West Bengal chief minister Mamata Banerjee has renewed her pitch for a joint platform of all non-BJP opposition parties by writing letters to all non-NDA chief ministers and senior opposition leaders. In her letter, she has suggested a conclave of all opposition leaders to stop what she alleged as “misuse of Central agencies with the sole intention of suppressing opposition leaders”. She has also alleged that there have been attempts “to influence a certain section of judiciary”.

In her letter, the Trinamool Congress supremo, whose nephew Abhishek Banerjee is facing Enforcement Directorate’s action on money laundering charges, wrote that she cannot “tolerate the vindictive politics of BJP that has led to a witch-hunt”. She appealed to all “progressive forces” including Congress to join in the united fight against what she called “oppressive BJP regime”.

Mamata Banerjee wrote, “Central agencies are jolted to action just when elections are round the corner. It is amply clear that BJP-ruled states get a free pass from these agencies to paint a rosy picture of their hollow governance.. Central agencies like ED,CBI, Central Vigilance Commission and Income Tax department are being used to target, harass and corner political opponents across the country for vendetta. ..This is nothing but direct attack on the country’s institutional democracy.”

BJP spokesman Sambit Patra described this as Mamata Banerjee’s ploy to divert attention from the ongoing CBI probe into the horrific carnage in Birbhum where nine people were charred to death. He said, “the death of nine people in an intra-party fight has brought out lawlessness that is now rampant in West Bengal and Mamata Banerjee is seeking to deflect attention from open patronage that is being given to criminals by her party leaders”.

On her part, Mamata Banerjee alleged on Monday that “there is a conspiracy behind the Birbhum killings, it was a good decision to hand over the probe to CBI, but if CBI follows the diktat of BJP, then we will come out on the streets to protest”. About the killings, Mamata Banerjee said, “A Trinamool worker was killed by another Trinamool worker, but only Trinamool Congress is being criticized everywhere.”

Mamata’s words do not match what her own party leaders are saying. On Tuesday, a video went viral on social media in which her party MLA from Pandabeshwar, Narendra Nath Chakraborty, asked BJP supporters “to vote at their own risk” in the April 12 Asansol Lok Sabha byelection. In the video, Chakraborty is heard saying, “We need 40 more votes from each vote to win the election. Let people vote, but tell the BJP supporters, if they vote, we will take them as having voted for BJP. Tell them they will be at their own risk after the election, but if they stay at home, do their business and go to work at their jobs, they can live in peace”, the TMC MLA said.

This is not an allegation. The MLA called a press conference to give this threat, in front of cameras. You might wonder why the MLA is giving threats, now that assembly elections in Bengal are over and TMC has retained power? Voters of Asansol are due to go to polls on April 12 for the byelection, because the Asansol LS seat has been vacated by Babul Supriyo after he resigned from BJP to join TMC. Supriyo is now contesting for assembly from Kolkata’s Ballygunge seat on TMC ticket, while Mamata Banerjee has made film star Shatrughan Sinha her party candidate from Asansol.

Babul Supriyo had won the Asansol LS seat twice, once in 2014 and then in 2019. Last time, he had won by a huge margin of 1,90,000 votes on BJP ticket by defeating the TMC rival. Asansol is considered a BJP stronghold where the party has a strong base of supporters. This time, Mamata Banerjee wants to win this seat by all means, and hence, this open threat from her party MLA. On Tuesday, a delegation of BJP MPs from Bengal went to Election Commission to lodge complaint against TMC for giving threats to voters. The delegation wanted the EC to take strong action against the TMC MLA.

Let me explain the background about this TMC MLA. Narendra Nath Chakraborty was caught in 2016 at Kolkata International Airport while carrying an unlicensed loaded gun. He was arrested under Arms Act. Chakraborty is considered a strongman in his area, and people fear him.

On Tuesday, BJP MP Rupa Ganguly disclosed that Mamata Banerjee does not even trust her own party workers, and her leaders have started ‘thappa’ culture during elections, in which leaders cast votes on behalf of their supporters, because they do not trust them.

Meanwhile, West Bengal Governor Jagdeep Dhankar, in a letter to Mamata Banerjee, has summoned her for a meeting in Raj Bhavan to discuss the Birbhum killings and other incidents of violence. He pointed out that the Birbhum probe was being done by CBI on the directives of Calcutta High Court, and it was not proper for a chief minister to threaten street protests against the probe.

Mamata’s agony does not end here. Enforcement Directorate on Tuesday indicated that it could take action against Mamata’s nephew Abhishek Banerjee in the money laundering case, for not appearing despite summons. Abhishek and his wife Rujira are co-accused in the money laundering case, as some transactions have been found in the money trail, which require both to appear for questioning. The couple had pleaded before Delhi High Court to direct ED to question them in their Kolkata office, instead of in Delhi, but the High Court rejected their plea on March 11. Both of them have now moved the Supreme Court to quash the Delhi HC order.

Abhishek was questioned for eight hours on March 21 and he was issued summons for a third round of questioning. His wife Rujira did not appear for both the rounds of questioning. There are reports that the ED is waiting for SC verdict, before it may take action against both “for not cooperating” in the investigation.

The Rs 1300 crore coal mining scam involves its lynchpin Benoy Mishra, against whom a CBI special court in Asansol has issued non-bailable warrant on March 17. The kingpin of this scam is reported to be hiding in the Pacific island nation of Vanuatu. In December, 2021, Benoy Mishra surrendered his Indian passport in the embassy in Dubai, saying that he has acquired the citizenship of Vanuatu. CBI has initiated an Interpol move for his extradition.

CBI sources say, a large portion of ill-gotten money from this coal mining scam has reached some powerful politicians in Bengal. Benoy Mishra was close to Mamata’s nephew, and his brother Vikas Mishra is now in custody. Sources say, Abhishek Banerjee is evading ED summons fearing his arrest.

It is in this background that Mamata Banerjee has sent letters to all non-NDA ministers and senior opposition leaders. Only Sharad Pawar has supported her appeal, while Shiv Sena chief Uddhav Thackeray has also showed inclination to join the proposed opposition bloc. Other opposition parties are yet to react.

On Tuesday, Congress leader from Lok Sabha, Adhir Ranjan Chowdhury said, “Mamata cannot be trusted. She has no credibility. Sometimes she wants to crush the Congress, and sometimes she seeks support from Congress. It is better for our party to keep distance from her”. Another Congress leader Shaktisinh Gohil said, “Mamata forgets opposition unity when she fights elections, but harps on opposition unity, when she is in trouble.”

To sum up, Mamata is still facing troubles despite scoring a major victory in West Bengal assembly elections last year. On one hand, CBI is probing Birbhum killings, and on the other hand, ED is probing the role of her nephew in money laundering case. She is facing a third front from a pro-active governor Jagdeep Dhankar, who tries to keep her on leash. Her party leaders add to these troubles by making controversial statements. One TMC leader justifies killings and violence, while another TMC leader openly threatens BJP supporters.

Mamata Banerjee has the capability to face all these challenges, but, in the process, her plan to project herself as a national leader has been badly dented. After her historic victory last year, Mamata was being projected as a leader who could united opposition parties to mount a challenge to Prime Minister Modi. But now, it seems, Mamata would have to devote much of her time to her own troubles. At the same time, Aam Aadmi Party supremo Arvind Kejriwal, fresh from his landslide win in Punjab, is trying his best to project himself as a leader who can challenge the Modi.

Nationalist Congress Party supremo Sharad Pawar on Tuesday confirmed that he has received Mamata’s letter. He said, “we associate with the issue. We have yet to decide on the venue and date for the meeting, it may take place either in Delhi or Mumbai”. Odisha chief minister and Biju Janata Dal supremo Naveen Patnaik said, he has not received any such letter.

उत्तर प्रदेश के कुशीनगर जिले में एक दिल दहलाने वाली घटना में भारतीय जनता पार्टी के एक युवा मुस्लिम समर्थक बाबर अली को स्थानीय बीजेपी उम्मीदवार पंचानन पाठक की जीत की खुशी में मिठाई बांटने पर उसके ही समुदाय के लोगों ने पीट-पीट कर मार डाला। भीड़ की अगुवाई उन स्थानीय मुस्लिम नेताओं ने की थी जिन्होंने गांववालों से समजावादी पार्टी को वोट देने के लिए कहा था। बाबर अली ने उनकी बात नहीं मानी। बाबर ने अपने घर की छत पर बीजेपी का झंडा लगाया था, और जब पार्टी के प्रत्याशी ने जीत दर्ज की तो उसने इस खुशी में पटाखे चलाए और मिठाइयां बांटी थी।

बाबर अली को स्थानीय गुंडों ने धमकाया और जब वह शिकायत दर्ज कराने के लिए स्थानीय पुलिस स्टेशन गया तो पुलिस ने उसकी शिकायत नहीं सुनी। 20 मार्च को कई मुसलमान इकट्ठा होकर उसके घर में घुसे और उस पर हमला कर दिया। बाबर अली खुद को बचाने के लिए छत पर भागा, लेकिन भीड़ वहां भी पहुंच गई और उसे बुरी तरह पीटने के बाद छत से नीचे फेंक दिया। कथित हमलावर अजीमुल्ला, आरिफ, सलमा और ताहिद ने उसे बुरी तरह पीटा। बाबर अली को गंभीर हालत में जिला अस्पताल में भर्ती कराया गया, जहां से उसे लखनऊ रेफर कर दिया गया। लखनऊ के अस्पताल में इलाज के दौरान 5 दिन बाद बाबर की मौत हो गई।

बाबर के परिजनों का आरोप है कि उसे राजनीतिक विरोधियों से पिछले 2-3 महीने से धमकियां मिल रही थीं। उस पर दबाव बनाया जा रहा था कि वह बीजेपी के प्रत्याशी का प्रचार न करें। बाबर अली के भाई चंदे आलम ने कहा, उसे मारने की योजना पिछले 4 महीने से बनाई जा रही थी। उन्होंने आरोप लगाया कि बाबर अली को बीजेपी से दूर रखने के लिए 10 लाख रुपये तक की पेशकश भी की गई थी।

जरा सोचिए, बाबर की मां, उसकी विधवा और 2 छोटे-छोटे बच्चों का इस वक्त क्या हाल हो रहा होगा? बाबर की हत्या के बाद उसके परिवार में कमाने वाला कोई नहीं है। बाबर की विधवा फातिमा ने आरोप लगाया कि कैसे समाजवादी पार्टी के स्थानीय नेता विनोद प्रधान ने अपने समर्थकों से कहा कि अगर वह सपा को वोट देने से इनकार कर देता है तो वे उसे मार डालें। फातिमा ने बताया कि कैसे हमलावरों ने उसे पत्थरों, ईंटों और लाठियों से मारा और फिर छत से फेंक दिया।

बाबर की बेवा की बात सुनकर दिल कांप उठता है। हैरानी की बात ये है कि बाबर की जान लेने वाले लोग अनजान नहीं थे, वे उसके अपने रिश्तेदार और पड़ोसी थे, जो उसे बचपन से जानते थे। जब बाबर अली ने सुरक्षा की गुहार लगाई तो कुशीनगर जिले के रामकोला थाने की पुलिस ने कोई ऐक्शन नहीं लिया।

मुख्यमंत्री योगी आदित्यनाथ ने इस हत्याकांड का संज्ञान लिया और उच्च स्तरीय जांच का आदेश दिया है। रामकोला के थाना प्रभारी को लाइन हाजिर कर दिया गय है। गोरखपुर रेंज के डीआईजी जे. रविंदर गौड़ ने बाबर के परिवार से मुलाकात की और पीड़ितों को हर संभव मदद और सुरक्षा का आश्वासन दिया। अब तक 4 आरोपियों को गिरफ्तार किया गया है। स्थानीय एसडीएम ने यह माना कि जब बाबर अली ने पुलिस से सुरक्षा की गुहार लगाई तो पुलिस ने कोई कार्रवाई नहीं की।

सीओ संदीप वर्मा ने बताया कि मुख्यमंत्री ने बाबर के परिवार को 2 लाख रुपये की अनुग्रह राशि देने का फैसला किया है। भारतीय जनता पार्टी विधायक पंचानन पाठक बाबर अली के घर गए और उसके जनाजे को कंधा दिया। पाठक ने कहा कि सरकार आरोपियों को ऐसा सबक सिखाएगी कि फिर कोई ऐसा करने की हिम्मत नहीं करेगा।

योगी के मंत्रिमंडल में नए मंत्री दानिश आजाद अंसारी ने कहा, ‘मैं उस परिवार को विश्वास दिलाना चाहता हूं कि उन्होंने अपना एक बेटा खो दिया है, लेकिन उनका दूसरा बेटा (योगी आदित्यनाथ) उन्हें न्याय दिलाने का काम करेगा।’

समाजवादी पार्टी के सांसद शफीकुर्रहमान बर्क ने ऐसी बात कही जिसे सुनकर सबसे ज्यादा हैरानी हुई। उन्होंने कहा, ‘मुसलमान नहीं चाहते कि उनमें से कोई भी बीजेपी का समर्थन करे, बाबर अली बीजेपी को सपोर्ट करके गलती कर रहे थे।’ बर्क ने घुमा-फिराकर बाबर अली की लिंचिंग को सही ठहराने की कोशिश की।

मैं यह जानकर स्तब्ध हूं कि समाजवादी पार्टी के एक वरिष्ठ सांसद लिंचिंग की ऐसी खौफनाक घटना को सही कैसे ठहरा सकते हैं। यह बीजेपी के प्रति नफरत की इंतेहा है। सपा सुप्रीमो अखिलेश यादव को इस मामले पर अपनी चुप्पी तोड़नी चाहिए और स्पष्ट करना चाहिए कि क्या उनकी पार्टी इस बात का समर्थन करती है कि अगर कोई मुसलमान बीजेपी की जीत पर मिठाई बांटे तो उसकी हत्या कर दी जाए।

कोई भी कानून, धर्म या समाज इस तरह के आपराधिक कृत्य को माफ नहीं कर सकता। यह तो सर्वविदित है कि उत्तर प्रदेश के विधानसभा चुनाव में इस बार 90 फीसदी मुसलमानों ने समाजवादी पार्टी को वोट दिया। अगर किसी ने बीजेपी को वोट दे भी दिया तो उसकी जान लेकर क्या मुसलमानों को डराने की कोशिश हो रही है? क्या मुसलमानों को यह संदेश देने की कोशिश की जा रही है कि अगर बीजेपी का समर्थन किया तो क्या हश्र होगा? इस सवाल का जवाब उन लोगों को भी देना चाहिए और अपनी राय व्यक्त करनी चाहिए जो बीजेपी के राज में मानवाधिकारों के हनन का सवाल उठाते हैं और असहिष्णुता का आरोप लगाते हैं।

शफीकुर्रहमान बर्क जैसे कट्टरपंथी नेताओं को एक अन्य मुस्लिम नेता, राष्ट्रवादी कांग्रेस पार्टी के माजिद मेमन की बात सुननी चाहिए। मेमन ने सोमवार को एक ट्वीट पोस्ट किया, जिससे सियासी हलकों में हलचल मच गई। मेमन ने ट्वीट किया: ‘यदि नरेंद्र मोदी जनादेश जीतते हैं, और उन्हें दुनिया के सबसे लोकप्रिय नेता के रूप में भी दिखाया जाता है, तो उनमें जरूर कुछ गुण होंगे या उन्होंने अच्छे काम किए होंगे, जिसे विपक्षी नेता अब तक जान नहीं पाए हैं।’ मेमन ने कहा कि विरोधी दलों के नेता सिर्फ मोदी को कोसते रहते हैं, लेकिन ये नहीं देखते कि प्रधानमंत्री का जनता के साथ जुड़ाव कितना मजबूत है।

बाद में, मेमन के सुर थोड़े ढीले पड़ गए और उन्होंने कहा, ‘हमें यह पता लगाना चाहिए कि संविधान का उल्लंघन करने, लोगों के बीच नफरत पैदा करने और समाज को बांटने के बावजूद वह कैसे जीत जाते हैं। विपक्ष को EVM के हैक होने वाली बात अब नहीं करनी चाहिए, क्योंकि इसमें गड़बड़ी की कोई बात सामने नहीं आई है।’

मेमन ने यह भी कहा कि विपक्ष को शोध और आत्मनिरीक्षण निरीक्षण करना चाहिए ताकि पता लगे कि ऐसी कौन सी चीजें हैं जो मोदी को न केवल भारत में बल्कि बाहर भी स्वीकार्य बना रही हैं। उन्होंने कहा, ‘2019 में विपक्ष की तमाम कोशिशों के बावजूद हम उनकी सरकार नहीं हटा सके। मैं इस बात की सराहना करता हूं कि वह एक अच्छे वक्ता हैं। वह रोजाना 20 घंटे काम करते हैं। नरेंद्र मोदी के ये असाधारण गुण हैं जिनकी आलोचना करने की बजाय सराहना करनी चाहिए।’

माजिद मेमन की यह बात सही है कि जब तक विरोधी दलों के नेता यह नहीं समझेंगे कि मोदी का जनता से जुड़ाव क्यों है, तब तक वे मोदी को हराने की कारगर रणनीति नहीं बना पाएंगे। उत्तर प्रदेश में सपा, बसपा और कांग्रेस इस बात को समझने में नाकाम रहे कि मोदी पर आम जन का विश्वास और योगी आदित्यनाथ की 5 साल की उपलब्धियां बीजेपी के काम आईं।

योगी की योजनाएं जैसे गरीबों को मुफ्त राशन, रियायती दरों पर मकान, माफिया और बाहुबलियों पर बुलडोजर का वज्रपात, लोगों के मन में सुरक्षा की भावना चुनावों में बीजेपी का हथियार बन गईं और पार्टी को लगातार दूसरी बार सत्ता में लेकर आईं। विपक्ष के नेता जितनी जल्दी इस बात को समझ लेंगे, वे भविष्य के लिए उतनी ही कारगर रणनीति बना पाएंगे।

In a spine chilling incident in Kushinagar, Uttar Pradesh, a young Muslim supporter of BJP, Babar Ali, was lynched by people of his own community for distributing sweets to celebrate the victory of the local BJP candidate Panchanan Pathak. The mob was led by local Muslim leaders who had directed villagers to vote in favour of the Samajwadi Party candidate. Babar Ali refused to tow their line. He had a BJP party flag on his house top, and when the BJP candidate won, he distributed sweets and set off firecrackers to celebrate the win.

Babar Ali was threatened by local goons and he went to the local police station to lodge a complaint, but police did not attack. On March 20, several Muslims in a group attacked him inside his house. Babar Ali ran to the terrace to protect himself, but the mob reached there and threw him from the terrace, after lynching him severely. The alleged attackers Azimullah, Arif, Salma and Tahid beat him up badly. Babar Ali was admitted to district hospital in critical condition. He was referred to Lucknow hospital, where he succumbed to injuries five days later.

Babar’s family members alleged that he was getting threats for the last two to three months from political rivals. He was being pressurized not to canvass for the BJP candidate. Babar Ali’s brother Chande Alam said, the plan to kill him was being prepared for the last four months. He alleged that Babar Ali was also offered Rs 10 lakhs to stay away from BJP.

Imagine the plight of his mother, widow and two kids who are surviving after his lynching. Babar’s widow Fatima alleged how the local SP leader Vinod Pradhan asked his supporters to kill Babar if he refused to vote for Samajwadi Party. She described how the attackers beat him up with stones, bricks and lathis, and then threw him from the terrace.

It is indeed spinechilling. Babar Ali was killed not by unknown people, but by his own relatives and neighbours who knew him since childhood. The police officials in Ramkola police station of Kushinagar district did not take any action when Babar Ali sought police protection.

Chief Minister Yogi Adityanath has taken cognizance of this murder and has ordered a high-level probe. The Ramkola police station in-charge has been sent to police lines. DIG, Gorakhpur range, J. Ravinder Gaud met Babar’s family and assured all help and protection to the survivors. Till now, four accused have been arrested. The local SDM admitted that police officers did not take any action when Babar Ali had sought their protection.

Circle Officer Sandeep Verma announced that the chief minister has decided to give Rs 2 lakh ex gratia to Babar’s family. BJP MLA Panchanan Pathak went to Babar Ali’s house, and carried his coffin on his shoulder. Pathak said, the government would take exemplary action against the accused so that such lynching incident is never repeated.

Danish Azad Ansari, the new minister in Yogi’s cabinet, said, “one son (Babar) may have gone, but the family must know that they have another son (Yogi Adityanath) who will stand by them”. The most surprising remark came from Samajwadi Party MP Shafiqur Rahman Barq, who said, “Muslims do not want any one of them should support BJP, and Babar Ali was doing a mistake by supporting BJP”. He was indirectly justifying the lynching incident.

I am surprised how a senior MP of Samajwadi Party can justify such a horrifying lynching incident. This indicates the depth of hatred some people have toward BJP. Samajwadi Party supremo Akhilesh Yadav must break his silence and clarify whether his party justifies lynching of a man only because he was distributing sweets after the victory of a BJP candidate.

No law, or religion, or society can condone such a criminal act. It is no secret that nearly 90 per cent Muslims in UP voted for Samajwadi party this time. Is it an attempt to intimidate Muslims by lynching a person who was canvassing votes for BJP? Is it an attempt to give a message to Muslims in UP the fate that awaits them, if they support BJP? Those who champion the cause of human rights and allege intolerance during BJP rule, must also come forward and express their opinion on this incident.

Fundamentalist leaders like Shafiqur Rahman Barq must listen to another Muslim leader, Majeed Memon of NCP, who, on Monday, posted a tweet which caused ripples in political circles. Memon tweeted: “If Narendra Modi wins people’s mandate, and is also shown as world’s most popular leader, there must be some qualities in him, or good work he may have done which the opposition leaders are unable to find”. He said, Modi must be given his due at a time when opposition leaders leave no opportunity to criticize every policy move by the ruling NDA government.

Later, Memon tried to dilute his stand a bit by saying, “Despite violating the Constitution, creating hatred among people, and dividing society, we must find out how he wins. Opposition should stop talking about hacking of EVMs, since there is no argument on rigging of EVMs that can hold water”, Memon said.

He also said opposition parties must do introspection and research to find out what are the things which are making Narendra Modi acceptable not only to India, but even outside. “In 2019, despite all efforts by the opposition, we could not remove his government. I appreciate that he (Modi) has a good oratory power. He works for 20 hours every day. These are extraordinary qualities of Narendra Modi which I must appreciate besides criticizing him”, he said.

Majeed Memon is right. Until and unless opposition leaders realize the connect between Modi and the people, they cannot formulate an effective strategy to defeat him in elections. Leaders of SP, BSP and Congress in UP failed to realize the fact that it was the common man’s trust in Modi and the five years’ achievements of Yogi Adityanath, that swept BJP to power again.

Free ration to poor people, subsidized housing loans, suppression of local mafia leaders by using bulldozers to raze their ill-gotten properties, creating a sense of security in the minds of common man, were the big weapons that helped BJP in retaining power. The sooner the opposition leaders realize this fact, the better it will be for them to formulate a proper strategy for future.

सभी की निगाहें योगी के 32 नए मंत्रियों पर थीं और उन 26 मंत्रियों के बारे में भी काफी चर्चा थी जिनकी इस बार छुट्टी हो गई। दिनेश शर्मा की जगह कभी बसपा में रहे ब्रजेश पाठक को उपमुख्यमंत्री बनाया गया। ये दोनों नेता ब्राह्मण हैं। यूपी में बीजेपी के ओबीसी चेहरे के रूप में उभरे केशव प्रसाद मौर्य को चुनाव में हार के बावजूद उपमुख्यमंत्री के रूप में बरकरार रखा गया। जिन मंत्रियों की छुट्टी हुई उनमें आशुतोष टंडन, श्रीकांत शर्मा, सिद्धार्थ नाथ सिंह, 8 बार विधायक सतीश महाना, बीजेपी का मुस्लिम चेहरा मोहसिन रजा समेत कई अन्य नाम शामिल हैं।

योगी की टीम में सवर्ण जातियों के 21 और अन्य पिछड़ी जातियों के 20 मंत्रियों को शामिल कर एकदम सही सन्तुलन ऱखा गया। इसके अलावा 8 दलित मंत्री बनाए गए हैं, साथ ही अनुसूचित जनजाति, मुस्लिम और सिख समुदाय से एक-एक मंत्री बनाया गया है। उच्च जाति के मंत्रियों में 7 ब्राह्मण, 6 ठाकुर, 2 भूमिहार, 5 वैश्य और एक कायस्थ हैं। 20 ओबीसी मंत्रियों में 4 कुर्मी, 3 जाट, 2 निषाद, 2 लोध और सैनी, गुर्जर, तेली, मौर्य, गडरिया, कुम्हार, यादव, राजभर और कश्यप जाति के एक-एक मंत्री शामिल हैं।

बीजेपी के दोनों सहयोगी दल, निषाद पार्टी और अपना दल, दोनों को नए मंत्रिमंडल में प्रतिनिधित्व दिया गया है। विद्यार्थी परिषद के पूर्व छात्र नेता रहे दानिश आजाद अंसारी अकेले मुस्लिम मंत्री हैं, जिन्होंने मोहसिन रजा की जगह ली है। गुजरात आईएएस कैडर के पूर्व नौकरशाह और प्रधानमंत्री नरेंद्र मोदी के भरोसेमंद एके शर्मा को कैबिनेट मंत्री बनाया गया है, जबकि चुनाव लड़ने के लिए वीआरएस लेने वाले पूर्व आईपीएस अधिकारी और कानपुर के पूर्व पुलिस चीफ असीम अरुण को स्वतंत्र प्रभार राज्यमंत्री बनाया गया है।

शपथ समारोह का आयोजन यह संदेश देने के लिए किया गया था कि ये तो सेमीफाइनल की जीत का जश्न है, फाइनल तो 2024 लोकसभा चुनाव में होगा।

इस मेगा इवेंट के सियासी असर का अंदाजा उन सभी वरिष्ठ बीजेपी नेताओं की कतार देखकर लगाया जा सकता है, जिन्होंने शपथ समारोह में शिरकत की। पार्टी के रणनीतिकारों को उम्मीद है कि इस आयोजन का तत्काल प्रभाव गुजरात, हिमाचल प्रदेश, राजस्थान, मध्य प्रदेश और छत्तीसगढ़ जैसे राज्यों में पड सकता है, जहां विधानसभा चुनाव होने वाले हैं।

संक्षेप में इसे 2024 के लोकसभा चुनाव की तैयारियों की शुरुआत कहा जा सकता है। यूपी में पार्टी को मिली लगातार बड़ी सफलता को देखते हुए योगी निश्चित रूप से कल के हीरो थे।

मोदी ने योगी को अपनी टीम और इस कार्यक्रम की योजना बनाने के लिए खुली छूट दी थी। स्टेडियम में बने विशाल मंच की पृष्ठभूमि में ‘शपथ, शपथ, शपथ: राष्ट्रवाद की, सुशासन की, सुरक्षा की, विकास की’ लिखा हुआ था। ये शब्द, जिनका इस्तेमाल मोदी और योगी ने अपने यूपी अभियान के दौरान प्रभावी ढंग से किया था, 2024 में पार्टी के चुनावी एजेंडा, रोडमैप और लक्ष्य का आधार बन सकते हैं।

यह रोडमैप मंत्रियों के चुनाव में साफ झलकता है। केशव प्रसाद मौर्य सिराथू से अपना चुनाव हार गए थे, लेकिन उन्हें फिर से उपमुख्यमंत्री बनाया गया क्योंकि उन्होंने ही 2017 और इस साल के विधानसभा चुनावों में पिछड़ी जातियों की लामबंदी का नेतृत्व किया था। वह 2017 में प्रदेश भाजपा अध्यक्ष थे और उन्होंने पार्टी को सत्ता में लाने के लिए कड़ी मेहनत की थी। इसीलिए पार्टी आलाकमान ने उन्हें चुनाव हारने के बावजूद इस बार भी नंबर दो की पोजीशन पर रखा है।

ब्रजेश पाठक को उपमुख्यमंत्री बनाकर पार्टी ने एक साथ कई संदेश दिए हैं। पहला, पार्टी नौजवान नेताओं को तरजीह देगी, दूसरा, पार्टी क्षेत्रीय और जातीय समीकरणों का भी ख्याल रखेगी, यानी एक ब्राह्मण के स्थान पर दूसरे ब्राह्मण को उपमुख्यमंत्री बनाया गया है। तीसरा संदेश यह है कि पार्टी प्रतिभा और प्रतिबद्धता का सम्मान करेगी, और इस बात से कोई फर्क नहीं पड़ेगा कि कौन किस पार्टी से आया है। ब्रजेश पाठक पहले BSP में थे, लोकसभा के सदस्य रहे और काफी मुखर सांसद के रूप में जाने जाते थे। बाद में उन्होंने मायावती का खेमा छोड़ दिया और बीजेपी में शामिल हो गए। चुनाव जीतकर वह विधानसभा के सदस्य बने और उन्हें योगी की सरकार में मंत्री बना दिया गया। उन्होंने अपनी काबलियत साबित की है।

योगी आदित्यनाथ के मंत्रिमंडल पर प्रधानमंत्री नरेन्द्र मोदी की छाप बिल्कुल साफ देखी जा सकती है। मंत्रियों का चुनाव क्षेत्रीय और जातिगत समीकरणों के हिसाब से दुरूस्त है। सबसे बड़ी बात यह है कि जिस तरह से इस बार ज्यादा नौजवान विधायक चुनकर आए हैं, उसी तरह मंत्रिमंडल में भी नए और अनुभवी नेताओं का बेहतर कॉबिनेशन है। पूरे शपथग्रहण के दौरान मोदी और योगी के बीच अच्छी केमिस्ट्री दिखाई दी, और करीब सवा घंटे तक दोनों नेता मंच पर एक दूसरे से गुफ्तगू करते दिखे। दोनों नेताओं के बीच की केमिस्ट्री से साफ था कि अगले लोकसभा चुनावों के लिए बीजेपी के रोडमैप की रूपरेखा तैयार हो चुकी है।

असल में यह प्रधानमंत्री नरेंद्र मोदी का विजन था कि यूपी में योगी की इस ऐतिहासिक जीत के जश्न को राजभवन के हॉल में राजनेताओं और नौकरशाहों के बीच मनाने के बजाय पार्टी कार्यकर्ताओं से भरे स्टेडियम में एक भव्य समारोह में मनाया जाए।

मोदी जानते हैं कि यूपी में यह चुनावी जीत उनकी पार्टी के कार्यकर्ताओं के कड़े और अथक प्रयासों का नतीजा है। इसलिए, उन्होंने फैसला किया कि पार्टी कार्यकर्ताओं को शपथ समारोह के जश्न में भागीदार बनाया जाना चाहिए। इसका मकसद कार्यकर्ताओं में और ज्यादा जोश पैदा करना था ताकि 2 साल बाद होने वाले लोकसभा चुनावों के दौरान उन्हें अच्छी तरह से लामबंद किया जा सके। यही मोदी का स्टाइल है।

सिर्फ चुनाव जीतना ही मंत्री पद के लिए एकमात्र पैमाना नहीं था। लिस्ट बनाते समय एक प्रमुख पैमाना यह भी रखा गया कि संगठन के लिए किसने कितनी कड़ी मेहनत की है। मिसाल के तौर पर दयाशंकर सिंह अब तक पार्टी संगठन के लिए काम कर रहे थे और उन्हें पहली बार मंत्री बनाया गया। उनकी पत्नी स्वाति सिंह, जो पिछली बार मंत्री थीं, को टिकट नहीं दिया गया था, और इस बार दयाशंकर सिंह को बलिया शहर सीट से समाजवादी पार्टी के शीर्ष नेता नारद राय के खिलाफ खड़ा किया गया था। सिंह को समाजवादी पार्टी के नेता को हराने का इनाम मिला है।

मोदी और योगी दोनों के सामने अब यह चुनौती है: 2024 के लोकसभा चुनावों में उत्तर प्रदेश में बड़ी चुनावी जीत कैसे हासिल की जाए। योगी जानते हैं कि उन्हें लोकसभा चुनाव में पिछली बार से बेहतर प्रदर्शन करना होगा, पिछला रिकॉर्ड तोड़ना होगा। यूपी में कांग्रेस का लगभग सफाया हो चुका है और मायावती की बहुजन समाज पार्टी की हालत पहले से ज्यादा खराब हो गई है और वह अस्तित्व की लड़ाई लड़ रही है।

उत्तर प्रदेश में सबसे कठिन चुनौती अखिलेश यादव की समाजवादी पार्टी से मिलेगी। पार्टी ने इस बार यूपी में अपना वोट शेयर और सीटों की संख्या बढ़ाई है। इस बात को बीजेपी नेतृत्व भी जानता है। चाहे वह कैबिनेट का गठन हो, या अगले 2 सालों के लिए सरकार का रोडमैप, मुख्य उद्देश्य यही होगा कि 2024 का लोकसभा चुनाव कैसे जीता जाए।

The imprint of a strategy to win the 2024 Lok Sabha elections is clearly visible in the new government led by Yogi Adityanath, which was sworn in at a mega event on Friday at Bharat Ratna Atal Bihari Vajpayee Ekana stadium in Lucknow.

The swearing-in ceremony was attended by Prime Minister Narendra Modi, his key ministers Amit Shah, Nitin Gadkari, Rajnath Singh and others, most of the BJP chief ministers from different states, religious gurus, industrialists and thousands of BJP supporters who had assembled there. Across the state, there were jubilations and special religious rites to mark the occasion of a chief minister of UP being sworn in for a second consecutive term, a first in the history of Uttar Pradesh.

All eyes were on the induction of 32 freshers as ministers and there were animated discussions about the 26 ministers who were dropped this time. A new deputy chief minister Brajesh Pathak, formerly in the BSP, was sworn in replacing Dinesh Sharma, both representing the Brahmin community. Keshav Prasad Maurya, the OBC face of BJP in UP, was retained as deputy chief minister despite his defeat in the elections. Among the ministers dropped were Ashutosh Tandon, Shrikant Sharma, Siddharth Nath Singh, eight times MLA Satish Mahana, BJP’s Muslim face Mohsin Raza, and several others.

There is a perfect balance in Yogi’s team with 21 ministers from upper castes and 20 from other backward castes. Eight Dalits, one each from scheduled tribe, Muslim and Sikh communities made up the rest. Among the upper caste ministers are seven Brahmins, six Thakurs, two Bhumihars, five Vaishyas and one Kayasth. Among the 20 OBC ministers were four Kurmis, three Jats, two Nishads, two Lodhs and one each from Saini, Gurjar, Teli, Maurya, Gadariya, Kumhar, Yadav, Rajbhar and Kashyap castes.

Both the BJP allies Nishad Party and Apna Dal have been given representation in the new ministry. A former ABVP student leader Danish Azad Ansari is the lone Muslim minister, who has replaced Mohsin Raza. Prime Minister Narendra Modi’s trusted former bureaucrat from Gujarat IAS cadre, A K Sharma has been made cabinet minister, while former IPS officer and ex-Kanpur police chief Aseem Arun, who took VRS to contest the elections, has been made MoS with independent charge.

The swearing-in event was organized to give the message that it was more of a semi-final victory jubilation in the runup to the finals that is going to take place in 2024 during the crucial Lok Sabha elections.

The political impact of this mega event can be gauged from the line-up of all senior BJP leaders who took the stage as Yogi read out his affirmation of oath. Party strategists expect the immediate impact of this event to take place in states like Gujarat, Himachal Pradesh, Rajasthan, MP and Chhattisgarh that will go to assembly polls.

In brief, it can be termed as the beginning of preparations for 2024 LS elections. Yogi, of course, was the hero of the day, given the major consecutive success that the party has scored in UP.

Modi had given a free hand to Yogi to plan his team and this event. In the backdrop of the huge dais was written ‘Shapath, Shapath, Shapath: Rashtravad ki, sushashan ki, suraksha ki, vikas ki’ (Promise, promise, promise for Nationalism, Good Governance, Security and Development). These words, which Modi and Yogi had effectively used during their UP campaign, will now be the template on which the 2024 poll agenda, roadmap and objective, will be scripted.

This roadmap is clearly reflected in the choice of ministers. Keshav Prasad Maurya lost his election from Sirathu, but was inducted again as deputy CM because it was he who led the mobilization of backward castes, both in the 2017 and this year’s assembly polls. In 2017, he was the state BJP chief who worked tirelessly to bring his party to power. The party high command, therefore, decided that Maurya should continue in Number Two position after Yogi.

By inducting Brajesh Pathak, a Brahmin leader, as deputy CM, the party wants to give some messages: One, that the leadership will give preference to young leaders, Two, it will keep regional and caste equations in mind by replacing a Brahmin with another Brahmin, Three, preference will be given to talent and commitment, and it does not matter who is coming from which party. Brajesh Pathak was a vocal BSP MP in Parliament several years ago, when he left Mayawati’s camp and joined the BJP to become minister in Yogi’s cabinet. He had proven his administrative competence.

Modi’s stamp of approval can be clearly seen in the line-up of Yogi’s new cabinet. Regional and caste equations have been taken care of, and there is, of course a good combination of fresh and old, experienced faces. The chemistry between Modi and Yogi was evident during the 75-minute oath ceremony, when both of them were involved in long discussions, sitting next to each other. The body chemistry between the two clearly depicts the contours of the BJP roadmap for the coming Lok Sabha polls.

It was Modi’s plan to convert the celebration of Yogi’s historic success by organizing a mega ceremony in a stadium packed with party workers, instead of a bland ceremony inside a Raj Bhavan hall attended by politicians and bureaucrats.

Modi knows that this electoral victory in UP was the result of tireless and strenuous efforts by his party workers. He, therefore, decided that party workers must be invited to become participants in the jubilation at the oath ceremony. The aim was to inject more enthusiasm among them so that they could be effectively mobilized two years later during the LS polls. This is typical Modi style.

Winning elections was not the sole criterion for selecting ministers. Strenuous work fone for the party was also taken as a major criterion while preparing the list. For example, Dayashankar Singh used to work for the party and was made minister for the first time. His wife Swati Singh, who was minister last time, was denied ticket, and this time Dayashankar Singh was pitted against top Samajwadi Party leader Narad Rai in Ballia town. Singh was rewarded for defeating the SP leader.

The challenge that both Modi and Yogi face now is: how to achieve a bigger electoral victory from UP in 2024 LS polls. Yogi knows that he would have to break the past record of success from UP in the Lok Sabha elections. Already, the Congress has been nearly decimated in UP, and Mayawati’s Bahujan Samaj Party is gasping for survival.

The toughest challenge in UP will be posed by Akhilesh Yadav’s Samajwadi Party, which has enhanced its vote share and number of seats this time from UP. The BJP leadership realizes this. Whether it is the formation of a cabinet, or charting out a roadmap for the next two years, the main objective will be: how to win the 2024 Lok Sabha elections.

पश्चिम बंगाल के बीरभूम में हुए नरसंहार मामले में कलकत्ता हाईकोर्ट ने गुरुवार को आपना आदेश सुरक्षित रखा। हाईकोर्ट में दाखिल कई याचिकाओं में कोर्ट की निगरानी में सीबीआई जांच कराने की मांग की गई थी। वहीं दूसरी ओर मुख्यमंत्री ममता बनर्जी के आदेश के दो घंटे के अन्दर पुलिस ने नरसंहार के मुख्य आरोपी और तृणमूल कांग्रेस के ब्लॉक अध्यक्ष अनारुल हुसैन को गिरफ्तार कर लिया। वह तारापीठ में छिपा हुआ था। मुख्यमंत्री ने डीजीपी मनोज मालवीय को आदेश दिया था कि या तो हुसैन ‘सरेंडर करें या फिर उसे किसी भी तरह पकड़ा जाए।’

नरसंहार के तीन दिन बाद मुख्यमंत्री बोगटुई गांव पहुंची जहां 21 मार्च को हथियारों से लैस भीड़ ने आठ लोगों को जिंदा जला दिया था। ममता बनर्जी के इस दौरे से दो बड़े असर दिखाई दिए। पहला यह कि मुख्य आरोपी अनारुल हुसैन को पुलिस ने कुछ ही घंटों में पकड़ लिया। अनारुल के सेल नेटवर्क को ट्रेस कर उसे आनन फानन में गिरफ्तार कर लिया गया। दूसरा असर यह रहा कि पीड़ितों के परिजनों को मुख्यमंत्री से खुलकर बात करने का मौका मिला। वरना पिछले तीन दिनों से स्थानीय पुलिस पीड़ितों परिवारों की बात सुन ही नहीं रही थी।

जिन लोगों के घर जलाए गए हैं उनके रिश्तेदारों ने ममता बनर्जी को बताया कि अनारुल हुसैन उस भीड़ का नेतृत्व कर रहा था, जिसने बस्ती में आग लगाई। इसके बाद ममता बनर्जी ने वहीं DGP को निर्देश दिया कि मुख्य आरोपी अनारुल हुसैन को तुरंत पकड़ा जाए और फिर दो घंटे के भीतर वह पकड़ा गया। अनारुल की गिरफ्तारी तारापीठ से हुई जो घटनास्थल से करीब 9 किलोमीटर दूर है।

पीड़ितों से मुलाकात के बाद ममता बनर्जी ने माना कि पुलिस की लापरवाही से इतनी बड़ी वारदात हुई। ममता बनर्जी ने अधिकारियों को फटकार लगाई और यह भी कहा कि अगर समय पर एक्शन लिया गया होता तो आठ लोगों की जान बचाई जा सकती थी। उन्होंने ड्यूटी में लापरवाही बरतने के चलते थाना प्रभारी और सब-डिविजनल पुलिस अधिकारी को हटाने का आदेश दिया। पीड़ित परिवारों ने ममता बनर्जी को बताया कि पहले भी उन्होंने पुलिस से कई बार शिकायत की थी और बताया था कि तृणमूल का ही एक नेता गुंडागर्दी कर रहा है तथा उन्हें डराया, धमकाया जा रहा है लेकिन पुलिस ने उनकी शिकायतों पर कार्रवाई नहीं की जिसके चलते यह नरसंहार हुआ।

ममता बनर्जी के आदेश देने के दो घंटे के अन्दर मुख्य आरोपी को गिरफ्तार कर लिया गया, इस बात के क्या मायने निकाले जाएं। जो शख्स तीन दिन से पुलिस की गिरफ्त से दूर था वह दो घंटे में पकड़ में आ गया? आप सोच रहे होंगे कि आखिर ऐसा कैसे हो गया? क्या पुलिस को ममता बनर्जी के आदेश का इंतजार था? मैं आपको बता दूं कि बंगाल में तृणमूल कांग्रेस के कार्यकर्ताओं को पकड़ना इतना आसान नहीं है। आरोपी अनारुल हुसैन रामपुरहाट ब्लॉक में तृणमूल कांग्रेस का अध्यक्ष है, यानि उस इलाके का इंचार्ज। ऐसे में पुलिस के लिए अनारुल हुसैन पर हाथ डालना आसान नहीं था। पिछले दो दिनों में पुलिस ने 11 आरोपियों को पकड़ लिया लेकिन जिस पर आग लगाने वाली भीड़ की अगुआई करने का आरोप था वह खुलेआम घूम रहा था। पुलिस उस शख्स तक तब तक नहीं पहुंची जब तक खुद ममता बनर्जी ने गिरफ्तारी का आदेश नहीं दिया।

यहां ध्यान देनेवाली बात यह है कि जब पीड़ित परिवार ममता बनर्जी के सामने अनारुल हुसैन को नरसंहार का सरगना बता रहे थे, उस समय भी ममता बार-बार यही कह रही थीं कि उन्हें खबर मिली है कि कुछ बाहरी लोगों का भी इसमें हाथ हो सकता है। ममता बनर्जी ने कहा, ‘ कुछ लोग कह रहे हैं कि बाहर से गुंडे आए थे। नहीं आए होते तो घटना नहीं होती। यहां बाहरी लोगों की साज़िश चल रही है। यहां पर लगातार पुलिस की पिकेटिंग की व्यवस्था की जाए। हर वक़्त अगर निगरानी रखी जाएगी तो ऐसी समस्या नहीं होगी। लगातार निगरानी करिए। जो लोग अस्पताल में हैं उनके इलाज की पूरी ज़िम्मेदारी उठाई जाएगी। हम यहां पूरी व्यवस्था करने को कहते हैं और ज़रूरत पड़ने पर कोलकाता भी ले जाया जाए। चूंकि लोग जल गए हैं और यहां के डॉक्टर इजाज़त नहीं दे रहे हैं, तो हम यहां एक्सपर्ट की टीम भेज रहे हैं, जिससे अच्छा इलाज हो।’

ममता बनर्जी ने स्थानीय प्रशासन को निर्देश दिया कि वह प्रभावित परिवार के सदस्यों को तुरंत एक लाख रुपए की अनुग्रह राशि दें और फिर से घर बनाने में मदद करे। उन्होंने कहा, ‘मैं पहले ही कह चुकी हूं कि ऐसी सज़ा मिलेगी जो नज़ीर बने। ज़िंदगी का कोई मुआवज़ा नहीं हो सकता है। कोई नौकरी किसी की ज़िंदगी का विकल्प नहीं बन सकती। मुझे ये पता है। पीड़ितों को पांच लाख रुपए हाथ में मिलेंगे। इसके अलावा नौकरी भी मिलेगी। इसलिए मैं अपने कोटे से 10 लोगों को नौकरी दिलाऊंगी।’

अच्छी बात है कि ममता बनर्जी घटनास्थल पर गईं और पीड़ितों से मिलीं। उन्होंने सार्वजनिक तौर पर यह माना कि पुलिस की ओर से बड़ी लापरवाही हुई है। लेकिन ममता बनर्जी के दौरे से पहले बोगटुई गांव की जो तस्वीरें मैंने देखी उससे हैरानी हुई। ममता बनर्जी आठ लोगों की वीभत्स और दर्दनाक मौत पर शोक जताने गई थी। जिंदा जल चुके इंसानों की राख पूरे गांव में बिखरी थी और गांव में मौत का सन्नाटा था। लेकिन तृणमूल कांग्रेस के नेताओं ने ममता के स्वागत की तैयारी ऐसे की जैसे ममता किसी रैली या किसी जलसे में आ रही हों। ममता के स्वागत के लिए पोस्टर लगाए गए थे। बड़े-बड़े गेट बनाए गए थे। बोगटुई गांव तक पहुंचने के पूरे रास्ते पर पोस्टर-बैनर लगाए गए थे। इन पोस्टरों में उनके अभिनंदन की बातें लिखी गई थीं।

बीरभूम के मामले में ममता के सामने 2 गंभीर चुनौतियां हैं। एक तो यह कि हमला करने वाले और मरने वाले दोनों मुस्लिम समुदाय से हैं। दूसरा, पश्चिम बंगाल में उनके सामने एक प्रोएक्टिव गवर्नर हैं जो उन्हें चैन से नहीं बैठने देते और फिर बीजेपी ने इस मामले को हर स्तर पर बड़े पैमाने पर उठाया है। ममता यह कहकर नहीं बच सकती कि ऐसी घटनाएं दूसरे राज्यों में भी होती हैं। उन्हें इस मामले की तह तक जाना होगा।

मुझे अपने सूत्रों से जो जानकारी मिली है उसके मुताबिक यह पूरा झगड़ा इस इलाके में न सियासी था और न मजहब की वजह से था। यह झगड़ा लूट का माल बांटने वालों के बीच में था लेकिन इसकी आड़ में जो अपराध हुआ, वो बहुत ही जघन्य था। पश्चिम बंगाल ने पहले न ऐसा देखा, ना सुना। इस नरसंहार की विचलित करने वाली तस्वीरों को लोग लंबे वक्त तक भूल नहीं पाएंगे।

Even as the Calcutta High Court on Thursday reserved its order on multiple petitions seeking a court-monitored CBI prove into the horrific Birbhum carnage, the West Bengal Police, on orders of chief minister Mamata Banerjee, arrested Anarul Hossain, a Trinamool block level president, hiding in Tarapeeth. The arrest took place minutes after the chief minister directed the Director General of Police Manoj Malaviya that Hossain “must either surrender or he should be hunted down”.

Three days after the carnage, the chief minister visited Bogtui village, where eight people were charred to death by an armed mob on March 21. Mamta’s visit had two fallouts: one, the main accused was arrested by police within hours by tracing his cellphone network, two, family members of the victims had a chance to speak to the chief minister openly. The local police had turned a deaf ear to their pleas for the last three days.

The family members told Mamata Banerjee how Anarul Hossain was leading the violent mob that set fire to a row of houses in the village. The chief minister, on the spot directed the DGP to arrest the main accused immediately, and within two hours, reports came about Anarul Hossain’s arrest in Tarapeeth, nine kilometres away.

After speaking to the victims, Mamata Banerjee admitted that there were serious lapses on part of police otherwise the carnage could have been prevented. She lashed out at local police officials, and ordered the suspension of local officer-in-charge of police station and subdivisional police officer for lapse in duty. Mamata Banerjee admitted that the eight innocent lives could have been saved had police taken timely action. The victims told her they had complained to local police several times in the past about the main accused and his supporters threatening and intimidating them, but police did not act.

How was the main accused Anarul Hossain arrested within two hours of the chief minister issuing verbal orders? Was the police awaiting her orders? The fact is, in West Bengal, arrest of Trinamool Congress leaders by police is not an easy task. The accused was the block president and it was not easy for local police to arrest him. In the last two days, police had rounded up 11 persons, but the main accused was moving around freely. It was only when the CM ordered that the police swung into action and arrested him.

One other point to note is that while the family members of victims were naming Anarul Hossain as the leader of the mob, the chief minister was saying that this could be the handiwork of outside forces. Mamata Banerjee said, “some people are saying that some hoodlums from outside had come to the village, otherwise this incident would not have happened. Police should set up pickets to prevent outsiders from coming. We are ready to take the seriously burnt people for treatment to Kolkata, or if the doctors do not allow, we can send experts here for their treatment.”

Mamata Banerjee directed local administration to give Rs one lakh immediate ex gratia relief to the affected family members, and provide them with more assistance for rebuilding their burnt homes. “I promise we will punish the killers and it will set an example for others. There can be no compensation for a life lost, giving a job is not an alternative to a life lost. Yet I will ensure that the family members get Rs 5 lakh assistance and I will give jobs to 10 persons from my own quota”, she said.

The chief minister did the right thing in visiting the spot and meeting the affected family members. She was also right in publicly admitting that there were serious lapses on part of police. But I was surprised to find visuals of how the local Trinamool Congress unit had set up welcome arches, and displayed posters and banners welcoming the chief minister, as if it was a joyful occasion. These local leaders should realize that their supreme leader was going to the village and express her condolence and sympathy to the bereaved families, whose near and dear ones were charred to death.

There are two main challenges now before Mamata Banerjee. One, the killers and the victims, both belong to Muslim community. Two, she has a pro-active Governor in her state, who will never allow to sit in peace. Already, the main opposition party BJP has raised this carnage issue at several levels. Mamata Banerjee cannot wash off her hands by saying that similar incidents “frequently” take place in other states. She needs to go into the bottom of this entire episode.

What I understand from my sources is that, this was not a rivalry based on religion or community or politics. The rivalry was on the issue of distribution of ill-gotten money. The crime that took place because of this was horrendous, unprecedented in Bengal’s history. The visuals of the carnage are disturbing and it will take a long time for people to forget them.

पश्चिम बंगाल के बीरभूम जिले के रामपुरहाट के पास स्थित बोगटुई गांव में सोमवार की रात 50 से 60 ग्रामीणों की हिंसक भीड़ ने कई घरों पर पत्थर, बम और गोलियां बरसाई और फिर उन्हें आग लगा दी। यह हमला तृणमूल कांग्रेस के एक स्थानीय नेता की कई घंटे पहले हुई हत्या के बाद किया गया। आग की चपेट में आने से 8 लोगों की झुलस कर मौत हो गई।

पहले तो तृणमूल कांग्रेस ने कहा कि आग बिजली के शॉर्ट सर्किट के कारण लगी , लेकिन जैसे ही नरसंहार का भयानक सच दुनिया के सामने आया, सत्तारूढ़ दल मुश्किल में फंस गया। प्रत्यक्षदर्शियों के मुताबिक, मोटरसाइकिलों पर सवार 10 से 12 लोगों ने बरशाल ग्राम पंचायत के उपप्रधान और तृणमूल नेता भादु शेख पर बम से हमला किया, जिससे उसकी मौके पर ही मौत हो गई। भादु शेख बोगटुई पश्चिम पाड़ा (बोगटुई गांव के पश्चिमी हिस्से) का रहने वाला था, और उसपर हमला करने वाले लोग बोगटुई पूरब पाड़ा (बोगटुई गांव के पूर्वी हिस्से) में रहते थे। हत्या के तुरंत बाद भीड़ ने बोगटुई पूरब पाड़ा पर धावा बोल दिया और रात करीब 10:30 बजे एक लाइन से 10 घरों में आग लगा दी। जलते हुए घरों में कई लोग फंस गए और भीड़ ने इन लोगों को भागने का कोई मौका नहीं दिया।

सत्तारूढ़ तृणमूल कांग्रेस पुलिस जांच की बात कहकर इस हत्याकांड पर पर्दा डालने की कोशिश कर रही है। यह एक दिल दहलाने वाली घटना थी, लेकिन इसके बाद ममता बनर्जी ने जो कहा वह और भी ज्यादा डराने वाला है। बंगाल के बीजेपी सांसदों ने गृह मंत्री अमित शाह के सामने पूरे वाकये के बारे में जानकारी दी थी जिसके बाद केंद्र सरकार ने जैसे ही मामले का संज्ञान लिया और अदिकारियों का एक दल भेजने का फैसला किया, तो ममता बनर्जी ने बुधवार को बीजेपी पर तुरंत हमला बोल दिया।

ममता बनर्जी ने कहा, ‘यह घटना दुर्भाग्यपूर्ण थी। मैं बीरभूम हिंसा का बचाव नहीं कर रही, लेकिन इस तरह की घटनाएं उत्तर प्रदेश, गुजरत, मध्य प्रदेश, बिहार और राजस्थान में अक्सर हुआ करती हैं। तब क्यों लोग शोर-शराबा नहीं करते? लोग सिर्फ बंगाल को ही बदनाम करने के लिए क्यों आतुर रहते हैं?’ मुख्यमंत्री ने इस तरह की प्रतिक्रिया क्यों दी?

घटनास्थल पर मौजूद शव इतनी बुरी तरह जल चुके थे कि उनकी पहचान नामुमकिन थी। क्राइम सीन से पुलिसवालों को जली हुई लाशों के अवशेष ले जाते देख रोंगटे खड़े हो गए। जब आग फैल गई तो उन लोगों को बचने का कोई रास्ता नहीं मिला, ऐसे में वे आपस में लिपट गए। जब आग ने उनके घर को अपनी चपेट में लिया तो दो लोगों द्वारा खुद को बचाने के लिए एक-दूसरे से लिपट जाने का दृश्य दिल दहलाने वाला था। यह इंसान नहीं बल्कि हैवानों द्वारा किया गया एक पाशविक और भयावह कृत्य था।

कुछ चश्मदीदों ने बताया कि मौके पर पुलिस भी मौजूद थी, लेकिन उसने भीड़ को रोकने के लिए कुछ नहीं किया। जब भीड़ ने घरों को आग के हवाले कर दिया तो अंदर फंसी महिलाएं और बच्चे चिल्ला-चिल्लाकर मदद की गुहार लगाने लगे, लेकिन कोई आगे नहीं आया। यहां तक कि भीड़ ने पीड़ितों को बचाने के लिए आई फायर ब्रिगेड के क्मचारियों को भी कुछ नहीं करने दिया। एक घंटे से भी ज्यादा का वक्त बीतने के बाद जब आग बुझ कई और सारे घर जलकर खाक हो गए, तब जाकर दमकलकर्मी आगे बढ़े। तब तक आग की गर्मी से छत पर लगा पंखा भी पिघल कर गिर चुका था।

प्रधानमंत्री नरेंद्र मोदी ने बुधवार को नरसंहार पर दुख व्यक्त किया। एक के बाद एक कई ट्वीट्स करते हुए मोदी ने कहा, ‘ मैं पश्चिम बंगाल के बीरभूम जिले में हुई हिंसक वारदात पर दुःख व्यक्त करता हूं, अपनी संवेदना व्यक्त करता हूं। मैं आशा करता हूं कि राज्य सरकार, बंगाल की महान धरती पर ऐसा जघन्य पाप करने वालों को जरूर सजा दिलवाएगी। मैं बंगाल के लोगों से भी आग्रह करूंगा कि ऐसी वारदात को अंजाम देने वालों को, ऐसे अपराधियों का हौसला बढ़ाने वालों को कभी माफ न करें। केंद्र सरकार की तरफ से मैं राज्य को इस बात के लिए भी आश्वस्त करता हूं कि अपराधियों को जल्द से जल्द सजा दिलवाने में जो भी मदद वो चाहेगी, भारत सरकार मुहैया कराएगी।’

प्रधानमंत्री मोदी की बात सही है। इस तरह का अपराध करने वालों को जितनी कड़ी से कड़ी सजा हो, जल्द से जल्द मिलनी चाहिए। लेकिन मुश्किल यह है कि ममता बनर्जी की सरकार इस वारदात को आम अपराध की तरह ही देख रही हैं। कलकत्ता हाई कोर्ट के चीफ जस्टिस प्रकाश श्रीवास्तव और जस्टिस राजर्षि भारद्वाज की अध्यक्षता वाली खंडपीठ ने बुधवार को मामले का स्वत: संज्ञान लेते हुए CBI जांच की अर्जी को खारिज कर दिया और विशेष जांच दल (SIT) को केस डायरी एवं अन्य दस्तावेज पेश करने का निर्देश दिया।

हाई कोर्ट ने पश्चिम बंगाल पुलिस को जिला जज की निगरानी में गांव में तत्काल सीसीटीवी कैमरे लगाने का निर्देश दिया। कोर्ट ने केंद्रीय फोरेंसिक विज्ञान प्रयोगशाला (CFSL), दिल्ली को क्राइम सीन का दौरा करने और जल्द से जल्द सबूत इकट्ठा करने का निर्देश दिया। अदालत ने DGP और IGP को सभी गवाहों को सुरक्षा प्रदान करने और यह सुनिश्चित करने का भी निर्देश दिया कि उन्हें कोई धमका या प्रभावित न कर सके।

मामले की गंभीरता को समझते हुए ममता बनर्जी ने वरिष्ठ अधिकारियों और अपने विश्वस्त मंत्री फिरहाद हकीम को उस गांव में भेजा। जब फरहाद हकीम बोगटुई गांव पहुंचे, तो वहां की महिलाओं ने उन्हें घेर लिया। महिलाओं ने उनसे पुलिस के रवैये की शिकायत करते हुए कहा कि आरोपी तो भाग चुके हैं, और पुलिस ने पीड़ितों के रिश्तेदारों को गिरफ्तार कर लिया है। महिलाओं ने बताया कि उनके घर के लोगों को कैसे खौफनाक तरीके से मार डाला गया।

पश्चिम बंगाल के राज्यपाल जगदीप धनखड़ ने राज्य सरकार द्वारा घटना के बारे में पूरी जानकारी भेजने से इनकार करने से नाराज होकर आरोप लगाया कि राज्य ‘राजनीतिक हत्याओं और मानवाधिकारों के उल्लंघन के लिए एक प्रयोगशाला’ बन गया है। उन्होंने कहा, ‘मैं परेशान हूं, चिंतित हूं, जिस भयानक और बेरहम तरीके से बेगुनाहों को मारा गया, वह बेहद चिंताजनक है।’

ममता बनर्जी ने तुरंत राज्यपाल पर निशाना साधते हुए उन्हें ‘लाट साहब’ ( अंग्रेजों की हुकूमत के दौरान गवर्नर के लिए ‘लाट’ शब्द का इस्तेमाल किया जाता था) कहा। उन्होंने कहा, ‘यहां एक लाट साहब हैं, जिनके लिए बंगाल में सब कुछ खराब है।’ उन्होंने पीड़ितों से मिलने के लिए मौके पर गए बीजेपी के प्रतिनिधिमंडल पर भी निशाना साधा। ममता ने आरोप लगाया कि कुछ बीजेपी नेता गांव पहुंचने से पहले स्थानीय मिष्टान्न का स्वाद लेने के लिए एक मिठाई की दुकान पर रुके थे। उन्होंने कहा, ‘मैंने स्थानीय थाना प्रभारी, अनुमंडल पुलिस अधिकारी को हटा दिया है। मैंने वहां DGP को भेजा है, मैंने अपने नेताओं फिरहाद हकीम, अनुब्रत मंडल और आशीष बनर्जी को भी वहां भेजा है। सबको न्याय मिलेगा।’

ममता भले ही सही कह रही हों, लेकिन बीरभूम के लोगों को ममता की बात पर यकीन नहीं हो रहा, उनका भरोसा टूट गया है। बदले की कार्रवाई के डर से बोगटुई और आसास के गावों के तमाम लोग पहले ही थोड़े-बहुत सामान के साथ घर छोड़कर भाग चुके हैं। गांव के लाग रिक्शे पर सामान लादकर निकलते देखे गए। बीजेपी सांसद अर्जुन सिंह ने कहा, पूरा बोगटुई अब खाली है क्योंकि सभी गांव वाले जा चुके हैं। उन्होंने आरोप लगाया कि आसपास के गांवों में रहने वाले लोग भी सुरक्षित स्थानों पर चले गए हैं।

ममता बनर्जी जब विपक्ष में थीं तो हिंसा की हर घटना के लिए लेफ्ट फ्रंट को जिम्मेदार ठहराती थीं। लेकिन अब 11 साल से पश्चिम बंगाल में ममता बनर्जी की सरकार है, वह तीसरी बार मुख्यमंत्री बनी हैं, फिर भी विक्टिम कार्ड खेल रही हैं और बीजेपी पर अपनी सरकार को ‘बदनाम’ करने का इल्जाम लगा रही हैं।

एक मुख्यमंत्री के रूप में, बंगाल के लोग ममता बनर्जी से अपेक्षा करते हैं कि वह पीड़ित परिवारों के प्रति सहानुभूति व्यक्त करें। बीजेपी के प्रदेश अध्यक्ष सुकांत मजूमदार ने पश्चिम बंगाल में राष्ट्रपति शासन लगाने की मांग की, जबकि विधानसभा में विपक्ष के नेता सुवेंदु अधिकारी ने CBI जांच की मांग की है। कांग्रेस नेता अधीर रंजन चौधरी ने आरोप लगाया है कि हाल ही में हुए स्थानीय निकाय चुनावों के बाद बंगाल में राजनीतिक हिंसा बढ़ी है, जबकि लेफ्ट फ्रंट के नेता बिमान बोस ने एसआईटी जांच को ‘एक धोखा’ बताया है।

मैं इस बात से सहमत नहीं हूं कि पश्चिम बंगाल की निर्वाचित सरकार को हटाकर राष्ट्रपति शासन लगा दिया जाए या फिर SIT एक धोखा है। बीरभूम में हुए शर्मनाक नरसंहार की साफ शब्दों में निंदा करने की आवश्यकता है। यह सच है कि ममता बनर्जी ने कार्रवाई करने में देर नहीं की, लेकिन अगर कानून और व्यवस्था के मोर्चे पर ममता बनर्जी का रिकॉर्ड बेदाग रहा होता, तो यह मुद्दा इतना बड़ा रूप न लेता। विधानसभा चुनावों में उनकी पार्टी की प्रचंड जीत के बाद उनकी पार्टी के समर्थकों ने बीजेपी समर्थकों की हत्या की, उनके घर जलाए गए, औरतों के साथ रेप किया गया। बीजेपी का समर्थन करने वाले सैकड़ों परिवारों को पश्चिम बंगाल से पलायन करके पड़ोसी राज्यों में शरण लेनी पड़ी।

उस वक्त पश्चिम बंगाल में चुनाव प्रक्रिया समाप्त होने तक राज्य की कानून व्यवस्था का जिम्मा चुनाव आयोग के पास था। लेकिन अब ममता बनर्जी की पुलिस और प्रशासन पर सवाल खड़े किए जा रहे हैं। उनके पुलिस अफसरों और नौकरशाहों की नीयत पर सवाल उठाए जा रहे हैं। इसलिए इस मामले पर इतनी सियासत हो रही है।

जरा कल्पना कीजिए कि अगर किसी बीजेपी शासित राज्य में 8 मुसलमानों को जिंदा जला दिया गया होता तो कितना बवाल होता? पूरे देश में इस्लामिक संगठन उठ खड़े होते मुसलमानों पर जुल्म की बात होती। ये खबर न्यूयॉर्क टाइम्स में हेडलाइन बनती। मोदी को मुसलमानों का दुश्मन, ‘मौत का सौदागर’ करार दे दिया जाता। लेकिन ममता बनर्जी से ये सवाल किसी ने नहीं पूछा क्योंकि उन्हें मुसलमानों का हितैषी माना जाता है।

अब यह ममता बनर्जी की जिम्मेदारी है कि इस मामले में सख्त कार्रवाई करें और दोषियों को जल्द से जल्द कड़ी सजा दिलवाएं। जैसा कि 1924 के ऐतिहासिक फैसले में इंग्लैंड के चीफ जस्टिस लॉर्ड हेवर्ट ने कहा था, ममता को यह सुनिश्चित करना होगा कि ‘न्याय न केवल हो, बल्कि होता हुआ दिखाई भी दे।’

On Monday night, a violent mob of 50 to 60 villagers attacked a row of houses with stones, bombs and bullets, and then set fire to them in Bogtui village near Rampurhat of West Bengal’s Birbhum district. The attack took place after the death of a local Trinamool Congress leader in a bomb attack several hours ago. Eight persons were charred to death in the blaze.

Initially, Trinamool Congress described the blaze as a result of electric short circuit, but as gory details about the massacre came to light, the ruling party was caught in a bind. According to eyewitness reports, 10 to 12 people on motorbikes hurled bombs at Bhadu Sheikh, the Trinamool up Pradhan (deputy chief) of Barshal gram panchayat, killing him on the spot. Bhadu Sheikh was from Bogtui Paschim Para (western side of Bogtui village), and his assailants were from Bogtui Poorba Para (eastern side of Bogtui village). Soon after the murder, the mob descended o Bogtui Poorba Para and set fire to a row of 10 houses at around 10.30 pm. Several people were trapped in the blaze, and the mob did not allow people to escape.

The ruling Trinamool Congress is trying to cover up the massacre by carrying out a travesty of police probe. The ‘dance of death’ was terrifying and the manner in which Chief Minister Mamata Banerjee reacted was shocking. As the Centre took notice and decided to send an official delegation, after Bengal BJP MPs presented their case before Home Minister Amit Shah, Mamata Banerjee lashed out at the BJP on Wednesday.

Mamata Banerjee said, “The incident was unfortunate. I am not justifying, but such incidents frequently take place in UP, Gujarat, Bihar, Rajasthan and Madhya Pradesh. Who don’t people raise a hue and cry then? Why are people ready to defame Bengal only?” Why did the chief minster react like this?

The bodies at the spot were too charred beyond recognition, and it was horrifying to watch visuals of policemen carrying lumps of human remains from the scene of crime. There were two charred bodies holding each other tight, when the blaze had spread. It was heart rending to watch two individuals holding each other to protect themselves when the blaze engulfed their home. This was a bestial and horrendous act not by human beings but by devils in the shape of humans.

Some eyewitnesses said, local policemen were also present but they did not stop the mob. Women and kids trapped inside houses, when the mob set them on fire, cried and pleaded for help, but none came forward. The mob prevented firemen to save the victims. More than an hour later, when the flames subsided and when the row of houses was reduced to ashes, did the firemen move forward. The fire had reduced ceiling fans into twisted, burnt metal.

Prime Minister Narendra Modi, on Wednesday, expressed his grief over the massacre. In a series of tweets, Modi said, “I express my grief over the violent incident in Birbhum district of West Bengal. It is my hope that the state government will punish those who committed this dastardly sin on the great soil of Bengal. I also appeal to the people of Bengal never to forgive those who committed this crime and also those who instigated these criminals. On behalf of the central government, I want to assure the state that whatever assistance required to punish the culprits at the earliest, will be given by the Centre.”

Prime Minister Modi is right. The culprits for this heinous massacre must be punished at the earliest. But the problem is that Mamata Banerjee’s government is taking up this case as an ordinary crime. On Wednesday, Calcutta High Court took suo motu cognisance when a division bench headed by Chief Justice Prakash Shrivastava and Justice Rajarshi Bhardwaj directed the Special Investigation Team to present the case diary and other documents, while declining a prayer for CBI probe.

The high court directed the state police to immediately install CCTV cameras in the village under supervision of district judge. It also directed Central Forensic Science Laboratory (CFSL), Delhi to visit the crime scene and collect evidence at the earliest. The court also directed the DGP and IGP to provide security to vulnerable witnesses and ensure that they were not threatened or influenced by anyone.

Realizing the severity of the crime, Mamata Banerjee sent senior officials and her trusted minister Firhad Hakim to the village. Hakim was surrounded by women in the village, and complained that the criminals have fled and the local police have rounded up relatives of the victims. The women narrated the horrendous manner in which their family members were killed.

West Bengal Governor Jagdeep Dhankar, angry over the state government declining to send details about the incident, alleged that the state has ‘become a laboratory for political murders and human rights violations’. He said, ‘I am disturbed, I am worried, the horrible and merciless manner in which innocents were killed, is worrying.’

Mamata Banerjee immediately lashed out at the Governor, describing him as “a laat saheb” ( the word ‘laat’ was used during British rule for Governors). She said, “there is a laat saheb here, for him, everything about Bengal is bad.” She also lashed out at the BJP delegation that went to the spot to meet the victims. Mamata alleged that some BJP leaders stopped at a sweet shop to savour local delicacies before reaching the village. She said, “I have removed the local police station officer in-charge, the subdivisional police officer. I have sent the DGP there, I have also sent my leaders Firhad Hakim, Anubrat Mandal, and Ashish Banerjee there. Everybody will get justice.”

Mamata may be right, but the people of the affected areas are unwilling to believe her promise. Many villagers in the area have already left their homes with their belongings, in fear of more reprisals. There are visuals of villagers, along with their belongings, leaving on rickshaws. BJP MP Arjun Singh said, the entire Bogtui village is now vacant as all the villagers have left. He alleged that people living in nearby villages have also left for safer places.

When Mamata Banerjee was in the opposition, she used to blame the Left Front for every incident of violence, but in the eleventh year of her rule, after becoming chief minister thrice, Mamata is still playing the victim card and is blaming BJP for “defaming” her government.

As a chief minister, people of Bengal expect her to go and offer sympathy to the families of victims. The state chief of BJP Sukanta Majumdar has demanded that Central rule be imposed in West Bengal, while the leader of opposition in Assembly Suvendu Adhikari has demanded a CBI probe. Congress leader Adhir Ranjan Chowdhury has alleged that political violence in Bengal has increased after the recently held local bodies elections, while Left Front leader Biman Bose has described the SIT probe as “a hoax”.

I don’t agree with the suggestion that an elected government should be replaced by President’s rule and that SIT is a hoax. The shameful carnage that took place in Birbhum, however, needs to be condemned unequivocally. It is true that Mamata Banerjee did not delay in taking action, but this issue would not have taken such a big proportion, had Mamata Banerjee’s record on law and order front been impeccable. After her party scored a thumping victory in assembly elections, her party supporters indulged in killings, rape and arson in the homes of BJP supporters. Hundreds of families of BJP supporters had to flee the state and take shelter in neighbouring states.

At that time, it was the Election Commission which was in charge of law and order in the state till the electoral process was over. But now, questions are being raised about Mamata Banerjee’s police and administration. Questions are being raised about the real intention of her police officials and bureaucrats. That is why, the issue has taken a political colour.

Just imagine, if eight Muslims had been charred to death in a BJP-ruled state, what could have happened? Muslim outfits across India would have raised a hue and cry alleging atrocities on minorities, and it would have figured as a headline in The New York Times. Prime Minister Modi would have been painted as an enemy of Muslims and as ‘maut ka saudagar’ (merchant of death). But nobody is raising such questions at Mamata Banerjee, because she is considered as a sympathizer of Muslims.

It is now Mamata’s responsibility to take strong action and ensure stringent punishment to the criminals. She must ensure that “ justice is not only done, but seems to have been done”, the dictum laid down by Lord Hewart, Chief Justice of England in a 1924 landmark judgement.

‘द कश्मीर फाइल्स’ फिल्म पर अब तक खामोश रहे नेशनल कांफ्रेंस के नेता डॉक्टर फारूक अब्दुल्ला और जम्मू-कश्मीर पीपुल्स डेमोक्रेटिक पार्टी की सुप्रीमो महबूबा मुफ्ती ने सोमवार को पहली बार खुलकर बात की।

एक पत्रकार को दिए इंटरव्यू में पूर्व मुख्यमंत्री फारूक अब्दुल्ला ने ‘द कश्मीर फाइल्स’ को ‘एक प्रॉपेगेंडा फिल्म’ बताया। उन्होंने कहा, ‘इसमें एक ऐसी त्रासदी का ज़िक्र है जिसने राज्य के हर शख्स को प्रभावित किया, चाहे वह हिंदू हो या मुसलमान। मेरा दिल आज भी उस त्रासदी पर रोता है। राजनीतिक दलों के की एसे तत्व थे जो एक खास समुदाय का सफाया चाहते थे ।’

फारूक अब्दुल्ला ने कहा, ‘मेरा मानना है कि केन्द्र सरकार एक आयोग नियुक्त करे जो बताये कि इन नरसंहारों के लिए कौन जिम्मेवार था। अगर आप सच जानना चाहते हैं तो आपको एक आयोग नियुक्त करना होगा।’

नेशनल कॉन्फ्रेंस के नेता ने कहा, ‘अगर इसमें मुझे दोषी पाया गया तो मुझे बेशक देश में कहीं भी फांसी पर लटका दिया जाए। आयोग का नेतृत्व करने के लिए एक ईमानदार जज या कमिटी नियुक्त की जाय जो सच को सामने ला सके। आपको पता चल जाएगा कि कौन जिम्मेदार था। मुझे नहीं लगता कि मैं जिम्मेदार था। अगर लोग कड़वा सच जानना चाहते हैं, तो उस समय के इंटेलिजेंस ब्यूरो चीफ या केरल के राज्यपाल आरिफ मोहम्मद खान से बात करें, जो उस वक्त केंद्रीय मंत्री थे।‘

पूर्व मुख्यमंत्री ने कहा, ‘नब्बे के दशक में न सिर्फ कश्मीरी पंडितों के साथ, बल्कि घाटी में सिखों और मुसलमानों के साथ क्या हुआ, इसकी जांच के लिए आयोग तो बनना ही चाहिए। मेरे विधायक, मेरे कार्यकर्ता, मेरे मंत्री भी मारे गए। उनमें से कुछ की लाशों को हमें पेड़ों से उतारना पड़ा था। ऐसे हालात थे।’

फारूक अब्दुल्ला आयोग से जांच कराने की बात कहकर तो निकल गए, लेकिन वह शायद ये भूल गए कि जब सवाल उठेंगे तो आंच कहां तक पहुंचेंगी।

मंगलवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने उस वक्त कश्मीर में तैनात अफसरों की बातें सुनवाईं, जिन्होंने बताया कि कश्मीर घाटी से पंडितों को क्यों भागना पड़ा? उस वक्त कश्मीर के हालात क्या थे? क्या सब कुछ 24 घंटों में हो गया या फिर कश्मीरी पंडितों के खिलाफ साजिश सालों से चल रही थी? और इस साजिश के लिए कौन जिम्मेदार था?

मैं भी चाहता हूं कि 32 साल पहले किए गए गुनाहों का सच सामने लाने के लिए एक आयोग गठित किया जाए। आयोग को अपना काम पूरा करने में कई साल लगेंगे, लेकिन हकीकत बाहर आनी ही चाहिए। फारूक से यह भी पूछा जाएगा कि क्या कश्मीरी पंडितों का नरसंहार उनके पद छोड़ने के 10 घंटे के भीतर हुआ था, या यह उनके शासन के दौरान हुए खून-खराबे का नतीजा था?

फारूक से पूछा जाएगा कि क्या उनकी सरकार को कश्मीरी पंडितों के खिलाफ हो रही साजिश का कोई इल्म था या नहीं? उन्हें ये भी बताना पड़ेगा कि जब कश्मीर में हालात खराब हो रहे थे तो वह अचानक इस्तीफा देकर लंदन क्यों चले गए? उनसे पूछा जाएगा कि उनके लंदन जाने के कुछ घंटे बाद ही कश्मीरी पंडितों कत्लेआम क्यों हुआ, उनके घर क्यों जलाए गए और उन्हें घाटी छोड़ने की धमकी क्यों दी गई?

जो दस्तावेज सामने आ रहे हैं वे इस बात का सबूत हैं कि फारूक अब्दुल्ला को कश्मीर में पंडितों के खिलाफ हो रही साजिश का अंदेशा था। फारूक अब्दुल्ला को इस बात की जानकारी थी कि कश्मीरी पंडितों को घरबार छोड़ने पर मजबूर किया जा रहा है। इस बात के भी सबूत हैं कि 19 जनवरी 1990 से 3 महीने पहले ही कश्मीरी पंडितों का पलायन शुरू हो गया था।

1997 में जम्मू-कश्मीर में फारूक अब्दुल्ला की सरकार थी। उस वक्त उनकी सरकार ने Jammu and Kashmir Migrant Immovable Property Act, 1997 बनाया था। इस ऐक्ट में जम्मू-कश्मीर से पंडितों के पलायन के लिए कट ऑफ डेट 1 नवंबर 1989 लिखी गई है। कश्मीरी पंडितों के पलायन की जो कट ऑफ डेट इस ऐक्ट में बताई गई है, उस वक्त भी कश्मीर में फारूक अब्दुल्ला की ही सरकार थी। ऐक्ट में साफ-साफ जिक्र है कि जनवरी 1990 में फारूक के इस्तीफा देने से तीन महीने पहले ही घाटी से कश्मीरी पंडितों का पलायन शुरू हो गया था!

अब सवाल ये है कि फारूक और उनकी सरकार ने उन बेहद महत्वपूर्ण 79 दिनों के दौरान, 1 नवंबर 1989 से 18 जनवरी 1990 तक, कश्मीरी पंडितों के कत्लेआम और पलायन को रोकने के लिए क्या किया। फारूक रेंजू शाह 1989 में श्रीनगर में सूचना विभाग में असिस्टेंट डायरेक्टर के तौर पर तैनात थे। फारूक रेंजू शाह ने कहा कि कश्मीरी पंडितों पर जुल्म साजिश थी, पाकिस्तान से आतंकवादियों को सियासी साजिश के तहत लाया गया था। उन्होंने कहा कि कश्मीरी पंडितों पर जुल्म सितंबर 1989 से ही शुरू हो गए थे, .छोटी-मोटी घटनाएं और हमले उससे भी पहले से हो रहे थे। रेंजू शाह ने कहा कि अगर फारूक अब्दुल्ला चाहते तो हालात ऐसे खराब न हो पाते।

फारूक रेंजू शाह ने यह भी कहा कि कश्मीर में 6 साल 264 दिन तक राष्ट्रपति शासन रहा, और इस दौरान कश्मीरी पंडित अपनी जो जमीन और मकान छोड़कर भागे थे, उनकी खरीद-बिक्री नहीं हुई। उन्होंने कहा कि जैसे ही 1996 में फारूक अब्दुल्ला की सरकार आई, उन्होंने कानून बनाकर कश्मीरी पंडितों की प्रॉपर्टी की खरीद-बिक्री को मंजूरी दे दी। तब तक कश्मीरी पंडित वापस लौटने की आस खो चुके थे, और इसलिए उन्होंने मजबूरी में अपनी संपत्ति कौड़ियों के भाव बेच दी। इसके साथ ही कश्मीरी पंडितों की घाटी में वापसी का रास्ता भी बंद हो गया।

मंगलवार की रात अपने शो ‘आज की बात’ में हमने श्रीनगर, गुलमर्ग, कुलगाम और नंदीमार्ग जैसी जगहों पर कश्मीरी पंडितों के तमाम जली हुई हवेलियां और मकानों की तस्वीरें दिखाई, जो खंडहर बनकर खड़े हैं अभी भी बिना बिके पड़े हैं। ये जले हुए और खंडहर बन चुके मकान जनवरी, 1990 में हुई कश्मीरी पंडितों की बर्बादी का जीता जागता सबूत हैं।

1990 में पंडितों के कत्लेआम के समय एस पी वैद्य बडगाम के एडिशनल एसपी थे, जो बाद में राज्य पुलिस महानिदेशक बने। वैद्य ने इंडिया टीवी को बताया कि पंडितों की हत्या और पलायन के लिए तत्कालीन राजनीतिक नेतृत्व जिम्मेदार था। वैद्य ने कहा, जब जगमोहन ने राज्यपाल का पद संभाला तो हालात पूरी तरह बदल चुके थे। मस्जिदों के लाउडस्पीकर का इस्तेमाल अज़ान की बजाय कश्मीरी पंडितों को इस्लाम कबूल करने या घाटी छोड़ने की धमकी देने के लिए किया जा रहा था। मस्जिदें उस वक्त अमन की बजाए खौफ का पैगाम दे रही थीं।

वैद्य ने जो बताया उससे एक बात तो साफ है कि 18 जनवरी 1990 की शाम फारूक ने इस्तीफा दिया, और आधी रात के बाद मस्जिदों से ऐलान होने लगा कि कश्मीरी पंडित घाटी छोड़ दें। कश्मीरी पंडितों पर हमले और आगजनी शुरू हो गई। सुबह तक घाटी का मंजर बदल चुका था और ज्यादातर पंडित अपना घरबार छोड़कर निकलने लगे थे। फारूक अब्दुल्ला से पूछा जाना चाहिए कि उन्होंने कश्मीरी पंडितों को बचाने के लिए क्या किया।

वैद्य ने बताया कि कश्मीरी पंडितों को घाटी से भगाने की साजिश पाकिस्तान ने रची थी। उन्होंने कहा कि पाकिस्तान ने कश्मीर में गड़बड़ी फैलाने के लिए 70 आतंकवादियों का पहला बैच भेजा था। जम्मू-कश्मीर पुलिस ने उनमें से कई आतंकवादियों को पकड़ लिया था, लेकिन 1989 में फारूक अब्दुल्ला की सरकार ने सभी आतंकवादियों को रिहा कर दिया। इससे कश्मीर में आतंकवाद को जड़ मिल गई और कश्मीरी पंडितों ने डर के साये में जीना शुरू कर दिया।

मेरा केन्द्र सरकार से अनुरोध है कि वह फारूक अब्दुल्ला की राय मान ले और हिंसा भड़काने में शामिल नेताओं, प्रशासकों और स्थानीय स्तर के नेताओं की भूमिका का पता लगाने के लिए एक जांच आयोग का गठन करे। एक बार पुरानी फाइलें दोबारा खुलने के बाद कई सवाल उठना लाजिमी है।

फारूक अब्दुल्ला, सैफुद्दीन सोज़ और महबूबा मुफ्ती जैसे नेताओं को सारे आरोपों का जवाब देने का मौका दिया जाना चाहिए। फारूक अब्दुल्ला को यह बताना चाहिए कि क्या उन्हें सत्ता में रहते हुए कश्मीरी पंडितों के कत्लेआम की साजिश के बारे में खुफिया जानकारी मिली थी। उन्हें यह भी बताना होगा कि पाकिस्तान द्वारा भेजे गए आतंकवादियों को पुलिस ने क्यों छोड़ा।

फारूक अब्दुल्ला को यह भी बताना होगा कि पलायन कर गए कश्मीरियों की संपत्ति की खरीद-फरोख्त को कानूनी मान्यता देने का कानून किस नीयत से बनाया गया। महबूबा मुफ्ती को बताना पड़ेगा कि आज वह कश्मीरी पंडितों के लिए हमदर्दी दिखा रही हैं, लेकिन 1986 में जब कश्मीरी पंडितों पर जुल्म शुरू हुए, जब कश्मीर में मंदिरों को तोड़ा गया, उस वक्त अपने पिता मुफ्ती मोहम्मद सईद के रोल पर वह क्या कहेंगी? उन्हें बताना होगा कि 1989 में रुबैया सईद अपहरण मामले में उनके पिता और तत्कालीन गृह मंत्री ने 5 खूंखार आतंकवादियों को रिहा करने का आदेश क्यों दिया था।

मैं जानता हूं कि महबूबा मुफ्ती इन सब सवालों पर खामोश रहेंगी, वह इन सवालों पर नहीं बोलेंगी। मंगलवार को महबूबा मुफ्ती ने कश्मीरी पंडितों पर हुए जुल्म को भी हिंदू-मुसलमान का रंग देने की कोशिश की। महबूबा मुफ्ती ने कहा, ‘सिर्फ फिल्म बनाने से सच नहीं बदल सकता। घाटी में जो कुछ भी हुआ उसके पीछे की सच्चाई हर कश्मीरी जानता है।’

उन्होंने कहा, ‘मैंने खुद अपनी आंखों से हिंसा देखी है, हमें और हमारे परिवार के लोगों को हिंसा का सामना करना पड़ा और अब ये लोग आकर सच बोलने का दावा कर रहे हैं। मेरे मामा और चाचा दोनों मार डाले गए, मेरी बहन की हत्या हुई, 19 मुसलमानों को मारा गया, लेकिन किसी ने यह नहीं कहा कि मुसलमान भी मारे गए। किसी भी इंसान की हत्या दुखद है और इसे हिंदू-मुस्लिम का मुद्दा नहीं बनाया जाना चाहिए।’

महबूबा ने आरोप लगाया कि बीजेपी हिंदुओं और मुसलमानों के बीच दरार पैदा करने की कोशिश कर रही है, और भारत में कई पाकिस्तान बनवाना चाहती है। उन्होंने कहा, ‘कांग्रेस ने अपने 60 साल से ज्यादा शासन के दौरान कई गलतियां की , लेकिन कांग्रेस पार्टी को इस बात का श्रेय दिया जाना चाहिए कि उसने मज़हब के नाम पर कभी लोगों को बांटा नहीं।’

छत्तीसिंहपोरा, नंदीमर्ग, किश्तवाड़ और सूरनकोट में हुए नरसंहारों का जिक्र करते हुए महबूबा ने कहा, ‘आतंकी हिंसा में हिंदू, मुस्लिम और सिख मारे गए, और कश्मीरी पंडितों को घाटी छोड़नी पड़ी। यहां तक कि हमारे करीबी रिश्तेदार भी मारे गए लेकिन हम चाहते हैं कि अच्छे दिन लौट आएं। लेकिन वे (बीजेपी) अमन नहीं चाहते, वे चाहते हैं, हिंदू और मुसलमान एक-दूसरे के खिलाफ लड़ते रहें। वे 800 और 500 साल पहले हुकूमत करने वाले बाबर और औरंगजेब की बात कर रहे हैं। बाबर और औरंगजेब से हमारा क्या लेना-देना? ये ऐसे मुद्दे हैं जिनका आज से कोई लेना-देना नहीं हैं।’

ये एक कड़वा सच है कि कश्मीरी पंडितों का नरसंहार हुआ और इसके कारण उन्हें अपना सब कुछ छोड़कर घाटी से पलायन करना पड़ा। ये भी सच है कि इस सच्चाई को तीन दशकों से ज्यादा समय से दफनाने की कोशिश की गई। ‘द कश्मीर फाइल्स’ फिल्म ने हजारों कश्मीरी पंडितों पर हुए जुल्म, उनके साथ हुई बर्बरता और उन्हें कश्मीर छोड़कर भागने के लिए मजबूर करने की साजिश का पर्दाफाश किया है। इस फिल्म की वजह से ही कश्मीरी पंडितों के मसले पर देश भर के लोगों का ध्यान गया कि कैसे कश्मीरी पंडितों को अपना सब कुछ छोड़कर घाटी से भागना पड़ा, जहां उनके खानदान पुश्त-दर-पुश्त सदियों से रह रहे थे। इस त्रासदी को हिंदू-मुस्लिम रंग देकर छुपाया नहीं जा सकता।

कश्मीरी पंडितों को इंसाफ मिलना चाहिए। कश्मीरी पंडितों पर हुए जुल्म के लिए जिम्मेदार कौन है, इसका जवाब सामने आना चाहिए। अगर मुसलमानों के साथ कश्मीर में नाइंसाफी हुई है तो इसके लिए भी महबूबा मुफ्ती और फारूख अब्दुल्ला जैसे नेताओं को जबाव देना चाहिए, क्योंकि पिछले 5 दशकों में जम्मू-कश्मीर में ज्यादातर वक्त इन्हीं दोनों के परिवारों की सरकारें रही ।

जब फारूक अब्दुल्ला और उमर अब्दुल्ला बीजेपी के नेतृत्व वाली एनडीए सरकार में मंत्री रहे, तब उन्होंने जगमोहन पर सवाल क्यों नहीं उठाए? जब महबूबा मुफ्ती ने बीजेपी के साथ मिलकर सरकार बनाई, तब उन्होंने एक बार भी क्य़ों नहीं कहा कि बीजेपी देश में कई पाकिस्तान बनाना चाहती है ?

मुझे अभी भी याद है कि जब संसद में कश्मीर से आर्टिकल 370 हटाए जाने का बिल पास हो रहा था, उसके कुछ ही दिन पहले महबूबा मुफ्ती ने धमकी दी थी कि ‘अगर ऐसा हुआ तो कश्मीर में खून की नदियां बहेंगी।‘ तब उन्होंने कहा था, ‘कश्मीर घाटी में हिन्दुस्तान का तिरंगा उठाने वाला कोई नहीं बचेगा।’ ये अच्छी बात है कि कश्मीर में खून की नदियां नहीं बहीं, और उससे भी अच्छी बात ये है कि अब महबूबा मुफ्ती तिरंगा उठाने की बात करने लगी हैं।

After maintaining a stony silence on the movie ‘The Kashmir Files’, National Conference leader Dr Farooq Abdullah and J&K People’s Democratic Party chief Mehbooba Mufti on Monday gave their reactions for the first time in public.

In an interview to a journalist, former chief minister Farooq Abdullah described ‘The Kashmir Files’ as “a propaganda movie”. “It has raked up a tragedy that affected every soul of the state, both Hindus and Muslims. My heart still bleeds over that tragedy. There were some elements from political parties who were interested in ethnic cleansing”, he added.

Farooq Abdullah said, “I think they (BJP government at the Center) should appoint a Commission and it will tell them who is responsible. You want to know the truth, you should appoint a Commission.”

The NC leader said, “I am ready to be hanged anywhere in the country if I am found guilty. The truth will come out when you put an honest judge or committee in place. You will know who was responsible. I don’t think I was responsible. If people want to know the bitter truth, they should talk to the Intelligence Bureau chief at that time, or Kerala governor Arif Mohammed Khan, who was a central minister at that time.”

The former chief minister said, “a Truth Commission of some kind should be put in place to probe not just what happened to Kashmiri Pandits but also to Sikhs and Muslims the Valley during the Nineties. My MLAs, my workers, my ministers were killed, we had to pick the mortal remains of some of them from treetops. That was the situation.”

Farooq Abdullah may have demanded a commission, but he must realize that if the entire truth comes out, the flames of truth are bound to reach him and his party.

In my prime time show ‘Aaj Ki Baat’ on Tuesday night, we showed sound bites of former officials of Kashmir government, who have described in detail why Kashmiri Pandits had to flee the Valley en masse, and which politician was responsible for the mess.

I also want a commission to be set up for crimes that were committed 32 years ago. It will take several years for the commission to complete its work, but the truth must come out. Farooq will also have to face the question whether the pogrom of Kashmiri Pandits took place within 10 hours after he demitted office, or was it the consequence of violence that had been unleashed during his rule?

Farooq will be asked whether he and his government had clear indications about a major conspiracy that was being hatched to kill Kashmiri Pandits and drive them out of the Valley? He will also be asked, why he left for London in a huff, when he knew that violence was brewing against Pandits in the Valley? He will be asked why Kashmiri Pandits were killed, their properties burnt and they were threatened to leave the Valley, hours after he left for London?

Documents that have now come to our knowledge clearly show that Farooq Abdullah knew that a major conspiracy to drive Pandits out of the Valley was in offing. There are documents to show that the exodus of Kashmiri Pandits had begun three months before Farooq resigned on January 18, 1990.

In 1997, it was Farooq Abdullah’s government which got the Jammu & Kashmir Migrants Immovable Property Act legislated. This law clearly states the cut off date for exodus of Kashmiri Pandits from the Valley is November 1, 1989. This was the time when Farooq Abdullah’s government was in power. The Act clearly mentions that the exodus had begun three months before Farooq resigned in January 1990!

Questions will be asked what Farooq and his government did during those crucial 79 days, from November 1, 1989 till January 18, 1990, to stop the killings and exodus of Kashmiri Pandits. Farooq Renzu Shah was assistant director in the J&K government’s information department in 1989. Shah says, trained terrorists were brought from Pakistan as part of a conspiracy to kill Kashmiri Pandits in the Valley. The atrocities had already begun from September, 1989, and had Farooq’s government taken measures, the killings and exodus could have been stopped, says Shah.

Farooq Renzu Shah also says, for 6 years 264 days there was Governor’s Rule in J&K, and during this period all the homes and properties left behind by Kashmiri Pandits remained unsold, and most of the properties were forcibly occupied by some locals. When Farooq came to power again in 1996, he brought a law to remove those encroachments and allow sale and purchase of homes and properties of displaced Kashmiri Pandits. By that time, the Pandits had fully lost hopes of their return to the Valley, and they were forced to sell their properties at throwaway prices. This put a full stop to any chance of return of Pandits to the Valley.

In my show ‘Aaj Ki Baat’ on Tuesday night, we showed visuals of burnt out homes and properties of Kashmiri Pandits in places like Srinagar, Gulmark, Kulgam and Nandimarg, that are still lying unsold. These burnt and vacant properties are living reminders of the holocaust that took place in January, 1990.

Former Director General of Police S.P.Vaidya was Additional SP of Budgam when the killings of Pandits took place in 1990. Vaidya told India TV that the then political leadership was responsible for the killings and exodus of Pandits. Vaidya said, the situation had completely changed when Jagmohan took over as Governor. Instead of religious ‘azaan’ chants from loudspeakers in the mosques, threats were being made to Pandits to either convert to Islam or leave the Valley. The mosques were spreading the message of fear instead of love.

Vaidya’s comments are clear. On January 18, 1990 Farooq Abdullah resigned, and that same evening, loudspeakers in mosques started asking Pandits to leave the Valley. Killings and arson began. By next morning, the situation had changed completely, and most of the Pandits had started leaving. Farooq Abdullah should be asked what measures he took to save the Kashmiri Pandits.

Vaidya says, Pakistan had sent the first batch of 70 terrorists to the Valley, the local police arrested several of them, but in 1989, Farooq Abdullah’s government released all of them. This created an atmosphere of terror and common Kashmiri Pandits started living in fear.

I would request the Centre to accept Farooq Abdullah’s suggestion and set up an Inquiry Commission to establish the role of political leaders, administrators and local level politicians in fomenting violence. Once old files are reopened, many questions are bound to be raised.

Leaders like Farooq Abdullah, Saifuddin Soz and Mehbooba Mufti should be given the chance to reply to all allegations. Farooq Abdullah must disclose whether he had received intelligence inputs about the conspiracy to kill Kashmiri Pandits, when he was in power. He must also disclose why terrorists trained and sent by Pakistan were released by police.

Farooq Abdullah should also disclose what was the objective behind enacting the law for sale and purchase of Kashmiri migrants’ properties. Mehbooba Mufti should reply what was the role of her father Late Mufti Mohammed Sayeed when Hindu temples were demolished in 1986, and why as Union Home Minister Mufti ordered the release of five dreaded terrorists during the Rubaiya Sayeed abduction case.

I know Mehbooba Mufti will remain silent on such questions. On Tuesday, she tried to give the entire issue a communal colour. While addressing a party meeting in Samba, Mehbooba Mufti said, “mere making a movie cannot alter truth. Every Kashmiri knows the truth behind whatever happened in the Valley.”

She said, “I have seen violence with my own eyes, we and our family members faced the brunt of violence and now these people have come and are claiming to be telling the truth. Both my paternal and maternal uncles were killed, my sister was killed, 19 Muslims were killed, but nobody is now saying Muslims were also killed. The killing of any human being is tragic, and it should not be made a Hindu-Muslim issue.”

Mehbooba alleged that BJP was trying to drive a wedge between Hindus and Muslims. She said, Congress might have committed several wrongs in the past during its over 60 years’ rule, but the party deserves credit for not dividing people in the name of religion.

Referring to massacres in Chattisinghpora, Nadimarg, Kishtwar and Surankote, Mehbooba said, “Hindus, Muslims and Sikhs were killed due to terrorist violence, and Kashmiri Pandits had to leave the Valley. Even our close relatives were killed but we want the good days to return. But they (BJP) don’t want peace, they want the Hindus and Muslims to fight against each other. They are raising issues like Babar and Aurangzeb, who rules 800 and 500 years ago. What we have to do with Babar and Aurangzeb? These are issues not relevant to our times.”

The killings of Kashmiri Pandits which led to their mass exodus from the Valley is a bitter truth. The truth was sought to be buried for over three decades. The movie ‘The Kashmir Files’ has exposed the causes behind the terrible tragedy that overtook thousands of Kashmiri Pandit families. It was because of this movie that the attention of the nation is now focused on how several lakhs Kashmiri Pandits had to leave their homes, where they have been living for centuries. This tragedy cannot be covered up by injecting Hindu-Muslim colour.

Kashmiri Pandits must get justice, and those accountable for this great tragedy must be brought to book. If Kashmiri Muslims in the Valley have faced injustice, then, too, both Farooq and Mehbooba must answer questions. This is because these two families have been ruling the state for most part during the last five decades.

Farooq and his son Omar Abdullah were part of BJP-led NDA at the Centre, but they did not then question the role of Jagmohan. When Mehbooba Mufti ran the coalition government with BJP for two years, she never alleged that BJP was trying to create more Pakistans.

I still remember, when Parliament was passing the bill to revoke Article 370 of the Constitution, Mehbooba Mufti had warned a few days earlier that “rivers of blood will flow in the Valley, if such a step is taken”. She had then said, “there will not be a single person left who will raise the tricolour in the Valley”. It is comforting to know that river of blood did not flow in the Valley, and Mehbooba is now speaking about raising the tricolour.

पाकिस्तान में प्रधानमंत्री इमरान खान की सरकार खतरे में है। सरकार के खिलाफ लगभग सभी विपक्षी दलों ने हाथ मिला लिया है। 100 से ज्यादा विपक्षी सांसदों ने नेशनल असेंबली में इमरान सरकार के खिलाप अविश्वास प्रस्ताव पेश किया है। इमरान खान को अपनी सरकार बचाने के लिए 342 सदस्यों की नेशनल असेंबली में 172 वोटों की जरूरत है। लेकिन सेना द्वारा नियंत्रित कई छोटी पार्टियां और इमरान की अपनी ही पार्टी पाकिस्तान तहरीक-ए-इंसाफ (पीटीआई) के 24 सांसदों ने सरकार के खिलाफ वोट देने की धमकी दी है।

सूत्रों का कहना है कि मुख्य विपक्षी दल पूर्व पीएम नवाज शरीफ के भाई और विपक्ष के नेता शहबाज शरीफ को अगला पीएम चुनने पर राजी हो गए हैं। नवाज शरीफ इन दिनों लंदन में हैं। खबरें हैं कि इमरान खान सेना का समर्थन खो चुके हैं। लेकिन दिखावा के तौर पर सेना ने अभी अपने को तटस्थ रखा है। कागजी तौर पर देखें तो इमरान खान के पास संसद में 176 वोट हैं जो कि एक मामूली बहुमत है। इन 176 सांसदों में से 155 सांसद तो उनकी अपनी पार्टी के हैं, लेकिन इनमें से भी कई सांसद दल बदल चुके हैं। इमरान खान की सरकार को छह छोटी-छोटी पार्टियों के 23 सांसदों का भी समर्थन मिला हुआ है।

अब इस बड़ी चुनौती से निपटने के लिए इमरान खान इन दिनों देश भर में बड़ी-बड़ी रैलियां कर रहे हैं। इन रैलियों में इमरान अपने समर्थकों से यह अपील कर रहे हैं कि वे 27 मार्च को संसद के बाहर होनेवाली रैली में बड़ी संख्या में शामिल हों। इसके जवाब में विपक्ष ने भी 25 मार्च को इस्लामाबाद में मार्च निकालने और धरना देने का ऐलान किया है। इमरान खान मुख्य विपक्षी दलों के गुट पाकिस्तान डेमोक्रेटिक मूवमेंट (पीडीएम) का मुकाबला करने के लिए जनता का मूड अपनी ओर करने की कोशिश कर रहे हैं।

इमरान खान ने अपनी रैलियों में नवाज शरीफ को गीदड़ और भगोड़ा बताया, साथ ही वे सभी विपक्षी नेताओं को भ्रष्ट और देशद्रोही बता रहे हैं। इमरान खान ने कहा, ‘भगोड़ा और उसकी बेटी सेना के बारे में गलत बातें कहते हैं और शहबाज तो हर किसी की बूट पॉलिश में लगा रहता है।’ उधर इन आरोपों का जवाब नवाज शरीफ की बेटी मरियम अपनी रैलियों में देती हैं। मरियम कहती हैं कि इमरान खान नियाजी का ‘खेल खत्म हो चुका है’, उनकी सरकार नाकाम साबित हुई है।

लेकिन मजे की बात यह है कि जब सरकार जाने वाली है उस वक्त इमरान खान मोदी के मुरीद बन गए हैं। रविवार को अपने खैबर पख्तूनख्वा के मालाकंद इलाके में एक जनसभा को संबोधित करते हुए इमरान ने जो बात कही, उसने बरबस भारतीयों का ध्यान आकर्षित कर लिया। इमरान ने अपने भारत के प्रधानमंत्री नरेंद्र मोदी की विदेश नीति की तारीफ की।

उन्होंने कहा, ‘मैं अपने पड़ोसी मुल्क हिंदुस्तान की विदेश नीति के लिए उसकी तारीफ करना चाहूंगा। भारत की विदेश नीति आजाद है और इसका एकमात्र उद्देश्य अपनी अवाम की भलाई करना है। हालांकि भारत ने अमेरिका के साथ गठबंधन किया है, और क्वाड ग्रुप का भी हिस्सा है, फिर भी भारत रूस-यूक्रेन युद्ध के मुद्दे पर तटस्थ है। पाकिस्तान के वजीरे आजम ने कहा कि इस वक्त जब दुनिया के ताक़तवर पश्चिमी मुल्कों ने रूस पर तमाम आर्थिक पाबंदियां लगा रखी हैं, उसके बावजूद भारत रूस से सस्ता तेल ख़रीदने जा रहा है। यह भारत की आजाद विदेश नीति का नतीजा है।

सोमवार को भारत के विदेश सचिव हर्षवर्धन श्रृंगला ने इमरान खान की टिप्पणी पर प्रतिक्रिया दी। उन्होंने कहा-‘भारत की विदेश नीति की बहुत से मुल्कों ने तारीफ की है और ये सब रिकार्ड पर है। ये कहना गलत होगा कि केवल एक नेता ने भारत की विदेश नीति की तारीफ की है।’

एक वक्त था, जब इमरान खान अंतरराष्ट्रीय मंचों पर नरेंद्र मोदी को हिटलर और नाजी नेता बता रहे थे और अब उनकी विदेश नीति की तारीफ कर रहे हैं, और वो भी ऐसे वक्त जब उनकी सरकार गिरने के कगार पर है। रूस-यूक्रेन युद्ध के दौरान प्रधानमंत्री मोदी ने तटस्थ विदेश नीति अपनाई और भारत के हित को सर्वोपरि रखा। मोदी की विदेश नीति को बताने के लिए इतना ही काफी है। नरेंद्र मोदी अमेरिका और पश्चिमी देशों के दबाव में नहीं आए।

यूक्रेन जंग के समय भारत ने अपनी नीति को काफी सन्तुलित रखा। भारत ने न तो रूस का खुलकर विरोध किया और न ही खुले तौर पर रूसी हमले का समर्थन किया। इसी तरह, भारत ने सार्वजनिक रूप से पश्चिम द्वारा उठाए गए कदमों का भी विरोध नहीं किया। भारत ने रूस और यूक्रेन दोनों से लड़ाई खत्म करने और बातचीत की टेबल पर आने की अपील की। एक ग्लोबल लीडर के रूप में नरेंद्र मोदी की छवि अब चमक गई है, जिसे इमरान खान जैसे मोदी के प्रखर विरोधी भी नजरअंदाज नहीं कर सकते थे।

सार्वजनिक मंच पर हजारों लोगों की भीड़ के सामने अपने प्रधानमंत्री के मुंह से भारत की विदेश नीति की तारीफ सुनकर पाकिस्तान की अवाम और वहां के नेता हैरान हैं।

मैंने पिछले कुछ समय से देखा है कि जब से इमरान खान प्रधानमंत्री बने हैं, उन्होंने नरेन्द्र मोदी को कॉपी करने की हरसंभव कोशिश की। मोदी के नक्शे कदम पर चल कर इमरान ने पाकिस्तान में भी स्वच्छता अभियान चलाया, फिर भ्रष्टाचार के खिलाफ जंग शुरू की। फिजूलखर्ची से बचने के लिए मंत्रियों को रैगुलर फ्लाइट से सफर करने को कहा और इसके बाद वज़ीरे आज़म को मिले तमाम कीमती तोहफों की उसी तरह नीलामी की, जिस तरह 2014 में मोदी ने किया था। लेकिन इमरान खान मोदी के काम और उनकी योजनाओं की नकल करके भी मोदी जैसे लोकप्रिय नहीं हो पाए।

ऐसा भी नहीं है कि इमरान ख़ान दिल से मोदी की तारीफ कर रहे हैं। हकीकत यह है कि मोदी की विदेश नीति की तारीफ इमरान खान ने मजबूरी में की है। उनके देश की आर्थिक हालत बहुत ख़राब है और इमरान की कुर्सी खतरे में है। पाकिस्तान पिछले कुछ सालों से चीन के पीछे खड़ा है। अमेरिका से मदद पाने के लिए वह कुछ भी करने को तैयार है। जब अमेरिका से बात नहीं बनी तो इमरान रूस का चक्कर भी लगा आए। रूस के राष्ट्रपति पुतिन से भी मिले लेकिन कोई फायदा नहीं हुआ। जिस वक्त इमरान पुतिन से मिलने रूस पहुंचे थे उसी वक्त रूस ने यूक्रेन पर हमला कर दिया था। इमरान को खाली हाथ लौटना पड़ा।

वहीं हमारे प्रधानमंत्री नरेन्द्र मोदी न किसी के दबाव में आए और न किसी की मिन्नतें कीं। यहां तक कि अमेरिकी प्रतिबंधों के बावजूद रूस से S-400 मिसाइलें खरीदीं। मोदी ने उन देशों के साथ भी बेहतर संबंध कायम किए जो कभी पाकिस्तान के करीबी हुआ करते थे। सऊदी अरब, संयुक्त अरब अमीरात, बहरीन, ओमान, जॉर्डन, ये सारे मुल्क आज भारत के करीब हैं। सऊदी अरब ने पाकिस्तान को क़र्ज़ देना बंद कर दिया है। संयुक्त अरब अमीरात अब पाकिस्तान के कहने पर कश्मीर का मुद्दा नहीं उठाता है।

भारत के प्रति बहुत से इस्लामिक देशों का दृष्टिकोण अब बदल चुका है। हालात यह है कि अब पाकिस्तान के विपक्ष के नेता भी यह कह रहे हैं कि इमरान ख़ान मोदी की नजीर न दें। पहले ये बताएं कि उन्होंने खुद पाकिस्तान का क्या हश्र कर दिया कि अब दुनिया पाकिस्तान पर हंस रही है।

इमरान खान को इस बात का अहसास हो गया है कि उनकी कियादत के खिलाफ बगावत हो चुकी है और अब सरकार बचाना मुश्किल है। इमरान कभी फौज से मदद मांगते हैं तो कभी बगावत करने वाले सांसदों को डराने की कोशिश करते हैं, कभी अदालत से उम्मीद करते हैं कि वह दलबदल करने वालों से संसद में वोट देने का हक छीन ले। लेकिन पाकिस्तान मामलों के जानकार कहते हैं कि पाकिस्तान में फौज ने अगर एक बार फैसला कर लिया कि वजीरे आजम को हटाना है तो फिर उन्हें कोई नहीं बचा सकता।

पाकिस्तान 75 साल पहले आजाद हुआ था लेकिन वहां एक भी निर्वाचित प्रधानमंत्री पांच साल का कार्यकाल पूरा नहीं कर सका। पाकिस्तान में सरकार फौज के जनरल बनाते हैं औऱ जब चाहें हटा देते हैं। इमरान इस बात की भी शिकायत नहीं कर सकते क्योंकि वह भी फौज की मदद से वजीरे आजम बने थे। अब जनरल बाजवा नाराज हैं इसलिए इमरान का बचना नामुमकिन है। अब सिर्फ चर्चा इस बात को लेकर है कि क्या फौज एक और कठपुतली सरकार बनाएगी या फिर जनरल बाजवा सीधे सरकार का कंट्रोल अपने हाथ में लेंगे।
