नीतीश कुमार ने गुरुवार को फिर बेहूदा हरकत की, फिर अमर्यादित भाषा का इस्तेमाल किया, फिर गालियां दी. दो दिन पहले नीतीश ने विधानसभा में महिलाओं का अपमान किया था. गुरुवार को विधानसभा में एक सीनियर महादलित नेता को अनाप-शनाप बोला, मुख्यमंत्री तू-तड़ाक पर उतर आए. पूर्व मुख्यमंत्री जीतनराम मांझी को पागल, सेंसलेस, न जाने क्या-क्या कह दिया. नीतीश कुमार का जो रूप पिछले दो दिनों में दिखा, उसकी उम्मीद मुख्यमंत्री की कुर्सी पर बैठे किसी शख्स से कोई नहीं कर सकता. नीतीश ने विधानसभा में जीतनराम मांझी से कहा कि इसको मैंने चीफ मिनिस्टर बनाया, ये मेरी मूर्खता थी, ये मेरी गधा-पचीसी थी, जो इसको चीफ मिनिस्टर बना दिया, अब ये बीजेपी के पीछे भाग रहा है, गवर्नर बनना चाहता है, इसको कुछ पता भी है, इसको कुछ सेंस भी है, कुछ भी बोलता रहता है. सोचिए, ये वही अल्फाज़ हैं, जो नीतीश कुमार ने एक मुख्यमंत्री की हैसियत से विधानसभा में एक पूर्व मुख्यमंत्री के लिए कहे. नीतीश का ये रूप देखकर अध्यक्ष से लेकर सदन में मौजूद सभी विधायक, दर्शक दीर्घा में बैठे आम लोग, प्रेस गैलरी में बैठे रिपोर्टर्स के साथ साथ जेडी-यू और RJD के लोग भी हैरान थे. अध्यक्ष ने टोका, नीतीश के बगल में बैठे संसदीय कार्यमंत्री विजय चौधरी ने हाथ पकड़ पकड़कर बैठाने की कोशिश की लेकिन नीतीश कुमार बोलते गए. एक बार नहीं, बार-बार. करीब तीन मिनट तक नीतीश कुमार ने जीतनराम मांझी को बुरा-भला कहा. मांझी ने समझदारी दिखाई, बड़प्पन दिखाया, कुछ नहीं बोले, खामोश रहे, लेकिन नीतीश पर कोई फर्क नहीं पड़ा. जब बीजेपी के नेताओं ने इसका विरोध किया तो नीतीश ने एक बार फिर वही बातें दोहरा दी. इसके बाद भारी हंगामा हुआ. सदन की कार्यवाही हंगामे के बीच चलती रही. सरकारी बिल भी पास हो गए. लेकिन नीतीश की बयानबाज़ी फिर मुद्दा बन गई. बीजेपी ने महादलित के अपमान को बड़ा मुद्दा बना दिया. नीतीश कुमार की बदतमीज़ी से पहले सबसे बड़ी खबर ये थी कि गुरुवार को बिहार विधानसभा ने नौकरियों में, कॉलेज और अन्य शिक्षण संस्थाओं में आरक्षण का कोटा 50 परसेंट से बढ़ाकर 65 परसेंट करने का प्रस्ताव पास कर दिया. अब आर्थिक रूप से कमज़ोर वर्ग के 10 परसेंट रिजर्वेशन को मिलाकर, बिहार में 75 परसेंट आरक्षण होगा. इस बिल का किसी पार्टी ने विरोध नहीं किया. RJD और JD-U के विधायक आरक्षण की लिमिट बढ़ाए जाने से उत्साह में थे. इसी विधेयक पर चर्चा हो रही थी. इसी दौरान बहस में मांझी बोलने के लिए खड़े हुए. कुल डेढ़ मिनट बोल पाए. मांझी ने बहुत शालीनता से अपनी बात कही. कहा, हुज़ूर उन्हें लगता है कि जातिगत जनगणना में सिर्फ काग़ज़ी काम हुआ है, इसलिए जिन्हें वास्तव में आरक्षण की जरूरत है, उन्हें इन आंकड़ों से न्याय नहीं मिलेगा, कोई फ़ायदा नहीं होगा. मांझी ने कहा कि हर दस साल में आरक्षण की समीक्षा राने का प्रावधान है, सरकार को ये पता लगाना चाहिए कि जिन वर्गों के लिए आरक्षण की व्यवस्था है, क्या वाकई में उनको आरक्षण का फायदा मिल रहा है? सरकार ने अब तक ये नहीं किया, इसलिए सिर्फ आरक्षण की सीमा बढ़ाने से कुछ नहीं होगा. बस, मांझी इतना बोल पाए थे, इसी दौरान नीतीश कुमार खड़े हुए और मांझी को गालियां देना शुरू कर दिया. नीतीश का अंदाज बहुत शर्मनाक, अशोभनीय, अमर्यादित था, मुख्यमंत्री के पद की गरिमा के खिलाफ था. नीतीश ने सिर्फ जीतनराम मांझी को बेइज्जत नहीं किया, उन्होंने अध्यक्ष और विधानसभा को भी अपमानित किया, अपने पद को कलंकित किया. नीतीश कुमार इस अंदाज़ में बोल रहे थे मानो पुराने ज़माने में साहूकार गरीब और छोटी जाति के लोगों को अपमानित करते थे, उन्हें अपना गुलाम समझते थे. नीतीश के इस रूख पर सत्ता पक्ष और विपक्ष दोनों के विधायक हैरान थे. मुख्यमंत्री को उनके मंत्रियों ने रोकने की कोशिश की, अध्यक्ष ने शान्त रहने को कहा लेकिन वो नहीं रुके. बीजेपी के विधायक अध्यक्ष के आसन के सामने आ गए तो भी नीतीश को गलती का एहसास नहीं हुआ. जीतनराम मांझी ने नीतीश को सदन में कोई जवाब नहीं दिया, वह दुखी होकर सदन से बाहर चले गए. विधानसभा की कार्यवाही स्थगित हो गई. बीजेपी के विधायकों ने जीतनराम मांझी के साथ बदसलूकी के खिलाफ प्रदर्शन शुरू कर दिया. मांझी ने कहा कि उन्हें तो यक़ीन ही नहीं हो रहा कि ये वही नीतीश कुमार हैं, जो दस साल पहले थे, उन्हें नीतीश की बात सुनकर बुरा नहीं लगा, दुख हुआ क्योंकि नीतीश कोई आम इंसान नहीं है, वह बिहार के मुखिया हैं, मुख्यमंत्री हैं, और एक मुख्यमंत्री सदन में दूसरे नेता से तू-तड़ाक की भाषा में बात करे, पूर्व मुख्यमंत्री का अपमान करे, ये बिहार के लिए अच्छा नहीं है. मांझी ने कहा कि उन्हें लगता है कि मुख्यमंत्री का मानसिक संतुलन ख़राब हो गया है. उन्हें इलाज की ज़रूरत है. जब विवाद बढ़ा तो नीतीश का बचाव करने के लिए उपमुख्यमंत्री तेजस्वी यादव सामने आए. तेजस्वी ने कहा कि मुख्यमंत्री ने कोई दलित विरोधी बयान नहीं दिया, वो तो ख़ुद वहां मौजूद थे. तेजस्वी ने कहा कि सरकार ने आरक्षण बढ़ाने का ऐतिहासिक काम किया है, लेकिन बीजेपी नहीं चाहती कि सरकार की ये उपलब्धि जनता तक पहुंचे, इसलिए बेवजह का विवाद खड़ा कर रही है. तेजस्वी यादव भी जानते हैं कि नीतीश ने जो कहा, जिस अंदाज में कहा, जिन लफ़्ज़ों में कहा, वो ठीक नहीं था. लेकिन वो उपमुख्यमंत्री हैं, इसलिए मुख्यमंत्री का बचाव करना उनकी मजबूरी है. लेकिन नीतीश ने जो कहा उसका बचाव करना भी बेशर्मी है, क्योंकि नीतीश का व्यवहार हमारी संस्कृति, परंपरा, लोकतांत्रिक मर्यादा और पद की गरिमा के ख़िलाफ़ है. नीतीश मुख्यमंत्री हैं, ये सही है, लेकिन जीतनराम मांझी न सिर्फ महादलित हैं, बल्कि उम्र में भी नीतीश के बड़े हैं और उनका राजनीतिक अनुभव भी नीतीश से ज्यादा है. नीतीश को कम से कम उम्र का ख्याल रखना चाहिए था, लेकिन उन्होंने इसका भी ध्यान नहीं रखा. जहां तक जीतनराम मांझी को मुख्यमंत्री बनाने का सवाल है, नीतीश कुमार भूल गए कि जीतनराम मांझी उनसे ज्यादा बार चुनाव जीते हैं. मांझी पहली बार 1980 में विधायक बने थे, उस वक्त की सरकार में मंत्री थे. नीतीश कुमार पहला चुनाव 1985 में जीते. वो जब विधायक थे, उस वक्त मांझी मंत्री थे. मांझी कांग्रेस के तीन मुख्यमंत्रियों की सरकार में मंत्री रहे, लालू और राबड़ी की सरकार में मंत्री रहे, नीतीश की सरकार में भी मंत्री रहे लेकिन लेकिन कभी अपने किसी नेता को धोखा नहीं दिया. जबकि नीतीश का पूरा राजनीतिक करियर धोखेबाजी का है. पहले लालू को धोखा दिया, फिर जार्ज फर्नांडिस को धोखा दिया, फिर शरद यादव की पीठ में छुरा घोंपा, बीजेपी की मदद से कुर्सी पर बैठे तो पलटी मारी. लालू की मदद से मुख्यमंत्री बने, फिर पलटी मारी, फिर बीजेपी के साथ आए, औऱ फिर लालू के साथ चले गए. तेजस्वी भी नीतीश को पलटू चाचा कहते थे. इसलिए नीतीश को किसी दूसरे बारे में ये कहने का हक़ तो कतई नहीं है कि वो सत्ता और कुर्सी का लालची है. जहां तक मांझी को मुख्यमंत्री बनाने का सवाल है, ये भी नीतीश की सियासी चाल थी, ड्रामा था, जिसके चक्कर में मांझी फंस गए थे. नीतीश ने सिर्फ दलितों की हमदर्दी पाने के लिए, वोट पाने के लिए मांझी को कुर्सी सौंपी थी और जब काम निकल गया तो उन्हें बेइज्जत करके हटाया औऱ फिर कुर्सी पर बैठ गए. यही नीतीश का चरित्र है. लालू यादव ने एक बार नहीं कई बार कहा कि नीतीश के पेट में दांत हैं, वो किसी को भी धोखा दे सकते हैं. लेकिन राजनीति में ये सब होता रहता है, इसलिए नीतीश बच निकलते रहे. लेकिन पिछले दो दिन में उन्होंने सारी मर्यादाओं को तोड़ दिया. उन्होंने जिस तरह मांझी को सदन के भीतर बेइज्जत किया, इससे लगा कि नीतीश ने वाकई में मानसिक संतुलन खो दिया है. वो एक महादलित, एक पूर्व मुख्यमंत्री, एक बुजुर्ग और अपने से ज्यादा सीनियर नेता का इस तरह अपमान कैसे कर सकते हैं? नीतीश जिस कुर्सी पर बैठे हैं, अगर उसकी मर्यादा का ख्याल नहीं रख सकते तो उनको मुख्यमंत्री बनाने वाले लालू यादव को सोचना चाहिए कि उन्होंने क्या किया? हो सकता है, नीतीश कल कहें कि गलती हो गई, माफ किया जाए, वो शर्मिंदा हैं, खुद अपनी निंदा करते हैं, लेकिन अगर वो ऐसा करते हैं, तो ये दिखावा होगा क्योंकि मंगलवार को उन्होंने महिलाओं का अपमान किया, बुधवार को दिन भर हाथ जोड़कर घूमते रहे, माफी मांगते रहे, लेकिन गुरुवार को एक पूर्व मुख्यमंत्री को भरी सभा में बेइज़्ज़त किया. नीतीश कुमार 18 साल से बिहार के मुक्यमंत्री हैं. लेकिन पिछले तीन दिन में नीतीश कुमार ने सारी हदों को पार कर दिया. उन्होंने जो कुछ कहा, उससे उनकी सार्वजनिक छवि ध्वस्त हो गई है. पहले महिलाओं के बारे में अश्लील बातें और अब पूर्व मुख्यमंत्री को गालियां. ऐसा व्यवहार न बिहार के लिए अच्छा है और न लालू यादव की आरजेडी के लिए. अगर नीतीश कुमार मानसिक संतुलन खो बैठे हैं, अपने होशोहवास में नहीं हैं तो ऐसे व्यक्ति के हाथ में बिहार की कमान होना खतरनाक है. अगर नीतीश कुमार का दिमाग ठिकाने पर है, पूरे होशोहवास में ऐसी भाषा का इस्तेमाल कर रहे हैं, तो ये और भी खतरनाक है. ऐसा व्यक्ति बिहार का मुख्यमंत्री बने रहने लायक नहीं है. लालू यादव और तेजस्वी यादव को सोचना चाहिए कि वो ऐसे नीतीश कुमार को बोझ कह तक उठाएंगे? ऐसी शर्मनाक हरकतें करने वाले शख्स को कब तक उन्हें मुख्यमंत्री की कुर्सी पर बिठाएंगे? कब तक अपने राजनीतिक हितों को साधने के लिए नीतीश की सरकार को चलाते रहेंगे ?

Bihar chief minister Nitish Kumar has landed in a fresh controversy by using undignified language against his predecessor Jitan Ram Manjhi inside the assembly. Two days ago, Nitish had insulted women in Bihar assembly when he indulged in graphic description of sexual intercourse. On Thursday, when the House was discussing the bills to raise the reservation cap to 65 per cent in jobs and education, 80-year-old Manjhi had questioned the caste survey data relating to Mahadalit communities. Manjhi belongs to the extremely backward Musahar caste in Bihar. An enraged Nitish Kumar stood up and took exception to the Speaker allowing Manjhi to participate in the debate. Nitish said, “Isko koi sense hai?… Who made you the CM? This man has no sense, no idea. It was my stupidity that I made him the CM.” Pointing towards BJP benches, Nitish Kumar went on, “He is now with you, because he wants to become Governor. Make him the Governor. His family members also do not care for him. His community members are also upset with him. He was earlier in Congress. He is good for nothing.” For nearly three minutes, the chief minister berated his predecessor in an undignified manner. Manjhi, while taking part in the debate, had remarked, “it seems the caste census was mere paperwork, those who really deserve reservation will not get justice from these statistics….there is a provision to review reservation quota after every ten years..the government should find out whether caste groups are really getting the benefit of reservation or not…merely raising the quota cap will not do”. Nitish Kumar then exploded in anger and started berating Manjhi. He described him as insane and senseless. It was Manjhi’s greatness that he did not respond rudely, and left the House. By then, there was uproar inside the House. BJP MLAs started protesting and alleged that the CM has insulted a Mahadalit leader. Manjhi later told reporters, “I can’t believe that this is the same Nitish Kumar, whom I knew ten years ago. I feel sad hearing him use such words. Nitish is not an ordinary man, he is the head of our state, and a chief minister has insulted a former CM using derogatory language. I think the chief minister has lost his mental balance and he needs treatment.” The manner in which Nitish Kumar lost his cool inside the assembly was shameful and undignified. He not only insulted Manjhi, but also the Speaker and the House, and brought a bad name to the chief minister’s post. Nitish Kumar was speaking as if he was a moneylender of yore berating a poor man from a lower caste for not repaying a loan. Both the ruling and opposition members were stunned by Nitish’s outburst. Even the Speaker and other ministers tried to cool him down, but Nitish Kumar continued with his tirade. When the controversy spiralled, deputy chief minister Tejashwi Yadav reacted. He said, the chief minister has not given any anti-Dalit statement. “I was present there. No Dalit leader was insulted”, he said. Tejashwi said, the state government has taken a historic step by getting the bills relating to increasing reservation limit in both jobs and education passed. Tejashwi alleged that BJP wants this achievement must not reach the common people, and that is why it is raking up an unnecessary issue. Even Tejashwi Yadav knows, the manner in which Nitish spoke was highly undignified. He is the deputy chief minister, and defending his CM is his political compulsion. But to defend what Nitish did is, in itself, a shameful thing. Nitish’s attitude goes againt the grain of our tradition, culture and democratic dignity. It violates the dignity of the chair of chief minister. Jitan Ram Manjhi is not only a Mahadalit, he is older than Nitish Kumar in age, and his political experience is more compared to that of Nitish. The chief minister should have respected Manjhi’s age. As far as Manjhi being made the CM is concerned, Nitish probably forgot that Manjhi has won more elections than Nitish. Manjhi was first elected MLA in 1980. He was then made a minister. Nitish Kumar was first elected MLA in 1985. When Nitish was a legislator, Manjhi was working as a minister. Manjhi was minister in three Congress governments. He was also a minister in the governments headed by Lalu Prasad and Rabri Devi. He was a minister in Nitish’s government. He never betrayed any of his leaders. On the contrary, Nitish’s entire political career has been a history of political betrayals. He first betrayed Lalu Prasad, then George Fernandes and Sharad Yadav, became CM with BJP support, then did a ‘palti’ (somersault), again became the CM with Lalu’s support, then made another somersault and joined BJP camp, and now he has again joined Lalu’s camp. It is not for nothing that Tejashwi once took a jibe at him by naming him ‘paltu chacha’ (an uncle who does somersaults). Therefore, Nitish has no right to berate another leader and say that he is hungry for power and position. As far as installing Manjhi as CM is concerned, it was Nitish’s political game, a drama, in which Manjhi became a pawn. Nitish wanted sympathy and votes from Dalits and therefore handed over the CM’s chair to Manjhi. Once his work was over, he sidelined and himself became the CM. This has been Nitish Kumar’s political character throughout his career. Lalu Prasad is on record of having said, in local lingo, that Nitish has “even teeth inside his belly and he can betray anybody”. Such things happen in politics, and every time Nitish got a fresh lease of life. But, in the last two days, Nitish Kumar has broken all limits of dignity. The public humiliation of Jitan Ram Manjhi inside the assembly, clearly indicates that Nitish has lost his mental balance. How can he insult a Mahadalit, a former CM, an old man and a leader senior to him? If Nitish cannot protect the dignity of his chair, Lalu Prasad Yadav, who was instrumental in making Nitish CM, must think about Nitish’s actions. Maybe Nitish may say tomorrow that he made a mistake and may seek forgiveness, but if he does that, it will only be a façade. He insulted womanhood on Tuesday, and then went around town apologizing with folded hands on Wednesday. On Thursday, he insulted a senior Dalit leader. Nitish Kumar has been chief minister of Bihar for nearly 18 years. In the last three days, he has crossed all limits of dignity. His acts have damaged his public image. Such action is neither good in the interest of Bihar, nor for Lalu Prasad’s RJD. If Nitish has lost his mental balance and he is not in his senses, handing over the reins in the hands of such a deranged man is dangerous. If Nitish Kumar is in his senses, and is using such crude language, then it is all the more dangerous. Such a person does not deserve to remain as chief minister of Bihar. Lalu Yadav and Tejashwi Yadav must think, how long can they carry Nitish’s burden and keep him in the CM’s chair. How long will they allow Nitish’s government to continue for their political interests?

बिहार विधानसभा में मंगलवार को नीतीश कुमार ने जिस बेशर्मी से, जिस अभद्रता के साथ बिहार की माताओं और बहनों को अपमानित किया, उस पर वो अगले दिन हाथ जोड़कर माफी मांगते रहे. खुद अपनी निंदा करते रहे, अपने बयान को शर्मनाक बताते रहे, लेकिन बात नहीं बनी. नीतीश कुमार ने विधानसभा में जिस निर्लज्जता से बात की, जिस अश्लील अंदाज में बोले, उसके खिलाफ पूरे देश में नाराज़गी दिखी. कांग्रेस ने नीतीश कुमार से किनारा कर लिया. इंडिया एलायन्स में शामिल दूसरी पार्टियों ने चुप्पी साथ ली. AIMIM चीफ असदद्दुीन ओवैसी ने कहा कि उन्हें ये समझ नहीं आ रहा है कि एक मुख्यमंत्री विधानसभा को थिएटर कैसे समझ सकता है, जिसमें कोई अश्लील फिल्म चल रही हो. उनकी अपनी पार्टी जेडीयू और आरजेडी के नेताओं ने नीतीश का बचाव करने की नाकाम कोशिश की. उनका बचाव किसी काम नहीं आया. दिल्ली से लेकर पटना तक बीजेपी की तरफ से प्रदर्शन शुरू हो गए. बीजेपी के कार्यकर्ताओं ने नीतीश कुमार के पुतले जलाए, बिहार विधानसभा में हंगामा हुआ. वहां भी नीतीश ने माफी मांगी लेकिन बीजेपी ने साफ कर दिया कि अब नीतीश कुमार जब तक इस्तीफा नहीं देंगे, उनकी कोई बात नहीं सुनी जाएगी. ये मुद्दा तब और बड़ा हो गया जब प्रधानमंत्री नरेन्द्र मोदी ने मध्य प्रदेश की चुनावी रैली में नीतीश के बयान का ज़िक्र किया. नीतीश के बयान को महिलाओं का अपमान बताया. मोदी ने कहा कि उन्हें समझ नहीं आ रहा है कि ये नेता कितना नीचे गिरेंगे? कब तक दुनिया भर में देश का अपमान कराएंगे? मोदी ने कहा कि उन्हें हैरानी इस बात पर है कि नीतीश ने जो मोदी-विरोधी मोर्चा बनाया है, उसमें शामिल पार्टियों के नेता भी मुंह में दही जमाकर बैठे हैं. चूंकि प्रधानमंत्री ने मुद्दा उठा दिया, इसलिए अब ये बात और आगे बढ़ गई. आम तौर पर मोदी किसी संवैधानिक पद पर बैठे नेता के खिलाफ इतने सख़्त लफ़्ज़ों का इस्तेमाल नहीं करते लेकिन चूंकि मुद्दा महिलाओं के सम्मान का था, नीतीश का बयान शर्मनाक था, इसलिए मोदी खुलकर बोले. इस मामले में मोदी के घोर विरोधी असदुद्दीन ओवैसी भी मोदी के साथ खड़े नजर आए. ओवैसी ने कहा कि एक मुख्यमंत्री से, एक तज़ुर्बेकार नेता से, इस तरह के अश्लील बयान की उम्मीद कोई नहीं करता, नीतीश ने न तो पद का ख्याल रखा, न विधानसभा की मर्यादा की परवाह की, न सामाजिक लोकलाज का ध्यान रखा. ओवैसी ने कहा कि वैसे तो विधानसभा में इस तरह की बात का कोई मतलब नहीं था लेकिन फिर भी अगर नीतीश कुमार जनसंख्या के मुद्दे को महिलाओं की शिक्षा से जोड़ना चाहते थे तो उसका शालीन तरीक़ा भी था, लेकिन नीतीश तो सब भूल गए, इसलिए अब उन्हें इसका खामियाज़ा भी भुगतना पड़ेगा. नीतीश के बयान पर जिस तरह की प्रतिक्रिया हो रही थी, उसके बाद नीतीश को भी अंदाजा हो गया था कि उन्होंने जो कहा उससे जातिगत सर्वे का मुद्दा तो पीछे रह गया, इसलिए बुधवार को नीतीश ने बिना शर्त, बिना किन्तु-परन्तु किये हाथ जोड़ कर माफी मांगी. लेकिन बीजेपी के विधायक सदन में हंगामा करते रहे और उनके इस्तीफे की मांग की. जब बात बढ़ गई तो बीजेपी नेता सुशील कुमार मोदी सामने आए. उन्होंने नीतीश कुमार को रिटायर होने की सलाह दी है. सुशील मोदी ने कहा कि इससे पहले नीतीश ने ऐसे अश्लील लफ़्ज़ों का इस्तेमाल कर चुके हैं, कई मौंको पर उन्हें खुद नहीं पता होता कि क्या कह रहे हैं, वो अफसरों और मंत्रियों के नाम भूल जाते हैं. सुशील मोदी ने कहा कि नीतीश की उम्र हो चली है, अब उन्हें मुख्यमंत्री का पद किसी और को सौंप देना चाहिए. नीतीश कुमार के अभद्र और अश्लील भाषण का बचाव करने वाले दो तरह की बातें कह रहे हैं. एक तो ये कि मुख्यमंत्री ने खुद अपनी बात को शर्मनाक कह दिया, बार-बार माफी मांग ली, अब इस बात को तूल न दिया जाय. इसमें समझने की बात ये है कि नीतीश कुमार को माफी मांगने के लिए मजबूर किया गया, इसलिए नहीं कि उनकी अश्लील बातों से 13 करोड़ बिहारियों का सिर शर्म से झुक गया, बल्कि इसलिए कि उनके निर्लज्ज बयान से आरक्षण को 75 परसेंट करने का मुद्दा दब गया. इस सवाल पर मोदी को कॉर्नर करने की जो सियासी चाल उन्होंने चली थी, वो सेक्स लाइफ के बारे में बेशर्मी से कही गई बात की काली छाया में पीछे छूट गई. आरक्षण पर मोदी को घेरने का आइडिया फेल होता नज़र आया, इसलिए ये पॉलिटिकल माफी मांगी गई. दूसरी बात, आज कुछ लोगों ने मुझसे ये कहा कि नीतीश कुमार को माफ कर दीजिए, वो पगला गए हैं, मानसिक संतुलन खो बैठे हैं, उन्हें पता ही नहीं कि वो क्या बोल देते हैं. मेरा सवाल ये है कि जो व्यक्ति अपना मानसिक संतुलन खो बैठा है, जो पगला गया है, क्या उसे मुख्यमंत्री बने रहना चाहिए ? जो नेता विधानसभा और विधान परिषद में अश्लील बातें कर सकता है, क्या उसे बिहार का नेतृत्व करने का अधिकार है ? नीतीश कुमार ने जो बेशर्मी दिखाई, जिस तरह की गंदी बात की, उसके बाद उन्हें अपने पद पर रहने का कोई अधिकार नहीं है. ऐसे लोग भारतीय राजनीति के नाम पर कलंक हैं. और मुख्यमंत्री पद तो छोड़िए , मुझे लगता है उन्हें राजनीति से संन्यास ले लेना चाहिए. और जो नीतीश कुमार को प्रधानमंत्री बनाने की बात कह रहे थे, उन्हें सोचना चाहिए कि वो देश के साथ क्या करना चाहते हैं.

Bihar chief minister Nitish Kumar had to apologize with folded hands for most part of the day on Wednesday for his indecent and shameless remarks about mothers and sisters of his state inside the assembly. There was nationwide outrage over the crude and brazen manner in which the chief minister described sex act between a male and a female, while linking the issue of female illiteracy with population growth. Nitish Kumar’s ally Congress refused to defend the chief minister, while other parties in INDIA alliance maintained a studied silence. AIMIM chief Asaduddin Owaisi said, he failed to understand how a chief minister can make the legislative assembly a theatre as if a soft porn film is being shown. Leaders of Nitish’s own party JD(U) and his main ally RJD tried their best to defend the chief minister, but from Delhi to Patna, BJP supporters came out on the streets and burnt Nitish’s effigy. There was pandemonium inside the Bihar assembly, where Nitish Kumar tendered his apology with folded hands and said he would like to condemn himself for his behaviour. The main opposition BJP demanded his resignation. The issue grew out of proportion when Prime Minister Narendra Modi while addressing an election rally in Madhya Pradesh, without naming Nitish Kumar, said, “ A prominent leader of INDI alliance used indecent language shamelessly inside the assembly. Not a single INDI alliance leader is speaking out against this. How low will they stoop and bring shame to the country?” Normally the Prime Minister Narendra Modi never uses harsh words against any leader occupying a constitutional post, but since the issue related to the dignity of women, and since Nitish had used crude language, Modi had to speak out. Even Modi’s diehard opponent Asaduddin Owaisi condemned Nitish Kumar. Owaisi said, nobody expected such an indecent remark from a chief minister who is an experienced leader. “Nitish neither kept the decorum of his post, nor of the assembly. Nor did he keep social manners in mind”, he said. Owaisi added, making such a crude remark was unnecessary inside the assembly, and if Nitish wanted to link the population issue with women’s education, he could have done it in a decent manner. “Nitish Kumar will have to bear the consequences”, Owaisi remarked ominously. Nitish’s act overshadowed the debate on caste survey statistics in Bihar. Senior BJP leader Ravi Shankar Prasad said, Nitish has tendered his apology with ifs and buts, and his intention is still not sanguine. BJP legislators, mostly women, holding placards, shouted ‘Nitish go back’, as the chief minister entered the assembly. Inside the House, Nitish Kumar said, if anybody’s feelings have been hurt, he would like to tender apology, but at the same time, he added, “yesterday they were silent, but today, orders have come from the top, and that’s why they are creating hungama’. This led to more vociferous protests from BJP members. Senior BJP leader Sushil Kumar Modi advised Nitish to retire gracefully from politics. “He has made indecent remarks in the past too. Many a times he does not know what he is saying. He forgets the names of bureaucrats and ministers. Nitish is ageing, and he should hand over the CM post to somebody else”, Sushil Modi said. Those defending the crude manner in which Nitish made the remark are forwarding two arguments. First, the chief minister has himself apologized for his words and it should not be blown up as an issue. One must note that Nitish Kumar was forced to apologize by his well-wishers, not because his indecent remark had made 13 crore people of Bihar hang their heads in shame, but because his shameless remark has overshadowed the politically significant 75 per cent reservation move that was announced two days ago. This was a political move to corner Modi, but it was overshadowed by the crude remark made about sex life by the chief minister. The idea to corner Modi on the reservation issue in Bihar seemed to be on the verge of being obscured. This is the reason why Nitish was forced to apologize in public. In short, it is a political apology. Secondly, some of the people in the know told me today that Nitish should be forgiven because he appears to have lost his mental balance. He does not know what he is saying in public. My question is: if a leader loses his mental balance, should he continue in the post of Chief Minister? I think, Nitish should retire from active politics, and those who were speaking about making Nitish the future Prime Minister, should ponder what they are going to do with the country.

नीतीश सरकार ने बिहार की जातिगत सर्वे रिपोर्ट विधानमंडल में पेश कर दी. कई चौंकाने वाले आंकड़े सामने आए और इन आंकड़ों से ये राज भी खुल गया कि नीतीश कुमार ने सर्वे क्यों कराया. बिहार विधानसभा में नीतीश कुमार ने कहा कि अब संख्या के आधार पर रिजर्वेशन का कोटा भी पचास परसेंट से बढ़ कर कम से कम पैंसठ परसेंट किया जाना चाहिए. ये ऐसा मुद्दा है जिस पर विधानसभा में तो किसी ने विरोध नहीं किया. रिपोर्ट पेश होने के कुछ ही घंटे बाद मंत्रिमंडल ने नया आरक्षण बिल लाने को मंजूरी दे दी. इसके बाद ओवैसी की पार्टी के नेताओं ने ये कहा कि जब सभी वर्गों को आबादी के हिसाब से रिजर्वेशन की बात हो रही है तो फिर मुसलमानों ने किसी का क्या बिगाड़ा है. मुसलमानों को भी आरक्षण मिलना चाहिए. नीतीश ने इसका कोई जवाब नहीं दिया. जातिगत जनगणना में सामने आया कि बिहार में सवर्णों की आबादी कुल करीब बारह परसेंट हैं लेकिन उनमें से 25 परसेंट ग़रीब हैं. सवर्णों में सबसे ज्यादा गरीबी भूमिहारों में है जबकि गरीबी के मामले में ब्राह्मण दूसरे नंबर पर हैं. चौंकाने वाली बात ये है कि बिहार में SC ST की आबादी करीब 22 परशेंट है लेकिन उनमें से पैंतालीस परसेंट गरीबी की सीमा रेखा से ऊपर हैं जबकि अब तक ये माना जाता था कि भूमिहार बिहार में सबसे ज्यादा ताकतवर हैं, अमीर हैं और SC ST के ज़्यादातर लोग गरीब हैं. इस सर्वे में ये भी सामने आया कि बिहार में यादवों और मुसलमानों की आबादी बढ़ी है.. इस पर अमित शाह ने सवाल उठाए थे. नीतीश कुमार ने इसकी वजह बताई. जो रिपोर्ट पेश की गई, उसके मुताबिक बिहार में पिछड़े वर्ग के लोग करीब 63 परसेंट, अनुसूचित जाति करीब बीस परसेंट, अनुसूचित जनजाति करीब पौने दो परसेंट और सवर्ण करीब 12 परसेंट है. लेकिन चौंकाने वाली बात ये है कि अब तक ये माना जाता था कि भूमिहार, ब्राह्मण और राजपूत संपन्न जातियां हैं लेकिन सर्वे की रिपोर्ट में ये खुलासा हुआ कि सवर्णों की बड़ी आबादी ग़रीब है. बिहार सरकार की इस रिपोर्ट के मुताबिक, बिहार के सवर्णों में भूमिहार सबसे ज्यादा गरीब हैं. बिहार में करीब 28 परसेंट भूमिहार ग़रीबी रेखा के नीचे हैं. करीब 25 परसेंट ब्राह्मण और राजपूत गुरबत में जी रहे हैं. सवाल ये है कि ग़रीबी का पैमाना क्या है? तो नीतीश सरकार ने उस परिवार को गरीब माना है जिसकी आमदनी हर महीने छह हजार रूपए से कम है. सर्वे में बताया गया कि पिछड़े वर्ग में तैंतीस परसेंट और अति पिछड़े वर्ग में भी करीब 34 परसेंट लोग ग़रीबी रेखा के नीचे हैं. पिछड़े वर्ग में सबसे ज्यादा आबादी यादवों की हैं. बिहार में यादव करीब 15 परसेंट हैं लेकिन उनमें गरीबी भी सबसे ज्यादा है. सर्वे के मुताबिक, करीब 33 परसेंट यादव ग़रीब है. नीतीश कुमार कुर्मी जाति से हैं, उनकी जाति की आबादी घटी है, तीन परसेंट से भी कम है. लेकिन कुर्मियों में भी करीब तीस परसेंट गुरबत के शिकार हैं. नीतीश कुमार और तेजस्वी का पूरा फोकस पिछड़े वर्ग पर ही है. कुछ और हैरान करने वाले आंकड़े इस रिपोर्ट में हैं. बिहार में कुल 2 करोड़ 76 लाख परिवार हैं, इनमें से 94 लाख परिवार गरीब हैं. करीब साठ परसेंट लोगों के पास अपने पक्के मकान हैं, 49 लाख परिवार कच्चे घरों में रहते हैं, जबकि करीब 64 हजार लोग ऐसे हैं जिनके पास न घर है, न ज़मीन है लेकिन रिपोर्ट में चौंकाने वाली बात ये है कि बिहार में अनुसूचित जाति और जनजाति के आधे से ज्यादा लोग गरीबी के दायरे से बाहर हैं. सर्वे की रिपोर्ट कहती है कि बिहार में अनूसुचित जाति के 57 परसेंट लोग और अनुसूचित जनजाति के भी 57 परसेंट लोग गरीब नहीं हैं. रिपोर्ट के इस हिस्से पर पूर्व मुख्यमंत्री जीतनराम मांझी ने सवाल उठाया. मांझी ने अपनी जाति की बात की. कहा कि सरकार दावा कर रही है कि 45 परसेंट मुसहर अमीर हैं. मांझी ने कहा कि वो सरकार को चुनौती देते हैं कि किसी भी ज़िले में चलकर दिखा दें, अगर दस परसेंट से ज़्यादा मुसहर परिवार ग़रीबी रेखा से ऊपर मिलेंगे, तो वो राजनीति छोड़ देंगे. नीतीश कुमार असली मुद्दे पर आए. कहा, सर्वे हो गया. सर्वे में हर जाति की संख्या और उनकी आर्थिक स्थिति का पता लग है. अब बिहार सरकार उन 64 हजार परिवारों को मकान बनाने में ढ़ाई लाख रूपए की मदद देगी जिनके पास न घर है, न जमीन है. इसके बाद जिन परिवारों के पास न खेती के लिए जमीन है,न रोजगार है, ऐसे गरीब परिवारों को एक मुश्त दो लाख रूपए की मदद करेगी. नीतीश ने कहा कि बिहार सरकार जो कर सकती है, वो करेगी लेकिन असली काम तो तब होगा जब पिछड़े वर्ग को, SC ST को उनकी आबादी के हिसाब से आरक्षण मिलेगा. नीतीश ने कहा कि अब SC ST कोर्ट में पांच परट सेंका इजाफा होना चाहिए और पिछड़े वर्ग के आरक्षण को कम से कम 16 परसेंट बढ़ाना चाहिए कुल मिलाकर आरक्षण का कोटा पचास परसेंट से बढ़ा कर 65 परसेंट किया जाना चाहिए. केन्द्र सरकार इसके बारे में जितनी जल्दी फैसला लेगी, उतने जल्दी पिछड़ों को उनका हक मिलेगा. शाम को नीतीश ने विधानसभा में बयान दिया और कुछ घंटों के भीतर उनकी कैबिनेट ने आरक्षण को बढ़ाकर 75 परसेंट करने के प्रस्ताव को हरी झंडी दे दी. अब ये प्रस्ताव केंद्र सरकार को भेजा जाएगा. वैसे, बिहार के इस जातिगत सर्वे को हर नेता अपनी जाति के चश्मे से देख रहा है.जातिगत जनगणना हो गई, पर क्या इससे वाकई में गरीबों का भला होगा? क्या वाकई में सरकार जाति के आधार पर कल्याणकारी योजनाएं बना पाएगी? सारी बातों का उत्तर ना में है. ये तो पहले से पता था कि जातिगत जनगणना का मकसद राजनीतिक है. इरादा पिछड़ी जातियों का वोट पाने का है. और आज इस बात की एक बार फिर पुष्टि हो गई. नीतीश कुमार ने सच उजागर कर दिया. उन्होने आरक्षण का कोटा बढाकर करने की बात की और कैबिनेट में 75 परसेंट आरक्षण का प्रस्ताव भी पास करवा दिया. हालांकि नीतीश कुमार भी जानते हैं कि ये सुप्रीम कोर्ट के सामने नहीं टिकेगा लेकिन अब नीतीश कुमार 75 परसेंट आरक्षण लागू करने का प्रस्ताव केन्द्र सरकार को भेजेंगे. फिर रोज़ इसी बहाने मोदी और बीजेपी पर हमले करेंगे.कुल मिलाकर आम लोगों को कुछ नहीं मिलेगा लेकिन नीतीश को वोट पाने का मसाला मिल जाएगा.

नीतीश और सेक्स शिक्षा

नीतीश कुमार ने जातिगत सर्वे की रिपोर्ट के बहाने महिलाओं की भी खूब बात की. उन्होंने कहा कि बिहार में साक्षरता दर बढी है. दसवीं और बारहवी पास महिलाओं की संख्या में ज़बरदस्त इज़ाफ़ा हुआ है.. नीतीश ने कहा कि लड़किया पढ़ लिख रही हैं, इसका असर बिहार की जनसमख्या वृद्धि दर पर दिख रहा है, जन्म दर कम हुई, .बच्चों की संख्या घट गई है.इसके बाद नीतीश बहक गए. उन्होंने विधानसभा में बताया कि लड़कियां पढ़ रही है, उसकी वजह से सुरक्षित सेक्स के कारण जनसंख्या वृद्धि दर घट रही है. नीतीश ने जिस तरीके से सुरक्षित सेक्स का वर्णन किया, उसे सुनकर लोग हैरान रह गए. नीतीश कुमार पुराने नेता हैं.संभल कर बोलते हैं लेकिन मंगलवार को ऐसा लगा कि वो ये तय करके आए थे कि उन्हें जनसमख्या वृद्धि दर से महिलाओं की साक्षरता दर को जोड़ना है और उसे विस्तार से समझाने के लिए यही कहना है. नीतीश ने सिर्फ विधानसभा में ये बात नहीं कही, जब वो विधान परिषद में पहुंचे तो वहां भी यही बोले और ज़्यादा खुलकर बोले. जब महिला विधायकों और लिपक्ष ने काफी हंगामा किया, तो बुधवार को नीतीश कुमार ने एक बयान में कहा, “मेरी तरफ से कुछ ऐसी बात हो गयी तो मैंने माफ़ी मांग ली है, अगर आपको बुरा लगा तो हम अपना बयान वापस लेते है, मेरी बात से आप सबको दुःख हुआ तो मैं अपने शब्द वापस लेता हूँ, बात ख़त्म करते है।”

Bihar chief minister Nitish Kumar played the caste card to the hilt on Tuesday, hours after presenting the caste survey report in assembly. His cabinet decided to bring a bill to increase the combined job reservation for scheduled castes and scheduled tribes, backward classes and extremely backward classes from the existing 50 per cent to 65 per cent. Since a 10 per cent quota for economically weaker section groups, as announced by the Union Government, has also been adopted, the total reservation quota in Bihar will now amount to 75 per cent. The cat is now out of the bag on why Nitish opted to conduct a caste survey in Bihar. Nitish has now revived the demand for granting special category status to Bihar, in order to carry out poverty alleviation program which may require Rs 2.5 lakh crore. Caste reservation is an emotional issue which none of the major parties opposed inside Bihar assembly, but Asaduddin Owaisi’s AIMIM raised the question on why Muslims are not being given quota in direct proportion to their population. In the Bihar caste survey data, the most surprising part was the numbers relating to general category families. Bhumihar community, considered the biggest land-owning caste in general category has 27.6 per cent living in poverty, i.e. less than Rs 6,000 monthly income limit. Brahmins have 25.3 pc, Rajputs have 24.9 pc, and Kayasthas have 13.8 pc, all living in poverty. Overall, 34 per cent of families in Bihar live on a daily income of Rs 200 and even less, says the survey. That amounts to 94.4 lakh families, living in poverty, out of a total of 2.8 crore families in Bihar. General category, i.e. upper castes, comprise nearly 12 pc of the population, and out of them nearly 25 pc are economically weaker. Among schedules caste and tribes, which constitute 22 pc of population, nearly 45 pc are living above the poverty line. The socio-economic survey raises several important questions. It shows that the population of Yadav and Muslim communities has increased. The survey shows, 33 pc among backward classes and 34 pc among extremely backward classes are living in poverty. Yadav community constitutes the largest population among backward classes. Yadavs comprise 15 pc of state’s population, but 33 pc among them are poor. Nitish Kumar belongs to Kurmi caste, and its population has declined by 3 pc. Yet, 30 pc among Kurmis are poor. Nitish Kumar promised in the assembly that the state government will provide Rs 2 lakh assistance to every poor family, which has no agricultural land or job or house. Now that the caste survey data are out, the moot question is: will it really help the poor? Will the state government make welfare schemes for the poor ? As of now, the answer is in the negative. From Day One, it was known that the motive behind conducting a caste survey was political: in order to corner vote banks of backwards classes. Nitish Kumar has now made that secret public by announcing that he would raise the reservation quota. Nitish knows that it cannot stand judicial scrutiny in Supreme Court, but he is surely going to send the bill to the Centre for approval, and in the process, he will daily target Modi and BJP. The common man is not going to get any relief, but Nitish will get the required cannon fodder for garnering votes.

NITISH SPARKS A ROW ON SEX EDUCATION

On Tuesday, Nitish Kumar made a graphic description about sex inside the assembly, while explaining how an educated married woman can force her husband to adopt a particular method of contraception. The chief minister said, “when an educated girl gets married, she can ensure population control by telling her husband how to go safe during intercourse. The girls are now doing the work of convincing”. Immediately, BJP leaders described Nitish Kumar’s graphic description as vulgar, double meaning and derogatory to womanhood. On Wednesday, the chief minister tendered apology for this. He said, I have apologized for some words that I used yesterday and if you feel bad, I feels ad and I withdraw my words. Let the matter end here.” Nitish Kumar was speaking about rise in literacy rate among girls and said the numbers of 10th and 12th pass girls have registered a big increase. This has favourably affected population growth rate and reproduction rate has declined. The number of child births has declined. The members were however stunned when the chief minister went on to graphically describe how population can be controlled. Nitish Kumar is an old and experienced leader. He choses his words carefully, but on Tuesday, it seemed as if he had made up his mind to link population growth decline to female literacy rate by using these words. He spoke the same words in the legislative council too. It was left to deputy CM Tejashwi Yadav to defend the chief minister. Tejashwi said, Nitish Kumar has not said anything wrong, he was speaking on sex education, but some people in the opposition took it in an incorrect manner.

छत्तीसगढ़ में आज पहले चरण की वोटिंग हुई. वोटिंग से पहले बैटिंग एप छत्तीसगढ़ की सियासत में बड़ा मुद्दा बन गया है. खुद को महादेव बैटिंग एप का मालिक बताने वाले शख्स ने दावा किया है कि उसने अपने कारोबार में मदद के लिए चीफ मिनिस्टर भूपेश तक 508 करोड़ पहुंचाए.. ED ने पिछले हफ्ते पांच करोड़ 39 लाख रूपए कैश बरामद भी कर लिए. बैंक खातों में 15 करोड़ से ज्यादा की रकम सीज की. अब पता लगा है कि ED जल्दी ही इस मामले में भूपेश बघेल को समन जारी कर सकती है. चूंकि जांच तेजी से आगे बढ़ रही है, कई लोग गिरफ्तार हो चुके हैं, आंच मुख्यमंत्री तक पहुंच गई है और चुनाव चल रहा है, इसलिए सत्ता के खेल में सट्टेबाजी बड़ा राजनीतिक मुद्दा बन गई. बीजेपी अध्यक्ष जे पी नड्ढा से लेकर कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे तक बीजेपी और कांग्रेस दोनों पार्टियों के नेता इस मुद्दे पर खूब बोले. नड्डा ने कहा कि छत्तीसगढ़ में कांग्रेस ने लूट मचा रखी है, पैसे के लालच में महादेव तक को नहीं छोड़ा. जवाब में खरगे ने कहा कि सारा एक्शन चुनावी है, मोदी जहां जाते हैं, उससे पहले ED और CBI को भेज देते हैं, जबकि भूपेश बघेल ने कहा कि बीजेपी अपने पाप छुपाने के लिए अब बैटिंग एप चलाने वालों को मोहरा बना रही है, असल में बैटिंग एफ के पीछे बीजेपी के लोग हैं. उन्होंने तो इस मामले में गोलमाल की शिकायत की थी. लेकिन केन्द्र सरकार ने जानबूझ कर महादेव एप से जुड़े लोगों को देश से बाहर भगा दिया. अब उनसे बयान दिलवाकर, ED के छापे डलवा कर कांग्रेस की सरकार को बदनाम किया जा रहा है. अब सवाल ये है कि अगर सट्टेबाजी का ये धंधा कई साल से चल रहा था तो अब तक एक्शन क्यों नहीं हुआ. भूपेश बघेल ने पहले ये सारी बातें क्यों नहीं कहीं. अगर दुबई में बैठा शख्स झूठ बोल रहा है तो बिलासपुर और रायपुर में जो करोड़ों रूपए कैश बरामद हुए वो किसके हैं? किसके लिए भेजे गए? और अगर ED के रेडार पर सट्टेबाजी का ये खेल पहले से था तो फिर कार्रवाई चुनाव के मौके पर क्यों की गई?पहले ये बता देता हूं कि ये महादेव एप घोटाला है क्या? छत्तीसगढ़ में 2020 में एक बैंटिग एप लॉच हुआ. ये गेमिंग एप है जिसमें खेल के साथ साथ सट्टेबाजी होती है. इसके बाद पैसे का खेल शुरू हो गया. एप चलाने वाला शख्स देश छोड़कर दुबई चला गया. जांच शुरू हुई तो हैरान करने वाले खुलासे हुए. पिछले हफ्ते ED ने रेड डाली और 5 करोड 39 लाख का कैश बरामद किया. असीम दास नाम के जिस शख्स से कैश बरामद हुआ, उसने दावा किया कि ये पैसा मुख्यमंत्री भूपेश बघेल तक पहुंचाना था. पैसा महादेव एप के मालिक ने कांग्रेस को चुनाव में मदद के लिए भेजा था. ED का दावा है कि गिरफ्तार आरोपियों ने माना है कि महादेव एप के मालिक ने भूपेश बघेल को 508 करोड़ रुपए पहुंचाए है. एक ड्राइवर असीम दास के फ़ोन से ED को एक ऑडियो क्लिप भी मिला जिसमें शुभम सोनी, असीम से भूपेश बघेल को पैसे पहुंचाने के लिए कह रहा है. शुभम सोनी खुद को महादेव एप का मालिक बता रहा है. असीम दास के बारे में कहा जा रहा है कि वो छत्तीसगढ़ के कांग्रेस नेताओं के साथ लाइजनिंग का काम करता था. असीम दास के अलावा, ED ने महादेव ऐप के मामले में छत्तीसगढ़ पुलिस के एक कांस्टेबल भीम यादव को भी गिरफ्तार किया है. भीम यादव पिछले तीन साल में कई बार दुबई जा चुका है और उसका सारा खर्च रैपिड ट्रैवल्स नाम की कंपनी उठाती थी. ये कंपनी भी महादेव ऐप से जुड़ी है. ED का कहना है कि असीम दास और भीम यादव, दोनों ही महादेव ऐप केस के मोस्ट वांटेड, शुभम सोनी के संपर्क में थे. असीम दास और भीम यादव की गिरफ़्तारी के बाद, शुभम सोनी ने अपना एक रिकॉर्डेड वीडियो बयान जारी किया.. .इसमें शुभम सोनी ने कहा कि वो महादेव ऐप का असली मालिक है. शुभम सोनी ने दावा किया कि उसे दुबई जाने के लिए भूपेश बघेल ने कहा था. महादेव एप के केस में अभी तक 3033 बैंक खातों की जांच हुई है. एक हज़ार 35 खाते फ्रीज किए जा चुके है. इनमें साढ़े पन्द्रह करोड़ रूपए जमा हैं. 191 लैपटॉप और 858 फोन जब्त किए गए हैं. दावा तो ये किया जा रहा है कि ये घोटाला कई हजार करोड़ रु. का है..चूंकि खुद को महादेव एप का मालिक बताने वाले शख्स ने और गिरफ्तार किए गए आरोपियों ने सीधे सीधे भूपेश बघेल का नाम लिया है, इसलिए चुनाव के बीच कांग्रेस की मुश्किलें बढ़ गई हैं. भूपेश बघेल सारे इल्जामात को बीजेपी की चुनावी साजिश बता रहे हैं. बघेल ने कहा कि महादेव एप के खिलाफ जांच उन्होंने शुरू की, 72 केस दर्ज किए, डेढ़ साल में साढ़े चार सौ लोगों को गिरफ्तार किया. लैपटॉप और फोन छत्तीसगढ़ पुलिस ने जब्त किए. बघेल का दावा है कि एप का मालिक दुबई भाग था. इसलिए उन्होंने केन्द्र सरकार से मदद मांगी. दुबई भाग चुके आरोपियों के खिलाफ एक्शन की मांग की. दो महीने पहले केन्द्र सरकार से इस एप को बैन करने के लिए अनुरोध किया लेकिन मोदी सरकार ने ED को उन्ही के पीछे लगा दिया. उन्हें ही आरोपी बनाने की कोशिश की जा रही है. भूपेश बघेल का आरोप है कि महादेव ऐप केस के आरोपी शुभम सोनी का जो वीडियो बयान आया है, वो बीजेपी के इशारे पर ही तैयार किया गया और बीजपी ने ही इस बयान को जारी किया.. एक बात तो साफ है कि महादेव एप के केस में घोटाला तो हुआ . बेटिंग के जरिए हजारों करोड़ का खेल तो हुआ. ये खेल तीन साल से चल रहा था. भूपेश बघेल भी ये बात मानते हैं. जहां तक ED के एक्शन का सवाल है तो चूंकि मामला मनी लॉड्रिंग का है, इसलिए ED का एक्शन भी जायज है. जहां तक टाइमिंग का सवाल है तो ये भी कहना पड़ेगा कि चुनाव के वक्त ED के एक्शन से और आरोपियों के जरिए हो रहे खुलासों से भूपेश बघेल की मुश्किलें बढ़ेंगी, बीजेपी इसका फायदा उठाएगी. बीजेपी ये कर भी कर रही है. इसलिए अगर भूपेश भघेल ये कहते हैं कि बीजेपी ED का राजनीतिक इस्तेमाल कर रही है,तो ये गलत नहीं हैं. एक ज़माना था जब सरकार चुनाव के मौके पर इस तरह के एक्शन लेने से डरती थी..उन्हें लगता था कि कहीं जनता इसे राजनीतिक बदले की कार्रवाई ना समझे.जिस पर एक्शन हो, उसे कहीं सहानुभूति न मिल जाए. पर मोदी सरकार की सोच अलग है..वो करप्शन के ऐसे मामलों में निर्मम है. चुनाव होते हैं तो एक्शन और ज़ोर से होता है.ये राजस्थान में भी देखने को मिला.चुनाव के बीचों बीच पेपर लीक घोटाले से अशोक गहलोत परेशान हैं..

As Chhattisgarh went to polls in the first phase today, the political attacks and counter-attacks have now centered on Mahadev betting app controversy. The promoter of this app has reportedly claimed that he paid Rs 508 crore in protection money to Chief Minister Bhupesh Baghel. ED seized Rs 5.39 crore cash after raiding several locations last week, and seized more than Rs 15 crore in bank accounts. ED is going to issue summons to Baghel soon in this case, and the probe is moving ahead fast with several persons arrested. Since the chief minister is in the eye of the storm, gambling has become the centre piece of Chhattisgarh politics at this moment. On Monday, BJP and Congress Presidents made allegations and counter-allegations. BJP chief J P Nadda alleged that Congress government in the state is neck deep in corruption, while Congress chief Mallikarjun Kharge said that wherever the Prime Minister visits for poll campaign, ED and CBI follow him. Bhupesh Baghel, on his part, alleged that BJP leaders are behind the controversial Mahadev betting app and it was his government which first exposed this app. Baghel alleged that BJP leaders helped the app promoters to escape to Dubai. Mahadev gaming and betting app was launched in Chhattisgarh in 2020. The promoters left for Dubai, and when the probe began, it opened a can of worms. The driver, Asim Das, from whose residence ED seized Rs 5.39 crore in cash alleged that the money was meant for Chief MInister Baghel and that the owners had sent this money to help the Congress in elections. ED says, the owner Shubham Soni, on camera, has admitted that he sent Rs 508 crore to Baghel. ED has also arrested a state police constable Bhim Yadav, who visited Dubai several times in the last three years. His expenses were borne by Rapid Travels, connected to the app owners. ED says, both Asim Das and Yadav were in contact with the most wanted person, Shubham Soni. Soni has alleged in a video that it was CM Baghel who advised him to leave for Dubai. Till now, 3,033 bank accounts have been probed in connection with Mahadev app case. 1,035 bank accounts, having Rs 15.5 crore deposits, have been frozen. 191 laptops and 858 cell phones have been seized. The investigators believe the scam is in the range of several thousand crores. Those arrested and the promoter of the app are naming Bhupesh Baghel. This has caused worries in the Congress camp. Baghel says, this is an election conspiracy chalked out by BJP. He says, it was he who ordered the probe into Mahadev app, and 72 cases were filed, and nearly 450 persons were arrested. It was the state police which seized the laptops and cellphones. Baghel claims, he sought Centre’s help to extradite Shubham Soni, the owner, from Dubai, but the Centre has sent ED after him. He alleges, Soni’s video statement was made at the instance of BJP. One thing is clear: there was a huge scam in Mahadev app case, to the tune of thousands of crores of rupees. The app was going on for the last three years, which Baghel admits. As far as ED’s action is concerned, it relates to money laundering charges, and ED’s action is justified. The question now relates to timing. One has to admit that ED’s action during election time is going to add worries for Baghel and BJP may try to score points. Already, BJP leaders have gone to town over this issue. If Baghel alleges that BJP is misusing ED for political ends, he is not wrong. There was a time in the past when governments used to fear taking action at the time of elections, because the common voter could smell political vendetta and this could provide unnecessary sympathy for those, against whom action is taken. Modi government’s thinking is quite different. He is ruthless as far as corruption is concerned. The action becomes severe when election is on. Already, in Rajasthan, chief minister Ashok Gehlot is feeling the heat of exam paper leak scam.

आज सबसे पहले बात करेंगे दिल्ली वालों पर फिर से आई मुसीबत की. दिल्ली NCR में कई दिनों से लोगों को सूरज के दर्शन नहीं हो रहे हैं. प्रदूषण की धुंध ने सूरज को ढक लिया. दिल्ली NCR का इलाका गैस चैंबर में तब्दील हो गया. दिल्ली, फ़रीदाबाद, गुरूग्राम, नोएडा, ग्रेटर नोएडा और ग़ाज़ियाबाद में सांस लेना मुश्किल हो रहा है. हवा इतनी ज़हरीली है कि दिल्ली में स्कूल बंद करने पड़े, लोगों से मास्क लगाने को कहा गया है, डीज़ल गाड़ियों पर पाबंदी लगा दी गई हैं, गैर ज़रूरी निर्माण कार्यों पर रोक है, डीजल के जेनरेटर्स पर बैन है, प्रदूषण फैलाने वाले उद्योगों पर सख्ती की गई है. पूरी दिल्ली में पानी का छिड़काव किया जा रहा है, स्मॉग गन चल रही है, स्मॉग टावर्स को एक्टिव कर दिया गया है. मतलब सरकार जो कर सकती है, वो सारे उपाय लागू कर दिए गए, लेकिन कोई असर नहीं पड़ा. इसके बाद भी ज़हरीली हवा लोगों की जान को खतरा बनी हुई है, आंखों में जलन हो रही है, सांस फूल रही है, मरीजों की तादाद बढ़ रही है और इससे भी बड़ी चिंता की बात ये है कि अगले 15 दिनों तक दिल्ली NCR के लोगों को साफ हवा मिलने की कोई उम्मीद भी नहीं है क्योंकि मौसम वैज्ञानिकों ने कहा है कि अगले दो हफ्ते तक हवा की रफ्तार और दूसरे कारकों में किसी तरह के बदलाव के संकेत नहीं हैं. सवाल ये है कि फिर क्या किया जाए? दिल्ली सरकार ने तो हाथ खड़े कर दिए हैं. दिल्ली सरकार के पर्यावरण मंत्री गोपाल राय ने कहा कि सरकार के साथ साथ लोगों को भी मदद करनी पड़ेगी, तभी कुछ हो सकता है लेकिन गोपाल राय ने नहीं बताया कि लोग क्या करें. क्या घर से बाहर निकलना छोड़ दें? या सांस लेना छोड़ दें? डॉक्टर्स बता रहे हैं कि इस तरह की हवा में सांस लेने से कौन कौन सी खतरनाक बीमारियां हो रही है. बचाव के लिए क्या एहतियात बरतनी चाहिए? वैज्ञानिक बता रहे हैं कि ये हालात कब तक रहेंगे लेकिन कोई ये नहीं बता रहा है कि इस मौसम में हर साल दिल्ली NCR का ये हाल क्यों होता है? कोई कह रहा है कि पराली के कारण प्रदूषण है, कोई गाड़ियों से होने वाले प्रदूषण को जिम्मेदार ठहरा रहा है, कोई निर्माण गतिविधियों को इसके लिए जिम्मेदार बता रहा है. कोई दिल्ली की भौगोलिक स्थिति को प्रदूषण की वजह बताता है. लेकिन ठोस जवाब किसी के पास नहीं है और नेता इसके लिए एक दूसरे को जिम्मेदार ठहरा रहे हैं. प्रदूषण के मुद्दे पर सियासत हो रही है, आम आदमी पार्टी और बीजेपी के बीच जंग छिड़ी है और कांग्रेस ज्ञान दे रही है. दिल्ली गैस चैंबर में तब्दील हो चुका है. शुक्रवार को दिल्ली के ज्यादातर इलाकों का एयर क्वालिटी इंडेक्स 400 के पार रहा, जबकि सांस लेने के लिए सबसे अच्छी हवा का AQI 50 से ज्यादा नहीं होना चाहिए, 100 AQI तक भी चल सकता है, लेकिन अगर उसके ऊपर AQI लेवल जाता है, तो हवा अच्छी नहीं मानी जाती. 150 से ऊपर AQI लेवल यानी रेड एलर्ट, लेकिन दिल्ली में तो ये 400 के पार है, और 500 तक पहुंचने वाला है. दिल्ली के कुछ इलाकों में हवा ज़हरीली हो चुकी है. बुराड़ी में AQI 465, आनंद विहार में 441, जहांगीपुरी और वज़ीरपुर जैसे इंडस्ट्रियल एरिया में 491 पहुंच गया है. NCR के दूसरे शहरों का हाल तो और बुरा है. नोएडा में AQI लेवल 428, ग्रेटर नोएडा और फरीदाबाद में 498 है, ग़ाज़ियाबाद में 398 और गुरुग्राम में 372 दर्ज किया गया है. हालांकि लखनऊ, कानपुर और आगरा जैसे शहरों में भी प्रदूषण है लेकिन वहां हालात दिल्ली और नोएडा से बेहतर हैं. वैसे ये मुद्दा सियासत का नहीं हैं. ये दिल्ली NCR के लोगों की जिंदगी का सवाल है. इस वक्त सारे नेता प्रदूषण की बात कर रहे हैं, हर कोई प्रदूषण को काबू में करने का अपना अपना तरीका बता रहा है, लेकिन प्रदूषण हो क्यों रहा है, ये किसी को नहीं मालूम. दिल्ली में प्रदूषण की कई वजहें बताई जाती है. सबसे पहली बजह है दिल्ली की भौगौलिक स्थिति, दिल्ली चारों तरफ से ज़मीन से घिरा हुआ है. इसलिए उत्तर की तरफ से जब हवा चलती है, तो पाकिस्तान से लेकर पंजाब, हरियाणा और उत्तर प्रदेश तक से प्रदूषण साथ लाती हैं. दूसरी वजह है पंजाब और हरियाणा में पराली का जलना. इस वक्त बुआई का मौसम है, धान कट चुकी है, खेत तैयार करने के लिए पाकिस्तान से लेकर पंजाब, हरियाणा और राजस्थान में पराली जलाई जाती है. इसका धुंआ दिल्ली का दम घोंटता है. हालांकि दिल्ली के पॉल्यूशन में पराली के धुंए का 20 से 25 परसेंट होता है. तीसरी बड़ी वजह है, दिल्ली में गाड़ियों से निकलने वाला धुंआ. दिल्ली को ‘कार कैपिटल ऑफ दि वर्ल्ड’ कहा जाता है. दिल्ली में करीब 1 करोड़ गाड़ियां हैं. इनसे निकलने वाला धुआं भी दिल्ली में 17 परसेंट तक प्रदूषण बढ़ाता है. इसके अलावा कंस्ट्रक्शन से उठने वाली धूल और फैक्ट्रियों और कारखानों से निकलने वाले केमिकल और धुआं भी दिल्ली की हवा को ख़राब करते हैं. प्रदूषण में उद्योगों का योगदान क़रीब 11 परसेंट है. रिहाइशी इलाक़ों में इंसानी गतिविधियों से दिल्ली के प्रदूषण में 13 परसेंट का इज़ाफ़ा होता है. लेकिन, दिल्ली के पर्यावरण मंत्री गोपाल राय ने जहरीली हवा के लिए पड़ोसी राज्यों को ज़िम्मेदार ठहरा दिया. उन्होने यूपी, राजस्थान और हरियाणा का नाम लिया लेकिन पंजाब का नाम नहीं लिया. जबकि दो साल पहले तक केजरीवाल सरकार, दिल्ली के प्रदूषण के लिए पंजाब और हरियाणा को ही ज़िम्मेदार ठहराती थी लेकिन, अब पंजाब में आम आदमी पार्टी की सरकार है. तो उस पर तो केजरीवाल की सरकार इल्ज़ाम नहीं लगा सकती. हालांकि, पंजाब में कितने बड़े पैमाने पर पराली जलाई जा रही है, उस पर नज़र डालें. इस सीज़न में पंजाब में पराली जलाने के क़रीब दस हज़ार मामले सामने आ चुके हैं. 2 नवंबर को पंजाब में पराली जलाने के 1921 केस सामने आए जो इस सीज़न में सबसे ज़्यादा हैं. पंजाब के संगरूर, तरनतारन, फ़िरोज़पुर, मानसा और पटियाला ज़िलों में बड़े स्तर पर पराली जलाई जा रही. ख़ुद पंजाब के शहरों का AQI लेवल भी बढ़ गया है. बठिंडा में AQI 279, लुधियाना का 254 और अमृतसर में AQI लेवल 218 पहुंच चुका है, जो खतरनाक श्रेणी में है. वायु प्रदूषण से बचने में कुछ पौधे भी आपकी मदद कर सकते हैं. जैसे एरिका पाम, स्नेक प्लांट और मनी प्लांट. ये मैंने कुछ साल पहले भी बताए थे. न परिस्थितियां बदलीं हैं, न उपाय बदले हैं. IIT कानपुर की रिसर्च के मुताबिक ये पौधे घर की हवा को साफ करते हैं, उसे सांस लेने लायक बनाते हैं. पहले पौधे का नाम है एरिका पाम. इसे लिविंग रूम प्लांट भी कहते हैं. ये पौधा नर्सरी में पचास रूपए में मिलता है. एरिका पाम न सिर्फ अच्छी मात्रा में आक्सीजन देता है बल्कि हवा में घुले Formaldehyde और कॉर्बन मोनो ऑक्साइड का प्रभाव कम करता है. अगर एरिका पाम के पांच फीट के चार पौधे आपके घर में हैं, तो घर के अंदर की हवा का 50% तक प्रदूषण खत्म हो जाएगा. इस पौधे को ज्यादा धूप की जरूरत नहीं होती. इसे तीन महीने में एक बार धूप में रखें तो भी काफी है. हवा को शुद्ध करने वाला दूसरा पौधा है, मदर-इन-लॉ टंग प्लांट. इसे बैडरूम प्लांट कहते हैं. कुछ लोग इसकी पत्तियों के आकार के कारण इसे स्नेक प्लांट भी कहते हैं. ये पौधा भी बहुत काम का है. ये दिन में भी ऑक्सीजन देता है. और रात में भी कॉर्बन डाई ऑक्साइड को Absorb कर ऑक्सीजन रिलीज करता है. अगर आपके घर में तीन फीट के छह स्नेक प्लांट हैं तो ये पौधे चार लोगों के परिवार के सांस लेने लायक ऑक्सीजन पैदा करने के लिए काफी हैं. हवा को शुद्ध करने वाला एक और पौधा है मनी प्लांट. मनी प्लांट शायद पैसा तो नहीं देता हैं लेकिन बीमारियों के इलाज में खर्च होने वाला बहुत सा पैसा बचा देता है. मनी प्लांट की भी यही खासियत है. इसे ज्यादा धूप की जरूरत नहीं होती. ज्यादा केयर की जरूरत नहीं पड़ती, लेकिन ये आपकी केयर करता है. इसकी खासियत ये है कि ये हवा में घुले जहरीले कणों के प्रभाव को कम करता है. टॉक्सिन को भी खत्म करके ये ताजा हवा रिलीज़ करता है. ये तीनों प्लांट आसानी से मिलते हैं, मंहगे नहीं हैं. इन्हें लगाने में ज्य़ादा मेहनत नहीं लगती. बार बार धूप में नहीं रखना पड़ता. इसलिए इन पौधों को घर में जरूर लगाइए. इन तीन पौधों को घरों में लगाकर आप पूरे परिवार को प्रदूषण से काफी हद तक बचा सकते हैं. अगर ज्यादातर घरों में इस तरह के नेचुरल एयर प्यूरीफायर होंगे तो शहर का प्रदूषण खुद ब खुद कम होगा. सरकार को जो करना है, वो करेगी लेकिन कम से कम हम और आप मिलकर ये छोटा उपाय करके प्रदूषण को कम करने में योगदान कर सकते हैं. ये आप को ज़हरीली हवा से बचाएगा और बाहर की हवा को भी साफ करने में मदद करेगा.

On Friday November 3, the national capital was covered with a thick layer of toxic haze. The Air Quality Index reaching the upper end of the ‘severe’ category at 468, the highest in the last two years. The thick haze covered the sun completely as the people in National Capital Region gasped for fresh air. The entire Delhi-NCR region was converted into a veritable gas chamber, sparing none. People living in Delhi, Faridabad, Gurugram, Noida, Greater Noida and Ghaziabad had difficulty in breathing. Though stage 3 of GRAP (Graded Response Action Plan) is in force, construction work was going on in full swing in several parts of NCR. Bharat Stage-III petrol and Bharat Stage-IV diesel cars have been banned from plying, but the enforcement was slack. Only 122 car owners were fined Rs 20,000 each. Steps like water spraying, use of smog guns are going on in Delhi, while use of diesel generators has been banned. Experts said there is little possibility of the situation improving in the next two weeks due to no change in wind speed and other factors. Delhi government has practically showed its helplessness with Environment Minister Gopal Rai saying that people will also have to come forward to ease the situation. He did not say what people will have to do. Will people stop coming out of their homes? Or, stop breathing? Doctors have already warned the dangers of breathing in this haze. It has become an annual feature in Delhi-NCR with haze covering the capital in this time of the year. While some are blaming pollution due to burning of ‘parali’ (paddy stubble), others are blaming vehicular smoke emission. Some blame Delhi’s geographical condition as the main reason. Aam Aadmi Party and BJP are busy engaged in wordy duels, with Congress leaders chipping in. On Friday, Burari in Delhi registered an AQI of 465, Anand Vihar 441, Jahangirpuri and Wazirpur industrial area at 491, Noida at 428, Greater Noida and Faridabad at 498. Ghaziabad registered 398 and Gurugram 372. It must be noted that Lucknow, Kanpur and Agra also have severe air pollution, but their situation is better compared to Delhi-NCR. UP chief minister Yogi Adityanath himself explained the difference. He said, two days ago, his helicopter landed at Hindon airbase near Ghaziabad. He saw a haze outside the window and thought it might be the fog at the onset on winter. But when he alighted from his helicopter, his eyes started burning and he had trouble breathing. By the time he reached Ghaziabad, Yogi realized what the people in the suburban township are facing. Yogi blamed air pollution on burning of paddy stubble. Gopal Rai thinks otherwise. This is not an issue for scoring political points. It relates to the life of people living in the capital. Several reasons have been cited. One, Delhi is a landlocked city and when the wind blows from the north, it carries pollution from Punjab, Haryana and UP. Two, paddy stubble is being burnt on a massive scale in both Punjab and Haryana, and since the paddy crop has been reaped and sowing season for wheat and other crops is going to begin, stubble is being burnt in Punjab, Haryana and Rajasthan. The result: Delhi gets choked. Contribution of paddy stubble in Delhi’s pollution is between 20-25 per cent. Three, exhaust smoke emission from vehicles in NCR. Delhi is known as the car capital of the world. There are nearly one crore vehicles in Delhi-NCR, and they contribute 17 per cent to the capital’s air pollution. Dust arising from construction work, and chemical-mixed smoke coming out of chimneys of factories poison the capital’s air. Industry accounts for 11 pc to Delhi’s air pollution. Human activities in residential areas contribute 13 pc to air pollution. Gopal Rai blamed stubble burning in Haryana, Rajasthan and UP, but left out Punjab, because it is run by AAP government. Two years ago, when Congress was ruling Punjab, Kejriwal government in Delhi used to blamed Punjab for stubble burning. Nearly 10,000 cases of paddy stubble burning has taken place in Punjab this year. On November 2 alone, 1,921 stubble burning cases came from Punjab. Stubble burning is taking place in Sangrur, Taran Taran, Ferozepur, Mansa and Patiala districts. This is reflected in AQI levels in the district towns, with Bathinda registering 279, Ludhiana 254 and Amritsar 218. While politicians are busy pointing fingers, people of Delhi are forced to breath in a toxic haze. The number of patients is on the rise in hospitals. Children and aged people are the hardest hit. Toxic haze not only causes cough, cold and allergy, but it has severe consequences for skin, kidney and liver. Doctors have advised the old, infirm and kids to stay inside homes. There are some plants which can provide you protection from air pollution. They include areca palm, snake plant and money plant. (1) Areca palm is known as ‘living room plant’. It is available in nurseries for Rs 50 each. It absorbs formaldehyde and carbon dioxide present in air and reduces air pollution by almost half. Four areca palm plants of 5 feet height each, can keep the air clean in your home. It does not require much sunlight. You can keep them in sunlight once in three months. (2) Snake plant is known as ‘bedroom plant’ or ‘mother-in-law tongue’ plant. It releases oxygen in daytime and also provides oxygen at night by absorbing carbon dioxide from air. Six snake plants of 3 feet each can provide enough oxygen for a family of four. (3) Money plant, as it name suggests, may not give you money, but can save your money in hospital, when there is air pollution. It absorbs chemical toxins from air and releases fresh air. It uses less space and does not need much care. I had mentioned the names of these plants in my ‘Aaj Ki Baat’show a few years ago. The situation has not changed much since then. Researchers in IIT, Kanpur, have worked on these plants. All these three plants are easily available. You can use them in your homes to beat air pollution. These natural air purifiers can help protect your life. Let governments do what they can, but all of us can take small steps inside our homes to reduce air pollution. These plants will save you from toxic air and help cleanse the air outside.

Delhi chief minister Arvind Kejriwal skipped the summons issued by Enforcement Directorate on Thursday describing it as “motivated” and “unsustainable in law”. Instead, he went to Singrauli in Madhya Pradesh for a roadshow with Punjab CM Bhagwant Mann, where he said, he had no idea whether he would be in jail or not, when the election results will come out on December 3. In a letter sent to ED assistant director, drafted probably by his lawyers, Kejriwal described the summons as “a fishing and roving inquiry”. Kejriwal wrote, “As the chief minister of the state of NCT of Delhi, I have governance and official commitments, for which my presence is required, particularly in view of Deepavali festivities coming up in the second week of November. In view of the above, please recall the said summons, which, to say the least, is vague and motivated, and I am advised, unsustainable in law…The said summons is not clear as to the capacity I am being summoned, that is, as a witness or a suspect in the case. ..It does not specify whether I am being summoned as an individual or in my official capacity as Chief Minister of Delhi or as a National Convenor of AAP…”. In his letter, Kejriwal alleged that “ the said summons was leaked to select BJP leaders to malign my image and reputation and has been issued at the behest of ruling party at the Centre.” ED had summoned Kejriwal for questioning in the Delhi excise scam. Two senior AAP leaders Manish Sisodia and Sanjay Singh are already in judicial custody in this case. Sisodia was arrested on February 26 by CBI and his latest bail plea was rejected by the Supreme Court. Sanjay Singh was arrested on October 5 by ED. BJP spokesperson Sambit Patra said, “Kejriwal ran away from ED’s summons because he does not want to face the truth. ..It won’t be an exaggeration to say that the Delhi liquor scam king has accepted that he was involved in liquor scam and corruption”. He said, ED summons was based on factual evidence and the Delhi CM was trying to place himself above law. Punjab Congress leader Navjot Singh Sidhu launched a sharp attack on Kejriwal and described AAP’s reaction as “chori aur seenazori” (nonchalant, despite committing theft). Sidhu questioned why Delhi government had to withdraw its excise policy after two and a half months, if there were no irregularities. “If it was in public interest, why was it withdrawn”, he asked. Sidhu said, the same excise policy has been implemented in Punjab and has not been withdrawn yet. BJP leaders, in their reactions, used words like ‘coward’ and ‘absconder’ for Kejriwal. INDIA alliance partner Samajwadi Party chief Akhilesh Yadav alleged that BJP is misusing investigating agencies to throw opposition leaders in jail. RJD chief Tejashwi Yadav alleged that BJP was using CBI and ED to run down state governments which are performing well. Prime Minister Narendra Modi, who was campaigning in Chhattisgarh, did not name Kejriwal, but told the rally in Kanker that “those who have looted public money will have to go to jail and return the money, however big the leader may be. Your voice must reach Delhi.” This was an indirect warning to Kejriwal. Modi neither named Kejriwal nor did he mention Delhi liquor scam, but his last line “your voice must reach Delhi” gave an ominous warning. The question is: why did Modi raise Delhi issue in Chhattisgarh? In Chhattisgarh too, chief minister Bhupesh Baghel’s government is facing liquor scam charges. In Delhi, already three top leaders of Kejriwal’s party are behind bars in liquor scam and Kejriwal has been sent summons for questioning. The reaction from Kejriwal was immediate. While campaigning in neighbouring state MP for his party candidate Rani Agrawal, the Mayor of Singrauli, Kejriwal mentioned his party’s achievements in Delhi and Punjab, and at the same time, he said, he does not know whether he will be in jail or outside when the results will come in on December 3. He alleged that “a plan is being hatched to thrown him in jail and he had come to MP to campaign before he is arrested…. I do not fear going to jail, lakhs of Kejriwals will come out to go to jail. Let’s see how many people BJP can throw in jails”. On Thursday, ED officers carried out searches till early next morning in the official residence of Delhi minister Raaj Kumar Anand and 11 other places. According to a chargesheet filed by Directorate of Revenue Intelligence, Raaj Kumar Anand had allegedly carried out hawala transactions to the tune of Rs seven crores. A Delhi court had taken cognizance of the case, after which ED carried out searched under Prevention of Money Laundering Act. Anand is Delhi’s social welfare minister and is a legislator from Patel Nagar. AAP leader Saurabh Bhardwaj alleged that BJP is acting in a manner which is more cruel than the British rulers. If one goes through the list of opposition leaders against whom ED has filed cases, you may agree with Kejriwal when he alleges that the government may throw all of them in jails and contest next year’s Lok Sabha elections alone. Kejriwal is a clever political player and he is unlikely to accept defeat. He always tries to turn the game. His party leaders have alleged that the ED filed nearly 5,000 cases in the last nine years, out of which 95 per cent cases were against opposition leaders and their relatives. The conviction rate is only 0.5 per cent. Such statements may sound convincing, but there is a Hindi proverb: “Sau maar sunaar ki, Ek maar luhaar ki” (verbatim: A goldsmith may hammer a hundred times, but a single hammer from a blacksmith is sufficient). Narendra Modi has again said, as he did earlier too, that “those who have committed corruption will have to go to jail”. Modi’s oft-repeated phrase is “Na Khaaonga, Na Khaane Doonga” (I won’t take bribes, nor shall I allow others to do so). Modi is clear in his line. There will be no compromise on the issue of corruption. This is true to a large extent. Modi never listens to others whenever a case of corruption comes to him. He never wastes time judging the political pros and cons of taking such a step. For him, corruption is a big issue. From Day One, his government has acted against those who scammed money from banks, who carried out scams, and pocketed public money from exchequer. Modi has always said, no matter howsoever big or influential one may be, he will not spare him or her. If this is Modi’s strength, it is also his biggest challenge, because opposition parties have come together on a single platform to contest next year’s parliamentary elections. The only reason why these parties joined hands is because of ED and CBI. Both these agencies may or may not helped the BJP, but they have indirectly helped opposition unity. ED has linked all the anti-Modi parties in a single threat. Political analysts are now busy calculating whether ED and CBI cases will be a loss or gain for Modi in elections.

शराब घोटाले के केस में अरविंद केजरीवाल ED के सामने पेश नहीं हुए. उन्होंने ED के समन को मानने से इनकार कर दिया. ED के नोटिस को केजरीवाल ने राजनीति से प्रेरित बताया. ED के सवालों के जवाब देने के बजाये उन्होंने ED पर तमाम तरह के सवाल पूछे. केजरीवाल ने पूछा कि आपने मुझे मुख्यमंत्री के तौर पर बुलाया या आम आदमी पार्टी के संयोजक के तौर पर. केजरीवाल ने पूछा आपने मुझे विटनेस के तौर पर बुलाया या आरोपी के तौर पर. केजरीवाल ने ED की नीयत पर सवाल उठाए और पूछा कि ED ने इंफोर्मेशन बीजेपी नेताओं को क्यों लीक की? केजरीवाल ने ED से समन वापस लेने को कहा और ये चिट्ठी भेजने के बाद वो चुनाव प्रचार के लिए मध्य प्रदेश के सिंगरौली में रोड शो करने सीएम भगवंत मान के साथ गए. वहां केजरीवाल ने लोगों से कहा कि उन्हें नहीं मालूम कि वो कब तक बाहर हैं, तीन दिसंबर को जब वोटों की गिनती होगी, उस दिन जेल में होंगे या जेल से बाहर, वो नहीं कह सकते. बीजेपी के नेताओं ने केजरीवाल को डरपोक कहा, किसी ने भगोड़ा कहा, किसी ने कहा कि केजरीवाल ED के सवालों से भाग रहे हैं क्योंकि उनके पास जवाब नहीं है. दूसरी तरफ इंडिया एलायन्स की पार्टियां केजरीवाल के पक्ष में खुलकर सामने आईं. अखिलेश यादव ने कहा, बीजेपी जांच एजेंसियों का इस्तेमाल करके विरोधियों को जेल में डाल रही है. तेजस्वी यादव ने कहा कि जो भी सरकार अच्छा काम करती है, बीजेपी उसके पीछे ED और CBI को लगा देती है लेकिन पंजाब के कांग्रेस नेता नवजोत सिंह सिद्धू ने कहा शराब घोटाला तो हुआ है और केजरीवाल ने इसे पहले दिल्ली में किया और फिर पंजाब में किया, लेकिन ये मामला कितना संगीन है इसके पीछे की राजनीति कितनी गहरी है..इसका इशारा गुरुवार को प्रधानमंत्री नरेंद्र मोदी ने दिया. छत्तीसगढ़ के कांकेर में एक रैली को संबोधित करते हुए नरेन्द्र मोदी ने कहा कि कोई कितना भी ताकतवर हो, कितने भी बड़े पद हो, कितना भी बड़ा नेता हो, अगर भ्रष्टाचार किया है, अगर जनता का पैसा खाया है, तो लूट का माल लौटाना ही पड़ेगा, जेल जाना ही पड़ेगा. मोदी ने सीधे सीधे न केजरीवाल का नाम लिया, न शराब घोटाले की बात की. लेकिन उन्होंने आखिर में जो वाक्य जोड़ा कि ‘दिल्ली वालों तक ये आवाज पहुंचनी चाहिए’, इसका मतलब साफ था. अब सवाल ये है कि मोदी ने छत्तीसगढ़ में दिल्ली की बात क्यों की. मैं आपको बता दूं कि छत्तीसगढ़ में भी भूपेश बघेल की सरकार पर भी शराब घोटाले का इल्जाम है. दिल्ली में भी शराब घोटाले के केस में केजरीवाल की पार्टी के तीन बड़े नेता पहले ही गिरफ्तार हो चुके हैं और अब केजरीवाल को नोटिस मिला है. इसीलिए मोदी ने पहले घोटालों की बात की, भ्रष्टाचार का मुद्दा उठाया, फिर कहा कि जनता का पैसा खाने वालों को लूट का माल भी लौटना पड़ेगा और जेल भी जाना पड़ेगा. मोदी के इस हमले का असर तुरंत सभी विरोधी दलों पर दिखा. अखिलेश यादव ने कहा कि इसमें तो कोई शक नहीं है कि बीजेपी जांच एजेंसियों के ज़रिए विरोधियों को परेशान कर रही है, उन्हें जेल में डाल रही है. जो यूपी में आजम खान के साथ हुआ अब वही दिल्ली में केजरीवाल के साथ हो रहा है, जो भी इस सरकार के ख़िलाफ़ बोलता है, उस पर बीजेपी केस कर देती है, अब चुनाव में जनता इसका जवाब देगी. बिहार से RJD नेता तेजस्वी यादव ने कहा कि विपक्ष की कोई भी सरकार अच्छा काम करती है, तो बीजेपी उसके पीछे ED, CBIस आयकर विभाग को लगा देती है, आज दिल्ली में ये हो रहा है, कल बिहार में भी होगा क्योंकि बीजेपी असली मुद्दों पर बात नहीं करना चाहती. शिवसेना उद्धव गुट के प्रवक्ता संजय राउत ने कहा कि किसी भी नेता को ED नोटिस से घबराना नहीं चाहिए, विपक्ष के सारे नेताओं को समझना होगा कि अगले एक साल तक ऐसे नोटिस आते रहेंगे. दिलचस्प बात ये है कि कांग्रेस का कोई बड़ा नेता केजरीवाल का न समर्थन कर रहा है, न विरोध. कांग्रेस के नेता खामोश हैं लेकिन नवजोत सिंह सिद्धू ने साफ साफ कह दिया कि घोटाला तो हुआ है, अफसरों ने गवाही दी है, ब्लैक लिस्टेड कंपनियों को शराब के ठेके दिए गए. सिद्धू ने कहा कि केजरीवाल ने शराब घोटाले का हुनर केसीआर से सीखा, पहले उसको दिल्ली में लागू किया, फिर पंजाब में, ऐसे में उनके ख़िलाफ़ कार्रवाई होनी ही चाहिए. जिस वक्त केजरीवाल मध्य प्रदेश में रोड शो कर रहे थे, उस वक्त दिल्ली में केजरीवाल सरकार के मंत्री राजकुमार आनंद के घऱ पर ED की रेड चल रही थी. राजकुमार आनंद के सरकारी घर समेत कुल 12 जगहों पर छापे पड़े. आनंद पर हवाला के ज़रिए सात करोड़ रुपए का घोटाला करने का इल्ज़ाम है. इस मामले में राजस्व जांच निदेशालय ने जांच करके चार्जशीट दाख़िल कर दी थी. दिल्ली की कोर्ट ने इसका संज्ञान भी ले लिया था. उसके बाद ही ED ने प्रिवेंशन ऑफ मनी लॉन्ड्रिंग एक्ट के तहत केस दर्ज करके आनंद के ख़िलाफ़ जांच शुरू की. आनंद दिल्ली के पटेल नगर से विधायक हैं और दिल्ली सरकार में सामाजिक न्याय मंत्री हैं. अगर विरोधी दलों के उन नेताओं की सूची देखें, जिनके खिलाफ ED ने केस फाइल किए हैं तो केजरीवाल की बात ठीक लगेगी कि सरकार विरोधी दलों के सारे नेताओं को जेल में डाल देगी और 2024 का चुनाव अकेले लड़ेगी. केजरीवाल राजनीति के चतुर खिलाड़ी हैं. वो आसानी से हार मानने वालों में नहीं हैं. वो हमेशा बाजी पलटने की कोशिश करते हैं. उनकी पार्टी के लोग कह रहे हैं कि ED ने पिछले 9 साल में 5000 केस फाइल किए, इनमें से 95% केस विरोधी दलों के नेताओं और उनके रिश्तेदारों के खिलाफ हैं और कन्विक्शन रेट (सज़ा अनुपात) 0.5 प्रतिशत है. ये सब बातें सुनने में विश्वसनीय लग सकती है लेकिन कहावत है- ‘सौ सुनार की, एक लुहार की’. नरेंद्र मोदी ने आज कहा और वो पहले भी कई बार कह चुके हैं कि जो भ्रष्टाचार करेगा, वो जेल जाएगा. मोदी बार बार कहते हैं, ‘न खाऊंगा न खाने दूंगा’, और भ्रष्टाचार के मामले में कोई समझौता नहीं होगा. ये बात सही भी है. नरेंद्र मोदी इस मामले में किसी की नहीं सुनते. वो अपनी राजनीतिक नफा-नुकसान के बारे में भी विचार नहीं करते. उनके लिए भ्रष्टाचार सबसे बड़ा मुद्दा है. पहले दिन से ही उन्होंने बैंक लूटने वालों, घोटाला करने वालों, पब्लिक का पैसा जेब में डालने वालों के खिलाफ कार्रवाई की है. और वो साफ साफ कहते हैं कि कोई कितना भी प्रभावशाली हो, अगर वो भ्रष्टाचार करेगा तो वो उसे छोड़ेंगे नहीं. अगर ये मोदी की ताकत है, तो आज के ज़माने में ये मोदी के लिए सबसे बड़ी चुनौती भी है. क्योंकि 2024 के चुनाव के लिए जो विरोधी दल इकट्ठा हुए हैं, उसकी वजह सिर्फ ED और CBI के मामले हैं. इन दोनों एजेंसियों ने बीजेपी के लिए कुछ किया हो या ना किया हो, विपक्ष की बड़ी मदद की है. सारे मोदी-विरोधी दलों को ED के सूत्र में बांध दिया है. अब राजनीति के विशेषज्ञ इस बात का विश्लेषण करने में लगे हैं कि ED और CBI के मामलों से चुनाव में मोदी को फायदा होगा या नुकसान.
