Schools in several states across India reopened after a gap of nearly 17 months with most of the students happy to return to their alma mater and meet their friends. However the attendance was low due to fear about Covid-19 in the minds of most of the parents. While social distancing, alternate seating arrangements, wearing of masks, staggered lunch breaks and thermal screening were scrupulously followed by school managements, parents continued to be sceptical about whether these measures would prevent their wards from getting infected by Coronavirus.

There are questions in the minds of parents about a possible third wave of pandemic. An ICMR (Indian Council of Medical Research) report says that the third wave could reach its peak in India in October. Several parents are questioning the advisability of reopening schools if a third wave is going to come after a month. Another research study from IIT, Kanpur, says there is no possibility of a third wave coming soon.

Parents are now confused about which report to trust, with news coming from the US about a large number of school children infected with Covid-19 virus as pandemic is sweeping large parts of that country. There are also uncertainties about a Covid vaccine for children, which is yet to come. Parents are confused about whether to send their children only after they get vaccinated with two doses.

State governments have left the responsibility of taking care of students to the schools, while school managements have left the decision about sending children to the parents. Families across India are presently confused about whether to continue with online classes, and wait and watch till the situation eases.

On September 1, schools in Delhi, UP, Haryana MP, Rajasthan and Tamil Nadu reopened under strict SOP guidelines, but attendance was thin. Most of the parents chose not to send their children to school. On their part, children were happy to return to their temples of learning and meet old friends after a year and a half.

I have met many parents who told me that social behaviour of their children have undergone a sea change during the past 17 months. With playgrounds and parks closed, most of the children had been showing fatigue after being locked inside their homes with their cellphones and computers. Small kids have been spending too much screen time on cell phones and laptops, adversely affecting their mental health. Some of the kids now require speech therapy, because they are unable to speak coherently. Teenagers nowadays get angry too easily and they have become rude and petulant, due to lack of exposure to the outside world.

In my prime time show ‘Aaj Ki Baat’ on Wednesday night, I interviewed AIIMS director Dr Randeep Guleria and asked him about the possibility of a third wave of pandemic. He said, the possibility of a third wave still exists because most of the people in India are yet to take vaccines to create antibodies for protection. He said, cases may rise if a third wave comes, but the number of hospitalizations and deaths could be less compared to the second wave.

Dr Guleria said, according to serosurveys conducted so far, most of the people have taken a single dose of vaccine, and if at all the third wave comes, there will be not too many cases of serious illness. Covid vaccines, he pointed out, normally provide protection from serious illnesses, hospitalization and deaths. He said, in the ICMR modelling data, the range for a strong third wave has been shown from October till January, while other modelling data had other conclusions based on several variables, “which we do not know”.

The AIIMS director told me that it all depends on the behaviour of the virus. “If it mutates into other variants and spreads, then the number of cases will surely rise. It also depends on the behaviour of people at large. If people in India follow Covid appropriate behiavour during the oncoming festive season, then the third wave may either not come at all or if it comes, it will not be deadly.”

To my question on whether the possible third wave could affect children more, Dr Guleria said, “this theory about the third wave targeting children was floated because none of the children had been vaccinated so far. If we go through the data about the second wave in India, and in Europe and UK, we will find that very few children were affected by the virus and there were few cases of serious illnesses among them.”

Dr Guleria aid, “Healthy children who had Covid, faced mild infections, by and large. Moreover the ICMR serosurvey data show that 55 to 60 per cent children had already developed strong antibodies against the virus. It means that more than half of the children already had mild Covid infection and had developed antibodies already. We can, therefore, say that children, by and large, have acquired immunity. So, even if a third wave comes, children may not be infected with severe diseases and they may face mild infection. “

To my question whether parents should now send their children to schools or not, the AIIMS director said, “They can send them to schools in those states where the positivity rate is low, like in Delhi. Yet, students must follow Covid appropriate behaviour in schools, and teachers and all school workers must get themselves vaccinated.”

Dr Guleria said,”Schools should start with 50 per cent attendance, or with staggered timings, and they must provide hand sanitizers and other Covid precautions for students. Schools can function in those areas only, where the positivity rate is low. There must be constant monitoring and surveillance, and if it is found that the positivity rate is rising, then we may have to shut down the schools. Opening schools does not mean that we are opening them permanently, there is a risk-benefit analysis behind it. We should allow schools to open only in areas with low positivity rate, and that too, under close supervision and following good Covid appropriate behaviour.”

When I pointed out that the pandemic had struck again in the US, with 2 lakh cases reported daily during the last 15 days, and children being infected on a large scale, the AIIMS director replied: “It’s true Delta variant cases are on the rise in the US now. There were some states in US where Covid appropriate behaviour was not being followed at all, with people having stopped wearing masks and attending parties. We should learn from these countries and avoid making mistakes that were committed there.”

On vaccination for children, Dr Guleria said, “If we keep on waiting for vaccination of all children, we may have to reopen schools only next year. Even at that time too, if a new variant emerges, questions will arise about giving booster doses to children. We can never reopen schools for a long time, if we keep on waiting for vaccines and new variants.”

He added, “Already, ZyCov-D vaccine for children of age group from 12 years and above, has been approved. Similarly, Bharat Biotech’s Covaxin trials on teenagers are already complete and analysis is going on. Once these vaccines arrive, children in the 12-plus age group can be vaccinated. Even Pfizer vaccine from the US can be given to children in India. So, reopening schools in several states of India at this moment has less risks, and more benefits. We cannot wait interminably for the schools to reopen.”

Parents of school going children in India should go carefully through what Dr Guleria has said in his interview. One, schools should be reopened only in those areas where the positivity rate is very low, Two, all schools must following Covid appropriate behaviour strictly, and Three, risks are less and benefits are more, if schools are reopened in low positive areas, of course, under supervision.

Dr Guleria is right when he says that we cannot wait interminably for the schools to reopen. Vaccines for teenagers are already being prepared, and schools can now function by following strict Covid appropriate behaviour and close supervision. Sending children to schools for their personality development is a must, but parents must maintain close supervision. Children in schools must wear masks, avoid crowds, and wash their hands frequently, while teachers and school workers must get themselves vaccinated.

अमेरिकी सैनिकों के अफगानिस्तान छोड़ने और काबुल एयरपोर्ट पर तालिबान का पूरा कंट्रोल होने के बाद अब हालात तेजी से बदल रहे हैं। काबुल पहुंचने के बाद तालिबान ने अपनी सार्वजनिक घोषणाओं में नरम रुख अपनाने की बात कही थी, लेकिन अब तालिबान ने अपना असली रंग दिखाना शुरू कर दिया है। तालिबान ने उन अफगानों के घरों के बाहर नोटिस चिपकाए हैं, जिन्होंने अमेरिका की मदद की थी। नोटिस के जरिए इन लोगों को तालिबान की अदालत में पेश होने के लिए समन जारी किया गया है। नोटिस पर अमल नहीं करनेवालों के परिजनों को जान से मारने की धमकी दी गई है।

खबर है कि तालिबान ने करीब 40 हजार उन अफगानों का बायोमेट्रिक डेटाबेस हासिल कर लिया है जिन्होंने इससे पहले के शासन में अमेरिका की मदद की थी। ये कयास लगाए जा रहे हैं कि तालिबान इस डेटाबेस के आधार पर उन लोगों से बदला ले सकता है।

इस बीच अमेरिकी राष्ट्रपति जो बायडेन ने राष्ट्र के नाम अपने संबोधन में कहा कि उनके सामने अफगानिस्तान से सेना की वापसी ही एकमात्र सबसे अच्छा विकल्प बचा था। बायडेन ने कहा, ‘अफगानिस्तान से निकलने की 31 अगस्त की डेडलाइन कोई मनमाने ढंग से तय नहीं की गई थी। अमेरिकी नागरिकों की जान बचाने के लिए इस डेडलाइन की रूपरेखा बनाई गई थी। मेरे पूर्ववर्ती राष्ट्रपति ने एक मई तक अफगनिस्तान से अमेरिकी सेना के हटने को लेकर तालिबान के साथ एक समझौते पर दस्तखत किया था।’

बायडेन ने कहा, ‘पिछली सरकार ने जो समझौता किया था उसके मुताबिक, अगर अमेरिका अफगानिस्तान से अपनी सेना को हटाने की 1 मई तक की समयसीमा पर कायम रहता है, तो तालिबान अमेरिकी सेना पर हमला नहीं करेगा। लेकिन यदि हम रुके रहे तो फिर सारे दांव बदल जाएंगे। इसलिए हमारे सामने सिर्फ एक आसान सा फैसला करना था – वो ये कि या तो पिछली सरकार द्वारा किये गए वादों का पालन करें और अफगानिस्तान छोड़ दें, या फिर ये कहें कि हम अफगानिस्तान नहीं छोड़ रहे हैं और अपने हजारों और सैनिकों को इस जंग में झोंक दें। अब हमें इन्हीं दो में से एक विकल्प चुनना था, कि फिर से जंग में लौटना है या अपनी सेना को अफगानिस्तान से हटाना है। मैं इस जंग को हमेशा के लिए बढ़ाना नहीं चाहता था। मैं वहां से बाहर निकलने की मियाद को भी बढ़ाने के पक्ष में नहीं था।’

अमेरिकी राष्ट्रपति ने कहा कि वह इस फैसले की पूरी जिम्मेदारी खुद लेते हैं। उन्होंने कहा, ‘मैं इस फैसले की पूरी जिम्मेदारी लेता हूं। अब कुछ लोग ये कह रहे हैं कि हमें वहां से लोगों को निकालने का काम कुछ पहले शुरू कर देना चाहिए था, ये भी कहा जा रहा है कि क्या हम इसे ज्यादा व्यवस्थित तरीके से नहीं कर सकते थे? मैं इस बात से असहमत हूं। आप कल्पना कीजिए कि अगर हमने जून या जुलाई में लोगों को निकालने का काम शुरू किया होता तो गृहयुद्ध के बीच हमें हजारों अमेरिकी सैनिकों के साथ-साथ एक लाख 20 हजार अफगानों को वहां से निकालना पड़ता। एयरपोर्ट पर तब भी काफी भीड़ होती। सरकार पर लोगों का भरोसा टूट जाता और सत्ता पर सरकार का नियंत्रण खत्म हो जाता। ऐसे में यह मिशन बेहद कठिन और खतरनाक साबित होता।’

बायडेन ने आईएसआईएस (खुरासान) के आतंकियों को सख्त चेतावनी भी दी। उन्होंने कहा, ‘हम अफगानिस्तान और अन्य देशों में आतंकवाद के खिलाफ लड़ाई जारी रखेंगे। हमें इसके लिए जमीनी युद्ध लड़ने की जरूरत नहीं है। हमारे पास अन्य क्षमताएं भी हैं। जरूरत पड़ने पर हम जमीन पर अमेरिकी सैनिकों को उतारे बिना भी आतंकवादियों और अन्य लक्ष्यों पर हमला कर सकते हैं। हमने पिछले हफ्ते ही अपनी क्षमता का परिचय दिया। हमने तब आईएसआईएस-के को दूर से ही मारा, जब उन्होंने हमारे 13 सैनिकों और दर्जनों निर्दोष अफगानों की हत्या कर दी थी। साथ ही हम आईएसआईएस (खुरासान) को बताना चाहते हैं कि अभी तुम्हारा हिसाब होना बाकी है।’

बायडेन के इन वादों के बावजूद अफगानिस्तान में जमीनी हालात भयावह हैं। पूरे अफगानिस्तान में खाने-पीने के चीजों की भारी कमी हो गई है। यहां हजारों लोग रोटी और खाने के लिए तड़प रहे हैं। एक-एक रोटी के लिए मारकाट मची हुई है। एक-एक निवाले के लिए जद्दोजहद हो रही है। काबुल और अन्य शहरों में एटीएम से पैसे निकालने के लिए लोगों की लंबी कतारें दिख रही हैं, लेकिन अधिकांश बैंकों में कैश खत्म हो चुका है।

ऐसी खबरें हैं कि तालिबान के लड़ाके घरों में घुसकर पिछली सरकार का समर्थन करनेवालों को घसीटकर बाहर निकाल रहे हैं और उन्हें वहीं गोली मार दे रहे हैं। कुछ लोगों की जीभ काट दी गई। एक जाने-माने अफगान लोकगायक फवाद अंद्राबी को काबुल से 100 किलोमीटर दूर उनके घर के पास कत्ल कर दिया गया। तालिबान के लड़ाके उनके घर गए, उनके साथ चाय पी, फिर उन्हें घसीटकर घर के बाहर ले गए और एक दहशतजदा भीड़ के सामने उनके सिर में गोली मार दी। एक वीडियो सामने आया है जिसमें तालिबान के लड़ाके एक टीवी न्यूज एंकर के पीछे राइफल लेकर खड़े हैं। एक तलिबान समर्थक के साथ डिबेट कर रहा वह न्यूज एंकर डर के मारे कांप रहा था।

अगस्त के मध्य में एक महिला टीवी न्यूज एंकर बहिश्ता अरघंद ने तालिबान नेता मौलवी अब्दुल हक हेमाद का स्टूडियो में इंटरव्यू लिया और इसके बाद वह चुपचाप देश छोड़कर चली गईं। बहिश्ता ने कहा कि उन्हें अपनी जान का डर था और काबुल अब महिलाओं के लिए सुरक्षित नहीं रहा।

सबसे मजेदार बात यह है कि जहां जमीनी हालात अफगान पुरुषों और महिलाओं के लिए एक जैसे खौफनाक हैं, वहीं पाकिस्तान में प्रधानमंत्री इमरान खान से लेकर क्रिकेटर शाहिद अफरीदी तक तालिबान की तारीफों के पुल बांध रहे हैं। अफरीदी ने पाकिस्तानी मीडिया से कहा, ‘तालिबान बेहद पॉजिटिव मूड के साथ आए हैं। वे महिलाओं को काम करने दे रहे हैं। मेरा मानना है कि तालिबान को क्रिकेट बहुत पसंद है।’ अफरीदी को अफगानिस्तान का दौरा करना चाहिए और अफगान महिलाओं से मिलना चाहिए ताकि उन्हें पता चल सके कि वे तालिबान के बारे में क्या सोचती हैं।

लगता है तालिबान को लेकर पाकिस्तान ने अपनी आंखों पर पट्टी बांध ली है। पाकिस्तान के हुक्मरानों को लगता है कि तालिबान उनके सीने पर लगा कोई तमगा है जिससे वे हिंदुस्तान को डरा देंगे। वे बिना सोचे-समझे तालिबान की हर हरकत को सपोर्ट करने में लगे हैं।

हैरानी इस बात की है कि पाकिस्तान कहता है कि हम तालिबान की फितरत को जानते हैं और अगर दुनिया ने उसका साथ नहीं दिया तो वह पुराने रास्ते पर चला जाएगा। पाकिस्तानी हुक्मरान कहते हैं अगर अमेरिका ने तालिबान को सपोर्ट नहीं किया तो वह फिर से 9/11 के रास्ते पर चला जाएगा, अगर भारत ने उसे मान्यता नहीं दी तो वह अलगाववादियों को समर्थन देकर कश्मीर में गड़बड़ करवाएगा। अब यह धमकी नहीं तो क्या है? यह सरासर भारत को ब्लैकमेल करने की कोशिश है। सच्चाई यह है कि आज अफगानिस्तान की सत्ता पर तालिबान का कब्जा है और उसकी फितरत बंदूक से, जोर जबरदस्ती से हुकूमत चलाने की है। अब अफगानिस्तान में इस्लामिक स्टेट (खुरासान) है, अल कायदा है, जैश-ए-मोहम्मद है, लश्कर-ए-तैयबा है। अब जहां दहशतगर्दी की ऐसी-ऐसी तंजीमें मौजूद हो वहां शांति की बात करना बेमानी है।

अमेरिका को अफगानिस्तान से एक न एक दिन जाना था, लेकिन वे इस तरह से जाएंगे, इतने बेगैरत होकर जाएंगे, ये किसी ने नहीं सोचा था। अफगानिस्तान से अमेरिकी सैनिकों की वापसी के सवाल पर चाहे बराक ओबामा हों, डॉनल्ड ट्रंप हों या फिर जो बायडेन, तीनों अमेरिकी राष्ट्रपति सेम पेज पर थे। सबका मानना था कि अब बहुत हो गया। उनका कहना था कि अफगानिस्तान में जंग खत्म हो गई, ओसामा को मारकर बदला ले लिया गया, अफगान सेना को प्रशिक्षित कर दिया गया, हथियार दे दिए गए, लोकतांत्रिक शासन आ गया, इसलिए अब वहां रुकने का मतलब नहीं।

आम अमेरिकियों में भी यही भावना थी कि सैनिकों को अफगानिस्तान से वापस बुला लिया जाए। इसीलिए पहले ओबामा ने, फिर डॉनल्ड ट्रंप ने और आखिर में जो बायडेन ने अफगानिस्तान से सैनिकों की वापसी की योजना बनाई। लेकिन उन योजनाओं का क्या हश्र हुआ? अमेरिकी फौज ने बिना किसी सही योजना के जिस तरह जल्दबाजी में अफगानिस्तान छोड़ा, जितनी हड़बड़ी दिखाई, उसकी उम्मीद किसी को नहीं थी। यहां तक कि तालिबान और अफगान सेना को भी उम्मीद नहीं थी कि अमेरिका ऐसे हड़बड़ी में अफगानिस्तान छोड़ेगा। यही वजह है कि जब अमेरिका के आखिरी मिलिट्री प्लेन ने काबुल से उड़ान भरी तो काबुल में तालिबान ने जमकर फायरिंग करते हुए जश्न मनाया।

इस घटनाक्रम के बीच भारत कहां खड़ा है? मंगलवार को कतर में भारत के राजदूत दीपक मित्तल ने तालिबान की गुजारिश के बाद दोहा में तालिबान नेता शेर मोहम्मद अब्बास स्तानिकजई से मुलाकात की। स्तानिकजई ने भारतीय राजदूत से वादा किया कि तालिबान सभी भारतीय नागरिकों की सुरक्षा सुनिश्चित करेगा, भारत आने के इच्छुक अफगानों को सेफ पैसेज देगा और पाकिस्तान स्थित आतंकी संगठनों को भारत के खिलाफ अफगानिस्तान की धरती का इस्तेमाल नहीं करने देगा। हाथ कंगन को आरसी क्या? भारत को अभी ‘वेट ऐंड वॉच’ की रणनीति अपनानी होगी।

तालिबान के मामले में प्रधानमंत्री नरेंद्र मोदी जल्दबाजी में कोई फैसला नहीं लेना चाहते। उन्होंने पहले ही राष्ट्रीय सुरक्षा सलाहकार अजीत डोवल, विदेश मंत्री एस. जयशंकर, और पीएमओ एवं विदेश मंत्रालय के अधिकारियों से मिलकर एक हाई-लेवल ग्रुप बनाया है। यह ग्रुप अफगानिस्तान के घटनाक्रम पर कड़ी नजर रखेगा और उसके आधार पर भारत के रुख को तय करेगा।

मोदी ने इस ग्रुप को सबसे पहले अफगानिस्तान में भारत की प्राथमिकताएं तय करने को कहा है। इस ग्रुप की पिछले कुछ दिनों से लगातार बैठकें हो रही थीं, जिनमें तय किया गया कि सबसे पहले अफगानिस्तान में फंसे भारतीयों की सुरक्षा सुनिश्चित करनी होगी, उसके बाद यह सुनिश्चित करना होगा कि अफगानिस्तान की जमीन का इस्तेमाल भारत के खिलाफ आंतकी साजिशें रचने में न हो। अभी तक, भारत सहित दुनिया के अधिकांश देश तालिबान को लेकर सतर्क हैं। वे कोई भी फैसला लेने से पहले थोड़ा इंतजार करना चाहते हैं और देखना चाहते हैं कि आने वाले दिनों में तालिबान सरकार कैसे काम करती है।

With the exit of US troops from Afghanistan and Taliban taking full control of Kabul airport, things are now moving fast. Taliban has started showing its true colours despite public announcements about following a moderate line. Taliban fighters have pasted notices outside the homes of those Afghans who helped the US, summoning them to attend “Taliban court” along with the threat to execute family members if they failed to do so.

There are reports that Taliban officials have accessed a huge biometric data base of nearly 40,000 Afghans who had helped the US and former regime. There are speculations that the Taliban may single out names of officials from this data base and carry out reprisals.

Meanwhile, the US President Joe Biden in his address to the nation a day after the unceremonious exit of US troops, said, withdrawal was the only best option before him. Biden said, “Leaving August 31 is not due to an arbitrary deadline. It was designed to save American lives. My predecessor, the former President, signed an agreement with the Taliban to remove US troops by May 1, just months after I was inaugurated.”

Biden said, “ …The previous administration’s agreement said that if we stuck to the May 1 deadline that they had signed on to leave by, the Taliban wouldn’t attack any American forces. But if we stayed, all bets were off. So we were left with a simple decision: Either follow through on the commitment made by the last administration and leave Afghanistan, or say we weren’t leaving and commit another tens of thousands more troops. Going back to war. That was the choice, the real choice. Between leaving or escalating. I was not going to extend this forever war. And I was not extending a forever exit.”

The US President said, he took full responsibility for the decision. “I take responsibility for the decision. Now, some say we should have started mass evacuations sooner and “Couldn’t this have been done in a more orderly manner?” I respectfully disagree. Imagine if we had begun evacuations in June or July, bringing in thousands of American troops and evacuating more than 120,000 people in the middle of a civil war. There still would have been a rush to the airport. A breakdown in confidence and control of the government. And it still would have been very difficult and dangerous mission.”

Biden also gave an ominous threat to ISIS(K) terrorists. He said, “We will maintain the fight against terrorism in Afghanistan and other countries. We just don’t need to fight a ground war to do it. We have what’s called over-the-horizon capabilities, which means we can strike terrorists and targets without American boots on the ground, very few if needed. We have shown that capacity in just the last week. We struck ISIS-K remotely, days after they murdered 13 of our service members and dozens of innocent Afghans. And to ISIS-K, we are not done with you yet.”

Biden’s promise notwithstanding, the situation on the ground in Afghanistan is scary. There is huge scarcity of foodstuff across Afghanistan, with thousands clamouring for bread and food. There are visuals of huge crowd of Afghans fighting over a piece of bread. There are serpentine queues of people in Kabul and other cities, waiting outside ATMs to withdraw money, but most of the banks have run out of cash.

There are reports of Taliban fighters entering homes, dragging out people who had supported previous regime, and shooting them on the spot. Some have their tongues slashed. A popular Afghan folk singer Fawad Andrabi was executed 100 km away from Kabul. Taliban fighters went to his home, sipped tea with him, then dragged him out of the house and shot him in the head in front of a horrified crowd. There is a video of Taliban fighters with rifles standing behind a TV news anchor who was engaged in a debate with a Taliban sympathizer. The news anchor was shivering.

In mid-August, a female TV news presenter Beheshta Arghand interviewed a Taliban leader Mawlawi Abdul Haq Hemad, in the studio and after the interview, the female anchor quietly left the country. Beheshta said, she feared for her life and Kabul was no more safe for women.

The most amusing part is that while the ground situation is scary for Afghans, male and female alike, there are leaders in Pakistan, right from Prime Minister Imran Khan to cricketer Shahid Afridi who are praising Taliban. Afridi told Pakistani media, “Taliban have come with a very positive mind. They are allowing ladies to work. And I believe, Taliban like cricket a lot.” Afridi should visit Afghanistan and meet Afghan women to know what they think about Taliban.

It appears as if the Pakistani leadership has shut its eyes to the ominous dangers. Pakistani leaders are harbouring the illusion that the return to power of Taliban is surely a big badge of achievement for Pakistan army, a development that, they believe, can frighten India. Pakistani leaders are blindly supporting every move of Taliban.

There are Pakistani experts who claim that Taliban may stray to its old ways of torture and medieval tendencies, if they do not get support from the US, India and Pakistan. Pakistani leaders have gone to the extent of saying that if India refuses to recognize the Taliban, it may extend support to separatists in Kashmir. Such views are nothing but efforts to blackmail India. The harsh realities on the ground are that with Taliban in power, ISIS(K) active in the provinces, and Jaish-e-Mohammed and Lashkar-e-Toiba active, Afghanistan has become a breeding ground for terrorists

The US had to return from Afghanistan someday, but nobody ever imagined they would retreat in such a shabby manner. On the issue of troops withdrawal, all the three US Presidents, Barack Obama, Donald Trump and Joe Biden, were on the same page. The US leadership was saying, enough is enough, after Al Qaeda chief Osama bin Laden was killed, the Afghan army was trained and equipped by the US and a democratic regime was installed.

The overall sentiment of Americans was that there was no point staying in Afghanistan and suffering huge losses. The plans for withdrawal were being drawn since the days of Obama regime, but nobody expected the US to withdraw in such a haphazard manner, without a proper plan. Even the Taliban and the Afghan army did not expect the US to leave in such a haste. That is why when the last American military plane flew out from Kabul, there was jubilation and celebratory firing by Taliban all over Kabul.

Where does India stand in the midst of such developments? On Tuesday, the Indian ambassador in Qatar Deepak Mittal met Taliban leader Sher Mohammed Abbas Stanekzai in Doha, following a request from Taliban side. Stanekzai promised the Indian envoy that the Taliban would ensure safety of all Indian nationals, safe passage for Afghans seeking to come to India and preventing Pakistan-based terror groups from using Afghan soil to target India. The proof of the pudding lies in eating. India will have to wait and watch.

Prime Minister Narendra Modi does not want to take any decision on Taliban in a hurry. He has already set up a high-level group consisting of National Security Adviser Ajit Doval, Minister of External Affairs S. Jaishankar, and other PMO and MEA officials. This group will keep a close watch on developments in Afghanistan and then decide.

Modi has asked this group to chalk out India’s priorities in Afghanistan. This group is now preparing details of Indian nationals now stuck in Afghanistan, and suggest ways and means to deter Pakistani terror groups from launching attacks against India. As of now, most of the nations across the world including India are watchful about Taliban. They want to wait and see how the Taliban government works in the coming weeks and months.

काबुल एयरपोर्ट से सोमवार की आधी रात आखिरी पांच C-17 मिलिट्री कार्गो जेट के उड़ान भरने के साथ ही अमेरिका के इतिहास की सबसे लंबी जंग का खामोशी से अंत हो गया। अमेरिका की वापसी के बाद तालिबान के लड़ाकों ने काबुल में रातभर जश्न मनाते हुए फायरिंग की और ये सुबह तक जारी रहा। 20 साल तक चली इस जंग में अमेरिका ने 2 ट्रिलियन डॉलर से ज्यादा की रकम खर्च की, 2,461 अमेरिकी सैनिकों सहित 1,70,000 से ज्यादा लोगों की जान गई, और इसके बावजूद अमेरिका तालिबान को हराने में नाकाम रहा। अरबों डॉलर के टैंक, बख्तरबंद वाहन, प्लेन, हेलिकॉप्टर, राइफल और अन्य हथियार छोड़कर अमेरिका को काबुल से निकलना पड़ा।

अमेरिकी सैन्य कमांडरों ने दावा किया कि उन्होंने काबुल एयरपोर्ट पर छोड़े गए अधिकांश बख्तरबंद वाहनों, शिनूक हेलीकॉप्टरों और अन्य विमानों को निष्क्रिय कर दिया है, और उनके सिस्टम को नष्ट कर उन्हें पूरी तरह बेकार कर दिया है, लेकिन कहा नहीं जा सकता कि उनके इस दावे में कितनी सच्चाई है। अमेरिकी फौज की वापसी के तुरंत बाद तालिबान के लड़ाकों ने पूरे काबुल एयरपोर्ट पर कब्जा कर लिया। तालिबान के प्रवक्ता ने इस्लामी अमीरात की आज़ादी का ऐलान कर दिय़ा। 9/11 के आतंकी हमलों के बाद अमेरिका ने ओसामा बिन लादेन से दो-दो- हाथ करने के लिए अफगानिस्तान पर हमला किया था। ओसामा का काम तमाम कब का हो गया, लेकिन तालिबान के खिलाफ जंग जारी रही, और अब अमेरिका को बेआबरू होकर लौटना पड़ा। बीस साल पहले 11 सितंबर को अमेरिका में आतंकी हमले हुए थे और उसकी बरसी 11 दिन बाद होने वाली है।

पिछले 2 हफ्तों में काबुल में हुए आत्मघाती बम हमलों, ड्रोन अटैक और रॉकेट हमलों के कारण हुए खूनखराबे के बीच जल्दबाजी में अमेरिकी फौज को काबुल से निकलना पड़ा। अमेरिका ने तालिबान की खौफ से वतन छोड़ कर भागने को बेताब लाखों अफगानों को उनकी किस्मत के भरोसे छोड़ दिया। इनमें अफगान सेना के कई ऐसे पूर्व अधिकारी भी हैं जिनके पास अमेरिका में प्रवेश करने के लिए वैध वीजा तक है। इन सभी का भविष्य अब खतरे में है। सैकड़ों अमेरिकी नागरिक भी अमेरिका में रह गए हैं और उनका भविष्य अधर में लटका हुआ है। अमेरिकी राष्ट्रपति जो बाइडेन ने कहा कि तालिबान ने अमेरिकियों, अफगान सहयोगियों और विदेशी नागरिकों को अफगानिस्तान से सुरक्षित जाने देने का वादा किया है और उन्हें उम्मीद है कि ‘दुनिया तालिबान को उसके दिए वादे मनवा कर रहेगी ।’

अमेरिका के पूर्व राष्ट्रपति डोनाल्ड ट्रंप ने कहा, ‘इतिहास में कभी भी सेना की वापसी का अभियान इतनी बुरी तरह नहीं चलाया गया, जिस तरह से बाइडेन प्रशासन ने अफगानिस्तान में चलाया।’ उन्होंने कहा, अमेरिका को ‘अफगानिस्तान से सभी उपकरणों को तुरंत वापस करने की मांग करनी चाहिए क्योंकि उसमें हमारे देश के करीब 85 अरब डॉलर लगे हैं।’ ट्रंप प्रशासन ने ही अफगानिस्तान से अमेरिकी सेना की शांतिपूर्ण वापसी के लिए दोहा में तालिबान के साथ शांति समझौते पर हस्ताक्षर किए थे। उस समझौते को बाइडेन प्रशासन ने लागू तो किया, मगर बगैर सही प्लानिंग के और काफी जल्दबाजी में। इसके कारण पिछले 2 हफ्ते से लाखों अफगान और हजारों अमेरिकी नागरिकों को तकलीफें झेलनी पड़ी । उनमें से कई लोग तालिबान के क्रूर और मनमाने शासन का सामना करने के लिए अभी भी अफगानिस्तान में फंसे हुए हैं।

सोमवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया था कि कैसे हजारों अफगान महिलाएं छोटे-छोटे बच्चों को लेकर, अफगानिस्तान-ईरान की सरहद को पार करने के लिए कठिन पहाड़ी डगरों पर सफर कर रही हैं। ये पुरुष, महिलाएं और बच्चे अपनी जिंदगी की सारी कमाई पूंजी और घर-बार छोड़कर, जो भी थोड़ा-बहुत सामान वे साथ ले सकते थे उन्हें लेकर ईरान की सरहद की तरफ चल पड़े हैं।

तालिबान की सत्ता में वापसी के बाद ईरान ने अफगानिस्तान से लगती अपनी सभी सीमा चौकियों को पहले ही बंद कर दिया है। आम अफगान ईरान में घुसने के लिए हेरात और निमरोज प्रांतों के पहाड़ी इलाकों से होते हुए निकल रहे हैं। इनमें से बहुत से ऐसे लोग हैं जिन्होंने अपने बच्चों के साथ 2 हफ्ते पहले ही उसी दिन अपना घर छोड़ दिया था, जिस दिन तालिबान ने काबुल पर कब्जा किया था. उसी दिन ये लोग अपने घरों से निकल पड़े थे। पिछले 2 हफ्तों में ये लोग 500 किलोमीटर से भी ज्यादा की दूरी तय करके ईरान बॉर्डर तक पहुंचे हैं। अफगानिस्तान की कुल आबादी तकरीबन चार करोड़ है,इस आबादी में से आधे से ज्यादा लोगों को तालिबान के शासन में रहना मंजूर नहीं है।

पाकिस्तान-अफगानिस्तान बॉर्डर पर स्पिन बोल्डक, अंगूर अदा और तोरखम चेकपोस्ट के पास हजारों अफगान जमा हो रहे हैं। ये लोग किसी भी सूरत में पाकिस्तान में दाखिल होना चाहते हैं। लेकिन दूसरी तरफ पाकिस्तान के हथियारबंद जवान मौजूद हैं जो इन्हें बॉर्डर पार करने से रोक रहे हैं। पाकिस्तान और अफगानिस्तान का बॉर्डर 2,000 किलोमीटर से ज्यादा लंबा है जिसे डूरंड लाइन कहते हैं। तालिबान ने पिछले महीने जब अफगान सेना के खिलाफ जंग शुरु की, तो उसने सबसे पहले बॉर्डर के इन्हीं इलाकों पर कब्जा किया था और उसके बाद काबुल की तरफ आगे बढ़े थे। 15 अगस्त से पहले पाकिस्तान के चमन सीमा चौकी से होकर एक दिन में 4 हजार लोग अफगानिस्तान से पाकिस्तान जाते थे, लेकिन पिछले कुछ दिनों ये संख्या 4 गुने से भी ज्यादा बढ़कर 18 हजार हो गई है।

तुर्कमेनिस्तान, उज्बेकिस्तान और ताजिकिस्तान के साथ लगतीं अफगानिस्तान की सीमाओं से जो खबरें और तस्वीरें आई हैं, उनके मुताबिक इन सीमाओं पर भी हजारों अफगान इकट्ठा होने लगे हैं ताकि वे अपने वतन से निकल सकें। इन सीमाओं पर कुल मिलाकर 12 बॉर्डर पोस्ट है और इनमें से ज्यादातर जगहों पर अफगानिस्तान के लोगों के लिए दरवाजे बंद हैं। कुछ देशों ने तो सरहद पर दीवार तक बना दी है। बॉर्डर पर नए सिरे से फेंसिंग की जा रही है, कंटीले तार लगाए जा रहे हैं ताकि अफगान बॉर्डर पर न कर पाएं। तुर्की ने तो साफ कह दिया है कि वह और अफगानों को शरण नहीं दे सकता, और ईरान ने भी हाथ खड़े कर दिए हैं।

इन तस्वीरों को देखकर मुझे बहुत दुख होता है। मन में बार-बार ये सवाल आता है कि आखिर क्यों हर अफगान अपना वतन छोड़ना चाहता है। क्या वजह है कि वे अब एक पल भी अफगानिस्तान में रुकना नहीं चाहते, अपने ही मुल्क में अपने आपको महफूज नहीं समझते? आम अफगान तालिबान के उदारवादी रुख अपनाने के वादों पर भरोसा नहीं करते हैं। वे जानते हैं कि आने वाले महीनों में जब तालिबान शरीयत के कानूनों को सख्ती से लागू करना शुरू करेंगे तो उनके साथ जुल्म की इंतेहा होगी। आज एक तस्वीर सामने आई जिसमें हेलीकॉप्टर के अंदर बैठे तालिबान के लड़ाके एक शख्स को आसमान में जंजीर से बांधकर ले जा रहे थे। इस तरह की तस्वीरों ने आम अफगानों के दिल में दहशत भर दी है।

इस्लामिक स्टेट (खुरासन) के आत्मघाती हमलों से काबुल एयरपोर्ट के पास हुए खूनखराबे, रविवार को काबुल में अमेरिकी ड्रोन हमले और सोमवार को अमेरिकी सेना पर 5 रॉकेट दागे जाने की घटनाओं के बाद से आम अफगानों में दहशत का माहौल है। लोगों को लगता है कि आने वाले महीनों में तालिबान और इस्लामिक स्टेट के बीच, और तालिबान और नॉर्दर्न एलायंस के बीच लड़ाई बढ़ सकती है। तालिबान के लड़ाके अब आम लोगों को अपनी वहशियत का शिकार बनाने वाले हैं।

‘आज की बात’ में हमने एक टेलीविजन स्टूडियो का वीडियो दिखाया था जिसमें राइफल थामे तालिबान लड़ाके एक अफगान न्यूज ऐंकर के पीछे खड़े थे। उस न्यूज ऐंकर के चेहरे पर डर साफ नजर आ रहा ता। ये तालिबानी लड़ाके ऐंकर द्वारा पढ़ी जा रही खबरों को गौर से सुन रहे थे। ये तस्वीरें तालिबान के आतंक राज को दिखाती हैं जो आने वाले हफ्तों और महीनों में और भी ज्यादा नजर आएगा।

इससे पहले तालिबान ने कहा था कि मीडिया में महिलओं को काम करने की इजाजत होगी, लेकिन 2 दिन के बाद ही न्यूज चैनलों में काम करने वाली महिलाओं और लड़कियों को घर बैठने को कहा गया। तालिबान ने उन्हें दफ्तर न आने का फरमान सुना दिया। काबुल से लगभग 100 किलोमीटर दूर तालिबान के लड़ाकों ने एक मशहूर अफगान लोकगायक फवाद अंद्राबी को उनके घर से बाहर निकालकर बेरहमी से मार डाला। तालिबान लड़ाके फवाद के घर गए, साथ बैठकर चाय पी, फिर उन्हें घसीटकर बाहर ले गए और सबके सामने उनके सिर में गोली मार दी।

जो लोग कहते हैं कि तालिबान के आने से अफगानिस्तान मे सब ठीक हो जाएगा, किसी को डरने या घबराने की जरूरत नहीं तो उन्हें ये तस्वीरें भी देखनी चाहिए। इस वक्त अफगानिस्तान के अलग-अलग शहरों में भुखमरी के हालात पैदा हो रहे हैं। पानी की बोतल के लिए 40 डॉलर और एक प्लेट चावल के लिए 75 डॉलर तक देने पड़ रहे हैं। लोगों के पास न काम है और न पैसा है। लोगों का जो पैसा बैंकों में जमा था, वह भी नहीं मिल रहा क्योंकि बैंक बंद हैं। बैंकों के बाहर, एटीएम के बाहर लोगों की लंबी-लंबी लाइनें लग रही हैं। सुबह से शाम तक लोग बैंकों के बाहर पैसा निकालने के लिए नजर आते हैं, लेकिन ज्यादातर लोगों को खाली हाथ लौटना पड़ता है। आईएमएफ और विश्व बैंक के पास जमा अफगान सेंट्रल बैंक का सारा पैसा फ्रीज हो चुका है।

अब तालिबान के राज में अल कायदा के आतंकवादी भी नजर आने लगे हैं। अफगानिस्तान के नांगरहार सूबे में अमीनउल हक नाम का आंतकवादी नजर आया। वह अल कायदा के सरगना ओसामा बिन लादेन का सिक्यॉरिटी इंचार्ज था। अमीन उल हक अफगानिस्तान के उस इलाके में नजर आया जहां इस्लामिक स्टेट के 3,000 से ज्यादा आतंकवादी मौजूद हैं। जब अमेरिका ने 2001 में तोरा बोरा की पहाड़ी गुफाओं में ओसामा के ठिकानों पर भयंकर बमबारी की थी, तब अमीनुल हक ही अल कायदा की सिक्यॉरिटी का प्रमुख था।

अमेरिका के अफगानिस्तान छोड़ने के साथ ही तालिबान के हाथों अरबों डॉलर मूल्य के अमेरिका निर्मित विमान, हेलीकॉप्टर, टैंक, बख्तरबंद वाहन, हमवीज, राइफल और अन्य हथियारों का एक बड़ा खजाना लग गया है। तालिबान के नेताओं ने कभी सपने में भी नहीं सोचा होगा कि उनके पास हथियारों का इतना बड़ा जखीरा होगा, जिससे कोई भी छोटा-मोटा देश एक सैन्य ताकत बन सकता है। तालिबान नेताओं ने कभी नहीं सोचा था कि अमेरिकी बलों द्वारा प्रशिक्षित 3 लाख सैनिकों वाली मजबूत अफगान सेना इतनी आसानी से सरेंडर कर देगी।

अफगानों ने कभी सपने में भी नहीं सोचा होगा कि अमेरिका उन्हें 20 साल तक इस्तेमाल करने के बाद यूं बेसहारा और बेबस छोड़कर भाग जाएगा। तालिबान ने कभी नहीं सोचा होगा कि एक निर्वाचित राष्ट्रपति देश छोड़कर भाग जाएगा और काबुल बगैर जंग लड़े ही उसके कब्जे में आ जाएगा। तालिबान के नेताओं को कतई उम्मीद नहीं थी कि यह सब इतनी जल्दी हो जाएगा।

यही वजह है कि तालिबान अभी तक ढंग से सरकार भी नहीं बना पाया है और न ही शासन की रूपरेखा तय हो पाई है। तालिबान को तो इस बात का भी यकीन नहीं था कि अमेरिकी फौज वाकई में 31 अगस्त की डेडलाइन को मानेगी और 20 साल की लड़ाई ऐसे खत्म हो जाएगी। उन्हें जरा भी गुमान नहीं था कि अमेरिकी फौज उन्हें इतने सारे हथियार सौगात में देकर भाग जाएगी। जिस अमेरिकी सेना ने 20 साल तक तालिबान से जंग लड़ी, उसके लड़ाकों को मौत के घाट उतारा, वही अमेरिका की फौज उन्हें तोहफे में हथियारों का जखीरा देकर जा रही है। वहीं, 20 साल तक जिन हजारों अफगानों ने अमेरिका का साथ दिया, उसके लिए जी जान से काम किया, उन्हे अमेरिकी फौज तोहफे में दहशत, खौफ और मौत का इंतजार देकर जा रही है।

एक तरफ तो तालिबान के पास बंदूकें हैं, बारुद हैं, हेलीकॉप्टर हैं, हवाई जहाज हैं, हमवीज हैं और दूसरी तरफ अमेरिका की मदद करने वाले अफगान डरे सहमे घरों में कैद हैं, खाने के लिए मोहताज हैं या फिर वे अफगानिस्तान के किसी बॉर्डर पर अपने मुल्क से भाग जाने के लिए जद्दोजहद कर रहे हैं। जिन अफगान औरतों ने अमेरिका पर भरोसा करके बुर्का उतार फेंका था, पढ़ाई की थी, काम करना शुरू किया था, सपने देखे थे, वे आज सबसे ज्यादा खौफ में हैं, सबसे ज्यादा जुल्म का शिकार हो रही हैं।

जिस अमेरिका ने इन बहादुर अफगान महिलाओं को एक सख्त, कट्टर जीवनशैली छोड़ने के लिए प्रोत्साहित किया था, और उन्हें स्वतंत्रता और उच्च शिक्षा के ख्वाब दिखाए थे, वह उन्हें बेबस और बेसहारा छोड़कर जा चुका है। दुनिया ने कभी भी भरोसे का यूं मजाक बनते हुए नहीं देखा था जैसा अमेरिका ने आम अफगानों के साथ किया है। कोई नहीं जानता कि आने वाले दिनों में अफगानिस्तान में क्या होने वाला है। बस इतना सब जानते है कि अफगानिस्तान की आम जनता को अभी काफी सितम, काफी तकलीफ और काफी ज्यादा जुल्म का सामना करना पड़ेगा और 20 साल से खुली हवा में सांस लेने वाले अफगान परिवारों की आजादी पर ग्रहण लग जाएगा।

America’s longest war in history came to an unceremonious end on Monday midnight after the last five C -17 military cargo jets left Kabul airport. This was followed by nightlong heavy celebratory firing by Taliban fighters across Kabul, which went on till early morning. After spending more than $2 trillion on a 20-year-long war that took more than 1,70,000 lives, including 2,461 American troops, the US ultimately failed to defeat the Taliban and left behind billions of dollars worth tanks, armoured vehicles, aircraft, choppers, rifles and other weapons.

US military commanders claimed that they have deactivated most of the armoured vehicles, Chinook helicopters and other aircraft left behind at Kabul airport making them unusable, by destroying their systems, but that claim appears to be debatable. Taliban fighters immediately took control of the entire Kabul airport and their spokesman proclaimed “full independence”, 20 years after the US attacked Afghanistan after the 9/11 terror attacks. The 20th anniversary of 9/11 in New York will take place eleven days from now.

It was a hasty evacuation marked by bloodbath caused by suicide bomb attacks, Drone strike and rocket attacks in Kabul for the last two weeks. The US troops left behind lakhs of Afghans desperate to flee Taliban rule. These included many former Afghan army officials holding valid visas to enter the US. Their future is now in jeopardy. Hundreds of US citizens have also been left behind and their future is uncertain. US President Joe Biden said, the Taliban has made commitments to give safe passage to Americans, Afghan partners and foreign nationals who want to leave Afghanistan. “The world will hold them to their commitments”, Biden said.

Former US President Donald Trump said, “Never in history has withdrawal from war been handled so badly or incompetently as the Biden administration’s withdrawal from Afghanistan”. He said, the US “must demand return of all equipment from Afghanistan, and that includes every penny of the 85 billion dollars in cost”. It was Trump’s administration that had signed the peace deal with Taliban in Doha for the peaceful withdrawn of US troops from Afghanistan. While executing that deal, the Biden administration carried out improperly planned, hasty evacuation which led to several lakhs of Afghans and several thousand American and other nationals undergoing ordeal for the last two weeks. Many are still stuck inside Afghanistan staring at a brutal and arbitrary Taliban rule.

In my prime time show ‘Aaj Ki Baat’ on Monday night, we showed visuals of how thousands of Afghan women, carrying small kids, negotiating tough hilly terrain in order to cross the Afghanistan-Iran border. These men, women and kids have left their homes and properties, and gathered whatever valuables they could, to march towards the Iran border.

Iran has already closed all its border check posts with Afghanistan after the return to power of Taliban. The common Afghans are going through hilly terrain from Herat and Nimroz provinces in their bid to enter Iran. Many of these Afghan families had left their homes two weeks ago, when Taliban captured Kabul, and walked more than 500 km to reach the Iran border. More than half of the nearly 4 crore Afghan population are unwilling to stay under Taliban regime.

At the main crossing points at Torkham, Spin Boldak and Angur Ada on Afghan-Pakistan border, hundreds of Pakistan Ranger soldiers are pointing rifles at thousands of Afghans seeking to cross over to Pakistan. Afghanistan has a 2,000 km long border called Durand Line with Pakistan, and last month when fighting broke out with Afghan army, the Taliban seized most of the areas on AfPak border to start its march towards capital Kabul. At Chaman border crossing, during pre-August 15 period, nearly 4,000 Afghans used to cross into Pakistan daily, but this number has now shot up to 18,000 daily.

Reports and images have come from Afghanistan’s borders with Turkmenistan, Uzbekistan, and Tajikistan, where thousands of Afghans have started assembling to leave their country. There are 12 border check posts, and at most of these posts, entry of Afghans has been banned. Some countries have erected huge walls with barbed wire fencing to stop immigration. Countries like Iran and Turkey have refused to take any more Afghans.

I feel sad watching such visuals. I wonder what are the compulsions that forced these Afghan families to leave their home and hearth. The common Afghans do not trust Taliban’s promises of adopting a moderate line. They know they would be subjected to inhuman cruelties in the months to come when Taliban will begin implementing the laws of Shariat. There was this image of Taliban fighters inside a helicopter carrying a man tied to a chain from the chopper. Such images have sent shudders in the spine of common Afghans.

The bloodbath that took place near Kabul airport during the suicide attacks by Islamic State (Khorasan group), the American Drone attack on “IS target” in Kabul on Sunday, and the firing of five multiple rockets on Monday by IS terrorists on towards US military positions inside the airport, has caused scare among common Afghans. People feel that in the coming months there could be more fighting between Taliban and IS, Taliban and Northern Alliance, followed by brutal killings by hardcore Taliban fighters.

In ‘Aaj Ki Baat’ we showed visuals of rifle-toting Taliban fighters standing behind an Afghan news anchor, shivering with fear, inside a television studio. These Taliban fighters were keenly listening to the news reports that were being read by the anchor. These images portend the reign of Taliban terror, that will be seen in the days and weeks to come.

Women employees in media, banks and government offices have already been ordered not to report for duty. There was also report of Taliban brutally killing a renowned Afghan folk singer Fawad Andrabi near his home, nearly 100 km from Kabul. Taliban fighters went to his home, sipped tea, then dragged him out, and shot him in the head in front of frightened onlookers.

Those who harbour the false illusion that all would be well under Taliban rule after the Americans leave, should think over again after watching these images and videos. Already, in cities, there is acute shortage of food and commodities, and ATMs and banks have run out of cash. Prices of bread, food items and mineral water have gone through the roof due to dwindling supplies. Most of the banks are closed and customers are unable to withdraw their own savings. The Afghan central bank has its funds with IMF and World Bank frozen.

Old Al Qaeda terrorists have started emerging into the limelight again. Aminul Haque, who was security in-charge of Al Qaeda chief Osama bin Laden, surfaced in Nangarhar province of Afghanistan, home to more than 3,000 IS terrorists. Aminul Haque was the chief of Al Qaeda security, when the US was bombing Osama’s hideouts inside Tora Bora caves in 2001.

With the US leaving Afghanistan unceremoniously, the Taliban has hit a huge jackpot of US-made aircraft, helicopters, tanks, armoured vehicles, Humvees, rifles and other weapons, worth billions of dollars. The Taliban leaders never dreamed they would get hold of such a huge cache of weapons, that can make any small country a military power. Taliban leaders never imagined that a three lakh strong Afghan army, trained by US troops, would meekly surrender.

The Afghans never dreamt that the US would leave them high and dry after using them for 20 years. The Taliban never imagined that an elected President would flee the country and hand over the capital Kabul to them, without a fight. The Taliban leaders were never prepared for such a quick, speedy victory.

This is the reason why the Taliban leadership is still unable to form a coherent government and a well-defined governance structure. Taliban never imagined that the US army would leave hurriedly leaving billions of dollars worth weapons in their hands. The same US army, which fought and killed the Taliban fighters for two decades, has handed over to them a huge armoury of military weapons and systems. Thousands of Afghans, who sided with the US in establishing democracy and governance in Afghanistan for two decades, have been left high and dry by their American patrons.

They are now living a world of terror with death staring at them. On one hand, the Taliban have thousands of armoured vehicles, Humvees, lakhs of assault rifles, aircraft and helicopters, and on the other hand, the Afghans who helped the US, are locked inside their homes waiting for the inevitable. The brave Afghan women, who had discarded their ‘burqa’, and had pursued higher education to live a modern life, are now staring at hell.

The US, which encouraged these brave Afghan women, to leave a puritanical, fundamentalist way of life, and made them yearn for liberty and higher education, has left them high and dry. The world has never seen such a travesty of trust that the common Afghan had for the Americans. None can predict what is going to happen in Afghanistan in the coming weeks and months. Afghans are staring at a future that will witness brutal torture and killings and this will surely bring an end to liberties enjoyed for two decades by Afghan families.

अमेरिका ने शनिवार को अफगानिस्तान के नंगरहार प्रांत में ड्रोन हमला कर ये दावा किया कि उसने काबुल एयरपोर्ट पर बम धमाके की साजिश रचनेवाले इस्लामिक स्टेट (खुरासान) के आतंकवादी को मार गिराया है। गुरुवार को काबुल एयरपोर्ट के पास हुए बम धमाकों में 13 अमेरिकी सैनिकों समेत कुल 182 लोगों की मौत हो गई थी। यूएस सेंट्रल कमांड के एक अधिकारी ने कहा-‘अफगानिस्तान के नंगरहार प्रांत में मानव रहित हवाई हमला किया गया। शुरुआती संकेत मिले हैं कि हमने अपने टारगेट को मार गिराया।’

अमेरिकी विदेश विभाग ने शुक्रवार को ऐलान किया कि अमेरिकी सैनिक 31 अगस्त के बाद काबुल एयरपोर्ट से निकल जाएंगे। विदेश विभाग के प्रवक्ता ने कहा- हम 31 अगस्त तक यहां से रवाना हो जाएंगे। तबतक हम अपनी ड्यूटी निभा रहे हैं। हम इस एयरपोर्ट को अफगान लोगों को वापस सौंप रहे हैं।’ इसका मतलब ये हुआ कि एक सितंबर से पूरा काबुल एयरपोर्ट तालिबान के कब्जे में आ जाएगा। हालांकि तालिबान ने पहले ही काबुल एयरपोर्ट के ज्यादातर हिस्सों पर कब्जा कर लिया है और अब वह पूरी तरह से इसे अपने नियंत्रण में लेने के लिए तैयार है।

वहीं दूसरी ओर हजारों अफगान अभी भी देश से बाहर निकलने का इंतजार कर रहे हैं। हालांकि इसकी संभावना बहुत कम रह गई है। व्हाइट हाउस ने दावा किया है कि काबुल पर तालिबान के कब्जे से एक दिन पहले यानी 14 अगस्त तक काबुल से 1,09,200 लोगों को निकाला गया है। काबुल एयरपोर्ट पर ब्लास्ट के बाद शुक्रवार को भी करीब 4500 लोगों को सुरक्षित जगहों पर पहुंचाया गया।

पूरी दुनिया के लोग यह जानना चाहते हैं कि इस्लामिक स्टेट (खुरासान) ने काबुल एयरपोर्ट के पास क्यों खून-खराबा किया? आईएस (खुरासान) पाकिस्तान से ऑपरेट होता है और आतंकी नेटवर्क हक्कानी से इसका गहरा संबंध है। अब सवाल ये है कि आखिर आईएस (खुरासान) को इन बम हमलों से क्या हासिल हुआ? क्या ऐसा इसलिए किया गया कि वह अफगानिस्तान में तालिबान के कब्जे के बाद अपनी मौजूदगी दर्ज कराना चाहता था? या, क्या अमेरिका, तालिबान और आम अफगान को निशाना बनाने के पीछे बड़ी ताकतें काम कर रही थीं?

गुरुवार की शाम ब्लास्ट के बाद काबुल एयरपोर्ट के बाहर का नजारा दिल दहला देने वाला था। चारों ओर शव बिखरे पड़े थे। ब्लास्ट के 24 घंटे बाद भी पीड़ितों के सैकड़ों बैग, सामान और कागजात बिखरे पड़े थे। एयरपोर्ट की दीवार से सटा हुआ नाला ब्लास्ट में हताहत हुए लोगों के खून से लाल हो गया था।

अपने प्राइम टाइम शो ‘आज की बात’ में हमने आपको काबुल एयरपोर्ट के बाहर अपनी बारी का बेताबी से इंतजार कर रही भारी भीड़ का वीडियो दिखाया। इसमें कई लोग जगह नहीं मिलने पर नाले के पानी में भी खड़े थे। अधिकांश लोग बच्चों के साथ एयरपोर्ट के अंदर दाखिल होने की जद्दोजहद कर रहे थे। लेकिन अचानक हुए विस्फोट ने सबकुछ बदलकर रख दिया। चारों और लाशें ही लाशें थीं। मांस के लोथड़े, चीख पुकार और खून ही खून बिखरा हुआ था।

ब्लास्ट के कुछ ही घंटों के बाद उसी जगह पर फिर से हजारों की भीड़ जुट गई। भीड़ एयरपोर्ट के अंदर घुसने की कोशिश करने लगी क्योंकि लोग किसी भी कीमत पर अफगानिस्तान छोड़ना चाहते हैं। अमेरिकी सैनिकों ने एंट्री के सभी गेट को वेल्डिंग करके बंद कर दिया। इस अराजकता और निराशा के बीच एक सवाल अभी भी बना हुआ है कि अब जबकि अफगानिस्तान से अमेरिकी सैनिक चले गए हैं और अफगानिस्तान पर तालिबान का कब्जा हो गया है, तालिबान और अमेरिका के बीच शांति समझौता हो चुका है तो फिर काबुल एयरपोर्ट पर हमला किसने और किस मकसद से किया? तालिबान की लीडरशिप ऐसा बिल्कुल नहीं चाहेगी कि दुनिया के सामने उसकी छवि खराब हो क्योंकि आंतकवादी हमले का सबसे ज्यादा नुकसान तालिबान को होगा। इस ब्लास्ट में तालिबान के 28 गार्ड की भी मौत हो गई।

आतंकी संगठन इस्लामिक स्टेट (खुरासान) ने अपने फिदायीन हमलावर अब्दुल रहमान अल-लोगारी की तस्वीर जारी की। लोगारी काबुल यूनिवर्सिटी का स्टूडेंट था। उसने विस्फोटक बेल्ट पहन रखी थी, और उसका चेहरा काले कपड़े से ढका हुआ था। केवल उसकी आंखें दिखाई दे रही थीं। वह एयरपोर्ट के बाहर अफगानों की भीड़ के बीच से गुजरते हुए उस जगह तक पहुंचा जहां अमेरिकी सैनिक लोगों की तलाशी ले रहे थे। उसने अपनी बारी का इंतजार किया और जैसे ही उसकी तलाशी शुरू हुई उसी दौरान उसने ब्लास्ट कर दिया और तबाही मचा दी।

उधर, नॉर्दन एलायंस के नेता और अफगानिस्तान के पूर्व उपराष्ट्रपति अमरुल्ला सालेह ने आईएस (खुरासान) के इरादों को लेकर ट्वीट किया । उन्होंने कहा कि ‘ अफगानिस्तान में आईएसआईएस या DAESH फर्जी है। तालिबान और हक्कानी की स्यूसाइड स्लीपर सेल को खास टारगेट बेचे जाते हैं और फिर बेचने वाले इसकी जिम्मेदारी लेते हैं। इस तरह से आईएसआईएस के नाम पर इस नरसंहार के लिए पाकिस्तानी आईएसआई और तालिबान जिम्मेदार हैं। यहां निंदा के मायने खो गए हैं।’

एक अन्य ट्वीट में सालेह ने लिखा-‘ हमारे पास जो भी सबूत हैं उनसे पता चलता है कि आईएस(खुरासान) के सदस्यों की जड़ें तालिबान और खासतौर से हक्कानी नेटवर्क से जुड़ी हुई हैं जो कि अभी काबुल से ऑपरेट हो रहा है। तालिबान आईएआईएस से अपने संबंधों को खारिज करता है लेकिन यह कुछ उसी तरह से है जैसे पाकिस्तान क्वेटा शूरा को लेकर इनकार करता आया है। तालिबान ने अपने गुरु यानी पाकिस्तान से अच्छे सबक सीख लिए हैं।

अमरुल्ला सालेह पाकिस्तान के आलोचक रहे हैं और ये उम्मीद भी थी कि उनकी ऐसी ही प्रतिक्रिया आएगी। लेकिन यह सच है कि इस्लामिक स्टेट (खुरासान) पाकिस्तान की ही आतंक फैक्ट्री का एक प्रोडक्ट है।

इस्लामिक स्टेट (खुरासान) का चीफ शहाब अल मुहाजिर नाम का आतंकी है जो पहले पाकिस्तान से ऑपरेट होने वाले हक्कानी नेटवर्क से जुड़ा था। इतना ही नहीं इस संगठन का एक और टॉप कमांडर असलम फारुखी पाकिस्तान का ही नागरिक है। वह पाकिस्तान के खैबरपख्तूनख्वा प्रांत के ओराकजई इलाके का रहने वाला है। आईएस (खुरासान) में शामिल होने से पहले उसने लश्कर-ए-तैयबा और तहरीके-तालिबान पाकिस्तान के लिए काम किया था। जब उसे अफगान डिफेंस फोर्स ने नंगरहार प्रांत से गिरफ्तार किया था तो उसने यह बात मानी थी कि वह काबुल और जलालाबाद में सिराजुद्दीन हक्कानी नेटवर्क के लिए काम करता था। उसने पूछताछ में यह भी बताया था कि आईएस (खुरासान) का ठिकाना रावलपिंडी में है, जहां पाकिस्तानी सेना और आईएसआई का मुख्यालय स्थित है। फारूकी को बगराम एयरबेस जेल भेज दिया गया था, लेकिन तालिबान द्वारा काबुल पर कब्जा करने के बाद उसे अन्य कैदियों के साथ जेल से रिहा कर दिया गया।

हक्कानी नेटवर्क का खाकिलुर रहमान हक्कानी हमेशा आईएस (खुरासान) के टॉप लीडर्स के संपर्क में रहता है। हक्कानी के इशारे पर आईएस(खुरासान) ही अशरफ गनी के शासन के दौरान काबुल में आतंकी हमलों को अंजाम देता था। रिपोर्ट्स के मुताबिक पाकिस्तान ने जब अंतरराष्ट्रीय दबाव के बाद 2015 में हक्कानी नेटवर्क पर बैन लगाया था तो उसी के बाद 2015 में एक विकल्प के तौर पर आईएस( खुरासान) की शुरुआत हुई थी। उसके बाद से ये ग्रुप अब तक 100 से ज्यादा आत्मघाती हमले कर चुका है। नोट करनेवाली बात ये है कि इऩ हमलों में अफगान नागरिकों, वहां की फौज के साथ नाटो सैनिकों को निशाना बनाया गया, जिसका सीधा फायदा तालिबान को मिला। 2016 में तो नाटो फोर्सेज के कमांडर जनरल जॉन निकोलसन ने ये बात ऑन रिकॉर्ड कही थी कि आईएस (खुरासान) में 70 प्रतिशत आतंकवादी पाकिस्तान से ताल्लुक रखते हैं। जो लोग इस आतंकी ग्रुप के लिए काम कर चुके थे उनका भी कहना है कि सारे बड़े कमांडर पाकिस्तान से आते थे और पाकिस्तान ही हथियारों और फंडिंग का इंतजाम करता था।

इस्लामिक स्टेट (खुरासान) का गठन 2015 में अफगानिस्तान के नंगरहार और कुनार प्रांतों में हुआ था।खुरासान फारसी शब्द है इसका मतलब है जहां से सूरज उगता है या उगते सूरज की भूमि। इस संगठन के लोग ईरान, दक्षिण तुर्कमेनिस्तान और उत्तरीअफगानिस्तान के कुछ इलाके को मिलाकर खुरासान कहते हैं और इनका लक्ष्य ये है कि इस पूरे खुरासान इलाके पर उनका राज हो। शुरुआत में इस्लामिक स्टेट (खुरासान) और तालिबान के बीच कोई मतभेद नहीं था मगर जैसे-जैसे तालिबान पश्चिमी देशों के करीब आने लगा, अमेरिका के साथ बातचीत की टेबल पर आया और बातचीत शुरू हुई तो खुरासान ने तालिबान से दूरी बना ली। उसने तालिबान पर जिहाद और जंग का मैदान छोड़ने का आरोप लगाया और कहा कि तालिबान ने सत्ता के लिए पश्चिमी देशों के सामने घुटने टेक दिए। इसके बाद से इस्लामिक स्टेट (खुरासान) ने खुद को कट्टर इस्लामिक ग्रुप के तौर पर पेश किया। उसने अफगान सेना और तालिबान के साथ अमेरिकी सैनिकों पर भी हमले शुरू कर दिए।

ये पहला मौका नहीं है जब इस्लामिक स्टेट (खुरासान) ने अमेरिकी सैनिकों पर हमला किया हो और अमेरिका ने पलटवार किया है। इससे पहले अमेरिका ने 2017 में अफगानिस्तान के नंगरहार प्रांत में इस्लामिक स्टेट(खुरासान) के लड़ाकों पर बम गिराया था। GBU-43B मैसिव ऑर्डनंस एयर ब्लास्ट नाम के इस बम को मदर ऑफ ऑल बम भी कहा जाता है। करीब 10 हज़ार किलो के इस बम को नंगरहार प्रांत में उन सुरंगों और गुफाओं वाले इलाकों में फेंका गया जहां इस्लामिक स्टेट(खुरासान) के आतंकी छिपे थे। माना गया कि इस हमले ने इस्लामिक स्टेट(खुरासान) की कमर तोड़ दी लेकिन गुरुवार काबुल एयरपोर्ट पर हमला करके खुरासान ग्रुप ने अपनी मौजूदगी दर्ज करा दी।

काबुल एयरपोर्ट पर गुरुवार को हुए हमले के बाद बहुत सारे समीकरण बदले हैं। तालिबान को लग रहा है कि कहीं नाटो फोर्सेज को तालिबान पर शक न हो इसलिए तालिबान बार-बार सफाई दे रहा है। इस्लामिक स्टेट(खुरासान) ने हमले की जिम्मेदारी ले ली है और खुरासान का पाकिस्तान कनैक्शन सामने आ रहा है। भारत ने हमले से पहले ही पाकिस्तान में इस्लामिक स्टेट(खुरासान) की गतिविधियां बढ़ने की जानकारी पूरी दुनिया के साथ शेयर की थी इसलिए पाकिस्तान भी संभलकर बोल रहा है। पाकिस्तान खुद को अफगानिस्तान का दोस्त और तालिबान का करीबी दिखाने का कोई मौका नहीं छोड़ रहा है। इसीलिए पाकिस्तान के वजीरे आजम इमरान खान बार-बार कह रहे हैं कि अफगानिस्तान आजाद हो गया है। अफगानिस्तान ने गुलामी की बेडियां तोड़ दी है।

यहां समझने वाली बात ये है कि पाकिस्तान का कनेक्शन इस्लामिक स्टेट(खुरासान) और तालिबान दोनों से है। दक्षिण एशिया में कहीं भी आतंकवादी हमला हो, बेगुनाहों का खून बहे तो बात घूम फिरकर पाकिस्तान की सरज़मीं तक पहुंच ही जाती है। कहीं पाकिस्तान का प्रत्य़क्ष तौर हाथ होता है तो कहीं परोक्ष रूप से। कहीं स्टेट एक्टर्स होते हैं तो कहीं नॉन स्टेट एक्टर्स। और ये साफ है कि काबुल में जो ब्लास्ट हुआ उसे इस्लामिक स्टेट (खुरासान) ने पूरी प्लानिंग और पूरी तैयारी के साथ अंजाम दिया। उसने टारगेट भी बहुत सोच समझ कर चुना। इस हमले में अमेरिकियों, तालिबान और आम अफगान नागरिकों को निशाना बनाया गया। अफगानिस्तान को लेकर भारत के लिए फिलहाल वेट एंड वॉच की रणनीति ही बेहतर होगी।

On Saturday, the United States carried out a drone strike in Nangarhar province and claimed that it had killed a ‘planner’ of Islamic State (Khorasan group) that carried out the deadly blasts near Kabul airport on Thursday. 182 people including 13 American soldiers were killed in the Kabul blasts. “The unmanned airstrike occurred in Nangarhar province of Afghanistan. Initial indications are that we killed the target”, said an officer of US Central Command.

The US State Department on Friday announced that American troops will leave the Kabul airport after August 31. “We are departing by August 31. Upon that date, we are delivering – we’re essentially giving the airport back to the Afghan people”, said the State Department spokesperson. It means, from September 1, the entire Kabul airport will come under Taliban control. Already, Taliban has taken over most parts of Kabul airport and are ready to take full control.

On the other hand, thousands of Afghans are still waiting for evacuation, the possibility of which has diminished sharply. The White House has claimed that 1,09,200 people have been evacuated from Kabul since August 14, a day before Taliban occupied Kabul. Nearly 4,500 people were evacuated on Friday after the twin blasts took place.

People the world over want to know why Islamic State (K) carried out this bloodbath near Kabul airport. IS(K) operates from Pakistan and it has close links with the Haqqani terror network. The question is: What IS(K) gained from these bomb attacks? Was it because it wanted to register its presence in Afghanistan after the Taliban takeover? Or, were there bigger forces working to target the US, Taliban and the common Afghans by carrying out these attacks?

The scenes outside Kabul airport are disheartening. On Thursday evening, there were bodies of victims strewn around, and 24 hours later, hundreds of bags, belongings and papers belonging to the victims were still lying scattered. The drain outside the airport wall was still reddish with blood that oozed out from the bodies of victims.

In my prime time show ‘Aaj Ki Baat’, we showed a video of the huge crowd that was waiting outside the airport, many of them standing inside the ditch with their legs in drain water. Most of them, with children, were trying hard to enter the airport. The deadly blast shook the area, and the scene was filled with parts of bodies of victims blown up, and blood splashed all around.

Despite the blasts, there were more Afghans, in thousands, who returned to the site, making last-ditch efforts to enter the airport, even though the US troops had closed all gates by welding them. In the midst of chaos and despondency, the question that still remains is: Now that the US troops have gone, and Afghanistan has been occupied by Taliban, and since there is a peace deal between the US and Taliban, which are the forces that want to target them? Taliban leadership will never want their image in public to be tarnished if such terror attacks take place in their presence. There were 28 Taliban guards who died in the blasts.

The terror outfit Islamic State (Khorasan) released the photograph of their suicide bomber Abdul Rahman al-Logari, a Kabul University student, wearing an explosive belt, and his face covered with black cloth, with only his eyes showing. He waded through the crowd of Afghans outside the airport, and waited till his turn came for physical frisking by a US soldier. He detonated the explosive during frisking, and caused mayhem.

The leader of the Northern Alliance and former Afghan vice-president Amrullah Saleh let the cat out of the bag, about IS(K)’s intentions. He tweeted: “ISIS or DAESH in Afg is fake. The sleeping suicide cells of Talbn & Haqani group are sold 4 specific targets & d sellers let DAESH take responsibility. Thus Pakistani ISI & d Taliban are responsible 4 the ongoing carnage in the name of ISIS. Condemnation has lost meaning here.”

In another tweet, Saleh wrote: “Every evidence we have in hand shows that IS-K cells have their roots in Talibs & Haqqani network particularly the ones operating in Kabul. Talibs denying links with ISIS is identical/similar to denial of Pak on Quetta Shura. Talibs hv leanred vry well from the master.”

Amrullah Saleh has been a critic of Pakistan and his reactions were expected on similar lines. But, it is a fact that Islamic State (Khorasan) is a product of the terror factory thriving in Pakistan.

The chief of IS(K) Shahab al-Muhajir has connections with Haqqani terror outfit. Another top commander Aslam Farooqi is a Pakistani national who lives in Orakzai area of Khyber Pakhtunkhwa province. Before joining IS(K), he worked for Lashkar-e-Toiba and Tehrike-Taliban Pakistan. When he was arrested by Afghan defence forces from Nangarhar province, he admitted that he used to work for Sirajuddin Haqqani network in Kabul and Jalalabad. He told his Afghan interrogators that IS(K) has its base in Rawalpindi, where the General Headquarters of Pakistan army and ISI is based. Farooqi was sent to Bagram air base jail, but after Taliban occupied Kabul, he was released from jail along with other prisoners.

Khakilur Rahman Haqqani, one of the top commanders of Haqqani network, maintains regular contacts with IS(K) leaders. It was on his instructions that IS(K) used to carry out suicide attacks in Kabul during Ashraf Ghani’s regime. In 2015, under international pressure, when Pakistan was forced to ban Haqqani network, the IS(K) cropped up as a substitute. This outfit has carried out more than 100 suicide attacks till now, targeting Afghan civilians and NATO troops. In 2016, the commander of NATO forces Gen. John Nicholson had told an interviewer that 70 per cent of those working for IS(K) belonged to Pakistan. It was Pakistan who use to provide men and weapons to IS(K).

Islamic State (Khorasan) was born in 2015 with its base in Nangarhar and Kunar provinces of Afghanistan. In Persian, the word ‘Khorasan’ means land of the rising sun, and Islamic jihadists believe this area encompasses Iran, South Turkmenistan and north Afghanistan. Initially, there were no differences of opinion between IS(K) and Taliban, but after the leaders of Taliban began sitting at negotiation tables with the US, the gulf between the two widened. IS(K) blamed Taliban for quitting war and ‘jihad’, and for bowing before Western powers. The IS(K) then started attacks on Taliban too along with attacks on US and Afghan army.

I want to remind readers that in 2017, the US army detonated the ‘mother of all bombs’ GBU-43B massive ordnance air blast killing hundreds of IS(K) fighters in Nangarhar province. This is said to be the most powerful non-nuclear bomb in the US arsenal. It destroyed an entire ISIS cave complex inside Afghanistan. The air strike broke the back of IS(K), but it resurrected on Thursday when it carried out the twin bomb blasts in Kabul.

Thursday’s attacks has brought about changes in equations. Taliban leaders now believe that the US has started suspecting its hand behind the attacks, and they are at pains giving clarifications. The IS(K) statement claiming responsibility has helped matters, but in the process, its links with Pakistani spy agency ISI are being unravelled. India has already expressed concerns about the proliferation of IS(K) activity inside Pakistan. On its part, Pakistan is trying to put its best foot forward and posing itself as a big friend of Taliban. The Pakistani PM Imran Khan has gone to the extent of describing the capture of Kabul has “breaking the shackles of slavery” by Taliban.

Pakistan wants to maintain links with both Taliban and IS(K). Any major suicidal bombing or terror attack in South Asia has its roots in Pakistan, directly or indirectly. There are both state actors and non-state actors involved. The sites for Thursday’s blasts were selected very carefully. Both the attacks were meant to target Americans, Taliban and common Afghans. India has to wait and watch.

काबुल बम धमाकों में मरनेवालों की संख्या बढ़कर 90 हो गई है जबकि 150 घायलों में ज्यादातर की हालत नाजुक बनी हुई है। गुरुवार की शाम आईएसआईएस (खुरासान) के फिदायीन हमलावरों ने काबुल एयरपोर्ट पर अफगानों की भारी भीड़ को निशाना बनाकर हमला किया। ये लोग अफगानिस्तान से सुरक्षित निकलने के लिए अपनी बारी का इंतजार कर रहे थे। इस हमले में 13 अमेरिकी सैनिकों की भी मौत हो गई जबकि 12 अन्य सैनिक गंभीर रूप से घायल हो गए। अमेरिका के राष्ट्रपति जो बायडेन ने इस आतंकी हमले के जिम्मेदार लोगों को पकड़ने और उन्हें सजा देने का संकल्प लिया है। उन्होंने कहा- ‘हम माफ नहीं करेंगे। हम इसे भूलेंगे नहीं। हम तुम्हें पकड़कर इसकी सजा देंगे।’

बायडेन ने साफ तौर पर कहा कि ये हमले काबुल में उसके निकासी अभियान को जारी रखने से नहीं रोक सकेंगे। हम निकासी अभियान जारी रखेंगे। वहीं एक रिपोर्टर के सवाल के जवाब में अमेरिकी राष्ट्रपति ने कहा, ‘जो कुछ भी देर से हुआ, उसकी पूरी जिम्मेदारी मैं लेता हूं।’

उधर, आईएसआईएस (खुरासान) ने एक बयान जारी कर इस फिदायीन हमले की जिम्मेदारी ली है। आईएसआईएस (खुरासान) ने कहा कि उसके निशाने पर अमेरिकी सैनिक और उनके अफगान सहयोगी थे। इस बयान के साथ ही आईएस (खुरासान) ने आत्मघाती हमले को अंजाम देनेवाले शख्स की तस्वीर भी जारी की है। तस्वीर में हमलावर को आईएआईएस के काले झंडे के सामने एक विस्फोटक बेल्ट पहने हुए दिखाया गया है। हमलावर का चेहरा काले कपड़े से ढंका हुआ है और केवल उसकी आंखें नजर आ रही हैं।

जिस जगह पर फिदायीन हमलावर ने खुद को विस्फोट में उड़ाया था वहां का दृश्य बेहद दर्दनाक था। एयरपोर्ट की दीवार के बाहर कूड़े और पानी से भरी एक लंबी नाली खून से लथपथ लाशों से भरी हुई थी। चारों और खून बिखरा हुआ था और ब्लास्ट में घायल लोगों की चीख-पुकार मची थी। परेशान और खौफजदा पुरुष, महिलाएं और बच्चे अपने परिजनों को तलाश रहे थे। कई ऐसे लोग भी थे जिनके कपड़े खून से लथपथ थे और वे घायलों को एम्बुलेंस में ले जाने की कोशिश कर रहे थे।

हालांकि गुरुवार सुबह ही अमेरिका, ब्रिटेन और ऑस्ट्रेलिया की सरकारों ने आगाह किया था कि काबुल एयरपोर्ट के पास बड़ा आतंकी हमला हो सकता है। इन तीनों सरकारों ने अपने नागरिकों के अलर्ट जारी किया था और उन्हें एयरपोर्ट से दूर रहने के लिए कहा था। अमेरिकी विदेश विभाग की एडवाइजरी में खास तौर से अपने नागरिकों से यह अपील की गई थी कि वे ऐबे गेट, ईस्ट गेट और नॉर्थ गेट से दूर रहें।

फिदायीन हमलावरों ने पहला ब्लास्ट ऐबे गेट के पास किया। दूसरा ब्लास्ट बैरन होटल के बाहर हुआ, जिसका इस्तेमाल ब्रिटिश अधिकारी अपने नागरिकों और अफगान नागरिकों को वीजा जारी करने के लिए कर रहे हैं। ब्लास्ट के बाद जिंदा बचे लोगों ने जब अपने कागजात और सामान ढूंढने शुरू किए तो वहां लोगों में हताशा, अराजकता और गुस्सा नजर आया। कुछ लोगों के सभी दस्तावेज, पासपोर्ट और सामान खो गए थे। ब्लास्ट के बाद के एक वीडियो में फुटपाथ पर खून से लथपथ शवों का ढेर नजर आया, कई शव एक गड्ढे में तैर रहे थे।

काबुल एयरपोर्ट पर मौत का जो मंजर नजर आया वो अमेरिकी सुरक्षा बलों और खुफिया एजेंसियों की नींद उड़ाने के लिए काफी है। ये फिदायीन हमला इस बात का संकेत है कि ISIS अभी जिन्दा है और अफगानिस्तान के अंदर ISIS (K) खुद को फिर से संगठित कर रहा है। ISIS और अलकायदा ने अमेरिका के खिलाफ पहले भी इसी तरह के आतंकी हमले किए थे और अब एक बार फिर से निशाना बनाया है। अमेरिका ने अपने सैनिकों को महफूज रखने के लिए तालिबान के साथ हाथ मिलाया था। एक समझौते के तहत अमेरिकी सैनिकों को अफगानिस्तान से निकालने का प्लान बनाया था। हालांकि इस प्लान को लेकर अमेरिकी राष्ट्रपति जो बायडेन की पूरे अमेरिका में काफी आलोचना हो रही थी। लेकिन अब जो हमला हुआ है इसके बाद उन्हें और कड़ी आलोचना का सामना करना पड़ेगा।

उधर, एक अन्य घटनाक्रम में अफगानिस्तान छोड़कर भारत आ रहे 140 अफगान सिखों को तालिबान प्रशासन ने देश छोड़ने की अनुमति देने से इनकार कर दिया। इन अफगान सिखों के पास भारत आने के वीजा हैं। इनकी भारत यात्रा पहले से शेड्यूल थी। बदले हुए माहौल में जब ये अफगान सिख काबुल एयरपोर्ट पहुंचे तो इन्हें तालिबान द्वारा 12 घंटे से ज्यादा इंतजार कराया गया और फिर ये बताया गया कि देश से बाहर जाने की इजाजत नहीं दी जाएगी।

इन लोगों को अफगानिस्तान से निकालने के लिए काबुल एयरपोर्ट पर भारतीय वायुसेना का सी-17 ग्लोबमास्टर ट्रांसपोर्ट एयरक्राफ्ट इंतजार कर रहा था। इन अफगान सिखों के साथ गुरु ग्रंथ साहब महाराज के दो और पावन ‘स्वरूप’ मौजूद थे। ये लोग काबुल के कारते परवान गुरुद्वारे से एयरपोर्ट तक पहुंचे थे और इनके पास सारे दस्तावेज, अफगानिस्तान का पासपोर्ट, भारत आने का वीजा भी था, लेकिन काबुल एयरपोर्ट पर इन्हें रोक दिया गया। इनसे कहा गया कि अब अफगान नागरिकों को जाने की अनुमति नहीं मिलेगी। केवल विदेशी नागरिकों को ही बाहर निकलने की इजाजत होगी।

आखिरकार, थक हारकर रात के दो बजे सभी 140 सिख वापस गुरुद्वारे की तरफ लौट गए। भारत सरकार ने इससे पहले 70 अफगान सिखों को काबुल से निकाला था लेकिन अब इस पर विराम लग गया है। वायुसेना के विमान से केवल 24 भारतीयों और 11 नेपाली नागरिकों को निकाला गया। जबकि भारत सरकार ने गुरुवार को काबुल से कम से कम 300 लोगों को निकालने की योजना बनाई थी लेकिन ऐसा नहीं हो सका।

काबुल एयरपोर्ट के पास हालात बेहद खराब हो चुके हैं। हजारों लोग अभी-भी देश से बाहर निकलने का इंतजार कर रहे हैं। वहीं व्यापारी पानी की बोतलऔर अन्य खाने-पीने की चीजों के लिए ज्यादा पैसे वसूल कर मोटा मुनाफा कमा रहे हैं। आलम ये है कि काबुल एयरपोर्ट के बाहर मिनरल वाटर की एक बोतल 40 डॉलर, यानी करीब 3 हजार रुपए में मिल रही है जबकि एक प्लेट चावल के लिए 100 डॉलर, यानी करीब साढ़े सात हजार रुपए चुकाने पड़ रहे हैं।

गुरुवार की शाम हुए बड़े आतंकी हमले के बाद भी शुक्रवार की सुबह सैकड़ों अफगान एयरपोर्ट के बाहर इंतजार करते नजर आए जो वहां से बाहर निकलकर आजादी की उड़ान भरना चाहते हैं। काबुल में एटीएम खाली होने और बैंक बंद होने से वित्तीय व्यवस्था लगभग चरमरा गई है। अफगानिस्तान से बाहर निकलने की जद्दोजहद में जो लोग काबुल एयरपोर्ट तक नहीं पहुंच पा रहे हैं वे लोग पाकिस्तान के बॉर्डर पर जा रहे हैं। जमीन के रास्ते सीमा पार कर अफगानिस्तान से बाहर निकलने की कोशिश कर रहे हैं। हजारों अफगान तोरखम और चमन बॉर्डर पार कर पाकिस्तान जाने का इंतजार कर रहे हैं। ये लोग किसी भी सूरत में पाकिस्तान में दाखिल होना चाहते हैं लेकिन दूसरी तरफ पाकिस्तान के हथियारबंद जवान मौजूद हैं जो इन्हें बॉर्डर पार करने से रोक रहे हैं।

अफगानिस्तान में हालात तेजी से बिगड़ रहे हैं और तालिबान की तरफ से फिलहाल शासन व्यवस्था लागू करने का कोई संकेत नहीं मिला है। काबुल एयरपोर्ट के पास हालात पहले से ही तनावपूर्ण है। देश से बाहर निकलने की कोशिश में जुटे अफगान नागरिकों समेत सभी विदेशी नागरिकों को निकालने का काम 31 अगस्त तक पूरा होने की संभावना नहीं है जबकि तालिबान ने अफगानिस्तान छोड़ने की समय-सीमा 31 अगस्त मुकर्रर की है।

The death toll in the Kabul bloodbath has risen to 90, with many among 150 injured people still in critical condition. On Thursday, ISIS(Khorasan) suicide bombers carried out the attacks in the midst of huge crowds of Afghans waiting for evacuation near Kabul airport. Among those killed were at least 13 American soldiers with another 12 soldiers seriously wounded. US President Joe Biden vowed to hunt down those responsible. “We will not forgive. Will not forget. We will hunt you down – and make you pay”, he said.

Biden clearly said that the suicide bomb attacks will not deter the US from continuing with its evacuation effort. In reply to a reporter’s question, the US President said, “I bear responsibility fundamentally for all that’s happened of late.”

The ISIS(K) issued a statement claiming responsibility for the horrible suicide attacks. It said, its targets were American troops and their Afghan allies. The statement also carried the photograph of the suicide bomber who carried out the attack. The image showed the ISIS attacker wearing an explosive belt in front of a black ISIS flag with his face covered with a black cloth, and only his eyes showing.

There were gruesome scenes at the site where the suicide bomber exploded himself. A long ditch filled with garbage and water outside the airport wall was filled with bloodsoaked bodies of victims. There was blood all around and people, who were injured grievously in the blast, were screaming and groaning. There were distraught men, women and children, looking for their near and dear ones among the victims. There were several others whose clothes were drenched in blood, and they were trying to move the injured to ambulances.

On Thursday morning, there were already reports from US, UK and Australian governments that there could be a major terror strike near the airport. The three governments had issued alerts to their citizens to stay away from the airport. The US state department advisory had specifically asked its citizens to stay away from Abbey gate, East gate and North gate.

The suicide blast took place near Abbey gate. The second car bomb blast took place outside Baron Hotel, which is being used by British authorities to issue visas to its citizens and Afghan nationals. There were scenes of desperation, chaos and anger as the survivors searched for their papers and belongings at the site. Some had lost all documents, their passports and belongings. There were videos of blood-soaked bodies piled on a footpath, with some floating in the ditch.

Whatever happened at Kabul airport on Thursday is a sure sign of ISIS(K) regrouping inside Afghanistan. These two suicide attacks belie the claim that ISIS is all but dead in Afghanistan. Both ISIS and Al Qaeda had carried out terror attacks against the US in the past, and now that they have done it again. The US had struck a deal with Taliban in order to protect its troops and citizens who were evacuating. Already, the US President Joe Biden is facing a barrage of accusations from his countrymen over the shoddy manner in which the withdrawal took place. Biden is bound to face more trouble from his electorate.

In another development, which could be a pointer to the future, Taliban authorities on Wednesday and Thursday refused permission to 140 Afghan Sikhs to leave the country. These Afghan Sikhs were kept waiting by Taliban for more than 12 hours before they were told they would not be allowed to leave.

The Indian Air Force C-17 Globemaster transport aircraft was waiting at Kabul airport for evacuating them. The Afghan Sikhs were carrying two ‘swaroops’ of Sri Guru Granth Sahib Maharaj. They had come from Karte Parwan gurudwara in Kabul and were holding valid Indian pilgrim visas. On reaching Kabul airport, the Afghan Sikhs were told that Afghan nationals will no more be allowed to leave. Only foreign nationals will be allowed to evacuate.

Finally, at around 2 am in the night, the Afghan Sikhs had to return to the gurudwara empty handed. Indian government had earlier evacuated 70 Afghan Sikhs, but now this has come to a halt. Only 24 Indians and 11 Nepalese citizens were evacuated by the IAF aircraft. Indian government had planned to evacuate at least 300 persons from Kabul on Thursday, but this could not materialize.

The situation near Kabul airport has become unbearable with thousands of people still waiting for evacuation. Traders are making hefty profits by charging exorbitant rates for water bottles and foodstuff like rice and other dishes. One bottle of mineral water is being sold at 40 US dollars (Rs 3,000) and a plate of boiled rice is being sold for 100 dollars (Rs 7,500) outside Kabul airport.

On Friday morning, despite last evening’s twin bomb attacks, hundreds of Afghans were seen waiting outside the airport with their dreams to fly towards freedom. The financial system in Kabul has almost crashed with ATMs empty and banks closed. Those unable to reach Kabul airport, are now taking the land routes towards Pakistan. Thousands of Afghans are waiting at Torkham and Chaman border crossings, waiting to cross over to Pakistan. Pakistani Rangers are guarding the border with their rifles pointed towards immigrants.

The situation is fast deteriorating in Afghanistan with no signs of the Taliban enforcing governance. Situation near the Kabul airport has already become tense, and evacuation of all foreign nationals and Afghans, who want to leave, is unlikely to completed by the deadline of August 31 given by Taliban.

अफगानिस्तान की पंजशीर घाटी में तालिबान और नॉर्दर्न अलायंस के लड़ाकों के बीच जबर्दस्त जंग चल रही है। हालांकि रिपोर्ट्स यह भी आईं कि कि तालिबान ने नॉर्दर्न अलायंस के नेताओं अहमद मसूद और अमरुल्ला सालेह को बातचीत करके समझौता करने का न्योता दिया था। दोनों संगठनों के बीच बात भी हुई, लेकिन फिलहाल नॉर्दर्न अलायंस ने पीछे हटने से इनकार कर दिया है और तालिबान को चुनौती दे रहा है। इस बीच तालिबान ने यह खबर फैलाई कि अमहद मसूद ने उससे हाथ मिला लिया है, लेकिन मसूद ने बयान देकर साफ कर दिया कि वह अमरुल्ला सालेह के साथ हैं और आखिरी सांस तक पंजशीर घाटी की रक्षा करेंगे।

दूसरी बड़ी खबर यह आई है कि अफगानिस्तान पर कब्जे के बाद तालिबान ने जेलों में बंद जिन आतंकवादियों को रिहा किया हैं, उनमें से 2,300 आंतकवादी पाकिस्तान के आतंकी संगठनों से जुड़े हुए हैं। रिपोर्ट्स के मुताबिक, इन आतंकवादियों को तालिबान ने अमेरिकी फौज से लूटे हुए हथियार सौंप दिए हैं और अफगानिस्तान की जेलों से छूटे इन दहशतगर्दों में से ज्यादातर अब पाकिस्तान पहुंच गए हैं। यह भारत के लिए चिंता की बात है, हालांकि हमारी सुरक्षा एजेसियां सतर्क हैं। सीमा पर और नियंत्रण रेखा के आसपास चौकसी बढ़ा दी गई है।

खलीलुर रहमान हक्कानी सरकार का कामकाज देखने के लिए तालिबान द्वारा गठित 12 सदस्यों वाली काउंसिल का हिस्सा है। इस काउंसिल में एक अन्य दहशतगर्द तंजीम का सरगना गुलबुद्दीन हिकमतयार, दिवंगत मुल्ला उमर का बेटा मुल्ला याकूब, अब्दुल गनी बरादर, पूर्व राष्ट्रपति हामिद करजई और अब्दुल्ला अब्दुल्ला शामिल हैं। यह काउंसिल तालिबान के अमीर मौलाना हैबतुल्ला अखुंदजादा के अधीन काम करेगी।

खलीलुर रहमान हक्कानी पेशावर स्थित हक्कानी नेटवर्क के शीर्ष कमांडरों में से एक है। हक्कानी नेटवर्क ने अफगानिस्तान पर कब्जा करने में तालिबान की मदद करने के लिए कम से कम 6 हजार आतंकियों को भेजा था। तालिबान ने खलीलुर रहमान हक्कानी को अफगानिस्तान की राजधानी काबुल का सिक्यॉरिटी इंचार्ज बनाया है। आपको जानकर हैरानी होगी कि खलीलुर रहमान हक्कानी एक मोस्ट वॉन्टेड आतंकवादी है। अमेरिका ने 2011 से ही इसे दुनिया के सबसे खूंखार आतंकवादियों की लिस्ट में डाला हुआ है और उस पर 50 लाख डॉलर (लगभग 37 करोड़ रुपये) के इनाम का ऐलान किया हुआ है।

सोचिए कि अमेरिका की जो सेनाएं पिछले कई सालों से इस आतंकवादी को ढूंढ रही थी, वह काबुल एयरपोर्ट पर तैनात अमेरिकी सैनिकों से कुछ ही मिनटों की दूरी पर मौजूद है। एयरपोर्ट के अन्दर अमेरिकी सैनिक तैनात हैं, स्पेशल कमांडो ऐक्टिव हैं, और एय़रपोर्ट के बाहर ये सरगना खड़ा है, लेकिन अमेरिका चाहकर भी कुछ नहीं कर सकता। तालिबान से उसका जो शांति समझौता है उसके मुताबिक 31 अगस्त तक, जब तक कि निकासी का काम खत्म नहीं होता, तालिबान काबुल एयरपोर्ट के अंदर नहीं जा सकता और अमेरिका एयरपोर्ट के बाहर कार्रवाई नहीं कर सकता। इसीलिए खलील हक्कानी जैसा आतंकवादी खुलेआम काबुल की सड़कों पर टहल रहा है, और न्यूज चैनल्स को इंटरव्यू देकर दावा कर रहा है कि तालिबान बदल गया है और अहमद मसूद तालिबान के साथ आना चाहते हैं।

खलीलुर हक्कानी तालिबान के लिए पैसे की उगाही करने का काम करता था। उसकी गतिविधियों के बारे में अमेरिका के ट्रेजरी डिपार्टमेंट की वेबसाइट पर विस्तार से बताया गया है। उसके संबंध अल कायदा से भी रह चुके हैं और वह उसके टेरर ऑपरेशंस में शामिल रह चुका है। अमेरिका ने 9 फरवरी 2011 को उसे मोस्ट वॉन्टेड आतंकवादी घोषित किया गया था, और उसके सिर पर 50 लाख डॉलर के इनाम का ऐलान किया था। पाकिस्तान की खुफिया एजेंसी आईएसआई ने हक्कानी को 20 साल तक अमेरिका की सेनाओं से छिपाकर सुरक्षित रखा। अब जबकि अफगानिस्तान पर तालिबान का कब्जा हो गया है, तो उसने अपना बेस पेशावर और उत्तरी वजीरिस्तान से काबुल में शिफ्ट कर लिया। जो शख्स कुछ दिन पहले तक जान बचाकर छिपता हुआ घूम रहा था, वह आज अफगानिस्तान में बैठकर तालिबान के राज में सबको माफी का ऐलान कर रहा है।

तालिबान में इस वक्त पाकिस्तान के हक्कानी नेटवर्क के जो आतंकवादी सक्रिय हैं उनमें सिराजुद्दीन हक्कानी के भाई अनस हक्कानी का नाम भी शामिल है। अफगानिस्तान पर तालिबान के कब्जे के बाद अनस अब काबुल में नेशनल रिकंसीलिएशन काउंसिल के सदस्यों से मुलाकात कर रहा है। अनस पाक-अफगान बॉर्डर पर सक्रिय था और उसे अफगान सुरक्षा बलों ने 2014 में गिरफ्तार किया था। अनस को 2016 में मौत की सजा सुनाई गई थी, लेकिन बंधक बनाए गए अमेरिकन यूनिवर्सिटी ऑफ अफगानिस्तान के 2 प्रोफेसरों को छोड़ने के बदले में 2019 में उसे 2 अन्य तालिबान कमांडरों के साथ रिहा कर दिया गया था।

हक्कानी खानदान के तीसरे सदस्य और गिरोह के सरगना सिराजुद्दीन हक्कानी के भी काबुल में होने की खबर है। सिराजुद्दीन हक्कानी काबुल में एक फाइव स्टार होटल पर 2008 में हुए बम हमले, 2012 में खोस्त में अमेरिकी आर्मी के बेस पर हुए हमले और 2017 में काबुल में जर्मन दूतावास के बाहर हुए आत्मघाती हमले का मास्टरमाइंड है। संयुक्त राष्ट्र और अमेरिका ने सिराजुद्दीन हक्कानी को ग्लोबल टेररिस्ट घोषित किया है। अमेरिका ने सिराजुद्दीन हक्कानी पर एक करोड़ डॉलर (74 करोड़ रुपये) के इनाम की घोषणा की है। लेकिन अब सिराजुद्दीन हक्कानी तालिबान में मुल्ला अब्दुल गनी बरादर के बाद दूसरा सबसे ताकतवर नेता है।

काबुल पर तालिबान के कब्जे के बाद पाकिस्तान की खुफिया एजेंसी के लेफ्टिनेंट जनरल फैज हमीद ने खुद मुल्ला बरादर से मुलाकात की थी। उन दोनों ने एक साथ नमाज भी अदा की थी। बुधवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने कुछ तस्वीरें दिखाई थीं जिनमें दोनों एक साथ नजर आ रहे थे। तालिबान और हक्कानी नेटवर्क के साथ आईएसआई के रिश्ते की बातें हम भारतीयो के लिए नई हो सकती हैं, लेकिन पाकिस्तान में बच्चे-बच्चे को यह बात पिछले 20 सालों से मालूम है। अब तो पाकिस्तान का आम आदमी भी खुलेआम कह रहा है कि तालिबान की हुकूमत में अफगानिस्तान में वही होगा जो पाकिस्तानी फौज के जनरल चाहेंगे।

तालिबान ने अपने कई पुराने कमांडर्स को मंत्री बनाया है। मुल्ला अब्दुल कयूम जाकिर को अफगानिस्तान का कार्यवाहक रक्षा मंत्री बनाया गया है। वहीं, इब्राहिम सद्र को कार्यवाहक गृह मंत्री और गुल आगा इशाकजई को वित्त मंत्री बनाया गया है।

गुल आगा तालिबान के वित्तीय मामलों के प्रमुख और मुल्ला उमर का बचपन का दोस्त है। वह पिछले 2 दशकों से संयुक्त राष्ट्र के प्रतिबंधों का निशाना बना हुआ है। गुल आगा बलूचिस्तान में सीमा पार के व्यापारियों से टैक्स के नाम पर तालिबान के लिए पैसे इकट्ठा करता था। उसने कंधार में आत्मघाती हमलों के लिए पैसे मुहैया कराए। उसके साथ हाजी मोहम्मद इदरीस को अफगानिस्तान सेंट्रल बैंक का गवर्नर बनाया गया है। हाजी इदरीस भी तालिबान के लिए जबरन वसूली का काम किया करता था।

48 साल का अब्दुल कयूम जाकिर तालिबान के सबसे खूंखार कमांडर्स में से एक है और वह अमेरिका की ग्वान्टानामो जेल में भी कैद रह चुका है। अफगानिस्तान के हेलमंद सूबे में जन्मा कयूम अलीजई कबीले से ताल्लुक रखता है। उसने NATO सुरक्षा बलों पर कई आत्मघाती हमले करवाए। उसे कार और ट्रक बम धमाकों का एक्सपर्ट माना जाता है। उसे 2001 में पकड़कर ग्वान्टानामो जेल भेज दिया गया जहां वह 12 साल तक कैद रहा। उसे और मोहम्मद नबी ओमारी को 2 अमेरिकी सैनिकों के बदले ग्वान्टानामो से रिहा किया गया था।

अफगानिस्तान के नए गृह मंत्री का नाम इब्राहिम सद्र है और वह कंधार से है। इब्राहिम सद्र तालिबान का बड़ा कमांडर है और उसे अल कायदा का बेहद करीबी माना जाता है। अमेरिका की डिफेंस इंटेलिजेंस एजेंसी के एक दस्तावेज के मुताबिक, इब्राहिम सद्र अफगानिस्तान पर अमेरिकी कब्जे के बाद पाकिस्तान के पेशावर में जाकर छिप गया था। वह तालिबान के लड़ाकों को हमले के लिए ट्रेनिंग दिया करता था। वह मुल्ला उमर और मुल्ला अख्तर मंसूर का करीबी माना जाता था। 2014 में इब्राहिम तालिबान का मिलिट्री चीफ बना। UNSC की एक रिपोर्ट के मुताबिक, इब्राहिम सद्र ने फिर अपना खुद का मिलिशिया बनाया और कुछ दिन पहले तालिबान ने इसे बैन भी कर दिया था। लेकिन कहीं तालिबान में अंदरूनी बगावत न हो जाए और इब्राहिम सद्र अलग मोर्चा न खोल दे, इसलिए उसे कार्यवाहक गृह मंत्री बनाया गया है।

तालिबान ने अफगानिस्तान के शिक्षा मंत्री के तौर पर अब्दुल बाकी बारी के नाम पर मुहर लगाई है। बारी पिछले 20 सालों से तालिबान के लिए हवाला के पैसे भेजने का काम करता रहा है। वह तालिबान के साथ-साथ अल कायदा को भी पैसे भेजता रहा है। बारी के ताल्लुकात खुद ओसामा बिन लादेन के साथ थे और उसके लिए अफगानिस्तान में सैटलाइट ऑफिस तैयार करवाया था। अब्दुल बाकी बारी आतंकवादियों के बीच ‘तालिबान बैंक’ के नाम से मशहूर है। उसने जबरन वसूली के जरिए इकट्ठा किए गए तालिबान के पैसे को पाकिस्तानी बैंकों में बेनामी तरीके से सुरक्षित रखा । वह 2001 से तालिबान का वित्तीय प्रबंधक रहा है। वह जलालाबाद में आतंकी हमलों का सरगना भी रहा है और उसने 12 साल से अधिक उम्र की सभी अफगान लड़कियों के लिए स्कूल के दरवाजे बंद करने में महत्वपूर्ण भूमिका निभाई थी।

नजीबुल्लाह, जिसे ‘अफगानिस्तान का कसाई’ के नाम से जाना जाता है, को तालिबान का इंटेलीजेन्स चीफ बनाया गया है। निर्वासन के दौरान वह तालिबान मिलिट्री इंटेलिजेंस का कमांडर था। वह कई आतंकी हमलों को अंजाम दे चुका है और तालिबान के कई विरोधियों का कत्ल भी करवा चुका है ।

बुधवार को भारत के चीफ ऑफ डिफेंस स्टाफ जनरल बिपिन रावत ने कहा कि भारत के लिए तालिबान वही है जो 20 साल पहले था। उन्होंने कहा, ‘केवल उनके साथी अब बदल गए हैं। हम इस बात से ज्यादा चिंतित हैं कि कैसे अफगानिस्तान से आतंकवादी गतिविधियां भारत तक पहुंच सकती हैं।’ जनरल रावत ने चेतावनी दी कि अफगानिस्तान से भारत पहुंचने वाली किसी भी आतंकी गतिविधि से उसी तरह से निपटा जाएगा जिस तरह भारतीय सेनाएं भारत के अंदर निपटती हैं। उन्होंने कहा, ‘ऐसी चुनौतियों से निपटने के लिए आपातकालीन योजनाएं तैयार की गई हैं।’

जनरल रावत ने सही कहा है। तालिबान न बदला है, न बदलेगा, सिर्फ उसके साझेदार बदले हैं। पाकिस्तान की खुफिया एजेंसी आईएसआई के साथ तालिबान की लंबी साझेदारी है। अमेरिका और नाटो सैनिकों की वापसी के बाद अफगानिस्तान की सरज़मीं से आतंकी गतिविधियां निश्चित रूप से बढ़ेंगी। पाकिस्तानी सेना ने जिन आतंकवादियों को ट्रेनिंग दी थी, वे अब अफगानिस्तान में महत्वपूर्ण पदों पर हैं और वे भारत के लिए परेशानियां पैदा कर सकते हैं।

Heavy fighting is presently going on between Taliban and the resistance fighters led by Amrullah Saleh and Ahmed Masoud in Afghanistan’s Panjshir valley, with conflicting reports coming in. Taliban had invited Masood and Saleh for talks, but the Northern Alliance fighters have refused to back out. Taliban circulated a false claim that Masoud has agreed to join hands, but Masoud himself later denied and said he stood firm with Amrullah Saleh and would defend Panjshir valley till his last breath.

Another development relates to the release of 2,300 terrorists linked to Pakistani terror outfits who were languishing in the jails of Afghanistan. There are reports that Taliban has handed over US made weapons to these freed terrorists, and most of them have now crossed over to Pakistan. This is a matter of concern for India and our security agencies are on alert. Security on the border and near the Line of Control has been beefed up.

There was a third development too. Hard core terror masterminds belonging to Taliban, on whose heads the US had announced handsome rewards, have now become ministers or are occupying important positions in Afghanistan. Some of these terror masterminds are playing an important role in posting their supporters in key positions. Prominent among them is Khalilur Rahman Haqqani, uncle of Haqqani network chief Sirajuddin Haqqani.

Khalilur Rahman Haqqani is part of the 12-member council set up by Taliban to oversee governance. The council consists of another terror outfit chief Gulbuddin Hekmatyar, son of Late Mullah Omar Mullah Yaqoob, Abdul Ghani Baradar, former president Hamid Karzai and Abdullah Abdullah. This council will work under the Emir of Taliban Maulana Haibatullah Akhundzada.

Khalilur Rahman Haqqani is one of the top commanders of Peshawar-based Haqqani network, which had sent nearly 6,000 fighters to help the Taliban to recapture Afghanistan. Khalilur Rahman Haqqani has been appointed security chief of capital Kabul by the Taliban. One of the most dreaded terrorists in the world, he was put on the Most Wanted list by the US in 2011 with a five millions US dollars (Rs 37 crore) on his head.

One can hardly imagine this same terror mastermind now standing metres away from US forces posted inside Kabul international airport. Khalilur Rahman Haqqani is overseeing Taliban security arrangements outside the airport. But the US is helpless. According to the peace deal between the US and Taliban, neither side can attack the other, at least till August 31, when the evacuation process is supposed to end. Haqqani is now openly giving interviews to news channels claiming that the Taliban has changed and that Ahmed Masoud wants to join hands with the Taliban.

Khalilur Haqqani used to collect funds for Taliban, and his activities are narrated in detail on the US Treasury department website. He had connections with Al Qaeda and was part of their terror operations. He was declared most wanted terrorist by the US on February 9, 2011, with a 5 million US dollar reward on his head. For 20 years, Haqqani was given shelter by Pakistan’s ISI, to keep him safe from US attacks, but now he has shifted his base from Peshawar and North Waziristan to Kabul. The terrorist who was hiding to save his life is now today declaring amnesty for his opponents.

There is another member of Haqqani family – Anas Haqqani, brother of Sirajuddin Haqqani. Anas Haqqani is now advising the National Reconciliation Council in Afghanistan. He used to operate in the Pakistan-Afghanistan border area, was arrested in 2014 by Afghan forces, was given death sentence in 2016, but in 2019, he was released along with two Taliban commanders in exchange for the release of two professors of American University of Afghanistan who were taken hostage. After release, Anas Haqqani went to Doha to work for the political bureau of Taliban.

The third member of Haqqani family, Sirajuddin Haqqani, chief of the outfit, is also now in Kabul. Sirajuddin Haqqani is the mastermind behind 2008 bomb attack at a five-star hotel in Kabul, 2012 attack on a US army base in Khost, and the 2017 suicide attack outside the German embassy in Kabul. The UN and the US had declared Sirajuddin Haqqani as a global terrorist. The US had declared 10 million dollars (Rs 74 crore) on his head. And now, Sirajuddin Haqqani is the second most powerful leader in Taliban after Mullah Abdul Ghani Baradar.

After Taliban recaptured Kabul, ISI Lt. Gen. Faiz Ahmed personally met Mullah Baradar. Both of them offered namaaz together. In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed images of the two together. For us in India, ISI’s link with Taliban and Haqqani network may be news, but the common Pakistani know this for a fact for the last two decades. The man in the street in Pakistan openly says that the Pakistani generals will now be calling the shots during Taliban rule in Afghanistan.

Taliban has appointed several of its war veterans as minister. Mullah Abdul Qayyum Zakir is now the acting defence minister, Ibrahim Sadr is now the acting interior minister and Gul Agha Ishaqzai has been named finance minister.

Gul Agha was the head of Taliban’s financial commission and a childhood friend of Late Mullah Omar. He has been the target of UN sanctions for the last two decades. He used to collect funds for Taliban by imposing tax on cross-border traders in Balochistan. He provided funds for the suicide attacks in Kandahar. Along with him, Haji Mohammed Idris has been appointed governor of Afghanistan central bank. Haji Idris used to carry out extortions for Taliban.

Fortyeight-year-old Mullah Abdul Qayyum Zakir is a former Guantanamo detainee and a veteran battlefield commander of Taliban. Born in Helmand province, he belongs to the Alizai tribe and has carried out many suicidal attacks on NATO forces. He is considered an expert in car and truck bombing. He was caught in 2001 and sent to Guantanamo jail where he stayed for 12 years. He and Mohammed Nabi Omari were released from Guantanamo in exchange for two US soldiers.

The new acting interior minister Ibrahim Sadr hails from Kandahar. As a Taliban commander, he was close to Al Qaeda. According to US Defence Intelligence Agency document, Ibrahim Sadr shifted to Peshawar, Pakistan, after US occupied Afghanistan. He used to train Taliban youths in warfare. He was close to Late Mullah Omar and Late Mullah Akhtar Mansour. In 2014, he became the military chief of Taliban. According to a UNSC report, Ibrahim Sadr set up his own militia, but the Taliban leadership assuaged him by appointing him the acting interior minister.

Abdul Baqi Bari has been appointed Taliban education minister. A top money launderer for Taliban, Bari also used to channel funds to Al Qaeda. He personally dealt with Al Qaeda chief Osama bin laden. Abdul Baqi Bari is known as ‘Taliban bank’ in terrorist circles. He used Pakistani banks to secure money given by Taliban through extortions. He has been Taliban’s financial manager since 2001. A mastermind of terror attacks in Jalalabad, he was instrumental in closing the school doors for all Afghan girls above the age of 12 years.

Najibullah, known as “the butcher of Afghanistan”, has been appointed Taliban intelligence chief. He was commander of Taliban military intelligence during exile. He was involved in several terror attacks and assassinations of political rivals.

On Wednesday, India’s Chief of Defence Staff Gen Bipin Rawat said, for India, Taliban is the same as it was 20 years ago. “Only their partners have changed now. We are more concerned about terror activity in Afghanistan overflowing into India”, he said. Gen Rawat warned that any terror activity aimed against India from Afghanistan’s side will be dealt in the same manner that Indian forces deal with terrorism inside India. “Contingency planning for this has been ongoing”, he added.

Gen. Rawat is right. Taliban has neither changed, nor will it change, only its partners have changed. Taliban has a long partnership with Pakistan’s spy agency ISI. After withdrawal of US and NATO forces, terror activity from Afghanistan will surely be on the rise. Terrorists trained by Pakistan army are now in key positions inside Afghanistan, and they can create problems for India.

अपनी तरह के एक दुर्लभ मामले में मंगलवार को महाराष्ट्र पुलिस ने केंद्रीय मंत्री नारायण राणे को राज्य के मुख्यमंत्री उद्धव ठाकरे के खिलाफ आपत्तिजनक टिप्पणी करने के आरोप में गिरफ्तार कर लिया । महाराष्ट्र की राजनीति में ऐसा पहले कभी नहीं हुआ था। 8 घंटे तक पुलिस हिरासत में रहने के बाद महाड के एक स्थानीय मैजिस्ट्रेट ने राणे को आधी रात के करीब जमानत पर रिहा कर दिया, लेकिन साथ ही आदेश दिया कि वह पुलिस के सामने पेश हों और आइंदा इस तरह की टिप्पणी न करें। मैजिस्ट्रेट ने राणे की 7 दिन हिरासत में रखने की पुलिस की अर्जी को खारिज कर दिया।

राणे को पिछले महीने प्रधानमंत्री नरेंद्र मोदी की कैबिनेट में केंद्रीय मंत्री बनाया गया था। वह मतदाताओं को धन्यवाद देने के लिए कोंकण क्षेत्र में ‘जन आशीर्वाद यात्रा’ पर थे। इसी दौरान राणे ने अपने एक भाषण में इस बात का जिक्र किया कि कैसे शिवसेना सुप्रीमो उद्धव ठाकरे ने अपने सचिव से यह पूछा था कि ये भारत की आजादी का अमृत महोत्सव (75 वां वर्ष) है या हीरक महोत्सव। राणे ने कहा कि यदि मैं वहां होता तो भारत को आजाद हुए कितने साल हो गए, ये पता न होने पर उद्धव ठाकरे के कान के नीचे एक थप्पड़ लगाता।

जब राणे के इस आपत्तिजनक बयान को मीडिया ने दिखाना शुरू किया तो हंगामा मच गया और शिवसेना कार्यकर्ताओं ने उनके खिलाफ पूरे राज्य में विरोध प्रदर्शन शुरू कर दिया। राणे के खिलाफ शिवसैनिकों ने महाराष्ट्र के विभिन्न हिस्सों में 4 FIR दर्ज करवाईं। राणे पूर्व शिवसैनिक हैं और सियासत के पुराने खिलाड़ी हैं। अपनी गिरफ्तारी के समय इंडिया टीवी से बातचीत करते हुए राणे ने कहा, वह उद्धव ठाकरे को अपना दुश्मन होने के लायक भी नहीं मानते। राणे ने गिरफ्तारी से पहले अग्रिम जमानत की अर्जी दाखिल की थी, लेकिन इसके खारिज होने के तुरंत बाद पुलिस उन्हें गिरफ्तार करने के लिए उनके होटल पहुंच गई।

राणे को रत्नागिरी के पास संगमेश्वर के एक होटल से गिरफ्तार किया गया। राणे की गिरफ्तारी से पहले काफी देर तक हंगामा होता रहा क्योंकि उनके सैकड़ों समर्थक होटल में जमा हो गए थे और पुलिस को अंदर घुसने से रोक रहे थे। होटल के अंदर भी पुलिस अफसरों और नारायण राणे के बीच तीखी नोंकझोंक हुई। असल में जब रत्नागिरी के एसपी होटल में पहुंचे तब नारायण राणे लंच कर रहे थे। जब राणे के समर्थकों ने पुलिस को देखा तो भड़क गए और स्थानीय एसपी से बहस करने लगे। इसके बाद राणे ने खुद बीच-बचाव किया और पुलिस अफसर से कहा कि वह साथ चलेंगे लेकिन पहले खाना खत्म कर लें। इसके बाद राणे को गिरफ्तार कर रायगढ़ ले जाया गया।

मंगलवार रात जमानत पर रिहा होने के बाद राणे मुंबई में अपने आवास पर लौट आए। राज्य के बीजेपी नेताओं ने गिरफ्तारी को ‘संवैधानिक मूल्यों का हनन’ करार दिया। मंगलवार को मुंबई में शिवसैनिक नारायण राणे के घर के पास पहुंच गए। वहां नारायण राणे के समर्थक और बीजेपी कार्यकर्ता पहले से मौजूद थे, इसलिए माहौल गर्म हो गया। दोनों तरफ से पहले नारेबाजी हुई और फिर पत्थरबाजी होने लगी। आखिरकार भीड़ को तितर-बितर करने के लिए पुलिस को लाठीचार्ज करना पड़ा।

नासिक में शिवसेना कार्यकर्ताओं ने स्थानीय बीजेपी ऑफिस पर प्रदर्शन किया। इस दौरान शिवसैनिकों ने बीजेपी ऑफिस पर पत्थर फेंके जिससे दफ्तर के कांच टूट गए। सांगली में शिवसैनिकों ने नारायण राणे के पोस्टर पर कालिख पोत दी। अमरावती में शिवसेना के कार्यकर्ताओं ने बीजेपी के दफ्तर के बाहर लगे पोस्टरों में आग लगा दी। औरंगाबाद में शिवसैनिकों ने राणे का पुतला फूंका। रातों-रात मुंबई में कई जगह राणे की तस्वीर के साथ ‘कोंबडी चोर’ (मुर्गी चोर) लिखे पोस्टर लगा दिए गए। मुंबई पुलिस ने बाद में इन पोस्टरों को हटा दिया।

नारायण राणे और उद्धव ठाकरे के परिवारों के बीच इस तरह की कड़वाहट कोई नई नहीं है। नारायण राणे के बेटे नीतेश राणे, उद्धव के बेटे आदित्य ठाकरे को सार्वजनिक तौर पर पेंग्विन कहकर ही चिढ़ाते हैं। नीतेश अपने सारे ट्वीट्स में आदित्य पर कमेंट करते वक्त उन्हें पेंग्विन ही लिखते हैं। यह भी सही है कि नारायण राणे की सियासत शिवसैनिक के रूप में ही शुरू हुई और वह शिवसेना के दिवंगत संस्थापक बाला साहेब ठाकरे के सबसे करीबी लोगों में से एक रहे। बाल ठाकरे ने उन्हें महाराष्ट्र का मुंख्य़मंत्री तक बनाया।

नारायण राणे को बाल ठाकरे उनके अंदाज के कारण ही पसंद करते थे। राणे तीखा बोलते हैं, डरते नहीं हैं, दबंग हैं, कद में छोटे हैं लेकिन बड़ों बड़ों को पानी पिला देते हैं, और यही खूबियां बाल ठाकरे को पसंद थीं। यही वजह थी कि सिर्फ 11वीं तक पढ़े नारायण राणे को बाला साहेब ठाकरे ने शिवसेना में नंबर 2 का दर्जा दिया था। लेकिन दूरियां तब बढ़ीं जब राणे को लगा कि अब शिवसेना में उनका कद कम होगा और उद्धव ठाकरे को तरजीह मिलेगी। इसके बाद नारायण राणे ने शिवसेना छोड़ दी और कांग्रेस से होते हुए बीजेपी में आ गए। मोदी ने उन्हें राज्यसभा में भेजा और पिछले महीने उन्हें मंत्री भी बना दिया। यही बात उद्धव ठाकरे को नागवार गुजरी और अब राणे महाराष्ट्र में आकर उन्हें ललकार रहे हैं। उद्धव ठाकरे को लगता है कि राणे अगले महाराष्ट्र विधानसभा चुनाव में उन्हें कड़ी चुनौती दे सकते हैं।

नारायण राणे बहुत छोटे लेवल से उठकर ऊपर आए हैं। वह मुंबई के चेंबूर इलाके में रहते थे और वहां के दंबग थे। उस वक्त उनके खिलाफ कई एफआईआर भी दर्ज हुई थीं। बाद में उन्होंने शिवसेना जॉइन की और बाल ठाकरे ने उन्हें शाखा प्रमुख बना दिया। 1985 में वह पार्षद बने और फिर 1990 से लेकर 2014 तक विधायक रहे। बाल ठाकरे को राणे का काम करने का अंदाज और उनका बेपरवाह रवैया काफी पसंद था। वह प्यार से उन्हें कई बार ‘कोंबडी चोर’ (मुर्गी चोर) कह देते थे। आज शिवसेना उसी का इस्तेमाल नारायण राणे को चिढ़ाने के लिए कर रही है।

केन्द्र के कैबिनेट मंत्री की इस तरह से गिरफ्तारी का बीजेपी ने तीखा विरोध किया है और पूरी पार्टी नारायण राणे के साथ खड़ी है। बीजेपी अध्यक्ष जेपी नड्डा ने राणे की गिरफ्तारी को संविधान के खिलाफ बताया और महाराष्ट्र के पूर्व मुख्यमंत्री देवेंद्र फडणवीस ने भी राणे की गिरफ्तारी का विरोध किया।

मैं इस बात को मानता हूं कि राजनीति में ‘थप्पड़ मारना’, ‘डंडा मारना’, ‘चप्पल मारना’, इस तरह की अशालीन भाषा के इस्तेमाल से परहेज करना चाहिए। नारायण राणे इस तरह की आपत्तिजनक टिप्पणी नहीं करनी चाहिए थी। राणे ने स्थानीय मैजिस्ट्रेट को लिखित में आश्वासन दिया है कि वह भविष्य में इस तरह की टिप्पणी नहीं करेंगे। मेरा मानना है कि किसी मंत्री, मुख्यमंत्री और यहां तक कि प्रधानमंत्री के खिलाफ इस तरह की अपमानजनक टिप्पणी करना न केवल असंसदीय है बल्कि नागरिक गरिमा के खिलाफ है। अगर राणे ने गिरफ्तारी से पहले अपना बयान वापस ले लिया होता तो सियासत में उनका कद और बढ़ जाता।

राणे को प्रधानमंत्री नरेंद्र मोदी से सीखना चाहिए। मोदी के लिए ‘मौत का सौदागर’, ‘नाली का कीड़ा’, ‘तानाशाह’, ‘हिटलर’ और न जाने किन-किन शब्दों का इस्तेमाल किया गया और हजारों बार किया गया। लेकिन मोदी ने कभी संयम नहीं खोया और विरोधियों की गाली का जबाव गाली से नहीं दिया। यही बातें नरेंद्र मोदी को बड़ा बनाती हैं। नारायण राणे ने जो कहा वह ठीक नहीं था, लेकिन सवाल ये है कि क्या ये इतना बड़ा मुद्दा था जितना शिवसेना ने बना दिया?

उद्धव ठाकरे को शायद लगा होगा कि वह मुख्यमंत्री हैं, शिवसेना के इतने बड़े नेता हैं और कोई उनके बारे में ऐसी बात कहने की हिम्मत कैसे कर सकता है। नारायण राणे और उनके बीच खुद को इक्कीस साबित करने की लड़ाई है। यही वजह है कि नारायण राणे भी झुकना नहीं चाहते और वह सोचते हैं कि अगर उद्धव मुख्यमंत्री हैं तो मैं भी केंद्र में कैबिनेट मंत्री हूं। यह उद्धव और राणे के बीच महाराष्ट्र में प्रभुत्व का सवाल है।

इस समय ये मामला इसलिए भी ज्यादा बढ़ गया कि शिवसेना और बीजेपी के सामने बृहन्मुंबई महानगरपालिका (BMC) का चुनाव है। बीएमसी पर 35 साल से शिवसेना का कब्जा है। अब तक बीजेपी शिवसेना के साथ थी लेकिन पहली बार यह चुनाव दोनों पार्टियां अलग-अलग लड़ेंगी। बीजेपी किसी भी कीमत पर बीएमसी से शिवसेना को उखाड़ना चाहती हैं। नारायण राणे मुंबई के चेम्बूर इलाके से उठकर ऊपर तक आए हैं और इस शहर की गली-गली से वाकिफ हैं। बीजेपी ने शिवसेना के गढ़ में पूर्व शिवसैनिक राणे को मुकाबले के लिए उतारा है।

राणे मुंबई के स्थानीय शिवसेना नेताओं की रग-रग से वाकिफ हैं। वहीं दूसरी तरफ राणे को गिरफ्तार कर उद्धव ठाकरे यह संदेश देना चाहते हैं कि वह किसी को नहीं बख्शेंगे। वह राणे के समर्थकों का मनोबल गिराना चाहते हैं। यही वजह है कि उद्धव ने राणे के एक वाक्य को पकड़ लिया और शिवसैनिकों को मैदान में उतार दिया। वरना मुद्दा इतना बड़ा नहीं था जितना इसे बना दिया गया।
