित प्रदेशों को अपनी चपेट में ले चुके कोरोना वायरस के खिलाफ लड़ाई में काफी अहम साबित हो सकते हैं।

Why India needs to improve its rickety health infrastructure

Health Centre BakriWith the second wave of pandemic showing a marked decline, the number of daily fresh Covid cases across India fell to 2,08,921 on Tuesday, while 4,157 deaths were reported. The total number of active Covid cases now stands at 24,95,591 while the number of total vaccinations so far have crossed 20 crore at 20,06,62,456.

The recovery rate has jumped to 89.66 per cent, while on Tuesday the highest ever number of Covid tests was conducted at 22.17 lakhs. Overall, the second wave is clearly heading towards a decline, though there are many states in the East and North East, where fresh cases are rising.

One factor that is being noticed is that the number of critical cases is bigger and the number of fatalities is much more compared to the first wave of pandemic. While Covid patients in non-ICU wards are recovering and returning to their homes, the number of patients in ICU wards is still on the higher side. Both the Centre and state governments are trying their best to ensure that critical Covid patients get better care and recover, but in a bid to score brownie points, some politicians are hurting the sensibilities of common people.
Jharkhand chief minister Hemant Soren, after a virtual cabinet meeting with colleagues, announced that his government will provide free shrouds to all Covid victims. He said, “nobody will have to purchase shrouds in Jharkhand, as it will be made available to everyone for free in our state”. I think, Soren made this announcement to gain a populist edge, but his gambit has fallen flat. BJP leader Nishikant Dubey slammed him for trying to gain political advantage over the issue of deaths of Covid victims. He asked the CM to focus more on providing free medicines, hospital beds and oxygen to Covid patients, instead of providing free shrouds. I feel, Soren could have easily kept this issue above politics and quietly provided shrouds instead of making an announcement.
I am more worried over another issue. While the number of Covid cases is declining fast, the number of deaths is not declining in a similar manner, particularly in four states, Tamil Nadu, Karnataka, Maharashtra and Kerala. Out of 3,511 deaths reported on Monday, 1,814 deaths were reported from these four states. When a Covid patient dies, family members face a big challenge in getting the body packed, put it in an ambulance and arrange for cremation.
In my prime time show ‘Aaj Ki Baat’ on Tuesday night, we showed two disturbing cases from Rajasthan. In the first case, a father took his daughter’s body tied to the front seat of the car, and driver 80 kilometres from Kota to Jhalawar for cremation. Thirtyfour-year-old Seema died of Covid in the New Medical College Hospital in Kota. There was no ward boy available to bring the body from the mortuary to the ambulance. Her relatives brought the body from the mortuary. Private ambulance owners demanded Rs 20,000 to Rs 35,000 to transport the body to Jhalawar, 80 km away. The father expressed inability in paying exorbitant charge, and decided to tie the corpse to the front seat, and drive the car himself. This was not the only case. In another case, relatives had to take the body of the patient in their car as private ambulance owners were demanding exorbitant charge.
After news from Kota was telecast on ‘Aaj Ki Baat’, the district administration swung into action. An assistant engineer of Kota municipal corporation, and an RTO inspector were suspended, while a conductor supervisor was dismissed. Two private ambulances were seized and FIRs were lodged against their owners. A team of local corporation, RTO and police has been posted at the hospital to prevent similar recurrences in future.
In another disturbing visual shown in ‘Aaj Ki Baat’ on Tuesday night, two men were seen taking a body on a cart to the local crematorium in Jhalawar, Rajasthan. The local health department expressed inability in providing ambulance to the sons of a woman who died of Covid. Instead, the officials gave them two PPE kits to wear and asked them to take the body on a hand cart for cremation.
I asked our reporter Manish Bhattacharya to investigate. He said, there were, in all, 741 ambulances under the Dial 108 emergency ambulance scheme, but, out of them, 421 ambulances are in dilapidated condition. Most of them are 8 to 10 years old. Most of these ambulances are ‘active’ only on paper. Only 320 ambulances are in active condition to serve people across a big state like Rajasthan.
The district-wise break-up of ambulances reflects a pitiable situation: 15 out of 29 ambulances are not working in Ajmer, 14 out of 38 in Jodhpur district, 16 out of 29 in Pali, 20 out of 26 in Jhunjhnu, 20 out of 26 in Sirohi, 10 out of 18 ambulances in Kota district, 12 out of 32 in Bharatpur district, nine out of 13 in Dausa, and 8 out of 16 ambulances are not working in Sawai Madhopur district. In Bhilwara district, there are 25 ambulances, out of which 10 do not have oxygen cylinders. To expect a government ambulance to carry patients to hospitals during emergency is like asking for the moon. Forget about transporting bodies in ambulances to crematoriums.
It is in such a situation that private ambulance owners are making a killing. They are extorting exorbitant chargers from relatives of Covid patients. On paper, Rajasthan government has fixed Rs 500 for the first 10 km and Rs 350 for PPE kits used for every trip. For every km beyond 10 km, Rs 12.50 will be charged per km by the private ambulance owner. If this rate is calculated, a trip from Kota to Jhalawar should cost only Rs 2,650, but, in Kota, owners of private ambulances charge any where from Rs 30,000 to Rs 35,000 for a trip from Kota to Jhalawar.
Kota is just an example. Fleecing of patients by ambulance owners is prevalent in all districts of Rajasthan. It will, however, be improper to tar all ambulance drivers with the same brush. Yesterday, I came to know of a driver in Mathura, whose mom died of Covid, but he carried on with his duty and transported 15 Covid patients from different villages to the local hospital.
In Bihar, the health infrastructure is in a pathetic condition. On Tuesday night, we showed in ‘Aaj Ki Baat’, how a block level hospital in Madhubani district is practically in ruins, but doctors, nurses and other workers ‘posted’ there continue to draw their salaries. This used to be a 30-bed hospital in Sakri block. Now locals call it a ‘bhoot bungalow’. The hospital is closed since the last ten years, but, in government files, the hospital is still alive and kicking. On paper, doctors, nurses and safai karmacharis are appointed her and they continue to draw their salaries. This hospital lies close to the national highway, but not a single bureaucrat or minister ever visited this hospital. Doctors come once or twice a month, sit here for 15 minutes and leave. People in this area go to private hospitals or clinics or to the government hospitals in Muzaffarpur and Darbhanga.
Similarly, in Siswar village of Madhubani district, a primary health centre lies in ruins, and villagers tie their cows and buffaloes here. In Muzaffarpur district too, there are many primary health centres, which have been converted by local villagers for keeping their cattle.
Normally, a primary health centre is the first place where villagers go if they have fever or other Covid symptoms. But since most of the centres are almost defunct or working only on paper, it is really surprising that there are fewer Covid cases in Bihar this time. On Monday, only 3,306 fresh Covid cases were reported from across Bihar. If this figure is authentic, then it is surely a feather in the cap for the state government.
At a time, when the pandemic has spread to far off rural areas, most of the state governments need to improve their rural health infrastructure on a war footing. If hospitals and primary health centres function properly in rural areas, they can work as a frontline bulwark in the fight against Coronavirus that has swept almost all the states and union territories of India.

AKBकोरोना को लेकर अब ये तू-तू-मैं-मैं बंद होनी चाहिए। बड़ी मुश्किल से कोरोना के केसेज कम हुए हैं। लॉकडाउन की मार सहकर मरने वालों की संख्या कम हुई है। अब सारा जोर वैक्सीनेशन पर होना चाहिए। क्योंकि सच तो ये हैं कि जब तक 70 प्रतिशत लोगों को वैक्सीन नहीं लगेगी, तब तक इस वायरस से छुटकारा नहीं मिलेगा। क्या हो जाएगा बार बार ये कहने से कि वैक्सीन की कमी है ? क्या हो जाएगा मोदी को बार बार इस बात के लिए ब्लेम करके कि राज्यों को वैक्सीन नहीं दी? फिर बीजेपी वाले आपको बताएंगे कि भारत उन गिने चुने मुल्कों में हैं जिसने अपनी वैक्सीन डेवलप की। वो बताएंगे कि कैसे प्रोडक्शन बढ़ाई जा रही हैं, कैसे दिसंबर तक दो सौ करोड़ वैक्सीन तैयार हो जाएगी।
आप पूछते रहिए कि वैक्सीन पहले क्यों नहीं तैयार करवाई। पहले ऑर्डर क्यों नहीं दिया? वो याद कराएंगे कि कांग्रेस के चीफ मिनिस्टर्स ने कहा था कि ये वैक्सीन बेकार है। यूपी के पूर्व मुख्यमंत्री ने कहा था कि ये बीजेपी की वैक्सीन है। नतीजा ये हुआ था कि बड़ी संख्या में हैल्थ वर्कर्स ने आज तक वैक्सीन नहीं लगवाई। गांव में आज भी वैक्सीन को लेकर लोगों में शंका है। आप कहेंगे कि कंपनी को जनवरी मे ऑर्डर क्यों दिया ? अमेरिका में कई महीनों पहले दे दिया । वो आपको बता देंगें कि हमारे यहां इमरजेंसी यूज की परमिशन जनवरी में मिली। अगर सरकार पहले ऑर्डर दे देती तो यही लोग कह देते कि जिस दवा का एप्रूवल नहीं मिला उसका ऑर्डर देना गलत था। इसीलिए मैं कहता हूं कि इस तू-तू मैं-मैं से कुछ नहीं होगा।
आप कहते रहिए कि गंगा में लाशें तैर रही थी। कहिए कि शर्म आनी चाहिए। तो वो आपको महाराष्ट्र की लाशें गिनवा देंगे। वो आपको बताएंगे कि यूपी में महाराष्ट्र के मुकाबले दो गुना आबादी हैं । यूपी में 16 लाख 70 हजार केसेज हैं और महाराष्ट्र में 55 लाख 80 हजार केसेज हैं। लाशें गिननी है तो महाराष्ट्र में गिनों वहां 88620 मौतें हुईं, जबकि यूपी में 19209। मुझे लगता है कि अब लाशों की गिनती का वक्त नहीं है। अगर लाशों की गिनती से कोरोना का विनाश हो सकता तो जरूर करते। पर भला तो गांव-गांव में दवाइयां पहुंचाने से होगा। घर-घर में वैक्सीनेशन का इंतजाम करने से होगा।

आप कहते रहिए कि कुंभ मेले से वायरस फैला। वो पूछेंगे कि क्या कुंभ मेला बीजेपी का था। क्या कांग्रेस का समर्थन करने वाले साधुओं ने वहां डेरा नहीं लगाया? आप उन्हें कुंभ की याद दिलाएंगे तो वो पूछेंगे कि जो किसान छह महीने से धरने पर बैठे हैं उनको किसी ने क्यों नहीं रोका। मोदी ने तो कुंभ के साधुओं से मेले को सिंबॉलिक करने की अपील की थी, वो मान भी गए थे। क्या विरोधी दल के किसी नेता ने किसानों से कहा कि धरना सिंबॉलिक कर लो। इसीलिए मैं कहता हूं कि एक दूसरे की कमियां गिनाने से काम नहीं चलेगा।
आप कहिए कि ऑक्सीजन की कमी थी, हॉस्पिटल में बैड की कमी थी, दवाइयों की कमी थी, इजैक्शन की कमी थी। ये सही है कि कमी थी, भारी कमी थी। ये भी सही है कि लोग परेशान हुए। लेकिन क्या जब ये सामने आया तो सरकार तमाशा देखती रही? हाथ पर हाथ धरे बैठी रही? ऑक्सीजन की सप्लाई के लिए रेलवे से लेकर एयरफोर्स और नेवी तक को तुरंत लगाया गया। ग्रीन कॉरीडोर बने। विदेशों से टैंकर मंगाए गए। रातों रात नए ऑक्सीजन प्लांट खड़े हो गए। ये पूरे देश ने मिलकर किया। और ये मत भूलिए कि अंबानी और अड़ानी ने ऑक्सीजन सप्लाई में सबसे बड़ा योगदान दिया। तो अब क्यों नहीं कहते कि अंबानी-अडानी की ऑक्सीजन है। आज ऐसी सब बातों की जरूरत नहीं है अब ऑक्सीजन की सप्लाई पर्याप्त है। ये कैसे हुई, किसने करवाई, इन सब बातों का अब कोई मतलब नहीं। अब इंजैक्शन भी मिल रहे हैं, हॉस्पिटल्स में बैड़ भी हैं। लगता है कि सबसे बुरा वक्त गुजर गया। पर बहुत नुकसान कर गया। अपने साथ छोड़ गए। लेकिन इस देश ने कभी बीती बातों पर रोना नहीं रोया । ये हमारी फितरत में नहीं , कई बार आघात लगे ,हम हर बार उठ खड़े हुए, आगे बढे।
आप कहते रहिए दूसरी लहर आ गई सरकार ने बताया नहीं। वो भी आपको गिनवा देंगे कि मोदी ने कितनी बार बताया था। वो दिखा देंगे मोदी ने कितनी बार चिट्ठियां लिखी थी,लेकिन सच तो ये हैं कि किसी ने परवाह नहीं की। न सीएम ने, न डीएम ने। और सिर्फ अफसरों , मंत्रियों और मुख्यमंत्रियों को क्यों दोष दें। हमने क्या किया। पार्टियां की, शादियां की, लोग गले मिलने लगे, जाम टकराने लगे, सबने सोचा कोरोना तो गया। ये मत भूलिए कि कुछ लोग मांग कर रहे थे कि स्कूल खोला अब बच्चे घर पर नहीं बैठ सकते। अदालतों ने वर्चुअल हियरिंग छोड़कर आमने सामने सुनवाई शुरू कर दी। लोग छुट्टियां मनाने निकल पड़े। फिल्मों की शूटिंग शुरू हो गई। मंदिरों में भीड़ लगनी शुरू हो गई। क्या ये सब करने को सरकारों ने कहा था? हमें भी अपने गिरेबां में झाक कर देखना चाहिए।
आप कह सकते हैं कि मोदी ने इलैक्शन रैलियां क्यों की। तो क्या सिर्फ मोदी ने रैलियां कीं। राहुल गांधी केरल में और ममता बनर्जी बंगाल में, क्या रैलियां एड्रैस नहीं कर रहे थे। हम कब तक इस बात में पड़े रहेंगे कि मेरी कमीज तेरी कमीज से सफेद है। आप कहेंगे कि रैलियों से इलैक्शन से कोरोना फैला। तो फिर वो ये पूछेंगे कि महाराष्ट्र में,पंजाब में,और दिल्ली में जहां कोरोना सबसे तेज़ रफ्तार से बढ़ा वहां कौन सी रैलियां थी, वहां कौन से इलैक्शन थे। मुझे लगता है कि ब्लेम गेम काफी हो गया। अब टूलकिट को कुछ दिन के लिए भूल जाना चाहिए। सोशल मीडिया पर हंगामा क्रिएट करने वाली अपनी अपनी फौजों को सीजफायर करने के लिए कहना चाहिए।
हमारे यहां जो हुआ, उससे पूरी दुनिया में जैसी बदनामी हुई, वो अब न हो। जब दुनिया हमें ये बताए कि हमारे यहां लोग इसलिए मरे क्योंकि हमारे यहां हैल्थ इन्फ्रासट्रक्चर नहीं था। तो हम भी पूछ सकते हैं कि अमेरिका में तो सबसे एडवांस हैल्थ सिस्टम है वहां क्यों दुनिया में सबसे ज्यादा लोग मरे। ये ठीक है कि हमारे यहां श्मशानों में लाशों की लाइनें थी। लेकिन अमेरिका में जिन अखबार वालों ने ये तस्वीरें छापी उनसे पूछना पड़ेगा कि क्या अमेरिका के कब्रिस्तानों में जगह कम नहीं पड़ी, क्या वहां फ्रीजर वाले ट्रकों में लाशों को कई कई दिन तक नहीं रखना पड़ा?
इसीलिए हमारे देश में आज आपस में झगड़ने की जरूरत नहीं हैं । इस वक्त देश को संकट से निकालना है। सबको मिलकर सुनिश्चित करना है कि अब हॉस्पिटल न होने से,ऑक्सीजन न होने से,कोई मौत के मुंह में न जाए। अब सिर्फ तीन चार महीने की बात है। हम सब वैक्सीनेशन के काम में लग जाए तो बच जाएंगे। लोगों की जान भी बचेगी और जिंदगी वापस पटरी पर भी आएगी। दुनिया में कई मुल्क ऐसे हैं जिनमें वैक्सीन में देरी हुई, वहां अब भी लोग इंतजार में है लेकिन वहां लोगो ने मास्क लगाया। हमारी तरह सिर्फ गले में नहीं लटकाया।
जो लोग अमेरिका और यूरोप से कंपेयर करते हैं उन्हें ये नहीं भूलना चाहिए कि इन देशों में किसी ने नकली इंजैक्शन नहीं बेचे। किसी ने ऑक्सीजन की होर्डिंग नहीं की। लोग दवाइयां अपने घरों में दबाकर नहीं बैठे। किसी ने हॉस्पिटल बैड के लिए पैसे नहीं मांगे। किसी ने लाशों के कफन उतार कर नहीं बेचे। वहां तो कोई सोच भी नहीं सकता कि कोई वैक्सीन की फर्जी वेबसाइट बनाकर लोगों को लूटेगा। वहां कोई कल्पना भी नहीं कर सकता कि मरते हुए लोगों को इंजैक्शन की शीशी में पानी भरकर बेच दिया जाएगा। ऑक्सीजन सिलेंडर के नाम पर फायर एक्सटिंग्विशर बेच दिया जाएगा।
आज आरोप लगाने का नहीं, अपनी आत्मा से सवाल पूछने का समय है। अगर हम सुरक्षित रहना चाहते हैं तो ये याद रखें कि तीन हफ्ते पहले न ऑक्सीजन थी,न हॉस्पिटल, न बैड। अब सब कुछ अवेलेवल है। इसलिए कि सबने अपनी पूरी ताकत लगाई थी। अब जनता ये नहीं जानना चाहती कि गलती किसकी थी, राज्य सरकारों की या केन्द्र सरकार की, हॉस्पिटल की या सप्लायर की। अब लोग राहत चाहते है। इस मुसीबत से छुटकारा चाहते हैं, इसलिए बहसबाजी बंद हो। वैक्सीनेशन पर फोकस हो क्योंकि इसके अलावा और कोई रास्ता भी नहीं है।

Focus on vaccination, stop the blame game

AKBLet’s stop the blame game once and for all. After touching too many peaks, the number of Covid cases are now showing a decline. Because of extended lockdowns, the numbers of Covid deaths have also started declining. Our entire focus should now be on vaccination drive. We must face the fact that until and unless 70 per cent of our population is not vaccinated, we cannot fully save ourselves from the virus.

What can we gain by saying ad nauseum that there are no vaccine stocks? What can we achieve by blaming Narendra Modi for not distributing vaccines to the states properly? In reply, those from the BJP will say, India is among a handful of nations which have developed their own Covid vaccine. They will tell you, production of vaccines is being ramped up and by December end, nearly 200 crore doses will be available.

Critics can question why the government did not ramp up vaccine production in the first place. Why orders for vaccines were not placed at that time? The other camp will then remind that Congress chief ministers were the first to say that the vaccines were useless. A former CM of Uttar Pradesh even described it as a ’BJP vaccine’. The net result was that a large number of health workers did not get themselves vaccinated. People in villages of India are still sceptical above the Covid vaccines.

Critics will question, why orders for vaccines were given only in January while the US had ordered the vaccines months earlier? They will say, we got emergency use permission only in January. Had the Centre given orders earlier, they would have then questioned why vaccines were ordered when there was no emergency use approval. That is why, I am saying there is now point in continuing with this worthless blame game.

Let them say that bodies were floating in the river Ganga, and it was a matter of shame. Those from BJP will then speak about the deaths in Maharashtra. They will tell you that the population of UP is nearly double that of Maharashtra. They will say, UP has 16.7 lakh Covid cases, but Maharashtra has 55.8 lakh cases. If you want to count the bodies, go to Maharashtra and count where 88,620 people died of Covid, while in UP 19,209 people died. My view is that, this is not the time to count the bodies. If the pandemic could have been brought under control by counting the bodies, I would surely have done that. The greater public interest lies in making medicines available in the villages and getting people vaccinated.

Critics will say that the virus spread because of Kumbh Mela. Those from the BJP camp will retort, was this Mela organised by BJP? Did not pro-Congress sadhus attend the Mela? They will also question, why nobody stopped the farmers staging protest for more than six months? Modi had at least appealed to the sadhus to make the Kumbh Mela symbolic, and they agreed to it. Did any Opposition leader tell the farmer to make their protests symbolic? That is why I am saying, there is no use scoring brownie points now.

Critics have said, there was acute shortage of oxygen, ICU ventilators, hospital beds and vital injections. Indeed, there was shortage of all these. It is also a fact that thousands of people had to suffer because of this. But, when the crisis erupted, did the government remain a mere spectator? Did it just sit and do nothing? Railways, Air Force and Navy were deployed to bring and transport oxygen across India. Green corridors were created to transport oxygen to hospitals in need. Oxygen tankers were brought from abroad in ships. Oxygen plants were erected overnight. The entire nation worked as one to provide oxygen to the patients. Then why don’t critics now say that this is Ambani-Adani’s oxygen? Such questions today are of no use because there is oxygen available in plenty throughout India now. There is no use explaining how this came about and who did this. Now, vital injections and hospital beds are available.

It seems the worst phase is now over. But it inflicted a colossal damage in its wake. We lost many of our near and dear ones. But, in India, we do not grieve over the past. This is not our tradition. We have faced many a terrible shock in the past, but we always managed to come out of crisis, to stand up and march forward.

Critics say, the government did not warn people about the impending second wave. Those in the opposite camp will remind you how many times Modi warned people of the danger. They will also show you how many letters Modi wrote to the chief ministers. The truth is that nobody, right from the CM to the DM, took serious note.

Why blame bureaucrats, ministers and chief ministers alone? What did most of us do? We partied in gay abandon, held big weddings, hugged one another, clinked wine glasses with friends and relatives, and all of us wishfully thought Coronavirus is gone. Do not forget: there were people who were demanding reopening of schools because children were tried sitting in homes. Even the courts stopped virtual hearings and started physical attendance. People came out of their homes and cities to travel to tourist spots. Film shootings resumed and the temples were now packed with devotees. Did the government tell people to do all these?

We must introspect about our shortcomings. Critics can ask, why Modi addressed election rallies. But was Modi alone who addressed the election rallies? Did not Rahul Gandhi address election rallies in Kerala and Mamata did the same across West Bengal? How long shall we remain locked in this “my shirt is whiter than yours” syndrome? Critics will say, the virus spread faster because of election rallies. The opposite camp will say, what about Maharashtra, Delhi, Madhya Pradesh, Rajasthan, Punjab, where there were no elections and where the virus spread more rapidly compared to poll-bound states? I think, it’s time we call off this blame game. We should forget tool kits now and ask the troll armies who create storms in social media to observe a ceasefire.

We must collectively ensure that there is no repeat of the crisis that gave India a bad name across the world. We have to create a situation where the world may not tell us that our people are dying because of our poor health infrastructure. Of course, we can counter this by asking why the largest number of deaths took place in the USA, which has the world’s most advanced health system in place. It is a fact that there were long queues of bodies waiting outside crematoriums here, but we should ask US newspapers which published these photographs, whether it is not a fact that deep freezer trucks carrying bodies of Covid victims were taken to Long Island for mass burials last year? Were not many of these bodies kept in deep freezers for days awaiting burials?

That is why I say: we should not fight bitterly among ourselves over the dead, the prime objective should be to take out India out of this crisis. All of us must ensure that not a single patient should die because of lack of hospital bed or oxygen or medicine. We have three to four months left. We must use this period to carry out a nationwide massive vaccination drive. The lives of millions of people will be saved and India will return to normalcy.

There are many countries where people are waiting for vaccines, but they wear their mask in public, unlike many among us, who keep the mask loosely hanging around our neck. Those trying to compare our conditions with those of the US and Europe must know that there was not a single case of anybody selling fake injections in those countries. Nobody hoarded oxygen cylinders in the US and Europe. People did not hoard vital medicines and injections in their homes. Nobody in the US or Europe charged extra money for providing hospital bed. Nobody recycled the shroud of Covid victims to repack and resell them. In those countries, nobody could even think of robbing people by creating fake websites in the guise of selling oxygen cylinders and injections. None in the US or Europe could imagine selling fake injections by filling vials with tap water. Or, by colouring fire extinguishers and reselling them as oxygen cylinders.

This is not the time to level accusations, this is the time to search our souls. If all of us want to remain safe, just remember: three weeks ago, there was no oxygen, no hospital bed, no medicines available for those gasping for life. Now all these are available, because all of us joined hands and made it possible. People are not interested to know who committed mistakes? The Centre, or the state government? Officials or experts?Hospitals, or suppliers? People want relief from this seemingly unending pandemic. Let all of us stop indulging in fruitless debates and concentrate on vaccinating our people. There is no way out.

कोरोना वायरस की तरह संक्रामक नहीं है ब्लैक फंगस!

AKBब्लैक फंगस भारत के अलग-अलग राज्यों में तेजी से फैल रहा है। शुक्रवार को अहमदाबाद में 15 साल के एक लड़के के ब्लैक फंगस से संक्रमित होने का पहला मामला सामने आया। बीमारी के चलते लड़के के दांत और ऊपरी जबड़े के हिस्सों को निकालना पड़ा। सबसे अजीब बात यह है कि यह लड़का न तो डायबिटिज से पीड़ित था और न ही उसे कोई गंभीर बीमारी थी, लेकिन फिर भी वह ब्लैक फंगस की चपेट में आ गया।

अहमदाबाद में पीडियाट्रिक म्यूकोर्मिकोसिस का यह पहला मामला सामने आया है। बच्चे को पिछले महीने कोविड-19 के इलाज के बाद अस्पताल से छुट्टी दे दी गई थी, लेकिन बाद में जांच के दौरान पता चला कि वह म्यूकोर्मिकोसिस से पीड़ित है। ब्लैक फंगस के मामले ज्यादातर उन मरीजों में पाए जा रहे हैं जो हाल ही में कोविड-19 से ठीक हुए हैं। फंगल संक्रमण ज्यादा जानलेवा होता है, इसके लक्षण जल्दी नजर नहीं आते और यह उन लोगों पर ज्यादा हमला करता है जो डायबिटिज या कैंसर से पीड़ित हैं।

अहमदाबाद वाले केस में कोरोना ने पहले बच्चे की मां छीन ली, लेकिन वह खुद संक्रमण से पूरी तरह उबर गया था। कोरोना से ठीक होने के कुछ समय बाद उसके दांतों में दर्द होने लगा और आंख में सूजन आ गई। उसे अस्पताल ले जाया गया जहां उसके ऊपरी दांतों और ऊपरी जबड़े के हिस्से को हटाने के लिए सर्जरी करनी पड़ी। हमारे रिपोर्टर निर्णय कपूर को पता चला कि लड़के को पिछले महीने ऑक्सीजन सपोर्ट पर रखा गया था और कोविड-19 के इलाज के दौरान उसे कुछ स्टेरॉयड दिए गए थे। चेहरे की सर्जरी के बाद लड़के की हालत अब स्थिर है।

गुरुवार की रात मेरे प्राइम टाइम शो ‘आज की बात’ में एम्स में एंडोक्रिनोलॉजी डिपार्टमेंट के हेड डॉक्टर निखिल टंडन ने मुझे बताया था कि पिछले साल उनके अस्पताल में कोविड-19 महामारी की पहली लहर के दौरान ब्लैक फंगस के लगभग 20 केस पाए गए थे, लेकिन उनमें कोई बच्चा नहीं था। उनमें से ज्यादातर को या तो डायबिटिज था या उनकी इम्युनिटी कम थी। शुक्रवार को हमारे रिपोर्टर निर्णय कपूर ने बताया कि जो लोग कभी ऑक्सीजन सपोर्ट पर नहीं थे या जिन्होंने कोविड के इलाज के दौरान कभी स्टेरॉयड नहीं लिया, और जिनकी डायबिटिज की कोई हिस्ट्री नहीं थी, वे भी अब ब्लैक फंगस से पीड़ित हैं। यह सबसे ज्यादा परेशान करने वाला ट्रेंड है और इसकी प्रॉपर स्टडी की जानी चाहिए। इनमें से कुछ मरीजों के रिश्तेदारों ने कहा कि ब्लैक फंगस के लक्षण कोविड-19 के जैसे ही थे, इसलिए डॉक्टरों ने उन्हें शुरू में ही स्टेरॉयड दे दिया। उन्होंने कहा कि हो सकता है इससे मरीजों की इम्युनिटी कम हो गई हो और ब्लैक फंगस को उनके शरीर में दाखिल होने का मौका मिल गया।

इस समय गुजरात में ब्लैक फंगस के 2,000 से ज्यादा केस हैं। अकेले अहमदाबाद के अस्पतालों में ब्लैक फंगस के 850 से ज्यादा मरीजों का इलाज चल रहा है। सूरत में 23 साल के एक नौजवान की मौत हो गई, लेकिन उसकी मौत के 7 दिन बाद पता चला कि उसे ब्लैक फंगस ने मारा था। इस केस में न तो मरीज की आंखें लाल हुई थीं, न चेहरे पर सूजन थी, और न ही दांतों में दर्द था लेकिन ब्लैक फंगस उसके ब्रेन में पहुंच चुका था। 28 अप्रैल को उसकी कोरोना टेस्ट की रिपोर्ट पॉजिटिव आई थी। सांस में तकलीफ के चलते उसे अस्पताल में भर्ती किया गया, उसका इलाज चला और 4 मई को वह कोरोना निगेटिव होकर डिस्चार्ज हो गया। इसके बाद 8 मई को उसे अचानक मिर्गी का दौरा पड़ा, तबीयत बिगड़ी और वह बेहोशी की हालत में 10 मई को अस्पताल में भर्ती हुआ। अस्पताल में इलाज के दौरान 12 मई को उसकी मौत हो गई। इसके पहले डॉक्टरों ने उसके ब्रेन का MRI करवाया था, लेकिन उसमें भी पूरे ब्रेन में ब्लैक फंगस के फैलने का पता नहीं चल पाया था। डॉक्टरों ने फिर ब्रेन की सर्जरी प्लान की, ब्रेन के टिश्यूज को बायोप्सी के लिए भेजा, इसी बीच लड़के की मौत हो गई। उसकी मौत के 7 दिन के बाद रिपोर्ट आई जिसमें पता चला कि ब्लैक फंगस के कारण की लड़के को मिर्गी जैसे दौरे आए थे और इसी के चलते उसकी मौत हो गई।

मैं ये सारी बातें आपको पूरे भारत में अपने पैर पसार रहे ब्लैक फंगस के लक्षणों के बारे में सचेत करने के लिए बता रहा हूं। यह उन बच्चों और नौजवानों को भी संक्रमित कर सकता है, जिनकी डायबिटिज या कैंसर की हिस्ट्री नहीं रही है, या जिन्होंने कभी ऑक्सीजन सपोर्ट या स्टेरॉयड नहीं लिया है। कोई लक्षण सामने आते ही सबसे पहले किसी डॉक्टर से सलाह लेना सही होगा।

महाराष्ट्र में भी ब्लैक फंगस के अब तक 2,000 से ज्यादा मामले सामने आ चुके हैं। इनमें से 80 लोगों की इलाज के दौरान मौत हो गई। हमारी संवाददाता नम्रता दुबे ठाणे के वेदांत हॉस्पिटल में गईं तो उन्हें कोरोना की जंग जीतने वाले 12 ऐसे मरीजों के बारे में पता चला, जो ठीक होने के बाद ब्लैक फंगस की गिरफ्त में आ गए। इसी अस्पताल में भर्ती नरेश नाम के एक मरीज की आंखों में दर्द था, उन्होंने MRI करवाई जिसके बाद ब्लैक फंगस को हटाने के लिए सर्जरी की गई। फंगस बहुत तेजी से फैलता है और जरा भी देर होने पर मामला बिगड़ जाता है। इलाज के दौरान एक मरीज को एक दिन में 6 एंटी-फंगल इंजेक्शन लिपोसोमल एम्फोटेरिसिन-बी लगाया जाता है। पुणे में ब्लैक फंगस के लगभग 300 मरीज हैं और इस एंटी-फंगल दवा की सप्लाई बहुत कम है। नागपुर और नासिक में इसके 200-200 मरीज हैं और उन्हें भी इस जरूरी दवा की आवश्यकता है। महाराष्ट्र सरकार ने इस दवा की 1.9 लाख शीशियों की सप्लाई का आदेश दिया है।

बिहार, पश्चिम बंगाल, राजस्थान, दिल्ली, पंजाब और उत्तर प्रदेश में भी ब्लैक फंगस तेजी से फैल रहा है। उत्तर प्रदेश में सामने आए ब्लैक फंगस के लगभग 500 मामलों में से अकेले लखनऊ से लगभग 100 मामले सामने आए हैं। मेरठ, अलीगढ़, कानपुर और वाराणसी में भी ब्लैक फंगस के केस मिले हैं। बिहार में ब्लैक फंगस के 100 से ज्यादा मामले सामने आए हैं।

ब्लैक फंगस कोरोना वायरस की तरह संक्रामक नहीं है। यह बीमारी लाखों में से किसी एक को होती है। इस बीमारी से डरने की जरूरत नहीं है, लेकिन लक्षण सामने आने पर सावधान रहने की जरूरत है। यह बीमारी कोरोना वायरस का कहर झेलने वाले अमेरिका या यूरोप के देशों में सामने नहीं आई। भारत में यह फंगस धूल, हवा, घास-फूस और पेड़-पौधों पर मौजूद रहता है। यह फंगस कमजोर इम्युनिटी वालों पर हमला करता है। इस बीमारी के महामारी बनने से पहले भारत में 6 फार्मा कंपनियां हर साल एम्फोटेसिरिन-बी की 3.8 लाख शीशियों का उत्पादन करती थीं। अब इसकी मांग कई गुना बढ़ गई है जिसके बाद दवा कंपनियों ने उत्पादन बढ़ाना शुरू कर दिया है।

5 और फार्मा कंपनियों को एम्फोटेसिरिन बनाने की आपातकालीन मंजूरी दे दी गई है। इसके अलावा अमेरिका से भी 6 लाख वॉयल्स इम्पोर्ट करने का ऑर्डर भी दे दिया गया है। उम्मीद है कि बहुत जल्द ये इंजेक्शन अस्पतालों तक पहुंचा दिए जाएंगे, ताकि मरीजों की जान बचाई जा सके। इस घातक बीमारी के तेजी से बदलते लक्षणों से सभी को सावधान रहने की जरूरत है।

Black Fungus is not contagious like Coronavirus !

AKBThe Black Fungus is spreading rapidly in different states of India and on Friday, the first case of a 15-year-old boy was found infected with black fungus in Ahmedabad. The teeth and parts of the upper jaw of the boy had to be removed. The strangest part is that this boy was neither suffering from diabetes or any debilitating disease, and yet Black Fungus disease was detected in him.

This is the first case of pediatric mucormycosis in Ahmedabad. He was discharged last month from hospital after Covid-19 treatment, but later he was diagnosed with mucormycosis. Cases of black fungus are being found mostly in those patients who have recently recovered from Covid-19. The fungal infection is more life-threatening and attacks those having weak symptoms or suffering from diabetes or cancer.

In the Ahmedabad case, the boy first lost his mother to Covid-19, and himself fully recovered from the virus, but later he started having pain in his teeth and his eye became swollen. He was taken to a hospital, where surgery had to be performed to remove his upper teeth and part of his upper jaw. Our reporter Nirnay Kapoor found out that the boy was put on oxygen support last month and some steroids were given to him during Covid treatment. The boy is now stable after facial surgery.

On Thursday night in my prime time show ’Aaj Ki Baat’, the head of endocrinology department in AIIMS Dr Nikhil Tandon had told me that nearly 20 cases of black fungus were found last year in his hospital during the first wave of the pandemic, but there was no kid among them. Most of them were suffering from diabetes or low immunity. On Friday, our reporter Nirnay Kapoor found that even people who were never on oxygen support or who never took steroid during Covid treatment, and who had no diabetic history, are now suffering from black fungus. This is a most worrying trend and needs proper study. Relatives of some of these patients said that black fungus symptoms were similar to those of Covid-19, and it could be that doctors gave steroids to their patients, bringing down their immunity and allowed the fungus to grow.

Presently there are more than 2,000 black fungus cases in Gujarat, out of which nearly 850 patients are in Ahmedabad hospitals. In Surat, a 23-year-old man died, and it was only after seven days that reports showed he was suffering from black fungus. In this case, there were no symptoms of swollen eyes or face, but the fungus had reached the brain of the patient. On April 28, he was tested Covid positive, he was admitted to hospital for breathing problem, and on May 4 he was discharged from hospital after recovery. On May 8, he had sudden fits of epilepsy, and was again admitted to hospital in critical condition, where he died on May 12. During MRI tests of his brain, it was found that black fungus has spread throughout his brain. Samples of his brain tissues were sent for biopsy, and the reports came seven days after his death. He was found infected with black fungus.

I am narrating these cases to alert all of you about the symptoms of black fungus that is spreading its wings across India. It can infect children and younger people too, who have no history of diabetes or cancer, or never took oxygen support or steroids. On noticing the first symptoms, it would be advisable to consult a specialist.

In Maharashtra, too, more than 2,000 cases of black fungus have been reported. Eighty of them have died. Our reporter Namrata Dubey went to Vedanta Hospital, Thane, and took down case histories of 12 patients who have since recovered. In none of the 12 cases were the symptoms same. One patient Naresh had paid in his eye, he got an MRI done, and surgery was done to remove black fungus. The fungus spreads very fast, and speed in reporting such cases is essential. Six anti-fungal injections, Liposomal amphotericin-B, are given daily to a single patient during treatment. There are nearly 300 black fungus patients in Pune, and the supply of this anti-fungal drug is limited. 200 patients each are there in Nagpur and Nashik, and they, too, require this essential drug. Maharashtra government has ordered supply of 1.9 lakh such vials.

In Bihar, West Bengal, Rajasthan, Delhi, Punjab and UP, too, black fungus is spreading fast. Out of nearly 500 black fungus cases in UP, nearly 100 cases have been reported from Lucknow alone. Cases have also been reported from Meerut, Aligarh, Kanpur and Varanasi. In Bihar, there are more than 100 black fungus cases.

Black fungus is not contagious like Coronavirus. It occurs in one in a million people. There is no need to fear this disease, but everyone has to be on alert against the first symptoms that show. This disease has not been reported from Covid-hit countries like USA or European countries. In India, this fungus is prevalent due to dust, wind, ferns and grass. The fungus attacks those having weak immunity. Before this disease became an epidemic, there were six pharma companies in India which used to produce 3.8 lakh vials of amphotecirin-B every year. Now the demand has multiplied manifold, and the drug companies have started to ramp up production.

Five more pharma companies have been given emergency approval to manufacture this anti-fungal drug. Orders have been placed with US companies to import six lakh vials. Let us hope that the availability of this drug becomes easier. Everybody needs to be cautious about the fast changing symptoms of this deadly disease.
