Zuckerberg apology: Power of India’s law
The written apology tendered to the Government of India by Meta CEO Mark Zuckerberg is a clear reflection of the power of Indian laws. Zuckerberg apologized for the temporary removal of Prime Minister Narendra Modi’s Facebook post. His top executives admitted to significant content moderation failures, including issues with child sexual abuse material, deepfakes, and the paid boosting of certain content.
Meta’s global affairs head Joel Kaplan flew in from the US for meetings with Union Electronics and IT Minister Ashwini Vaishnaw and Indian officials in Delhi. In a written statement said he ‘apologised to the minister on behalf of Meta for the error restricting PM Modi’s post’.
Official sources said the apology came from company chief executive Mark Zuckerberg. Meta officials admitted that a lot of illegal content was promoted, and paid promotions were carried out for specific audiences. They promised this would not be repeated. During the recent Jantar Mantar students’ protest, thousands of deepfake videos were circulated, rumours were spread through AI-generated content, inciting posts were sent from handles based in Pakistan, objectionable messages through Facebook, Instagram and WhatsApp became viral and these were given a boost on social media. But Meta did not take corrective action.
Meta came into the crosshairs of the government after it temporarily restricted Prime Minister Narendra Modi’s July 23 Facebook post for nearly five hours. In this video, the PM had addressed youths and had promised stringent action against paper leaks. The Prime Minister first posted his selfie video on Instagram and later shared it on Facebook, which was restricted for five hours.
Meta later restored the post, attributing its removal to “an error by AI-powered automated content filters”, and apologized. A Parliamentary Standing Committee had sought apology from Zuckerberg over the removal of Modi’s Facebook post, warning in a letter that protection and immunity available to him could be withdrawn if no apology was forthcoming within three days.
Meta was warned that if it did not tender apology, protection provided to it under ‘safe harbour clause’ will be withdrawn. Had the protection been withdrawn, the path for filing an FIR against Meta officials could have been cleared. It was when the ultimatum deadline neared, Meta officials met the minister and tendered apology. An apology by Meta CEO Mark Zuckerberg is quite significant. I have information that the IT Minister Ashwini Vaishnaw grilled the Meta global policy officials during the Wednesday meeting.
Vaishnaw did his Masters in Electronics and Communication Engineering from IIT Kanpur. Pleas from Meta officials, like ‘technical error’, did not hold water during the meeting. Vaishnaw knows Meta India’s gross advertising revenue reached approximately ₹29,392 crore (around $3.5 billion) in fiscal year 2025. Meta needs India. Meta is one of the world’s most powerful companies, but its CEO had to accept its mistakes and tender apology. This reflects the might of Indian laws.
Selling adulterated food is mass murder
Beware. If you purchase cheap cow ghee, turmeric, chilli power and other spices from the market, please practice utmost caution. Maybe the cow ghee that you consume may not be having a single drop of ghee. Gujarat Police seized 30,000 litres of fake ghee from Kalol in Gandhinagar district. They were packed in nearly 2,000 cartons and were ready for dispatch to trading companies, which market them under their own brands.
Police seized refined palmolein oil (RPO) along with 223 barrels of 200 litres each, contained yellow colour chemical RM (raw material) enhancer. The entire seizure valued at Rs 1.67 crore was made in the presence of Forensic Science Lab and Food and Drugs Department officials. The factory owner admitted he used to make low quality palm oil by mixing chemicals with vegetable fat, and then mixed RM enhancer to market fake ghee. He used to add illicit chemicals labelled as “BT Negative” additives alongside adulterants like palm oil to chemically mimic and fake pure desi ghee properties.
A Baudouin Test (B.T.) Negative result indicates the absence of sesame oil or furfural compounds, which is mandatory for verifying the purity and authenticity of dairy products like pure ghee. Consumption of fake, adulterated ghee can cause heart diseases with high cholesterol and hypertension problems. The factory owner was arrested two years ago while making fake ghee, but he managed to get bail and restarted his operations. He used to supply fake ghee to buyers in Gujarat, Punjab, Rajasthan and Maharashtra.
In Ludhiana, Punjab, on Wednesday, nearly 3,000 litres of adulterated ghee was seized from a godown. Most of the ghee was supplied from Ahmedabad. In Kanpur, a factory making adulterated spices was raided. Nearly 2,000 kg of fake turmeric (haldi) was seized. Poor quality powdered rice was coloured with yellow dye and was being marketed as turmeric. Similarly, red colour dye was used to make chilli powder, while sawdust was dyed and sold as coriander (dhania) powder. The state food safety department officials seized Rs 5.86 lakh worth adulterated spices.
In Hyderabad, polished cloves and cumin (jeera) were seized from three different shops. Fabric dyes were being used to polish these spices. Selling fake and adulterated ghee, turmeric, cumin and cloves is a sin. Making people consume harmful adulterated food is as good as committing mass murder. In most food adulteration cases, the guilty easily get bail. The hearings continue for years, and in most cases, they are let off easily.
According to a report submitted in Parliament, 8.86 lakh food samples were taken during the last five years, and more than 20 pc samples were found adulterated. In more than 75 pc cases, those convicted were let off with paltry fines. In only 3 pc cases, the convicts were sentenced to imprisonment. I would like to praise Hyderabad police for filing cases under section relating to culpable homicide not amounting to murder against food adulterators. In such cases, they would not get bail easily and they can be sentenced to imprisonment. Other states should also follow this. There is need to strike terror in the minds of food adulterators and criminals.
ज़करबर्ग की माफी : भारत के कानून की ताकत
मेटा के सीईओ मार्क ज़करबर्ग ने child sexual abuse material, डीपफेक कंटेंट और कंटेंट मॉडरेशन में हुई गलतियों के लिए भारत सरकार से माफी मांगी. मेटा के चीफ ग्लोबल अफेयर्स ऑफिसर ने दिल्ली में आईटी मंत्री अश्विनी वैष्णव से मुलाकात की और उन्हें ज़करबर्ग का लिखित माफीनामा सौंपा. मेटा ने माना है कि कुछ खास तरह के कंटेंट को बूस्ट करने के लिए बहुत पैसे दिए गए थे.
कंपनी ने इस कंटेंट पर ध्यान नहीं दिया लेकिन भविष्य में मेटा अपनी ज़िम्मेदारी का पूरा ख्याल रखेगा, ऐसी गलती दोबारा नहीं होगी. दरअसल जंतर मंतर पर छात्रों के आंदोलन के दौरान हजारों डीफफेक वीडियो सर्कुलेट हुए, AI जेनरेटेड कंटेंट को पोस्ट करके अफवाहें फैलाई गईं, पाकिस्तान से ऑपरेट हो रहे हैंडल्स से भड़काऊ पोस्ट किए गए, फेसबुक, इंस्टाग्राम और व्हाट्सएप पर ये मैसेज तेजी से वायरल हुए, इन्हें बूस्ट किया गया, लेकिन मेटा ने इस पर कोई कार्रवाई नहीं की.
इसके बाद प्रधानमंत्री नरेन्द्र मोदी ने इंस्टाग्राम और फेसबुक पर एक वीडियो पोस्ट किया था जिसमें Gen Z के लिए उनका संदेश था. प्रधानमंत्री के इस वीडियो को मेटा ने फेसबुक से 5-6 घंटे के लिए हटा दिया था, लेकिन जब आपत्ति दर्ज की गई तो इस वीडियो को रीस्टोर कर दिया गया. मेटा ने इसे टेक्निकल गलती बताकर माफी भी मांगी लेकिन आईटी मंत्रालय ने इस पर सख्ती दिखाई, मेटा को तलब किया गया. संसदीय समिति ने मार्क ज़करबर्ग को 3 दिन के अंदर अपनी गलतियों के लिए माफी मांगने का अल्टीमेटम दिया था.
ये भी बताया गया कि अगर ज़करबर्ग माफी नहीं मांगते तो सरकार सेफ हार्बर क्लॉज के तहत मेटा को मिलने वाला प्रोटैक्शन खत्म कर देगी. ‘सेफ हार्बर क्लॉज’ हटने से सोशल मीडिया प्लेटफॉर्म के अधिकारियों के खिलाफ सीधे FIR दर्ज करने का रास्ता साफ हो जाता. इसीलिए बुधवार को समय सीमा खत्म होने से पहले ज़करबर्ग ने मोदी सरकार से माफी मांग ली. मार्क ज़करबर्ग का माफी मांगना बड़ी बात है. मेरी जानकारी ये है कि IT मंत्री अश्विनी वैष्णव ने META के global officers को अच्छी तरह से grill किया.
अश्विनी वैष्णव IIT से पढ़े हैं, टेक्नोलॉजी expert हैं, इसलिए उनके सामने technical error जैसी दलीलें नहीं चल पाई. अश्विनी वैष्णव इस बात को भी समझते हैं कि Meta के लिए भारत कितना बड़ा मार्केट है. इस साल भारत से Meta को 29 हजार 300 करोड़ रु. से ज्यादा की आमदनी हुई, इसलिए Meta को भारत की जरूरत है. Meta दुनिया की सबसे बड़ी और सबसे ताकतवर कंपनियों में से एक है लेकिन उसने अपनी गलती मानी और माफी मांगी. ये भारत की ताकत को दिखाता है. कहा गया है कि कंपनियां झुकती हैं, झुकाने वाला चाहिए.
नकली घी, मिलावटी मसाले बेचने वाले नरसंहार के दोषी
अगर आप सस्ता घी, हल्दी, मिर्च या जीरा जैसी चीजें खरीदते हैं तो सावधान हो जाइए. हो सकता है, जो घी आप खरीद रहे हों, उसमें एक बूंद भी असली घी न हो. गुजरात के गांधीनगर जिले के कलोल इलाके में पुलिस ने 30 हजार लीटर नकली घी ज़ब्त किया. ये नकली घी ट्रेडिंग कम्पनियों को बेचा जाता था जो इस पर अपनी कम्पनी का नाम छाप कर अपने ब्रांड के घी के तौर पर बेचती थी.
पुलिस को रिफाइंड पाम ऑयल (RPO) के साथ साथ 200 लीटर वाले 223 बैरल में पीले रंग के केमिकल RM enhancer मिले. कुल 1.67 करोड़ रुपये का ये संदिग्ध पाम ऑयल और केमिकल का जखीरा एफ.एस.एल. तथा खाद्य एवं औषधि विभाग के अधिकारियों की उपस्थिति में जब्त किया गया.
पूछताछ के दौरान कारखाने के मालिक ने बताया कि वह पाम ऑयल तैयार करने के लिए केमिकल एवं वेजिटेबल फैट मिलाकर low quality का पाम ऑयल बनाता था. उसने बताया कि वो पाम आयल में RM enhancer इसलिए मिलाता था ताकि फाइनल प्रोडक्ट की कीमत बढ़ सके. साथ ही उसमें BT NEGATIVE नाम का प्रोडक्ट मिलाता था. अक्सर नकली घी बनाने वाले लोग इस प्रक्रिया का इस्तेमाल करते हैं. कारखाने का मालिक बिना किसी ब्रांडिंग के उसे बेच देता था ताकि आगे ट्रेडर उसे घी कह कर बेच सके.
इस प्रकार तैयार किए गए पाम ऑयल का यदि खाद्य पदार्थ के रूप में उपयोग किया जाए, तो इससे मनुष्यों में हृदय रोग, उच्च कोलेस्ट्रॉल तथा उच्च रक्तचाप (हाइपरटेंशन) जैसी गंभीर समस्याएं उत्पन्न हो सकती हैं. इस कंपनी के मालिक को दो साल पहले भी नकली घी के धंधे में पकड़ा गया था लेकिन वो जमानत पर छूट गया. इसके बाद फिर इसी काम में लग गया. वह गुजरात, पंजाब, राजस्थान, महाराष्ट्र में नकली घी की सप्लाई कर रहा था. पंजाब के लुधियाना में भी बुधवार को नकली घी का एक godown पकड़ा गया. यहां तीन हजार लीटर नकली घी बरामद हुआ. इस नकली घी की सप्लाई भी अहमदाबाद से की गई थी.
उत्तर प्रदेश के कानपुर में नकली मसाले बनाने वाली फैक्ट्री पकड़ी गई. यहां 2,000 किलो ऐसी हल्दी मिली जिसमें हल्दी का एक टुकड़ा भी असली नहीं था. खराब क्वालिटी के चावल का पाउडर बनाने के बाद उसमें कैमिकल कलर डालकर इसे हल्दी जैसा रंगा जाता था मार्केट में हल्दी बेची जा रही थी. इसी तरह लाल रंग डालकर मिर्च और लकड़ी के बुरादे को रंग कर धनिया पाउडर बना कर बेचा जाता था. खाद्य विभाग ने 5 लाख 86 हजार रुपये के नकली मसालों का स्टॉक जब्त किया है. हैदराबाद में तीन दुकानों से पॉलिश्ड लौंग और जीरा बरामद हुआ. मसालों को फ्रेश दिखाने के लिए कपड़ों को रंगने वाली डाई का इस्तेमाल होता था.
घी, हल्दी, जीरा, लौंग जैसी चीजों में केमिकल मिलाना महापाप है. ये सामूहिक नरसंहार से कम नहीं है. ज्यादातर मामलों में मिलावट करने वालों को ज़मानत मिल जाती है. बरसों तक केस चलते हैं, बहुत से मामलों में वे छूट जाते हैं. इसीलिए उनकी हिम्मत बढ़ती है. संसद में दी गई एक रिपोर्ट के मुताबिक़, देश भर में पिछले पांच साल में 8 लाख 86 हजार फूड सैम्पल लिए गए जिनमें 20% सैंपल मिलावटी पाए गए. मिलावट के 75% से ज्यादा मामलों में सिर्फ आर्थिक जुर्माना लगाया गया. केवल 3 प्रतिशत मामलों में ही सज़ा हुई है. मैं हैदराबाद पुलिस की तारीफ करूंगा कि उसने मिलावट करने वालों के खिलाफ हत्या का केस दर्ज किया. गैर इरादतन हत्या के केस में बेल मिलना भी मुश्किल होगा और सज़ा भी अच्छी खासी मिलेगी. बाकी राज्यों को भी इसी रास्ते पर चलना चाहिए ताकि अपराधियों के दिल में, मिलावट करने वालों के दिमाग में कानून का खौफ पैदा हो.
Jharkhand : A shameful story of riggings in govt exams
One is astonished on reading details about how most of the government exams conducted in Jharkhand during the last 13 years were found to be rigged. A blacklisted agency TDPL was given contract to conduct all government exams after 2014, and most of the exams were rigged. The mastermind of paper leaks, Abhay Tiwari wore two hats. He was working as a Block Supply Officer in Godda, Jharkhand, and at the same time, in the name of Vijay Tiwari, he was working as marketing manager in TDPL, the agency that conducted the exams.
In the last 13 years, he himself applied for 12 govt jobs and cracked the exams with top rankings in most of them. He cracked the Indian Navy SSR (Senior Secondary Recruit) Exam in 2013, passed the Bhabha Atomic Research Centre assistant exam the next year, and in the same year, he passed another exam in Northern Coalfields Ltd. This versatile person passed the CRPF Head Constable exam and Jharkhand Staff Selection Commission’s (JSSC) police sub-inspector exam in 2018.
He also passed JSSC’s post-graduate teacher exam, Assistant Conservator of Forest (ACF), Forest Range Officer (FRO), and Food Safety Officer (FSO) exams conducted by Jharkhand Public Service Commission. He also cleared the preliminary exams for 11th and 13th Jharkhand Civil Service in his first attempt. Students in Jharkhand have been sitting on dharna for the last 12 days demanding justice. Some of them are carrying posters showing Abhay Tiwari, the mastermind of paper leaks. Abhay Tiwari not only cracked exams.
He helped his brother and ‘bhabhi’ (sister-in-law) get govt jobs by dutifully passing exams. He also helped his ‘saali’ (sister-in-law) get a govt job, not through backdoor, but after passing her exam. All of them got appointment letters for govt jobs. Abhay Tiwari has been arrested and the state CID is probing paper leak charges. Till now, 11 persons have been arrested. CID conducted raids in 18 districts including Ranchi, Palamau, Hazaribagh, Bokaro and Dhanbad. Tiwari had settings with several coaching centres. Teachers in some of the coaching centres were in direct contact with him.
Carbon copies of OMR sheets of candidates, some admit cards and mark sheets have been found by CID. Tiwari has been carrying on with this trade for the last 13 years. He minted crores, charged Rs 25 lakh for getting a candidate passed the Main exam and Rs 5 lakhs for clearing a Prelim exam. He used to collect Rs 10 lakhs as ‘advance’. Clearly, public exams in Jharkhand for the last 13 years were not due to paper leaks only.
It was clearly rigging and cheating on a humungous scale. The ‘rigging mafia’ marred the careers of lakhs of candidates on a scale that is unimaginable. Chief Minister Hemant Soren tried to calm down matters by ordering a CID probe, but the protesters are aware of the ground reality. They are not trusting the CID. CID’s record in Jharkhand has not been good till now. There is no harm in handing over this probe to CBI. The students sitting on protest are not demanding Hemant Soren’s resignation. They want an early decision about the exams that are in limbo. Interestingly, Congress, Aam Aadmi Party and Communist leaders, who were taking part in the Jantar Mantar protest, are not visible in Ranchi protest. Don’t the students of Jharkhand deserve their support? Or, those who raised their voices in Delhi do not want to speak against Hemant Soren?
Kanwads must exercise restraint
The month-long Kanwad Yatra during the holy month of Shrawan is in full swing in UP and Uttarakhand. Though the state governments have made full arrangements, in several places, kanwad yatris resorted to violence, smashing vehicles and thrashing people. On Tuesday, flower petals were showered on Kanwad yatris from Meerut to Haridwar. Traffic routes were diverted and corridors set up for the yatra. In Meerut, there was an incident in which kanwad yatris bashed up some policemen, but the SP City claims no policemen was beaten.
Why does violence take place every year during Kanwad Yatra? Why are lathis used to attack others? Is it part of our ‘sanskar’ (tradition)? How can there be any place for violence during the sacred Yatra while worshipping Lord Shiva? Most of the Kanwad Yatris sing bhajans while carrying sacred Ganga water. But when violence takes place in a place or two, the Yatra gets a bad name. Kanwad Yatris must exercise restraint. They should complete their yatra peacefully, with patience. This will be their true devotion to Lord Shiva.
Udhayanidhi Stalin’s comment is misogynistic, condemnable
A misogynistic comment made by the Leader of Opposition in Tamil Nadu, Udhayanidhi Stalin, deserves condemnation. He was addressing a rally on Cauvery water issue in Thanjavur, when some DMK workers started shouting ‘Trisha’, name of the Chief Minister Vijay’s close friend. Udhayanidhi made the sarcastic comment and those present at the rally burst into laughter.
The video went viral, police picked him up from Chennai and took him to Thanjavur. When all hell broke loose, thousands of DMK supporters clashed with police. Police told the High Court they had taken him to Thanjavur to “record his statement”. On the High Court’s direction, Udhayanidhi was released. Udhayanidhi Stalin used to work in Tamil films and Trisha used to be his colleague. Because of political differences, Udhayanidhi made the misogynistic comment about Vijay and Trisha. Udhayanidhi has been a repeated offender as far as making sarcastic comments are concerned. He cleverly delivered a ‘double entendre’ dialogue about Trisha at the rally. This is condemnable.
Any objectionable comment made about a woman in public, even indirectly, needs to be condemned. From the political point of view, Chief Minister Joseph Vijay’s action in getting his political rival arrested by police, may help Udhayanidhi in the long run. The latter will go to the streets and present himself as a person who has been wronged. The DMK, which has been licking its wounds since the assembly poll debacle, may get a new breath of life. Chief Minister Vijay will have to face challenges in the near future. On the whole, the issue neither needed any ‘comment’, nor ‘arrest’.
झारखंड : परीक्षाओं में धांधलियों की शर्मनाक कहानी
झारखंड की सरकारी परीक्षाओं में किस कदर धांधलियां हुई हैं, उन्हें पढ़ कर आप चौंक जाएंगे. जो एजेंसी ब्लैक लिस्टेड थी, जिसके मालिक को सरकारी नौकरियों की परीक्षाओं में धांधली के लिए गिरफ्तार किया गया था, उसी एजेंसी को सारी सरकारी भर्तियों की परीक्षाओं का ठेका दे दिया गया. आपको यह जान कर आश्चर्य होगा कि 2014 के बाद जितनी भी परीक्षाएं हुईं, उन सब में गड़बड़ी के आरोप लगे लेकिन कंपनी का ठेका रद्द नहीं किया गया.
हैरानी की बात तो ये है कि कंपनी के मार्केटिंग मैनेजर ने तेरह साल में बारह सरकारी नौकरियों के फॉर्म भरे, सारी परीक्षाओं में टॉपर्स की लिस्ट में रहा. वो नौसेना अफसर, दारोगा, कॉन्स्टेबल और शिक्षक से लेकर भाभा एटॉमिक रिसर्च सेंटर का क्लर्क, सब बन गया. ऐसे होनहार शख्स का नाम है, अभय तिवारी. झारखंड में JPSC, SSC, CGL की परीक्षाओं में गड़बड़ी के खिलाफ जो छात्र 12 दिन से धरने पर बैठे हैं, उनके हाथों में अभय तिवारी का पोस्टर है.
पोस्टर्स में अभय तिवारी को परीक्षाओं में धांधली का मास्टरमाइंड बताया गया है. अभय तिवारी अलग अलग नाम से एक ही वक्त में दो नौकरी कर रहा था. वो गोड्डा में ब्लॉक सप्लाई अफसर था. वहां अभय तिवारी के नाम से नौकरी कर रहा था. उसकी दूसरी नौकरी TDPL कंपनी में थी. वहां वह मनोज तिवारी के नाम से काम कर रहा था. उसे मार्केटिंग मैनेजर की पोस्ट दी गई. TDPL कंपनी में अभय तिवारी ने जो कारनामे किए हैं, उन्हें सुनकर आप चौंक जाएंगे. 2013 के बाद 13 साल में झारखंड में सरकारी नौकरी की जितनी परीक्षाएं हुई, सारी परीक्षाओं में अभय तिवारी पास हो गया. ज्यादातर भर्ती परीक्षाओं में उसने टॉप किया. उसे पहली या दूसरी रैंक मिली.
अभय तिवारी ने ऐसा फॉर्मूला सैट किया कि उसके भाई और भाभी को भी सरकारी नौकरी मिल गई. उसने अपनी साली को भी सरकारी नौकरी दिला दी. कोई बैकडोर से नहीं आया, सब परीक्षाओं में पास हुए और नियुक्ति पत्र हासिल किया. अब धरने पर बैठे छात्र पूछ रहे हैं कि सरकार जांच करा ले, अभय तिवारी वाला फॉर्मूला पता लगा ले और वो फॉर्मूला झारखंड के सभी नौजवानों को बता दे, सब का कल्याण हो जाएगा. अभय तिवारी अब पुलिस की गिरफ्त में है. CID मामले की जांच कर रही है. अब तक 11 लोग गिरफ्तार हुए हैं. सीआईडी ने रांची, पलामू, हजारीबाग, बोकारो, धनबाद समेत 18 जिलों में छापे मारे, जिन कोचिंग सेंटर्स के साथ अभय तिवारी की सेटिंग थी, जो शिक्षक उसके गिरोह में थे, उनके ठिकानों की भी तलाशी ली गई.
छापे में उम्मीदवारों की ओएमआर शीट की कार्बन कॉपी, एडमिट कार्ड और मार्कशीट्स मिली. अभय तिवारी पिछले 13 साल से पैसे लेकर सरकारी नौकरी दिलाने का धंधा कर रहा था. पिछले 13 साल में उसने खुद 12 परीक्षाएं पास की, उसने जो जो फॉर्म भरा सबमें सेलेक्ट हो गया. 2013 में भारतीय नौसेना में SSR परीक्षा के लिए फॉर्म भरा, पास हो गया. 2014 में भाभा एटोमिक रिसर्च सेंटर में असिस्टेंट के लिए फॉर्म भरा, परीक्षा पास की. इसी साल उसने नॉर्दर्न कोलफील्ड लिमिटेड की परीक्षा भी पास कर ली. 2018 में उसने CRPF हेड कांस्टेबल, JSSC में पुलिस सब इंस्पेक्टर की परीक्षा भी पास कर ली.
अभय तिवारी ने JSSC में पोस्ट ग्रेजुएट टीचर, JPSC के ACF, FRO, FSO परीक्षाएं भी पास कर ली. 11वीं और 13वीं झारखंड सिविल सर्विस का प्री एग्जाम भी फर्स्ट अटैंप्ट में ही क्लीयर कर दिया. अभय तिवारी किसी एग्जाम में फेल ही नहीं होता, इसीलिए झारखंड में हर किसी की जुबान पर इसी अभय तिवारी का नाम है. अभय तिवारी ने सरकारी नौकरियों के गोरखधंधे से करोड़ों की कमाई की. JPSC प्रलिमिनरी पास कराने का रेट पांच लाख रुपये, मेन्स क्लीयर कराने का रेट 25 लाख रुपये रखा था.
अभय तिवारी 10 लाख रुपये एडवांस लेता था. साफ है कि झारखंड में सिर्फ़ पेपर लीक ही नहीं हुआ, बड़े पैमाने पर धांधलियां हुई, धोखा हुआ. परीक्षा कराने वाले माफ़िया ने छात्रों को इस क़दर ठगा कि कोई उसकी कल्पना भी नहीं कर सकता. मुख्यमंत्री हेमंत सोरेन ने सीआईडी जांच का आदेश देकर पीछा छुड़ाने की कोशिश की लेकिन प्रोटेस्ट करने वाले छात्र असलियत से वाक़िफ़ हैं. उन्हें CID पर भरोसा नहीं है. वैसे भी झारखंड में CID का रिकार्ड अच्छा नहीं है. इसलिए CBI को ये जांच सौंपने में कोई बुराई नहीं है. झारखंड में जो छात्र धरने पर बैठे हैं, वो मुख्यमंत्री का इस्तीफा नहीं मांग रहे हैं, वो तो सिर्फ़ परीक्षाओं पर ज़ल्द फ़ैसला चाहते हैं. दिलचस्प बात ये है कि कांग्रेस, आम आदमी पार्टी और कम्युनिस्ट जो दिल्ली में जंतर मंतर पर बढ़-चढ़कर हिस्सा ले रहे थे, वे रांची के प्रोटेस्ट से ग़ायब हैं. क्या झारखंड के छात्र समर्थन deserve नहीं करते ? या फिर दिल्ली में आवाज़ उठाने वाले दल हेमंत सोरेन के ख़िलाफ़ बोलना नहीं चाहते ?
कांवड़िए खुद पर संयम रखें
उत्तर प्रदेश में इस वक्त कांवड़ यात्रा चल रही है. सरकार ने जबरदस्त इंतजाम किए हैं लेकिन कई जगह कांवड़ियों ने उत्पात मचाया, मारपीट की, हंगामा किया. मेरठ से लेकर हरिद्वार तक कांवड़ियों पर फूलों की बारिश की गई. कांवड़ यात्रा के लिए कई जगह पर रूट बदले गए हैं, पुलिस तैनात है, लेकिन इसके बाद भी कई जगह से कांवड़ियों के हंगामे की खबरें आईं. मेरठ में कांवड़ियों ने पुलिसकर्मियों को पीट दिया, उनकी वर्दी फाड़ दी, लेकिन मेरठ के एसपी सिटी का कहना है कि कोई पुलिसवाला घायल नहीं हुआ.
दरअसल रात को दो कांवड़ियों की बाइक में टक्कर हुई. पुलिस पहुंची, दो कांवड़ियों को पुलिस जीप में बैठा लिया लेकिन कांवड़ियों ने हंगामा शुरू कर दिया. अफवाह फैली कि पुलिस कांवड़ खंडित करने वालों को बचा रही है. इसके बाद गुस्साए कांवड़ियों ने पुलिस जीप में बैठे कांवड़ियों को पीटना शुरू कर दिया, डंडों से उन्हें पीटा. कांवड़ियों की संख्या ज्यादा थी, पुलिस कुछ नहीं कर सकी.
कुछ देर बाद कांवड़ियों का गुस्सा शांत हुआ. पुलिस ने घायलों का मेडिकल कराया. क्या वजह है कि हर साल कांवड़ यात्रा के दौरान बार बार झगड़े होते हैं, लाठी-डंडे चलते हैं, खून बहता है? ये कौन से संस्कार हैं ? भोलेनाथ की आराधना यात्रा में गुस्से का, मारपीट का स्थान कैसे हो सकता है ?
ज्यादातर कांवड़िए भजन गाते हुए मस्ती में गंगाजल लेकर जाते हैं, पर अगर दो चार जगह भी झगड़ा होता है तो पूरी कांवड़ यात्रा बदनाम होती है. कांवड़ियों के लिए रूट, कॉरिडोर बनाए जाते हैं, विश्राम का, खाने-पीने का प्रबंध होता है. पुलिस उनकी हिफाजत करती है. जगह जगह लोग उनकी मदद के लिए खड़े रहते हैं. क्या ये अच्छा लगता है कि लोग कांवड़ियों पर फूल बरसाएं और कांवड़िए लाठी डंडे चलाएं ? उन्हें संयम रखना चाहिए. शांति से अपनी यात्रा पूरी करनी चाहिए. भगवान शिव की सच्ची भक्ति का रूप तो यही होगा.
उदयनिधि स्टालिन का कमेंट महिलाविरोधी, निंदनीय
तमिलनाडु में विपक्ष के नेता उदयनिधि स्टालिन के एक कमेंट को लेकर इतना हंगामा हुआ कि पुलिस उदयनिधि को घर से पकड़ कर चेन्नई से तंजावुर ले गई. DMK के हजारों कार्यकर्ता सड़कों पर आ गए, पुलिस के साथ झड़पें हुई. मामला हाईकोर्ट पहुंचा, चार घंटे बाद पुलिस ने अदालत में कह दिया कि उदयनिधि का बयान दर्ज करने के लिए हिरासत में लिया गया था. बाद में हाईकोर्ट के आदेश पर उन्हें छोड़ दिया गया.
ये सब हंगामा इसलिए हुआ क्योंकि कावेरी जल विवाद के सवाल पर तंजावुर में रैली हो रही थी. इस रैली में उदयनिधि ने अपनी आदत के मुताबिक इशारों-इशारों में मशहूर एक्ट्रेस और तमिलनाडु के मुख्यमंत्री जोसेफ विजय की महिला मित्र तृषा को लेकर विवादित कमेंट कर दिया. बाद में उन्होंने बात संभालने की कोशिश की. लेकिन जिस तरह डबल मीनिंग वाले कमेंट के बाद उदयनिधि स्टालिन और DMK वर्कर्स हंसे, उससे ये साफ अंदाज़ा लगाया जा सकता था कि वो तृषा के बारे में क्या कहना चाह रहे थे. राजनीति में आने से पहले उदयनिधि खुद फिल्मों में काम करते थे, तृषा उनकी Colleague रही हैं. लेकिन राजनीति के चक्कर में नफरत इतनी बढ़ गई कि उदयनिधि ने विजय और तृषा को लेकर घटिया बात कह दी.
वैसे तो बयानबाज़ी के मामले में उदयनिधि आदतन शरारती हैं. तृषा को लेकर उन्होंने बड़ी चालाकी से double meaning वाला डायलॉग मारा जिसकी निंदा की जानी चाहिए. अगर किसी महिला के बारे में इस तरह की अशोभनीय बात इशारों में भी कही जाए तो भी उसकी निंदा होनी चाहिए. लेकिन राजनीति की नजरों से देखेंगे तो मुख्यमंत्री विजय ने जिस तरह से एक्शन लिया, जिस तरह से उदयनिधि को गिरफ्तार करवाया, उससे उदयनिधि को फायदा होगा. अब वो सड़क पर उतर कर सरकार से लड़ने वाले नेता बन गए हैं. अपनी हार के झटके से हताश पड़ी DMK में नई जान आ जाएगी. मुख्यमंत्री विजय को बाद में इसका नुकसान होगा. इस पूरे मामले में न कमेंट की जरूरत थी, न arrest की.
PK’s win may ring alarm bells in Bihar politics
In a big political upset in Bihar, the fledgling Jan Suraaj Party of Prashant Kishor scored a big win in Bankipur assembly byelection. Kishor defeated BJP in its traditional bastion by a margin of 19,324 votes.
In assembly elections last year, Jan Suraaj Party had failed to open its account. This time Prashant Kishor won the seat vacated by BJP national president Nitin Nabin. The RJD came third in the byelection, but its leaders had the consolation that BJP lost this seat. The big question is not that Prashant Kishor won from Bankipur. The big question is that he defeated BJP in its safest assembly seat which the party president Nitin Nabin had won five times.
BJP never regarded PK as a big challenge. There was reason behind it. In last year’s Bihar assembly polls, PK fielded Jan Suraaj candidates in all the 243 seats. All of them lost. In Bankipur, his party got less than 5 per cent votes. BJP this time sent 40 star campaigners during the byelection. Prashant Kishor fielded 250 professionals who went door-to-door and won the seat for him.
Prashant Kishor scientifically exploited all shortcomings of BJP. Chief Minister Samrat Chaudhary’s image, arrogance of state leaders, discontent among party workers — PK exploited all of them. PK smashed all equations relating to parties, castes, leaders in this byelection. This victory will open a new path for PK in Bihar politics and create fresh trouble for Chief Minister Samrat Chaudhary.
Did Narottam engineer BJP’s defeat in MP?
The second big upset for BJP took place in Datia, Madhya Pradesh. The party lost to Congress, though in Manjalpur, Gujarat, BJP scored a big victory. In Datia, Ghanshyam Singh of Congress defeated Ashutosh Tiwari of BJP by 6,016 votes.
In the last assembly elections in Madhya Pradesh, Rajendra Bharati of Congress had won defeating the then state minister Narottam Mishra by more than 7,500 votes. However, Rajendra Bharati lost his assembly membership after a court sentenced him to three years’ imprisonment in an old case and the seat became vacant. Point to note: the Congress candidate this time got 27 votes more than the BJP rival from the ward in Datia, where Narottam Mishra lives. This is a clear example of how BJP can defeat BJP in elections.
Narottam Mishra won from Datia thrice in 2008, 2013 and 2018. He lost to Congress in 2023, and failed to become a minister. When byelection was declared, his hopes were rekindled. He began preparing to contest, assuming that he would be made the party candidate. His supporters were enthusiastic, but BJP leadership denied him the ticket. His supporters protested on the streets and made a big hue and cry.
Narottam Mishra quietly shed tears, but these had no effect on the leadership. Now people are saying, Mishra’s silent tears made the party lose the seat. It is now time for Mishra to raise his voice, and for the state BJP leaders to quietly shed tears.
Paper leaks in Jharkhand, Karnataka
Paper leaks have become a big issue in Jharkhand and Karnataka. There have been allegations of paper leak and tampering with OMR sheets in the Preliminary exam of Jharkhand Public Service Commission. Candidates have alleged that those who got lesser marks were selected. These included nearly 400 candidates from UP and Haryana, who were declared selected. Students have been sitting on dharna since July 29. They are demanding that the Prelim exam be cancelled, all past exams conducted by JPSC, JSSC and other agencies be cancelled, paper leak allegations be probed by CBI and accountability be fixed.
On Monday, Cockroach Janata Party founder Abhijeet Dipke spoke to protesters through a video call and extended his support. Dipke said, he is unwell and would join their protest in Ranchi once he recovers. One must differentiate between the student protests in Ranchi and Delhi. In Delhi, the Centre had admitted that the NEET-UG paper was leaked, but in Jharkhand, the Public Service Commission is yet to admit this. The probe continues.
In Delhi, CBI had arrested the accused and sent them to jail, while in Ranchi, students are demanding CBI probe but the Jharkhand government is unwilling to accept. The Cockroach Janata Party which led the student protest in Delhi, was nowhere to be seen in Jharkhand. In Delhi, almost all anti-BJP parties joined the dharna and protest, but in Jharkhand, the protest is being supported only by BJP. Paper leak is an issue which should not be politicized. But this is not the case.
Already, there is politics in Karnataka over another recruitment scam. On July 17, Karnataka Public Service Commission declared a list of successful candidates for the posts of 400 veterinary officers. Several candidates came up with audio-video recording and images of sting operations to allege that OMR sheets were tampered with and recruitments were made after Rs 80 lakh to Rs 1 crore bribes were paid.
The matter is now before the Karnataka High Court, which has sought SIT probe report by August 6. The High Court bench, after going through the evidence, said, it is a clear case of cheating by daylight. The court has stalled the recruitment process. Police have arrested two brokers, Sikander Chaudhary and Mohammed Mullah. Meanwhile, a remark by state Home Minister Priyank Kharge, son of Congress President Mallikarjun Kharge, had added fuel to fire.
Priyank Kharge said, students must sit on dharna and hunger strike for 25 days, they will have to face lathi charge and only then will the minister resign, as Dharmendra Pradhan did as Education Minister. Priyank Kharge’s remark is highly irresponsible. He is clearly making fun of the Delhi student protest. This is an emotive issue. Paper leaks and protests are serious matters. They cannot be taken lightly.
पीके ने मारी एंट्री, बिहार में बजी घंटी
बिहार में बड़ा राजनीतिक उलटफेर हुआ. जन सुराज पार्टी के संस्थापक प्रशांत किशोर ने बीजेपी को उसी के गढ़ बांकीपुर में 19,324 मतों से हराया. पिछले साल बिहार विधानसभा चुनाव में भले ही प्रशांत किशोर की पार्टी का खाता न खुला हो लेकिन नितिन नवीन के इस्तीफे से खाली हुई सीट प्रशांत किशोर ने छीन ली. बांकीपुर में RJD तीसरे नंबर पर रही, लेकिन RJD नेता इसी बात से खुश हैं कि बीजेपी का अहंकार टूटा.
बड़ी बात ये नहीं है कि प्रशांत किशोर ने बांकीपुर से चुनाव जीत लिया. बड़ी बात ये है कि प्रशांत किशोर ने बीजेपी को उसकी सबसे पक्की सीट पर हरा दिया. ये बीजेपी के राष्ट्रीय अध्यक्ष नितिन नवीन की सीट थी. अध्यक्ष जी यहां से पांच बार लगातार चुनाव जीते थे. दूसरी बात, बिहार में बीजेपी PK को कुछ नहीं समझती थी. उसकी वजह भी थी. पिछले साल PK ने विधानसभा की 243 सीटों पर चुनाव लड़ा था, सारी की सारी सीटें हार गए. बांकीपुर से उस समय PK को 5 प्रतिशत से भी कम वोट मिले थे. तीसरी बात ये है कि बीजेपी ने इस चुनाव में ताकत लगाई, 40 स्टार कैम्पेनर्स को उतारा.
प्रशांत किशोर ने 250 professionals की मदद से गली-गली जा कर चुनाव जीता. प्रशांत किशोर ने बीजेपी की हर कमी को scientifically exploit किया. सम्राट चौधरी की छवि, नेताओं का अहंकार, कार्यकर्ताओं की नाराज़गी, सब कुछ PK के काम आया. प्रशांत किशोर ने इस सीट पर पार्टी, जाति, नेता जैसे सारे समीकरणों को ध्वस्त कर दिया. ये जीत बिहार की राजनीति में PK के लिए नया रास्ता खोलेगी और मुख्यमंत्री सम्राट चौधरी के लिए नई मुश्किलें खड़ी करेगी.
क्या नरोत्तम ने बीजेपी को दतिया में हरवाया?
बीजेपी को दूसरा बड़ा झटका मध्य प्रदेश में लगा. दतिया सीट भी बीजेपी उपचुनाव में हार गई, हालांकि गुजरात की मांजलपुर सीट पर बीजेपी ने धमाकेदार जीत दर्ज की. दतिया में कांग्रेस के घनश्याम सिंह ने बीजेपी के आशुतोष तिवारी को 6016 वोट से हराया. विधानसभा चुनाव में ये सीट कांग्रेस ने ही जीती थी. कांग्रेस के राजेन्द्र भारती ने उस समय के मंत्री नरोत्तम मिश्रा को साढ़े सात हजार से ज्यादा वोटों से हराया था लेकिन एक पुराने केस में राजेन्द्र भारती को कोर्ट ने तीन साल की सजा सुनाये जाने से उनकी सदस्यता चली गई.
नोट करने वाली बात ये है कि नरोत्तम मिश्रा का घर दतिया के जिस वॉर्ड में है उस वॉर्ड में भी कांग्रेस को बीजेपी से 27 वोट ज्यादा मिले. बीजेपी, बीजेपी को कैसे हराती है, दतिया की हार इसी का उदाहरण है. पहले ये नरोत्तम मिश्रा की सीट थी. फिर वो कांग्रेस से हार गए, मंत्री भी नहीं रहे. फिर उम्मीद बंधी, वो उपचुनाव की तैयारी कर रहे थे, उनके समर्थक पूरे जोश में थे, बीजेपी ने उन्हें टिकट नहीं दिया, उनके समर्थकों ने शोर मचाया. नरोत्तम मिश्रा ने आंसू बहाए, लेकिन कोई असर नहीं हुआ. अब लोग कह रहे हैं कि नरोत्तम मिश्रा के आंसुओं ने चुपचाप हरवा दिया. अब नरोत्तम मिश्रा शोर मचाएंगे और मध्य प्रदेश बीजेपी के नेता आंसू बहाएंगे.
झारखंड और कर्नाटक में पेपर लीक
झारखंड और कर्नाटक में पेपर लीक बड़ा मुद्दा बन गया है. झारखंड लोक सेवा आयोग की प्रिलिमनरी परीक्षा में पेपर लीक होने और OMR शीट में छेड़छाड़ के आरोप लगे हैं. छात्रों का आरोप है कि कम नंबर लाने वाले उम्मीदवार चुन लिए गए, इनमें हरियाणा और यूपी के 400 उम्मीदवार भी थे, जो पास हो गए. इसी गड़बड़ी के खिलाफ 29 जुलाई से छात्र धरने पर बैठे हैं. उनकी मांग है कि पेपर रद्द किया जाए.
छात्रों की ये भी मांग है कि JPSC, JSSC और दूसरी एजेंसियों ने जो भी इम्तिहान करवाए हैं, उन सबकी जांच CBI से कराई जाए, पेपर लीक की जिम्मेदारी तय हो. कॉकरोच जनता पार्टी के संस्थापक अभिजीत दिपके ने छात्रों से वीडियो कॉल पर बात की, उनकी मांगों का समर्थन किया. अभिजीत दिपके ने कहा कि खराब सेहत की वजह से वो रांची नहीं जा पा रहे हैं, तबियत ठीक होने पर वो रांची जाएंगे. रांची और दिल्ली के प्रोटेस्ट में फर्क है. दिल्ली में केंद्र सरकार ने मान लिया था कि पेपर लीक हुआ. झारखंड में JPSC की परीक्षा को लेकर अभी जांच चल रही है. दिल्ली में CBI ने आरोपियों को जेल भेज दिया था पर रांची में CBI जांच की मांग की जा रही है और राज्य सरकार तैयार नहीं है.
दिल्ली में प्रोटेस्ट करने वाली CJP झारखंड में नजर नहीं आई. दिल्ली में सारी बीजेपी विरोधी पार्टियां धरना और प्रोटेस्ट का समर्थन कर रही थीं लेकिन झारखंड में केवल बीजेपी इस प्रोटेस्ट का समर्थन कर रही है. असल में पेपर लीक ऐसा मुद्दा है, जिस पर सियासत कम हो तो अच्छा. लेकिन ऐसा होता नहीं.
पेपर लीक पर सियासत कर्नाटक में भी हो रही है. कर्नाटक में वेटरिनरी ऑफिसर की भर्ती में गड़बड़ी का आरोप लगा है. कर्नाटक लोक सेवा आयोग ने 17 जुलाई को वेटरिनरी अफसर के 400 पदों के लिए चुने गये उम्मीदवारों की लिस्ट निकाली थी, लेकिन जिन लोगों ने ये परीक्षा दी थी, उनमें से कुछ लोगों ने सबूतों के साथ दावा किया कि 80 लाख से एक करोड़ रु. रिश्वत देकर भर्ती की गई, OMR शीट को बदला गया. ये मामला अभी हाई कोर्ट में है.
सबूत देखने के बाद हाईकोर्ट ने भी कहा कि ये दिनदहाड़े धोखाधड़ी का केस है, सरकार ने भी भर्ती प्रक्रिया पर रोक लगा दी. जांच के लिए SIT का गठन कर दिया गया है, हाईकोर्ट ने 6 अगस्त तक SIT की रिपोर्ट मांगी है. इस मामले में कई छात्रों ने बिचौलियों का स्टिंग ऑपरेशन किया और ऑडियो, वीडियो रिकॉर्डिंग और तस्वीरें जारी की. पुलिस ने दो बिचौलियों सिकंदर चौधरी और आरिफ मोहम्मद मुल्ला को गिरफ्तार भी किया है. इस बीच गृह मंत्री प्रियांक खर्गे के एक बयान ने आग में घी का काम किया.
प्रियांक खरगे ने कहा, पहले छात्र धरने पर बैठें, 25 दिन तक भूखे रहें, फिर लाठीचार्ज होगा और तब उनके इस्तीफे का नंबर आएगा जैसा धर्मेंद्र प्रधान ने दिया था. प्रियांक खरगे की बात बहुत गैर-ज़िम्मेदाराना है. वो दिल्ली में हुए प्रोटेस्ट का मजाक उड़ा रहे हैं. ये एक संवेदनशील मामला है. पेपर लीक और इस पर प्रोटेस्ट दोनों गंभीर विषय हैं, इन्हें हवा में नहीं उड़ाया जा सकता.
बर्बर हत्या : ताहिर हुसैन के लिए उम्र क़ैद कम है
दिल्ली दंगों के 6 साल बाद सेशन्स कोर्ट ने IB अफसर अंकित शर्मा की हत्या के मामले में आम आदमी पार्टी के पूर्व पार्षद, ताहिर हुसैन और चार अन्य आरोपियों को उम्र कैद की सज़ा सुना दी. जब मैंने सेशंस कोर्ट का जजमेंट पढ़ा तो रोंगटे खड़े हो गए. एडिशनल सेशन्स जज प्रवीण सिंह ने फैसले में बताया कैसे अंकित शर्मा की हत्या बेरहमी से की गई थी. कोर्ट ने कहा कि भीड़ ने पूरी प्लानिंग के साथ निहत्थे अंकित शर्मा को उसके घर के पास घेरा, बुरी तरह पीटा गया और जब वो बेदम होकर गिर पड़ा, तब हत्यारों ने धारदार हथियार से उसका कत्ल किया, क़त्ल के बाद हत्यारों ने उसके शव को जानवरों की तरह घसीटा और लाश को नाले में फेंक दिया.
अंकित शर्मा के साथ जो बर्बरता हुई, उसे सोचकर कलेजा कांप उठता है. आज एक बार फिर जब अंकित शर्मा की हत्या की घटना याद आई., तो दिल दहल गया. रिपोर्टर्स ने मुझे बताया था कि हत्यारों ने बेकसूर अंकित को कितनी निर्ममता से मारा था. हत्यारे जानते थे कि अंकित IB का अफसर है. उसकी किसी से दुश्मनी नहीं थी तो भी उसकी बेरहमी से हत्या की गई. खौफ का माहौल पैदा करने के लिए .मौत के बाद भी अंकित को चाकुओं से गोदा जाता रहा. बर्बरता की सारी हदें पार कर दी गईं. ताहिर हुसैन और उसके साथियों ने अंकित शर्मा के साथ जानवरों से भी बदतर व्यवहार किया. इन हत्यारों ने उसकी लाश को नाले में फेंक दिया. इस क्रूरता के लिए उम्र कैद की सज़ा भी कम है. ताहिर हुसैन आम आदमी पार्टी का नेता था, चुना हुआ पार्षद था, इसीलिए उसका अपराध और भी गंभीर है.
जब हम बैठे थे घरों में, वो झेल रहे थे पत्थर
जंतर मंतर हिंसा में घायल पुलिसवालों के परिजनों ने अपना दर्द देश को बताया. दिल्ली पुलिस के दो ACP, एक सब-इंस्पेक्टर और एक असिस्टेंट सब इंस्पेक्टर के परिवार के लोगों ने प्रेस कांफ्रेंस में बताया कि किस तरह भीड़ ने पुलिसवालों को टारगेट किया था. 20 जुलाई से 25 जुलाई के बीच हिंसा में दिल्ली के 250 से ज़्यादा पुलिसवाले घायल हुए थे, पुलिसवालों को चुन-चुनकर निशाना बनाया गया था. लेकिन कॉकरोच जनता पार्टी के फाउंडर अभिजीत दीपके ने. पुलिसवालों पर हमलों के लिए बीजेपी को ज़िम्मेदार ठहरा दिया.
अभिजीत दीपके ने कहा कि उन्हें घायल पुलिसवालों के परिजनों के साथ पूरी हमदर्दी है लेकिन, बीजेपी ने छात्र प्रोटेस्ट को बदनाम करने के लिए अपने गुंडे घुसा दिए थे. और उन्होंने ही पुलिसवालों को निशाना बनाया. जो बेटी अपने बहादुर पुलिस पापा को हीरो मानती हो, वो देखे कि भीड़ घेर कर उसके पापा को मार रही है. तो उसके दिल पर क्या बीतेगी ? जिस बेटे को अपने पिता के चार Gallantry awards पर गर्व हो..वो जब पिता का फटा हुआ सिर देखे तो क्या उसका दिल नहीं रोएगा ? वो पत्नी, जिसके पति को संसद की रक्षा करते समय पीटा गया हो, पति का हेलमैट तोड़ दिया गया हो, वो बाल-बाल बचा हो, क्या उसका कलेजा नहीं फटेगा ?
अगर ये परिवार वाले पुलिस में काम करने वालों से नौकरी छोड़ने को कहेंगे, तो सोचिए क्या होगा? पुलिसकर्मियों की दोनों तरफ से मुश्किल है..एक तरफ सरकार का आदेश है, संयम बरतना है, Minimum force का इस्तेमाल करना है, दूसरी तरफ परिवारवालों का प्रेशर है. परिवार के लोग पूछते हैं क्या आप पिटने के लिए पुलिस में भर्ती हुए थे ? इन सवालों का पुलिस के पास कोई जवाब नहीं है. CJP के leader कह रहे हैं कि पुलिस को जिन्होंने मारा वो BJP के planted लोग थे. तो फिर CJP को मांग करनी चाहिए कि जिसने भी पुलिस पर हमला किया, ऐसे सभी लोगों को गिरफ्तार किया जाए. सब कुछ कैमरे पर है, चेहरे सामने आ जाएंगे, दूध का दूध और पानी का पानी हो जाएगा.
पप्पू का ड्रामा : साधुओं का अपमान महंगा पड़ेगा
राम मंदिर में चढ़ावा चोरी के मुद्दे पर सरकार को घेरने के लिए किया गया विपक्ष का एक ड्रामा उन्हें ही भारी पड़ गया. दरअसल चढ़ावा चोरी के मामले पर ध्यान आकर्षित करने के लिए कांग्रेस समेत सभी प्रमुख विपक्षी पार्टियों ने संसद परिसर में एक स्टंट किया. पप्पू यादव साधु के वेष में आए थे, शरीर पर भगवा चोला, माथे पर चंदन का त्रिपुंड, एक हाथ में डोनेशन बॉक्स और दूसरे हाथ में रामलला की फोटो. पप्पू यादव सभी विपक्षी सांसदों से चंदा मांग रहे थे.
राहुल गांधी भी डोनेशन बॉक्स में पैसे डालने आए, लेकिन पप्पू यादव ने पैसे बॉक्स में डालने से पहले ही अपनी जेब में डाल लिए. इसके बाद पप्पू यादव सपा सांसद अवधेश प्रसाद के चरणों पर गिर पड़े. हर जगह इस ड्रामे का वीडियो चल गया, फोटो छप गई, लेकिन उनकी ये खुशी ज़्यादा देर तक कायम नहीं रह सकी. बीजेपी ने इस मुद्दे को ऐसा घुमाया कि विपक्ष के नेताओं से जवाब देते नहीं बना. मंत्री गिरिराज सिंह ने कहा कि पप्पू यादव को जान-बूझकर भगवा वस्त्र पहनाया गया, ताकि सनातन धर्म और भगवा को बदनाम किया जा सके, साधुओं को शैतान साबित किया जाए.
गिरिराज सिंह ने कहा कि अयोध्या में चढ़ावा चोरी में जितने भी लोग पकड़े गए हैं, उनमें साधु कोई नहीं था, ट्रस्ट के कर्मचारी थे. अखिल भारतीय संत समिति के महासचिव स्वामी जितेंद्रानंद सरस्वती ने कहा कि पप्पू यादव जैसे आपराधिक पृष्ठभूमि के नेता को साधु बनाना ही अपने आप में सनातन का अपमान करना है. उन्होंने इस पूरे ड्रामे को राहुल गांधी का प्लान बताया. राहुल गांधी ने पप्पू यादव के स्टंट में शामिल होकर फिर साबित कर दिया कि दूसरों का मज़ाक़ उड़ाने में उन्हें कितना मज़ा आता है, पर इस बार के नाटक में किरदार बनना महंगा पड़ सकता है.
पप्पू यादव ने तो ये ड्रामा रील बनाने के लिए किया था. उन्होंने देखा था कि समाजवादी पार्टी के नेता जब संसद परिसर में चंदा चोरी की बात कहते हैं, तो उन्हें काफी footage मिलती है.. डिंपल यादव की रील्स काफी viral हुई हैं तो पप्पू यादव ने पूरी film ही बना दी लेकिन रील्स बनाने के चक्कर में उन्होंने पूरे संत समाज को नाराज़ कर दिया. राम मंदिर के दान पात्र की रकम की गिनती में कोई साधु-संत शामिल नहीं थे. जितने भी लोग पकड़े गए उनमें कोई भगवाधारी संत नहीं था. पप्पू यादव ने जिस तरह सनातन का अपमान किया, जिस अंदाज में साधु-संतों का मज़ाक़ उड़ाया, उनके लिए बचना मुश्किल होगा.
Barbaric murder: Life term not enough for Tahir Hussain
Six years after the 2020 Delhi riots, a court in Delhi sentenced former AAP councillor Tahir Hussain and four others to life imprisonment for murdering an IB officer Ankit Sharma brutally. I was shocked when I read the full verdict delivered by Additional Sessions Judge Praveen Singh. He described in detail, how a violent crowd, in a planned action, cornered Ankit Sharma, beat him up and when he fell down, he was stabbed with weapons.
The killers dragged his body and threw it into a drain. I remembered the day, six years ago, when our reporters told me how Ankit Sharma was brutally murdered by a mob. The killers knew he was an IB officer and had no enmity with anybody, yet he was targeted. In order to strike terror in their locality, they repeatedly stabbed Ankit and crossed all limits. I believe a life imprisonment is not enough for this cruelty. Tahir Hussain was a leader of the then ruling Aam Aadmi Party in Delhi, he was an elected councillor. That is why his crime is all the more serious.
Delhi Police : Let us shed tears for those who faced attacks
Family members of two Delhi Police ACPs, one sub-inspector and one assistant sub-inspector narrated their woes at a press conference on Friday. They wanted the nation to know how policemen faced brutal attacks when they were dealing with violent protests in Delhi. More than 250 Delhi Police personnel were injured during the violent protests from July 20 till July 25.
Police officers were deliberately targeted by anti-social elements. However, Cockroach Janata Party Abhijeet Dipke blamed BJP for the attacks on Delhi policemen. Dipke said he has full sympathy with the injured policemen, but BJP had infiltrated its ‘goondas’ during the protests to target policemen. Just imagine the pain of a daughter who watches in a video how a mob thrashed her father. What will she think? Imagine the son watching his father, winner of four gallantry awards, being led away with severe head injuries? Won’t his heart cry out?
Think about the wife who watched the video of how her husband’s helmet was broken and he was thrashed while protecting Parliament premises. Won’t it break her heart? Think what will happen if family members ask their father or uncle to leave the police job ? Policemen get both ends of the stick. On one hand, they are under orders from the government to use minimum force, and on the other hand, they have to bear pressure from their families. Their family members ask them: Was this the reason why you joined the police force?
These police officers have no answers. The CJP founder says, BJP had planted its men in the crowd to beat policemen. CJP should demand the arrest of all those who beat up these policemen. Everything is available on camera, their faces can be recognized. The truth will come out.
Pappu’s drama : Will have to face the wrath of sadhus
MP Pappu Yadav created a drama of sorts in the Parliament premises on Friday, when he donned saffron robes of a sadhu, brought a tin for collecting donations. He also carried a picture of Lord Ram Lala. Pappu was trying to enact the theft of Ram Mandir temple donation money. His stunt may prove costly. Rahul Gandhi walked in and tried to put some money in the box, but it was quickly snatched away and pocketed by Pappu Yadav. The latter then fell at the feet of Ayodhya MP Awadhesh Prasad seeking forgiveness.
The video quickly went viral on social and electronic media, but the joy was short-lived. BJP leaders hit back. Union Minister Giriraj Singh pointed out that the Ram Mandir temple donation was not stolen by sadhus, but by people engaged in counting. He said this is a clear case of insulting Sanatan dharma. Akhil Bharatiya Sant Samiti general secretary Swami Jitendranand Saraswati said, making Papu Yadav, who had a criminal past, as sadhu, is, in itself, an insult to Sanatan Dharma. He alleged that it was all Rahul Gandhi’s plan to enact this skit. By taking part in Pappu Yadav’s stunt, Rahul Gandhi has proved once again that he loves making mockery of others. But this time, his act could prove costly.
For Pappu Yadav, it was merely an issue of making a funny reel. Akhilesh Yadav’s wife Dimple Yadav’s reels on social media have become viral, and Pappu Yadav wanted to draw more views for his reel. By doing this, he has made the Sant Samaj of sadhus unhappy. There was no saffron-robed sadhu involved in the theft of Ram Mandir donation money. All those arrested were not sadhus, but common people involved in counting. The manner in which Pappu Yadav made fun of sadhus can prove costly for the opposition.
Can we learn from China’s exam system?
Now that the Parliament has passed a stringent law to curb exam paper leaks, it is going to be an Act once the President gives her assent. With a strong law in place, it is the Nandan Nilekani-led task force which will have to suggest how to reform the exam system. Though both Houses of Parliament debated the bill at length, no concrete suggestions came from members on how to set up a trusted and transparent examination system.
I have gone through some interesting details about China’s Gaokao examination system. This exam for undergraduate college admissions is held every year in June in which 1.3 crore candidates appear. Nearly 500 teachers are selected to prepare question paper sets for Gaokao exam. They are kept locked inside a building for 40 days. Even the security staff and cooks are also locked inside that building. No phones are allowed. State secret level security is provided for transportation of question papers. Every transport vehicle, with police escort, is tracked through GPS device.
Several Chinese companies provide free taxi rides for students during the exam. Some restaurants provide free lunch and dinner to students, while some hotels provide free beds. An exam-like atmosphere is created throughout the nation for three to four days. Factories are kept closed so that the the decibel levels can be kept low. Festivals and concerts are prohibited and stringent norms are applied for use of loudspeakers.
Coaching centres are regulated to ensure paper leaks do not take place. Coaching centres are asked not to insert ads in newspapers and other media about past rankings of their students. They are disallowed to engage in any commercial marketing campaign during this period. The objective is to ensure coaching centres do not put students under undue pressure for their own commercial exploitation. Real-time intelligence surveillance system is activated and AI-powered system is used to track any unusual or uncommon movements.
In India, we have a multi-layered network for exams like NEET, JEE and CUET exams. These are conducted separately, at different times and in different manner. I think the Nandan Nilekani-led task force could weigh the pros and cons of Chinese Gaokao examination system. China has a huge population of students who sit in exams. We should try to evolve our own system so that others can follow.
How govt exchequer was being looted in Bengal?
The seizure of Rs 28.5 crore cash and 15 kg gold from the home of a retired government bus driver in Birbhum, West Bengal, has shocked one an all. The ex-driver Minar Mondal is a distant relative of local stone crusher trader Tulu Mondal, whose real name is Mohammed Najibuddin. Tulu Mondal is absconding. There are reports that he has fled the country. He is said to be closely associated with former Trinamool strongman Anubrata Mondal.
The seizure of cash and gold is clear evidence of the loot that was going on during Mamata Banerjee’s regime. Minar Mondal told police that the cash and gold belonged to Tulu Mondal. Anubrata Mondal has left TMC to join Ritabrata Banerjee’s group, and he is presently on bail after being arrested in a cattle smuggling case. Nearly 25 years ago, Tulu Mondal used have a meagre income through home tuitions.
In 2014, he came in contact with TMC leader Anubrata Mondal and his star began to shine. The TMC leader wangled a government contract for collecting mining revenue for Tulu Mondal in 2016. Tulu became a millionaire and he held a big wedding for his daughter, in which more than Rs 100 crore was spent. The allegation is that Tulu Mondal used to give fake revenue receipts to stone crushers and pocket the money. Two points need to be taken note of. One, those involved in corruption, extortion like ‘tolabazi’ and loot of government exchequer, change party once a new government comes to power.
Anubrata Mondal did the same. After Mamata lost the elections, he crossed over to the breakaway group headed by Ritabrata Banerjee. But this has not helped him either. Police is conducting raids on people closely associated with him. Two, when Mamata Banerjee was in power, only Rs 19 lakh was being collected as mining revenue daily in Birbhum. After the government changed, the daily mining lease collection has gone up to Rs 83 crore. This clearly shows Tulu Mondal was cornering more than 99 per cent of mining revenue and was depositing only 0.25 per cent in government treasury.
During Mamata’s rule, a system had evolved on how to loot the exchequer. Money which was supposed to be deposited in state treasury was going into the pockets of mafia leaders. There was open licence to loot. Had the government not changed, this type of ‘tolabazi’ would have continued.
क्या हम चीन की परीक्षा प्रणाली से कुछ सीख सकते हैं?
संसद ने पेपर लीक रोकने के लिए बने कठोर बिल को पारित कर दिया. अब राष्ट्रपति के हस्ताक्षर के बाद यह कानून बन जाएगा. कड़ा कानून तो बन गया लेकिन परीक्षा प्रणाली को अचूक बनाने का काम नंदन नीलेकणि कमेटी करेगी. संसद में पेपर लीक पर अच्छी खासी बहस हुई, लेकिन एक भरोसेमंद और पारदर्शी परीक्षा प्रणाली कैसे बने, इस पर कोई ठोस सुझाव नहीं आए.
आज मुझे चीन की सालाना कॉलेज एंट्रेंस परीक्षा के बारे में दिलचस्प जानकारी मिली. चीन में हर साल जून में तीन दिन परीक्षा होती है. Undergraduate admissions की इस परीक्षा में एक करोड़ तीस लाख छात्र इम्तिहान देते हैं. वहां इसे Gaokao exam कहते हैं. Gaokao में पेपर सैट करने के लिए 500 शिक्षक चुने जाते हैं. उन्हें 40 दिन तक एक भवन में बंद करके रखा जाता है.
पेपर सैटर्स पूरी तरह नज़रबंद रहते हैं. उनके लिए जो सुरक्षा स्टाफ और रसोइये होते हैं, वे भी उसी इमारत में बंद रहते हैं. किसी को फोन रखने की इजाज़त नहीं है,सेंटर्स तक प्रश्नपत्र पहुंचाने के लिए state secret level की सुरक्षा व्यवस्था होती है. हर परिवहन वाहन को GPS से ट्रैक किया जाता है और उनके साथ पुलिस एस्कॉर्ट चलता है. लेकिन सवाल सिर्फ पेपर सैट करने का नहीं है. चीन में परीक्षा के दौरान कई कंपनियां छात्रों को मुफ्त टैक्सी सुविधाएं देती हैं. कई रेस्त्रॉं मुफ्त भोजन देते हैं और कई होटल छात्रों के लिए बिना किराया लिये बैड देते हैं.
पूरे देश में परीक्षा के लिए एक माहौल तैयार किया जाता है. शोर कम करने के लिए फैक्ट्रियां बंद कर दी जाती हैं. शहरों और कस्बों में सार्वजनिक उत्सवों और समारोहों पर बैन लगा दिया जाता है और लाउडस्पीकर के इस्तेमाल पर कड़े नियम लागू होते हैं. पेपर लीक में किसी तरह का निहित स्वार्थ न हो, इसके लिए कोचिंग सेंटर्स पर कड़े नियम लागू किये जाते हैं. Gaokao सिस्टम के तहत कोचिंग सेंटर्स अखबारों और दूसरे मीडिया में अपने छात्रों की रैंकिंग के विज्ञापन नहीं दे सकते. उन्हें कमर्शियल मार्केटिंग करने की इजाज़त नहीं दी जाती.
नियम ये है कि कोचिंग सेंटर्स अपने मुनाफे के लिए छात्रों पर परीक्षा का दबाव न पैदा करें. पूरी परीक्षा प्रणाली पर नजर रखने के लिए real-time intelligent surveillance सिस्टम लगाया जाता है. AI powered ये सिस्टम किसी भी तरह के असामान्य आचरण को ट्रैक करता है. हमारे यहां परीक्षा कराने के लिए एक multi layered नेटवर्क है. NEET, JEE और CUET, इन सबके लिए अलग-अलग एंट्रेंस टेस्ट अलग-अलग समय पर, अलग-अलग तरीके से होते हैं.
मुझे लगता है कि नंदन नीलेकणि की टास्क फोर्स जब नया सिस्टम बनाने पर विचार करे तो चीन से बहुत कुछ सीखा जा सकता है. चीन में भी परीक्षा देने वालों की तादाद बहुत बड़ी है. कोशिश तो ये होनी चाहिए कि भारत एक ऐसा सिस्टम बनाए जिसका अनुसरण बाकी दुनिया करे.
बंगाल में सरकारी खज़ाने की लूट कैसे हुई?
पश्चिम बंगाल के वीरभूम में एक रिटायर्ड सरकारी बस ड्राइवर के घर से पुलिस ने 28.5 करोड़ रुपये कैश और 15 किलो सोना बरामद किया. ये ड्राइवर, मिनार मंडल, वहां के एक व्यापारी तुलु मंडल का रिश्तेदार है. तुलु मंडल का असली नाम है, मोहम्मद नजीबुद्दीन, वह पत्थर का बड़ा कारोबारी है, सैंड माफिया है, उसके स्टोन क्रशर्स हैं. तुलु मंडल का अभी कोई अता-पता नहीं. वह तृणमूल कांग्रेस नेता अणुव्रत मंडल का करीबी माना जाता है. ये सरासर सरकारी खजाने की लूट का साफ सबूत है.
नेताओं की कृपा से जनता का पैसा कैसे लूटा जाता है, इसके प्रमाण मिले. चार हजार रुपये तनख्वाह पाने वाले के पास करोड़ों रुपये कैश कैसे मिले, ये सोचने की बात है. पूछने पर मिनार मंडल ने बताया कि ये पैसे तुलु मंडल के हैं. टीएमसी नेता अणुव्रत मंडल पशु तस्करी के केस में फिलहाल ज़मानत पर है. तुलु मंडल पच्चीस साल पहले बच्चों को ट्यूशन पढ़ाता था. 2014 में वह तृणमूल नेता अणुव्रत मंडल के संपर्क में आया.
अणुव्रत मंडल ने 2016 में तुलु मंडल को वीरभूम में स्टोन माइनिंग का सरकारी टैक्स वसूलने का ठेका दिलवाया. ठेका मिलने के बाद तुलु मंडल के दिन फिरे. 2022 में उसने अपनी बेटी की शादी पर सौ करोड़ रु. से ज्यादा खर्च किए. आरोप ये है कि तुलु मंडल ने स्टोन कारोबारियों से सरकारी राजस्व के तौर पर जो पैसा वसूला, उसके बदले में वो नकली रसीद देता था, और करोड़ों रूपए की अवैध वसूली करता था.
तृणमूल नेता कुणाल घोष ने कहा कि अणुव्रत मंडल को पहले ही पार्टी से निकाल दिया गया था. इस मामले में दो बातें हैं. पहली, जो भ्रष्टाचार करते हैं, तोलाबाजी tax वसूलते हैं, सरकारी खजाने की लूट करते हैं, वो सरकार बदलते ही पाला बदल लेते हैं. अणुव्रत मंडल ने वही किया. जब तक ममता की सरकार थी, ममता के साथ रहे, बंगाल में सरकार बदली, तो ममता की पार्टी से अलग हुए ऋतब्रत बनर्जी के साथ हो लिए. हालांकि इसका उन्हें कोई फायदा नहीं हुआ क्योंकि पशु तस्करी के आरोप में पुलिस ने उन्हें गिरफ्तार किया था, अभी वो ज़मानत पर है. अब अणुव्रत मंडल के चेलों के घरों पर छापे मारे जा रहे हैं.
दूसरी ध्यान देने वाली बात ये है कि पहले जब बंगाल में तृणमूल सरकार थी , वीरभूम जिले से खनन राजस्व के रुप में रोज़ाना 19 लाख रुपये सरकार के खाते में जमा होते थे. लेकिन सरकार बदलने के बाद अब यहां से रोज 83 करोड़ रु. का खनन राजस्व मिल रहा है. यानी, अगर सरकार को जो सौ रूपए मिलने चाहिए थे, उसमें से सिर्फ कुछ पैसे मिलते थे. साफ है कि सरकारी खजाने से 99 परसेंट तक की लूट हो रही थी. बंगाल में सरकारी खजाने की लूट का एक सिस्टम बना हुआ था. जो पैसा सरकार के पास आना चाहिए था. वो माफिया की जेब में जा रहा था. लूट की छूट थी. अगर सरकार न बदलती, तो ये तोलाबाजी इसी तरह चलती रहती.
Amit Shah can’t be called a coward
Leader of Opposition Rahul Gandhi used words like ‘idiot’, ‘andhbhakt’, while speaking on the anti-paper leak bill in Lok Sabha. Such words cannot be described as decent by any means. Rahul then fired his second shot. Without much ado, he alleged that it was Home Minister Amit Shah who ordered security forces to fire on protesters on July 20.
The LoP went on to allege that Amit Shah is afraid and this was the reason why he did not come to the House during discussion. Since the crackdown on protesters, there have been umpteen times when allegations were levelled about police lathi charge, use of teargas and pellet guns, and Delhi Police, on its part, alleged, how hundreds of policemen were injured due to stone pelting.
The problem arose in Lok Sabha, when Rahul Gandhi, without any rider, put the blame on Home Minister Amit Shah. Had Rahul Gandhi spoken in an articulate manner and posed questions meticulously, he could have forced the government to come out with clarifications. Instead, Rahul went on to claim that he saw Amit Shah’s carcade of 30 vehicles inside the Parliament complex, and watched the Home Minister sitting in his car, his fingers trembling. By making this remark, Rahul trivialized the whole issue. Whatever people may say about Amit Shah, not one can say that the Home Minister is a coward. Those who do not know Amit Shah personally, even agree that he is not a person to be cowed down easily.
On the contrary, he can make others tremble. He does not carry tensions with him, instead he makes others tense. Rahul Gandhi has a set pattern while delivering speeches. He has this habit of distracting and digressing from the main topic, he recounts inane stories, makes fun of others so that those sitting near home can laugh, tries to prove others as cowards and projects himself as a brave one, he makes comments to incite others, and when pandemonium erupts, he starts complaining that he is not being allowed to speak.
If Rahul Gandhi really wants to give a good speech, he should learn from his sister Priyanka. On Tuesday, Priyanka Gandhi Vadra cleverly attacked the government while smiling, and nobody inside the House tried to stop her. The next day, Rahul Gandhi had a good opportunity to corner the government and extend his support to students. He could have given concrete suggestions about exam reforms. Instead, he got entangled in his own net, lost the plot and chance, and gave BJP a handle to criticize him.
Paper Leak is not limited to one state
Reports of paper leaks have come from Bihar, Maharashtra, Jharkhand and Punjab. In Bihar, BPSC TRE-3 exam was conducted in March 2024 for recruitment of 88,000 teachers. When the question paper got leaked, 296 persons were arrested and one more accused Dr Manish Kumar was arrested two and a half years later, on Wednesday. The probe is still not complete and most of the accused are out on bail.
Teacher Eligibility Test (TET) was conducted in Maharashtra last month and the question paper was leaked. The probe continues and yesterday, Thane Police revealed that the paper was leaked from an Agra printing press. A former employee of the printing press, Sonu Kumar Diwakar surrendered to police on Monday. Till now, 15 persons have been nabbed and one accused is absconding. The state politics is on a boil over the paper leak, but the chargesheet is yet to be filed.
Jharkhand Public Service Commission was to hold its Mains Exam from July 25 to 27. It was abruptly postponed. The reason: On July 2, when the Prelims results were out, it was found that candidates who had answered only 48 questions were declared passed. More than 400 successful candidates were from UP and Haryana. The Jharkhand government asked CID to investigate. CID has questioned JPSC former chairman L. Khiangte, who resigned on July 22. BJP is demanding that the probe be handed over to CBI.
Punjab politics is also on the boil after cheating was detected in the Pharmacy Officer exam. Seven key conspirators and 28 candidates were arrested and 27 battery-operated wireless cheating devices were seized. Pen cameras were used and real-time dictation took place during exam, says police. Paper leak mafia charged between Rs 3.5 lakh and Rs 13 lakh to ensure passing marks in this exam, police said. Nearly 7,000 candidates appeared for 454 pharmacy officer posts across 25 examination centres in Faridkot, Kotkapura and Ferozepur.
Punjab Congress chief Amrinder Singh Raja Warring alleged, there have been five cases of paper leaks in the state and more than five lakh students have been affected. Paper leaks and cheating in public exams conducted in the states point towards a deeper malaise. Paper leaks and cheating are not limited to a state, or to a single party in power. Paper leak mafias had been spreading their tentacles for the last 20 to 25 years. They have made these exams an opportunity for making quick ill-gotten money. These mafia have deep roots and they get patronage from corrupt coaching centre owners.
The new anti-paper leak bill will help in trying to fix loopholes. Earlier, copy leak accused had no fear of the law. There is also the need for making the examination system foolproof. The Nandan Nilekani-led committee is working on this. Let us hope this committee comes out with concrete solutions so that students and candidates can withstand pressures and transparency is ensured.
अमित शाह को डरपोक नहीं कहा जा सकता
प्रतिपक्ष के नेता राहुल गांधी ने एंटी पेपर लीक बिल पर लोक सभा में बहस के समय जिस तरह ‘इडियट’, ‘अंधभक्त’ जैसे शब्दों का इस्तेमाल किया, उसे किसी भी सूरत में शालीन नहीं कहा जा सकता. इसके बाद राहुल ने अगला तीर छोड़ा. उन्होंने सीधे अमित शाह पर वार किया और कहा कि छात्रों पर फायरिंग का आदेश गृह मंत्री ने दिया था, उनके हुक्म पर ही पुलिस ने छात्रों पर फायरिंग की. राहुल ने कहा कि अमित शाह डरे हुए हैं, इसलिए वह सदन में नहीं आए.
प्रोटेस्ट करने वाले छात्रों पर लाठीचार्ज, टियर गैस, पैलेट गन का इस्तेमाल, पुलिसवालों पर पथराव, पुलिसवालों का ज़ख्मी होना, ये सारी बातें बीसियों बार कही जा चुकी हैं. लेकिन संसद में मुश्किल तब हुई, जब राहुल गांधी ने बिना किसी किंतु-परन्तु के आरोप लगा दिया कि छात्रों पर गोली चलाने का आदेश अमित शाह ने दिया. अगर राहुल गांधी यही बात सोच समझ कर नपे-तुले शब्दों में कहते, चतुराई से सवाल उठाते, तो सरकार को जवाब देना पड़ जाता. लेकिन राहुल गांधी ने ये कहकर कि उन्होंने संसद में अमित शाह की 30 गाड़ियों का काफिला देखा, कार में बैठे अमित शाह के हाथ कांप रहे थे, सारी बातों को हल्का बना दिया.
अमित शाह के बारे में कोई जो चाहे कहे, उन्हें डरपोक कोई नहीं कहेगा. जो लोग अमित शाह को नहीं भी जानते, उन्हें भी पता है कि अमित शाह कांपने वालों में नहीं, दूसरों को कंपाने वालों में हैं. टेंशन लेने वालों में नहीं, टेंशन देने वालों में हैं. संसद में राहुल के भाषणों का एक फार्मूला है, एक पैटर्न है. विषय से भटकाना, बेमतलब की कहानियां सुनाना, दूसरों का मज़ाक़ उड़ाना, अपने आस-पास बैठे सांसदों को हंसाना, दूसरों को डरपोक और अपने आप को बहादुर बताना, ऐसी ऐसी बातें कहना जो सामने वालों को उत्तेजित करें, फिर शोर मचे तो ये कहना कि मुझे बोलने नहीं दिया जाता.
राहुल गांधी को अगर वाकई बोलना है तो उन्हें प्रियंका गांधी से सीखना चाहिए. परसों प्रियंका गांधी ने मुस्कुरा-मुस्कुरा कर सरकार पर ज़बरदस्त हमला किया, उन्हें किसी ने नहीं रोका. दूसरे दिन राहुल गांधी के पास अच्छा-खासा मौका था सरकार को घेरने का, छात्रों का समर्थन करने का, शिक्षा प्रणाली में सुधारों के लिए सुझाव देने का, लेकिन वो अपने ही जाल में फंसकर रह गए, मौका गंवा दिया, सरकार को मौका दे दिया, बीजेपी को हमला करने का मसाला दे दिया.
पेपर लीक किसी एक राज्य का मसला नहीं
पेपर लीक और परीक्षा में चीटिंग की घटनाएं बिहार, महाराष्ट्र, झारखंड, पंजाब में भी हुई है. बिहार में ढाई साल पहले 88 हजार शिक्षकों की भर्ती की परीक्षा हुई थी लेकिन बीपीएससी TRE-3 का पेपर लीक हो गया. 296 आरोपी पकड़े गए. ढाई साल बाद कल पुलिस ने एक और आरोपी डॉक्टर मनीष कुमार को गिरफ्तार किया. सोचने वाली बात है कि मार्च 2024 में जो परीक्षा हुई, उसी दिन आर्थिक अपराध शाखा ने दो दर्जन से ज्यादा लोग गिरफ्तार हुए, लेकिन ढाई साल बीत गए, पर जांच पूरी नहीं हुई. ज्यादातर आरोपियों को जमानत मिल चुकी है.
पिछले महीने महाराष्ट्र में TET का पेपर लीक हुआ. उसमें भी अभी तक जांच ही चल रही है. ठाणे पुलिस ने कल खुलासा किया कि TET का पेपर आगरा की प्रेस में प्रिंट हुआ था और ये पेपर प्रेस से ही लीक हो गया. प्रिंटिंग प्रेस में काम कर चुके सोनू कुमार दिवाकर ने प्रेस के दो कर्मचारियों के साथ मिलकर पेपर लीक किया. सोनू कुमार ने सोमवार को पुलिस के सामने सरेंडर कर दिया. इस केस में अब तक कुल पंद्रह लोग पकड़े जा चुके हैं लेकिन अभी भी एक आरोपी फरार है. अभी तक जांच पूरी नहीं हुई है, चार्जशीट फाइल नहीं हुई है लेकिन सियासत जमकर हो रही है.
झारखंड लोक सेवा आयोग के Mains पेपर की परीक्षा 25 से 27 जुलाई तक होने वाली थी, लेकिन इसे अचानक स्थगित कर दिया गया. वो इसलिए कि 19 अप्रैल को प्रिलिम्स की जो परीक्षा हुई थी, उसमें गड़बड़ी पाई गई. दो जुलाई को प्रीलिम्स का रिजल्ट आया तो पता लगा कि ऐसे उम्मीदवार भी पास हो गए जिन्होंने सिर्फ 48 सवालों के जवाब दिए थे. पास होने वालों में 400 से ज्यादा परीक्षार्थी उत्तर प्रदेश और हरियाणा के थे.
मामले का खुलासा हुआ तो मुख्यमंत्री हेमंत सोरेन की सरकार ने इसकी जांच सीआईडी को दी. सीआईडी दो दिन से JPSC के पूर्व अध्यक्ष एल. ख्यांग्ते से पूछताछ कर रही है. लेकिन बीजेपी आरोप लगा रही है कि मामले को दबाया जा रहा है. ऐसे में इसकी जांच सीबीआई को देने की मांग की जा रही है. पंजाब में फार्मेसी अफसरों के पद के लिए हुई परीक्षा में छात्र ब्लूटूथ का इस्तेमाल करते हुए पकड़े गये. पंजाब कांग्रेस अध्यक्ष अमरिंदर सिंह राजा वडिंग ने कहा कि पंजाब में 6 पेपर लीक हो चुके हैं, पांच लाख से ज्यादा छात्र प्रभावित हुए हैं.
फार्मेसी अफसर की भर्ती में धांधली हुई, लेकिन सरकार मानने को तैयार नहीं है. महाराष्ट्र, बिहार, झारखंड और पंजाब से आई पेपर लीक की खबरें इस बात की गवाह हैं कि पेपर लीक का मसला न तो किसी एक राज्य का है, न किसी एक सरकार का, न किसी एक मंत्री का. पिछले 20-25 साल में माफिया ने अपना जाल बिछाया. पेपर लीक को काली कमाई का धंधा बनाया. इस माफिया की जड़ें गहरी हैं. इनको बहुत सारे भ्रष्ट कोचिंग सेंटर्स की मदद मिली हुई है. अभी जो कानून है उसमें बेल मिल जाती है, पेपर लीक का पाप करने वाले छोटी-मोटी सज़ा पाकर बच जाते हैं, इसीलिए उनकी हिम्मत बढ़ती रही. उन्हें किसी का डर नहीं था.
ज़रूरत ऐसे कानून की है जो ऐसे माफिया के दिलोदिमाग़ में खौफ पैदा करे. संसद ने कानून में जो संशोधन किया है, उससे यही अपेक्षा है. लेकिन इसके साथ-साथ ये भी जरूरी है कि परीक्षाओं की पूरी प्रणाली को दुरुस्त किया जाए. सरकार ने नंदन नीलेकणि की अध्यक्षता में जो कमेटी बनाई है, वह कमेटी यही काम करेगी. इस कमेटी की सिफारिशों के आधार पर जो कदम उठाए जाएंगे, उससे एक नया सिस्टम बनेगा जिससे छात्रों पर परीक्षा मे पेपर लीक होने का दबाव कम होगा और पारदर्शिता आएगी.
