Ten more bodies were fished out from waterlogged localities of Hyderabad on Thursday, taking the death toll in recent rains and flood in Telangana to 50. For nearly three days, power and water supply to most of the localities of this twin city have been cut off leaving thousands of residents struggling to get drinking water. People are marooned in their flats and terraces of multi-storeyed buildings because of heavy waterlogging in most of the areas.
On Tuesday night after heavy rains, torrents of flood water gushed into homes, hospitals, offices and multi-storeyed buildings after a lake embankment collapsed. Several units of the army, state disaster response force and four NDRF (National Disaster Response Force) teams have been deployed with boats to rescue stranded people and to pump out water from localities facing water stagnation. The Telangana government has set up 61 relief centres to provide food and relief to flood-affected people.
In my prime time show ‘Aaj Ki Baat’ on Thursday night, we showed visuals of boats plying on the streets of Hyderabad, as the number of boats deployed by disaster response teams appears to be inadequate. India TV reporter T. Raghavan visited most of the affected localities in boats and found people trapped inside their buildings for the last three days. Most of them are in urgent need of drinking water as water supply has been cut off. Power supply has also been disconnected and people are unable to communicate as they are unable to recharge their cellphones. India TV showed visuals of a JCB machine being used to rescue marooned people, because relief boats were unable to reach that locality. The Holy Trinity Church in Begumpet locality was also waterlogged due to heavy rains.
Multi-storeyed buildings located near lakes have been hit the hardest due to sudden inflow of water from the dams. Localities in Chandrayangutta in old Hyderabad, Chadarghat and Moosaram Bagh on the banks of Musi river, Uppal and Vanasthalipuram on the city outskirts are still waterlogged even after the rains are over.
Telangana chief minister K. Chandrasekhar Rao has requested Prime Minister Narendra Modi to send urgent central assistance of Rs 1,500 crore to the state which has suffered Rs 5,000 crore losses due to rains and floods till now. More than 35,000 families have been hit by rains and floods, and 20,450 houses have suffered damages. The chief minister has announced Rs 5 lakh assistance to the kin of those who died in rains and floods. He has also promised help to rebuilding their damaged houses.
Though the heavy downpour was a natural disaster, yet, I feel, the losses could have been avoided. There has been rampant encroachment of lakeside areas and illegal constructions, because of which lakes and dams overflowed after heavy downpour. The Hyderabad municipal corporation has now decided to demolish all structures that have been illegally built on stormwater drains.
To cite an example, an entire Chakradhar colony has been built on the north of Nagaram lake in a place where no land existed 20 years ago. The lake was gradually encroached over the years, and the colony was built. Boduppal, Nadeem colony, Makka colony, Singareni colony, Vambay colony, Gaganpahad and Bandari colony are among those illegal colonies which have faced heavy waterlogging after the rains. Similarly in south Hyderabad, builders over the years encroached upon lakes and built a series of housing colonies on land reclaimed from lakes. These colonies too bore the brunt of heavy rains and floods on Tuesday.
The people of Hyderabad never imagined in their dreams that 24 hours of torrential rains would wreak so much havoc. True, this was the heaviest rainfall in last 20 years in Hyderabad, but this disaster could have been avoided through better town planning. The sooner the local administration implements these reforms, the better.
AIMIM leader Asaduddin Owaisi may now blame Prime Minister Narendra Modi for the difficulties faced by the people of Hyderabad, but I want to point out that it is the Owaisi family that has been ruling the roost in Hyderabad for the last 50 years. Owaisi’s father Sultan Salahuddin Owaisi first became MLA in Hyderabad in the year 1969, and he remained the city’s MP till 2004. Asaduddin Owaisi took up the reins from his father as Hyderabad MP since 2004. An MP or an MLA has quite a say in the affairs of the city, and I wonder whom Owaisi will blame this time for the deluge that took place on Tuesday.

हम अक्सर नौकरशाहों की लापरवाही और संवेदनशून्यता की खबरें या तो पढते हैं या देखते हैं, लेकिन इसी सिस्टम में कई ईमानदार अफसर ऐसे भी हैं जो पूरी लगन के साथ आम आदमी या किसानों के हित में भी काम करते हैं। ऐसे अच्छे अफसरों के कामों की अक्सर राष्ट्रीय मीडिया में अनदेखी होती है।

बुधवार रात को अपने शो ‘आज की बात’ में मैंने दिखाया कि कैसे पीलीभीत के जिला मजिस्ट्रेट ने सैकड़ों किसानों को आढ़तियों के हाथों लुटने से बचाया। ये आढ़ती अनाज मंडी में कमीशन एजेंट के रूप में जाने जाते हैं। धान की फसल लेकर मंडी पहुंचे किसानों को उम्मीद थी कि उन्हें न्यूनतम समर्थन मूल्य (एमएसपी) 1,868 रुपए प्रति क्विंटल का भाव मिल जाएगा, लेकिन उन्हें अनाज व्यापारियों के हाथों 1,100 रुपये प्रति क्विंटल के भाव पर फसल बेचने को मजबूर किया जा रहा था। किसानों को प्रति क्विंटल 768 रुपए का चूना लग रहा था। पीलीभीत के डीएम पुलकित खरे ने ये सब अपनी आंखों से देखा लेकिन उन्होंने किसानों के साथ हो रही ठगी को देखकर आंखें नहीं फेरी, बल्कि किसानों को वाजिब दाम दिला कर ही रहे ।

पीलीभीत के डीएम को शिकायतें मिली थी कि चावल मिल मालिक और आढतिए किसानों को न्यूनतम समर्थन मूल्य से कम कीमत पर धान बेचने के लिए मजबूर कर रहे हैं। सोमवार को उन्होंने तीन सरकारी खरीद एजेंसियों के प्रभारी अधिकारियों को सस्पेंड कर दिया।

किसानों ने डीएम से शिकायत की थी कि कर्मचारी कल्याण निगम (केकेएन), यूपी को-ऑपरेटिव यूनियन (यूपीसीयू) और यूपी कोआपरेटिव फेडरेशन (पीसीएफ) के राज्य खरीद केंद्रों पर ‘तानाशाही वाली स्थिति’ चल रही है। यहां के अधिकारी धान में अधिक नमी के झूठे बहाने बनाकर धान खरीदने से मना कर रहे थे । सरकारी मानकों के मुताबिक, धान में 17 प्रतिशत तक नमी की इजाजत है, लेकिन किसानों को राज्य सरकार के खरीद पोर्टल पर रजिस्टर्ड नहीं किया जा रहा है। नतीजतन, किसानों को न्यूनतम समर्थन मूल्य से काफी नीचे, निजी व्यापारियों या आढ़तियों के हाथों 1,100 रुपये प्रति क्विंटल की कीमत पर धान बेचने के लिए मजबूर किया जा रहा था।

पुलकित खरे ने मौके पर मुआयना किया और पाया कि धान में नमी का स्तर निर्धारित मानकों से ज्यादा नहीं था। उन्होंने तीन अधिकारियों अनुज कुमार, शिवराज सिंह और सर्वेश कुमार को सस्पेंड कर दिया और अधिकारियों को निर्देश दिया कि वे तुरंत ऑन-द-स्पॉट किसानों के रिकॉर्ड का रजिस्ट्रेशन (पंजीकरण) और सत्यापन कराएं। इतना ही नहीं डीएम ने पीलीभीत एपीएमसी में पिछले दस दिनों में केवल 700 क्विंटल धान खरीदने पर भारतीय खाद्य निगम खरीद केंद्र के खिलाफ कड़ी कार्रवाई करने के लिए राज्य सरकार से सिफारिश भी की।

मेरा मानना है कि पुलकित खरे जैसे ईमानदार अधिकारी ही ऐसे सिस्टम को ठीक कर सकते हैं।असल में जहां भी कोई गड़बड़ी होती है, जहां भी कोई कमी होती है तो हम अफसरों को दोष देते हैं, सिस्टम को दोषी ठहराते हैं। लेकिन जब पीलीभीत अनाज मंडी की तस्वीरें आई तो मुझे लगा कि जब अफसर अच्छा काम करे, आम लोगों के साथ, गरीबों के साथ, किसानों के साथ खड़ा हो, तो उन्हें भी दिखाना चाहिए। वे निश्चित तौर पर प्रशंसा के पात्र हैं।

पिछले एक महीने से देश में नए किसान कानूनों की चर्चा हो रही है। किसानों से जुड़े जो तीन नए कानून मोदी सरकार ने बनाए हैं, उस पर जम कर सियासत हो रही है। पंजाब और हरियाणा में किसानों ने अपना विरोध तेज कर दिया है, और कांग्रेस जैसी कुछ पार्टियां इस मुद्दे का राजनीतिक फायदा उठाने की कोशिश कर रही हैं। लेकिन जमीनी स्तर पर हालात बिल्कुल अलग है। एपीएमसी (कृषि उपज मंडियां) काम कर रही हैं और एमएसपी (न्यूनतम समर्थन मूल्य) को खत्म नहीं किया गया है।

दरअसल, दिक्कत किसी कानून में नहीं होती, दिक्कत पार्लियामेंट या असेम्बली की नीयत में नहीं होती। दिक्कत होती है सिस्टम में, दिक्कत होती है कानून को लागू करवाने में। पूरे पंजाब और हरियाणा में बेबुनियाद अफवाहें फैलाकर नेता किसानों को गुमराह कर रहे हैं । पंजाब, हरियाणा में इस बात को लेकर प्रदर्शन हो रहे हैं कि सरकार ने किसानों को अपनी फसल कहीं भी बेचने का हक क्यों दे दिया? कहा जा रहा है कि इस कानून से मंडी और एमएसपी खत्म हो जाएगी। पीलीभीत के इस उदाहरण से साफ है कि अगर जिला और राज्य में नौकरशाह ईमानदारी और लगन के साथ काम करेंगे तो किसानों को फायदा पहुंचेगा। अगर अफसरों की नीयत में ही खोट हो, अफसरों की आढ़तियों से मिलीभगत हो और अगर अफसर किसानों की बातों पर ध्यान न दें तो, न मंडी के होने से कोई फायदा होगा, और न न्यूनतम समर्थन मूल्य से कोई बात बनेगी।

दूसरी बात ये है कि भले ही एमएसपी लागू रहे, अगर सिस्टम की खामियां दूर नहीं होगी तो सिर्फ कानून से किसान का भला नहीं हो सकता। कमी कानून में नहीं है। खोट कानून बनाने वालों की नीयत में नहीं है, कमी है इस कानून को लागू करवाने वालों में, खोट है फसल खरीदने के लिए तैनात कर्मचारियों में। अगर पुलकित खरे इस कमी को न समझते, अगर डीएम सिस्टम को सुधारने की कोशिश न करते तो किसान अपने धान को औने-पौने दाम पर बेचने को मजबूर हो जाते और वे यही सोचते कि कानून तो सिर्फ कागज़ पर है। अगर एमएसपी ज्यादा होने पर भी किसान को अपनी फसल आढ़ती को कम दाम पर बेचनी पड़ती, तो वह तो सरकार को ही दोष देता, पूरे सिस्टम को दोष देता।

मैं पुलकित खरे की तारीफ करूंगा कि उन्होंने एक उदाहरण प्रस्तुत किया है। हमारे यहां ऐसे सैकड़ों आईएएस अफसर हैं जो ईमानदारी से अपना काम करते हैं। कानून, नियमों और सिस्टम को समझते हैं। लेकिन ज्यादातर खबरें ऐसे अफसरों की दिखाई जाती है जो लापरवाही बरतते हैं या जनता के प्रति संदेवना नहीं दिखाते। अगर आईएएस अफसर पुलकित खरे के अंदाज में अपना काम करें तो सरकार गरीब, आम आदमी और किसानों के लिए जो योजनाएं बनाती हैं, वो ठीक से लागू हो पाएंगी और प्रधानमंत्री नरेंद्र मोदी का सपना पूरा हो पाएगा।

We often read news reports about negligence or insensitivity on part of some bureaucrats in India, but there are many honest IAS officers in our system who strive to uphold ethics and morality. Their Good Samaritan acts are often overlooked in the national media, even as they toil selflessly to help the common people.

In my show ‘Aaj Ki Baat’ on Wednesday night, I showed how the District Magistrate of Pilibhit saved hundreds of farmers from being fleeced by private traders, known as commission agents, at the grain ‘mandi’ (Agriculture Produce Marketing Centre). The paddy farmers had expected to get the approved Minimum Support Price of Rs 1,868 per quintal, but were being forced to sell at Rs 1,100 by the grain merchants. Farmers were selling their grains by incurring a loss of Rs 768 per quintal.

Enter Pulkit Khare, the District Magistrate of Pilibhit and the scenario changed completely. On Monday, he suspended three officers in charge of government procurement agencies, after receiving complaints from farmers that rice mill owners and private traders were purchasing paddy at prices lower than the minimum support price.

The farmers had complained to the DM that ‘dictatorial conditions’ were prevailing at the state procurement centres of Karmachari Kalyan Nigam (KKN), UP Co-operative Union (UPCU) and UP Cooperative Federation (PCF), where the officers-in-charge were refusing to procure paddy on the false pretext of excess moisture in paddy. As per government norms, up to 17 per cent moisture in paddy is permitted, but farmers were not being registered on the state government procurement portal. As a result, farmers were being forced to sell at Rs 1,100 per quintal to private traders, far below the minimum support price.

Pulkit Khare made on-the-spot inspection and found moisture level in paddy to be as per assigned standards. He suspended the three officers, Anuj Kumar, Shivraj Singh and Sarvesh Kumar, and ordered officials to immediately carry out on-the-spot registration and verification of the farmers’ records. The DM also recommended to the state government for stern action against the Food Corporation of India procurement centre at the Pilibhit APMC for procuring only 700 quintals of paddy in the last ten days.

I believe, only upright officers like Pulkit Khare can bring a sea change in the working of our system. Normally we blame the system and bureaucrats for deficiencies in service, but when honest officers stand up for the cause of farmers and common people, they surely deserve praise.

For the last one month, the three new farm laws brought by Modi government have triggered farmers’ protests in Punjab and Haryana, and some political parties like the Congress are trying to take political advantage. But on the ground level, the situation is quite different. APMCs (grain mandis) are functioning and the MSP (minimum support price) system has not been withdrawn.

The problem is not with the new laws, or with the intent of Parliament and assemblies, the problem lies in implementation. Farmers in Haryana and Punjab are being misled by politicians with baseless rumours. The Pilibhit example clearly shows that if bureaucrats working in the districts and states work with sincerity and due diligence, farmers will benefit. But if bureaucrats connive with private traders and commission agents, then farmers will stand to lose, even if MSPs and mandis are in place.

The problem lies with staff at the APMCs entrusted to give MSPs to farmers. Had Pulkit Khare not intervened and given producers their due, the farmers would have considered the new laws and MSPs as just pieces of paper. The farmers would have been forced to sell their paddy at throwaway prices. They would have blamed the government and the system because of the connivance between corrupt staff and private traders.

While the media normally highlights stories of negligence or insensitivity on part of the bureaucrats, it ignores the good work that is done by hundreds of IAS officers like Pulkit Khare. If our officers work honestly and diligently in the interest of the farmers and common people, the day is not far when the dreams of our Prime Minister Narendra Modi will be fulfilled.

महाराष्ट्र में मार्च के अंतिम सप्ताह से सभी धार्मिक स्थान बंद हैं। कोरोना वायरस महामारी की वजह से जब देशभर में लॉकडाउन लागू किया गया था, उसी समय इन धार्मिक स्थानों को भी बंद कर दिया गया था। अब छह महीने से ज्यादा समय बीत चुका है। राजनीतिक और धार्मिक संगठनों की बार-बार मांग के बावजूद महाराष्ट्र में शिवसेना-एनसीपी-कांग्रेस गठबंधन सरकार ने मंदिरों को फिर से खोलने से इनकार कर दिया है। वहीं राज्य में बार, शराब की दुकानें और रेस्तरां फिर से खोल दिए गए हैं।

चूंकि मुद्दा लोगों की भावनाओं से जुड़ा है, इसलिए इस पर सियासत भी जमकर हो रही है। पिछले एक हफ्ते से मुख्य विपक्षी पार्टी भाजपा, महाराष्ट्र नवनिर्माण सेना और बहुजन वंचित आघाड़ी के समर्थकों ने कई शहरों में प्रदर्शन किया, वे यह मांग कर रहे हैं कि पूजा स्थलों को फिर से खोला जाए। मंगलवार को महाराष्ट्र के राज्यपाल भगत सिंह कोशियारी ने मुख्यमंत्री उद्धव ठाकरे को चिट्ठी भेजी, जिसमें उन्होंने मंदिरों को फिर से खोलने के लिए समाज के विभिन्न वर्गों से बार-बार उठ रही मांग का उल्लेख किया है।

राज्यपाल की चिट्ठी के उस हिस्से पर सबसे ज्यादा विवाद हो रहा है जिसमें उन्होंने हिंदुत्व और सेक्युलर होने का जिक्र किया है। राज्यपाल ने पत्र में लिखा है कि ‘ये विडंबना है कि एक तरफ सरकार ने बार और रेस्तरां खोले हैं, लेकिन दूसरी तरफ पूजा स्थलों को नहीं खोला गया है। आप हिंदुत्व के मजबूत पक्षधर रहे हैं। आपने भगवान राम के लिए सार्वजनिक रूप से अपनी श्रद्धा जाहिर की। मुख्यमंत्री बनने के बाद आप अयोध्या भी गए। आषाढ़ी एकादशी पर आपने पंढरपुर जाकर विट्ठल रुक्मिणी मंदिर में पूजा की थी। मुझे इस बात को लेकर बहुत हैरानी हो रही है कि क्या आपको इस बात की कोई दैवीय आहट मिल रही है कि अगर मंदिर खोले जाएंगे तो संकट आ जाएगा? या फिर आप अचानक सेक्युलर हो गए, जिस शब्द से आप बहुत नफरत करते थे। मैं आपसे अपील करता हूं कि कोरोना के लिए जरूरी एहतियात के साथ मंदिर खोल दिए जाएं।’

राज्यपाल की चिट्ठी मिलने के बाद उद्धव ठाकरे ने भी इसका जवाब देने में देर नहीं की। राज्यपाल की 2 पेज की चिट्ठी के जवाब में उद्धव ठाकरे ने भी 2 पेज का लेटर लिखा। उद्धव ठाकरे ने लिखा कि ‘आपने अपनी चिट्ठी में जो मेरे हिंदुत्व का पक्षधर होने का उल्लेख किया, वो गलत है। हिंदुत्व के लिए मुझे आपके सर्टिफिकेट की जरूरत नहीं है। आपने मुझसे पूछा है कि क्या मैं अचानक सेक्युलर हो गया हूं? अगर मैं मंदिर खोल दूं तो हिदुत्ववादी और मंदिर न खोलूं तो सेक्युलर..क्या आपकी यही सोच है ? आपने राज्यपाल के तौर पर संविधान की शपथ ली है। क्या आप सेक्युलरिज्म को नहीं मानते ?… अन्य राज्यों में जो हो रहा है उसका मैं अध्ययन कर रहा हूं और महाराष्ट्र के लिए जो बेहतर है उसे लागू करने की कोशिश कर रहा हूं। ”

राष्ट्रवादी कांग्रेस पार्टी (एनसीपी )के सुप्रीमो शरद पवार ने राज्यपाल की चिट्ठी के व्यंग्य पर आपत्ति जताते हुए प्रधानमंत्री को चिट्ठी लिखी। उन्होंने कहा, वह राज्यपाल द्वारा इस्तेमाल की गई बेलगाम भाषा से हैरान हैं।’ उन्होंने लिखा ‘मैंने इस मामले पर न तो राज्यपाल से और न ही उद्धव ठाकरे से चर्चा की है। हालांकि, मैंने महसूस किया कि मुझे राज्यपाल जैसे उच्च संवैधानिक पद पर बैठे व्यक्ति के आचरण के मानकों में गिरावट पर अपना और जनता का दर्द शेयर करना चाहिए। दुर्भाग्य से सीएम को भेजी गई राज्यपाल की चिट्ठी की भाषा से ऐसा लगता है जैसे यह एक राजनीतिक दल के नेता को भेजी गई चिट्ठी है।’ पवार ने मंदिरों को लेकर ठाकरे के फैसले का बचाव किया। उन्होंने लिखा, ‘प्रमुख धार्मिक स्थानों पर भीड़ को देखते हुए लोगों के बीच सुरक्षित दूरी बनाए रखना अभी संभव नहीं है।’

मेरे विचार में दोनों पक्षों ने मर्यादाओं का उल्लंघन किया। राज्यपाल ने भी ऐसी बात कही जो उनकी पद के हिसाब से सही नहीं है। मुख्यमंत्री ने भी राज्यपाल की बात का जिस अंदाज़ में जवाब दिया वो भी उनके पद की गरिमा के अनुकूल नहीं है। मुख्यमंत्री को भी राज्यपाल को जवाब देते समय संयम बरतना चाहिए था।

वैसे जमीनी हकीकत बिलकुल अलग है। महाराष्ट्र में मंदिरों को फिर से खोलने की मांग को लेकर प्रदर्शन हो रहे हैं। मंदिर खोले जाने के आंदोलन की शुरुआत शिरडी के साईं मंदिर से हुई। कोरोना की वजह से साईं बाबा के मंदिर के दरवाजे 6 महीने से श्रद्धालुओं के लिए बंद हैं। रोज़ाना पूजा-अर्चना के लिए सिर्फ मुख्य पुजारी को ही अंदर जाने की इजाज़त है। चूंकि शिरडी में श्रद्धालुओं की वजह से हजारों लोगों को रोजगार मिलता है, हजारों घरों का चूल्हा जलता है। इसलिए लोग मंदिर को खोलने की मांग कर रहे हैं।

मंगलवार को मुंबई के सिद्धिविनायक मंदिर के बाहर सैकड़ों लोग सुबह-सुबह ही जमा हो गए। प्रशासन को भी अंदाजा था कि सिद्धिविनायक के बाहर प्रदर्शन हो सकता है। इसलिए सुरक्षा के इंतजाम किए गए थे। बड़ी संख्या में पुलिस की तैनाती कर दी गई थी। इसलिए किसी तरह का हंगामा तो नहीं हुआ। लेकिन लोगों ने सरकार के खिलाफ नारेबाजी की। मंदिर के बाहर ही आरती की, वहां बैठकर भजन गाए और गणपति बप्पा से उद्धव ठाकरे को सद्बुद्धि देने की प्रार्थना की। प्रदर्शन कर रहे लोगों की ये भी एक दलील है कि जब रोजगार के नाम पर बार और रेस्तरां खोले जा रहे हैं, 15 अक्टूबर से सिनेमा हॉल खुलने वाले हैं, तो फिर मंदिरों को ही क्यों बंद रखा जा रहा है? लोगों का कहना था कि जब महाराष्ट्र में पब खुल सकते हैं, बार खुल सकते हैं, रेस्तरां खुल सकते हैं तो फिर मंदिर खोलने में क्या दिक्कत है? मंदिर में तो बार और पब से ज्यादा अनुशासन का पालन होता है।

महाराष्ट्र के पुणे और नागपुर में भी मंदिर खोले जाने की मांग को लेकर प्रदर्शन हो रहे हैं। असल में 17 अक्टूबर से नवरात्र शुरू होने वाले हैं इसलिए लोग चाहते हैं कि नवरात्र से पहले सरकार मंदिर खोलने का फैसला कर ले। राज्यपाल ने अपनी चिट्ठी में इस बात का जिक्र किया था कि दिल्ली में 8 अक्टूबर से मंदिरों को फिर से खोल दिया गया है, और अभी तक राष्ट्रीय राजधानी में कोरोना वायरस के मामलों की संख्या में कोई बढ़ोतरी नहीं हुई है।

उद्धव ठाकरे की मुश्किल ये है कि महाराष्ट्र के लोग उनसे नाराज़ हैं। महाराष्ट्र की सरकार से और शिवसेना की हरकतों से नाराज़ हैं। उद्धव ठाकरे का कहना है कि लोगों को कोरोना से बचाने के लिए वो मंदिर नहीं खोलना चाहते हैं, लेकिन लोग कहते हैं कि उद्धव जी ने कोरोना से ऐसा बचाया कि महाराष्ट्र में कोरोना से मरने वालों की तादाद सबसे ज़्यादा है। यहां कोरोना के केस सबसे ज्यादा हैं।

अकेले महाराष्ट्र की बात करें तो यहां कोरोना वायरस के 15.4 लाख मामले सामने आए हैं, जिनमें से 12.8 लाख मरीज ठीक हो चुके हैं। 40,514 लोगों की कोरोना संक्रमण से मौत हो चुकी है। वहीं राष्ट्रीय स्तर पर कोरोना के आंकड़े की बात करें तो अबतक कुल 72.4 लाख मामले सामने आए हैं, जिसमें 63 लाख लोग ठीक हो चुके हैं और अबतक 1.11 लाख लोगों की कोरोना संक्रमण से मौत हो चुकी है। निश्चित तौर पर उद्धव ठाकरे को बहुत सारे सवालों का जवाब देना है।

लोग तो ये भी पूछते हैं कि जब उद्धव ठाकरे 1 जुलाई को अपने परिवार के साथ पूजा के लिए पंढरपुर मंदिर का दरवाज़ा खुलवा सकते हैं तो जनता के लिए क्यों नहीं? क्या उद्धव की भक्ति में शक्ति है और आम आदमी की इबादत सियासत है? मेरा कहना तो ये है कि जैसे बार खुले, जैसे रेस्टौरेंट खुले वैसे ही कोविड गाइडलाइंस का पालन करते हुए शर्तों के साथ, सावधानी के साथ, मंदिर भी खोल दिए जाने चाहिए।

राज्यपाल के साथ उद्धव ठाकरे के व्यक्तिगत मतभेद हो सकते हैं, लेकिन उन्हें राज्य की जनता के कल्याण को ध्यान में रखना चाहिए। उन्हें यूपी के मुख्यमंत्री योगी आदित्यनाथ के फैसले को देखना चाहिए। योगी ने 8 जून को यूपी में लगभग 40,000 मंदिरों को फिर से खोलने की अनुमति दी, जिनमें प्रसिद्ध काशी विश्वनाथ मंदिर और मथुरा के मंदिर भी शामिल हैं। क्या इससे यूपी में कोरोना के मामलों में तेजी आई है? इसका अंदाजा इस तथ्य से लगाया जा सकता है कि यूपी में अब तक कोरोना वायरस के केवल 4.39 लाख मामले सामने आए हैं और अबतक 6,438 लोगों की मौत हुई है।

मेरा कहना ये है कि अब उद्धव ठाकरे राज्यपाल के कहने से मंदिर खोलें या जनता के कहने से। सबसे ज़रूरी है कि इसे प्रतिष्ठा का या ईगो (अहंकार) का प्रश्न ना बनायें। ये सवाल लोगों की आस्था और भावना से जुड़ा है। वे लोगों की नीयत पर शक न करें।

Places of worship in Maharashtra have remained closed since the last week of March when lockdown was enforced across the country due to Covid-19 pandemic. More than six months have passed and despite repeated demands from political and religious outfits, the Shiv Sena-NCP-Congress alliance government in Maharashtra has refused to reopen temples, even though bars, liquor shops and restaurants have been reopened.

For the last one week, the main opposition party BJP, Maharashtra Navnirman Sena and Bahujan Vanchit Aghadi supporters have staged protests in several cities demanding that the places of worship be reopened. On Tuesday, Maharashtra Governor Bhagat Singh Koshiyari sent a letter to Chief Minister Uddhav Thackeray in which he pointed out to repeated demands from several sections of society for reopening of temples.

The latter was laden with sarcasm. The Governor wrote: “I wonder if you are receiving any divine premonition to keep postponing reopening of places of worship time and again, or have you suddenly turned secular yourselves, a term you hated?…You have been a strong votary of Hindutva, you had publicly espoused your devotion to Lord Rama by visiting Ayodhya after taking the charge as Chief Minister, you had visited the Vitthal Rukmini Mandir in Pandharpur and performed the pooja on Ashaadi Ekadashi.”

A furious Uddhav Thackeray promptly replied to the Governor: “Why has this question come to your mind? Do you feel that merely opening of temples means Hindutva and not opening means secular? As Governor, you took oath of office and secrecy , as per the provisions of the Constitution, which is based on secularism. Do you agree with that secularism?….The Governor must have personal experience of divine premonition. I have absolutely no idea. I am not that big. I am studying what is happening in other states and trying to implement what is better for Maharashtra.”

Nationalist Congress Party supremo Sharad Pawar wrote a letter to the Prime Minister taking serious exception to the Governor’s sarcastic letter. He said, he was “shocked and surprised with the intemperate language” used by the Governor. “I have not discussed this matter either with the Governor nor with Uddhav Thackeray. However, I felt that I must share my pain with you and the public at the erosion of standards of conduct by the high constitutional office of the Governor…..Unfortunately, the Governor’s letter to the CM invokes the connotation as if it is written to the leader of a political party.” Pawar defended Thackeray’s decision not to reopen temples, “in view of crowds at prominent places of worship, (where) it is impossible to maintain safe distance between people.”

In my view, the Governor should have maintained decorum and should not have used such language in his letter, and the Chief Minister, too, should have practised restraint while replying to the Governor. Both have transgressed the limits of Constitutional decorum.

The ground reality, however, is quite different. There have been protests demanding reopening of temples in Maharashtra. It began from Shirdi, where the world famous Sai Baba temple attracts thousands of devotees each year, but the shrine has remained closed since last six months. This has affected the local economy which was thriving because of devotees. Thousands of people working in lodges, hotels, restaurants, and shops in and around Shirdi have been rendered jobless. Only the main priest is allowed to enter the main shrine every day and the temple is closed to devotees.

On Tuesday, protesters gathered outside Siddhivinayak temple in Mumbai, raised slogans and performed ‘aarati’ of Ganpati Bappa praying to him to instil good sense in Uddhav Thackeray’s mind. The protesters have been saying that if bars and restaurants can reopen, and if cinema halls can be reopened from October 15, then there is no logic behind closing down places of worship. The managements of religious shrines say they are much conscious about the need to maintain social distancing and they intend to implement these rules strictly for devotees.

There have been protests in Pune and Nagpur too. Most of the devotees want the temples to reopen before October 17, when the nine-day Navratri festival begins. In his letter, the Governor had pointed out that temples have been reopened in Delhi from October 8, and yet there has been no spike in the number of Covid cases in the national capital.

The problem with Uddhav Thackeray is that the people of Maharashtra are unhappy with his government. They are also unhappy with Shiv Sena. Uddhav Thackeray claims that he did not allow reopening of temples due to Corona, but the common man in Maharashtra is saying that Uddhav Thackeray has put Maharahstra on top among the states where the Corona pandemic is raging.

In Maharashtra alone, there have been 15.4 lakh Covid cases detected, out of which 12.8 lakh people recovered and 40,514 people have died of Covid. The all-India figures are: total 72.4 lakh cases detected, 63 lakhs recovered and 1.11 lakh people died of Covid. Surely, Uddhav Thackeray has much to answer.

People are also questioning why the Pandharpur temple was opened for CM Uddhav Thackeray and his family to perform annual pooja on July 1? Does this mean that the chief minister’s pooja carries weight, and the common man’s prayer is of no consequence? My view is that places of worship in Maharashtra must be allowed to reopen with strict Covid guidelines, similar to the ones being enforced for bars and restaurants.

Uddhav Thackeray may have his personal differences with the Governor, but he must keep the welfare of his people in mind. He should take a leaf out of UP Chief Minister Yogi Adityanath’s book. Yogi allowed reopening of nearly 40,000 temples in UP, including the famous Kashi Vishwanath temple and the temples of Mathura, way back on June 8. Did that cause a spike in Covid cases in UP? The facts speak otherwise: Only 4.39 lakh Covid cases and 6,438 deaths in UP.

Uddhav Thackeray should not make reopening of temples an ego issue. This is a matter of faith and sentiment for crores of people in Maharashtra. He should not doubt the intentions behind this demand.

नेशनल कॉन्फ्रेंस के नेता और जम्मू-कश्मीर के पूर्व मुख्यमंत्री फारूक अब्दुल्ला ने आर्टिकल 370 को लेकर बेहद हैरान करने वाला बयान दिया है। एक न्यूज चैनल को दिए इंटरव्यू में डॉ. अब्दुल्ला ने कहा, चीन ने कभी भी आर्टिकल 370 (जो जम्मू और कश्मीर को विशेष दर्जा प्रदान करता है और जिसे संसद ने पिछले साल 5 अगस्त को खत्म कर दिया था) को खत्म करने के फैसले को स्वीकार नहीं किया है। उन्होंने कहा-‘जब तक आप आर्टिकल 370 को बहाल नहीं करते तब तक हम रुकने वाले नहीं हैं, क्योंकि अब यह एक खुल्ला मामला हो गया है। इंशाल्लाह,मैं चाहता हूं कि हमारे लोगों को उनकी मदद मिले और आर्टिकल 370 और 35-A बहाल हो।’

फारूक अब्दुल्ला ने ऐसी बात कही है जिसे किसी कीमत पर कोई हिन्दुस्तानी बर्दाश्त नहीं करेगा और करना भी नहीं चाहिए। फारूक अब्दुल्ला कह रहे हैं कि वो चीन की मदद से जम्मू-कश्मीर में आर्टिकल 370 फिर से लागू करवाएंगे। चीन की कृपा से जम्मू-कश्मीर में फिर से पुरानी स्थिति बहाल होगी। फारूक अब्दुल्ला का कहना है कि सरहद पर टेंशन की वजह आर्टिकल 370 है। चूंकि चीन आर्टिकल 370 को हटाने से नाराज है, इसलिए लद्दाख में तनाव बना हुआ है। चीन आर्टिकल 370 की वापसी चाहता है। फारूक भी 370 को फिर से लागू करवाना चाहते हैं और इस काम में चीन की मदद लेंगे। कोई भी भारतीय इस बात को कैसे कबूल कर सकता है? कैसे हजम कर सकता है? और फारूक अब्दुल्ला इस तरह की बात कैसे कह सकते हैं जो कि लंबे अर्से तक अपने राज्य के मुख्यमंत्री रहे हैं? ये हैरान करने वाला बयान है।

फारूक अब्दुल्ला संसद के सदस्य हैं। वे पार्लियामेंट (संसद) की सुप्रीमेसी को मानते हैं। उन्होंने संविधान की शपथ ली है और फारूक ये भी जानते हैं कि देश की संसद ने एक मत से आर्टिकल 370 को हटाने का फैसला किया है। पार्लियामेंट ने संविधान में संशोधन किया है। क्या फारूक पार्लियामेंट को चुनौती दे रहे हैं? देश की संसद को चीन का डर दिखा रहे हैं? फारूक ने ये बात कैसे कह दी? क्या सोच कर कह दी? ये वाकई में सोचने वाली बात है। मैंने जब फारूक अब्दुल्ला के मुंह से इस तरह की बात सुनी तो यकीन नहीं हुआ। क्योंकि, फारूक अब्दुल्ला को मैंने कई मौकों पर देश के लिए जूझते देखा है। खासतौर से कारगिल युद्ध के वक्त।

बाद में नेशनल कॉन्फ्रेंस के एक प्रवक्ता ने यह कहते हुए फारूक का बचाव करने की कोशिश की, कि उनके बयान को संदर्भ से अलग करके देखा गया। प्रवक्ता ने दिल्ली के एक अखबार से कहा कि फारूक ने कभी भी चीन के विस्तारवादी और आक्रामक इरादे को सही नहीं ठहराया। प्रवक्ता ने कहा- ‘हमारे संरक्षक (फारूक अब्दुल्ला) केवल उस गुस्से को जाहिर कर रहे थे जो धारा 370 खत्म होने के बाद से लोगों के अंदर है।’

नेशनल कॉन्फ्रेंस के प्रवक्ता की सफाई भी फारूक के बयान से पैदा हुई असहजता को कम नहीं कर सकी, क्योंकि फारूक का यह इंटरव्यू कैमरे पर रिकॉर्ड किया गया था और इसमें उनके इरादे बिल्कुल साफ थे। वे अल्लाह से प्रार्थना कर रहे थे कि चीन की मदद से आर्टिकल 370 को खत्म किया जा सके।

मुझे उम्मीद थी कि राहुल गांधी की कांग्रेस, शरद पवार की एनसीपी और ममता बनर्जी की तृणमूल कांग्रेस समेत देश की सभी राजनीतिक पार्टियां फारूक अब्दुल्ला के इस बयान पर एतराज जताएंगी। फारूक अब्दुल्ला से अपना बयान वापस लेने को कहेंगी। लेकिन आश्चर्य है कि बीजेपी, जिसने फारूक के बयान को देशद्रोह बताया, को छोड़कर किसी पार्टी ने कुछ नहीं कहा। ये चिंता की बात है।

फारूक अब्दुल्ला की बात सुनकर मैं हैरान हूं। हैरान इसलिए कि मैं फारुक अब्दुल्ला को बरसों से जानता हूं। मैंने तो फारुक साहब को ‘ओ मेरे राम’ भजन गाते हुए सुना है। मैंने उनके साथ श्रीनगर के प्रसिद्ध शंकराचार्य मंदिर में बैठकर पूजा की है। मैं उनके साथ मस्जिद में भी गया हूं। उन्होंने मंदिर में हाथ जोड़े तो देश के लिए मस्जिद में हाथ उठाए और मुल्क के लिए दुआ मांगी… कश्मीर में शांति बहाली के लिए दुआ मांगी। पिछले कई दशकों से फारूक ये कहते रहे हैं कि कश्मीर भारत का अभिन्न अंग है। उनको ये कहते सुना कि पाकिस्तान कश्मीर में गड़बड़ी फैलाता है, घाटी में आतंकवाद फैलाता है। इसलिए उनका ये कहना कि चीन की मदद से वो आर्टिकल 370 बहाल करेंगे, वापस लाएंगे…ये बेहद हैरान करनेवाला है।

मेरा दिल नहीं कहता कि फारूक देशद्रोही हो सकते हैं। लेकिन कई बार वो लापरवाही में और अत्यधिक भावना में ऐसी बात कह देते हैं जिससे विवाद पैदा हो जाता है। लेकिन फारूक ने चीन से मदद लेनेवाली ये जो बात कही वह ठीक वैसा ही है जैसा देश के दुश्मन कहते हैं। अगर फारूक साहब के मुंह से गलती से ये निकल गया तो उन्हें जल्दी से जल्दी इसपर सफाई देनी चाहिए।

फारूक आर्टिकल 370 को खत्म करने का विरोध कर सकते हैं। भारत की सरकार का विरोध कर सकते हैं, प्रधानमंत्री से लड़ सकते हैं, देश की जनता की मदद मांग सकते हैं। लेकिन चीन की मदद मांगेंगे तो फारुक साहब को उन शहीदों को जवाब देना पड़ेगा जिन्होंने गलवान में इस देश की रक्षा के लिए अपना बलिदान दिया। उन जवानों को जवाब देना पड़ेगा जो कश्मीर में पाकिस्तानी आतंकवादियों से लड़ते हुए देश पर न्योछावर हो गए। अगर फारुक अब्दुल्ला अपनी बात पर कायम रहते हैं तो हर शहीद का परिवार उनसे सवाल पूछेगा। हर देशभक्त उनसे सवाल पूछेगा।

मुझे पूरा विश्वास है कि फारूक अब्दुल्ला इसपर अपनी सफाई देंगे और कहेंगे कि उन्होंने कभी कश्मीर के मुद्दे पर चीन की मदद नहीं मांगी। फारूक अब्दु्ल्ला कहेंगे कि वो इस देश को प्यार करते हैं और कभी इस देश के दुश्मन की मदद नहीं मांगेंगे। फारूक अब्दुल्ला को ये समझना पड़ेगा कि जब चीन के साथ तनाव है तो पूरा देश हमारे उन जवानों के साथ है जो देश की एक-एक इंच जमीन की रक्षा के लिए माइनस 50 डिग्री तापमान में बर्फ के तूफानों में खड़े हैं। फारूक अब्दु्ल्ला को ये भी समझना पड़ेगा कि एलएसी पर जो टेंशन है, वो चीन की विस्तारवादी नीति का नतीजा है।

National Conference leader and former Chief Minister Dr Farooq Abdullah has made an outrageous remark on Article 370. In an interview to a news channel, Dr Abdullah said, “China has never accepted the nullification of Article 370 (which granted special status to Jammu and Kashmir and was abrogated by Parliament on August 5 last year). They have said, till you restore Article 370, we won’t stop because now it has become an open issue. Inshallah, I wish that our people get help from their might and our Articles 370 and 35-A get restored.”

No Indian will ever accept Farooq Abdullah’s remark. What Farooq Abdullah meant to say was he is looking towards China to ensure that Article 370 is restored and state quo ante is brought in Kashmir. His remark clearly indicates that the current tension on India-China border is due to abrogation of Article 370 and China is unhappy about it. How can any Indian tolerate such a seditious remark from a leader who has been chief minister of his state for a considerable time?

Farooq Abdullah is currently Member of Parliament from Srinagar and he has taken oath in the name of the Indian Constitution. On one hand, he accepts the supremacy of Indian Parliament, which had unanimously passed resolution to abrogate Article 370, and on the other hand, he is making statement challenging the Indian state and Parliament. Is he threatening the Indian Parliament by invoking China’s name? I still fail to imagine how and why he made this remark. I could not believe that Farooq could have made such a remark, because I have seen him fight for India’s cause on several occasions, particularly during the Kargil war.

A National Conference spokesman later tried to defend Farooq Abdullah by saying that his comment was twisted from the context. The spokesman told a Delhi newspaper that Farooq never justified China’s expansionist and aggressive intention. “Our patron (Farooq Abdullah) was only highlighting the anger of the people because of the abrogation of Article 370”, the spokesman said.

The party spokesman’s view does not hold water, because the interview with Farooq Abdullah was recorded on camera and his intentions were clear. He was praying to Allah to grant wish so that Article 370 can be restored with China’s help.

I am surprised why Rahul Gandhi’s Congress, Sharad Pawar’s NCP and Mamata Banerjee’s Trinamool Congress have not objected to Farooq Abdullah’s comments till now? I had expected these parties to ask Farooq to withdraw his remarks. Except for BJP, which described Farooq’s remark as ‘seditious’, none of these parties objected. This is a matter of serious concern.

Farooq Abdullah’s remarks are a matter of concern, because I personally know him since last several decades. I had seen him singing “O Mere Ram” and has performed pooja with him at the famous Shankaracharya temple in Srinagar. I had also visited a famous mosque in Kashmir. At the temple, he sought God’s help is restoring peace by folding his hands in prayer. At the mosque, he raised his hands seeking Allah’s help for restoring peace in Kashmir. Over the last several decades, Farooq had been saying that Jammu and Kashmir is an integral part of India. He had been saying how Pakistan was fomenting terrorism in the Valley. I was, therefore, shocked when I watched him making this outrageous remark about China’s help. Deep inside my heart, I know Farooq Abdullah can never be a traitor.

Farooq had been making outrageous remarks recently due to excessive emotion, but the latest remark is normally made by those who are enemies of our nation. If it was a slip of tongue, he should immediately come out with a clarification withdrawing this remark.

Farooq is free to oppose abrogation of Article 370, he is free to oppose Prime Minister Narendra Modi’s policies, he is free to go to the people to express his views, but the nation will never tolerate such a remark seeking China’s help. He must then have to reply to the families of those martyred jawans who laid down their lives in Galwan valley fighting Chinese aggression. He must reply to the families of those jawans who gave their supreme sacrifice while fighting Pakistani terrorists in the Valley. But if Farooq continues to stand by his seditious remark then every patriotic Indian will ask him questions.

I still believe that Farooq will come out with his clarification to say that he never sought China’s help on Kashmir issue. He will say that he loves this nation and he will never ask for help from the enemies of India. Farooq Abdullah must understand that every Indian stands rock solid behind our brave jawans posted in minus 50 degree Celsius conditions, defending our frontier from Chinese aggression. Farooq must understand that the current tension on Line of Actual Control is due to China’s expansionist designs.

अपने शो ‘आज की बात’ में शुक्रवार की रात मैंने 2 बेहद ही खौफनाक घटनाओं का जिक्र किया था। इनमें से एक घटना राजस्थान की थी, जबकि दूसरी वारदात छत्तीसगढ़ में हुई थी। ये दोनों ही घटनाएं दिखाती हैं कि जिस पुलिस को कानून व्यवस्था को बनाए रखने की जिम्मेदारी मिली है, उसमें किस हद तक सड़ांध पैदा हो गई है। राजस्थान में हुई घटना में करौली के एक गांव में दबंगों ने एक मंदिर की जमीन हड़पने के लिए उसके पुजारी पर पेट्रोल डाला और उनके साथ-साथ उसकी झोपड़ी को भी आग के हवाले कर दिया।

लोकल पुलिस ने इस मामले को खुदकुशी के रूप में दिखाने में कोई कसर नहीं छोड़ी। वहीं, छत्तीसगढ़ की घटना में एक आदिवासी लड़की के साथ 7 लोगों ने गैंगरेप किया, जिसके बाद पीड़िता ने आत्महत्या कर ली। बलात्कारियों ने मामला दबाने के लिए स्थानीय पुलिस अधिकारी को 10,000 रुपये की रिश्वत दी और 3 महीने तक FIR दर्ज करने की गुहार लगाने के बाद पीड़िता के पिता ने भी जहर पी लिया।

ये दोनों ही मामले इस बात के जीवंत उदाहरण है कि विभिन्न राज्यों की पुलिस किस तरह से अपराधियों के साथ मिलीभगत में काम कर रही है। मैंने मंदिर के पुजारी के दबंगों द्वारा जिंदा जलाए जाने का वीडियो देखा है। ये दृश्य इतने भयावह हैं कि इन्हें टीवी पर नहीं दिखाया जा सकता। 50 वर्षीय पुजारी बाबूलाल वैष्णव ने इन गुंडों में से एक, कैलाश मीणा को बुकना गांव में बुधवार को अपने ऊपर हुए हमले का मास्टरमाइंड बताया। वैष्णव ने अगले दिन जयपुर के सवाई मान सिंह अस्पताल में दम तोड़ दिया।

पुलिस ने बताया कि सारा झगड़ा ग्राम पंचायत द्वारा राधा गोपाल मंदिर को दान में दी गई 15 बीघा जमीन को लेकर था। पुजारी अपने परिवार के साथ मंदिर के पास एक फूस की झोपड़ी में रह रहे थे। वह पिछले कई सालों से इस जमीन पर खेती करते आ रहे थे। इस हत्या ने राजस्थान में ब्राह्मण समाज को सड़क पर उतरने के लिए मजबूर कर दिया और सूबे की सत्ता पर काबिज कांग्रेस एवं विपक्षी दल भारतीय जनता पार्टी में जमकर आरोप-प्रत्यारोप हुए।

मौत से पहले अपने आखिरी बयान में पुजारी ने कैलाश मीणा और 5 अन्य लोगों का नाम लेते हुए कहा कि इन्हीं लोगों ने उन्हें और उनकी झोपड़ी को जलाया है। शुरुआत में पुलिस ने यह कहकर घटना को कमतर दिखाने की कोशिश की कि पुजारी ने ही खुद को आग लगा ली थी, लेकिन घटना का वीडियो वायरल होने के बाद राज्य सरकार को हस्तक्षेप करना पड़ा। पुजारी के परिजनों ने मुआवजे के रूप में 50 लाख रुपये और परिवार के एक सदस्य को सरकारी नौकरी देने की मांग की है। अब तक कैलाश मीणा सहित 2 आरोपियों को गिरफ्तार किया जा चुका है।

मैंने राजस्थान के मुख्यमंत्री अशोक गहलोत का ट्वीट देखा है जिसमें उन्होंने इस घटना की निंदा की है और आरोपियों के खिलाफ कार्रवाई का वादा किया है। गहलोत ने ट्वीट किया, ‘राजस्थान सरकार इस दुखद समय में शोकाकुल परिजनों के साथ है। दोषियों को बख्शा नहीं जाएगा।’

सवाल यह नहीं है कि अब क्या ऐक्शन लिया जाएगा। सवाल यह है राजस्थानों के गांवों में हालात क्या हैं। यदि मीडिया इस जघन्य अपराध के मामले को न उठाता, तो स्थानीय पुलिस घटना का सारा दोष पुजारी पर मढ़कर इस मामले को दबा देती। जांच अधिकारी ने तो अपनी रिपोर्ट में यह कहा था कि पुजारी ने ही खुद को आग लगाई थी। अगर मीडिया ने हत्यारों के साथ जांच अधिकारी की मिलीभगत को उजागर नहीं किया होता, तो पुजारी के परिवार को कभी न्याय नहीं मिलता। हत्यारे खुलेआम घूम रहे होते।

पुलिस से मेरी अपील है के कि अत्याचार से संबंधित मामलों में थोड़ा संवेदनशील रहे। यह कोई एकलौती ऐसी घटना नहीं है। ऐसे सैकड़ों मामले हैं जिनमें गरीबों और दलितों को पुलिस द्वारा न्याय से वंचित किया गया है।

छत्तीसगढ़ के कोंडागांव जिले में एक नाबालिग आदिवासी लड़की ने 3 महीने पहले 7 लोगों द्वारा गैंगरेप किए जाने के बाद आत्महत्या कर ली थी। उसके पिता ने FIR दर्ज करने के लिए पुलिस अधिकारियों से कई बार गुहार लगाई, लेकिन स्थानीय पुलिस ने मदद नहीं की। हताशा होकर पीड़िता के पिता ने जहर पी लिया। जब इस खबर ने स्थानीय मीडिया में सुर्खियां बटोरीं तब कहीं राज्य की पुलिस ने मामले का संज्ञान लिया। इसके बाद पोस्टमॉर्टम के लिए लड़की की लाश को कब्र से निकाला गया।

मैंने अपने रिपोर्टर अनुराग अमिताभ को इस माओवाद-प्रभावित इलाके में मामले की विस्तार से जांच करने के लिए भेजा था। उन्होंने पाया कि स्थानीय पुलिस इंस्पेक्टर ने बलात्कारियों से 10,000 रुपये रिश्वत लेकर FIR दर्ज करने से इनकार कर दिया था। इसके साथ ही आरोपियों को छोड़ दिया गया। आरोपी से रिश्वत लेने वाले पुलिस इंस्पेक्टर को सस्पेंड कर दिया गया है। पुलिस ने इस मामले में 6 लोगों को गिरफ्तार किया है।

यह घटना साफ तौर पर दिखाती है कि गरीब लोगों को न्याय पाने के लिए किस तरह की मुश्किलों का सामना करना पड़ता है। बलात्कारियों से रिश्वत लेने और गैंगरेप की FIR दर्ज करने से इनकार करने पर पुलिस अधिकारी को सिर्फ सस्पेंड कर देना एक बहुत ही मामूली सजा है। यह गरीबों के दिलों में कानून के प्रति भरोसे की हत्या से कम नहीं है। हमारे रिपोर्टर ने गांववालों के बीच 12 घंटे बिताए और उन लोगों के बयान लिए जिनके सामने बलात्कारियों ने पुलिस इंस्पेक्टर को रिश्वत दी थी।

मेरा सवाल है कि 3 महीने का वक्त बर्बाद करने के बाद पुलिस अब क्या हासिल कर पाएगी? छत्तीसगढ़ के मुख्यमंत्री भूपेश बघेल को इस मामले में दखल देना चाहिए और यह सुनिश्चित करना चाहिए कि भ्रष्ट पुलिसकर्मियों और बलात्कारियों के खिलाफ कठोर कार्रवाई की जाए। यदि इस मामले में जल्दी ऐक्शन न हुआ तो हो सकता है कि अदालत को उसी तरह दखल देना पड़े, जिस तरह इलाहाबाद हाईकोर्ट ने हाथरस गैंगरेप मामले में दिया था।

In my show ‘Aaj Ki Baat’ on Friday night, I mentioned two horrific incidents, one from Rajasthan and the other from Chhattisgarh, to show how rot has crept into our police which is supposed to uphold the rule of law. In the Rajasthan incident, goons in a village in Karauli poured petrol on a priest and set him and his thatched hut on fire in order to grab temple land. The local police tried to portray this as a case of suicide by the priest. In the Chhattisgarh incident, seven persons gang-raped a tribal girl, the victim committed suicide, the rapists gave Rs 10,000 bribe to the local police officer for cover-up and the victim’s father drank poison after pleading for an FIR for three months.

These are clear instances of how police in the states are colluding with criminals. I have seen the video of the temple priest burnt alive by the goons. It is blood-curdling and is not fit for viewing on television. Fifty-year-old priest Babulal Vaishnav named one of the goons, Kailash Meena, as the mastermind of the attack on him in Bukna village, that took place on Wednesday. He succumbed to injuries the next day in SMS Hospital, Jaipur.

Police said, the dispute was over 15 bighas of land donated by the village panchayat to Radha Gopal temple. The priest had been living with his family in a thatched hut near the temple. He had been growing crops on the land for the last several years. The murder triggered protests from the Brahmin community in Rajasthan and the ruling Congress and BJP traded charges against each other.

In his dying statement, the priest named Kailash Meena and five others for setting him and his hut on fire. Initially, police tried to downplay the incident by saying that the priest had set himself on fire, but after the video of the incident went viral, the state government had to intervene. The priest’s family has demanded Rs 50 lakhs as compensation and a government job to one of the family members. So far, two accused, including Kailash Meena, have been arrested.

I have seen Rajasthan chief minister Ashok Gehlot’s tweet in which he has condemned the incident and has promised action against the accused. Gehlot tweeted: “The Rajasthan government is with the grieving family. ..The guilty will not be spared.”

The question is not what action will be taken. The issue is about the law and order condition prevailing in the villages of Rajasthan. Had the media not highlighted the heinous crime, the local police would have done an elaborate cover-up, blaming the incident on the priest. The investigating officer had almost prepared his report saying that the priest had set himself on fire. Had the media not exposed collusion of the investigating officer with the killers, the priest’s family would never have got justice. The killers would have been roaming freely.

My appeal to the police is: please be sensitive in matters relating to atrocities. This is not a single incident. There are hundreds of cases where the poor and downtrodden have been denied justice by the police.

In Chhattisgarh, a minor tribal girl committed suicide after she was gang-raped by seven persons in Kondagaon district three months ago. Her father pleaded to police officers for filing an FIR, but the local police did not help. Out of frustration, the victim’s father drank poison. The news hit the headlines in local media and the state police sat up and took notice. The body of the girl was exhumed for post mortem.

I sent our reporter Anurag Amitabh to this Maoist-infested area to probe the matter in detail. He found that the local police inspector took Rs 10,000 bribe from the rapists and refused to register an FIR. The accused were let off. The police inspector who took the bribe from the accused has been suspended. Police have arrested six persons in this case.

This incident clearly shows the difficulties poor people face in getting justice. Mere suspension of a police officer for taking bribe from rapists and refusing to file FIR for gang-rape, is highly unfair. This is nothing short of complete erosion of trust that the poor have in our legal system. Our reporter spent twelve hours among the villagers and took the statements of witnesses who were present when the rapists bribed the police inspector.

My question is: What will the police achieve now after wasting time for three months? Chhattisgarh chief minister Bhupesh Baghel must intervene and ensure that drastic action is taken against the corrupt policemen and the rapists, otherwise the courts will have to intervene, as the Allahabad High Court did in the Hathras gang-rape case.

केंद्रीय खाद्य एवं उपभोक्ता मामलों के मंत्री रामविलास पासवान के निधन से बिहार की राजनीति में एक बड़ा शून्य पैदा हो गया है। दिल्ली के एक अस्पताल में हाल ही में हुई हार्ट सर्जरी के बाद गुरुवार शाम को पासवान का निधन हो गया। वह 74 वर्ष के थे। पासवान के निधन की खबर सबसे पहले उनके पुत्र चिराग पासवान ने ही दी। चिराग ने अपने पिता की बीमारी के बाद आगामी बिहार विधानसभा चुनाव से कुछ हफ्ते पहले ही लोक जनशक्ति पार्टी के अध्यक्ष का पद संभाला है।

दलित राजनीति के एक बड़े चेहरे के तौर पर रामविलास पासवान ने 5 दशक लंबी राजनीतिक पारी खेली। पहली बार वह राम मनोहर लोहिया की संयुक्त सोशलिस्ट पार्टी से 1969 में विधायक बने और 51 वर्षों तक सक्रिय राजनीति में रहे। वह 1974 में चौधरी चरण सिंह के भारतीय लोक दल में शामिल हुए और महासचिव बने, 1975 में आपातकाल के दौरान वह जेल भी गए।

पासवान ने पहली बार लोकसभा चुनाव जनता पार्टी के टिकट पर 1977 में जीता। वहां से उन्होंने कभी पीछे मुड़कर नहीं देखा। वह लोकसभा के लिए 8 बार चुने गए। अपने निधन के वक्त वह राज्यसभा के सदस्य थे। पासवान 1989 में वीपी सिंह के नेतृत्व वाली केंद्र सरकार में मंत्री बने और तब से लेकर वह केंद्र की लगभग हर सरकार में मंत्री रहे। देवेगौड़ा, इंद्र कुमार गुजराल, अटल बिहारी वाजपेयी, डॉक्टर मनमोहन सिंह से लेकर प्रधानमंत्री मोदी तक, सभी सरकारों में उन्होंने विभिन्न मंत्रालयों का कार्यभार संभाला था।

जमीन से जुड़े नेता होने के नाते पासवान का दलितों के साथ अच्छा जुड़ाव था और संसद में वह उनसे जुड़े मुद्दों को सबसे पहले उठाते थे। दलितों पर अत्याचार के मुद्दे पर बोलते हुए वह संसद में कई बार सदियों पुरानी जाति व्यवस्था पर टिप्पणी किया करते थे। पासवान अक्सर कहते थे, ‘आप मच्छर भगाने की दवा छिड़क कर गंदगी से भरे नाले को साफ नहीं कर सकते।’ वाजपेयी सरकार से त्यागपत्र देने के बाद उन्होंने साल 2000 में लोक जनशक्ति पार्टी का गठन किया। बिहार के आगामी चुनावों से पहले उनके पुत्र चिराग पासवान पार्टी का नेतृत्व कर रहे हैं।

पासवान के निधन से बिहार विधानसभा चुनाव में एक भावनात्मक पहलू का जुड़ना तय है, क्योंकि ताकतवर दुसाध समुदाय उनके बेटे के पीछे एकजुट होने वाला है। अब चिराग अपने पिता की राजनीतिक विरासत संभालने वाले हैं। शुक्रवार को प्रधानमंत्री नरेंद्र मोदी पासवान के आवास पर गए और दलित नेता को श्रद्धांजलि अर्पित की।

मैं निजी तौर पर रामविलास पासवान को 70 के दशक से जानता था और मेरा उनके साथ घनिष्ठ संबंध था। दिल्ली में वह कुछ ऐसे चुनिंदा नेताओं में थे जिन्हें जमीनी स्तर की राजनीति की गहरी समझ थी। उन्हें पता होता था कि राजनीतिक हवा किस दिशा में बह रही है। इंडिया टीवी की तरफ से मैं दिवंगत नेता के परिवार के प्रति अपनी संवेदना व्यक्त करता हूं।

The death of Union Food and Consumer Affairs Minister Ram Vilas Paswan has caused a big void in Bihar politics. Paswan passed away on Thursday evening in a Delhi hospital following a heart surgery that he underwent recently. He was 74.

News of Paswan’s death was broken by his son Chirag Paswan, who had recently taken over as chief of Lok Janshakti Party after his father’s illness, weeks before the forthcoming assembly elections in Bihar.

One of the leading lights of Dalit politics, Ramvilas Paswan had a long innings spanning five decades. He first became an MLA representing Ram Manohar Lohia’s Samyukta Socialist Party in the year 1969 and continued in active politics for 51 years. He joined Chaudhary Charan Singh’s Bhartiya Lok Dal in 1974, became party general secretary, and was imprisoned in 1975 during Emergency.

Paswan was first elected to Lok Sabha on Janata Party ticket in 1977. Since then, he never looked back. He was elected to the Lok Sabha eight times. At the time of his death, he was a member of Rajya Sabha.

Paswan was minister in V. P. Singh’s government at the Centre in 1989, and since then he became minister in almost all the governments at the Centre, from H. D. Deve Gowda, to I. K. Gujral, Atal Bihari Vajpayee, Dr. Manmohan Singh and now Prime Minister Narendra Modi.

A down-to-earth leader, Paswan connected well with the Dalit masses and was always the first to voice their grievances in Parliament. While speaking on Dalit atrocities issue, he used to remark several times in Parliament on the centuries-old caste system. Paswan used to say, “you cannot clean up a drain full of filth by spraying mosquito repellants.” He formed the Lok Janshakti Party in 2000 after resigning from Vajpayee government. His son, Chirag Paswan, is presently heading the party, ahead of the crucial Bihar elections.

Paswan’s death is bound to add an emotive element to Bihar assembly elections, with the powerful Dusadh community rallying around his son seeking to inherit the mantle of his father. Prime Minister Narendra Modi on Friday went to Paswan’s residence to lay wreath on the body of the Dalit leader.

I personally knew Ramvilas Paswan since the Seventies and had struck a close rapport with him. He was among the few leaders in Delhi who had a keen grasp of ground level politics and always knew in which direction the political wind was blowing. बॉलीवुड ऐक्टर सुशांत सिंह राजपूत की मौत का रहस्य अब अपने निर्धारित निष्कर्ष की तरफ बढ़ रहा है। एम्स फोरेंसिक पैनल और सीबीआई, दोनों ही मामले की जांच के बाद इस नतीजे पर पहुंचे हैं कि ऐक्टर की मौत खुदकुशी के चलते हुई थी और इसमें फाउल प्ले, जहर देने या जबरन प्रवेश का कोई सबूत नहीं मिला।

इस पॉइंट पर आगे बात करने से पहले मैं आपको बताता हूं कि बॉम्बे हाई कोर्ट ने बुधवार को सुशांत की पूर्व प्रेमिका और अभिनेत्री रिया चक्रवर्ती को जमानत पर रिहा करने का आदेश देते हुए क्या कहा। हाई कोर्ट द्वारा NDPS ड्रग्स मामले में जमानत दिए जाने के तुरंत बाद रिया मुंबई की भायखला महिला जेल से बाहर निकल गई। रिया ने डीलरों से ड्रग्स खरीदने के आरोप में 28 दिन हिरासत में बिताए।

हाईकोर्ट ने 70 पन्नों के अपने आदेश में कहा कि नारकोटिक्स कंट्रोल ब्यूरो के इन आरोपों में कोई दम नहीं था कि रिया ड्रग नेटवर्क को ‘फाइनैंस’ कर रही थी या ‘ड्रग ट्रैफिकिंग में लिप्त’ थी। जस्टिस सारंग कोतवाल ने अपने आदेश में कहा, ‘वह ड्रग डीलरों की कड़ी का हिस्सा नहीं है, और न ही उसके अपार्टमेंट से ड्रग्स की बरामदगी हुई है।’ रिया के साथ दो अन्य आरोपियों, सुशांत के हाउस मैनेजर सैमुअल मिरांडा और हाउस स्टाफ दीपेश सावंत को भी कोर्ट ने जमानत पर रिहा कर दिया। हालांकि रिया के भाई शौविक चक्रवर्ती की जमानत याचिका इस आधार पर खारिज कर दी गई कि वह ‘ड्रग डीलरों से सीधे संपर्क में था।’

NCB ने रिया पर मादक पदार्थों की तस्करी और, ड्रग डीलर्स को शरण देने, और ‘एक ड्रग सिंडिकेट की सक्रिय सदस्य’ होने का आरोप लगाया था। हाई कोर्ट ने कहा, ‘इस समय जांच एजेंसी के पास ऐसा कुछ भी दिखाने को नहीं है, जिससे साबित हो कि रिया ने कमर्शियल क्वांटिटी में ड्रग्स का इस्तेमाल किया था। जज ने हालांकि रिया को कड़ी शर्तों के साथ जमानत देते हुए निर्देश दिया कि अपनी ‘अवेलिबिलिटी दिखाने के लिए’ वह अगले दस दिनों तक नजदीकी पुलिस स्टेशन में रोजाना रिपोर्ट करे।

हाईकोर्ट के जज ने कहा कि डील्स से मुनाफा कमाने वाले ड्रग ट्रैफिकर्स और ड्रग अपराधों में शामिल अन्य लोगों जो कि ‘मेन ऑफेंडर’ नहीं हैं, के बीच अंतर किया जाना चाहिए। जज ने NCB के इस तर्क से असहमति जताई कि ऐक्टर सुशांत सिंह राजपूत को ड्रग्स की सप्लाई के लिए पेमेंट करने पर सेक्शन 27ए लगाई जा सकती है। यह सेक्शन आमतौर पर ड्रग डील्स को ‘फाइनैंस’ करने के आरोप में लगाया जाता है।

एडिशनल सॉलिसिटल जनरल की इस दलील से कि सेलिब्रिटीज और रोल मॉडल्स के खिलाफ सख्ती से पेश आना चाहिए ताकि इससे यंग जनरेशन के बीच एक मिसाल पेश हो, अदालत ने असहमति जताई। जज ने कहा कि वो इस दलील से इत्तेफाक नहीं रखते, क्योंकि कानून के सामने सब बराबर हैं। अदालत ने कहा कि जब किसी सेलिब्रिटी या दूसरे रोल मॉडल को अदालत में कोई स्पेशल प्रिविलेज नहीं मिलता, तो जब वे कानून का सामना करते हैं, उनके साथ अलग बर्ताव नहीं किया जा सकता। जज न कहा कि उनकी कोई स्पेशल लाइबिलिटी नहीं है और आरोपी चाहे कोई भी हो, हर केस को उसकी मेरिट पर भी डिसाइड करना चाहिए।

रिया चक्रवर्ती के खिलाफ ड्रग्स केस शुरू से ही कमजोर था और दोनों ही पक्षों के वकील इस बात को जानते थे। उसे जमानत मिलने में ज्यादा देर नहीं लगनी थी। और अब मैं आपको विस्तार से बताता हूं कि सुशांत सिंह की मौत के बारे में एम्स और सीबीआई ने क्या कहा है। एम्स के 7 डॉक्टरों का फोरेंसिक पैनल इस नतीजे पर पहुंचा है कि दिवंगत ऐक्टर के विसरा में जहर नहीं मिला है। पैनल से हत्या के संदेह को सिरे से नकार दिया है।

इंडिया टीवी की रिपोर्टर के पास CBI रिपोर्ट की डीटेल्स हैं जो AIIMS पैनल के नतीजों से मेल खाती है। अपनी रिपोर्ट में सीबीआई की टीम ने कहा है कि ऐक्टर के अपार्टमेंट में क्राइम सीन को रीकंस्ट्रक्ट किए जाने के बाद, और गवाहों के बयानों के आधार पर, किसी तरह के फाउल प्ले या फोर्स्ड एंट्री के सबूत नहीं मिले हैं, जिससे कि हत्या की तरफ शक जाए।रिपोर्ट कहती है कि किसी भी बाहरी व्यक्ति के साथ बेडरूम के अंदर किसी तरह के स्ट्रगल का एक भी सबूत नहीं था। रिपोर्ट में इस बात का भी जिक्र किया गया है कि शुरुआती फोरेंसिक रिपोर्ट में जहर का कोई सबूत नहीं मिला। संक्षेप में कहें तो सीबीआई लगभग इस नतीजे पर पहुंच गई है कि सुशांत सिंह राजपूत ने आत्महत्या की थी, न कि उनकी हत्या हुई थी।

सीबीआई की रिपोर्ट में एक और जरूरी बात का जिक्र किया गया है कि सुशांत सिंह राजपूत के बैंक अकाउंट से जो 70 करोड़ रुपये का ट्रांजैक्शन हुआ, उसमें से रिया चक्रवर्ती पर सिर्फ 55 लाख रुपये खर्च किए गए हैं। इनमें से भी ज्यादातर खर्च ट्रैवल, स्पा और गिफ्ट्स पर हुआ था। कुल मिलाकर ऐसा लगता है कि सुशांत की मौत किसी साजिश का नतीजा नहीं थी, बल्कि यह स्पष्ट तौर पर आत्महत्या का मामला है। हालांकि CBI ने अपनी रिपोर्ट को अभी सार्वजनिक नहीं किया है, लेकिन इंडिया टीवी ने रिपोर्ट की अधिकांश फाइंडिंग्स देखी हैं।

बुधवार को अपनी आखिरी कोशिश करते हुए सुशांत के पिता के वकील विकास सिंह ने सीबीआई को एक पत्र भेजा है जिसमें मांग की गई है कि मेडिकल रिपोर्ट और विसरा के सैंपल की जांच के लिए एक दूसरा फोरेंसिक पैनल बनाया जाए। वकील ने डॉक्टर सुधीर गुप्ता की अध्यक्षता वाले एम्स के फोरेंसिक पैनल के नतीजों को खारिज कर दिया। यह ध्यान की बात है कि सुशांत के परिवार के आग्रह पर ही एम्स के फोरेंसिक पैनल का गठन किया गया था, जबकि कूपर अस्पताल के डॉक्टरों ने पहले ही उन्हें पोस्टमॉर्टम रिपोर्ट दे दी थी।

मेरा मानना है कि सीबीआई को अपनी रिपोर्ट जल्द ही सार्वजनिक करनी चाहिए और अंतहीन अटकलों पर विराम लगाना चाहिए। सीबीआई से बड़ी कोई ऐसी जांच एजेंसी नहीं है जो सुशांत सिंह राजपूत की मौत की इन्वेस्टिगेशन कर सके। प्रत्येक व्यक्ति पर संदेह की उंगलियों को इंगित करना बंद करना चाहिए। इस केस में लोगों को खुद ही इन्वेस्टिगेटर, वकील और जज बनना बंद करना चाहिए। CBI को अपना काम पूरा करने दें और सभी आशंकाओं को थोड़ा विराम दें।
