Processions on Ramnavami and Hindu New Year festivals were stoned in several cities of India this time. There seems to be some conspirators at work who want to foment communal violence.

On April 2, a Hindu New Year procession was stoned inside a Muslim locality in Karauli, Rajasthan, which led to stabbing and arson. This was followed by stoning of Ramnavami processions in Khargone, Madhya Pradesh and Anand, Gujarat on April 10. In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed how the moulvi of a dargah in Anand, executed a plot to stone a Ramnavami procession, by assigning tasks of collecting stones, arranging finance and bringing in outsiders. Gujarat Police has arrested nine persons after unravelling this conspiracy. Local Muslims were completely kept out of this conspiracy, so that the plot was not leaked out.

The inputs that were gathered by police were amazing. On April 10, Hindus took out a procession in Khambhat of Anand town, it was stoned and this soon led to arson. Several shops were burnt. Ramnavami processions used to be taken out in Anand every year peacefully, and Muslims used to welcome thse processions near the graveyard, but this time, there was a sinister plot at work.

The mastermind was Razzaq Hussain Patel alias Moulvi Ayub Malik, who had planned the stoning a week ago. The procession as taken out by Sri Ram Sena in Khanbhat by taking prior permission from authorities. Police investigation showed that Moulvi Razzaq along with his two associates planned a violent end to the procession. Those arrested told police that their aim was to strike fear in the minds of Hindus so that they would refrain from taking out procession in future.

Gujarat police said, Moulvi Razzaq was helped by Majid, Jamshed Zorawar Khan, Mustaqueem alias Moulvi Yunus Khan, Mohammed Sayeed and Matin Alti. Matin arranged finance, while Jamshed, Zorawar Khan and Moulvi Yunus Khan arranged to bring outsiders to stone the procession. The location of graveyard was identified, so that stones could be collected and stone throwers could escape easily, said Ajit Rajian, SP of Anand district. The plan was to foment communal violence across Gujarat.

India TV reporter Nirnay Kapoor went to Shakkarpur locality in Khambhat and visited the spot where the stoning took place on April 10. Moulvi Razzaq Hussain stays in the dargah built at the kabristan (graveyard). The plot was unravelled when Gujarat Police anti-terrorist squad arrested Jamshed Zorawar Khan, who admitted that youths were brought in from Bharuch and Ahmedabad to Anand a day before the violence. The stone throwers were paid money, and were promised legal assistance if they were caught, Anand SP said.

This was the first time that a Ramnavami procession was attacked in Anand, where Hindus and Muslims used to celebrate the festival peacefully. The aim this time was to strike a wedge between both communities, and the plotters succeeded to some extent, when Hindus who took part in the peaceful procession, ran for their lives when stoning began. Several shops were set on fire and one person died. It goes to the credit of Gujarat Police that it unravelled the conspiracy and arrested all accused within 72 hours.

But in Himmatnagar of Sabarkantha district, people are still living in fear. Police arrested 40 persons after violence took place in Himmatnagar during Ramnavami. Stones and petrol bombs were thrown on the devotees. Eight Vanzara families decided to leave their localities out of fear, but later agreed to stay after local officials promised them adequate security.

Gujarat Home Minister Harsh Sanghvi visited Sabarkantha on Tuesday and ordered local police to provide full protection to affected families. Describing the attack, one of the affected persons said, huge stones were rained on their houses and soon after petrol bombs were thrown leading to fire. He said, their houses remained intact because the roofs were built with galvanized iron beams. One of them said, a mob of nearly 500 people came from Chand Nagar.

In Khargone, Madhya Pradesh, several Hindu families have already joined an exodus from Muslim localities. Curfew is still in place since Ramnavami (April 10). MP police alleged that the rioters had collected stones in Talab Chowk locality and many of them were armed with lathis, knives, swords and guns. Police have obtained several videos which clearly identify the faces of rioters. At present, there is peace but there is still an undercurrent of tension between Hindus and Muslims.

Armed police have been deployed in large numbers and security has been beefed up. Local residents say, this is the third time, riots have taken place in the last ten years, and every time, riots take place during Hindu festivals. In 2015, Hindus returning after Ravan Dahan on Vijaydashami festival were stoned. There was communal violence in 2018, and this year, Ramnavami procession was stoned and shops were burnt. Hindu families are living in fear inside Muslim localities. Police officials are going through videos made by people who were cowering in fear inside their homes, when rioters not only stoned the procession but also homes belonging to Hindus.

Some rioters tried to break over the gates to enter homes, but failed. This was, by no means, a spontaneous violence, but was carefully planned in advance. The rioters were armed with petrol bombs and guns. The local SP was injured when a bullet hit his foot.

The injured SP told India TV how rioters threw petrol bombs when police started firing tear gas shells to disperse the mob. The presence of petrol bombs clearly points towards a carefully planned conspiracy. MP chief minister Shivraj Singh Chouhan has set up a Tribunal consisting of Retd Justice Shiv Kumar Mishra and former Secretary Prabhat Parashar, to assess the damage caused to private and public properties by rioters and submit a report within three months. The tribunal will also suggest measures to collect damages from rioters.

Till now, 16 houses and 34 shops belonging to rioters have been destroyed by local authorities by using bulldozers. Ninety five rioters have been jailed. When former CM and Congress leader Digvijaya Singh opposed the setting up of tribunal, MP Home Minister Narottam Mishra retorted by saying, “Digvijaya Singh has exposed the double character of Congress. On one hand, state Congress chief Kamal Nath has asked his workers to celebrate Ramnavami and Hanuman Jayanti, Digivijay Singh is supporting those who resorted to violence during these festivals. Our government will not desist from taking stringent measures against rioters”.

Meanwhile, the city Kazi of Bhopal Syed Mushtaq Ali Nadvi has advised Maulanas of all mosques in the city to install CCTV cameras to record all violent activities. He said this after meeting the state police chief. The Kazi said that cctv cameras installed outside mosques will clearly identify the miscreants, otherwise Muslims will have to face bulldozers on their houses.

Whatever happened in Khargone on Ramnavami festival was part of a well-planned conspiracy. The videos clearly identify the rioters, and on the basis of this identification, local administration used bulldozers on the houses of those who indulged in stoning and arson. This is now being wrongly propagated as a questionable act against Muslims on the part of government. Those making such allegations are doing a disservice to Muslim community. The rioters shot the SP of Khargone in his leg, shops and vehicles were burnt and all these were part of a pre-planned conspiracy. It is unfortunate that action taken by the government is now being politicized.

At least, rioters were arrested in Gujarat and Madhya Pradesh, but in Karauli, Rajasthan, the main conspirator, Matlub Ahmed is still undergound, and is yet to be arrested. There was stoning, arson and violence during Hindu New Year rally in Karauli on April 2. The rioters have been identified, but the main conspirator is still at large.

Karauli has now become a political hot spot for Congress, BJP and other political parties. On Wednesday, Rajasthan Police prevented BJP’s youth wing president Tejaswi Surya and state BJP chief Satish Punia from going to Karauli. The party had planned to take out a ‘Nyay Yatra’ in the town, but the state government refused to grant permission. BJP workers were stopped at Hindon, nearly 30 km away from Karauli. BJP leaders were taken into custody by police but were released soon afterwards.

BJP youth leader Tejaswi Surya lashed out at Rajasthan chief minister Ashok Gehlot by saying: “Is Karauli now in Pakistan? Should we apply for visa to visit Karauli?” State Minister Pratap Singh Khachriawas said, “there is no problem in allowing entry to Karauli, but the objective of this BJP procession was intended to cause more tension. Since there is now peace in Karauli, BJP leaders want to take out ‘Danga Yatra’ and not ‘Nyay Yatra’”.

Till now, Rajasthan police has arrested 23 persons, but the main accused is still underground. Seven Hindu families have left the Muslim locality where they were staying. Former Union Minister Rajyavardhan Singh Rathore said, Congress government imposes Section 144 to stop processions, but simultaneously orders 24 hour power supply in Muslim localities during Ramzan. He alleged that the Congress government was “working against Hindus in order to appease Muslims.” AIMIM chief Asaduddin Owaisi said, Gehlot government could have prevented violence in Kasauli had it wanted so, but now it should at least give compensation to those affected and punish the rioters. Owaisi was also stopped from entering Kasauli on Wednesday.

Most of the Hindus and Muslims want to live in peace in India. Nobody wants riots, violence or bloodshed, but there are elements in both communities, who are trying to spread hatred and inflame passions. They try to pit one community against other. This was a clear, uniform pattern that has been noticed in Gujarat, Madhya Pradesh and Rajasthan during festival days. It is not a coincidence that violence took place at a time when handlers sitting in Pakistan are trying to mount Hate India campaign on international and social media. Their sole aim is to level charges that Muslims are under attack in India, which obviously, is not the ground reality.

The female US Senator Ilhan Omar, who wears a hijab in America, projects herself as a self-styled crusader for Islam. She has tried to compare PM Modi with dictators like Augusto Pinochet of Chile. She did this at a time, when India’s External Affairs Minister and Defence Minister were in Washington and were busy in top-level 2+2 dialogue. It was because of such reactions on social media, that US Secretary of State Antony Blinken spoke about “human rights abuses’ in India.

People in India and abroad should realize the nefarious objectives of such forces, and must nip their conspiracies in the bud. All of us must ensure that both Hindus and Muslims should live in peace.

आज मैं यह बताना चाहता हूं कि कैसे पाकिस्तान की राजधानी इस्लामाबाद में बैठे लोगों ने मंगलवार को सोशल मीडिया के जरिए पूरी दुनिया में ‘हेट इंडिया’ कैंपेन चलाया। उनका एकलौता मकसद दुनियाभर में भारत को बदनाम करना था। इस्लामाबाद में इसकी प्लानिंग की गई, कराची और रावलपिंडी में नफरत की फैक्ट्रियों को सक्रिय कर दिया गया। सोशल मीडिया पर भारत की छवि खराब करने के लिए, मुल्क को बदनाम करने के लिए झूठ फैलाया कि भारत में मुसलमानों पर जुल्म हो रहा है, उनका कत्लेआम हो रहा है, उनकी आजादी छीनी जा रही है। यह झूठ फैलाया गया कि भारत में मस्जिदें तोड़ी जा रही है।

मैंने इंडिया टीवी के रिपोर्ट्स से उन स्रोतों की गहन जांच करने को कहा, जहां से ये झूठ फैलाया गया था। मामले की तहकीकात के बाद जो पहली बात पता चली उसके मुताबिक यह पहले से ही तय कर लिया गया था कि भारतीय समयानुसार शाम 5 बजे #IndianMuslimsGenocide को ट्रेंड कराना है। इसके तुरंत बाद सऊदी अरब, पाकिस्तान, नीदरलैंड, जर्मनी, इटली, मलेशिया और अन्य देशों में बैठे पाकिस्तानी एजेंटों ने प्रधानमंत्री नरेंद्र मोदी और भारत को बदनाम करने के लिए एक साथ हजारों ट्वीट किए।

ट्विटर पर मंगलवार को एक और हैशटैग #IndianMuslimsUnderAttack भी ट्रेंड कर रहा था। इस हैशटैग का इस्तेमाल करते हुए करीब डेढ़ लाख ट्वीट्स किए गए थे। इन ट्वीट्स को पाकिस्तान, टर्की और कुछ खाड़ी के देशों से ट्रेंड करवाया जा रहा था। एनालिटिक्स से पता चला कि 30 फीसदी ट्वीट्स पाकिस्तान से किए गए थे, जबकि सऊदी अरब 18.5 फीसदी ट्वीट्स के साथ दूसरे नंबर पर था। इनके बाद नीदरलैंड (8 फीसदी), यूएई (3.9 फीसदी), इटली (3.6 फीसदी), जर्मनी (3.05 फीसदी), कनाडा (2.09 फीसदी), ब्रिटेन (2.9 फीसदी) और अन्य देश (22.5 फीसदी) थे।

आइए, मैं आपको कुछ ट्वीट्स के बारे में बताता हूं। खुद को कराची का पत्रकार होने का दावा करने वाले किसी बाबर मलिक ने ट्विटर पर लिखा, ‘नए इज़राइल में आपका स्वागत है। जितना तुम हमें दबाओगे, हम उतने ही मजबूत होंगे। मुसलमानों को एकजुट होने और इस हिंदुत्व आतंकवाद के खिलाफ लड़ने का समय आ गया है।’ फर्जी वीडियो और तस्वीरों का इस्तेमाल करते हुए उसने यह भी लिखा: ‘भारत में मुसलमानों की दुकानें, उनके घर, यहां तक कि मस्जिदों को भी तोड़ा या जलाया जा रहा है। अब वे संगठन कहां हैं जो आतंकवाद और इस्लामोफोबिया को रोकने के दावे करते थे?’

रावलपिंडी के फरहान कुरैशी नाम के एक अन्य पाकिस्तानी यूजर ने #IndianMuslimsUnderAttack हैशटैग का इस्तेमाल करते हुए ट्वीट किया, ‘Endia is an animal farm।’ भारत (India) के लिए उसने Endia स्पेलिंग इस्तेमाल की थी। इस हैशटैग के तहत पाकिस्तानी हैंडल्स से भारत की आलोचना करने वाले हजारों ट्वीट किए गए, जो जल्द ही टॉप पर ट्रेंड करने लगे। इनमें से ज्यादातर ट्वीट हिंदू विरोधी, भारत विरोधी और भारत के प्रति नफरत से भरे थे। अधिकांश ट्वीट पाकिस्तान की राजधानी इस्लामाबाद और इसके आसपास के इलाकों (फेडरल कैपिटल टेरिटरी) से थे, जहां से लगभग 84 प्रतिशत पाकिस्तानियों ने भारत के खिलाफ जहर उगलते ट्वीट किए।

पाकिस्तान के बाद टर्की का नंबर आता है, जहां से हजारों भारत विरोधी ट्वीट किए गए। आखिर हाशमी नाम के एक ट्विटर यूजर ने अपने ट्वीट में आरोप लगाया कि भारत में मुसलमानों के धार्मिक स्थल अब सुरक्षित नहीं हैं। आखिर हाशमी भारतीय नहीं, बल्कि टर्की के नागरिक हैं जो इस्तांबुल में बैठकर हिंदुस्तान की छवि खराब कर रहा है। इस्तांबुल के ही एक अन्य यूजर ने लिखा कि भारत की मस्जिदों से लाउडस्पीकर उतारे जा रहे हैं और मुसलमानों पर जुल्म हो रहा है। जमीनी हकीकत बिल्कुल अलग है। भारत में किसी भी मस्जिद से लाउडस्पीकर नहीं हटाए गए। सबसे ज्यादा ट्वीट टर्की की राजधानी अंकारा और यहीं के एक अन्य शहर किरसेहिर से किए गए।

आप कहेंगे कि अगर कोई इस तरह के बकवास ट्वीट करता भी है कि तो इससे क्या फर्क पड़ता है? लेकिन मैं आपको बता दूं कि इस तरह की साजिश का बहुत असर होता है। ये ट्वीट भारत और अमेरिका के बीच वॉशिंगटन में 2+2 वार्ता समाप्त होने के तुरंत बाद आए, और अमेरिका के विदेश मंत्री एंटनी ब्लिंकन से ट्विटर के इन ट्रेंडिंग टॉपिक्स के आधार पर भारत में मानवाधिकार के मुद्दों के बारे में पूछा गया। ब्लिंकन ने एक प्रेस कॉन्फ्रेंस में कहा, ‘हम सरकार, पुलिस और जेल के कुछ अधिकारियों द्वारा मानवाधिकार हनन के मामलों में वृद्धि समेत भारत में हाल के कुछ चिंताजनक घटनाक्रम पर नजर रख रहे हैं।’ बहरहाल, उन्होंने इस बारे में विस्तार से जानकारी नहीं दी।

हकीकत यह है कि भारत में किसी भी मस्जिद से एक भी लाउडस्पीकर नहीं हटाया गया, लेकिन विदेश में बैठे ये लोग सच्चाई जाने बगैर ट्वीट कर देते हैं और जिन्हें हकीकत मालूम नहीं है, वे इस झूठ को ही सच मान लेते हैं। यह सब काफी सुनियोजित तरीके से किया जा रहा है। इसकी टाइमिंग दिखाती है कि कैसे भारत विरोधी ताकतें झूठ पर पनप रहे एक भरे-पूरे इकोसिस्टम की मदद से देश को बदनाम करने की कोशिश कर रही हैं। इसी के तहत विदेशी अखबारों और पत्रिकाओं में भारत के खिलाफ आर्टिकल और कॉलम लिखे जा रहे हैं।

इस काम के लिए अमेरिकी सांसदों का भी इस्तेमाल किया जा रहा है। उनमें से सबसे प्रमुख मिनेसोटा की सीनेटर इल्हान उमर हैं, जिन्होंने बायडेन-मोदी वर्चुअल समिट की पूर्व संध्या पर बायडेन प्रशासन से कहा कि वह भारत में मानवाधिकार कि रिकॉर्ड पर प्रधानमंत्री नरेंद्र मोदी के सामने अपनी बात और जोरदार तरीके से रखे।

भारत के खिलाफ प्रॉपेगैंडा में बढ़-चढ़कर हिस्सा लेने वाली इल्हान उमर ने हाउस फॉरेन रिलेशंस कमेटी के सामने गवाही देते हुए मोदी की तुलना चिली के तानाशाह ऑगस्टो पिनोशे से की। इल्हान उमर ने कहा, ‘मुझे लगता है कि पिछले शीत युद्ध में एक गहरी, नैतिक और रणनीतिक गलती थी, एक साझा दुश्मन होने के नाम पर क्रूर तानाशाहों को हमारा समर्थन। मैं इतिहास में हुए जुल्म की कहानी दोहराना नहीं चाहती। मुझे चिंता इस बात की है कि इस बार हम मोदी को अपना नया पिनोशे बनने देना चाहते हैं…मैं पूछती हूं कि भारत में मोदी का क्या? मोदी को सपोर्ट करके हम ओपन और फ्री रीजन को कैसे प्रमोट कर सकते हैं? मैं आपसे पूछना चाहती हूं कि बायडेन प्रशासन मानवाधिकार के मुद्दे पर मोदी सरकार की आलोचना करने से हिचकता क्यों है? मैं आपसे पूछना चाहती हूं कि आखिर मोदी सरकार मुसलमानों पर कितना अत्याचार करेगी जिसके बाद हम उसकी आलोचना करेंगे?’

इल्हान उमर ने अपनी टिप्पणी में ‘नरसंहार’ (Genocide) शब्द का भी इस्तेमाल किया, और यह जल्द ही सोशल मीडिया पर #IndianMuslimsGenocide के रूप में ट्रेंड करने लगा। यह सब अपने आप नहीं हुआ था। इस हैशटैग को ट्रेंड करने के लिए बकायदा मुहिल चलाई गई थी। कई वेरिफाइड ट्विटर एकाउंट से एक फोटो पोस्ट की गई जिसमें लिखा गया था कि ‘#IndianMuslimsGenocideAlert हैशटैग को ट्विटर पर जमकर ट्रेंड कराया जाए।’

भारत में यह शाम 5 बजे ट्रेंड करने लगा, जबकि अमेरिका में यह 6.30 बजे CST और 7.30 बजे EST (अमेरिकी समय) पर ट्रेंड करने लगा। जल्द ही यह कनाडा और अमेरिका सहित उत्तरी अमेरिकी महाद्वीप में ट्रेंड करने लगा। 2 साल पहले भारत में सीएए विरोधी आंदोलन शुरू होने पर भी इसी तरह का कैंपेन चलाया गया था। बीजेपी सोशल मीडिया आईटी सेल के प्रभारी अमित मालवीय ने कहा कि यह पहला मौका नहीं है जब ‘हेट इंडिया कैंपेन’ चलाया गया है।

पिछले हफ्ते, भारत के सूचना और प्रसारण मंत्रालय ने 36 ऐसे YouTube चैनलों को ब्लॉक कर दिया था, जो भारत और मोदी के बारे में फर्जी खबरें फैला रहे थे। इनमें 28 भारतीय और 8 पाकिस्तानी YouTube चैनल थे। ये चैनल भारत के खिलाफ नफरत फैला रहे थे और प्रधानमंत्री मोदी के बारे में फर्जी खबरें चला रहे थे। इन चैनलों ने ‘भारत ने फिलिस्तीन पर हमला किया’, ‘भारत में मुसलमानों की संपत्ति जब्त की जा रही है’ जैसे झूठ परोसे थे। इन YouTube चैनलों पर चली फेक न्यूज को कुल 147 करोड़ व्यूज मिले थे।

इन चैनलों का असल मकसद अंतरराष्ट्रीय स्तर पर भारत की छवि को खराब करना है। एक तरफ इस्लामाबाद और रावलपिंडी में बैठे पाकिस्तानी आका भारत विरोधी अभियान तेज कर रहे हैं तो दूसरी तरफ उनके नए प्रधानमंत्री शहबाज शरीफ भारत की तरफ दोस्ती का हाथ बढ़ा रहे हैं। अगर दोस्ती निभाने का यही अंदाज है तो पाकिस्तान से दोस्ती करने के बजाय दुश्मनी अच्छी रहेगी।

ये वही भारत विरोधी ताकतें हैं जो मोदी का विरोध करने की आड़ में देश में ‘टुकड़े-टुकड़े’ गैंग को बढ़ावा देती हैं, और हिंदुओं और मुसलमानों के बीच तनाव पैदा करती हैं। यह एक सोची समझी साजिश है और हम सबको सावधान रहने की जरूरत है।

Today I want to reveal how people sitting in Islamabad, Pakistan, mounted a malicious worldwide Hate India campaign on Tuesday through social media. Their only aim was to defame India across the world. The planning was done in Islamabad, and hate factories in Karachi and Rawalpindi were activated. The lie was spread that Muslims in India are facing atrocities and massacres, and that they are being deprived of their basic rights. Lies were spread about mosques being demolished in India.

I asked India TV reporters to thoroughly investigate the sources from where these lies were disseminated. The first fact that emerged was that a timeline of 5 pm IST was fixed to make a hashtag #IndianMuslimsGenocide popular and trending within minutes on Twitter. Soon afterwards, Pakistani agents sitting in Saudi Arabia, Pakistan, Netherlands, Germany, Italy, Malaysia and other countries posted thousands of tweets defaming Prime Minister Narendra Modi and India.

There was another hashtag #IndianMuslimsUnderAttack that was trending too. Nearly 1.5 lakh tweets were posted on this hashtag. This was being controlled from Pakistan, Turkey and some Gulf countries. Analytics showed 30 pc of the tweets were from Pakistan, Saudi Arabia came second with 18.5 pc, followed by Netherlands (8 pc), UAE (3.9 pc), Italy (3.6 pc), Germany(3.05 pc), Canada (2.09 pc), Britain (2.9 pc) and other countries (22.5 pc).

Let me go through some of the tweets. One Babar Malik, claiming to be a journalist from Karachi, wrote on Twitter “Welcome to new Israel. The more you suppress us, the stronger we will be. Muslims it’s time to unite and fight against this Hindutva terrorism”. Using fake videos and stills, he also wrote: “In India, the shops of Muslims, their houses, even mosques are being demolished or burnt. Now where are those organisations today who used to make claims to stop terrorism and Islamophobia?”

Another Pakistani user named Farhan Qureshi from Rawalpindi used the hashtag #IndianMuslimsUnderAttack and tweeted “Endia is an animal farm”. His spelling for India was Endia. There were thousands of tweets from Pakistani handles lashing out at India under this hashtag , which soon started trending on top. Most of these tweets were anti-Hindu, anti-Indian and full of hatred towards India. Most of the tweets were from places near Islamabad, the Federal Capital Territory of Pakistan, from where nearly 84 per cent Pakistanis tweeted Hate India comments.

Next came Turkey, from were thousands of anti-India tweets were posted. A Twitter user named Aakhir Hashmi alleged in his tweet that Muslim religious shrines in India are no more safe. Aakhir Hashmi is not an Indian, but a Turkish national, sitting in Istanbul. Another user from Istanbul wrote alleging, loudspeakers from Indian mosques are being removed and Muslims are being subjected to atrocities. The ground reality is completely different. No loudspeaker was removed from any mosque in India. More tweets came from Turkish capital Ankara and another Turkish city Kirsehir.

One might ask, what’s the use of all these rubbish tweets? The ground reality is a bit different. These tweets came soon after the 2+2 dialogue between India and the US ended in Washington, and US Secretary of State Antony Blinken was asked about human rights issues in India, based on these trending topics. Blinken told a press conference, “We are monitoring some recent concerning developments in India, including a rise in human rights abuses by some government, police and prison officials”. He did not elaborate, nor did he provide any details about such abuses.

The fact is that not a single loudspeaker was removed from any mosque in India, but people living outside India are peddling untruths, which other believe to be true. All this is being done in a well-coordinated manner. The timing shows how anti-Indian forces are trying to discredit India, with a full-fledged ecosystem thriving on lies. Articles and columns against India are being written in foreign newspapers and magazines.

American members of Parliament are also being used for this purpose. The most prominent among them is Ilhan Omar, the Senator from Minnesota, who, on the eve of Biden-Modi virtual summit, asked the Biden administration to do more to confront Prime Minister Narendra Modi about India’s human rights record.

A known India baiter, Ilhan Omar, while testifying before the House Foreign Relations Committee, compared Modi with the Chilean dictator Augusto Pinochet. Ilhan Omar said, “One of the things I think was a profound, moral and strategic mistake in the last Cold War was our support for brutal dictators in the name of having a common enemy…. I do not want to repeat those historical injustices. What worries me is that this time we seem willing to let Modi be our new Pinochet…I ask what about Mod in India? How are we promoting a free and open region by supporting Modi? So, I ask you, why has the Biden administration been so reluctant to criticize Modi’s government on human rights?…..What does Modi need to do to India’s Muslim population before we will stop considering them a partner in peace?”

Ilhan Omar even used the word “genocide” in her remarks, and this soon trended on social media as #IndianMuslimsGenocide. All this was not spontaneous. There was a carefully coordinated campaign behind this attack. From several verified Twitter handles, a picture was posted asking users to “Storm Twitter with hashtag #IndianMuslimsGenocideAlert “.

In India it started trending at 5 pm, while in the US, it began trending at 6.30 am CST and 7.30 am EST (American time). Soon it started trending in the North American continent, including Canada and the US. A similar campaign was mounted when the anti-CAA movement was launched in India two years ago. BJP social media IT cell in-charge Amit Malviya says, this is not the first time when Hate India campaign was launched.

Last week, India’s Information & Broadcasting Ministry blocked 36 YouTube channels, which were peddling fake news about India and Modi. There were 28 Indian and eight Pakistani YouTube channels. These channels were spreading hate against India and fake news about Prime Minister Modi. Some examples of lies peddled by these channels include, ‘India has attacked Palestine’, ‘Properties of Muslims are being seized in India’. Some of these YouTube channels garnered 147 crore views.

The main aim of these channels is to tarnish India’s image on international level. On one hand, Pakistani handlers sitting in Islamabad and Rawalpindi are mounting anti-India campaign, and on the other hand, their new Prime Minister Shehbaz Sharif is offering a hand of friendship towards India. If this is the style of offering friendship, it would be better to have enmity rather than friendship with Pakistan.

These are anti-Indian forces who encourage the ‘tukde, tukde’ gangs inside India in the guise of opposing Modi, and are creating tension between Hindus and Muslims. It is a carefully planned conspiracy, and we in India need to be careful.

प्रधानमंत्री नरेन्द्र मोदी और अमेरिकी राष्ट्रपति जो बायडेन के बीच सोमवार को वर्चुअल मीटिंग हुई । इस मीटिंग में राष्ट्रपति बायडेन ने भारत के साथ आर्थिक, सामरिक और सामजिक रिश्तों को और मजबूत करने पर जोर दिया। वहीं दोनों देशों के विदेश और रक्षामंत्रियों के बीच भी बैठक हुई। दोनों देशों के नेताओं के बीच रूस-यूक्रेन युद्ध के मुद्दे पर खुले तौर पर बातचीत हुई। इस मीटिंग के बाद अमेरिकी अधिकारी ने कहा- ‘हम भारत को यह नहीं बताने जा रहे हैं कि क्या करना है’ (यूक्रेन मसले पर)। अधिकारी ने आगे कहा, अगर भारत ‘चीन और रूस के बीच घनिष्ठ संबंधों’ को देखता है तो ‘यह साफ तौर पर उसकी सोच को प्रभावित करेगा। ‘

इस वर्चुअल मीटिंग के दौरान प्रधानमंत्री मोदी ने बायडेन से कहा कि उन्होंने रूस-यूक्रेन संकट को हल करने के लिए दोनों देशों के राष्ट्रपतियों के बीच सीधी बातचीत का सुझाव दिया था। मोदी ने अमेरिका के राष्ट्रपति से कहा कि उन्हें यूक्रेन की मौजूदा स्थिति ‘बहुत चिंताजनक’ लगी। उन्होंने राष्ट्रपति बाइडेन से कहा-‘हाल में यूक्रेन के बूचा शहर में निर्दोष लोगों की हत्या बेहद चिंताजनक है। बूचा में जो हुआ उसकी हमने तुरंत निंदा की और मामले की निष्पक्ष जांच की मांग की। मोदी ने कहा कि भारत यूक्रेन के लोगों की परेशानी को समझता है और मानवीय मदद के तौर पर उनके लिए खाना और दवाएं भेज रहा है। मोदी ने कहा, उन्हें अभी भी उम्मीद है कि रूस और यूक्रेन के बीच चल रही बातचीत से शांति का रास्ता निकल आएगा।

दोनों नेताओं की वर्चुअल मीटिंग के बाद व्हाइट हाउस के प्रवक्ता से जब यह पूछा गया कि क्या राष्ट्रपति बायडेन ने इस मामले में भारत को ‘एक ठोस रुख लेने के लिए कहा’, जवाब में कहा गया-‘भारत अपना फैसला खुद लेने जा रहा है… हाल के दिनों में भारत की ओर से कुछ अच्छे बयान आए हैं, नागरिकों की हत्या की निंदा करनेवाले बयान हों या फिर मामले की स्वतंत्र और निष्पक्ष करने का आह्वान। भारत यूक्रेन को दवा और अन्य मानवीय राहत सामग्री भी उपलब्ध करा रहा है.. मेरा मानना है कि भारत अपने फैसले खुद लेगा, लेकिन हम चर्चा जारी रखेंगे।’

चीन पर व्हाइट हाउस के अधिकारी ने कहा, ‘..हम जानते हैं कि रूस और चीन के बीच संबंधों को लेकर भारत चिंतित है। निश्चित तौर पर भारत वास्तविक नियंत्रण रेखा के आसपास बहुत तनावपूर्ण हालात का सामना कर रहा है। और जब भारत रूस और चीन के बीच घनिष्ठ संबंधों को देख रहा है, तो यह सौफ तौर पर उसकी सोच को प्रभावित करने वाला है। ‘

राष्ट्रपति बायडेन और पीएम मोदी के बीच वर्चुअल मीटिंग के बाद भारत के विदेश मंत्री एस जयशंकर और रक्षा मंत्री राजनाथ सिंह के साथ बायडेन की मुलाकात हुई , जिसमें अमेरिकी विदेश मंत्री और रक्षा सचिव भी शामिल हुए। इस बैठक के बाद अमेरिका के विदेश मंत्री एंटनी ब्लिंकन ने कहा, यह महत्वपूर्ण है कि ‘सभी देश इस युद्ध को खत्म करने के लिए पुतिन पर दबाव डालें , साथ ही यह भी महत्वपूर्ण है कि सभी लोकतांत्रिक देश एक साथ खड़े हों और हमारे साझा मूल्यों की रक्षा के लिए एक आवाज़ में बोलें।’

वर्चुअल मीटिंग में बायडेन ने पीएम मोदी से कहा कि रूस से ज्यादा तेल खरीदना भारत के हित में नहीं होगा और यह यूक्रेन युद्ध को लेकर अमेरिका द्वारा उठाए गए कदमों को बाधित करेगा । लेकिन भारत के विदेश मंत्री एस. जयशंकर ने बाद में रिपोर्टर्स से कहा कि जहां तक रूस से तेल खरीदने का सवाल है, अमेरिका को यूरोप की तरफ देखना चाहिए न कि भारत की ओर। उन्होंने कहा- ‘ यूरोप एक दोपहर में रूस से जितना तेल खरीदता है, भारत एक महीने में उससे कम रूसी तेल खरीदता है। ‘

भारत-चीन मुद्दे पर अमेरिका के रक्षा सचिव लॉयड ऑस्टिन ने रक्षा मंत्री राजनाथ सिंह से कहा कि भारत अपनी संप्रभुता की रक्षा के समय अमेरिका को अपने साथ खड़ा पायेगा। ऑस्टिन ने कहा कि चीन पूरे इंडो-पेसेफिक क्षेत्र में समस्या पैदा कर रहा है, वह भारतीय सीमा पर दोहरे उपयोग वाले बुनियादी ढांचे का निर्माण कर रहा है, तो दक्षिण चीन सागर में गैरकानूनी दावे कर रहा है। राजनाथ सिंह ने अमेरिकी कंपनियों से अपील की कि वो भारत में रक्षा उत्पादों के निर्माण के लिए उद्योग लगाएं ।

अमेरिका चीन के मुद्दे को द्विपक्षीय वार्ता में इसलिए उठा रहा है क्योंकि वह भारत को यह बताने की कोशिश कर रहा है कि रूस और चीन अब साथ-साथ है। भारत अब रूस की बजाए अमेरिका पर यकीन करे क्योंकि अब दुनिया के पावर इक्वेशन (शक्ति समीकरण) बदल चुके हैं। यह बात सही भी है कि अब वक्त बदल चुका है, दुनिया बदल चुकी है और तमाम देशों के आपसी समीकरण भी बदल चुके हैं। अब भारत अपनी बात अन्तरराष्ट्रीय मंचों पर मजबूती से रखने लगा है।

रूस द्वारा यूक्रेन पर हमले के बाद पिछले दो महीनों में जो घटनाक्रम हुए हैं उन पर ध्यान देना जरूरी है। अमेरिकी राष्ट्रपति जो बाइडेन ने मोदी से जो वर्चुअल मीटिंग की, उसकी अपनी एक पृष्ठभूमि है। वाशिंगटन में राजनाथ सिंह और एस जयंशकर की अमेरिकी रक्षामंत्री और विदेश मंत्री से मीटिंग हुई। इससे पहले पुतिन ने मोदी से फोन पर बात की। रूस के विदेश मंत्री को भारत भेजा। यूक्रेन के राष्ट्रपति जेलेन्सकी ने मोदी से फोन पर बात करके युद्ध रोकने की पहल करने की अपील की। ब्रिटेन, फ्रांस, जर्मनी, आस्ट्रेलिया, ऑस्ट्रिया, जापाल और खुद चीन ने अपने बड़े नेताओं को भारत भेजा और यूक्रेन संकट पर बात की तथा भारत से मध्यस्थता की अपील की।

भारत एक जिम्मेदार वर्ल्ड पावर के नाते यूक्रेन संकट को खत्म करने के लिए अपनी तरफ से पूरा प्रयास कर रहा है। यूक्रेन युद्ध के कारण कई देशों में खाद्य संकट पैदा हुआ है और भारत ने अनाज के निर्यात का फैसला किया है। वहीं भारत घरेलू तेल की कीमतों पर काबू में रखने के लिए रूस और अन्य देशों से तेल का आयात कर रहा है। प्रधानमंत्री नरेंद्र मोदी का रुख बिल्कुल साफ है – भारत अंतरराष्ट्रीय मसलों पर अपना रुख तय करते समय अपने हितों को सर्वोपरि रखेगा। साथ ही भारत यूक्रेन युद्ध का जल्द से जल्द अंत भी चाहता है।

In a significant virtual summit between Indian Prime Minister Narendra Modi and US President Joe Biden, joined by foreign and defence ministers of both countries, on Monday, both the leaders had “a candid exchange of views” on the Russia-Ukraine war. After the meeting, US officials said, “we are not going to tell India what to do (on Ukraine)”, but added, if India sees “tight links between China and Russia”, it will “obviously impact their thinking”.

During the virtual meeting, Prime Minister Modi told Biden that he had suggested direct talks between the Russian and Ukrainian presidents to resolve the crisis. Modi told the US President that he found the present situation in Ukraine “very worrying”. He told President Biden, “recently the news of killings of innocent civilians in Ukraine’s Bucha city was very worrying. We immediately condemned it and demanded a fair investigation. ..We have placed importance on the safety of the civilian population in Ukraine and the uninterrupted supply of humanitarian aid to them”. Modi said, he still hoped “ongoing talks between Russia and Ukraine will pave the way for peace.”

After the meeting, at the White House briefing, the spokesperson was asked whether President Biden “pushed for India to take a side”, the reply was, “India is going to make its own judgements…In recent days, India made some pretty strong statements in New York condemning the killing of civilians, supporting calls for an independent investigation. India is also providing humanitarian relief material to Ukraine including medicine and other supplies. …I think India will make its own decisions, but we are going to continue the discussions.”

On China, the White House official said, “..we know that India has concerns about the links between Russia and China. India, of course, is facing a very tense situation along the Line of Actual Control. And when India sees the tight links between Russia and China, that’s obviously going to impact their thinking”.

The virtual meeting between President Biden and PM Modi was followed by an in-person meeting with Indian External Affairs Minister S. Jayashankar and Defence Minister Rajnath Singh, joined by US Secretary of State and Defense Secretary. After the meeting Secretary of State Antony Blinken said, it was important that “all countries, especially those with leverage, press Putin to end the war, and it’s also important that democracies stand together and speak with one voice to defend the values that we share.”

At the virtual meeting, Biden told PM Modi that buying more oil from Russia was not in India’s interest and could hamper the American response to the Ukrainian war. Indian Minister of External Affairs S. Jayashankar later told reporters that the US focus should be on Europe and not in India, as far as buying oil from Russia is concerned. “Probably our total purchases for the month would be less than what Europe does in an afternoon”, he said.

On the India-China issue, US Defense Secretary Lloyd Austin told Defence Minister Rajnath Singh that America will continue to stand alongside India “as you defend your sovereign interest. China is eroding the security of the Indo-Pacific region from its contruction of dual-use infrastructure along Indian border to its unlawful claims in the South China Sea.” On his part, Rajnath Singh invited American companies to invest in setting up industries to manufacture defence products in India.

The US is raising the issue of China in bilateral talks because it wants to convey the message that both Russia and China have now joined hands, and it was in India’s interest to support the US on the Ukraine-Russia war issue. Power equation among superpowers have changed and along with this has changed the international foreign relations scenario. Equations between different countries have changed substantially and India has now started to express its opinion on international issues forcefully.

We should take into account the developments that have taken place in Europe during the last two months, after Russia attacked Ukraine. This virtual meeting between Modi and Biden has taken place in the context of India holding meetings with leaders from Russia, Ukraine, Germany, UK, France, Japan and Australia. Russian President Putin was the first to speak to Modi and he sent his Foreign Minister to Delhi. The Chinese Foreign Minister also paid a sudden visit to India. Ukrainian President Zelenskyy appealed to Modi to mediate and bring an end to the war that has been going on for nearly two months.

India, as a responsible world power, is trying its best to bring about cessation of hostilities in Ukraine. At the same time, it has decided to increase export of wheat to countries which are facing food shortage due to the Ukraine war. On its part, India is trying to keep a leash on domestic oil prices by importing it from Russia and other countries. Prime Minister Modi’s stand is quite clear: India will keep its own interests paramount while deciding its stand on international issues. At the same time, India wants an early end to the war in Ukraine.

Indo-Pacific region issues and matters relating to strategic and mutual economic interests. President Biden stressed on strengthening economic, strategic and social relationships between the US and India and mentioned how both the countries co-operate during the fight against Covid pandemic.

राजस्थान के करौली शहर में हिंदू नववर्ष के मौके पर हिंदुओं ने 2 अप्रैल को एक बाइक रैली निकाली थी। उनका जुलूस आगे बढ़ ही रहा था कि इसी दौरान भीड़ ने पथराव और आगजनी कर दी, और बाद में दंगा होने लगा। करौली शहर को हिलाकर रख देने वाली इस घटना ने अब एक दिलचस्प मोड़ ले लिया है। राजस्थान के DGP एमएल लाठर ने दंगाइयों और स्थानीय कांग्रेस पार्षद मतलूब अहमद को क्लीन चिट देने की कोशिश करते हुए कहा कि यह घटना हिंदू नौजवानों द्वारा भड़काऊ नारे लगाने का नतीजा थी। उन्होंने कहा, ‘उस दिन जो कुछ भी हुआ वह हिंदू संगठनों की वजह से हुआ। उनके भड़काऊ नारे लगाने के बाद हिंसा भड़की।’

डीजीपी लाठर ने यह भी आरोप लगाया कि हिंदू संगठनों ने मुसलमानों के इलाके से गुजरते हुए बगैर इजाजत डीजे बजाया था। उन्होंने कहा कि इसकी वजह से स्थानीय लोगों ने पत्थरबाजी शुरू कर दी। डीजीपी ने अपने बयान में यह भी कहा कि जो हुआ था वह ‘ऐक्शन का रिऐक्शन’ था।

डीजीपी गलतबयानी कर रहे हैं। पुलिस द्वारा दर्ज की गई FIR में साफ लिखा है कि उसने बाइक रैली की इजाजत देने से पहले रूट की जांच की थी और पुलिस की गाड़ियां बाइक रैली के आगे-आगे चल रही थीं। FIR में लिखा है कि पुलिसवाले शांति के साथ निकल रही बाइक रैली की वीडियो रिकॉर्डिंग कर रहे थे। इस दौरान किसी तरह की भड़काऊ बातें नहीं कही गई थीं, ‘वंदे मातरम’ और ‘भारत माता की जय’ के नारे लग रहे थे। जुलूस में शामिल कुछ लोग ‘जय श्री राम’ के नारे भी लगा रहे थे। पुलिस की तरफ से दर्ज FIR में लिखा है कि शाम के 4 बजे करीब 200 बाइक सवारों ने रैली की शुरुआत की थी और आगे-आगे एक पिकअप गाड़ी में डीजे बज रहा था।

शाम करीब 5 बजे के आसपास बाइक रैली हडवाड़ा बाजार में स्थित मस्जिद के पास पहुंची, तो अचानक इलाके के पार्षद मतलूब अहमद के घर की छत से पत्थर चलने लगे। कुछ देर बाद ही आसपास के मकानों से पत्थरबाजी शुरू हो गई। पुलिस की FIR के मुताबिक, इसी दौरान मस्जिद के आसपास के घरों की छतों से भी अंधाधुंध पथराव शुरू हो गया, जिसके बाद रैली में शामिल लोगों में भगदड़ मच गई। जिम सेंटर और आसपास के घरों से 100-150 की संख्या में लोग हाथों में लाठी-डंडे लेकर निकले, और पूरी प्लानिंग के साथ रैली में शामिल लोगों पर जानलेवा हमला किया, उनके साथ मारपीट की।

इससे पता चलता है कि या तो DGP ने अपनी पुलिस द्वारा दर्ज की गई FIR नहीं पढ़ी या वह गलतबयानी कर रहे थे। उन्होंने सत्ताधारी पार्टी के पार्षद मतलूब अहमद को क्लीन चिट देने की कोशिश की। DGP ने कहा कि मतलूब अहमद को पुलिस ने इलाके में व्यवस्था की बहाली में मदद करने के लिए बुलाया था। अब सवाल यह उठता है कि अगर पुलिस ने मतलूब को शांति बहाल करने में मदद के लिए बुलाया था, तो FIR में उसका नाम आरोपी के तौर पर क्यों लिखा गया है? पुलिस मतलूब को क्यों खोज रही है?

हमारे जयपुर संवाददाता मनीष भट्टाचार्य ने 3 दिन पहले एक रिपोर्ट भेजी थी, जिसमें दिखाया गया था कि करौली में मतलूब और उसके आसपास के घरों की छतों पर किस तरह से पत्थर इक्कठा करके रखे गए थे। क्या लोगों को पहले से मालूम था कि हिंदू संगठनों का जुलूस निकलेगा जिसमें वे भड़काऊ नारे लगाएंगे, उसके बाद पत्थरबाजी और आगजनी करनी पड़ेगी?

DGP गुमराह कर रहे हैं। मतलूब दंगाई भीड़ का नेतृत्व कर रहा था और यह शुक्रवार को सामने आए एक वीडियो में साफ नजर आ रहा है। वीडियो में सभी दंगाइयों के चेहरे साफ-साफ दिख रहे हैं और उनको कांग्रेस पार्षद मतलूब अहमद लीड कर रहा था। वह बाकी के दंगाइयों को फोन पर ऑर्डर दे रहा था और उन्हें हिंसा के लिए उकसा रहा था। वीडियो में भीड़ हाथों में लाठियां और हथियार लेकर दुकानों, घरों और गाड़ियों में तोड़फोड़ करती दिखाई दे रही है। FIR में नामजद 4 मुख्य आरोपियों को इस वीडियो में देखा जा सकता है। मतलूब अहमद इन सबको लीड कर रहा था जो पिछले एक हफ्ते से फरार है।

वीडियो में मतलूब का भाई मुश्ताक पुलिस के साथ उलझते हुए आ रहा है। इस दौरान एक अन्य आरोपी फहीम और उसका भाई अंशी भी उसके साथ नजर आ रहा है। 2 अप्रैल को हिंदू संगठनों की बाइक रैली करौली के हाथीघटा से शुरू होकर गुलाब बाग सर्कल, हिंडौन गेट, फूटाकोट होते हुए हडवाड़ा बाजार पहुंची थी। यह शहर का घना इलाका है। पुलिस ने FIR में जो लिखा, वही बात स्थानीय लोग भी कह रहे हैं। वे बता रहे हैं कि मतलूब अहमद के घर से पत्थर चले। मस्जिद की छत से भी पत्थरबाजी हुई। दंगाई तलवारों और लाठियों से लैस थे।

हिंसा में घायल हुए लोगों में शामिल केशवदास शर्मा ने कहा कि उन्हें दुख इस बात का है कि जो मुस्लिम उनके दोस्त थे, जो उनके बचपन के साथी थे, उन्ही लोगों ने हमला किया और उनमें मतलूब भी शामिल था। घटना में 10वीं में पढ़ने वाला अंशु भी घायल हुआ था। बाइक रैली में गए अंशु का एक हाथ बुरी तरह टूट गया है। अंशु ने बताया कि उस पर उन लड़कों ने ही हमला किया, जो उसके साथ स्कूल में पढ़ते हैं। जिस जगह पर पथराव और हिंसा हुई, वहां एक तरफ मस्जिद है और दूसरी तरफ मंदिर को रास्ता जाता है। मंदिर से सटी दुकानें हिंदुओं की हैं, और इस इलाके के दुकानदार अब दहशत में हैं। बीजेपी ने करौली हिंसा की न्यायिक जांच की मांग की है।

कांग्रेस सरकार ने शुक्रवार को गृह सचिव कैलाश चंद्र मीणा को जांच कर 15 दिन के भीतर अपनी रिपोर्ट सौंपने का आदेश दिया है। इस बीच, विधानसभा में भारतीय जनता पार्टी के उपनेता राजेंद्र राठौर के नेतृत्व में एक 7 सदस्यीय समिति ने 2 दिन करौली के हिंसा प्रभावित इलाकों का दौरा करके एक रिपोर्ट पहले ही तैयार की है। राजस्थान बीजेपी के अध्यक्ष सतीश पुनिया ने शुक्रवार को दिल्ली में पार्टी नेताओं को यह रिपोर्ट सौंपी।

रिपोर्ट में कहा गया है कि पहले से प्लान किया गया यह दंगा पुलिस की लापरवाही के कारण हुआ। रिपोर्ट में यह भी कहा गया है कि दंगों से एक दिन पहले 1 अप्रैल को कुछ स्थानीय मुस्लिम नेताओं ने बाइक रैली रोकने की बात कही थी, और रैली निकालने पर नतीजे भुगतने की धमकी दी थी, लेकिन पुलिस ने कोई एहतियाती कदम नहीं उठाया। बीजेपी की जांच समिति की रिपोर्ट में पीपुल्स फ्रंट ऑफ इंडिया द्वारा मुख्यमंत्री और पुलिस महानिदेशक को लिखी गई एक चिट्ठी का भी जिक्र है।

बीजेपी की रिपोर्ट में कहा गया है कि जिस दिंन दंगा हुआ उस दिन इस इलाके में मुसलमानों के ऑटोरिक्शा, रिक्शा और ठेले सड़कों से नदारद थे, और दुकानें बंद थीं। इससे यह संदेह होता है कि क्या किसी समुदाय विशेष के लोगों को दंगों के बारे में पहले से पता था। कांग्रेस नेता सचिन पायलट ने निष्पक्ष जांच का वादा किया और कहा कि दोषियों को बख्शा नहीं जाएगा। बीजेपी सांसद किरोड़ी लाल मीणा ने शुक्रवार को करौली शहर का दौरा किया, दंगा पीड़ितों से मुलाकात की और आरोप लगाया कि कांग्रेस सरकार अपने पार्षद मतलूब अहमद को बचाने की कोशिश कर रही है।

मैं डीजीपी लाठर के बयानों से हैरान हूं। ऐसे समय में जब जांच चल रही है, सूबे के पुलिस चीफ नतीजा कैसे बता सकते हैं? वह कैसे कह सकते हैं कि दंगे भड़काऊ नारों की वजह से भड़के? जिस आदमी को पुलिस खोज रही है, उसे पुलिस चीफ बेगुनाह कैसे कह सकता है? डीजीपी ने जो कहा उस पर सवाल बहुत सारे हैं।

अगर हिंसा हिन्दू संगठनों की नारेबाजी से भड़की, माहौल नारेबाजी से खराब हुआ तो PFI ने 2 दिन पहले लिखी चिट्ठी में जुलूस की इजाजत को रद्द करने की मांग क्यों की थी? PFI ने सरकार को पहले ही चिट्ठी लिखकर हिंसा की आशंका कैसे जता दी थी? अगर हिन्दू संगठनों को बाइक रैली में डीजे बजाने की इजाजत नहीं थी, तो फिर जुलूस के साथ चल रहे पुलिस अफसरों ने डीजे लेकर चल रही गाड़ी को रोका क्यों नहीं?

अगर पुलिस ने मतलूब को मदद के लिए बुलाया, तो उसे आरोपी क्यों बना दिया, और वह अचानक अंडरग्राउंड क्यों हो गया? मुझे लगता है कि DGP जैसे बड़े पद पर बैठे अफसर को दंगों पर बयान देते हुए बहुत सोच-समझकर बोलना चाहिए, क्योंकि उनकी बातों का गंभीर असर होता है। समाज में नफरत पैदा करने वाले, माहौल को खराब करने वाले लोगों का मजहब से कोई लेना-देना नहीं होता।

The violence that shook the town of Karauli in Rajasthan on April 2, when a mob stoned a bike rally taken out by Hindus during Hindu New Year celebrations and then indulged in arson and riots, has now taken an interesting turn. The Director General of Rajasthan Police M L Lather sought to give rioters a clean chit to local Congress councillor Matloob Ahmed, by saying that the incident was provoked by Hindu youths shouting inflammatory slogans. “Whatever happened on that day was due to Hindu outfits who shouted provocative slogans leading to violence”, he said.

The DGP also alleged that the Hindu outfit started playing DJ music without seeking prior permission, while passing through a Muslim locality. This, he said, led to stoning from local residents. The DGP also remarked this was a reaction to an action that had taken place.

The DGP is misleading. The FIR filed by police clearly states that police had checked the route of the bike rally, before granting permission, there were police vehicles leading the bike rally, and policemen were video recording the peaceful bike rally. There were no provocative slogans except ‘Vande Mataram’ and ‘Bharat Mata Ki Jai’, while some were shouting ‘Jai Shri Ram’ slogans. The FIR states that at around 4 pm, nearly 200 bikers started the rally with a pickup vehicle in front playing DJ music.

At around 5 pm, when the rally reached a mosque in Hatwara bazaar, stones were pelted from the roof of local Congress councillor Matloob Ahmed’s house. Soon more stones were thrown from nearby buildings causing a stampede. The FIR also clearly states that nearly 100-150 people armed with lathis came out from a gym centre and nearby buildings, and in a pre-planned manner attacked the bikers.

This shows that the DGP either did not go through the FIR filed by his police or was trying to mislead. He was trying to give a clean chit to the ruling party councillor Matloob Ahmed. The DGP said, the councillor was called by police to the locality to help in restoring order. The question now arises: if police had called Matloob to help in restoring peace, why was he named in the FIR as an accused? Why is Matloob Ahmed hiding and police is on his lookout?

Our Jaipur correspondent Manish Bhattacharya had sent a report three days ago, which said, stones were collected on the roofs of Matloob’s and several other adjoining buildings in advance. Did local residents know that a bike rally would pass through their locality, that they would chant provocative slogans leading to stoning?

The DGP is misleading. The rioter was leading the mob and it is clearly established in a video that has surfaced on Friday. The video clearly shows the faces of all the rioters and they were being led by Congress councillor Matloob Ahmed. He was directing other rioters on phone and inciting them for violence. The video shows the mob ransacking shops, homes and vehicles, by carrying lathis and weapons in hand. Four main accused, named in the FIR, can be seen in this video, and they were being led by Matloob Ahmed, who is now hiding from police for the last one week.

The video shows Matloob’s brother Mushtaq arguing with police, and two others Faheem and his brother Anshi. On April 2, the bike rally began from Hathighata in Karauli, and passed through Gulab Bagh Circle, Hindaun Gate, Phoota Kot and Hatwara Bazaar, which is a densely populated area. The facts stated in the FIR have been corroborated by local residents who said, stones started raining from the roof of councillor Matloob Ahmed’s house. Stones were also thrown from the roof of the mosque. The rioters were armed with swords and lathis.

One of the injured, Keshavdas Sharma said, he was extremely sad to find his Muslim neighbours, who were his friends since childhood, were among the rioters, and they included Matloob. Another injured Anshu, a Class 10 student, who was part of the bike rally, suffered severe fracture in his hand. He described how he was attacked by youths who studied with him in school. The place where stoning and violence took place, has a mosque and a road that leads to a temple. Shops adjoining the temple belong to Hindus, who are now in fear. BJP has demanded a judicial probe into the Karauli violence.

On Friday, the Congress government directed the Home Secretary Kailash Chandra Meena to probe and submit his report within 15 days. Meanwhile, a seven-man committee led by Deputy Leader of BJP in Assembly Rajendra Rathore, has already given its report after visiting the areas for two days. Rajasthan state BJP chief Satish Punia submitted this report to party leaders in Delhi on Friday.

The report says, the riots, which were pre-planned, took place due to sheer negligence on part of police. The report also says that on April 1, a day before the riots, some local Muslim leaders had spoken about stopping the bike rally and had threatened consequences, but police did not take precautionary measures. The BJP inquiry committee report also mentioned a letter from People’s Front of India written to the Chief Minister and Director General of Police.

The report pointed out that on the day of violence, Muslims plying autos, rickshaws, and handcarts were off the roads, leading to suspicions whether people of a particular community knew about the riots taking place in advance. Congress leader Sachin Pilot promised an impartial inquiry and said, culprits will not be spared. BJP MP Kirori Lal Meena visited Karauli town on Friday, met riot victims and alleged that the Congress government was trying to shield its councillor Matloob Ahmed.

I am surprised over DGP Lather’s remarks. At a time when the inquiry is in progress, how can the state police chief disclose its conclusion? How can he say that the riots took place because of provocative slogans? How can the man who has gone underground be described as innocent by the police chief? Several questions arise about the remarks made by the police chief.

If riots take place because of provocative slogans, then why did PFI wrote a letter two days before the bike rally that the permission should be cancelled? How could the PFI write a letter in advance expressing apprehension about riots? If the remark by police chief that no permission for use of DJ music was given, that how was the police accompanying the pick-up vehicle that was blaring DJ music? Why was the DJ vehicle not stopped?

If police had called Matloob to the locality to help in restoring order, how come he suddenly went underground, and was made an accused in the FIR? I think a senior police officer holding the rank of DGP must be careful while making remarks about riots, because such remarks can have serious repercussions. Those who sow seeds of hatred in society and try to disturb peace have nothing to do with religion per se.

पाकिस्तान में सियासी उथल-पुथल के बीच प्रधानमंत्री इमरान खान को जबरदस्त झटका लगा है। सुप्रीम कोर्ट की पांच जजों की बेंच ने गुरुवार की रात नेशनल असेंबली के डिप्टी स्पीकर की रूलिंग को गैरकानूनी करार दिया। डिप्टी स्पीकर ने इमरान सरकार के खिलाफ लाए गए अविश्वास प्रस्ताव को रद्द कर दिया था। साथ ही सुप्रीम कोर्ट ने नेशनल असेंबली को भंग करने के फैसले को भी गलत बताते हुए उसे रद्द कर दिया और स्पीकर असद कैसर को हुक्म दिया कि वह 9 अप्रैल को सुबह 10.30 बजे नेशनल असेंबली की बैठक बुलाकर मतदान कराएं।

सुप्रीम कोर्ट ने कहा कि प्रधानमंत्री इमरान खान के खिलाफ लाए गए अविश्वास प्रस्ताव पर फैसला हुए बिना सत्र का समापन नहीं किया जाएगा। कोर्ट ने यह भी कहा कि सरकार ‘असेंबली सत्र में नेशनल असेंबली के किसी भी सदस्य की भागीदारी में हस्तक्षेप नहीं कर सकती।’

सुप्रीम कोर्ट के इस फैसले पर जहां विपक्षी दलों ने खुशी जताई वहीं इमरान खान ने कहा कि वह ‘आखिरी गेंद तक पाकिस्तान के लिए लड़ाई जारी रखेंगे।’ सुप्रीम कोर्ट की पांच जजों की बेंच ने सर्वसम्मति से इस केस पर अपना फैसला दिया। कोर्ट ने अपने संक्षिप्त आदेश में कहा- ‘राष्ट्रपति के आदेश को प्रभावी बनाने के लिए अब तक जो भी कार्यवाही हुई है या शुरू की गई है, उनका अब कोई कानूनी प्रभाव नहीं है और उन्हें निरस्त किया जाता है।’

सुप्रीम कोर्ट ने कहा, ‘डिप्टी स्पीकर का फैसला संविधान और कानून के विपरीत है और इसका कोई कानूनी प्रभाव नहीं है, इसे रद्द किया जाता है।’ सुप्रीम कोर्ट ने कहा कि राष्ट्रपति आरिफ अल्वी की नेशनल असेंबली को भंग करने की घोषणा भी ‘संविधान और कानून के विपरीत है और इनका कोई कानूनी प्रभाव नहीं है… आगे यह घोषणा की जाती है कि (नेशनल) असेंबली हर समय अस्तित्व में थी और आगे भी बनी रहेगी ।’ सुप्रीम कोर्ट ने यह आदेश दिया कि प्रधानमंत्री और सभी संघीय मंत्रियों, राज्य मंत्रियों, सलाहकारों और सरकार के अन्य पदाधिकारियों को 03 अप्रैल 2022 के प्रभाव से संबंधित दफ्तरों में बहाल किया जाए।

विपक्ष के नेता शहबाज शरीफ ने सुप्रीम कोर्ट के फैसले का स्वागत किया और कहा, ‘इस फैसले ने निश्चित तौर पर जनता की अपेक्षाओं को पूरा किया है।’ पाकिस्तान पीपुल्स पार्टी के प्रमुख बिलावल भुट्टो ने इसे ‘लोकतंत्र और संविधान की जीत बताया है। वहीं पूर्व प्रधानमंत्री नवाज शरीफ ने कहा, ‘देश को बर्बाद करनेवाले ऐसे शख्स से छुटकारा पाने के लिए पाकिस्तान के लोगों को बधाई। उन्होंने आम जनता को भूखा रखा। आज डॉलर 200 रुपए के स्तर तक पहुंच गया है और लोग महंगाई से हताश हैं।’ नवाज शरीफ इन दिनों लंदन में हैं।

इसमें कोई शक नहीं है कि सुप्रीम कोर्ट में विपक्ष ने इमरान खान पर जीत दर्ज की है। अब अविश्वास प्रस्ताव का सामना करना है या इस्तीफा देना है, यह फैसला इमरान खान को लेना है। सुप्रीम कोर्ट के सभी पांच जजों का मत था कि अर्थव्यवस्था में मंदी है और जनता महंगाई से पीड़ित है, ऐसी स्थिति में पाकिस्तान को एक मजूबत और स्थिर सरकार की जरूरत है।

सुप्रीम कोर्ट के जजों का मत था कि चुनाव होने चाहिए लेकिन यह नेशनल असेंबली को तय करना है कि चुनाव में कब जाना है, और चुनाव की तारीखों का फैसला चुनाव आयोग को करना है। पाकिस्तान चुनाव आयोग के सचिव को सुप्रीम कोर्ट में तलब किया गया था। चुनाव आयोग ने कहा कि देश में अक्टूबर से पहले चुनाव नहीं हो सकते क्योंकि निर्वाचन क्षेत्रों को परिसीमन करना जरूरी है।

इमरान खान जानते थे कि नेशनल असेंबली का गणित और उनके सहयोगी दल उनके खिलाफ हैं। उनकी पार्टी पाकिस्तान तहरीक-ए-इंसाफ (पीटीआई) ने बहुमत खो दिया है। उनके अपने 22 सांसद भी उनके खिलाफ हैं। पाकिस्तान की आर्मी उनके खिलाफ है। महंगाई के कारण आवाम भी उनसे नाराज है। विपक्ष के सारे नेता उनके खिलाफ एकजुट हैं।

इमरान खान को आखिरी उम्मीद सुप्रीम कोर्ट से रही होगी। उन्हें उम्मीद थी कि सुप्रीम कोर्ट से राहत मिल जाएगी। लेकिन इमरान खान की हर चाल को सुप्रीम कोर्ट ने बेनकाब कर दिया। सुप्रीम कोर्ट ने डिप्टी स्पीकर और राष्ट्रपति द्वारा नेशनल असेंबली को भंग करने के फैसले को निरस्त कर दिया।

सीधे शब्दों में कहें तो सुप्रीम कोर्ट विपक्ष के इस आरोप से सहमत था कि इमरान खान ने तमाम नियमों और कानूनों को हवा में उड़ाकर संविधान का मजाक बनाया है। दूसरे शब्दों में कहें तो सुप्रीम कोर्ट ने इमरान खान और सलाहकारों द्वारा किए गए विश्वासघात का पर्दाफाश कर दिया है।

इमरान खान ने अमेरिका का नाम लेकर और विपक्ष के साथ मिलकर उनकी सरकार को गिराने की साजिश का आरोप लगाकर जनता की सहानुभूति लेने की कोशिश की। उन्होंने विपक्षी नेताओं को मीर जाफर बताया (मीर जाफर ने 18 वीं शताब्दी में बंगाल के नवाब सिराजुद्दौला के खिलाफ विश्वासघात किया था और भारत पर ब्रिटिश कब्जे के लिए रास्ता खोल दिया था)।

इमरान खान जानते थे कि उन्होंने संसद में बहुमत खो दिया है। उन्होंने अपनी पार्टी छोड़कर जाने वाले सदस्यों को डराने-धमकाने की कोशिश की लेकिन वो नहीं डरे। अविश्वास प्रस्ताव लाए जाने पर उन्होंने गठबंधन छोड़नेवाले अपने सहयोगियों को बदनाम करने की कोशिश की लेकिन वो भी नहीं माने। इसके बाद इमरान ने जनसभा बुलाई और वहां एक चिट्ठी लहराई। उन्होंने विदेशी ताकतों की साजिश की बात की लेकिन इसका भी कोई असर नहीं हुआ। फिर उन्होंने नेशनल टेलीकास्ट में अमेरिका पर उनकी सरकार गिराने की सजिश का इल्जाम लगाया और विरोध करने वाले नेताओं को अमेरिका का पिट्ठू बताया, लेकिन इसका कोई फायदा नहीं हुआ।

जब इमरान को लगा कि बाजी हाथ से जाने वाली है तो उन्होंने विपक्ष से डील करने और फौज को बीच में डालने की कोशिश की। इमरान कुर्सी छोड़ने को तैयार हो गए लेकिन इस शर्त पर कि विपक्ष अविश्वास प्रस्ताव वापस ले और पाकिस्तान में चुनाव कराए जाएं।

जब विपक्ष ने उनके प्रस्ताव को ठुकरा दिया और यहां भी बात नहीं बनी तो इमरान खान ने नेशनल असेंबली में अविश्वास प्रस्ताव खारिज करवा दिया। नेशनल असेंबली भंग कर चुनाव की घोषणा करवा दी। इमरान खान को लगा कि उन्होंने मास्टर स्ट्रोक खेला है। उन्हें लगा कि अब वह चुनाव में आक्रामक रहेंगे। अमेरिका पर साजिश का इल्जाम लगाकर हीरो बन जाएंगे। लेकिन सुप्रीम कोर्ट ने इमरान की इस चाल को भी नाकाम कर दिया।

इमरान खान को सुप्रीम कोर्ट के आदेश के तहत अब संसद में अविश्वास मत का सामना करना पड़ेगा। नेशनल असेंबली में उनकी हार तय मानी जा रही है। ऐसे में उन्हें अपने पद से इस्तीफा देना होगा। ऐसी स्थिति में नई सरकार बनेगी। विपक्ष पहले ही एकजुट होकर प्रधानमंत्री पद के लिए शहबाज शरीफ को अपना उम्मीदवार बनाने पर सहमत हो गया है। नई सरकार के गठन के बाद चुनाव आयोग चुनाव की तारीखों का एलान करेगा। अब तक तो इमरान खान कह रहे थे कि ‘आखिरी बॉल तक खेलेंगे’। अब बेहतर यही होगा कि वह सुप्रीम कोर्ट के फैसले को ‘आखिरी बॉल’ मान लें।

In a big jolt to Prime Minister Imran Khan, a five-judge bench of Pakistan Supreme Court on Thursday night set aside the Deputy Speaker’s ruling as unconstitutional, restored the dissolved National Assembly and directed Speaker Asad Qaiser to summon the assembly session and get the voting on no-confidence motion done, not later than 10.30 am(Pakistan Time) on Saturday.

The apex court said the session shall not be prorogued without the conclusion of the no-confidence motion against Prime Minister Imran Khan. It also said the government “cannot interfere in the participation of any member of National Assembly in the assembly session.”

While the main opposition parties rejoiced over the SC verdict, Imran Khan said, he would “continue to fight for Pakistan till the last ball”. In its unanimous 5-0 verdict, the Supreme Court in its brief order said, “all actions, acts or proceedings initiated, done or taken, by reason of, or to give effect to the President’s order, are of no legal effect, and are hereby quashed”.

The apex court said, the deputy speaker’s ruling was “contrary to the Constitution and the law and of no legal effect, and the same are hereby set aside.” The apex court said President Arif Alvi’s proclamation dissolving the National Assembly was also “contrary to the Constitution and the law and of no legal effect….It is further declared that the (National) Assembly was in existence at all times, and continues to remain to be so”. The Supreme Court ordered that the Prime Minister and all federal ministers, ministers of state, advisers, and other functionaries of the government be restored to their respective offices as on April 3, 2022.”

Leader of the opposition Shehbaz Sharif welcomed the apex court order and said, it has “definitely fulfilled the expectations of the people”. Pakistan People’s Party chief Bilawal Bhutto described it as “a victory for democracy and Constitution”. From London, former PM Nawaz Sharif, who is in self-exile, said, congratulated the people of Pakistan for “getting rid of such a person who ruined the country. He made common people starve. Dollar has reached 200 rupees today and people are frustration with inflation in the country.”

There is not an iota of doubt that the combined opposition has scored a victory over Imran Khan in the Supreme Court. It is up to Imran Khan to decide whether to face the no-confidence motion or resign. All the five judges of Supreme Court were of the view that that the country needed a strong and stable government as the economy was in doldrums and people were suffering because of inflation.

The judges were of the view that elections should take place, but it was up to the National Assembly to decide when to go in for elections, and for the Election Commission to decide about the dates. The secretary of Pakistan Election Commission was summoned to the apex court. The Election Commission has said that elections cannot be held before October because delimitation of constituencies required to be done.

Imran Khan knew that his game was up, as his party Pakistan Tehreek-e-Insaaf(PTI) had lost majority inside the National Assembly. His allies broke away and 22 of his MPs also defected to the opposition camp. He knew, both the parliament and the army were against him, and the people of Pakistan were unhappy with him because of his government’s failure in curbing inflation.

Imran Khan had his last hope pinned on the Supreme Court, from where he expected some sort of relief, but the apex court completely upset his cart by quashing all steps taken by the deputy speaker and the President that had led to the dissolution of the National Assembly.

In plain words, the Supreme Court agreed with the opposition’s charges that Imran Khan has made a mockery of the Constitution by throwing all precedents and rules to the winds. In other winds, the Supreme Court exposed the treachery committed by Imran Khan and his advisers.

Imran Khan tried to gain sympathy from the common voters by naming America as the devil which, he said, was “conspiring with the opposition” to topple his government. He described the opposition leaders as Mir Jafar, the army commander who in the 18th century had commited treachery against Nawab Sirajuddaulah of Bengal and opened the path for British occupation of India.

Imran Khan knew that he had lost majority in parliament, and yet he tried to intimidate his party MNAs who had crossed over to the opposition camp. He also discredited his allies who left the alliance when the no-trust motion came up. Imran then called a public meeting, where he took out a paper from his coat pocket, brandished it before the people and alleged that there was “a foreign hand behind the conspiracy” to topple his government. He then went on national television to blame the US for trying to dislodge his government. In his nationwide televised address, he described the top three opposition leaders as “stooges” of the US.

When Imran Khan found that his opinion had no takers, he tried to bring in the army to play a mediatory role between him and the opposition. He agreed to resign, but on condition that the opposition should first withdraw its no-trust motion and agree to fresh elections.

When the opposition rejected his offer and dared him to come before parliament to face the no-trust vote, Imran Khan conspired with the Speaker and Deputy Speaker and got the no-trust motion notice rejected. He got the President to dissolve the National Assembly and order fresh elections. Imran Khan considered this as his “masterstroke”. He felt that he would now go on the offensive, and project himself before the people as a hero or martyr, and name America as the main conspirator which toppled his government. But on Thursday night, the Supreme Court nipped his plans in the bud.

Imran Khan, under orders from Supreme Court, will now have to face no-confidence vote in Parliament, and if he loses, which appears to be a certainty, he will have to resign, and the House will elect a leader who will become the new Prime Minister. The combined opposition has already agreed to field Shehbaz Sharif as its candidate for prime minister post. It will then be up to the Election Commission to fix dates for fresh parliamentary elections.

Imran Khan is still claiming that he will play “till the last ball”. It could be an honourable exit for him if he agrees to the Supreme Court verdict as “the last ball”.

अप्रैल के पहले हफ्ते में ही उत्तरी, पश्चिमी, पूर्वी और मध्य भारत के अधिकांश हिस्से भीषण गर्मी से तप रहे हैं। महाराष्ट्र, मध्य प्रदेश, राजस्थान और झारखंड जैसे कई राज्यों के गांवों में सूखे जैसे हालात दिखने लगे हैं। विदर्भ इलाके में भी हालात परेशान करने वाले हैं। महिलाओं को पानी लेने के लिए काफी दूर तक चलना पड़ रहा है क्योंकि ज्यादातर कुएं सूख चुके हैं और पानी का स्तर नीचे चला गया है।

बुधवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने महाराष्ट्र में नासिक जिले में पड़ने वाले त्रयंबकेश्वर के पास मेटघर गांव की हालत दिखाई, जहां पानी का एकमात्र स्रोत एक कुआं है, और महिलाएं हर रोज पानी लेने के लिए उस कुएं में 50 फीट की गहराई तक उतरती हैं। चूंकि कुएं में इतना पानी नहीं है कि रस्सी से बाल्टी डालकर पानी खींचा जा सके, इसलिए रोजाना गांव की कोई एक महिला इसी तरह कुएं में उतरती है ताकि वह दूसरे लोगों की बाल्टी भी भर सके। 35 फीट गहरे इस कुएं में उतरना इनकी मजबूरी है और यह कुआं भी गांव से 2 किलोमीटर दूर है।

वीडियो में साफ तौर पर देखा जा सकता है कि महिलाएं पानी इकट्ठा करने के लिए कुएं की छोटी-छोटी सीढ़ियों से उतरते हुए अपनी जान जोखिम में डाल रही हैं। जब इंडिया टीवी के रिपोर्टर ने स्थानीय अधिकारियों से संपर्क किया, तो उन्होंने कहा कि मेटघर गांव में और उसके आसपास 3 कुएं हैं, लेकिन गांव के लोग सिर्फ एक ही कुएं से पानी ले रहे हैं और बाकी के 2 कुओं पर नहीं जा रहे हैं। नासिक जिला परिषद की मुख्य कार्यकारी अधिकारी लीना बन्सोड ने कहा कि जल संकट का समाधान जल्द कर लिया जाएगा।

नासिक कोई कम बारिश वाला इलाका नहीं है। शहर के पास बहने वाली गोदावरी नदी में पिछले 10 सालों में कम से कम 4-5 बार बाढ़ आ चुकी है और पिछले साल इस इलाके में 476 मिलीमीटर बारिश हुई थी। महाराष्ट्र के जल आपूर्ति मंत्री संजय बन्सोड ने इंडिया टीवी को बताया कि कुएं में उतरकर पानी भरती महिलाओं की तस्वीरें उन्होंने भी देखी हैं। उन्होंने कहा कि गांव में पानी के टैंकर भेजे जाएंगे और वादा किया कि समस्या का स्थायी समाधान किया जाएगा।

जल आपूर्ति मंत्री ने दावा किया कि मुख्यमंत्री उद्धव ठाकरे की सरकार ग्रामीण क्षेत्रों में प्रत्येक व्यक्ति को प्रतिदिन 55 लीटर पानी उपलब्ध कराने के अपने लक्ष्य को प्राप्त करने की कोशिश कर रही है। कड़वी जमीनी हकीकत यह है कि लोगों को रोजाना 2 लीटर पीने का साफ पानी भी मुश्किल से मिल पाता है।

विदर्भ में भी हालात काफी खराब हैं। नागपुर के पास रहने वाले ग्रामीणों ने पानी की भारी किल्लत की शिकायत की है। इंडिया टीवी की रिपोर्टर ने नागपुर से 15 किलोमीटर दूर गोधनी गांव का दौरा किया। इस गांव की आबादी करीब 17,000 है। रिपोर्टर से मिले अधिकांश ग्रामीणों ने पानी की कमी की शिकायत की। हालत यह है कि गांव वालों ने एक कुएं में 50 से 60 पाइप डालकर खुद ही घर तक पानी सप्लाई का इंतजाम किया है।

स्थानीय अधिकारियों ने 4-5 ‘Water ATMs’ लगाए हैं, लेकिन उनमें से ज्यादातर ने लगभग 10 महीने तक पानी दिया और इसके बाद काम करना बंद कर दिया। ये ‘वॉटर एटीएम’ अब महज शोपीस बनकर रह गए हैं। गांव वालों का कहना है कि जब सरकार को इनकी देखभाल नहीं करनी थी तो फिर ‘Water ATMs’ पर करोड़ों रुपये खर्च करने की क्या जरूरत थी।

दिक्कत की बात यह है कि जब भी गंभीर जल संकट होता है, तो स्थानीय नौकरशाह एक ही समाधान बताते हैं और वह है जल संरक्षण। नागपुर जिला परिषद के एग्जेक्यूटिव इंजीनियर ने कहा कि जल स्तर को ऊपर बनाए रखने के लिए वॉटर कंजर्वेशन शाफ्ट डाले जा रहे हैं। वैज्ञानिकों का कहना है कि जब तक राज्य सरकार और स्थानीय ग्रामीण जल संरक्षण के लिए साथ नहीं आएंगे, तब तक कोई ठोस नतीजा नहीं मिल सकता।

महाराष्ट्र के विदर्भ और मराठवाड़ा बीते कई दशकों से पानी की कमी का सामना कर रहे हैं। इन इलाकों में बारिश कम होती है जिससे अधिकांश क्षेत्रों में जल स्तर नीचे चला गया है। कई छोटे बांध बनाए गए हैं लेकिन पानी की कमी के कारण वे भी सूख गए हैं। ज्यादातर पानी का इस्तेमाल खेतों की सिंचाई के लिए होता है जिससे घरेलू इस्तेमाल के लिए कम पानी बचता है।

झारखंड, मध्य प्रदेश और राजस्थान में भी ऐसे ही हालात हैं। झारखंड की राजधानी रांची के पास स्थि एक गांव चिरुडीह ऊपरटोला के लोग तो पहाड़ी नाले का पानी को पीने को मजबूर हैं। जल संकट इतना गहरा है कि हथेलियों या फिर थाली और कटोरी की मदद से पानी को बाल्टी में भरा जा रहा है। कहने को तो सरकार की तरफ से यहां हैंडपंप और जल मीनार भी लगाए गए हैं, लेकिन वे किसी काम के नहीं हैं। गांव के मुखिया ने पानी की समस्या के लिए गांव वालों को दोषी ठहराते हुए कहा कि वे जल मीनार के रखरखाव के लिए पैसा नहीं देते, जिससे वह खराब पड़ा है।

पानी की कमी से जूझ रहे लोगों को मध्य प्रदेश के देवास से सीख लेनी चाहिए, जहां कुछ साल पहले पानी का स्तर 800 फीट से भी नीचे चला गया था, लेकिन अब 50 फीट पर आ गया है। कई साल पहले भारत की पहली ‘वॉटर ट्रेन’ लातूर (महाराष्ट्र) से देवास (मध्य प्रदेश) तक चलाई गई थी, जो उस समय जल संकट का सामना कर रहा था। लेकिन अब हालात पहले से बेहतर हो गए हैं।

यह करिश्मा एक आईएएस अफसर उमाकांत उमराव के कारण हो पाया जिन्होने जल संरक्षण के लिए अथक प्रयास किये। उमाकांत उमराव को ‘वाटर क्रूसेडर'(जल योद्धा) के रूप में जाना जाता है। वे 2006 से 2007 तक देवास मे जिला कलेक्टर थे। उसी समय उन्होंने ‘जल अर्थशास्त्र’ नामक एक आंदोलन शुरू किया और ग्रामीणों को जल संरक्षण के लिए प्रेरित किया।

‘रेवा सागर भगीरथ कृषक अभियान’ के तहत किसानों ने अपने खेतों में छोटे छोटे तालाब बनवाए और उनका नाम ‘रेवा सागर’ रखा। रेवा नर्मदा नदी का स्थानीय नाम है। भगीरथ का पुराणों में ज़िक्र है जो वह गंगा को धरती पर लाए थे। पहले साल के दौरान अकेले देवास जिले में सैकड़ों ‘रेवा सागर’ बनाए गए और जल्द ही यह अभियान मध्य प्रदेश के सीहोर, शाजापुर, उज्जैन, हरदा, खंडवा, रायसेन, धार, विदिशा, भोपाल और होशंगाबाद में फैल गया।

उमाकांत उमराव ने बैंकों को किसानों को तालाब बनाने के लिए कर्ज देने के लिए राजी किया और बाद में किसानों ने ये कर्ज चुका भी दिए । तालाबों में इकट्ठा किए गए बारिश के पानी में भूजल की तुलना में कहीं ज्यादा घुलनशील नाइट्रोजन था। यह पानी रबी की फसल उगाने के लिए अच्छा था और पैदावार बढ़ने की वजह से स्थानीय किसान समृद्ध हुए।

जब ये तालाब गर्मियों में सूख जाते थे तो उपजाऊ मिट्टी को इकट्ठा किया जाता था और उसे खेतों में डाल कर फसल उगाई जाती थी। फसल की कटाई के बाद मिट्टी को फिर से तालाबों में इस्तेमाल किया जाता था। इससे जमीन की पैदावार बढ़ी और मिट्टी का कटाव कम हुआ। संक्षेप में कहें तो रेवा सागर योजना मूल रूप से सतही जल भंडारण पर आधारित थी और इससे गर्मियों में किसानों की काफी मदद हुई।

उमाकांत उमराव अब मध्य प्रदेश सरकार के पंचायत और ग्रामीण विकास सचिव हैं। अन्य राज्यों को भी इस प्रयोग से सीखना चाहिए और जल संरक्षण की दिशा में काम करना चाहिए ताकि लोगों को जल संकट का सामना न करना पड़े।

As most parts of northern, western, eastern and central India face scorching heat due to an early onset of summer in the first week of April, villages in many states like Maharashtra, Madhya Pradesh, Rajasthan and Jharkhand are facing acute shortage of water. The water scarcity situation is acute in Vidarbha region also. Women are walking long distances to collect water as most of the wells have dried up and the water table has gone down.

In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed visuals from Metghar village near Tryambakeshwar near Nashik in Maharashtra, where the only water source is a well, and every day, women descend 50 feet deep into this well to collect water. Since the water table has gone down, women are using long ropes tied to pails to collect water. Many women in this village walk two kilometre distance daily to fetch water from another well that is 35 feet deep.

The video clearly shows women risking their lives by clinging on to tiny steps to enter the well and collect drinking water. When India TV reporter contacted local authorities, they said there were three wells in and around Metghar village, but villagers were collecting water only from one well, and are not going to the other two wells. Leena Bansode, chief executive officer of Nashik Zilla Parishad said, the water crisis will be resolved soon.

Nashik is not an arid region. In the last ten years, the Godavari river flowing near the city was flooded at least four to five times and last year there was 476 millimetres rainfall in this area. Maharashtra water supply minister Sanjay Bansode told India TV that he had seen the video of women entering well to collect water. He promised to bring a permanent solution to the water problem and as a short-term measure, he said, water tankers will be sent to the village.

The water supply minister claimed that Chief Minister Uddhav Thackeray’s government is trying to achieve its target to provide 55 litres of water daily to every individual in rural areas. The bitter ground reality is that people are hardly able to get even two litres of water every day.

The situation is acute in Vidarbha region too. Villagers living near Nagpur have complained of acute water scarcity. India TV report visited Godhni village, 15 km from Nagpur where the population is nearly 17,000. Most of the villagers the reporter met complained of water scarcity. In one well, villagers have inserted 50 to 60 pipes to collect water.

Local authorities have set up four to five ‘water ATMs’, but most of them have become defunct after providing water for roughly 10 months. These ‘water ATMs’ have now become mere showpieces and are locked. Local villagers are questioning why government spent crores of rupees on these ‘water ATMs’ which are now defunct.

The problem is, whenever acute water crisis occurs, local bureaucrats parrot the same arguments about water conservation. The executive engineer of Nagpur Zilla Parishad said, water conservation shafts are being installed to ensure that the water table stays on a higher level. Scientists say, unless the state government and local villagers join hands for water conservation, no tangible result can emerge.

Vidarbha and Marathwada regions of Maharashtra have been facing water scarcity for several decades. There is less rainfall and the water table has gone down in most of the areas. Several small dams have been built but they are now dry due to lack of water. Most of the water is being used for irrigation, leaving less quantity of water for domestic consumption.

The scene is the same in Jharkhand, MP and Rajasthan. People living in Chirudih Upertola near Ranchi, the capital of Jharkhand, are being forced to drink hilly ‘nullah’ (drain) water. Due to scanty water, most of which is dirty, people are using ‘thali’(plate) and ‘katori’ to collect water in pails. Hand pumps and ‘jal minar’ installed in this area are now defunct. The local village Pradhan blamed villagers for not giving money for maintenance of ‘jal minar’ (water storage).

People facing water water scarcity should learn from Dewas in Madhya Pradesh, where the water table which had dropped below 800 feet several years ago, has now come up to 50 feet. Several years ago, India’s first ‘water train’ was run from Latur (Maharashtra) to Dewas (MP) which was then facing water crisis. But now the situation has changed, for the better.

This was possible due to the untiring efforts towards water conservation by Unakant Umrao, an IAS officer who is popularly known as a ‘water crusader’. When he became the Dewas district collector from 2006 till 2007, he motivated villagers to conserve water by launching a movement called “Economics of Water”.

Under the Reva Sagar Bhagirath Krishak Abhiyan, farmers built ponds in their fields and named them ‘Reva Sagar’. Reva is a local name for river Narmada. The name Bhagirath stands for the mythological man who brought Ganga to the plains. Hundreds of ‘Reva Sagars’ were built in Dewas district alone during the first year and soon it spread to Sihore, Shajapur, Ujjain, Harda, Khandwa, Raisen, Dhar, Vidisha, Bhopal and Hoshangabad, all in Madhya Pradesh.

Banks were persuaded to give loans to farmers to build ponds and these loans were later repaid. Rainwater collected in ponds had more soluble nitrogen compared to ground water. This water was good for growing rabi crops and local farmers prospered due to increased production.

When the ponds went dry during summer, the fertile soil was collected for growing crops, and after the crops were harvested, the soil was again used in the ponds. By this, soil fertility increased and there was less land erosion. In short, Reva Sagar scheme was basically storage of surface water, and it helped farmers during summer.

Umakant Umrao is now the Panchayat and Rural Development secretary of MP government. Other states should learn from this experiment and work towards water conservation so that people must not suffer from water scarcity.

महाराष्ट्र और कर्नाटक में अज़ान के वक्त मस्जिदों के बाहर लाउडस्पीकरों पर हनुमान चालीसा बजाने पर उपजा विवाद देश के बाकी इलाकों में भी दूसरे रूप में फैलता नजर आ रहा है। कांग्रेस शासित राजस्थान में बिजली देने वाली कंपनी जोधपुर विद्युत वितरण निगम लिमिटेड ने सभी 10 जिलों के इंजीनियरों को एक आदेश जारी कर रमजान के दौरान मुस्लिम बहुल इलाकों में चौबीस घंटे बिजली आपूर्ति सुनिश्चित करने का निर्देश दिया है, लेकिन जब सियासी बवाल मचा तो मंगलवार को इसे हड़बड़ी में वापस ले लिया गया।

इसी तरह, आम आदमी पार्टी द्वारा संचालित दिल्ली जल बोर्ड ने मुस्लिम कर्मचारियों को 3 अप्रैल से 2 मई तक रमजान के दौरान ड्यूटी का टाइम खत्म होने से 2 घंटे पहले छुट्टी की इजाजत देने वाला आदेश दिया लेकिन बवाल मचने के बाद इसे मंगलवार को वापस ले लिया। दक्षिण दिल्ली के भाजपा शासित निगम के महापौर ने नवरात्रि और रामनवमी के दौरान 10 अप्रैल तक मीट और चिकन की बिक्री पर प्रतिबंध लगाने की बात कही है।

अब मैं इन मुद्दों पर एक-एक करके बात करता हूं। जोधपुर विद्युत वितरण निगम के सहायक प्रबंध निदेशक द्वारा 1 अप्रैल को जारी आदेश में सभी सुप्रिटेंडिंग इंजीनियरों से कहा गया है कि वे अपने अपने जिलों में रमजान के दौरान मुस्लिम बहुल इलाकों में 24 घंटे बिजली आपूर्ति सुनिश्चित करें। इसमें लिखा था: ‘रमजान का महीना 4 अप्रैल से शुरू हो रहा है। इस दौरान शट डाउन न करें और मुस्लिम बहुल इलाकों में निर्बाध बिजली आपूर्ति सुनिश्चित करें ताकि रोज़ा रखने वालों को किसी प्रकार की दिक्कतों का सामना न करना पड़े।’

यह आदेश संभवत: राजस्थान की राज्य मंत्री ज़ाहिदा खान के कहने पर जारी किया गया था, जिन्होंने ऊर्जा मंत्री भंवर सिंह भाटी को लिखे पत्र में रमजान के दौरान मुस्लिम बहुल इलाकों में चौबीसों घंटे बिजली आपूर्ति की मांग की थी। बीजेपी नेता और पूर्व मुख्यमंत्री वसुंधरा राजे ने कहा कि हिंदू भी नवरात्रि के दौरान उपवास रखते हैं, लेकिन राज्य सरकार तुष्टीकरण की राजनीति में लिप्त है।

वसुंधरा राजे ने सवाल किया, ‘राज्य सरकार को सिर्फ रमजान मनाने वालों की ही फिक्र क्यों है? बाकी लोगों की क्यों नहीं? यह तुष्टिकरण और वोट की राजनीति नहीं तो और क्या है? राज्य सरकार को धर्म से ऊपर उठकर सभी राजस्थानियों के कल्याण के लिए काम करना चाहिए, चाहे वह किसी भी धर्म, जाति या समुदाय के हों।’

जोधपुर विद्युत वितरण निगम के प्रबंध निदेशक प्रमोद टाक ने कहा कि होली, दिवाली जैसे हर त्योहार के वक्त भी इसी तरह के आदेश जारी किए जाते हैं। उन्होंने कहा, ‘चूंकि रमज़ान के वक्त इस साल चिलचिलाती गर्मी है, इसलिए हमने मानवीय आधार पर यह आदेश जारी किया था।’ सोशल मीडिया पर विवाद के बाद निगम ने अपना यह आदेश वापस ले लिया।

रमज़ान के दौरान मुसलमानों को किसी तरह की दिक्कत न हो, इसका प्रबंध करने पर किसी को ऐतराज़ नहीं है, लेकिन सिर्फ मुस्लिम बहुल इलाकों में चौबीसों घंटे बिजली सप्लाई का आदेश जारी करना साफ तौर पर धार्मिक भेदभाव है।

अब तक यही होता आया है कि रमजान के दौरान चौबीसों घंटे बिजली की सप्लाई दी जाती थी, बकरीद पर पानी की पूरी सप्लाई होती थी और मंत्री और नेता सरकारी खजाने से ‘इफ्तार’ की दावत देते थे। अगर कोई ये कहे कि हिंदू त्योहारों पर सरकार इस तरह के आदेश जारी क्यों नहीं करती, तो उसे मुस्लिम विरोधी घोषित किया जाता है। इन्हीं हरकतों के कारण समाज में दूरियां बढ़ती हैं, क्योंकि लोग मजहब के आधार पर भेदभाव होते हुए खुद देखते हैं और महसूस करते हैं। एक तरफ कांग्रेस राजस्थान में रमजान के दौरान मुस्लिम इलाकों में चौबीस घंटे बिजली सप्लाई का आदेश दे रही है, तो दूसरी तरफ वही पार्टी दक्षिण दिल्ली के मेयर द्वारा नवरात्रि के समय मीट की दुकानों को बंद करने के आह्वान को मुस्लिम विरोधी बता रही है।

महाराष्ट्र और पड़ोसी राज्य कर्नाटक में एक अलग तरह का धार्मिक विवाद चल रहा है। महाराष्ट्र नवनिर्माण सेना के प्रमुख राज ठाकरे खुद को बालासाहेब ठाकरे का एकमात्र राजनीतिक उत्तराधिकारी साबित करने में जुटे हुए हैं। राज ठाकरे ने अपने कार्यकर्ताओं से अज़ान के वक्त मस्जिदों के बाहर लाउडस्पीकर पर हनुमान चालीसा बजाने का निर्देश दिया है।

मंगलवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने मुंबई के पास कल्याण में एक मस्जिद के बाहर लाउडस्पीकर पर तेज आवाज में हनुमान चालीसा बजाए जाने की तस्वीरें दिखाई। पास में कोई हनुमान मंदिर नहीं था, लेकिन एमएनएस के कार्यकर्ता लाउडस्पीकर पर हनुमान चालीसा बजा रहे थे।

इसी तरह की घटनाएं मुंबई और ठाणे में मस्जिदों के बाहर हुईं। मुंबई के कुर्ला में पुलिस ने लाउडस्पीकर पर एमएनएस कार्यकर्ताओं द्वारा हनुमान चालीसा बजाने की कोशिश को नाकाम कर दिया और उन्हें गिरफ्तार कर लिया। शिवसेना नेताओं का आरोप है कि महाराष्ट्र में बीजेपी लाउडस्पीकर के मुद्दे पर मनसे को मौन समर्थन दे रही है। दूसरी ओर, राज ठाकरे सुप्रीम कोर्ट और हाई कोर्ट के आदेशों का हवाला दे रहे हैं जिनके मुताबिक लाउडस्पीकरों पर धार्मिक भजन बजाने पर रोक है।

सुप्रीम कोर्ट ने अपने जुलाई 2005 के आदेश में रिहायशी इलाकों में रहने वाले लोगों पर ध्वनि प्रदूषण के गंभीर असर का हवाला देते हुए, इमरजेंसी को छोड़कर, सार्वजनिक स्थानों पर रात 10 बजे से सुबह 6 बजे तक लाउडस्पीकर और म्यूजिक सिस्टम्स के इस्तेमाल पर प्रतिबंध लगा दिया था। हालांकि, अक्टूबर 2005 में सुप्रीम कोर्ट ने फैसला सुनाया कि सिर्फ तीज-त्योहारों के मौकों पर लाउडस्पीकरों को एक साल में 15 दिन के लिए आधी रात तक बजाने की इजाजत दी जा सकती है। शीर्ष अदालत के फैसले में कहा गया है कि राज्य सरकारों को लाउडस्पीकरों के इस्तेमाल के लिए अन्य अधिकारियों को प्रतिबंध में छूट देने का अधिकार नहीं होगा।

अगस्त 2016 में, बॉम्बे हाई कोर्ट ने साफ कहा था कि धार्मिक स्थलों द्वारा लाउडस्पीकर के इस्तेमाल को मौलिक अधिकार नहीं कहा जा सकता। कोर्ट ने कहा था कि कोई भी धर्म या संप्रदाय यह दावा नहीं कर सकता कि लाउडस्पीकर या पब्लिक अड्रेस सिस्टम का इस्तेमाल करना मौलिक अधिकार है । संविधान के अनुच्छेद 25 के तहत भारत के हर नागरिक को मौलिक अधिकार की यह गारंटी दी गई है कि वह किसी भी धर्म का अनुयायी बन सकता है, अपने धर्म के प्रचार कर सकता है और अपने धर्म का पालन कर सकता है। हाई कोर्ट ने कहा, किसी भी धार्मिक स्थल को बिना अनुमति के लाउडस्पीकर का इस्तेमाल करने की इजाजत नहीं दी जा सकती ।

सितंबर 2018 में, कर्नाटक हाई कोर्ट ने रात 10 बजे के बाद लाउडस्पीकरों के इस्तेमाल पर प्रतिबंध लगा दिया था और निर्देश दिया था कि इस मामले में सुप्रीम कोर्ट के दिशानिर्देशों का पालन किया जाना चाहिए कि कहीं तय स्तर से ज्यादा शोर तो नहीं हो रहा। इसी तरह, पंजाब और हरियाणा हाई कोर्ट ने जुलाई 2019 में, बिना पूर्व अनुमति के धार्मिक स्थलों द्वारा लाउडस्पीकर के इस्तेमाल पर प्रतिबंध लगा दिया था। मई 2020 में, इलाहाबाद हाई कोर्ट ने फैसला सुनाया कि ‘अजान’ किसी भी पब्लिक अड्रेस सिस्टम का इस्तेमाल किए बिना सिर्फ ‘मुअज्जिन’ द्वारा मस्जिद की मीनार से अपनी आवाज में सुनाई जा सकती है।

बीएमसी चुनाव तेजी से करीब आ रहे हैं, ऐसे में राज ठाकरे ने लाउडस्पीकर पर ‘अजान’ बजाने को एक मुद्दा बना दिया है। उन्होंने अपने कार्यकर्ताओं से कहा है कि पीए सिस्टम पर हनुमान चालीसा का पाठ करके इसका मुकाबला करें। समाजवादी पार्टी के नेता अबू आजमी ने अपने समर्थकों से कहा कि हनुमान चालीसा बजाने वाले मनसे कार्यकर्ताओं को इसके बदले में शरबत और पानी पिलाएं।

न तो अबू आजमी दूध के धुले हैं और न ही राज ठाकरे की नीयत साफ है। हनुमान चालीसा पढ़ने वाले भी हनुमान भक्त नहीं हैं, और हनुमान चालीसा पढ़ने वाले एमएनएस कार्यकर्ताओं को शरबत पिलाने वाले भी कोई इंसानियत के पुजारी नहीं है। सबका अपना-अपना खेल है, अपना-अपना गणित है। जब शिवसेना बीजेपी के साथ थी तो खुद को बीजेपी से बड़ी हिंदुत्ववादी पार्टी बताती थी। अब वह कांग्रेस और एनसीपी के साथ सरकार में हैं तो शिवसेना खुद को इन दोनों से बड़ा सेक्युलर साबित करने में लगी है।

‘अजान’ पर उठा विवाद पड़ोसी राज्य कर्नाटक में भी फैल गया है जहां हिंदू संगठनों ने लाउडस्पीकर से ‘अजान’ पर प्रतिबंध लगाने की मांग की है। इन संगठनों के समर्थकों ने लाउडस्पीकरों पर ‘हनुमान चालीसा’ और ‘बजरंग बाण’ बजाना शुरू कर दिया है। श्री राम सेना, हिंदू जनजागृति समिति जैसे संगठनों और कलिकंबा मंदिर के प्रमुख ने लाउडस्पीकर पर हनुमान चालीसा बजाने के लिए सरकार से इजाजत मांगी है।

चूंकि अगले साल मई में कर्नाटक में विधानसभा चुनाव होने हैं, इसलिए राजनीतिक दल अब सक्रिय हो गए हैं। पूर्व मुख्यमंत्री और कांग्रेस नेता सिद्धारमैया ने कहा, बीजेपी को छोड़कर किसी को भी मस्जिदों में लाउडस्पीकर बजने से कोई समस्या नहीं है। उन्होंने कहा, ‘हम समाज को बांटने वाले कदमों का विरोध करते हैं।’

कर्नाटक के मुख्यमंत्री बसवराज बोम्मई ने कहा कि हाई कोर्ट और सुप्रीम कोर्ट द्वारा लाउडस्पीकर पर प्रतिबंध सिर्फ मस्जिदों के लिए नहीं, सभी धार्मिक स्थलों के लिए है। उन्होंने कहा, ‘हम सभी पक्षों से बात करेंगे ताकि अदालत का आदेश लागू हो। यह दबाव की बात नहीं है, बल्कि समझा-बुझाकर करने का काम है। कोर्ट का आदेश सिर्फ ‘अजान’ के लिए नहीं बल्कि सभी धार्मिक गतिविधियों के लिए हैं।… वे (कांग्रेस नेता) लोग बड़े पाखंडी हैं। पहले उन्होंने ‘हिजाब’ का मुद्दा उठाया और फिर ‘हिजाब’ का विरोध करने वाले लोगों का विरोध किया। उन्होंने कोर्ट के आदेश का उल्लंघन क्यों किया? वे उस वक्त क्यों खामोश रहे थे? असल में यह कांग्रेस की वोट बैंक की राजनीति है जिससे सारा विवाद खड़ा हुआ है।’

बोम्मई की बात सही है कि मस्जिदों से लाउडस्पीकर हटाने के लिए लोगों को समझा बुझाकर राजी किया जाना चाहिए। लेकिन मध्य प्रदेश में कांग्रेस ने एक अलग ही रूप धारण किया है। पूर्व मुख्यमंत्री और इस वक्त मध्य प्रदेश कांग्रेस अध्यक्ष कमलनाथ ने सभी जिलों के पार्टी प्रमुखों को पत्र भेजकर 10 अप्रैल को रामनवमी के मौके पर ‘राम कथा’ आयोजित करने और 16 अप्रैल को हनुमान जयंती के मौके पर हनुमान चालीसा और सुंदर कांड का पाठ करने के लिए कहा है। कांग्रेस विधायक आरिफ मसूद ने कहा कि पार्टी को ‘बीजेपी की नकल नहीं करनी चाहिए। अगर पार्टी रामनवमी और हनुमान जयंती पर पूजा-पाठ की प्लानिंग कर रही है, तो इसी तरह के आयोजन रमजान पर भी होने चाहिए।’

कांग्रेस में आजकल दो तरह की सोच है। कई नेताओं को लगता है कि कांग्रेस को हिंदुओं की बात करनी चाहिए और मुस्लिम तुष्टिकरण से बचना चाहिए। कमलनाथ ने शायद यही सोचकर हनुमान चालीसा और सुंदरकांड की बात की। कमलनाथ खुद भी बड़े हनुमान भक्त हैं। उन्होंने अपने निर्वाचन क्षेत्र में एक विशाल हनुमान मंदिर बनवाया है।

लेकिन इसी कांग्रेस में बहुत सारे लोगों की सोच यह है कि पार्टी को अपनी सेक्यूलर छवि से कोई समझौता नहीं करना चाहिए, और जब भी मौका मिले मुस्लिम समाज का दिल जीतने की कोशिश करनी चाहिए। लेकिन मुस्लिम तुष्टिकरण के चक्कर में कई बार कांग्रेस के नेता काफी आगे बढ़ जाते हैं जैसा कि मैंने इस ब्लॉग की शुरुआत में जिक्र किया है कि कैसे जोधपुर के मुस्लिम बहुल इलाकों में 24 घंटे बिजली की सप्लाई का आदेश जारी किया गया था।

राजस्थान में राज्य मंत्री के स्तर का एक मुस्लिम नेता इतना प्रभावशाली नहीं हो सकता कि इस तरह का आदेश जारी कर सके। जाहिर है कि कांग्रेस के किसी बड़े नेता ने उनसे ऐसा कहा होगा और डिस्कॉम कंपनी के एमडी ने आदेश जारी कर दिया। जोधपुर मुख्यमंत्री अशोक गहलोत का निर्वाचन क्षेत्र है।

जोधपुर से बीजेपी सांसद गजेंद्र सिंह शेखावत, जो केंद्रीय जल शक्ति मंत्री हैं, ने मंगलवार को अपने ट्वीट में गहलोत पर निशाना साधा। शेखावत ने कहा: ‘गहलोत सरकार के इशारे पर दिए गए आदेश को पढ़कर कांग्रेसी सोच से घृणा बढ़ जाती है। जोधपुर क्षेत्र में रमजान के दौरान बिजली कटौती न किए जाने का तुगलकी फरमान वोट बैंक की राजनीति के चलते दिया गया है। इस तरह के हथकंडे सामाजिक वैमनस्य का कारण बनते हैं। गहलोत जी सत्ता आपकी है। आप सद्भाव के नाम पर एक को सेलेक्ट और दूसरे को नेगलेक्ट नहीं कर सकते। करौली में आपने अपना खेल कर लिया! हाथ जोड़कर निवेदन है कि कृपया मेरे जोधपुर को अपनी सांप्रदायिक साजिश से दूर रखें। गहलोत जी, काश नवरात्रि को लेकर भी थोड़ी चिंता कर ली होती!’

इस साल नवरात्रि और रमजान, दोनों साथ साथ आए हैं। दोनों ही पवित्र त्योहार हैं, दोनों आपसी भाईचारे और प्यार से रहने का संदेश देते हैं। लेकिन नवरात्रि और रमजान के नाम पर जो कुछ हो रहा है, वह बिल्कुल उल्टा है।

अगर सरकार को इबादत के लिए छुट्टी देनी है, तो हिंदू और मुसलमान में फर्क कैसे हो सकता है? अगर बिजली देनी है तो रमजान और नवरात्रि में भेदभाव कैसे हो सकता है? अगर अज़ान के लिए लाउडस्पीकर की आवाज से परेशानी है, तो लाउडस्पीकर पर हनुमान चालीसा पढ़ने से इसका इलाज कैसे हो सकता है?

ज़ोर-ज़बरदस्ती से किसी का भला नहीं हो सकता। बातचीत से ही रास्ता निकाला जा सकता है। इसी तरह मीट की सारी दुकानें बंद करने की मांग करने का भी कोई औचित्य नहीं है। मैंने कई हिंदू दुकानदारों की बात सुनी है जो कहते हैं कि वे भी देवी के भक्त हैं, नवरात्रि मनाते हैं, पर अचानक मीट बेचने पर पाबंदी लगने से उनका काफी नुकसान होगा।

यह एक कड़वा सच है कि नवरात्रि और रमजान के नाम पर सियासत हो रही है। सियासत करने वाले इधर भी हैं और उधर भी, और जब तक ये लोग नहीं चाहेंगे, तब तक माहौल नहीं बदल सकता।
