KEJRIWAL ARREST : WHAT WOULD BE THE POLITICAL IMPACT ?
Weeks before the general elections, the arrest of Delhi chief minister Arvind Kejriwal by Enforcement Directorate in the liquor excise policy scam, has caused political reverberations across the country, with opposition bloc constituents denouncing the arrest as an “assault on democracy”. Aam Aadmi Party workers and leaders staged protests in Delhi, Haryana, Punjab and other states, even as Kejriwal was produced in a Delhi court for remand. The Additional Solicitor General S V Raju told the court of Special Judge Kaveri Baweja that Kejriwal was a “key conspirator” in the excise policy-linked money laundering case. The ED counsel alleged that Kejriwal received several crores of rupees as kickbacks from the “South group” for tinkering with the Delhi excise policy, causing several thousand crores worth benefit to liquor companies. The law officer also said that already the money trail showed that Rs 45 crore “kickback” received through four hawala routes, was used in Goa assembly polls and this has been corroborated through call detail records and statements of several accused and witnesses. Senior Supreme Court advocate Abhishek Manu Singhvi, appearing for Kejriwal, implored the Special Judge not to look at the remand application as a routine exercise, but apply significant judicial mind, since larger issues of democracy are involved. Kejriwal is the first sitting chief minister in India to be arrested on corruption charge. On Thursday evening, after Kejriwal failed to get relief from Delhi High Court, an ED team led by its joint director went to the chief minister’s official residence, carrying a search warrant and questioned him for two hours before putting him under arrest. Already, two top leaders of AAP Manish Sisodia and Sanjay Singh are in jail for their alleged involvement in this liquor scam. ED has also arrested former Telangana CM K. Chandrashekhar Rao’s daughter K. Kavitha for her alleged involvement in favouring liquor manufacturers in order to siphon off bribe money. Phones and electronic gadgets were seized by the ED team from Kejriwal’s residence. The sword of arrest was hanging over Kejriwal’s head for the last five months, after he evaded nine summons. Let us recall the background of this entire case. Kejriwal and his associates have been claiming from Day One that there has been no scam in the liquor excise case. Kejriwal described his excise minister Manish Sisodia as “kattar imandaar” (extremely honest) and that Sisodia was arrested because he was providing better quality education to children in Delhi government schools. Afterwards, AAP MP Sanjay Singh challenged ED to arrest him. The fact is both these leaders are in jail for the last several months. Both of them went from lower courts to High Court and Supreme Court, but could not get bail. Aam Aadmi Party continued to claim that not even a single rupee was recovered from any of the accused and that the money laundering case was baseless. ED officials said, they had to conduct raids at nearly 100 places in order to reach the money trail. They claimed that the kickback cash was transferred in a hush-hush manner, and it was a difficult process to join the dots. Finally, the links of this scam reached KCR’s daughter K. Kavitha. Kejriwal ignored ED’s summons nine times, challenged ED notice in Delhi High Court. In courts, his lawyers alleged that this was part of a political vendetta and he was being arrested only to prevent him from campaigning in the crucial general elections. Those who follow the traditional paths of Indian politics say, arresting a sitting chief minister before the elections could boomerang, but looking at the temperament of Modi government, the experience till now has been that his government never cared for any political impact, not even before or during elections. Modi’s government never bothered about political profit or loss. Investigation agencies were always given a free hand, no matter what the political timing was.
बदायूं के मासूमों की निर्मम हत्या पर राजनीति न करें
उत्तर प्रदेश के बदांयू में दिल दहलाने वाली वारदात हुई. जिसने भी सुना, उसके रोंगटे खड़े हो गए. साजिद और जावेद नाम के दो भाइयों ने उस परिवार के दो मासूम बच्चों की गला काट कर हत्या कर दी. जिस परिवार ने साजिद और जावेद पर तरस खाकर उनकी मदद की थी, उनके बच्चों की निर्ममता से हत्या हुई. जिन बच्चों की हत्या हुई उनका परिवार हिन्दू है और हत्यारे मुसलमान हैं. इसलिए इस जघन्य हत्याकांड के कारण बदांयू में साम्प्रदायिक तनाव पैदा हो गया. लोगों ने उस हेयर कटिंग सैलून को तोड़ दिया, उसमें आग लगा दी जो साजिद और जावेद चलाते थे. कुछ ही घंटों के बाद जब ये पता लगा कि पुलिस ने एनकाउंटर में साजिद को ढेर कर दिया है, तो भीड़ शान्त हुई. लेकिन अभी भी ये बड़ा सवाल है कि जब कोई दुश्मनी नहीं थी, कोई रंजिश नहीं थी, तो फिर साजिद और जावेद ने दो छोटे छोटे बेकसूर बच्चों का गला क्यों काटा? जिस मां ने साजिद की मदद के लिए उसे पांच हजार रूपए दिए, रूपए लेने के बाद साजिद ने उसकी गोद क्यों उजाड़ी? जो बच्चा पानी पिलाने साजिद के पास गया, उसके गले पर साजिद ने चाकू क्यों चलाया? साजिद और जावेद की प्लानिंग तो पूरे परिवार को खत्म करने की थी. वो तीसरे बच्चे, घर में मौजूद उसकी मां और दादी को भी खत्म करना चाहता था. घटना के कुछ ही घंटे बाद साजिद एनकाउंटर में मारा गया. गुरुवार की सुबह जावेद ने बरेली में पुलिस के सामने सरेंडर कर दिया. पुलिस ने साजिद के पिता और चाचा को हिरासत में लिया है. जांच में पता लगा कि साजिद ने मदद मांगने के लिए जो कहानी गढ़ी वो भी झूठ थी. सबके मन में एक ही सवाल है – सगीता के बच्चों का क्या कसूर था? उन्हें क्यों मार डाला? संगीता के पति विनोद ठेकेदारी का काम करते हैं. घऱ की पहली मंजिल पर संगीता अपना ब्यूटी पार्लर चलाती हैं. घर से कुछ ही दूरी पर साजिद और जावेद का हेयर कटिंग सैलून है. इसलिए परिवार से उनकी जान पहचान थी. बच्चे भी साजिद और जावेद को जानते थे. संगीता ने बताया कि शाम करीब साढ़े छह बजे साज़िद ने घर का दरवाजा खटखटाया. उसके साथ जावेद भी था. साजिद ने संगीता से कहा कि उसकी बीवी प्रेगनेंट है, हॉस्पिटल में भर्ती है, और उसके पास पैसे नहीं है. संगीता ने अपने पति को फोन किया और पति के कहने पर साजिद को पांच हजार रूपए दे दिए. लेकिन साजिद रूपए लेकर गया नहीं. उसने कहा कि डॉक्टर ने रात 11 बजे बुलाया है, वह थोड़ी देर रूकना चाहता है. उसने संगीता का ब्यूटी पार्लर देखने की इच्छा जताई. संगीता ने उसे घर के अंदर आने दिया. साजिद पहली मंजिल पर बने ब्यूटीपार्लर की तरफ गया. उसने संगीता के 13 साल के बेटे आयुष को अपने पास बुला लिया. पीछे पीछे उसका छोटा बेटा 6 साल का अहान भी चला गया. संगीता चाय बनाने लगी. जब उसने अपने तीसरे बेटे 9 साल के पीयूष को पानी के साथ भेजा तो पीयूष चिल्लाते हुए नीचे भागा. उसने देखा कि साजिद ने उसके दो भाइयों का गला काट दिया था. कमरे में चारों तरफ खून बिखरा था. साजिद ने पीयूष पर भी चाकू से हमला किया लेकिन चाकू पीयूष के हाथ में लगा था. पीयूष नीचे आया, उसने कमरे का दरवाजा बंद कर लिया. साजिद भी चिल्लाते हुए नीचे आया. वो कह रहा था, जिस काम के लिये वो आया था, उसने अपना मकसद पूरा कर लिया है. शोर मचा तो साजिद और जावेद मोटरसाइकिल पर फरार हो गए. पुलिस की टीम ने साजिद और जावेद का पीछा किया. पुलिस का दावा है कि एक गांव वाले ने खबर दी कि चार पांच किलोमीटर दूर शेखुपुर चौकी के पास जंगली इलाके में कोई खून से सने कपड़े छुपाने की कोशिश कर रहा है, पुलिस ने उस इलाके को घेर लिया. पुलिस को देखकर साजिद ने भागने की कोशिश की, पीछा कर रही पुलिस टीम पर फायर किया, एक कॉन्स्टेबल घायल हुआ. उसके बाद पुलिस ने जवाबी फायर किया जिसमें साजिद मारा गया. साजिद की लाश के पास पुलिस ने देसी तमंचा और कारतूस के खोखे बरामद किए हैं. इस दिल दहलाने वाली घटना के बाद फिलहाल बदांयू में हालात काबू में हैं लेकिन जब लोगों को इस वारदात का पता लगा तो बड़ी संख्या में लोग सड़क पर उतरे. सबसे पहले लोगों ने साजिद और जावेद के सैलून में तोड़फोड़ की और फिर आग लगा दी. इसके अलावा आसपास के इलाके में भी तोड़फोड़ और आगज़नी की गई. बाद में बड़ी संख्या में पुलिस की तैनाती कर हालात पर काबू पा लिया गया. लोगों को समझा-बुझा कर शान्त किया गया. इसके बाद इस घटना पर सियासत शुरू हो गई. समाजवादी पार्टी की मीडिया सेल ने दो बच्चों की हत्या को चुनावी राजनीति से जोड़ दिया. कह दिया कि जब भी चुनाव आते हैं तो साम्प्रदायिक ध्रुवीकरण करवाने के लिए बीजेपी इस तरह की वारदातें करवाती है. पार्टी के महासचिव रामगोपाल यादव ने कहा कि जांच से पहले, कत्ल की हकीकत सामने आने से पहले ही पुलिस ने एनकाउंटर कर दिया, ये ठीक नहीं है. क्योंकि अब तो असलियत कभी पता ही नही लगेगी. अखिलेश यादव ने भी विशुद्ध राजनीतिक बयान दिया. मुद्दा बदायूं का था और अखिलेश य़ादव प्रतापगढ़, जौनपुर की बातें करने लगे, उनके कहने का मतलब ये था कि यूपी पुलिस ने फर्जी एनकाउंटर किया है. अखिलेश यादव ने कहा कि अगर यूपी पुलिस पहले सक्रिय रहती, तो शायद दो बच्चों की हत्या ही न होती. कांग्रेस नेता प्रमोद तिवारी ने कहा कि डबल इंजन की सरकार के दौरान अपराध सबसे ज्यादा हो रहे हैं लेकिन बीजेपी सरकार अरपराधों पर काबू पाने की बजाय सियासी फायदे उठाने की कोशिश करती है. बीजेपी नेता सिद्धार्थनाथ सिंह ने कहा कि बदायूं में जो हुआ, उसके बाद हर संवेदनशील इंसान को मारे गए बच्चों के परिवार के प्रति सहानुभूति दिखानी चाहिए लेकिन समाजवादी पार्टी सहानुभूति दिखाने की बजाए सियासत कर रही है. ये बहुत दुर्भाग्यपूर्ण है. जिस तरह से साजिद और जावेद ने दो मासूम बच्चों की बेरहमी से हत्या की उसे तो खुदा भी माफ नहीं करेगा. अब चूंकि जावेद पकड़ा जा चुका है, इस हत्या की असली वजह का पता चसल पाएगा. ये बात अचरज में डालने वाली है कि साजिद और जावेद इन मासूम बच्चों के परिवार को जानते थे, इन बच्चों के मां-बाप ने साजिद और जावेद की मदद की थी, फिर भी उन्होंने ऐसी बर्बरता की. ये मामला आपस में जान पहचान वालों का है, हत्यारों की कोई आपराधिक पृष्ठभूमि नहीं है, दुनिया की कोई भी पुलिस ऐसे केस में पहले से क्या कर सकती थी? ऐसे में अखिलेश यादव का ये कहना कि अगर पुलिस एक्टिव होती तो दो मासूम बच्चों की जान बचाई जा सकती थी, एक सियासी बयान नहीं तो और क्या है ? दूसरी बात, ऐसे बेरहम अपराधी के पुलिस की गोली से मारे जाने को फर्जी एनकाउंटर बताना भी सियासी बयान है. कोई भी इंसान बच्चों के परिवार की तरफ देखेगा, उनके माता-पिता की तरफ देखेगा, लेकिन हत्यारों से किसी की हमदर्दी कैसे हो सकती है? ऐसे मामले में कोई राजनीति करे, तो ये दुर्भाग्यपूर्ण है.
DO NOT POLITICIZE THE GRUESOME DOUBLE MURDER OF KIDS IN UP
The horrific double murder of two kids by Sajid and Javed, two Muslim brothers in the city of Badaun in Uttar Pradesh has caused anguish and consternation in the minds of people. More so, because the mother of the two kids was trying to give Rs 5,000 to both the killers before the sordid act was committed. Since the victims were Hindus and the killers were Muslims, there was communal tension in Badaun. Local residents set fire to the hair cutting saloon run by the killers. A few hours later, on Tuesday night, Badaun police killed one of the killers, Sajid, in an encounter, while Javed fled. He later surrendered in Bareilly on Thursday morning. The motive behind the horrendous killings is still unclear. There was no past enmity between the two families. The third kid was also attacked, but he locked himself inside a room and saved himself. The father of the kids, Vinod, is a local contractor, while the mother, Sangeeta, runs a beauty parlour in the building. The two families knew each other and on Tuesday, Sajid came to Sangeeta and said that he needed money because his wife was pregnant. Sangeeta gave him Rs 5,000 cash. Sajid went to the first floor to see the beauty parlour. He called 13-year-old Ayush and his six-year-old brother Ahan to the first floor, while Sangeeta made tea for him in the kitchen. The third kid, nine-year-old kid Piyush took a glass of water to Sajid, but ran back when he saw that Sajid had slashed the necks of both his brothers with a knife. Sajid came downstairs shouting that he had fulfilled his objective, and he fled on a motorbike with Javed. Later, police, while searching the two killers, got information from a villager near Sheikhupur, 5 km away, that the two brothers were trying to hide the blood-stained clothes inside a bush. Sajid fired at the police injuring a constable, but in the encounter, Sajid was killed. Police force has been deployed in view of communal tension. A flurry of statements were made by Samajwadi Party and BJP over this incident. Akhilesh Yadav’s uncle Shivpal Singh Yadav questioned why police killed Sajid even before the probe had begun. Akhilesh Yadav said, the double murder could have been avoided had police been pro-active. Congress leader Pramod Tiwari alleged that crime incidents were on the rise during BJP’s ‘double-engine rule’. BJP leader Siddharth Nath Singh alleged that Samajwadi Party was trying to politicize the horrific murders instead of showing sympathy to the bereaved family. The brutal murder of the two innocent kids is unpardonable. Now that Javed has been arrested, police may try to unravel the actual motive behind these killings. The most surprising part is that both Sajid and Javed knew the family of the kids, and their parents had helped the two Muslim brothers in the past. And yet, this barbaric murder? The killers had no criminal background. No police in the world can take preventive action when two families knew each other closely. For Akhilesh Yadav to say that the lives of the two kids could have been saved, is nothing but a political statement. Secondly, to describe the killing of Sajid in police encounter as a fake one, is nothing but an attempt to score political brownie points. How can any person or politician have sympathy for the killers? To politicize this gruesome double murder is unfortunate.
क्या दक्षिण में मोदी का जादू चलेगा ?
एक तरफ दिल्ली, लखनऊ, मुंबई, जयपुर और पटना में सीटों के बंटवारे को लेकर भागदौड़ जारी है, लेकिन दूसरी तरफ इन सब बातों से बेफिक्र प्रधानमंत्री नरेन्द्र मोदी दक्षिण भारत में बीजेपी की ज़मीन तैयार करने में लगे हैं. मोदी मंगलवार की सुबह केरल में थे. उन्होंने पालक्काड़ में एक बड़ा रोड शो किया. मोदी के रोड शो में भारी भीड़ उमड़ी. इस साल मोदी की यह पांचवीं केरल यात्रा थी. इसके बाद मोदी तमिलनाडु पहुंचे और सेलम में एक बड़ी चुनाव रैली की. तमिलनाडु में पहली बार NDA की ताकत का प्रदर्शन किया. मोदी के साथ मंच पर PMK के फाउंडर एस. रामदास, उनके बेटे अंबुमणि रामदास, AIADMK के पूर्व मुख्यमंत्री ओ.पन्नीरसेल्वम, AMMK के नेता टी.टी.वी. दिनकरण समेत कुल पांच पार्टियों के नेता मौजूद थे. तमिलनाडु में इन सभी पार्टियों का बीजेपी का साथ गठबंधन है. सेलम की रैली में मोदी ने 11 महिलाओं को शक्ति अम्मा के रूप में सम्मानित किया. इसके बाद मोदी ने इल्जाम लगाया कि कांग्रेस और उसके सहयोगी दल शक्ति स्वरूपा महिलाओं का अपमान कर रहे हैं, हिंदू धर्म की जिस शक्ति पर आस्था है, इंडी अलायंस के लोग उसका खात्मा करना चाहते हैं. मोदी ने कहा कि इंडी अलायंस के लोग शक्ति के विनाश की बात कर रहे हैं, लेकिन विनाश तो उन लोगों का होता है जो ऐसी बात कहते हैं. इसके बाद मोदी ने कांग्रेस और डीएमके के भ्रष्टाचार और परिवारवाद के मुद्दे उठाए. मोदी ने कहा कि डीएमके और कांग्रेस में कोई फर्क नहीं हैं. मोदी ने कहा कि आज देश में 5जी आ चुका है लेकिन तमिलनाडु में 5जी का मतलब है एक ही परिवार की पांचवीं जेनरेशन का कब्जा. प्रधानमंत्री नरेंद्र मोदी सेलम की रैली में भावुक हो गए. वो बीजेपी के एक कार्यकर्ता रमेश को याद करके अचानक भावुक हो गए, बोलते-बोलते रुक गए, गला रूंध गया और आंखें डबडबा गईं. फिर मोदी ने पानी पीया और बताया कि एक वक्त था जब वो तमिलनाडु आते थे तो ऑडिटर रमेश से उनकी मुलाकात होती थी. रमेश बीजेपी के लिए तन-मन से मेहनत करते थे लेकिन उनकी हत्या हो गई. आज उनकी कमी खल रही है. 2013 में ऑडिटर रमेश की उनके घर में कुछ लोगों ने कुल्हाड़ी से निर्मम हत्या कर दी थी. चूंकि प्रधानमंत्री मोदी ने फिर 400 पार का नारा लगाया, तमिलनाडु में लोगों का समर्थन मांगा, लोगों से तमिलनाडु के विकास के वादे किए, इसलिए MDMK के नेता वाइको ने पलटवार किया. वाइको ने कहा कि मोदी कुछ भी कहें, लेकिन तमिलनाडु के लोग उनकी बातों में नहीं आएंगे. ये सही है कि तमिलनाडु में बीजेपी का कोई खास प्रभाव नहीं रहा. जब AIADMK के साथ बीजेपी का गठबंधन था तब भी जयललिता ने बीजेपी को वहां पैर नहीं जमाने दिए. लेकिन मोदी की राजनीति बिल्कुल अलग तरह की है. वह दूर की सोचते हैं. पिछले 10 साल में उन्होंने तमिलनाडु के लोगों के दिलों को छूने की कोशिश की है. इसके बहुत सारे उदाहरण हैं. जैसे मोदी ने काशी और तमिलनाडु का संगम करवाया, हर साल तमिलनाडु के लोगों की काशी य़ात्रा करवाई. नए संसद भवन में सैंगोल रखवाया. ऐसे कई प्रतीकात्मक काम किए और अब जब वो तमिलनाडु में बोलते हैं तो AI के जरिए वहां के लोगों को तमिल में मोदी की बात सुनने को मिलती है. इन सब बातों का असर ये हुआ है कि पहली बार तमिलनाडु के लोगों को बीजेपी को जानने का मौका मिला है, मोदी के काम के बारे में पता चला है और मोदी को सुनने देखने के लिए जो भीड़ तमिलनाडु में दिखाई दी, उसने DMK के नेताओं को चौंका दिया है. लेकिन क्या ये भीड़ वोटों में तबदील होगी ? 19 अप्रैल को तमिलनाडु की सभी 39 लोकसभा सीटों के लिए मतदान होना है और उसी दिन राज्य की जनता अपना फैसला करेगी.
WILL MODI MAGIC WORK IN SOUTH ?
Away from the rough and tumble of seat-sharing politics, Prime Minister Narendra Modi is busy preparing the ground for BJP’s gains in the South. On Tuesday morning, he led a big road show in Kerala’s Palakkad town. This was Modi’s fifth visit to Kerala this year. The roadshow lasted for nearly half an hour, with huge number of people waving to the PM from both sides of the barricaded stretch. Soon after, the Prime Minister reached Tamil Nadu’s Salem, where he addressed an election rally. This was NDA’s first show of force in Tamil Nadu. On the dais with the PM were Patali Makkal Katchi founder S. Ramadoss, his son Ambumani Ramadoss, AIADMK’s former chief minister O. Panneerselvam and AMMK leader T.T.V.Dhinakaran. In all, leaders from five parties which are part of NDA in Tamil Nadu were present. At the Salem rally, Modi honoured 11 women as “Shakti Amma” and attacked the opposition bloc for deliberately offending Hinduism. “Every statement made by them against Hindu Dharma is well thought out and the remarks of their leaders are a calculated affront to Hindu beliefs”, he said. Modi said, “they want to destroy Shakti (divine force), but those who say such things are themselves destroyed.” Modi then raised the issues of corruption and dynastic politics in Congress and its ally DMK. He said, both the parties are two sides of the same coin. “Already, we have 5G in our country, but in Tamil Nadu, 5G stands for fifth-generation rule of the same family”, he said. Modi also became emotional at the Salem rally while remembering “Auditor V. Ramesh”, former BJP leader, who was hacked to death in his house in 2013. Modi paused for a minute, and with tears in his eyes, he gulped water from a glass, and said, “there was a time when I used to meet Auditor Ramesh whenever I visited Tamil Nadu. Ramesh is not among us today. He worked hard for the party, day and night, and he was a good orator, but he was killed. I feel his absence.” Modi spoke about his aim to win 400 Lok Sabha seats this time, and sought the support of the voters of Tamil Nadu. It is a fact that BJP has not much influence in most parts of Tamil Nadu. Jayalalitha never allowed BJP to expand its space in this state. But Modi’s style of politics is of a different kind. He plans on a long-term basis. In the last ten years, he tried hard to touch the hearts of the people of Tamil Nadu. There are many such examples. Modi arranged a “sangam” of Kashi and Tamil Nadu, encouraged Tamilian pilgrims to visit Kashi on a regular basis. He installed Sengol in the new Parliament building. These are strong and effective symbols for communicating with the masses. And now, whenever he visits Tamil Nadu, he uses AI so that people can listen to him in Tamil, even as he speaks in Hindi. For the first time, the people of Tamil Nadu have got the opportunity to know about BJP and the work done by Prime Minister Modi. Already, DMK leaders are surprised over the turnout at his rally. The question is, whether the turnout can be translated into votes on April 19, when electors in 39 LS constituencies of Tamil Nadu will go to cast their votes.

कांग्रेस ने राहुल गांधी की यात्रा का समापन मुंबई में करवाया, रविवार 17 मार्च को शिवाजी पार्क में बड़ी रैली की, मोदी-विरोधी मोर्चे के सभी नेताओं को एक मंच पर बुलाया लेकिन राहुल के चक्कर में गड़बड़ हो गई. राहुल ने कह दिया कि “हिन्दू धर्म में एक शब्द होता है – शक्ति, हम उसी शक्ति के खिलाफ लड़ रहे हैं”. सोमवार को राहुल की य़ही गलती कांग्रेस को भारी पड़ गई. प्रधानमंत्री नरेन्द्र मोदी ने कहा कि अब इंडी एलायन्स का लक्ष्य साफ हो गया है, इनका लक्ष्य सनातन की शक्ति को खत्म करना है. प्रधानमंत्री नरेंद्र मोदी ने तेलंगाना और कर्नाटक की रैलियों में कहा कि अब तो इंडी एलायंस ने साफ कर दिया कि वो शक्ति के विरोधी हैं, उनकी लड़ाई मोदी से नहीं, शक्ति से है, वो हिंदू धर्म और सनातन के खिलाफ हैं, और ये बात अब पूरा देश जान गया है. मोदी ने कहा कि इंडी एलायंस ने शक्ति के खात्मे का ऐलान किया है, उन्हें यह चुनौती स्वीकार है, क्योंकि वो हर मां में, हर बेटी में, हर बहन में शक्ति का स्वरूप देखते हैं और उनकी रक्षा के लिए जान की बाज़ी लगा देंगे. कर्नाटक के शिवमोगा में मोदी ने एक बार फिर राहुल गांधी के बयान का जिक्र किया. मोदी ने कहा कि शिवाजी पार्क में जो कुछ कहा गया, उससे बाला साहेब ठाकरे की आत्मा को बहुत दुख पहुंचा होगा. मोदी ने कहा कि उनकी सरकार ने हमेशा नारी शक्ति को ध्यान में रखकर नीतियां बनाईं, इसीलिए लोग महिलाओं को बीजेपी का साइलेंट वोटर मानते हैं, लेकिन सच तो ये है कि महिलाएं उनके लिए वोटर नहीं, शक्ति स्वरूपा हैं, सुरक्षा कवच हैं. मोदी का रूख देखकर कांग्रेस को समझ में आ गया कि राहुल का बयान चुनाव में भारी पड़ सकता है, इसलिए तमाम नेता सफाई देने में जुट गए. लेकिन जब इससे बात नहीं बनी तो राहुल को भी सफाई देनी पड़ी. राहुल कैमरे के सामने तो नहीं आए, लेकिन उन्होंने सोशल मीडिया पर एक लंबी चौड़ी पोस्ट लिखकर अपने बयान को सही ठहराने की कोशिश की. राहुल ने लुखा – “ मोदी जी को मेरी बातें अच्छी नहीं लगतीं, किसी न किसी तरह उन्हें घुमाकर वह उनका अर्थ हमेशा बदलने की कोशिश करते हैं क्योंकि वह जानते हैं कि मैंने एक गहरी सच्चाई बोली है। जिस शक्ति का मैंने उल्लेख किया, जिस शक्ति से हम लड़ रहे हैं, उस शक्ति का मुखौटा मोदी जी हैं। वह एक ऐसी शक्ति है जिसने आज, भारत की आवाज़ को, भारत की संस्थाओं को, CBI, IT, ED को, चुनाव आयोग को, मीडिया को, भारत के उद्योग जगत को, और भारत के समूचे संवैधानिक ढाँचे को ही अपने चंगुल में दबोच लिया है।… उसी शक्ति के ग़ुलाम नरेंद्र मोदी जी देश के गरीब पर GST थोपते हैं, महंगाई पर लगाम न लगाते हुए, उस शक्ति को बढ़ाने के लिए देश की संपत्ति को नीलाम करते हैं। उस शक्ति को मैं पहचानता हूँ, उस शक्ति को नरेंद्र मोदी जी भी पहचानते हैं, वह किसी प्रकार की कोई धार्मिक शक्ति नहीं है, वह अधर्म, भ्रष्टाचार और असत्य की शक्ति है। इसलिए जब-जब मैं उसके ख़िलाफ़ आवाज उठाता हूँ, मोदी जी और उनकी झूठों की मशीन बौखलाती है, भड़क जाती है।“ राहुल गांधी अब सफाई दे रहे हैं, लेकिन रविवार को उन्होंने मुंबई की रैली में यही कहा था- “हिन्दू धर्म में एक शब्द होता है – शक्ति, हम उसी शक्ति के खिलाफ लड़ रहे हैं”. इस बयान के बाद ही कांग्रेस के नेताओं को समझ आ गया कि राहुल ने फिर “सेल्फ गोल” कर दिया है, इसलिए सुबह से ही इस मामले पर स्पष्टीकरण देने की कोशिशें हुई. कांग्रेस के कई नेताओं के बयान आए जिन्होंने ये समझाने की कोशिश की कि राहुल गांधी ने आसुरी शक्तियों पर हमला बोला था और बीजेपी ने उसका गलत मतलब निकाला. दिग्विजय सिंह ने कहा कि शक्तियां दो तरह की होती हैं – आसुरी शक्तियां और दैवी शक्तियां. राहुल गांधी दैवी शक्तियों के साथ हैं और आसुरी शक्तियों के खिलाफ लड़ रहे हैं, इसमें गलत क्या है? पिछले दिनों कांग्रेस छोड़ने वाले आचार्य प्रमोद कृष्णम ने कहा कि राहुल गांधी को खुद नहीं पता होता कि वो क्या बोल रहे हैं, क्यों बोल रहे हैं ? उन्हें एक स्क्रिप्ट पकड़ा दी जाती है, जिसे वो पढ़ते हैं और फिर कुछ भी बोल देते हैं लेकिन अब उन्हें स्पष्ट करना होगा कि उनकी लड़ाई बीजेपी से है या फिर हिंदू धर्म से. राहुल गांधी हर थोड़े दिन में कुछ ऐसा कह देते हैं कि उनकी पार्टी के लोग भी परेशान हो जाते हैं. सारी ताकत सफाई देने और लीपापोती करने में लग जाती है. कांग्रेस के एक नेता कह रहे थे कि, क्या करें? राहुल जी full toss फेकेंगे, तो मोदी जी sixer तो लगाएंगे ही. कभी चौकीदार चोर है, तो कभी मोदी का परिवार नहीं है, तो कभी हम हिंदू शक्ति से ल़ड़ रहे हैं, ये ऐसी बातें हैं, जो मोदी को अवसर देती है और मोदी एक जबरदस्त कैंपेनर हैं. वो कोई मौका नहीं छोड़ते और सबसे बड़ी बात ये है कि जिस दक्षिण भारत में कांग्रेस अपना दबदबा मानती है, जहां बीजेपी को ज्यादा सीटें नहीं मिलती है, वहां केरल, तमिलनाडु, तेलंगाना और कर्नाटक की सड़कों पर मोदी को देखने और सुनने के लिए भारी भीड़ आ रही है.
RAHUL MUST BE CAREFUL ABOUT WHAT HE SPEAKS
On Sunday, March 17, a big opposition rally was held in Mumbai’s Shivaji Park to mark the culmination of Rahul Gandhi’s nationwide ‘Bharat Jodo Nyay Yatra’. The rally was attended by top opposition leaders including M K Stalin, Sharad Pawar, Uddhav Thackeray, Mallikarjun Kharge, Tejashwi Yadav, Dr Farooq Abdullah, Mehbooba Mufti and others. All of them called for opposition unity, but one remark by Rahul Gandhi at the rally caused a big controversy. Rahul Gandhi said, “there is a word ‘Shakti’ in Hindu Dharma, and we are fighting against this Shakti”. On Monday, Prime Minister Narendra Modi, while addressing rallies in Jagtial (Telangana) and Shivmogga (Karnataka) lashed out, saying , “Mothers and sisters, I worship you as Shakti. I am Bharat Mata’s pujari (worshipper)..Can anyone talk about destroying Shakti on Indian soil? I will put my life at stake to protect Nari Shakti….People must give the opposition a befitting response for talking about destroying “Shiv Shakti’ to which India had recently dedicated the success of its Chandrayaan lunar mission…The elections will be a defining battle between those who worship Shakti as a manifestation of female divinity and people seeking to destroy it.” Modi said, “INDI alliance’s objective is now clear, it wants to put an end to the Shakti of Sanatan dharma.” In Shivmogga, Modi said, “what was said at Shivaji Park might have surely hurt the soul of Late Balasaheb Thackeray, the founder of Shiv Sena….BJP always considers women as its silent voters…. for us, women are not only voters, they are the incarnation of Shakti, our Suraksha Kavach (shield of security)”. By afternoon, Congress leaders were running for cover as they realized that Rahul Gandhi’s mistake could cost the party heavily. In his tweet, Rahul Gandhi clarified saying that “Modi always distorts my words, since I speak the truth….My reference to Shakti was to the power of evil, corruption and lies, of which Modi is the mask and slave….The shakti that the opposition is fighting is the one which has taken in its clutches the entire constitutional framework – the voice of India, our institutions, ED, CBI, income tax department, election commission, media and the corporate world… The mask of that power is Shakti….I did not speak about religious shakti, but one of evil.” The fact is, Rahul Gandhi at the Mumbai rally did say these words: “There is a word Shakti in Hindu dharma, and we are fighting against this Shakti.” Even after this clarification, Congress leaders have realized that Rahul has scored a self-goal and he and his associates are trying to cover it up now. Congress leaders Pawan Khera and Digvijaya Singh said, “there are two types of Shakti – Divine Power and Evil Power, and Rahul was referring to “Asuri Shakti” (evil power).” Acharya Pramod Krishnam, who left Congress recently said, “most of the time Rahul does not know what he is saying and why? He is given a script to read, and then he says anything. Anyway, Rahul must now clarify whether his fight is against BJP or against Hindu Dharma?” It is a fact that Rahul commits a blunder after every few days embarrassing his party leaders, who then try to iron out issues. One Congress leader said, what can we do? If Rahul Gandhi gives a full toss, naturally Modi will hit a sixer. Sometimes, he says ‘Chowkidar Chor Hai’, sometimes it is said ‘Modi has no family’, and now he said, ‘our fight is against Hindu Shakti’. These are points which give Modi a handle to hit back. Narendra Modi is a great campaigner, and he never leaves any chance. The latest development is: crowds are turning out in the streets of Karnataka, Tamil Nadu and Kerala to see and hear Modi. Congress and its allies consider South India as their domain, where BJP normally does not win many seats, but Modi is trying his best to turn the tables.
‘एक देश, एक चुनाव’ से पैसा, समय दोनों बचेगा
‘एक देश, एक चुनाव’ के मुद्दे पर विचार के लिए पूर्व राष्ट्रपति रामनाथ कोविंद की अध्यक्षता में बनी कमेटी ने गुरूवार को अपनी रिपोर्ट राष्ट्रपति द्रौपदी मुर्मू को सौंप दी. 191 दिन तक राजनीतिक दलों के नेताओं, विशेषज्ञों और नागरिक समाज के लोगों से बातचीत के बाद 18,626 पन्नों की ये रिपोर्ट तैयार हुई है. कमेटी ने देश में सभी चुनाव एक साथ कराने की सिफारिश की है. कमेटी ने चुनाव प्रक्रिया को दो चरणों में बांटने का सुझाव दिया है – पहले चरण में लोकसभा और देश के सारे राज्यों में विधानसभा के चुनाव एक साथ करा लिए जाएं, इसके बाद दूसरे चरण में स्थानीय निकायों यानि पंचायतों और नगर निगम, नगरपालिकाओं के चुनाव हों. दोनों चरणों के चुनाव 100 दिन के भीतर हों. कमेटी का कहना है कि सभी चुनावों में एक ही वोटर लिस्ट और वोटर आईडी का इस्तेमाल किया जाए. इससे समय, संसाधन और खर्च बचेंगे. बहुत से लोगों के मन में ये सवाल उठेगा कि अगर देश में या किसी राज्य में सरकार वक्त से पहले गिर जाती है, तो क्या होगा? इसके जवाब में कमेटी ने कहा कि अगर कहीं मध्यावधि चुनाव की ज़रूरत पड़ती है तो वो पांच साल के लिए न हो. लोकसभा या विधानसभा का जितना कार्यकाल बचा हो, सिर्फ उतने वक्त के लिए चुनाव कराएं जाएं, जिससे देश में एक साथ लोकसभा और विधानसभा चुनाव कराने के चक्र पर कोई असर नहीं पड़ेगा. अभी यही फॉर्मूला राज्यसभा, लोकसभा और विधानसभा सीटों पर होने वाले उपचुनावों में अपनाया जाता है. हांलाकि कमेटी ने देश की 62 राजनीतिक पार्टियों से राय मांगी थी, लेकिन 47 पार्टियों ने अपना जवाब भेजा. इनमें से 32 पार्टियों ने इस कदम का समर्थन किया जबकि 15 पार्टियों ने इसका विरोध किया. 6 राष्ट्रीय पार्टियों में सिर्फ दो – बीजेपी और कॉनराड संगमा की नेशनल पीपुल्स पार्टी ने इसका समर्थन किया जबकि चार राष्ट्रीय पार्टियां – कांग्रेस, आम आदमी पार्टी, बहुजन समाज पार्टी और सीपीआई-एम इसके विरोध में हैं. जैसे ही राष्ट्रपति को ये रिपोर्ट सौंपी गई तो सबसे पहली प्रतिक्रिया AIMIM चीफ असद्दुदीन ओवैसी की आई. ओवैसी ने कहा कि बीजेपी देश को single-party system चाहती है, और एक देश, एक चुनाव की अवधारणा संघीय ढांचे के ताबूत में आखिरी कील साबित होगी. ओवैसी का कहना है कि अगर देश में चुनाव होते रहते हैं तो पार्टियां हर वक्त जनता के प्रति जबावदेह बनी रहती हैस अगर सरकार का कार्यकाल पांच साल निर्धारित हो जाएगा तो सत्ता में आने वाली पार्टी पांच साल के लिए तनावमुक्त हो जाएगी, ये लोकतन्त्र के लिए खतरनाक है. कांग्रेस ने ओवैसी से ज्यादा तीखा प्रतिक्रिया दी. जयराम रमेश ने कहा कि एक देश,एक चुनाव तो महज़ दिखावा है, मोदी का मकसद वन नेशन, नो इलैक्शन है और मोदी इसी एजेंडा पर काम कर रहे हैं. एक देश, एक चुनाव पर बहस अभी से नहीं चल रही है. मोदी ने कम से कम छह साल पहले देश में लोकसभा और विधानसभाओं के चुनाव एकसाथ कराने का सुझाव रखा था. फिर पिछले साल इस मुद्दे पर कमेटी बनाई. मुझे लगता है कि ये सुझाव अच्छा है क्योंकि देश भर में साल भर किसी न किसी राज्य में चुनाव होते रहते हैं. अभी लोकसभा का चुनाव खत्म होगा, उसके तीन महीने बाद 6 राज्यों में चुनाव होंगे. वो चुनाव खत्म होंगे, तो तीन राज्यों में चुनावों का ऐलान हो जाएगा. उसके बाद 2006 में पांच राज्यों के चुनाव होंगे, फिर उसके अगले साल छह राज्य़ों में चुनाव होंगे और 2029 में अगले लोकसभा चुनाव से कुछ महीने पहले 2028 में दस राज्यों के विधानसभा चुनाव होंगे. चूंकि हर वक्त कहीं न कहीं देश में चुनाव आचार संहिता लगी रहती है, इससे विकास के काम रूकते हैं. चुनाव मशीनरी हर वक्त सक्रिय रहती है, सुरक्षा बल तैनात करने पड़ते हैं, हजारों करोड़ रूपए खर्च होते हैं. अगर सारे चुनाव एक साथ हों तो लाखों करोड़ रूपए बचेंगे, वक्त बचेगा और ये संसाधन दूसरे कामों में लगाए जा सकते हैं, लेकिन एक देश, एक चुनाव का लक्ष्य फिलहाल आसान नहीं लगता क्योंकि संविधान में तमाम संसोधन करने होंगे. उनको संसद के दोनों सदनों में पास करना होगा. फिर कम से कम आधी विधानसभाओं से पास करना होगा. ये बहुत मुश्किल काम होगा. इसलिए अगर 2029 तक भी ये काम पूरा हो जाए तो ये बड़ी बात होगी. लेकिन मोदी की जो स्टाइल है, उसमें कुछ भी असंभव नहीं है. इसीलिए विरोधी दलों के नेता परेशान हैं. उन्हें लगता है कि अगर मोदी ने तय कर लिया है, तो वह इस काम को भी जरूर पूरा करेंगे, जैसे धारा 370 का खात्मा और नागरिकता संशोधन कानून.
ONE NATION, ONE ELECTION WILL SAVE MONEY, TIME
The high-level committee headed by former President Ramnath Kovind on “one nation, one election” concept, submitted its voluminous report to President Droupadi Murmu on Thursday. In its report, the committee has recommended simultaneous Lok Sabha and state assembly elections. In order to set in motion the process of holding simultaneous elections, the committee has suggested that the term of state assemblies elected after the first sitting of the newly-elected Lok Sabha be curtailed till the elections to the next Lok Sabha. If the next government accepts this report, simultaneous polls can be held as early as 2029. The report says, in case the government falls at the Centre or in any state, elections should be held only for the remainder of the term to ensure that the simultaneous electoral cycle is not disturbed. The committee met leaders of political parties, experts and those from civil society for 191 days before preparing its report. The committee has suggested two stages. In the first stage, elections to Lok Sabha and all state assemblies should be held simultaneously, and in the second stage, elections to local bodies like panchayats and municipal corporations should be held after a gap of 100 days. It also suggested that the same voter lists and voter IDs be used for all elections. This will reduce costs and use of resources. Though the committee sought opinions from 62 political parties, only 47 parties responded. Out of them, 32 parties supported the idea of holding simultaneous elections, while 15 parties opposed. Among the six national parties, only BJP and Conrad Sangma-led National People’s Party supported, while four other parties – Congress, Aam Aadmi Party, Bahujan Samaj Party and CPI(M) opposed simultaneous elections. KCR’s Bharat Rashtra Samithi, Indian Union Muslim League, J&K National Conference, JD(S), Jharkhand Mukti Morcha, NCP (Sharad Pawar), RJD< RSP, YSRCP, Telugu Desam Party, RLD, Akali Dal (Mann), Sikkim Democratic Front and Rashtriya Loktantrik Party did not respond. Asaduddin Owaisi, chief of AIMIM, alleged that BJP wants to implement “one-party state” in India and “one nation, one election” will be the last nail in the coffin of our federal structure. Owaisi said, by holding frequent elections, political parties and their leaders feel themselves accountable to the people, and if any government’s term is fixed for five years, the ruling party will become “tension-free” for five years. Congress leader Jairam Ramesh described “one nation, one election” as a sham. He alleged that Prime Minister Modi’s agenda was to impose “one nation, no election”. Aam Aadmi Party in its response to the panel said, simultaneous elections would undermine democracy, the basic structure of the Constitution and federal polity. Mamata Banerjee’s Trinamool Congress said, forcing states to hold premature elections would be unconstitutional and will lead to suppression of state issues. Akhilesh Yadav’s Samajwadi Party said, simultaneous elections will result in national issues dominating regional issues, and in such a scenario, state-level parties would not be able to compete with national parties in terms of resources and expenses. CPI(M) described the very concept as “fundamentally anti-democratic, which strikes at the roots of parliamentary democratic system as ordained in the Constitution.” The debate over “one nation, one election” is not new. Prime Minister Modi had floated this idea at least six years ago. He set up the high-level committee last year. Personally, I feel, the suggestion is good. Normally, elections are being hold almost every year. This year, Lok Sabha elections will be held and after three months, six states will hold assembly elections. Once these assembly polls are over, elections in three more states will be announced. In 2026, five states will hold assembly polls, followed by elections in six states in 2027. In 2028, ten states will go to assembly elections and the next Lok Sabha elections will be held in 2029. Because of elections, model code of conduct comes into force most of the time, once the poll dates are announced. This results in obstruction to development. The election machinery remains active all the time, para-military forces are deployed, thousands of rupees are spent on elections. If all elections are held together, several lakh crore rupees can be saved, apart from saving valuable time. These resources can be deployed for other work. However, it seems, implementing ‘one nation, one election’ concept will be a very difficult job. It will be a big achievement if this is achieved by 2029 Lok Sabha elections. Looking at Modi’s style of working, nothing is impossible. This is the reason why opposition leaders are worried. They have started realizing that once Modi makes up his mind, he is sure to implement it. Whether it is revoking Article 370 or implementing Citizenship Amendment Act.
मोदी ने उम्मीदवारों की सूची से क्या संदेश दिया ?
लोकसभा चुनावों के लिए बीजेपी ने बुधवार को 72 उम्मीदवारों की दूसरी सूची जारी कर दी. इसमें महाराष्ट्र, गुजरात, दिल्ली, मध्य प्रदेश, उत्तराखंड, हिमाचल, कर्नाटक, तेलंगाना, त्रिपुरा और दादरा नगर हवेली की सीटें शामिल है. इस सूची में कई बड़े और चर्चित नाम हैं, जैसे हरियाणा में मुख्यमंत्री पद से इस्तीफा देने वाले मनोहर लाल खट्टर, जो करनाल से चुनाव लड़ेंगे. चूंकि बार बार नितिन गड़करी के टिकट को लेकर आशंकाएं जताई जा रही थी तो बीजेपी ने नागपुर से गड़करी के नाम का एलान करके सारी शंकाओं, आशंकाओं और चर्चाओं पर विराम लगा दिया. बीजेपी के एक और वरिष्ठ नेता वाणिज्य मंत्री पीयूष गोयल पहली बार लोकसभा के चुनाव में नॉर्थ मुंबई से मैदान में होंगे. वह अब तक राज्य सभा में रहे हैं. महाराष्ट्र के बीड़ से पंकजा मुंडे के टिकट दिया गया है, बीजेपी के मीडिया cell के प्रमुख अनिल बालूनी गढ़वाल से चुनाव मैदान में उतरेंगें. बीजेपी ने पूर्वी दिल्ली से हर्ष मल्होत्रा को टिकट दिया है. हर्ष मल्होत्रा पूर्वी दिल्ली एमसीडी के मेयर रह चुके हैं. इस सीट से गौतम गंभीर पिछली बार जीते थे. चूंकि ये पहले से तय हो गया था कि गौतम गंभीर को इस बार टिकट नहीं मिलेगा, पहली लिस्ट में उनका नाम नहीं आया. इसीलिए गौतम गंभीर ने कह दिया था कि वो इस बार चुनाव नहीं लड़ेंगे. इसी तरह उत्तर पश्चिमी दिल्ली से बीजेपी ने हंसराज हंस का टिकट काट दिया है. इस सीट से योगेंद्र चंदोलिया चुनाव लड़ेंगे, चंदोलिया दिल्ली प्रदेश बीजेपी के महासचिव हैं. सबसे चौंकाने वाली बात ये है कि महाराष्ट्र में एकनाथ शिन्दे और अजीत पवार के साथ अभी सीटों के बंटवारे का ऐलान नहीं हुआ है लेकिन इससे पहले ही बीजेपी ने 20 सीटों पर अपने उम्मीदवार घोषित कर दिए. इनमें से 13 वर्तमान सांसद हैं. सात सीटों पर नए चेहरों को मौक़ा मिला है. नितिन गडकरी एक बार फिर नागपुर से चुनाव लड़ेंगे. राज्यसभा में सदन के नेता पीयूष गोयल पहली बार लोकसभा चुनाव लड़ेंगे. उन्हें उत्तरी मुंबई से उम्मीदवार बनाया गया है. चंद्रपुर से महाराष्ट्र सरकार के वन मंत्री सुधीर मुनगंटीवार को टिकट मिला है, वहीं बीड से गोपीनाथ मुंडे की बेटी प्रीतम मुंडे का टिकट काटकर उनकी छोटी बहन पंकजा मुंडे को उम्मीदवार बनाया गया है. जालना से केंद्रीय मंत्री रावसाहेब दानवे को उम्मीदवार बनाया गया है. नंदुरबार से हिना गावित को एक बार फिर टिकट मिला है. अहमदनगर से राधाकृष्ण विखे पाटिल को, डिंडोरी से केंद्रीय मंत्री भारती पवार को टिकट मिले हैं. बीजेपी छोड़कर शरद पवार की एनसीपी में शामिल हो चुके एकनाथ खड़से की बहू रक्षा खड़से को बीजेपी ने रावेर सीट से उम्मीदवार बनाया है. अकोला से मौजूदा सांसद संजय धोत्रे की जगह उनके बेटे अनूप धोत्रे को उतारा गया है. पुणे के मेयर मुरलीधर मोहोल भी एक नया चेहरा हैं जिन्हें बीजेपी ने मौक़ा दिया है. हरियाणा की 10 सीटों में से 6 पर बीजेपी ने अपने उम्मीदवार उतार दिए हैं. बीजेपी ने दो उम्मीदवार इस बार बदल दिए. पूर्व मुख्यमंत्री मनोहर लाल खट्टर करनाल से उम्मीदवार होंगे. यहां से पिछली बार संजय भाटिया चुनाव जीते थे. बीजेपी ने सिरसा से इस बार सुनीता दुग्गल की जगह अशोक तंवर को उतारा है. इसके अलावा अंबाला से बंतो कटारिया, भिवानी महेंद्रगढ़ से चौधरी धरमबीर सिंह, गुरुग्राम से राव इंद्रजीत सिंह और फरीदाबाद से कृष्ण पाल गुर्जर को बीजेपी ने उम्मीदवार बनाया है. सोनीपत, रोहतक, कुरुक्षेत्र व हिसार का फैसला अभी हुआ नहीं है. बीजेपी ने उत्तराखंड की बाकी बची दो सीटों पर भी उम्मीदवारों के नामों की घोषणा कर दी. गढ़वाल से अनिल बलूनी और हरिद्वार से पूर्व मुख्यमंत्री त्रिवेंद्र सिंह रावत को टिकट दिया गया है. अनिल बलूनी पहली बार लोकसभा चुनाव लड़ेंगे जबकि हरिद्वार से रमेश पोखरियाल निशंक और गढ़वाल से तीरथ सिंह रावत के टिकट इस बार काट दिए गए हैं. गुजरात की 26 में से 22 सीटों पर बीजेपी ने उम्मीदवार घोषित कर दिए हैं. इनमें दस नए चेहरे हैं. सबसे बड़ा उलटफेर बीजेपी ने कर्नाटक में किया है. पार्टी ने कर्नाटक की बीस सीटों पर उम्मीदवारों के नामों का एलान किया, इनमें से दस सीटों पर नए उम्मीदवार दिए गए हैं. कर्नाटक के प्रमुख नामों में दक्षिण बैंगलुरू से तेजस्वी सूर्या, उत्तरी बैंगलुरू से शोभा करंदलाजे, धारवाड़ से प्रहलाद जोशी, बी.एस. येदियुरप्पा की पारम्परिक सीट शिमोगा से उनके बेटे बी. वाई. राघवेंद्र को टिकट दिया गया है. शोभा करंदलाजे इस समय उडुपी-चिकमंगलूर से सांसद हैं, उनकी सीट बदली गई है. पूर्व मुख्यमंत्री बसवराज बोम्मई को हावेरी से टिकट दिया गया है. पूर्व प्रधानमंत्री एच डी देवेगौड़ा के दामाद सी एन मंजुनाथ को बैंगलुरू रूरल से टिकट दिया गया है. मैसूर से राजपरिवार के सदस्य यदुवीर कृष्णदत्त चामराज वाडियार को टिकट दिया गया है. मैसूर से पहले प्रताप सिम्हा बीजेपी के सांसद थे, उनके दस्तखत किये गये पास पर तीन लोगों ने संसद की सुरक्षा में सेंध लगाई थी. बेल्लारी से बीजेपी ने बी. श्रीरामुलू को प्रत्याशी बनाया है. बीजेपी की जो सूची आई है, और पहले जो सूची आई थी, उनसे संदेश साफ है. पहली बात, जिस-जिस MP ने उल्टे सीधे बयान दिए, विवाद खड़े किए या पार्टी के लिए परेशानी पैदा की, उसका टिकट काट दिया गया. जैसे दिल्ली से रमेश बिधूड़ी. मैसूर के सांसद प्रताप सिम्हा का टिकट काटा गया क्योंकि जिन लोगों ने संसद की सुरक्षा में सेंध लगाई थी, उनके पास प्रताप सिम्हा ने दिलाए थे. महाराष्ट्र में पंकजा मुंडे को टिकट दिया गया और विवाद खड़े करने वाली प्रीतम मुंडे का टिकट काट दिया गया. दूसरी बात, पार्टी के सभी सीनियर नेताओं को मान दिया गया, चाहे नितिन गडकरी हों या पीयूष गोयल. उन्हें सम्मानजनक तरीके से अपनी पसंद की सीटें दी गईं, किसी भी ऐसे नेता का टिकट नहीं काटा गया जिसको लेकर मीडिया में उल्टी-सीधी अटकलें लगाई जा रहीं थीं. तीसरी बात, ये चुनाव नरेंद्र मोदी के नाम और उनके काम पर लड़ा जाएगा. इसीलिए बहुत सारी जगहों पर बीजेपी ने नए लोगों को मौका दिया है. जैसे दिल्ली में सात में से सिर्फ एक सांसद, मनोज तिवारी को टिकट दिया गया, बाकी 6 सीटों पर नए उम्मीदवार उतारे गए हैं. गुजरात में भी 22 में से 10 नए चेहरे हैं. एक और बड़ी बात ये है कि बीजेपी ने अपने अलायंस पार्टनर्स के साथ बात करके सीट बंटवारे का रास्ता निकाल लिया है. इसका एक बड़ा उदाहरण बिहार है, जहां चिराग पासवान और उनके चाचा पशुपति पारस के बीच झगड़ा सुलझाना मुश्किल हो गया था. बीजेपी ने चिराग पासवान की पार्टी के लिए 5 सीटें छोड़ी है. इसी तरह बीजेपी ने तमिलनाडु में अन्ना डीएमके के पनीर सेलवम के गुट से एलायन्स कर लिया है. उडीसा में बीजू जनता दल के साथ गठबंधन के लिए बातचीत जारी है.
MODI’S MESSAGE IS QUITE CLEAR FROM BJP LIST
The ruling Bharatiya Janata Party on Wednesday released its second list of 72 candidates for Lok Sabha elections. Among the notable candidates are Union Commerce Minister Piyush Goyal, who will be contesting from Mumbai North, Union Road Transport Minister Nitin Gadkari from his traditional constituency Nagpur, former Haryana CM Manohar Lal Khattar from Karnal, Information and Broadcasting Minister Anurag Thakur from Hamirpur, Himachal Pradesh, former Uttarakhand CM trivendra Singh Rawat from Haridwar and former Karnataka CM Basavaraj Bommai from Haveri. Others include Pankaja Munde from Beed, Maharashtra and party media cell chief Anil Baluni from Garhwal, Uttarakhand. In Delhi, BJP has fielded Harsh Malhotra from East Delhi replacing ex-cricketer Gautam Gambhir, while Yogendra Chandolia will contest from North-west Delhi replacing Hansraj Hans. The surprising part is that BJP announced the names of its 20 candidates from Maharashtra, despite the fact that the final seat sharing with Shiv Sena (Shinde) and NCP(Ajit) is yet to be formally announced. BJP is going to contest on 31 seats, which SS (Shinde) will contest on 13 and NCP(Ajit) will contest on four seats. The message is quite clear from BJP’s second list. Firstly, MPs who made controversial statements, or created controversy causing embarrassment to the party, have failed to get tickets. For example, Pratap Simha from Mysore. It was he who procured Lok Sabha entry tickets for those who jumped from the visitors’ gallery and threw smoke bomb inside the House. Pankaja Munde was given ticket and Pritam Munde was denied ticket for creating controversy. Secondly, senior party leaders like Nitin Gadkari and Piyush Goyal were given due respect and they were given nominations from seats of their own choice. No top leader was deprived of ticket, despite baseless speculations being circulated in media. Thirdly, the forthcoming Lok Sabha elections will be fought in the name and achievements of Narendra Modi. That is why new faces have been fielded in many constituencies. This was the reason why six out of seven Lok Sabha MPs from Delhi failed to get tickets this time, except Manoj Tiwari. In Gujarat, ten out of 22 candidates are new faces. Panneerselvam and PMK (Pattali Makkal Katchi) for an alliance in Tamil Nadu. There is possibility of an alliance between Naveen Patnaik’s Biju Janata Dal and BJP in Odisha. In Bihar, BJP has decided to leave five seats for Chirag Paswan’s Lok Janshakti Party. The fight in Bihar appears to be interesting with Congress demanding 15 seats from its ally RJD, and Asaduddin Owaisi’s AIMIM party deciding to contest 11 seats.
हरियाणा : मोदी ने खट्टर को हटा कर सैनी को क्यों CM बनाया?
हरियाणा में बीजेपी ने बड़ा उलटफेर किया, सरकार का चेहरा बदल गया, मनोहर लाल खट्टर की जगह नायब सिंह सैनी नए मुख्यमंत्री बन गए. नायब सिंह सैनी के मंत्रिमंडल में पांच मंत्रियों ने शपथ ली, पांचों वही चेहरे हैं, जो खट्टर की सरकार में मंत्री थे. यानि हरियाणा में सिर्फ सरकार का मुख्यमंत्री बदला है. बुधवार को विधानसभा में सैनी ने विष्वास प्रस्ताव पेश किया, जो ध्वनिमत से पास हो गया. मंगलवार को चंडीगढ़ में जो हुआ, वो अप्रत्याशित था, किसी को भनक तक नहीं लगी, दूर-दूर तक कोई उम्मीद नहीं थी. सोमवार को ही मनोहर लाल खट्टर द्वारका एक्सप्रैस-वे के उद्घाटन के मौके पर प्रधानमंत्री नरेन्द्र मोदी के साथ मंच पर थे. मोदी ने खट्टर की जमकर तारीफ की थी. उस वक्त किसी को नहीं लगा कि ये खट्टर के लिए विदाई भाषण हो सकता है. इसीलिए मंगलवार सुबह जब खबर आई तो हर कोई हैरान था. सुबह हलचल हुई, दोपहर होते होते खट्टर इस्तीफा देने राजभवन पहुंच गए. दिल्ली से दो प्रेक्षक चंड़ीगढ़ पहुंच गए. विधायक दल की बैठक हुई. नायब सिंह सैनी को विधायक दल का नेता चुना गया लेकिन इस फैसले से अनिल विज नाराज हो गए. बैठक बीच में छोड़कर वापस अंबाला अपने घर चले गए. शाम को नई सरकार का शपथग्रहण हो गया, पर अनिल विज समारोह में नहीं पहुंचे. लेकिन बड़ी बात ये है कि जननायक जनता पार्टी के दस में से तीन विधायक शपथ समारोह में मौजूद थे. अब सवाल ये है कि क्या नेतृत्व परिवर्तन के साथ साथ हरियाणा में दुष्यंत चौटाला की पार्टी टूट जाएगी? आखिर बीजेपी ने अचानक खट्टर को क्यों हटाया? नायब सैनी को मुख्यमंत्री बनाकर प्रधानमंत्री नरेंद्र मोदी ने क्या संकेत दिया है? बीजेपी ने हरियाणा में चुनाव से पहले जिस तरह नेतृत्व परिवर्तन का फैसला किया, उस तरह के प्रयोग बीजेपी ने पहले भी किए हैं. उत्तराखंड में तीरथ सिंह रावत की पुष्कर सिंह धामी को कमान सौंपी, गुजरात में विजय रूपाणी की जगह भूपेन्द्र पटेल को मुख्यमंत्री बनाया, त्रिपुरा में विप्लव देव को हटा कर माणिक साहा को सीएम बनाया और कर्नाटक में येदियुरप्पा की जगह बसवराज बोम्मई को सीएम बनाया. कर्नाटक को छोड़कर बाकी जगह बीजेपी की रणनीति सफल रही. इसलिए हो सकता है खट्टर को बदलने के पीछे दस साल की एंटी इनकंबैसी से बचने की रणीनीति हो. लेकिन ये सिर्फ एक कारण नहीं हैं, क्योंकि लोकसभा का चुनाव तो नरेन्द्र मोदी के नाम और उनके काम पर होना है. इसलिए इसके पीछे दूसरे कारण भी हैं. नायब सिंह सैनी नया चेहरा हैं, उम्र कम है, किसी तरह का कोई baggage नहीं हैं, संगठन के आदमी हैं और जातिगत समीकरणों में फिट बैठते हैं. नायब सिंह सैनी पिछड़े वर्ग से आते हैं, जिनका हरियाणा में करीब 25 परसेंट वोट है. इसके अलावा ब्राह्मण, पंजाबी और बनिया वोट भी करीब इतना ही है जबकि जाट वोट करीब तीस परसेंट है. चूंकि पिछले चुनाव में जाटों का समर्थन बीजेपी को नहीं मिला था, कैप्टन अभिमन्यु, ओमप्रकाश धनकड़ और सुभाष बराला जैसे तमाम जाट नेता चुनाव हार गए थे, अब वीरेन्द्र सिंह के बेटे ब्रजेन्द्र सिंह भी बीजेपी छोड़कर कांग्रेस में शामिल हो गए हैं, इसलिए बीजेपी की निगाह गैर-जाट वोटों पर है. अब हरियाणा में चार पार्टियां होगीं – बीजेपी, कांग्रेस, ओमप्रकाश चौटाला की आई.एन.एल.डी. और दुष्यन्त चौटाला की जे.जे.पी. यानि जाटों का वोट अगर बीजेपी को न मिला तो तीन पार्टियों में बंटेगा, और अगर बीजेपी गैर-जाट जातियों को अपने पक्ष में कर लेती है तो सभी दस लोकसभा सीटें जीतने का लक्ष्य पूरा हो सकता है और ये फॉर्मूला विधानसभा चुनाव में भी काम कर सकता है. मुझे लगता है कि इसीलिए बीजेपी ने ये दांव चला है. हालांकि अब मनोहर लाल खट्टर का क्या होगा, क्या वह कुरूक्षेत्र से लोकसभा का चुनाव लडेंगे या संगठन में काम करेंगे, इसका फैसला बीजेपी की चुनाव समिति करेगी.
