Covid pandemic: Imposing a complete lockdown may not be necessary
The entire nation is presently worried over the fast spreading Covid pandemic. The situation is worse compared to last year’s peak. On Thursday, the number of new Covid cases surged to 1,31,968 across India, the highest recorded so far. 780 Covid-related deaths were reported on Thursday, the highest since October 18. The daily surge has been consistent for the last 30 consecutive days. For the last three days, the daily surge in new cases has gone above the 1-lakh level. The number of active Covid-19 cases is ready to touch one million (9,79,608). The recovery rate, according to Health Ministry, has further dropped to 91.22 per cent.
Night curfew has been imposed in more than 100 towns and cities across India. Weekend lockdown will be enforced in all cities of Madhya Pradesh, except Damoh, from Friday evening till Monday dawn. In several cities, the lockdown has been extended till April 18. Hundreds of migrant workers have started leaving for their home states from Mumbai, Pune and Surat, a repeat of last year’s exodus. Many hospitals in Maharashtra and Gujarat have run out of oxygen supply and are in need of more ventilators. Thousands of people have flocked to Delhi hospitals to undergo RT-PCR tests. Because of shortage of beds, two Covid patients are occupying single beds in several hospitals. In Lucknow crematoriums, token are being handed out to relatives for cremation of Covid victims.
All in all, a dismal scenario. The pandemic is spreading at a fast rate. Uttar Pradesh reported 8,490 fresh cases on Thursday, out of which the highest 2,369 is from Lucknow. Prayagraj follows next with 1,040 cases. Delhi recorded 7,417 new cases and 24 Covid-related deaths. Mumbai reported 8.938 new cases and 23 deaths. In Chembur, 24 persons living in a single residential society building were found positive. In Gujarat, 4,021 new cases were reported, while Maharashtra led all other states with 56,286 new cases and 376 deaths on Thursday.
Five states, Chhattisgarh, UP, Gujarat, Rajasthan and MP recorded their highest daily cases till date on Thursday. Addressing chief ministers on Thursday evening, Prime Minister Narendra Modi asked them to focus on micro-containment zones to tackle the surge in pandemic. He told them that the present surge was higher than last year’s peak, when there were no vaccines ready and there were no adequate tracking and testing facilities. He urged the states to hike their testing manifold and do not bother about numbers. “Only when you test, will you find a way out of the situation”, he said.
Modi made it clear that a complete lockdown may not be the ideal solution as it was last year, when it was essential to keep people indoors, because there was lack of testing facilities, PPEs and ventilators. He said, the present night curfews being imposed are necessary in order to create awareness among people about the spreading Coronavirus. “You can call it Corona curfew”, he said. He advised chief ministers to organize ‘tika utsavs’ (vaccine festivals) during the birth anniversaries of icons like Jyotiba Phule and Babasaheb Ambedkar.
The Prime Minister defended the vaccine strategy saying that this was in line with global norms. “We cannot store all vaccine stocks (maal) in a single state, we have to think of all states”, he said. He was replying to complaints from several states like Maharashtra and Odisha about shortage of vaccines. On vaccine shortages, Modi said, “those who are in the habit of doing politics, let them do so. I have been facing serious allegations. We can’t stop those who are focused on doing politics. We are committed to serving mankind, and we shall continue doing this”, he said. Modi said, the vaccine strategy was prepared after consultations with all state governments and efforts should be made to ensure complete coverage of all eligible age groups.
On Thursday, Maharashtra health minister Rajesh Tope had alleged that the Centre was discriminating against his state on the issue of supplying vaccines. The largest number of active Covid cases are in my state, and we have been supplied 7 lakh doses, which is insufficient, we need at least 40 lakh doses, he said. Replying to his allegation, Information & Broadcasting Minister Prakash Javdekar said, Maharashtra has been given more than 20 lakh doses and it is up to the state government to ensure that the doses are evenly distributed to the district vaccination centres. Union Health Minister Dr Harsh Vardhan tweeted: ‘Let’s put an end to fear mongering now! Covid-19 doses: Total administered: 9 crore plus, In stocks/nearing delivery to states: 4.3 crore plus, Where does question of shortages arise? We are continuously monitoring and enhancing supply.”
Due to night curfew, weekend lockdown, and total restrictions on business in several cities of Maharashtra, including Mumbai, thousands of migrant workers have started leaving for their home states by buses and trains. In my prime time show ‘Aaj Ki Baat’ on Thursday night, we showed migrant workers speaking to our reporters at Mumbai’s Lokmanya Tilak Terminus station and at Patna railway station. Most of them said, they had learnt their lessons during last year’s lockdown and do not want to suffer due to lockdown. Hundreds of migrant labourers in Mumbai, Thane, Pune, Ahmedabad and Surat have started leaving for their home states.
Meanwhile, traders have started protests in Nagpur, Mumbai and Thane after lockdown was imposed. One can understand the problems being faced by these traders because they are incurring huge losses due to shutdowns, but the government has no other option. It has to save lives and stop the pandemic from spreading. Hospitals are overcrowded due to surge in the number of patients, there is inadequate supply of oxygen, Remdesivir injections and ventilators, many hospitals have run out of ICU beds.
With death toll rising, crematoriums in Lucknow have started giving out tokens to relatives, who have to wait for 7 to 8 hours to get Covid victims cremated. A large number of doctors in Delhi’s Sir Gangaram Hospital, AIIMS and Lucknow’s King George Medical University have been found positive. Normal elective surgeries have been postponed in AIIMS, Delhi due to the pandemic.
To tackle the rising surge in the second wave of pandemic, more stress is now being laid on vaccination. On an average 36 lakh Covid does are presently being given every day across India. If this rate is sustained, the entire stock of 1.96 crore Covid doses will last five and a half days. There is an additional 2.45 crore doses in the pipeline, enough for another week. If the pace of vaccination is stepped up in the coming days, the stocks are bound to get depleted. According to Health Ministry, fresh vaccine doses are being dispatched in cycles of four to eight days. This is done on the basis of daily discussions with all states on their usage and stock positions, official sources say.
Presently, Andhra Pradesh has vaccine stocks that will last for 1.2 days, but more stocks in the pipeline will help it to carry on vaccination for another 13 days. Stocks in Bihar may last for three days, provided the stocks in pipeline reach in time. Tamil Nadu has 45 days’ stock, because it is vaccinating only 37,000 people daily. 3.9 lakh doses are being administered daily in Maharashtra, which means its remaining stock of 15 lakh doses may last in less than three days.
The demand for more vaccines from states clearly indicates that people, by and large, are no more apprehensive about vaccination. All adults above the age of 45 years must register themselves on CoWin portal and get themselves vaccinated at the earliest. Covid vaccine is a must for protection from death, in case the virus strikes your body. Though there is a daily surge in the number of fresh cases, we should not be despondent. We have the vaccines to counter the attack of Coronavirus, and our doctors and healthcare workers have acquired vast experience by dealing with Covid pandemic for more than a year. Last year, when the pandemic struck India, we did not have sufficient number of PPEs, ventilators, oxygen, sanitizers and testing labs. A complete lockdown was the only solution to gain crucial time for manufacturing these equipment.
Imposing a complete lockdown in India now may not be necessary. We should cast aside our fears and despondency, and avoid negligence at all costs. If the government is slack in dealing with the situation, the administration surely needs to be toned up. More and more people must be tested, to arrest the spread of the virus. We must create awareness among people about the need for isolating those who are infected. We must educate others about the need for wearing masks, maintaining social distance and frequent washing of hands. The present peak in the pandemic rate is bound to slide down in the coming weeks.
किस्सा वसूली का: सचिन वाजे़ का लेटर बम बड़े मंत्रियों के खिलाफ एक सोची समझी चाल
मुंबई में बुधवार को एक नया लेटर बम फूटा। मुंबई पुलिस के निलंबित सहायक पुलिस इंस्पेक्टर सचिन वाजे़ ने एनआईए की विशेष अदालत को चिट्ठी लिखी है। हाथ से लिखी इस चिट्ठी में उपमुख्यमंत्री अजीत पवार और उद्धव ठाकरे के राइट हैंड अनिल परब समेत महाराष्ट्र के तीन मंत्रियों के नाम हैं। सचिन वाजे मुकेश अंबानी के घर के बाहर जिलेटिन से भरी गाड़ी पार्क करने और मनसुख हिरेन की हत्या के मामले में एनआईए की गिरफ्त में है।
चार पन्नों की इस चिट्ठी में सचिन वाजे़ ने तत्कालीन गृह मंत्री अनिल देशमुख, उपमुख्यमंत्री अजीत पवार और अनिल परब पर आरोप लगाया है कि इन लोगों ने उसे जबरन पैसे वसूलने को कहा। वाजे़ ने आरोप लगाया है कि अनिल परब ने उसे SBUT यानी सैफी बुरहानी अपलिफ्टमेंट ट्रस्ट की जांच शुरू करने को कहा और फिर जांच बंद करने के एवज में ट्रस्ट के लोगों से 50 करोड़ रुपये वसूलने को कहा। इस चिट्ठी के मुताबिक अनिल परब ये भी चाहते थे कि सचिन वाजे़ BMC के 50 कॉन्ट्रैक्टर्स से 2-2 करोड़ रुपये की वसूली करे।
अपनी चिट्ठी में वाजे़ ने लिखा कि कैसे गृह मंत्री अनिल देशमुख ने निलंबन के बाद उसकी बहाली को लेकर दो करोड़ रुपये मांगे थे। सचिन वाजे ने पूरी कहानी लिखी है और बताया है कि उसकी बहाली से शरद पवार नाराज थे, वो चाहते थे कि उसे फिर से सस्पेंड (निलंबित) किया जाए। अनिल देशमुख ने वाजे़ को फोन करके कहा था कि वो शरद पवार को मना लेंगे। लेकिन इसके एवज में दो करोड़ रुपए देने होंगे। वाजे़ ने यह भी आरोप लगाया कि नवंबर 2020 में उप मुख्यमंत्री अजीत पवार के बेहद करीबी होने का दावा करनेवाले दर्शन घोडावत ने उसे अवैध गुटखा विक्रेताओं से 100 करोड़ रुपये महीने वसूलने को कहा था।
वाजे़ के मुताबिक दर्शन घोडावत ने उसे महाराष्ट्र में ‘अवैध गुटखा और तंबाकू व्यापार’ के बारे में समझाया और फोन नंबर दिए। वाजे़ ने अपनी चिट्ठी में लिखा-‘उस शख्स ने इस बात पर जोर दिया कि मुझे हर महीने इन अवैध गुटखा विक्रेताओं से 100 करोड़ वसूलने चाहिए।’ वाज़े ने लिखा कि उसे दर्शन घोडावत ने वॉर्निंग दी थी कि अगर वह इस काम को नहीं करेगा तो उसकी नौकरी जा सकती है। वाज़े ने चिट्ठी में दावा किया कि दर्शन ने उससे कहा कि था कि उप मुख्यमंत्री अजित पवार बहुत नाराज़ हैं, गुटखा कंपनियों के मालिकों से कहो कि उनसे मिलें।
सचिन वाजे ने इस चिट्ठी में मुंबई पुलिस के पूर्व कमिश्नर परमबीर सिंह के उन आरोपों को दोहराया है जिसमें अनिल देशमुख पर आरोप लगाया गया है कि उन्होंने पुलिस अधिकारियों से 1680 बार-रेस्टोरेंट से तीन लाख से साढ़े तीन लाख रुपये हर महीने वसूली करने को कहा था।
इस चिट्ठी में कहा गया है कि अगस्त 2020 में वाजे़ को अनिल परब के आधिकारिक बंगले पर बुलाया गया और SBUT से जुड़ी शिकायत देखने को कहा गया जिसकी जांच अभी शुरुआती स्तर पर थी। वाजे़ से कहा गया कि ट्रस्टियों को भी पूछताछ के दायरे में लाएं। उन्होंने (परब) ने भी इस बात पर ‘जोर दिया कि SBUT की जांच को बंद करने के एवज में 50 करोड़ रुपये के लिए बातचीत पर शुरू की जाए। मैंने ऐसे करने से मना कर दिया क्योंकि मैं SBUT से जुड़े किसी शख्स को नहीं जानता था और मेरा इस जांच पर किसी तरह का कंट्रोल भी नहीं था।’
सचिन वाज़े ने यह आरोप भी लगाया कि अनिल परब ने इस साल जनवरी में उसे फिर से अपने बंगले पर बुलाया। वाजे़ ने कहा-‘मुझे बीएमसी में सूचीबद्ध फर्जी ठेकेदारों के खिलाफ जांच करने के लिए कहा।’ वाजे़ की चिट्ठी के मुताबिक ‘उन्होंने (अनिल परब) ने मुझसे कहा कि BMC के 50 कॉन्ट्रैक्टर्स से 2-2 करोड़ रुपये की वसूली करो’। उन्होंने कहा कि अज्ञात लोगों द्वारा दायर शिकायत पर जांच चल रही है। यह जांच सीआईयू (अपराध जांच शाखा) में प्रारंभिक अवस्था में थी और मेरा स्थानांतरण होनेतक इसमें कुछ भी गलत नहीं पाया गया था।’
अपनी चिट्ठी में सचिन वाज़े ने दावा किया कि वह निर्दोष है और उसे फंसाया गया क्योंकि उसने जबरन वसूली करने से इनकार कर दिया था। लेकिन क्या वह वास्तव में निर्दोष था? सचिन वाज़े द्वारा चिट्ठी में लगाए गए आरोपों के मतलब को समझने की कोशिश करनी चाहिए।
बुधवार को इस मामले में एक और डेवलपमेंट हुआ। सचिन वाज़े को लेकर मुंबई पुलिस के ज्वाइंट कमिश्नर (अपराध) मिलिंद भाराम्बे की तरफ से सरकार को एक गोपनीय रिपोर्ट भेजी गई है। इस रिपोर्ट के मुताबिक 17 साल के निलंबन के बाद पिछले साल जून महीने में सचिन वाज़े की बहाली हुई थी। बहाली के बाद वाज़े की सीआईयू में पोस्टिंग पर क्राइम ब्रांच के प्रमुख ने आपत्ति जताई थी। लेकिन तत्कालीन पुलिस कमिश्नर परमबीर सिंह ने इस आपत्ति को खारिज कर दिया था। इस रिपोर्ट के मुताबिक तत्कालीन ज्वाइंट कमिश्नर ऑफ पुलिस (क्राइम) संतोष रस्तोगी को न चाहते हुए भी इस फैसले को मानना पड़ा था।
कुल मिलाकर इस रिपोर्ट में सचिन वाज़े के काम के लिए परमबीर सिंह को ही जिम्मेदार बताया गया है। रिपोर्ट में कहा गया है कि सहायक पुलिस इंस्पेक्टर रैंक का अफसर होने के बावजूद जून 2020 से 12 मार्च 2021 तक अपने 9 महीने के कार्यकाल में वाज़े सीधे पुलिस कमिश्नर को रिपोर्ट करता था। रिपोर्ट के मुताबिक परमबीर सिंह के कहने पर हाईप्रोफाइल केस की जांच सचिन वाज़े को दी गई और वाज़े अपने सीनियर अफसरों की बजाए सीधे परमबीर सिंह को रिपोर्ट करता था। कहां छापा मारना है, किसे गिरफ्तार करना है, इसका आदेश वह सीधे पुलिस कमिश्नर से लेता था।
इस पूरे घटनाक्रम की टाइमिंग पर नजर डालें तो इस गोपनीय रिपोर्ट के मीडिया में लीक होने के तीन घंटे बाद सचिन वाजे़ की एनआईए अदालत को हाथ से लिखी गई चिट्ठी सामने आई। इस चिट्ठी में वाजे़ यह दावा कर रहा है कि उसे फंसाया गया है क्योंकि उसने मंत्रियों के वसूली आदेश को मानने से इनकार कर दिया था। हालांकि अपनी चिट्ठी में वाज़े ने एनसीपी सुप्रीमो शरद पवार, शिवसेना सुप्रीमो और मुख्यमंत्री उद्धव ठाकरे को बख्श दिया है।
वाज़े की चिट्ठी में आरोप लगने पर सफाई देने खुद शिवसेना नेता अनिल परब सामने आए। अनिल परब ने कहा कि इस तरह के आरोपों से उन्हें कोई हैरानी नहीं हो रही है क्योंकि महाराष्ट्र बीजेपी के नेता कई दिन से कह रहे थे अब अनिल परब का इस्तीफा होने वाला है। बीजेपी नेताओं के बयानों से साफ है कि वो उनके खिलाफ प्लानिंग कर रहे थे और सीबीआई के आते ही सचिन वाज़े के जरिए अपने प्लान पर काम कर दिया। इसके बाद अनिल परब ने इमोशनल बात की। अनिल परब ने कहा कि उन्होंने राजनीति बाल ठाकरे से सीखी है, इसलिए वो कोई गलत काम नहीं कर सकते। अनिल परब ने कहा कि उनकी दो बेटियां हैं, जिन्हें वो बहुत प्यार करते हैं। अब उन्हीं बेटियों की कसम खाकर कहते हैं कि उन्होंने कुछ गलत नहीं किया।
जरा सोचिए, सचिन वाज़े शिवसेना में रहा और शिवसेना की सरकार ने उसे दोबारा बहाल किया। एक और एनकाउंटर स्पेशलिस्ट प्रदीप शर्मा भी शिवसेना का उम्मीदवार था।अब अगर ऐसे पुलिस अधिकारी शिवसेना के नेताओं के बारे में कुछ कहते हैं तो इसे नजरंदाज कैसे किया जा सकता है? अनिल परब ने कहा कि वो सरकार और शिवसेना को बदनाम करने की साजिश देख रहे हैं। कुछ दिन पहले अनिल देशमुख ने भी यही बात कही थी। हालांकि हाईकोर्ट के आदेश के बाद उन्हें पद छोड़ना पड़ा था। अनिल परब कह रहे हैं कि ये बीजेपी की चाल है, लेकिन उनके पास इस बात का क्या जबाव है कि आरोप लगाने वाला उनका ही आदमी है, शिवसेना का आदमी है तो फिर बीजेपी ने उससे चिट्ठी कैसे लिखवाई?
यहां मैं कहना चाहता हूं कि सचिन वाज़े भी कोई दूध का धुला नहीं है। पिछले दिनों जो कुछ भी सामने आया उससे लगता है कि वो हर तरह के कुकर्मों में शामिल था। वह बड़े नेताओं का करीबी था। अब उस पर हत्या की साजिश का आरोप है, विस्फोटक लगाने की साजिश रचने का संदेह है। उसकी लग्जरी गाड़ियां, होटल में उसका कमरा, नोट गिनने की मशीन, ये सब एक अपराधी का सामान हो सकता है, किसी निर्दोष और मासूम का नहीं। कुल मिलाकर ऐसा लगता है ये सब लोग आपस में मिले हुए हैं।एक ही थैली के चट्टे-बट्टे हैं। और जब ये लगा कि मामले की जांच सीबीआई कर रही है और फंस जाएंगे तो अपने आपको बचाने के लिए दूसरों के राज भी खोल रहे हैं।
महाराष्ट्र में जो इल्जाम लगे हैं और दावे-प्रतिदावे किए जा रहे हैं, उसका सीधा सा मतलब है- सरकार की कोशिश ये है कि सचिन वाज़े को परमबीर सिंह का आदमी साबित किया जाए और परमबीर सिंह ये साबित करने में लगे हैं कि सचिन वाजे़ अनिल देशमुख के इशारे पर वसूली करता था। सचिन वाजे़ शिवसेना, एनसीपी , परमबीर सिंह या फिर अनिल देशमुख चाहे किसी का भी आदमी हो, लेकिन इस बात से इन्कार नहीं किया जा सकता कि महाराष्ट्र का एक छोटा सा पुलिस अफसर करोड़ों की वसूली कर रहा था।
सचिन वाजे़ की चिट्ठी के तीन पहलू हैं जिन्हें समझना जरूरी है। पहली बात तो ये कि महाराष्ट्र सरकार ने ये दिखाने की कोशिश की कि सचिन वाजे़ मुंबई के पूर्व पुलिस कमिश्नर परमबीर सिंह का आदमी था और वही उसको लेकर आए थे। सचिन वाजे़ सहायक पुलिस इंस्पेक्टर था लेकिन वो सीधे पुलिस कमिश्नर परमबीर सिंह को रिपोर्ट करता था।
दूसरा पहलू ये है कि राज्य सरकार ने यह दिखाने की कोशिश की कि पूर्व गृह मंत्री अनिल देशमुख कहीं से भी वसूली के इस खेल में शामिल नहीं हैं। ये सारा खेल परमबीर सिंह का है। लेकिन सचिन वाजे़ की जो चिट्ठी सामने आई उसने इस खेल को पलट दिया। यह चिट्ठी परमबीर सिंह के इस आरोप की पुष्टि करती है कि अनिल देशमुख ने सचिन वाजे़ से सौ करोड़ रुपया महीना वसूली करने को कहा था।
वाजे़ की इस चिट्ठी का तीसरा और सबसे अहम पहलू ये है कि उसका उद्देश्य सौ करोड़ वसूली के स्कैंडल को उजागर करना नहीं है। वो तो अब अपने आपको निर्दोष साबित करने के चक्कर में कोर्ट को ये बताना चाहता है कि उससे जब-जब कहा गया कि वसूली करो तो उसने इन्कार कर दिया। यानि वो बहुत मासूम और ईमानदार अफसर है।
यहां ये बात ध्यान में रखना जरूरी है कि सचिन वाजे़ निर्देष और ईमानदार पुलिस अधिकारी नहीं था। फर्जी एनकाउंटर और वसूली के इल्जाम में 16 साल सस्पेंड रहा। उसके लिए सबसे महंगे फाइव स्टार होटल में सौ दिन के लिए कमरा बुक था। ये वो मासूम अफसर है जिसकी तनख्वाह महज 60 हजार रुपए है लेकिन उसके पास सात लक्जरी गाडियां हैं। एक गाड़ी की कीमत एक करोड़ से ज्यादा है।
ये सारी बातें समझने के बाद यह कहने में मुझे कोई संकोच नहीं है कि सचिन वाजे़ बहुत शातिर है। इस चिट्ठी से वो दूसरों को फंसाना और अपने आपको बचाना चाहता है। अब अदालत सबूतों के आधार पर तय करेगी कि सचिन वाज़े के इल्जामात में कितनी सच्चाई है। लेकिन फिलहाल सचिन वाजे़ की चिट्ठी से उद्धव ठाकरे की मुश्किलें बढ़ेंगी वहीं बीजेपी को एक बार फिर उद्धव ठाकरे को घेरने का अच्छा मौका मिलेगा। मुख्यमंत्री ठाकरे राज्य में इन दिनों दो मोर्चों पर एक साथ लड़ रहे हैं। एक तरफ कोरोना महामारी लगातार तेजी से बढ़ रही है, वहीं दूसरी ओर सरकार को भ्रष्टाचार के गंभीर आरोपों का सामना करना पड़ रहा है।
Kissa Collection Ka: Sachin Waze’s ‘letter bomb’ against top ministers seems to be a calculated move
A fresh ‘letter bomb’ exploded in Mumbai on Wednesday. The letter handwritten by arrested assistant police inspector Sachin Vaze, and addressed to NIA special court, names three Maharashtra ministers. They include Deputy Chief Minister Ajit Pawar and Chief Minister Uddhav Thackeray’s right hand man, transport minister Anil Parab.
In the four-page handwritten letter, Vaze alleged that the then home minister Anil Deshmukh, deputy CM Ajit Pawar and Anil Parab asked him to “collect” extortion money. Vaze alleged that Anil Parab asked him to initiate talks with SBUT (Saifee Burhani Improvement Trust) for a “Rs 50-crore settlement” to close an inquiry. According to the letter, Anil Parab asked Vaze to identify fraudulent BMC contractors and demand at least Rs 2 crore from 50 of them.
In his letter, Vaze wrote how home minister Anil Deshmukh demanded Rs 2 crore to reinstate him after NCP supremo Sharad Pawar considered cancelling Vaze’s appointment. Vaze also alleged that in November, 2020, one Darshan Ghodawat, claiming to be “very close” to Ajit Pawar asked him to collect Rs 100 crorea month from illegal gutkha sellers. The man, according to Vaze, explained to him about “illegal gutkha and tobacco trade” in Maharashtra and gave him phone numbers. “The said Mr (man) insisted I should collect a monthly amount of Rs 100 crore from these illegal gutkha sellers”, Vaze wrote in his letter. Waze wrote, he was warned by Darshan Ghodawat, he would lose his post if he refused to do such an illegal act. He claimes, Darshan asked him to meet gutkha traders and tell them to meet Ajit Pawar.
The letter reiterated ex-police chief Parambir Singh’s allegation that Anil Dehmukh had asked police officers to arrange collection of Rs 3 lakh to Rs 3.5 lakh each from 1,680 bars and restaurants.
The letter says, in August 2020, Vaze was called to Anil Parab’s official bungalow and asked to look into the SBUT complaint, which was under preliminary inquiry. He was told to “bring the trustees for negotiations about the inquiry”. He (Parab) also “insisted to initiate primary talks to get Rs 50 crore from SBUT to close the said inquiry. I expressed my inability to do any such things as I do not know anyone from SBUT and I also did not have any control over the inquiry”, the letter said.
Waze also alleged that in January this year, Parab called him to his bungalow and “asked me to look into the inquiry against fraudulent contractors listed in the BMC”. The letter says, “he told me to collect at least Rs 2 crores from about 50 such contractors. He said inquiry is undergoing on an anonymous complaint. The said inquiry was under preliminary inquiry in the CIU and until my transfer from CIU, nothing incriminating was found”.
In his letter, Sachin Vaze claimed he was innocent and was framed because he refused to carry out extortions. But was he indeed innocent? One should try to understand the meaning of the allegations that he has made in his letter.
There was another development on Wednesday. A confidential report prepared by Jt. Commissioner (Crime) of Mumbai Police, Milind Bharambe says, the crime branch chief had objected to the posting of Sachin Vaze in CIU in June last year, after his reinstatement following a 17-year suspension, but he was overruled by the then police chief Parambir Singh. The then JCP(crime) Santosh Rastogi unwillingly agreed, says the report.
The report says, Sachin Vaze never reported to any officer of the crime branch during his nine months’ tenure from June 2020 to March 12 this year. No officer of the crime branch gave any review opinion/directions in investigations handled by Waze because he directly reported to the commissioner, the report said.
Look at the timing. Three hours after this confidential report was leaked to media, Sachin Vaze’s handwritten letter written to the NIA court surfaced. In his letter, Vaze claims he was framed because he refused to comply with ministers’ orders to “collect” money. In his letter, Vaze has spared two top leaders – NCP supremo Sharad Pawar and Shiv Sena supremo Chief Minister Uddhav Thackeray.
Reacting to Waze’s letter, Shiv Sena leader Anil Parab said, he knew BJP leaders had been claiming that he would be the next minister to quit. “They (BJP leaders) had been planning this for last several days, and once CBI took up the probe, they used Waze to train his guns at me”, Parab said. He also took an emotional line and said, “I have learnt politics from Bal Thackeray. I cannot commit such acts. I swear on the head of my two daughters, I did not do anything wrong”.
Imagine, Sachin Waze was in Shiv Sena. Another encounter specialist Pradeep Sharma was a Shiv Sena candidate. If these police officers blame Shiv Sena leaders for corruption, how can their allegations be ignored? Anil Parab said, this was a plan to defame the Shiv Sena. A few days ago, Anil Deshmukh said the same thing before he had to quit after the High Court order. How can anyone accept Parab’s claim that it is the BJP which is orchestrating everything and forcing Waze to write letter to the court?
Here I would like to mention: Sachin Waze is not an upright police officer. All the evidences that have surfaced over the last few weeks clearly show that he was involved in objectionable acts. Waze was close to some top leaders. He is being suspected to be involved in a murder and carrying out a conspiracy to plant explosives. His fleet of luxury cars, his permanently booked hotel room, a currency note counting machine, all these evidences clearly point towards his shady character. Waze is not innocent. It appears, he was hand in gloves with those against whom he has levelled charges. Now that the can of worms has opened, they are hurling charges against one another to save their own skin.
Claims and counter-claims apart, the scene that is emerging in Maharashtra clearly indicates that the state government is trying to prove that Sachin Waze was Parambir Singh’s man, while the ex-police chief alleges that Waze was Anil Deshmukh’s man. It does not matter whom Waze was working for, but the fact has now come out in the open that an assistant police inspector in Mumbai was collecting crores of rupees.
There are three aspects to Sachin Waze’s letter: First, Maharashtra government today sought to create the impression that Waze was ex-police chief Parambir Singh’s man. It was Parambir who appointed him to head the Crime Intelligence Unit. He used to report directly to the police commissioner.
Second, the state government sought to distance Anil Deshmukh from Sachin Waze, to show that the ex-minister was not involved in this ‘collection’ business. But today’s letter from Sachin Waze clearly substantiates Parambir’s allegation that it was Deshmukh who asked him to collect Rs 100 crore from bars and restaurants.
The third and most important aspect of Waze’s letter is that he was not trying to expose the scandal. He was only trying to project himself as innocent and that he had refused to obey the orders of ministers to extort money. His letter clearly shows that his lawyer will be making this plea while defending Waze in court.
One has to keep in mind that Sachin Waze was not an innocent and upright police officer. He remained suspended from service for 16 years on charges of fake encounters and extortions. He had a room booked in an expensive 5-star hotel for 100 days a year. He owned seven luxury cars though his salary was Rs 60,000 a month. Each of these luxury cars costs more than Rs one crore.
After going through his letter, I have no hesitation in saying that Sachin Waze has a diabolical mind. He wants to extricate himself out of the mess by portraying himself as an innocent police officer who refused to toe his ministers’ line. Waze wants to make others as scapegoats for crimes of extortion committed by him and his cronies.
It is now for the courts to decide on the case taking all circumstantial evidences and statements of witnesses into account. Only then will Sachin Vaze’s accusations levelled against three top ministers of Maharashtra government can be evaluated.
For the moment, the problems are piling up one upon another for Chief Minister Uddhav Thackeray. The opposition BJP has got a readymade scandal to train its guns at the coalition government. The Chief Minister is now busy fighting a two-pronged protracted battle, one, against corruption charges and two, against the ever expanding Covid pandemic in his state.
कोरोना महामारी से निपटने के लिए जरूरी है टीकाकरण
कोरोना वायरस को लेकर हालात अब पिछले साल की तरह होने लगे हैं। मंगलवार को देशभर में कोरोना के 1,15,249 नए मामले सामने आए जो अबतक एक दिन में सबसे ज्यादा है। पिछले 24 घंटे में 630 मरीजों की मौत हो गई। पांच नवंबर के बाद से यह कोरोना के चलते एक दिन में होनेवाली सबसे ज्यादा मौत है। कोरोना के एक्टिव मामलों में 54 हजार से ज्यादा की वृद्धि हुई और अब यह 8 लाख के आंकड़े को पार कर गई है। दो दिन पहले एक्टिव मामलों की संख्या सात लाख दर्ज की गई थी और इस संख्या में एक बड़ी उछाल देखने को मिली है।
कोरोना महामारी की दूसरी लहर के कारण पैदा हुआ संकट कितना बड़ा है जरा इसके बारे में सोचें। कोरोना के मामले लगातार बढ़ रहे हैं, किसी तरह की कमी देखने को नहीं मिल रही है। अमेरिका के बाद भारत दुनिया का दूसरा देश बन गया है जहां एक दिन में एक लाख से ज्यादा कोरोना के मामले दर्ज किए गए। महाराष्ट्र में हालात चिंताजनक है। मंगलवार को यहां 55,469 नए मामले सामने आए जो अबतक का सबसे ज्यादा आंकड़ा है। वहीं राज्य में एक दिन में 297 कोरोना संक्रमितों की मौत हुई। इनमें अकेले मुंबई शहर में 10,030 नए मामले सामने आए और 31 लोगों की मौत हुई है। पुणे जिले में मंगलवार को 10,226 नए मामले सामने आए और 58 लोगों की मौत हुई। नागपुर में एक दिन में 3,758 नए मामले सामने आए और 54 लोगों की मौत हुई। महाराष्ट्र में हालात नियंत्रण से बाहर होता जा रहा है।
वहीं महाराष्ट्र के पड़ोसी राज्य कर्नाटक में मंगलवार को 6,150 नए मामले सामने और 39 मौतें हुईं। यह महामारी कई अन्य राज्यों में फैल रही है: केरल (3,502), उत्तर प्रदेश (5,928), तमिलनाडु (3,645), दिल्ली (5,100), राजस्थान (2,236), गुजरात (3,280), मध्य प्रदेश (3,722), पंजाब (2,924) ) और झारखंड में 1,264 नए मामले सामने आए हैं । ये महामारी के फैलने का साफ संकेत दे रहे हैं।
नीति आयोग के सदस्य डॉ. वी.के. पॉल ने बताया कि यह महामारी पिछले साल की तुलना में तेजी से फैल रही है इसलिए अगले चार सप्ताह बेहद अहम हैं। कोरोना के हाई एक्टिव मामलों वाले 10 राज्यों में से सात राज्य महाराष्ट्र के हैं जबकि छत्तीसगढ़ और पंजाब में हालात खतरनाक है।
अधिकांश राज्यों ने नाइट कर्फ्यू और आवाजाही पर पाबंदी लगाना शुरू कर दिया है, लेकिन ये उपाय पर्याप्त नहीं हैं। मंगलवार को दिल्ली सरकार ने रात 10 बजे से सुबह 5 बजे तक का कर्फ्यू लगा दिया और ऐलान किया कि यह 30 अप्रैल तक लागू रहेगा। केवल वैक्सीनेशन सेंटर्स (टीकाकरण केंद्रों), स्वास्थ्य कर्मचारियों, हवाई और रेल यात्रियों और जरूरी सेवाओं को ही इस कर्फ्यू प्रतिबंध से छूट दी गई है। दिल्ली मेट्रो चलती रहेगी, लेकिन कर्फ्यू की अवधि में इसका इस्तेमाल वही लोग कर पाएंगे जिन्हें छूट दी गई है। एक राज्य से दूसरे राज्य में और राज्य के अंदर सामानों की आवाजाही पर कोई प्रतिबंध नहीं लगाया गया है। कोरोना का प्रकोप बढ़ने के कारण एम्स ( AIIMS) और दिल्ली सरकार द्वारा संचालित एलएनजेपी अस्पताल ने बुधवार से ओपीडी बंद कर दी है। केंद्र सरकार के कार्मिक और प्रशिक्षण विभाग ने 45 वर्ष से ज्यादा उम्र के सभी कर्मचारियों को खुद से वैक्सीनेशन (टीकाकरण) कराने का निर्देश दिया है।
इस निराशाजनक माहौल में अच्छी बात ये है कि अब वैक्सीनेशन सेंटर्स पर आम लोगों की भीड़ लगने लगी है। मंगलवार रात अपने प्राइम टाइम शो ‘आज की बात’ में, हमने पटना और मुरैना (मध्य प्रदेश) में टीकाकरण केंद्रों के बाहर खड़ी भीड़ को दिखाया। यहां लोग टीकों के लिए बड़ी संख्या में अपनी बारी का इंतजार कर रहे थे।
दुनिया का सबसे बड़ा टीकाकरण अभियान पूरे देश में चल रहा है। महामारी के फैलने की रफ्तार को धीमा करने के लिए टीके महत्वपूर्ण हैं। पूरी आबादी के 60 से 70 फीसदी टीकाकरण के बाद ही यह कहा जा सकता है कि लोगों ने अब हर्ड इम्यूनिटी हासिल कर ली है। टीकाकरण अभियान के पिछले तीन महीनों में अबतक केवल तीन राज्यों ने अपनी आबादी का 5 प्रतिशत कवर किया है। महाराष्ट्र में अकोला, यवतमाल, बुलढाणा, गोंदिया, वाशिम और नागपुर ग्रामीण जैसे कई जिलों में वैक्सीन का स्टॉक खत्म होने की खबरें हैं।
मंगलवार रात 8 बजे तक पूरे देश में कोरोना के 8.4 करोड़ से ज्यादा टीके लगाए गए हैं। इनमें 45 वर्ष और इससे अधिक उम्र के 5.44 करोड़ से ज्यादा लोगों को दी गई पहली खुराक भी शामिल है। पिछले 79 दिनों में कोरोना की 7.9 करोड़ से ज्यादा खुराक दी गई है। केंद्र ने यह संकेत दिया है कि टीकाकरण के मौजूदा दौर के बाद वैक्सीन की आपूर्ति में कमी हो सकती हैं। टीकाकरण का मौजूदा दूसरा दौर जुलाई तक चलेगा। स्वास्थ्य सचिव ने बताया कि दूसरा दौर खत्म होने के बाद सबसे कमजोर समूहों को टीकाकरण में प्राथमिकता मिलेगी।
देश में कुछ लोग अभी-भी वैक्सीन लगवाने से डर रहे हैं। वे कहते हैं जरा देख लें, कुछ और इंतजार कर लें। ऐसे लोगों से मैं कहना चाहता हूं कि हमारे देश में 8.4 करोड़ लोगों को वैक्सीन लग चुकी है। अब क्या देखना बाकी है? किस बात का डर है? दुनिया के 155 मुल्कों में करीब सत्तर करोड़ डोज (खुराक) दी जा चुकी है। लेकिन ये आंकड़ा दुनिया की आबादी का पांच प्रतिशत भी नहीं है। ये बहुत कम है। हालात फिर से सामान्य हों इसके लिए किसी भी मुल्क में 70 प्रतिशत लोगों को वैक्सीन लगवानी होगी। जिन देशों में चालीस प्रतिशत से ज्यादा लोगों को वैक्सीन लग चुकी है, वहां कोरोना के मामले तेजी से कम हुए हैं और हालात सुधर रहे हैं।अमेरिका में करीब 17 करोड़ लोगों को वैक्सीन दी जा चुकी है। यहां आधी आबादी का टीकाकरण हो चुका है और मई के आखिर तक कुल आबादी 33 करोड़ में से 30 करोड़ लोगों को वैक्सीन लगा दी जाएगी।
इसके विपरीत भारत की चुनौती इससे कहीं बड़ी है। अमेरिकी में तो कुल 33 करोड़ लोग हैं लेकिन हमारे यहां अकेले उत्तर प्रदेश में 24 करोड़ लोग हैं। हमारे देश की आबादी अमेरिका से सौ करोड़ ज्यादा है। हालांकि वैक्सीन लगाने की हमारी क्षमता दुनिया में सबसे ज्यादा है। विशेषज्ञों का कहना है कि हम 70 लाख लोगों को रोज वैक्सीन की डोज (खुराक) देने में सक्षम हैं लेकिन इसके लिए देश की जनता का सहयोग सबसे जरूरी है। लोग आगे बढ़ें और जो योग्य हैं वो वैक्सीन लगवाएं ताकि फिर आपसे कम उम्र वालों का नंबर आए। इसीलिए अगर हम चाहते हैं कि हमारे देश में जनजीवन सामान्य हो तो फिर वैक्सीनेशन ही इसका रास्ता खोल सकता है। जब तक 50 से 60 प्रतिशत लोगों का वैक्सीनेशन हो नहीं जाता तब तक मास्क लगाना, सोशल डिस्टेंसिंग अपनाना और हाथों को धोते रहना जरूरी है।
Vaccination is a must for tackling the surge in Covid pandemic
On Tuesday, the number of fresh Covid cases across India surged to 1,15,249, the higher ever so far recorded. 630 Covid patients died in the last 24 hours. This is the biggest daily death toll since November 5. There was 54,000-plus rise in active cases, which has now crossed 8 lakhs. This was a huge jump from 7 lakh active cases recorded two days ago.
Think of the enormity of the crisis due to this second big wave of Covid pandemic. There is no let up in the surge of Covid cases. India has now become the second country in the world after the US to record more than one lakh Covid cases in a single day. The situation in Maharashtra is alarming. A record number of 55,469 new cases was reported on Tuesday, while 297 Covid patients died in the state on a single day. Out of this, Mumbai city alone reported 10,030 cases and 31 deaths. In Pune district alone, 10,226 new cases and 58 deaths were reported on Tuesday. In Nagpur, 3,758 new cases and 54 deaths were reported on a single day. The situation in Maharashtra is spinning out of control.
In neighbouring Karnataka, 6,150 new cases and 39 deaths were reported on Tuesday. The pandemic is spreading in several other states: Kerala (3,502), Uttar Pradesh (5,928), Tamil Nadu (3,645), Delhi (5,100), Rajasthan (2,236), Gujarat (3,280), Madhya Pradesh (3,722), Punjab (2,924), Jharkhand (1,264). All these are new Covid-19 cases, and are clear indications of the spread of the pandemic.
The next four weeks are going to be very critical as the pandemic is spreading faster than it did last year when cases rose across India, said NITI Aayog member Dr. V. K. Paul. Seven out of the top 10 districts with high active cases are in Maharashtra, while the scene in Chhattisgarh and Punjab is also alarming.
Most of the states have started imposing night curfew and travel restrictions, but these measures are not adequate. On Tuesday, Delhi government imposed night curfew across the city from 10 pm till 5 am and this will be in force till April 30. Only vaccination centres, health workers, air and railway travellers and essential services have been exempted from curfew restrictions. Delhi Metro will continue to run, but only for those who have been exempted. No restriction has been imposed on inter-state and intra-state movement of goods. AIIMS and Delhi government-run LNJP hospital have closed OPDs from Wednesday due to the surge in pandemic. The Department of Personnel and Training of the Union government has directed all employees above the age of 45 years to get themselves vaccinated.
One silver lining in this dismal scenario is that common people have now started crowding at vaccination centres. In my prime time show ‘Aaj Ki Baat’ on Tuesday night, we showed crowds outside vaccination centres in Patna and Morena (Madhya Pradesh) waiting for their turn for vaccines.
The world’s biggest vaccination drive is going on in full swing across India. Vaccines are crucial for slowing the down the spread of the pandemic. Only after 60 to 70 per cent of the entire population is vaccinated, one can say that people have now acquired herd immunity. As of now, in the last three months of vaccination drive, only three states have covered 5 per cent of their population. There are also reports of several districts in Maharashtra like Akola, Yavatmal, Buldhana, Gondia, Washim and Nagpur rural running out of stocks of vaccines.
Till Tuesday 8 pm, over 8.4 crore Covid doses were administered across India. This includes the first dose given to over 5.44 crore people of 45 years and above of age. In the last 79 days alone, over 7.9 crore doses were administered. The Centre has indicated that vaccines may be in short supply after the current phase of vaccination is over by July. After this, the most vulnerable groups will get priority for vaccination, the Health Secretary said.
There are many people who still fear the vaccines. They want to wait and watch. My advice to them is: already 8.4 crore Indians have taken the vaccines, why fear? More than 70 crore people in 155 countries of the world have taken the vaccine. This is however only 5 per cent of the total world population. For the conditions to return to normal, minimum 70 per cent of the population needs to be vaccinated. In countries where more than 40 per cent of people have been vaccinated, the pandemic has been brought under control. In the US, nearly 17 crore people, nearly half its population, have been given the jab, and by May end nearly 30 crore out of its total 33 crore population, will have been vaccinated.
In stark contrast, in UP alone, the population is 24 crore. India’s population is a billion more than the population of the US. India has the biggest capacity of administering vaccines in the world, and experts say, we can easily acquire the capability of administering 70 lakh vaccines a day. In order to achieve that, close cooperation between the people and the government is a must. Let the elderly and vulnerable groups get their jab first, others can follow. Remember, vaccinating yourself is the only way to protect your life from this deadly virus. Until and unless 50 to 60 percent of Indians are not vaccinated, wearing a mask, ensuring social distancing and frequent washing of hands are a must.
सौ करोड़ की वसूली: उद्धव ठाकरे तक पहुंच सकती है सीबीआई जांच की आंच
महाराष्ट्र की राजनीति में ये किसी तूफान से कम नहीं है। इस तूफान की आहट कई दिन पहले मिल गई थी। महाराष्ट्र के गृह मंत्री अनिल देशमुख पर लगे भ्रष्टाचार के आरोपों की जांच अब सीबीआई करेगी। सीबीआई यह जांच बॉम्बे हाईकोर्ट के आदेश पर शुरू करनेवाली है। अगर 100 करोड़ रुपए हर महीने वसूली के आरोप में गृह मंत्री देशमुख के खिलाफ प्रथम दृष्टया कोई सबूत मिलता है तो सीबीआई को इस केस में एफआईआर दर्ज करनी होगी।
इसका पहला असर ये हुआ कि गृह मंत्री अनिल देशमुख को मजबूरी में इस्तीफा देना पड़ा। उनकी पार्टी के प्रमुख शरद पवार ने अनिल देशमुख से इस्तीफा देने को कहा और मुख्यमंत्री उद्धव ठाकरे को अपने मंत्री का इस्तीफा राज्यपाल के पास भेजना पड़ा। सोमवार को बॉम्बे हाईकोर्ट ने सीबीआई को आदेश दिया कि वह मुंबई पुलिस के पूर्व कमिश्नर परमबीर सिंह के द्वारा लगाए गए ‘भ्रष्टाचार के आरोपों’ की प्राथामिक जांच करे। पूर्व कमिश्नर ने हाईकोर्ट में एक जनहित याचिका दाखिल कर गृह मंत्री देशमुख पर भ्रष्टाचार का आरोप लगाया था।
हाईकोर्ट के चीफ जस्टिस दीपांकर दत्ता और जस्टिस गिरीश कुलकर्णी की बेंच ने अपने आदेश में कहा- ‘देशमुख गृहमंत्री हैं और इल्जाम संगीन हैं। पुलिस विभाग उनके नियंत्रण में है और उनके निर्देशों का पालन करता है। ऐसे में अगर राज्य की पुलिस को ही जांच सौंपी जाए तो इसमें निष्पक्ष जांच नहीं हो सकती है। मौजूदा मामले की जांच सीबीआई जैसी स्वतंत्र एजेंसी से कराया जाना जरूरी है जिससे लोगों का भरोसा कायम रहे।’
अब ऐसे में अनिल देशमुख के पास इस्तीफा देने के अलावा कोई और रास्ता नहीं था। हालांकि देशमुख ने अपनी चिट्ठी में लिखा कि वह ‘नैतिक आधार’ पर इस्तीफा दे रहे हैं। अगर मान लिया जाए कि अनिल देशमुख ने आत्मा की आवाज पर और नैतिकता के तकाजे पर इस्तीफा दिया है तो उनकी आत्मा बहुत देर से जागी।
परमबीर सिंह ने जब मुख्यमंत्री को चिट्ठी लिखकर देशमुख पर इल्जाम लगाए थे उसके बाद ही अनिल देशमुख को खुद जांच के आदेश देने चाहिए थे और पद छोड़ देना चाहिए था। परमबीर सिंह ने उद्धव ठाकरे को लिखी चिट्ठी के प्वाइंट 7 में स्पष्ट रूप से आरोप लगाया था कि गृह मंत्री अनिल देशमुख ने क्राइम इंटेलीजेंस यूनिट के मुखिया सचिन वाज़े को पिछले कुछ महीनों में लगातार अपने आधिकारिक आवास पर बुलाया और उसे मुंबई के 1,750 रेस्टोरेंट और बार से हर महीने 100 करोड़ रुपए की वसूली का टारगेट दिया। परमबीर सिंह ने इसी चिट्ठी के प्वाइंट 9 में लिखा था कि कुछ दिनों बाद गृह मंत्री अनिल देशमुख ने सोशल सर्विस ब्रांच के एसीपी संजय पाटिल और डीसीपी भुजबल को अपने घर बुला कर मुबई के रेस्टोरेंटऔर बार से वसूली की बात कही थी।
ये आश्चर्य की बात है कि ऐसे संगीन इल्जाम लगने के बाद भी अनिल देशमुख इतने दिनों गृह मंत्री की कुर्सी पर कैसे बने रहे। आरोप लगानेवाला कोई और नहीं बल्कि एक सीनियर आईपीएस अधिकारी और मुंबई के पूर्व पुलिस कमिश्नर परमबीर सिंह थे। बड़ी बात ये है कि परमबीर सिंह ने इसी चिट्ठी में ये भी लिखा था कि अनिल देशमुख की वसूली की जानकारी उन्होंने मुख्यमंत्री उद्धव ठाकरे और एनसीपी चीफ शरद पवार को भी दी थी।
हालांकि उद्धव ठाकरे वसूली कांड पर अब तक खामोश हैं, लेकिन अनिल देशमुख के इस्तीफे के बाद इस केस की आंच उद्धव ठाकरे तक भी पहुंच सकती है। बीजेपी ने अपनी मांगों के जरिए इसकी कोशिश भी शुरू कर दी है। सोमवार को हाईकोर्ट का फैसला आया तो मुंबई से लेकर दिल्ली तक हलचल तेज हो गई। मुंबई में देवेन्द्र फडणवीस और दिल्ली में कानून मंत्री रविशंकर प्रसाद की प्रेस कॉन्फ्रेंस हुई और दोनों नेताओं ने मुख्यमंत्री उद्धव ठाकरे का इस्तीफा मांगा। रविशंकर प्रसाद ने सवाल उठाया कि अनिल देशमुख ने अपने पार्टी प्रमुख शरद पवार को इस्तीफे की चिट्ठी क्यों सौंपी? उन्होंने कहा कि कहा कि जब सारा फैसला शरद पवार को ही करना था तो अब तक इस बात का ड्रामा क्यों किया जा रहा था?
कानून मंत्री रविशंकर प्रसाद ने कहा कि अनिल देशमुख के इस्तीफे से ये मामला यहीं खत्म नहीं होगा। ‘वसूली के पूरे रैकेट का पता लगना चाहिए। ये पता लगना चाहिए कि पैसा कहां-कहां पहुंचता था और वसूली में किसकी कितनी हिस्सेदारी थी?’ देवेंद्र फडणवीस ने कहा कि वसूली कांड पर अब मुख्यमंत्री उद्धव ठाकरे को अपनी चुप्पी तोड़नी चाहिए। उन्होंने कहा कि वसूली कांड को लेकर जिस तरह महाराष्ट्र की बदनामी हुई है उसपर उद्धव ठाकरे को जवाब तो देना ही होगा। फडणवीस ने कहा कि जिस वक्त ये मामला सामने आया था अगर उद्धव ठाकरे ने उसी समय अनिल देशमुख से इस्तीफा ले लिया होता तो शायद इतनी फजीहत नहीं होती। फडणवीस ने यह भी संकेत दिया कि अभी तो सिर्फ शुरुआत है, आगे कई ‘राजनीतिक धमाके ‘ होंगे।
जरा सोचिए, अगर सहायक पुलिस इंस्पेक्टर सचिन वाज़े ने उद्योगपति मुकेश अंबानी के घर के बाहर स्कॉर्पियो गाड़ी में जिलेटिन की छड़ें रखने का दुस्साहस नहीं किया होता। अगर वाज़े मनसुख हिरेन की हत्या के मामले में आरोपी नहीं बनता तो परमबीर सिंह मुंबई पुलिस के कमिश्नर बने रहते। अगर उन्हें हटाया नहीं जाता तो अनिल देशमुख उनके बारे में कभी नहीं कहते कि परमबीर की जांच की जाएगी। अगर ये सब नहीं होता तो ये बात कभी सामने नहीं आती कि गृह मंत्री अनिल देशमुख ने सचिन वाज़े को रेस्टोरेंट और बार से 100 करोड़ रुपए महीना वसूली का टारगेट दिया था। सबकुछ वैसे ही चलता रहता। वसूली होती रहती। लोगों को झूठे मामलों में फंसाने का सिलसिला चलता रहता और किसी को कानोंकान खबर नहीं होती।
इस बात को भुलाया नहीं जा सकता कि उद्धव ठाकरे ने विधानसभा में सचिन वाजे़ को डिफेंड (बचाव) किया था। इस बात को भी नहीं भुलाया जा सकता कि कैसे शरद पवार ने गृह मंत्री अनिल देशमुख का बचाव किया था। कुल मिलाकर सबलोग एक-दूसरे को बचाने में लगे थे, एक-दूसरे की करतूतों पर पर्दा डालने की कोशिश में लगे थे। उद्धव ठाकरे और शरद पवार एक दूसरे की मदद से सरकार में हैं। लेकिन जब इस तरह के खुलासे होते हैं तो एक सीमा के बाद फिर कोई एक-दूसरे की मदद नहीं करता।
इस बात की पूरी संभावना है कि अनिल देशमुख के खिलाफ सीबीआई की जो जांच होगी उसकी आंच उद्धव ठाकरे तक भी पहुंचेगी। क्योंकि मुंबई पुलिस के पूर्व कमिश्नर परमबीर सिंह ने साफ कहा है कि उन्होंने 100 करोड़ रुपया महीना वसूली के बारे में उद्धव ठाकरे को पूरी जानकारी दे दी थी लेकिन उन्होंने कुछ नहीं कहा। उद्धव के सामने एक बड़े सियासी संकट से लड़ने की चुनौती है। अब देखना है कि वे इस चुनौती का सामना कैसे करते हैं।
Rs 100 crore collection: The heat of CBI probe is bound to reach Uddhav Thackeray
It was nothing less than a storm in Maharashtra politics. There were straws in the wind about the impending storm. Central Bureau of Investigation will now probe graft allegations against Home Minister Anil Deshmukh, on the order of Bombay High Court. If any prima facie evidence is found about the allegation against the minister, for having demanded Rs 100 crore extortion, the CBI will have to file an FIR.
The first ripple effect was that the minister was forced to resign. His party supremo Sharad Pawar asked him to put in his papers, and chief minister Uddhav Thackeray had to forward his resignation to the Governor. On Monday, Bombay High Court directed the CBI to start a preliminary inquiry into “allegations of corrupt malpractices” made by former Mumbai Police commissioner Param Bir Singh against the minister. The former police chief had filed a PIL in the High Court accusing the minister of malpractices.
The High Court bench of Chief Justice Dipankar Datta and Justice Girish Kulkarni, in their order, said, “Deshmukh is the Home Minister. The police department is under his control and direction. ..There can be no fair, impartial, unbiased and untainted probe, if the same were entrusted to the state police force. As of necessity, the probe has to be entrusted to an independent agency like the CBI…interests of justice will be served if there is a CBI preliminary inquiry into the complaint.”
There was no other way out for Anil Deshmukh, except to resign. Though Deshmukh wrote in his resignation letter that he was quitting “on moral grounds”, it appears as if his moral conscience was aroused after a long delay.
Deshmukh should have ordered an inquiry soon after the former police chief made the allegations in his detailed letter to the Chief Minister. In this letter, Param Bir Singh had clearly alleged in Point 7 that the Home Minister had frequently called Crime Intelligence Unit chief Sachin Vaze to his residence and gave him a target of collecting Rs 100 crore every month from 1,750 restaurants and bars in Mumbai. At Point 9, Param Bir Singh had written that the Home Minister called ACP Social Service Branch Sanjay Patil and DCP Bhujbal to his home, and spoke fo collecting money from restaurants and bars.
It is surprising how Deshmukh continued to remain as Home Minister despite the allegations being made public. The complainant was none other than the Mumbai Police commissioner Parambir Singh, a senior IPS officer. Singh had alleged that he had informed the chief minister Uddhav Thackeray and NCP supremo Sharad Pawar about this.
Even now, chief minister Uddhav Thackeray is silent on this ‘collection’ charge, but once the CBI starts its probe into the allegations, the heat may reach the chief minister, too. Already, the BJP has started pressing its demand. On Monday, soon after the High Court order, BJP leader Devendra Fadnavis in Mumbai and Union Law Minister Ravi Shankar Prasad in Delhi demanded that chief minister Uddhav Thackeray should resign. Prasad questioned why Anil Deshmukh gave his letter of resignation to his party chief Sharad Pawar, who forwarded it to the chief minister. Why this drama, he asked.
The Law Minister said, the matter does not end with Deshmukh’s exit. “The entire extortion racket has to be unravelled. We must know who were the final recipients of ‘collection money’? Fadnavis demanded that the chief minister must break his silence on this issue. He said, the chief minister could have saved himself, had he taken Deshmukh’s resignation, when the allegations were first made. Fadnavis indicated that there were more ‘political explosions’ coming.
Just imagine, if assistant police inspector Sachin Vaze had not abanadoned a car carrying gelatine sticks outside industrialist Mukesh Ambani’s residence, if Vaze not become an accused in Mansukh Hiren’s murder case, Param Bir Singh would have continued as Mumbai Police chief, and the allegation that the Home Minister had asked for Rs 100 crore collection from restaurant and bar owners would not have surfaced. Everything would have been hunky dory. The ‘collections’ from restaurant and bar owners by police would have continued unabated and no one would have been wiser.
Nobody can forget how chief minister Uddhav Thackeray had defended Sachin Vaze in the assembly. Nobody can forget how Sharad Pawar tried to defend his Home Minister in public. The top political leaders were trying to protect each other and were trying to hush up the matter. Both Uddhav Thackeray and Pawar’s party are in a coalition government, but when such a can of worms opens up, there is a certain limit up to which a leader can protect the other.
There is full possibility of the heat of CBI probe against Anil Deshmukh reaching the chief minister, because the ex-police chief had claimed that he had given detailed information about this to Uddhav Thackeray. But the chief minister did not act on his information. Uddhav Thackeray now faces a crucial political challenge to his authority. It remains to be seen how he handles this challenge.
तेजी से फैलने वाली और ज्यादा घातक है कोरोना की दूसरी लहर
कोरोना महामारी की दूसरी लहर पूरे देश को अपनी चपेट में ले चुकी है। यह पहले से ज्यादा खतरनाक है और इसके फैलने की रफ्तार भी पहले से कहीं ज्यादा तेज है। शुक्रवार को कोरोना के नए मामलों की संख्या 90 हजार के आंकड़े को छू गई। 24 घंटे में कुल 89,129 मामले सामने आए। इससे एक दिन पहले कुल 81,466 नए केस सामने आए थे।
सबसे ज्यादा बुरा हाल महाराष्ट्र का है जहां कोरोना के 47,827नए मामले आए हैं। शुक्रवार को देशभर में इस वायरस के संक्रमण से कुल 714 लोगों की मौत हुई जिसमें अकेले महाराष्ट्र में 220 मौतें दर्ज की गई हैं। इस महामारी की पहली लहर के दौरान जिस रफ्तार से मामले बढ़े थे उसकी तुलना में मौजूदा रफ्तार करीब तीन गुना ज्यादा है। पिछले साल 17 सितंबर को एक दिन में कोरोना के सर्वाधिक 98,795 मामले दर्ज किए गए थे और मौजूदा लहर को देखें तो यह तेज गति से इस आंकड़े की ओर बढ़ रही है।
यह महामारी तेजी से कर्नाटक( शुक्रवार को 4,991 नए मामले ), दिल्ली (3,594), तमिलनाडु (3,290), पंजाब (2,903), गुजरात (2,640), और मध्य प्रदेश (2,777) में फैल रही है। कोरोना के 80 प्रतिशत से ज्यादा नए मामले इन राज्यों में हैं। शुक्रवार को स्वास्थ्य विशेषज्ञों ने यह स्पष्ट कर दिया कि महामारी की दूसरी लहर पहले की तुलना में ज्यादा घातक और खतरनाक है। विशेषज्ञों ने यह अनुमान जताया है कि अगले कुछ दिनों में हालात ऐसे हो सकते हैं जब रोजाना एक लाख से ज्यादा कोरोना के मामले सामने आएंगे, इसलिए कोरोना के गाइडलाइंस का पालन करने के लिए और सख्ती बरतने की जरूरत है।
यह चेतावनी बिल्कुल स्पष्ट है कि अगर अब भी नहीं संभले तो फिर अमेरिका और ब्राजील जैसे हालात होने में वक्त नहीं लगेगा। हमें भी उन्हीं चुनौतियों का सामना करना पड़ सकता है जिनका सामना अमेरिका और ब्राजील ने किया है। ये दोनों देश मौजूदा समय में कोरोना की लिस्ट में शीर्ष पर हैं। पिछले साल सितम्बर में जब यह महामारी अपने चरम(पीक) पर थी तो रोजाना 97 हज़ार नए मामले आते थे। पॉजिटिविटी और मृत्यु दर भी बढ़ रही और ये हम सभी के लिए अत्यंत चिंता की बात है।
केंद्र ने 11 राज्यों को ‘गंभीर चिंता वाले राज्यों’ के रूप में पहचान की है जहां कोरोना के नए मामले और इससे होनेवाली मौतों में वृद्धि हो रही है, लेकिन रोकथाम के उपायों को लागू करने में कोई सराहनीय पहल नहीं हुई है। कैबिनेट सचिव ने शुक्रवार को सभी राज्यों को निर्देश दिया कि वे अपने राज्य प्रशासन को सक्रिय करें और महामारी को फैलने से रोकने के लिए सभी संसाधनों का इस्तेमाल करें।
महाराष्ट्र के मुख्यमंत्री उद्धव ठाकरे ने शुक्रवार शाम अपने लाइव स्पीच में इस बात की चेतावनी दी कि अगले दो दिनों में लॉकडाउन लागू करने पर फैसला हो सकता है। ठाकरे ने कहा, ‘मैं इसकी अभी घोषणा तो नहीं कर रहा हूं लेकिन पूर्ण लॉकडाउन की चेतावनी दे रहा हूं । मैं देखूंगा कि क्या हम कोरोना के बढ़ते मामलों को रोकने के लिए एक व्यावहारिक समाधान ढूंढ सकते हैं।’
महाराष्ट्र सरकार पूरे राज्य के स्तर पर लॉकडाउन लागू करने की बजाय मुंबई, पुणे, ठाणे और नागपुर जैसे आठ क्षेत्रों में लॉकडाउन लागू कर सकती है, जहां कोरोना के मामले तेजी से बढ़ रहे हैं। पुणे में रोजाना 12 घंटे के कर्फ्यू की पहले ही घोषणा की जा चुकी है। छत्तीसगढ़ में राज्य सरकार ने कोरोना हॉटस्पॉट बन चुके दुर्ग और बेमेतरा जिले में 9 दिनों का लॉकडाउन किया है। मध्यप्रदेश के मुख्यमंत्री शिवराज सिंह चौहान ने छिंदवाड़ा जिले में तीन दिनों के पूर्ण लॉकडाउन का आदेश दिया है। भोपाल, इंदौर, जबलपुर, बैतूल, छिंदवाड़ा, खरगोन, रतलाम, ग्वालियर, उज्जैन, विदिशा और नरसिंहपुर जिलों में वीकेंड लॉकडाउन लगाया गया है। यानि शनिवार रात 9 बजे से सोमवार शाम 6 बजे तक इन शहरों में लॉकडाउन लागू रहेगा। कर्नाटक में राज्य सरकार ने आठ जिलों में नए प्रतिबंध लगाए हैं, जिनमें स्कूल, जिम और स्विमिंग पूल को बंद करना शामिल है। पंजाब के अधिकांश शहरों में पहले से ही रात का कर्फ्यू लगा हुआ है।
केवल नाइट कर्फ्यू, आंशिक लॉकडाउन जैसे फैसले करने, कागजों पर योजना बनाने, आदेश देने से क्या होगा। जमीनी हकीकत इससे बिल्कुल अलग है। महाराष्ट्र में सरकार ने सख्त नियम तो पहले से बना रखे हैं लेकिन मुश्किल ये है कि नियमों का पालन नहीं हो रहा है। न सरकार पालन करवा रही है और न लोग सरकारी नियमों को मान रहे हैं। शुक्रवार की रात को अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया कि कैसे महाराष्ट्र के सतारा जिले के बसावत बावन इलाके में होली के तुरंत बाद बगड़ यात्रा उत्सव को मनाने के लिए हजारों लोग इकट्ठा हो गए। इस यात्रा में हजारों लोगों की भीड़ ने भाग लिया। यह कोरोनावायरस को एक खुला निमंत्रण है क्योंकि यह भीड़ में तेजी से फैलता है।
इंडिया टीवी संवाददाता ने बताया कि पिछले एक महीने से इस यात्रा को लेकर जिला प्रशासन, पुलिस और स्थानीय लोगों के बीच लोगों के बीच मीटिंग चल रही थी कि यात्रा को होने दिया जाए या नहीं। लेकिन होली पर जब यात्रा नहीं हुई तो पुलिस भी निश्चिंत हो गई। लेकिन होली के चार दिन के बाद हजारों लोग अचानक सड़कों पर आ गए। हालांकि जब इस भीड़ की तस्वीरें पुलिस को दिखाई गई और प्रशासन से सवाल पूछे तो पुलिस ने कोविड नियमों के उल्लंघन के मामले में एफआईआर दर्ज की और यात्रा के आयोजन करने को लेकर 50 गांववालों को हिरासत में ले लिया। वहीं गांववालों का तो कहना है कि जब चुनावी रैलियां हो सकती हैं तो फिर किसी को धार्मिक यात्रा में क्या दिक्कत है?
सतारा जिला पुणे के बिल्कुल पास है और पुणे कोरोना का बड़ा हॉटस्पॉट बन चुका है। इसके बाद भी सतारा में प्रशासन इस यात्रा को रोकने में विफल रहा। अकेले पुणे शहर में एक दिन में 9 हजार से ज्यादा नए मामले सामने आए हैं। अगर प्रशासन समय पर कार्रवाई करता तो महामारी को फैलने से रोका जा सकता था।
मुंबई में भी कमोबेश ऐसे ही हालात हैं। यहां प्रशासन ने पाबंदियां लगाई थीं लेकिन हर रोज लोकल ट्रेन, स्टेशन और बाजारों में भीड़ जस की तस है। लेकिन कोई कार्रवाई नहीं होती। इसका नतीजा ये हो रहा है कि कोरोना के मरीजों की संख्या बहुत तेजी से बढ़ रही है। मुंबई में चौबीस घंटों में 8, 832 केस सामने आए हैं। चिंता की बात ये है कि धारावी (एशिया की सबसे बड़ी झुग्गी) जैसे घनी आबादी वाले इलाके में कोरोना की रफ्तार नियंत्रण से बाहर हो गई है।
कई लोगों को लगता है कि कोरोना उन्हें नहीं होगा। यह धारणा उनके मन में है कि वे उनकी रोग प्रतिरक्षा प्रणाली मजबूत है और कोरोना उनका कुछ नहीं बिगाड़ पाएगा। ऐसे लोगों को मैं बताना चाहता हूं कि कोरोना किसी को नहीं छोड़ता। बड़े-बड़े लोगों को छोटी-छोटी गलतियां भारी पड़ जाती हैं। अब सचिन तेंदुलकर को ही लीजिए। वे स्पोर्टस पर्सन हैं, फिट हैं और अभी-भी खेलते हैं। कोरोना प्रोटोकॉल का पालन करते हैं, भीड़भाड़ में नहीं जाते, सोशल डिस्टेंसिंग अपनाते हैं लेकिन इसके बाद भी कोरोना सचिन तेंदुलकर तक पहुंच गया और एक हफ्ते में ऐसी हालत हो गई कि सचिन को हॉस्पिटल में भर्ती होना पड़ा। अब सवाल ये है कि सचिन तेंदुलकर ने गलती क्या की? असल में सचिन रोड सेफ्टी वर्ल्ड सीरीज़ में हिस्सा लेने के लिए रायपुर गए थे। यहां उन्होंने इंडिया लेजेंड्स की कप्तानी की थी और फाइनल मुकाबले में श्रीलंका को हराने के बाद जब वो मुंबई लौटे तो उनके साथ कोरोना वायरस भी उनके घर पहुंच गया।
अब रॉबर्ट वाड्रा को ही लें। मैं उन्हें अच्छी तरह जानता हूं कि वो फिटनेस के मामले में कोई समझौता नहीं करते। रोजाना जिम जाते हैं और बहुत फिट हैं। फिर भी कोरोना राबर्ट वाड्रा तक पहुंच गया। उनमें किसी तरह का कोई लक्षण नहीं है इसलिए वो फिलहाल घर में ही आइसोलेटेड हैं। ऐसे और भी उदाहरण हैं जैसे अभिनेत्री आलिया भट्ट शारीरिक रूप से फिट हैं, लेकिन कोरोना से संक्रमित हो गईं। सुपरस्टार आमिर खान, वे अपना बेहद ख्याल रखते हैं, कोविड गाइडलाइंस का पालन करते हैं फिर भी वे घर में आइसोलेटेड हैं। बीजेपी सांसद मनोज कोटक दो बार वायरस से संक्रमित हुए। मिलिंद सोमन जो हमेशा शारीरिक रूप से फिट रहते हैं उनकी भी कोरोना रिपोर्ट पॉजिटिव आई।
दिल्ली में भी कोरोना तेज रफ्तार से बढ रहा है। मुख्यमंत्री अरविंद केजरीवाल ने शुक्रवार को केंद्र से अपील की कि वह 18 साल से ऊपर के सभी लोगों को वैक्सीन लगाने की इजाजत दे। हालांकि उन्होंने लॉकडाउन से इनकार कर दिया। एक सवाल के जवाब में केजरीवाल ने कहा कि अगर हालात बिगड़े तो लॉकडाउन भी एक विकल्प होगा लेकिन वो लॉकडाउन का फैसला जनता से पूछकर करेंगे। 18 साल से ज्यादा उम्र के सभी लोगों को वैक्सीन देने के लिए, बड़ी संख्या में वैक्सीन के साथ ही स्वास्थ्य कार्यकर्ताओं की भी जरूरत होगी। अच्छी बात ये है कि जिस रफ्तार से कोरोना बढ़ रहा है वैक्सीनेशन भी उसी तेजी से हो रहा है। वैक्सीन लगवाने के लिए लोगों में उत्साह दिख रहा है। आधिकारिक आंकड़ों के मुताबिक अब तक 7 करोड़ से ज्यादा लोगों ने वैक्सीन के लिए अपना नाम रजिस्टर्ड कराया है, इनमें से 3.75 करोड़ लोग वैक्सीन ले चुके हैं।
वैक्सीनेशन बहुत जरूरी है। मैं फिर से सभी से अपील करूंगा कि अपना नाम कोविन (CoWin) ऐप पर रजिस्टर्ड करें, अपॉइंटमेंट लें और नजदीक के वैक्सीनेशन सेंटर पर जाकर वैक्सीन लें। देरी मत कीजिए। लोगों की इन गलत धारणाओं से निकलें जिसमें कुछ लोग यह कहते हैं कि वो पूरी तरह स्वस्थ हैं, उनकी इम्युनिटी अच्छी है, उन्हें वैक्सीन की क्या जरूरत है? हमने लोगों को ये कहते सुना कि गांव के लोगों को कोरोना नहीं होता। कोई कहता था कि मेहनत करने वालों को कोरोना नहीं होता। कुछ लोग कहते थे कि कोरोना धूप में मर जाता है। जो लोग धूप में रहते हैं, खेत में पसीना बहाते हैं उन्हें कोरोना नहीं होता। उन विशेषज्ञों की सुनें जिनका कहना है कि कोरोना किसी को भी हो सकता है और आपकी इम्युनिटी कितनी भी अच्छी क्यों न हो कोरोना कितना खतरनाक हो सकता है, इसका अंदाजा इन्फेक्शन होने के बाद ही होता है। जब कोरोना वायरस आपकी कोशिकाओं, और अंगों पर आक्रमण करना शुरू कर देता है, तब पता चलता है कि एक रोगी को किस हालात से गुजरना पड़ता है। अगर इम्युनिटी अच्छी भी है तो वैक्सीन लेने से आप और बेहतर तरीके से कोरोना से लड़ पाएंगे। अस्पताल में भर्ती होने की नौबत से बच सकते हैं और आप घर पर रहकर भी स्वस्थ हो सकते हैं।
सुपरस्टार सलमान खान की फिटनेस तो सब जानते हैं। सलमान नियमित रूप से जिम जाते हैं, फिटनेस का पूरा ख्याल रखते हैं इसके बाद भी उन्होंने वैक्सीन लगवाई। अभिनेता सैफ अलीखान भी फिट हैं, एक्सरसाइज करते हैं लेकिन उन्होंने भी वैक्सीन ली। रवि शास्त्री प्लेयर्स के साथ ही रहते हैं। जिम से लेकर मैदान तक दिनभर दौड़ते हैं, फिर भी उन्होंने कोरोना के वैक्सीन डोज़ ली है। मलाइका अरोड़ा फिटनेस पर ध्यान देने वालों में है रोल मॉडल हैं, फिर भी उन्होंने वैक्सीन ली है।
कहने का मतलब ये है कि एक तो कोरोना से डरिए लेकिन वैक्सीन लगाने से मत डरिए। वैक्सीन जरूर लगवाइए। दूसरी बात ये है कि वैक्सीन पूरी तरह सुरक्षित है। कोरोना वायरस का हमला होने पर वैक्सीन ही जिंदगी की गारंटी है। अगर वैक्सीन लगी होगी तो कोरोना का संक्रमण होने पर भी आपको हॉस्पिटल तक नहीं जाना पड़ेगा। इसलिए वैक्सीन जरूर लगवाइए। एक और बात कहना चाहता हूं, वैक्सीन लगवाने के लिए भीड़ मत लगाइए। रजिस्ट्रेशन करवाइए और अपनी बारी का इंतजार कीजिए। और अंत में वह बात जो बेहद जरूरी है- वैक्सीन लगने के बाद भी कोरोना के दिशानिर्देशों का पालन कीजिए। मास्क लगाइए, हाथ समय-समय पर धोते रहिए, सेनेटाइजर का इस्तेमाल कीजिए और सोशल डिस्टेंसिंग का पालन कीजिए। हम सब साथ मिलकर इस महामारी को हराएंगे।
Second wave of Covid: More lethal and moves faster
The second wave of Covid pandemic is presently sweeping across India at a deadlier and faster pace. On Friday, the number of fresh Covid cases almost touched 90,000, with total number of 89,129 new cases reported. Only a day before, the number of fresh Covid cases was at 81,466.
The worst affected state is Maharashtra, which reported 47,827 new cases. Maharashtra accounted for 202 deaths out of a total of 714 Covid related deaths recorded across India on Friday. The rise is three times faster compared to the corresponding increase during the first wave of the pandemic. The highest single-day spike was recorded on September 17 last year at 98,795, and the current wave is fast moving towards that number.
The pandemic is spreading in Karnataka (4,991 cases on Friday), Delhi (3,594), Tamil Nadu (3,290), Punjab (2,903), Gujarat (2,640), and Madhya Pradesh (2,777). More than 80 per cent of the new cases are from these states.
On Friday, health experts made it clear that the second wave of the pandemic is more dangerous compared to the earlier one. They predicted that the single-day spike may jump to one lakh and more in the coming days, and there is a strong need for strictly enforcing Covid guidelines.
The warning is clear: if we in India fail to take precautions now, we may face the same challenges that the US and Brazil have faced. Both these countries are presently on top of the World Covid chart. In September last year, when the pandemic was at its peak in India, the daily average rise in cases was nearly 97,000. The positivity and fatality rates are also rising and these are matters of utmost concern to all of us.
The Centre has identified 11 states as “states of grave concern”, where the numbers of new cases and fatalities are rising, but there is no commensurate increase in enforcement of containment measures. The Cabinet Secretary, on Friday, directed all the states to galvanize their state administrations and use all resources at their disposal to stop the spread of the pandemic.
Maharashtra chief minister Uddhav Thackeray in his live address on Friday evening, warned that a decision on enforcing lockdown may be taken in the next two days. Thackeray said, “I am warning of a complete lockdown, not declaring it as of now. I will see if we can find a workable solution to stop the surge.”
The state government may impose lockdown in eight areas, like Mumbai, Pune, Thane, and Nagpur, that are leading the surge, rather than imposing a statewide lockdown. A 12-hour daily curfew has already been declared in Pune.
In Chhattisgarh, the state government has imposed a nine-day lockdown in Durg and Bemetera districts, which have emerged as Covid hotspots. Madhya Pradesh chief minister Shivraj Singh Chouhan ordered a complete 3-day lockdown in Chhindwara district. Weekend lockdown from Saturday 9 pm till Monday 6 am has been imposed in Bhopal, Indore, Jabalpur, Betul, Chhindwara, Khargone, Ratlam, Gwalior, Ujjain, Vidisha and Narsinghpur districts. In Karnataka, the state government has imposed new restrictions in eight districts, that include closure of schools, gyms and swimming pools. Night curfews are already in place in most of the cities of Punjab.
Only announcements of night curfew and partial lockdown will not do. These are mostly on paper, whereas the ground realities are quite different. Maharashtra government had already announced strict measures, but most of it are either not being implemented in full or being enforced in a cosmetic manner. In my prime time show ‘Aaj Ki Baat’ on Friday night, we showed how thousands of people gathering in Basavat Bavdhan area of Maharashtra’s Satara district to celebrate an annual Bagad Yatra festival that takes place soon after Holi. Thousands of people, jampacked in crowds, took part in the yatra. This is an open invitation to the Coronavirus that spreads wherever crowds assemble.
India TV reporter said, for the last one month, meetings were going on between the district administration, police and local community on whether to allow the yatra to take place or not. There was no yatra after Holi, but after four days, all of a sudden, thousands of villagers came out and took part in the yatra. The local administration was helpless. When videos of the yatra surfaced, police filed FIRs and detained nearly 50 villagers. The local villagers had a simple question: if huge election rallies and road shows can be organized in other states, then why not a yatra?
Satara district is close to Pune, one of the top hotspots where Covid pandemic is raging, but the administration failed to prevent crowds from taking out the yatra. In Pune city alone, more than 9,000 fresh cases were reported on a single day. Had the administration taken timely action, the spread of pandemic could have been prevented.
Same is the situation in Mumbai. Every day there are crowds inside local trains, buses and markets, but no action was taken. The result: the daily surge in Mumbai alone was 8,832. The situation is going out of control in Asia’s largest sum, Dharavi, where several lakh people living in congested localities.
I have heard there are many people who are under the false impression that they would never be infected by the virus as they have developed strong immunity. I want to tell them that Coronavirus does not spare any one, irrespective of whether one has developed immunity or not. Take the instance of our sports icon Sachin Tendulkar. He avoids crowds, sticks to his practices and game, never meets strangers, and yet he was hospitalized on Friday after he was found Covid positive. How: He had gone to Raipur to lead India Legends team in Road Safety World Series. After defeating Sri Lanka, when he returned home, the virus came with him.
Take the case of Robert Vadra. I know him personally, goes to gym daily, takes care of his body and immunity, practices social distancing, had no symptoms, but was found Covid positive.. He is presently in home quarantine. More examples: actor Alia Bhatt, physically fit but was infected with the virus, superstar Aamir Khan, takes care of his physique, practices social distancing, and yet he is in home quarantine. BJP MP Manoj Kotak was infected by the virus twice. Milind Soman, who is always physically fit, was tested Covid positive.
With the virus spreading fast in Delhi too, chief minister Arvind Kejriwal on Friday appealed to the Centre to allow vaccination of all people above the age of 18 years. He however ruled out a lockdown, but added a rider saying that he would consult people before imposing any lockdown. To vaccinate all above the age of 18 years, a huge number of vaccines and health workers are required. It is nice to find that a large number of people have started turning up to take vaccines. Till now, more than 7 crore Indians have registered their names for vaccine. Out of them, 3.75 crore people walked in to vaccination centres to get the jabs, according to official data.
I will again appeal to all to get your names registered on CoWin App, take appointment, and go to the nearest vaccination centre to take the jab. Do not delay. Cast aside the false notion that nothing may happen to you because your immunity is strong. Discard wrong impressions of people who claim that they will never get the virus, because they toil hard in summer, do their gym workouts regularly. Listen to experts who are saying that the virus may attack any individual, immunity or no immunity.
Once the Coronavirus start invading your cells, tissues and organs, you will know the trauma a patient has to go through. If you take the vaccines, there may be a slim chance of being hospitalized. You can recover by undergoing treatment at home. Remember how superstar Salman Khan, who takes meticulous care of his physique, opted to take the vaccine for protecting himself from the virus. Actor like Saif Ali Khan, who is a fitness freak, Ravi Shastri, who spends most of his time playing cricket with players, Malaika Arora, a role model for women who take care of their physical fitness: all of them got vaccinated.
My advice is: Fear the virus, but do not fear the vaccine. The Covid vaccines are safe, they are meant to protect you when the virus strikes your body, the vaccine is your guarantee of life. If you take the jab, you will not have to go to the hospital, if you are infected.. One more advice: do not jostle in crowds to take vaccine. Take your appointment and await your turn. And, of course the perennial advice: Continue with Covid precautions, wearing masks, avoiding crowded places, frequent washing of hands and social distancing. We will beat this pandemic together.
नंदीग्राम में वोटिंग के दिन गांववालों को किसने धमकाया था?
इंडिया टीवी पर हमने आपको दिखाया कि नंदीग्राम में मतदान के दिन कैसे खौफज़दा गांववाले केंद्रीय सुरक्षाबलों के साये में वोट डालने के लिए मतदान केंद्र तक जा रहे थे। इन ग्रामीणों में महिला और पुरुष दोनों थे। इन लोगों ने तृणमूल के कुछ स्थानीय नेताओं का नाम लिया जिन्होंने उन्हे मतदान के दिन घरों से बाहर न निकलने और वोट न देने की धमकी दी थी। इससे पता चलता है कि नंदीग्राम में किस तरह से आतंक का माहौल बनाया गया था जहां से तृणमूल कांग्रेस की सर्वेसर्वा ममता बनर्जी अपने राजनीतिक अस्तित्व को बचाने की लड़ाई लड़ रही हैं।
अब तक हम केवल ये सुनते आये थे कि तृणमूल के नेता और बााहुबली बंगाल में भाजपा की रैलियों में शामिल नहीं होने के लिए लोगों को धमकी देते हैं, लोगों को बीजेपी की रैली में जाने पर डराते हैं। हम ऐसा भी सुनते थे कि यहां के गांववाले लोकल पुलिस पर कभी भरोसा नहीं करते। लेकिन सेंट्रल फोर्सेज को देखकर उनकी हिम्मत बढ़ी है और लोग एकजुट होकर वोट देने के लिए घरों से बाहर निकले। बीजेपी के नेता बार-बार कहते हैं कि तृणमूल के लोगों ने उनके कार्यकर्ताओं की पिटाई की, डराया और कई जगह हत्याएं हुईं। इन सब आरोपों पर यकीन करना कई बार मुश्किल होता था लेकिन नंदीग्राम में पोलिंग के दिन जो कुछ दिखा उससे यह मनना पड़ेगा की तृणमूल के गढ़ वाले इलाकों में आतंक का राज है।
इन गांववालों ने इंडिया टीवी के संवाददाता अमित पालित को बताया कि कैसे तृणमूल के नेता उनके घरों पर आए और मिथुन के रोड शो में शामिल होने पर धमकाया। इनके गांव में केंद्रीय सुरक्षा बलों की टीम भेजी गई और इन ग्रामीणों को पोलिंग बूथ तक लाया गया ताकि ये बिना किसी भय के अपने वोट डाल सकें।
हमने गुरुवार को एक और दृश्य दिखाया कि कैसे मुस्लिम बहुल इलाके में बीजेपी प्रत्याशी शुभेंदु अधिकारी के काफिले की गाड़ियों पर पथराव हुआ। शुभेंदु की गाड़ियों के पीछे मीडिया की गाड़ियां भी थी। अचानक सड़क के दोनों तरफ से पत्थरों की बारिश होने लगी। गाड़ियों के शीशे चकनाचूर हो गए। इंडिया टीवी की गाड़ी के शीशे भी फूटे और हमारे संवाददाता पवन नारा के सिर में चोट भी लगी। जैसे ही शुभेंदु अधिकारी को हमले की खबर मिली तो उन्होंने काफिले को रोका और इंडिया टीवी की गाड़ी के पास आए। उन्होंने कहा, ‘ये बेगम के जंगलराज का सबूत है। बंगाल के लोगों को देखना चाहिए। यहां तृणमूल के लोकल मुस्लिम लीडर और बाहुबली शेख सूफियान के खिलाफ पहले से ही गैर-जमानती वारंट लंबित है, ये बाहरी लोगों को मदरसा बूथ पर धांधली के लिए लए थे। अभी बंगाल चुनाव में 6 चरण बाकी है, इसे सबको दिखना चाहिए कि यहां क्या हो रहा है।’
शुभेंदु अधिकारी नंदीग्राम के ब्लॉक-1 में हमले के लिए सीधे-सीधे मुसलमानों को जिम्मेदार क्यों ठहरा रहे हैं? इसका अंदाजा आपको नंदीग्राम के मुसलमानों की बात सुनकर हो जाएगा। इंडिया टीवी संवाददाता मनीष भट्टाचार्या भी नंदीग्राम के उसी इलाके में थे जहां पथराव हुआ था। यहां के तृणमूल समर्थक मुस्लिम मतदाताओं ने कहा, ‘इस बार तो शुभेंदु दादा गया, न ओवैसी चलेगा, न पीरजादा, मुसलमानों का सौ प्रतिशत वोट ममता को मिलेगा।’
ममता बनर्जी इस बात को अच्छी तरह से जानती हैं कि बंगाल में मुस्लिम मतदाता उनके समर्थन में एकजुट हैं और किसी भी हद तक जा सकते हैं क्योंकि उन्हें डर है कि बीजेपी सत्ता में आ सकती है। इसीलिए ममता बनर्जी ने मुस्लिम इलाकों से ज्यादा हिंदू इलाकों पर फोकस किया। ममता ने बूथ पर पहुंचकर करीब दो घंटे तक ड्रामा किया। दो घंटे से ज्यादा वक्त तक वह व्हीलचयर पर बूथ में बैठी रहीं। इस बीच उन्होंने राज्य़पाल जगदीप धनखड़ को फोन करके शिकायत की। ममता ने राज्यपाल से बंगाल में निष्पक्ष चुनाव कराने की मांग की। उन्होंने अपने हाथ से चुनाव आयोग को 2 पेज की चिट्ठी लिखी और यह आरोप लगाया कि केंद्रीय बल धांधली की इजाजत दे रहे हैं। यह सब राष्ट्रीय और अंतर्राष्ट्रीय मीडिया का ध्यान आकर्षित करने के लिए किया गया था।
ममता बनर्जी का कहना है कि उन्हें शिकायत मिली थी कि हिंदू बहुल क्षेत्र बोयाल में मुस्लिम मतदाताओं को वोट डालने से रोका जा रहा है। ममता जब पोलिंग बूथ पर पहुंची तब इंडिया टीवी के रिपोर्टर मनीष भट्टाचार्य वहीं मौजूद थे। अचानक बड़ी संख्या में तृणमूल समर्थक वहां नारेबाजी करते हुए आए और भारतीय जनता पार्टी के कार्यकर्ताओं के साथ झगड़ा शुरू कर दिया। तृणमूल सुप्रीमो की मौजूदगी में ही दोनों तरफ से नारेबाजी हुई, और फिर मारपीट भी हुई। अच्छी बात यह रही कि केंद्रीय सुरक्षा बलों की एक बड़ी टीम मौके पर आई और हालात को बिगड़ने से रोक लिया।
चुनाव आयोग के खिलाफ शिकायत करने के लिए एक पोलिंग बूथ के बाहर दो घंटे तक बैठे रहना और फिर राज्यपाल को फोन करना, ममता की नाटकीय शैली थी । ये वही राज्यपाल थे, जिन्हें वह पिछले कई सालों से ‘बीजेपी का एजेंट’ बता कर कोसती थीं । एक बूथ के बाहर ममता के होने की खबर तेजी से फैली, और कुछ ही देर बाद चुनाव आयोग के ऑब्जर्वर वहां पहुंच गए, और अपनी रिपोर्ट दिल्ली स्थित EC के कंट्रोल रूम को भेज दी।
चुनाव आयोग ने शाम को इस बारे में मीडिया को बताया, ‘मीडिया के कई हिस्सों में यह कवर किया गया कि नंदीग्राम विधानसभा सीट की बूथ संख्या 7 पर मुख्यमंत्री के कथित घेराव और भीड़ जमा होने के कारण मतदान की प्रक्रिया बाधित हुई। जनरल ऑब्जर्वर हिमेन दास (IAS 2009 बैच) और पुलिस ऑब्जर्वर आशुतोष रॉय (IPS 1994 बैच) से तत्काल मौके पर पहुंचने के लिए कहा गया था। जनरल ऑब्जर्वर की रिपोर्ट 4.06 मिनट पर मिली, जिसमें कहा गया, ‘गुड ऑफ्टरनून सर, बूथ संख्या 7 (बोयाल मोक्ताब प्राइमरी स्कूल) पर मतदान सुचारु रूप से चल रहा है। मुख्यमंत्री, जो कि प्रत्याशी भी हैं, वहां करीब डेढ़ घंटे तक रहने के बाद लगभग 3.35 बजे चली गईं।’
‘इसका संज्ञान लिया जाए कि यहां पर पूरे समय मतदान में कोई व्यवधान नहीं हुआ। अब तक कुल 943 मतों में से 702 मत डाले जा चुके हैं। यहां 74 फीसदी मतदान हुआ है। जब हम मौके पर पहुंचे तो वहां करीब 3,000 लोग थे। अब सभी लोग वहां से जा चुके हैं। अब यहां पर मैं, पुलिस ऑब्जर्वर और CAPF समेत अधिकृत पुलिसकर्मी ही मौजूद हैं। सादर।’
‘पश्चिम बंगाल के मुख्य निर्वाचन अधिकारी के माध्यम से मुख्यमंत्री की ओर से दोपहर के समय हस्तलिखित शिकायत मिली जिसके बाद इसे विशेष पर्यवेक्षक अजय नायक और विशेष पुलिस पर्यवेक्षक विवेक दुबे के पास भेज दिया गया। उनसे शुक्रवार शाम 6 बजे तक रिपोर्ट देने के लिए कहा गया है।’
इसका मतलब है कि ममता तिल का ताड़ बना रही थीं। वह नाटक रच रही थीं जबकि उनकी खुद की पार्टी के गुंडे गांवों में लोगों को वोट देने के लिए घर से बाहर न निकलने की धमकी दे रहे थे।
ममता के प्रतिद्वंद्वी शुभेंदु अधकारी ने कहा कि इससे साफ पता चलता है कि ममता नंदीग्राम में हार रही हैं। उन्होंने दावा किया कि नंदीग्राम के अधिकांश मतदाताओं ने उनके पक्ष में मतदान किया है। अधिकारी ने पूछा कि पोलिंग बूथ के बाहर 2 घंटे तक बैठकर ममता ने आचार संहिता का उल्लंघन कैसे नहीं किया।
उसी समय उलुबेड़िया और जयनगर में प्रधानमंत्री ने चुनाव रैलियों को संबोधत करते हुए कहा, ‘बंगाल की जनता ने इस बार ममता को सबक सिखाने का फैसला कर लिया है। लोगों के गुस्से से दीदी को कोई नहीं बचा सकता। दीवार पर लिखी हुई इबारत पढ़ लीजिए। पहले चरण के मतदान के बाद इस बात का अच्छी तरह अंदाजा लग चुका है। अभी कुछ ही देर पहले नंदीग्राम में जो हुआ, वह हम सबने देखा है। यह दिखाता है कि दीदी अपनी हार मान चुकी हैं।’
मोदी ने ममता पर सीधा सवाल दागते हुए कहा, ‘दीदी, अभी भी आखिरी चरण के चुनाव के लिए नामांकन पत्र दाखिल किया जाना है। जरा बताइए। इस बात में कितनी सच्चाई है, यहां कानाफूसी चल रही है कि आप अचानक किसी दूसरी सीट से फॉर्म भरने जा रही हैं? आप पहली बार नंदीग्राम गईं और वहां की जनता ने आपको दिखा दिया। आप कहीं और जाएंगी तो वहां भी बंगाल के लोग (आपको सबक सिखाने के लिए) तैयार बैठे हैं।’
तृणमूल कांग्रेस के प्रवक्ता ने देर शाम औपचारिक तौर पर इस बात से इनकार कर दिया कि ममता किसी दूसरी सीट से नामांकन पत्र दाखिल करने जा रही हैं। प्रवक्ता ने कहा, ‘अगर बीजेपी के नेताओं को बंगाल से इतना ही प्यार है तो प्रधानमंत्री या गृह मंत्री यहां नामांकन क्यों नहीं दाखिल करते?’ तृणमूल की एक अन्य सांसद महुआ मोइत्रा ने ट्वीट किया: ‘दूसरी सीट से चुनाव लड़ने जा रही हैं? हां, मिस्टर प्राइम मिनिस्टर, और वह वाराणसी की सीट होगी। इसलिए जाइए, और पूरी तैयारी कर लीजिए।’
इंडिया टीवी के पत्रकारों को इस बात का श्रेय जाता है कि उन्होंने गुरुवार को जबर्दस्त साहस दिखाते हुए केंद्रीय बलों के संरक्षण में अपना वोट डालने के लिए पोलिंग बूथों पर पहुंचे ग्रामीणों से बात की। हमारे रिपोर्टरों ने तृणमूल समर्थकों के पथराव का सामना किया, जिसमें हमारे एक रिपोर्टर घायल भी हो गए। हमारे तीसरे रिपोर्टर ने दिखाया कि मुख्यमंत्री की मौजूदगी में कैसे तृणमूल और बीजेपी के समर्थक आपस में भिड़ गए।
बंगाल में चुनाव कराने से पहले चुनाव आयोग जानता था कि बूथ कैप्चरिंग की कोशिश की जाएगी, और इसलिए 8 चरणों के मतदान और केंद्रीय बलों की भारी तैनाती का विकल्प चुना गया। उस समय 8 फेज की वोटिंग पर सबसे पहले ममता बनर्जी ने ही आपत्ति जताई थी। गुरुवार को कैमरे पर जब गांव के लोगों ने बताया कि वह किस तरह खौफ के माहौल में जी रहे हैं, उससे सारा भेद खुला।
दूसरी बात ये है कि गुंडों द्वारा मारपीट और डराने-धमकाने का ज्यादा असर नहीं हुआ, और आम मतदाता ने मतदान के दिन हिम्मत दिखाई। यह बात गुरुवार को ममता बनर्जी के निराश और हताश चेहरे से जाहिर थी, जब वह एक पोलिंग बूथ के बाहर अपनी व्हीलचेयर पर बैठी थीं। ममता कभी इतनी उदास नज़र नहीं आई । यह उनकी सामान्य शैली नहीं थी। उन्होंने गृह मंत्री अमित शाह पर आरोप लगाया और कहा कि केंद्रीय सुरक्षा बलों ने पक्षपातपूर्ण तरीके से काम किया। ममता ने चुनाव आयोग की निष्पक्षता पर भी सवाल उठाया।
सवाल अभी भी सामने है: ममता नंदीग्राम में जीत दर्ज करेंगी या उनकी हार होगी?
Nandigram: Who threatened villagers on voting day?
On polling day in Nandigram, we showed on India TV, how villagers, both men and women, fearing for their lives, were walking towards the polling booth near their village, with central security forces accompanying them. These men and women named some local Trinamool leaders, who had threatened them not to come out of their homes and vote. This was how a reign of terror had been created in Nandigram, where the Trinamool supremo Mamata Banerjee is fighting a raging battle to save her political existence.
Till now, we had been only hearing news of Trinamool leaders threatening people not to attend BJP rallies in Bengal, we used to hear how villagers never trusted the local police, but after a long time, people have mustered courage to come out and vote, with central security forces protecting them. Till now, we used to take all accusations made by BJP leaders against TMC about beatings and killings, with a pinch of salt, but after watching the video of poor, innocent villagers narrating how hooligans came to their homes and threatened them not to vote, one has to believe that there indeed is a reign of terror in TMC strongholds.
These villagers told India TV reporter Amit Palit, how TMC leaders came to their homes and threatened them for attending Mithun Chakraborty’s road show. A central security force team went to their village, and brought the villagers to the polling booths so that they could freely cast their votes.
In another visual on Thursday, we showed how a convoy of vehicles led by BJP candidate Suvendu Adhikari was stoned in a Muslim-dominated locality. India TV crew vehicle was in the convoy, and it bore the brunt of stoning. The car windshield was smashed, and India TV reporter Pawan Nara was injured. When Suvendu Adhikari came to know about this, he stopped his convoy, came to India TV crew vehicle, and said, “the world must see the jungle raj created by the Begum. There is already a non-bailable warrant pending against local Muslim TMC strongman Sheikh Sufian, they brought outsiders to rig voting at Madrasa booth, there are six phases of poll remaining, and the world should see what is happening here.”
Why was Suvendu Adhikari making allegations against Muslim supporters of TMC in Block-1 of Nandigram? India TV reporter Manish Bhattacharya was present in the area where the stoning took place. Local Muslim TMC supporters told him, on camera,”Suvendu Dada will lose this time, neither Owaisi nor Pirzada will work here, One hundred per cent Muslim votes will go to Didi”.
Mamata Banerjee knows this quite well that Muslim voters in Bengal will support her this time en bloc, because they fear BJP may come to power. She therefore visited Hindu dominated areas of Nandigram, and staged a drama outside a booth, where she sat for more than two hours, rang up the state governor Jagdeep Dhankad, wrote a two-page letter to the EC in her own handwriting, alleging that central security forces were allowing rigging to take place. This was done in full view of national and international media, to garner attention.
Mamata Banerjee says that she had got complaints about Muslim voters not being allowed to vote in Boyal, a Hindu dominated area. India TV reporter Manish Bhattacharya was present, when Mamata reached the booth. Suddenly, a large number of TMC supporters came shouting slogans and started a fracas with BJP workers. There were clashes and fisticuffs, in the presence of Trinamool supremo. Fortunately, a large contingent of central security forces came to the spot and prevented the situation from deteriorating.
It was indeed a dramatic scene when Mamata Banerjee rang up the state governor from a polling booth, complaining against the Election Commission. This was the same governor, whom she had been labelling as ‘BJP agent’ for the last several years.
As news of Mamata waiting outside a booth travelled fast, Election Commission observers reached the scene, and sent this report to the EC control room in Delhi.
This is what the EC reported to the media: “Many sections of media have been covering the incident of alleged gherao of Hon’ble Chief Minister of West Bengal and crowding at Polling Station No. 7 at 210 Nandigram AC today that inter alia resulted in disruption of poll process. General Observer Shri Hemen Das (IAS 2009 batch) and Police Observer Shri Ashutosh Roy (IPS 1994 batch) were asked to go to the spot immediately. The report received from the General Observer at 4.06 pm is as follows: “Good afternoon sir, Polling at PS no 7 ( Boyal Moktab Primary School) is going on smoothly. Hon’ble CM, who is also a contesting candidate, has left the place at about 3.35 pm after staying here for nearly one and half hour.
“It may kindly be noted that polling was not disrupted at any moment. Till now, 702 votes, out of 943, have been polled. It’s 74%. Nearly 3000 people were there when we reached the station. “A separate hand written complaint was received from Hon’ble Chief Minister via CEO West Bengal today in the late afternoon. The same has been forwarded to Special General Observer Shri Ajay Nayak and Special Police Observer Shri Vivek Dube under intimation to CEO. They have been asked to send a report by tomorrow 6pm.”
So, much ado about nothing by Mamata. She was creating a drama, even as her party goons were threatening people in villages not to come out and vote.
Mamata’s rival Suvendu Adhikari said, this was clear indication of Mamata losing in Nandigram. He claimed that the majority of voters in Nandigram have voted in his favour. Adhikari questioned how Mamata violated Code of Conduct but sitting outside a polling booth for two hours.
At the same time, in Uluberia and Joynagar, Prime Minister Narendra Modi, addressing election rallies, said, “the people of Bengal have decided to teach Mamata a lesson this time. He said, nobody can now save Didi from people’s anger. She should read the writing on the wall. Already the indications were there after the first phase of polling. And now, whatever has happened in Nandigram, are indicative that Mamata is losing.”
Modi posed a direct question to Mamata: “Didi, the last phase of nominations still remains. Tell me, are the rumours true that you may file another nomination from a different constituency? You went to Nandigram, the people showed you what they wanted. If you go anywhere else, people are ready (to teach you a lesson).”
Late in the evening, Trinamool Congress spokesman formally denied that the party chief was going to file nomination from another constituency. The spokesman said, “if BJP leaders are so much in love with Bengal, why doesn’t the PM or the Home Minister file a nomination here?” Another Trinamool MP Mahua Moitra tweeted: “Contesting from second seat? Yes, Mr PM. She will, and it will be Varanasi. So go, get your armour on.”
It goes to the credit of India TV reporters, who, on Thursday, showed courage and spoke to villagers who went to booths under central forces’ protection to cast their votes. Our reporters faced stoning from TMC supporters, and one of them was injured. Our third reporter showed how TMC and BJP supporters clashed in the presence of the chief minister.
The Election Commission knew that there would be attempts to capture polling booths, and it, therefore, opted for an eight phase polling and heavy deployment of Central forces. At that time, the first to object to the eight-phase polling was Chief Minister Mamata Banerjee. Voters speaking on camera clearly described the reign of terror that had been unleashed.
Secondly, all these threats by goons did not work, and the common voters showed courage on the day of polling. This was evident from the glum visage of Mamata Banerjee on Thursday, sitting on her wheel chair outside a polling booth. Never had Mamata appeared so glum. This was not her usual style. She blamed Home Minister Amit Shah and said the central forces acted in a biased manner. She raised doubts about the neutrality of Election Commission.
The question is still open: Will Mamata win or lose in Nandigram?
ममता ने अपना गोत्र बताकर क्यों खेला हिंदू कार्ड?
पश्चिम बंगाल में हिंसा की छिटपुट घटनाओं के बीच विधानसभा चुनाव के दूसरे चरण के लिए मतदान जारी है। इन घटनाओं में बीजेपी और तृणमूल के कई समर्थकों के हताहत होने की खबरें हैं। सबकी निगाहें नंदीग्राम पर टिकी हैं, जहां बड़ी संख्या में लोग वोट देने के लिए मतदान केंद्रों पर कतार में खड़े दिखे। इस सीट पर मुख्यमंत्री ममता बनर्जी को कभी उनके वफादार रहे शुभेंदु अधिकारी चुनौती दे रहे हैं।
ममता बनर्जी बुधवार की पूरी रात नंदीग्राम में ही रहीं जहां उन्होंने अपने पार्टी के पोलिंग एजेंट्स के साथ चुनावी तैयारियों का पूरा आकलन किया। उपद्रवी तत्वों को इलाके में दाखिल होने से रोकने के लिए नंदीग्राम की ओर जानेवाली सभी सड़कों को सुरक्षा बलों ने सील कर दिया है। शांतिपूर्ण मतदान सुनिश्चित करने के लिए केंद्रीय सशस्त्र पुलिस बलों की 22 कंपनियों को तैनात किया गया है। कई क्षेत्रों में हिंदू और मुस्लिम मतदाताओं के बीच तनाव भी देखा गया।
यह तनाव इसलिए है वोटिंग से कुछ घंटे पहले नंदीग्राम के वोटर्स को हिन्दू और मुसलमान में बंटा हुआ देखा गया । यहां वोटों का ध्रुवीकरण हो रहा है। बात कितनी बढ़ चुकी है इसका अंदाज आपको इस बात से हो जाएगा कि ममता बनर्जी ने बुधवार को एक सभा में अपना गोत्र बता दिया। उन्होंने कहा कि उनका गोत्र शांडिल्य है जो ब्राह्मणों के शीर्ष 8 गोत्रों में एक है। इससे साफ है कि वह अपना संदेश उन हिंदू मतदाताओं तक पहुंचाना चाहती थीं जिनका झुकाव बीजेपी उम्मीदवार शुभेंदु अधिकारी की ओर है। वहीं, ममता के गोत्र बताने का जवाब में बीजेपी ने जय श्रीराम का नारा लगाया । लगता है प्रधानमंत्री मोदी ने ममता की राजनीति का मुहावरा बदल दिया है।
उधर, ममता के गोत्र बताने के बाद AIMIM सुप्रीमो असदुद्दीन ओवैसी ने तीखी टिप्पणी की। ओवैसी ने आरोप लगाया कि बंगाल चुनाव में ज्यादातर राजनीतिक दल अब ‘हिंदू कार्ड’ खेल रहे हैं। ओवैसी ने ट्वीट किया, ‘मेरे जैसे लोगों के साथ क्या होना चाहिए जो न शांडिल्य हैं, न जनेऊधारी (राहुल गांधी के लिए) हैं, न किसी भगवान के भक्त हैं, न चालीसा पढ़ते हैं और न कोई पाठ करते हैं? हर पार्टी को लगता है कि उसे जीतने के लिए अपनी हिंदू साख दिखानी होगी। यह अनैतिक, अपमानजनक है और इसके सफल होने की संभावना नहीं है।’
ममता बनर्जी ने अपनी नंदीग्राम रैली में वास्तव में कहा क्या था? उन्होंने कहा था, ‘जब मैं मंदिर गई तो पुजारी ने मेरा गोत्र पूछा। मुझे याद है कि त्रिपुरेश्वरी मंदिर में मैंने कहा था कि मेरा गोत्र ‘मां, माटी और मानुष’ है, लेकिन जब पुजारी ने आज मेरा गोत्र पूछा, तो मैंने कहा, ‘व्यक्तिगत तौर पर मेरा गोत्र शांडिल्य गोत्र है, लेकिन मेरा मानना है कि मेरा गोत्र ‘मां , माटी और मानुष’ है।
ममता के गोत्र बताने पर बीजेपी ने उन पर निशाना साधा। केंद्रीय मंत्री गिरिराज सिंह का गोत्र भी शांडिल्य है। उन्होंने कहा कि ममता उन्हीं की गोत्र की निकलीं लेकिन ममता ने सबसे ज्यादा परेशान अपने ही गोत्र के लोगों को किया। गिरिराज सिंह ने सवाल किया, ‘क्या रोहिंग्या और घुसपैठिये भी शांडिल्य हैं? जिन लोगों ने हिंदुओं का अपमान किया और दुर्गा पूजा जुलूसों पर प्रतिबंध लगाया, वे अब अपने गोत्र का खुलासा कर रहे हैं, क्योंकि उन्हें हार का डर है। शांडिल्य गोत्र राष्ट्र और सनातन धर्म को समर्पित है, वोटों को नहीं।’
ममता बनर्जी ने जब नंदीग्राम में 25 हिंदू मंदिरों का दौरा किया, तो बीजेपी के नेताओं ने आरोप लगाया कि वह एक फर्जी हिंदू हैं, क्योंकि उन्होंने रामनवमी का जुलूस को निकालने की इजाजत नहीं दी थी। ममता ने तब जवाब दिया कि वह एक धर्मपरायण हिंदू हैं और रोजाना चंडी पाठ का जाप किए बिना वह घर से बाहर नहीं निकलतीं।
अब नंदीग्राम के 70 फीसदी हिंदू और 30 फीसदी मुस्लिम मतदाता आज अपना फैसला देने वाले हैं। हालांकि ममता बनर्जी को मुस्लिम वोटों पर पूरा भरोसा है, और कई हिंदू मतदाता भी उनका समर्थन कर सकते हैं, लेकिन ममता उन्हें लेकर निश्चित नहीं हैं। बीजेपी अध्यक्ष जेपी नड्डा ने बुधवार को कहा कि ममता को महसूस हो गया है कि मतगणना के दिन (2 मई को) उनकी हार होने वाली है। उन्होंने कहा, ‘वह जानती हैं कि 2 मई के बाद उनको घर बैठना होगा। यही वजह है कि वह अपना गोत्र बता रही हैं और चंडी पाठ का जाप कर रही हैं। उन्होंने अप्रत्यक्ष रूप से मान लिया है कि बंगाल में भारतीय जनता पार्टी की जीत होगी।’
नड्डा ने कहा, यही वजह है कि ममता ने विपक्ष के अन्य नेताओं को SOS भेजा है। बुधवार को ममता ने सोनिया गांधी, फारूक अब्दुल्ला, नवीन पटनायक, वाईएस जगन मोहन रेड्डी, एमके स्टालिन, अखिलेश यादव, शरद पवार और अरविंद केजरीवाल सहित विपक्ष के 14 बड़े नेताओं को चिट्ठी भेजकर उनसे एकजुट होने की अपील की। अपने पत्र में ममता ने लिखा कि बीजेपी ‘भारत में एक पार्टी का शासन स्थापित करने’ की कोशिश कर रही है, जिसे रोकना ज़रूरी है।
नड्डा ने कहा कि ममता ने अन्य विपक्षी नेताओं को SOS भेजकर पैनिक बटन दबाया है, क्योंकि उन्हें हार का डर सता रहा है। असल में नंदीग्राम तृणमूल और बीजेपी की लड़ाई के सबसे बड़े केंद्र के रूप में उभरकर सामने आया है। ममता बनर्जी को चुनौती देने वाले शुभेंदु अधिकारी अपनी रैलियों में जय श्री राम का नारा लगा रहे हैं, और ममता को इसके मुकाबले में खुद को अधिकारी से भी बड़ा हिंदू साबित करने के लिए अपना गोत्र बताना पड़ा है।
बीजेपी के नेता इस बात से खुश हैं कि उन्होंने ममता बनर्जी को अपना गोत्र बताने को, अपने आपको धर्मपरायण ब्राह्मण बताने को मजबूर कर दिया। बीजेपी इसे अपनी वैचारिक जीत मानती है। बात कुछ हद तक सही भी है क्योंकि इसके पहले हम हर चुनाव में सुनते थे मुस्लिम कार्ड खेला जा रहा है। नेता इफ्तार पाटियां करते थे, मुसलमान मतदाताओं को अपनी तरफ खींचने की कोशिश करते थे। ऐसा पहली बार हुआ है कि सभी पड़ी पार्टियां खुलेआम हिंदू कार्ड खेलने लगी हैं। बंगाल की राजनीति में यह बहुत बड़ा बदलाव है।
इस बात में तो कोई शक नहीं है कि बीजेपी ने बंगाल में बड़े-बड़े नेताओं की कारपेट बॉम्बिंग करके हवा तो बना दी है। इसका असर ग्राउंड पर दिखता भी है। यह सही है कि बीजेपी के पास प्रधानमंत्री नरेंद्र मोदी, जेपी नड्डा, अमित शाह और योगी आदित्यनाथ जैसे कई बड़े स्टार कैंपेनर हैं, लेकिन पार्टी के सामने सबसे बड़ी चुनौती यह है कि उसके पास केंद्र का एक भी ऐसा बड़ा वक्ता नहीं है जो बंगाली भाषा में अपनी बात रखता हो। ऐसे में ममता बनर्जी और अभिषेक बनर्जी बंगाली भाषा, बंगाल के कल्चर और लोकल प्राइड को बड़ा इश्यू बना रहे हैं। बीजेपी के पास कम से कम इसका जबाव मौजूद नहीं है।
अब बिसात पर गोटियां चल चुकी है। अगर ममता बनर्जी नंदीग्राम का चुनाव जीत जाती हैं तो पश्चिम बंगाल की राजनीति में उनका दबदबा और बढ़ जाएगा। बंगाल का चुनाव जीतने के बाद राष्ट्रीय राजनीति में उनका कद बहुत बड़ा हो जाएगा। वह मोदी को चैंलेज देने वाली एक बड़ी नेता बन जाएंगी। लेकिन अगर ममता नंदीग्राम हार गईं तो समझ लीजिए बंगाल भी हाथ से गया, और अगर बंगाल में बीजेपी की सरकार बनी तो मोदी का वर्चस्व और बढ़ जाएगा। पूरे देश में संदेश जाएगा कि नरेंद्र मोदी ने देश की राजनीति का नक्शा बदल दिया। ऐसे में विपक्ष के लिए मोदी और उनकी पार्टी को हराने की सोचना मुश्किल तो हो जाएगा, नामुमकिन भले ही न हो। हालांकि मैं जानता हूं कि ममता फाइटर हैं और इतनी आसानी से हार मानने वाली नहीं हैं। इसलिए 2 मई तक इंतजार करना ही बेहतर होगा।
