At a time when the nation seethes with anger over the parading of two naked women in Manipur, disturbing reports have come from West Bengal of two BJP panchayat poll women candidates beaten up and stripped by alleged Trinamool supporters. While in Manipur, four suspects have been arrested and sent to 11 days’ police custody, 12 other youths have been identified and police is out to nab them. The house of one of the accused was set on fire by a mob of angry women in Manipur. But, in West Bengal, reports have come of women candidates of BJP being beaten up and stripped. BJP MP Locket Chatterjee broke down at a press conference, while narrating the ordeal one of her women candidates had to go through on July 8, polling day. The woman candidate was beaten, stripped naked and paraded in Panchla, Howrah district. Chatterjee alleged that police initially refused to file FIR, but was later forced to do so after BJP protest. In another incident in Domjur, Howrah, she alleged, a woman supporter of BJP was groped and assaulted by TMC workers inside a counting centre. Locket Chatterjee had a list of several dozen such atrocities, but FIRs were lodged in only two such cases. West Bengal Director General of Police Manoj Malaviya claims, there is no such evidence to show that these two incidents took place. He even claimed that the victim did not submit any medical report on her injuries, nor did central forces deployed at the booth report any such assault. Asked about what police investigated to arrive at this conclusion, the DGP said, the first case was reported five days after the incident, and in the second case, central forces deployed at the election booth did not report any such assault. The DGP is the seniormost police official in Bengal, and he knows rules and laws. The fact is, the FIR was filed five days after the online complaint was received, and police sent the victim a letter to come and record her statement. Naturally, the victim was living in fear and she did not go to the police station because she had no trust in police. After the Manipur incident caused nationwide anger, she mustered courage and came to the press conference to narrate her ordeal. The victim belongs to a poor family and lives in a village hut. BJP had fielded her as a gram sabha candidate. At the press conference, she disclosed, how on July 8, when she went to the polling booth, TMC supporters mandhandled her, dragged her by her hair, and tore her clothes. The victim managed to flee and save her life. The TMC goons, she alleged, went to her house, ransacked the hut and warned her that her family members will be killed if she went to police. There is another video of July 11, of a woman BJP candidate in Cooch Behar weeping at the feet of Union Minister of state Nishith Pramanik, when counting was in progress. On that day, TMC supporters had beaten her up. She lost the elections, and was in such a state of fear that she fell weeping at the meet of the minister. She was imploring the minister to take her away to a safe place and protect her life. On Friday, West Bengal CM Mamata Banerjee reacted at her Martyrs Day rally in Kolkata. She alleged that BJP is creating fake drama and the conspiracy was to defame Bengal and impose Central rule. Lest you forget, it was on July 21, 1993, 13 Congress workers were killed when police fired at a Congress rally in Bengal during Left Front rule. This day is commemorated as Martyrs Day by Mamata Banerjee’s TMC every year. Mamata, on Friday, alleged that BJP is “creating such drama” to divert people’s attention from what happened in Manipur. To forcibly disrobe an innocent woman, parade her naked, brings shame to the entire society, whichever state it may belong to. The horrendous acts with women, whether in Manipur of Bengal, are shameful. What happened in Manipur is condemnable. It was the outcome of a clash between two communities. In Bengal, it was the result of a battle between two political parties. Mamata’s partymen assaulted, thrashed and threatened political rivals. If there is no video or picture, it does not reduce the barbarity of the act. Who else but Mamata Banerjee can understand the magnitude of such an atrocity? She became a mass leader in Bengal after fighting against CPI-M’s hooligans for decades. She faced atrocities of Communists with courage. In the present cases, she must not delay action only because the culprits belong to her party. Mamata must not stop herself from speaking out over such horrific acts against women, only because the culprits were working to get her party elected. Whether it is Manipur CM N. Biren Singh or West Bengal CM Mamata Banerjee, I want to remind them of the Urdu couplet – “Tu idhar udhar ki baat na kar, yeh bataa, qaafila kyun luta, Mujhe rehjanon se gila nahin, Teri Rehbari Ka sawaal hai.” (Do not obfuscate, tell us why our caravan was looted, I have no grudge against the robbers, the question is: about your leadership) – (literal translation).

MANIPUR OR RAJASTHAN : LET US NOT BE SELECTIVE

The question of leadership is not limited to Manipur and Bengal, it relates to atrocities that are happening against women and girls in Rajasthan too. Nowadays, political parties have become selective, the culprits have become an issue of Us vs Them, Congress remained silent over atrocities against women in Bengal, and Mamata is silent about gangrapes in Congress-ruled Rajasthan. Is it because of the new-found friendship bonding? Is political alliance forcing Priyanka Gandhi and Mamata Banerjee to speak only on Manipur? On Friday, at her Gwalior rally, Priyanka spoke about the Manipur incident and alleged that the Prime Minister has been silent on Manipur for 77 days. In her 32-minute speech, Priyanka Gandhi did not speak about incidents that took place in Congress-ruled Rajasthan and Chhattisgarh. But, in Rajasthan hours after a Congress minister Rajendra Singh Gudha told the state assembly that the Gehlot government had failed to ensure security of women, and that atrocities against women have increased, he was dismissed by the Chief Minister from the cabinet. BJP MLAs thumped the desks when Gudha spoke, but by the time he reached home, he became an ex-minister. Gudha said, he would continue to speak the truth even after his dismissal. Former CM and BJP leader Vasundhara Raje said, more than a million criminal cases were registered by Rajasthan Police in the last four and a half years, and the state has taken the No.1 position in India as far as number of rapes is concerned. Whether it is Rajasthan, Bengal or Manipur, politicians want to grind their axe on issues of crimes and atrocities. Some claim, we nabbed the culprits in two days, and then ask, why Manipur police took 70 days, some say, your own minister admits that number of crimes against women has increased, some other claim, our police have at least filed FIRs, your state police even refuse to file FIRs, some will blame the police, some will say, opposition is telling lies. But people know the truth. The hearts of all politicians bleed when such atrocities take place, but they become selective while pointing fingers. Everybody knows, whenever there is conflict in society, or whenever there is a political battle, women become the first casualties. Those who strip women and parade them naked, those who gangrape them, can never help politicians in the long run, nor can they become part of a civil society. But nobody wants to realize this. Political parties take their own stance in matters relating to heinous crimes against women.

मणिपुर में दो महिलाओं को निर्वस्त्र करके सरेआम सड़क पर घुमाने वाले चार हैवान पकड़ लिए गए. इन चारों को 11 दिन की पुलिस हिरासत में भेज दिया गया. वी़डियो में निर्वस्त्र महिलाओं के आसपास दिख रहे 12 और लड़कों की पहचान हो गई है, इनको पकड़ने के लिए ATS की टीमें लगातार छापेमारी कर रही है. लोग इस घिनौनी हरकत को अंजाम देने वालों को सरेआम फांसी देने की मांग कर रहे हैं. विरोध में सड़क पर निकली स्थानीय महिलाओं ने उन आरोपियों के घरों में आग लगा दी, जो कल पकड़े गए थे. मणिपुर में अब सरकार थोड़ी हरकत में आई है, लेकिन पश्चिम बंगाल से भी इसी तरह की खबरें आने लगीं. बंगाल में भी महिलाओं के साथ इसी तरह के अत्याचार हुए. पंचायत चुनाव के दौरान महिलाओं की इज्जत तार तार की, लेकिन ये महिलाएं डर के कारण खामोश थीं. मणिपुर का वीडियो सामने आने के बाद इन महिलाओं ने हिम्मत जुटाई और अपनी आप-बीती सुनाई. बताया कि कैसे तृणमूल कांग्रेस के गुंडों ने उन्हें बाल पकड़ कर घसीटा, उनके कपड़े फाड़े, उन्हें गलत तरीके से छुआ और जब वो पुलिस के पास पहुंची तो घर में घुसकर उन्हें पूरे परिवार समेत जान से मारने की धमकी दी गई. बीजेपी सांसद लॉकेट चटर्जी पश्चिम बंगाल में पंचायत चुनाव के दौरान महिलाओं के साथ किए गए जुल्मों की लिस्ट लेकर आई थीं. लॉकेट चटर्जी ने कहा कि मणिपुर की बेटियों के साथ जो हुआ, उस पर पूरे देश में गुस्सा है, दुख है, अब एक्शन भी हो रहा है, लेकिन क्या बंगाल की बेटियों को सिर्फ इसलिए न्याय नहीं मिलेगा क्योंकि उनके साथ जो हुआ, उसका वीडियो नहीं है? क्या उनको इसलिए इंसाफ नहीं मिलेगा क्योंकि बंगाल में ममता की सरकार है? अपनी बात कहते-कहते लॉकेट चटर्जी रोने लगीं. गौर करने वाली बात ये है कि लॉकेट चटर्जी के पास दर्जनों घटनाओं की लिस्ट थी, लेकिन FIR की कॉपी सिर्फ दो मामलों की थी. इसमें एक बीजेपी की कार्यकर्ता की तरफ से दर्ज कराई गई FIR थी. दूसरी FIR तो तृणमूल कांग्रेस की कार्यकर्ता ने दर्ज कराई थी कि उसके साथ अभद्रता हुई, उसके भी कपड़े फाड़े गए. हैरानी की बात ये है कि जो दो FIR दर्ज हुई, उनमें भी पुलिस को कुछ नहीं मिला. पुलिस ने कह दिया कि इस तरह की कोई घटना नहीं हुई. पहली घटना 8 जुलाई को हुई. तब पंचायत चुनाव हो रहे थे. इल्जाम ये है कि हावड़ा के पांचला इलाके में वोटिंग के दौरान एक पोलिंग बूथ के अंदर बीजेपी कैंडिडेट के साथ बदसलूकी की गई, उसके कपड़े फाड़े गए और तृणमूल कांग्रेस के कार्यकर्ताओं ने उसे निर्वस्त्र करके घुमाया. इस घटना की शिकायत ईमेल के जरिए 13 जुलाई को की गई. पुलिस ने 14 जुलाई को FIR भी दर्ज की, लेकिन पश्चिम बंगाल के डीजीपी मनोज मालवीय ने कह दिया कि पुलिस को जांच में ऐसा कोई सबूत नहीं मिला कि महिला के साथ बदसलूकी हुई थी. डीजीपी ने कहा, पहली शिकायत घटना के पांच दिन बाद की गई. दूसरा, पोलिंग बूथ पर सेन्ट्रल फोर्सेज भी तैनात थी, उनकी तरफ से भी इस तरह की किसी घटना की जानकारी नहीं दी गई, तीसरा, पुलिस ने सीसीटीवी फुटेज चैक किया, उसमें भी कुछ नहीं मिला.चौथा, पुलिस ने आरोप लगाने वाली महिला को चिट्ठी लिखकर जानकारी देने को कहा. अपराध प्रक्रिया संहिता की धारा 164 के तहत बयान दर्ज कराने को कहा, लेकिन महिला ने कोई जबाव नहीं दिया, इसलिए साफ है कि मामला गड़बड़ है.डीजीपी साहब बड़े अफसर हैं, नियम कानून और हालात सब जानते हैं. पांच दिन के बाद FIR पुलिस ने दर्ज की नहीं, करनी पड़ी क्योंकि ऑनलाइन शिकायत की गई थी. इसलिए FIR दर्ज करना पुलिस की मजबूरी थी. दूसरी बात पुलिस कह रही है कि आरोप लगाने वाली महिला को बयान दर्ज कराने की चिट्ठी भेजी गई थी, लेकिन वो नहीं आई, ये बात भी गलत है. पुलिस ने चिट्ठी भेजकर अपना फर्ज पूरा कर लिया, महिला डरी हुई थी, पुलिस पर भी उसे भरोसा नहीं था, इसलिए वो थाने नहीं गई, लेकिन अब मणिपुर में महिलाओं के साथ अत्याचार पर जिस तरह से पूरे देश ने पीड़ित महिलाओं का समर्थन किया, तो अब ये महिला भी हिम्मत करके सामने आई है. उसने कैमरे के सामने 8 जुलाई को उसके साथ हुए जुल्म की पूरी दास्तां बताई. ये महिला गरीब परिवार से है, एक झोपड़ी नुमा घर में रहती है. पंचायत चुनाव में बीजेपी ने उसे उम्मीदवार बनाया था, इसलिए वो 8 जुलाई को पोलिंग बूथ में गई थी. उसी वक्त तृणमूल कांग्रेस के लोग आए और उसके साथ मारपीट शुरू कर दी, उसके बाल पकड़कर घसीटा गया. इसके बाद उसके कपड़े फाड़ दिए गए. महिला किसी तरह जान बचाकर उसी हालत में घऱ पहुंची….तो तृणमूल कांग्रेस के गुंडों ने उसके घर पर भी धावा बोला, घर में तोड़फोड़ की और धमकी दी कि अगर वो पुलिस के पास गई तो परिवार का कोई सदस्य जिंदा नहीं बचेगा. डीजीपी ने कह दिया कि महिला के आरोप गलत हैं क्योंकि उसने बयान ही दर्ज नहीं कराए और सीसीटीवी फुटेज से घटना का कोई सबूत नहीं मिला. हकीकत ये है कि 8 जुलाई को तृणमूल कांग्रेस के कार्यकर्ता हावड़ा जिले में पांचला इलाके के पोलिंग बूथ में जबरन घुसे थे. इसकी तस्वीरें तो हमारे पास हैं..चूंकि रिपोर्टर्स को पोलिंग बूथ के अंदर जाने की इजाजत तो होती नहीं इसलिए बूथ के अंदर जाकर तृणमूल कार्यकर्ताओं ने क्या किया, इसकी तस्वीरें नहीं हैं. जो लोग पोलिंग बूथ के भीतर घुसते दिख रहे हैं, वो उग्र थे, नारेबाजी कर रहे थे, ऐसा लग रहा है कि किसी पर हमले के इरादे से ही भीतर घुसे थे. इसी तरह एक और वीडियो आया है. 11 जुलाई को मतगणना थी, बीजेपी की एक महिला उम्मीदवार केन्द्रीय मंत्री निशीथ प्रमाणिक के पैरों में लिपट कर रोती हुई दिख रही है. उस दिन इस महिला के साथ भी तृणमूल कांग्रेस के कार्यकर्ताओं ने मारपीट की थी, धमकी दी थी. वो चुनाव हार गई लेकिन इसके बावजूद तृणमूल कांग्रेस के कार्यकर्ताओं ने उसके साथ इसलिए बदसलूकी और मारपीट की कि वो बीजेपी का समर्थन क्यों कर रही है. यह महिला इतनी डर गई कि जब निशीथ प्रमाणिक उस इलाके में पहुंचे तो पैर पकड़ कर रोने लगी, कहा कि मुझे बचा लो अब तृणमूल वाले मुझे छोड़ेंगे नहीं, वो धमकी देकर गए हैं. मंत्री के कदमों में गिरकर रो रही ये महिला कूच बिहार की रहने वाली है.

शुक्रवार को कोलकाता में ममता बनर्जी अपनी पार्टी की शहीद रैली को संबोधित कर रही थीं. वहां ममता ने बीजेपी के आरोपों को नाटक बताकर खारिज कर दिया. ममता ने कहा कि बीजेपी ड्रामा कर रही है, जानबूझकर बंगाल को बदनाम कर रही है, ये सब बीजेपी की साजिश है क्योंकि बीजेपी चाहती है कि किसी तरह बंगाल में राष्ट्रपति शासन लग जाए. नोट करने वाली बात ये है कि 21 जुलाई 1993 को वाम मोर्चा के शासन के दौरान कांग्रेस की एक रैली पर पुलिस ने फायरिंग की थी जिसमें 13 कांग्रेसी कार्यकर्ता मारे गए थे. ममता तब कांग्रेस में थी और तब से वो 21 जुलाई को शहीद दिवस मनाती हैं. ममता ने कहा कि मणिपुर से ध्यान हटाने के लिए बीजेपी बंगाल के मामले उठा रही है. किसी निर्दोष महिला को निर्वस्त्र किया जाए, उसकी परेड निकाली जाए, उसके साथ ज़ुल्म हो, ये किसी भी समाज में हो, किसी भी राज्य में हो, उतनी ही पीड़ा देता है, समाज को उतना ही शर्मसार करता है. महिला के साथ वहशीपन, मणिपुर में हो या बंगाल में, शर्मनाक तो दोनों हैं. मणिपुर में जो हुआ उसकी निंदा सबने की है, करनी भी चाहिए. वहां टकराव दो समुदायों के बीच है, लेकिन बंगाल में जो हुआ, वो राजनीतिक कार्यकर्ताओं के बीच हुई जंग का नतीजा है. वह तृणमूल कांग्रेस के लोगों द्वारा चुनाव में विरोधियों को डराने धमकाने केलिए किया गया. अगर किसी घटना का वीडियो नहीं बना, तस्वीरें नहीं खिंचीं तो उसकी बर्बरता कम नहीं हो जाती. इस त्रासदी को, इस ज़ुल्म को ममता बनर्जी से ज़्यादा कौन समझ सकता है? वो तो CPM की गुंडागर्दी के ख़िलाफ़ लड़कर इतनी बड़ी नेता बनीं, उन्होंने बड़ी हिम्मत के साथ कम्युनिस्टों के अत्याचारों का सामना किया, उनसे लोहा लिया. अब एक्शन लेने से पहले उनके हाथ इसलिए नहीं रुकने चाहिए कि अपराध करने वाले ममता की पार्टी के कार्यकर्ता हैं. अब इस बारे में खुलकर बोलने से ममता को सिर्फ़ इसलिए नहीं रुक जाना चाहिए कि इस बार महिला को निर्वस्त्र करने वाले, उसकी परेड करने वाले उनकी पार्टी को चुनाव जिताने के लिए ये सब कर रहे थे. चाहे बिरेन सिंह हों या ममता बनर्जी हों, मैं दोनों को याद दिलाना चाहता हूं, दोनों से कहना चाहता हूं, ” तू इधर उधर की न बात कर, ये बता काफिला क्यों लुटा, मुझे रहजनों से गिला नहीं, तेरी रहबरी का सवाल है.”

महिलाओं पर ज़ुल्म के मामले में पार्टियां ‘तेरा-मेरा’ ना करें

रहबरी का सवाल सिर्फ़ मणिपुर और बंगाल तक सीमित नहीं है. राजस्थान से भी गैंगरेप और बहन-बेटियों पर ज़ुल्म की भयानक ख़बरें आई हैं, लेकिन आजकल सब सेलेक्टिव हो गए हैं. अपराधी ‘तेरा मेरा’ हो गया है. कांग्रेस बंगाल में महिलाओं के साथ हुई बदसलूकी पर खामोश रही और ममता राजस्थान में गैंगरेप और बलात्कार की वारदातों पर चुप रहीं. क्या ये सिर्फ़ इसलिए कि दोनों में नई नई दोस्ती हुई है? क्या राजनीतिक गठबंधन प्रियंका और ममता को इस बात के लिए मजबूर करता है कि सिर्फ़ मणिपुर पर बोलना है? शुक्रवार को प्रियंका गांधी ने ग्वालियर की अपनी रैली में मणिपुर की घटना का जिक्र किया. कहा कि मणिपुर में महिलाओं पर अत्याचार हो रहा है, प्रधानमंत्री नरेंद्र मोदी 77 दिन से चुप हैं, और जब उन्हें मजबूरी में बोलना पड़ा, तो उसमें भी राजनीति कर दी, राजस्थान और छत्तीसगढ़ का नाम ले लिया. प्रियंका गांधी ने करीब 32 मिनट का भाषण दिया. मोदी पर महिलाओं के अपमान पर सियासत का इल्जाम लगाया लेकिन राजस्थान और छत्तीसगढ़ में हुई घटनाओं पर कुछ नहीं कहा, एक शब्द भी नहीं बोला. असली बात ये है कि सोनिया गांधी, प्रियंका गांधी, राहुल गांधी, मल्लिकार्जुन खरगे और कांग्रेस के तमाम नेताओं को इस बात पर नाराजगी है कि कानून और व्यवस्था की बात करते हुए प्रधानमंत्री ने राजस्थान और छत्तीसगढ़ का नाम क्यों ले लिया. अशोक गहलोत कह रहे हैं कि राजस्थान में सबसे बेहतर कानून और व्यवस्था है, महिलाओं की सुरक्षा सरकार की प्राथमिकता है, लेकिन अशोक गहलोत को उन्ही की सरकार के मंत्री राजेंद्र गुढ़ा ने आइना दिखा दिया. विधानसभा में खड़े होकर अशोक गहलोत की सरकार के मंत्री राजेन्द्र गुढ़ा ने कह दिया कि राजस्थान विधानसभा में मणिपुर की घटना पर चर्चा करने की बात हो रही जबकि चर्चा तो राजस्थान की कानून और व्यवस्था पर होनी चाहिए, क्योंकि ये सही है कि हमारी सरकार महिलाओं को सुरक्षा देने में असफल रही है. राजेन्द्र गुढ़ा ने जैसे ही ये बात कही, बीजेपी के नेता मेजें थपथपाने लगे. राजेन्द्र गुढ़ा ने अपने दिल की बात कह दी लेकिन अपनी सरकार के ख़िलाफ़ बयान देने के बाद, जब वह घर पहुंचे तो वो पूर्व मंत्री हो चुके थे. अशोक गहलोत ने उन्हें मंत्री पद से बर्ख़ास्त कर दिया, लेकिन राजेन्द्र गुढ़ा ने कहा कि उन्हें मंत्री पद जाने से कोई फर्क नहीं पड़ेगा, वो सच बोलते रहेंगे. पूर्व मुख्यमंत्री वसुंधरा राजे ने कहा कि राजस्थान में पिछले साढ़े चार साल में 10 लाख से ज्यादा अपराधिक मामले हुए, बलात्कार के मामलों में राजस्थान पूरे भारत में पहले स्थान पर है. राजस्थान में महिलाएं बिल्कुल सुरक्षित नहीं हैं. आपने देखा राजनीति करने वाले चाहे राजस्थान में हों, बंगाल में या मणिपुर में, सब अपराध और ज्यादती की इन घटनाओं का इस्तेमाल अपने अपने फ़ायदे के लिए करना चाहते हैं. सबको महिलाओं पर हुए ज़ुल्म से ज़्यादा आने वाले चुनाव की चिंता है . कोई कह रहा है हमने दो दिन में पकड़ लिया, तुमने 70 दिन क्यों लगाए ? कोई कह रहा है कि तुम्हारी अपनी सरकार के मंत्री-विधायक कह रहे हैं कि महिलाओं पर ज़ुल्म हो रहा है, महिलाएं सुरक्षित नहीं है. किसी ने कहा कि हमारे यहां पुलिस ने कम से कम FIR तो दर्ज की, तुम्हारे यहां तो FIR दर्ज करने के लिए भी मशक्कत करनी पड़ती है.. कोई पुलिस को दोष देगा, कोई विरोधी दलों को झूठा बताएगा, पर सच क्या है, सब जानते हैं. दिल सबका दुखता है, लेकिन, कहने में सेलेक्टिव हैं… सबको मालूम है कि जब भी समाज में टकराव होता है, जब भी राजनीति में जंग होती है, तो सबसे पहले महिलाएं उसका शिकार बनती हैं. महिला को निर्वस्त्र करने वाले, परेड कराने वाले, बलात्कार करने वाले, न तो किसी राजनेता के काम आ सकते हैं और न ही किसी सभ्य समाज का हिस्सा हो सकते हैं. लेकिन कोई इस बात को समझना नहीं चाहता. महिलाओं के ख़िलाफ़ हुए अपराधों पर राजनेता ‘तेरा मेरा’ अपराध देखते हैं.

मणिपुर में दो बेकसूर महिलाओं को बेशर्मी से निर्वस्त्र करके घुमाने का भयानक वीडियो देखकर पूरा देश गुस्से से उबल रहा है, पूरा देश शर्मसार है, लोग खून के आंसू रो रहे हैं. इस तरह की हरकत करने वाले वहशियों को पकड़कर सरेआम फांसी पर लटकाने की मांग कर रहे हैं. प्रधानमंत्री नरेन्द्र मोदी ने कहा है कि इस घटना ने 140 करोड़ों लोगों का सिर शर्म से झुका दिया. इस तरह की हरकत करने वालों को किसी कीमत पर नहीं बख्शा जाएगा. भारत के मुख्य न्यायाधीश ने कहा कि वीडियो देखकर वो सन्न रह गए, समझ में नहीं आया कि ऐसा कैसे हो सकता है. कोई इंसानियत को इस तरह कैसे तार-तार कर सकता है. जस्टिस डी. वाई. चन्द्रचूड़ ने कहा कि मणिपुर सरकार और केन्द्र सरकार बताए कि अपराधियों को पकड़ने के लिए क्या कदम उठाए. चीफ जस्टिस ने कहा कि अगर सरकार कदम उठाने में नाकाम रही तो सुप्रीम कोर्ट खुद एक्शन लेगा. चीफ जस्टिस ने जो कहा, जो महसूस किया, उसी तरह का दर्द हर देशवासी के दिल में है. सबकी भावनाएं इसी तरह आहत हुईं है. मैंने भी वीडियो देखा है. उसके बाद जो गुस्सा, दुख और पीड़ा मेरे दिल ने महसूस की, उसे शब्दो में बयान करना मुश्किल है. आंखों मे आंसू थे और शरीर में सिहरन, इस घटना ने आत्मा पर चोट पहुंचाई. मणिपुर में दो महिलाओं को हत्या की धमकी देकर सरेआम कपड़े उतारने पर मजबूर किया गया. फिर सैकड़ों लोगों की भीड के सामने 21 साल की लड़की के साथ सामूहिक बलात्कार हुआ. ये सब 4 मई को हुआ, ढाई महीने पहले, अब उसका वीडियो सामने आया क्योंकि मणिपुर में इंटरनेट बंद था. 78 दिन तक पुलिस सोई रही. अगर ये वीडियो सामने न आता तो क्या मणिपुर की सरकार और पुलिस कुछ न करती, वीडियो सामने आया तो कुछ ही घंटों के भीतर पुलिस ने चार आरोपियों को कैसे पकड़ लिया. वीडियो में अपराधियों के चेहरे साफ साफ दिख रहे हैं, पहचाने जा सकते हैं. सैकड़ों स्थानीय लोगों की भीड थी. इस तरह की घटना के बाद क्या मुख्यमंत्री को एक पल के लिए भी कुर्सी पर बैठने का हक है ? अपराधियों को इतने दिनों तक पुलिस ने क्यों खुलेआम घूमने दिया.? मुख्यमंत्री कह रहे हैं कि उन्हें वीडियो से घटना की जानकारी मिली, ये सफेद झूठ है. ये मामला इंसनियत की हत्या का है, समाज के लिए कलंक है, देश को शर्मसार करने वाला है. मुख्यमंत्री एन. बीरेन सिंह इस वक्त भी सच को छुपा रहे हैं, गलत बयानी कर रहे हैं. ये घटना 4 मई को हुई, उसके 14 दिन के बाद 18 मई को इसकी शिकायत पुलिस से की गई, पुलिस ने कुछ नहीं किया. घटना के 48 दिन के बाद यानी 21 जून को पुलिस ने इस मामले में FIR दर्ज की. उसके बाद भी पुलिस ने आरोपियों को नहीं पकड़ा. घटना के 77 दिन के बाद यानि 19 जुलाई को ये वीडियो अचानक पूरे देश में फैला. प्रधानमंत्री ने नाराज़गी जाहिर की, तब पुलिस एक्शन में आ गई और कुछ ही घंटों में मख्य आरोपी को पकड़ लिया. इसलिए अगर एन. बीरेन सिंह ये कह रहे हैं कि उन्हें पता नहीं था, तो ये सिर्फ अपनी कुर्सी बचाने के लिए बोला गया झूठ है, इसके सिवाय कुछ नहीं, लेकिन हैरानी इस बात की है कि आज भी एन बिरेन सिंह गलती मानने को तैयार नहीं हैं.
ये बिल्कुल साफ़ है कि बीरेन सिंह को सब पता था, मुख्यमंत्री मणिपुर को बचाने की बजाय, अपनी कुर्सी बचाने में लगे थे. मणिपुर की निर्दोष बेटियों को बचाने के बजाय, अपनी सत्ता की गोटियां बिठाने में व्यस्त थे. ऐसा कैसे हो सकता है कि इतनी भयानक घटना हो जाए, पुलिस FIR दर्ज करे और मुख्यमंत्री को पता भी न चले. और अगर वाक़ई में मुख्यमंत्री को पता नहीं था, वीडियो आने के बाद पता चला, तो ये तो और भी शर्म की बात है. अगर बीरेन सिंह के प्रशासन का ये हाल है, तो उन्हें एक पल भी अपने पद पर बने रहने का अधिकार नहीं है. संसद में पिछले दो दिन से मणिपुर की घटना को लेकर कामकाज नहीं हो पा रहा है. मुझे लगता है कि मणिपुर में जो हुआ, वो इतना दर्दनाक, इतना अमानवीय है कि वो राजनीतिक दांव-पेंच खेलने का विषय तो नहीं होना चाहिए. सियासत के लिए बहुत सारे मुद्दे मिल जाएंगे. लेकिन मणिपुर की दुखदायी घटना तो पूरे सिस्टम की विवशता पर सवाल उठाती है. अगर मोबाइल कैमरे में ये घटना क़ैद न हुई होती, तो ये भयानक सच इतिहास के किसी पन्ने में दफ़न हो जाता. अगर मणिपुर में इंटरनेट बंद न होता, तो शायद दिल को चीरने वाली ये तस्वीरें, दो महीने पहले बाहर आ जातीं. मणिपुर में हमारी बेटियों के साथ दरिंदगी के गुनहगार, कई हफ़्तों पहले पकड़ लिए गए होते. अगर पुलिस इस केस पर पर्दा डालने की कोशिश न करती, पुलिस ने आज जो एक्शन लिया वो आठ हफ़्ते पहले ले लेती, अगर मुख्यमंत्री अपनी कुर्सी बचाने के चक्कर में पर्चियां न फड़वा रहे होते. लेकिन इस बात से कोई फ़र्क़ नहीं पड़ता कि शर्मनाक घटना दो महीने पहले हुई, या दो महीने बाद. वीडियो में अपराधी साफ़ दिखाई दे रहे हैं. सारे देश की भावना तो ये है कि उन्हें ऐसी सज़ा मिले, जो इस तरह के कुकृत्य करने वाले अपराधी के दिल में ख़ौफ़ पैदा कर दे. ऐसा डर पैदा कर दे कि इसके बाद ऐसा वीभत्स कांड करने की, किसी की हिम्मत न हो. अब मैं एक और बात कहना चाहता हूं. ऐसी घटना के ख़िलाफ़ कार्रवाई आज के क़ानून के दायरे में करने की मजबूरी न हो, तो बेहतर होगा सुप्रीम कोर्ट इस मामले को गंभीरता से ले. क्या सुप्रीम कोर्ट क़ानून के दायरे से बाहर जाकर इस केस में सज़ा मुक़र्रर कर सकता है? गुनाह कैमरे पर है, गुनहगार कैमरे पर हैं, गवाह कैमरे पर है, क्या अब भी सालों तक ट्रायल चलेगा? अपराध का एक एक सबूत मौजूद है, पर क्या एक बार फिर गवाहियां रिकॉर्ड की जाएंगी? क्या एक बार फिर इन बेटियों को अपनी त्रासदी कोर्ट में बयान करनी होगी? क्या उन्हें एक बार फिर अपमान की आग में झुलसना पड़ेगा? क्या ये डर बना रहेगा कि गवाह बदल न जाएं, वहशी छूट न जाएं? क्या एक बार फिर फांसी की सज़ा देने में बरसों लग जाएंगे? और जब फांसी का समय आएगा, तो माफ़ी की अपील खारिज होने में कई साल और लग जाएंगे. क्या एक बार फिर इस सारी प्रक्रिया से होकर गुज़रना ज़रूरी है? क्या इस बार देश के आंसुओं का मान रखने के लिए, केस चलाने और सज़ा दिलाने का तरीक़ा बदला जा सकता है? या हमारे क़ानून से बंधे हाथ, हमारी विवशता, हमारी आत्मा को इसी तरह बार बार भड़काती रहेगी? क्या इस बार भी कुछ नहीं बदलेगा? ये सारे सवाल पूरे देश के सामने हैं, पूरी व्यवस्था के सामने हैं.

Even as Manipur Police hurriedly arrested the prime accused and three others two months after the barbaric incident, when a nearly 1,000-strong mob paraded two Kuki women naked before they were gangraped, the entire nation seethes with anger. Every Indian hangs his or her head in shame. There is demand to hang the culprits in public. Prime Minister Narendra Modi expressed anguish saying the heinous incident has shamed the entire country. “What has happened to the daughters of Manipur can never be forgiven”, he said. Chief Justice of India D Y Chandrachud, taking suo motu cognizance of the case, said, “we were very, very disturbed by the video that has emerged depicting the parading of two women…Using women as an instrument in a strife-torn area to perpetrate gender violence is completely unacceptable. Both Centre and the state must act, failing which we will pass orders”. I watched the video with a feeling of sadness, anger and grief. This incident has seared my soul, and brought tears to my eyes. Nobody can imagine such a horrific incident can happen in a country like India. The government has promised to take action, while the opposition has stalled Parliament on Thursday and Friday. The May 4 incident in Manipur has shamed humanity. For 78 days, the state police slept. One of the women paraded naked is the wife of a retired Kargil veteran, an Army subedar. Look at the sequence of events: the horrible parading of naked women and gangrape took place on May 4, a police complaint was filed after 14 days, on May 18, and on June 21, 48 days after the incident, police filed FIR. And yet, the culprits were not arrested. This incident would not have come to the notice of the nation, were it not for a video that was taken on the day of the horrific act. Since internet was down in Manipur, the video could not be posted. And on Wednesday evening, when the video was circulated on social media, all hell broke loose. It was only when the Prime Minister publicly condemned the incident that the state police sprung into action and the main culprit, 32-year-old Huirem Herodas Singh of Thoubal district was immediately arrested. I think Manipur chief minister N. Biren Singh is telling a white lie when he says that he did not know about the incident. He is saying this to save his chair. He claims that he has been in talks with both Meitei and Kuki community leaders, and meeting displaced persons in refugee camps to help them return home. I think, the horrific incident that took place in Manipur is inhuman, and it should not be made a subject of political attacks and counter-attacks. There are many other issues for launching political attacks, but the horrific incident in Manipur raises questions about the helplessness of our entire system. Had the incident not been recorded on a mobile phone, the dark truth would have remained buried in the pages of history. The incident would have come to public two months ago, had internet not been snapped in Manipur. Police would have failed to suppress this incident and the culprits would have been caught two months ago. Had the chief minister not been busy in getting his resignation letter dramatically torn in front of a crowd, the culprits would have been behind bars two months ago. It does not matter whether the shameful incident took place two months ago or not. The faces of culprits are clearly seen in the video. The entire nation feels that these culprits must be punished in a manner so that it can strike fear in the minds of similar perpetrators. The fear should be such that the perpetrators would not have the courage to commit such a heinous act. I want to make one more point. It would be better if no compulsion be made to take action within the parameters of criminal procedure code. Since the Supreme Court has taken this seriously, can the apex court, going out of the way, give punishment to the culprits? The crime was done in front of a camera, the culprits are in front of a camera, the witnesses are there on camera. Should this case linger on trial for years? Each evidence of the crime is there. Will the testimonies be recorded again? Will these daughters have to go to courts again to narrate their tragedy? Will they have to face the indignity of being questioned again about the incident? Will there be fear about witnesses changing their statements, and the culprits going scot-free? Will it take years for a death sentence to be given? And when the capital punishment is given, will it linger for several years before their appeal for clemency is rejected? Is it necessary to go through the entire process again? Can the process of trial and conviction be changed, keeping in mind the tears of the nation? Or will our hands, tied by law, continue to sear our soul because of this helplessness? Will there be no change this time? This is the question that is before the nation, before the system.

वंदे मातरम् को लेकर एक बार फिर सियासत हुई. बुधवार को महाराष्ट्र विधानसभा में जमकर हंगामा हुआ. समाजवादी पार्टी के प्रदेश अध्यक्ष अबू आजमी ने कहा कि मुसलमानों को जबरन वंदेमातरम् गाने पर मजबूर किया जा रहा है, बीजेपी के लोग नारे लगाते हैं कि भारत में यदि रहना होगा तो वंदेमातरम् कहना होगा. अबू आजमी ने कहा कि वो किसी कीमत पर वंदेमातरम् नहीं कह सकते क्योंकि इस्लाम इसकी इजाज़त नहीं देता, मुसलमान किसी की वंदना नहीं कर सकते. इस पर उपमुख्यमंत्री देवेन्द्र फणनवीस ने ऐतराज़ जताया. कहा, वंदेमातरम् तो मातृभूमि के सामने सिर झुकाना है, कोई मजहब ऐसा नहीं है जो मां के सामने सिर झुकाने की इजाज़त न देता हो. यह एक धार्मिक गीत नहीं, राष्ट्र गान है. इस मुद्दे पर उद्धव ठाकरे की शिवसेना, कांग्रेस और NCP के नेता बिल्कुल खामोश रहे. महाराष्ट्र सरकार के मंत्री सुधीर मुनगंटीवार ने कहा कि अबू आजमी को समझ लेना चाहिए कि अगर हिन्दुस्तान में रहना है, तो वंदेमातरम् कहना होगा. असदुद्दीन ओवैसी की पार्टी AIMIM के विधायक मुफ्ती इस्माइल ने कहा कि संविधान सबको अपने अपने मजहब के हिसाब से जीने की आजादी देता है, इस्लाम में अल्लाह के सिवाय किसी के सामने सिर झुकाने की इजाजत नहीं है, तो फिर कोई किसी मुसलमान को वंदेमातरम कहने पर मजबूर कैसे कर सकता है. बीजेपी विधायक नीतेश राणे ने अबु आजमी को ज़हरीला सांप बता दिया और यहां तक कह दिया कि जो वंदे मातरम नहीं बोल सकता, संविधान को नहीं मानता, ऐसे सांप को कुचल देना चाहिए. मुझे लगता है कि नीतीश राणे की बात को, उनकी भाषा को, उनके लहज़े का कोई समर्थन नहीं कर सकता. न ये भाषा ठीक है, न अंदाज़ ठीक है, किसी को सांप कहना, कुचल देना, जीभ काट देना, ये लोकतन्त्र की भाषा नहीं है, न ये सियासी मर्यादा के दायरे में आता है. इसलिए नीतेश राणे को संभल कर बोलना चाहिए. जहां तक अबू आजमी के बयान का सवाल है, वो चाहते थे कि बीजेपी उनकी बात को पकड़ कर बड़ा मुद्दा बनाए. वरना औरंगाबाद में जो घटना हुई थी, उसकी खबर और तस्वीरें मैंने आपको आज की बात में दिखाई थी. उस वक्त मैंने ओवैसी की पार्टी AIMIM के सांसद इम्तियाज़ जलील के रोल की तारीफ की थी, क्योंकि इम्तियाज खुद उस मंदिर में तीन घंटे तक बैठे रहे, जिसे भीड़ ने घेर रखा था. उस वक्त हालात खराब थे, इम्तियाज जलील ने मामले को ठंडा करवाया. पूरे देश ने तस्वीरें देखी थी. अब उस मुद्दे को उठाना, फिर उसे वंदेमातरम से जोड़ना बिल्कुल गलत था. इसीलिए देवेन्द्र फणनवीस ने अच्छा किया कि विधानसभा मे पूरे तथ्यों के साथ अबू आजमी को जबाव दे दिया लेकिन चूंकि अबू आजमी ने वंदेमातरम का जिक्र सियासी मकसद से किया था, इसीलिए बीजेपी को जबावी हमला करने का मौका मिला गया. अब अबू आजमी के बयान को लेकर बीजेपी के नेता राहुल गांधी, अखिलेश यादव, शरद पवार, उद्धव ठाकरे, नीतीश कुमार से पूछ रहे हैं कि क्या वो अबू आजमी के बयान का समर्थन करते हैं. विरोध दलों के गठबंधन का नाम तो इंडिया रख लिया, क्या उनका इंडिया वंदेमातरम् कहने से इंकार करने वालों के साथ खड़ा रहेगा?

इंडिया गठबंधन में दरारें

बैंगलुरू में 26 विपक्षी दलों के नेताओं ने एकता के जो दावे किए थे, उनमें समस्या दिखाई पड़ने लगी है. जैसे ही नेता अपने अपने राज्यों में पहुंचे तो एकता पर सवाल उठे. कल जो सारे नेता एक दूसरे को लोकतन्त्र का पहरेदार बता रहे थे, आज एक दूसरे को लोकतन्त्र का हत्यारा कहने लगे. पहला केस आया बंगाल से. सीपीएम नेता वृंदा करात ने कहा कि ममता बनर्जी हिंसा की राजनीति करती हैं, आम आदमी की आवाज़ को दबाती हैं, बंगाल में लोकतंत्र की हत्या कर रही हैं, इसलिए उनके साथ तो गठबंधन हो ही नहीं सकता. वृंदा करात ने कहा कि ममता बनर्जी ने पंचायत चुनाव में जिस तरह हिंसा की, उसके बाद वाम मोर्चे का ममता के साथ खड़े होना मुमकिन नहीं है. कल सीताराम येचुरी ने कहा और आज बृंदा करात ने कह दिया कि बंगाल में ममता के साथ समझौता मुश्किल है. लेफ्ट की बंगाल में ममता के साथ पुरानी अदावत है, और केरल में कांग्रेस के साथ. इसलिए दो राज्यों में तो विपक्षी एकता कायम नहीं रह पाएगी, ये बात लेफ्ट के नेता मान रहे हैं. इसी तरह दिल्ली और पंजाब में केजरीवाल के साथ कांग्रेस की सीधी टक्कर है, हालांकि बैंगलुरू में केजरीवाल ने दावा किया किया लोकतन्त्र की रक्षा के लिए वो कांग्रेस और दूसरे दलों के साथ मज़बूती से खड़े रहेंगे. कांग्रेस ने भी केजरीवाल से दोस्ती का वादा किया. लेकिन पंजाब के कांग्रेस नेताओं ने केजरीवाल के खिलाफ मोर्चा खोल दिया. पंजाब कांग्रेस के अध्यक्ष अमरिंदर सिंह राजा वडिंग ने नशे की समस्या, बाढ़ और किसानों को मुआवजे के मुद्दे पर भगंवत मान की सरकार को घेरा. जब उनसे पूछा गया कि अब तो केजरीवाल कांग्रेस के इंडिया अलायंस के मेंबर हैं, अब इस तरह के हमले क्यों तो राजा वडिंग ने कहा कि आम आदमी के साथ एलायंस सेंटर में होगा, पंजाब में तो कांग्रेस भगवंत मान से जनता के सवाल पूछती रहेगी. बंगाल, केरल, दिल्ली और पंजाब में तो दरारें साफ दिख रही है. लेकिन इसी तरह का हाल यूपी, बिहार और झारखंड में भी होगा. बात जब सीटों के बंटवारे पर पहुंचेगी तो कांग्रेस की मुश्किल शुरू होगी. बिहार में नीतीश और लालू कांग्रेस को कितनी सीटें देंगे? झारखंड में भी हेमंत सोरेन से नातीश और लालू अपनी अपनी पार्टी के लिए सीट मांगेंगे, तो कांग्रेस के लिए क्या बचेगा? यूपी में अखिलेश यादव जयन्त चौधरी के लिए दो तीन सीटें छोड़ देंगे, लेकिन क्या कांग्रेस को पांच से ज्यादा सीटें देने पर राजी होंगे? मुझे लगता है कि अभी विरोधी दल एकता के कितने भी दावे करें लेकिन जब सीटों के बंटवारे की बात आएगी तो अलायंस उड़ीसा, कर्नाटक, तेलंगाना, छत्तीसगढ और आन्ध्र प्रदेश जैंसे उन्हीं राज्यों में चलेगा, जहां कांग्रेस के अलावा गठबंधन में शामिल दूसरी पार्टियों का वजूद नहीं हैं. बाकी राज्यों में सीताराम येचुरी की बात लागू होगी. विरोधी पार्टियां एक दूसरे के खिलाफ उम्मीदवार उतारेंगी, लेकिन गठबंधन में मसला सिर्फ सीटों के बंटवारे का नहीं हैं, मसला अलायंस के नेता के नाम पर भी है. गठबंधन की तरफ से प्रधानमंत्री पद का दावेदार कौन होगा, इस पर भी मतभेद होंगे. बुधवार को इसके संकेत भी मिले. तृणमूल कांग्रेस सांसद शताब्दी रॉय ने कहा कि ममता बनर्जी में प्रधानमंत्री बनने की सारी खूबियां हैं, वो ममता को देश का नेतृत्व करते हुए देखना चाहती हैं. केजरीवाल की हरसत भी प्रधानमंत्री बनने की है. आम आदमी पार्टी के सांसद राघव चड्ढा ने कहा कि केजरीवाल प्रधानमंत्री बनें, ये उनका सपना है. इसमें तो कई शक नहीं है कि ममता बनर्जी बंगाल को अपने भतीजे अभिषेक बनर्जी के हवाले करके खुद केंद्र की राजनीति में आना चाहती हैं. वो इसी रणनीति पर काम कर रही हैं. ये कांग्रेस की मदद के बगैर संभव नहीं हैं इसीलिए उन्होंने बंगाल में अपनी धुर विरोधी और कांग्रेस के साथ बेंगलुरु में मंच साझा किया. जहां तक केजरीवाल का सवाल है तो केजरीवाल, प्रधानमंत्री तो बनना चाहते हैं लेकिन उन्हें मालूम है कि फिलहाल लोकसभा में उनकी पार्टी का सिर्फ एक सांसद है. जब तक उनकी पार्टी के सांसदों की संख्या चालीस तक नहीं होगी तब तक वो दावेदारी नहीं कर पाएंगे और इस आंकड़े तक अगले चुनाव में पहुंचना संभव नहीं हैं, इसलिए वो फिलहाल इंतजार करेंगे और विपक्षी गठबंधन में शामिल होकर अपनी पार्टी की ताकत को बढ़ाने की कोशिश करेंगे. जहां तक नीतीश का सवाल है तो नीतीश जरूर प्रधानमंत्री पद की उम्मीदवारी की दौड़ में हैं, वो दिल्ली आना चाहते हैं, कई मौकों पर ये बात जाहिर कर चुके हैं, लालू के साथ समझौता इसी शर्त पर हुआ है, इसीलिए नीतीश ने 11 महीने पहले विपक्ष को एकजुट करने की मुहिम शुरू की थी. उन्हें उम्मीद थी कि बैंगलूरू गठबंधन के नाम के अलावा उसके संयोजक के तौर पर उनके नाम का एलान हो जाएगा. कांग्रेस ने ये होने नहीं दिया. इसीलिए नीतीश नाराज होकर पटना लौट गए.

बीजेपी नेता सुशील मोदी और जीतनराम मांझी की पार्टी के नेताओं का कहना है कि नीतीश कुमार गठबंधन का संयोजक न बने जाने से नाराज हैं. लेकिन बुधवार को नीतीश कुमार ने राजगीर में कुच और बात कही. सफाई देते हुए नीतीश ने कहा, बैंगलूरू में सभी मुद्दों पर बात हुई, उनकी राय को तवज्जो दी गई. चूंकि सारी बातें तय हो गई थीं, इसलिए प्रेस कांफ्रेंस के लिए रुकने के बजाय वो जल्दी लौट आए. इससे पहले नीतीश ने राजगीर की पब्लिक मीटिंग में भी सफाई दी. नीतीश बुधवार को राजगीर में मलमास के मेले में पहुंचे थे. नीतीश ने कहा कि वो तो मेले के पहले दिन यानी मंगलवार को ही आना चाहते थे, इसी चक्कर में वो बैंगलुरू से जल्दी लौटे लेकिन इसे मुद्दा बना दिया गया, फालतू की बातें फैलाई गईं. नीतीश अब सफाई दे रहे हैं. ये उनकी मजबूरी है. लेकिन उनके तर्कों में दम नहीं हैं. मंगलवार को जब वो बैंगलूरू से जल्दी लौटे थे, उस वक्त मल्लिकार्जुन खरगे ने कहा था कि कुछ नेताओं की फ्लाइट का टाइम हो रहा था, इसलिए जल्दी निकल गए. .लेकिन हकीकत ये थी नीतीश, तेजस्वी और लालू अपनी पार्टी के नेताओं के साथ चार्टर्ड विमान से गए थे. वो दो घंटे बाद भी उड़ान भर सकता था. कोई फ्लाइट छूटने वाली नहीं थी. अब नीतीश कह रहे हैं कि उन्हें राजगीर के प्रोग्राम में शामिल होना था, इसलिए बैंगलूरू से जल्दी जल्दी भागे. लेकिन हकीकत ये है कि राजगीर में नीतीश के जाने का प्रोग्राम मंगलवार का नहीं , बुधवार का तय था, और ये दो हफ्ते से सबको पता था. बुधवार को ही उनको मलमास मेले का उद्घाटन करना था. इसके लिए बिहार सरकार की तरफ़ से विज्ञापन भी दिया गया था. प्रोग्राम में तेजस्वी यादव को भी आना था क्योंकि बिहार का जो राजस्व और भूमि सुधार विभाग ये मेला लगवाता है, वो RJD के ही पास है. RJD के नेता आलोक मेहता उसके मंत्री हैं, लेकिन बुधवार के प्रोग्राम में न तेजस्वी पहुंचे, न उनके मंत्री आलोक मेहता. ख़ुद नीतीश कुमार भी दोपहर दो बजे वहां पहुंचे. इसलिए ये कहना गलत है कि वो राजगीर के प्रोग्राम में शामिल होने के चक्कर में बैंगलूरू से भागे. अब एक नई बात सामने आई है. पता चला है कि तेजस्वी और लालू बैंगलूरू में विपक्ष की प्रेस कांफ्रेंस में शामिल होना चाहते थे लेकिन नीतीश की ज़िद के कारण उन्हें भी आना पड़ा. अब तेजस्वी और लालू नीतीश से नाराज हैं. इसलिए तेजस्वी राजगीर में नीतीश के साथ प्रोग्राम में शामिल नहीं हुए. कुल मिलाकर ये कहना गलत नहीं होगा कि अब नीतीश कितनी भी छुपाने की कोशिश करें लेकिन बिना आग के धुंआ नहीं उठता.

There was furore in Maharashtra assembly on Wednesday, when Samajwadi Party state chief Abu Azmi alleged that Muslims are being forced to recite ‘Vande Mataram’, the national song penned by Bankim Chandra Chatterjee during freedom movement. Speaking in the assembly, Azmi, while raising the issue of riots in Aurangabad (now Sambhajinagar), said, Islam does not allow any Muslim to sing ‘Vande Mataram’. He said, “Islam teaches us to bow only before Allah, who created this world. We do not bow our heads even before our mother. If I cannot recite Vande Mataram, it does not reduce my respect for my nation or my patriotism, and no one should have any objection to this.” This led to pandemonium and the Speaker Rahul Narwekar had to adjourn the House for a brief period. When the House reassembled, Deputy CM Devendra Fadnavis said, “Vande Mataram is not a religious song, it is our national song. By opposing Vande Mataram, Abu Azmi is hurting the sentiments of millions of Indians.” On Aurangabad riots, Fadnavis said, police had fired rubber bullets, and the man, who was hit by a rubber bullet, was part of a violent mob. State minister Sudhir Mungantiwar said, Abu Azmi must know that if he has to live in India, he must accept Vande Mataram. AIMIM MLA Mufti Ismail said, “the Constitution gives freedom to every citizen to follow his religion. Islam does not allow Muslims to bow before anybody except Allah. How can any Muslim be forced to recite Vande Mataram?” Congress and NCP leaders refused to comment on this controversy. BJP MLA Nitesh Rane described Abu Azmi as “a poisonous snake” and added, ‘such snakes should be crushed’. I think nobody can support Nitesh Rane’s language. To describe a political leader as a snake, is not a democratic language, nor does it come within the limits of decency. Nitesh Rane must be careful while making such utterances. As far as Abu Azmi is concerned, his remark about Vande Mataram was deliberate and he wanted the BJP to pick up the issue. About the riots in Aurangabad, I have already shown visuals in my show ‘Aaj Ki Baat’, how AIMIM MP Imtiaz Jaleel sat inside a temple for three hours and fended off a violent mob from ransacking the temple. Police also showed restraint. The entire nation watched those visuals. To raise the Aurangabad riot issue and then link it with Vande Mataram is unfair. Fadnavis did the right thing in replying to Abu Azmi’s charges with facts. Since Azmi raised the Vande Mataram issue, BJP leaders have now started asking leaders of INDIA, the opposition alliance, their stand about the national song. They are asking whether Akhilesh Yadav, Rahul Gandhi, Sharad Pawar, Uddhav Thackeray and Nitish Kumar support Azmi’s remarks. Opposition leaders named their alliance as INDIA, but will INDIA stand with those who refuse to recite Vande Mataram?

RIFTS APPEAR IN ‘INDIA’ ALLIANCE

It seems leaders of opposition parties who resolved to forge an alliance in Bengaluru, are yet to bond completely. In Bengaluru, they were praising one another as ‘defenders of democracy’, but the moment they reached their respective states, some of them started labelling the other as ‘murderers of democracy’. The first case came from West Bengal, where CPI(M) leader Brinda Karat alleged on Wednesday that Mamata Banerjee is “ indulging in politics of violence, stifling the voice of common people and murdering democracy”. She said, looking at the manner in which panchayat polls were conducted in an atmosphere of terror, it will not be possible for Left Front to work with Trinamool Congress. The second case came from Punjab, where the state Congress chief Amarinder Singh Raja Warring said his party’s alliance with Aam Aadmi Party would be at the Centre, but in Punjab, his party will continue to take the AAP chief minister Bhagwant Mann to task. There are clear signs of rift between INDIA alliance partners in West Bengal, Kerala, Delhi and Punjab. If similar rift surfaces in UP, Bihar and Jharkhand, what will happen? How can the alliance partners reach consensus on seat sharing? How many seats will Nitish and Lalu leave for Congress? How many seats will Hemant Soren leave for Nitish and Lalu? Will Akhilesh Yadav agree to leave at least five seats for Congress in UP? Whatever claims opposition leaders may make, when the question of seat sharing will arise, the alliance can work only in states like Odisha, Karnataka, Telangana, Chhattisgarh and Andhra Pradesh, where other non-Congress parties do not have much of a presence. In the remaining states, CPI-M general secretary Sitaram Yechury’s words may prove true. He had said, there cannot be seat sharing between the Left and Congress in states like Bengal and Kerala. These parties will field candidates against each other. Already there are differences over who will be projected as the PM candidate. On Wednesday, Trinamool Congress MP Shatabdi Roy said that she would be happy if her leader Mamata Banerjee is made the PM candidate. AAP MP Raghav Chadha said, his dream is to see his leader Arvind Kejriwal as the Prime Minister. There is no doubt that Mamata Banerjee wants to anoint her nephew Abhishek Banerjee as West Bengal chief minister, so that she can become active in national politics. She is working on this strategy, and this cannot be achieved without support from Congress. Arvind Kejriwal, too, has ambitions to become the PM, but he knows that his party AAP has only one MP in Lok Sabha. Until and unless, the number of AAP MPs rises to 40, he cannot stake claim. This target cannot be achieved in next year’s general elections. Hence, he would prefer to wait. He will try to expand his party’s strength by joining the opposition alliance.

WHY NITISH, LALU, TEJASHWI LEFT BENGALURU EARLY?

Bihar chief minister Nitish Kumar considers himself a serious contender for PM post. He wants to be active in Delhi politics. He has expressed his wish in no uncertain terms several times in the recent past. His pact with Lalu Prasad in Bihar was on condition that Lalu’s son Tejashwi will be made the CM and Nitish will enter national politics. Nitish started working to bring all opposition parties together almost 11 months ago. He had expected the alliance to name him as convenor after the Bengaluru meeting, but Congress did not allow this to happen. A miffed Nitish Kumar left for Patna without attending the press conference. Nitish Kumar remained silent for 24 hours and then said in Bihar, ‘all issues were discussed at the Bengaluru meeting. My opinion was heard carefully. Since most of the issues were decided at the meeting, I opted to leave early for Patna instead of attending the press conference.’ At his public meeting in Rajgir, Nitish Kumar said, he wanted to attend the first day of ‘Mal Maas Mela’ on Tuesday itself, and therefore, decided to return from Bengaluru early, but this was unnecessarily made an issue. ‘Faltu ki baaten phailayi gayi’ (unnecessary speculations were made), he said. Nitish Kumar is giving clarifications now. This could be his compulsion, but I don’t find any logic. When he left from Bengaluru on Tuesday, Congress president Mallikarjun Kharge said, some leaders had to leave early because of their flight timings. The ground reality was: Nitish, Tejashwi and Lalu Prasad had gone to Bengaluru in a chartered plane. The plane was due to take off after two hours. They were not missing their flight. Now, Nitish Kumar is clarifying that he wanted to attended the Rajgir programme and therefore left Bengaluru early. The fact is: Nitish Kumar’s programme in Rajgir was scheduled two weeks ago for Wednesday. He was to inaugurate the Mal Maas Mela on Wednesday, and Bihar government had published ads in newspapers. Tejashwi Yadav was also supposed to attend, because it was organised by RJD minister Alok Mehta who looks after the Revenue department. But neither Tejashwi Yadav, nor Alok Mehta attended the inaugural function. Nitish Kumar reached the function at 2 pm on Wednesday. It will, therefore, be incorrect to say that Nitish left Bengaluru in a hurry in order to reach Rajgir. One new fact has also emerged. Both Lalu Prasad and his son Tejashwi wanted to attend the opposition press conference in Bengaluru, but because of Nitish Kumar’s stubborn stance, they had to leave. Both Lalu and Tejashwi are now unhappy with Nitish Kumar. This was the reason why Tejashwi did not attend the Rajgir fair. No matter how much Nitish may try to hide, he cannot alter facts.

अब ये तो साफ हो गया है कि अगला चुनाव भारत बनाम इंडिया होगा, मोदी वर्सेस ऑल होगा. मोदी ने चैलेंज कबूल कर लिया है, और इस वक्त मोदी मजबूत ज़मीन पर खड़े दिख रहे हैं. विरोधी दलों का एक तर्क है कि 2019 के चुनाव में बीजेपी को 45 परसेंट वोट मिले थे, यानि 55 परसेंट वोट बीजेपी के खिलाफ था. अगर इस वोट को इक्कठा रखा जाए तो कामयाबी मिल सकती है, मोदी को हराया जा सकता है. लेकिन हकीकत ये है कि 2019 में 224 लोकसभा सीटें ऐसी थी, जिनमें बीजेपी को 50 परसेंट से ज्यादा वोट मिले थे. दूसरी बात, विपक्ष ने जो गठबंधन बनाया है, उसमें छह बड़ी पार्टियां बहुजन समाज पार्टी, तेलुगु देशम पार्टी, बीजू जनता दल, YSR कांग्रेस, भारत राष्ट्र समिति, और जनता दल-एस शामिल नहीं हैं. इन पार्टियों के लोकसभा में 57 सदस्य हैं. इन सभी पार्टियों का अपने अपने राज्यों में अच्छा खासा जनाधार है. इसलिए इन राज्यों में त्रिकोणीय मुकाबला होगा. अगर आंकड़ों को छोड़ दें, तो सबसे बड़ा सवाल ये है कि विपक्षी गठबंधन मोदी के खिलाफ किसका चेहरा आगे करेगा? कौन प्रधानमंत्री पद का दावेदार होगा? क्योंकि जैसे ही इस पर बात आएगी तो एकता तार-तार होगी क्योंकि दावेदार कई हैं और समझौते के लिए कोई तैयार नहीं हैं. नीतीश कुमार का मंगलवार की बैठक के बाद गायब होना, विपक्षी गठबंधन के लिए शुभ संकेत नहीं हैं, क्योंकि ये कहा जा रहा है कि नीतीश चाहते थे कि विपक्षी गठबंधन के लिए उन्होंने पहल की, मेहनत की, सबको एक साथ एक मंच पर लाए, इसलिए उन्हें संयोजक बनाया जाए और इसका ऐलान आज ही हो जाए लेकिन सिर्फ गठबंधन के नाम का ऐलान हुआ. गठबंधन के संयोजक के नाम पर चर्चा अगली बैठक के लिए टाल दी गई, इसीलिए नीतीश नाराज हो कर निकल गए. लालू को लगता है कि जब तक नीतीश केंद्र की राजनीति में नहीं जाएंगे तब तक तेजस्वी के मुख्यमंत्री बनने का रास्ता साफ नहीं होगा, इसलिए लालू भी नीतीश के साथ हैं, वो भी प्रैस कॉन्फ्रैस से पहले ही निकल गए. विरोधी दल कह रहे हैं कि बीजेपी साम्प्रदायिक पार्टी है, वो सेक्युलेरिज्म को बचाने के लिए एक साथ आए हैं, लेकिन असद्दुदीन ओवैसी कह रहे है कि शिवसेना बीजेपी के साथ रही, नीतीश कुमार बीजेपी के साथ रहे, ममता बीजेपी के साथ रही, फारुक़ अब्दुल्ला बीजेपी के साथ रहे, आज कांग्रेस के लिए सब सेक्युलर हो गए और वो कभी बीजेपी के साथ नहीं गए लेकिन कांग्रेस उन्हें बीजेपी की ‘बी’ टीम बताती है, ये कैसा सेक्युलेरिज्म है? विपक्षी पार्टियां कहेंगी कि बीजेपी ने सिर्फ संख्या ज्यादा दिखाने के लिए ऐसी ऐसी पार्टियों को जोड़ लिया, जिनका नाम भी कोई नहीं जानता. ये बात सही है कि NDA में क्षेत्रीय दलों के बहुत से नेता शामिल हुए हैं. उनके नाम राष्ट्रीय स्तर पर लोग नहीं जानते लेकिन ये भी सही है कि ओमप्रकाश राजभर हों, उपेन्द्र कुशवाहा हों, चिराग पासवान हों, जीतनराम मांझी हों, अनुप्रिया पटेल हों, संजय निषाद हों, ये वो नेता हैं जिनकी जातियों का वोट जीत-हार पर असर डालता है और इन सब नेताओं का अपनी अपनी जातियों में अच्छा खासा प्रभाव है. अगर ऐसा न होता, तो नीतीश कुमार ने मांझी को मुख्यमंत्री क्यों बनाया था? कई बार बगावत करने के बाद भी उपेन्द्र कुशवाहा को मंत्री क्यों बनाया था? .इसी तरह अगर ओमप्रकाश राजभर और संजय निषाद का कोई वजूद न होता तो अखिलेश यादव ने उनके साथ गठबंधन क्यों किया था? एक बार गोरखपुर की सीट अखिलेश यादव ने संजय निषाद के साथ गठबंधन करके ही जीती थी. संजय निषाद बीजेपी के साथ आए और उपचुनाव में वो सीट समाजवादी पार्टी हार गई. इसलिए ये कहना तो ठीक नहीं है कि बीजेपी ने NDA में छोटी पार्टियों को शामिल किया है. उसका कोई मतलब नहीं हैं. हाँ, इतना जरूर है कि मोदी विरोधी दलों ने एकता दिखाई तो बीजेपी को भी मजबूर होकर अपने नए पुराने साथियों को गले लगाना पड़ा. इसमे दोनों का फायदा है.

क्या विपक्षी एकता टिक पायेगी ?

विपक्षी एकता कितनी मजबूत है और कब तक रहेगी, ये तो कोई नहीं कह सकता लेकिन इतना तो बैंगलुरू पहुंचे नेता भी मान रहे हैं कि नरेन्द्र मोदी ने सभी विरोधियों को एक मंच पर आने के लिए मजबूर कर दिया. वरना जो कांग्रेस अरविंद केजरीवाल को पानी पी-पी कर कोसती थी, जिन केजरीवाल ने दिल्ली और पंजाब में कांग्रेस का सफाया कर दिया, आज वही कांग्रेस केजरीवाल का वीडियो, उनकी बाइट अपने ट्विटर हैंडल से ट्वीट कर रही थी. और जो केजरीवाल पहले कांग्रेस को ‘मदर ऑफ करप्शन’ कहते थे, आज वो भी पूरे मन से कांग्रेस को लोकतन्त्र का रक्षक बता रहे थे. जो उद्धव ठाकरे कभी अपने कार्यकर्ताओं से कहते थे कि राहुल गांधी अगर सामने आ जाएं तो चप्पल से पिटाई करना, आज वही उद्धव कह रहे थे कि अब कांग्रेस के साथ मिलकर देश को बचाना है. ममता पिछले हफ्ते तक कांग्रेस और बीजेपी को एक जैसा बता रही थीं, जिनकी पार्टी के लोगों ने पंचायत चुनाव में काँग्रेस के कार्यकर्ताओं पर बम चलाए, आज उन्ही ममता ने राहुल को अपना फेवरेट बताया. सोमवार रात के डिनर में शामिल होने से पहले ममता ने सोनिया गांधी से लंबी बात की, मंगलवार सुबह भी बात हुई , इसीलिए बैठक आधे घंटे देर से शुरू हुई. प्रेस कॉन्फ्रेंस में नेताओं ने एक दूसरे की तारीफ की लेकिन गौर करने वाली बात ये है कि शरद पवार खामोश रहे. शरद पवार सोमवार की बजाए अगले दिन बैठक में पहुंचे थे. प्रेस कॉन्फ्रेंस में खामोशी से बैठे रहे और उसके बाद चुपचाप निकल गए. शरद राव की खामोशी बड़े सवाल पैदा करती है, क्योंकि इस बात की उम्मीद तो बैंगलुरू पहुंचे नेता भी कर रहे थे कि महाराष्ट्र में जो हुआ, उसके बाद शरद पवार सार्वजनिक तौर पर अपना स्टैंड साफ करेंगे. लेकिन शरद पवार ने कुछ नहीं कहा. शरद पवार को बैंगलूरू में बैठकर दिल्ली की टेंशन थी. जब बेंगलुरु में प्रेस कॉन्फ्रेन्स चल रही थी, उसी वक्त 2,100 किलोमीटर दूर दिल्ली में पवार के भतीजे अजित पवार और उनके पुराने करीबी प्रफुल पटेल से प्रधानमंत्री नरेंद्र मोदी गले मिल रहे थे. अजित पवार की एनसीपी एनडीए में शामिल हो चुकी थी.

मोदी को अपनी जीत पर भरोसा क्यों ?

बेंगलुरु में विपक्षी गठबंधन की बैठक शुरु होने से पहले ही मंगलवार को प्रधानमंत्री नरेंद्र मोदी ने विरोधी दलों पर करारा प्रहार किया. कहा, जो पार्टियां राज्यों में एक दूसरे के खून के प्यासे हैं, वो बैंगलूरू में गलबहियां कर रहे हैं, देश की जनता सब देख रही है, सब समझ रही है. मोदी ने कहा कि जो लोग उन्हें कोस रहे हैं, उनके लिए वो सिर्फ प्रार्थना ही कर सकते हैं. मोदी ने कहा कि बेंगलुरु में कट्टर भ्रष्टाचारियों का सम्मेलन हो रहा है. उन्होंने अवधी की एक कविता सुनाई और एक पुराने हिंदी गाने का जिक्र करते हुए कहा कि इन लोगों के चेहरे और है, लेबल कुछ और है, विपक्ष के लोगों ने जो दुकान खोली है, उसमें दो चीजों की गारंटी मिलती है – जातिवाद का जहर और असीमित भ्रष्टाचार. मोदी ने बैंगलुरू में जुटे नेताओं की hierarchy (पदानुक्रम) भी बता दी, कहा, जो जितना बड़ा भ्रष्ट है, गठबंधन में उसका सम्मान उतना ही ज्यादा है. जो भ्रष्टाचार के मामले में ज़मानत पर है, उनका सम्मान थोड़ा कम है और जो भ्रष्टाचार के मामले में सजा पा चुके हैं, उनका कद बड़ा है, उन्हें विशेष आमंत्रित के तौर पर बुलाया गया है. मोदी ने कहा कि बैंगलुरू में जो लोग जुटे हैं, उनका मकसद मोदी को हराना नहीं, खुद को बचाना है क्योंकि ज्यादातर के खिलाफ बड़े बड़े घोटालों में जांच चल रही है. इनकी बैठक का एक ही एजेंडा है – अपना परिवार बचाओ, भ्रष्टाचार बढ़ाओ. मोदी ने ठीक कहा कि विरोधी गठबंधन में ज़्यादातर वो पार्टियां हैं, जिनके नेताओं के ख़िलाफ़ भ्रष्टाचार के केस दर्ज हुए हैं, लेकिन ये भी सही है कि CBI और ED के मामलों ने ही इन नेताओं को एक साथ, एक मंच पर आने को मजबूर किया. ये कोई सीक्रेट नहीं है. ये नेता ख़ुद कहते हैं कि उनकी लड़ाई BJP से कम, ED और CBI से ज़्यादा है. अगर मोदी ने विरोधी दलों के नेताओं पर इतने ज़्यादा केस नहीं किए होते, तो शायद केजरीवाल और ममता बनर्जी, कांग्रेस के साथ कभी हाथ न मिलाते. बैंगलुरू में कुछ पार्टियों के जो नेता इकट्ठे हुए, उन्हें लगता है कि मोदी ने हर संस्थान पर क़ब्ज़ा कर लिया है, विरोधियों को न मीडिया पर विश्वास है, न न्यायपालिका पर. न्यायपालिका के बारे में वो कुछ कह नहीं सकते, इसलिए सारा ग़ुस्सा मीडिया पर उतरता है. इसीलिए शाम को एनडीए की बैठक में मोदी ने कहा कि उन्हें पूरा विश्वास है कि इस बार चुनाव में 50 परसेंट से भी ज्य़ादा वोट मिलेंगे और एनडीए तीसरी बार अपनी सरकार बनाएगी.

The line-up for 2024 Lok Sabha elections is now clear. This will be an electoral battle between Bharat versus INDIA (the new acronym for opposition alliance). In other words, it will be a battle between Modi versus The Rest. Modi has accepted the challenge, judging by his speech at the NDA meet on Tuesday evening. At present, Modi appears to be on a strong wicket. Opposition leaders argue that BJP had garnered 45 per cent votes in 2019 LS elections. In other words, 55 per cent votes went against Modi. They say, if these votes are mobilized, Modi can be defeated. But the ground reality is somewhat different. In 2019 LS elections, there were 224 Lok Sabha seats, where BJP had collected more than 50 per cent votes. On the other hand, six parties, Bahujan Samaj Party, Telugu Desam Party, Biju Janata Dal, YSR Congress, KCR’s BRS and Deve Gowda’s Janata Dal-S are not part of the opposition alliance. These parties have presently 57 members in Lok Sabha. All these six parties have good support base in their respective states. Consequently, these states, UP, Andhra Pradesh, Telangana, Odisha and Karnataka will be witnessing triangular contests. If we leave aside statistics, the biggest question is: who will be the face of opposition alliance to take on Modi? Who will be projected as the prime ministerial candidate? The moment this question crops up in the opposition camp, all unity efforts may go haywire. There are many claimants, and none of them is ready to give in. Nitish Kumar left soon after the meeting in Bengaluru on Tuesday, and this is not a good sign. Sources say, Nitish Kumar wanted to be named as convenor of the alliance, because it was he who initiated opposition unity moves by visiting different state capitals. It was he who brought leaders of all 26 parties on a single platform. He wanted the announcement of the name of convenor on Tuesday itself, but the issue was carried over to the next meeting in Mumbai. Nitish Kumar felt piqued and left the meeting venue in a huff. Lalu Prasad Yadav felt that so long as Nitish is not brought to the centre of national politics, the path will not open up for his son Tejashwi Yadav to take over as Bihar chief minister. So, Lalu, too, joined Nitish and did not attend the customary press conference after the meeting. Opposition leaders describe BJP as a communal party and claim that they have joined hands to protect secularism, but AIMIM chief Asaduddin Owaisi points out that Shiv Sena had always been with BJP, Nitish Kumar allied with BJP, even Mamata Banerjee and Dr Farooq Abdullah were in BJP-led government, but today, all these parties have become secular in the eyes of Congress. Owaisi says, he never went with the BJP, but Congress describes his party as the ‘B’ team of BJP. Opposition leaders say that BJP, in order to upstage opposition unity, added small and largely unknown parties to NDA to show that its alliance is bigger in number. It is true many small, regional parties joined NDA on Tuesday, and their leaders are not known on the national level. But it is also a fact that regional leaders like Om Prakash Rajbhar, Upendra Kushwaha, Chirag Paswan, Jitanram Manjhi, Anupriya Patel, Sanjay Nishad are leaders, who lead their caste voters who are vital in deciding election results for many seats. These leaders have a good support base among their caste voters. Had it not been so, why Nitish Kumar made Jitanram Manjhi the chief minister of Bihar? Why Upendra Kushwaha was made minister in Bihar despite revolting several times? If Om Prakash Rajbhar and Sanjay Nishad had no support base, why Akhilesh Yadav inducted them into his coalition? Akhilesh Yadav once won the Gorakhpur seat by allying with Sanjay Nishad. The latter joined BJP and in the byelection, Samajwadi Party was defeated. So, it will be incorrect to say that BJP leadership inducted small, insignificant parties in NDA to boost up the numbers. However, it is also a fact that once the opposition came together on a single platform, BJP was forced to accommodate its new and old friends in a win-win situation for both.

WILL OPPOSITION UNITY LAST?

Nobody can say how strong is opposition unity at present and how long will it last. None can predict this. One thing which all opposition leaders agreed in Bengaluru was that it was Narendra Modi who forced them to come together on a single platform. Just recollect some past events. Congress leaders used to berate Arvind Kejriwal, whose Aam Aadmi Party demolished the Congress in Delhi and Punjab. On Tuesday, the same Congress was posting video of Kejriwal’s speech on its Twitter handle. On the reverse side, Kejriwal used to describe Congress as ‘Mother of Corruption’. On Tuesday, he and his party leaders were accepting Congress as the protector of democracy. There was a time when Uddhav Thackeray used to tell his party workers to beat Rahul Gandhi with chappals, and on Tuesday, the same Uddhav Thackeray was saying that all should join hands with Congress to save democracy. Till last week, Mamata Banerjee used to describe Congress and BJP as two sides of the same coin and her party supporters threw bombs at Congress workers during Bengal panchayat elections. On Tuesday, Mamata Banerjee was saying Rahul is her favourite. Mamata had a long discussion with Sonia Gandhi over dinner on Monday night and continued her talks on Tuesday morning. It was because of their discussions that the opposition meeting started half an hour late. The most interesting part of the Bengaluru opposition meet was that NCP supremo Sharad Pawar remained silent. He reached the meeting on Tuesday, and throughout the press conference, he remained silent and later left quietly. Sharadrao’s silence raises a big question. After what happened in Maharashtra, opposition leaders who had reached Bengaluru wanted to hear Sharad Pawar make his political stand clear in public, but he did not. As the press conference was going on in Bengaluru, 2,100 kilometres away in Delhi, Pawar’s nephew Ajit Pawar and former confidante Praful Patel were being hugged by Prime Minister Narendra Modi, hours before the NDA meet was to begin. The Ajit Pawar faction of NCP had joined Modi-led NDA.

WHY MODI IS TOO CONFIDENT?

Prime Minister Narendra Modi fired on all cylinders at the opposition leaders both on Tuesday morning and evening, and set the agenda for 2024 elections: Corruption and Dynastic Politics. He said, ‘kattar’ (diehard) corrupt politicians are meeting in Bengaluru, and they were ‘marketing a product which was different from the label’. Modi recalled a Bollywood song ‘Ek Chehre Pe Kayi Chehre Laga Lete Hain Log’, penned by Sahir Ludhianvi. Modi said, the ‘shop’ opened by opposition leaders provides two guarantees: casteist poison and unlimited corruption. He then went on to put the leaders in a hierarchy, and said, those who were ‘big’ in corruption get ‘more’ respect in opposition ranks. Those out on bail, he said, have less respect, but those who have been convicted, come as special invitees. The barbs were pointed and there is no need to describe whom these were aimed at. Modi said, leaders have assembled in Bengaluru not to defeat him, but to save their skin, because most of them are facing probes in major scams. Their sole aim is: ‘save your family, do as much corruption as you can’, he said. Modi is right when he says that there are parties in the opposition alliance, whose leaders have corruption cases against them. Cases by CBI and ED have forced these leaders to come on a single platform, and this is no secret. These leaders themselves say that their fight is less against BJP and more against ED and CBI. Had Modi’s government not instituted cases of corruption against these leaders, leaders like Kejriwal, Mamata Banerjee and Congress would not have joined hands. These leaders feel that Modi has ‘occupied’ all institutions and they do not have faith in both media and judiciary. Since the leaders cannot say much against the judiciary, they vent their anger on the media. It was in this context that Modi, in his evening speech, was confident enough to claim that BJP’s vote share in 2024 elections will cross 50 per cent and NDA will form government for the third time.

बैंगलुरू में मंगलवार को 26 विपक्षी दलों के नेताओं ने एक बैठक के बाद ऐलान किया कि उनके नये गठबंधन का नाम INDIA (Indian National Developmental Inclusive Alliance) होगा, इसकी एक कोऑर्डिनेशन कमेटी अगले महीने मुंबई में होने वाली बैठक में बनेगी. यह गठबंधन समान न्यूनतम कार्यक्रम और चुनाव रणनीति तय करेगी. सोमवार की रात को बैंगलुरु में विपक्षी नेताओं की डिनर पर अनौपचारिक बैठक हुई थी, जबकि मंगलवार को औपचारिक बैठक चार घंटे तक चली. बैठक में कांग्रेस नेता सोनिया गांधी, राहुल गांधी, मल्लिकार्जुन खर्गे, तमिलनाडु के सीएम एम के स्टालिन, दिल्ली के सीएम अरविंद केजरीवाल, झारखंड के सीएम हेमंत सोरेन, बिहार के सीएम नीतीश कुमार, पश्चिम बंगाल की सीएम ममता बनर्जी, आरजेडी के संस्थापक लालू प्रसाद, एनसीपी के अध्यक्ष शरद पवार, शिव सेना (यूटी) के अध्यक्ष उद्धव ठाकरे और अन्य नेता उपस्थित थे. बैठक के बाद कांग्रेस अध्यक्ष खर्गे ने कहा कि सभी विपक्षी दलों ने देश को बचाने के लिए एक मंच पर आने का फैसला किया है. मंगलवार को ही दिल्ली के अशोका होटल में प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में NDA की बैठक हो रही है, जिसमें 38 सहयोगी दलों के नेता हिस्सा ले रहे हैं. ऐसा लगता है कि बीजेपी ने 26 विपक्षी दलों के मोर्चे का जवाब 38 पार्टियों वाले NDA से दिया है. विरोधी दलों वाले मोर्चे में बड़े-बड़े नेता दिखाई दिये, लेकिन ममता बनर्जी, स्टालिन और केजरीवाल को छोड़ कर जो लोग दिखे, उनमें से ज़्यादातर का जनाधार खिसक चुका है. उद्धव ठाकरे गठबंधन में हैं, पर उनकी शिव सेना एकनाथ शिंदे के साथ NDA में है . शरद पवार मोदी विरोधी खेमे में हैं, पर उनकी पार्टी तो प्रफुल्ल पटेल और अजित पवार के पास है, जो मोदी के साथ बैठक में पहुंचे. नीतीश कुमार भी विरोधी दलों की एकता के पैरोकार तो बने, पर उनका अपना जनाधार खिसकता जा रहा है, उनकी पार्टी का कौन सा नेता उन्हें कब छोड़कर चला जाए, वो नहीं जानते. कई छोटी छोटी पार्टियों ने अभी अभी उनका साथ छोड़कर NDA में शामिल होने का फ़ैसला किया है. यही हाल उत्तर प्रदेश में है, जहां अखिलेश को मुख्यमंत्री बनाने का सपना देखने वाली पार्टियों के नेता अब BJP के साथ हैं. BJP की रणनीति ये है कि बिहार और उत्तर प्रदेश की, जनाधार वाली पार्टियों को अपने साथ जोड़ा जाए. 2014 में ये प्रयोग सफल रहा था, इसलिए NDA की 38 पार्टियों वाले मोर्चे में भले ही बड़े-बड़े नेताओं के चेहरे दिखाई न दें, लेकिन वहां ऐसे लोग पहुंचे हैं, जिनके पास जन समर्थन है, अपना जनाधार है. यूपी और बिहार की 120 लोकसभा सीटों को ही अगर लें, तो इन छोटी-छोटी पार्टियों का कुल मिलाकर 8 से 9 परसेंट वोट होता है, जो कांटे की टक्कर वाली स्थितियों में चुनाव का नतीजा पलट सकता है.

किस्सा पवार पार्टी का

मुंबई में रविवार और सोमवार को कई राजनीतिक घटनाएं हुई. लोगों को उस वक्त हैरानी हुई जब शरद पवार सोमवार दोपहर के वक्त अपने घर से पार्टी ऑफ़िस Y B चव्हाण सेंटर पहुंच गए. शरद पवार का Y B चव्हाण सेंटर पहुंचना बड़ी बात नहीं थी. बड़ी बात ये थी कि जिस वक्त शरद पवार वहां पहुंचे, उस वक्त अजित पवार, प्रफुल्ल पटेल, सुनील तटकरे और छगन भुजबल NCP के 37 विधायक और 6 MLC के साथ पहले से मौजूद थे, शरद पवार का इंतजार कर रहे थे. अब ये तो संभव नहीं है कि प्रफुल्ल पटेल और अजित पवार, शरद पवार से बात किए बग़ैर, सारे विधायकों को लेकर पहुंच गए होंगे. पहले बात हुई होगी, मुलाकात तय हुई होगी, उसके बाद ही अजित पवार विधानसभा से निकल कर Y B चव्हाण सेंटर पहुंचे थे. शरद पवार ने पहले अजित पवार, प्रफुल्ल पटेल और सुनील तटकरे से अकेले में करीब पैंतालीस मिनट तक बात की, इसके बाद बाकी दूसरे विधायकों को शरद पवार से मिलने के लिए बुलाया गया. शरद पवार ने विधायकों से क्या कहा और विधायकों ने शरद पवार से क्या कहा, ये तो किसी ने नहीं बताया लेकिन वहां जो दृश्य दिखा, उससे ये बात स्पष्ट हो गई कि इस वक्त ज्यादातर विधायक और पार्टी के नेता अजित पवार के साथ हैं. अजित पवार के साथ 37 विधायक Y B चव्हाण सेंटर पहुंचे थे. अजित पवार ने सभी विधायकों को शरद पवार के सामने खड़ा करके अपनी ताकत दिखा दी और उनसे गुहार लगाई कि वो अब ज़िद छोड़ें, पार्टी का नेतृत्व करें, जो ज्यादातर विधायकों और पार्टी के लोगों की राय है, उसका समर्थन करें. तीन दिनों में अजित पवार और शरद पवार तीन बार मिल चुके हैं. पहले अजित पवार अकेले शरद पवार के घर गए, कहा कि अपनी चाची, यानी शरद पवार की पत्नी प्रतिभा को देखने गए थे, जिनका ब्रीच कैंडी अस्पताल में ऑपरेशन हुआ था. अजित पवार अपने साथी मंत्रियों के साथ शरद पवार से रविवार को मिले. सोमवार को अजित पवार, प्रफुल्ल पटेल और उनके गुट के सारे विधायक शरद पवार से मिलने पहुंच गए. तीन दिन में तीन बार शरद पवार से मुलाकात के कई मतलब निकाले जाएंगे. जो लोग अजित पवार को पसंद नहीं करते, वो कहेंगे कि महाराष्ट्र के गांव-गांव में आज भी शरद पवार का दबदबा है. प्रफुल्ल पटेल और अजित पवार, साहेब के इक़बाल से डरे हुए हैं, इसलिए माफ़ी मांगने साहेब के पास आ गए. अजित पवार के चाहने वाले कहेंगे कि प्रफुल्ल और अजित, दोनों ने पहले ही दिन से कहा है कि शरद राव हमारे भगवान हैं, वो तो NCP को एक रखने के लिए पवार साहेब के पास गए. अगर वो अपने नाराज़ भगवान को मनाने चले गए तो इसमें बुरा क्या है. लेकिन, सच ये है कि शरद राव और अजित दादा में राजनीतिक मतभेद चाहे जितने हों, व्यक्तिगत मतभेद कभी नहीं दिखाई दिए. अजित पवार पहले भी दो बार, शरद पवार से दूर होते नज़र आ चुके हैं, लेकिन दोनों बार वो घर वापस आ गए. इस बार तो अजित दादा जब गए, तो घर ही अपने साथ ले गए. फ़ैसला शरद पवार को करना है कि वो घर वापस आए या नहीं. शरद पवार की मुश्किल ये है कि घर वापस आने का मतलब है, मोदी के साथ जाना. फिर बड़े पवार साहेब की उन बड़ी-बड़ी बातों का क्या होगा, जो उन्होंने मोदी को उखाड़ फेंकने के लिए कही थीं? मुझे लगता है कि शरद पवार, इसे आसानी से मैनेज कर सकते हैं क्योंकि अजित पवार ने जो ऑफर दिया है वो बड़ा है. मेरी जानकारी ये है कि अजित पवार ने शरद पवार को ऑफर दिया है कि वो NCP के अध्यक्ष बने रहें, वही NCP का नेतृत्व करें, सुप्रिया सुले भी कार्यकारी अध्यक्ष रहें, NDA के साथ आ जाएं, सुप्रिया सुले केन्द्र सरकार में मंत्री बनें. अब सुप्रिया अगर केंद्र में मंत्री बनती हैं तो बेटी का भविष्य भी सुरक्षित हो जाएगा और इस उम्र में पवार साहेब को गांव-गांव भटकना भी नहीं पड़ेगा. लगता है कि अब पवार साहेब को कोई रास्ता तो निकालना पड़ेगा.

Top leaders of 26 opposition parties, in their meeting in Bengaluru on Tuesday, decided to form an alliance named Indian National Developmental Inclusive Alliance, with the acronym INDIA, to take on Prime Minister Narendra Modi-led National Democratic Alliance (NDA) in the run-up to Lok Sabha elections next year. The name was accepted after much deliberations on the second day of the conclave. In Delhi, the National Democratic Alliance consisting of 38 parties met on Tuesday to chalk out its future plans. On Monday evening, the opposition leaders met informally at a dinner. This was followed by a closed door meeting on Tuesday which continued for nearly four hours. A coordination committee will be set up, and it has been decided to hold the next opposition meeting in Maharashtra, Congress president Mallikarjun Kharge announced. The opposition meeting was attended by Congress leaders Sonia Gandhi, Rahul Gandhi, Kharge, Tamil Nadu CM M K Stalin, Bihar CM Nitish Kumar, Delhi CM Arvind Kejriwal, Jharkhand CM Hemant Soren, West Bengal CM Mamata Banerjee and RJD supremo Lalu Prasad, NCP supremo Sharad Pawar, former CM Uddhav Thackeray and leaders of other parties. After the meeting, Kharge said, all the opposition parties have decided to come together “to save the country” because of alleged misuse of CBI, ED and other agencies. One thing to note is that, while the opposition alliance has regional leaders like Mamata Banerjee, M K Stalin and Arvind Kejriwal who run the states where their parties are in power, most of the other leaders attending the Bengaluru meet have lost their political support base. For example, Shiv Sena (UT) chief Uddhav Thackeray is in the alliance, but most of his party MLAs led by Eknath Shinde are now part of NDA. Sharad Pawar attended the Bengaluru meeting, but a large section of his party led by his nephew Ajit Pawar and Praful Patel is now in the NDA. Nitish Kumar, who was the original initiator of the campaign for opposition unity, has his political base slipping. Nobody knows which leader in his party Janata Dal (U) may leave. Several small parties from Bihar have left his Mahagathbandhan and have joined NDA. Similarly, from UP, leaders who had dreamed of making Akhilesh Yadav the chief minister, are now in the BJP camp. Overall, BJP’s strategy is to accommodate as many local parties with mass base from UP and Bihar in the NDA. This experiment proved successful in 2014 Lok Sabha elections. Though one may not find big political leaders in the 38-party NDA, there are leaders who have their own support bases. If one adds the LS seats from UP and Bihar, it comes to 120, and small parties command 8 to 9 per cent votes. These parties can change the final result in close fights.

KISSA PAWAR PARTY KA
There were fast-paced developments in Mumbai on Sunday and Monday, when breakway NCP legislators led by Ajit Pawar met NCP supremo Sharad Pawar, and implored him to join NDA camp, but the patriarch was unwilling. The initial reason cited was, the legislators wanted to meet Sharad Pawar, whose wife Pratibha underwent hand surgery in Breach Candy Hospital. Soon after, the real reason for meeting the patriarch was revealed. Sharad Pawar went to Y B Chavan Centre on Monday where he met his old associates Praful Patel, Ajit Pawar, Sunil Tatkare, Chhagan Bhujbal, along with 37 MLAs and 6 MLCs. Nephew Ajit Pawar has met his uncle thrice in the last three days. Naturally, these meetings will be analysed minutely. Sharad Pawar camp may be saying that since the patriarch’s political dominance spans almost the whole of Maharashtra, both Ajit Pawar and Praful Patel met him to offer apology. On the other hand, those from Ajit Pawar camp may say that both Praful and Ajit had said from Day One, that for them, Sharadrao is God, and that they had gone to Saheb to help keep unity in the party. The ground reality is different: Sharadrao and Ajit Dada may have political differences, but they do not have any personal differences. In the past too, Ajit Pawar distanced himself from his uncle, but in both situations, he returned home. But this time, Ajitdada, while leaving, has taken almost the entire party with him. It is for Sharad Pawar to decide whether to allow his nephew to return. For Sharad Pawar, this will mean, joining hands with Modi. According to insider information, Ajit Pawar made on offer to his uncle on Monday. The offer was: his uncle may continue as NCP president and lead the party, Supriya Sule may continue as executive president and join NDA, and she may also join the Modi government as minister. This will ensure a secured future for her and Pawar Saheb will not have to visit each and every village at the age of 82 to garner votes. The ball is now in Sharad Pawar’s court: whether to take up the offer or leave it.

दिल्ली और आसपास के राज्यों में मौसम विभाग ने अगले दो दिन हल्की से तेज़ बारिश होने का संकेत दिया है, लेकिन अभी राजधानी में बाढ़ की स्थिति चिंताजनक है. दिल्ली में बाढ़ के पुराने सारे रिकॉर्ड टूट गए. बसें, ट्रक, गाड़ियां पानी में डूबी हैं, सड़कों पर नाव चल रही है. दिल्ली का करीब बीस प्रतिशत इलाका पानी में डूबा हुआ है. NDRF की 12 टीमें तैनात हैं. यमुना खतरे के निशान से साढ़े तीन मीटर ऊपर बह रही है. मुख्यमंत्री अरविंद केजरीवाल कह रहे हैं कि इन्द्रप्रस्थ ड्रेन रेगुलेटर बाढ़ में टूट गया जिसकी वजह से यमुना का पानी शहर के कई इलाकों में घुसा. उनकी सरकार के मंत्री सौरभ भारद्वाज ने शिकायत की कि NDRF टीम को बुलाने की मांग करने के बावजूद डिप्टी कमिशनर ने उनकी बात नहीं सुनी. उपराज्यपाल वी. के. सक्सेना ने कहा कि ये समय एक दूसरे पर आरोप लगाने का नहीं है. सबको मिलकर काम करना चाहिए. लेकिन आखिर बाढ़ की ये हालत कैसे हुई. मैंने अपना बचपन पुरानी दिल्ली के इन्ही इलाकों में गुजारा है, मैंने पहले कभी इस तरह के हालात नहीं देखे. 1978 की बाढ़ भी मैंने देखी है. उस वक्त तो लालकिले से आगे का इलाका इतना डेवलप नहीं हुआ था, पुरानी दिल्ली में पानी भरा था. राजघाट पर भी पानी था. लेकिन आज हालात काफी खराब हैं. आमतौर पर यमुना खादर, यमुना बाजार, निगम बोध घाट, मॉनेस्ट्री मार्केट जैसे इलाकों में तो हर साल पानी आता है, लेकिन यमुना का पानी सड़क और तटबंधों को पार करके रिहाइशी इलाकों में घुस गया है, इसलिए स्थिति चिंताजनक है. सरकार की तरफ से कहा गया कि यमुना का जल स्तर एक-दो दिन में कम हो जाएगा. दिल्ली में तीन बड़े वॉटर ट्रीटमेंट प्लांट बाढ़ के कारण बंद कर दिये जाने से पूरी दिल्ली में पीने के पानी की समस्या पैदा हो गई है. केजरीवाल कह रहे हैं जब तक बाढ़ का पानी नहीं उतरता, प्लांट को फिर से चालू नहीं किया जा सकता. दिल्ली में बाढ़ के जो हालात बने हैं, उसके लिए हथिनीकुंड बैराज से छोड़े गए पानी को जिम्मेदार बताया जा रहा है. दावा किया जा रहा है कि हथिनीकुंड बैराज से पानी का बहाव कम हुआ है, इसलिए दिल्ली में यमुना का जलस्तर स्थिर हुआ है. इस बात में थोड़ी सच्चाई है. लेकिन अगर उत्तराखंड और हिमांचल में तेज बारिश होती है, तो दिल्ली वालों को मुसीबत के लिए तैयार रहना चाहिए. मैंने कई विशेषज्ञों से, टाउन प्लानर्स से बात की. मौसम वैज्ञानिकों से पूछा कि आखिर दिल्ली में इस तरह के हालात की वजह क्या है. सबने कहा कि हथिनीकुंड बैराज से छोड़ा गया पानी सिर्फ एक वजह है. लेकिन दूसरे कारण भी हैं. दिल्ली में जो ड्रेनेज सिस्टम है, वो अंग्रेजों के ज़माने का है, खासतौर पर पुरानी दिल्ली का तो ड्रैनेज सिस्टम इस तरह के हालात का सामना करने के लिए बिल्कुल नहीं हैं. जो नाले हैं, उनकी कभी ठीक से सफाई नहीं होती. दिल्ली की आबादी जिस हिसाब से बढ़ी है, उसके हिसाब से ड्रेनेज सिस्टम को सुधारा नहीं गया है. दूसरी बात, यमुना की डीसिल्टिंग नहीं होती, इसलिए नदी की जल वहन क्षमता कम होती जा रही है. तीसरी बात, यमुना के रिवर बैड पर कब्जा करके लोग बस गए हैं, घर बन गए हैं. जिन इलाकों में बाढ़ के हालात हैं, वो ज्यादातर रिवर बैड पर हैं. इसलिए नदी शहर में नहीं आई है, शहर नदी में पहुंच गया है. जब तक ये हालात नहीं बदलेंगे, इस तरह की समस्याओं का सामना करना ही पड़ेगा. मेंने कल ही आपको IIT गांधीनगर के प्रोफेसर की बात सुनवाई थी, जो कह रहे थे कि ग्लोबल वॉर्मिंग के कारण इस तरह की extreme weather conditions हर साल होंगी. इसका मतलब ये है कि दिल्ली वालों को भी इस तरह की मुसीबतें झेलने की आदत डालनी पड़ेगी.

बिहार की राजधानी पटना में गुरुवार को पुलिस लाठीचार्ज में बीजेपी के एक जिला पदाधिकारी की मौत हो गई. एक सांसद को भी लाठियां पड़ी. दर्जनों कार्यकर्ता घायल हो गए, किसी का हाथ टूटा, सिर फूटा, किसी की टांग टूटी. बीजेपी ने कहा है कि वो कार्यकर्ता की मौत के लिए नीतीश कुमार के खिलाफ हत्या का केस दर्ज करवाएगी जबकि पुलिस का दावा है कि बीजेपी कार्यकर्ता की मौत लाठीचार्ज से नहीं हुई, भगदड़ में वो बेहोश हो गया था. पटना में बीजेपी ने नीतीश सरकार के ख़िलाफ़ प्रोटेस्ट मार्च निकाला था. शिक्षक भर्ती के नियमों में बदलाव, दस लाख नौकरियां देने के वादे और तेजस्वी यादव के खिलाफ चार्जशीट को लेकर प्रदर्शन गांधी मैदान में था. बीजेपी कार्यर्ताओं को डाक बंगला चौराहे तक जाना था. लेकिन डाक बंगला चौराहे से पहले पुलिस ने प्रदर्शनकारियों को रोक दिया. बैरीकेड फांदने की कोशिश में धक्का मुक्की हुई. बीजेपी सांसद जनार्दन सिंह सिग्रीवाल पुलिस वालों से बात करना चाह रहे थे लेकिन पुलिस ने लाठियां चलानी शुरू कर दी. जो सामने आया, उस पर लाठियां बरसाईं. दौड़ा- दौड़ा कर कार्यकर्ताओं को पीटा, न बुज़ुर्गों का ख़याल किया, न महिलाओं का. बीजेपी सांसद सिग्रीवाल पर भी पुलिस ने लाठी से कई वार किए. जहानाबाद के बीजेपी ज़िला महामंत्री विजय कुमार सिंह लाठी लगने के कारण बेहोश हो गए. अस्पताल ले जाते समय उनकी मौत हो गई. पटना में पुलिस ने जो बर्बरता की, उसकी जितनी निंदा की जाए, कम है. पुलिस ये कहकर नहीं बच सकती कि बीजेपी कार्यकर्ता की मौत लाठी खाने से नहीं हुई. कैमरों में साफ़ दिखाई दे रहा है कि पुलिस ने जमकर लाठियां चलाईं. किसी का सिर फूटा, किसी के हाथ-पैर टूटे, कितनों का ख़ून बहा, और कितने लोग चोट खाकर अस्पताल पहुंचे. जब ऐसे प्रदर्शन होते हैं, तो थोड़ी बहुत ज़ोर ज़बरदस्ती तो होती है. आगे बढ़-चढ़कर वर्कर, बैरीकेड फांदने की कोशिश भी करते हैं, लेकिन इसका मतलब ये नहीं कि पुलिस क्रूरता पर उतर आए, प्रदर्शन करने वालों को बेरहमी से कुचला जाए. ऐसा लगता है कि जैसे पुलिस को पहले से निर्देश दिए गए थे कि प्रोटेस्ट करने वालों की पिटाई करनी है. अब कम से कम नीतीश कुमार को अपनी पुलिस का बचाव करने की कोशिश नहीं करनी चाहिए, जो पुलिसवाले दोषी हैं, उनके ख़िलाफ़ कार्रवाई होनी चाहिए.

With the Met department forecasting light to moderate rains in Delhi and surrounding areas, the flood situation in North and East Delhi has become grim with Chief Minister Arvind Kejriwal asking his chief secretary to call in the army. A war of words erupted between Delhi minister Saurabh Bharadwaj and Lt Governor V K Saxena over relief work, with Saxena saying, this was not the time for blame game. Kejriwal said, the Indraprastha drain regulator of Delhi Jal Board has been damaged, and the breach has resulted flood in many localities. Already the capital is facing drinking water shortage after closure of three water treatment plants. By evening, work in one water treatment plant resumed. Three crematoriums, Nigam Bodh Ghat, Wazirabad and Geeta Colony have been shut after water entered the premises. On Thursday, more water was released in Yamuna from Hathni Kund barrage in Haryana. Nearly 20 per cent areas in Delhi are presently under water. Yamuna water level is flowing more than 11 feet above danger level. As a teenager, I spent most of my life in the localities of Old Delhi, but I never saw such a deluge. I had seen the floods of 1978. At that time too, the areas around Red Fort were not so well developed. Only parts of Old Delhi and Rajghat were submerged, but today’s situation is really grim. Any fall in Yamuna water level in Delhi can happen only after low release of water from Hathni Kund barrage. Presently, the barrage is overflowing because of huge flow of water from Himachal Pradesh. I spoke to several experts including town planners and weather scientists. I asked them the exact reasons for the deluge in Delhi. All of them said, while release of water from Hathni Kund barrage could be one of the reasons, the main culprit is Delhi’s drainage system, built by the British. The drainage system in Old Delhi cannot handle a deluge of this magnitude. Drains are never cleaned, and with uncontrolled rise in population density, the drainage system has not improved. Secondly, desilting of Yamuna is not done properly. The water carrying capacity of the river has become low. Thirdly, lakhs of people have occupied the Yamuna riverbed. They have built houses on the riverbed itself. In other words, the river has not entered the city, the city has reached the river. Until and unless the situation is not changed, such problems will exist. I have already told you the opinion of a professor from IIT, Gandhinagar. He was saying that extreme weather conditions due to global warming will now be the new norm every year. Delhiites will have the bear the consequences accordingly.

PATNA LATHICHARGE : CONDEMNABLE

The brutal lathicharge by Patna police on Thursday on BJP protesters needs to be condemned in unequivocal terms. Even women and MPs were not spared from police lathicharge. Several of them suffered with broken legs, heads and shoulders. Vijay Kumar Singh, district BJP general secretary of Jehanabad, fell unconscious after being hit by a police lathi. He was rushed to hospital, where he was declared dead. BJP leaders said, they will file a case against Chief Minister Nitish Kumar for the death of their worker. Patna Police said, Singh died not due to lathicharge, but because of the stampede that took place. The protest was organized by BJP to oppose the change made in domicile rule for hiring of teachers, non-completion of one million jobs promise made by RJD, and demand for resignation of Deputy CM Tejashwi Yadav charge sheeted by CBI in railway job scam. Patna Police cannot absolve its responsibility by saying that the BJP worker did not die because of lathicharge. Visuals clearly show police using lathis indiscriminately on the crowd, breaking people’s heads and legs, and blood flowing on the street. The lathicharge, BJP alleged, was all of a sudden. Whenever political parties organize protest marches, some amount of use of force happens, when workers try to cross barricades. But this cannot be the reason for police using brutal force indiscriminately. It seems, police were given instructions in advance to beat up the protesters. At least, Nitish Kumar should not try to defend his police. He must take action against the guilty police officers.
