देश भर में इन दिनों प्रधानमंत्री नरेन्द्र मोदी, गृह मंत्री अमित शाह, बीजेपी अध्यक्ष जे पी नड्डा, मुख्यमंत्री योगी आदित्यनाथ, कांग्रेस नेता प्रियंका गांधी, राहुल गांधी, तृणमूल कांग्रेस नेता ममता बनर्जी, आरजेडी नेता तेजस्वी यादव से लेकर AAP नेता संजय सिंह तक सभी पार्टियों के नेता रैलियों को संबोधित कर रहे हैं. मंगलवार को मोदी ने बंगाल और बिहार की चार रैलियों में विरोधी दलों के उन आरोपों पर जवाब दिया. विरोधी दलों के नेता आरोप लगा रहे हैं कि अगर मोदी फिर जीते तो वह संविधान बदल देंगे, आरक्षण खत्म हो जाएगास मोदी भ्रष्टाचार के मामलो का डर दिखाकर दूसरी पार्टियों को तोड़ने का काम करते हैं. मोदी ने इन मुद्दों पर सीधी बात की. कहा, वह तो क्या, बीजेपी तो क्या, बाबा साहब का संविधान तो अब खुद बाबा साहब आंबेडकर भी नहीं बदल सकते. मोदी ने कहा कि संविधान, पिछड़ों, दलितों और आदिवासियों के हकों का रक्षा कवच है, संविधान देश की प्रगति को दिशा देने वाली शक्ति है, संविधान के साथ खिलवाड़ तो कांग्रेस ने किया, बीजेपी ऐसा कभी नहीं कर सकती. मोदी ने कहा कि अब हार की हताशा में डूबे लोग देश में भ्रम फैलाने की कोशिश कर रहे हैं, लोगों को डराने का षडयन्त्र कर रहे हैं, अफवाहें पैला रहे हैं कि मोदी आया तो संविधान खत्म कर देगा, बीजेपी बाबा साहेब अंबेडकर के संविधान को ख़त्म करना चाहती है. मोदी ने पूर्णिया की रैली में कहा कि उनकी सरकार ने तो संविधान को सर्वोपरि रखा है, इस साल संविधान लागू होने के 75 साल पूरे कर रहे हैं, सरकार ने जैसे आजादी का अमृत महोत्सव मनाया, उसी तरह संविधान लागू होने का उत्सव भी मनाएगी. मोदी ने कहा कि जो लोग संविधान को खत्म करने की अफवाह फैला रहे हैं, हकीकत में बाबा साहब आंबेडकर का अपमान उन्हीं पार्टियों ने कियास उन्ही पार्टियों ने 1975 में इमरजेंसी लगा कर संविधान को सस्पेंड किया था, विरोधी दलों के नेताओं को जेल में डाला था. मोदी ने कहा कि पिछले 30 साल में बीजेपी केंद्र से लेकर कई राज्यों में सत्ता में रही लेकिन बीजेपी ने संविधान पर कभी आंच नहीं आने दी. मोदी ने कहा कि विपक्ष के लिए संविधान राजनीति का हथकंडा है लेकिन उनके लिए संविधान विकसित भारत बनाने का मार्गदर्शक है. आप सोच रहे होंगे कि आखिर संवैधानिक तरीके से चुनी गई सरकार संविधान को खत्म क्यों करेगी? मोदी को संविधान की रक्षा का वचन क्यों देना पड़ रहा है? असल में जबसे मोदी ने 400 पार का नारा दिया है, उसके बाद से ही विरोधी दलों के ज्यादातर नेताओं ने ये नैरेटिव बनाने की कोशिश शुरू कर दी है कि अगर नरेन्द्र मोदी तीसरी बार प्रधानमंत्री बने तो देश में लोकतन्त्र खत्म हो जाएगा, इसके बाद देश में चुनाव नहीं होंगे. मोदी को अगर 400 से ज्यादा का बहुमत मिल गया तो मोदी संविधान को बदल देंगे. राहुल गांधी, तेजस्वी यादव, अखिलेश यादव, ममता बनर्जी से लेकर असद्दुदीन ओवैसी तक सारे नेता अपनी रैलियों में यही बातें कर रहे हैं. औरंगाबाद की रैली में ओवैसी ने कहा कि बीजेपी सत्ता में वापस आई तो संविधान बदल सकती है. ओवैसी ने कहा कि मोदी बार-बार चार जातियों की बात इसीलिए करते हैं क्योंकि संविधान को बदलकर वो आरक्षण को खत्म करना चाहते हैं. शिव सेना (उद्धव) नेता उद्धव ठाकरे ने भी कहा कि अगर मगर की कोई बात ही नहीं हैं, अगर बीजेपी तीसरी बार सत्ता में आई तो मोदी संविधान बदलेंगे. उद्धव ठाकरे ने कहा कि अब सबकुछ सामने आ चुका है, बीजेपी के कई बड़े नेता इसके लिए माहौल बना रहे हैं कि बीजेपी को 400 सीटें दो, तो संविधान बदल देंगे. समाजवादी पार्टी के महासचिव रामगोपाल यादव ने भी आज कहा कि देश में जो कुछ हो रहा है, वो लोकतन्त्र खत्म होने का संकेत है. रामगोपाल यादव ने कहा कि बीजेपी गरीबों को मुफ्त राशन इसलिए बांट रही है कि वो सरकार से सवाल न पूछ सकें, वो संविधान बदलें, आरक्षण खत्म करें, लेकिन लोग इस डर से कि कहीं राशन न बंद हो जाए, चुप रह जाएं. इसीलिए मुफ्त राशन की आदत लोगों में डाली जा रही है. राहुल गांधी ने केरल में कहा कि बीजेपी और RSS संविधान को खत्म करने की फिराक में हैं, कांग्रेस और उसके सहयोगी दल इस बार संविधान को बचाने की लड़ाई लड़ रहे हैं. कांग्रेस नेता अशोक गहलोत ने कहा कि देश में इस तरह का माहौल बन गया है कि संविधान को बदला जाएगास मोदी भले ही इस बात की कितनी भी गारंटी दें कि संविधान नहीं बदलेंगे लेकिन किसी को उन पर भरोसा नहीं है. अशोक गहलोत ने कहा कि संविधान बदलने का माहौल विपक्ष नहीं बना रहा है बल्कि खुद बीजेपी के बड़े नेता बना रहे हैं और ये बहुत खतरनाक है. तेजस्वी यादव ने कहा कि अगर मोदी सचमुच संविधान नहीं बदलना चाहते, तो अपनी पार्टी के उन नेताओं के खिलाफ कार्रवाई क्यों नहीं करते जो संविधान बदलने की बात कर रहे हैं. कांग्रेस के प्रवक्ता पवन खेड़ा ने कहा कि बीजेपी आगर इस बार चुनाव जीती तो देश में लोकतंत्र खत्म हो जाएगा, हमारे देश का हाल रूस जैसा हो जाएगा, बीजेपी संविधान बदल देगी, लोगों से सवाल पूछने की आजादी छीन ली जाएगी, विपक्ष के नेताओं को जेल में डाल दिया जाएगा. आप अगर विरोधी दलों के नेताओं के बयानों को देखेंगे तो सब एक स्वर से बोल रहे हैं कि मोदी संविधान को बदल देंगे, लोकतंत्र को खत्म कर देंगे. ये एक तरह का sustained कैंपेन है. इसीलिए मोदी अपनी सभाओ में कह रहे हैं कि उनके लिए संविधान सबसे ऊपर है, लोकतंत्र के लिए उनके मन में अपार श्रद्धा है, इसे बदलने और खत्म करने का उनका कोई इरादा नहीं है. लेकिन मोदी के कहने से ये कैंपेन खत्म नहीं हो जाएगा. ये बात तो विरोधी दलों के नेता भी जानते हैं कि हमारे देश की जनता, लोकतंत्र को, अभिव्यक्ति की आजादी को कितना प्यार करती है. एक बार इंदिरा गांधी ने 1975 में इमरजेंसी लगाकर लोकतंत्र का गला घोंटा था, जनता ने 1977 में उन्हें सत्ता से बाहर कर दिया था. अब कोई नेता लोकतंत्र को खत्म करने की हिम्मत कभी नहीं कर सकता. जहां तक मोदी का सवाल है, मोदी को तो ये लोकतंत्र चुनाव की ये व्यवस्था सबसे ज्यादा सूट करती है. मोदी ने इसी सिस्टम में तीन तीन बार गुजरात का चुनाव जीता, मुख्यमंत्री रहे. इसी लोकतांत्रिक व्यवस्था में दो-दो बार लोकसभा का चुनाव जीता, पूर्ण बहुमत की सरकार बनाई. तीसरी बार उनकी जीत पक्की मानी जा रही है. मोदी को इसमें बदलाव की क्या जरूरत है? बदलाव तो वो लोग करना चाहेंगे जो इस लोकतांत्रिक व्यवस्था में बार बार हार रहे हैं. बदलाव तो वो चाहेंगे जिनके जीतने का चांस मोदी ने खत्म कर दिया है. इसीलिए ये कहावत है – उल्टा चोर कोतवाल को डांटे. मोदी विरोधी मोर्चे के नेता आजकल एक और कैंपेन कर रहे हैं. वो कह रहे हैं कि मोदी EVM की वजह से जीतते हैं.

In his election rallies in Bihar and West Bengal on Tuesday, Prime Minister Narendra Modi hit out at the opposition for launching a smear campaign against him on the issue of Constitution. The opposition leaders have been telling voters that Modi would change the Constitution and end reservation for Dalits, OBCs and Adivasis. In his Gaya rally, Modi said, “Congress and its partners are resorting to lies in the name of Constitution just to abuse me. NDA respects the Constitution. Not only BJP, but even Babasaheb Ambedkar cannot change the Constitution”. Modi named the Congress president Mallikarjun Kharge and said, Kharge had opposed the celebration of Constitution Day in Parliament by saying that the nation already celebrates Republic Day. Modi said, the opposition is “playing politics with the Constitution, but for us, Constitution is a matter of faith, and this election will ensure that those who are against the Constitution would be punished”. In his Purnea rally, Modi tried to link the Constitution issue with Sanatan Dharma. He said, “Those who abuse Sanatan Dharma should listen carefully…80 to 90 per cent of the members in the Constituent Assembly who made the Constitution were Sanatanis, and those Sanatani members supported Babasaheb Ambedkar in the drafting of a great Constitution.” Modi said, the Constitution is the ‘raksha kavach’ (protective armour) for the rights of backward castes, Dalits and Adivasis, and it is the guiding force for our nation’s progress. He said, it was the Congress which tinkered with the Constitution when it was in power, and BJP would never do such a thing. The Prime Minister alleged that those who have become frustrated after realizing that they would lose in this election, are now trying to spread misinformation. “They are misguiding the voters as part of a conspiracy to strike fear in the minds of people”, the PM said. Modi said, “the very people who are now crying hoarse about protecting the Constitution are the ones who insulted Babasaheb Ambedkar when he was alive. “The Congress even suspended the Constitution when it proclaimed Emergency in 1975”, he said. Modi raised the Constitution issue because opposition leaders like Rahul Gandhi, Tejashwi Yadav, Mamata Banerjee, Akhilesh Yadav and Asaduddin Owaisi have been harping on this issue in their meetings. Owaisi alleged in a rally in Aurangabad that Modi is speaking about four castes only because he wants to abolish reservation clauses in the Constitution. Shiv Sena (UBT) chief Uddhav Thackeray and Samajwadi Party leader Ramgopal Yadav also alleged that Modi is aiming at winning 400 seats only because he wants to change the Constitution. Congress leader Ashok Gehlot said, no matter what guarantee Modi may give about not changing the Constitution, people are not going to trust him. RJD leader Tejashwi Yadav countered by challenging Modi to take action against those BJP leaders who have been openly saying that the Constitution will be changed if BJP wins 400 seats. Congress spokesperson Pawan Khera alleged that if BJP won the elections this time, democracy would come to an end and India will become Russia. Khera alleged, BJP would change the Constitution, curtail freedom of speech and throw opposition leaders in jail. I have named all these opposition leaders because they are speaking in the same tone. This seems to be part of a sustained campaign. It is because of this that Modi told in his election rallies that Constitution is supreme, he has full faith in democracy, and there is no intention to put an end to it. Merely Modi saying this will not end this smear campaign. Opposition leaders know that the people of our country greatly value democracy and freedom of speech. In 1975, Indira Gandhi had clamped Emergency and had throttled democracy by throwing all opposition leaders in jails. The people of the country showed her and her party the door in the 1977 general elections. No leader will have the courage to repeat the same act now. As far as Modi is concerned, the present democratic electoral system suits him fine. He was elected thrice as chief minister of Gujarat, and he won the Lok Sabha elections twice with a clear majority. His third term is almost certain. Then where is the need for change in Constitution? The persons who will want a change in Constitution are those who are repeatedly being defeated in the current democratic setup. Only those persons will seek change, whose chances of winning have been eliminated by Modi. There is a Hindi proverb: “Ulta Chor Kotwal Ko Daante”. That is why, these leaders are not only trying to create a scare about the Constitution but are also questioning the EVM method of polling and counting of votes.

For the first time, Prime Minister Narendra Modi spoke in detail about the recently scrapped Electoral Bond Scheme, and came out with facts and figures to reject the Opposition charge that BJP cornered most of the donations. In an interview to ANI news agency on Monday, Modi said, out of nearly 3,000 companies that bought electoral bonds, only 26 companies are facing actions from the Enforcement Directorate. He also said, among these 26 companies, 16 companies bought electoral bonds despite facing legal actions. Modi said, out of these 16 companies, 37 per cent of the electoral bond money went to the BJP, while 63 per cent of the electoral bond money went to opposition parties that are not aligned with BJP. Modi said, these figures clearly rubbish the Opposition’s allegation that ED and CBI were misused to get electoral donations. The Prime Minister said, those who are opposing the electoral bond scheme will regret it later. He said “This (scrapping) is a decision everyone will regret when there is honest reflection…this has completely pushed the country towards black money”. Modi also rubbished the opposition allegations that the government was misusing ED and CBI to target political opponents. He said, “out of all the cases ED has registered, only 3 per cent cases are against politicians while 97 per cent of the accused are those who have nothing to do with politics. They are either drug mafia or officials involved in corruption, or officers who had created benami (illegal) assets. 97 per cent of cases are against them and they have been sent to jail”. Modi said, those in the opposition who are making an issue about appointments of heads of ED, CBI and Election Commissioners, know that their defeat (in elections) is sure, and they are looking for excuses. The Prime Minister also spoke about his plan for Indian tax payers, on Sanatana Dharma and alleged politicization of Hinduism, Ayodhya Ram temple issue and his future roadmap. Soon after the PM’s interview was telecast, Congress leader Rahul Gandhi reacted saying electoral bond scheme was the “biggest extortion scheme of the world and Modi was the mastermind”. Rahul Gandhi demanded that the PM must explain how CBI starts inquiry and after BJP gets electoral bond money, the inquiry is scrapped. Political allegations and counter-allegations apart, Modi, in his more than an hour long interview pointed out what his government did during the last ten years, and outlined his vision for the next 25 years. He also indicated what his government would do in the first 100 days of his government’s third term. This clearly shows Modi is confident of getting a third term. The opposition had been alleging that the present election is not being held with a “level playing field” and CBI and ED are being misused to intimidate opposition parties. The opposition has also alleged that several leaders have been jailed and some leaders have been forced to leave their parties. Modi replied to all these charges. The opposition parties have also alleged that they are short of funds ahead of the elections because the government has intimated the donors. Modi, on his part, came with all facts and figures relating to electoral bond donations, ED and CBI probes. One important point that Modi made was, one can understand the DMK’s compulsion for criticizing Sanatan Dharma, but, Modi asked, why has the Congress forgotten Sanatan culture? This is another point on which the Congress appears to be on a weak pitch.

प्रधानमंत्री नरेन्द्र मोदी ने इलेक्टोरल बॉन्ड्स को लेकर एक बड़ा खुलासा किया. प्रधानमंत्री ने कहा कि इलेक्टोरल बॉन्ड्स से चंद देने वाली 3 हजार कंपनियों में से सिर्फ 26 कंपनियां ऐसी हैं जिनके खिलाफ ED या CBI ने कोई कार्रवाई की. मोदी ने ये बात इस आरोप के जवाब में कही कि कंपनियों पर ED और CBI का दबाव डालकर बीजेपी ने उनसे चंदा लिया. आरोप ये भी है कि कई कंपनियां ऐसी हैं जिनके खिलाफ ED ने कार्रवाई की और उसके बाद उन्होंने बीजेपी को इलेक्टोरल बॉन्ड्स के जरिए पैसा दिया. प्रधानमंत्री ने बताया कि सिर्फ 16 कंपनियां ऐसी हैं जिनके खिलाफ ED की कार्रवाई होने के बाद उन्होंने इलेक्टोरल बॉन्ड खरीदे लेकिन इन कंपनियों के इलेक्टोरल बॉन्ड में से विरोधी दलों को 63 प्रतिशत चंदे मिले और बीजेपी को सिर्फ 37 प्रतिशत चंदे मिले. मोदी ने ये मिसाल देते हुए समझाया कि इलेक्टोरल बॉन्ड के लिए ED और CBI के इस्तेमाल का आरोप बेबुनियाद है. मोदी ने कहा कि इलेक्ट्रोरल बॉन्ड का जो लोग आज विरोध कर रहे हैं, वे भविष्य में पछताएंगे क्योंकि इलैक्ट्रोरल बॉन्ड स्कीम राजनीतिक पार्टियों को मिलने वाले पैसे में पारदर्शिता लाने हेतु अच्छी नीयत से बनाई गई थी. मोदी ने कहा कि अगर इलैक्ट्रोरल बॉन्ड न होते तो आज कैसे पता लगता कि किसने कितना पैसा किसको दिया है? मोदी ED, CBI के राजनीतिक इस्तेमाल पर भी पहली बार बोले. उन्होंने कहा कि ED ने पिछले 10 साल में जितने केस दर्ज किए हैं, उनमें सिर्फ तीन प्रतिशत ऐसे हैं, जो राजनीतिक लोगों के खिलाफ हैं. बाकी के 97 प्रतिशतक केस आर्थिक अपराधियों के खिलाफ हैं, जैसे तस्कर, ड्रग माफिया, बेनामी संपत्ति वाले अफसर. इसीलिए ED और CBI का राजनीतिक विरोधियों के खिलाफ बेजा इस्तेमाल का इल्जाम भी बेमानी है. मोदी ने कहा कि जो लोग ED, CBI या चुनाव आयुक्तों की नियुक्ति को मुद्दा बना रहे हैं, असल में उन्हें पता है कि उनकी हार तय है, इसलिए अभी से बहाने खोज रहे हैं. मोदी ने उन सारे मुद्दों पर खुल कर साफ साफ बात की, जिनके बारे में देश के लोग जानना चाहते हैं, जैसे इलैक्ट्रोरल बॉन्ड, ED, CBI के सियासी इस्तेमाल के इल्जाम, टैक्स पेयर्स के लिए मोदी का प्लान, चुनाव के दौरान सनातन और हिन्दुत्व का राजनीतिकरण, राम मंदिर मुद्दा और मोदी की भावी योजनाएं. मोदी की ये बात तो सही है कि चुनाव में बड़े पैमाने पर काले धन का इल्तेमाल होता है जिसे रोकना जरूरी है. चुनाव आयोग ने सोमवार को ही खुलासा किया है कि एक मार्च के बाद अब तक 4650 करोड़ रु. की रिकवरी हो चुकी है, करीब सौ करोड़ रूपए का कैश हर रोज बरामद किया जा रहा है. विरोधी दलों के लिए चुनाव में दूसरा बड़ा मुद्दा है, ED, CBI की कार्रवाई. विरोधी दलों का इल्जाम है कि ED और CBI का इस्तेमाल विरोधियों को डराने के लिए, चुनाव प्रचार से दूर रखने के लिए किया जा रहा है. इस पर मोदी ने लंबा जवाब दिया. प्रधानमंत्री ने कहा कि पहली बात तो ये है कि जिन कानूनों के तहत कार्रवाई हे रही है, वो उनकी सरकार ने नहीं बनाए हैं. दूसरी बात ED ने जितने केस दर्ज किए हैं, उनमें से सिर्फ तीन परसेंट नेताओं या राजनीतिक पार्टियों से जुड़े लोगों के खिलाफ हैं. और तीसरी बात कांग्रेस के कार्यकाल में ED ने सिर्फ चौंतीस लाख रूपए कैश बरामद किए थे जबकि पिछले दस सालों में ED 2200 करोड़ से ज्यादा का नकद जब्त कर चुकी है. मोदी ने कहा कि भ्रष्टाचार देश के लिए घातक है, इसलिए भ्रष्टाचार के खिलाफ पूरी शिद्दत के साथ जंग जारी रहेगी. मोदी का इंटरव्यू प्रसारित होने के तुरंत बाद कांग्रेस नेता राहुल गांधी ने जवाब दिया. राहुल ने कहा कि इलेक्टोरल बॉन्ड दुनिया का सबसे बड़ा वसूली रैकेट है और मोदी इलेक्टोरल बॉन्ड के जरिए वसूली के मास्टरमाइंड हैं. राहुल ने कहा कि मोदी की चोरी पकड़ी गई है इसीलिए उन्हें सफाई देनी पड़ रही है. आरोप-प्रत्यारोप अलग बात है, लेकिन ये सही है कि मोदी ने जो इंटरव्यू दिया उसमें उन्होंने अपने 10 साल के काम गिनाए, आने वाले 25 साल का विज़न बताया और ये भी बताया कि तीसरी बार सरकार बनने के बाद पहले 100 दिन में वो क्या करेंगे, इसका प्लान उन्होंने तैयार कर लिया है. इससे आने वाले चुनाव में मोदी की जीत का विश्वास झलकता है. विरोधी दलों का सबसे बड़ा आरोप है कि इस चुनाव में लेवल प्लेइंग फील्ड नहीं हैं, मोदी ने CBI और ED का इस्तेमाल करके विरोधी दलों को डराया, कई नेताओं को जेल में डाल दिया और कई को अपनी पार्टियां छोड़ने के लिए मजबूर कर दिया. मोदी ने इन सारे सवालों के जवाब दिये. चुनाव के मौके पर विरोधी दलों का एक बड़ा इल्जाम ये भी है कि उनके पास चुनाव लड़ने के लिए पैसे की कमी है क्योंकि सरकार ने उन्हें चंदा देने वालों को दबाकर रखा है. विरोधी दल कहते हैं कि ED और CBI से डराकर कंपनियों को इलेक्टोरल बॉन्ड के जरिए बीजेपी को चंदा देने के लिए दबाव डाला गया. मोदी ने आंकड़ों के साथ इसका जवाब दिया. उन्होंने दावा किया कि ED और CBI का राजनीतिक इस्तेमाल करने का आरोप बेबुनियाद है. मोदी ने कांग्रेस पर बड़ा हमला बोला, सनातन का अपमान करने के लिए कांग्रेस को निशाना बनाया. मोदी ने कहा कि DMK की मजबूरी समझ में आती है लेकिन कांग्रेस अपनी संस्कृति को कैसे भूल गई? नरेंद्र मोदी ने राम मंदिर और प्राण प्रतिष्ठा समारोह की भी बात की और उन्होंने बताया कि कैसे कांग्रेस ने हमेशा इस बात की कोशिश कि राम मंदिर ना बन पाए. ज़ाहिर है, आस्था के मुद्दे पर कांग्रेस इस समय कमजोर पिच पर है.

भारत- पाकिस्तान सीमा पर प्रधानमंत्री नरेंद्र मोदी ने एक बड़े खतरे की तरफ इशारा किया..मोदी ने कहा कि INDI गठबंधन का इरादा भारत के परमाणु हथियारों को नष्ट करने की है. उनका इरादा हमारे परमाणु बम को दरिया में डुबोने का है. नरेंद्र मोदी ने ये बात बाड़मेर में एक रैली में कही. मोदी ने कहा कि INDI अलायंस में शामिल एक पार्टी ने अपने मैनिफेस्टो में साफ-साफ लिखा है कि वो सत्ता में आएगी, तो परमाणु हथियारों को नष्ट कर देगी. परमाणु हथियारों को दरिया में डुबो देगी. मोदी का इशारा INDI गठबंधन में शामिल CPM के मैनिफेस्टो की तरफ थाजिस में यही सब लिखा है . प्रधानमंत्री मोदी ने विरोधियों से पूछा कि आप किसके इशारे पर देश को कमज़ोर करना चाहते हैं? मोदी ने पूछा कि किसके दबाव में आकर INDI गठबंधन, देश के परमाणु हथियारों को नष्ट करना चाहता है? मोदी ने कहा कि हम देश को ताकतवर बनाने में जुटे हुए हैं लेकिन INDI अलायंस भारत को शक्तिहीन बनाना चाहता है.

राष्ट्रहित में कुछ ऐसी बातें हैं जिनपर कोई समझौता नहीं किया जा सकता. भारत परमाणु शक्ति वाला देश है और रहना चाहिए. भारत के ऐटमी हथियार किसी पर हमला करने के लिए नहीं, बल्कि आत्मरक्षा के लिए है. भारत की ऐटमी ताकत इस पूरे क्षेत्र में शांति बनाए रखने के लिए है, हमारी सीमाओं की सुरक्षा के लिए है और भारत की सुरक्षा सारे राजनीतिक विचारों और भावनाओं से ऊपर हैं..इसपर सवाल उठाने वाले किस देश से प्रभावित हैं, किस विचारधारा पर चलते हैं, ये बताने की जरूरत नहीं है. इसी तरह आर्टिकल 370 को फिर से लागू करने की बात बेमानी है और भारत विरोधी है. धारा 370 हटाने का फैसला एक ऐसा फैसला था जिसे लोग असंभव मानते थे. कश्मीर के नेता कहते थे कि 370 हटा तो यहां तिरंगा थामने वाले हाथ तक नहीं मिलेंगे लेकिन मोदी ने साहसिक निर्णय लिया, कश्मीर की फिज़ा बदली, अब वहां पत्थर उठाने वाले लोग नजर नहीं आते लेकिन तिरंगा उठाने वाले लोगों की कोई कमी नहीं हैं.

मटन और मछली

प्रधानमंत्री मोदी ने उधमपुर की रैली से कांग्रेस और लेफ्ट के साथ-साथ, लालू यादव की पार्टी RJD पर भी निशाना साधा. मोदी ने कहा कि RJD और कांग्रेस वही पार्टी है जिन्हें लोगों की भावनाओं की ज़रा भी परवाह नहीं है, उनके नेता सावन में मटन बनाते हैं और नवरात्रि में मछली खाते हैं. मोदी ने कहा कि ये बात सही है कि देश में खानपान को लेकर किसी तरह की रोक-टोक नहीं है, हर कोई अपनी पसंद का खाना खा सकता है लेकिन कुछ लोग नवरात्रि के मौके पर, सावन के दिनों में मांस-मछली खाने का वीडियो सिर्फ एक वर्ग को चिढ़ाने के लिए पोस्ट करते हैं और दूसरे वर्ग को खुश करने के लिए करते हैं, उनकी मंशा गलत है. इस विवाद की शुरुआत तेजस्वी यादव के मछली खाने का वीडियो पोस्ट करने से हुई थी. तेजस्वी का कहना है कि हैलिकॉप्टर में मुकेश सहनी के साथ मछली खाने का वीडियो नवरात्रि शुरु होने से एक दिन पहले का था. इसी तरह पिछले साल सावन के महीने में राहुल गांधी और लालू यादव ने चम्पारन मटन बनाकर खाया था. तेजस्वी यादव की बात सही है कि कौन क्या खाता है, ये चुनाव का विषय नहीं हो सकता लेकिन नवरात्र के दिनों में ऐसे वीडियो दिखाकर शुरुआत किसने की? सवाल मछली या संतरा खाने का नहीं है. सवाल इसका वीडियो बनाकर पब्लिक करना और लोगों की भावनाओं को आहत करने का है. ऐसी बातों से असली मुद्दों से ध्यान भटकता है और बीजेपी के नेताओं को भी मौका मिलता है . असल में विरोधी ये बात समझ नहीं पाए हैं कि नरेन्द्र मोदी चुनाव प्रचार में माहिर हैं. गलती से भी किसी विरोधी नेता ने मोदी को सामने full toss फेंकी तो वो मौके पर चौका लगाने में जरा नहीं चूकते. राहुल गांधी ने शक्ति से लड़ने की बात कही तो मोदी ने उसे जोर शोर से उठाया और पूरी कांग्रेस को बैकफुट पर ला दिया. अब तेजस्वी के वीडियो को मोदी मुद्दा बना रहे हैं और RJD के नेता सफाई देने में लगे हुए हैं..

Prime Minister Narendra Modi on Friday lashed out at INDIA bloc for the CPI(M) manifesto which calls for elimination of all nuclear weapons. Addressing an election rally in Barmer, Rajasthan, near the India-Pakistan border, Modi alleged that the opposition wanted to weaken India. He questioned the wisdom of such a move when India’s neighbouring countries possess nuclear arms. The CPI(M) manifesto had promised to work for “complete elimination of all nuclear weapons and other weapons of mass destruction, including chemical and biological weapons”. Modi said, “this is a dangerous declaration against our country. When two of our neighbours are armed with nuclear weapons, should we destroy our nuclear weapons?” What Modi has red flagged is correct. There can be no compromise on issues relating to national interest. India is a nuclear power and shall continue to remain so. India’s atomic weapons are not meant for attacking any country, but for providing deterrence. India’s nuclear weapons are meant for ensuring peace in the entire region and for protecting our borders. India’s security interests are paramount, far above all political ideas and leanings. There is no need to elaborate who are being guided by other countries by questioning our own nuclear might. Similarly, electoral promises have been made to revive Article 370 granting special powers to Jammu and Kashmir. Reviving Article 370 is useless and anti-national. Scrapping of Article 370 was a decision which many political leaders viewed as impossible. There were leaders in Kashmir who were predicting dire consequences by saying not a single Indian will be there in the Valley to hoist the tricolour if Article 370 was scrapped. Modi took a bold decision, the atmosphere in the Valley has completely changed and stone throwers have vanished. There is no dearth of Kashmiris who are holding the tricolour flag proudly.

MUGHAL MENTALITY

At his Udhampur election rally, Modi targeted Congress and RJD for deliberately trying to hurt the sentiments of Hindus. He said, Rahul Gandhi and Lalu Yadav prepared a “Champaran mutton” dish together and consumed it in the month of Sawan last year, a time considered sacred by Hindus when they desist from consuming non-vegetarian food. “This echoes Mughal mentality and this act was deliberately meant to offend the sentiments of Hindus. I know they will be raining abuses at me, but as Prime Minister, I consider it my responsibility to bring this matter before the people”, Modi said. The immediate provocation was the circulation of a video by RJD leader Tejashwi Yadav consuming fish with his ally Mukesh Sahni inside a helicopter. Though Tejashwi claimed that the act took place a day before the sacred Navratra fasting began, yet BJP leaders took him to task for offending the sentiments of Hindus. Modi clarified in his speech that there was no restriction in India on whether people consume veg or non-veg food, but when some people deliberately post videos of consuming mutton and fish during the sacred period of Sawan and Navratra, considered auspicious by Hindus, it hurts their sentiments. I think Tejashwi Yadav is right when he says that “who eats what” cannot be an election issue, but the question is: who triggered the controversy by posting the fish-eating video during Navratra? The question is not about consuming fish. The question is about making a video of it and circulating it in public to deliberately hurt the sentiments of others. Such frivolous acts deflects the attention of people from the main issues and provides BJP leaders a handle. The opposition is yet to realize that Narendra Modi is a master of election campaigning. Any error made by any opposition leader is considered a full-toss ball and Modi does not hesitate to hit a sixer. When Rahul Gandhi said, there is a word called Shakti in Hinduism and we have to fight that Shakti, Modi picked this slip of tongue and put Congress leaders on the backfoot. Modi has now made Tejashwi’s fish-eating video an issue in the vast Hindi-speaking hinterland. RJD leaders are busy giving clarifications.

लालू प्रसाद यादव की बेटी मीसा भारती ने कहा है कि अगर देश में विपक्ष की सरकार बनी, तो प्रधानमंत्री नरेन्द्र मोदी समेत बीजेपी के सभी नेता जेल जाएंगे, किसी को नहीं छोड़ा जाएगा. गुरुवार को नरेन्द्र मोदी की रैलियां हुई, अमित शाह, राजनाथ सिंह, राहुल गांधी, ममता बनर्जी, तेजस्वी यादव समेत तमाम नेताओं ने चुनाव प्रचार किया, लेकिन सबसे ज्यादा चर्चा हुई मीसा भारती के बयान की. मीसा भारती बिहार के पाटिलपुत्र से RJD की उम्मीदवार हैं. कैंपेन के दौरान नरेन्द्र मोदी जिस तरह से भ्रष्टाचार का मसला उठा रहे हैं, बिहार की रैली में उन्होंने जिस तरह से नौकरी के बदले जमीन घोटाले की बात की, उससे मीसा भारती नाराज़ हैं और गुस्से में उन्होंने यहां तक कह दिया कि अभी मोदी जितना चाहें बोल लें, जो चाहें इल्जाम लगा लें, लेकिन अगर देश में विपक्ष की सरकार बन गई तो बीजेपी का कोई नेता नहीं बचेगा, मोदी समेत बीजेपी के सारे नेताओं को जेल में डाल देंगे. मीसा के इस बयान पर जबरदस्त सियासत हुई, जे पी नड्डा, रविशंकर प्रसाद, देवेन्द्र फड़णवीस से लेकर सुधांशु त्रिवेदी तक बीजेपी के तमाम नेताओं ने मीसा भारती के बयान की निंदा की. शुक्रवार को मीसा भारती पलटी. मीसा ने कहा कि मैंने ऐसा तो नहीं कहा था. मैंने सिर्फ ये कहा था कि सभी भ्रष्टाचारियों को जेल भेजेंगे. ज़ाहिर है मीसा भारती पर दवाब पड़ा और उन्होने अपने बयान को वापस ले लिया. लेकिन सवाल ये है कि क्या भ्रष्टाचार का मुद्दा लालू के परिवार को इतना परेशान कर रहा है कि उन्होंने मोदी को अपना दुश्मन मान लिया. क्या राजनीतिक लड़ाई व्यक्तिगत लड़ाई में तब्दील हो गई है? मीसा भारती का ये बयान चार दिन पुराना है. असल में मोदी ने 4 अप्रैल को जमुई में रैली की थी. उस रैली में मोदी ने लालू यादव के परिवारवाद, जंगलराज और भ्रष्टाचार के मुद्दे उठाए थे, नौकरी के बदले ज़मीन घोटाले की बात की थी और ये कहा था कि विरोधी चाहे उन्हें कितनी भी गालियां दें, वह भ्रष्टाचार करने वालों को छोडे़ंगे नहीं, सबको जेल भेजेंगे. मीसा भारती इसी बात से नाराज थीं और उन्होंने मोदी को जेल भेजने की धमकी दे दी. मीसा का बयान चार दिन बाद सामने आया इसलिए बीजेपी के बड़े नेताओं ने रिएक्ट किया. अंडमान की राजधानी पोर्ट ब्लेयर में जे पी नड्डा ने कहा कि हार की हताशा से विपक्ष के नेता परेशान हो गए हैं, इसीलिए मोदी को कोस रहे हैं. नड्डा ने कहा जो खुद बेल पर हैं, उन्हें इस तरह की बातें कहने का कोई हक़ नहीं हैं. महाराष्ट्र के डिप्टी सीएम देवेंद्र फड़णवीस ने कहा कि मीसा भारती नौकरी के बदले जमीन घोटाले में आरोपी हैं. इसलिए मीसा को अपनी फिक्र करनी चाहिए. बीजेपी के महासचिव विनोद तावड़े ने कहा कि विपक्ष के नेता कभी मोदी के मरने की दुआ मांगते हैं, कभी उनको जेल भेजने की बात करते हैं, जनता सबको देख रही है और चुनाव में सबको जवाब मिल जाएगा.

मीसा भारती के छोटे भाई और RJD के स्टार कैंपेनर तेजस्वी यादव ने मीसा के बयान पर ख़ामोशी अख़्तियार कर ली, और उल्टे बीजेपी पर आरोप लगाया कि वह मुद्दों की बातें नहीं करती, मुद्दों से भटकाने की बात करती है. मीसा भारती ने जो कहा, तेजस्वी ने जिस तरह मीसा के बयान से किनारा किया, उससे इतना तो साफ है कि भ्रष्टाचार के मुद्दे पर मोदी ने विरोधियों को कॉर्नर किया है. ख़ास तौर पर बिहार में लालू यादव के परिवार पर भ्रष्टाचार के इतने आरोप हैं, लालू यादव देश के अकेले ऐसे बडे राजनेता हैं, जो चारा घोटाले में सजायाफ्ता हैं, इसलिए इस मुद्दे पर RJD और कांग्रेस को जवाब देना मुश्किल हो रहा है. तेजस्वी ये बात समझ रहे हैं, इस मुद्दे पर जितनी चर्चा होगी, उतना ज्यादा नुक़सान होगा, इसीलिए तेजस्वी यादव इस तरह के मुद्दों पर कुछ नहीं बोलते. वो कैंपने का दूसरा स्टाइल अपना रहे हैं. तेजस्वी की सभाओं में खूब भीड़ आ रही हैं और वो रोज अलग अलग अंदाज में मोदी को घेरते हैं. औरंगाबाद की रैली में तेजस्वी ने गाना गाकर मोदी को धोखेबाज़ बताया. तेजस्वी काफी हद तक लालू यादव के अंदाज में campaign करने की कोशिश करते हैं, जातिगत समीकरणों को साध कर चल रहे हैं. सोशल मीडिया का पूरा इस्तेमाल कर रहे हैं, और सबसे बड़ी बात, वो उन मुद्दों से बचकर चल रहे हैं, जो उन्हें सियासी नुक़सान पहुंचा सकते हैं या जिन पर वो घिर सकते हैं. इसलिए तेजस्वी अपनी हर सभा में बताते हैं कि उन्होंने 17 महीनों की सरकार में पांच लाख सरकारी नौकरियां दी., जातिगत जनगणना करवाई और बीजेपी से बेरोजगारी और मंगहाई के मुद्दों पर सवाल पूछते हैं लेकिन तेजस्वी भ्रष्टाचार और सनातन के मुद्दों पर बिल्कुल खामोश हो जाते हैं. लेकिन प्रधानमंत्री नरेन्द्र मोदी ने भ्रष्टाचार के खिलाफ सख्त एक्शन को अपना मिशन बना लिया है. वह विरोधी दल के हर नेता के बयान पर नज़र रखते हैं और भ्रष्टाचार के मुद्दे को हर रैली में उठाते हैं. उत्तराखंड और राजस्थान में रैलियों में मोदी ने भ्रष्टाचार को देश के विकास में दीमक बताया. मोदी ने साफ-साफ कहा कि विपक्ष के लोग चाहे जितनी कोशिश कर लें, लेकिन भ्रष्टाचार के खिलाफ कार्रवाई नहीं रुकेगी. चूंकि मीसा भारती ने मोदी को जेल भेजने की धमकी दी है, इस पर मोदी ने कहा कि मोदी को चाहे कोई कितनी भी धमकी दे, लेकिन वह भ्रष्टाचारियों को छोड़ेंगे नहीं, सारे भ्रष्टाचारियों को जेल जाना होगा. अपनी कैंपेन में मोदी का सबसे ज्यादा फोकस अपनी सरकार के काम गिनाने में होता है, वह अपनी जनकल्याण योजनाओं की बात करते हैं, लोगों को घर, बिजली और पानी पहुंचाने का जिक्र करते हैं, अर्थव्यवस्था में सुधार की बात भी करते हैं लेकिन ज्यादा चर्चा होती है भ्रष्टाचार के मुद्दे पर मोदी के बयानों की. नरेंद्र मोदी साफ साफ कहते हैं कि भ्रष्टाचार करने वालों को बख्शा नहीं जाएगा. मोदी विरोधी दलों की हायतौबा का सीधा जवाब देते हैं कि विरोधी दलों के नेताओं को ED, CBI ने क्यों पकड़ा, उन पर केस क्यों बनाया, जेल में क्यों डाला. विरोधी दलों के कैंपेन में ये सवाल बार बार उठाए जाते हैं और इसीलिए मोदी अपनी हर सभा में इस पर विस्तार से जवाब देते हैं. मोदी जनता को सनातन धर्म का अपमान करने वालों के बारे में बताना भी नहीं भूलते और राम मंदिर का जिक्र भी करते हैं. मोदी जानते हैं, राम मंदिर का सवाल 500 साल पुराना है और देश की सौ करोड़ लोगों की भावनाओं से जुड़ा है. इसीलिए चुनाव में मोदी का कैंपेन सबसे ज्यादा असरदार है.

The manner in which some opposition leaders are strongly reacting to Prime Minister Narendra Modi’s measures against corrupt leaders clearly indicates that Modi has cornered the opposition on the issue of corruption. Rashtriya Janata Dal supremo Lalu Yadav’s daughter Misa Bharti, presently contesting from Bihar’s Pataliputra Lok Sabha seat, has threatened to send Modi and top BJP leaders behind bars if INDIA bloc comes to power. In faraway Port Blair, BJP President Jagat Prakash Nadda reacted by saying, “it seems opposition leaders have become frustrated because they fear defeat at the hustings and are therefore targeting Modi”. Maharashtra deputy chief minister Devendra Fadnavis said, Misa Bharti is herself an accused in the “land-for-job” scam in Railways, and she should be more worried about her future. BJP general secretary Vinod Tawde said, “people are watching the opposition leaders who first said, they would send Modi to his grave (Modi Teri Qabr Khudegi), and are now saying they will put Modi in jail…The voters will reply to this”. However, on Friday, after pressure from top RJD leaders, Misa Bharti retracted her remark and said she did not threaten to send Modi and BJP leaders to jail. Misa Bharti said, “I had said, the corrupt will be sent to jail, but my words were twisted and the media should not set the agenda for the country”. Misa’s brother RJD chief Teajshwi Yadav refrained from commenting on the issue and instead blamed BJP for digressing from main election issues. Tejashwi knows that the more debate continues on corruption, it can harm the opposition. Tejashwi is getting huge turnout at his rallies and he is raising issues relating to price rise and unemployment. At his Aurangabad rally, Tejashwi even sang to describe Modi as “dhokebaaz” (cheat). Tejashwi is trying to follow his father Lalu Yadav’s campaign style and he keeps caste equations in Bihar in mind. He is making full use of social media and is refraining from harping on issues that can cause political damage to his party. In most of his rallies, Tejashwi reminds voters by saying, when he was in power in Bihar, he appointed nearly 5 lakh youths in government jobs and carried out caste census. But Tejashwi remains mum on ticklish issues like corruption and Sanatan (Hindutva). On the other hand, Prime Minister Modi in his whirlwind tour across the country, has been raising the issue of corruption and dynastic politics in each of his rallies. In Rajasthan and Uttarakhand, Modi described corruption as “termite” and clearly said that action against corrupt politicians will continue, howsoever INDIA bloc leaders may try to resist. “The corrupt will not be spared, they will have to go to jail”, Modi asserts in each of his rallies. Modi also explains the social welfare schemes that his government has implemented to uplift the poor, and the amazing recovery made by the Indian economy during his regime. But corruption remains the most important issue in Modi’s speeches. Modi says, the corrupt will not be spared and he explains how CBI and ED made water-tight cases of corruption and money laundering against some opposition leaders and sent them to jails. Modi does not forget to remind voters of how the opposition “insulted Sanatan Dharma” by refusing to attend the consecration ceremony of Shri Ram in Ayodhya. Modi knows, the Ram Janmabhoomi issue is 500 years old and it is linked with the faith of more than a billion Indians. That is why, Modi’s campaign seems to be more effective compared to other opposition leaders like Rahul Gandhi.

भ्रष्टाचार के मुद्दे पर आम आदमी पार्टी में पहली बार बगावत की आवाज सुनाई दी. दिल्ली सरकार के एक मंत्री राजकुमार आनंद ने पद से इस्तीफा दे दिया, आम आदमी पार्टी छोड़ दी. केजरीवाल की सरकार में मंत्री राजकुमार आनंद ने कहा कि आम आदमी पार्टी भ्रष्टाचार के दलदल में डूब गई है, पहले तो ये लग रहा था कि केजरीवाल को शराब घोटाले में फंसाया गया है लेकिन दिल्ली हाईकोर्ट ने अपने फैसले में जो कहा, उसके बाद तो पक्का भरोसा हो गया है कि भ्रष्टाचार के खिलाफ आंदोलन से निकली पार्टी खुद भ्रष्टाचार के कीचड़ में धंस गई है. राजकुमार आनंद के पास दिल्ली सरकार में समाज कल्याण मंत्रालय के साथ साथ कुल 7 विभागों की जिम्मेदारी थी. उन्होंने अपना इस्तीफा मुख्यमंत्री के कार्यालय को भेज दिया, लेकिन सवाल ये है कि मुख्यमंत्री जेल में हैं तो इस्तीफे को स्वीकार कौन करेगा? केजरीवाल ने कोशिश की थी कि अपने वकीलों के जरिए उनका अपनी पार्टी और सरकार से संपर्क बना रहे लेकिन बुधवार को इस कोशिश को कोर्ट से झटका लगा. केजरीवाल चाहते थे कि उन्हें तिहाड़ जेल में अपने वकीलों से हफ्ते में 5 बार मिलने की अनुमति दी जाए लेकिन कोर्ट ने उनकी अर्जी को खारिज कर दिया. केजरीवाल जेल में हो रही मुलाकातों का इस्तेमाल राजनीति के लिए कर रहे हैं, इसकी भी जांच शुरू हो गई है. नियमों के मुताबिक केजरीवाल हफ्ते में सिर्फ 2 बार अपने वकीलों से मिल सकते हैं. तीसरी घटना ये हुई कि भगवंत मान और संजय सिंह तिहाड़ जेल जाकर केजरीवाल से मिलना चाहते थे लेकिन सुरक्षा कारणों से इसकी अनुमति नहीं दी गई. संजय सिंह ने कहा कि केन्द्र सरकार तिहाड़ जेल को अरविन्द केजरीवाल के लिए गैस चेंबर बना देना चाहती है, आम आदमी पार्टी के नेताओं को धमकाया जा रहा है, राजकुमार आनंद का इस्तीफा इसी का नतीजा है. लेकिन अब सवाल ये है कि मंत्री के इस्तीफे का आम आदमी पार्टी पर क्या असर होगा? सबसे बड़ा सवाल ये है कि केजरीवाल जेल में हैं और मंत्री का इस्तीफा मंजूर करके मुख्यमंत्री ही उपराज्यपाल के पास भेजते हैं. अब राजकुमार आनंद के इस्तीफे पर दस्तखत कौन करेगा? क्या दस्तखत कराने के लिए इस्तीफा तिहाड़ जेल भेजा जाएगा? राजकुमार आनंद पटेल नगर सीट से विधायक हैं, दलित हैं, पहली बार विधायक बने थे और केजरीवाल ने उन्हें करीब डेढ़ साल पहले अपने मंत्रिमंडल में जगह दी थी लेकिन बुधवार को अचानक राजकुमार आनंद ने अपने इस्तीफे का ऐलान करके सबको चौंका दिया. सवाल ये था कि शराब घोटाले की चर्चा तो दो साल से हो रही है, राजकुमार आनंद की अंतरात्मा अब क्यों जागी? इस पर राजकुमार आनंद का जवाब था कि घुटन तो लंबे वक्त से हो रही थी, लेकिन भ्रष्टाचार का सिर्फ शक था, दिल्ली हाईकोर्ट के फैसले ने आंखें खोल दी. जैसे ही राजकुमार आनंद ने इस्तीफ़े का एलान किया तो आम आदमी पार्टी में खलबली मची, संजय सिंह और सौरभ भारद्वाज ने तुरंत प्रेस कांफ्रेंस की. संजय सिंह ने कहा कि आज देश को पता चल गया कि ED की कार्रवाई का असल मक़सद क्या है, घोटाले का इल्ज़ाम असल में एक बहाना है, असली मक़सद तो आम आदमी पार्टी को तोड़ना है. संजय सिंह ने कहा कि जिस राजकुमार आनंद को बीजेपी के नेता भ्रष्ट कहते नहीं थकते थे, बहुत जल्दी वही बीजेपी नेता उनके गले में माला पहनाते दिखेंगे. राजकुमार आनंद के घऱ पर पिछले साल 2 नवंबर को ED ने छापा मारा था. इल्ज़ाम था कि राजकुमार आनंद ने विदेश से आयात किए गए सामान की ग़लत जानकारी देकर सात करोड़ रूपए की कस्टम ड्यूटी नहीं दी थी. संजय सिंह ने कहा कि उन्हें जानकारी मिली है कि राजकुमार आनंद को ED का नोटिस मिल गया था, 12 अप्रैल को पेशी के लिए बुलाया गया था. सौरव भारद्वाज ने कहा कि हर कोई संजय सिंह नहीं होता, हर कोई ED का दबाव नहीं झेल सकता. सौरभ भारद्वाज ने कहा कि इस इस्तीफ़े से एक बात तो क्लियर है कि बीजेपी ने ऑपरेशन लोटस को सक्रिय कर दिया. आम आदमी पार्टी के नेताओं की ज्यादातर मुश्किलें उनके अपने दावों और बयानों से पैदा होती हैं. जैसे ये लोग कई दिन से कह रहे थे कि हमारी पार्टी का एक MLA भी नहीं टूटा, पार्टी तोड़ने में बीजेपी फेल हो गई, सब केजरीवाल के साथ हैं. अगर ये सब न कहा गया होता तो आज एक मंत्री के पार्टी छोड़ने का कोई खास असर नहीं होता. इसी तरह से ये नेता कई दिन से कह रहे थे कि ED ने दो रुपये भी कहीं से रिकवर नहीं किए लेकिन अब हाई कोर्ट ने कह दिया कि शराब घोटाले में किकबैक दिए गए और जो पैसा लिया गया, उस कैश का इस्तेमाल गोवा में चुनाव लड़ने के लिए किया गया. इस तरह की बहुत सारी बातें हैं जो सिर्फ हवाबाजी करने से पैदा होती हैं. हाई कोर्ट के फैसले की वजह से आम आदमी पार्टी के कार्यकर्ताओं के मन में सवाल तो पैदा हुए हैं. मंत्री राजकुमार के इस्तीफे का कोई और असर हो या ना हो, इतना असर जरूर पड़ेगा कि पार्टी का आम कार्यकर्ता ये सोचेगा कि शराब के मामले में गड़बड़ तो हुई है, साउथ लॉबी से पैसा तो आया, इसीलिए पार्टी के नेताओं का दामन इतना पाक साफ नहीं है जितना दावा किया जा रहा है और ये शक आम आदमी पार्टी के लिए खतरनाक साबित हो सकता है. हालांकि दिल्ली में आम आदमी पार्टी के पास इतना भारी बहुमत कि एक मंत्री या 5-10 विधायकों के जाने से भी कोई फर्क नहीं पड़ेगा लेकिन केजरीवाल की बड़ी समस्या ये है कि वो अपने दावे के मुताबिक जेल से सरकार कैसे चलाएंगे? वकीलों से अब सिर्फ दो मुलाकात होगी और वो भी निगरानी में. तो केजरीवाल मुख्यमंत्री की जिम्मेदारियों को कैसे निभाएंगे? और वह अगर इस्तीफा देते हैं तो मुख्यमंत्री किसे बनाएंगे?

For the first time, a minister of Aam Aadmi Party government in Delhi has raised a banner of revolt. Social Welfare Minister Raaj Kumar Anand, holding seven portfolios, resigned from the cabinet and party on Wednesday alleging that “AAP is now neck deep in corruption”. Anand said, his earlier view was that chief minister Arvind Kejriwal was being unfairly targeted in the liquor scam, but after Delhi High Court’s detailed judgment, he said, it is now clear that the party is now mired in corruption. Anand sent his resignation letter to the chief minister’s office, but the problem is: the CM is in Tihar jail. Who will forward his resignation to the Lt Governor? Kejriwal had sought meetings with his lawyer at least five days a week, but a Delhi court rejected his plea saying that he could meet his lawyer only twice a week. In a third development, Punjab CM Bhagwant Mann and AAP leader Sanjay Singh sought permission to meet Kejriwal in jail, but they were denied permission on security grounds. Soon after Anand resigned, Sanjay Singh called a press conference to allege that the real aim of ED and BJP was to create a split in his party. He pointed out that ED had raided Anand’s residence on November 2 last year on charge of non-payment of Rs 7 crore customs duty on imported goods, and ED had summoned him for questioning on April 12. “Everybody cannot be Sanjay Singh, who can withstand ED’s pressure”, he said. Another AAP leader Saurabh Bhardwaj alleged that BJP’s Operation Lotus has now been activated to divide the Aam Aadmi Party. On Wednesday, BJP workers staged protest demanding Kejriwal’s resignation, while a meeting of AAP leaders was held at Kejriwal’s residence. Sunita Kejriwal, the chief minister’s wife, conveyed her husband’s message to party leaders, which said, despite being in jail, the people of Delhi must not face difficulties. Kejriwal also asked his party workers to observe Save Constitution Day on B R Ambedkar’s birth anniversary which falls on April 14. Most of the problems in Aam Aadmi Party appear to originate from claims and remarks made in public by some of their leaders. For the last several days, AAP leaders had been claiming that not a single AAP MLA broke away from the party and that BJP’s gambit of splitting the party has failed. Had they not made such remarks, the effect of Anand resigning on Wednesday would not have caused any effect. Similarly, for the last several days, some AAP leaders had been saying that ED has failed to recover even a single rupee, but Delhi High Court clearly said that kickback was given in liquor scam to AAP and the cash was used in Goa assembly election. There are several other issues which have been created only because of loud claims made by AAP leaders. One cannot deny that the seeds of doubts have started germinating in the minds of common AAP workers after the Delhi High Court judgment. Anand’s resignation may or may not have any effect, but the common party workers will now start thinking whether irregularities did take place in the liquor case, whether money did come from the ‘South Lobby’ and whether the hands of party leaders are clean, as is being claimed. Such doubts in the minds of AAP workers can prove dangerous for the party. Aam Aadmi Party has a huge majority in Delhi and resignation of a single minister or 5-10 MLAs may not cause much difference. But Kejriwal’s biggest problem is: How to run his government from jail? He can meet his lawyers only twice a week, and that too, under surveillance. How can Kejriwal discharge his Constitutional responsibility in such circumstances? If he resigns, whom will he crown as chief minister?

दिल्ली हाईकोर्ट ने मंगलवार को शराब घोटाले में दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल की गिरफ्तारी को कानूनी तौर पर सही करार दिया. गिरफ्तारी को चुनौती देने वाली केजरीवाल की अर्जी को खारिज कर दिया. हाईकोर्ट ने कहा कि केजरीवाल को गिरफ्तार करने के लिए ED के पास पर्याप्त आधार हैं. कोर्ट ने ED की तरफ से पेश किए गए जो सबूत, गवाहों के बयान और जांच रिपोर्ट देखी है, उसके हिसाब से केजरीवाल को गिरफ्तार करना सही था. कोर्ट ने यहां तक कह दिया कि चुनाव का वक्त है, आरोपी मुख्यमंत्री हैं, किसी पार्टी का मुखिया है, इन सब बातों से कोर्ट को कोई फर्क नहीं पड़ता. कोर्ट कानून के हिसाब से काम करता है, राजनीति से कोर्ट प्रभावित नहीं होता. बड़ी बात ये है कि तीन हफ्ते से आम आदमी पार्टी के नेता जो तर्क देकर केजरीवाल की गिरफ्तारी को चुनाव से जोड रहे थे, उन सबको एक-एक करके कोर्ट ने धराशायी कर दिया. कोर्ट के फैसले से आम आदमी पार्टी के नेताओं को ज़बरदस्त धक्का लगा है. जो ये नैरेटिव खड़ा करने की कोशिश कर रहे थे कि शराब घोटाला हुआ ही नहीं, सबूत फर्जी है, गवाहों के बयान फर्जी है, ये सिर्फ आम आदमी पार्टी को खत्म करने कि लिए, केजरीवाल को चुनाव से दूर रखने के लिए, केन्द्र सरकार के इशारे पर बनाई गई ED की कहानी है, उनके तर्क ध्वस्त हो गए. गिरफ़्तारी को गैरक़ानूनी बताकर चुनौती देने वाली केजरीवाल की अर्जी पर जस्टिस स्वर्णकांता शर्मा की सिंगल बेंच में सुनवाई पिछले हफ्ते ही पूरी हो चुकी थी. मंगलवार को फैसला आया, काफी विस्तार से फैसला है. केजरीवाल की तरफ से जो तर्क दिए गए थे, सबका जवाब हाई कोर्ट के फैसले में है. केजरीवाल का कहना था कि चुनाव से पहले गिरफ्तारी की गई है, इसलिए राजनीतिक है. कोर्ट ने कहा कि जांच एजेंसियों को इससे मतलब नहीं होता कि चुनाव है या नहीं, कोर्ट क़ानून के हिसाब से काम करता है. केजरीवाल ने ED के समन की अनदेखी की, जांच में सहयोग नहीं किया, केजरीवाल की वजह से दूसरे आरोपियों की न्यायिक हिरासत पर असर पड़ा. केजरीवाल का तर्क था कि वो दिल्ली के चुने हुए मुख्यमंत्री हैं, उन्हें इस तरह से बिना सबूत के गिरफ्तार करना गलत है. इस पर हाई कोर्ट ने कहा कि क़ानून सबके लिए बराबर है – आम नागरिक हो या कोई मंत्री, मुख्यमंत्री. केजरीवाल का कहना था कि उनके खिलाफ सिर्फ गवाहों के कुछ बयानों के आधार पर मुकदमा बनाया गया, इन गवाहों के बयान भी जवाब डाल कर लिए गए, जिन लोगों ने केजरीवाल के खिलाफ बयान दिए, उन्हें ज़मानत दे दी गई, आरोपियों को सरकारी गवाह बनाकर बयान लिए गए. इस पर कोर्ट ने साफ कहा कि किसे सरकारी गवाह बनाना है या नहीं, उसे माफी देनी है या नहीं, ये फैसला कोर्ट का होता है, ED का नहीं. गवाहों के बयान मजिस्ट्रेट के सामने होते हैं, इसलिए गवाहों के बयानों पर सवाल उठाना कोर्ट के काम पर सवाल उठाने जैसा है. जहां तक गवाहों के बयानों की विश्वसनीयता पर सवाल है, तो ये ट्रायल के दौरान परखा जाएगा, ये काम ट्रायल कोर्ट का है, इसमें फिलहाल हाईकोर्ट कोई दखल नहीं देगा. केजरीवाल का तर्क था कि सैकड़ों करोड़ के घोटाले की बात की जा रही है, लेकिन ढाई साल में ED एक चवन्नी भी बरामद नहीं कर पाई है. इस पर कोर्ट ने कहा कि ED ने जो सबूत पेश किए हैं, वो केस चलाने के लिए पर्याप्त हैं. जहां तक पैसे की बरामदगी या मनी ट्रेल का सवाल है तो गोवा में आम आदमी पार्टी के उम्मीदवारों के बयान ED ने कोर्ट के सामने रखे हैं, जिनसे साफ हो जाता है कि चुनाव के वक्त उम्मीदवारों को नकद में पैसा दिया गया. केजरीवाल की तरफ से कहा गया कि इस मामले में ED उन्हें मुख्य आरोपी बता रही है, लेकिन कोई सबूत नहीं है. इस पर कोर्ट ने कहा कि घोटाले का पैसा आम आदमी पार्टी को मिला, केजरीवाल आम आदमी पार्टी के संयोजक हैं, दिल्ली के मुख्यमंत्री हैं, आबकारी शराब नीति उन्होंने बनाई और हितग्राही उनकी पार्टी है. कोर्ट ने कहा कि ED ने जो तथ्य और दस्तावेज पेश किए हैं, उससे लगता है कि केजरीवाल इस मामले में पूरी तरह सक्रिय थे, इसलिए मामला तो बनता है. केजरीवाल के केस में हाई कोर्ट का फैसला देखने के बाद लगता है कि उनका जेल से निकलना अब मुश्किल होगा. केजरीवाल को लंबे समय तक जेल में रहना पड़ सकता है क्योंकि हाईकोर्ट ने कहा कि केजरीवाल शराब घोटाले में लिप्त हैं, उन्होंने रिश्वत ली और रिश्वत के पैसे का इस्तेमाल गोवा में चुनाव के लिए किया. अब केजरीवाल की पार्टी के नेता इस मामले को राजनीति से प्रेरित नहीं बता पाएंगे. ये नहीं कह पाएंगे कि ED ने फर्जी केस तैयार किया है, गवाहों पर प्रैशर डालकर बयान दिलवाए हैं, कोई पैसा बरामद नहीं हुआ, कोई सबूत नहीं हैं, केजरीवाल का इसमें कोई रोल नहीं हैं, केजरीवाल की गिरफ्तारी उन्हें चुनाव से दूर रखने के लिए की गई है. इन सारी बातों को हाई कोर्ट ने गलत बता दिया. हाई कोर्ट ने कह दिया कि इस मामले में केजरीवाल सक्रिय रूप से संलिप्त थे, और हितग्राही आम आदमी पार्टी थी. इसका मतलब ये है कि आम आदमी पार्टी की मान्यता पर भी मुसीबत आ सकती है. ये सही है कि अपराधी कौन, इसका फैसला तो ट्रायल कोर्ट से आएगा. तब पता चलेगा कि कौन भ्रष्ट है? कौन नहीं ? पर ये मामला सिर्फ एक अपराध का नहीं है. ये एक राजनीतिक पार्टी से, एक सरकार से जुड़ा है, एक ऐसे नेता से जुड़ा है जो अपने आप को एक वैकल्पिक नेता के तौर पर प्रोजेक्ट करता रहा है. इसीलिए मुझे लगता है कि केजरीवाल ने इस केस को पहले दिन से ही ठीक से हैंडल नहीं किया. जब केजरीवाल को पहला समन मिला, तो उन्हें सीना तान कर ED के सामने जाना चाहिए था. वह भी अगर शरद पवार की तरह कहते कि मैं ED का सामना करूंगा, मैं किसी जांच से नहीं डरता तो शायद एजेंसी भी एक बार सोचती. लेकिन केजरवाल हर बार ED के समन के जवाब में love letter लिखते रहे. नौ-नौ बार ED के बुलाने पर नहीं गए, उनके न जाने से ये इंप्रेशन बना कि दाल में कुछ काला है, लगा केजरीवाल ED का सामना करने से डरते हैं. केजरीवाल की गिरफ्तारी के बाद भी आम आदमी पार्टी आक्रामक रही, पूरे केस को फर्जी बताया, कहा, एक भी पैसा कहीं नहीं मिला, गवाहों ने बीजेपी से डरकर बयान दिए लेकिन हाईकोर्ट के फैसले ने इन सारी बातों पर पानी फेर दिया. आम आदमी पार्टी का तर्क था कि ये सारे आरोप इकबालिया गवाहों के बयानों के आधार पर लगाए गए थे और ये इकबालिया गवाह बीजेपी से मिले हुए हैं. लेकिन हाईकोर्ट ने उन गवाहों के इकबालिया बनने की प्रक्रिया को सही वैध प्रक्रिया माना, उनकी गवाही को सही माना. अब एक ही तर्क बचा है कि सुप्रीम कोर्ट, हाईकोर्ट के इस फैसले को पलट देगा, जैसा संजय सिंह के केस में हुआ. लेकिन संजय सिंह के केस में हाईकोर्ट ने टिप्पणियां की थी, केजरीवाल के केस में जो कहा गया वो फैसले का हिस्सा है. इसीलिए मैंने शुरु में कहा कि केजरीवाल का जेल से निकलना अब आसान नहीं होगा.

Day after the Delhi High Court rejected Chief Minister Arvind Kejriwal’s petition challenging his arrest, his advocate Abhishek Manu Singhvi appealed to the Chief Justice of India for an early hearing of his petition challenging the HC verdict. The CJI, on Wednesday, promised “to look into it”. On Tuesday, Justice Swarna Kanta Sharma of Delhi HC in a 106-page judgment noted that the Enforcement Directorate had sufficient evidence “at this stage which points out towards the guilt” of Kejriwal for the commission of offence of money laundering in the Delhi excise policy case. The High Court said, “he is allegedly involved in two capacities – in his personal capacity as he was involved in the formulation of the policy and in demanding kickbacks; And as the national convenor of AAP… for the use of the proceeds of crime.” Justice Sharma noted that Kejriwal skipped nine summons and his non-cooperation impacted the progress of the probe and necessitated his arrest. The High Court verdict clearly said, “Kejriwal had allegedly conspired with other persons and was involved in the formulation of Delhi excise policy 2021-22, in the process of demanding kickbacks from the South Group, as well as in generation, use and concealment of proceeds of crime.” The judge said that there was prima facie evidence to suggest that Kejriwal and Aam Aadmi Party received kickbacks up to Rs 100 crore from the South liquor lobby, and that a portion of this, nearly Rs 45 crore, was used by the party during the Goa assembly elections in 2022. The verdict said, “It emerges from the records produced before this court, i.e. the statements of witnesses recorded by the Directorate of Enforcement, including the hawala operators as well as survey workers, area managers, assembly managers etc engaged by AAP, corroborated with CDR analysis and material seized during IT raids, that amount of Rs 45 crore, which is allegedly the proceeds of crime in this case, was utilised by AAP in the Goa elections.” Rejecting the plea against the arrest on the eve of general elections, the High Court said, “Political considerations and equations cannot be brought to court of law as it is irrelevant….Judges are bound by law and not by political considerations.” On Wednesday, BJP supporters staged protest in Delhi demanding early resignation of Arvind Kejriwal as chief minister. After going through the lengthy verdict of Delhi High Court, it appears that Kejriwal’s early release from Tihar jail may be difficult. He may have to stay inside jail for a longer period, because the High Court verdict clearly says that Kejriwal was involved in the liquor scam and his party took kickbacks and used the money in Goa elections. Kejriwal’s Aam Aadmi Party leaders can no more say that this case is politically motivated. They cannot claim that ED has prepared a fake case and has taken statements from witnesses under duress, and that since no money has been recovered, nor any concrete evidence of Kejriwal’s role has been recovered, his arrest was made with the sole aim of keeping him away from elections. The High Court on Tuesday rejected all such insinuations. The High Court clearly said that Kejriwal was “actively involved” in the matter and the beneficiary was Aam Aadmi Party. This means, the recognition given to AAP by Election Commission of India as a national political party can now be questioned. It is true that the trial court will finally decide who committed the crime, whether any person was corrupt or not, but this is not the case of a single crime. It is connected to a political party, a government, and a leader, who was trying to project himself as a national alternative. I feel Kejriwal did not handle this case properly right from Day One when he got the first summons from ED. He should have shown courage and presented himself before the ED. He could have told ED, like NCP chief Sharad Pawar that he was prepared to face questioning and that he was not afraid of any probe. In that case, the investigating agency could have given a second thought before arresting him. But Kejriwal challenged each summons by sending ‘love letters’ to ED questioning its locus standi. He evaded the summons nine times, and his evasion gave the impression that something is fishy (daal me kuch kaala hai). The impression went around that Kejriwal was afraid of facing the ED. Aam Aadmi Party remained on the offensive from the day Kejriwal was arrested. The party described the entire case as fake, claimed that not a single paisa was recovered and that the witnesses gave statements under duress fearing BJP. Tuesday’s High Court verdict has rubbished all such insinuations. Aam Aadmi Party’s argument was that all the allegations were made by witnesses who later turned approvers, and that these approvers were hand in gloves with the BJP. The High Court on Tuesday said, the turning of witnesses as approvers was a correct legal process, and their statements were accepted. The only last resort left for Kejriwal is the Supreme Court. The apex court had released Sanjay Singh in this case. One must differentiate between the two. In Sanjay Singh’s case the High Court had only made observations, while in Kejriwal’s case, the High Court gave its judgment. That is why, I have said, early release from jail for Kejriwal may not be easy.
