बिहार पुलिस ने शनिवार को ऐलान किया कि आररिया में पत्रकार विमल कुमार यादव की हत्या के सिलसिले में चार आरोपियों को गिरफ्तार किया गया है, तथा दो अन्य आरोपियों से पूछताछ करने के लिए रिमांड आवेदन दिया गया है. ये दोनों अभी अररिया जेल में हैं. प्रमुख हिंदी दैनिक जागरण के पत्रकार विमल कुमार यादव शुक्रवार सुबह अपने घर पर सो रहे थे, जब चार नक़ाबपोश हत्यारे आये और दरवाजा खोलते ही उनके सीने पर गोलियां दाग दी. विमल कुमार 2019 में अपने सरपंच भाई शशिभूषण की हत्या के एकमात्र गवाह थे और वह अदालत में गवाही देने वाले थे. विमल कुमार के परिवार वालों का आरोप है कि बदमाशों ने अदालत में उन्हें गवाही न देने का धमकी दी थी, पर विमल कुमार नहीं माने. पत्रकार के परिवारजनों ने आरोप लगाया कि उन्होने विमल की सुरक्षा के लिए पुलिस से गुहार लगाई थी, लेकिन उन्हें सुरक्षा नहीं दी गई. विमल के पिता की शिकायत के आधार पर दर्ज़ एफआईआर में 8 लोगों को नामजद किया गया है. सुशासन बाबू के राज में अपराधियों के हौसले बुलंद है. दो दिन पहले पशु तस्करों ने समस्तीपुर में एक पुलिस दरोगा की सरेआम हत्या कर दी थी. पत्रकार विमल कुमार यादव अपने घर में इकलौते कमाने वाले थे.उनके दो बच्चे हैं. मुख्यमंत्री नीतीश कुमार ने कहा कि ये बहुत गंभीर घटना है., बहुत दुखद है, ऐसा नहीं होना चाहिए. .नीतीश का जवाब सुनकर लगा कि किसी राज्य का मुखिया एक नौजवान की सरेआम हत्या पर इस तरह बड़े सपाट और संवेदनशून्य तरीके के कैसे रिएक्ट कर सकता है. बिहार बीजेपी अध्यक्ष सम्राट चौधरी ने कहा कि मुख्यमंत्री को दिल्ली, मुंबई घूमने से फुरसत नहीं, उनको पता ही नहीं होता कि बिहार में क्या हो रहा है, . इसीलिए बिहार में अपराधी नियंत्रण से बाहर हो गए हैं.. सम्राट चौधरी ने कहा कि नीतीश और तेजस्वी के राज में अपराधी इतने बेख़ौफ़ हैं कि वो पुलिसवालों को भी गोली मारने से नहीं डरते. उपमुख्यमंत्री तेजस्वी यादव ने बीजेपी के नेताओं को अलग अंदाज में जवाब दिया.. तेजस्वी ने कहा कि बीजेपी के नेता तो बिहार को बदनाम करने में लगे रहते हैं जबकि बिहार से ज़्यादा क्राइम रेट तो दिल्ली का है और दिल्ली पुलिस सीधे अमित शाह के तहत काम करती है. कहा, जब बीजेपी दिल्ली में अपराध नहीं रोक पा रही, तो बिहार पर किस मुंह से जंगलराज का इल्ज़ाम लगाती है. सवाल ये है कि बिहार में एक पत्रकार की दिनदहाड़े हत्या हुई.. पत्रकार अपने भाई की हत्या का चश्मदीद गवाह था. तो हत्या का मकसद तो साफ है. हत्यारे कौन हैं, इसका भी अंदाजा लगाना मुश्किल नहीं है.तो फिर पुलिस के सामने क्या समस्या है. दूसरी बात ये कि हत्या की आशंका पहले से थी तो भी पुलिस ने सतर्कता पहले क्यों नहीं बरती. सवाल ये है कि अपराधियों की हिम्मत इतनी क्यों बढ़ गई..पत्रकार की हत्या हो गई, दारोगा को सरेआम गोली मार दी गई और मुख्यमंत्री का रुख ये है कि देखेंगे, सोचेंगे, बात करेंगे, पता लगाएंगे. मुझे लगता है कि प्रॉब्लम इस तरह की सोच से है..अगर इस तरह से सरेआम हत्याएं होंगी तो लोग सवाल तो उठाएंगे. विरोधी दलों को भी आलोचना करने का मौका मिलेगा.लेकिन इस बात को ये कहकर नहीं दबाना चाहिए कि बीजेपी बिहार को बदनाम करना चाहती है, न ही ये कहकर अपराधों को कम आंकना चाहिए कि अपराध तो दिल्ली में भी होते हैं और आग तो मणिपुर में भी लगी हुई है. सवाल दिल्ली पर भी पूछे जाएंगे, .सवाल मणिपुर पर भी पूछे जाएंगे लेकिन ये घटनाएं बिहार की हैं.अगर मीडिया और पुलिस सुरक्षित नहीं हैं, तो फिर आम जनता अपने आप को कैसे सुरक्षित महसूस करेगी.

मध्य प्रदेश में कांग्रेस का कर्नाटक फॉर्मूला

मध्य प्रदेश में बीजेपी और कांग्रेस अब पूरी तरह से चुनावी मोड में आ गई हैं. कांग्रेस ने बीजेपी के खिलाफ आरोपों की बौछार कर दी. मध्य प्रदेश कांग्रेस के अध्यक्ष कमलनाथ ने शिवराज सिंह की सरकार के खिलाफ घोटालों का आरोप पत्र जारी किया. इसकी टैग लाइन है..- घोटाले ही घोटाले, घोटाला सेठ, 50 परसेंट कमीशन रेट. कमलनाथ ने इल्जाम लगाया कि शिवराज के पचास परसेंट कमीशन राज ने मध्यप्रदेश को घोटाला प्रदेश बना दिया है.. अब कांग्रेस शिवराज सरकार के घोटालों की लिस्ट को घर घर पहुंचाएगी. क्योंकि बीजेपी की सरकार ने मध्य प्रदेश को सिर्फ भ्रष्टाचार और अत्याचार ही दिए हैं. जवाब देने में शिवराज सिंह चौहान ने भी देर नहीं की. शिवराज सिंह ने कहा कि कमलनाथ इधर उधर की बातें न करें, ये बताएं कि कांग्रेस के उम्मीदवारों की लिस्ट कहां है क्योंकि वो तो दावा कर रहे थे कि चुनाव से एक साल पहले लिस्ट जारी कर देंगे. शिवराज ने कहा कि जहां तक आरोपों का सवाल है तो कांग्रेस समझ रही है कि उसकी हार तय है, इसलिए बौखलाहट में इस तरह के आरोप लगाए जा रहे हैं. बीजेपी के नेताओं ने कहा कि कमलनाथ वो दिन भूल गए जब उनकी सरकार के वक्त मध्य प्रदेश का सचिवालय कमीशनखोरों का अड्डा बन गया था, हर काम के बदले पैसे लिए जाते थे. इसके जबाव में कमलनाथ ने कहा कि वल्लभ भवन से लेकर सीएम हाउस तक हर जगह कैमरे हैं., कैमरों की रिकॉर्डिंग सरकार के पास है, अगर उनके जमाने में करप्शन हुआ तो बीजेपी CCTV फुटेज निकालकर जांच क्यों नहीं करवाती. कमलनाथ की का जबाव दिया शिवराज की सरकार में मंत्री विश्वास सारंग ने. कहा, अगर कैमरे के सबूत खंगाले जाएंगे तो कांग्रेस को भारी मुश्किल होगी .क्योंकि फिर तो कमलनाथ का नाम वाकई में करप्टनाथ ही करना पड़ेगा.मध्य प्रदेश में कांग्रेस कर्नाटक वाला फॉर्मूला पूरी तरह अपना रही है. उसे लगता है यहां भी एंटी इनकम्बेंसी का फायदा मिल सकता है. वहां 40 परसेंट कमीशन का नारा लगाया था. यहां 50 परसेंट का नारा दे दिया. वहां जनता के लिए मुफ्त गारंटी का ऐलान किया था. यहां भी कर दिया. वहां भी बजरंगबली का नाम लिया था..यहां भी हनुमान जी को याद किया ,वहां भी कांग्रेस ने बीजेपी की लोकल लीडरशिप में नाराजगी का फायदा उठाया था, यहां भी बीजेपी में गुटबाजी और गुना ग्वालियर संभाग में ज्योतिरादित्य सिंधिया को लेकर स्थानीय नाराजगी का फायदा उठाने की कोशिश है. कर्नाटक में भी रणदीप सुरजेवाला ने कमान संभाली थी, मध्य प्रदेश में भी सुरजेवाला आ गए हैं. लेकिन ये कर्नाटक नहीं है, यहां मुकाबला शिवराज से है. शिवराज सिंह चौहान बराबर की चोट करते हैं. बीजेपी का नेतृत्व शिवराज के साथ खड़ा है. .नरेन्द्र मोदी ने मध्य प्रदेश की जिम्मेदारी अमित शाह को सौंपी है, अमित शाह ने काम शुरू कर दिया है. चार बार मध्य प्रदेश का दौरा कर चुके हैं, सारी समितियां बना दी हैं, सबकी जिम्मेदारी तय कर दी है. उम्मीदवारों की पहली लिस्ट भी जारी कर दी है .और अमित शाह दो दिन बाद फिर भोपाल जाएंगे. पहले शिवराज सिंह की सरकार का रिपोर्ट कार्ड जनता के सामने रखेंगे, इसके बाद ग्वालियर जाकर ज्यातिरादित्य सिंधिया के इलाके के नेताओं के साथ मीटिंग करेंगे. उसके बाद बीजेपी का चुनावी अभियान पूरे रंग में होगा. इसलिए अभी भले ही कांग्रेस के नेताओं को लग रहा हो कि मध्य प्रदेश में लड़ाई आसान होगी. लेकिन अगले हफ्ते से जब बीजेपी नेताओं की रैलियों की कॉरपेट बॉम्बिंग करेगी, तब पता लगेगा कि कौन कितने पानी में है.

अमेठी से राहुल ? वाराणसी से प्रियंका?

उत्तर प्रदेश कांग्रेस के नए अध्यक्ष अजय राय ने ऐलान कर दिया कि राहुल गांधी अमेठी से ही अगले साल लोकसभा चुनाव लड़ेंगे और जीतेंगे क्योंकि अमेठी की जनता ने स्मृति ईरानी का काम देख लिया, अब अमेठी की जनता फिर राहुल गांधी की राह देख रही है. अजय राय ने कहा कि अगर प्रियंका गांधी चाहें तो वाराणसी से लड़ सकती हैं, कांग्रेस के कार्यकर्ता उनके लिए जान लगा देंगें. अजय राय को एक दिन पहले ही राहुल गांधी ने उत्तर प्रदेश कांग्रेस का अध्यक्ष बनाया है और अजय राय ने राहुल गांधी के बारे में एलान कर दिया. अजय राय 2014 और 2019 में वाराणसी से नरेंद्र मोदी के खिलाफ चुनाव लड़ चुके हैं, दोनों बार बुरी तरह हार चुके हैं. .बीजेपी के नेताओं ने अजय राय को इसी इतिहास की याद दिलायी. सुधांशु त्रिवेदी ने कहा कि एक दौर था जब यूपी में कांग्रेस अस्सी सीटें जीतती थी, अब सिर्फ दो-तीन सीटें जीतने पर जोर है, कांग्रेस की अब ये हालत हो गई है. राहुल गांधी को इस वक्त लेह में हैं, वहां फुटबाल का मैच देख रहे हैं. इसलिए ये कहना तो मुश्किल है कि अजय राय ने राहुल गांधी से पूछ कर उनकी अमेठी की उम्मीदवारी का एलान किया है या नहीं. लेकिन अच्छा ये हुआ कि कम से उन्होंने ये नहीं कहा कि राहुल सिर्फ अमेठी से ही चुनाव लड़ेंगे. कम से कम राहुल के पास थोड़ा स्कोप तो रहेगा लेकिन अजय राय ने प्रियंका गांधी के सामने मुसीबत खड़ी कर दी. अब अगर कांग्रेस को प्रियंका चुनाव मैदान में उतारेगी तो उसके लिए सीट का फैसला करना मुश्किल होगा क्योंकि अगर वाराणसी से प्रियंका को नहीं उतारा तो कहा जाएगा कि कांग्रेस ने पहले ही मोदी से हार मान ली और अगर मजबूरी में प्रियंका को वाराणसी से उतारा तो नुकसान प्रियंका का होगा क्योंकि 1991 के बाद से वाराणसी की सीट पर हमेशा बीजेपी ही जीती है और नरेन्द्र मोदी ने पिछले दो चुनाव रिकॉर्ड वोटों से जीते.. इसलिए लगता है कि अजय राय अति उत्साह में कुछ ज्यादा ही बोल गए. उन्होंने राहुल और प्रियंका दोनों के लिए मुसीबत खड़ी कर दी.

The murder of a journalist Vimal Yadav in Bihar at the doorstep of his house in Araria has caused widespread outrage with the opposition BJP alleging that ‘jungle raj’ has returned to the state. Bihar Police on Saturday said, four persons have been arrested, namely Bhavesh Yadav, Ashish Yadav, Vipin Yadav and Umesh Yadav, while remand has been sought for two others, Rupesh Yadav and Kranti Yadav, who are presently in Araria jail. Two accused are absconding, a police official said. The FIR filed on the basis of a complaint by the journalist’s father names eight persons, out of which four have been nabbed. The journalist Vimal Kumar Yadav, working for Hindi daily Jagaran, was the sole witness of the murder of his brother, who was the local sarpanch, in 2019, and he was to depose in court. On early Friday morning, the four killers barged into his house, and gunned him down at the doorstep. This is the eighth attack on journalists in Bihar since 2016. Two days ago, a police inspector in Samastipur was gunned down by cattle smugglers in broad daylight. Vimal Kumar’s family alleged that he had sought police protection because he was to testify in court against criminals, but he was not given. He was threatened by criminals not to depose, but he stood his ground. All the four killers had covered their faces at the time of crime. Police said, the murder of the journalist was due to old rivalry. The casual and insensitive manner in which Chief Minister Nitish Kumar reacted the murder is really shocking. His remark does not show the urgency expected from the head of a state government. State BJP chief Samrat Choudhary alleged that Nitish Kumar was busy travelling to Delhi and Mumbai. “He has no time to check what is happening in Bihar, where criminals have gone out of control”, he said. Several questions arise. When the local police knew that the journalist’s life was at stake because criminals were intimidating him not to testify in court, why wasn’t he given protection? How did the criminals gather courage to reach the journalist’s house to gun him down? I think the problem is with Chief Minister Nitish Kumar’s lackadaisical attitude towards the rising crime graph. If daylight murders take place, people are bound to raise questions. Opposition parties will get a handle to attack the government, but Nitish Kumar or Tejashwi Yadav cannot defend themselves by saying that BJP is trying to defame the government. They cannot get away by saying that murders and crimes take place in Delhi too, and Manipur is on fire. If the media and police are not safe in Bihar, what can the common man expect?

CONGRESS APPLIES ‘KARNATAKA FORMULA’ IN M.P.

Both BJP and Congress are now in election mode in Madhya Pradesh. On Friday, Congress leader Kamal Nath released a ‘Ghotala Sheet’ (scam sheet) levelling charges of corruption against Chief Minister Shivraj Singh Chouhan’s government. The tag line was “Ghotale Hi Ghotale…Ghotala Seth…50 per cent Commission Rate”. The Congress leader alleged that 50 pc commission is being demanded to sanction government schemes. He referred to a purported letter written to the Chief Justice of MP High Court, Jabalpur, by Goshala Petty Contractors Association, Rewa. He said, similar charges of corruption were made by contractors in Gwalior. In reply, CM Shivraj Singh Chouhan rejected all charges of corruption and challenged Kamal Nath to come out with his final list of candidates soon. Chouhan promised to give his report card to the people in the next two days. BJP minister Vishwas Sarang described Kamal Nath as “Corrupt Nath”. I feel, the Congress in MP is trying to follow the Karnataka formula and wants to take advantage of anti-incumbency. During Karnataka assembly polls, Congress had similarly referred to a letter from a contractors’ association and blamed the then CM Basavaraj Bommai of running “40 per cent commission sarkara”. In Karnataka, Congress had promised five guarantees, and similar guarantees are being given in MP. Bajrangbali issue was raised at that time, and in MP too, Lord Hanuman has become the issue. Congress took advantage of infighting in Karnataka BJP, and in MP, Congress is trying to take advantage of infighting in Guna division between Jyotiraditya Scindia camp and others. In Karnataka, Randeep Surjewala was in-charge, and he has now taken charge of MP. But one thing must be noted. Congress must realize, this is MP, not Karnataka, and the battle is against Shivraj Singh Chouhan. The MP CM has been hitting back at the Congress consistently and he has the backing of his party central leadership. BJP has given Amit Shah the charge of overseeing elections in MP, and Shah has already begun his work. He has visited MP four times, formed all committees, assigned responsibilities to party leaders, and has released the first list. Two days later, Amit Shah will visit Bhopal again to release Chouhan government’s ‘report card’. He will also visit Gwalior for meetings with leaders in Jyotiraditya Scindia’s area. The BJP election machinery will then start working in full swing. Congress leaders may think that it is an easy fight in MP, but tthey are going to face a ‘carpet bombing’ of rallies by BJP leaders. Only then will it be known which way the wind is blowing.

RAHUL FROM AMETHI? PRIYANKA FROM VARANASI?

Uttar Pradesh Congress chief Ajay Rai on Friday announced that Rahul Gandhi will contest the Lok Sabha election from Amethi constituency next year, and if Priyanka Gandhi Vadra decides to contest from Varanasi, “our party workers will stake their lives to ensure her victory”. Ajay Rai claimed that the voters of Amethi are unhappy with the present MP Smriti Irani and they are waiting for Rahul Gandhi to return. Ajay Rai was made the UP party chief only on Thursday, and within a day, he announced Rahul’s candidature from Amethi. Ajay Rai has contested from Varanasi twice in 2014 and 2019 against Narendra Modi, and lost badly. BJP leader Sudhanshu Trivedi reminded Ajay Rai of his past and said, “There was a time when Congress used to win all 80 seats in UP, but now it is concentrating on only two or three seats. This shows the present condition of the party”. Rahul Gandhi is presently in Leh watching a soccer match. It is difficult to say whether Ajay Rai spoke to Rahul before announcing his candidature. At least he did not say that Rahul will contest from Amethi only. This will at least leave some leeway for Rahul. Ajay Rai has however created a problem for Priyanka. If Congress decides to field her in the LS election, it will be a problem finding a safe seat. If Priyanka is not fielded from Varanasi, BJP leaders will say Congress has already conceded defeat. If Priyanka is fielded from Varanasi, it could be her loss. BJP has been consistently winning the Varanasi seat since 1991, and Narendra Modi has won the last two elections by record margin. It seems Ajay Rai has jumped the gun quite early, and in the process, he has created problems for both Rahul and Priyanka Gandhi.

हमारा चन्द्रयान-3 चांद के और करीब पहुंच गया. मून मिशन पर निकले चन्द्रयान ने आखिरी चरण सफलतापूर्वक पूरा कर लिया. वैज्ञानिकों ने चन्द्रयान के प्रोपल्सन मॉड्यूल और लैंडर मॉड्यूल को अलग कर दिया. अब सिर्फ चांद पर तिंरगे के पहुंचने का इंतजार है. हालांकि इसमें छह दिन का वक्त और लगेगा. अभी लैंडर मॉड्यूल चांद से तीस किलोमीटर की दूरी पर चक्कर लगाएगा और 23 अगस्त को लैंडर चांद पर उतरेगा. ISRO के वैज्ञानिकों को पूरा भरोसा है कि इस बार कोई गड़बड़ी नहीं होगी. विक्रम लैंडर की चांद पर सॉफ्ट और सेफ लैंडिंग होगी. पिछली बार जो कमियां रह गईं थीं, उन्हें पूरी तरह से दुरूस्त कर दिया गया है. इसलिए इस बार किसी तरह की अनहोनी की गुंजाइश न के बराबर है. हालांकि कुछ लोग कह सकते हैं कि पिछली बार चन्द्रयान 2 भी इस चरण तक पूरी तरह ठीक था, इसलिए अभी से बहुत ज्यादा उत्साहित होने की जरूरत नहीं हैं. लेकिन वैज्ञानिकों का कहना है कि अभी तक चंद्रयान 3 के जो फ्लाइट पैरामीटर्स हैं, जिस तरह से कमांड पर एक्शन सौ परशेंट एक्यूरेसी के साथ हो रहा है, जो ऑर्बिटल मूवमेंट है, जो स्पीड है, उस गति पर वैज्ञानिकों का जिस तरह का नियंत्रण है, उसके बाद पूरे यकीन के साथ कहा जा सकता है कि 23 अगस्त को भारत चांद के दक्षिणी ध्रुव पर पहुंचने वाला पहला देश हो जाएगा. ये बहुत बड़ी उपलब्धि होगी. अन्तरिक्ष विज्ञान में हमारे वैज्ञानिकों का लोहा पूरी दुनिया मानती है. अमेरिका, रूस, फ्रांस, ब्रिटेन, जर्मनी, इटली समेत दुनिया के पचास से ज्यादा देशों के उपग्रह भारत से अंतरिक्ष में छोड़े जाते हैं. दुनिया हमारे रॉकेट्स पर भरोसा करती है. लेकिन इसके बाद भी आजादी के 75 साल के बाद भी भारत चांद तक नहीं पहुंच पाया. लेकिन अब आजादी के अमृत महोत्सव के मौके पर चन्द्रयान 3 के जरिए ये कमी भी पूरी हो जाएगी. अमेरिका, रूस और चीन के बाद भारत दुनिया का चौथा देश होगा जिसका झंडा चांद पर पहुंचेगा. चांद के दक्षिणी ध्रुव पर पहुंचने वाला भारत पहला देश होगा. इसलिए ये उपलब्धि और ज्यादा बड़ी हो जाती है. हालांकि इसरो के वैज्ञानिक ने कहा है कि अगर इस बार चन्द्रयान-3 के इंजन भी फेल जाते हैं, तो भी लैंडिंग सुनिश्चित होगी, सफल होगी. मुझे तो तो पूरा यकीन है कि हमारे वैज्ञानिकों की मेहनत जरूर कामयाब होगी और पूरे देश को इस मिशन की सफलता के लिए कामना करनी चाहिए.

पाकिस्तान के पंजाब सूबे में पिछले दो दिन से ईसाइयों पर लगातार हमले हो रहे हैं. फ़ैसलाबाद में कट्टरपंथी मुसलमानों की भीड़ ने ईसाइयों की बस्ती पर हमला बोला. चर्चों और घरों में तोड़-फोड़ की और आग लगा दी. ये घटना फ़ैसलाबाद के जड़ांवाला क़स्बे में हुई. कट्टरपंथियों ने पांच गिर्जाघरों को पूरी तरह से तबाह कर दिया. ईसा मसीह की मूर्तियां खंडित कर दीं, सलीबों को तोड़ डाला. इसके बाद दंगाइयों ने चर्चों में रखी बाइबिल को जला दिया और इसके बाद चर्चों को आग लगा दी. हमलावरों ने जड़ांवाला में भी 21 चर्चों पर भी हमला बोला, तोड़-फोड़ की, इसके बाद भीड़ ने ईसाई बस्तियों का रुख़ किया. ईसाइयों के घर में घुसकर लूट-पाट की, उनके घरों को भी आग लगा दी. हालात ये हो गए कि कट्टरपंथियों की भीड़ ने ईसाइयों के क़ब्रिस्तान को भी नहीं छोड़ा. ईसाइयों पर ये जुल्म ईशनिंदा का इल्जाम लगाकर किया गया. पहले ये अफवाह फैलाई गई कि जड़ांवाला के रहने वाले ईसाइयों ने इस्लाम और कुरान की बेअदबी की है. इसके बाद मस्जिदों से एलान किया गया कि इस्लाम की बेअदबी करने वाले ईसाइयों को सबक सिखाया जाए. मस्जिदों से एलान हुआ तो हज़ारों की भीड़ इकट्ठा हो गई. इन लोगों को पंजाब सूबे के कट्टरपंथी संगठन तहरीक-ए-लब्बैक के मुल्लाओं ने भड़काया. कट्टरपंथियों का गिरोह सर तन से जुदा के नारे लगाते हुए ईसाइयों के मुहल्ले की तरफ़ बढ़ने लगा. पाकिस्तान में चर्चों पर हुए इस हमले एक सोची-समझी साज़िश है.. कुछ लोकल मौलवियों ने जान-बूझकर क़ुरान की बेअदबी की अफ़वाह फैलाई, जिससे ईसाइयों को इलाके से भगाया जा सके. और फिर उनकी ज़मीनों और मकानों पर क़ब्ज़ा किया जा सके. पाकिस्तान में अक्सर ईशनिंदा क़ानून का बहाना लेकर अल्पसंख्यकों पर हमले होते रहे हैं. इसका मक़सद कभी तो निजी दुश्मनी का बदला लेना और कभी किसी की संपत्ति पर क़ब्ज़ा करना होता है . इसमें दो कट्टरपंथी संगठनों तहरीक ए लब्बैक और अहले सुन्नत का सबसे बड़ा रोल है. ये दोनों ही संगठन पाकिस्तानी फौज के क़रीबी कहे जाते हैं. पाकिस्तान में अल्पसंख्य़कों पर इस तरह के हमले कोई पहली बार नहीं हुए हैं. हिन्दुओं, सिखों, ईसाइयों पर अक्सर इस तरह जुल्म होते हैं और अक्सर इस्लाम की तौहीन को बहाना बनाया जाता है. हिंसा का मकसद होता है अल्पसंख्यकों को डराना, दबाना और उनकी जायदाद पर कब्जा करना. कुछ दिन पहले इसी तरह का आरोप लगाकर सिंध में प्राचीन हिन्दू मंदिर पर हमला किया गया था. बाद में पता चला कि हमले का मकसद मंदिर को तोड़कर वहां मॉल बनाना था.. उससे पहले इसी तरह एक पुराने गुरूद्वारे की जमीन पर कब्जे के लिए हमला किया गया था. .पाकिस्तान में अल्पसंख्यकों पर इस तरह के जुल्म आम बात है. कभी कभी जब हिंसा के वीडियो दुनिया के सामने आ जाते हैं तो पाकिस्तान सरकार दिखावे के लिए थोड़ा बहुत एक्शन लेती है. लेकिन अपराधियों को सजा कभी नहीं मिलती और न अल्पसंख्यकों को उनकी जायदाद वापस मिलती है.. इसलिए अब दुनिया के तमाम देशों को एक मिलकर पाकिस्तान की सरकार पर दबाव बनाना चाहिए, वहां रहने वाले हिन्दू, सिख और ईसाइयों की सुरक्षा की गारंटी की मांग करनी चाहिए.

चुनाव : राजस्थान, एमपी, छत्तीसगढ़

मध्य प्रदेश और छत्तीसगढ़ में विधानसभा चुनावों से करीब तीन महीने पहले बीजेपी ने इन दोनों राज्यों में उम्मीदवारों के नामों की पहली लिस्ट जारी कर दी. बीजेपी ने मध्य प्रदेश की 39 सीटों और छत्तीसगढ़ की 21 सीटों के लिए उम्मीदवारों के नाम घषित कर दिए हैं. बीजेपी ने जिन सीटों पर उम्मीदवारों के नाम का एलान किया है, वो कमजोर सीटें मानी जाती हैं. मध्य प्रदेश की जिन 39 सीटों पर बीजेपी ने उम्मीदवार तय किए हैं, उन सभी सीटों पर 2018 के चुनाव में बीजेपी हारी थी. इनमें से 38 सीटें कांग्रेस ने जीतीं थी और एक सीट BSP के खाते में गई थी. इनमें ज्यादातर सीटें अनुसूचित जाति और जनजाति के लिए आरक्षित हैं. बीजेपी ने गोहद सीट से ज्योतिरादित्य सिंधिया के करीबी रणवीर जाटव को टिकट नहीं दिया. पिछले चुनाव में रणवीर जाटव ने कांग्रेस के टिकट पर ये सीट जीती थी. उन्होंने बीजेपी के लाल सिंह आर्य को हराया था लेकिन बाद में रणवीर जाटव ज्योतिरादित्य सिंधिया के साथ कांग्रेस छोड़कर बीजेपी में शामिल हो गए थे, लेकिन उपचुनाव हार गए थे. इसलिए इस बार बीजेपी ने गोहद सीट से रणवीर जाटव की जगह लाल सिंह आर्य को ही उम्मीदवार बनाया है. मध्य प्रदेश को लेकर बीजेपी की रणनीति साफ है. शिवराज सिंह चौहान एक बार फिर मुख्यमंत्री पद के दावेदार होंगे. एंटी इंकम्बेंसी फैक्टर का खास ध्यान रखा जाएगा. नेताओं के चहेतों से ज्यादा, जीत सकने वाले उम्मीदवारों को टिकट दिया जाएगा. एमपी में पांच सीटें ऐसी हैं जिनपर बीजेपी 1990 के बाद कभी नहीं जीती..33 सीटें ऐसी हैं जहां बीजेपी लगातार 2 बार चुनाव हारी है और 19 सीटें ऐसी हैं जहां पिछली बार चुनाव हारी थी. सबसे पहले इन्ही सीटों पर फोकस किया जाएगा.. इसी तरह छ्त्तीसगढ़ में भी बीजेपी ने उन सीटों पर फोकस किया है जहां पिछली बार बीजेपी का परफॉर्मेंस अच्छा नहीं था. लेकिन छत्तीसगढ़ में सबसे अहम सीट है पाटन, जहां से मुख्यमंत्री भूपेश बघेल चुनाव लड़ते हैं. बीजेपी ने इस बार पाटन से भूपेश बघेल के खिलाफ उनके ही रिश्तेदार विजय बघेल को उतारा है. विजय बघेल फिलहाल दुर्ग से MP हैं. भूपेश बघेल से जब बीजेपी की लिस्ट के बारे में पूछा गया तो उन्होने कहा कि बीजेपी की लिस्ट कुछ खास नहीं है, छत्तीसगढ़ में माहौल उनके पक्ष में हैं. इस बार कांग्रेस को पिछले चुनाव से ज्यादा सीटें मिलेंगी. छत्तीसगढ़ की 90 सीटों में पिछली बार कांग्रेस को 68 सीटों पर जीत मिली थी जबकि बीजेपी को सिर्फ 15 सीटें हासिल हुई थीं. छत्तीसगढ़ में बीजेपी चाहे जो भी दावा करे, सब जानते हैं कि यहां कांग्रेस मजबूत स्थिति में है. यहाँ बीजेपी के लिए चुनौती बड़ी है क्योंकि भूपेश बघेल ने अच्छी सरकार चलाई है. उनका आत्मविश्वास चरम सीमा पर है. कांग्रेस ने अपने आपसी झगड़ों पर काबू पा लिया है लेकिन बीजेपी में अभी भी आपसी झगड़े हैं .इसीलिए छत्तीसगढ़ में कांग्रेस को टक्कर देना बीजेपी के लिए टेढ़ी खीर साबित होगा.. राजस्थान में भी बीजेपी उम्मीदवारों के नाम जल्द से जल्द तय कर देना चाहती है लेकिन पार्टी के नेताओं के बीच दूरियां एक बड़ी दिक्कत है. गुरुवार को राजस्थान बीजेपी की कोर कमेटी की मीटिंग हुई. इस बैठक में 3 केंद्रीय मंत्री प्रल्हाद जोशी, गजेंद्र सिंह शेखावत और कैलाश चौधरी मौजूद थे. लेकिन बसुन्धरा राजे की गैरमौजूदगी चर्चा का विषय बन गई. वसुंधरा राजे कोर कमेटी की बैठक में नहीं पहुंची. पता ये चला कि वसुंधरा राजे को मीटिंग में आमंत्रित किया गया था लेकिन वो नहीं आईं. इस मीटिंग के बाद बीजेपी ने मैनिफेस्टो कमेटी और इलेक्शन मैनेजमेंट कमेटी बनाई, पर दोनों में वसुंधरा राजे को शामिल नहीं किया गया. अर्जुन राम मेघवाल मेनिफेस्टो कमेटी के अध्यक्ष बने, इलेक्शन मैनेजमेंट कमेटी में नारायण पंचारिया को संयोजक बनाया गया है. चर्चा इस बात की है कि पार्टी बसुन्धरा को बड़ी जिम्मेदारी दे सकती है. वसुंधरा को कैंपेन कमेटी का संयोजक बनाया जा सकता है. ये बात सही है कि राजस्थान में वसुंधरा राजे बीजेपी की सबसे ताकतवर नेता हैं. .ये भी सही है कि वसुंधरा राजे चुनाव लड़ने और लड़वाने की कला में माहिर हैं. वही बीजेपी को चुनाव जिता सकती हैं, बीजेपी उन्हीं को मुख्यमंत्री के उम्मीदवार के तौर पर प्रोजेक्ट करना चाहती है लेकिन राजस्थान में बीजेपी की सबसे बड़ी समस्या है, बड़े बड़े नेताओं की आपसी लड़ाई. वसुंधरा राजे एक तरफ और बाकी सारे नेता दूसरी तरफ. अगर इस आपसी टकराव पर काबू नहीं पाया गया तो बीजेपी जीती जिताई बाजी हार सकती है.

शरद पवार के सामने रास्ता कठिन है

NCP में टूट के बाद महाराष्ट्र में शरद पवार ने पहला बड़ा शक्ति प्रदर्शन किया. बीड में पवार ने रैली की, रैली में जबरदस्त भीड़ जुटी. शरद पवार चुन-चुनकर उन्ही इलाकों में सभाएं करने वाले हैं जहां के NCP विधायक अजित पवार के साथ गए हैं. बीड महाराष्ट्र सरकार में मंत्री धनंजय मुंडे का इलाका है. धनंजय अजित पवार के साथ हैं. दिलचस्प बात ये है कि शरद पवार के बीड पहुंचने पर धनंजय मुंडे के समर्थकों ने शरद पवार के स्वागत के पोस्टर लगाए, इस पोस्टर में शरद पवार के साथ अजित पवार की भी तस्वीर थी. शरद पवार ने अपने भाषण में न तो अजित पवार का नाम लिया, न धनंजय मुंडे का, लेकिन इशारों इशारों में अपनी बात कह दी. पवार ने कहा- “यहां का एक नेता पार्टी छोड़कर गया…मैने पता करने की कोशिश की…उनसे पूछा कि क्या हुआ….अब तक तो सब ठीक था अब उसे क्या हुआ….मुझे बताया गया कि उसे किसी ने बताया कि अब पवार साहब की उम्र हो गई और अगर भविष्य के बारे में सोचना है तो दूसरा नेता चुनना होगा. मैं सिर्फ उनसे इतना पूछना चाहता हूं कि मेरी उम्र का जिक्र आप कर रहे हैं. आप लोगों ने अभी मुझे देखा ही कितना है”. इसके बाद शरद पवार ने प्रधानमंत्री नरेन्द्र मोदी और देवेंद्र फडणवीस पर सीधा हमला किया. पवार ने कहा – “प्रधानमंत्री ने लाल किले से भाषण किया…उन्होंने कहा कि मैं दोबारा आउंगा….मैं उन्हे बताना चाहता हूं कि महाराष्ट्र के एक मुख्यमंत्री थे देवेंद्र फडणवीस…उन्होंने कहा था कि मैं दोबारा आउंगा……वो दोबारा आए लेकिन मुख्यमंत्री नहीं बने उससे नीचे के पद पर आ गए….अब पीएम भी वही कह रहे है…अगर वो दोबारा आएंगे तो कौन से पद पर आएंगे इस बारे में उन्हें सोचना चाहिए.” शरद पवार ने एक दिन पहले भी यही बात कह कर फडणवीस को चिढ़ाने की कोशिश की थी. बीड में भी उन्होंने वही बात दोहराई. देवेंद्र फडणवीस ने इसका जवाब दिया. शिरडी में देवेंद्र फडणवीस ने कहा – “मैने पिछली बार कहा था कि मैं फिर आउंगा उसकी दहशत आज तक कायम है, आज भी लोग दहशत में हैं, एक राष्ट्रीय नेता ने कहा कि फडणवीस की तरह मोदी बोल रहे हैं पर फडणवीस कैसे वापस आए. मैने जब कहा था कि फिर आउंगा तो लोगों ने चुनकर भेजा था पर कुछ लोगों ने बेईमानी की इसलिए फिर से सत्ता में नहीं आ सका. पर याद रखो जिन्होंने हमसे बेईमानी की उनकी पूरी पार्टी ही लेकर हम सत्ता में आए, इसलिए किसी को मेरी बातों पर शक नहीं करना चाहिए”. फ़डनवीस जब ये बात बोल रहे थे उस वक्त मंच पर मुख्यमंत्री एकनाथ शिंदे और अजित पवार दोनों मौजूद थे. महाराष्ट्र बीजेपी अध्यक्ष चंद्रशेखर बावनकुले ने कहा कि भले ही शरद पवार अभी बीजेपी का विरोध कर रहे हैं लेकिन वो दिन दूर नहीं जब शरद पवार भी मोदी के साथ साथ खड़े दिखाई देंगे. हकीकत य़ही है कि अजित पवार समेत पार्टी के कई नेता शरद पवार का साथ छोड़ चुके हैं. जमानत पर जेल से बाहर आए NCP के नेता नवाब मलिक को भी अजीत पवार का गुट अपने पाले में लाने की कोशिश में लगा है. अजित पवार समेत कई बड़े नेता उनसे मिल चुके हैं. अब शरद पवार ने भी एकनाथ खडसे को नवाब मलिक के पास भेजा है. शरद पवार की कोशिश है कि किसी तरह पार्टी का नाम और सिंबल को बचाया जाए. ये मामला अभी चुनाव आयोग में है. चुनाव आयोग ने 17 तारीख तक दोनों खेमों से जवाब मांगा था. मेरी जानकारी ये है कि शरद पवार गुट ने चुनाव आयोग से 4 हफ्ते का वक्त मांगा है और उन कागजों की जानकारी भी मांगी है जो अजित पवार कैंप ने अपने दावे के पक्ष में चुनाव आयोग को दिए हैं. पवार के सामने दूसरी बडी चुनौती MVA की पार्टियों का भरोसा जीतने की भी है. अजित पवार के साथ गुप्त मीटिंग के बाद महाविकास अघाड़ी में शरद पवार के रूख को लेकर शक है. लोगों को लग सकता है कि शरद पवार कितने बेबस, कितने परेशान होंगे कि वो 82 साल की उम्र में गली गली घूमने के लिए मजबूर हो गए, लेकिन सच ये है कि शरद पवार फाइटर हैं, उम्र साथ नहीं देती, स्वास्थ्य ठीक नहीं है, बोलने में दिक्कत होती है, उनकी बात आसानी से समझ नहीं आती, .पर उन्हें लड़ने में मज़ा आता है. जितनी बड़ी चुनौती सामने होती है, वो उतने ही जोश से लड़ते हैं. पर इस बार बदनसीबी ये है कि पवार साहब बीजेपी से लड़ने निकले थे, पर सामने अपना ही भतीजा आ गया. पहले मुकाबला चाचा भतीजे के बीच होगा और उससे भी बड़ा दुर्भाग्य ये कि जिन लोगों के लिए इस उम्र में शरद पवार मोदी से लड़ने उतरे हैं वो भी उन्हें शक की निगाह से देखते है. इसीलिए शरद पवार का रास्ता कठिन है. पर मुश्किल रास्तों पर चलना उन्हें अच्छा लगता है, उनको सक्रिय बनाए रखता है..

The countdown for the historic landing of Pragyan rover near the South Pole of Moon has begun. On Thursday, the lander Vikram successfully separated from the Chadrayaan-3 propulsion module and de-boost manoeuvres were carried out on Friday. August 23 is the D-Day and if Vikram makes a soft landing and Pragyan rover rolls out on the Moon’s surface, it will be a red-letter day in the history of India. Two days prior to this soft landing, the Russian spacecraft Luna-25 will land on the Moon’s surface on August 21. It will be a day of pride for all Indians when the rover Pragyan hoists the Indian tricolour flag on the Moon’s surface. ISRO scientists are brimming with hope and they do not expect any last minute glitch. Vikram is presently orbiting the Moon and it is expected to reach a minimum altitude of 30 kilometres, before it makes a soft landing. Indian space scientists command a lot of respect across the world. Satellites from more than 50 countries including the US, Russia, France, Britain, Germany and Italy, are launched from India. The world relies on our space launch vehicles. It is also true that no Indian spacecraft could make a soft landing on the Moon in the 75 years of our Independence. Chandrayaan-2 will fill up this vacuum during the Amrit Mahotsav of Independence. India will be the fourth country after US, Russia and China which will land its spacecraft on Moon. India will become the first country to land its spacecraft near the South Pole of Moon. ISRO scientists have said that even if the engines of Vikram fail to work, a soft landing will be ensured this time. I have full faith in our space scientists and I hope they will succeed in their mission.

CHRISTIANS UNDER ATTACK IN PAKISTAN

Frenzied mobs torched 21 churches in Pakistan’s Punjab province and set fire to more than 35 houses belonging to Christians. These attacks took place in Jadanwala town near Faisalabad. The rioters set the Bible on fire and ransacked the churches before setting them on fire. They did not even spare the cemetery. Hundreds of Christians are homeless and have taken shelter in open fields. The Muslim mobs alleged that the Christians have committed blasphemy. After announcements by Tehrik-e-Labbaiq imams from mosques, the mobs went on the rampage, looting and ransacking churches, homes and shops. A huge contingent of Pakistan Rangers and paramilitary forces has been deployed. The violence was sparked by baseless blasphemy rumours circulated by some imams. The main aim of the rioters was to grab land and properties belonging to Christians. Both Tehrik-e-Labbaiq and Ahle Sunnat, which are fundamentalist outfits, are said to be close to the Pakistan army. US and Britain have called on Pakistan to stop atrocities on minorities. This is not the first time that minorities in Pakistan have been subjected to atrocities. Hindus, Sikhs have also been attacked and their homes, temples and gurdwaras ransacked. Recently, an ancient Hindu temple in Sindh province was attacked by Muslim fundamentalists. Later, it was revealed that some interested groups wanted to build a shopping mall after demolishing the temple. Prior to that, an old Sikh gurdwara was also attacked. Authorities in Pakistan take cosmetic action against the rioters, but they are never punished, nor do the minorities get back their properties. It is time that the major powers of the world should exert pressure on Pakistan to stop such atrocities and Hindus, Sikhs and Christians must be provided security.

POLLS : RAJASTHAN, MP AND CHHATTISGARH

Preparations have begun in Madhya Pradesh, Chhattisgarh and Rajasthan, which will be going to assembly polls by the end of this year, along with Telangana. On Thursday, BJP released its first list of candidates for 39 seats in MP and 21 seats in Chhattisgarh. Most of these seats are considered ‘weak’ by the party leadership. All the 39 seats for which candidates were announced for MP, were lost by BJP five years ago. Congress had won 38 and BSP had won one at that time. Ranvir Jatav, close to Union Minister Jyotiraditya Scindia has not been given the ticket from Gohad. Jatav had won this seat last time on Congress ticket and later joined BJP. He lost the byelection. This time, BJP has given the ticket to Lal Singh Arya, who had lost in 2019. State Home Minister Narottam Mishra said, the party wants its candidates to concentrate more on their constituencies and win the seats this time. BJP’s strategy for MP is clear. Shivraj Singh Chouhan will be projected the CM face once more. The leadership will keep a close watch on anti-incumbency factor. Winnability will be the criterion for getting a party ticket. In Chhattisgarh, BJP’s performance last time was not satisfactory. This time the party has fielded Vijay Baghel, a relative of Chief Minister Bhupesh Baghel from Patan constituency to take on the CM. Vijay Baghel is presently the BJP MP from Durg. On Thursday, the chief minister remarked that the Congress would win more seats this time. Congress had won 68 out of total 90 assembly seats five years ago, and BJP had won only 15. But state BJP chief Arun Sao says, the party will get a majority and form government this time. Despite his claim, the fact remains that Congress is on a strong footing in Chhattisgarh. The biggest challenge to BJP is the governance of Bhupesh Baghel during the last five years. Baghel is brimming with confidence, and he has managed to end infighting in Congress. In the BJP, infighting continues and this could prove a hindrance. The most surprising development is happening in Rajasthan. BJP leadership wants to finalize its candidates at the earliest, but top BJP leaders in the state are at loggerheads. On Thursday, senior BJP leader Vasundhara Raje did not attend the party core committee meeting attended by three Union Ministers Pralhad Joshi, Gajendra Singh Shekhawat and Kailash Chaudhary. Vasundhara was invited but she did not attend. After the meeting, manifesto committee and election management committee were formed, but Vasundhara was not named in both the committees. Union Minister Arjun Ram Meghwal will head the manifesto committee with Ghanshyam Tiwari as co-convenor, which Narayan Pancharia will be the convenor of election management committee. There are speculations that Vasundhara may be given a bigger role in the party and she may be made the convenor of campaign committee. There is no doubt that Vasundhara Raje is the most powerful BJP leader in Rajasthan. She knows the art of fielding winnable candidates and leading the party to win elections. BJP leadership wants to project her as the CM face, but infighting in the top echelons has become a problem. Vasundhara has her own camp, while other BJP leaders are in the opposite camp. If infighting continues, BJP may lose a winning battle.

PAWAR FACES AN UPHILL BATTLE

NCP supremo Sharad Pawar, in his first major show of power, addressed a rally in Beed, Maharashtra, on Thursday. Beed is considered the stronghold of state minister Dhananjay Munde, who crossed over with Ajit Pawar and others to the BJP camp. The interesting part was: Dhananjay Munde’s supporters had posted posters welcoming Sharad Pawar, with his nephew Ajit smiling on the billboards. But, in his speech, the NCP patriarch neither named his nephew nor Munde. He however said, “One of the local leaders here left my party. I asked him, what happened. He said, somebody told him that Pawar Saheb has now become old, and we have to think about our future by electing another leader. I only want to ask him: you are questioning my age…. How much do you know about me?” Pawar then spoke about Modi, with a light banter: “The Prime Minister addressed from Red Fort saying ‘I’ll come back’. I want to tell him, there was a CM in Maharashtra, Devendra Fadnavis. He also said, ‘I’ll come back’. He came back, but failed to become the CM. He had to take a post below the CM. Our PM is now saying the same thing. If he comes back, will he get back the same post? He must think.” In response, Devendra Fadnavis replied in Shirdi: “People still fear my words ‘Ill come back’. A national leader says, Modi is speaking like Fadnavis. When I said I will come back, people had elected me, but some people betrayed me and I could not return to power. But remember, we returned to power with the entire party of those who betrayed me. So, nobody should doubt my words”. While Fadanavis was saying this, Chief Minister Eknath Shinde and Deputy CM Ajit Pawar were standing beside him. State BJP chief Chandrashekhar Bawankule said, “the day is not far off when Sharad Pawar will also stand with Narendra Modi.” NCP leader Nawab Malik, who is now out on bail in an ED case, is being asked to join Ajit Pawar camp. Ajit Pawar and other NCP leaders have already met him. Sharad Pawar also sent Eknath Khadse to meet Nawab Malik. Pawar is trying to save the symbol and name of his party. Election Commission had sought replies from both camps on August 17. My information is that Sharad Pawar camp has sought four weeks’ time from EC. The second big challenge before the patriarch is to win the trust of Maharahstra Vikash Aghadi partners. Shiv Sena leader Sanjay Raut is hopeful that Pawar will not join the BJP camp. People in Maharashtra have the impression that at the age of 82, the NCP supremo is fighting with his back to the wall. He is being forced to walk the streets to garner support. The reality is: Pawar is a born fighter. Age is not with him, his health may not be good, he has trouble speaking because of his medical condition, people find it difficult to understand his words, but there is no doubt that Pawar loves to fight political battles. Whenever a big challenge arises, he fights with all his energy. The only misfortune is that Pawar Saheb had wanted to give a fight to BJP, but he must now fight his nephew first. The first battle is going to be between the uncle and the nephew. The bigger misfortune is that, at a time when Pawar is ready to give a fight to Narendra Modi, he is being looked at with suspicion by his own allies. Sharad Pawar is facing an uphill battle, but he always loves to traverse such a path. It keeps him active.

विपक्षी दलों को लेकर बने मोदी विरोधी गठबंधन में कन्फ्यूज़न बढता जा रहा है. 26 पार्टियों के इंडिया नाम के गठबंधन के पार्टनर्स की बयानबाजी से अटकलों का दौर चला. शरद पवार और नीतीश कुमार को लेकर भी अटकलों का बाज़ार गर्म रहा.

कांग्रेस और केजरीवाल

लोकसभा चुनाव को लेकर दिल्ली कांग्रेस की एक बैठक पार्टी हाईकमान ने बुलाई थी. इस मीटिंग में कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे और राहुल गांधी के साथ-साथ दिल्ली के पार्टी इंचार्ज दीपक बावरिया, दिल्ली कांग्रेस के अध्यक्ष अनिल चौधरी, अजय माकन, संदीप दीक्षित, हारून यूसुफ, किरन वालिया, अरविंदर सिंह लवली जैसे कई बड़े नेता मौजूद थे. जैसे ही ये मीटिंग खत्म हुई, दिल्ली कांग्रेस की प्रवक्ता अलका लाम्बा ने साफ-साफ कह दिया कि दिल्ली में कांग्रेस सभी सातों लोकसभा सीटों पर चुनाव लड़ने की तैयारी कर रही है. इसके बाद दिल्ली कांग्रेस के अध्यक्ष अनिल चौधरी ने अरविंद केजरीवाल पर सीधा अटैक किया. अनिल चौधरी ने कहा उनकी पार्टी भ्रष्टाचार और शराब नीति के साथ साथ बाढ से हुई तबाही को लेकर अरविंद केजरीवाल को छोडेगी नहीं.

दिल्ली के मंत्री सौरभ भारद्वाज ने कहा कि ये दोनों ही कांग्रेस के छोटे नेता हैं. उनकी बातों से कोई फर्क नहीं पड़ता. उन्होंने कहा कि दिल्ली में कौन कितने सीटों पर लड़ेगा, ये इंडिया अलायंस की मीटिंग के बाद तय होगा. आम आदमी पार्टी के नेता सोमनाथ भारती ने कहा कि अभी तक ये साफ नहीं है कि ये स्टैंड कांग्रेस का है या फिर दिल्ली कांग्रेस का, लेकिन दिल्ली कांग्रेस के नेताओं को ये बात समझनी चाहिए कि अगर मोदी को हटाना है तो फिर ऐसी तुच्छ राजनीति बीच में नहीं आनी चाहिए. पार्टी की प्रवक्ता प्रियंका कक्कड़ ने कहा कि अगर जो बात अल्का लाम्बा ने कहा है, वह कांग्रेस पार्टी का स्टैंड है, तो फिर इंडिया अलायंस की मीटिंग में जाने का कोई मतलब नहीं बनता. आम आदमी पार्टी का जब कांग्रेस को कड़ा संदेश गया तो पार्टी की लीडरशिप ने एक बार फिर दिल्ली कांग्रेस के नेताओं को बुलाया. कांग्रेस पार्टी के दिल्ली के इंचार्ज दीपक बाबरिया ने साफ-साफ कहा कि अगर किसी ने जल्दबाजी में कुछ कह दिया, तो वो कांग्रेस का ऑफिशियल स्टैंड नहीं है. बात सिर्फ इतनी है कि दिल्ली को लेकर कांग्रेस में कन्फ्यूजन है. कांग्रेस के स्थानीय़ नेता दिल्ली की सातों सीटों पर चुनाव लड़ना चाहते है. कांग्रेस का केंद्रीय नेतृत्व आम आदमी पार्टी को विपक्षी दलों के अलायंस में बनाए रखना चाहती है. इसीलिए ये विरोधाभास दिखाई दे रहा है. आम आदमी पार्टी को लगता है कि कांग्रेस के नेता जानबूझकर अपने नेताओं से इस तरह के बयान दिलवाते हैं..ताकि केजरीवाल की पार्टी पर प्रेशर बनाया जा सके लेकिन इस खेल में आम आदमी पार्टी भी माहिर है. उन्होंने काउंटर प्रेशर बना दिया. AAP ने कह दिया कि अगर यही रुख रहेगा तो फिर वो अलायंस की अगली बैठक में नहीं जाएंगे. पिछली मीटिंग के दौरान भी आम आदमी पार्टी का ऐसा ही प्रेशर काम आया था. हालांकि मुझे लगता है कि इस फैसले पर अभी कुछ कहना जल्दबाजी होगी. दिल्ली में तकरार की वजह से अलायंस में फूट पड़ जाएगी. जब जब सीटों के बंटवारे पर बात होगी, जहां जहां सीटों के बांटने को लेकर चर्चा होगी. इसी तरह की तकरार सामने आएगी. आम आदमी पार्टी और कांग्रेस की असली तकरार तो पंजाब में होगी जहां आम आदमी पार्टी की जबरदस्त जीत हुई थी. वहां 13 सीटों में से एक पर भी कांग्रेस जीतने की स्थिति में नहीं है. पंजाब में बीजेपी भी कमजोर है, इसीलिए केजरीवाल सारी 13 सीटों पर लड़ने का दावा कर सकते हैं. .

शरद पवार

दिक़्कत सिर्फ़ आम आदमी पार्टी और कांग्रेस के बीच नहीं है . कांग्रेस को डर है कि महाराष्ट्र में शरद पवार भी खेल कर सकते हैं. INDIA गठबंधन छोड़कर अलग हो सकते हैं. असल में कांग्रेस को लग रहा है कि शरद पवार जिस तरह बार बार अपने भतीजे अजित पवार से मिल रहे हैं. उससे उन पर भरोसा करना महंगा पड़ सकता है. कांग्रेस सवाल उठा रही है कि जब अजित पवार, बीजेपी के साथ चले गए हैं तो फिर शरद पवार उनसे क्यों मिल रहे हैं. दोनों की पिछली मुलाक़ात, शनिवार को पुणे में, एक बिज़नेसमैन के घर पर हुई थी. इसके बाद, कांग्रेस के सब्र का बांध टूट गया. कांग्रेस के नेता शरद पवार के इरादों पर सवाल उठाने लगे. पूर्व मुख्यमंत्री अशोक चव्हाण ने कहा कि शरद पवार अपना स्टैंड क्लियर करें. कांग्रेस के एक और पूर्व मुख्यमंत्री पृथ्वीराज चव्हाण ने कहा कि अजित पवार, शरद पवार के पास बीजेपी का ऑफ़र लेकर गए थे. बीजेपी, उनको केंद्र में मंत्री बनाने को तैयार है. बीजेपी, शरद पवार की बेटी सुप्रिया सुले को भी केंद्र में मंत्री बनाने के लिए राज़ी है. कांग्रेस की तरफ़ से बयान आया, तो NCP ने जवाब देने में देर नहीं की. शरद पवार की बेटी सुप्रिया सुले ने बीजेपी से किसी तरह का ऑफ़र मिलने की बात को सिरे से ख़ारिज कर दिया. सुप्रिया सुले ने कहा कि अगर कांग्रेस के नेताओं को पता है कि शरद पवार को क्या ऑफ़र दिया गया…तो वो इसकी पूरी जानकारी जनता को दे. महाराष्ट्र कांग्रेस के अध्यक्ष नाना पटोले ने NCP के ज़ख़्मों पर मरहम लगाने की कोशिश की. नाना पटोले ने कहा कि कांग्रेस को तो शरद पवार पर पूरा भरोसा है लेकिन, शरद पवार जिस तरह बार-बार अजित पवार से मुलाक़ात कर रहे हैं, उसको लेकर जनता में कनफ्यूज़न ज़रूर है. जब दिन भर ख़ूब बयानबाज़ी हो चुकी, कांग्रेस, शिवसेना और NCP के नेताओं ने एक दूसरे के ख़िलाफ़ भड़ास निकाल ली तो शाम को शरद पवार बोले. शरद पवार ने कहा, वो किसी भी क़ीमत पर बीजेपी के साथ नहीं जाने वाले. वो पूरे ज़ोर-शोर से 31 अगस्त को होने वाली INDIA की बैठक की तैयारी कर रहे हैं और इस बार देश को मोदी का विकल्प देंगे, मोदी को सत्ता में नहीं लौटने देंगे.
शरद पवार ने भतीजे अजित पवार से मुलाक़ात पर भी तस्वीर साफ़ की. पवार ने कहा कि वो परिवार में सबसे बड़े हैं और परिवार का कोई भी मसला होता है तो उनसे सलाह ली जाती है. अजित पवार इसीलिए उनसे पुणे में मिले थे और वो कोई ऑफ़र लेकर नहीं आए थे. एनसीपी में होने वाली इस तरह की हर गतिविधि पर कांग्रेस की नज़र है. और शरद पवार की बिडंबना देखिए. वो बार बार कह रहे हैं कि वो बीजेपी के साथ नहीं जाएंगे, वो बार बार दावा कर रहे हैं कि वो मोदी को हटाने के लिए काम करेंगे, वो बार बार बता रहे हैं कि वो विरोधी दलों के अलायंस के साथ हैं लेकिन महाराष्ट्र में उनके दोनों अलायंस पार्टनर उद्धव की शिवसेना और कांग्रेस उनकी बात पर यकीन करने को तैयार नहीं है. उनका शक भी बेवजह नहीं है. भतीजे पवार की बगावत के बाद चाचा पवार उनसे पांच बार मिल चुके हैं. आखिरी मीटिंग तो सीक्रेट थी, वो लीक हो गई. इसीलिए शक होना लाजिमी है. मुझे लगता है कि शरद पवार ने फाइनल फैसला नहीं लिया है. वो हालात को तौल रहे हैं. किसमें कितना है दम, इसका अंदाजा लगा रहे हैं. शरद पवार दूर की सोचते हैं. कोई फैसला जल्दबाजी में नहीं करते. आज की तारीख में उनके दोनों हाथों में लड्डू है, इसीलिए उन्हें कोई जल्दी नहीं है.

नीतीश कुमार

ऐसा लग रहा है कि बिहार में भी INDIA गठबंधन में सब-कुछ ठीक नहीं है. मुख्यमंत्री नीतीश कुमार ने इसका परोक्ष संकेत भी दिया. 15 अगस्त के कार्यक्रम में जहां पूर्व मुख्यमंत्री लालू यादव और राबड़ी देवी भी मौजूद थे, और नीतीश कुमार के डिप्टी तेजस्वी यादव भी, इस प्रोग्राम में नीतीश कुमार ने बिना नाम लिए हुए लालू-राबड़ी राज पर बड़ा हमला बोला. नीतीश ने कहा कि उनके मुख्यमंत्री बनने से पहले बिहार की हालत बहुत ख़राब थी, न रोज़ी-रोज़गार के मौक़े थे, न पढ़ाई लिखाई की सुविधा. लड़कियां तो घर से निकलने में भी डरती थीं. नीतीश ने कहा कि 2006 में मुख्यमंत्री बनने के बाद से उन्होंने बिहार को बदल डाला है.अगले ही दिन वो दिल्ली आये और सीधे, अटल बिहारी वाजपेयी के समाधि स्थल गए, उनको श्रद्धांजलि अर्पित की. नीतीश काफ़ी समय तक अटल बिहारी वाजपेयी की सरकार में मंत्री रहे थे, NDA गठबंधन का हिस्सा रहे थे. श्रद्धांजलि देने के बाद नीतीश ने कहा कि वो दिल से अटल जी का सम्मान करते हैं और आज भी उनको याद करते हैं. नीतीश ने कहा कि अटल बिहारी वाजपेयी और आडवाणी की वजह से ही वो NDA में शामिल हुए, उनके आशीर्वाद से ही मुख्यमंत्री भी बने. मुझे नहीं लगता कि नीतीश कुमार के पास अब बीजेपी के साथ लौटने का विकल्प बचा है, लेकिन उन्होंने इतनी बार पलटी मारी है, इतनी बार पलटी मारी है कि कोई भी दावे से कुछ नहीं कह सकता. पिछले कुछ हफ्तों के डेवलपमेंट देख लीजिए. पहले वो राज्य सभा के उपसभापति हरिवंश से मिले. घंटों बात की. मैसेज गया कि वो हरिवंश के माध्यम से मोदी का मन टटोल रहे हैं. फिर उन्होंने लालू यादव के जमाने की सरकार की आलोचना की. आरजेडी को ये बात शूल की तरह चुभी. नीतीश कुमार अटल जी की समाधि पर फूल चढ़ाने पहुंच गए, ऐसा लगा कि नीतीश कुमार ये इंप्रेशन देना चाहते हैं कि उनको बीजेपी से कोई समस्या नहीं है. उनकी समस्या मोदी और अमित शाह से है. अपनी प्राइवेट बातचीत में वो कहते हैं कि अटल जी, आडवाणी जी उनको बहुत आदर देते थे, जो उन्हें मोदी और शाह से नहीं मिलता है. अब इन बातों का मतलब ये लगाया गया कि अगर हवा दोगे तो मैं लौट के आ सकता हूं. हालांकि मैं फिर कहूंगा कि इसकी संभावना बहुत कम है.

Three fresh developments in the newly formed 26-parties anti-Modi opposition combine (acronym I.N.D.I.A) clearly show there is widespread confusion among the constituents. Statements by some leaders and speculations about top leaders like Sharad Pawar and Nitish Kumar have added fuel to the fire.

CONGRESS AND AAP

On Wednesday, the Congress party disowned its Delhi spokesperson’s statement after Aam Aadmi Party threatened to exit the alliance. The spokesperson Alka Lamba had claimed after a brainstorming session of Delhi party leaders with Congress President Mallikarjun Kharge and Rahul Gandhi, that her party has decided to contest all seven Lok Sabha seats in Delhi. She quoted Rahul Gandhi as having said that the mood of the people in Delhi has changed and the party should strive to win all seven seats. This triggered a war of words with AAP which threatened to walk out of INDIA alliance, if the Congress did not roll back its stand. Later, AICC in-charge of Delhi Deepak Babaria said, Lamba was not authorised to talk about such sensitive issues. He said, there was no discussion about alliance, which is the “exclusive domain of the central party leadership”. The ground reality is that there is utter confusion in Congress over the party’s approach in Delhi. Local Congress leaders want to contest all the seven Lok Sabha seats, but the central leadership wants to keep its alliance with AAP intact. This has caused contradictions in the party hierarchy. AAP leaders suspect that Congress leaders are deliberating prodding their junior leaders to make such statements, in order to pile up pressure on Arvind Kejriwal’s party. But Aam Aadmi Party is wiser in this game. It brought a counter-pressure by threatening to walk out of the alliance. At the Bengaluru meeting, its pressure worked. However, I feel, that it would be a wrong strategy to jump to conclusions so early. Whenever talks will begin on seat distribution, differences will surely arise. The bigger quarrel will be in Punjab between Congress and AAP, which scored a landslide victory in assembly elections. Congress is not in a position to win even a single out of 13 Lok Sabha seats in Punjab. BJP is also weak in Punjab, and Kejriwal can stake his claim to contest all 13 seats.

SHARAD PAWAR

The war of words is not only going on between AAP and Congress in Delhi. Congress leaders fear that NCP supremo Sharad Pawar may play a game in Maharashtra, by walking out of INDIA alliance. Congress leaders have started questioning why Sharad Pawar is frequently meeting his nephew Ajit Pawar, who has already quit the party and joined the BJP camp. The last meeting took place on Saturday in Pune between Sharad Pawar and his nephew in the house of a businessman. It was kept secret but news leaked out. Soon after, Congress leaders lost their patience. Former CM Ashok Chavan demanded that the NCP supremo must make his stand clear publicly. Another former CM Prithviraj Chavan alleged that Ajit Pawar had brought an offer from BJP for making his uncle a cabinet minister at the centre. He said, there is report that BJP is even ready to make Pawar’s daughter Supriya Sule a minister at the Centre. Supriya Sule, however, rejected all reports about any offer from BJP as baseless. State Congress chief Nana Patole said, there is confusion in party ranks over frequent meetings between Sharad Pawar and his nephew. NCP leader Jitendra Ahwad blamed the media for creating confusion. On Wednesday evening, Sharad Pawar denied all reports about “offers from BJP” as “planted news”. Pawar said he has already spoken to Uddhav Thackeray about his meeting. Pawar also said, he very much remained a part of the INDIA alliance and it stood a good chance to oust BJP at the Centre in next year’s Lok Sabha elections. Pawar also said, he would attend the INDIA alliance meeting in Mumbai on August 31, and this will be followed by a joint public rally on September 1. Despite Pawar’s protestations, most of his allies are careful about his moves. Congress is keeping a close watch on all activities in Pawar camp. The octogenarian NCP supremo is caught in a peculiar bind. Time and again, he has been saying that he will not join the BJP camp and will work to remove Narendra Modi from power. Time and again, he has been saying that he is with the opposition alliance, and yet his alliance partners in Maharashtra, Uddhav Thackeray’s Shiv Sena and Congress, are unwilling to trust his words. Their suspicion is not unfounded. The NCP patriarch has met his rebel nephew five times since the later left the party and joined the BJP camp. Such meetings are bound to cause suspicion. What I feel is, Sharad Pawar is yet to take a final decision. He is still assessing the situation and weighing all options. Pawar has this knack of taking a long-term view. He never takes any decision in a hurry. As of now, he has ‘laddoos’ in both his hands, and he is not in a hurry.

NITISH KUMAR

All is not well in the INDIA alliance in the key state of Bihar. Chief Minister Nitish Kumar himself gave some clues about this confusion. On August 15, he along with former CM Lalu Prasad Yadav and former CM Rabri Devi attended a function. Nitish Kumar’s deputy CM Tejashwi Yadav was also present. Without naming anybody, Nitish Kumar said, the situation in Bihar was quite bad before he took over as chief minister in 2006. He said, there were neither job opportunities, nor good education at that time, and girls used to fear when they came out of their homes. Nitish Kumar claimed that he changed Bihar after he became CM. A day later, Nitish Kumar came to Delhi and offered his respects at the samadhi of former PM Atal Bihari Vajpayee. Questions are being raised about his intention now. Nitish Kumar was Railway Minister during Vajpayee’s regime. He said, he revered Atal Ji and still remembers him today. He said, he joined the NDA only because of Atal Ji and L K Advani, and later became CM because of their “blessings”. His old associate and now known detractor, BJP leader Sushil Modi alleged, Nitish Kumar is trying to drive a wedge in BJP. “Nitish praises Atal Ji and Advani but opposes Narendra Modi. He won’t succeed in this political game”, said Sushil Modi. I do not think Nitish Kumar will get any chance of returning to the BJP camp. He has made so many political somersaults in the past that he is known across Bihar as ‘Paltu Chacha’. But look at some of the recent developments. He met Rajya Sabha Deputy Chairman Harivansh and spoke with him for several hours. The message that came out was that Nitish was probing Narendra Modi’s mind by speaking to his old-time associate Harivansh. Nitish then raised the heckles of Lalu Prasad and his family, by speaking ill of RJD regime prior to his becoming CM. And he then followed this up by offering respects at Vajpayee’s samadhi. It seems, Nitish Kumar is trying to give the impression that he has no problems with BJP. His only problem is with Modi and Amit Shah. In private discussions, he speaks of how he still has great regards for Atal Ji and Advani, unlike his dealings with Modi and Shah. These are only straws in the wind. He may be sending signals that he can return to BJP camp if given the right opportunity. But I would like to stress this again: the possibility of Nitish Kumar returning to BJP camp is minimal.

स्वाधीनता दिवस पर प्रधानमंत्री नरेन्द्र मोदी ने लालकिले की प्राचीर से 2024 के लिए बड़ा संदेश दिया. अपना चुनावी कैंपेन लॉन्च कर दिया, बिना चुनाव की बात किए, बिना किसी का नाम लिए, उन्होंने विरोधी दलों को करारा जवाब दिया. पहले मोदी ने अपने नौ साल की उपलब्धियां गिनाईं । गरीबों के लिए घर, मुद्रा योजना से बढा कारोबार, MSME को मदद, घर घर जल, आयुष्मान भारत, जन औषधि केंद्र, किसानो के लिए यूरिया, जैसे अनेक कामों का जिक्र किया. कैसे भारत की अर्थव्यवस्था पिछले नौ साल में दुनिया मे दसवें नंबर से पांचवें नंबर पर पंहुची, ये बताया. फिर मोदी ने आने वाले पांच साल का विज़न समझाया. मिडिल क्लास पर फोकस, शहरों में घर बनाने के लिए मदद, सस्ता इंटरनेट डेटा और मंहंगाई पर काबू का भरोसा दिलाया. मोदी ने दावा किया कि आने वाले पांच साल में वो भारत की अर्थव्यवस्था को दुनिया की तीसरे सबसे बड़ी अर्थव्यवस्था बनाएंगे. इसके बाद मोदी ने अगले 25 साल की बात की. 2047 में भारत को विकसित देश बनाने का सपना दिखाया. दुनिया के बदलते वर्ल्ड ऑर्डर के बारे में समझाया और भाषण के अंत में मोदी ने विरोधी दलों के जले पर नमक छिडका. बताया कि अगर भारत को दुनिया की तीसरी सबसे बड़ी अर्थव्यवस्था बनाना है तो देश को मजबूत सरकार की फिर जरुरत होगी. मोदी ने पहले बताया कि मैं वापस आऊंगा, लालकिले की प्राचीर से अगले साल फिर संबोधन करूंगा, और इसके बाद मोदी ने फाइनल एसॉल्ट किया. नरेन्द्र मोदी ने अपना चुनाव एजेंडा साफ कर दिया. मोदी ने लोगों से तीन बुराइयों से लड़ने के लिए सहयोग मांगा – एक, भ्रष्टाचार, दूसरा, परिवारवाद औऱ तीसरा, तुष्टिकरण. अब ये कोई सीक्रेट नहीं है कि ये तीनों प्रहार विरोधी दलों के नए गठबंधन पर है. वो गठबंधन जो मोदी का मुकाबला करने के लिए बनाया गया है. लालकिले की प्राचीर पर जो दिखाई दिया, वो विंटेज मोदी का रूप था. स्वाधीनता दिवस पर जो सुनाई दिया उससे लगा पुराना फाइटर मोदी फिर मैदान में है. वैसे भी मोदी के बारे में मुझे ये लगता है कि वो विपरीत परिस्थितियों में ज्यादा असरदार होते हैं. मुझे नहीं लगता है कि विरोधी दलों ने भी इस बात की जरा भी उम्मीद की होगी कि लालकिले की प्राचीर से मोदी इतनी साफ साफ और इतनी खरी खरी बातें कहेंगे. लेकिन मोदी तो मोदी हैं. वो अपने हिसाब से चलते हैं. उन्होंने विरोधी दलों की बातों का चुन-चुनकर जवाब दिया. छोटी से लेकर हर बड़ी बात पर का उत्तर दिया. जैसे टेलीप्रॉम्पटर को लेकर बहुत कुछ कहा जाता है. मोदी ने अपने भाषण में टेलीप्रॉम्पटर का सहारा नहीं लिया. मोदी का धाराप्रवाह बोलने का पुराना जोश दिखाई दिया. डेढ़ घंटे तक सिर्फ नोट्स की मदद से बोलना आसान नहीं होता. इल्जाम था कि मोदी मणिपुर पर बोलने से बचते हैं, उन्होंने लालकिले की प्राचीर से भरोसा दिलाया कि मणिपुर में जल्दी शांति कायम होगी. मोदी ने लोगों को अहसास कराया कि वो पॉजिटिव सोचते हैं, सिर्फ देश के बारे में सोचते हैं. लेकिन उनके विरोधी सिर्फ नेगेटिव बातें करते हैं और सिर्फ अपने परिवार की चिंता करते हैं. भाषण में मोदी के तीन मुख्य मुद्दे थे – भ्रष्टाचार, परिवारवाद और तुष्टिकरण. विरोधी दलों के गठबंधन के जितने भी नेता जो CBI और ED से परेशान हैं, राहुल, ममता, लालू, पवार, केजरीवाल, स्टालिन सब के सब मोदी पर जांच एजेंसियों का इस्तेमाल करके राजनीति करने का आरोप लगाते हैं. मोदी ने इसलिए भ्रष्टाचार को मुद्दा बनाया. हालांकि इस मामले में विपक्ष अजित पवार जैसे नेताओं का नाम लेकर कहेगा, कि वो वॉशिंग मशीन से धुलकर आए हैं. लेकिन परिवारवाद ऐसा मामला है, जहां मोदी की चोट का सबसे ज्यादा असर होगा. मोदी का अपना कोई परिवार नहीं है. उन्होंने देशवासियों को बार बार ‘मेरे परिवारजन’ कहकर संबोधित किया. 140 करोड़ लोगों को अपना परिवार बताया. अपने 90 मिनट के संबोधन में मोदी ने करीब 48 बार ‘मेरे परिवारजन’ शब्द का इस्तेमाल किया . इसका असर जन मानस पर होगा. तुष्टिकरण का जिक्र करके मोदी ने बीजेपी के कोर वोटर को मैसेज दिया. उन्होंने भरोसा दिलाया कि वो कभी वोटों के लिए तुष्टिकरण की राजनीति नहीं करेंगे. लेकिन नरेन्द्र मोदी ने दो बातें ऐसी कहीं जिनका परोक्ष मतलब ये था कि अगर देश की जनता ने उन्हें तीसरी बार चुना तो उसका कितना दूरगामी परिणाम होगा. इसीलिए मोदी ने 2047 में भारत को अमेरिका जैसे ताकतवर देशों की श्रेणी में पहुंचाने की बात की. उन्होंने लोगों को सावधान किया कि 1000 साल पहले पृथ्वीराज चौहान को हराने की एक गलती हुई थी. इसकी सज़ा देश ने एक हजार साल तक पाई, लेकिन अब ऐसा नहीं होने दिया जाएगा. अब भारत कभी फिर से गुलाम ना बने, यह सुनिश्चित किया जाएगा. इसका असली मतलब ये था कि फिर से गलती नहीं करनी है, अगर चूक हुई, तो लम्हों की खता होगी और सजा सदियों तक मिलेगी.

Prime Minister Narendra Modi virtually launched his 2024 election campaign on Tuesday with his Independence Day speech from the ramparts of Red Fort. Without mentioning a word about elections, without naming any individual or party, he hit out at the opposition and outlined his 2024 poll agenda by focussing on three big ills: dynastic politics, corruption and appeasement. He listed his nine-year-old government’s big achievements – from Mudra Yojana to assistance for MSMEs, supply of piped drinking water, Ayushman Bharat, Jan Aushadhi Kendras and several other schemes. He announced a scheme to empower and train 15,000 women’s self-help groups for using drones in farm sector, with an aim of achieving, what he said, “two crore lakhpati didis” in villages. He also announced interest subsidy on bank loans for slum- and chawl-dwellers for building their own house. He also announced a Vishwakarma Yojana for upskilling of artisans like carpenters and weavers. Modi put forth his vision for the next five years, with focus on middle class by ensuring cheap internet data and curbs on inflation. He promised to fulfil his guarantee of making India the third largest economy within the next five years. Modi also spoke about his dream of making India a developed nation by 2047. A confident Modi said, “Next year, on August 15, from this very Red Fort, I will present to you our achievements”. The Prime Minister’s I-Day speech this time was pure, vintage Modi. He projected himself as a fighter ready to take on the opposition in next year’s elections. Modi is always more effective in adverse situations. I do not think the opposition leaders had any inkling about Narendra Modi speaking out bluntly from the Red Fort. Modi is after all Modi. He gave his speech in his own way and replied to each of the charges levelled by the opposition. He did not use a teleprompter and spoke extempore for 90 minutes with verve and energy. He spoke on Manipur also, and hoped that peace will be restored soon. This was Modi’s style of sending the message that he always thinks positively, in the interest of the nation. While lashing out at the opposition on the issue of dynastic politics, Modi said, “For me, the country is my family”. Leaders of the newly formed opposition alliance, like Rahul Gandhi, Mamata Banerjee, Lalu Prasad, Sharad Pawar, Arvind Kejriwal and M K Stalin had been alleging that Modi was misusing investigation agencies like ED and CBI for politics. Modi made corruption one of the main issues in his speech. He spoke of how several lakh crores of rupees were drained from government funds due to corruption. Naturally, the opposition asked questions about why leaders like Ajit Pawar, facing corruption charges, were taken in NDA. But dynastic politics is one area where Modi’s charge carries weight. Modi has no family of his own. In his speech, he frequently spoke to the people of India as “mere parivaarjan” (my family members). He spoke of how 140 crore Indians belong to his family. For nearly 48 times in his 90-minute speech, Modi used the words ‘mere parivaarjan’. This will have a big effect on the minds of listeners. By speaking against appeasement, Modi sent a message to his core voters and assured them that he would never support appeasement politics for the sake of votes. Modi made two points that indirectly meant that if the people of India elected him for a third consecutive term, it will have a far-reaching effect. Modi also spoke of his dream of making India a developed nation like the USA by 2047. He reminded of how a single mistake of intra-rivalry between two kingdoms led to the defeat of King Prithviraj Chauhan at the hands of an invader and India had to face 1,000 years of slavery. This will not be allowed to be repeated, he said. Modi cautioned the people not to commit the same mistake again. A mistake made at a moment in history can cause people to face travails for centuries. “Lamhe Ne Khataa Ki Thi, Sadiyan Ne Sazaa Pai”, goes the famous Urdu couplet.

स्वतंत्रता दिवस के अवसर पर आप सभी को हार्दिक शुभकामनाएं. सबसे पहले मैं आपसे भारत की शान, देश के मुकुट, कश्मीर की बात करना चाहता हूं. जिस कश्मीर घाटी में स्वतंत्रता दिवस के मौके पर सन्नाटा हुआ करता था, कर्फ्यू लगता था, वहां लोगों का हुजूम है, सबके हाथों में तिरंगा लहराता हुआ दिखाई दे रहा है. जहां अलगाववादी नारे सुनाई देते थे, वहां ‘भारत माता की जय’ के उद्घोष सुनाई दे रहे हैं. श्रीनगर से लेकर अनंतनाग, पुलवामा से लेकर शोपियां तक हर जगह तिरंगे की धूम है. पूरे भारत में रविवार से हर घर तिरंगा अभियान की शुरुआत हुई है औऱ कश्मीर ने दिखा दिया कि तिरंगा फहराने, लहराने में वहाँ के लोग किसी से पीछे नही है. जहां से बंद की कॉल दी जाती थी वहाँ मौसम बदल चुका है. श्रीनगर में, डल झील से लेकर लाल चौक तक हर तरफ तिरंगा शान से लहरा रहा है. लोग आजादी का जश्न मना रहे हैं. आज कश्मीर घाटी में भारत का झंडा लेकर घूमने में किसी को कोई डर नहीं है, जिन घरों के नौजवान भटक कर आतंकवादी बन गए थे, उनके घरों में भी तिरंगा लहराता दिखाई दिया. ये जवाब है उन दुश्मनों को जिन्होंने कश्मीर को अलगाववाद के रास्ते में धकेला था. ये जवाब है उन नेताओं को, जो कहते थे कि अगर कश्मीर से अनुच्छेद 370 हटा तो तिरंगा थामने वाला कोई हाथ नहीं मिलेगा. आज कश्मीर में अनुच्छेद 370 हटे चार साल हो चुके हैं लेकिन तिरंगा थामने वाले हाथों की कोई कमी नहीं है. सोपोर में हिज्बुल के एक आतंकवादी के भाई रईस मट्टू ने अपने घर पर तिरंगा लहराया. ये अपने आप में बहुत खास घटना है, बहुत बड़ा संदेश देती है. रईस मट्टू अकेले नहीं हैं जिनके घर का सदस्य आतंकवादी हो औऱ वो अपने घर पर तिरंगा लहरा रहे हों. ऐसी ही तस्वीर किश्तवाड़ से भी आई. किश्तवाड़ के दच्चण इलाके में 20 लाख रुपये के इनामी आतंकवादी मुदस्सर हुसैन के घर पर तिरंगा फहरा. मुदस्सर हुसैन के पिता तारिक हुसैन ने कहा कि उनका बेटा राह भटक गया है.मुदस्सर हुसैन 2018 में घर से भागकर हिजबुल मुजाहिदीन में शामिल हो गया था, कई आतंकी घटनाओं में उसका नाम आया इसलिए सरकार ने उस पर 20 लाख रुपये का इनाम रखा है लेकिन उसके माता-पिता चाहते हैं कि वो लौट आए और सरेंडर कर दे. मुदस्सर के पिता कह रहे हैं कि कश्मीर के हर घर में तिरंगा लहराना चाहिए. वादी में इस बार हर घर, ऑफिस, सरकारी संस्थाओं और प्राइवेट इंस्टीट्यूट पर तिरंगा पूरी शान से लहरा रहा है और सबसे अच्छी बात ये है कि सरकार की तरफ से कोई दबाव नहीं है. लोग खुद आगे आकर अपने घर और संस्थाओं पर तिरंगा लगा रहे हैं क्योंकि इनको कश्मीर में आया बदलाव दिखाई दे रहा है. अगस्त 2019 में जब कश्मीर से धारा-370 खत्म की गई थी तो कई तरह की आशंकाएं जताईं गई लेकिन आज वो सभी डर, सभी आशंकाएं गलत साबित हुई. कश्मीर में अब रिकॉर्ड संख्या में सैलानी पहुंच रहे हैं. आतंकवादी वारदात में कमी आई है. लोगों में आतंकियों का खौफ कम हुआ है. यही वजह है कि बड़ी संख्या में लोग स्वतंत्रता दिवस की तैयारियों में लगे हैं. अनंतनाग पीडीपी नेता महबूब मुफ्ती का इलाका है. यहां के स्पोर्ट्स स्टेडियम में बड़ी संख्या में लोग हाथ में तिरंगा लिये पहुंचे. महबूबा मुफ्ती कहती थीं कि अगर कश्मीर से धारा-370 खत्म की गई तो घाटी में कोई तिरंगा उठाने वाला नहीं मिलेगा, लेकिन आज देखिए उन्हीं महबूबा मुफ्ती के जिले अनंतनाग में सबके हाथ में तिरंगा है और शान से लहरा रहा है. कश्मीर घाटी के हर इलाके से तिरंगा यात्रा की ऐसी ही तस्वीरें आ रहीं है. शोपियां एक समय आतंकियों का गढ़ था. शोपियां में कई सौ मीटर लंबी लाइन वाली तिरंगा यात्रा निकली. सबसे खास बात ये है कि इस तिरंगा यात्रा में महिलाओं और लड़कियों की तादाद भी अच्छी खासी है..आप गौर से देखेंगे तो पुरुषों से ज्यादा महिलाएं ही दिखीं. शोपिंया, अनंतनाग वो इलाके हैं,जहां 14 और 15 अगस्त यानी पाकिस्तान और भारत की आज़ादी के दिन आम तौर पर बंद की कॉल दी जाती थी. किसी तरह की गड़बड़ी रोकने के लिए इंटरनेट बंद किया जाता था. लेकिन इस बार यहां ऐसा कुछ नहीं है. पुलवामा में हजारों लोग ‘मेरी माटी, मेरा देश’ तिरंगा रैली में शामिल हुए..पुलवामा के वुमेंस डिग्री कॉलेज में निकाली गई इस तिरंगा रैली के दौरान लोगों में देशभक्ति और राष्ट्रवाद का जोश देखने को मिला. रैली में बड़ी तादाद में नौजवान, स्कूल और कॉलेज के छात्र शामिल हुए. ये वही पुलवामा है जहां फरवरी 2019 में हुए आतंकी हमले में CRPF के 40 जवान शहीद हुए थे, लेकिन अब पुलवामा 4 साल पुरानी उन कड़वी यादों को भुलाकर आगे बढ़ चुका है. अब यहां लोग आतंकवाद के खौफ में नहीं जीते बल्कि तिरंगा लेकर बड़ी तादाद में बाहर निकलकर आज़ादी का जश्न मनाते हैं. श्रीनगर में डल झील के पास कश्मीर इंटरनेशनल कन्वेंशन सेंटर से बॉटिनिकल गार्डन तक तिरंगा यात्रा निकाली गई. इस तिरंगा रैली में शामिल होने के लिए श्रीनगर से ही नहीं बल्कि अलग-अलग जिलों से लोग पहुंचे. करीब ढाई किलोमीटर लंबे रूट में निकली इस रैली में इतने लोग शामिल थे कि देखने वाले भी हैरान रह गए. एक तरफ सड़क पर तिरंगा यात्रा निकल रही थी, दूसरी तरफ डल झील में नाव चला रहे लोग भी तिरंगा लेकर चल रहे थे. कश्मीर में पिछले कुछ साल में जो हालात बदले हैं, उसमें यहां के LG मनोज सिन्हा का भी अहम रोल रहा है. मनोज सिन्हा लोगों की चिंता करते हैं, सबसे मिलते हैं, उनकी समस्याएं सुनते हैं. इसकी वजह से वो लोगों का भरोसा जीतने में कामयाब रहे. सोमवार शाम को श्रीनगर के ऐतिहासिक लाल चौक में क्लॉक टावर (घंटा घर) का उद्धाटन किया गया. श्रीनगर स्मार्ट सिटी प्रोजेक्ट के तहत इस क्लॉक टावर को बनाया गया है. इस क्लॉक टावर को भी तिरंगे की रोशनी से नहलाया गया . एक समय में लाल चौक श्रीनगर का सबसे तनावग्रस्त इलाका माना जाता था लेकिन अब ये क्लॉक टावर यहां घूमने आने वालों के लिए एक नया आकर्षण केंद्र बन गया है. कश्मीर में ये बदलाव अदभुत है. कुछ साल पहले इसकी कल्पना भी नहीं की जा सकती थी कि यहां गली गली में तिरंगा लहराता हुआ दिखाई देगा. कश्मीर के लोगों का भरोसा जीतना आसान काम नहीं हैं. इसके लिए पिछले 4 साल में जबरदस्त कोशिश की गई. लोगों की रोजमर्रा की जिंदगी में सहूलियतें बढ़ाने की कोशिश हुई. स्कूलों में ,सड़कों पर,अस्पतालों में, पानी -बिजली में सुधार दिखाई देने लगा. लोगों को तरक्की होती दिखाई देने लगी. इससे यकीन बढ़ा. लोगों ने देखा कि साल भर में करीब 1 करोड़ 90 लाख सैलानी कश्मीर आए. कश्मीर में सैलानियों के आने का मतलब है लोकल लोगों को रोजगार, उनकी कमाई, उनकी समृद्धि, लेकिन ये अभी शुरुआत है. ऐसा नहीं कहा जा सकता कि कश्मीर में सबकुछ ठीक ठाक है. अभी भी दहशतगर्दी की आग कहीं न कहीं दबी हुई है. अभी भी अविश्वास की चिंगारियां सुलगी हुई हैं. पड़ोसी मुल्क में बैठे हैंडलर्स की हरकतें बंद नहीं हुई हैं. इसलिए आज कश्मीर में जो दिखाई दिया वो एक शुरुआत है. कश्मीर की तरक्की वहां के लोगों के बगैर नहीं हो सकती. कश्मीर में अमन चैन वहां के लोगों का भरोसा जीते बिना कायम नहीं हो सकता. जख्म गहरे हैं, भरने में वक्त लगेगा लेकिन आज कश्मीर की घाटी में तिरंगा लहराते देख पूरे देश को गर्व हुआ. इस बात का यकीन हुआ कि हमने कश्मीर में तरक्की के रास्ते पर आगे बढ़ना शुरू कर दिया है. पत्थर उठाने वालों के हाथ में तिरंगा है. और पूरे देश को विश्वास हुआ है कि वो दिन दूर नहीं जब हमारा कश्मीर फिर से जन्नत बनेगा.

First of all, a Happy Independence Day to all of you. In my prime time show AAJ KI BAAT on Monday night, we showed you visuals of ordinary Kashmiris celebrating India’s Independence Day by holding tricolour flag in their hands, the national flag fluttering over housetops after several decades of terrorist violence, and people celebrating the national festival with zest and enthusiasm. Kashmir is the shining crown of India, and for decades, we have seen cities and towns in the Valley living in gloom and curfew during I-Day celebrations. From the Dal Lake of Srinagar, Anantnag, Pulwama and Shopian, people are out on the streets holding the tricolour aloft with pride. With Prime Minister Narendra Modi giving a call for ‘Har Ghar Tiranga’ on August 14 and 15, the sense of enthusiasm among common Kashmiris has to be seen to be believed. This is a solid reply to those naysayers in Kashmir politics who had been warning that there will not be a citizen left in the Valley to hold the tricolour, if Article 370 is removed. In Sopore, the tricolour was flying on the housetop of a terrorist’s brother Raees Mattoo, while in Kishtwar, it was proudly fluttering on the housetop of another Hizbul terrorist Mudassar Hussain. His father Tariq Hussain admitted on camera that his son had strayed from the mainstream. Mudassar Hussain has a Rs 20 lakh reward on his head. His parents want him to return home and surrender. Winds of change are blowing in the Valley and a new Kashmir is emerging. Tricolour flags are fluttering from the rooftops of homes, offices, private institutions and government buildings.

Earlier, it was a rarity. A record number of tourists have visited the Valley this year. In PDP chief Mehbooba Mufti’s home district Anantnag, people thronged the local sports stadium to celebrate Tiranga Rally. Shopian, Anantnag were areas, where there used to be strike in the past on August 14 and 15 at the call of separatist outfits. More and more women are now taking part in the celebrations. In Pulwama, several thousand Kashmiris took part in ‘Meri Maati, Mera Desh’ Tiranga rally that started from Women’s Degree College. Pulwama is the place where a suicide bomber blew up a bus in February, 2019, killing 40 CRPF jawans. On Monday evening, the clock tower at the historic Lal Chowk in Srinagar was reopened under Srinagar Smart City project by Lt Governor Manoj Sinha. It has now become a new attraction for tourists. The change that has come in the Kashmir Valley is astonishing. Nobody could imagine this scenario four years ago.

Winning the trust of common Kashmiris is not an easy task. In the last four years, the life of common people has witnessed a vast improvement. Schools and hospitals are now functioning normally, providing better services, roads have improved, while water and power supply services have undergone a vast change. The common man on the street is watching this change with curiosity. In one year, nearly one crore 90 lakh tourists visited the Valley. Arrival of more tourists means more employment and earnings for people engaged in this sector. This is just the beginning. One cannot claim that everything has changed for the better in the Valley. The embers of terrorism and violence are yet to die. Handlers of terrorist groups sitting across the border in Pakistan have not stopped their nefarious activities.

Anyway, this is a welcome change – a good beginning. Kashmir cannot prosper unless its people live in peace. Peace cannot come unless the trust of the commoners is won. The wounds are deep and it will take years to heal. Watching the national tricolour flying proudly in the Valley fills the heart of every Indian with pride. We can say with confidence that Kashmir has resumed its march towards progress. Those who were stone throwers five years ago, are now carrying the national tricolour in their hands. Let us all hope that the day will not be far off when Kashmir will emerge as “a heaven on earth”.

प्रधानमंत्री नरेंद्र मोदी की सरकार ने अपराधों से निपटने, इनकी जांच करने और गुनहगारों को सजा दिलाने के कानूनों को पूरी तरह बदलने का फैसला किया है. अब तक हमारे देश में हत्या, बलात्कार, चोरी, डकैती, जालसाजी जैसे संगीन अपराधों की जांच अंग्रेजों के द्वारा बनाई गई प्रक्रिया के आधार पर होती है. 75 साल से हमारे यहां अदालत में केसों की गवाही और सजा दिलाने की प्रक्रिया ब्रिटिश संसद द्वारा बनाए गए कानूनों के आधार पर होती है.. 1860 की बनी indian Penal Code, 1872 में बना Evidence Act और 1898 में बनी Criminal Procedure Code आज भी लागू है ..अंग्रेजों द्वारा बनाए गए इन सारे फौजदारी कानूनों को पूरी तरह बदलने का प्रस्ताव अमित शाह ने संसद में पेश किया. अब बेटियों के साथ हैवानियत करने वालों को फांसी होगी. अब मॉब लिंचिंग करने वालों को सख्त सजा मिलेगी. अब कोर्ट में तारीख पर तारीख का सिलसिला खत्म होगा. गुनहगारों को सजा जल्दी मिलेगी और पीड़ितों को इंसाफ मिलने में देरी नहीं होगी.अमित शाह ने बताया कि ये कानून नए सिरे से लिखने के लिए उन्होंने बड़े पैमाने पर हाईकोर्ट्स, पुलिस अफसरों और जनता के प्रतिनिधियों से विचार विमर्श किया. ये काम कितना बड़ा है इसका अंदाजा आपको इस बात से होगा कि अमित शाह ने पिछले चार साल में 158 ऐसी बैठकें की जहां सीआरपीसी, आईपीसी और एविडेंस एक्ट को नया रूप देने के लिए मशविरे हुए. अमित शाह ने संसद को बताया कि उन्होंने इन कानूनों की एक एक पंक्ति पढ़ी. अब कानूनों में बदलावों के बाद अदालतें पूरी तरह से डिजिटल होंगी. आम लोगों को न्याय के लिए सालों साल, पीढ़ी दर पीढ़ी इंतजार नहीं करना पड़ेगा. अब लोगों को अदालतों के चक्कर नहीं लगाने पड़ेंगे. घर बैठे केस की सुनवाई भी होगी, गवाही भी होगी और फैसला भी होगा. अब सबूतों के अभाव में अपराधी बरी नहीं होंगे और केस प्रॉपर्टी के तौर पर जब्त किए गए सामान को पुलिस थानों के मालखानों में कबाड़ की तरह रखने की जरूरत नहीं होगी. इनका डिजिटल साक्ष्य कोर्ट में पेश किया जा सकेगा. मतलब ये कि अब देश में न्याय प्रक्रिया तेज, पारदर्शी और आसान होगी. अमित शाह ने जो तीन बिल लोकसभा में पेश किए., वे अब संसद की स्थायी समिति के पास जाएंगी. जब ये कानून की शक्ल लेंगे तो न्याय व्यवस्था में जबरदस्त बदलाव दिखेगा. अदालतों में लगने वाली भीड़ खत्म होगी. दशकों से लटके मामले, केस की फाइलें अब डिजिटल हो जाएंगी. सरकार कानूनों में जो बदलाव करने जा रही है. उसका आपके जीवन पर काफी असर पड़ेगा.. आम लोगों को न्याय मिलना आसान होगा. पुलिस का काम पारदर्शी होगा. सबूतों के साथ छेड़छाड़ और सबूतों को नष्ट होने से रोका जाएगा. अमित शाह ने कहा कि इन बदलावों का मकसद ये है कि लोगों को न्याय तेज़ी से मिले, बेगुनाहों को परेशानी ना हो, दोषी बचें नहीं और कन्विक्शन रेट बढ़े. इस बात का एहसास तो पहले भी था कि हमारी आपराध प्रक्रिया संहिता पुरानी है . अंग्रेजों के जमाने की है, लेकिन अमित शाह की बात सुनकर तो रोंगटे खड़े हो गए. यकीन ही नहीं हुआ कि हम 75 साल से पुराने कानूनों को लेकर काम चला रहे हैं.. वो कानून जिनका अंग्रेजों की पुलिस बड़ी आसानी से बेजा इस्तेमाल करती थी और आज की पुलिस भी करती है, वो कानून जिनका आज अपराधी पूरा फायदा उठाते हैं, कड़ी सजा से बच जाते हैं, ये कानून ऐसे हैं कि पीड़ित को लगने लगता है कि शायद उसने कोई गुनाह किया हो, वो कानून जिसके तहत अपराधी को सजा दिलाने में लोगों की सारी जायदाद बिक जाती है, इंसाफ के लिए लड़ते लड़ते, जिंदगी के कीमती साल बर्बाद हो जाते हैं, गवाह थक जाते हैं, परेशान हो कर हार मान लेते है, तारीख पे तारीख का सिलसिला चलता रहता है,. .आप निर्भया के केस को याद कीजिए. सारा देश निर्भया की मां के साथ खड़ा था.. पूरी सरकार हत्यारों को सजा दिलाना चाहती थी. पुलिस पर जबरदस्त दवाब था. ये ओपन एंड शट केस था. सारे सबूत थे, गवाह थे तो भी दरिंदों को फांसी तक पहुंचाने में 7 साल 3 महीने लग गए. ये वो केस है जो सारी दुनिया के सामने था .ये तो वो केस है जो फास्ट ट्रैक में था लेकिन अपील पर अपील होती रही .निर्भया की मां एक से दूसरी अदालत में दौड़ती रही .जेसिका लाल के केस में क्या हुआ हम सबने देखा, ऐसे हजारों केस हमारे और आपके सामने हर रोज आते हैं. जिनमें पूरा सिस्टम सिर्फ न्याय में देरी कराने का काम करता है, कभी सबूतों को लेकर, कभी फॉरेन्सिक जांच को लेकर, कभी पोस्टमार्टम रिपोर्ट को लेकर, कभी केस की प्रॉप्रटी को लेकर सवाल उठते रहते हैं. केस में तारीख पर तारीख लगती जाती थी. अपराधियों को जमानत मिल जाती थी, और जिसके परिवार के साथ अपराध हुआ वो अपने आपको बचाता फिरता था. हम मान कर बैठ जाते थे कि ऐसे ही चलता है, क्या करें कानून ही ऐसा है. मैं अमित शाह की तारीफ करूंगा कि उन्होंने गुलामी की निशानी से भरे इन कानूनों में आमूल चूल परिवर्तन किया. सिर्फ संशोधन नहीं किये, इन्हें पूरी तरह फिर से लिखवाने का काम किया. सबसे अच्छी बात ये है कि अब नए कानून में सबसे पहला चैप्टर महिलाओं और बच्चों के प्रति अपराधों को लेकर होगा और इससे पूरे फौजदारी कानून की अप्रोच बदल जाएगी. अगर अमित शाह ने संसद में जो कहा वो वाकई में हो गया, तो ये एक क्रांतिकारी काम होगा अदालतों मे इंसाफ के लिए भटक रहे करोड़ों लोगों को राहत मिलेगी. इतिहास अमित शाह को याद रखेगा.

The path breaking step taken by Narendra Modi government to overhaul the entire criminal justice system in India is praiseworthy. Home Minister Amit Shah introduced three bills in Parliament to replace the Indian Penal Code, 1860, Criminal Procedure Code, 1898 and Indian Evidence Act, 1872, which were colonial-era laws out of sync with the present age. The new codes have been written in simple language and the objective is to speed up trials by laying down fixed timelines and to boost up rates of conviction of criminals. Heinous crimes like murder, rape, dacoities, along with thefts and frauds will now get a speedy trial. The three codes, Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Bill, have been sent to the parliamentary standing committee for appraisal. Provision of sedition has been removed, but endangering unity and integrity of India could invite a life term. Death penalty has been proposed for mob lynching, while life term or death sentence has been proposed for gang rape of girls below the age of 18 years. Terrorism has been defined in the new law, and there is provision for attaching the properties of a convicted terrorist. Hit-and-run cases will attract up to ten year imprisonment and fine. Kidnapping, robbery, vehicle theft, extortion, land grabbing, contract killing, economic offences, cyber crimes have been defined as organised crime. A hate speech provision has been added with three-year jail term for anybody insulting any religion or faith. Amit Shah said, the new codes were drafted after four years of consultations with high court judges, police officials and people’s representatives. All courts will now work digitally, and litigants can now attend hearings by sitting at home. Criminals will not be let off easily due to lack of evidence, and there will be no need for police to take care of case properties in ‘malkhanas’. Only digital evidence of case properties can be submitted in courts. The aim is to make the justice system fast, transparent and easy. For the last 76 years since independence, all of us knew that our criminal justice laws were out of sync with the modern times, but listening to Amit Shah, I could not believe my ears that our justice system was carrying on with 19th century laws drafted by the colonial rulers. The British rulers used to misuse these laws easily and even today police, in some parts, still misuse the provisions. Criminals used to take full advantage of these shortcomings and loopholes in the system and evade harsh punishments. These old laws were such that the victims often felt as if they have committed some sin by going to court. Many poor litigants sold their entire belongings in their fight to seek justice. Many lost the valuable years of their life as the cases continued to drag on, and witnesses became tired due to frequent adjournments. Take the case of Nirbhaya gang rape. The entire nation stood with Nirbhaya’s mother, the entire government machinery wanted to punish the perpetrators of the heinous crime, there was tremendous pressure on police. It was an open and shut case. There were witnesses and evidences, and yet, it took the law 7 years and three months to hang the killers and rapists. This was a case which the world was watching, this was a case which underwent trial in a fast track court, and yet there were appeals after appeals. The mother of the victim Nirbhaya went from one court to another, in search of justice. We also saw what happened in Jessica Lal murder case. There are thousands of such cases that frequently come to our attention, and yet, the system only tried to delay justice. Sometimes for lack of evidence, at other times on issues like forensic inquiry, post mortem reports or missing case properties. Cases continued to drag on in courts, and criminals used to get bail easily. The families of victims used to hide to save themselves from revenge. We used to helplessly sit and admit that this is the way the system works. ‘Chalta Hai’. We used to bemoan the existence of old laws. I would like to praise Amit Shah for carrying out a complete overhaul of these old codes which were the signs of our slavery under British rule. He did not opt for mere amendments. He got the three codes completely rewritten. It is nice to find that the very first chapter of the penal code relates to crimes against women and children. This will bring a 360-degree change in the approach of our criminal laws. If Amit Shah succeeds in getting the three draft bills enacted, it will be a revolutionary step. Millions of Indians doing the rounds of law courts will get relief. History will remember Amit Shah for taking this step.
