कोरोना का खतरा: क्या यूपी सरकार को कांवड़ यात्रा रोक देनी चाहिए?

AKB30 सुप्रीम कोर्ट ने बुधवार को कांवड़ यात्रा की अनुमति देने के यूपी सरकार के फैसले पर एक अखबार की रिपोर्ट पर स्वत: संज्ञान लिया। उत्तराखंड सरकार ने महामारी के डर से कांवड़ यात्रा की इजाजत देने से इनकार कर दिया था। शीर्ष अदालत ने केंद्र, उत्तर प्रदेश और उत्तराखंड की सरकारों को नोटिस जारी कर शुक्रवार तक जवाब मांगा है। जस्टिस रोहिंटन नरीमन और जस्टिस बी. आर. गवई की बेंच ने कहा, ‘25 जुलाई से शुरू होने वाली कांवड़ यात्रा को लेकर अखबार में आज की हेडलाइन को देखकर हम थोड़े चिंतित हैं।’

जस्टिस नरीमन ने सॉलिसिटर जनरल तुषार मेहता से कहा, “हमें अखबार में यह पढ़कर थोड़ी चिंता हुई है कि उत्तर प्रदेश सरकार ने कांवड़ यात्रा को जारी रखने का फैसला किया है, जबकि उत्तराखंड ने दूरदर्शिता दिखाते हुए इसकी इजाजत नहीं दी। भारत के नागरिक बेहद हैरान हैं और उन्हें पता ही नहीं कि चल क्या रहा है। और यह सब तब हो रहा है जब प्रधानमंत्री ने देश में कोविड की तीसरी लहर के खतरे के बारे में पूछे जाने पर कहा था, ‘हम थोड़ा सा भी समझौता नहीं कर सकते’।”

ध्यान देने वाली बात यह है कि केंद्र, यूपी और उत्तराखंड में से किसी भी सरकार ने शीर्ष अदालत के समक्ष कोई याचिका दायर नहीं की थी। सुप्रीम कोर्ट ने अखबार की रिपोर्ट पर स्वत: इस मामले का संज्ञान लिया। इसके बावजूद उत्तर प्रदेश के मंत्रियों ने बुधवार को कहा कि राज्य सरकार ने सभी तरह के खतरों के आकलन और सारे एहतियाती इंतजाम करने के बाद ही यात्रा की अनुमति दी है।

प्रधानमंत्री ने हिल स्टेशनों पर पर्यटकों की बढ़ती संख्या और शहरों के बाजारों की भीड़ पर चिंता व्यक्त की थी और उनके बयान से सबक लेते हुए उत्तराखंड के मुख्यमंत्री पुष्कर सिंह धामी ने राज्य में कांवड़ यात्रा पर प्रतिबंध लगा दिया था। कांवड़ यात्रा करने वाले अधिकांश यात्री पवित्र गंगा जल को लेने के लिए हरिद्वार जाते हैं। हालांकि, यूपी सरकार ने 25 जुलाई से पूरी एहतियात बरतते हुए यात्रा की इजाजत देने का फैसला किया। अब जब सुप्रीम कोर्ट ने हस्तक्षेप किया है, तो राज्य सरकारों और केंद्र दोनों को अपना-अपना रुख स्पष्ट करना होगा।

कांवड़ यात्रा के मुद्दे को इसलिए उठाया गया क्योंकि प्रधानमंत्री ने महामारी की संभावित तीसरी लहर के बारे में चिंता व्यक्त की थी। उन्होंने यह सुनिश्चित करने के लिए सख्त नियम लागू करने के लिए कहा था कि कहीं भी भीड़भाड़ न हो और तीसरी लहर को रोका जा सके। मोदी ने हिल स्टेशनों और शहरों के बाजारों में उमड़ रही भीड़ के बारे में बात की थी। जहां उत्तराखंड के मुख्यमंत्री ने प्रधानमंत्री के बयान को सुनने के बाद कांवड़ यात्रा पर रोक लगा दी, वहीं यूपी सरकार ने इसकी इजाजत दे दी। राज्य सरकार का दावा है कि कोरोना के मामलों में काफी तेजी से गिरावट आई है और टीकाकरण तेजी से हो रहा है।

मैं मानता हूं कि उत्तर प्रदेश की सरकार कोरोना की दूसरी लहर पर काबू पाने में काफी हद तक सफल हुई है। मैं इस बात से भी सहमत हूं कि कांवड़ यात्रा सख्त कोविड प्रोटोकॉल के तहत निकाली जाएगी, लेकिन इस बात की क्या गारंटी है कि यदि हजारों कांवड़ यात्री हरिद्वार जाने के दौरान विभिन्न जगहों पर इकट्ठा होंगे तो कोरोना नहीं फैलेगा?

कांवड़िए अलग-अलग राज्यों से गंगा जल लेने के लिए हरिद्वार आएंगे और अधिकारियों के लिए भीड़ को नियंत्रित करना मुश्किल होगा। इस साल की शुरुआत में हरिद्वार में कुंभ मेले में हजारों भक्तों की भीड़ जुटने के बाद जल्द ही उत्तर प्रदेश, उत्तराखंड, हरियाणा, पंजाब, राजस्थान, मध्य प्रदेश और अन्य राज्यों में महामारी तेजी से फैली थी। मेले की इजाजत देने के लिए राज्य के अधिकारियों की काफी आलोचना की गई थी। ऐसे में सरकार पर सवाल उठाने के लिए आलोचकों को एक और मौका देने की क्या जरूरत है?

मैं पूरे यकीन के साथ कह सकता हूं कि अगर हम इस साल संयम बरतते हैं और सख्ती से कोविड प्रोटोकॉल का पालन करते हैं, तो अगले साल कांवड़ यात्रा महामारी के डर के बिना धूमधाम से निकलेगी।

महामारी केवल उत्तर प्रदेश या उत्तराखंड के लिए नहीं बल्कि पूरी दुनिया के लिए एक चुनौती है। इंडोनेशिया और रूस जैसे देश बेहद ही मुश्किल समय का सामना कर रहे हैं। ब्रिटेन में कोरोना की तीसरी लहर चरम पर है और वहां एक दिन में 54 हजार मरीज मिल रहे हैं। चूंकि ब्रिटेन में 50 पर्सेंट से ज्यादा लोगों को कोरोना का टीका लग चुका है, इसलिए संक्रमित होने वाले लोगों में से ज्यादातर अपने घरों में ही ठीक हो रहे हैं और उन्हें अस्पतालों में भर्ती करने की जरूरत नहीं पड़ रही है। इसीलिए प्रधानमंत्री मोदी ने देश के सभी नागरिकों से वैक्सीन लगवाने की अपील की है, लेकिन क्या इस समय हमारे पास बड़े स्तर पर लोगों के टीकाकरण के लिए पर्याप्त स्टॉक है?

कोविड के टीकों की सप्लाई में गिरावट के कारण 3 जुलाई से पूरे भारत में टीकाकरण अभियान धीमा हो रहा है। 21 से 27 जून तक 4 करोड़ डोज लगाई गई थीं, लेकिन 5 से 11 जुलाई तक केवल 2.30 करोड़ डोज ही लग पाईं। टीकों की कमी के चलते सैकड़ों लोग टीकाकरण केंद्रों से खाली हाथ लौट रहे हैं। हमें यह सुनिश्चित करने के लिए कि लोगों को दोनों डोज लग पाएं, रोजाना कम से कम 80 लाख लोगों को टीका लगाने की जरूरत है। लेकिन जुलाई के महीने में कुल 13 करोड़ 50 लाख डोज उपलब्ध होंगी यानि औसतन 45 लाख लोगों को हर रोज वैक्सीन दी जा सकेगी।

वैक्सीन निर्माताओं कोविशील्ड और कोवैक्सिन ने अब तक अपना उत्पादन नहीं बढ़ाया है। स्पुतनिक वी के टीके भारत में बनने शुरू होंगे। एक साल में इसकी 30 करोड़ डोज बनाने की प्लानिंग है, लेकिन पहला बैच सितंबर में ही आ पाएगा।

अब तक 38 करोड़ भारतीयों को वैक्सीन की डोज लगाई जा चुकी हैं, जो विश्व स्तर पर भले ही एक बड़ा आंकड़ा हो, लेकिन हमारी 137 करोड़ आबादी की तुलना में यह एक तिहाई भी नहीं है। हमें वैक्सीन की सप्लाई में जल्द ही सुधार की उम्मीद करनी चाहिए ताकि भारत के लोग महामारी की तीसरी लहर को सफलतापूर्वक रोक सकें।

Covid threat: Should UP stop Kanwar Yatra?

akb fullThe Supreme Court on Wednesday took suo motu cognizance of a newspaper report on the UP government’s decision to allow Kanwar Yatra, which has been prohibited by the Uttarakhand government due to fears of pandemic. The apex court issued notices to Centre, UP and Uttarakhand governments seeking their responses by Friday. The bench of Justice Rohinton Nariman and Justice B. R. Gavai said, “we are a little disturbed given today’s headline in the newspaper about the Kanwar Yatra which is likely to be held from July 25.”

Justice Nariman told Solicitor General Tushar Mehta, “we read something disturbing in the newspaper today that the state of UP has chosen to continue with the Kanwar Yatra, while the state of Uttarakhand, with its hindsight of experience, has said there will be no Yatra. Citizens of India are completely perplexed and do not know what is going on. And all this amid Prime Minister, when asked about a third wave of Covid striking the nation, saying ‘we cannot compromise one bit’.”

The fact to note is that none of the governments from the Centre, UP and Uttarakhand had not filed any petitions before the apex court, which suo motu took cognizance of the newspaper report. Yet, ministers from UP said on Wednesday that the state government has allowed the Yatra after assessing all risks and making all precautionary arrangements.

The Prime Minister had expressed concern over growing number of tourists at hill stations and crowding of city markets, and taking a cue from his statement, the Uttarakhand chief minister Pushkar Singh Dhami imposed prohibition on Kanwar Yatra in the state. Most of the yatris go to Haridwar to collect the holy Ganga water. However the UP government has decided to allow the yatra, subject to precautions, from July 25. Now that the Supreme Court has intervened, both the state governments and the Centre will have to clarify their respective stand.

The Kanwar Yatra issue was taken up because the PM had expressed worries about a potential third wave of pandemic. He had called for strict regulations to ensure there was no crowding in order to prevent the third wave. Modi spoke about crowds at hill stations and city markets. While the Uttarakhand CM took the cue from his remarks and prohibited Kanwar Yatra, the UP government has allowed it. The state government claims that Covid cases have declined very fast and vaccination is going at a fast pace.

I agree that the UP government has succeeded in controlling the second wave of pandemic to a large extent. I do also agree that Kanwar Yatra will be taken out under strict Covid protocol, but where is the guarantee that the Coronavirus will not spread if thousands of ‘kanwad yatris’ congregate at various points, during their march to Haridwar?

Yatris will come from several neighbouring states to collect Ganga water from Haridwar, and it will be difficult for authorities to control the crowds. Early this year, congregation of thousands of devotees at the Kumbh Mela in Haridwar will soon followed by a huge wave of pandemic in UP, Uttarakhand, Haryana, Punjab, Rajasthan, MP and other states. The state authorities were criticized for allowing the mela to take place. What is the need to give another handle to critics to denounce the government?

I can say with conviction that if we practise self-control and strict Covid regulation this time, we can witness a mega Kanwar Yatra next year, when the pandemic threat will ease.

The pandemic is not only a challenge for UP or Uttarakhand, it is a global challenge, and countries like Indonesia and Russia are facing troubling times. In UK, the third wave now is at its peak with daily new case count at 54,000. Since more than 50 per cent of people in Britain have taken Covid vaccines, most of them are getting themselves treated at homes, instead of rushing to hospitals in critical condition. That is why Prime Minister Modi has stressed the need for every Indian to take Covid vaccine, but do we have enough stocks at the moment to launch a mammoth nationwide vaccination drive?

Due to drop in supply of Covid vaccines, vaccination drive is slowing down throughout India since July 3. From June 21 to 27, four crore doses were administered, but from July 5 to 11, only 2.30 crore doses were administered. Hundreds of people are returning from vaccination centres empty handed due to shortage of vaccines. We need to vaccinate at least 80 lakh people daily to ensure that people get both the doses. Only 13.5 crore doses will be available during the month of July, that comes to an average of 45 lakhs per day.

Manufacturers of Covishield and Covaxin have not boosted their production till now. Sputnik V vaccines will be manufactured in India. The plan is to manufacture 30 crore doses a year, but the first batch will arrive only in September.

Till now, 38 crore Indians have been administered doses, which may be a big figure globally, but compared to our 137 crore population, it is not even one-third. Let us hope the supply of vaccine doses will improve so that the people of India can stave off the third wave of pandemic successfully.

2036 के ओलंपिक खेल भारत में करवाने का सपना देख रहे हैं मोदी

AKB30 आज मैं खेल के क्षेत्र में अपने देश के उन नए नायकों के बारे में बात करने जा रहा हूं जो 23 जुलाई से शुरू होने वाले तोक्यो ओलंपिक में हिस्सा लेने के लिए कमर कस चुके हैं, लेकिन इससे पहले मैं एक दुखद खबर साझा करना चाहता हूं। 1983 की विश्व कप विजेता भारतीय टीम का हिस्सा रहे पूर्व क्रिकेटर यशपाल शर्मा का मंगलवार को अचानक दिल का दौरा पड़ने से निधन हो गया।

यशपाल शर्मा एक साहसी क्रिकेटर थे और वह कई साल से इंडिया टीवी न्यूज चैनल के क्रिकेट एक्सपर्ट थे। उनके निधन की खबर इसलिए ज्यादा चौंकाने वाली थी क्योंकि वह अपनी फिटनेस का काफी ख्याल रखा करते थे। वह रोज सुबह दोस्तों के साथ साइक्लिंग के लिए जाते थे, जॉगिंग करते थे, जिम में पसीना बहाते थे और अपने खान-पान का बहुत ध्यान रखते थे। वह तो अपनी जेब में अखरोट और बादाम रखने वालों में से थे। वह कभी बीमार नहीं पड़े और न ही उन्हें कभी खांसी-जुकाम हुआ।

मंगलवार को मॉर्निंग वॉक से लौटने के बाद, दिल का दौरा पड़ने से कुछ मिनट पहले उन्हें अचानक बेचैनी महसूस हुई। वह एक बड़े क्रिकेटर थे। उन्होंने अपने करियर में 37 टेस्ट मैच खेलकर 1606 रन बनाए, जबकि 42 वनडे मैचों में कुल 823 रन जोड़े। वह व्यवहार में बहुत सहज, सरल और विनम्र थे। 1983 के विश्व कप में इंग्लैंड के खिलाफ उनका शानदार अर्धशतक हमेशा याद रहेगा। प्रधानमंत्री नरेंद्र मोदी समेत कई नेताओं और बड़े खिलाड़ियों ने उनके निधन पर दुख जताया है। मैं इंडिया टीवी की तरफ से उनके परिवार के सदस्यों के प्रति गहरी संवेदना व्यक्त करता हूं।

अब अच्छी खबर पर आते हैं। प्रधानमंत्री नरेंद्र मोदी ने बुधवार को तोक्यो ओलंपिक की तैयारी कर रहे शीर्ष भारतीय एथलीटों के साथ काफी जीवंत और मजेदार बातचीत की। मोदी ने कहा, ‘हमारे साहसी, आत्मविश्वासी और सकारात्मक एथलीट न्यू इंडिया की आकांक्षाओं को दर्शाते हैं।’ वर्चुअल सेशन के दौरान मोदी ने तीरंदाज दीपिका कुमारी और प्रवीण जाधव, भाला फेंक खिलाड़ी नीरज चोपड़ा, धावक दुती चंद, मुक्केबाज आशीष कुमार और एमसी मैरी कॉम, बैडमिंटन खिलाड़ी पीवी सिंधु, निशानेबाज ई. वलारिवन और सौरभ चौधरी, टेबल टेनिस खिलाड़ी मनिका बत्रा, पहलवान विनेश फोगट, तैराक साजन प्रकाश, हॉकी खिलाड़ी मनप्रीत सिंह और टेनिस स्टार सानिया मिर्जा सहित उनके परिवार के सदस्यों से बातचीत की।

मोदी ने एथलीटों के ‘अनुशासन, समर्पण और दृढ़ संकल्प’ की सराहना की और कहा कि वे खेल के क्षेत्र में भारत के आशाजनक भविष्य के प्रतीक हैं। उन्होंने खेद जताया कि मौजूदा महामारी के कारण वह पहले की तरह एथलीटों की मेजबानी नहीं कर सके। मोदी ने कहा, तोक्यो ओलंपिक में जाने वाले हमारे एथलीटों के साथ 135 करोड़ भारतीयों का आशीर्वाद है। भारत 126 एथलीटों का अपना सबसे बड़ा दल भेज रहा है और ये खिलाड़ी 18 खेलों में हिस्सा लेंगे। मोदी ने हल्के-फुल्के माहौल में मैरी कॉम से पूछा कि बॉक्सिंग में उनका पसंदीदा पंच कौन सा है।

प्रधानमंत्री नरेंद्र मोदी का एक सपना है। वह चाहते हैं कि भारत ओलंपिक खेलों की मेजबानी करे, विशेषकर 2036 में। मोदी ने अहमदाबाद में ओलंपिक की मेजबानी के लिए विश्व स्तरीय इन्फ्रास्ट्रक्चर का निर्माण करने की तैयारी शुरू कर दी है। हमारे संवाददाता निर्णय कपूर ने बताया है कि ओलंपिक को ध्यान में रखते हुए अहमदाबाद में 3 तरह से इन्फ्रास्ट्रक्चर तैयार किया जा रहा है- स्पोर्टिंग फैसेलिटी, ट्रेनिंग फैसेलिटीज और नॉन स्पोर्टिंग फैसेलिटी।

कुछ लोग ये पूछ सकते हैं कि अहमदाबाद ही क्यों? भारत का कोई और शहर क्यों नहीं? दरअसल, अहमदाबाद में पहले ही कई तरह की वर्ल्ड क्लास स्पोर्टिंग फैसेलिटीज मौजूद हैं। यहां मोटेरा में दुनिया का सबसे बड़ा स्टेडियम और सरदार पटेल स्पोर्टिंग कॉम्प्लेक्स है जहां कम से कम बीस इनडोर और आउटडोर स्पोर्ट्स के लिए फैसेलिटिज मुहैया हो सकती हैं। इसके साथ-साथ अहमदाबाद के नारायणपुरा में 600 करोड़ रुपये की लागत से स्पोर्ट्स कॉम्प्लैक्स तैयार हो रहा है।

सरदार पटेल स्पोर्टिंग कॉम्प्लेक्स में एक स्पोर्ट्स विलेज बन रहा है जिसमें 2 से 4 बेडरूम वाले 3,000 से ज्यादा अपार्टमेंट होंगे। इसमें एक बार में 12,500 से ज्यादा मेहमान ठहर सकते हैं। इनमें से कई अपार्टमेंट रिवर फ्रंट व्यू वाले होंगे और विलेज कॉम्प्लेक्स में एंटरटेनमेंट स्पेस, होटल और रिटेल आउटलेट्स भी होंगे। यहां 7,500 कारों और 15,000 दोपहिया वाहनों के लिए पार्किंग की जगह होगी। खेलों के समापन के बाद ये अपार्टमेंट लोगों के रहने के लिए एक अच्छा सौदा साबित हो सकते हैं।

2036 के ओलंपिक खेलों के लिए बोली 2026 से शुरू होगी। चूंकि अब मुश्किल से 5 साल बचे हैं, इसलिए निर्माण और डिजाइन का काम युद्ध स्तर पर जारी है। इस तथ्य से कोई इनकार नहीं है कि भारत के कई महानगरों में विश्व स्तर के स्पोर्ट्स इन्फ्रास्ट्रक्चर की कमी है। 2010 में दिल्ली राष्ट्रमंडल खेलों के दौरान राष्ट्रीय राजधानी में कई स्पोर्ट्स फैसेलिटिज का निर्माण हुआ और हमारे एथलीटों को बेहतर ट्रेनिंग और मैदानों की सुविधा मिली। नई स्पोर्ट्स फैसेलिटिज में लगातार ट्रेनिंग के कारण आज हम अपने एथलीटों से ओलंपिक में पदक जीतने की उम्मीद कर सकते हैं।

मोदी औरों से आगे की सोचते हैं। वह न सिर्फ चाहते हैं कि हमारे एथलीट ओलंपिक मेडल जीतें, बल्कि उनका सपना है कि भारत इतिहास में पहली बार ओलंपिक खेलों की मेजबानी करे, ताकि आने वाले समय में हमारा देश खेल जगत में अपनी जगह बना सके। इसीलिए मोदी ने बुधवार को अपनी बातचीत के दौरान कई ऐसे एथलीट्स से उनके बैकग्राउंड के बारे में बात की, जो गरीब या मध्यम वर्ग के परिवारों से आए हैं, लेकिन उन्होंने अपने लिए और निश्चित रूप से भारत के लिए प्रसिद्धि अर्जित की है।

आज भी एथलीट्स को बेहतर क्वॉलिटी की ट्रेनिंग लेने के लिए विदेश की राह पकड़नी पड़ती है, क्योंकि भारत में ऐसी कोई ट्रेनिंग सुविधाएं उपलब्ध नहीं है। हमारे कई गरीब और मध्यम वर्ग के एथलीट विदेश यात्रा के लिए भी पैसे नहीं दे सकते, विदेशों में ट्रेनिंग की तो बात ही छोड़ दीजिए। यदि भारत में वर्ल्ड क्लास फैसेलिटिज तैयार होती हैं और हम ओलंपिक खेलों की मेजबानी करते हैं तो ये गरीब और आदिवासी पृष्ठभूमि से आए हमारे खिलाड़ियों को लॉन्च करने का आधार हो सकता है। इसके साथ-साथ हमें इन खिलाड़ियों को अच्छी डाइट, क्वॉलिटी ट्रेनिंग और बेहतरीन सपोर्ट सिस्टम देना होगा।

जब तक हमारे एथलीट ओलंपिक और विश्व चैंपियनशिप में गोल्ड मेडल नहीं जीतेंगे, तब तक वे युवाओं के रोल मॉडल नहीं बनेंगे, और हम चाहे जितनी भी कोशिश कर लें, विज्ञापनदाता इन खिलाड़ियों पर पैसा नहीं लगाएंगे। खेलों में अमेरिका या चीन के स्तर तक पहुंचने में लंबा समय लग सकता है। अगर 2036 में भारत में ओलंपिक खेल होते हैं, तो मुझे यकीन है कि हम पदक तालिका में जरूर ऊपर आ सकते हैं।

Modi’s dream of hosting 2036 Olympic Games in India

AKBToday I want to speak about our new sporting heroes who are gearing up to take part in the Tokyo Olympics beginning July 23, but before that I want to share a piece of sad news. Former cricketer Yashpal Sharma, who was part of the 1983 World Cup winning Indian team, passed away on Tuesday after a sudden heart attack.

A courageous batsman, Yashpal Sharma, for several years, was the cricket expert on India TV news channel. I was shocked more so because Yashpal used to take care of his fitness. He used to go on cycling every morning with friends, jogged and shed sweat in gymnasium. He was very careful about his diet and used to keep walnuts in his pockets. He never fell ill nor had any bouts of cough and cold.

While returning from morning walk on Tuesday, he suddenly felt uneasy minutes before he had his stroke. A great cricketer, he played 37 Test matches, made 1,606 runs, played 42 Odis and made 883 runs. He was very polite towards everybody. His swashbuckling half century against England during the 1983 World Cup will forever remain etched in memory. Political leaders including Prime Minister Narendra Modi and top sportspersons expressed grief over his death. On behalf of India TV, I express my deep condolence to his family members.

Now the good news: Prime Minister Narendra Modi had a lively and hilarious chat with top Indian athletes preparing for the Tokyo Olympics on Wednesday. Modi said, “Our bold, confident and positive athletes reflect the aspirations of New India”. During the virtual session, the PM interacted with archers Deepika Kumari and Pravin Jadhav, javelin thrower Neeraj Chopra, sprinter Dutee Chand, boxers Ashish Kumar and M. C. Mary Kom, badminton player P V Sindhu, shooter E. Valarivan, shooter Saurabh Chaudhary, table tennis player Manika Batra, wrestler Vinesh Phogat, swimmer Sajan Prakash, hockey player Manpreet Singh and tennis star Sania Mirza, along with their family members.

Modi praised the “discipline, dedication and determination” of the athletes and said they symbolized India’s promising sporting future. He regretted that he could not host the athletes, as he used to do in the past, due to the ongoing pandemic. Modi said, the blessings of 135 crore Indians are with our athletes going to Tokyo Olympics. India is sending its largest contingent of 126 athletes who will take part in 18 disciplines. In a light banter mood, Modi asked Mary Kom which was her favourite punch in boxing.

Prime Minister Modi has a dream: he wants India to host the Olympic Games, preferably in 2036. Already Modi has set in motion preparations for building world class infrastructure to host the Olympics in Ahmedabad. Our correspondent Nirnay Kapoor has reported that sporting facilities, training facilities and non-sporting facilities are three areas on which work has already begun in Ahmedabad.

Some people may ask: Why Ahmedabad? Why not other metros in India? Well, Ahmedabad presently boasts of some world class sporting facilities, like the world’s largest seating stadium at Motera and Sardar Patel Sporting Complex that can provide facilities for at least 20 indoor and outdoor sports. A Rs 600 crore Sports Complex is coming up in Narayanpura.

A sports village is coming up at the Sardar Patel Sporting Complex which will have more than 3,000 apartments with 2 to 4 BHK size. It can house more than 12,500 guests at a time. Many of these apartments will have river front view, and the village complex will also have retail and entertainment space and hotels. There will be parking space for 7,500 car and 15,000 two-wheelers. These apartments will provide the best liveable space for buyers after the games are over.

The bidding for 2036 Olympics will begin from 2026. Since there is hardly five years left, construction and design work is going on a war footing. There is no denying the fact that many of our metros in India lack world class sports infrastructure. During the Delhi Commonwealth Games in 2010, many sports facilities came up in the national capital, our athletes got good exposure to training facilities and grounds. Because of consistent training at new sports facilities, today we can hope for our athletes to win medals in Olympics.

Modi thinks ahead of others. He not only wants our athletes to win Olympic medals, but dreams of India hosting the Olympics for the first time in history, so that India can carve its own niche in the sporting world in the decades to come. That is why Modi on Wednesday during his interaction pointed out to several athletes who hail for poor or middle class families but have earned fame for themselves, and of course, India.

Even today, athletes have to go to foreign countries to acquire better quality training, as no such training facilities are available in India. Many of our poor and middle class athletes cannot afford money even for foreign travel, leave alone training in foreign countries. If India hosts the Olympics by creating world class facilities, these can be the bases to launch our budding sportspersons hailing from poor and tribal backgrounds, by providing them proper diet, quality training and excellent support systems.

Until and unless our athletes win gold medals in Olympics and world championships, they cannot evolve as youth icons, and much as we may try, advertisers may not spend money on these players. Reaching up to the level of USA or China in sports may take a long time. If Olympic Games are held in India in 2036, I am sure, we can go high up in the medals tally.

आसमानी बिजली की चपेट में आने से बचने के लिए क्या करें और क्या न करें

AKB30 हिमाचल प्रदेश और जम्मू-कश्मीर में सोमवार को कुदरत ने जमकर कहर बरपाया। अचानक आई बाढ़ और भूस्खलन से इन दोनों राज्यों में काफी नुकसान हुआ, लेकिन कई राज्यों में बिजली गिरने से लोगों की मौत की खबरें सबसे ज्यादा परेशान करने वाली रहीं। उत्तर प्रदेश, मध्य प्रदेश और राजस्थान में रविवार रात बिजली गिरने से 74 लोगों की मौत हो गई। इसे हाल के दिनों में वज्रपात की सबसे भीषण आपदाओं में से एक बताया जा रहा है।

जयपुर के पास स्थित 12वीं सदी के ऐतिहासिक आमेर किले में 11 पर्यटकों की जान चली गई। वे रविवार की शाम किले के वॉच टावर से सेल्फी ले रहे थे, तभी वहां 2 बार बिजली गिरी। इस हादसे में अपनी जान गंवाने वाले लोगों में पंजाब के छेहरता के भाई और बहन भी शामिल थे। चश्मदीदों के मुताबिक, पर्यटक बारिश से खुद को भीगने से बचाने के लिए वॉच टावर के अंदर जमा हो गए थे। जब बिजली गिरी तब वॉच टावर के अंदर 30 लोग मौजूद थे। जयपुर में हुई इस त्रासदी के अलावा रविवार की शाम उत्तर प्रदेश के 16 अलग-अलग जिलों में 41 लोगों की मौत हो गई।

रविवार को राजस्थान के जयपुर, कोटा, झालावाड़, बारां, धौलपुर, सवाई माधोपुर और टोंक, उत्तर प्रदेश के कौशाम्बी, कानपुर, प्रयागराज, फिरोजाबाद, आगरा, उन्नाव, प्रतापगढ़, वाराणसी और रायबरेली, और मध्य प्रदेश के शिवपुरी, श्योपुर, अनूपपुर, बैतूल और ग्वालियर में बिजली गिरने से लोगों की मौत की खबरें सामने आईं। इन सभी जगहों पर इस समय बारिश का मौसम है, मॉनसून सक्रिय है, एक तरफ गर्मी और उमस है तो दूसरी तरफ हवा में नमी है और यह बिजली गिरने के लिए सबसे मुफीद माहौल हो सकता है।

आमेर के किले में हुई त्रासदी इस बात का ज्वलंत और सीख देने वाला उदाहरण है कि आसमान से बिजली गिरने पर क्या करना चाहिए और क्या नहीं करना चाहिए। पर्यटकों की भीड़ किले की सबसे ज्यादा ऊंचाई वाली जगह (वॉच टॉवर) पर गई थी, और इसके आसपास घना जंगल भी था। उनमें से अधिकांश लोग अपने सेलफोन का इस्तेमाल कर रहे थे और सेल्फी ले रहे थे। यही सेल्फी उनका डेथ वॉरंट साबित हुई। आमतौर पर आसमानी बिजली जमीन पर सबसे ऊंची जगह से टकराती है और इसने बिजली के लिए सबसे ऐक्टिव कंडक्टर पॉइंट के रूप में काम किया।

सबक नंबर एक: वज्रपात के दौरान कभी भी अपने सेलफोन का इस्तेमाल न करें, और खुली जगह पर तो बिल्कुल न करें। आपका सेलफोन बिजली के लिए एक कंडक्टर का काम कर सकता है।

जब किसी के ऊपर बिजली गिरती है तो उसके शरीर का ग्लूकोज आयनाइज हो जाता है, उसके अंदर की एनर्जी खत्म हो जाती है, दिल को शॉक लगता है, दिल का धड़कना या तो बंद हो जाता है या बेहद धीमा हो जाता है, और सांसें उखड़ने लगती हैं।

सबक नंबर दो: बिजली गिरने के बाद यदि किसी शख्स के दिल की धड़कन बंद होने लगे तो उसे तुरंत CPR (कार्डियो पल्मोनरी रिससिटेशन) दें। अगर व्यक्ति के हाथ-पैर ठंडे होने लगें तो उसकी हथेलियों और तलवे को जोर-जोर से रगड़ें। जब आमेर के किले में बिजली गिरी तो कई पर्यटक बेहोश हो गए और उनमें से कुछ बुर्ज से खाई में गिर गए। पुलिस और SDRF (राज्य आपदा प्रतिक्रिया बल) के जवान मौके पर पहुंचे लेकिन अंधेरा होने के कारण बचाव कार्य में काफी दिक्कतें आईं।

सोमवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने इस घटना में बाल-बाल बचे साहिल को दिखाया था जिन्होंने बताया कि उस वक्त आखिर हुआ क्या था। जब पहली बार बिजली गिरी तो साहिल को कोई चोट नहीं आई थी। उन्होंने पुलिस को फोन किया और CPR देकर लोगों की मदद करने लगे। दुर्भाग्य से, जब दूसरी बिजली गिरी तो वह बेहोश हो गए और इस समय अस्पताल में भर्ती हैं।

इस त्रासदी हम सभी को एक सबक सीखना चाहिए: बिजली गिरने के दौरान कभी भी सेल्फी न लें। आपका सेल्फी पॉइंट आपकी मौत का पॉइंट बन सकता है। सेल्फी स्टिक विद्युत के अच्छे कंडक्टर के रूप में कार्य करती है और जब बिजली गिरती है तो ऐसे पॉइंट्स को तुरंत छूती है। ऐसा भी नहीं है कि सिर्फ सेल्फी स्टिक से खतरा है। खतरा तो तब भी हो सकता है जब आप खुले आसमान के नीचे बारिश की फुहारों का मजा ले रहे हों। उत्तर प्रदेश, मध्य प्रदेश और राजस्थान के ग्रामीण इलाकों में जिन लोगों की मौत हुई, उनमें से कोई बारिश से बचने के लिए पेड़ों के नीचे खड़ा था, कोई खेत में काम कर रहा था या कोई ऐसा छाता लेकर जा रहा था जिसमें मेटल का इस्तेमाल हुआ था।

कानपुर और उसके आसपास के जिलों में रविवार को बिजली गिरने से 18 लोगों की जान गई। प्रयागराज में 14 लोग मारे गए जबकि कौशाम्बी में 7, आगरा में 3, उन्नाव में 2 और प्रतापगढ़, वाराणसी एवं रायबरेली में एक-एक व्यक्ति की मौत हुई है। बिजली गिरने से 250 से ज्यादा मवेशी भी मारे गए।

बिजली गिरने से लगभग 78 प्रतिशत मौतें तब होती हैं जब लोग बारिश से बचने के लिए किसी पेड़ के नीचे खड़े हो जाते हैं। बारिश के दौरान भीगी हुईं पेड़ों की टहनियां और शाखाएं बिजली के कंडक्टर का काम करती हैं और ‘साइड फ्लैश’ में पेड़ के पास खड़े इंसान को अपनी चपेट में ले लेती है। आमतौर पर आसमानी बिजली में एक हजार एंपीयर तक करेंट होता है और लाखों वोल्ट की पावर होती है। इसलिए जब बिजली पेड़ के जरिए धरती में जाती है तो आसपास के कई मीटर के दायरे को चार्ज कर देती है। इस दायरे में अगर कोई इंसान है तो उसे भी बिजली का झटका लगता है जो कि उसकी मौत के लिए काफी होता है।

वज्रपात की चपेट में आने से बचने के लिए क्या करें और क्या न करें: (1) आकाश में बिजली चमकने पर कभी बाहर न जाएं (2) बिजली गिरने से अकसर 2 जगहों पर जलने की आशंका रहती है, वह जगह जहां से बिजली के झटके ने शरीर में प्रवेश किया और जिस जगह से उसका निकास हुआ। आमतौर पर ये पैर के तलवे होते हैं, इन हिस्सों पर तुरंत ध्यान दें (3) अगर बादल गरज रहे हों, और आपके रोंगटे खड़े हो रहे हैं तो ये इस बात का संकेत है कि बिजली गिर सकती है, ऐसे में नीचे दुबक कर पैरों के बल बैठ जाएं, अपने हाथ घुटने पर रख लें और सर दोनों घुटनों के बीच, इस मुद्रा के कारण आपका जमीन से कम से कम संपर्क होगा (4) इस दौरान छाते या मोबाइल फोन का इस्तेमाल न करें, पेड़ के नीचे या खुले मैदान में न जाएं (5) भारी बारिश और वज्रपात के दौरान बिजली के उपकरणों जैसे टीवी, फ्रिज, एसी, माइक्रोवेव ओवन आदि को बंद कर दें (6) फर्श पर चलने के लिए सैंडल का इस्तेमाल करें, नंगे पैर न घूमें (7) ऐसी चीजों से भी दूर रहे जो बिजली गिरने पर इसके कंडक्‍टर की भूमिका में आ सकते हैं, जैसे बिजली के उपकरण और लोहे के पाइप आदि (8) दरवाजे की कुंडी या खिड़की के फ्रेम को न छुएं।

पिछले एक साल के दौरान भारत में बिजली गिरने की घटनाओं में 34 प्रतिशत की वृद्धि हुई है। सबसे ज्यादा बढ़ोत्तरी पंजाब में देखने को मिली है, जहां पिछले साल की तुलना में वज्रपात के मामलों की संख्या साढ़े तीन गुना ज्यादा बढ़ी है। बिहार, हरियाणा और हिमाचल प्रदेश में भी पिछले साल की तुलना में वज्रपात के मामलों में दोगुनी वृद्धि हुई है। एक रिसर्च के मुताबिक, वैश्विक तापमान में एक प्रतिशत की वृद्धि से बिजली गिरने की संख्या में 12 प्रतिशत की वृद्धि होती है।

ऐसे में सावधानी बेहद जरूरी है। मैं आपको पहले ही बता चुका हूं कि घर पर आप अपनी सुरक्षा के लिए क्या कर सकते हैं और आपको क्या नहीं करना चाहिए। यदि आप वज्रपात के समय कार चला रहे हैं तो खिड़कियों के शीशे बंद कर दें और कार की छत या किसी मेटल पार्ट को न छुएं। खराब मौसम के थमने तक गाड़ी न चलाएं और किसी बिल्डिंग में जाने की कोशिश करें। बिजली गिरने के कुछ नैचुरल इंडिकेशंस हैं। वज्रपात के समय आपके रोंगटे खड़े हो सकते हैं और आपको शरीर में झुनझुनी या सिहरन महसूस हो सकती है। ऐसे में बचाव का सबसे अच्छा तरीका यही है कि आप तुरंत किसी बिल्डिंग में चले जाएं और मेटल की चीजों से दूरी बनाते हुए दुबक कर पैरों के बल बैठ जाएं।

Do’s and don’ts on how to protect yourself from lightning

AKB30 Nature unleashed its fury on Monday with flash floods and landslides in Himachal Pradesh and Jammu and Kashmir, but the most disturbing news was about death of people due to lightning in several states. Seventy four people died when lightning struck them in UP, MP and Rajasthan on Sunday night. This is said to be one of the worst lightning disasters in the recent past.

Eleven tourists lost their lives at the 12th century historic Amer Fort near Jaipur. They were taking selfies from the watch tower of the fort on Sunday evening, when lightning struck twice. Among those dead were a brother and a sister from Chheherta, Punjab. According to eyewitnesses, it was raining when the tourists huddled inside the watch tower to protect themselves from getting wet. There were 30 people inside the watch tower when lightning struck. Apart from the Jaipur tragedy, 41 people died in U.P. across 16 districts due to lightning on Sunday evening.

Deaths due to lightning were reported on Sunday from Jaipur, Kota, Jhalawar, Baran, Dhaulpur, Sawai Madhopur and Tonk in Rajasthan, Kaushambi, Kanpur, Prayagraj, Ferozabad, Agra, Unnao, Pratapgarh, Varanasi and Raebareli in U.P., and from Gwalior, Shivpuri, Sheopur, Anuppur, Baitul in Madhya Pradesh. These are places where the monsoon has set in and there is rainfall and humidity, which could be a right setting for lightnings to strike.

The tragedy that took place at Amer Fort is a glaring and instructive example on what to do and not to do when there are lightnings in the sky. The crowd of tourists had gathered at the topmost height (watch tower) of the fort, and there were forests in the vicinity. Most of them had their cellphones active and there were taking selfies. The selfies proved to be their death warrants. Normally, lightning strikes at the topmost height on land and this acted as the most active conductor point for lightning.

Lesson number one: Never use your cellphone during lightnings, never in an open area. Your cellphone could act as conductor.

When lightning strikes at a human body, glucose in the body is ionized and the person instantly loses energy, gets heart shock and the heart either stops beating or slows down, and it affects breathing instantly.

Lesson Number Two: When lightning strikes, if a person’s heart beats begin to stop, give him instant CPR (cardio pulmonary resuscitation). If the person’s hands and feet start getting cold, rub them vigorously. When lightnings struck Amer Fort, several tourists lost consciousness and some of them fell into the ditch. Police and SDRF (State Disaster Response Force) personnel arrived but due to darkness, rescue efforts were hampered.

In my prime time show ‘Aaj Ki Baat’ on Monday night, we showed a survivor Sahil describing what happened. When the first lightning struck, he was not injured. He rang up police, and started helping people by giving them CPR. Unfortunately, when the second lightning struck, he fell unconscious and is not fighting for his life in hospital.

This tragedy should teach all of us a lesson: Never take selfies during lightning. Your selfie point could be the point of death. Selfie sticks act as good conductor of electricity, and lightning touches such points immediately. Selfie is not the only culprit. Those who died in rural areas of UP, MP and Rajasthan, were either standing under trees to protect themselves from rain, or were in open field or were using umbrellas which had metallic points.

Eighteen people died of lightning in Kanpur and neighbouring areas on Sunday, 14 died in Prayagraj, seven died in Kaushambi, three died in Agra, two lost their lives in Unnao, and one each died in Pratapgarh, Raebareli and Varanasi. More than 250 cattle lost their lives too, due to lightning.

Nearly 78 per cent deaths due to lightning occur when people stand under a tree during rains. The trunk and branches of the trees that are wet during rains, act as conductor and in a ‘side flash’ strikes a human being who stands near the trunk. Normally lightning carries 1,000 ampere current and lakhs of volts of power. When it strikes a tree, it charges an area within several metres radius from the tree. Any human being standing withing that radius is struck immediately.

There are several do’s and don’ts to protect yourself from lightning: (1) Never go outside when there are lightnings flashing in the sky (2) Two parts of the human body are affected when somebody is struck with lightning, point of entry and point of exit, that is usually the feet. Tend to these parts immediately (3) During lightnings, if the hairs on your arm stand on edge, immediately sit frog-legged, put your head between your knees and put your hands on the knees (4) Do not use umbrella or cellphone during lightning, and avoid going into an open area (5) During heavy rains and lightning, switch off most of your electrical appliances like TV, fridge, AC, microwave oven, etc. (6) Use sandals to walk on your floor, do not move around bare foot (7) Stay away from all electrical appliances and metallic substances like iron pipes, that can act as conductor of electricity (8) Do not touch door knobs or window frames.

There has been a 34 per cent rise in the incidents of lightning strikes in India during the last one year. The highest spike was in Punjab, where the number rise three and a half times more compared to the previous year. Number of lightning strikes rose twice compared to previous year in Bihar, Haryana and Himachal Pradesh. According to one study, one per cent rise in global temperature causes 12 per cent hike in the number of lightning strikes.

Caution is the need of the hour. I have already described the do’s and don’ts to protect yourselves when you are at home. If you are driving a car during lightning, close all window glasses and do not touch any metallic point on the car body. Try to enter a building, after stopping your car till the bad weather subsides. There are some natural indicators about when a lightning could strike. Hairs on your body could stand up on edge and you could feel strong currents flowing in your body. The best protection is: run inside a building, and try to sit frog-legged, away from metallic substances.

हिल स्टेशनों, बाजारों में भीड़ बढ़ने से महामारी की तीसरी लहर का खतरा

AKBआज मैं एक बार फिर आपको आगाह करना चाहता हूं, आप चाहें तो इसे अपने जोखिम पर अनदेखा कर सकते हैं। ये बात सही है कि महाराष्ट्र और केरल को छोड़ अब पूरे देश में कोरोना का कहर थमता दिखाई दे रहा है। पर चितां की बात ये है कि मामले जिस रफ्तार से कम हो रहे हैं, लोगों की लापरवाही उतनी ही रफ्तार से बढ़ती जा रही है। मैं देख रहा हूं कि पिछले कई दिनो से बहुत से लोगों ने कोविड प्रोटोकॉल तोड़ना शुरू कर दिया है।
शुक्रवार रात को मैने अपने प्राइम टाइम शो ‘आज की बात’ में मसूरी, नैनीताल, शिमला और मनाली में छुट्टियां मनाते लापरवाह पर्यटकों की भारी भीड़ के दृश्य दिखाए। तस्वीरें भयावह थी, क्योंकि न किसी को सोशल डिस्टेंसिंग की परवाह थी, न मास्क लगाने की चिंता। अधिकतर पर्यटक बिना मास्क के भीड़ में घूम रहे थे। लापरवाही का यह रवैया खतरनाक साबित हो सकता है और देशवासियों को महामारी की एक और लहर के सामने खड़ा कर सकता है।
यहां मैं आपको बताना चाहता हूं कि लापरवाही का यह उदाहरण सिर्फ अपने मुल्क में नहीं है । यूरो कप का सेमिफाइनल देखने के लिए लंदन के वेम्बली स्टेडियम के अंदर और बाहर भारी भीड़ जमा हुई और बाद में उन्होंने इंग्लैंड की जीत का जश्न भी मनाया। शहर के पब हजारों समर्थकों से भर गए, जश्न मनाने के लिए हजारों लोग बिना मास्क और बिना सोशल डिस्टेंसिंग के सड़कों पर उतर आए। ब्रिटेन की सरकार वहां पर अनलॉक की योजना तैयार कर रही थी लेकिन भीड़ के इस आचरण ने उन्हें चिंता में डाल दिया। इसी तरह अमेरिका के मिलवाउकी में एनबीए के बास्केटबॉल मैच देखने के लिए भारी भीड़ इकट्ठा हई। इस तरह की भीड़ आगे चलकर कोरोना वायरस की सुपर स्प्रेडर बनती है। स्पेन के बार्सिलोना में 3 दिन के म्यूजिक फेस्टिवल में मौज करने के लिए हजारों की भीड़ जमा हुई।
शुक्रवार को स्वास्थ्य मंत्रालय ने अपनी प्रेस ब्रीफिंग में एक वीडियो दिखाया जिसमें सैंकड़ों पर्यटक अर्धनग्न अवस्था में बिना मास्क पहने मसूरी के कैम्पटी फॉल पर मौज करते हुए दिखाई दे रहे थे। स्वास्थ्य मंत्रालय ने उस वीडियो पर कहा, “क्या यह हमें संक्रमित करने के लिए कोरोना वायरस को खुला निमंत्रण नहीं है?” नीति आयोग के सदस्य (स्वास्थ्य) डॉ वीके पॉल ने कहा, कि यह एक बड़ी चिंता का विषय है, अभी ढील बढ़ाने की कोई गुंजाइश नहीं, क्योंकि ऐसा करने से हमें कोरोना को नियंत्रित करने में जो बढ़त मिली है वह खत्म हो सकती है। मैं दर्शकों को याद दिलाना चाहता हूं कि प्रधानमंत्री नरेंद्र मोदी ने अपने नए कैबिनेट की पहली बैठक में क्या कहा । उन्होंने कहा है कि महामारी अभी गई नहीं है और हमारी तरफ से की गई कोई भी लापरवाही फिर तबाही मचा सकती है।
लगातार 55 दिन तक मामले घटने के बाद कोविड के नए मामले फिर से बढ़ने शुरू हो गए हैं। शुक्रवार को देश में 42,718 नए कोरोना केस दर्ज किए गए हैं। इस हफ्ते भारत में अबतक 2,09,892 मामले सामने आए हैं। रूस, इंडोनेशिया, बांग्लादेश, दक्षिण कोरिया और ब्रिटेन में कोरोना के मामले बढ़ना शुरू हो गए हैं क्योंकि वायरस नए सिरे से रूप बदल रहा है।
हालांकि हिमाचल प्रदेश और उत्तराखंड की सरकारों ने हिल स्टेशनों पर भारी संख्या में पहुंच रहे पर्यटकों पर नए सिरे से प्रतिबंध लगाना शुरू कर दिए हैं, लेकिन ‘रिवेंज टूरिज्म’ में कमी आना बाकी है। ऐसा लगता है कि लोग दूसरी लहर का सदमा भूलने के लिए हिल स्टेशनों पर जाकर मौज करना चाहते हैं, लेकिन ऐसा करने से वे अपने आप को संभावित तीसरी लहर की वजह बना लेंगे।
हिमाचल प्रदेश में रोजाना 18,000 से ज्यादा वाहन दाखिल हो रहे हैं, जिनके जरिए मैदानी क्षेत्रों के पर्यटक वहां पहुंच रहे हैं। घूमने के लिए हिमाचल प्रदेश में एक हफ्ते के अंदर 7 लाख से ज्यादा पर्यटक पहुंचे हैं। हिमाचल के सभी होटल, कॉटेज और लॉज बुक हो चुके हैं।
इंडिया टीवी के रिपोर्टर पुनीत परिंजा ने शिमला के माल पर बिना मास्क और बिना सोशल डिस्टेंसिंग के चल रही भारी भीड़ के दृश्य भेजे हैं। होटल के मालिकों ने बताया कि आम तौर पर शिमला में मैदानी इलाकों के पर्यटक वीकेंड में 2-3 दिन के लिए घूमने आते हैं लेकिन इस बार उत्तर भारत में भीषण गर्मी पड़ रही है और इसकी वजह से कई पर्यटकों ने परिवार के साथ रहने के लिए पूरे महीने के लिए कॉटेज बुक कर लिए हैं। दिल्ली-एनसीआर में कई कंपनियों में ‘वर्क फ्रॉम होम’ चल रहा है, जिस वजह से कई कर्मचारियों ने हिमाचल प्रदेश में रहते हुए कंपनियों के लिए काम करना शुरू किया है।
दिल्ली, मुंबई, बेंगलुरु और हैदराबाद में बाजार खरीदारी करने वालों की भीड़ से भरे पड़े हैं, और अधिकतर लोग कोरोना नियमों का पालन नहीं कर रहे। हालांकि मुंबई में संक्रमण की दर अभी कम है लेकिन बीएमसी को आशंका है कि बाजारों में भीड़ अगर ऐसे ही बढ़ती रही तो कोरोना का मामले फिर से बढ़ सकते हैं। मुंबई महानगर में अबतक कोरोना की वजह से 15,500 से ज्यादा लोग मारे जा चुके हैं, लेकिन अब भी लोगों में इस वायरस को लेकर डर नहीं दिख रहा है।
दिल्ली में भी यही हाल है। करोल बाग, लाजपत नगर, सरोजनी नगर, चांदनी चौक, गांधी नगर और लक्ष्मी नगर जैसे बाजार खरीदारी करने वालों की भीड़ से भरे हुए हैं। कोरोना नियमों के उलंघन के लिए स्थानीय प्रशासन ने हालांकि कुछ बाजारों को 3 दिन तक बंद करने का आदेश दिया है, लेकिन दिक्कत ये है कि लोग मानने को तैयार नहीं।
हिल स्टेशनों और शहर के बाजारों में भीड़ तो यही दर्शाती है कि लोगों में उस वायरस का डर नहीं बचा है जिसने दूसरी लहर के 3 महीनों के दौरान हमारे जीवन को संकट में डाला। लोगों को अब ज्यादा चिंता इस बात की है कि गर्मी से कैसे बचा जाए और बाहर जाकर परिवार के साथ कैसे मौज मस्ती की जाए। मैं लोगों को छुट्टियों का लुत्फ उठाने से नहीं रोक रहा, लेकिन छुट्टियों में मजे करने के लिए ‘जोश’ के साथ ‘होश’ भी ज़रूरी है।
इस वक्त भारत के 736 जिलों में से 80 प्रतिशत से ज्यादा कोविड के मामले सिर्फ 90 जिलों से हैं। इनमें अधिकतर जिले केरल, महाराष्ट्र और पूर्वोत्तर राज्यों के हैं। ऐसे सिर्फ 66 जिले हैं जहां पर कोरोना के संक्रमण की दर 10 प्रतिशत से ज्यादा है।
मैं इन आंकड़ों को इसलिए बता रहा हूं ताकि पता चल सके कि एक राष्ट्र के तौर पर हमने मिलकर कोरोना वायरस के खिलाफ कैसे लड़ाई लड़ी । लेकिन अगर हम खुद कोरोना प्रोटोकॉल को नहीं मानेंगे और लापरवाही बरतेंगे, तो कोरोना के खिलाफ लड़ाई में पिछले 3 महीनों के दौरान जो बढ़त बनाई है उसे गंवा देगे। इसलिए जब भी बाहर जाएं, मास्क पहनें, भीड़भाड़ में जाने से बचें और समय समय पर अपने हाथ धोते रहें। राज्य सरकारों को भी यह सुनिश्चित करना होगा कि हिल स्टेशनों और शहर के बाजारों में भीड़ न बढ़े।
स्पेन, अमेरिका और ब्रिटेन में जो हो रहा है हमें उससे सीखना होगा। आर्थिक तौर पर ये देश ज्यादा मजबूत हैं और इनके पास मजबूत हेल्थ इंफ्रास्ट्रक्चर है, इन देशों में अधिकतर लोगों को वैक्सीन भी मिल चुकी है और लोग खुद अपनी साफ सफाई का ध्यान भी रख रहे हैं। इन देशों ने व्यापक वैक्सिनेशन के दम पर महामारी पर काबू पाया है लेकिन खेल और म्यूजिक के आयोजनों में भीड़ जुटने से वहां भी कोरोना के केस बढ़ गए हैं।
भारत में समूचे देश ने एकजुट प्रयास से महामारी की दूसरी लहर को को काबू में किया । क्या आपको वे ऑक्सीजन एक्सप्रेस रेलगाड़ियों याद हैं, जिनके जरिए लाखों लीटर लिक्विड ऑक्सीजन देश के एक कोने से दूसरे कोने में पहुंचाया गया? आपको वे ऑक्सीजन सिलेंडर और कंटेनर याद हैं जिन्हें हमें दूसरे देशों से समुद्री रास्ते लाना पड़ा? आपको वायुसेना के वे जहाज याद हैं जिनके जरिए खाली ऑक्सीजन टैंकों को देश के एक कोने से दूसरे कोने तक पहुंचाया गया?
ये सब बहुत पुरानी बातें नहीं हैं बल्कि 2-3 महीने पहले यानि अप्रैल और मई के दौरान ही यह सब घटा है। महामारी का प्रकोप इस साल फरवरी में बहुत कम हो गया था, लेकिन लापरवाही की वजह से प्रकोप अप्रैल और मई के दौरान फिर से बढ़ गया, और इसकी वजह से हमें अपने प्रियजनों को खोना पड़ा। अगर हमने कोविड प्रोटोकोल की सलाह पर ध्यान नहीं दिया, तो हमें एक बार फिर वैसे मंजर से गुजरना पड़ सकता है। इसलिए, आप सभी भीड़ में जाने से बचें, पब्लिक में जब भी जाएं तो मास्क पहनकर जाएं और समय समय पर अपने हाथ धोते रहें। यह छोटी सलाह है, लेकिन काम की और आसानी से अपनाई जा सकने वाली सलाह है। समय पर उठाया गया छोटा-सा कदम, भविष्य की बड़ी समस्याओं से बचाता है।

Crowding hill stations and markets can spark a third wave of pandemic

akbToday I again want to sound a note of caution which you can ignore at your own peril. Though the number of fresh Covid-19 cases has declined in most of the states except Kerala and Maharashtra, I am noticing people have again started breaking Covid protocol with a vengeance.

In my prime time show ‘Aaj Ki Baat’ on Friday night, we showed visuals of huge crowds of tourists throwing caution to the wind while enjoying their holiday in tourist spots like Mussoorie, Nainital, Shimla, Manali and other places. These images are frightening, because most of the tourists are not wearing masks and are moving in crowds. This negligent attitude can be dangerous and again make our countrymen face a fresh wave of pandemic.

Here I want to cite instances of how huge crowds that had descended to watch the Euro Cup semifinal inside and outside the Wembley stadium in London later celebrated England’s victory with gay abandon. Thousands of fans crammed into pubs and came out on streets to celebrate, without wearing masks and practising social distancing. This has caused grave concern among UK authorities who were planning to unlock restrictions. Similarly, there were huge crowds in the USA that had congregated to watch NBA basketball matches in Milwaukee. These crowds later became super spreaders of Coronavirus. In Barcelona, Spain, a three-day music festival opened with thousands of revellers turning up.

On Friday, the health ministry at its daily briefing showed a video of hundreds of semi-clad tourists, without masks, enjoying a bath at the Kempty Falls in Mussoorie, and issued a caution asking: “Is it not an open invitation for Covid-19 virus to infect us?” Niti Aayog member (health) Dr V K Paul said, it was a serious cause of concern and there is no scope for lowering the guard as it can reverse the gains (earned after lockouts). I want to remind viewers about what the Prime Minister Narendra Modi said at the first meeting of his reshuffled cabinet. He said, the pandemic is not gone and any negligence on our part can again cause havoc.

After 55 days of continuous decline, the number of fresh cases has started to rise again. On Friday, India logged 42,718 fresh Covid cases. India has reported 2,09,892 cases so far this week. Already Covid cases are on the rise in countries like Russia, Indonesia, Bangladesh, South Korea and UK, as fresh mutations of the virus are taking place.

While the Himachal Pradesh and Uttarakhand governments have started imposing fresh restrictions on the number of tourists arriving at hill stations, the surge in ‘revenge tourism’ is yet to abate. It appears as if people want to go out to hill stations to forget the trauma of the second wave, but, in the process, they themselves could become the harbingers of the expected third wave.

More than 18,000 vehicles are entering Himachal Pradesh daily bringing more influx of tourists from the plains. More than seven lakh tourists have gone to HP within a week to visit tourist spots. All hotels, cottages and lodges in Himachal Pradesh are booked.

Our reporter Puneet Parinja sent us visuals of huge crowds moving around without masks and social distancing at The Mall in Shimla. Hotel owners said that tourists from the plains normally visited hill stations for weekends or more than three days, but this time, due to heat wave in northern India, many tourists have booked cottages to stay with their families for nearly a month. Due to ‘work from home’ protocol prevailing in several corporates in Delhi-NCR, many have started working online for their companies from places in Himachal Pradesh.

In Delhi, Mumbai, Bengaluru and Hyderabad, markets are overflowing with shoppers with most of them disregarding Covid norms. Though the positivity rate is lower in Mumbai now, yet BMC authorities fear that the number of cases could rise if crowding in markets continues. More than 15,500 people died of Covid in Mumbai metropolis till now, and yet, people are no more afraid of the virus.

The same is the case in Delhi. Markets like Karol Bagh, Lajpat Nagar, Sarojini Nagar, Chandni Chowk, Gandhi Nagar and Laxmi Nagar are overflowing with shoppers. Local authorities ordered temporary shutdown of some of the markets for three days for violation of Covid guidelines, but crowds continue to throng most of these markets.

Crowds at hill stations and city markets reflect the obvious: People are no more afraid of the virus that had threatened our lives only three months ago when the second wave swept India. People are now more worried about how to beat the summer heat wave and enjoy outings with their families. I do not want to prevent people from holidaying, but in the ‘josh’ (enthusiasm) for enjoying vacation, one should not forget ‘hosh’ (caution).

At this moment, out of 736 districts in India, 80 per cent of Covid cases are spread across 90 districts only. Most of these districts are in Kerala, Maharashtra and the sparsely populated North East states. There are only 66 districts where the positivity rate is more than ten per cent.

I am citing these statistics to explain how we, as a nation, worked unitedly to corner the Coronavirus epidemic that had swept our country. But if we, as common people, start flouting Covid protocol and indulge in negligence, we will lose all the gains that we have made during the last three months. Wear masks when you move in public places, avoid crowds and wash your hands frequently. State governments must play an active role in ensuring that there are no crowds in markets and hill stations.

We must learn from what is happening in Spain, UK and the USA. These are advanced economies having a strong health infrastructure, where people take care of their personal hygiene and where most of the population has been vaccinated. These countries had cornered the pandemic through mass vaccinations, but after crowds collected at sports and music events, the number of Covid cases are again on the rise.

In India, we managed to control the epidemic after a nationwide massive effort. Remember the Oxygen Express trains that were transporting millions of litres of liquid oxygen from one corner of the country to another? Remember the large number of oxygen containers and cylinders that we had to bring in ships from abroad? Remember the IAF transport aircraft that were used to ferry empty oxygen tanks from one part of India to another?

This was not long ago. It was in the months of April and May, hardly two-three months ago. We are moving back fast to square one. The pandemic was at its lowest ebb in February this year, but due to mass negligence, it reached its peak in April and May, taking the lives of our near and dear ones. If we do not heed to sane advice, we may be facing the same scenario again. Avoid mixing up with crowds, always wear masks in public and frequently wash your hands. These are simple, but helpful, advices and easy to follow. Remember the old proverb? A stitch in time saves nine.

चुनौतियों से भरी है नए कैबिनेट मंत्रियों की राह

AKB30 कैबिनेट में हुए फेरबदल के अगले दिन सोशल मीडिया पर दिनभर मोदी सरकार के नए मंत्रियों की चर्चा होती रही। इससे पहले कि नए मंत्री अपने मंत्रालय में जाकर कामकाज संभालते, ट्रोल्स ने उनका बैकग्राउंड खंगालने के साथ-साथ उनके अनुभव, क्षमता और जाति के लोकर तमाम सवाल खड़े कर दिए। किसी मंत्री के पुराने ट्वीट निकाल उनका मजाक बनाया गया तो किसी की हटाए गए मंत्रियों से तुलना की गई। कैबिनेट में हुई फेरबदल में जिन वरिष्ठ मंत्रियों को हटाया गया, उन्हें लेकर भी तरह-तरह की बातें की गईं।

सोशल मीडिया पर सबसे ज्यादा उत्सुकता ओडिशा से राज्यसभा सांसद और नए रेलवे, संचार और सूचना प्रौद्योगिकी मंत्री अश्विनी वैष्णव को लेकर थी। वैष्णव IAS रह चुके हैं। वह सीमेंस के वाइस प्रेसिडेंट थे और बाद में राजनीति में आने से पहले एक उद्यमी थे। वह पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी के कार्यालय में भी सेवाएं दे चुके हैं।

सोशल मीडिया पर इस तरह की अटकलें लगाई जा रही थीं कि उनके पूर्ववर्ती रविशंकर प्रसाद को ट्विटर के साथ चल रही रस्साकशी के चलते इस्तीफा देने के लिए कहा गया था। इस बात की भी अटकलें लगाई जा रही थीं कि क्या वैष्णव के आने से ट्वीटर के साथ तकरार खत्म हो जाएगी। आईटी मंत्री के रूप में कार्यभार संभालने के तुरंत बाद वैष्णव ने कहा, ‘सभी को देश के कानून का पालन करना होगा। भारत में रहने और काम करने वाले सभी लोगों को देश के नियमों का अनुपालन करना होगा।’ नए मंत्री ने साफ-साफ शब्दों में संदेश दिया। उनसे पूछा गया था कि ट्विटर सोशल मीडिया के लिए सरकार द्वारा बनाए गए नए आईटी नियमों का पालन करने में आनाकानी क्यों कर रहा है।

अश्विनी वैष्णव को मंत्रालयों को संभालने का कोई पिछला अनुभव नहीं है और न ही वह लंबे समय तक संसद सदस्य रहे हैं। लेकिन प्रधानमंत्री मोदी ने उन्हें 3 महत्वपूर्ण मंत्रालयों- रेलवे, सूचना प्रौद्योगिकी और संचार- की जिम्मेदारी एक साथ दे दी। पूर्व नौकरशाह अश्विनी वैष्णव ने ओडिशा में आए तूफान के दौरान कटक और बालासोर के जिला कलेक्टर के रूप में काफी अच्छा काम किया था।

बिहार की जन अधिकार पार्टी के नेता पापू यादव ने एक के बाद एक कई ट्वीट किए। उन्होंने लिखा,‘बेचारे रविशंकर प्रसाद, अपने आका को खुश करने के लिए कर रहे थे ट्विटर पर वार, उनके आका अपने अमेरिकी आका की खुशामद में कर दिया इनका पत्ता साफ!’ एक अन्य ट्वीट में उन्होंने लिखा, ‘अश्विनी वैष्णव को रेलमंत्री भारतीय रेल को नीलाम करने के लिए बनाया है। उनकी नियुक्ति स्पष्ट रूप से हितों के टकराव का मामला है। वह रेलवे को सप्लाई देने वाली निजी विदेशी कंपनी जीई ट्रांसपोर्टेशन के एमडी थे। उन्होंने गुजरात में दो कंपनी बनाई थी,इनकी जांच हो तो बड़ा गोरखधंधा उजागर होगा!’

ट्रोल्स और विपक्षी नेताओं द्वारा किए गए अधिकांश ट्वीट न तो तथ्यात्मक थे और न ही प्रासंगिक। अश्विनी वैष्णव ने कार्यभार संभालने के बाद सबसे पहले ट्विटर मामले पर सारी अटकलों का जवाब दे दिया। उन्होंने बता दिया कि इसे लेकर न सरकार की नीति बदली है और न नीयत में बदलाव हुआ है। उनका बयान एक ऐसे समय में आया है जब दिल्ली हाई कोर्ट ने ट्विटर को नए आईटी नियमों के तहत 2 सप्ताह के अंदर अपने 3 शीर्ष अधिकारियों की नियुक्ति करने का निर्देश दिया है।

सुप्रीम कोर्ट द्वारा दिल्ली हाई कोर्ट के निर्देश पर रोक लगाने से इनकार के बाद दिल्ली हाई कोर्ट का यह आदेश आया है। ट्विटर ने नए अधिकारियों की नियुक्ति के लिए 8 सप्ताह का समय मांगा था। ट्विटर नए आईटी नियमों का पालन करने के लिए सहमत हो गया है और पहले ही एक अंतरिम मुख्य अनुपालन अधिकारी की नियुक्ति कर चुका है। इसने एक नोडल अधिकारी और मुख्य शिकायत अधिकारी की नियुक्ति का भी वादा किया है।

नए मंत्री के बारे में पप्पू यादव का बयान कि वह अमेरिका की दिग्गज सोशल मीडिया कंपनी के पक्ष में काम कर सकते हैं, ताजा घटनाक्रम को देखते हुए गलत साबित हुआ है। अश्विनी वैष्णव ने कार्यभार संभालने से पहले गुरुवार को अपने पूर्ववर्ती रविशंकर प्रसाद से मुलाकात कर उनसे सलाह मशविरा कर लिया था।

जो लोग यह गलत धारणा पालकर बैठे थे कि ट्विटर के दबाव के चलते रविशंकर प्रसाद को अपना पद छोड़ना पड़ा, वे शायद प्रधानमंत्री मोदी को नहीं जानते। मोदी दबाव में आने वालों में से नहीं हैं, लेकिन उन्हें अपनी सरकार की छवि की फिक्र जरूर रहती है। जो लोग अश्विनी वैष्णव के बारे में सोशल मीडिया पर सवाल उठा रहे हैं, या जिन्हें उनकी काबिलियत के बारे में जिन्हें शक है, उन्हें मैं बता दूं कि अश्विनी करीब 18 साल तक IAS रहे हैं। मैं उन्हें उस वक्त से जानता हूं जब 2003 में वह तत्कालीन प्रधानमंत्री अटल बिहारी वाजपेयी के डिप्टी सेक्रेटरी थे। इसके बाद वह वाजपेयी के प्राइवेट सेक्रेटरी भी रहे।

राजस्थान के जोधपुर के रहने वाले अश्विनी वैष्णव ओडिशा के मुख्यमंत्री नवीन पटनायक की सरकार में सबसे चहेते अधिकारियों में से एक थे। 2008 में उन्होंने स्टडी लीव ली और एमबीए करने के लिए व्हार्टन यूनिवर्सिटी चले गए। इसके बाद उन्होंने सरकारी नौकरी से इस्तीफा दे दिया। उन्होंने जीई और सीमेंस जैसी बहुराष्ट्रीय कंपनियों के लिए काम किया और अपना बिजनस शुरू करने के लिए इन कंपनियों से भी इस्तीफा दे दिया।

दो साल पहले ही बीजेपी ने उन्हें ओडिशा से राज्यसभा का टिकट दिया था। चुनाव के दौरान उन्हें नवीन पटनायक की पार्टी बीजू जनता दल का भी समर्थन मिला। मैंने राज्यसभा में उनका भाषण सुना है और मैं कह सकता हूं कि वह एक प्रभावी वक्ता हैं। उन्होंने केंद्रीय बजट पर बोलते हुए कांग्रेस पर निशाना साधा था।

अगर अश्विनी वैष्णव कैबिनेट मंत्री नहीं बनते तो लोग उनके भाषण को भूल जाते। मुझे लगता है कि किसी की क्षमताओं का आकलन करने से पहले उस शख्स के बैकग्राउंड को जानना चाहिए। हमें वैष्णव को कुछ वक्त देना चाहिए ताकि वह अपने मंत्रालयों का कामकाज समझ सकें और फिर कुछ समय बाद उनके काम की समीक्षा होनी चाहिए। यदि वह कोई गलती करते हैं तो उनकी आलोचना भी होनी चाहिए, लेकिन इससे पहले उन्हें एक मौका देने की जरूरत है।

ऐसी बातें कि अमेरिका में पढ़ाई करने के चलते वैष्णव अमेरिका के प्रभाव में आ जाएंगे और ट्विटर को बख्श देंगे, बचकानी और गैर जिम्मेदाराना हैं। और ऐसी बातों की भी कोई बुनियाद नहीं है कि रविशंकर प्रसाद को हटाने के लिए अमेरिका की सोशल मीडिया टूल्स ने प्रधानमंत्री मोदी पर दबाव डाला था। यह नहीं भूलना चाहिए कि प्रसाद की वजह से ही फेसबुक और इंस्टाग्राम ने करीब 3 करोड़ आपत्तिजनक पोस्ट हटाई थीं।

रविशंकर प्रसाद के कार्यकाल में कई बड़ी मल्टिनेशनल कंपनिया चीन छोड़कर काम करने के लिए भारत आ गई थीं। मेरे सूत्रों के मुताबिक, रविशंकर प्रसाद को पार्टी के संगठन में बडी जगह दी जाएगी और ऐसा पहले भी कई बार हुआ है। और अगर ऐसा हुआ तो ट्रोल करने वाले क्या कहेंगे?

नए स्वास्थ्य मंत्री मनसुख मांडविया को शपथ लेने के तुरंत बाद ट्रोल ही किया जाने लगा था। ट्रोल्स ने उनके कई साल पुराने ट्वीट्स को ढूंढ़ निकाला और अंग्रेजी में की गई वर्तनी और व्याकरण संबंधी गलतियां दिखाने लगे। मांडविया के लगभग 9 साल पुराने ट्वीट्स के स्क्रीनशॉट सोशल मीडिया पर वायरल हो गए और लोगों ने उनका मजाक उड़ाना शुरू कर दिया। अपनी पहली प्रेस कॉन्फ्रेंस में जब एक रिपोर्टर ने उन्हें ट्रोल्स की हरकतों के बारे में बताया तो मनसुख मांडविया ने अच्छा जवाब दिया। उन्होंने कहा, ‘मैं यहां काम करने आया हूं और लोगों की ऐसी बातों पर प्रतिक्रिया देने के लिए मेरे पास वक्त नहीं है।

नए स्वास्थ्य मंत्री ने अपना काम संभालने के पहले दिन ही इस बात की जानकारी दी कि केंद्र इस साल दिसंबर तक भारत के सभी जिला मुख्यालयों में ऑक्सीजन टैंक उपलब्ध कराने के लिए क्या कदम उठा रहा है। महामारी की संभावित तीसरी लहर के से निपटने के लिए यह एक बड़ा कदम साबित हो सकता है।

मांडविया ने कोविड-19 से फौरी तौर पर निपटने के लिए नए मंत्रिमंडल द्वारा अनुमोदित 23,123 करोड़ रुपये के कोविड इंफ्रास्ट्रक्चर पैकेज की घोषणा की। पैकेज में पिडियाट्रिक केयर (बच्चों के स्वास्थ्य देखभाल) के लिए अस्पतालों में ज्यादा इंफ्रास्ट्रक्चर का निर्माण, कोविड रोगियों के लिए अस्पताल के बिस्तरों का दोबारा इस्तेमाल, जीनोम अनुक्रमण को मजबूत करने, आईसीयू सुविधाओं की संख्या में वृद्धि, ऑक्सीजन टैंकों की स्थापना और कोविड महामारी से निपटने के लिए आवश्यक प्रमुख दवाओं के बफर स्टॉक के निर्माण के प्रावधान हैं। कुल खर्च में 15,000 करोड़ रुपये केंद्र से और 8,123 करोड़ रुपये राज्यों से आएंगे। ऐसा लगता है कि मांडविया एक मिशन के साथ काम करने आए हैं और शायद ‘मेरा काम बोलेगा’ उनका आदर्श वाक्य है।

मुझे लगता है कि किसी की काबिलियत पर इस बात से कोई फर्क नहीं पड़ता कि वह कितनी अच्छी अंग्रेजी जानता है। मंत्रालय संभालने के 12 घंटे के भीतर मनसुख मांडविया ने अगले 9 महीने का प्लान बता दिया, और वह भी बकायदा प्रेस कॉन्फ्रेंस में।

इस बात में कोई शक नहीं कि देश के सामने कोरोना की चुनौती बहुत बड़ी है। कोरोना को लेकर सरकार की बहुत बदनामी हुई है, लोगों ने बहुत दर्द झेला है। हजारों परिवारों को अपनों को खोने का दर्द सहना पड़ा है। लोगों के मन में बहुत सारे सवाल हैं कि अगर तीसरी लहर आ गई तो क्या होगा? उनके मन में इस बात को लेकर आशंकाएं हैं कि क्या सरकार संभावित तीसरी लहर से प्रभावी तरीके से निपट पाएगी।

क्या दूसरी लहर के जैसे हालात फिर पैदा हो जाएंगे जब लोगों को दवाएं, ऑक्सीजन, आईसीयू वेंटिलेटर और यहां तक कि अस्पताल के बिस्तर भी नहीं मिल पाए थे? मांडविया ने गुरुवार को जो कहा वह हमारे दिलों में उम्मीद जगाता है और मुझे आशा है कि सरकार तीसरी लहर को संभालने में सक्षम होगी।

जब खेल मंत्री किरेन रिजिजू को केंद्रीय कानून मंत्री बनाया गया तो वह भी सोशल मीडिया पर ट्रोल्स के निशाने पर आ गए। उन्होंने कानून को लेकर उनकी जानकारी की तुलना उनके पूर्ववर्ती रविशंकर प्रसाद के कानूनी कौशल से की, जो कानून के बड़े जानकार और जाने माने वकील के रूप में जाने जाते हैं।

मैं जानता हूं कि रिजिजू ने दिल्ली यूनिवर्सिटी से एलएलबी की है लेकिन उन्होंने वकील के तौर पर कभी प्रैक्टिस नहीं की। तब तक उन्होंने अपने गृह राज्य अरुणाचल प्रदेश में सियासी पारी की शुरुआत कर दी थी। गुरुवार को रिजिजू ने माना कि यह उनके लिए एक ‘बड़ी चुनौती’ है। उन्होंने कहा, ‘सब कुछ उचित मार्गदर्शन, विषय की समझ और दिमाग का इस्तेमाल करके संभाला जा सकता है।’ विधि मंत्रालय सुप्रीम कोर्ट और हाई कोर्ट के जजों के ट्रांसफर, पोस्टिंग और प्रमोशन के साथ-साथ न्यायिक बुनियादी ढांचे में सुधार में महत्वपूर्ण भूमिका निभाता है।

मुझे लगता है कि यह अच्छी बात है कि सोशल मीडिया के बहाने आज हमें अपने लीडर्स को जानने का मौका मिल रहा है, उनकी बातें सुनने का मौका मिल रहा है। किरेन रिजिजू गृह मंत्रालय में एक ऐक्टिव राज्य मंत्री थे, और बाद में जब उन्हें खेल का प्रभार दिया गया तो भी उन्होंने अच्छा काम किया। वह पूर्वोत्तर राज्य अरुणाचल प्रदेश से ताल्लुक रखते हैं, धाराप्रवाह हिंदी बोलते हैं और एक काबिल मंत्री हैं।

उनके सामने कानून मंत्री के तौर पर सबसे बडी चुनौती पेंडिंग मुकदमों की बड़ी संख्या की है। इससे लोग बहुत परेशान हैं। अदालतों में जजों की नियुक्ति के मामले अटके हुए हैं । न्यायपालिका का कहना है कि सरकार जजों की जल्द नियुक्ति नहीं करती, इसलिए इतनी सारी वैकेंसी हैं। वहीं, सरकार को लगता है कि न्ययपालिका जजों की नियुक्ति प्रक्रिया में काफी वक्त लगाती है। लेकिन कुल मिलाकर हालत यह है कि बड़ी संख्या में लंबित मुकदमों के कारण लाखों लोग परेशान है। इसका रास्ता किरण रिजिजू को जरूर निकालना पड़ेगा।

Challenges before new cabinet ministers

AKB30 The day after the cabinet reshuffle, social media was agog with trolls digging out the backgrounds of new ministers, raising questions, doubts and suspicions even before the new ministers took charge. Some trolls raised questions about the castes of new ministers, some dug out old tweets posted by the new entrants and compared them with their predecessors. Baseless speculations were made about why senior ministers were dropped in the reshuffle.

There was much curiosity on social media about the new Railway, Communications and Information Technology Minister Ashwini Vaishnaw, a Rajya Sabha MP from Odisha. Vaishnaw is a former IAS officer. He was the vice-president of Siemens and later became an entrepreneur before joining politics. He also worked in former Prime Minister Atal Bihari Vajpayee’s office.

There were speculations on social media that his predecessor Ravi Shankar Prasad was asked to quit because of the ongoing issue with Twitter. There were also speculations over whether Vaishnaw would toe a conciliatory line towards Twitter. Soon after taking charge as IT minister, Vaishnaw said, “everyone will have to follow the law of the country. All those who live and work in India will have to abide by the rules of the country.” The new minister’s message was loud and clear. His reply was to the question about why Twitter was reluctant to abide by the new IT rules framed by the government for social media.

Ashwini Vaishnav has had no previous experience in handling ministries nor has been a member of Parliament for long. But Prime Minister Modi has given him charge of three important ministries – Railway, Information Technology and Communications. A former bureaucrat, he did exemplary work in Odisha as district collector of Cuttack and Balasore during the cyclone.

Bihar Jan Adhikar Party leader Papu Yadav posted a series of tweets: “Poor Ravi Shankar Prasad was crossing swords with Twitter to keep his boss happy, but his boss in order to keep American masters happy, sacked him”. He also tweeted: “Ashiwini Vaishnaw was made Railway Minister in order to auction Indian Railways. His appointment is clearly a clash of interests. He was MD of GE Transportation which used to supply materials to Indian Railways. He had set up two companies in Gujarat, which requires a probe.”

Most of the tweets by trolls and opposition leaders were neither factual nor relevant. Already Vaishnaw has made the government’s policy on Twitter quite clear after taking charge. His comments came at a time when Delhi High Court directed Twitter to make appointments of its three top executives within two weeks under new IT rules.

The High Court order came after Supreme Court refused to stay the Delhi High Court directive. Twitter had sought eight weeks’ time to appoint new executives. Twitter has agreed to follow the new IT rules and has already appointed an interim chief compliance officer. It has also promised to appoint a nodal officer and chief grievance officer.

Pappu Yadav’s comment about the new minister expected to toe the American social media giant’s line flies in the face of these latest developments. Ashiwni Vaishnaw had called on his predecessor Ravi Shankar Prasad and sought his advice on Thursday before taking charge.

Those who were harbouring the false notion that Ravi Shankar Prasad’s exit was due to pressure from Twitter, do not know Prime Minister Modi’s style of working. Modi never gives in to pressure, but yes, he is always careful about his government’s image. Ashwini Vaishnaw has worked as an IAS officer for 18 years in government. I personally know him since 2003 when he was a deputy secretary in the then PM Vajpayee’s office. He also worked as private secretary to Vajpayee.

Hailing from Jodhpur, Rajasthan, he was one of the blue eyed officers in Odisha chief minister Naveen Patnaik’s government. In 2008, he took study leave from service, went to Wharton to do his MBA, and then resigned from government service. He worked for multinational companies GE and Siemens. He then resigned to become an entrepreneur.

Two years ago, BJP gave him a Rajya Sabha ticket from Odisha. He got support from Naveen Patnaik’s Biju Janata Dal during the election. I have heard his speech in Rajya Sabha and I can say, he is an effective orator. He lashed out at the Congress while speaking on the Union Budget.

Had Ashwini Vaishnaw not become a cabinet minister, people would have forgotten his speech. I think one should know an individual’s background before assessing one’s capabilities. We should give Vaishnaw some time to understand the working of his ministries and then assess his performance. If he commits a mistake, it must be criticized, but first, give him an opportunity.

Comments like Vaishnaw could be an American stooge and may help Twitter only because he studied in the US, are childish and irresponsible. And, to say that the powerful American social media tools put pressure on the PM to remove Ravi Shankar Prasad is also without basis. It was because of Prasad that nearly three crore objectionable posts were removed by Facebook and Instagram.

During Ravi Shankar Prasad’s tenure, several big multinational companies had left China and had come to work in India. According to my sources, Ravi Shankar Prasad may be given a big responsibility in the party organisation, and he had done so in the past too. Social media trolls will then have to eat crow when this materializes.

The new Health Minister Mansukh Mandaviya was trolled soon after he took oath. Trolls dug up his old tweets and pointed out at spelling and grammatical mistakes that he made in English. Screen shots of his old tweets, some nine year old, were making the rounds and he was made an object of ridicule. At his first press conference, when a reporter pointed out at what the trolls are up to, Mansukh Mandaviya gave a nice reaction. He said, ‘I have come here to work and I do not have time to react to what others are saying’.

The new health minister announced on Day One of his new job the steps that the Centre is taking to provide oxygen tanks in all district headquarters of India by December this year. This is a gigantic work in the face of a potential third wave of pandemic that could take place.

Mandaviya announced a Rs 23,123 crore Covid infrastructure package approved by the new Cabinet for emergency response towards Covid-19. The package provides for creating more infrastructure in hospitals for paediatric care, repurposing of hospital beds for Covid patients, strengthening of genome sequencing, augmenting the number of ICU facilities, installation of oxygen tanks and creation of buffer stocks of key medicines required to tackle Covid pandemic. Out of the total outlay, Rs 15,000 crore will come from the Centre and Rs 8,123 crore will come from states. Mandaviya appears to be a man with a mission and he probably believes in the motto: ‘my work will speak’.

I personally feel that an individual’s talent and capability do not depend on the person’s knowledge of English language alone. Within 12 hours of taking charge of the health ministry, Mandaviya outlined his plan for the next nine months, in public.

There is no doubt that the nation faces a big challenge from the Covid outbreak and the government had to face a lot of criticisms because of the pandemic. Thousands of families had to face grief because of the death of their near and dear ones, people have lots of questions and doubts in their mind about whether the Centre will be able to deftly handed the expected third wave.

Will there be a repeat of the situation during second wave when people failed to get medicines, oxygen, ICU ventilators and even hospital beds? What Mandaviya said on Thursday kindles hopes in our hearts and I expect the government to handle the third wave competently.

When Sports Minister Kiren Rijiju was appointed as Union Law Minister, social media trolls were out with their knives. They compared his knowledge about law with the legal acumen of his predecessor, Ravi Shankar Prasad, who had a formidable reputation in law courts as an influential lawyer.

I know Rijiju did his LLB from Delhi University but never practised as a lawyer. He had, by then, entered politics in his home state, Arunachal Pradesh. On Thursday. Rijiju admitted that it was a “huge challenge” for him. He said, “everything can be handled with proper guidance, understanding of the subject and application of mind”. The Law ministry plays a key role in the transfer, posting and elevation of Supreme Court and High Court judges and improvement of judicial infrastructure.

I think one good advantage of having a vibrant social media is that common people now know much about their ministers and they watch them speaking. Kiren Rijiju was a capable Minister of State in the Home Ministry, and later he did good work when he was given charge of sports. Though hailing from the northeastern state of Arunachal Pradesh, he speaks fluently in Hindi and is a capable minister.

The Law Ministry that he has to now look after, faces the crucial problem of mounting number of pending cases. There is a huge backlog in the appointment of judges. The judiciary had been complaining about delay in the appointment of judges, while the Centre says that the higher judiciary is taking time in processing these appointments. The net result is that millions of litigants are facing problems due to the large number of pending cases. Rijiju will have to find a way out.

क्या है मोदी कैबिनेट में बड़े बदलाव के पीछे का राजनीतिक संदेश

AKB30 प्रधानमंत्री नरेंद्र मोदी ने बुधवार को 36 नए मंत्रियों को शामिल करके, 7 राज्य मंत्रियों का प्रमोशन करके और रविशंकर प्रसाद, डॉ हर्षवर्धन, रमेश पोखरियाल, सदानंद गौड़ा एवं प्रकाश जावड़ेकर सहित 12 मंत्रियों को हटाकर अपनी कैबिनेट में एक बड़ा फेरबदल किया।

बुधवार की देर रात मंत्रियों के विभागों की आधिकारिक घोषणा में रेलवे, सूचना एवं प्रसारण, स्वास्थ्य, कानून, आईटी एवं संचार, कपड़ा, ग्रामीण विकास और नागरिक उड्डयन मंत्रालयों में बड़े बदलाव देखने को मिले। सहकारी आंदोलन को बढ़ावा देने के लिए गृह मंत्री अमित शाह के नेतृत्व में पहली बार नया सहकारिता मंत्रालय बनाया गया। इसी तरह रासायनिक और उर्वरक मंत्रालयों को अब स्वास्थ्य के साथ जोड़ दिया गया है।

2014 में नरेंद्र मोदी के पहली बार सत्ता में आने के बाद से केंद्रीय मंत्रिपरिषद की संरचना में इतने बड़े पैमाने पर बदलाव पहली बार देखने को मिला है।

इस बड़े फेरबदल का पहला राजनीतिक संदेश है: सामाजिक समावेशिता और क्षेत्रीय संतुलन। स्वतंत्र भारत के इतिहास में पहली बार त्रिपुरा जैसे छोटे से राज्य से एक महिला मंत्री को केंद्रीय मंत्रिपरिषद में जगह मिली। केंद्र में पहली बार 27 मंत्री अन्य पिछड़ा वर्ग (OBC) से हैं, जिनमें से 5 कैबिनेट मंत्री हैं। 20 SC/ST मंत्रियों को शामिल किया गया है, जिनमें से 5 कैबिनेट रैंक के हैं। अनुसूचित जाति से ताल्लुक रखने वाले 12 मंत्रियों में से 2 कैबिनेट रैंक के हैं, और 8 आदिवासी मंत्रियों में से 3 कैबिनेट मंत्री बनाए गए हैं।

कई जातियां जो पहले कभी किसी भी केंद्रीय कैबिनेट का हिस्सा नहीं थीं, उन्हें इस बार प्रतिनिधित्व दिया गया है। मंत्रियों का चयन करते समय मोदी ने सिर्फ जातियों का ख्याल नहीं रखा बल्कि इसके साथ-साथ योग्यता, अनुभव, क्षेत्रीय संतुलन और राज्यों के राजनीतिक समीकरण को भी पूरी तवज्जो दी। संक्षेप में कहें तो अब कई जातियों, समुदायों और राज्यों को केंद्रीय मंत्रिपरिषद में अपना प्रतिनिधित्यव नजर आएगा। इसके अलावा अब मोदी कैबिनेट में मंत्रियों की औसत आयु घटकर 58 वर्ष हो गई है। अब 14 मंत्री ऐसे हैं जिनकी उम्र 50 साल से कम है। इसी तरह, मोदी की कैबिनेट में अब 11 महिलाओं को जगह मिली है जिनमें 2 कैबिनेट रैंक की हैं।

योग्यता और प्रोफेशनल क्वालिफिकेशन की बात करें तो मोदी के मंत्रिमंडल में अब 13 वकील, 6 डॉक्टर, 5 इंजीनियर, 7 पूर्व आईएएस, 7 पीएचडी और 3 एमबीए हैं। जहां तक राजनीतिक अनुभव का सवाल है तो मोदी की कैबिनेट में 3 पूर्व मुख्यमंत्री हैं और 18 मंत्री ऐसे हैं जिनको राज्य सरकारों में काम करने का अनुभव है। वहीं, 33 ऐसे नेता हैं जो 3 बार से ज्यादा लोकसभा का चुनाव जीत चुके हैं।

बुधवार को शपथ लेने वाले मंत्रियों की लिस्ट देखें तो इसमें ऊंची और पिछड़ी जातियों, दलितों, आदिवासियों के साथ-साथ विभिन्न क्षेत्रों और महिलाओं के प्रतिनिधित्व का एक अच्छा कॉम्बिनेशन नजर आता है। ऐसा बिल्कुल नहीं है कि जातियों को प्रतिनिधित्व देने के चक्कर में सिर्फ बड़े-बड़े नामों पर विचार किया गया। जो नेता लो प्रोफाइल होकर काम कर रहे थे, उनके अनुभव को भी तवज्जो दी गई। मैं आपको एक-एक करके कुछ नाम गिनवाता हूं। डॉक्टर वीरेंद्र कुमार मध्य प्रदेश के टीकमगढ़ से एक दलित (जाति से खटीक) सांसद हैं। वह 2016 से 2019 तक मोदी कैबिनेट में राज्य मंत्री थे, लेकिन आपको जानकर हैरानी होगी कि 7 बार लोकसभा चुनाव जीतने के बावजूद वह कभी चर्चा में नहीं रहे। बुधवार को उन्हें केंद्रीय सामाजिक न्याय एवं अधिकारिता मंत्री बनाया गया।

दूसरा उदाहरण उत्तर प्रदेश के जालौन के दलित (जाति से कोएरी) सांसद भानु प्रताप सिंह वर्मा हैं। उन्होंने 5 बार लोकसभा चुनाव जीता, लेकिन वह भी चुपचाप काम करने वाले नेता हैं। बुधवार को उन्हें सूक्ष्म, लघु और मध्यम उद्योग मंत्रालय (MSME) में राज्य मंत्री बनाया गया है।

तीसरे उदाहरण के तौर पर कौशल किशोर का नाम आता है जो उत्तर प्रदेश के मोहनलालगंज से सांसद (जाति से पासी) हैं। उन्होंने 2 बार लोकसभा चुनाव जीता है और उत्तर प्रदेश सरकार में मंत्री रह चुके हैं। कुछ महीने पहले उन्होंने मोदी को पत्र लिखकर जिला स्तर पर अस्पतालों में कुप्रबंधन पर चिंता जाहिर की थी। लोगों को लगा कि सार्वजनिक तौर पर सरकार के काम पर सवाल उठाने वाले को मंत्रिमंडल में कैसे शामिल किया जा सकता है। कौशल किशोर को आवास और शहरी मामलों के मंत्रालय में राज्य मंत्री बनाकर मोदी ने यह संदेश दिया है कि जो सही को सही और गलत को गलत कहने का साहस रखता है उसकी राय का सम्मान होगा।

चौथा नाम राम चंद्र प्रताप सिंह का है। उन्हें आरसीपी सिंह के नाम से भी जाना जाता है और वह जाति से कुर्मी हैं। वह जनता दल (यूनाइटेड) के अध्यक्ष हैं और बिहार के मुख्यमंत्री नीतीश कुमार के करीबी विश्वासपात्र हैं। 1984 बैच के रिटायर्ड आईएएस अधिकारी आरसीपी सिंह को प्रशासन और राजनीति, दोनों की सूझबूझ है। बुधवार को मोदी ने उन्हें केंद्रीय इस्पात मंत्री बनाया।

पांचवे ऐसे नेता पंकज चौधरी हैं, जो अन्य पिछड़ा वर्ग की कुर्मी जाति से ताल्लुक रखते हैं। वह उत्तर प्रदेश की महाराजगंज से 6 बार लोकसभा चुनाव जीत चुके हैं, लेकिन हमेशा लो प्रोफाइल मेनटेन करके रखते हैं। गुरुवार को उन्हें वित्त मंत्रालय में राज्य मंत्री बनाया गया।

इसी तरह, बी एल वर्मा लोध जाति (जिस जाति से कल्याण सिंह और उमा भारती हैं) से ताल्लुक रखते हैं। अनुप्रिया पटेल हैं जो कि कुर्मी हैं। एस पी सिंह बघेल हैं, जो दलित धनकर जाति से हैं और भेड़-बकरी पालने वाले गडरिया समुदाय से आते हैं। बी एल वर्मा को पूर्वोत्तर क्षेत्र विकास मंत्रालय (DONER) और सहकारिता मंत्रालय में राज्य मंत्री बनाया गया है, अनुप्रिया पटेल को वाणिज्य और उद्योग मंत्रालय में राज्य मंत्री की जिम्मेदारी दी गई है और एस पी सिंह बघेल को कानून और न्याय मंत्रालय में राज्य मंत्री बनाया गया है।

प्रधानमंत्री मोदी ने काफी रिसर्च और बैकग्राउंड चेक करने के बाद अपनी नई टीम का चुनाव किया है। अब उन लोगों की बात कर लेते हैं जिन्हें उनके काम का इनाम मिला है। इनमें सबसे पहला नाम है कांग्रेस नेता राहुल गांधी कोर टीम के पूर्व सदस्य ज्योतिरादित्य सिंधिया का, जिन्होंने पिछले साल मार्च में पार्टी छोड़ दी थी। मध्य प्रदेश में कमलनाथ की सरकार गिराने और बीजेपी की सरकार बनाने में ज्योतिरादित्य सिंधिया ही सबसे बड़े कर्ताधर्ता थे। सिंधिया के वफादार विधायक बीजेपी में शामिल हो गए थे, और शिवराज सिंह चौहान को सत्ता में वापस लाने में मदद की थी। उन्हें केंद्र में एक कैबिनेट पोर्टफोलियो का वादा किया गया था, लेकिन बीच में कोरोना आ गया और उन्हें एक साल से ज्यादा वक्त तक इंतजार करना पड़ा। बुधवार को सिंधिया को मोदी ने नागरिक उड्डयन मंत्री बनाया।

चर्चित चेहरों में दूसरा नाम नारायण राणे का है। वह पुराने शिवसैनिक हैं और महाराष्ट्र के मुख्यमंत्री रह चुके हैं। कोंकण इलाके में अच्छा प्रभाव रखने वाले राणे ने पहले कांग्रेस छोड़कर अपनी पार्टी बनाई, और फिर राजनीति के रुख को देखते हुए उन्होंने उसका बीजेपी में विलय कर लिया। उसके बाद से ही वह अपने मौके का इंतजार कर रहे थे। वह एक अनुभवी और चालाक राजनेता हैं जो हवा का रुख भांपने में माहिर हैं। राणे महाराष्ट्र में 6 साल तक विपक्ष के नेता भी रहे हैं। बुधवार को उन्हें सूक्ष्म, लघु और मध्यम उद्योग मंत्रालय (MSME) का केंद्रीय मंत्री बनाया गया। मोदी ने महाराष्ट्र में महा विकास अघाड़ी द्वारा पेश की जा रही राजनीतिक चुनौती का मुकाबला करने के लिए राणे के राजनीतिक कौशल का इस्तेमाल करने की योजना बनाई है।

एक और पूर्व मुख्यमंत्री सर्वानंद सोनोवाल भी मोदी कैबिनेट का हिस्सा बने हैं। सोनोवाल आदिवासी समुदाय से ताल्लुक रखते हैं और असम की कचारी जनजाति से आते हैं। जब राज्य में दूसरी जबरदस्त जीत के बाद बीजेपी ने हेमंत बिस्वा सरमा को असम का मुख्यमंत्री बनाया, तो सोनोवाल ने केंद्र में आने का फैसला किया। उन्हें अब केंद्रीय पत्तन, पोत परिवहन और जलमार्ग के साथ-साथ आयुष मंत्री बनाया गया है।

उत्तर प्रदेश में अगले साल विधानसभा चुनाव होने वाले हैं, और वहां से 7 मंत्रियों को शामिल किया गया है जबकि गुजरात के 5 मंत्रियों को केंद्र में जगह दी गई है। पुरुषोत्तम रूपाला और मनसुख मांडविया को कैबिनेट मंत्री बनाकर गुजरात के पाटीदार समुदाय को प्रतिनिधित्व दिया गया है। वहीं, गुजरात के ओबीसी समुदाय से आने वाले देवुसिंह चौहान (संचार राज्य मंत्री), दर्शना जरदोश (रेलवे और कपड़ा राज्य मंत्री) और डॉ महेन्द्रभाई मुंजपरा (आयुष और महिला एवं बाल विकास राज्य मंत्री) को भी मंत्रालय में जगह दी गई है।

मोदी ने उन लोगों का भी ख्याल रखा है जो पिछले 7 साल से बिना कुछ मांगे पार्टी संगठन के लिए चुपचाप काम कर रहे हैं। इनमें पार्टी के सक्रिय नेता भूपेंद्र यादव का नाम भी शामिल है, जिन्हें कैबिनेट मंत्री बनाया गया है। वह श्रम और पर्यावरण दोनों विभागों को देखेंगे।

प्रधानमंत्री ने ओडिशा से ताल्लुक रखने वाले पूर्व आईएएस अधिकारी अश्विनी वैष्णव को नया रेल मंत्री बनाकर योग्यता को भी काफी महत्व दिया है। वह इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी और संचार मंत्रालय का काम भी देखेंगे। वैष्णव एक IIT इंजीनियर हैं जिन्होंने पेंसिल्वेनिया यूनिवर्सिटी से MBA किया है, और बतौर आईएएस ऑफिसर कटक और बालासोर के जिला कलेक्टर भी रह चुके हैं।

इनमें हैरान करने वाला एक नाम पश्चिम बंगाल के बनगांव से लोकसभा सांसद शांतनु ठाकुर का था। 38 वर्षीय शांतनु ठाकुर शक्तिशाली मतुआ समुदाय से ताल्लुक रखते हैं जिसकी 70 विधानसभा क्षेत्रों में मौजूदगी है। बुधवार को उन्हें पत्तन, पोत परिवहन और जलमार्ग मंत्रालय का राज्यमंत्री बनाया गया।

मोदी ने 7 राज्य मंत्रियों को कैबिनेट मंत्री बनाकर उन्हें उनके काम का इनाम भी दिया है। इनमें से किरण रिजिजू को केंद्रीय कानून और न्याय मंत्री बनाया गया है, आरके सिंह को केंद्रीय ऊर्जा मंत्री के रूप में प्रमोशन मिला है, हरदीप सिंह पुरी को पेट्रोलियम और प्राकृतिक गैस, आवास और शहरी मामलों का कैबिनेट मंत्री बनाया गया है, मनसुख मांडविया स्वास्थ्य, परिवार कल्याण और रसायन एवं उर्वरक मंत्री बने हैं, पुरुषोत्तम रूपाला को मत्स्य पालन और पशुपालन की जिम्मेदारी मिली है, जी किशन रेड्डी संस्कृति, पर्यटन और DONER मंत्री बनाए गए हैं जबकि अनुराग ठाकुर बतौर कैबिनेट मंत्री सूचना एवं प्रसारण और खेल एवं युवा मामलों के मंत्रालय का कामकाज देखेंगे।

अनुराग ठाकुर, किरण रिजिजू, मनसुख मांडविया और जी किशन रेड्डी ऐसे मंत्री हैं जो युवा हैं, लेकिन राज्य मंत्री के रूप में काम करते हुए उन्होंने प्रशासनिक कौशल हासिल किया है। जब मोदी और उनके शीर्ष विश्वासपात्र नए मंत्रियों की लिस्ट तैयार कर रहे थे, तो उन्होंने उन मंत्रियों को ज्यादा तवज्जो दी, जिन्होंने पिछले कई सालों में लगातार अच्छा प्रदर्शन किया है।

मोदी ने उन्हें कैबिनेट मंत्री बनाकर एक तरफ तो युवा पीढ़ी को खुद को साबित करने का एक बड़ा मौका दिया है, और दूसरी तरफ उन्होंने एक दूसरे स्तर के एक ऐसे मजबूत नेतृत्व को तैयार करने का फैसला किया है जो प्रशासनिक कौशल से भरपूर है। उनके मंत्रिमंडल के अधिकांश अनुभवी राजनेता अब बुजुर्ग हो चुके हैं और पार्टी के अन्य नेताओं के साथ-साथ मोदी को भी इसकी जरूरत महसूस हुई है।

Political message behind mega cabinet reshuffle by Modi

AKB30 Prime Minister Narendra Modi brought about a mega cabinet reshuffle on Wednesday by inducting 36 new ministers, promoting seven ministers of state and removing 12 ministers, including Ravi Shankar Prasad, Dr Harsh Vardhan, Ramesh Pokhriyal, Sadananda Gowda and Prakash Javdekar.

By late Wednesday night, when the portfolios were officially announced, major changes were made in the ministries of Railway, Information & Broadcasting, Health, Law, IT and Communications, Textile, Rural Development and Civil Aviation. For the first time, a new Ministry of Cooperation was created to promote cooperative movement under the charge of Home Minister Amit Shah. Similarly, Chemical and Fertilizers portfolio has now been clubbed with Health.

This is a complete rejig in the structure of the Union Council of Ministers and has been effected for the first time on a massive scale since Modi formed his first government in 2014.

The first political message from this mega reshuffle is: social inclusiveness and regional imbalance. For the first time in independent India, a lady minister from the tiny state of Tripura was inducted. For the first time at the Centre, 27 ministers are from Other Backward Classes (OBC), out of whom five are cabinet ministers. Twenty SC/ST ministers have been inducted out of whom five are of cabinet rank. Out of 12 scheduled caste ministers, two are of cabinet rank, and out of eight tribal ministers, three are of cabinet rank.

Several castes that were never part of any Union cabinet in the past, have been given representation. While selecting ministers, Modi kept caste, merit, experience, regional balance and political equation in states in mind. To put in a nutshell, many castes, communities and states now find themselves represented in the union council of ministers. Moreover, the average age of ministers in Modi cabinet has now declined to 58 years. There are now 14 ministers below the age of 50 years. Similarly, there are now 11 female ministers out of whom two are of cabinet rank.

From point of view of merit and professional qualifications, there are now 13 lawyers, six doctors, five engineers, seven ex-civil servants, seven holding PHDs, and three holding MBA degrees who are now ministers at the Centre. From point of view of political experience, there are three ex-chief ministers and 18 former state ministers who are now part of Modi’s cabinet. There are 33 ministers who have won Lok Sabha elections thrice.

Looking at the list of ministers who took oath on Wednesday, it appears to be a perfect combination of upper and backward castes, Dalits, tribals, regions and genders. To stress upon my point, I would like deal with some individual names, one by one. Dr Virendra Kumar is a Dalit (Khatik by caste) MP from Tikamgarh, Madhya Pradesh. He was minister of state in Modi cabinet from 2016 till 2019, but you will be surprised to know, he won the Lok Sabha elections seven times, but always chose to keep a low profile. On Wednesday, he was made Union Minister of Social Justice and Empowerment.

Second, there is Bhanu Pratap Singh Verma, a Dalit (Koeri by caste) MP from Jalaun, Uttar Pradesh. He won the Lok Sabha elections five times, but always maintained a low profile. On Wednesday, he was made MOS in the Ministry of MSME.

Third, Kaushal Kishore is an MP (Passi by caste) from Mohanlalganj, Uttar Pradesh. He won the LS elections twice and was a minister in UP in the past. A few months ago, he had written a letter to Modi pointing out mismanagement in hospitals at the district level. His detractors had questioned why he sent a complaint to the PM. By appointing him as MOS in Housing and Urban Affairs ministry, Modi has given the message that he values those who have the courage to point out if any wrongdoings are being committed.

Fourth is Ram Chandra Pratap Singh, RCP Singh in short, is a Kurmi by caste. He is the chief of Bihar unit of Janata Dal(United) and a close confidante of Bihar chief minister Nitish Kumar. A retired 1984 batch IAS officer, he has both administrative and political acumen. On Wednesday, Modi made him the Union Steel Minister.

Fifth person, Pankaj Chaudhary, OBC Kurmi by caste, is a five-time winner from Maharajganj, Uttar Pradesh, but always maintains a low profile. On Wednesday, he was made the MOS in the Ministry of Finance.

Similarly, B L Verma belongs to Lodh caste (the caste to which Kalyan Singh and Uma Bharti belong to), Anupriya Patel is an OBC Kurmi by caste, and S P Singh Baghel a Dalit Dhankar, a caste where people tend to herds of goats and sheep. B L Verma was made MOS in the Ministry of Development of North-east Region (DONER) and Cooperation ministry, Anupriya Patel was made MOS in Commerce and Industry, and S P Singh Baghel was made MOS in Law and Justice ministry.

Much research and background checks were done by Prime Minister Modi before selecting his new team. Now, about those who have been rewarded for their work. First, Jyotiraditya Scindia, a former core team member of Congress Rahul Gandhi, he left the party in March last year, toppled chief minister Kamal Nath’s government when his loyal MLAs joined BJP, and helped Shivraj Singh Chouhan to return to power. He was promised a cabinet portfolio at the Centre, but Covid pandemic intervened, and he had to wait for more than a year. On Wednesday, Scindia was made Civil Aviation Minister by Modi.

Narayan Rane, former Shiv Sainik and an ex-chief minister of Maharashtra, is a strongman from Konkan region. He left Congress and merged his local party with BJP, and since then had been waiting in the wings. An experienced and crafty politician, he has the knack of reading the straws in the wind, he was the Leader of Opposition for six years in his state. On Wednesday, he was made the Union Minister of MSME. Modi plans to use his political acumen to counter the political challenge posed by Maha Vikas Aghadi in Maharashtra.

Another former CM in Modi’s cabinet is Sarbanand Sonowal, who belongs to Kachari tribal community of Assam. When Himanta Biswa Sarma was made the Assam chief minister after the second landslide BJP victory, Sonowal decided to come to the Centre. He has now been made Union Minister for Ports, Shipping, Waterways and AYUSH.

With UP assembly elections due next year, seven ministers from that state have been inducted, while five ministers from Gujarat have been given place at the Centre. The Patidar community of Gujarat has been given representation by making Purushottam Rupala and Mansukh Mandaviya as cabinet minister. Three others from Gujarat OBC, Darshana Jardosh (MoS railways and textiles), Devusinh Chauhan (MoS Communication), and Dr Mahendra Munjapara (MoS AYUSH and Women and Child Development) have been appointed.

Modi has also taken care of those who have been silently working for the party organisation for last seven years without seeking any portfolio. Among them is Bhupendra Yadav, an active party leader, who has been made cabinet minister. He will look after both Labour and Environment portfolios.

The Prime Minister has also given much weightage to merit by appointing an ex-IAS officer from Odisha, Ashwini Vaishnaw as the new Railway Minister. He will also look after Electronics and Information Technology, and Communications, with cabinet rank. Vaishnaw is an IIT engineer who had got his MBA from Pennsylvania University, and while working in IAS was district collector of Cuttack and Balasore.

The most surprising inclusion was of Shantanu Thakur, a 38-year-old Lok Sabha MP from West Bengal’s Bongaon. He belongs to the powerful Matua community which has a presence in 70 assembly constituencies. On Wednesday, he was made MoS of Ports, Shipping and Waterways.

Modi also rewarded seven ministers of state by promoting them to cabinet rank. They include: Kiren Rijiju, who has now been made Union Law and Justice Minister, R. K. Singh, who has been elevated as Union Power Minister, Hardeep Singh Puri, who has been given cabinet rank to look after Petroleum and Natural Gas, Housing and Urban Affairs, Mansukh Mandaviya, Health, Family Welfare and Chemical and Fertilizers, Purushottam Rupala, Fisheries and Animal Husbandry, G. Kishen Reddy Culture, Tourism and DONER, and Anurag Thakur, who will be Union Minister for I&B, Sports and Youth Affairs.

Anurag Thakur, Kiren Rijiju, Mansukh Mandaviya and G. Kishen Reddy are ministers who are young but have gained administrative acumen while working as ministers of state. When Modi and his top confidantes were preparing the list of new ministers, they gave much weightage to those ministers, who have performed well in the last several years.

By elevating them to cabinet rank, Modi, on one hand, has given the young generation a bigger chance to prove itself, and on the other hand, he has decided to groom a strong second level of leadership that has administrative acumen. Most of the experienced politicians in his cabinet are now old, and Modi, along with others in the party command, have realized this requirement.
