A major plot to foment communal disturbance in Ayodhya was foiled by Uttar Pradesh Police with the arrest of seven accused, all Hindus, within 48 hours of the incident. The plot was diabolic and the execution was meticulous.

Eleven youths riding on four motorbikes went around the holy city of Ayodhya on Tuesday (April 26) night, threw pieces of meat outside mosques, Eidgah and dargah, along with pages torn from a holy book and posters carrying inflammable threats. To hide their identity, they wore Muslim skullcaps on their heads while committing this act of perfidy.

The aim was to force Muslims to come out of their homes and start violence, but this diabolic plan was nipped in the bud through timely intervention by Ayodhya police and district administration. The accused were identified, and seven out of the eleven accused were thrown behind bars. All of them were Hindus. This gang wanted to tarnish the fair name of Hinduism’s holiest city of Ayodhya, where Lord Ram was born.

According to Ayodhya police, the name of the outfit is Hindu Yodha Sangathan and the mastermind was Mahesh Mishra, who has been arrested. Inspector General of UP Police K. P. Singh and SSP Ayodhya Sailesh Kumar Pandey disclosed the entire plot that was foiled. Those arrested are: Mahesh Mishra, Pratyush Shrivastav, Nitin Kumar, Deepak Kumar Gaur, Brajesh Pandey, Shatrughna Prajapati and Vimal Pandey. Sushil Yadav, Anil Chauhan and Babu Mishra are absconding. All of them are residents of Ayodhya.

Those arrested confessed that it was Mahesh Mishra who was the mastermind and wanted to take revenge for the stoning on Hanuman Jayanti procession that took place in Delhi’s Jahangirpuri. They bought 2 copies of a holy book, flax posters and Muslim skullcaps, and arranged for portions of meat, which were to be thrown outside mosques. They assembled at a dhaba, had dinner, and then went on a spree of throwing portions of meat, inflammable posters and torn pages of the holy book outside mosques.

According to police, the youths threw meat, posters and torn pages outside a mosque in Kashmiri mohalla, Tatshah mosque, Gulabshah dargah, Civil Lines Eidgah, and Ghosiana Ramnagar mosque, before reassembling at Mahesh Mishra’s house. On Wednesday morning, when the caretakers of mosques saw these objectionable things lying outside, they informed police, which swung into action. Police removed all these objectionable items, and with the help of fire brigade, all the places were cleaned up by spraying water from tankers. The entire Eidgah was washed clean. This was done before people woke up in the morning.

Police said, the caretakers of mosques and Eidgah fully cooperated, kept this entire matter under wraps, in order to prevent circulation of rumours among Muslims. In this manner, the communal fire that was expected to engulf Ayodhya was doused, even before it was lit. The accused had selected mosques which were not under cctv observation, but they missed one mosque, where a cctv was working, which provided vital clues to the police about the accused.

The caretakers of mosques acted wisely. Jamal Ahmed Khan, the mutawalli of Markazi Jama Masjid, Tatshah, said, when they found the objectionable posters, they told their associates not to reveal this to others, and brought in the police immediately. They knew that it was all part of a diabolical plot, because portions of meat were thrown. Since Eid ul-Fitr was hardly a few days away, Muslims had planned to celebrate the festival in a grand manner, because they could not do so for the last two years due to Covid pandemic.

Solving the case was not easy for the local police. There were hardly any solid clues, and it was difficult to identify the accused. But within 40 hours, the entire plot was unravelled, and the accused were rounded up. They confessed to their act. Three out of the seven had a criminal history. The mastermind Mahesh Mishra has already three FIRs lodged against him.

In my prime time show ‘Aaj Ki Baat’ on Thursday night, we showed the mastermind Mahesh Mishra saying on camera that he was not sorry for what he has done. He praised Yogi Adityanath, but in the same breath, projected himself as a big supporter of Hindus. Mishra admitted that whatever he did was out of anger, and in the same breath, said, it is important to awaken Hindus.

The man who describes himself as a well-wisher of Hindus, is, in reality, a big enemy of Hindus and Hindusthan. Stringest action must be taken against such people, who had planned to through Ayodhya into a communal cauldron. Ayodhya Police has done the right thing in booking the accused under National Security Act, meaning that they will not get bail easily, and they can be sentenced to life imprisonment.

These youths have commited a big crime, by posing as Muslims, and trying to lit a communal fire. After Ayodhya police rounded them up, it did not hide their community identity, and paraded them before media, before packing them off to jail.

Leaders like Omar Abdullah, Mehbooba Mufti and Asaduddin Owaini, who allege that Muslims are being treated harshly in India, must watch this news. These youths posed as Muslims while committing a heinous crime, but police caught the criminals, and all of them were Hindus. This case is a perfect example to show that a criminal is a criminal, he has no religion or caste. The common man realizes this, but I think, our leaders should also realize the same.

The atmosphere that is prevailing in the country presently demands that police must always remain alert and common people must control their emotions. Inimical forces are trying to disturb peace in India, by planning such acts. Hinduism’s holiest city Ayodhya was made the target, and had a communal riot taken place, if could have brought infamy for India in international circles.

प्रधानमंत्री नरेंद्र मोदी ने बुधवार को सभी गैर-भाजपा शासित राज्यों से पेट्रोल और डीजल पर वैट (VAT) की दरें कम करने की अपील की। उन्होंने कहा कि इस कदम से महंगाई पर अंकुश लग सकता है और आम आदमी को राहत मिल सकती है।

कोरोना महामारी की नई लहर के मद्देनजर राज्यों के मुख्यमंत्रियों की बैठक में चर्चा के दौरान पीएम मोदी ने यह बात कही। मोदी ने इस बात का जिक्र किया कि पिछले साल नवंबर में केंद्र ने पेट्रोल और डीजल पर एक्साइज ड्यूटी घटाते हुए सभी राज्यों से आग्रह किया था कि वे वैट (VAT) की दरें कम करें। मोदी ने कहा, केवल बीजेपी शासित राज्यों ने वैट कम किया लेकिन तमिलनाडु, पश्चिम बंगाल, महाराष्ट्र, झारखंड, तेलंगाना, आंध्र प्रदेश और केरल जैसे गैर-बीजेपी शासित राज्यों ने पेट्रोल और डीजल पर वैट कम नहीं किया।

केंद्र और राज्यों के बीच को-ऑपरेटिव फेडरलिज्म का आह्वान करते हुए मोदी ने कहा, ‘पिछले नवंबर महीने में देशवासियों पर पेट्रोल-डीजल की बढ़ती कीमत का बोझ कम करने के लिए केंद्र सरकार ने एक्साइज ड्यूटी में कमी की थी । केंद्र सरकार ने राज्यों से भी आग्रह किया था कि वो अपने यहां टैक्स (VAT) कम करें और ये लाभ नागरिकों को ट्रांसफर करें। इसके बाद कुछ राज्यों ने तो भारत सरकार की इस भावना के अनुरूप यहां टैक्स कम कर दिया लेकिन कुछ राज्यों द्वारा अपने राज्य के लोगों को इसका कोई लाभ नहीं दिया गया । इस वजह से पेट्रोल-डीजल की कीमतें इन राज्यों में अब भी दूसरों के मुकाबले कहीं ज्यादा हैं । ये एक तरह से इन राज्यों के लोगों के साथ अन्याय तो है ही, साथ ही पड़ोसी राज्यों को भी नुकसान पहुंचाता है ।

स्वाभाविक है कि जो राज्य टैक्स में कटौती करते हैं, उन्हें राजस्व की हानि होती है । जैसे अगर कर्नाटक ने टैक्स में कटौती नहीं की होती तो उसे इन छह महीनों में 5 हजार करोड़ रुपये से ज्यादा का राजस्व और मिलता । इसी तरह अगर गुजरात ने भी टैक्स कम नहीं किया होता तो उसे भी साढ़े तीन-चार हजार करोड़ रुपये से ज्यादा का राजस्व और मिलता । लेकिन ऐसे कुछ राज्यों ने अपने नागरिकों की भलाई के लिए, अपने नागरिकों को तकलीफ न हो इसलिए अपने टैक्स (VAT) में कमी की, पॉजिटिव कदम उठाए । वहीं गुजरात और कर्नाटक के पड़ोसी राज्यों ने टैक्स में कमी ना करके इन छह महीनों में साढ़े तीन हजार करोड़ रुपये से लेकर के पांच-साढ़े पांच हजार करोड़ रुपये तक का अतिरिक्त राजस्व कमा लिया ।

पीएम मोदी ने कहा- ‘मैं यहां किसी की आलोचना नहीं कर रहा हूं, मैं आपसे सिर्फ प्रार्थना कर रहा हूं। आपके राज्य के नागरिकों की भलाई के लिए प्रार्थना कर रहा हूं। अब कई राज्य जैसे महाराष्ट्र, पश्चिम बंगाल, तेलंगाना, आंध्र प्रदेश, तमिलनाडु, केरल, झारखंड ने किसी कारण से इस बात को नहीं माना और उनके राज्य के नागरिकों पर बोझ बना रहा… छह महीने की देर हो चुकी है और एक बार फिर आपसे मेरी प्रार्थना है कि आप वैट कम करके अपने राज्य के नागरिकों को इसका लाभ पहुंचाइए। आप सब जानते हैं कि भारत सरकार के पास जो रेवेन्यू आता है, उसका 42 प्रतिशत तो राज्यों के ही पास चला जाता है।

‘मेरा सभी राज्यों से आग्रह है कि वैश्विक संकट के इस समय में कॉपरेटिव फेडरलिज्म की भावना पर चलते हुए एक टीम के रूप में हम सब मिलके काम करें। चेन्नई में, तमिलनाडु में पेट्रोल करीब 111 रुपये प्रतिलीटर के करीब है। जयपुर में 118 रु. से भी ज्यादा है। हैदराबाद में 119 रु. से ज्यादा है। कोलकाता में 115 रु. से ज्यादा है। मुंबई में 120 रु. प्रति लीटर से ज्यादा है और जिन्होंने कटौती की, मुंबई के ही बगल में दीव और दमन में 102 रु. प्रति लीटर है। मुंबई में 120, बगल में दीव दमन में 102 रुपया। मैं आपसे आग्रह करता हूं कि छह महीने में भले जो कुछ भी आपका रेवेन्यू बढ़ा वह आपके राज्य के काम आएगा लेकिन अब पूरे देश में आप सहयोग कीजिए। यह आपसे मेरी विशेष प्रार्थना है।’

यह एक सच्चाई है कि पूरे भारत में आम लोगों को पेट्रोल-डीजल और गैस की बढ़ी कीमतों के चलते परेशानियों का सामना करना पड़ रहा है। पेट्रोल-डीजल की बढ़ी कीमतों का असर रोजमर्रा इस्तेमाल किए जानेवाले उत्पादों पर भी पड़ रहा है। विश्व स्तर पर क्रूड ऑयल ( कच्चे तेल) की कीमतों में तेजी का कोई अंत नहीं नजर आ रहा है। मोदी के भाषण का सार यही था कि गैर-बीजेपी वाली राज्य सरकारों को अपने यहां पेट्रोल-डीजल और गैस की कीमतें कम करनी चाहिए और इसका लाभ आम जनता को देना चाहिए । ऐसे समय में जब विपक्ष के नेता महंगाई को लेकर चीख-पुकार मचा रहे हैं, जिन राज्यों में उनकी सरकारें हैं कम से कम वहां पेट्रोल-डीजल पर वैट की दरें कम करने की उम्मीद की जा रही है ताकि महंगाई पर लगाम लगाई जा सके।

अगर सिर्फ इसी साल की बात करें तो जनवरी 2022 से अब तक कच्चे तेल की कीमत में 33 प्रतिशत की बढ़ोतरी हो चुकी है। भारत की तरह जो भी देश अपनी तेल की जरूरतों के लिए आयात पर निर्भर हैं उन देशों में सिर्फ टर्की ही ऐसा देश है जहां पेट्रोल का होलसेल प्राइस (थोक मूल्य) भारत से कम है। जिन देशों की अर्थव्यवस्था आयातित ईंधन निर्भर हैं उनमें नीदरलैंड में पेट्रोल की कीमत करीब 193 रुपये प्रति लीटर, जर्मनी में 171, फ्रांस में 145 औऱ दक्षिण कोरिया में 126 रुपये प्रति लीटर है। जबकि भारत में पेट्रोल करीब 104 रुपये प्रति लीटर बिक रहा है औऱ टर्की में इसकी कीमत 98 रु. प्रति लीटर है।

यह बात सही है कि 10 मार्च को जब यूपी, उत्तराखंड, पंजाब विधानसभा चुनाव खत्म हुए उसके बाद से अब तक पिछले 45 दिनों में पेट्रोल और डीजल की कीमत 10 रुपये प्रति लीटर से ज्यादा बढ़ गई है। हालांकि जब रूस ने यूक्रेन पर हमला किया था उस वक्त तो यह कहा जा रहा था कि तेल के दाम 150 रुपये प्रति लीटर तक जा सकते हैं। लेकिन सरकार की कोशिशों और रूस से सस्ता तेल आयात करने से फिलहाल हालात उतने खराब नहीं हुए हैं। हकीकत यह है कि भारत अपनी जरूरत का 80 प्रतिशत तेल आयात करता है इसलिए दुनिया में जब तेल की कीमतें बढ़ती हैं तो उसका असर हमारे यहां भी होता है। अप्रैल 2021 में क्रूड ऑयल (कच्चा तेल) 53.4 अमेरिकी डॉलर प्रति बैरल था जो इस साल मार्च में बढ़कर 112.87 डॉलर प्रति बैरल हो गया। यानी एक साल में इसमें करीब 78 प्रतिशत का इज़ाफा हो गया। मोदी ने कहा कि उनकी सरकार आम लोगों को ईंधन की कीमतों में राहत देने की पूरी कोशिश कर रही है, लेकिन राज्य सरकारों का भी कर्तव्य है कि वह केंद्र के साथ खड़ी रहे ।

और अब एक नजर इस बात पर डालते हैं कि गैर-बीजेपी सरकारों ने पेट्रोल-डीजल पर वैट कम न करके कितना अतिरिक्त राजस्व अर्जित किया। इस राज्यों में सबसे ज्यादा मुनाफा महाराष्ट्र ने कमाया। पिछले साल अप्रैल से लेकर इस साल मार्च तक महाराष्ट्र को 3,485 करोड़ रुपये की इनकम हुई। जबकि तमिलनाडु को 2400 करोड़, तेलंगाना और आंध्रप्रदेश को करीब डेढ़-डेढ़ हज़ार करोड़, केरल को 1100 करोड़ रुपये और पश्चिम बंगाल को करीब 1200 करोड़ की कमाई हुई। इसीलिए प्रधानमंत्री ने कहा कि इन सात गैर-बीजेपी शासित राज्यों को कम से कम अब जनता को राहत देनी चाहिए, आम लोगों के ऊपर से मंहगाई का बोझ कम करना चाहिए।

यहां मैं आपको बता दूं कि मध्य प्रदेश में बीजेपी की सरकार है और बिहार में एनडीए की सरकार है लेकिन इन दोनों राज्यों ने भी पेट्रोल-डीजल पर वैट कम नहीं किया है। इसलिए अब गैर-बीजेपी शासित राज्यों की सरकारें पूछ रही हैं कि केन्द्र राज्यों से अपनी आमदनी कम करने को तो कह रहा है लेकिन केन्द्र सरकार ने पेट्रोल-डीजल से जो रेवेन्यू कमाया वो कहां गया? .मोदी ने इसका भी जवाब दिया। उनका तर्क है कि कोरोना के दौरान जो मुफ्त वैक्सीन लगाई गई और गरीबों को जो मुफ्त राशन दिया गया, यह सब उसी पैसे से हो रहा है। प्रधानमंत्री अन्न योजना (मुफ्त खाद्यान्न योजना) को सितंबर 2022 तक बढ़ाया गया है जिससे केंद्र सरकार पर 1 लाख करोड़ रुपये का अतिरिक्त बोझ पड़ा है।

महाराष्ट्र के मुख्यमंत्री उद्धव ठाकरे ने कहा कि महंगे तेल की जिम्मेदारी राज्य सरकारों पर डालना गलत है । उद्धव ठाकरे का कहना है कि महाराष्ट्र में पेट्रोल-डीजल पर वैट केन्द्र सरकार की एक्साइज ड्यूटी से कम है। उद्धव सरकार में कैबिनेट मंत्री जितेंद्र अव्हाड ने कहा कि केंद्र सरकार महाराष्ट्र के हक का 26 हज़ार करोड़ रुपये दबाकर बैठी है। उन्होंने कहा-‘मोदी पहले महाराष्ट्र का बकाया अदा करें, उसके बाद सलाह दें।’

महाराष्ट्र के मुख्यमंत्री दफ्तर की तरफ से जारी बयान में कहा गया कि मुंबई में एक लीटर डीजल पर केंद्र सरकार 24 रुपये और राज्य सरकार 22 रुपये टैक्स लेती है। इसी तरह मुंबई में एक लीटर पेट्रोल पर केंद्र सरकार 31 रुपये एक्साइज ड्यूटी लेती है जबकि महाराष्ट्र सरकार 32 रुपये वैट लेती है।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने कहा कि मोदी को इस तरह की बातें नहीं करनी चाहिए क्योंकि पीएम का यह रवैया देश के संघीय ढांचे के खिलाफ है। उन्होंने कहा कि जीएसटी का ज्यादातर हिस्सा केन्द्र सरकार के पास जाता है। ममता ने मांग की है कि जीएसटी में राज्यों की हिस्सेदारी आधी होनी चाहिए। ममता बनर्जी ने कहा- ‘आज की मीटिंग में प्रधानमंत्री ने एकतरफा बातें कीं जबकि सच्चाई यह है कि केंद्र सरकार राज्यों को पैसा नहीं दे रही है।’

वहीं कांग्रेस ने आरोप लगाया है कि केन्द्र सरकार ने पेट्रोल-डीजल से 28 लाख करोड़ कमाए जबकि ममता बनर्जी कह रही हैं कि 17 लाख करोड़ की कमाई हुई। अब किसकी बात सच है यह कोई नहीं जानता। क्योंकि न कांग्रेस के प्रवक्ता ने यह बताया कि उन्होंने जो आंकड़ा दिया उसका आधार क्या है और न ममता ने बताया कि उन्हें 17 लाख का आंकड़ा कहां से मिला। झारखंड सरकार के स्वास्थ्य मंत्री बन्ना गुप्ता ने बिल्कुल अलग बात की। उन्होंने कहा कि अगर केंद्र सरकार को पेट्रोल, डीजल और गैस की कीमतों में अंतर से इतनी ही दिक्कत है तो वो इन सबको जीएसटी में ले आएं।

पेट्रोल और डीजल की कीमतें लगातार बढ़ रही हैं, इसमें कोई दो राय नहीं है। बीजेपी, कांग्रेस, ममता बनर्जी सभी पेट्रोल-डीजल की कीमतें कम करना चाहते हैं। लेकिन जब टैक्स कम करने की बात आती है तो सब एक-दूसरे की तरफ देखने लगते हैं, एक-दूसरे पर उंगली उठाने लगते हैं। जबकि हकीकत यह है कि अंतरराष्ट्रीय बाजार में क्रूड ऑयल मंहगा हुआ है। चूंकि हम अपनी जरूरतों का 80 प्रतिशत क्रूड ऑयल आयात करते हैं, इसलिए अंतरराष्ट्रीय बाजार में तेल की कीमतों में उतार-चढ़ाव का असर पड़ना स्वभाविक है। पेट्रोल-डीजल मंहगा होता है तो इसका सीधा असर खाने-पीने की चीजों पर पड़ता है । रोजमर्रा की चीजें मंहगी हो जाती हैं और वही हो रहा है।

अब सवाल यह है कि फिर जनता क्या करे ? कहां जाए और किससे कहे ? पेट्रोल-डीजल पर दो तरह के टैक्स लगते हैं। एक टैक्स केंद्र सरकार का लगता है तो दूसरा राज्य सरकार का। केंद्र सरकार एक्साइज ड्यूटी लगाती है और राज्य वैट के जरिए टैक्स वसूलती है। जब दोनों अपने-अपने टैक्स कम करेंगे तभी कीमतें कम होंगी। इसलिए नंबवर में अंतरराष्ट्रीय बाजार में क्रूड ऑयल की कीमतें बढ़ने लगीं तो प्रधानमंत्री मोदी ने एक्साइज ड्यूटी में कटौती की और राज्य सरकारों से वैट कम करने की अपील की। ज्यादातर बीजेपी शासित राज्यों ने वैट कम कर दिया लेकिन गैर-बीजेपी शासित राज्यों ने ऐसा नहीं किया। इसीलिए लखनऊ में पेट्रोल 105 रूपए प्रति लीटर है तो मुंबई में यह120 रूपए प्रति लीटर है।

अब इस अंतर को कम करना के लिए एक ही रास्ता है कि राज्य सरकारें वैट कम करें। अगर पूरे देश में पेट्रोल-डीजल की कीमतें एक जैसी ही करनी है और इस विवाद को हमेशा के लिए खत्म करना है तो पेट्रोल-डीजल को जीएसटी के दायरे में लाना होगा।

अब ममता बनर्जी हों या उद्धव ठाकरे, इनकी सरकार न तो पेट्रोल-डीजल पर वैट कम करना चाहती हैं और न ही पेट्रोल-डीजल को जीएसटी के दायरे में लाने का समर्थन करती हैं। दिक्कत यही है। इसलिए अगर इस समस्या से निजात पानी है और जनता को थोड़ी राहत देनी है तो मोदी की सलाह माननी चाहिए। गैर-बीजेपी शासित राज्यों को पेट्रोल-डीजल पर वैट कम करना चाहिए। केन्द्र और राज्यों को मिलकर काम करना होगा। सिर्फ मोदी का विरोध करने से बात नहीं बनेगी।

Prime Minister Narendra Modi on Wednesday appealed to all non-BJP-ruled states to reduce Value Added Tax (VAT) on petrol and diesel in order to curb price rise and give relief to common man.

While interacting with chief ministers of all states to discuss steps to counter the fresh wave of Covid-19 pandemic, Modi pointed out that in November last year, the Centre reduced excise duty of petrol and diesel and requested all state governments to reduce VAT. Modi said, only BJP-ruled states reduced VAT, but non-BJP-ruled states like Tamil Nadu, West Bengal, Maharashtra, Jharkhand, Telangana, Andhra Pradesh and Kerala did not lower VAT on petrol and diesel.

Calling for cooperative federalism between Centre and states, Modi said, “In November last year, while reducing excise duty on petrol and diesel, the Centre had requested states to lower VAT and transfer the benefit to their people. Some states lowered VAT, but other states did not pass on the benefit. This has cause big imbalance in the prices of petrol and diesel in different states, and harms the revenue of neighbouring states. It is obvious that state governments lose revenue if they lower VAT, for example, if Karnataka had not lowered VAT on petrol and diesel, it could have gained Rs 5,000 crore more revenue, similarly Gujarat would have earned Rs 3,500-4,000 crore more revenue. But their neighbouring states mopped up additional revenue from Rs 3,000 to Rs 5,500 crore by taking advantage of this.”

“ I am not criticizing this here, I am only pleading for the sake of your own people. Several states like Maharashtra, West Bengal, Telangana, Andhra Pradesh, Tamil Nadu, Kerala and Jharkhand did not accept my plea and their people are bearing the burden of high fuel prices. ..Already we have delayed this by six months, and I again appeal to these states to lower VAT and pass on the benefit to their people. As you know, 42 per cent of all revenue that comes to Centre is passed off to the states.”

“ I therefore appeal to all the states to work in the spirit of cooperative federalism in this time of global crisis. In Chennai, petrol is selling at Rs 111 per litre, while it is Rs 118 in Jaipur, more than Rs 119 in Hyderabad, more than Rs 115 in Kolkata and more than Rs 120 in Mumbai. In Diu and Daman, near Mumbai, it sells at Rs 102. Whatever additional revenue you earned will benefit your people, but for the sake of nation, kindly cooperate. This is my special appeal.”

It is a fact that common people across India are facing problems due to the burden of higher fuel prices, which has a spiralling effect on other consumer products. There is no end in sight in the spiralling rise of global crude prices. The crux of Modi’s speech was that non-BJP governments should lower fuel prices and pass on the benefit to common people. At a time, when opposition leaders are crying hoarse over price rise, the least that is expected from their parties is to lower VAT on petrol and diesel, so that inflation can be kept on leash.

This year, crude oil price has gone up by 33 per cent since January 2022. Like India, Turkey is also dependent on fuel import, but the wholesale price of petrol in Turkey is less than that of India. Economies that are wholly dependent on imported fuel are also facing higher fuel price rise. In Netherlands, petrol is selling ar Rs 193 per litre, in Germany at Rs 171, in France at Rs 145 and in South Korea at Rs 126 per litre, whereas in India, petrol is selling at Rs 104 per litre, while it is Rs 98 per litre in Turkey.

It is a fact that price of petrol has increased by more than Rs 10 per litre in the last 45 days, since March 10, when the UP, Uttarakhand, Punjab elections were over. When Russia invaded Ukraine, it was apprehended that petrol price could jump to Rs 150 per litre, but timely measures taken by Modi government by mopping up Russian fuel at big discount helped our nation. India imports 80 per cent of its fuel requirement. In April 2021, crude oil was 53.4 US dollars per barrel, but this has jumped to USD 112.87 per barrel in March this year, that is nearly 78 per cent jump in a year. Modi said that his government was trying its best to provide relief in fuel prices to the common people, but it is also the duty of state governments to stand with the Centre.

And now, a look at how much additional revenue non-BJP governments earned by not lowering VAT on petrol and diesel. Maharashtra was on top, it earned Rs 3,485 crore from April last year till March this year, while Tamil Nadu earned Rs 2400 crore, Telangana and AP Rs 1,500 crore each, Kerala Rs 1100 crore and West Bengal Rs 1200 crore. That is why, Modi said on Wednesday that these seven non-BJP-ruled states must give relief to their people.

I may add a point here: BJP government in Madhya Pradesh and NDA government in Bihar also did not lower VAT on petrol and diesel. When non-BJP-ruled states asked what happened to the Centre’s earnings from excise duty on fuel, Modi replied that most of the earnings were spent on providing free Covid vaccines and free foodgrains to poor people across the country. While taxing petrol and diesel, the Centre did spend on public welfare schemes like providing free foodgrains to people during the pandemic. The Centre is bearing an extra burden of nearly Rs 1 lakh crore by extending the Pradhanmantri Anna Yojana (free foodgrains scheme) till September, 2022.

Maharashtra chief minister Uddhav Thackeray said, it was wrong on part of the Centre to put the burden on higher fuel prices on state governments. Thackeray said, VAT on petrol and diesel in Maharashtra is lesser compared to excise levied by Centre. Maharashtra minister Jitendra Ahwad alleged that the Centre has not yet released Rs 26,000 crore which was due to Maharashtra as part of GST collection. “Let the Centre pay the arrears first, and then give us advice”, he said.

A statement released from Maharashtra Chief Minister’s Office said, out of one litre diesel, Centre earns Rs 24 and the state government earns Rs 22. On one litre of petrol, centre takes Rs 31 as excise and state government takes Rs 32 as VAT.

West Bengal chief minister Mamata Banerjee said, the Prime Minister should not have spoken like this, as it goes against our federal structure. She said, most of the GST earnings go to the central government. Banerjee demanded that states must get 50 per cent of GST collections. “What our PM said today was one-sided, and the fact is that the Centre is not releasing money to the states”, she added.

While Congress has alleged that the Centre collected Rs 28 lakh crore as excise from petrol and diesel, Mamata Banerjee has put this figure at Rs 17 lakh crore. Nobody knows who is speaking the truth. The Congress spokesperson did not cite the source from which he gave this statistic, nor did Mamata Banerjee disclose her source. Jharkhand minister Banna Gupta said, if the Centre is worried about different rates of petrol and diesel in states, it should bring petrol and diesel under GST.

The fact remains that prices of petrol and diesel are rising continuously. BJP, Congress and Mamata Banerjee – all of them want the prices to be lowered, but none of them are ready to lower taxes. Everyone is pointing fingers at other. It is a fact that international crude prices have risen, and since India imports 80 per cent of its demand for crude oil, it is affecting the price structure here. This is having a bandwagon effect on the prices of essential commodities.

Now, whom should the common man ask? Two types of taxes are being levied on petrol and diesel, one by the Centre, and the other by states. Fuel prices can come down only if both the Centre and states lower taxes. In November last year, when crude prices went up, the Centre reduced excise duty on petrol and diesel, and most of the BJP-run government lowered VAT. But non-BJP governments did not follow suit. That is why while price of petrol in Lucknow today is Rs 105 per litre, it is Rs 120 per litre in Mumbai.

To bridge the gap, there is only one route: states must lower VAT. If there is a uniform price for petrol and diesel across India, the problem can be resolved forever. Or, the only way out is: bring petrol and diesel under GST like all other products and services.

Neither Mamata Banerjee nor Uddhav Thackeray are willing to either lower VAT or agree to bring petrol and diesel under GST. There lies the crux of the problem. To give relief to the common man, non-BJP-ruled states must lower VAT on petrol and diesel. Merely opposing Modi will not work.

एक ऐसे समय में जब महाराष्ट्र की गठबंधन सरकार सर्वदलीय बैठक बुलाने के बावजूद यह तय नहीं कर पा रही है कि MNS सुप्रीमो राज ठाकरे द्वारा उठाए गए लाउडस्पीकर के मुद्दे से कैसे निपटा जाए, उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ की सरकार ने एक रास्ता दिखाया है।

मस्जिदों में अजान और मंदिरों समेत अन्य धार्मिक स्थलों में भजन के लिए लाउडस्पीकरों के इस्तेमाल पर उठे विवाद के बीच उत्तर प्रदेश के अतिरिक्त मुख्य सचिव (गृह) ने सोमवार को 30 अप्रैल की समय सीमा देते हुए एक आदेश जारी किया कि धार्मिक स्थलों से सभी अवैध लाउडस्पीकरों को हटाया जाए। सरकार के इस आदेश ने अपना काम कर दिया। ऐसी खबरें हैं कि मस्जिदों के इमामों और मंदिरों के पुजारियों ने खुद ही लाउडस्पीकर हटाने शुरू कर दिए हैं।

यह आदेश उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ के उस बयान के 5 दिन बाद आया जिसमें उन्होंने कहा था कि जिन धार्मिक स्थलों पर पहले से ही लाउडस्पीकरों के इस्तेमाल की इजाजत है, वहां इनका इस्तेमाल किया जा सकता है लेकिन उन्हें यह सुनिश्चित करना होगा कि उनकी आवाज परिसर से बाहर न जाए। साथ ही उन्होंने यह भी कहा था कि अब नए स्थानों पर लाउडस्पीकर लगाने की अनुमति नहीं होगी।

उत्तर प्रदेश सरकार के आदेश में सभी पुलिस थानों को ऐसे सभी धार्मिक स्थलों की लिस्ट बनाने और 30 अप्रैल तक अपनी रिपोर्ट गृह विभाग को भेजने का निर्देश दिया गया है। पुलिस को धार्मिक नेताओं के साथ बातचीत करके अवैध लाउडस्पीकरों को हटाने का निर्देश दिया गया है। इस का सकारात्मक असर हुआ। सोमवार तक यूपी के 38000 से ज्यादा मंदिरों और मस्जिदों में लाउडस्पीकर की आवाज तय सीमा पर कर दी गई। एक भी मामले में पुलिस ने जबरन लाउडस्पीकर नहीं हटवाया। बुधवार दोपहर तक अवैध तरीके से लगाए गए कुल 6031 लाउडस्पीकर हटा दिए गए, जबकि 29674 लाउडस्पीकरों की आवाज तय सीमा तक कर दी गई।

योगी आदित्यनाथ ने इसकी शुरुआत खुद अपने मठ से की। गोरखपुर के गोरखनाथ मंदिर के लाउडस्पीकर की आवाज सबसे पहले कम की गई। गोरखनाथ मंदिर में जो लाउडस्पीकर लगे हैं, जिन पर दिन में भजन चला करते थे, उन सभी का मुंह बाहर की तरफ से मोड़कर अंदर की तरफ कर दिया गया। आवाज दूर तक न जाए, किसी को परेशानी न हो, इसलिए आवाज का स्तर भी 45 डेसिबल से नीचे कर दिया गया। गोरखनाथ मंदिर के पास ही गोरखपुर की बड़ी मस्जिद भी है। योगी की इस पहल का असर मस्जिद पर भी पड़ा। मस्जिद के मौलवी ने भी प्रशासन की अपील पर लाउडस्पीकर की आवाज कम कर दी है।

योगी की पहल का असर यूपी के अन्य सभी धार्मिक स्थलों पर देखने को मिला, जहां मैनेजमेंट से जुड़े लोगों ने खुद ही लाउडस्पीकर की आवाज कम कर दी। कई मस्जिदों ने अवैध रूप से लगाए गए लाउडस्पीकरों को हटा दिया।

हमारी लखनऊ संवाददाता रुचि कुमार ने बताया कि यूपी में अब तक 778 धार्मिक स्थलों से लाउडस्पीकर उतारे गए हैं, जिनमें सबसे ज्यादा 711 लखनऊ जोन में हैं। इसके अलावा आगरा जोन में 3, गौतम बुद्ध नगर जोन में 19, कानपुर जोन में 13, मेरठ जोन में 2, बरेली, प्रयागराज और वाराणसी जोन में एक-एक धार्मिक स्थल से लाउडस्पीकर उतारे गए हैं। इसी तरह यूपी में 21 हजार से ज्यादा जगहों पर लाउडस्पीकर की वॉल्यूम कम की गई है, जिसमें सबसे ज्यादा 5469 धार्मिक स्थल बरेली जोन में हैं। इसके अलावा लखनऊ जोन में 4803, मेरठ जोन में 4711, गोरखपुर जोन में 2354 और प्रयागराज जोन में 1073 जगहों पर लाउडस्पीकर की वॉल्यूम कम की गई है।

पहले पुलिस ने मंदिर, मस्जिद और दूसरे दार्मिक स्थलों से जुड़े लोगों से बात की। उन्हें साउंड लिमिट को लेकर सुप्रीम कोर्ट की गाइडलाइन्स के बारे में बताया। अब प्रशासन की टीमें जाकर मुआयना कर रही हैं। धार्मिक स्थलों पर जाकर पुलिस ये चेक कर रही है कि वहां कितने लाउडस्पीकर लगे हैं, उनकी परमिशेबल लिमिट से ज्यादा तो नहीं है। जो लोग नियम तोड़ रह हैं उन्हें नोटिस दिया जा रहा है।

लखनऊ के कैसरबाग इलाके में स्थित रोशन अली मस्जिद में 4 लाउडस्पीकर लगे हुए थे। पुलिस की नोटिस के बाद 3 लाउडस्पीकर हटा दिए गए और चौथे की आवाज कम कर दी गई। मंदिर और मस्जिद से जुड़े लोगों को पुलिस आसान शब्दों में समझा रही है कि वे डेसिबल कैसे नाप सकते हैं और लाउडस्पीकर की आवाज तेज होने से क्या नुकसान हो सकते हैं। अधिकांश लोग इन बातों को समझ रहे हैं और लाउडस्पीकर की आवाज को उसी हिसाब से कम कर रहे हैं।

इंडिया टीवी के रिपोर्टर मंगलवार को गाजियाबाद में मरकज मस्जिद पहुंचे और पाया कि वहां लगाए गए 4 लाउडस्पीकरों में से एक को हटा दिया गया है, 2 को बंद कर दिया गया है, और चौथे लाउडस्पीकर की आवाज को तय सीमा में करके उसका इस्तेमाल ‘अज़ान’ के लिए किया जा रहा है। गाजियाबाद के प्रसिद्ध दूधेश्वर नाथ मंदिर के महंत ने चारों लाउडस्पीकर बंद कर दिए हैं। अब मंदिर में आरती के दौरान सिर्फ घंटा-घड़ियाल और शंख बजाए जा रहे हैं।

इंडिया टीवी के रिपोर्टर ने नोएडा की जामा मस्जिद में इमाम से बात की। इमाम ने कहा कि लाउडस्पीकर का वॉल्यूम कम कर दिया गया है। उन्होंने कहा कि रमजान और ईद के बाद लाउडस्पीकर का वॉल्यूम और कम कर दिया जाएगा। झांसी के बड़ा गांव में सबसे पहले मंदिर से लाउडस्पीकर उतारा गया और इसके बाद बगल की मस्जिद के इमाम ने भी अपना लाउडस्पीकर उतार लिया।

ध्यान देने वाली सबसे बड़ी बात यह है कि उत्तर प्रदेश में किसी के साथ कोई जोर-जबरदस्ती नहीं की गई। ये दिशानिर्देश मस्जिदों और मंदिरों दोनों पर समान रूप से लागू किए जा रहे हैं। जब कोई सरकार निष्पक्ष तरीके से काम करती है, तो उसका सकारात्मक असर पड़ता है। प्रशासन में लोगों का भरोसा मजबूत होता है और वे सरकार के कदम का समर्थन करने के लिए खुद आगे आते हैं।

मुख्यमंत्री योगी आदित्यनाथ खुद गोरक्षपीठ के पीठाधीश्वर हैं। उन्होंने सबसे पहले अपने मठ के लाउडस्पीकर की आवाज कम करके मिसाल पेश की। इसीलिए यूपी में मंदिर-मस्जिदों या दूसरे धार्मिक स्थलों पर लगे लाउडस्पीकर उतारने का विरोध किसी ने नहीं किया। जहां सख्ती की जरूरत होती है, योगी वहां सख्ती करते हैं, अपराधी और माफियाओं के घरों पर बुलडोजर चलवाते हैं। और जहां प्यार से बात करके रास्ता निकालने की जरूरत होती है, वहां बात करते हैं, लाउडस्पीकर के मामले में उन्होंने यही किया।

बड़ी बात यह है कि योगी ने न तो अपराधियों के मामले में भेदभाव किया, न मंदिर और मस्जिदों पर लाउडस्पीकर के मामले में। दूसरे राज्यों की सरकारों को इस मामले में योगी से सीखना चाहिए।

At a time when Maharashtra’s coalition government is yet to decide on how to deal with the ‘azaan’ loudspeaker issue raised by MNS chief Raj Thackeray, despite calling an all-party meeting, Uttar Pradesh chief minister Yogi Adityanath’s government has shown the way.

Amid the raging controversy over use of loudspeakers for ‘azaan’(call for prayers) from mosques and recital of bhajans from temples and other religious places, the UP additional chief secretary (home) on Monday issued an order giving a deadline of April 30 for removal of all illegal loudspeakers from religious shrines. This order has done the trick. There are reports of imams and priests removing loudspeakers on their own from mosques and temples.

The order came five days after UP chief minister Yogi Adityanath said loudspeakers can be used at religious places with prior permission but the sound must be so low that it should not come out of the premises. He also said, no new permission shall be used for installing loudspeakers.

The UP government’s order directed all police stations to make a list of all such religious places and send their reports to the home department by April 30. All illegally installed loudspeakers shall be removed after consultations with religious leaders. The order had a positive effect. By Monday, in more than 38,000 mosques and temples spread across UP, the volume of loudspeakers has been considerably reduced to permissible limit. In not a single instance was any loudspeaker forcibly removed by police. In all, 6,031 illegally installed loudspeakers have been removed till Wednesday afternoon, while sound volume of 29,674 loudspeakers have been reduced considerably.

Yogi Adityanath launched the initiative from his own temple, the famous Gorakhnath Mandir in Gorakhpur. All loudspeakers at the shrine which faced outwards, have now been turned inwards, so that sound does not travel to outside localities. The volume has been turned down to 45 decibel limit. This had an effect on the management of Badi Jama Masjid in Gorakhpur. The chief imam of the mosque also turned down the volume of loudspeakers.

Yogi’s initiative had a sobering effect on all other religious shrines in UP, where the managements, on their own, reduced the sound volume of the loudspeakers. Several mosques have removed loudspeakers that were installed illegally.

Our Lucknow reporter Ruchi Kumar says, loudspeakers have been removed from 778 religious place so far. Out of these, 711 loudspeakers were removed in Lucknow zone, 30 in Agra zone, 19 in Gautam Buddha Nagar zone, 13 in Kanpur zone, two in Meerut zone, and one each in Bareilly, Prayagraj and Varanasi zone. Similarly, sound volume of loudspeakers in more than 21,000 religious places were reduced across UP. Out of them 5,469 religious places are in Bareilly zone, 4,803 in Lucknow zone, 4,711 in Meerut zone, 2,354 in Gorakhpur zone, and 1,073 in Prayagraj zone, where sound volume of loudspeakers were reduced.

As a first step, local police officials spoke to the managements of mosques and temples and informed them about Supreme Court guidelines on permissible sound limit. Soon after, teams went around to check the number of loudspeakers and the sound limit of loudspeakers installed in temples and mosques. Those who have violated guidelines are being given notices.

At the Roshan Ali mosque in Kaiserbagh, Lucknow, four loudspeakers were installed. Three loudspeakers were removed after police issued notice and the volume of the fourth loudspeaker was reduced. The imams and priests are being told by police how to keep a watch on the sound decibel limit of loudspeakers, and most of them are complying.

India TV reporter visited the Markaz Masjid in Ghaziabad on Tuesday and found that out of the four loudspeakers which had been installed there, one has been removed, two have been closed down, and the fourth loudspeaker is being used for ‘azaan’ within permissible limit. At the famous Doodheshwar Nath Mandir in Ghaziabad, the mahant has closed down all four loudspeakers. Only conch shells, bells and gongs are being used during ‘aarti’ prayers.

At the Jama Masjid in Noida, India TV reporter spoke to the imam, who said that volume of loudspeakers has been reduced, and after Ramzan and Eid-ul Fitr are over, the sound limit will be reduced considerably. In Badagaon, Jhansi, loudspeaker was first removed from the main temple, and the imam of the adjoining mosque too removed his loudspeaker.

One significant point that needs to be taken note of is that no arm-twisting has taken place in UP, and the guidelines are being equally applied to both mosques and temples. When a government acts impartially, it has a positive effect. People’s trust in the administration gets strengthened and they come forward on their own to implement the sound pollution guidelines.

Chief Minister Yogi Adityanath is himself the Goraksha Peethadishwara (chief of Goraksha Peeth). He himself reduced the sound level of loudspeakers installed in his religious shrine, and this was taken as a positive sign by the imams and priests of both mosques and temples. Of course, wherever hard action is required, Yogi does not hesitate. Whether it is bulldozing ill-gotten properties of gangsters and criminals or throwing them inside jails. On the loudspeaker issue, he pursued the path of love and conciliation.

The moot point is, Yogi did not differentiate between communities or religions, either on the issue of loudspeakers or on dealing with gangsters. Other state governments should learn from Yogi.

मुंबई में हनुमान चालीसा के पाठ के मुद्दे पर हाई वोल्टेज सियासत जारी है। लोकसभा सांसद नवनीत राणा और उनके विधायक पति रवि राणा फिलहाल जेल में हैं। मुंबई की एक सेशन कोर्ट ने मंगलवार को मुंबई पुलिस से जवाब मांगते हुए उनकी जमानत याचिका पर सुनवाई 29 अप्रैल तक के लिए स्थगित कर दी। बॉम्बे हाई कोर्ट ने सोमवार को मुंबई पुलिस द्वारा दर्ज की गई FIR को रद्द करने की राणा दंपति की याचिका को खारिज कर दिया था।

हाई कोर्ट ने कहा, ‘इस तरह की घोषणा कि कोई व्यक्ति किसी दूसरे व्यक्ति के घर या किसी सार्वजनिक स्थान पर धार्मिक पाठ करेगा, निश्चित रूप से दूसरे व्यक्ति की व्यक्तिगत स्वतंत्रता का उल्लंघन है…। दूसरी बात कि यदि सड़क पर कोई विशेष धार्मिक पाठ करने की घोषणा की गई है, तो राज्य सरकार की यह आशंका जायज है कि इससे कानून और व्यवस्था की समस्या खड़ी हो सकती है।’

मुख्यमंत्री उद्धव ठाकरे के घर ‘मातोश्री’ के बाहर हनुमान चालीसा का पाठ करने की बात कहने के बाद मुंबई पुलिस ने राणा दंपति पर राजद्रोह का आरोप भी लगाया है। दिलचस्प बात यह है कि नवनीत राणा निर्दलीय सांसद हैं जबकि उनके पति रवि राणा निर्दलीय विधायक हैं। राज्य का बीजेपी नेतृत्व जहां राणा दंपति साथ खड़ा है, वहीं शिवसेना का पूरा कैडर उनके पीछे पड़ा हुआ है।

पूर्व मुख्यमंत्री और बीजेपी नेता देवेंद्र फडणवीस ने सोमवार को सवाल किया कि क्या एक महिला सांसद को केवल इसलिए प्रताड़ित करना, उनके खिलाफ राजद्रोह का केस दर्ज करना न्याय संगत है क्योंकि उन्होंने मुख्यमंत्री के आवास के बाहर हनुमान चालीसा का पाठ करने की बात कही थी। जवाब में मुख्यमंत्री उद्धव ठाकरे ने कहा कि वह हनुमान चालीसा के नाम पर किसी को ‘दादागिरी’ नहीं करने देंगे। उन्होंने कहा कि शिवसेना के संस्थापक बालासाहेब ठाकरे ने हमें सिखाया है कि ‘दादागिरी’ कैसे तोड़नी है।

मुख्यमंत्री ने कहा, ‘अगर कोई हनुमान चालीसा का पाठ करना चाहता है, तो उसका स्वागत है, लेकिन वे इस बात पर जोर क्यों दे रहे हैं कि वे हमारे घर मातोश्री में हनुमान चालीसा का पाठ करेंगे?’ इसके बाद उद्धव ठाकरे ने हिंदुत्व के मुद्दे पर बीजेपी पर तमाम तंज कसते हुए कहा कि ‘हमें ऐसे लोगों से हिंदुत्व सीखने की जरूरत नहीं है। हमारा हिंदुत्व गदाधारी हिंदुत्व है, लेकिन अगर आप हमारे घर में हनुमान चालीसा का पाठ करके हमें भड़काने की कोशिश करेंगे, तो हम ऐसी ‘दादागिरी’ को बर्दाश्त नहीं करेंगे।’

मुख्यमंत्री ने कहा कि नवनीत राणा बिन बुलाए मेहमान की तरह हमारे घर आने की कोशिश कर रही थीं, ‘दादागीरी’ कर रही थीं, इसलिए हमने दंपति को सबक सिखाया। नवनीत राणा इस समय भायखला महिला जेल में बंद हैं जबकि उनके पति तलोजा जेल में सलाखों के पीछे हैं। नवनीत राणा ने एक शिकायत में यह भी आरोप लगाया है कि जेल अधिकारियों ने उन्हें यह कहते हुए शौचालय का इस्तेमाल नहीं करने दिया कि वह निचली जाति की हैं। फिलहाल दंपति को कुछ दिन जेल में ही रहना पड़ सकता है। उनके 2 बच्चे हैं, 10 साल की बेटी और 6 साल का बेटा, जिनकी देखभाल उनके दादा-दादी कर रहे हैं। बच्चों को न्यूज चैनल देखने नहीं दिया जा रहा है। उन्हें बताया गया है कि उनके माता-पिता किसी काम के सिलसिले में दिल्ली गए हैं।

महाराष्ट्र बीजेपी नेतृत्व पूरी तरह से राणा दंपति के साथ है। पूर्व मुख्यमंत्री देवेंद्र फडणवीस ने सवाल किया कि क्या दंपति के खिलाफ देशद्रोह का मामला दर्ज करना न्याय संगत था। फडणवीस ने कहा कि महाराष्ट्र पर अब एक ‘अहंकारी’ सरकार शासन कर रही है, और बीजेपी इस तरह के शासन से लड़ना जारी रखेगी।

शिवसेना सरकार पूरी कोशिश में है कि राणा दंपति को जमानत न मिले और वे अभी कुछ और समय तक जेल में ही रहें। नवनीत राणा के खिलाफ एक नया मामला भी दर्ज किया गया है, ताकि अगर एक मामले में जमानत मिल भी जाए तो दूसरे मामले में उन्हें हिरासत में रखा जा सके। लेकिन किसी को यह नहीं भूलना चाहिए कि मस्जिदों से सुनाये जाने वाले अजान के जवाब में लाउडस्पीकर पर हनुमान चालीसा का पाठ करने का कदम सबसे पहले महाराष्ट्र नवनिर्माण सेना के प्रमुख राज ठाकरे ने शुरू करवाया था।

राज ठाकरे ने सभी मस्जिदों से लाउडस्पीकर हटाने के लिए एक समय सीमा भी दी थी, और सीएम के आवास ‘मातोश्री’ के बाहर हनुमान चालीसा के पाठ की इजाजत भी मांगी थी। शिवसेना सरकार ने राज ठाकरे के खिलाफ एक भी मामला दर्ज नहीं किया। उधर, NCP की नेता फहमीदा हसन ने दिल्ली में प्रधानमंत्री आवास के बाहर हनुमान चालीसा, कुरान और बाइबिल पढ़ने की बात कही थी। फहमीदा हसन के खिलाफ भी कोई केस दर्ज नहीं हुआ। लेकिन उद्धव ठाकरे ने राणा दंपति के मामले में इसे प्रतिष्ठा का सवाल बना लिया, शिवसैनिकों को उनके घर के बाहर विरोध प्रदर्शन करने के लिए भेजा, FIR दर्ज कराई और उन्हें जेल भेज दिया।

मेरा मानना है कि उद्धव ठाकरे को इसे इतना बड़ा मुद्दा नहीं बनाना चाहिए था। हनुमान चालीसा को लेकर नवनीत राणा और उनके पति के साथ दुश्मनों जैसा व्यवहार करना, उन्हें रातभर हवालात में रखना, वॉशरूम जाने की परमिशन न देना, कपड़े बदलने तक का वक्त न देना, अच्छी राजनीति नहीं है। मुझे याद है कि ऐसे मामलों पर बाला साहब ठाकरे की क्या राय हुआ करती थी।

आज से करीब 28 साल पहले जब बाला साहब ठाकरे मेरे शो ‘आप की अदालत’ में आए थे तो मेरे एक सवाल के जवाब में उन्होंने कहा था कि ‘अगर मुसलमान सड़क पर नमाज पढ़ेंगे तो फिर हम हिंदू भी सड़क पर महाआरती करेंगे।’ उन्होंने कहा ये हमने जानबूझकर किया क्योंकि मुख्यमंत्री के बंगले में नमाज पढ़ी जाने लगी थी। सोमवार रात अपने शो ‘आज की बात’ में हमने ‘आप की अदालत’ के उस हिस्से को दिखाया जहां बालासाहेब ठाकरे ने यह टिप्पणी की थी।

बालासाहब ठाकरे पक्के हिन्दुत्ववादी थे, कांग्रेस के घोर विरोधी थे और उनकी रणनीति एवं राजनीति बिल्कुल साफ थी। वह बहुत बेबाकी से अपनी बात कहते थे। लेकिन उनके बेटे उद्धव ठाकरे इन दिनों सियासी मजबूरियों का सामना कर रहे हैं। इसीलिए वह कह रहे हैं कि बालासाहब ने हमें सिखाया है कि ऐसी दादागिरी से कैसे निपटना है। सोमवरा को देवेंद्र फडणवीस ने उन्हें करारा जवाब दिया। फडणवीस ने ऐलान किया कि अगर हनुमान चालीसा पढ़ना देशद्रोह है, तो बीजेपी के नेता हजारों बार ये काम करेंगे। फडणवीस ने चुनौती देते हुए कहा, ‘सरकार में हिम्मत है तो हमारे खिलाफ FIR करके दिखाए।’

शिवसेना के नेता यह बात अच्छी तरह जानते हैं कि हनुमान चालीसा का विवाद उसके लिए सियासी तौर पर भारी पड़ सकता है, लेकिन उद्धव ठाकरे की मजबूरी यह है कि वह कांग्रेस और एनसीपी की मदद से मुख्यमंत्री हैं। अगर वह हनुमान चालीसा के पाठ की इजाजत देते हैं तो कांग्रेस और एनसीपी समर्थन वापस ले सकती हैं।

शिवसेना की इस कमजोरी को बीजेपी समझती है। यही वजह है कि देवेंद्र फडणवीस, चंद्रकांत पाटिल और नारायण राणे जैसे नेता जोर-जोर से हनुमान चालीसा का पाठ कर रहे हैं। शिवसेना के के नेता दावा कर रहे हैं कि वे भी हनुमान भक्त हैं, लेकिन कानून सबके लिए बराबर है। बजरंगबली के नाम पर सियासत नहीं होनी चाहिए। शिवसेना चाहती है कि लाउडस्पीकर पर हनुमान चालीसा और अजान को लेकर जो विवाद हुआ है, उसपर राजनीतिक सहमति बने। सोमवार को सर्वदलीय बैठक बुलाई गई थी, लेकिन बीजेपी ने इसका बहिष्कार किया। सर्वदलीय बैठक में 28 में से 13 नेता ही शामिल हुए।

हनुमान चालीसा और लाउडस्पीकर का विवाद सियासी है। नवनीत राणा ने उद्धव ठाकरे को घेरने के लिए सियासी दांव चला, और जेल में बंद हो गईं। दूसरी बात, बीजेपी का यह आरोप सही है कि राणा दंपति के खिलाफ देशद्रोह की का केस उद्धव ठाकरे के इशारे पर पर ही दर्ज किया गया है। मुख्यमंत्री ने खुद कहा है कि वह इस तरह की ‘दादागिरी’ को बर्दाश्त नहीं करेंगे। मतलब साफ है कि उद्धव ने नवनीत राणा की चुनौती को गंभीरता से लिया है। अब मामला कोर्ट में है।

नवनीत राणा अपनी कानूनी लड़ाई लड़ेंगी, और अदालत फैसला करेगी कि उनके खिलाफ जो आरोप लगे हैं वे सही हैं या गलत। नवनीत राणा ने जो कुछ भी किया, उससे बीजेपी और शिवसेना दोनों को फायदा हो सकता है। अगर वह आगे नहीं आतीं और राज ठाकरे इस मामले में लीड ले लेते, तो यह शिवसेना के लिए और भी मुश्किल होता। हनुमान चालीसा और अजान के विवाद में राज ठाकरे हीरो बनकर उभर रहे थे, लेकिन अब पूरा फोकस नवनीत राणा पर चला गया है और इससे बीजेपी को मदद मिल सकती है। वह बीजेपी की सदस्य नहीं हैं, लेकिन हिंदुत्व के मुद्दे पर शिवसेना को चुनौती देने के लिए बीजेपी को एक बहाना मिल गया है। एनसीपी सुप्रीमो शरद पवार इस बात को समझ रहे हैं और यही वजह है कि एनसीपी की एक महिला नेता ने गृह मंत्री को चिट्ठी लिखकर प्रधानमंत्री आवास के बाहर हनुमान चालीसा का पाठ करने की इजाजत मांगी है।

High voltage politics is on in Mumbai over the issue of reciting Hanuman Chalisa, even as Independent MP Navneet Rana and her MLA husband Ravi Rana are presently in jail. On Tuesday, a sessions court in Mumbai adjourned the hearing on their bail plea till April 29, seeking reply from Mumbai Police. On Monday, Bombay High Court dismissed their plea to quash the FIR filed by Mumbai Police.

The High Court said, “Such a declaration that a person would recite some religious verses either in the personal residence of another person or even at a public place is certainly first a breach of personal liberty of another person….Secondly, if a declaration is made that a particular religious verse will be recited on public streets, the state is justified in carrying apprehension that such act would result in disturbance to law and order.”

Mumbai Police has also slapped sedition charge on Rana couple after they declared their intent to recite Hanuman Chalisa outside ‘Matoshri’, the private residence of Chief Minister Uddhav Thackeray. The state BJP leadership stands solid behind the legislator couple, both of whom are independents, while the Shiv Sena has put its entire cadre to oppose the couple.

On Monday, former CM and BJP leader Devendra Fadnavis questioned whether jailing a legislator couple only for announcing their intent to recite Hanuman Chalisa outside the CM’s house amounts to sedition. In reply, Chief Minister Uddhav Thackeray said, he would not allow to do ‘dadagiri’(hooliganism) in the name of Hanuman Chalisa. He said, the founder of Shiv Sena Balasaheb Thackeray had taught us how to break ‘dadagiri’.

The chief minister said, “if anybody wants to recite Hanuman Chalisa, he was welcome, but why are they insisting that they will recite Hanuman Chalisa on our home at Matoshree?” Uddhav Thackeray then made several jibes at BJP on the issue of Hindutva, saying that “we don’t need to learn Hindutva from such people. Our Hindutva is ‘gada-dhari’ (holding the mace) Hindutva, but if you want to provoke us by reciting Hanuman Chalisa in our home, then we will not tolerate such ‘dadaigiri’.”

The chief minister said, Navneet Rana was trying to come to our house as an uninvited guest, by doing ‘dadaigir’, that is why we taught the couple a lesson. Navneet Rana is presently in Byculla women’s jail, and her husband has been lodged in Taloja jail. Navneet Rana has also alleged in a complaint that the jail officials disallowed her from using a toilet saying she belonged to a lower caste. For the time being, the couple may have to spend time in jail. They have two kids, a ten-year-old daughter and six-year-old son, and they are being looked after by their grandparents. The kids are not being allowed to watch news channels. They have been told that their parents have gone to Delhi for some work.

The state BJP leadership is fully with the Rana couple. Former chief minister Devendra Fadnavis questioned whether filing of sedition charge against the couple was justified. Fadnavis said that an “arrogant” government is now ruling Maharashtra, and BJP will continue to fight such a rule.

The Shiv Sena government is trying its best to ensure that the Rana couple does not get bail, and continue to remain in jail. A fresh case has been lodged against Navneet Rana, so that if she gets bail in one case, she can be held in custody for another case. But one must not forget that it was MNS chief Raj Thackeray who had started reciting of Hanuman Chalisa on loudspeakers to counter reciting of ‘Azaan’ from mosques.

Raj Thackeray had even given a deadline for taking down loudspeakers from all mosques, and had also sought permission to recite Hanuman Chalisa outside the CM’s residence ‘Matoshree’. The Shiv Sena government did not file a single case against Raj Thackeray. NCP leader Fahmida Hasan threatened to recite Hanuman Chalisa, Holy Quran and Bible outside the Prime Minister’s residence in Delhi. No case was registered against Fahmida Hasan. But Uddhav Thackeray made it a prestige issue in the case of Rana couple, sent his party workers to stage protest outside their residence, got FIRs filed and and sent them to jail.

I feel Uddhav Thackeray should not have made this a big issue. To arrest Navneet Rana and her husband, put them in police lockup for the night, refusing to provide them washroom facility, deny them facility to change clothes, cannot be considered as good politics. I remember what Balasaheb Thackeray used to say in such matters.

Nearly 28 years ago, Balasaheb Thackeray had come to my show ‘Aap Ki Adalat’ and in reply to one of my questions, said, “if Muslims offer namaaz prayers on the road, then we Hindus will also perform Maha Aarti on the road.” He had then said, we did this deliberately, because namaaz was being offered inside the Chief Minister’s bungalow. In my show ‘Aaj Ki Baat’ on Monday night, we showed that portion from ‘Aap Ki Adalat’ where Balasaheb Thackeray made this remark.

Balasaheb Thckeray was a true exponent of Hindutva, anti-Congress and his politics and strategy used to be clear. He used to speak out frankly. But his son, Uddhav Thackeray, is facing political compulsions nowadays. That is why, he is saying that it was his father Balasaheb who taught him how to deal with such ‘dadagiri’. On Monday, Devendra Fadnavis replied to this. He said, if reciting Hanuman Chalisa is sedition, then BJP leaders will do this thousands of times. “Let the government file FIRs against us”, he challenged.

Shiv Sena leaders know this clearly that the Hanuman Chalisa recital issue could backfire on the party, but it is Uddhav Thackeray’s political compulsion because he is in power with the support of Congress and NCP. If he allows recital of Hanuman Chalisa, Congress ad NCP may withdraw support.

BJP realizes the weakness of Shiv Sena, and this is the reason why Devendra Fadnavis, Chandrakant Patil and Narayan Rane are loudly reciting Hanuman Chalisa. Shiv Sena leaders claim they are also devotees of Lord Hanuman, but law is supreme. There should be no politics in the name of Bajrang Bali. Shiv Sena wants that there must be political consensus over the Azaan and Hanuman Chalisa loudspeaker issue. An all-party meeting was called on Monday, but BJP leaders boycotted it. Only 13 out of 28 leaders attend the all-party meeting.

The controversies relating to Hanuman Chalisa and loudspeakers are political in nature. Navneet Rana made a move by trying to corner Uddhav Thackeray and landed in jail. Secondly, BJP is right in alleging that the filing of sedition FIRs against the Rana couple was made at the behest of Uddhav Thackeray. The chief minister is himself on record having said that he will not tolerate such ‘dadagiri’. Clearly, he has taken up Navneet Rana’s challenge seriously. The matter is now before the court.

Navneet Rana will fight her legal case, and it is up to the court to decide whether the charges are true or false. Whatever Navneet Rana did can help both the BJP and Shiv Sena. Had she not come forward, Raj Thackeray could have taken the lead and it would have been more problematic for Shiv Sena.

Raj Thackeray was emerging as hero on the Azaan and Hanuman Chalisa issue, but now the entire attention has been diverted towards Navneet Rana, and this could help the BJP. She is not a member of BJP, but has given BJP a handle to challenge the Shiv Sena on the issue of Hindutva. NCP chief Sharad Pawar realizes this, and that is why, a lady NCP leader today wrote to the Home Minister seeking permission to recite Hanuman Chalisa outside the PM’s residence.

सुप्रीम कोर्ट ने गुरुवार को दिल्ली के जहांगीरपुरी इलाके में अवैध अतिक्रमण को हटाने के मुद्दे पर अगले आदेश तक यथास्थिति कायम रखने का निर्देश दिया। कोर्ट ने सभी पक्षों को नोटिस जारी किया और अगली सुनवाई 2 हफ्ते बाद होगी। जस्टिस एल. नागेश्वर राव और जस्टिस बी.आर. गवई ने कहा, ‘अगले आदेश तक यथास्थिति बना कर रखी जाए.. मामले को दो हफ्ते के बाद सूचीबद्ध किया जाए और तब तक दलीलों को पूरा किया जाए।’

बेंच ने कहा कि ‘हम सुप्रीम कोर्ट के आदेश के बाद भी, यहां तक के एनडीएमसी महापौर को सूचित किए जाने के बाद भी किए गए विध्वंस पर गंभीरता से विचार करेगी। हम इसे बाद में उठाएंगे।’ याचिकाकर्ता जमीयत उलेमा-ए-हिंद की ओर से पेश हुए वकील दुष्यंत दवे ने अदालत से कहा कि ‘यह मामला संवैधानिक और राष्ट्रीय महत्व के दूरगामी सवाल उठाता है’, जिस पर पीठ ने पूछा: ‘इस मामले में राष्ट्रीय महत्व क्या है? यह केवल एक इलाके से जुड़ा मसला है।’ दवे ने जवाब दिया कि जहां कहीं भी दंगे हो रहे हैं, वहां हर जगह बुलडोजर का इस्तेमाल हो रहा है।

अब जबकि अवैध अतिक्रमणों को गिराने का मुद्दा थम गया है, आइए जानते हैं कि बुधवार की सुबह क्या हुआ था जब उत्तरी दिल्ली नगर निगम के नौ बुलडोजर जहांगीरपुरी पहुंचे थे। यह वही इलाका है जहां शनिवार की शाम हनुमान जयंती की शोभायात्रा के दौरान पथराव और आगजनी हुई थी।

जब तक सुप्रीम कोर्ट का यथास्थिति बनाए रखने का आदेश नगर निगम के अधिकारियों तक पहुंचता, तब तक कई दुकानों पर बुलडोजर चल चुके थे और अवैध कब्जे हटा दिए गए थे। इल्जाम लगाया गया कि सिर्फ मुसलमानों की प्रॉपर्टी को निशाना बनाया गया, जबकि हिंदुओं की प्रॉपर्टी को अछूता छोड़ दिया गया, लेकिन तथ्य कुछ और ही साबित करते हैं। अवैध रूप से कब्जा की गई जमीन पर बनी सभी दुकानों पर बुलडोजर चला, चाहे वे हिंदुओं की थी या मुसलमानों की।

आरोप लगाए गए कि मस्जिद पर भी बुलडोजर चलाया गया, जो कि सफेद झूठ था। मस्जिद के सामने के सिर्फ उस हिस्से को तोड़ा गया जो अतिक्रमित जमीन पर बनाया गया था। यह भी कहा गया कि इसी रोड पर आगे मौजूद मंदिर को छुआ तक नहीं गया। सच तो यह है कि बुलडोजर अतिक्रमण हटाने के लिए मंदिर भी पहुंचा था, लेकिन तब तक मार्क्सवादी कम्युनिस्ट पार्टी की नेता वृंदा करात आईं और जेसीबी के सामने खड़ी हो गईं। उन्होंने सुप्रीम कोर्ट का आदेश दिखाया जिसके बाद तोड़फोड़ अभियान रोक दिया गया। देर शाम तक मंदिर प्रबंधन ने खुद ही पहल करके अतिक्रमण हटा दिया।

इस घटना को लेकर राजनीतिक दल मैदान में कूद पड़े और एक-दूसरे पर इल्जाम लगाने लगे। कांग्रेस नेता राहुल गांधी ने कहा कि ‘यह भारत के संवैधानिक मूल्यों को ध्वस्त किया गया है। गरीबों और अल्पसंख्यकों को सरकार प्रायोजित निशाना बनाया गया है। बीजेपी को इन सबकी बजाय अपने दिल की नफरत को मिटाना चाहिए।’

समाजवादी पार्टी सुप्रीमो अखिलेश यादव ने ट्वीट किया, ‘भाजपा ने बुलडोज़र को अपनी ग़ैरक़ानूनी ताक़त दिखाने का प्रतीक बना लिया है। मुसलमान व अन्य अल्पसंख्यक, पिछड़े व दलित इनके निशाने पर हैं। अब तो इनके उन्माद का शिकार हिंदू भी हो रहे हैं। भाजपा दरअसल संविधान पर ही ये बुलडोज़र चला रही है। भाजपा बुलडोजर को ही अपना प्रतीक चिन्ह बना ले।’

आम आदमी पार्टी के नेता और दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने आरोप लगाया, ‘अब यह अवैध कब्जा हटाने का ड्रामा किया जा रहा है। पिछले 15 सालों से बीजेपी शासित एमसीडी ने ये अतिक्रमण होने ही क्यों दिए? बीजेपी के किस नेता ने पैसा लिया और इन अवैध कब्जों की इजाजत दी?’

ऑल इंडिया मजलिस इत्तेहादुल मुस्लिमीन (AIMIM) के प्रमुख असदुद्दीन ओवैसी ने बुधवार रात जहांगीरपुरी का दौरा किया, और अतिक्रमण विरोधी अभियान को ‘फौरी न्याय’ और ‘चुनिंदा विध्वंस’ करार दिया। उन्होंने कहा, ‘मुसलमानों को सामूहिक सजा का सामना करना पड़ रहा है। हुक्मरानों को गरीबों की आह से डरना चाहिए। आपने मस्जिद के सामने की दुकानें तोड़ी, मंदिर के सामने की क्यों नहीं? मैं इस चुनिंदा विध्वंस की निंदा करता हूं।’

सोशल मीडिया पर #StopBulldozingMuslimHouses जैसे हैशटैग और ट्रेंड्स छाए हुए थे। सच्चाई यह है कि एक भी मुसलमान के घर को नहीं गिराया गया और बुलडोजर मुसलमानों के साथ-साथ हिंदुओं की दुकानों पर भी चला। बुलडोजर ने रमन झा, गुप्ता जूस कॉर्नर, सुमित सक्सेना और अन्य हिंदुओं की दुकानों को भी जमींदोज कर दिया।

अगर सरकारी जमीन पर कब्जा करके वहां मकान और दुकान बना दिए जाएं तो उन्हें जरूर तोड़ा जाना चाहिए, और धर्म के आधार पर कोई भेदभाव नहीं होना चाहिए। अगर पार्क, सड़क और नाले पर कब्जा करके अवैध निर्माण कर दिया जाए, तो उसे हटाना जरूरी है। इसमें कोई दो राय नहीं है। सवाल यह है कि पिछले दो-तीन दशकों में इस तरह के अवैध कब्जों को होने क्यों दिया गया? MCD के जिन अफसरों की जिम्मेदारी गैरकानूनी कब्जे को रोकना है, वे क्या कर रहे थे? उन अफसरों पर भी सख्त कार्रवाई होनी चाहिए।

इसके अलावा अवैध निर्माणों को तोड़ने की कार्रवाई अचानक नहीं की जाती । अवैध कब्जे तोड़ने से पहले एमसीडी को नोटिस भेजना चाहिए था, ताकि जिन्होंने अवैध कब्जा किया हुआ है, वे खुद ही उसे हटा लें। जहांगीरपुरी में रात में नोटिस चस्पां किया गया, तड़के दिल्ली पुलिस से फोर्स मांगी गई और बुलडोजर का दस्ता तोड़फोड़ करने पहुंच गया। यह प्राकृतिक न्याय के सिद्धांत के खिलाफ है। यही वजह है कि जैसे ही मामला सुप्रीम कोर्ट में पहुंचा, अदालत ने बिना देर किए बुलडोजर पर ब्रेक लगाने का आदेश दे दिया। मेरे ख्याल से ऐसा करना सही था और इसे सही समय पर रोक दिया गया। सार्वजनिक भूमि पर अतिक्रमण हिंदू-मुसलमान का मुद्दा नहीं है।

सुप्रीम कोर्ट ने उन लोगों को राहत दी है, जिनकी आंखों के सामने उनकी दुकानों और मकानों पर बुलडोजर चला था। वैसे तो सरकारी जमीन पर कब्जा करना गैरकानूनी है, लेकिन निम्न मध्यम वर्ग और गरीबों द्वारा बनाए गए घरों को यूं टूटते हुए देखने पर तकलीफ होती है।

एक रिटायर्ड जज ने बुधवार को मुझे बताया कि सुप्रीम कोर्ट के कम से कम 30 फैसले हैं, जिनमें सार्वजनिक सड़कों, गलियों, पार्कों और फुटपाथों के अतिक्रमण को अवैध बताया गया है।

मुंबई में फुटपाथ पर रहने वाले लोगों के मामले में (Bombay Pavement Dwellers Case) सुप्रीम कोर्ट का फैसला एक ऐतिहासिक निर्णय है। कानून के जानकारों का कहना है कि यदि सार्वजनिक जमीन पर कब्जा करके दुकानें बनाई गई हैं तो स्थानीय अधिकारियों को ऐसे ढांचों को तोड़ने का पूरा हक है। लेकिन ऐसा करने के लिए अधिकारियों को एक उचित कानूनी प्रक्रिया का पालन करना चाहिए। रिटायर्ड जज ने मुझे लखनऊ के निशातगंज केस के बारे में बताया जिसमें हाई कोर्ट की एक बेंच ने अतिक्रमण हटाने के अभियान की निगरानी की थी। अतिक्रमण हटाने के लिए बुलडोजर का इस्तेमाल करना अवैध नहीं है, लेकिन स्थानीय अधिकारियों को उचित प्रक्रिया का पालन करना चाहिए।

जहां तक नेताओं की बात है, तो मैं केवल इतना कह सकता हूं कि इन सबके अपने अपने सियासी मकसद हैं, इसलिए ये एक-दूसरे पर इल्जाम लगा रहे हैं। दिल्ली में चल रहे बुलडोजर की तस्वीरों की चर्चा इसलिए ज्यादा हुई क्योंकि जिनकी दुकानें टूटीं, वे हिन्दू हों या मुसलमान, गरीब और लोअर मिडिल क्लास के लोग थे। रोज कमाने वाले, खाने वाले लोग थे। यही वजह है कि आम लोगों की संवेदनाएं इन गरीबों के साथ हैं।

वहीं दूसरी तरफ, बुलडोजर तो उत्तर प्रदेश में भी कई महीनों से चल रहे हैं और अब तक 1700 करोड़ रुपये की सरकारी जमीन को कब्जा मुक्त कराया जा चुका है। योगी ने बुलडोजर का इस्तेमाल अतीक अहमद, मुख्तार अंसारी और विजय सिंह जैसे उन लोगों के खिलाफ किया जो गैंगस्टर हैं, अपराधी हैं, माफिया हैं। जब बुलडोजर इन गैंगस्टरों की अवैध संपत्ति पर चलता है, तो आम आदमी का कानून के प्रति भरोसा और मजबूत होता है।

The Supreme Court on Thursday directed that ‘status quo’ shall remain until further orders as far as the razing of illegal encroachments in Delhi’s Jahangirpuri locality is concerned.

The apex court issued notices to all parties and the next hearing shall take place after two weeks. A bench of Justice L. Nageswara Rao and Justice B.R. Gavai said, “status quo to be maintained till further orders..List after two weeks and pleadings to be completed till then.”

The bench said it “will take a serious view of the demolition which was carried out even after Supreme Court’s orders, even after North Delhi Municipal Corporation Mayor was informed. We will take that up later.” Advocate Dushyant Dave, appearing on behalf of petitioner Jamiat Ulema-e-Hind, told the court that the “matter raises far-reaching questions of constitutional and national importance”, on which the bench asked: “What is national importance in this matter? It is only pertaining to an area.” Dave replied that use of bulldozers is going on everywhere wherever riots are taking place.

Now that the issue of demolition of illegal encroachments has been put on halt, let us go through what happened on Wednesday morning, when nine bulldozers of NDMC reached Jahangirpuri. This was the same locality where stoning and arson had taken place on Saturday evening during Hanuman Jayanti procession.

By the time the Supreme Court order on maintaining status quo reached municipal authorities, several shops and illegal encroachments had already been demolished. Allegations were made that Muslim properties were targeted, while Hindu properties were left untouched, but facts prove otherwise. Shops owned by both Hindus and Muslims on illegally encroached land were demolished.

Allegations were made that the mosque was demolished, which was a blatant lie. The front portion of the mosque built on encroached land was demolished. Allegations were made that Hindu temple was left untouched. The fact is, the bulldozer reached the temple to demolish encroachments, but, by that time, CPI(M) leader Brinda Karat came, stood in front of the JCB and showed the Supreme Court order, and the demolition drive was halted. By late evening, the temple management demolished the constructions made on encroached land.

Political parties jumped into the fray and levelled allegations and counter-allegations. Congress leader Rahul Gandhi described this as “a demolition of India’s Constitutional values. This is state-sponsored targeting of poor and minorities. BJP must bulldoze the hatred in their hearts instead.”

Samajwadi Party supremo Akhilesh Yadav tweeted: “BJP has made bulldozer the symbol of its illegal might. Muslims, other minorities, OBCs and Dalits are the targets. Even Hindus are now becoming the target. BJP is bulldozing the Constitution. It should make bulldozer its poll symbol.”

Aam Aadmi Party leader and Delhi deputy chief minister Manish Sisodia alleged, “this drama of demolishing illegal encroachments is being done now. For the last 15 years, why did the MCD, ruled by BJP, allow these encroachments to come up? Which BJP leader took money and allowed those illegal encroachments?”

All India Majlis Ittehadul Muslimeen (AIMIM) chief Asaduddin Owaisi visited Jahangirpuri on Wednesday night, and described the demolition drive as “vigilante justice” and “targeted demolition”. He said, “Muslims are facing collective punishment, and the rulers should be scared of the curse of the poor. You demolished shops in front of the mosque, and why not in front of the temple? I condemn this targeted demolition.”

The social media was hyperactive with trends like #StopBulldozingMuslimHouses . The fact is, not a single Muslim house was demolished, and shops belonging to both Hindu and Muslim shopkeepers were demolished. The bulldozers razed the shops of Raman Jha, Gupta Juice Corner, Sumit Saxena and other Hindus too.

Shops and homes built on encroached public land must be demolished, and there must be no differentiation on the basis of religion. If parks, roads and drains are encroached and constructions made, these must be demolished. There can be no two views on it. The question is: why were these illegal encroachments allowed to be made for the last two to three decades? What were the MCD officials doing who were supposed to stop such encroachments? Severe action must be taken against them.

Moreover, demolitions cannot be done out of the blue. Notices must be served by MCD before a demolition drive begins, so that the encroachers can remove their constructions on their own. In Jahangirpuri, notices were pasted at night, police force was sought by early morning, and the bulldozers arrived to do the demolition job. This is against the principles of natural justice. It was because of this that the Supreme Court had to order a status quo on the demolition drive. I think, this was a correct and timely stop. Encroachment on public land is not a Hindu-Muslim issue.

The Supreme Court has provided relief to those who watched helplessly as their shops and buildings were demolished by bulldozers. Though encroachment of government land is illegal, one feels sad on seeing homes built by the lower middle class and poor people demolished.

A retired judge told me on Wednesday that there are at least 30 Supreme Court judgements, which has described encroachments of public roads, streets, parks and pavements as illegal.

Legal experts say that if shops are built on encroached public land, then the local authorities have the right to demolish such structures. But, for doing that, authorities must follow a proper legal procedure. The retired judge told me about the Nishatganj case of Lucknow in which a High Court bench monitored the drive to remove encroachments. Using bulldozers to remove encroachments is not illegal, but local authorities must follow proper procedure.

As far as the charges and counter-charges between politicians are flying thick and thin, I can only say that all of these leaders have their political axe to grind. The demolition in Delhi came into limelight because the shops belonged to Hindus and Muslims, who used to earn daily and belonged to poor and lower middle classes. Naturally, the sentiments of common people are with the poor.

On the other hand, in neighbouring Uttar Pradesh, till now, Rs 1700 crore worth encroached public land has been freed by the Yogi Adityanath’s government by using bulldozers against land mafia, gangsters, criminals like Atiq Ahmed, Mukhtar Ansar and Vijay Singh. When bulldozers raze the ill-gotten properties of these gangsters, the common man’s faith in law becomes stronger.

केंद्र सरकार ने जहांगीरपुरी दंगों के 5 मुख्य आरोपियों के खिलाफ राष्ट्रीय सुरक्षा अधिनियम के सख्त प्रावधानों के तहत मामला दर्ज किया है, लेकिन बुधवार की सुबह उस वक्त तनाव पैदा हो गया जब उत्तरी दिल्ली नगर निगम ने इलाके से अवैध अतिक्रमण को हटाने के लिए 9 बुलडोजर भेज दिए। जहांगीरपुरी में भारी पुलिसबल तैनात किया गया ।

भारत के मुख्य न्यायाधीश की अध्यक्षता वाली सुप्रीम कोर्ट की 3 जजों की बेंच ने ‘यथास्थिति’ बनाए रखने का निर्देश दिया, जिसके बाद अतिक्रमण हटाने के अभियान को रोक दिया गया। सुप्रीम कोर्ट का आदेश आने के 2 घंटे बाद बुलडोजर के पहिए थम गए।

दिल्ली बीजेपी प्रमुख आदेश गुप्ता ने उत्तरी MCD के मेयर को एक चिट्ठी लिखकर मांग की थी कि ‘दंगाइयों द्वारा किए गए सभी अवैध अतिक्रमणों की पहचान की जानी चाहिए और उन पर बुलडोजर चलने चाहिए।’ अपनी चिट्ठी में प्रदेश बीजेपी अध्यक्ष ने आरोप लगाया, ‘इन असामाजिक तत्वों और दंगाइयों को आम आदमी पार्टी के स्थानीय विधायक और पार्षद का समर्थन प्राप्त है और इसके परिणामस्वरूप इन लोगों ने बड़े पैमाने पर अतिक्रमण किया है।’

सैकड़ों पुलिसकर्मियों के इलाके के चप्पे-चप्पे पर तैनात होने के बाद 9 बुलडोजरों ने जहांगीरपुरी में अवैध अतिक्रमण को ध्वस्त करना शुरू किया। यह वही जगह थी जहां शनिवार की शाम हनुमान जयंती के जुलूस के दौरान सांप्रदायिक हिंसा भड़क गई थी, जिसके बाद पथराव, झड़प और आगजनी हुई थी।

जिन 5 मुख्य आरोपियों के खिलाफ सख्त राष्ट्रीय सुरक्षा कानून के तहत मामला दर्ज किया गया है, उनके नाम हैं अंसार शेख, सलीम चिकना, सोनू उर्फ इमाम शेख, दिलशाद और अहीद। दिल्ली पुलिस द्वारा दर्ज प्राथमिकी में कहा गया है कि अंसार अपने 4-5 साथियों के साथ आया और हनुमान जयंती शोभायात्रा के आयोजकों के साथ बहस करने लगा। प्राथमिकी में कहा गया है कि बहस जल्द ही हिंसक हो गई और दोनों पक्षों की तरफ से पथराव किया गया। प्राथमिकी के बाद गृह मंत्रालय ने दंगाइयों के खिलाफ NSA के तहत कड़ी कार्रवाई करने का फैसला किया। सोनू उर्फ इमाम शेख को 4 दिन की पुलिस हिरासत में भेजा गया है। सोनू ने कुबूल किया है कि उसने गुलाम रसूल उर्फ गुल्ली से पिस्टल ली थी। गुलाम रसूल उर्फ गुल्ली को भी गिरफ्तार किया गया है।

दिल्ली पुलिस की टीमों ने हिंसा से जुड़े करीब 500 वीडियो जब्त किए हैं। एक वीडियो में साफ तौर पर देखा जा सकता है कि कुशल चौक के पास हनुमान जी के रथ पर पत्थर, ईंट और कांच की बोतलें बरसाईं जा रही थीं। दूसरा वीडियो हिंसा शुरू होने से ठीक पहले का है, जिसमें साफ दिख रहा है कि हिंसा की शुरुआत किसने की थी। एक अन्य वीडियो में दंगाई लाठियां, तलवारें और बंदूकें लहराते हुए नजर आ रहे हैं।

पहले वीडियो में साफ नजर आ रहा है कि भगवान हनुमान के ‘रथ’ पर पत्थरों और बोतलों की बौछार हो रही है। वीडियों में कुछ लड़के ये कहते सुनाई दे रहे हैं, ‘चाचा ये ठीक नहीं हो रहा है।’ सड़क पर कांच की बोतलों के टूटने की आवाजें भी सुनाई देती हैं। तभी 2 लोग हिम्मत करके बजरंग बली की मूर्ति को खींच कर ले जाते हैं। उस वक्त भी बजरंग बली की मूर्ति पर कांच की बोतलें और पत्थर बरसाए जा रहे थे।

वीडियो में साफ नजर आ रहा है कि पत्थर और बोतलें कौन फेंक रहा था। एक अन्य वीडियो में किसी की पिस्तौल से फायरिंग की आवाज आती है। वीडियो में नजर आता है कि C ब्लॉक (एक मुस्लिम बहुल इलाका) में रहने वाले लोग हजारों की तादात में कुशल चौक पर जमा हो जाते हैं और सभी के हाथ में लाठी, डंडे और कांच की बोतले होती हैं। मौके पर कुछ पुलिसवाले भी मौजूद होते हैं लेकिन वे भीड़ के हिंसक हो जाने के चलते हालात को काबू में नहीं कर पाते। भीड़ पुलिस का घेरा तोड़कर बार-बार आगे बढ़ने की कोशिश करती है। इसी बीच पास की मस्जिद से अजान की आवाज आने लगती है।

एक अन्य वीडियो में, हथियारों से लैस पुलिस की एक बड़ी टीम के घटनास्थल पर पहुंचने के बाद भीड़ तितर-बितर होती नजर आ रही है। लेकिन तब तक आस-पास की इमारतों की छतों से पत्थरबाजी शुरू हो गई थी। अंधेरा हो चुका था, पुलिस सड़क पर थी और पत्थरबाज इमारतों की छतों से हमला कर रहे थे, पथराव कर रहे थे, बोतलें फेंक रहे थे। एक अन्य वीडियो में पुलिस दंगाइयों को पत्थर और बोतलें फेंकने से रोकने के लिए इमारतों पर आंसू गैस के गोले दागती हुई दिखाई दे रही है। तभी दूर से गोलियों की आवाज सुनाई देती है।

ये वीडियो कुछ सवालों के जवाब तो देते ही हैं। दावा किया जा रहा था कि हनुमान जयंती मना रहे लोगों ने मस्जिद पर भगवा झंडा फहराने की कोशिश की थी, और तब मस्जिद में नमाज पढ़ने पहुंचे लोगों ने इसका विरोध किया, जिससे हिंसा हुई। यह दावा गलत निकला है। एक के बाद एक वीडियो दिखाते हैं कि यह एक पूर्व नियोजित सांप्रदायिक हिंसा थी। मस्जिद के पास कोई झड़प नहीं हुई थी और शोभायात्रा मस्जिद के सामने से निकल चुकी थी। तब तक मोहल्ले में शांति थी, लेकिन कुशल चौक पर पथराव शुरू हो गया।

ये वीडियो उस झूठ से भी पर्दा उठा देते हैं जिसमें कहा गया था कि जुलूस में शामिल होने वालों ने सबसे पहले पत्थर फेंके। सच तो यह है कि पत्थरबाजी मुस्लिम बस्ती से निकले लोगों ने शुरू की। इससे पहले हनुमान जयंती के दो जुलूस दिन में पहले ही शांति से गुजर गए थे और एक भी पत्थर नहीं फेंका गया था। शाम के जुलूस को निशाना बनाया गया, रथ को तोड़ दिया गया। अब मूर्ति और रथ दोनों इसी इलाके के मंदिर में रखे हैं। इलाके के लोगों में अब भी दहशत है।

मंगलवार की रात अपने शो ‘आज की बात’ में हमने 15 अप्रैल की रात करीब 2.11 बजे का एक अहम वीडियो दिखाया। इस सीसीटीवी वीडियो में दंगाई लाठियां इकट्ठी कर रहे थे, जिसका इस्तेमाल हिंसा के दौरान किया जाना था। पुलिस अब इन बदमाशों की पहचान कर रही है। दिल्ली पुलिस ने शांति बनाए रखने के लिए जहांगीरपुरी को 5 सेक्टरों में बांटा है। कुशल चौक से मस्जिद की तरफ जाने वाले रास्ते को सेक्टर 1, G ब्लॉक जाने वाले रास्ते को सेक्टर 2, जहां आगजनी हुई उसे सेक्टर 3, C ब्लॉक जाने वाले रास्ते को सेक्टर 4 और मस्जिद के सामने वाले इलाके को सेक्टर 5 में बांटा गया है।

अब दंगों के मास्टरमाइंड अंसार शेख के आपराधिक इतिहास पर एक नजर डालते हैं। 40 साल के इस शख्स पर 2009 में आर्म्स एक्ट के तहत मामला दर्ज किया गया था। उस पर 2011 से 2019 तक जुआ अधिनियम के तहत 3 मुकदमे दर्ज किए गए थे और 2013 में उस पर आईपीसी की धारा 509, 323 और 509 के तहत मामला दर्ज किया गया था। जुलाई 2018 में, अंसार पर धारा 186 और 353 (सरकारी कर्मचारी पर हमला और सरकारी काम में बाधा डालने) के तहत मामला दर्ज किया गया था।

अंसार कबाड़ का धंधा करता है और चौथी कक्षा तक पढ़ा है। जहांगीरपुरी के C ब्लॉक का रहने वाला अंसार इलाके में काफी पहचाना जाता है। जैसे-जैसे उसका क्रिमिनल रिकॉर्ड बढ़ता गया वैसे-वैसे इलाके में उसकी सक्रियता अवैध पार्किंग से उगाही, सट्टे और नशे के कारोबार में बढ़ती गई। पुलिस का कहना है कि इन तमाम कामों से उसकी हर महीने लाखों की कमाई है। वह प्रोटेक्शन मनी की आड़ में रंगदारी वसूलता है। सूत्रों के मुताबिक, घटना वाली शाम को अंसार के पास मस्जिद से फोन आया था जिसके बाद वह अपने साथियों के साथ पहुंचा और शोभायात्रा में शामिल लोगों से बहस और झगड़ा किया। पुलिस को आशंका है कि अंसार को गुप्त सूत्रों से फंडिंग भी की गई थी।

पश्चिम बंगाल के हल्दिया के मूल निवासी अंसार का जन्म 1980 में जहांगीरपुरी C ब्लॉक में हुआ था। हरियाणा के मेवात के नूह में रहने वाले मुस्लिम परिवारों से उसकी रिश्तेदारी है। उसकी लग्जरी कारों के बारे में सूत्रों ने बताया कि उसने किसी को फाइनेंस किया था जिसके बदले में उसने कर्जदार की BMW कार कुछ समय के लिए अपने पास रखी थी। सूत्रों ने कहा कि अंसार के पास पुरानी लग्जरी गाड़ियां और अकूत दौलत हो सकती है, जो कि उसने छिपा रखी हो। राज मल्होत्रा के नाम से उसकी एक फर्जी फेसबुक प्रोफाइल है जिसमें उसने बंदूक पकड़े हुए, सोने की ज्वेलरी पहने, लग्जरी कारों के पास पोज देते हुए और करेंसी नोटों की गड्डियां दिखाते हुए कई तस्वीरें पोस्ट की हैं। पुलिस इस बात की जांच कर रही है कि अंसार ने फेसबुक पर हिंदू नाम से फर्जी प्रोफाइल क्यों बनाई थी।

ये वीडियो इस बात की तरफ साफ इशारा करते हैं कि एक पूर्व नियोजित साजिश के तहत हनुमान जयंती की शोभायात्रा को घेरा गया था और इसमें शामिल लोगों पर पत्थर, ईंट और कांच की बोतलों से हमला किया गया था। इसके जवाब में मुस्लिम नेताओं का कहना है कि शोभायात्रा के लिए कोई इजाजत नहीं ली गई थी। वहीं, हिंदू नेताओं का सवाल है कि क्या बगैर इजाजत के शोभायात्रा निकालने पर उन पर पत्थर बरसाए जाएंगे। हिंदू नेता कहते हैं कि मुसलमान बगैर इजाजत के सड़कों पर ‘नमाज’ पढ़ते हैं, लेकिन हिंदुओं ने तो कभी नमाजियों पर पत्थर नहीं बरसाए।

मुस्लिम नेताओं का आरोप है कि हनुमान जयंती पर शोभायात्रा निकालने वालों के पास तलवारें थी, जिसके जवाब में हिंदू नेता कहते हैं कि ये सब रामलीला का सामान था और तलवारों से लेकर तीर-कमान तक, सब नकली थे। दोनों तरफ से इस तरह के जो तर्क दिए जा रहे हैं, उनका कोई अंत नहीं हैं। बड़ा सवाल यह है कि क्या इन दंगों की भड़काने के पीछे एक बड़ी साजिश थी? क्या इस इलाके के लोगों को हथियार सप्लाई किए गए? क्या लोगों को शोभायात्रा पर हमला करने के लिए उकसाया गया था? चूंकि पुलिस अभी मामले की जांच कर रही है, इसलिए हमें नतीजे का इंतजार करना चाहिए।

आरोपियों के खिलाफ सख्त ऐक्शन लेने के साथ-साथ पुलिस ने पूरी दिल्ली में निगरानी बढ़ा दी है। जिन इलाकों में तनाव की थोड़ी-बहुत भी आशंका है, उन सभी इलाकों में फोर्स तैनात की गई है। कई इलाकों में ड्रोन से नजर रखी जा रही है। शांति समितियां सभी वर्गों से आधारहीन अफवाहें और झूठ न फैलाने की अपील जारी कर रही हैं। मंगलवार को जहांगीरपुरी की जामा मस्जिद से भी शांति बनाए रखने और अफवाहें न फैलाने की अपील की गई। पुलिस ने समुदाय के नेताओं से कहा है कि अगर कोई सोशल मीडिया पर आधारहीन अफवाहें फैलाता है तो इसकी सूचना दी जाए। यह एक अच्छी पहल है। मुझे लगता है कि इसका अच्छा असर होगा।

दंगाइयों पर NSA के तहत मामला दर्ज किया गया है, और एक बड़ी साजिश की जांच चल रही है। पुलिस पहले ही हिंसा में शामिल सभी लोगों की पहचान कर चुकी है। लेकिन पुलिस की तमाम कोशिशों के बावजूद आरोपी न तो यह बता रहे हैं कि उन्हें किसने भड़काया, और न यह बता रहे हैं कि हथियार कहां से आए। पुलिस की जांच में इस्लामिक संगठन PFI का जिक्र आया है, लेकिन सबूत जुटाने में समय लगेगा। केंद्र किसी को भी नहीं बख्शने वाला है और पहले से ही कड़ी कार्रवाई की जा रही है। सच जल्द ही सामने आ जाएगा। दंगा करने वाला चाहे हिंदू हो या मुसलमान, उसके खिलाफ कार्रवाई होनी चाहिए।

Even as the Centre booked five main accused of Delhi Jahangirpuri riots under stringent provisions of National Security Act, there was tension on Wednesday morning as North Delhi Municipal Corporation sent nine bulldozers to raze illegal encroachments made in the locality. Heavy police deployment was made in Jahangirpuri.

The anti-encroachment drive was however stopped after a three-judge bench of Supreme Court headed by Chief Justice of India directed that “status quo” be maintained. The bulldozers stopped razing the encroachments two hours after the SC order was passed.

The anti-encroachment drive was ordered by municipal authorities after Delhi state BJP chief Adesh Gupta wrote a letter to North MCD Mayor demanding that all “illegal encroachments made by rioters should be identified and bulldozers should demolish them.” In his letter, the state BJP chief alleged, “these anti-social elements and rioters have the support of local AAP MLA and Councillor, and as a result of these, these people have done large-scale encroachment.”

Hundreds of policemen in riot gear surrounded the locality, as nine bulldozers started razing illegal encroachments in Jahangirpuri. This was the place where communal violence had broken out on Saturday evening during Hanuman Jayanti procession, which was followed by stoning, clashes and arson.

The five main accused who have been booked under the stringent National Security Act are: Ansar Sheikh, Salim Chikna, Sonu alias Imam Sheikh, Dilshad and Aheed. FIR filed by Delhi Police says, Ansar came with his four to five associates and started arguing with the organizers of the Hanuman Jayanti Shobha Yatra. The FIR said, the argument soon turned violent and stones were pelted from both sides. Following the FIR, the Home Ministry decided to take stringent action under NSA against the rioters. Sonu alias Imam Sheikh has been sent to four days police custody. He has admitted that he took the pistol from Ghulam Rasool alias Gulli, who has also been arrested.

Delhi Police teams have seized nearly 500 videos related to the violence. One of the videos clearly shows stones, bricks and glass bottles being rained on the ‘rath’ of Lord Hanuman near Kushal Chowk. Another video relates to the time preceding the violence, which makes it clear that who started the violence. Another video shows, lathis, swords and guns being brandished by rioters.

The first video clearly shows stones and bottles being thrown on Lord Hanuman’s ‘rath’(chariot). There is a voice in the background saying, “chacha yeh theek nahin ho raha hai” (uncle, this is not fair). Sounds of glass bottles striking on the road are heard. Two persons tried their best to take the idol of Lord Hanuman, amidst raining of stones and glass bottles.

The video clearly shows who were throwing stones and bottles. In another video, there is the sound of somebody firing from a pistol. It shows nearly a thousand strong mob coming on the road in C Block(a Muslim dominated locality). A few policemen are unable to take control of the evolving situation as the mob turns wild and violent. The mob of rioters forces its way through police human chain barrier, amidst shouting of slogans, and the call of ‘azaan’ is heard from the nearby mosque.

In another video, the mob melts away as a large enforcement of police equipped with weapons arrives on the scene. By that time, stoning continued from the terraces of nearby buildings. Dusk was setting in and the rioters continued to throw stones and bottles at police in the dark. Another video shows police firing tear gas shells at buildings, to deter the rioters from throwing stones and bottles. Gunfire is heard from a distance.

These videos prove one point. It was being alleged that Hanuman Jayanti participants tried to hoist saffron flag on the mosque, and people who had offered ‘namaaz’ opposed it, leading to violence. This allegation now stands rubbished. The chain of sequences in these videos clearly shows that it was a pre-planned communal violence. There was no clash near the mosque, and the ‘shobhayatra’ had already crossed the mosque. Till that time, there was peace in the locality, but trouble began at Kushal Chowk, when stoning began.

The videos also nail the lie that those who took part in the procession were the first to throw stones. The fact is: Stoning began from the Muslim locality at the procession. Two Hanuman Jayanti processions had already passed during the day peacefully and not a stone was thrown. The evening procession was the target, the chariot was broken, and both the idol and chariot now lie in the local temple premises. There is panic among local residents.

In my show ‘Aaj Ki Baat’ on Tuesday night, we showed a vital video dated April 15 at 2.11 am (past midnight). In this CCTV video, rioters were collecting lathis, meant to be used during violence. Police is now identifying these miscreants. In order to maintain peace, Delhi Police has divided Jahangirpuri into five sectors. Sector 1 is from Kushal Chowk to the road leading to the mosque, Sector 2 is the road leading to G Block, Sector 3 is where the arson took place, Sector 4 is the road leading to C Block, and Sector 5 is the area right in front of the mosque.

A look now at the criminal profile of riot mastermind Ansar Sheikh. This 40-year-old man was booked in 2009 under Arms Act. He was booked in three cases from 2011 to 2019 under gambling Act, and in 2013 he was booked under sections 509, 323 and 509 of IPC. In July, 2018, he was booked under sections 186 and 353 (attacking government servant and obstructing govt work).

A scrap dealer by profession, he has studied till Class four. A resident of C Block, Ansar has a criminal record of forcibly collection parking charges, indulging in gambling and drugs trade. His earnings per month runs into several lakhs of rupees. He has been carrying out extortions under the guise of protection money. Sources said, a call went from the mosque to Ansar on Sturdy evening, and when he reached there with his associates, an argument ensued and this was followed by violence. Police sources say, Ansar may be getting funds from secret sources.

A native of Haldia, West Bengal, Ansar was born in 1980 in Jahangirpuri C Block. He has connections with Muslim families living in Nooh, Mewat of Haryana. About his luxury cars, sources said, he had financed somebody and in return he had kept the debtor’s BMW car with him for some time. Ansar might be hiding his luxury cars and properties, sources said. He has a fake Facebook profile in the name of Raj Malhotra in which he has posted pictures of himself holding a gun, wearing gold ornaments, posing near luxury cars and showing wads of currency notes. Police is probing why Ansar posted a fake Hindu profile on Facebook.

Now that the videos clearly establish that, as part of a pre-planned conspiracy, the Hanuman Jayanti procession was surrounded and stones, bricks and glass bottles were thrown at the participants. While Muslim leaders allege, no permission was taken for the procession, Hindu leaders question whether stones will be thrown at them, if they bring out a procession without prior permission. Hindu leaders point out that Muslims perform ‘namaaz’ on roads without taking prior permission, but Hindus never stoned the devotees.

Muslim leaders allege that those who took part in Hanuman Jayanti were brandishing swords, but Hindu leaders say, they were artificial and ornamental weapons used during Ramlila. The arguments from both sides are endless but the moot question is whether this was the result of a big conspiracy? Were the rioters inciting to attack the procession? Since police is thoroughly carrying out its probe, we should wait for the result.

Delhi Police has put its entire force on alert. Forces are being deployed at the slightest indication of communal tension. Drones are being used to keep a watch on miscreants. Peace committees have been issuing appeals to all sections not to spread baseless rumours and lies. An appeal was also issued from the Jama Masjid of Jahangirpuri on Tuesday. Police have asked community leaders to inform if anybody was spreading baseless rumours on social media. This is a good initiative. I think it will have a good impact.

The rioters have been booked under NSA, and the probe into a larger conspiracy is on. Police have already identified all those who took part in violence. But all those who have been rounded up are not disclosing who were the people who instigated them, and who provided the weapons. Islamic outfit PFI has been named in the probe, but it will take time to collect evidences. The Centre is not going to spare anybody and already stringent action is being taken. The truth will soon come out. Whether the rioter is a Hindu or a Muslim, action must be taken against the person.

दिल्ली के अपराध-बहुल जहांगीरपुरी इलाके में शनिवार को हनुमान जयंती की शोभायात्रा के दौरान हुईं हिंसक झड़पों के मामले में नए खुलासे सामने आए हैं। इन खुलासों से साफ है कि जहांगीरपुरी में हुईं ये झड़पें अचानक शुरू नहीं हुई थीं बल्कि एक सोची-समझी साजिश का हिस्सा थीं।

दिल्ली पुलिस ने गृह मंत्रालय को अपनी शुरुआती रिपोर्ट भेजी है जिसमें उसने दंगे को ‘पूर्व नियोजित आपराधिक साजिश’ करार दिया है। इसमें बताया गया है कि कैसे साजिशकर्ताओं ने ईंट, पत्थर और खाली बोतलों से भरे कई बैग छतों पर जमा किए गए थे। जुलूस पर हमला करने वाले उपद्रवियों के बारे में दिल्ली पुलिस ने जो तथ्य जुटाए हैं, वे हैरान करने वाले हैं। अब तक मास्टरमाइंड अंसार सहित 24 लोगों को गिरफ्तार किया गया है और 15 अन्य से पूछताछ की जा रही है।

पुलिस ने दंगाइयों और बगैर इजाजत जुलूस निकालने वालों, दोनों के खिलाफ प्राथमिकी दर्ज की है। विश्व हिंदू परिषद के जिला सेवा प्रमुख प्रेम शर्मा से पुलिस ने सोमवार को पूछताछ की। जहां हिंदू नेताओं का आरोप है कि जुलूस पर पूर्व नियोजित साजिश के तहत पथराव किया गया था, वहीं मुस्लिम नेताओं का आरोप है कि जुलूस में शामिल कुछ लोगों ने तलवारें और तमंचे लहराए थे।

मुस्लिम नेताओं का आरोप है कि मस्जिद के सामने भड़काऊ नारे लगाए गए जिसके बाद मुसलमानों ने जवाबी कार्रवाई की। दोनों पक्षों ने अपने आरोपों को सही ठहराने के लिए सोशल मीडिया पर वीडियो डालना शुरू कर दिया है।

मुस्लिम नेताओं ने आरोप लगाया कि मस्जिद पर भगवा झंडा फहराया गया, जबकि हिंदू नेताओं का कहना है कि न तो भगवा झंडा फहराया गया और न ही जुलूस में से कोई जबरन मस्जिद में घुसा।

मुस्लिम नेताओं का आरोप है कि दिल्ली पुलिस ने केवल मुसलमानों के खिलाफ कार्रवाई की, जबकि दिल्ली पुलिस चीफ राकेश अस्थाना ने कहा कि दोनों समुदायों के लोगों को हिरासत में लिया गया। अस्थाना ने कहा कि पुलिस कभी भी धर्म के आधार पर नहीं बल्कि सबूतों के आधार पर कार्रवाई करती है।

फिलहाल पुलिस टीम मास्टरमाइंड अंसार और उसके अन्य साथियों के कॉल डिटेल रिकॉर्ड खंगाल रही है। साजिश की जांच के लिए जहांगीरपुरी और इसके आसपास के थाना इलाकों के अपराधियों की लिस्ट भी खंगाली जा रही है। अब तक दिल्ली पुलिस को दंगों से जुड़े लगभग 150 वीडियो फुटेज मिली हैं। FRS (Facial Recognition System या चेहरा पहचानने वाली प्रणाली) सॉफ्टवेयर का इस्तेमाल दंगों में भाग लेने वालों के चेहरों से मिलान करने के लिए किया जा रहा है।

दिल्ली पुलिस की टीमें अब तक करीब 100 संदिग्धों से पूछताछ कर चुकी हैं। संदिग्धों के मोबाइल फोन खंगाले जा रहे हैं और उनके WhatsApp, टेलीग्राम ग्रुप्स के बारे में पता लगाने की कोशिश की जा रही है। पुलिस इस बात की भी जांच कर रही हैं कि संदिग्ध लोग किन सोशल मीडिया अकाउंट्स को फॉलो कर रहे थे।

दिल्ली पुलिस क्राइम ब्रांच की टीमों ने सोमवार को जहांगीरपुरी के कुशल चौक, सी ब्लॉक और अन्य ब्लॉक्स से 8 संदिग्धों को हिरासत में लिया। पुलिस ने सोमवार शाम को दंगों के दौरान अपनी पिस्तौल से फायरिंग कर रहे सोनू शेख को भी गिरफ्तार कर लिया जो कि 2 दिन से फरार चल रहा था। फायरिंग में एक गोली पुलिस सब-इंस्पेक्टर को लगी थी, जिसका अभी इलाज चल रहा है।

इंडिया टीवी के रिपोर्टर अभय पाराशर सोनू शेख के घर गए, जहां उसकी मां आसफिया ने बताया कि वे लोग पश्चिम बंगाल के हल्दिया के रहने वाले हैं और सोनू पार्किंग में पर्ची काटने का काम करता है। सोनू की मां ने माना कि वीडियो में पिस्तौल से फायरिंग करता दिख रहा शख्स उसका बेटा ही है, लेकिन यह भी कहा कि सोनू के पास कभी ऐसा कोई हथियार नहीं था। उसकी मां ने कहा कि सोनू ने पिस्तौल किसी और से ली होगी। उसने कहा, सोनू ‘रोजा’ खोलने के लिए घर आया था, लेकिन इलाके में शोरगुल सुनकर जल्द ही बाहर चला गया।

पुलिस अभी तक सोनू के पास से पिस्तौल बरामद नहीं कर पाई है। दंगे के तुरंत बाद उनके भाई सलीम शेख को गिरफ्तार कर लिया गया था। सलीम की चिकन की दुकान है और पुलिस ने उस पर पथराव करने, शांति भंग करने, पुलिसकर्मियों पर हमला करने और अवैध हथियार रखने का आरोप लगाया है।

जहांगीरपुरी की हिंसा का मास्टरमाइंड अंसार एक दिलचस्प शख्स है। जब पुलिस उसे कोर्ट ले जा रही थी तो उस वक्त वह मुस्कुरा रहा था और फिल्म ‘पुष्पा: द राइज’ के हीरो की तरह पोज दे रहा था। कबाड़ का धंधा करने वाले अंसार की कई तस्वीरें सामने आई हैं जिनमें वह सोने की भारी-भरकम ज्वैलरी पहने दिख रहा है। वह इलाके में लोगों से वसूली भी करता है और कुछ पैसा जरूरतमंदों और गरीबों में बांटता है। इस जाने-माने हिस्ट्रीशीटर के खिलाफ पहले से ही 7 मामले दर्ज हैं।

एक अन्य तस्वीर में अंसार महंगी इंपोर्टेड शराब की बोतलों के साथ दिख रहा है। बी ब्लॉक के रहने वाले 35 वर्षीय अंसार को पहले भी 2 बार गिरफ्तार किया जा चुका है और वह जेल भी जा चुका है। उसने 2 साल पहले CAA के खिलाफ हुए विरोध प्रदर्शनों में भी हिस्सा लिया था। हमारे रिपोर्टर को पता चला कि मोहम्मद अंसार ने जहांगीरपुरी में मेन रोड के कई हिस्सों पर कब्जा कर रखा है। इसके साथ ही उसने एमसीडी पार्क की सैकड़ों करोड़ रुपये की जमीन पर भी कब्जा किया हुआ है। वह MCD की जमीन छोटे-मोटे काम करने वालों को किराए पर देता है और इलाके के लोगों से प्रोटेक्शन मनी भी वसूलता है।

अंसार की एक और तस्वीर सामने आई जिसमें वह आम आदमी पार्टी की टोपी पहने दिख रहा था, लेकिन हमारे रिपोर्टर ने बताया कि तस्वीर के साथ छेड़छाड़ की गई थी। दिल्ली पुलिस चीफ ने कहा कि दंगों के मास्टरमाइंड अंसार के खिलाफ सबूत हैं, लेकिन AIMIM सुप्रीमो असदुद्दीन ओवैसी ने दावा किया कि वह कई सालों से स्थानीय निवासियों की मदद कर रहा था। ओवैसी ने आरोप लगाया कि पुलिस सिर्फ मुसलमानों को गिरफ्तार कर रही है, जबकि जुलूस के दौरान तलवार लहराने वाले हिंदुओं के खिलाफ कोई कार्रवाई नहीं की गई।

ओवैसी ने दावा किया कि अंसार भीड़ को शांत करने की कोशिश कर रहा था, लेकिन उसे पुलिस ने गिरफ्तार कर लिया। ओवैसी भले ही आरोप लगा रहे हैं कि सिर्फ 14 मुसलमानों को गिरफ्तार किया गया है, लेकिन सच तो यह है कि दंगे के बाद 7 हिंदुओं को भी गिरफ्तार किया गया है। इनमें सूरज, नीरज, सुकेन, सुरेश और सुजीत सरकार शामिल हैं। 2 नाबालिग हिंदू लड़कों को भी गिरफ्तार किया गया है। उनके नाम कानून के तहत गोपनीय रखे गए हैं।

दिल्ली पुलिस चीफ राकेश अस्थाना ने ओवैसी के इस आरोप को खारिज किया है कि जुलूस में शामिल लोगों ने मस्जिद पर जबरन भगवा झंडा फहराया था। इंडिया टीवी के रिपोर्टर ने एक चश्मदीद मोहम्मद इब्राहिम से बात की, जिनका घर मस्जिद के पास ही है। इब्राहिम ने हमारे रिपोर्टर को बताया कि स्थानीय लोगों द्वारा समझाने-बुझाने के बाद जुलूस शांतिपूर्वक मस्जिद से आगे बढ़ गया था, और विवाद शोभायात्रा के चौराहे पर पहुंचने के बाद शुरू हुआ।

सोनू की मां मानती है कि उसके बेटे ने गुस्से में गोली चलाई। मस्जिद के बगल वाले घर में रहने वाले मोहम्मद इब्राहिम कहते हैं कि मस्जिद में भगवा लहराने जैसी कोई बात नहीं हुई। कबाड़ी मोहम्मद अंसार इलाके का रॉबिनहुड है, वह ‘पुष्पा’ फिल्म का बागी हीरो बना हुआ है। मैंने वह वीडियो भी देखा है जिसमें शोभायात्रा निकालने वालों के हाथ में तमंचे और तलवारें हैं।

ये सारी बातें चिंता में डालने वाली हैं, परेशान करने वाली हैं। दोनों पक्ष सच्चाई जानते हैं, लेकिन स्वीकार करने को तैयार नहीं हैं। कोई एक-दूसरे की बात मानने को तैयार नहीं है। सब अपनी नाक ऊंची रखना चाहते हैं, एक-दूसरे पर दंगा फैलाने, नफरत फैलाने का इल्जाम लगा रहे हैं।

सच का पता लगाने के लिए दिल्ली पुलिस को निष्पक्षता से और सख्त होकर जांच करनी होगी। जब तक जांच पूरी न हो, ये सुनिश्चित करना होगा कि लोग झूठ न फैलाएं, अफवाहें फैलाकर टकराव और बढ़ाने की कोशिश न करें।

नफरत फैलाने का काम तो गिने-चुने लोग करते हैं, जबकि समाज में दोनों समुदायों के ज्यादातर लोग प्यार-मोहोब्बत से रहना चाहते हैं। दिल्ली में जगतपुरी और सीलमपुर जैसे इलाके भी हैं, जहां रोजा रखने वाले मुसलमानों ने हनुमान जयंती के जुलूसों पर फूल बरसाए। हमें उनसे कुछ सीखना चाहिए।
