महाराष्ट्र संकट: फैसला अब उद्धव को करना है

AKb (1)महाराष्ट्र में चल रहा सियासी संकट अब और गहरा गया है। शिवसेना नेता संजय राउत ने मोटे तौर पर संकेत दे दिया है कि उद्धव ठाकरे के नेतृत्व वाली गठबंधन सरकार, जो अब अल्पमत में है, विधानसभा को भंग करने की सिफारिश करने के बारे में विचार कर रही है। ऐसे संकेत हैं कि मुख्यमंत्री उद्धव ठाकरे इस्तीफा दे सकते हैं।

अपने लोगों को एकजुट रखने की कवायद में शिवसेना के बागी नेता एकनाथ शिंदे, 40 अन्य असंतुष्ट विधायकों के साथ एक चार्टर्ड फ्लाइट में सूरत से रवाना हुए और बुधवार की सुबह गुवाहाटी पहुंच गए। ये विधायक देर रात करीब 2.15 बजे सूरत में अपने होटल से 3 बसों में सवार होकर गुजरात पुलिस की सुरक्षा में एयरपोर्ट पहुंचे। असम से बीजेपी सांसद पल्लव लोचन दास ने गुवाहाटी एयरपोर्ट पर बागी विधायकों का स्वागत किया और उन्हें एक होटल में ले गए।

शिवसेना से बगावत का नेतृत्व करने वाले एकनाथ शिंदे और अन्य निर्दलीय विधायकों ने सूरत और गुवाहाटी में पत्रकारों को बताया कि वे अभी भी शिवसेना के साथ हैं, और सभी बागी विधायक चाहते हैं कि उद्धव ठाकरे महा विकास अघाड़ी से नाता तोड़कर बीजेपी के साथ गठबंधन करें और नई सरकार बनाएं।

मुंबई में बुधवार की सुबह हुई विधायक दल की बैठक में कांग्रेस के कई विधायकों के शामिल नहीं होने की खबरों के बीच NCP सुप्रीमो शरद पवार अपने सिपहसालारों के साथ कांग्रेस पर्यवेक्षक कमलनाथ से बातचीत कर रहे हैं। सीएम उद्धव ठाकरे ने दोपहर में अपनी कैबिनेट के साथ वर्चुअल मीटिंग की, जिसमें शिवसेना और सहयोगी दलों के 8 मंत्रियों ने हिस्सा नहीं लिया। शिवसेना ने बुधवार शाम को एक बैठक में शामिल होने के लिए पार्टी के सभी विधायकों को व्हिप जारी किया है। पार्टी ने धमकी दी है कि जो विधायक इस मीटिंग में हिस्सा नहीं लेंगे उन्हें बाहर का रास्ता दिखा दिया जाएगा।

महाराष्ट्र के सियासी ड्रामे में सबसे पेचीदा सवाल यह है कि जब एकनाथ शिंदे 35 विधायकों के साथ सूरत गए तो मुख्यमंत्री ठाकरे और उनकी पुलिस इंटेलिजेंस को बगावत की खबर कैसे नहीं लग पाई। इस काम को बेहद सीक्रेट तरीके से अंजाम दिया गया और ठाकरे के सिपहसालारों को इसके बारे में कानों-कान खबर नहीं लगी। बुधवार को उद्धव द्वारा बुलाई गई बैठक में शिवसेना के 55 में से केवल 17 विधायक मौजूद थे। इनमें से भी 3 विधायकों को किसी तरह खींच-खांचकर उद्धव के सामने पेश किया गया। जब यह साफ हो गया कि 55 में से 35 विधायकों ने बगावत कर दी है, तो खतरे की घंटी बजी और दिल्ली में बैठे NCP सुप्रीमो शरद पवार से संपर्क किया गया।

ठाकरे ने शिंदे को मनाने के लिए अपने 2 भरोसेमंद नेताओं, मिलिंद नार्वेकर और रविंद्र फाटक को सूरत भेजा, लेकिन कोई कामयाबी नहीं मिली। इन दोनों नेताओं ने उद्धव और उनकी पत्नी रश्मि ठाकरे की शिंदे से फोन पर बात करवाई, लेकिन बागी नेता टस से मस नहीं हुए। उन्होंने उद्धव के सामने एक ही शर्त रखी कि वह NCP और कांग्रेस से नाता तोड़ लें, और बीजेपी से समझौता करके उनके साथ ही सरकार चलाएं। उद्धव ने एकनाथ शिंदे से 20 मिनट तक बात की, पुराने रिश्तों की दुहाई दी, लेकिन शिंदे अपने स्टैंड पर कायम रहे।

बगावत का ऐलान तो तभी हो गया था जब क्रॉस वोटिंग की वजह से अघाड़ी गठबंधन राज्यसभा और विधान परिषद चुनावों में हार का सामना करना पड़ा। एकनाथ शिंदे इस बात से नाखुश थे कि चुनावों के दौरान पार्टी नेतृत्व ने उनसे सलाह-मशविरा नहीं किया। चुनावों में हार के बाद जब शिवसेना नेताओं ने शिंदे और बाकी विधायकों से संपर्क की कोशिश की तो उनके फोन ‘अनरीचेबल’ थे। कुछ ही देर बाद पता चला कि शिंदे ने बगावत कर दी है और वह 35 विधायकों के साथ सूरत पहुंच गए हैं। एकनाथ शिंदे ने उद्धव और उनके दूतों से कहा कि शिवसेना एक कट्टर हिंदुत्ववादी पार्टी के रूप में जानी जाती है, और उसकी इस पहचान के साथ कोई समझौता नहीं हो सकता। शिंदे ने यह भी कहा कि बीजेपी ही शिवसेना की स्वाभाविक साझेदार है।

एकनाथ शिंदे की बगावत शिवसेना के लिए दोहरा झटका है। पहला तो यह कि उद्धव ठाकरे ने कभी ये उम्मीद नहीं की होगी कि जिस एकनाथ शिंदे को उन्होंने विधायक दल का नेता बनाया, शहरी विकास जैसा अहम मंत्रालय दिया, वह इस तरह पार्टी से बगावत करेंगे। दूसरा बड़ा झटका तब लगा जब उन्हें पता चला कि पार्टी के अधिकांश विधायक एकनाथ शिंदे के साथ हैं, और अगर ये इसी तरह शिंदे के साथ रहे तो फिर सरकार का बने रहना मुश्किल होगा।

शिवसेना के असंतुष्ट विधायकों को वापस पार्टी में लाना एक बहुत बड़ा काम है। उद्धव के नेतृत्व वाले MVA गठबंधन सरकार को बहुमत साबित करने के लिए 145 विधायकों की जरूरत है, लेकिन शिंदे के बागी होने के बाद उसके पास जरूरी आंकड़े नजर नहीं आ रहे।

बुधवार को NCP सुप्रीमो शरद पवार ने इस सियासी संकट को शिवसेना का अंदरूनी मामला बताया। शिवसेना, NCP और कांग्रेस के बीच महा विकास अघाड़ी गठबंधन बनने के वक्त से ही पवार इसके संकटमोचक की भूमिका में रहे हैं। पवार ने कहा, इस सरकार को गिराने की यह तीसरी कोशिश है। पवार इस बार उद्धव ठाकरे पर आए इस संकट को सुलझाने में दिलचस्पी लेते हुए नजर नहीं आ रहे हैं।

महा विकास अघाड़ी में जो हो रहा है, वह तो होना ही था। यह कहानी 3 साल पहले शुरू हुई थी, जब महाराष्ट्र की जनता ने बीजेपी और शिवसेना के गठबंधन को वोट दिया था, लेकिन मुख्यमंत्री बनने के लिए उद्धव ठाकरे ने बीजेपी को धोखा दे दिया, और कांग्रेस एवं NCP के साथ मिलकर सरकार बना ली। सरकार तो बन गई लेकिन शिवसैनिक हर दिन यह महसूस करते रहे कि उनकी विचारधारा कांग्रेस और NCP से मेल नहीं खाती।

तमाम शिवसैनिक खुलेआम कहते रहे हैं कि बालासाहेब ठाकरे होते तो कभी भी NCP और कांग्रेस के साथ गठबंधन नहीं करते। इसके बाद शिवसेना के नेताओं में यह इंप्रेशन बना कि कहने को तो उद्धव मुख्यमंत्री हैं, पर सरकार शरद पवार चलाते हैं। शिवसेना के मंत्रियों को लगता था कि सरकार में NCP के मंत्रियों का ज्यादा दबदबा है।

दूसरी तरफ देवेंद्र फडणवीस कभी इस बात को बर्दाश्त ही नहीं कर पाए कि बीजेपी-शिवसेना गठबंधन ने उनके नाम पर चुनाव जीता, जबकि सूबे की सरकार शिवसेना-NCP-कांग्रेस गठबंधन चला रहा है। फडणवीस ने उम्मीद नहीं छोड़ी, वह लगे रहे और जब भी मौका मिला, उन्होंने गठबंधन सरकार पर जमकर निशाना साधा। पिछले कुछ हफ्तों में उन्होंने पहले राज्यसभा के चुनाव में और फिर विधान परिषद के चुनाव में उद्धव को मात दी। और फिर MLC चुनाव के तुरंत बाद एकनाथ शिंदे 35 विधायकों लेकर सूरत पहुंच गए और उद्धव सरकार को इसकी भनक तक नहीं लगी।

जितनी सफाई से इस रणनीति की योजना बनाई गई थी, उसी से पता चलता है फडणवीस और शिंदे मिलकर काम कर रहे थे। बाजी अब इन दोनों के हाथ में है, जबकि उद्धव ठाकरे अपनी डूबती नैया को बचाने में लगे हैं। उन्होंने लाख सिर पटका पर शिंदे इस बात पर अड़े हुए हैं कि शिवसेना बीजेपी के साथ मिलकर सरकार चलाए। इस तरह देखा जाए तो बात 3 साल पहले जहां से शुरू हुई थी, अब वहीं पहुंच गई है। देवेंद्र फडणवीस को मुख्यमंत्री बनना है, अब यह फैसला उद्धव को करना है कि यह काम करेगा कौन: वह खुद या शिंदे?

Maharashtra crisis: Ball is now in Uddhav’s court

akb fullThe ongoing political crisis in Maharashtra has now deepened with Shiv Sena leader Sanjay Raut broadly hinting that the Uddhav Thackeray-led coalition government, now in a minority, is toying with the idea of recommending dissolution of the assembly. There are indications that Chief Minister Uddhav Thackeray may resign.

Rebel Shiv Sena leader Eknath Shinde, along with 40 other dissident MLAs, left Surat in a chartered flight and landed in Guwahati on early Wednesday morning, in order to keep his flock together. The MLAs boarded three buses from their hotel in Surat at around 2.15 am and were escorted to the airport by Gujarat police. At Guwahati airport, the rebel MLAs were welcomed by Assam BJP MP Pallab Lochan Das, and taken to a hotel.

Eknath Shinde, who led the rebellion and broke away with Shiv Sena and other independent MLAs told reporters in Surat and Guwahati that he was still with the Shiv Sena, and it was the wish of all rebel MLAs that Uddhav Thackeray should walk out from Maha Vikas Aghadi, join a coalition with BJP and form a new government.

In Mumbai, hectic talks are going on between NCP supremo Sharad Pawar with his party lieutenants and Congress observer Kamal Nath, amidst reports that several Congress MLAs did not attend a meeting of legislature party this morning. Uddhav Thackeray, down with Covid, held a virtual cabinet meeting in the afternoon, in which 8 ministers of Shiv Sena and allies did not take part. Shiv Sena has issued whip to all party MLAs to attend a meeting on Wednesday evening. The party has threatened to expel them if they failed to attend.

The most intriguing question in the Maharashtra political drama is how Chief Minister Thackeray and his police intelligence had no information about the rebellion, when Eknath Shinde with 35 MLAs went to Surat. This was done in total secrecy, and Thackeray’s lieutenants had no inkling about the unrest. On Wednesday, there were only 17 out of 55 Shiv Sena MLAs present at a meeting called by the CM. Out of them, three MLAs were practically forced to attend the meeting. When it was confirmed that 35 out of 55 MLAs have left the party, alarm bells started ringing, and NCP supremo Sharad Pawar, sitting in Delhi, was contacted.

Thackeray sent two of his confidantes, Milind Narvekar and Ravindra Phatak to Surat to persuade Shinde, but they failed. The two leaders persuaded Shinde to speak to Uddhav and his wife Rashmi Thackeray over phone, but the rebel leader was adamant. His only condition: Uddhav Thackeray must snap ties with NCP and Congress, and form a coalition government with BJP. Uddhav spoke to Eknath Shinde for 20 minutes, reminding him of how Balasaheb Thackeray used to help him in the past, but Shinde stuck to his stand.

The rebellion took shape when the Aghadi coalition faced reverses in the Rajya Sabha and Legislative Council elections due to cross-voting. Eknath Shinde was unhappy that he was not consulted by the party leadership during the elections. After the electoral losses, when Shiv Sena leaders contacted Shinde and other MLAs, their phones were unreachable, and it then dawned that the rebel leader has landed in Surat with 35 MLAs. Eknath Shinde told Uddhav and his messengers that Shiv Sena was known as a staunch pro-Hindutva party, and no more compromises with its identity will be accepted. Shinde also said that BJP was Shiv Sena’s natural ally.

Shinde’s rebellion was a double shocker for the Shiv Sena leadership. Uddhav had anointed Eknath Shinde as the leader of Shiv Sena legislature party (from which he was removed on Wednesday), and had given him the Urban Development portfolio. He never imagined in his dreams that Shinde would revolt and bring down his government.

The task to bring back the dissident Shiv Sena MLAs back into the party fold is humungous. The Uddhav-led MVA coalition government needs 145 MLAs to prove its majority, but, after Shinde’s rebellion, it seems to be short of majority.

On Wednesday, NCP supremo Sharad Pawar described the political crisis as Shiv Sena’s internal matter. Pawar had been part of crisis management since the time the Maha Vikas Aghadi coalition was formed between SS, NCP and Congress. Pawar said, this is the third time that attempts are being made to topple the government. This time, Pawar does not seem to be quite eager to solve Uddhav Thackeray’s crisis.

The crisis in Maha Vikas Aghadi was expected. The story began three years ago, when the people of Maharashtra had voted Shiv Sena and BJP alliance to power, but Uddhav Thackeray, who wanted to become the Chief Minister, ditched the BJP, and joined hands with NCP and Congress to form the Aghadi (alliance) government. Though the government is now almost three years old, most of the Shiv Sainiks feel that their ideology does not gell with the ideologies of NCP and Congress.

There are many Shiv Sainiks who are openly saying that had Balasaheb Thackeray been alive, he would never have allowed this coalition with NCP and Congress. Moreover, the impression has gone among Shiv Sena cadre that though Uddhav Thackeray is the CM, the reins of power are firmly in the hands of Sharad Pawar. Shiv Sena ministers too felt that NCP ministers are getting more weightage in government.

On the other hand, former CM and BJP leader Devendra Fadnavis could not digest the fact that an SS-NCP-Congress coalition government was ruling the state, despite the people of the state giving the mandate to BJP-SS alliance during the assembly polls. Fadnavis did not lose hope and he targeted the coalition government at every opportunity. In the last few weeks, it was Fadnavis, whose strategy during the Rajya Sabha and Legislative Council elections paid off. Soon after the MLC elections, Eknath Shinde left for Surat with his flock of 35 MLAs, and the state government had no inkling about it.

The utmost secrecy with which this strategy was planned clearly indicates Fadnavis and Shinde were working in tandem. Both of them now hold the ace in their hands, while Uddhav Thackeray is busy trying to save his sinking boat. Uddhav tried his best to persuade, but Eknath Shinde did not budge an inch from his stand that Shiv Sena must ally with BJP. After a gap of three years, the story has now reached the same point, from where it began. Fadnavis may become the chief minister, and it is for Uddhav to decide who will take the initiative: he or Shinde?

अग्निपथ: नौजवानों में भ्रम कौन फैला रहा है?

akbमध्य प्रदेश के ग्वालियर, राजस्थान के सीकर और महाराष्ट्र के सतारा में भर्ती की तैयारी करते नौजवानों की खबरों के आने के साथ ही अग्निपथ को लेकर नौजवानों के मन में उपजा आक्रोश कम होता दिख रहा है। भारतीय सेना ने सोमवार को भर्ती की नोटिफिकेशन जारी की, जिसके तहत जुलाई से ऑनलाइन रजिस्ट्रेशन शुरू हो जाएगा।

अग्निपथ योजना के तहत, इस साल कुल 46000 अग्निवीर भर्ती किए जाएंगे, जिनमें 40 हजार आर्मी और 3-3 हजार नेवी और एयरफोर्स में भर्ती किए जाएंगे। भारत के विभिन्न हिस्सों में अगस्त और नवंबर के बीच 83 रैलियों के जरिए अग्निवीरों के 2 बैच भर्ती किए जाएंगे। सूत्रों ने कहा कि लगभग 25,000 अग्निवीरों की ट्रेनिंग दिसंबर में शुरू हो जाएगी जबकि बाकियों की ट्रेनिंग अगले साल फरवरी में शुरू होगी।

सबसे बड़ी खबर यह रही कि सोमवार को भारत में कहीं भी नौजवानों द्वारा आगजनी या पथराव की एक भी रिपोर्ट नहीं आई। ऐसा लगता है कि उम्मीदवारों को यह स्पष्ट संदेश पहुंच गया है कि अगर पुलिस वेरिफिकेशन रिपोर्ट उनके खिलाफ जाती है तो वे फौज में भर्ती होने का मौका खो देंगे। उम्मीदवारों को एक एफिडेविट देना होगा कि वे ऐसी किसी हिंसा में शामिल नहीं थे।

राजनीतिक दलों ने तो अग्निपथ स्कीम का विरोध करके मौके का फायदा उठाने की कोशिश जारी रखी, लेकिन भारत के अधिकांश बड़े कॉरपोरेट्स ने इस स्कीम का स्वागत किया है और सेना से 4 साल के बाद रिटायर होने वाले अग्निवीरों को अपने यहां भर्ती करने का वादा किया है। इन कॉरपोरेट्स में टाटा ग्रुप, महिंद्रा, आरपीजी, बायोकॉन, जेएसडब्ल्यू ग्रुप और हिंदुस्तान यूनिलीवर शामिल हैं। कुछ संगठनों द्वारा बुलाए गए भारत बंद का कुछ खास असर देखने को नहीं मिला। बिहार में ट्रैफिक कम रहा, लेकिन उत्तर प्रदेश, मध्य प्रदेश, राजस्थान, हरियाणा समेत अन्य राज्यों में जनजीवन सामान्य रहा।

बिहार में हिंसा को लेकर अब तक 159 FIR दर्ज की गई हैं, जबकि 877 आरोपी गिरफ्तार किए जा चुके हैं। इसके अलावा पटना में 3 कोचिंग संचालकों पर भी FIR की गई है। बिहार के ही रोहतास में 2 कोचिंग सेंटर्स के कोऑर्डिनेटर गिरफ्तार किए गए हैं। इसी तरह उत्तर प्रदेश के अलीगढ़ में भी 9 कोचिंग सेंटर वाले पुलिस की गिरफ्त में हैं। तेलंगाना में भी पुलिस ने कोचिंग इंस्टीट्यूट चलाने वालों पर ऐक्शन लिया है, और एक कोचिंग संचालक पर FIR की गई है जबकि एक को गिरफ्तार किया गया है। पटना पुलिस ने उन 40 उपद्रवियों के पोस्टर जारी किए हैं जिन्होंने पालीगंज इलाके में तोड़फोड़ और आगजनी की थी, साथ ही थाने पर भी हमला किया था। पालीगंज के SDO और ASP ने स्थानीय नेताओं, कोचिंग सेंटर चलाने वालों और अभिभावकों से बात की और कहा कि वे अपने छात्रों और बच्चों को समझाएं कि इस तरह की हिंसा से कोई रास्ता नहीं निकलता।

बिहार पुलिस अब उन वॉट्सऐप ग्रुप्स के ऐडमिन को टारगेट कर रही है जो युवाओं को विरोध के लिए भड़का रहे थे। बिहार पुलिस की डेल्टा टीम उपद्रवियों का पता लगाने के लिए सोशल मीडिया अकाउंट्स को खंगाल रही है। डेल्टा टीम 10 से ज्यादा टेलिग्राम ग्रुप, करीब 500 Facebook पेज के अलावा वॉट्सऐप ग्रुप और यूट्यूब चैनलों पर नजर रख रही है। विभिन्न सियासी दलों के मोदी विरोधियों ने भी नौजवानों के आक्रोश को भड़काया, और जब बिहार में आगजनी और हिंसा की घटनाएं होने लगीं, तो राजनीतिक कार्यकर्ता अभ्यर्थी बनकर मैदान में कूद पड़े। 100 से 300 नौजवानों को ट्रेनिंग देने वाले कोचिंग सेंटर्स में से अधिकांश का कोई न कोई राजनीतिक जुड़ाव होता है। कोचिंग सेंटर्स के मालिकों को लगा कि अगर अग्निपथ स्कीम लागू हो गई तो उनका कारोबार खत्म हो जाएगा।

जब सोमवार को भारत बंद के आवाह्न पर कुछ खास प्रतिक्रिया नहीं मिली, तो कांग्रेस के कुछ कार्यकर्ताओं ने नई दिल्ली के एक छोटे से स्टेशन पर एक ट्रेन को रोकने की कोशिश की, लेकिन पुलिस के पहुंचते ही वे तितर-बितर हो गए। कांग्रेस के 2 मुख्यमंत्रियों और कुछ सांसदों ने दिल्ली में अपने ‘सत्याग्रह’ के दौरान प्रधानमंत्री नरेंद्र मोदी के खिलाफ जमकर जहर उगला। उन नेताओं में पूर्व मंत्री सुबोधकांत सहाय भी थे, जिन्होंने मोदी की तुलना हिटलर से कर दी। उन्होंने कहा, ‘मुझे तो लगता है कि मोदी ने हिटलर का सारा इतिहास पार कर लिया। हिटलर ने अपनी ‘खाकी’ आर्मी बनाई थी। मोदी हिटलर की राह चलेगा तो हिटलर की मौत मरेगा। यह याद कर लेना मोदी।’

मीडिया में इस वीडियो के आने के तुरंत बाद देशभर में उपजे आक्रोश को देखते हुए सहाय ने अपना बयान वापस लेने की कोशिश की। सुबोधकांत सहाय पूर्व प्रधानमंत्रियों वीपी सिंह और चंद्रशेखर की कैबिनेट में मंत्री रह चुके हैं। वह लंबे समय तक डॉक्टर मनमोहन सिंह की सरकार में भी मंत्री रहे। सार्वजनिक जीवन में इतना लंबा वक्त बिताने के बाद उनको अंदाजा होगा कि सार्वजनिक मंच पर प्रधानमंत्री के लिए कैसी भाषा इस्तेमाल होनी चाहिए, फिर भी उन्होंने मंच से यह बयान दिया।

सबसे ज्यादा हैरानी की बात तो यह थी कि उस समय मंच पर मौजूद कांग्रेस के एक भी सीनियर नेता ने सहाय को इस तरह की अभद्र भाषा का इस्तेमाल करने पर नहीं टोका। BJP के प्रवक्ता सुधांशु त्रिवेदी ने आज कहा कि मोदी के बारे में अभद्र बयानों की शुरुआत 2007 में सोनिया गांधी ने ही की थी, जब उन्होंने नरेंद्र मोदी को ‘मौत का सौदागर’ कहा था।

कांग्रेस का मोदी को गाली देने का इतिहास रहा है। कांग्रेस नेताओं ने मोदी के लिए ‘लहू पुरुष’, ‘जहर की खेती करने वाला’, ‘जवानों के खून की दलाली करने वाला’, ‘नीच आदमी’ जैसे शब्दों का इस्तेमाल किया। मोदी को हिटलर, मुसोलिनी, जनरल डायर, रंगा बिल्ला, हिंदू अतंकी और क्या-क्या नहीं कहा गया। गिनती करें तो पता चलता है कि अलग-अलग कांग्रेस नेता अब तक मोदी को कम से कम 80 गालियां दे चुके हैं।

पुराने जमाने की कांग्रेस में यह संस्कृति नहीं थी। आज भी कांग्रेस के पुराने नेता राजनीति में गाली-गलौज को उचित नहीं मानते। हालांकि, कांग्रेस में अब कुछ चले हुए कारतूसों के अलावा एक नई पीढ़ी है जो इस तरह की भाषा का इस्तेमाल करना पसंद करती है। मुझे लगता है कि किसी भी नेता को हिटलर जैसी मौत जैसे शब्दों का इस्तेमाल नहीं करना चाहिए। कुछ ऐसे नेता हैं जो लोगों को गुमराह भी कर रहे हैं।

तृणमूल कांग्रेस सुप्रीमो और पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने सोमवार को आरोप लगाया कि सेना में ‘अग्निपथ’ स्कीम को शुरू करके बीजेपी ‘RSS की एक सेना बनाने की कोशिश कर रही है, जिसमें जिसमें हथियारबंद गिरोह होंगे ओर वे चुनाव के दौरान उनके काम आएंगे।’ हैरानी की बात यह है कि ममता बनर्जी ने यह आरोप विधानसभा में लगाया, जहां कार्यवाही की हर बात को दर्ज किया जाता है। इसके बाद बीजेपी ने तुरंत ममता से माफी की मांग की और कहा कि उन्होंने सेना का अपमान किया है।

कुछ दूसरे नेता भी ऐसी भ्रामक बातें फैला रहे हैं। पूर्व वित्त मंत्री और कांग्रेस के वरिष्ठ नेता पी. चिदंबरम ने ट्वीट किया, ‘यदि आप ड्राइवर, धोबी या नाई की ट्रेनिंग लेना चाहते हैं, तो अग्निवीर बनें, यदि आप चौकीदार बनने की ट्रेनिंग लेना चाहते हैं, तो अग्निवीर बनें, यदि आप पकोड़े तलना सीखना चाहते हैं, तो अग्निवीर बनें। अगर आप सैनिक बनना चाहते हैं, तो अप्लाई न करें।’ एक YouTube वीडियो में यह दावा किया गया कि आने वाले समय में अग्निपथ स्कीम की भर्ती प्राइवेट एजेंसी करेगी। एक सोशल मीडिया पोस्ट में कहा गया कि सेना के जिन जवानों को 2019 तक प्रमोशन नहीं दिया गया, वे अब अग्निवीर रैंक में ही शामिल होंगे।

AIMIM सुप्रीमो असदुद्दीन ओवैसी ने एक के बाद एक कई ट्वीट्स कर मोदी को संबोधित करते हुए पूछा, ‘आप यह क्यों चाहते हैं कि 4 साल तक देश की रक्षा करने के बाद, यही युवा पूर्व सैनिक या तो अडानी और अम्बानी के घर के बाहर नौकरी की लाइन में खड़ा हो, या बीजेपी के दफ्तरों के बाहर चौकीदारी करे। मोदीजी, युवा भारत का भविष्य हैं, आप और आप के साथ बार-बार एक्सटेंशन लेने वाले रिटायर्ड आईएएस अफसर नहीं। आप इस युवा वर्ग की आवाज सुनिए और उनकी मांग पर अमल कीजिये, इस अग्निवीर योजना को तुरंत वापस लीजिये।’ मैं तो तब हैरान रह गया जब आम आदमी पार्टी के नेता संजय सिंह ने आरोप लगाया कि सरकार अग्निपथ स्कीम के तहत भर्ती नौजवानों को न तो सैनिक मानेगी और न उन्हें शहीद का दर्जा देगी।

आर्मी के सीनियर अफसर ऑन रिकॉर्ड कह चुके हैं कि सेना के आधुनिकीकरण का प्लान 1989 से पाइपलाइन में था, और अग्निपथ स्कीम का ड्राफ्ट तैयार होने से पहले कई बार चर्चा हुई थी। सोमवार को प्रधानमंत्री मोदी ने कहा, ‘सुधारों की राह आसान नहीं होती है। कई फैसले, कई रिफॉर्म तात्कालिक रूप से अप्रिय लग सकते हैं, लेकिन समय के साथ उन रिफॉर्म्स का लाभ आज देश अनुभव करता है। रिफॉर्म का रास्ता ही हमें नए लक्ष्यों, नए संकल्पों की तरफ ले जाता है।’

मोदी की यह बात सही है कि रिफॉर्म होने चाहिए। अग्निपथ योजना के पीछे भी मकसद यही है कि इससे सेना पहले से ज्यादा युवा और ऊर्जावान होगी। दुनिया भर में जंग का तरीका बदल रहा है और और हमारी सेना का आधुनिकीकरण समय की मांग है।

अग्निपथ योजना को लेकर पहले बिहार, उत्तर प्रदेश, मध्य प्रदेश, राजस्थान और हरियाणा के नौजवानों में कुछ कन्फ्यूजन था, जो अब दूर होता दिख रहा है। कोचिंग सेंटर वालों ने, कुछ सियासी दलों ने इसी कन्फ्यूजन का फायदा उठाकर युवाओं को हिंसा के लिए उकसाया था। अब जब सरकार ने भर्ती के बारे में नोटिफिकेशन जारी कर दी है, तो अधिकांश नौजवानों को अब लग रहा है कि अग्निपथ योजना उनके लिए एक सुनहरे भविष्य का रास्ता खोल सकती है।

Agnipath: Who is spreading confusion among youths ?

rajat-sir The unrest among youths over the Agnipath scheme appears to be petering out, with reports coming from Gwalior (MP), Sikar (Rajasthan) and Satara (Maharashtra) about many aspirants preparing for the forthcoming recruitments. The Indian Army on Monday issued the recruitment notification and online registration will begin from July.

Under Agnipath scheme, 46,000 Agniveers will be inducted this year. Out of this, 40,000 Agniveers will be recruited by the Army and 3,000 each by the Navy and Air Force. Agniveers will be inducted in two batches through 83 recruitment rallies between August and November in different parts of India. Training of 25,000 Agniveers will begin in December, and for the remaining 15,000, training will begin in February, sources said.

The most positive development is that not a single incident of arson or stoning by youths took place anywhere in India on Monday. A clear message seems to have gone out to the aspirants that they would lose out on recruitment, if there are police verification reports against them. Aspirants will have to file affidavit saying that they never indulged in violence.

Political parties however continued to grind their axe by opposing the Agnipath scheme, but most of the top corporates in India have welcomed this scheme and have promised to induct Agniveers who retire from armed forces after four years. These include Tata group, Mahindra, RPG, Biocon, JSW group and Hindustan Unilever. The Bharat Bandh call given by some organisations on Monday had practically no impact across India. There was fewer traffic on the roads in Bihar, but life continued to be normal in UP, MP, Rajasthan, Haryana and other states.

A total of 159 FIRs have been filed in Bihar, which bore the brunt of violence. 877 persons were arrested, and FIRs were filed against three coaching centre owners in Patna. Coordinators of two coaching centres in Rohtas, Bihar have been arrested. In Aligarh, UP, nine coach centre owners have been taken into custody. Telangana police has also taken action against two coaching centre owners.

Patna Police has issued poster of 40 miscreants who had indulged in arson and stoning, and had attacked a police station in Paliganj. The SDO and Additional SP of Paliganj spoke to local leaders, coaching centre owners and parents to persuade job aspirants to refrain from violence.

Bihar Police is now targeting the admins of WhatsApp groups who were inciting the youths to protest. Delta Team of Bihar Police is going through social media accounts to trace the inciters. Delta Team is keeping a watch on more than 10 Telegram groups, nearly 500 Facebook pages, WhatsApp groups and YouTube channels.

Modi baiters from different political parties also incited passions of youths, and when incidents of arson and violence petered out in Bihar, political activists jumped into the fray, posing as army job aspirants. Most of the coaching academies who train 100 to 300 youths each, are politically connected. The coaching centre owners felt their business would wind up if the Agnipath scheme was implemented.

When the Bharat Bandh call on Monday did not elicit any response, Congress workers tried to stop a train at a small station in New Delhi as a token measure, but quickly dispersed when police stepped in. Their leaders, including two chief ministers and several MPs, spewed venom against Prime Minister Narendra Modi at their ‘satyagraha’ in Delhi, with a former minister Subodh Kant Sahay comparing Modi with Hitler.

Subodh Kant Sahay said, “I feel that Prime Minister Modi has gone beyond all that was done by Hitler. Hitler had created his ‘khaki’ army. I think if Modi continues to walk on Hitler’s path, he will die Hitler’s death. Remember this, Modi.”

Soon after this video was splashed over media causing nationwide outrage, Sahay tried to retract his remark. Subodh Kant Sahay has been a minister in the cabinets of former PMs V P Singh and Chandrasekhar. He also worked as minister in Dr Manmohan Singh’s government for a long time. After spending a long time in public life, it was expected that he would know the type of language that should be used about a Prime Minister.

The most surprising was that not a single senior Congress leader present on the dais at that time, did not try to stop Sahay from using such crass language. BJP spokesperson Sudhanshu Trivedi reminded that Congress president Sonia Gandhi had used similar language against Modi in 2007, when she described him as a “maut ka saudagar” (merchant of death).

Congress has a history of using abusive language against Modi in the past. Congress leaders used epithets like “Lahu Purush” (Man of Blood), ‘Zehar Ki Kheti karne waala’ (one who cultivates hate), ‘jawanon ke khoon ki dalaai karne wala’ (merchant of the blood of jawans), ‘neech aadmi’ (rogue), and also compared him with Hitler, Mussolini, General Dyer, Ranga Billa, Hindu Aatanki (Hindu terrorist). There are many more, and if one counts the number of abuses, it could reach 80.

This was not the culture of Congress in the old days. Even today, senior, veteran Congress leaders dislike such abusive epithers. However, there is now a new generation of leaders, apart from failed political leaders in the Congress who prefer to use such language. I think, no political leader should be allowed to say that so-and-so deserves to die a Hitler’s death. There are political leaders who are also spreading disinformation.

Trinamool Congress supremo and West Bengal chief minister Mamata Banerjee on Monday alleged that by introducing ‘Agnipath’ scheme in the armed forces, BJP is trying “to create an RSS army, which will have armed groups that will be active during election”. The surprising part is that Mamata Banerjee levelled this allegation inside the state assembly, where the proceedings are recorded. The opposition BJP immediately demanded apology from the CM saying that she has insulted the army.

There are some other leaders too, who are spreading disinformation. Former Finance Minister and senior Congress leader P. Chidambaram tweeted: “If you wish to be trained as a driver, washerman or barber, become an Agniveer, If you wish to be trained as a chowkidar, become an Agniveer, If you wish to learn to fry pakoras, become an Agniveer. If you wish to become a soldier, do not apply.”

Several misleading claims and allegations are being made on social media by others. One YouTube channel claimed that in the coming years, private agencies will hire Agniveers, while another social media post said, army jawans who did not get promotions till 2019, will now be sent to Agniveer ranks.

AIMIM chief Asaduddin Owaisi in a series of tweets, addressed to Modi, asked: “Why do you want that our youths after serving in the army for 4 years, will stand outside the homes of Adani and Ambani, or in BJP offices as ex-servicemen seeking jobs?…Modiji, youths are the future of our country, they are not retired IAS officers who are with you and are on frequent extension. Listen to the voice of youths, accept their demand, and withdraw Agniveer scheme immediately.”

I was surprised when AAP leader Sanjay Singh alleged that the government, under Agnipath scheme, will not regard Agniveers as soldiers and will not give them the status of martyrs, if they died during operations.

Senior army officials are on record having said that the army modernization scheme was in the pipeline since 1989, and there were many series of discussions, before the Agnipath scheme was drafted. On Monday, Prime Minister Modi said, “the path of reforms is not easy. Several decisions and reforms may be temporarily unpleasant, but with the passage of time, their benefits will be known.”

Modi is right when he says, the path of reforms is not easy. The Agnipath scheme is also aimed at reforming and modernizing our armed forces to make it younger and energetic. Wars across the world have undergone transformational change, and modernization of our armed forces is the need of the hour.

The confusion that was spread among youths of Bihar, UP, MP, Rajasthan and Haryana, when the scheme was launched, appears to have been more or less cleared. Coaching centres, political parties, misused this opportunity to grind their own axes, and incited youths to resort to arson and violence. Now that the Centre has published details of recruitment in its notification, most of the young aspirants have realized that Agnipath scheme can open up the path for a golden future.

अग्निपथ: कोचिंग सेंटर चलाने वाले कुछ लोग कैसे भड़का रहे हैं हिंसा

akbअग्निपथ स्कीम के खिलाफ विरोध प्रदर्शन के चौथे दिन बिहार और पड़ोसी राज्य उत्तर प्रदेश के कई जिलों में आगजनी और पथराव की घटनाएं देखने को मिलीं। जहानाबाद, तारेगना, मसौढ़ी और अन्य जगहों से ट्रक, बस और अन्य गाड़ियों को जलाने, पथराव और तोड़फोड़ की खबरें आईं।

बिहार के तारेगना स्टेशन पर RPF दफ्तर में आग लगा दी गई और बाहर खड़े एक दर्जन से भी ज्यादा गाड़ियों को आग के हवाले कर दिया गया। प्रदर्शनकारियों ने शनिवार को मसौढ़ी रेलवे स्टेशन में आग लगाने की कोशिश की। जहानाबाद में एक पुलिस चौकी के पास करीब एक दर्जन गाड़ियों को आग के हवाले कर दिया गया और बाद में एक बस और एक ट्रक को भी फूंक दिया गया।

दानापुर मंडल रेल प्रबंधक ने बताया कि रेलवे की संपत्तियों को 200 करोड़ रुपये से अधिक का नुकसान हुआ है। उन्होंने कहा कि 50 डिब्बे, 5 इंजन पूरी तरह जल गए हैं और प्रदर्शनकारियों ने प्लैटफॉर्म, कंप्यूटर और कई टेक्निकल डिवाइसेज को तोड़ दिया है। हिंसा को बढ़ने से रोकने के लिए बिहार के 12 जिलों में इंटरनेट सेवाएं बंद कर दी गईं, और RJD एवं लेफ्ट पार्टियों ने शनिवार को बिहार बंद का आह्वान किया।

उत्तर प्रदेश के जौनपुर, कन्नौज और गौतम बुद्ध नगर में विरोध प्रदर्शन हुए। प्रदर्शनकारियों ने कन्नौज के पास आगरा-लखनऊ एक्सप्रेस-वे को जाम करने की कोशिश की। चेन्नई में, प्रदर्शनकारियों ने योजना के विरोध में युद्ध स्मारक तक मार्च निकाला।

एक ताजा खबर के मुताबिक, केंद्रीय गृह मंत्रालय ने सेना में 4 साल की सेवा पूरी करने वाले सभी अग्निवीरों के लिए अर्धसैनिक बलों और असम राइफल्स की वैकेंसी में 10 प्रतिशत कोटा देने की घोषणा की है। साथ ही अग्निवीरों के लिए निर्धारित ऊपरी आयु सीमा से 3 वर्ष की छूट की घोषणा की गई है, जबकि पहले बैच के लिए निर्धारित ऊपरी आयु सीमा से 5 साल ज्यादा छूट देने का ऐलान किया गया है।

भारतीय वायु सेना प्रमुख एयर चीफ मार्शल वीआर चौधरी ने कहा, ‘हिंसा और आगजनी समाधान नहीं है। यदि उम्मीदवारों को कोई संदेह है, तो मिलिट्री स्टेशन, एयरफोर्स और नेवी के बेस हैं, जहां जाकर वे अपनी शंकाओं को दूर कर सकते हैं। यदि आप योजना को समग्र रूप से देखें, तो कई फायदे हैं जिन पर प्रकाश डालने की जरूरत है। युद्ध के क्षेत्र बदल रहे हैं, हमें सेना में युवा और ज्यादा टेक-सेवी लोगों की जरूरत है। IAF में हमें तकनीकी रूप से ज्यादा योग्य लोगों के चयन का फायदा मिलेगा।’

बिहार में शुक्रवार को सबसे ज्यादा हिंसा हुई, सबसे ज्यादा आग यहीं लगी। सूबे के बेतिया, आरा, बक्सर, समस्तीपुर, दानापुर, हाजीपुर, गया, सुपौल, बेगूसराय, बक्सर, नालंदा, नवादा, लखीसारी, भागलपुर, सासाराम, मुजफ्फरपुर, औरंगाबाद, भोजपुर, मुंगेर, अरवल, जहानाबाद, पटना, वैशाली, खगड़िया, जमुई, रोहतास, शेहपुरा, सीवान, बगहा और मधेपुरा, हर जगह से दिल दहलाने वाली तस्वीरें आईं। जलती हुई ट्रेनें, चीखते-चिल्लाते मुसाफिर, डरे हुए बच्चे, पानी के पाइप लेकर आग बुझाने की कोशिश करते रेलवे के कर्मचारी और बेबस खड़े जीआरपी के जवान, दिन भर यही सब दिखा। पड़ोस के सूबे यूपी में भी आगरा, मथुरा, वाराणसी, अलीगढ़, बांदा और बस्ती में विरोध प्रदर्शन हुए।

अग्निपथ के विरोध का सबसे खतरनाक मंजर आरा जिले में देखने को मिला। यहां के कुल्हड़िया रेलवे स्टेशन पर खड़ी गाड़ी में प्रदर्शनकारियों ने आग लगा दी। जैसे-जैसे आग डिब्बों की तरफ बढ़ी, वैसे-वैसे रेलवे के कर्मचारी डिब्बों को अलग करके बाकी बोगियों को बचाने की कोशिश करने लगे, लेकिन उन्हें कामयाबी नहीं मिली। पूरी ट्रेन जलकर खाक हो गई। कुछ यही स्थिति समस्तीपुर रेलवे स्टेशन पर देखने को मिली, जहां दरभंगा से दिल्ली जा रही बिहार संपर्क क्रांति एक्सप्रेस को आग के हवाले कर दिया गया। इससे पहले उपद्रवियों ने ट्रेन में तोड़-फोड़ की, सामान भी लूटा, और फिर ट्रेन के डिब्बों में आग लगा दी।

लखीसराय स्टेशन पर खड़ी एक ट्रेन को भी प्रदर्शनकारियों ने आग के हवाले कर दिया। यह ट्रेन वहां आकर रुकी ही थी, इसमें यात्री भी सवार थे, लेकिन उपद्रवियों ने इसका भी ख्याल नहीं किया। इसी दहशत में एक यात्री की जान चली गई। नालंदा जिले के इस्लामपुर रेलवे स्टेशन पर खड़ी मगध एक्सप्रेस की 4 बोगियों में भी आग लगा दी गई।

यह प्रश्न स्वाभाविक रूप से उठता है कि बिहार अग्निपथ विरोधी प्रदर्शनों का केंद्र क्यों नजर आ रहा है। बिहार में शुक्रवार को एक दिन में 12 ट्रेनों को जला दिया गया और 234 से ज्यादा ट्रेनों को रद्द करना पड़ा। 24 जगहों पर हिंसा हुई। हजारों मुसाफिर भूखे प्यासे ट्रेनों में फंसे रहे और पटरियों पर, सड़कों पर अग्निपथ स्कीम से नाराजगी के नाम पर छात्र आग लगाते रहे, तोड़फोड़ करते रहे। मैंने बिहार के कई एक्सपर्ट्स से बात की और उनके जवाबों ने काफी कुछ साफ कर दिया।

ऐसा लगता है कि दूसरे राज्यों की तुलना में बिहार में सरकारी नौकरी के प्रति लोगों का आकर्षण बहुत ज्यादा है। फौज में भर्ती हो, अर्धसैनिक बलों में भर्ती हो, रेलवे में भर्ती हो या शिक्षा विभाग में, बिहार के बच्चे सबसे आगे रहते हैं। एक बार किसी की सरकारी नौकरी लग जाए तो पूरे परिवार की जिंदगी बदल जाती है। सेना में बिहार का कोटा 5 पर्सेंट का है, लेकिन सेना की नौकरियों की डिमांड इस कोटे से कई गुना ज्यादा होती है। अगर किसी की सरकारी नौकरी लग जाती है, भले ही वह चतुर्थ श्रेणी (चपरासी) की हो, तो अच्छी जगह शादी हो जाती है, दहेज मिल जाता है। बहनों की शादियां अच्छे परिवारों में हो जाती है।

जो नौजवान फिटनेस टेस्ट पास करने के बाद पिछले 2 साल से जॉइनिंग का इंतजार कर रहे थे, वे ज्यादा परेशान हैं क्योंकि अब उन्हें लगता है कि उनकी उम्मीदों पर पानी फिर गया है। यही उनके गुस्से और हताशा का एकमात्र कारण है। उनमें से कई की शादी भी तय हो चुकी थी, लेकिन अग्निपथ स्कीम के ऐलान के बाद एग्जाम के पिछले सभी नतीजों का कोई मतलब नहीं रहा। मुझे इस बारे में एक और हैरान करने वाली बात पता चली जिससे थोड़ा सुराग मिला कि इन सड़कों पर विरोध प्रदर्शनों के पीछे कौन हैं।

पूरे बिहार में ऐसे तमाम कोचिंग सेंटर्स हैं, जहां ये युवा सेना में भर्ती होने के लिए फिजिकल ट्रेनिंग और लिखित परीक्षा की प्रैक्टिस करते हैं। ये कोचिंग सेंटर सेना में नौकरी का सपना देखने वाले नौजवानों के भविष्य को आकार देने में महत्वपूर्ण भूमिका निभाते हैं। बिहार में सेना की नौकरी के लिए काफी ज्यादा क्रेज है, और इसीलिए यह राज्य भर्ती की तैयारी कर रहे नौजवानों की कोचिंग का हब बन चुका है। आज वही नौजवान बिना-सोचे समझे सड़क पर उतर कर आग लगा रहे हैं।

अग्निपथ स्कीम आने के बाद कोचिंग सेंटर चलाने वाले अधिकांश लोगों को अपनी दुकान बंद होने का डर सता रहा है। बताया जा रहा है कि इनमें से ही कुछ कोचिंग सेंटरों के मालिकों ने, जिन्हें सेना में भर्ती की तैयारी करने वाले नौजवान अपना ‘गुरु’ मानते हैं, ने अग्निपथ स्कीम की आलोचना करते हुए सोशल मीडिया पर वीडियो डालना शुरू कर दिया। ऐसे तमाम वीडियो मुझे भेजे गए। उनमें से कुछ वीडियो साफतौर पर राजनीति से प्रेरित हैं।

पटना में ही एक कोचिंग सेंटर चलाने वाला शख्स नौजवानों से कह रहा है कि ‘विरोध का कोई तरीका छोड़ना नहीं है।’ यह शख्स झूठा दावा कर रहा है कि अब तक इस स्कीम के खिलाफ 63 लड़के जान दे चुके हैं। इसी तरह सोशल मीडिया के जरिए नौजवानों को भड़काया जा रहा है। नौजवानों से कहा जा रहा है कि 4 साल सेना की सेवा करने के बाद उन्हें कोई सरकारी नौकरी नहीं मिलेगी।

एक वीडियो में, पटना में एक कोचिंग सेंटर चलाने वाला कह रहा है, ‘सबसे पहले TOD के खिलाफ विद्रोह करो। जितने लेवल तक हो सकता है, पूरा का पूरा विद्रोह करो, एक भी लेवल नहीं छोड़ना है। हिम्मत, जोश और जुनून अगर दिखाना है,तो सरकार के सामने दिखाएंगे, मम्मी पापा के सामने नहीं। कल तक 42 लोगों की मौत हुई थी और आज आत्महत्या का रिपोर्ट 63 पहुंच चुका है। ये हमें मिली जानकारी पर आधारित हैं। न जाने कितने सारे गांवों में बच्चे ऐसा किए होंगे। आत्महत्या बेकार है, इस चीज को मत करो। किसी भी गांव से आत्महत्या की जानकारी मिले तो वहां जाकर नौजवानों से कहो कि आत्महत्या न करें। उन्हें अच्छी बातें समाझाओ। TOD को जबरन लागू किया गया है।’

ऐसे एक नहीं, दर्जनों कोचिग सेंटर हैं। हर कोचिंग सेंटर में फौज में भर्ती होने की इच्छा रखने वाले 200-400 नौजवान ट्रेनिंग ले रहे हैं। कुल मिलाकर ऐसे बच्चों की संख्या हजारों में है, और कोचिंग सेंटर चलाने वालों की इससे काफी कमाई होती है। कोचिंग देने वालों को छात्र अपना ‘गुरू’ मानते हैं, और उनकी हर बात पर यकीन करते हैं।

पटना में ही एक और कोचिंग सेंटर चलाने वाला शख्स साफतौर पर नौजवानों को बसों और ट्रेनों में आग लगाने के लिए उकसा रहा है। एक वीडियो में वह कहता दिख रहा है, ‘देश की स्थिति युवाओं के हाथ में है, लेकिन युवाओं के बारे में सोचा नहीं जा रहा है। युवा आहत होकर सुसाइड कर रहे हैं। कोई भी ऐसा कदम न उठाए। अपना हक मांगने का अधिकार सभी नौजवानों के पास है। कई ऐसे शहर हैं जहां ट्रेनों में आग लगाई जा रही है। आपके पास विरोध करने का अधिकार है। विरोध कर सकते हैं,लेकिन जो आत्महत्या वाला सिस्टम है, उसको बहुत जल्दी बंद करना होगा। अगर मरना ही है तो सिस्टम से लड़कर मरेंगे। जब जिंदा रहेंगे तो लड़ सकते हैं,मगर मरने के बाद कौन लड़ेगा, कोई नहीं लड़ेगा। सरकार का झुकना तय है। यह मैसेज मोदी जी तक पहुंचना चाहिए।’

ये वीडियो मैसेज Facebook, YouTube और Telegram जैसे सोशल मीडिया प्लैटफॉर्म्स के जरिए फॉरवर्ड किए जा रहे हैं। लाखों नौजवानों को ये वीडियो मैसेज मिल रहे हैं और वे आगजनी, पथराव और हिंसा का सहारा ले रहे हैं। कोचिंग सेंटर चलाने वाले लोगों द्वारा नौजवानों को भड़काया जा रहा है। शुक्रवार रात इंडिया टीवी पर अपने प्राइम टाइम शो ‘आज की बात’ में मैंने इनमें से कुछ वीडियो दिखाए। ये वीडियो लाखों नौजवानों तक पहुंचाए गए हैं। इसीलिए सरकार ने बिहार के 12 जिलों में अगले 48 घंटों के लिए इंटरनेट सर्विसेज बंद कर दी हैं, और तमाम ऐप्स को ब्लॉक कर दिया गया है।

पड़ोसी राज्य उत्तर प्रदेश में कानपुर पुलिस के ज्वाइंट कमिश्नर एपी तिवारी ने शुक्रवार को कहा कि ‘Boycott TOD’ नाम का एक वॉट्सऐप ग्रुप बनाया गया है जिसके जरिए युवाओं को सड़कों पर उतरकर विरोध करने के लिए उकसाया जा रहा है। पुलिस ने इस ग्रुप से जुड़े कई लोगों की पहचान कर ली है और उन सभी के खिलाफ कार्रवाई की जा रही है।

पुलिस के लिए इस तरह के मैसेज को ट्रैक करना, उनके मेंबर्स की पहचान करके उन्हें पकड़ना, और फिर सर्कुलेट हो चुके मैसेज को वायरल होने से रोकना एक बड़ी चुनौती है। राजनीतिक दल पहले ही मैदान में उतर चुके हैं क्योंकि उन्हें नौजवानों के विरोध में सियासी फायदा दिख रहा है, लेकिन इस मुद्दे पर बिहार के मुख्यमंत्री नीतीश कुमार की खामोशी हैरान करने वाली है। उनकी पार्टी जनता दल (युनाइटेड) इन विरोध प्रदर्शनों को मौन समर्थन देती दिख रही है।

नौजवानों के लिए मैं सिर्फ इतना कह सकता हूं कि उन्हें अपनी बात कहने का, प्रदर्शन करने का पूरा अधिकार है, लेकिन इसका तरीका शांतिपूर्ण होना चाहिए। विरोध का मतलब ट्रेनों में आग लगाना नहीं हैं, विरोध का मतलब हाइवे को जाम करके बसों पर पथराव करना नहीं है। जो नौजवान देश की सेवा करने का दावा कर रहे हैं, वे देश की संपत्ति को आग लगाकर खाक कैसे कर सकते हैं।

उन्हें पता होना चाहिए कि सेना में अनुशासन सबसे ज्यादा जरूरी होता है। जो नौजवान इस तरह से उपद्रव कर सकते हैं, वे सेना का हिस्सा बनने का सपना कैसे देख सकते हैं। मुझे लगता है कि नौजवानों को ठंडे दिमाग से सोचना चाहिए, और किसी के बहकावे में नहीं आना चाहिए।

Agnipath: How some coaching centre owners are instigating violence

rajat-sirThe fourth day of protests against Agnipath scheme witnessed fresh arson and stone pelting in several districts of Bihar and in neighbouring Uttar Pradesh. Reports of burning of trucks, buses and other vehicles, stone pelting and vandalization came from Jehanabad, Taregana, Masaurhi, and other places.

At Taregana station in Bihar, the RPF office was set ablaze and more than a dozen vehicles parked outside were set on fire. Protesters tried to set the Masaurhi railway station on fire on Saturday. In Jehanabad, nearly a dozen vehicles were torched near a police post, and later a bus and a truck were set on fire.

The Danapur Divisional Railway Manager put the losses to railway properties at over Rs 200 crore. 50 coaches, five engines have been completely burnt, and platforms, computers and technical devices were smashed by protesters, he said. Internet services were blocked in 12 districts of Bihar to prevent escalation of violence, even as RJD and Left parties gave a Bihar Bandh call on Saturday.

There were protests in Jaunpur,Kannauj and Gautam Buddha Nagar in UP. Protesters tried to block the Agra-Lucknow expressway near Kannauj. In Chennai, protesters marched to the War Memorial to stage protest against the scheme.

In a fresh development, the Union Home Ministry announced 10 per cent quota in vacancies in all para-military forces and Assam Rifles for demobilized Agniveers who complete four years of service in the army. Three years’ age relaxation has been announced beyond the prescribed upper age limit for Agniveers, while, for the first batch, five years’ relaxation beyond the prescribed upper age limit has been announced.

Indian Air Force chief Air Chief Marshal V R Chaudhary said, “violence and arson is not the solution. If the aspirants have any doubts, there are military stations, Air Force and Naval bases, where they can go and get their doubts clarified….If you look at the scheme in totality, there are many advantages that need to be highlighted. The domains of warfare are changing, we need younger and more tech-savvy people in the Services. In IAF, we will have the benefit of selecting more technically qualified people.”

On Friday, Bihar bore the brunt of most of the arson and violence in Bettiah, Arah, Buxar, Samastipur, Danapur, Hajipur, Gaya, Supaul, Begusarai, Buxar, Nalanda, Nawada, Lakhisari, Bhagalpur, Sasaram, Muzaffarpur, Aurangabad, Bhojpur, Munger, Arwal, Jehanabad, Patna, Vaishali, Khagaria, Jamui, Rohtas, Shehpura, Siwan, Bagaha and Madhepur. There were disturbing scenes of trains burning, passengers screaming, children cowering in fear, railway fire staff trying to douse flames with water pipes, and GRP jawans standing helplessly. In neighbouring UP, there were protests in Agra, Mathura, Varanasi, Aligarh, Banda and Basti.

The most disturbing visuals came from Kulharia railway staton in Arrah, Bihar, where a stationary train was set on fire. As the flames spread, firemen scrambled to control, but, by that time, the train was reduced to ashes. In Samastipur, the Darbhanga-Delhi Bihar Sampark Kranti Express was set on fire. The protesters first looted belongings left by passengers, and then set fire to the coaches. At Lakhisarai station, a train was torched even before the passengers alighted, leading to the death of a passenger. At Isampur station in Nalanda, four coaches of Magadh Express were torched by protesters.

Questions naturally arise as to why Bihar seems to be epicentre of anti-Agnipath protests. On a single day (Friday), 12 trains were torched in Bihar and more than 234 trains had to be cancelled. Violence took place at 24 places. Thousands of passengers had to face food and water shortage both on rail tracks and highways. I spoke to several experts in Bihar and their replies were revealing.

It seems that in Bihar, there is much attraction among youths for government jobs, whether in armed forces, or para-military forces, railway or education department. A member of a family, after getting a government job, immediately gains social status. In army, Bihar had a five per cent reservation, but the craze for army jobs was several times more than the reservation quota. A young person who get a government job, even in Class 4 (peon) category, immediately gets marriage proposals, tagged with offers for dowry, and the marriage of sisters becomes easier.

The youths who had cleared physical fitness and medical tests, and were waiting to join the armed forces, are the most worried lot, because they now feel that their hopes have been dashed to the ground. This is the sole reason behind their anger and desperation. Several of them had already marriages lined up, but after the Agnipath scheme was announced, all previous test results became obsolete. I got another important clue about who are behind these street protests.

There are scores of coaching centres spread across Bihar, where these youths were undergoing physical training and written tutorials for the armed forces.. These coaching centres play a crucial role in shaping the future of these youths who aspire for army jobs. Since the craze for defence jobs is high in Bihar, the state has emerged as a coaching hub for thousands of aspirants, who are now out on the streets.

With the Agnipath scheme being launched, most of these coaching centre owners feel that they might have to wind up their business. There are reports that some of these coaching centre owners, whom these aspirants consider as ‘guru’, started posting videos on social media criticizing Agnipath scheme. Several such videos were sent to me. Some of them are clearly politically motivated.

One Patna coaching centre owner is telling youths “do not lose any opportunity to stage protest”. He was peddling fake news about 63 youths already having committed suicide, which is completely baseless. This is how the youths are being incited through social media. They are being told that they would not get any government job after serving four years in the armed forces.

In one of the videos, a Patna coaching centre owner is shown as saying: “First of all, you revolt against TOD (Tour of Duty) at every level possible. Revolt completely. Do not spare any level. If you want to show your ‘josh’, your courageand motivation, show it to the government, and not to your mummy or papa. Till yesterday, 42 died and today the suicide tally has reached 63. These are based on information that we got. There could be many such villages. Suicide is useless, do not do it. If you get report of suicide from any village, go there and tell the youths, do not commit suicide Give them good thoughts. TOD has been forcibly implemented.”

There are dozens of such coaching centres, each training nearly 200 to 400 youths. Their number runs into thousands, and the coaching centre owners are raking in money. These youths believe every word imparted by these owners, whom they consider as their ‘guru’.

Another Patna coaching centre owner is clearly instigating the youths to set buses and trains on fire. In one of the videos, he is shown as saying: “The future of the country is in the hands of youths, but their interests are not being looked after. Youths are committing suicide. None of you must do that. Every youth has the right to voice his demand. In several cities, trains are being torched. You have the right to protest. Do that, but do not resort to suicide. If you want to die, die while fighting this system. If you remain alive you can fight, but who will fight if you die. The government is bound to bow to your will. …This message must reach Modi Ji.”

These video messages are being forwarded through social media platforms like Facebook, YouTube, and Telegram. Thousands of youths are getting these video messages, and are resorting to arson, stoning and violence. They are being instigated by coaching centre owners. In my prime time show on India TV ‘Aaj Ki Baat’ on Friday night, I showed some of these videos. These videos have reached millions of youths and the government has suspended internet services for the next 48 hours in 12 districts of Bihar. All apps have been blocked.

In neighbouring UP, the Kanpur Police Joint CP A P Tiwari said on Friday that a ‘Boycott TOD’ Whatsapp group has been created where youths are being incited to come out on the streets and protest. Police have identified the admins of this group and is taking action against them.

For the police, tracking such messages, identifying members and rounding them up to stop their message going viral is a big challenge. Political parties have already entered the fray to grind their own axe, but the silence of Bihar chief minister Nitish Kumar on this issue is surprising. His party JD(U) appears to be giving silent support to these protests.

For the youths, I can only say, they have the right to voice their protest, but they can do it only in a peaceful manner. Setting fire to railway engines and coaches, which cost several crores of rupees each, cannot bring a solution for them. Stoning buses and vehicles on highways is not the solution. Youths who dream of serving the nation and are born patriots, cannot be expected to cause irreparable losses to the nation’s properties.

They must know that discipline is the topmost requirement in armed forces. Youths who are pelting stones and torching trains, can never realize their dreams of becoming a soldier. Youths should sit down and think calmly, and should refrain from being incited by elements who have vested interests.

अग्निपथ: नई भर्ती योजना के खिलाफ युवाओं को किन लोगों ने उकसाया?

akb‘अग्निपथ’ भर्ती योजना के खिलाफ नौजवानों के विरोध का आज तीसरा दिन है। नौजवानों का यह विरोध तेलंगाना और पश्चिम बंगाल जैसे राज्यों में भी फैल गया है। बिहार में बुधवार को ही विरोध प्रदर्शन शुरू हो गए थे और ये जल्द ही यूपी, राजस्थान, एमपी, हिमाचल प्रदेश, उत्तराखंड और हरियाणा में फैल गए। सिकंदराबाद में शुक्रवार को हुई पुलिस फायरिंग में एक शख्स की मौत हो गई जबकि 3 अन्य घायल हो गए। लगभग 5000 प्रदर्शनकारियों ने सिकंदराबाद रेलवे स्टेशन में तोड़फोड़ की और ईस्ट कोस्ट एक्सप्रेस में आग लगा दी जबकि लगभग 50 यात्री ट्रेन में ही मौजूद थे। उन्होंने शॉपिंग स्टॉल और रेलवे संपत्तियों में भी तोड़फोड़ की। प्रदर्शनकारियों द्वारा एक ट्रेन के अंदर पेट्रोल बम फेंके जाने की खबरें भी सामने आईं।

बिहार में भी जबर्दस्त विरोध प्रदर्शन देखने को मिला, जहां युवाओं ने शुक्रवार को लखीसराय और समस्तीपुर स्टेशनों पर विक्रमशिला एक्सप्रेस और संपर्क क्रांति एक्सप्रेस के कम से कम 20 डिब्बों में आग लगा दी और बक्सर, भागलपुर और समस्तीपुर में हाइवे को जाम कर दिया। बिहार और पड़ोसी राज्यों में रेलों का आवागमन बुरी तरह प्रभावित हुआ है। उत्तर प्रदेश के बलिया में प्रदर्शनकारियों ने एक खाली ट्रेन में आग लगा दी जिसके बाद पुलिस ने उन पर लाठीचार्ज किया। अब तक, लगभग 200 ट्रेन सेवाएं प्रभावित हुई हैं, 35 ट्रेनें रद्द कर दी गई हैं और 13 ट्रेनों को गंतव्य से पहले ही रोक दिया गया। बिहार की उपमुख्यमंत्री रेणु देवी के बेटे ने आरोप लगाया कि प्रदर्शनकारियों ने उनके आवास पर तोड़फोड़ की। राजस्थान के भरतपुर में गुरुवार को हुई आगजनी के बाद प्रदर्शनकारियों ने रेल पटरियों पर खड़े होकर ट्रेनों पर पथराव किया, जबकि हरियाणा के बल्लभगढ़ और पलवल में इंटरनेट सेवाएं बंद कर दी गईं।

बिहार के नवादा में प्रदर्शनकारियों ने बीजेपी के एक दफ्तर में आग लगा दी, जबकि सारण के छपरा में बीजेपी के एक विधायक के घर में तोड़फोड़ की गई। यह आंदोलन अब 17 जिलों में फैल गया है। बिहार में सड़क और रेल यातायात बुरी तरह से बाधित हो गया है। पटना-गया और पटना-बक्सर रूट पर ट्रेन सेवाएं बंद कर दी गई हैं। बिहार के दानापुर स्टेशन पर शुक्रवार को एक ट्रेन में आग लगा दी गई, वहीं विपक्षी RJD ने शनिवार को बिहार बंद का आह्वान किया है। बिहार के आरा, गोपालगंज, नवादा, जहानाबाद, मधुबनी, कैमूर, बक्सर, मुंगेर और रोहतास से विरोध प्रदर्शन और आगजनी की खबरें आई हैं।

वृहस्पतिवार देर रात रक्षा मंत्रालय ने ऐलान किया कि भर्ती के लिए आवेदन करने वाले युवाओं के लिए अधिकतम आयु सीमा 21 साल से बढा कर 23 साल कर दी गई है, और यह सिर्फ इसी साल के लिए लागू होगा। इससे ज्यादा युवाओं को आवेदन करने का मौका मिलेगा। कोरोना के कारण पिछले 2 सालों से भर्तियां रुकी हुई थीं। रक्षा मंत्रालय ने कहा है कि अग्निपथ योजना के तहत इस साल भर्तियों की संख्या सालाना की जाने वाली औसतन भर्तियों से तीन गुना होगी। 12 लाख सैनिकों वाली भारतीय थल सेना हर साल 50 हजार से ज्यादा सैनिकों की भर्ती करती है और 2019 में यह आंकड़ा 80 हजार को छू गया था।

कई प्रदर्शनकारियों ने इंडिया टीवी से बात करते हुए आरोप लगाया कि वे फिजिकल और मेडिकल टेस्ट पास कर चुके हैं, लेकिन चूंकि कोई लिखित परीक्षा नहीं हुई, इसलिए उनकी दो साल की मेहनत बेकार हो जाएगी। आधी-अधूरी जानकारी और बेबुनियाद अफवाहों की वजह से अग्निपथ स्कीम को लेकर युवाओं में काफी ज्यादा भ्रम है। बिहार के छपरा में प्रदर्शन करने वाले लड़कों ने कहा कि वे देश के दुश्मन नहीं हैं, वे तो सेना में जाकर देश की सेवा करना चाहते हैं। उन्होंने कहा, ‘हम फिजिकल टेस्ट पास करने के लिए कई सालों से पसीना बहा रहे थे लेकिन सरकार की इस स्कीम ने हमारे सपने तोड़ दिए हैं।’

रक्षा विशेषज्ञ भी मान रहे हैं कि सरकार को उन लड़कों को मौका देना चाहिए जो आधी परीक्षा क्वॉलिफाई कर चुके हैं। उनका मानना है कि जो अधूरी प्रक्रिया है, उसे पूरा कर लिया जाए और जो पास हों जाएं, उन्हें नौकरी दी जाए। बाकी जो परीक्षा में पास न हो सकें, वे अग्निपथ स्कीम के तहत भाग्य आजमाएं। अगर इस मुद्दे पर सरकार कोई रास्ता निकाले, तो मुझे लगता है कि नौजवानों की नाराजगी दूर हो जाएगी। वे भीख नहीं मांग रहे, वे नौकरी नहीं मांग रहे, वे सिर्फ इतना कह रहे हैं कि उन्होंने मेहनत की है, इम्तिहान दिया है, ऐसे में सरकार अब इम्तिहान रद्द करने के बजाय रिजल्ट बताए और जो पास हुए हैं उन्हें भर्ती करे।

नौजवान काफी नाराज हैं क्योंकि उन्हें बताया गया है कि उन्हें 4 साल के लिए भर्ती किया जाएगा और कंपल्सरी रिटायरमेंट के बाद पेंशन भी नहीं मिलेगी। एक्सपर्ट्स का कहना है कि यह सही है कि उन्हें पेंशन नहीं मिलेगी, लेकिन कंपल्सरी रिटायरमेंट के बाद उन्हें पैरामिलिट्री फोर्सेज और प्राइवेट सेक्टर में नौकरी की पेशकश की जाएगी, और उन्हें बेसहारा नहीं छोड़ा जाएगा। सीनियर डिफेंस एक्सपर्ट्स का कहना है कि अग्निपथ योजना अच्छी है, क्योंकि 4 साल सेना में नौकरी करने के बाद 24 साल के नौजवान को डिप्लोमा के साथ 11 लाख रुपये से ज्यादा का पैकेज मिलेगा। उनका कहना है कि इन युवाओं को 24 साल की उम्र में पेंशन के बारे में नहीं बल्कि करियर के बारे में सोचना चाहिए। मुझे लगता है कि वरिष्ठ नौकरशाहों, अफसरों और नेताओं को ये सारी बातें उन नौजवानों को समझानी चाहिए जो इस वक्त परेशान हैं और अग्निपथ योजना के बारे में उनकी गलतफहमी को दूर करना चाहिए।

नौजवानों और उनके परिवारों को उचित मार्गदर्शन की जरूरत है। पेंशन और जॉब सिक्यॉरिटी बहुत बड़े मुद्दे हैं। लाखों गरीब परिवार ऐसे हैं, जिनका एक बच्चा अगर फौज में भर्ती हो जाए तो पूरा परिवार जश्न मनाता है, क्योंकि नौकरी पक्की हो जाती है और सैलरी अच्छी होती है। परिवार में बुजुर्गों के इलाज और बच्चों की पढ़ाई का इंतजाम हो जाता है, इसके बाद पेंशन से बुढ़ापे की चिंता भी नहीं रहती। इसलिए सेना में भर्ती का मुद्दा सिर्फ नौकरी का मुद्दा नहीं है। यह परिवार के लोगों की जिंदगी और सैनिक के जज्बे, दोनों का सवाल है। इसलिए इस पर बहुत गंभीरता और सलाहियत की जरूरत है, क्योंकि नौजवानों में नाराजगी बहुत है।

आंदोलन क्यों शुरू हुआ, इसके पीछे कौन है, ये सब समझने की कोशिश करते हुए सबको यह मालूम होना चाहिए कि देश भर में सैकड़ों कोचिंग सेंटर हैं, जहां नौजवानों को सेना में शामिल होने के लिए शारीरिक, लिखित और मेडिकल फिटनेस टेस्ट पास करने के लिए ट्रेनिंग दी जाती है। ऐसे लाखों छात्र हैं जिन्हें लगता है कि एक बार फौज में भर्ती हो गए तो पूरा पारिवारिक जीवन सुरक्षित है। फौज में इस नौकरी को पाने के लिए लाखों नौजवान कड़ी मेहनत करते है। 1600 मीटर, यानी कि एक मील की दौड़ में पास होने के लिए उन्हें इसे 6 मिनट में पूरा करना होता है। सीना चौड़ा हो, इसके लिए इन्हें कड़ी मशक्कत करनी पड़ती है। फिजिकल फिटनेस के साथ-साथ मेडिकल टेस्ट भी क्लियर करना जरूरी होता है, जिसके लिए वे कोचिंग का सहारा लेते हैं।

आमतौर पर एक नौजवान को इन कोचिंग सेंटरों में 60 हजार से लेकर एक लाख रुपये तक खर्च करने पड़ते हैं। कुछ गरीब नौजवान कोचिंग के लिए कर्ज लेते हैं या फिर अपनी जमीन तक बेच देते हैं। अग्निपथ या TOD (टूर ऑफ ड्यूटी) स्कीम के शुरू होने के बाद इन युवाओं को लगता है कि उनके साथ धोखा हुआ है, क्योंकि उनकी नौकरी मुश्किल से 4 साल की होगी। चूंकि उन्हें लगता है कि पिछले 2 सालों की उनकी तैयारी, उनकी मेहनत बर्बाद हो गई, इसलिए अब वे सड़कों पर उतर आए हैं और आगजनी एवं हिंसा की घटनाओं को अंजाम दे रहे हैं।

कोचिंग सेंटर चलाने वालों का यह फर्ज़ था कि वे नौजवानों को अग्निपथ योजना के बारे में बताते और समझाते, लेकिन फेसबुक और यूट्यूब पर बेबुनियाद और भड़काऊ पोस्ट और वीडियो के सामने आने के बाद नौजवानों का गुस्सा कई गुना बढ़ गया।

अग्निपथ स्कीम के खिलाफ जैसे ही प्रदर्शन और आगज़नी शुरु हुई, उसके कुछ ही देर बाद नेताओं के रिऐक्शन आने शुरू हो गए। तेजस्वी यादव, अखिलेश यादव, प्रियंका गांधी, राहुल गांधी से लेकर असदुद्दीन ओवैसी तक, विरोधी दलों के तमाम नेताओं ने नौजवानों के गुस्से को भड़काने की कोशिश में एक के बाद एक कई ट्वीट किए। राहुल गांधी ने ट्वीट किया, ‘न कोई रैंक, न कोई पेंशन, न 2 साल से कोई डायरेक्ट भर्ती, न 4 साल के बाद स्थिर भविष्य, न सरकार का सेना के प्रति सम्मान। देश के बेरोजगार युवाओं की आवाज सुनिए, इन्हें ‘अग्निपथ’ पर चलाकर इनके संयम की ‘अग्निपरीक्षा’ मत लीजिए, प्रधानमंत्री जी।’

उनकी बहन प्रियंका ने ट्वीट किया, ‘सेना भर्ती की तैयारी करने वाले युवाओं की आँखों में देशसेवा, माँ-बाप की सेवा, घर परिवार और भविष्य के तमाम सपने होते हैं। नई सेना भर्ती योजना उन्हें क्या देगी? 4 साल बाद न हाथ में नौकरी की गारंटी, न पेंशन की सुविधा = नो रैंक, नो पेंशन। मोदी जी, युवाओं के सपनों को मत कुचलिए।’

समाजवादी पार्टी के सुप्रीमो अखिलेश यादव ने ट्वीट किया, ‘देश की सुरक्षा कोई अल्पकालिक या अनौपचारिक विषय नहीं है, ये अति गंभीर व दीर्घकालिक नीति की अपेक्षा करती है। सैन्य भर्ती को लेकर जो खानापूर्ति करने वाला लापरवाह रवैया अपनाया जा रहा है, वह देश और देश के युवाओं के भविष्य की रक्षा के लिए घातक साबित होगा। ‘अग्निपथ’ से पथ पर अग्नि न हो।’

जो लोग ये कह रहे हैं कि ‘अग्निपथ’ शुरू करने से पहले पूर्व सैन्य अधिकारियों के साथ कोई सलाह-मशविरा नहीं किया गया, वे सेना का अपमान कर रहे हैं। इस तरह के आरोप हमारी सेना के मूल्यों को नुकसान पहुंचाते हैं। एयर ऑफिसर-इन-चार्ज (कार्मिक) एयर मार्शल सूरज कुमार झा ने कहा, ‘आज के युवाओं के पास बहुत सारे विकल्प हैं, और उन विकल्पों की तुलना में अग्निपथ योजना एक बेहतर अवसर है। अग्निवरों को 12वीं कक्षा का डिप्लोमा मिलेगा, 4 साल की नौकरी के दौरान बढ़िया ट्रेनिंग मिलेगी, और सेना छोड़ने के बाद अपस्किलिंग होगी। यह फर्स्ट क्लास स्कीम है।’

मुझे लगता है कि अग्निपथ स्कीम नौजवानों के लिए एक अच्छा अवसर है। अगर छात्रों को कुछ कन्फ्यूजन है, कोई भ्रम है, तो उन्हें इस स्कीम के बारे में जानकारी हासिल करनी चाहिए। उन्हें कोचिंग पढ़ाने वाले लोगों की बातों पर यकीन नहीं करना चाहिए। साथ ही उन्हें राजनीतिक दलों की बातों पर भी बिना जाने समझे यकीन नहीं करना चाहिए।

अगर नौजवानों को अभी भी कोई कन्फ्यूजन है, तो उन्हें इस योजना के बारे में और जानने के लिए थोड़ा इंतजार करना चाहिए, लेकिन किसी कीमत पर, किसी के कहने पर सड़क पर कतई नहीं उतरना चाहिए। अगर अपनी बात कहनी है तो कहिए, लेकिन शांति से, तोड़फोड़ और आगजनी करके नहीं। ट्रेनों में आग लगाने की कोशिश तो कतई मत करिए। ये सब राष्ट्रीय संपत्ति है। ऐसा करना आप ही के खिलाफ जाएगा और ऐसे में कोई भी आपका समर्थन नहीं करेगा।

इतना याद रखिए कि अगर पुलिस ने आपके खिलाफ केस दर्ज कर लिया, दंगा फैलाने और आगजनी करने के इल्जाम में FIR कर ली, तो आपका भविष्य खराब हो जाएगा। ऐसे में न आप अग्निवीर बन सकेंगे, और न दूसरी कोई नौकरी मिलेगी। मुझे लगता है कि हमारा कोई भी नौजवान ऐसा नहीं चाहेगा। आपको समझना होगा कि दंगा फैलाने और आग लगाने के क्या नतीजे हो सकते हैं।

Agnipath: Who provoked the youths against new recruitment scheme ?

akb full_frame_74900The ongoing nationwide protests by youths against the ‘Agnipath’ defence recruitment scheme entered its third day on Friday, with protests spreading to other states like Telangana and West Bengal.

Protests had begun in Bihar on Wednesday, and these soon spread to UP, Rajasthan, MP, Himachal Pradesh, Uttarakhand and Haryana. One person was killed and three others were injured in police firing in Secunderabad on Friday. Nearly 5,000 protesters vandalized the Secunderabad railway station and set fire to East Coast Express. They also vandalized shopping stalls and railway properties. There were reports of a petrol bomb thrown by protesters inside a train.

Protests intensified in Bihar too, where youths on Friday set fire to at least 20 coaches of Vikramshila Express and Sampark Kranti Express at Lakhisarai and Samastipur stations, and blocked traffic on highways in Buxar, Bhgalpur and Samastipur. There have been massive disruptions in railway traffic in Bihar and neighbouring states.

In Ballia, UP, protesters set on fire an empty train, and they were later lathicharged by police. Till now, more than 200 train services have been disrupted, 35 trains have been cancelled and 13 trains have been short terminated. In Bettiah, Bihar, the residence of Deputy CM Renu Devi was stoned by protesters, her son alleged. In Bharatpur, Rajasthan, protesters stoned trains from railway tracks, while internet services were suspended in Ballbhgarh and Palwal, Haryana, after Thursday’s arson.

In Bihar, protesters set fire to a BJP office in Nawada, while the home of a BJP legislator was vandalized in Chhapra, Saran. The agitation has now spread to 17 districts. Road and rail communication in Bihar has been badly disrupted. Train services have been blocked on Patna-Gaya and Patna-Buxar routes. At Danapur station in Bihar on Friday, a train was set on fire, while the opposition RJD has given a Bihar Bandh call on Saturday. Reports of protests and arson have come from Arrah, Gopalganj, Nawada, Jehanabad, Madhubani, Kaimur, Buxar, Munger and Rohtas of Bihar.

In a late-night development, the Defence Ministry raised the upper age limit from 21 to 23 years as a one-time waiver to allow more youths to apply, since the recruitments were stopped for the last two years due to Covid pandemic. The Centre has said that the number of recruitments this year under Agnipath scheme will be thrice the average recruitments done annually. The 12-lqakh strong Indian Army recruits over 50,000 soldiers every year, and the figure had touched more than 80 thousand in 2019.

Several protesters who spoke to India TV on camera alleged that they had cleared their physical and medical tests, but since no written test will be conducted, their two-year-long efforts would go waste. There appears to be utter confusion among youths about the Agnipath scheme due to incomplete information and baseless rumours. Protesters in Chhapra, Bihar, said there were not enemies of the nation and they wanted to serve in the armed forces. They said, they had been making strenuous physical efforts to clear physical tests, but the new scheme has “broken our dreams”.

Experts agree that youths who have cleared physical and medical fitness tests, should be allowed to complete the process and should be recruited, while those who fail to clear the tests, should be given a chance to try again through Agnipath scheme. A way must be found out to assuage the feelings of these youths. They are not begging for jobs, they are only saying that they have put in strenuous efforts, appeared in exam and cleared physical tests. The least the Centre can do is to declare their written exam results and recruit those who have cleared the exam.

The youths are angry because they have been told that they would be recruited for four years and would not get pension after compulsory retirement. Experts say, it is correct that they would not get pension, but after compulsory retirement, they will be offered jobs in paramilitary forces and private sector, and will not be left high and dry.

Senior defence experts say that the Agnipath scheme is good, because after a four-year army job, a youth aged 24 years will get more than Rs 11 lakhs as package, along with a diploma. These youths, they say, should think about their career and not dream about pension at the age of 24. I think senior bureaucrats, officers and leaders should speak to these youths and allay their misgivings about the Agnipath scheme.

The youths and their families need proper guidance. Pension and job security are big issues. There are lakhs of poor families, where if a single member of the family joins the armed forces, the entire family erupts in joy, because a job in the army is considered permanent, with good salaries and allowances. Such youths become the main source of help for treating their elders and arranging education for their young ones. With a regular pension, their worries during old age are also looked after.

Army recruitment is not a job-related issue alone. The issue relates to the life of family members and the strong motive of the soldier who joins the army. The matter needs to be gone through delicately, because the youths at large are unhappy, jobless and angry.

While trying to understand the contours of the agitation, one should know that there are hundreds of coaching centres spread across the country, where youths are trained to pass physical, written and medical fitness tests for joining the armed forces. There are millions of young aspirants who feel that once they get a job in the army, their family life is secured. These youths practise 1,600 metre run and one mile run daily, which needs to be completed within a span of less than six minutes, if one aspires for selection. For wide chests, youths undergo regular training. They should also clear medical fitness tests, and, above all, undergo coaching to crack the written exam.

Normally, a youth spends Rs 60,000 to Rs one lakh at these coaching centres. Some poor youths take loans or sell their agricultural land to pay for coaching. With the introduction of Agnipath or TOD (Tour Of Duty) scheme, these youths feel they have been ‘cheated’, because their job tenure would be hardly four years. Since they feel that their strenuous efforts for the last two years have gone waste, they have now come out on the streets, and are indulging in arson and violence.

It was the duty of coaching centre owners to explain and convince these youths about the opportunities available under Agnipath scheme, but with the proliferation of baseless and inciting posts and videos on Facebook and YouTube, the anger of these youths got magnified manifold.

Political parties have now jumped into the fray, with leaders like Tejashwi Yadav, Akhilesh Yadav, Priyanka and Rahul Gandhi, Asaduddin Owaisi, and others trying to ignite passions. Rahul Gandhi tweeted: “No rank, no pension, no direct recruitment for last 2 years, no stable future after 4 years, this govt lacks respect for the army. Listen to voice of unemployed youths, Do not take their ‘agni-pareeksha’ by making them cross the ‘Agnipath’, Pradhan Mantri Ji.”

His sister Priyanka tweeted “Youths preparing for armed forces had dreams of serving the nation, their parents, their families, What will the new scheme give to them? After 4 years, no job guarantee, no pension, ‘no rank, no pension’ Modi Ji please do not crush the dreams of these youths.”

Samajwadi Party chief Akhilesh Yadav tweeted: “National security is not a short-term or informal matter, it needs a serious and long-term policy. The stop-gap, irresponsible attitude adopted for army recruitment will prove to be dangerous for the future of the nation and its youths. There must be no ‘agni’ on ‘Agnipath’”.

Those alleging that no consultations were done with ex-army officers before launching ‘Agnipath’, are doing a disservice to the armed forces. Such allegations harm the values of our armed forces.

Says, Air Officer-In-Charge (Personnel) Air Marshal Suraj Kumar Jha, “The youths of today have so many options, and compared to those options, Agnipath scheme is a better opportunity. The Agniveers will get a Class 12 diploma, very good training during four years of job, and will get upskilling after leaving armed forces. It is a first-class scheme”.

I, too, feel the Agnipath scheme is a good opportunity for our youths. If our youths have any confusion or misgivings, they should find out more details about this scheme. They should not trust the half-baked advice of coaching centres. They should also refrain from reposing their trust in remarks made by political parties.

If the youths want, they should wait for more details about this scheme, but, at no cost, must they come out on the streets. If they want to convey anything, they can do so peacefully, without resorting to arson and stone pelting. Please do not set fire to trains. These are national properties. It will work against you, and nobody will support your cause.

Remember, if the police files cases against you for rioting and arson, your future will be spoiled. You cannot join the armed forces and become ‘Agniveer’, nor will you get any job elsewhere. I think, none of our youths will want that. They must understand the consequences of arson and violence.

योगी फॉर्मूला: हिंसा से तौबा करो, वरना कार्रवाई

akb full_frame_74900सुप्रीम कोर्ट ने गुरुवार को जमीयत उलेमा-ए-हिंद द्वारा राज्य में तोड़फोड़ की कार्रवाई पर रोक लगाने की मांग वाली याचिका पर जवाब दाखिल करने के लिए उत्तर प्रदेश सरकार को तीन दिन का वक्त दिया है। जस्टिस ए. एस. बोपन्ना और जस्टिस विक्रम नाथ की वैकेशन बेंच ने कहा, ‘सबकुछ निष्पक्ष होना चाहिए और अधिकारियों को कानून के तहत निर्धारित प्रक्रिया का पालन करना चाहिये।’ मामले की अगली सुनवाई मंगलवार को होगी।

इस बीच, मुख्यमंत्री योगी आदित्यनाथ ने सभी जिला कलेक्टरों और SSPs को मौलानाओं, इमामों और उलेमा के साथ ‘पीस मीटिंग’ करने और यह सुनिश्चित करने का निर्देश दिया है कि मस्जिदों में जुमे की नमाज के बाद इस हफ्ते कोई हिंसा न हो। योगी ने वरिष्ठ पुलिस अधिकारियों को निर्देश दिया है कि वे शहर के प्रतिष्ठित लोगों, मौलानाओं और धर्मगुरुओं से बात करके लोगों को जुमे की नमाज के बाद विरोध-प्रदर्शन न करने के लिए प्यार से समझाने की कोशिश करें।

बुधवार को अधिकांश जिलों के DMs और SSPs ने थानों के SHOs के साथ मिलकर सिविल सोसाइटी के लोगों के साथ ‘पीस मीटिंग’ की। उन्होंने सिविल सोसाइटी के लोगों से कहा कि अब किसी भी कीमत पर विरोध प्रदर्शन नहीं होना चाहिए। साथ ही अधिकारियों ने यह भी कहा कि अगर प्रदर्शनकारियों ने पथराव किया तो उनपर कड़ी कार्रवाई की जाएगी। उन्होंने कहा कि अपनी बात कहिये, अपनी दिक्कत बताइये, पुलिस सब सुनेगी, लेकिन पत्थरबाजों और उनके आकाओं के लिए बुलडोजर तैयार है।

गोंडा जिले में डीएम उज्ज्वल कुमार व एसपी संतोष कुमार मिश्रा ने सभी धर्मों के प्रमुख लोगों के साथ बैठक की और कहा कि इस बार हिंसा नहीं होनी चाहिए। पीस कमेटी के लोगों से साफ-साफ कहा गया कि वे नौजवानों और अन्य लोगों को बताएं कि सोशल मीडिया पर की गई पोस्ट को बिना वेरिफाई किए हुए न फॉर्वर्ड करना है, न उस पर यकीन करना है, वरना एक गलती नौजवानों को जेल पहुंचा सकती है।

3 जून को जुमे की नमाज के बाद कानपुर में हुई हिंसा के बाद भी इस तरह की मीटिंग्स हुईं थीं। उस वक्त भी लोगों ने अमन चैन का भरोसा दिलाया था, लेकिन इसके बाद भी 10 जून को जुमे की नमाज के बाद प्रयागराज, सहारनपुर और मुरादाबाद समेत कुछ शहरों में हिंसा हुई।

बुधवार को गोंडा में पीस कमेटी की मीटिंग के दौरान रहमानिया मस्जिद के महासचिव खुर्शीद आलम अज़हरी ने कहा कि अगर किसी व्यक्ति ने पैगंबर के बारे में गलतबयानी की है, तो उसे कानून के जरिए सजा मिलनी चाहिए, लेकिन पथराव और आगजनी करना गलत है। अजहरी ने मुसलमानों से कहा कि अगर नौजवानों ने किसी के बहकावे में आकर कोई गलती की तो फिर उसकी सजा पूरे परिवार को भुगतनी पड़ेगी।

एटा में अलीगढ़ रेंज के DIG दीपक कुमार खुद पीस कमेटी की मीटिंग में मौजूद रहे। उन्होंने कहा कि लाठी चलाना, नौजवानों को जेल में डालना पुलिस को अच्छा नहीं लगता। DIG ने कहा, ‘इससे पुलिस को गोल्ड मेडल नहीं मिलता, लेकिन मजबूरी में करना पड़ता है। अगर पीस कमेटी के लोग अपने-अपने मजहब के लोगों को समझाएंगे, बात करेंगे, तो इस तरह के हालात ही पैदा नहीं होंगे जिनके कारण लोगों को सलाखों के पीछे डालना पड़े।’

गाजियाबाद के लोनी में सीओ रजनीश कुमार उपाध्याय ने पीस कमेटी के लोगों से कहा, ‘दंगे के दौरान, हिंसा के दौरान जो पब्लिक प्रॉपर्टी जलाई जाती है, जिन सड़कों को तोड़ा जाता है, वे किसी एक मजहब की नहीं होती हैं। वे पूरे समाज की संपत्ति होती हैं, तो फिर अपनी ही संपत्ति का नुकसान कौन करता है। लोगों को ऐसा करने से बचना चाहिए।’

पीस कमेटी की मीटिंग में आए मौलाना हनीफ कादरी ने कहा कि कुछ लोगों की बात-बात में सड़क पर उतरने की आदत से मुसलमानों का बड़ा नुकसान हो रहा है। उन्होंने कहा, ‘गड़बड़ी कुछ लोग करते हैं, लेकिन बदनाम पूरी कौम होती है। पैगंबर के खिलाफ इस तरह के बयानात पहले भी आए लेकिन इस तरह से हिंसा कभी नहीं हुई। आज जो हो रहा है उससे हालात और खराब होंगे।’

यूपी में जुमे की नमाज के बाद हुई हिंसा के मामले में अब तक 350 से ज्यादा लोगों को गिरफ्तार किया जा चुका है। पिछले हफ्ते जुमे के दिन हुई हिंसा का हॉटस्पॉट रहे प्रयागराज में 92 से ज्यादा लोगों को गिरफ्तार किया गया है। कई लोग अंडरग्राउंड हो गए हैं, और उनके परिवारों को अब अपने घरों और दुकानों पर बुलडोजर चलने का डर सता रहा है।

बुधवार को प्रयागराज पुलिस ने हिंसा में शामिल करीब 40 आरोपियों के फोटो जारी कर दिए। CCTV वीडियो से ली गई इन तस्वीरों में आरोपी पत्थर चलाते हुए, गाड़ियों में आग लगाते हुए साफ-साफ नजर आ रहे हैं। ये पोस्टर पूरे शहर में लगाए जा रहे हैं। पुलिस ने साफ लफ्जों में कहा है कि या तो दंगाई सरेंडर कर दें, या उनके घरों की कुर्की जब्ती होगी।

मुझे मुख्यमंत्री योगी आदित्यनाथ की एक बात याद आ रही है। योगी ‘आप की अदालत’ में आए थे। उन्होंने तब कहा था, ‘मैं एक संन्यासी हूं। समाज को सही रास्ता दिखाना मेरा धर्म है। अच्छे-बुरे का फर्क बताना मेरा कर्तव्य है। जो समाज के दुश्मन हैं, उन्हें प्यार से समझाना जरूरी है, लेकिन जो प्यार से न समझें, उनके साथ सख्ती जरूरी है। हमारी सनातन परंपरा में एक संन्यासी अपने एक हाथ में माला और दूसरे हाथ में भाला रखता है।’

योगी उत्तर प्रदेश में इसी फॉर्मूले का इस्तेमाल कर रहे हैं। मंदिरों और मस्जिदों से लाउडस्पीकर उतरवाने का मुद्दा हो, या जुमे के दिन सड़कों को बंद करके नमाज पढ़ने का मुद्दा हो, योगी की रणनीति बिल्कुल स्पष्ट है।

जब इन मुद्दों पर देश के तमाम राज्यों में झगड़ा झंझट हो रहा था, उस वक्त योगी ने इसी तरह से धार्मिक और मजहबी लोगों से बात करके, उन्हें समझाकर मामले को हल करने को कहा था। इसका नतीजा यह निकला कि यूपी में मंदिरों और मस्जिदों से लाउडस्पीकर उतर गए। जुमे की नमाज तो छोड़िए, ईद की नमाज भी सड़कों पर नहीं हुई। हां, यह जरूर हुआ कि ईद की नमाज के लिए प्रशासन ने मस्जिदों के आसपास के स्कूल-कॉलेजों के मैदान खुलवा दिए। ईदगाहों पर बड़े-बड़े पंडाल लगाकर नमाज के इंतजाम किए गए।

इसका नतीजा यह हुआ कि सड़कों पर नमाज नहीं हुई। योगी ने प्यार से, भाईचारे से, शान्ति और अमन का रास्ता निकालने की कोशिश की। इस बार अब हर जुमे को हंगामा हो रहा है, तो योगी सबसे बात कर रहे हैं। बातचीत से रास्ता निकलेगा, और जो समझाने से नहीं मानेंगे उनके लिए दूसरे तरीके का विकल्प तो हमेशा खुला है।

मौलाना तौकीर रजा ने जुमे के दिन 17 जून को प्रोटेस्ट की कॉल दी थ। उन्होंने मुसलमानों से 17 जून को लाखों की संख्या में बरेली पहुंचने के लिए कहा था। हालांकि बरेली पुलिस ने सख्त लफ्जों में कह दिया कि प्रशासन ने इस तरह के किसी कार्यक्रम की इजाजत नहीं दी है, और अगर बिना इजाजत के भीड़ इक्कठा की गई तो कड़ी कार्रवाई होगी। प्रशासन का रुख देखने के बाद तौकीर रजा ने जुमे के दिन प्रोटेस्ट की कॉल वापस ले ली। अब वह कह रहे हैं कि रविवार को प्रदर्शन करेंगे।

इसमें कोई शक नहीं कि ज्यादतर हिंदू और मुसलमान शांति से रहना चाहते हैं। वे अपने काम से काम रखते हैं, एक दूसरे की धार्मिक भावना का सम्मान करते हैं। इसी तरह ज्यादातर मौलाना, इमाम, पुजारी और साधु संत भी भाईचारा चाहते हैं। लेकिन दोनों समाजों में कुछ असामाजिक तत्व हैं जो आग लगाते हैं, लोगों को भड़काते हैं ताकि उनकी दुकान चलती रहे।

मैंने कई बार आपको दिखाया है कि ये लोग बयानों को अपने हिसाब से इंटरप्रेट करते हैं, लोगों को उनके गलत मतलब समझाते हैं ताकि उनका महत्व बना रहे, लेकिन जब पत्थर चलते हैं, लाठियां चलती हैं तो ये असामाजिक तत्व गायब हो जाते हैं। पत्थर और लाठी की मार गरीब पर पड़ती है। लोगों को यही समझाने की जरूरत है। असामाजिक तत्वों ने नूपुर शर्मा के बयान को बहाना बनाकर पत्थरबाजों और आगजनी करने वालों को उकसाया। हमें ऐसे लोगों से सावधान रहने की जरूरत है।

Yogi formula: Refrain from violence, or face action

akb full_frame_74900On Thursday, the Supreme Court gave three days’ time to UP government to file its replies to the petition filed by Jamiat Ulema-e-Hind seeking stay on further demolitions in the state. The vacation bench of Justice A S Bopanna and Justice Vikram Nath posted the matter for further hearing on Tuesday while saying “everything should look fair and make sure that nothing untoward happens in the meantime”.

Meanwhile, UP chief minister Yogi Adityanath has instructed all district collectors and SSPs to hold peace meeting with maulanas, imams and ulema, and ensure that no violence takes place after this week’s Friday prayers in mosques. Yogi has instructed senior police officers to speak to top citizens of civil society in their cities and take the help of clerics to persuade people not to stage protests after Friday prayers.

On Wednesday, district collectors and SSPs in most of the districts, alongwith local SHOs of police stations held peace meetings with civil society representatives, and persuaded them to ensure no more protests are held. Simultaneously, these officials told them that if protesters resorted to stone pelting, then they will have to face the full brunt of law. Stone pelters and their handlers may have to face demolitions too, they were told.

In Gonda district, the district collector Ujjwal Kumar and SP Santosh Kumar Mishra told a meeting of all clerics that there should be no violence this time. Peace committee representatives were clearly told to tell youths and others not to forward objectionable, hate posts on their mobile phones, otherwise they could face action.

It may be recalled that similar peace meetings were held after June 3 Friday violence in Kanpur, but a week later, on June 10, fresh incidents of stone pelting took place in Prayagraj, Saharanpur and Moradabad after Friday prayers.

On Wednesday, at the peace meeting in Gonda, Khurshid Alama Azhari, general secretary of Gonda Rahmania Masjid said, if a person has insulted the Prophet, he or she should get punishment by law, but resorting to stone pelting and arson is unjustified. Azhari told Muslims that they should persuade their youths not to resort to violence, otherwise the family may have to bear the consequences.

In Etah, DIG, Aligarh Range Deepak Kumar told the peace committee meeting that police does not like wield lathis or put youths in jails. “We do not get gold medals for this. We do this only when we find ourselves helpless. If peace committee members convince their own community members, such incidents will not take place”, Kumar said.

In Loni, near Ghaziabad, local circle officer Rajnish Kumar Upadhyay told the peace committee members that “when public properties are set on fire, or roads are broken, people should know that the properties do not belong to a single community. They belong to the society. People should abstain from damaging public properties.”

Maulana Hanif Qadri told the peace committee meeting that Muslims are facing trouble because of their tendency to go to the streets. “Some people indulge in violence and the entire community is blamed. In the past too, there had been remarks against the Prophet, but such violence never took place.”

In UP, till now, more than 350 people have been arrested after Friday violence. In Prayagraj, which was the hotspot last week during Friday violence, more than 92 people have been arrested. Many have gone underground, and their families are now fearing demolition of their homes and shops.

On Wednesday, Prayagraj Police issued photographs of nearly 40 accused, who took part in violence. The photographs clearly show the accused pelting stone, setting vehicles on fire, through cctv video grabs. These posters have been posted across the city. Police have asked them to surrender, otherwise their properties will be seized.

I remember UP chief minister Yogi Adityanath’s remarks which he made when he came to my show ‘Aap Ki Adalat’. He had then said, “I am a sanyasi, my dharma is to show the right path to society. My duty is to differentiate between what is good and evil. Those who are enemies of society need to be persuaded with love, but if they do not heed to advice, they must face strict action. In our Sanatan tradition, a sanyasi carries a ‘maala’ (garland) in one hand, and a ‘bhaala’ (spear) in the other hand.”

Yogi is applying this formula in UP now. Whether it was removal of loudspeakers from temples and mosques, or offering of namaaz on public roads, his strategy was quite clear.

While other state governments were tying themselves up with knots over these issues, Yogi spoke to different religious leaders and the results are there for all to see. Most of the religious shrines removed their loudspeakers. Not only on Friday, but also on Eid, namaaz prayers were no more offered on public roads. The local administration opened up school and college grounds adjacent to the mosques for offering namaaz. At Eidgahs, huge pandals were erected for namaaz.

The bottomline was: no more namaaz prayers on public roads. Yogi tried to find his way out through love, brotherhood and peace. Now that violence have taken place after Friday namaaz on the issue of blasphemy, Yogi is speaking to all clerics asking them to persuade Muslims. If, in spite of persuasions, violence takes place, the other hard option is open.

One big fallout was that the hardliner Islamic cleric Maulana Tauqir Raza, who had planned a protest meeting in Bareilly on Friday (June 17), has called off his meeting. Bareilly Police had refused to give his permission for the meeting. The cleric now says, he will hold his meeting on Sunday.

There is no doubt that most of the Hindus and Muslims want peace, and respect the religious feelings of one another. Most of the Islamic clerics and Hindu sadhus also want brotherhood. But there are fringe elements in both communities, who, with the help of mischief makers, try to foment violence.

I have said several times in the past, how some people try to misinterpret statements, so that they can gain importance, but when stone pelting and arson take place, such fringe elements vanish. Remember, stone pelting, lathi charge and arson cause losses to the poor people. We should spread awareness among the people. Fringe elements took advantage of Nupur Sharma’s blasphemous remarks and incited stone pelters and arsonists. We should guard ourselves against such elements.

‘अग्निपथ’ से हमारे सशस्त्र बल बनेंगे युवा

akb full_frame_74900केंद्र सरकार ने मंगलवार को थल सेना, नौसेना और वायु सेना में नए सैनिकों की भर्ती के लिए एक नई योजना ‘अग्निपथ’ की शुरुआत की। इस योजना के तहत नयी भर्ती वाले सैनिक सशस्त्र बलों में चार साल के लिए काम करेंगे। 75 फीसदी सैनिकों को ‘सेवा निधि’ पैकेज देकर रिटायर कर दिया जाएगा। सैनिकों की सैलरी से हर महीने एक निश्चित रकम अंशदान के तौर पर काटी जाएगी जो कि ‘सेवा निधि पैकेज’ के तौर पर रिटायरमेंट के बाद मिलेगी।

इस सेवा निधि पैकेज में सैनिकों की सैलरी के अंशदान के अनुपात में ही केंद्र का भी योगदान होगा। कुल मिलकर यह पैकेज 11 लाख 71 हजार रुपये का होगा। 75 फीसदी सैनिकों के रिटायरमेंट के बाद बचे हुए 25 फीसदी सैनिकों को अगले 15 साल की सेवा के लिए सशस्त्र बलों में शामिल किया जाएगा।

प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता वाली सुरक्षा मामलों की कैबिनेट कमेटी ने इस योजना को मंजूरी दी और इसका ऐलान रक्षा मंत्री राजनाथ सिंह, रक्षा सचिव और तीनों सेना प्रमुखों ने एक प्रेस कॉन्फ्रेंस में किया ।

इस योजना के तहत सशस्त्र बलों में हर साल सवा लाख नौजवानों की भर्ती होगी। इस साल 46 हजार सैनिकों, नाविकों और एयरमैन के चयन के साथ ही भर्ती प्रक्रिया 90 दिनों के भीतर शुरू हो जाएगी। यह भर्ती ‘ऑल इंडिया, ऑल क्लास’ के आधार पर की जाएगी। इन नए सैनिकों को ‘अग्निवीर’ का नाम दिया गया है और इन्हें 30 से 40 हजार रुपये के बीच वेतन मिलेगा। इनके वेतन में से कुछ रकम की कटौती ‘सेवा निधि’ में योगदान के तौर पर की जाएगी।

‘अग्निपथ’ योजना का उद्देश्य वर्ग, लिंग, जाति या धर्म से परे देश के हर युवा को नौकरी का अवसर प्रदान करना है, ताकि वे सेनाओं से जुड़कर देश की सेवा कर सकें। इस योजना के तहत चुने गए रंगरूटों को शुरू में छह महीने की ट्रेनिंग दी जाएगी और इसके बाद अगले साढ़े तीन साल तक वे सशस्त्र बलों को अपनी सेवा देंगे। इन सैनिकों में से 75 प्रतिशत चार साल की सेवा के बाद रिटायर हो जाएंगे जबकि बाकी 25 प्रतिशत को सशस्त्र बलों में स्थायी रूप से बहाल करने से पहले छह महीने की ट्रेनिंग दी जाएगी।

अग्निपथ योजना के तहत अगले तीन साल में करीब 1 लाख 35 हजार नौजवानों की भर्ती थल सेना में की जाएगी। 9 हजार युवाओं की भर्ती नौ सेना के लिए होगी जबकि 14 हजार युवाओं की भर्ती वायु सेना में होगी।

विपक्ष के कुछ नेताओं और रक्षा विशेषज्ञों की ओर से उठाई गई आपत्तियों का जवाब देते हुए रक्षा मंत्री राजनाथ सिंह ने कहा कि चार साल की सेवा पूरी करने के बाद इन सैनिकों को डिप्लोमा मिलेगा और उन्हें उच्च शिक्षा के लिए ‘क्रेडिट स्कोर’ दिया जाएगा। राजनाथ सिंह ने कहा कि नई नौकरी दिलाने में केंद्र उनकी मदद करेगा। इनमें से कई युवाओं को केंद्रीय अर्धसैनिक बलों में और कॉरपोरेट क्षेत्र में भी शामिल किया जा सकता है।

अग्निपथ के लिए न्यूनतम आयु सीमा साढ़े 17 वर्ष और अधिकतम उम्र सीमा 21 वर्ष है। चयन के बाद छह महीने की ट्रेनिंग दी जाएगी और उन्हें रेजिमेंट या यूनिट में भेजा जाएगा, जहां वे साढ़े तीन साल तक काम करेंगे।

पूरी प्रक्रिया की व्याख्या करते हुए तीनों सेना प्रमुखों ने कहा कि जब नए सैनिक चार साल बाद रिटायर होंगे तो सशस्त्र बलों का आकार अचानक कम नहीं होगा अपितु उसमें धीरे-धीरे कमी आएगी और भारतीय सेना आधुनिक युद्ध के लिए तैयार एक ‘बेहतरीन मशीन’ बन जाएगी।

इस समय भारतीय सेना में एक सैनिक की औसत उम्र 32 वर्ष है, लेकिन ‘अग्निपथ’ योजना लागू होने के बाद औसत उम्र घटकर 26 वर्ष हो जाएगी। विशेषज्ञों का कहना है कि भारतीय सैनिकों की औसत आयु में यह गिरावट सशस्त्र बलों को गति प्रदान करेगी।

‘अग्निपथ’ योजना का मुख्य उद्देश्य सेना पर वेतन और पेंशन के बढते बोझ को कम करना है, साथ ही टेकनोलोजी से लगाव रखनेवाले युवाओं को सेना में शामिल करना है ताकि वे भविष्य की लड़ाई लड़ सकें । एक बार जब युवा चार साल की सेवा के बाद रिटायर होंगे तब वे समाज में अनुशासन और सैन्य लोकाचार लाकर राष्ट्र निर्माण में मदद कर सकते हैं।

रक्षा मंत्री राजनाथ सिंह ने कहा कि सभ्य समाज में कुशल, अनुशासित, प्रेरित और देशभक्त अग्निवीरों की वापसी निश्चित तौर पर राष्ट्र के लिए एक बड़ी संपत्ति साबित होगी। उन्होंने वादा किया कि राज्य सरकारों के अलावा केंद्रीय मंत्रालयों, विभागों और सार्वजनिक क्षेत्र के उपक्रमों की नौकरियों में अग्निवीरों को प्राथमिकता दी जाएगी।

थल सेनाध्यक्ष जनरल मनोज पांडे ने कहा कि इसका उद्देश्य सेना को भविष्य के लिए एक ऐसे फाइटिंग फोर्स के तौर पर तैयार करना है जो कई चुनौतियों का सामना करने में सक्षम होगी। उन्होंने वादा किया कि ‘अग्निपथ’ योजना के क्रियान्वयन के दौरान सरहद पर सेना की क्षमता और तैयारियों में कोई ढिलाई नहीं आएगी।

अग्निपथ योजना अच्छी है। इससे नौजवानों को रोजगार मिलेगा। युवाओं को सेना की ट्रेनिंग मिलेगी और वे देश की सेवा कर सकेंगे। रिटायरमेंट के बाद सेना के अनुशासन के साथ समाज में लौटेंगे। ये बड़ी बात है।

Agnipath: Key to younger armed forces

rajat-sir The Centre on Tuesday unveiled an innovative scheme named ‘Agnipath’ for recruitment of new soldiers to army, navy and air force. Under this scheme, fresh recruits will serve for four years in the armed forces, and 75 per cent of them will be demobilized after getting an exit package called “Sewa Nidhi” to the tune of Rs 11.71 lakhs, for which both the Centre and recruits will make matching contributions. The remaining 25 per cent will be inducted into the armed forces to serve another 15 years.

The scheme has been approved by the Cabinet Committee on Security headed by Prime Minister Narendra Modi, and the scheme was announced at a press conference addressed by Defence Minister Rajnath Singh, Defence Secretary and the chiefs of all three armed forces.

Under this scheme, the armed forces will recruit nearly 1.25 lakh youths every year. The recruitment process will begin within 90 days with the selection of 46,000 soldiers, sailors and airmen this year on an “all India, all class” basis. The new recruits named ‘Agniveers’ will get a monthly salary of Rs 30,000 to Rs 40,000, from which their Sewa Nidhi contribution will be deducted.

The aim of ‘Agnipath’ scheme is to provide job opportunity to every youth, irrespective of class, gender, community or religion, so that they can serve the armed forces. Selected recruits will initially be given six months training, and they will serve the forces for the next three and a half years. After 75 per cent of the recruits will be compulsorily retired after four years, while the remaining 25 per cent will be given another six months’ training before they are permanently inducted to the forces.

Under the ‘Agnipath’ scheme, nearly 1,35,000 youths will be recruited to the army in the next three years, nearly 9,000 youths will be recruited to the Navy and nearly 14,000 youths will be recruited to air force in next three years.

Replying to objections raised by some opposition leaders and defence experts, Defence Minister Rajnath Singh said, the recruits after completion of four years’ service will get a diploma, they will be given ‘credit scores’ for pursuing higher education, and the Centre will help them in getting new jobs, by imparting new skills to them. Many of these youths can be inducted into central para-military forces, and also in the corporate sector.

The minimum age qualification is 17 years six months, and the maximum age limit is 21 years. After selection, they will undergo six months’ training and will then be sent to regiments or units, where they will serve for another three and a half years.

Explaining the process, the service chiefs said, when the new recruits will retire after four years, the size of the armed force will not drop steeply, but there will be a gradual reduction, and the Indian army will become a ‘lean and mean machine’, ready for modern warfare.

At present, the average age of an Indian soldiers is 32 years, but after the ‘Agnipath’ scheme is implemented, the average age will drop to 26 years. Experts say, this drop in average age of Indian soldiers will impart more speed and agility to the armed forces.

The main aim of the ‘Agnipath’ scheme is to slash the burgeoning salary and pension bills in the armed forces and to induct tech-savvy youth who can take part in future warfare. Once the youths are demobilized after four years of service, they can help in nation-building by bringing discipline and military ethos in society.

Defence Minister Rajnath Singh said, the return of skilled, disciplined, motivated and patriotic Agniveers in civil society will surely prove to be a great asset and a ‘win-win proposition’ for the nation. “Agniveers will be given priority in jobs by central ministries, departments and public sector undertakings, apart from state governments”, he promised.

Army Chief Gen. Manoj Pandey said, the aim is to make the Army a future-ready fighting force capable of facing multiple challenges.” He promised that the Army’s operational capabilities and preparedness along the borders, and its ability to deal with internal security challenges will be fully maintained, during the implementation of ‘Agnipath’ scheme.

The new recruitment scheme is no doubt an innovative and good step. It will provide job opportunities to millions of youths. These youths will get training in the army and will later serve the nation by bringing in discipline in civil society.
