मिमिक्री : राहुल अपना दोष मीडिया पर न डालें
उपराष्ट्रपति जगदीप धनखड़ का अपमान एक बड़ा मुद्दा बनता जा रहा है. दिल्ली के जंतर मंतर पर गुरुवार को बीजेपी ने प्रदर्शन किया, जबकि जाट समुदाय ने मांग की है कि धनखड़ का अपमान करने वाले तृणमूल सांसद कल्याण बनर्जी और कांग्रेस नेता राहुल गांधी सार्वजनिक रूप से माफी मांगें. राष्ट्रपति द्रोपदी मुर्मू, प्रधानमंत्री नरेन्द्र मोदी और लोकसभा अध्यक्ष ओम बिड़ला ने गहरी नाराजगी और दुख जाहिर किया है. राष्ट्रपति ने कहा कि सभी को संवैधानिक पदों की गरिमा का ख्याल रखना चाहिए. प्रधानमंत्री मोदी ने उपराष्ट्रपति को फोन करके सहानुभूति व्यक्त की और कल्याण बनर्जी की हरकत की निंदा की. मोदी ने उपराष्ट्रपति से कहा कि वह खुद इसी तरह 20 साल से अपमान झेल रहे हैं. बुधवार को दिल्ली में तृणमूल अध्यक्ष ममता बनर्जी ने कहा कि अगर राहुल गांधी मिमिक्री का वीडियो ना बनाते तो ममला इतना तूल न पकड़ता. कांग्रेस नेता अधीर रंजन चौधरी ने कहा कि वीडियो अकेले राहुल गांधी ने नहीं बनाया था, कल्याण बनर्जी तो मिमिक्री कर रहे थे, जो कि एक कला है, इसका क्या बुरा मानना, ये किसी का अपमान नहीं हैं. इसके बाद राहुल गांधी ने सफाई दी. जब बात बहुत बढ़ गई, राहुल गांधी पर चारों तरफ से हमले होने लगे, तो राहुल सामने आए. उन्होंने गलती नहीं मानी, उल्टे मीडिया को नसीहत दे दी. राहुल ने कहा- “वहां पर MPs बैठे हुए थे, मैने उनका वीड़ियो लिया, मेरा वीडियो मेरे फोन पर है, ये सब मीडिया दिखा रहा है, मीडिया कह रहा है, मोदीजी कह रहे हैं, यहां किसी ने कुछ कहा ही नहीं. ..हमारे 150 MPs को पार्लियामेंट से उठा कर बाहर फेंक दिया…उसके बारे में मीडिया में कोई चर्चा नहीं हो रही है..अडानी पर कोई चर्चा नहीं हो रही है, राफेल पर फ्रांस ने कहा कि इनवेस्टिगेशन हो रहा है, उस पर कोई चर्चा नहीं हो रही है, बेरोज़गारी पर कोई चर्चा नहीं हो रही है. हमारे MPs यहां दुखी हैं, बाहर बैठे हुए हैं.. उन पर (मिमिक्री पे) आप चर्चा कर रहे हो. ..थोड़ा तो न्यूज़ दिखा दिया करो” . अपनी गलतियों के लिए मीडिया को जिम्मेदार ठहराना राहुल गांधी की आदत हो गई है. वो कैसे कह सकते हैं कि MPs के सस्पेन्शन पर मीडिया में चर्चा नहीं हुई? खूब हुई. राफेल पर, अडानी पर, क्या राहुल के बयान मीडिया ने नहीं दिखाए? खूब दिखाए. पर क्या उपराष्ट्रपति का मज़ाक मीडिया ने उड़ाया? क्या धनखड़ की मिमिक्री का वीडियो मीडिया ने बनाया? इसे कहते हैं – उल्टा चोर कोतवाल को डांटे. ममता बनर्जी ने ठीक कहा कि अगर राहुल गांधी वीडियो न बनाते, राज्यसभा के सभापति की मिमिक्री पर ठहाके न लगाते, तो मामला इतना बड़ा न बनता. और राहुल गांधी ने मीडिया के बारे में ऐसी बातें कोई पहली बार नहीं कही है. राहुल को राफेल के मुद्दे पर गलतबयानी के लिए सुप्रीम कोर्ट से लिखित माफी मांगनी पडी थी. क्या इसके लिए मीडिया जिम्मेदार था? उसके बाद अपने बयान के चक्कर में सूरत की कोर्ट से सजा मिली. क्या इसके लिए भी मीडिया जिम्मेदार था? फिर उनकी संसद की सदस्यता चली गई. क्या इसके लिए मीडिया जिम्मेदार था? वो तीन राज्यों में चुनाव हार गए, क्या इसके लिए मीडिया जिम्मेदार है? अब अगर ममता बनर्जी और अरविंद केजरीवाल ने इंडी अलायंस की मीटिंग में राहुल गांधी की बजाय मल्लिकार्जुन खरगे का नाम आगे कर दिया, तो क्या इसके लिए भी राहुल मीडिया को दोष देंगे? केजरीवाल और ममता ही नहीं, कांग्रेस के कई लोगों को भी लगता है कि राहुल गांधी चुनाव नहीं जिता सकते. कैंपेन के दौरान बड़ी-बड़ी बातें करते हैं. हाल ही में विधानसभा चुनाव के दौरान राहुल ने कहा था कि मैंने मोदी की गाड़ी के चारों पहियों की हवा निकाल दी है. राहुल ने कहा था कि राजस्थान, मध्य प्रदेश और छत्तीसगढ़ में मोदी को उखाड़ फेकेंगे. लेकिन जो हुआ वो सबने देखा. इसलिए कभी कभी अपने गिरेबां में झांक कर भी देखना चाहिए. मोदी-विरोधी मोर्चे की जिस मीटिंग से विरोधी दलों के नेताओं को बहुत उम्मीदें थी, वो मीटिंग डिरेल क्यों हो गई? ये भी सोचना चाहिए.
MIMICRY: INSTEAD OF BLAMING MEDIA, RAHUL SHOULD INTROSPECT
The face-off between BJP and opposition parties over the mimicry of Vice President Jagdeep Dhankhar by a Trinamool MP, has snowballed into a major controversy with BJP leaders and workers staging protest at Delhi’s Jantar Mantar on Thursday. Jat community leaders have demanded apology from TMC MP Kalyan Banerjee and Congress leader Rahul Gandhi. President Droupadi Murmu, Prime Minister Narendra Modi, Lok Sabha Speaker Om Birla have condemned the mimicry incident describing it as an insult to the Vice President. In Rajya Sabha on Wednesday, Chairman Jagdeep Dhankhar expressed his anguish and said it was “an insult to the dignity of the post of Vice President, the farmers and his Jat community”. Dhankhar said, “I do not care if somebody insults me personally, I will bear it, I will swallow it, but I will never tolerate if I am unable to protect the dignity of the post that I hold.” Trinamool Congress chief Mamata Banerjee refused to comment on the mimicry incident, but tried shifting the blame to Rahul Gandhi. She said, “we have respect for everyone. This has to be taken casually. ..You would not have come to know about this if Rahul Ji had not taken the video of the incident”. Rahul Gandhi reacted by blaming the media for hyping the mimicry act. He said, “MPs were sitting there, I shot the video. My video is on my phone. Media is playing it up. Nobody says anything when our 150 MPs are thrown out, but there is no discussion over that in media. There is no discussion on Adani, on Rafale deal, on unemployment. Our MPs are unhappy and sitting outside, but media is discussing this (mimicry).” It appears as if Rahul Gandhi has made it his habit to blame the media for his own mistakes. How can he say that there has not been any discussion on suspension of opposition MPs in media? There were so many discussions. Did not media show Rahul’s allegations about Rafale deal and against Adani? It is a case of the pot calling the kettle black. In Hindi, the proverb is, “Ulta Chor Kotwaal Ko Daante”. Mamata Banerjee was right when she said that had Rahul Gandhi not made the video and laughed at the mimicry of Rajya Sabha chairman, the matter would not have blown out of proportions. This is not the first time that Rahul has blamed the media. He had to give a written apology in Supreme Court for giving incorrect statement on Rafale deal. Was the media responsible for this? On describing people with Modi surnames as thieves at a public meeting, the Surat district court convicted him. Was the media responsible for this? He then automatically lost his Parliament membership after being convicted by court. Was the media responsible? His party lost assembly elections in three key states. Was the media responsible? And when Mamata and Arvind Kejriwal floated the name of Mallikarjun Kharge instead of Rahul’s name for leading INDIA alliance, will Rahul now blame the media? Not only Kejriwal and Mamata, but many leaders in the Congress feel that Rahul cannot lead a united opposition to victory. Rahul made lofty claims during his election campaign. During the recent assembly elections, Rahul Gandhi said, “I have taken the air out of all four tyres in Modi’s car”. He claimed that Modi will be uprooted from MP, Rajasthan and Chhattisgarh. The world saw what happened in these three states. It would be better if Rahul does some self- introspection. Twenty-eight opposition parties had pinned high hopes on some concrete outcome from the Delhi meet of INDIA alliance, but the meeting was derailed. Why? He should ponder over it.
मिमिक्री से सबसे ज़्यादा नुकसान विपक्ष को होगा
संसद में बुधवार तक 143 सदस्यों का निलम्बन हो चुका है, भारत के संसदीय इतिहास में कभी इतनी बड़ी संख्या में सासदों को सदन से बाहर नहीं किया गया, विरोधी दलों ने इसे सरकार की तानाशाही का सबूत बताया, लेकिन इसी बीच ममता बनर्जी की पार्टी के सांसद कल्याण बनर्जी और राहुल गांधी ने ऐसा कारनामा कर दिया जिसने निलंबन के मुद्दे को पीछ छोड़ दिया. मंगलवार को संसद परिसर में तृणमूल कांग्रेस के सांसद कल्याण बनर्जी ने दूसरे निलम्बित सांसदों के बीच खड़े होकर राज्यसभा के सभापति जगदीप धनकड़ की मिमिक्री की, उपराष्ट्रपति का मज़ाक उड़ाया. कल्याण बनर्जी की मिमिक्री पर विपक्ष के सांसदों ने ठहाके लगाए और सामने खड़े होकर राहुल गांधी ने अपने फोन पर इसका वीडियो बनाया. कांग्रेस के ट्विटर हैंडल से इस वीडियो को सोशल मीडिय़ा पर अपलोड किया गया. बीजेपी ने विपक्ष के नेताओं को संवैधानिक पदों की गरिमा का सम्मान करने की नसीहत दी. जाट एसोशिएशन ने जगदीप धनकड़ के अपमान को पूरे जाट समुदाय का अपमान बताया. सरकार की तरफ से कल्याण बनर्जी और राहुल गांधी के खिलाफ एक्शन की मांग की गई. कांग्रेस डिफेंसिव पर आ गई. राहुल गांधी की नासमझी ने विपक्ष की रणनीति पर पानी फेर दिया और सरकार को आक्रामक होने का मौका दे दिया. इसमें तो कोई दो राय नहीं कि कल्याण बनर्जी ने जो किया, वो किसी भी नज़रिए से सही नहीं हैं – संवैधानिक मर्यादा के लिहाज से, संसद के नियमों के हिसाब से, संवैधानिक पदों की गरिमा के पैमाने से, और राजनीतिक मर्यादा की नज़र से. किसी भी तरह से कल्याण बनर्जी की हरकत को न्यायोचित नहीं ठहराया जा सकता. राहुल गांधी तो खुद को सबसे बड़ा नेता मानते हैं. क्या राहुल को सभापति या स्पीकर के पद की गरिमा के बारे में नहीं मालूम? राहुल गांधी को चाहिए था कि वो कल्याण बनर्जी को मिमिक्री करने से रोकते. लेकिन उन्होंने रोकने की बजाय वीडिया बनाया. ये राहुल की नामसमझी का सबूत है. उन्हें पता ही नहीं होता कि वो क्या कर रहे हैं, और जो कर रहे हैं उसका क्या असर होगा. कल्याण बनर्जी और राहुल गांधी की इस हरकत का सबसे बड़ा नुकसान विपक्ष को ही हुआ. विरोध दल बड़ी संख्या में सांसदों के सस्पेंशन को मुद्दा बना रहे थे, सरकार पर तानाशाही का इल्जाम लगा रहे थे, लोगों की सहानुभूति भी विपक्ष के साथ थी, लेकिन अब इस हरकत ने सारा गुड़ गोबर कर दिया. अब सासंदों का सस्पेंशन का मुद्दा तो पीछे रह गया, अब बीजेपी के नेता मांग कर रहे हैं कि कल्याण बनर्जी और राहुल गांधी को हर हालत में राज्यसभा के सभपति जगदीप धनकड़ से मांफी मांगनी होगी. साथ ही मुझे लगता है कि 143 सासंदों को संसद से निलम्बित कर देना, इतनी बडी संख्या में सांसदों को सस्पेंड करना दुर्भाग्यपूर्ण है. लेकिन इसके लिए सरकार और विपक्ष दोनों बराबर के जिम्मेदार हैं. विपक्ष के सांसद इरादतन राज्यसभा और लोकसभा में प्लेकार्ड लेकर नारबाजी करने आये ताकि उन्हें सस्पेंड कर दिया जाए और वे बाहर जाकर ये इल्जाम लगा सके कि सरकार ने संसद को विपक्ष विहीन कर दिया, विपक्ष की आवाज़ संसद में बिल्कुल बंद कर दी. संसद में IPC, CrPC, Indian Evidence Act जैसे पुराने कानूनों को बदल कर नये विधेयक लाये गये हैं, ऐसे बिल अगर विपक्ष की चर्चा और सहयोग के बगैर पास हो गए तो ये लोकतंत्र के लिए अच्छा संकेत नहीं है. बेहतर होता विपक्ष थोड़ा संयम दिखाता, चर्चा में हिस्सा लेता, और सरकार भी थोड़ा बड़ा दिल दिखाती, गृह मंत्री संसद की सुरक्षा में सेंध की जांच के बारे में बयान देते, जो बात उन्होंने पार्लियामेंट के बाहर कही, वही सदन में कह देते, तो शायद रास्ता निकल आता. लेकिन दोनों पक्ष अड़े हुए हैं और इससे नुकसान आम लोगों का हो रहा है. संसदीय प्रणाली को हो रहा है, हमारी संसदीय परंपराओं का हो रहा है, जो अच्छा नहीं है.
INDIA गठबंधन : नेता की तलाश
सांसदों के सस्पेंशन का बड़ा असर विरोधी दलों के INDIA अलायन्स की मीटिंग में भी दिखाई दिया. सबसे पहले इसी मुद्दे पर चर्चा हुई. सांसदों के सस्पेंशन पर मोदी विरोधी मोर्चे की मीटिंग में एक निंदा प्रस्ताव पारित किया गया. प्रस्ताव में कहा गया कि विरोधी दलों के खिलाफ सरकार के रवैए की पूरी ताकत के साथ विरोध करेंगे, मिलकर आवाज उठाएंगे. प्रस्ताव तो पारित हो गया लेकिन जिन सवालों के जवाब खोजने के लिए मीटिंग बुलाई गई थी, उस पर न कोई फैसला हुआ, न कोई प्रस्ताव पास हुआ. मीटिंग में 28 पार्टियों के नेता मौजूद थे लेकिन नेताओं ने जो बातें पटना में हुई पहली मीटिंग में कहीं थी, वही चौथी मीटिंग के बाद कही. सिर्फ एक घटना हुई. ममता बनर्जी ने कांग्रेस को टेंशन में डालने वाली एक चाल चल दी. ममता ने मीटिंग में ये प्रस्ताव रख दिया कि मोदी के मुकाबले प्रधानमंत्री पद के लिए विरोधी दलों की तरफ से कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे को प्रोजैक्ट किया जाए. ममता की बात सुनकर सोनिया गांधी, राहुल गांधी, नीतीश कुमार, लालू यादव, सीताराम येचुरी और अखिलेश यादव जैसे नेता सकते में आ गए. शरद पवार, उद्धव ठाकरे जैसे नेता चुपचाप बैठे रहे. स्थिति को संभाला खऱगे ने. खरगे ने कहा कि MP होंगे, तो PM बनेंगे, इसलिए पहले MPs तो जुटा लें, इसके बाद PM कौन होगा, इस पर बात करेंगे. खरगे ने कहा कि गठबंधन का नेता कौन होगा, प्रधानमंत्री कौन होगा, इसका फैसला चुनाव नतीजे आने के बाद होगा. तीन घंटे की मीटिंग के बाद जब विरोधी दलों के नेता बाहर निकले तो ज्यादातर नेताओं ने अंदर क्या बात हुई, इस पर बोलने से इंकार कर दिया. अब सवाल ये है कि MPs को जिताने का जुगाड़ तो तब होगा, जब सीट शेयरिंग का फॉर्मूला तय हो जाएगा. पता ये लगा है कि इस मामले में भी ममता ने खुलकर बात की. मीटिंग में ममता ने साफ कहा कि पहले ही बहुत देर हो चुकी है, अब और देर नहीं होनी चाहिए, दिसंबर के आखिर तक या फिर जनवरी के पहले हफ्ते तक सीट शेयरिंग पर फैसला हो जाना चाहिए, क्योंकि अब चुनाव में ज्यादा वक्त नहीं है. ज्यादातर पार्टियों ने इस पर सहमति जताई. कांग्रेस को अंदाजा था कि इस मुद्दे पर बात होगी, इसलिए कांग्रेस ने मीटिंग शुरू होने से पहले ही एक गठबंधन समन्वय कमेटी बनाने का एलान कर दिया. इसमें अशोक गहलोत, भूपेश बघेल और मुकुल वासनिक सहित कुल पांच लोग हैं. फिर मीटिंग में फैसला हुआ कि गठबंधन में शामिल पार्टियां अपनी-अपनी कमेटी बनाएंगी, कमेटी के नेता सीट शेयरिंग पर बात करेंगे, फैसला करेंगे, अगर कहीं कोई दिक्कत होगी तो पार्टियों के बड़े नेता मिलकर रास्ता निकालेंगे और जनवरी के आखिर तक सीट शेयरिंग हो जाएगी. न पीएम के चेहरे पर फैसला हुआ, न सीटों का बंटवारा हुआ, न कोई फॉर्मूला निकला. तो फिर तीन घंटे की मीटिंग में हुआ क्या? इसका जवाब भी खरगे ने दिया. खरगे ने कहा कि जल्दी ही गठबंधन के सभी नेता एक मंच पर दिखाई देंगे, कम से कम आठ बड़ी साझा जनसभाएं होगी जिसमें गठबंधन में शामिल सभी दलों के नेता शामिल होंगे. ये बात सही है कि लालू यादव, नीतीश कुमार और तेजस्वी यादव मीटिंग से सबसे पहले निकले, उन्होंने किसी से कोई बात नहीं की. इससे समझ आया कि ये सारे नेता ममता के प्रस्ताव से नाराज थे. मल्लिकार्जुन खरगे को प्रधानमंत्री पद का उम्मीदवार बनाने का ओरिजिनल आइडिया केजरीवाल का था. केजरीवाल ने ममता बनर्जी से बात की और उनसे ये नाम पेश करने को कहा. केजरीवाल और ममता दोनों को लगता है कि राहुल गांधी को अगर गठबंधन के नेता के तौर पर प्रोजेक्ट किया जाएगा, तो इसका नुकसान होगा, बीजेपी इसका फायदा उठाएगी. लेकिन अगर खरगे को प्रोजेक्ट किया जाएगा, तो एक दलित और अनुभवी नेता का चेहरा सामने होगा, जिसे काउंटर कर पाना बीजेपी के लिए मुश्किल होगा. लेकिन कांग्रेस ने इस आइडिया को पैदा होने से पहले ही दफन कर दिया. चुनाव से पहले ही राहुल की दावेदारी पर ताला लगाना कांग्रेस को सूट नहीं करता है. इसलिए प्रधानमंत्री पद का चेहरा कौन होगा, इस पर कांग्रेस ने कोई फैसला नहीं होने दिया. लालू की समस्या अलग है. वो चाहते हैं, गठबंधन में नीतीश कुमार लीडर बनें, पटना छोड़ें, दिल्ली आएं, ताकि मुख्यमंत्री की कुर्सी तेजस्वी के लिए खाली हो. पर चार-चार मीटिंग हो चुकी, लालू कुछ करवा नहीं पाए. कुल मिला कर मंगलवार को कुछ खास नहीं हुआ. ज्यादातर बातें वही हुई, जो पटना की पहली मीटिंग में हुई थीं. मैंने एक दिन पहले ही कहा था कि सांसदों के निलम्बन का मुद्दा मोदी विरोधी मोर्चे की मीटिंग को पटरी से उतार देगा. मीटिंग में ज्यादातर चर्चा सस्पेंशन और मोदी के तानाशाही की हुई. न तो नेता पर फैसला हो पाया, न ही सीट शेयरिंग का कोई फॉर्मूला निकल पाया. बस यही कहा गया कि मोदी के खिलाफ मिलकर लड़ेंगे, मोदी को हराने के लिए मिलकर कैंपेन करेंगे. लेकिन उनको अंदाजा ही नहीं है कि मोदी किस दिशा में आगे निकल चुके हैं.
BY MIMICKING, OPPOSITION MAY BECOME THE BIGGEST LOSER
By mimicking Rajya Sabha chairman Jagdeep Dhankhar during a protest by opposition MPs in Parliament premises on Tuesday, Trinamool Congress MP Kalyan Banerjee has brought disgrace to the norms of Indian parliamentary democracy. Banerjee’s mimicry act cannot be justified by any means, whether from the point of upholding dignity of a Constitutional post, or from the view of Parliamentary norms, or even from the view of decency in politics. The sad part was that Congress leader Rahul Gandhi was filming the mimicry act on his cellphone. Rahul Gandhi is a top leader, but does he know much about the dignity of Constitutional posts, like those of Rajya Sabha chairman and Lok Sabha Speaker? It would have been better if he could have stopped Kalyan Banerjee from performing the mimicry act. Instead, he videographed the act on his phone. This is a clear evidence of his lack of political understanding. I sometimes feel, he may not be realizing what he is doing, and the consequences thereof. On Wednesday, Jagdeep Dhankhar tweeted to say that the Prime Minister Narendra Modi spoke to him over phone and “expressed great pain over the abject theatrics of some Honourable MPs…He told me that he has been at the receiving end of such insults for twenty years and counting….I told him…none of the insults will make me change my path”. Even the President Droupadi Murmu, who normally keeps herself aloof from the rough and tumble of politics, had to post on social media: “I was dismayed to see the manner in which our respected Vice President was humiliated in the Parliament complex. Elected representatives must be free to express themselves, but their expression should be within the norms of dignity and courtesy. That has been the Parliamentary tradition we are proud of, and the People of India expect them to uphold it.” The Opposition is the biggest loser from Kalyan Banerjee’s mimicry act, with Rahul Gandhi videographing it. For the last three days, opposition parties were making a big political issue over the suspension of a large number of MPs and were making allegations of “dictatorship” against the government. They were getting public sympathy on the suspension issue, but by mimicking the Vice President of India, they have made a mess of it. The issue of mass suspension has now been relegated to the background, and BJP is now demanding that both Kalyan Banerjee and Rahul Gandhi must apologize to the Rajya Sabha chairman. At the same time, I would like to say that suspending 143 MPs in Parliament is really an unfortunate step, and both the ruling party and opposition are responsible for this. By shouting slogans inside the well of the House and holding placards, the opposition MPs were themselves inviting suspension, so that they can go outside and tell the people that the government has made Parliament “opposition-less”. Passage of important bills on criminal laws replacing IPC, CrPC and Indian Evidence Act, without involvement of opposition members, is not a good sign for democracy. It would have been better if opposition had shown patience and taken part in the debate. On its part, the government could have shown large-heartedness and the Home Minister could have given a brief statement on the ongoing probe into Parliament security breach. This could have assuaged the feelings of opposition, but, as of now, both sides are adamant. This is not good for our parliamentary system.
INDIA OPPOSITION BLOC : A HOUSE DIVIDED
The mass suspension of opposition MPs cast its shadow on the 28-party INDIA bloc meeting that took place in Delhi on Tuesday. It was attended by Congress President Mallikarjun Kharge, Sonia Gandhi, Rahul Gandhi, Mamata Banerjee, Nitish Kumar, Lalu Prasad Yadav, Akhilesh Yadav, M K Stalin, Sharad Pawar, Uddhav Thackeray, Arvind Kejriwal, Sitaram Yechury, Dr Farooq Abdullah and other top leaders. At the meeting, top Congress leaders were surprised when Mamata Banerjee suddenly proposed the name of Mallikarjun Kharge as the convenor of the INDIA bloc, citing his Dalit background. Kejriwal supported her by saying that Kharge could be projected as both convenor and prime ministerial candidate. Kejriwal claimed he had done some research and he can say with confidence that projecting a Dalit face in the elections will be a big advantage. Other leaders sitting around the table were caught unawares, and it was left to Kharge to defuse the palpable tension inside the hall. Kharge said, all parties should focus on defeating BJP first and the issue of electing a PM could be taken up after the polls. He also made it clear that he never used his Dalit caste background to secure any post. There was lack of bonhomie among the INDIA bloc leaders, that was noticed in the past three meetings. The seat-sharing task was left to state units and it was decided to complete the process by the second week of January. There was no joint press conference after the meeting. Mamata Banerjee, M K Stalin, Lalu Prasad, Nitish Kumar, Uddhav Thackeray, Jayant Chowdhury and Kejriwal left the hotel after the meeting was over. The original idea of floating Kharge’s name was that of Kejriwal, who had called on Mamata Banerjee earlier and had requested her to suggest this name. When Kharge’s name was floated by the West Bengal CM, Sonia Gandhi, Rahul Gandhi, Nitish Kumar, Lalu Prasad, Sitaram Yechury and Akhilesh Yadav looked in surprise, while Sharad Pawar and Uddhav Thackeray sat silently. Both Kejriwal and Mamata Banerjee feel that the alliance could be on a weak pitch if Rahul Gandhi is projected as opposition bloc leader, and BJP can gain advantage. Their idea was, if an experienced political leader like Kharge could be projected in the elections as India’s first Dalit PM, it can make things difficult for the BJP. The Congress, however, decided to bury this idea as soon as it was floated. It would not have suited the Congress leadership to weaken Rahul’s claim for the position of PM, and, therefore, the party decided to put the issue on the backburner. Lalu Prasad’s problem is a bit different. He wants Nitish Kumar out of Patna by resigning as chief minister of Bihar and come to Delhi to lead the INDIA alliance. This can pave the way for making his son Tejashwi Yadav to take over as chief minister. Four INDIA bloc meetings have taken place, but Lalu Prasad could not manage to push Nitish’s name as convenor. Overall, nothing of significant import took place at Tuesday’s opposition bloc meeting. The same topics that were taken up at the first meeting in Patna were raised again in Delhi. I had already said in my show ‘Aaj Ki Baat’ on Monday that the suspension issue can derail the INDIA bloc meeting, and the same thing happened. Most of the participants spoke on the issue of suspension of MPs and Modi’s ‘dictatorship’, but no decision could be reached on the issue of convenor or prime ministerial face, nor was a proper seat-sharing formula evolved. The old refrain of “defeating Modi by remaining united” was noticed. Opposition leaders have no idea how Modi has already begun his poll preparations, in which direction and at what speed.
141 सांसदों का निलम्बन : अत्यन्त दुर्भाग्यपूर्ण
संसद में मंगलवार को विपक्ष के 49 और सांसदों को सस्पेंड कर दिया गया. इन्हें मिला कर दोनों सदनों में अब तक कुल 141 विपक्षी सांसद सस्पेंड किये जा चुके हैं. मंगलवार को सस्पेंड होने वालों में डॉ. फारूक़ अब्दुल्ला, सुप्रिया सुले, मनीष तिवारी, डिम्पल यादव, सुदीप बंद्योपाध्याय शामिल हैं. सोमनार को 78 सांसद सस्पेंड हुए थे. इनमें जयराम रमेश, रणदीप सुरजेवाला, के सी वेणुगोपाल, अधीर रंजन चौधरी, प्रमोद तिवारी, रामगोपाल यादव, कणिमोली, गौरव गोगोई, दयानिधि मारन और सोगत राय शामिल थे. इन सभी सांसदों को शीताकालीन सत्र के बाकी दिनों के लिए सस्पेंड किया गया. असल में विपक्ष संसद की सुरक्षा में सेंध के मामले में चर्चा की मांग को लेकर हंगामा कर रहा है. विपक्ष संसद की सुरक्षा में सेंध लगाये जाने के मामले में गृह मंत्री अमित शाह के बयान पर अड़ा है. विरोधी दलों का कहना है कि प्रधानमंत्री और गृहमंत्री संसदीय परंपराओं की अनदेखी कर रहे हैं, संसद की सुरक्षा में सेंध जैसे गंभीर मसले पर संसद के बाहर बयान दे रहे हैं, जबकि परंपरा के मुताबिक जब सत्र चल रहा हो तो इस तरह के मुद्दे पर सरकार को पहले संसद में अपनी बात कहनी चाहिए. चूंकि सरकार के कई महत्वपूर्ण विधेयक लम्बित हैं, सरकार जल्द से जल्द ये सारे बिल पास करवाना चाहती है और विपक्ष सरकार को वॉकओवर देने को तैयार नहीं है, इसीलिए सोमवार को दोनों सदनों में विरोधी दलों के सदस्य प्लेकार्डस लेकर पहुंचे थे. सदन की कार्यवाही शुरू होते ही विरोधी दलों के सासंदों ने नारेबाजी शुरू कर दी. लोकसभा में स्पीकर ने और राज्यसभा में सभापति ने बार बार सासंदों को समझाने की कोशिश की, नाम लेकर चेतावनी दी लेकिन जब विपक्ष के सासदों के रवैए पर कोई असर नहीं पड़ा तो लोकसभा से 33 और राज्यसभा से 45 सांसदों को सस्पेंड किया गया और आखिरकार दोनों सदनों की कार्यवाही दिनभर के लिए स्थगित करनी पड़ी. इतनी बड़ी संख्या में विरोधी दलों के सांसदों का निलम्बन वाकई दुर्भाग्यपूर्ण है लेकिन विरोधी दलों के जो सांसद कह रहे हैं कि इससे पहले संसदीय इतिहास में ऐसा कभी नहीं हुआ, उन्हें मैं याद दिला दूं कि 1989 में जब राजीव गांधी की सरकार थी, उस वक्त विरोधी दलों के सांसद इंदिरा गांधी की हत्या पर बने ठक्कर कमीशन की रिपोर्ट को सदन में पेश करने की मांग कर रहे थे. इसी बात को लेकर हंगामा हो रहा था. उस वक्त एक दिन में लोकसभा के 63 सांसदों का सस्पेंड किया गया था. उस वक्त भी मैंने कहा था कि विरोधी दलों के खिलाफ ये कार्रवाई गलत है. आज भी कह रहा हूं ये कार्रवाई स्वस्थ लोकतन्त्र के लिहाज से ठीक नहीं है लेकिन इसमें सिर्फ सरकार जिम्मेदार नहीं है. सिर्फ स्पीकर या सभापति को दोष देना ठीक नहीं है. विरोधी दलों के सांसद प्लाकार्ड लेकर आए, नारे लगाए, सदन के बीचोंबीच आकर हंगामा किया, सभापति की बात नहीं मानी. इसके बाद सरकार को उन्हें सस्पेंड करने की मांग करने का मौका मिला. बीजेपी ने जाल बुना और विरोधी दलों के सांसद उस जाल में खुशी खुशी कूदकर फंस गए, वो ये समझ ही नही पाये कि इस एक्शन से ज्यादा सियासी नुकसान विपक्ष का ही होगा क्योंकि दिल्ली में विपक्षी इंडिया एलायन्स की जो मीटिंग हो रही है, उससे पहले इतनी बड़ी संख्या में सांसदों के निलम्बन से मीटिंग का एजेंडा पटरी से उतर जाएगा.
विपक्षी गठबंधन : कांग्रेस पर दवाब बढ़ा
दिल्ली के अशोका होटल में मंगलवार को करीब 28 विरोधी दलों के शीर्ष नेताओं की बैठक हुई. इस बैठक में सोनिया गांधी, राहुल गांधी, मल्लिकार्जन खर्गे, शरद पवार, लालू प्रसाद यादव, तेजस्वी यादव, अखिलेश यादव, अरविन्द केजरीवाल, ममता बनर्जी, एम. के.स्टालिन, उद्धव ठाकरे, फारूक़ अब्दुल्ला, आदि नेता पहुंचे. बैठक में मुख्यत: सीटोंके बंटलवारे की निति पर चर्चा होगी. बैठक से एक दिन पहले ममता बनर्जी ने कहा कि विपक्षी गठबंधन का नेता कौन होगा, प्रधानमंत्री का चेहरा कौन होगा, ये चुनाव नतीजे आने के बाद तय होगा. रही बात सीटों के बंटवारे की, तो इस पर ज़ोर रहेगा कि विपक्ष की तरफ से हर सीट के लिए एक उम्मीदवार खड़ा किया जाय. लालू यादव ने अपनी चिरपरिचित अंदाज़ में कहा कि सभी पार्टियां एकजुट हैं, सब लोग दिल्ली पहुंच रहे हैं, सब मिलकर मोदी सरकार को उखाड़ फेंकेंगे. विरोधी दलों के गठबंधन के सारे नेता ये मान रहे हैं कि मिलकर लड़ेंगे. मिलकर ही मोदी को हराया जा सकता है लेकिन कोई ये बताने को तैयार नहीं है कि मोदी के मुकाबले चेहरा किसका होगा? गठबंधन का नेता कौन होगा? इसका एक ही जवाब है कि नेता के नाम का फैसला चुनाव के बाद होगा. लेकिन कौन कितनी सीटों पर लड़ेगा? इसका फैसला तो चुनाव से पहले ही करना होगा लेकिन इसमें भी मुश्किल है. सर्वसम्मती से कुछ तय होगा, इसकी उम्मीद कम है क्योंकि इससे पहले तीन बैठकों में सीटों के बंटवारे पर इसलिए बात नहीं हो पाई क्योंकि उस वक्त कांग्रेस ने हिमाचल प्रदेश और कर्नाटक में चुनाव जीता था, इसलिए कांग्रेस की दावेदारी मजबूत थी. सहयोगी दल उस वक्त तैयार नहीं थे. अब तीन राज्यों में कांग्रेस बुरी तरह हारी है, इसलिए कांग्रेस की स्थिति कमजोर है. अब ममता बनर्जी, अरविन्द केजरीवाल, नीतीश कुमार, शरद पवार और उद्धव ठाकरे अपने अपने राज्यों में कांग्रेस को कम से कम सीटें देने की बात कहेंगे. अखिलेश यादव जैसे नेता कांग्रेस से उन राज्यों में ज्यादा सीटें मांगेगे जिनमें कांग्रेस मजबूत है. अब गठबंधन का दबाव कांग्रेस पर है. और कांग्रेस इस दवाब के आगे कितना झुकती है, इस पर मोदी-विरोधी मोर्चे का भविष्य निर्भर होगा.
SUSPENSION OF 141 MPs: MOST UNFORTUNATE
Forty-nine more opposition MPs were suspended from Lok Sabha for the rest of the session on Tuesday, bringing the total number of suspended MPs in both houses to 141. Among the MPs suspended on Tuesday are Dr Farooq Abdullah, Supriya Sule, Manish Tewari, Karthi Chidambaram, Shashi Tharoor, Sudip Bandopadhyay, Dimple Yadav and others. On Monday, 78 MPs were suspended from both Houses. Those suspended included Jairam Ramesh, Randeep Surjewala, K C Venugopala, Adhir Ranjan Chowdhury, Pramod Tiwari, Ranjeet Ranjan, Ramgopal Yadav, Kanimozhi, Gaurav Gogoi, Dayanidhi Maran and Saugata Roy. The MPs were suspended for “unruly behaviour” and disrupting proceedings by shouting slogans and displaying placards. Opposition MPs have been demanding statement from Home Minister Amit Shah and a discussion on security breach that took place in Lok Sabha on December 13. The opposition is alleging that the Prime Minister and Home Minister are ignoring parliamentary traditions, giving statements outside Parliament when the Houses are in session, whereas as per tradition, government is expected to give statements inside the House first. Since the government has several key legislations pending in both Houses, and want them to be passed, the opposition is unwilling to give an easy walkover to the government. It was with this objective that opposition MPs entered the Houses carrying placards on Monday. The Lok Sabha Speaker and Rajya Sabha Chairman repeatedly warned the members not to show placards, but their appeals went unheeded. The suspension of such a large number of opposition MPs in Parliament is really unfortunate. But it is not unprecedented. Let me remind opposition leaders that when Rajiv Gandhi was Preime Minister in 1989, 63 MPs were suspended from Lok Sabha for demanding tabling of Justice Thakkar Commission report on Indira Gandhi assassination. At that time, too, I had said that the action against the opposition is unjustified, and today also, I want to say that such an action is not good for the health of our democracy. But, the government alone is not responsible for this. It will not be correct to blame the Speaker or Chairman. Opposition MPs came with placards inside the House, shouted slogans, and came into the well to disrupt proceedings. They did not heed appeals from the chair, and the government got the chance to demand their suspension. BJP spread the net and the opposition MPs got themselves entangled into the net on their own. They failed to understand that this action may cause more political damage to the opposition parties. This action may derail the larger agenda expected to be chalked out at the INDIA opposition bloc meeting in Delhi on Tuesday.
OPPO ALLIANCE:CONGRESS UNDER PRESSURE
At the Ashoka Hotel in New Delhi, top leaders of nearly 28 opposition parties forming the INDIA bloc assembled for a brainstorming session on how to chalk out strategies to face Prime Minister Narendra Modi’s BJP juggernaut in next year’s parliamentary elections. Sonia Gandhi, Rahul Gandhi, Mallikarjuna Kharge, Akhilesh Yadav, Lalu Prasad Yadav, his son Tejashwi, Nitish Kumar, Sharad Pawar, Uddhav Thackeray, Aditya Thackeray, M K Stalin, Mamata Banerjee, her nephew Abhishek Banerjee, Farooq Abdullah, Arvind Kejriwal, Bhagwant Mann and other leaders attended. On Monday, Mamata Banerjee made it clear that the opposition bloc would decide about its prime minister only after the Lok Sabha elections are over next year. She was optimistic about a seat-sharing arrangement between the constituent parties. There was a flurry of meetings between Udhav Thackeray, Arvind Kejriwal, M K Stalin and other top leaders. Opposition leaders agree that the alliance can defeat Modi and BJP only if it remains united. But there is no unanimity on projecting a prime ministerial candidate, or a leader who can lead the alliance. Seat-sharing arrangement will not be easy. There have been three meetings of INDIA alliance in the past but there was no unanimity on seat-sharing. At that time, Congress had won assembly polls in Karnataka and Himachal Pradesh and it had a strong claim in seat-sharing, but other parties were not ready. Now that the Congress has suffered badly in the three states of MP, Rajasthan and Chhattisgarh, its position now appears to be weak. Mamata Banerjee, Arvind Kejriwal, Nitish Kumar, Sharad Pawar and Uddhav Thackeray will now insist on leaving less number of LS seats for Congress, while leaders like Akhilesh Yadav will demand more seats in states dominated by Congress. The pressure of alliance is now more on the Congress. It remains to be seen how far Congress will bow to demands from other parties. On this will depend the fate of the anti-Modi front.
PARLIAMENT SECURITY BREACH : TRUTH IS YET TO BE REVEALED
With the investigators getting several new leads in the ongoing probe into Parliament security breach case, Delhi Police Special Cell staff are presently busy interrogating all the accused presently in their custody, to get a clear picture about their conspiracy. Lalit Jha, said to be the mastermind, told police that he has burnt the cell phones of all the accused, thus putting paid to any chance of getting any digital evidence. Investigators may now find it difficult to join the missing dots to establish who motivated these youths to plan the security breach. Investigators are still wary and are verifying whether the cell phones were really burnt by Lalit or was it a ploy to mislead them. Police sources say, there were eight, not six persons, who were part of this group. Among them is Mahesh, resident of Nagaur, Rajasthan, where Lalit reached after fleeing from Parliament premises. Mahesh had booked a hotel room from his own ID. Secondly, Lalit has told interrogators that they had originally planned to immolate themselves inside and outside Parliament by applying a free retardant gel on their bodies to minimize burn injuries, but jettisoned the idea after failing to procure the gel. Lalit told police that use of smoke canisters was Plan B, which was finally executed. The full plan was executed like professional and trained criminals. Police is still trying to find out who funded these unemployed youths for their air travels and other expenses, and who gave these youths the main idea on how to barge inside Parliament. Meanwhile, Karnataka police intelligence department sources have found that Mysuru resident Manoranjan Gowda, an unemployed IT engineer, travelled to Delhi by air, and he had also visited Cambodia, Singapore and Thailand. Police is trying to find out who was funding his foreign travels. Police suspect that the group may have got foreign funds. Trinamool Congress councillor Tapas Roy appeared in an old photograph with Lalit Jha in Kolkata, but he claimed on Friday that the photograph was of an event that took place four years ago, and he was unaware about the identities of persons who were with him in the photograph. I do not find any substance in the claim that the youths who barged into Parliament wanted to raise their voice on unemployment, nor the claim that they met one another through Bhagat Singh Fans Club. Till now, most of them have revealed less and concealed more during police interrogation. Had the matter been an issue relating to raising their voice against unemployment, why did Lalit Jha flee after the act to Rajasthan? Why did he destroy cellphones which were vital evidences? What was he trying to hide? Had the investigators been given the cell phones, they could have found out about people whom this group had met and who funded the group. The truth is yet to be revealed. The connections of these people with others are yet to be disclosed. BJP leaders showed a photograph of Lalit with the TMC corporator, and another photograph of the lawyer of an accused with social activist Teesta Setalvad has appeared. Such photographs of accused cannot be taken as solid evidence in a big conspiracy, but can definitely point the finger of suspicion. Congress leaders are questioning how the Mysuru BJP MP sent request to Parliament secretariat to grant visitor’s passes to these people. Some have alleged that these youths were selected more than a year ago from states like UP, Maharashtra and Haryana, where there are BJP governments. It it a sanyog (coincidence) or a prayog (experiment)? Meanwhile, work in Parliament has come to a standstill, with the Opposition demanding Home Minister Amit Shah’s statement on the security breach. There were protests outside Parliament near Gandhi statue on Friday, where Congress leader Sonia Gandhi took part. Parliamentary Affairs Minister Pralhad Joshi said, the Speaker is the custodian of the House, and the government is only following what the Speaker has directed. Union Minister Giriraj Singh said, opposition demand for a statement by Home Minister is ‘childish’ because the investigation is still continuing and more facts are yet to be revealed. I am surprised over why a statement by Home Minister Amit Shah inside the House has become such a big issue. The Speaker has taken responsibility and has told the House that the probe is in progress. Union Ministers Pralhad Joshi and Rajnath Singh have promised that members will be provided full security. The Opposition should have accepted their assurances. Even Home Minister could have repeated the same remarks that he has made outside the House about this security breach. If he had done so, this issue would not have blown to such a big proportion. Even after the Home Minister’s statement, if the opposition had stalled the proceedings, the blame would have gone to the opposition.
संसद की सुरक्षा में सेंध : अभी सच सामने आना बाकी है
संसद की सुरक्षा में सेंध के मामले में पिछले चौबीस घंटों में कई खुलासे हुए. इस कांड का मास्टरमाइंड ललित झा पुलिस की गिरफ्त में है. ललित झा ने इस मामले में चौंकाने वाली बाते बताईं, एक तो ये कि उसने इस मामले में गिरफ्तार चारों गिरफ्तार आरोपियों के फोन जला दिए हैं यानी अब पुलिस को कोई डिजिटल सबूत मिलना मुश्किल होगा. ये लोग और किस किस के संपर्क में थे, इसकी जानकारी हासिल करने में और मुश्किलें पेश आएंगी. हालांकि पुलिस फिलहाल ललित झा की बातों पर यकीन नहीं कर रही है, वो इस बात की पुष्टि करेगी कि उसने फोन वाकई में जलाए हैं या फिर वो पुलिस को गुमराह करने की कोशिश कर रहा है. दूसरा बड़ा खुलासा ये हुआ कि इस मामले में छह लोग नहीं, कुल आठ लोग शामिल थे..अब महेश और कैलाश, ये दो और नाम सामने आए हैं. ये दोनों भी पुलिस हिरासत में हैं. महेश ललित का दोस्त है, राजस्थान के नागौर का रहने वाला है.. जब ललित दिल्ली से भागकर नागौर गया था तो महेश ने अपनी ID पर ललित के लिए होटल में कमरे का इंतजाम किया था. ये खुलासा भी हुआ कि संसद में बड़े कांड की प्लानिंग कई महीनों से चल रही थी. कई तरह के प्लान बनाए गए थे. प्लान A था कि शरीर पर fire retardant gel लगाकर संसद के अंदर या बाहर खुद को आग लगाना, लेकिन gel न मिलने के कारण ये प्लान छोड़ना पड़ा. प्लान B तैयार था, इसमें सदन के अंदर जाकर कलर स्मोक स्प्रे करना था, जो कि किया गया. सबकी अलग अलग ड्यूटी बांट दी गई थी, कौन संसद के भीतर जाएगा, कौन बाहर रहेगा, अगर कोई पकड़ा गया तो दूसरी तरफ कौन रहेगा. हंगामे के बाद कहां भागना है, , कहां ठहरना है, ठहरने का इंतजाम कौन कराएगा, सबूत कैसे नष्ट करने हैं. पूरी प्लानिंग प्रोफेशनल और ट्रेन्ड शातिर अपराधियों की तरह की गई. अब पुलिस के सामने सबसे बड़ी चुनौती ये पता लगाना है कि इन लोगों के पीछे कौन है,इनको फंडिंग कहां से हुई, संसद की सुरक्षा में सेंध का आइडिया किसने दिया और ऐसा करने के पीछे मकसद क्या था. पुलिस इन सवालों के जवाब खोज रही है लेकिन इस खोज में जो सबूत और जानकारियां मिल रही हैं. उससे मामला सुलझने के बजाए उलझता जा रहा है. लखनऊ में सागर शर्मा के घर से डायरी मिली है. उसमें सागर ने लिखा है कि पांच साल के बाद अब घर से विदा लेने का वक्त आ गया है, अब कुछ बड़ा करने का वक्त है. इसका क्या मतलब है? गुरुवार की रात को ललित मोहन झा कर्तव्य पथ थाने में पहुंचा और वहां मौजूद पुलिस वालों को अपना परिचय दिया. पुलिस ने उसे हिरासत में लेकर SIT के हवाले कर दिया. ललित के साथ महेश नाम का व्यक्ति भी था. उसने बताया कि वो भी संसद में घुसना चाहताथा, पुलिस ने उसे भी हिरासत में लेकर SIT के हवाले कर दिया गया. ललित को कोर्ट ने 7 दिन की पुलिस हिरासत में भेज दिया. कोर्ट में पेश पुलिस के रिमांड आवेदन में फिर से कहा गया कि संसद के हमलावरों का मक़सद सांसदों को डराना और देश में अराजकता पैदा करना था, उनका इरादा, संसद पर हमला करके अपनी मांगें मनवाने का था. पुलिस का कहना है कि इन लोगों ने जो कलर स्मोक छोड़ा उनके कैनिस्टर्स पर साफ साफ लिखा था कि इसे पब्लिक प्लेस पर छोड़ना ख़तरनाक है लेकिन वॉर्निंग के बावजूद उन्होंने ये जोखिम लेकर संसद के अंदर और बाहर स्मोक स्प्रे किया. पुलिस का दावा है कि ललित ने अब तक की पूछताछ में बताया कि संसद में हंगामे की प्लानिंग के सिलसिले में सारे आरोपी कई बार मिले थे, और उनकी असल योजना 14 दिसंबर को संसद पर हमले की थी, लेकिन सागर को जब एक दिन पहले पास मिल गया तो हमले को उसी दिन अंजाम देने का फ़ैसला किया गया. ललित के साथ हिरासत में लिये गये महेश और कैलाश दोनों राजस्थान के नागौर के रहने वाले हैं और मौसेरे भाई हैं.. महेश भी ललित के संपर्क में था और वह भगत सिंह फैन्स क्लब पेज के ज़रिए ललित के कॉन्टैक्ट में आया था. फिर दोनो में दोस्ती हो गई थी. हमले वाले दिन महेश भी संसद में एंट्री करना चाहता था लेकिन, उसको पास नहीं मिल पाया था. संसद पर हमले के बाद ललित नागौर चला गया था जहां महेश ने उसे अपनी ID पर कमरा दिलाया. ललित ने नागौर में ही सारे आरोपियों के फोन जला दिए जिससे, संसद पर हमले की साज़िश का कोई सबूत जांच एजेंसियो के हाथ न लग सके. पुलिस को पता चला है कि पिछले पंद्रह दिनों के दौरान ललित ने कई लोगों से फ़ोन पर बात की थी, इनमें से कुछ लोग विदेश में भी हो सकते हैं. अब तक की जांच से ऐसा लग रहा है कि इस केस में ललित के बाद दूसरा सबसे अहम किरदार मैसूर का मनोरंजन गौड़ा ही था. IT इंजीनियरिंग की पढ़ाई के बाद मनोरंजन ने कुछ दिन नौकरी करने के बाद नौकरी छोड़ दी. वो अपने माता-पिता से ही ख़र्च के पैसे लेता था. इंडिया टीवी संवाददाता टी राघवन ने बताया कि कर्नाटक के इंटेलिजेंस डिपार्टमेंट ने मनोरंजन गौड़ा के बारे में कई जानकारियां जुटाई हैं. पता ये चला है कि मनोरंजन अक्सर किसी काम का बहाना करके मैसूरुसे बैंगलुरु जाता था .बैंगलूरू में ही उसकी मुलाकात सागर शर्मा से होती थी. मनोरंजन इससे पहले भी कई बार दिल्ली आ चुका था. मनोरंजन ने बैंगलुरु जाने के लिए घरवालों से केवल तीन हज़ार रुपए लिए थे, हालांकि वो फ्लाइट से दिल्ली आया था. बैंगलोर से दिल्ली का फ्लाइट का टिकट सात हज़ार रुपए का है. इंटेलिजेंस रिपोर्ट के मुताबिक़, मनोरंजन गौड़ा कई बार विदेश भी जा चुका है. उसनें कंबोडिया, सिंगापुर और थाईलैंड की यात्रा की थी. अब सवाल ये है कि मनोरंजन को इन विदेश यात्राओं के पैसे कौन दे रहा था. जांच एजेंसियों को शक है कि आरोपियों को विदेश से फंडिंग मिल रही थी. उधर, ललित झा की तृणमूल कांग्रेस के विधायक तापस रॉय के साथ तस्वीरों के कारण बंगाल में राजनीति गर्म हो गई है. बीजेपी सांसद लॉकेट चटर्जी ने एक फोटो दिखाई जिसमें ललित झा तृणमूल पार्षद तापस राय के साथ खड़े नज़र आ रहे हैं. शुक्रवार को तापस राय ने कहा कि ये फोटो 4 साल पुराना है और उन्हें नहीं पता कि इस तस्वीर में खड़े दूसरे लोग कौन थे. मुझे इस बात में तो कोई दम नहीं लगता कि संसद में आतंक मचाने वाले आरोपी बेरोजगार थे , इसलिए आवाज़ उठाना चाहते थे, ना ही दिल ये मानता है कि ये सब भगत सिंह फैन्स क्लब के जरिए मिले और इतने खतरनाक कारनामें को अंजाम दे दिया. अब तक इन लोगों ने पुलिस को बताया कम और छुपाया ज्यादा. अगर बात इतनी सीधी थी तो मास्टरमाइंड ललित झा 48 घंटे गायब क्यों रहा? उसने इस दौरान कौन-कौन से सबूत मिटाए? अगर वाकई में इन लोगों के पीछे कोई नहीं है तो ललित झा ने पहले पकड़े गए चार आरोपियों के मोबाइल फोन क्यों जलाए? वो किस बात पर पर्दा डालना चाहता था? फोन पुलिस को मिल जाते तो ये पता चलता कि ये लोग वारदात को अंजाम देने से पहले किस-किस से मिले, किस-किस से बात की, किसने इनको फंड दिया या फिर पुलिस को गुमराह करने के लिए मोबाइल जलाने की बात कही. अभी सच सामने आना बाकी है. अभी भी इन लोगों के कनेक्शन के राज़ खुलना बाकी है. ये लोग एक-दूसरे पर इल्जाम लगाने में जुटे हैं. बीजेपी के नेताओं ने ललित झा की फोटो टीएमसी के एक नेता के साथ दिखाई. दूसरे साथी के वकील की फोटो तीस्ता सीतलवाड़ के साथ दिखाई. हालांकि किसी के साथ तस्वीर होना षड़यंत्र का सबूत नहीं हो सकता. लेकिन शक की दीवार जरूर खड़ी हो जाती है. कांग्रेस के नेता इस बात के पीछे पड़े हैं कि इन आरोपियों के पास बीजेपी के मैसुरु सांसद ने बनवाए. किसी ने ये भी कहा कि इन लोगों को एक साल पहले ही इस काम के लिए चुना गया. वो जिन राज्यों से आते हैं, उनमें यूपी, महाराष्ट्र और हरियाणा में बीजेपी की सरकारें है. जब प्लान बना तब कर्नाटक में भी बीजेपी की सरकार थी . पार्लियामेंट का पास भी बीजेपी सांसद से बनवाया. ये संयोग है या प्रयोग? इसका जवाब मिलता पाता उससे पहले ही पार्लियामेंट का कामकाज पूरी तरह ठप हो गया, न बहस का मौका मिला, ना बात करने का . विपक्ष की मांग है कि गृह मंत्री अमित शाह संसद में आकर बयान दें और इस पूरी घटना पर बहस करायी जाय. मैं ये देखकर हैरान हूं कि गृह मंत्री का संसद में आकर बयान देना इतना बड़ा मुद्दा क्यों बना. स्पीकर ने जिम्मेदारी ली, संसद को बताया कि जांच हो रही है. संसदीय कार्य मंत्री प्रह्लाद जोशी ने जानकारी दी. रक्षा मंत्रीराजनाथ सिंह ने भी कहा कि सुरक्षा को चाक-चौबंद बनाने के उपाय होंगे. इसके बाद, विरोधी दलों को इस बात से संतुष्ट हो जाना चाहिए था लेकिन अगर वो नहीं माने तो अमित शाह सदन में आकर वही बातें कह सकते थे, जो उन्होंने मीडिया से कही. गृह मंत्री सदन में आकर वही आश्वासन दे सकते थे, जो स्पीकर और रक्षा मंत्री ने दिए, तो शायद ये मुद्दा इतना बड़ा न बनता. इसके बाद भी अगर विरोधी दलों के नेता हंगामा करते तो सारा दोष उनके सिर पर ही जाता.
संसद की सुरक्षा में सेंध : असली मास्टरमाइंड का पता लगाएं
दिल्ली पुलिस ने अदालत को बताया है कि संसद की सुरक्षा में सेंध लगाने का मामला एक आतंकवादी घटना है और इसके पीछे बड़ी साजिश हो सकती है. ये काम चार-छह लोगों का नहीं है, इसमें और भी लोग शामिल सकते हैं. दिल्ली पुलिस ने इस मामले में गिरफ्तार चारों आरोपियों के खिलाफ आंतकवाद की दफाओं में ही केस दर्ज किया है. जो रिमांड आवेदन कोर्ट में पेश किया गया है, उसमें दिल्ली पुलिस ने कहा है कि इस मामले की प्लानिंग लम्बे वक्त से चल रही थी, संसद की दो बार रेकी की जा चुकी थी. दिल्ली पुलिस का दावा है कि संसद में बुधवार को जो कुछ हुआ, उसका मकसद डर फैलाना था. कोर्ट ने सभी आरोपियों को सात दिन के लिए स्पेशल सेल की रिमांड में भेजा है और कहा है कि जरूरत पड़ने पर रिमांड बढ़ाई जा सकती है. गुरुवार रात को इस केस के कथित मास्टर माइंड ललित झा ने दिल्ली के कर्तव्य पथ थाने में जाकर सरेंडर कर दिया. ललित झा घटना के बाद चारों आरोपियों के सैलफोन ले कर राजस्थान के नागौर भाग गया था. जो चार आरोपी पुलिस की गिरफ्त में हैं, उनके बारे में कई चौंकाने वाले खुलासे हुए हैं. पूरे प्लान की कड़ियां जुड़ गई है. पता चला है कि संसद में बड़ा हंगामा करने की प्लानिंग एक साल पहले से बन रही थी. पांचों आरोपी एक साल से लगातार एक एप्प के ज़रिए संपर्क में थे. ये सभी तीन दिन पहले ही दिल्ली पहुंच गए थे. तीन महिने पहले ही संसद भवन की रेकी हो चुकी थी. जो बातें सामने आई हैं, उससे इतना साफ हो गया कि संसद में जो सेंध लगी, वो सुरक्षाकर्मियों की तरफ से गंभीर चूक थी. लापरवाही के आरोप में संसद के 8 सुरक्षा अधिकारियों को सस्पेंड कर दिया गया है. शुरुआती जांच से जो जानकारी मिली है, उससे इस बात की पुष्टि हुई है कि जिन लोगों ने संसद में आतंक मचाया, उनके पीछे कोई बड़ी ताकत है. इस मामले से जुड़े सभी लोग साधारण परिवारों से हैं, उनकी कमाई का कोई खास साधन नहीं है, पर इस शर्मनाक हरकत के लिए उनके पास पैसे की कोई कमी नहीं थी. साल भर तक तैयारी करने के लिए ये लोग देशभर में इधर से उधर घूमते रहे. जो 6 लोग इस अपराध में शामिल थे, वे पढ़े-लिखे हैं, जागरूक हैं, वे जानते थे कि वो जो कर रहे हैं, उसकी सज़ा क्या है. फिर भी वो इसमें क्यों कूदे? वो क्या हासिल करना चाहते थे? इसका जवाब मिलना बाकी है. ये बात भी पता चलना जरूरी है कि इन लोगों का इस्तेमाल करने वाले कौन थे और संसद में आतंक फैलाने के पीछे मकसद क्या था?
सेंध पर सियासत, सांसद सस्पेंड
संसद की सुरक्षा में सेंध लगाने का मामला सुरक्षा से ज्यादा सियासत का मुद्दा बन गया है. विरोधी दलों ने गुरुवार और शुक्रवार दोनों दिन संसद के दोनों सदनों में जमकर हंगामा किया, नारेबाजी की. लोकसभा के 14 और राज्यसभा के एक सांसद को इस सत्र के बाकी दिनों के लिए सस्पेंड कर दिया गया है. विरोधी दलों की मांग है कि गृह मंत्री अमित शाह इस घटना पर बयान दें और सदन में इस पर बहस हो. मुझे लगता है संसद में जो हंगामा हुआ और उसके बाद जो निलम्बन हुआ, दोनों की जरूरत नहीं थी. इससे बचा जा सकता था. संसद पर जो हमला हुआ, उसकी चिंता सभी सांसदों को होना स्वभाविक है. जिस तरह से सुरक्षा में सेंध लगी, उसकी जिम्मेदारी सरकार की है. विरोधी दलों को सवाल उठाने का पूरा हक है. लेकिन मामले की जांच चल रही है. संसदीय कार्यमंत्री ने जवाब दे दिया है. सरकार के वरिष्ठ मंत्री राजनाथ सिंह ने भी आश्वसान दिया कि आगे से ऐसा न हो, ये सुनिश्चित किया जाएगा लेकिन फिर भी गृह मंत्री के बयान की मांग पर अड़े रहना, ऐसे संवेदनशील मुद्दे पर शोर-शराबा और हंगामा करना जायज़ नहीं है. लेकिन मैं ये भी कहूंगा कि हंगाना करने वाले सांसदों को सस्पेंड करना भी जायज़ नहीं है. संसद में हंगामा, शोर-शराबा होता रहता है, नारे लगते हैं तो सदन का कार्यवाही को स्थगित कर दिया जाता है. और अगले दिन सब सामान्य हो जाता है. ये हमने कई बार देखा है, पर 14 सांसदों को सस्पेंड करने से कुछ हासिल नहीं होगा. संसद की कार्यवाही नहीं चल पाएगी. इस मामले में सरकार को बड़ा दिल दिखाना चाहिए और सांसदों से बातचीत करके इस मामले को सुलझा लेना चाहिए.
PARLIAMENT SECURITY BREACH : FIND THE REAL MASTERMINDS
Delhi Police has told a sessions court that Wednesday’s serious security breach in Parliament was a terrorist act and it could be part of a larger conspiracy. The prosecution told the court that the intention of the two youths who jumped into the Lok Sabha from the viewers’ gallery indicates their intention to strike terror and there was need to examine their links, source of funds and involvement of accomplices. Sections relating to terrorist acts and conspiracy under Indian Penal Code and Unlawful Activities (Prevention) Act have been invoked against the four accused in the FIR. Delhi Police told the court that the conspirators were hatching the plan for more than a year, they had recced Parliament twice, were in contact with one another through an app, and had reached Delhi three days before the act was committed. On Thursday night, the key conspirator Lalit Jha and his associate Mahesh Kumawat surrendered at Kartavya Path police station. Lalit Jha had absconded taking the cellphones of all his four associates. Additional Sessions Judge sent all the four accused to seven days’ remand. Initial probe results indicate that there could be a bigger hand behind this group of youths hailing from different states. All the accused were from middle-class families, they had no stable source of income, but they were not short of funds for committing this act. They travelled to different cities while planning the attack, were educated and politically aware, and they knew the quantum of punishment they would get for committing this shameful act. Then why did they jumped into the Lok Sabha? What was their objective? We are yet to get the correct answers. It is also essential to find out who were using these accused for their own nefarious ends and what was their aim behind spreading terror in Parliament.
SUSPENSION OF MPs UNWARRANTED
The major security breach in Parliament has become a political issue. On Thursday and Friday, opposition members created pandemonium in both Houses demanding a statement from Home Minister Amit Shah and a debate on the issue. 14 MPs in Lok Sabha and one MP in Rajya Sabha were suspended for the remaining days of the current session. I think there was no need for creating pandemonium, nor was there any need to suspend the MPs. These could have been avoided. Naturally, all the MPs are worried about their security, and after the security breach, it is the responsibility of the government to ensure that should be no recurrence. Opposition has the right to raise questions, but the matter is still under investigation and more facts need to be unearthed by the investigators. The Parliamentary Affairs Minister has already given a statement, and a senior minister Rajnath Singh has promised that there will be no lapse in security in future. For the opposition to remain adamant on the Home Minister’s statement cannot be justified in any manner. I would also like to say that suspension of MPs is also not justified. Uproar does take place, slogans are raised, and the proceedings of the House are adjourned. But everything is back to normal the next day. Such things have happened in the past. Nothing will be achieved by suspending the MPs. Work in Parliament will remain stalled. The government should show large heartedness and resolve the deadlock after speaking to the MPs.
संसद की सुरक्षा में चूक : एक बड़ी साज़िश का हिस्सा
संसद में बुधवार को जो हुआ, वो निश्चित रूप से 4-6 लोगों का काम नहीं है. ये गहरी और बड़ी साजिश का हिस्सा है. सरकार को बदनाम करने के लिए पूरी प्लानिंग के साथ किया गया कारनामा है. 13 दिसंबर का दिन चुना गया जिस दिन 22 साल पहले पुराने संसद भवन पर लश्कर-ए-तैयबा और जैश-ए-मुहम्मद के आतंकवादियों ने हमला किया था. पकड़े गए चारों लोग एक-दूसरे को चार साल से जानते थे. उन्हें भेजने वालों ने नये संसद भवन की सुरक्षा प्रणाली की पहले से टोह ले ली थी. ये पता था कि दर्शकों के जूतों की तलाशी नहीं होती. इसीलिए कलर कैनेस्टर्स जूतों में छिपाकर लाए गए. चारों लोगों के मोबाइल पहले से लेकर रख लिए गए थे. जिस के पास मोबाईल थे, जिसने वीडियो बनाया, वो गायब है. प्लानिंग तो पूरी तैयारी के साथ की गई थी. पास भी बीजेपी के सांसद से बनवाए गए थे. नए संसद भवन को निशाना बनाया गया. एक तो ये संदेश देने के लिए कि संसद आज भी सुरक्षित नहीं है और अगर संसद सुरक्षित नहीं है तो फिर बाकी जगह कैसे सुरक्षित हो सकती है? चार लोगों से नारे भी वो लगाए गए जो लेफ्ट ecosystem के लोग लगाते हैं. लेकिन ये बात भी सही है कि ये बड़ी सुरक्षा चूक थी. जिस संसद भवन की दर्शक दीर्घा तक पहुंचने के लिए सुरक्षा के तीन-तीन स्तरों से गुजरना पड़ता है, जहां कोई पेन, सिक्का और मोबाइल तक नहीं ले जा सकता, वहां 2-2 शख्स गैस कैनेस्टर्स लेकर कैसे पहुंच गए? ये खतरा बहुत बड़ा है. रासायनिक हथियारों का ज़माना है. इन लोगों के पास कैनेस्टर्स में ज़हरीली गैस हो सकती थी. प्लास्टिक एक्स्प्लोसिव हो सकता था. इस घटना से देश के दुश्मनों का हौसला बढ़ेगा. इसलिए इस साजिश की तह तक पहुंचना जरूरी है. इन चार लोगों के पीछे कौन है? किसने प्लानिंग की? किसने फाइनेंस किया? इस पूरी साजिश का पता लगाना ज़रूरी है.
PARLIAMENT SECURITY BREACH : PART OF BIGGER CONSPIRACY
The brazen breach of security on Wednesday in Parliament, coinciding with the 22nd anniversary of Parliament terror attack, that had taken place in 2001, cannot be brushed aside as the work of a group of misguided youths. It could be part of a deeper and bigger conspiracy to defame Modi government. The entire act was carefully planned and executed. The four persons arrested knew one another for the last four years. The mastermind of the conspiracy had carried out a recce to check the security system in the new Parliament building. The intruders knew that footwears were not being checked by security personnel, and they hid the colour smoke canisters inside their shoes. Their associate, who was waiting outside, made a video on his cellphone and he vanished carrying the cellphones of the other intruders. The intruders deliberately secured visitors’ entry passes from a BJP MP and targeted the new Parliament building. The objective was to send the message to the world that Parliament is still not secure after 22 years. The intruders shouted slogans normally heard in the Left eco-system. It is also true that this is a big security lapse because visitors have to pass through three layers of strict security checks before entering the gallery. Visitors are not even allowed to carry coins, pens and cellphones. The question arises: how did the two intruders manage to carry smoke canisters? The danger is big. This is the age of chemical weapons. The canisters could have been filled with lethal poisonous gas. It could be a plastic explosive. This incident will surely boost the morale of the enemies of our country. It is, therefore, imperative that the investigators must reach the depth of the conspiracy. Who were behind these intruders? Who prepared the planning? Who financed them? The contours of the entire conspiracy must be unraveled.
