Prime Minister Narendra Modi on Tuesday made it clear that the government will follow the advice of scientists and regulators on the issue of timing and choice of Covid-19 vaccine, and, as of now, no single vaccine candidate has been finalized. He also clarified that safety will be as crucial as speed in vaccinating people.

In his closing remarks at the video meeting with chief ministers, Modi said, the priority will be to ensure that the vaccine reaches every Indian. He said, scientists and regulators, not politicians, will decide the time frame for vaccine selection and distribution. He said, some people were trying to politicize the vaccine issue, but did not name any body.

It may be recalled that Congress leader Rahul Gandhi in his recent tweet had said: “The PM must tell the nation 1. Of all the Covid vaccine candidates, which one will the GOI choose and why? 2. Who will get the vaccine first and what will be the distribution strategy 3. Will PM Cares Fund be used to ensure free vaccination 4. By when will all Indians be vaccinated?”

The Prime Minister in his remarks said: “The government is closely monitoring the developments and we are in touch with all. It is still not decided whether it will be a single dose, a double dose or a triple dose vaccine. The prices are yet to be decided. I do not have answers to all these questions at this moment, because there is competition in the corporate world of vaccine manufacturers. Many countries have their own diplomatic interests. We have to wait for WHO to move ahead in the global context. We are also in touch with Indian developers and manufacturers. We have a system in place for real time communication with global regulators, other governments, multilateral institutions, and international companies.

“Since the beginning, our topmost priority is for saving the lives of every Indian. When the vaccine comes, our priority shall be to provide the vaccine to every Indian. There can be no dispute about this and it is our national commitment. We would like the massive vaccination programme to be smooth, systematic and sustained, because it will take a long time to complete. All of us will have to work in coordination like a team.”

The PM said, “as far as vaccination is concerned, India has a vast experience, which even the big countries do not have. For us, safety is as crucial as speed. The vaccine that we will give to our citizens must stand tested on scientific parameters. For distributing the vaccines, we will work with the states and have chalked out a plan for prioritizing whom to give the vaccine first. We had asked the states to set up steering committee and task forces at state and district level, and even at the block level for better distribution.”

On the pricing issue, Modi said, “nothing is clear at the moment about price of vaccine. Two Indian vaccine candidate are also in the field. But we are also working with those making vaccines outside India. We must know that if a medicine is popular among millions for last 20 years, it can have reaction on some people even today, or after 20 years. This can happen here too. So any vaccine candidate which will be selected must pass the scientific test. The decision will be taken by authorities who will certify the vaccine.”

The Prime Minister cautioned the chief ministers not to be complacent. “The vaccine will come at its own time, but there should be no let-up in our war against Corona, not even the slightest let-up. This is my request to all of you.”

Summarizing how India has fought the Corona pandemic so far, Modi said: “In the first stage, there was fear because nobody knew much about the unknown pandemic. There was widespread panic and everybody was reacting in his own manner. We even found people committing suicide when they found themselves Covid positive. In the second stage, suspicious added to fear in the minds of people. People started shunning those who were found positive, and concealed their infection out of fear of social stigma.

“In the third stage, people started gaining confidence and informed everybody that they have been found positive and were in quarantine. In the fourth stage, when millions of people started recovering, there was a sense of complacency and a false notion spread that the virus has weakened and there was nothing to fear. Because of this negligence, the pandemic has spread fast in the fourth stage. I had appealed to people with folded hands in my address to the nation on the eve of festival season to be careful, but carelessness has cost us badly….We must bring the fatality rate below one per cent and the positivity rate to five per cent.”

There is not an iota of doubt that Modi’s leadership saved millions of lives from Corona pandemic. He took timely action in clamping lockdown and this has been accepted by the world at large as a correct decision. On the issue of Covid vaccine, leaders must avoid politicizing the issue which relates to national interest. On Tuesday, neither Modi nor the chief minister indulged in politicizing the issue.

All of them wanted that the vaccine must reach every Indian in the shortest possible time at affordable cost. But Rahul Gandhi’s habit is a bit different. He tried to politicize the issue and stuck to his anti-Modi agenda. The Prime Minister replied to each of his points that he raised, without naming him. I have quoted Modi’s replies to each of his questions at the beginning of this blog. I would also like to quote the couplet that Modi used in his remarks, about “Aisa na ho jaye ki hamari kashti bhi wahin doobi jahaan paani kam tha”(our boat sank at the place where the water was not deep). We must not allow this to happen.

I agree most of us are tired and exhausted by staying in home for such a long period, but let us have some patience and restraint. The vaccine will come at the right time and then people can roam free.

आखिर वह खुशखबरी आ ही गई जिसका बेसब्री से दुनिया के लोग इंतजार कर रहे थे। कोरोना की वैक्सीन (टीका) तैयार है और फरवरी तक भारत में स्वास्थ्यकर्मियों, बुजुर्गों और कोरोना संक्रमण के सबसे ज्यादा खतरे वाले लोगों को इस टीके की पहली खुराक प्राथमिकता के आधार पर दी जाएगी। बाकी के लोगों को टीकाकरण के लिए मार्च या अप्रैल तक इंतजार करना पड़ेगा। ऑक्सफोर्ड यूनिवर्सिटी-एस्ट्राजेनेका कोविड -19 वैक्सीन को पुणे स्थित सीरम इंस्टीट्यूट ऑफ इंडिया (एसआईआई) द्वारा तैयार किया जा रहा है। एसआईआई ने सरकार से इस वैक्सीन के लिए इमरजेंसी अप्रूवल मांगी है। उम्मीद की जा रही है कि दिसंबर अंत तक उसे हरी झंडी मिल जाएगी। कंपनी के सीईओ अदार पूनावाला ने कहा कि अब तक करीब 4 करोड़ खुराक का स्टॉक जमा कर लिया गया है और जनवरी तक यह स्टॉक बढ़कर करीब 10 करोड़ खुराक हो जाएगी।

कोविशिल्ड नाम की यह वैक्सीन बाजार में प्रति खुराक 500 से 600 रुपये की दर से उपलब्ध होगी, वहीं सरकार के लिए यह 220 से 300 रुपये में उपलब्ध होगी। हर व्यक्ति को वैक्सीन की दो खुराक दी जाएगी। यह वैक्सीन 70 प्रतिशत प्रभावी है और अगर दूसरी डोज़ भी ली जाती है तो इसका प्रभाव 90 प्रतिशत तक बढ़ जाता है। इस वैक्सीन को रखने के लिए फ्रीज़र की जरूरत नहीं होगी। फ्रिज में 2 से 8 डिग्री तापमान में भी इसे रखा जा सकता है इसलिए वैक्सीन को प्रिजर्व करने, स्टोर करने और उसे ट्रंसपोर्ट करने में मौजूदा हेल्थ इंफ्रास्ट्रक्चर में कोई बदलाव नहीं करना पड़ेगा। कोई नए इंतजाम नहीं करने होंगे।

प्रधानमंत्री नरेंद्र मोदी सभी राज्यों के मुख्यमंत्रियों के साथ बातचीत कर टीकाकरण की देशव्यापी रणनीति और रूपरेखा तैयार करेंगे। हालांकि पूरी योजना स्वास्थ्य विभाग के शीर्ष अधिकारियों, स्वास्थ्य विशेषज्ञों, योजना आयोग और अन्य सरकारी एजेंसियों द्वारा पहले से ही तैयार कर ली गई है।

उधर अमेरिका में फाइज़र कंपनी ने ऐलान किया है उसने सरकार से वैक्सीन के लिए इमरजेंसी अप्रूवल (आपातकालीन स्वीकृति) मांगी है और अगर11 दिसंबर तक उसे अप्रूवल मिल जाता है तो वैक्सीन की पहली खुराक 12 दिसंबर से लोगों को दिए जाएंगे। कुल मिलाकर कर कहें तो अमेरिका और अन्य देशों में अगले 18 दिनों में कोरोना वैक्सीन वितरित किया जाने लगेगा। वहीं भारत में हमें करीब 70 दिनों तक इंतजार करना होगा। एस्ट्राजेनेका की कोविशिल्ड वैक्सीन फाइजर और मॉडर्ना द्वारा बनाए गई वैक्सीन की तुलना में सस्ती है। फाइजर के एक वैक्सीन की कीमत 1,500 रुपये हो सकती है, जबकि एक मॉडर्ना वैक्सीन की कीमत 2,775 रुपये तक हो सकती है।

प्रधानमंत्री नरेंद्र मोदी ने मंगलवार को दिल्ली, महाराष्ट्र, बंगाल और केरल समेत आठ राज्यों के मुख्यमंत्रियों के साथ एक लंबी बैठक वीडियो कॉन्फ्रेंसिंग के माध्यम से की। ये आठ राज्य कोरोना महामारी से सबसे ज्यादा प्रभावित हैं। इन मुख्यमंत्रियों से कहा गया है कि वे शहर के भीड़-भाड़ वाले बाजारों में कोरोना को लेकर जारी दिशा-निर्देशों को सख्ती से लागू करें और अगर जरूरी हो शहरों में रात के कर्फ्यू को लागू करें। आपको बता दें कि दिल्ली में एक सप्ताह में कोरोना वायरस से 777 मौतें हुई हैं, जबकि उससे पहले के सप्ताह में यह संख्या 625 थी। दिल्ली में कोरोना महामारी से अब तक 8,391 लोगों की मौत हो चुकी है।

सोमवार को सुप्रीम कोर्ट ने दिल्ली, महाराष्ट्र, गुजरात और असम की सरकारों निर्देश दिया कि वे कुछ आत्ममंथन करें और दिसंबर की तैयारी करें, जब यह महामारी अपने सबसे बुरे दौर में पहुंच जाएगी। कोरोना के मामलों में उछाल के बावजूद शादियों, त्यौहारों, पार्टियों और सार्वजनिक समारोहों की इजाजत देने के लिए सुप्रीम कोर्ट ने गुजरात सरकार को फटकार लगाई। सुप्रीम कोर्ट ने कहा कि अगर राज्यों ने सही तरीके से तैयारी नहीं की तो दिसंबर में हालात और खराब होंगे।

अपने प्राइम टाइम शो ‘आज की बात’ में हमने सोमवार को आपको दिखाया कि कोरोना पीड़ितों के शवों को दफनाने के लिए कब्रिस्तानों में जगह कम पड़ रही है और वहां पर शवों को दफनाने के लिए जेसीबी मशीनों की मदद ली जा रही है। ठीक इसी तरह दिल्ली के श्मशानों में भी मृतकों के परिजनों को तुरंत अंतिम संस्कार करने के लिए कहा जा रहा है ताकि अधिक शवों के अंतिम संस्कार के लिए जगह बनाई जा सके। दिल्ली पुलिस और सिविल डिफेंस के स्वयंसेवकों को उन लोगों के चालान के लिए तैनात किया गया है जो लोग सार्वजनिक जगहों पर भी मास्क नहीं पहनते हैं। इस महामारी से निपटने में सबसे बड़ी समस्या ऐसे लोगों का गैर जिम्मेदाराना रवैया है जो सार्वजनिक जगहों पर बिना मास्क पहने घूमते हैं।

खतरे की बात ये है कि यह महामारी भीड़-भाड़ वाले महानगरों के अलावा उत्तराखंड और हिमाचल प्रदेश जैसे उन छोटे राज्यों में भी फैल रही है, जहां आबादी का घनत्व कम है। हिमाचल सरकार ने अपने राज्य में कोरोना फैलने की सबसे बड़ी वजह पर्यटकों के आगमन को बताया है। कुछ जगहों पर तो पूरा का पूरा गांव ही कोरोना से ग्रस्त मिला है। शिमला, मंडी, कांगड़ा और कुल्लू में रात का कर्फ्यू लगाया गया है।

यह वायरस कैसे फैलता है इसके लिए अमेरिका के एक उदाहरण से समझना काफी होगा। एक आदमी जिसे यह नहीं मालूम है कि वह कोरोना से ग्रस्त है और वह एक शादी में शामिल होता है। इसके बाद उस शादी में शामिल होने वाले लगभग 177 लोग कोविड पॉजिटिव पाए जाते हैं और उनमें से सात लोगों की मौत हो गई। इसमें सबसे आश्चर्यजनक बात यह थी कि जिन सात लोगों की कोरोना से मौत हुई वे लोग शादी समारोह में शामिल नहीं हुए थे। ये लोग केवल उन लोगों से मिले थे जो शादी समारोह में शामिल हुए थे। नतीजा ये हुआ कि अपनी जान गंवा बैठे।

अब चूंकि शादियों का मौसम शुरू हो चुका है इसलिए देशभर में लोग शादी समारोहों में व्यस्त होने लगे हैं। आप सभी से मेरा अनुरोध है कि कृपया शादियों की भीड़भाड़ से दूर रहें। आप अनजाने में इस वायरस से खुद भी ग्रस्त हो सकते हैं और अन्य लोगों में भी इसे फैला सकते हैं। इसलिए कृपया भीड़ वाली जगहों से दूर रहें। हमेशा मास्क पहनें और सोशल डिस्टेंसिंग बनाए रखें। अपने हाथों को बार-बार धोएं या सैनिटाइजर का इस्तेमाल करें। जब तक टीकाकरण शुरू नहीं होता है तब तक यही उपाय हम सभी की सुरक्षा का एकमात्र रास्ता है।

At last, the good news has come. The Covid vaccine is ready, and by February the first vaccine shots will be given, on priority, to healthcare workers, Covid patients and aged people in India. Others in India will have to wait for the vaccine till March or April. The Oxford University-AstraZeneca Covid-19 vaccine will be manufactured by Pune-based Serum Institute of India, which is going to seek emergency regulatory approval from the government. It hopes to get the go-ahead by end of December. The company has so far stocked around 4 crore doses, and will have around 10 crore doses by January, says Adar Poonawalla, the company’s CEO.

Named Covishield, it will be available in market at Rs 500-600 per dose and at Rs 220-300 for the government. Every person is required to take two doses of the vaccine, which is 70 per cent effective. The efficacy of this vaccine will rise to 90 per cent, if the half dose is followed by a full dose. The vaccine can be transported and stored between 2 degree Celsius to 8 degree Celsius, which India can afford to preserve, store and transport in tropical conditions.

Prime Minister Narendra Modi, in consultations with 30 chief ministers, will outline and approve the nationwide strategy to vaccinate people across India. The plan has already been prepared by health experts and top officials of Health Ministry, Planning Commission and other government bodies.

In the USA, Pfizer has announced that it has sought emergency approval from the government, and if received by December 11, the first shots of its vaccine will be given to people from December 12 onwards. In a nutshell, the Covid vaccine will be distributed in USA and other countries in the next 18 days, and in India, we will have to wait for 70 days. The AstraZeneca Covishield vaccine is cheaper than the vaccines developed by Pfizer and Moderna. A Pfizer vaccine may cost Rs 1,500, while a Moderna vaccine may cost up to Rs 2,775.

On Tuesday, the Prime Minister had a long video meeting with chief ministers of eight states, including Delhi, Maharashtra, Bengal and Kerala, which are presently the worst affected by Covid pandemic. The chief ministers have been told to enforce Covid norms strictly at crowded market places of metros, and to enforce night curfew in selected cities, if required. There were 777 Covid-related deaths in Delhi in one week, up from 625 in the previous week. Till now, 8,391 people have died of Covid pandemic in Delhi.

On Monday, the Supreme Court directed the governments of Delhi, Maharashtra, Gujarat and Assam to “take time to introspect” and prepare for December, when the pandemic will be at its worst. The apex court hauled up the government of Gujarat for allowing weddings, festivals, parties and public gatherings despite a surge in Covid cases. “Worse things will happen in December if states are not well prepared”, the Supreme Court said.

In my prime time show ‘Aaj Ki Baat’, we showed on Monday how JCB machine is being used in cemeteries to create more space to bury bodies of Covid victims. Similarly, in Delhi’s crematoriums, relatives of the dead are being asked to collect the ashes immediately in order to create space for more bodies to be cremated. Delhi Police and Civil Defence volunteers have been deployed to challan people who do not wear masks in public. The biggest problem in tackling the pandemic is the ‘attitude’ of several people who are being highly irresponsible, by moving in public without masks.

The worst part is that apart from the crowded metros, the pandemic is spreading to smaller states where the population density is less, like Uttarakhand and Himachal Pradesh. The HP government has blamed tourists who came from outside and spread the virus. In some cases, an entire village was full of Covid patients. Night curfew has been imposed in Shimla, Mandi, Kangru and Kullu.

Let me give one example from the USA to describe how the virus spreads. A man, who did not knew that he was carrying the virus, attended a wedding. Nearly 177 people who attended the wedding were later found Covid positive. Out of them, seven persons died. The most surprising part was that all these seven persons had not attended the wedding. They had only met people who had attended the wedding, but ended up losing their lives.

Since the wedding season has already begun, people in India will be busy attending the weddings. My request to all is: please stay away from weddings. You can be an unsuspecting receiver of virus. Please stay away from crowded places. Always wear masks and maintain social distancing. Wash your hands frequently with sanitizer. That is the least all of us can do. Till the time we are not vaccinated, this is the only mode of safety. For all of us.

देश की खुफिया एजेंसियों ने पाकिस्तान की साजिश के बारे में बहुत बड़ा और हैरान करनेवाला खुलासा किया है। नगरोटा में शुक्रवार को जिन चार आंतकवादियों को सुरक्षाबलों ने मार गिराया, वे 26/11 मुंबई आतंकी हमले की बरसी पर एक बड़ा आंतकवादी हमला करने की साजिश को आंजाम देने वाले थे। खुफिया एजेंसियों के शीर्ष सूत्रों ने इन आतंकियों के खतरनाक मंसूबों का खुलासा किया है। पाकिस्तान स्थित आतंकी संगठन जैश-ए-मोहम्मद के ये चारों आतंकी ‘कुछ बड़ा’ करना चाहते थे। इन आतंकियों के पास से भारी मात्रा में हथियार और विस्फोटक बरामद हुए। आपको याद दिला दें कि 26 नंबवर 2008 को मुबंई में पाकिस्तानी आतंकवादियों ने हमला किया था। इस हमले में 174 बेगुनाह लोगों की मौत हुई थी जबकि 300 लोग घायल हुए थे। ये आतंकवादी नाव के जरिए मुंबई पहुंचे थे और शहर के 12 अहम ठिकानों को निशाना बनाकर भारी तबाही मचाई थी।

शुक्रवार को प्रधानमंत्री नरेंद्र मोदी ने सुरक्षा और खुफिया अधिकारियों के साथ हाई लेवल की मीटिंग की और ट्वीट किया: ‘पाक स्थित आतंकवादी संगठन जैश-ए-मोहम्मद के 4 आतंकवादियों का मारा जाना और उनके पास बड़ी मात्रा में हथियारों और विस्फोटकों की बरामदगी से यह पता चलता है कि वे एक बड़े हमले और भारी तबाही मचाने के इरादे से आए थे जिसे विफल कर दिया गया है। एक बार फिर हमारे सुरक्षा बलों ने अदम्य साहस, बहादुरी, पेशेवर रूख का प्रदर्शन किया। इस बहादुरी और सतर्कता के लिए सुरक्षाबलों को धन्यवाद जिन्होंने जम्मू कश्मीर में जमीनी स्तर की लोकतांत्रिक कवायद को निशाना बनाने की साजिश को नाकाम कर दिया।’

आंतरिक सुरक्षा को लेकर पीएम मोदी की हाई लेवल मीटिंग में रक्षा मंत्री राजनाथ सिंह, गृह मंत्री अमित शाह, राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल, विदेश सचिव हर्षवर्धन शिंगला, इंटेलीजेंस ब्यूरो और रॉ के चीफ मौजूद थे। मीटिंग के बाद किसी तरह का कोई औपचारिक बयान तो जारी नहीं किया गया लेकिन ये जानकारी मिली है कि इस मीटिंग में प्रधानमंत्री को शुक्रवार के ऑपरेशन के बारे में और इससे पहले मिले इंटेलीजेंस इनपुट्स के बारे में विस्तार से जानकारी दी गई। सूत्रों का कहना है कि खुफिया एजेंसियों ने आतंकवादियों और उनके पाक स्थित हैंडलर्स के बीच हो रही बातचीत को रिकॉर्ड किया था। इस बातचीत में सारी साजिश का जिक्र हुआ था। इस रिकॉर्डिंग से पता चला कि आंतकवादी कहां से घुसे हैं और किस तरफ बढ़ रहे हैं। इसके बाद ही आंतकवादियों को ट्रैक करके उन्हें मार गिराया गया।

पहली बार प्रधानमंत्री ने किसी आतंकवादी घटना को लेकर अपने ट्वीट में आतंकी संगठन जैश-ए-मोहम्मद का नाम लिया है। सुरक्षा बलों की बहादुरी की तारीफ करते हुए प्रधानमंत्री ने साफ तौर पर 2008 के मुंबई आतंकवादी हमलों के दौरान और अब सुरक्षा बलों की आतंक के प्रति प्रतिक्रिया में आए बदलाव को जाहिर कर दिया। जिस मुस्तैदी से हमारे सुरक्षा बलों ने पाकिस्तान के मंसूबों को नेस्तनाबूत किया है, उसकी जितनी तारीफ की जाए वो कम है। इससे पता चलता है कि भारत कितना बदल गया है। हमारी फौज का रिस्पॉन्स कितना बदला है और अब खुफिया जानकारी कितनी सही मिल रही है, नगरोटा का एनकाउंटर इसका ज्वलंत उदाहरण है।

मुझे आज भी याद है कि वर्ष 2008 में जब 26/11 का हमला हुआ था तो पाकिस्तानी आतंकवादी नाव में बैठकर आए थे। आतंकवादी मुंबई में घुसे और सीएसटी रेलवे स्टेशन पर भारी तबाही मचाई। होटल ताज पैलेस, द ओबेरॉय ट्राईडेंट होटल नरीमन हाउस, चबाड हाउस, लियोपोल्ड कैफे, कामा अस्पताल, मेट्रो सिनेमा और चार अन्य जगहों पर आतंकवादियों ने गोलियों की बौछार कर दी, लोगों को मार डाला। लेकिन उस दिन सबके चेहरे पर हवाइयां उड़ी हुई थी। 18 घंटे तक तो किसी को पता ही नहीं था कि हमलावर कौन हैं? कहां से आए हैं? कोई इसे गैंगवार समझ रहा था तो कोई इसे कुछ सिरफिरों का काम बता रहा था। अगले दिन 12 बजे के बाद पता चला कि आतंकवादी पाकिस्तान से आए थे।

26/11 हमले में आतंकवादियों के पाकिस्तानी होने का कैसे पता चला ये भी मैं आपको बता दूं। मुंबई के ओबेरॉय होटल से एक आतंकवादी ने इंडिया टीवी को फोन किया था और कहा था कि वो अपनी बात बताना चाहता है। उस दौरन आतंकवादियों की डायलेक्ट (बोली), भाषा सुनकर पता चला कि वो पाकिस्तानी थे। इसके बाद खुफिया एजेंसियों ने ताज और ओबरॉय से होने वाली सारी बातचीत को टैप किया। तब पता चला कि इन दहशतगर्दों को पाकिस्तान में बैठे हैंडलर निर्देश दे रहे थे।

नरेन्द्र मोदी की लीडरशिप ने अब सबकुछ बदल दिया है। हमारी खुफिया जानकारी अधिक सटीक है, सुरक्षा बल अधिक सतर्क हैं, आतंक के प्रति उनका रिस्पॉन्स तेज और अधिक प्रभावी है। इस बार आतंकवादियों के प्लान की एक-एक डिटेल खुफिया एजेंसियों के पास एडवांस में थी। उनके ट्रक को पकड़ा गया। आतंकवादियों को मार दिया गया, गोला-बारुद बरामद कर लिया गया और इस बात के सबूत भी इकट्ठे कर लिए गए कि वो पाकिस्तानी थे। अगर देश के प्रधानमंत्री का इरादा मजबूत हो, नीयत साफ हो और हिम्मत हो तो फिर हर खतरे से लड़ा जा सकता है और ये नगरोटा की घटना से साबित भी होती है।

Pakistan-based terror outfit Jaish-e-Mohammed wanted to carry out “something big” on the anniversary of 26/11 Mumbai terror attacks by sending four terrorists with huge cache of weapons and grenades from Jammu border. This was revealed by top intelligence sources on Friday. For those who would like to recall, on November 26, 2008, ten Pakistani terrorists sneaked into Mumbai in boats, and carried out mayhem at twelve major landmarks of the city killing 174 people and wounding more than 300 others.

On Friday, Prime Minister Narendra Modi held a top level meeting of security and intelligence officials and then tweeted: “Neutralising of 4 terrorists belonging to Pakistsan-based terrorist organization Jaish-e-Mohammed and the presence of large cache of weapons and explosives with them indicates that their efforts to wreak major havoc and destruction have once again thwarted. Our security forces have once again displayed utmost bravery and professionalism. Thanks to their alertness, they have defeated a nefarious plot to target grassroots level democratic exercises in Jammu and Kashmir.”

The review meeting with top security brass was attended by Home Minister Amit Shah, National Security Adviser Ajit Doval, foreign secretary, Intelligence Bureau director and RAW chief. Intelligence sources say that our operatives had intercepted conversations between the four slain terrorists and their Pakistani handlers across the border. Based on these intercepts, our security forces were ready to eliminate them, and they did with professional competence. Sources said, the PM was given a detailed report about how our intelligence operatives kept track of the movement of the terrorists leading to their elimination.

The Prime Minister has, for the first time, named the Pakistani terror outfit Jaish-e-Mohammed in his tweet. By praising the bravery and professionalism of our security forces, he has clearly indicated the sea change that has come in the response of our security forces compared to their response during the 2008 Mumbai terror attacks. India has changed a lot since 2008. Our security forces are now swift in their response as soon as they get specific intelligence inputs. This was evident at the Nagrota encounter.

On the contrary, I still remember those dark days when Pakistani terrorists reached Mumbai coast in boats, went up to the major landmarks of the city unchallenged, causing mayhem at Chhatrapati Shivaji Terminus railway station, The Oberoi Trident hotel, The Taj Palace and Tower, Nariman House, Chabad House, Leopold Café, Cama Hospital, Metro Cinema and four other spots. They were indiscriminately killing people and for nearly 18 hours our security forces had no idea about which terror outfit they belonged to. Most of the top security officials in Mumbai at that time were completely puzzled. Some were describing the attackers as part of some crime gangs, some others were describing the attackers as looney characters. It was only around noon the following day that it was clear that they were terrorists who had come from Pakistan.

It so happened that one of the terrorists at Oberoi Trident hotel rang up India TV’s office in Noida and said he wanted to disclose something. The dialect and the accent of the terrorist made it clear that he was a Pakistani. Soon afterwards, intelligence agencies recorded all telephonic calls at the Oberoi and Taj hotels, and it was then revealed that the terrorists were getting live instructions over phone from their handlers sitting in Pakistan.
Narendra Modi’s leadership has completely changed how India responds to Pakistan sponsored terror attacks. Our intelligence is more accurate, security forces are more alert, their response to terror is quicker and more effective. Since the Prime Minister of India has a strong will, a clear vision and courage, we, the people, and our security forces can face all grave threats with poise and dedication. This is what happened at Nagrota.

पाकिस्तान ने फिर वही नापाक और शर्मनाक हरकत करने की कोशिश की जिसकी फिराक में वह पिछले एक साल से था। रात के अंधेरे में पाकिस्तानी दहशतगर्दों ने गोला-बारूद से भरे ट्रक में बैठकर कश्मीर में घुसने की कोशिश की। लेकिन हमारे सुरक्षा बलों के बहादुर जवानों ने सूरज उगने से पहले सभी आतंकवादियों को अंजाम तक पहुंचा दिया। जो लाशों की ढ़ेर लगाने आए थे, वो खुद लाश में तब्दील हो गए।

सुरक्षाबलों और खुफिया एजेंसियों ने बेहतरीन तालमेल का परिचय देते हुए गुरुवार को जम्मू-श्रीनगर हाइवे पर नगरोटा में बान टोल प्लाजा के पास जैश-ए-मोहम्मद के आतंकवादियों को मार गिराया। ये चारों आतंकवादी पाकिस्तान के रहनेवाले थे। सेना, सीआरपीएफ और जम्मू-कश्मीर पुलिस के संयुक्त ऑपरेशन में चारों आतंकवादी मारे गए। 11 एके 47 राइफल, तीन पिस्तौल, चार दर्जन से अधिक हथगोले और 10 किलो आरडीएक्स से लैस ये आतंकवादी चावल और रेत की बोरियों से लदे ट्रक में छिपे थे। ट्रक ड्राइवर फायरिंग और अंधेरे का फायदा उठाकर भाग निकला।

जब ट्रक को हाईवे के चेक प्वॉइंट पर रोका गया तो चारों आतंकवादियों ने फायरिंग शुरू कर दी और ग्रेनेड फेंकने लगे। आतंकियों की घुसपैठ और नगरोटा में एनकाउंटर में इन्हें मार गिराना कश्मीर में सेना और बीएसएफ द्वारा स्थापित बॉर्डर ग्रिड की एक बड़ी सफलता है। मैं अपनी खुफिया एजेंसियों की तारीफ करना चाहुंगा। उन्होंने बहुत पुष्ट जानकारी हासिल की थी। ये कोई आसान काम नहीं होता। इसमें खतरा बहुत होता है। इस जानकारी की वजह से सुरक्षाबलों ने पूरी प्लानिंग के साथ आतंकवादियों का सफाया किया। चूंकि जानकारी पक्की थी इसलिए हमारे सुरक्षाबलों का ज्यादा नुकसान नहीं हुआ। लेकिन जरा सोचिए, अगर जानकारी वक्त पर न मिलती, अगर कहीं चूक हो जाती तो 10 किलो आरडीएक्स, 11 एके 47, 29 हथगोलों से कितना भारी नुकसान हो सकता था। पाकिस्तान अपने मंसूबों में कामयाब हो जाता तो न जाने कितने बेकसूर लोगों की जान चली जाती। जो आतंकवादी मारे गए वो पाकिस्तानी थे। आरडीएक्स पाकिस्तान का था, हथियारों पर चीन की मुहर लगी थी, आतंकियों की पैंट पर कराची का टैग था, उनके पास जो दवाइयां थी उन पर कराची की पैकिंग थी।

इन पाकिस्तानी आतंकवादियों ने एक बड़ी वारदात को अंजाम देने की योजना बनाई थी। ये हथियारों और गोला-बारूद की बड़ी खेप लेकर पूरी तैयारी के साथ आए थे, लेकिन हमारे बहादुर जवानों ने सुबह होने से पहले ही उन्हें ढेर कर दिया। तीन घंटे तक हुई फायरिंग में पुलिस के दो जवान घायल हो गए। मुठभेड़ के दौरान सुरक्षा बलों ने ट्रक को उड़ा दिया। ट्रक के अंदर से चार लाशें, बड़ी मात्रा में हथियार और बहुत सारी बोरियां मिलीं। आतंकवादी इस बात के लिए तैयार थे कि अगर घिर गए तो ट्रक में छिपकर ही सुरक्षाबलों पर हमला करेंगे। उन्होंने वही किया भी। रेत से भरी बोरियों को ढाल की तरह रखा गया था। आतंकवादी बोरियों के बीच में बैठे थे जिससे गोलियां उन तक न पहुंच सकें। लेकिन वो यह नहीं सोच पाए कि गोली की बजाए बम से पूरे ट्रक को भी उड़ाया जा सकता है।

हमारे सुरक्षाबलों के पास पक्की खुफिया जानकारी थी कि जैश-ए-मोहम्मद के कुछ दहशतगर्द हीरानगर और उसके आस-पास के इलाक़े में सरहद पार करने में कामयाब हुए हैं और वो हमला कर सकते हैं। इस सूचना के बाद सारे सिस्टम एक्टिव हो गए। खुफिया एजेंसियों ने वक्त पर बता दिया कि एक ट्रक में आंतकवादी हो सकते हैं। रूट भी पता था और जिस ट्रक पर शक था उसे लगातार ट्रैक किया गया। इस ट्रक ने सुबह 3 बजकर 44 मिनट पर सांबा के ठंडी खुई इलाके का टोल प्लाजा क्रॉस किया। उस वक्त इसे जाने दिया गया। इसके बाद ट्रक को नगरोटा के बान टोल प्लाजा पर रोका गया। इस वक्त तक टोल पर सारी तैयारी हो चुकी थी, सुरक्षाबलों के जवान पूरी तरह से तैयार थे। जैसे ही टोल प्लाजा पर जवानों ने ट्रक के ड्राइवर को जांच के लिए उतारा और पूछताछ करने लगे, ट्रक की जांच कराने को कहा तो ड्राइवर भागने लगा्। इसी बीच ट्रक में मौजूद आतंकवादियों ने फायरिंग शुरू कर दी। सुरक्षा बलों का शक सही था, खुफिया जानकारी पक्की थी। ट्रक में दहशतगर्द थे, लेकिन उनकी फायरिंग से ज्यादा नुकसान नहीं हुआ क्योंकि तैयारी पूरी थी। करीब तीन घंटे तक फायरिंग होती रही क्योंकि ट्रक में मौजूद आतंकवादी रेत से भरी बोरी की आड़ में छिपे थे। अंत में सुरक्षाबलों ने ट्रक को उड़ा दिया और चारों आतंकवादियों को ढेर कर दिया।

सवाल ये है कि बार-बार मुंह की खाने के बाद भी पाकिस्तान ऐसे हमले की कोशिश क्यों करता है और इस वक्त इतने बड़े हमले की प्लानिंग का मकसद क्या था? दरअसल इस समय कश्मीर में जिला विकास परिषद के चुनाव होने वाले हैं। 28 नवंबर से आठ चरणों में ये चुनाव हर जिले में होंगे। स्थानीय स्तर पर विकास का काम इन्हीं चुनी गई जिला परिषद के जरिए होगा। पूरे कश्मीर में जिला विकास परिषदों का गठन किया गया है। हर जिले में लोग जिला विकास परिषद के 14 सदस्यों को चुनेंगे और ये 14 सदस्य अपने चेयरमैन का चुनाव करेंगे। ये जिला परिषद कश्मीर में स्थानीय स्तर पर विकास के लिए जिम्मेदार होंगी। जाहिर है इन परिषदों के पास विकास के लिए काफी फंड होगा। ये जिला परिषद जम्मू कश्मीर में लोकतंत्र को मजबूत करेगी और एक नई लीडरशिप को सामने आने का मौका मिलेगा। अब पाकिस्तान की कोशिश है कि इस वक्त लोगों को डराया जाए। इस चुनाव प्रक्रिया में रुकावट पैदा की जाए। दुर्भाग्य की बात ये है कि हमारे यहां भी ऐसे लोग, ऐसे नेता हैं जो पाकिस्तान की भाषा बोलते हैं। जो जानते हैं कि अगर कश्मीर में विकास हुआ तो उनकी दुकान बंद हो जाएगी।

In a shining example of intelligence sharing between security forces, a joint team of Army and CRPF jawans on early Thursday morning gunned down four Pakistani Jaish-e-Mohammad terrorists near the Ban toll plaza at Nagrota on Jammu-Srinagar highway. The terrorists, armed with 11 AK-47 rifles, three pistols, and more than four dozen grenades and 10 kg RDX, were hiding in a truck loaded with rice and sand bags. The truck driver fled in the darkness taking advantage of the melee.
When the truck was intercepted at the highway checkpoint, the four terrorists started firing and threw grenades. The terrorists were carrying medicines with Karachi markings and their trouser tags established their Pakistani origin.
The interception and gunning down of four Jaish terrorists at Nagrota is an example of another success of the border grid set up by the Army and Border Security Force at the Line of Control in Kashmir. I salute the intelligence officers who gathered specific inputs about the movement of these terrorists and passed them on to Army and state police, resulting in a brilliant coordinated effort.
The Pakistani terrorists had planned to carry out a major strike and had come prepared with a huge cache of weapons and ammunitions, but they were eliminated before the break of dawn by our valiant jawans. In the three-hour shootout, two police jawans were injured. The truck was blown up by security forces during the encounter.
Intelligence agencies were keeping track of the truck carrying the terrorists after inputs came that infiltrators had crossed over to India near Hiranagar at the international border. The truck was allowed to cross the toll plaza at Thandi Khui area of Samba at around 3.44 am. When it reached the Ban toll plaza, the army and CRPF jawans were fully prepared. They asked the driver to come out and open the truck for search. Soon firing started and the encounter was over within three hours. The encounter took longer because the terrorists were hiding behind sand bags.
The huge quantity of arms and ammunitions along with explosives clearly suggest that Pakistan was plotting to carry out a big terror attack to disrupt the District Development Council polls that are going to begin from November 28 in eight phases. The aim was to strike terror in the hearts of candidates and voters during these crucial polls, in which representatives will be elected to carry out developmental work in the districts. The saddest part is that there are political forces in the Valley who are still towing Pakistan’s line, because they know that their political existence will come to an end if there is all-round development in Jammu and Kashmir.

दिल्ली में कोरोना वायरस से बुधवार को 131 लोगों की मौत हो गई जो एक दिन में हुई सबसे ज्यादा मौत है। इसके साथ ही राजधानी में कोरोना से मरनेवालों का कुल आंकड़ा 7,943 हो गया है। बुधवार को 7,486 नए मामले आने के साथ ही दिल्ली में कोरोना संक्रमितों का कुल आंकड़ा पांच लाख को पार कर 5,03,084 तक पहुंच गया है। देश की राजधानी में इस महामारी ने अपना उग्र रूप ले लिया है। दिल्ली अब कोरोना से बुरी तरह प्रभावित शहरों की लिस्ट में नंबर वन पर है।

दिल्ली में खतरा कितना बड़ा है, इसका अंदाजा शायद दिल्ली वालों को अभी नहीं है। पिछले 15 दिनों में एक लाख से ज्यादा मामले सामने आए हैं। कोरोना के मामले अचानक बढ़ने से राजधानी का हेल्थ इंफ्रास्ट्रक्चर भी प्रभावित हुआ है। अस्पतालों में आईसीयू बेड की कमी हो गई है। वेंटिलेटर सपोर्ट वाले 92 प्रतिशत और बगैर वेंटिलेटर सपोर्ट वाले 88 प्रतिशत आईसीयू बेड फुल हो चुके हैं। कोरोना मरीजों के परिजन वेंटिलेटर वाले बेड की तलाश में एक हॉस्पिटल से दूसरे हॉस्पिटल का चक्कर लगा रहे हैं। सार्वजनिक क्षेत्र का उपक्रम भारत इलेक्ट्रॉनिक्स हालात की गंभीरता को देखते हुए आपात स्तर पर बेंगलुरु से 250 वेंटिलेटर भेज रहा है। लेकिन जिस तरह से आंकड़े बढ़ रहे हैं, वेटिंलेटर्स की यह संख्या पर्याप्त नहीं हैं।

डायबिटीज और मोटापे से पीड़ित लोगों में मृत्यु दर बहुत ज्यादा है। मेडिकल एक्सपर्ट्स के मुताबिक यह दिल्ली में कोरोना संक्रमण की तीसरी लहर है। इससे पहले कोरोना संक्रमण की पहली लहर जून में और दूसरी सितंबर में देखी गई थी। दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने हालात का जायजा लेने के लिए LNJP और गुरु तेग बहादुर अस्पतालों का दौरा किया। उन्होंने वादा किया है कि अगले कुछ दिनों में 663 ICU बेड बढ़ाए जाएंगे। केंद्र ने 750 अतिरिक्त बेड उपलब्ध कराने का आश्वासन दिया है।

रेलवे ने दिल्ली वालों की मदद के लिए शकूर बस्ती स्टेशन पर 50 मेडिकल कोचेज की तैनाती की है। एक कोच में 16 बेड हैं, यानि सिर्फ शकूरबस्ती स्टेशन पर 800 कोरोना मरीजों के इलाज का इंतजाम है। दिल्ली सरकार बड़े पैमाने पर आरटी-पीसीआर कोविड टेस्ट कराने जा रही है और इस महीने के अंत तक इसे बढ़ाकर 60 हजार रोजाना टेस्ट करने की तैयारी की है। दिल्ली हवाई अड्डे के पास DRDO अस्पताल और दक्षिणी दिल्ली के छतरपुर में 10,000 बेड के कोविड केयर सेंटर में तैनाती के लिए केंद्रीय अर्धसैनिक बलों के 45 डॉक्टरों और 160 पैरामेडिक्स को भेजा गया है।

अपने प्राइम टाइम शो ‘आज की बात’ में दशहरा के बाद से दिल्ली के प्रमुख बाजारों और दुकानों में भारी भीड़ को लेकर मैं चेतावनी दे रहा था। भीड़ ऐसी कि जिसमें एक इंच भी जगह नहीं थी। दिवाली खत्म होने के बाद भी बुधवार को हमने फिर से साउथ दिल्ली के सरोजिनी मार्केट में भारी भीड़ की तस्वीरें दिखाई। कमोबेश ऐसी ही तस्वीरें चांदनी चौक, गांधी नगर, सदर बाजार और लाजपत नगर में भी देखने को मिलीं। अब समय आ गया है कि कोरोना के गाइडलाइंस, इससे जुड़े दिशा-निर्देशों का सख्ती से पालन किया जाए नहीं तो हालात नियंत्रण से बाहर हो सकते हैं।

कोरोना के खतरे का सबसे भयानक और डरावना असर दिख रहा है दिल्ली के कब्रिस्तानों और श्मशानों में। श्मशान घाटों से फिर वही तस्वीरें आ रही हैं जो मई-जून में आती थीं। चार महीने पहले हालात ऐसे थे कि सिर्फ सीएनजी और इलैक्ट्रिक क्रीमेटोरियम से काम नहीं चल रहा था इसलिए लकड़ी की चिता पर लाशें जलाई जा रही थी। अब दिल्ली में फिर से लकड़ी की चिताएं जलने लगी है। प्रशासन ने कोरोना की वजह से हो रही मौतों की संख्या को देखते हुए लकड़ी की चिता पर अन्तिम संस्कार की इजाजत दी गई है। इसके आलावा निगमबोध घाट पर अन्तिम संस्कार के लिए तीन और इलेक्ट्रिक भट्टियां बनाई गई हैं।

ऐसे समय में जब महामारी से लड़ने के लिए सभी दलों के नेताओं को हाथ मिलाना चाहिए था, लेकिन इसकी बजाय नेता राजनीति में व्यस्त हैं। खासकर यमुना के किनारे छठ पूजा को लेकर खूब राजनीति हो रही है। दिल्ली में सार्वजनिक जगहों पर छठ पूजा बैन करने के दिल्ली सरकार के फैसले का बीजेपी तीखा विरोध कर रही है। इसे लेकर बीजेपी और आम आदमी पार्टी के नेताओं में तीखी जुबानी जंग हुई। दिल्ली बीजेपी के पूर्व अध्यक्ष और सांसद मनोज तिवारी ने सीएम अरविंद केजरीवाल को अपशब्द तक बोल दिया। मनोज तिवारी ने ट्वीट करके..केजरीवाल को ‘नमक हराम’ कह दिया। मनोज तिवारी ने कहा कि गाइडलाइंस के नाम पर केजरीवाल झूठा ड्रामा कर रहे हैं। उनका कहना था कि केजरीवाल ने अपने समर्थकों की भीड़ के साथ अक्षरधाम में दिवाली क्यों मनाई? और अब लोगों को छठ पूजा करने से मना कर रहे हैं। मनोज तिवारी ने अपने इसी ट्वीट में पूछा कि केजरीवाल सरकार ने दिल्ली में बार-रेस्तरां को 24 घंटे खोलने की अनुमति क्यों दी है?

बुधवार को दिल्ली हाईकोर्ट ने छठ पूजा को लेकर दिल्ली सरकार के फैसले को बरकरार रखा। दिल्ली की केजरीवाल सरकार ने सार्वजनिक जगहों पर छठ पूजा करने पर रोक लगाई थी। केजरीवाल सरकार के फैसले को दुर्गा जन सेवा ट्रस्ट ने दिल्ली हाईकोर्ट में चुनौती दी थी। हाईकोर्ट ने सुनवाई के दौरान याचिकाकर्ता को कड़ी फटकार लगाई और दिल्ली सरकार के फैसले में दखल देने से इनकार कर दिया। हाईकोर्ट ने अपने आदेश में कहा कि सार्वजनिक जगहों पर छठ पूजा के लिए लोगों को इकट्ठा होने की इजाजत देना संक्रमण को तेजी से बढ़ने की अनुमति देना होगा। हाईकोर्ट ने कहा कि दिल्ली में कोरोना की तीसरी लहर आ चुकी है और लोगों को भीड़ की इजाजत देने से महामारी और तेजी से फैलेगी। हाईकोर्ट ने कहा कि त्योहार के लिए ज़िंदा रहना ज़रूरी है। सुनवाई के दौरान जस्टिस हिमा कोहली और जस्टिस सुब्रमनियम प्रसाद की बेंच ने याचिकाकर्ता पर तीखे कमेंट किए। ट्रस्ट ने अपनी याचिका में छठ पूजा के लिए एक हजार लोगों के जमा होने की इजाजत मांगी थी। हाईकोर्ट ने कहा-‘ओह रियली..आज जब दिल्ली सरकार शादी के लिए पचास से ज्यादा लोगों को इकट्ठा होने की इजाजत नहीं दे रही है, आप चाहते हैं कि एक हजार लोगों को पूजा की इजाजत दी जाए। ऐसा कैसे हो सकता है? कोर्ट ने कहा-‘आज के समय में ऐसी याचिका जमीनी हकीकत से कोसों दूर है।’

दिल्ली में कोरोना इतनी तेजी से क्यों बढ़ा ये कोई राज नहीं है। पिछले पंद्रह दिनों में लोग खरीददारी करने बाजारों में पहुंचे, ये तो हम सबने देखा है। लेकिन कितने लोग एक-दूसरे से गले मिले ये हमने नहीं देखा। परिवार में पार्टियां हुई और पूरे के पूरे परिवार संक्रमित हो गए। जिन्होंने दीवाली घर में मनाई, पूजा भी ऑनलाइन की वो सुरक्षित हैं। अब शादियां आने वाली हैं तो पार्टियां शुरू हो गई और पार्टियों में न तो संख्या पर कोई रोक लगी और न किसी ने कोरोना से बचने के बारे में सोचा। इस मस्ती के माहौल का असर ये हुआ कि दिल्ली में कोरोना के मामलों में अचानक से उछाल आ गया। अब सरकार भी कन्फ्यूज है कि करे तो क्या करें….कितने लोगों का मास्क न पहनने पर चालान करें..जब हजारों लोग एक साथ नियम तोड़ते हैं तो कौन किसको पकड़े? बाजार बंद करें तो कोराबार का नुकसान और बाजार खोले तो लोगों की भीड़ बेकाबू। दूसरी बात ये कि अगर कुछ बाजार बंद कर भी दिए जाएं तो इससे क्या फर्क पड़ेगा, कुछ दुकानदारों की रोजी-रोटी मारी जाएगी। जिन लोगों को बाजार जाना है, घर से निकलना है, वो लोग उन मार्केट में भीड़ लगाने पहुंच जाएंगे जो खुले रहेंगे। इसलिए लॉकडाउन या बाजार बंद करने का अब फायदा नहीं दिखता। एक बात और है- ये त्योहारों का मौसम है। दिल्ली सरकार ने दीवाली की भीड़ से सीख ली और दिल्ली में घाटों पर छठ पूजा पर पाबंदी लगा दी, लेकिन दिल्ली सरकार को इस बात का अंदाजा नहीं था कि लोग छठ के लिए अपने अपने घर जाने के लिए भी निकलेंगे। बस स्टैंड और रेलवे स्टेशन्स पर लोगों की भारी भीड़ नजर आ रही है।

दिल्ली में कोरोना की हालत कितनी खराब है, ये डॉक्टर्स से ज्यादा बेहतर कोई नहीं बता सकता। बुधवार को मैंने दिल्ली के 5 बड़े डॉक्टर्स से बात की। ये सब डॉक्टर्स ब़ड़े-बड़े हॉस्पिटल के साथ जुड़े हुए हैं। सबने कहा कि दिल्ली में हालत विस्फोटक और खतरनाक हैं। डॉक्टर्स ने कहा कि हमें अपने मरीज़ों के लिए आईसीयू में बेड्स नहीं मिल रहे हैं। 10-10 हॉस्पिटल में फोन करके आईसीयू बेड के लिए गुहार लगानी पड़ती है, हाथ जोड़ने पड़ते हैं। इन डॉक्टर्स ने बताया कि इतनी मारामारी है कि कई मामलों में आईसीयू बेड के इंतजार में मरीजों की मौत हो गई। डॉक्टर्स का कहना है कि ये कहना तो बहुत आसान है कि और आईसीयू बेड्स बढ़ा दिए जाएंगे। लेकिन आईसीयू बेड को मैनेज करने के लिए डॉक्टर्स चाहिए.. नर्सेस चाहिए, ये कहां से आएंगे? डॉक्टर्स ने कहा कि अगर लोग नहीं संभले तो हालात भयानक हो जाएंगे, कैजुअल्टीज बहुत बढ़ जाएंगी।

जब मैंने डॉक्टर्स से पूछा कि रास्ता क्या है? करें क्या? तो उन्होंने कहा कि रास्ता वही है जो आप पिछले 8 महीने से रोज बताते हैं। मास्क लगाइए, सोशल डिस्टेंसिंग का पालन करिए और बार – बार हाथ धोते रहिए। डॉक्टर्स का कहना है कि हम जिस व्यक्ति से भी मिलते हैं उसको पॉजिटिव मान कर चलना चाहिए। मास्क लगाने के लिए जिद करनी चाहिए और दो लोगों ने मास्क लगाया हो तो भी 2 गज की दूरी रखनी चाहिए। मैं तो आपसे फिर यही कह सकता हूं 2 गज की दूरी और मास्क है जरुरी। त्योहार तो बाद में भी मना सकते हैं, दोस्तों से गले बाद में भी मिल सकते हैं, लेकिन ये सब करने के लिए जिंदा रहना जरुरी है।

छठ पूजा को लेकर दिल्ली में जो राजनीति चल रही है उसके बारे में तो मेरा कहना है कि दिल्ली में तीस से पैंतीस प्रतिशत वोटर बिहार से, पूर्वांचल से हैं। दिल्ली में कुल एक करोड़ चालीस लाख वोटर है। इनमें से बिहार, पूर्वांचल के वोटर्स की तादाद करीब चालीस लाख है। इसलिए सभी पार्टियों की कोशिश होती है कि पूर्वांचल के लोगों के साथ खड़े रहें, उनका समर्थन हासिल करें, उनकी भावनाओं का ख्याल रखें। लेकिन कोरोना के वक्त में घाटों पर छठ पूजा की मांग करना मैं ठीक नहीं मानता। कोरोना के इस वक्त में तो ये जरूरी है कि पूर्वांचल के लोगों को ये समझाया जाए कि घऱ में रहिए, घाटों से दूर रहेंगे तो कोरोना से बचे रहेंगे। जब दिवाली पूजन घर में रहकर हो सकती है तो छठ की पूजा और भगवान को अर्घ्य भी दिया जा सकता है। लेकिन सब बातें सियासी पिच पर फिट नहीं बैठती क्योंकि सिर्फ दिल्ली में नहीं मुंबई में भी छठ को लेकर सियासत हो रही है। वजह भी वही है। मुंबई में भी बिहार और पूर्वांचल के लोगों की संख्या सियासी समीकरण तय करने लायक है, जीत हार का फैसला करती है। इन लोगों से भी मेरी यही अपील है कि घर में रहिए और कोरोना से बचिए।

Delhi recorded its highest daily Covid death toll of 131 on Wednesday, taking the total to 7,943 deaths. The total number of Covid cases in the capital crossed five lakhs and is presently at 5,03,084. On Wednesday, 7,486 new cases were reported. The pandemic is on a big surge in Delhi, which is now on top of the list of cities hit by Covid in India.

The picture is clear. The Covid virus infection is spreading fast among the people of Delhi, with one lakh cases reported in the last 15 days.
The spurt in Covid cases has affected the health infrastructure in the capital, with hospitals running out of ICU beds. Ninety-two per cent of ICU beds will ventilator support, and 87 per cent ICU beds without ventilator support are full. Relatives of Covid patients are running from one hospital to another in search of ventilators. The public sector undertaking Bharat Electronics is sending 250 ventilators from Bengaluru to Delhi on emergency basis, but this number seems to be insufficient.

The death rate is very high among people suffering from diabetes and obesity. According to medical experts, this is the third wave of Covid infections in Delhi, with the previous two noticed in June and September. Delhi chief minister Arvind Kejriwal visited LNJP and Guru Tegh Bahadur hospitals to assess the current situation. He has promised an increase of 663 ICU beds in the next few days, with the Centre assuring to provide 750 additional beds.

Indian Railways is converting rail coaches into a 800-bed Covid care-cum-isolation facility at Shakur Basti railway station.
Delhi government is going to ramp up mass RT-PCR Covid testing to 60,000 daily by month-end. 45 doctors and 160 paramedics from central paramilitary forces have been flown in for deployment at DRDO hospital near Delhi airport and at the 10,000-bed Covid care centre in Chhatarpur, South Delhi.

In my prime time show ‘Aaj Ki Baat’, I had been warning since Dussehra festival about huge crowds of shoppers flocking to major Delhi markets, with not an inch of space left to even stand separately. On Wednesday, we again showed visuals of huge crowds at Sarojini Market in south Delhi, even after Diwali festival is over. The situation is similar in other major markets like Chandni Chowk, Gandhi Nagar, Sadar Bazar and Lajpat Nagar. Time has come to strictly enforce Covid norms otherwise the situation may go out of control.

In crematoriums and cemeteries, the scenes are heart rending. Three more electric crematoriums are coming up at Delhi’s Nigam Bodh Ghat to cope with the influx of bodies of Covid victims. Cemeteries are fast running out of space.

At a time when politicians of all hues should have joined hands to fight the pandemic, we notice politics in full flow over the issue of allowing Chhath Puja at the ghats of Yamuna river. On Wednesday, BJP MP Manoj Tiwari used the word ‘namak haraam’ in his tweet against Arvind Kejriwal. Tiwari was questioning why Kejriwal celebrated Diwali with a crowd of his supporters at Akshardham temple, and is now refusing to allow Chhath festival in public. In the same tweet, he asked why Kejriwal govt has allowed round-the-clock bars and restaurants in Delhi.

On Wednesday, the Delhi High Court upheld the state government’s ban on public gatherings during Chhath festival, saying any such event “could turn into a super spreader of the infection”. The High Court said, “right to life and health of the public at large cannot be sacrificed at the altar of a right to celebrate a festival.”

It is no secret why the pandemic spread all of a sudden in Delhi. There were huge crowds in markets for several consecutive days, but few people may have seen how people gathered at Diwali parties, shook hands, hugged one another and unintentionally spread the virus. There were family dinners and parties, after which entire families got the virus. The Delhi government was at its wits’ end. How many people could be challaned for not wearing masks, when entire crowds were moving around without a single mask on. Had the markets been locked down, it could have affected business and economy. Thousands of people turned up at railway stations and bus stands to go to their home states to celebrate Chhath Puja. Clearly, Delhi government could neither anticipate nor control the crowds.

On Wednesday, I spoke to five top doctors from reputed Delhi hospitals. They described the Covid situation in Delhi as “explosive, grave and life threatening”. The doctors disclosed how they had to phone several hospitals to beg for an ICU bed with ventilator to save their patients. Some of them revealed how their patients died while waiting for ventilators. Even if the number of ICU beds is increased, doctors and paramedics are required to take care of patients lying on those beds in ICU. There is a shortage of doctors and health care workers too.

When I asked them about the way out of this crisis, the doctors said, it is the same that we have been saying for the last eight months. Wear masks, maintain social distancing and frequently wash your hands after returning home or after touching objects that enter your home from outside.

About the ugly politics that is going on in Delhi over the ban on Chhath Puja, I have this to say. There are 30 to 35 per cent people from Bihar and UP staying in Delhi. Out of 1.4 crore voters, there are 40 lakh voters from UP, Purvanchal and Bihar. Most of the political parties try their best to articulate the grievances of this community. But given the present Covid crisis in Delhi, I feel, political leaders should not insist on public gatherings to celebrate Chhath festival.

Perform Chhath Puja at home. If one can perform Diwali Puja at home, then one can also celebrate Chhath festival and offer prayers to Sun God. It is not wise to drag politics in matters relating to public health and religious faith. This applies not only to Delhi, but also to Mumbai, where a large number of people from UP and Bihar celebrate Chhath festival in public.

आज सबसे पहले आपको चेतावनी दे दूं कि अगर कोरोना को लेकर लापरवाही जारी रही, कोरोना को लेकर जारी की गई गाइडलाइंस का उल्लंघन होता रहा तो एक बार फिर लॉकडाउन जैसी पाबंदियां लग सकती हैं। कम से कम दिल्ली में तो ऐसे ही हालात बन चुके हैं। दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल ने साफ-साफ कह दिया कि अगर लोगों के व्यवहार में बदलाव नहीं आया, लोगों ने गंभीरता नहीं दिखाई, बाजारों में भीड़ लगाना बंद नहीं किया तो एक बार फिर पाबंदियां लग सकती हैं। इसके लिए दिल्ली सरकार ने केन्द्र सरकार से इजाजत मांगी है। केजरीवाल सरकार ने दिल्ली के उन ‘हॉटस्पॉट’ बाजारों में लॉकडाउन की इजाजत मांगी है, जहां कोरोना को लेकर गाइडलाइंस का उल्लंघन किया जा रहा है। वहीं, दिल्ली सरकार ने पहले ही शादियों और सामाजिक समारोहों में मेहमानों की संख्या 200 से घटाकर 50 तक सीमित कर दी है।

कोरोना वायरस संक्रमण को लेकर दिल्ली में हालात वाकई में खराब हैं। सितंबर के अंतिम सप्ताह से 12 अक्टूबर तक दिल्ली में कोरोना के मामलों में गिरावट आ रही थी। लेकिन इसके बाद यहां कोरोना के मामले अप्रत्याशित रूप से बढ़ने लगे। अब नतीजा ये है कि दिल्ली के अस्पताल कोरोना मरीजों से भर गए हैं। यहां के अस्पतालों में आईसीयू बेड की कमी होने लगी है। दिल्ली में आईसीयू बेड की संख्या बढ़ाने के लिए केंद्र की मदद लेनी पड़ी और डीआरडीओ से सहयोग से इनकी संख्या बढ़ाई जा रही है। दिल्ली की आबादी दो करोड़ के आसपास है, यानि देश की आबादी का करीब डेढ़ प्रतिशत, लेकिन देश में कोरोना के जितने मामले रोज मिल रहे हैं उनमें से करीब 13 प्रतिशत मामले केवल दिल्ली से आ रहे हैं। दिल्ली में पिछले दो दिनों में कोरोना वायरस से रोजाना करीब 100 मौतें हो रही हैं। यानि देश में कोरोना से मरने वाला हर चौथा शख्स दिल्ली का है।

अकेले नवंबर महीने में दिल्ली में कोरोना वायरस से अबतक 1,300 लोगों की मौत हो चुकी हैं। मृतकों में अधिकांश डायबिटिज से ग्रसित थे। दिल्ली में कोरोना से होनेवाली मौतों का आंकड़ा 7,812 हो गया है। मंगलवार को 6,396 पॉजिटिव मामले सामने आने के साथ ही यहां कोरोना के कुल मामले 4.95 लाख से ज्यादा हो गए हैं। दिल्ली कोरोना ऐप पर जारी आंकड़ों के मुताबिक दिल्ली के 90 फीसदी वेंटिलेटर वाले आईसीयू बेड और बिना वेंटिलेटर वाले 88 फीसदी आईसीयू बेड फुल हो चुके हैं। कोरोना के गंभीर लक्षण वाले मरीज आईसीयू बेड की तलाश में एक अस्पताल से दूसरे अस्पताल में भटक रहे हैं।

असल में कोरोना के खतरे को सब देख रहे हैं, लेकिन इसकी परवाह नहीं कर रहे हैं। सब जानते हैं कि कोरोना खतरनाक है, इसकी कोई दवा नहीं, कोई वैक्सीन नहीं हैं। लेकिन जो लोग ये मानते हैं कि कोरोना दूसरों को हो सकता है और उनका कुछ नहीं बिगाड़ पाएगा, वही लोग पूरे समाज को खतरे में डाल रहे हैं। ऐसे लोगों की लापरवाही के कारण अब हालत ये हो गई कि दोबारा वही दौर लौट सकता है जो अप्रैल से लेकर जून के महीने में था। वही स्थिति हो सकती है जब सड़क, बाजार, दफ्तर सबकुछ लॉकडाउन की वजह से वीरान हो गए थे।

अगर आंकड़ों की नजर से देखें तो देश में कोरोना जिस रफ्तार से काबू में आ रहा है, दिल्ली में उसी रफ्तार से बढ़ रहा है। कोई नहीं चाहता कि फिर से लॉकडाउन लगे। कोई नहीं चाहता कि पांबिदयां हों। लेकिन जो तस्वीरें हमने आपको इंडिया टीवी पर दिखाई, उससे आप समझ जाएंगे। मैं कुछ दिन से लगातार इस खतरे से आगाह कर रहा हूं। बाजारों में जबरदस्त भीड़ है। सरोजनी नगर, चांदनी चौक, चावड़ी बाजार, लाजपत नगर, सदर बाजार और गांधी नगर जैसे कई बाजार हैं, जहां न तो कोई सोशल डिस्टेंसिंग का पालन कर रहा है और मास्क पहनने में भी लोग लापरवाही बरत रहे हैं। इन बाजारों में पैर रखने की जगह नहीं है। ज्यादातर लोगों ने मास्क तो लगा रखा है लेकिन ठीक से नहीं लगाया। काफी लोग ऐसे भी दिखे जो बिना मास्क के ही भीड़ में घूम रहे थे। लोग मास्क न लगाने के दर्जनों बहाने बनाते हैं। हर किसी की अपनी दलील है, लेकिन ये नहीं जानते कि इस गलती का अंजाम बहुत भयानक है। उन्हें दिल्ली के श्मशानों की तस्वीरें देखनी चाहिए जहां शवों की लंबी कतार है।

दिल्ली में कोरोना से मरने वालों की तादाद मई-जून के महीने से भी ज्यादा हो गई है। जून में औसतन 75 लोगों की मौत हर रोज हो रही थी। ये वो वक्त था जब दिल्ली में कोरोना पीक पर था। लेकिन अब पिछले दस दिन से दिल्ली में कोरोना से मरने वालों का आंकड़ा हर रोज करीब सौ है। इससे आप हालात की गंभीरता का अंदाजा लगा सकते हैं। श्मशान घाट हो या फिर कब्रिस्तान, हर जगह फिर से मौत का ताडंव दिखने लगा है। कब्रिस्तानों में जगह नहीं बची है। श्मशान में अन्तिम संस्कार के लिए लाइनें लग रही हैं। अलग से इंतजाम करने पड़ रहे हैं। अकेले निगमबोध घाट पर कोरोना की वजह से मरने वाले 20 से 25 लोगों का अंतिम संस्कार रोज हो रहा है, जबकि दस दिन पहले तक निगमबोध घाट में सिर्फ कोरोना के मरीजों के 5 से 7 शव ही आते थे। हालात का अंदाजा आप इस बात से लगा सकते हैं कि निगम बोध घाट इलेक्ट्रिक और सीएनजी से चलने वाला श्मशान घाट है लेकिन कोरोना की वजह से जिस तरह से मौतों का आंकड़ा बढ़ रहा है, उसके बाद लकड़ी से भी शव जलाने की मंजूरी दी गई है।

जो दिक्कत श्मशान घाटों पर है वही दिक्कत कब्रिस्तानों में भी हो रही है। दिल्ली के कब्रिस्तानों में जगह कम पड़ने लगी है। हमारे संवाददाता ने दिल्ली में आईटीओ के पास जदीद कब्रिस्तान का जायजा लिया। यह दिल्ली का सबसे बड़ा कब्रिस्तान है। कोरोना से मरने वाले लोगों को दफनाने के लिए यहां अलग से करीब 10 बीघा जमीन दी गई थी, लेकिन अब जिस रफ्तार से कोरोना मरीजों के शव आ रहे हैं उसके बाद लगता है कि अगले बीस दिन में ये कब्रिस्तान पूऱी तरह भर जाएगा। बीस दिन के बाद कब्रिस्तान के लिए नई जगह खोजनी पड़ेगी।

दिल्ली में पिछले दस-बारह दिन में कोरोना के मामले इतनी तेजी से क्यों बढ़े, ये कोई ठीक से नहीं बताता। किसी ने कहा कि लोगों ने बाजारों में भीड़ लगाई, वहां कोरोना के सुपरस्प्रैडर आ गए इसलिए मामले बढ़े। किसी ने कहा कि दिल्ली में पिछले एक महीने में प्रदूषण तेजी से बढ़ा है। प्रदूषण की वजह से सांस की बीमारियां होती है और जब सांस की तकलीफ होती है, फेफड़े कमजोर होते हैं तो कोरोना वायरस और तेजी से फैलता है। किसी ने कहा कि कोरोना के मामले इसलिए बढ़ गए क्योंकि दिल्ली में सर्दी बढ गई है। किसी एक आदमी को वायरस का संक्रमण होता है तो लोग घर के अंदर होते हैं और ऐसे में वायरस एक-दूसरे को संक्रमित कर देता है।

मेरा सुझाव ये है कि थोड़े दिन और सब्र करें और कन्ट्रोल रखें। घर पर रहें और भीड़ वाली जगहों में न जाएं। मिलना-जुलना कम करें। बाहर निकलें तो मास्क जेब में न रखें बल्कि मुंह पर लगाएं। मास्क मुंह पर लटकाएं नहीं, ठीक से लगाकर निकलें। यही आपको बचाएगा। एक-दूसरे से दूरी बनाकर रखें। थोड़े दिन की बात और है, हिम्मत रखें और सावधानी बरतें। कोरोना की ज्यादातर वैक्सीन ट्रायल के फाइनल स्टेज में है। पूरी उम्मीद है कि वैक्सीन जल्दी आएगी और आप जानते हैं कि उम्मीद पर तो दुनिया कायम है।

At the outset, let me caution all of you that if we continue to defy Covid protocol, a situation may develop where lockdown may be enforced again in Delhi. The present situation is such that lockdown may become a necessity. Delhi Chief Minister Arvind Kejriwal has clearly said that if people do not stop crowding market places, lockdown in crowded markets may be enforced soon. Kejriwal has sought the Centre’s permission to go ahead with lockdown in ‘hotspot’ markets where Covid guidelines are being violated. Already, Delhi government has restricted number of guests at weddings and social functions from 200 to 50.
The Covid situation in Delhi is alarming. After showing a declining trend from the last week of September till October 12, Delhi has witnessed an unabated rise in the number of new and active Covid cases, resulting in shortage of ICU beds in hospitals. The Centre had to step in with help from DRDO to augment the number of ICU beds for Covid patients in Delhi.
Delhi’s population is presently a little more than 2 crores, roughly 1.5 per cent of India’s population. Thirteen per cent of new Covid cases in India are now being reported from Delhi. There have been roughly 100 Covid-related deaths in Delhi daily for the last two days. Every fourth person presently dying in India of Covid is from Delhi.
In November alone, 1,300 people died of Covid in Delhi and among them diabetics are the worst-hit. The number of Covid-related deaths in Delhi has reached 7,812., while the total tally of Covid cases has crossed 4.95 lakhs with 6.396 cases reported on Tuesday. According to data shared by hospital on Delhi Corona App, 90 per cent ICU beds with ventilator support are presently occupied and 88 per cent ICU beds without ventilator speed are currently occupied. Covid patients having critical symptoms are running from one hospital to another in search of ICU beds.
The most worrying part is that people in Delhi know Corona is a serious disease, there are no medicines for cure or prevention, and the vaccine is not yet ready. Yet most of the people crowding market places have this false belief that they will remain untouched while others may suffer from Corona. Such people are putting the entire society at risk. Because of the vanity and irresponsible attitude of such people, the days of April to June may return to Delhi, when roads, markets and offices will again look deserted due to strict lockdown.
At a time when other cities and states of India are witnessing a gradual fall in number of Covid cases, Delhi stands out as an exception. Nobody loves to enforce a lockdown, but the visuals that we have shown on India TV of crowds in big markets of Delhi for the last several weeks should serve as a warning. Sarojini Nagar, Lajpat Nagar, Chandni Chowk, Sadar Bazar, Chawdi Bazar, Gandhi Nagar and similar other markets had been witnessing huge crowds daily. Most of the people do not wear masks. Social distancing in such a crowd is out of the question. While violators give umpteen number of excuses for not wearing masks, they should watch visuals of the number of bodies that are reaching the crematoriums of Delhi.
In June, when the pandemic was at its peak, there were, on average, 75 Covid-related deaths daily in Delhi, and now it has shot up to almost one hundred. Because of the surge in the number of deaths, there is acute shortage of space in cemeteries and there are long queues of people waiting with bodies outside crematoriums. There are daily 20 to 25 Covid-related cremations at Nigam Bodh Ghat, while this number was hardly between 5 and 7 ten days ago. The Ghat has both electric and CNG crematoriums, but because of the rush, permission has now been given to cremate bodies even on wooden pyres.
Our reporter visited the Jadeed Qabristan near Delhi’s ITO, and found that the ten bighas of land allotted for burying Covid victims is now almost full. If the momentum continues, the cemetery may run out of space in the last twenty days for giving victims a decent burial.
Nobody is quite sure why there has been a sudden surge in the number of Covid cases in Delhi. Apart from the reason cited about huge crowds in markets, the other reason being given is about the severe air pollution that has taken Delhi in its grip during the last one month. There are also experts who cite the onset of winter resulting in many cases of cough and cold. The average Delhite is wondering what to do: even if one stays at home, spread of droplets from somebody coughing could be infectious.
My advice is: better stay at home, avoid going to crowded places and meeting people, always wear a mask when you step outside and maintain at least six feet distancing. This will help all of us to tide over the present crisis. The present peak in Delhi is bound to decline, but keep patience, have courage and stick to guidelines. Most of the vaccines are in the final stages of trial. The sooner the vaccine comes, the better. Let us hope for the best.

नीतीश कुमार ने सोमवार को 7वीं बार बिहार के मुख्यमंत्री के तौर पर शपथ ली। पटना में हुए शपथ ग्रहण समारोह में 12 अन्य मंत्रियों ने भी शपथ ली। इनमें बीजेपी और जेडीयू से 5-5 मंत्री थे, जबकि एक-एक मंत्री HAM और VIP से थे। बड़ी बात यह है कि इस टीम को कैप्टन ने खुद नहीं चुना है, बल्कि यह टीम उन्हें चुनकर दी गई है।

ऊपर से तो सबकुछ ठीक-ठाक दिखाई दिया, लेकिन अंदर ही अंदर बहुत सारे सवाल उठाए गए। सबसे पहला सवाल तो यही था कि हर बार नीतीश कुमार की सरकार में उपमुख्यमंत्री रहने वाले सुशील कुमार मोदी को इस बार मंत्रिमंडल से बाहर क्यों रखा गया? उनके भविष्य को लेकर अटकलें अभी भी तेज हैं। बिहार की सरकार में बीजेपी पहली बार सीनियर पार्टनर के रूप में उभरी है और नीतीश कुमार की जेडीयू जूनियर पार्टनर बन गई है। इसलिए पूछा जा रहा है कि क्या नीतीश कुमार पर पहले से ज्यादा बंधन लगाए जाएंगे।

बीजेपी ने एक को छोड़कर बाकी नए लोगों को मंत्री बनाया है। ऐसे में सवाल उठता है कि बीजेपी के पुराने अनुभवी नेताओं का क्या होगा? नीतीश कुमार ने जेडीयू के ज्यादातर पुराने और अनुभवी नेताओं को मंत्रिमंडल में जगह दी है, तो सवाल यह है कि जेडीयू के नए नेताओं का क्या होगा?

69 साल के नीतीश कुमार मुख्यमंत्री के रूप में यह आखिरी पारी होगी। सोमवार को सभी की निगाहें भारतीय जनता पार्टी के दो उपमुख्यमंत्रियों तारकिशोर प्रसाद और रेणु देवी पर टिकी थीं, जो कि मंच पर मुख्यमंत्री नीतीश कुमार के अगल-बगल बैठे थे। इन दोनों ने पूर्व उपमुख्यमंत्री सुशील कुमार मोदी की जगह ली, जो नीतीश कुमार के विश्वासपात्र थे। सुशील कुमार मोदी बीजेपी और नीतीश कुमार के बीच तालमेल का काम भी करते थे। जब नीतीश कुमार से शपथ ग्रहण के बाद पूछा गया कि क्या इस बार उन्हें मुश्किल होगी, तो उनका जवाब था, ‘जनता ने हमें जिम्मेदारी दी है, निभाएंगे।’

नीतीश कुमार कम बोलते हैं और हमेशा बहुत सोच-समझकर और नाप-तोलकर बोलते हैं। उन्होंने सुशील मोदी के सवाल पर कुछ नहीं कहा। बीजेपी नेतृत्व ने भले ही इस बार सुशील मोदी को सरकार से दूर रखा है, लेकिन बिहार के दोनों नए उपमुख्यमंत्री उनकी पसंद के बताए जा रहे हैं। 64 साल के तारकिशोर प्रसाद उसी वैश्य जाति से ताल्लुक रखते हैं जिससे सुशील मोदी आते हैं। वह राष्ट्रीय स्वयंसेवक संघ के पुराने वफादार हैं, और कटिहार विधानसभा से 4 बार विधायक रह चुके हैं। तारकिशोर प्रसाद बीजेपी के जमीनी कार्यकर्ता है और उनकी सीमांचल के कटिहार, पूर्णिया, किशनगंज, अररिया जिलों में मजबूत पकड़ है, जो कि पश्चिम बंगाल से सटे हैं। जाहिर है कि पार्टी नेतृत्व के दिमाग में अगले साल होने वाले बंगाल के चुनाव भी हैं।

पूर्व बीमा एजेंट रेणु देवी नोनिया जाति से हैं, जो अत्यंत पिछड़ा वर्ग में आती है। जब बिहार के तत्कालीन मुख्यमंत्री लालू प्रसाद यादव ने लालकृष्ण आडवाणी की रथयात्रा को रोककर उन्हें समस्तीपुर में गिरफ्तार कर लिया था, उस समय 1991 में रेणु देवी विश्व हिंदू परिषद की दुर्गा वाहिनी में शामिल हो गईं। बाद में उन्होंने भारतीय जनता पार्टी को जॉइन किया और अग्रणी महिला नेताओं में से एक बन गईं। उन्हें उपमुख्यमंत्री बनाकर पार्टी नेतृत्व उन महिला मतदाताओं को धन्यवाद देना चाहता है जिन्होंने इस बार एनडीए का समर्थन किया है।

संदेश स्पष्ट है: बीजेपी बिहार में सुशील मोदी की जगह एक नया नेतृत्व विकसित करना चाहती है। चूंकि नीतीश कुमार पहले ही यह घोषणा कर चुके हैं कि यह उनका आखिरी चुनाव है, इसलिए बीजेपी यह बात अच्छी तरह जानती है कि उसे 2025 का विधानसभा चुनाव अकेले लड़ना होगा। बीजेपी के केंद्रीय नेता चाहते हैं कि पार्टी की राज्य इकाई इन 5 सालों का इस्तेमाल एक नया नेतृत्व तैयार करने के लिए करे। दूसरी बात ये है कि नीतीश कुमार की पार्टी में उनका उत्तराधिकारी कौन होगा, ये भी अगले 5 साल में तय होना है। इसीलिए नीतीश ने अपने सबसे करीबी और सबसे वफादार लोगों को मंत्रिमंडल में लेते हुए जातियों के समीकरण का भी ख्याल रखा है। नीतीश के इन करीबियों में विजय चौधरी, अशोक चौधरी और मेवालाल चौधरी शामिल हैं।

नीतीश कुमार के सबसे करीबी विश्वासपात्रों में से एक विजय चौधरी भूमिहार हैं और पिछली विधानसभा में स्पीकर थे। अशोक चौधरी जिन्होंने JDU में शामिल होने के लिए कांग्रेस छोड़ दी थी, वह दलित (पासी जाति) हैं और नीतीश कुमार के दाहिने हाथ हैं। मेवालाल चौधरी पिछड़े वर्ग से हैं और कुशवाहा जाति से आते हैं। मेवालाल चौधरी को उपेंद्र कुशवाहा के अपनी पार्टी समेत अलग होने के बाद आगे लाया गया है। कुशवाहा की पार्टी का इन चुनावों में प्रदर्शन खराब रहा है। शीला मंडल, जो पिछले साल तक एक हाउसवाइफ थीं, को पहली बार पार्टी का टिकट दिया गया और चुनाव जीतने के बाद उन्हें मंत्री भी बना दिया गया। उन्हें मंत्री बनाकर नीतीश उन महिला मतदाताओं को धन्यवाद देना चाहते हैं, जिन्होंने राज्य में शराब की बिक्री पर प्रतिबंध लगाने के लिए उनका समर्थन किया।

बीजेपी और जेडीयू दोनों ही अगले 5 सालों में राज्य में अपने भविष्य के नेतृत्व को तैयार करने की कोशिश कर रहे हैं। यह तेजस्वी यादव की आरजेडी के बिल्कुल उलट है, जो सिर्फ एक शख्स और उसके परिवार पर भरोसा कर रही है। तेजस्वी, उनकी पार्टी और महागठबंधन के अन्य सभी सहयोगियों ने रविवार को शपथ ग्रहण समारोह का बहिष्कार किया, और आरोप लगाया कि NDA ने जनादेश के साथ विश्वासघात किया है, और उसे धोखे से बदल दिया है।’ मेरे ख्याल से तेजस्वी यादव को शपथ ग्रहण समारोह का बॉयकॉट नहीं करना चाहिए था। उन्हें थोड़ी मैच्यॉरिटी दिखानी चाहिए थी, बड़ा दिल दिखाना चाहिए था। लोकतंत्र में जीत और हार होती रहती है, पर रिश्तों में ऐसी कड़वाहट नहीं आनी चाहिए कि मामला व्यक्तिगत दुश्मनी तक पहुंच जाए।

विधानसभा में 110 विधायकों वाले एक मजबूत महागठबंधन के नेता के रूप में तेजस्वी यादव के सामने एक महत्वपूर्ण जिम्मेदारी है। विपक्ष के नेता के रूप में तेजस्वी को सरकार के कामकाज और उसकी नीतियों में खामियों को पकड़ना होगा, उनकी आलोचना करनी होगी। इसलिए उनको अपनी सोच बड़ी रखनी होगी। तेजस्वी अभी सिर्फ 31 साल के हैं और उन्हें अभी लंबा सफर तय करना है। उन्हें विपक्ष के नेता के रूप में अपनी भूमिका को बड़ी गंभीरता से लेना होगा। उन्हें उन नेताओं से भी सबक लेना चाहिए जो विपक्ष में हैं, लेकिन अपनी भूमिका को गंभीरता से नहीं लेते हैं। राहुल गांधी उनमें से एक हैं।
