In the fast spreading gloom due to a huge surge in Covid cases across India, has come two pieces of good news. A nasal vaccine as booster, codenamed BBV-154, is in the pipeline. Hyderabad-based manufacturer Bharat Biotech has developed this nasal vaccine, and the subject experts committee of Drug Controller General of India is going to take a decision soon for clinical trials of this intranasal vaccine as a booster or third dose. This will be given to all those who have taken both doses of either Covishield or Covaxin.

The initial clinical trials will be done on 5,000 people, out of whom 50 per cent have been vaccinated with Covishield and the other 50 per cent vaccinated with Covaxin. India will get this intranasal booster vaccine in March, if everything goes according to schedule. This booster will be given six months after the second dose of vaccine.

The subject experts committee is also expected to give approval to Russian Sputnik Light vaccine, which is a one shot vaccine, manufactured by Dr Reddy’s Lab. Sputnik Light vaccine is useful for patients having Omicron variant of virus. On December 25, Prime Minister Narendra Modi had given indication about introduction of a nasal vaccine as booster. At that time, he had announced launch of nationwide vaccine drive for all children aged 15 to 18 years.

Another good news is that another Indian company Mankind Pharma will launch the generic version of Merck’s anti-viral Covid pill Molnupiravir, and it will be available in pharmacies from next week. It will be priced between Rs 28 and Rs 35 per capsule, and a five-day course of 40 capsules will cost Rs 1,400. In comparison, the Merck’s pill in the US costs roughly $700. Since the Drug Controller General of India has already approved emergency use of this pill, there will be no issue over immediate marketing. Thirteen Indian companies along with Mankind Pharma will be manufacturing and marketing this pill in India with license from Merck. The drug was invented for treating influenza, but now it has become useful for treating Covid-19.

On Tuesday, India reported 37,379 new Covid-19 cases during the last 24 hours, its highest surge since September last year. On the vaccination front, more than 150 crore vaccine doses have already been administered. With the introduction of indigenous intra-nasal vaccine, it will be a feather in the cap of Indian drug manufacturers. Vacccines and drugs are not invented within a day, it takes months to manufacture them, carry out field trials, and then introduce them after getting emergency use approval from the regulator.

More than half the Covid vaccines administered across the world have been manufactured in India. In the times of Covid crisis, India has proved to be the protector for peoples across the world. Among teenagers, there are roughly more than 7 crore children in the 15-18 years age group in India, out of which 47 lakh took their first dose on Monday, and nearly 40 lakh children took their dose on Tuesday. Our children understand the importance of the vaccines, and they have enthusiastically come forward to discharge their responsibility to the nation. Our leaders should learn lessons from them. Already election campaign in UP, Uttarakhand, Punjab, Goa, and Manipur are in full swing.

On Tuesday, it was reported that Delhi chief minister Arvind Kejriwal was tested positive. Thirteen ministers in Maharashtra, including PWD Minister Eknath Shinde, Balasaheb Thorat, Varsha Gakewad, have been tested positive. Trinamool Congress leader Derek O’Brien and Babul Supriyo are undergoing Covid treatment. Union Minister Mahendranath Pandey, and former Bihar CM Jitanram Manjhi have been tested positive. Karnataka Education Minister B. S. Nagesh, Chhatisgarh Health Minister T. S. Singhdeo, and Congress media in-charge Randeep Surjewala have also been tested positive. The biggest danger of pandemic lurks on states that will go to the polls soon. While the Election Commission has said that polls will not be postponed because of the pandemic, it has cautioned all party leaders to be careful during campaigning and stick to Covid protocols.

Meanwhile, most of the state governments have imposed fresh restrictions. Delhi government has announced weekend curfew from this week onwards. This has drawn the ire of shopkeepers who are staring at a bleak future. Most of the shopkeepers told India TV reporters that while leaders are busy addressing public meetings, they are being forced to close down their shops and markets. While the shopkeepers may be having their problems, the fact cannot be overlooked that most of the markets in Delhi are still witnessing huge crowds of shoppers, with most of them without masks.

Similar is the case in Maharashtra, which stands No. 1 in India for daily surge in Covid cases. On Tuesday, 18,466 new Covid cases were reported from the state, almost half of the daily cases reported across India. Thirteen ministers and nearly 70 MLAs in Maharashtra have been tested positive. Active cases have crossed 13,000.

New Year eve celebrations have costed several of us dearly. While celebrating in the midst of huge crowds, whether in Goa, or in Maharashtra or other states, people threw caution to the wind. Even passengers celebrating the New Year on a cruise ship Cordelia, were tested positive. People who are vaccinated, themselves do not know that they have been freshly infected with the virus. Those who got negative reports 48 hours earlier, were later found positive. The virus is lurking everywhere in our midst. The problem is: most of the patients are asymptomatic, and they are unknowingly spreading the virus.

I had cautioned on Monday, and am repeating the same today: Assume yourself as Covid positive, and treat all people around you as Covid positive. Only after practising utmost caution, can we all protect ourselves.

नए साल 2022 की शुरुआत कोरोना वायरस के नए वेरिएंट के खतरे से हुई है। पिछले साल कोरोना के जिस दुश्मन को हम सबने मिलकर हराया था, नए साल में वह वायरस फिर सिर उठाने लगा है। एक बार फिर से कोरोना की रफ्तार बहुत तेज हो गई है। पांच दिन पहले तक देश में हर दिन 10 हजार से कम केस मिल रहे थे, लेकिन सोमवार को कोरोना के करीब 34 हजार नए मामले सामने आए। कई शहरों में पॉजिटिविटी की दर 5 फीसदी के स्तर को पार कर गई है, जिसे खतरनाक माना जा रहा है। राजधानी दिल्ली में पॉजिटिविटी रेट 6 प्रतिशत से ज्यादा है, मुंबई में यह 8 प्रतिशत से ज्यादा और गोवा में 11 प्रतिशत है। यानि अगर सौ लोगों के टेस्ट हो रहे हैं तो उनमें से 11 लोगों की रिपोर्ट पॉजिटिव आ रही है।

यह हाल तब है जब बहुत से लोग खांसी, जुकाम, बुखार को सामान्य वायरल फीवर मानकर आरटी-पीसीआर टेस्ट ही नहीं करा रहे हैं। एक्सपर्ट्स का कहना है कि देश में कोरोना के मरीजों की संख्या, रिपोर्ट हो रही संख्या से कहीं ज्यादा है। अब तक देश में कोरोना के करीब डेढ़ लाख एक्टिव केस हैं और इनमें से ओमिक्रॉन वैरिएन्ट के मामले सिर्फ 17 सौ हैं।

जिस तेजी से कोरोना के मामले रफ्तार पकड़ रहे हैं, वह हैरान करनेवाला है। पिछले चौबीस घंटों के दौरान देश में कोरोना के 33 हज़ार 750 नए केस सामने आए और 123 लोगों की मौत हो गई। चिंता की बात यह है कि कोरोना की रफ्तार सिर्फ दिल्ली, मुंबई और कोलकाता में ही नहीं बढ़ी बल्कि भोपाल, लखनऊ, जयपुर, पटना, अहमदाबाद, हैदराबाद, सूरत, गांधीनगर, गुरुग्राम, नोएडा, गाजियाबाद, चंड़ीगढ़, हर शहर में कोरोना की स्पीड खतरनाक स्तर पर पहुंच गई है। यह वायरस तेजी से लोगों को संक्रमण की चपेट में लेता जा रहा है। वायरस की रफ्तार का अंदाजा इसी से लगा सकता हैं कि आईआईटी खड़गपुर में 31 स्टूडेंट्स की रिपोर्ट पॉजिटिव आई, पटना के एनएमसीएच अस्पताल में डॉक्टर्स और अन्य मेडिकल कर्मियों समेत 96 लोगों की कोविड रिपोर्ट पॉजिटिव पाई गई। केंद्र सरकार ने अपने कर्मचारियों के लिए बायोमेट्रिक अटैन्डेंस पर रोक लगा दी है, क्योंकि इन मशीनों के इस्तेमाल से वायरस का संक्रमण तेजी से फैल सकता है। केंद्र और दिल्ली सरकार के दफ्तरों में कर्मचारियों की उपस्थिति कम कर दी गई है।

सोमवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने आपको गोवा के प्रसिद्ध बागा बीच का दृश्य दिखाया जहां नए साल का जश्न मनाने के लिए भारी भीड़ जुटी थी। बागा बीच पर्यटकों के लिए गोवा का सबसे पसंदीदा पर्यटन स्थल है। नए साल के जश्न के चक्कर में सारे लोग कोरोना के खतरे को भूल गए और हज़ारों लोग बागा बीच पहुंच गए। भीड़ में कोरोना प्रोटोकॉल की धज्जियां उड़ गईं। दो गज की दूरी तो बहुत दूर की बात है यहां तो दो इंच की दूरी भी नहीं थी। ठीक इसके बाद गोवा में कोरोना के मामले तेजी से बढ़ने लगे। इसी तरह करीब दो हजार से ज्यादा लोगों को लेकर मुंबई से गोवा पहुंचे कॉर्डेलिया लग्जरी क्रूज शिप के मुसाफिरों को भी मुश्किलों का सामना करना पड़ा। इस क्रूज में सवार कई लोग कोविड पॉजिटिव पाए गए। ठीक इसी तरह पटना में बिहार के मुख्यमंत्री नीतीश कुमार के जनता दरबार कार्यक्रम से जुड़े कई कर्मचारियों की कोरोना रिपोर्ट पॉजिटिव आने से हड़कंप मच गया।

मुंबई भी फिर से कोरोना महामारी का एपीसेंटर बन गया है। पिछले 24 घंटे के दौरान यहां कोरोना के 8 हजार 82 नए मामले सामने आए हैं। कोरोना के करीब 500 मरीज विभिन्न अस्पतालों में इलाज करा रहे हैं, इनमें से करीब 56 मरीजों को ऑक्सीजन सपोर्ट पर रखा गया है। जॉन अब्राहम और प्रेम चोपड़ा सहित कई फिल्मी सितारे भी कोरोना की चपेट में आए हैं। इन फिल्मी सितारों की रिपोर्ट पॉजिटिव आई है। वहीं दिल्ली में कोरोना के मामले बढ़कर 4,099 हो गए हैं। यहां कोरोना के 84 प्रतिशत मामलों में ओमिक्रॉन वेरिएंट पाया गया। दिल्ली में 11 हजार से ज्यादा एक्टिव मामले हैं जबकि सिर्फ 202 लोगों को ही अस्पताल में भर्ती करना पड़ा है।

कोरोना महामारी की तीसरी लहर जिस रफ्तार से बढ़ रही है वह चिंताजनक है। महाराष्ट्र सरकार की रिपोर्ट कहती है कि कोरोना के केसेज की सुनामी आ सकती है। वहीं दिल्ली में भी रोज 50 हजार तक नए मामले आने की आशंका है। केन्द्र सरकार का अनुमान है कि जिस रफ्तार से केस बढ़ रहे हैं अगर उसी रफ्तार से बढ़ते रहे तो देश में रोजाना 14 लाख तक कोरोना के नए मामले आ सकते हैं। यह आंकड़ा कितना खतरनाक है इसका अंदाजा आप इस बात से लगा सकते हैं कि पिछली लहर में कोरोना के एक दिन में सबसे ज्यादा मामले पिछले साल 21 अप्रैल को आए थे। उस दिन चौबीस घंटे का आंकड़ा 4 लाख 14 हजार था। लेकिन इस बार यह संख्या कई गुना अधिक होने की आशंका है। अब जबकि केंद्र और राज्य सरकारों की तरफ से पाबंदियां लगाई जा रही हैं, लोगों को अलर्ट रहना होगा और भीड़ में शामिल होने से बचना होगा। फिलहाल भारत में रूस, इंग्लैंड, अमेरिका, इटली और फ्रांस जैसे देशों की तुलना में हालात नियंत्रण में है।

डेल्टा वेरिएंट की तुलना में ओमिक्रॉन कम खतरनाक हो सकता है, लेकिन इसके फैलने की रफ्तार बहुत तेज है। यह वेरिएंट बिजली की रफ्तार से फैलता है। चूंकि इस संक्रमण में लक्षण हल्के होते हैं इसलिए आमतौर पर लोग टेस्ट कराने से बचते हैं। कई लोगों में संक्रमण के बावजूद कोई लक्षण नहीं उभरता है। इस तरह से यह वायरस बिजली की गति से एक से दूसरे में फैल रहा है।

सावधानी ही इसकी एकमात्र दवा है क्योंकि कोरोना वायरस के इलाज की फिलहाल कोई दवा उपलब्ध नहीं हैं। सोमवार को जब 15 से 18 साल की उम्र के लोगों के लिए वैक्सीनेशन की शुरुआत हुई तो इस आयुवर्ग के लोगों के बीच काफी उत्साह देखा गया। करीब 40 लाख किशोरों ने वैक्सीन ली। हमें यह याद रखना चाहिए कि वैक्सीन हमारा सुरक्षा कवच है। वैक्सीन लगी होगी तो कोरोना आपको छूकर निकल जाएगा और आपका कुछ बिगाड़ नहीं पाएगा। एक बात और, जिन लोगों ने वैक्सीन लगवा ली, वे लोग लापरवाही न बरतें क्योंकि वैक्सीन लेने के बाद भी कोरोना प्रोटोकॉल का पालन करना जरूरी है।

The New Year 2022 has dawned with an ominous warning. The Coronovirus enemy that we in India defeated last year, has started raising its head again with a big surge in number of daily Covid cases. Till five days ago, there were less than 10,000 new daily cases, but on Monday it was nearly 34,000. In several cities, the positivity rate has crossed five per cent which is considered dangerous. In Delhi it is more than six per cent, in Mumbai it is more than 8 per cent, and in Goa, the positivity rate is 11 per cent. Positivity rate means the proportion of cases found positive.

This, at a time, when in winter, people normally suffer from cough, cold and fever, which they consider viral, and avoid undergoing RT-PCR test. Experts believe the number of active cases could be much more if nationwide tests are conducted. As of now, there are more than 1.5 lakh active cases in India, out of which Omicron variant cases account for only 1,700.

The speed with which Covid cases are spreading is staggering. In the last 24 hours, 33,750 new cases were reported and there were 123 deaths. The spread is not only in Delhi, Mumbai, Kolkata and Chennai, but is also in other cities like Bhopal, Jaipur, Lucknow, Patna, Hyderabad, Ahmedabad, Surat, Gurugram, Gandhinagar, Noida, Ghaziabad and Chandigarh. The virus is spreading fast in bulk, for example in IIT Kharagpur, where 31 students were tested positive, in Patna Nalanda Medical College Hospital, where 96 persons including doctors and medical staff were tested positive. The Centre has put a stop to biometric attendance for its employees, because the machines could spread the virus. Staff attendance in both central government and Delhi government offices has been curtailed.

In my prime time show Aaj Ki Baat on Monday night, we showed visuals of huge crowds that had descended on Goa’s famous Baga beach to celebrate New Year eve. Soon after, the state reported a surge in Covid cases. Similarly, more than 2,000 people who had travelled in Cordelia luxury cruise ship from Mumbai to Goa are now facing problems. Covid cases have been reported among many of them. Similarly, in Patna, at Bihar chief minister Nitish Kumar’s Janata Durbar, several staff were tested positive, resulting in a scare.

Mumbai is also emerging as an epicentre of Covid pandemic. During the last 24 hours, 8,082 new cases were reported. Nearly 500 Covid patients have been hospitalized, out of whom 56 patients are on oxygen support. Several film stars including John Abraham and Prem Chopra along with their family members have been tested positive. In Delhi, the daily surge in Covid cases has gone up to 4,099. Eighty four percent of these cases are of Omicron variant. There are more than 11,000 active cases in Delhi, out of which only 202 people have been hospitalized.

The rate at which the third wave of pandemic is surging is alarming. Maharashtra government officials fear a tsunami-type surge in cases, while Delhi government expected the daily case number to surge beyond 50 thousand. If the trend continues, India may again witness a daily surge of 14 lakh Covid cases. On April 21 last year, during the second wave of pandemic, the daily number of cases was 4.14 lakh, but this time the number is feared to be several times bigger. While the Centre and state government are enforcing restrictions, people will have to be cautious, and refrain from joining crowds. As of now, the situation in India is under control compared to countries like Russia, England, USA, Italy and France.

The Omicron variant may be less dangerous compared to Delta variant, but it spreads like lightning. Since the symptoms are mild, people generally avoid taking tests. The variant is also asymptomatic. In the process, those infected with Omicron are unknowingly spreading the virus at lightning speed.

Caution is the only medicine, because there is no drug available yet to cure Coronavirus. There is a silver lining. On Monday, when vaccination for teenagers in 15-18 age group began, there was huge enthusiasm and more than 40 lakh teenagers got themselves vaccinated. We must remember: Vaccine is our protective shield. If the virus strikes, it may not harm us and lead to hospitalization. People should avoid crowds, practise social distancing, wear masks, and wash their hands frequently. This is the only method to tackle the third wave that has come.

उत्तर प्रदेश की सियासत में ऑल इंडिया मजलिस इत्तेहादुल मुस्लिमीन के प्रमुख असदुद्दीन ओवैसी के दो हफ्ते पहले दिए गए बयान की काफी चर्चा है। उनका बयान पुराना है लेकिन विवाद नया है। सोशल मीडिया पर ओवैसी के भाषण का एक वीडियो वायरल हुआ है जिसमें ओवैसी उत्तर प्रदेश में मुसलमानों पर पुलिस की ज़्यादती का इल्ज़ाम लगा रहे हैं। उन्होंने राज्य पुलिस को ‘मुसलमानों के खिलाफ अत्याचार’ में शामिल नहीं होने की चेतावनी दी है।

ओवैसी ने कहा- ‘मैं पुलिस के लोगों से कहना चाहता हूं कि याद रखो मेरी बात, हमेशा योगी मुख्यमंत्री नहीं रहेंगे, मोदी प्रधानमंत्री नहीं रहेंगे। हालात बदलेंगे, फिर कौन बचाने आएगा तुम्हे? जब योगी अपने मठ (गोरखपुर) चले जाएंगे और मोदी पहाड़ों पर चले जाएंगे, फिर कौन बचाने आएगा। आज हम मुसलमान दबाव में खामोश जरूर हैं लेकिन तुम्हारे जुल्म को भूलनेवाले नहीं हैं। हम तुम्हारे जुल्म को याद रखेंगे। अल्लाह अपनी शक्ति से तुम्हें नष्ट कर देगा।’

ओवैसी के भाषण के वीडियो को बीजेपी के कई नेताओं ने भी ट्वीटर पर शेयर किया और यह वीडियो वायरल होने लगा। इसके बाद बीजेपी के तमाम नेताओं के बयान भी आए। बीजेपी प्रवक्ता गौरव भाटिया ने कहा कि ओवैसी, हिंदुओं को धमकी दे रहे हैं, मुसलमानों को भड़का रहे हैं। चुनावी फायदे के लिए इस तरह के जहरीले बयानों को बर्दाश्त नहीं किया जाएगा। चुनाव आयोग और यूपी सरकार को ओवैसी के खिलाफ एक्शन लेना चाहिए। बीजेपी के नेता और यूपी सरकार में मंत्री मोहसिन रज़ा ने कहा कि ओवैसी, भारत को अफ़ग़ानिस्तान न समझें, यहां तालिबान का राज नहीं है। उन्हें इस तरह की नफरत फैलानेवाली भाषा से बचना चाहिए। विश्व हिंदू परिषद् के नेता विनोद बंसल ने पाकिस्तान के संस्थापक मोहम्मद अली जिन्ना से ओवैसी की तुलना कर दी।

ओवैसी के बयान पर जब विवाद बढ़ा तो फिर उन्होंने एक के बाद एक दस ट्वीट करके सफ़ाई दी। उन्होंने कहा कि उनके बयान को तोड़-मरोड़कर पेश किया जा रहा है। ओवैसी ने, कानपुर के अपने भाषण की दो क्लिप भी शेयर की और लिखा कि, उनकी ओरिजिनल स्पीच के एक हिस्से को काट-छांटकर वायरल किया जा रहा है।उन्हें बदनाम करने की कोशिश की जा रही है और उन्हें हिंदू विरोधी बताया जा रहा है। उन्होंने तो अपने भाषण में बस उन मुसलमानों का ज़िक्र किया था जो यूपी में पुलिस के ज़ुल्म के शिकार हुए। ओवैसी ने ट्वीट किया-#HaridwarGenocidalMeet से ध्यान भटकाने के लिए कानपुर में दिए मेरे 45 मिनट के भाषण से एक मिनट का क्लिप प्रसारित किया जा रहा है। मैंने हिंसा के लिए न तो किसी को उकसाया और न ही धमकी दी। मैंने कानपुर के उन पुलिसवालों का जिक्र किया जो यह सोचते हैं कि पीएम मोदी और योगी के चलते उन्हें लोगों की स्वतंत्रता का उल्लंघन करने की छूट है। मैंने कहा कि हमारी चुप्पी को सहमति न समझा जाए। यह मेरा पक्का भरोसा है कि अल्लाह अन्याय की इजाजत नहीं देता है। वह जुल्म करनेवालों को सजा देता है। मैंने कहा-हम पुलिस के इन अत्याचारों को याद रखेंगे। क्या यह आपत्तिजनक है? यह याद दिलाना आपत्तिजनक क्यों है कि यूपी में पुलिस ने मुसलमानों के साथ कैसा व्यवहार किया?

‘हम अनस, सुलेमान, आसिफ, फैसल, अल्ताफ, अखलाक, कासिम और सैकड़ों अन्य लोगों पर हुए अत्याचार को भूल नहीं सकते। मैंने अपने भाषण में लोगों से उम्मीद न खोने के लिए कहा और उन्हें आश्वासन दिया कि चीजें बदल जाएंगी। लोगों को भरोसा दिलाना और आश्वस्त करना कोई अपराध नहीं है कि एक दिन चीजें बेहतर होंगी। मैंने पुलिस से पूछा-मोदी और योगी के रिटायर होने के बाद उन्हें कौन बचाने आएगा? क्या उन्हें लगता है जीवन भर वे ऐसे ही बचे रहेंगे? मैं कानून के शासन में भरोसा करता हूं। हर अपराध में न्याय होगा और हर अपराधी को सजा मिलेगी।

असल में ओवैसी ने जो बात कही वो पूरी तरह से मुसलमानों को भड़काने वाली ही थी। उसे किसी तरह से तोड़-मरोड़ कर पेश नहीं किया गया। ओवैसी कह रहे हैं कि वो मुसलमानों पर होने वाले जुल्म की बात कर रहे थे। लेकिन उन्होंने जो जो उदाहरण दिए मैंने उनका पूरा डिटेल मंगवाया। ओवैसी कानपुर देहात के जिस मोहम्मद रफीक की बात कर रहे थे और कह रहे थे कि थाने में उसकी दाढ़ी नोंची गई, मुंह पर पेशाब किया गया था। हकीकत ये है कि यह मामला कानपुर देहात के रसूलाबाद थाने का है। इस इलाके में कंचौसी कस्बे में रफीक अली की बहू ने थानेदार पर इस तरहका इल्जाम लगाया था।

लेकिन हकीकत यह है कि रसूलाबाद थाने का दारोगा अधमरी हालात में पड़ा मिला था। जांच के बाद पता लगा कि रफीक अली और उसके साथ आए तीन चार लोगों ने थानेदार पर हमला किया था। थानेदार को पीटा और मरणासन्न हालत में फेंककर भाग गए थे। जब जांच के बाद पुलिस उनके घर पहुंची तो रफीक की बहू ने पुलिस पर आरोप लगाया। इसके तुरंत बाद परिवार फरार हो गया। इसी साल 21 अप्रैल को दारोगा पर हमले को लेकर थाने में एफआईआर दर्ज की गई। लेकिन ओवैसी कह रहे हैं कि अस्सी साल के बुजुर्ग के साथ ज्यादती हुई।

उन्होंने जो दूसरा उदाहरण दिया वो घटना सही है। कुछ लोगों ने एक मुस्लिम रिक्शे वाले पर हमला किया था। उसकी बच्ची रोती बिलखती दिख रही थी। वह खबर मैंने ‘आज की बात में’ दिखाई थी। उस केस में पुलिस वालों के खिलाफ एक्शन हुआ था इसलिए यह कहना ठीक नहीं है कि मुसलमानों पर जुल्म हो रहा है।

एक-दो पुलिसवालों की गलती के आधार पर यह कहना ठीक नहीं है कि पूरी यूपी पुलिस ही मुसलमानों की दुश्मन है। ओवैसी को इस तरह के बयानों से सियासी फायदा हो सकता है लेकिन इससे प्रदेश का और देश का बड़ा नुकसान होता है। इस तरह के भाषणों से पूरी दुनिया में देश की बदनामी होती है। देश को बदनाम करने वाली बातें सिर्फ ओवैसी नहीं करते, कुछ भगवाधारी छुटभैय्ये भी इसी तरह की हरकतें करते हैं।

17 से 19 दिसंबर तक हरिद्वार में एक धर्म संसद का आयोजन किया गया। इसमें तमाम साधु-संत जुटे थे। लेकिन इसमें जो भाषण हुए वो पूरी तरह हिन्दुओं को बदनाम करने वाले थे। ओवैसी ने भी अपने बचाव में इसी धर्म संसद में कही गई बातों का जिक्र किया। लेकिन मैं आपको बता दूं कि जिन साधुओं ने मुसलमानों के खिलाफ जहर उगला था, समाज को बांटने वाली और भड़काऊ बातें कही थीं, उनके खिलाफ एक्शन होगा। उत्तराखंड पुलिस ने इस मामले में एफआईआर दर्ज दर्ज कर ली है।

भड़काऊ भाषा का इस्तेमाल हरिद्वार में कोई साधु या साध्वी करे या ओवैसी जैसे नेता करें, दोनों की निंदा की जानी चाहिए। नफरत फैलाने वाले, मुसलमानों के रहनुमा होने का दावा करें या हिंदुओं की ठेकेदारी का दावा करें, एक्शन दोनों के खिलाफ होना चाहिए। जो लोगों को आपस में लड़वाएं, खून बहाने की बात करें उनका सम्बंध किसी मजहब से कैसे हो सकता है। आजकल सोशल मीडिया की वजह से ऐसे लोगों की बातें तेजी से फैलती हैं। जो जितना ज्यादा जहर उगलता है उसकी उतनी ही ज्यादा चर्चा होती है। कई बार लोगों की भावनाएं भड़कती हैं और कई बार इस तरह की बयानबाजी की वजह से दंगे होते हैं। इसलिए इस तरह की नफरत फैलाने वाले के खिलाफ कार्रवाई में देर नहीं होनी चाहिए। लोगों को भड़काने वालों को तुरंत एक्सपोज भी करना चाहिए।

All India Majlis Ittehadul Muslimeen chief Asaduddin Owaisi was at the centre of a controversy over his election speech made two weeks ago in UP. In his speech, Owaisi warned the state police not to indulge in, what he called, “atrocities against Muslims”.

Owaisi said: “I want to remind police officers that they must know that Modi and Yogi will not always be there (in power). Things will change, then who will come to save you? Yogi will go to his ‘math’ (Gorakhpur) and Modi will retire to the mountains, then who will come to save you. Today we the Muslims are surely living under pressure, but remember we are not going to forget your atrocities. We will remember your atrocities. Allah will destroy you with his power.”

Several BJP leaders shared this video clip on social media and it went viral. BJP leader Gaurav Bhatia alleged that Owaisi was threatening both Hindus and Muslims, and that both the Election Commission and UP government must take action against him for his hate speech. Another BJP Muslim leader Mohsin Raza said, Owaisi should not treat India as Afghanistan. “There is no Taliban rule here and he should avoid giving such hate speech”, he said. Vishwa Hindu Parishad leader Vinod Bansal compared Owaisi with the founder of Pakistan, Mohammed Ali Jinnah.

Reacting to allegations, Owaisi tweeted: “In order to distract from #HaridwarGenocidalMeet, a clipped 1 min video is being circulated from 45 min speech I gave in Kanpur. I’ll set the record straight: I did not incite violence or give threats. I talked about police atrocities in Kanpur and was addressing such cops who think they have immunity to violate people’s liberties because of Modi-Yogi. I said do not confuse our silence for acquiescence. It’s an essential part of my faith to believe that Allah does not allow injustice. He punishes oppressors….. I said, we’ll remember these police atrocities. Is this objectionable? Why is it offensive to remember how police have treated Muslims in UP?

“We cannot forget the oppression that was meted out to Anas, Suleiman, Asif, Faisal, Altaf, Akhlaq, Qasim and hundreds of others. I told people to not lose hope and assured them that things will change. It’s not a crime to assure people that things will change for the better. I asked cops: who’ll come to save them when Modi-Yogi retire? Indeed, who will? Do they think they have life time immunity? I believe in rule of law: every crime will be met with justice and every criminal will face punishment. …”

There is no doubt that Owaisi was provoking Muslims with his speech, and the video clip was not doctored. I sought details about the ‘atrocities’ that Owaisi mentioned in his speech and tweet. In the case of Mohammed Rafiq in Kanpur Dehat, where it was alleged that his beard was pulled and attackers urinated on his face, I checked and found that Rafiq Ali’s daughter-in-law had made this allegation against Kanpur Dehat police under Rasoolabad police station.

The fact is: the station in-charge of Rasoolabad p.s. was found semi-conscious after he was attacked by Rafiq Ali who came with 3-4 persons and beat the police officer black and blue. When a police team reached Rafiq’s house, his daughter-in-law made the counter charge against police. Soon after, the family fled. An FIR on attack against the police inspector was lodged on April 21 this year, but Owaisi is alleging that Rafiq’s beard was pulled and people urinated on his face.

The other incident, which Owaisi mentioned, is true. A Muslim rickshaw puller was attacked by some people and his daughter was found weeping. We showed this story in ‘Aaj Ki Baat’, after which action was taken against some policemen. But to say that Muslims are being oppressed by police in UP is unfair.

To blame the entire UP police force as enemy of Muslims for the action of a few policemen is unacceptable. Owaisi may reap political benefit from such speeches, but it harms the image of the state of UP in particular, and India, in general. Such speeches bring India a bad name in world community. Owaisi is not alone in this race, there are hot-headed people among Hindus as well.

A Dharma Sansad was held in Haridwar from December 17 to 19, where several Hindu sadhus and sadhvis gave provocative speeches asking Hindus to arm themselves with weapons. Uttarakhand police has filed an FIR on the basis of such hate speeches, and police officials have assured that action would be taken against those responsible for spreading hatred and tension between communities.

Hate speeches, both by leaders like Owaisi and aggressive Hindu sadhus are condemnable. One claims to be the leader of Muslims, while others claim to be the sole representatives of Hindus. Those who indulge in pitting one community against the other cannot be called religious. Such provocative speeches can cause communal violence. Therefore, quick action must be taken against such hate-mongers. These hate-mongers must be exposed.

पंजाब के लुधियाना जिला अदालत परिसर में गुरुवार को एक शौचालय के अंदर हुए विस्फोट में एक शख्स की मौत हो गई जबकि छह लोग घायल हो गए। एनएसजी की टीम ने मुआयना किया और देर शाम तक उस शख्स का कोई सुराग नहीं मिल पाया जिसके बारे में यह आशंका जताई जा रही है कि वह सार्वजनिक शौचालय के अंदर विस्फोटक असेम्बल कर रहा था। घटनास्थल से सिर्फ एक टैटू पाया गया जबकि शरीर के बाकी हिस्सों के चिथड़े हो गए थे। पुलिस इस संभावना से इनकार नहीं कर रही है कि मृत शख्स ही अदालत परिसर में एक ज़बरदस्त धमाका करने की तैयारी कर रहा था ।

धमाका इतना ज़बरदस्त था कि शौचालय की दीवारें और छत ढह गई, साथ ही इमारत की खिड़कियों के शीशे भी टूट गए। नजदीक के एक रिकॉर्ड रूम के अंदर काम कर रहे कोर्ट के कर्मचारी इस विस्फोट की चपेट में आने से बाल-बाल बच गए। विस्फोट के बाद अदालत की इमारत को खाली कराकर सील कर दिया गया। इसके बाद एनआईए और एनएसजी की टीमें जांच के लिए पहुंच गईं। यह धमाका मुख्यमंत्री चरणजीत सिंह चन्नी की एक रैली से चन्द घंटे पहले हुआ। यह रैली लुधियाना से करीब 22 किलोमीटर दूर होनेवाली थी। धमाके में कुल छह लोग ज़ख्मी हुए जिनमें तीन महिलाएं और तीन पुरुष हैं और ये सभी लुधियाना के रहनेवाले हैं।

विस्फोट की यह घटना अमृतसर में स्वर्ण मंदिर और कपूरथला में गुरुद्वारे के अंदर बेअदबी की दो घटनाओं के बाद हुई। मकसद साफ है-अगले साल की शुरुआत में होनेवाले विधानसभा चुनाव से पहले पंजाब में डर, नफरत और तनाव पैदा हो, माहौल खराब हो और लोग एक दूसरे पर शक करें। पंजाब का कोई भी बड़ा नेता इस सवाल का ईमानदारी से जवाब देने को तैयार नहीं है कि आखिर चुनाव से पहले पंजाब में तबाही मचाने की कोशिश कौन कर रहा है?

कांग्रेस, अकाली दल, आम आदमी पार्टी और बीजेपी समेत लगभग सभी सियासी दल पंजाब में हो रही घटनाओं को सियासी चश्मे से देख रहे हैं और एक दूसरे को कटघरे में खड़ा करने की कोशिश कर रहे हैं। लेकिन मुझे लगता है कि बात इससे कहीं बड़ी है इसलिए पंजाब पर खास ध्यान देने की जरूरत है। पहले बेअदबी की दो घटनाएं और उसके बाद लुधियाना में बम ब्लास्ट। पांच दिन में तीसरी घटना, इसे संयोग कहकर खारिज नहीं किया जा सकता। यह संयोग नहीं प्रयोग है और ये पता लगाना जरूरी है कि यह प्रयोग कौन कर रहा है, किस मकसद से कर रहा है?

लुधियाना पंजाब के व्यवसायिक गतिविधियों का केंद्र है और यह राज्य का सबसे बड़ा कमर्शियल शहर है। लुधियाना के होजरी प्रोडक्ट्स पूरी दुनिया में मशहूर हैं। इस शहर में ब्लास्ट का मतलब पंजाब की व्यवसायिक गतिविधियों को नुकसान पहुंचा कर बड़ी आर्थिक चोट की साजिश हो सकती है। वहीं अमृतसर पंजाब की सांस्कृतिक राजधानी है और यहां सिखों का सबसे बड़ा धर्मस्थल भी मौजूद है। बेअदबी और ब्लास्ट की घटना बॉर्डर गेम प्लान का हिस्सा हो सकती हैं।

पंजाब के मुख्यमंत्री चरणजीत सिंह चन्नी ने कहा, ‘जैसे-जैसे चुनाव नजदीक आ रहे हैं, वैसे-वैसे कुछ देशविरोधी ताकतें इस तरह की वारदातों को अंजाम दे रही हैं, लेकिन उनकी सरकार दोषियों को छोड़ेगी नहीं।’ वहीं डिप्टी सीएम और गृह मंत्री रणजीत सिंह रंधावा ने कहा कि ऐसा लगा रहा है कि जैसे ब्लास्ट के पीछे इंटरनेशनल साजिश है। पंजाब एक बॉर्डर स्टेट है। इसलिए हो सकता है कुछ लोग पंजाब को अस्थिर करने की कोशिश कर रहे हों।’

पंजाब के पूर्व मुख्यमंत्री कैप्टन अमरिंदर सिंह पिछले साल से यह कह रहे हैं कि पाकिस्तान ड्रग्स और ड्रोन के जरिए हथियार भेजकर पंजाब को अस्थिर करने की कोशिश कर रहा है। अमरिंदर सिंह ने कहा था कि पंजाब में बहुत ज्यादा सावधानी की जरूरत है क्योंकि पाकिस्तान की तरफ से पंजाब का माहौल खराब करने की साजिशें हो रही हैं। लुधियाना ब्लास्ट पर कैप्टन ने कहा कि उन्हें कोई हैरानी नहीं हुई बल्कि दुख हुआ है। कैप्टन ने कहा कि पंजाब के खिलाफ साजिश हो रही है, पंजाब पुलिस को गहराई से इसकी जांच करनी चाहिए। अमरिंदर सिंह ने कहा कि बिना किसी जांच के मुख्यमंत्री चन्नी का ये कहना बेहद दुर्भाग्यपूर्ण और गैर-जिम्मेदाराना है कि गुरुद्वारों में बेअदबी और अदालत में धमाके की घटनाएं इसलिए हो रही है क्योंकि पंजाब में ड्रग्स कारोबारियों के खिलाफ सख्त कदम उठाए जा रहे हैं।

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने भी बयान दिया क्योंकि उनकी आम आदमी पार्टी भी चुनाव में उतर रही है। केजरीवाल ने कहा कि “जिस तरह से स्वर्ण मंदिर में बेअदबी की कोशिश हुई और अब कोर्ट में ब्लास्ट किया गया इससे साफ है कि कुछ लोग पंजाब का माहौल बिगाड़ने की साजिश कर रहे हैं। पंजाब के तीन करोड़ लोग ऐसी साजिशों को सफल नहीं होने देंगे। पंजाब के लोगों को सावधान रहना होगा।“

अब सवाल ये है कि साजिश कौन कर रहा है? मुख्यमंत्री और उपमुख्यमंत्री का इशारा तो पाकिस्तान की तरफ है और सुसाइड अटैक की भी बात की जा रही है। लेकिन पंजाब कांग्रेस के अध्यक्ष नवजोत सिंह सिद्धू ने लाइन-लैंथ बदल दी। सिद्धू, इस मसले को चुनावी सियासत पर ले आए।

नवजोत सिंह सिद्धू ने इशारों में कहा कि बाहरी ताकतें नहीं बल्कि पंजाब को देश के भीतर से अस्थिर करने की कोशिश हो रही है। सिद्धू ने कहा-‘चुनाव से पहले एक खास समुदाय को डराने के लिए सरकारी तंत्र का इस्तेमाल किया जा रहा है। केंद्रीय एजेंसियों द्वारा लोकतंत्र को कुचला जा रहा है और तानाशाही कायम करने की कोशिश हो रही है। लेकिन यह सब नहीं चलेगा। बेअदबी और बम ब्लास्ट के बाद भी पंजाब अनेकता में एकता को दिखाएगा। चुनाव से ठीक पहले ऐसा क्यों हो रहा है? एक खास समुदाय को क्यों निशाना बनाया जा रहा है? जिन लोगों ने पंजाब को बेच दिया उनसे मैं कहना चाहता हूं-आप चुनाव से पहले पंजाब में इस तरह का ध्रुवीकरण नहीं कर सकते।’ सिद्धू ने ट्वीट किया- ‘लुधियाना की अदालत में ब्लास्ट से इस बात में कोई संदेह नहीं है कि पंजाब में कानून-व्यवस्था की समस्या पैदा करने के लिए निहित स्वार्थों द्वारा शांति भंग करने की गतिविधियों की सिलसिलेवार योजना बनाई गई है।’

मजे की बात ये है कि सिद्धू की प्रतिक्रिया के तुरंत बाद मुख्यमंत्री चरणजीत सिंह चन्नी ने अपना सुर बदला। चन्नी ने भी वही बात कही जो सिद्धू कह रहे थे। चन्नी और सिद्धू की बात में फर्क इतना था कि सिद्धू ने किसी का नाम न लेते हुए भी बीजेपी की तरफ उशारा कर दिया, जबकि चन्नी ने इशारों में अकाली दल की ओर उंगली उठा दी। चन्नी ने कहा कि जबसे उन्होंने पंजाब में नशा कारोबारियों के खिलाफ एक्शन लेना शुरू किया तभी से इस तरह की घटनाएं बढ़ गई हैं। राज्य पुलिस ने अकाली दल के नेता बिक्रम सिंह मजीठिया के खिलाफ ड्रग्स की अवैध तस्करी और आपराधिक साजिश की धाराओं के तहत एफआईआर दर्ज किया है। सिद्धू ने कहा कि पश्चिम बंगाल में भी चुनाव से ठीक पहले इसी तरह की घटनाएं हुई थीं और अब वही ताकतें पंजाब में भी लोगों को आपस में लड़वाने की कोशिश कर रही हैं।

अकाली दल के बड़े नेताओं, प्रकाश सिंह बादल और उनके बेटे सुखबीर सिंह बादल ने एक संयुक्त संवाददाता सम्मेलन को संबोधित करते हुए, पंजाब में कानून और व्यवस्था की हालत के लिए पंजाब में कांग्रेस सरकार और केंद्र में भाजपा सरकार दोनों को दोषी ठहराया। सुखबीर बादल ने दावा किया पंजाब में हवा अकाली दल के पक्ष में चल रही है और इससे परेशान कांग्रेस अब इस तरह की घटनाओं को अंजाम दे रही है।

पंजाब में जो हो रहा है वो अच्छा नहीं है और कौन कर रहा है अब तक यह पता नहीं है। राजनीतिक दलों के अपने-अपने अंदाजे है और सबके अंदाजे अपनी-अपनी सियासत के मुताबिक हैं। और यह कोई पहली घटना नहीं है। अमृतसर में सिखों के आस्था के सबसे बड़े केन्द्र हरमिंदर साहिब में बेअदबी की घटना हुई फिर कपूरथला में लिचिंग की घटना हुई। इसके बाद पंजाब सरकार ने एसआईटी बनाई और 48 घंटे में जांच रिपोर्ट देने को कहा लेकिन अब तक 148 घंटे हो गए और जांच रिपोर्ट नहीं आई।

अब तक यह पता नहीं लगा कि सिख भाइयों की आत्मा पर और उनकी आस्था पर चोट करने की साजिश किसने की। इसके तुरंत बाद लुधियाना में बम ब्लास्ट हो गया। तब भी सरकार कह रही है कि जांच होगी और कोई दोषी बख्शा नहीं जाएगा। अमरिंदर सिंह कहते हैं-मैंने पहले ही कहा था कि सिद्धू का दोस्त पाकिस्तान गड़बड़ करेगा और चन्नी संभाल नहीं पाएगा। सिद्धू कहते हैं ये हमारी अपनी एजेंसियों का काम है। मतलब बीजेपी वोटों के लिए धमाके कराती है।

चन्नी ने ड्रग माफिया को जिम्मेदार ठहराया उनका मतलब है कि इसके पीछे अकालियों का हाथ है। सुखबीर बादल ने पंजाब की कांग्रेस सरकार को जिम्मेदार बताया यानि चन्नी कसूरवार हैं। सब अपने-अपने हिसाब से बयानबाजी करने में लगे हैं। यह सही है कि पंजाब में चुनावी माहौल है और चुनाव में गड़बड़ी की आशंका पहले से है। साजिश हो सकती है, हो रही है, लेकिन मुश्किल यह है कि जिन लोगों पर साजिश को नाकाम करने की जिम्मेदारी है, देश के दुश्मनों का पता लगाने और उन्हें सजा देने की जिम्मेदारी है, जिन लोगों से जवाब मिलने की उम्मीद है वही लोग सवाल पूछ रहे हैं। आरोप-प्रत्यारोप के इस खेल में एक-दूसरे पर उंगली उठाने से काम नहीं चलेगा, सख्त कार्रवाई करनी होगी।

A powerful blast took place inside the toilet of the Ludhiana district court complex in Punjab on Thursday afternoon killing one person and injuring six others. National Security Guards team was rushed to the spot, and by late evening, it was found that practically no clue was found about the person who was trying to assemble the bomb inside the public toilet. Only a tattoo was found on his body, while the rest was blown up to pieces. Police said, the possibility of the person being the perpetrator of the blast cannot be ruled out.

The explosion was so powerful that the walls and roof of the toilet collapsed under its impact and several windowpanes in the building were shattered. Court staff working inside a records room nearby escaped the brunt of the blast. The court building was evacuated and sealed, and NIA and NSG teams reached the site for investigation. The explosion took place a few hours before a scheduled public rally which was to be addressed by Punjab chief minister Charanjit Singh Channi, 22 kms away from the city. Among the six injured were three women and three men, all residents of Ludhiana.

This explosion comes close on the heels of two incidents of sacrilege inside the Golden Temple in Amritsar and the gurudwara in Kapurthala. The objective is obvious: to spread fear, suspicion, hatred and disturb peace in Punjab before the assembly elections due early next year. The blast appears to be an attempt to cause mayhem inside the court by detonating the bomb which the man was trying to assemble inside the toilet.

None of the major political leaders in Punjab are willing to answer this question honestly: Who is trying to create mayhem in Punjab before the elections?

Almost all the political parties, Congress, Akali Dal, Aam Aadmi Party and BJP are looking at this with political prism and trying to corner their political adversaries by levelling allegations. Two cases of sacrilege followed by a blast inside a district court cannot be dismissed as coincidence – there could be a method behind this madness.

Ludhiana is the commercial nerve centre of Punjab, with its thriving industries, while Amritsar is the cultural capital of Punjab where the highest temporal seat of Sikh religion is located. The incidents of sacrilege and terror seem to be part of a broader game plan.

Chief Minister Charanjit Singh Channi said, “as assembly elections are drawing near, some anti-national and anti-Punjab forces are trying to spread anarchy in the state”. Deputy Chief Minister Ranjit Singh Randhawa, who holds the Home portfolio, hinted at what he called “an international conspiracy by forcing trying to destabilize this border state”.

Former chief minister Capt Amarinder Singh had been saying since last year that Pakistan is trying to destabilize Punjab by sending drugs and dropping arms with the help of drones. He had been advising utmost caution during the political turmoil that resulted in the ouster of his government. On Thursday, Capt. Amarinder Singh said, he was not surprised but sad over the developments. He said, “The state government should come out of denial mode. It is not only unfortunate but highly irresponsible for the Chief Minister to jump to conclusions by trying to construct a link between the blasts, the sacrilege incidents and an FIR against an Akali leader without any investigations. These serious incidents cannot be brushed aside the way the government is trying to.”

Delhi chief minister Arvind Kejriwal, whose AAP has a big stake in the Punjab polls, said, “Cruelty first, blast now. Some people want to disturb peace in Punjab. Three crore people of Punjab will not allow their plans to succeed.”

The question now arises: Whose conspiracy? The CM and his Deputy CM are pointing fingers towards a Pakistani hand and are hinting at a suicide attack attempt, but their own state party chief Navjot Singh Sidhu tried to change the ‘line and length’ of accusations.

Navjot Sidhu said, “Government machinery is being used to frighten a particular community ahead of polls. Democracy is being mangled and made into a dictatorship by Central agencies, but it won’t work. Punjab will display unity in diversity despite these acts of sacrilege and bomb blast. Why is this happening just before the elections? Why is a particular community being targeted? People who sold Punjab, I want to tell you – you cannot polarize Punjab like this just before the elections.” Sidhu also tweeted: “The blast in Ludhiana court leaves no shadow of doubt that a series of peace-disturbing activities have been planned by vested interests to create law and order problem in Punjab.”

The interesting part is that, soon after Sidhu’s reaction, Chief Minister Channi changed his tune about Pakistani hand in the conspiracy and alleged that incidents of sacrilege and terror have taken place only after his government took stern steps against the drug mafia. He was indirectly pointing at Shiromani Akali Dal, because the state police has filed an FIR against Akali leader Bikram Singh Majithia for financing illicit trafficking of drugs and for abetment and criminal conspiracy in drug smuggling.

While Channi was indirectly blaming the Akali Dal, Sidhu was forthright and blamed BJP by comparing incidents of violence before the West Bengal elections.

Top Akali Dal leaders, Parkash Singh Badal and his son Sukhbir Singh Badal, while addressing a joint press conference, blamed both the Congress government in Punjab and BJP government at the Centre for the law and order situation in Punjab. Sukhbir Badal claimed the wind was now blowing in favour of Akali Dal in Punjab and the Congress was trying to encourage such acts of sacrilege and terror to stem the popular tide.

While political parties are indulging in blame game, the moot point is: Whatever incidents that are taking place in Punjab does not bode well for the future. Till now, mysteriously, not a single clue has been found about the perpetrators of acts of sacrilege and blast. Political leaders have their own sets of speculations that suits their political interests. After the act of sacrilege and lynching in Golden Temple and the lynching in Kapurthala gurudwara, the Punjab police set up an SIT and asked it to submit its report within 48 hours. More than 148 hours have passed, and the report is yet to come.

Till now, there is no fact or clue to establish who tried to hurt the religious feelings of our Sikh brothers and sisters. After the Ludhiana blast, too, the state government has said, the perpetrators will be tracked down and nobody will be spared.

Capt Amarinder Singh says, I had already warned that Sidhu’s Pakistani friends can cause disturbances in Punjab and Chief Minister Channi will not be able to handle such a situation. Sidhu says, this has been done by our own agencies, thereby indirectly hinting that BJP carries out blasts for garnering votes. Channi is blaming the Punjab drug mafia, thereby indirectly pointing fingers at Akali Dal. Sukhbir Badal is blaming Channi’s government for its incompetence. Every major political leader is wearing a different set of spectacles to describe the present situation.

Punjab will go to the polls early next year and there had been apprehensions about violence and conspiracies before the polls. But the problem is, the leaders who are responsible for foiling conspiracies hatched by enemies and punishing the perpetrators, are themselves asking questions. It is strange that the persons from whom people of Punjab expect answers, are themselves raising questions. Pointing fingers at each other in a blame game will not do, take action.

वर्ष 2021 के जाते-जाते देश पर कोरोना की एक नई लहर का खतरा मंडराने लगा है। खतरे की आहट को देखते हुए केंद्र ने राज्यों से अपने-अपने कोविड वॉर रूम्स को फिर से सक्रिय करने के लिए कहा है। ओमिक्रॉन वेरिएंट से संक्रमण के रोज़ाना मामलों की संख्या तेजी से बढ़ रही है। बुधवार को दिल्ली में कोविड-19 से संक्रमण के 125 मामले सामने आए जो कि पिछले 6 महीनों में सबसे ज्यादा हैं। दिल्ली में अब तक 57 लोग ओमिक्रॉन वेरिएंट से संक्रमित पाए गए हैं।

दिल्ली आपदा प्रबंधन प्राधिकरण (DDMA) ने राजधानी में क्रिसमस और नए साल के समारोहों और कार्यक्रमों पर प्रतिबंध लगा दिया है। डीडीएमए ने सभी जिला मजिस्ट्रेट को कोविड दिशानिर्देशों को सख्ती से लागू करने के लिए कहा है। साथ ही संक्रमित इलाकों, कॉलोनियों, बाजारों, झुग्गियों और भीड़-भाड़ वाले स्थानों की पहचान करने के लिए गहन सर्वेक्षण करने के निर्देश जारी किए हैं। ये इलाके कोविड के सुपर-स्प्रेडर या हॉटस्पॉट बन सकते हैं।

दूसरे राज्यों ने भी कदम उठाने शुरू कर दिए है। हरियाणा सरकार ने 1 जनवरी से राज्य में सभी वयस्कों के लिए टीकाकरण अनिवार्य कर दिया है। 1 जनवरी से सिर्फ वैक्सीन की दोनों डोज लगवा चुके लोगों को ही शॉपिंग मॉल, सिनेमा हॉल, मैरिज पैलेस, होटल, कार्यालय, बैंक, बस स्टैंड और रेलवे स्टेशनों में प्रवेश की अनुमति होगी। कर्नाटक में 30 दिसंबर से 2 जनवरी तक राज्य भर में नए साल के उपलक्ष्य में आयोजित होने वाले समारोहों पर प्रतिबंध लगा दिया गया है। क्लब, पब और अपार्टमेंट्स में नववर्ष की पूर्व संध्या पर होने वाले आयोजनों पर रोक लग गई है। चेन्नई में मरीना बीच और अन्य तटों पर नए साल का जश्न मनाने वालों के प्रवेश पर प्रतिबंध लगा दिया गया है। गुजरात के 8 शहरों में नाइट कर्फ्यू 31 दिसंबर तक बढ़ा दिया गया है। पंजाब सरकार ने उन कर्मचारियों को वेतन नहीं देने का फैसला किया है, जिन्होंने दोनों वैक्सीन की दोनों डोज नहीं ली हैं।

मुंबई में वैसे तो रोजाना कोरोना के लगभग 500 नए मामले सामने आ रहे हैं, लेकिन वायरस के फैलने की दर तेज होती जा रही है। नया ओमिक्रॉन वेरिएंट तेजी से फैलता है पिछले 20 दिनों में इससे संक्रमित लोगों की संख्या 2 से बढ़कर 236 तक पहुंच गई है। एक्सपर्ट्स का कहना है कि फरवरी के महीने में कोरोना की तीसरी लहर आ सकती है। अब लोग पूछ रहे हैं कि क्या तीसरी लहर भी दूसरी लहर जैसी ही घातक होगी, क्या फिर से अस्पतालों में बिस्तर कम पड़ जाएंगे, क्या फिर से ऑक्सीजन के लिए हाथ फैलाना पड़ेगा, और क्या फिर से पूरी तरह लॉकडाउन लग जाएगा। यह भी पूछा जा रहा है कि क्या वैक्सीन की दोनों डोज लगवा चुके सभी लोगों को तीसरी बूस्टर डोज लगवाने की जरूरत है।

अमेरिका और ऑस्ट्रेलिया में वैक्सीन लगवाने का इंतजार कर रहे लोगों की लंबी-लंबी लाइनें लग रही हैं। अमेरिका के राष्ट्रपति जो बायडेन ने घोषणा की है कि सरकार अगले महीने से घर-घर जाकर जांच करने के लिए 50 करोड़ रैपिड टेस्ट किट भेजेगी। वहां सरकार कोविड मरीज़ों से भरे अस्पतालों की मदद के लिए सेना भेजने वाली है। अमेरिका एक बार फिर से महामारी में आई उभार को झेल रहा है। ब्रिटेन में, जहां करीब 80 प्रतिशत लोगों को वैक्सीन के दोनों डोज़ दिए जा चुके हैं, पिछले 24 घंटों में कोरोना के 1,06,122 मामले सामने आए हैं। ब्रिटेन में रोजाना औसतन 90,000 से ज्यादा कोविड के केस सामने आ रहे हैं। ऑस्ट्रेलिया में संक्रमण बढने के कारण कोविड टेस्टिंग केन्द्रों के बाहर लंबी-लंबी कतारें लग रही हैं।

लेकिन भारत में लोग कोरोना के खतरे के प्रति पूरी तरह लापरवाह हैं और यह चिंताजनक बात है। बुधवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया कि कैसे दिल्ली के बड़े बाजारों जैसे लाजपत नगर, सरोजिनी नगर, चांदनी चौक और लक्ष्मी नगर में खरीदारों की भारी भीड़ उमड़ रही है। इस भीड़भाड़ में बहुत से लोग बिना मास्क लगाये घूम रहे थे। इसी तरह की भीड़ मुंबई के क्रॉफर्ड मार्केट और अन्य बाजारों में भी देखने को मिली। पटना के स्टेशन बाजार में खरीदारों की भारी भीड़ थी और ज्यादातर लोग बिना मास्क के घूम रहे थे। यह हाल ऐसे वक्त है जब केन्द्र राज् सरकारों से बार बार कह रहा है कि कोविड के दिशानिर्देशों को कड़ाई के साथ लागू किया जाय।

मैंने आज कई सीनियर डॉक्टर्स और मेडिकल एक्सपर्ट्स से बात की। उनमें से अधिकांश ने कहा कि महामारी का खतरा तो है लेकिन कितना बड़ा है यह बात आज दावे से कोई नहीं कह सकता क्योंकि वैक्सीन की दोनों डोज ले चुके लोग भी कोरोना वायरस से संक्रमित हो रहे हैं। समाजवादी पार्टी के अध्यक्ष अखिलेश यादव की पत्नी डिंपल यादव ने बुधवार को ट्वीट किया कि उनका और उनकी बेटी का कोविड टेस्ट पॉजिटिव आया है। अपने ट्वीट में उन्होंने लिखा, ‘मैंने पूर्ण टीकाकरण कराया है। फिलहाल कोई लक्षण भी दिखाई नहीं दे रहे हैं। अपनी और दूसरों की सुरक्षा की दृष्टि से मैंने खुद को पृथकवास में रखा है। हाल फिलहाल मुझसे मिलने वाले सभी लोगों से अनुरोध है कि वे जल्दी अपनी जांच कराएं।’

ये सच है कि वैक्सीन की दोनों डोज लेने के बावजूद संक्रमण हो सकता है, लेकिन इसका असर हल्का होगा और जब तक कोई दूसरी गंभीर बीमारियां न हों, मरीज को अस्पताल ले जाने की जरूरत भी नहीं पड़ेगी। 70 साल से ज्यादा की उम्र के लोगों और अन्य बीमारियों से ग्रसित लोगों को संक्रमण होने पर अस्पताल जाना पड़ सकता है। यह वायरल उनके लिए घातक हो सकता है। एक्सपर्ट्स कहते हैं कि जिन लोगों को वैक्सीन की दोनों डोज लगवाए 6 महीने हो चुके हैं, उन्हें बूस्टर डोज की जरूरत पड़ सकती है। चूंकि अब भारत में वैक्सीन की कोई कमी नहीं है, इसलिए बूस्टर वैक्सीनेशन को जल्दी शुरू किया जा सकता है। ये सही है कि ओमिक्रॉन वेरिएंट ज्यादा तेजी से फैलता है, लेकिन ये इस साल अप्रैल-मई में दूसरी लहर लाने वाले डेल्टा वेरिएंट जितना खतरनाक नहीं है।

इस समय जरूरत है सावधानी बरतने की। अगर लोग सार्वजनिक स्थानों पर मास्क पहनने के मानक प्रोटोकॉल का पालन करते हैं, भीड़-भाड़ वाली जगहों पर जाने से बचते हैं और बार-बार हाथ धोते हैं, तो वे खुद को वायरस से बचा सकते हैं। ऐसे में अस्पतालों में बेड और ऑक्सीजन की कमी नहीं होगी। कोविड मैनेजमेंट के जानकारों का कहना है कि इस बार शायद लॉकडाउन की जरूरत ही न पड़े। ऐसा तभी संभव है जब बाजारों और सार्वजनिक स्थानों पर भीड़भाड़ न हो अन्यथा नया ओमिक्रॉन वेरिएंट तेजी से म्यूटेट हो सकता है और बड़ी संख्या में लोगों को संक्रमित कर सकता है। निश्चित तौर पर यह सभी के लिए गंभीर चिंता की बात है।

At the fag end of 2021 lurks the threat of a fresh Covid wave in India with the Centre asking the states to reactivate their Covid war rooms to tackle any eventuality. The daily Omicron variant tally is rising fast. On Wednesday, Delhi reported the highest single-day spike in Covid-19 cases in six months at 125. The Omicron tally in Delhi stands at 57.

Delhi Disaster Management Authority (DDMA) has banned Christmas and New Year gatherings and events across the national capital. DDMA has issued directions to all district magistrates to strictly enforce Covid guidelines, and conduct intensive survey to identify pockets, colonies, markets, slum areas and crowded places which could become Covid super-spreaders or hotspots.

Other states have also followed suit. Haryana government has made vaccination for mandatory for all adults in the state from January 1. Only fully vaccinated people will be allowed entry into shopping malls, cinema halls, marriage palaces, hotels, offices, banks, bus stands and railway stations from January 1. In Karnataka, New Year mass gatherings and celebrations have been banned across the state from December 30 to January 2. All New Year eve events at clubs, pubs and apartments have been banned. Entry of New Year revellers to Marina beach and other beaches in Chennai has been banned. Night curfew in 8 cities of Gujarat has been extended till December 31. Punjab government has decided not to disburse salaries to those employees who have not taken both the doses.

In Mumbai, though the number of Covid-19 cases is around 500 daily, the rate of spread seems to be faster. The new Omicron variant spreads faster, and from 2, it has spread to 236 in 20 days. Experts are predicting a third wave of Covid-19 cases in the month of February. Questions are being asked whether the third wave will be as lethal as the second one, whether there will again be acute scarcity of oxygen and hospital beds, and whether a full lockdown will be clamped again. Questions are being raised about whether a third booster dose is now required for all fully vaccinated people.

Long queues of people waiting for vaccine doses have been reported from the US and Australia. US President Joe Biden has announced that the government will send 50 crore rapid test kits for conducting door-to-door testing beginning next month. He plans to dispatch the military to shore up hospitals overwhelmed by Covid cases, as the US confronts a resurgent pandemic. In UK, where nearly 80 per cent people have taken double vaccine doses, 1,06,122 Covid cases were reported in the last 24 hours. The daily average is more than 90,000 cases. In Australia, long queues of people have been reported outside Covid testing clinics due to surge in number of cases.

But the sheer apathy among people in India is appalling. In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed visuals of huge crowds of shoppers in Delhi’s major markets like Lajpat Nagar, Sarojini Nagar, Chandni Chowk and Laxmi Nagar. Many of the shoppers were moving around without masks among the crowds. Similar crowds of shoppers were noticed in Mumbai’s Crawford market and other markets. In Patna, the station market was crowded with shoppers, mostly moving around without masks. This is despite the Centre sending repeated advisories to the states to enforce Covid protocols strictly in public places.

I spoke to several senior doctors and medical experts today and most of them said, the pandemic threat exists, but nobody can say for certain, the probable extent of its spread, because fully vaccinated people are also getting infected with the Coronavirus. Samajwadi Party chief Akhilesh Yadav’s wife Dimple Yadav tweeted on Wednesday that she and her daughter have been tested positive. In her tweet, she wrote, despite being vaccinated twice, she has been tested positive but has shown no symptoms till now. “I have put myself in self-quarantine and I request all who have come in contact with me recently to get themselves tested”, she wrote.

It is true that people are getting infected despite taking double doses, but the effect appears to be mild, and unless there are other critical diseases, the patient need not go to hospital. Those above the age of 70 years and have co-morbidities, may have to go to hospital, if infected. The virus could be lethal for them. There are experts who say that those who had taken double doses six months ago, may require a booster dose now. Since there is no shortage of vaccines in India now, booster vaccination can be ramped up on a large scale. Omicron variant spreads several times faster, but it appears to be not as lethal as the Delta variant that caused the second wave of pandemic in India in April-May this year.

The need of the hour is: caution. If people follow the standard protocol of wearing masks in public places, avoid crowded places and wash their hands frequently, they can protect themselves from the virus. In that case, there may not be shortage of beds and oxygen in hospitals. Experts in Covid management say, lockdown may not be necessary this time. This can happen only if there are no crowds in markets and public places otherwise the new Omicron variant may mutate fast and infect a large number of people. Surely, this could be a matter of serious concern, for all.

आज मैं पाकिस्तान द्वारा चलाई जा रही फेक न्यूज फैक्ट्री के बारे में बात करना चाहता हूं। यह फेक न्यूज फैक्ट्री दिन-रात भारत विरोधी फर्जी खबरें दिखाती रहती है। नया पाकिस्तान ग्रुप (NPG) नाम का नेटवर्क कथित तौर पर 20 YouTube चैनल और 2 वेबसाइटों को चला रहा था। इसका 15 YouTube चैनलों का अपना नेटवर्क है और 5 स्टैंडअलोन चैनल हैं। वीडियो शेयरिंग प्लेटफॉर्म YouTube पर इन चैनलों के कुल मिलाकर 37 लाख से ज्यादा सब्सक्राइबर्स थे और उनके वीडियो 58 करोड़ से ज्यादा बार जा चुके थे। सरकार ने मंगलवार को भारत के खिलाफ फर्जी और मनगढ़ंत खबरें चलाने वाले इन सभी 20 YouTube चैनलों और 2 पाकिस्तानी वेबसाइटों को ब्लॉक कर दिया।

जब भारत के सूचना एवं प्रसारण मंत्रालय ने इन चैनलों और वेबसाइटों पर नजर रखना शुरू किया, तो पाया गया कि इन प्लेटफॉर्म्स का इस्तेमाल भारतीय सेना के खिलाफ नफरत फैलाने के लिए व्यवस्थित तरीके से किया जा रहा था, और खास तौर पर इसका निशाना भारतीय मुसलमानों को बनाया जा रहा था।

उनकी कुछ फर्जी और मनगढ़ंत खबरें इस तरह से हैं: (1) पीएम मोदी ने कश्मीर में अनुच्छेद 370 को बहाल करने से इनकार कर दिया इसलिए अमेरिका और तुर्की अपनी फौज कश्मीर में भेजने वाले हैं (2) एक और फर्जी खबर में कहा गया कि भारत की सेना और सरकार में टकराव हो गया है इसलिए आर्मी चीफ को हटाया जा सकता है (3) एक तीसरे वीडियो में दावा किया गया कि उत्तर कोरिया के तानाशाह किम जोंग-उन अयोध्या में श्रीराम जन्मभूमि मंदिर के निर्माण को रोकने के लिए अपनी सेना भेजने जा रहे हैं। ज्यादातर लोगों को देखने-सुनने में ये सब बातें मजाक लग सकती हैं, लेकिन इन बातों को वरिष्ठ पाकिस्तानी पत्रकार होने का दावा करने वाले ऐंकर पूरी गंभीरता से खबरों के रूप में दिखा रहे थे।

इनमें से कुछ YouTube चैनलों को पाकिस्तानी न्यूज चैनल्स के सीनियर ऐंकर चला रहे थे ताकि फर्जी खबरों पर भरोसा हो जाए। सूचना एवं प्रसारण मंत्रालय ने 2 आदेश जारी किए जिनमें से एक में YouTube को ऐसे 20 चैनलों को ब्लॉक करने का निर्देश दिया गया और दूसरे में दूरसंचार विभाग से इंटरनेट सर्विस प्रोवाइडर्स को उन 2 पाकिस्तानी वेबसाइटों/पोर्टल को ब्लॉक करने का निर्देश देने के लिए कहा गया, जो भारत के खिलाफ फर्जी खबरें फैला रहे हैं। कश्मीर, भारतीय सेना, भारतीय मुसलमान और अयोध्या मंदिर जैसे संवेदनशील विषयों पर समन्वित तरीके से विभाजनकारी सामग्री का प्रसार करने के लिए YouTube चैनलों का इस्तेमाल किया जा रहा था।

एक आधिकारिक बयान में कहा गया है, ‘सूचना और प्रसारण मंत्रालय ने भारत में सूचना से जुड़े स्पेस को सुरक्षित करने के उद्देश्य से यह कार्रवाई की है और सूचना प्रौद्योगिकी (मध्यवर्ती दिशानिर्देश और डिजिटल मीडिया आचार संहिता) नियम, 2021 के नियम 16 के तहत आपातकालीन शक्तियों का उपयोग किया है। मंत्रालय ने पाया कि अधिकांश सामग्री राष्ट्रीय सुरक्षा के परिप्रेक्ष्य में संवेदनशील विषयों से संबंधित हैं और तथ्यात्मक रूप से गलत हैं। इन सामग्रियों को मुख्य रूप से पाकिस्तान से भारत के विरूद्ध एक समन्वित दुष्प्रचार नेटवर्क के रूप में पोस्ट किया जा रहा है।’

YouTube पर फैलाई जा रही इन फर्जी खबरों को भारतीय दर्शक और पाठक अपने स्मार्टफोन, लैपटॉप एवं टैबलेट पर काफी आसानी से देख रहे थे। चूंकि पाकिस्तान कश्मीर में अनुच्छेद 370 को एक अंतरराष्ट्रीय मुद्दा बनाने में नाकाम रहा है, और अपने 74 साल के लंबे इतिहास में भारत के साथ 4 जंगों में मुंह की खा चुका है, इसलिए उसने अब झूठ के जरिए प्रॉपेगैंडा वॉर छेड़ दिया है। पाकिस्तान पिछले 2 सालों में घुसपैठियों को भेजकर कश्मीर में हिंसा फैलाने में भी नाकाम रहा है। यही वजह है कि सरकार ने इन 20 YouTube चैनलों और 2 वेबसाइटों को खुफिया एजेंसियों के इनपुट के साथ एक समन्वित प्रयास के तहत ब्लॉक करने का निर्णय लिया।

मंगलवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने उन पाकिस्तानियों के नामों का जिक्र किया जो ये यूट्यूब चैनल चला रहे हैं। उनमें से ही एक है तैयब हनीफ, जो कि पाकिस्तान का नागरिक है। उनका दावा है कि वह एक ‘मशहूर पत्रकार और कंटेंट राइटर है, जिसे इलेक्ट्रॉनिक मीडिया, YouTube और सोशल मीडिया में 7 से अधिक वर्षों का अनुभव है।’ तैयब हनीफ नया पाकिस्तान ग्रुप चलाता है। वह कनीज फातिमा नाम की एक महिला को प्रॉपेगैंडा फैलाने के लिए इस्तेमाल करता है, जो ‘जर्नलिज्म और कंटेंट क्रिएशन में एक दशक से ज्यादा के अनुभव के साथ एक अवॉर्ड विनिंग न्यूज एंकर, जर्नलिस्ट और पोलिटिकल ऐनलिस्ट’ होने का दावा करती है। एक अन्य ऐंकर नजमुल हसन बाजवा है, जो खुद को ‘लाहौर का एक इन्वेस्टिगेटिव जर्निस्ट, ऐंकर और YouTuber’ होने का दावा करता है।

Fictional नाम का एक और YouTube चैनल भी है जो भारत विरोधी फर्जी खबरें बनाता रहता है। 18 सितंबर 2021 को इस YouTube चैनल पर एक वीडियो पोस्ट किया गया, जिसकी हेडलाइन थी ‘तालिबान ने भारत के 300 जासूसों को फांसी दी, मोदी और योगी को एक साफ संदेश।’ इस वीडियो को ढाई लाख से ज्यादा बार देखा गया और 6,000 से ज्यादा लाइक्स मिले। इस वीडियो का मकसद भारत के प्रधानमंत्री और उत्तर प्रदेश के मुख्यमंत्री को बदनाम करने के साथ-साथ भारत की छवि को नुकसान पहुंचाना था। इस यूट्यूब चैनल के 3 लाख से ज्यादा सब्सक्राइबर हैं। 16 नवंबर 2020 को इसी चैनल पर एक और झूठी खबर पोस्ट की गई थी जिसमें दावा किया गया था कि ‘अमेरिका के राष्ट्रपति जो बायडेन और तुर्की के राष्ट्रपति अर्दोआन, अपनी सेनाएं कश्मीर भेजने जा रहे हैं क्योंकि मोदी ने अनुच्छेद 370 फिर से लागू करने से इनकार कर दिया है।’ इस वीडियो को 87,000 से भी ज्यादा बार देखा गया और लगभग 2,000 लाइक्स मिले।

लगता है कि पाकिस्तान की प्रॉपेगैंडा मशीनरी के पास दो सबसे पसंदीदा टॉपिक है- कश्मीर और भारतीय सेना। Historical Facts नाम के एक अन्य यूट्यूब चैनल ने 5 दिसंबर 2021 को एक फर्जी खबर में कहा कि तुर्की के राष्ट्रपति अर्दोआन ने 35 हजार लड़ाकों को कश्मीर भेजा है। पाकिस्तान के हुक्मरान कश्मीर में अपने आतंकवादी हमदर्दों के गिरते मनोबल को बढ़ाने के लिए इन फर्जी खबरों का सहारा ले रहे हैं। वजह – कश्मीरी नौजवान अब आतंकी बनने और पाकिस्तान की कठपुतली बनने के लिए तैयार नहीं हैं।

20 नवंबर 2021 को Punjab Viral नाम के यूट्यूब चैनल की एक हास्यास्पद मनगढ़ंत कहानी का उदाहरण देखें: ‘कश्मीरी मुजाहिदीन द्वारा हिरासत में लिए जाने के बाद भारतीय जवानों ने ‘कलमा’ पढ़ा।’ इसके अगले ही दिन एक और यूट्यूब चैनल Punchline ने लगभग ऐसी ही एक और फेक न्यूज पोस्ट की: ‘कश्मीर में भारतीय सेना के 200 जवानों ने इस्लाम कुबूल कर लिया।’ इस फेक न्यूज को एक और यूट्यूब चैनल The Naked Truth ने फिर से उठाया। एक अन्य यूट्यूब चैनल, Junaid Halim Official ने ‘हेलीकॉप्टर दुर्घटना के पीछे अमेरिका का हाथ’ को लेकर एक फर्जी खबर पोस्ट की जिसमें CDS जनरल बिपिन रावत शहीद हो गए। 10 दिसंबर को Mohsin Rajput Official नाम के एक अन्य पाकिस्तानी चैनल ने एक फर्जी खबर पोस्ट की जिसमें कहा गया था कि ‘जनरल बिपिन रावत को ले जा रहे भारतीय सेना के हेलीकॉप्टर को लिट्टे ने निशाना बनाया था।’

पाकिस्तान में कई ऐसे यूट्यूब चैनल भी हैं जो अभी तक ब्लॉक नहीं हुए हैं। ये चैनल भारत के खिलाफ फर्जी और मनगढ़ंत खबरें फैला रहे हैं। साबिर शाकिर लाहौर के रहने वाले हैं और एक जाने-माने पाकिस्तानी टीवी एंकर, पत्रकार एवं स्तंभकार हैं। उन्होंने एआरवाई न्यूज चैनल के लिए काम भी किया है। इस साल फरवरी में जब उत्तराखंड में जब ग्लेशियर के टूटने से भारी तबाही हुई थी तब साबिर शाकिर ने दावा किया कि यह कोई प्राकृतिक आपदा नहीं है। उन्होंने अपनी बात के समर्थन में कोई तथ्य पेश नहीं किया, बल्कि उनका मकसद झूठ फैलाकर भारतीय सेना को बदनाम करना था। फेसल तरार नाम के एख और पाकिस्तानी पत्रकार ने अपने यूट्यूब चैनल पर श्रीलंकाई नेवी के भारत पर हमले के बारे में फर्जी खबरें पोस्ट की थीं, जबकि असली खबर भारतीय मछुआरों से जुड़े किसी विवाद की थी।

सूचना और प्रसारण मंत्रालय ने 20 पाकिस्तानी यूट्यूब चैनलों और 2 वेबसाइटों को ब्लॉक करने का जो कदम उठाया है, वह स्वागत योग्य है। भारत में हिंसा और नफरत फैलाने के पाकिस्तान के मंसूबों को बेनकाब करने की जरूरत है। कई बार भारत में लोग अनजाने में इस तरह की झूठी खबरों पर यकीन कर लेते हैं और गुमराह हो जाते हैं, इसलिए इसे रोका जाना चाहिए। सीमा पार से होने वाले इस प्रॉपेगैंडा वॉर को रोकना जरूरी है। अभी भी कई पाकिस्तानी चैनल हैं जो भारत के खिलाफ ज़हर उगलने में लगे हैं। मंत्रालय को इन चैनलों पर भी नजर रखना चाहिए।

Today I want to speak about the fake news factory that is being run by Pakistan. This fake news factory has been churning out fake anti-India stories day and night. There are 20 YouTube channels and two websites that were allegedly being run by a network called Naya Pakistan Group (NPG). It has its own network of 15 YouTube channels and five standalone ones. These channels had a combined subscriber base of over 37 lakhs on the video sharing platform YouTube and their videos were garnering more than 58 crore views. On Tuesday, the Centre blocked all these 20 YouTube channels and two Pakistani websites that were peddling fake and concocted stories against India.

When India’s Information & Broadcasting Ministry started monitoring these channels and websites, it was found that these platforms were being systematically used to spread hate against Indian army, and were targeting Indian Muslims in particular.

Sample some of their fake and concocted news stories: (1) US and Turkey are going to send their armies to Kashmir, after PM Modi refused to restore Article 370, (2) another story speculated that the Indian army chief may be removed because of differences between the government and the army, (3) a third video claimed that North Korean dictator Kim Jong-un is going to send his army to stall the construction of Ram Janmabhoomi temple in Ayodhya. Many of these concocted stories are laughable and ridiculous, but they were being seriously peddled by the anchors, who claimed to be senior Pakistani journalists.

Some of these YouTube channels were being operated by senior anchors from Pakistani news channels to lend credence to fake stories. The I&B Ministry issued two orders: one, directing YouTube to block 20 such channels, and two, requested Department of Telecom to direct internet service providers to block the two Pakistani websites/portals that are peddling fake news against India. The YouTube channels were being used to disseminate divisive content in a coordinated manner on sensitive issues like Kashmir, Indian army, Indian Muslims and Ayodhya temple.

An official statement said: “The Ministry has acted to secure the information space in India, and utilized emergency powers under Rule 16 of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. The Ministry observed that most of the contents pertain to subjects sensitive from the perspective of national security and are factually incorrect, and are being mainly posted from Pakistan as a coordinated disinformation network.”

The fake news that are being peddled on YouTube were being easily accessed by Indian viewers and readers on smart phones, laptops and tablets. Since Pakistan has failed to make revocation of Article 370 in Kashmir an international issue, and has lost four wars with India in its 74-year-long chequered history, it has now unleashed propaganda war by spreading falsehoods. Pakistan’s gambit of spreading violence in Kashmir by sending infiltrators has failed in the last two years. The Centre therefore decided to block these 20 YouTube channels and two websites, in close coordination with inputs from intelligence agencies.

In my prime time show ‘Aaj Ki Baat’ on Tuesday night, we mentioned the names of those Pakistanis who are running these YouTube channels. The main person among them is Tayyab Hanif, a Pakistani, who claims to be a “renowned journalist and content writer with more than 7 years of experience in electronic media, YouTuber and social media.” Tayyab Hanif runs the Naya Pakistan Group. He uses a Pakistani lady, Kaneez Fatima, who claims to be “an award winning news anchor, journalist and political analyst with over a decade of experience in journalism and content creation”. Another anchor is Najmul Hassan Bajwa, who claims to be “an investigative journalist, anchor and YouTuber from Lahore”.

There is also a YouTube channel called Fictional 300 Indian Spy which peddles concocted anti-India stories. On September 18, 2021, it headlined, ‘Taliban executes more than 300 Indian spies, a clear message to Modi and Yogi”. This video had more than 2.5 lakh views, and 6,000-plus likes. The aim was to denigrate the Indian PM and the UP CM and harm India’s image. This YouTube channel has more than 3 lakh subscribers. On November 16, 2020, it headlined a story saying “US President Biden and Turkish President Erdogan are going to send armies to Kashmir, after Modi refused to restore Article 370”. It garnered more than 87,000 views and nearly 2,000 likes.

Kashmir and Indian army seem to be the two favourite topics for these fake news peddlers. Another YouTube channel named Historical Facts reported on December 5, 2021 that Turkish President Erdogan has sent 35,000 militants to Kashmir. The Pakistani establishment is trying to post these fake stories in order to boost the sagging morale of its terrorist sympathizers lying low in the Valley. The reason: Kashmiri youths are now refusing to become terrorists and play into the hands of Pakistan.

Sample this ridiculously concocted story from Punjab Viral YouTube channel on November 20, 2021: “Indian jawans recited ‘kalma’ after Kashmiri mujahideen took them into custody”. The next day, another YouTube channel Punchline posted this fake story: “200 Indian army jawans were converted to Islam in Kashmir”. This fake news was again picked up by another YouTube channel The Naked Truth. Another YouTube channel, Junaid Halim Official, posted this fake story about “American hand behind the chopper crash” in which CDS Gen Bipin Rawat was martyred. On December 10, another Pakistani channel named Mohsin Rajput Official posted the fake story about “LTTE downing the Indian army chopper that was carrying Gen. Bipin Rawat”.

There are many YouTube channels in Pakistan, which are not yet blocked. These channels have been peddling fake and concocted anti-India news. Sabir Shakir is a well-known Pakistani TV anchor, journalist and columnist from Lahore, and has worked for ARY news channel. In February this year, when a glacier broke up causing devastation in Uttarakhand, Sabir Shakir claimed that it was not a natural disaster. He had no facts to attribute, but his aim was to denigrate the Indian army by peddling falsehood. There is another Pakistani journalist Faisal Tarar, who posted the fake news on his YouTube channel about Sri Lankan navy attacking India, but the real story was about some dispute relating to Indian fishermen.

The action taken by the Ministry of Information and Broadcasting to block 20 Pakistani YouTube channels and two websites is a welcome step. Pakistan’s conspiracy for spreading violence and hatred in India needs to be exposed. There are sections in society, who are gullible. Since they are not knowledgeable, they can start believing falsehoods that are being peddled. This cross-border propaganda war needs to be stopped. There are still many Pakistani channels that are spreading anti-India disinformation, and the ministry must order surveillance of these channels too.

विपक्षी सदस्यों के भारी विरोध के बीच सोमवार को लोकसभा ने एक प्रमुख चुनाव सुधार विधेयक को पारित कर दिया। इस विधेयक में आधार कार्ड को मतदाता पहचान पत्र से स्वैच्छिक रूप से जोड़ने का प्रावधान है। विपक्षी दलों ने मांग की कि इस विधेयक को विचार के लिए संयुक्त प्रवर समिति के पास भेजा जाए।

कानून मंत्री किरेन रिजिजू ने कहा, यह विधेयक एक महत्वपूर्ण चुनाव सुधार है और संसद की एक स्थायी समिति पहले ही मतदाता पहचान पत्र को आधार से जोड़ने के सुझाव का समर्थन कर चुकी है। उन्होंने कहा, इससे यह सुनिश्चित होगा कि कोई व्यक्ति एक से अधिक चुनाव क्षेत्र में अपने वोट का पंजीकरण न करा सके। रिजिजू ने कहा कि इस विधेयक के ज़रिए चुनाव डेटा को आधार कार्ड से जोड़ने के लिए एक कानूनी ढांचा तैयार किया जाएगा।

विधेयक का विरोध करते हुए कांग्रेस नेता अधीर रंजन चौधरी ने कहा, ‘आप एक प्रमुख विधायी दस्तावेज को ऐसे नहीं थोप सकते जिसमें कई खामियां हैं।’ एक अन्य कांग्रेस नेता मनीष तिवारी ने कहा, आधार अधिनियम ‘बहुत स्पष्ट है। यह सब्सिडी, लाभ, सेवाओं, अनुदान, मजदूरी और अन्य के लक्षित वितरण के उपयोग के लिए अनुमति देता है, जबकि मतदान एक कानूनी अधिकार है।’ AIMIM नेता असदुद्दीन ओवैसी ने कहा कि इस कानून का इस्तेमाल ‘मतदाताओं की पहचान और उन्हें मताधिकार से वंचित करने’ के लिए किया जा सकता है। CPI(M) ने कहा, इस नए विधेयक में गुप्त मतदान का सिद्धांत कमज़ोर हो सकता है और वोटर के मत की गोपनीयता के का उल्लंघन हो सकता है, साथ ही नागरिकों की निजता (privacy) के अधिकार के उल्लंघन होने का भी खतरा है।

किरेन रिजिजू ने कहा, इस तरह के जुड़ाव से प्राइवेसी के अधिकार के उल्लंघन को लेकर विपक्ष द्वारा व्यक्त की जा रही आशंकाएं ‘निराधार’ हैं। उन्होंने कहा, आधार को मतदाता पहचान पत्र से जोड़ना स्वैच्छिक है और यह अनिवार्य नहीं है। रिजिजू ने कहा कि सुप्रीम कोर्ट के 26 सितंबर 2018 के फैसले की गलत व्याख्या की जा रही है जिसमें आधार अधिनियम की संवैधानिक वैधता को बरकरार रखते हुए निजता के अधिकार को सुनिश्चित किया गया है। अगस्त 2019 में चुनाव आयोग ने प्रस्ताव दिया था कि सरकार को चुनाव कानूनों में संशोधन करके चुनाव पंजीकरण अधिकारियों को यह शक्ति देनी चाहिए कि वे ‘पहचान स्थापित करने के उद्देश्य से’ मौजूदा एवं नए मतदाताओं का आधार नंबर प्राप्त कर सकें।

रिजिजू ने कहा, विधेयक में पहले से ही एक प्रावधान है जो कहता है कि आधार के अभाव में मतदाता के रूप में नामांकन के लिए कोई भी आवेदन तब तक खारिज नहीं किया जा सकता जब तक मतदाता चुनाव आयोग द्वारा निर्धारित वैकल्पिक दस्तावेज प्रदान करता है। उन्होंने कहा कि आधार को मतदाता पहचान पत्र से जोड़ने के इस कदम से फर्जी मतदान समाप्त हो जाएगा और मतदाता सूची विश्वसनीय हो जाएगी।

यह समझना ज़रूरी है कि इस बिल को जल्दबाजी में नहीं लाया गया है। वोटर आईडी को आधार से जोड़ने का यह मुद्दा लंबे समय से विभिन्न मंचों पर उठता रहा है। विपक्षी दलों, खासकर कांग्रेस ने पूर्व में मतदाता पहचान पत्र को आधार से जोड़ने की मांग की थी। ऐसा लगता है कि अब उनका रुख बदल गया है।

हक़ीक़त तो ये है कि अप्रैल 2018 में मध्य प्रदेश कांग्रेस ने तत्कालीन मुख्य चुनाव आयुक्त को पत्र लिखकर विधानसभा चुनाव से पहले फर्जी वोटिंग की जांच के लिए मतदाता सूची को आधार से जोड़ने की मांग की थी। राज्य कांग्रेस ने तब आरोप लगाया था कि लगभग हर निर्वाचन क्षेत्र में 30 से 40 हजार फर्जी मतदाता हैं और पूरे राज्य में तकरीबन 45 लाख ऐसे मतदाताओं के नाम सूची में है जिन्हें सत्यापित करने और जिनकी जांच करने की ज़रूरत है। इसी तरह 2019 में महाराष्ट्र में राष्ट्रवादी कांग्रेस पार्टी (NCP) ने फर्जी वोटिंग की जांच के लिए वोटर ID को आधार से जोड़ने का सुझाव दिया था और तत्कालीन मुख्यमंत्री और बीजेपी नेता देवेंद्र फडणवीस ने उस समय NCP के इस सुझाव से सहमति जताई थी।

हमारे चुनाव डाटा बेस के प्रबंधन में सबसे बड़ी समस्या है, एक ही व्यक्ति द्वारा कई चुनाव क्षेत्रों में वोटर के रूप में अपनी नाम पंजीकृत कराना। इसका एक कारण यह भी हो सकता है कि बहुत से मतदाता बार-बार अपना निवास स्थान बदलते हैं और अपने पिछले पंजीयन को हटाए बिना नई जगह पर अपना नाम पंजीकृत करवा लेते हैं। आधार से लिंक होने से कई जगहों पर एक ही मतदाता के सूची में नाम होने की समस्या को आसानी से हल किया जा सकता है। अगर एक बार वोटर आईडी को आधार से लिंक किया गया, तो जब भी वह कोई नए पंजीकरण के लिए वेदन करेगा तो इलेक्टोरल रोल डेटा सिस्टम मतदाता के पिछले पंजीयन के बारे में मतदाता पंजीकरण अधिकारियों को फौरन सतर्क कर देगा। इससे पूरे मतदाता सूची डेटा बेस को सुधारने में मदद मिलेगी और फर्जी मतदान को हमेशा, हमेशा के लिए खत्म किया जा सकेगा।

विपक्ष द्वारा निजता के अधिकारों के हनन को लेकर जो आशंकाएं जताई जा रही हैं, वे निराधार लगती हैं। मतदान केंद्र के अंदर एक मतदाता द्वारा डाला गया वोट हमेशा गुप्त रहता है। केंद्र और राज्य सरकारें आधार के ज़रिए पहले ही पूरे भारत में लाखों फर्जी राशन कार्डों को रद्द कराने में कामयाब हो चुकी हैं, और विभिन्न मदों में सब्सिडी हासिल करने वाले फर्जी लोगों के नाम हटाने के लिए भी आधार का इस्तेमाल किया गया है। आधार को वोटर आईडी से जोड़ने से किसी की निजता का हनन नहीं होगा। वहीं, दूसरी ओर फर्जी वोटिंग की समस्या पर एक झटके में अंकुश लग जाएगा।
