Today I want to share with you details of the huge quantity of arms and armaments that were lying with the Afghan army, and which could have fallen into the hands of Taliban. Those in India who have been praising Taliban for becoming “soft” and “modern”, show know that the new Taliban could become more dangerous, if it gains access to choppers, tanks, artillery, rifles and rocket propelled grenades which the US had given to the Afghan army.

The new Taliban fighter does not move on motorbikes carrying rifles. You may have seen visuals of Taliban fighters moving around in US made Humvees armed with the latest rifles.

According to media reports, after the Afghan army surrendered, the Taliban could have gained access to more than 2,000 armoured vehicles, including US Humvees, nearly 40 aircraft including UH-60 Black Hawks, A-29 Super Tucano scout attack helicopters and ScanEagle military drones.

From 2003 till 2016, the US provided Afghan army with 208 aircraft, out of which between 40 and 50 aircraft have been flown to Uzbekistan by Afghan pilots fleeing Taliban occupation force. US officials say that many of these helicopters are ultra-modern, which need constant maintenance and cannot be flown without proper training.

The Taliban may have gained access to the huge arsenal of the Afghan army, which consisted of M16A4 assault rifles and M240 medium machine guns. Taliban fighters have been proudly display some of these rifles while patrolling the streets of Afghan cities.

In the last two decades, nearly 83 billion US dollars were spent to raise and equip the Afghan army. According to the US Government Accountability Office (like our CAG), US supplied Afghan army with more than 75,000 vehicles, along with nearly six lakh weapons, 1,60,000 pieces of communication equipment, and more than 200 aircraft. Taliban may have gained access to most of these weapons and equipment.

The Taliban alredy had AK 47, AK 56 rifles and rocket propelled grenades, but after it occupied Afghanistan, it may have gained access to a large armoury left behind by the Afghan troops. These include M4 carbines and M16 assault rifles given by the US to the Afghan army.

Between April and July this year, the US handed over to the Afghan forces large consignments of weapons and armaments. These include nearly 10,000 explosive rockets, 61,000 explosive rounds of 40 mm each, nine lakh 0.5 calibre bullets, 21 lakh other ammunition pieces. These were given to Afghan forces to fight the Taliban, but now most of these weapons could have fallen into the hands of Taliban. The weapons include 60 mm, 82 mm and 120 mm mortars and 19 other type of weapons whose makers are not known. The Taliban also has more than 25,000 grenade launchers.

A few weeks ago, the US had given to the Afghan national defense and security force 174 high mobility multipurpose vehicles called Humvees in short. The Afghan army already had 303 Humvees, out of which 41 were destroyed by the Taliban in course of fighting. The Taliban may also have gained access to 256 Ford Rangers pickup trucks. We have seen visuals of Taliban fighters moving around in these pickup trucks proudly. There were 133 Navistar international modern series trucks and more than 20 M-117 armoured vehicles given by the US to the Afghan army. In all, there were more than one thousand armoured vehicles.

The Afghan army had more than 40 T-54 and T-62 series tanks given by China. The Taliban may have gained access to these tanks too, though it cannot be verified at this moment. Out of 60 high-grade military vehicles with the Afghan forces, nine were destroyed in fighting, and the remaining 51 were with Afghan troops. The US had given to the Afghan forces 20 MaxxPro MRAP (Mine Resistant Ambush Protected) vehicles, designed by American company Navistar. These mine resistant armoured protected vehicles are designed to endure IED attacks and ambushes. These can withstand ballistic arms fire and mine blasts. The Taliban may also gain access to these mine protected vehicles.

In the Afghan army armoury, there were thirty five 132 mm howitzer guns, three 76 mm mountain division guns, and eight anti-aircraft guns. In all, there are 775 artillery pieces with the Taliban. India had given Mi-24 helicopters to the Afghan forces. Several of these helicopters now of no use after they were used by Afghan troops in the battle of Kunduz. Taliban fighters were seen posing before the rotors of these choppers. They had taken out most of the parts used in the choppers.

The former Afghan Air Force had 45 Black Hawk helicopters, 50 MD-530s and 56 Mi-17 helicopters. Before the fall of Kabul, the Afghan Air Force had C-130J Super Hercules transport aircraft, C-208 utility aircraft, and AC-208 fixed wing aircraft apart from Mi-35 helicopters, all worth thousands of crores of rupees. In all, the Afghan Air Force had 211 aircraft, out of which only 167 were operational till June 30. During the war, the Taliban destroyed 23 aircraft and seven choppers. It means, there are still 160 aircraft and choppers intact.

The Taliban is now desperately making appeals to all Afghan pilots who had fled abroad to return. They simply do not have well trained pilots to run the aircraft and choppers. I have information that many of the attack aircraft and helicopters are now safe in a base in Tajikistan.

Nobody had dreamt of the well-equipped Afghan army and air force surrendering to the Taliban so meekly. The Afghan forces had six American ScanEagle drones. This should be a cause for worry in the near future. ScanEagle drones can do recce, attack and return, and can fly for 24 hour non-stop, that too, at a speed of 150 kmph. Each ScanEagle drone costs 40 lakh US dollars (Rs 30 crore).

Taliban have captured 11 military bases located in Kandahar, Kabul, New Antonik, Camp Lincoln and other sites. The famous Bagram air base is now under Taliban control. If the Taliban gains access to these helicopters, attack aircraft and ScanEagle drones, it may soon launch a battle in Panjshir valley, which is now under control of Ahmed Masood and his forces. The Afghan army had 2,086 trucks, armoured vehicles and jeeps. Out of these, 106 were destroyed by the Taliban during battles. There were 1,980 trucks, vehicles and jeeps which the Taliban has access to. There were also six front skid loaders, two bulldozers, one excavator, and one airport construction equipment.

I have read some international reports which say the Taliban may have gained access to nearly Rs 2 lakh crore worth arms, weapons and ammunitions. I fail to understand why American strategists did not take the possibility of such a huge arsenal falling into Taliban hands, into account. If a radical outfit like Taliban gains access to a huge armoury, it could spell danger for the world.

Questions are being asked from the US President Joe Biden, why such a huge intelligence failure took place. Afghan war experts say, even the timing of withdrawal was wrong. April to October is the ‘fighting season’ in Afghanistan, and no army worth its salt can even think of a pull out during these months. During the harsh Afghan winter, the Taliban stay indoors and do not come into the open. It would have been difficult for the Taliban to capture such a huge armoury of aircraft, artillery, choppers and trucks during the winter.

The situation today is such that it is becoming difficult for the US troops to evacuate their citizens, with the Taliban keeping a hawk’s eye on their movement. Loss of such a huge armoury is not only a big failure for the US, but indirectly, a big strategic win for Russia, Iran and China. They will now seek an upper hand in Central Asia.

The common American is asking, if, after 20 years of occupation, the Americans had to return Afghanistan back to the Taliban, what was the point in sacrificing the lives of more than 2,500 American troops? What was the need for spending billions of dollars on weapons and equipment for the Afghan army? People the world over are today blaming American for the dance of death that is now taking place in Afghanistan.

मुझे यह देखकर हैरानी हुई कि हमारे देश में कुछ ऐसे तालिबान समर्थक हैं जिन्हें ये लगता है कि अफगानिस्तान में तालिबान की जीत से दुनियाभर के मुसलमानों का हौसला बढ़ेगा। ये लोग तालिबान के काबुल पर कब्जे पर उसे बधाई दे रहे हैं, तालिबानी नेताओं को सलाम पेश कर रहे हैं और उनके लिए दुआ कर रहे हैं। साथ ही ये लोग उम्मीद कर रहे हैं कि दुनिया के तमाम इलाकों में भी इसी तरह की क्रान्ति होगी। जो लोग ऐसा कह रहे हैं वे आम लोग नहीं हैं, बल्कि वे खुद को भारत के मुसलमानों का रहनुमा बताते हैं।

इनमें से ही एक ऑल इंडिया मुस्लिम पर्सनल लॉ बोर्ड के सदस्य मौलाना सज्जाद नोमानी हैं, जिन्होंने अफगानिस्तान पर तालिबान के कब्जे की तारीफ की है। उन्होंने कहा कि ‘यह हिंदी मुसलमान आपको सलाम करता है।’ नोमानी ने कहा कि यह नया तालिबान है, पहले से अलग है, और महिलाओं की इज्जत करता है। बुधवार की देर रात मुस्लिम पर्सनल लॉ बोर्ड ने नोमानी के बयान से खुद को अलग कर लिया और कहा कि यह बोर्ड की आधिकारिक स्थिति नहीं है।

इसी तरह समाजवादी पार्टी के एक सांसद शफीकुर्रहमान बर्क ने तालिबान की जीत की तुलना भारत के स्वतंत्रता संग्राम से कर दी। इसके बाद बर्क पर राजद्रोह का मामला दर्ज किया गया है। बर्क ने कहा, तालिबान ने अफगान लोगों की आजादी के लिए उसी तरह लड़ाई लड़ी, जैसे भारत के लोगों ने ब्रिटिश शासन के खिलाफ आजादी की लड़ाई लड़ी थी। मेरा मानना है कि भारत में हजारों ऐसे लोग हो सकते हैं जो अफगानिस्तान पर तालिबान के कब्जे को लेकर खुश होंगे, लेकिन सबके सामने इसे जाहिर नहीं कर रहे हैं। इन लोगों का मानना है कि तालिबान बदल गया है और वह अफगानिस्तान में महिलाओं पर जुल्म नहीं करेगा।

मैंने मंगलवार को भी ये बात कही थी और आज फिर कह रहा हूं कि तालिबान ना बदला है, ना बदला था और ना बदलेगा। बुधवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने तालिबान के लड़ाकों के अपने विरोधियों पर जुल्म करने और यहां तक कि महिलाओं और बच्चों को बेंत मारने की तस्वीरें और वीडियो दिखाए थे। जो लोग कह रहे हैं कि तालिबान को 20 साल तक अमेरिका के खिलाफ जंग लड़ने के बाद अफगानिस्तान पर हुकूमत करने का मौका दिया जाना चाहिए, उन्हें ये वीडियो जरूर देखने चाहिए जिनमें साफ नजर आ रहा है कि तालिबान के लड़ाके अपने विरोधियों को सबके सामने मौत के घाट उतार रहे हैं, पुरानी सरकार के समर्थकों को खुलेआम प्रताड़ित कर रहे हैं, और काबुल एयरपोर्ट के बाहर महिलाओं और बच्चों की पिटाई कर रहे हैं।

जब तालिबान नेता मुल्ला अब्दुल गनी बरादर और उनके सहयोगी 20 साल के निर्वासन के बाद मंगलवार को कतर एयर फोर्स के प्लेन से कंधार पहुंचे, तो तालिबान लड़ाकों ने उनका स्वागत किया। बरादर के पहुंचने के बाद सैकड़ों गाडियों का काफिला एयरपोर्ट से कांधार के गवर्नर हाउस के लिए निकला और इसके बाद रात में जमकर आतिशबाजी हुई। और अगली सुबह ही मौत के तांडव की तस्वीरें आ गईं। कंधार के लिए हुई लड़ाई के बाद हिरासत में लिए गए 4 अफगान कमांडरों को फांसी पर लटका दिया गया। इन कमांडरों की फांसी देखने के लिए कंधार के लोगों को स्टेडियम में बुलाया गया था।

तालिबान ने जिस अंदाज में इन चारों कमांडरों को फांसी पर लटकाया उससे 90 के दशक की यादें ताजा हो गईं जब वे लोगों को ऐसे ही सबके सामने मौत के घाट उतार दिया करते थे। तालिबान ने कंधार के उन कमांडरों को मारा है जो एक जमाने में कंधार के पुलिस चीफ रहे जनरल अब्दुल रज्जाक के काफी करीब थे। जनरल रज्जाक को तालिबान का काल माना जाता था और कंधार से तालिबान को निकाल बाहर करने में उनका अहम रोल था। 3 साल पहले तालिबान ने उन्हें मार डाला था लेकिन इसके बाद भी जनरल रज्जाक के कमांडर्स तालिबान से मोर्चा लेते रहे।

तालिबान ने उन लोगों को भी नहीं बख्शा जिन्होंने हथियार डाल दिए थे। कंधार के तख्त-ए-पुल जिले के चीफ हाशिम रेगवाल ने तालिबान के सामने सरेंडर कर दिया था, लेकिन बुधवार को उन्हें भी सबके सामने सूली पर लटका दिया गया। उनके साथ जिन लोगों को मौत के घाट उतारा गया उनमें पूर्व पुलिस प्रमुख और अन्य स्थानीय कमांडर थे। भारत में जो लोग अभी भी इस मुगालते में जी रहे हैं कि तालिबान अब रहमदिल हो गया है उन्हें ये वीडियो देखने के बाद एक बार फिर से सोचना चाहिए।

जलालाबाद में कुछ स्थानीय लोग अफगानिस्तान के राष्ट्रीय ध्वज की जगह तालिबान का झंडा लगाये जाने के विरोध में मार्च निकाल रहे थे। तालिबान के लड़ाकों ने इस शांतिपूर्ण ढंग से हो रहे मार्च पर गोलियां बरसाईं। इस घटना में 3 से ज्यादा लोगों की जान चली गई। प्रोटेस्ट मार्च का वीडियो ले रहे पत्रकारों को पकड़कर पीटा गया और उन्हें चेतावनी दी गई कि इस तरह का कोई भी वीडियो न लें। तालिबान लड़ाकों ने धमकी दी कि अगर वे ऐसा करते हुए दोबारा पकड़े गए तो जान से हाथ धोना पड़ सकता है।

पिछली सरकार के समर्थक माने जाने वाले अफगानों को उनके घरों से निकालकर काबुल की सड़कों पर उनकी परेड निकाली गई। उन्हें बेंत और कोड़ों से पीटा गया, उनका सिर मूंड दिया गया, उनके चेहरे पर कालिख पोती गई और फिर तालिबान उन्हें किसी अज्ञात स्थान पर ले गए। ऐसा सबके सामने किया गया जिससे आम अफगानों में दहशत फैल गई। भारत में जिन लोगों को तालिबान की कथनी पर भरोसा है उन्हें यह वीडियो देखना चाहिए और तालिबान के बारे में अपनी राय पर फिर से सोचना चाहिए।

20 साल पहले तालिबान के शासन के वक्त उसके जुल्म को रिकॉर्ड करने के लिए स्मार्टफोन नहीं थे, लेकिन अब जमाना बदल गया है। अब ज्यादातर अफगानों के पास स्मार्टफोन हैं। वे तालिबान के एक-एक जुल्म को रिकॉर्ड करते हैं और सोशल मीडिया पर डाल देते हैं। इससे कुछ ही समय के अंदर पूरी दुनिया को तालिबान की हरकतों के बारे में पता चल जाता है।

भारत में जो लोग मानते हैं कि तालिबान महिलाओं के प्रति नरमी बरतेगा, उन्हें एक और वीडियो देखने के बाद अपनी राय बदल देनी चाहिए। बुधवार को तालिबान के लड़ाकों ने काबुल इंटरनेशनल एयरपोर्ट के बाहर देश छोड़कर जाने के लिए फ्लाइट का इंतजार कर रही महिलाओं और बच्चों की पिटाई कर दी। तालिबान के लड़ाकों ने महिलाओं और मासूम बच्चों पर कोड़े और बेंत बरसाए। वे देश छोड़कर जाने की कोशिश कर रहे अफगानों की भीड़ को तितर-बितर करना चाहते थे।

मौलाना सज्जाद नोमानी जैसे लोग जो तालिबानी कमांडरों को सलाम-ए-मोहब्बत पेश कर रहे हैं, उन्हें ये तस्वीरें और वीडियो देखकर अपनी बात पर शर्म आएगी। जमात-ए-इस्लामी हिंद ने भी तालिबान का स्वागत किया है। जमात के अध्यक्ष सैयद सदातुल्ला हुसैनी ने अफगानिस्तान में शांतिपूर्ण तरीके से सत्ता पर कब्जा करने के लिए तालिबान की तारीफ की। उन्होंने कहा, ‘यह जानकर खुशी हो रही है कि अफगानों (तालिबान पढ़ें) की दृढ़ता और संघर्ष के कारण साम्राज्यवादी ताकतों को उनके देश से बाहर निकलना पड़ा।’

जमात प्रमुख ने कहा, ‘तालिबान के पास इस्लाम की उदार और रहमदिल व्यवस्था का एक व्यावहारिक उदाहरण दुनिया के सामने पेश करने का मौका है। इस्लाम सभी को अपने धर्म मानने की स्वतंत्रता देता है। हमें उम्मीद है कि अफगानिस्तान के नए शासक इस्लाम की इन शिक्षाओं का सख्ती से पालन करेंगे और दुनिया के सामने एक ऐसे इस्लामी कल्याणकारी राज्य का उदाहरण पेश करेंगे जहां हर कोई भय और आतंक से मुक्त हो।’

जमीनी हकीकत जमात-ए-इस्लामी चीफ की इन पाक उम्मीदों पर पानी फेर देती हैं। अफगानिस्तान की महिलाएं और लड़कियां काबुल एयरपोर्ट पर तैनात अमेरिकी फौजियों से मदद की गुहार लगा रही हैं, उन्हें मुल्क से बाहर निकालने की अपील कर रही हैं हैं। काबुल एयरपोर्ट के भीतर का एक वीडियो सामने आया है जिसमें वहां से निकाले जाने का इंतजार कर रही कुछ लड़कियां अफगानिस्तान का कौमी तराना गाना गा रही हैं, और इसके जरिए अपना दर्द बयां कर रही हैं। ये लड़कियां बता रही हैं कि वे कैसे बेघर हो चुकी हैं, खौफ के साए में जी रही हैं और उनकी आजादी छिन चुकी है।

महिलाओं को पर्याप्त अधिकार देने की बात करने वाले तालिबान ने बल्ख प्रांत की पहली महिला गवर्नर सलीमा मजारी का अपहरण कर लिया है। सलीमा ने तालिबान के विरोध में हथियार उठाए थे। यहां तक कि जब अफगानिस्तान के राष्ट्रपति अशरफ गनी काबुल से भाग गए थे, तब भी सलीमा ने बल्ख प्रांत में रहने का फैसला किया। आखिरकार तालिबान ने उन्हें पकड़ लिया। अब उनका कोई अता-पता नहीं है।

अफगान मीडिया में काम करने वाली महिला ऐंकर्स और रेडियो प्रजेंटर्स को ड्यूटी पर नहीं आने को कहा गया है। उन्हें साफ बता दिया गया है कि उन्हें नौकरी से निकाला जा चुका है क्योंकि नई सरकार में महिलाओं को काम करने की इजाजत नहीं है। महिला कर्मचारियों को अफगानिस्तान के सरकारी न्यूज चैनल से ‘अनिश्चित काल के लिए सस्पेंड’ कर दिया गया है। सरकारी न्यूज चैनल की एक प्रमुख ऐंकर खदीजा अमीन से उनके बॉस ने कहा कि अब उन्हें दफ्तर आने की जरूरत नहीं है। उनसे कहा गया कि तालिबान ने सरकारी टेलीविजन पर महिलाओं के काम पर लौटने पर बैन लगा दिया है।

महिलाओं के साथ-साथ तालिबान अब बच्चों की जिंदगी भी नरक बनाने पर तुला है। अफगानिस्तान के शेबेरगान प्रोविंस के बेगा इलाके में एक बहुत बड़ा अम्यूजमेंट पार्क था। इस बार्क का नाम बोखदी पार्क था जहां बच्चे खेलन आते थे, लेकिन अब यहां चारों तरफ राख ही राख है। तालिबान ने इस पार्क को इस्लाम के खिलाफ बताकर आग लगा दी। तालिबान का कहना है कि इस्लाम में संगीत और पब्लिक एंटरटेनमेंट की मनाही है, इसलिए इस अम्यूजमेंट पार्क की कोई जरूरत नहीं है।

ऐसी भी खबरें आ रही हैं कि तालिबान के लड़ाके लोगों के घरों में घुसकर पैसे और महंगे सामान की लूटपाट कर रहे हैं। तालिबान के लड़ाके अमीर लोगों से उनकी लग्जरी गाड़ियां छीन रहे हैं। काबुल के सबसे बड़े ट्रांसपोर्टर्स में से एक हशमत गनी ने सोशल मीडिया पर कहा कि तालिबान के लड़ाके उनके घर आए और उनकी लग्जरी कारों की चाबियां लेकर चले गए। काबुल एयरपोर्ट के पास हो रही फायरिंग के दौरान फुटपाथ पर बैठी खौफजदा महिलाओं और बच्चों के वीडियो ने दुनियाभर के लोगों की अंतरात्मा को झकझोर कर रख दिया है।

मौलाना सज्जाद नोमानी को बताना चाहिए कि क्या सबके सामने फांसी देने वाले, अम्यूजमेंट पार्क को जलाने वाले, महिलाओं और बच्चों समेत तमाम आम लोगों पर जुल्म ढाने वाले सच्चे मुसलमान हैं? उनके जैसे लोगों को यह जानकर मायूसी होगी कि भले ही अफगान सेना ने हथियार डाल दिए हों लेकिन अफगानिस्तान की बहादुर जनता ने इस्लामी कट्टरपंथियों के सामने घुटने नहीं टेके है। जलालाबाद में तालिबान के खिलाफ विरोध प्रदर्शन भी हुए। विरोध कर रहे लोगों को तितर-बितर करने के लिए तालिबान के लड़ाकों ने फायरिंग की। ऐसे भी वीडियो सामने आए हैं जिनमें अफगानिस्तान की बहादुर आवाम ने तालिबान का झंडा उतारकर अपना राष्ट्रध्वज फहरा दिया।

अफगानिस्तान की पंजशीर घाटी में विरोध का बिगुल बज गया है। यहां नॉर्दर्न अलायंस ने फिर से संगठित होना शुरू कर दिया है। देश के पूर्व उपराष्ट्रपति अमरुल्ला सालेह ने खुद को नया केयरटेकर प्रेसिडेंट भी घोषित कर दिया है। वह जांबाज अफगान कमांडर अहमद शाह मसूद के बेटे अहमद मसूद के लड़ाकों से जुड़ गए हैं। अहमद शाह मसूद की 2001 में तालिबान ने हत्या कर दी थी। नॉर्दर्न अलायंस ने बुधवार को दावा किया कि उसने चरिकर इलाके को फिर से अपने कब्जे में ले लिया है। चरिकर वह इलाका है जो काबुल और मजार-ए-शरीफ को जोड़ता है। इसी के साथ देश में गृह युद्ध की संभावनाएं बढ़ती जा रही हैं।

आज अफगानिस्तान में सबसे ज्यादा खतरे में वे लोग हैं जिन्होंने इंसानियत और जम्हूरियत का साथ देते हुए तालिबान की मुखालफत की थी। इन लोगों ने पिछले 20 सालों में युद्ध से तबाह अफगानिस्तान का बड़े पैमाने पर पुनर्निर्माण करने वाले अमेरिका, नाटो सहयोगियों और भारत का साथ दिया था। इन अफगानों को यकीन था कि अगर तालिबान ने कभी सिर उठाया तो दुनिया के ये बड़े-बड़े ताकतवर मुल्क उनका साथ देंगे, उन्हें बचाएंगे। इन लोगों की उम्मीदों ने अब दम तोड़ दिया है।

अफगानिस्तान के आम नागरिक इस बात से बेहद नाराज हैं कि अमेरिका ने अचानक उन्हें तालिबान के रहमो करम पर छोड़ दिया। अफगानिस्तान में करीब 86 हजार लोग ऐसे हैं जिनसे अमेरिकन आर्मी और नाटो सहयोगियों ने सुरक्षा देने का वादा किया था। स्वीडन और नीदरलैंड जैसे मुल्कों के डिप्लोमैट्स चुपचाप भाग गए। उन्होंने तो अपने दूतावास में काम करने वाले अफगान स्टाफ को बताया तक नहीं कि वे जा रहे हैं। यूक्रेन के लोग तो अमेरिका के सैन्य सहयोगी थे, वे भी इस संकट में फंसे हुए हैं और खौफ में हैं। यूरोप के कई मुल्कों ने पिछले 10-12 साल में करीब 20 हजार अफगानों को अपने-अपने मुल्कों से जबरन वापस अफगानिस्तान भेजा था। आज ये सारे लोग खौफजदा है, और तालिबान के निशाने पर हैं। उन्हें नहीं पता कि अगर तालिबान उनके दरवाजे पर आ गया तो क्या होगा।

और अब देखिए कि भारत ने क्या किया। भारत ने न सिर्फ अपने दूतावास के सारे स्टाफ को वहां से निकाला, बल्कि वहां जिन अफगानों ने शरण ली थी और जो भारत आना चाहते थे, उन्हें भी साथ ले आए। यहां तक कि भारत तिब्बत सीमा पुलिस के 3 स्निफर डॉग्स को भी सुरक्षित वापस लाया गया। भारत अकेला ऐसा मुल्क है जो अफगान नागरिकों को इमरजेंसी ई-वीजा जारी कर रहा है। भारत ने अफगानिस्तान में रहने वाले हिंदू और सिख परिवारों की पुकार के बाद उन्हें पहले वीजा दिया क्योंकि उनके रिश्तेदार यहां रहते हैं।

कुछ लोगों ने इसका मतलब यह लगा लिया कि अफगानिस्तान से आने वाले मुसमलानों को भारत वीजा नहीं देगा। मैंने होम मिनिस्ट्री का वह नोटिफिकेशन देखा है, जिसमें साफ लिखा है कि यह इमरजेंसी वीजा की सुविधा ‘सारे अफगान नागरिकों’ के लिए है। इसमें किसी मजहब का जिक्र नहीं है। असल में लोगों को यह समझना पड़ेगा कि भारत अकेला ऐसा मुल्क है जहां अफगानिस्तान के लोग पूरे सम्मान के साथ रहते हैं, चाहे वे अफगान राजनेता हों, ब्यूरोक्रेट हों या आम नागरिक।

2016 से भारत अफगानिस्तान की क्रिकेट टीम का घर बना हुआ है। यही वजह है कि अफगानिस्तान के नागरिक जानते हैं कि भारत में सिर्फ उन्हें पनाह नहीं मिलती, बल्कि एक इज्जतदार और सुरक्षित जिंदगी भी मिलती है। इसलिए भारत में रहकर तालिबान का गुणगान करने वालों को ऐसा करने से पहले कम से कम 10 बार सोचना चाहिए। देश में कुछ लोगों की विचारधारा अलग हो सकती है, पर वे तालिबान के जुल्म और हैवानियत का कैसे साथ दे सकते हैं?

I was surprised to find several supporters of Taliban in our country, who are proudly claiming that Taliban’s victory will boost the confidence of Muslims across the world. It is really surprising some of these leaders are sending congratulatory messages to the Taliban, and are expecting similar conquests in other parts of the world. Those making such remarks are not ordinary people, they project themselves as leaders of Muslims in India.

One of them is Maulana Sajjad Nomani, member of All India Muslim Personal Law Board, who has lauded Taliban takeover of Afghanistan. Nomani heaped praises on Taliban and said, “this Hindi Muslim salutes you”. Nomani said, this is a new Taliban, different from the past, which respects women. Late on Wednesday night, the Muslim Personal Law Board dissociated itself from Nomani’s remark and said this was not the official position of the Boad.

Similarly, a Samajwadi Party MP Shafiqur Rehman Barq, has been booked for sedition, after he compared Taliban’s win with India’s freedom struggle. Barq said, Taliban fought for the freedom of the Afghan people, just like Indians had fought for freedom from British rule. I believe, there could be several thousand people in India, who might be happy over Taliban capturing Afghanistan, but are not disclosing their thoughts publicly. These people believe that Taliban has changed and it will not oppress women in Afghanistan.

I had said on Tuesday, and I am repeating it today that Taliban has not changed. In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed images and videos of Taliban fighters dealing cruelly with opponents, and caning even women and children. Those who are saying that Taliban must be given opportunity to rule Afghanistan after fighting a war against the US for two decades, must see these videos, which clearly show that Taliban fighters are publicly executing their opponents, torturing supporters of former regime and displaying them in public, and beating up women and children waiting for evacuation outside Kabul airport.

When Taliban leader Mullah Abdul Ghani Baradar and his colleagues arrived in Kandahar after 20 years of exile, in a Qatar Air Force plane on Tuesday, they were welcomed by Taliban fighters, who took them in a procession to the Governor’s Palace, where nightlong celebrations took place. There were fireworks. The next morning, people of Kandahar were called to the stadium to witness the execution of four Afghan commanders who had been taken into custody after the battle for Kandahar.

These four commanders were publicly hanged evoking memories of similar hangings that the Taliban had done during the Nineties. General Abdul Razzaq was the police chief of Kandahar during previous regime. He played a stellar role in the occupation of Kandahar and the Taliban had to retreat to other havens. Three years ago, the Taliban assassinated Gen. Razzaq, but his lieutenants ran the province.

The chief of Takht-e-Pul district of Kandahar Hashim Regwal had surrendered to Taliban, but on Wednesday morning he was hanged publicly. Those executed with him were the ex-police chief and other local commanders. Those in India who still live in a make-believe world about Taliban showing mercy should think again after watching this video.

In Jalalabad, Taliban fighters fired at a protest march by local citizens who were objecting to the replacing of Afghan national flag with the Taliban flag. More than three persons were killed. Journalists who were taking video of the protest march, were caught, thrashed, and warned not to take any such videos. Taliban fighters threatened they would kill, if they were caught again.

Afghans who are considered supporters of previous regime are being taken out from their homes and paraded in the streets of Kabul. They were beaten with canes and whips, their head shaved, their faces were blackened and then taken away by the Taliban to an unknown destination. This was done publicly, sending down spine chilling fear among common Afghans. Those in India who trust the Taliban should watch this video and reassess their opinion about Taliban.

Twenty years ago, during Taliban rule, there were no smart phones to record the brutal acts, but now times have changed. The average Afghan now has a smartphone and they quickly record every act of such brutality and flash it on social media for the world to see.

Those in India who believe the Taliban will act leniently towards women should change their views after watching another video. On Wednesday, Taliban fighters beat up women and children sitting outside the Kabul international airport, waiting for evacuation. The Taliban used whips and canes and acted brutally. They wanted to disperse the crowd of Afghans who wanted to leave the country.

Indian Muslim leaders like Maualana Sajjad Nomani, who are offering salute to greet the Taliban’s return, should watch these videos and then formulate his opinion. Even the Jamaat-e-Islami Hind has welcomed the Taliban. The Jamaat president Syed Sadatullah Husaini showered praise on Taiban for carrying out a peaceful takeover in Afghanistan. He said, “it is gratifying to note that the perseverance and struggle of the Afghan people (read Taliban) resulted in the withdrawal of imperialist forces from their country.”

The Jamaat chief said, “the Taliban has the opportunity to present to the world a practical example of the benevolent and merciful system of Islam….Islam gives freedom of belief. ..We hope the new rulers of Afghanistan will strictly adhere to these teachings of Islam and set an example before the world of an Islamic welfare state where everyone is free from fear and terror…”

The ground realities belie these pious expectations from the Jamaat-e-Islami chief. Afghan girls and women are weeping outside and even inside Kabul airport, pleading to the US to arrange their evacuation. There is a video of Afghan girls singing their national anthem and other sad songs, inside Kabul airport, while weeping and waiting for their evacuation.

The Taliban, which has been promising women a fair deal, have abducted the first woman governor of Balkh province, Salima Mazari, who had taken up arms to resist Taliban. Even when the Afghan president Ashraf Ghani fled Kabul, Salima decided to stay on in Balkh province. She was finally captured by Taliban. Nothing is known about her location.

Female anchors and radio presenters working in Afghan media have been asked not to report for duty. They have been clearly told that they are no more employed because the regime has changed. Women employees have been “indefinitely suspended” from Afghan state television. Khadija Amin, a prominent anchor on state television, was told by her boss that the Taliban have banned women from returning to work at state television.

Taliban leaders do not want even children to play in parks. In Shebergan province, a large amusement park built for children was set on fire and reduced to ashes by Taliban. They said, Islam forbids music and public entertainment, and this amusement park was not needed.

There are reports of Taliban fighters entering homes and looting money and expensive articles. They are forcibly snatching away luxury cars from the rich. Hashmat Ghani, one of the largest transporters of Kabul, said on social media that Taliban fighters came to his home, and took away the keys of his luxury cars. Videos of firing going on in near Kabul airport, and women and children, sitting on the pavement, cowering in fear, have shocked the conscience of viewers across the globe.

Maulana Sajjad Nomani should say whether those who are indulging in public execution, burning of amusement parks, brutal torture of civilians, including women and children, are true Muslims? He should know that the Afghan army may have surrendered but the brave Afghan people have not surrendered to the Islamic bigots. There were protests in Jalalabad against the Taliban, which were dispersed when Taliban fighters began to fire. There were videos of brave Afghans throwing away Taliban flag, and hoisting their national Afghan flag.

There is revolt in Panjshir valley, where the Northern Alliance has started regrouping and Amrullah Saleh has declared himself the new executive president. He has been joined by the fighters of Ahmed Masood, the son of the great Afghan commander Ahmed Shah Masood, who was assassinated by the Taliban in 2001. The Northern Alliance claimed on Wednesday that it has recaptured Charikar, that lies on the road that links Mazaar-e-Sharif with Kabul. There are possibilities of a civil war.

The biggest danger in Afghanistan today is being faced by those thousands of Afghans, who had bravely come out in support of humanity and democracy. These Afghans had sided with the US, Nato allies and India, who had carried out massive reconstruction of a war-ravaged Afghanistan for two decades. They had come forward in the belief that the big world powers will come to their support if ever Taliban reared its head. Their hopes now lie in shambles.

The common Afghan is unhappy with the US and says that it has left them to the mercies of Taliban. Nearly 86,000 Afghans had been promised safety and security by the US and Nato allies. The diplomats of Sweden and Netherlands quietly left their embassies and they did not even tell their Afghan employees that they were leaving. The people of Ukraine, who were allies of the US, have also been caught in this crisis. Nearly 20,000 Afghans were sent back to Afghanistan in the last 10 to 12 years by European countries, promising them a safe life. These Afghans are now living a life of fear. They do not know what will happen if the Taliban arrive at their doorsteps.

Contrast this with what India did. India evacuated not only its Indian embassy staff, but also all the Afghans who had taken shelter in the embassy and wanted to come to India. Three sniffer dogs of Indo-Tibetan Border Police were also brought back. India is the only country that is issuing emergency e-visa to any Afghan who wants to come to India. Priority has been given to bring back the Hindus and Sikhs who have been staying in Afghanistan.

A canard is being spread that India will not allow Afghan Muslims to come. I have seen the Ministry of Home Affairs notification, which clearly says the emergency e-visa offer is applicable to “all Afghan nationals”. There is no discrimination on grounds of religion. Those who are trying to spread communal unrest must know that India is the only country where all Afghans had lived and are still living a life of dignity, whether they are commoners or Afghan political leaders or bureaucrats.

Since 2016, India has been the cradle for the Afghan national cricket team. The common Afghan citizen knows that India provides them a life with dignity and safety. Those in India, who are singings paeans in praise of the new Taliban, should think thrice before praising this fundamentalist outfit. Their ideology belongs to the Dark Age. Some people in India may have their own ideology, but how can they praise medieval form of torture and cruelty being perpetrated by the Taliban?

इस वक्त पूरी दुनिया की नजरें अफगानिस्तान की तरफ हैं और अफगानिस्तान की आवाम टकटकी लगाकर पूरी दुनिया की तरफ देख रही हैं, मदद की गुहार लगा रही है लेकिन एक कड़वी सच्चाई यह है कि पिछले दो दशकों से मदद करने वाले अधिकांश देश अब अफगानिस्तान को छोड़ना चाहते हैं। किसी को उम्मीद नहीं थी कि तालिबान इतनी तेजी से और इतनी आसानी से काबुल तक पहुंच जाएगा।

आज इस मामले में सबसे ज्यादा चौंकाया अमेरिका के स्टैन्ड ने। जो मुल्क 20 साल से अफगानिस्तान को चला रहा था, जिसने अफगानिस्तान की जनता को सुरक्षा का भरोसा दिलाया था, उस अमेरिका ने अब साफ साफ कह दिया है कि अमेरिकी फौज अफगानिस्तान में राष्ट्र मिर्माण के लिए या वहां के लोगों को बचाने के लिए या फिर वहां जम्हूरियत लागू करने के लिए नहीं गई थी। अमेरिका ने अपने सैनिक आंतकवाद के मददगारों को सजा देने के लिए भेजे थे। वो काम पूरा हो गया है। अब अफगानिस्तान के लोग खुद अपनी मदद करें, खुद अपनी लड़ाई लड़ें।

अमेरिकी राष्ट्रपति जो बाइडेन ने राष्ट्र के नाम अपने सम्बोधन में दो टूक शब्दों में कह दिया: “अमेरिकी सैनिक ऐसे युद्ध नहीं लड़ सकते और न ही ऐसे युद्ध में उन्हें मरना चाहिए जिसमें अफगान सेना अपनी खुद की लड़ाई लड़ने को तैयार नहीं हैं। मैं अब अपने सैनिकों की जान खतरे में नहीं डाल सकता। हमने एक ट्रिलियन डॉलर से अधिक खर्च किए। अफगान सेना को अत्याधुनिक हथियार और प्रशिक्षण दिया, लेकिन उन्होंने कुछ भी नहीं किया।”

“…हमने उन्हें वो सब दिया जो उन्हें चाहिए था। हमने उनके वेतन का भुगतान किया, उनकी वायु सेना, जोकि तालिबान के पास नहीं है, के रखरखाव में मदद दी। हमने उन्हें अपना भविष्य खुद तय करने का हर मौका दिया। जो चीज हम उन्हें नहीं दे सके, वह थी भविष्य के लिए लड़ने की इच्छाशक्ति”, बाइडेन ने कहा।

अब सवाल ये है कि ऐसे में अफगानों की मदद कौन करेगा? अफगानिस्तान के जो लोग अमेरिका की मदद कर रहे थे उनका क्या होगा, उन्हें कौन बचाएगा? सबसे बड़ी बात ये है कि अफगानिस्तान में जो लोग बीस साल से अमन चैन से रह रहे थे अब उनके घर उजड़ रहे हैं, मां बेटियां महफूज नहीं हैं, वो क्या करें? जो लोग अफगानिस्तान से निकलने में कामयाब रहे उन्हें भी इस बात की फिक्र है कि अफगानिस्तान में महिलाओं का क्या होगा, तालिबान से उन्हें कौन बचाएगा? वहीं, तालिबान कह रहा है कि डरो मत हम बदल गए हैं लेकिन क्या वाकई में तालिबान बदल गया है या फिर दुनिया की आंखों में दूल झोंकने का उसका ये कोई नया पैंतरा है?

अब काबुल एयरपोर्ट पर अमेरिकी फौज का कब्जा है। छह हजार अमेरिकी सैनिकों को वहां भेजा गया। एयरपोर्ट पर अमेरिकी फौज है और एयरपोर्ट के बाहर तालिबान और अफगानिस्तान के लोग या तो घरों में कैद हैं या फिर एयरपोर्ट के बाहर जहां जगह मिली वहीं डटे हैं जिससे मौका मिलते ही वहां से निकल सकें। ये सब कहने में आसान है लेकिन ग्राउंड पर हालात ऐसे नहीं है, जबरदस्त तनाव है। अब काबुल एयरपोर्ट पर कब्जे की जंग कभी भी शुरू हो सकती है क्योंकि एयरपोर्ट के अंदर अमेरिकी फौज है। एयरपोर्ट की सुरक्षा के लिए स्नाइपर्स तैनात कर दिए गए हैं और एयरपोर्ट के बाहर तालिबान के लड़ाके हैं। इसमें एक ही कॉमन चीज है, दोनों तरफ हथियार अमेरिकी हैं। अमेरिकी सैनिकों के पास ऑटोमैटिक असॉल्ट राइफल है, तो दूसरी तरफ तालिबान के पास भी उसी तरह की उतनी ही अत्याधुनिक अमेरिकन राइफल्स हैं जो अफागान फौज से तालिबान को हासिल हुए हैं। तालिबान के लड़ाके अमेरिका की बन्दूकों को ही अमेरिका के सैनिकों पर ताने खड़े हैं। काबुल में न तो पुलिस है, न ही पगान सेना, सारा नियंत्रण तालिबान के पास है।

मंगलवार को भारत सरकार ने काबुल में मौजूद भारतीय दूतावास के सारे स्टाफ और सुरक्षाकर्मियों को सुरक्षित वापस बाहर निकाला और C 17 ग्लोबमास्टर परिवहन विमान से इनको काबुल से बाहर निकाला। किसी को कानोंकान खबर तक नहीं हुई। यह ऑपरेशन कुशलता के साथ हुआ क्योंकि हमारे राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल ने अपने अमेरिकी समकक्ष से बात करते हुए दूतावास के कर्मचारियों को निकालने में मदद मांगी। पिछले दो दिनों में 192 लोगों को दो ग्लोबमास्टर परिवहन विमानों के जरिए काबुल से निकाला गया। वायुसेना का ये विमान नॉर्मल एयर रूट से नहीं आया। अफगानिस्तान के हालात को देखते हुए फ्लाइट का पूरा रूट बदला हुआ था। अफगानिस्तान की वायु सीमा से निकलने के बाद सी-17 ग्लोबमास्टर ने ईरान और संयुक्त अरब अमीरात के रास्ते भारत का रुख किया। इसके बाद अरब सागर के ऊपर से उडान भरकर विमान जामनगर पहुंचा और वहां से दिल्ली के पास हिंडन एयर बेस।

वहीं एक दूसरी बिलकुल अलग तस्वीर सामने आई। ये तस्वीर अमेरिकी वायु सेना के विमान की थी, जिसमें लोगों को भेड़ बकरियों की तरह ठूंस गया था। हैरानी की बात ये है कि अमेरिकी विमान इन अफगानों को लेकर अमेरिका नहीं गया। इन्हें कतर में उतारा गया। फिलहाल सिर्फ 640 अफगान नागरिकों को वहां से निकाला गया है लेकिन अमेरिका की मदद करने वाले तो हजारों की तादाद में हैं। अमेरिका के जो मददगार अफगान नागरिक वहां रह गए हैं उन्हें अपनी जिंदगी खतरे में दिख रही है इसलिए अमेरिका के लिए फिलहाल हालात बहुत मुश्किल हैं।

अफगानिस्तान में जो हालात है उससे अमेरिका के आम लोग भी नाराज हैं। राष्ट्र के नाम अपने संबोधन में बाइडेन ने ये बात कबूल की है कि उन्होंने जल्दबाजी में अमेरिकी फौज को वापस बुलाने का फैसला किया क्योंकि कोई विकल्प नहीं बचा था लेकिन बाइडेन ने ये भी कहा कि अब वहां जो हालात हैं उसके लिए अफगान फौज और वहां के नेता जिम्मेदार हैं, वहां के नेता देश छोड़कर भाग गए और अफगान फौज ने बिना लड़े ही हथिय़ार डाल दिए। जिस तालिबान के सामने अफगान फौज ने बिना लड़े हथियार डाल दिए, उस तालिबान से अफगानिस्तान की महिलाएं मोर्चा ले रही है। सड़क पर तालिबान के सामने पोस्टर लेकर खड़े चन्द अफगान महिलाओं के हौसले और हिम्मत की दाद देनी होगी। ये उनके जीवट की जीती जागती मिसाल है।

तालिबान के कमांडर भी ये बात समझ चुके है कि अब हालात बदल चुके हैं। अब सिर्फ बंदूक से बात नहीं बनेगी। अब आवाम को साथ लेकर चलना होगा। बीस साल पहले वाला अफगानिस्तान अलग था, आज का अफगानिस्तान बिल्कुल अलग है। काबुल में एक संवाददाता सम्मेलन में तालिबान के प्रवक्ता जबीहुल्लाह मुजाहिद ने कहा कि महिलाओं को भी काम करने की आजादी है लेकिन इसके साथ एक शर्त लगा दी । तालिबान के प्रवक्ता ने कहा कि महिलाएं वही काम कर सकेंगी जो इस्लाम में जायज़ है और काम पर जाते वक्त महिलाओं को शरियत के दायरे में रहना होगा।

कुल मिलाकर अफगानिस्तान में अब स्थिति काफी चिंताजनक। हजारों अफगान नागरिक मदद की गुहार लगा रहे हैं ताकि तालिबान के कहर से वो बच सकें। मुझे व्यक्तिगत रूप से सैकड़ों वीडियो और संदेश प्राप्त हुए हैं जो अफगानों के लिए मदद मांग रहे हैं।

मेरे पास जानकारी है कि 15 अगस्त तक 1500 लोगों ने वापस भारत वापस आने की मदद की एप्लीकेशन दी थी। 15 अगस्त के बाद 150 और लोगों ने एंबेसी से कॉन्टेक्ट किया। कुल मिलाकर 1650 भारतीय लोगों ने भारत लौटने के लिए ऑफिशियली सरकार से संपर्क किया है लेकिन सरकार को पता है कि ये संख्या बहुत कम है। अफगानिस्तान में हजारों भारतीय रहते हैं जो अपनी मातृभूमि लौटना चाहते हैं। सरकार बड़े पैमाने पर इनकी वतन वापसी का प्रोग्राम शुरू करने के लिए कतर के अधिकारियों के संपर्क में है। अफगानिस्तान के हालात को प्रधानमंत्री नरेंद्र मोदी खुद लगातार मॉनीटर कर रहे हैं। प्रधानमंत्री कल पूरी रात अफगानिस्तान से भारतीयों को वापस लाने के ऑपरेशन में लगे थे। आज भी प्रधानमंत्री मोदी ने अफगानिस्तान संकट पर विचार के लिए हाई लेवल मीटिंग की।

अफगानिस्तान की हालत देखकर कुछ लोग कहने लगे हैं कि भारत को तालिबान से बात करनी चाहिए, वो अब सुधर गए हैं। मुझे लगता है ये बड़ी गलतफहमी है। ये तालिबान का दिखावा है। तालिबान प्रवक्ता की बयानबाजी और इंटरव्यू में ये कहना कि तालिबान अब पहले जैसा नहीं रहा, यकीन करने लायक नहीं है। तालिबान की तो बुनियाद ही कट्टरपंथ है, दहशतगर्दी है। इनका पूरा ज़ोर महिलाओं को बु्र्का पहनने के लिए मजबूर करना, बगैर घर के किसी पुरुष सदस्य को साथ लिए उन्हें बाहर नहीं निकलने देना, बच्चियों के स्कूल जाने से रोकना और शरियत कानून को सख्ती से लागू करने पर है। तालिबान के चेहरे के पीछे एक दकियानूसी और कट्टरपंथी सोच है। इसकी जड़ों में दहशतगर्दी है इसलिए मुझे नहीं लगता कि तालिबान की किसी भी बात पर भरोसा किया जा सकता है। हमें यह नहीं भूलना चाहिए कि यही से अल कायदा पैदा हुआ था जिसने 9/11 के हमलों को अंजाम दिया था। हम तालिबान के प्रवक्ताओं द्वारा समाज में महिलाओं के लिए समानता और एक उदार व्यवस्था के बारे में दिए जा रहे वादों पर भरोसा नहीं कर सकते ।

तालिबान ने अफगानिस्तान की जेलों मे बंद 2300 खूंखार दहशतगर्दों को रिहा कर दिया है। इन में अल कायदा और आईएसआईएस के लोग भी हैं। इराक और सीरिया से भागे आईएसआईएस ने अब अफगानिस्तान की पहाड़ियों में जड़ें जमा ली हैं। पिछले हफ्ते खबर आई थी कि तालिबान ने अफगानिस्तान की युवा लड़कियों को पकड़-पकड़कर उनकी शादियां अपने लडाकों से करवाना शुरू कर दी। ऐसे इलाकों में एक एक लड़की को आईडेंटीफाई किया है। पिछले 3 दिन में हमने ये भी देखा है कि जिन अफगान सैनिकों ने सरेंडर नहीं किया उन्हें गोलियों से उड़ा दिया गया।

यह साफ हो चुका है कि तालिबान के चेहरे के पीछे एक दकियानूसी और कट्टरपंथी सोच है जो रातों रात नहीं बदल सकती । कोई भी समझदार और उदार व्यक्ति तालिबान नेताओं द्वारा किए जा रहे मीठे वादों पर भरोसा नहीं कर सकता। आम अफगान नागरिकों का भविष्य अंधकार में है। भारतीय मूल के बड़े बड़े सिख व्यापारी काबुल के गुरुद्वारों में छिपे हैं और वतन लौटने को तरस रहे हैं। उन्हें अपना जमा जमाया कारोबार छोड़ना होगा जिसे उन्होंने पिछले कई दशकों में खड़ा किया था।

अफगानिस्तान में भारत के 400 बड़े बड़े प्रोजैक्ट चल रहे हैं। भारत सरकार ने करीब 21 हजार करोड़ रूपए की पूंजी इनमें लगाई है। हमारे हजारों इंजीनियर और टैकनीशियन्स वहां पर हैं। सबसे पहले तो उनकी सुरक्षा का इंतजाम करना है। इसके साथ साथ अफगानिस्तान में बसे हिन्दू और सिखों को स्वदेश लाना है। आने वाले हफ्तों में ये एक बड़ी चुनौती होगी।

The entire world is today watching events unfolding in Afghanistan, even as the ordinary Afghans are keeping their eyes riveted on the world, hoping for help. The bitter truth is that most of the countries which had been aiding this country for the last two decades now want to leave. Nobody expected the Taliban to reach Kabul with such lightning speed.

The US government’s stand has surprised the whole world. The President of USA Joe Biden has bluntly said, “Our mission in Afghanistan was never supposed to have been nation-building. It was never supposed to be creating a unified, centralized democracy. Our only vital national interest in Afghanistan remains today what it has always been: preventing a terrorist attack on American homeland.”

The US President said, “We went to Afghanistan almost 20 years ago with clear goals: get those who attacked us on September 11, 2001, and make sure Al Qaeda could not use Afghanistan as a base from which to attack us again.”

Biden was more blunt in his speech when he said: “American troops cannot and should not be fighting in a war and dying in a war that Afghan forces are not willing to fight for themselves. We spent over a trillion dollars. We trained and equipped an Afghan military force of some 300,000 strong. Incredibly well equipped. “

“…We gave them every tool that they could need. We paid for their salaries, provided for the maintenance of their air force, something the Taliban does not have. …We gave them every chance to determine their own future. What we could not provide them was the will to fight for that future”, Biden said.

The question now is: who will save the Afghans from Taliban? What will happen to those Afghans who sided with the US and Nato allies for the last two decades? The bigger question is: What will happen to those who had been living a life of peace for the last 20 years? What will happen to their womenfolk, including their girl children? Those who were fortunate to flee Afghanistan are still worried about their womenfolk. On the face of it, Taliban has assured everybody not to fear, but will the promise hold true in the coming months?

The situation is extremely tense. Six thousand US troops are inside the Kabul airport guarding it with assault rifles, while Taliban have surrounded the airport from outside, armed with the same assault rifles given by the US to the Afghan national army that surrendered meekly to the Taliban. A mere spark can cause a fire. Most of the residents in Kabul are cowering inside their homes waiting for the inevitable. On the roads, the Taliban fighters armed with rifles are patrolling, the Kabul police has just vanished.

On Tuesday, Indian Air Force, in a smooth operation, brought back the entire Indian embassy staff, including the ambassador, from Kabul along with security personnel in a Globemaster transport aircraft. The evacuation was done smoothly, with our National Security Adviser Ajit Doval speaking to his US counterpart, seeking permission for evacuation of our embassy staff. In the last two days, 192 Indians have been evacuated in two Globemaster transport aircraft from Kabul. The C-17 Globemaster avoided Pakistan airspace, and took a detour via Iran and UAE, landing in Jamnagar, Gujarat, and from there it reached National Capital Region.

There was another contrasting image. A US Air Force transport aircraft carried 640 Afghans, packed like sardines inside, and took off from Kabul to land at Doha, Qatar. Many of these Afghans had been working with US troops for the last several years. There are thousands, if not several lakhs Afghans waiting for evacuation. They had helped the US troops during its occupation. They are dreading the worst: retribution from Taliban.

This situation has enraged most of the ordinary Americans about the role played by Biden administration. In his address to the nation, Biden admitted that he hurriedly took the decision on troops withdrawal, but there were no options left. He sought to shift the blame on Afghan leaders who fled when Taliban entered Kabul. There was this iconic photograph of a handful of Afghan women standing on a street carrying posters demanding their safety, as Taliban fighters curiously looked on. Hats off to these brave Afghan women, who did not fear their lives and decided to stage a silent protest.

Taliban leadership seemed to have decided to present its so-called peaceful image, to show to the world that it has changed. At a press conference in Kabul, Taliban spokesman Zabihullah Mujahid said, women in Afghanistan will be given their rights within the Islamic framework. He did not elaborate. Women will have to follow the Shariah, he said.

The end line is this: the situation now in Afghanistan is precarious. Thousands of Afghans are pleading for help so that they can leave their country, away from the scourge of Taliban. I have personally received hundreds of videos and messages seeking help for Afghans.

According to my information, while nearly 1,500 people had applied for coming to India till August 15, 150 more Afghans contacted the Indian embassy in Kabul to come to India. Overall, 1,650 Afghans have sent applications till now, but there are thousands of Indians living in Afghanistan who want to come to India, but are unable to send applications because of the upheaval. The government is in touch with Qatar authorities to start a massive evacuation programme. Prime Minister Narendra Modi personally monitored the programme on Monday night and Tuesday, and finetuned it. Cabinet Committee on Security has met consecutively for two days.

There are several individuals in India who are of the opinion that the Taliban has changed its spots and the Indian government should start talks with the Taliban leadership. I think this expectation is baseless. The sweet words that are now coming from Taliban spokespersons are confusing. The Taliban ideology is based on orthodox Islamic fundamentalism, on carrying the gun and sword, on giving women a second grade citizenship status in society, on preventing girl children from going to schools, on strictly enforcing the social rules as mentioned in Shariah.

We must not forget that the dreaded terror group Al Qaeda took roots during Taliban rule, and it spread death and destruction across the world. We cannot trust the promises being given by Taliban spokespersons about equality for women in society, and a liberal dispensation.

Already, Taliban has released more than 2,300 dreaded terrorists from jails in Afghanistan. The ISIS, which fled from Iraq and Syria, has now taken roots in the hills of Afghanistan. There were media reports recently about Taliban fighters raping or forcibly marrying Afghan girls in the provinces that they occupied. The Taliban youths have gone from house to house identifying girls whom they want to use for their carnal desires. Taliban fighters have maimed and killed those brave Afghan soldiers who refused to surrender.

It is clear that fundamentalist thoughts continue to prevail among the Taliban ranks. This cannot be changed overnight.. No sane and liberal person can trust the sweet promises that are being made by Taliban leaders. The future of common Afghans is desolate. There are top Sikh businessmen of Indian origin presently hiding in the gurudwaras of Kabul, yearning to return to India. They will have to leave their thriving business that they had built over decades.

Similarly, Indian corporates and the government invested Rs 21,000 crore in more than 400 big projects in Afghanistan. There are thousands of Indian engineers, technicians and workers waiting for evacuation. Bringing them back to India in a safe manner will pose a big challenge.

अफगानिस्तान के काबुल एयरपोर्ट से सोमवार को कुछ ऐसी तस्वीरें आईं जिन्हें दुनिया कभी नहीं भूल पाएगी। एयरपोर्ट पर चारों तरफ जबरदस्त अफरा-तफरी का माहौल था। हजारों लोगों की भीड़ हवाई जहाजों में सवार होने के लिए जद्दोजहद कर रही थी। लोग किसी भी कीमत पर, किसी भी हवाई जहाज में चढ़कर देश से बाहर जाना चाह रहे थे। जहाज में घुसने की इजाजत नहीं मिल थी, इसलिए लोग हवाई जहाज के पहियों पर लटककर, हवाई जहाज के विंग्स पर बैठ रहे थे और विमान के उड़ान भरते ही आसमान से लाशें गिर रही थीं। काबुल एयरपोर्ट पर अमेरिकी वायुसेना के विमान के उड़ान भरते ही दो लोगों के विमान से नीचे गिरने की तस्वीर ने पूरी दुनिया को हिलाकर रख दिया।

एक अन्य तस्वीर में सैकड़ों अफगान नागरिक उड़ान भरने के लिए रनवे की ओर जा रहे विमान के साथ-साथ दौड़ते नजर आए। सोशल मीडिया पर शेयर की गई ये तस्वीरें वाकई डरानेवाली हैं।

एक तरफ यह दावा किया जा रहा है कि अफगानिस्तान में बहुत शान्तिपूर्ण तरीके से सत्ता परिवर्तन हो गया। काबुल में गोलियां नहीं चलीं और कोई खून-खराबा नहीं हुआ। देश छोड़ने के लिए 200 से ज्यादा अफगान नेताओं को सेफ पैसेज दिया गया। कुछ सांसद भारत भी आए हैं। अधिकांश सैनिकों ने अपने हथियार और अन्य साजो-सामान के साथ खुद को तालिबान के सामने सरेंडर कर दिया। इन्हें तालिबान ने जीवन दान दे दिया। अफगान सेना के कई कमांडर भी देश छोड़कर चले गए। वहीं दूसरी ओर अफगानिस्तान की आम जनता खौफजदा और हताश है। तालिबान की वापसी ने लोगों की जिंदगी में मौत का खौफ भर दिया है। वे तालिबान से बचने के लिए भाग रहे हैं।

ऐसी सैकड़ों तस्वीरें और वीडियो हैं जिसमें आम अफगानियों को रोते-चिल्लाते, माता-पिता को अपने बच्चों को गले लगाकर दौड़ते हुए, भोजन या अन्य मदद के लिए इंतजार करते हुए या फिर देश से बाहर निकलने की बेताबी साफ दिखती है। इनके नेताओं ने इन्हें अपने हाल पर छोड़ दिया है। जो अमेरिका उन्हें सुरक्षा और एक बेहतर जीवन दे रहा था उसने भी इन लोगों को अधर में छोड़ दिया है। अब अफगानिस्तान की जनता को अपना भविष्य अनिश्चित दिख रहा है।

अमेरिकी एयरफोर्स का ट्रांसपोर्ट विमान काबुल हवाई अड्डे से उड़ान भरनेवाला था। लेकिन वहां मौजूद भीड़ विमान में दाखिल होना चाहती थी। कुछ लोग उसके पहियों के पास चिपककर बैठे गए और फिर विमान के उड़ान भरने के बाद दो लोगों के आसमान से गिरने की बेहद डरावनी तस्वीरें सामने आईं। काबुल में घरों की छतों पर लोगों के गिरकर मरने की तस्वीरें आईं। उड़ान भरने के लिए विमान के रनवे की तरफ बढ़ते ही लोग विमान के दाएं-बाएं, आगे-पीछे दौड़ रहे थे। वे किसी भी तरह विमान में सवार होना चाहते थे। वहां तैनात अमेरिकी सैनिकों ने अपनी मशीनगनें संभाल ली और लोगों को विमान से दूर हटने की चेतावनी दी। जवानों ने पहले आंसू के गोले दागे और फिर हवा में फायर भी किया। इसके बाद हुई फायरिंग में सात लोगों की मौत हो गई।

काबुल एयरपोर्ट पर अभी-भी अमेरिकी सेना का नियंत्रण है, जहां से फ्रांस, जर्मनी, अमेरिका, ब्रिटेन, इटली और न्यूजीलैंड वायु सेना के विमानों ने रात में अपने नागरिकों को निकाला। अमेरिकी राष्ट्रपति जो बायडेन ने राष्ट्र के नाम एक संबोधन में तालिबान को चेतावनी दी कि ‘अगर अमेरिकी नागरिकों पर हमला किया गया या फिर या हमारे अभियान में बाधा डाली गई तो त्वरित और जोरदार जवाब दिया जाएगा।’ उन्होंने तालिबान से कहा कि वह काबुल से हजारों अमेरिकी राजनयिकों और अफगान अनुवादकों के सुरक्षित निकलने की प्रक्रिया बाधित न करे या उन्हें धमकी न दे। बाइडेन ने कहा, ‘अगर जरूरी हुआ तो हम विध्वंसकारी बल के साथ अपने लोगों की रक्षा करेंगे।’

भारत ने काबुल से अपने कर्मचारियों को वापस लाने के लिए वायुसेना के दो ग्लोबमास्टर ट्रांसपोर्ट विमान को भेजा है। एक विमान सोमवार को ईरान के रास्ते दिल्ली लौटा और दूसरा विमान आज वापस लौट रहा है। तालिबान के कब्जे के बाद दिल्ली लौटी कई अफगान महिलाओं ने अपने देश के भयावह हालात के बारे में मीडियाकर्मियों को बताया। उनके माता-पिता ने उन्हें वापस नहीं लौटने के लिए कहा है। इनमें से कई लड़कियों ने तालिबान के क्रूर शासन के दिन नहीं देखे हैं, क्योंकि इनमें से कई का जन्म उस समय नहीं हुआ था।

सबसे आश्चर्य की बात तो ये रही कि पिछले दो दशकों के दौरान अमेरिका ने जिस सेना को ट्रेनिंग दी, उन्हें हाथियार और अन्य उपकरण उपलब्ध कराए, उसने इतनी जल्दी सरेंडर कर दिया। अफगान सेना के ज्यादातर कमांडरों ने बिना गोली चलाए अपने हथियार डाल दिए। अगर कागजी आंकड़ों की बात करें तो अमेरिकी सेना ने तालिबान से निपटने के लिए लगभग 3.5 लाख अफगान सैनिकों को ट्रेनिंग दी थी जबकि असल संख्या करीब 70,000 है। अफगान सेना के पास अमेरिका में बने लड़ाकू विमान, हेलीकॉप्टर, बख्तरबंद वाहन, राइफल और अन्य सभी आधुनिक हथियार थे। इसके बावजूद उन्होंने बड़ी आसानी से सरेंडर कर दिया। क्यों?

जानकारों का कहना है कि यह आंकड़ा बढ़ा-चढ़ाकर बताया गया है। अफगान सेना में कई घोस्ट सैनिक थे, यानी ऐसे सैनिक जो सिर्फ कागजों पर ही थे। इन सैनिकों के नाम पर, इनकी सैलरी के नाम पर भारी भ्रष्टाचार होता था। दूसरी बात ये कि अमेरिका और अफगानिस्तान की खुफिया एजेंसियां तालिबान की सही ताकत का अंदाजा नहीं लगा पाईं। तालिबान ने सही रणनीति पर काम किया। बॉर्डर और दूसरे दूर-दराज के इलाकों में जो अफगान सेना के लोकल कमांडर्स थे उन्हें अपने भरोसे में लिया और लोकल ट्राइब्स (स्थानीय जनजाति) का हवाला देकर उन्हें सरेंडर के लिए तैयार कर लिया। वहीं अफगानिस्तानी फौज के सरेंडर होने की एक वजह ये भी है कि वहां रेग्युलर आर्मी में सिर्फ कमांडो को ही टैक्टिकल वॉर की ट्रेनिंग मिली हुई थी बाकी जवान केवल राइफल लेकर चल रहे थे और युद्ध कौशल नहीं जानते थे। इन सैनिकों का मनोबल बहुत कम था और उनका भरोसा लड़खड़ा गया। उन्हें लगता था कि बिना अमेरिका की मदद के तालिबान को हराना नामुमकिन है, इसलिए कई मोर्चे पर तालिबान को बिना लड़े ही कब्जा मिल गया।

उधर, तालिबान के अब नए दोस्त भी उसके समर्थन में सामने आ गए हैं। पाकिस्तान के अलावा चीन, रूस और ईरान ने उसे मान्यता देने का फैसला किया है। इन देशों ने कहा है कि वे अफगानिस्तान में अपने दूतावास बंद नहीं करेंगे। ये इंटरनेशनल रिलेशन्स के मामले में बड़ा बदलाव है। 1996 में जब अफगानिस्तान पर तालिबान ने कब्जा किया था उस वक्त सिर्फ केवल तीन देश पाकिस्तान, सउदी अरब और UAE ने ही तालिबान सरकार को मान्यता दी थी। इस बार चीन भी तालिबान के साथ है। चीन भले ही ये दावा कर रहा है कि इस बार तालिबान बदला हुआ है लेकिन अफगानिस्तान से जो तस्वीरें आ रही हैं वो डराने के लिए काफी हैं। तालिबान ने सभी महिला कर्मचारियों को काम पर नहीं आने का आदेश जारी कर दिया है। इसके साथ ही बुर्का पहनने, लड़कियों को स्कूल नहीं भेजने और रेडियो-टेलीविजन पर संगीत और नृत्य नहीं करने को कहा है। एक प्रांत में तालिबान ने संगीत और खेल से जुड़े परिसर में आग लगा दी।

असल में अमेरिका बीस साल से अफगानिस्तान में था। उसने 61 लाख करोड़ रूपए अफगानिस्तान में खर्च किए। इस अभियान के दौरान अमेरिका के 2300 से ज्यादा सैनिकों की जान चली गई। 75 हजार से ज्यादा अफगान सैनिक और पुलिस के जवान मारे जा चुके हैं। लेकिन इसके बाद भी अफगानिस्तान में तालिबान को अमेरिका खत्म नहीं कर पाया। अमेरिका को लगता था कि अब इस जंग को आगे खींचने का कोई मतलब नहीं है। अमेरिका के लोग भी नहीं चाहते थे कि अमेरिकी फौज लंबे वक्त तक अफगानिस्तान में रहे। वो अपने सैनिकों को मरते नहीं देखना चाहते थे। लेकिन अमेरिका के लोग ये भी नहीं चाहते थे कि उन अफगानों को भगवान भरोसे छोड़कर अमेरिकी फौज वापस आ जाए जो उनके साथ खड़े रहे। लेकिन अमेरिका ने जिस तरह से चुपचाप फौज को वापस बुलाया और उसके बाद तालिबान ने जिस तरह से बंदूक के बल पर पूरे मुल्क पर कब्जा किया उससे अमेरिका के लोग काफी नाराज हैं। अफगानिस्तान की आवाम को अपना भविष्य तय करने का कोई मौका ही नहीं मिल पाया।

ये बातें सुनने में बड़ी अच्छी लगती हैं कि संयुक्त राष्ट्र अब तालिबान से संयम बरतने की अपील कर रहा है। लेकिन अब इस अपील का क्या फायदा? अफगानिस्तान में जो कुछ हुआ उसके बारे में दो बातें स्पष्ट हैं। पहली ये कि अफगानी फौज तालिबान के हमले के लिए कतई तैयार नहीं थी। वहां जंग सिर्फ नंबर से नहीं होती। फौज को आर्टिलरी,आर्मर, इंजीनियरिंग, लॉजिस्टिक्स, इंटेलीजेंस और एयर सपोर्ट की जरूरत होती है। इन सारी चीजों के लिए अफगानिस्तान की फौज पूरी तरह से अमेरिकी सेना पर निर्भर थी। जब तालिबान ने हमला किया तो अफगान आर्मी के पास ना तो कोई रणनीति थी, ना सप्लाई, ना लॉजिस्टिक्स। अमेरिकी सेना के अचानक चले जाने से अफगानी फौज पूरी तरह से हताश थी।

दूसरी बात ये कि जमीनी हालात का अंदाजा अमेरिका को भी नहीं था। अमेरिका का अंदाजा तो ये था कि तालिबान को काबुल तक पहुंचने में तीस दिन लगेंगे लेकिन तालिबान को वहां पहुंचने में तीन दिन भी नहीं लगे।अमेरिका तालिबान के इस तरह काबुल पहुंचने पर हैरत में है। उसने इमरजेंसी में अपने दूतावास को बंद करके अपने लोगों को किसी तरह निकाला।

वहीं पाकिस्तान ने इन हालात का पूरा फायदा उठाया है। इस पूरे सिस्टम की कमजोरी का फायदा उठाया।अमेरिकी फौज के जाने के बाद पाकिस्तान ने तालिबान को समर्थन दिया। जानकारों का ये भी कहना है कि तालिबान के जो लड़ाके हैं, उनमें कई सारे ऐसे हैं जिनका नाम अफगानी दिखाया गया है लेकिन असल में वो पाकिस्तानी हैं। यानी चेहरा अफगान का और काम पाकिस्तान का। पाकिस्तान की फौज ने तालिबान का पूरा-पूरा साथ दिया। इसीलिए सोमवार को इमरान खान ने कहा कि अफगानिस्तान में तालिबान का कब्जा एक अच्छी बात है और इसने अफगानिस्तान की गुलामी की जंजीरे तोड़ी है। इससे साफ है कि पाकिस्तान कैसे चीन के समर्थन से अफगानिस्तान में दखल दे रहा है और तालिबान को काबुल तक पहुंचाने में उसने पूरी मदद की।

There were scenes of panic and chaos on the tarmac of Kabul airport on Monday, as several thousand Afghans tried to scramble to get a space inside aeroplanes. The entire world was shaken by the chilling images of two persons, who were clinging to a US Air Force transport plane, falling to their death from the sky in Kabul. These are images of mayhem which will remain etched in the memory of people for decades to come.

There was another image of hundreds of Afghans running on the tarmac as a plane prepared to go to the runway for take-off. These were scary scenes shared on social media.

On one hand, it is being claimed that the transfer of power to Taliban in Afghanistan is taking place smoothly, without firing a shot. More than 200 Afghan leaders were given a safe passage to leave, some of the MPs have come to India, most of the Afghan troops have surrendered their weapons and equipment to Taliban, thus getting a reprieve from brutal killings, several top Afghan army commanders fled to neighbouring countries, but on the other hand, the common Afghans are living a life of desperation. They do not know how to escape the retributions from Taliban.

There are hundreds of images and videos of common Afghans crying, parents hugging their children despondently, thousands living on the streets in the open waiting for food and assistance, and many desperate to seek an exit from their motherland. Their leaders have abandoned them, the US which had been providing them with protection and a good life has abandoned them, and they are now staring at an uncertain future.

As a US Air Force transport plane took off from Kabul airport, there were some persons clinging on to its wheels. There were scary images of two persons falling from the sky, while there were other images of people falling on rooftops of buildings in Kabul, dead. On the tarmac, there was chaos. More than a thousand people swarmed the aeroplanes, and many of them ran as one plane taxied towards the runway for take-off. US marines took position with their machine guns, warning people to go away from the tarmac. There was firing, and in all, seven people have reportedly died.

The US army is still in control of the military side of Kabul airport, from where France, Germany, US, UK, Italy and New Zealand air force planes evacuated their citizens during the night. US President Joe Biden, in an address to the nation, warned the Taliban that “the response will be swift, forceful if US interests are attacked”. He asked the Taliban not to disrupt or threaten the evacuation of thousands of American diplomats and Afghan translators from Kabul. “We will defend our people with devastating force if necessary”, Biden said.

India has sent two Globemaster IAF transport aircraft to bring back Indian personnel and equipment from Kabul. One of the aircraft returned to Delhi via Iran on Monday, and the other is expected to return on Tuesday. Many Afghan women who returned to Delhi after Taliban takeover told mediapersons about the scary situation that is prevailing in their country. Their parents have told them not to return. Many of these girls have not seen the days of brutal Taliban rule, because many of them were not born around that time.

The most surprising part was the sudden and swift surrender of the Afghan army that was raised by the US during the last two decades. Most of the commanders surrendered without firing a shot. On paper, the US army had trained nearly 3.5 lakh Afghan soldiers to take on the Taliban, who number around 70,000. They had US made fighter planes, helicopters, armoured vehicles, rifles and all other latest weapons with them. And yet they surrendered meekly. Why?

Experts say that this figure is bloated. There were several “ghost soldiers” only on paper. Corruption was rampant and these “ghost soldiers” were getting their salaries even though they were not on duty. Secondly, the Afghan and US intelligence agencies could not correctly assess the striking power of the Taliban. The Taliban worked to a strategy, they first won over the local commanders in bordering provinces to their side. They worked on these commanders citing their tribal links. On the other hand, the Afghan army was working disjointedly. Only the commandos were being given proper training, while the rest of the soldiers were only carrying rifles and did not know the techniques of fighting a battle. The morale of the troops was very low. They knew it would be difficult to defeat the Taliban without help from the US.

The Taliban has new friends now. China, Russia and Iran, apart from Pakistan, have decided to give it recognition. You may remember, during the Nineties, when the Taliban occupied Afghanistan, there were only three countries, Pakistan, UAE and Saudi Arabia had recognised their government. China may claim that the Taliban has changed since the Nineties, but the images that are coming from Afghanistan are scary. Taliban have asked all women employees not to report for work, wear ‘burqa’, girl children must not be sent to schools, and there must be no music and dance on radio and television. In one province, the Taliban set fire to a music and sports arena.

The United States was in Afghanistan for more than 20 years. It spent Rs 61 lakh crore, more than 2,300 American soldiers lost their lives, more than 75,000 Afghan soldiers and civilians were killed, and yet the world superpower could not put an end to the Taliban. The American government and its people had made up their mind to make an exit from Afghanistan, and end the longest war that the US army has fought. But the American people never wanted their government to leave the Afghans, who stood by them, high and dry. The common American is upset and angry over the sudden exit of their troops and the swift takeover by Taliban, giving no breathing space to common Afghans to decide their future.

On Monday night, the UN Security Council appealed to the Taliban to exercise restraint, but this appeal is infructuous and has no meaning. Some points are quite clear now: the Afghan army was not ready for an onslaught from all sides by the Taliban, only numbers do not count, an army needs logistics, artillery, armoured corps, engineering staff, intelligence inputs and air support to move forward and win battles. When Taliban attacked, the Afghan army had no strategy in place, no logistics and no supplies. With the American marines gone, the Afghan troops were completely demoralized.

Secondly, the American intelligence failed in assessing how much time it would take for the Taliban to reach Kabul. Their assessment was 30 days, but the Taliban reached the capital within three days. The Americans had to evacuate their embassy staff from their office compound by bringing in choppers.

Thirdly, Pakistan took full advantage of the weaknesses in the system. Pakistani personnel provided quick support to the Taliban after the American troops left. There are reports that many of the Taliban boys have false Pathan names, but are actually Pakistanis. That is the reason why Pakistan Prime Minister Imran Khan claimed on Monday that the Taliban have broken the “chains of slavery”. It is an open secret how Pakistani personnel helped Taliban, with China’s benign support, in reaching Kabul. The rest is history.

कांग्रेस नेता राहुल गांधी का ट्विटर अकाउंट लॉक करने के करीब एक हफ्ते बाद ट्विटर ने उनके साथ-साथ पार्टी के कई अन्य नेताओं का अकाउंट अनलॉक कर दिया है। राहुल गांधी ने दिल्ली में 9 वर्षीय दलित लड़की के कथित रेप और मर्डर के मामले में पीड़िता के माता-पिता की तस्वीर पोस्ट कर दी थी, जिसके बाद ट्विटर ने कांग्रेस के करीब 5,000 समर्थकों के अकाउंट्स को लॉक कर दिया था। इस पर भारी बवाल मचने के बाद अब ट्विटर ने पार्टी के नेताओं के अकाउंट बहाल कर दिए हैं।

ट्विटर ने दावा किया था कि कथित रेप पीड़िता के माता-पिता की तस्वीर पोस्ट करने से उनके गोपनीयता नियमों का उल्लंघन होता है। इन नियमों को ‘विवेकपूर्ण और निष्पक्ष रूप से लागू किया गया था’। चूंकि आजकल राहुल गांधी अपनी ज्यादातर सियासत ट्विटर के जरिए करते हैं तो जाहिर है कि अकाउंट ब्लॉक होना उन्हें काफी बुरा लगा। पार्टी नेताओं और समर्थकों का भी अकाउंट ब्लॉक होने पर राहुल गांधी ने खुलकर अपनी नाराजगी जताई।

शुक्रवार को अपने 90 सेकेंड के वीडियो में राहुल गांधी ने कहा कि उनका अकाउंट बंद कर ट्विटर ने भारत के लोकतंत्र पर हमला किया है। ट्विटर देश की राजनीति में दखलंदाजी कर रहा है। ट्विटर डिजिटल दादागीरी दिखा रहा है, लोगों की आवाज को दबा रहा है। ‘ट्विटर का खतरनाक खेल’ शीर्षक वाले वीडियो में राहुल गांधी ने आरोप लगाया कि ट्विटर अब निष्पक्ष नहीं रह गया। यह सरकार का पिट्ठू लगता है। सरकार के दबाब में कर रहा है।

कांग्रेस नेता ने कहा, सोशल मीडिया प्लेटफॉर्म उनके लाखों फॉलोअर्स को विचार रखने के अधिकार से वंचित कर रहा है, जो अनुचित है। राहुल ने कहा, ‘अब यह स्पष्ट है कि ट्विटर निष्पक्ष एवं उद्देश्यात्मक मंच नहीं है। यह पक्षपातपूर्ण मंच है। यह वही सुनता है, जो सरकार कहती है।’ उन्होंने कहा, ‘सिर्फ यह नहीं है कि राहुल गांधी का अकाउंट बंद कर दिया गया। मेरे 19-20 मिलियन फॉलोअर्स हैं। आप उन्हें अपने विचार रखने के अधिकार से वंचित कर रहे हैं।’

राहुल गांधी ने कहा, भारतीय के तौर पर हमें यह सवाल पूछना होगा कि क्या हम कंपनियों को सिर्फ इसलिए अनुमति देने जा रहे हैं क्योंकि वे हमारी राजनीति को परिभाषित करने के लिए भारत सरकार के समक्ष नतमस्तक हैं? क्या यही होता रहेगा या हम अपनी राजनीति को स्वयं परिभाषित करेंगे? यही असली सवाल है। उन्होंने एक परोक्ष चेतावनी भी दी ‘और यह निवेशकों के लिए बहुत खतरनाक है क्योंकि राजनीतिक मुकाबले में किसी एक का पक्ष लेने पर ट्विटर पर असर भी पड़ेगा।’ हालांकि उन्होंने विस्तार से कुछ नहीं बताया।

ट्विटर और कांग्रेस पार्टी के बीच टकराव तब शुरू हुआ जब ट्विटर ने कथित रेप पीड़िता के माता-पिता की तस्वीर पोस्ट करने पर राहुल गांधी के खाते को लॉक कर दिया। इस तरह की तस्वीर पोस्ट करना गोपनीयता नियमों के खिलाफ था। इसके तुरंत बाद, लगभग सभी बड़े कांग्रेस नेताओं और करीब 5,000 कांग्रेस समर्थकों ने ट्विटर पर वही तस्वीर पोस्ट की। इसके बाद ट्विटर ने तुरंत इन सभी अकाउंट को लॉक कर दिया।

आपको याद होगा कि 5 अगस्त को राहुल गांधी दिल्ली में कथित रेप पीड़ित बच्ची के घर गए थे। इस बच्ची की बेहद निर्ममता से हत्या कर दी गई थी। राहुल उस बच्ची के परिवार वालों से मिले और फिर इस मुलाकात की तस्वीर अपने ट्विटर अकाउंट पर अपलोड कर दी। लेकिन रेप पीड़िता की पहचान जाहिर करना कानून का सरासर उल्लघंन है। एनसीपीसीआर (राष्ट्रीय बाल अधिकार संरक्षण आयोग) ने राहुल गांधी के खिलाफ ट्विटर से शिकायत की। ट्विटर ने इसी के आधार पर राहुल गांधी के अकाउंट को लॉक कर दिया। कांग्रेस के कई बड़े नेताओं के अकाउंट भी लॉक हो गए। कांग्रेस पार्टी का अकाउंट लॉक हो गया। पार्टी के जनरल सेक्रेटरी अजय माकन, लोकसभा में कांग्रेस के चीफ व्हिप मणिकम टैगोर, जितेंद्र सिंह, सुष्मिता देव और कांग्रेस के मीडिया इंचार्ज रणदीप सुरजेवाला का भी ट्विटर अकाउंट लॉक हो गया।

राहुल गांधी ने समर्थकों से अपनी बात कहने के लिए इंस्टाग्राम और फेसबुक का भी सहारा लिया। उन्होंने कहा, ‘डरो मत, सत्यमेव जयते’। लेकिन मुझे हैरानी राहुल गांधी की बात सुनकर नहीं हुई। मुझे हैरानी इस बात पर हुई कि जब दो महीने पहले उस वक्त के कानून मंत्री रविशंकर प्रसाद ने कहा था कि ट्विटर को देश के कानून का पालन करना पड़ेगा, वरना एक्शन होगा तो उस वक्त यही राहुल गांधी सरकार को अभिव्यक्ति की आजादी का दुश्मन बता रहे थे। राहुल ने ट्विटर की तारीफ करते हुए कहा था कि यह अभिव्यक्ति की स्वतंत्रता का वाहन है। उन्होंने सरकार पर आरोप लगाते हुए कहा कि वह ट्विटर के खिलाफ कार्रवाई करने की धमकी देकर लोगों की आवाज दबाने की कोशिश कर रही है।

जब बीजेपी के प्रवक्ता संबित पात्रा ने ट्विटर पर टूल किट पोस्ट की तो ट्विटर ने इसे ‘मैनिपुलेटेड मीडिया’ बताकर ब्लॉक कर दिया। इसके बाद ट्विटर के एक्शन से कांग्रेस नेता खुश हो गए। दिल्ली पुलिस की एक टीम जब एक मामले के सिलसिले में ट्विटर के दफ्तर गई तो राहुल गांधी और उनकी पार्टी के नेताओं ने कार्रवाई पर सवाल उठाया और ट्विटर का बचाव किया। कांग्रेस पार्टी के कई नेता ट्विटर के सपोर्ट में उतर आए। राहुल गांधी ने 25 मई को ट्वीट किया, Truth remains unafraid…’सत्य डरता नहीं’। इसके बाद जब कुछ बीजेपी और संघ के लीडर्स के ब्लू टिक हटाए गए थे तब भी राहुल ने ट्वीट किया था कि सरकार को सिर्फ ब्लू टिक की चिंता है।

इस सारे विवाद का असर ये हुआ कि शुक्रवार को ट्विटर ने अपने भारत के मैनेजिंग डायरेक्टर मनीष महेश्वरी को कंपनी के हेडक्वार्टर सेन फ्रांसिस्को में शिफ्ट कर दिया। लेकिन हमारे देश में ये समझना भी जरूरी है कि ये ट्विटर हमारे नेताओं के लिए इतना महत्वपूर्ण क्यों है। राजनीतिक मुद्दों में उलझकर यह विवादास्पद क्यों हो गया है।

असल में ये सोशल नेटवर्किंग प्लेटफॉर्म है जिसकी मिल्कियत एक अमेरिकन कंपनी के पास है। ट्विटर पर दुनिया भर के लोग अपनी बात मुफ्त में रख सकते हैं। ट्विटर 15 साल पहले शुरू हुआ था और अब पूरी दुनिया में 20.6 करोड़ से ज्यादा लोग इसका रोजाना इस्तेमाल करते हैं। हमारे देश में ट्विटर के 2 करोड़ 20 लाख से ज्यादा एक्टिव यूजर्स हैं और इस प्लेटफॉर्म पर ट्वीट करने का काफी असर होता है। ट्विटर के अपने नियम पॉलिसी हैं। जो उसका उल्लंघन करता है, ट्विटर उसका अकाउंट ब़्लॉक कर देता है।

राहुल गांधी के मामले में ये हुआ कि उन्होंने कथित रेप पीड़िता की पहचान उजागर कर दी। ट्विटर से इसकी शिकायत की गई और ट्विटर ने राहुल गांधी का अकाउंट ब्लॉक कर दिया। इस पर राहुल गांधी और उनके नेता विरोध करें तो ये उनका अधिकार है, लेकिन प्रॉब्लम ये है कि जब ट्विटर ने बीजेपी नेताओं के अकाउंट ब्लॉक किए थे तब राहुल और कांग्रेस ने ट्विटर को सही ठहराया था। इसलिए अब राहुल के बयानों पर सवाल उठ रहे हैं।

इस साल 26 जनवरी को जब लालकिले पर किसान आंदोलन में आए लोगों ने हमला किया तो उसके वीडियो ट्विटर पर पोस्ट किए गए थे। उस वक्त सरकार ने आपत्ति जताई लेकिन राहुल गांधी ने ट्विटर को सपोर्ट किया। राहुल गांधी अब ट्विटर की बजाए फेसबुक और इंस्टाग्राम पर एक्टिव हो गए हैं। लेकिन उन्हें याद रखना चाहिए कि कानून तो फेसबुक और इंस्टाग्राम पर भी लागू होता है और राहुल ने जो तस्वीर ट्विटर पर शेयर की थी वही तस्वीर फेसबुक और इंस्टाग्राम पर भी डाली है।
इस पर NCPCR ने फेसबुक और इंस्टाग्राम के अधिकारियों को सुनवाई के लिए नोटिस जारी किया है। इसलिए हो सकता है राहुल गांधी के ये दोनों अकाउंट भी लॉक हो जाएं और वो फिर सरकार के प्रेशर की बात करें। लेकिन ये याद रखना चाहिए कि अकाउंट तो रविशंकर प्रसाद का भी लॉक हुआ था और वो तब हुआ था जब वो देश के IT और कानून मंत्री थे। इसके अलावा ट्विटर ने संघ प्रमुख मोहन भागवत समेत RSS के बड़े-बड़े नेताओं का ट्विटर अकाउंट अनवैरीफाइड की कैटेगरी में डाल दिया था। लेकिन उस वक्त राहुल और कांग्रेस पार्टी ट्विटर के साथ खड़े थे। अब ट्विटर ने उनके खिलाफ एक्शन ले लिया तो ट्विटर को ‘सरकारी तोता’ बताने लगे। आज कल डिजिटल ज़माना है। जनता के पास नेताओं की हर बात का रिकॉर्ड रहता है। अगर कोई स्टैंड बदले तो जनता उसे तुरंत पकड़ लेती है।

A week after locking the account of Congress leader Rahul Gandhi, US social media platform Twitter Inc on Saturday unlocked his account and also of several other party leaders. This happened after a storm brewed after Twitter locked the accounts of nearly 5,000 party supporters for posting photograph of Rahul with the parents of a 9-year-old Dalit girl raped and murdered in Delhi.

Twitter had claimed that the posting of the photograph of the parents of a rape victim violated their privacy rules which “were enforced judiciously and impartially”. Since Rahul conducts his political campaign nowadays more via Twitter, he took umbrage when his account and the accounts of his party leaders and supporters were locked.

In a 90 second video on Friday, Rahul Gandhi lashed out at Twitter Inc accusing it of “interfering in the national political process”. He said, locking the Twitter accounts amounted to “an attack on the country’s democratic structure”. In the video titled ‘Twitter’s dangerous game”, Rahul Gandhi alleged that Twitter was no more a neutral and objective platform and that it was “beholden to the government”.

The Congress leader said, the social media platform was denying millions of his followers the right to an opinion, which was unfair. “It’s obvious now that Twitter is actually not a neutral, objective platform. It is a biased platform. It’s something that listens to what the government of the day says”, he said. “This is not, you know, simply shutting Rahul Gandhi down. I have 19-20 million followers. You are denying them the right to an opinion. “

Rahul Gandhi said: “As Indians, we have to ask the question: are we going to allow companies just because they are beholden to the Government of India to define our politics for us? Is this what this is going to come to, or are we going to define out politics on our own? That is the real question here.” He also issued a veiled warning: “..And for the investors, this is a very dangerous thing because taking sides in the political contest has repercussions for Twitter.” He did not elaborate.

The confrontation between Twitter and Congress party began after Twitter suspended Rahul’s account for posting the image of the rape victim’s parents, which was against privacy rules. Soon after, almost all top Congress leaders and nearly 5,000 Congress supporters posted the same image to offer a challenge to Twitter. The social media platform immediately locked all these accounts.

It may be recalled that on August 5, Rahul had visited the Dalit rape victim’s family, after which he had posted the image. This was in violation of Indian law too, because the identity of a rape victim cannot be revealed. The NCPCR (National Commission for Protection of Child Rights) complained to Twitter, which took action. Twitter handles of Congress leaders Ajay Maken, Manickam Tagore, Jitendra Singh, Sushmita Dev, Randeep Singh Surjewala and even the Indian National Congress were locked for posting the images.

Rahul Gandhi also took to Instagram and Facebook to tell his supporters: ‘Do not fear, Satyamev Jayate’. I am not surprised to read and watch what Rahul Gandhi is writing and saying. Only two months ago, when the then Law and Justice Minister Ravi Shankar Prasad had cautioned Twitter either to follow Indian rules or face action, it was Rahul who had praised Twitter saying it was a vehicle for freedom of expression. He has blamed the government saying it was trying to stifle the people’s voice by threatening to take action against Twitter.

When BJP spokesperson Sambit Patra posted a tool kit on Twitter, the social media platform blocked it saying it was “manipulated media”. The action then taken by Twitter warmed the cockles of the hearts of Congress leaders. When a Delhi Police team went to Twitter office in connection with a case, Rahul Gandhi and his party leaders questioned the action and defended Twitter. On May 25, Rahul Gandhi had tweeted; “Truth remains unafraid…Satya Darta Nahin”. When Twitter removed the blue ticks of some BJP and RSS leaders, Rahul Gandhi had remarked, this government appears to be more interested in blue ticks from Twitter.

Because of the growing political storm, Twitter Inc on Friday transferred its India managing director Manish Maheshwari to its San Francisco headquarters. For us in India, we should try to realize why Twitter has become so important, why it has become controversial by wading into political issues.

This social media platform from the US, on which anybody from across the world can post any comment or news free of cost, is 15-year-old and it has 20.6 daily active users throughout the world. Out of them, 2.2 crore active users are in India. Posting tweets on this platform provides great exposure. Twitter Inc has its own rules and policy, which, if violated, invites blocking of account.

In Rahul Gandhi’s case too, he identified the rape victim by posting his photograph with the victim’s parents, and this was a violation of Twitter’s privacy rules. Rahul and his party leaders are free to oppose this step, but when the accounts of some BJP leaders were locked by Twitter, Rahul and his partymen had supported that action in the past.

When agitating farmers entered the capital on January 26 this year during their tractor rally, videos of violence were posted on Twitter. The government objected to these videos, but Rahul Gandhi had then supported Twitter. Rahul has now become active on Facebook and Instagram, but he should know that these platforms also have to follow the laws of the land. NCPCR has already issued notices to Facebook officials summoning them for video hearing.

If Rahul’s accounts on Facebook and Instagram are locked, he may blame this action on the government again. One must remember that even the account of India’s IT minister Ravi Shankar Prasad was also locked, and Twitter had put the accounts of RSS chief Mohan Bhagwat and other RSS leaders in unverified category. At that time, Rahul and his party leaders were supporting Twitter’s action, but when their own accounts were locked, Congress leaders described the Twitter bird as a “caged parrot”.

In today’s digital age, people keep records of all comments made by leaders in the past, and if one takes a U-turn, the double standard is exposed immediately.

पूरे देश ने गुरुवार को राज्यसभा में हुए हंगामे की उस तस्वीर को देखा जो बेहद शर्मनाक है। सदन के अंदर सांसद पुरुष और महिला मार्शलों के साथ धक्का-मुक्की और हाथापाई करते नजर आए। सदन के अंदर हुई धक्का-मुक्की और हाथापाई के लिए सरकार और विपक्ष दोनों ने एक-दूसरे को जिम्मेदार ठहराया।

विपक्षी सांसदों के साथ संसद भवन से विजय चौक तक मार्च करने के बाद कांग्रेस नेता राहुल गांधी और मल्लिकार्जुन खड़गे और शिवसेना नेता संजय राउत ने आरोप लगाया कि राज्यसभा में विरोधी दलों के सांसदों को पिटवाने के लिए बाहर से गुंडे बुलाए गए थे और उन्हें मार्शल की ड्रेस पहनाकर संसद में तैनात किया गया था। पीयूष गोयल, अनुराग ठाकुर और प्रह्लाद जोशी सहित सरकार के आठ मंत्रियों ने इसे सरासर झूठ बताते हुए खारिज कर दिया। इन लोगों ने आरोप लगाया कि कुछ सांसदों ने हाथापाई के दौरान एक महिला मार्शल को घायल कर दिया था।

पीयूष गोयल ने इल्जाम लगाया कि कुछ सांसदों ने एक महिला मार्शल के साथ हाथापाई की और उसे खींचकर गिरा दिया। फिर राज्यसभा का वो वीडियो भी सामने आया जिसमें साफ दिख रहा है कि महिला मार्शल के साथ धक्कामुक्की हो रही है। इस पर विपक्ष के नेताओं ने आरोप लगाया कि सरकार ने सेलेक्टिव वीडियो जारी किया है। संजय राउत ने यहां तक कह दिया कि उन्हें ऐसा लगा कि वह हिंदुस्तान-पाकिस्तान की बॉर्डर पर हैं।

गुरुवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में मैंने हंगामे के समय सभी वीडियो क्लिप और सदन के अंदर मौजूद सभी सुरक्षा अधिकारियों (मार्शल) की लिस्ट दिखाई। मैंने विपक्ष के इस आरोप को जांचने के लिए 42 मार्शलों में से हर एक की पहचान की कि बाहरी लोगों को मार्शल की वर्दी में लाया गया था या नहीं। मैंने मार्शलों की मेडिकल रिपोर्ट भी दिखाई, जिन्हें चोटें आई हैं।

राहुल गांधी ने यह आरोप लगाते हुए कि बाहर से मार्शल की वर्दी पहनकर आए आरएसएस के लोगों ने सांसदों को पीटा, राज्यसभा के चेयरमैन की गरिमा और निष्पक्षता पर सवाल उठाए। ये बहुत गंभीर बात है। पूर्व में विपक्ष प्रधानमंत्री और अन्य मंत्रियों के खिलाफ आरोप लगाता था लेकिन आज तक कभी ऐसा नहीं हुआ कि चेयरमैन की निष्पक्षता पर सवाल उठाया गया हो। ये पहली बार हुआ है। विपक्ष ने राज्यसभा के सभापति वैंकेया नायडू पर संदेह की उंगली उठाकर उनके आंसुओं का मजाक उड़ाया है।

राहुल गांधी पिछले 17 साल से संसद के सदस्य हैं और देश की सबसे पुरानी पार्टी के अध्यक्ष रह चुके हैं। उनके द्वारा लगाए गए इस तरह के गंभीर आरोप की विस्तार से जांच की जरूरत है।

अपने शो में मैंने आपको वह फुटेज दिखाया जो कैमरे में रिकॉर्ड तो हुए लेकिन प्रसारण के सख्त नियमों के कारण टीवी पर टेलीकास्ट नहीं हुए। शाम 6 बजकर 2 मिनट पर बीमा संशोधन विधेयक सदन के अंदर पेश किया जा रहा था उसी समय तृणमूल कांग्रेस के नेता डेरेक ओ’ब्रायन ने अपनी पार्टी की सहयोगी डोला सेन की ओर इशारा किया। डोला सेन अपनी पार्टी की सांसद शांता छेत्री के गले में एक रस्सी जैसे कपड़े को बांधकर वेल में पहुंच गईं और नारे लगाने लगीं। इस दौरान विरोधी दलों के दूसरे सांसद अपनी सीटों पर खड़े होकर नारेबाजी कर रहे थे।

जैसे ही डोला सेन और शांता छेत्री चेयर की ओर बढ़ीं, मार्शल आगे बढ़े और चेयरमैन के आसन को घेर लिया। ऐसा लगा कि वो पूरे एरिया को चारों तरफ से सुरक्षित करना चाहते हैं। उस समय बीजू जनता दल के सस्मित पात्रा चेयर पर बतौर पीठासीन अधिकारी मौजूद थे।

शाम करीब छह बजकर पांच मिनट पर कांग्रेस, तृणमूल कांग्रेस और शिवसेना के सांसद वेल में पहुंच गए और नारेबाजी करने लगे। उन्होंने रिपोर्टर्स की मेज के चारों ओर एक घेरा बना लिया। 6 बजकर 22 मिनट पर डोला सेन ने पहले लीडर ऑफ द हाउस पीयूष गोयल को धक्का दिया और फिर संसदीय कार्य मंत्री प्रह्लाद जोशी का रास्ता रोकने की कोशिश की। शाम 6 बजकर 26 मिनट पर कांग्रेस के व्हिप लीडर नासिर हुसैन, शिवसेना की राज्यसभा सांसद प्रियंका चतुर्वेदी और तृणमूल कांग्रेस की अर्पिता घोष ने चेयर की तरफ पेपर फाड़कर फेंके।

जब मैंने दूसरे कैमरों के फुटेज देखे तो ये देखकर हैरान रह गया कि तृणमूल कांग्रेस के सांसद जब वेल में हंगामा कर रहे थे उस वक्त तृणमूल कांग्रेस के एमपी सुखेन्दु शेखर रॉय इंश्योरेंस बिल पर भाषण दे रहे थे। इसके बाद बिल पर BJD और AIADMK के नेता भी बोले। ऐसा लगा कि सदन में कार्यवाही चलने लगी है। कुछ ही देर में जब विरोधी दलों के कुछ नेताओं को लगा कि सदन चलने लगा तो फिर वे एकदम एग्रेसिव हो गए, नारेबाजी करने लगे, धक्कामुक्की शुरू हुई, पेपर फाड़कर चेयर की तरफ फेंके गए और करीब 24 सांसद वेल में दाखिल हो गए।

इसके बाद वहां मार्शल ने रिपोर्टर्स की टेबल को घेर लिया था। महिला मार्शल को देखकर विरोधी दलों के नेताओं ने अपनी महिला सांसदों को आगे किया। छत्तीसगढ़ से कांग्रेस की सांसद फुलो देवी नेताम और छाया वर्मा रिपोर्टर्स की टेबल के सामने खड़ी लेडी मार्शल को हटाने की कोशिश करने लगीं। जिससे पुरूष सासदों के चेयर और रिपोर्टर्स की टेबल तक पहुंचने का रास्ता क्लीयर किया जा सके। इसके बाद फुलो देवी नेताम और छाया वर्मा ने पहले लेडी मार्शल से हाथापाई और फिर धक्कामुक्की की।

वीडियो फुटेज में इस बात के सबूत हैं कि फुलो देवी नेताम ने महिला मार्शल की गर्दन पकड़ रखी थी और अपने सिर से उसके चेहरे पर हमला करने की कोशिश भी की। जिस महिला के साथ ये बदसलूकी हुई उसका नाम अक्षिता भट्ट है। वह राज्यसभा में सुरक्षा सहायक हैं। उसकी गर्दन पर चोट के निशान थे और शरीर के कुछ हिस्सों में सूजन थी। मेरे पास सबूत के तौर पर उसकी मेडिकल रिपोर्ट है जो पार्लियामेंट हाउस के CGHS के सीएमओ की साइन की हुई है। अक्षिता के कंधे और छाती की एक्स-रे रिपोर्ट में गंभीर चोटें आई हैं।

अक्षिता भट्ट ने अपनी शिकायत में कांग्रेस के 2 सांसद फूलो देवी नेताम और छाया वर्मा पर मारपीट करने का आरोप लगाया है। उसने अपनी शिकायत में कहा, ‘मैंने संयम बनाए रखा और और पीछे नहीं हटी। इस वजह से मुझे कई जगह चोटें आई हैं।’ अक्षिता की बाईं कलाई और बाएं कंधे पर सूजन आ गई है।

सदन की कार्यवाही छह बजकर दस मिनट पर स्थगित की गई लेकिन फिर 15 मिनट के बाद राज्यसभा की कार्यवाही शुरू हुई। कांग्रेस सांसद रिपुन बोरा चेयर की तरफ चढ़ने की कोशिश करते दिखाई दिए। इसके बाद रिपुन बोरा रिपोर्टर्स की टेबल पर चढ़कर चेयर की तरफ जाना चाह रहे थे। करीब 7 से 8 मिनट बाद वहां तृणमूल कांग्रेस के सांसद डेरेक ओ’ब्रायन आए। उनके हाथ में मोबाइल था और वे सारा हंगामा रिकॉर्ड कर रहे थे। टीएमसी की अर्पिता घोष, मौसम नूर और डोला सेन सदन की पहली कतार में बेंच पर खड़ी थीं। हैरानी की बात ये है कि एक तरफ विरोधी दलों के सांसद हंगामा कर रहे थे तो दूसरी तरफ इसी हंगामे के बीच आरजेडी के मनोज झा और आम आदमी पार्टी के सासंद सुशील कुमार गुप्ता चर्चा में हिस्सा ले रहे थे।

राज्यसभा में क्या हुआ, कैसे हुआ, किसने क्या किया, ये बताने की जरूरत नहीं है। बुधवार की शाम को सदन के अंदर जो हुआ उसकी 20 से अधिक तस्वीरें मेरे पास हैं।

कैमरे की फुटेज में कौन किसको मारा, यह बताने की जरूरत नहीं है। बुधवार की शाम को सदन के अंदर जो हुआ उसकी 20 से अधिक तस्वीरें मेरे पास हैं। बुधवार शाम जिस वक्त डोला सेन और शांता छेत्री ने कपड़े का फंदा बनाकर वेल में नारे लगाए, उसके कुछ देर बाद कांग्रेस सांसद फुलो देवी नेताम ने पेपर फाड़कर चेयर की तरफ फेंका, ये सारी तस्वीरें हैं। जिस वक्त लीडर ऑफ हाउस पीयूष गोयल और संसदीय कार्य मंत्री प्रह्लाद जोशी चेयरमैन के चेंबर से सदन में दाखिल हो रहे थे तब डोला सेन ने दोनों का रास्ता रोका। इसके बाद कांग्रेस सांसद नासिर हुसैन ने शिवसेना के एमपी संजय राउत को सिक्योरिटी ऑफिशियल्स के आगे कर दिया जिससे टेबल ऑफ द हाउस को घेरा जा सके और फिर उन्हें वापस अपनी तरफ खींचा। उसी वक्त कुछ और सांसद ई करीम, रिपुन बोरा, बिनोय बिस्वम और अखिलेश प्रसाद सिंह वेल में आ गए। CPM के राज्यसभा सांसद ई. करीम ने एक मार्शल से धक्कामुक्की की और मार्शल का गला दबाया। इन्ही तस्वीरों में एक लेडी मार्शल को खींचने और घसीटने की भी तस्वीर है। वेल के अंदर उनके साथ मारपीट की गई। पूरी घटना कैमरे में रिकॉर्ड है।

राहुल गांधी ने आरोप लगाया कि आरएसएस के बाहरी लोगों को बड़ी संख्या में मार्शल के रूप में विपक्ष की आवाज को दबाने के लिए तैनात किया गया था। पीयूष गोयल राज्यसभा में नेता सदन हैं और उन्होंने बताया कि कल सदन में सिर्फ 30 मार्शल थे। उनमें 12 महिला मार्शल और 18 पुरुष मार्शल थे। गोयल ने कहा कि ये सदन में रिपोर्टर टेबल और चेयर की सुरक्षा के लिए जरूरी था।

राहुल गांधी ने जो आरोप लगाया वह बेहद गंभीर है। संसद के अंदर मार्शल की वर्दी में बाहरी लोगों को कैसे लाया जा सकता है? वह खुद राज्यसभा के सभापति से सवाल कर रहे हैं।

हमें पता होना चाहिए कि मार्शल सरकार द्वारा नियुक्त नहीं किया जाता है। मार्शल की नियुक्ति सदन के अध्यक्ष द्वारा की जाती है। जिस वक्त पिछड़े वर्ग से संबंधित बिल पर चर्चा हो रही थी उस वक्त हाउस में 14 मार्शल ही थे जिनमें दो लेडी मार्शल थी। जैसे ही विरोधी दलों के सासंदों ने नारेबाजी शुरू और हंगामे की आशंका बढ़ी तो एहतिहात के तौर पर कुल 42 मार्शल को तैनात किया गया। ज्यादातर मार्शल्स को रिपोर्टर्स टेबल के चारों तरफ खड़ा किया गया ताकि वो एक दीवार बना लें जिससे 10 अगस्त जैसी हरकत दोबारा न हो सके। कोई MP रिपोर्टर्स टेबल पर चढ़कर हंगामा न कर सके।

अपने शो में मैंने उन सभी 42 मार्शलों का नाम लिया जिन्हें उनके पदनाम के साथ सदन में तैनात किया गया था। उनका नेतृत्व राजीव शर्मा, विशेष निदेशक (सुरक्षा) कर रहे थे, जिसमें चार अतिरिक्त निदेशक, एक संयुक्त निदेशक, चार उपनिदेशक, आठ सहायक सुरक्षा अधिकारी और छह सुरक्षा सहायक शामिल थे। ये 24 मार्शल राज्यसभा सुरक्षा से हैं। बाकी लॉबी में तैनात सुरक्षा अधिकारी थे और उन्हें सपोर्ट के लिए बुलाया गया था। 42 मार्शलों में 31 पुरुष और 11 महिलाएं थीं। राज्यसभा में एक और सुरक्षा सहायक राकेश नेगी ने भी मारपीट की शिकायत दर्ज कराई है। राकेश नेगी राज्यसभा में सिक्योरिटी असिस्टेंट हैं । उन्होंने आरोप लगाया कि माकपा सांसद ई. करीम और शिवसेना सांसद अनिल देसाई ने उन पर हमला किया। करीम ने उनकी गर्दन पकड़ ली और घसीटने लगे जिसकी वजह से उनका दम घुटने लगा।

कई अनुभवी विपक्षी नेताओं ने इस धक्कामुक्की और हाथापाई की घटना को अपनी आंखों से देखा फिर भी वे सच्चाई को स्वीकार नहीं कर रहे हैं। भले ही उन्हें सभी मार्शलों के नाम और सभी कैमरा फुटेज क्यों न दिखाए जाएं। उनकी अपनी मजबूरियां हो सकती हैं। लेकिन मामले की वजह क्या थी? आखिर क्या था विवाद?

असल में विरोधी दलों ने मॉनसून सेशन की शुरुआत से ही ये तय कर रखा था कि सदन की कार्यवाही किसी कीमत पर नहीं चलने देनी है। चूंकि बुधवार सुबह सरकार के साथ विरोधी दलों की ये सहमति बन गई थी कि पिछडे़ वर्ग से जुड़े संविधान संसोधन बिल पर चर्चा होगी और विरोधी दल भी उसमें हिस्सा लेंगे। यहां तक तो ठीक था। लेकिन सरकार चाहती थी कि जो दो बिल और बचे हैं उन्हें भी पास कराने में विपक्ष सहयोग करे। विरोधी दलों के नेताओं ने कहा कि बाकी बिलों पर चर्चा तब होगी जब सरकार उनके मुद्दों पर चर्चा कराए। इस पर सरकार की तरफ से कहा गया कि अगर जरूरत पड़ी तो सरकार सोमवार तक सदन की कार्यवाही बढ़ा सकती है लेकिन विरोधी दल फिर भी तैयार नहीं हुए। बस यहीं से टकराव की शुरूआत हुई।

जिन मार्शल्स को तैनात किया गया था वे सब पार्लियामेंट के कर्मचारी थे। कोई बाहरी नहीं था। ये सारी बातें रिकॉर्ड पर हैं। वे राज्यसभा के कर्मचारी हैं। इन लोगों को माननीय सदस्य जानते हैं, रोज इनसे मिलते हैं। ये सही है कि ज्यादा संख्या में मार्शल्स की तैनाती थी। किसी भी अप्रिय घटना को रोकने के लिए बुधवार शाम को 42 मार्शल तैनात किए गए थे। यहां तक कि लोकसभा के सुरक्षा कर्मचारियों की भी मांग की गई थी। फिर भी, विपक्षी नेता यह मानने को तैयार नहीं हैं कि उन्होंने हाथापाई की और मार्शलों को धक्का दिया। जब वीडियो फुटेज दिखा दिया तो ये कहने लगे कि वीडियो के साथ छेड़छाड़ हो सकती है। वे यह मानने को तैयार नहीं हैं कि उनकी ही पार्टी के सहयोगियों ने वेल के अंदर धक्कामुक्की और हाथापाई की।

राज्यसभा के सभापति वेंकैया नायडू का एक लंबा राजनीतिक अनुभव रहा है। उन्होंने हमेशा पद की गरिमा का ख्याल रखा है। उन्होंने विरोधी दलों के सम्मान की चिंता की है और सबको बोलने का मौका दिया है। उन्होंने किसी की आवाज दबाने की कोशिश नहीं की। लेकिन अगर कोई टेबल पर चढ़ जाए, रूल बुक फाड़ कर चेयर की ओर फेंके तो वह इसे नजरअंदाज कैसे कर सकते हैं। और सबसे बड़ी दुख की बात है कि आज देश संकट में है। लॉकडाउन की वजह से लोगों को रोजगार खोना पड़ रहा है। जब पूरा देश कोरोना जैसी महामारी से लड़ रहा है, पार्लियामेंट में सांसद बहस करने की बजाए हंगामा कर रहे हैं, सदन की कार्यवाही को बाधित कर रहे हैं और मार्शल से धक्कामुक्की कर रहे हैं।

इससे भी ज्यादा दुख की बात ये है कि इस पूरे घटनाक्रम को सियासी रंग देने की कोशिश की गई। विरोधी दलों के नेता बार-बार ये कहते रहे कि उन्हें बोलने नहीं दिया गया। वीडियो दिखाते हैं कि आरक्षण के बिल पर विपक्षी दलों के नेता बोले भी और उन्होंने सुना भी। ये कहना भी सरासर गलत है कि पहली बार मार्शल बुलाए गए, ऐसा पहले कभी नहीं हुआ।

मुझे याद है मणिराम बागड़ी और राजनारायण जैसे वरिष्ठ सांसदों को इंदिरा गांधी के शासन के दौरान कई बार मार्शलों ने हाउस से घसीटते हुए बाहर निकाला था। विपक्षी दलों का ये कहना था कि मार्शल्स ने उनके साथ हाथापाई की। महिला सांसदों की पिटाई की। वीडियो सामने आया तो कहा कि सरकार ने सेलेक्टेड वीडियो रिलीज किए हैं। वीडियो फुटेज से इससे साबित होता है कि विरोधी दलों के नेताओं ने हंगामा किया, मार्शल के साथ हाथापाई और मारपीट की।

विपक्ष का यह आरोप कि मार्शल की वर्दी में बाहरी लोगों को सदन के अंदर लाया गया, ये बिल्कुल झूठ और बेबुनियाद बात है। ये मार्शल राज्यसभा की सुरक्षा व्यवस्था का हिस्सा हैं, जो सालों से काम कर रहे हैं। इन लोगों को बाहर से आए गुंडे और आरएसएस का एजेंट करार देना, इन सिक्योरिटी अफसरों के साथ अन्याय है। सरकार और विरोधी दलों के टकराव में जिस तरह विरोधी दलों के नेताओं ने सुरक्षा कर्मचारियों को मोहरा बनाने की कोशिश की, उसे मैं ठीक नहीं मानता। हमें कभी नहीं भूलना चाहिए कि ये वही सुरक्षा कर्मचारी हैं जिन्होंने 13 दिसंबर, 2001 को संसद पर हुए आतंकवादी हमले के वक्त अपने सीने पर गोलियां खाई थी। अपनी जान पर खेलकर संसद को बचाया था।

सवाल संसद की गरिमा और लोकतंत्र की प्रतिष्ठा का है। मुझे लगता है कि राज्यसभा के चेयरमैन को इस मामले में सख्त कार्रवाई करनी चाहिए। जो भी दोषी हो सजा देनी चाहिए। मैं एक और बात कहना चाहता हूं कि अब तक जितनी बातें सामने आई हैं उससे साफ है कि विरोधी दल पहले ही तय कर चुके थे कि वे संसद में हंगामा करेंगे। किसी भी कीमत पर संसद की कार्रवाई चलने नहीं देंगे। विपक्ष ने वही किया जो वो पहले से तय कर चुके थे लेकिन उन्होंने इसका सारा इल्जाम उल्टा सरकार पर डाल दिया। इसे किसी भी कीमत पर जायज नहीं ठहराया जा सकता। मैं तो यही उम्मीद करूंगा कि जो हंगामा इस सेशन में हुआ और जैसी तस्वीरें इस बार देखने को मिलीं, वे आगे देखने को न मिलें। इसके लिए जरुरी है कि सभी दलों के सांसद आपस में बैठें, चेयरमैन की सलाह लें और आपस में तय करें कि आगे से ऐसी घटना न हो ताकि संसद सुचारू रूप से चले।

The entire nation watched on Thursday the ugly spectacle of MPs in Rajya Sabha wrestling with male and female marshals inside the well of the House. The incident had taken place on Wednesday evening when the Insurance Amendment Bill was being passed. Both the government and the opposition blamed each other for the jostling and shoving that took place inside the House.

Congress leaders Rahul Gandhi and Mallikarjun Kharge, and Shiv Sena leader Sanjay Raut, after marching from Parliament to Vijay Chowk with other opposition MPs, alleged that MPs were “beaten up” by “outsiders from RSS wearing the uniform of marshals”. This was promptly rejected as a “bunch of lies” by at least eight ministers of the government, including Piyush Goyal, Anurag Thakur and Pralhad Joshi, who alleged that some of the MPs injured a woman marshal during the melee.

Piyush Goyal alleged that some of the MPs beat up a woman marshal and she fell on the floor. Video of Rajya Sabha surfaced which clearly showed the woman marshal was being shoved by several MPs. The opposition alleged that only selective videos were being released by the government. Sanjay Raut said he felt as if he was standing at the India-Pakistan border.

In my prime time show ‘Aaj Ki Baat’ on Thursday night, I showed all the video clips and the list of all security officers (marshals) present inside the House at the time of commotion. I identified each of the 42 marshals by name to check whether the opposition’s charge that outsiders were brought in the uniform of marshals was valid or not. I also showed medical reports of marshals who suffered injuries.

By alleging that MPs were “beaten up” by outsiders from RSS wearing uniform of marshals, Rahul Gandhi has questioned the sanctity and impartiality of the Chair. This never happened before. In the past, the opposition used to level charges against the Prime Minister and other ministers, but never against the Chair. This was unprecedented. By raising the finger of suspicion at Rajya Sabha chairman, the opposition has made a mockery of the tears shed by Venkaiah Naidu inside the House on Wednesday.

Rahul Gandhi has been a member of Parliament for 17 years and has been the president of the oldest political party in India. Such a serious charge levelled by him requires detailed scrutiny.

In my show, I showed the footage inside the House taken on camera but not shown in the live telecast due to strict rules on telecast of proceedings. At 6.02 pm, when the insurance amendment bill was being moved inside the House, Trinamool Congress leader Derek O’Brien gestured towards his party colleague Dola Sen. The latter took another party colleague Shanta Chhetri with her, with a cotton like hanging rope coiled around Shanta’s neck, and Dola Sen holding the other end of the rope. Both of them stood inside the well of the House and were chanting slogans. Other opposition MPs were shouting slogans from their benches.

As Dola Sen and Shanta Chhetri proceeded towards the space beneath the Chair’s podium, marshals came and guarded the Chair. The marshals wanted to secure the entire well and space around the Chair. Sasmit Patra of Biju Janata Dal was then in the chair as presiding officer.

At around 6.05 pm, Congress, Trinamool Congress and Shiv Sena MPs entered the well and chanted slogans. They formed a ring around the reporters’ table. As per the video, at 6.22 pm, Dola Sen pushed the Leader of the House Piyush Goel and tried to obstruct Parliamentary Affairs Minister Pralhad Joshi. At 6.26 pm, Congress whip Naseer Hussain, TMC MP Arpita Ghosh and Shiv Sena MP Priyanka Chaturvedi, tore papers and threw the shreds towards the chair.

When I checked footage from other cameras, I was surprised to watch TMC MP Sukhendu Shekhar Roy speaking on the bill, even as his party colleagues were trying to disrupt the proceedings. Soon after BJD and AIADMK members also took part in the debate, and it appeared as if the proceedings have returned to normal. Within seconds, opposition MPs became aggressive, started sloganeering, tore papers and threw the shreds, and nearly 24 MPs entered the well.

By then, the marshals, including lady staff, had formed a cordon around the reporters’ table and then female MPs took charge. Two Congress MPs Phulo Devi Netam and Chhaya Verma tried to physically remove female marshals from their spot. Both the female MPs were seen jostling and shoving a lady marshal.

The video clearly showed that Phulo Devi Netam had caught hold of the neck of the lady marshal and was trying to hit her with her head. The name of the lady marshal is Akshita Bhatt. She is a Security Assistant in Rajya Sabha. She had injuries on her neck and swellings on some portions of her body. I have a medical report on her signed by the CMO of the CGHS dispensary in Parliament. Her shoulder and chest x-ray reports showed serious injuries.

In her complaint, Akshita Bhatt has named the two Congress MPs Netam and Chhaya Verma of holding her arms and beating her. In her complaint, she said, she tried to exercise utmost restraint and did not hit back. In the process, she had swellings on her left wrist and left shoulder.

The House was adjourned at 6.10 pm but when it resumed after 15 minutes, Congress Assam unit chief Ripun Bora tried to stand on the reporters’ table and wanted to go towards the Chair. Seven to eight minutes later, TMC leader Derek O’Brien came to the house. He was holding his cellphone and was recording the melee on his camera. His party colleagues, Arpita Ghosh, Mausam Noor and Dola Sen stood on the members’ bench. The surprising part was that, RJD MP Manoj Jha and AAP MP Sushil Kumar Gupta were taking part in debate even as the opposition members were trying to disrupt proceedings.

No need to say who hit whom after all that have appeared in the camera footage. I have more than 20 still images of what happened inside the House on Wednesday evening.

These images depict Dola Sen and Shanta Chhetri walking towards the well with a cotton hanging rope, Dola Sen trying to physically prevent two ministers Piyush Goyal and Pralhad Joshi who were entering the House from the passage leading towards the Chairman’s chamber. There are images of Congress MP Naseer Hussain asking Shiv Sena leader Sanjay Raut to move towards the reporters’ table. By that time, more MPs Ripun Bora, E. Kareem, Benoy Viswam and Akhilesh Pratap Singh had reached the well. There is the image of CPI(M) MP E. Kareem holding the neck of a marshal, there was another image of a lady marshal being dragged and beaten up.

Rahul Gandhi had alleged that a large number of outsiders from RSS posing as marshals were deployed to “stifle the voice” of the opposition. According to Piyush Goyal, only 30 marshals were present in the House, 12 female and 18 male. They were required to protect the Chair and the reporters’ table.

What Rahul has alleged is very serious. How can outsiders be brought in the uniform of marshals inside Parliament? He is questioning the Rajya Sabha Chairman himself.

Marshals, we should know, are not appointed by the government. Marshals are appointed by the chairman of the House. When the Constitution Amendment Bill was being debated a few hours ago inside Rajya Sabha, only 14 marshals, including two female, were present. But when the melee began, all the 42 marshals were deployed inside the House to prevent violence. Most of the marshals formed a cordon around the reporters’ table to prevent a repeat of what happened on August 10, when MPs stood on the table and threw papers and rule book at the Chair.

In my show, I named all the 42 marshals who were deployed in the house along with their designations. They were led by Rajeev Sharma, Special Director (Security), aided by four additional directors, one joint director, four deputy directors, eight Assistant Security Officers, and six Security Assistants. These 24 marshals are from Rajya Sabha security. The rest were security officers deployed in the lobbies and were called for support. Among the 42 marshals were 31 male and 11 females. There is another complaint from a security assistant Rakesh Negi, who alleged that CPI(M) MP E. Kareem and Shiv Sena MP Anil Desai attacked him. Kareem caught him by the scruff of his neck and caused him suffocation and injuries.

Several seasoned opposition leaders watched the melee with their own eyes, and yet they are not going to accept the truth, even if the names of all marshals and all the camera footages are shown to them. They may have their own compulsions. But what was the crux of the matter? What was the dispute all about?

It so happened, that the opposition after stalling proceedings from Day One, had agreed on Wednesday to get the OBC Constitution Amendment Bill passed peacefully. After the bill was passed unanimously, the government wanted two more pending bills to be passed, and that led to the opposition causing a melee.

It is a fact that the Hon’ble Rajya Sabha leaders, who have been alleging that outsiders had been brought in as marshals, know these marshals by name, because they interact with them on a daily basis. It is also true that 42 marshals were deployed on Wednesday evening to prevent any ugly recurrence. Even security staff from Lok Sabha were also requisitioned. And yet, the opposition leaders are unwilling to admit that they scuffled and shoved the marshals. They are unwilling to admit that these are raw camera footages from the Rajya Sabha archives. They are unwilling to admit that their own party colleagues instigated the shoving and jostling inside the well.

Rajya Sabha chairman Venkaiah Naidu is a seasoned parliamentarian and politician. He knows how to stick to parliamentary ethics and rules for conduct of proceedings. He cares for the dignity and respect of Opposition members too. Throughout his tenure as Chairman, he always allowed opposition members to speak. He never tried to stifle anybody’s voice. But as a parliamentarian with conscience, he could not have remained silent watching a bunch of MPs standing on the reporters’ table, shouting slogans and throwing the rule book at the Chair.

The saddest part is that at a time when the entire nation is battling with a deadly pandemic, with people losing employment due to frequent lockdowns, our members of Parliament, instead of debating serious issues, tried to disrupt proceedings continuously for almost a month, and then resorted to an ugly duel with the security staff.

The sadder part is that this controversy was sought to be given a political motive. The opposition leaders alleged that they were not allowed to speak. The smooth debate on the OBC Constitution Amendment Bill clearly showed that the opposition not only listened, but also spoke. To allege that marshals were brought in for the first time inside the House is not true.

I have seen opposition leaders like Maniram Bagri and Raj Narain being dragged by marshals from inside the House during Indira Gandhi’s rule. The opposition has alleged that marshals beat up some MPs and misbehaved with some of their female colleagues. But the camera footage makes it clear that their allegation is a white lie. On the contrary, the footage clearly shows that some of the MPs jostled, shoved and beat up the marshals.

The opposition’s allegation that outsiders were brought inside the House in the uniforms of marshals does not hold water. These marshals are part of the Rajya Sabha security staff, who have been working since years. It is a sacrilege to use security staff as pawns in the political game that is being played. Remember, these are from the famous Rajya Sabha security staff, who took terrorists’ bullets on their chests to protect the lives of members during the infamous Parliament attack on December 13, 2001.

The ultimate question is of the dignity and decorum of Parliament. It relates to the prestige of Indian democracy. I would request the Rajya Sabha Chairman to take up this matter seriously and ensure that stringent punishment is given to the offenders. Let us hope that such scenes are not repeated in future. Let the leaders of all parties sit together, let them take the Chairman’s advice and ensure that Parliament is run smoothly, in future.

संसद में बुधवार को परंपरा हार गई और हंगामा जीत गया। विपक्ष के लगातार हंगामे के कारण संसद का पूरा मानसून सत्र बर्बाद हो गया। राज्यसभा और लोकसभा, दोनों सदनों की कार्यवाही को निर्धारित समय से दो दिन पहले अनिश्चितकाल के लिए स्थगित करना पड़ा। हालांकि मानसून सत्र 13 अगस्त तक चलना था लेकिन जिस तरह से संसद चल रही थी उसे चलना नहीं कहा जा सकता। वो बस दिखावे की कार्यवाही रह गई थी। विपक्षी दलों के पास अपने तरीके थे और जो वे चाहते थे, वो करवा लिया। उन्होंने संसद में न तो चर्चा और न ही कोई सामान्य कार्यवाही होने दी।

इस मुद्दे पर मानसून सत्र के पहले दिन यानी 19 जुलाई से ही सभी विपक्षी पार्टियां एकजुट थीं। लेकिन मंगलवार को राज्यसभा के अंदर जिस तरह का उपद्रव हुआ कोई नहीं चाहता कि वैसी घटना दोबारा हो। सदन स्थगित होने के बाद कुछ सदस्य रिपोर्टर्स टेबल पर चढ़ गए और रूल बुक को चेयर की ओर फेंक दिया।

इसे विरोधी दल अपनी ‘जीत’ मान सकते हैं लेकिन यह लोकतान्त्रिक मर्यादाओं और परंपराओं की बड़ी ‘हार’ है। विपक्ष ने संसद की पवित्रता को भंग कर दिया।राज्य सभा के सभापति एम. वेंकैया नायडू सदन की कार्यवाही शुरू होते ही राज्यसभा में हुए हंगामे पर अपनी बात कहते-कहते रो पड़े। वेंकैया ने कहा कि विपक्ष के सांसदों ने जो किया उससे वे मंगलवार की रात सो नहीं पाए।

उन्होंने कहा कि संसद लोकतंत्र का सर्वोच्च मंदिर होता है और इसकी पवित्रता पर आंच नहीं आने देना चाहिए। उन्होंने कहा कि आधिकारियों की मेज और उसके आसपास का हिस्सा सदन के पवित्र गर्भ गृह की तरह है। उन्होंने कहा-‘जिस तरह कल सदन की पवित्रता भंग की गई, उससे मैं बेहद दुखी और आहत हूं। कुछ सदस्य सदन की आधिकारिक मेज पर चढ़ गए, कुछ मेज पर बैठ गए, शायद वो अपनी इस बेअदबी हरकतों को ज्यादा ज्यादा दिखाना चाहते हों… मेरे पास अपनी पीड़ा जाहिर करने और कल की घटना की निंदा करने के लिए शब्द नहीं हैं। मैं पिछली रात सो नहीं पाया।’

इसके बाद नायडू की आंखों से आंसू निकल पड़े। लंबी चुप्पी के बाद उन्होंने कहा, मुझे पता नहीं चल रहा कि प्रतिष्ठित उच्च सदन की गरिमा को इस तरह से चोट पहुंचाने की वजह क्या है। मैं वजह जानने के लिए काफी कोशिस कर रहा हूं। उन्होंने कहा कि हमारे मंदिरों में जब श्रद्धालु जाते हैं तो उन्हें एक निश्चित स्थान तक जाने की अनुमति होती है, गर्भगृह से आगे वे नहीं जा सकते। उन्होंने कहा कि सदन के बीचों-बीच आना या इसके गर्भगृह में प्रवेश करना इसकी पवित्रता को भंग करने जैसा है और पिछले कुछ वर्षों से ऐसा अक्सर हो रहा है।

राज्यसभा के चैयरमैन वेंकैया नायडू को मैं बहुत बरसों से जानता हूं। वे बहुत सरल, सहज और भावुक व्यक्ति हैं। वे हमेशा परंपराओं, संस्कृति और सार्वजनिक जीवन में गरिमा के हिमायती रहे हैं। उनकी आंखों में आंसू देखकर दुख हुआ। वेंकैया नायडू ने सदन को हमेशा गरिमा और संयम से चलाया। नायडू ने सबको साथ लेकर चलने की कोशिश की लेकिन जिस तरह विरोधी दलों के नेता टेबल पर चढ़कर शोर मचाते रहे, कागज फाड़ते रहे, रूल बुक फेंकी, ये संसद की परंपरा और इसके शिष्टाचार के अनुरुप तो नहीं है।

संसद में विरोध के कई तरीके हैं। एक-दो दिन हंगामा भी होता है। कभी-कभार पोस्टर भी लहराए जाते हैं। लेकिन शुरुआती हंगामे के बाद अक्सर पूरा सदन बैठता है और विस्तार से बहस और चर्चा होती है। लेकिन पूरा का पूरा सत्र हंगामे और शोर-शराबे की भेंट चढ़ जाए तो इसे जस्टिफाई कैसे किया जा सकता है। ऐसा पहली बार हुआ है जब पूरा का पूरा सत्र कुछ राजनीतिक दलों की सनक के चलते बाधित हुआ है। इस तरह के काम को कोई भी सही नहीं ठहरा सकता। मेरा व्यक्तिगत तौर पर मानना है कि विपक्ष ने पूरे सत्र को बाधित करके बहुत बड़ी गलती की है। कोरोना की दूसरी लहर के दौरान हुई मौतें, किसानों और पैगसस के मुद्दे पर सरकार को घेरा जा सकता था।

विपक्ष की तरफ से सरकार से मुश्किल सवाल पूछे जा सकते थे। ये सारे के सारे मुद्दे ऐसे हैं जिस पर सरकार को तर्कों से घेरे जाने की जरुरत थी। किसी भी सरकार के मंत्रियों के लिए संसद का सत्र इम्तिहान की तरह होता है। इस दौरान मंत्री के धैर्य और प्रतिभा की भी रोज परीक्षा होती है। क्योंकि उन्हें तथ्यों और तर्कों से लैस होकर सदन में जवाब देना पड़ता है। पूरी तैयारी करनी पड़ती है। लेकिन पूरे मानसून के दौरान विपक्ष ने तो कुछ पूछा ही नहीं। किसी बात पर बहस नहीं की तो मंत्रियों के लिए तो ये एक तरह से अच्छा हो गया लेकिन सवाल यह है कि क्या ये हमारे लोकतंत्र के लिए अच्छा है? इससे तो देश की जनता का नुकसान हुआ।

एक जमाना था जब अटल बिहारी वाजपेयी, राम मनोहर लोहिया, मधु लिमये जैसे नेता थे जो सरकार से तीखे सवाल पूछते थे। ठोस तथ्यों और तर्कों के साथ संसद में आते थे। बाद के दिनों में अरुण जेटली और सुषमा स्वराज जैसे नेता अपने तर्कों के तीरों से सरकार को आहत कर देते थे। अपने भाषणों से श्रोताओं को मंत्रमुग्ध कर देते थे। इनके तर्कों से सरकार को डिफेंसिव होना पड़ता था। अगर विपक्ष इस तरह ही परंपराओं को आगे बढ़ाता तो अच्छा होता और देश की जनता भी इसका स्वागत करती। लेकिन संसद सत्र के दौरान जो हुआ वो लोकतंत्र के लिए अच्छा नहीं है।

राज्यसभा में हंगामा हुआ ये पूरे देश ने देखा। मंत्री के हाथ से बयान की कॉपी लेकर किसने फाड़ी ये भी सबने देखा। लोगों ने देखा किसने चेयरमैन की तरफ कागज किसने फेंके। टेबल पर चढ़कर नारेबाजी किसने की और रूलबुक चेयरमैन की तरफ किसने फेंकी। ये सारी बात देश की जनता जानती है कि किस सांसद ने क्या किया क्योंकि इसे पूरे देश ने देखा है। लेकिन बुधवार को विरोधी दलों ने खुद को विक्टिम की तरह पेश किया और यह सवाल किया कि महिला सांसदों के सामने पुरुष मार्शल को क्यों रखा गया और पुरुषों के सामने महिला मर्शलों को क्यों रखा गया।

बुधवार शाम करीब 7 बजे जब राज्यसभा की बैठक हुई तो विपक्षी सांसदों ने जोर-जोर से सीटी बजानी शुरू कर दी। विपक्ष के नेता मल्लिकार्जुन खड़गे ने आरोप लगाया कि पुरुष मार्शलों ने महिला सांसदों के साथ मारपीट की, जिससे सदन के अंदर गड़बड़ी हुई। संसदीय कार्य मंत्री प्रह्लाद जोशी ने इसका जोरदार विरोध किया।

हैरानी की बात यह है कि खड़गे की तरफ से इस मुद्दे को उठाने के आधे घंटे पहले ही टीएमसी सदस्य ओ’ब्रायन ने ट्वीट कर कहा था: ‘राज्यसभा टीवी की सेंसरशिप बद से बदतर। मोदी-शाह की क्रूर सरकार अब राज्यसभा के अंदर सांसदों के विरोध को नाकाम करने के लिए ‘जेंडर शील्ड्स’ का इस्तेमाल कर रही है। महिला सांसदों के लिए पुरुष मार्शल। पुरुष सांसदों के सामने तैनात महिला मार्शल। (कुछ विपक्षी सांसद सबूत के लिए वीडियो शूट कर रहे हैं)।

अगर विरोधी दलों के नेताओं को ये लगता है कि उनके आरोप सही हैं तो चेयरमैन को कमेटी बनाकर सारे आरोपों की जांच करा लेनी चाहिए। किसने हंगामा किया, किसने गड़बड़ की, कौन टेबल पर चढ़ा, किसने कागज फेंके और मार्शल ने क्या किया उसकी भी जांच होनी चाहिए। अगर अगले सत्र से पहले जांच की रिपोर्ट आ जाए तो जो भी दोषी हो उसे सख्त सजा दी जाए। क्योंकि कम से कम इस तरह का असभ्य व्यवहार राज्यसभा में दोबारा देखने को नहीं मिले।

इस पूरे मामले में सबसे दुखद बात ये है कि विपक्ष ने यह सब एक सुनियोजित रणनीति के तहत किया। विपक्ष पहले से ही कह रहा था कि वह संसद को तबतक नहीं चलने देगा जबतक तीनों कृषि कानून वापस नहीं लिए जाते हैं। लेकिन यही विपक्ष उस संविधान संशोधन विधेयक पर बहस में हिस्सा लेता है जो राज्यों को अन्य पिछड़ा वर्ग सूची में जातियों को शामिल करने का अधिकार देता है। विपक्षी दलों ने ऐसा इसलिए किया क्योंकि वे अपने वोट बैंक पर कोई भी असर नहीं पड़ने देना चाहते। कोई भी दल पिछड़े वर्ग के लिए आरक्षण का विरोध नहीं कर सकता।

दिलचस्प बात यह है कि जहां सभी दलों ने एकजुट होकर इस बिल का समर्थन किया, वहीं कुछ इस पर राजनीति करने लगे। तृणमूल कांग्रेस, शिवसेना, कांग्रेस और समाजवादी पार्टी ने इस विधेयक की टाइमिंग पर सवाल उठाया और सरकार की मंशा पर संदेह जताया। टीएमसी सदस्य डेरेक ओ ब्रायन ने कहा, सरकार विधेयक लाती है और इसे जल्दबाजी में पारित करवाती है, और फिर गलतियों को सुधारने के लिए संशोधन लाने की कोशिश करती है। उन्होंने कहा, बिल पास हो सकता है लेकिन पिछड़े वर्गों को अभी-भी इसका लाभ नहीं मिलेगा।’

ओबीसी बिल पास होने के तुरंत बाद सदन की अन्य कार्यवाही जैसे ही शुरू हुई, विपक्ष के सदस्य सदन के वेल में आ गए। इस दौरान हंगामा कर रहे विपक्ष के सांसदों ने कागज फाड़कर उछाल दिया। हंगामे के बीच बीमा व्यवसाय संशोधन विधेयक पारित करने के बाद सदन को स्थगित करना पड़ा।

सबसे बड़ा सवाल ये है कि पार्लियामेंट में हंगामे से किसका फायदा है? सरकार को तो कोई फायदा नहीं है। विपक्ष नारेबाजी करता है लेकिन अपनी बात जनता तक नहीं पहुंचा पाता इसलिए फायदा विपक्ष का भी नहीं है। फायदा मतदाताओं का भी नहीं है क्योंकि संसद में जनता के हित के मुद्दों पर चर्चा नहीं हो पाती। अब ऐसे में सवाल ये है कि नुकसान किसका होता है?

सरकार तो हंगामे के बीच भी अपने बिल पास करवा लेती है इसलिए सरकार को तो खास फर्क नहीं पड़ता। सदन की कार्यवाही में बाधा डालने के बावजूद विपक्ष के सासंदों की हाजिरी बन जाती है। उन्हें हंगामा करने पर भी उतना ही भत्ता मिलता है इसलिए नुकसान उनका भी नहीं है। इसमें सबसे बड़ा नुकसान देश का और इसकी जनता का है।

संसद की एक मिनट की कार्यवाही का औसतन खर्च करीब ढ़ाई लाख रुपए आता है। हर घंटे की कार्यवाही पर 1.5 करोड़ रुपये खर्च होते हैं। इस तरह से देखें तो विपक्ष के हंगामे के कारण सवा सौ करोड़ रुपए से ज्यादा बर्बाद हो गए। यह नुकसान केवल आर्थिक नहीं है बल्कि इससे हमारी लोकतांत्रिक छवि और परंपराओं को भी नुकसान पहुंचा है।

संसद हंगामे के लिए नहीं होती है बल्कि यह चर्चा के लिए है। अगर चर्चा की जगह हंगामा होगा तो ये लोकतन्त्र का गला घोंटने जैसा है। ये किसी कीमत पर नहीं होना चाहिए। इसके लिए ये तर्क भी जायज नहीं है कि पहले उन्होंने ऐसा किया था इसलिए अब हम ऐसा कर रहे हैं। अब लोकसभा के स्पीकर और राज्यसभा के चेयरमैन को कड़े नियम बनाने चाहिए और सख्ती से उनका पालन करवाना चाहिए। जो सांसद नियमों का पालन न करें, हंगामा करें तो उनके खिलाफ एक्शन भी होना चाहिए। क्योंकि हंगामे का ये सिलसिला रूकना जरूरी है।
