Beheadings in Udaipur, Amravati could have been prevented
Even as the National Investigation Agency (NIA) is grilling all the seven accused arrested in the gruesome June 21 murder of chemist Umesh Kolhe in Amravati, Maharashtra, audio recordings have surfaced about death threats given to dozens of people for supporting Nupur Sharma on social media.
On Monday, an Amravati court gave the custody of all seven accused t the NIA, while Amravati police slapped additional charges of hurting religious sentiments and fomenting disharmony against them under the Unlawful Activities (Prevention) Act (UAPA). NIA has taken all the accused on transit remand and will produce them in a Mumbai court before July 8.
Evidences found so far clearly show that Umesh Kolhe was murdered by radical Islamists for extending support to former BJP spokesperson Nupur Sharma, who had made a blasphemous remark against Prophet Mohammad. Kolhe had forwarded a supporter’s message on WhatsApp group. Threatening phone calls were made to all those who had posted messages in support of Nupur Sharma.
The surprising part is that Amravati police took these threats lightly and did not take action against the Islamic radicals who were threatening people. These revelations are both surprising and worrying. They raise questions over the role of Amravati police, which had initially arrested the killers of Kolhe but suppressed the fact that he was murdered for supporting Nupur Sharma. Initially, Amrvati police had described it as routine murder.
The most worrying part is that two weeks before Kohle was brutally murdered, several people, who had supported Nupur Sharma on social media, got threatening calls on phone. They were intimidated to make videos seeking apology for supporting her. These videos were made viral, but Amravati police did not take up this matter seriously.
In my prime time show ‘Aaj Ki Baat’ on Monday night, we showed audio conversation between an Islamic radical and another person, who was being threatened for supporting Nupur Sharma. Another worrying point is that in both the Udaipur beheading and Amravati murder cases, those who conspired the killings were close friends of the victims.
Out of seven persons arrested in Amravati, two were arrested within 48 hours of the murder, but local police was exploring the motive of murder for ten days. Several others were also threatened with beheading on phone, 10 days before Kolhe was murdered. All these evidence are now in public domain, and there seems to be no logical reason to accept Amravati police’s plea that it could not establish Nupur Sharma links with Kohle’s murder. Now that the NIA has taken up the case, Amravati police has sprung into action and fresh evidence are surfacing.
On the basis of evidence that I have received, it is clear that there were several WhatsApp groups active in Amravati. One of the groups is named Black Freedom, and the other group is named Rahbar. There are dozens of such groups that had posted screen shots of the WhatsApp status and posts of those who had supported Nupur Sharma. Soon after, threatening calls started coming to these supporters. This continued for several days, but local police had no inkling of such activity.
The surprising part is that those who were threatening people knew each other. One of them Irfan Sheikh, who runs an NGO called Rahbar, was dialling up Nupur Sharma’s supporters and threatening them. He was telling them in plain words that Muslims behead those who insult the Prophet. He also told them that if they refused to apologize, they will have to face serious consequences.
One resident in Amravati put up a WhatsApp status in support of Nupur Sharma on June 10, and within hours, he started getting threatening calls. He was asked to post video apologizing for his ‘mistake’, otherwise he should be prepared to face consequences. In ‘Aaj Ki Baat’ on Monday night, we ran the audio conversation between the two, in which the radical Islamist was threatening to go to his shop and take action, and the other person, appearing worried, was saying he would soon send a video seeking apology. Soon after, he sent a video of ‘apology’ with folded hands on that number.
All this appears to be part of a coordinated strategy, and not a spontaneous action. In another incident, a well-known doctor in Amravati was threatened from somebody from Rahbar NGO group. The person who was threatening on phone knew the doctor, but at the same time, was telling him that those who speak against the religion will have to face consequences.
The doctor was pleading on phone that he had no malafide intention while posting a status in support of Nupur Sharma. He offered to delete the status, but the person threatening the doctor said, if he continued to do this, the entire city would go against him. When the doctor asked about a way out, the man said, make a video of apology and send it to me.
The doctor quickly made a video of apology and sent it to the caller. In the video, the doctor was shown saying: “Yesterday I had put a status supporting Nupur Sharma. I had no intention to hurt the sentiments of any religion, caste or individual. If I have hurt the feelings of anybody, I am withdrawing my status, and I apologize for my act. I promise never to repeat this in future.”
The man who was threatening people from the NGO Rahbar is its vice-president Razik Mirza. India TV reporter Rajesh Kumar met Razik Mirza, who admitted that he had rang up the doctor, but he did not threaten him. He claimed, he was only ‘requesting’ by saying that if he did not tender apology, the entire city would go against him. Asked further, Razik Mirza said, he knew the doctor and used to refer patients to him. What he meant was that if the doctor did not apologize, he would stop sending patients to him.
The person whom he was threatening was a doctor. When India TV reporter told Razik Mirza that it was Yusuf Khan who had posted the screen shot of Umesh Kohle’s status on social media, and soon after Kolhe was murdered, Razik denied it. But he was clearly lying. Yusuf Khan had shared Kohle’s WhatsApp status in his Rahbar group. Umesh Kolhe owned a pharmacy and Dr Yusuf Khan was a veterinary doctor. Umesh Kohle used to help the vet doctor.
Kolhe had put up his WhatsApp status supporting Nupur Sharma, but after getting threats, he had deleted it, but, by then, Dr Yusuf Khan had posted the screen shot on Rahbar WhatsApp group. Soon after, NGO vice-president Irfan Sheikh became active, and, according to police, he planned the murder of Umesh Kolhe. All activity of this NGO Rahbar has now ended after Kolhe’s murder, but the WhatsApp group has not been deleted.
The names of all the seven accused, now in NIA custody, are: Yusuf Khan (32), Abdul Taufiq (24), Mudassar Ahmad (22), Shahrukh Pathan (25), Shoaid Khan (22), Atib Rashid (22), and alleged mastermind Sheikh Irfan Sheikh Rahim.
Let me make it clear that Nupur Sharma’s remark against the Prophet cannot and must not be supported, but if anybody comes forward to extend support to Nupur Sharma, and that person gets a death threat, it cannot be described as a step that can be justified. There is no doubt that those who supported Nupur Sharma in Amravati were being given death threats.
The logical question arises: Why didn’t Amravati police taken corrective steps immediately? Had the local police taken action against the Rahbar group vice-chief after June 10, it could have prevented the brutal killing of chemist Umesh Kolhe on June 21.
When India TV reporter Rajesh Kumar asked Amravati Police Commissioner Aarti Singh about this, she admitted that there were three such cases, but in two cases, those who were threatened refused to file complaints. There was a complaint in the third case. The police commissioner said, there can be no correlation between Umesh Kolhe’s murder and these threatening calls.
The surprising part is that an IPS officer of the rank of police commissioner is saying that since there were no written complaints, the police did not start probe.

सुप्रीम कोर्ट ने शुक्रवार को बीजेपी की पूर्व प्रवक्ता नूपुर शर्मा के खिलाफ पैगंबर मोहम्मद के खिलाफ ईशनिंदा वाले बयान के लिए बेहद सख्त टिप्पणी की। जस्टिस सूर्य कांत और जस्टिस जेबी पारदीवाला की वैकेशन बेंच ने देश में उनके खिलाफ दर्ज सभी FIRs को एक साथ जोड़ने संबंधी नूपुर शर्मा की याचिका पर विचार करने से इनकार कर दिया और उनके वकील मनिंदर सिंह से कहा, ‘यह आपको तय करना है कि आप याचिका वापस लेकर संबंधित हाई कोर्ट जाना चाहते हैं या नहीं। यह ऐसा केस है जिसमें राहत नहीं दी जा सकती। हमारी अंतरात्मा संतुष्ट नहीं है।’ वकील ने अपनी याचिका वापस ले ली।
नूपुर शर्मा की याचिका पर कि उनके लिए विभिन्न राज्यों की यात्रा करना सुरक्षित नहीं होगा, वैकेशन बेंच ने टिप्पणी की: ‘उनकी सुरक्षा को खतरा है या वह देश की सुरक्षा के लिए खतरा बन गई हैं? और दिल्ली पुलिस ने क्या किया है? कृपया हमें अपना मुंह खोलने के लिए मजबूर न करें। जब वह किसी के खिलाफ शिकायत करती हैं तो उस व्यक्ति को गिरफ्तार कर लिया जाता है, लेकिन उनके खिलाफ FIR होने के बावजूद उन्हें छुआ तक नहीं गया। कोई आपको छूने की हिम्मत भी नहीं कर सकता। यही वह ताकत है जिसका आप फायदा उठाती हैं।’
पैगंबर मोहम्मद के खिलाफ नूपुर शर्मा के ईशनिंदा वाले बयान पर बेंच ने टिप्पणी की: ‘जिस तरह से उसने पूरे देश को आग में झोंक दिया है, फिर भी उसमें संबंधित हाई कोर्ट या निचली अदालतों में जाने की बजाय राहत मांगने के लिए इस अदालत में आने की हिम्मत और साहस है। यह महिला अकेले ही देश भर में आग लगाने के लिए जिम्मेदार है।’
जब नूपुर शर्मा के वकील ने दलील दी कि उन्होंने अपने बयान को वापस ले लिया है और इसके लिए माफी मांग ली है, तब जस्टिस सूर्य कांत और जे. बी. पारदीवाला की ने कहा, ‘उन्होंने बहुत देर से माफी मांगी और अपना बयान भी शर्तों के साथ वापस लिया। ये वे लोग हैं जो किसी धर्म का सम्मान नहीं करते। धार्मिक व्यक्ति के मन में दूसरे धर्मों के लिए भी आदर होता है। ये टिप्पणियां या तो सस्ता प्रचार पाने के लिए की गईं अथवा किसी राजनीतिक एजेंडे या घृणित गतिविधि के तहत की गईं।’
बेंच ने कहा: ‘उनकी याचिका से अहंकार की बू आती है और लगता है कि वह देश के मजिस्ट्रेट को अपने सामने बहुत तुच्छ समझती हैं। उनका अपनी जुबान पर काबू नहीं है, और उन्होंने गैर-जिम्मेदाराना बयान दिए हैं, लेकिन फिर भी वह (इस अदालत के समक्ष) 10 साल से वकील होने का दावा करती हैं।’
बेंच ने कहा कि उनका मामला 2020 के अर्नब गोस्वामी मामले में सुप्रीम कोर्ट के फैसले से बिल्कुल अलग है, जब अलग-अलग FIRs को एक साथ जोड़ा गया था। कोर्ट ने कहा: ‘किसी पत्रकार द्वारा किसी विशेष मुद्दे पर अपना अधिकार व्यक्त करने का मामला एक राजनीतिक दल की ऐसी प्रवक्ता के मामले से अलग है, जो परिणामों के बारे में सोचे बिना गैर-जिम्मेदाराना बयानों से दूसरों को निशाना बना रही हैं। यदि आप किसी राजनीतिक दल की प्रवक्ता हैं, तो आपको इस तरह की बातें करने का लाइसेंस नहीं मिल जाता। कभी-कभी सत्ता सिर पर चढ़ जाती है और लोग सोचते हैं कि ‘हां, मेरे पास बैकअप है, इसलिए मैं किसी भी तरह का बयान दे सकती हूं और आसानी से छूट भी सकती हूं। यह बेहद गलत है।’
ध्यान देने वाली बात यह है कि बेंच की ये सभी तीखे कॉमेंट 4 लाइन के उस छोटे से आदेश का हिस्सा नहीं हैं जिसमें याचिकाकर्ता को अपनी याचिका वापस लेने की इजाजत दी गई थी। इसका मतलब है कि नूपुर शर्मा राहत के लिए हाई कोर्ट और ट्रायल कोर्ट का दरवाजा खटखटा सकती हैं। हालांकि, वैकेशन बेंच ने जो तीखे कॉमेंट किए, वे हैरान करने वाले हैं।
बेंच ने सबसे ज्यादा हैरान करने वाला कॉमेंट यह था कि बेंच ने ज्ञानवापी जैसे अदालत में विचाराधीन मामले को लेकर टीवी डिबेट पर सवाल खड़ा करते हुए कहा, ‘यह बहुत परेशान करने वाला है। इसके नतीजे में उदयपुर जैसी दुर्भाग्यपूर्ण घटना हुई।’ दूसरे शब्दों में, शीर्ष अदालत ने नूपुर की ईशनिंदा वाली टिप्पणी को उदयपुर में 2 मुस्लिम कट्टरपंथियों द्वारा एक दर्जी का सिर कलम करने से सीधे तौर पर जोड़ दिया।
दिल्ली हाई कोर्ट के पूर्व जज रिटायर्ड जस्टिस एस. एन. ढींगरा ने शनिवार को एक इंटरव्यू में इंडिया टीवी को बताया कि वैकेशन बेंच की यह टिप्पणी कि नूपुर शर्मा के बयान के चलते उदयपुर में दुर्भाग्यपूर्ण घटना हुई, ‘गैर-जिम्मेदाराना’ थी।
रिटायर्ड जज ने कहा, ‘यह इसलिए गैर जिम्मेदाराना है क्योंकि इसने सभी अधीनस्थ अदालतों में नूपुर शर्मा के मामले को पूर्वाग्रहित कर दिया है। बिना किसी जांच के, बिना गवाहों की सुनवाई के या बिना नूपुर शर्मा की दलीलें सुने इस तरह का ऑब्जर्वेशन देना न केवल अवैध है, बल्कि अनुचित भी है।’
उन्होंने कहा, ‘सुप्रीम कोर्ट भी कानून से ऊपर नहीं है। किसी व्यक्ति के खिलाफ इस तरह की टिप्पणी करने से पहले, सामान्य प्रक्रिया यह है कि आरोप तय किए जाने चाहिए थे और अभियोजन और प्रतिवादी दोनों को अपनी बात रखने की इजाजत दी जानी चाहिए थी। सुप्रीम कोर्ट ने ही अपने एक फैससे में कहा था कि जजों को अपने समक्ष आए मामले पर टिके रहना चाहिए और अनुचित टिप्पणी करने से बचना चाहिए। इधर, नूपुर शर्मा ने दलील दी थी कि उनके खिलाफ करीब 50 FIRs की गई हैं जिन्हें एक साथ जोड़ा जाना चाहिए, क्योंकि अदालत में पेश होने पर उनकी जान को खतरा हो सकता है। लेकिन सुप्रीम कोर्ट ने अखबार और मीडिया में आई खबरों के आधार पर उनके खिलाफ कड़ी टिप्पणी की, जो जायज नहीं था।’
सुप्रीम कोर्ट के कॉमेंट के बाद विपक्ष के नेता राशन पानी लेकर प्रधानमंत्री नरेंद्र मोदी पर निशाना साधने लगे। कांग्रेस के नेता राहुल गांधी ने कहा, ‘नूपुर शर्मा ने नहीं बल्कि नरेंद्र मोदी, अमित शाह, बीजेपी और आरएसएस ने देश में नफरत का यह माहौल बनाया है। यह जो गुस्से और नफरत का माहौल है, वह राष्ट्र विरोधी है, यह भारत के हितों के खिलाफ है। आज हम देश में जो हालात देख रहे हैं, वह हमारी विचारधारा के बिल्कुल खिलाफ है।’ AIMIM सुप्रीमो असदुद्दीन ओवैसी ने पूछा कि पीएम मोदी नूपुर शर्मा के बयान पर कुछ बोल क्यों नहीं रहे हैं। ओवैसी ने कहा, ‘देश के प्रधानमंत्री को समझना चाहिए कि निलंबित करना कई सजा नहीं है। आप देश के 133 करोड़ लोगों के प्रधानमंत्री हैं, जिनमें 20 करोड़ मुसलमान भी हैं। नूपुर शर्मा को गिरफ्तार होना चाहिए, लेकिन सच्चाई यह है कि BJP उनको बचाने की कोशिश कर रही है।’
नेताओं की नूरा-कुश्ती की तुलना में सबसे अच्छी बात दारुल उलूम देवबंद के मौलाना याकूब बुलंदशहरी ने कही। मौलाना याकूब ने कहा कि चूंकि नूपुर शर्मा ने माफी मांग ली है और अपने बयान को वापस ले लिया है, इसलिए उन्हें माफ कर देना चाहिए और पूरे मामले को यहीं खत्म करना चाहिए।
शुक्रवार को सुप्रीम कोर्ट की वैकेशन बेंच ने जो कहा उससे उन लोगों में भरोसा पैदा हुआ जिन्हें लग रहा था कि नूपुर शर्मा के खिलाफ कोई ऐक्शन नहीं होगा, लेकिन यह भी सही है कि सुनवाई के दौरान जज साहिबान ने जो कॉमेंट किए, उनको लेकर कुछ लोगों को निराशा हुई। कई लोगों ने कहा कि उदयपुर में 2 मुस्लिम कट्टरपंथियों द्वारा एक दर्जी की निर्मम हत्या के लिए, इस तालिबानी सोच के लिए सिर्फ नूपुर शर्मा को जिम्मेदार ठहराना न्यायसंगत नहीं है। उदयपुर में हत्या करने वाले दहशगर्दों की जेहादी सोच को नजरअंदाज नहीं किया जा सकता। किसी निर्दोष का सिर कलम करने के लिए कोई भी बहाना नहीं बनाया जा सकता।
Is it fair to hold Nupur Sharma responsible for beheading in Udaipur?
The Supreme Court on Friday made strong and caustic observations against former BJP spokesperson Nupur Sharma for making blasphemous comment against Prophet Mohammad. The vacation bench of Justices Surya Kant and J B Pardiwala refused to entertain Nupur Sharma’s plea to club all FIRs lodged against her in the country and told her counsel Maninder Singh, “It is for you to decide whether you want to withdraw and go before the High Courts concerned…It is a fit case for declining relief. Our conscience is not satisfied.” The counsel withdrew his petition.
On Nupur Sharma’s plea that it would not be safe for her to travel to different states, the vacation bench remarked: “She faces a security threat or she has become a threat to the security of the nation? And what has the Delhi Police done? Please don’t compel us to open our mouths. When she makes a complaint, the person is arrested, but, even when there is an FIR against her, she is not touched. Nobody dares to touch you. That is the clout you enjoy.”
On Nupur Sharma’s blasphemous remark against Prophet Mohammad, the bench remarked: “ The way she has ignited the whole country , still she has the cheek and courage to come to this court to ask for relief, instead of approaching the respective high courts and trial courts. This lady is single-handedly responsible for setting fire across the country.”
When Nupur Sharma’s counsel said she had already withdrawn her blasphemous remark and has tendered her apology, Justices Surya Kant and J.B. Pardiwala said: “It was too late in the day to withdraw, but that withdrawal is also conditional…These are the people who have no respect for any religion. A person who is religious will have respect for other religions also. It is all to gain cheap popularity and just to advance some political or nefarious agenda that such statements are made.”
The bench said: “The petitioner also shows her obstinate character and her arrogance that the courts are too small fr her to go and appear…..The lady makes completely loose-tongued comments..all irresponsible statements, and now (before this court) she claims to be a lawyer with ten years’ standing.”
The bench pointed out, her case was completely different from the Supreme court ruling in Arnab Goswami case of 2020, when different FIRs were clubbed together. It remarked: “That was a case of a journalist where his right to express opinion on an issue legitimately was taken into consideration. That is on a different pedestal compared to a citizen or spokesperson, who goes to a channel and starts lambasting the others, makes irresponsible statements without even thinking of the ramifications and how seriously it would disturb the fabric of the society….If you are a spokesperson, it is not a licence to make such kind of statements. Sometimes power goes into the head and people think that ‘yes, I have backup, therefore I can make any kind of statement and go scot free’. That is very wrong”.
The point to note is that all these caustic remarks by the bench are not part of the brief four-line order in which the petitioner was allowed to withdraw her petition. It means that Nupur Sharma can approach high courts and trial courts for relief. The sharp observations made by the vacation bench are however surprising.
The most surprising observation was that the bench while disapproving TV debates on a sub-judice matter like Gyanvapi said, “It is so disturbing. The outcome is what unfortunately happened in Udaipur.” In other words, the apex court directly linked Nupur’s blasphemous comment to the beheading of a tailor by two Muslim fanatics in Udaipur.
Former Delhi High Court judge retired Justice S. N. Dhingra told India TV in an interview on Saturday that the observation made by the vacation bench that Nupur Sharma’s comment resulted in the outcome of the unfortunate incident in Udaipur was “irresponsible”.
The retired judge said, “it is irresponsible because it has prejudiced the case of Nupur Sharma in all subordinate courts… Making such an observation without any probe, or hearing of witnesses or hearing Nupur Sharma’s arguments is not only illegal, but also improper”, retd Justice Dhingra said.
He said, “even the Supreme Court is not above law. Before making such observation against a person, the normal procedure is that charges should have been framed and both the prosecution and defendant should have been allowed to have their say. Supreme Court in the past had given rulings that judges should stick to the case before them and refrain from making undue observations. Here, Nupur Sharma had pleaded that there were nearly 50 FIRs pending against her that needed to be clubbed, because appearing in court could be a threat of life to her. But the Supreme Court made strong observations against her, based on newspaper and media reports, which was unfair.”
The apex court’s observations became cannon fodder for the opposition in targeting Prime Minister Narendra Modi. Congress leader Rahul Gandhi said, “Instead of Nupur Sharma, it is Narendra Modi, Amit Shah, BJP and RSS, who have created this atmosphere of hate in the country. This is anti-national and goes against India’s interests and its people. The situation that we found today goes completely against our ethos and ideology.” AIMIM chief Asaduddin Owaisi asked, why PM Modi is not saying a word about Nupur Sharma’s remark. “The Prime Minister should understand that mere suspension is not a punishment. He is the prime minister for 133 crore Indians, which include 20 crore Muslims. Nupur Sharma should be arrested, but the fact is, BJP is trying to shield her.”
Compared to the shadow-boxing by political leaders, the best comment came from a cleric of Deoband seminary, Maulana Yaqoob Bulandshahri, who said that since Nupur Sharma has apologized and withdrawn her blasphemous remark, she should be pardoned and the entire issue should now be closed.
Friday’s observations by the vacation bench of the Supreme Court have instilled confidence in the minds of those who were assuming that no action would be taken against Nupur Sharma, but it is also a fact that the Hon’ble judges, in course of the hearing, made observations which has caused upset for some people. Some of these people said that it would be unjustified to blame Nupur Sharma for the barbaric beheading of a tailor by two Muslim fanatics in Udaipur. The ‘jihadi’ (fundamentalist) mindset of the terrorists in Udaipur cannot be ignored. There can be no excuse for beheading an innocent person
एकनाथ शिंदे को मुख्यमंत्री बनाना बीजेपी का मास्टरस्ट्रोक
महाराष्ट्र में नौ दिनों तक चले सियासी घमासान के अन्त में बीजेपी के दो झटकों ने सबको हैरान करके रख दिया। किसी ने ख्वाब में भी नहीं सोचा होगा कि सूबे के सियासी ड्रामे का क्लाइमैक्स कुछ ऐसा होगा। पहला झटका: बीजेपी ने शिवसैनिक एकनाथ शिंदे को मुख्यमंत्री बना दिया। अब महाराष्ट्र में शिंदे की सरकार होगी और उसे बीजेपी के विधायकों का सपोर्ट होगा।
झटका नंबर 2: पार्टी के निर्देश पर देवेंद्र फडणवीस ने उपमुख्यमंत्री पद की शपथ ली। गुरुवार शाम 4:30 बजे तक महाराष्ट्र में हुए इस उलटफेर की भनक किसी को नहीं थी। फडणवीस ने जब प्रेस कॉन्फ्रेंस शुरू की तो कयास इस बात के लगाए जा रहे थे कि वह गुरुवार को मुख्यमंत्री पद की शपथ लेंगे या शुक्रवार को।
जब देवेंद्र फडणवीस ने कहा कि एकनाथ शिंदे महाराष्ट्र के मुख्यमंत्री पद की शपथ लेंगे तो पहली बार में वहां मौजूद पत्रकारों को यकीन ही नहीं हुआ। ज्यादातर लोग इस बात पर हैरान थे कि शिवसेना के 40 और 10 निर्दलीय विधायकों के नेता एकनाथ शिंदे मुख्यमंत्री बनेंगे और 120 विधायकों के समर्थन वाली बीजेपी उनकी सरकार को सपोर्ट करेगी।
कई लोगों ये सवाल पूछ सकते हैं कि जब बीजेपी को एक शिवसैनिक को ही मुख्यमंत्री बनाना था, तो उसने 2019 में विधानसभा चुनाव के नतीजे आने के बाद ऐसा क्यों नहीं किया? बीजेपी अगर ऐसा करती तो शिवसेना के साथ उसका गठबंधन बरकरार रहता। लेकिन मुझे लगता है कि बीजेपी ने ढाई साल सरकार चलाने के लिए एक शिवसैनिक को मुख्यमंत्री बनाने का फैसला नहीं किया है। यह फैसला अगले 25 साल की लम्बी रणनीति का हिस्सा हो सकता है।
एकनाथ शिंदे पुराने शिवसैनिक हैं, और वह शिवसेना के संस्थापक बालासाहेब ठाकरे के करीबी रहे हैं। शिंदे हिंदुत्व के नाम पर सत्ता में आए हैं। चूंकि नई सरकार का नेतृत्व एक शिवसैनिक के हाथों में है, इसलिए इस एक फैसले ने उद्धव ठाकरे, उनके बेटे आदित्य ठाकरे, संजय राउत और अरविंद सावंत के मुंह पर ताला लगा दिया है। अब उनके पास कहने के लिए कुछ भी नहीं है।
उद्धव ठाकरे कहा करते थे कि अगर बीजेपी ने किसी शिवसैनिक को मुख्यमंत्री बनाया होता तो वह बीजेपी के साथ ही रहते। बालासाहेब ठाकरे का सपना था कि एक शिवसैनिक के नेतृत्व में शिवसेना की सरकार बने। अब जबकि बीजेपी ने एक शिवसैनिक को मुख्यमंत्री बना दिया है और बालासाहेब के सपनों को पूरा कर दिया है, उसके विरोधियों के पास कहने के लिए कुछ बचा ही नहीं। अपने पोते को गोद में लेकर शपथ ग्रहण समारोह में आए एकनाथ शिंदे ने बालासाहेब ठाकरे के नाम से शपथ ली।
एकनाथ शिंदे को मुख्यमंत्री बनता देख उद्धव ठाकरे के पास अब बीजेपी के खिलाफ बोलने के लिए कोई डायलॉग नहीं बचा। उद्धव ने अपने शिवसैनिकों का समर्थन भी खो दिया है, अब उनके पास शिवसेना सिर्फ नाम के लिए बची है। शिंदे के मुख्यमंत्री बनने के साथ ही सबसे बड़ी हार उद्धव की हुई है, जबकि देवेंद्र फडणवीस सबसे बड़े गेम चेंजर के रूप में उभरे हैं। बृहन्मुंबई नगर निगम (BMC) की अहम चुनावी लड़ाई से पहले एकनाथ शिंदे का मुख्यमंत्री के रूप में पदभार ग्रहण करना शिवसेना के मनोबल के लिए एक तगड़ा झटका है।
इस पूरे खेल के हीरो रहे, देवेंद्र फडणवीस । यह बात खुद एकनाथ शिंदे ने जॉइंट प्रेस कॉन्फ्रेंस के दौरान कही। शिंदे ने कहा, ‘बीजेपी के पास 120 विधायकों का समर्थन होने के बावजूद बालासाहब के एक शिवसैनिक को मुख्यमंत्री का पद देना देवेंद्र फडणवीस के बड़े दिल को दिखाता है।’
प्रेस कॉन्फ्रेंस में फडणवीस ने कहा था कि वह सरकार से बाहर रहेंगे। लेकिन इसके तुरंत बाद बीजेपी अध्यक्ष जे. पी. नड्डा ने फडणवीस से डिप्टी सीएम के रूप में कार्यभार संभालने की अपील की, और वह मान गए। शपथ लेने के बाद शिंदे और फडणवीस कार्यभार संभालने के लिए मंत्रालय गए। रविवार और सोमवार को होने वाले विधानसभा सत्र में सदन के पटल पर बहुमत साबित करने के बाद नई कैबिनेट का गठन होगा।
इस बात में कोई शक नहीं कि शिंदे का मुख्यमंत्री बनना देवेंद्र फडणवीस के लिए एक सेटबैक है। उन्हें इस बात की कतई उम्मीद नहीं रही होगी कि पार्टी उन्हें पहले शिंदे को मुख्यमंत्री बनाने को कहेगी और फिर उनसे उपमुख्यमंत्री बनने को कहेगी। देवेंद्र फडणवीस पार्टी के अनुशासित कार्यकर्ता हैं और उन्होंने इस फैसले को स्वीकार किया। इसके लिए उनकी तारीफ करनी चाहिए। लेकिन यह फैसला देवेंद्र फडणवीस के लिए कितना मुश्किल रहा होगा, इसे समझने के लिए उनकी राजनीतिक पृष्ठभूमि के बारे में जानना जरूरी है।
फडणवीस पांच साल मुख्यमंत्री रहे और उनके काम की हर जगह तारीफ हुई। 2019 का विधानसभा चुनाव बीजेपी-शिवसेना के गठबंधन ने फडणवीस को मुख्यमंत्री पद का चेहरा बनाकर लड़ा था। उद्धव ठाकरे जब ढाई साल तक मुख्यमंत्री रहे तो बीजेपी यही कहती थी कि शिवसेना के साथ मिलकर चुनाव फडणवीस को सीएम बनाने के लिए लड़ा गया था। फडणवीस ने भी विधानसभा में एक शेर कहा था, ‘पानी उतरता देख किनारे पर घर मत बना लेना, मैं समंदर हूं, लौट कर आऊंगा।’
पिछले दिनों पहले राज्यसभा और फिर विधान परिषद के चुनावों में बीजेपी की आश्चर्यजनक जीत और महा विकास आघाडी की करारी हार सुनिश्चित करा कर फडणवीस ने ये साबित कर दिया कि वह महाराष्ट्र की राजनीति के बड़े खिलाड़ी हैं। एकनाथ शिंदे कई साल से उनके करीबी हैं, और उनके साथ मिलकर उद्धव ठाकरे की सरकार उखाड़ने का जो ऑपरेशन हुआ उसमें फडणवीस की अहम भूमिका थी। इस लड़ाई में फडणवीस ने शरद पवार जैसे चतुर, चालाक और अनुभवी राजनेता को मात दी।
एकनाथ शिंदे भी हैरान थे कि आखिरकार बीजेपी ने उन्हें मुख्यमंत्री क्यों बना दिया? शिंदे ने पांच साल तक फडणवीस के नेतृत्व वाली सरकार में कैबिनेट मंत्री के रूप में काम किया, लेकिन अब यह उल्टा हो गया है। फडणवीस को शिंदे के अधीन काम करना होगा, लेकिन बीजेपी को आने वाले वक्त में इसका राजनीतिक लाभ मिल सकता है। फडणवीस भविष्य में समंदर की तरह लौटकर आएंगे।
Making Eknath Shinde the CM was BJP’s masterstroke
After nine days of political turmoil in Maharashtra, it was the BJP’s turn to shock everybody with a dramatic twist. Nobody could have dreamt the climax that was kept as a secret. Shiv Sainik Eknath Shinde was offered the post of Chief Minister by the BJP. Shinde will run his government with support from the largest party, BJP.
Shock number 2: On the party’s directive, Devendra Fadnavis took oath as Deputy Chief Minister. Till 4.30 pm on Thursday, nobody had an inkling about this dramatic twist in Maharashtra. When Fadnavis started his press conference, it was speculated whether he would take oath as the CM on Thursday or Friday.
When Fadnavis dropped the bombshell by announcing that Eknath Shinde will take oath as the Chief Minister, the reporters present could not believe their ears. Most of them were surprised how a leader of 40 Shiv Sena MLAs and 10 independents could become the chief minister, with support from BJP camp that commanded support of 120 MLAs.
There are many who could be asking if BJP had to make a Shiv Sainik as CM, it could have done so in 2019 when the assembly poll results were out. The SS-BJP alliance could have stayed intact. But I think, BJP’s decision to offer the CM post to a Shiv Sainik is not about forming a government for two and a half years. This decision could be part of a 25-year-long strategy.
Eknath Shinde is a Shiv Sainik, a close associate of his party founder Balasaheb Thackeray. Shinde has come to power in the name of Hindutva. Since the new government is headed by a Shiv Sainik, this single decision has shut off the mouths of Uddhav Thackeray, his son Aditya Thackeray, Sanjay Raut and Arvind Sawant. They have nothing to say now.
It was Uddhav Thackeray who had been saying that had BJP made a Shiv Sainik as CM, he would have stayed with the BJP. It was Balasaheb Thackeray’s dream to have a Shiv Sena government headed by a Shiv Sainik. Now that BJP has made a Shiv Sainik as CM and has fulfilled Balasaheb’s dreams, its opponents have no brownie points to score. Eknath Shinde, who had come to his oath ceremony, carrying his grandson in his lap, took the oath in the name of Balasaheb Thackeray.
By watching Eknath Shinde taking over as CM, Uddhav Thackeray has run out of catchy anti-BJP dialogues. Uddhav has lost the support of his Shiv Sainiks, though he has the Shiv Sena with him, only in name. With Shinde taking over as CM, Uddhav has become the biggest loser, while Devendra Fadnavis has become the biggest game changer.
Eknath Shinde taking over as CM has come as a big blow to Shiv Sena’s morale ahead of the crucial BMC (Brihanmumbai Municipal Corporation) electoral battle.
The hero in the entire drama was Devendra Fadnavis. It was none other than Eknath Shinde who articulated this at the joint press conference. Shinde said, “It is the large-heartedness of Devendra Fadnavis to give up the chief minister’s post for one of Balasaheb’s Shiv Sainiks, although BJP has the support of 120 MLAs”.
At the press conference, Fadnavis said, he would stay out of government. But soon afterwards, BJP president J P Nadda appealed to Fadnavis to take over as Deputy CM, and the latter agreed. After taking oath, both Shinde and Fadnavis went to Mantralaya to take charge. With the Assembly scheduled on Saturday and Sunday, the formation of the new Council of Ministers will take place after the new coalition proves its majority on the floor of the House.
Politically, it is undoubtedly a setback for Fadnavis by accepting Shinde as the CM. He never accepted that the party would ask him to announce Shinde’s name as CM and then appeal to him to become the Deputy CM. Fadnavis is a disciplined party worker and he accepted the party directive. He should be praised for his large heartedness. To understand why accepting this scenario was difficult for a leader like Fadnavis, one has to go through his political background.
Fadnavis was CM for five years, and his competence was praised by all. The 2019 assembly poll was contested by SS-BJP alliance while projecting Fadnavis as the chief ministerial candidate. For the last two and a half years, when Uddhav was the CM, BJP leaders used to point this out to him that Shiv Sena had fought the elections in the name of Fadnavis. It was Fadnavis who recited this Urdu couplet in the assembly, “Paani Utarta Dekh Kinaare Par Ghar Mat Bana Lena, Main Samandar hoon, lout kar aaonga.” (Do not build house on my river bank by watching the water recede, I am the sea, and I shall come back)
During the recent Rajya Sabha and Legislative Council elections, Fadnavis proved that he was a master strategist by ensuring BJP’s surprise wins and inflicting losses on Maha Vikas Aghadi. Eknath Shinde has been his close associate for many years, and Fadnavis had played a major role in the operate to topple Uddhav Thackeray’s government. Fadnavis inflicted defeat on a clever and experienced leader like Sharad Pawar. Even Eknath Shinde was surprised, when BJP ceded the CM post to him. Shinde worked as cabinet minister in Fadnavis-led government for five years, but now the tables have been turned. Fadnavis will have to work under Shinde, but for BJP, in the long run, this is going to yield political dividends. Fadnavis will make a comeback, like the sea waves.
उद्धव ठाकरे अपनी राजनीतिक पराजय के लिए खुद ज़िम्मेदार हैं
बुधवार की रात को महाराष्ट्र में नौ दिन से चल रहे सियासी सस्पेंस पर पटाक्षेप हो गया जब मुख्यमंत्री उद्धव ठाकरे ने राज्यपाल को अपना इस्तीफा सौंप दिया । गुरुवार को एक नई गठबंधन सरकार बनेगी और बीजेपी ने शिवसेना के बागी नेता एकनाथ शिंदे को सत्ता की बागडोर सौंपी है । एकनाथ शिंदे मुख्यमंत्री पद की शपथ लेंगे। अन्य मंत्रियों का शपथ ग्रहण बाद में होगा ।
सुप्रीम कोर्ट में अपनी हार के कुछ ही मिनट बाद उद्धव ठाकरे ने रात को सोशल मीडिया के जरिए अपने इस्तीफे का ऐलान कर दिया । सुप्रीम कोर्ट की वैकेशन बेंच ने चार घंटे तक चली सुनवाई के बाद विधानसभा में शक्ति परीक्षण को लेकर दिए गए राज्यपाल के आदेश पर रोक लगाने से इनकार कर दिया । अदालत ने कहा , ‘हम राज्यपाल के कल सुबह 11 बजे शक्ति परीक्षण के निर्देश पर रोक नहीं लगा रहे हैं, हालांकि फ्लोर टेस्ट का नतीजा (शिवसेना के चीफ व्हिप सुनील प्रभु की) याचिका के अंतिम परिणाम पर निर्भर करेगा ।’
इसके कुछ ही मिनट बाद मुख्यमंत्री उद्धव ठाकरे फेसबुक लाइव पर आए और 15 मिनट के संबोधन में अपने इस्तीफे का ऐलान कर दिया। इस्तीफे के ऐलान से पहले उन्होंने कहा, ‘मैं संख्या बल के खेल में शामिल नहीं होना चाहता हूं। जिन लोगों को सेना प्रमुख (बालासाहेब ठाकरे) लेकर आए थे, वे इस बात की खुशी मना रहे हैं कि उन्होंने उनके बेटे को नीचे गिरा दिया। यह मेरी गलती है कि मैंने उन पर भरोसा किया । मैं नहीं चाहता कि मेरे शिवसैनिकों का खून सड़कों पर बहाया जाए । इसलिए मैं मुख्यमंत्री पद और विधान परिषद की सदस्यता से भी इस्तीफा दे रहा हूं ।’
उद्धव ठाकरे ने पार्टी कार्यकर्ताओं से अपील की कि जब बागी विधायक महाराष्ट्र लौटें तो उनके खिलाफ प्रदर्शन न करें। उन्होंने कहा, ‘जिन लोगों को खाई में धकेले जाने की शंका थी, वे ही आखिरी वक्त तक मेरे साथ खड़े रहे, जबकि मेरे अपने मेरा साथ छोड़कर चले गए । मैं कांग्रेस और NCP के नेताओं को उनके सहयोग और समर्थन के लिए धन्यवाद देता हूं। कल लोकतंत्र के इतिहास का एक नया अध्याय लिखा जाएगा। उन्हें सरकार बनाने और शपथ लेने दें । मैं अपने शिवसैनिकों से अपील करता हूं कि वे उनके रास्ते में रुकावट न बनें ।’
उद्धव ठाकरे को पता था कि फ्लोर टेस्ट में उनकी हार निश्चित है क्योंकि उनके पास बहुमत साबित करने के लिए आवश्यक संख्या बल नहीं था। बुधवार को हुई कैबिनेट की अंतिम बैठक में उनके विश्वासपात्रों ने उन्हें दो विकल्प सुझाए थे। पहला, वह पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी के नक्शेकदम पर चलकर विधानसभा में जाएं, विश्वास मत पर बहस में हिस्सा लें और फिर वोटिंग से पहले अपने इस्तीफे का ऐलान कर दें।
दूसरा विकल्प यह था कि वह फ्लोर टेस्ट का सामना करने से पहले ही इस्तीफा दे दें क्योंकि बहस के दौरान शिवसेना के बागी विधायक उद्धव और उनके बेटे आदित्य ठाकरे के बारे में कड़वी बातें बोलते, और बीजेपी के विधायक उस पर तालियां बजाते। इसलिए चर्चा से पहले ही इस्तीफा देकर वह इस फजीहत से बचें । उद्धव ने दूसरा विकल्प चुना। उन्होंने सुप्रीम कोर्ट के आदेश आने का इंतजार किया और फिर सोशल मीडिया पर अपने इस्तीफे का ऐलान कर दिया ।
उद्धव ठाकरे ने मुख्यमंत्री पद से इस्तीफा तो दे दिया, लेकिन उनके सामने अब इससे भी बड़ी चुनौती है, उन्हें शिवसेना पार्टी को बिखरने से बचाना की । महाराष्ट्र के ज्यादातर जिलों में शिवसेना के अधिकांश दिग्गजों ने उद्धव का साथ छोड़ दिया है और व्यावहारिक तौर पर देखें तो उनकी पार्टी सिर्फ मुंबई का संगठन बनकर रह गई है।
नौ दिनों तक चली इस खींचतान के दौरान उद्धव ने पहले तो बागी विधायकों को धमकाया, फिर घरवापसी के लिए उनसे मिन्नतें की और अंत में अपने इस्तीफे का ऐलान करते हुए कहा, ‘मेरे अपनों ने ही मेरी पीठ में छुरा घोंपा है।’ ये भावनात्मक शब्द हैं, लेकिन उद्धव इस बात से इनकार नहीं कर सकते कि शिवसेना के 56 में से बमुश्किल 16 विधायक अब उनके साथ हैं। शिवसेना के 40 बागी विधायक और 10 निर्दलीय विधायक अब बीजेपी का समर्थन कर रहे हैं। ऐसे में बीजेपी के पास सदन में अब 166 विधायकों का समर्थन है, जबकि बहुमत के लिए सिर्फ 144 का आंकड़ा चाहिए।
फेसबुक लाइव पर इस्तीफे का ऐलान करते वक्त उद्धव के चेहरे पर निराशा थी। वहीं दूसरी तरफ, जैसे ही इस्तीफे का ऐलान हुआ, बीजेपी के खेमे में जश्न हुआ और पार्टी के नेता देवेंद्र फडणवीस का मुंह मीठा कराने लगे। गुवाहाटी से लौटकर गोवा आए शिवसेना के बागी खेमे में भी खुशी का माहौल था।
उद्धव ठाकरे को अब सोचना पड़ेगा कि आज यह नौबत क्यों आई कि उनके हाथ से सरकार फिसल गई। इस्तीफे से पहले अपने संबोधन में उद्धव ने कहा कि जिन बागियों को मैंने टिकट दिया, जिन्हें मैंने चुनाव जिताया, उन्होंने मुझे धोखा दिया।
ऐसे में सवाल पूछा जाएगा कि बीजेपी के साथ मिलकर चुनाव लड़ने वाले उद्धव ठाकरे ने तीन साल पहले चुनाव के तुरंत बाद गठबंधन क्यों छोड़ दिया? उद्धव ने प्रधानमंत्री नरेंद्र मोदी के नाम पर चुनाव लड़ा था, लेकिन गठबंधन के सत्ता में आने के बाद उन्होंने इससे किनारा कर लिया। क्या यह विश्वासघात नहीं था? क्या उन्होंने ऐसा सिर्फ मुख्यमंत्री बनने की अपनी महत्वाकांक्षा को पूरा करने के लिए किया था? उद्धव ठाकरे की NCP सुप्रीमो शरद पवार या कांग्रेस अध्यक्ष सोनिया गांधी से कोई पुरानी दोस्ती नहीं थी, फिर उन्होंने उनसे हाथ क्यों मिलाया? सिर्फ इसलिए कि वह मुख्यमंत्री बनना चाहते थे?
मुख्यमंत्री बनने के लिए उद्धव ने अपने उन भरोसेमंद साथियों को भी हाशिए पर छोड़ दिया जिनके साथ उनके कई दशकों से संबंध थे। इस चक्कर में वह ये बात भी भूल गए कि शिवसेना के विधायकों ने एनसीपी और कांग्रेस उम्मीदवारों के खिलाफ चुनाव लड़कर जीत दर्ज की थी। हैरानी तो इस बात पर होनी चाहिए कि शिवसेना के विधायकों को अपने पार्टी अध्यक्ष के खिलाफ बगावत करने में ढाई साल क्यों लग गए।
दो हफ्ते पहले तक उद्धव ठाकरे के पास अपने नाराज विधायकों को मनाने का मौका था। वह उनसे कह सकते थे कि मैं ढाई साल मुख्यमंत्री रह चुका, अब बीजेपी के साथ मिलकर सरकार बनाते हैं। ऐसा करने पर उद्धव की इज्जत भी रह जाती और 56 साल पुरानी उनकी पार्टी भी बच जाती, लेकिन उन्होंने वह सुनहरा मौका गंवा दिया। हिंदी में एक कहावत है: ‘दुविधा में दोऊ गए, माया मिली ना राम।’
How Uddhav Thackeray was responsible for his own downfall
The curtain has, at last, fallen on the nine-day-long suspense in Maharashtra politics, with Chief Minister Uddhav Thackeray handing over his resignation to the Governor late on Wednesday night. A new coalition government will be sworn in on Thursday evening with rebel Shiv Sena leader Eknath Shinde as chief minister. The swearing-in of other ministers of the new government will take place later.
On Wednesday night, Uddhav Thackeray announced his resignation through social media, minutes after the Supreme Court vacation bench, after a marathon four-hour-long hearing, refused to stay the assembly floor test ordered by the Governor. The bench said, “we are not inclined to stay the floor test ordered by the governor for tomorrow at 11 am…However the outcome of the floor test will be subject to the final decision in the petition (by SS chief whip Sunil Prabhu)”.
Minutes later, Chief Minister Uddhav Thackeray appeared on Facebook Live and in a 15-minute address announced his resignation, before saying, “I don’t want to play games. If those people who were brought by Sena chief want to rejoice in the fact that they pulled down his son, it is my mistake that I put my faith in them. I don’t want the blood of my Shiv Sainiks to be spilled on the streets. I am therefore stepping down from the chief minister’s post, as well as from the membership of Legislative Council”.
Uddhav Thackeray appealed to his party workers not to heckle the rebel MLAs when they return to Maharashtra. He said, “All those who were my own backstabbed me and those who were thought to betray me stayed with me. I thank the Congress and NCP leaders for their cooperation and support….A new chapter to the history of democracy will be written tomorrow. Let them dance their way to form the government and take oath. I appeal to my Shiv Sainiks not to come in their way.”
Uddhav Thackeray knew that his defeat in the floor test was a foregone conclusion as he lacked the numbers required to prove his majority. At the last cabinet meeting on Wednesday, he was given two options by his confidantes. One, he could follow the footsteps of former PM Atal Bihari Vajpayee, go to the assembly, take part in the debate and then announce his resignation before voting.
Two, he was told to resign before going to face the floor test, because rebel Shiv Sena MLAs could make caustic remarks during the debate against him and his son, Aditya Thackeray, and BJP legislators would thump their desks. He could resign before facing the debate to avoid insults in public. Uddhav chose the second option, waited for the Supreme Court order to come, and then went live on social media to announce his resignation.
Uddhav Thackeray may have resigned as CM, but a bigger challenge awaits him. He has to keep the Shiv Sena party from disintegrating. Most of the party stalwarts from the districts have abandoned his ship, and his party has practically become a Mumbai outfit only.
During the nine-day-long tussle, Uddhav first threatened the rebels, then cajoled them by asking them to return, and, in the end, while announcing his resignation, he said, “my own people have stabbed me in the back”. These are emotional words, but Uddhav cannot deny the fact that hardly 16 out of 56 Shiv Sena MLAs are now left with him. Forty rebel Shiv Sena MLAs and 10 independent legislators are now supporting the BJP, which now commands the support of 166 MLAs in the House, though the magic figure is only 144.
While watching Uddhav announcing his resignation on Facebook Live, I noted that he was looking completely disheartened and sad. On the other hand, soon after the resignation was announced, there was jubilation in the BJP camp and party leaders offered sweets to Devendra Fadnavis. There was elation in the rebel Shiv Sena camp in Goa too, where the MLAs had returned from Guwahati.
Uddhav Thackeray must introspect why this sorry situation came about, and why he lost control of his government. In his resignation speech, Uddhav said, I gave tickets to the rebels, and helped them win election, and yet they betrayed me.
Questions will then be asked, why Uddhav Thackeray who had contested the elections in alliance with BJP, ditched the alliance soon after the elections three years ago? Uddhav had fought the elections in the name of Prime Minister Narendra Modi, but after the alliance swept to power, he ditched the alliance. Was it not betrayal? Was it only because of his personal ambition to occupy the post of chief minister? Uddhav Thackeray had no personal friendship with either NCP chief Sharad Pawar or Congress president Sonia Gandhi, then why did he joined hands with their parties? Only to become the chief minister?
In order to become the CM, Uddhav ditched his own trusted colleagues with whom he had relationships spanning several decades. By doing this, he forgot the fact that his Shiv Sena legislators had won the elections by contesting against NCP and Congress candidates. It is really a matter of surprise, why it took two and a half years for the Shiv Sena legislators to rebel against their party chief.
Two weeks ago, Uddhav had the opportunity to persuade and convince his rebel MLAs. He could have told them that now that I have been the CM for two and a half years, we should now form a coalition government with the BJP. The rebels could have agreed to his offer. Uddhav could have saved his prestige and his 56-year-old Shiv Sena. But he lost that golden opportunity. In Hindi, there is a proverb: “Duvidha Mein Dou Gaye, Maya Mili Na Ram” (A bird in hand is worth two in the bush).
उदयपुर के बर्बर हत्याकांड से सीधे तौर पर पाकिस्तान के तार जुड़े हुए हैं
उदयपुर में ग्राहक बनकर आए दो ‘जिहादी’ हत्यारों ने एक दर्जी का सिर कलम कर दिया। अब इस क्रूर और पाशविक घटना के सूत्र सीमापार से जुड़ गए हैं। राजस्थान पुलिस के महानिदेशक एमएल लाठेर ने बुधवार को कहा कि हत्यारों में से एक, गौस मोहम्मद 45 दिन तक पाकिस्तान में रह चुका था । उन्होंने कहा कि वह 2013 में 30 अन्य भारतीयों के साथ कराची गया था। वह 2013 और 2019 में सऊदी अरब और 2017-2018 में नेपाल भी जा चुका था।
NIA और पुलिस अब यह पता लगाने की कोशिश कर रही है कि इन यात्राओं के दौरान उसकी मुलाकात किन लोगों से हुई थी। पूछताछ के दौरान गौस मोहम्मद ने पुलिस को बताया कि दावत-ए-इस्लाम पाकिस्तान के कट्टरपंथी इस्लामिक संगठन तहरीक-ए-लब्बैक से जुड़ा है। उसने बताया कि वह सलमान भाई और अबू इब्राहिम के लगातार संपर्क में था। ये दोनों कराची में दावत-ए-इस्लाम के हैंडलर्स हैं।
डीजीपी ने कहा, गौस मोहम्मद उदयपुर के रहने वाले रियासत हुसैन और अब्दुल रजाक के जरिए दावत-ए-इस्लाम में शामिल हुआ था। उन्होंने कहा, गौस मोहम्मद ने अपने 45 दिनों के प्रवास के दौरान कराची में आतंकी ट्रेनिंग ली थी। राजस्थान पुलिस ने तीन संदिग्धों को हिरासत में लिया है और केंद्रीय गृह मंत्रालय के निर्देश पर राष्ट्रीय जांच एजेंसी (NIA) ने जांच अपने हाथ में ले ली है। दोनों हत्यारों, गौस मोहम्मद और मोहम्मद रियाज अख्तरी को पुलिस ने हत्या के कुछ ही घंटों के अन्दर उदयपुर से 61 किलोमीटर दूर राजसमंद से गिरफ्तार कर लिया था। पुलिस ने कहा कि वे अजमेर शरीफ में जियारत के लिए जा रहे थे।
डीजीपी ने स्वीकार किया कि कन्हैयालाल के परिवार ने पुलिस से यह शिकायत की थी कि नूपुर शर्मा का समर्थन करने पर उसे ‘जिहादियों’ की तरफ से जान से मारने की धमकी मिल रही थी, लेकिन पुलिस ने उसकी शिकायत को गंभीरता से नहीं लिया। इस सिलसिले में एक असिस्टैंट सब-इंस्पेक्टर को सस्पेंड कर दिया गया है।
यह जघन्य हत्याकांड मंगलवार को उस समय हुआ जब दोनों हत्यारे कन्हैयालाल की टेलरिंग शॉप में घुसे और उनसे कपड़े सिलने के लिए नाप लेने को कहा। जैसे ही कन्हैयालाल ने नाप लेना शुरू किया, हत्यारों में से एक ने चाकू से हमला कर दिया, जबकि दूसरे ने इस खौफनाक वारदात का वीडियो बनाया। कन्हैयालाल के शरीर पर 26 जगहों पर ज़ख्म के निशान थे, जिनमें से ज्यादातर उनके गले में थे। इसके बाद दोनों हत्यारों ने इस वीभत्स वीडियो को सोशल मीडिया पर पोस्ट कर दिया जिसमें दोनों खून से सने छुरे पकड़े हुए मुस्कुरा रहे थे।
कन्हैयालाल ने बीजेपी की पूर्व प्रवक्ता नूपुर शर्मा का समर्थन किया था, जिन्होंने पैगंबर मोहम्मद के बारे में आपत्तिजनक बयान दिया था। इस वीभत्स घटना ने पूरी दुनिया के सामने भारत का सिर शर्म से झुका दिया। यह कहीं से भी इंसानियत की हत्या से कम नहीं है।
वीडियो में इन दरिंदों ने यहां तक कहा कि उनका छुरा प्रधानमंत्री नरेंद्र मोदी की गर्दन तक भी पहुंचेगा। यह पूरे देश और इसकी कानून व्यवस्था को चुनौती है। यह घटना सिर्फ एक व्यक्ति की हत्या का मामला नहीं है, बल्कि कानून की धज्जियां उड़ाने की वारदात है। उन्होंने इस हत्या की प्लानिंग पहले ही कर ली थी और इस पूरी घटना का वीडियो बनाने का फैसला किया था। वीडियो में, हत्यारों में से एक, मोहम्मद रियाज अख्तरी यह कहते हुए दिखाई दे रहा है कि ‘हमने पैगंबर की बेअदबी के लिए इसका सिर कलम किया है। यह चाकू एक दिन नरेंद्र मोदी की गर्दन तक भी पहुंचेगा।’
इन दरिंदों का वीडियो देखने के बाद मेरे मन में यही ख्याल आया कि कोई मजहब के नाम पर, खुदा के नाम पर, नबी के नाम पर इंसानियत का कत्ल कैसे कर सकता है? ऐसे लोगों को समाज में जिंदा रहने का हक ही नहीं है।
हत्या का वीडियो सामने आने के बाद राजस्थान के सीएम अशोक गहलोत के बयान पर मुझे हैरानी और थोड़ी निराशा हुई। गहलोत ने पहले तो इस नृशंस हत्या की निंदा की और लोगों से शांति बनाए रखने की अपील की, लेकिन उसी सांस में उन्होंने इसे सियासी रंग भी दे दिया। गहलोत ने कहा, ‘देश में माहौल पहले से ही खराब है, प्रधानमंत्री मोदी और गृह मंत्री अमित शाह को आगे आना चाहिए और लोगों से सांप्रदायिक सद्भाव बनाए रखने की अपील करनी चाहिए।’
सीएम गहलोत ने लोगों से शांति बनाए रखने की अपील की और उनसे अनुरोध किया कि वे इस जघन्य हत्याकांड का वीडियो साझा न करें।
उदयपुर में मंगलवार को मौके पर जमा हुए लोगों ने विरोध प्रदर्शन और नारेबाजी की। राज्य प्रशासन ने अफवाहों को रोकने के लिए पूरे राजस्थान में 24 घंटे के लिए मोबाइल इंटरनेट सर्विस को सस्पेंड कर दिया और हिंसा पर काबू पाने के लिए उदयपुर के 7 थाना क्षेत्रों में कर्फ्यू लगा दिया। धान मंडी, घंटा घर, अंबामाता, सूरजपोल, भोपालपुरा, हाथीपोल और सवीना इलाकों में कर्फ्यू लगा हुआ है। पूरे राजस्थान में धारा 144 लागू कर दी गई है।
जो राक्षस किसी की गर्दन काटने के बाद हंस सकते हैं, निहत्थे बेकसूर इंसान पर चुपके से वार करके अपनी बहादुरी दिखा सकते हैं, वे न तो सच्चे मुसलमान हो सकते हैं और न ही नबी को मानने वाले। इन दरिंदों का कोई दीन-ईमान नहीं है। ये सिर्फ इस्लाम को बदनाम करना चाहते हैं और देश की गंगा-जमुनी तहजीब पर दाग लगाना चाहते हैं। जब कन्हैयालाल को चाकू मारा जा रहा था, तो वह चीखता रहा, चिल्लाता रहा, लेकिन इन दोनों जल्लादों को जरा भी रहम नहीं आया। गौस मोहम्मद घटना का वीडियो बना रहा था जबकि मोहम्मद रियाज कन्हैयालाल को चाकू मार रहा था। घटना को अंजाम देने के बाद दोनों जल्लाद वहां से भाग गए। फिर इन दोनों ने खून से सने चाकुओं के साथ वीडियो बनाया, और बड़ी शान से ऐलान किया कि उन्होंने एक शख्स की हत्या कर दी है।
यह एक निर्मम हत्या है। इसे सोच-समझकर प्लानिंग के साथ, बकायदा शूट करके, खौफ कायम करने के इरादे से और दंगा भड़काने की नीयत से अंजाम दिया गया है। मोहम्मद रियाज ने 11 दिन पहले ही यानी 17 जून को तय कर लिया था कि मौका मिलते ही वह कन्हैयालाल की हत्या कर देगा। उसने उसी वक्त एक वीडियो बनाया, लेकिन पोस्ट नहीं किया क्योंकि उसे पता था कि यदि वह वीडियो जारी कर देगा तो उसका प्लान फेल हो सकता है। वीडियो में रियाज साफ-साफ कह रहा है, ‘यह वीडियो मैं जुमे के दिन 17 तारीख को बना रहा हूं। जिस दिन मैं पैगंबर साहब की शान में गुस्ताखी करने वाले का सिर कलम करूंगा, उस दिन यह वीडियो वायरल होगी। गुस्ताख-ए-नबी की एक ही सजा, सिर तन से जुदा।’
इस मामले में उदयपुर पुलिस की भूमिका पर भी सवाल खड़े हो रहे हैं। कन्हैयालाल को लगातार फोन पर जान से मारने की धमकी मिल रही थी। वह इतना डर गए थे कि उन्होंने अपनी सिलाई की दुकान 6 दिन तक बंद रखी। उन्होंने आसपास के दुकानदारों को हत्या की धमकी के बारे में बताया, पड़ोसियों से कहा, और पुलिस के पास भी गए। उन्होंने पुलिस को वह फोन नंबर भी दिया जिससे धमकी मिल रही थी, लेकिन पुलिस ने कुछ नहीं किया। कन्हैयालाला एक लोवर मिडिल क्लास फैमिली से आते थे, दर्जी थे, आखिर कितने दिन तक दुकान बंद रखते। परिवार पालने के लिए दुकान खोलना जरूरी था, और कातिल दुकान खुलने का इंतजार कर रहे थे। जैसे ही दुकान खुली, कातिलों ने कन्हैयालाल की जिंदगी खत्म कर दी। स्थानीय लोग और दुकानदार हत्या के तुरंत बाद विरोध प्रदर्शन करने लगे। उनका कहना था कि जब पुलिस को पता था कि कन्हैयालाल को धमकी दी जा रही है, धमकी देने वालों के फोन नंबर मालूम थे, तो ऐक्शन क्यों नहीं लिया।
दिल्ली की जामा मस्जिद के शाही ईमाम, AIMIM सुप्रीमो असदुद्दीन ओवैसी और सभी राजनीतिक दलों के नेताओं ने इस जघन्य हत्याकांड की निंदा की है और ‘जिहादी’ हत्यारों के लिए कड़ी सजा की मांग की है। यह अच्छी बात है कि मुस्लिम स्कॉलर्स ने भी इस नृशंस हत्या की निंदा की है और इसे इस्लाम के सिद्धांतों के खिलाफ बताया है।
मैं जानता हूं कि हिंदू समुदाय के लोग इस जघन्य हत्याकांड को लेकर आक्रोशित होंगे, लेकिन मेरी सबसे हाथ जोड़कर अपील है कि शांति बनाए रखें। इस गुनाह को 2 सिरफिरों ने अंजाम दिया है। इसे न तो किसी मजहब से जोड़कर देखें, न किसी एक समुदाय के सारे लोगों को इसका दोष दें। मुझे यह देखकर दुख हुआ कि अशोक गहलोत ने इस दर्दनाक घटना में प्रधानमंत्री नरेंद्र मोदी का नाम घसीटने की कोशिश की। कन्हैयालाल की जान बचाने की गुहार की अनदेखी करने वाले पुलिस अधिकारियों के खिलाफ कड़ी कार्रवाई होनी चाहिए।
Udaipur killing clearly points towards a Pakistan connection
The brutal beheading of a tailor by two ‘jihadi’ killers, masquerading as customers, in a shop in Udaipur has now assumed cross-border implications. The director general of Rajasthan Police, M L Lather, on Wednesday said, one of the killers Ghaus Mohammed had stayed in Pakistan for 45 days when he visited Karachi in 2013, along with 30 others from India. He had also visited Saudi Arabia in 2013 and 2019, and also Nepal in 2017-2018.
National Investigation Agency and Rajasthan Police are now trying to find out details of whom he met during these visits. During interrogation, Ghaus Mohammed told police that Daawat-e-Islam is connected to Tehrik-e-Labbaiq, Pakistan’s fundamentalist Islamic group. He said, he was in constant touch with Salman Bhai and Abu Ibrahim, both of whom are Daawat-e-Islam handlers in Karachi.
The DGP said, Ghous Mohammed had joined an Islamic extremist group Daawat-e-Islam through Riyasat Husain and Abdul Razak, both residents of Udaipur. He said, Ghous Mohammed had taken terror training in Karachi during his 45 days’ stay.
Three suspects have been taken into custody by Rajasthan Police, and under instructions from the Union Home Ministry, the NIA has taken over the probe. Both the killers, Ghaus Mohammed and Mohammed Riyaz Akhtari were arrested within hours of the crime by police from Rajsamand, nearly 61 km away from Udaipur. Police said, the two killers were proceeding to Ajmer Sharif to offer prayers.
The DGP admitted that Kanhaiyalal’s family had complained to local police that he was getting death threats from ‘jihadis’ for supporting Nupur Sharma, but police did not take the complaint seriously. An assistant sub-inspector has been suspended in this connection.
The gruesome murder took place on Tuesday when the two killers walked into Kanhaiyalal’s tailoring shop and asked him to take measurements for stitching clothes. As Kanhaiyalal started taking measurements, one of the killers started stabbing him with a knife, with the other making a video of the macabre murder. There were 26 cuts on Kahnhaiyalal’s body, mostly around his neck. The two killers then posted the gruesome video on social media, and were seen smilingly holding two blood-stained cleavers.
Kanhaiyalal had supported former BJP spokesperson Nupur Sharma, who had made a blasphemous remark about Prophet Mohammed.
This gruesome beheading incident has brought shame to India. It is nothing short of murdering the very sense of humanity. In the video, the killers also threatened to commit a similar act against Prime Minister Narendra Modi. This is nothing short of challenging the Indian state and its legal system.
The two killers have openly challenged the process of law, they planned this murder in advance and had already decided to make a video of their grotesque act. In the video, one of the killers, Mohammed Riyaz Akhtari is seen as saying “ we have beheaded the victim because the Prophet has been insulted. ..This knife will one day reach Narendra Modi.”
Seeing the gruesome video, I thought how can people commit such a gruesome murder in the name of Islam, Prophet or Allah? How can they murder humanity? Such killers do not have the right to stay alive in a civil society.
I was also a little disappointed over Rajasthan CM Ashok Gehlot’s initial remarks, in which he first condemned the brutal killing and appealed to people to maintain peace, but in the same breath, he injected politics into it. Gehlot said, “the atmosphere in the country is already getting worse, and Prime Minister Modi and Home Minister Amit Shah should come forward and appeal to the people to maintain communal harmony.” Chief Minister Gehlot appealed to people to remain calm and requested them not to share the video of the macabre murder.
There were protests in Udaipur on Tuesday, as people gathered at the spot and chanted slogans. The state administration suspended mobile internet services across Rajasthan for 24 hours to stop rumours, and curfew was clamped in seven police station areas of Udaipur to prevent violence. Dhan Mandi, Ghanta Ghar, Ambamata, Surajpole, Bhupalpura, Hathipole and Savina localities are under curfew. Sec 144 prohibitory orders have been clamped across Rajasthan.
A fiend, who can smile and laugh after beheading an innocent, unarmed man by sneakingly stabbing him, cannot be called a brave man, nor can he be a true Muslim, nor a true follower of Prophet Mohammed. Such killers do not have any religion. They are only defaming Islam, and bringing India’s famed ‘Ganga-Jamuni tehzeeb’ (secular tradition) to disrepute.
The victim, when stabbed, was shrieking and weeping, but the two killers did not show any mercy. Ghaus Mohammed was shooting the video, when Mohammed Riyaz was stabbing Kanhaiyalal. When the victim fell to the ground, the two brutal killers beheaded him. The two killers fled from the spot, and then made a video holding two blood-stained cleavers and then proudly announced to the world that they have beheaded a man.
This was a cold-blooded murder executed after proper planning, in order to strike terror and instigate communal riots. Mohammed Riyaz had decided 11 days ago, on June 17, to kill Kanhaiyalal. He soon made a video announcing his intent, but did not post it because he knew that his planning would fail, if he posted it in advance.
The video clearly shows Riyaz saying, “I am making this video on Friday June 17, and I will make it viral, the day I will behead those who insulted our Prophet. Gustakh-e-Nabi ki ek hi sazaa, Sir tan se juda (the only punishment for insulting our Prophet is behead the person).”
The role of Udaipur police is being questioned. Kanhaiyalal was constantly getting death threats on his phone. He was so much afraid that he kept his tailoring shop closed for six days. He told neighbours and shopkeepers about the threats and even went to police. He even shared the phone number of the person who was giving him death threat, but police did nothing.
Since the tailor came from a lower middle class family, he needed to reopen his tailoring shop, to fend for his family. That was when the killers decided to strike. They walked into the shop and committed the bestial murder. Local residents and shopkeepers staged protests soon after the killing, and questioned why police did not act when the victim had approached them with the phone number of those who were giving him death threats.
The Shahi Iman of Delhi Jama Masjid, AIMIM chief Asaduddin Owaisi, and political leaders across the spectrum have condemned the brutal murder and have demanded exemplary punishment to the ‘jihadi’ killers. It is a good sign that Islamic scholars have condemned this brutal killing and said, it goes against the tenets of Islam.
I know, people across India are outraged over this crime, but I appeal to all, with folded hands, to keep calm and maintain peace. This is a criminal act by two deranged killers. This crime should not be seen in the light of any religion or community. We should not blame the community for the deranged act of two killers. I was sad when I saw Chief Minister Ashok Gehlot trying to bring Prime Minister Narendra Modi’s name into this matter. Strong action must be taken against police officials who ignored Kanhaiyalal’s appeal for protection to his life.
This macabre murder clearly displays the mentality of ISIS and Talibani extremists. It is time for all top Islamic scholars and ulema to come out and convince people not to take law into their own hands and do not make it a communal issue.
क्या उद्धव सेना शिंदे सेना के सामने समर्पण करेगी ?
महाराष्ट्र में जारी सियासी संकट का यह दूसरा हफ्ता है। राजनीतिक गहमागहमी ज़ोरों पर है। मंगलवार को मुख्यमंत्री उद्धव ठाकरे ने गुवाहाटी में बैठे बाग़ी शिवसेना विधायकों के नाम खुली अपील जारी की।
अपनी अपील में उद्धव ठाकरे ने बागी विधायकों से कहा, “आप पिछले कुछ दिनों से गुवाहाटी में फंसे हुए हैं। आपके बारे में रोज नई जानकारी सामने आ रही है, आप में से कई लोग संपर्क में भी हैं । आप अभी भी दिल से शिवसेना में हैं । आप में से कुछ विधायकों के परिवार के सदस्यों ने भी मुझसे संपर्क किया है और मुझे अपनी भावनाओं से अवगत कराया है। शिवसेना के परिवार के मुखिया के रूप में मैं आपकी भावनाओं का सम्मान करता हूं। भ्रम से छुटकारा पाएं, इसका एक निश्चित रास्ता होगा, हम बैठेंगे एक साथ और इससे बाहर निकलने का रास्ता खोजें”
अपनी अपील में उद्धव ने आगे लिखा, “ किसी के गलत झांसे में न आएं, शिवसेना द्वारा दिया गया सम्मान कहीं नहीं मिल सकता, आगे आकर बोलेंगे तो मार्ग प्रशस्त होगा। शिवसेना पार्टी प्रमुख और परिवार के मुखिया के रूप में, मुझे अभी भी आपकी चिंता है”
उद्धव ठाकरे की अपील का बागी विधायकों पर कितना असर पड़ेगा, कहना मुश्किल है। पर ये सच्चाई है कि बागी खेमा विधानसभा में फ्लोर टेस्ट कराने और बीजेपी के साथ गठबंधन सरकार बनाने की संभावनाओं को लेकर पूरा जोर लगा रहा है। उद्धव ठाकरे एक हारी हुई लड़ाई लड़ रहे हैं।
इस बीच, महाराष्ट्र के पूर्व मुख्यमंत्री देवेंद्र फडणवीस मंगलवार को दिल्ली पहुंचे जहां वे गृह मंत्री अमित शाह और बीजेपी जेपी नड्डा के साथ इस मुद्दे पर चर्चा करेंगे। फडणवीस ऐसे समय दिल्ली पहुंचे हैं जब इस बात की चर्चा है कि राज्यपाल महा विकास आघाड़ी (एमवीए) सरकार को इस सप्ताह के अंत तक विधानसभा में बहुमत साबित करने का निर्देश दे सकते हैं।
इससे पहले सोमवार को एमवीए सरकार को उस समय करारा झटका लगा जब सुप्रीम कोर्ट ने अपने आदेश में शिवसेना के सभी बागी विधायकों को 11 जुलाई शाम 5.30 बजे तक अयोग्य ठहराने पर रोक लगा दी। सुप्रीम कोर्ट ने एमवीए सरकार को निर्देश दिया कि वह महाराष्ट्र में बागी विधायकों और उनके परिवारों की सुरक्षा सुनिश्चित करे।
जस्टिस सूर्यकांत और जस्टिस जेबी पारडीवाला की अवकाशकालीन पीठ ने शिवसेना के उस आग्रह को ठुकरा दिया, जिसमें बागी विधायकों को विधानसभा में फ्लोर टेस्ट की मांग करने से रोकने का अनुरोध किया गया था। एमवीए गठबंधन और डिप्टी स्पीकर के वकीलों ने सुप्रीम कोर्ट की पीठ को शिवसेना के 15 बागी विधायकों के खिलाफ अयोग्यता की कार्यवाही में दखल नहीं देने के लिए अपनी दलीलों के जरिए मनाने की पूरी कोशिश की। इन वकीलों ने यह भी तर्क सामने रखा कि सुप्रीम कोर्ट को विधानसभा स्पीकर की कार्रवाई में दख़ल देने का अधिकार नहीं है।
साफ है, सुप्रीम कोर्ट ने उद्धव ठाकरे गुट की उम्मीदों पर पानी फेर दिया है। उद्धव ठाकरे की सरकार चाहती थी कि अदालत से शिंदे गुट को कोई राहत न मिले। लेकिन अदालत से बागियों को और मोहलत मिल गई। साथ ही बागी विधायकों को अयोग्य ठहराने की कोशिशों पर भी ब्रेक लग गया है। वहीं दूसरी ओर विपक्षी दल बीजेपी और शिवसेना का बागी खेमा अब जल्द फ्लोर टेस्ट का दबाव बनाने की तैयारियों में जुट गया है।
उधर, एक अन्य घटनाक्रम में मुख्यमंत्री उद्धव ठाकरे ने सभी 9 बागी मंत्रियों को कैबिनेट से हटाने के बजाए उनके विभाग छीन लिए। अब सवाल ये है कि जब एकनाथ शिंदे के साथ उद्धव ठाकरे के नौ मंत्री खुली वगावत कर रहे हैं और सरकार से समर्थन वापस लेने की बात कह रहे हैं तो फिर उद्धव ने इन मंत्रियों को हटाया क्यों नहीं ? उनके विभाग क्यों बदले ? क्या उद्धव को अब भी उम्मीद है कि विधायक वापस आ जाएंगे या कोई रास्ता निकल आएगा ? अब सभी की निगाहें राज्यपाल भगत सिंह कोश्यारी पर टिकी हैं, जिन्होंने मुख्य सचिव से 22 से 24 जून के बीच एमवीए सरकार द्वारा पारित सभी सरकारी प्रस्तावों का ब्यौरा मांगा है।
सुप्रीम कोर्ट के आदेश के बाद बागी खेमे का मनोबल ऊंचा हो गया है। बागी विधायकों की अगुवाई कर रहे शिवसेना नेता एकनाथ शिंदे ने ट्वीट कर कहा कि यह हिंदू हृदय सम्राट बालासाहेब ठाकरे और धर्मवीर आनंद दिघे (एकनाथ के राजनीतिक गुरु) की जीत है। वहीं दूसरी ओर, शिवसेना के वरिष्ठ नेता अनिल देसाई ने दावा किया कि गुवाहाटी में मौजूद 39 बागी विधायकों में से 20 ने फ्लोर टेस्ट के दौरान उद्धव ठाकरे का समर्थन करने का वादा किया है।
अनिल देसाई, संजय राउत, आदित्य ठाकरे और शिवसेना के दूसरे नेता भी जानते हैं कि ये सपने खोखले हैं। अगर उन्हें इन बागी विधायकों ने समर्थन का वादा किया होता तो ठाकरे खेमा बहुमत साबित करने के लिए विधानसभा सत्र बुलाने में देरी नहीं करता। बागवत के इस तूफान का मुकाबला करने और कार्यकर्ताओं का मनोबल बढ़ाने के लिए ठाकरे खेमा जिला स्तर पर और कस्बों में जनसभाएं कर रहा है।
बागी विधायकों की सबसे ज्यादा नाराजगी संजय राउत से है। संजय राउत पर आरोप है कि उन्होंने विधायकों और स्थानीय नेताओं को कभी उद्धव ठाकरे से मिलने नहीं दिया। बागी विधायकों का यह भी आरोप है कि संजय राउत सुलह की सभी कोशिशों को रोक रहे हैं। बागी विधायक दीपक केसरकर ने कहा कि संजय राउत बागियों के खिलाफ अभद्र भाषा का इस्तेमाल कर रहे थे, जिसका इस्तेमाल कांग्रेस या एनसीपी जैसे नेताओं ने भी पहले कभी नहीं किया।
उधर, बीजेपी भी इस पूरे मामले पर फूंक-फूंक कर कदम रख रही है और अभी अपने पत्ते नहीं खोल रही है। सोमवार को महाराष्ट्र बीजेपी कोर कमेटी की बैठक हुई और फैसला किया गया कि वह ‘वेट एंड वॉच’ की नीति अपनाएगी। पार्टी नेतृत्व ने एमवीए सरकार को नहीं गिराने का फैसला किया है। बीजेपी का मानना है कि महाविकास आघाड़ी गठबंधन अपने ही अंतर्विरोधों के भार से गिर जाएगी।
अब ऐसे में दो बातें स्पष्ट हैं। पहला ये कि उद्धव ठाकरे अब हर रिस्क लेने को तैयार हैं, लेकिन बीजेपी कोई जोखिम मोल नहीं लेना चाहती। उद्धव ठाकरे इस्तीफा भी दे सकते हैं, नाराज विधायकों के नेता एकनाथ शिन्दे को मुख्यमंत्री बनाने का ऑफऱ भी दे सकते हैं या फिर एनसीपी और कांग्रेस का साथ भी छोड़ सकते हैं। लेकिन ऐसे माहौल में फ्लोर टेस्ट करने को तैयार नहीं हो सकते।
आमतौर पर होता ये है कि इस्तीफे की मांग करने वाले फ्लोर टेस्ट से भागते हैं और सरकार सदन में बहुमत का फैसला करने की चुनौती देती है। लेकिन महाराष्ट्र में उल्टा हो रहा है। एकनाथ शिंदे फ्लोर टेस्ट की मांग कर रहे हैं और सरकार फ्लोर टेस्ट से बच रही है।
बीजेपी जानती है कि उद्धव ठाकरे में वो राजनीतिक कौशल नहीं है कि सरकार बचा लें। लेकिन एनसीपी सुप्रीमो शरद पवार की पावर और उनकी राजनीतिक चतुराई का लोहा बीजेपी के नेता भी मानते हैं। पवार क्या कर सकते हैं, ये फडणवीस और दूसरे बीजेपी नेता अजीत पवार के साथ सरकार बनाकर देख चुके हैं। इसीलिए बीजेपी फूंक-फूंक कर कदम रख रही है।
बीजेपी चाहती है कि या तो एकनाथ शिन्दे यह मांग करें कि सरकार विधानसभा में बहुमत साबित करे या फिर राज्यपाल खुद हालात को ध्यान में रखते हुए सरकार को बहुमत साबित करने का निर्देश दें। बीजेपी सरकार तो बनाना चाहती है लेकिन जल्दबाजी नहीं करना चाहती।
बीजेपी के नेता जानते हैं कि रायता इतना फैल चुका है कि उसे समेटना उद्धव के बस की बात नहीं है। इसीलिए अब सबकी नजर शरद पवार की ओर है। लेकिन शरद पवार कोई संकेत नहीं दे रहे हैं। वे चतुर राजनेता हैं और अपने अगले कदम के बारे में पहले से कोई संकेत नहीं देते। सोमवार को वे दिल्ली में थे और विपक्ष की तरफ से राष्ट्रपति उम्मीदवार यशवन्त सिन्हा का नामांकन दाखिल करने के लिए अन्य विपक्षी नेताओं के साथ व्यस्त थे।
Will Uddhav Sena surrender before Shinde Sena?
Hectic developments are going on in Maharashtra with the political crisis entering its second week. On Tuesday, Chief Minister Uddhav Thackeray issued an open appeal to rebel Shiv Sena MLAs, staying in Guwahati, asking them to come back to Maharashtra and meet him so that a way out can be found.
In his appeal, Uddhav Thackeray wrote, “Some of you are in touch with us. Shiv Sena is still in your hearts. Some of your family members also contacted me. As the head of Shiv Sena family, I respect your feelings. Leave aside your confusions, a definite way will be found out when we will sit together. Do not be fooled by others. You will never get back the respect that you got in Shiv Sena. As the head of Shiv Sena family, I care for all of you.”
It is yet to be seen what effect Uddhav’s appeal will have on the rebels, but already, there are efforts by the rebel Shiv Sena MLAs to seek a floor test in the state assembly. They are already exploring the possibility of forming a coalition government with the BJP.
Meanwhile, BJP leader and former CM Devendra Fadnavis reached Delhi on Tuesday to discuss the issue with Home Minister Amit Shah and BJP president J P Nadda, amid reports that the Governor may direct the Maha Vikas Aghadi government to prove its majority inside the Assembly by this weekend.
On Monday, the MVA government suffered a severe jolt when the Supreme Court, in its order, gave protection to all rebel Shiv Sena MLAs from disqualification till July 11 at 5.30 pm. The apex court directed the coalition government to ensure the safety of the rebel MLAs and their families in Maharashtra.
The vacation bench of Justices Surya Kant and J B Pardiwala declined Shiv Sena’s request to stop the rebel MLAs from demanding a floor test in the assembly. Lawyers for the MVA and Deputy Speaker tried their best to persuade the bench not to interfere in the disqualification proceedings against 15 rebel Shiv Sena MLAs, saying it fell in the exclusive domain of the speaker.
Clearly, the Supreme Court order has put a dampener on the hopes of Uddhav Thackeray camp, as the apex court has put a brake on the efforts to disqualifying the rebel MLAs. On the other hand, the opposition BJP and the rebel Shiv Sena camp is now going to press for an early floor test to decide who commands majority in the House.
In another development, Chief Minister Uddhav Thackeray has taken away all the portfolios from the nine rebel ministers, but has not recommended their dismissal. The Thackeray camp is still nurturing hopes that some of the rebel MLAs will return to the party fold. All eyes are now on Governor Bhagat Singh Koshyari, who has sought from the Chief Secretary, details of all government resolutions passed between June 22 and 24 by the MVA government.
After the Supreme Court gave its order, the rebel camp’s morale is high. Rebel Shiv Sena leader Eknath Shinde tweeted to say that this is a victory for Hindu Hriday Samrat Balasaheb Thackeray and Dharmaveer Anand Dighe (Eknath’s political guru). On the other hand, senior Shiv Sena leader Anil Desai claimed that 20 out of the 39 rebel MLAs present in Guwahati have promised to support Uddhav Thackeray during the floor test.
Both Desai and other Shiv Sena leaders like Sanjay Raut and Aditya Thackeray know that these dreams are hollow. Had these rebel MLAs promised support, the Thackeray camp would not have delayed in calling the Assembly session to prove its majority. To counter the tide of rebellion, the Thackeray camp is holding public meetings of party supporters and workers in districts and towns, in order to boost the morale of its cadre.
The rebel MLAs are unhappy with Sanjay Raut, who, they allege, never allowed the MLAs and local leaders to meet Uddhav Thackeray. They allege that it is Sanjay Raut who has been preventing all efforts for a patch-up. Rebel MLA Deepak Kesarkar said that Sanjay Raut had been using abusive language against the rebels, which even the Congress or NCP leaders never used in the past.
The BJP camp is keeping its cards close to its chest. On Monday, the state BJP core committee met and decided that it would follow a ‘wait and watch’ policy. The party leadership has decided not to topple the MVA government, but let it fall under its own weight of contradictions.
Two possibilities are clear. One, Uddhav Thackeray is ready to take all risks, but the BJP is not going to take risks. For Uddhav Thackeray, the options are, either to resign, or offer rebel leader Eknath Shinde to take over as the new CM, or quit the MVA alliance with NCP and Congress. But a floor test cannot be held in such an atmosphere.
Normally, in political parlance, the camp seeking the resignation of a government demands a floor test and the government, on its part, takes up the opposition’s challenge to prove its majority. What is happening in Maharashtra, is completely the opposite. Eknath Shinde is demanding a floor test, and the MVA government is shying away from facing a floor test.
BJP leaders know that Uddhav Thackeray lacks the leadership and acumen to save his government, but BJP leaders acknowledge the shrewd political capability of NCP supremo Sharad Pawar. Devendra Fadnavis and other BJP leaders know what Sharad Pawar can do, when the last time, they hurriedly formed a coalition with his nephew Ajit Pawar. The BJP leadership is, therefore, taking its steps carefully. Once bitten, twice shy.
BJP leaders want, either Eknath Shinde demand that the MVA government should prove its majority on the floor of the House, or the Governor, taking cognizance of the evolving situation, direct the Uddhav government to prove its majority. BJP wants to form its government, but it is not in a hurry.
BJP leaders know that Uddhav Thackeray simply does not have the capability to put down the flames of rebellion that have engulfed the Shiv Sena. All eyes are now on Sharad Pawar. A wily politician he is, Sharad Pawar never gives any indication about his next step in advance. He was in Delhi on Monday, but was busy with other opposition leaders for the filing of nomination of Yashwant Sinha.
मोदी को सुप्रीम कोर्ट की क्लीन चिट : असली ‘मौत के सौदागर’ कौन थे ?
महाराष्ट्र में जारी नॉन स्टॉप सियासी ड्रामे के बीच शुक्रवार को प्रधानमंत्री नरेंद्र मोदी से जुड़ी एक अच्छी खबर आई। सुप्रीम कोर्ट ने एसआईटी की उस जांच रिपोर्ट को सही माना है जिसमें नरेंद्र मोदी को 2002 के गुजरात दंगे में क्लीन चिट दी गई थी। कोर्ट ने एसआईटी की रिपोर्ट को चुनौती देनेवाली याचिका खारिज कर दी।
जस्टिस ए. एम. खानविलकर, जस्टिस दिनेश माहेश्वरी और जस्टिस सी. टी. रविकुमार ने दंगे में मारे गए कांग्रेस के पूर्व सांसद एहसान जाफरी की पत्नी ज़किया जाफरी और सामाजिक कार्यकर्ता तीस्ता सीतलवाड़ की याचिका को खारिज कर दिया। कोर्ट ने साफ-साफ कहा कि इस याचिका में कोई मेरिट नहीं है, कोई दम नहीं है। दरअसल, इस याचिका में गुजरात दंगों के पीछे एक ‘बड़े स्तर पर साजिश’ की जांच की मांग की गई थी। सुप्रीम कोर्ट की बेंच ने तत्कालीन मुख्यमंत्री नरेंद्र मोदी और अन्य अधिकारियों के खिलाफ सभी आरोपों का अध्ययन किया। सीबीआई के पूर्व निदेशक आर. के. राघवन की अगुवाई वाली एसआईटी की जांच रिपोर्ट का भी अध्ययन किया और इसके बाद अदालत इस नतीजे पर पहुंची कि इस बात के कोई सबूत नही हैं कि 2002 में दंगे भड़काने के लिए ‘बड़े स्तर पर’ कोई साजिश रची गई।
सुप्रीम कोर्ट की बेंच ने कहा-‘संक्षेप में हमारा विचार है कि एसआईटी की इस जांच में कोई दोष नहीं पाया जा सकता। इस मामले को बंद करने से जुड़ी आठ फरवरी 2012 की एसआईटी रिपोर्ट पूरी तरह से तथ्यों और मजबूत तर्कों पर आधारित है। साथ ही उस अवधि में अल्पसंख्यक समुदाय के खिलाफ आपराधिक साजिश (बड़े स्तर पर) के आरोपों को खारिज करने के लिए यह रिपोर्ट हर तरह से पर्याप्त है।
सुप्रीम कोर्ट ने नरेंद्र मोदी और अन्य लोगों पर आरोप लगाकर इस मुद्दे को सनसनीखेज बनाने और झूठी गवाही देने के लिए दो पूर्व आईपीएस अधिकारियों आर. बी. श्रीकुमार और संजीव भट्ट को कड़ी फटकार लगाई। कोर्ट ने यह सुझाव दिया कि पिछले 16 साल से इस मुद्दे को गरमाए रखने के पीछे जो लोग शामिल हैं, उनके खिलाफ कार्रवाई की जानी चाहिए। कोर्ट ने इन लोगों को ‘असंतुष्ट’ करार दिया।
बड़े स्तर पर जांच कराने की ज़किया जाफरी की याचिका को खारिज करते हुए सुप्रीम कोर्ट ने कहा कि एसआईटी ने सुप्रीम कोर्ट की निगरानी में पूरी जांच की और उस रिपोर्ट पर सवाल उठाना न्याय का मजाक है। यह अदालत की बुद्धिमत्ता पर संदेह करने जैसा होगा।
नरेंद्र मोदी को क्लीन चिट देने वाले सुप्रीम कोर्ट के फैसले की तारीफ करते हुए बीजेपी नेता रविशंकर प्रसाद ने कहा-‘आज मैं कांग्रेस, वामपंथियों और अन्य लोगों से पूछना चाहता हूं, आपकी पूरी दुकान पिछले 20 साल से नरेंद्र मोदी के खिलाफ अभियान के दम पर चल रही थी। अब और कितने दिन आप इस तरह अपनी दुकान को चलाओगे? उन्होंने कहा कि आज जब राहुल गांधी से ईडी पूछताछ करती है तो कांग्रेस कार्यकर्ता आसमान सिर पर उठा लेते हैं। जब गुजरात दंगे की एसआईडी जांच हो रही थी, तो उस वक्त नरेंद्र मोदी ने पूरी मजबूती से जांच का सामना किया और सच्चाई सामने आ गई है।
गृह मंत्री अमित शाह ने शनिवार को एक न्यूज एजेंसी को दिए इंटरव्यू में कहा, ‘सत्य सोने की तरह चमकता बाहर आया है। मोदी जी ने पिछले 18-19 साल से बड़ी खामोशी के साथ इस दर्द को सहा है। देश का इतना बड़ा नेता एक शब्द बोले बगैर सभी दुखों को भगवान शंकर के विषपान की तरह गले में उतारकर सहन करता रहा। ‘
अमित शाह ने कहा, ‘मैंने मोदी जी को नजदीक से इस दर्द को झेलते हुए देखा है। क्योंकि न्यायिक प्रक्रिया चल रही थी इसलिए सत्य के साथ होने के बावजूद उन्होंने इस मुद्दे पर कुछ नहीं बोला। बहुत मजबूत मन का आदमी ही ऐसा कर सकता है। उन्होंने यह दर्द चुपचाप सहा।
मुझे लगता है कि शुक्रवार को सुप्रीम कोर्ट ने जो सबसे चौंकाने वाली बात कही वो ये कि इस केस की को-पेटिशनर तीस्ता सीतलवाड़ ने ज़किया जाफरी की भावनाओं का इस्तेमाल अपने फायदे के लिए किया। किसी के दर्द से खेलना, किसी की पति की मौत का फायदा उठाना एक बड़ा अपराध है। सुप्रीम कोर्ट ने पूरे मामले को देखा, समझा और माना कि तीस्ता सीतलवाड़ ने नरेन्द्र मोदी को बदनाम करने के लिए ज़किया जाफरी के दुख-दर्द का फायदा उठाया।
इसलिए सुप्रीम कोर्ट ने कहा कि इस मामले में सामाजिक कार्यकर्ता तीस्ता सीतलवाड़ की भी जांच करवाने की जरूरत है। कोर्ट ने कहा- ‘अंत में हमें ऐसा लगता है कि राज्य के कुछ असंतुष्ट अधिकारियों और अन्य लोगों ने सनसनी फैलाने के लिए संयुक्त रूप से कुछ खुलासा करना चाहते थे जो खुद उनकी नजर में भी झूठ था। एसआईटी ने उनके दावों के झूठ को पूरी तरह से उजागर कर दिया था।’ सुप्रीम कोर्ट ने कहा कि जो प्रक्रिया का इस तरह से गलत इस्तेमाल करते हैं, उन्हें कटघरे में खड़ा करके उनके खिलाफ कानून के दायरे में कार्रवाई की जानी चाहिए।’
मेरे ख्याल से अब गुजरात दंगों को लेकर नरेन्द्र मोदी का चैप्टर क्लोज़ होना चाहिए और तीस्ता सीतलवाड़ जैसी सामाजिक कार्यकर्ता की फाइल खोलनी चाहिए। अगर हम सुप्रीम कोर्ट की भावनाओं का सम्मान करते हैं तो गुजरात दंगों को लेकर नरेन्द्र मोदी को बदनाम करने का खेल बंद होना चाहिए। जिन लोगों ने इन दंगों या दंगा पीड़ितों का इस्तेमाल अपनी सियासत चमकाने के लिए किया अब उनका नंबर आना चाहिए। देश की जनता को जानने का हक है कि असल में ‘मौत के सौदागर’ कौन थे।
