मोदी और योगी ने पिछड़े वर्गों के लिए अब तक क्या किया है
उत्तर प्रदेश में समाजवादी पार्टी को बुधवार को उस समय झटका लगा जब पार्टी के संस्थापक मुलायम सिंह यादव की छोटी बहू अपर्णा यादव ने बड़ी बगावत करते हुए बीजेपी का दामन थाम लिया। अपर्णा यादव बीजेपी में शामिल हुईं और उन्होंने इसे राष्ट्रवादी पार्टी बताया। हाल के दिनों में समाजवादी पार्टी के सुप्रीमो अखिलेश यादव ने बार-बार ये कहा कि बीजेपी नफरत की राजनीति करती है, योगी और मोदी देश को बांटने की सियासत करते हैं। लेकिन अखिलेश के इन आरोपों का जवाब उनकी भाभी अपर्णा यादव ने दिया और उन्होंने योगी और मोदी की तारीफ की।
बीजेपी में शामिल होने के बाद अपर्णा ने कहा कि सत्ता, सरकार, सियासत, पार्टी और परिवार से देश बड़ा है। उन्होंने कहा-‘ मैं एक राष्ट्रवादी हूं और अब एक राष्ट्रवादी पार्टी में शामिल हुई हूं।’ अपर्णा यादव यूपी की राजनीति में कोई बड़ी लीडर नहीं हैं, उनका कोई वोट बैंक नहीं हैं। लेकिन अपर्णा का बीजेपी में शामिल होने से एक बड़ा संदेश मतदाताओं के बीच गया है। बीजेपी के नेता अगर चाहते तो अपर्णा यादव की ज्वाइनिंग लखनऊ में ही करवा सकते थे लेकिन ऐसा नहीं किया गया। अपर्णा यादव को दिल्ली में पार्टी की सदस्यता दी गई।
बीजेपी में शामिल होने के बाद अपर्णा यादव ने पार्टी अध्यक्ष जे.पी. नड्डा, यूपी के मुख्यमंत्री योगी आदित्यनाथ, यूपी बीजेपी अध्यक्ष स्वतंत्र देव सिंह, डिप्टी सीएम केशव प्रसाद मौर्य और अन्य सीनियर नेताओं से मुलाकात की। बीजेपी के नेताओं से मिलने के बाद अपर्णा यादव ने कहा कि पार्टी अलग होने से रिश्ते नहीं टूटते। उन्होंने कहा कि परिवार अपनी जगह है, पार्टी अपनी जगह है। बीजेपी में होने के बाद भी बहू का कर्तव्य निभाएंगी। उन्होंने कहा-‘मैं राष्ट्र अराधना के लिए निकली हूं,
राष्ट्रवादी सोच के साथ आगे बढ़ना चाहती हूं।’
वहीं अखिलेश यादव ने इस पर रिएक्ट करते हुए कहा-‘अच्छी बात है कि जिन लोगों को समाजवादी पार्टी टिकट नहीं दे पा रही है, उन्हें बीजेपी टिकट दे रही है। मुझे खुशी है की समाजवादी विचारधारा का विस्तार हो रहा है।’ वहीं हाल ही में बीजेपी छोड़कर समाजवादी पार्टी में शामिल होनेवाले स्वामी प्रसाद मौर्य ने अलग तरह की प्रतिक्रिया व्यक्त की। उन्होंने कहा-‘अपर्णा यादव की एक राजनीतिक नेता के तौर पर कोई हैसियत नहीं है, वो सिर्फ एक बड़े खानदान की बहू हैं।’
शाम को स्वामी प्रसाद मौर्य की बेटी संघमित्रा मौर्य का भी रिएक्शन आ गया। संघमित्रा मौर्य बदायूं से बीजेपी की सांसद हैं। उन्होंने कहा-‘मेरे पिता के समाजवादी पार्टी में शामिल होने के बाद जो लोग मुझ पर उंगलियां उठा रहे थे, उन्हें अब नए सिरे से सोचना चाहिए।’
संघमित्रा मौर्य ने सोशल मीडिया पर एक सियासी पोस्ट लिखा-‘संस्कार शब्द अच्छा है लेकिन संस्कार है किसके अंदर ? हफ्ते भर पहले एक बेटी का पिता पार्टी बदलता है तो पुत्री पर वार हो रहा था….आज एक बहू अपने चचेरे भाई (योगी आदित्यनाथ) के साथ एक पार्टी से दूसरी पार्टी में आती है तो स्वागत। क्या इसको भी वर्ग से जोड़ा जाना चाहिए कि बेटी पिछड़े वर्ग की है और बहू अगड़े वर्ग से है? संघमित्रा ने आगे लिखा-क्या बहन-बेटी की भी जाति और धर्म होता है? अगड़ा बीजेपी में आता है तो राष्ट्रवादी और वो वोट बीजेपी को करेगा या नहीं इसपर सवाल खड़ा करना तो दूर, सोचा भी नहीं जाता, लेकिन पार्टी में रहने वाला राष्ट्रद्रोही, उसके वोट पर सवाल खड़े हो रहे ऐसा क्यों ?
जो बात संघमित्रा मौर्य कहना चाहती हैं वो मैं आपको साफ-साफ बता देता हूं। असल में मुलायम सिंह की छोटी बहु अपर्णा यादव शादी से पहले अपर्णा बिष्ट थी। योगी आदित्यनाथ का नाम संन्यास लेने से पहले अजय सिंह बिष्ट था। दोनों की जाति एक है। इसलिए संघमित्रा मौर्य अपर्णा को योगी की चचेरी बहन बता रही हैं लेकिन बीजेपी के नेताओं का दावा है कि योगी का अपर्णा से कोई रिश्ता नहीं हैं। अपर्णा यादव के बीजेपी ज्वाइन करने से भी ज्यादा बड़ी बात वो है जो अपर्णा ने बीजेपी के बारे में कही। उन्होंने बीजेपी को राष्ट्रवादी पार्टी बताया। इस पर अखिलेश यादव और समाजवादी पार्टी को जबाव देना मुश्किल होगा। क्योंकि वो तो हमेशा बीजेपी को नफरत फैलाने वाली पार्टी बताते हैं। अखिलेश यादव और समाजवादी पार्टी के दूसरे नेता अब यह कहेंगे कि समाजवादी पार्टी से टिकट नहीं मिला इसलिए अपर्णा को बीजेपी राष्ट्रवादी पार्टी लगने लगी। लेकिन हकीकत यह है कि 2017 में योगी सरकार बनने के बाद अपर्णा ने कई बार मुख्यमंत्री योगी आदित्यनाथ से मुलाकात की थी। अपर्णा ने जब गौशाला खोली तो वहां सीएम योगी आदित्यनाथ को भी बुलाया था।
अखिलेश यादव राम मंदिर निर्माण के लिए चंदा जुटाने वाले बीजेपी और वीएचपी के लोगों को चंदाजीवी कह रहे थे लेकिन अपर्णा यादव ने राम मंदिर के लिए 11 लाख रुपए का दान दिया। इसीलिए अब बीजेपी के नेता कहेंगे कि वह राष्ट्रवादी और देशप्रेमी लोगों को पार्टी में जगह दे रहे हैं जबकि समाजवादी पार्टी दंगाइयों, अपराधियों को टिकट दे रही है। बुधवार को योगी ने कहा कि कैराना में हिन्दुओं के पलायन के ज़िम्मेदार नाहिद हसन को टिकट देकर समाजवादी पार्टी ने अपनी मानसिकता साफ कर दी है। उन्होंने कहा कि समाजवादी पार्टी अपराधियों, माफिया और तमंचाजीवियों को टिकट दे रही है।
पिछड़े वर्गों का समर्थन हासिल करने की एक बड़ी कोशिश के तहत बीजेपी ने बुधवार को अपना दल और निषाद पार्टी के साथ गठबंधन का ऐलान किया। इन दोनों दलों का पटेल और निषाद समुदायों के बीच अच्छा समर्थन है। केंद्रीय मंत्री अनुप्रिया पटेल और निषाद पार्टी के अध्यक्ष संजय निषाद ने बीजेपी अध्यक्ष जे.पी. नड्डा के साथ एक संयुक्त प्रेस कॉन्फ्रेंस की। दोनों नेताओं ने योगी आदित्यनाथ सरकार के काम की तारीफ की और कहा कि वे यूपी की सभी 403 विधानसभा सीटों पर चुनाव लड़ने के लिए बीजेपी से हाथ मिलाएंगे।
खबरों के मुताबिक बीजेपी अपना दल को ज्यादा से ज्यादा 15 और निषाद पार्टी को 10 सीटें देगी। अनुप्रिया पटेल तो 2014 से ही बीजेपी के साथ हैं। अपना दल की कुर्मी वोटरों के बीच अच्छी पैठ है। यूपी की करीब 48 विधानसभा सीटें और 8 से 10 लोकसभा सीटें ऐसी हैं जिन पर कुर्मी समुदाय निर्णायक भूमिका निभाते हैं। उधर, निषाद पार्टी का मल्लाह वोटर्स पर अच्छा असर माना जाता है। यूपी में करीब 35 सीटों पर निषादों के वोट हार-जीत पर असर डालते हैं। उत्तर प्रदेश की राजनीति में एक समय ऐसा था जब यादवों और दलितों को छोड़कर ज्यादातर पिछड़े वर्ग के मतदाता बीएसपी के लिए सामूहिक तौर पर वोटिंग करते थे। लेकिन पिछले विधानसभा चुनाव के दौरान बीजेपी ने ओम प्रकाश राजभर और स्वामी प्रसाद मौर्य जैसे नेताओं को अपने साथ लिया। इसका नतीजा ये रहा कि बीजेपी को विधानसभा चुनाव में प्रचंड जीत हासिल हुई। अब ये दोनों नेता बीजेपी से अलग होकर अखिलेश के खेमे में चले गए हैं। योगी ने अपने शासनकाल में इन दोनों नेताओं को मनमानी करने या फिर पॉलिटकल कार्ड खेलने की इजाजत नहीं दी।
बुधवार को संजय निषाद और अनुप्रिया पटेल दोनों सामने आए और दोनों ने नरेंद्र मोदी और योगी सरकार की तारीफ की। दोनों नेताओं ने कहा कि पांच साल में योगी सरकार ने पिछड़े वर्ग का सबसे ज्यादा ख्याल रखा। अनुप्रिया ने कहा कि मोदी सरकार में पिछड़े वर्ग के 27 नेता मंत्री हैं। नरेंद्र मोदी ने ही निषाद समुदाय की बेहतरी के लिए फिशरीज मिनिस्ट्री (मत्स्यपालन मंत्रालय) का गठन किया। पिछड़ा वर्ग आयोग को संवैधानिक दर्जा देने का काम भी नरेंद्र मोदी की सरकार ने किया। कुल मिलाकर बीजेपी यूपी विधानसभा चुनाव में पिछड़े वर्गों को लुभाने की पूरी कोशिश कर रही है।
What Modi and Yogi have done for backward classes
Samajwadi Party in Uttar Pradesh got a shock on Wednesday when Aparna Yadav, the younger daughter-in-law of party patriarch Mulayam Singh Yadav, joined the BJP, describing the party as “rashtrawaadi” (nationalist). SP supremo Akhilesh Yadav had been alleging in recent weeks that the BJP is indulging in politics of hate, and that Prime Minister Narendra Modi and UP CM Yogi Adityanath are trying to divide communities. On Wednesday, Akhilesh’s sister-in-law Aparna replied to these charges and praised both Modi and Yogi.
Aparna Yadav said, nation is foremost compared to power, politics, party and family. “I am a nationalist and have now joined a nationalist party”, she added. Aparna Yadav is not a big leader in UP politics, but by allowing her in the party, BJP is trying to send a big message to the voters. That is why BJP leaders decided to induct her into the party in Delhi, instead of Lucknow.
After joining the party, she met BJP president J P Nadda, UP chief minister Yogi Adityanath, both deputy CMs and other senior leaders. Later, she said, despite changing parties, she would continue to perform her duties as a ‘bahu’ (daughter-in-law) in the family. “I want to move forward with a nationalistic approach”, she said.
Reacting to this, Akhilesh Yadav said, “it’s nice to see that those who have not been given ticket by SP are being given tickets by BJP. This shows that the Samajwadi ideology is expanding its area of influence.” Swami Prasad Maurya, who recently resigned from BJP and joined SP, reacted differently. Maurya said, “the bahu of a big khaandaan leaving the party will make no difference, because she does not wield any political clout.”
By evening, Sanghamitra Maurya, daughter of Swami Prasad, but now in BJP as MP from Badayun reacted in a different tone. Sanghamitra Maurya said, “Those who were raising fingers against me after my father joined SP, should now think afresh.
She wrote on social media, “a week ago when the father joined another party, fingers were raised against the daughter. Today, a ‘bahu’ has joined the party of her paternal cousin (Yogi Adityanath) and she is being welcomed. Who has more ‘sanskaar’? Should this be looked from the prism of class and caste? The daughter comes from a backward class and the daughter-in-law comes from a forward class. If those from forward class join BJP, they become ‘rashtrawadi’, but those from backward class, who is in the party, is considered anti-national.
Let me explain what Sanghamitra Maurya wants to say. Aparna Yadav, before her marriage, was Aparna Singh Bisht, and Yogi Adityanath, before taking ‘sanyaas’ was Ajay Singh Bisht. Sanghamitra wants to convey that Aparna is the paternal cousin sister of Yogi, but BJP leaders clarify that there is no direct relation between Aparna and Yogi. The main point is that Akhilesh will now have a tough time replying to what Aparna said in praise of BJP. Akhilesh may say that Aparna left the party because she was denied ticket, but the fact is that, in 2017, when Yogi came to power, Aparna met the CM several times. She set up a ‘gaushala’ for cows and invited Yogi there.
Akhilesh used to describe those from BJP and VHP collecting donations for Ayodhya Ram temple as ‘chandaajeevi’, but Aparna donated Rs 11 lakhs for Ram temple. BJP leaders are, therefore, elated. They are now saying that BJP have opened its doors for all nationalists, while SP is giving tickets to mafia gangsters. On Wednesday, Yogi said clearly that Samajwadi Party is giving tickets to criminals, mafia gangsters and ‘tamanchajeevis’ (gun wielders). He was referring to SP fielding Nahid Hassan, from Kairana, who was instrumental in forcing an exodus of Hindus from the area.
In a major effort to garner support from backward classes, BJP on Wednesday announced an alliance with Apna Dal and Nishad party, small caste-based parties which have good support among Patel and Nishad (fishermen) communities. Union Minister Anupriya Patel and Nishad Party chief Sanjay Nishad addressed a joint press conference with BJP president J P Nadda. Both leaders praised the performance of Yogi Adityanath’s government, and said they would join hands with BJP to contest all 403 assembly seats in UP.
Reports say, BJP will leave 15 seats for Apna Dal and 10 seats for Nishad Party. Patel (Kurmi) voters hold dominance in at least 48 assembly seats, while Nishad voters can make a major impact in at least 35 seats. There was a time in UP politics when most of the backward classes, except Yadavs, and Dalits used to vote en bloc for Bahujan Samaj Party. In the last assembly polls, BJP joined hands with backward class leaders like Om Prakash Rajbhar and Swami Prasad Maurya, who played a significant role in the landslide victory. Now both Rajbhar and Maurya have joined the Akhilesh camp. Yogi did not allow both these leaders to play political cards during his rule.
On Wednesday, both Anupriya Patel and Sanjay Nishad praised the role of Narendra Modi and Yogi Adityanath is working for the betterment of all backward classes and Dalits. Patel pointed out that there were 27 ministers from backward classes in the Modi government.
It was Modi who, for the first time, set up a Ministry of Fisheries for the betterment of Nishad (fishermen) community. Modi government also granted Constitutional status to the National Commission for Backward Classes. To sum it up, BJP is going all out to woo the backward classes in UP assembly elections.
कैसे यूपी चुनाव में तेजी से घुल रहा है सांप्रदायिकता का रंग
उत्तर प्रदेश विधानसभा चुनाव के रंग अब तेजी से बदल रहे हैं। ये वो रंग है जो अब तक पर्दे के पीछे था लेकिन अब खुलकर सामने आ गया है। बरेली के मौलाना तौकीर रजा के नफरत से भरे भाषणों के मुद्दे पर मंगलवार को बीजेपी ने कांग्रेस को घेरने की कोशिश की। कुछ दिन पहले ही इस मौलाना ने कांग्रेस महासचिव प्रियंका गांधी से मुलाकात की थी और कांग्रेस को समर्थन देने का ऐलान किया था। अब बीजेपी ने याद दिलाया कि ये वही तौकीर रजा हैं जिन्होंने कुछ हफ्ते पहले नफरत से भरे अपने भाषण में हिन्दुओं को धमकी दी थी।
मौलाना ने धमकी देते हुए कहा था कि ‘अगर मुसलमान लड़कों को गुस्सा आ गया और उन्होंने कानून को अपने हाथ में ले लिया तो हिन्दुओं को हिन्दुस्तान में कहीं पनाह नहीं मिलेगी।’ ठीक इसी तरह से नाहिद हसन भी समाजवादी पार्टी की मुसीबत बने हैं।अखिलेश यादव ने नाहिद हसन को कैराना से उम्मीदवार बनाया तो बीजेपी ने याद दिलाया कि ये वही नाहिद हसन हैं जिन्होंने पांच साल पहले कैराना से हिन्दू परिवारों का पलायन करवाया था। नाहिद हसन के खिलाफ आपराधिक मामलों की एक पूरी लिस्ट है। पिछले हफ्ते उसने पुलिस के सामने सरेंडर कर दिया जिसके बाद उसे न्यायिक हिरासत में भेज दिया गया। उधर, समाजवादी पार्टी के इसी रंग में यूपी के पूर्व मंत्री आजम खान के बेटे अब्दुल्ला आजम भी नजर आए। मंगलवार को अखिलेश यादव ने अब्दुल्ला आजम का खुलकर समर्थन किया और उन पर लगे ज्यादातर मुकदमों को फर्जी बताया।
सबसे पहले मौलाना तौकीर रजा की बात करते हैं। तौकीर रजा कोई नेता नहीं हैं। उन्होंने कभी विधानसभा का चुनाव नहीं लड़ा लेकिन फिर भी यूपी की सियासत में तौकीर रजा चर्चा में हैं। असल में तौकीर रजा ने एक पार्टी बनायी थी जिसका नाम इत्तहादे मिल्लत काउंसिल है। पिछले हफ्ते उन्होंने कांग्रेस को समर्थन देने का ऐलान कर दिया। वे प्रियंका गांधी से जाकर मिले और उन्होंने राहुल- प्रियंका को सबसे बड़ा सेक्युलर बताया।
मौलाना ने यूपी में अखिलेश यादव को मुसलमानों के लिए बीजेपी से ज्यादा खतरनाक बताया। उन्होंने समाजवादी पार्टी को मुसलमानों का दुश्मन कहा और यूपी के मुसलमानों से कांग्रेस को समर्थन देने की अपील की। समाजवादी पार्टी ने तो तौकीर रजा के इस बयान को लेकर कुछ नहीं कहा लेकिन बीजेपी के नेताओं ने प्रियंका गांधी के साथ उनकी मुलाकात पर सवाल उठाए।
बीजेपी प्रवक्ता संबित पात्रा ने आरोप लगाया कि कांग्रेस इस मौलाना के साथ गठबंधन करके यूपी चुनाव में नफरत का रंग घोलने की कोशिश कर रही है। हिन्दुओं के खिलाफ जहर उगलने वालों को पार्टी में जगह दी जा रही है। संबित पात्रा ने मौलाना तौकीर रजा के पुराने भाषणों का जिक्र किया जिसमें तौकीर रजा ने कहा था-‘मुसलमान अब अपना धैर्य खो रहे हैं, अगर मुस्लिम युवा कानून अपने हाथ में ले लेंगे तो हिंदुस्तान में हिंदुओं को पनाह नहीं मिलेगी।’
असल में हरिद्वार में हुई साधु संतों की धर्म संसद के जबाव में मौलाना तौकीर रजा ने बरेली में 7 जनवरी को मुस्लिम धर्म संसद बुलाई थी। हरिद्वार धर्म संसद में कुछ साधुओं ने नफरत भरे भाषण दिए थे। तौकीर रजा की मुस्लिम धर्म संसद में कोरोना प्रोटोकॉल लागू होने के बाद भी बरेली के इस्लामिया ग्राउंड में हज़ारों लोग जुटे। यहां तौकीर रजा ने जो तकरीर की वह वाकई जहर घोलने वाली थी।
इस मीटिंग में तौकीर रज़ा ने कहा, ‘मैं गांव-गांव जाता हूं, बस्ती-बस्ती देखता हूं कि मेरे नौजवानों के दिलों में जितना गुस्सा पनप रहा है….मैं डरता हूं उस वक्त से जिस दिन मेरे नौजवान का गुस्सा फूट पड़ा..जिस दिन मेरा नौजवान मेरे कंट्रोल से बाहर आ गया। मुझसे बहुत लोग कहते हैं- मियां, तुम तो बुजदिल हो गए हो..तुम कुछ करना नहीं चाहते, लेकिन मैं कहता हूं कि पहले मैं मरूंगा बाद में तुम्हारा नंबर आएगा। इसलिए अपने हिंदू भाइयों से खास तौर पर कह रहा हूं-जिस दिन मेरा ये नौजवान कानून अपने हाथ में ले लेगा तो तुम्हें हिंदुस्तान में कहीं पनाह नहीं मिलेगी।’
स्पष्ट है कि मौलाना तौकीर रजा मुस्लिम नौजवानों को भड़काने की कोशिश कर रहे थे। अपने नफरत भरे इस भाषण के एक हफ्ते बाद मौलाना की तस्वीर प्रियंका गांधी के साथ नजर आई। तौकीर रजा यूपी कांग्रेस अध्यक्ष अजय कुमार लल्लू के साथ एक प्रेस कॉन्फ्रेंस में दिखाई दिए, जहां उन्होंने सार्वजनिक रूप से कांग्रेस को अपने संगठन इत्तहादे मिल्लत काउंसिल का पूरा समर्थन देने का वादा किया। वहीं कांग्रेस नेताओं ने तौकीर रजा को ‘आला-ए-हजरत’ बताया।
प्रेस कांफ्रेंस में मौलाना ने कहा, अगर उत्तर प्रदेश को दंगे-फसाद से मुक्त रखना है तो फिर समाजवादी पार्टी को हराना होगा क्योंकि समाजवादी पार्टी, बीजेपी से अलग नहीं है। दोनों मुसलमानों की दुश्मन हैं। मौलाना ने संघ प्रमुख मोहन भागवत और मुलायम सिंह की एक फोटो दिखाते हुए कहा कि समाजवादी पार्टी का आरएसएस के बीच ‘गुप्त समझौता’ हो गया है, इसलिए अखिलेश यादव पर भरोसा करना ठीक नहीं है। उन्होंने कहा कि बीजेपी और समाजवादी पार्टी मिले हुए हैं, इसलिए कांग्रेस को मजबूत करना ही मुसलमानों के लिए बेहतर होगा।
मौलाना तौकीर रजा जिस तस्वीर का जिक्र कर रहे थे दरअसल वह तस्वीर उपराष्ट्रपति वेंकैया नायडू की पोती की शादी की है। इस शादी में मुलायम सिंह और मोहन भागवत भी शामिल हुए थे। लेकिन तौकीर रजा ने उसे जिस तरह से ट्वीस्ट दिया उससे साफ है कि मौलाना तौकीर रजा ने मुसलमानों के मन में संदेह का बीज बोने की कोशिश की।
इसमें कोई संदेह नहीं कि तौकीर रजा की तकरीर जहरीली होती है। वह हिन्दू-मुसलमान के बीच दूरियां बढ़ाने की कोशिश करते हैं। लेकिन हैरानी की बात यह है कि कांग्रेस को यह सब नहीं दिखता। मजे की बात यह है कि कांग्रेस तौकीर रजा के साथ गठजोड़ करने की गलती पहले भी कर चुकी है।
असल में साल 2006 में तौकीर रजा ने एलान किया था कि जो अमेरिका के तत्कालीन राष्ट्रपति जार्ज बुश का सिर काटकर लाएगा उसे 25 करोड़ का इनाम देंगे। उनके बयान से देश की बड़ी बदनामी हुई। लेकिन वर्ष 2009 में कांग्रेस नेता दिग्विजय सिंह तौकीर रजा को लेकर प्रेस कॉन्फ्रेंस करने पहुंच गए। लोकसभा चुनाव में गठबंधन का ऐलान होना था। लेकिन प्रेस कॉन्फ्रेंस में तौकीर रजा के बयान पर सवाल उठने लगे और जब जवाब देते नहीं बना तो प्रेस कॉन्फ्रेंस बीच में छो़ड़कर भागना पड़ा। अब एक बार फिर उन्ही तौकीर रजा से समर्थन लेने के चक्कर में कांग्रेस घिर गई है। कांग्रेस के नेताओं को जबाव देते नहीं बन रहा है।
मंगलवार को बीजेपी ने समाजवादी पार्टी पर अपराधियों, गुंडों, माफिया का बचाव करने और राजनीति में आगे बढ़ाने का आरोप लगाया। बीजेपी प्रवक्ता संबित पात्रा ने समाजवादी पार्टी के उन उम्मीदवारों की लिस्ट गिनाई जिन पर आपराधिक मामले चल रहे हैं। पात्रा ने कैराना से समाजवादी पार्टी के उम्मीदवार बनाए गए नाहिद हसन को लेकर अखिलेश यादव से सवाल किया। उन्होंने कहा कि नाहिद हसन पर कैराना में हिन्दू परिवारों को पलायन के लिए मजबूर करने के इल्जाम हैं, समाजवादी पार्टी ने नाहिद हसन को कैराना से टिकट क्यों दिया। उधर, पुलिस ने नाहिद हसन को गैंगस्टर एक्ट में पकड़ कर जेल भेज दिया है।अब समाजवादी पार्टी नाहिद हसन की बहन को टिकट देगी।
संबित पात्रा ने यह पूछा कि क्या समाजवादी पार्टी जानबूझकर ऐसे लोगों को टिकट दे रही है जो हिन्दुओं को दुश्मन मानते हैं? समाजवादी पार्टी को क्रिमिनल बैकग्राउंड के लोग ही क्यों मिलते हैं? कैराना से नाहिद हसन के अलावा समाजवादी पार्टी ने रफीक अंसारी को मेरठ शहर से उम्मीदवार बनाया है। किठौर से शाहिद मंजूर को टिकट मिला है जबकि धौलाना से असलम चौधरी समाजवादी पार्टी के उम्मीदवार हैं। इन सारे उम्मीदवारों के खिलाफ तमाम केस दर्ज हैं।
एक प्रेस कॉन्फ्रेंस के दौरान जब इस मुद्दे पर अखिलेश से सवाल किया गया तो उन्होंने कहा कि समाजवादी पार्टी के नेताओं को झूठे मुकदमों में फंसाया गया है। सैकड़ों फर्जी केस दर्ज किए गए हैं और अब उन्हीं मुकदमों का हवाला देकर नेताओं को अपराधी बताने की कोशिश की जा रही है। अखिलेश ने कहा कि चाहे नाहिद हसन का मामला हो, आजम खान के खिलाफ केस हो या फिर अब्दुल्ला आजम को जेल भेजने का मुकदमा, सारे फर्जी मामले हैं। अखिलेश ने कहा-‘अगर इस तरह से मुकदमों के आधार पर नेताओं को अपराधी घोषित करने लगें तो योगी आदित्यनाथ भी कभी चुनाव नहीं लड़ पाएंगे क्योंकि योगी के खिलाफ भी दर्जनों केस हैं।’
दरअसल आजम खान के बेटे अब्दुल्ला आजम पर भी दर्जनों मुकदमे चल रहे हैं। वे कई महीने तक जेल में बंद थे और दो दिन पहले ही जेल से रिहा हुए हैं। बीजेपी नेता बृजलाल ने कहा कि अदालत ने विधायक के रूप में उनकी सदस्यता भी रद्द कर दी है।
वैसे तो यूपी विधानसभा चुनाव में कांग्रेस कहीं मुकाबले में दिखाई नहीं देती। समाजवादी पार्टी, बीजेपी को टक्कर दे रही है। लेकिन मुस्लिम वोटों को लेकर कांग्रेस और समाजवादी पार्टी की दावेदारी बराबर की है। मजे की बात यह है कि इस बार यूपी के चुनाव में अखिलेश और प्रियंका दोनों अब तक मुसलमानों का नाम लेने से बचते रहे। समाजवादी पार्टी और कांग्रेस दोनों ने मुसलमानों के पिछड़ेपन और उनके दुख-दर्द की बात की नहीं की। दोनों को लगता है कि अगर उन्होंने मुसलमानों की बात की, उन्हें खुश करने की कोशिश की तो बीजेपी इसे मुद्दा बनाएगी और इसका फायदा उठाएगी।
इसीलिए अखिलेश और प्रियंका अपनी-अपनी पार्टियों के लिए मुस्लिम वोटों को लुभाने की कोशिश तो कर रहे हैं लेकिन पर्दे के पीछे से। समाजवादी पार्टी औऱ कांग्रेस यह मानती है कि योगी आदित्यनाथ को मुसलमान वोट नहीं देंगे। अब इन दोनों में बड़ा सेक्युलर कौन है यह साबित करने की कोशिश हो रही है। इसी फेर में कांग्रेस तौकीर रजा के चक्कर में पड़ गई जबकि अखिलेश अब तक एक-एक कदम फूंक-फूंक कर रख रहे थे लेकिन उन्होंने भी नाहिद हसन और अब्दुल्ला आजम की खुलकर वकालत की। वो भी जानते हैं कि इससे ज्यादा दिन बचा नहीं जा सकता। यही वजह है कि मुसलमानों से कहा जा रहा है कि जो कुछ करो चुपचाप करो। जैसे बंगाल के चुनाव में बीजेपी ने कहा था ‘चुपचाप कमल छाप’। अब मुसलमानों के लिए अखिलेश का मैसेज है ‘चुपचाप साइकिल छाप’ और बाकी चुनाव के बाद।
How UP elections are now fast gaining a communal colour
The colours in Uttar Pradesh assembly elections are now changing fast, with clerics and mafia gangsters entering the fray. On Tuesday, the BJP tried to corner the Congress on the issue of hate speeches given by a Maulana from Bareilly, Tauqeer Raza. A few days ago this Maulana met Congress general secretary Priyanka Gandhi and announced that his outfit will lend support to the Congress. BJP leaders promptly reminded how this Maulana had given threats to Hindus in his hate speech, a few weeks ago.
The Maulana had threatened that “if Muslim youths take law into their own hands, Hindus in Hindusthan will have no place to hide”. Similarly when SP supremo Akhilesh Yadav gave the Kairana nomination to Nahid Hassan, BJP leaders reminded how it was because of him that Hindus living in Kairana had to flee five years ago. Nahid Hassan has a long list of criminal charges against him and last week he surrendered to police, and was immediately sent to judicial custody. Former UP minister Azam Khan’s son Abdullah Azam was similarly supported by Akhilesh Yadav on Tuesday. He said, most of the cases filed against Abdullah Azam were false.
Maulana Tauqeer Raza is not a politician. He never contested any assembly election, but floated an outfit called Ittehad-e-Millat Council. Last week, he announced that his outfit would lend support to the Congress. He met Priyanka Gandhi, and said Priyanka and her brother Rahul Gandhi were true secular leaders.
The Maulana also said, Akhilesh Yadav was more dangerous than the BJP for Muslims in UP. While SP leaders remained silent and chose to ignore his remarks, BJP leaders took the cue and questioned his meeting with Priyanka Gandhi.
BJP spokesman Sambit Patra alleged that the Congress, by aligning with this Maulana, was trying to inject communal venom in UP politics. Sambit Patra brought out old speeches of Maulana Tauqeer Raza, in which he had said, “Muslims are now losing patience. If Muslim youths take law into their own hands, Hindus in Hindusthan will have no place to take shelter”.
The Maulana had called a Muslim religious conference on January 7 in Bareilly, in reply to a Hindu Dharma Sansad in Haridwar, where hate speeches against Muslims were given by some Hindu sadhus. At the Islamia ground in Bareilly, thousands of Muslims assembled, defying Covid protocol.
At the meeting, Tauqeer Raza said: “I visit many villages and localities and meet our youths. Our people have now started losing patience. I find anger brewing in the hearts of Muslim youths. I fear the day, if this anger explodes and our youths go out of my control. Some of my people tell me, Maulana, you are a coward. I tell them, I will die first and then let you people die. That’s why I am telling my Hindu brothers: The day our youths take law into their own hands, you (Hindus) will not get any place in Hindusthan to take shelter.”
Clearly the Maulana was trying to incite Muslim youths. A week after making this hate speech, he appeared at a press conference with Congress leader Priyanka Gandhi and UP state Congress chief Ajay Kumar Lallu, where he publicly extended support to the party. Congress leaders extolled the Maulana as “Aala-e-Hazrat”.
At the press conference, the Maulana said, if Muslims want peace in UP, they should defeat both Akhilesh Yadav and the BJP, because both were enemies of Islam, and incited communal riots. The Maulana showed a picture taken of a meeting between RSS Chief Mohan Bhagwat and SP founder Mulayam Singh Yadav, and alleged that “a secret pact” has been reached between both SP and RSS, and Muslims must not trust Akhilesh Yadav. The best alternative for Muslims is to strengthen the Congress, the Maulana said.
The picture the Maulana was referring to was taken during Vice President M Venkaiah Naidu’s grand daughter’s wedding, where both Mulayam Singh Yadav and Mohan Bhagwat were present. The cleric tried to give this brief meeting a political twist to sow suspicions in the minds of Muslims.
There is no doubt that Maulana Tauqeer Raza’s hate speeches are full of venom. He tries to create a gulf between Hindus and Muslims, but the surprising part is that Congress leaders have chose to ignore his hate speeches. In the past too, the Congress committed the mistake of aligning with the Maulana.
In 2006, this Maulana had announced a reward of Rs 25 crore to any person who can behead US President George W. Bush. This dented India’s image abroad. During the 2009 Lok Sabha elections, Congress leader Digvijay Singh took the Maulana to a press conference to announce an alliance, but when probing questions about his ‘reward’ and hate speeches were made, the Congress leaders could not reply satisfactorily. Digvijay Singh and others had to cut short the press conference abruptly. And now, again, the Congress has been cornered over taking support from the controversial Maulana.
On Tuesday, BJP spokesman Sambit Patra, at a press conference, read out the names of mafia gangsters and those with criminal cases, given tickets by Samajwadi Party. He questioned why SP supremo Akhilesh Yadav gave ticket to a mafia gangster Nahid Hassan, who was responsible for the exodus of Hindu families from Kairana. Nahid Hasan is presently in judicial custody, and the SP will now give the ticket to his sister.
Patra asked whether the SP would now give tickets to those who are blatantly anti-Hindus. Among the others having criminal cases, who have been fielded by SP include: Rafiq Ansari from Meerut City, Shahid Manzoor from Kithaur and Aslam Chaudhary from Dhaulana.
When Akhilesh Yadav was asked at a press conference on this issue, he replied that most of the criminal cases filed against his party candidates were false. He said, cases against Nahid Hassan, former minister Azam Khan and his son Abdullah Azam were mostly false. “Even CM Yogi Adityanath has dozens of criminal cases against him, and he may never be able to contest elections”, Akhilesh Yadav said.
Azam Khan’s son Abdullah Azam has many cases filed against him, he was in jail for several months, and was released two days ago. BJP leader Brij Lal said, a court has even quashed his membership as MLA.
In the UP assembly elections, the Congress is nowhere in the race. The main battle is being fought between the BJP and Samajwadi Party. Both the SP and Congress are trying their best to reach out to Muslim voters. The interesting part is that both Akhilesh Yadav and Priyanka Gandhi had been avoiding any mention of Muslims in their speeches till now. Both fear that if they raise Muslim issues, the BJP will promptly pick this up and make a counter-attack.
Both Akhilesh and Priyanka are trying to take support of Muslim leaders, not openly, but behind closed doors. Both SP and Congress leaders think that Muslim voters will not vote for Yogi Adityanath, and hence a tug-of-war is going on for Muslim votes between both these parties. Both Akhilesh and Priyanka were till now treading this path softly, but on Tuesday, the cat was out of the bag. Priyanka was cornered on the issue of hate speeches by Maulana Tauqeer Raza, while Akhilesh was cornered on the issue of giving tickets to Muslims leaders like Nahid Hassan and Abdullah Azam.
Both these leaders know that they cannot evade the Muslim issue any more. That is why Muslim voters are being told to do “silently” (chupchaap karo), as was done during Bengal elections, when BJP had given the slogan “Chup chaap, Kamal chhaap” (vote for Lotus silently). Akhilesh Yadav’s message to Muslims now is: “Chup Chaap, Cycle chhaap” (Vote for Cycle silently).
अंतरिक्ष-देवास सौदा भ्रष्टाचार का एक ऐसा ‘प्रयोग’ था, जो सफल नहीं हो पाया
आज मैं आपको सुप्रीम कोर्ट के एक अहम फैसले के बारे में बताना चाहता हूं। कभी-कभी चुनावी खबरों के शोर में ऐसी खबरें दब जाती हैं, लेकिन देश हित में इस फैसले के महत्व को समझना होगा।
अंतरिक्ष-देवास डील में सोमवार को आया सुप्रीम कोर्ट का फैसला भारत की वैश्विक छवि से जुड़ा है। कहने को तो खबर इतनी सी है कि सुप्रीम कोर्ट ने सोमवार को देवास मल्टीमीडिया की अपील को खारिज कर दिया, और पिछले साल सितंबर में दिए गए NCLAT (नेशनल कंपनी लॉ अपीलेट ट्रिब्यूनल) के आदेश को बरकरार रखा। NCLAT ने नेशनल कंपनी लॉ ट्रिब्यूनल के उस आदेश को बरकरार रखा था जिसमें प्रमोटरों को कंपनी को बंद करने के लिए कहा गया था। सुप्रीम कोर्ट के फैसले का मतलब है कि देवास मल्टीमीडिया को अब लिक्विडेशन में जाना होगा और कंपनी को बंद करना होगा।
जस्टिस हेमंत गुप्ता और जस्टिस वी. रामसुब्रमण्यम की बेंच ने NCLAT के उस आदेश को बरकरार रखा जिसमें कहा गया था कि देवास को भारतीय अंतरिक्ष अनुसंधान संगठन (ISRO) की वाणिज्यिक शाखा अंतरिक्ष कॉर्पोरेशन के कुछ अधिकारियों के साथ मिलीभगत कर ‘कपटपूर्ण तरीके से गैरकानूनी उद्देश्यों को पूरा करने के लिए’ शामिल किया गया था। सुप्रीम कोर्ट के फैसले का महत्वपूर्ण कानूनी और राजनीतिक असर होगा और ऐसी संभावना है कि भारत सरकार ICC (इंटरनेशनल चैंबर ऑफ कॉमर्स) की आर्बिट्रेशन अदालत में देवास की जीत को चुनौती देने के लिए अपनी कानूनी लड़ाई में इसका इस्तेमाल कर सकती है। देवास की कोशिश है कि अदालती आदेशों के बाद विदेशों में भारत की संपत्ति को जब्त कर लिया जाए।
मैं पहले आपको देवास-अंतरिक्ष डील की पूरी कहानी समझाता हूं। देवास मल्टीमीडिया 2004 में ISRO के कुछ पूर्व अधिकारियों और वर्ल्ड स्पेस के कुछ कर्मचारियों द्वारा शुरू की गई एक कंपनी थी। एक साल बाद 28 जनवरी 2005 को देवास और अंतरिक्ष कॉर्पोरेशन ने एक समझौते पर हस्ताक्षर किए जिसके तहत ISRO, देवास को 167 करोड़ रुपये में 12 साल के लिए 2 संचार उपग्रह लीज पर देने वाला था।
यह स्टार्टअप कंपनी ISRO द्वारा 766 करोड़ रुपये की लागत से बनाए गए 2 उपग्रहों पर एस-बैंड स्पेक्ट्रम ट्रांसपॉन्डर्स का इस्तेमाल करके भारत में मोबाइल प्लेटफॉर्म पर मल्टीमीडिया सर्विस उपलब्ध करवाने वाली थी। 2011 में जब टेलिकॉम सेक्टर में 2जी टेलिकॉम घोटाला सामने आया तो तत्कालीन मनमोहन सिंह सरकार ने जल्दबाजी में इस डील को रद्द कर दिया।
आरोप लगे कि देवास को एस-बैंड स्पेक्ट्रम आवंटित करना एक नई फर्म की मदद करने के लिए एक ‘स्वीट डील’ के अलावा और कुछ नहीं था। 2014 में जब मोदी सरकार सत्ता में आई, तो CBI को सौदे की जांच करने के लिए कहा गया। 2016 में सीबीआई ने देवास, अंतरिक्ष और इसरो के 8 अधिकारियों के खिलाफ ‘आधिकारिक पदों का दुरूपयोग करके स्वयं एवं अन्यों को अनुचित लाभ पहुंचाने के इरादे से रचे गए आपराधिक षड्यंत्र में भूमिका अदा करने के लिए’ चार्जशीट दायर की।
जिन 8 लोगों के खिलाफ चार्जशीट दायर हुई उनमें इसरो के पूर्व अध्यक्ष जी. माधवन नायर का नाम भी था। CBI ने इन अधिकारियों पर सरकारी खजाने को 578 करोड़ रुपये का नुकसान पहुंचाने का आरोप लगाया। प्रवर्तन निदेशालय ने अंतरिक्ष कॉर्पोरेशन के एक पूर्व प्रबंध निदेशक और देवास मल्टीमीडिया के 5 अधिकारियों के खिलाफ Prevention of Money Laundering कानून के तहत चार्जशीट भी दायर की। ED की चार्जशीट में दावा किया गया कि 2005 के सौदे के बाद मिली 579 करोड़ रुपये की फंडिंग का 85 फीसदी हिस्सा विभिन्न बहानों से अमेरिका ट्रांसफर किया गया।
अंतरिक्ष-देवास डील रद्द होने के बाद स्टार्टअप के निवेशक विदेश में मध्यस्थता के लिए गए। उन्होंने वाणिज्यिक आर्बिट्रेशन के लिए नीदरलैंड में ICC ट्रिब्यूनल के समक्ष और पूंजीनिवेश आर्बिट्रेशन के लिए भारत-मॉरीशस और भारत-जर्मनी द्विपक्षीय निवेश संधियों के तहत अपील दायर की। इन सभी मामलों में भारत के खिलाफ फैसला आया। अक्टूबर 2020 में देवास को 835 करोड़ रुपये का आर्बिट्रेशन अवॉर्ड मिला।
इसकी वजह से फ्रांस और कनाडा की अदालतों ने बकाया वसूलने के लिए इन देशों में भारत की संपत्ति को कुर्क करने का आदेश दिया। कनाडा ने वसूली के लिए भारतीय विमानपत्तन प्राधिकरण और एयर इंडिया की संपत्ति को जब्त करना शुरू भी कर दिया। इन कदमों ने विदेशों में भारत की छवि को काफी नुकसान पहुंचाया। अब जबकि सुप्रीम कोर्ट ने देवास मल्टीमीडिया कंपनी को फर्जी बताते हुए उसके परिसमापन (लिक्विडेशन) का आदेश दे दिया है, भारत को ये सारे केस फिर से लड़ने होंगे। आपको यह जानकर हैरानी होगी कि कांग्रेस के नेतृत्व वाली पिछली यूपीए सरकार किस तरह ऐसे फैसले लिए जिनसे वैश्विक स्तर पर भारत की साख को बट्टा लगा।
आसान भाषा में कहें तो यह कुछ ऐसा ही था कि कोई मेरी ही दुकान से कोई सामान खरीदे और फिर उसे 10 गुना ज्यादा कीमत में मुझे ही बेच दे, और मैं खुद ही उसे ऐसा करने की परमिशन दूं। मनमोहन सिंह के शासनकाल में भारत सरकार ने यही किया। यूपीए सरकार ने एक कंपनी को 12,000 करोड़ रुपये का एस-बैंड स्पेक्ट्रम 1,000 करोड़ रुपये की मामूली कीमत पर दे दिया।
मामला खुलने के डर से डील जल्दबाजी में रद्द कर दी गई। अब वही कंपनी भारत सरकार से हजारों करोड़ रुपये के मुआवजे की मांग कर रही है। कंपनी अपना मुआवजा वसूलने के लिए विदेशों में भारत सरकार की संपत्ति को जब्त करना चाहती है। यह मामला 15 साल से ज्यादा पुराना है। 2004 में यूपीए सरकार के सत्ता में आने के कुछ महीने बाद ही खेल शुरू हुआ।
इसरो के एक पूर्व अधिकारी डॉ. एम. चंद्रशेखर ने देश को लूटने की नीयत से एक कंपनी बनाई। इस कंपनी में अमेरिका, फ्रांस, जर्मनी और कनाडा जैसे देशों के निवेशक रखे गए। इनकी योजना थी कि सरकार से सस्ते में एस-बैंड स्पेक्ट्रम लिया जाए और फिर हजारों करोड़ रुपये कमाए जाएं। इस कंपनी के साथ इसरो की सहयोगी कंपनी अंतरिक्ष कॉरपोरेशन ने एक समझौता किया। इस समझौते के तहत देवास मल्टीमीडिया कंपनी को भारत के लिए 2 सैटेलाइट बनाने थे और भारत में डिजिटल और मल्टीमीडिया सेवाएं देनी थीं। सरकार 1,000 करोड़ रुपये में स्टार्टअप कंपनी को एस-बैंड स्पेक्ट्रम देने के लिए राजी हो गई।
वहीं, दूसरी ओर उसी सरकार ने अपनी ही कंपनियों, BSNL और MTNL को एस-बैंड स्पेक्ट्रम प्रदान करने के लिए 12,500 करोड़ रुपये की मांग की। साफ है कि उस वक्त सरकार में बैठे अफसरों ने जानबूझ कर देश के हितों को नुकसान पहुंचाने की कोशिश की, सरकारी खजाने को हजारों करोड़ रुपये का घाटा हुआ। इस दौरान स्टार्टअप कंपनी ने कोई काम नहीं किया, और 2011 में 1.75 लाख करोड़ रुपये का 2जी टेलीकॉम घोटाला उजागर हो गया। चूंकि इस घोटाले में मनमोहन सिंह की सरकार बुरी तरह घिर गई थी, इसलिए उसने घबराकर अंतरिक्ष-देवास डील को जल्दबाजी में रद्द कर दिया।
देवास ने इसके बाद इंटरनेशनल चैंबर ऑफ कॉमर्स यानी ICC की आर्बिट्रेशन अदालत में मुकदमा कर दिया। जब वहां सुनवाई शुरू हुई तो मनमोहन सिंह की सरकार ने वकील तक नियुक्त नहीं किया। आखिरकार ICC ने भारत का प्रतिनिधित्व करने के लिए खुद ही एक वकील नियुक्त किया, लेकिन हैरानी की बात यह है कि भारत सरकार ने वकील को मामले की कोई जानकारी मुहैया नहीं कराई। आखिरकार ICC आर्बिट्रेशन अदालत ने विदेशों में भारत सरकार की संपत्ति को कुर्क करके बकाया राशि की वसूली का आदेश दे दिया। इसके बाद देवास के इन्वेस्टर्स ने अमेरिका, फ्रांस, जर्मनी और कनाडा की अदालतों में भी मामले दायर किए।
इस बीच 2004 में मोदी सरकार सत्ता में आ गई। उसने एक तरफ तो तुरंत CBI और ED को मामले की जांच के आदेश दिए और दूसरी तरफ अंतरराष्ट्रीय अदालतों में मुकदमों की पैरवी शुरू की। इसके साथ-साथ मोदी सरकार के निर्देश पर अंतरिक्ष कॉरपोरेशन ने NCLT में देवास मल्टीमीडिया के खिलाफ अपील की और कहा कि कंपनी को बंद कर दिया जाए क्योंकि इसे फ्रॉड करने की बदनीयती से ही बनाया गया था। NCLT ने कंपनी को बंद करने का फैसला सुनाया। देवास ने इसके बाद NCLAT के समक्ष अपील की, लेकिन NCLAT ने आदेश को बरकरार रखा। देवास फिर सुप्रीम कोर्ट गई और सोमवार को सुप्रीम कोर्ट ने भी उसकी याचिका खारिज कर दी।
कुल मिलाकर देवास मल्टीमीडिया डील की यही कहानी है। सुप्रीम कोर्ट ने साफ कहा कि जब कोई कंपनी धोखाधड़ी के इरादे से ही बनाई गई थी, तो मुआवजे के लिए उसके दावे पर विचार करने का कोई मतलब नहीं है। भारत सरकार अब आईसीसी आर्बिट्रेशन अदालत और अन्य विदेशी अदालतों में जा सकती है और मुआवजे के लिए देवास के दावे को खारिज करने के लिए सुप्रीम कोर्ट के फैसले को सामने रख सकती है।
ICC आर्बिट्रेशन अदालत ने भारत सरकार से देवास को 56.2 करोड़ डॉलर का भुगतान करने का आदेश दिया था। इस रकम पर ब्याज को मिलाकर अब देवास के शेयरहोल्डर्स भारत से 1.2 अरब डॉलर या करीब 90 अरब रुपये वसूलना चाहते हैं। देवास के निवेशक अमेरिका की अदालत में गए और वहां भी उनके पक्ष में ही फैसला आया। फ्रांसीसी अदालत ने भी देवास निवेशकों के पक्ष में आदेश दिया। कनाडा की एक अदालत ने भी देवास के पक्ष में फैसला सुनाया और भारतीय संपत्तियों को कुर्क करने का आदेश दिया।
यह मनमोहन सरकार की ऐसी विरासत है, जिससे अब मोदी सरकार को निपटना पड़ रहा है। इससे दुनिया में भारत की छवि को काफी नुकसान पहुंचा है। यूपीए सरकार ने विदेशी अदालतों के सामने अपना पक्ष रखते हुए ‘राष्ट्रीय सुरक्षा’ प्रावधानों तक को शामिल नहीं किया और ऐसे में ये सारे केस हार गई।
एक कंपनी को विदेशों में भारत की संपत्ति को जब्त करने, उसे बेचकर हर्जाने के भरपाई करने का हक मिल जाए, इससे ज्यादा शर्म की बात और क्या हो सकती है। यह कुछ ऐसा ही है जैसे किसी कंपनी को दिल्ली में रेल भवन या शास्त्री भवन जैसी सरकारी इमारत को जब्त करने का हक मिल जाए। इससे अंतरराष्ट्रीय स्तर पर भारत की बदनामी हुई है।
सवाल ये है कि जो कंपनी ISRO के पुराने अफसर ने बनाई उससे कांग्रेस की सरकार ने डील ही क्यों की? जिस एस-बैंड स्पेक्ट्रम के लिए मनमोहन सिंह की सरकार ने BSNL से 12 हजार करोड़ रुपये वसूले, वही एस-बैंड स्पेक्ट्रम देवास को सिर्फ एक हजार करोड़ रुपये में क्यों दे दिया? सरकार ने जब डील रद्द की, तो उसमें देश की सुरक्षा का प्रावधान क्यों नहीं डाला? अगर यूपीए सरकार ने ‘राष्ट्रीय सुरक्षा’ का क्लॉज जोड़ा होता, तो देवास की याचिका ICC अदालत द्वारा खारिज कर दी जाती।
सबसे जरूरी सवाल यह है कि उस समय हमारी सरकार ने ICC अदालत में वकील नियुक्त क्यों नहीं किया? क्या इस वजह से देवास मल्टीमीडिया के पक्ष में एकतरफ फैसला हुआ? उस समय सरकार ने देवास कंपनी को खत्म करने की कार्यवाही क्यों नहीं की?
ये सारी बातें इत्तेफाक नहीं थीं। ये संयोग नहीं था, ये ‘करप्शन का प्रयोग’ था। वह तो वक्त रहते नरेन्द्र मोदी की सरकार ने केस की गंभीरता को समझा, सुप्रीम कोर्ट में केस की पैरवी की और अब देवास मल्टीमीडिया के खिलाफ पहली लड़ाई जीती है। अभी इंटरनेशनल कोर्ट में भी लड़ाई लड़नी पड़ेगी। उम्मीद है कि अब ICC की अदालत भी अपने फैसले की समीक्षा करेगी और आदेश देगी कि धोखाधड़ी के इरादे से बनाई गई कंपनी को मुआवजा पाने का कोई हक नहीं है।
Antrix-Devas deal: An ‘experiment in corruption’ that failed
Today I want to speak about an important judgment of Supreme Court. Often such a news item gets buried in the cacophony of election related news, but in the national interest, one has to understand the importance of this verdict.
Monday’s Supreme Court verdict in the Devas deal is related to India’s world image. The news item is simple: The Supreme Court on Monday dismissed the appeal filed by Bengaluru-based Devas Multimedia, and upheld the NCLAT (National Company Law Appellate Tribunal) order given in September last year. NCLAT had upheld the National Company Law Tribunal’s order asking the promoters to wind up the company. The apex court verdict makes it clear that Devas Multimedia must now undergo liquidation and the company will have to be wound up.
The SC bench comprising Justice Hemant Gupta and Justice V. Ramasubramaniam upheld the NCLAT order which stated that Devas was incorporated with “a fraudulent motive to collude and connive” with some officials of Antrix Corporation, the commercial arm of Indian Space Research Organization (ISRO). The Supreme court verdict has significant legal and political ramifications and it is likely that the Indian government may use it in its legal battle against an ICC (International Chamber of Commerce) arbitration award won by Devas, which is trying to enforce it by obtaining orders for seizure of India’s assets abroad.
Let me first explain the entire story about the Devas-Antrix deal. Devas Multimedia was a company started in 2004 by some former ISRO officials and World Space staff. The next year, on January 28, 2005, Devas and Antrix Corporation signed a deal under which ISRO was supposed to lease two communication satellites for 12 years at a cost of Rs 167 crore to Devas.
This start-up company was supposed to provide multimedia services to mobile platforms in India using the S-band spectrum transponders on two ISRO satellites built at a cost of Rs 766 crore by ISRO. In 2011, when the 2G telecom scam broke in the telecom sector, this deal was hurriedly cancelled by the then Manmohan Singh government.
There were allegations that allocating S-band spectrum was nothing but a “sweet deal” to help a fledgling firm. When Modi government came to power in 2014, the CBI was asked to probe the deal. In 2016, CBI filed a chargesheet against eight officials of Devas, Antrix and ISRO “for being party to a criminal conspiracy with an intent to cause undue gain to themselves or others by abusing official positions”.
Among the eight persons chargesheeted was former ISRO chairman G. Madhavan Nair. The CBI accused these officials for causing a loss of Rs 578 crore to the government. The Enforcement Directorate also filed a chargesheet under Prevention of Money Laundering Act against a former managing director of Antrix Corporation and five Devas Multimedia officials. The ED chargesheet claimed that 85 per cent of Rs 579 crore funding it received after the 2005 deal was transferred to USA under various pretexts.
After the Antrix-Devas deal was scrapped, the startup investors went for arbitration abroad. They filed for commercial arbitration before the ICC Tribunal in Netherlands and also for investment arbitration under India-Mauritius and India-Germany bilateral investment treaties. All these proceedings led to adverse awards given against India. In October, 2020, Devas obtained a Rs 835 crore arbitration award.
This led to courts in France and Canada ordering attachment of India’s assets in these countries to recover the dues. Canada even started seizing Airports Authority of India and Air India’s assets for recovery. These steps have severely dented India’s image abroad. Now that the Supreme Court has ordered liquidation of Devas Multimedia company describing it as fraudulent, India will have to fight its cases again. You will be surprised to find how the previous Congress-led UPA government used to take decisions that brought international disrepute to India.
In layman’s words, we can describe it like this: a person or a group of persons buys products from my shop, and then tries to sell me at prices ten times the cost. All, of course, with my permission. This is what the Government of India during Manmohan Singh regime did. UPA government gave away Rs 12,000 crore worth S-band spectrum to a company at a throwaway price of Rs 1,000 crore.
The deal was hurriedly cancelled after all hell broke loose. Now the same company is seeking compensation in thousands of crores from the Indian government. In trying to recover its compensation, this company wants to seize Indian government’s assets abroad. The case is more than 15 years old. When the UPA came to power in 2004, the game began, months after the new government took over.
A former ISRO official Dr M. Chandrashekhar set up a start-up company with the intent to rob the Indian government of its money. Investors from USA, Canada, France and Germany, and the aim was to obtain S-band spectrum from the government. The deal was signed with Antrix Corporation next year under which Devas was to build two satellites and provide digital and multimedia services in India. The startup company demanded S-band spectrum for Rs 1,000 crore in lieu of multimedia services, and the Centre agreed to provide S-band spectrum to the company.
On the other hand, the same government demanded Rs 12,500 crore for providing S-band spectrum to its own companies, BSNL and MTNL. The babus sitting in the corridors of government were clearly causing a huge loss to the exchequer. In the meanwhile, the startup company did not start any work, and, by 2011, the 2G telecom scam Rs 1.75 lakh crore broke. Since the Manmohan Singh government was tied up with the furore raised over 2G scam, it hurriedly cancelled the Antrix-Devas deal.
Devas went to International Chamber of Commerce ICC arbitration court, where hearings began. Manmohan Singh government did not even send its lawyer to represent India’s case before the arbitration court. ICC, on its own, appointed a lawyer to represent India, but strangely, our government did not even provide details of the case to the lawyer. Finally, ICC arbitration court ordered recovery of dues by attaching Indian government’s assets abroad. Cases were filed in the courts of USA, France, Germany and Canada by Devas investors.
By this time, Modi government came to power in 2004. It immediately ordered CBI and ED to prove the matter, and sent its lawyer to foreign courts. On Centre’s orders, Antrix Corporation requested NCLT to liquidate Devas Multimedia company, because it was set up with the intent to defraud the exchequer. NCLT ordered its liquidation, Devas appealed before NCLAT, but NCLAT upheld the order. Devas went to Supreme Court, and on Monday, the apex court dismissed its petition.
This, in short, is the story of Devas Multimedia deal. The apex court clearly said that when a company was set up with fraudulent intentions, there was no point in going through its claim for compensation. The Indian government can now go the ICC arbitration court and other foreign courts and place the Supreme Court’s verdict for quashing Devas’ claim for compensation.
The ICC arbitration court had ordered payment of 56.2 crore dollars to Devas from Indian government. Adding interest, it amounts to recovery of 1.2 billion USD or Rs 90 billion from India. Devas investors went to US Federal Court and obtained order in their favour. The French court also gave order in favour of Devas investors. A court in Canada also gave order favouring Devas and ordered attachment of Indian assets.
This is one of the legacies of Manmohan Singh government, which the present Modi government has to face. India’s international image has been brought to disrepute. The UPA government failed to include the ‘national security’ provisions while placing its case before foreign courts, and , in the process, lost all these cases.
This is big news because India’s international prestige is concerned. Nothing is more shameful than a company obtaining court orders to seize Indian government’s assets abroad. It is similar to, say, a company getting court orders to attach the Rail Bhavan or Shastri Bhavan. This has brought disrepute to India in international circles.
The questions that arise are: Why did the Congress government signed a deal with a company set up by former ISRO officials? Why did Manmohan Singh government took Rs 12,500 crore for S-band spectrum from its own company BSNL, but sold it for Rs 1,000 crore to Devas? When the deal was cancelled, why wasn’t the ‘national security’ clause not added? Had the UPA government added the ‘national security’ clause, the Devas petition would have been rejected by the ICC arbitration court.
The main question: Why didn’t our government fail to appoint a lawyer to present its case before ICC arbitration court? Why didn’t the then government initiate proceedings to liquidate Devas company?
These are not coincidences, this was ‘an experiment in corruption’ that failed. It goes to the credit of Narendra Modi government that it took timely steps and fought the case in Supreme Court. This is India’s first gain in the legal battle that will now continue in international courts. Let us hope the ICC arbitration court will review its verdict and order that a company set up for fraudulent purpose, has no right to seek compensation.
यूपी की चुनावी जंग में जाति कितना मायने रखती है?
समाजवादी पार्टी ने शुक्रवार को खुले तौर पर चुनाव आयोग के उस निर्देश का उल्लंघन किया जिसमें चुनावी राज्यों में सभी तरह की रैलियों पर प्रतिबंध लगाया गया था। सपा ने एक ‘वर्चुअल रैली’ आयोजित की जिसमें पार्टी के हजारों कार्यकर्ताओं ने हिस्सा लिया। रैली में मौजूद लोगों को पार्टी सुप्रीमो अखिलेश यादव ने संबोधित भी किया।
सोशल मीडिया पर हंगामा मचने के बाद देर रात उत्तर प्रदेश के मुख्य निर्वाचन अधिकारी ने गौतमपल्ली थाना प्रभारी दिनेश सिंह बिष्ट को ‘कर्तव्यों के निर्वहन में घोर लापरवाही’ के आरोप में निलंबित करने का निर्देश दिया। साथ ही उन्होंने एसीपी अखिलेश सिंह और लखनऊ मध्य निर्वाचन क्षेत्र के रिटर्निंग ऑफिसर गोविंद मौर्य को कारण बताओ नोटिस जारी किया। चुनाव आयोग ने यह कार्रवाई लखनऊ के जिलाधिकारी अभिषेक प्रकाश द्वारा भेजी गई एक रिपोर्ट के आधार पर की। रिपोर्ट में कहा गया था कि रैली का आयोजन चुनाव आचार संहिता और कोविड प्रोटोकॉल का घोर उल्लंघन था।
लखनऊ के पुलिस कमिश्नर डीके ठाकुर ने कहा, समाजवादी पार्टी के पार्टी मुख्यालय में लगभग 2,500 लोग जमा हुए, जो 15 जनवरी तक सारी फिजिकल रैलियों पर चुनाव आयोग के प्रतिबंध का उल्लंघन था। पुलिस कमिश्नर ने कहा, ‘हमारी पुलिस टीम ने कार्यक्रम का वीडियो बनाया है और इन लोगों के खिलाफ प्राथमिकी दर्ज की गई है।’
रैली का आयोजन सपा में शामिल हुए स्वामी प्रसाद मौर्य और धर्म सिंह सैनी सहित 8 विधायकों और मंत्रियों के स्वागत में किया गया था। इन मंत्रियों ने इसी हफ्ते बीजेपी की सरकार से इस्तीफा दे दिया था। पूरे भारत में कोरोना के मामले तेजी से बढ़ने के साथ, चुनाव आयोग ने 15 जनवरी तक मतदान वाले राज्यों में सभी रैलियों पर प्रतिबंध लगा दिया था। उत्तर प्रदेश में अकेले शुक्रवार को 16 हजार से ज्यादा नए मामले सामने आए। इनमें से सिर्फ लखनऊ में ही 2,209 नए मामले दर्ज किए गए। चुनाव आयोग ने नुक्कड़ सभाओं पर भी प्रतिबंध लगाया हुआ है, और ज्यादा से ज्यादा सिर्फ 5 लोगों को ही घर-घर जाकर चुनाव प्रचार करने की इजाजत दी है।
तथाकथित ‘वर्चुअल रैली’ के वीडियो में साफ नजर आ रहा है कि वहां हजारों पार्टी कार्यकर्ता मौजूद हैं और सपा सुप्रीमो अखिलेश यादव समेत लगभग 50 नेता एक साथ मंच पर बैठे हुए हैं। चुनाव आयोग ने 5 से ज्यादा लोगों के इकट्ठा होने पर रोक लगाई हुई है और इस ‘वर्चुअल रैली’ में 50 से ज्यादा नेता एक साथ बैठे थे। ज्यादातर नेता बिना मास्क के थे, जबकि अखिलेश यादव ने अपनी जेब में मास्क रखा था जिसे वह कभी पहन लेते थे तो कभी उतार देते थे। जब रैली के वीडियो न्यूज चैनलों पर चलने लगे तो लखनऊ के डीएम ने रैली को रिकॉर्ड करने के लिए तत्काल पुलिस की एक टीम भेजी। लखनऊ के डीएम ने कहा, रैली की इजाजत नहीं ली गई थी।
सपा की साइकिल पर सवार हुए स्वामी प्रसाद मौर्य ने दावा किया कि लखनऊ में समाजवादी पार्टी के दफ्तर से लेकर कालीदास मार्ग तक का पूरा इलाका कार्यकर्ताओं से पटा पड़ा है। मौर्य ने दावा किया, ‘अगर कोई कोविड प्रोटोकॉल नहीं होता, तो भीड़ सारे रिकॉर्ड तोड़ देती।’ सपा प्रमुख अखिलेश यादव ने कहा, चुनाव आयोग के दिशानिर्देश हैं, लेकिन हम और ज्यादा वर्चुअल रैलियां करेंगे और फिजिकल रैलियां भी करेंगे।
मैं मानता हूं कि समाजवादी पार्टी को चुनाव के दौरान प्रचार करने का पूरा हक है, लेकिन उन्हें मालूम होना चाहिए कि राज्य में कोरोना की वजह से हालात सामान्य नहीं हैं। पूरे राज्य से नेताओं को अपने समर्थकों को लाने की इजाजत देकर साफ तौर पर कोविड प्रोटोकॉल का उल्लंघन किया गया था। अब जब ये समर्थक अपने जिलों में लौटेंगे, तो वे सुपर स्प्रेडर्स के रूप में काम करेंगे। ऐसे में चुनाव आयोग अगर सख्त कार्रवाई करता है तो पार्टी के नेता इल्जाम लगाएंगे कि चुनाव आयोग निष्पक्ष नहीं है।
सवाल यह भी है जब तमाम नेता पहले ही मीडिया के सामने आकर अपनी बात कह चुके थे, तो फिर सबको एक साथ लाकर, कार्याकर्ताओं को जुटाकर इतनी बड़ी रैली करने की क्या जरूरत थी? हो सकता है कि चुनाव आयोग द्वारा दिशानिर्देशों की घोषणा करने से पहले इस रैली की योजना बनाई गई हो। लेकिन प्रतिबंध लगने के बावजूद समाजवादी पार्टी के नेताओं ने अपनी रणनीति में बदलाव न करने का फैसला किया, और चुनाव आयोग के प्रतिबंध की धज्जियां उड़ाते हुए अपने समर्थकों को इकट्ठा किया। चुनाव आयोग की कार्रवाई से बचने के लिए उन्होंने इसे ‘वर्चुअल रैली’ का नाम दे दिया।
रैली में स्वामी प्रसाद मौर्य ने अखिलेश यादव को ‘भविष्य का मुख्यमंत्री’ बताया और दावा किया कि चुनावी जंग पिछड़ों, दलितों और अन्य का प्रतिनिधित्व करने वाले 85 प्रतिशत और बाकी के 15 प्रतिशत के बीच लड़ी जाएगी।
सपा की चुनौती का मुकाबला करने के लिए यूपी के मुख्यमंत्री योगी आदित्यनाथ लगातार दौरे पर हैं, विभिन्न वर्गों और जातियों के नेताओं से मुलाकात कर रहे हैं। गोरखपुर के पीरू शहीद दलित बस्ती में शुक्रवार को योगी ने एक दलित अमृत लाल भारती के घर खिचड़ी खाई। मकर संक्रांति के मौके पर होने वाले इस आयोजन को ‘खिचड़ी सहभोज’ का नाम दिया गया है। स्थानीय बीजेपी नेताओं ने कहा कि योगी हर साल मकर संक्रांति के मौके पर दलितों के साथ भोजन करते हैं। इस मौके पर योगी ने कहा कि जो लोग वंशवाद की राजनीति में विश्वास रखते हैं और भ्रष्टाचार में लिप्त हैं, वे कभी भी सामाजिक न्याय के समर्थक नहीं हो सकते। मुख्यमंत्री ने कहा, ‘ये नेता अपने परिवारों, माफिया सरगनाओं और भ्रष्ट व्यापारियों को बढ़ावा देते रहे हैं, वे कभी भी दलितों के लिए सामाजिक कल्याण को बढ़ावा नहीं दे सकते।’
वक्त बदला है, पिछले 8 सालों में राजनीति का अंदाज बदला है, लोगों का मिजाज बदला है। आम लोगों के नजरिए में बदलाव की वजह से अब पूरा राजनीतिक शब्दकोष भी बदल गया है। 2014 तक राजनीति काफी हद तक जातियों और समुदायों पर आधारित थी, विकास की बात कुछ ही नेता करते थे, लेकिन अब यह ट्रेंड बदल गया है। इसके साथ ही नियमों में भी बदलाव किया गया है। पहले उम्मीदवार नामांकन दाखिल करते वक्त हलफनामे में अपने खिलाफ दर्ज मामलों का जिक्र करते थे। अब सभी उम्मीदवारों को सार्वजनिक तौर पर विज्ञापनों के जरिए अपने खिलाफ दर्ज मामलों के साथ-साथ यदि किसी मामले मे सजा हुई है, तो उसकी भी जानकारी देनी होगी।
यह मान लेना कि मतदाता अब केवल जाति के आधार पर ही वोट करेंगे, गलत होगा। लोग कब तक अपनी जाति के लोगों को वोट देते रहेंगे, भले ही उनकी जाति का उम्मीदवार माफिया गैंगस्टर ही क्यों न हो? अपराधी और गैंगस्टर की कोई जाति नहीं होती। मेरा मानना है कि इस बार यूपी के मतदाता इस भ्रम को तोड़ देंगे कि वोट सिर्फ जाति के नाम पर मिल सकता है।
UP polls: How much does caste matter ?
The Samajwadi Party on Friday openly violated the Election Commission’s directive banning all physical rallies in poll-bound states, by organizing a ‘virtual rally’ attended by thousands of party workers and addressed by party supremo Akhilesh Yadav.
Late in the night, after a furore in social media, the Chief Electoral Officer of UP directed suspension of the in-charge of Gautampalli police station, Dinesh Singh Bisht for ‘gross negligence in discharge of duties’, and issued show cause notices to Assistant Commissioner of Police Akhilesh Singh and Returning Officer of Lucknow Central constituency Govind Maurya. The action was taken on the basis of a report sent by Lucknow District Magistrate Abhishek Prakash which said the holding of rally was in gross violation of Election Code of Conduct and Covid protocols.
Lucknow Police Commissioner D K Thakur said, about 2,500 people gathered at the party headquarters of Samajwadi Party which was in breach of Election Commission’s ban on all physical rallies till January 15. “Our police team captured the event on video and an FIR has been lodged against these people”, the police chief said.
The SP rally was organized to welcome eight MLAs and ministers, including Swami Prasad Maurya and Dharam Singh Saini to the party fold. These ministers had resigned this week from the BJP government. With Covid-19 cases rising exponentially across India, the Election Commission had imposed ban on all rallies in poll-bound states till January 15. On Friday alone, more than 16,000 cases were reported across UP, out of which Lucknow alone accounted for 2,209 cases. ECI had banned even street corner meetings, and door-to-door campaigning has been allowed only up to a limit of five persons.
Videos of the so-called ‘virtual rally’ clearly show thousands of party workers attending the rally, with party chief Akhilesh Yadav and nearly 50 other leaders sitting on a dais together. ECI had banned gathering of more than five persons, and here, at this ‘virtual rally’, there were more than 50 leaders sitting together. Most of the leaders were without masks, while Akhilesh Yadav, who had kept his mask in his pocket, was occasionally wearing and taking it off. When videos of the rally were telecast on news channels, the DM of Lucknow sent a police team immediately to record the rally. The DM of Lucknow said, no permission was taken for holding the rally.
Swami Prasad Maurya, who joined SP, claimed that a large number of supporters had gathered at the party office, and had spilled over on Kalidas Marg. “Had there been no Covid protocol, the gathering would have been huge”, Maurya claimed. SP chief Akhilesh Yadav said, EC guidelines are there, but we will hold more virtual rallies and also physical rallies.
I agree, Samajwadi party has the right to campaign during elections, but he should know, the Covid situation prevailing in the state is not normal. By allowing leaders to bring in their supporters from all over the state, Covid protocol was clearly violated. Once these supporters return to their districts, they will be acting as super spreaders. If the Election Commission acts tough, the party leaders will allege that the EC is not partial.
Since most of the leaders who joined the SP have already spoken through media, what was the need for assembling all of them with their supporters for the rally? It could be that this rally was planned earlier, before the EC announced its guidelines. But once the ban was imposed, the SP leaders decided not to change their strategy, and assembled their supporters in defiance of the EC ban. To evade EC action, they named it a “virtual rally”.
At the rally, Swami Prasad Maurya described Akhilesh Yadav as the “future chief minister”, and claimed that the battle would be fought between 85 per cent representing backwards, Dalits and others, and the remaining 15 per cent.
To counter the SP challenge, UP chief minister Yogi Adityanath is constantly on tour, meeting leaders of different classes and castes. On Friday, Yogi had a ‘khichdi’ lunch at the house of a Dalit, Amrit Lal Bharti, in the Peeru Shaheed Dalit Basti of Gorakhpur. It was named ‘Khichdi Mahabhoj’ to coincide with Makar Sankranti. Local BJP leaders said, Yogi lunches with Dalits every year on Makar Sankranti. On this occasion, Yogi said, those who believe in dynastic politics and indulge in corruption, can never be supporters of social justice. “These leaders have been promoting their families, mafia gangsters and corrupt businessmen, they can never promote social welfare for the downtrodden”, the chief minister said.
Times have changed, style of politics has changed in the last eight years, the mood of people has changed in recent years. The entire political lexicon has undergone a change because of a sea change in the outlook of common people. Till 2014, politics was largely based on castes and communities, few leaders spoke about development, but the trend has now changed. Along with it, the rules have also changed. Earlier, candidates used to mention the cases filed against them in their nomination affidavits. Now, all candidates will have to mention in public advertisements the cases filed against them, and also conviction, if any.
To assume that voters will now cast their votes only on the basis of castes will be incorrect. For how long will voters vote for their own castes, even if their own caste candidates is a mafia gangster? A criminal and a gangster has no caste. I believe, the voters of UP this time will break this illusion that votes can be cornered only on the basis of castes.
यूपी की सियासी जंग में जातीय समीकरणों पर भारी पड़ेगी मोदी-योगी की जोड़ी
भारतीय जनता पार्टी की केंद्रीय चुनाव समिति ने उत्तर प्रदेश विधानसभा चुनावों के लिए टिकटों का बंटवारा शुरू कर दिया है। समिति ने 172 सीटों पर उम्मीदवारों के नामों पर मुहर लगा दी है, लेकिन मकर संक्रांति के कारण इसका ऐलान नहीं किया गया। जिन लोगों के नाम फाइनल हैं, उनमें मथुरा से मंत्री श्रीकांत शर्मा, नोएडा से पंकज सिंह, सरधना से संगीत सोम और मुजफ्फरनगर से सुरेश राणा शामिल हैं। समाजवादी पार्टी और जयंत चौधरी के राष्ट्रीय लोक दल ने गुरुवार की शाम को अपने 29 उम्मीदवारों की लिस्ट जारी कर दी। इस बीच, बीजेपी के 2 और विधायकों ने इस्तीफा दे दिया। पिछले 3 दिनों में बीजेपी के 3 मंत्री और 10 विधायक इस्तीफा दे चुके हैं। इन सभी को समाजवादी पार्टी की ओर से टिकट का आश्वासन दिया गया है।
बीजेपी ने पूर्व मुख्यमंत्री दिवंगत कल्याण सिंह के पोते संदीप सिंह को अतरौली से, सुनील बराला को मेरठ शहर से, सोमेंद्र तोमर को मेरठ दक्षिणी से, दिनेश खटीक को हस्तिनापुर से, सत्यवीर त्यागी को किठौर से, अमित अग्रवाल को मेरठ कैंट से, मृगांका सिंह को कैराना से और तेजेंद्र सिंह को शामली से मैदान में उतारा है।
बीजेपी ने अभी तक जिन उम्मीदवारों का टिकट फाइनल किया है उनमें 11 जाट, 5 गुर्जर और 9 ठाकुर हैं। इसके अलावा पार्टी की लिस्ट में 7 ब्राह्मण और 4 वैश्य समुदाय के उम्मीदवार हैं। निषाद और त्यागी समुदाय के भी एक-एक प्रत्याशी को टिकट दिया गया है। पार्टी ने जाटव समाज के 5 और वाल्मीकि समुदाय के 2 उम्मीदवारों पर भरोसा जताया है।
समाजवादी पार्टी ने जिन 29 सीटों पर उम्मीदवार घोषित किए हैं उनमें से 19 सीटें राष्ट्रीय लोकदल को दी हैं। ये सारी सीटें पश्चिमी यूपी के 11 जिलों की हैं जहां पहले चरण में मतदान होना है। सपा गठबंधन के 29 उम्मीदवारों में से 9 मुस्लिम हैं। इनमें कैराना से समाजवादी पार्टी के मौजूदा विधायक नाहिद हसन का नाम भी शामिल हैं। बीजेपी से सपा में आए अवतार सिंह भड़ाना को भी टिकट दिया गया है। RLD ने हापुड़ से गजराज सिंह को टिकट दिया है, जो गुरुवार को इस्तीफा देने के बाद जयंत चौधरी की पार्टी में शामिल हो गए थे।
अखिलेश यादव की रणनीति साफ है। वह अपनी लिस्ट में सभी प्रमुख जातियों और समुदायों को शामिल करके एंटी-बीजेपी वोटों के बंटवारे को रोकना चाहते हैं। पश्चिमी उत्तर प्रदेश में पिछले इलेक्शन में राष्ट्रीय लोकदल का खाता भी नहीं खुला था, इसके बावजूद अखिलेश यादव ने जिन 29 सीटों पर उम्मीदवार घोषित किए हैं, उनमें से 19 सीटें RLD को दी हैं। ऐसा करने के पीछे एक ही मकसद है और वह है जाट और मुस्लिम वोटबैंक को मजबूत करना। पिछले चुनावों में जाटों का एकमुश्त वोट बीजेपी को मिला था, लेकिन इस बार किसान आंदोलन की वजह से हालात बदले हुए नजर आ रहे हैं।
दूसरे शब्दों में कहा जाए तो अखिलेश यादव ने जाट उम्मीदवारों को टिकट देकर राष्ट्रीय लोकदल में जान फूंकने की कोशिश की है। अखिलेश यादव इस समय पश्चिमी उत्तर प्रदेश में बीजेपी को तोड़ने के ‘मिशन’ पर हैं। समाजवादी पार्टी के नेता टिकट देकर बीजेपी के ज्यादा से ज्यादा नेताओं को अपने खेमे में लाने की रणनीति पर काम कर रहे हैं। बीजेपी छोड़कर सपा में शामिल होने वाले 3 मंत्रियों और 10 विधायकों में से ज्यादातर पिछड़े वर्ग से हैं, जबकि एक विधायक ब्राह्मण है और एक दलित।
दूसरी ओर, बीजेपी ने अन्य पिछड़े वर्गों को बड़े पैमाने पर लामबंद करके इसका जवाब दिया है। बीजेपी ने निषाद समुदाय के नेता संजय निषाद के साथ सीट बंटवारे के सौदे को अंतिम रूप दे दिया है। संजय ने अपने समुदाय के लिए 18 सीटों की मांग की थी, लेकिन बीजेपी उन्हें 10 से 12 सीटें देने पर राजी हुई है, जबकि बाकी सीटों पर निषाद उम्मीदवार बीजेपी के चुनाव चिह्न पर ताल ठोक सकते हैं।
बीजेपी के साथ इस समय सबसे बड़े फायदे की बात यह है कि योगी आदित्यनाथ का सभी जातियों के लोगों के साथ जुड़ाव है। वह सबके लिए काम करने वाली शख्सियत के रूप में उभरे हैं। मोदी और योगी की जोड़ी जातिगत समीकरणों और व्यक्तिगत उम्मीदवारों से ज्यादा मायने रखती है।
Battle for UP: Modi-Yogi combine may prevail over caste equations
Distribution of tickets for Uttar Pradesh assembly elections has started with BJP’s central election committee approving the names of 172 candidates, but the announcement was withheld because of Makar Sankranti. Among the names finalized are those of minister Shrikant Sharma from Mathura, Pankaj Singh from Noida, Sangeet Som from Sardhana and Suresh Rana from Muzaffarnagar. Samajwadi Party and Jayant Chaudhary’s Rashtriya Lok Dal, both allies, released their list of 29 candidates on Thursday evening. Meanwhile, two more BJP MLAs resigned. In the last three days, three ministers and 10 BJP MLAs have resigned. They have been assured tickets from Samajwadi Party.
The BJP has fielded former CM Late Kalyan Singh’s grandson Sandeep Singh from Atrauli, Sunil Bharala and Somendra Tomar from Meerut city and Meerut south seats, Dinesh Khatik from Hastinapur, Satyavir Tyagi from Kithaur, Amit Agrawal from Meerut Cantt, Mriganka Singh from Kairana and Tejendra Singh from Shamli, among several others.
BJP has given tickets to 11 Jat candidates so far, five Gurjar candidates and nine Thakurs. There are seven Brahmin candidates and four from Vaishya community. Tickets have been given to one each candidate from Nishad and Tyagi community. There are five candidates from Jatav and two from Valmiki community.
Out of the 29 candidates announced by Samajwadi Party, 19 seats have been given to RLD. These are from 11 districts of western UP which will go to polling in the first phase. Out of 29 candidates, nine are Muslim. These include sitting SP MLA Nahid Hasan from Kairana. Avtar Singh Bhadana who crossed over to SP from BJP has also been given a ticket. RLD has given Hapur ticket to Gajraj Singh, who quit to join Jayant Chaudhary’s party on Thursday.
Akhilesh Yadav’s strategy is clear. He wants to stop division of anti-BJP votes by accommodating all the major castes and communities in his list. In the last assembly elections, RLD failed to open its account, but this time, 19 seats have been given to this party. The aim is to consolidate Jat and Muslim vote banks this time. In the last elections, voters from Jat community voted en bloc for BJP, but this time, with the farmers’ movement, the situation appears to have changed.
In other words, Akhilesh Yadav has tried to infuse life in the RLD, by giving tickets to Jat candidates. Akhilesh Yadav is presently on a ‘mission’ to break the BJP in western UP. Samajwadi Party leaders are working on a strategy to bring in as many BJP leaders into their camp, by offering tickets. Among the three ministers and 10 MLAs who quit the BJP and joined SP, most of them are from backward classes, one is from Brahmin community and one Dalit leader.
On the other hand, BJP has countered by mobilizing other backward classes on a large scale. BJP has finalised its seat sharing deal with Nishad community leader Sanjay Nishad. He had demanded 18 seats for his community, but BJP has agreed to give him 10 to 12 seats, while in remaining seats, Nishad candidates may contest on BJP symbol.
The advantage BJP has this time is Yogi Adityanath’s connect with people cutting across caste lines. He has emerged as a doer for all. It’s Modi and Yogi combine that may matter more than the caste equations and individual candidates.
यूपी में मंत्री और विधायक क्यों बदल रहे हैं अपनी पार्टियां
उत्तर प्रदेश की सियासत में अब उबाल आ चुका है। नामांकन दाखिल करने की तारीखें नजदीक आने के साथ ही नेताओं ने अपनी पार्टियां और वफादारी बदलनी शुरू कर दी है। बीजेपी ने यूपी की 300 से ज्यादा विधानसभा सीटों के लिए उम्मीदवारों के नामों की स्क्रूटनी कर ली है, जिनमें से कम से कम 175 के नाम करीब-करीब तय हो चुके हैं। बीजेपी की केंद्रीय चुनाव समिति की मंजूरी मिलते ही उम्मीदवारों की पहली लिस्ट जारी कर दी जाएगी।
अखिलेश यादव भी उन सीटों के लिए उम्मीदवारों की लिस्ट जारी कर सकते हैं जिन पर पहले 2 चरणों में मतदान होना है। इन दोनों बड़ी पार्टियों का टिकट हासिल करने के लिए नेता आखिरी जोर लगाना शुरू कर चुके हैं, और जैसा कि होता आया है, कई नेता तेजी से अपनी पार्टी और वफादारी बदलने लगे हैं।
बुधवार को उत्तर प्रदेश में बीजेपी के एक और मंत्री दारा सिंह चौहान ने अखिलेश यादव से मुलाकात के कुछ घंटे बाद कैबिनेट से इस्तीफा दे दिया। मंगलवार को उनसे पहले एक अन्य मंत्री स्वामी प्रसाद मौर्य ने भी बीजेपी छोड़ दी थी। समाजवादी पार्टी के नेताओं का दावा है कि यह तो बस शुरुआत है और शुक्रवार को मकर संक्रांति के बाद धमाका होगा। उनका दावा है कि बीजेपी के करीब 18 मंत्री और विधायक इस्तीफा देने जा रहे हैं। बुधवार को बीजेपी के विधायक रवींद्र नाथ त्रिपाठी के इस्तीफे की भी खबर आ गई, लेकिन बाद में चिट्ठी फर्जी पाई गई और विधायक ने इस मामले में FIR करवाई है।
यूपी के वन मंत्री दारा सिंह चौहान के इस्तीफे की आशंका पहले से थी। बीजेपी नेताओं ने उन्हें रुकने के लिए मनाने की कोशिश की, लेकिन उन्होंने सपा सुप्रीमो से मुलाकात के बाद अपना इस्तीफा भेज दिया।
दारा सिंह चौहान और स्वामी प्रसाद मौर्य जैसे 2 पिछड़े वर्ग के नेताओं को बीजेपी के पाले से अपने पाले में खींचकर सपा खेमा उत्साहित नजर आ रहा है, लेकिन दिलचस्प बात यह है कि दोनों के इस्तीफे की चिट्ठियों का मजमून एक ही था। दोनों मंत्रियों ने आरोप लगाया कि बीजेपी के शासन के दौरान दलितों, पिछड़ों और अन्य वर्गों की अनदेखी की गई है। यह पूछे जाने पर कि अगर दलितों और पिछड़े वर्गों की उपेक्षा की जा रही थी तो वे 5 साल तक सरकार में क्यों रहे, चौहान ने कहा कि उन्हें पता था कि यह सवाल उठेगा। उन्होंने जवाब दिया, ‘दलितों और पिछड़ों के नाम पर सरकार में सिर्फ कुछ नेताओं और नौकरशाहों ने मलाई काटी। हमारी तो सुनी ही नहीं गई। हमारे जैसे कमजोर वर्ग के लोग तो वहीं के वहीं रह गए।’
चौहान ने जब कहा कि उन्होंने तय नहीं किया है कि वह किस पार्टी में शामिल होंगे, तब उन्होंने झूठ बोला। जैसे ही चौहान ने इस्तीफे का ऐलान किया, अखिलेश यादव ने सोशल मीडिया पर उनके साथ मुलाकात की एक तस्वीर पोस्ट की। चौहान पिछड़ी जाति नोनिया से ताल्लुक रखते हैं। उन्होंने अपने सियासी सफर की शुरुआत बीएसपी से की थी, पहले एमएलसी और बाद में सांसद बने, इसके बाद वह सपा में शामिल हो गए और घोसी से लोकसभा सांसद चुने गए। लेकिन 2014 में लोकसभा चुनाव हारने के बाद वह बीजेपी में शामिल हो गए। वह बीजेपी के राज्य पिछड़ा वर्ग मोर्चा के प्रमुख थे। चौहान के धैर्य की तारीफ करनी होगी। उन्होंने कहा कि 5 साल तक उन्होंने दलितों और पिछड़ों के मुद्दों को उठाया, लेकिन अब चूंकि आचार संहिता लगने के बाद कुछ होने की उम्मीद खत्म हो गई है, इसलिए उन्होंने इस्तीफा दे दिया।
वहीं इस्तीफा देने वाले दूसरे मंत्री स्वामी प्रसाद मौर्य ने कहा, वह शुक्रवार को अपने समर्थकों के साथ समाजवादी पार्टी में शामिल होने की घोषणा करेंगे। उन्होंने आरोप लगाया कि बीजेपी सरकार पिछड़ों के लिए आरक्षण कोटा खत्म करने जा रही है। हैरान करने वाली बात यह है कि ये दोनों मंत्री कैबिनेट की हर बैठक में शामिल होते थे, लेकिन चुपचाप सब कुछ होते हुए देख रहे थे। पिछड़े वर्ग के एक अन्य नेता और सुहेलदेव भारतीय समाज पार्टी के प्रमुख ओम प्रकाश राजभर ने दावा किया कि लगभग 18 ऐसे मंत्री और नेता हैं जो 20 जनवरी बीजेपी छोड़कर सपा में जाने वाले हैं।
ओमप्रकाश राजभर कम से कम ईमानदार तो हैं। वह 2017 में सीएम योगी की सरकार में मंत्री बनाए गए थे, लेकिन 2 साल बाद यह आरोप लगाते हुए सरकार और गठबंधन से किनारा कर लिया था कि बीजेपी उनसे किए गए अपने वादों को पूरा नहीं कर रही है। जब राजभर ने दावा किया कि अभी और नेताओं के इस्तीफे तैयार हैं, तो पता चला कि मौर्य और चौहान दोनों के इस्तीफों की चिट्ठी का मजमून एक जैसा ही था। यहां तक कि बीजेपी के विधायक रवींद्रनाथ त्रिपाठी के इस्तीफे की फर्जी चिट्ठी की भाषा भी इसी तर्ज पर तैयार की गई थी। त्रिपाठी ने आरोप लगाया कि उनके लैटरपैड का गलत तरीके से इस्तेमाल किया गया है और इसे लेकर उन्होंने पुलिस में शिकायत भी दर्ज कराई है। त्रिपाठी ने दावा किया कि उन्होंने विधानसभा में स्वामी प्रसाद मौर्य से केवल 2 मिनट के लिए मुलाकात की थी।
अखिलेश यादव के साथ यूपी के मंत्री डॉक्टर जी. एस. धर्मेश की एक और तस्वीर सोशल मीडिया पर वायरल हुई थी। डॉ. धर्मेश को साफ करना पड़ा कि यह एक फोटोशॉप्ड तस्वीर थी। धर्मेश ने कहा, ‘मैं बीजेपी का सिपाही हूं और आगे भी रहूंगा।’
दूसरी पार्टियों के नेता भी पाला बदलने में लगे हुए हैं। कांग्रेस विधायक नरेश सैनी, सपा के विधायक हरिओम यादव और पूर्व विधायक धर्मपाल बुधवार को बीजेपी के शीर्ष नेताओं की मौजूदगी में पार्टी में शामिल हो गए। हरिओम यादव सपा सुप्रीमो अखिलेश यादव के रिश्तेदार हैं। वह तेज प्रताप यादव के नाना हैं। बीजेपी में शामिल होते हुए उन्होंने दावा किया कि समाजवादी पार्टी फिरोजाबाद जिले की सारी सीटें हारेगी। कांग्रेस विधायक नरेश सैनी ने आरोप लगाया कि कांग्रेस नेताओं का जमीनी कार्यकर्ताओं से कोई संपर्क नहीं है और वे केवल ट्विटर पर नजर आ रहे हैं।
जो लोग चुनाव के ऐन मौके पर बीजेपी छोड़कर जा रहे हैं, उनके बारे में 2-3 बातें समझना जरूरी है। 2017 के विधानसभा चुनावों के दौरान, स्थानीय स्तर के करीब 100 नेता दूसरी पार्टियों से बीजेपी में शामिल हुए थे। इन नेताओं की पिछड़ी जातियों और दलितों के बीच अच्छी पकड़ थी। उनमें से ज्यादातर ने उस समय बसपा और सपा को छोड़कर बीजेपी का दामन थामा था। इन नेताओं और छोटी पार्टियों के साथ गठबंधन कर बीजेपी विधानसभा चुनाव में तीन-चौथाई बहुमत हासिल करने में कामयाब रही। अब, बीजेपी राज्य की राजनीति में एक बड़ी ताकत बन चुकी है और पिछड़े वर्गों में इसका आधार तैयार हो चुका है। उसे इनमें से कई छोटी पार्टियों और उनके नेताओं की जरूरत नहीं है। पार्टी नेतृत्व को भरोसा है कि यूपी की जनता मोदी और योगी को वोट देगी। यही कारण है कि पार्टी नेतृत्व उन लोगों को टिकट देने से इनकार कर रहा है जिनके पाला बदलने की आशंका है। इस्तीफा देने वाले इन नेताओं को अब अहसास हो गया है कि बीजेपी नेतृत्व उन्हें और उनके रिश्तेदारों को टिकट नहीं देने वाला है।
दूसरी तरफ अखिलेश यादव ज्यादातर छोटी पार्टियों और उनके नेताओं को अपने खेमे में शामिल करने की कोशिश में लगे हुए हैं। उन्होंने इन नेताओं और उनके रिश्तेदारों को टिकट देने का वादा किया है। दरअसल, अखिलेश की मुश्किलें धीरे-धीरे बढ़ती ही जा रही हैं। उन्होंने जाति-आधारित कई छोटी-छोटी पार्टियों के साथ गठबंधन किया है।
उत्तर प्रदेश में सिर्फ 403 विधानसभा सीटें हैं, और इन्हीं में उन्हें अपनी पार्टी का आधार को बचाए रखने के अलावा, अपने सहयोगियों को भी समायोजित करना है। अपनी पार्टी के नेताओं और कार्यकर्ताओं को खुश रखने के लिए अखिलेश को बहुत ही संतुलित ढंग से काम करना होगा। बुधवार को अखिलेश ने अपने सहयोगियों के साथ बैठक की थी। इनमें उनके अपने चाचा शिवपाल सिंह यादव (प्रगतिशील समाजवादी पार्टी), ओम प्रकाश राजभर (सुहेलदेव भारतीय समाज पार्टी), केशवदेव मौर्य (महान दल), संजय चौहान (जनवादी पार्टी समाजवादी), कृष्णा पटेल (अपना दल-के) और मसूद अहमद (आरएलडी) शामिल थे। बाद में यह घोषणा की गई कि अधिकांश सीटों को अंतिम रूप दे दिया गया है लेकिन उम्मीदवारों की सूची फेज के हिसाब से जारी की जाएगी।
बीजेपी भी अपने कुनबे को इकट्ठा रखने के लिए कड़ी मेहनत कर रही है। बुधवार की रात, केंद्रीय मंत्री और अपना दल की नेता अनुप्रिया पटेल और निषाद पार्टी के प्रमुख संजय निषाद ने अपने बेटे के साथ सीट समायोजन पर चर्चा के लिए दिल्ली में बीजेपी मुख्यालय में पार्टी के शीर्ष नेताओं अमित शाह और अन्य से अलग-अलग मुलाकात की। कम से कम 175 भाजपा उम्मीदवारों के नामों को अंतिम रूप दिया जा चुका है और केंद्रीय चुनाव समिति द्वारा इन नामों पर मुहर लगाई जानी है। ऐसी खबरें हैं कि केंद्रीय नेतृत्व अपने ज्यादातर विधायकों का टिकट काटने के मूड में नहीं है, लेकिन पार्टी ऐसी लगभग 90 सीटों पर उम्मीदवार बदल सकती है जहां वह पिछली बार चुनाव हार गई थी। इसके अलावा कुछ मंत्रियों की सीटें भी बदली जा सकती हैं।
Why MLAs and ministers in UP are changing their parties
The political cauldron in Uttar Pradesh is now on a boil with politicians changing affiliations and loyalties as the dates for filing of nominations come closer. BJP has scrutinized the names of candidates for more than 300 assembly seats in UP, out of which the names of at least 175 have been almost finalized. All that remains is for the BJP central election committee to put its seal of approval, and the first list of candidates will be released.
Samajwadi Party supremo Akhilesh Yadav is also expected to release the list of his party candidates for places where polling will take place in the first two phases. Last minute jockeying for tickets has begun in both these main parties, and, as is the norm, politicians are fast changing colours and loyalties.
On Wednesday, another BJP minister in UP, Dara Singh Chauhan resigned from the cabinet hours after he met Akhilesh Yadav. He was preceded on Tuesday by another minister Swami Prasad Maurya. Samajwadi party leaders claim that this is just the beginning and after Makar Sankranti on Friday, the deluge will begin. They claim that nearly 18 BJP ministers and MLAs are going to quit. On Wednesday, a news was circulated about a BJP MLA Ravindra Nath Tripathi resigning, but later the letter proved to be forged, and an FIR was filed by the legislator.
UP Forest Minister Dara Singh Chauhan’s resignation was expected. BJP leaders tried to persuade him to stay, but he sent in his resignation letter after meeting the SP supremo.
With two backward class leaders like Chauhan and Swami Prasad Maurya quitting, the SP camp now appears to be enthusiastic, but the interesting thing was that both the resignation letters were drafted on similar lines. Both the ministers alleged that Dalits, backward classes and other sections have been ignored during BJP rule. Asked why he stayed in government for five years, if Dalits and backward classes were being ignored, Chauhan said, he knew this question would arise. “Only a few leaders and bureaucrats cornered benefits, while we, as ministers, were ignored”, he replied.
Chauhan told a lie when he said he has not decided which party he would join. The moment his resignation was flashed, Akhilesh Yadav posted an image of him meeting Chauhan on social media. Chauhan belongs to Nonia backward caste. He started his political career in BSP, was made MLC and later MP, after which he joined SP and was elected from Ghosi, but he lost the 2014 elections, and joined BJP. He was head of BJP’s state backward classes morcha. One should admire his patience. For five years, according to him, he raised the issues of Dalits and backward classes, but waited till the election code came into force, and then resigned.
The other minister Swami Prasad Maurya said, he would announce his joining Samajwadi Party on Friday, along with his followers. He alleged that BJP government was going to do away with reservation quota for backward classes. The surprising part is that both these ministers used to attend every cabinet meeting, but were watching everything silently. Another backward class leader Om Prakash Rajbhar, chief of Suheldev Bhartiya Samaj Party, claimed that there are nearly 18 ministers and leaders in BJP who are waiting to quit and join SP, by January 20.
At least Rajbhar is honest. He was a minister in CM Yogi’s government in 2017, but left the government and alliance after two years alleging that the BJP was not fulfilling its promises made to him. When Rajbhar claimed that the resignation letters of more leaders are ready, it was found that the resignation letters of both Maurya and Chauhan were identically drafted. Even the fake resignation letter of BJP MLA Ravindranath Tripathi was also found to be drafted in similar language. Tripathi alleged that his official letterpad was deliberately used to circulate this fake letter. He filed an FIR with local police. ‘’ Tripathi claimed that he had met Swami Prasad Maurya briefly for only two minutes in Vidhan Sabha.
Another photograph of UP minister Dr G S Dharmesh with Akhilesh Yadav was made viral on social media. Dr Dharmesh had to clarify that this was a photoshopped image. “I am a soldier of BJP and shall continue to remain so”, Dharmesh said.
The crossing of floors is also taking place from the other end too. A Congress MLA Naresh Saini and an SP MLA Hari Om Yadav, along with a former MLA Dharampal, joined BJP on Wednesday in the presence of top state party leaders. Hari Om Yadav is a relative of SP supremo Akhilesh Yadav. He is a ‘nana’ (grandfather) of Tej Pratap Yadav. While joining BJP, he claimed that SP would lose all the seats from Firozabad district. The Congress MLA Naresh Saini alleged that Congress leaders do not have any contacts with grassroots workers and they are only visible on Twitter.
One must understand the reasons behind these resignations. During 2017 assembly polls, BJP had accommodated as many as 100 local level leaders, who commanded good following among backward classes and Dalits. Most of them had left BSP and SP to join BJP at that time. By allying with these leaders and small parties, BJP managed to score three-fourth majority in the assembly elections. Now, BJP has become a big force in state politics, and it has its base among many backward classes. It does not need many of these small parties and their leaders. The party leadership is confident that the people of UP will vote for Modi and Yogi. That is why, the party leadership is denying tickets to those who are expected to jump ship. These leaders, who have resigned, now realize that the BJP leadership is not going to give them and their relatives any ticket.
On the other hand, Akhilesh Yadav is busy trying to accommodate most of the smaller parties and their leaders into his camp. He has promised to give tickets to these leaders and their relatives. Actually, Akhilesh’s problems are simmering. He has set up an alliance with many small caste-based parties.
The number of assembly seats is only 403, and he has to accommodate all of them, apart from protecting his own party base. To keep his own party leaders and workers happy, Akhilesh will have to do a big balancing task. On Wednesday, Akhilesh had a meeting with his allies. These included his own uncle Shivpal Singh Yadav (Pragatisheel Samajwadi Party), Om Prakash Rajbhar (Suheldev Bhartiya Samaj Party), Keshavdeo Maurya (Mahan Dal), Sanjay Chauhan (Janwadi Party Socialist), Krishna Patel (Apna Dal-K), and Masood Ahmed (RLD). It was later announced that most of the seats have been finalized but the lists of candidates will be released in phases.
BJP is also working overtime to keep its flock together. On Wednesday night, Union Minister and Apna Dal leader Anupriya Patel, and Nishad Party chief Sanjay Nishad along with his son met top BJP leaders Amit Shah and others separately at the BJP headquarters in Delhi, to discuss seat adjustments. Names of at least 175 BJP candidates have already been finalized and will be given approval by the Central Election Committee. There are reports that the central leadership is not in a mood to drop most of its legislators, but on 90 seats, which the party lost last time, the candidates may be changed. Seats of some ministers may also be changed.
