An interesting chess game is currently going on in Pakistan between Prime Minister Shehbaz Sharif and Army Chief Gen Asim Munir.
Bilal Bin Saqib, special assistant to Prime Minister Shehbaz Sharif has been removed from his post, he has packed his bags and reportedly shifted to Dubai.
Bilal was till recently the crypto czar of Pakistan. He was the CEO of Pakistan Crypto Council. The council was launched to regulate and integrate blockchain technology and digital assets with the financial system.
It was Army Chief Gen Asim Munir who had manoeuvred to put Bilal as special assistant to the Prime Minister. Bilal has close connections with people in the Trump administration. Reportedly, it was he who arranged the invitation for Gen Munir to attend the luncheon meeting with President Donald Trump in the White House.
The removal of Bilal as Special Assistant to PM is being considered a setback for Munir. Pakistani media circles are speculating whether former PM Nawaz Sharif and his brother Shehbaz had a hand in removing Bilal from the PMO.
Meanwhile, the notification for appointing Gen Asim Munir as Chief of Defence Forces is yet to be published. Gen Munir’s term as Army Chief ended on November 29 and there is still suspense about the notification.
The timing of Bilal’s removal and the delay in notifying the CDF indicate that all is not well between the Sharif brothers and Asim Munir.
After the Pakistani army got a severe thrashing at the hands of India during Operation Sindoor, Asim Munir had used Bilal for forging close relations with Donald Trump, a cryptocurrency fan.
Both the sons of the US President, Eric Trump and Donald Trump Jr are in the crypto business. A deal was struck with World Liberty Financial owned by Trump’s family members and Bilal was used to brush up Pakistan’s image in the inner circle of Donald Trump.
Now that Bilal has been sacked from the PMO, there are media speculations that Munir has sent a message to Imran Khan in jail for a patch-up in order to sideline Shehbaz Sharif.
The removal of Bilal from PMO is clear indication that the Sharif brothers have stopped patronizing Gen Asim Munir. The brothers do not want to give unlimited powers to Asim Munir as Chief of Defence Forces. Gen. Munir had been flexing his muscles since his luncheon meeting with Donald Trump.
The question arises, whether Asim Munir will now be sidelined? Already Pakistan’s Air Chief Marshal Zaheer Ahmed Babar Sidhu has met Nawaz Sharif and there are media speculations that the air chief may be opposing the move to install Asim Munir as CDF.
Nobody can say who will have the upper hand in the chess game between Shehbaz Sharif and Asim Munir. Time will tell.

एक दिलचस्प खबर पाकिस्तान से आई. पाकिस्तान के प्रधानमंत्री शहबाज़ शरीफ ने PMO में अपने स्पेशल असिस्टेंट बिलाल बिन साक़िब को हटा दिया है. बिलाल पाकिस्तान के PMO में जनरल आसिम मुनीर के आदमी थे. बिलाल को मुनीर ने ही PMO में रखवाया था.
बिलाल क्रिप्टो करेंसी के बड़े कारोबारी हैं. बिलाल बिन साकिब की अमेरिकी सरकार में गहरे ताल्लुकात हैं. PMO के इस स्पेशल असिस्टेंट ने ही जनरल मुनीर की व्हाइट हाउस में एंट्री कराई थी.
बिलाल का हटाया जाना आसिम मुनीर के लिए एक बड़ा झटका है. माना जा रहा है कि नवाज शरीफ और शहबाज शरीफ ने आसिम मुनीर के साथ एक बड़ा खेल किया है. आसिम मुनीर आज भी इंतज़ार करते रहे लेकिन उन्हें CDF यानि चीफ ऑफ डिफेंस स्टाफ बनाने वाला नोटिफिकेशन जारी नहीं किया गया.
आर्मी चीफ के तौर पर जनरल मुनीर का कार्यकाल 29 नवंबर को खत्म हो चुका है. उसी दिन CDF के पद के लिए नोटिफिकेशन आना था लेकिन पांच दिन से सस्पेंस बना हुआ है. बिलाल बिन साकिब के इस्तीफे की टाइमिंग और नोटिफिकेशन का न आना इस बात की पुष्टि करता है कि शरीफ ब्रदर्स और आसिम मुनीर के बीच बात काफी बढ़ चुकी है. पाकिस्तान के मीडिया में इसकी काफी चर्चा है.
नवाज़ शरीफ और शहबाज़ शरीफ आसिम मुनीर को किसी भी हालत में तानाशाह बनने से रोकना चाहते हैं. जैसे ही बिलाल के इस्तीफे की खबर आई, पूरे पाकिस्तान में हलचल मच गई.
शहबाज़ हुकूमत ने इसी साल बिलाल बिन साक़िब को बड़े शोर-शराबे के साथ पाकिस्तान क्रिप्टो काउंसिल का सीईओ बनाया था. उनको प्रधानमंत्री का स्पेशल असिस्टैंट नियुक्त करके कैबिनेट मंत्री का दर्जा दिया गया था.
इसके बाद बिलाल बिन साक़िब ने पाकिस्तान में अमेरिकी राष्ट्रपति ट्रम्प के क़रीबी लोगों को बुलाया, लाहौर में क्रिप्टो conference की. इस प्रोग्राम में ट्रंप के golf buddy स्टीव विटकॉफ के बेटे और डॉनल्ड ट्रंप के बेटे एरिक ट्रंप की कंपनी वर्ल्ड लिबर्टी फाइनेंशियल के अधिकारियों को बी आमंत्रित किया गया था.
इसके बाद बिलाल बिन साक़िब लास वेगस में बिटकॉइन कांफ्रेंस में पहुंचे थे. इस कांफ्रेंस में राष्ट्रपति ट्रंप के दोनों बेटे और उपराष्ट्रपति जे.डी. वैंस भी शामिल हुए थे. इस कांफ्रेंस में ट्रंप परिवार को impress करने के लिए बिलाल बिन साक़िब ने राष्ट्रपति ट्रंप की जमकर चापलूसी की थी.
इसका असर भी दिखा था. सितंबर में आसिम मुनीर और शहबाज़ को राष्ट्रपति ट्रंप ने व्हाइट हाउस में आमंत्रित किया था. इसीलिए अचानक जिस तरह बिलाल बिन साक़िब को बर्ख़ास्त किया गया, उसके बाद पाकिस्तान में सवाल उठ रहे हैं कि आख़िर अचानक ऐसा क्यों हुआ.
शहबाज़ हुकूमत ने इस मुद्दे पर पूरी तरह चुप्पी साध ली है. ऑपरेशन सिंदूर में भारत से पिटने के बाद जनरल आसिम मुनीर ने बिलाल बिन साक़िब को ट्रंप की ख़ुशामद में लगाया था. उस वक़्त आसिम मुनीर पूरी शिद्दत से अमेरिका और राष्ट्रपति ट्रंप की चापलूसी कर रहे थे ताकि किसी तरह ट्रंप की मदद से अपने आपको बचा सकें.
चूंकि डॉनल्ड ट्रंप क्रिप्टोकरेंसी के fan हैं, उनके दो बेटे डॉनल्ड ट्रंप जूनियर और एरिक ट्रंप क्रिप्टोकरेंसी के कारोबार में हैं, आसिम मुनीर ने ट्रंप के क्रिप्टो करेंसी प्रेम का फ़ायदा उठाने के लिए ही बिलाल बिन साक़िब को शहबाज़ शरीफ़ का सलाहकार बनवाया था जिससे वो ट्रंप के बेटों और उनके दोस्त स्टीव विटकॉफ के ज़रिए ट्रंप के inner circle में घुस सकें.
पाकिस्तानी मीडिया में क़यास लग रहे हैं कि मुनीर और शहबाज़ के बीच ज़रूर कुछ न कुछ गड़बड़ है. इसीलिए मुनीर के क़रीबी बिलाल को बर्ख़ास्त किया गया.
ख़बर ये है कि बर्ख़ास्त होने के बाद बिलाल बिन साक़िब बोरिया बिस्तर बांधकर दुबई शिफ्ट हो गए हैं. पाकिस्तान की क्रिप्टो काउंसिल का चीफ बनने के बाद, बिलाल ने बिनांस और स्टेक जैसे क्रिप्टो प्लेटफॉर्म के अधिकारियों को पाकिस्तान बुलाया था. ट्रंप की नज़दीकी क्रिप्टो कंपनी, वर्ल्ड लिबर्टी फाइनेंशियल के साथ डील की थी.
बिलाल ने ट्रंप और उनके नज़दीकी लोगों की नज़र में पाकिस्तान की छवि बदलने में पूरी ताक़त लगा दी थी. लेकिन अब बिलाल को शहबाज़ ने अपनी कैबिनेट से बाहर निकाल दिया है.
इसके बाद पाकिस्तान में ख़बरें चल रही हैं कि आसिम मुनीर ने इमरान ख़ान को जेल में पैग़ाम भिजवाया है, अपने साथ आने का ऑफ़र दिया है ताकि शहबाज़ शरीफ़ को किनारे लगा सकें.
पाकिस्तान में बिलाल बिन साकिब का PMO से हटाया जाना इस बात का संकेत है कि शरीफ ब्रदर्स ने अब आसिम मुनीर को घास डालना बंद कर दिया है. आसिम मुनीर को CDF बनाए जाने का नोटिफिकेशन जारी न होना इस बात का संकेत है कि शरीफ ब्रदर्स मुनीर को असीमित ताकत नहीं देना चाहते. जनरल मुनीर राष्ट्रपति ट्रंप से मिलकर बहुत इतराने लगे थे.
ये बात गुप्त नहीं है कि ट्रंप ने मुनीर को व्हाइट हाउस में बुलाया थी, उन्हें काफी अहमियत दी थी. पाकिस्तान में ये चर्चा गर्म है कि इसके पीछे Crypto King बिलाल का हाथ था. बिलाल शहबाज शरीफ के घर में घुसा हुआ था. वह मुनीर का खासम खास है.
अब सवाल ये है कि क्या आसिम मुनीर को किनारे कर दिया जाएगा? पाकिस्तान के एयर चीफ मार्शल ज़हीर अहमद बाबर सिद्धू ने नवाज शरीफ से मुलाकात की है.
पाकिस्तानी मीडिया का कहना है कि एयर चीफ मार्शल ज़हीर अहमद सिद्धू आसिम मुनीर को CDF बनाए जाने का विरोध कर रहे हैं.
पाकिस्तान में इस वक्त शहबाज़ शरीफ और आसिम मुनीर में शह और मात का खेल चल रहा है. बाज़ी किसके हाथ लगेगी, ये पता चलने में अभी थोड़ा वक्त लगेगा.

तकरीबन तीन हफ्ते के सस्पेंस के बाद ये सच सामने आया कि पाकिस्तान के पूर्व प्रधानमंत्री इमरान खान ठीक हैं, जेल में उनकी सेहत दुरुस्त है. इमरान खान की बहन उज्मा खानम ने रावलविंडी की अडियाला जेल में बंद अपने भाई से 20 मिनट तक मुलाकात की.
उज्मा ने बताया कि अडियाला जेल में इमरान खान बहुत बेचैन हैं, बहुत गुस्से में हैं. करीब एक महीने से इमरान खान से किसी को मिलने नहीं दिया जा रहा था. न उनकी बहनों को मिलने दिया जा रहा था, न उनके वकील को, न ही पार्टी के किसी और नेता से मुलाकात कराई गई.
पाकिस्तान के लोगों को ये आशंका थी कि इमरान खान जिंदा हैं भी या नहीं. पाकिस्तान के लोगों के मन में ये भी डर था कि कहीं आर्मी चीफ जनरल आसिम मुनीर ने इमरान खान को जेल के अंदर तो नहीं मरवा दिया.
इमरान खान की बहनें इल्जाम लगा रही थीं कि उन्हें इमरान के बारे में कुछ भी सूचनाएं नहीं दी जा रही. लंदन से इमरान खान के बेटे आरोप लगा रहे थे कि उन्हें अपने पिता से फोन पर भी बात नहीं करवाई जा रही है लेकिन मंगलवार को इन सब अटकलों पर विराम लग गया.
इमरान ख़ान ने अपनी बहन उज़्मा ख़ान के ज़रिए अपने समर्थकों को संदेश भेजा है कि वो पूरे मुल्क में आसिम मुनीर और शहबाज़ शरीफ़ की हाइब्रिड हुकूमत के ख़िलाफ़ आंदोलन करें क्योंकि अगर आसिम मुनीर का विरोध नहीं किया गया तो वो पूरे पाकिस्तान को अपना ग़ुलाम बना लेंगे.
इमरान खान से मिलने की इजाज़त देकर जनरल आसिम मुनीर की फौज ने tactical retreat किया है. पाकिस्तान में जिस तरह से लोगों में गुस्सा दिखाई दिया, इमरान खान के मरने की अफवाह फैली, जिस तादाद में लोग सड़कों पर उतरे उसे देखकर जनरल मुनीर का दिमाग ठिकाने पर आया, पाकिस्तान की फौज पर इस दबाव को और बढ़ाया पेशावर में मौजूद American consul general के साथ इमरान खान की पार्टी के नेता और खैबर पख्तूनख्वाह के मुख्यमंत्री सोहेल अफरीदी के बीच हुई मुलाकात ने.
इसी के बाद इमरान की बहन को जेल में मुलाकात करने की इजाज़त मिली. इमरान की बहन उज्मा खानम एक डॉक्टर भी हैं. इसीलिए उन्हें भाई की सेहत का जायज़ा लेने का मौका मिला. इमरान खान को 8×10 के एक कमरे में रखा गया है जिस कारण वो बेचैन भी हैं और नाराज भी.
जनरल आसिम मुनीर जानते हैं कि इमरान खान चाहे जेल में बंद हैं लेकिन पाकिस्तान में उनकी लोकप्रियता बढ़ती जा रही है. दूसरी तरफ खुद जनरल मुनीर अधर में लटके हुए हैं. Impression ये है कि नवाज शरीफ ने जनरल मुनीर को चीफ आफ डिफेंस फोर्स नियुक्त करने वाला notification अटकाया हुआ है.
कहा जा रहा है कि इस वक़्त पाकिस्तान में कोई constitutional आर्मी चीफ नहीं है. फील्ड मार्शल आसिम मुनीर इस कुर्सी पर अवैध तरीक़े से बैठे हुए हैं क्योंकि उनका कार्यकाल 29 नवंबर को ख़त्म हो चुका है और उनको extension देने का गैजेट नोटिफ़िकेशन शहबाज़ सरकार ने अब तक जारी नहीं किया है. आसिम मुनीर को नवंबर 2022 में तीन साल के लिए आर्मी चीफ़ नियुक्त किया गया था. पिछले महीने पाकिस्तान के संविधान में संशोधन करके एक नया पद बनाया गया जिसका नाम चीफ ऑफ़ डिफेंस फ़ोर्सेज रखा गया. इस पोस्ट पर फील्ड मार्शल आसिम मुनीर को 29 नवंबर को नियुक्त किया जाना था लेकिन, इसका नोटिफ़िकेशन भी शहबाज़ सरकार ने जारी नहीं किया है. ऐसे में सवाल उठ रहे हैं कि आख़िर पाकिस्तान का आर्मी चीफ इस वक़्त कौन है और CDF कौन है.
आर्मी चीफ और CDF के अलावा, आर्मी के वाइस चीफ और एटमी हथियार की ज़िम्मेदारी संभालने वाली strategic command चीफ के पद भी ख़ाली हैं. जिस वक़्त ये नोटिफ़िकेशन जारी किया जाना था, उसी समय शहबाज़ शरीफ़ विदेश दौरे पर बहरीन चले गए और वहां से लंदन रवाना हो गए. रक्षा मंत्री ख्वाजा आसिफ़ भी यूरोप के दौरे पर चले गए. अब शहबाज़ शरीफ़ मुल्क लौट आए हैं लेकिन उनका विमान इस्लामाबाद में उतरने के बजाय लाहौर में उतरा.
पाकिस्तान के मीडिया में ऐसी ख़बरें चल रही हैं कि extension का नोटिफ़िकेशन जारी नहीं होने से आसिम मुनीर बेहद नाराज़ हैं. पाकिस्तान के पत्रकार बता रहे हैं कि आसिम मुनीर ने शहबाज़ शरीफ़ को पैग़ाम भिजवा दिया है कि इस देरी की क़ीमत चुकानी होगी. इसीलिए शहबाज़ शरीफ़ लंदन से भागकर लाहौर पहुंचे और अब नवाज़ शरीफ़ से सलाह-मशविरा कर रहे हैं.
आसिम मुनीर के सुपर पावरफुल बनने से वज़ीर-ए-आज़म शहबाज़ शरीफ़ को तो कोई दिक़्क़त नहीं है, पर उनके भाई नवाज़ शरीफ़ परेशान हैं. वह आसिम मुनीर पर लगाम लगाना चाहते हैं, हालांकि, ऐसा करना ख़तरे से ख़ाली नहीं.
मुझे नहीं लगता है कि शहबाज शरीफ या नवाज शरीफ में इतनी ताकत है कि वो आसिम मुनीर के Notification को रोकने का फैसला कर पाएं, जनरल मुनीर के CDF बनने का मामला अटकाएं.
पाकिस्तान में फौज की हुकूमत चलती है, सरकार भी फौज बनाती है और न्यायपालिका भी फौज चलाती है और आजकल तो हर रोज इसका मुजाहिरा देखने को मिलता है. इसीलिए जनरल मुनीर की ताकत और बढ़ेगी, उनके पास ज्यादा control होगा और उन्हें किसी तरह के Judicial Order से immunity भी मिलेगी.
जनरल मुनीर का सबसे बड़ा डर इमरान खान की लोकप्रियता है और वो लगातार अदालतों का इस्तेमाल इमरान खान पर नए-नए case बनाने के लिए कर रहे हैं. इसीलिए इमरान के जेल से बाहर आने की उम्मीद कम है.

After three weeks of confusion, it was finally revealed on Tuesday that former Pakistan Prime Minister Imran Khan is well inside Adiala jail. His sister Uzma Khanum met him for 20 minutes and said, Imran is “perfectly in good health”. She quoted Imran Khan as saying that the “mental torture” of isolation is “worse than physical abuse”.
Imran Khan posted a message on X for his supporters blaming Army Chief Gen Asim Munir. He said, “I have been completely confined in a cell and placed in solitary confinement. For four weeks, I haven’t met a single human being.”
In a no-holds-barred attack, Imran Khan alleged that Asim Munir is “mentally ill and morally depraved”. He blamed the army chief as responsible for destroying Pakistan’s legal and constitutional framework, and ordering his and his wife Bushra Bibi’s imprisonment on fake charges.
For the last one month, jail authorities have not allowed family members and lawyers to meet the incarcerated former Prime Minister giving rise to suspicions that he was being put to a slow death. It was only after Imran Khan’s supporters staged nationwide protests that the army allowed one of his sisters to meet him in jail.
Imran’s sister Aleema Khan has announced that party supporters will again go to Adiala jail on Thursday and next Tuesday and will demand a meeting with Imran Khan.
Gen. Asim Munir’s army has done a tactical retreat by allowing Uzma Khanum to meet his brother Imran Khan. Since there was nationwide anger among people and rumours were spreading that he was dead, thousands of people came out on streets forcing the army chief to rethink. The pressure on Pakistani army was immense.
It was only after the US consul general based in Peshawar met Imran’s party leader and Khyber Pakhtunkhwa chief minister Sohail Afridi that Imran’s sisters got the permission to meet their brother in jail.
Imran’s sister Uzma Khanum is a surgeon and she got the chance to assess the health condition of her brother. Imran Khan has been kept in solitary confinement inside a 8’x10’ room. Gen Munir knows that so long as Imran Khan remains in jail, his popularity will continue to rise in Pakistan.
On the other hand, Gen Munir’s extension file is yet to be signed by the civilian leadership. It is now being said that there is no legally appointed army chief in Pakistan at the moment. Field Marshal Asim Munir is occupying the chair illegally because his tenure ended on November 29 and the gazette notification for extension of his tenure is yet to be published by Prime Minister Shehbaz Sharif’s government.
Gen Asim Munir was appointed army chief for three years in November, 2022. Last month, a new post Chief of Defence Forces was created through a constitutional amendment. Field Marshal Asim Munir was supposed to be appointed CDF on November 29, but that notification is yet to be published.
Questions are being asked as to who is the army chief now. Apart from the army chief, the posts of vice chief of army staff and chief of strategic command that looks after nuclear weapons are vacant.
Prime Minister Shehbaz Sharif went on a visit to Bahrain when these notifications were to be published. From there, he proceeded to London. His defence minister Khawaja Asif went on a Europe visit. Shehbaz Sharif has since returned to Pakistan but his plane landed in Lahore instead of Islamabad.
People are questioning whether all is well between Asim Munir and the Sharif family. Former PM Nawaz Sharif is reported to have raised questions on why the army chief is being given so much powers.
I do not think either Shehbaz Sharif or Nawaz Sharif have the power to stop the notifications relating to Asim Munir and prevent him from becoming the Chief of Defence Forces.
Pakistan runs on the whims of its army. It is the army that installs civilian government and even the judiciary kowtows to the army. Once Gen Munir becomes CDF and gains immunity from judicial scrutiny, his powers will become immense.
But Asim Munir fears the rising popularity of Imran Khan and he is misusing the judiciary to slap new cases against the former PM. For the present, the chances of Imran Khan being released from jail are slim.

In a stunning landslide win in Bihar, the National Democratic Alliance (NDA) led by Narendra Modi and Nitish Kumar scored a three-fourth majority by winning 202 seats in the 243-member assembly. Nitish Kumar is going to be sworn in as chief minister for the tenth time.
The Mahagathbandhan led by Lalu Prasad Yadav’s son Tejashwi Yadav lost badly. The alliance could win only 35 seats.
The final tally: NDA : 202 (BJP 89, Janata Dal-U 85, Chirag Paswan’s LJP – 19, Jitanram Manjhi’s HIndustani Awam Party 5 and Upendra Kushwaha’s Rashtriya Lok Morcha -4).
Mahagathbandhan: 35 (RJD 25, Congress 6, CPI-ML Liberation 2, IIP -1, CPI-M – 1). Out of the remaining six seats, Asaduddin Owaisi’s AIMIM won five seats, while the sixth seat was won by Mayawati’s Bahujan Samaj Party.
Clearly, Modi’s magic and Nitish’s leadership worked. BJP’s strike rate was 90 per cent.
The Mahagathbandhan’s campaign was disoriented right from the beginning and it was reflected in the results. Mukesh Sahni, who claims to be Son of Mallah, and was projected as Deputy CM face, scored a nought.
Addressing BJP workers outside the Delhi party HQ, Prime Minister Narendra Modi said, his party’s next target was Bengal. He promised to “uproot jungle raaj in Bengal”. He lashed out at the Congress, describing it as Muslim League Maoist Congress (MMC) and predicted that the party will soon split because of rumblings against the leadership.
Modi used the Hindi proverb ‘Lohaa Lohey Ko Kaat-ta Hai” (iron cuts iron) to say that the “negative, communal, and appeasement policy” of M-Y (Muslim-Yadav) has been demolished by another positive M-Y formula (Mahila and Youths).
“No more will Bihar face any katta (pistol) sarkar”, Modi promised.
There is not an iota of doubt that the victory has the stamp of Nitish Kumar’s leadership. He has proved himself, in the words of his supporters, “Tiger Abhi Zinda Hai”. Close coordination between BJP, JD-U and other allies worked well. On the other hand, the Mahagathbandhan alliance was working in fragments.
It was Asaduddin Owaisi and his party AIMIM that proved to be the X factor in Bihar. He managed to convince Muslim voters in Seemanchal region that they have been and will continue to be ignored by MGB leaders. AIMIM won five seats as it did the last time. After the last elections, four out of the five winning candidates later joined RJD. Owaisi has not extracted his revenge.
The Mahagathbandhan had given tickets to 31 Muslims. Only four won. This is clear indication of Muslim voters turning away from the RJD-led alliance. On the other hand, NDA fielded five Muslims, and one won. It is indicative of the emerging change in the minds of Muslim voters in Bihar.
The Congress posted its worst performance ever. After a huge quarrel with RJD, Congress managed to get 61 seats, but could win only six. The strike percentage was less than ten. In the last elections, Congress had contested 70 seats and had won 19. This time, Congress was drowned along with RJD.
After the results were out, Rahul Gandhi wrote on social media that the results were shocking. He wrote, we could not win an election, that was not impartial from the beginning. Congress leaders Ashok Gehlot and Bhupesh Baghel alleged, NDA won with the support of the Election Commission.
To sum up, there are a few pointers to note:
–NDA fought cohesively, while MGB constituents fought against one another.

बिहार चुनाव के नतीजे आ गए. NDA की ऐतिहासिक जीत हुई. महागठबंधन की ऐतिहासिक हार हुई. नरेन्द्र मोदी का मैजिक चला, नीतीश कुमार का नेतृत्व जीता.
90 परसेंट ट्राइक रेट के साथ बीजेपी बिहार में सबसे बड़ी पार्टी बन गई. जनता दल यूनाइटेड ने 85 सीटों पर परचम लहराया. चिराग पासवान ने 19 सीटें जीत कर कमाल कर दिया.
दूसरी तरफ महागठबंधन में जिस तरह का बिखराव कैंपेन के वक्त दिख रहा था, वैसा ही बिखराव नतीजों में दिखा. कोई यहां गिरा, कोई वहां गिरा. RJD सिर्फ 25 सीटों पर सिमट गई. Son of Mallah मुकेश सहनी की नैय्या पूरी तरह डूब गई. उनकी पार्टी का खाता भी नहीं खुला. कांग्रेस सिर्फ 6 सीटों पर सिमट गई. कांग्रेस से बेहतर प्रदर्शन तो असदुद्दीन ओबैसी की पार्टी ने किया. AIMIM ने पांच सीटें जीतीं.
हार के बाद कांग्रेस के नेताओं ने चुनाव आयोग पर हमले शुरू कर दिए, लेकिन नीतीश कुमार ने दिखा दिया की टाइगर न सिर्फ जिंदा है, बल्कि ताकतवर भी है.
ये तो तय है कि नीतीश कुमार दसवीं बार बिहार के मुख्यमंत्री के तौर पर शपथ लेंगे. बिहार चुनाव के नतीजों का सियासी मतलब क्या है, जीतने वालों के संदेश और हारने वालों के लिए सबक क्या हैं, बिहार के नतीजों का देश की सियासत पर क्या असर होगा, ये सब समझने की ज़रूरत है.
दिल्ली में बीजेपी पार्टी मुख्यालय पर प्रधानमंत्री नरेन्द्र मोदी ने इस एतिहासिक जीत के लिए बिहार के लोगों को धन्यवाद दिया. मोदी ने कांग्रेस को परजीवी, मुस्लिम माओवादी कांग्रेस कहा और यहां तक कह दिया कि कांग्रेस में जल्द विभाजन हो सकता है क्योंकि बहुत से नेता पार्टी के नेतृत्व से खुश नही है.
मोदी ने साफ कह दिया कि उनका अगला लक्ष्य बंगाल को जीतना है. मोदी ने कहा कि गंगा बिहार से जाकर बंगाल में बहती है और इस बार बंगाल से जंगलराज को उखाड़ कर फेंका जाएगा.
मोदी ने कहा कि इस बार बिहार की जनता ने गर्दा उड़ा दिया, बिहार के लोगों ने मतदान के सारे रिकॉर्ड़ तोड़ दिये, बिहार के युवाओं ने जंगलराज वालों के पुराने और साम्प्रदायिक तुष्टीकरण वाले MY फॉर्मूले को ध्वस्त कर दिया. इसकी जगह नया सकारात्मक MY फ़ार्मूला, महिला और युवा, अपना लिया. मोदी ने कहा कि अब बिहार में “कट्टा सरकार कभी नहीं लौटेगी.” मोदी ने कहा कि बिहार के लोगों ने डंके की चोट पर कह दिया है कि वो ज़मानत पर चलने वाले लोगों का साथ नहीं देगी.
प्रधानमंत्री ने जिस अंदाज में नीतीश कुमार के नेतृत्व की तारीफ की, बिहार में विजय के लिए नीतीश कुमार को पूरा श्रेय दिया, उसके बाद विरोधी दलों के उन नेताओं के मन से भी ये भ्रम निकल गया होगा कि बिहार का मुख्यमंत्री कौन होगा.
नीतीश पिछली बार जब मुख्यमंत्री बने थे, उस वक्त उनकी पार्टी की सिर्फ 43 सीटें थी, लेकिन इसे बार जेडीयू ने दोगुनी सीटें जीती हैं. 85 सीट जीतकर जेडीयू ने अपने इतिहास की दूसरी सबसे श्रेष्ठ परफॉर्मेंस दी है. जेडीयू नेता ललन सिंह ने कहा कि अब सबको पता चल गया है कि बिहार के असली टाइगर नीतीश कुमार ही हैं.
इस बात में तो कोई शक नहीं है कि नीतीश कुमार ही बिहार के टाइगर साबित हुए. उन्होंने खामोशी से अपना दमखम दिखा दिया. चुनाव नतीजे देखने के बाद एक बात साफ है, इस जीत के पीछे नरेन्द्र मोदी के प्रति भरोसा और नीतीश कुमार के नेतृत्व के साथ साथ NDA की एकजुटता बड़ी वजह है. NDA पांडवों की तरफ एकजुट होकर लड़ा और विपक्ष बिखरा रहा. नतीजा वही हुआ, जो महाभारत का हुआ था.
बिहार में NDA में शामिल सभी पांचों दल यानी BJP, JDU, LJP, HUM और RLM के बीच गज़ब का तालमेल रहा. एक भी सीट पर फ्रेंडली फाइट की नौबत नहीं आई, सीट शेयरिंग से लेकर चुनाव प्रचार में शानदार सिनर्जी रही.
चिराग पासवान की पार्टी एलजेपी ने इस बार शानदार प्रदर्शन किया. सिर्फ 28 सीटों पर लड़ने के बाद वो बिहार में चौथे नंबर की पार्टी बनकर उभरी. तेजस्वी चिराग पासवान को राजनीति का नया खिलाड़ी बता रहे थे, पर उन्होने ने नतीजों के जरिए तेजस्वी को जवाब दे दिया.
RJD 143 पर लड़कर सिर्फ 25 सीटें जीत पाई लेकिन चिराग पासवान की पार्टी के 28 में से 19 उम्मीदवार जीते. नतीजे आने के बाद चिराग पासवान ने तेजस्वी यादव को आईना दिखाया.चिराग ने कहा कि तेजस्वी का घमंड उन्हें ले डूबा.
बिहार के चुनाव नतीजों में अगर किसी ने सबसे ज्यादा चौंकाया, तो वो हैं, असदुद्दीन ओवैसी. पिछली बार की तरह इस बार भी ओवैसी बिहार चुनाव के X फैक्टर साबित हुए.
ओवैसी सीमांचल के मुसलमान वोटर्स को ये समझाने में कामयाब रहे कि आरजेडी और कांग्रेस के लोग उनका वोट तो लेंगे लेकिन सत्ता मिलने के बाद मुसलमानों को सिर्फ दरी बिछाने का काम मिलेगा. ओवैसी का ये दांव चल गया.
सीमांचल में महागठबंधन साफ हो गया. ओवैसी की पार्टी ने पांच सीटों पर जीत दर्ज की. पिछली बार भी ओवैसी की पार्टी के पांच उम्मीदवार जीते थे, लेकिन जीतने के बाद चार ने पार्टी छोड़कर आरजेडी का दामन थाम लिया.
ओवैसी ने इस बार उसका बदला पूरा कर लिया. उनकी पार्टी के उम्मीदवार पिछली बार की तुलना में ज्यादा अन्तर से जीते. ओवैसी की पार्टी जिन पांच सीटों पर जीती है, वहां जीत के अन्तर की औसत 27 हज़ार वोट से ज्यादा है.
महागठबंधन ने 31 मुसलमानों को टिकट दिया था और जीते सिर्फ चार. स्ट्राइक रेट रहा 12 परसेंट. ये भी इस बात का साफ संकेत है कि महागठबंधन से मुसलमानों का मोहभंग हो रहा है.
बड़ी बात ये है कि NDA ने 5 मुस्लिम उम्मीदवार उतारे और एक को कामयाबी मिली. ये इस बात का संकेत है कि अब बीजेपी से मुसलमानों को डराने का फॉर्मूला भी नाकाम हो रहा है. विकास के मुद्दे पर मुस्लिम भी NDA का समर्थन कर रहे हैं.
महागठबंधन में मायूसी है. मुकेश सहनी जो खुद को सन ऑफ मल्लाह बताकर डिप्टी सीएम बनने का ख्वाब देख रहे, वह ज़ीरो पर आउट हो गए. कांग्रेस सिंगल डिजिट पर सिमट गई. बिहार में पांचवे नंबर की पार्टी बन गई. RJD को 25 सीट मिली हैं. पिछली बार से 54 सीट कम.
कांग्रेस का हाल तो और भी बुरा हुआ है. महागठबंधन में सबसे ज़्यादा सिर-फुटौव्वल कांग्रेस की वजह से हुई. कांग्रेस ने तेजस्वी पर दबाव डाल कर 61 सीटें तो ले ली, लेकिन सिर्फ 6 सीट जीत सकी.स्ट्राइक रेट 10 परसेंट से भी कम. पिछली बार कांग्रेस 70 सीट पर लड़ी थी, 19 पर जीती और स्ट्राइक रेट था करीब 30 परसेंट, लेकिन कांग्रेस इस बार खुद भी डूबी, RJD को भी ले डूबी.
सबसे ज्यादा दुर्गति मुकेश सहनी की हुई. उनकी पार्टी 12 सीटों पर लड़ी लेकिन खाता भी नहीं खुला. मुकेश सहनी ने बिहार की जनता के ईमान पर ही सवाल उठा दिए. मुकेश सहनी ने कहा कि बीजेपी ने महिलाओं को सरकारी खजाने से दस दस हजार रूपए बांटकर वोट खरीद लिए. अगर महिलाओं के खातों में पैसा न जाता, तो नतीजे कुछ और होते.
मुकेश सहनी अब हार के कुछ भी बहाने बनाएं लेकिन हकीकत तो यही है कि महागठबंधन में जिस तरह की खींचतान चल रही थी, उसका असर वोटर्स पर हुआ. हालात ये थे कि वोटिंग से एक दिन पहले गोरा बोराम सीट पर अपने भाई को मैदान से हटाना पडा, फिर भी 11 सीटों पर फ्रेंडली फाइट हुई. चुनाव प्रचार में भी महागठबंधन में कोई तालमेल नहीं था. इसके बाद NDA ने बिहार के लोगों को लालू के जंगलराज की याद दिलाई.
मोदी, अमित शाह, योगी, एनडीए के हर नेता ने जंगलराज और भ्रष्टाचार के मुद्दों पर महागठबंधन को घेरा. हालत ये हो गई कि तेजस्वी यादव ने लालू यादव को कैंपेन से दूर रखा लेकिन फिर भी जंगलराज की काली छाया से नहीं निकल पाए.
इस चुनाव में सबसे ज़्यादा दुर्गति कांग्रेस की हुई. 61 सीटों पर लड़ी, सिर्फ 6 सीटें जीत पायी, बिहार में पांचवे नंबर की पार्टी हो गई.चिराग पासवान की पार्टी को कांग्रेस से तीन गुना ज्यादा सीटें मिलीं. ओवैसी और जीतनराम मांझी का परफॉर्मेंस भी कांग्रेस से बेहतर रहा, लेकिन इतनी करारी हार से भी राहुल गांधी ने कोई सबक नहीं सीखा.
राहुल गांधी ने सोशल मीडिया पर लिखा – बिहार का यह परिणाम वाकई चौंकाने वाला है। हम एक ऐसे चुनाव में जीत हासिल नहीं कर सके, जो शुरू से ही निष्पक्ष नहीं था.
नतीजे आने के बाद कांग्रेस के नेताओं ने भी चुनाव आयोग को निशाना बनाया. अशोक गहलोत से लेकर भूपेश बघेल तक सब ने कहा कि एनडीए जनता के समर्थन से नहीं, चुनाव आयोग के समर्थन से जीता है.
बिहार में NDA की ज़बरदस्त जीत कैसे हुई, इसे अगर कुछ वाक्यों में समझना हो, तो ये हैं:
— NDA ने मिल कर चुनाव लड़ा. MGB वाले आपस में लड़े.
— मोदी ने नीतीश को मान दिया, राहुल ने तेजस्वी का अपमान किया.
— मोदी का “मेरा बूथ सबसे मजबूत” गेमचेंजर बना. बीजेपी के तमाम मुख्यमंत्रियों, नेताओं, सांसदों और विधायकों ने कार्यकर्ताओं के साथ कंधे से कंधा मिला कर यह सुनिश्चित किया कि जनता एनडीए को वोट दे.
— इसी तरह प्रधानमंत्री को चोर कहना राहुल गांधी को उल्टा पड़ा. राहुल गांधी जब भी नरेंद्र मोदी पर पसर्नल अटैक करते हैं, जनता उसे स्वीकार नहीं करती. आपको याद होगा, 2019 में राहुल गांधी ने “चौकीदार चोर है” का नारा दिया था. उस लोकसभा चुनाव में कांग्रेस को इसका खामियाज़ा भुगतना पड़ा था.
— इसी तरह, मोदी को MY (महिलाओं -युवाओं) का वोट मिला, जबकि तेजस्वी यादव का MY (मुसलमान-यादव) वोट बंट गया. बिहार के लोगों ने मौसम बदल दिया.
राहुल गांधी ने बिहार के नतीजों के बारे में सोशल मीडिया के जरिए चुनाव आयोग की निष्पक्षता पर सवाल उठाया है.
जो ये नहीं समझ पा रहे हैं कि वो बार-बार चुनाव क्यों हारते हैं, जिनका diagnosis ही गलत है, वो मर्ज़ कैसे ठीक करेंगे. अब यही कहना पड़ेगा, “उम्र भर वो नेता यही भूल करता रहा, धूल चेहरे पे थी, वो आइना साफ़ करता रहा”.

अल-फलाह यूनिवर्सिटी के डॉक्टर्स की साज़िश कितनी भयानक थी, इसे लेकर कई चौंकाने वाले खुलासे हुए हैं. डॉक्टर मुजम्मिल की डायरी में तबाही का सीक्रेट प्लान मिला. उसकी गर्लफ्रेंड डॉक्टर शाहीन की डायरी में लड़कियों को रिक्रूट करने के लिए “ऑपरेशन हमदर्द” की डिटेल मिली.
दहशत फैलाने के लिए आठ डॉक्टर्स की चार टीमें बनाई गई थीं. चार गाड़ियां खरीदी गईं थी. बारूद का इंतज़ाम हो गया था. डेटोनेटर्स भी पहुंच गए थे. ब्लास्ट की तारीखें भी तय कर दी गई थीं. 6 दिसंबर को अयोध्या में और 26 जनवरी को दिल्ली में ब्लास्ट होना था. वाराणसी और लखनऊ भी आतंकवादियों के निशाने पर थे लेकिन पुलिस इस गिरोह के 4 सदस्यों तक पहुंच गई, इसीलिए ‘व्हाइट कॉलर मॉड्यूल’ की सारी प्लानिंग फेल हो गई.
अब डॉक्टर्स की जांच जैसे जैसे आगे बढ़ रही है, एक एक करके सारे राज़ खुलने लगे हैं. एक-एक करके दहशतगर्दों के हमदर्द पकड़े जा रहे हैं. अब तक सात गिरफ्तारियां हो चुकी हैं. लखनऊ से डॉ. शाहीन का भाई डॉक्टर परवेज़ पकड़ा गया, कानपुर से डॉक्टर आरिफ को गिरफ्तार किया गया. पुलिस अब डॉ. मुजम्मिल के भाई डॉ. मुज़फ्फर को खोज रही है. उसके खिलाफ रेड कॉर्नर नोटिस जारी किया गया है.
डॉ. मुज़म्मिल और डॉ. उमर के साथ डॉ. मुज़फ्फर भी तुर्किए गया था और अगस्त में देश से भाग गया. उसकी लोकेशन फिलहाल अफगानिस्तान में मिली है.
इधर फरीदाबाद में पुलिस ने डॉक्टरों के इस मॉड्यूल की वो चौथी कार भी बरामद कर ली है, जो डॉ. शाहीन ने खरीदी थी. ये कार अल-फलाह यूनिवर्सिटी में मिली. इसका इस्तेमाल भी ब्लास्ट में होना था.
अल-फलाह यूनिवर्सिटी को इस व्हाइट कॉलर मॉड्यूल के डॉक्टर्स ने आतंकवाद का अड्डा बना दिया. पुलिस को अल-फलाह यूनिवर्सिटी के कैंपस से एक और कार मिली. ये वो चौथी कार है जिसका इस्तेमाल ब्लास्ट के लिए किया जाना था.
दहशतगर्दों के नेटवर्क में शामिल डॉक्टर्स चार कारों के जरिए चार शहरों में ब्लास्ट की प्लानिंग कर रहे थे. जो चार गाड़ियां खरीदी गईं थीं, उसमे सें दो कारें डॉ शाहीन सईद ने खरीदी थीं और दो डॉ. उमर ने. सबसे पहले शाहीन की गाड़ी पकड़ी गई जिसमें AK-47 और विस्फोटक बरामद हुआ.
दूसरी आई-20 कार से उमर ने लाल किले के पास ब्लास्ट किया. तीसरी इको स्पोर्ट्स गाड़ी जो उमर के नाम पर खरीदी गई थी, वो अल-फलाह यूनिवर्सिटी के पास एक गांव से बरामद हुई. डॉ. शाहीन के नाम पर जो ब्रेज़ा कार सितंबर में खरीदी गई, वह भी मिल गई.
डॉ. शाहीन, डॉ. मुज़म्मिल, डॉ. उमर और उनके साथियों की प्लानिंग ये थी कि हर कार में विस्फोटक भरकर अलग अलग शहरों में ब्लास्ट करें. हर ब्लास्ट के लिए दो-दो डॉक्टर्स की चार टीमें भी बन गई थी, कब ब्लास्ट करना है, कहां ब्लास्ट करना है, उसकी प्लानिंग भी हो चुकी थी. डॉ. मुज़म्मिल ने पूछताछ में सब कुछ उगल दिया है.
प्लानिंग के मुताबिक, 6 दिसंबर को बाबरी मस्जिद ध्वंस की बरसी पर अयोध्या, वाराणसी और लखनऊ में धमाके का प्लान था. 26 जनवरी को लालकिले में ब्लास्ट किया जाना था. नेटवर्क में शामिल ज्यादातर लोग पकड़े जा चुके हैं. अब पुलिस इनके मददगारों को खोज रही है. इसके लिए एक-एक कड़ी को जोड़ा जा रहा है.
पुलिस ने अल-फलाह यूनिवर्सिटी में काम करने वाले फहीम को पकड़ा. फहीम ही वो शख्स है जिसने डॉ. उमर के नाम पर रजिस्टर्ड लाल रंग की EcoSport कार को फरीदाबाद के खंडावली गांव में पार्क किया था. जांच में पता लगा कि जिस घर के सामने ये गाड़ी पार्क की गई थी, वो घर फहीम की बहन का है.
फहीम अल-फलाह मेडिकल कॉलेज में उमर के असिस्टेंट के तौर पर काम करता था. गांव वालों का कहना है कि जिस वक्त ये गाड़ी पार्क की गई, उस वक्त कार में एक महिला भी थी जिसने बुर्का पहन रखा था. पुलिस इस महिला के बारे में पता लगाने की कोशिश कर रही है.
अल-फलाह मेडिकल कॉलेज में NIA और दूसरी जांच एजसियों के अफसर डेरा डाले हुए हैं. यूनिवर्सिटी के स्टाफ से पूछताछ हुई. जब पुलिस ने अल-फलाह यूनिवर्सिटी की बिल्डिंग नंबर 17 के रूम नंबर 13 की तलाशी ली तो साफ हो गया कि यही कमरा आतंकवादियों का मीटिंग प्वाइंट था. इसी कमरे में सारी प्लानिंग हुई. कमरा नंबर 13 में डॉ. मुजम्मिल और रूम नंबर 4 में डॉ. उमर बैठते थे. रूम नंबर 13 में डॉ मुजम्मिल की इजाज़त के बगैर किसी के भी घुसने की मनाही थी. यहां से कुछ केमिकल्स और डिजिटल डेटा, कई तरह के डिवाइसेज़ और पेन ड्राइव मिली हैं.
पुलिस को शक है कि डॉ. मुजम्मिल, डॉ. शाहीन और डॉ उमर ने मेडिकल कॉलेज की लैब से वो केमिकल्स चुराए जिनका इस्तेमाल विस्फोटक तैयार करने में होता है. इन्हीं केमिकल्स के साथ अमोनियम नाइट्रेट और ऑक्साइड मिलाकर विस्फोटक तैयार किए गए.
यूनिवर्सिटी के लैब से केमिकल किस तरह यूनिवर्सिटी से बाहर ले जाने हैं, ये भी इसी कमरे में तय होता था. ये हैरान करने वाली बात है कि अल-फलाह यूनिवर्सिटी में आतंकी साज़िश रची जाती रही, वहां की फैकेल्टी इस काम में शामिल थी, लंबे वक्त से यूनिवर्सिटी के अंदर ये सब चल रहा था लेकिन किसी को कानों-कान खबर तक नहीं हुई. इसीलिए अल-फलाह यूनिवर्सिटी जांच एजेंसियों के शक के दायरे में है.
यूनीवर्सिटी की बिल्डिंग नंबर 17 के रूम नंबर 13 और कमरा नंबर 4 से जांच एजेंसियों को डॉ उमर और डॉ मुज़म्मिल की डायरियां मिली हैं.
एक डायरी धौज गांव के उस कमरे से भी बरामद हुई है जहां डॉ. मुजम्मिल ने 360 किलो विस्फोटक छुपाकर रखा था. इस कमरे से मिली मुजम्मिल की डायरी में कोडवर्ड्स में काफी जानकारी लिखी है. इसमें 8 और 12 नवंबर की तारीख का जिक्र है.
डायरी में करीब दो दर्जन लोगों के नाम है. इनमें ज्यादातर जम्मू-कश्मीर और फरीदाबाद के लोग हैं. जांच में ये तो साफ हो गया है कि ब्लास्ट की साजिश कम से कम दो महीने से चल रही थी.
आतंकवादी अल-फलाह यूनिवर्सिटी में बैठकर ब्लास्ट की प्लानिंग कर रहे थे, लेकिन किसी को इतनी बड़ी साज़िश की कानों कान खबर न हो, ऐसा कैसे हो सकता है? इसीलिए अब जांच एजेसियां अल-फलाह यूनिवर्सिटी की पूरी कुंडली खंगाल रही है.
इस मामले में ED की एंट्री भी हो गई है. अब ED अल-फलाह यूनिवर्सिटी के सारे ट्रांजैक्शन्स का रिकॉर्ड चैक कर रही है. इस यूनिवर्सिटी की फंडिंग की जांच हो रही है. ये भी पता लगाया जा रहा है कि हरियाणा की इस यूनिवर्सिटी में ज्यादातर प्रोफेसर्स, असिस्टेंट प्रोफेसर्स और मेडिकल छात्र जम्मू कश्मीर से ही क्यों आते थे.
हालांकि अल-फलाह यूनिवर्सिटी की तरफ से अब बार बार सफाई दी जा रही है. ये कहा जा रहा है कि जो लोग आतंकवादी गतिविधियों में पकड़े गए हैं, उनका यूनिवर्सिटी के साथ प्रोफेशनल रिश्ता था. वो यूनिवर्सिटी के बाहर क्या कर रहे हैं, इससे यूनिवर्सिटी का कोई लेना-देना नहीं है.
अल-फलाह यूनिवर्सिटी को चलाने वाले चेरिटेबिल ट्रस्ट के एडवाइज़र मोहम्मद रज़ी ने कहा कि यूनिवर्सिटी जांच एजेंसियों की पूरी मदद कर रही है. ट्रस्ट के चेयरमैन जवाद अहमद सिद्दीकी भी जांच एजेंसियों के संपर्क में हैं.
मोहम्मद रज़ी ने कहा कि जवाद अहमद सिद्दीकी की पृष्ठभूमि को लेकर सवाल उठाए जा रहे हैं लेकिन कोर्ट ने उन्हें पुराने सारे मामलों में क्लीन चिट दे दी है.
अल-फलाह यूनिवर्सिटी की सफाई अपनी जगह है लेकिन यूनीवर्सिटी की तरफ से इस सवाल का कोई जवाब नहीं मिला कि अल-फलाह मेडिकल कॉलेज की लैब से विस्फोटक तैयार करने में इस्तेमाल होने वाले केमिकल कैंपस से बाहर कैसे गए.
Association of Indian Universities ने अल-फलाह की सदस्यता रद्द कर दी. अल-फलाह यूनिवर्सिटी से AIU का LOGO और नाम इस्तेमाल न करने को कहा गया है.
ये भी खुलासा हुआ कि अल-फलाह यूनीवर्सिटी ये भी झूठा दावा कर रही थी कि नेशनल असेसमेंट एंड एक्रीडेशन काउंसिल यानि NAAC ने उसे A ग्रेड की रेटिंग दी है. NAAC ने साफ किया कि अल-फलाह यूनीवर्सिटी ने न तो कभी रेटिंग के लिए अप्लाई किया और न ही उसे कभी रेटिंग दी गई.
NAAC ने अल-फलाह यूनीवर्सिटी से जवाब मांगा है. NAAC का नोटिस मिलने के बाद यूनिवर्सिटी के वेबसाइट डाउन हो गई.
अल-फलाह यूनिवर्सिटी को इस पूरे मामले में क्लीन चिट कैसे दी जा सकती है ? ऐसा कैसे हो सकता है कि कश्मीर से आतंकवादियों द्वारा भेजे गए डॉक्टर्स एक-एक करके यहां आते गए, नौकरी पाते गए और कोई पूछने वाला नहीं था ?
जिन डॉक्टरों को बाकी जगहों से देशद्रोह या अनुशासनहीनता के लिए निकाला गया, उनकी नियुक्ति यहां बड़े आराम से हो गई. मौलाना इश्तियाक रोज अल-फलाह के चक्कर काटते रहे, डॉक्टरों को जिहाद की सीख देते रहे और उन्हें रोकने वाला कोई नहीं था ?
अल-फलाह का मेडिकल कालेज आतंकवाद का अड्डा बन गया. अल-फलाह के पास गांव में बारूद का ढेर लग गया. ब्लास्ट के लिए तैयार कारें कैम्पस में सजकर खड़ी रहीं और किसी को पता नहीं चला?
ये सब कैसे हो सकता है ? साज़िश करने वाले डॉक्टर्स को अल-फलाह ने पनाह दी, पैसे दिए, विस्फोटक तैयार करने के लिए labs दी और धीरे-धीरे अल-फलाह एक बड़े आतंकवादी module का सेंटर बन गया. ये संयोग नहीं, प्रयोग लगता है.
अल-फलाह यूनिवर्सिटी का सबसे सनसनीखेज़ किस्सा डॉ. शाहीन के आतंकवादी बनने का है. डॉ. शाहीन के भाई डॉक्टर परवेज को अरेस्ट किया जा चुका है. डॉ. परवेज लखनऊ की इंटीग्रल यूनीवर्सिटी में प्रोफेसर था. डॉ. परवेज ने दिल्ली ब्लास्ट से तीन दिन पहले सात नवंबर को यूनिवर्सिटी से इस्तीफा दे दिया था.
यूपी ATS ने गुरुवार को लखनऊ की इंटीग्रल यूनिवर्सिटी में पढ़ने वाले जम्मू कश्मीर के करीब 60 छात्रों का बैकग्राउंड चैक किया. परवेज के घर से पुलिस ने जो लैपटॉप, दस मोबाइल और दूसरे गैजेट्स बरामद किए गये, उससे ये साफ हो गया कि डॉ. परवेज भी अपनी बहन डॉ. शाहीन के साथ टेरर मॉड्यूल में शामिल था.
वह कश्मीर के कुछ लोगों से लगातार संपर्क में था लेकिन वो टेरर नेटवर्क से जुड़े लोगों को जब भी कॉल करता था या कोई मैसेज करता था तो उसे तुंरत डिलीट कर देता था. अब पुलिस इसके गैजेट्स का सारा डेटा रिकवर करने की कोशिश कर रही है.
डॉ. परवेज से पूछताछ में पुलिस को कानपुर के डॉक्टर आरिफ मीर के बारे में पता लगा. डॉ. आरिफ कश्मीर का रहने वाला है. वह कानपुर के LPS इंस्टीट्यूट ऑफ कार्डियोलॉजी और कार्डिएक सर्जरी हॉस्पिटल में रेजीडेंट डॉक्टर के तौर पर काम कर रहा था. डॉ. आरिफ़ कानपुर के अशोक नगर में कमरा किराए पर लेकर रह रहा था. पुलिस ने डॉ आरिफ को हिरासत में लिया है.
दिल्ली पुलिस की स्पेशल सेल ने यूपी के हापुड़ से डॉक्टर फारूख को डिटेन किया है. डॉ. फारूख कश्मीर का रहने वाला है. वह हापुड़ में GS हॉस्पिटल के gynaecology विभाग में काम करता है. डॉ. फारूख ने अल-फलाह यूनिवर्सिटी से ही MBBS और MD किया था.
डॉ. फारूख के बारे में जानकारी डॉक्टर मुज़म्मिल से पूछताछ के बाद सामने आई. मुजम्मिल ने अपने बयान में खुलासा किया कि दिल्ली विस्फोट की साजिश में डॉ. फारूख की अहम भूमिका थी. वह डॉक्टर शाहीन के संपर्क में भी था. इसके बाद पुलिस ने डॉ. फारूख को गिरफ्तार कर लिया.
डॉ. मुज़म्मिल की दोस्त डॉ. शाहीन की डायरी पुलिस ने बरामद की है जिससे कई राज सामने आए. जैश-ए-मोहम्मद के हैंडलर्स ने शाहीन को कोड वर्ड में ‘मैडम सर्जन’ का नाम दिया था, देशभर में ब्लास्ट की साजिश को नाम दिया गया था, ‘ऑपरेशन हमदर्द’. ‘मैडम सर्जन’ का काम था मुस्लिम लड़कियों का रिक्रूटमेंट करना.
डॉ. शाहीन जैश-ए-मोहम्मद के कमांडर्स के साथ तालमेल का काम करती थी. जांच के दौरान सुरक्षा एजेंसियों को शाहीन के चैटबॉक्स में ‘टीम D’ का जिक्र मिला है.
‘टीम D’ यानी आतंकी गतिविधियों में शामिल डॉक्टरों की टीम. इस टीम में शाहीन और उसके डॉक्टर साथी शामिल थे जिनको कोड वर्ड के ज़रिए टास्क दिया जाता था.
चैटिंग के दौरान Heart स्पेशलिस्ट, Eye स्पेशलिस्ट, Physician शब्दों का इस्तेमाल होता था. छोटे हथियार के लिए Medicine स्टॉक, रेकी वाली जगह को लेकर ऑपरेशन थिएटर शब्द का इस्तेमाल किया जाता था.
पैसों का इंतज़ाम करने के लिए ऑपेरशन की तैयारी जैसे कोड़वर्ड का इस्तेमाल होता था. शाहीन की डायरी से ही पुलिस को पता चला कि आंतक की साजिश को अंजाम तक पहुंचाने के लिए टीम-D ने 26 लाख रूपये जुटाए थे. इसमें से 3 लाख रूपये से 26 क्विंटल NKP फर्टिलाइज़र, टाइमर और रिमोट समेत कुछ और सामान खरीदा गया.
डॉक्टर शाहीन की डायरी से आफिरा बीबी के बारे में भी पता चला. आफिरा बीबी जैश-ए- मोहम्मद की महिला विंग की कमांडर है. पुलवामा हमले के मास्टरमाइंड उमर फारूक की पत्नी है. डॉक्टर शाहीन को पाकिस्तान से सारे ऑर्डर आफिरा बीबी के ज़रिए मिलते थे.
पुलिस को इस बात के भी सबूत मिले हैं कि डॉक्टर शाहीन जैश-ए-मोहम्मद के चीफ मसूद अज़हर की बहन सादिया अज़हर के साथ लगातार संपर्क में थी. आफिरा और सादिया ने ही ऑपरेशन हमदर्द की जिम्मेदारी डॉक्टर शाहीन को दी थी.
इंडिया टीवी के पॉलिटिकल एडीटर देवेन्द्र पाराशर ने खबर दी है कि दिल्ली ब्लास्ट का कनेक्शन पाकिस्तान के कब्जे वाले कश्मीर, पाकिस्तान और अफगानिस्तान से होने के सबूत मिले हैं. पकड़े गए डॉक्टर्स के एक हैंडलर का नाम फैसल अशफ़ाक़ बट है. अशफ़ाक़ बट अफ़ग़ानिस्तान में रहता है. टेरर मॉड्यूल में शामिल डॉक्टर्स हाशिम और डॉक्टर उकासा नाम के हैंडलर्स के संपर्क में भी थे. इन दोनों हैंडलर्स की लोकेशन विदेश में मिली है.
पकड़े गए डॉक्टर्स ने टेलीग्राम चैनल पर दो ग्रुप्स बनाए हुए थे. इनके नाम फ़रज़ंदान-ए-दारुल उलूम देवबंद और काफ़िला-ए-ग़ुरबा थे. इन्हीं दोनों टेलीग्राम ग्रुप्स के ज़रिए लोगों को Radicalize किया जाता था.
ये लोग पैसों के लेन-देन के लिए भी टेलीग्राम चैनल का ही इस्तेमाल कर रहे थे.
इस बात में तो कोई शक नहीं कि अल-फलाह को आतंक का अड्डा बनाने में पाकिस्तान का हाथ है. इस बात में भी कोई संदेह नहीं कि इस बार बड़ी चालाकी से डॉक्टरों को जिहादी बनाया गया.
पढ़े-लिखे लोग जब दहशतगर्द बनते हैं तो ज्यादा ख़तरनाक होते हैं. उनसे सुराग निकालना मुश्किल होता है. पाकिस्तान का इस आतंकी नेटवर्क से कनेक्शन स्थापित न हो पाए, इसीलिए इस बार ISI ने तुर्किए का सहारा लिया. तुर्किए की सरकार भारत विरोधी है. हर अंतरराष्ट्रीय मंच पर वो पाकिस्तान का साथ देती है. ऑपरेशन सिंदूर के वक्त भी भारत पर हमले के लिए तुर्किए में बने ड्रोन्स मैदान में आए थे. लेकिन जिस तरह से हमारी पराक्रमी फौज ने एक एक ड्रोन्स को मार गिराया, उसी तरह आतंकवाद के एक एक एजेंट का सफाया होगा.
हमें अपने सुरक्षा बलों पर भरोसा रखना चाहिए कि वो पाकिस्तान के कनेक्शन का पर्दाफाश करेंगे और दहशतगर्दों के आकाओं को सज़ा भी देंगे.

The latest disclosures about the diabolical terror plot hatched by some doctors of Al-Falah University are disturbing. Their secret plan to carry out serial blasts has been revealed from Dr Muzammil’s diary seized by investigators from Al-Falah University.
Dr Muzammil’s girlfriend Dr Shaheen’s diary details how ‘Operation Hamdard’ was to be launched to recruit Muslim girls to carry out destruction.
Four teams consisting of eight doctors were formed and four cars were purchased. Explosives and detonators were ready and the dates for carrying out blasts had been fixed.
The blasts were to be carried out in Ayodhya, Varanasi and Lucknow on December 6 (Babri demolition day) and in Delhi on January 26 (Republic Day). It was timely action by security agencies that foiled the plan of this white collar module.
Till now, seven arrests have been made. From Lucknow, Dr Shaheen’s brother Dr. Parvez was detained, while Dr Arif was arrested from Kanpur. Security agencies are on the lookout for Dr Muzammil’s brother Dr Muzaffar and a red corner lookout notice has been issued.
It was also revealed that Dr Muzammil and Dr Umar had accompanied Dr Muzaffar on his visit to Turkiye. Later, Dr Muzaffar fled from India. His location is now said to be somewhere in Afghanistan.
Police have recovered the fourth car purchased by Dr Shaheen from Al-Falah University in Faridabad. This car was meant for carrying out blast.
There is no gainsaying the fact that this ‘white collar’ module of doctors had made Al-Falah University their center of terror activities. Out of the four cars, Dr Shaheen had purchased two and Dr Umar had bought the other two cars. It was Dr Shaheen’s car which was first seized after AK-47 rifle and explosives were found in the vehicle.
The second i20 car was used by Dr Umar for the suicide attack near Red Fort. The third one, an Ecosport car was recovered from a village near Al-Falah university.
Sleuths of National Investigation Agency and other security agencies are camping at Al-Falah medical college. They are questioning university staff about this terror module. Room no 13 and Room No. 4 in Building No. 17 of the medical college were being used by Dr Muzammil and Dr Umar respectively. Some chemicals, digital data, other devices and pen drives have been seized from these rooms.
Investigators believe that Dr Muzammil, Dr Shaheen and Dr Umar were stealing chemicals from the medical college lab for preparing explosives from ammonium nitrate.
The question is: how was this going on without the knowledge of university authorities? Naturally, the needle of suspicion has now fallen on Al-Falah university, its management and its funding. Enforcement Directorate has now started to check the sources of funding for this university and all transaction records are being checked.
Dr Muzammil’s diary that has been seized has several code words and there is mention of two dates : November 8 and 12. There are names of nearly two dozen people, mostly from J&K and Faridabad. The planning for carrying out the blasts was going on since last two months.
Mohammed Razi, who acts as adviser to the charitable trust that runs Al-Falah University has said that the management is fully cooperating with investigation agencies . The trust chairman Jawad Ahmed Siddiqui is also in touch with the investigation agencies. Mohammed Razi clarified that questions that are being raised about Jawad Ahmed Siddiqui’s background are immaterial because judiciary has given him a clean chit in all cases.
Al-Falah University’s clarification may carry some weight, but it is yet to reply to how chemicals were taken out from the medical college campus for making explosives.
Association of Indian Universities has cancelled the membership of Al-Falah university with immediate effect and has asked the university not to use the logo of AIU in its communications.
It has also been revealed that Al-Falah university was falsely claiming ‘A’ Grade rating from NAAC (National Assessment and Accreditation Council). NAAC has clarified that neither did Al-Falah ever apply for any rating, nor was any rating given to the university. NAAC has issued a show cause notice to the university. Al-Falah’s website was down on Thursday.
How can any clean chit be given to Al-Falah University under such circumstances? Why was there no check about the background of doctors who were dismissed from service on charges of indiscipline and sedition in Kashmir, but were given jobs in this university? How come Maulana Ishtiaq used to visit Al-Falah regularly to radicalize the doctors and there was nobody to stop the cleric? How come nearly 2,900 kg of explosives were stored in a village near the university, cars were kept ready inside the campus for carrying out blasts, but the management did not know about all this?
Al-Falah University became the center of an active terror module, doctors were given jobs, they collected money, took chemicals from the medical college to make explosives, and yet none from the management knew about it? This cannot be termed a coincidence, it was a brazen act.
The key actor in this module was Dr Shaheen, whose brother Dr Parvez, who was working in Integral University, Lucknow, has been arrested. Dr Parvez resigned from his job three days before the Delhi blast. Anti-Terrorist Squad of UP police is now checking the background of nearly 60 students hailing from Kashmir, who are studying in Integral University.
Another physician Dr Arif, hailing from Kashmir and working in LPS Institute of Cardiology and Cardiac Surgery in Kanpur as resident doctor, has also been detained by police. Dr Farooq, from Kashmir, working in the gynaecology department of G S Hospital in Hapur, UP, has been detained. He had completed his MBBS and MD from Al-Falah university. Dr Arif’s name cropped up during interrogation of Dr Muzammil.
Dr Shaheen’s diary entries reveal that her Jaish-e-Mohammed handlers had given her the code word ‘Madam Surgeon’. The plot to carry out serial blasts was named ‘Operation Hamdard’. ‘Madam Surgeon’ was supposed to recruit Muslim girls for jehad. The chat box mentions ‘Team D’. It refers to the module of doctors including Dr Shahin and Dr Muzammil.
During chats, code words like ‘heart specialist’, ‘eye specialist’, ‘physician’ were used. Code word ‘Medicine stock’ was used for small weapons, ‘Operation Theater’ was used for locations that were recced.
Police have collected evidence that Dr Shaheen was in regular touch with Jaish-e-Mohammee chief Masood Azhar’s sister Sadia Azhar. It was Sadia who had given the task of ‘Operation Hamdard’ to Dr Shaheen.
India TV political editor Devendra Parashar has reported that links to Delhi blast have been found in Pakistan, Pak Occupied Kashmir and Afghanistan. One of the handlers in touch with the doctors was Faisal Ashfaq Butt, who is presently in Afghanistan. The module was also in touch with two other handlers Dr Hashim and Dr Ukasa, and their locations are in foreign countries.
The arrested doctors had created two groups on Telegram channel – Farzandan-e-Darul Uloom Deoband and Qafila-e-Gurba. They were using Telegram channel for money transactions too.
There are no doubts that Pakistan had a clear hand in running a terror centre in AL-Falah university. The handlers were cleverly radicalizing doctors. When well-read people become terrorists, they become more dangerous. It is very difficult to extract vital info from them.
To avoid Pakistan being drawn into this terror network, the ISI handlers opted for Turkiye, whose government always sides with Pakistan on international forums.
During Operation Sindoor, drones manufactured in Turkiye were used against India. Our valiant forces destroyed all the drones. In a similar manner, each agent of terrorism will be eliminated too.
We must have faith in our security agencies. They will soon expose the Pakistan connection and the terrorists and their masterminds will be punished.

After joining most of the dots in the current investigation, the picture is now fairly clear. The Jaish terror module, comprising doctors, was planning to carry out serial blasts in Delhi, Mumbai, Lucknow, Ayodhya, Varanasi, Jaipur and other cities. Thousands of people could have lost their lives.
The government has described the Red Fort blast as an “act of terror”. The top leadership has vowed not to spare the masterminds behind this terror act. Timely detection of this module prevented the serial blasts from taking place and the network was smashed.
The top actors, mostly doctors, were rounded up, 2,900 kg explosives, assault rifles, timers, detonators were seized. But one terrorist doc managed to evade arrest and carried out the blast near Red Fort on Monday evening.
The terror module had purchased cars – one was blown up near Red Fort by Dr. Umar and the other was seized yesterday in Faridabad. One member of this terror module is still underground.
Questions now remain. How Al Falah university became the HQ of jihadi doctors? Who radicalized these doctors, mostly from Kashmir? Who gave jobs to Dr Muzammil, Dr Shaheen, Dr Umar and Dr Nisarul Hasan in Al Falah university? Why did their nefarious activities remain under wraps till now?
One needs to join the dots to reach a conclusion. Dhauj is a Muslim-dominated village in Faridabad, near Delhi. Al Falah University is spread over 76 acres here. Dr Muzammil was teaching medicine in this university for the last three years on a salary of Rs 9 lakhs.
Dr Muzammil appointed his girlfriend Dr Shaheen as assistant professor in this university. Earlier she used to teach in Kanpur medical college, but left the city in 2013. She was seen in Al Falah university only two years ago.
Investigation agencies suspect that Dr Shaheen probably got in touch with a terror group during this time. Soon afterwards, Dr Muzammil, Dr Shaheen and their doctor friends started purchasing material required to make explosives.
A month ago, Dr Muzammil rented three rooms in a village on the main road, 300 metres from the university. The two-storeyed building had seven rooms. Three days later, he stored 358 kg explosives in these rooms. The villagers did not suspect anything fishy. Some of them helped the doc in carrying the bags to these rooms.
Dr Muzammil then rented another single storeyed building in Fatehpur Tagga, three km from the university. The building belonged to Hafiz Ishtiaq, a frequent visitor to the university, where he struck a friendship with the doctor.
Both of them stocked a huge quantity of explosives and a large number of detonators in this building. The quantity of explosives gradually increased to 2,563 kg. Since the building was built on a piece of land surrounded by cultivated land, nobody suspected anything.
Room No 13 in Al Falah Medical College became the planning center for this terror module. It was the room where Dr Muzammil Shakeel used to sit. The doors of this room remained closed most of the time. The terror module members chatted with one another within a Telegram group.
To know how Dr Muzammil, Dr Shaheen and Hafiz Ishtiaq were nabbed by police, one must understand how J&K police reached Faridabad. It is another surprising part of this story.
On October 19, Jaish-e-Mohammed posters appeared in Kashmir Valley. The poster was in the name of Jaish commander Hanzala Bhai. On the poster was written, “we will take action and teach a lesson to those who allow Indians to sit in their shops”. The Jaish poster also threatened attacks on Indian armed forces. Police took note of the posters in Naugam.
On October 27, more than 25 such posters appeared and security agencies set up a team of 50 police officers to track the offenders. These officers went through footage of nearly 60 cctv cameras and zeroed in on three youths Arif Nisar Dar alias Sahil, Yasir-ul-Ashraf and Maqsood Ahmed Dar. They were detained two days later.
During interrogation, the youths revealed that a moulvi named Irfan Ahmed had asked them to put up these posters. This moulvi, from Shopian, had worked as a paramedic in Anantnag medical college.
After interrogating Moulvi Irfan Ahmed, police came to know about Dr Adeel. Police confirmed his involvement from cctv footage in which the doctor was seen putting up the posters. Dr Adeel Ahmed was working as a resident doctor in Anantnag medical college. He later worked in a private hospital in Saharanpur, UP.
Dr Adeel’s phone was put under surveillance. It was revealed that he was in touch with Pakistani handlers. J&K Police, with UP anti-terrorist squad, arrested Dr Adeel. During interrogation, Dr Adeel disclosed about Dr Muzammil of Al Falah University, Faridabad. An AK-56 rifle and hand grenade was recovered from Anantnag medical college with the help of Dr Adeel.
J&K Police then arrested Dr Muzammil. He told police about 358 kg of ammonium nitrate hidden in a rented house in Faridabad, which was seized.
During interrogation, Dr Muzammil spilled out about Dr Shaheen Saeed. She hailed from Lucknow, and was working in Al Falah university with him. Police then arrested Dr Shaheen and seized one A-47 rifle.
Dr Muzammil also told police about Haji Ishtiaq of Mewat, Haryana. Ishtiaq was nabbed and, at his instance, police recovered nearly 2,500 kg of ammonium nitrate from his building.
During interrogation of these suspects, police came to know about Dr Umar, who had studied with Dr Muzammil in Srinagar government medical college and was presently working in Al Falah university. By this time, Dr Umar knew that his time was up. He fled in his car carrying explosives.
On November 10, Dr Umar left Faridabad in the morning, went to Badarpur, Sarita Vihar and Mayur Vihar. His movements have been recovered on cctv footage.
Investigators suspect, Dr Umar wanted to carry out a blast in a crowded place and he was in search of the same. At around 3 pm, he took his car to the parking area near Red Fort. He sat inside his car for nearly three hours. At around 6.32 pm, he took out his car at a slow speed.
Investigators believe, the doctor wanted more vehicles near his car. At a red signal, he detonated his explosive. DNA sampling of his body parts has confirmed that it was Dr Umar who carried out the suicide bombing.
The role of Jaish-e-Mohammed and Al Falah university is now under close scrutiny of investigators. Doctors were radicalized to evade suspicion. The Al Falah university had become a base of radicalized doctors. Most of these doctors were dismissed for one reason or the other by other medical colleges.
Surprisingly, the plot to carry out serial blasts was hatched nearly two years ago, when the work of collecting explosives started. When police arrested the doctors, it was a case difficult to crack for the sleuths. Investigators had to toil hard to join one point with the other in this jigsaw puzzle. It took time.
For example, when Dr Adeel was nabbed, he took several days to spill out the beans about Dr Muzammil. The interrogation of Dr Muzammil took several days. This time lag allowed Dr Umar to escape police and carry out the blast near Red Fort. Dr Muzammil had revealed the car number of his girlfriend, but he did not mention that the car was in the name of Dr Umar.
Secrets are now tumbling out one after the other. Dr Muzammil, Dr Adeel and Dr Shaheen had created a group in Al Falah university. This group had collected Rs 26 lakh. The group handed over the money in cash to Dr Umar, who used this money to buy 2,600 kg NPK fertilizer from Nuh and Gurugram, in stages.
It was Dr Umar who purchased chemicals, remote timers and other devices, and handed them to Dr Muzammil. When police seized this huge quantity of explosives, it checked the cellphones of these doctors. It was only then police stumbled on the larger picture of the module planning to carry out serial blasts across India. We must appreciate the hard work put in by our investigators and security agencies in unravelling this big conspiracy.
A footnote: I think, we need a centralized database to prevent terror attacks. This database can be created through identification of each citizen through facial recognition, properly verified and kept confidential, so that it must not fall into the hands of mischievous elements.
This is a big task, but it is possible in this digital age. Artificial intelligence can be used to trace criminals immediately. If verified identification is carried out, the response time will be less.
China has integrated digital surveillance, identity verification system, real-time facial recognition and resident tracing mechanism. Naturally, there are few terrorist attacks and there is hardly any criminal network.
India is a democratic country. We do not have a dictatorship like China, but if we want to combat terrorism, digital verified identification is a must.

10 नवंबर को दिल्ली के लाल किले के पास हुए बम धमाके को सरकार ने आतंकवादी वारदात माना है. सरकार ने साफ कहा है कि दिल्ली में ब्लास्ट “एक्ट ऑफ टेरर”(आतंकवादी वारदात) था. इसे अंजाम देने वालों और दहशतगर्दों के मददगारों को किसी कीमत पर बख्शा नहीं जाएगा.
ब्लास्ट को लेकर कई चौंकाने वाले खुलासे भी हुए. जांच एजेंसियों का दावा है कि आतंकवादियों की साज़िश बहुत ही खतरनाक थी. उनका मंसूबा सिर्फ दिल्ली नहीं, अयोध्या, वाराणसी, मुंबई, जयपुर, लखनऊ समेत देश के कई शहरों में एक साथ धमाके करने का था लेकिन सुरक्षा एजेंसियां ऐन वक्त से पहले दहशतगर्दों के नेटवर्क की तह तक पहुंच गई.
इस नेटवर्क में शामिल डॉक्टर्स कुछ कर पाते इससे पहले उन्हें गिरफ्तार कर लिया गया. पुलिस ने 2900 किलो विस्फोटक बरामद किए. एक आतंकवादी छिपने में कामयाब हो गया और मौका मिलते ही वो बचा-खुचा विस्फोटक कार में लेकर भागा और लाल किले के पास धमाका कर दिया,
अगर ये दहशतगर्द डॉक्टर अपने असली इरादे में कामयाब हो जाते तो हजारों लोगों की जान जाती.
दूसरा खुलासा ये हुआ कि दहशतगर्दों ने धमाके के लिए दो गाड़ियां खरीदीं थीं. एक कार तो लाल किले के पास हुए धमाके में उड़ गई, दूसरी कार को सुरक्षा एजेंसियों ने फरीदाबाद के एक गांव में लावारिस हालत में बरामद कर लिया.
तीसरा खुलासा ये हुआ कि अब भी इस गिरोह का एक आतंकवादी फरार है. अल फलाह यूनिवर्सिटी का डॉक्टर निसारुल हसन लाल किले के पास हुए ब्लास्ट के बाद से गायब है. निसार उल हसन को देशविरोधी गतिविधियों के कारण श्रीनगर के महाराजा हरिसिंह अस्पताल से बर्खास्त कर दिया गया था लेकिन उसे फरीदाबाद की अल फलाह यूनिवर्सिटी में नौकरी मिल गई.
अब सबसे बड़ा सवाल ये है कि अल फलाह यूनिवर्सिटी आतंकवादियों का अड्डा कैसे बन गई? डॉ मुजम्मिल, डॉ. शाहीन, डॉ. उमर और डॉ. निसारुल हसन जैसे राष्ट्रविरोधी तत्वों को अल फलाह यूनिवर्सिटी में किसने नौकरी दी ? उनकी आतंकवादी गतिविधियों के बारे में किसी को पता क्यों नहीं चला ? क्या अल फलाह यूनिवर्सिटी कश्मीरी आतंकवादियों का अड्डा है ? डॉक्टर्स को जिहादी किसने बनाया ? 2900 किलो एक्सप्लोसिव कहां से आया ? कश्मीर से लेकर फरीदाबाद तक फैले आतंकवादियों के नेटवर्क तक पांच राज्यों की पुलिस कैसे पहुंची ?
पहले सिलसिलेवार तरीके से देखते हैं कि मौत की इस कहानी के किरदार कौन-कौन हैं? उनकी कहानी कहां से शुरु हुई और कहां तक पहुंची.
दिल्ली के पास फरीदाबाद में धौज नाम का एक गांव है. यहां ज्यादातर आबादी मुसलमानों की है. .इसी गांव में 76 एकड़ में फैली यूनीवर्सिटी है अल फलाह. डॉक्टर मुजम्मिल पिछले तीन साल से इस यूनिवर्सिटी में पढ़ाता था. उसकी तन्ख्वाह है नौ लाख रूपए. डॉक्टर मुजम्मिल की गर्लफ्रेंड डॉ. शाहीन भी इसी यूनीवर्सिटी में प्रोफेसर थी. शाहीन पहले कानपुर में पढ़ाती थी. 2013 में वो अचानक गायब हो गई और फिर दो साल पहले अल फलाह यूनिवर्सिटी में नजर आई.
जांच एजेसियों को शक है कि इन 11 सालों में डॉक्टर शाहीन आतंकवादियों के संपर्क में थी और उसे आतंकवादी बनने के लिए ट्रेन किया गया. डॉक्टर शाहीन को डॉक्टर मुजम्मिल ने अल फलाह यूनीवर्सिटी में असिस्टेंट प्रोफेसर नियुक्त किया. इसके बाद ही डॉक्टर मुजम्मिल, डॉ. शाहीन और उनके साथियों ने धीरे धीरे विस्फोटक खरीदना और उन्हें अलग अलग जगहों पर इकट्ठा करना शुरू किया.
एक महीने पहले डॉ. मुजम्मिल ने यूनिवर्सिटी से सिर्फ तीन सौ मीटर दूर मेनरोड पर गांव में तीन कमरे किराए पर लिए. दो मंजिल के इस मकान में कुल सात कमरे हैं. यहां ज्यादातर मजदूर रहते हैं. कमरे किराए पर लेने के तीन दिन बाद डॉ मुजम्मिल ने यहां 358 किलो विस्फोटक ला कर रखा. गांव वालों को जरा भी शक नहीं हुआ. उन्होंने तो बोरियां उठाने में डॉ. मुजम्मिल की मदद की.
इसके बाद डॉक्टर मुजम्मिल ने गांव के हाफिज़ इश्तियाक के मकान का एक कमरा भी किराए पर लिया. ये एक मंजिला मकान यूनिवर्सिटी से तीन किलोमीटर दूर फतेहपुर तागा में है. हाफिज़ इश्तियाक का अल फलाह यूनिवर्सिटी में आना जाना था. वहां पर डॉ. मुजम्मिल से उसकी पहचान हुई. जांच में चौंकाने वाला खुलासा हुआ कि हाफिज़ इश्तियाक और डॉक्टर मुजम्मिल ने मिलकर ही भारी मात्रा में विस्फोटक और बड़ी तादाद में डेटोनेटर इकट्ठे किए ताकि बम बनाए जा सकें.
हाफिज़ इश्तियाक के इस मकाने में धीरे धीरे करके 2 हजार 563 किलो विस्फोटक लाकर रखा गया. ये मकान थोड़ा अंदर जाकर है, जहां चारों तरफ खेत हैं. इसलिए किसी को शक होने की गुंजाइश नहीं थी और ये काम चुपचाप किया गया.
अल फलाह मेडिकल कॉलेज का रूम नंबर 13 आतंकवाद का प्लानिंग सेंटर था, जहां डॉ. मुजम्मिल शकील बैठता था. सारा तालमेल अल फलाह मेडिकल कॉलेज के इसी रूम से होता था. इस कमरे के दरवाजे हमेशा बंद रहते थे. ये लोग टेलीग्राम एप के जरिए एक-दूसरे के संपर्क में रहते थे. मुख्य किरदार डॉ. मुजम्मिल, डॉक्टर शाहीन और हाफिज़ इश्तियाक पुलिस की गिरफ्त में कैसे आए, इसे जानने के लिए ये समझना जरूरी है कि पुलिस कश्मीर से फरीदाबाद तक पहुंची कैसे. इसकी एक अलग चौंकाने वाली कहानी है.
दरअसल 19 अक्टूबर को कश्मीर घाटी में जैश-ए-मोहम्मद का एक पोस्टर लगा. ये पोस्टर कमांडर हंजला भाई की तरफ से जारी किया गया जिसमें लिखा गया था कि अब हम एक्शन करेंगे और जो भारतीय दरिंदों को अपनी दुकानों पर बिठाते हैं, उन्हें सबक सिखाएंगे. इस पोस्टर में सशस्त्र सेनाओं को भी निशाना बनाने की धमकी भी दी गई. नौगाम में इन पोस्टर्स पर पुलिस की नजर पड़ी. 27 अक्टूबर को एक बार फिर इसी तरह के 25 से ज्यादा पोस्टर चिपकाए गए तो सुरक्षा एजेंसियां सक्रिय हुई. 50 पुलिस अफसरों की टीम बनाई गई. इन अफसरों ने साठ सीसीटीवी कैमरों की फुटेज को दिन-रात बैठकर देखा. दो दिन बाद नौगाम के ही आरिफ निसार डार उर्फ साहिल, यासिर-उल-अशरफ और मकसूद अहमद डार नाम के तीन लड़कों को पकड़ा गया.
उनसे पूछताछ में ये पता चला कि उन्होंने इरफान अहमद नाम के एक मौलवी के कहने पर पोस्टर लगाए थे. पता लगा कि मौलवी इरफान अहमद शोपियां का रहने वाला है. वो पहले अनंतनाग के एक मेडिकल कॉलेज में पैरा मेडिकल स्टाफ के तौर पर भी काम करता था. मौलवी इरफान अहमद से पूछताछ में डॉक्टर अदील के बारे में पता चला.
मौलवी इरफान ने पुलिस को बताया कि डॉक्टर अदील भी पोस्टर लगाने वालों में शामिल था. सीसीटीवी फुटेज से इस बात की तस्दीक भी हुई. इस फुटेज में डॉक्टर अदील दिखाई दिया. अदील अहमद अनंतनाग मेडिकल कॉलेज में रेजिडेंट डॉक्टर था. उसी दौरान उसकी पहचान मौलवी इरफान अहमद से हुई.
मौलवी ने पुलिस को बताया कि डॉक्टर अदील सहारनपुर के एक अस्पताल में नौकरी कर रहा है. पुलिस ने डॉक्टर अदील का फोन सर्विलांस पर लगाया. पता लगा कि वो पाकिस्तानी हैंडलर्स के संपर्क में था. इसके बाद जम्मू कश्मीर पुलिस ने यूपी एटीएस की मदद से डॉक्टर अदील को गिरफ्तार किया. उससे पूछताछ में पुलिस को फरीदाबाद में अल फलाह यूनिवर्सिटी के डॉक्टर मुजम्मिल के बारे में पता चला.
डॉक्टर अदील की निशानदेही पर पुलिस ने अनंतनाग सरकारी मेडिकल कॉलेज से एक AK-56 राइफल और हैंड ग्रेनेड बरामद किए. फिर डॉक्टर मुजम्मिल को पकड़ा गया. मुजम्मिल की निशानदेही पर पुलिस ने फरीदाबाद में एक किराए के मकान से 358 किलो अमोनियम नाइट्रेट बरामद किया. पूछताछ के दौरान डॉक्टर मुजम्मिल ने डॉक्टर शाहीन सईद के बारे में बताया जो लखनऊ की रहने वाली थी और डॉक्टर मुज़म्मिल के साथ अल फलाह यूनिवर्सिटी में नौकरी कर रही थी.
मुजम्मिल ने शाहीन के पास एक AK-47 राइफल छुपाकर रखी है. इसके बाद पुलिस ने डॉक्टर शाहीन को गिरफ्तार किया और उसके कब्जे से AK-47 राइफल बरामद की. डॉ. मुजम्मिल से पूछताछ में ही मेवात के रहने वाले हाजी इश्तियाक का पता चला. पुलिस ने उसे भी धर दबोचा और उसकी निशानदेही पर फरीदाबाद में उसके घर से करीब ढाई हज़ार किलो अमोनियम नाइट्रेट मिला.
इसके बाद पुलिस ने डॉ. अदील, डॉ. मुजम्मिल और डॉ. शाहीन सईद से पूछताछ की तो डॉ. उमर के बारे में पता लगा. डॉक्टर उमर श्रीनगर के सरकारी मेडिकल कॉलेज में मुजम्मिल के साथ पढ़ा था और फिलहाल फरीदाबाद की अल फलाह यूनीवर्सिटी में नौकरी कर रहा था लेकिन इस दौरान डॉ. उमर को अपने साथियों की गिरफ्तारी की भनक लग चुकी थी. इसलिए वो बचे-खुचे विस्फोटक को लेकर भाग गया.
डॉ. उमर सुबह सात बजे फरीदाबाद की अल फलाह यूनीवर्सिटी से निकला, दिल्ली पहुंचा. बदरपुर टोल प्लाजा पर उसकी कार की तस्वीरें दर्ज हुईं. उसके बाद सरिता विहार, मयूर विहार गया. यहां भी उसकी मूवमेंट दर्ज की गई.
जांच एजेंसियों को लगता है कि डॉ उमर भीड़भाड़ वाली जगह तलाश रहा था जिससे धमाका करके ज्यादा से ज्यादा लोगों को निशाना बना सके. करीब तीन बजे वो लाल किले के पास पार्किंग में गया. उसकी कार तीन घंटे तक पार्किंग में रही. डॉ उमर तीन घंटे तक गाड़ी में बैठा रहा. वो एक बार भी गाड़ी से बाहर नहीं निकला. इसके बाद शाम 6.32 पर उसने कार पार्किंग से निकाली. डॉ. उमर ने गाड़ी की स्पीड कम रखी ताकि आसपास ज्यादा से ज्यादा गाड़ियां आ जाएं और ब्लास्ट होने पर नुकसान ज्यादा हो. जैसे ही मौका मिला, उसने ब्लास्ट कर दिया. गाड़ी से जो शरीर के टुकड़े मिले हैं उनकी DNA सैंपलिंग हुई है और इस बात की पुष्टि हुई है कि डॉ. उमर ने खुद को बम से उड़ा दिया.
पहली बात तो ये है कि जैश-ए-मोहम्मद ने बड़ी चालाकी से डॉक्टरों को जिहादी बमाया. असल में अल फलाह यूनिवर्सिटी कश्मीर से आए डाक्टरों का अड्डा बन गई थी. कश्मीर से ये डॉक्टर एक एक करके अल फलाह आते गए. इनमें कई डाक्टर ऐसे थे जो किसी न किसी वजह से नौकरी से निकाले गए थे. आपको जानकर हैरानी होगी कि दिल्ली को उड़ाने की साजिश पर काम दो साल पहले शुरू हो गया था. दो साल पहले विस्फोटक इकट्ठा करने का काम शुरू हुआ. जब पुलिस ने इन डॉक्टरों को पकड़ा तो उन्हें केस को crack करना मुश्किल काम था. सारे तार जोड़ने में काफी मशक्कत करनी पड़ी, समय भी बहुत लगा.
जब डॉ. अदील पकड़ा गया तो उसने डॉ. मुजम्मिल का नाम बताने में कई दिन लगा दिए. मुजम्मिल से पूछताछ कई दिन तक चली. तब जाकर डॉ. शाहीन और इश्तियाक के नाम सामने आए. इस चक्कर में डॉ. उमर को रफूचक्कर होने का मौका मिला. डॉ. मुजम्मिल ने अपनी गर्लफ्रेंड की कार का नम्बर तो बताया लेकिन डॉ. उमर की कार का जिक्र नहीं किया.
एक-एक करके अब सारे secret बाहर आ रहे हैं. फरीदाबाद की अल-फलाह यूनिवर्सिटी में आने के बाद डॉ. मुज़म्मिल, अदील और शाहीन का जो ग्रुप बना था, इस ग्रुप ने 26 लाख रूपये जमा करके डॉ. उमर को दिए. ये सारा पैसा उमर को नकद में दिया गया. इस पैसे से डॉ. उमर ने गुरुग्राम और नूंह से धीरे धीरे करके 2600 किलो NPK fertilizer खरीदा, जिससे विस्फोटक भी बनाया जा सकता है. इसी के ज़रिए improvised explosive device यानी IED तैयार की गई.
डॉक्टर उमर ने ही Chemical Powder, Remotes और दूसरी devices खरीदीं और धीरे धीरे ये सारा सामान उमर ने मुज़म्मिल के हवाले कर दिया. जब पुलिस ने इतनी भारी तादाद में विस्फोटक पकड़ा, इन डॉक्टरों के मोबाइल फोन खंगाले, तब जाकर पुलिस को अंदाजा हुआ कि ये कितनी बड़ी आतंकवादी साजिश थी.
अगर ये आतंकवादी डॉक्टर अपने मंसूबों में कामयाब हो जाते तो एक साथ दिल्ली, अयोध्या, वाराणसी, मुंबई, जयपुर और लखनऊ में Serial Blast होते. ये सारी बात मैंने आपको सिलसिलेवार तरीके से विस्तार से बताई ताकि आपको भी अंदाजा लगे कि देश पर से कितना बड़ा खतरा टल गया.
इसके लिए हमारी पुलिस और सुरक्षा एजेंसियों की मेहनत और तहकीकात की तारीफ की जानी चाहिए.
एक और बात. मुझे लगता है कि आतंकवादी घटनाओं को रोकने के लिए देश में centralized database की ज़रूरत है. हर नागरिक का facial recognition वाला identification हो जो verified हो, confidential हो. ये काम बड़ा है, पर आज की digital दुनिया में संभव है.
Artificial intelligence का इस्तेमाल करके अपराधियों को जल्दी trace किया जा सकता है और अगर verified identification होगा तो response time कम होगा.
चीन में Integrated Digital Surveillance, Identity verification system, Real time facial recognition, Resident tracing mechanism है. इसीलिए न तो वहां आतंकवादी घटनाएं होती हैं, न criminal network खड़े होते हैं.
ये सही है कि भारत एक लोकतांत्रिक देश है. हमारे यहां चीन जैसी तानाशाही नहीं हो सकती लेकिन अगर आतंकवाद से लड़ना है तो digital verified identification तो जरूरी है.

सोमवार को दिल्ली के ऐतिहासिक लाल किले के पास हुए बम धमाके में मरने वालों की संख्या बढ़ कर 13 हो गई है. अभी 21 घायल लोगों का अस्पताल में इलाज चल रहा है.
जांच करने वाले पुलिस अधिकारियों का कहना है कि यह एक आत्मघाती बम धमाका था, जिसे एक डॉक्टर डॉ. उमर उन नबी ने अंजाम दिया. ह्यूनडई i20 कार में बैठा ये डॉक्टर लाल किला मेट्रो स्टेशन के पास एक रेड लाइट पर रुका और उसी वक्त 6.52 पर धमाका हुआ.
शुरुआती जांच से पता चला है कि डॉ. उमर का फरीदाबाद के एक आतंकी ग्रुप से संबंध था. इस आतंकी ग्रुप से सोमवार को जम्मू कश्मीर और हरियाणा पुलिस ने 2,900 किलो अमोनियम नाइट्रेट ज़ब्त किया था. उसी के कुछ घंटे बाद ही लाल किले के पास धमाका हुआ.
पुलिस सूत्रों का कहना है कि डॉ. उमर जैश-ए-मुहम्मद के आतंकी मॉड्यूल का एक सदस्य था, इसमें कई डॉक्टर, डॉ. मुज़म्मिल और डॉ. अदील अहमद डार सदस्य थे.
डॉ. मुज़म्मिल को जम्मू कश्मीर पुलिस ने 30 अक्टूबर को गिरफ्तार किया था और कुछ दिन बाद ही डॉ. अदील अहमद डार को हिरासत में लिया गया. पूछताछ में मिली जानकारी के आधार पर, फरीदाबाद के एक किराये के मकान की तलाशी ली गयी और 2,900 किलो अमोनियम नाइट्रेट ज़ब्त किया गया.
आतंकवादियों ने 2900 किलो विस्फोटक इकट्ठा किया . इरादा दिल्ली को तबाह करने का था. 2900 किलो विस्फोटक पूरे के पूरे शहर को उड़ा सकता है.
अल फलाह यूनिवर्सिटी को आतंकवादी एक cover की तरह इस्तेमाल कर रहे थे. किसी को शक न हो इसीलिए डॉक्टरों को सदस्य बनाया गया. डॉक्टर भी ऐसा जो University में पढ़ाता था, उसने अपनी Girlfriend Doctor को इस खूनी खेल में शामिल किया. AK-47 Rifle और बाकी असलहा इस लड़की की कार से ही पकड़ा गया.
अगर ये डॉक्टर न पकड़े गए होते तो काफी बड़ा नुकसान हो सकता था. पुलिस ने लखनऊ से एक महिला डॉक्टर शाहीन को हिरासत में लिया. उसकी कार में एक AK-47 rifle मिली. डॉक्टर को पूछताछ के लिए विमान से श्रीनगर ले जाया गया.
केंद्रीय गृह मंत्री ने मंगलवार को दिल्ली के पुलिस कमिश्नर, इंटेलीजेंस ब्यूरो, नेशनल इन्वेस्टिगेशन एजेंसी और अन्य सुरक्षा एजेंसिय़ों के साथ बैठक की. मंगलवार की रात अमित शाह लाल किले के पास घटनास्थल का मुआयना करने गये थे.
प्रधानमंत्री नरेंद्र मोदी ने कहा है कि “मैं हर किसी को आश्वस्त करता हूं कि हमारी जांच एजेंसियां इस षड्यंत्र की तह तक जाएंगी। जो भी लोग इसके लिए जिम्मेदार हैं, उन्हें किसी भी कीमत पर नहीं बख्शा जाएगा।“
आतंकियों के आकाओं को, जो इन बेगुनाहों की हत्या के लिए ज़िम्मेदार हैं, कभी माफ नहीं किया जा सकता, चाहे वे किसी भी देश में छिपे हुए हों. देश इन बेगुनाहों की हत्या का हिसाब मांग रहा है.

The death toll in Monday’s blast near Delhi’s historic Red Fort has risen to 13, with 21 injured people still undergoing treatment in hospital.
Investigators said, most of the clues lead to the conclusion that it was a suicide attack carried out by a doctor, identified as Dr Umar un Nabi, from Pulwama, Kashmir.
The slow-moving Hyundai i20 car stopped at a red light signal near Red Fort Metro station, minutes before it exploded at 6.52 pm.
Preliminary investigations reveal Dr. Umar was allegedly connected to a terror module based in Faridabad, from where 2,900 kg of ammonium nitrate was reportedly seized on Monday during a raid, hours before the Red Fort blast.
Police said, the car used in the blast had changed hands several times and it was with Dr Umar when the blast occurred.
Sources said, Dr Umar worked in the same terror module linked to Jaish-e-Mohammed, in which his doctor friends – Dr Muzammil and Dr Adeel Ahmed Rather were members.
Dr Muzammil was arrested by Kashmir police on October 30, and a few days later Dr Adeel Ahmed Rather was detained. Following interrogation, a joint team of J&K Police, Intelligence Bureau and Faridabad Police went to his rented home and seized nearly 2,900 kg of ammonium nitrate on Monday.
Investigators believe Dr Umar carried out the blast after he found out that his doctor friends had been picked up by police. A female doctor, Dr Shaheen, was picked up by police from Lucknow, after an AK-47 rifle was seized from her car. She was also part of this terror module. She was flown to Srinagar for custodial interrogation.
It is almost clear that the aim of the terror module was to wreak havoc in Delhi and several other cities by detonating 2,900 kg of explosives. The module members were using Al Falah University as a cover for their activities. Al Falah is a private university based in Dhauj near Faridabad, Haryana. The terror module members were in contact through a Telegram group.
Doctors were recruited by the terror masterminds to allay suspicions in the minds of people. Even a medical professor teaching in the University used his girlfriend doctor to be part of the module.
Had these doctors not been arrested in time, the terror module could have carried out massive damage. Investigators of National Investigation Agency are now probing the links of this module with others.
Home Minister Amit Shah held a top level meeting on Tuesday with IB chief, Delhi Police commissioner and other security officials.
Prime Minister Narendra Modi has said the blast conspirators “will not be spared and all those responsible for this act will be brought to justice.”
The Prime Minister is right. The handlers and masterminds of terrorists must not be spared even if they hide in any other country. The death of innocent people in the blast must be avenged.
