The ongoing nationwide protests by youths against the ‘Agnipath’ defence recruitment scheme entered its third day on Friday, with protests spreading to other states like Telangana and West Bengal.

Protests had begun in Bihar on Wednesday, and these soon spread to UP, Rajasthan, MP, Himachal Pradesh, Uttarakhand and Haryana. One person was killed and three others were injured in police firing in Secunderabad on Friday. Nearly 5,000 protesters vandalized the Secunderabad railway station and set fire to East Coast Express. They also vandalized shopping stalls and railway properties. There were reports of a petrol bomb thrown by protesters inside a train.

Protests intensified in Bihar too, where youths on Friday set fire to at least 20 coaches of Vikramshila Express and Sampark Kranti Express at Lakhisarai and Samastipur stations, and blocked traffic on highways in Buxar, Bhgalpur and Samastipur. There have been massive disruptions in railway traffic in Bihar and neighbouring states.

In Ballia, UP, protesters set on fire an empty train, and they were later lathicharged by police. Till now, more than 200 train services have been disrupted, 35 trains have been cancelled and 13 trains have been short terminated. In Bettiah, Bihar, the residence of Deputy CM Renu Devi was stoned by protesters, her son alleged. In Bharatpur, Rajasthan, protesters stoned trains from railway tracks, while internet services were suspended in Ballbhgarh and Palwal, Haryana, after Thursday’s arson.

In Bihar, protesters set fire to a BJP office in Nawada, while the home of a BJP legislator was vandalized in Chhapra, Saran. The agitation has now spread to 17 districts. Road and rail communication in Bihar has been badly disrupted. Train services have been blocked on Patna-Gaya and Patna-Buxar routes. At Danapur station in Bihar on Friday, a train was set on fire, while the opposition RJD has given a Bihar Bandh call on Saturday. Reports of protests and arson have come from Arrah, Gopalganj, Nawada, Jehanabad, Madhubani, Kaimur, Buxar, Munger and Rohtas of Bihar.

In a late-night development, the Defence Ministry raised the upper age limit from 21 to 23 years as a one-time waiver to allow more youths to apply, since the recruitments were stopped for the last two years due to Covid pandemic. The Centre has said that the number of recruitments this year under Agnipath scheme will be thrice the average recruitments done annually. The 12-lqakh strong Indian Army recruits over 50,000 soldiers every year, and the figure had touched more than 80 thousand in 2019.

Several protesters who spoke to India TV on camera alleged that they had cleared their physical and medical tests, but since no written test will be conducted, their two-year-long efforts would go waste. There appears to be utter confusion among youths about the Agnipath scheme due to incomplete information and baseless rumours. Protesters in Chhapra, Bihar, said there were not enemies of the nation and they wanted to serve in the armed forces. They said, they had been making strenuous physical efforts to clear physical tests, but the new scheme has “broken our dreams”.

Experts agree that youths who have cleared physical and medical fitness tests, should be allowed to complete the process and should be recruited, while those who fail to clear the tests, should be given a chance to try again through Agnipath scheme. A way must be found out to assuage the feelings of these youths. They are not begging for jobs, they are only saying that they have put in strenuous efforts, appeared in exam and cleared physical tests. The least the Centre can do is to declare their written exam results and recruit those who have cleared the exam.

The youths are angry because they have been told that they would be recruited for four years and would not get pension after compulsory retirement. Experts say, it is correct that they would not get pension, but after compulsory retirement, they will be offered jobs in paramilitary forces and private sector, and will not be left high and dry.

Senior defence experts say that the Agnipath scheme is good, because after a four-year army job, a youth aged 24 years will get more than Rs 11 lakhs as package, along with a diploma. These youths, they say, should think about their career and not dream about pension at the age of 24. I think senior bureaucrats, officers and leaders should speak to these youths and allay their misgivings about the Agnipath scheme.

The youths and their families need proper guidance. Pension and job security are big issues. There are lakhs of poor families, where if a single member of the family joins the armed forces, the entire family erupts in joy, because a job in the army is considered permanent, with good salaries and allowances. Such youths become the main source of help for treating their elders and arranging education for their young ones. With a regular pension, their worries during old age are also looked after.

Army recruitment is not a job-related issue alone. The issue relates to the life of family members and the strong motive of the soldier who joins the army. The matter needs to be gone through delicately, because the youths at large are unhappy, jobless and angry.

While trying to understand the contours of the agitation, one should know that there are hundreds of coaching centres spread across the country, where youths are trained to pass physical, written and medical fitness tests for joining the armed forces. There are millions of young aspirants who feel that once they get a job in the army, their family life is secured. These youths practise 1,600 metre run and one mile run daily, which needs to be completed within a span of less than six minutes, if one aspires for selection. For wide chests, youths undergo regular training. They should also clear medical fitness tests, and, above all, undergo coaching to crack the written exam.

Normally, a youth spends Rs 60,000 to Rs one lakh at these coaching centres. Some poor youths take loans or sell their agricultural land to pay for coaching. With the introduction of Agnipath or TOD (Tour Of Duty) scheme, these youths feel they have been ‘cheated’, because their job tenure would be hardly four years. Since they feel that their strenuous efforts for the last two years have gone waste, they have now come out on the streets, and are indulging in arson and violence.

It was the duty of coaching centre owners to explain and convince these youths about the opportunities available under Agnipath scheme, but with the proliferation of baseless and inciting posts and videos on Facebook and YouTube, the anger of these youths got magnified manifold.

Political parties have now jumped into the fray, with leaders like Tejashwi Yadav, Akhilesh Yadav, Priyanka and Rahul Gandhi, Asaduddin Owaisi, and others trying to ignite passions. Rahul Gandhi tweeted: “No rank, no pension, no direct recruitment for last 2 years, no stable future after 4 years, this govt lacks respect for the army. Listen to voice of unemployed youths, Do not take their ‘agni-pareeksha’ by making them cross the ‘Agnipath’, Pradhan Mantri Ji.”

His sister Priyanka tweeted “Youths preparing for armed forces had dreams of serving the nation, their parents, their families, What will the new scheme give to them? After 4 years, no job guarantee, no pension, ‘no rank, no pension’ Modi Ji please do not crush the dreams of these youths.”

Samajwadi Party chief Akhilesh Yadav tweeted: “National security is not a short-term or informal matter, it needs a serious and long-term policy. The stop-gap, irresponsible attitude adopted for army recruitment will prove to be dangerous for the future of the nation and its youths. There must be no ‘agni’ on ‘Agnipath’”.

Those alleging that no consultations were done with ex-army officers before launching ‘Agnipath’, are doing a disservice to the armed forces. Such allegations harm the values of our armed forces.

Says, Air Officer-In-Charge (Personnel) Air Marshal Suraj Kumar Jha, “The youths of today have so many options, and compared to those options, Agnipath scheme is a better opportunity. The Agniveers will get a Class 12 diploma, very good training during four years of job, and will get upskilling after leaving armed forces. It is a first-class scheme”.

I, too, feel the Agnipath scheme is a good opportunity for our youths. If our youths have any confusion or misgivings, they should find out more details about this scheme. They should not trust the half-baked advice of coaching centres. They should also refrain from reposing their trust in remarks made by political parties.

If the youths want, they should wait for more details about this scheme, but, at no cost, must they come out on the streets. If they want to convey anything, they can do so peacefully, without resorting to arson and stone pelting. Please do not set fire to trains. These are national properties. It will work against you, and nobody will support your cause.

Remember, if the police files cases against you for rioting and arson, your future will be spoiled. You cannot join the armed forces and become ‘Agniveer’, nor will you get any job elsewhere. I think, none of our youths will want that. They must understand the consequences of arson and violence.

सुप्रीम कोर्ट ने गुरुवार को जमीयत उलेमा-ए-हिंद द्वारा राज्य में तोड़फोड़ की कार्रवाई पर रोक लगाने की मांग वाली याचिका पर जवाब दाखिल करने के लिए उत्तर प्रदेश सरकार को तीन दिन का वक्त दिया है। जस्टिस ए. एस. बोपन्ना और जस्टिस विक्रम नाथ की वैकेशन बेंच ने कहा, ‘सबकुछ निष्पक्ष होना चाहिए और अधिकारियों को कानून के तहत निर्धारित प्रक्रिया का पालन करना चाहिये।’ मामले की अगली सुनवाई मंगलवार को होगी।

इस बीच, मुख्यमंत्री योगी आदित्यनाथ ने सभी जिला कलेक्टरों और SSPs को मौलानाओं, इमामों और उलेमा के साथ ‘पीस मीटिंग’ करने और यह सुनिश्चित करने का निर्देश दिया है कि मस्जिदों में जुमे की नमाज के बाद इस हफ्ते कोई हिंसा न हो। योगी ने वरिष्ठ पुलिस अधिकारियों को निर्देश दिया है कि वे शहर के प्रतिष्ठित लोगों, मौलानाओं और धर्मगुरुओं से बात करके लोगों को जुमे की नमाज के बाद विरोध-प्रदर्शन न करने के लिए प्यार से समझाने की कोशिश करें।

बुधवार को अधिकांश जिलों के DMs और SSPs ने थानों के SHOs के साथ मिलकर सिविल सोसाइटी के लोगों के साथ ‘पीस मीटिंग’ की। उन्होंने सिविल सोसाइटी के लोगों से कहा कि अब किसी भी कीमत पर विरोध प्रदर्शन नहीं होना चाहिए। साथ ही अधिकारियों ने यह भी कहा कि अगर प्रदर्शनकारियों ने पथराव किया तो उनपर कड़ी कार्रवाई की जाएगी। उन्होंने कहा कि अपनी बात कहिये, अपनी दिक्कत बताइये, पुलिस सब सुनेगी, लेकिन पत्थरबाजों और उनके आकाओं के लिए बुलडोजर तैयार है।

गोंडा जिले में डीएम उज्ज्वल कुमार व एसपी संतोष कुमार मिश्रा ने सभी धर्मों के प्रमुख लोगों के साथ बैठक की और कहा कि इस बार हिंसा नहीं होनी चाहिए। पीस कमेटी के लोगों से साफ-साफ कहा गया कि वे नौजवानों और अन्य लोगों को बताएं कि सोशल मीडिया पर की गई पोस्ट को बिना वेरिफाई किए हुए न फॉर्वर्ड करना है, न उस पर यकीन करना है, वरना एक गलती नौजवानों को जेल पहुंचा सकती है।

3 जून को जुमे की नमाज के बाद कानपुर में हुई हिंसा के बाद भी इस तरह की मीटिंग्स हुईं थीं। उस वक्त भी लोगों ने अमन चैन का भरोसा दिलाया था, लेकिन इसके बाद भी 10 जून को जुमे की नमाज के बाद प्रयागराज, सहारनपुर और मुरादाबाद समेत कुछ शहरों में हिंसा हुई।

बुधवार को गोंडा में पीस कमेटी की मीटिंग के दौरान रहमानिया मस्जिद के महासचिव खुर्शीद आलम अज़हरी ने कहा कि अगर किसी व्यक्ति ने पैगंबर के बारे में गलतबयानी की है, तो उसे कानून के जरिए सजा मिलनी चाहिए, लेकिन पथराव और आगजनी करना गलत है। अजहरी ने मुसलमानों से कहा कि अगर नौजवानों ने किसी के बहकावे में आकर कोई गलती की तो फिर उसकी सजा पूरे परिवार को भुगतनी पड़ेगी।

एटा में अलीगढ़ रेंज के DIG दीपक कुमार खुद पीस कमेटी की मीटिंग में मौजूद रहे। उन्होंने कहा कि लाठी चलाना, नौजवानों को जेल में डालना पुलिस को अच्छा नहीं लगता। DIG ने कहा, ‘इससे पुलिस को गोल्ड मेडल नहीं मिलता, लेकिन मजबूरी में करना पड़ता है। अगर पीस कमेटी के लोग अपने-अपने मजहब के लोगों को समझाएंगे, बात करेंगे, तो इस तरह के हालात ही पैदा नहीं होंगे जिनके कारण लोगों को सलाखों के पीछे डालना पड़े।’

गाजियाबाद के लोनी में सीओ रजनीश कुमार उपाध्याय ने पीस कमेटी के लोगों से कहा, ‘दंगे के दौरान, हिंसा के दौरान जो पब्लिक प्रॉपर्टी जलाई जाती है, जिन सड़कों को तोड़ा जाता है, वे किसी एक मजहब की नहीं होती हैं। वे पूरे समाज की संपत्ति होती हैं, तो फिर अपनी ही संपत्ति का नुकसान कौन करता है। लोगों को ऐसा करने से बचना चाहिए।’

पीस कमेटी की मीटिंग में आए मौलाना हनीफ कादरी ने कहा कि कुछ लोगों की बात-बात में सड़क पर उतरने की आदत से मुसलमानों का बड़ा नुकसान हो रहा है। उन्होंने कहा, ‘गड़बड़ी कुछ लोग करते हैं, लेकिन बदनाम पूरी कौम होती है। पैगंबर के खिलाफ इस तरह के बयानात पहले भी आए लेकिन इस तरह से हिंसा कभी नहीं हुई। आज जो हो रहा है उससे हालात और खराब होंगे।’

यूपी में जुमे की नमाज के बाद हुई हिंसा के मामले में अब तक 350 से ज्यादा लोगों को गिरफ्तार किया जा चुका है। पिछले हफ्ते जुमे के दिन हुई हिंसा का हॉटस्पॉट रहे प्रयागराज में 92 से ज्यादा लोगों को गिरफ्तार किया गया है। कई लोग अंडरग्राउंड हो गए हैं, और उनके परिवारों को अब अपने घरों और दुकानों पर बुलडोजर चलने का डर सता रहा है।

बुधवार को प्रयागराज पुलिस ने हिंसा में शामिल करीब 40 आरोपियों के फोटो जारी कर दिए। CCTV वीडियो से ली गई इन तस्वीरों में आरोपी पत्थर चलाते हुए, गाड़ियों में आग लगाते हुए साफ-साफ नजर आ रहे हैं। ये पोस्टर पूरे शहर में लगाए जा रहे हैं। पुलिस ने साफ लफ्जों में कहा है कि या तो दंगाई सरेंडर कर दें, या उनके घरों की कुर्की जब्ती होगी।

मुझे मुख्यमंत्री योगी आदित्यनाथ की एक बात याद आ रही है। योगी ‘आप की अदालत’ में आए थे। उन्होंने तब कहा था, ‘मैं एक संन्यासी हूं। समाज को सही रास्ता दिखाना मेरा धर्म है। अच्छे-बुरे का फर्क बताना मेरा कर्तव्य है। जो समाज के दुश्मन हैं, उन्हें प्यार से समझाना जरूरी है, लेकिन जो प्यार से न समझें, उनके साथ सख्ती जरूरी है। हमारी सनातन परंपरा में एक संन्यासी अपने एक हाथ में माला और दूसरे हाथ में भाला रखता है।’

योगी उत्तर प्रदेश में इसी फॉर्मूले का इस्तेमाल कर रहे हैं। मंदिरों और मस्जिदों से लाउडस्पीकर उतरवाने का मुद्दा हो, या जुमे के दिन सड़कों को बंद करके नमाज पढ़ने का मुद्दा हो, योगी की रणनीति बिल्कुल स्पष्ट है।

जब इन मुद्दों पर देश के तमाम राज्यों में झगड़ा झंझट हो रहा था, उस वक्त योगी ने इसी तरह से धार्मिक और मजहबी लोगों से बात करके, उन्हें समझाकर मामले को हल करने को कहा था। इसका नतीजा यह निकला कि यूपी में मंदिरों और मस्जिदों से लाउडस्पीकर उतर गए। जुमे की नमाज तो छोड़िए, ईद की नमाज भी सड़कों पर नहीं हुई। हां, यह जरूर हुआ कि ईद की नमाज के लिए प्रशासन ने मस्जिदों के आसपास के स्कूल-कॉलेजों के मैदान खुलवा दिए। ईदगाहों पर बड़े-बड़े पंडाल लगाकर नमाज के इंतजाम किए गए।

इसका नतीजा यह हुआ कि सड़कों पर नमाज नहीं हुई। योगी ने प्यार से, भाईचारे से, शान्ति और अमन का रास्ता निकालने की कोशिश की। इस बार अब हर जुमे को हंगामा हो रहा है, तो योगी सबसे बात कर रहे हैं। बातचीत से रास्ता निकलेगा, और जो समझाने से नहीं मानेंगे उनके लिए दूसरे तरीके का विकल्प तो हमेशा खुला है।

मौलाना तौकीर रजा ने जुमे के दिन 17 जून को प्रोटेस्ट की कॉल दी थ। उन्होंने मुसलमानों से 17 जून को लाखों की संख्या में बरेली पहुंचने के लिए कहा था। हालांकि बरेली पुलिस ने सख्त लफ्जों में कह दिया कि प्रशासन ने इस तरह के किसी कार्यक्रम की इजाजत नहीं दी है, और अगर बिना इजाजत के भीड़ इक्कठा की गई तो कड़ी कार्रवाई होगी। प्रशासन का रुख देखने के बाद तौकीर रजा ने जुमे के दिन प्रोटेस्ट की कॉल वापस ले ली। अब वह कह रहे हैं कि रविवार को प्रदर्शन करेंगे।

इसमें कोई शक नहीं कि ज्यादतर हिंदू और मुसलमान शांति से रहना चाहते हैं। वे अपने काम से काम रखते हैं, एक दूसरे की धार्मिक भावना का सम्मान करते हैं। इसी तरह ज्यादातर मौलाना, इमाम, पुजारी और साधु संत भी भाईचारा चाहते हैं। लेकिन दोनों समाजों में कुछ असामाजिक तत्व हैं जो आग लगाते हैं, लोगों को भड़काते हैं ताकि उनकी दुकान चलती रहे।

मैंने कई बार आपको दिखाया है कि ये लोग बयानों को अपने हिसाब से इंटरप्रेट करते हैं, लोगों को उनके गलत मतलब समझाते हैं ताकि उनका महत्व बना रहे, लेकिन जब पत्थर चलते हैं, लाठियां चलती हैं तो ये असामाजिक तत्व गायब हो जाते हैं। पत्थर और लाठी की मार गरीब पर पड़ती है। लोगों को यही समझाने की जरूरत है। असामाजिक तत्वों ने नूपुर शर्मा के बयान को बहाना बनाकर पत्थरबाजों और आगजनी करने वालों को उकसाया। हमें ऐसे लोगों से सावधान रहने की जरूरत है।

On Thursday, the Supreme Court gave three days’ time to UP government to file its replies to the petition filed by Jamiat Ulema-e-Hind seeking stay on further demolitions in the state. The vacation bench of Justice A S Bopanna and Justice Vikram Nath posted the matter for further hearing on Tuesday while saying “everything should look fair and make sure that nothing untoward happens in the meantime”.

Meanwhile, UP chief minister Yogi Adityanath has instructed all district collectors and SSPs to hold peace meeting with maulanas, imams and ulema, and ensure that no violence takes place after this week’s Friday prayers in mosques. Yogi has instructed senior police officers to speak to top citizens of civil society in their cities and take the help of clerics to persuade people not to stage protests after Friday prayers.

On Wednesday, district collectors and SSPs in most of the districts, alongwith local SHOs of police stations held peace meetings with civil society representatives, and persuaded them to ensure no more protests are held. Simultaneously, these officials told them that if protesters resorted to stone pelting, then they will have to face the full brunt of law. Stone pelters and their handlers may have to face demolitions too, they were told.

In Gonda district, the district collector Ujjwal Kumar and SP Santosh Kumar Mishra told a meeting of all clerics that there should be no violence this time. Peace committee representatives were clearly told to tell youths and others not to forward objectionable, hate posts on their mobile phones, otherwise they could face action.

It may be recalled that similar peace meetings were held after June 3 Friday violence in Kanpur, but a week later, on June 10, fresh incidents of stone pelting took place in Prayagraj, Saharanpur and Moradabad after Friday prayers.

On Wednesday, at the peace meeting in Gonda, Khurshid Alama Azhari, general secretary of Gonda Rahmania Masjid said, if a person has insulted the Prophet, he or she should get punishment by law, but resorting to stone pelting and arson is unjustified. Azhari told Muslims that they should persuade their youths not to resort to violence, otherwise the family may have to bear the consequences.

In Etah, DIG, Aligarh Range Deepak Kumar told the peace committee meeting that police does not like wield lathis or put youths in jails. “We do not get gold medals for this. We do this only when we find ourselves helpless. If peace committee members convince their own community members, such incidents will not take place”, Kumar said.

In Loni, near Ghaziabad, local circle officer Rajnish Kumar Upadhyay told the peace committee members that “when public properties are set on fire, or roads are broken, people should know that the properties do not belong to a single community. They belong to the society. People should abstain from damaging public properties.”

Maulana Hanif Qadri told the peace committee meeting that Muslims are facing trouble because of their tendency to go to the streets. “Some people indulge in violence and the entire community is blamed. In the past too, there had been remarks against the Prophet, but such violence never took place.”

In UP, till now, more than 350 people have been arrested after Friday violence. In Prayagraj, which was the hotspot last week during Friday violence, more than 92 people have been arrested. Many have gone underground, and their families are now fearing demolition of their homes and shops.

On Wednesday, Prayagraj Police issued photographs of nearly 40 accused, who took part in violence. The photographs clearly show the accused pelting stone, setting vehicles on fire, through cctv video grabs. These posters have been posted across the city. Police have asked them to surrender, otherwise their properties will be seized.

I remember UP chief minister Yogi Adityanath’s remarks which he made when he came to my show ‘Aap Ki Adalat’. He had then said, “I am a sanyasi, my dharma is to show the right path to society. My duty is to differentiate between what is good and evil. Those who are enemies of society need to be persuaded with love, but if they do not heed to advice, they must face strict action. In our Sanatan tradition, a sanyasi carries a ‘maala’ (garland) in one hand, and a ‘bhaala’ (spear) in the other hand.”

Yogi is applying this formula in UP now. Whether it was removal of loudspeakers from temples and mosques, or offering of namaaz on public roads, his strategy was quite clear.

While other state governments were tying themselves up with knots over these issues, Yogi spoke to different religious leaders and the results are there for all to see. Most of the religious shrines removed their loudspeakers. Not only on Friday, but also on Eid, namaaz prayers were no more offered on public roads. The local administration opened up school and college grounds adjacent to the mosques for offering namaaz. At Eidgahs, huge pandals were erected for namaaz.

The bottomline was: no more namaaz prayers on public roads. Yogi tried to find his way out through love, brotherhood and peace. Now that violence have taken place after Friday namaaz on the issue of blasphemy, Yogi is speaking to all clerics asking them to persuade Muslims. If, in spite of persuasions, violence takes place, the other hard option is open.

One big fallout was that the hardliner Islamic cleric Maulana Tauqir Raza, who had planned a protest meeting in Bareilly on Friday (June 17), has called off his meeting. Bareilly Police had refused to give his permission for the meeting. The cleric now says, he will hold his meeting on Sunday.

There is no doubt that most of the Hindus and Muslims want peace, and respect the religious feelings of one another. Most of the Islamic clerics and Hindu sadhus also want brotherhood. But there are fringe elements in both communities, who, with the help of mischief makers, try to foment violence.

I have said several times in the past, how some people try to misinterpret statements, so that they can gain importance, but when stone pelting and arson take place, such fringe elements vanish. Remember, stone pelting, lathi charge and arson cause losses to the poor people. We should spread awareness among the people. Fringe elements took advantage of Nupur Sharma’s blasphemous remarks and incited stone pelters and arsonists. We should guard ourselves against such elements.

केंद्र सरकार ने मंगलवार को थल सेना, नौसेना और वायु सेना में नए सैनिकों की भर्ती के लिए एक नई योजना ‘अग्निपथ’ की शुरुआत की। इस योजना के तहत नयी भर्ती वाले सैनिक सशस्त्र बलों में चार साल के लिए काम करेंगे। 75 फीसदी सैनिकों को ‘सेवा निधि’ पैकेज देकर रिटायर कर दिया जाएगा। सैनिकों की सैलरी से हर महीने एक निश्चित रकम अंशदान के तौर पर काटी जाएगी जो कि ‘सेवा निधि पैकेज’ के तौर पर रिटायरमेंट के बाद मिलेगी।

इस सेवा निधि पैकेज में सैनिकों की सैलरी के अंशदान के अनुपात में ही केंद्र का भी योगदान होगा। कुल मिलकर यह पैकेज 11 लाख 71 हजार रुपये का होगा। 75 फीसदी सैनिकों के रिटायरमेंट के बाद बचे हुए 25 फीसदी सैनिकों को अगले 15 साल की सेवा के लिए सशस्त्र बलों में शामिल किया जाएगा।

प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता वाली सुरक्षा मामलों की कैबिनेट कमेटी ने इस योजना को मंजूरी दी और इसका ऐलान रक्षा मंत्री राजनाथ सिंह, रक्षा सचिव और तीनों सेना प्रमुखों ने एक प्रेस कॉन्फ्रेंस में किया ।

इस योजना के तहत सशस्त्र बलों में हर साल सवा लाख नौजवानों की भर्ती होगी। इस साल 46 हजार सैनिकों, नाविकों और एयरमैन के चयन के साथ ही भर्ती प्रक्रिया 90 दिनों के भीतर शुरू हो जाएगी। यह भर्ती ‘ऑल इंडिया, ऑल क्लास’ के आधार पर की जाएगी। इन नए सैनिकों को ‘अग्निवीर’ का नाम दिया गया है और इन्हें 30 से 40 हजार रुपये के बीच वेतन मिलेगा। इनके वेतन में से कुछ रकम की कटौती ‘सेवा निधि’ में योगदान के तौर पर की जाएगी।

‘अग्निपथ’ योजना का उद्देश्य वर्ग, लिंग, जाति या धर्म से परे देश के हर युवा को नौकरी का अवसर प्रदान करना है, ताकि वे सेनाओं से जुड़कर देश की सेवा कर सकें। इस योजना के तहत चुने गए रंगरूटों को शुरू में छह महीने की ट्रेनिंग दी जाएगी और इसके बाद अगले साढ़े तीन साल तक वे सशस्त्र बलों को अपनी सेवा देंगे। इन सैनिकों में से 75 प्रतिशत चार साल की सेवा के बाद रिटायर हो जाएंगे जबकि बाकी 25 प्रतिशत को सशस्त्र बलों में स्थायी रूप से बहाल करने से पहले छह महीने की ट्रेनिंग दी जाएगी।

अग्निपथ योजना के तहत अगले तीन साल में करीब 1 लाख 35 हजार नौजवानों की भर्ती थल सेना में की जाएगी। 9 हजार युवाओं की भर्ती नौ सेना के लिए होगी जबकि 14 हजार युवाओं की भर्ती वायु सेना में होगी।

विपक्ष के कुछ नेताओं और रक्षा विशेषज्ञों की ओर से उठाई गई आपत्तियों का जवाब देते हुए रक्षा मंत्री राजनाथ सिंह ने कहा कि चार साल की सेवा पूरी करने के बाद इन सैनिकों को डिप्लोमा मिलेगा और उन्हें उच्च शिक्षा के लिए ‘क्रेडिट स्कोर’ दिया जाएगा। राजनाथ सिंह ने कहा कि नई नौकरी दिलाने में केंद्र उनकी मदद करेगा। इनमें से कई युवाओं को केंद्रीय अर्धसैनिक बलों में और कॉरपोरेट क्षेत्र में भी शामिल किया जा सकता है।

अग्निपथ के लिए न्यूनतम आयु सीमा साढ़े 17 वर्ष और अधिकतम उम्र सीमा 21 वर्ष है। चयन के बाद छह महीने की ट्रेनिंग दी जाएगी और उन्हें रेजिमेंट या यूनिट में भेजा जाएगा, जहां वे साढ़े तीन साल तक काम करेंगे।

पूरी प्रक्रिया की व्याख्या करते हुए तीनों सेना प्रमुखों ने कहा कि जब नए सैनिक चार साल बाद रिटायर होंगे तो सशस्त्र बलों का आकार अचानक कम नहीं होगा अपितु उसमें धीरे-धीरे कमी आएगी और भारतीय सेना आधुनिक युद्ध के लिए तैयार एक ‘बेहतरीन मशीन’ बन जाएगी।

इस समय भारतीय सेना में एक सैनिक की औसत उम्र 32 वर्ष है, लेकिन ‘अग्निपथ’ योजना लागू होने के बाद औसत उम्र घटकर 26 वर्ष हो जाएगी। विशेषज्ञों का कहना है कि भारतीय सैनिकों की औसत आयु में यह गिरावट सशस्त्र बलों को गति प्रदान करेगी।

‘अग्निपथ’ योजना का मुख्य उद्देश्य सेना पर वेतन और पेंशन के बढते बोझ को कम करना है, साथ ही टेकनोलोजी से लगाव रखनेवाले युवाओं को सेना में शामिल करना है ताकि वे भविष्य की लड़ाई लड़ सकें । एक बार जब युवा चार साल की सेवा के बाद रिटायर होंगे तब वे समाज में अनुशासन और सैन्य लोकाचार लाकर राष्ट्र निर्माण में मदद कर सकते हैं।

रक्षा मंत्री राजनाथ सिंह ने कहा कि सभ्य समाज में कुशल, अनुशासित, प्रेरित और देशभक्त अग्निवीरों की वापसी निश्चित तौर पर राष्ट्र के लिए एक बड़ी संपत्ति साबित होगी। उन्होंने वादा किया कि राज्य सरकारों के अलावा केंद्रीय मंत्रालयों, विभागों और सार्वजनिक क्षेत्र के उपक्रमों की नौकरियों में अग्निवीरों को प्राथमिकता दी जाएगी।

थल सेनाध्यक्ष जनरल मनोज पांडे ने कहा कि इसका उद्देश्य सेना को भविष्य के लिए एक ऐसे फाइटिंग फोर्स के तौर पर तैयार करना है जो कई चुनौतियों का सामना करने में सक्षम होगी। उन्होंने वादा किया कि ‘अग्निपथ’ योजना के क्रियान्वयन के दौरान सरहद पर सेना की क्षमता और तैयारियों में कोई ढिलाई नहीं आएगी।

अग्निपथ योजना अच्छी है। इससे नौजवानों को रोजगार मिलेगा। युवाओं को सेना की ट्रेनिंग मिलेगी और वे देश की सेवा कर सकेंगे। रिटायरमेंट के बाद सेना के अनुशासन के साथ समाज में लौटेंगे। ये बड़ी बात है।

The Centre on Tuesday unveiled an innovative scheme named ‘Agnipath’ for recruitment of new soldiers to army, navy and air force. Under this scheme, fresh recruits will serve for four years in the armed forces, and 75 per cent of them will be demobilized after getting an exit package called “Sewa Nidhi” to the tune of Rs 11.71 lakhs, for which both the Centre and recruits will make matching contributions. The remaining 25 per cent will be inducted into the armed forces to serve another 15 years.

The scheme has been approved by the Cabinet Committee on Security headed by Prime Minister Narendra Modi, and the scheme was announced at a press conference addressed by Defence Minister Rajnath Singh, Defence Secretary and the chiefs of all three armed forces.

Under this scheme, the armed forces will recruit nearly 1.25 lakh youths every year. The recruitment process will begin within 90 days with the selection of 46,000 soldiers, sailors and airmen this year on an “all India, all class” basis. The new recruits named ‘Agniveers’ will get a monthly salary of Rs 30,000 to Rs 40,000, from which their Sewa Nidhi contribution will be deducted.

The aim of ‘Agnipath’ scheme is to provide job opportunity to every youth, irrespective of class, gender, community or religion, so that they can serve the armed forces. Selected recruits will initially be given six months training, and they will serve the forces for the next three and a half years. After 75 per cent of the recruits will be compulsorily retired after four years, while the remaining 25 per cent will be given another six months’ training before they are permanently inducted to the forces.

Under the ‘Agnipath’ scheme, nearly 1,35,000 youths will be recruited to the army in the next three years, nearly 9,000 youths will be recruited to the Navy and nearly 14,000 youths will be recruited to air force in next three years.

Replying to objections raised by some opposition leaders and defence experts, Defence Minister Rajnath Singh said, the recruits after completion of four years’ service will get a diploma, they will be given ‘credit scores’ for pursuing higher education, and the Centre will help them in getting new jobs, by imparting new skills to them. Many of these youths can be inducted into central para-military forces, and also in the corporate sector.

The minimum age qualification is 17 years six months, and the maximum age limit is 21 years. After selection, they will undergo six months’ training and will then be sent to regiments or units, where they will serve for another three and a half years.

Explaining the process, the service chiefs said, when the new recruits will retire after four years, the size of the armed force will not drop steeply, but there will be a gradual reduction, and the Indian army will become a ‘lean and mean machine’, ready for modern warfare.

At present, the average age of an Indian soldiers is 32 years, but after the ‘Agnipath’ scheme is implemented, the average age will drop to 26 years. Experts say, this drop in average age of Indian soldiers will impart more speed and agility to the armed forces.

The main aim of the ‘Agnipath’ scheme is to slash the burgeoning salary and pension bills in the armed forces and to induct tech-savvy youth who can take part in future warfare. Once the youths are demobilized after four years of service, they can help in nation-building by bringing discipline and military ethos in society.

Defence Minister Rajnath Singh said, the return of skilled, disciplined, motivated and patriotic Agniveers in civil society will surely prove to be a great asset and a ‘win-win proposition’ for the nation. “Agniveers will be given priority in jobs by central ministries, departments and public sector undertakings, apart from state governments”, he promised.

Army Chief Gen. Manoj Pandey said, the aim is to make the Army a future-ready fighting force capable of facing multiple challenges.” He promised that the Army’s operational capabilities and preparedness along the borders, and its ability to deal with internal security challenges will be fully maintained, during the implementation of ‘Agnipath’ scheme.

The new recruitment scheme is no doubt an innovative and good step. It will provide job opportunities to millions of youths. These youths will get training in the army and will later serve the nation by bringing in discipline in civil society.

नेशनल हेराल्ड से जुड़े मनी लॉन्ड्रिंग मामले में पिछले दो दिनों से प्रवर्तन निदेशालय (ईडी) कांग्रेस नेता राहुल गांधी से पूछताछ कर रहा है। सोमवार को ईडी ने राहुल गांधी से साढ़े 8 घंटे तक पूछताछ की। बीच में ब्रेक के दौरान राहुल गांधी दिल्ली के गंगाराम अस्पताल में भर्ती अपनी बीमार मां सोनिया गांधी से मिलने गए। ईडी ने इस मामले में सोनिया गांधी को भी तलब किया है। हालांकि उन्होंने ईडी से समय मांगा हैं क्योंकि वे कोरोना से संक्रमित होने की वजह से इन दिनों अपना इलाज करा रही हैं। ईडी ने अब सोनिया गांधी को 23 जून को पूछताछ के लिए बुलाया है।

आलाकमान के निर्देश पर कांग्रेस शासित राज्यों के मुख्यमंत्री, अन्य सीनियर लीडर्स और कार्यकर्ता सोमवार से ही दिल्ली में जमा होने लगे। दिल्ली पुलिस ने इन नेताओं को ईडी दफ्तर तक मार्च निकालने से रोक दिया। सोमवार और मंगलवार दोनों दिन धारा 144 के उल्लंघन के आरोप में पुलिस ने कांग्रेस के कई नेताओं को हिरासत में ले लिया

कांग्रेस ने इस विरोध प्रदर्शन को सत्याग्रह का नाम दिया। पार्टी नेताओं का कहना है कि केंद्र द्वारा कांग्रेस के खिलाफ जांच एजेंसियों के दुरुपयोग को लेकर यह सत्याग्रह किया जा रहा है। वहीं बीजेपी का कहना है कि यह वित्तीय गड़बड़ियों का मामला है और कांग्रेस की ओर से अनावश्यक ड्रामेबाजी की जा रही है।

बीजेपी प्रवक्ता संबित पात्रा ने कहा, ‘यह फर्जी गांधीवादियों का फर्जी सत्याग्रह है। सोनिया गांधी और राहुल गांधी दोनों फिलहाल जमानत पर हैं लेकिन कांग्रेस बड़ा ड्रामा कर रही है।’ वहीं केंद्रीय मंत्री स्मृति ईरानी ने कहा, ये विरोध गांधी परिवार की गलत कमाई को बचाने का एक नाटक है। उधर, कांग्रेस प्रवक्ता रणदीप सुरजेवाला ने ईडी की पूछताछ को राजनीतिक बदले की कार्रवाई बताया। उन्होंने आरोप लगाया कि भारत में अब ‘तानाशाही का राज है।’

सूत्रों के मुताबिक ईडी के दो सहायक निदेशकों ने राहुल गांधी से उनकी कंपनी यंग इंडिया लिमिटेड द्वारा नेशनल हेराल्ड में किए गए निवेश के संबंध में पूछताछ की। यंग इंडिया में उनकी हिस्सेदारी और अन्य शेयर होल्डर्स, देश और विदेशों में उनके व्यक्तिगत बैंक खातों, चल-अचल संपत्ति और अन्य मुद्दों को लेकर पूछताछ की गई। आपको बता दें कि नेशनल हेराल्ड की होल्डिंग कंपनी असोसिएटेड जर्नल्स लिमिटेड (एजेएल) है। पंडित जवाहरलाल नेहरू और अन्य स्वतंत्रता सेनानियों ने 1937 में इसकी शुरुआत की थी। चूंकि एजेएल घाटे में चल ही थी इसलिए इसके न्यूज पेपर्स का प्रकाशन बंद कर दिया गया था। एजेएल ने कांग्रेस से 90 करोड़ रुपये का कर्ज लिया था।

वर्ष 2010 में राहुल गांधी ने यंग इंडिया कंपनी बनाई। इस कंपनी में राहुल और उनकी मां सोनिया गांधी की 76 फीसदी हिस्सेदारी है। 24 फीसदी हिस्सेदारी तत्कालीन कांग्रेस कोषाध्यक्ष मोतीलाल बोरा और कांग्रेस नेता ऑस्कर फर्नांडिस (इन दोनों नेताओं की मौत हो चुकी है) के पास थी। यंग इंडियन ने 50 लाख का भुगतान कर एजेएल के शेयर खरीद लिए। यंग इंडियन एक गैर-लाभकारी (नॉट फॉर प्रॉफिट) कंपनी है और इसके मालिक कोई वेतन या भत्ता नहीं लेते हैं। अब आरोप यह लगा कि एजेएल के पास कई हजार करोड़ की संपत्ति थी जिसे यंग इंडियन ने कौड़ियों के दाम पर हासिल कर लिया। वर्ष 2012 में इस मामले को लेकर डॉ. सुब्रम्ण्यम स्वामी ने एक केस दर्ज कराया और उसी केस की जांच केंद्रीय एजेंसियों द्वारा की जा रही है।

केंद्रीय मंत्री स्मृति ईरानी ने आरोप लगाया कि राहुल और सोनिया गांधी कई करोड़ के घोटाले में शामिल थे और उन्होंने हवाला ऑपरेटर्स की मदद से कांग्रेस पार्टी द्वारा जमा किए गए चंदे का दुरुपयोग किया। स्मृति ईरानी ने आरोप लगाया कि ऐसा करके सोनिया और राहुल ने एजेएल की कई हजार करोड़ की संपत्ति पर कब्जा कर लिया।

वहीं कांग्रेस प्रवक्ता रणदीप सुरजेवाला ने कहा, इस सौदे से न तो सोनिया गांधी को और न ही राहुल गांधी को एक पैसे का भी फायदा हुआ। उन्होंने कहा, एजेएल के पास नेशनल हेराल्ड न्यूज पेपर का मालिकाना हक था और वह अपने कर्मचारियों को वेतन देने में असमर्थ था, ऐसे वक्त में सोनिया और राहुल गांधी की स्वामित्व वाली यंग इंडियन उसे बचाने के लिए आगे आई।

सुरजेवाला ने कहा-केंद्रीय एजेंसियां पिछले सात-आठ साल से इस मामले की जांच कर रही थीं तब तो उन्हें किसी तरह की विसंगति या कुछ अवैध नहीं मिला। उन्होंने कहा कि लोन को शेयरों में बदलकर भुगतान किया गया और इक्विटी शेयर से जमा पैसों से वहां काम करनेवाले लोगों का वेतन भुगतान किया गया था। उन्होंने दावा किया कि सभी लेनदेन पूरी तरह पारदर्शी थे।

हालांकि, ईडी ने केवल सोनिया और राहुल गांधी को तलब किया था लेकिन कांग्रेस पार्टी ने राजस्थान और छत्तीसढ़ के मुख्यमंत्रियों , कर्नाटक, गुजरात, मध्य प्रदेश और केरल के सीनियर नेताओं और सांसदों को राजनीतिक ताकत का प्रदर्शन करने के लिए बुलाया था।

कांग्रेस यह संदेश देना चाहती है कि मोदी सरकार कांग्रेस के सीनियर नेताओं को समन जारी कर उन्हें परेशान करने की कोशिश कर रही है। राहुल गांधी यह दिखाने की कोशिश कर रहे हैं कि न तो वे और न ही उनकी पार्टी नरेंद्र मोदी और जांच एजेंसियों से डरती है।

बीजेपी का कहना है कि कांग्रेस और राहुल गांधी डरे हुए हैं और इसलिए पार्टी ने अपने सभी सीनियर नेताओं को दिल्ली भेज दिया और उन्हें सड़कों पर उतरने को कहा। सीधा सा सवाल है कि अगर सोनिया और राहुल गांधी ने कोई आर्थिक गड़बड़ी नहीं की है तो फिर इस तरह की ड्रामेबाजी और राजनीतिक ताकत का प्रदर्शन क्यों? पार्टी के कार्यकर्ता गिरफ्तारी के लिए बाहर क्यों आ रहे हैं ? क्या ये मानना सही होगा कि यह प्रेशर पॉलिटिक्स की रणनीति का हिस्सा हो सकता है ?

For the last two consecutive days, Congress leader Rahul Gandhi has been questioned by Enforcement Directorate in a money-laundering probe linked to the National Herald case. On Monday, Rahul Gandhi was questioned by ED officials for eight and a half hours, with a break in between, when Rahul visited his ailing mother Sonia Gandhi in Delhi’s Gangaram Hospital. Party president Sonia Gandhi has also been summoned for questioning, but she has sought time, as she is presently recuperating from Covid. Sonia Gandhi has now been summoned by ED for questioning on June 23.

On instructions from high command, Congress chief ministers, senior leaders and workers have gathered in Delhi since Monday. Delhi Police prevented them from taking out march to the ED office. Several Congress leaders were taken into custody for violating Section 144 prohibitory orders, both on Monday and Tuesday.

The Congress has named its protest as ‘satyagraha’ against, what it called, ‘misuse of investigating agencies against the party’ by the Centre. The BJP said, it was a case of financial wrongdoing and there was unnecessary “theatrics and drama” on part of the Congress.

BJP spokesperson Sambit Patra said, “it is a fake satyagraha by fake Gandhis. Both Sonia Gandhi and her son Rahul Gandhi are presently on bail, but the Congress is making a huge drama out of it.” Union Minister Smriti Irani said, these protests are a drama to save the “ill-gotten wealth of Gandhi family”. The Congress spokesperson Randeep Surjewala described the ED questioning as “an act of political vendetta”. He alleged that “there is a reign of dictatorship” in India now.

According to sources, two assistant directors of ED questioned Rahul Gandhi about the investments made by his company Young Indian Ltd in National Herald. He was asked about his partnership in Young India, about other shareholders, his personal bank accounts in India and abroad, his movable and immovable assets, and other related issues. Associated Journals Ltd is the holding company of National Herald newspaper launched in 1937 by Pandit Jawaharlal Nehru and other freedom fighters. Since AJL was running in loss, the publication of its newspapers was discontinued. AJL had taken Rs 90 crore loan from Indian National Congress.

In 2010, Rahul Gandhi floated Young Indian Company, in which both he and his mother had 76 per cent shareholding, while the remaining 24 per cent shares were in the name of the then Congress treasurer Motilal Vora and Oscar Fernandes (both now deceased). Young Indian, a not-for-profit company, purchased AJL shares by paying Rs 50 lakhs. Its owners do not take any salaries or allowances. It is alleged that AJL owned properties worth several thousand crores of rupees, which Young Indian acquired for peanuts. In 2012, Dr Subramanian Swamy had filed a case, consequent to which the case is being investigated by central agencies.

Union Minister Smriti Irani alleged that Rahul and Sonia Gandhi were involved in a scam of several thousand crores, and that they took help from hawala operators and misused donations collected by Congress party. She alleged that by doing so, Sonia and Rahul Gandhi took possession of several thousand crores worth properties belonging to AJL.

Congress spokesperson Randeep Surjewala said, neither Rahul nor Sonia Gandhi gained a single rupee from this deal. He said, AJL which was the owner of National Herald newspaper, was unable to pay wages to its workers, and it was Young Indian owned by Sonia and Rahul Gandhi which came to its rescue.

Surjewala said, the agencies had been investigating this case for the last seven to eight years, and they have not found any discrepancy or illegal doings. He said, the loans were squared off by converting them into shares, and money collected by sharing equity were paid as wages to workers. He claimed that the entire transactions were transparent.

Though ED had summoned only Sonia and Rahul Gandhi, the Congress party had brought the chief ministers of Rajasthan and Chhattisgarh, and top leaders and MPs from Karnataka, Gujarat, Madhya Pradesh and Kerala to show its political might.

The Congress wants to convey the message that the Modi government is trying to harass senior party leaders by issuing summons and subjecting them to questioning. Rahul Gandhi has been trying to portray that neither he nor his party is afraid of Modi and the investigating agencies.

BJP says that the Congress and Rahul Gandhi are afraid and that it why the party has marshalled all its senior leaders to Delhi, and has asked them to come out on the streets. The simple question is: if Sonia and Rahul Gandhi have not committed any financial bungling, then why these theatrics and show of political might? Why are party workers coming out to court arrest? Can it be assumed that this could be part of pressure tactics?

पैगंबर मोहम्मद के खिलाफ आपत्तिजनक बयानों को लेकर शुक्रवार दोपहर जुमे की नमाज के बाद देश के कई हिस्सों में विरोध प्रदर्शन हुए। हालांकि आपत्तिजनक बयान देनेवाले बीजेपी के दोनों नेताओं को पार्टी ने निलंबित कर दिया है, लेकिन विरोध का सिलसिला थम नहीं रहा है। शुक्रवार को रांची और प्रयागराज में विरोध प्रदर्शन हिंसक हो गया। रांची में पथराव और आगजनी की घटनाओं में दो लोगों की मौत हो गई। यहां हिंसा प्रभावित इलाके में कर्फ्यू लगा दिया गया है। वहीं शनिवार को भी इस मामले को लेकर पश्चिम बंगाल के हावड़ा में प्रदर्शन हुआ। प्रदर्शनकारियों की ओर से पथराव किए गए। यहां भीड़ पर काबू पाने के लिए पुलिस को आंसू गैस के गोले दागने पड़े।

तेलंगाना में प्रदर्शन के दौरान तिरंगे का अपमान किया गया जबकि रांची में एसएसपी घायल हो गए वहीं एसएचओ के सिर में चोटें आई हैं। शुक्रवार को एक नया ट्रेंड ये देखा गया कि प्रदर्शनकारियों ने बच्चों के हाथों में भी पत्थर थमा दिए। ये बच्चे भी पुलिस पर पथराव कर रहे थे। पुलिस की कार्रवाई से बचने के लिए प्रदर्शनकारियों ने मानव ढाल के तौर पर इन बच्चों का इस्तेमाल किया।

कर्नाटक में मुस्लिम महिलाएं बुर्का पहनकर प्रदर्शन के लिए बाहर निकलीं। ज्यादातर जगहों पर प्रदर्शनकारी पैगंबर मोहम्मद के खिलाफ आपत्तिजनक बयान के लिए बीजेपी प्रवक्ता नुपुर शर्मा और नवीन कुमार जिंदल को तुरंत गिरफ्तार करने की मांग कर रहे थे।

शुक्रवार को दिल्ली, मुरादाबाद, सहारनपुर, प्रयागराज, भोपाल, हावड़ा, रांची, अहमदनगर, बेलगावी, हैदराबाद और महबूबनगर में विरोध प्रदर्शन हुए। सबसे हैरान करने वाला दृश्य प्रयागराज का था। यहां जुमे की नमाज के तुरंत बाद अटाला मोहल्ले की गलियों से छोटे-छोटे बच्चे बाहर निकले और पुलिस पर पथराव करने लगे। बच्चे खुद पत्थर लेकर नहीं निकले थे बल्कि दंगाइयों ने पुलिसकर्मियों को निशाना बनाने के लिए जानबूझकर इन बच्चों के हाथ में पत्थर थमा दिया था।

नमाज के बाद अचानक खुल्दाबाद चौराहे पर भारी भीड़ जमा हो गई और छतों से पुलिस पर पथराव शुरू हो गया। हालात पर काबू पाने के लिए पुलिस ने आंसू गैस के गोले भी दागे। लेकिन उसका भी ज़्यादा असर नही हुआ। करीब आधे घंटे तक पथराव होता रहा। इससे पहले गुरुवार और शुक्रवार को पुलिस अधिकारियों ने स्थानीय मुस्लिम नेताओं के साथ शांति बैठक भी की थी लेकिन इसका कोई फायदा नहीं हुआ। कई गाड़ियों में आग लगा दी गई। पथराव में आईजी, डीएम और एससपी समेत कई अधिकारी भी घायल हो गए।

इसी तरह के विरोध प्रदर्शन मोरादाबाद और सहारनपुर में भी हुए। हालांकि इससे पहले यहां मौलानाओं और बुजुर्गों ने जुमे की नमाज के बाद किसी तरह का हंगामा न करने की अपील की थी साथ ही इसी तरह का वादा पुलिस से भी किया था कि किसी तरह का विरोध प्रदर्शन नहीं होगा। लेकिन इसके बाद भी ऐसा हुआ। यूपी पुलिस के एक सीनियर अधिकारी ने कहा, शुक्रवार के विरोध प्रदर्शन के बाद 6 जिलों से करीब 140 लोगों को गिरफ्तार किया गया है। अधिकारी ने बताया कि प्रयागराज, सहारनपुर, हाथरस, अंबेडकर नगर, मुरादाबाद और फिरोजाबाद से ये गिरफ्तारियां हुई हैं।

उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने शुक्रवार देर रात शीर्ष अधिकारियों के साथ मीटिंग की। उन्होंने पथराव और आगजनी करनेवाले उपद्रवियों को सबक सिखाने का निर्देश दिया। उन्होंने अफसरों को साफ-साफ निर्देश दिया है कि बेगुनाह को परेशान ना किया जाए और गड़बड़ी करने वालों को ऐसा सबक सिखाया जाए कि वो जिंदगी भर याद रखें। अगर बच्चों को पुलिस पर पत्थर फेंकने के लिए ढाल के तौर पर इस्तेमाल किया जाता है तो ऐसा करनेवाले मास्टरमाइंड कुछ और नहीं बल्कि देशद्रोही हैं। इनके खिलाफ सख्त कार्रवाई होनी चाहिए।

मुझे लगता है कि यूपी पुलिस ने जितनी तेजी से एक्शन लिया और दंगे की साजिश को नाकाम किया वो काबिले तारीफ है। यह सीएम योगी आदित्यनाथ की सतर्कता और सख्ती का ही नतीजा है कि हालात काबू में हैं वरना हालात को खराब करने की साजिश तो गहरी थी। अब दंगा करने वाले पकड़े जाएंगे, जो फरार हैं उनके पोस्टर छपेंगे। सार्वजनिक संपत्ति के नुकसान की वसूली होगी और जो अवैध संपत्ति मिलेगी उस पर बुलडोजर चलेगा।

अब कुछ लोग ऐसे है कि इस एक्शन पर हंगामा खड़ा करेंगे। बहुत से बयान बहादुर सामने आएंगे। पत्थरबाजों के लिए घड़ियाली आंसू बहाएंगे । उन्हें मजलूम बताएंगे। यह दिखाने की कोशिश करेंगे कि सरकार बेगुनाहों को परेशान कर रही है। लेकिन अच्छी बात यह है कि योगी इस तरह की बातों की परवाह नहीं करते। मुझे लगता है कि दूसरे राज्यों के मुख्यमंत्रियों को भी योगी आदित्यनाथ से यह बात सीखनी चाहिए। कानून तोड़ने वालों के खिलाफ सख्त एक्शन लेने की हिम्मत दिखानी चाहिए।

कम से कम झारखंड के मुख्यमंत्री हेमंत सोरेन को तो योगी आदित्यनाथ से सीख जरूर लेनी चाहिए। क्योंकि जुमे की नमाज के बाद पत्थरबाजी की सबसे ज्यादा परेशान करने वाली तस्वीरें रांची आई हैं। यहां शुक्रवार को प्रदर्शनकारियों ने न सिर्फ पथराव और आगजनी की बल्कि रास्ते में एक हनुमान मंदिर को भी नुकसान पहुंचाया। यहां प्रदर्शनकारियों की तादाद बहुत ज्यादा थी जबकि पुलिसकर्मी कम संख्या में मौजूद थे।

रांची के एसपी अंशुमन कुमार ने बताया कि मुस्लिम समाज के लोगों से बात हुई थी और उन्होंने शांतिपूर्ण प्रदर्शन की बात कही थी लेकिन नमाज के बाद अचानक प्रदर्शन हिंसक हो गया। प्रदर्शनकारियों ने रांची के अलबर्ट एक्का चौक पर स्थित एक हनुमान मंदिर को निशाना बनाया। पहले मंदिर पर पत्थर फेंके गए और फिर कुछ लोगों ने मंदिर के अंदर जाकर तोड़फोड़ की। जिस वक्त मंदिर पर हमला हुआ उस वक्त वहां 3-4 पुजारी मौजूद थे लेकिन वो भीड़ के डर से अपनी जान बचाकर भाग गए।

हैरानी इस बात को लेकर है कि रांची में इतना हंगामा होने और धारा 144 लगने के बावजूद मुख्यमंत्री हेमंत सोरेन के तेवरों में जो सख्ती दिखनी चाहिए थी, वो नहीं दिख रही है। हेमंत सोरेन कह रहे हैं कि हमें सिर्फ हिंसा की बात नहीं करनी चाहिए, हिंसा क्यों हुई..इस पर भी ध्यान देना चाहिए। मुख्यमंत्री का काम लेक्चर देना नहीं होता, उनका काम कानून का राज स्थापित करना होता है। अगर अपने राज्य के पुलिस वाले का रोना सुनकर भी हेमंत सोरेन की नींद नहीं टूटती, अगर उन्मादी भीड़ के खिलाफ एक्शन लेने का आदेश देने की हिम्मत हेमंत सोरेन नहीं जुटा पाते तो फिर ऐसे मुख्यमंत्री का क्या काम ? जो लोग अल्लाह और पैगंबर के नाम पर हंगामा, खून-खराबा, आगजनी और मंदिरों पर हमला करें, उनके लिए सही जगह जेल ही है। अगर हेमंत सोरेन इन दंगाइयों को जेल में डालने की हिम्मत नहीं दिखाते तो ये शर्मानक होगा।

रांची में जो हुआ वो कोई हिन्दुस्तानी बर्दाश्त नहीं करेगा। हेमंत सोरेन को इन लोगों के साथ सख्ती बरतनी चाहिए। एक बात तो साफ है कि ये सब स्वत:स्फूर्त नहीं था। जुमे के दिन देशभर में प्रदर्शन का पैन इंडिया प्लान था। हैदराबाद में कई मस्जिदों के बाहर हंगामा हुआ। भारत दौरे पर आए ईरान के विदेश मंत्री शुक्रवार को हैदराबाद में थे और उन्होंने जुमे की नमाज़ हैदराबाद की ऐतिहासिक मक्का मस्जिद में पढ़ी। लेकिन, प्रदर्शन करने वालों ने विदेशी मेहमान का भी लिहाज़ नहीं किया। मक्का मस्जिद के बाहर नारेबाज़ी हुई और पुलिस पर पथराव हुआ।

तेलंगाना के महबूबनगर में तो विरोध के नाम पर हद ही पार कर दी गई। पैग़ंबर के अपमान का आरोप लगाकर प्रदर्शनकारी तिरंगा लेकर सड़कों पर उतरे थे लेकिन उन्होंने तिरंगे में अशोक चक्र की जगह कलमा लिख दिया था। पता नहीं, ऐसा करके प्रदर्शनकारी क्या मैसेज देना चाहते थे ? लेकिन, ये तो राष्ट्रीय ध्वज का अपमान है। इस तरह के प्रदर्शन की इजाज़त बिल्कुल भी नहीं दी जा सकती है। देश के हर नागरिक को विरोध करने का लोकतांत्रिक अधिकार है लेकिन तिरंगे पर कलमा लिखना राष्ट्रीय ध्वज का सरासर अपमान है। किसी राजनीतिक दल से नाराज़गी हो सकती है लेकिन तिरंगा राष्ट्र गौरव है और तिरंगे का अपमान करने का अधिकार किसी को नहीं है।

नुपुर शर्मा के बयान की हम सबने निंदा की है। लेकिन गला काटने औऱ रेप करने की बात करने का हक किसी को नहीं है। जो लोग मजहब की आड़ में शक्ति प्रदर्शन करना चाहते हैं उन्हें ये समझना पड़ेगा कि देश में कानून का राज चलेगा। मैं मानता हूं कि ज्यादातर मुसलमान अमन पसंद हैं उनके बीच में कुछ तत्व ऐसे हैं जो लोगों की भावनाओं को भड़काते हैं उनकी पहचान करके उन्हें आइसोलेट करने की जरूरत है क्योंकि ऐसे मुट्ठीभर लोगों की वजह से पूरी कौम बदनाम होती है। शुक्रवार की घटनाओं को देखने के बाद एक बात तो साफ है कि जहां-जहां पथराव और आगजनी हुई, वो पूरी प्लानिंग के तहत हुई।

आगजनी, पत्थरबाजी और हंगामे को लेकर तीन तरह के तर्क सामने आए हैं। एक, तो ये कि नुपुर शर्मा के बयान से लोगों की भावनाएं भड़की हैं। इस मामले में जो एक्शन हुआ उसे ये लोग नाकाफी मानते हैं इसलिए लोगों ने गुस्सा ज़ाहिर किया। पुलिस ने लाठी चलाई और विरोध करने से रोका इसलिए पत्थरबाजी और हिंसा हुई। यानी जो कुछ हुआ उसके लिए पुलिस दिम्मेदार है। दूसरा तर्क ये दिया जा रहा है कि मौलानाओं और इमामों ने लोगों को इकट्ठा होने के लिए मना किया था। विरोध प्रदर्शन करने वाले बाहर से बड़ी तादाद में आए इसलिए दंगा हुआ। ये लोग कौन थे ? कहां से आए ? ये पुलिस बताए। पुलिस की इंटेलिजेंस फेल हो गई। यानी इसके मुताबिक भी पुलिस जिम्मेदार है। वहीं एक तीसरे ग्रुप का तर्क ये है कि मुसलमानों को बदनाम करने के लिए पुलिस ने पथराव करवाया। तीनों मामलों में सारी जिम्मेदारी पुलिस पर डाल दी गई। लेकिन मुझे नहीं लगता कि ऐसी बातों पर कोई यकीन करेगा।

सच तो ये है कि पुलिस ने संयम बरता। हर राज्य में पुलिस ने कम से कम फोर्स का इस्तेमाल किया। पुलिस की बेबसी का अंदाजा इस बात से लगाया जा सकता है कि कई जगह बच्चों को ढाल बनाया गया। आप सोच सकते हैं कि अगर पुलिस की लाठी से कहीं एक बच्चे की भी मौत हो जाती तो कितना बड़ा मुद्दा बनता। सच तो ये है कि पत्थर चले, बड़ी संख्या में पुलिसवालों को चोट लगी, तिरंगे का अपमान हुआ और इस सबके पीछे सोशल मीडिया में चला कैम्पेन था। लोगों को भड़काने के लिए व्हाट्सऐप मैसेज भेजे गए। अब जरूरत इस बात की है कि ऐसे सभी लोगों की पहचान करके सबक सिखाया जाए। इस बात का भी ध्यान रखने की जरूरत है कि कोई बेकसूर, कोई बेगुनाह इसका शिकार ना हो।

Protests took place in several parts of India after Friday afternoon prayers over objectionable remarks made by two suspended BJP leaders against Prophet Mohammad. In Ranchi and Prayagraj, the protests escalated into stoning and arson, with two persons dying of injuries in Ranchi. Curfew has been clamped in the violence-hit areas of Ranchi. On Saturday too, West Bengal Police had to fire tear gas shells to quell protesters who had resorted to stoning in Howrah.

In Telangana, the national tricolour was defaced and insulted, while in Ranchi, the SSP was injured and an SHO suffered head injuries. In a new trend that was noticed on Friday, young Muslim kids were given stones to throw at police in Prayagraj and they were used as human shields by protesters against police action.

In Karnataka, Muslim women in burqa came out to march in protests. In most of the places, the protesters were demanding immediate arrest of former BJP spokespersons Nupur Sharma and Navin Kumar Jindal for making objectionable remarks against the Prophet.

Friday protests took place in Delhi, Moradabad, Saharanpur, Prayagraj, Bhopal, Howrah, Ranchi, Ahmednagar, Belgavi, Hyderabad and Mahboobnagar. The most surprising visuals came from Prayagraj, where soon after Friday prayers, kids came out of lanes and streets of Atala locality and started stoning policemen. These children were deliberately given stones by rioters to throw at police.

Suddenly, a huge crowd assembled at Khuldabad Chowk, and stoning began from rooftops at police. Stoning continued for nearly half an hour during which police used tear gas shells. Police officials had held peace meetings with local Muslim leaders on Thursday and Friday, but this was of no avail. Several vehicles were set on fire. Senior officials like the IG, SSP and DM were injured in stoning.

Similar protests took place in Moradabad and Saharanpur despite promises made to the police earlier by Islamic clerics there would be no protests. A senior UP Police official said, nearly 140 persons have been arrested from six districts after Friday protests. The districts are: Prayagraj, Saharanpur, Hathras, Ambedkar Nagar, Moradabad and Firzabad.

UP chief minister Yogi Adityanath held a late Friday night meeting with top officials and instructed them to teach a lesson to protests who indulged in stoning and arson. He however told them not to harass innocent people, but ensure that nobody should have the gumption to take law in his own hands. If children are used as tools for throwing stones at police, such masterminds are nothing but anti-nationals. Strict action must be taken against them.

The promptness with which UP police took action after Friday protests is commendable. It is because of Yogi’s alertness and speed that the overall situation in the state is under control. The conspirators had planned a major conflagration, but their ploy did not succeed. Rioters will be put behind bars, those absconding will have their names published on posters, and fines will be collected for public properties that were damaged. Illegal properties will be bulldozed.

There are people who will shed crocodile tears for these stone throwers, and show that the UP government is harassing innocent people. Yogi Adityanath does not care for such statements. I feel, other chief ministers should take a cue from Yogi and take stern action against stone throwers and rioters. They must show courage by taking action against law breakers.

Jharkhand CM Hemant Soren is one, who should take a cue from Yogi. In Ranchi, on Friday, protesters not only indulged in stoning and arson, they also damaged a Hanuman temple on the way. There were thousands of protesters and the police force was outnumbered.

Ranchi SP Anshuman Kumar said, Muslim leaders had promised a peaceful protest, but son after namaaz, the protest turned violent. The protesters attacked Hindu devotees coming out of a Hanuman temple on Albert Ekka Chowk. Protesters ransacked the temple and broke idols of gods and goddesses. The priests fled for their safety.

I am surprised over CM Hemant Soren’s reaction. He said, we should also take note of why this protest took place. A chief minister’s task is not lecturing, but to ensure that the rule of law prevails. His police personnel were desperately seeking help, but the chief minister was talking about the genesis of the problem. It will be a travesty of justice if Soren fails to put the stone throwers and rioters behind bars.

The people of India will never tolerate such intransigence. Chief Minister Soren must act with firmness and find out who insulted our national flag. One thing is clear. Friday protests were not spontaneous, it was a pan-India plan. There were protests outside several mosques in Hyderabad. The Foreign Minister of Iran was present inside the historic Mecca Masjid in Hyderabad on Friday, but the protests did not show respect, and continued with their sloganeering, and threw stones at police.

The stupidity of some protests in Mahboobnagar was at its nadir. Some of them came out with national tricolour flag, but the charkha in the middle was replaced with Arabic kalma. This was sheer insult of our national symbol. Such protests can never be allowed. Every India citizen has the democratic right to protest, but superimposing kalma on our national wheel symbol, is an outright insult to our national flag. Protesters may have their grouse against a political party, but, in the name of protest, they cannot insult our national pride.

All of us have condemned Nupur Sharma’s remarks about the Prophet, but no one has the right to give a call to behead her or rape her. Those lumpens trying to flex their muscle power in the name of religion must understand that the rule of law shall prevail in India. I know most of the Muslims are peace loving people, but there are elements in their midst who incite passions. They should be identified and isolated. Because of the depraved acts of a few, the entire community is defamed. To me, it is clear as daylight that the Friday protests, stoning and arson were part of a planned conspiracy.

Three types of arguments are being given: One, the Muslim community is hurt over the objectionable remarks made against the Prophet by Nupur Sharma, and action taken so far against her is inadequate, that she and Naveen Kumar Jindal must be arrested and put behind bars. This group says, Muslims came out to protest, police stopped them with lathis and in retaliation, they threw stones. It means, police was responsible for the clashes.

The second group says, Maulanas had appealed to people not to protest, and those who protested came from outside. So, the onus is on police to find out who were the outsiders. They say, police intelligence failed. The third group says, it was the police which ‘arranged’ stoning in order to defame Muslim community.

All the three groups put the blame on police, but I do not think, nobody will believe such hogwash. On the contrary, police acted with maximum restraint, used minimum force. Police was helpless when children were used by rioters as protective shield.

Imagine the outrage that could have taken place if a kid had died in police lathicharge. The truth is that there was stoning, a large number of policemen were injured, our national tricolour was insulted, and the masterminds were directing all these through social media campaigns. Hate messages were forwarded through WhatsApp. The need of the hour is to identify the masterminds and teach them a lesson, and, at the same time, ensure that no innocent person is harassed.

आज दिल्ली, रांची, कोलकाता, प्रयागराज, मुरादाबाद, लखनऊ, सहारनपुर, मुम्बई और हैदराबाद में जुमे की नमाज के बाद नमाजियों ने बीजेपी की निलंबित प्रवक्ता नूपुर शर्मा की गिरफ्तारी की मांग को लेकर प्रदर्शन किया। प्रयागराज और रांची में प्रदर्शनकारियों ने पुलिस पर पथराव और गाड़ियों में आग लगाई. रांची के कई इलाकों में कर्फ्यू लगा दिया गया है।

इस बीच सोशल मीडिया पर नफरत फैलाने वालों के खिलाफ कड़ी कार्रवाई करते हुए दिल्ली पुलिस ने गुरुवार को AIMIM सुप्रीमो असदुद्दीन ओवैसी, विवादित पुजारी यति नरसिंहानंद सहित 31 लोगों के खिलाफ FIR दर्ज की । इसके अलावा बीजेपी की निलंबित प्रवक्ता नुपुर शर्मा और पार्टी से निष्कासित प्रवक्ता नवीन कुमार जिंदल के खिलाफ अलग से FIR दर्ज की गई है।

दोनों ही मामलों में इन लोगों के खिलाफ सामाजिक सदभाव बिगाड़ने, माहौल खराब करने, लोगों को भड़काने, जानबूझकर किसी धर्म या मजहब का अपमान करने, और सोशल मीडिया के जरिए उन्माद फैलाने की कोशिश करने जैसे गंभीर आरोपों में मुकदमा दर्ज किया गया है। दिल्ली पुलिस ने कहा, स्पेशल सेल की IFSO (Intelligence Fusion and Strategic Operations) यूनिट द्वारा सोशल मीडिया का विश्लेषण करने के बाद मामले दर्ज किए गए हैं।

FIR में कहा गया है कि आरोपी ‘जानबूझकर नफरत की भाषा का इस्तेमाल कर रहे थे ये जानते हुए कि इस प्रकार की भाषा के इस्तेमाल से अलग अलग मज़हब में विश्वास रखने वालों के बीच शत्रुता की स्थिति पैदा होगी। यह निश्चित रूप से सार्वजनिक शांति और व्यवस्था के लिये एक गंभीर खतरा होगा ।’

FIR में लिखा है, ‘ऐसी भाषा का प्रसारण और प्रकाशन इलेक्ट्रॉनिक मीडिया के माध्यम से किया गया है, और जो व्यक्ति इसे देखेगा या सुनेगा, उसे गुमराह करने के लिए पर्याप्त है।’

दिल्ली पुलिस ने ट्वीट किया, ‘हमने सोशल मीडिया विश्लेषण के आधार पर सार्वजनिक शांति भंग करने और लोगों को उकसाने की कोशिश करने के आरोप में उचित धाराओं के तहत 2 FIRs दर्ज की हैं। एक FIR नुपुर शर्मा तथा दूसरी सोशल मीडिया पर सक्रिय कई अन्य लोगों के खिलाफ है। इन सोशल मीडिया अकाउंट के लिये जिम्मेदार लोगों के बारे में सूचनाएं एकत्रित करने के लिए सोशल मीडिया प्लैटफॉर्म्स को नोटिस भेजे जा रहे हैं। दिल्ली पुलिस सभी से अपील करती है कि वे ऐसे संदेश पोस्ट करने से बचें, जो सामाजिक और साम्प्रदायिक सौहार्द्र को बिगाड़ते हों।’

आरोपियों पर भारतीय दंड संहिता की धारा 153 (दंगा भड़काने के इरादे से जानबूझकर उकसाना), 295 (किसी भी धर्म के अपमान के इरादे से प्रार्थना स्थलों का अपमान करना) और 505 (सार्वजनिक शरारत वाले बयान देना) के तहत मामले दर्ज किए गए हैं। दिल्ली पुलिस ने जिन धाराओं में केस दर्ज किया है, उनमें पुलिस स्टेशन से जमानत नहीं मिलेगी, कोर्ट ही जाना पड़ेगा। और अगर जुर्म साबित हो गया तो एक साल से लेकर 6 साल तक की कैद हो सकती है। दिलचस्प बात यह है कि जो लोग नूपुर शर्मा की गिरफ्तारी की मांग कर रहे थे, वे गुरुवार को अचानक खामोश हो गए। कुछ को इस बात पर आपत्ति है कि FIR में मुसलमानों के नाम क्यों हैं।

AIMIM सुप्रीमो असदुद्दीन ओवैसी इसे लेकर काफी ज्यादा नाराज दिखे। एक के बाद एक कई ट्वीट्स में उन्होंने पूछा, ‘मुझे पता नहीं, मेरे किस बयान की वजह से FIR दर्ज की गई है। ऐसा लगता है कि दिल्ली पुलिस में यति, नूपुर शर्मा और नवीन जिंदल आदि के खिलाफ मामला चलाने की हिम्मत नहीं है। इसीलिए देर से यह कमजोर कदम उठाया गया है। असल में यति ने मुसलमानों के नरसंहार की बात की थी और इस्लाम का अपमान करके वह अपनी जमानत शर्तों का बार-बार उल्लंघन कर चुके है। दिल्ली पुलिस शायद कट्टर हिदुओं की भावनाओं को ठेस पहुंचाए बगैर FIR दर्ज करने का तरीका सोच रही थी। दिल्ली पुलिस ‘द्विपक्षवाद’ और ‘संतुलनवाद’ से ग्रस्त है। एक पक्ष ने खुलेआम हमारे पैगंबर की शान में गुस्ताखी की है जबकि दूसरे पक्ष के लोगों को इसलिए नामजद किया गया ताकि बीजेपी समर्थकों को चुष्ट किया जा सके, य़े कह कर कि दोनों पक्षों की ओर से नफरत भरी बातें कही गयी थी।’

आमतौर पर पुलिस मजहबी उन्माद फैलाने वालों के खिलाफ व्यक्तिगत तौर पर कार्रवाई करती रहती है, लेकिन इस बार एक साथ ऐक्शन हुआ है, और पहली बार एक साथ 33 लोगों के खिलाफ 2 FIR दर्ज हुई हैं। FIRs में पैगंबर मोहम्मद के खिलाफ विवादित बयान देने के बाद बीजेपी से सस्पेंड की गईं नूपुर शर्मा, इसी तरह का बयान देने के आरोप में बीजेपी से निकाले गए नवीन कुमार जिंदल, भगवा वस्त्र पहनने वाले, खुद को साधु बताने वाले, अक्सर विवादित बयान देने वाले और फिलहाल जमानत पर बाहर यती नरसिंहानंद, और महात्मा गांधी की तस्वीर पर बंदूक तानकर फोटो खिंचवाने वाली हिंदू महासभा की पूजा शकुन पांडे के नाम शामिल हैं।

दिल्ली पुलिस ने सोशल मीडिया पर नफरत फैलाने वालों के खिलाफ FIR दर्ज करते समय कोई फर्क नहीं किया। आरोपियों में AIMIM सुप्रीमो असदुद्दीन ओवैसी का नाम भी है जो एक अनुभवी बैरिस्टर और सियासत के पुराने खिलाड़ी हैं। उनकी पार्टी तेलंगाना से लेकर महाराष्ट्र, बिहार और उत्तर प्रदेश तक फैली हुई है। विरोधी पार्टियां ओवैसी को ‘बीजेपी का एजेंट’ बताती हैं, लेकिन बीजेपी की सरकार ने ओवैसी का नाम जहर उगलने वालों के लिस्ट में डाल दिया। FIR में पीस पार्टी की ओर से टीवी डिबेट में हिस्सा लेने वाले शादाब चौहान, सोशल मीडिया पर अनाप-शनाप, आपत्तिजनक बातें लिखने वाले राजस्थान के इस्लामिक विद्वान इलियास शराफुद्दीन और मौलाना मुफ्ती नदीम के भी नाम हैं। मौलाना शराफुद्दीन ने शिवलिंग पर विवादित बयान दिया था। FIR में AIMIM के दानिश कुरैशी का भी नाम है, जिन्हें भड़काऊ बयान देने पर गुजरात में गिरफ्तार किया गया था।

दिल्ली पुलिस की स्पेशल सेल में एक आधुनिक इंटेलिजेंस फ्यूजन और स्ट्रैटेजिक ऑपरेशंस यूनिट (Intelligence Fusion and Strategic Operations Unit) है जो WhatsApp, Facebook, YouTube और Twitter पर पोस्ट की गई ऐसी बातों पर पूरी मुस्तैदी से नजर रखती है जिनसे माहौल खराब हो सकता है। यह यूनिट ट्रेंडिंग टॉपिक्स पर भी खास नजर रखती है और फिर ट्विटर और अन्य सोशल मीडिया अकाउंट पर किए गए कॉमेंट्स की जांच करती है। इसमें एक मॉनिटरिंग रूम भी है जहां लगातार ट्वीट्स, वॉट्सऐप फॉरवर्ड, फेसबुक और यूट्यूब पोस्ट पर नजर रखी जाती है।

ओवैसी के खिलाफ FIR दर्ज होने के तुरंत बाद AIMIM कार्यकर्ताओं ने प्रदर्शन किया, लेकिन दिल्ली पुलिस ने उन्हें तुरंत हिरासत में ले लिया। इनमें से कइयों को तीन दिन के लिए जेल भेजा गया है। समाजवादी पार्टी के सांसद शफीकुर रहमान बर्क ने सवाल दागा, ‘नूपुर शर्मा और जिंदल के खिलाफ पुलिस कार्रवाई जायज थी, लेकिन पुलिस मुसलमानों के खिलाफ केस क्यों दर्ज कर रही है? मुसलमानों के खिलाफ नफरत का माहौल बनाया जा रहा है और यह हमारे देश के लिए अच्छा नहीं है।’

तृणमूल कांग्रेस अध्यक्ष और पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने ट्वीट किया, ‘मैं दृढ़ता से चाहती हूं कि बीजेपी के आरोपी नेताओं को तुरंत गिरफ्तार किया जाए ताकि देश की एकता भंग न हो और लोगों को मानसिक पीड़ा का सामना न करना पड़े।’ बाद में एक प्रेस कॉन्फ्रेंस में ममता बनर्जी ने आरोप लगाया कि बीजेपी देश को बांटने की कोशिश कर रही है। उन्होंने कहा, ‘सिर्फ FIR दर्ज करने से काम नहीं चलेगा। नूपुर शर्मा और नवीन जिंदल को गिरफ्तार किया जाना चाहिए।’

चाहे पुलिस ने किसी के दबाव में आकर इन 33 लोगों के खिलाफ FIR दर्ज की हो, या किसी के कहने से की हो, यह कोई मसला नहीं है। अच्छी बात यह है कि दिल्ली पुलिस ने FIR दर्ज की है। मुझे उम्मीद है कि यह उन नेताओं पर रोक लगाएगा जो टीवी डिबेट के दौरान खुलेआम सांप्रदायिक जहर उगलते हैं और टीवी चैनलों को बदनाम करते हैं।

इन दो FIR के दर्ज होने से नेता हों या मौलाना, अब नफरत फैलाने से पहले दो बार सोचेंगे। अब उल्टे-सीधे बयान देने वालों को इस बात का एहसास होगा कि बोलने की आजादी किसी मजहब को गाली देने के लिए नहीं होती। नफरत फैलाने के लिए दोनों धर्मों के लोग जिम्मेदार हैं। वे नफरत फैलाने और लोगों को भड़काने के लिए सोशल मीडिया प्लैटफॉर्म्स का दुरुपयोग करते हैं। सोशल मीडिया प्लैटफॉर्म्स को नियंत्रित करना मुश्किल है, क्योंकि जो मैसेज जितना निगेटिव होता है, वह यहां उतनी ही तेजी से वायरल होता है। इसका फायदा सबसे ज़्यादा वो लोग उठाते हैं जिनकी समाज में अपनी कोई स्टैंडिंग नहीं हैं, जिन्हें हम ‘फ्रिंज एलिमेंट’ (सिरफिरा तत्व) के नाम से जानते हैं। दिल्ली पुलिस ने इस दिशा में एक उदाहरण पेश किया है।

There were protests after Friday prayers in Delhi, Kolkata, Prayagraj, Moradabad, Lucknow, Saharanpur, Hyderabad with Muslim devotees demanding arrest of suspended BJP spokesperson Nupur Sharma. At some places, protesters pelted stones at police and other vehicles.

Meanwhile, in a stern action against spreaders of hate on social media, Delhi Police on Thursday registered FIR against 31 persons, including AIMIM chief Asaduddin Owaisi, hate preacher Yati Narsinghanand, while a separate FIR was filed against suspended BJP spokesperson Nupur Sharma and expelled BJP spokesperson Navin Kumar Jindal.

In both the cases, the accused were charged with spreading hate, inciting people and deliberately hurting religious sentiments. Delhi Police said, the cases were registered after analysis of social media by IFSO (Intelligence Fusion and Strategic Operations) unit of Special Cell. In the FIRs, the accused were charged of “using hate-worthy languages intentionally or having complete knowledge that use of such type of language, claim and assertion is not only discriminatory but more than sufficient to create a situation of animosity amongst different groups of persons having faith in different religions…This will certainly be a serious threat to public tranquillity and maintenance of public order in our country wherein people have been living peacefully.”

In the FIRs, it was stated, “transmission and publication of such language has been done through electronic media which are filthy in nature and appeals to prurient interest and sufficient to deprave and corrupt any person who sees it or hears the objectionable words.”

Delhi Police tweeted, “we have registered two FIRs under appropriate sections on the basis of social media analysis against those trying to disrupt public tranquillity and inciting people on divisive lines. One pertains to Ms Nupur Sharma and other against multiple social media entities.. Even as notices are being sent to social media intermediaries for details of those behind these accounts/entities, Delhi Police appeals to everyone to desist from posting anything that may disrupt social and communal harmony”.

Accused charged under sections 153(inciting communal violence), 295(insulting a religion) and 505(disturbing communal harmony) of Indian Penal Code in these FIRs cannot get bail from police stations, and they will have to go to courts. If the offence is proved, they may undergo imprisonment from one year to six years. The interesting part is that those who had been demanding arrest of Nupur Sharma, suddenly fell silent on Thursday, while some questioned why names of Muslims have been included in the FIR.

AIMIM chief Asaduddin Owaisi was more blunt. In a long series of tweets, he asked: “I do not know which specific remarks of mine have attracted the FIR ….It appears that Delhi Police lacks the courage to pursue cases against Yati, Nupur Sharma and Naveen Jindal, etc. This is why the delayed and weak response. In fact, Yati has violated his bail conditions repeatedly by inciting genocide against Muslims and insulting Islam. Delhi Police were probably trying to think of a way of registering an FIR against these people without offending Hindutvavadi fanboys/girls. Delhi Police is suffering from “both-sideism” of “balance-waad” syndromes. One side has openly insulted our Prophetwhile the other side has been named to assuage BJP supporters and make it look like there was hate speech on both sides.”

Normally, police files FIR against individual person for spreading hate and disturbing harmony, but this time two FIRs have been filed against 33 persons. These include Nupur Sharma, who has been suspended from BJP for making hate comments against Prophet Mohammad, Naveen Kumar Jindal, who has been expelled from BJP for similar charge, Yati Narsinghanand, a habitual hate preacher, already out on bail and poses as a sadhu, and Pooja Shakun Pandey of Hindu Mahasabha, who had posed with a gun pointed at Mahatma Gandhi’s photo.

Delhi Police did not differentiate while filing FIR against spreaders of hate on social media. Among those accused is AIMIM chief Asaduddin Owaisi, an experienced barrister and politician, whose party has spread its wings from Telangana to Maharashtra, Bihar and UP. Some opposition leaders call him a ‘BJP agent’, but the BJP government has put his name in the list of hate spreaders. In the FIR are names of Shadab Chauhan, who takes part in TV debates on behalf of Peace Party, Islamic cleric Ilyas Sharafuuddin, Maulana Mufti Nadeem from Rajasthan, who write objectionable, hateful comments on social media. Maulana Sharafuddin had made objectionable comment on Shivling. The FIR also names Danish Qureshi of AIMIM, who had been arrested in Gujarat for spreading hate.

Delhi Police Special Cell has a modernized Intelligence Fusion and Strategic Operations Unit that keeps a tab on all hateful comments made through WhatsApp, Facebook, YouTube and Twitter. This unit keeps watch on trending topics and then goes through comments made on Twitter and other social media accounts. It has a monitoring room where constant watch is kept on tweets, WhatsApp forwards, Facebook and YouTube posts.

Soon after the FIR was filed against Owaisi, AIMIM workers staged protests, but were immediately rounded up by Delhi Police. Samajwadi Party MP Shafiqur Rahman Barq asked, “police action against Nupur Sharma and Jindal was justified, but why is the police filing cases against Muslims? An atmosphere of hate is being created against Muslims and this is not good for our country.” Trinamool Congress chief and West Bengal chief minister Mamata Banerjee tweeted: “I strongly seek that the accused leaders of BJP be arrested immediately so that the unity of the country is not disturbed and people at large do not face mental agony.” Later, at a press conference, Banerjee alleged that BJP was trying to divide the country. “Only filing of FIRs will not do. Nupur Sharma and Naveen Jindal must be arrested.

The issue is not whether Delhi Police filed FIRs against 33 persons, both Hindus and Muslims, under pressure or at anybody’s instance. The good part is that Delhi Police has filed FIRs. I hope this will put a stop to leaders who openly spout communal venom during TV debates bringing disrepute to TV channels.

With the filing of the two FIRs, leaders or clerics will now think twice before spreading hate. They will realize that freedom of expression does not mean the freedom to slander any religion or any religious figure. People from both religions are responsible for spreading hate. They misuse social media platforms to spread hate and incite people. It is difficult to control social media platforms, where hate messages spread rapidly and become viral. The beneficiaries are those who do not have standing in society, such people are what we call ‘fringe elements’. Delhi Police has set an example in this direction.

आज आपको एक अच्छी खबर बताता हूं, खासकर उन नौजवानों को, जो फौज में भर्ती होकर मातृभूमि की सेवा करना चाहते हैं। अब देश के सवा लाख नौजवानों को जल्दी ही आर्मी, नेवी और एयरफोर्स में नौकरी मिलेगी। केंद्र सरकार जल्दी ही नई नीति का ऐलान करने वाली है, जिसका नाम रखा गया है, ‘Tour of Duty’ या हिंदी में अग्निपथ । इस नीति के लागू होने के बाद सेना में भर्ती और रिटायरमेंट की शर्तें बदल जाएंगी, और सेना में खाली पड़े सवा लाख पदों को भरने का रास्ता निकलेगा।

नई नीति ‘Tour of Duty’ या ‘अग्निपथ’ के मुताबिक, अब सेना में किसी जवान को रिटायरमेंट के के लिए 20 साल की नौकरी जरूरी नहीं होगी। नई नीति के तहत, अफसर से नीचे वाले कार्मिकों (Personnel Below Officer Rank or PBOR) की 4 साल के लिए भर्तियां होंगी, और इसमें 6 महीने ट्रेनिंग की अवधि भी शामिल होगी।

‘Tour of Duty’ के तहत भर्ती होने वाले सैनिकों का 4 साल के बाद कंपल्सरी रिटायरमेंट होगा। इस नई नीति के तहत 4 साल पूरे होने के बाद चुने 75 प्रतिशत जवान रिटायर हो जाएंगे, और बाकी के 25 प्रतिशत जवानों को एक महीने बाद दोबारा भर्ती किया जाएगा। जिन 25 फीसदी जवानों को दूसरा मौका मिलेगा, उनका चुनाव भी एग्जाम के रिजल्ट के आधार पर होगा। 4 साल की सर्विस के बाद ‘अग्निवीर’ नाम के इन जवानों को करीब 10 लाख रुपये की सेवा निधि दी जाएगी, लेकिन वे पेंशन के हकदार नहीं होंगे। बाकी के 25 फीसदी सैनिक अगले 15 सालों तक सेवा देंगे, और उन्हें रिटायरमेंट के सभी लाभ मिलेंगे।

नई नीति पर पिछले 3 साल से काम हो रहा है। यह विचार प्रधानमंत्री नरेंद्र मोदी का है। मोदी की सोच यह है कि देश के हर नौजवान को आर्मी, नेवी और एयरफोर्स में काम करने का मौका मिलना चाहिए। जो युवा फौज में काम करना चाहते हैं, उन्हें अवसर देना जरूरी है, लेकिन मुश्किल यह है कि हमारी फौज में जवानों और अफसरों की संख्या कुल मिलाकर 12 लाख तक हो सकती है। एक बार जब किसी जवान की भर्ती हो जाती है, तो वह कम से कम 20 साल तक नौकरी में रहता है। ऐसे में इस दौरान उस पद के लिए दूसरी भर्ती नहीं हो सकती।

नए फॉर्मूले के तहत फौज में नौकरी सिर्फ 4 साल की होगी। इस नीति के लागू होने के बाद जब भर्तियां शुरू होंगी, उसके 4 साल के बाद हर साल कम से कम एक लाख नौजवानों को आर्मी, एयरफोर्स और नेवी में भर्ती होने का मौका मिलेगा। सबसे बड़ी बात यह है कि इस तरह की भर्ती में हर वर्ग के नौजवानों को समान मौका मिलेगा। यानी जो एग्जाम और फिजिकल टेस्ट पास करेगा, उसे मौका मिलेगा। इस वक्त सेना में राजपूताना राइफल्स, सिख रेजीमेंट, गोरखा रेजीमेंट, महार रेजीमेंट में दूसरी जाति या वर्ग के लोगों को एंट्री नहीं मिलती। नई भर्तियों में ऐसा नहीं होगा। जहां जगह होगी, जहां जरूरत होगी, उन सभी रेजीमेंट्स में अग्निवीरों को तैनात किया जाएगा।

तीनों सेनाओं में जवानों की भर्ती के लिए न्यूनतम उम्र सीमा 17 साल 6 महीने और अधिकतम उम्र सीमा 21 साल होगी। यानी साढे सत्रह साल से 21 साल तक के नौजवान फौज में भर्ती होने के लिए अप्लाई कर सकेंगे। भर्ती में चुने गए रंगरूटों को 6 महीने की ट्रेनिंग दी जाएगी, उसके बाद उन्हें रेजिमेंट या यूनिट में ट्रांसफर किया जाएगा, जहां वे अगले करीब 3.5 साल तक अपनी सेवाएं देंगे। 4 साल पूरे होने के बाद 75 फीसदी जवान रिटायर हो जाएंगे, और बाकी 25 फीसदी जवानों को एक महीने बाद एग्जाम के जरिए सिलेक्शन किया जाएगा।

इस नीति का उद्देश्य पिछले 2 वर्षों से कोरोना के कारण भर्तियों पर रोक की वजह से खाली पड़े पदों को भरना है। जब जवान 4 साल बाद रिटायर होंगे, तो सेना के आकार में कोई बड़ी कमी नहीं आएगी। इस तरह आर्मी ‘लीन ऐंड मीन’ (छोटी लेकिन दुरुस्त) मशीन में तब्दील होगी, और मॉडर्न वॉरफेयर के लिए तैयार होगी। तमाम एक्सपर्ट्स का मानना है कि 21वीं सदी में हमारे सशस्त्र बलों को चुस्त और जंग के लिए तैयार रहने की जरूरत है। ‘अग्निपथ’ नीति से यह मकसद भी पूरा होगा।

‘अग्निपथ’ नीति के तहत जवानों की कुल तनख्वाह 30 से 40 हजार रुपये होगी। इसका 70 फीसदी सैलरी के तौर पर हर महीने मिलेगा, बाकी 30 फीसदी रकम सेवा निधि खाते में जमा की जाएगी। सरकार अपनी तरफ से भी इतनी ही रकम खाते में जमा करेगी। मतलब यह कि अगर जवान की सैलरी 40 हजार रुपये है तो हर महीने जवान के अकाउंट में 28 हजार रुपये आएंगे, बाकी 12 हजार रुपये और सरकार की तरफ के 12 हजार रुपये, यानी 24 हजार रुपये हर महीने सेवा निधि खाते में डाले जाएंगेष जब 4 साल की सर्विस के बाद जवान रिटायर होंगे, तो उन्हें सेवा निधि में जमा 10 से 12 लाख रुपये मिलेंगे। यह रकम टैक्स फ्री होगी।

सेना में नौकरी के दौरान जवानों का 48 लाख रुपये का बीमा होगा, जो कि किसी जवान के ऑपरेशन के दौरान शहीद होने पर उसके परिवार को मिलेगी। रक्षा विशेषज्ञों का मानना है कि सरकार की यह नई नीति एक क्रांतिकारी फैसला है। इससे आर्मी, नेवी और एयरफोर्स के चरित्र में आमूलचूल परिवर्तन होगा। ब्रिटिश राज के दौर से चली आ रही सेना की कई परंपराएं बदल जाएंगी।

पूर्व सेनाध्यक्ष जनरल एम. एम. नरवणे ने Tour of Duty या अग्निपथ नीति के बारे में 2 साल पहले संकेत दिए थे। उन्होंने कहा था कि आर्मी अफसर जब भी कॉलेज या किसी इंस्टीट्यूट में जाते थे, तो युवाओं का अक्सर यह सवाल होता था कि आखिर आर्मी लाइफ होती कैसी है? कुछ लोग पूरी जिंदगी सेना में नहीं बिताना चाहते। नई नीति ऐसे ही युवाओं की महत्वाकांक्षाओं को पूरा करने की कोशिश करेगी, जो 4 साल तक सेना में सेवा कर सकते हैं और उसके बाद आम जिंदगी में लौट सकते हैं।

बहुत से लोगों के मन में यह सवाल है कि 4 साल की सर्विस के बाद जवान क्या करेंगे ? अग्निपथ नीति के तहत जो युवा फौज में नौकरी करेंगे, उन्हें इसका डिप्लोमा मिलेगा और क्रेडिट स्कोर भी दिया जा सकता है। अगर कोई आगे की पढ़ाई करना चाहता है तो आर्मी में सर्विस का डिप्लोमा या क्रेडिट स्कोर उसके बहुत काम आएगा। आर्मी से रिटायरमेंट के बाद सरकार भी उन्हें नया रोजगार तलाशने में मदद देगी। सरकार का कौशल विकास मंत्रालय उन्हें नए हुनर सिखाएगा। रिटायरमेंट के बाद ये जवान, पुलिस या सेंट्रल पैरामिलिट्री फोर्सेंज में भी नौकरी हासिल कर सकते हैं। इससे पुलिस फोर्स को भी प्रशिक्षित जवान मिलेंगे। कॉरपोरेट सेक्टर ने भी अग्निपथ नीति में काफी दिलचस्पी दिखाई है। सेना से प्रशिक्षित ये जवान रिटायर होने के बाद कंपनियों का भी हिस्सा बन सकेंगे।

नई नीति से सिर्फ नौजवानों को सेना में सेवा करने का मौका नहीं मिलेगा, बल्कि इससे सरकार को भी फायदा होगा। इस नीति से हजारों करोड़ रुपये बचेंगे, और यह रकम तीनों सेनाओं के आधुनिकीकरण में काम आएगी, इससे नए हथियार खरीदे जा सकेंगे। 2021 में तीनों सेनाओं के रक्षा बजट का लगभग 60 फीसदी हिस्सा सैलरी और पेंशन देने में ही खर्च हो गया था। उसके बाद आर्मी, नेवी और एयरफोर्स के पास नए और आधुनिक हथियार खरीदने के लिए ज्यादा पैसे ही नहीं बचे। मौजूदा समय में 10 साल की सर्विस देने वाले जवान पर सरकार 5 करोड़ रुपये से ज्यादा खर्च करती है, जबकि 14 साल की नौकरी करने वालों पर करीब 6.25 करोड़ रुपये का खर्च आता है। नई नीति के तहत 4 साल तक सेवाएं देने वाले एक जवान पर सरकार के महज 80-85 लाख रुपये खर्च होंगे। अग्निपथ नीति के तहत करीब 11 हजार करोड़ रुपये की बचत होगी।

चीन अपने रक्षा बजट का लगभग 30 फीसदी वेतन और पेंशन पर खर्च करता है, जबकि बाकी 70 फीसदी बजट से सेना के लिए नए हथियार खरीदे जाते हैं। ‘अग्निपथ’ नीति इसी दिशा में एक कदम है। हालांकि ऐसा नहीं है कि सभी रक्षा विशेषज्ञ सरकार की इस नीति को अच्छा बता रहे हैं। कुछ विशेषज्ञ ऐसे भी हैं जो इस नीति के खिलाफ हैं। कुछ सियासी दल भी इसके खिलाफ हैं। सेना में डायरेक्टर जनरल ऑफ़ मिलिट्री ऑपरेशंस रहे रिटायर्ड लेफ्टिनेंट जनरल विनोद भाटिया का कहना है कि इससे आर्मी के स्लोगन, ‘नाम, नमक और निशान’ का जज्बा कमजोर होगा।

लेफ्टिनेंट जनरल (रिटायर्ड) हरवंत सिंह पूछते हैं, ‘केवल 4 साल के लिए भर्ती किए गए जवान को हम कैसे प्रेरित करेंगे कि वह जंग के मैदान में अपनी जान देने के लिए तैयार हो जाए? क्या वे उस रेजिमेंटल स्पिरिट और यूनिट के युद्धघोष को आत्मसात करेंगे जो उन्हें गोलियों की बौछार के बीच भी आगे बढ़ने की प्रेरणा देती है?’ एक अन्य मेजर जनरल (रिटायर्ड) संजय मेस्टन ने कहा कि इससे सेना का राजनीतिकरण होगा क्योंकि भर्ती के वक्त नेता पैरवी करेंगे और 4 साल की सेवा के बाद जिन 25 फीसदी जवानों को रिटेन करना है, उन्हें लेकर दखलंदाजी बढ़ेगी।

किसी भी योजना को देखने के दो तरीके होते है, एक सकारात्मक, दूसरा नकारात्मक । अभी सरकार ने नीति का ऐलान नहीं किया है, हालांकि योजना फाइनल हो गई है। हो सकता है सरकार आखिरी वक्त में कुछ और बदलाव करे, लेकिन मुझे लगता है कि यह नरेंद्र मोदी का क्रांतिकारी विचार है। यह सही है कि इस तरह की योजना से सेना के बजट का बड़ा हिस्सा बचेगा, पेंशन का बोझ सरकारी खजाने पर नहीं होगा, और जो पैसा बचेगा उससे सेना को आधुनिक और ताकतवर बनाने में मदद मिलेगी। यह पैसा आर्मी, नेवी और एयरफोर्स के आधुनिकीकरण पर खर्च होगा। इसमें बुरी बात क्या है?

दूसरी बात इस तरह की नीति से देश के उन नौजवानों को सेना में काम करने का मौका मिलेगा जो सेना में जाने के सपने देखते हैं। उन्हें आर्मी की ट्रेनिंग मिलेगी, और वे 4 साल तक सेना के अनुशासन में रहेंगे। इसलिए जब ये सेना से रिटायर होकर आम जीवन में लौटेंगे तो अनुशासित नागरिक होंगे। चूंकि वे प्रशिक्षित भी होंगे, इसलिए पुलिस और अर्धसैनिक बलों के लिए अनुभवी लोग आसानी से मिल सकेंगे। रूस, इजरायल, तुर्की, कोरिया, ब्राजील जैसे करीब 85 मुल्कों में हर नौजवान के लिए सेना में काम करना अनिवार्य है।

प्रधानमंत्री नरेंद्र मोदी ने यह अनिवार्यता थोपी नहीं है, बल्कि लाखों नौजवानों को सेना में शामिल होने का स्वर्णिम अवसर दिया है। इस नीति का फायदा हमारे देश और हमारी फौज को होगा। इसका फायदा हमारे देश के नौजवानों को भी होगा। इसलिए ‘Tour of Duty’, अग्निपथ नीति का स्वागत होना चाहिए।
