Parliament is for dialogue, not hit-and-run
The prolonged deadlock in Parliament continues with only a day left for the monsoon session to end. Amidst sloganeering by opposition, Lok Sabha today passed a resolution sending the FCRA (Foreign Contributions Regulatory Act) amendment bill to a joint parliamentary committee. Home Minister Amit Shah wrote a letter to the Speaker seeking a debate on police action in Jantar Mantar, but Leader of Opposition Rahul Gandhi brushed aside this offer saying, “we are not interested in listening to his speech”.
Opposition members came to the well carrying posters in Lok Sabha, shouting slogans. The House was later adjourned till Thursday. Clearly, the monsoon session is going to be a washout because of the stubborn stance of opposition parties. The opposition is unwilling to listen to the government’s point of view. I do not think Rahul Gandhi’s objective is to seek the Home Minister’s reply on police action at Jantar Mantar. His real objective seems to be to belittle Amit Shah and to show to the world that neither Narendra Modi nor Amit Shah are powerful.
Rahul Gandhi may also be trying to tell the world, “look, they ran away, they cannot face us”. By repeatedly saying so, and then refusing to hear the Home Minister, what does he want to prove? Rahul is free to ask questions, level charges, and once the minister decides to speak, he changes his stance and says, we do not want to listen to Amit Shah’s speech. Parliament is a forum for debate. The post of Leader of Opposition is a responsible one. Rahul should know, Parliament is not a street battle. Debate is the norm, not hit-and-run.
US clean chit : Rivals of Adani have now no ammunition left
A US federal court has permanently dismissed criminal charges against Adani Group Chairman Gautam Adani and his nephew Sagar. The court approved the Department of Justice’s request to dismiss the charges. Adani welcomed the decision, saying he accepted it with “humility” and “deep respect” for the judicial process. The charges related to securities-fraud conspiracy, wire-fraud conspiracy and securities fraud. The dismissals were with prejudice, meaning the charges cannot be refiled. The Adani Group has consistently denied the allegations, saying it acted in accordance with applicable law. The fact that the court in the US did not find any evidence of fraud or corruption against Gautam Adani is significant. Adani did not stop his business plans when the case was in progress. Last year, Adani group invested more than Rs 2 lakh crore in infrastructure, energy, ports, airports and logistics. The problem now is with those who had been using Adani’s pictures to level charges against him. Will they now question the verdict of the US court? How will they level charges against Adani?
Vande Mataram : Singing is necessary for every Indian
After President Droupadi Murmu signed the Vande Mataram Bill into law, every citizen of India is expected to stand up and sing our national song Vande Mataram with the same zeal, as we do when the national anthem Jana Gana Mana is sung. Singing of Vande Mataram and Jana Gana Mana has become mandatory for all government events.
On August 15, Vande Mataram will be sung from the ramparts of Red Fort along with Jana Gana Mana, before Prime Minister Narendra Modi’s address. In Maharashtra, several Congress leaders have alleged that the government is trying to embarrass Muslim community by making singing of Vande Mataram mandatory. Vande Mataram was the clarion call for our freedom fighters. On the 150th year of its creation, singing of Vande Mataram from Red Fort is therefore justified.
To view this from the prism of Hindu-Muslim lens is not right. Vande Mataram continues to be our badge of patriotism. There could, however, be a practical problem. Singing of Vande Mataram, Jana Gana Mana and the state song at any government event will take at least six to seven minutes. We should consider whether this will be practical. We must find some way out.
संसद में संवाद ज़रूरी है, हिट एंड रन नहीं
संसद में गतिरोध लगातार जारी है. अब मॉनसून सत्र के समापन के लिए सिर्फ एक दिन रह गया है. लोक सभा ने आज हंगामा और नारेबाज़ी के बीच FCRA (Foreign Contribution (Regulation) Act) संशोधन बिल को JPC के पास भेज दिया. आज गृह मंत्री अमित शाह ने स्पीकर को पत्र भेज कर कहा कि वह जंतर मंतर पुलिस एक्शन पर लम्बी बहस के लिए और एक-एक सवाल का जवाब देने के लिए तैयार हैं, लेकिन विपक्ष के नेता राहुल गांधी ने इसे ठुकराते हुए कहा कि हमें गृह मंत्री का भाषण सुनने में कोई दिलचस्पी नहीं है.
गतिरोध जारी है, लोक सभा के अंदर विरोधी दलों के सांसद पोस्टर लेकर नारे लगाते रहे और सदन की कार्यवाही स्थगित हो गई. साफ है, विपक्ष की हठधर्मिता के कारण मॉनसून सेशन वॉशआउट होने जा रहा है, क्योंकि विपक्ष सरकार की बात सुनने को तैयार नहीं है. मुझे नहीं लगता कि राहुल गांधी का मकसद जंतर मंतर पर पुलिस एक्शन के मुद्दे पर अमित शाह से जवाब तलब करना है. राहुल गांधी का उद्देश्य तो किसी तरह अमित शाह को नीचा दिखाना है, दुनिया को ये दिखाना है कि न मोदी ताकतवर हैं, न अमित शाह, राहुल किसी का भी अपमान कर सकते हैं, तू-तड़ाक कर सकते हैं.
राहुल दिखाना चाहते हैं ये कह कर कि “वो गए, वो भाग गए, वो सामना नहीं कर सकते”. ऐसी-ऐसी बातें कहना, बार बार कहना, लेकिन जब आमने-सामने मुकाबला होता है तो राहुल सुनने को तैयार नहीं होते. राहुल सवाल पूछें, आरोप लगाएं, फिर कहें कि हम अमित शाह का भाषण सुनना नहीं चाहते. संसद की एक परंपरा है, संवाद की. संसद की विरासत है तर्क की, वाद-विवाद की. नेता विपक्ष का पद एक जिम्मेदारी का पद है. उन्हें समझना होगा, संसद में हिट एंड रन नहीं हो सकता, संसद को सड़क नहीं बनाया जा सकता.
अब अडानी के विरोधी किस बात का रोना रोयेंगे?
अमेरिका की फेडरल कोर्ट ने उद्योगपति गौतम अडानी के खिलाफ सारे मामलों को हमेशा के लिए बंद कर दिया. न्यूयॉर्क की ब्रूकलिन कोर्ट ने अडानी के खिलाफ सभी आपराधिक आरोपों को खारिज कर दिया. अमेरिका के जस्टिस डिपार्टमेंट ने माना था कि अडानी के खिलाफ धोखाधड़ी और रिश्वतखोरी के आरोपों को साबित करने के लिए कोई छोटा मोटा सबूत भी नहीं है, इसलिए अडानी के खिलाफ केस चलाने का कोई मतलब नहीं बनता कोर्ट ने गौतम अडानी से लिखित हलफनामा लिया जिसमें उन्होंने कहा है कि केस खत्म करने के लिए कोई सौदा नहीं हुआ.
2024 में अडानी पर आरोप लगाया गया था कि उन्होंने भारत सरकार के अधिकारियों को रिश्वत देने की पेशकश की थी ताकि अडानी ग्रुप की एक कंपनी को सौर ऊर्जा प्लांट लगाने की मंजूरी मिल सके. अडानी ग्रुप पर अमेरिकी निवेशकों को गुमराह करने का भी आरोप लगा था. गौतम अडानी ने हर बार आरोपों को गलत बताया. अमेरिकी एजेंसियों ने जांच की, कोई ठोस सबूत नहीं मिले. कोर्ट के फैसले का गौतम अडानी ने स्वागत किया. उन्होंने कहा कि इस मुश्किल दौर में भी उन्हें पूरा यकीन था कि सच की जीत होगी, आज ईमानदारी की जीत हुई. ये बड़ी बात नहीं है कि अमेरिका की कोर्ट ने अडानी को क्लीन चिट दे दी.
बड़ी बात ये है कि अमेरिका की कोर्ट ने कहा कि अडानी के खिलाफ भ्रष्टाचार का एक छोटा सा सबूत भी नहीं मिला. अमेरिका में जब तक केस चलता रहा, काफी टेंशन थी, पर अडानी ने अपने business plan को नहीं रोका. पिछले साल अडानी ने Infrastructure, energy, port, airport, logistics में दो लाख करोड़ रुपये से ज्यादा का निवेश किया. अब समस्या उन लोगों को होगी जो हर रोज अडानी का नाम ले कर, अडानी की फोटो लगा कर आरोप लगाते रहे. क्या वो अमेरिका की कोर्ट पर सवाल उठाएंगे? अब वो अडानी पर इल्जाम कैसे लगाएंगे?
वंदे मातरम् : हर भारतीय के लिए ज़रूरी है
राष्ट्रपति द्रौपदी मुर्मू ने वंदे मातरम बिल पर दस्तखत कर दिए. अब देश के हर नागरिक को राष्ट्रगीत वंदे मातरम का उसी तरह सम्मान करना होगा, जैसे राष्ट्रगान जन गण मन का करना होता है. सभी सरकारी कार्यक्रमों में जन गण मन के साथ साथ वंदे मातरम का भी गायन होगा. 15 अगस्त को लाल किले की प्राचीर से भी वंदे मातरम गाया जाएगा.
स्वतंत्रता दिवस का थीम इस बार वंदे मातरम रखा गया है. वंदे मातरम को लेकर सबसे ज्यादा राजनीति महाराष्ट्र में हो रही है. कांग्रेस के नेताओं का आरोप है कि सरकार मुसलमानों को परेशान करने के लिए जबरन वंदे मातरम को थोपना चाहती है, इसके पीछे देशप्रेम नहीं, बीजेपी का धार्मिक एजेंडा है. वंदे मातरम् आजादी की लड़ाई का तराना है. इस गीत के 150 साल पूरे होने पर लाल किले की प्राचीर से इसका गायन भी न्यायोचित है.
इस मामले को हिंदू-मुसलमान की नजर से देखना गलत है. यह भावना देशभक्ति से जुड़ी है लेकिन भविष्य के लिए एक practical problem होगी. किसी भी सरकारी समारोह में वंदे मातरम्, जन गण मन और राज्य का गीत गाना अनिवार्य होगा, तो इसमें कम से कम 6-7 मिनट लगेंगे. ये कितना व्यावहारिक होगा, इस पर विचार करना चाहिए और इसके लिए कोई रास्ता निकालना पड़ेगा.
Jharkhand : Why is Hemant Soren avoiding CBI probe?
Job aspirants sitting on dharna for more than three weeks in Ranchi marched to Jharkhand Assembly on Monday. Police had to resort to lathi charge and tear gas to disperse them. The protesters are demanding a CBI probe into all leaks that took place during the JPSC and other civil exams. Hemant Soren’s government has agreed to most of the demands, but it is adamant on getting the probe done through the CID.
The JMM-led government is now under pressure. On Monday, the dismissed chairperson of Jharkhand Public Service Commission L. Khiangte was arrested. Three other JPSC members tendered their resignations. Questions arise: Why is Hemant Soren’s government wary of handing over the probe to CBI? What connection does L. Khiangte have with the chief minister?
I consider the demands of Jharkhand protesters justified. Their protests were peaceful. They did not make reels or memes abusing any leader, nor did they attack any policeman. In spite of this, police carried out lathi charge at least four times in a span of ten hours and fired several dozen tear gas shells to disperse them. The assembly is located away from the city, yet the protesters, in thousands, marched to the assembly. Clearly, the protesters are getting wide support. Those sitting on dharna were not provided food ordered from Zomato, nor were arrangements made nearby for their night stay.
Congress leader Rahul Gandhi confined himself to remarking that he was against lathi charge. Rahul probably forgot that his party Congress is a partner in Hemant Soren’s government. He could have asked Soren to accept the protesters’ demands. The students have not asked for any minister’s resignation. They are only demanding a CBI probe. When allegations of large scale irregularities in examinations point towards those in the government, how can anybody trust a CID probe? Where is the problem in ordering a CBI probe?
Parliament : Rahul must show patience to hear Amit Shah’s reply
The logjam in Parliament continued on Tuesday. Lok Sabha had to be adjourned for the day. In the melee, the bill to rename Kerala as Keralam was passed. MPs belonging to NDA and opposition parties staged protests outside Parliament. The Congress is insisting on Home Minister Amit Shah’s statement on the police action taken against protesters near Delhi’s Jantar Mantar.
The government wants a full-fledged discussion on the paper leaks issue, after which Amit Shah will reply. Conversely, the opposition wants Amit Shah’s statement first. Only two days are left before the monsoon session ends, while important bills like FCRA, Delimitation and Women’s Reservation bills, are pending. Parliamentary Affairs Minister Kiren Rijiju said, it cannot happen that opposition leaders are allowed to make their points and then create uproar or stage walkout when Amit Shah replies. Parliament must function. Opposition must ask questions. Amit Shah must reply, then where is the problem? Hearing Rahul Gandhi’s remarks, it seems he never anticipated that Amit Shah would agree to reply to points raised about Jantar Mantar protests and police action after a debate.
Now that Amit Shah has agreed, Rahul Gandhi feels if the Home Minister gives convincing replies, it could be embarrassing for the party. He has, therefore, added new conditions. Rahul Gandhi wants to ask questions, but at the same time, he wants to dictate the replies that the Home Minister is expected to give. Those who ask questions must have the patience and courage to listen to the minister’s replies.
झारखंड : हेमंत सोरेन CBI जांच क्यों नहीं चाहते?
सरकारी भर्तियों की परीक्षाओं में घोटालों के खिलाफ आंदोलन कर रहे छात्रों ने झारखंड सरकार को लोकतन्त्र की ताकत दिखाई. प्रदर्शनकारी सारी बाधाओं को पार करके झारखंड विधानसभा के परिसर में पहुंच गए. देर शाम छात्रों पर फिर लाठीचार्ज हुआ. दिन में पुलिस ने छात्रों पर लाठीचार्ज किया था और आंसूगैस के गोले छोड़े थे. छात्रों के रुख से मुख्यमंत्री हेमंत सोरेन की सरकार दबाव में हैं. जिस वक्त छात्र सड़कों पर थे, उसी वक्त JPSC के बरखास्त अध्यक्ष एल. ख्यांग्ते को गिरफ्तार किया गया, कमिशन के तीन सदस्यों से इस्तीफे ले लिये गये.
झारखंड सरकार कह रही है कि उसने सभी जायज मांगें मान ली हैं, JPSC की तीन परीक्षाएं रद्द कर दी, TDPL ने जितनी परीक्षाएं कराई, उन सबकी सीआईडी से जांच कराई जा रही है, लेकिन छात्रों की मांग है कि लीपापोती की बजाय सारे मामलों की जांच सीबीआई से कराई जाय. सवाल ये है कि हेमंत सोरेन की सरकार घोटालों की जांच CBI को देने से क्यों डर रही है? एल. ख्यांग्ते का हेमंत सोरेन के साथ क्या कनेक्शन है ?
मेरा मानना है कि झारखंड में प्रोटेस्ट करने वाले छात्रों की मांगें जायज़ हैं. प्रदर्शन शांतिपूर्ण था, छात्रों ने न किसी को गाली दी, न रील्स बनाई, न किसी पुलिसवाले पर हमला किया. फिर भी पुलिस ने दस घंटे में चार बार लाठियां चलाईं. दसियों बार आंसूगैस के गोले छोड़े, विधानसभा शहर से दूर है, वहां पहुंचना मुश्किल काम है तो भी हजारों छात्र वहां पहुंच गए. इससे लगता है कि आंदोलन को छात्रों का व्यापक समर्थन मिला है. 18 दिन से छात्र धरने पर बैठे हैं, न किसी ने Zomato से खाना पहुंचाया, न किसी ने आसपास रात बिताने का इंतजाम किया.
राहुल गांधी ने बस ये कह कर काम चला लिया कि वो लाठीचार्ज के खिलाफ हैं. राहुल भूल गए कि हेमंत सोरेन की सरकार में कांग्रेस पार्टनर है. मुख्यमंत्री से कह कर छात्रों की मांगें मनवाई जा सकती हैं. छात्रों ने किसी का इस्तीफा नहीं मांगा. वो CBI जांच की मांग कर रहे हैं. जब आरोप सरकार पर हों तो CID की जांच पर कैसे भरोसा किया जा सकता है? CBI की जांच में किसी को क्या समस्या हो सकती है ?
संसद : राहुल को अमित शाह का जवाब सुनने का धैर्य होना चाहिए
विरोधी दलों के हंगामे के कारण मंगलवार को भी लोकसभा का कामकाज ठप रहा. हंगामे के बीच केरल राज्य का नाम केरलम करने का बिल पास हो गया. आज संसद भवन के बाहर एक तरफ एनडीए, तो दूसरी तरफ कांग्रेस और अन्य विरोधी दलों के सदस्यों ने प्रदर्शन किए. कांग्रेस की मांग है कि गृह मंत्री अमित शाह जंतर मंतर पर हुए पुलिस एक्शन के बारे में बयान दें, लेकिन सरकार का कहना है कि पहले इस विषय पर बहस हो, फिर अमित शाह उत्तर देंगे. विपक्ष अमित शाह के बयान पर अड़ा है.
अब मॉनसून सत्र समाप्त होने में सिर्फ दो दिन बचे हैं. संसदीय कार्य मंत्री किरेन रिजिजू ने कहा कि अब ऐसा नहीं चलेगा कि अपनी बात रख लो और अमित शाह के जवाब के दौरान हंगामा या वॉकआउट कर दो. संसद चलनी चाहिए, विपक्ष सवाल पूछे, अमित शाह जवाब दें, इसमें किसी को क्या परेशानी हो सकती है? लेकिन राहुल गांधी की बातें सुनकर लगता है, उन्हें अंदाजा नहीं था कि अमित शाह लोकसभा में आकर छात्रों के आंदोलन और पुलिस एक्शन से जुड़े सवालों के जवाब देने के लिए तैयार हो जाएंगे.
अब जब अमित शाह तैयार हो गए तो राहुल गांधी को लगता है कि अगर अमित शाह ने सारी बातों का convincing जवाब दे दिया, तो फ़ज़ीहत होगी. इसीलिए अब नई शर्तें लगा दी गई हैं. राहुल सवाल पूछना चाहते हैं, पर जवाब क्या हो, ये भी dictate करना चाहते हैं. पर जो सवाल पूछते हैं, उनमें जवाब सुनने का धैर्य और साहस, दोनों होना चाहिए.
Delimitation Bill : Can Modi muster two-third majority?
Battle lines are being drawn for the smooth passage of Delimitation Bill, Women’s Reservation Bill and Foreign Contributions Regulation Bill in Parliament. Both BJP and Congress have issued whips to all MPs to remain present in the House on the last four days of this session. NDA allies have also been asked to ensure presence of all members.
The Congress expects, the government may come up with all these three bills on the last four days of monsoon session. Leader of Opposition Rahul Gandhi has made up his mind not to allow these bills to be passed. The Constitution Amendment bill for delimitation could not be passed last time because the government could not muster two-third majority. At that time, Prime Minister Narendra Modi had said, a time will come when the bills meant to provide 33 per cent seats in Parliament and state legislatures would be passed one day.
Modi’s confidantes had been toiling overtime since then to muster two-third majority. Trinamool Congress split, Shiv Sena split again, the numbers in favour of these bills rose, and fortunately, DMK broke ties with Congress. Talks are presently on with the DMK for securing support for Delimitation Bill. Hopes have arisen about NCP (Sharad Pawar) and YSR Congress supporting the bill. Chances of Shiromani Akali Dal joining hands have also arisen. All these permutations and combinations are being done to ensure smooth passage of the Delimitation Bill. Women must get one-third seats in Parliament and state legislatures. The best option is to increase the number of Lok Sabha seats to 816. This can be possible only when Delimitation Bill is passed. Both delimitation and women’s reservation bill are interlinked. On the opposition side, there is no unity as was seen last year.
Arvind Kejriwal and Rahul Gandhi are at loggerheads, DMK is saying Rahul ditched it after the TN elections and Sharad Pawar is in two minds. None can predict which other constituents may change sides. Nevertheless, government’s efforts continue. Narendra Modi is waiting for the right moment. As soon as the moment comes, he will hit a sixer with the passage of delimitation bill and increase the number of Lok Sabha seats. Modi had made up his mind about increasing LS seats, when the new Parliament building was built to accommodate nearly 1,000 members. You can only marvel at his farsightedness.
Let us all promote Indian handloom
On Handloom Day, Prime Minister Narendra Modi, in a special video, appealed to all to promote Indian handloom products. Millions of poor weaver families work at home to make handloom products. Promoting these products can provide employment to millions. Handloom is not India’s heritage alone. Its threads connect society. Benarasi sarees, Phulkari from Punjab, Kanjeevaram sarees from Tamil Nadu – when we celebrate festivals or weddings, these products from our weavers find special place in our social life.
Modi’s slogan ‘vocal for local’ has promoted handloom products. Chanderi of Madhya Pradesh, Muga silk from Asssam and Kota Doria from Rajasthan have already secured their own identities in world market. French and Italian fashion designers made Indian handloom clothes a part of world luxury fashion. These products became top brands but they could not provide Indian handloom products their due place in world market. This does not mean that our handloom products lack good quality. It is only because of lack of proper marketing, designing and packaging that they could not find their place in world market. These shortcomings need to be addressed.
Delimitation : क्या मोदी संसद में दो तिहाई समर्थन जुटा पाएंगे?
पार्लियामेंट के मॉनसून सत्र के आखिरी चार दिन बहुत महत्वपूर्ण हैं. कांग्रेस और भाजपा ने अपने सांसदों के लिए सदन में मौजूद रहने का व्हिप जारी कर दिया. NDA के सहयोगी दलों से भी कहा गया है कि कोई भी सांसद सत्र के आखिरी चार दिन गैरहाजिर न रहे. कांग्रेस को लगता है कि सरकार आखिरी वक्त में परिसीमन (delimitation) बिल, महिला आरक्षण बिल और FCRA (Foreign Contributions Regulation Act) बिल पेश करा सकती है.
राहुल गांधी अड़े हुए हैं कि ये तीनों बिल किसी कीमत पर पास नहीं होने देंगे. पिछली बार लोकसभा में परिसीमन बिल पास कराने के लिए सरकार दो तिहाई बहुमत नहीं जुटा पाई थी. तब मोदी ने कहा था कि ये कानून देश के हित में है, महिलाओं को संसद में एक तिहाई स्थान देने के लिए है एक दिन ये जरूर पास होगा तभी से दो तिहाई बहुमत जुटाने की कवायद शुरू हुई. तृणमूल कांग्रेस टूटी, शिवसेना फिर टूटी, संख्या बढ़ी. किस्मत ने साथ दिया DMK कांग्रेस से नाराज़ हो गई. अब परिसीमन बिल के लिए DMK से बात हो रही है, शरद पवार की NCP और YSR की कांग्रेस से भी समर्थन मिलने की उम्मीद जगी है, अकाली दल के साथ आने के आसार बने हैं. अगर इतनी जोड़-तोड़ और मेहनत की है तो ज़ाहिर है, परिसीमन बिल पास कराने के लिए ही की गई होगी.
मुझे लगता है कि संसद में महिलाओं को एक तिहाई सीटें मिलनी ही चाहिए. इसका सर्वोत्तम तरीका है कि कुल सीटों की संख्या बढ़ाकर 816 कर दी जाए और यह तभी संभव है जब परिसीमन के लिए कानून बने. इसीलिए ये दोनों कानून एक दूसरे से जुड़े हैं. इस समय विरोधी दलों में पहले जैसी एकता भी नहीं है. केजरीवाल राहुल गांधी से टकरा रहे हैं, DMK कहती है राहुल ने उन्हें धोखा दिया, शरद पवार डांवाडोल हैं. बाकी साथी भी कब बदल जाएं, कहा नहीं जा सकता, इसीलिए सरकार की कोशिश जारी है.
मोदी सही मौके का इंतजार कर रहे हैं. जैसे ही सही मौका आएगा, मोदी परिसीमन का चौका मारेंगे, संसद में सीटों की संख्या बढ़ेगी. इसका फैसला तो मोदी ने उसी समय कर लिया था, जब संसद का नया भवन बना था जिसमें लोकसभा के 1000 सदस्यों के बैठने की व्यवस्था है. आप अंदाज़ा लगा सकते हैं कि नरेंद्र मोदी कितनी दूर की सोचते हैं.
हैंडलूम को हम दुनिया में लोकप्रिय बनाएं
हैंडलूम दिवस पर प्रधानमंत्री नरेंद्र मोदी ने देशवासियों से स्वदेशी वस्तुएं जैसे खादी अपनाने, हैंडलूम प्रोडक्ट्स खरीदने और उन्हें लोकप्रिय बनाने की अपील की. मोदी ने कहा कि देश के लाखों गरीब परिवार बुनकर उद्योग से जुड़े हैं, अपने घरों में काम करते हैं, ऐसे में अगर खादी से बनी चीजें खरीदी जाएंगी तो लाखों परिवारों को रोजगार मिलेगा. हैंडलूम सिर्फ देश की विरासत नहीं है. इसकी डोर समाज को जोड़ती है. बनारसी साड़ी, पंजाब की फुलकारी, तमिलनाडु की कांजीवरम साड़ियां – जब घर में शादी होती है, कोई बड़ा त्योहार होता है तो उत्सव की ये निशानियां दिखाई देती हैं.
Vocal for local ने हैंडलूम को प्रमोट किया. मध्य प्रदेश की चंदेरी, असम की मूगा रेशम और राजस्थान की कोटा डोरिया को अंतर्राष्ट्रीय पहचान दी है. बाज़ार दिया. फ्रांस और इटली के फैशन डिज़ाइनर्स ने भारतीय हैंडलूम से बने कपड़ों को luxury fashion का हिस्सा बनाया. ये सब products brand तो बन गए, इन्हें बाज़ार भी मिला लेकिन विश्व बाजार में ये products भारत को हिस्सेदारी नहीं दिला पाए. इसका मतलब ये नहीं कि हमारे हैंडलूम की गुणवत्ता कमजोर है. मार्केटिंग, डिज़ाइनिंग और पैकेजिंग की कमी की वजह से विश्व बाजार में जगह नहीं मिल पाई. इसे दुरुस्त करने की ज़रूरत है.
Why Mohan Bhagwat praised Gen Z?
RSS chief Mohan Bhagwat praised Gen Z as ‘sincere, patriotic’. He has rubbished allegations that the student protest in Jantar Mantar was ‘foreign funded’ and ‘anti-national’. Bhagwat said, youths have the right to protest because ‘protest is a form of dialogue’. He added, “in a democracy, protest is a way of making consensus. If what you are saying is not heard, then you can protest, but it should be to create consensus, not divide.”
Asked why pellet guns were used on protesters at Jantar Mantar, Bhagwat said, he had no full information and is not in a position to comment. Bhagwat did not mince words when he said that he did not agree with those who alleged that the Jantar Mantar protests were ‘foreign funded’ and ‘anti-national’. On the issue of reservation, Bhagwat said, it must continue because of prevailing social disparities based on caste. At the same time, he suggested, a good message can be sent if those who have taken benefits from caste-based reservation, show large heartedness and stay away from quotas.
The RSS chief has given a strong response to those who had been questioning the motives of Gen Z. He made three main observations. Firstly, there are deficiencies in the education system and those who raised their voices about the system have not done anything wrong. Secondly, Bhagwat believes the young generation is smart and patriotic. It would be wrong to dub the protest of these youths as foreign funded. Thirdly, he said,’ if I am asked whom to trust, I will say Gen Z”. I would like to praise Mohan Bhagwat for not mincing words while lending his unstinted support to Gen Z. To make such comments in today’s scenario needs a lot of courage. But Bhagwat has the habit of speaking out his mind without any ‘ifs’ and ‘buts’. His message will go down very deep.
Centre cracks whip on AI-generated deepfake content
The Centre has notified IT rules tightening its grip on dealing with the menace of illegal AI-generated deepfake content. Intermediaries must compulsorily take down unlawful posts or videos after intimation within three hours instead of 36 hours. Grievance redressal deadlines have been cut from 24 hours to two hours in sensitive cases like nudity or impersonation.
Intermediaries must ensure clear labelling and traceable metadata for permissible AI-generated content, so that users can easily identify synthetically generated material and prevent misuse. Companies which flout these rules may face legal action from the government. Stringent rules against deepfake videos had become necessary. The steps taken by the government are welcome. For the common man, it becomes difficult to differentiate between AI generated content and real content. I have been a victim of this menace in recent years. AI generated fake videos imitating my voice and face have been posted on social media by unscrupulous elements for selling dubious medicines and even investments.
There have been cases where adolescent viewers were misguided and elderly persons cheated through deepfake videos. AI generated fake content had been used to incite communal and regional passions. Because of lax rules, by the time the offensive contents are removed from social platforms, the messages become viral and reach millions of gullible viewers. By making removal of deepfake AI-generated content mandatory within three hours of receiving complaints, it will surely give much needed relief to the common people.
मोहन भागवत ने Gen Z की तारीफ क्यों की?
राष्ट्रीय स्वयंसेवक संघ के सरसंघचालक मोहन भागवत ने कहा है कि हमारे नौजवान, हमारी नई Gen Z पीढ़ी पुरानी पीढ़ी से ज्यादा ईमानदार और देशभक्त है. मोहन भागवत ने कहा कि नौजवानों को आंदोलन करने का पूरा हक़ है क्योंकि आंदोलन भी संवाद शुरू करने का एक तरीका है, अगर पहले संवाद कर लिया जाए, तो आंदोलन की नौबत नहीं आएगी.
मोहन भागवत नई पीढ़ी के दो हजार से ज्यादा युवाओं के साथ संवाद कर रहे थे, उनके सवालों के जवाब दे रहे थे. RSS प्रमुख ने दो-टूक कहा कि जंतर-मंतर पर Gen Z के प्रोटेस्ट को राष्ट्रविरोधी या विदेशी फंड से कराया गया आंदोलन कहना गलत है, वह इस तरह के आरोप लगाने वालों से सहमत नहीं हैं. भागवत ने कहा कि उन्हें लगता है कि Gen Z पुरानी पीढ़ी से ज़्यादा ईमानदार और देशभक्त हैं, केवल उनका तरीका पुरानी पीढ़ी से थोड़ा अलग है.
भागवत ने कहा कि जो पीढ़ी देश का भविष्य है, उस पर संदेह करना सही नहीं होगा सरसंघचालक ने माना कि देश की शिक्षा व्यवस्था में गड़बड़ी है और जब तक इस सच को स्वीकार नहीं किया जाएगा, तब तक इसे ठीक करना संभव नहीं है. जंतर मंतर में छात्रों पर पैलेट गन के इस्तेमाल के सवाल पर भागवत ने कहा कि उन्हें इस मामले में पूरी जानकारी नहीं है लेकिन उन्होंने ये भी कहा कि अगर उनके सामने कोई एक बात चुनने का विकल्प होगा तो वो Gen Z की बात पर आंख मूंदकर भरोसा करेंगे.
आरक्षण के सवाल पर आरएसएस चीफ ने कहा कि जब तक देश में सामाजिक भेदभाव है, तब तक आरक्षण जारी रहना चाहिए, लेकिन जिन लोगों को आरक्षण का फायदा मिल चुका है, जिनकी सामाजिक स्थिति में सुधार आया है, अगर वो बड़ा दिल दिखाएं, खुद को आरक्षण कैटेगरी से अलग करें तो इसका अच्छा संदेश जाएगा. मोहन भागवत ने Gen Z की नीयत पर सवाल उठाने वालों को करारा जवाब दिया.
आंदोलन करने वाले युवाओं को राष्ट्रविरोधी कहने वालों के मुंह बंद कर दिए. मोहन भागवत ने मुख्यत: तीन बातें कहीं. एक, शिक्षा व्यवस्था में गड़बड़ है और उसके खिलाफ आवाज़ उठाने वालों ने कुछ गलत नहीं किया… दूसरा, नई पीढ़ी स्मार्ट है, देशभक्त है, उसे foreign funded कह कर बदनाम करना गलत है. तीसरी बात ये कि वह छात्रों की बात पर आंख बंद करके भरोसा करते हैं. मैं मोहन भागवत की प्रशंसा करूंगा कि उन्होंने बिना अगर-मगर किए, बिना if या but के, स्पष्ट बात की, Gen Z का समर्थन किया. आज के ज़माने में इतना खुलकर बोलना बड़ी हिम्मत का काम है लेकिन मोहन भागवत का ये स्वभाव है कि वह बिना किसी की परवाह किए अपनी बात साफ-साफ कहते हैं, इसलिए उनका ये संदेश दूर तलक जाएगा.
AI, Deepfake पर अब चलेगा सरकार का चाबुक
अब अगर कोई सोशल मीडिया पर गैरकानूनन, AI-generated या डीपफेक कंटेंट पोस्ट करेगा तो इसकी शिकायत मिलने के तीन घंटे के भीतर सोशल मीडिया प्लेटफॉर्म्स को इस कंटेंट को हटाना पड़ेगा. अश्लील और child abuse से जुड़े मामले में दो घंटे के अंदर एक्शन लेना होगा. सरकार ने सोशल मीडिया कंपनियों के कंटेंट से जुड़े नियमों को और सख्त कर दिया. सरकार ने AI और डीपफेक को लेकर जो कड़े नियम बनाए हैं, उनके मुताबिक, जेनरेटेड कंटेंट की Clear Labeling और ट्रेसेबल मेटाडेटा को जरूरी कर दिया गया है.
पहले कोर्ट या सरकार के आदेश पर सोशल मीडिया कंपनियों को गैरकानूनी कंटेंट 36 घंटे में हटाना होता था, लेकिन अब ये मियाद कम करके सिर्फ तीन घंटे कर दी गई है. Grievance redressal की समय सीमा भी घटाई गई है. अब child abuse और नग्नता जैसे संवेदनशील मामलों में कंटेंट को 24 घंटे के बजाए 2 घंटे में हटाना होगा. डीपफेक और इल्लीगल AI कंटेंट की पहचान और रोकथाम के लिए ऑटोमेटेड टेक्नोलॉजी अपनानी होगी. जो कंपनियां इन नियमों का पालन नहीं करेंगी, उनके खिलाफ कानूनी कार्रवाई होगी. Deepfake videos और AI content को लेकर सख्त नियम बनाना जरूरी था. सरकार ने जो किया वो ऐतिहासिक है.
आम लोगों के लिए AI generated content और असली content में फर्क करना मुश्किल हो जाता है. मैं खुद इसका शिकार रहा हूं. AI content से कभी दवाइयों के प्रचार के वीडियो बना दिए जाते हैं तो कभी लोगों को फर्जी investment के लिए लालच दिया जाता है. बहुत सारे ऐसे केस मिले हैं जहां बच्चों को गुमराह किया जाता है, कहीं बुजुर्गों को ठगा जाता है, कई cases में AI generated content से झूठ फैलाकर भावनाओं को भड़काया जाता है. अब तक तो ये होता था कि जबतक इस कंटेंट को हटाया जाता, हजारों लोग इसे देख चुके होते थे, प्रभावित हो चुके होते थे. अब DeepFake और फर्जी AI content को तीन घंटे में हटाना अनिवार्य होगा. यह एक स्वागतयोग्य कदम है.
Zuckerberg apology: Power of India’s law
The written apology tendered to the Government of India by Meta CEO Mark Zuckerberg is a clear reflection of the power of Indian laws. Zuckerberg apologized for the temporary removal of Prime Minister Narendra Modi’s Facebook post. His top executives admitted to significant content moderation failures, including issues with child sexual abuse material, deepfakes, and the paid boosting of certain content.
Meta’s global affairs head Joel Kaplan flew in from the US for meetings with Union Electronics and IT Minister Ashwini Vaishnaw and Indian officials in Delhi. In a written statement said he ‘apologised to the minister on behalf of Meta for the error restricting PM Modi’s post’.
Official sources said the apology came from company chief executive Mark Zuckerberg. Meta officials admitted that a lot of illegal content was promoted, and paid promotions were carried out for specific audiences. They promised this would not be repeated. During the recent Jantar Mantar students’ protest, thousands of deepfake videos were circulated, rumours were spread through AI-generated content, inciting posts were sent from handles based in Pakistan, objectionable messages through Facebook, Instagram and WhatsApp became viral and these were given a boost on social media. But Meta did not take corrective action.
Meta came into the crosshairs of the government after it temporarily restricted Prime Minister Narendra Modi’s July 23 Facebook post for nearly five hours. In this video, the PM had addressed youths and had promised stringent action against paper leaks. The Prime Minister first posted his selfie video on Instagram and later shared it on Facebook, which was restricted for five hours.
Meta later restored the post, attributing its removal to “an error by AI-powered automated content filters”, and apologized. A Parliamentary Standing Committee had sought apology from Zuckerberg over the removal of Modi’s Facebook post, warning in a letter that protection and immunity available to him could be withdrawn if no apology was forthcoming within three days.
Meta was warned that if it did not tender apology, protection provided to it under ‘safe harbour clause’ will be withdrawn. Had the protection been withdrawn, the path for filing an FIR against Meta officials could have been cleared. It was when the ultimatum deadline neared, Meta officials met the minister and tendered apology. An apology by Meta CEO Mark Zuckerberg is quite significant. I have information that the IT Minister Ashwini Vaishnaw grilled the Meta global policy officials during the Wednesday meeting.
Vaishnaw did his Masters in Electronics and Communication Engineering from IIT Kanpur. Pleas from Meta officials, like ‘technical error’, did not hold water during the meeting. Vaishnaw knows Meta India’s gross advertising revenue reached approximately ₹29,392 crore (around $3.5 billion) in fiscal year 2025. Meta needs India. Meta is one of the world’s most powerful companies, but its CEO had to accept its mistakes and tender apology. This reflects the might of Indian laws.
Selling adulterated food is mass murder
Beware. If you purchase cheap cow ghee, turmeric, chilli power and other spices from the market, please practice utmost caution. Maybe the cow ghee that you consume may not be having a single drop of ghee. Gujarat Police seized 30,000 litres of fake ghee from Kalol in Gandhinagar district. They were packed in nearly 2,000 cartons and were ready for dispatch to trading companies, which market them under their own brands.
Police seized refined palmolein oil (RPO) along with 223 barrels of 200 litres each, contained yellow colour chemical RM (raw material) enhancer. The entire seizure valued at Rs 1.67 crore was made in the presence of Forensic Science Lab and Food and Drugs Department officials. The factory owner admitted he used to make low quality palm oil by mixing chemicals with vegetable fat, and then mixed RM enhancer to market fake ghee. He used to add illicit chemicals labelled as “BT Negative” additives alongside adulterants like palm oil to chemically mimic and fake pure desi ghee properties.
A Baudouin Test (B.T.) Negative result indicates the absence of sesame oil or furfural compounds, which is mandatory for verifying the purity and authenticity of dairy products like pure ghee. Consumption of fake, adulterated ghee can cause heart diseases with high cholesterol and hypertension problems. The factory owner was arrested two years ago while making fake ghee, but he managed to get bail and restarted his operations. He used to supply fake ghee to buyers in Gujarat, Punjab, Rajasthan and Maharashtra.
In Ludhiana, Punjab, on Wednesday, nearly 3,000 litres of adulterated ghee was seized from a godown. Most of the ghee was supplied from Ahmedabad. In Kanpur, a factory making adulterated spices was raided. Nearly 2,000 kg of fake turmeric (haldi) was seized. Poor quality powdered rice was coloured with yellow dye and was being marketed as turmeric. Similarly, red colour dye was used to make chilli powder, while sawdust was dyed and sold as coriander (dhania) powder. The state food safety department officials seized Rs 5.86 lakh worth adulterated spices.
In Hyderabad, polished cloves and cumin (jeera) were seized from three different shops. Fabric dyes were being used to polish these spices. Selling fake and adulterated ghee, turmeric, cumin and cloves is a sin. Making people consume harmful adulterated food is as good as committing mass murder. In most food adulteration cases, the guilty easily get bail. The hearings continue for years, and in most cases, they are let off easily.
According to a report submitted in Parliament, 8.86 lakh food samples were taken during the last five years, and more than 20 pc samples were found adulterated. In more than 75 pc cases, those convicted were let off with paltry fines. In only 3 pc cases, the convicts were sentenced to imprisonment. I would like to praise Hyderabad police for filing cases under section relating to culpable homicide not amounting to murder against food adulterators. In such cases, they would not get bail easily and they can be sentenced to imprisonment. Other states should also follow this. There is need to strike terror in the minds of food adulterators and criminals.
ज़करबर्ग की माफी : भारत के कानून की ताकत
मेटा के सीईओ मार्क ज़करबर्ग ने child sexual abuse material, डीपफेक कंटेंट और कंटेंट मॉडरेशन में हुई गलतियों के लिए भारत सरकार से माफी मांगी. मेटा के चीफ ग्लोबल अफेयर्स ऑफिसर ने दिल्ली में आईटी मंत्री अश्विनी वैष्णव से मुलाकात की और उन्हें ज़करबर्ग का लिखित माफीनामा सौंपा. मेटा ने माना है कि कुछ खास तरह के कंटेंट को बूस्ट करने के लिए बहुत पैसे दिए गए थे.
कंपनी ने इस कंटेंट पर ध्यान नहीं दिया लेकिन भविष्य में मेटा अपनी ज़िम्मेदारी का पूरा ख्याल रखेगा, ऐसी गलती दोबारा नहीं होगी. दरअसल जंतर मंतर पर छात्रों के आंदोलन के दौरान हजारों डीफफेक वीडियो सर्कुलेट हुए, AI जेनरेटेड कंटेंट को पोस्ट करके अफवाहें फैलाई गईं, पाकिस्तान से ऑपरेट हो रहे हैंडल्स से भड़काऊ पोस्ट किए गए, फेसबुक, इंस्टाग्राम और व्हाट्सएप पर ये मैसेज तेजी से वायरल हुए, इन्हें बूस्ट किया गया, लेकिन मेटा ने इस पर कोई कार्रवाई नहीं की.
इसके बाद प्रधानमंत्री नरेन्द्र मोदी ने इंस्टाग्राम और फेसबुक पर एक वीडियो पोस्ट किया था जिसमें Gen Z के लिए उनका संदेश था. प्रधानमंत्री के इस वीडियो को मेटा ने फेसबुक से 5-6 घंटे के लिए हटा दिया था, लेकिन जब आपत्ति दर्ज की गई तो इस वीडियो को रीस्टोर कर दिया गया. मेटा ने इसे टेक्निकल गलती बताकर माफी भी मांगी लेकिन आईटी मंत्रालय ने इस पर सख्ती दिखाई, मेटा को तलब किया गया. संसदीय समिति ने मार्क ज़करबर्ग को 3 दिन के अंदर अपनी गलतियों के लिए माफी मांगने का अल्टीमेटम दिया था.
ये भी बताया गया कि अगर ज़करबर्ग माफी नहीं मांगते तो सरकार सेफ हार्बर क्लॉज के तहत मेटा को मिलने वाला प्रोटैक्शन खत्म कर देगी. ‘सेफ हार्बर क्लॉज’ हटने से सोशल मीडिया प्लेटफॉर्म के अधिकारियों के खिलाफ सीधे FIR दर्ज करने का रास्ता साफ हो जाता. इसीलिए बुधवार को समय सीमा खत्म होने से पहले ज़करबर्ग ने मोदी सरकार से माफी मांग ली. मार्क ज़करबर्ग का माफी मांगना बड़ी बात है. मेरी जानकारी ये है कि IT मंत्री अश्विनी वैष्णव ने META के global officers को अच्छी तरह से grill किया.
अश्विनी वैष्णव IIT से पढ़े हैं, टेक्नोलॉजी expert हैं, इसलिए उनके सामने technical error जैसी दलीलें नहीं चल पाई. अश्विनी वैष्णव इस बात को भी समझते हैं कि Meta के लिए भारत कितना बड़ा मार्केट है. इस साल भारत से Meta को 29 हजार 300 करोड़ रु. से ज्यादा की आमदनी हुई, इसलिए Meta को भारत की जरूरत है. Meta दुनिया की सबसे बड़ी और सबसे ताकतवर कंपनियों में से एक है लेकिन उसने अपनी गलती मानी और माफी मांगी. ये भारत की ताकत को दिखाता है. कहा गया है कि कंपनियां झुकती हैं, झुकाने वाला चाहिए.
नकली घी, मिलावटी मसाले बेचने वाले नरसंहार के दोषी
अगर आप सस्ता घी, हल्दी, मिर्च या जीरा जैसी चीजें खरीदते हैं तो सावधान हो जाइए. हो सकता है, जो घी आप खरीद रहे हों, उसमें एक बूंद भी असली घी न हो. गुजरात के गांधीनगर जिले के कलोल इलाके में पुलिस ने 30 हजार लीटर नकली घी ज़ब्त किया. ये नकली घी ट्रेडिंग कम्पनियों को बेचा जाता था जो इस पर अपनी कम्पनी का नाम छाप कर अपने ब्रांड के घी के तौर पर बेचती थी.
पुलिस को रिफाइंड पाम ऑयल (RPO) के साथ साथ 200 लीटर वाले 223 बैरल में पीले रंग के केमिकल RM enhancer मिले. कुल 1.67 करोड़ रुपये का ये संदिग्ध पाम ऑयल और केमिकल का जखीरा एफ.एस.एल. तथा खाद्य एवं औषधि विभाग के अधिकारियों की उपस्थिति में जब्त किया गया.
पूछताछ के दौरान कारखाने के मालिक ने बताया कि वह पाम ऑयल तैयार करने के लिए केमिकल एवं वेजिटेबल फैट मिलाकर low quality का पाम ऑयल बनाता था. उसने बताया कि वो पाम आयल में RM enhancer इसलिए मिलाता था ताकि फाइनल प्रोडक्ट की कीमत बढ़ सके. साथ ही उसमें BT NEGATIVE नाम का प्रोडक्ट मिलाता था. अक्सर नकली घी बनाने वाले लोग इस प्रक्रिया का इस्तेमाल करते हैं. कारखाने का मालिक बिना किसी ब्रांडिंग के उसे बेच देता था ताकि आगे ट्रेडर उसे घी कह कर बेच सके.
इस प्रकार तैयार किए गए पाम ऑयल का यदि खाद्य पदार्थ के रूप में उपयोग किया जाए, तो इससे मनुष्यों में हृदय रोग, उच्च कोलेस्ट्रॉल तथा उच्च रक्तचाप (हाइपरटेंशन) जैसी गंभीर समस्याएं उत्पन्न हो सकती हैं. इस कंपनी के मालिक को दो साल पहले भी नकली घी के धंधे में पकड़ा गया था लेकिन वो जमानत पर छूट गया. इसके बाद फिर इसी काम में लग गया. वह गुजरात, पंजाब, राजस्थान, महाराष्ट्र में नकली घी की सप्लाई कर रहा था. पंजाब के लुधियाना में भी बुधवार को नकली घी का एक godown पकड़ा गया. यहां तीन हजार लीटर नकली घी बरामद हुआ. इस नकली घी की सप्लाई भी अहमदाबाद से की गई थी.
उत्तर प्रदेश के कानपुर में नकली मसाले बनाने वाली फैक्ट्री पकड़ी गई. यहां 2,000 किलो ऐसी हल्दी मिली जिसमें हल्दी का एक टुकड़ा भी असली नहीं था. खराब क्वालिटी के चावल का पाउडर बनाने के बाद उसमें कैमिकल कलर डालकर इसे हल्दी जैसा रंगा जाता था मार्केट में हल्दी बेची जा रही थी. इसी तरह लाल रंग डालकर मिर्च और लकड़ी के बुरादे को रंग कर धनिया पाउडर बना कर बेचा जाता था. खाद्य विभाग ने 5 लाख 86 हजार रुपये के नकली मसालों का स्टॉक जब्त किया है. हैदराबाद में तीन दुकानों से पॉलिश्ड लौंग और जीरा बरामद हुआ. मसालों को फ्रेश दिखाने के लिए कपड़ों को रंगने वाली डाई का इस्तेमाल होता था.
घी, हल्दी, जीरा, लौंग जैसी चीजों में केमिकल मिलाना महापाप है. ये सामूहिक नरसंहार से कम नहीं है. ज्यादातर मामलों में मिलावट करने वालों को ज़मानत मिल जाती है. बरसों तक केस चलते हैं, बहुत से मामलों में वे छूट जाते हैं. इसीलिए उनकी हिम्मत बढ़ती है. संसद में दी गई एक रिपोर्ट के मुताबिक़, देश भर में पिछले पांच साल में 8 लाख 86 हजार फूड सैम्पल लिए गए जिनमें 20% सैंपल मिलावटी पाए गए. मिलावट के 75% से ज्यादा मामलों में सिर्फ आर्थिक जुर्माना लगाया गया. केवल 3 प्रतिशत मामलों में ही सज़ा हुई है. मैं हैदराबाद पुलिस की तारीफ करूंगा कि उसने मिलावट करने वालों के खिलाफ हत्या का केस दर्ज किया. गैर इरादतन हत्या के केस में बेल मिलना भी मुश्किल होगा और सज़ा भी अच्छी खासी मिलेगी. बाकी राज्यों को भी इसी रास्ते पर चलना चाहिए ताकि अपराधियों के दिल में, मिलावट करने वालों के दिमाग में कानून का खौफ पैदा हो.
Jharkhand : A shameful story of riggings in govt exams
One is astonished on reading details about how most of the government exams conducted in Jharkhand during the last 13 years were found to be rigged. A blacklisted agency TDPL was given contract to conduct all government exams after 2014, and most of the exams were rigged. The mastermind of paper leaks, Abhay Tiwari wore two hats. He was working as a Block Supply Officer in Godda, Jharkhand, and at the same time, in the name of Vijay Tiwari, he was working as marketing manager in TDPL, the agency that conducted the exams.
In the last 13 years, he himself applied for 12 govt jobs and cracked the exams with top rankings in most of them. He cracked the Indian Navy SSR (Senior Secondary Recruit) Exam in 2013, passed the Bhabha Atomic Research Centre assistant exam the next year, and in the same year, he passed another exam in Northern Coalfields Ltd. This versatile person passed the CRPF Head Constable exam and Jharkhand Staff Selection Commission’s (JSSC) police sub-inspector exam in 2018.
He also passed JSSC’s post-graduate teacher exam, Assistant Conservator of Forest (ACF), Forest Range Officer (FRO), and Food Safety Officer (FSO) exams conducted by Jharkhand Public Service Commission. He also cleared the preliminary exams for 11th and 13th Jharkhand Civil Service in his first attempt. Students in Jharkhand have been sitting on dharna for the last 12 days demanding justice. Some of them are carrying posters showing Abhay Tiwari, the mastermind of paper leaks. Abhay Tiwari not only cracked exams.
He helped his brother and ‘bhabhi’ (sister-in-law) get govt jobs by dutifully passing exams. He also helped his ‘saali’ (sister-in-law) get a govt job, not through backdoor, but after passing her exam. All of them got appointment letters for govt jobs. Abhay Tiwari has been arrested and the state CID is probing paper leak charges. Till now, 11 persons have been arrested. CID conducted raids in 18 districts including Ranchi, Palamau, Hazaribagh, Bokaro and Dhanbad. Tiwari had settings with several coaching centres. Teachers in some of the coaching centres were in direct contact with him.
Carbon copies of OMR sheets of candidates, some admit cards and mark sheets have been found by CID. Tiwari has been carrying on with this trade for the last 13 years. He minted crores, charged Rs 25 lakh for getting a candidate passed the Main exam and Rs 5 lakhs for clearing a Prelim exam. He used to collect Rs 10 lakhs as ‘advance’. Clearly, public exams in Jharkhand for the last 13 years were not due to paper leaks only.
It was clearly rigging and cheating on a humungous scale. The ‘rigging mafia’ marred the careers of lakhs of candidates on a scale that is unimaginable. Chief Minister Hemant Soren tried to calm down matters by ordering a CID probe, but the protesters are aware of the ground reality. They are not trusting the CID. CID’s record in Jharkhand has not been good till now. There is no harm in handing over this probe to CBI. The students sitting on protest are not demanding Hemant Soren’s resignation. They want an early decision about the exams that are in limbo. Interestingly, Congress, Aam Aadmi Party and Communist leaders, who were taking part in the Jantar Mantar protest, are not visible in Ranchi protest. Don’t the students of Jharkhand deserve their support? Or, those who raised their voices in Delhi do not want to speak against Hemant Soren?
Kanwads must exercise restraint
The month-long Kanwad Yatra during the holy month of Shrawan is in full swing in UP and Uttarakhand. Though the state governments have made full arrangements, in several places, kanwad yatris resorted to violence, smashing vehicles and thrashing people. On Tuesday, flower petals were showered on Kanwad yatris from Meerut to Haridwar. Traffic routes were diverted and corridors set up for the yatra. In Meerut, there was an incident in which kanwad yatris bashed up some policemen, but the SP City claims no policemen was beaten.
Why does violence take place every year during Kanwad Yatra? Why are lathis used to attack others? Is it part of our ‘sanskar’ (tradition)? How can there be any place for violence during the sacred Yatra while worshipping Lord Shiva? Most of the Kanwad Yatris sing bhajans while carrying sacred Ganga water. But when violence takes place in a place or two, the Yatra gets a bad name. Kanwad Yatris must exercise restraint. They should complete their yatra peacefully, with patience. This will be their true devotion to Lord Shiva.
Udhayanidhi Stalin’s comment is misogynistic, condemnable
A misogynistic comment made by the Leader of Opposition in Tamil Nadu, Udhayanidhi Stalin, deserves condemnation. He was addressing a rally on Cauvery water issue in Thanjavur, when some DMK workers started shouting ‘Trisha’, name of the Chief Minister Vijay’s close friend. Udhayanidhi made the sarcastic comment and those present at the rally burst into laughter.
The video went viral, police picked him up from Chennai and took him to Thanjavur. When all hell broke loose, thousands of DMK supporters clashed with police. Police told the High Court they had taken him to Thanjavur to “record his statement”. On the High Court’s direction, Udhayanidhi was released. Udhayanidhi Stalin used to work in Tamil films and Trisha used to be his colleague. Because of political differences, Udhayanidhi made the misogynistic comment about Vijay and Trisha. Udhayanidhi has been a repeated offender as far as making sarcastic comments are concerned. He cleverly delivered a ‘double entendre’ dialogue about Trisha at the rally. This is condemnable.
Any objectionable comment made about a woman in public, even indirectly, needs to be condemned. From the political point of view, Chief Minister Joseph Vijay’s action in getting his political rival arrested by police, may help Udhayanidhi in the long run. The latter will go to the streets and present himself as a person who has been wronged. The DMK, which has been licking its wounds since the assembly poll debacle, may get a new breath of life. Chief Minister Vijay will have to face challenges in the near future. On the whole, the issue neither needed any ‘comment’, nor ‘arrest’.
झारखंड : परीक्षाओं में धांधलियों की शर्मनाक कहानी
झारखंड की सरकारी परीक्षाओं में किस कदर धांधलियां हुई हैं, उन्हें पढ़ कर आप चौंक जाएंगे. जो एजेंसी ब्लैक लिस्टेड थी, जिसके मालिक को सरकारी नौकरियों की परीक्षाओं में धांधली के लिए गिरफ्तार किया गया था, उसी एजेंसी को सारी सरकारी भर्तियों की परीक्षाओं का ठेका दे दिया गया. आपको यह जान कर आश्चर्य होगा कि 2014 के बाद जितनी भी परीक्षाएं हुईं, उन सब में गड़बड़ी के आरोप लगे लेकिन कंपनी का ठेका रद्द नहीं किया गया.
हैरानी की बात तो ये है कि कंपनी के मार्केटिंग मैनेजर ने तेरह साल में बारह सरकारी नौकरियों के फॉर्म भरे, सारी परीक्षाओं में टॉपर्स की लिस्ट में रहा. वो नौसेना अफसर, दारोगा, कॉन्स्टेबल और शिक्षक से लेकर भाभा एटॉमिक रिसर्च सेंटर का क्लर्क, सब बन गया. ऐसे होनहार शख्स का नाम है, अभय तिवारी. झारखंड में JPSC, SSC, CGL की परीक्षाओं में गड़बड़ी के खिलाफ जो छात्र 12 दिन से धरने पर बैठे हैं, उनके हाथों में अभय तिवारी का पोस्टर है.
पोस्टर्स में अभय तिवारी को परीक्षाओं में धांधली का मास्टरमाइंड बताया गया है. अभय तिवारी अलग अलग नाम से एक ही वक्त में दो नौकरी कर रहा था. वो गोड्डा में ब्लॉक सप्लाई अफसर था. वहां अभय तिवारी के नाम से नौकरी कर रहा था. उसकी दूसरी नौकरी TDPL कंपनी में थी. वहां वह मनोज तिवारी के नाम से काम कर रहा था. उसे मार्केटिंग मैनेजर की पोस्ट दी गई. TDPL कंपनी में अभय तिवारी ने जो कारनामे किए हैं, उन्हें सुनकर आप चौंक जाएंगे. 2013 के बाद 13 साल में झारखंड में सरकारी नौकरी की जितनी परीक्षाएं हुई, सारी परीक्षाओं में अभय तिवारी पास हो गया. ज्यादातर भर्ती परीक्षाओं में उसने टॉप किया. उसे पहली या दूसरी रैंक मिली.
अभय तिवारी ने ऐसा फॉर्मूला सैट किया कि उसके भाई और भाभी को भी सरकारी नौकरी मिल गई. उसने अपनी साली को भी सरकारी नौकरी दिला दी. कोई बैकडोर से नहीं आया, सब परीक्षाओं में पास हुए और नियुक्ति पत्र हासिल किया. अब धरने पर बैठे छात्र पूछ रहे हैं कि सरकार जांच करा ले, अभय तिवारी वाला फॉर्मूला पता लगा ले और वो फॉर्मूला झारखंड के सभी नौजवानों को बता दे, सब का कल्याण हो जाएगा. अभय तिवारी अब पुलिस की गिरफ्त में है. CID मामले की जांच कर रही है. अब तक 11 लोग गिरफ्तार हुए हैं. सीआईडी ने रांची, पलामू, हजारीबाग, बोकारो, धनबाद समेत 18 जिलों में छापे मारे, जिन कोचिंग सेंटर्स के साथ अभय तिवारी की सेटिंग थी, जो शिक्षक उसके गिरोह में थे, उनके ठिकानों की भी तलाशी ली गई.
छापे में उम्मीदवारों की ओएमआर शीट की कार्बन कॉपी, एडमिट कार्ड और मार्कशीट्स मिली. अभय तिवारी पिछले 13 साल से पैसे लेकर सरकारी नौकरी दिलाने का धंधा कर रहा था. पिछले 13 साल में उसने खुद 12 परीक्षाएं पास की, उसने जो जो फॉर्म भरा सबमें सेलेक्ट हो गया. 2013 में भारतीय नौसेना में SSR परीक्षा के लिए फॉर्म भरा, पास हो गया. 2014 में भाभा एटोमिक रिसर्च सेंटर में असिस्टेंट के लिए फॉर्म भरा, परीक्षा पास की. इसी साल उसने नॉर्दर्न कोलफील्ड लिमिटेड की परीक्षा भी पास कर ली. 2018 में उसने CRPF हेड कांस्टेबल, JSSC में पुलिस सब इंस्पेक्टर की परीक्षा भी पास कर ली.
अभय तिवारी ने JSSC में पोस्ट ग्रेजुएट टीचर, JPSC के ACF, FRO, FSO परीक्षाएं भी पास कर ली. 11वीं और 13वीं झारखंड सिविल सर्विस का प्री एग्जाम भी फर्स्ट अटैंप्ट में ही क्लीयर कर दिया. अभय तिवारी किसी एग्जाम में फेल ही नहीं होता, इसीलिए झारखंड में हर किसी की जुबान पर इसी अभय तिवारी का नाम है. अभय तिवारी ने सरकारी नौकरियों के गोरखधंधे से करोड़ों की कमाई की. JPSC प्रलिमिनरी पास कराने का रेट पांच लाख रुपये, मेन्स क्लीयर कराने का रेट 25 लाख रुपये रखा था.
अभय तिवारी 10 लाख रुपये एडवांस लेता था. साफ है कि झारखंड में सिर्फ़ पेपर लीक ही नहीं हुआ, बड़े पैमाने पर धांधलियां हुई, धोखा हुआ. परीक्षा कराने वाले माफ़िया ने छात्रों को इस क़दर ठगा कि कोई उसकी कल्पना भी नहीं कर सकता. मुख्यमंत्री हेमंत सोरेन ने सीआईडी जांच का आदेश देकर पीछा छुड़ाने की कोशिश की लेकिन प्रोटेस्ट करने वाले छात्र असलियत से वाक़िफ़ हैं. उन्हें CID पर भरोसा नहीं है. वैसे भी झारखंड में CID का रिकार्ड अच्छा नहीं है. इसलिए CBI को ये जांच सौंपने में कोई बुराई नहीं है. झारखंड में जो छात्र धरने पर बैठे हैं, वो मुख्यमंत्री का इस्तीफा नहीं मांग रहे हैं, वो तो सिर्फ़ परीक्षाओं पर ज़ल्द फ़ैसला चाहते हैं. दिलचस्प बात ये है कि कांग्रेस, आम आदमी पार्टी और कम्युनिस्ट जो दिल्ली में जंतर मंतर पर बढ़-चढ़कर हिस्सा ले रहे थे, वे रांची के प्रोटेस्ट से ग़ायब हैं. क्या झारखंड के छात्र समर्थन deserve नहीं करते ? या फिर दिल्ली में आवाज़ उठाने वाले दल हेमंत सोरेन के ख़िलाफ़ बोलना नहीं चाहते ?
कांवड़िए खुद पर संयम रखें
उत्तर प्रदेश में इस वक्त कांवड़ यात्रा चल रही है. सरकार ने जबरदस्त इंतजाम किए हैं लेकिन कई जगह कांवड़ियों ने उत्पात मचाया, मारपीट की, हंगामा किया. मेरठ से लेकर हरिद्वार तक कांवड़ियों पर फूलों की बारिश की गई. कांवड़ यात्रा के लिए कई जगह पर रूट बदले गए हैं, पुलिस तैनात है, लेकिन इसके बाद भी कई जगह से कांवड़ियों के हंगामे की खबरें आईं. मेरठ में कांवड़ियों ने पुलिसकर्मियों को पीट दिया, उनकी वर्दी फाड़ दी, लेकिन मेरठ के एसपी सिटी का कहना है कि कोई पुलिसवाला घायल नहीं हुआ.
दरअसल रात को दो कांवड़ियों की बाइक में टक्कर हुई. पुलिस पहुंची, दो कांवड़ियों को पुलिस जीप में बैठा लिया लेकिन कांवड़ियों ने हंगामा शुरू कर दिया. अफवाह फैली कि पुलिस कांवड़ खंडित करने वालों को बचा रही है. इसके बाद गुस्साए कांवड़ियों ने पुलिस जीप में बैठे कांवड़ियों को पीटना शुरू कर दिया, डंडों से उन्हें पीटा. कांवड़ियों की संख्या ज्यादा थी, पुलिस कुछ नहीं कर सकी.
कुछ देर बाद कांवड़ियों का गुस्सा शांत हुआ. पुलिस ने घायलों का मेडिकल कराया. क्या वजह है कि हर साल कांवड़ यात्रा के दौरान बार बार झगड़े होते हैं, लाठी-डंडे चलते हैं, खून बहता है? ये कौन से संस्कार हैं ? भोलेनाथ की आराधना यात्रा में गुस्से का, मारपीट का स्थान कैसे हो सकता है ?
ज्यादातर कांवड़िए भजन गाते हुए मस्ती में गंगाजल लेकर जाते हैं, पर अगर दो चार जगह भी झगड़ा होता है तो पूरी कांवड़ यात्रा बदनाम होती है. कांवड़ियों के लिए रूट, कॉरिडोर बनाए जाते हैं, विश्राम का, खाने-पीने का प्रबंध होता है. पुलिस उनकी हिफाजत करती है. जगह जगह लोग उनकी मदद के लिए खड़े रहते हैं. क्या ये अच्छा लगता है कि लोग कांवड़ियों पर फूल बरसाएं और कांवड़िए लाठी डंडे चलाएं ? उन्हें संयम रखना चाहिए. शांति से अपनी यात्रा पूरी करनी चाहिए. भगवान शिव की सच्ची भक्ति का रूप तो यही होगा.
उदयनिधि स्टालिन का कमेंट महिलाविरोधी, निंदनीय
तमिलनाडु में विपक्ष के नेता उदयनिधि स्टालिन के एक कमेंट को लेकर इतना हंगामा हुआ कि पुलिस उदयनिधि को घर से पकड़ कर चेन्नई से तंजावुर ले गई. DMK के हजारों कार्यकर्ता सड़कों पर आ गए, पुलिस के साथ झड़पें हुई. मामला हाईकोर्ट पहुंचा, चार घंटे बाद पुलिस ने अदालत में कह दिया कि उदयनिधि का बयान दर्ज करने के लिए हिरासत में लिया गया था. बाद में हाईकोर्ट के आदेश पर उन्हें छोड़ दिया गया.
ये सब हंगामा इसलिए हुआ क्योंकि कावेरी जल विवाद के सवाल पर तंजावुर में रैली हो रही थी. इस रैली में उदयनिधि ने अपनी आदत के मुताबिक इशारों-इशारों में मशहूर एक्ट्रेस और तमिलनाडु के मुख्यमंत्री जोसेफ विजय की महिला मित्र तृषा को लेकर विवादित कमेंट कर दिया. बाद में उन्होंने बात संभालने की कोशिश की. लेकिन जिस तरह डबल मीनिंग वाले कमेंट के बाद उदयनिधि स्टालिन और DMK वर्कर्स हंसे, उससे ये साफ अंदाज़ा लगाया जा सकता था कि वो तृषा के बारे में क्या कहना चाह रहे थे. राजनीति में आने से पहले उदयनिधि खुद फिल्मों में काम करते थे, तृषा उनकी Colleague रही हैं. लेकिन राजनीति के चक्कर में नफरत इतनी बढ़ गई कि उदयनिधि ने विजय और तृषा को लेकर घटिया बात कह दी.
वैसे तो बयानबाज़ी के मामले में उदयनिधि आदतन शरारती हैं. तृषा को लेकर उन्होंने बड़ी चालाकी से double meaning वाला डायलॉग मारा जिसकी निंदा की जानी चाहिए. अगर किसी महिला के बारे में इस तरह की अशोभनीय बात इशारों में भी कही जाए तो भी उसकी निंदा होनी चाहिए. लेकिन राजनीति की नजरों से देखेंगे तो मुख्यमंत्री विजय ने जिस तरह से एक्शन लिया, जिस तरह से उदयनिधि को गिरफ्तार करवाया, उससे उदयनिधि को फायदा होगा. अब वो सड़क पर उतर कर सरकार से लड़ने वाले नेता बन गए हैं. अपनी हार के झटके से हताश पड़ी DMK में नई जान आ जाएगी. मुख्यमंत्री विजय को बाद में इसका नुकसान होगा. इस पूरे मामले में न कमेंट की जरूरत थी, न arrest की.
