महात्मा गांधी के नाम पर संसद में जमकर हंगामा हुआ. कृषि मंत्री शिवराज सिंह चौहान ने लोकसभा में मनरेगा की जगह नई स्कीम वाला बिल पेश किया. मोदी सरकार ग्रामीण इलाकों में रोजगार गारंटी के लिए जो नई स्कीम लाई है उसका नाम है, विकसित भारत-गारंटी फॉर रोजगार एंड आजीविका मिशन ग्रामीण. संक्षिप्त में इसका नाम है, विकसित भारत -जी राम जी.
पहले कांग्रेस की सरकार जो योजना लाई थी, उसका नाम था, महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना, संक्षिप्त में मनरेगा. नरेंद्र मोदी की सरकार ने योजना के नाम में महात्मा गांधी की जगह राम जी का नाम इस्तेमाल कर दिया. बस यही बात विपक्ष को बुरी लग गई.
विपक्ष ने सरकार के इस बिल को राष्ट्रपिता का अपमान बता दिया. आरोप लगाया कि बीजेपी महात्मा गांधी से नफरत करती है, इसलिए अब बापू का अपमान कर रही है.
शिवराज सिंह चौहान ने कहा कि महात्मा गांधी भी रामराज्य की बात करते थे, सरकार जी-राम-जी स्कीम लाकर बापू के सपने को ही पूरा कर रही है, इसलिए विपक्ष को महात्मा गांधी के नाम पर घड़ियाली आंसू बहाने की कोई ज़रूरत नहीं हैं.
विपक्ष के सासंद बिल का विरोध करने की पूरी तैयारी के साथ आए थे. जैसे ही शिवराज सिंह चौहान ने बिल पेश किया, तो हंगामा शुरू हो गया. विपक्ष के सांसद महात्मा गांधी की फोटो वाले पोस्टर लहराए जाने लगे, सरकार के खिलाफ नारेबाजी शुरू हो गई.
प्रियंका गांधी के नेतृत्व में विपक्ष के सांसदों ने जी-राम-जी योजना के विरोध में मार्च निकाला. संसद परिसर में बापू की प्रतिमा के सामने खड़े होकर नारे लगाए, कांग्रेस के कुछ नेता तो संसद के पुराने भवन में गए और छत पर खड़े होकर नार लगाए.
विपक्ष का पहला विरोध योजना से महात्मा गांधी का नाम हटाने को लेकर है. दूसरी आपत्ति योजना के खर्च का शेयर राज्यों पर डालने को लेकर है. मनरेगा के तहत साल में सौ दिन रोजगार की गारंटी है, नई योजना के तहत सरकार 125 दिन के रोजगार की गारंटी दे रही है. मनरेगा के तहत खर्चे में नब्बे प्रतिशत बोझ केन्द्र सरकार उठाती थी, और राज्यों को सिर्फ दस प्रतिशत पैसा देना होता था. लेकिन जी-राम-जी स्कीम के तहत उत्तर पूर्व और हिमालयन राज्यों को छोड़कर बाकी राज्यों को चालीस प्रतिशथ बोझ उठाना होगा. केन्द्र सरकार साठ परसेंट पैसा देगी.
विपक्ष का कहना है कि इससे राज्यों पर बोझ पड़ेगा, राज्य पैसा नहीं दे पाएंगे और रोजगार गांरटी की स्कीम धीरे धीरे बंद हो जाएगी.
अखिलेश ने कहा कि जी-राम-जी योजना राज्यों के लिए खतरनाक है, राज्यों के पास इतना पैसा नहीं है कि हजारों करोड़ रूपए इस योजना के लिए दे सकें.
जी-राम-जी योजना के कुछ और प्रावधानों पर भी विपक्ष को आपत्ति है. मनरेगा के तहत क्या काम होना है, कब होना है, इसका फैसला ग्राम प्रधान या सरपंच करते थे, लेकिन जी-राम-जी योजना के तहत किस ग्राम पंचायत को कितना पैसा मिलेगा, क्या काम होगा, कब होगा, इसका फैसला केंद्र सरकार करेगी. विरोधी दलों के नेता इसे पंचायती राज कानून के खिलाफ बता रहे हैं.
शिवराज सिंह चौहान ने कहा कि मनरेगा के तहत क्या काम हो रहा है, राज्य इसका ब्यौरा नहीं देते, मनरेगा में भ्रष्टाचार बहुत हो रहा था, लीकेज बहुत हो रहा था, खेती के काम के लिए मजदूरों की जब जरूरत होती है तब मजदूर नहीं मिलते थे, इसलिए वक्त के हिसाब से योजना को बदलने की जरूरत है.
किसी भी कल्याणकारी योजना को जांचने का पैमाना ये होना चाहिए कि योजना से कितने लोगों का भला हुआ? क्या वाकई में पैसा सही लोगों तक पहुंचा? क्या पैसे का सही इस्तेमाल हुआ?
ये भी समझना चाहिए कि कल्याण करते करते कोई ऐसे side effect तो नहीं हुए जिससे किसी का नुकसान हुआ. मनरेगा को भी इसी आधार पर तोला जाना चाहिए. अब तक मनरेगा पर 11 लाख करोड़ से ज्यादा रूपए खर्च हो चुके हैं, लेकिन क्या कोई बता सकता है कि 19 साल में मनरेगा के जरिए किन किन योजनाओं पर काम हुआ?
असल में ग्राम प्रधानों ने मनरेगा को अपनी मनमर्जी के मुताबिक मजदूरों से निजी काम कराने का ज़रिया बना लिया. मनरेगा की वजह से खेती के लिए मजदूर कम मिलने लगे. अब इस बात से क्या फर्क पड़ता है कि योजना का नाम गांधी जी के नाम पर है या ‘राम जी’ के नाम पर?
फर्क तो इस बात से पड़ना चाहिए कि स्कीम में जो बदलाव किए गए हैं, क्या उनसे जनता का ज्यादा फायदा होगा?

दिल्ली में ज़हरीली हवा : नीयत ठीक, नीति गलत

दिल्ली-एनसीआर में रहने वालों का सांस लेना मुश्किल हो गया है. हालांकि तीन दिन तक गंभीर और खतरनाक कैटगरी में रहने के बाद मंगलवार सुबह AQI में थोड़ा सुधार हुआ. सुबह दिल्ली में AQI 377 था जबकि सोमवार को AQI 498 था.
दिल्ली सरकार पॉल्यूशन को कम करने की तमाम कोशिशें कर रही हैं लेकिन कामयाबी नहीं मिली. इसलिए दिल्ली के पर्यावरण मंत्री मनजिंदर सिंह सिरसा न दिल्ली के लोगों से मांफी मांगी.
सिरसा ने कहा कि सरकार कोशिश कर रही है लेकिन समस्या बहुत गंभीर है. इसलिए आठ नौ महीने में इस पर काबू पाने में नाकाम रही.
दिल्ली सरकार ने 18 दिसंबर से दूसरे राज्यों की सिर्फ BS-6 ग्रेड की गाड़ियों को ही दिल्ली में प्रवेश देने का फैसला किया है. दिल्ली में बुधवार से उन गाड़ियों को पेट्रोल, डीजल नहीं मिलेगा जिनके पास पॉल्यूशन प्रमाणपत्र नहीं होगा.
मनजिंदर सिंह सिरसा ने कहा कि प्रदूषण की बीमारी आम आदमी पार्टी की सरकार से विरासत में मिली है, 12 साल पुरानी इस बीमारी को 9-10 महीनों में ठीक करना संभव नहीं है लेकिन फिर भी सरकार दिल्ली के लोगों को राहत देने की पूरी कोशिश कर रही है.
दिल्ली में लोग ज़हरीली हवा के कारण वाकई बेहद परेशान हैं. खांस-खांसकर लोगों का बुरा हाल है लेकिन ये समस्या न तो एक दिन में पैदा हुई और न ही रातों रात इसका कोई हल निकल सकता है. जोश-जोश में सिरसा ने प्रदूषण कम करने के बड़े-बड़े दावे तो कर दिए, हैडलाइन्स बना ली, पर सुधार नहीं हुआ. उनका artificial rain का प्रयास भी हवा-हवाई हो गया. नीयत ठीक थी लेकिन नीति गलत हो गई. इसीलिए सिरसा को जनता से माफी मांगनी पड़ी.

There were loud protests in Lok Sabha when the government on Tuesday introduced the contentious VB—G RAM G BILL which is going to replace the flagship rural job programme MGNREGA.
Opposition members protested removal of Mahatma Gandhi’s name from the scheme and questioned the need for diluting the provisions of the scheme.
The Viksit Bharat – Guranatee for Rozgar and Ajeevika Mission (Gramin) , in short, VB-G RAM G Bill seeks to replace Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
Opposition MPs trooped into the Well raising slogans of “Gandhiji ka yeh apman, nahi sahega Hindustan”. They waved placards bearing pictures of Mahatma Gandhi.
Agriculture Minister Shivraj Singh Chouhan, while introducing the Bill, said, there is no need for the Opposition to shed crocodile tears about Gandhi. He said, Gandhiji himself wanted Ram Rajya and there was no point in making it an unnecessary issue.
Opposition leaders said, the new bill provides for states to bear expenses on rural employment guarantee to the tune of 40 pc, whereas currently they were bearing only 10 pc expenses, while the rest was being paid by the Centre.
Samajwadi Party chief Akhilesh Yadav described the bill as a dangerous one because state governments were not in a position to bear such a huge financial burden.
Chouhan pointed out that the number of minimum days of work in the new bill has been raised from 100 to 125 days.
He said, while gram pradhans used to decide the days and nature of work to be done, the Centre will now decide the works that are to be done. This, he said, has been done to stop large-scale corruption that has been taking place.
To analyse the success or failure of a welfare scheme, one should check the following benchmarks: whether the persons who are supposed to get work getting benefits? Whether money is reaching the beneficiaries? Whether money is being used for productive purpose?
Further, one must also assess whether this welfare scheme has resulted in side effects which are not good. Farmers are not getting agricultural workers during peak season because of this scheme.
Till now, more than Rs 11 lakh crore has been spent on MGNREGA. Can anybody analyze and tabulate the number of projects that have been completed in the last 19 years?
The ground reality is, many gram pradhans have been using MGNREGA workers for their own purpose. It was difficult for farmers to find agricultural workers during peak sowing and harvesting seasons.
What difference does it make if the scheme is named after Mahatma Gandhi or Lord Ram?
The difference that should matter is, whether the changes in the rural employment guarantee scheme will benefit people or not?

Tackling air pollution : Intent may be good, but policy is not

People living in Delhi NCR region have been suffering from severe air pollution for more than a week. In the last three days, Air Quality Index in NCR was hovering in hazardous and severe category range. There was some improvement in AQI on Tuesday, but it is still in ‘very poor’ category. Delhi government has been making efforts to tackle air pollution, but the results are not evident on the ground.
On Tuesday, Delhi environment minister Manjinder Singh Sirsa tendered apology to the people of the capital, but in the same breath, he said, mistakes committed by the past AAP government in the past 12 years cannot be corrected in 8-9 months.
Delhi government has decided to allow entry of only BS-6 grade vehicles into the capital from Thursday onwards. Sale of fuel will not be allowed to vehicles which do not have a valid PUC certificate.
Many people in Delhi NCR region are suffering from acute breathing problems. One understands, no solution can be found in a day or two. Sirsa had made tall claims to get headlines, but there has been no improvement. His efforts to carry out artificial rain proved futile. The intent was good, but the policy was not. That is why Sirsa had to tender apology.

साइबर क्राइम करने वालों के खिलाफ उत्तर प्रदेश समेत 10 राज्यों में ताबड़तोड़ एक्शन हो रहा है. नोएडा में शुक्रवार CBI ने एक बड़े अन्तरराष्ट्रीय साइबर क्राइम नेटवर्क का भंडाफोड़ किया.

इस नेटवर्क में शामिल अपराधी विदेशी लोगों, खास तौर पर अमेरिकी नागरिकों को निशाना बनाते थे. पुलिस का दावा है कि इस गिरोह ने अमेरिकियों से 85 लाख डॉलर यानि करीब 71 करोड़ रुपये की ठगी की थी.

ये लोग खुद को अमेरिका की जांच एजेंसियों के अफसर बनकर अमेरिकी नागरिकों को फोन करते थे. उनके अकाउंट के जरिए ड्रग्स और अवैध हथियारों की खरीदफरोख्त होने का दावा करके डराते थे और उनसे बड़ी रकम ऐंठते थे. इस तरह के कई मामले होने के बाद FBI ने इसकी जांच शुरू की, फिर भारत सरकार से संपर्क किया.

इसके बाद जांच शुरू हुई और नोएडा से चल रहे इस गोरखधंधे का पर्दाफाश हुआ. इस मामले में CBI ने 6 लोगों को गिरफ्तार किया है और इनके पास से 1 करोड़ 88 लाख रुपये कैश बरामद किया गया.

साइबर अपराधों के खिलाफ ऑपरेशन मथुरा में भी हुआ. जामताड़ा और मेवात इलाके की तरह मथुरा के चार गांव साइबर अपराधियों का गढ़ बने हुए हैं.

गोवर्धन इलाके के देवसेरस, मोरसेरस, दौलतपुर और नगला अकातिया गांव को मिनी जामताड़ा कहा जाने लगा है. लगातार मिल रही शिकायतों के बाद मथुरा पुलिस ने इन गांवों पर धावा बोला. छापे की खबर लीक न हो, इसके लिए पूरी एहतियात बरती गई.

सुबह 5 बजे 4 एसपी, 4 सर्किल अफसर, 26 इंस्पेक्टर्स और 300 जवानों के साथ चारों गांवों को घेरा गया. इतनी बड़ी तादाद में पुलिस फोर्स को देखकर गांव में भगदड़ मच गई. पुलिस ने गांवों के घरो, खेत-खलिहान सबकी तलाशी ली. तलाशी के बाद 42 संदिग्ध लोगों को हिरासत में लिया गया. जांच पड़ताल के बाद 37 साइबर ठगों को जेल भेजा गया.

दिल्ली पुलिस ने भी दावा किया कि साइबर क्राइम के खिलाफ चले अभियान में करीब साढ़े नौ सौ करोड़ रूपए की ठगी का पर्दाफाश हुआ है. करीब 7,500 अपराधियों को पकड़ा गया, हजारों फर्जी अकाउंट्स का खुलासा हुआ है.

असल में दिल्ली पुलिस पिछले एक महीने से साइबर अपराधियों के खिलाफ ऑपरेशन साई हॉक चला रही है. चूंकि दिल्ली में लगातार डिजिटल अरेस्ट और इनवेस्टमेंट फ्रॉड के मामले सामने आ रहे थे, इसलिए ऑपरेशन साई हॉक (CyHawk) शुरू किया गया. इस ऑपरेशन में दिल्ली पुलिस के 5 हजार जवान और अफसरों को शामिल किया गया.

ऑपरेशन का पहला चरण 19 और 20 नवंबर को शुरू हुआ. इसमें बड़ी संख्या में साइबर क्रिमिनल्स के नेटवर्क का पर्दाफाश हुआ. चूंकि साइबर अपराधी लोकेशन बदलते हैं, काम करने का तरीका बदलते हैं, इसलिए दिल्ली पुलिस ने कुछ दिनों के ब्रेक के बाद ऑपरेशन का दूसरा भाग शुरू किया…

ऑपरेशन के दूसरे चरण में 284 अपराधियों को गिरफ्तार किया गया. पकड़े गए साइबर अपराधियों का जाल देश के 10 राज्यों में फैला है. ठगी दूसरे राज्यों हो रही थी, पैसे दिल्ली में निकाले जा रहे थे. इसलिए दिल्ली पुलिस ने केरल, ओडिशा, यूपी, महाराष्ट्र, झारखंड, राजस्थान समेत कई राज्यों की पुलिस के साथ मिलकर साइबर क्राइम करने वालों के खिलाफ कार्रवाई की और 945 करोड़ रु. की ठगी का पता लगाया.

साइबर अपराध इस समय एक बड़ी समस्या है. ज्यादातर लोग लालच के कारण इसमें फंस जाते हैं. कोई फंसता है थोड़ा पैसा निवेश करके जल्दी से जल्दी ज्यादा पैसा कमाने के चक्कर में. कोई फंसता है लॉटरी पाने के चक्कर में, तो कोई अटक जाता है किसी लड़की से रिश्ता जोड़ने के फ्रॉड में. साइबर अपराध करने वाले ब्लैकमेलर हैं.

ये इस बात का फायदा उठाते हैं कि लोगों में जागरूकता कम है. फ्रॉड करने वाले गैंग बहुत संगठित हैं. कुछ ही मिनटों में लूटा हुआ पैसा इधर से उधर हो जाता है, लेकिन अब पुलिस इनकी चालों को समझने लगी है. बड़ी संख्या में लोग पकड़े जा रहे हैं, लेकिन सबसे जरूरी है लोग सावधान रहें. लालच में न आएं और अगर उनके साथ धोखा हुआ हो तो बिना डरे तुरंत पुलिस को सूचित करें.

In a major crackdown, after getting tips from FBI, Central Bureau of Investigation (CBI) unearthed a transnational cyber fraud network that duped US nationals of $8.5 million (around ₹71 crore) through a fake call centre operation in Noida.
As part of “Operation Chakra”, CBI with assistance from FBI, carried out a coordinated campaign in 10 states including UP. Most of the raids were conducted in Noida, Delhi and Kolkata.
From a call centre in Noida, CBI arrested six operatives and seized ₹1.88 crore in cash, along with 34 electronic devices and incriminating documents.
All those arrested are Indian nationals. They were posing as officers of US agencies, including the Drug Enforcement Administration (DEA), FBI, and the Social Security Administration (SSA) of United States, contacting Americans and duped them by claiming that their Social Security Numbers (SSNs) were linked to drug trafficking or money laundering.
The victims were told their bank accounts and assets would be frozen unless they transferred part of their savings to cryptocurrency wallets or foreign bank accounts controlled by the scammers.
CBI officials said, the network allegedly siphoned off $8.5 million through such frauds between 2021 and 2025, using cryptocurrency and overseas money channels to conceal the money trail.
CBI officials are now trying to trace foreign collaborators, fund flows, and virtual asset transactions linked to the network.
Separately, raids were conducted in four villages of Govardhan area near Mathura, now infamous as “Mini Jamtara”. A large posse of UP police searched homes and fields and detained 42 suspects. Out of them, 37 cyber thugs were arrested and sent to jail.
Delhi Police claimed it busted cyber fraud gangs and traced Rs 944 crore in defrauded money after arresting 1,146 persons as part of the second driver under Operation CyHawk.
The operation comes almost a month after the first driver under CyHawk. A 32-member cyber racket operating a fake call centre in Sarai Rohilla was busted. Those working at the call centre deceived people staying abroad by selling fraudulent solutions for Apple devices and other services.
Cyber Crime has become a menace in India. Most of the victims become easy prey for scamsters because of greed or fear. People are being swindled by offering lucrative offers of quick profit.
Apart from the lure of quick money, several others are scammed after they strike friendship with females. It is then that the cyber criminals step in and blackmail victims.
The scamsters take advantage of the fact that most of the victims lack awareness about tough Indian laws.
Cyber fraud gangs are well organized. They are adept at transferring huge amount of scammed money to fake accounts. Police and central investigative agencies are now aware about their modus operandi and scamsters are being rounded up.
The most important point is: people should be careful, they should not fall prey to those offering quick profit and contact police immediately if they get the whiff of a scam.

गोवा के जिस नाइट क्लब में 25 लोग जिंदा जल गए थे, उसके मालिक थाईलैंड में पकड़े गए. सौरभ लूथरा और गौरव लूथरा फिलहाल थाईलैंड की इमीग्रेशन एजेंसी की गिरफ्त में हैं. दोनों को फुकेट के डिटेंशन सेंटर में रखा गया है और अभी उन्हें भारत डिपोर्ट करने के लिए इमरजेंसी सर्टिफिकेट जारी किए जाएंगे क्योंकि उनके भारतीय पासपोर्ट पहले ही ससपेंड हो चुके हैं.

गोवा के मुख्यमंत्री प्रमोद सावंत ने कहा है कि Birch By Romeo Lane क्लब के पार्टनर को पहले ही पकड़ा जा चुका है, अब गौरव लूथरा और सौरभ लूथरा को भी जल्दी ही गोवा लाया जाएगा.

सौरभ और गौरव लूथरा का पकड़ा जाना इसलिए बड़ी बात है क्योंकि दोनों पूरी तैयारी के साथ उसी रात देश छोड़कर भाग गए थे जिस रात गोवा के क्लब में आग लगी.

जिस वक्त फायर ब्रिगेड नाइट क्लब में आग बुझाने की कोशिश कर रही थी, और अग्निकांड में 25 लोगों की मौत की खबर आ रही थी, उसी वक्त सौरभ और गौरव ने थाईलैंड की टिकट बुक की और क्लब की आग बुझ पाती, पुलिस सक्रिय होती, उससे पहले ही दोनों इंडिगो की फ्लाइट पकड़ कर थाईलैंड भाग चुके थे.

नोट करने वाली बात ये है कि जैसे ही गोवा पुलिस के कहने पर इन दोनों के खिलाफ ब्लू कॉर्नर नोटिस जारी हुआ, तो दोनों ने वकील के जरिए दिल्ली के कोर्ट में अग्रिम ज़मानत की अर्जी लगा दी, जिसे अदालत ने खारिज कर दिया.

कोर्ट में लूथरा भाइयों के वकीलों की तरफ से जो दलीलें दी गईं, वो सुनने लायक हैं. इन दलीलों से पता चलता है कि दोनों भाई कितने शातिर हैं. इन दोनों भाइयों ने नाइट क्लब और कैफे के धंधे से कुछ ही सालों में खूब पैसे बनाये, इनकी कई कंपनियां एक ही पते से चल रही थी, और ये पैसे के दम पर नियम कानून को ताक पर रख चुके थे.

आमतौर पर जो अपराधी देश से भाग जाते हैं, उन्हें वापस लाना मुश्किल काम होता है. इसमें वक्त लगता है. सौरभ और गौरव लूथरा दोनों भाई बेहद शातिर हैं. उन्हें मालूम था कि थाईलैंड जाने के लिए visa on arrival की जरूरत होती है. इसलिए दोनों घटना के कुछ ही घंटे बाद फुकेट भाग गए और वहां से किसी दूसरे देश में भागने की तैयारी कर रहे थे लेकिन गोवा पुलिस सेट्रल एजेंसीज के साथ मिलकर लगातार दोनों भाइयों को ट्रैक कर रही थीं.

पता ये लगा कि 6 दिसंबर को रात 11 बजकर 39 मिनट पर गोवा के क्लब में आगी, करीब 12 बजे फायर ब्रिगेड और पुलिस मौके पर पहुंची, हादसा बड़ा था, लोग आग में फंसे थे, कई लोगों के मरने की खबर आ गई थी, क्लब के मालिक सौरभ और गौरव लूथरा उस वक्त दिल्ली में एक शादी में मौजूद थे. दोनों ने अपने क्लब में जल रहे लोगों की चिंता नहीं की. दोनों ने रात एक बजकर सात मिनट पर इंडिगो की फ्लाइट से फुकेट की टिकट बुक करा ली. सुबह पांच बजे की फ्लाइट पकड़ कर थाईलैंड भाग गए.

हालांकि थाईलैंड पहुंचने के बाद लूथरा भाइयों को अंदाजा हो गया था कि वो बच नहीं पाएंगे, इसलिए उन्होंने दूसरी चाल चली. अपने वकील के जरिए कोर्ट में अग्रिम ज़मानत की अर्ज़ी दी. कोर्ट से कहा कि वो तो वापस आकर जांच में मदद करना चाहते हैं, लेकिन कोर्ट ने दोनों भाइयों की अर्जी खारिज कर दी.

सुनवाई के दौरान दोनों भाईयों की तरफ से जो दलीलें दी गईं वो बेहद हैरान करने वाली हैं. सौरभ और गौरव के वकील ने कोर्ट से कहा कि दोनों भाई भागे नहीं हैं, वो तो कारोबार के सिलसिले में फुकेट गए हैं. उनका थाइलैंड जाना पहले से ही तय था. लेकिन गोवा पुलिस ने उनके झूठ को कोर्ट के सामने बेनकाब कर दिया.

गोवा पुलिस ने अदालत को बताया कि घटना के डेढ़ घंटे के भीतर दोनों भाइयों ने फुकेट की टिकट बुक कराई थी. ये कोई पूर्व निर्धारित यात्रा नहीं थी.

जब एक दलील कमजोर पड़ी तो लूथरा ब्रदर्स के वकील ने कहा कि घटना के बाद पूरा सरकारी तंत्र दोनों भाइयों के पीछे लगा हैं, उनके रेस्त्रां पर बुलडोजर चला दिए गए, ऐसे में अपनी जान बचाने के लिए वो कहां जाते.

इसके जवाब में गोवा सरकार के वकील ने कहा कि क्लब के डिमॉलिशन का नोटिस पुराना है. लाइसेंस एक्सपायर होने के बाद भी दोनों भाई क्लब चला रहे थे, क्लब के पास फायर सेफ्टी की NOC नहीं थी, उसके बाद भी क्लब में फायर शो हो रहे थे. इसीलिए 25 लोगों की जान चली गई.

इसके बाद लूथरा ब्रदर्स के वकील ने कहा कि जो कुछ गोवा के क्लब में हुआ, उससे लूथरा भाइयों का कोई लेना-देना नहीं है. क्लब का डेली ऑपरेशन लोकल मैनेजर हैंडिल करते हैं, लूथरा ब्रदर्स तो सिर्फ साइनिंग अथॉरिटी हैं. लेकिन गोवा पुलिस ने वो सारे दस्तावेज सामने रख दिए जिससे साबित हो गया गोवा का क्लब पूरी तरह से लूथरा ब्रदर्स की देखरेख में चल रहा था.

जब लूथरा ब्रदर्स की कोई दलील काम नहीं आई तो उनके वकील ने आखिरी दांव चला. कहा कि एक भाई को epilepsy है, उसे स्वास्थ्य के आधार पर राहत दी जाए. लेकिन सरकारी वकील ने कहा कि मेडिकल सार्टिफिकेट Cosmetology क्लीनिक से बना हुआ है, ये झूठा सर्टिफिकेट है.

लूथरा भाइयों की हिमाकत देखेंगे तो आपको पता चलेगा कि इन दोनों ने कितना बड़ा पाप किया है. जब इनके क्लब में इनके अपने 20 कर्मचारी आग में जल रहे थे, धुएं से उनकी सांसें घुट रही थीं, ये दोनों भाई थाईलैंड की flight में बैठे थे.

इन्हें थाईलैंड में कोई काम नहीं था. अगर पुलिस फुर्ती न दिखाती तो ये दोनों भाई थाईलैंड से कहीं और भाग जाते. ये दोनों क्लब का कारोबार चलाते हैं, यहां से पैसे कमाते हैं पर अब कह रहे हैं कि इनकी कोई जिम्मेदारी नहीं है.

लेकिन इस पाप में ये दोनों भाई अकेले नहीं हैं. वो अफसर भी जिम्मेदार हैं जिन्होंने इन्हें क्लब चलाने के लिए अनुमति दी. वो अफसर भी जिम्मेदार हैं जिन्होंने ये कभी चैक ही नहीं किया कि क्लब में एक ही entrance और एक ही exit है.

जो लोग इस दुर्घटना में अपनी जान खो बैठे, उन्हें तो वापस नही लाया जा सकता. लेकिन एक आगे के लिए एक उदाहरण जरूर set किया जा सकता है कि आइंदा इजाज़त देने से पहले अफसर जांच करें और इस तरह का मौत का क्लब चलाने से पहले कोई सौ बार सोचें.

Saurabh and Gaurav Luthra, the co-owners of the North Goa nightclub ‘Birch by Romeo Lane’, were taken into custody by Royal Thai Police in Phuket on Thursday following a request from Indian agencies. They will be deported after emergency travel certificates are issued for their return to India at the earliest.
Twentyfive people lost their lives in the inferno on December 6 during a fire show at the nightclub. Goa chief minister Pramod Sawant has promised to bring back the brothers to India at the earliest.
The most audacious act on part of the two brothers was that they booked air tickets to escape to Thailand even as firemen and police were busy saving people from the flames that were engulfing the restaurant.
The fire began at around 11:39 pm on December 6 at the nightclub, firemen arrived at around 12 midnight. Since it was a big fire incident and many people were caught in flames and smoke , police was busy saving lives. The club owners were, at that time, attending a wedding in Delhi, when they got news of the fire.
The brothers, instead of rushing to Goa to save lives of innocent people, immediately booked air tickets for Phuket, since no visas are required. Thailand issues visa on arrival to tourists. They took the 5 am flight to Thailand.
By the time police began their probe, it was revealed that the co-owners had fled to Thailand. The two brothers filed an anticipatory bail plea in a Delhi court through their lawyer as they knew they would be caught soon.
The arguments given by their lawyer in court sound interesting. The court was told that the two were ready to cooperate with police and they should be granted relief from arrest. The lawyer said, the two had not fled to Thailand, they had gone to Phuket on ‘business assignment’. Their trip to Thailand was pre-scheduled.
But lawyer for Goa Police pointed out that the tickets for Phuket were booked within 90 minutes of the fire taking place. Their first lie was nailed.
The lawyer for the brothers then changed tack, He said, both were getting threats and the entire state machinery was trying to nail them. He pointed out how bulldozers were used to raze the restaurant. The government counsel said, the club demolition notice was an old one, and the two brothers were running the club in spite of the licence having expired. He said, the club had no NOC (no objection certificate) for fire safety and yet, fire shows were going on inside the club.
The lawyer for Luthra brothers then told the judge that the two brothers had no role in the day-to-day operations at the club and the local manager handles daily operations. The court was told that the Luthra brothers were only the authorised signatories. But Goa police lawyer placed documents to show that the club was indeed being run by the brothers.
The lawyer for the brothers then tried another tack. He said, one of the brothers was suffering from epilepsy and he should be given relief on medical grounds. The government counsel pointed out that the medical certificate for epilepsy was issued by a cosmetology clinic and was inadmissible. Finally, the judge dismissed the anticipatory bail plea.
One can visualize the audacity of Luthra brothers in the face of a grave sin committed by them. Twenty of their employees were either dying of burns or suffocation, and the two brothers were at that time taking a flight to Thailand to escape from the hands of law.
They had no pre-scheduled business in Phuket. Had the Goa police not taken fast and timely action, the brothers could have fled to some other country from Thailand.
Both the brothers were running the business of their nightclub, they were earning money, but now they were telling the court that they were not accountable.
I must point out here: the two brothers are not the only ones accountable. Those officers who granted clearances to the club are also responsible. They never checked the basic fact that there was only one entrance and one exit.
Those who died in the inferno cannot be brought back to life, but an example can be set from now on. All officials who issue clearances to such clubs must carefully check all the required benchmarks before granting permission. They must think not once, but a hundred times, before permitting such ‘clubs of death’.

On the first day of the two-day-long marathon discussion in Lok Sabha on electoral reforms, Leader of Opposition Rahul Gandhi levelled charges of ‘vote theft’ against BJP and alleged that BJP in connivance with Election Commission has been hijacking people’s mandate.
He also alleged how Prime Minister Narendra Modi and Home Minister Amit Shah are trying to ‘capture’ constitutional bodies. Soon after Rahul finished his speech, it was BJP MP Nishikant Dubey who deflated the LoP’s balloon.
Rahul Gandhi had come fully prepared for his speech. Instead of his trademark T-shirt, he was wearing khadi kurta and pyjama, gave a long lecture on khadi, and then repeated his old allegations. There was not a single new charge in his speech. All the allegations were old.
Rahul alleged how BJP and RSS have been ‘capturing’ institutions and appointing favourites in Enforcement Directorate, Central Bureau of Investigation, Income Tax department and central universities.
He alleged how Election Commission was working at the behest of BJP government, how the Chief Justice of India was removed from the panel that selects election commissioners.
Rahul’s charge was emphatic: that election mandates are being stolen in connivance with Election Commission.
Samajwadi Party leader Akhilesh Yadav demanded reintroduction of ballot papers to replace EVMs. But when Nishikant Dubey replied to these allegations and demands, those sitting on opposition benches had to look the other way.
Dubey had come prepared with facts and figures. He reminded how the office of President was reduced to being a “rubber stamp” during Congress rule, how the independence of judiciary was hijacked, how a security officer of Sonia Gandhi and Rahul was appointed CBI director, and how a Congress worker was appointed UPSC chairperson for 10 years.
During the debate, most of the opposition members raised questions about EVMs and special intensive revision (SIR) of electoral rolls.
Rahul Gandhi demanded that the electoral process be made more transparent, opposition parties be provided access to EVM to know the software and architecture of the machine, machine readable electoral rolls be provided to opposition before election, and law granting immunity to election commissioners from court cases be withdrawn.
Nishikant Dubey reminded it was the Congress which brought EVM in elections. He quoted from reports of parliamentary committees in 1961 and 1971 which called for special intensive revision of electoral rolls and introduction of EVMs.
Congress and other opposition parties had made a hue and cry while demanding debate on SIR on the first day of monsoon session. Those sitting in the galleries expected Rahul Gandhi to come up with fresh facts, but there was nothing new in his speech.
Nishikant Dubey tore his allegations into pieces. Dubey recalled how Congress appointed T. N. Seshan and M. S. Gill as election commissioners.
Akhilesh Yadav was caught in the crossfire. Dubey reminded him how election booths used to be captured during the ballot system. I have been a witness to the period when ballots used to be looted and booths used to be captured. Elections used to be countermanded, repolling was the order of the day and gangsters used to come out with goons to capture booths.
In this age when people have cellphones in their hands, it is difficult to tamper with elections. This is the reason why common people do not believe when opposition leaders level allegations of “vote chori”.

संसद में एक बार फिर चुनाव आयोग पर सवाल उठे. प्रतिपक्ष के नेता राहुल गांधी ने एक बार फिर सरकार पर वोट चोरी का आरोप लगाया, एक बार फिर नरेंद्र मोदी और अमित शाह पर संवैधानिक संस्थाओं पर कब्जा करने का आरोप लगाया, पर बीजेपी की तरफ से निशिकांत दुबे ने राहुल को करारा जवाब दिया. उनके एक-एक आरोप की हवा निकाल दी.

राहुल गांधी पूरी तैयारी के साथ आए थे. संसद में टी-शर्ट के बजाय खादी का कुर्ता पायजामा पहनकर पहुंचे. पहले खादी पर एक लंबा लैक्चर दिया, फिर अपने सारे पुराने आरोप दोहराए. लेकिन एक भी नई बात नहीं कही. सारे आरोप पुराने थे.

राहुल ने कहा कि सरकार हर संस्था पर कब्जा कर रही है. ED, CBI, इनकम टैक्स, हर जगह RSS के लोगों को बैठाया जा रहा है. चुनाव आयोग पर भी सरकार का कब्जा हो गया है, इसीलिए चुनाव आयुक्त के चयन की प्रक्रिया से भारत के मुख्य न्यायाधीश को हटाया गया.

राहुल ने कहा अब सरकार चुनाव आयोग के साथ मिलकर वोट चोरी कर रही है, वोट चोरी की मदद से चुनाव जीत रही है. समाजवादी पार्टी के नेता अखिलेश यादव ने तो EVM को हटाकर बैलट से वोटिंग कराने की मांग की लेकिन जब निशिकांत दुबे ने जवाब दिया तो कांग्रेस के नेताओं के पास एक दूसरे का चेहरा ताकने के सिवा कोई चारा नहीं था.

निशिकांत ने पूरे तथ्यों के साथ, पूरे आत्मविश्वास के साथ ज़ोरदार तरीके से राहुल गांधी के आरोपों का बिंदुवार जवाब दिया.

चूंकि राहुल गांधी ने संवैधानिक संस्थाओं पर क़ब्ज़े का इल्ज़ाम लगाया था तो निशिकांत दुबे ने कांग्रेस का पूरा इतिहास सबके सामने रख दिया. सदन को बताया कि कांग्रेस ने राष्ट्रपति को कैसे रबर स्टैंप बना दिया था, कैसे न्यायपालिका की आजादी को खत्म किया था, कैसे सोनिया और राहुल के सुरक्षा अधिकारी को CBI निदेशक बना दिया, कांग्रेस के किस वर्कर को 10 साल तक UPSC का चैयरमैन बनाकर रखा.

निशिकांत दुबे ने कहा कि लिस्ट तो बहुत लंबी है, पूरी गिनाएंगे तो कांग्रेसियों को मुंह छुपाने की जगह नहीं मिलेगी.

चूंकि राहुल गांधी ने बीजेपी पर चुनाव आयोग की मदद से चुनाव जीतने का इल्जाम लगाया, तो निशिकांत दुबे ने ये भी गिना दिया कि आजादी के बाद 64 साल के राज में कांग्रेस ने किस किसको चुनाव आयुक्त बनाया और उनसे फायदा लेने के बाद उन्हें इनाम में क्या दिया.

बहस के पहले दिन विपक्ष के ज्यादातर नेताओं ने EVM पर सवाल उठाए, SIR को रोकने की मांग की. राहुल गांधी ने मांग की कि विपक्षी दलों को EVM का access दिया जाए, विपक्ष को ये जानने का हक है कि EVM में कौन सा सॉफ्टवेयर है, EVM कैसे काम करती है.

राहुल ने कहा कि विपक्षी दलों को machine readable वोटर लिस्ट दी जाए, चुनाव आयुक्तों को immunity देने वाला क़ानून वापस हो, तभी चुनावों पर लोगों कै भरोसा कायम होगा.

निशिकांत दुबे ने संसद की पुरानी रिपोर्ट्स को दिखाते हुए बताया कि 1961 और 1971 में संसदीय समितियों ने वोटर लिस्ट का स्पेशल इंटेंसिव रिवीज़न कराने और EVM से चुनाव कराने की सिफ़ारिश की थी.

कांग्रेस ने SIR पर बहस की मांग बड़े ज़ोर-शोर से की थी, लगा था राहुल गांधी के पास काफी मसाला होगा, पर उन्होंने कोई नई बात नहीं बताई. जो कुछ कहा, निशिकांत दुबे ने उसके धागे खोल दिए.

बीजेपी ने निशिकांत को राहुल के तुरंत बाद बोलने के लिए तैयार रखा था. तीर निशाने पर लगा.

राहुल ने कहा कि बीजेपी ने चुनाव आयोग पर कब्जा कर लिया है. निशिकांत ने गिनवा दिया कि कांग्रेस ने टी.एन. शेषन से लेकर एम.एस. गिल तक कैसे अपने लोगों को चुनाव आयुक्त नियुक्त किया.

राहुल ने इल्जाम लगाया था कि बीजेपी CBI, ED का इस्तेमाल करती है. निशिकांत ने गिनवा दिया कि कांग्रेस ने कैसे कैसे लोगों को CBI और ED में appoint किया था.

अखिलेश यादव भी cross fire में आ गए. उन्होंने बैलट से चुनाव की बात कह दी. निशिकांत ने याद दिलाया कि जब बैलेट था तो कैसे बूथ और बैलट लूटे जाते थे.

मैंने वो ज़माना देखा है जब तकरीबन हर चुनाव में बूथ लूटे जाते थे, बार-बार चुनाव रद्द होते थे, पुनर्मतदान होते थे, बूथ लूटने के लिए बाहुबलियों का इस्तेमाल किया जाता था, चुनाव के दौरान जम कर खून खराबा होता था.

जिन लोगों ने वो दिन देखे हैं, वे सहमत होंगे कि अब बहुत कुछ बदल गया है. वैसे भी अब तो हर आदमी के हाथ में मोबाइल है. किसी के लिए भी चुनाव में बेइमानी करना असंभव है. इसीलिए जब वोट चोरी जैसे आरोप लगते हैं तो ज्यादातर लोग उन पर यक़ीन नहीं करते.

ये एक बदकिस्मत, बेक़सूर और बेबस बेटी की दास्तां है जिसकी तस्वीरें देखकर किसी के भी रोंगटे खड़े हो जाएंगे. इस बेटी ने ज़ुल्म के आगे हार नहीं मानी.
इस हिम्मत वाली लड़की ने अपने प्रेमी के पार्थिव शरीर के गालों पर हल्दी लगाई, उसके सामने बैठकर अपनी मांग में सिंदूर भरा, फूट-फूटकर रोते हुए शादी रचाने की कोशिश की. वो शादी, जिसके लिए आंचल और सक्षम कई महीनों से संघर्ष कर रहे थे.
आंचल ने कसम खाई कि सक्षम की हत्या करने वाले अपने पिता और भाइयों को फांसी के फंदे पर पहुंचाएगी. ये दिल दलहाने वाली घटना महाराष्ट्र के नांदेड़ में हुई.
लड़की के घरवालों को ये रिश्ता मंजूर नहीं था सिर्फ इसीलिए कि लड़का बौद्ध परिवार से था. लड़की पद्मशाली हिन्दू है. दोनों साथ पढ़ते थे, एक दूसरे से प्रेम करते थे, शादी करना चाहते थे.
लड़की के घरवालों ने विरोध किया, डराया-धमकाया, मारा-पीटा. जब वह नहीं मानी, तो पढ़ाई छुड़वा दी, घर बिठा दिया. फिर आंचल पर दबाव डाल कर सक्षम के खिलाफ POCSO का केस दर्ज करवाया. लड़के को जेल भिजवा दिया.
लड़की जब 18 साल की हो गई तो उसने खुद कोर्ट में जाकर मुकदमा वापस लिया. जब लड़की के घर वालों को लगा कि बेटी किसी दबाव में नहीं आएगी, तो उन्होंने एक चाल चली.
आंचल से कहा कि वो सक्षम से उसकी शादी करवा देंगे. आंचल के भाइयों ने सक्षम से दोस्ती की, उसे चाय पीने के बहाने दुकान पर बुलाया और गोलियों से छलनी कर दिया. वो तड़पता रहा, फिर पत्थरों से उसका सिर कुचल दिया.
इस दौरान आंचल को बहाने से कहीं दूर भेज दिया गया था. आंचल को जैसे ही घटना के बारे में पता चला, वो सक्षम के घर पहुंच गई. उसकी लाश के सामने बैठकर मांग भरी और थाने जाकर अपने परिवार वालों के खिलाफ केस दर्ज कराया.
अब आंचल के माता-पिता और भाई जेल में है. लेकिन इस घटना से पुलिस के रोल पर भी सवाल उठे क्योंकि पुलिस को पता था कि सक्षम की जान को खतरा है. इसके बाद भी पुलिस हाथ पर हाथ धरे बैठी रही.
आज जब मुझे ये खबर मिली, सारी तस्वीरें देखीं तो दिल दहल गया. बस यही सोचता रहा कि कोई मां बाप अपनी बेटी के साथ, कोई भाई अपनी बहन के साथ, इस तरह की हैवानियत कैसे कर सकते हैं ?
तस्वीरें देखकर आपका कलेजा कांप उठेगा. सामने सफेद कपड़े में लिपटी लड़के की लाश है, अर्थी के सामने बैठी लड़की लड़के की लाश के साथ शादी कर रही है. आंचल मामडीवार सक्षम ताटे से प्यार करती थी. उससे शादी करना चाहती थी लेकिन आंचल के पिता और भाइयों ने सक्षम को मार डाला.
आंचल समाज की रवायतों के आगे, मां-बाप की बंदिशों से डरकर अपने प्यार की क़ुर्बानी देने को तैयार नहीं थी. इसलिए उसने भरे समाज में उस वक़्त शादी की रस्मों को अंजाम दिया. जब उस लड़के की अर्थी उठ रही थी, जिससे लड़की ने प्यार किया था, इस दास्तान को जिसने भी सुना, उसके आंसू नहीं रुके.
दोनों परिवार एक दूसरे को लंबे समय से जानते थे. आंचल को लगा कि जब उसके पिता और भाई सक्षम को इतना जानते हैं, तो वो अच्छा ही होगा. दोनों की नियमित मुलाक़ातें प्यार में तब्दील हो गईं लेकिन जब आंचल के मां-बाप और भाई को इसकी ख़बर लगी, तो उन्होंने आंचल को ऐसा करने से रोका. कहा कि सक्षम ताटे दलित है. उसका परिवार बौद्ध धर्म अपना चुका है, इसलिए रिश्ता नहीं हो सकता.
सक्षम की हत्या हमारे समाज के माथे पर एक बदनुमा दाग है. आंचल के साथ उसके भाइयों ने Honour Killing के नाम पर जो किया, वह एक कलंक है.
अगर आंचल अपनी मांग में सिंदूर का वीडियो न बनाती तो शायद इस कहानी का मर्म समझना मुश्किल हो जाता.
ये कैसा समाज है जिसमें एक लड़की अपने पसंद के लड़के से शादी नहीं कर सकती? ये कैसे हैवान हैं जो अपनी झूठी शान के लिए एक मासूम लड़के की बेरहमी से हत्या कर सकते हैं ?
अब पुलिस सक्षम को अपराधी बताएगी, आंचल को पागल बताएगी, केस को रफा-दफा करने की कोशिश होगी. कोई आंचल को समझाएगा कि तेरा ब्वॉयफ्रेंड तो चला गया, अब पिता और भाइयों को क्यों खोना चाहती है?
इस कहानी में बार बार ट्विस्ट आएंगे लेकिन ये मानना पड़ेगा कि आंचल ने समाज को सोचने के लिए मजबूर किया है. Honour Killing का ये सदमा बहुत कुछ सिखाएगा और अगर अब भी नहीं सीखा तो इसकी बहुत बड़ी कीमत चुकानी पड़ेगी.

An adult girl Aanchal, marrying her boyfriend Saksham’s corpse in a village in Nanded, Maharashtra has shocked the conscience of all right-thinking people. It has raised concerns about honour killings that are taking place in the name of caste and religion.
In my 9 pm show ‘Aaj Ki Baat’, we showed videos of Aanchal Mamidwar going to the home of her slain lover Saksham Tate, where preparations were going on for his final rites. A sobbing Aanchal put vermillion (sindoor) on her forehead, put turmeric (haldi) on her lover’s body and declared that she would see to it that her father Gajanan Mamidwar and her brother should be hanged for this murder.
Aanchal and Saksham were childhood friends. Aanchal belongs to a Padmashali Hindu family, while Saksham’s Dalit family had converted to Buddhism. The girl’s family disapproved this friendship. Her father and brothers pressured her to call off her relationship, forced her to leave education and stay at home, and then filed a fake complaint under POCSO Act against Saksham, who was sent to jail by police.
When Aanchal attained adulthood, she went to court and withdrew the fake complaint. It was then that her family hatched a plot to kill Saksham.
Her family told her they would accept the marriage, her brother invited Saksham to a tea shop, where he was shot and her brother smashed his lover’s head with rock.
When Aanchal came to know about this perfidious act, she went straight to her lover’s house, where she performed the ‘marriage’ rites before the corpse. She vowed to send her father and brothers to the gallows.
I was shocked when I saw videos of Aanchal sitting near Saksham’s body. It made me think how parents and brothers can go to any extent to smash the dreams of their daughter.
Aanchal was not ready to sacrifice her love out of fear of her family and societal customs. She boldly decided to perform the ‘marriage’ rites with her lover’s corpse. People who watched her doing this, broke into tears.
Both the families knew each other. Aanchal had expected that her father and brothers would agree to the marriage, but her parents put their foot down on grounds of caste. Saksham Tate’s Dalit family had opted to become Buddhist.
The murder of Saksham Tate is a dark stain on our society. The so-called ‘honour killing’ carried out by Aanchal’s brothers is atrocious and shameful.
Had Aanchal not made videos of her applying vermillion before her slain lover’s corpse, the message would not have gone out forcefully. How can a sane society allow such honour killings?
It may be, after some months, police may project Saksham as a criminal, declare Aanchal as mentally unsound and the case may be hushed up. Some people may try to convince Aanchal that now that her boyfriend is no more, she should not lose her father and brothers.
More twists may come in this story, but every sane person must admit that Aanchal has forced society to sit up and think. This honour killing must surely make people learn what is right and what is wrong. If the lesson is not learnt, society may have to pay a big price.

देश भर में हवाई सफर करने वाले यात्रियों में हाहाकार मचा हुआ है. शनिवार (6 दिसम्बर) को इंडिगो ने दिल्ली, मुंबई, बैंगलुरु और कई एयरपोर्ट से अपनी 500 से ज्यादा उड़ानें रद्द कर दी. शुक्रवार को एक हजार से ज्यादा उड़ानें रद्द हुई थी. हज़ारों यात्री तमाम बड़े एयरपोर्ट पर परेशान नज़र आये.
दिल्ली और मुंबई से इंडिगो ने अपनी सारी उड़ानें रद्द कर दी. हर हवाई अड्डे पर अफरातफरी और कुप्रबंध दिखा. इस संकट से यात्री बेहाल हैं. सबसे बड़ी दिक्कत ये है कि उनकी बातें सुनने वाला कोई नहीं है.
एक नई आफत भी आ गई. इंडिगो की फउड़ाने रद्द होने का असर ये हुआ कि विमान किराये आसमान छूने लगे. दूसरी एयरलाइंस ने टिकटों के दाम बढ़ा दिए. दिल्ली से चेन्नई का किराया 81 हजार तक पहुंच गया. दिल्ली से कोलकाता जाने
के लिए 4 से 6 हजार रुपये खर्च करने पड़ते थे लेकिन आज इकोनॉमी क्लास के टिकट के दाम बिजनेस क्लास के टिकट से ज्यादा रेट पर बिके.
दिल्ली से पुणे, मुंबई, गोवा,अहमदाबाद,पटना जैसे शहरों का विमान किराया इतना ज्यादा हो गया कि आम आदमी के लिए इसे खरीद पाना नामुमकिन हो गया..
हवाई यात्रा करने वाले पैसेंजर्स पूछ रहे हैं कि उन्हें किस बात की सज़ा मिल रही है.जेब से पैसे खर्च किए. एयरपोर्ट पर पिछले 3 दिन से परेशानी उठाई.
देश के कई हिस्सों में जाना विदेश जाने से महंगा साबित हो रहा है. जिस किराये पर लंदन का सफर हो जाता उससे दुगुना किराया चेन्नई या कोलकाता जाने के लिए लोगों ने खर्च किया.

जाहिर है समस्या इतनी बड़ी है तो सवाल भी उठेंगे और सियासत भी होगी. राहुल गांधी ने ट्वीट कर मोदी सरकार पर निशाना साधा. इस संकट को सरकार के monopoly मॉडल का नतीजा बताया.
नागर विमानन मंत्री राम मोहन नायडू ने कहा कि इस संकट की जांच के लिए मंत्रालय ने एक कमेटी बना दी है. यात्रियों को हुई दिक्कत का जो भी जिम्मेदार होगा उस पर एक्शन लिया जाएगा.
अब जांच कमेटी बनाने से क्या होगा? किसी भी Leader की परख संकट के समय होती है. नागर विमानन मंत्री राम मोहन नायडू इस संकट से निबटने में फेल हुए. Leader का काम होता है, संकट का अंदाज़ा लगाना. क्या मंत्रालय को इस बात का अंदाजा नहीं था कि फ्लाइट ड्यूटी नियम बदलने से इतनी बड़ी समस्या खड़ी हो जाएगी, पायलट्स कम पड़ जाएंगे, उड़ानें रद्द होने लगेंगी और जब उड़ानें रद्द होंगी तो Airlines अपने किराये बढ़ाएंगी ?
जब लोग airport पर फंस गए, चारों तरफ से चीख पुकार मचने लगी तब जाकर मंत्री जी सक्रिय हुए और इसके बाद भी रास्ता निकालने में तीन दिन लग गए.
अगर नियमों को वापस ही लेना था तो उन्हें लागू क्यों किया गया ? और जब उन्हें लागू किया गया तो उनके असर का ठीक से आकलन क्यों नहीं किया गया ? अगर पहले से प्लानिंग होती तो न लोगों को परेशानी होती और न मंत्रालय की बदनामी होती.

As air travel chaos spiralled across India, IndiGo Airlines cancelled over 500 flights from four major airports on Saturday (Dec 6) even after getting temporary relaxations in hte new flight duty and rest period norms for cockpit crew.
On Saturday, 106 flights were cancelled at Delhi, 124 flights were cancelled at Bengaluru and 109 flights were cancelled at Mumbai airports.
A day before, on Friday, IndiGo cancelled more than 1,000 flights across India causing woes to thousands of flyers and sending airfares skyrocketing.
The Civil Aviation ministry has directed all airlines to follow prescribed fare caps to protect flyers from opportunistic pricing.
For the last four days, air fares have touched five to ten times the usual rates on major sectors. Round-trip fares on busiest routes shot up in the range of Rs 80,000 to Rs 90,000.
A Delhi-Mumbai return ticket was listed at Rs 93,000, while a round-trip fare on Delhi-Bengaluru route showed Rs 92,000, on Kolkata route Rs 94,000 and on Chennai route Rs 80,000.
Airports in Delhi, Mumbai, Hyderabad, Bengaluru, Chennai, Kolkata and other cities were chock-a-bloc with thousands of flyers waiting for their flights. There was total chaos and mismanagement as flyers rushed from one counter to another to know about the status of their flights. Scenes at all major airports were completely chaotic.
Congress leader Rahul Gandhi wrote on social media, “IndiGo fiasco is the cost of this Govt’s monopoly model. Once again, it’s ordinary Indians who pay the price – in delays, cancellations and helplessness. India deserves fair competition in every sector, not match-fixing monopolies.”
Civil Aviation Minister Ram Mohan Naidu said, a committee has been set up which will inquire into all this so that it can establish where things went wrong and who did it wrong. He warned that those responsible for this chaos will “pay for it”.
“We are going to take necessary action. This thing should not be left unattended. We are taking strict action on this”, he said.
The question is: What will happen by setting up an inquiry committee? The quality of a leader is known at the time of crisis. The minister, Ram Mohan Naidu, failed in tackling this crisis.
A leader’s job is to anticipate crisis in advance. Was the Civil Aviation Ministry not aware that such chaos could happen if flight duty norms are changed?
Was it not aware that there would be a sudden fall in the number of available pilots? Hundreds of flights would have to be cancelled? And, when flights are cancelled, air fares will take a steep hike?
When thousands of flyers were put into turmoil at airports and there was a big hue and cry, the Minister woke up and became active. And, it took three days for him to find a way out of the crisis.
If flight duty norms had to be temporarily suspended, why were they enforced in the first place? And if the new rules were implemented, why was there no proper assessment of its ramifications?
Had there been meticulous planning in advance, flyers would not have faced crisis and the ministry could have avoided flak from the public.
