The political pot continues to boil over the Lakhimpur Kheri incident with politicians making a beeline to the trouble spot. On Wednesday, the Uttar Pradesh government gave permission to Congress leader Rahul Gandhi, his sister Priyanka Vadra and three other leaders to visit Lakhimpur Kheri. Rahul Gandhi had landed in Lucknow with his two chief ministers, Bhupesh Baghel and Charanjit Singh Channi, to visit the site of clash.

Meanwhile, traffic on the Eastern Peripheral highway has been curtailed near Baghpat to prevent political and social activists from entering Lakhimpur Kheri. Internet was shut for a few hours in Bahraich during cremation of a farmer.

On Tuesday, relatives of farmers who died in clashes, at first refused to cremate the bodies after objecting to no mention of bullet shots in the post mortem reports. After intervention from farmer leader Rakesh Tikait, the three bodies were cremated while the fourth body will undergo a second post mortem. The state government has set up a six-member Special Investigation Team headed by Additional SP Arun Kumar to probe into the clashes.

The FIR filed by Lakhimpur Kheri police clearly mentioned the minister’s son Ashish Mishra as the prime accused. He has been accused of ramming his vehicle into a crowd of farmers and firing from his pistol. Charges of murder under Sec 302 IPC have been levelled against him. The FIR clearly states that Ashish Mishra was present at the spot. He was inside the Thar jeep and there were 15 to 20 armed people accompanying him in other vehicles. The FIR states, Ashish Mishra was sitting on the left seat of Thar jeep near the driver, and was seen firing at the crowd. The word ‘darindgi’ (brutality) has been used in the FIR.

The FIR states, Ashish Mishra jumped from the overturned jeep, and ran to hide in a sugarcane field. The FIR also states, all this was done in a pre-planned manner. Most of the words used in the FIR match with the words written in the representation given by farmers to district authorities.

Earlier on Tuesday, chilling videos of the Union Minister of State Ajay Mishra Teni’s jeep crushing farmers did the rounds, with political parties demanding immediate removal of the minister and the arrest of his son. In the 29-second chilling video shared by farmers from the site of clash, it was shown protesters standing with black flags and banners on both sides of a road near a field. Some of the farmers were walking on the road, but none of them were looking at their back. Suddenly, a vehicle came speedily from behind. The video shows two hands of the driver on the steering wheel. The farmer standing in front did not know that the vehicle was going to crush him. The vehicle crushed him and moved forward.

These are heart rending scenes of deliberate murder. As the vehicle sped ahead, the video showed protesters lying on the road. Many of them were gasping for breath and screaming. Some of them were on their last breath. The surprising part is that a black coloured SUV following this vehicle also sped forward crushing the injured men lying on the road. As the vehicles moved with siren blaring, some of the protesters jumped out of the way, but some of them were thrown up and then crushed by the vehicles.

In another video, a man wearing a sky blue coloured kurta gets out of the Thar jeep and starts running through the field with protesters following him. The farmers also shared a video in which a man whips up his pistol, running, surrounded by a group of men. Farmers allege that the man was the minister’s son, Ashish Mishra. The video was shared on social media by BJP MP Varun Gandhi and Congress leader Priyanka Vadra. Varun Gandhi tweeted, “this video of Lakhimpur Kheri farmers being crushed deliberately shakes one to the core. Police should take cognizance and arrest those seen in the car and those associated with them”.

Union Minister of State for Home Ajay Mishra Teni and his son Ashish Mishra, in an exclusive interview to India TV reporter Pawan Nara, claimed that they were innocent. The minister said, “My son was not there in the Thar jeep. After the jeep was attacked by protesters, the driver was injured, the vehicle lost its balance and it ran over protesters”. The minister’s son claimed that he was present at the wrestling bout, several kilometres away from the trouble spot.

Ajay Mishra Teni admitted that the vehicle shown in the video is registered in his name and the vehicle was being driver by their driver Hari Om Mishra, who was beaten to death by protesters. Asked who was the man wearing a kurta running away from the vehicle, Ajay Mishra said, he recognized the man and he was a party worker Sumit Jaiswal.

Ajay Mishra took pains to say more than once that his son was not there in any of those vehicles. He said, he did not know under which circumstances the vehicles rammed into the crowd. It could be, he said, they were trying to run for safety. It could be, he said, that the driver lost control of the vehicle, which later overturned. Sumit Jaiswal, speaking to our reporter Pawan Nara, admitted that it was he who was fleeing from the vehicle.

Political leaders from the opposition are demanding immediate arrest of Ashish Mishra. Nationalist Congress Party supremo Sharad Pawar compared the Lakhimpur Kheri incident with the Jallianwala Bagh massacre that took place during British rule. Pawar said, this was clear “misuse of power” and a Supreme Court sitting judge should probe into the incident. Shiromani Akali Dal supremo Parkash Singh Badal said, he was shocked over what he called “insensitivity and inaction” on part of government over taking action against those responsible for the deaths of farmers. “The guilty, regardless of who they are, should get exemplary punishment”, the senior Badal said.

There is no doubt that whatever happened in Lakhimpur Kheri was unfortunate and farmers were crushed to death by vehicles. Yogi Adityanath’s government has left no stone unturned in taking action, it has set up an SIT to probe the clashes, has announced judicial probe by a retired High Court judge and offered Rs 45 lakhs assistance to the kin of those killed. FIR has been filed against the minister’s son and everything is being done transparently. In spite of all these, opposition parties are trying to make an issue out of this. Nobody should complain even on that score. Political parties have the right to raise their voice, but in doing so, they must keep the interests of the nation in mind.

I was surprised to find a senior and experienced political leader like Sharad Pawar comparing this incident with Jallianwala Bagh massacre. Some leaders said, even the British never resorted to such atrocities, while some other leaders demanded imposition of President’s Rule. I think these are extreme reactions.

Let an impartial probe be done, let the guilty be punished and let all steps are taken to prevent repetition of such incidents in future. Elections may come and go, governments may come and go, but if people start taking law into their hands, and kill one another out of revenge, then it will be a sad day for our nation.

उत्तर प्रदेश के लखीमपुर खीरी में रविवार को सिख किसानों और बीजेपी कार्यकर्ताओं के बीच हुई हिंसक झड़प के बाद जबरदस्त टेंशन है। यूपी, हरियाणा और पंजाब में किसान संगठनों के साथ समाजवादी पार्टी, कांग्रेस और अकाली कार्यकर्ताओं ने राज्यव्यापी विरोध-प्रदर्शन किया। मेरठ में विरोध प्रदर्शन के दौरान समाजवादी पार्टी के कार्यकर्ताओं ने एसएसपी और अन्य पुलिस कर्मियों पर पेट्रोल फेंका जिससे वे झुलस गए। कांग्रेस नेता प्रियंका वाड्रा को सीतापुर में हिरासत में रखा गया है। लखीमपुर जा रहे किसान नेता गुरनाम सिंह चढ़ूनी को हिरासत में लेने के बाद रिहा कर दिया गया है। सभी राजनीतिक दलों के नेताओं को लखीमपुर खीरी जाने से रोक दिया गया है।

लखीमपुर खीरी में जिस तरह से लोगों की हत्या की गई उससे पूरे देश में गम और गुस्सा है। यहां जिस तरह से लाशों पर सियासत हो रही है, उसका दुख भी कम नहीं है। सियासी फायदे के लिए राजनेता अपनी रोटियां सेंकने में लगे हैं। लखमीपुरी खीरी में रविवार को आठ लोगों की मौत हुई। मौत शब्द शायद ठीक नहीं है। जिन आठ लोगों की जान गई उनमें चार सिख किसान हैं, तीन बीजेपी के कार्यकर्ता हैं और एक लोकल जर्नलिस्ट है।

पुलिस ने लखीमपुर खीरी से बीजेपी सांसद और गृह राज्यमंत्री अजय मिश्रा के बेटे आशीष मिश्रा समेत 14 लोगों के खिलाफ एफआईआर दर्ज की है। इन लोगों पर हत्या, दंगा फैलाना और आपराधिक साजिश के आरोप लगाए हैं। हिंसा में आशीष मिश्रा के ड्राइवर समेत तीन लोगों की प्रदर्शनकारियों ने हत्या कर दी। देश की जनता ने वह वीडियो भी देखा जिसमें कुछ प्रदर्शनकारी घायल ड्राइवर को लाठियों से पीट-पीटकर मार रहे थे।

हिंसा दोनों तरफ से हुई, लाशें दोनों तरफ की गिरीं लेकिन इस सवाल का जवाब पाने में वक्त लगेगा कि इस हिंसा के लिए जिम्मेदार कौन है। यूपी सरकार ने हाईकोर्ट के रिटायर्ड जज से पूरे मामले की जांच कराने का भरोसा दिया है लेकिन विपक्ष ये मांग कर रहा है कि जांच सिटिंग जज से कराई जाए। यह आरोप लगाया जा रहा है कि प्रदर्शनकारी किसान हिंसा की तैयारी करके आए थे। मंत्री के काफिले का विरोध कर रहे इन किसानों के बीच कुछ शरारती और राष्ट्र विरोधी लोग घुसे थे जो मंत्री के काफिले को रोकने की कोशिश कर रहे थे। वहीं दूसरे पक्ष की ओर से यह आरोप लगाया जा रहा है कि मंत्री के समर्थकों ने किसानों को सबक सिखाने की नीयत से पूरी तैयारी के साथ प्रदर्शनकारियों पर हमला किया।

सोमवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने वीडियो दिखाया कि कैसे यह झड़प हुई। हमने वह वीडियो भी दिखाया कि कैसे एक जलती हुई गाड़ी के पास एक शव पड़ा हुआ था और कुछ प्रदर्शनकारी एक घायल शख्स को पीट-पीटकर मार रहे थे। जिस शख्स पर लाठियां बरसाई जा रही थीं वह उस गाड़ी का ड्राइवर हरिओम मिश्रा था, जिसने विरोध कर रहे किसानों को कुचल दिया था। प्रदर्शनकारियों का आरोप है कि मंत्री का बेटा भी गाड़ी में था और जब ड्राइवर का संतुलन बिगड़ा और गाड़ी पलट गई तो वह भाग गया। किसानों का आरोप है कि आशीष मिश्रा के आदेश पर ही ड्राइवर ने गाड़ी से किसानों की भीड़ को कुचल दिया।

हमने एक और वीडियो दिखाया जिसमें साफ तौर पर नजर आ रहा है कि कुछ प्रदर्शनकारी श्याम सुंदर मंडल नाम के एक स्थानीय ग्रामीण की पिटाई कर रहे हैं। मरने से पहले हमलावरों ने जबरन उससे यह कबूल करवाने की कोशिश की कि आशीष मिश्रा के आदेश पर ही गाड़ी से भीड़ में शामिल लोगों को कुचला गया। मंडल के परिवार के लोगों का कहना है कि उसका हिंसा से किसी तरह का कोई लेना-देना नहीं था। वह तो गृह राज्यमंत्री द्वारा आयोजित कुश्ती प्रतियोगिता देखने गया था लेकिन इस झड़प में फंस गया। यह वीडियो वाकई बहुत भयानक और दुखद है।

इस वीडियो में मंडल यह कहते हुए सुना जा रहा है कि उसे आशीष मिश्रा ने यह देखने के लिए भेजा था कि वहां कितनी भीड़ जमा है। हमलावरों ने मंडल को बार-बार ये कबूल करने के लिए कहा कि उसे आशीष मिश्रा ने भीड़ पर गाड़ी चढ़ाने के लिए भेजा था। लेकिन मंडल ने यह कहने से इनकार कर दिया। इसके बाद लाठियों से पीट-पीटकर उसकी हत्या कर दी गई।

किसान नेताओं का कहना है कि प्रदर्शनकारी तभी हिंसक हुए जब भीड़ को गाड़ी से कुचला गया। हिंसा भड़काने का उनका कोई इरादा नहीं था। लेकिन मेरे पास जो वीडियो है वो इस बात का समर्थन नहीं करता । इस वीडियो में ये दिख रहा है कि लाठी-डंडे और तलवारों से लैसे सैकड़ों लोग गाड़ियों के काफिले को घेर रहे थे। इस वीडियो में लोग गालियां दे रहे हैं। गाड़ी से लोगों को खींचकर पीट रहे हैं। उनपर डंडे बरसा रहे हैं और पीछे से कुछ लोग ये कहते हुए भी सुनाई दे रहे हैं कि ‘गाड़ी पलटाओ.. गाड़ी को तोड़ दो..भागने मत दो…मारो…मार डालो…मत छोड़ो’।

किसान नेताओं का कहना है कि वे मंत्री को काले झंडे दिखाना चाहते थे लेकिन मंत्री का बेटा हर हाल में रास्ते से भीड़ को हटाना चाहता था और भीड़ को कुचलता हुआ वह तिकोनिया गांव तक चला गया। कुछ किसानों ने आरोप लगाया कि आशीष मिश्रा ने अपनी पिस्टल से गोलियां चलाई जिससे प्रदर्शनकारी और भड़क गए। हमारी रिपोर्टर रुचि कुमार ने वहां गांववालों से बात की। ग्रामीणों ने कहा-आशीष मिश्रा गाड़ी के अंदर मौजूद थे और उन्हीं की गाड़ी से किसानों को कुचला गया।

मुख्यमंत्री योगी आदित्यनाथ ने इस घटना पर तेजी से एक्शन लिया और उत्तर प्रदेश के तमाम आला अधिकारियों को लखीमपुर खीरी भेजा। किसान संगठनों के नेताओं और पीड़ित परिवारों के साथ इन अधिकारियों ने बात की और किसान नेताओं की मांग के मुताबिक सुलह का फॉर्मूला निकाला। राज्य सरकार ने मृतकों के परिवारों को 45 लाख रुपये का मुआवजा और प्रत्येक परिवार के एक सदस्य को सरकारी नौकरी देने का ऐलान किया है। लेकिन इन सारे प्रयासों के जरिए शांति बहाल करने की कोशिश को राजनेताओं ने सियासी फायदे के चक्कर में बेकार कर दिया।

कांग्रेस लीडर प्रियंका गांधी सबसे पहले लखीमपुर खीरी के लिए निकलीं लेकिन उन्हें हिरासत में ले लिया गया। उन्हें सीतापुर के पीएसी गेस्ट हाउस में हिरासत में रखा गया है। समाजवादी पार्टी के प्रमुख अखिलेश यादव भी लखीमपुर जाने के लिए निकले लेकिन उन्हें भी लखनऊ में ही प्रशासन ने रोक दिया। अन्य दलों के नेताओं को भी लखीमपुर खीरी जाने से रोक दिया गया। कांग्रेस ने अपने दो मुख्यमंत्रियों, पंजाब के चरणजीत सिंह चन्नी और छत्तीसगढ़ के सीएम भूपेश बघेल को लखीमपुर खीरी पहुंचने के लिए कहा लेकिन इन दोनों को भी रोक दिया गया। इससे जाहिर है कि कांग्रेस पार्टी इस घटना को कितनी अहमियत दे रही है क्योंकि राज्य में विधानसभा चुनाव नजदीक हैं।

लखीमपुर खीरी केस में इतने सारे बयान, वीडियोज और इतने दावे हैं कि ये कहना बड़ा मुश्किल है कि कौन सा वीडियो पहले आया और कौन सा बाद में आया। ज्यादातर वीडियो हालांकि लोकल लोगों ने बनाए हैं इसीलिए ये कहना भी मुश्किल है कि भड़काने का काम किसने पहले किया, किसने रिएक्ट किया। गलती दोनों तरफ से हुई है। लेकिन यूपी और पंजाब के सभी अहम सियासी दल इस मैदान में कूद पड़े क्योंकि इन राज्यों में जल्द ही चुनाव होने हैं।

विपक्ष के नेताओं को लगा कि इस मुद्दे पर योगी आदित्यनाथ को घेरा जा सकता है। वो आश्वस्त थे कि किसानों की मौत इतना संवेदनशील मामला है कि इसे आसानी से नहीं सुलझाया जा सकेगा इसलिए सबने लखीमपुर खीरी जाने की कोशिश की। एक से एक बढ़कर मांग की। राजनीतिक लाभ लेने की होड़ शुरू हो गई। सरकार ने 45 लाख रुपए की मदद की राशि का ऐलान किया तो विपक्षी दलों में से किसी ने दो करोड़ देने की मांग की तो किसी ने 5 करोड़ की। जब राज्य सरकार ने हाईकोर्ट के रिटायर्ड जज से जांच कराने की मांग की तो विपक्षी दलों में से किसी ने हाईकोर्ट के सिटिंग जज से जांच कराने की मांग की तो किसी ने कहा कि सुप्रीम कोर्ट की निगरानी में जांच हो।

लेकिन मैं कहूंगा कि योगी आदित्यनाथ ने सूझ-बूझ से काम लिया और इसे प्रतिष्ठा का मुद्दा नहीं बनाया। उन्होंने तुरंत जांच का आदेश दिया, मुआवजे का ऐलान किया। उन्होंने तुरंत पुलिस के आला अधिकारियों को मौके पर भेजा। इन अधिकारियों ने इस मामले की गंभीरता को समझा और लोगों को समझा-बुझा कर इसे शांत किया। कम से कम इतना हुआ कि ये मामला और आगे नहीं बढ़ा। वरना, ऐसे मामलों में राजनैतिक बयानबाजी एक चिंगारी का काम करती हैं और आग कभी भी भड़क सकती है। शांति ही एकमात्र समाधान है और यही समय की मांग है।

Lakhimpur Kheri in Uttar Pradesh is presently in the eye of a gathering political storm caused by violent clashes between Sikh farmers and BJP workers on Sunday. Samajwadi Party, Congress and Akali workers along with farmer organisations have staged state wide protests in UP, Haryana and Punjab. In Meerut, SP workers threw petrol on the SSP and other policemen during protests causing burn injuries. Congress leader Priyanka Vadra continues to be under detention in Sitapur, farmer leader Gurnam Singh Charuni was detained and later released while proceeding towards Lakhimpur, while all political leaders have been barred from visiting the trouble spot.

There is anger tinged with sadness over the inhuman manner in which people were killed during clashes in Lakhimpur Khiri, and now politicians are busy playing politics to their advantage. Death is not the right word for the eight persons who died in Lakhimpur. They were killed. Among those who lost their lives were four Sikh farmers, three BJP workers and a local journalist.

Police have registered FIR against 14 persons including Ashish Mishra, son of Minister of State for Home Ajay Mishra, who is the local BJP MP from Lakhimpur Kheri. Charges of murder, rioting and criminal conspiracy have been mentioned in the FIR. During violence, three persons accompanying Ashish Mishra, including his driver were killed by protesters. The nation has seen the video in which some protesters were beating the injured driver to death with lathis.

Both sides resorted to large scale violence, but it will take long before it is finally concluded who were the perpetrators of violence. The UP government has promised a judicial probe by a retired High Court judge, but the opposition is demanding probe by a sitting judge. It is being alleged that the protesters had come prepared for violence and there were anti-national elements among farmers who were trying to obstruct the minister’s convoy of vehicles. From the other side, it is being alleged that the minister’s supporters had come prepared to teach the protesters a lesson and farmers were attacked.

In my prime time show ‘Aaj Ki Baat’ on Monday night, we showed videos of how clashes took place. We showed video of how a body was lying near an overturned burning vehicle, and some protesters were beating an injured man to death. The man beaten to death was Hari Om Mishra, driver of the vehicle that crushed protesting farmers. Protesters alleged that the minister’s son was in the vehicle, and he fled when the driver lost balance and the vehicle overturned. Farmers allege that it was under Ashish Mishra’s orders that the driver rammed his vehicle into the crowd of farmers.

We showed another video which clearly shows some protesters beating a local villager named Shyam Sunder Mandal to death. Minutes before he died, the attackers tried to forcibly extract his confession that it was on Ashish Mishra’s orders that the vehicle was rammed into the crowd. Mandal’s family members say, he had nothing to do with the clashes. He had gone there to watch the wrestling bout organized by the Minister of State for Home, but was caught in the melee. The video is indeed horrifying and saddening.

In the video, Mandal is heard saying he was sent by Ashish Mishra to find out the strength of the crowd. He was prompted several times by his attackers to say that it was Ashish Mishra who ordered the vehicle to be rammed into the crowd. Mandal refused to say this. He was beaten to death with lathis.

Farmer leaders say the protesters turned violent only when the vehicle rammed into the crowd. They had no intention to cause violence. But I have a video which shows, the protesters were armed with lathis and swords, and had come prepared for a battle. There were several hundred protesters surrounding the convoy of vehicles. The video shows protesters abusing those inside the vehicles, forcibly pulling them out and beating them with lathis. In the background, one can hear shouts of “overturn the vehicles”, “smash the vehicles”, “don’t allow them to escape, kill them”.

The farmer leaders’ version is that they wanted to show black flags to the minister, but the minister’s son wanted to clear the crowd by all means, and the vehicle rammed through the crowd and went up till Tikonia village. Some farmers alleged that Ashish Mishra fired bullets from a pistol and this enraged the protesters. Our correspondent Ruchi Kumar met local villagers who said, Ashish Mishra was present inside the vehicle during violence and it was his vehicle that rammed through the crowd of farmers.

It goes to the credit of UP chief minister Yogi Adityanath who acted fast and sent top officials to the spot immediately. These officials worked out a compromise with the farmers. The state government has announced Rs 45 lakh assistance to families of those killed, and a government job for one member from each family. But all these efforts at restoring peace were marred by a phalanx of politicians seeking to reach the trouble spot.

Congress leader Priyanka Vadra was the first to leave for the spot, but was detained at the PAC guest house in Sitapur. Samajwadi Party chief Akhilesh Yadav was prevented from leaving Lucknow for Lakhimpur, while other political leaders were also prevented from going towards the troubled zone. Congress asked two of its chief ministers Charanjit Singh Channi from Punjab and Bhupesh Baghel from Chhattisgarh to reach Lakhimpur, but they too, were prevented. This goes to show how much importance the Congress party attaches to this incident, with state assembly elections round the corner.

There are so many conflicting statements, claims and counter-claims, and videos relating to Lakhimpur violence that it will be difficult to conclude who incited violence on Sunday. Nobody knows which video came first and which one came later. Most of the videos were made by local villagers with their smart phones. It will, therefore, be difficult to say, who incited the crowd first, and who reacted later. Both sides appear to be in the dock at the moment. Now political parties of all hues have jumped into the fray, keeping the crucial UP and Punjab elections in mind.

The opposition has found an issue to corner Yogi Adityanath, because the death of so many people, including farmers, is, in itself, a sensitive issue. A race has begun among politicians for scoring brownie points over one another. While the BJP government announced Rs 45 lakh compensation for each of those who died in the clashes, opposition parties are demanding Rs 2 crore to Rs 5 crore compensation. While the state government has announced judicial probe by a retired HC judge, the opposition is demanding probe by a sitting HC judge, or a probe under Supreme Court’s supervision.

Yogi Adityanath did not lose time in taking decisions about announcing a judicial probe and compensation for the victims. He acted with foresight and did not make it a prestige issue. He sent senior most police officials to the spot to calm down tempers. He has managed to arrest the spread of violence. But incitement of farmers by politicians still continues, and even a spark can ignite a fire. Peace is the need of the hour.

सुप्रीम कोर्ट ने शुक्रवार को आंदोलन कर रहे किसानों से साफ-साफ कहा कि एक बार जब उन्होंने न्याय के लिए अदालत का रुख कर लिया तो वे ‘सड़कों पर धरना नहीं दे सकते।’ जस्टिस ए. एन. खानविलकर और जस्टिस सी. टी. रविकुमार की बेंच ने किसान महापंचायत के वकील से कहा: ‘आपने पूरे शहर का दम घोंट दिया है और अब आप शहर के भीतर आना चाहते हैं और यहां फिर से विरोध शुरू करना चाहते हैं। नागरिकों को स्वतंत्र रूप से आवाजाही करने का अधिकार है। क्या आपने कभी सोचा है कि सड़कों को अवरुद्ध करने के कारण उनके अधिकारों का हनन हो रहा है? क्या आपने आसपास के निवासियों से अनुमति ली है कि क्या वे आपके विरोध से खुश हैं? उनका काम-धंधा बंद हो गया है।’

कोर्ट ने यह भी कहा: ‘आप ट्रेनों को रोकते हैं, आप हाईवे को ब्लॉक करते हैं और फिर आप कहते हैं कि आपका विरोध शांतिपूर्ण है और जनता को कोई नुकसान नहीं हुआ है। क्या आप न्यायिक व्यवस्था का विरोध कर रहे हैं? अगर आप अपना विरोध जारी रखना चाहते हैं, तो अदालत का रुख न करें।’

किसानों के संगठन ने सुप्रीम कोर्ट से संसद के पास जंतर मंतर पर विरोध प्रदर्शन की अनुमति देने की अपील की थी। कोर्ट ने तब याचिका पर सुनवाई के लिए 8 अक्टूबर की तारीख तय की थी, और साथ ही याचिकाकर्ता को एक हलफनामा दाखिल कर यह स्पष्ट करने के लिए कहा था कि क्या वह किसानों द्वारा किए जा रहे विरोध प्रदर्शन में हिस्सा ले रहा है।

मेरे ख्याल से सुप्रीम कोर्ट ने वह बात कही जो देश के आम लोगों के दिल में है। इसने उन लोगों के दिल की बात कही है जो रास्ते रोके जाने के कारण नुकसान उठा रहे हैं।

संयुक्त किसान मोर्चा के समर्थक 10 महीने से अधिक समय से दिल्ली बॉर्डर के एंट्री पॉइंट्स पर विरोध प्रदर्शन कर रहे हैं। भारतीय किसान यूनियन के प्रमुख राकेश टिकैत और उनके समर्थकों ने गाजीपुर बॉर्डर पर तंबू गाड़कर उसे जाम कर दिया है। गुरनाम सिंह चढूनी, जोगिंदर सिंह उग्रहां, दर्शन पाल और बलबीर सिंह राजेवाल का समर्थन करने वाले किसानों ने सिंघू और टीकरी बॉर्डर के एंट्री पॉइंट्स को ब्लॉक कर रखा है।

दिल्ली बॉर्डर के इन एंट्री पाइंट्स पर किसानों ने तंबू लगा रखे हैं, लंगर चला रहे हैं और इन सबके चलते पिछले करीब एक साल से आम आदमी को परेशानियां झेलनी पड़ रही हैं। पहले जो रास्ता मुश्किल से 10 मिनट में तय हो जाता था, अब डायवर्ट किए गए रूट्स से उसे तय करने में 3 घंटे से ज्यादा का वक्त लग जाता है। मरीजों के लिए समय पर अस्पताल पहुंचना मुश्किल हो रहा है, किसानों की सब्जियां मंडी तक नहीं पहुंच पा रही हैं, दिल्ली में दूध सप्लाई करने वाले लोगों का दूध बर्बाद हो रहा है, लेकिन किसान आंदोलन के नेता कहते हैं कि वे क्या करें। वे कहते हैं कि अगर किसान परेशान है, तो जनता को भी परेशानी झेलनी पड़ेगी।

इसीलिए कोर्ट ने शुक्रवार को कड़ा रुख अपनाया। मैं पिछले कई महीनों से किसानों के विरोध को लेकर यही बात कह रहा हूं और सुप्रीम कोर्ट ने भी इसी तरह की भावनाएं व्यक्त की हैं।

अदालत ‘शांतिपूर्ण विरोध’ शब्द के इस्तेमाल पर नाराज थी। उसने 26 सितंबर को भारत बंद के दौरान जालंधर के पास सेना के काफिले को रोकने की घटना की तरफ इशारा किया, जिसके वीडियो मैंने अपने प्राइम टाइम शो ‘आज की बात’ में दिखाए थे। सुप्रीम कोर्ट ने कहा, किसान नेताओं का रवैया संतुलित होना चाहिए। उन्हें विरोध करने का अधिकार है, लेकिन वे आम जनजीवन में व्यवधान पैदा नहीं कर सकते, सार्वजनिक संपत्ति को नुकसान नहीं पहुंचा सकते या सुरक्षा कर्मियों पर हमला नहीं कर सकते। जब इंडिया टीवी के रिपोर्टर ने राकेश टिकैत से प्रतिक्रिया मांगी, तो उन्होंने बड़ी मासूमियत से दावा किया कि किसानों ने रास्ता नहीं रोका, बल्कि इसे तो पुलिस ने बंद कर रखा है।

अब सवाल यह है कि अगर किसान धरने पर बैठेंगे, बॉर्डर सील करेंगे, सड़क पर टेंट लगाएंगे, स्ट्रक्चर खड़े करेंगे तो रास्ते बंद होना तो लाजिमी है।

किसान नेताओं ने कहा कि सुप्रीम कोर्ट को उनका पक्ष नहीं पता, पर सुप्रीम कोर्ट ने कुछ महीने पहले 3 सदस्यों की एक कमेटी बनाई थी। इस कमेटी ने किसान नेताओं को कृषि कानूनों पर अपना पक्ष रखने की दावत दी थी, लेकिन किसान संगठनों ने इस से बात करने से इनकार कर दिया था। शुक्रवार को जब एक किसान नेता से पूछा गया कि अगर वह संसद को नहीं मानते, सुप्रीम कोर्ट की बात नहीं सुनते, फिर किसकी बात सुनेंगे तो जवाब मिला कि ‘हम जनता की बात सुनेंगे, क्योंकि लोकतंत्र में जनता सबसे ऊपर है।’

इन नेताओं को यह समझना चाहिए कि इसी जनता ने सांसदों को चुना है, और इन्हीं सांसदों ने कृषि विधेयकों को पारित किया है, और इसी संसद ने नरेंद्र मोदी को प्रधानमंत्री चुना है। मोदी ने कई बार किसानों को आश्वासन दिया है कि नए कानून उनके फायदे के लिए बनाए गए हैं।

किसान नेताओं को अब जनता की चुनी हुई सरकार से बातचीत का सिलसिला फिर से शुरू करना चाहिए, या फिर सुप्रीम कोर्ट की सलाह पर अमल करना चाहिए। लोकतंत्र में जो संस्थाएं बनी हैं, जो परम्पराएं बनी हैं, उन्हीं के माध्यम से रास्ता निकले तो बेहतर होगा। लेकिन संयुक्त किसान मोर्चा के नेताओं का जो रुख है, उससे लगता नहीं है कि वे रास्ता निकालने के मूड में हैं।

मैं ऐसा इसलिए कह रहा हूं क्योंकि आंदोलन करने वाले किसान संगठन सरकार के खिलाफ रोज-रोज नए मोर्चे खोल देते हैं। हरियाणा के झज्जर के अंबाला में धान की जल्द खरीद की मांग को लेकर चढूनी गुट के समर्थकों ने पहले ही विरोध प्रदर्शन शुरू कर दिया है। चढूनी ने धमकी दी है कि उनके समर्थक हरियाणा में बीजेपी और उसके सहयोगी दलों के मंत्रियों और विधायकों का घेराव करेंगे। पंजाब में कांग्रेस और अकाली दल भी इसमें शामिल हो गए हैं।

केंद्र ने इस साल उत्तर भारत में सितंबर के दौरान मॉनसून की बेमौसम बारिश के कारण धान खरीद को टालने का फैसला किया था। यदि धान की खरीद अभी शुरू होती है तो किसानों को बड़ा नुकसान होगा, क्योंकि धान में नमी होने पर उसकी कीमत ए ग्रेड धान के लिए निर्धारित 1960 रुपये प्रति क्विंटल की MSP से 10 से 20 प्रतिशत कम होगी। केंद्र को उम्मीद है कि 5 अक्टूबर तक बारिश बंद हो जाएगी और अच्छी धूप निकलने के बाद 11 अक्टूबर से धान की खरीद शुरू हो सकती है। ऐसे में किसानों को कम नमी वाले धान की बेहतर कीमत मिल सकती है। लेकिन यह बात न तो किसान नेता और न ही अकाली नेता किसानों को बता रहे हैं। ये नेता पंजाब में आगामी विधानसभा चुनाव को देखते हुए अपनी-अपनी सियासत चमकाना चाहते हैं और किसानों को इसका मोहरा बनाना चाहते हैं।

The Supreme Court on Friday clearly told agitating farmers that once they have come to the court for justice, they “cannot go on protesting on the streets”. The division bench of Justice A N Khanwilkar and Justice C T Ravikumar told the counsel for Kisan Mahapanchayat: “You have strangulated the entire city by blocking the highways at crucial entry points from various states. Now you want to come inside the city to protest…Citizens have a right to move freely. Have you thought about their rights getting violated because of road blockade? Are the residents around the protest sites happy with the farmers blocking the highways? Their business has stopped.”

The court also said: ”You block train movement. You block highways and then come and say the protests are peaceful….Are you protesting against the judicial system?.. If you want to continue with your protests, then don’t come to court.”

The farmers’ body had appealed to the apex court to allow protests at Jantar Mantar near Parliament. The court then posted the petition for hearing on October 8, but asked the petitioner to file an affidavit clarifying whether it is participating in the ongoing farmers’ protest.

For me, the Supreme Court has expressed the voice of the common man. It has expressed the views of the people who have been suffering because of blockade of entry points.

For more than ten months, supporters of Samyukta Kisan Morcha have been staging protests at Delhi’s border entry points. Bharatiya Kisan Union chief Rakesh Tikait and his supporters have blocked the Ghazipur border, farmers supporting Gurnam Singh Charuni, Joginder Singh Ugrahan, Darshan Pal, and Balbir Singh Rajewal have blocked Singhu and Tikri border points.

They have set up tents, running langars (community kitchens) and the common man who has to enter or exit the border points has been facing ordeals for nearly a year. Earlier, it took hardly ten minutes and now it takes more than 3 hours to cross the border points by taking diversion routes. Patients are unable to reach hospitals in time, farmers are unable to supply grains, fruits and vegetables, those supplying daily milk to Delhi are facing huge losses, but the farmer leaders are saying they are helpless. If the farmers are suffering, then the common man should also suffer, their leaders say.

It was in this backdrop that the apex court on Friday took a stern stand. I have been saying the same things for the last several months over farm protests, and the apex court has conveyed similar feelings.

The court was furious over the words “peaceful protests”. It pointed to the obstruction of army convoy near Jalandhar on September 26 during Bharat Bandh, about which I had shown visuals in my prime time show ‘Aaj Ki Baat’. The apex court said, farmer leaders must have a balanced approach. They have the right to protest, but they cannot obstruct normal life, damage public property or attack security personnel. When India TV reporter sought Rakesh Tikait’s reaction, he coolly claimed that farmers have not obstructed highways, it was the police which have put obstructions.

One simple observation: if farmers squat on highways, put up tents, raise structures and serve ‘langars’, traffic on busy roads will have to stop and it has to be diverted.

The apex court had set up a 3-member committee several months ago to hear the farmers’ views on new farm bills, but the agitating farmer outfits refused to go before the committee. When a farmer leader was asked on Friday, whose words would they listen to, if they do not want to listen to the government or the Supreme Court, his reply was: ‘We will listen to the people, because people are sovereign in a democracy.”

These leaders must understand that it is the people which has elected members to the Parliament, and these MPs have passed the farm bills, and that it is Parliament which has elected Narendra Modi as Prime Minister. For umpteen number of times, Modi has assured farmers that the new laws have been made for their benefit.

Farmer leaders should now listen to the popularly elected government, and return to the discussion table for fresh rounds of talks, or they should follow Supreme Court’s advice. Institutions and traditions that have been nurtured in a democracy must be adhered to and the farmer leaders must find a way out of the impasse. But looking at the mood of some belligerent Samyukta Kisan Morcha leaders, there appears to be no silver lining on the horizon.

Already, supporters of Charuni faction have started staging protests in Ambala, Jhajjhar of Haryana demanding early procurement of paddy. Charuni has threatened that his supporters would gherao ministers and MLAs belonging to BJP and its ally in Haryana. In Punjab, Congress and Akali Dal have joined the chorus.

The Centre had delayed paddy procurement this year because of unseasonal monsoon rains during September in north India. If procurement starts now, the farmers will be the big losers, because paddy that has moisture content will fetch 10 to 20 per cent price less than the MSP fixed at Rs 1960 per quintal for A Grade paddy. The Centre expects rains to cease by October 5, and in bright sunshine, paddy procurement can start from October 11. Farmers can then get better rates with lesser moisture content. But neither farmer leaders nor Akali leaders are telling this plain fact to farmers. Politicians want to stir the pot to gain advantage in view of coming assembly elections in Punjab. They are trying to make farmers as pawns in their game of political chess.

पंजाब कांग्रेस में लगी जंगल की आग की लपटें अब दिल्ली तक पहुंच चुकी है। बिगड़ते हालात के बीच पार्टी नेतृत्व को यह सूझ नहीं रहा है कि इस संकट से कैसे निपटा जाए। वो भी ऐसा संकट जो नेतृत्व की खुद की गलतियों की वजह से उत्पन्न हुआ। पंजाब कांग्रेस के शिखर नेताओं में से एक, कैप्टन अमरिंदर सिंह ने गुरुवार को ऐलान कर दिया कि अब वो कांग्रेस के साथ नहीं हैं। उन्होंने उस कांग्रेस को छोड़ने का ऐलान कर दिया जिससे वह पिछले 23 साल से जुड़े थे। उन्होंने कहा कि मैं राजनीति में 52 साल से हूं, मेरी अपनी मान्यताएं हैं, मेरे अपने सिद्धांत हैं। जिस तरह का व्यवहार मेरे साथ किया गया है..अगर आप 50 साल बाद मुझ पर शक करते हैं और मेरी विश्वसनीयता दांव पर है, अगर मुझपर भरोसा नहीं है तो फिर मेरे पार्टी में रहने का मतलब क्या है? दिल्ली में गृह मंत्री अमित शाह और राष्ट्रीय सुरक्षा सलाहकार अजित डोवल से मुलाकात के बाद चंडीगढ़ वापस लौटने के बाद उन्होंने यह बात कही।

कैप्टन ने संकेत दिया कि वह एक नई पार्टी बना सकते हैं। उन्होंने बीजेपी में शामिल होने से इनकार किया, लेकिन पार्टी के साथ भविष्य में किसी भी गठजोड़ से इनकार नहीं किया। कैप्टन अमरिंदर सिंह गांधी परिवार के उन दिनों से पारिवारिक मित्र थे, जब वे और राजीव गांधी एक ही स्कूल में पढ़ते थे। कैप्टन ने अगले साल की शुरुआत में होने वाले पंजाब विधानसभा चुनावों में पार्टी के विनाश की भविष्यवाणी की। कैप्टन ने कहा, ‘कांग्रेस पतन की ओर जा रही है। पंजाब के लोगों को नवजोत सिद्धू पर कोई भरोसा नहीं है।” उन्होंने आने वाले चुनाव में सिद्धू को हराने का संकल्प लिया।

जहां तक कैप्टन और बीजेपी के बीच गठजोड़ की संभावनाओं का सवाल है तो हमें पंजाब की मौजूदा सियासत को और कांग्रेस की आज की हालत को समझना होगा। हमें बीजेपी की जरूरत और कैप्टन की मजबूरी को समझना होगा। कैप्टन अमरिंदर सिंह पंजाब के बड़े नेता हैं लेकिन वे कांग्रेस छोड़ चुके हैं और उनके पास फिलहाल कोई पार्टी नहीं है। बीजेपी पंजाब में एक बड़ी पार्टी है लेकिन बीजेपी के पास कोई बड़ा पंजाबी सिख नेता नहीं है। यानी कैप्टन को पार्टी की जरूरत है और बीजेपी को कैप्टन की ।

फिलहाल अमरिन्दर सिंह ये कह रहे हैं कि वो कांग्रेस छोड़ेंगे लेकिन बीजेपी में नहीं जाएंगे। लेकिन कल क्या होगा कोई नहीं जानता। क्योंकि दो दिन पहले कैप्टन साहब ने कहा था कि वो दिल्ली में सिर्फ मकान खाली करने आए हैं। वह किसी राजनेता से नहीं मिलेंगे। लेकिन उन्होंने अमित शाह औऱ एनएसए अजित डोवल से मुलाकात की। अगर कोई ये कहता है कि ये मीटिंग अचानक फिक्स हो गई तो मैं कहूंगा कि ये सही नहीं है। कैप्टन अमरिंदर सिंह और अमित शाह से मुलाकात पहले तय हो चुकी थी। इसलिए कुछ भी हो सकता है। लेकिन 2 बात पक्की है। पहली बात ये कि अब कैप्टन कांग्रेस में वापस नहीं जाएंगे और दूसरी, कैप्टन अपनी सारी ताकत सिद्धू को और पंजाब में कांग्रेस को सबक सिखाने में लगाएंगे। ये अलग बात है कि कांग्रेस अब ये नहीं जानती कि सिद्धू उनके साथ रहेंगे या पार्टी छोड़कर चले जाएंगे।

मंगलवार को अपने समर्थकों के साथ पीसीसी अध्यक्ष पद से इस्तीफा देनेवाले नवजोत सिंह सिद्धू ने गुरुवार को चंडीगढ़ में पंजाब के मुख्यमंत्री चरणजीत सिंह चन्नी के साथ तीन घंटे लंबी बैठक की। इस बैठक में पार्टी के केंद्रीय पर्यवेक्षक हरीश चौधरी, सिद्धू के सहयोगी कुलजीत सिंह नागरा और परगट सिंह मौजूद थे। हालांकि इस बैठक में कुछ ठोस नहीं निकला। बैठक से पहले सिद्धू ने ट्वीट करके इकबालप्रीत सिंह सहोता को पंजाब पुलिस का नया डीजीपी नियुक्त किए जाने पर नाराजगी जताई थी।

सिद्धू ने डीजीपी सहोता पर गुरू ग्रन्थ साहिब की बेअदबी के मामले में दो निर्दोष सिख युवकों को फंसाने और बादल परिवार को क्लीन चिट देने का आरोप लगाया। उस वक्त बेदअबी के मामले की जांच के लिए बनी SIT को इकबाल प्रीत सिंह सहोता ही लीड कर रहे थे। इसलिए सिद्धू चाहते हैं कि डीजीपी को हटाया जाए और इसके साथ ही पंजाब के एडवोकेट जनरल अमर प्रीत सिंह देओल को भी बदला जाए। देओल ने पिछले महीने भ्रष्टाचार के एक मामले में पूर्व डीजीपी सुमेध सिंह सैनी का प्रतिनिधित्व किया था। मुख्यमंत्री चन्नी ने दोनों अधिकारियों को बदलने से इनकार कर दिया था। लेकिन सिद्धू के खेमे ने इससे अलग दावा किया है। चन्नी ने सिद्धू को तीन सदस्यीय कमेटी बनाने की पेशकश की। इस कमेटी में सीएम चन्नी, नवजोत सिद्धू और कांग्रेस नेता हरीश चौधरी होंगे। लेकिन इसपर भी स्थिति अभी अस्पष्ट बनी हुई है।

पंजाब कांग्रेस में सीरियल ड्रामा जारी है और राज्य के ज्यादातर पार्टी नेता सिद्धू से नाराज हैं। पार्टी के पूर्व प्रदेश अध्यक्ष सुनील जाखड़ ने मांग की है कि इस चेप्टर को जल्द बंद किया जाना चाहिए और मुख्यमंत्री के नेतृत्व को चुनौती देने की सभी कोशिश अब खत्म होनी चाहिए। राज्य सरकार के एक और मंत्री राज कुमार वेरका ने कहा कि सिद्धू ने अपनी मर्जी से इस्तीफा दिया और अब उन्हें सीधे मुख्यमंत्री से बात करनी चाहिए। ये रुठने-मनाने का वक्त नहीं है। राजकुमार वेरका ने सिद्धू को तीन बातों धैर्य, एडजस्टमेंट, और फ्लेक्सिबिलिटी पर अमल करने की सलाह भी दी। सिद्धू के समर्थन में अब तक केवल एक मंत्री रजिया सुल्ताना ने इस्तीफा दिया है। बाकी सभी मंत्री अगले दिन कैबिनेट की मीटिंग में वक्त पर पहुंच गए। सिद्धू के सबसे करीबी परगट सिंह भी कैबिनेट की मीटिंग में थे।

अब सिद्धू की भावी योजना को लेकर कयास लगाए जा रहे हैं। बीजेपी छोड़कर कांग्रेस में शामिल होने वाले सिद्धू ने पिछले विधानसभा चुनाव से पहले आम आदमी पार्टी से संपर्क किया था। गुरुवार को दिल्ली के मुख्यमंत्री और आम आदमी पार्टी के सुप्रीमो अरविंद केजरीवाल पंजाब में थे। उनसे सिद्धू के बारे में पूछा गया। केजरीवाल ने जवाब दिया: ‘कांग्रेस में कुर्सी की जंग छिड़ी है। पूरा पंजाब तमाशा देख रहा है। इसलिए अभी ये बात नहीं हो रही कि कौन कहां जा रहा है। जब सिद्धू से बात होगी तो देखा जाएगा। हम आपको बताएंगे।’

कैप्टन अमरिंदर सिंह ने राहुल गांधी और प्रियंका गांधी से बार-बार कहा था कि सिद्धू पर भरोसा मत करो। कैप्टन कहते थे ये किसी का नहीं है, ना किसी का हो सकता है। लेकिन उस समय कैप्टन की बात किसी ने नहीं सुनी। आज कांग्रेस के बड़े-बड़े नेता कह रहे हैं कि प्रियंका और राहुल को सिद्धू के चक्कर में नहीं आना चाहिए था। यही वजह थी कि सिद्धू के इस्तीफा देने के बाद उन्हें मनाने के लिए किसी को दिल्ली से पंजाब नहीं भेजा गया। सिद्धू से कहा गया कि बात करनी है तो चंडीगढ़ जाकर चीफ मिनिस्टर से मिलें। उनसे कहा गया कि चीफ मिनिस्टर सिद्धू को मनाने उनके घर पटियाला नहीं जाएंगे। सिद्धू को भी समझ आ गया कि गड़बड़ हो गई। इसलिए चुपचाप चंड़ीगढ़ जाकर दो घंटे सीएम चन्नी से बात की। हालांकि इस मीटिंग में कोई ठोस नतीजा नहीं निकला, लेकिन सिद्धू की वजह से पार्टी नेतृत्व को अब दिल्ली में नेताओं के बगावत का सामना करना पड़ रहा है।

बुधवार को कांग्रेस के सीनियर नेता कपिल सिब्बल ने एक प्रेस कॉन्फ्रेंस की और कहा कि पार्टी अध्यक्ष के बिना ‘हेडलेस’ है और कोई नहीं जानता कि कौन फैसला ले रहा है। उन्होंने पार्टी अध्यक्ष और एआईसीसी पदाधिकारियों के चुनाव की मांग दोहराई और कहा कि ‘हम जी-23 हैं, जी-हुजूर 23 नहीं।’ जो नेता ‘उनके’ करीबी थे, उन्होंने पार्टी छोड़ दी है, जबकि हम जिन्हें ‘उनके’ करीब नहीं माना जाता है, वे अभी भी वफादार हैं और ‘उनके’ साथ खड़े हैं। ‘उनके’ से सिब्बल का मतलब पार्टी के मौजूदा केंद्रीय नेतृत्व से था।

ठीक उसी शाम कांग्रेस समर्थकों ने सिब्बल के घर के बाहर विरोध प्रदर्शन किया। सिब्बल की कार में तोड़फोड़ की। उनके घर पर टमाटर फेंके गए। गुरुवार को पी चिदंबरम, आनंद शर्मा, मनीष तिवारी और दिग्गज नेता के. नटवर सिंह सहित कांग्रेस के सीनियर नेताओं ने इस घटना की निंदा की। चिदंबरम ने अपने ट्वीट में कहा, ‘मैं असहाय महसूस करता हूं जब हम पार्टी के भीतर सार्थक संवाद आरंभ नहीं कर सकते। मैं उस वक्त भी आहत और असहाय महसूस करता हूं जब कांग्रेस कार्यकर्ताओं द्वारा अपने एक साथी और सांसद के आवास के बाहर नारेबाजी किए जाने की तस्वीर देखता हूं। लगता है कि भलाई इसी में है कि व्यक्ति चुप्पी साध कर रखे’।

कांग्रेस नेता आनंद शर्मा ने कहा, ‘कपिल सिब्बल के घर पर हमले और गुंडागर्दी की खबर सुनकर स्तब्ध और निराश हूं। इस तरह की घटनाओं से पार्टी बदनाम होती है और इसकी कड़ी निंदा की जानी चाहिए। अभिव्यक्ति की स्वतंत्रता को कायम रखने का कांग्रेस का इतिहास रहा है। मतभेद और धारणाएं लोकतंत्र के अभिन्न अंग हैं। असहिष्णुता और हिंसा कांग्रेस के मूल्यों और संस्कृति से अलग है।‘।

पार्टी के एक अन्य सीनियर नेता गुलाम नबी आजाद ने सोनिया गांधी को लिखी चिट्ठी में महत्वपूर्ण मुद्दों पर चर्चा के लिए जल्द से जल्द कांग्रेस कार्यसमिति की बैठक बुलाने का आह्वान किया है। अपनी चिट्ठी में उन्होंने कहा- वफादार लोगों द्वारा पार्टी छोड़कर जाने से उथल-पुथल पैदा हो गई है। वहीं वयोवृद्ध कांग्रेस नेता के. नटवर सिंह ने गुरुवार को कहा, ‘वर्तमान में पार्टी में कुछ भी सही नहीं है। इस वक्त कांग्रेस में सिर्फ 3 लोगों, सोनिया गांधी, राहुल गांधी और प्रियंका वाड्रा की ही चलती है। किसी की बात नहीं सुनी जाती। उन्होंने राहुल गांधी पर निशाना साधते हुए कहा कि पार्टी में उन्होंने कोई पद नहीं ले रखा है लेकिन सभी मामलों में फैसले ले रहे हैं। उन्होंने कहा कि कैप्टन अमरिंदर सिंह को हटाने का फैसला राहुल गांधी ने लिया था।

उधर, राजस्थान और छत्तीसगढ़ जैसे अन्य राज्यों में भी पार्टी के अंदर संकट के बादल मंडरा रहे हैं। छत्तीसगढ़ के एक दर्जन से ज्यादा कांग्रेस विधायक मुख्यमंत्री भूपेश बघेल को बदलने की मांग लेकर दिल्ली आ चुके हैं। गुरुवार को बघेल ने गांधी परिवार का बचाव करते हुए कहा, ‘सब जानते हैं कि सोनिया जी हमारी कार्यकारी अध्यक्ष हैं और अगर कपिल सिब्बल जैसे नेता नेतृत्व के बारे में सवाल उठाते हैं, तो हम क्या कह सकते हैं?’

आज कांग्रेस की जो हालत है उसे देखकर पार्टी के पुराने और अनुभवी नेता परेशान हैं। इनमें से अधिकांश ने व्यक्तिगत तौर पर मुझे कहा कि पार्टी का इतना बुरा हाल हमने कभी नहीं देखा। पंजाब में 3 महीने पहले ऐसा लग रहा था कि विधानसभा चुनाव में कांग्रेस जीत जाएगी लेकिन आज पार्टी का बुरा हाल है। ऐसी हालत में सब पूछते हैं कि आखिर पार्टी चला कौन रहा है? सोनिया गांधी खराब सेहत की वजह से पूरा समय नहीं दे पातीं। वो पार्टी की वर्किंग प्रेसीडेंट हैं लेकिन उनके सारे फैसले राहुल गांधी ले रहे हैं।

पार्टी के नेता कहते हैं कि सिद्धू को लेकर जो फैसला लिया गया वो प्रियंका गांधी का था। हाल ये है कि पंजाब में इतना बड़ा संकट है, पार्टी के बड़े-बड़े नेता खुलकर बयानबाजी कर रहे हैं, अमरिंदर सिंह ने पार्टी छोड़ दी, सिद्धू ने इस्तीफा दे दिया, राजस्थान और छत्तीसगढ़ में असन्तुष्ट सक्रिय हैं, लेकिन लेकिन राहुल गांधी केरल चले गए और प्रियंका यूपी गई हैं। नतीजा ये है कि आम आदमी पार्टी अब सिद्धू पर डोरे डालने में लगी है। केजरीवाल ने सिद्धू को लेकर अपने तेवर बदले हैं और अमरिंदर सिंह बीजेपी से हाथ मिलाने को तैयार हैं। कांग्रेस के वरिष्ठ नेता पूछ रहे हैं कि इतना सब करने के बाद कांग्रेस को क्या मिला? एक पुरानी कहावत है..’सौ जूते भी खाए और सौ प्याज भी।’

The flames of Congress infighting in Punjab have reached Delhi, the knives are out and the party leadership is nonplussed over how to handle the crisis.

Capt. Amarinder Singh, one of the tallest Congress leaders in Punjab, announced on Thursday that he was no more in the party with which he was associated for 23 years. He said, “I have been in politics for 52 years, I have my own beliefs, my own principles. The way I have been treated..if you doubt me after 50 years and my credibility is at stake..if there is no trust, what is the point of me staying in the party?” He said this in Chandigarh, after his meetings with Home Minister Amit Shah and National Security Adviser Ajit Doval in Delhi.
The ex-army captain indicated he may float a new party. He ruled out joining BJP, but did not rule out any future tie-up with the party.

Capt Amarinder Singh had been a family friend of Gandhis, since the days when he studied in the same school with Rajiv Gandhi. He predicted doom for the party in Punjab assembly polls due early next year. The Captain said, “the Congress is going downhill.. the people of Punjab do not have any trust in Navjot Sidhu”. He vowed to defeat Sidhu in the coming elections.

As far as the possibility of tie-up between Captain and BJP is concerned, one has to understand the present position. BJP is one of the main parties in Punjab but it lacks a big Punjabi Sikh leader of stature. The captain has left the Congress party and is in need of a big political platform. In short: the captain needs a party and BJP needs a captain.

Till Thursday, the captain ruled out joining BJP, but politics is a game of unending possibilities. Nobody knows what can emerge by next week. Two days ago, the captain was saying he was not going to meet any leader in Delhi, but he met Amit Shah and Ajit Doval. If somebody claims that the meetings were fixed suddenly, I can say it is not correct. The captain’s meeting with Amit Shah was fixed in advance and the captain’s Delhi visit was for meeting the Home Minister.

Two facts are clear at this moment. One, the captain will not return to the Congress party, and two, he will use his full firepower to teach Sidhu a lesson. It is, of course, a different matter that the Congress, at this point of time, is not sure whether Sidhu will stay in the party or not.
On Thursday, Navjot Singh Sidhu, who resigned from the post of PCC chief along with his supporters on Tuesday, had a three hour long meeting with Punjab chief minister Charanjit Singh Channi in Chandigarh. Cenral party observer Harish Chowdhary, Sidhu’s associate Kuljit Singh Nagra and Pargat Singh were present in the meeting. Nothing tangible emerged. Before the meeting, Sidhu, via Twitter, had expressed annoyance over appointment of Iqbal Preet Singh Sahota as the new Director General of Punjab Police.

Sidhu alleged that as head of SIT, it was Sahota who had given a clean chit to Badal family and falsely implicated two innocent Sikh youths in the Guru Granth Sahib ‘beadabi’ (sacrilege) case. Sidhu also objected to appointment of Amar Preet Singh Deol as Punjab Advocate General. Deol had represented former DGP Sumedh Singh Saini in a corruption case last month. Chief Minister Channi refused to change both the officials, but the Sidhu camp claimed otherwise. Channi offered setting up a three-member coordination committee comprising Sidhu, Congress leader Harish Chowdhary and himself. The situation continues to remain unclear.

As the serial drama in Punjab Congress continues, most of the state party leaders are exasperated and annoyed with Sidhu. Former state party chief Sunil Jakhar demanded that the chapter must be closed soon and all efforts to challenge the chief minister’s leadership must end now. Another minister Raj Kumar Verka said, Sidhu had resigned on his own, and he must patch up with the chief minister on his own. He advised Sidhu to practise restraint, adjustment and flexibility. Only one minister, Razia Sultana, has till now resigned in support of Sidhu. Other ministers close to Sidhu had been attending cabinet meetings.

About Sidhu’s future plans, speculations are rife. Sidhu, who left BJP to join Congress, had earlier approached Aam Aadmi Party before the last assembly elections. On Thursday, Delhi chief minister and AAP supremo Arvind Kejriwal was in Punjab. He was asked about Sidhu. Kejriwal replied: “A battle for throne is presently going on and it is being watched by the people of Punjab. The question is not who is joining which party. Whenever we will have discussion with Sidhu, we shall see, we will tell you.”

Capt Amarinder Singh had told both Rahul and Priyanka Gandhi not to trust Sidhu. The captain had told them that Sidhu was unreliable and cannot be trusted. Nobody at that time heeded to his advice. Senior Congress leaders had also advised the Gandhi family not to trust Sidhu much. It was because of this, the central party leadership did not send anybody to Punjab, after Sidhu gave his resignation on Tuesday. Sidhu was told to meet the chief minister directly. He was told that the chief minister would not go to his home to meet him. Sidhu took the cue. He knew that the party leadership was unhappy, and he tamely decided to meet the CM.
Though no concrete results came from the meeting, but because of Sidhu, the party leadership is now facing a revolt of sorts among leaders in Delhi.

On Wednesday, senior Congress leader Kapil Sibal held a press conference to say that the party was “headless” without a president and nobody knows who is taking decisions. He reiterated the demand for election of party president and AICC office bearers and said “we are G-23 , and not Ji-Huzoor 23’. “Those leaders who were close to ‘them’ have left the party, while we who are not considered close to ‘them’ are still loyal and standing by ‘them’. “ By ‘them’, Sibal meant the present central party leadership.

The same evening, Congress supporters staged protest outside Sibal’s house, damaged a car and threw tomatoes at his residence. On Thursday, senior Congress leaders including P. Chidambaram, Anand Sharma, Manish Tewari and veteran leader K. Natwar Singh denounced the protest. Chidambaram in his tweet said, “I feel helpless when we cannot start meaningful conversations within party forums. I also feel hurt and helpless when I see pictures of Congress workers raising slogans outside the residence of colleague and MP. The safe harbour to which one can withdraw seems to be silence.”
Congress leader Anand Sharma said, “Shocked and disgusted to hear the news of attack and hooliganism at Kapil Sibal’s house. This deplorable action brings disrepute to theparty and needs to be strongly condemned. Congress has a history of upholding freedom of expression, differences of opinion and perception are integral to a democracy. Intolerance and violence is alien to Congress values and culture.”

Another senior leader Ghulam Nabi Azad, in a letter to Sonia Gandhi, has called for convening Congress Working Committee meeting at the earliest to discuss critical issues. In his letter, he has said that desertions by loyalists have led to turmoil.

Veteran Congress leader K. Natwar Singh on Thursday said, “nothing is right in the party at present. Only three persons, Sonia Ji, Rahul and Priyanka Gandhi are taking decisions for the leadership.” He slammed Rahul Gandhi saying he was taking decisions in all matters without holding any position in the party. He said, it was Rahul Gandhi who took the decision to replace Capt. Amarinder Singh.

Trouble is also brewing in other state units like Rajasthan and Chhattisgarh. Already more than a dozen Congress MLAs from Chhattisgarh have come to Delhi seeking replacement of Chief Minister Bhupesh Baghel. On Thursday, Baghel defended the Gandhis saying, “everybody knows Sonia Ji is our working president and if leaders like Kapil Sibal raise questions about leadership, what can we say?”

Senior and experienced party leaders are now worried over the internal crisis in Congress. Many of them personally told me they have never seen the party facing such a worse situation in their entire life. Nearly three months ago, it appeared that the Congress would retain power in Punjab, and now the party’s fortunes have plummeted to a low.
Questions are being asked as to who is running the party. Congress working president Sonia Gandhi is facing health related issues. She is unable to devote full time for the party. On her behalf, Rahul Gandhi is taking important decisions.

Party leaders say, the decision to induct Sidhu into the party was taken by Priyanka Vadra. These leaders said, at a time when the party is facing challenges in states like Punjab, Rajasthan and Chhattisgarh, Rahul Gandhi has left for Kerala and Priyanka has gone to UP. Capt. Amarinder Singh has left the party, Sidhu has resigned and the Aam Aadmi Party may try to win him over. Arvind Kejriwal has changed his tune about Sidhu, and the captain appears to be ready to join hands with the BJP.

Senior Congress leaders are asking, after doing so much, what did the party achieve? There is an old saying in Hindi “sau jootey bhi khaye, aur pyaaz bhi khaaye”. There is no matching English proverb for this, but it accurately reflects the present state of Congress, which invited the troubles on itself in Punjab by accommodating Sidhu.

किसान संगठनों द्वारा सोमवार को बुलाए गए 10 घंटे के भारत बंद के दौरान जहां पंजाब और केरल में जनजीवन ठप हो गया, वहीं पश्चिमी उत्तर प्रदेश, हरियाणा और दिल्ली में रोजाना सफर करनेवाले यात्रियों को काफी मुश्किलों का सामना करना पड़ा। इस दौरान दिल्ली-गुरुग्राम बॉर्डर पर भी भारी ट्रैफिक जाम रहा। यूपी गेट के पास किसानों ने दिल्ली-मेरठ एक्सप्रेस वे के सभी लेन को करीब 10 घंटे तक बंद रखा गया था। दिल्ली के चिल्ला बॉर्डर, डीएनडी फ्लाइवे और अन्य प्रवेश एवं निकास वाले रास्तों पर ट्रैफिक जाम रहा जबकि दिल्ली से कौशांबी और वैशाली तक का पूरा रास्ता दिनभर जाम रहा।

सबसे दुखद बात ये रही कि प्रदर्शनकारियों ने सेना के काफिले और एम्बुलेंस को भी नहीं छोड़ा। अपने प्राइम टाइम शो ‘आज की बात’ में सोमवार की रात हमने दिखाया था कि कैसे जालंधर में संयुक्त किसान मोर्चा के प्रदर्शनकारियों ने 6 लेन के हाइवे को टेंट लगाकर पूरी तरह से बंद कर दिया। हालांकि इस हाइवे के 3 लेन पर कुछ घंटों के लिए यातायात की अनुमति किसानों ने दी थी लेकिन बाद में सभी 6 लेन पर यातायात बंद कर दिया। इस दौरान जालंधर से आ रहा सेना के काफिले का आधा हिस्सा तो हाइवे से गुजर गया लेकिन बाकी काफिले को किसान नेताओं ने रोक लिया। प्रदर्शनकारियों ने रास्ते पर ट्रैक्टर खड़ा करके सेना के काफिले को रोक दिया। किसान नेताओं ने सेना के जवानों की इस दलील को भी अनसुना कर दिया कि उन्हें बॉर्डर के पास युद्धाभ्यास में हिस्सा लेना है इसलिए उन्हें आगे बढ़ने की इजाजत दी जाए।

यह घटना जालंधर में पीएपी चौक पर सुबह 8.30 बजे की है। लेफ्टिनेंट कर्नल रैंक के आर्मी ऑफिसर ने हाइवे पर बैठे किसान नेताओं को समझाने की कोशिश की लेकिन वे मानने को तैयार नहीं हुए। इसके बजाय किसान नेताओं ने आर्मी ऑफिसर को केंद्र द्वारा बनाए गए 3 कृषि कानूनों को पढ़ने के लिए कहा। जब आर्मी ऑफिसर ने बताया कि सेना का यह काफिला बॉर्डर पर युद्धाभ्यास के लिए जा रहा है, इस पर एक किसान नेता ने कहा कि आप रोजाना वॉर एक्सरसाइज में हिस्सा लेते हैं, कम से कम एक दिन निकालें और यहां हमारे इस एक्सरसाइज (विरोध प्रदर्शन) में शामिल हों।

करीब आधे घंटे की जिरह और दिल्ली में नेताओं के फोन कॉल के बाद आर्मी के बाकी काफिले को जाने दिया गया। यह वास्तव में बड़ा शर्मनाक था। खासकर ऐसे समय में जब देश पाकिस्तान और चीन के साथ लगी सीमाओं पर नई चुनौतियों का सामना कर रहा है। सबसे अजीब बात यह थी कि भारतीय किसान यूनियन के प्रमुख राकेश टिकैत ने इंडिया टीवी को बताया कि किसान बाधा नहीं डाल रहे थे, ‘किसान आर्मी ऑफिसर से बॉर्डर के हालात के बारे में पूछ रहे थे।’ जब उनसे बात हो गई तो फौजियों को आगे जाने दिया। टिकैत प्रदर्शनकारियों की इस हरकत की निंदा तो छोड़िए, उल्टा बचाव कर रहे थे।

न केवल सेना के काफिले को, बल्कि लाखों आम लोगों को यातायात बाधित होने के कारण दिक्कतों का सामना करना पड़ा। मुंबई-अहमदाबाद हाईवे पर सोमवार को 15 से 20 किलोमीटर लंबा जाम लगा रहा। इंडिया टीवी के रिपोर्टर राजीव कुमार ने बताया कि मुंबई-ठाणे-नवी मुंबई मार्ग पर 2 घंटे से भी ज्यादा समय तक एक इमरजेंसी एम्बुलेंस जाम में फंसी रही। एक हार्ट ट्रांसप्लांट केस के लिए एम्बुलेंस को सुबह 9 बजे अस्पताल पहुंचना था। ट्रैफिक जाम में फंसी एम्बुलेंस का ऐसा ही एक मामला हरियाणा के पलवल में देखने को मिला।

16 लेन का गुरुग्राम-दिल्ली हाईवे पर घंटों तक भारी ट्रैफिक जाम था। दोनों ही तरफ हजारों की संख्या में गाड़ियां बेहद धीमी रफ्तार से आगे बढ़ पा रही थीं। ट्रैफिक जाम के कारण ऑफिस जाने वाले हजारों लोगों को दिक्कतों का सामना करना पड़ा। इसी तरह के दृश्य दिल्ली के साथ लगे गाजियाबाद और नोएडा के बॉर्डर पर देखे गए, क्योंकि ज्यादातर गाड़ियों को हाइवे से डायवर्ट कर दिया गया था।

एक तरफ तो हजारों लोग ट्रैफिक जाम में फंसकर दिक्कतें झेल रहे थे तो दूसरी तरफ भारतीय किसान यूनियन के नेता राकेश टिकैत चाय की चुस्कियां लेते हुए ब्रेकफस्ट कर रहे थे। टिकैत को मीडियाकर्मियों से यह कहते हुए सुना गया कि मोर्चा ने तो पहले ही लोगों से कह दिया था कि सोमवार की भी छुट्टी ले लो और वीकेंड की छुट्टियों को मिलाकर 3 दिन एंजॉय करो।

केरल, पंजाब और महाराष्ट्र की राज्य सरकारों ने बंद को ‘सफल’ बनाने के लिए विरोध प्रदर्शन कर रहे किसानों का परोक्ष रूप से समर्थन किया, लेकिन सच्चाई यही है कि कुछ राज्यों को छोड़ दिया जाए तो भारत के अधिकांश हिस्सों में भारत बंद का कोई असर नहीं दिखा और जनजीवन बिल्कुल सामान्य रहा। भारत के कुछ हिस्सों में प्रदर्शनकारी पटरियों पर बैठ गए जिसके कारण 25 ट्रेनों को रद्द करना पड़ा। केरल के कोझिकोड में, सत्तारूढ़ मार्क्सवादी कम्युनिस्ट पार्टी के ट्रेड यूनियन (CITU) के समर्थकों ने एक ब्रॉडबैंड कंपनी के कार्यालय पर धावा बोल दिया, कर्मचारियों को जमकर पीटा और पूरे ऑफिस में तोड़फोड़ कर उसे तहस-नहस कर दिया। कारण: बंद के आह्वान के बावजूद ऑफिस खुला था।

किसानों को शांतिपूर्ण विरोध प्रदर्शन करने का अधिकार है, लेकिन उन्हें आम लोगों को परेशान करने का कोई हक नहीं है। सुप्रीम कोर्ट ने भी अपने कुछ फैसलों में इसे स्पष्ट किया है। अगर किसान, अन्नदाता के रूप में सेना के काफिले, एम्बुलेंस और ऑफिस आने-जाने वाले लोगों के रास्ते बंद करने लगा तो इससे वह क्या हासिल कर लेगा?

ये किसान नेता एक ही मुद्दे पर अड़े हुए हैं: तीनों कृषि कानूनों को निरस्त करो। केंद्र ने सभी किसान नेताओं के साथ 11 दौर की बातचीत की। फिर भी किसान नेताओं का आरोप है कि सरकार ने बातचीत के लिए अपने दरवाजे बंद कर लिए हैं। प्रधानमंत्री नरेंद्र मोदी ने कहा था कि उनके दरवाजे बातचीत के लिए खुले हैं, और वह तीनों कानूनों पर क्लॉज-बाइ-क्लॉज चर्चा करने के लिए तैयार हैं, और अगर कोई गलती है तो सरकार उसे सुधारने के लिए भी तैयार है। लेकिन किसान नेताओं की शर्त है कि पहले कानून रद्द करो फिर बात करेंगे। अब अगर कानून ही रद्द हो गए तो फिर बात किस पर होगी?

सुप्रीम कोर्ट ने कृषि विशेषज्ञों की एक समिति नियुक्त की, लेकिन किसान नेताओं ने समिति से बात करने से इनकार कर दिया। किसान नेताओं ने एक तरफ तो केंद्र और सुप्रीम कोर्ट, दोनों के प्रस्तावों को ठुकरा दिया और दूसरी तरफ किसानों के दमन का झूठा आरोप लगाया। केंद्र ने 10 महीने से भी ज्यादा समय से धरने पर बैठे किसी भी प्रदर्शनकारी किसान के खिलाफ पुलिस बल का प्रयोग नहीं किया।

किसान आंदोलन की आड़ में राष्ट्रविरोधी तत्व गणतंत्र दिवस पर ऐतिहासिक लाल किले तक पहुंच गए थे और वहां तिरंगे का अपमान किया था। सोमवार को भी कई किसान प्रदर्शनकारियों को खतरनाक तरीके से लाठी-डंडों का इस्तेमाल करते हुए देखा गया। पुलिस ने अधिकतम संयम बरता। सरकार ने ऑफर किया था कि वह नए कृषि कानूनों को सस्पेंड करने के लिए तैयार है, लेकिन किसान नेताओं ने इसे भी खारिज कर दिया।

लंबे समय से धरने पर बैठे कई किसानों की ठंड, खराब मौसम, कोविड और अन्य कारणों से दुखद मौत हुई है। इन मौतों को टाला जा सकता था, लेकिन ये भी देखना पड़ेगा कि उसके लिए जिम्मेदार कौन है।

और फिर धरने पर बैठे किसानों और उनमें से कुछ की जान जाने की तस्वीरों और वीडियो को पूरी दुनिया में दिखाया जा रहा है। प्रधानमंत्री नरेंद्र मोदी की हाल की अमेरिका यात्रा के दौरान तथाकथित किसान समर्थकों द्वारा वॉशिंगटन और न्यूयॉर्क में विरोध प्रदर्शन किए गए। उनका असली मकसद नरेंद्र मोदी को बदनाम करना था। क्या यह स्वीकार्य है?

जब हमारे देश के प्रधानमंत्री व्हाइट हाउस में जो बायडेन के साथ महत्वपूर्ण मुद्दों पर चर्चा कर रहे थे, ये प्रदर्शनकारी अमेरिकी राष्ट्रपति को ट्वीट भेज रहे थे, और उनसे मोदी के साथ किसानों के आंदोलन के मुद्दे को उठाने के लिए कह रहे थे। उनके ट्वीट्स का किसी ने संज्ञान नहीं लिया। लेकिन इस तरह की हरकतों से ये पता चलता है कि किसान आंदोलन के पीछे असली मकसद क्या है। मकसद है दुनिया की नजरों में भारत की छवि खराब करना, किसी भी तरह मोदी को शर्मसार करना। किसी भी सूरत में इन विरोधियों का मकसद किसानों का भला करना नहीं हो सकता। भारत में मोदी का विरोध करने वाले लोग किसान नेताओं के कंधों का इस्तेमाल पीएम पर निशाना साधने के लिए कर रहे हैं। बीजेपी का विरोध करने वाले विपक्षी नेता किसान आंदोलन का इस्तेमाल अपने राजनीतिक स्वार्थ के लिए कर रहे हैं।

The ten-hour Bharat Bandh call given by farmers’ organizations crippled normal life in Punjab and Kerala, and hit millions of commuters in western UP, Haryana and Delhi on Monday. There were massive traffic snarls on Delhi-Gurugram border, while farmers closed all lanes of Delhi-Meerut Expressway at UP Gate for nearly ten hours. There were traffic jams at Delhi’s Chilla border, DND flyway and other entry-exit routes, while the entire stretch from Delhi to Kaushambi and Vaishali remained choked throughout the day.
The worst part was that even army convoys and ambulances were not spared by the protesters. In my prime time show ‘Aaj Ki Baat’ on Monday night, we showed how in Jalandhar, Samyukta Kisan Morcha protesters blocked the six-lane highway by setting up tents after allowing traffic for a few hours on three lanes. Half of the army convoy that was passing through Jalandhar, crossed the highway, but the remaining army convoy was blocked by farmer leaders. Protesters blocked the army convoy by parking tractors in front of them. They did not listen to pleas from army jawans to allow them to proceed to take part in a war exercise near the border.
This incident occurred at around 8.30 am near PAP Chowk, Jalandhar. An army officer of Lt. Col. Rank tried to persuade farmer leaders sitting on the highway, but to no avail. Instead, the farmer leaders told the army officer to go through the three farm laws enacted by the Centre. When the army officer pointed out that the convoy was going to take part in war exercises near the border, one of the farmer leaders said, “you take part in war exercise daily, at least spare a day and join our exercise (protest) here”.
After half an hour of wrangling, and phone calls from leaders in Delhi, the rest of the army convoy was allowed to pass. It was really a shameful incident, particularly at a time, when the nation is facing challenges on its borders with Pakistan and China. The strangest part was that Bharatiya Kisan Union chief Rakesh Tikait told India TV that the farmers were not obstructing, “they were asking the army officer about the situation on the border”. Tikait was not only condoning, but defending the action of the protesters.
Not only the army convoy, but millions of common people faced ordeals due to traffic obstructions. On the Mumbai-Ahmedabad highway on Monday, there was a 15 to 20 km long traffic jam. India TV reporter Rajiv Kumar noticed an emergency ambulance stuck in the snarl on Mumbai-Thane-Navi Mumbai route for more than two hours. The ambulance was supposed to reach a hospital for a heart transplant case at 9 am. Similar case of ambulance stuck in traffic jam was noticed in Palwal, Haryana.
The 16-lane Gurugram-Delhi highway was chock-a-bloc with thousands of cars from both sides trying to proceed at a snail’s pace. Thousands of officegoers had to face travails because of traffic snarls. Similar scenes were witnessed at Ghaziabad and Noida borders with Delhi, as most of the vehicles were diverted from the highways.
On one hand, thousands of commuters were caught in traffic jams, and on the other hand, BKU chief Rakesh Tikait spent his time sipping tea and having his breakfast. Tikait was seen telling mediapersons that the Morcha had already told people to take a day’s off on Monday, clubbing with weekend holidays, for a three-day recreation.
State governments in Kerala, Punjab and Maharashtra gave indirect support to the protesting farmers in order to make the bandh a “success”, but the fact remains, that apart from a few states, life in most parts of India was not at all disrupted by Bharat Bandh. 25 trains had to be cancelled after protesters squatted on railway tracks in some parts of India. In Kozhikode, Kerala, supporters of ruling CPI(M) trade union CITU went on a rampage inside the office of a broadband company, beat up staffers and ransacked the entire office. Reason: the office was open despite a bandh call.
Farmers have the right to stage peaceful protests, but they do not have the right to subject common people to harassment. This has been clarified even by the Supreme Court in some of its judgments. If farmers, as ‘annadatas’ (providers of food) start obstructing army convoys, ambulances and commuters going to offices, what are they going to achieve?
The farmer leaders are adamant over one issue: repeal all the three farm laws. The Centre carried out 11 rounds of discussions with all farmer leaders. Yet, farmer leaders allege that the government has closed its door for talks. Prime Minister Narendra Modi had said that his doors were open for talks, and he was ready to discuss all the three laws, clause-by-clause, and if any amendments were needed, the Centre was ready. But farmer leaders are stuck with their only stand: first withdraw all the three laws, then we will go for talks. If the laws are repealed, then where is the scope for fresh rounds of talks?
The Supreme Court appointed a committee of farm experts, but the farmer leaders refused to talk to the committee. The farmer leaders rejected offers from both the Centre and the Supreme Court, and on the other hand, made false allegations of farmers being subject to oppression. The Centre did not use police force against any of the protesting farmers, sitting on dharna since more than 10 months.
Behind the façade of farmers’ agitation, anti-national elements marched up to the historic Red Fort on Republic Day and insulted our national flag. Even on Monday, several farm protesters were seen using lathis menacingly. Police exercised maximum restraint. The Centre even offered to suspend the new farm laws, which was rejected by farmer leaders.
Many farmers have died because of cold, bad weather, Covid and other causes, while sitting on a prolonged dharna. These deaths could have been avoided. But we should find out who are the persons responsible for causing this situation.
Moreover, images and videos of farmers sitting on dharna, and some of them dying, are being flashed across the world. Protests, by so-called farmer supporters, were held in Washington and New York, during the Prime Minister’s recent visit. The main aim was to defame India and Narendra Modi. Is this acceptable?
At a time when our Prime Minister was discussing critical issues with US President Joe Biden, these protesters were sending tweets to the US President, asking him to raise the farmers’ agitation issue with Modi. Nobody took notice of these tweets. But such acts reveal the real aim behind the farmers’ agitation. The aim is to tarnish India’s image in the world’s eyes, embarrass Modi and in any case, the objective of such naysayers could never be for the betterment of Indian farmers. Those opposing Modi in India are using the shoulders of farmer leaders to attack the PM. Anti-BJP opposition leaders are using the farmers’ agitation for their own political ends.

प्रधानमंत्री नरेंद्र मोदी ने अमेरिका के राष्ट्रपति जो बायडेन के साथ अपनी पहली व्यक्तिगत मुलाकात की। व्हाइट हाउस के ओवल ऑफिस में यह मुलाकात पहले से निर्धारित थी और इसके लिए एक घंटे का वक्त तय किया गया था। लेकिन जब दोनों नेता मिले तो यह मुलाकात 90 मिनट से ज्यादा समय तक चली।

इस मीटिंग के बाद भारत और अमेरिका की तरफ से एक संयुक्त बयान जारी किया गया जिसमें दोनों नेताओं की ओर से कहा गया कि, अमेरिका और भारत वैश्विक आतंकवाद के खिलाफ साझा लड़ाई में एक साथ खड़े हैं, संयुक्त राष्ट्र सुरक्षा परिषद प्रस्ताव (UNSCR) 1267 प्रतिबंध समिति द्वारा प्रतिबंधित समूहों सहित सभी आतंकवादी समूहों के खिलाफ ठोस कार्रवाई करेंगे। इसके साथ ही 26/11 मुंबई हमलों के अपराधियों को न्याय के कटघरे में लाने का आह्वान किया गया।

सूत्रों के मुताबिक, ‘दोनों नेताओं ने छद्म आतंकवाद की निंदा की और आतंकवादी समूहों को साजोसामान, वित्तीय या सैन्य सहयोग न देने पर जोर दिया जिसका इस्तेमाल आतंकवादी हमले करने या उसकी योजना बनाने में किया जा सकता है।’ मोदी और बायडेन के बीच द्विपक्षीय वार्ता के दौरान काउंटर टेररिज्म पर ज्यादा जोर था। वहीं, अफगानिस्तान में पाकिस्तान द्वारा निभाई गई नुकसानदेह भूमिका और अंतर्राष्ट्रीय समुदाय को इस पर संज्ञान लेने की जरूरतों पर भी दोनों देशों के बीच सहमति बनी।

विदेश सचिव हर्षवर्धन श्रृंगला, जो कि इस द्विपक्षीय वार्ता के समय वहां मौजूद थे, ने कहा ‘पाकिस्तान जो अपने आप को एक सूत्रधार (अफगानिस्तान में अमेरिका के लिए) के रूप में पेश कर रहा है, कई मायनों में उन समस्याओं को पैदा करने वाला है जिससे हम अपने पड़ोस में निपट रहे हैं।’

श्रृंगला ने कहा कि पीएम मोदी और राष्ट्रपति बायडेन के बीच भारत-अमेरिका द्विपक्षीय बैठक और ऑस्ट्रेलिया, भारत, जापान तथा अमेरिका के क्वाड शिखर सम्मेलन दोनों के दौरान अफगानिस्तान में पाकिस्तान की भूमिका पर और सावधानीपूर्वक नजर रखने पर बात हुई। उन्होंने कहा, ‘दोनों चर्चाओं में यह बात स्पष्ट रही कि अफगानिस्तान में पाकिस्तान की भूमिका पर और सावधानीपूर्वक नजर रखी जाए।’ हालांकि उन्होंने इस पर विस्तार से कुछ नहीं बताया।

क्वाड शिखर सम्मेलन में पीएम मोदी ने कहा कि यह ग्रुप ‘दुनिया की भलाई के लिए एक शक्ति’ के तौर पर काम करेगा। साथ ही ये भी घोषणा की गई कि भारत अगले महीने (अक्टूबर) से कोरोना वैक्सीन का निर्यात फिर से शुरू करेगा। भारत अक्टूबर के अंत तक 80 लाख जैनसेन कोरोना वैक्सीन की डोज उपलब्ध कराएगा, जिसका निर्माण भारतीय कंपनी बायोलॉजिकल ई द्वारा क्वाड वैक्सीन इनीशिएटिव के तहत किया जाएगा। भारत इस पहली खेप के 50 प्रतिशत हिस्से का फाइनैंस खुद करेगा।

क्वाड देशों ने COVAX के माध्यम से फाइनैंस की जानेवाली वैक्सीन के अलावा वैश्विक स्तर पर 1.2 बिलियन से ज्यादा वैक्सीन डोज दान करने का संकल्प लिया। पीएम मोदी ने एक कॉमन अंतरराष्ट्रीय यात्रा प्रोटोकॉल का प्रस्ताव रखा जिसमें कोविड वैक्सीनेशन सर्टिफिकेट को मान्यता देना भी शामिल था। इस प्रस्ताव की क्वाड के नेताओं ने खूब सराहना की। जापान भारत के साथ मिलकर कोरोना वैक्सीन और दवाओं से जुड़े भारतीय हेल्थकेयर सेक्टर में 100 मिलियन डॉलर के निवेश को बढ़ाने का काम करेगा।

पीएम मोदी और बायडेन की द्विपक्षीय वार्ता का मुख्य फोकस चीन था। अमेरिका के राष्ट्रपति ने हिंद-प्रशांत क्षेत्र में चीन की तरफ से पेश चुनौती का जिक्र किया। हालांकि क्वाड के संयुक्त बयान में चीन का खुले तौर पर नाम नहीं लिया गया, लेकिन क्वाड नेताओं के बीच चीन की हरकतों और क्षमताओं को लेकर एक समझ नजर आ रही थी।

चीन की कम्युनिस्ट पार्टी द्वारा समर्थित अखबार ग्लोबल टाइम्स ने अपने संपादकीय में क्वाड देशों को चेतावनी दी थी कि अगर वे ‘चीन का मुकाबला करने के लिए अमेरिका के साथ मिलकर हद से आगे बढ़ेंगे तो वह उन्हें दंडित करने में कोई संकोच नहीं करेगा। ग्लोबल टाइम्स ने इस संपादकीय को व्हाइट हाउस में मोदी-बायडेन की मीटिंग की पूर्व संध्या पर प्रकाशित किया था।

अखबार ने अपने संपादकीय में कहा, ‘अमेरिका क्वाड और AUKUS को चीन पर लगाम कसने वाले कुटिल गिरोहों में बदलने का इरादा रखता है। हम अन्य क्षेत्रीय देशों से अपील करते हैं कि वे वॉशिंगटन के बहकावे में न आएं। उन्हें चीन के खिलाफ अमेरिका के भू-राजनीतिक प्यादे या वॉशिंगटन के लिए बलि का बकरा बनने से इनकार कर देना चाहिए।’ संपादकीय का लहजा साफ तौर पर राष्ट्रपति शी जिनपिंग की सरकार के मूड को दर्शाता है। भारत, जापान और ऑस्ट्रेलिया के अमेरिका के करीब आने से चीन चिढ़ा हुआ है। दूसरी ओर, अफगानिस्तान में सत्ता हथियाने के लिए तालिबान की मदद करने और उसे उकसाने में पाकिस्तान की भूमिका के विश्व शक्तियों के संज्ञान में आने के बाद उसे अमेरिका ने बुरी तरह से खारिज कर दिया है। प्रधानमंत्री इमरान खान अभी तक राष्ट्रपति जो बायडेन से मुलाकात नहीं कर पाए हैं।

वहीं दूसरी तरफ, 135 करोड़ भारतीयों के नेता के रूप में प्रधानमंत्री मोदी की व्हाइट हाउस में राष्ट्रपति जो बायडेन के साथ हुई मीटिंग ने दुनिया भर की बड़ी शक्तियों का ध्यान आकर्षित किया है। गले लगाने के इरादे से एक-दूसरे के पास आने की बायडेन और मोदी की तस्वीरों और वीडियो ने साफ तौर से अमेरिकी नीति निर्माताओं के बीच भारत के रूतबे और बढ़े हुए कद का सबूत है। अन्य पूर्व भारतीय प्रधानमंत्रियों की वॉशिंगटन यात्राओं के दौरान अब तक ऐसा देखने को नहीं मिला था।

मोदी इससे पहले 2014 और 2016 में दो बार बायडेन से मिल चुके हैं। उस समय बायडेन अमेरिका के उपराष्ट्रपति हुआ करते थे। दोनों नेताओं के बीच संबंध हमेशा सौहार्दपूर्ण रहे हैं। जब बराक ओबामा अमेरिका के राष्ट्रपति थे, तब मोदी 4 बार अमेरिका गए थे। अमेरिका के पूर्व राष्ट्रपति डोनाल्ड ट्रंप के साथ मोदी के काफी अच्छे रिश्ते रहे हैं। मोदी ने खुद 2019 में मेरे शो ‘सलाम इंडिया’ में इस बात का जिक्र किया था कि कैसे राष्ट्रपति डोनाल्ड ट्रंप ने उन्हें अमेरिकी इतिहास के मशहूर लम्हों की एक झलक दिखाने के लिए खुद पूरा व्हाइट हाउस घुमाया था।

शुक्रवार को, बायडेन ने भारत-अमेरिका संबंधों में एक नया अध्याय शुरू किया और दोनों देशों के सामने कुछ सबसे कठिन चुनौतियों का सामना करने के लिए, जिनमें कोविड महामारी और एक आक्रामक विश्व शक्ति के रूप में चीन के उभार का खतरा शामिल हैं, इन संबंधों को और अधिक ऊंचाइयों पर ले जाने का वादा किया। दोनों नेताओं ने किसी अन्य देश का जिक्र करने से परहेज किया, लेकिन उनका फोकस साफ था। बायडेन ने भारत में पूर्वजों के बारे में एक पुरानी कहानी दोहराता हुए कहा कि उन्होंने सुना है कि मुंबई में 5 बायडेन हुआ करते थे। उन्होंने कहा, ‘मजाक से हटकर बात की जाए तो भारत और अमेरिका के बीच संबंधों को मजबूत और घनिष्ठ होना ही है।’

अमेरिकी राष्ट्रपति के साथ मोदी की द्विपक्षीय वार्ता, और क्वाड चौकड़ी के बीच सबसे पुराने नेता के रूप में उनकी भागीदारी ने एक बात को रेखांकित किया है: कि भारत उपमहाद्वीप की भूराजनीति पर हावी है, और अमेरिका भारत के साथ द्विपक्षीय संबंधों को एक उच्च स्तर पर ले जाने की जरूरत को समझता है। पाकिस्तान, जो कि अफगानिस्तान में तालिबान के कब्जे के बाद दुनिया के सामने अपना प्रभाव फैला रहा था, अब एक मुश्किल विकल्प का सामना कर रहा है: उसे यह तय करना है कि वह किसकी तरफ जाएगा- अमेरिका या चीन? अफगानिस्तान में 2 दशकों तक अमेरिकी सेना के ‘सहयोगी’ के रूप में मदद करने के बाद अब सच्चाई सबके सामने आ गई है। पाकिस्तान ने ही पूरे तालिबान नेतृत्व को पनाह दी, तालिबान के लड़ाकों को ट्रेनिंग दी, और अमेरिकी सेना की वापसी के बाद जब तालिबान ने अफगानिस्तान की सत्ता संभाली तब उसकी पूरी मदद की और उसे बढ़ावा दिया था।

अमेरिका अब अब यह बात मानता है कि भारत दुनिया के सबसे अधिक आबादी वाले लोकतंत्र के रूप में, एक बड़ी ताकत है जिसे नजरअंदाज नहीं किया जा सकता। भारत को विश्व भू-राजनीति के केंद्र में लाने का श्रेय अपने पिछले 7 सालों के शासन में प्रधानमंत्री नरेंद्र मोदी द्वारा किए गए अथक प्रयासों को जाता है। अमेरिका ने महसूस किया है कि भारत के पास ज्ञान की शक्ति का एक विशाल भंडार है, जिसकी अमेरिकी उद्योग को आवश्यकता है। भारत टीकों का दुनिया का सबसे बड़ा निर्माता है, और भारतीय कंपनियां पूरी दुनिया में अपनी मौजूदगी को जाहिर कर रही हैं। भारत को अब और नजरअंदाज करना मुश्किल है। इसके अलावा, भारत में एक अरब से ज्यादा उपभोक्ता हैं, जो कि अमेरिकी निवेश के लिए एक मौके की तरह हैं।

मुझे याद है कि जब मोदी अभी प्रधानमंत्री नहीं बने थे, तो सबसे ज्यादा सवाल उनकी विदेश नीति की क्षमता को लेकर खड़े किए गए थे। किसी ने कहा कि एक ‘चायवाला’ दूसरे देशों के राष्ट्राध्यक्षों से कैसे बात करेगा, किसी ने कहा कि वह गुजरात के अलावा कुछ नहीं जानते तो विदेश नीति कैसे चलाएंगे। कुछ लोगों ने सवाल किया कि क्या ओबामा उन्हें अमेरिका जाने के लिए वीजा देंगे। पिछले 7 सालों में मोदी ने इन सभी विरोधियों को पूरे विश्वास के साथ करारा जवाब दिया है।

लगातार 3 अमेरिकी राष्ट्रपतियों बराक ओबामा, डोनाल्ड ट्रंप और जो बायडेन ने जिस तरह से मोदी का व्हाइट हाउस में स्वागत किया, उससे हर भारतीय का सिर गर्व से ऊंचा हो गया। मोदी ने अपनी व्यावहारिक राजनीति और व्यक्तिगत केमिस्ट्री से दुनिया के नेताओं को चौंका दिया है। यह देखकर अच्छा लगता है कि विदेश में रहने वाले भारतीय मोदी की इसलिए जमकर तारीफ करते हैं कि उन्होंने भारतीय प्रधानमंत्री के कद को ऊंचाई दी है।

मोदी की लगातार विदेश यात्राओं के ने विदेश में रहने वाले भारतीयों को उन देशों के लोगों की नज़र में इज्जत बढ़ाई है। मोदी आज दुनिया के सबसे लोकप्रिय राजनेताओं में से एक हैं। वह बार-बार कहते हैं कि उन्हें यह दर्जा इसलिए मिला है क्योंकि भारत की 135 करोड़ जनता उनके पीछे है।

Prime Minister Narendra Modi completed his successful Washington visit with his first in-person meeting with US President Joe Biden which went on at the Oval Office of White House for more than 90 minutes instead of the scheduled one hour meet.

In a joint India-US statement released after the meeting, the two leaders reaffirmed that “the US and India stand together in a shared fight against global terrorism”, will take concerted action against all terrorist groups, including groups proscribed by UN Security Council 1267 Sanctions Committee, and called for “the perpetrators of 26/11 Mumbai attacks to be brought to justice”.

The two leaders “denounced any use of terrorist proxies and emphasized the importance of denying any logistical, financial or military support to terrist groups, which could be used to launch or plan terror attacks.” During bilateral talks between Modi and Biden, counter-terrorism was a focus area, and the pernicious role played by Pakistan in Afghanistan, and the need for international community to be cognizant of this, found resonance with US interlocutors, said top sources accompanying the Prime Minister.

Foreign Secretary Harsh Vardhan Shringla, who was present during the bilateral talks, said, “Pakistan, which has been projecting itself as a facilitator (for the US in Afghanistan), has been in many senses an instigator of some of the problems that India has been dealing with in its neighbourhood.”

Shringla said, both during the Modi-Biden bilateral meeting and at the Quad summit comprising leaders of India, US, Japan and Australia, “there was a clear sense of a more careful look, examination and monitoring of Pakistan’s role in Afghanistan.” He did not elaborate.

At the Quad summit, Modi said, the group will act as “a force for global good”. It was announced that India will resume Covid vaccine exports from next month (October). India with make available 8 million Janssen Covid vaccine doses by October end, to be manufactured by Indian company Biological E, under the Quad vaccine initiative. India will finance 50 per cent of this first consignment.

Quad countries pledged to donate more than 1.2 billion vaccine doses globally, in addition to the doses financed through COVAX. Modi proposed a common international travelling protocol involving mutual recognition of Covid vaccination certificate, which was well received by other leaders. Japan will work with India to enhance key investments of $100 million in Indian healthcare sector relating to vaccines and Covid treatment drugs.

The major focus at the Modi-Biden bilateral talks and Quad summit, was on China, with the US President referring to challenged posed by China in the Indo-Pacific region. Although the Quad joint statement did not mention China by name, there was a sense of realism among Quad leaders about China’s actions and capabilities.

Already a Chinese Communist Party-backed newspaper Global Times in its editorial has warned Quad nations that it “would not hesitate to punish them”, if they “followed the US too far in confronting China”. The editorial came just on the eve of Modi-Biden meeting in the White House.

It said, “The Us intends to turn the Quad and AUKUS into sinister gangs containing China…We appeal to other regional countries not to be fooled by Washington. They should refuse to be geopolitical pawns of the US against China, or to become cannon fodders of Washington.” The tone of the editorial clearly indicates the mood in President Xi Jinping’s government. China is irked over India, Japan and Australia coming closer to the US. On the other hand, Pakistan has been badly snubbed by the US after its role in aiding and abetting Taliban to seize power in Afghanistan has come to the notice of world powers. Prime Minister Imran Khan is yet to get an appointment with President Joe Biden.

On the other hand, as the leader of 135 crore Indians, Prime Minister Modi’s meeting with President Joe Biden at the White House has attracted the notice of big powers across the world. Images and videos of Biden and Modi approaching each other with an intent to hug, have clearly established the tremendous hike in India’s reputation among US policy makers, hitherto unnoticed during other former Indian prime ministers’ visits to Washington.

Modi had earlier met Biden twice, in 2014 and 2016, when the latter was US Vice President, and their relationship has always been cordial. When Barack Obama was US President, Modi visited the US four times. Modi’s relationship with former US President Donald Trump has been legendary. Modi had himself mentioned in my show ‘Salaam India’ in 2019, how President Donald personally took him on a tour of the White House to give glimpses into famous moments in US history.

On Friday, Biden launched a new chapter in India-US ties and promised to take them to greater heights in the face of some of the toughest challenges being faced by both countries – Covid pandemic and the danger from China emerging as an aggressive world power. Both leaders avoided any mention of third countries, but their focuses were clear. Biden repeated an old apocryphal story about having ancestors in India, and that he had heard there were five Bidens in Mumbai. He said, “all kidding aside, relations between India and the US…are destined to be stronger and closer.”

Modi’s bilateral talks with the US President, and his participation as the oldest leader among the Quad quartet, has underlined one thing: that India continues to dominate the geopolitics of the subcontinent, and the US recognizes the need to take bilateral ties with India to a higher level. Pakistan, which had been crowing before the world that its influence has spread after the Taliban takeover in Afghanistan, is now facing a hard option: it has to decide which side to take – the US or China? After helping the US forces as “facilitator” for two decades in Afghanistan, the truth has now come out in the open. It is Pakistan which was keeping the entire Taliban leadership hidden under its wings, was training Taliban recruits, and fully aided and abetted the Taliban, when it took power in Afghanistan after the US troop withdrawal.

The US now acknowledges that India, as the world’s most populous democracy, is a major power which cannot be ignored. The credit for bringing India to the centre stage of world geopolitics goes to the untiring efforts of Prime Minister Narendra Modi in the last seven years of his rule. The US has realized that India has a huge storehouse of knowledge power, required by US industry, it is the world’s largest manufacturer of vaccines, and Indian companies are already making their present felt across the globe. India can no more be ignored. Moreover, India provides a huge billion plus base of consumers, ripe for US investments.

I remember, when Modi was yet to become the PM, there were questions being asked about how he would handle intricacies of diplomacy, given his background as a “chaiwallah”. Modi was projected as a leader who only knew about Gujarat. Some questioned whether Obama would give him the visa to visit the US. In the last seven years, Modi has replied to all these naysayers with full confidence.

The manner in which three consecutive US Presidents, Barack Obama, Donald Trump and Joe Biden, welcomed Modi to the White House has made every Indian raise his head with pride. Modi has stunned world leaders with her realpolitik mixed with personal chemistry. It is nice to watch Indians living abroad praising Modi for the big stature that he has provided to an Indian prime minister.

Because of Modi’s frequent foreign visits, Indians living in those countries have gained respect in the eyes of people of the countries they live in. Modi today stands in the front ranks of world’s most popular statesmen. He admits that he has acquired this status because of the solid backing that he received from 135 crore Indians in his homeland.

पाकिस्तान की जासूसी एजेंसी आईएसआई सोशल मीडिया के ज़रिए भारतीय सेना के जवानों को हनीट्रैप में फंसाने की कोशिश कर रही हैं। भारतीय सेना की सीक्रेट जानकारी हासिल करने के लिए बड़ी संख्या में लड़कियों को बहाल किया गया है। कराची और रावलपिंडी में बैठी लड़कियां हनीट्रैप के जरिए यहां की खुफिया जानकारी हासिल करने की कोशिश में जुटी हैं। इसलिए हर देशवासी को अलर्ट रहने की जरूरत है। अपने प्राइम टाइम शो ‘आज की बात’ में हमने गुरुवार की रात आपको कराची, हैदराबाद और रावलपिंडी में बैठी पाकिस्तानी लड़कियों के वीडियो और चैट दिखाए। इन वीडियो और चैट के जरिए ये लड़कियां खुद को भारतीय बताकर सेना के जवानों, सैन्य प्रतिष्ठानों, सैन्य गतिविधियों और मिसाइल प्रक्षेपण स्थल से जुड़ी संवेदनशील जानकरी हासिल करने की कोशिश करती हैं।

आईएसआई की इस प्लानिंग को लेकर भारतीय सेना के हर जवान और उसके परिवार के सदस्यों को अलर्ट रहना चाहिए। इस बात को लेकर बेहद अलर्ट रहना चाहिए कि वे व्हाट्सएप, फेसबुक और अन्य सोशल मीडिया प्लेटफॉर्म पर किसके साथ चैट कर रहे हैं। यह सब पाकिस्तानी सेना की एक बड़ी साजिश का हिस्सा मालूम पड़ता है जो हमारे सैन्य प्रतिष्ठानों, सेना की प्लानिंग के बारे में सोशल मीडिया के जरिए सीक्रेट जानकारी हासिल करने की कोशिश कर रही है।

आईएसआई ने ऐसे कई कॉल सेंटर बनाए हैं जहां से पाकिस्तानी लड़कियां हिन्दू बनकर सोशल मीडिया के जरिए भारतीय सेना के जवानों को लुभाने की कोशिश करती हैं। इस खतरनाक गेम को अंजाम देने के लिए आर्टीफीशियल इंटैलीजेंस और इंटरनेट का इस्तेमाल किया जा रहा है।

मेरे पास इस खतरनाक साजिश के सबूत के दौर पर कई वीडियो और ऑडियो हैं जिससे पता चलता है कि पाकिस्तान में बैठी ये लड़कियां कैसे जासूसी एजेंसी के लिए काम करती हैं। सबसे पहले ये लड़कियां सोशल मीडिया पर नकली प्रोफाइल बनाती हैं और खुद को भारतीय सेना के जवानों की महिला रिश्तेदार के तौर पर पेश करती है। माथे पर बिंदी लगाकर, हाथ में कलावा बांध कर और मंगल-सूत्र पहन कर ये अपनी फोटो प्रोफाइल पर लगाती हैं। इनके बैकग्राउंड में गांधी या फिर हिंदू देवी-देवताओं की तस्वीर होती है। ये लड़कियां बिल्कुल पारंपरिक भारतीय कपड़े पहनती हैं ताकि किसी भी तरह से इनके पाकिस्तानी होने का शक न हो। इससे पहले कि सामने वाले को कोई शक हो ये महिला जासूस छल, छद्म, सौंदर्य को हथियार बनाकर फौज और देश की रक्षा से जुड़ी अहम जानकारियां हासिल कर लेती हैं।

पाकिस्तान की इंटेलिजेंस एजेंसी आईएसआई द्वारा शुरू किए गए ‘ऑपरेशन हैदराबाद’ के तहत पाकिस्तान में दो कॉल सेंटर बनाए गए हैं और वहां लड़कियों को बहाल किया गया है। एक कॉल सेंटर हैदराबाद में है और दूसरा रावलपिंडी में। आईएसआई ने लड़कियों को डेटा माइनिंग के काम में लगाया है। इसमें उन प्रोफाइल्स को सर्च किया जाता है जिसमें आर्मी से जुड़े लोग हों। इसके लिए कुछ कीवर्ड्स डालकर पहले सेना के लोगों की पहचान की जाती है। कई बार तो फौजियों के हेयर कटिंग के स्टाइल से ही उन्हें पहचान लिया जाता है और उनसे संपर्क करने की कोशिश होती है। एक-एक लड़की रोजाना कम से कम 50 प्रोफाइल हैंडल करती है। इंडिया टीवी के रिपोर्टर राजेश कुमार और डिफेंस एडिटर मनीष प्रसाद ने सेना के सूत्रों से इन वीडियो और चैट को वेरिफाई किया। ये वीडियो और चैट पूरी तरह वेरिफाइड और ऑथेंटिकेटेड हैं।

इन लिंक्स को डिकोड करने वाली मिलिट्री इंटेलिजेंस के मुताबिक, लड़कियां अपना नाम और पहचान बदलकर फौज से जुड़े शख्स या उसके रिश्तेदार को वीडियो कॉल्स करती हैं। पहले उसकी पर्सनल लाइफ के बारे में जानने की कोशिश करती हैं। धीरे-धीरे नजदीकियां बढ़ाने की कोशिश की जाती है। इस दौरान कई बार इंटिमेट बातें की जाती हैं। सीक्रेट जानकारी हासिल करने से पहले वो वीडियो कॉल और चैट पर काफी समय बिताती हैं। जब सामने वाले शख्स को यह अहसास हो जाता है कि लड़की जेनुइन है तो फिर धीरे-धीरे सीक्रेट जानकारियां हासिल करने का खेल शुरू हो जाता है।

‘आज की बात’ में हमने आपको एक ऐसी ही पाकिस्तानी लड़की के बारे में दिखाया जिसका कोड नेम पूजा राजपूत है। यह सिंध प्रांत के हैदराबाद से ऑपरेट करती है। इसने खुद को मिलिट्री नर्सिंग सर्विस में काम करने वाली बताया है और भारत में सिक्योरिटी पर्सनल्स और दूसरे टारगेट्स को निशाना बनाने की कोशिश करती है। चैट के दौरान शुरुआती मजाक, चुटकुलों और हल्की नोंकझोंक के बाद पर्सनल लाइफ की बात करती थी और उसकी समस्याओं को सुनकर अपने टारगेट को भरोसे में लेने की कोशिश करती थी। अक्सर हवाला के जरिए या बैंक खाते से पैसे ट्रांसफर करके पैसे की पेशकश करती थी। इस दौरान लड़की का व्यवहार ऐसा रहता था ताकि किसी को यह पता नहीं चले कि वह भारतीय हिंदू लड़की नहीं बल्कि एक पाकिस्तानी है।

मिलिट्री इंटेलिजेंस ने इन वीडियो कॉल और चैट के लिए कई आईपी एड्रेस की लोकेशन पाकिस्तान में ढूंढी है। नेहा शर्मा, संजना जोशी, सोनिया पटेल, अन्या शर्मा, प्रियांशी राजपूत, टीना अग्रवाल, सृष्टि दीक्षित (सभी हिंदू लड़कियों के नाम) के नाम से फर्जी प्रोफाइल बनाई गई है। आर्मी कमांडर की विजिट, संवेदनशील जगहों की तस्वीरें और आर्मी कम्यूनिकेशन से जुड़ी जानकारी उनकी प्राथमिकता रहती है।

मैं आपको इस मामले का एक उदाहरण देता हूं। राजस्थान के बाड़मेर के एक कपड़ा व्यापारी जितेंद्र सिंह को हाल ही में बेंगलुरु में गिरफ्तार किया गया था। वह पाकिस्तान के लिए जासूसी कर रहा था और भारतीय सेना की वर्दी पहना करता था। इसी तरह जयपुर के एक रेलवे कर्मचारी भरत और राजस्थान के झुंझनू में गैस एजेंसी चलाने वाले संदीप को भी गिरफ्तार किया गया। इन तीनों आरोपियों द्वारा इस्तेमाल किए गए सेलफोन के कॉल डेटा रिकॉर्ड की जांच करने पर यह पाया गया कि ये लोग हैदराबाद और रावलपिंडी के फोन नंबरों पर पाकिस्तानी लड़कियों के संपर्क में थे। इनके सेलफोन से पाकिस्तानी लड़कियों की तस्वीरें भी बरामद की गईं।

ओडिशा पुलिस ने 15 सितंबर को बालासोर जिले के चांदीपुर में डीआरडीओ के इंटीग्रेटेड टेस्ट रेंज से चार कॉन्ट्रैक्ट वर्कर्स को जासूसी के आरोप में गिरफ्तार किया। वे हनीट्रैप का शिकार हो गए थे और विदेशी एजेंटों को सीक्रेट जानकारियां लीक कर रहे थे। क्राइम ब्रांच ने इस मामले की जांच अपने हाथ में ले ली है। इन चारों ने इस बात को स्वीकार किया है कि गिरफ्तार होने से पहले कई दिनों तक ये लोग यूपी की एक महिला के साथ व्हाट्सएप और फेसबुक पर चैट करते थे। इस मामले को राष्ट्रीय जांच एजेंसी (एनआईए) को सौंप दिया गया है। एनआईए उस महिला की प्रोफाइल की जांच कर रही है जिसके साथ ये लोग चैट करते थे। इन चारों पर मिसाइल मूवमेंट और आईटीआर में काम करने वाले वैज्ञानिकों के नाम के बारे में संवेदनशील जानकारी देने का आरोप है। पता चला है कि इन्हें कराची से ऑर्डर मिल रहे थे और ये लोग कराची स्थित आईएसआई एजेंट्स के संपर्क में थे।

कुछ मामलों में ये पाकिस्तानी लड़कियां ये कहती हैं कि वो हिंदुस्तानी तो हैं लेकिन अमेरिका या लंदन में मौजूद हैं इसलिए फिजिकली मिलना तो मुमकिन नहीं मगर वीडियो कॉल, व्हाट्स एप कॉल पर उपलब्ध हैं। इसी तरह एक और वीडियो का खुलासा हुआ। आईएसआई के लिए काम करनेवाली एक और लड़की ने खुद को इंडियन आर्मी का क्लर्क बताकर परिचय दिया था। इसने अपनी फेसबुक और इंस्टाग्राम प्रोफाइल पर अपना नाम इशानिका अहीर लिखा। और ये बताया कि वो इंडियन क्लर्क है और डेस्क जॉब करती है। कई चैट में तो बेहद अश्लीलता होती है जिसे दर्शकों से शेयर नहीं किया जा सकता।

इशानिका नाम की एक लड़की अलग-अलग पहचान का इस्तेमाल करते हुए एक बार में लगभग 50 टारगेट को संभाल रही थी। वह किसी के लिए इशानिका थी तो किसी के लिए नव्या चोपड़ा। सोशल मीडिया पर लड़की की तस्वीरें एक जैसी हैं। वह एक आईएसआई हैंडलर है जो मिलिट्री इंटेलिजेंस के अनुसार वेस्ट रिज रोड, रावलपिंडी में एक सेफहाउस के लिए काम करती है। हमारी इंटैलीजेंस एजेंसीज को इस बात के भी सबूत मिले है कि आर्मी के जवानों को लड़कियों के जाल में फंसाने के लिए आईएसआई के एजेंट्स ने हमारे देश में फर्जी टेलीफोन एक्सचेंज तक लगा दिए हैं। इंटरनेट कॉलिंग के जरिए इस साजिश को अंजाम दिया जा रहा है जिससे इन कॉल्स की लोकेशन को ट्रैस नहीं किया जा सके।

पंजाब पुलिस की एक काउंटर-इंटेलिजेंस टीम ने 13 सितंबर को लुधियाना से जसविंदर सिंह नाम के एक व्यक्ति को एक पाकिस्तानी लड़की के साथ संबंधों के आरोप में गिरफ्तार किया। उस लड़की ने खुद को बठिंडा की जसलीन बरार बताकर उससे दोस्ती की थी। लुधियाना के पुलिस आयुक्त ने कहा कि जसलीन बरार के रूप में पेश पाकिस्तानी लड़की ने जसविंदर द्वारा दिए गए एक ओटीपी का इस्तेमाल एक व्हाट्सएप नंबर को एक्टिवेट करने के लिए किया और कम से कम सात डिफेंस पर्सनल से बातचीत की।

सूत्रों ने बताया कि सेना के जवानों के फोन तक पहुंच बनाने के लिए आईएसआई के ये हैंडलर अपनी फर्जी तस्वीरों को डाउनलोड करने के लिए एक लिंक भेजते हैं और एक खास मालवेयर का इस्तेमाल करते हैं। जब इस लिंक पर क्लिक किया जाता है तो संबंधित शख्स के फोन का सभी डेटा खतरे की जद में आ जाता है। इसके बाद सभी गुप्त या संवेदनशील जानकारी, वीडियो या चैट आईएसआई हैंडलर को के पास चले जाते हैं या फिर इसे दूसरे शब्दों में कहें तो सॉफ्टवेयर क्लोनिंग हो जाती है।

आईएसआई भी अब डार्क नेट का इस्तेमाल कर रही है। भारतीय सेना ने 20 विशेष ईमेल आईडी शेयर कर अपने सभी कर्मियों को सतर्क कर दिया है। इसके साथ ही सभी यूनिट को स्पूफिंग का विवरण भेज दिया गया है। सेना ने सभी रैंकों को किसी भी संदिग्ध लिंक पर क्लिक न करने की चेतावनी दी है, नहीं तो उनके सेलफोन की सभी सूचनाएं लीक हो जाएंगी। सेना के जवानों से कहा गया है कि वे अपने परिवार के सदस्यों को भी अलर्ट करें, किसी अज्ञात लिंक पर क्लिक न करें। जवानों और अधिकारियों से कहा गया है कि वे सेना की वर्दी पहने लेकिन अपनी तस्वीरें सेलफोन या सोशल मीडिया पर अपलोड न करें।

हमने विषकन्याओं की कहानियां तो बहुत सुनी हैं। कौटिल्य (चाणक्य) के काल में जासूसी और दुश्मनों की हत्या के लिए ‘विषकन्या’ का इस्तेमाल किया जाता था। पाकिस्तान की जासूसी एजेंसी की तरफ से इस्तेमाल की जा रही पाकिस्तानी लड़कियां इसी श्रेणी में हैं। उन्हें इस बात की ट्रेनिंग दी जाती है कि कैसे सेना के जवानों को हनीट्रैप किया जाता है। मैं भारतीय मिलिटरी इंटेलीजेंस को बधाई देना चाहता हूं, जिन्होंने पाकिस्तानी फौज की इस खतरनाक साजिश को नाकाम कर दिया। इसके पहले भी कई बार पाकिस्तान की हर चाल को हमारी फोर्सेज ने हमारी इंटेलीजेंस ने नाकाम किया है। ये कोई हैरत की बात नहीं है कि पाकिस्तान अब इन्फॉर्मेशन हासिल करने के लिए बड़ी बेशर्मी से अपने यहां की लड़कियों का इस्तेमाल कर रहा है।

दुनिया में शायद ही कोई ऐसा मुल्क होगा जो अपने देश की लड़कियों को इतने बड़े पैमाने पर जासूसी के लिए इस्तेमाल करने में लगाता हो, लेकिन पाकिस्तान चाहे जो भी करे हमारे देश में फौज के लोगों को सावधान रहने की जरूरत है। और उससे भी ज्यादा उन लोगों को सावधान रहने की जरूरत है, जो किसी ना किसी तरीके से फौज के लोगों से जुड़े हैं। हमें ये सुनिश्चित करना होगा कि हमारे देश का कोई सीक्रेट, हमारी फौज की कोई इन्फॉर्मेशन चाहे वो छोटी हो या बड़ी, इस हनीट्रैप रैकेट के जरिए बाहर ना जाए। ये हम सबकी जिम्मेदारी है।
