हेमंत सोरेन गिरफ्तार हुए तो सीएम कौन बनेगा ?
बिहार के बाद अब झारखंड में बदलाव की बयार है. 40 घंटे तक गायब रहने के बाद झारखंड के मुख्यमंत्री हेमंत सोरेन मंगलवार को सबके सामने आए. दिल्ली से अन्तर्ध्यान हुए थे, रांची में प्रकट हो गए. ED की टीम दिल्ली के घर में खड़ी गाड़ी की तलाशी लेती रही और हेमंत सोरेन दूसरी गाड़ी में बैठकर हंसते-मुस्कुराते रांची में अपने घर में घुसे. लोगों ने पूछा, कहां थे, तो जवाब दिया, आपके दिल में थे. इसके बाद हेमंत सोरेन ने सरकार में शामिल सभी पार्टियों के विधायकों को घर पर बुलाया, बात हुई, बैठक में उनकी पत्नी कल्पना सोरेन भी मौजूद थीं. इसलिए चर्चा शुरू हो गई कि हेमंत सोरेन गिरफ्तारी के डर से कुर्सी छोंडे़ंगे और कल्पना सोरेन को मुख्यमंत्री बनाएंगे. शाम को फिर सभी विधायकों की मीटिंग हुई, जिसमें मंत सोरेन के पक्ष में एक समर्थन प्रस्ताव पास हुआ. बुधवार को हेमंत सोरेन से मुख्यमंत्री निवास पर ईडी के अधिकारियों ने पूछताछ की. चूंकि झारखंड में तेजी से घटनाक्रम हो रहे थे, तो राज्यपाल सी. पी. राधाकृष्णन ने मुख्य सचिव, गृह सचिव, पुलिस महानिदेशक को तलब किया. मुख्यमंत्री आवास और राजभवन के सौ मीटर के दायरे में दफा 144 लागू कर दी गई.ईडी दफ्तर के बाहर केन्द्रीय सुरक्षा बल तैनात कर दिए गए. प्रधानमंत्री नरेन्द्र मोदी 3 फरवरी को रांची पहुंचने वाले थे, रात में राजभवन में रुक कर अगले दिन धनबाद और फिर बिहार के बेतिया में रैली होनी थी, लेकिन ये दौरा रद्द कर दिया गया. चूंकि एक साथ इतने राजनीतिक घटनाक्रम हुए और सबको जोड़कर देखा जाए तो समझ में आता है कि कुछ तो होने वाला है. इसीलिए हेमंत सोरेन फ्यूचर प्लानिंग में लगे हैं. चूंकि हेमंत सोरेन 40 घंटे तक गायब रहे, इसलिए बहुत सारे सवाल पैदा हुए. सबसे बड़ा सवाल तो ये है कि अगर हेमंत सोरेन को गिरफ्तारी का डर था तो वो रांची से दिल्ली आए क्यों? अगर आए थे, तो भागे क्यों? भागे, तो छुपकर क्यों भागे? उनका चार्टर्ड प्लेन दिल्ली एयरपोर्ट पर खड़ा रहा, तो वो रांची पहुंचे कैसे? अगर हेमंत सोरेन कल्पना सोरेन को सीएम बनाना चाहते हैं. तो पहले भी बना सकते थे. क्या वो किसी डील का इंतजार कर रहे थे, जो नहीं बनी? या फिर उनके परिवार में इसको लेकर फूट है? ऐसे मौके पर हेमंत सोरेन के विधायक भाई बसंत सोरेन खामोश क्यों हैं? और उनकी विधायक भाभी सीता सोरेन दिल्ली में क्यों हैं? वो रांची क्यों नहीं गईं? क्या JMM के कुछ विधायक बीजेपी के टच में हैं? क्या बीजेपी ने तुरूप का इक्का छुपा रखा है? क्या झारखंड में भी बिहार की तरह कोई खेल हो सकता है? हकीकत ये है कि हेमंत सोरेन को समझ में आ गया है कि उनकी गिरफ्तारी तय है. उनके पास ED के सवालों के जबाव नहीं हैं. वो पूरी प्लानिंग के साथ ED से बच रहे थे. वह अपनी रणनीति को अमली जामा पहनाने की कोशिश कर रहे थे. गिरफ्तारी के डर से झारखंड से बाहर नहीं जा रहे थे. लेकिन अचानक दिल्ली पहुंचे, इसलिए हलचल हुई. पता ये लगा है कि हेमंत सोरेन गिरफ्तारी से बचने के लिए अपनी आखिरी कोशिश के तहत बीजेपी के बड़े नेताओं से मुलाकात करने दिल्ली आए थे. उन्हें लग रहा था कि अगर वो पाला बदल लें, बीजेपी के साथ चले जाएं, तो शायद जेल जाने से बच सकते हैं. लेकिन दिल्ली में बीजेपी के नेताओं ने मुलाकात तो क्या, बात करने से इंकार कर दिया. इसके बाद हेमंत सोरेन समझ गए कि दिल्ली में घर लौटे तो ED दबोच लेगी. इसीलिए वो घर लौटने के बजाए चुपके से बिना किसी को बताए रांची निकल गए. लेकिन हैरानी की बात ये है कि एक राज्य का मुख्यमंत्री, जिसे जैड प्लस सिक्युरिटी कवर मिला हो, वह इस तरह निकल जाए, किसी को कानों कान खबर न लगे, सुरक्षाकर्मी खड़े रह जाएं, ये कैसे संभव है? लेकिन हेमंत सोरेन ने ये कर दिखाया और मंगलवार को जिस अंदाज़ में रांची पहुंचे, उससे लगा कि वो दिखा रहे हों कि उनको पकड़ना आसान नहीं हैं. अब हेमंत सोरेन सहयोगी दलों को इस बात के लिए तैयार कर रहे हैं कि अगर उनको गिरफ्तार किया जाता है, तो उनकी पत्नी को मुख्यमंत्री के तौर पर स्वीकार करें. लेकिन ये इतना आसान नहीं होगा क्योंकि इस मामले में गठबंधन तो दूर की बात, परिवार में भी एक राय नहीं हैं. पता ये लगा है कि हेमंत सोरेन के भाई बसंत सोरेन खुद सीएम बनना चाहते हैं. वह दुमका से विधायक हैं. हेमंत सोरेन की भाभी सीता सोरेन भी जामा से विधायक हैं. पार्टी के कुछ विधायक उनके साथ हैं. अगर हेमंत सोरेन ने अपनी पत्नी कल्पना सोरेन का अपनी जगह कुर्सी पर बैठाने की कोशिश की तो ऐसी चर्चा हैं कि बसंत सोरेन ही खेल खराब कर सकते हैं. बीजेपी के साथ मिलकर सरकार बना सकते हैं. इस वक्त झारखंड विधानसभा की तस्वीर कुछ ऐसी है – कुल सीटें 81, सत्ता पक्ष – JMM – 29, कांग्रेस – 17 , आरजेडी – 1, सीपीआई-माले 1. विपक्ष – बीजेपी 26, AJSU 3, एनसीपी(एपी) 1, निर्दलीय 1. अभी पिक्चर बाकी है.
IF SOREN GOES BEHIND BARS,WHO WILL BECOME CM?
Embattled Jharkhand chief minister Hemant Soren appeared before the Enforcement Directorate officials on Wednesday in Ranchi for questioning in money laundering case. At the same time, he filed a complaint against ED officials under Prevention of SC/ST Atrocities Act, alleging that he was being subjected to “mental, psychological and emotional harm” by instituting “false, malicious and vexatious criminal proceedings” against him and his family members through “fabricated evidence”. Hemant Soren had resurfaced on Tuesday morning after remaining incommunicado for more than 40 hours. He and his wife Kalpana attended meetings of party legislators to chalk out a plan to counter any political fallout in case the chief minister was arrested under Prevention of Money Laundering Act. MLAs belonging to his party Jharkhand Mukti Morcha and allies RJD and Congress, signed a resolution extending full support to the chief minister. Prohibitory orders under Section 144 have been clamped near the chief minister’s residence, where Soren is being questioned by ED officials. Hemant Soren has realized that he can be arrested by ED, because, simply put, he has no valid replies to questions being posed by ED officials. He had not been going outside Jharkhand to avoid arrest, but when he reached Delhi in a chartered plane on Monday, there were speculations that he came to the national capital to strike a “deal” with BJP leaders. He was expecting to cross over to the BJP camp to save himself from going to jail. In Delhi, top BJP leadership refused to grant him an audience and Soren realized that if he returned to his Delhi residence, he would be arrested by ED. Instead of returning to his official residence, Soren secretly left for Ranchi. The most surprising part of this “lost and found” episode is how the chief minister of a state, having Z-plus security, slipped out of the national capital, keeping others in the dark. How can it be possible that his security officials stood idle when the chief minister gave them the slip? Hemant Soren did it and his dramatic resurfacing in Ranchi shows that he wants to convey that it would not be easy to arrest him. Hemant Soren is trying to convince his allies to accept his wife Kalpana Soren as chief minister, in case he is arrested. This, however, will not be easy. Already, there are rumblings in the Soren family over making Kalpana Soren the chief minister. Reports say, Hemant Soren’s brother Basant Soren is aspiring to become the CM. He is the MLA from Dumka. Hemant Soren’s ‘bhabhi’ (sister-in-law) Sita Soren is the MLA from Jama constituency. Some party MLAs are also siding with his brother and sister-in-law. If Hemant Soren tries to install his wife Kalpana as CM, his brother Basant may spoil the game, and cross over to form a government with BJP support. In the present Jharkhand assembly, JMM has 29 MLAs, and its allies Congress has 17, RJD and CPI-ML have one MLA each. In the opposition, BJP has 26 MLAs, AJSU has 3, NCP(AP) has one and there is one independent MLA. The jury is still out on who will become the next CM of Jharhand.
एक्शन में ईडी : विपक्षी गठबंधन छिन्न-भिन्न
देश से कई राज्यों में इस वक्त प्रवर्तन निदेशालय (एनफोर्समेंट डायरेक्टोरेट) ज़बरदस्त एक्शन में है. दिल्ली में हेमंत सोरेन के घर में सोमवार को दिनभर ED की टीम उनका इंतजार करती रही. हेमंत सोरेन एक चार्टर्ड विमान में दिल्ली आए थे और उन्हें शाम को उसी विमान से रांची लौटना था. लेकिन मुख्यमंत्री रहस्यपूर्ण तरीके से गायब हो गए. वह न रांची में थे, न दिल्ली में मिले. मुख्यमंत्री के कार्यालय से ईमेल करके ED को बताया गया कि मुख्यमंत्री 31 जनवरी को रांची में पूछताछ के लिए पेश होंगे. लेकिन मंगलवार को रांची में हेमंत सोरेन अचानक नज़र आए, और उन्होने अपने विधायकों के साथ बैठक की, जिसमें उनकी पत्नी कल्पना सोरेन और भाई बसन्त सोरेन मौजूद थे. उधर सोमवार को लालू यादव पटना में ED के दफ्तर पहुंचे. उनसे नौकरी के बदले ज़मीन घोटाले को लेकर तकरीबन 10 घंटे तक पूछताछ हुई. पूछताछ के समय लालू यादव को अन्दर भोजन और दवाएं भिजवाई गई, क्य़ोंकि गुर्दा प्रत्यारोपण के बाद से उनका स्वास्थ्य़ अभी अच्छा नहीं चल रहा है.इधर दिल्ली में हरियाणा के पूर्व मुख्यमंत्री भूपेन्द्र सिंह हुड्ड़ा से मानेसर ज़मीन सौदे को लेकर पूछताछ हुई. मुंबई में उद्धव ठाकरे की शिव सेना के विधायक और पूर्व मंत्री रविन्द्र वायकर से जमीन घोटाले में पूछताछ हुई. पंजाब में बीजेपी के पूर्व विधायक अरविन्द खन्ना को मनी लॉन्ड्रिंग के केस में ED ने पूछताछ का समन भेजा है लेकिन सबसे ज्यादा चर्चा रही हेमंत सोरेन के गायब होने की और लालू यादव के पेश होने की. हेमंत सोरेन की पार्टी ने इल्जाम लगाया है कि ED उन जमीनों के बारे में आरोप लगा रही है, सवाल पूछ रही है, जो जमीनें सरकारी हैं, बिक ही नहीं सकती. इसके अलावा जिस घर के बारे में सवाल पूछे जा रहे हैं, वह हेमंत सोरेन की पत्नी के नाम हैं, जिसका पूरा ब्यौरा सार्वजनिक तौर पर उपलब्ध है, इसलिए ED का एक्शन राजनीति से प्रेरित है, विरोधी दलों के नेताओं को परेशान करने की कोशिश की जा रही है. लालू से पूछताछ पर भी उनकी बेटी मीसा भारती ने यही इल्जाम लगाया. कहा, ये सब बीजेपी की साजिश है. विपक्ष के नेता चुनाव प्रचार न कर पाएं, इसलिए ED के जरिए उन्हें व्यस्त रखने की कोशिश की जा रही है. लालू की दूसरी बेटी रोहिणी आचार्य ने कहा कि उनके पिता की तबियत ठीक नहीं है, अगर उन्हें कुछ होता है, तो उनसे बुरा कोई नहीं होगा. कुल मिलाकर ED के एक्शन से विरोधी दलों के नेताओं में, पार्टियों में खलबली है, लेकिन सबसे हैरान करने वाला रवैया तो हेमंत सोरेन का रहा. ED की टीम हेमंत सोरेन को कुल दस समन भेज चुकी है. वो आठवें समन के बाद पूछताछ के लिए राजी हुए थे. ED की टीम ने रांची में उनके घर जाकर पूछताछ की थी. इसके बाद फिर 27 जनवरी को पेश होने को कहा था. हेमंत सोरेन पेश नहीं हुए तो दसवां समन भेजा गया. 29 से 31 तारीख के बीच पेश होने को कहा गया. ED ने साथ ही ये भी कहा था कि अगर हेमंत सोरेन नहीं पहुंचे तो ED की टीम खुद उनसे पूछताछ करने आएगी. हेमंत सोरेन जानते हैं कि इस बार ED की टीम 31 जनवरी का इंतजार नहीं करेगी. इसलिए वो दिल्ली आए और गायब हो गए. ED की टीम घरों की तलाशी लेती रही लेकिन हेमंत सोरेन नहीं मिले. हेमंत सोरेन को समझ में आ गया है कि उनकी गिरफ्तारी हो सकती है और केस ऐसा है कि अगर वो गिरफ्तार हुए तो जमानत नहीं मिलेगी और सरकार भी जाएगी. इसीलिए हेमंत सोरेन अचानक गायब हो गए. हालांकि ये तो सिर्फ एक मामला है. हेमंत सोरेन के खिलाफ और भी कई मामलों में जांच हो रही है. उनकी 82 संपत्तियों के बारे में लोकायुकत ने हेमंत सोरेन से जबाव मांगा है. चूंकि हेमंत सोरेन अब तक इस मामले में जबाव देने से बच रहे हैं, इसलिए लोकायुक्त ने उन्हें 15 दिन की मोहलत दी है और साफ साफ कह दिया कि ये आखिरी मौका है. अगर 15 दिन में जबाव नहीं दिया तो लोकायुक्त उनके खिलाफ एक्शन लेगा. .हेमंत सोरेन की पार्टी के लोग कहेंगे कि ये सब चुनाव को देखते हुए हो रहा है. उन्हें परेशान करने की कोशिश की जा रही है लेकिन ये सब कहने से काम नहीं चलेगा, जबाव देना पड़ेगा, हेमंत सोरेन को इस मामले में लालू यादव से सीखना चाहिए. लालू को ED ने बुलाया और लालू पहुंच गए. जमीन के बदले नौकरी घोटाले के केस में लालू यादव सुबह ग्यारह बजे ED के दफ्तर पहुंच गए और तकरीबन 10 घंटे बाद रात को बाहर निकले. ये केस उस वक्त का है जब लालू यादव रेल मंत्री थे. इल्जाम ये है कि लालू के कार्यकाल में रेलवे में चौथी श्रेणी की नियुक्तियों के बदले रिश्वत में उम्मीदवारों की जमीनें लालू यादव और उनके परिवार के नाम की गई थी. इस केस में लालू के अलावा राबड़ी देवी, मीसा भारती और तेजस्वी यादव भी आरोपी हैं. तेजस्वी से मंगलवार को पूछताछ हुई, उसके बाद राबड़ी देवी और उनकी बेटियों से पूछताछ होगी. ये सही है कि लालू यादव की सेहत साथ नहीं दे रही है, वो लंबे वक्त से बीमार हैं, इसलिए लोगों की सहानुभूति लालू यादव के साथ हैं. लेकिन जांच एजेंसियों की अपनी मजबूरी है. अदालत में चार्जशीट फाइल हो चुकी है और अगर केस को मजबूत बनाना है, अंजाम तक पहुंचाना है, तो पूछताछ करनी पड़ेगी. लेकिन मुझे लगता है कि अगर लालू से पूछताछ उनके घर पर हो सकती है या बार बार बुलाने के बजाए उनसे एक बार में पूछताछ खत्म हो सकती है, तो ये बेहतर रहेगा. लालू यादव ने अब तक जांच में सहयोग किया है, बार बार अदालत में पेश हुए हैं. ED ने जब भी बुलाया, वो गए हैं, इसे ध्यान में रखना चाहिए, लेकिन एक तरफ लालू से पूछताछ हो रही है और दूसरी तरफ बिहार में नीतीश बाबू की नई सरकार ने काम करना शुरू कर दिया है. पटना में लगे पोस्टर्स बदल गए. मुख्यमंत्री आवास के सामने तेजस्वी और नीतीश कुमार की तस्वीरें वाले जो पोस्टर्स बैनर्स लगे थे, उन पर तेजस्वी के फोटो को अख़बार चिपका कर छुपाया गया. कई जगहों पर प्रधानमंत्री नरेन्द्र मोदी के साथ नीतीश कुमार के पोस्टर लगा दिए गए. स्पीकर अवध बिहारी चौधरी RJD के विधायक हैं, लालू के करीबी हैं, इसलिए सबसे पहला काम अवध बिहारी की जगह किसी और को स्पीकर बनाने का होगा. बीजेपी की तरफ से स्पीकर के खिलाफ अविश्वास प्रस्ताव का नोटिस दे दिया गया है. बिहार में नीतीश कुमार ने जो किय़ा, उसके कारण विरोधी दलों के नेता इस जख्म के दर्द से अभी भी कराह रहे हैं. चूंकि सोमवार को ही राहुल गांधी की न्याय यात्रा बिहार पहुंची, इसलिए कांग्रेस के नेताओं के मन में टीस ज्यादा गहरी है. रविवार से मैं राजनीति के बड़े बड़े महारथियों के बयान देख रहा हूं। नीतीश कुमार ने सबको चक्कर में डाल दिया है. शरद पवार, मल्लिकार्जुन खरगे, लालू यादव सब अपने आपको सियासत की दुनिया का चतुर, चालाक खिलाड़ी मानते हैं. पर नीतीश बाबू ने ऐसी पलटी मारी कि सबको चारों खाने चित कर दिया. लालू तो आखिरी दिन तक नीतीश को फोन करते रहे, उन्हें भनक भी नहीं लगी कि कब नीतीश ने उनके बेटे के नीचे से कुर्सी खींच ली. बीजेपी के नेता सम्राट चौधरी भी चकरा गए कि नीतीश कुमार कब और कैसे उनके नेता बन गए. शरद पवार तो नीतीश को इंडी एलायन्स का संयोजक बनाने की मुहिम में लगे थे पर नीतीश कुमार ने पूरे के पूरे एलायन्स को ही छिन्न-भिन्न कर दिया. नीतीश कुमार क्या चमत्कार करने वाले हैं, इसकी सही जानकारी सिर्फ पटना के रिपोर्टर्स को थी. मैं इन पत्रकारों की प्रसंशा करूंगा जिन्होंने उड़ती चिड़िया के पंख गिन लिए. मीडिया के सिपाही सही साबित हुए और राजनीति के महारथी ताकते रह गए. अब इन लोगों को ये कहना बंद कर देना चाहिए कि टीवी चैनल्स इधर उधर की खबरें दिखाते हैं. ललन सिंह से लेकर नीतीश कुमार तक हर मसले पर बिहार के रिपोर्ट्स की एक-एक खबर सही साबित हुई.
ED IN ACTION : OPPOSITION BLOC IN TATTERS
The Enforcement Directorate is in the thick of action in several states, Jharkhand, Bihar, Haryana and Maharashtra. On Monday, ED staff waited the whole day for Jharkhand chief minister Hemant Soren after he mysteriously “disappeared”. He resurfaced on Tuesday morning in Ranchi to attend a meeting of his MLAs at his official residence. The meeting was attended by his wife Kalpana Soren and brother Basant Soren amid speculations that there could be a change of leadership in the state. The chief minister’s office in an email to ED on Monday communicated that Hemant Soren could be questioned on Wednesday. There are speculations that Soren could be arrested in land purchase and money laundering scams and this could trigger a change of leadership. There was also action in Patna, where RJD supremo Lalu Prasad Yadav was questioned at the ED office for nearly 10 hours on Monday, and his son Tejashwi Yadav was also questioned on Tuesday in the land-for-jobs scam. In Delhi, former Haryana chief minister Bhupinder Singh Hooda was questioned by ED in the Manesar land deal case, while in Mumbai, Shiv Sena (UBT) MLA and former minister Ravindra Waikar was questioned in a land scam. In Punjab, ED has summoned former BJP MLA Arvind Khanna in a money laundering case. Hemant Soren’s disappearance hogged news headlines because he had come in a chartered plane to Delhi and was supposed to return to Ranchi by the same aircraft on Monday. But the chief minister suddenly “disappeared”. Soren’s party JMM alleged that ED is questioning their leader over land parcels owned by government, which cannot be sold. ED also wants to question about a property owned by Kalpana Soren, but the party says details of this property are publicly available. In Patna, RJD chief Lalu Yadav’s daughter Misa Bharati alleged that ED action was “part of a BJP conspiracy to prevent opposition leaders from campaigning in election”. Lalu’s daughter Rohini Acharya warned that if her father’s health deteriorated, ED would be held responsible. In Jharkhand, Hemant Soren fears he can be arrested anytime and he may not get bail soon. Fearing that his government may collapse, he went underground and convened a meeting of his MLAs in Ranchi on Tuesday. Already the Lokayukta has sought details about 82 properties belonging to Hemant Soren. The chief minister has been given 15 days’ time to provide all details. Soren cannot prolong the issue by seeking more time, and he may have to go to jail if he fails to come forward with authentic details. Soren should learn from Lalu Prasad Yadav, who, despite his poor health, faced marathon interrogation at the ED office for nearly 10 hours on Monday. He was provided home food and medicines during interrogation at the Patna ED office. A huge crowd of RJD supporters waited outside the ED office till late Monday night when Lalu came out and returned home. The land-for-jobs scam relates to the period from 2004 to 2009, when Lalu Yadav was the Railway Minister. The charge was that land parcels belonging to families of candidates, were transferred in the names of Lalu Yadav’s family members, and in return, the candidates were given Railway jobs in Class 4 category. After Lalu Yadav, Tejashwi Yadav appeared before ED on Tuesday for questioning, and later Rabri Devi and her daughters may also be summoned for questioning. Lalu Yadav has been ailing since a long time after his kidney transplant, and people in Bihar have sympathy for him. But investigation agencies have their own compulsions. Since chargesheets have been filed in court, those who are accused need to be questioned in order to prepare a water-tight case which can reach a logical conclusion. Personally, I feel, Lalu Yadav should have been questioned at his residence, given his ailing health. He should be questioned once, instead of being summoned again and again. Till now, Lalu Yadav has cooperated in the probe, he has appeared before courts, and has also offered himself for questioning by ED after getting summons. Lok Sabha elections are round the corner and already Bihar has witnessed a big political change with Nitish Kumar joining the BJP camp. Posters of Nitish Kumar with Prime Minister Narendra Modi have started appearing in Patna and other cities. The assembly speaker Awadh Bihari Chaudhary, who belongs to RJD, has been given a no-confidence motion notice by the BJP-JDU alliance. The opposition INDIA bloc is now floundering after Nitish Kumar’s exit. I have seen some of the remarks of several top opposition leaders after Nitish crossed over to BJP camp. They appeared to have been completely flummoxed by Nitish Kumar’s latest move. Leaders like Sharad Pawar, Mallikarjun Kharge, Lalu Yadav and others, who used to pride themselves as clever politicians on national scene, have been floored by what Nitish Kumar did on Sunday. Old political warhorse Lalu Yadav tried to ring up Nitish Kumar till the last moment, but the latter did not take his phone call. Lalu Yadav had no prior info about Nitish trying to pull the rug from under his son Tejashwi’s feet. NITISH HAMMERS THE LAST NAIL IN THE COFFIN OF ‘INDI ALLIANCE’
All eyes are now on Bihar chief minister Nitish Kumar and his rejoining NDA seems to be a foregone conclusion. Nitish Kumar has proved that the promises, statements and vows of leaders in Bihar do not matter. What is now happening in Bihar politics has nothing to do with the welfare of the people of the state. It is just a power game. A bid to retain the throne, a political bargain. Nearly one and a half years ago, when Lalu Prasad Yadav extended support and made Nitish the chief minister of the hurriedly formed JDU-RJD coalition government, it was also part of a political deal. The deal at that time was clear: Nitish Kumar will move on to Delhi before the Lok Sabha polls, he would be made the convenor of INDI alliance, he will be projected as the face of PM candidate, and Lalu’s worthy son Tejashwi will be enthroned as the CM. Nitish then knew that this was not going to happen. In Hindi, there is an apt proverb: “Na Nau Man Tel Hoga, Na Radhika Nachegi”. He knew, nobody was going to make him the PM, nor will he have to vacate his CM seat. But nobody could stop the ailing, septuagenarian RJD supremo Lalu Yadav from making his son Tejashwi as CM with lightning speed. Nobody could stem Lalu’s eagerness. Pressures began to build up on Nitish. He was repeatedly asked to move to Delhi and vacate the CM seat. He was promised that he would be made the convenor of opposition bloc later. When Nitish refused, he was threatened that his MLAs would be weaned away with the help of his associate Lallan Singh. But Nitish Kumar is a master strategist in Bihar politics. He knew, Lok Sabha election was at hand, and if BJP wanted to make a clean sweep of all 40 LS seats in Bihar, it would need his help. BJP did not want to take risk. Nitish’s game plan suited BJP fine. The deal was struck. One point to note is that all the three big players in this game – Amit Shah, Lalu Yadav and Nitish Kumar – do not like each other at all, nor can they rely on one another. All these three top leaders have spoken time and again that they would rather perish (‘mitti mein mil jayenge’) rather than join hands. But politics is a cruel world. It forces one to change according to the necessities of time. But let me tell you: the change that will take place in Bihar will reverberate across India this time. Rahul Gandhi’s dreams will face the biggest attack. INDI alliance will cease to have any meaning. Rahul Gandhi’s hopes were based on the assumption that all the constituent parties would jointly fight. His calculation was to garner at least 60 per cent of votes across India to score a big win over BJP. People used to ask whether the opposition parties will be able to stop Narendra Modi in his tracks even if all of them joined hands. The entire deck of cards is now changed. Mamata did not lend support when Rahul’s Yatra entered West Bengal. Nitish deceived him even before his Yatra was to enter Bihar. Kejriwal has already dashed his hopes in Punjab, and now the last nail in the coffin of INDI alliance will be hammered by Nitish Kumar on Monday. ‘Na Rahega Baans, Na Bajegi Bansuri’ (literal translation: You can’t blow the flute, if there is no bamboo ).
नीतीश INDI गठबंधन के ताबूत में आखिरी कील ठोंकेंगे
बिहार में बदलाव होगा, नीतीश कुमार पाला बदलेंगे, मुख्यमंत्री वही रहेंगे, लेकिन मंत्री बदल जाएंगे. चेहरा वही होगा, लेकिन चोला बदल जाएगा. अब लालटेन की बजाए LED लाइट जलेगी. क्योंकि नीतीश ने जेडीयू के तीर से लालू की लालटेन का कांच तोड़ने का फैसला कर लिया है. हालांकि अभी इसका औपचारिक ऐलान नहीं हुआ है कि नीतीश, आरजेडी साथ छोड़कर फिर बीजेपी के पाले में जाएंगे लेकिन बिहार से लेकर दिल्ली तक जो हो रहा है, जो दिखाई दे रहा है, जो सुनाई दे रहा है, उससे बिल्कुल साफ है कि फैसला हो चुका है, डील हो चुकी है. अब सिर्फ ऐलान होना बाकी है. नीतीश कुमार ने साबित कर दिया है कि बिहार में नेताओं की कसमों का, उनके वादों का, उनके बयानों का कोई मतलब नहीं होता. बिहार की राजनीति में जो हो रहा है, इसका बिहार की जनता के कल्याण से भी कोई लेना देना नहीं है. ये सिर्फ सत्ता में बने रहने का खेल है, कुर्सी पर बैठे रहने के लिए जोड़-तोड़ है, मोलभाव है. डेढ़ साल पहले जब लालू यादव ने नीतीश कुमार को समर्थन दिया, उन्हें मुख्यमंत्री बनाया तो भी खेल सत्ता में हिस्सेदारी का ही था , डील साफ थी. लोकसभा चुनाव से पहले नीतीश को दिल्ली भेजा जाएगा. INDI एलायन्स का संयोजक बनाया जाएगा, प्रधानमंत्री पद का चेहरा बनाया जाएगा और जब नीतीश कुमार दिल्ली जाएंगे, तो उनकी कुर्सी पर लालू जी के सुपुत्र तेजस्वी को बैठाया जाएगा . नीतीश जानते थे कि “न नौ मन तेल होगा, न राधा नाचेगी”. न उन्हें कोई पीएम फेस बनाएगा और न गद्दी छोड़नी पड़ेगी लेकिन बेटे को जल्दी से CM बनाने की लालू की तड़प का कोई क्या कर सकता था? नीतीश पर दबाव बढने लगा -दिल्ली जाओ, कुर्सी छोड़ो, संयोजक बाद में बनवा देंगे. जब नीतीश नहीं माने, तो ललन सिंह के जरिए जेडीयू के MLAs को तोड़कर उन्हें पैदल करने की धमकी दी गई. ऐसे मामलों में नीतीश सबके बाप हैं. वो जानते थे कि लोकसभा चुनाव सामने है, बीजेपी को बिहार में स्वीप करना है तो नीतीश की ज़रूरत होगी, चालीस सीटें हैं. बीजेपी रिस्क नहीं लेना चाहती. नीतीश का ये खेल बीजेपी को भी सूट करता है, इसलिए डील हो गई . नोट करने की बात ये है कि खेल के तीनों बड़े खिलाड़ी अमित शाह, लालू यादव और नीतीश कुमार, न तो एक दूसरे को पसंद करते हैं, न एक दूसरे पर भरोसा करते है. तीनों जनता से कई बार कह चुके हैं कि मिट्टी में मिल जाएंगे लेकिन इनके उनके साथ नहीं जाएंगे. लेकिन राजनीति बड़ी निष्ठुर होती है. ज़रूरत के हिसाब से बदलने को विवश कर देती है. लेकिन बिहार में जो बदलाव होगा, उसकी गूंज पूरे देश में सुनाई पड़ेगी. सबसे बडा कुठाराघात राहुल गांधी के सपनों पर होगा. INDI एलायन्स का अब कोई मतलब नहीं रह जाएगा. राहुल गांधी की उम्मीद इस बात पर टिकी थी कि सब मिलकर लड़ेंगे , उनकी calculation थी हमारे पास 60 परसेंट वोट हो जाएंगे, हम जीत जाएंगे .लोग भी पूछते थे कि सब इक्कठे हो गए तो क्या वाकई में मोदी को रोक पाएंगे? अब बाजी पलट गई. राहुल की यात्रा बंगाल पहुंची तो ममता ने साथ छोड़ दिया और बिहार पहुंचने से पहले ही नीतीश ने गच्चा दे दिया. केजरीवाल पहले ही उम्मीदों पर पानी फेर चुके हैं और इंडी एलायन्स के ताबूत में आखिरी कील नीतीश कुमार कल या परसों ठोंक देंगें. अब न रहेगा बांस, न बजेगी बांसुरी.
बिहार में आंकड़ों का खेल : नीतीश ने फिर कर दिखाया
बिहार में फिर बदलाव की बयार है। कारण फिर से नीतीश कुमार हैं। नीतीश कुमार फिर पाला बदल सकते हैं। लालू को छोड़ मोदी से मिल सकते हैं। पिछले छत्तीस घंटों में इसके कई संकेत मिले। पटना से लेकर दिल्ली तक कई घटनाएं हुई। सब के केन्द्र में नीतीश कुमार हैं। शुक्रवार को पटना में आयोजित गणतंत्र दिवस कार्यक्रम में नीतीश भी मोजूद थे, और डिप्टी सीएम तेजस्वी यादव भी मौजूद थे, लेकिन मुख्यमंत्री के पास रखी कुर्सी पर तेजस्वी नहीं बैठे। वह कुछ दूरी पर अपनी पार्टी के नेता और स्पीकर अवध नारायण चौधरी के साथ बैठे। पूरे कार्यक्रम में मुख्यमंत्री और उपमुख्यमंत्री के बीच कोई बातचीत नहीं हुई। इधर, दिल्ली में खबर आई कि नीतीश बीजेपी के साथ मिल कर सरकार बनाने वाले हैं। नीतीश और राजद के बीच पिछले कई हफ्तों से खटास चल रही थी। नीतीश ने बुधवार को परिवारवाद की आलोचना की, कर्पूरी ठाकुर को भारत रत्न देने के लिए नरेन्द्र मोदी की तारीफ की। गुरुवार को लालू यादव की बेटी रोहिणी आचार्य ने ट्विटर पर बिना नाम लिए नीतीश पर हमला किया, उनकी नीयत पर सवाल उठाए। लालू की बेटी ने ट्विटर पर लिखा – “समाजवादी पुरोधा होने का दावा वही करता है, जिसकी विचारधारा हवाओं की तरह बदलती है। ..खीज जताए क्या होगा, जब हुआ न कोई अपना योग्य, विधि का विधान कौन टाले, जब खुद की नीयत में ही हो खोट”। जब ये ट्वीट वायरल हुए, हंगामा हुआ तो लालू की बेटी ने ट्वीट को डिलीट कर दिया। जेडीयू के नेता के सी त्यागी ने कहा कि बच्चों को बड़ों के मामले में बोलना नहीं चाहिए। नीतीश ने एक दिन पहले कर्पूरी ठाकुर की जन्मशती के कार्यक्रम में परिवारवाद पर हमला करते हुए कहा था कि कर्पूरी जी ने कभी अपने जीते जी अपने परिवार को आगे नहीं बढ़ाया और उन्होंने खुद परिवारवाद को कभी बढ़ावा नहीं दिया, लेकिन आज के नेता परिवार को, बेटे-बेटी को आगे बढाते हैं।
इसी बीच नीतीश कुमार ने राहुल गांधी की न्याय यात्रा के दौरान होने वाली रैली में शामिल होने से इंकार कर दिया। कहा जा रहा है कि वह 4 फरवरी को नरेंद्र मोदी की बेतिया में होने वाली रैली में जा सकते हैं। बुधवार देर रात प्रधानमंत्री नरेन्द्र मोदी, अमित शाह और जे पी नड्डा की तीन घंटे तक बैठक हुई जिसमें बिहार को लेकर रणनीति तय हुई। नीतीश कुमार के लिए दरवाजा खोला जाए या नहीं, इस पर विचार हुआ। पटना में नीतीश कुमार ने अपनी पार्टी के बड़े नेताओं की अचानक मीटिंग बुला ली। राबड़ी देवी के घर पर भी पिछले दो दिनों से आरजेडी के नेताओं की मीटिंग चल रही है। बीजेपी अध्यक्ष जे पी नड्ढा ने केरल का दौरा रद्द कर दिया। गुरुवार रात को दिल्ली में अमित शाह के घर पर बिहार बीजेपी के बड़े नेताओं की बैठक हुई। एक बात बिलकुल स्पष्ट है। नीतीश कुमार को इस बात से फर्क नहीं पड़ता कि वो बीजेपी के साथ जाएं या लालू के साथ रहें। नीतीश को सिर्फ ये देखना है कि उनकी कुर्सी किस तरह बची रहे। लालू कुर्सी छोड़ने के लिए दबाव बना रहे हैं, वह तेजस्वी को मुख्यमंत्री बनाना चाहते हैं और अगर बीजेपी नीतीश को मुख्यमंत्री बनाए रखने का वादा करती है, तो नीतीश बीजेपी के साथ चले जाएंगे।
चूंकि नीतीश ये जानते हैं कि इस वक्त बीजेपी और लालू दोनों को उनकी जरूरत है, वो जिसके साथ जाएंगे उसे फायदा होगा, इसीलिए नीतीश चाहेंगे कि बीजेपी ठोस वादा करे। उसके बाद बात आगे बढ़े। बीजेपी नीतीश को मुख्यमंत्री बनाए रखेगी इसमें फिलहाल कोई दिक्कत नहीं हैं लेकिन सवाल ये है कि फिर रुकावट कहां है? रुकावट विधानसभा के गणित में हैं। विधानसभा में कुल 243 सदस्य हैं, बहुमत के लिए 122 की जरूरत है। बीजेपी के पास 78 विधायक हैं। नीतीश की पार्टी के विधायकों की संख्या 45 है और जीतनराम मांझी की पार्टी के चार विधायक हैं। तीनों पार्टियों के कुल विधायकों की संख्या 127 होती है, यानि बहुमत से 5 ज्यादा लेकिन लालू यादव दांव लगा सकते हैं, नीतीश की पार्टी को तोड़ सकते हैं। लालू की पार्टी के 79, कांग्रेस के 19 , वाम दलों के 16 और दो अन्य विधायकों की संख्या को मिला दें तो आंकड़ा 116 होता है, यानि बहुमत से सिर्फ 6 कम। नीतीश को इस बात का डर है कि लालू उनकी पार्टी के कुछ विधायक तोड़ सकते हैं, कुछ विधायकों का इस्तीफा करवा सकते हैं। स्पीकर लालू के करीबी हैं। इसका फायदा उन्हें मिल सकता है। इससे सारा गणित गड़बड़ा सकता है। इसीलिए एक विकल्प यह भी है कि विधानसभा को भंग कर दिया जाए। ऐसी स्थिति में बिहार में भी लोकसभा के साथ ही विधानसभा चुनाव करवाए जाएं। लेकिन उसके लिए वक्त बहुत कम है। बीजेपी इसके लिए तैयार नहीं दिखती। और अब बात इतनी बढ़ चुकी है, इतनी फैल चुकी है कि जो करना है, जल्दी करना होगा, इसलिए मुझे लगता है कि बिहार में जो होना है, वो अगले कुछ घंटों में भी हो सकता है क्योंकि नीतीश के पास ज्यादा विकल्प नहीं हैं और अमित शाह के पास भी विकल्प कम हैं।
POWER GAME IN BIHAR : NITISH DOES IT AGAIN !
Bihar is currently witnessing swiftly changing political dynamics with strong indications that Chief Minister Nitish Kumar may switch camps and join BJP-led NDA. At the Republic Day function in Patna on Friday, Deputy Chief Minister Tejashwi Yadav did not sit in the chair placed near the Chief Minister, and opted to sit at a distance with his party leader and Assembly Speaker Awadh Bihari Chaudhary. Nitish Kumar and Tejashwi Yadav did not speak to each other throughout the function, leading to speculations of an imminent parting of ways between the two. On Thursday, there were hectic parleys in JD(U), RJD and BJP camps, with Home Minister Amit Shah holding a meeting with senior party leaders in Delhi. Nitish Kumar has directed all his party MLAs to assemble in Patna by Friday evening and all scheduled party programs have been cancelled. There was tension in JD(U) and RJD camps on Thursday when RJD supremo Lalu Prasad Yadav’s daughter Rohini Acharya posted a series of tweets, indirectly attacking Nitish (without naming him) and later deleted the tweets on X platform. Nitish Kumar has decided to stay away from Rahul Gandhi’s Bharat Jodo Nyay Yatra rally in Purnea on January 30, and instead has reportedly opted to attend Prime Minister Narendra Modi’s rally in Bettiah on February 4. A top-level meeting was held in Delhi between Prime Minister Modi, Amit Shah and BJP chief J P Nadda on Wednesday evening to discuss the pros and cons of joining hands with Nitish Kumar in Bihar. Nadda has cancelled his scheduled Kerala tour and BJP leaders from Bihar have been called to Delhi. With reports coming that the RJD may try to wean away some JD(U) legislators, speculations are rife on whether Nitish Kumar will opt to join NDA and prove his majority in the Assembly, or whether he may ask the Governor to dissolve the assembly. All options are presently being worked out. Looking at the overall scenario, one thing is clear. It does not matter the least to Nitish Kumar whether he joins BJP camp or continues to stay with Lalu Yadav. Nitish’s sole aim is to ensure that his throne must remain intact. But Lalu Yadav is putting pressure on him to quit and make way for his son Tejashwi to become the chief minister. If BJP promises the CM’s post to Nitish Kumar, the latter will be more than willing to join the BJP camp. Nitish Kumar knows, both Lalu and BJP need his support, and whichever camp he may choose to join, will benefit. Nitish Kumar wants the BJP to come forward with a concrete promise that he will continue as chief minister. As of now, there is no problem in BJP agreeing to the continuance of Nitish as CM, but the moot point is: Where lies the obstacle? The problem lies in simple arithmetic. Bihar assembly has a total of 243 members, and 122 is the magic number required for proving majority inside the House. BJP has 78 MLAs, Nitish’s JD(U) has 45, Jitanram Majhi’s party has four MLAs. Adding all three, the total comes to a comfortable 127, five more than the required majority. But Lalu Yadav can play his card. He can try to break the JD(U). Lalu’s RJD has 79 MLAs, Congress has 19, Left parties have 16 and there are two other MLAs. Adding all these numbers, the total comes to 116. Support of six more MLAs is required to prove majority. Nitish Kumar is apprehensive that Lalu may wean away some of his MLAs, or force some of the MLAs to resign. The Speaker is close to Lalu Yadav, and Lalu may try to take advantage. This can jumble all arithmetic figures. One option is to dissolve the assembly, but there is little time left. BJP does not appear to be ready for this. Time is of the essence. Anything that is going to happen, must be done as soon as possible. Amit Shah has few options left before him.
ममता और मान बाहर : इंडी अलायंस में टूट
मोदी विरोधी मोर्चा कई जगहों से टूट गया है. गठबंधन में बड़ी-बड़ी दरारें दिखने लगी हैं. ममता बनर्जी ने ऐलान कर दिया कि बंगाल में तृणमूल कांग्रेस अकेले चुनाव लड़ेगी, कांग्रेस के साथ कोई गठबंधन नहीं होगा. भगवंत मान ने कह दिया कि पंजाब में आम आदमी पार्टी सभी तेरह लोकसभा सीटों पर लड़ेगी और अपने दम पर जीतेगी. यानी पंजाब में भी विपक्षी गठबंधन का कोई वजूद नहीं होगा. बिहार में नीतीश कुमार के तेवर और कलेवर देखकर कांग्रेस और RJD में खलबली है. नीतीश के भविष्य को लेकर संदेह है कि क्या वो गठबंधन में रहेंगे और अगर रहेंगे, तो कब तक? खबर है कि नीतीश बीजेपी की चौखट पर दस्तक दे रहे हैं, बस दरवाजा खुलने का इंतजार है. उत्तर प्रदेश में अखिलेश यादव ने कांग्रेस को उसकी हैसियत बता दी है. उन्होंने जयन्त चौधरी के साथ गठबंधन का ऐलान कर दिया है, सीटों की संख्या भी तय कर दी है लेकिन कांग्रेस से साफ साफ बता दिया है कि कांग्रेस के लिए सिर्फ दो अमेठी और रायबरेली की सीट छोड़ी जा सकती है. कांग्रेस के नेता परेशान हैं, शरद पवार से मदद मांगी गई है, पवार ने ममता से फोन पर बात की है. कांग्रेस के नेता अभी भी दावा कर रहे हैं कि ममता से बात हो जाएगी, जो विवाद हैं, उनको सुलझा लिया जाएगा. उनका कहना है कि ममता गठबंधन के साथ रहेंगी क्योंकि सभी का लक्ष्य एक ही है – बीजेपी को हराना, मोदी को हटाना. लेकिन ममता ने साफ कह दिया कि कांग्रेस देश भर में तीन सौ लोकसभा सीटों पर अकेले लड़ ले, वहां वो कांग्रेस की मदद करेंगी लेकिन बंगाल में उन्हें कांग्रेस के साथ की ज़रूरत नहीं हैं. बंगाल में तृणमूल कांग्रेस अकेले ही बीजेपी को हराने का दम-खम रखती है. इसके बाद कोई गुंजाइश बचती नहीं है. लेकिन फिर कांग्रेस के नेता किस आधार पर दावा कर रहे हैं कि ममता को मना लेंगे? ममता की नाराज़गी की असली वजह क्या है? अधीर रंजन चौधरी आग में घी डालने का काम क्यों कर रहे हैं? लेफ्ट फ्रंट का इस सबमें क्या रोल है? पंजाब और दिल्ली में केजरीवाल क्या करेंगे? नीतीश का प्लान क्या है? बंगाल में गुरुवार को राहुल गांधी की न्याया यात्रा पहुंचने से एक दिन पहले ही ममता ने ‘एकलो चलो’ का नारा दे दिया. ममता ने ये कहकर कांग्रेस के नेताओं को टेंशन में डाल दिया कि राहुल की यात्रा बंगाल में कब आ रही है, यात्रा का क्या रूट है, राहुल का क्या प्रोग्राम है, इसकी उन्हें कोई जानकारी नहीं हैं. ममता ने कहा कि कांग्रेस ने इसके बारे में उनसे कोई बात नहीं की है, न उन्हें यात्रा में शामिल होने का न्योता दिया है. ममता ने बता दिया कि वो ‘ एकला चलो’ के रास्ते पर चलने को मजबूर क्यों हुईं. ममता ने कहा कि वो कांग्रेस के रवैए से नाराज़ हैं. कांग्रेस नेतृत्व ने उनका कोई सुझाव नहीं माना, गठबंधन में उनकी कोई बात नहीं सुनी गई. ममता की रणनीति बिल्कुल स्पष्ट है. वो जानती हैं कि बंगाल में मुकाबला बीजेपी से है, कांग्रेस और वाम मोर्चा की बंगाल में कोई ताकत नहीं है. विधानसभा चुनाव में कांग्रेस और सीपीएम का तो खाता ही नहीं खुला. इसलिए ममता को लगता है कि इन दोनों पार्टियों से हाथ मिलाने का कोई फायदा नहीं हैं. वैसे भी साथ-साथ लड़ने पर भी लैफ्ट का वोट किसी कीमत पर ममता को नहीं मिलेगा. इसलिए ममता लैफ्ट को गठबंधन में शामिल नहीं करना चाहती थी. उन्होंने ये बात कांग्रेस को बता दी थी. दूसरी बात, ममता ने कांग्रेस को दो सीटें देने का ऑफर दिया लेकिन कांग्रेस कम से कम पांच सीटें चाहती हैं. अधीर रंजन चौधरी इसीलिए ममता पर दबाव बना रहे थे. कांग्रेस नेतृत्व को उन्होंने समझाया कि दो सीटें तो कांग्रेस अपने दम पर जीत जाती है, अगर कांग्रेस को दो ही सीटें मिलनी है तो ममता के साथ गठबंधन की ज़रूरत क्या है? इसीलिए कांग्रेस के नेता दिल्ली में तो दीदी के सम्मान के दावे करते थे और कोलकाता में अधीर रंजन को ममता के खिलाफ बयान देने की छूट दे रखी थी. ममता इससे नाराज थी. उन्होंने कांग्रेस के नेताओं को अधीर रंजन को पार्टी से बाहर करने की मांग की, उनके खिलाफ एक्शन लेने की मांग की. लेकिन अगर कांग्रेस अधीर रंजन के खिलाफ एक्शन लेगी तो उसके पास बंगाल में नेतृत्व के नाम पर बचेगा क्या? और इन हालात में जो होना था, वही हुआ. ममता ने फैसला कर लिया. वो ‘एकला चलो’ के मंत्र पर चलेंगी. और अब कांग्रेस कितनी भी कोशिश कर ले, ममता अपना रास्ता नहीं बदलेंगी. अब बस इतना हो सकता है कि कांग्रेस ममता की शर्तों पर चले, ममता की बात माने तो शायद ममता कांग्रेस के लिए दो सीटें छोड़ दें. कांग्रेस के लिए बुरी खबर पंजाब से भी आई. मुख्यमंत्री भगवन्त मान ने साफ साफ कह दिया कि पंजाब में आम आदमी पार्टी सभी 13 लोकसभा सीटों पर उम्मीदवार उतारेगी, अकेले लड़ेगी और जीतेगी. भगवंन्त मान ने कहा कि बंगाल में हो सकता है ममता बनर्जी तो शायद मान भी जाएं लेकिन पंजाब में ये तय है कि कांग्रेस और आम आदमी पार्टी का गठबंधन नहीं होगा. मान ने कहा कि उनकी पार्टी ऩे अपनी तैयारी पूरी कर ली है, अब तो बस उम्मीदवारों का ऐलान होना ही बाकी है. चूंकि भगवंत मान ने दो टूक बात कह दी और ये भी सब जानते हैं कि जो कुछ कहा, वह अपने नेता अरविंद केजरीवाल से पूछकर ही कहा होगा, इसलिए इस मामले में कांग्रेस के पास इस बात को मानने के अलावा कोई रास्ता नहीं था कि पंजाब में कोई गठबंधन नहीं होगा. पंजाब में समझौता होगा नहीं, बंगाल में ममता ने समझौते से इंकार कर दिया, केरल में भी यही स्थिति है, वहां भी कांग्रेस और वाम मोर्चा आमने सामने होंगे. उत्तर प्रदेश में अखिलेश यादव कांग्रेस को भाव देने के मूड में हैं नहीं, तो फिर गठबंधन कहाँ होगा? कैसे होगा? असल में गठबंधन की पहल लालू यादव ने की थी. कांग्रेस और नीतीश कुमार दोनों को अपना-अपना फायदा समझाया था, शरद पवार को आगे किया था, नीतीश को प्रधानमंत्री पद का सपना दिखाया था और कांग्रेस को देशभर में फिर मजबूत होने का मौका दिखाया था. कांग्रेस को लगा कि जिन राज्यों में उसका बीजेपी से सीधा मुकाबला है, वहां तो सीधी लड़ाई होगी, गठबंधन में शामिल छोटी पार्टियों के उम्मीदवार नहीं होंगे, तो वोटों का बंटवारा नहीं होगा और इसका फायदा कांग्रेस को मिलेगा. बंगाल, बिहार, झारखंड, यूपी, पंजाब और दिल्ली में जहां कांग्रेस साफ हो चुकी है, जहां क्षेत्रीय दल मजबूत हैं, वहां राष्ट्रीय पार्टी के तौर पर मोलभाव करके जितनी सीटें मिल जाएं, वो कांग्रेस के लिए बोनस होगा. लेकिन ममता बनर्जी, अखिलेश यादव, हेमंत सोरेन, अरविन्द केजरीवाल जैसे नेता अपने अफने राज्य में कांग्रेस को सहारा देकर मजबूत नहीं होने देना चाहते. इसीलिए गठबंधन में दरारे दिख रही हैं. बिहार में लालू यादव तो जी-जान से लगे हैं कि किसी तरह से बात बन जाए, नीतीश गद्दी छोड़ें, तेजस्वी का रास्ता साफ हो, लेकिन अब नीतीश को समझ आ गया कि न उन्हें प्रधानमंत्री पद का उम्मीदवार बनाया जाएगा, न गठबंधन का संयोजक. इसलिए अब वो इधर-उधऱ की बातें कर रहे हैं. पिछले चौबीस घंटे में नीतीश कुमार ने जिस तरह के बयान दिए हैं, उसके बाद ये चर्चा जोरों पर हैं कि नीतीश कभी भी पाला बदल सकते हैं, फिर से पलटी मार सकते हैं. नीतीश कुमार, जो कभी मोदी का नाम नहीं लेते, वह घूम-घूम कर नरेन्द्र मोदी को थैक्यू कहते सुनाई दे रहे हैं. कर्पूरी ठाकुर को भारत रत्न से सम्मानित करने पर नीतीश कुमार ने सिर्फ केन्द्र सरकार और नरेन्द्र मोदी को धन्यवाद नहीं दिया, इशारों-इशारों में कांग्रेस और लालू यादव पर हमले भी शुरू कर दिए. इसीलिए चर्चा तेज हुई कि परदे के पीछे कुछ तो हो रहा है. नीतीश का रुख़ बदल रहा है. मोदी को धन्यवाद कहा, वहां तक तो ठीक था लेकिन इसके बाद नीतीश ने कांग्रेस और RJD को भी लपेट लिया. कहा कि केन्द्र में कांग्रेस की सरकार रही, उस वक्त भी वह कर्पूरी ठाकुर को भारत रत्न देने की मांग करते रहे लेकिन कांग्रेस सरकार कर्पूरी ठाकुर को ये सम्मान नहीं दे पाई. इसके बाद नीतीश ने परिवारवाद के सवाल पर बिना नाम लिए लालू को लपेटा. नीतीश ने कहा कि कर्पूरी ठाकुर ने अपने जीते जी परिवार के लिए कुछ नहीं किया, कभी परिवार को आगे नहीं बढाया, वो भी कर्पूरी की राह पर चल रहे हैं, उन्होंने भी परिवारवाद को बढ़ावा नहीं दिया. नीतीश ने कहा कि आज के नेता परिवार को, बेटे बेटी को आगे बढ़ाते हैं लेकिन कर्पूरी ठाकुर परिवारवाद के सख़्त ख़िलाफ़ थे. कर्पूरी ठाकुर को भारत रत्न देने के लिए बिहार के मुख्यमंत्री अगर प्रधानमंत्री को धन्यवाद दें, इसमें कुछ अटपटा नहीं लगना चाहिए. लेकिन नीतीश के धन्यवाद देने के कई मतलब लगाए जा रहे हैं. क्योंकि उनके दो सहयोगी दलों, कांग्रेस और आरजेडी ने तो कर्पूरी बाबू को भारत रत्न देर से देने के लिए मोदी की आलोचना की. नीतीश कुमार जब ये कहते हैं कि कर्पूरी ठाकुर ने अपने बेटे को कभी आगे नहीं बढ़ाया तो इसमें भी कोई गलत बात नहीं देखी जानी चाहिए लेकिन बिहार की राजनीति में इसका मतलब लगाया जाएगा. क्योंकि सब जानते हैं कि लालू यादव अपने बेटे तेजस्वी को मुख्यमंत्री बनाने के काम में लगे हैं. इसीलिए वह नीतीश को गठबंधन के नाम पर दिल्ली डिस्पैच करना चाहते हैं. दूसरी तरफ नीतीश पिछले कई दिनों से इस तरह के संकेत दे रहे हैं कि वो मोदी विरोधी गठबंधन से पीछा छुड़ाना चाहते हैं, मोदी को रोकने के लिए जो नया गठबंधन बना है, उससे उन्होंने दूरी बनाई है. जेडीयू पार्टी की अध्यक्षता अपने हाथ में ले ली. लालू के करीबी ललन सिंह की छुट्टी कर दी. मंत्रियों के विभागों में बदलाव किया. नीतीश कुमार का एक इतिहास है. तेजस्वी के लिए वह पलटू चाचा हैं, कभी भी पलटी मार सकते हैं, उन्होंने संकेत पूरे-पूरे दे दिए हैं लेकिन बीजेपी की तरफ से अभी कोई इशारा नहीं आया है. बीजेपी के लोग अभी ये पक्के तौर पर पता लगा रहे हैं कि क्या नीतीश वाकई में मोदी के साथ आना चाहते हैं, या ऐसे संकेत देकर लालू पर दबाव बनाना चाहते हैं. इसलिए बिहार में गठबंधन का क्या होगा, कौन किसके साथ रहेगा, ये कंफर्म होने में अभी कुछ वक्त लगेगा.
MAMATA & MANN OUT : INDI ALLIANCE IN DISARRAY
Major fault lines appeared in the anti-Modi opposition bloc on Wednesday with Trinamool Congress chief Mamata Banerjee announcing her party’s decision to go it alone in West Bengal. There will be no seat adjustment with Congress or Left Front in the state, she said. In Punjab, chief minister Bhagwant Mann said, his Aam Aadmi Party will contest all 13 Lok Sabha seats . Mann ruled out any possibility of seat sharing with the Congress. A peculiar situation has developed in Bihar with Janata Dal(United) chief Nitish Kumar giving broad signals of an impending tie-up with BJP, causing tensions in Congress and Lalu Prasad’s RJD camps. There are speculations that Nitish Kumar is awaiting firm signals from BJP central leadership for forging an alliance. In Uttar Pradesh, Samajwadi Party chief Akhilesh Yadav has shown Congress its place by announcing seat adjustment with Jayant Chaudhary’s Rashtriya Lok Dal. The state Congress has been clearly told that only two LS seats, Amethi and Rae Bareli, will be left for the party. Congress leadership has sought assistance from NCP supremo Sharad Pawar, and the latter reportedly spoke to Mamata Banerjee over phone. Congress leaders are still hopeful that Mamata Banerjee will stay in the alliance. On her part, Mamata Banerjee has said, let Congress contest 300 Lok Sabha seats on its own and leave West Bengal to her party. She said, TMC has the strength to defeat BJP alone on its turf. Meanwhile, Rahul Gandhi’s Bharat Jodo Nyay Yatra entered Cooch Behar in West Bengal on Thursday, but Mamata Banerjee said, she had not been informed, nor invited to join the Yatra by Congress leaders till now. Congress leader Jairam Ramesh tried to calm tempers by saying that both Mamata Banerjee and the Congress have a single aim to defeat BJP, and the opposition alliance cannot be complete without Mamata Banerjee. Jairam Ramesh said, “speed breakers are always there on roads, but that does not mean that the journey has ended”. TMC leader Kunal Ghosh countered this by saying that “double standards” of Congress high command is the main reason behind his party supremo’s decision. He said, while Congress leaders in Delhi praise Mamata, their leaders in Bengal target her almost daily. In Bengal, there are three main forces – TMC, Congress and Left Front. CPI-M leader Mohammed Salim alleged, it was Mamata who brought a split in Congress to help the BJP in the past, and she has again struck a deal with BJP. “Her nephew Abhishek Banerjee, facing ED inquiry, has got relief and that is why Mamata wants to walk out of the alliance”, he said. It is an open fact that Mamata Banerjee is unhappy with the barrage of verbal attacks on her by Congress leader Adhir Ranjan Chowdhury, who has been describing her as a BJP agent. A day before, Chowdhury had remarked that “Congress does not want alms from Mamata and the party has the strength to fight elections alone”. On Wednesday, on directions from party high command, Chowdhury maintained a low profile and refused to comment on Mamata’s announcement. But former Congress MP Deepa Dasmunshi alleged that Mamata has entered into a secret pact with BJP and has, therefore, walked out of the alliance. Dasmunshi said, Mamata has been acting like a mole in the opposition alliance. Mamata Banerjee’s strategy is quite clear. She knows, her straight fight in Bengal is with the BJP, and both the Congress and Left Front are a spent force now. They could not even open their account in the West Bengal assembly elections in 2021. Mamata feels that joining hands with both these parties will be of no use. She knows, even if she join hands with the Left Front, not a single Left supporter is going to vote for her party. Mamata does not want to keep the Left in her state-level alliance. She conveyed this to Congress leaders clearly. Secondly, Mamata offered two Lok Sabha seats in Bengal to Congress, but the latter wanted five seats. Mamata is unhappy that the Congress leadership gave full liberty to Adhir Ranjan Chowdhury to give statements against her in Kolkata almost on a daily basis. She demanded that Adhir Ranjan Chowdhury be either expelled from the party or at least some action be taken against him. The Congress leadership was in a dilemma. It has no mass base leader in Bengal except Chowdhury. Finally, Mamata Banerjee made up her mind and announced “Ekla Chalo” line. Mamata is not going to budge from her stand, and there is possibility that if she tones down her stand, she may agree to leave two seats for Congress in Bengal. In Punjab, both the state units of AAP and Congress have already decided that they would contest separately and there is no possibility of any seat sharing. The same is the situation in Kerala, where the Left Democratic Front and Congress-led United Democratic Front face each other at the hustings. Possibility of seat sharing in UP is limited with Akhilesh Yadav unwilling to leave more than two seats for Congress. The question now is: where will the opposition contest jointly? One must remember, floating an opposition bloc was Lalu Prasad Yadav’s original idea. It was Lalu Prasad who had convinced Congress and Nitish Kumar to go in for opposition unity, and he had later brought in Sharad Pawar. Lalu kindled the dream of becoming PM in Nitish Kumar’s mind. At the same time, he broached the possibility of Congress regaining its strength across the country. The Congress leadership felt that since it was in a straight contest against BJP in most of the states, allying with small regional parties will prevent division of votes. The Congress leadership thought it could get the added bonus of more seats if it forged an alliance in states like Bengal, Bihar, Jharkhand, UP, Punjab and Delhi, where regional parties hold sway. The ground realities are different. Leaders like Mamata Banerjee, Akhilesh Yadav, Hemant Soren, Arvind Kejriwal do not want to lend support to Congress in their states and resurrect the party indirectly. This is the reason why clear, major fault lines have now appeared in the opposition bloc. In Bihar, a different ball game altogether is emerging. Lalu Prasad is trying hard to ease Nitish Kumar out from the post of CM to make the path clear for his son Tejashwi Yadav. Nitish Kumar has now realized that he would neither be projected as the PM candidate, nor will he be made the convenor of INDIA alliance. If one goes through the statements made by the Bihar chief minister in the last 24 hours, there are clear indications that he may cross the fence. On Wednesday, at the birth centenary event of Karpoori Thakur in Samastipur, Bihar, Nitish Kumar not only thanked Narendra Modi and the Centre for bestowing Bharat Ratna honour on the late Socialist leader, but also made indirect attacks on Congress and RJD. Nitish Kumar said, despite being in power at the Centre for ten years, the Congress did not honour Karpoori Thakur with Bharat Ratna. Hitting out at dynastic politics, he said, both he and Karpoori Thakur never promoted their family members in politics – an indirect reference to the Lalu Yadav clan. All eyes are now on Patna with indications that Nitish Kumar may jump the fence and join hands with BJP.
YOGI’S MAGIC : AYODHYA CROWDS UNDER CONTROL
More than seven lakh devotees thronged Ayodhya on Tuesday to perform prayers before the idol of Ram Lalla in the newly constructed temple, throwing security arrangements in a tizzy. There was a stampede-like situation and chief minister Yogi Adityanath had to rush to Ayodhya within 45 minutes to guide senior officials on how to handle the surging crowds. There were only 8,000-odd policemen to control the crowd of devotees who had surged not only from different parts of Uttar Pradesh, but also from other states of India. The Principal Secretary (Home) and Director General (Law and Order) were sent to control the situation. On Wednesday, there was improvement in the situation, as large crowds of devotees, despite biting cold, took dip in the Saryu river and started ‘darshan from 6.15 am onwards. Meanwhile, the borders of Ayodhya town have been sealed and bus services from Lucknow and other cities to Ayodhya have been temporarily suspended to stem the rush of devotees. To control the entry of devotees inside the temple premises, several entry gates are being manned for frisking and allowing entry. Chief Minister Yogi Adityanath has appealed to devotees to exercise patience. He has requested devotees coming from outside the state to defer their visit to Ayodhya by at least ten days in view of surging crowds. India TV team of reporters found a sea of humanity on Ram Path, the main thoroughfare leading to the temple, with devotees pouring in from as faraway places as Chennai, Nashik, Bhopal, Rameshwaram, Kolkata, Guwahati, Haridwar and Jaipur. At all the four main gates of Ram temple till Lata Mangeshkar Chowk, huge crowds of devotees had gathered in queues to gain entry. The 75-year-old tiny idol of Ram Lalla has been installed just below the new consecrated idol on the golden throne. The first ‘aarti’ of Ram Lalla was performed as per Ramanandi tradition on Tuesday morning. A new 47-page manual has been issued outlining in detail the rituals to be performed on a daily basis for Bhog, Prasad and Aarti. Chief Minister Yogi Adityanath had an inkling that a massive crowd of devotees would land in Ayodhya to have ‘darshan’ of Ram Lalla idol in the new temple. Two days ago, he had appealed to the public, with folded hands, to avoid coming to Ayodhya either in vehicles, or on foot, but plan their visit in leisure, so that every devotee can have a ‘darshan’ of Lord Ram’s idol peacefully. But given the huge surge in enthusiasm among millions of Indians eager to visit the shrine, the collection of crowds was a foregone conclusion. The temple has been built only a few days ago and the Pran Pratistha (consecration) rituals took place on Monday. All the arrangements made in Ayodhya were made only recently. The state administration had no idea about any lacunae that may have taken place in planning or about what to do to control the surge of massive crowds. Senior state officials had no such inkling. This led to a stampede-like situation and both devotees and the local administration had to face difficulties. Credit should go to Yogi Adityanath, who after watching the surge of crowds in Ayodhya, immediately took a helicopter, surveyed the area within 45 minutes, and then sat with top officials to bring the situation under control. This is Yogi’s typical style of working which commoners in UP like.
योगी का जादू : अयोध्या में भक्तों का सैलाब अब काबू में
अयोध्या में रामलला के दर्शन के लिए रामभक्तों का सैलाब उमड़ा है. सोमवार को प्राण प्रतिष्ठा के बाद अगले ही दिन सुबह रामलला की पहली आरती हुई. राम लला के दर्शन के लिए सात लाख से ज्यादा भक्त अयोध्य़ा पहुंच गए. भक्तों की इतनी भारी भीड़ को संभालना मुश्किल हो गया, सारे इंतजाम कम पड़ गए. दिन में कई बार भगदड़ जैसी स्थिति पैदा हो गई. इसलिए मंदिर के पट बंद करने पड़े. दर्शन पूजन रोकना पड़ा. आठ हजार से ज्यादा जवानों की तैनाती कम पड़ने लगी तो उत्तर प्रदेश पुलिस के बड़े बड़े अधिकारी अयोध्या पहुंचे. जब योगी आदित्यनाथ को ये खबर लगी कि अयोध्या में भक्तों की भीड़ ज्यादा है, कोई दुर्घटना हो सकती है तो योगी बिना देर किए पैंतालीस मिनट के भीतर खुद अयोध्या पहुंच गए, खुद मोर्चा संभाला, सारी व्यवस्थाओं का जायजा लिया, अफसरों के साथ मीटिंग की, फिर भक्तों से संयम बरतने की अपील की. इसके बाद हालात काबू में आए लेकिन दोपहर तक अयोध्या से जो तस्वीरें आ रही थी वो वाकई में हैरान करने वाली थी. न सरकार को, न प्रशासन को, न श्रीरामजन्मभूमि तीर्थ क्षेत्र ट्रस्ट को इतनी भारी संख्या में भक्तों के पहुंचने की उम्मीद की थी लेकिन योगी की अपील के बाद लोगों ने धैर्य दिखाया. रामभक्तों ने कहा कि वो बिना दर्शन के वापस नहीं लौटेंगे, राम की नगरी में ही रहेंगे, अपनी बारी का इंतजार करेंगे, भले ही दो-तीन दिन लग जाएं. लेकिन दर्शन करने के बाद ही घर वापस जाएंगे. आस्था के इस सैलाब को देखकर अब उन नेताओं में, उन पार्टियों में भी खलबली है जो अब तक रामलला के मंदिर के उद्घाटन का विरोध कर रहे थे, जो रामलला की प्राण प्रतिष्ठा के मुहूर्त को अशुभ बता रहे थे. मंगलवार पौ फटने से पहले ही राम मंदिर परिसर के बाहर भीड़ का एकत्र होना शुरु हो चुका था. प्रशासन ने भक्तों को बाहर रोक दिया, सुबह जबरदस्त सर्दी थी, कोहरा था, तापमान सात डिग्री से भी कम था, लेकिन रामभक्तों के जोश में कोई कमी नहीं थी. हजारों लोग दर्शन के लिए अपनी बारी के इंतजार में राम मंदिर की तरफ टकटकी लगाये हुए थे. हजारों की इस भीड़ में बुजुर्ग भी थे, महिलाएं भी थीं और नौजवान भी. चेन्नई, नासिक, भोपाल, रामेश्वरम, कोलकाता, गुवाहाटी, हरिद्वार और देश के कई अन्य शहरों से लोग दर्शन करने आए हुए थे. मंगलवार को सात लाख से ज्यादा श्रद्धालुओं ने अयोध्या में रामलला के दर्शन किए. राममंदिर के चारों प्रवेश द्वारों पर, रामलला मंदिर से लेकर लता चौक तक, सिर्फ रामभक्तों के सिर ही सिर दिखाई दे रहे थे. अयोध्या की हर सड़क पर भक्तों का सैलाब था, ट्रैफिक बंद हो गया, सारी व्यवस्थाएं चरमरा गईं, पुलिस ने रास्तों पर लोहे के बैरीकेड्स रख दिए. मंदिर के गर्भगृह में रामलला की नई मूर्ति के बिल्कुल नीचे रामलला की पुरानी मूर्ति का विग्रह भी स्थापित है. सोने के सिंहासन पर विराजमान रामलला की दोनों मूर्तियों की रामनंदी परंपरा के मुताबिक आरती पूजा हुई. चूंकि रामलला के नए विग्रह की प्राण प्रतिष्ठा के बाद पूजन आरती के लिए नई व्यवस्था शुरू की गई है, इसलिए नई सैतालीस पेज की पूजन विधि पुस्तिका जारी की गई है. इसमें पूजा, भोग, प्रसाद, आरती के सारे विधान बताए गए हैं. योगी आदित्यनाथ को इस बात का अंदाज़ा था कि रामलला के दर्शन के लिए श्रद्धालु बड़ी संख्या में अयोध्या पहुंचेंगे. उन्होंने दो दिन पहले लोगों से हाथ जोड़कर अपील की थी कि वो बिना बताए अयोध्या नगरी न आएं, पैदल न आएं, आराम से आएं ताकि सबके दर्शन के लिए ठीक से इंतजाम किए जा सकें. लेकिन पूरे देश में भगवान राम के मंदिर को लेकर जिस तरह का उत्साह है, रामलला का दर्शन करने की ललक है, उसको देखते हुए इतनी बडी संख्या में लोगों का वहां पहंचना स्वभाविक है. पर मंदिर अभी नया बना है, कल ही प्राण प्रतिष्ठा हुई है, अयोध्या में सारे इंतजामात नए हैं, इसलिए प्रशासन को भी अंदाजा नहीं है कि कहां कहां कमी हैं, क्या क्या और करना है और एक साथ लाखों भक्त पहुंच जाएंगे, इसकी उम्मीद वहां के अफसरों ने नहीं की थी. इसलिए पहले दिन तमाम तरह की मुश्किलात पेश आईं. भक्तों को दिक्कत हुई और प्रशासन को भी. लेकिन ये बड़ी बात है कि राम भक्तों के सैलाब को देखकर, राम मंदिर में भगदड़ की स्थिति को देखकर योगी आदित्यनाथ बिना देर किए सारा कामकाज छोड़कर खुद अयोध्या पहुंच गए. ये योगी का स्टाइल है जिसे लोग पसंद करते हैं.
