Cloudbursts : Hear the warning of Mother Nature
The death toll in the flash flood following a sudden cloudburst in Kishtawar, Jammu & Kashmir has reached 60, with fears of more casualties. 167 persons have been rescued and over 100 people are injured. Over 250 people are reported missing even after 24 hours have passed. Rescue work has hit a hurdle due to incessant rains.
There were nearly 1,000 pilgrims present for the Machail Mata annual yatra, when nature struck. Chasoti village, located 90 km from Kishtwar, was the base camp from where the pilgrims took the hilly route to reach the temple. Houses, shops, vehicles were destroyed as torrents of flood water alongwith mudslides and debris struck the village destroying everything that fell on the route.
NDRF, SDRF, state police and army personnel are trying to trace the missing persons and ferry the injured pilgrims to care centres. Prime Minister Narendra Modi spoke to J&K chief minister Omar Abdullah and Lt. Gov Manoj Sinha and assured all possible help.
In Lahaul Spiti, Himachal Pradesh, huge boulders and muddy rocks fell with gushing flood water after a sudden cloudburst. In Rampur near Shimla, flash flood after cloudburst caused widespread damage in Nanti gaon, Ganvi gaon and Kasha Path.
The number of cloudburst incidents in J&K, Himachal and Uttarakhand has doubled in the last two months compared to the figures of last five years. This has caused serious concern. The government has set up a panel of five scientists to find out the reasons behind frequent cloudbursts.
Frequent cloudbursts followed by flash flood are a clear sign of warning from Mother Nature. The main reasons : Unregulated constructions blocking the path of rivers and deforestation. Already, we have lost a large number of people due to cloudbursts in Uttarakhand, HP and Jammu and Kashmir. If we fail to take prompt action despite watching the frightening visuals of the fury of flash flood water, then similar tragedies may again take place. If we do not learn a lesson from such tragedies, the fury of nature will increase.
Remove all weak trees from Delhi pavements
A 50-year-old man Sudhir Kumar died and his 22-year-old daughter Priya was critically injured when a neem tree on the roadside suddenly fell on their motorbike near Paras Chowk in Delhi’s Kalkaji locality on Thursday. Sudhir was ferrying his daughter to her office in Amar Colony when this tragedy occurred.
The uprooted tree had to be cut and the two were extricated and shifted to Safdarjang hospital, where Sudhir Kumar was declared dead. Priya suffered a fracture in her pelvic region. Nearly 250 pedestrians tried to remove the uprooted tree but failed. All this happened when Delhi witnessed a continuous downpour since morning.
Delhi CM Rekha Gupta has asked officers to carry out a survey of all old trees that have become weak and fall anytime. The neem tree that fell on Sudhir Kumar and his daughter was on the verge of being uprooted.
There are hundreds of trees on the roadside across Delhi which have become weak and can fall anytime. Most of the roots of these trees have become hollow because concrete constructions have been made around them for providing space for pavements. In several places, old trees have become weak due to cabling.
Under Section 8 of Delhi Preservation of Trees Act, 1994, no tree can be removed from any land without prior permission from the ‘Tree Officer’, even on privately owned property. The Tree Officer may grant permission after inspecting the tree and he is supposed to respond within 60 days. Municipal authorities avoid cutting trees because of this law, but there is a provision in that law for emergency cases. The Delhi Chief Minister has used this emergency provision to instruct officers to carry out survey of all weak trees and remove them to avoid such tragedies.
The CM has done the right thing, but the question is: Shouldn’t authorities have taken this step long back? Why didn’t authorities use this emergency provision? What action will be taken against those officers who are responsible for this death, due to sheer negligence?
पहाड़ में फटे बादल : क़ुदरत की आवाज़ सुनो
जम्मू कश्मीर के किश्तवाड़ में भयानक हादसा हुआ. बादल फटने के कारण अचानक बाढ़ आने से भारी तबाही हुई. अब तक CRPF के दो जवान समेत 60 लोगों की मौत हो चुकी है. 120 से ज्यादा घायल हैं. करीब ढ़ाई सौ लोग लापता हैं. 167 लोगों को रेस्क्यू किया गया है.
किश्तवाड़ ने सौ किलोमीटर दूर चिशोटी में घर, मकान, दुकान, सड़क और पुल सब बह गये. इस प्राकृतिक आपदा में मरने वालों का आंकड़ा काफी बढ़ सकता है क्योंकि जिस इलाके में बादल फटा है, उस इलाके में मचैल माता यात्रा के लिए करीब एक हज़ार श्रद्धालु इकट्ठे हुए थे. इनमें से सैकड़ों लापता हैं.
लगातार बारिश के कारण रेस्क्यू ऑपरेशन में दिक्कतें पेश आ रही हैं. हेलीकॉप्टर उड़ नहीं सकते, रास्ते बह गए हैं, एंबुलेंस के जरिए घायलों को अस्पतालों तक पहुंचाने में दिक्कतों का सामना करना पड़ रहा है.
प3धआनमंत्री नरेंद्र मोदी ने शुक्रवार को जम्मू कश्मीर के उपराज्यपाल मनोज सिन्हा और सीएम उमर अब्दुल्ला को फोन पर आश्वासन दिया कि सरकार हरसंभव मदद करेगी.
पहाड़ी राज्यों में बारिश के मौसम में अब प्राकृतिक आपदाओं की मार बढ़ी है. गुरुवार को हिमाचल के कई इलाकों में बादल फटे. पिछले 24 घंटे में शिमला, कुल्लू, लाहौल स्पीति से लेकर किन्नौर तक भारी बारिश हुई और बाढ आई, जिसकी वजह से घर, दुकान, गाड़ियां बह ग.
पिछले पांच साल में जम्मू कश्मीर, हिमाचल और उत्तराखंड में बादल फटने की जितनी घटनाएं हुई है, उससे दुगुनी घटनाएं पिछले दो महीने में हो चुकी हैं. इसलिए ये चिंता की बात है.
सरकार ने हि्मालय के पहाड़ों में बादल फटने के बढ़ते मामलों की वजह पता लगाने के लिए पांच वैज्ञानिकों की एक कमेटी बनाई है. मुझे लगता कि किश्तवाड़ में जो सैलाब आया वो चेतावनी है प्रकृति की. हिमाचल में जो बादल फटा वो चेतावनी है कुदरत की.
अगर हम प्रकृति से टकराएंगे, खिलवाड़ करेंगे तो एक न एक दिन ये कहर बनकर टूटेगा. अगर पहाड़ों को काटेंगे, नदियों का रास्ता रोकेंगे, पेड़ काटेंगे तो एक दिन पानी और मलबा सब कुछ बहा कर ले जाएगा और तबाही के मंज़र से कोई नहीं बचा पाएगा.
हमने उत्तराखंड, हिमाचल और जम्मू कश्मीर का हाल देख लिया. अपने लोगों को खो दिया. बर्बादी का ये मंजर भी अगर आंखें नहीं खोलता तो प्रकृति इसे फिर दोहराएगी. अगर अब भी हमने सबक नहीं सीखा तो अगली बार तबाही और जोरों से आएगी.
दिल्ली के खोखले पेड़ों को तत्काल हटाओ
दिल्ली के कालकाजी इलाके में गुरुवार को बारिश के कारण नीम का एक पुराना पेड़ गिरा और उसके नीचे दबकर एक शख्स सुधीर कुमार की मौत हो गई. सुधीर कुमार अपनी 22 साल की बेटी को बाइक पर बैठा कर ऑफिस जा रहे थे. उस वक्त तेज बारिश हो रही थी, सड़क पर पानी भरा था, ट्रैफिक धीमी रफ्तार में था. सुधीर कुमार ने जैसे ही एक गाड़ी को ओवरटेक किया, उसी वक्त सड़क के किनारे लगा नीम का एक पुराना पेड़ बाइक पर गिर पड़ा.
सुधीर कुमार और उनकी बेटी इस पेड़ के नीचे दब गए. एक कार भी पेड़ की चपेट में आ गई. लोगों ने पेड़ के नीचे दबे पिता और उसकी बेटी को बचाने की पुरज़ोर कोशिश की लेकिन कोई फायदा नहीं हुआ..फायर ब्रिगेड की टीम ने पेड़ को काट कर सुधीर और उसकी बेटी को निकाला, लेकिन तब तक सुधीर की सांसे थम चुकी थीं, प्रिया सफदरजंग अस्पताल में जिंदगी के लिए लड़ रही है.
मुख्यमंत्री रेखा गुप्ता ने अफसरों से दिल्ली के सभी पुराने पेड़ों के हालात की जांच करने को कहा है और जो पेड़ कमजोर और खोखले हो गए हैं,उन्हें तुरंत हटाने का आदेश दिया.
दिल्ली में जिस पेड़ ने एक बेकसूर नागरिक की जान ली, वो गिरने के कगार पर था. दिल्ली में सड़कों के किनारे लगे ज्यादातर पेड़ पुराने हो चुके हैं. जिन पेड़ों के आसपास concrete की सड़कें या पटरियां बन गई हैं, वो खोखले हो चुके हैं. कई जगह cabling की वजह से पेड़ कमजोर हो गए हैं.
लेकिन दिल्ली वृक्ष संरक्षण कानून (Delhi Preservation of Trees Act), 1994 के मुताबिक, Tree Officer की इजाज़त के बगैर न तो कोई पेड़ काटा जा सकता है, न उसे हटाया जा सकता है. कानून के डर से सरकारी अधिकारी पेड़ों को हाथ लगाने से भी डरते हैं.
इस वजह से पेड़ गिरते हैं लेकिन इसी कानून में emergency cases के लिए एक प्रावधान है. अगर कोई पेड़ जानलेवा बन जाए, property या traffic के लिए खतरा बन जाए तो उसे गिराया जा सकता है.
अब दिल्ली की मुख्यमंत्री ने इसी आपातकालीन प्रावधान का इस्तेमाल करके…खतरनाक पेड़ों की तुरंत पहचान करके उन्हें हटाने का आदेश दिया. अच्छा किया. पर क्या ये फैसला अधिकारियों को पहले नहीं लेना चाहिए था ? अधिकारियों ने इस emergency power का इस्तेमाल क्यों नहीं किया ? जो इस मौत के लिए जिम्मेदार हैं उनके खिलाफ क्या कदम उठाया जाएगा ?
ट्रम्प मेहरबान, कायर में डाली जान, पाकिस्तान पहलवान
पाकिस्तान के वज़ीर-ए-आज़म शहबाज शरीफ ने भारत को धमकी दी है. शहबाज शरीफ ने कहा कि अगर भारत ने पाकिस्तान को उसके हक़ का पानी नहीं दिया तो जंग होगी और अंजाम बुरा होगा. इस्लामाबाद में एक समारोह को संबोधित करते हुए शहबाज़ शरीफ ने कहा, “दुश्मन पाकिस्तान से पानी की एक बूंद भी नहीं छीन सकता। अगर आपने ऐसा करने की कोशिश की, तो हम आपको ऐसा सबक सिखाएंगे जिसे आप कभी नहीं भूलेंगे।”
इस समारोह में पाकिस्तान के राष्ट्रपति आसिफ अली ज़रदारी, तमाम मंत्री, पूर्व प्रधानमंत्री नवाज़ शरीफ और आर्मी चीफ आसिम मुनीर मौजूद थे. ऑपरेशन सिन्दूर में बुरी तरह मार खाने के बाद, अपने एयरबेस और फाइटर जेट तबाह करवाने के बाद भी जनरल मुनीर ने इस बार पाकिस्तान के स्वतंत्रता दिवस की थीम ऑपरेशन बुनियान उन मरसूस पर रखा है. जनरल मुनीर पाकिस्तानी आवाम की आंखों में धूल झोंकने के लिए बड़ी बेशर्मी से पाकिस्तान की जीत के दावे कर रहे हैं. इसीलिए बुधवार को पाकिस्तानी वायु सेना ने चीन से मिले JF-17 लड़ाकू विमानों का flypast पेश किया.
पाकिस्तान के हुक्मरान बार बार भारत को जंग की धमकी क्यों दे रहे हैं? पाकिस्तान के छोटे से लेकर बड़े नेता तक, सांसदों से लेकर दहशतगर्द तंजीमों के मुखिया तक, सब जनरल मुनीर की लाइन पर चल रहे हैं. कोई एटम बम गिराने की धमकी दे रहा है, कोई भारत का नामोनिशान मिटाने का दावा कर रहा है, कोई हिन्दुओं को खत्म करने की कसम खा रहा है. बुधवार को सिंध सूबे के हैदराबाद शहर में बिलावल की पार्टी के मेयर ने भारत के खिलाफ जहर उगला और भारत को, हिंदुओं को धमकियां दी.
ऐसा लगता है कि पाकिस्तान के नेताओं में भारत को धमकी देने की होड़ लगी हुई है. जंग के मैदान में शिकस्त खाने के बाद पाकिस्तान का हर लीडर बयानवीर बना हुआ है.
शहबाज़ शरीफ़ की गीदड़भभकी का जवाब दिया भारत में AIMIM चीफ असदुद्दीन ओवैसी ने. ओवैसी ने कहा कि पाकिस्तान की धमकियों से भारत को कोई फ़र्क़ नहीं पड़ता, जो शहबाज़ शरीफ़ ख़ुद ये क़बूल कर चुके हैं कि भारत ने मिसाइल मार-मारकर पाकिस्तान की मिट्टी पलीद कर दी, अब वही शहबाज़ किस मुंह से भारत को धमका रहे हैं?
पाकिस्तान के नेता और आर्मी चीफ आसिम मुनीर आजकल इसलिए ज्यादा उछल रहे हैं क्योंकि अमेरिकी राष्ट्रपति डॉनल्ड ट्रंप ने उनके कंधे पर हाथ रख दिया है. सबसे दिलचस्प बात ये है कि जो पाकिस्तान दहशतगर्दी का ग्लोबल सेंटर है, उसी पाकिस्तान के साथ अमेरिका counter terror talks कर रहा है. इस्लामाबाद में पाकिस्तान और अमेरिका के डिप्लोमैट्स ने आतंकवाद से निपटने के तौर तरीक़ों पर चर्चा की. इस मीटिंग में अमेरिकी विदेश मंत्रालय में counter terrorism के को-ऑर्डिनेटर ग्रेगरी लोगर्फो शामिल हुए. अमेरिका ने तहरीक-ए-तालिबान पाकिस्तान (TTP), इस्लामिक स्टेट खुरासान और बलोचिस्तान लिबरेशन आर्मी से निपटने में पाकिस्तान की मदद करने का भरोसा दिया. दो दिन पहले ही अमेरिका ने बलोच लिबरेशन आर्मी की माजिद ब्रिगेड पर पाबंदी लगाई थी.
हैरानी की बात ये है कि अमेरिकी सेना के कमांडो ने ही पाकिस्तान में घुसकर ओसामा बिन लादेन को मारा था. मसूद अजहर, हाफिज सईद, ज़की उर रहमान लखवी जैसे दहशतगर्दों को अमेरिका ने ग्लोबल टेरेरिस्ट घाषित कर रखा है और ये सारे आतंकवादी पाकिस्तान में फौज की सरपरस्ती में मजे में रह रहे हैं. लेकिन हैरानी की बात ये है कि अमेरिका ने आतंकवाद के खिलाफ जंग में पाकिस्तान के रोल की तारीफ़ की है.
राष्ट्रपति डॉनल्ड ट्रंप ने टैरिफ़ के मामले में पाकिस्तान पर मेहरबानी दिखाते हुए सिर्फ़ 19 परसेंट टैरिफ़ लगाया था और पाकिस्तान के साथ जल्दी ही ट्रेड डील साइन करने का भी एलान किया था. ट्रंप ने ये भी कहा था कि अमेरिका पाकिस्तान में तेल का भंडार explore करने जा रहा है.
अमेरिका पाकिस्तान पर आजकल मेहरबान क्यों है, भारत के साथ ट्रंप की समस्या क्या है, इसे भारत के पूर्व राजनयिक विकास स्वरूप ने अच्छे तरीके से समझाया.
पहली बात, ट्रंप भारत के BRICS में सक्रिय होने से नाराज़ हैं. ट्रम्प का मानना है कि BRICS एक anti-America alliance है और BRICS डॉलर की जगह alternative currency बनाने पर आमादा है. दूसरी बात, ट्रंप ने 34 बार कहा कि उन्होंने भारत और पाकिस्तान का युद्ध रुकवाया लेकिन भारत ने इस बात को कभी स्वीकार नहीं किया. भारत ने बार-बार कहा कि उसने तो पाकिस्तानी सेना के DGMO के अनुरोध पर ceasefire किया. जाहिर है, ये बात भी ट्रंप को बुरी लगी. दूसरी तरफ पाकिस्तान ने ट्रंप को माई-बाप माना, Nobel Peace Prize के लिए ट्रंप के नाम की सिफारिश की.
तीसरी बात, ये सब ट्रंप की pressure tactics का हिस्सा है. वो भारत को अपनी शर्तों पर tariff के लिए मनवाना चाहते हैं. भारत की डेयरी, खेती और GM Crops तीन ऐसे मुद्दे हैं, जिस पर मोदी झुकने को तैयार नहीं है. ये भी ट्रंप की बेचैनी का कारण है.
ट्रंप की एक और परेशानी ये है कि अगर Alaska में ट्रंप और पुतिन की मीटिंग के दौरान कोई रास्ता निकल आता है, रूस और यूक्रेन के बीच ceasefire हो जाता है, तो ट्रंप को रूस पर लगे आर्थिक प्रतिबंध हटाने पड़ेंगे. इसके बिना पुतिन ceasefire के लिए तैयार नहीं होंगे. और अगर रूस से sanctions हट गए तो फिर ट्रंप भारत द्वारा रूस से तेल खरीदने को मुद्दा कैसे बनाएंगे ? इस पर objection कैसे करेंगे?
इसीलिए कहा गया है, “इब्तिदा-ए-इश्क़ है, रोता है क्या, आगे-आगे देखिए होता है क्या”.
Pak warmongering : Who is responsible?
Announcing the setting up of a new Army Rocket Force at a ceremony held in Islamabad, Pakistan Prime Minister Shehbaz Sharif uttered a war cry saying, “I want to tell the enemy today that if you threaten to hold our water, then keep this in mind, you cannot snatch even a drop of water from Pakistan.”
Shehbaz Sharif also warned that if India attempted to withhold Indus river water, “you will be again taught such a lesson that you will be left holding your ears.”
The Pakistani Prime Minister’s threat comes in the wake of Army Chief Field Marshal Asim Munir and former Foreign Minister Bilawal Bhutto making jingoistic remarks about waging a war against India. Chinese made JF-17 fighter planes made a flypast at the ceremony with Asim Munir, former PM Nawaz Sharif and other top leaders watching.
It seems there is a race going on nowadays among Pakistani leaders to issue threats against India. After suffering huge damage to their airbases and terror headquarters, the army and Pakistani leaders are busy trying to boost the sagging morale of the terrorists.
Former Indian foreign secretary Harsh Vardhan Shringla says, India should not attach much importance to such war cries emanating from a failed state like Pakistan.
Meanwhile, the Pakistani army and their leaders are gung-ho after Trump met Asim Munir over lunch and the Pakistani Army Chief went to the US again to attend a farewell ceremony of the US Central Command chief. Counter-terrorism talks are presently going on in Islamabad with US counter-terrorism coordinator over how to deal with Tehreek-e-Taliban Pakistan (TTP), Islamic State Khorasan and Balochistan Liberation Army.
Trump has already imposed a minimum 19 pc tariff on Pakistan and promised to sign a trade deal apart from exploring Pakistan’s oil reserves.

Former Indian diplomat Vikas Swarup put it succinctly. Firstly, he said, Trump is unhappy over India being active in BRICS grouping because he considers BRICS an anti-American alliance that wants to replace the US dollar with an alternative currency.
Secondly, Trump had claimed at least 34 times that it was he who brokered the ceasefire between India and Pakistan, but India never accepted his claim. India repeatedly said, the ceasefire took place at the request of the DGMO of Pakistani Army. Naturally, Trump felt piqued, because Pakistan was praising him for brokering peace and even nominated him for Nobel Peace Prize.
Thirdly, the tariff hike to 50 pc against India and penalty threat for buying Russian oil, are all part of Trump’s pressure tactics. He wants India to accept his terms before getting the tariff lowered. India’s dairy, farming and GM crops are three such sectors, where Prime Minister Modi is unwilling to bend, and this has got Trump’s goat.
Trump’s another concern is, if Russia agrees to a ceasefire with Ukraine after his summit with Putin in Alaska on August 15, he will have to remove all economic sanctions imposed till now against Russia. Putin is not going to accept a ceasefire without the sanctions being lifted. If it happens, Trump cannot have the excuse of imposing penalty on India for buying Russian oil. How can he object to India buying Russian oil if sanctions against Russia are lifted?

आवारा कुत्तों पर सुप्रीम कोर्ट का कहर : जो अपने लिए लड़ नहीं सकते, उनके लिए लड़ो
दिल्ली और NCR में dog lovers और stray dogs को कंट्रोल करने वालों के बीच एक दीवार खड़ी हो गई है. Dog lovers इस बात को लेकर परेशान हैं कि सुप्रीम कोर्ट के आदेश के बाद stray dogs पर जुल्म किया जाएगा.
सुप्रीम कोर्ट ने 8 हफ्ते में 5 हजार dogs को पकड़ने का आदेश दिया है. इस लक्ष्य को पूरा करने के लिए बेजुबानों के साथ बुरा सलूक किया जाएगा. उन्हें बेरहमी से पकड़ कर बंद कर दिया जाएगा, कहीं दूर मरने के लिए छोड़ दिया जाएगा. इसीलिए Court के इस आदेश को वापस लिया जाना चाहिए. stray dogs से परेशान लोग बताते हैं कि कैसे कुत्तों ने बच्चों को नोच-नोच कर मार डाला, कैसे एक player रेबीज़ का शिकार होकर हॉस्पिटल में तड़प रही है.
ऐसी घटनाओं के वीडियो दिखाकर वो कहते हैं कि stray dogs से बचाव होना चाहिए. इंसान की जिंदगी बहुत कीमती है, लेकिन Dog lovers का तर्क है कि एक-दो stray dogs के कारण सारे कुत्तों पर अत्याचार कैसे किया जा सकता है? उनका कहना है कि shelter का सुझाव बिलकुल बेकार है.
दिल्ली और NCR के 10 लाख stray dogs को shelter देने के लिए 400 एकड़ जमीन की जरूरत पड़ेगी. इतना पैसा कहां से आएगा ? इतने stray dogs को सिर्फ खाना देने पर सालाना 1400 करोड़ रुपये का खर्चा आएगा. ये कौन देगा? कहां से आएगा ?
इस वक्त MCD street dogs पर सिर्फ 16 करोड़ रुपये खर्च करती है. ये चिंता वाजिब है क्योंकि सवाल ये है कि फिर करें तो क्या करें ?
एक तरफ इंसानों की चिंता है, दूसरी तरफ बेज़ुबान जानवरों की जिंदगी. गलियों से, सड़कों से कुत्तों को हटाना समस्या का हल नहीं हो सकता क्योंकि इस समय न तो shelters हैं, न funds हैं, न कोई plan.
तो फिर क्या किया जाए ? इंडिया टीवी ने लोगों से सुझाव मांगे हैं.
मेरा कहना है कि जो बेजुबान जानवर अपना दर्द समझा नहीं सकते, उनकी बात समझने की कोशिश करनी चाहिए. जो अपने लिए लड़ नहीं सकते, उनके लिए लड़ना चाहिए. हम stray dogs को न तो सड़कों पर छोड़ सकते हैं, न उन्हें मरने के लिए छोड़ सकते हैं. न तो हम ये चाहते हैं कि कोई एक बच्चा भी dog bite का शिकार हो, न ही हम चाहते हैं कि एक भी stray dog पर किसी तरह का कोई जुल्म हो.
तो उन्हें कहां रखें? उनकी देखभाल कैसे करें ? अगर आपके पास कोई हल है तो हमें बताएं.
याद रखिए कि जिन 10 लाख stray dogs की बात की जा रही है, उनमें बड़ी संख्या में healthy और vaccinated dogs भी हैं. उन्हें उठाकर कहीं बंद करने की क्या जरूरत ?
दूसरी बात ये माननी पड़ेगी कि स्ट्रे डॉग्स के sterilization का प्लान पूरी तरह से फेल हो गया, इसीलिए ये समस्या इतनी बड़ी बनी, जो agencies ठीक से sterilization नहीं कर पाई, वो shelter home में dogs की देखभाल कैसे करेगी?

Fight to save the Voiceless Stray Dogs: India TV’s Search for Solution
The Supreme Court on August 11 directed municipal authorities in Delhi National Capital Region to ensure complete removal of stray dogs within eight weeks.
The bench of Justice J B Pardiwala and Justice R Mahadevan ordered that stray dogs be lodged in shelters. The bench prohibited their release back into public spaces. The order said, individuals or organisations trying to obstruct this measure will face contempt of court.
The Supreme Court order has sparked a fierce debate between animal lovers and those citing public safety concerns. Since the apex court has ordered removal of stray dogs within eight weeks, animal lovers fear this may lead to their torture and they may be abandoned in deserted areas and left to die of starvation.
Citizens who are worried about personal safety allege that packs of stray dogs have been attacking children and the eldery. They have cited the case of a player who is battling rabies in hospital. But can few cases be the reason to forcefully pick up all dogs on streets and put them in inhuman prisons? Fact is that there are no shelters, no funds and no plan. That’s why Court order is impractical.
Animal lovers say that at least 400 acre land would be required to provide shelter to nearly a million stray dogs in Delhi and adjoining towns of NCR. Authorities will need at least Rs 1,400 crore to feed these stray dogs in shelters. Presently, Muncipal Corporation of Delhi is spending a meagre Rs 16 crore annually on stray dogs.
The question is: what to do? On one hand, lives of humans are at stake and on the other hand, lives of voiceless stray animals are in danger.
India TV has sought suggestions from viewers on how to deal with this problem. Personally, I feel, animals who have no voice cannot explain their pain to others.
We, as humans, must try to understand their concerns. We should fight for those who cannot protect themsleves. At the same time, we cannot leave stray dogs moving around in the streets, nor can we abandon them in deserted areas to die a painful death.
Of course, we do not want a single child to be bitten by a stray dog on the street. We also do not want any stray dog to be tortured too. The question is: where to keep these stray dogs? How to look after them?
Remember, we are speaking about nearly a million stray dogs, and many of them are healthy and vaccinated dogs. Why do we need to pick them and lock them up somewhere?
Secondly, we have to admit that the plan to sterilize all stray dogs has failed and this has led to this crisis which was blown up. How can we expect those agencies which could not sterilize all stray dogs, to look after all stray dogs in shelters?

आसिम मुनीर : “फौजी वर्दी में ओसामा बिन लादेन”
पाकिस्तान के आर्मी चीफ आसिम मुनीर ने एक बार फिर एटम बम की धमकी दी. पाकिस्तान के फील्ड मार्शल ने कहा कि पाकिस्तान के पास मिसाइलों की कमी नहीं है, अगर भारत ने सिंधु नदी पर डैम बनाए तो मिसाइल भेज कर ‘फारिग़ कर देंगे’. जब जनरल साहब को ये याद आया कि भारत की फौज ने थोड़े दिन पहले उनकी कितनी पिटाई की थी तो जनरल मुनीर ने कहा कि अगर भारत के साथ जंग में पाकिस्तान कमजोर पड़ता है, तो पाकिस्तान अकेला नहीं मरेगा, ‘आधी दुनिया को साथ में लेकर मरेगा’.
भारत ने पाकिस्तान को फिर याद दिलाया कि अब एटम बम के ब्लैकमेल से कुछ नहीं होगा. अब कोई गड़बड़ी हुई पाकिस्तान को फिर घर में घुस कर मारा जाएगा. पाकिस्तान का कोई कोना नहीं है, जो हमारी सेना की पहुंच से बाहर हो.
विदेश मंत्रालय ने दुनिया के तमाम मुल्कों से कहा कि पाकिस्तान में परमाणु बम आतंकवादियों के हाथ में है, दुनिया इस बात पर गंभीरता से विचार करे कि पाकिस्तान के परमाणु बम कितने सुरक्षित हैं ? जिस पाकिस्तान में सरकार और फौज पूरी तरह आतंकवादियों के साथ हो, उस देश के एटमी हथियार क्या पूरी दुनिया के लिए खतरा नहीं हैं ? जनरल मुनीर की एटम बम की धमकी का मतलब क्या है ? सिंधु जल संधि स्थगित होने से जनरल क्यों बेचैन है ?
दिलचस्प बात ये है कि इसी तकरीर में जनरल मुनीर ने अपने मुल्क को पत्थरों से लदा एक खटारा ट्रक और भारत को एक चमचमाती मर्सिडीज कार बताया और डींग हांकी कि अगर इन दोनों के बीच टक्कर होती है तो किसे ज्यादा नुकसान पहुंचेगा.
आसिम मुनीर अपने बयान को लेकर चौतरफा घिर गये हैं. अमेरिकी रक्षा मंत्रालय पेंटागन के पूर्व अधिकारी माइकल रुबिन ने कहा है कि मुनीर के बयान को पढ़ कर लगता है मानो “ वो सूट पहने हुए ओसामा बिन लादेन हों.” उन्होने कहा कि जब मुनीर अमेरिका में खड़े होकर दुनिया को इस तरह की धमकी दे रहे थे तो उन्हें उसी वक्त अमेरिका से बाहर निकाल देना चाहिए था.
अब पाकिस्तान के लोग भी पूछ रहे हैं कि “फेल्ड फील्ड मार्शल” ऐसी बहकी बहकी बातें क्यों कर रहे हैं ? अमेरिका इस बयान पर खामोश क्यों है ?हमारे विदेश मंत्रालय ने जनरल मुनीर को उनकी औक़ात के हिसाब से जवाब दिया है. विदेश मंत्रालय के प्रवक्ता ने कहा कि जनरल मुनीर के बयान के बाद दुनिया को इस बात की चिंता करनी चाहिए कि पाकिस्तान के परमाणु हथियार कितने सुरक्षित हैं, पाकिस्तान के एटमी हथियारों का command and control बिल्कुल सुरक्षित नहीं है, अन्तरराष्ट्रीय समुदाय को चाहिए कि वो तुरंत पाकिस्तान के परमाणु हथियारों की सुरक्षा पर ध्यान दे क्योंकि ये परमाणु हथियार किसी भी वक्त आतंकवादियों के हाथ में जाने का ख़तरा है, पाकिस्तान की फ़ौज दहशतगर्दों से मिली हुई है.
हैरानी की बात तो ये है कि इस बार आसिम मुनीर ने ये बयान पाकिस्तान में नहीं बल्कि अमेरिका की धरती से दिया है. आसिम मुनीर, दो महीने के भीतर दूसरी बार अमेरिका के दौरे पर पहुंचे हैं. वहां अमेरिकी सेना के आला अधिकारियों और जनरलों से मुलाकात की. मुनीर ने अमेरिका के ज्वाइंट चीफ ऑफ स्टाफ कमेटी के चेयरमैन जनरल डैन केन से मुलाक़ात की. मुनीर, अमेरिकी फौज की सेंट्रल कमान के जनरल माइकल कुरीला के रिटायरमेंट के समारोह में शामिल हुए. रिटायरमेंट फंक्शन में शामिल होने के बाद आसिम मुनीर ने Tampa शहर के ग्रैंड हयाट होटल में पाकिस्तानी मूल के लोगों से मुलाक़ात की. इस मीटिंग में जो लोग शामिल हुए उनके मोबाइल फ़ोन, कैमरा और दूसरे गैजेट्स बाहर रखवा दिए गए थे, किसी को कोई इलेक्ट्रॉनिक डिवाइस अंदर ले जाने की अनुमति नहीं थी लेकिन इस प्रोग्राम में शामिल होने वालों ने बाद में बताया कि आसिम मुनीर ने भारत को एटम बम की धमकी दी थी.
मज़े की बात ये है कि पाकिस्तान में विपक्ष के नेताओं ने मुनीर के बयान का विरोध किया. जेल में कैद इमरान खान के पूर्व सलाहकार शहबाज़ गिल ने कहा कि उनके आर्मी चीफ ने बेहद ग़ैर-ज़िम्मेदाराना बयान दिया है, अब दुनिया इसका नोटिस लेगी और पाकिस्तान के एटमी हथियारों को अपने कंट्रोल में लेने की कोशिश करेगी.
आसिम मुनीर जिस तरह की बहकी-बहकी बातें कर रहे हैं, वो उनका कसूर नहीं है. कसूर तो उनका है जिन्होंने “failed Field Marshal” को White House में lunch कराया था.
आसिम मुनीर जिस तरह से आधी दुनिया को उड़ाने की धमकी दे रहे हैं, वो उनका कसूर नहीं है. कसूर तो उनका है जिन्होंने दूसरी बार आतंकवाद के आका को अमेरिका बुलाया और अमेरिकी सेना के अधिकारियों के साथ बिठाया.
कसूर पिटे हुए मुनीर का नहीं है. कसूर तो पाकिस्तान की थकी हुई सरकार का है जिसने जंग हारने वाले जनरल को Field Marshal बनाया.
अगर आसिम मुनीर का दिमाग खराब हुआ तो कसूर उसका नहीं है, कसूर उस system का है जिसने उसे आतंकवाद की factory का मालिक बनाया. गुनहगार तो वो मुल्क भी हैं जिन्होंने पाकिस्तान को IMF से लोन दिलवाया. मुनीर की दहशतगर्दी के लिए फंड का इंतजाम करवाया.
आसिम मुनीर से निपटना तो भारत जानता है. अभी दो दिन पहले ही हमारे Air force Chief ने बताया कि पाकिस्तान को कहां-कहां मारा, कितना मारा, 6 air craft तबाह किए. Air defense system बर्बाद किया, Air force station उड़ा दिए.
भारत को पाकिस्तान के nuclear blackmail का भी कोई डर नहीं है क्योंकि Air force Chief और Army Chief दोनों कह चुके हैं कि भारत की missiles की पहुंच पाकिस्तान के हर कोने पर है. समस्या तो उन मुल्कों से है जिन्होंने पाकिस्तान को हथियार दिए, real-time intelligence दी और पाकिस्तान को अपने हथियारों का testing ground बनाया.
इसीलिए मुनीर की हिम्मत इतनी बढ़ी. लेकिन भारत की नीति साफ है. भारत की फौज तैयार है. इस बार मुनीर और उसकी फौज ने कोई हरकत की, तो पाकिस्तान को बर्बाद होने से कोई नहीं बचा पाएगा.
Asim Munir : “Osama Bin Laden in Military Uniform”
Pakistan’s hawkish Army Chief Syed Asim Munir Shah has threatened to take “half the world down” if confronted with an existential threat from India. Speaking at a black-tie dinner in Tampa, Florida, US, hosted by Pakistan’s honorary consul Adnan Asad, the army chief said, “We are a nuclear nation. If we think we are going down, we’ll take half the world down with us.”
Munir also threatened to blow up with missiles any dam built by India on the Indus river. He said, “We will wait for India to build a dam, and when it does so, 10 missiles se faarigh kar denge (we will destroy it with 10 missiles).. The Indus River is not the Indians’ family property. Humein missilon ki kami nahi hai, al-Hamdulillah (we don’t have a missile shortage, Praise be to Allah).”
The Pakistani army chief also threatened to attack Reliance group’s Jamnagar oil refinery. He referred to a social media post with a Quranic verse and picture of Reliance group chairman Mukesh Ambani to say that he authorised it during the conflict with India “to show them what we will do the next time”. The Quranic verse relates to how an army of elephants was destroyed in a battle by flying birds carrying stones.
In Delhi, the External Affairs ministry reacted to Asim Munir’s remarks saying India will not give in to nuclear blackmail. “Nuclear sabre-rattling is Pakistan’s stock-in-trade”, the MEA spokesperson said. He also said, “it is regrettable that these remarks should have been made from the soil of a friendly third country….. The international community can draw its own conclusions on the irresponsibility inherent in such remarks, which also reinforce the well-held doubts about the integrity of nuclear command and control in a state where the military is hand-in-gloves with terrorist groups.”
Asim Munir was in the US to attend the retirement ceremony of outgoing CENTCOM (US Central Command) chief Gen Michael Kurilla, and the change of command ceremony where Admiral Brad Cooper took over. He also met with Chairman, US Joint Chiefs of Staff General Dan Caine. Asim Munir is now facing a lot of flak for his “
nuclear sabre-rattling” comments. Former Pentagon official Michael Rubin said, “Asim Munir is Osama bin Laden in a suit… The Field Marshal’s rhetoric is reminiscent of what we’ve heard from the Islamic State.”
When Asim Munir starts “nuclear sabre-rattling” against India, the world should ponder whether Pakistan’s nuclear assets are in safe hands. In a country where there is hardly any distinction between the civilian government and the army, where the army generals openly attend funerals of hardened terrorists, are Pakistan’s nuclear bombs in safe custody? Is it not a threat to world peace?
What is the motive behind Asim Munir’s nuclear threat, when he compares India and Pakistan with a gleaming Mercedes colliding with a dumper carrying stones? Even the people of Pakistan are questioning why the “failed Field Marshal” is speaking in an irresponsible manner. And why is the US silent?
Shahbaz Gill, former adviser to jailed ex-PM Imran Khan, has described Asim Munir’s remarks as irresponsible. He said, the world should sit up and take notice and ensure that Pakistan’s atomic weapons are in safe hands. Experts in Pakistan say that the Army Chief’s tenure is ending in November this year and he is desperately seeking a five-year extension, but former PM Nawaz Sharif has put a spoke in the wheels. Nawaz Sharif wants to become the Prime Minister again and he wants the Army to support him. If the Pakistani army does so, Munir may get an extension.
I think it is not Asim Munir’s fault that he is making such irresponsible remarks. It is the fault of those who hosted the “failed Field Marshal” to lunch with the US President at the White House.
It is not Asim Munir’s fault when he threatens to blow up half the world. The fault lies with those who invited the terror mastermind to the US and allowed him to sit with top US generals.
The fault is not of a failed general like Munir. It is the fault of Pakistan’s civilian government which seems to be tired, which unnecessarily bestowed the rank of Field Marshal on its “failed general”.
It is not Asim Munir’s fault if he has lost control over his brains. The fault lies with the system that made him the boss of a factory of terrorists. The culprit is the country that ensured an easy IMF loan to Pakistan and opened up funds for fuelling terror.
India knows how to deal with Asim Munir. Two days ago, Indian Air Force Chief described how our forces destroyed six Pakistani aircrafts, crippled its air defence system and damaged their Air Force stations.
India is not afraid of nuclear blackmail by Pakistan, because our Army Chief and Air Force Chief have already said that all corners of Pakistan are within reach of Indian missiles.
The problem lies with those countries who gave weapons to Pakistan, provided Pakistan’s army with real-time intelligence during war and made Pakistan the testing ground for their missiles, fighter jets and air defence systems.
It is because of these countries that Asim Munir summoned courage to blabber what he did in Tampa, Florida. India’s policy is clear. India’s armed forces are ready. If Munir and his army do any fresh mischief, nobody can save Pakistan from being destroyed.
भारत-चीन-रूस साथ साथ : मोदी की कूटनीति में नया मोड़
अमेरिका के टैरिफ़ युद्ध के ख़िलाफ़ भारत, चीन और रूस की मोर्चेबंदी बनती दिख रही है. रूस के राष्ट्रपति व्लादिमीर पुतिन ने प्रधानमंत्री नरेंद्र मोदी को फ़ोन किया. दोनों नेताओं के बीच लंबी बातचीत हुई. प्रधानमंत्री मोदी ने खुद इसकी जानकारी दी.
मोदी ने बताया कि पुतिन ने उन्हें यूक्रेन युद्ध का अपडेट दिया. दोनों नेताओं ने सामरिक संबंध और मज़बूत बनाने पर चर्चा की. मोदी ने कहा कि वो पुतिन के भारत दौरे का बेसब्री से इंतज़ार कर रहे हैं..
उधर, चीन के सरकारी अख़बार ग्लोबल टाइम्स ने अपने सम्पादकीय में भारत और प्रधानमंत्री मोदी की जमकर तारीफ़ की. ग्लोबल टाइम्स ने लिखा कि मोदी, चीन के दौरे पर आ रहे हैं, ये बहुत बड़ी और अच्छी बात है. इससे चीन और भारत को फ़ायदा होगा. पूरे इलाक़े की शांति और स्थिरता को बढ़ावा मिलेगा.
एक बार फिर से चीन और भारत को भाई-भाई बताते हुए ग्लोबल टाइम्स ने लिखा कि मुश्किल वक़्त में भाई की मदद करने से अपना भी भला होता है. ग्लोबल टाइम्स का इशारा, भारत पर ट्रंप के टैरिफ की तरफ़ था.
भारत में चीन के राजदूत शू फीहोंग ने भी ट्रंप के टैरिफ़ का विरोध किया था और कहा था कि ट्रंप का रुख WTO के नियमों के ख़िलाफ़ है. चीन के विदेश मंत्रालय ने प्रधानमंत्री मोदी के चीन आने के फ़ैसले का स्वागत किया और कहा कि इस दौरे से दोनों देश और क़रीब आएंगे.
रूस, चीन और भारत के बीच बढ़ती नज़दीकी से ट्रंप परेशान हैं. आज ट्रंप ने भारत को लेकर अपना रुख़ और कड़ा कर लिया. इसी महीने अमेरिका की एक टीम व्यापार समझौते पर चर्चा के लिए भारत आने वाली थी लेकिन ट्रंप ने कहा है कि जब तक टैरिफ का मसला नहीं सुलझ जाता तब तक वो व्यपार समझौते पर भारत से बात नहीं करेंगे.
डॉनल्ड ट्रंप ने जिस अंदाज में भारत पर 50% tariff लगाया है..उससे एक बात तो साफ है कि नरेंद्र मोदी के साथ ट्रंप की कोई Deal नहीं हुई.
ट्रंप ने 32 बार कहा कि उन्होंने tariff deal का pressure डालकर भारत और पाकिस्तान का समझौता करवाया लेकिन ये नहीं बताया कि कौन सी deal हुई.
अब ये तो साफ है कि मोदी ने ट्रंप के सामने surrender नहीं किया. ट्रंप ने मोदी को provoke करने की हर संभव कोशिश की पर मोदी ने मर्यादा बनाए रखी.
ट्रंप ने भारत पर बार बार दबाव डालने की कोशिश की, बार बार goal post बदले, तो भी मोदी ने भारत के आत्म सम्मान के साथ कोई समझौता नहीं होने दिया.
कहां हैं वो लोग जो ‘नरेंदर सरेंडर’ कहते थे?

ट्रंप भारत को रूस से तेल न लेने की धमकी देते रहे, चीन को concession देते रहे लेकिन मोदी ने संकट को अवसर में बदल दिया.
अगर भारत चीन और रूस का मोर्चा बना, तो ये तीनों मिलक ट्रंप के tariff की हवा निकाल सकते हैं.
सबसे बड़ी बात ये है कि जिस चीन के साथ भारत की तकरार थी, ट्रंप की मेहरबानी से वो चीन अब मोदी और भारत के पक्ष में बोलने लगा है.

India-China-Russia front: Modi diplomacy back on track
The tariff war unleashed against India by US President Donald Trump appears to have indirectly led to a platform consisting of India, China and Russia. On Friday, Russia President Vladimir Putin spoke to Prime Minister Narendra Modi on phone. According to Modi, Putin apprised him of the latest developments on the Ukraine front. Both the leaders spoke about the need for strategic relationship. Modi said, he was keenly awaiting Putin’s India visit.
In another interesting development, Chinese daily Global Times in its editorial has praised Prime Minister Modi and India. The newspaper article said it is a good development that Prime Minister Modi is going to visit China. This will encourage peace and stability in the region.
The editorial says: “As a Hindu proverb goes, ‘help your brother’s boat across, and your own will reach the shore’. A healthy China-India relationship brings positivde spillover effects to the region and the world. We welcome Prime Minister Modi to visit China with genuine intentions to improve bilateral ties and pragmatic cooperation plans, and to jointly usher in a new chapter of ‘the dragon and the elephant dancing together’.”
Meanwhile, US President Trump has put negotiations on India-US bilateral trade agreement on hold till the issue of tariff is cleared.
The manner in which Trump imposed 50 pc tariff on India makes one thing clear. That there was no deal by PM Modi with Trump, as is being alleged by people. Trump has claimed 32 times that he put pressure of trade deals on both India and Pakistan to accept a ceasefire. Trump did not mention about any deal.
It is now clear that Modi has not “surrendered” to Trump, as as being claimed by the opposition. On the other hand, Trump tried to provoke Modi at every step. But Modi maintained his dignity.
Trump to pressurize India consistently. he changed goal posts several times, but Modi did not compromise with national self-respect at any point.
Where are those people who were saying “Narender Surrender”. Where are those who were alleging that Modi had struck a tariff deal with Trump?
Trump continued to threaten India not to buy oil from Russia, and , on the other hand, he gave concessions to China. But Modi converted crisis to opportunity.
If India, Russia and China project a joint front, they can prcik Trump’s tariff balloon.
The most important point: the differences between India and China during the last five years have started vanishing courtesy Trump. The same China has now started speaking in favour of India. Where are those people who had been claiming that Modi’s diplomacy has failed?
Trump must know : Modi can hit back
US President Donald Trump hardened his stance on Friday saying there was no question of talks with India over bilateral trade agreement unless the tariff issue was resolved.
He was asked by an Indian reporter at the Oval Office, whether he expected talks to resume in the light of 50 pc tariff to be imposed on India, Trump replied, “No, not until we get it resolved”.
Meanwhile, in fast-paced developments, Russian President Vladimir Putin met Indian national security adviser Ajit Doval in Moscow on Thursday and agreed to visit India anytime this year.
Doval met Putin at the Kremlin after his discussions with Russian Security Council Secretary Sergey Shoigu. Both Doval and Shoigu spoke about the importance of the “very special relationship” between India and Russia amid uncertainties on the global stage.
Doval said India highly values its strategic relationship with Russia. Shoigu said, India and Russia are linked by “strong, time-tested ties of friendship”.
There is a possibility of Prime Minister Narendra Modi meeting Putin and Chinese President Xi Jinping on the sidelines of Shanghai Cooperation Organization summit in Tianjing, China, later this month. Putin knows, it was India which sided with Russia when war broke out with Ukraine and decided to buy Russian oil. At that time, Modi had told Putin that war is no solution in this era.
It is a fact that if Trump imposes 50 per cent tariff on India from August 27, it can create problems for India’s pharmaceutical, textiles and jewellery sectors. But this is temporary. Indian exporters and manufacturers will find new markets after sustaining initial losses.
Trump’s decision will also damage prospects of US manufacturers who have a stake in the vast Indian market. American exporters are worried that if Trump’s relationship with India worsens, American may have to bear the consequences.
People who know Modi’s style of working say, he does not waste time in unnecessary arguments. He is a ‘pucca Ahmedabadi’ and is adept at converting crises to opportunities. If India, Russia and China do come together on a single economic platform, they can become a big powerhouse and this can create problems for American businesses.
Vote theft : Why Rahul is unwilling to allege on oath ?
Congress leader Rahul Gandhi had been making allegations about “vote theft” in recent weeks. He had promised to drop an “atom bomb” about how there has been vote theft in recent elections. Finally, he produced names and addresses of voters of Mahadevapura assembly segment of Bengaluru Central parliamentary constituency.
He alleged there was a theft of 1,00,250 votes in the constituency that Congress studied in Karnataka, which included 11,965 duplicate voters and 40,009 voters with fake and invalid addresses.
The Chief Electoral Officers of at least three states, Maharashtra, Karnataka, and Haryana, asked Rahul Gandhi to submit a signed declaration with the names of “ineligible” persons included in voter lists and eligible voters who were excluded so that necessary action could be taken.
The CEOs said, Rahul Gandhi will have to declare on oath under rule 20 of Registration of Electors Rules, 1960, because any false declaration about electoral rolls is punishable under Representation of People Act, 1950.
The presentation that Rahul Gandhi gave at his press conference looked impressive and could provide good ‘masala’ for publicity. But there is a set procedure for challenging irregularities in polls. Every candidate knows, any election result can be challenged in the High Court by filing an election petition. One has to file a declaration on oath if one wants to challenge irregularities in electoral rolls. Rahul didn’t do either of these two.
The most important point to note: casting of votes in Indian elections is a secret process. Nobody must know who cast a vote for which candidate. How can Rahul Gandhi claim that the names of electors that he read out at his presentation voted for BJP?
Secondly, Rahul Gandhi should have filed his complaint before the Election Commission. It is the EC which can declare which voter is fake and which one is real. In Tejashwi Yadav’s case, the RJD leader was initially claiming that his name was missing from the electoral roll, but later it was found that he had two voter cards.
The most interesting part is: Rahul Gandhi and his party and other allies have been opposing SIR (special intensive revision) of electoral rolls in Bihar. If Election Commission does not carry out intensive revision, how can the electoral rolls be corrected? If Rahul Gandhi alleges there are discrepancies in Karnataka electoral rolls, then how can he object to checking of voters’ lists in Bihar?
ट्रम्प पर मोदी की ख़ामोशी, क्या तूफ़ान का संकेत ?
अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प ने कहा है कि भारत-अमेरिका व्यापार समझौते पर तभी बात आगे बढ़ेगी, जब टैरिफ का मामला सुलझेगा. 27 अगस्त से अमेरिका को निर्यात की जाने वाली भारतीय वस्तुओं पर 50 प्रतिशत टैरिफ लगेगा.
इधर अन्तरराष्ट्रीय स्तर पर कई हलचलें हुई. प्रधानमंत्री नरेन्द्र मोदी ने ट्रंप को दो टूक जवाब दे दिया और कहा भारत किसी भी कीमत पर देश के हितों के साथ कोई समझौता नहीं करेगा, किसानों का हित सर्वोपरि है. मोदी ने ट्रंप को दूसरा झटका ये एलान करके दिया कि थोड़े दिन बाद रूस के राष्ट्रपति व्लादीमीर पुतिन भारत आएंगे. गुरुवार को राष्ट्रीय सुरक्षा सलाहकार अजित डोवल ने मास्को में पुतिन से मुलाकात की. अजित डोवल ने कहा कि पुतिन का भारत दौरा तय हो गया है और तारीखें भी तय हो गई है.
तीसरी खबर ये है कि अब ये भी तय हो गया है कि चीन में शी जिनपिंग, पुतिन और नरेन्द्र मोदी की बैठक होगी. मोदी इन दोनों नेताओं से अलग-अलग बात भी करेंगे. इन सारी खबरों को जोड़कर देखने की जरूरत है. ट्रंप तो बार-बार टैरिफ की धमकी देकर भारत पर दबाव बना रहे हैं, चीन के बाजार को खत्म करने की चेतावनी दे रहे हैं, लेकिन क्या अब भारत, रूस और चीन तीनों मिलकर अमेरिका की दादागिरी को खत्म करने की रणनीति बनाएगे ?
पुतिन इस बात को समझते हैं कि उनके बुरे वक्त में मोदी ने उनका साथ दिया. जब यूक्रेन को लेकर अमेरिका ने रूस को घेरा, भारत अमेरिका के दबाव में नहीं आया. भारत ने रूस के साथ रिश्ते और मजबूत किए, व्यापार बढ़ाया, हथियार खरीदे, कच्चा तेल खरीदा. इसके साथ-साथ मोदी ने पुतिन से कहा कि आज के जमाने में युद्ध किसी समस्या का समाधान नहीं है. इस पृष्ठभूमि में पुतिन का भारत आने का फैसला अहम है. इसमें अजित डोवल ने एक बड़ी भूमिका अदा की.
ये सही है कि ट्रंप के 50% tariff से भारत को नुकसान होगा. Pharma और Textiles जैसे उद्योगों को परेशानी होगी लेकिन ये अस्थायी है. भारत तो थोड़ा बहुत नुकसान उठाने के बाद अपने निर्माताओं के लिए नए बाज़ार खोज लेगा, लेकिन ट्रंप की tariff नीति अमेरिकी निर्माताओं को भी नुकसान पहुंचाएगी. अमेरिकी कंपनियों के लिए भारत एक बहुत बड़ा बाज़ार है और अमेरिका में इस बात को लेकर काफी चिंता है कि अगर ट्रंप ने भारत के साथ रिश्ते खराब किए तो अमेरिका को खामियाज़ा भुगतना पड़ेगा.
जो लोग नरेंद्र मोदी को जानते हैं, वो समझते हैं कि मोदी किसी तू-तू, मैं-मैं में नहीं पड़ते, वह पक्के अहमदाबादी हैं, किसी भी संकट को अवसर में बदलना जानते हैं. अगर ट्रंप के tariff से परेशान चीन, रूस और भारत एक साथ आ गए तो ये एक बहुत बड़ी ताक़त बनेगी, महाशक्ति बनेगी जो अमेरिका के कारोबार के लिए मुश्किलें खड़ी कर देगी.
राहुल आरोपों का शपथ पत्र क्यों नहीं देते ?
कांग्रेस नेता राहुल गांधी कई दिन से कह रहे थे कि चुनाव में किस तरह वोट की चोरी हो रही है, उनके पास इसके पक्के सबूत हैं. राहुल ने कहा था कि जब वो सबूत सामने रखेंगे तो परमाणु बम फूटेगा. गुरुवार को राहुल ने वो बम फोड़ा, लेकिन ये सुतली बम निकला. राहुल ने लोकसभा चुनाव का हवाला दिया. कर्नाटक में लोकसभा की एक सीट के एक असैंबली सेगमेंट की वोटर लिस्ट दिखा कर इल्जाम लगाया कि चुनाव आयोग वोटर लिस्ट में गड़बड़ी करके बीजेपी को जिताने में मदद कर रहा है.
राहुल गांधी ने कहा कि लोकसभा चुनाव में कांग्रेस का सर्वे कह रहा था कि कांग्रेस को 16 सीटें मिलेंगी लेकिन सिर्फ 9 सीटें मिली. इसलिए उन्होंने उन सीटों पर फोकस किया जहां कांग्रेस हारी. बैंगलूरू सेन्ट्रल सीट पर कांग्रेस सिर्फ 32 हजार 707 वोट से हारी थी. इस सीट के महादेवपुरा असेंबली सेगमेंट सीट में बीजेपी को कांग्रेस से 1 लाख 14 हजार 46 वोट ज्यादा मिले थे.
राहुल गांधी का आरोप है कि खेल इसी सेगमेंट में किया गया. इस असैंबली सेगमेंट में 1 लाख से ज्यादा वोटों की चोरी हुई. राहुल गांधी ने वोटर लिस्ट दिखाकर दावा किया कि पांच तरीकों से वोटों की चोरी की गई. इस असेंबली सीट में 11 हजार 965 डुप्लीकेट वोटर्स थे, यानि एक ही वोटर के नाम कई अलग-अलग जगह पर थे. 40 हजार से ज्यादा ऐसे वोटर्स थे, जिनके पते फर्जी थे. तीसरा, एक ही पते पर पचास-पचास, साठ-साठ वोटर्स के नाम दर्ज थे. राहुल ने कहा, एक छोटे से मकान के पते पर 80 वोटर्स के नाम दर्ज थे जबकि वहां कोई नहीं रहता.
कर्नाटक के मुख्य चुनाव अधिकारी ने राहुल गांधी को चिट्ठी लिख कर कहा है कि जिन वोटर्स के नाम, पते और पहचान को लेकर गड़बड़ी के आरोप लगाए गए हैं, उसका प्रमाण शपथ पत्र के साथ दें.
राहुल गांधी ने गुरुवार को जिस तरह का presentation दिया, वो ऊपर से देखने में impressive लग सकता है, ये publicity के लिए अच्छा मसाला हो सकता है. लेकिन किसी भी चुनाव को चुनौती देने की एक खास प्रक्रिया है. और ये कोई secret नहीं है. हर उम्मीदवार जानता है कि किसी भी चुनाव के नतीजे को हाई कोर्ट में चुनौती देने के लिए चुनाव याचिका फाइल करनी पड़ती है. मताजाता सूची को चुनौती देने के लिए on oath declaration फाइल करना होता है. और राहुल ने ये दोनों काम नहीं किए.
सबसे बड़ी बात ये है कि वोटिंग का तरीका secret होता है. ये भी secret होता है कि किसने किसको वोट दिया. फिर राहुल गांधी किस आधार पर ये दावा कर सकते हैं कि जिनके नाम उन्होंने गिनाए, उन्होंने बीजेपी को वोट दिया?
दूसरी बात, राहुल गांधी को अपनी शिकायत चुनाव आयोग से करनी चाहिए. वही बता सकता है कि कौन सा voter फर्जी है और कौन सा असली. जैसे, तेजस्वी यादव के केस में हुआ. वह कह रहे थे की उनका नाम voter list से गायब है और बाद में उनके दो voter card मिले.
सबसे दिलचस्प बात ये है कि राहुल गांधी बिहार में चुनाव आयोग द्वारा मतादाता सूची के विशेष गहन परीक्षण का विरोध कर रहे हैं. अगर चुनाव आयोग जांच नहीं करेगा, तो voter list दुरुस्त कैसे होगी? अगर कर्नाटक की list में राहुल गांधी को गड़बड़ दिखी, वहां ठीक से list नहीं बनी, तो बिहार में voter list की checking पर ऐतराज़ कैसे किया जा सकता है?
