Why Teni must go?
A shameful incident took place in Lakhimpur Kheri of Uttar Pradesh on Wednesday, when Union Minister of State for Home Ajay Mishra Teni abused a journalist, used cuss words, grabbed him by his collar and snatched his phone, when he asked about his son’s case. All this happened in front of cameras, and the video soon went viral evoking strong reactions.
Teni, the BJP MP from Lakhimpur Kheri, came to limelight on October 3, when his son Ashish Mishra alias Monu allegedly ran his vehicle into a crowd of protesters, killing eight people including four farmers. The Special Investigation Team of UP Police in its report has said, the incident was well-planned and a deliberate act, and not of negligence or callousness. The SIT has sought the court’s permission to include attempt to murder charges against the accused. Thirteen accused persons, including the minister’s son, are presently in jail.
In the video, the minister was asked by a journalist about the SIT report and whether he would now resign. The minister lost his cool and called mediapersons ‘thieves’. Teni was enraged more so because this question was being put to him in front of his followers in his own constituency. The minister said: “Do not ask questions like a fool. Have you lost your mental balance? I will beat you up here. What do you want to know? You turned an innocent person into an accused. Aren’t you ashamed?”
Clearly, Teni was angry because of questions that he thought were uncomfortable. In anger, he forgot that he was the Union Minister of State for Home. His loutish manner came to the fore, as he lunged at the reporter shouting abuses. It was Teni, who had been claiming since October 3 that he would resign if his son was found guilty. Now that the SIT probe under supervision of the Supreme Court has found the incident to be a “pre-planned conspiracy”, the minister finds himself cornered. He is heard saying nonchalantly whether any chargesheet has been filed, or whether the court has found him guilty.
The chargesheet is going to come soon, latest by January 2, when the 90 days’ window for filing chargesheet ends. My information is that police is going to file chargesheet anytime next week. It is difficult to predict what Teni will say at that time. Meanwhile, the BJP leadership has taken this matter seriously and Teni has been summoned to meet the party president.
The opposition took the cue and raised a ruckus in Parliament, demanding dismissal of the minister. Opposition leaders Rahul Gandhi, Akhilesh Yadav and Asaduddin Owaisi demanded his dismissal. Union Minister Piyush Goyal said, since the matter was sub judice, and the probe is being monitored by Supreme Court, the matter cannot be discussed in Parliament.
It seems Teni has this habit of committing mistakes, and punishing others for his acts. To shut down cameras, to abuse mediapersons when asked about his son’s case, is nothing but sheer thuggery. The day his son’s car ran his vehicle into the crowd of protesting farmers, the minister claimed that his son was busy at a ‘dangal’(wrestling bout). Now that the SIT report filed by a senior UP police officer has come, which nails his lie, questions are bound to be raised. Teni should have resigned from his office on moral grounds. He is a minister in the Union Council of Ministers, and should not become an embarrassment for the party and government.
मोदी ने कैसे किया काशी का अद्भुत कायाकल्प
मुझे कई बार बनारस जाने का मौका मिला है। बनारस की गलियां भी देखी है और काशी-विश्वनाथ मंदिर में पूजा-अर्चना भी की है। लेकिन सच बताऊं तो देश के इस पवित्र मंदिर के चारों ओर गलियों की हालत देखकर दुख होता था। मंदिर जाने के लिए बनारस की संकरी गलियों से होकर दुकानों के बीच पानी और कीचड़ के रास्ते से गुजरना पड़ता था। गटर में गंदगी और कचरा भरा होता था। गलियों में सिर के ऊपर बिजली के तारों का जंजाल पसरा रहता था।
वाराणसी में रहने वाले लोग जिनमें ज्यादतर बाबा विश्वनाथ के भक्त हैं, गलियों की इस हालत को अपनी नियति मान चुके थे। वो कहते थे कि चारों तरफ दुकानें हैं और सैकड़ों लोगों के घर हैं। इन घरों में से भी ज्यादातर घर पुजारियों और पंडों के हैं। उनसे मकान खाली करना असंभव है। वहां के लोग कहते थे कि पुजारियों और पंडों से कौन टकराएगा। किसी भी राजनेता में यह साहस नहीं हुआ कि वह इन गलियों की हालत सुधारने के लिए इन पुजारियों और पंडों से पंगा मोल ले। लगता है जैसे सारा काम प्रधानमंत्री नरेंद्र मोदी पर छोड़ दिया गया था जिन्होंने यहां की दशा में एक चमत्कारिक परिवर्तन लाने का काम किया है।
नरेन्द्र मोदी ने इस तरह से यह काम किया कि किसी को शिकायत नहीं हुई। मंदिर के आस-पास तोड़-फोड़ का काम सुचारू रूप से चलता रहा। एक भी मामला अदालत में लंबित नहीं रहा। जो दुकानें और मकान टूटे उनके मालिकों की संतुष्टि का पूरा ध्यान रखते हुए पूरे मामले को सुलझाया गया और काशी विश्वनाथ को एक भव्य औऱ दिव्य स्वरूप दे दिया गया। हिंदू धर्म के सबसे पवित्र शहर काशी ने अपना खोया हुआ गौरव वापस पा लिया है। अध्यात्म, परोपकार और भक्ति में डूबे रहनेवाले वाराणसी के लोग यह मानते थे काशी की गलियों की हालत कभी नहीं सुधरेगी। उन्होंने संकरी गलियों, भीड़ और बारहों महीने ट्रैफिक जाम को अपने भाग्य का हिस्सा मान लिया था। यहां के लोग चतुराई इसमें मानते थे कि घर से किस वक्त निकलें और किस गली से रास्ता निकालें कि समय पर गंतव्य तक पहुंच जाएं। यहां के लोग दशकों से इसी फॉर्मूले पर चल रहे थे।
जब-जब मैं काशी गया तो वहां के प्रबुद्ध लोग, डॉक्टर्स, शिक्षक, वकीलों से मिला और लगभग सभी लोगों में काशी के प्रति अपार प्रेम को देखा। लेकिन उनमें एक निराशा का भाव भी था कि उनकी काशी कैसी है, यह सूरत कब बदलेगी। लेकिन बतौर सांसद नरेन्द्र मोदी ने उनकी निराशा को आशा में बदल दिया। हताशा को उत्साह में बदल दिया। उन्होंने काशी का कायाकल्प कर दिया।
अब काशी के वही लोग, वही दोस्त मुझसे कहते हैं कि आप एक बार काशी आकर देखिए। बगैर देखे आप कभी समझ नहीं पाएंगे कि कैसा चमत्कार हुआ है। मैंने बनारस के कई लोगों से बात की, उनके सुर बदले हुए थे। अब उन्हें अपनी काशी पर गर्व है। वो कहते हैं कि यह काम आसान नहीं था और इस चमत्कार को नरेंद्र मोदी के अलावा और कोई कर भी नहीं सकता था।
स्वाभाविक रूप से अब काशी के लोगों की अपेक्षाएं और भी बढ़ गई हैं और पिछले दो दिन में नरेन्द्र मोदी ने उन्हें आश्वस्त किया है कि वह काशीवालों की हर अपेक्षा को पूरी करेंगे। काशी के लोग अब संतुष्ट और खुश हैं।
यह पूरा बदलाव रिकॉर्ड समय में किया गया। काशी विश्वनाथ कॉरिडोर परियोजना को निर्बाध रूप से काफी तेज गति से पूरा किया गया है। यहां गलियों और सड़कों को चौड़ा किया गया, अंडरग्राउंड केबल नेटवर्क बनाकर सिर के ऊपर लटकने वाले तारों के जंजाल को हटा दिया गया। गंगा नदी के घाट अब साफ हो गए हैं, गंगा के पानी की गुणवत्ता में सुधार हुआ है और यह पीने योग्य है। एक और महत्वपूर्ण काम यह हुआ है कि अब बाबा के घर का कायाकल्प हो गया है। भोलेनाथ और भक्तों के बीच की दूरी कम हो गई है। अब तीर्थयात्री गंगा में स्नान के बाद जल चढ़ाने के लिए सीधे काशी विश्वनाथ मंदिर जा सकते हैं। काशी के लोग वही हैं लेकिन अब उनका अंदाज नया है। उनके अंदर आत्म-सम्मान का नया भाव है।
काशी कितनी बदल गई है, इसे समझने या फिर इसे देखने के लिए आपको बहुत ज्यादा मेहनत करने की जरूरत नहीं है। बनारस स्टेशन (पुराना नाम-मंडुआडीह। जैसे दिल्ली में निजामुद्दीन रेलवे स्टेशन है, उसी तरह काशी का एक स्टेशन था-मंडुआडीह। इसी साल इसका नाम बदल कर बनारस किया गया है) पर उतरते ही वहीं से आपको बदलाव दिख जाएगा। पहले यहां रेलवे स्टेशन की बिल्डिंग अंग्रेजों के जमाने की थी, पुराने दफ्तर थे लेकिन अब वहां कुछ भी पुराना नहीं है। स्टेशन की बिल्डिंग, प्लेटफॉर्म, दफ्तर से लेकर सबकुछ नया है। एस्केलेटर, ओवरब्रिज, रेस्ट रूम सब नया और हाईटेक सुविधाओं से लैस है। आधी रात को पीएम मोदी मुख्यमंत्री योगी आदित्यनाथ के साथ इस रेलवे स्टेशन पर गए और इस नवनिर्मित स्टेशन का खुद निरीक्षण किया। पहले मंडुआडीह स्टेशन पर तीन प्लेटफॉर्म थे लेकिन अब यहां आठ प्लेटफॉर्म हैं। प्लेटफॉर्म नंबर आठ पर एक बड़ा सा यात्री लाउंज है जहां एक बार में 168 यात्री बैठ सकते हैं। रेलवे ने अकेले यात्री सुविधाओं पर 100 करोड़ रुपये खर्च किए।
प्रधानमंत्री मोदी कभी-भी अपने अधिकारियों की भेजी गई एक्शन रिपोर्ट पर आंख मूंदकर भरोसा नहीं करते। आधी रात को वे वाराणसी के मशहूर गोदौलिया चौक पहुंचे। पीएम मोदी सीएम योगी के साथ मुख्य सड़क पर पैदल चले, वहां घूमे और स्थानीय लोगों से बात की और उनका फीडबैक लिया। काशी-विश्वनाथ कॉरिडोर प्रोजेक्ट के तहत ही गोदौलिया चौक का भी रि-डेवेलपमेंट किया गया है। इस इलाके की सड़कों को चौड़ा किया गया है। मल्टी लेवल पार्किंग बनाई गई है। पूरे इलाके में LED लाइट्स लगाई गई हैं। पहले इस इलाके में हर वक्त जाम लगा रहता था, गाड़ियां तो छोड़िए, पैदल चलने वालों को भी दिक्कत होती थी। लेकिन अब हालात बदल गए हैं। स्थानीय लोगों ने नए बदलाव के बारे में पीएम मोदी से बात की।
इंडिया टीवी के संवाददाताओं ने काशी-विश्वनाथ मंदिर के बाहर निवनिर्मित कॉरिडोर में लाइन में लगे तीर्थयात्रियों से बात की। इन लोगों ने इस पूरे बदलाव की तारीफ की।
20 हजार वर्ग फीट के मंदिर परिसर को अब बढ़ाकर 5 लाख वर्ग फीट कर दिया गया है। नए कॉरिडोर में 23 नए भवन बने हैं और 27 मंदिरों का नवीनीकरण हुआ है। कॉरिडोर को तीन भागों में बांटा गया है जिसमें चार बड़े द्वार हैं। कॉरिडोर को 22 विशाल मार्बल प्लेटों से सजाया गया है जो काशी के इतिहास को दर्शाती हैं। मंदिर चौक, मुमुक्षु भवन, 3 यात्री सुविधा केंद्र, 4 शॉपिंग कॉम्प्लेक्स, सिटी म्यूजियम, वाराणसी गैलरी और एक बहुउद्देश्यीय हॉल इस काशी-विश्वनाथ कॉरिडोर प्रोजेक्ट का हिस्सा हैं। पहले हजारों की तादाद में श्रद्धालुओं को इस मंदिर में दाखिल होने के लिए काफी धक्का-मुक्की का सामना करना पड़ता था। अब हालात बदले हैं। मंगलवार को सभी श्रद्धालु दर्शन के लिए कतारों में खड़े नजर आए।
वाराणसी के सभी घाट अब साफ-सुथरे और गंदगी से मुक्त नजर आते हैं। यहां से अतिक्रमण को हटा दिया गया है। गंगा नदी के तटों को साफ रखने के लिए एफ्लुएंट ट्रीटमेंट प्लांट काम कर रहे हैं।
काशी में इस तरह का बदलाव लाने की योजना पर 4500 करोड़ रुपये खर्च हुए हैं। 4500 करोड़ में से 900 करोड़ रुपये सिर्फ काशी-विश्वनाथ कॉरिडोर पर खर्च किए गए। 450 करोड़ रुपये अंडरग्राउंड केबलिंग पर, 100 करोड़ रुपये गंगा घाटों पर और बाकी राशि सड़कों के चौड़ीकरण, मल्टीलेवल पार्किंग, 1.25 लाख एलईडी लाइट्स और गोदौलिया चौक के सौदर्यीकरण पर खर्च की गई।
इस तीर्थ नगरी को स्वच्छ बनाने के बाद अब मोदी को उम्मीद है कि यहां पर्यटन और होटल सेक्टर को ज़बरदस्त फायदा पहुंचेगा । उन्होंने वाराणसी में मेडिकल हब बनाने की योजना भी बनाई है। पहले ही वाराणसी के पास आधुनिक एयरपोर्ट और शहर को जोड़ने के लिए अच्छे हाइवे और अच्छी सड़कें मौजूद हैं।
कहा जाता है – जहां चाह, वहां राह । मोदी ने वही किया जो अब तक असंभव माना जाता था। यह तो कहा जा सकता है कि काशी का यह कायाकल्प किसी जादू से कम नहीं है।
How Modi transformed Varanasi
I had the opportunity to travel to Varanasi several times in the past. I offered prayers at Kashi Vishwanath shrine. I have seen the filth on the roads and lanes leading to the temple. On each of my visits, I used to feel sad looking at the squalor all around the holiest shrine of India. To perform prayers in the temple, one had to walk through dingy lanes crowded with shops on both sides, with gutters choked with filth and garbage and electric cables hanging overhead in a jumble.
The residents of Varanasi, most of them ardent followers of Lord Shiva, had taken these bleak scenes as part of their fate, for several centuries. They used to say that most of these small shops and homes belonged to the families of priests, and it was next to impossible to demolish all of them. None of the politicians dared to take on the temple priests on the issue of clearing up the roads. It was left to Prime Minister Narendra Modi, who brought about this miraculous transformation.
The work of demolition went on smoothly, with not a single civil case pending in courts and the entire matter was resolved to the satisfaction of the shop and house owners. The holiest city of Hinduism, Kashi, has regained its lost glory. Those living in Varanasi, steeped in spiritualism, philanthropy and devotion, had taken the narrow lanes, crowds and perennial traffic jams as part of their fate. They had learnt, over the decades, the exact timings about when to step out of their houses and go to their destinations, without facing crowds and traffic jams.
Over the years, I had met several intellectuals, lawyers, professors, doctors and teachers living in Benares, and almost all of them who loved Kashi, were resigned to their fate. It was Modi, as their MP, who transformed their disappointment into hope. He changed the face of Kashi.
The same friends, who spoke about the filth and squalor of Kashi, now invited me to come and see how their beloved city has changed. They told me, unless you come and see with your own eyes, you will never believe the transformation that has taken place. All of them were unanimous in saying that it was only Modi who could have brought about this miracle.
The task was not easy. The eyes of these friends are now lit with joy and a sense of pride about their city has now crept in their conversations. Naturally, the expectations of the people of Kashi have now risen, and during his two-day sojourn, Modi assured them that he would strike to fulfil them too. The people of Kashi are now happy, satisfied.
The transformation was done in record time. The Kashi Vishwanath Corridor project was executed at breakneck speed. Roads were widened, all electric cables hanging overhead were removed by setting up underground cable network, the Ganga river bank ‘ghats’ are now clean, the quality of Ganga water have improved and is drinkable, last, but not the least, every pilgrim, after taking bath in Ganga, can go straight to the Kashi Vishwanath shrine to offer water on the holy ‘lingam’, unimpeded. The distance between Baba Bholenath and his millions of pilgrims is now short. The people of Kashi have regained their self-confidence.
To know how Kashi has changed, you only need to step out of the train at Benares station (renamed: the earlier name was Manduadih). The old station, built during the British rule, with decrepit offices, now looks new, equipped with latest hi-tech facilities, with clean platforms, escalators, overbridges and rest rooms. At midnight, Modi went to this railway station with UP chief minister Yogi Adityanath, and himself inspected the new station that has been built. Previously, the Manduadih station had only three platforms. There are now eight platforms. At Platform 8 is a big passengers’ lounge, where 168 travellers can sit at a time. Rs 100 crore was spent by Railways on passenger amenities alone.
Modi never blindly trusts the action taken reports sent by his officers. At midnight, he also visited Godowlia Chowk in Varanasi, the city’s nerve centre. He walked the main road along with Yogi Adityanath, and got feedback from local residents about the changes that have taken place. This Godowlia Chowk was redeveloped as part of the Kashi Vishwanath Corridor project. Roads have been widened, LED lights installed and multi-level parking has been built. Previously, the roads used to be congested, with traffic jams and no space left for pedestrians on the sidewalk. The residents of this area told the PM the changes that have now taken place.
India TV reporters spoke to pilgrims who had lined up outside Kashi Vishwanath temple at the newly built corridor on Tuesday. They were effusive in their praises.
The 20,000 sq. ft temple premises have now been enlarged to 5 lakh sq. feet. In the new corridor, 23 new buildings have come up and 27 temples have been refurbished. The corridor has been divided into three parts, with four large gates, and the corridor has been adorned with 22 huge marble plates, depicting the history of Kashi. Mandir Chowk, Mumukshu Bhawan, 3 passenger facilitation centres, 4 shopping complexes, city museum, Varanasi gallery and a multi-purpose hall are part of this project. Earlier, devotees in thousands used to jostle to enter the shrine. On Tuesday, the devotees stood in queues in a regulated manner.
All the ghats of Varanasi now look clean, free of filth, with all encroachments removed. Effluent treatment plants are working to ensure that the Ganga river at the banks remains clean.
Out of Rs 4,500 crore spent on transforming Kashi, Rs 900 crore was spent on the Kashi Vishwanath corridor, Rs 450 crore was spent on underground electric cabling, Rs 100 crore on refurbishing the Ganga ghats, and remaining money on widening of roads, multi-level parking, 1.25 lakh LED lights, and beautification of Godowlia Chowk.
After making the holiest city clean, Modi expects a huge increase in tourism and hospitality sector in Varanasi. He has also plans to create a medical hub in this city. Already, the modernized Varanasi airport and the highways and roads connected to the city are in place.
Where there is a will, there is a way. Modi has done what was till now considered impossible. The transformation of Kashi has been magical, to say the least.
देश ने नम आंखों से दी जनरल बिपिन रावत को अंतिम विदाई
देश ने शुक्रवार को अपने पहले चीफ ऑफ डिफेंस स्टाफ जनरल बिपिन रावत, उनकी पत्नी मधुलिका और अन्य सैन्यकर्मियों को नम आंखों से श्रद्धांजलि दी। कई शहरों में लोगों ने मोमबत्तियां जलाकर उन्हें नमन किया। जब जनरल का पार्थिव शरीर अंतिम संस्कार के लिए गन कैरिज पर दिल्ली कैंट से बरार स्क्वॉयर ले जाया जा रहा था, उस वक्त दिल्ली की सड़कों पर बड़ी तादाद में लोग उनकी अंतिम यात्रा देखने उमड़ पड़े और उनके पार्थिव अवशेष पर फूल बरसाए।
हाथों में तिरंगा लिए बड़ी संख्या में युवक ‘भारत माता की जय’ और ‘वंदे मातरम’ के नारों के साथ दौड़ पड़े। रक्षा मंत्री राजनाथ सिंह, तीन सेनाओं के चीफ और ब्रिटेन, रूस, फ्रांस, नेपाल, श्रीलंका, बांग्लादेश और भूटान के गणमान्य लोगों की मौजूदगी में जनरल रावत को 17 तोपों की सलामी दी गई।
जब लोगों ने जनरल रावत की दोनों बेटियों कृत्तिका और तारिणी को अपने माता-पिता को मुखाग्नि देते देखा तो दिल भर आया। यह बेहद भावुक दृश्य था और कई लोगों की आंखों में आंसू छलक आए। सीडीएस के रक्षा सलाहकार ब्रिगेडियर लखविंदर सिंह लिड्डर का अंतिम संस्कार भी शुक्रवार को दिन में किया गया। जनरल रावत का अंतिम संस्कार पूरे सैन्य सम्मान के साथ हुआ। तीनों सेनाओं के बिगुलरों ने ‘द लास्ट पोस्ट’ की धुन बजाई। हमारे जवानों की बहादुरी और जांबाजी तो पूरी दुनिया ने देखी है लेकिन शुक्रवार को दुनिया ने इन बेटियों की हिम्मत और उनका हौसला देखा। इन वीर जवानों की बहादुर बेटियों ने अपने गम को सीने में छुपा कर पिता को आखिरी विदाई दी।
ब्रिगेडियर लिड्डर की 17 साल की बेटी आशना ने कहा, ‘मेरे पिता मेरे सबसे अच्छे दोस्त थे, वो मेरे मेंटर थे। मैं पापा की लाडली हूं। वो मेरी आंखों में कभी आंसू नहीं देख सकते थे, इसीलिए पापा को रोकर विदा नहीं करूंगी।’
सैनिक होना सम्मान की बात है लेकिन एक सैनिक का बेटा, बेटी या परिजन होना आसान नहीं है। अंतिम संस्कार को देखते हुए मुझे जनरल बिपिन रावत की कही बात याद आई, ‘फौज में भर्ती होना सिर्फ नौकरी नहीं है.. सैनिक नौकरी नहीं करता… वो फौज में कुछ पाने नहीं आता है….वो तो देश की खातिर सब कुछ न्योछावर करने को तैयार रहता है।’ जनरल बिपिन रावत, ब्रिगेडियर लिड्डर और 11 दूसरे जवान यही कर गए। देश की सेवा करते करते आखिरी सांस तक अपना फर्ज निभाया और प्राणों की आहुति दे दी।
जनरल रावत और ब्रिगेडियर लिड्डर की बेटियों ने पूरे धैर्य, संयम और गरिमा के साथ अंतिम संस्कार की प्रक्रिया पूरी की। जब लोगों ने जनरल रावत की बेटियों कृतिका और तारिणी को चिता के चारों ओर परिक्रमा करते और माता-पिता को मुखाग्नि देते देखा तो वहां कोई आंख ऐसी नहीं थी जो नम न हो। ‘जनरल रावत अमर रहें’ और ‘भारत माता की जय’ के नारे गूंज रहे थे। जनरल रावत को 17 तोपों की सलामी दी गई। तस्वीरें देखकर लगा कि वाकई जनरल रावत जनता के जनरल थे। उन्होंने सिर्फ दुश्मनों पर जीत हासिल नहीं की बल्कि जनता के दिलों को भी जीता है।
आखिर जनरल रावत लोगों के बीच इतने लोकप्रिय कैसे हो गए? इसकी वजह समझने की जरूरत है। जनरल रावत लोगों की भावनाओं को समझते थे और हमेशा दुश्मनों को अपने काम और शब्द, दोनों से मुंहतोड़ जवाब देते थे। जब उन्होंने कहा, ‘आतंकवादी पाकिस्तान से आते रहेंगे और हमारी सेना उन्हें ढाई फीट गड्ढे में दफन करती रहेगी’, उनके ये शब्द लोगों के दिलो-दिमाग पर छा गए। जब उन्होंने कहा, ‘हमारा सबसे बड़ा दुश्मन चीन है और उससे निपटने की क्षमता हम रखते हैं’ तो उनकी इस बात ने हर देशवासी के मन को साहस से भर दिया।
जनरल रावत का रवैया अपने जूनियरों के प्रति बेहद नरम रहता था लेकिन देश के दुश्मनों के खिलाफ वे उतने ही कठोर थे। लोग जनरल रावत को सुनना पसंद करते थे। वे कभी राजनीति पर बात नहीं करते थे। वह केवल रक्षा, रणनीति, सेना और वीरता पर अपने विचार रखते थे। वह हमेशा दुश्मन को मुंहतोड़ जवाब देने की बात करते थे। उनकी साफ और स्पष्ट सोच के चलते लोग उन्हें प्यार करते थे।
जनरल रावत सेना का थिएटर कमांड स्थापित करने के मिशन में लगे थे। तीनों सेनाओं के बीच समन्वय स्थापित करने के लिए थिएटर कमांड का गठन बेहद अहम था। अमेरिका और चीन इस तरह का काम पहले कर चुके हैं। अब जनरल रावत के असामयिक निधन से यह काम अधूरा रह गया है। जनरल रावत नए और आधुनिक हथियारों के साथ तीनों सेनाओं को नयी तकनीक से लैस करने की आधुनिकीकरण की प्रक्रिया में जुटे थे। जनरल रावत के निधन पर उमड़ी शोक की लहर, अंतिम यात्रा में उमड़े जनसैलाब और सड़क पर फूल और तिरंगा लेकर खड़ी भीड़ से यह साफ है कि देश के लोगों को उनपर भरोसा था। देश के इतिहास में पहली बार किसी सेवारत रक्षा प्रमुख को उनकी अंतिम यात्रा के दौरान लोगों ने इस तरह से श्रद्धांजलि दी।
जनरल बिपिन रावत अमर रहेंगे। लोगों के दिलों में उनकी जगह हमेशा बनी रहेगी। अपने साहस और पराक्रम की वजह से उन्हें हमेशा याद किया जाएगा। उनके शौर्य और वीरता की कहानियां देश के घर-घर में आनेवाली पीढ़ियों को सुनाई जाएंगी।
A tearful farewell to General Bipin Rawat
Tearful tributes were paid to India’s first Chief of Defence Staff Gen Bipin Rawat, his wife Madhulika and other armed forces personnel who perished in the helicopter crash near Coonoor, Tamil Nadu.
Candlelight vigil was held in many cities by Indian citizens, while a big crowd turned up on the roads of Delhi as the gun carriage carrying the General’s mortal remains went from his residence to Brar Square crematorium in Delhi Cantonment. Youths carrying the tricolour ran with the cortege chanting ‘Bharat Mata Ki Jai’ and ‘Vande Mataram’. A 17-gun salute was given to the General in the presence of Raksha Mantri Rajnath Singh, chiefs of the three armed forces and dignitaries from UK, Russia, France, Nepal, Sri Lanka, Bangladesh and Bhutan.
There were emotional scenes as the two daughters of Gen. Rawat, Kritika and Tarini, performed the last rites by lighting the funeral pyres of their parents. The last rites of Brig Lakhvinder Singh Lidder, defence adviser to the CDS, were also performed at the crematorium earlier in the day. The funeral of Gen Rawat took place with full military honours, with ‘The Last Post’ played by tri-service buglers. The world has seen the valour of our jawans and officers, but on Friday, the world saw how two brave daughters overcame their grief to light the funeral pyres.
Brig Lidder’s 17-year-old daughter Aashna said, “My father was my best friend, my mentor. He pampered me a lot and he could never bear to see tears in my eyes. I therefore decided not to weep while giving him the final farewell.”
It’s great to be a soldier, but to be a soldier’s son, daughter, wife or parents is not easy.
While watching the funeral, I was reminded of Gen. Rawat’s words, “a soldier performs his duty not for money or job, he does that so that he can offer his supreme sacrifice for the nation”. Gen. Rawat and other armed forces personnel performed their duty till their last breath when Death snatched them away from us.
The heart of every Indian was filled with pride and grief, when the daughters of the General and Brigadier performed the final rites, with patience and dignity. Chants of “General Rawat Amar Rahe” , “Bharat Mata Ki Jai” were heard when 17 guns boomed to salute the General. In life, he had won battles against enemies, and in death, he won the heart of every Indian.
How did Gen. Rawat become so popular among the people? One needs to understand the reasons/ The General understood the feelings of the people, and was always in favour of giving befitting reply to our enemies, both in words and deeds. When he said, ‘terrorists will continue to come from Pakistan, and our armed forces will bury them two and a half feet deep’, his words resonated in the minds of people. When he said, ‘China is our main enemy and we have the capability to tackle them’, it kindled the flame of courage in the minds of every Indian.
The General was soft with people who were his junior, but he was equally stern against the nation’s enemies. People loved to hear him speak. The General never spoke on politics. He expressed his thoughts only on defence, strategy, army, command and valour. He always spoke about giving befitting reply to the enemy. People loved him for his clear thinking.
The General tried his best to bring about coordination between the three Services by beginning the process of creating theatre commands, as the US and China have done. This is now an unfinished task because of his untimely death. The General was involved in the process of modernizing the three Services with the latest weapons, technology and fire power. The people of India trusted him, and this was evident from the outpouring of grief among the common people, when they lined up the roads to shower flowers on his cortege. For the first time in history, people paid their respects to a serving Defence Chief during his last journey, in such a manner.
Gen. Bipin Rawat has become immortal. He shall continue to have his place in the hearts of people. He will be remembered forever and his stories of courage and valour will be passed on to future generations in the homes of every Indian.
किसान आंदोलन वापस : आखिर किसे फायदा हुआ ?
आखिरकार संयुक्त किसान मोर्चा ने गुरुवार को एक साल से ज्यादा समय से चल रहे किसान आंदोलन को वापस ले लिया है। किसानों की ज्यादातर मांगें मंजूर किए जाने की चिट्ठी केंद्र सरकार से मिलने के बाद संयुक्त किसान मोर्चा ने आंदोलन वापसी का ऐलान किया। दिल्ली में रहनेवाले और दिल्ली बॉर्डर के आर-पार रोजाना सफर करनेवाले लोगों के लिए यह अच्छी खबर है। किसान शनिवार से नेशनल हाईवे पर लगे अपने टेंट और अन्य स्ट्रक्चर को हटाना शुरू कर देंगे जबकि दिल्ली पुलिस भी सभी बैरिकेड्स हटा देगी।
एक साल तक बंद रहने के बाद दिल्ली के गाजीपुर बॉर्डर, टीकरी बॉर्डर और सिंघु बॉर्डर समेत कुल छह बॉर्डर प्वॉइंट से अब लोग पहले की तरह आसानी से आवागमन कर सकेंगे। भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (एनएचएआई) के अधिकारियों ने कहा कि राजमार्गों को ट्रैफिक के लिए खोलने में अभी कुछ समय लग सकता है। पंजाब, हरियाणा और राजस्थान में किसानों के कब्जे वाले सभी टोल प्लाजा को भी 15 दिसंबर तक खोल दिया जाएगा। गुरुवार को कई किसानों ने सिंघू बॉर्डर, टिकरी बॉर्डर और यूपी गेट में धरना स्थल पर लगाए गए टेंट और लोहे के स्ट्रक्चर को हटाना शुरू कर दिया।
संयुक्त किसान मोर्चा (एसकेएम) द्वारा 378 दिन पहले शुरू हुए आंदोलन को ‘स्थगित’ करने की घोषणा के बाद मुख्य धरना स्थल पर किसानों ने जश्न मनाना शुरू कर दिया। एसकेएम की तरफ से कहा गया कि अब 15 जनवरी को संयुक्त किसान मोर्चा के नेताओं की फिर मीटिंग होगी जिसमें इस बात की समीक्षा की जाएगी कि सरकार ने अपने वादे कहां तक पूरे किए। इसके बाद किसान नेता आगे की रणनीति तय करेंगे। इन नेताओं ने कहा कि अगर वादों को पूरा नहीं किया गया तो फिर से आन्दोलन शुरू कर सकते हैं।
किसान नेताओं ने दावा किया कि अपनी मांगें मनवाने के लिए सरकार को मजबूर कर उन्होंने एक बड़ी जीत हासिल की है। केंद्र की चिट्ठी पर कृषि मंत्रालय के सचिव संजय अग्रवाल ने दस्तखत किए हैं। चिट्ठी में कहा गया है कि न्यूनतम समर्थन मूल्य (एमएसपी) गारंटी कानून बनाने के लिए एक कमेटी का गठन किया जाएगा। इस कमेटी में संयुक्त किसान मोर्चा के प्रतिनिधि भी शामिल होंगे। इसमें यह भी कहा गया है कि पंजाब, हरियाणा, यूपी, उत्तराखंड की सरकारें आंदोलन के दौरान मारे गए किसानों के परिवारों को मुआवजा देने के लिए राजी हैं। इस चिट्ठी में इस बात का भी जिक्र है कि राज्य सरकारों ने किसानों के खिलाफ दर्ज सभी मामलों को वापस लेने का वादा किया है। बिजली संशोधन बिल किसान नेताओं से बातचीत के बाद संसद में लाया जाएगा। साथ ही चिट्ठी में यह भी कहा गया है कि धान की पराली जलाने के मामले में किसानों को आपराधिक मामलों से मुक्त किया जाएगा। यही वे प्रमुख मांगें हैं जिन्हें केंद्र सरकार ने लिखित में मंजूर किया है।
किसान नेता गुरनाम सिंह चढ़ूनी ने चेतावनी दी है कि अगर सरकार अपने वादों से मुकरी तो किसान फिर से आंदोलन पर उतर आएंगे। एक और किसान नेता अशोक धवले ने कहा- अभी सारे सवाल खत्म नहीं हुए हैं। अभी कर्ज मुक्ति, आदिवासियों की जमीन, फसल बीमा का सवाल है। इन नेताओं की प्रतिक्रिया से यह साफ है कि वामपंथी किसान नेता और बीकेयू प्रमुख राकेश टिकैत आंदोलन स्थगित करने के लिए इच्छुक नहीं थे। हालांकि संयुक्त किसान मोर्चा के मंच से किसान नेताओं ने बार-बार कहा कि सारे नेता एकजुट हैं लेकिन जैसे ही प्रेस कॉन्फ्रेंस खत्म हुई, किसान नेताओं के रास्ते अलग-अलग दिखाई देने लगे। भारतीय किसान यूनियन (चढ़ूनी गुट) के नेता गुरनाम सिंह चढ़ूनी ने पंजाब में चुनाव लड़ने की बात कही। उन्होंने कहा कि वे जल्द नई पार्टी बनाएंगे और पंजाब विधानसभा चुनाव में अपने उम्मीदवार उतारेंगे। चढ़ूनी ने यह बात तब कही जब संयुक्त किसान मोर्चे की तरफ से बार-बार कहा जा रहा था कि कोई किसान नेता चुनाव नहीं लड़ेगा। वहीं शिव कुमार कक्का और डॉ. दर्शन पाल ने कहा कि जो भी किसान नेता चुनाव लड़ेगा उसे मोर्चा से अलग होना पड़ेगा।
अब जबकि किसान संगठन के नेताओं की सारी बातें मान ली गई हैं और किसान नेता इसे अपनी जीत मान रहे हैं, उनके कुछ दावों को लेकर हैरानी होती है। मुझे आश्चर्य हुआ जब कई नेताओं ने कहा कि हम एक अहंकारी तानाशाह को झुकाकर जा रहे हैं। अहंकारी सरकार कभी क्षमा याचना नहीं करती। अहंकारी नेतृत्व कभी यह नहीं कहता कि हम अपनी बात किसानों को ठीक से समझा नहीं पाए। अहंकारी तो वह होता है जो अपनी जिद पर अड़ा रहता है और उसे लोकलाज की परवाह नहीं होती। तानाशाह तो वह होता है जो ताकत के बल पर अपनी बात मनवाने के लिए आतुर रहता है, जो लाठी-गोली के दम पर आंदोलन का दमन करता है। साल भर के आंदोलन में पुलिस ने एक बार भी बल प्रयोग नहीं किया। बल्कि लालकिले पर तो हमने पुलिसकर्मियों को प्रदर्शनकारियों के हमले से पीछे हटते हुए किले के प्राचीर से खाई में गिरते देखा, पुलिसकर्मियों को घायल होते देखा। उस समय लोग यह पूछ रहे थे कि पुलिस कुछ करती क्यों नहीं।
अब जबकि आंदोलन खत्म हो गया है, किसान नेताओं को खुले दिमाग से सोचना चाहिए कि कौन अहंकारी है और कौन तानाशाह। उन्हें विचार करना चाहिए कि उन्होंने क्या मांगा और बदले में सरकार से उन्हें क्या मिला। इस बात पर भी विचार करना चाहिए कि क्या उन्हें जो मिला उससे किसानों का फायदा होगा या फिर जो उन्होंने वापस लौटाया उससे किसानों का फायदा होता। किसान नेताओं को आत्ममंथन करना चाहिए कि कृषि कानूनों को वापस लेने के लिए हुए इस आंदोलन से आखिरकार किसे फायदा हुआ ?
Farmers’ agitation withdrawn: Who benefited?
The Samyukta Kisan Morcha finally called off its year-long farmers’ agitation after receiving a letter from the Centre accepting most of its demands on Thursday. This is good news for people living in Delhi and for those who cross the capital’s border points daily. Farmers will start removing their tents and other structures from national highways from Saturday, while Delhi Police will remove all barricades.
After remaining closed for a year, the six border points of Delhi at Ghazipur, Tikri and other places will now be open for public. National Highway Authority of India officials said, it may take some time for the highways to be opened for traffic.All toll plazas occupied by farmers in Punjab, Haryana and Rajasthan will also be cleared by December 15. On Thursday, many famrers started dismantling their tents and brought down iron structures that stood at the protest site in Singhu, Tikri and UP Gate.
At the main protest site, farmers started celebrating after the SKM announced its decision to “suspend” the agitation that began 378 days ago. It said, the leaders would meet again on January 15 to check whether the Centre has fulfilled its promises to implement their demands. The leaders said, they would resume the agitation if the promises were not implemented.
The farmer leaders claimed they have won a big victory by forcing the government to accept their demands. The letter from the Centre has been signed by Sanjay Agarwal, secretary, agriculture ministry. The letter says, a committee including SKM representatives will be set up to formulate a legislation to give guarantee for minimum support prices. It also said, Punjab, Haryana, UP, Uttarakhand governments have agreed to give compensation to families of farmers who died during the agitation. It also noted that state governments have promised to withdraw all cases filed against the farmers. The electricity amendment bill will be brought in Parliament, after consultations with farmer leaders. It also says, farmers will be cleared from criminal liability in cases of paddy stubble burning. These were the main demands of farmer leaders which have been accepted in writing by the Centre.
Farmer leader Gurnam Singh Chadhuni threatened that if the government backed out from implementing its promises, farmers would return again to resume their agitation. Another farmer leader Ashok Dhawale said, there were still some more issues awaiting, like debt waiver, crop insurance, and land belonging to tribals. From their reactions, it was clear that Left-oriented farmer leaders and BKU chief Rakesh Tikait were unwilling to suspend the agitation. While the SKM formally said it stayed united, the dissensions were evident soon after the announcement. Farmer leader Chadhuni said he would form a new party and contest the Punjab elections by fielding candidates. He was saying this minutes after the SKM leaders promised that none of the farmer leaders would contest elections. Two farmer leaders Shiv Kumar Sharma ‘Kakka’ and Dr. Darshan Pal said, any SKM leader contesting elections will have to leave the front.
Now that the agitation is over, let us recapitulate. The farmer leaders claimed that they were returning victorious after forcing “an arrogant dictator”(ahankari dictator) to bend. A dictator never apologizes for not being able to convince the farmers. An arrogant leader is one who never concedes. An arrogant leader is one who never bothers about his image among the people. A dictator is one who crushes dissent and protests by using bullets and brute force. In the year-long farmer agitation, police never used lathis or bullets on farmers. Conversely, we saw images on Republic Day, when policemen fell from the Red Fort ramparts into a ditch when threatened by a mob. People at that time asked why the police did not respond.
Now that the agitation is over, farmer leaders should think with an open mind who is an arrogant and who is a dictator. They should realize what they had sought, and what they received from the government, in return. They should also realize whether fulfilment of their demands will indeed help the interests of farmers, or the farm bills that they rejected would have helped the future of famers. Farmer leaders should introspect: Who ultimately benefited from the agitation that led to repeal of farm bills?
जनरल बिपिन रावत को शत् शत् नमन
देश के चीफ ऑफ डिफेंस स्टाफ (सीडीएस) जनरल बिपिन रावत का तमिलनाडु के नीलगिरी जिले में एक हेलिकॉप्टर हादसे में निधन हो गया। उनके असामयिक निधन से देश को अपूरणीय क्षति हुई है। देश के पहले सीडीएस के तौर पर उन्होंने यथास्थिति वाली जकड़न को चुनौती दी और सेना के तीनों अंगों के बीच तालमेल लाने के व्यापक सुधारों पर जोर दिया।
भारत माता के सच्चे सपूत जनरल रावत एक ऐसे आर्मी ऑफिसर थे जो हमेशा फ्रंट से लीड करते थे। आजादी के 70 वर्षों बाद देश को अपना पहला चीफ ऑफ डिफेंस स्टाफ मिला था। वह आर्मी, एयरफोर्स और नेवी के बीच बेहतर तालमेल और तीनों सेनाओं के अपग्रेडशन का काम कर रहे थे। जनरल रावत ने सैन्य बलों में आधुनिक हथियार प्रणालियों, नई पीढ़ी के लड़ाकू विमानों, युद्धपोतों, पनडुब्बियों, नए असॉल्ट राइफलों और अन्य अत्याधुनिक उपकरणों को शामिल करने की मुहिम की अगुवाई की ताकि सेना को आधुनिक बनाया जा सके। सेनाओं के आधुनिकीकरण का काम जनरल रावत की लीडरशिप में तेजी से चल रहा था।
जनरल रावत सिर्फ हमारी सेना के सबसे बड़े अफसर नहीं थे, वह सेना के सबसे अनुभवी, एक्टिव और सबसे बेबाक अधिकारी थे। वो खुलकर बात करते थे। खुशमिजाज और हंसमुख होने के साथ ही रक्षा के मामलों में उनमें जबरदस्त गंभीरता थी। सेनाओं के आधुनिकीकरण को लेकर उनके पास बड़ी योजनाएं थी, वो बहुत कुछ करना चाहते थे लेकिन नियति को यह मंजूर नहीं था। काल के क्रूर हाथों ने जनरल बिपिन रावत को हमसे छीन लिया। जनरल रावत की मौत से पूरा देश दुखी है। प्रधानमंत्री मोदी ने जनरल रावत के निधन पर शोक जताते हुए उन्हें ‘सच्चा देशभक्त’ और ‘एक उत्कृष्ट अधिकारी’ बताया। उन्होंने कहा-‘रणनीतिक मामलों में उनकी अंतर्दृष्टि और दृष्टिकोण असाधारण थे।’
दरअसल, जनरल बिपिन रावत, उनकी पत्नी मधुलिका रावत और उनके साथ स्टॉफ और सिक्योरिटी के 7 लोगों समेत कुल नौ लोग दिल्ली से तमिलनाडु के लिए रवाना हुए थे। तमिलनाडु में आर्मी के सुलूर बेस से जनरल रावत के साथ कुल 14 लोग एयरफोर्स के सबसे भरोसेमंद हेलिकॉप्टर Mi17V5 से वेलिंगटन की ओर रवाना हुए। वेलिंगटन में डिफेंस सर्विसेज स्टॉफ कॉलेज है और यहां उन्हें छात्रों को संबोधित करना था। लेकिन वेलिंगटन पहुंचने से पहले ही हेलिकॉप्टर कटेरी में जंगली खाई में दुर्घटनाग्रस्त हो गया और आग की लपटों में घिर गया।
बताया गया कि जिस वक्त जनरल रावत को हेलिकॉप्टर के मलबे से निकाला गया, उस वक्त वो जिंदा थे लेकिन अस्पताल ले जाते समय उनकी मौत हो गई। इस हादसे में एकमात्र जिंदा बचे ग्रुप कैप्टन वरुण सिंह सैन्य अस्पताल में जिंदगी और मौत से जूझ रहे हैं। इस हादसे में ब्रिगेडियर एल.एस. लिद्दर (सीडीएस के रक्षा सलाहकार), लेफ्टिनेंट कर्नल हरजिंदर सिंह, विंग कमांडर पीएस चौहान, स्क्वाड्रन लीडर कुलदीप सिंह, जूनियर वारंट अधिकारी दास और प्रदीप, हवलदार सतपाल, नायक गुरसेवक सिंह. लांस नायक विवेक कुमार और लांस नायक साई तेजा की भी मौत हो गई। हादसे में मरनेवालों में अधिकांश शवों की पहचान नहीं की जा सकी क्योंकि शव बुरी तरह से क्षत-विक्षत होने के साथ ही जल गए थे। शवों की पहचान के लिए डीएनए टेस्ट कराया जाएगा।
जनरल रावत और उनकी पत्नी का पूरे राजकीय सम्मान के साथ दिल्ली में अंतिम संस्कार किया जाएगा। तकनीकी खराबी या धुंध के चलते खराब विजिबिलिटी इस हादसे की वजह हो सकती है क्योंकि हादसे से पहले एयर ट्रैफिक कंट्रोल को कोई एसओएस कॉल नहीं मिली थी। एक स्थानीय शख्स ने बताया कि उसने हेलिकॉप्टर को धुंध में एक ऊंचे पेड़ से टकराते और जमीन पर गिरते हुए देखा था। Mi17V5 आधुनिक और शक्तिशाली हेलिकॉप्टर है जो ज्यादा ऊंचाई वाले इलाकों में भी भारी पेलोड ले जा सकता है। इसकी गिनती दुनिया के सबसे उन्नत ट्रांसपोर्ट हेलिकॉप्टर्स में होती है जो सैनिकों के साथ-साथ कार्गो और अन्य उपकरणों को अपनी पूरी क्षमता के साथ लेकर उड़ सकता है। इस हेलिकॉप्टर का उपयोग जमीन पर दुश्मन के ठिकानों को तबाह करने के लिए भी किया जा सकता है।
63 वर्ष के जनरल बिपिन रावत का करियर उपलब्धियों से भरा रहा है। जनरल रावत खानदानी फौजी थी। उनके पिता लेफ्टिनेंट जनरल लक्ष्मण सिंह रावत भी 1988 में वाइस चीफ ऑफ आर्मी स्टाफ़ के पद से रिटायर हुए थे। जनरल बिपिन रावत ने 42 साल भारतीय सेना को दिए। उनके सैन्य जीवन में कई तरह के रंग थे। उन्होंने युद्ध भी लड़ा, दुश्मन के छक्के भी छुड़ाए और शांति अभियानों में भी शामिल रहे।
जनरल रावत को आर्मी चीफ के पद से रिटायर होने से एक दिन पहले 31 दिसंबर 2019 को भारत का पहला चीफ ऑफ डिफेंस स्टाफ (सीडीएस) नियुक्त किया गया था। सीडीएस के तौर पर जनरल रावत को तीनों सेनाओं को थिएटर कमांड्स में बांटने की बड़ी ज़िम्मेदारी दी गई थी। उन्होंने वादा किया था कि वह तीन साल के अंदर थिएटर कमांड स्थापित कर देंगे। जनरल रावत को इसका पूरा भरोसा था। आर्मी चीफ के तौर पर उनके कार्यकाल के दौरान पुलवामा हमले के बाद भारत ने पाकिस्तान के बालाकोट पर एयरस्ट्राइक किया था। वर्ष 2015 में जब भारत की फौज ने म्यांमार में घुसकर वहां छुपे आतंकवादियों के ठिकानों को ध्वस्त किया था, तब वह आर्मी ऑपरेशन भी बिपिन रावत की देखरेख में हुआ था। इस ऑपरेशन में एक भी कमांडो नहीं मारा गया था और आर्मी ने पूरे विद्रोही समूह का सफाया कर दिया था। बालाकोट एयरस्ट्राइक के बाद इस बात की आशंका जताई जा रही थी कि पाकिस्तान की ओर से रिएक्शन हो सकता है, लेकिन जनरल ने कहा था चिंता की कोई बात नहीं है, पाकिस्तान हमारी ताकत को जनता है और कोई दुस्साहस करने का जोखिम नहीं उठाएगा, और अगर वो कोई दुस्साहस करता भी है तो उसे पछतावा होगा।
चीन के मोर्चे पर भी उनका दृष्टिकोण बिल्कुल साफ था। चीन के ख़िलाफ़ वास्तविक नियंत्रण रेखा (एलएसी) पर जनरल रावत ने इन्फैंट्री ब्रिगेड की कमान संभाली थी। उन्होंने ईस्टर्न और वेस्टर्न सेक्टर में कई अहम ज़िम्मेदारियाों का निर्वहन किया था। वह चीन की नस-नस से वाकिफ थे। चीन की पीपुल्स लिबरेशन आर्मी (पीएलए) की साजिशों और रणनीतियों को अच्छी तरह समझते थे। 1987 में जब तवांग में भारतीय सेना और चीन की पीएलए के बीच स्टैंड ऑफ़ हुआ था तो जनरल रावत की बटालियन ही पीएलए की आंख से आंख मिलाकर खड़ी थी।
डोकलाम में जब चीन के साथ टकराव हुआ तो वह जनरल रावत ही थे जिन्होंने भारतीय सेना की पूरी रणनीति तैयार की। नतीजा ये हुआ कि भारतीय सेना के कड़े प्रतिरोध ने चीन को पीछे हटने पर मजबूर कर दिया। इसी तरह पूर्वी लद्दाख में भी चीन के साथ गतिरोध में बिपिन रावत एक्टिव रोल निभा रहे थे। पिछले साल ही जनरल रावत ने कहा कि चीन मिस एडवेंचर का मतलब समझ रहा है और उसके नतीजे देख रहा है। चीन जानता है कि भारत किसी तरह की गड़बड़ी को बर्दाश्त नहीं करेगा। लेकिन इसके बाद भी चीन गड़बड़ी कर सकता है, इसलिए हमें भी हर तरह की परिस्थिति से निपटने के लिए तैयार रहना है।
तू न थकेगा कभी… तू न रुकेगा कभी…तू न मुड़ेगा कभी… कर शपथ.. कर शपथ… अग्निपथ… अग्निपथ… अग्निपथ….। हरिवंशराय बच्चन की ‘अग्निपथ’ की ये पंक्तियां देश के बहादुर सिपाही, हमारी फौज के सिरमौर जनरल बिपिन रावत जैसे वीर सेनानियों के लिए लिखी गई है। आज अग्निपथ पर चलने वाला, कभी ना थकने वाला जांबाज रुक गया है।आज उसका सफर थम गया लेकिन जनरल रावत की वीरता के किस्से आने वाली कई पीढ़ियों को प्रेरणा देगी। जनरल रावत नए जमाने के जनरल थे। जब भी मेरी उनसे मुलाकात हुई वो सिर्फ आर्म्ड फोर्सेज़ की बात करते थे। फौज के आधुनिकीकरण की बात करते थे। फौज के स्वाभिमान और शक्ति का बखान करते थे।
मैं उन्हें अपने शो ‘आप की अदालत’ में मेहमान के तौर पर बुलाना चाहता था। मैं जानता था कि चीन औऱ पाकिस्तान के सवालों पर सिर्फ एक वही थे जो बेबाकी से जवाब दे सकते थे। वह कई राज़ खोल सकते थे। लेकिन बिपिन रावत हमेशा कहते थे कि यार मुझे रिटायर होने दो, पाबंदियां हट जाने दो ताकि मैं खुलकर बात कर सकूं। उनकी इस बेबाकी का मुझे इंतजार था, लेकिन अब इंतजार कभी खत्म नहीं होगा।
जनरल बिपिन रावत ने फौज के लिए जो किया उसका यह देश हमेशा कर्जदार रहेगा। हमारी फौज को एक नई राह दिखाकर वह हमेशा-हमेशा के लिए गहरी नींद में सो गए। भारत के वीर ने अपने कर्तव्य का पालन करते हुए सर्वोच्च बलिदान दिया। एक नया इतिहास लिखकर वे खामोशी से सो गए। भारत मां का यह लाल अब कभी वापस नहीं आएगा लेकिन हमारी कोशिश यह होनी चाहिए कि इन जांबाज सिपाहियों की याद हमेशा ताजा रहे। जनरल रावत की बहादुरी की आग हमेशा हमारे सीनों में जलती रहेगी। यही जनरल बिपिन रावत को सच्ची श्रद्धाजंलि होगी।
A tribute to General Bipin Rawat
The untimely passing away of Chief of Defence Staff General Bipin Rawat in a chopper crash in Tamil Nadu’s Nilgiris district has caused irreparable loss to India. As the first CDS, he had challenged status quoist measures and had pushed for wide-ranging reforms to bring about synergy between the three wings of our armed forces.
A true son of Mother India, he was an army officer who always led from the front. The nation had got its first Chief of Defence Staff after 70 years of independence. He presided over the induction of modernized weapon systems, next gen jet fighters, warships, submarines, latest assault rifles and state-of-the-art equipment in our armed forces to give them a cutting edge.
Gen Rawat was not only the senior most officer of our armed forces, but also an ever active, widely experienced and outspoken officer who never minced words while speaking out facts. He was also jovial but, at the same time, was serious about critical issues. He had big plans for modernizing our armed forces, but fate had willed something else. You all can well imagine what India has lost with the death of its defence chief. In his condolence, Prime Minister Narendra Modi described him as “an outstanding officer” and “a true patriot”. “His insights and perspectives on strategic matters were exceptional”, he said.
The crash took place on Wednesday afternoon when the Mi17V5 chopper in which Gen Rawat, his wife Madhulika, and 12 others were travelling from Sulur air force station near Coimbatore, and needed seven minutes more to land in Wellington, where the CDS was scheduled to address the faculty and students of Defence Services Staff College. There was mist on Niligiri hills when the chopper crashed into a wooded gorge in Katteri, and burst into flames.
Gen Rawat was reportedly alive when he was rescued from the debris but died on way to hospital. The lone survivor Group Captain Varun Singh is fighting for his life in a military hospital. The others who died in the crash, were Brigadier L S Lidder (defence adviser to CDS), Lt Col Harjinder Singh, Wing Commander P S Chauhan, Squadron Leader Kuldeep Singh, Junior Warrant Officers Das and Pradeep, Havildar Satpal, Naik Gursewak Singh, Lance Naik Vivek Kumar and Lance Naik Sai Teja. It was a distressing sight as many of those who died in the crash could not be identified as their bodies were badly mangled and half burnt. DNA tests will be carried out to identify the mortal remains.
The General and his wife will be accorded state honour at their funeral in Delhi. Foggy conditions and poor visibility, rather than any technical fault, could have been the cause behind this crash, because there was no SOS call to the Air Traffic Control before the crash. A local resident said, he saw the chopper hitting a tall tree in mist and crashing to the ground. Mi-17V5 is a modernized, powerful helicopter which can carry heavy payloads at higher altitudes. It is one of the most advanced transport helicopters in the world can carry personnel, cargo and equipment. It can also be used to destroy ground targets.
Sixty-three year old Gen Bipin Rawat had a distinguished career. He hailed from a family of army personnel. His father Lt Gen Laxman Singh Rawat retired as Vice Chief of Army Staff in 1988. Gen Rawat spent 42 years in the armed forces and his life in the army had a variety of shades. He fought battles and also took part in peacekeeping operations abroad.
A day before he was to retire as Chief of Army Staff on December 31, 2019, Gen Rawat was appointed India’s first Chief of Defence Staff. As CDS he promised to set up theatre commands in the armed forces within three years and the work is now in progress. He was confident of achieving this target within a clear timeframe. During his three-year tenure as Army Chief, the air strike on Balakote in Pakistan took place after the Pulwama killings. In 2015, during his tenure, the army entered Myanmar and destroyed rebel camps. Not a single commando died and the entire rebel group was eliminated. After the Balakote air strike, fears were raised about Pakistan’s response, but the General said, there is nothing to worry, Pakistan knows our strength and will not take any risk of misadventure, and even if it takes, it will rue its act.
On the China front too, the General had a very clear view. He had commanded an infantry brigade at the Line of Actual Control, and had discharged onerous responsibilities, both in the eastern and western sectors. He was fully aware about the machinations and strategies of the Chinese PLA. In 1987, during the standoff between both armies, it was his battalion which was in the forefront during the eyeball-to-eyeball confrontation.
It was Gen Rawat who prepared the Indian army’s strategy when a similar standoff took place in Dokalam. The Indian army’s strong reply, coupled with diplomatic manoeuvres in Beijing, forced the Chinese army to back away from a direct confrontation. Similarly, during the continuing standoff in eastern Ladakh, it was the General who was planning the overall strategy on how to deal with the Chinese army. It was last year when Gen Rawat said, China has now started to realize the results of its misadventures and has also realized that India will not brook any misadventure.
These are those great lines from Hindi poet Harivanshrai Bachchan’s ‘Agneepath’: “Tu na thakega kabhi, tu na rukega kabhi, tu na mudega kabhi, kar shapath, kar shapath, agneepath, agneepath” Its English literal translation is, ‘You must never tire, you must never stop, you must never deviate, that’s your vow, that’s the Path of Fire’. These lines were written for our great warriors and Gen Rawat has now joined this pantheon of heroes. The warrior may have stopped in his path today, but his stories of valour will always inspire our future generations. Gen Rawat was a New Age general, and whenever I met him, he always used to speak about the armed forces, on how to modernize, on the armed forces’ ‘swabhimaan’ (self-respect) and ‘shakti’(power).
I had planned to invite him to my show ‘Aap Ki Adalat’, because as a guest, it was Gen Rawat alone who could reply to probing questions about Pakistan and China. He could have revealed several secrets that are still shrouded in mystery. Every time, he used to reply, let me first retire and let the restrictions be removed so that I can speak freely. I was waiting for his outspokenness, but now, this will be a never-ending wait.
The nation will forever remain indebted for what the General did to our armed forces. He has now gone in deep slumber after showing the new path to our armed forces. A warrior of India has gone to sleep has attained the supreme sacrifice after fulfilling his duties. He now sleeps silently after starting a new chapter in history. The true son of India may never return, but it should be our collective duty to keep the flame of memory alive. The flame of his bravery shall always continue to burn in our hearts. Only this can be a fitting tribute to a great General.
नगालैंड हत्याकांड: गलत पहचान का मामला बताकर जिम्मेदारी से बच नहीं सकते
नगालैंड के मोन जिले में शनिवार को सेना के पैरा स्पेशल फोर्सेज की कमांडो कार्रवाई के बाद वहां लोगों में काफी आक्रोश व्याप्त है। शनिवार को इस कमांडो कार्रवाई के दौरान कोयला खान में काम करनेवाले मजदूरों को लेकर जा रहे पिकअप वैन पर फायरिंग में 6 लोगों की मौत हो गई। इस घटना के तुरंत बाद भीड़ ने सैनिकों को घेर लिया। इसके बाद फिर गोलीबारी शुरू हुई जिसमें सात ग्रामीणों की मौत हो गई। नगालैंड की पुलिस ने 21 पैरा स्पेशल फोर्सेज यूनिट के खिलाफ एफआईआर दर्ज की है, जबकि सेना ने मेजर जनरल की अगुवाई में कोर्ट ऑफ इन्क्वॉयरी का गठन किया है।
कोर्ट ऑफ इंक्वायरी के तहत उस ‘विश्वसनीय खुफिया’ सूचना की जांच की जाएगी जिसके आधार पर एनएससीएन (के) के विद्रोहियों के संदेह में खदान मजदूरों पर फायरिंग की गई थी। नगालैंड और मेघालय के मुख्यमंत्रियों ने आर्म्ड फोर्सेज स्पेशल पावर्स एक्ट (एएफएसपीए) को निरस्त करने की मांग की है। संसद में गृह मंत्री अमित शाह ने अपने बयान में कहा कि यह गलत पहचान का मामला है। अमित शाह ने कहा-‘सरकार नगालैंड की घटना पर अत्यंत खेद प्रकट करती है और मृतकों के परिवारों के प्रति गहरी संवेदना जताती है।’
शनिवार को हुए इस असफल ऑपरेशन में शामिल कमांडो यूनिट ने दावा किया कि एक ओपेन पिक-अप ट्रक में राइफल जैसी चीज ले जाते हुए देखा गया, जो कि बाद में एयरगन पाया गया। इस पिक-अप ट्रक में कुल 8 खदान मजदूर सवार थे। अमित शाह ने बताया कि कमांडोज ने गाड़ी को रुकने का इशारा किया लेकिन इसके बाद भी जब गाड़ी नहीं रुकी तब उग्रवादियों के होने के संदेह में फायरिंग की गई। कमांडोज को जब अपनी गलती का अहसास हुआ तब उन्होंने 8 में से जीवित बचे दो मजदूरों के इलाज के लिए मेडिकल सहायता मांगी लेकिन तब तक ग्रामीणों की एक भीड़ घटनास्थल पर जमा हो गई। हथियारों से लैस ग्रामीणों ने सैनिकों पर हमला कर दिया। इस हमले में एक पैराट्रूपर की मौत हो गई। इस घटना के बाद केंद्र और राज्य सरकारों ने मृतकों के परिजनों के लिए मुआवजे का ऐलान किया है।
इस बीच नगालैंड के मुख्यमंत्री नेफ्यू रियो और मेघालय के मुख्यमंत्री कोनार्ड संगमा ने आर्म्ड फोर्सेज स्पेशल पावर्स एक्ट (एएफएसपीए) को निरस्त करने की मांग करते हुए कहा है कि यह बहुत ही क्रूर (ड्रैकोनियन ) कानून है, जिसमें सेना को बिना वारंट किसी को भी गिरफ्तार करने और बिना जवाबदेही किसी को मारने की इजाजत दी गई है। आपको बता दें कि नगालैंड और मेघालय में नेफ्यू रियो और कोनार्ड संगमा की पार्टी बीजेपी की अगुवाई वाली एनडीए का हिस्सा हैं। नेफ्यू रियो ने कहा-एएफएसपीए से भारत की छवि धूमिल हुई है और इस क्रूर एक्ट को हटाया जाना चाहिए। उन्होंने कहा एएफएसपीए पिछले 59 वर्षों से नगालैंड में लागू है और पिछले 25 वर्षों से विद्रोही समूहों के साथ संघर्ष विराम के बावजूद यह अधिनियम अभी भी लागू है।
नेफ्यू रियो ने कहा, ‘केंद्र का तर्क है कि उग्रवाद और नागा आंदोलन अभी जारी है और जब तक इस संघर्ष का समाधान नहीं हो जाता है तब तक वे इस एक्ट को नहीं हटा सकते। मैं उनसे यह पूछता हूं कि जब सभी विद्रोही ग्रुप सीजफायर किए हुए हैं और शांति की स्थिति बहाल है तो फिर आप हमारे राज्य को अशांत क्षेत्र का टैग क्यों लगाए हुए हैं?’
विपक्षी दल अब इस मुद्दे को राजनीतिक रंग देने की कोशिश कर रहे हैं। कांग्रेस नेता राहुल गांधी ने ट्वीट किया, ‘यह हृदय विदारक घटना है। भारत सरकार को इसका जवाब देना चाहिए। यहां न तो लोग सुरक्षित हैं और ना ही सुरक्षाकर्मी, गृह मंत्रालय कर क्या रहा है? फेसबुक पर उन्होंने दावा किया कि पीड़ितों के अंतिम संस्कार में सबसे पहले स्थानीय कांग्रेस नेता शामिल हुए। ममता बनर्जी की तृणमूल कांग्रेस के नेताओं ने भी इलाके का दौरा किया।
लोगों के गुस्से को समझा जा सकता है क्योंकि सेना के कमांडोज की फायरिंग में निर्दोष लोगों की मौत हुई है। सेना ने इस बात को माना कि गलती हुई लेकिन यह जानबूझकर नहीं किया गया। अब इस बात की जांच की जा रही है कि कमांडोज ने क्यों और किसके आदेश पर फायरिंग की। जब सैनिकों ने एंबुश लगाने की तैयारी की तो इसकी सूचना स्थानीय पुलिस को क्यों नहीं दी? सेना से इतनी बड़ी गलती कैसे हो गई? मैंने नॉर्थ-ईस्ट के एक्सपर्ट्स से बात की और उन लोगों ने जो बताया वो वाकई हैरत में डालने वाली बात है। एक एक्सपर्ट ने बताया कि सेना साजिश का शिकार हुई है। नॉर्थ-ईस्ट में कई जनजातियां हैं जो देशभक्त हैं और वो सेना का साथ देती हैं। इस पूरी साजिश का मकसद सेना और इन जनजातियों के बीच एक दरार पैदा करना था।
शौर्य चक्र विजेता और रिटायर्ड कर्नल डी.पी.के. पिल्लई ने कहा कि नगालैंड में सेना की फायरिंग में जिन लोगों की मौत हुई है वे लोग कोनयाक जनजाति के हैं। यह जनजाति उग्रवादी संगठनों के खिलाफ है। पिल्लई ने बताया कि इस बार सेना को उनके इन्फॉर्मर ने गलत सूचना देकर धोखा दिया। दरअसल, अलगाववादी विद्रोही समूह एनएससीएन (के) कोनयाक जनजाति और सेना के बीच दरार पैदा करना चाहता था और विद्रोही आंदोलन के बारे में गलत जानकारी देने के लिए मुखबिर का इस्तेमाल करता था।
इस सवाल पर कि जब सेना ने पिक-अप ट्रक को रुकने का इशारा किया तो क्यों नहीं रुका, एक एक्सपर्ट ने कहा, नगालैंड में बड़े पैमाने पर अवैध कोयला खनन हो रहै है और खदान मजदूरों को लगा कि चेकिंग के लिए पुलिस उन्हें रोकने की कोशिश कर रही है। उनके पिक-अप ट्रक में माइनिंग से जुड़े सामान थे, इसी वजह से उन्होंने पिक-अप ट्रक को नहीं रोका। आपको बता दें कि सुप्रीम कोर्ट पहले ही नॉर्थ-ईस्ट में अवैध खनन पर प्रतिबंध लगाने का आदेश दे चुका है।
रिटायर्ड कर्नल पिल्लई ने बताया कि पिछले महीने जब एनएससीएन (के) विद्रोहियों के हमले में सेना के कर्नल विपल्व त्रिपाठी, उनकी पत्नी और बेटे समेत पांच लोग शहीद हुए थे तो उन शहीदों में असम राइफल्स का एक जवान भी था जो कोनयाक जनजाति का था। इस जवान के अन्तिम संस्कार से पहले उसके पिता ने अपने बहादुर बेटे की शहादत पर आंसू नहीं बहाए थे। तिरंगे में लिपटे बेटे के पार्थिव शरीर के पास खड़े होकर इस पिता ने उग्रवादी संगठनों को चुनौती दी थी और कहा था कि उनका एक बेटा देश पर शहीद हो गया लेकिन वो अपने दूसरे बेटे को भी देश की सेवा में भेजने को तैयार हैं। पूरे देश ने इस पिता को सलाम किया था। कोनयाक जनजाति में इस स्तर की देशभक्ति है।
सोमवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने इस बहादुर पिता का वीडियो दिखाया जिसमें लोगों से आगे आकर देश सेवा करने की अपील की गई थी। रिटायर्ड कर्नल पिल्लई का कहना है, हो सकता है कि एनएससीएन (के) ने सेना के इन्फॉर्मर को खरीद लिया हो और उसके जरिए गलत खबर दी गई हो जिससे कोनयाक जनजाति के लोग मारे जाएं और उनके भीतर आर्मी के खिलाफ गुस्सा और नाराज़गी पैदा हो। फिलहाल निर्दोष युवकों की हत्या को लेकर कोनयाक जनजाति में काफी गुस्सा है।
अब केंद्र सरकार और सेना भी मान रही है कि जो लोग गोली का शिकार हुए वे लोग ना उग्रवादी थे, ना ही उनके पास हथियार थे। यह गलत पहचान का मामला है। जो एयरगन उन खदान मजदूरों के पास मिली उसे आमतौर पर ज्यादातर लोग शिकार के लिए अपने साथ रखते हैं। एक्सपर्ट्स का कहना है कि जल्द से जल्द कोनयाक जनजाति की भावनाओं, उनके आक्रोश को शांत किया जाना चाहिए। केवल यह स्वीकार कर लेना कि यह गलत पहचान का मामला है, निर्दोष युवकों की मौत का एक्सक्यूज नहीं हो सकता।
हम सभी सेना को और जवानों की बहादुरी को सलाम करते हैं लेकिन जवान हमारे निर्दोष लोगों पर फायरिंग कर दें और आम लोगों को मौत के घाट उतार दें, इसे किसी कीमत पर ना तो सही ठहराया जा सकता है और ना ही इसका समर्थन किया जा सकता है। कुछ दिन पहले जम्मू-कश्मीर में एक गलत एनकाउंटर के मामले में आर्मी के अफसर का कोर्ट मार्शल हुआ है। इसी तरह इस केस में भी जिसकी गलती हो उसकी पहचान करके कार्रवाई होनी चाहिए और नरसंहार का केस चलना चाहिए। दुख की बात यह है कि इस मामले में भी सियासत हो रही है।
Nagaland killings: Mistaken identity is no excuse
There was widespread outrage over the unfortunate incident in Mon district of Nagaland when commandos of Army’s Para Special Forces opened fire on a pickup truck carrying coal miners killing six civilians on Saturday. Soon after the incident, a mob surrounded the soldiers leading to more firing in which seven villagers were killed. Nagaland Police has registered an FIR against the 21 Para Special Forces unit, while the Army has set up a Court of Inquiry headed by a Major General.
The Court of Inquiry will examine the “credible intelligence” received that resulted in the ambush of mine workers, who were suspected to be NSCN(K) rebels. The chief ministers of Nagaland and Meghalaya have demanded repeal of Armed Forces Special Powers Act (AFSPA). In Parliament, Home Minister Amit Shah, in his statement, said it was a case of mistaken identity. “The government sincerely regrets this unfortunate incident and offers its deepest condolences to the families of those who have lost their lives”, Shah said.
The commando unit involved in Saturday’s botched-up operation claims that a rifle-like thing was seen being carried by one of the eight mine workers in their open pick-up truck, but was later found to be an airgun. The commandos, Shah said, opened fire only after the vehicle did not stop despite being flagged down by their scouts. After the commandos realized their mistake, they called for medical help for two of the eight workers who were still alive, but, by then, a mob of local villagers reached the spot, carrying machetes and attacked them, killing a paratrooper. Both the Centre and Nagaland governments have announced ex gratia help to the kin of those killed.
While demanding the repeal of AFSPA, Nagaland CM Neiphiu Rio, and Meghalaya CM Conrad Sangma, whose parties are part of BJP-led NDA, alleged that it was a draconian measure that allows the Army to arrest anybody without warrant and kill without any accountability. Rio said, “the AFSPA has blackened the image of India and this draconian act must be removed”. AFSPA, he said, has been in force in Nagaland for the last 59 years, and in the last 25 years, despite a ceasefire with insurgent groups, the act is still in place.
Neiphiu Rio said, “The Centre argues that insurgency and the Naga movement are still alive, and till the conflict is resolved, they cannot remove this Act. I am asking them, when all insurgent groups are in ceasefire and there is peace, why do you tag our state as a disturbed area?..We have seen that putting AFSPA has not really given any result and in the last many years that the Act has been there, it has only been counter-productive.”
Opposition parties are now trying to politicize the issue. Congress leader Rahul Gandhi tweeted: “This is heart wrenching. GOI must give a real reply. What exactly is the home ministry doing, when neither civilians nor security personnel are safe in our own land?” On Facebook, he claimed that local Congress leaders were the first to attend the funeral of victims. Mamata Banerjee’s Trinamool Congress leaders also visited the area.
The popular outrage is understandable because innocent people died in firing by Army commandos. The army has admitted that there was a mistake, but it was not deliberate. It is now being investigated why the commandos fired and on whose order. Why the local police was not informed before the ambush was carried out. Why did the army commit such a major mistake? I spoke to experts on North-east, and what they revealed was surprising. One of them said, the army became a victim of conspiracy. There are many tribes in the northeast who are patriotic and they side with the army. This conspiracy was aimed at creating a wedge between the army and these tribes.
Retd Col D P K Pillai, a Shaurya Chakra awardee, said, the victims belonged to Konyak tribe which is against the separatists. Pillai said, the informer deceived the army by passing on incorrect information about the mine workers. The separatist rebel group NSCN(K) wanted to drive a wedge between the Konyak tribe and the army, and used the informer to pass on incorrect information about rebel movement.
On the question of why the pick-up truck did not stop, one of the experts said, there is rampant illegal coal mining in Nagaland, and the mine workers thought that it was the local police trying to stop them. They had mining implements inside the truck, and that is why, the truck did not stop. Supreme Court has already ordered ban on all illegal mining in the northeast.
Retd Col Pillai pointed out that during last month’s ambush by NSCN(K) rebels, five persons were martyred including army Col. Viplav Tripathi, his wife and son, and among the martyrs was an Assam Rifles jawan, who belonged to Konyak tribe. At the funeral of this Konyak jawan, his brave father did not shed a tear, and vowed to send his second son in the service of the Indian nation. Such is the level of patriotism among the Naga Konyak tribe.
In my prime time show ‘Aaj Ki Baat’ on Monday night, we showed the video of this brave father exhorting people to come forward and serve the nation. Retd Col Pillai says, there could be the possibility of the rebel group bribing the informer to pass on incorrect information to the army, so that the Konyak tribe could move away from the mainstream. At this moment, there is much outrage among the Konyak tribe because of the killing of innocent youths.
Now that the Centre and Army have admitted that it was a case of mistaken identity, and that the airgun that was found among the mine workers is a normal weapon kept for hunting purpose inside forest, experts say that the feelings of Konyak tribe must be assuaged at the earliest. Merely admitting that it was a case of mistaken identity is not an excuse for the killing of innocent youths.
We salute the bravery and valour of our jawans, but no amount of patriotism can justify the killing in cold blood of innocent people. Recently, an army officer was court martialled for carrying out a fake encounter in Kashmir. Similarly, in this case, the person who made the mistake, must be identified and action must be taken against him. He should be charged for carrying out mass murder. The saddest part is that this issue is still being politicized.
कोविड महामारी की चुनौती से निपटने के लिए देश तैयार
देश पर कोरोना वायरस के नए वेरिएंट ओमिक्रॉन का खतरा मंडरा रहा है, लेकिन मुझे यह देखकर दुख हो रहा है कि कुछ शहरों में लोगों का रवैया बेहद गैर-जिम्मेदाराना है। करीब 50 से ज्यादा ऐसे मामले सामने आए हैं जिसमें दक्षिण अफ्रीका से वापस लौटे लोगों ने अपना पता और फोन नंबर गलत लिखाया और फिर गायब हो गए। अब राज्य सरकारों को इन लोगों का पता लगाने में काफी मुश्किलों का सामना करना पड़ रहा है।
यह पूरी घटना पिछले साल मार्च और अप्रैल महीने की याद दिलाती है जब कोरोना ने पहली बार देश में दस्तक दी थी। उस वक्त भी लोगों ने इसी तरह का गैर-जिम्मेदाराना रवैया अपनाया था। विदेश से आनेवालों की कोरोना रिपोर्ट निगेटिव आने के बावजूद उन्हें सात दिनों तक आइसोलेशन में रहने की हिदायत दी जा रही है, लेकिन कई मामलों में ये यात्री लापता हो जा रहे हैं। इनमें से कई यात्रियों की कोविड रिपोर्ट पॉजिटिव रही है। कर्नाटक, आंध्र प्रदेश और तमिलनाडु में विदेश से आए 45 से ज्यादा यात्री गायब हो गए हैं।
सबसे ज्यादा परेशान करने वाली खबर जयपुर से आई जहां दक्षिण अफ्रीका से आया एक परिवार शादी समारोह में शामिल हुआ। इसके बाद कुछ रिश्तेदारों की तबीयत खराब हुई तो कोविड टेस्ट कराया गया। एनआरआई परिवार के दो बच्चों समेत चार लोगों की टेस्ट रिपोर्ट पॉजिटिव आई। अब प्रशासनिक अमला इनके प्राइमरी और सेकेंडरी कॉन्टैक्ट्स की खोज में जुटा हुआ है। इनका सैंपल जीनोम सीक्वेंसिंग के लिए भेजा गया है। यह परिवार सीधे दक्षिण अफ्रीका से यहां नहीं आया था बल्कि दुबई के रास्ते पहुंचा था। इसलिए एयरपोर्ट पर जरूरी आरटी-पीसीआर टेस्ट से बच गया। 25 नवंबर को यह परिवार जब मुंबई पहुंचा तो उसने 48 घंटे पहले की निगेटिव आरटी-पीसीआर टेस्ट रिपोर्ट दिखाई। 28 नवंबर को यह परिवार जयपुर पहुंचा और रॉयल सिटी पैलेस होटल में आयोजित एक शादी समारोह में शरीक हुआ। और अब पूरा परिवार कोरोना पॉजिटिव है। इस शादी समारोह में कई सौ लोग शामिल हुए थे। अब इस परिवार के संपर्क में आए सभी लोगों को ट्रेस कर पाना काफी मुश्किल है।
ठीक इसी तरह एक और एनआरआई परिवार शादी समारोह में शामिल होने अमेरिका से जयपुर पहुंचा। पूरा परिवार बाद में दिल्ली, वैष्णो देवी, बीकानेर गया और फिर जयपुर वापस लौट आया। 27 नवंबर को जब इनका टेस्ट हुआ तो परिवार के दो बच्चे कोविड पॉजिटिव पाए गए। यह परिवार दो सप्ताह तक भारत में रहा और जबतक बच्चों की रिपोर्ट पॉजिटिव आई तब तक वापस अमेरिका चला गया। अब जयपुर के प्रशासनिक अधिकारियों के लिए उनके कॉन्टैक्ट्स का पता लगाना सिरदर्द बन गया है। अब प्रशासन कहां-कहां जाए, किस-किस से पूछे, किस किस का टेस्ट कराए।
जयपुर में ही तीसरा मामला सामने आया पूर्व मंत्री बृज किशोर शर्मा का जिनकी कोविड रिपोर्ट पॉजिटिव आई है। एक दिसंबर को उनका कोरोना टेस्ट हुआ था। इससे पहले 30 नवंबर को वे कांग्रेस के बड़े-बड़े नेताओं के साथ मीटिंग में मौजूद थे। दरअसल, राहुल गांधी 12 दिसंबर को जयपुर में कांग्रेस की एक रैली करनेवाले हैं। राहुल की इसी जनसभा की तैयारियों के सिलसिले में जयपुर कांग्रेस दफ्तर में यह मीटिंग रखी गई थी। इस मीटिंग में मुख्यमंत्री अशोक गहलोत और उनके मंत्रिमंडल के ज्यादातर सदस्यों के साथ प्रदेश कांग्रेस अध्यक्ष गोविन्द सिंह डोटासरा समेत राजस्थान कांग्रेस के 50 से ज्यादा नेता और विधायक मौजूद थे। इनमें ज्यादातर नेता बिना मास्क के एक-दूसरे के पास बैठे थे। अब बृज किशोर शर्मा की रिपोर्ट पॉजिटिव आने के बाद पूरी कांग्रेस और सरकार परेशान है। बैठक में मौजूद सभी लोगों को अपना टेस्ट कराने के लिए कहा गया है। चूंकि रैली में करीब एक लाख लोगों के शामिल होने की उम्मीद है, इसलिए किसी ने कोर्ट में याचिका दाखिल कर रैली पर प्रतिबंध लगाने की मांग की है। वहीं, इसके जवाब में कांग्रेस के एक नेता ने 5 दिसंबर को जयपुर में गृह मंत्री अमित शाह के प्रस्तावित रोड शो पर प्रतिबंध की मांग करते हुए कोर्ट में याचिका दाखिल की है।
आपको याद होगा कि इस साल अप्रैल में कोरोना महामारी की दूसरी लहर जयपुर, इंदौर, पुणे और नागपुर से शुरू हुई थी। लोग अपनी जांच रिपोर्ट छिपा रहे थे और वायरस तेजी से फैलता जा रहा था। अब दक्षिण के राज्यों में भी ठीक उसी तरह के मामले सामने आ रहे हैं।
कर्नाटक में ओमिक्रॉन वेरिएंट के दो मामले सामने आए हैं वहीं विदेश से आए 10 यात्री लापता हैं। उनके फोन स्विच ऑफ हैं। पिछले दो हफ्ते में 57 यात्री कर्नाटक पहुंचे। इनमें से कई का आरीटी-पीसीआर टेस्ट नहीं हुआ, क्योंकि वे 24 नवंबर से पहले दक्षिण अफ्रीका से बेंगलुरु पहुंचे थे। उस वक्त ज्यादातर देशों में ओमिक्रॉन वेरिएंट का पता नहीं चला था। अब 57 यात्रियों में से 47 को पुलिस ने ट्रेस कर लिया है लेकिन बाकी के 10 अभी-भी लापता हैं। राज्य सरकार अब इन लोगों से अपील कर रही है कि आगे आएं और अपना टेस्ट कराएं।
वहीं, पड़ोसी राज्य आंध्र प्रदेश में विदेश से आए 30 यात्री गायब हैं। विशाखापट्टनम में 60 यात्री विदेश से आए जिनमें 3 दक्षिण अफ्रीका से और 6 बोत्सवाना से लौटे थे। इनमें से 6 को ट्रेस कर लिया गया है जबकि बाकी के तीन यात्री गायब हैं। आंध्र प्रदेश सरकार ने भी इन यात्रियों से अपील की है कि वे आगे आएं और अपना टेस्ट कराएं। जो लोग विदेश से आए हैं वो भी कोरोना के खतरे को जानते हैं, लेकिन दिक्कत यह है कि लोगों को लगता है कि टेस्ट होगा और पॉजिटिव आए तो सरकारी हॉस्पिटल में रहना पड़ेगा। इसलिए लोग सामने आने के बजाए छुप जाते हैं। विदेशों से आए लोगों का गायब होना ज्यादा चिंता की बात है। क्योंकि ये लोग जानबूझ कर हजारों लोगों की जान खतरे में डाल रहे हैं। तमिलनाडु में सिंगापुर से तिरुचिरापल्ली पहुंचा एक यात्री और ब्रिटेन से चेन्नई पहुंचे एक एनआरआई की टेस्ट रिपोर्ट पॉजिटिव आई है। इनके सैंपल्स जीनोम सीक्वेंसिंग के लिए भेजे गए हैं।
इस बीच, सभी महानगरों और बड़े शहरों में स्वास्थ्य विभाग के अधिकारियों ने युद्धस्तर पर तैयारी कर ली है। मुंबई में बीएमसी ने अपने स्पेशल कोविड सेंटर को एक्टिवेट कर दिया है। इन सेंटर्स में वॉर रूम, वॉर्डस, ऑक्सीजन फ्लो मीटर, ऑक्सीजन टैंक और ऑक्सीजन मैन्युफैक्चरिंग यूनिट को पूरी तरह से एक्टिवेट किया गया है। बीएमसी के सभी अस्पतालों को भी अपनी तैयारी पूरी रखने के निर्देश दिए गए हैं। मुंबई में कोरोना का सबसे बड़ा सेंटर BKC का जंबो कोविड केंद्र है, यहां दो हज़ार 328 बेड हैं। इस केंद्र को भी तैयार रखा गया है। अच्छी बात यह है कि यह सेंटर अभी पूरी तरह से खाली है। यहां कोरोना वायरस का एक भी मरीज नहीं है। मुंबई मेयर ने बताया कि 288 सैंपल्स जीनोम सीक्वेंसिंग के लिए भेजे गए हैं। अभी तक ओमिक्रॉन का एक भी मामला सामने नहीं आया है।
इसी तरह, गुजरात में भी सरकार अलर्ट मोड पर है। किसी भी हालात से निपटने के लिए अस्पतालों में बेड और वेंटिलेटर की संख्या दोगुनी कर दी गई है। एक लाख 10 हजार से ज्यादा बेड तैयार रखे गए हैं। महामारी की दूसरी लहर के दौरान 65 हजार बेड की डिमांड थी। आईसीयू के 25 हजार बेड तैयार रखे गए हैं। हालात से निपटने के लिए राज्य सरकार ने 10 हजार नए वेंटिलेटर खरीदे हैं । इसके अलावा ऑक्सीजन जेनरेटर भी ख़रीदे जा रहे हैं। पूरे राज्य में 400 PSA ऑक्सीजन जेनरेटर लगाए गए हैं। 400 से ज़्यादा प्रेशर स्विंग ऑक्सीजन प्लांट भी तैयार हैं। यहां बोत्सवाना से आए दो यात्रियों का कोविड टेस्ट पॉजिटिव पाया गया है। जामनगर पहुंचे एक दक्षिण अफ्रीकी की टेस्ट रिपोर्ट भी पॉजिटिव आई है। अकेले जामनगर में अब तक कोरोना के 34 मामले सामने आए हैं।
दिल्ली में ओमिक्रॉन वेरिएंट के 12 संदिग्ध मामले सामने आए हैं। इनमें से चार-चार मामले ब्रिटेन और फ्रांस से जबकि एक-एक मामले नीदरलैंड और तंजानिया से हैं। एलएनजेपी हॉस्पिटल की लैब देश की उन 37 लैब में एक है जिसमें जीनोम सीक्वेंसिंग की सुविधा उपलब्ध है। इस हॉस्पिटल में विदेश से आनेवाले यात्रियों के लिए 40 बेड अलग से रखे गए हैं। एक्सपर्ट्स का कहना है कि ओमिक्रॉन वेरिएंट बहुत तेजी से फैलेगा लेकिन यह वेरिएंट घातक होगा या नहीं, इस पर इनकी राय अलग-अलग है।
कुछ एक्सपर्ट्स का कहना है कि ओमिक्रॉन वेरिएंट, डेल्टा की तरह घातक नहीं हो सकता जिसने कोरोना की दूसरी लहर के दौरान बड़े पैमाने पर तबाही मचाई थी। इसलिए घबराने की जरूरत नहीं है। वायरस ज्यादा नुकसान नहीं करेगा क्योंकि एक तो इसके इन्फेक्शन से न तो सांस की दिक्कत हो रही है और न ही ऑक्सीजन की जरूरत पड़ रही है। दूसरी बात यह है कि बड़े पैमाने पर वैक्सीनेशन के कारण वर्तमान में लोगों में 70 प्रतिशत से अधिक हर्ड इम्युनिटी है। अगर तीसरी लहर भी आती है तो भारत का स्वास्थ्य ढांचा पूरी तरह से तैयार है।
संसद में स्वास्थ्य मंत्री मनसुख मांडविया ने बताया कि सरकार ने कोरोना के नए वेरिएंट से लड़ने के लिए किस तरह की तैयारी की है। उन्होंने कहा कि अब देश में जीनोम सीक्वेंसिंग 30 घंटे में हो जाती है जबकि पहले इसमें 30 दिन का वक्त लगता था। उन्होंने दावा किया कि देशभर में 44 हजार से ज्यादा वेंटीलेटर्स लगाए गए हैं और इनके इन्स्टॉलेशन की रिपोर्ट और फिटनेस सर्टिफिकेट भी राज्य सरकारों से प्राप्त हुए हैं।
यह बात सही है कि आज हमारा देश कोरोना वायरस की तीसरी लहर से लड़ने के लिए हर तरह से तैयार है। अब टेस्टिंग के लिए लैब्स हैं और ट्रेसिंग के लिए पूरा सिस्टम है। जीनोम सीक्वेंसिंग भी अब तेज गति से केवल 30 घंटे में हो जाती है। हमारे देश में बनी वैक्सीन पर्य़ाप्त मात्रा में उपलब्ध है और 18 साल से ऊपर के करीब 50 प्रतिशत लोगों को डबल डोज लग चुकी है। कोरोना के मामले लगातार कम हो रहे हैं और ना हॉस्पिटल्स पर दबाव है और ना आज कहीं आईसीयू की कमी है। कोरोना वायरस से लड़ने के मामले में आज हमारा देश दुनिया के बड़े-बड़े देशों के मुकाबले बेहतर स्थिति में है।
लेकिन समस्या ये है कि यह वायरस ऐसा है जो धोखा देता है। यह तेजी से रूप बदलकर आता है। ये आज भी पूरी दुनिया के साइंटिस्ट और डॉक्टर्स के लिए चैंलैंज बना हुआ है। हमने इस पर काबू पाया क्योंकि देश के ज्यादातर लोगों ने सावधानी बरती। हमारे डॉक्टर्स औऱ हेल्थ वर्कर्स ने जी-जान से दिन-रात मेहनत की। हमारे वैज्ञानिकों ने अपनी वैक्सीन ईजाद की और प्रधानमंत्री नरेन्द्र मोदी ने लड़ाई को फ्रंट से लीड किया। लेकिन खतरा अभी-भी बना हुआ है। सावधान रहने की जरूरत है। मुझे लगता है कि नए वेरिएंट का खतरा इस लड़ाई का आखिरी मोर्चा है। अगर हम चौकन्ने रहे, बाहर जाने पर मास्क लगाए रहते हैं, भीड़ में जाने से बचते हैं तो हम खुद भी बचेंगे और देश को भी इस वायरस से बचाएंगे।
