पूरे भारत में तेजी से बढ़ रहे कोरोना के मामलों के बीच सरकार ने कुछ खास शर्तों और प्रतिबंधों के साथ एंटी-वायरल दवा मॉलन्यूपिरावीर के इमरजेंसी इस्तेमाल के लिए मंजूरी दे दी है। मैंने पिछले हफ्ते ‘आज की बात’ में इस दवा का जिक्र किया था। यह दवा कोविड-19 से लड़ाई में काफी असरदार है, लेकिन इसका इस्तेमाल केवल वरिष्ठ नागरिकों और गंभीर रूप से बीमार मरीजों के इलाज के लिए ही किया जा रहा है। नौजवानों के लिए यह दवा हानिकारक हो सकती है।

सरकार ने मंगलवार को मॉलन्यूपिरावीर के इस्तेमाल को लेकर दिशा-निर्देश जारी कर दिए। यह दवा 60 साल से कम उम्र के सिर्फ उन मरीजों को दी जा सकती है जो पहले से शुगर, हार्ट, किडनी, लीवर या कैंसर जैसी बीमारियों से जूझ रहे हैं। नौजवानों को इस एंटी-वायरल दवा का इस्तेमाल करने से बचने की सलाह दी गई है क्योंकि यह शरीर में म्यूटेशन पैदा कर सकती है और प्रजनन प्रणाली को प्रभावित कर सकती है। कोरोना वायरस से गंभीर रूप से पीड़ित मरीज 800 मिलीग्राम की इस दवा को प्रतिदिन 2 बार ले सकते हैं। इस टैबलेट के 5 दिन के कोर्स से मरीज के कोरोना निगेटिव होने की संभावना काफी ज्यादा होती है। कोविड टास्क फोर्स के प्रमुख डॉक्टर एन. के. अरोड़ा ने कहा है कि इस दवा को डॉक्टर की निगरानी में ही लेना सही है।

मॉलन्यूपिरावीर नाम की यह दवा अमेरिका की बहुराष्ट्रीय कंपनी मर्क ने डिवेलप की है। अमेरिका और ब्रिटेन में कोरोना के मरीजों के लिए इसके इस्तेमाल की इजाजत पहले ही दी जा चुकी है। भारत में लाइसेंस के तहत यह दवा अभी मैनकाइंड फॉर्मा कंपनी बना रही है। इसके अलावा 13 अन्य कंपनियां भी इस दवा को बनाएंगी। इस दवा का करीब 1,000 मरीजों पर क्लीनिकल ट्रायल किया गया और नतीजे सकारात्मक रहे। अमेरिका में अधिकारियों ने फाइजर द्वारा कोविड रोगियों के इलाज के लिए बनाई गई एक अन्य दवा पैक्सलोविड के इस्तेमाल की भी इजाजत दे दी है। ब्रिटेन ने एवुशेल्ड नाम की एंटी-कोविड ड्रग के इस्तेमाल को मंजूरी दी है जिसे कोविशील्ड वैक्सीन डिवेलप करने वाली दवा कंपनी एस्ट्राजेनेका ने बनाया है। कोरोना के इलाज में अभी इन दवाओं को एक्सपेरिमेंटल तौर पर ही इजाजत दी गई है।

एक और सकारात्मक कदम उठाते हुए भारतीय आयुर्विज्ञान अनुसंधान परिषद (ICMR) ने कोविड-19 सैंपल्स की टेस्टिंग के लिए नए दिशा-निर्देश जारी किए हैं। अब एक राज्य से दूसरे राज्य में जाने वाले लोगों के लिए कोरोना टेस्ट कराना जरूरी नहीं होगा। सिर्फ उन्हीं लोगों को टेस्ट कराना होगा जिनमें कोरोना के लक्षण है, एसिम्टोमैटिक लोगों को कोरोना का टेस्ट कराने की जरूरत नहीं होगी। ICMR ने जो गाइडलाइन्स जारी की हैं, उनके मुताबिक अब कोरोना वायरस से संक्रमित व्यक्ति के संपर्क में आने वाले लोगों को कोरोना टेस्ट कराना जरूरी नहीं हैं। कोरोना के जिन मरीजों ने होम आइसोलेशन का वक्त पूरा कर लिया है, 7 दिन के बाद उन्हें निगेटिव माना जाएगा। जिन लोगों को खांसी, बुखार, कफ जैसे लक्षण हैं, जिनका गला खराब है या जिनको स्वाद या गंध नहीं आ रही, उन्हें कोरोना टेस्ट कराना होगा। इसके अलावा, 60 साल से ज्यादा के लोगों के लिए कोविड टेस्टिंग की गाइडलाइंस पहले जैसी ही रखी गई हैं। इंटरनेशनल ट्रैवल करने वालों को भी पहले की तरह कोविड टेस्ट कराना होगा।

ये कदम नए ओमिक्रॉन वैरिएंट की कम घातक प्रकृति को देखते हुए उठाए गए हैं। वायरस का यह वेरिएंट सिर्फ सांस की नली को प्रभावित करता है और आमतौर पर फेफड़ों तक नहीं पहुंचता है। ऐसे मरीजों को सांस लेने में तकलीफ नहीं होती है हालांकि उन्हें खांसी और गले में खराश की समस्या हो सकती है। वायरस के इस वेरिएंट की चपेट में आने वाले लोगों का ऑक्सीजन लेवल कम नहीं होता है। वायरस से संक्रमित होने के बाद केवल वरिष्ठ नागरिक या गंभीर बीमारियों से पीड़ित मरीज ही इस समय आईसीयू में हैं, क्योंकि उनका इम्यून सिस्टम कमजोर होता है।

मंगलवार को पूरे भारत में कोरोना वायरस से संक्रमण के 1.68 लाख से ज्यादा नए मामले सामने आए। इस समय देश में ऐक्टिव मामलों की संख्या 8 लाख से ज्यादा है। इनमें से सिर्फ 4,461 मामले ओमिक्रॉन वेरिएंट से जुड़े हैं। चूंकि जीनोम सीक्वेंसिंग में वक्त लगता है, और एक टेस्ट में 15 से 20 हजार का खर्चा होता है, इसलिए ये टेस्ट कम हो रहे हैं। नागपुर में सरकार ने 32 सैंपल्स की जीनोम सीक्वेंसिंग करवाई थी, उनमें से 27 सैंपल्स ओमिक्रॉन वेरिएंट के मिले, यानी 82 पर्सेंट मामले ओमिक्रॉन वेरिएंट के थे। सरकार यह बात मानती है कि ओमिक्रॉन जल्द ही डेल्टा वेरिएंट से आगे निकल सकता है, लेकिन यह ज्यादा घातक नहीं है। भारत में 88 प्रतिशत वयस्कों ने वैक्सीन की कम से कम एक डोज ले ली है। टास्क फोर्स के प्रमुख डॉक्टर एन. के. अरोड़ा कहते हैं कि सिर्फ कोविड प्रोटोकॉल का गंभीरता से पालन करके ही वायरस को फैलने से रोका जा सकता है।

मैं आपको एक बार फिर बता दूं कि ओमिक्रॉन वेरिएंट डेल्टा के मुकाबले कम खतरनाक है, लेकिन इसका मतलब ये कतई नहीं होना चाहिए कि लापरवाही शुरू कर दी जाए और खतरे को हल्के में लिया जाए। इस बार अस्पताल में भर्ती होने वाले लोगों की संख्या भले ही कम है, लेकिन केस काफी तेजी से बढ़ रहे हैं। यदि केस ऐसे ही तेजी से बढ़ते रहे तो हमारा हेल्थ सिस्टम दबाव में आ सकता है।

लगभग हर दिन बड़ी संख्या में डॉक्टर, स्वास्थ्य कार्यकर्ता और फ्रंटलाइन वर्कर्स संक्रमित हो रहे हैं। चंडीगढ़ में 196 डॉक्टर कोरोना वायरस से संक्रमित पाए गए, बिहार में 300 से ज्यादा डॉकटरों की रिपोर्ट पॉजिटिव आई, और अकेले लखनऊ में 200 से ज्यादा डॉक्टरों को वायरस ने अपनी चपेट में ले लिया। अगर डॉक्टर आइसोलेशन में चले जाते हैं तो अस्पतालों में बेड और ऑक्सीजन होने के बावजूद बाकी मरीजों को परेशानी होगी। सभी को इस वायरस से बचने की हरसंभव कोशिश करनी चाहिए। 63 करोड़ भारतीय पहले ही वैक्सीन की दोनों डोज ले चुके हैं। 88 प्रतिशत वयस्क आबादी टीके की कम से कम एक खुराक ले चुकी है। भारत दुनिया का दूसरा सबसे ज्यादा आबादी वाला देश है। अब आपको बताते हैं कि दुनिया की सबसे ज्यादा आबादी वाले देश चीन में क्या हो रहा है।

मंगलवार की रात ‘आज की बात’ शो में हमने चीन में एक कमरे वाले कोविड डिटेंशन कैंप्स की कतारें दिखाई थीं। कोरोना से संक्रमित लोगों को इन कैंप्स में रहने के लिए मजबूर किया जा रहा है। माचिस की डिबिया जैसे इन कमरों में एक छोटा सा टॉइलेट होता है, और इसी कमरे में कोरोना के मरीज को रहने के लिए मजबूर किया जाता है। उसके बाहर जाने की सख्त मनाही होती है। चीनी अफसर रात में रिहायशी इलाकों में छापेमारी करते हैं, लोगों को उठाते हैं और उन्हें जबरन बसों में बैठाकर इन कोविड कैंप्स में ले जाते हैं। इन कैंप्स में लोगों को आजादी के अधिकार से वंचित कर दिया जाता है।

52 लाख की आबादी वाले चीन के आन्यांग शहर में कोरोना वायरस से संक्रमित सिर्फ 57 लोगों का पता चला था। इसके बाद अधिकारियों ने पूरे शहर में सख्त लॉकडाउन लागू कर दिया और पूरी आबादी का अब आरटी-पीसीआर टेस्ट हो रहा है। इस समय चीन के 3 शहरों में संपूर्ण लॉकडाउन है। किसी को भी घर से बाहर निकलने की इजाजत नहीं है। भारत की तुलना में, जहां हल्के कोविड संक्रमण वाले लोगों को होम आइसोलेशन में रहने की इजाजत है, चीन में तस्वीर अलग है। कोरोना वायरस से संक्रमित लोगों को बसों में बैठाकर जबरन डिटेंशन कैंप ले जाया जाता है।

अमेरिका, ब्रिटेन, फ्रांस, ऑस्ट्रेलिया और इटली में भी कोरोना के मामले तेजी से बढ़ रहे हैं। इन देशों के कई शहरों में आवाजाही पर प्रतिबंध लगा दिया गया है। भारत में, दिल्ली, मुंबई, कोलकाता, बेंगलुरु और कई अन्य शहर कोरोना के हॉटस्पॉट हुए हैं और यहां रोजाना हजारों केस सामने आ रहे हैं। भारत में सरकार चीन की तरह सख्ती नहीं कर सकती।

कोविड प्रोटोकॉल का सख्ती से पालन करते हुए हमें यह भी समझने की कोशिश करनी चाहिए कि डॉक्टर कह क्या रहे हैं। नया ओमिक्रॉन वेरिएंट कम घातक है और यह केवल 3 से 4 दिन तक ऐक्टिव रहता है और 7वें दिन तक मरीज पूरी तरह ठीक हो जाता है। बहुत कम लोगों को अस्पताल में भर्ती करने की जरूरत पड़ती है। उम्मीद जताई जा रही है कि तीसरी लहर अगले महीने तक कमजोर पड़ जाएगी और इसके संकेत जनवरी के अंत से दिखाई देने लगेंगे। तब तक हम सबको मास्क लगाकर बाहर निकलना चाहिए, सोशल डिस्टैंसिंग का पालन करना चाहिए और अपने हाथों को 20 सेकेंड तक बार-बार धोना चाहिए। खुद को सुरक्षित रखने का यह सबसे कारगर तरीका है।

With the spread of Covid pandemic across India remaining unabated, the Centre has given approval for emergency use of anti-viral drug Molnupiravir with some specific conditions and restrictions. I had mentioned this drug in my earlier show of ‘Aaj Ki Baat’ last week. This is an effective drug to fight Covid-19, but its use has been restricted to only senior citizens and patients with co-morbidities only. This drug could be harmful for people in the reproductive age group.

Guidelines for use of Molnupiravir were issued on Tuesday by the government. For people below the age of 60 years, this drug can be prescribed for those having co-morbidities like diseases of heart, kidney, liver, cancer or diabetes. Those in the reproductive age group should refrain from using this anti-viral drug because it can cause mutations in the body and impact the reproductive system. Serious Covid-19 patients can take this 800 mg drug daily twice and a five-day course of this tablet can bring about a remarkable recovery rate. The Covid task force chief Dr N K Arora has said that this drug must be taken under medical supervision only.

Developed by multinational drug company Merck, Molnupiravir has been prescribed for use in the US and UK for Covid-19 patients. This drug is being manufactured in India by Mankind Pharma under license and 13 other Indian drug companies are also going to manufacture the same. Clinical trial of this drug was conducted on nearly 1,000 patients and the results were positive. The authorities in the US have also allowed use of another drug Paxlovid, made by Pfizer for use on Covid patients. In the UK, another drug named Evusheld, a long-acting antibody combination, developed by AstraZeneca has been approved for use on experimental basis by authorities.

In another positive step, the Indian Council for Medical Research has issued a fresh set of guidelines on testing of Covid-19 samples. It has said, contact of Covid-19 patients need not be tested unless identified as high-risk, based on age or co-morbidities. Only patients who are symptomatic, showing signs of cough, fever, sore throat, loss of taste or smell, breathlessness or respiratory problems need to be tested. People above 60 years of age and having problems of hypertension, diabetes, chronic lung or kidney disease, malignancy or obesity need to be tested. Asymptomatic individuals, patients discharged under home isolation, and individuals undertaking inter-state domestic travel, need not be tested. International travellers arriving at airports or sea ports must undergo tests.

These steps have been taken in view of the less lethal nature of the new Omicron variant which only affects the trachea and does not reach the lungs. Such patients have no trouble in breathing though they have problems of cough and sore throat. The oxygen level does not dip. Only senior citizens or those having co-morbidities are presently in ICU after getting infected with the virus, because they have low immune system.

On Tuesday, more than 1.68 lakh new Covid cases were reported across India, and the active case load is now over eight lakhs. Out of these, only 4,461 cases are related to Omicron variant. Lesser number of genome sequencing is done because of prohibitive cost which ranges from Rs 15-20,000 per sample. 27 out of 32 samples tested in Nagpur were found having Omicron variant through genome sequencing. This comes to nearly 82 per cent. The government agrees that Omicron could soon outweigh the Delta variant, but it is not much lethal. Eightyeight per cent adults in India have taken at least one dose of vaccine. Dr N K Arora, the task force chief, says, only following Covid protocol seriously is the only way to stop the spread of the virus.

I want to sound a note of caution. Please do not take the threat lightly only because Omicron variant is less lethal. The number of cases is seven times more compared to the second wave when the Delta variant swept the country. Though the hospitalization rate is low this time, the number of cases is too high. If the number of cases rises exponentially, it can bring pressure on our healthcare system.

Large number of doctors, health care workers and frontline workers are getting infected almost daily. 196 doctors were tested positive in Chandigarh, more than 300 doctors tested positive in Bihar, and more than 200 doctors tested positive in Lucknow alone. If doctors go into isolation, other patients would suffer despite hospitals having beds and oxygen. Everybody should try to protect himself from the virus. 63 crore Indians have already taken both the vaccine doses. Eightyeight per cent of the adult population has already taken one dose of vaccine. India is the world’s second most populous nation. And look at what is happening in neighbouring China, the world’s most populous country.

In ‘Aaj Ki Baat’ show on Tuesday night, we showed rows of single room Covid detention camps in China, where Covid infected persons are being forced to remain inside. In each matchbox type room, having a small washroom, the Covid patient is forced to stay, and prohibited from moving outside. Chinese authorities carry out night time raids in residential areas, pick up people and forcibly take them in buses to these horrible Covid detention camps, where an individual is denied his right to freedom.

In Anyang city in China, with a population of 52 lakhs, only 57 Covid cases were detected. The authorities imposed a strict lockdown on the entire city and the entire population is now undergoing RT-PCR tests. Presently, three cities in China are under complete lockdown. Nobody is allowed to move out from home. Compared to India, where people having mild Covid infection are allowed to stay in home isolation, the picture is different in China. Covid infected persons are forcibly taken to detention camps in buses.

Covid cases are also spiralling in the US, UK, France, Australia and Italy. Movement restrictions have been imposed in several cities of these countries. In India, Delhi, Mumbai, Kolkata, Bengaluru and several other cities are the hot spots with thousands of cases being reported daily. We, in India, cannot impose strong restrictions that have been clamped in a totalitarian state like China.

While following Covid protocols strictly, we should try to understand what doctors have said. The new Omicron variant is less lethal, it is active for only three to four days, and, by the seventh day, the patient recovers fully. Very few people need hospitalization. The third wave is expected to subside by next month, and the signs will be visible towards the end of January. Till then, all of us should move around with masks, maintain social distancing and wash our hands frequently for 20 seconds. This is the safest method to keep yourselves protected.

भारत में कोविड के नए मामलों की संख्या रोजाना तेजी से बढ़ रही है। ऐसे में सबकी निगाहें इस बात पर टिकी हैं कि देश में कोरोना की तीसरी लहर अपने चरम पर कब पहुंचेगी। सवाल ये भी उठ रहा है कि आखिर कोविड के नए मामलों के बढ़ने की रफ्तार कब कम होगी और सामान्य स्थिति बहाल होगी। सोमवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने महामारी की मौजूदा लहर के बारे में कई बड़े विशेषज्ञों से बात की। ये वे लोग हैं जिनके आकलन पिछले साल अप्रैल-मई में तबाही मचाने वाली दूसरी लहर के बारे में सही साबित हुए थे।

विशेषज्ञों का मानना है कि मौजूदा लहर इस साल मार्च के दूसरे हफ्ते तक खत्म हो जाएगी। बताया जा रहा है कि 10 मार्च के बाद हालात सामान्य हो सकते हैं। अब तक के रुझानों और आंकड़ों विश्लेषण करने के बाद एक्सपर्ट्स ने कोरोना के संकट बारे में कई ऐसी बातें बताई हैं जो राहत देती हैं। जैसे विशेषज्ञों का मानना है कि दिल्ली, मुंबई और कोलकाता में, जो इस वक्त महामारी के केंद्र बने हुए हैं, जल्द ही सामान्य स्थिति लौट आएगी। उम्मीद है कि इस महीने के अंत तक इन शहरों में हालात सामान्य हो जाएंगे। लेकिन इसका मतलब ये नहीं कि हम निश्चिंत हो जाएं। ये ध्यान रखिए कि हालात ठीक होने में समय लगेगा और फिलहाल खतरा बड़ा है। जानकारों का ये भी कहना है कि इन तीनों शहरों में अभी कोरोना की तीसरी लहर का पीक नहीं आया है, यानी कि मामले अभी और तेजी से बढ़ेंगे।

लोगों के मन में ये सवाल भी उठ रहे हैं कि जिन राज्यों में फरवरी और मार्च में चुनाव होने हैं, क्या चुनाव प्रचार, वोटिंग और मतगणना के दौरान वहां कोरोना नहीं फैलेगा। विशेषज्ञों का कहना है कि उत्तर प्रदेश, उत्तराखंड, गोवा और पंजाब में कोरोना के मामले जनवरी के आखिर में कम होने शुरू हो जाएंगे।

सबसे पहले आप ये जान लीजिए कि अगर कोई ओमिक्रॉन वैरिएंट से संक्रमित व्यक्ति के संपर्क में आता है तो उसे संक्रमित होने में मुश्किल से 6 सेकंड लगते हैं। ऑमिक्रॉन वैरिएंट की वजह से यह वायरस बहुत तेजी से फैल रहा है। यह पिछले डेल्टा वैरिएंट के मुकाबले 6 गुना तेजी से फैलता है। राहत की बात इतनी सी है कि डेल्टा की तुलना में नया वैरिएंट कम घातक है। सोमवार को पिछले 24 घंटों के दौरान पूरे भारत में 1.80 लाख से अधिक नए मामले सामने आए। पिछले एक हफ्ते में कोरोना के केस 1.3 लाख से बढ़कर 7.8 लाख हो गए, जबकि दूसरी लहर के दौरान कोरोना के केस 1.3 लाख से बढ़कर 7.8 लाख केस होने में 5 हफ्ते का वक्त लगा था।

ओमिक्रॉन की रफ्तार इतनी तेज है कि अब देश भर में पॉजिटिविटी रेट 13 पर्सेंट से ज्यादा हो चुका है। दिल्ली, मुंबई, कोलकाता और बैंगलुरू जैसे बड़े शहरों में पॉजिटिविटी रेट 25 परसेंट से ज्यादा है। राहत की बात बस इतनी है कि इस बार हॉस्पिटलाइजेशन की रेट और डेथ रेट, दूसरी लहर के मुकाबले काफी कम है।

एक्पर्ट्स का दावा है कि जितनी रफ्तार से ओमिक्रॉन वैरिएंट बढ़ रहा है, उतनी ही तेजी से कम भी होगा और खत्म भी होगा। महामारी के पैटर्न की स्टडी करने वाले आईआईटी कानपुर के प्रोफेसर मनिंद्र अग्रवाल ने कहा है कि देश में कोरोना की तीसरी लहर का पीक अब ज्यादा दूर नहीं है। उनका मानना है कि जनवरी के अंत या फरवरी के पहले हफ्ते तक भारत में कोरोना की तीसरी लहर अपने चरम पर होगी। उस वक्त एक दिन में कोरोना के 4 से 8 लाख तक नए केस आएंगे। चूंकि मामलों की संख्या तेजी से बढ़ेगी इसलिए उस वक्त देश के अस्पतालों में 1.5 लाख बिस्तरों की जरूरत पड़ सकती है।

दिल्ली में शनिवार को कोरोना वायरस से संक्रमण के 23,751 नए मामले सामने आए। पिछले 24 घंटों के दौरान कम जांच होने के कारण रविवार को 19,166 मामले दर्ज किए गए, लेकिन पॉजिटिविटी रेट 25 प्रतिशत थी। मुंबई में 13,648 नए मामले, बेंगलुरु में 9,221 मामले और कोलकाता में 5,556 नए मामले दर्ज किए गए।

आईआईटी कानपुर के प्रोफेसर के मॉडल के मुताबिक, यह स्थिति ज्यादा दिन तक नहीं रहेगी। दिल्ली, मुंबई और कोलकाता में तीसरी लहर की पीक 15 जनवरी तक आ सकती है। 15 जनवरी तक दिल्ली में रोजाना 40-50,000 तक नए केस आ सकते हैं। मुंबई में चरम पर पहुंचने के बाद रोजाना 35-40,000 केस आ सकते हैं।

सबसे चिंताजनक बात यह है कि इन सभी शहरों में डॉक्टर, स्वास्थ्यकर्मी और पुलिसकर्मी बड़े पैमाने पर संक्रमित हो रहे हैं। अकेले दिल्ली में करीब एक हजार पुलिसकर्मियों की रिपोर्ट पॉजिटिव आई है। दिल्ली और मुंबई में कोरोना की तीसरी लहर की पीक के दौरान मरीजों के इलाज के लिए अस्पतालों में 13-15,000 बेड्स की जरूरत पड़ सकती है।

वैसे तो दिल्ली में नाइट कर्फ्यू और वीकेंड कर्फ्यू सख्ती से लागू किया जा रहा है, लेकिन बाजारों और शॉपिंग सेंटरों में अभी भी भीड़ है और कई लोग बिना मास्क के घूम रहे हैं। ओमिक्रॉन वैरिएंट तेजी से फैलता है, लेकिन यह कम घातक होता है। ज्यादातर मामलों में, संक्रमित व्यक्तियों में कोई लक्षण नहीं दिखते हैं, और दिक्कत की बात यही है।

संक्रमित व्यक्ति को यह नहीं पता होता है कि वह पॉजिटिव है और उसे होम आइसोलेशन में जाना चाहिए। जो सिम्टोमैटिक केस हैं, यानी जिन्हें बुखार, बदन दर्द, पेट खराब होना, गले में खराश होना या खांसी-जुकाम जैसे लक्षण होते हैं, वे ज्यादातर मरीज घर में ही 3 दिन में बिना किसी दवा के ठीक हो जाते हैं। केवल ऐसे मामलों में जहां लोग कोरोना के अलावा मधुमेह, हृदय, फेफड़े और गुर्दे से संबंधित बीमारियों से पीड़ित हैं, एक संक्रमित मरीज को अस्पताल में भर्ती करने की जरूरत पड़त सकती है, क्योंकि ऐसे में वायरस शरीर के विभिन्न अंगों में फैलता जाता है।

दिल्ली में इस समय 60,733 ऐक्टिव केस हैं और सरकार ने अस्पतालों में 14,222 बेड्स की व्यवस्था की है। अभी तक केवल 1,999 मरीज ही अस्पताल में भर्ती हुए हैं, जिनमें से 443 मरीज आईसीयू में हैं। केवल 503 मरीजों को ऑक्सीजन सपोर्ट की जरूरत पड़ी है। दिल्ली के अस्पतालों में लगभग 88 प्रतिशत इस समय खाली पड़े हैं। मुंबई के अस्पतालों में 34,960 बिस्तर तैयार रखे गए हैं, जिनमें से 7,432 बिस्तरों पर मरीज हैं। आईसीयू में 30 फीसदी बिस्तरों पर मरीज भर्ती हैं। दूसरी लहर की तुलना में दवाओं, ऑक्सीजन और अस्पताल के बिस्तरों के लिए मारा मारी नहीं है। मुंबई के बाजारों में अभी भी भीड़ है और कई लोग मास्क लगाने से परहेज कर रहे हैं।

‘आज की बात’ शो में हमने दिखाया कि कैसे कर्नाटक में एक वरिष्ठ कांग्रेस नेता डी के शिवकुमार ने, जो बिना मास्क के पदयात्रा पर निकले थे, एक डॉक्टर के साथ दुर्व्यवहार किया। वह डॉक्टर रैंडम सैंपलिंग के लिए उनके पास गए थे। कांग्रेस की एक पदयात्रा के दौरान, पूर्व सीएम सिद्धरामैया पॉजिटिव पाए गए और उन्हें होम आइसोलेशन के लिए जाना पड़ा। कर्नाटक के मुख्यमंत्री बसवराज बोम्मई ने पदयात्रा के दौरान कांग्रेस नेताओं द्वारा कोविड के दिशानिर्देशों की धज्जियां उड़ाने पर चिंता जाहिर की। बाद में बोम्मई खुद भी कोविड पॉजिटिव पाए गए और उन्हें होम आइसोलेशन में जाना पड़ा।

अन्य बड़े नेताओं में रक्षा मंत्री राजनाथ सिंह, बीजेपी अध्यक्ष जेपी नड्डा, बिहार के मुख्यमंत्री नीतीश कुमार और रक्षा राज्य मंत्री अजय भट्ट भी वायरस से संक्रमित पाए गए हैं। ये सही है कि ओमिक्रॉन वैरिएंट कम खतरनाक है, ये भी सही है कि इससे कम लोगों को हॉस्पिटल में जाना पड़ता है, लेकिन इसका ये मतलब बिल्कुल नहीं है कि लापरवाही की जाए या कोरोना को हल्के में लिया जाए।

As the number of new Covid cases surges daily in a big spiral, all eyes are now set in India on when the current third wave of pandemic will reach its peak. Questions are also being raised when the spiral will taper off and normalcy will be restored. In my prime time show ‘Aaj Ki Baat’ on Monday night, we spoke to several leading experts about the current wave of pandemic. These are experts whose calculations during the deadly second wave during April-May last year were later proved correct.

Experts believe that the current wave will end by the second week of March this year. The date being mentioned is March 10, after which normalcy may return. After examining data and current trends, the experts have made certain calculations which can give us a sense of relief. For example, Delhi, Mumbai and Kolkata, now the epicentres of pandemic, will return to normal soon, hopefully by the end of this month. This does not mean that we should lower our caution, because the pandemic will take its own time to subside. Experts have said, these three metros are yet to reach their peak. In other words, it means the number of cases will continue to rise.

Questions are also being raised whether the pandemic will spread during the campaigning, polling and counting in the states going to polls in February and March. Experts say, the number of cases in UP, Uttarakhand, Goa and Punjab will start decreasing by the end of January.

First, some facts. It takes hardly SIX seconds for a person to get infected with Omicron variant from an infected person. The virus is spreading very fast because of Omicron variant. It spreads SIX times faster than the previous Delta variant. Hopefully, the new variant is less deadly compared to Delta. More than 1.80 lakh new cases were reported across India during the last 24 hours. In one week the number of cases have jumped from 1.3 lakh to 7.8 lakhs, whereas during the second wave the number of cases had taken five weeks to jump from 1.3 lakh to 7.8 lakhs.

The speed with which Omicron variant is spreading has brought the positivity rate across India beyond 13 per cent. Positivity rate in Delhi, Mumbai, Kolkata and Bengaluru is above 25 per cent. The only relief is that hospitalization rate and death rate are now less compared to the second wave.

Experts believe the speed with which Omicron variant is spreading now, is going to slow down very fast within a short time period. IIT Kanpur professor Manindra Agrawal, who has studied the pandemic pattern closely, believes that the peak of the current wave will be reached either in the last week of January or the first week of February. At its peak, there may be requirement for 1.5 lakh hospital beds across India.

Delhi which logged 23,751 new cases on Saturday, reported 19,166 cases on Sunday because of less number of testing during the last 24 hours, but the positivity rate was at 25 per cent. Mumbai logged 13,648 new cases, Bengaluru 9,221 cases, and Kolkata reported 5,556 new cases.

According to the IIT Kanpur professor’s model, this situation may not remain constant. By January 15, the wave may reach its peak in Delhi, Mumbai and Kolkata. At its peak, Delhi may report 40-50,000 new cases daily. Mumbai may reach a peak of 35-40,000 new cases daily.

The most worrying part is that doctors, health workers and police personnel are getting infected on a large scale in all these metros. In Delhi alone, nearly 1,000 police personnel have been reported positive. At its peak, Delhi and Mumbai may require 13-15,000 hospital beds to treat patients.

Though night curfew and weekend curfew are being enforced strictly in Delhi, but in markets and shopping centres, the crowds are still there and many of the people are moving around without masks. Omicron variant spreads fast, but it is less lethal. In most of the cases, the infected persons do not show any symptoms, and there lies the problem.

The infected person does not know that he or she is positive, and should go into home isolation. In symptomatic cases, the usual symptoms are fever, pain in body, loose motion, cough and throat infection. Most of the patients recover within three days in their homes without taking any medicine. Only in cases of co-morbidities, where people are suffering from diabetes, heart, lungs and kidney related diseases, an infected patient may require hospitalization, as the virus spreads to different organs of the body.

In Delhi, there are 60,733 active cases presently and government has arranged 14,222 hospital beds. Only 1,999 patients have been hospitalized till now. 443 patients are in ICU. Only 503 patients require oxygen support. Nearly 88 per cent hospital beds in Delhi are presently lying vacant. In Mumbai, 34,960 hospital beds have been kept ready, out of which 7,432 beds are presently occupied. 30 per cent ICU beds now have patients. Compared to the second wave, there is no demand for medicines, oxygen and hospital beds. There are still crowds in Mumbai markets with many people refraining from using masks.

सुप्रीम कोर्ट ने प्रधानमंत्री की सुरक्षा में चूक के मुद्दे का संज्ञान लिया है। इस बीच केंद्र की एक उच्चस्तरीय टीम ने शुक्रवार को उस स्थान का दौरा करने के बाद पंजाब पुलिस के अधिकारियों से पूछताछ की जहां प्रदर्शनकारियों ने पीएम के काफिले को रोक दिया था। शुक्रवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया कि कैसे पंजाब पुलिस के DGP ने पीएम के रूट को हरी झंडी देते समय SPG को गुमराह किया था।

DGP ने SPG के अधिकारियों से फोन पर 11 बार बात की। इस दौरान उन्होंने शुरू में आश्वासन दिया कि पीएम के काफिले के जाने के लिए रास्ता साफ है, लेकिन बाद में उन्होंने SPG से कहा कि स्थिति हिंसक हो सकती है इसलिए काफिले को यू-टर्न लेकर वापस चले जाना चाहिए।

पहले बात करते हैं खराब मौसम के चलते सड़क मार्ग से जाने के फैसले पर। पंजाब के मुख्यमंत्री चरणजीत सिंह चन्नी समेत कांग्रेस के तमाम नेता कहते रहे हैं कि सड़क के रास्ते जाने का फैसला अचानक लिया गया था। मौसम विभाग ने पहले ही अनुमान जताया था कि 5 जनवरी को बारिश हो सकती है और इसी को देखते हुए बठिंडा से फिरोजपुर तक लैंड रूट के लिए रिहर्सल किया गया था।

पीएम का प्लेन सुबह 10.20 बजे बठिंडा एयरपोर्ट पर उतरा और मौसम खराब होने के कारण सड़क के रास्ते जाने का फैसला किया गया। 48 मिनट बाद सुबह 11.08 बजे पीएम का काफिला सड़क मार्ग से फिरोजपुर के लिए एयरपोर्ट से रवाना हुआ। इन 48 मिनट के दौरान SPG के अधिकारियों ने पंजाब के DGP से 11 बार फोन पर बात की। सुबह 10.30 बजे SPG ने DGP से पूछा कि क्या सड़क का रास्ता क्लीयर है? सुबह 11 बजे DGP ने ग्रीन सिग्नल दे दिया।

उस वक्त तक DGP ने SPG को रास्ते में किसी तरह के प्रदर्शन के बारे में नहीं बताया। इस बात की तरफ कोई इशारा नहीं किया कि रास्ते में प्रदर्शनकारी बैठे हैं, रोड जाम है। प्रधानमंत्री का काफिला 12 बजकर 45 मिनट पर फिरोजपुर के पास फ्लाईओलर पर पहुंच गया और सामने प्रदर्शनकारी थे। उस वक्त तक भी SPG को प्रदर्शनकारियों के बारे में कोई जानकारी नहीं दी गई थी। पंजाब के DGP और SPG के अधिकारियों के बीच आखिरी बार बात दोपहर एक बजकर 5 मिनट पर हुई। तब DGP ने SPG को बताया कि लोग हिंसक हो रहे हैं और प्रधानमंत्री के काफिले को वापस चले जाना चाहिए।

बातचीत से यह तो साफ हो गया है कि DGP ने प्रधानमंत्री की सुरक्षा को लेकर SPG को गुमराह किया। अब जांच सिर्फ इस बात की होनी है कि क्या DGP सिद्धार्थ चटोपाध्याय नें जानबूझकर ये जानकारी छिपाई? या फिर डीजीपी को ऊपर से किसी ने निर्देश दिया। पंजाब पुलिस के पास पीएम के रूट को सैनिटाइज करने के लिए 48 मिनट थे। काफिले को बठिंडा से घटनास्थल तक पहुंचने में 97 मिनट का समय लगा। सवाल ये है कि पंजाब पुलिस एक घंटे 37 मिनट तक क्या कर रही थी? प्रदर्शनकारियों को रास्ते से क्यों नहीं हटाया गया? SPG को यह जानकारी क्यों नहीं दी गई कि रास्ते में प्रदर्शनकारी बैठे हैं?

प्रदर्शनकारियों की तस्वीरों, वीडियो और बयानों से साफ हो जाता है कि यह पंजाब सरकार की ओर से एक बड़ी चूक थी। और यह गलती एक जगह नहीं बल्कि कई स्तर पर हुई। पीएम का फिरोजपुर जाने का कार्यक्रम कई दिन पहले से निर्धारित था। रैली के लिए मैदान और वैकल्पिक सड़क मार्ग को लेकर भी तैयारी चल रही थी। तैयारियों में शामिल केंद्रीय एजेंसियों ने राज्य सरकार को बताया था कि प्रदर्शनकारी पीएम की रैली में खलल डालने की कोशिश कर सकते हैं।

पंजाब सरकार को भेजी गई चिट्ठी में केंद्र ने साफ कहा था कि रैली का स्थान भारत-पाकिस्तान सीमा से करीब 14 से 15 किलोमीटर ही दूर है। इसमें इस बात का भी इशारा किया गया था कि पाकिस्तान से आने वाले ड्रोन्स के जरिए हथियार, गोला-बारुद के गिराए जाने की आशंका है। फिर भी पंजाब पुलिस ने कोई तैयारी नहीं की और सैकड़ों प्रदर्शनकारियों को बसों और ट्रैक्टरों पर सवार होकर फ्लाईओवर के आसपास जाने दिया, जिससे पीएम की सुरक्षा में गंभीर चूक हुई।

इस घटना की गंभीरता को देखते हुए सुप्रीम कोर्ट ने शुक्रवार को पंजाब और हरियाणा हाई कोर्ट के रजिस्ट्रार जनरल को प्रधानमंत्री के दौरे से संबंधित सारे रिकॉर्ड्स को ‘तत्काल… सुरक्षित और संरक्षित करने’ का निर्देश दिया। अदालत ने चंडीगढ़ केंद्र शासित प्रदेश के DGP और राष्ट्रीय जांच एजेंसी से एक IG रैंक के अफसर को ‘राज्य पुलिस के साथ-साथ केंद्रीय एजेंसियों से रिकॉर्ड सुरक्षित और जब्त करने’ के लिए रजिस्ट्रार जनरल की सहायता करने का निर्देश दिया। रजिस्ट्रार जनरल से इन रिकॉर्ड्स को फिलहाल अपनी कस्टडी में रखने को कहा गया है।

केंद्र सरकार की ओर से पेश सॉलिसिटर जनरल तुषार मेहता ने अदालत से कहा कि सुरक्षा में हुई चूक का ‘यह एक अनूठा मामला है, जो अंतरराष्ट्रीय स्तर पर शर्मिंदगी का सबब बन सकता था। जब कभी प्रधानमंत्री का काफिला सड़क मार्ग से गुजरता है, SPG पहले संबद्ध राज्य के DGP से परामर्श करता है ताकि यह जान सके कि जिस मार्ग से होकर प्रधानमंत्री जाएंगे वह सुरक्षा के दृष्टिकोण से ‘क्लियर’ है या नहीं। यहां डीजी ने हरी झंडी दी थी। उन्होंने यह नहीं कहा कि कि आगे रास्ता बंद है।’ सुप्रीम कोर्ट सोमवार को इस मुद्दे पर फिर सुनवाई करेगा।

एक तरफ सुप्रीम कोर्ट ने इस सुरक्षा चूक पर गंभीरता से संज्ञान लिया है, तो दूसरी तरफ पंजाब कांग्रेस अध्यक्ष नवजोत सिद्धू ने बीजेपी नेताओं द्वारा व्यक्त की जा रही नाराजगी को ‘स्वांग’ करार दिया है। उन्होंने आरोप लगाया कि यह स्वांग इसलिए रचा गया क्योंकि फिरोजपुर की रैली में मुश्किल से 500 लोग पहुंचे थे। उन्होंने मांग की कि सुरक्षा में चूक के लिए SPG, IB और अन्य केंद्रीय एजेंसियों पर भी कार्रवाई की जाए।

सुरक्षा में हुई चूक के 18 घंटे बाद पंजाब पुलिस ने FIR दर्ज की और इसी से पता चलता है कि राज्य सरकार कैसे पूरे मामले को हल्के में ले रही है। कुलगरी पुलिस स्टेशन के इंस्पेक्टर बीरबल सिंह द्वारा ‘150 अज्ञात व्यक्तियों’ के खिलाफ दर्ज प्राथमिकी में कहा गया है कि उन्होंने सड़क पर ट्रैफिक को अवरुद्ध करने की कोशिश की। इस FIR में IPC की धारा 283 लगाई गई है जिसमें 200 रुपये के जुर्माने का प्रावधान है। यह धारा आम तौर पर उन लोगों के खिलाफ लगाई जाती है जो छोटे-मोटे विरोध प्रदर्शन करते हैं। इस FIR में प्रधानमंत्री के काफिले का कोई जिक्र नहीं है। ऐसे में पंजाब पुलिस और राज्य सरकार की मंशा बिल्कुल साफ है।

केंद्रीय मंत्री गिरिराज सिंह ने इस मसले पर तीखी टिप्पणी की। उन्होंने कहा, यह साफतौर पर प्रधानमंत्री की जान लेने की साजिश थी। उन्होंने आरोप लगाया कि साजिशकर्ता सिर्फ पंजाब की सरकार में ही नहीं हैं, बल्कि उनके तार दिल्ली से भी जुड़े हैं। उन्होंने कहा कि इस साजिश को पूरे देश ने टीवी पर देखा है, पीएम के काफिले को आगे से रोका गया और माइक पर यह घोषणा हो रही थी कि काफिले को पीछे से घेर लिया जाए। उन्होंने पूछा कि ऐसे हालात में अगर ड्रोन या हथियारों का इस्तेमाल किया गया होता तो क्या होता?

मैंने जो वीडियो देखे हैं उनमें सब कुछ साफ नजर आ रहा है। एक तरफ रखवाली करते हथियारबंद SPG कमांडो से घिरे अपनी गाड़ी में फंसे प्रधानमंत्री, आगे और पीछे तमाम अन्य दूसरी गाड़ियां, और सड़क के दूसरी तरफ यह सब देखते हुए सैकड़ों लोग, बसों और ट्रैक्टर ट्रॉलियों के साथ। 20 मिनट तक पीएम फ्लाईओवर पर फंसे रहे। मजबूरन उन्हें रॉन्ग साइड से यू-टर्न लेना पड़ा। उस समय मौके पर पूरी तरह अराजकता फैली हुई थी।

अब देखते हैं, नवजोत सिद्धू ने क्या कहा? सिद्धू ने प्रधानमंत्री पर ‘पंजाब और पंजाबियत का अपमान करने’ का आरोप लगाया । और सीएम चरणजीत सिंह चन्नी ने क्या कहा ? शुक्रवार को चन्नी ने एक रैली में कहा कि बीजेपी पंजाब और पंजाबियों का अपमान कर रही है। उन्होंने कहा कि अगर प्रधानमंत्री की सुरक्षा पर आंच आएगी तो ‘मैं अपने सीने पर गोलियां खाकर उनकी रक्षा करूंगा। मैं अपने पीएम को खरोंच भी नहीं आने दूंगा।’

ये सब पाकिस्तान में टीवी और सोशल मीडिया पर चर्चा का विषय बना हुआ है। पाकिस्तानी ऐंकर और ब्लॉगर प्रधानमंत्री की सुरक्षा का मखौल उड़ा रहे हैं। इसमें कोई आश्चर्य नहीं है कि पाकिस्तानी इस घटना पर खुशी से झूम रहे होंगे, और सिद्धू का मजाक करना भी कोई नहीं बात नहीं। लेकिन इस बार मामला बेहद गंभीर है। फ्लाईओवर पर पीएम के काफिले को 20 मिनट तक रोकना सुरक्षा में बड़ी चूक है। सुरक्षा के लिहाज से पीएम के काफिले को 5 सेकेंड के लिए भी रुकने नहीं दिया जा सकता। इसलिए सुप्रीम कोर्ट ने NIA को जांच में शामिल किया है, क्योंकि बहुत कुछ शामिल है।

पंजाब में चन्नी और सिद्धू की जोड़ी आज भी कह रही है कि प्रधानमंत्री को कोई खतरा नहीं था। 20 मिनट तक रुकना पड़ गया तो क्या हो गया। चन्नी और सिद्धू को कैसे पता कि कोई खतरा नहीं था? क्या उनके पास पाकिस्तान से मैसेज आया था कि आतंकवादी आज छुट्टी पर हैं? उन्हें किसने बताया कि मोदी जी पूरी तरह सुरक्षित हैं? क्या खुले फ्लाईओवर पर हमला नहीं हो सकता था? क्या वहां किसी ड्रोन हमले की गुंजाइश नहीं थी? ये मजाक नहीं तो और क्या है कि सिद्धू इसे प्रधानमंत्री की रैली में आई भीड़ से जोड़कर देखें? ये मजाक नहीं तो और क्या है युवा कांग्रेस का कोई नेता पीएम मोदी से ट्विटर पर पूछे कि ‘Modiji, How’s the Josh?’

जो तथ्य और वीडियो सामने आए हैं उनके आधार पर चन्नी और सिद्धू जैसे नेताओं की बातें बचकानी लगती हैं। शायद सुप्रीम कोर्ट की बात सुनकर सिद्धू और चन्नी जैसे नेताओं को ये बात समझ आ जाए कि प्रधानमंत्री की सुरक्षा एक गंभीर मसला है और ऐसे मामलों में हल्की बातें नहीं की जानी चाहिए।

The Supreme Court has taken up the issue of Prime Minister’s security breach and a top-level team from the Centre has questioned Punjab Police officials on Friday after visiting the spot where the PM’s convoy was blocked by protesters. In my prime time show ‘Aaj Ki Baat’ on Friday night, we showed how the Director General of Punjab Police misled the SPG about the clearance given for the PM’s route.

The DGP spoke to top SPG officials 11 times on phone, during which he initially assured that the route was sanitized for the PM’s convoy to move, but in the end, he told the SPG that the situation could turn violent and the convoy should take a U-turn and return.

First, the decision about taking the land route due to bad weather. Congress leaders including Punjab chief minister Charanjit Singh Channi had been saying that the decision to go by land route was taken suddenly. Met department had already forecasted rains on January 5, and because of this, a rehearsal was carried out for the land route from Bathinda to Ferozepur.

The PM’s plane landed at 10.20 am at Bathinda airport, and since the weather was bad, it was decided to take the land route. 48 minutes later, at 11.08 am the PM’s convoy left the airport for Ferozepur by road. During these 48 minutes, SPG officials spoke to Punjab DGP on phone eleven times. At 10.30 am, SPG asked the DGP whether the land route was clear. At 11 am, the DGP gave the green signal.

At that point of time, the DGP did not tell the SPG about any protest on the route. He gave no hint about protesters squatting on the road and blocking traffic. At 12.45 pm, the PM’s convoy reached the flyover, and found protesters blocking it from the other end. Even at that point of time, the SPG was not told about the protesters. The last phone call was at 1.05 pm between DGP Sidharth Chattopadhyay and SPG officials. It was then that the DGP said, the protesters could turn violent and the convoy must return.

From the conversations, it is now clear that the DGP misled the SPG about the Prime Minister’s security. It requires a probe to establish whether this misleading of SPG was deliberate. Or whether the DGP was acting on instructions from his higher-ups. Punjab Police had 48 precious minutes to sanitize the PM’s route. The convoy took 97 minutes to reach the spot from Bhatinda. The question: What was Punjab Police doing for one hour 37 minutes? Why were the protesters not removed from the route? Why was the SPG kept in the dark about protesters blocking the route?

Images, videos and statements of protesters clearly reveal that it was a huge lapse on part of Punjab government. The lapse was not at a single level. It was a multi-level lapse. The PM’s Ferozepur programme was scheduled several days ago. Preparations were afoot at the rally ground and also on the alternative land route. Central agencies involved in the preparations had told the state government about possibility of protesters disrupting the PM’s rally.

The communications sent by the Centre to Punjab government clearly stated that the venue of the rally was close to the India-Pakistan border, hardly 14 to 15 km. These also hinted at the possibility of Pakistan airdropping weapons and explosives by drones. Yet, Punjab Police did not make preparations and allowed hundreds of protesters surrounding the flyover with buses and tractor trolleys, causing serious breach to the PM’s security.

It was because of the gravity of this incident that the Supreme Court on Friday directed the Registrar General of Punjab and Haryana High Court to “forthwith…secure and preserve the records” relating to the PM’s visit. It directed the DGP of Chandigarh union territory and an IG rank from National Investigation Agency to assist the Registrar General “to forthwith secure and seize the records from the state police as well as from Central agencies”. The Registrar General has been asked to keep these records in his custody for the time being.

Appearing for the Centre, Solicitor General Tushar Mehta told the court that this security breach was “one of the rarest of rare issues having serious potential of causing an international embarrassment. ..Whenever the PM’s cavalcade moves on road, it is always the DG of the state who is consulted whether it is safe to travel on road, and only with his sanction does it proceed. Here the DG gave a green signal. He did not say there is a blockade.” The Supreme Court will take up this issue again on Monday.

On one hand, the Supreme Court has taken serious cognizance of this security breach, but on the other hand, Punjab Congress chief Navjot Sidhu described the outrage being expressed by BJP leaders as “swaang” (crude drama). He alleged that this drama was created because there were hardly 500 people present at the Ferozepur rally. He demanded that SPG, IB and other central agencies should also be taken to task for the security lapse.

The FIR filed by Punjab Police 18 hours after the security breach, reveals how the state government is taking up the entire issue lightly. The FIR filed against “150 unknown persons” by Inspector Birbal Singh of Kulgari police station says that they tried to block traffic on the road. Sec 283 IPC was invoked in this FIR, which provides for a paltry Rs 200 fine. This section is normally used against those who stage small protests. No mention was made about the Prime Minister’s convoy in this FIR. The intent of Punjab Police and the state government is quite clear.

Union Minister Giriraj Singh was caustic in his comment. He said, this was clearly a case of conspiracy against the Prime Minister’s life. The conspirators are not only there in Punjab government, but have connections with Delhi, he alleged. The entire nation has seen this conspiracy on TV, the PM’s convoy was blocked from the front, and it was being announced on the mike that the convoy should be gheraoed from the back, he alleged. What would have happened had weapons or drones had been used? , he asked.

The videos that I have seen are clear. The Prime Minister sitting trapped inside his vehicle, surrounded by SPG commandos guarding him with weapons, with more vehicles in front and at the back, and on the other side of the road, hundreds of people watching this, standing, with buses and tractor trolleys stranded. For 20 minutes, the PM remained trapped on the flyover. He was forced to take a U-turn from the wrong side. There was complete anarchy on the spot.

What did Navjot Sidhu say? He instead blamed the Prime Minister for “insulting Punjab and Punjabiyat”. And what did the CM Charanjit Singh Channi say? On Friday, Channi told a rally that BJP is insulting Punjab and Punjabis, and if the Prime Minister comes to harm, “I will be the first to protect him by taking bullets on my chest. I will not allow our PM to be harmed.”

All these have become fodder for Pakistan on TV and social media. Pakistani anchors and bloggers are having a whale of a time making fun of the Prime Minister’s security. It is no surprise, Pakistanis would be gloating over this incident, and people do not take Sidhu’s comments seriously. This time, however, the matter is very, very serious. The blocking of PM’s convoy for 20 minutes on a flyover is a major breach of security. The PM’s convoy cannot be allowed to stop even for five seconds, in the interest of his security. That is why the Supreme Court has added the NIA in the probe, because there are major ramifications involved.

Sidhu and Channi are still saying that there was no threat to the PM’s life. How did both of them know there was no threat to the PM? Did they get any message from across the border? Who told them that the PM was safe from terrorists? Was there no possibility of an attack on the PM trapped inside his vehicle on a flyover? Was there no possibility of a drone attack? Is it not ridiculous to link this incident with the number of people present at the Ferozepur rally? Is it not utterly ridiculous for a Youth Congress leader to ask the PM on twitter, minutes after the incident took place – ‘Modiji, How’s the Josh?’

The facts and videos that are available clearly establish that the claims being made by Sidhu and Channi are ridiculous and childish. Maybe after reading what the Supreme Court has done, these two leaders may change their views and acknowledge that the security of the nation’s Prime Minister is a serious issue and cannot be taken lightly.

राष्ट्रपति रामनाथ कोविंद ने गुरुवार को प्रधानमंत्री नरेंद्र मोदी से मुलाकात की और पीएम की सुरक्षा में सेंध पर चिंता जताई। वहीं, भारत के उपराष्ट्रपति एम वेंकैया नायडू ने पंजाब के फ्लाईओवर पर हुई घटना को लेकर नाराजगी व्यक्त की। कैबिनेट की बैठक में केंद्रीय मंत्रियों ने इस मुद्दे पर चिंता जाहिर की, लेकिन कांग्रेस के नेता इन सबसे बेपरवाह रहे। उन्होंने दावा किया कि सुरक्षा में कोई गंभीर चूक नहीं हुई थी और आरोप लगाया कि बीजेपी एक छोटी सी घटना को लेकर स्वांग रच रही है। इतना सब होने के बाद कांग्रेस अध्यक्ष सोनिया गांधी ने शाम को पंजाब के मुख्यमंत्री चरणजीत सिंह चन्नी को फोन किया और इस गंभीर लापरवाही के लिए जिम्मेदार अधिकारियों की पहचान करने का निर्देश दिया।

राज्यसभा में विपक्ष के नेता मल्लिकार्जुन खड़गे ने एक अलग ही राह पकड़ ली। उन्होंने आरोप लगाया कि बीजेपी पंजाब में लोकप्रियता खो रही है और नाटक कर रही है। खड़गे ने कहा, पीएम की सुरक्षा में एसपीजी, इंटेलिजेंस ब्यूरो और अन्य केंद्रीय एजेंसियां लगी रहती हैं। उन्होंने पूछा कि इन एजेंसियों के कामकाज पर सवाल क्यों नहीं उठाया जा रहा है। खड़गे ने कहा, ‘पंजाब पुलिस में से किसी ने भी प्रधानमंत्री को सड़क के रास्ते जाने की सलाह नहीं दी थी।’

खड़गे जैसे अनुभवी राजनेता को पता होना चाहिए कि एसपीजी केवल क्लोज प्रॉक्सिमिटी में प्रधानमंत्री की हिफाजत करती है, और राज्य पुलिस के साथ क्लोज कोऑर्डिनेशन जरूरी होता है। छत्तीसगढ़ के मुख्यमंत्री भूपेश बघेल ने तो यहां तक कह दिया कि ‘यह सब स्क्रिप्टेड है और सुरक्षा में चूक का बहाना बनाया जा रहा है।’ उन्होंने आरोप लगाया कि प्रधानमंत्री अपनी राजनीति चमकाने के लिए पंजाब गए थे। बघेल ने पूछा, ‘अगर पीएम की जान को खतरा था, तो केंद्रीय एजेंसियां क्या कर रही थीं?’

राजस्थान के मुख्यमंत्री अशोक गहलोत ने कहा कि कांग्रेस ने अतीत में अपने दो-दो प्रधानमंत्रियों को हमलों में खोया है, और वह इस तरह की गलती कर ही नहीं सकती। यह बात सही है कि इंदिरा गांधी को उनके ही अंगरक्षको ने गोली मार दी थी और अपनी बहू सोनिया गांधी की गोद में उनकी जान चली गई थी। वहीं, राजीव गांधी एक बम धमाके का शिकार हुए थे। दोनों बार सुरक्षा में गंभीर चूक हुई थी। सुरक्षा में हुई इन चूकों की कांग्रेस ने भारी कीमत चुकाई। इसलिए मुझे इस बात पर बेहद हैरानी हुई कि कांग्रेस के दो मुख्यमंत्रियों सहित कई वरिष्ठ नेताओं ने पंजाब में हुई घटना को मजाक में उड़ाने की कोशिश की। गहलोत ने कहा, इंदिरा गांधी और राजीव गांधी की हत्या कलंक है।

क्या उनके कहने का मतलब यह है कि कांग्रेस नेताओं की जान कीमती है और दूसरी पार्टियों के नेताओं की जान की कोई कीमत नहीं? क्या प्रधानमंत्री मोदी की सुरक्षा में सेंध कोई कलंक नहीं है? क्या यह गंभीर चूक पंजाब की कांग्रेस सरकार के लिए शर्म की बात नहीं है? कांग्रेस नेता कैसे भूल सकते हैं कि इंदिरा की हत्या के बाद स्पेशल प्रोटेक्शन ग्रुप (SPG) का गठन हुआ, संसद के जरिए कानून बना, एक ब्लू बुक तैयार की गई जिसमें पीएम को प्रदान की गई सुरक्षा का पूरा विवरण दिया गया? क्या यह विरोधाभास नहीं है कि एक तरफ सोनिया गांधी लापरवाही बता रही हैं, जबकि उनकी पार्टी के दूसरे नेता दावा कर रहे हैं कि सुरक्षा में कोई चूक नहीं हुई थी?

गुरुवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया कि जब प्रधानमंत्री का काफिला फ्लाईओवर पर पहुंचा तो स्थानीय पुलिस ने जानबूझकर किस हद तक लापरवाही की। पीएम के रास्ते में ट्रैक्टर और ट्रॉली अचानक नहीं आए बल्कि इन्हें जानबूझकर वहां लाया गया था। प्रधानमंत्री के काफिले को रोकने के लिए पहले से तैयारी की गई थी। 20 मिनट के इंतजार के बाद जब पीएम का काफिला यू-टर्न लेकर वापस लौटा तो स्थानीय नेता प्रदर्शनकारियों को शाबाशी देते हुए दिखाई दिए।

मेरे पास पंजाब पुलिस के अडिशनल डीजीपी की 2 चिट्ठियां और 5 ऐसे वीडियो हैं जो साफ कर देंगे कि स्थानीय पुलिस और प्रदर्शनकारियों के बीच मिलीभगत थी। पीएम का काफिला जब फ्लाईओवर पर पहुंचा तो ट्रैक्टर और ट्रॉलियों पर खड़े प्रदर्शनकारी माइक पर चिल्ला रहे थे कि पुलिस लाठी चलाए, गोली चलाए, कुछ भी करे, वे रास्ते से नहीं हटेंगे। साफ है कि पंजाब के फिरोजपुर में प्रधानमंत्री नरेंद्र मोदी की सुरक्षा में चूक एक साजिश का हिस्सा थी।

पंजाब के ADGP और अन्य सीनियर पुलिस अफसरों की कुछ चिट्ठियां सामने आईं हैं जिन्हें आपस में जोड़कर देखने पर साफ पता चलता है कि पंजाब पुलिस को पीएम के बठिंडा से फिरोजपुर सड़क मार्ग से जाने की संभावना के बारे में पता था। पहले से सूचना होने के बावजूद पंजाब पुलिस ने प्रदर्शनकारियों को पीएम के रास्ते से हटाने के लिए एक भी कदम नहीं उठाया। वीडियो में साफ तौर पर देखा जा सकता है कि पीएम का काफिला फ्लाईओवर पर फंसा हुआ है, और फ्लाइओवर के नीचे सैकड़ों बसों और ट्रैक्टरों पर प्रदर्शनकारी सवार हैं। कुछ प्रदर्शनकारी माइक पर दूसरों को उकसा रहे थे, जबकि कुछ लाठी और डंडों से लैस थे। वीडियो में साफ तौर पर दिख रहा है कि पास में खड़ी स्थानीय पुलिस प्रदर्शनकारियों को चुपचाप देख रही है। प्रदर्शनकारियों को यह कहते हुए सुना जा सकता है कि फिरोजपुर में बीजेपी की रैली को कैंसिल कराना है।

एक अन्य वीडियो में प्रदर्शनकारियों की भारी भीड़ दिखाई दे रही है। प्रदर्शनकारियों में से कई बसों और ट्रैक्टरों के ऊपर खड़े हैं, जबकि स्थानीय पुलिस उन्हें हटाने की कोशिश करती नजर आ रही है। साफ है कि भीड़ नियंत्रण में नहीं थी। पीएम की सुरक्षा की दृष्टि से यह खतरनाक स्थिति थी। 15 से 20 मिनट तक इंतजार करने के बाद जब पीएम के काफिले ने यू-टर्न लिया तो प्रदर्शनकारी खुशी से झूम उठे। उन्होंने अपनी ‘जीत’ का जश्न मनाया। पंजाब के मुख्यमंत्री चरणजीत सिंह चन्नी के सभी झूठे दावों की बीकेयू (क्रांतिकारी) के प्रमुख सुरजीत सिंह फूल ने हवा निकाल दी। फूल ने एक चौंकाने वाला खुलासा करते हुए कहा कि प्रदर्शनकारियों को पहले से पता ही नहीं था कि पीएम का काफिला वहां से गुजरेगा। फूल ने कहा, ‘हमें स्थानीय पुलिस ने पीएम के आने की जानकारी दी थी।’ उन्होंने कहा कि प्रदर्शनकारियों को शुरू में एसएसपी की बात पर यकीन नहीं हुआ, क्योंकि सड़क के दूसरी तरफ ट्रैफिक सामान्य तरीके से चल रहा था।

अब यह साफ है कि फिरोजपुर के एसएसपी ने ही प्रदर्शनकारियों को पीएम के काफिले के आने की बात बताई थी। ऐसे में सवाल यह उठता है कि अगर इस रास्ते पर एक दिन पहले रिहर्सल किया गया था, तो इसे प्रदर्शनकारियों से खाली क्यों नहीं करवाया गया? प्रदर्शनकारियों को फ्लाईओवर पर आने और ट्रैफिक को रोकने की इजाजत किसने दी? फ्लाईओवर के पास सैकड़ों प्रदर्शनकारी थे, हाईवे लंगर चल रहा था। प्रदर्शनकारी और पुलिसकर्मी चाय की चुस्कियां ले रहे थे और पीएम के काफिले के आने का इंतजार कर रहे थे। ये सब एक या दो घंटे में तो नहीं हो सकता। आप सुनकर हैरान हो जाएंगे कि प्रदर्शकारियों को रोड पर पंजाब पुलिस ने ही बैठाया था, और ये बात हम नहीं कह रहे, रोड जाम करने वाले संगठन के अध्यक्ष सुरजीत सिंह फूल ने खुद कही है। फूल ने खुलासा किया कि प्रदर्शनकारी विरोध प्रदर्शन करने के लिए डीसी के दफ्तर जा रहे थे, लेकिन पुलिस ने उन्हें फ्लाईओवर के पास रोक लिया। उस दिन पंजाब में 10 से 12 किसान संगठनों ने जिला और तहसील मुख्यालयों पर विरोध प्रदर्शन करने की योजना बनाई थी। स्थानीय पुलिस ने ही प्रदर्शनकारियों को डीसी के दफ्तर जाने से रोका था।

मेरे पास पंजाब पुलिस के ADGP (लॉ एंड ऑर्डर) की एक चिट्ठी है जो सभी आईजी, डीआईजी और एसएसपी को लिखी गई थी। इसमें अंदेशा जताया गया है कि प्रदर्शनकारी फिरोजपुर में पीएम की रैली को बाधित करने का प्रयास कर सकते हैं। सभी एसएसपी को निर्देश दिया गया कि वे प्रदर्शनकारियों की आवाजाही पर व्यक्तिगत रूप से नजर रखें और उन्हें फिरोजपुर जाने से रोकें। पत्र में कहा गया है कि चूंकि पीएम की रैली में बड़ी भीड़ होने की उम्मीद है, इसलिए एसएसपी को वीवीआईपी मूवमेंट सुचारू रूप से चलने देने के लिए पर्याप्त व्यवस्था करनी चाहिए और प्रदर्शनकारियों की आवाजाही पर कड़ी नजर रखनी चाहिए।

दो या तीन बातें बिल्कुल साफ हैं। प्रधानमंत्री नरेंद्र मोदी जिस रास्ते पर जाने वाले थे, जो बदला हुआ रूट था, उसकी जानकारी किसान संगठनों के नेताओं को दी गई। किसान संगठनों के पास पर्याप्त समय था और वे अपने ट्रैक्टर और ट्रॉलियां लेकर रास्ता रोकने पहुंच गए। पुलिस ने उन्हें हटाने की कोशिश नहीं की। पंजाब पुलिस के DGP ने SPG से खुद कहा कि रास्ता साफ है और इसी आधार पर प्रधानमंत्री को सड़क से हुसैनीवाला ले जाने का रूट फाइनल हुआ। इस बात के भी सबूत हैं कि प्रदर्शनकारी कह रहे थे कि मोदी की रैली करने से रोकना है। ऐसे वीडियो भी मैंने आपको दिखाए हैं जिसमें पुलिसवाले प्रदर्शनकारियों के साथ बैठकर चाय पीते दिखाई दे रहे हैं। सबसे अहम बात ये है कि पंजाब पुलिस के एडीजी ने किसानों के धरने को लेकर, रोड ब्लॉक को लेकर आगाह किया था लेकिन किसी ने कोई ऐक्शन नहीं लिया।

यही वजह थी कि प्रधानमंत्री को अपनी कार में खुले फ्लाईओवर पर करीब 20 मिनट तक रुकना पड़ा। यह एक बड़ा खतरा था। सिक्योरिटी की भारी चूक थी। पंजाब एक संवेदनशील राज्य है, पाकिस्तान का बॉर्डर इससे लगता है। यहां इस तरह की गलती एक गंभीर मामला है। इस पर सियासत नहीं होनी चाहिए बल्कि लापरवाही करने वाले को सजा दी जानी चाहिए।

On Thursday, the President of India Ramnath Kovind met PM Narendra Modi and expressed concern over serious breach of Prime Minister’s security, while Vice-President of India M. Venkaiah Naidu expressed his displeasure over the Punjab flyover incident. Union Ministers expressed concern over the issue at the Cabinet meeting, but Congress leaders continued to remain nonchalant. They claimed that there was no serious breach of security and alleged that BJP was indulging in drama over a small incident. In contrast, by the evening, Congress President Sonia Gandhi telephoned Punjab chief minister Charanjit Singh Channi and instructed him to identify officials accountable for gross irresponsibility.

Leader of Opposition in Rajya Sabha Mallikarjuna Kharge took a different line. He alleged that BJP was losing popularity in Punjab and was indulging in drama. Kharge said, SPG, Intelligence Bureau and other central agencies are in charge of PM’s security. He asked why the working of these agencies is not being questioned. “Nobody from the state police advised the PM to go by road”, Kharge added.

An experienced politician like Kharge should know that the SPG is responsible only for proximate security of the PM, and close coordination is needed with the state police. Chhattisgarh chief minister Bhupesh Baghel went to the extent of saying “it was all scripted and breach of security is being shown as an excuse”. The PM, he alleged, had gone to Punjab in order to score political points. “If there was threat to the PM’s life, what were the central agencies doing?”, Baghel asked.

Rajasthan chief minister Ashok Gehlot said the Congress, in the past, had lost the lives of two if its prime ministers to assassins, and Congress can never commit such mistakes. It is a fact that Indira Gandhi, shot by her bodyguards, died in the lap of her daughter-in-law Sonia Gandhi, while Rajiv Gandhi was blown up by an assassin. Both were serious security breaches. Congress paid a huge price for these breaches of security. That is why I was surprised when senior Congress leaders, including two of their chief ministers, tried to make fun of what occurred in Punjab. Gehlot said, the assassinations of Indira Gandhi and Rajiv Gandhi were dark blots.

Does he mean to say that the lives of Congress leaders are precious and those of other parties are not so? Was the breach of Prime Minister Modi’s security not a dark blot? Is this serious lapse not a shameful matter for the Congress government in Punjab? How can Congress leaders forget that it was after Indira’s assassination that the Special Protection Group was set up, Parliament had to pass the SPG Act, a Blue Book was prepared outlining details of security provided to the PM? Is it not a paradox that on one hand Sonia Gandhi acknowledges this as an irresponsible act, while other leaders from her party are claiming there was no security breach?

In my prime time show Aaj Ki Baat on Thursday night, we showed how gross negligence was deliberately committed by local police when the PM’s convoy reached the flyover. Tractors and trolleys did not appear all of a sudden in the PM’s route. These were brought there deliberately. Extensive arrangements were made to block the PM’s convoy. When the convoy took a U-turn and returned after waiting for 20 minutes, local leaders were patting the backs of protesters.

I have with me two confidential communications from the Additional DGP of Punjab Police, and five videos which clearly establish collusion between local police and protesters. When the PM’s convoy reached the flyover, the protesters standing on tractors and trolleys were shouting on mikes that they would not leave, even if police resorts to firing or lathi charge. Clearly, this security breach appears to be part of a bigger conspiracy to foil the PM’s Ferozepur rally.

The top level communications from ADGP clearly establish that Punjab Police knew about the possibility of PM going by road to Ferozepur from Bathinda. Despite having information in advance, Punjab Police did not take a single step to remove the protesters from the PM’s route. Videos clearly show the PM’s convoy blocked on the flyover, and several hundred buses and tractors with protesters standing on them, below the flyover. Some of the protesters were instigating others on mikes, while there were others armed with lathis and sticks. Videos clearly show the local police standing nearby watching the protesters silently. The protesters were publicly declaring their intention not to allow the BJP to hold its rally in Ferozepur.

Another video clearly shows a huge crowd of protesters, many of them standing on top of buses and tractors, gesticulating, while the local police was feebly trying to remove them. The crowd was clearly not under control. This was a dangerous situation from the point of view of PM’s security. When the PM’s convoy took a U-turn after waiting for 15 to 20 minutes, the protesters erupted in joy. They celebrated their “victory”. All the false claims of Punjab chief minister Charanjit Singh Channi were debunked by Surjit Singh Phull, chief of BKU(Krantikari). The cat was out of the bag when Phull said, the protesters had no prior knowledge that the PM’s convoy would reach there. “We were told about the PM’s arrival by the local police”, Phull said. He said, the protesters initially did not believe in what the SSP said, because normal traffic was plying on the other side of the road.

It is now clear that the SSP of Ferozepur had told the protesters about the arrival of PM’s convoy. The question now is: if any rehearsal on this route was done a day in advance, why was not the route sanitized and cleared of protesters? Who permitted the protesters to come to the flyover and block traffic? There were several hundred protesters near the flyover, a full-fledged ‘langar’ was going on and protesters and policemen were sipping tea, waiting for the PM’s convoy to come. All these cannot take place within a matter of an hour or two. You will be surprised to know that it was the local police which allowed the protesters to sit on the road, if we go by what Surjit Singh Phull is saying. Phull revealed that the protesters were going to the Deputy Commissioner’s office to stage protest, but were asked by police to sit near the flyover. Ten to 12 farmer organisations in Punjab had planned to stage protests at district and tehsil headquarters on that day. It was the local police which prevented the protesters from going to the DC’s office.

I have with me a letter from Punjab Police ADGP (Law and Order) written to all IGs, DIGs and SSPs cautioning that protesters might try to disrupt the PM’s rally in Ferozepur. All SSPs were instructed to keep personal watch over the movement of protesters, and prevent them from going to Ferozepur. The letter says that since a large crowd is expected at the PM’s rally, SSPs should make adequate arrangements for smooth flow of VVIP movement and keep close watch on movement of protesters.

Two or three points are clear. The Prime Minister’s convoy was going on a changed route, known to very few persons in security, but this information was leaked to the protesters. The protesters and their leaders had ample time in hand to reach the spot with buses, tractors and trolleys to block the PM’s convoy. Police did not try to remove them. The Punjab DGP had himself assured the SPG that the road route from Bathinda to Hussainiwala was clear and sanitized. There are videos to establish that the protesters had come to the spot, determined not to allow the convoy to move ahead. There are videos of policemen sipping tea being served by protesters. The Punjab Police ADG had cautioned in advance about protesters trying to block traffic, but no action was taken.

These were the causes that led to the PM’s convoy remaining stalled on the flyover for nearly 20 minutes. It was a dangerous move. A major breach of security. Punjab is a sensitive state, located close to the India-Pakistan border. The breach of security is therefore bigger. There must be no politics over the issue and those accountable must be punished.

पंजाब में पाकिस्तान बॉर्डर के पास बुधवार को देश के प्रधानमंत्री नरेंद्र मोदी की सुरक्षा में एक बड़ी चूक देखने को मिली। प्रधानमंत्री की सुरक्षा में बड़े खतरनाक तरीके से सेंध लगी। उनका काफिला 15 से 20 मिनट के लिए फ्लाईओवर पर खड़ा रहा क्योंकि प्रदर्शनकारियों ने सामने का रास्ता ट्रक और ट्रैक्टर लगाकर जाम कर दिया था। ऐसा पहले कभी नहीं हुआ। यह प्रधानमंत्री की सुरक्षा में चौबीसों घंटे तैनात रहनेवाले एसपीजी (स्पेशल प्रोटेक्शन ग्रुप) के इतिहास में अभूतपूर्व था। यह बहुत बड़ी सुरक्षा चूक थी। एसपीजी के गार्ड्स ने तुरंत हथियारों के साथ पोजिशन लेते हुए प्रधानमंत्री को घेरे में ले लिया और फिर यू टर्न लेकर उन्हें वापस बठिंडा एयरपोर्ट लौटना पड़ा। पीएम मोदी की फिरोजपुर में होनेवाली रैली रद्द कर दी गई।

पंजाब में कांग्रेस की सरकार है। प्रधानमंत्री की सुरक्षा में लगे अफसरों ने तुरंत पंजाब के मुख्यमंत्री चरणजीत सिंह चन्नी से संपर्क करने की कोशिश की लेकिन चन्नी फोन लाइन पर नहीं आए। बाद में चन्नी ने यह कहकर पल्ला झाड़ने की कोशिश की कि प्रधानमंत्री का रूट अचानक बदला गया। उनके दफ्तर को रूट बदलने की जानकारी नहीं थी। उन्होंने कहा, अचानक कुछ लोग काफिले के रास्ते पर आ गए तो सरकार क्या कर सकती है।

लेकिन प्रधानमंत्री मोदी इस घटना से इतने आहत हुए कि उन्होंने बठिंडा एयरपोर्ट पर पहुंचकर दुख और नाराजगी जताई। न्यूज एजेंसी एएनआई के मुताबिक, ‘बठिंडा एयरपोर्ट पर तैनात अधिकारियों ने कहा, पीएम मोदी ने अधिकारियों से कहा- ”अपने सीएम को थैंक्स कहना, कि मैं बठिंडा एयरपोर्ट तक जिंदा लौट पाया।”

इस घटना से बहुत सारे सवाल उठ रहे हैं। प्रधानमंत्री की सुरक्षा में सेंध सिर्फ लापरवाही थी या फिर साजिश? प्रधानमंत्री के रूट की जानकारी सिर्फ एसपीजी और पंजाब पुलिस को थी। सड़क पर जमा लोगों को यह जानकारी किसने दी? पुलिस का काम प्रधानमंत्री के रूट को सैनेटाइज करना होता है। तो क्या पंजाब पुलिस ने जानबूझ कर प्रधानमंत्री के रूट की जानकारी वहां ट्रैक्टर-ट्रॉली के साथ मौजूद प्रदर्शनकारियों को दी? अगर किसी तरह की आशंका थी तो फिर पंजाब पुलिस और इंटेलिजेंस ने इसकी जानकारी पहले एसपीजी को क्यों नहीं दी? पंजाब के डीजीपी ने एसपीजी को रूट क्लीयर होने का आश्वासन क्यों दिया? अगर सुरक्षा में चूक हुई भी तो फिर 20 मिनट तक पंजाब की सरकार और पुलिस अफसरों ने कोई कदम क्यों नहीं उठाया? ये बड़े सवाल हैं और लोगों को इनका जबाव मिलना जरूरी है। क्योंकि यह सियासी नहीं बल्कि देश के प्रधानमंत्री की सुरक्षा से जुड़ा मामला है।

सबसे पहले आपको इस घटना के बारे में बताता दूं कि असल में हुआ क्या । प्रधानमंत्री को फिरजोपुर में 32,750 करोड़ रुपये के कई प्रोजेक्ट्स का शिलान्यास करना था। साथ ही यहां पर उनकी एक रैली भी होनेवाली थी। मोदी इन तमाम कार्यक्रमों में हिस्सा लेने के लिए बठिंडा एयरपोर्ट पर उतरे। यहां से हेलिकॉप्टर के जरिए उन्हें हुसैनीवाला जाना था जहां वे शहीद स्मारक पर श्रद्धांजलि अर्पित करनेवाले थे। चूंकि बारिश के चलते मौसम खराब था और हेलिकॉप्टर उड़ान नहीं भर सकता था लिहाजा करीब 20 मिनट तक उन्होंने मौसम साफ होने का इंतजार किया। लेकिन मौसम साफ नहीं हुआ। अब मोदी के पास दो ही विकल्प था। या तो वे वापस दिल्ली लौट आते या फिर सड़क के रास्ते हुसैनीवाला होते हुए फिरोजपुर जाते। पीएम मोदी ने सड़क के रास्ते जाने का फैसला किया। एसपीजी के अधिकारियों ने तुरंत पंजाब पुलिस के अफसरों से संपर्क किया। इस पर डीजीपी ने भरोसा दिया कि रूट क्लियर है और सुरक्षा के पूरे इंतजाम हैं। इसके बाद प्रधानमंत्री का काफिला बठिंडा से हुसैनीवाला की तरफ निकल पड़ा।

पीएम का काफिला करीब 170 किलोमीटर का सफर तय कर चुका था। जब हुसैनीवाला सिर्फ 30 किलोमीटर दूर था उस वक्त प्रधानमंत्री का काफिला एक फ्लाईओवर से गुजर रहा था। ठीक उसी वक्त फ्लाईओवर पर रास्ता रोका गया। सड़क पर ट्रक, बस और 20 से ज्यादा ट्रैक्टर आ गए। सुरक्षा एजेंसियों में हड़कंप मच गया और एसपीजी के कमांडो गाड़ियों से उतरकर प्रधानमंत्री की गाड़ी को घेरकर खड़े हो गए। तुरंत पंजाब पुलिस के अफसरों से संपर्क करने की कोशिश की गई लेकिन कोई एक्शन नहीं हुआ। सीधे पंजाब के मुख्यमंत्री से बात करने की कोशिश हुई लेकिन चन्नी फोन लाइन पर नहीं आए। प्रधानमंत्री मोदी करीब 20 मिनट तक गाड़ी में बैठे रहे। यह पहला मौका था जब सड़क पर प्रधानमंत्री का रास्ता इस तरह रोका गया। पीएम की सुरक्षा में सेंध बहुत बड़ी बात है यह उनकी सिक्योरिटी से खिलवाड़ है। प्रधानमंत्री गाड़ी में बैठे रहे और 20 मिनट के बाद सुरक्षा एजेंसियों ने प्रधानमंत्री के काफिले को वापस बठिंडा ले जाने का फैसला किया। इसके बाद प्रधानमंत्री की फिरोजपुर की रैली रद्द कर दी गई। मोदी के काफिले के पीछे बीजेपी के तमाम कार्यकर्ताओं की भी गाड़ियां थीं। जब मोदी का काफिला वापस लौटा उस वक्त उस रोड पर खड़े बीजेपी कार्यकर्ताओं ने अपने फोन में वीडियो रिकॉर्ड किया। इस वीडियो से सबसे पहले पुष्टि हुई कि प्रधानमंत्री के काफिले में सेंध लगी है।

प्रधानमंत्री की सुरक्षा में सेंध की घटना पर फिरोजपुर से लेकर दिल्ली तक शोर मच गया और गृह मंत्रालय ने तुरंत पंजाब सरकार से जवाब मांगा। सुरक्षा में सेंध के मामले में जिम्मेदारी तय करने को कहा है। प्रधानमंत्री के कार्यक्रम और ट्रैवल प्लान के बारे में पंजाब सरकार को पहले ही जानकारी दे दी गई थी। तय प्रोटोकॉल और गाइडलाइन्स के मुताबिक उन्हें सुरक्षा, लॉजिस्टिक और आकस्मिक योजनाओं की तैयारी करनी चाहिए थी। सुरक्षा के लिए सड़क से गुजरते वक्त अतिरिक्त सुरक्षा होनी चाहिए थी, लेकिन रास्ते में प्रदर्शनकारियों की ट्रैक्टर के साथ मौजूदगी से स्पष्ट है कि वहां ऐसा कोई बंदोबस्त नहीं किया गया था। जब प्रधानमंत्री वापस बठिंडा पहुंच गए तो यह खबर फिरोजपुर पहुंची कि पीएम मोदी की रैली रद्द हो गई है। वहां मंच पर मौजूद स्वास्थ्य मंत्री मनसुख मांडविया ने हजारों की तादाद में मौजूद लोगों को पीएम की रैली रद्द होने की जानकारी दी।

सबसे पहले बीजेपी अध्यक्ष जेपी नड्डा ने पीएम की सुरक्षा में चूक के मुद्दे पर पंजाब सरकार को घेरा। नड्डा ने ट्वीट किया-‘यह दुःखद है कि पंजाब के लिए हजारों करोड़ की विकास परियोजनाओं को शुरू करने के लिए प्रधानमंत्री नरेन्द्र मोदी जी का दौरा बाधित हो गया। लेकिन, हम ऐसी घटिया मानसिकता को पंजाब की तरक्की में बाधक नहीं बनने देंगे और पंजाब के विकास के लिए प्रयास जारी रखेंगे। पंजाब के मुख्यमंत्री चन्नी ने फोन पर बात करने या इस मामले का समाधान करने से इनकार कर दिया। पंजाब सरकार द्वारा इस्तेमाल की जाने वाली रणनीति, लोकतांत्रिक सिद्धांतों में विश्वास रखने वाले किसी भी व्यक्ति को कष्ट पहुंचाएगी और उन्हें व्यथित करेगी। प्रदर्शनकारियों को प्रधानमंत्री जी के रास्ते में जाने दिया गया और उनकी सुरक्षा से समझौता किया गया जबकि पंजाब के मुख्य सचिव और डीजीपी ने एसपीजी को आश्वासन दिया था कि रास्ता पूरी तरह से साफ है।’

उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने कहा, ‘प्रधानमंत्री नरेंद्र मोदी जी के पंजाब दौरे के दौरान उनकी सुरक्षा के साथ जो खिलवाड़ पंजाब सरकार के संरक्षण में आज हुआ है वह पंजाब में व्याप्त अराजकता और दुर्व्यवस्था का एक जीता जागता उदाहरण है। कांग्रेस शासित पंजाब की सरकार को देश की जनता से इस बात के लिए माफी मांगनी चाहिए। प्रधानमंत्री जी की सुरक्षा के साथ आज हुई गंभीर चूक अक्षम्य है और यह पंजाब सरकार और कांग्रेस की एक दुरभिसंधि को प्रदर्शित करता है। कांग्रेस सदैव से इस देश की संवैधानिक व्यवस्थाओं की अवमानना करती रही है और आज इसका उदाहरण एक बार फिर से देश ने देखा है।’

मध्य प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान ने आरोप लगाया कि यह कांग्रेस सरकार की एक साजिश थी। उन्होंने कहा-‘प्रधानमंत्री नरेंद्र मोदी जी जन-जन के नेता हैं। पंजाब में कांग्रेस सरकार पराजय से भयभीत है और पार्टी हाईकमान की कठपुतली बनकर शासन की मर्यादाओं को तार-तार कर रही है। प्रधानमंत्री जी की सौगातों से पंजाब के नागरिकों को वंचित रखने का पाप कांग्रेस ने किया है। प्रधानमंत्री जी की सुरक्षा की जिम्मेदारी राज्य सरकार की थी। यह प्रधानमंत्री जी की जिंदगी से खिलवाड़ नहीं है बल्कि राष्ट्र की सुरक्षा से खिलवाड़ है। ये कांग्रेस, कांग्रेस की सरकार और गांधी परिवार नफरत से इतना भरा है कि प्रधानमंत्री जी की सुरक्षा से खेल जाए! यह आपराधिक षड्यंत्र है।’

केंद्रीय मंत्री स्मृति ईरानी ने कहा, हम यह जानते हैं कि कांग्रेस मोदी से नफरत करती है लेकिन आज उसने देश के प्रधानमंत्री को नुकसान पहुंचाने की कोशिश की। राज्य सरकार ने जानबूझकर ऐसा माहौल बनाया जिसमें प्रधानमंत्री को नुकसान हो सकता था… इतने लोगों का वहां पहुंचना महज इत्तेफाक नहीं, सााजिश है। पंजाब पुलिस मूकदर्शक बनी रही और किसी भी सुरक्षा प्रोटोकॉल का पालन नहीं किया गया। पंजाब के पूर्व मुख्यमंत्री कैप्टन अमरिंदर सिंह ने प्रधानमंत्री मोदी सुरक्षा में लगी सेंध पर चिंता जताई। उन्होंने कहा-‘पंजाब में लॉ एंड ऑर्डर की स्थिति काबू से बाहर हो चुकी है। पाकिस्तान बॉर्डर से सिर्फ 10 किलोमीटर दूर अगर प्रधानमंत्री की सुरक्षा में चूक होती है और प्रदर्शनकारी उनका रास्ता रोक लेते हैं तो फिर राज्य सरकार को सत्ता में बने रहने का कोई हक नहीं है।’

सारे सवाल कांग्रेस और मुख्यमंत्री चरणजीत सिंह चन्नी की तरफ हैं। ये सवाल जायज भी हैं लेकिन अब तक इनका सही जबाव नहीं मिला है। चन्नी ने अपने बचाव में जो कुछ कहा वह पर्याप्त नही है। प्रधानमंत्री जब किसी सरकारी कार्यक्रम में हिस्सा लेने के लिए किसी राज्य में जाते हैं तो मुख्यमंत्री, मुख्य सचिव और डीजीपी रिसीव करते हैं। लेकिन बठिंडा एयरपोर्ट पर तीनों नहीं थे। सीएम चन्नी के दो स्टॉफ कोरोना पॉजिटिव निकले तो चन्नी तीन दिन के लिए सेल्फ आइसोलेशन में चले गए। इसलिए प्रधानमंत्री को रिसीव करने के लिए उन्होंने वित्त मंत्री मनप्रीत सिंह बादल को भेजा लेकिन डीजीपी और चीफ सेक्रेट्री क्यों नहीं पहुंचे, इसका कोई जबाव नहीं है।

मुख्यमंत्री चन्नी समेत कांग्रेस के ज्यादातर नेताओं ने मामले को सियासी रंग देने की कोशिश की। चन्नी ने कहा कि प्रधानमंत्री की सुरक्षा में कोई चूक नहीं हुई है। कांग्रेस के मीडिया प्रभारी रणदीप सिंह सुरजेवाला ने बीजेपी नेताओं के आरोपों को खारिज करने की कोशिश की। उन्होंने कहा कि प्रधानमंत्री की सुरक्षा में 10 हजार पुलिसवाले लगाए गए थे। सुरक्षा के सारे इंतजाम एसपीजी और अन्य सुरक्षा एजेंसियों के साथ मिलकर किए गए थे। बीजेपी कार्यकर्ताओं के लिए बसों तक के लिए रूट्स का इंतजाम किया गया था और उन्हें रास्तों में सुरक्षा दी गई थी। सुरजेवाला ने पूरे मामले का ठीकरा प्रधानमंत्री की सुरक्षा पर फोड़ने की कोशिश की। उन्होंने आरोप लगाया कि प्रधानमंत्री का सड़क से जाने का कार्यक्रम अचानक तय हुआ और यह ओरिजनल प्लान का हिस्सा नहीं था। मुख्यमंत्री चन्नी ने कहा कि पंजाब पुलिस ने प्रधानमंत्री को दूसरे रास्ते से फिरोजपुर तक ले जाने का विकल्प दिया था लेकिन एसपीजी ने वापस बठिंडा लौटने का फैसला किया।

एक खुले फ्लाईओवर पर देश के प्रधानमंत्री का 15 से 20 मिनट के लिए अटक जाना कोई साधारण बात नहीं है। यह सुरक्षा में भारी चूक है। पंजाब सरकार को प्रधानमंत्री के कार्यक्रम की पहले से जानकारी थी। यह एक रूटीन होता है इसलिए यह कहना कि आखिरी मिनट में रूट बदलने से प्रॉब्लम हुई मजाक लगता है। क्योंकि प्रधानमंत्री जब कहीं जाते हैं तो हमेशा सड़क से जाने का विकल्प सुरक्षित रखा जाता है। मैंने जो वीडियोज देखे उससे लगता है कि फ्लाईओवर पर पीएम का रास्ता रोकनेवाले लोग बेहद कम थे। उन्हें आसानी से हटाया जा सकता था लेकिन पुलिस को इसकी इजाजत नहीं दी गई। सवाल यह है कि प्रधानमंत्री के रूट में बदलाव की जानकारी प्रदर्शन करने वालों को किसने दी ? जिस फ्लाईओवर पर साढे़ दस बजे तक रास्ता खुला था, कोई प्रदर्शनकारी नहीं था, वहां प्रधानमंत्री का काफिला आने से पहले अचानक लोग कैसे पहुंचे गए? अगर नीयत साफ थी तो प्रदर्शन करने वालों को फ्लाईओवर ब्लॉक करने से पहले क्यों नहीं रोका गया?

क्या फ्लाईओवर पर 15-20 मिनट तक प्रधानमंत्री की गाड़ी का खड़ा होना सुरक्षा में चूक नहीं होता? अगर कोई हादसा हो जाता तो उसके लिए कौन जिम्मेदार होता? दुख की बात यह भी है कि पीएम की सुरक्षा से जुड़े मामले में कांग्रेस के नेताओं ने राजनीति की। कांग्रेस के एक युवा नेता ने ट्विटर पर पीएम को संबोधित करते हुए लिखा, ‘हाउ इज द जोश’? सुरक्षा से जुड़े मुद्दों से राजनीति को दूर रखें। मेरा कहना है कि सियासत एक तरफ है..चुनाव एक तरफ है, लेकिन देश के प्रधानमंत्री की सुरक्षा सबसे ऊपर है। यह किसी एक व्यक्ति का सवाल नहीं है। यह देश के सर्वोच्च पद से जुड़ी हुई व्यवस्था है। इस व्यवस्था से कोई समझौता नहीं हो सकता। पंजाब के मुख्यमंत्री को इस मामले की गंभीरता को समझना चाहिए और किसी को भी ऐसे सवाल पर ऱाजनीति नहीं करनी चाहिए।

A major security breach took place in the Prime Minister’s security close to the India-Pakistan border in Punjab on Wednesday. The PM’s cavalcade was stopped on a flyover for 15 to 20 minutes, as protesters blocked his path with tractor trolleys and trucks. This was unprecedented in the history of SPG (Special Protection Group) which guards the Prime Minister round-the-clock. SPG guards immediately took position on the flyover with their weapons and the PM’s cavalcade had to make a U-turn and return to Bhatinda airport. The Prime Minister’s scheduled rally in Ferozepur was cancelled.

A Congress government is in Punjab. Security officials tried to contact the Chief Minister Charanjit Singh Channi over phone, but the CM did not take the call. Later, the chief minister tried to wash off his hands by saying that the PM’s route was changed at the last minute and that his office had no information about the change of route. He said, what could police do if people came on the road to block the cavalcade.

The Prime Minister expressed his hurt and displeasure after his return to Bathinda airport. According to ANI, “Officials at Bhatinda airport said, PM Modi told officials there, “Apne CM ko thanks kehna, ki main Bhatinda airport tak zinda laut paya”.

Too many questions arise from this incident, whether it was gross negligence or a conspiracy? Only the SPG and Punjab Police knew about the change in PM’s route. Who gave this information to the protesters? The responsibility of state police is to sanitize the route that is taken by the PM’s cavalcade. Did Punjab Police deliberate gave the information about PM’s route to the protesters who were present there with their tractor trolleys? If there was apprehension about such a protest, why didn’t the state police and intelligence convey this to SPG? Why did the Punjab DGP assure SPG that the route would be sanitized? When the PM’s convoy was stuck on the flyover for 20 minutes, why didn’t state police officials take immediate steps to clear the route? These are big questions and people need an answer. This is not a political issue, it relates to the security of our Prime Minister.

Let me recap about the incident. The Prime Minister was supposed to lay the foundation of projects in Punjab worth Rs 32,750 crores at a rally in Ferozepur. He landed at Bathinda airport and was scheduled to go to Hussainiwala to lay wreath at the National Martyrs Memorial, close to the India-Pakistan border. Since the weather was bad due to consistent rains, he waited at the airport for 20 minutes for his chopper to take off. Modi had two options: either to return to Delhi or go to Hussainiwala by road. It was a two hours’ drive. SPG officials contacted Punjab DGP, who assured that the route was sanitized and that there were adequate security arrangements.

The PM’s convoy left for Hussainiwala, a distance of 170 km. Nearly 30 km away from Hussainiwala, his convoy stopped on a flyover, because there were trucks, buses and more than 20 tractors blocking it. SPG commandos immediately came out and took positions with their weapons. SPG officials frantically tried to contact the Punjab CM, but he did not take their phone calls. The Prime Minister sat in his vehicle, waiting for 20 minutes. It was for the first time in the history of PM security, that the Prime Minister had to wait on a road for the block to be cleared. Twenty minutes later, SPG officials decided to return to Bhatinda, and the PM’s rally was called off. There were several vehicles of BJP leaders following the PM’s convoy. When the convoy took a U-turn and returned, several leaders used their smartphones to record the return of the PM.

The Ministry of Home Affairs immediately sought a report from Punjab government about this serious breach of PM’s security. The PM’s travel plans in Punjab had been communicated to the state police in advance. Punjab Police was expected to make arrangements for security, logistics and contingency plans. The presence of protesters on the route, with tractors, makes it clear that the state police had not done adequate arrangements. Extra layers of security were expected on the PM’s route when the convoy passes, but this was not done. At the Ferozepur rally, Health Minister Mansukh Mandaviya told thousands of people waiting that due to some reasons, the PM has returned to Bathinda and the rally stands cancelled.

The BJP condemned the Congress government in Punjab for this major breach of security. Party president J P Nadda tweeted: “It is sad that the Prime Minister’s programme for announcing launch of thousands of crores of rupees worth projects could not take place due to obstruction. We will not allow such low level mental approach to become an obstacle in the path of Punjab’s progress. The Punjab CM Channi refused to talk over phone. The approach of Punjab government will surely hurt every person who believes in democratic principles. Protesters were allowed to go towards the PM and his security was compromised. Chief Secretary and DGP had promised that the PM’s route was clear.”

UP chief minister Yogi Adityanath said, “what happened in Punjab is unimaginable. It clearly exposes the atmosphere of anarchy and lack of law and order that prevails in Punjab. The Congress government in Punjab should tender apology for making a mockery of the Prime Minister’s security. This security breach is unpardonable and smacks of conspiracy on part of Congress.”

Madhya Pradesh CM Shivraj Singh Chouhan alleged that there was conspiracy on part of the Congress government. He said, “Prime Minister Modi is the people’s leader. The Congress, fearing defeat in the Punjab elections, is disrupting the institutional safeguards at the behest of its party high command. This is nothing but criminal conspiracy.”

Union Minister Smriti Irani said, “We know Congress hates Modi, but today they tried to harm India’s Prime Minister. The state government knowingly constructed a scenario where the PM could have been brought to harm…So many people reaching there is not just a coincidence, it’s a conspiracy. Punjab Police remained a mute spectator, and no security protocol was followed.” BJP’s political ally and former Punjab CM Capt Amarinder Singh said, “law and order has totally collapsed in Punjab as protesters blocked the Prime Minister’s convoy, close to the Pakistan border. The Congress has no moral right to stay in power in the state.

All questions point towards the Congress and what Chief Minister Channi said in his defence, is not adequate. These questions are justified, and such questions beg answers. As per protocol, the CM, Chief Secretary and DGP are expected to be present whenever the Prime Minister reaches a state. All these three were absent. With two members of Channi’s staff found positive, the CM has gone into self-isolation for three days. He sent his Finance Minister Manpreet Singh Badal to receive the PM at the airport. No one knows why the Chief Secretary and DGP were absent.

Channi and his ministers are now giving a political twist to all questions that are being asked. Congress media chief Randeep Surjewala claimed that nearly 10,000 policemen were deployed for the PM’s rally in Ferozepur. Security arrangements were also provided for buses carrying BJP supporters, he claimed. He tried to put the blame on PM’s security officials, saying that the change in route was done at the last moment catching the state police unawares. Chief Minister Channi said that state police officials even offered the SPG to take the PM’s convoy by another route to Ferozepur for the rally, but the SPG decided to return to Bathinda.

The Prime Minister of the world’s most populous democracy, stuck on a flyover inside his vehicle for 15-20 minutes is not a normal incident. It is a major security breach. The Punjab CM and his police had advance information about the PM’s route. To say that the route was changed at the last moment, is ridiculous.

Whenever a Prime Minister undertakes a tour, alternate routes are always kept ready. The number of protesters present at the flyover was few. They could have been easily removed by the local police. But police did not get orders from higher-ups. The question is: who gave the information about sudden change in PM’s route to these protesters? Till 10.30 am, the flyover was open, traffic was running smoothly and there was not a single protester. But when the PM’s convoy reached the flyover, suddenly these protesters emerged. How? Had the intent of police been clear, they could have easily removed these protesters who had come with their tractors.

To claim that it was not a security lapse, reveals lack of administrative experience on part of the Punjab Chief Minister. Who would have been held responsible if any physical harm was caused to the PM? The saddest part is that Congress leaders tried to politicize a sensitive security-related issue in this manner. One of their youth leaders had the temerity to write on Twitter addressing the PM; “How’s the Josh?” Keep politics away from security related issues.

Leave elections aside, the security of the Prime Minister is a major issue. This issue is not related to an individual, it is the office of the Prime Minister. There cannot be any compromise on the issue of Prime Minister’s security. The Chief Minister of Punjab must realize the enormity of this issue and nobody should be allowed to indulge in politics over this incident.

आजकल हर तरफ कोरोना की बेकाबू स्पीड की चर्चा है। लोगों में डर और तरह-तरह की आशंकाएं हैं। लेकिन इन सबके बीच आशा की किरण भी है। कोरोना के इस संकट से लड़ने के हमारे वैज्ञानिक नए-नए रास्ते खोज रहे हैं। अच्छी खबर यह है कि कोरोना की नई नेज़ल वैक्सीन (कोडनेम BBV-154) आने वाली है। इसे एक-दो दिन में ही मंजूरी मिल सकती है। हैदराबाद स्थित भारत बायोटेक ने इस वैक्सीन को बनाया है। यह वैक्सीन बूस्टर डोज की तरह काम करेगी। ड्रग कंट्रोलर जनरल ऑफ इंडिया (डीसीजीआई) की एक्सपर्ट कमेटी जल्द ही इसके इस्तेमाल की मंजूरी देने पर फैसला लेने वाली है। यह वैक्सीन बूस्टर डोज के तौर पर उन लोगों को भी दी जाएगी जिन्होंने कोवैक्सीन या कोविशील्ड की दोनों डोज ले रखी है।

भारत बायोटेक ने 5 हज़ार लोगों पर अपनी इस नेज़ल वैक्सीन (BBV154) का क्लिनिकल ट्रायल किया है। जिन लोगों पर ट्रायल हुआ है उनमें से 50 प्रतिशत यानी ढाई हज़ार लोगों को कोविशील्ड और ढाई हज़ार लोगों को कोवैक्सीन की दोनों डोज लगी थी। अगर सबकुछ ठीक-ठाक रहा तो देश को यह इंट्रानेज़ल बूस्टर वैक्सीन इस साल मार्च महीने में उपलब्ध हो जाएगी। इस बूस्टर वैक्सीन को कोरोना की दूसरी डोज के छह महीने बाद दिया जाएगा।

उधर, डीसीजीआई की एक्सपर्ट कमेटी की ओर से रूस की स्पुतनिक लाइट वैक्सीन को भी मंजूरी मिलने की उम्मीद है। इस वैक्सीन को डॉ. रेड्डीज लैब ने बनाया है। इसके थर्ड फेज के ट्रायल का डेटा सरकार को दिया गया है। स्पूतनिक लाइट वैक्सीन कोरोना वायरस के ओमिक्रॉन वेरिएंट के खिलाफ असरदार है। प्रधानमंत्री नरेंद्र मोदी ने 25 दिसंबर को इस बात का संकेत दिया था कि नेज़ल वैक्सीन को बूस्टर डोज की तरह इस्तेमाल किया जा सकता है। इसी दिन उन्होंने 15 से 18 साल के उम्र के लोगों के लिए देशव्यापी वैक्सीनेशन अभियान शुरू करने का ऐलान किया था।

एक और अच्छी खबर यह है कि भारत की दवा निर्माता कंपनी मैनकाइंड फार्मा (Merck) एंटी वायरल कोविड की गोली मॉलन्यूपीराविर को अगले सप्ताह से मार्केट में उतारनेवाली है। इस दवा की कीमत प्रति कैप्सूल 28 से 35 रुपये के बीच है। एक दिन की दवा की कीमत करीब पौने तीन सौ रुपये होगी। कुल पांच दिनों का कोर्स होगा। यानि कोरोना का इलाज कुल 1400 रुपये में हो जाएगा। कंपनी ने कहा है कि यह दवा पूरे देश में मिलेगी। अमेरिका में इस दवा की कीमत करीब 700 डॉलर है। चूंकि ड्रग कंट्रोलर जनरल ऑफ इंडिया ने पहले ही इस दवा के इमरजेंसी इस्तेमाल को मंजूरी दे दी है इसलिए इसकी मार्केटिंग को लेकर कोई समस्या नहीं होगी। दवा के प्रोडक्शन के लिए 13 भारतीय फार्मा कंपनियों के साथ टाईअप किया गया है। यानी मैनकाइंड फार्मा के साथ-साथ 13 भारतीय कंपनियां भी इस ओरल दवा का प्रोडक्शन करेंगी। मॉलन्यूपीराविर एक एंटी-वायरल दवा है जिसकी खोज इन्फ्लुएंजा के इलाज के लिए हुई थी लेकिन जब कोरोना के मरीजों पर भी इसका टेस्ट किया गया तो इसके बेहतर नतीजे सामने आए।

मंगलवार को देशभर में 24 घंटे में कोरोना के कुल 37,379 मामले सामने आए। पिछले साल सितंबर महीने के बाद यह कोरोना के मामलों में सबसे बड़ा उछाल है। वहीं वैक्सीनेशन की बात करें तो देशभर में 150 करोड़ डोज दिए जा चुके हैं। नेज़ल वैक्सीन की शुरुआत भारतीय दवा निर्माताओं के लिए एक बड़ी उपलब्धि साबित होगी। वैक्सीन और दवाओं की खोज एक दिन के अंदर नहीं हो जाती हैं। इन्हें बनाने, इनके ट्रायल और फिर ड्रग रेग्युलेटर से इमरजेंसी इस्तेमाल की मंजूरी मिलने और बाजार में उतारने में महीनों लग जाते हैं।

दुनिया भर में अब तक कोरोना वैक्सीन की जितनी डोज लगी है उनमें आधी से ज्यादा वैक्सीन भारत में बनी थी। इस संकट की घड़ी में हमारा देश दुनिया का मददगार बन रहा है। सोमवार से देश में 15 साल से 18 साल की उम्र के बच्चों का वैक्सीनेशन भी शुरू हो गया है। इस आयु वर्ग की कुल आबादी करीब सात करोड़ है। सोमवार को वैक्सीनेशन के पहले दिन ही 47 लाख से ज्यादा बच्चों ने वैक्सीन की डोज ले ली। मंगलवार को दूसरे दिन भी 40 लाख से ज्यादा बच्चों को वैक्सीन लगी। अगर इस स्पीड से वैक्सीनेशन का काम चला तो 15 से 18 साल के तक सभी बच्चों को बीस दिन में ही वैक्सीन लग जाएगी। देश के बच्चे अपना फर्ज समझ रहे हैं और अपनी ड्यूटी निभा रहे हैं। इस मामले में नेताओं को बच्चों से सीखने की जरूरत है। मैं यह बात इसलिए कह रहा हूं क्योंकि कई राज्यों में बड़े-बड़े नेता कोरोना का शिकार हो रहे हैं। यूपी, पंजाब, उत्तराखंड, गोवा और मणिपुर में चुनाव होनेवाले हैं और जबरदस्त प्रचार हो रहा है। सभी पार्टियों के नेता बड़ी-बड़ी रैली और रोड शो कर रहे हैं और कोरोना का शिकार हो रहे हैं।

उधर, मंगलवार को दिल्ली के मुख्यमंत्री अरविंद केजरीवाल की कोरोना टेस्ट रिपोर्ट भी पॉजिटिव आई। केजरीवाल चार दिन से पंजाब और उत्तराखंड में रैली कर रहे थे। वहीं महाराष्ट्र में पीडब्ल्यूडी मंत्री एकनाथ शिंदे, बालासाहेब थोराट, वर्षा गायकवाड़ समेत 13 मंत्री कोरोना की चपेट में आए हैं। केंद्रीय मंत्री महेंद्रनाथ पांडे और बिहार के पूर्व सीएम जीतनराम मांझी की रिपोर्ट भी पॉजिटिव आई है। उधर, कर्नाटक के शिक्षा मंत्री बीएस नागेश, छत्तीसगढ़ के स्वास्थ्य मंत्री टी.एस. सिंहदेव और कांग्रेस के मीडिया प्रभारी रणदीप सुरजेवाला भी पॉजिटिव पाए गए हैं। कोरोना महामारी का सबसे बड़ा खतरा उन राज्यों में है जहां चुनाव होनेवाले हैं। वहीं चुनाव आयोग ने भी साफ कर दिया है कि कोरोना की वजह से चुनाव नहीं टलेंगे लेकिन नेताओं से अपील की है कि चुनावी रैलियों के दौरान कोविड प्रोटोकॉल का ख्याल रखें।

इस बीच, ज्यादातर राज्य सरकारों ने पाबंदियां लागू कर दी है। दिल्ली सरकार ने इस सप्ताह से वीकेंड कर्फ्यू का ऐलान कर दिया है। उधर इस फैसले से व्यापारी नाराज हैं। दुकानदारों का कहना है कि वैसे ही दो साल से धंधा चौपट है। अब धीरे-धीरे जिंदगी पटरी पर लौट रही थी तो सरकार ने फिर पाबंदियां लगा दी। अधिकांश दुकानदारों ने इंडिया टीवी के संवाददाताओं से कहा कि नेताओं की रैलियों के वक्त क्या कोरोना छुट्टी पर चला जाता है? इन रैलियों पर रोक क्यों नहीं लगती? नेताओं की दुकान चल रही है और व्यापारियों की दुकान बंद कराई जा रही है। यह ठीक नहीं है। दुकानदारों का गुस्सा समझा जा सकता है। कोरोना और लॉकडाउन की वजह से वाकई इनके कारोबार पर काफी असर पड़ा है। लेकिन दिल्ली के बाजारों में जबरदस्त भीड़ लग रही है। बाजारों का हाल देखकर लगता है कि किसी को कोई डर नहीं है।

दिल्ली जैसा हाल महाराष्ट्र का भी है। महाराष्ट्र कोरोना के मामलों में देश भर में नंबर वन पर है। यहां मंगलवार को पिछले 24 घंटे में कोरोना के 18 हजार 466 नए केस सामने आए । देश में कोरोना के जितने मामले आए उनमें से करीब 50 प्रतिशत यानी आधे केस अकेले महाराष्ट्र के हैं। महाराष्ट्र के 13 मंत्रियों और 70 विधायकों का कोविड टेस्ट पॉजिटिव रहा है। वहीं एक्टिव मामले बढ़कर 13 हजार के आंकड़े को पार कर गए हैं।

नए साल का जश्न भारी पड़ गया। एक कहावत है- ‘गए थे नमाज पढ़ने, रोजे गले पड़ गए’। चाहे गोवा हो, महाराष्ट्र या अन्य राज्यों में नए साल के जश्न के दौरान लोगों ने सावधानी नहीं बरती। क्रूज कॉर्डेलिया पर लोग नए साल की पार्टी करने गए थे। लेकिन कई यात्रियों की कोरोना रिपोर्ट पॉजिटिव आ गई। हालांकि इसमें इन लोगों की कोई गलती नहीं हैं। कोरोना वायरस है ही ऐसा। जो लोग क्रूज में सवार हुए उनकी 48 घंटे पहले की कोरोना रिपोर्ट निगेटिव थी। सभी लोग वैक्सीनेटेड थे। इसके बाद भी कोरोना क्रूज पर पहुंच गया और नए साल की शुरुआत खराब कर दी। खतरा यही है कि जो कोरोना से संक्रमित है उसे खुद नहीं मालूम कि वो कोरोना वायरस का कैरियर बन गया है। जो 48 घंटे पहले की निगेटिव रिपोर्ट लेकर आ रहा है उसे नहीं मालूम कि इन 48 घंटों में कोरोना उसके शरीर में पहुंच चुका है। कोरोना चुपके से आ रहा है और आने की खबर भी नहीं दे रहा है। चूंकि ज्यादातर मरीज एसिम्टोमैटिक हैं लिहाजा अनजाने में ही कोरोना के मरीज दूसरों को कोरोना का वायरस बांट रहे हैं, इसलिए ज्यादा सावधान रहने की जरूरत है।

मैंने सोमवार को भी कहा था और आज फिर कह रहा हूं। खुद को कोरोना पॉजिटिव मानिए और अपने आसपास वाले लोगों को भी कोरोना पॉजिटिव मानिए, तभी इस वायरस से बच सकते हैं। क्योंकि यह वारयस कहीं भी पहुंच सकता है और आम हो या खास सबको अपना शिकार बना सकता है।

In the fast spreading gloom due to a huge surge in Covid cases across India, has come two pieces of good news. A nasal vaccine as booster, codenamed BBV-154, is in the pipeline. Hyderabad-based manufacturer Bharat Biotech has developed this nasal vaccine, and the subject experts committee of Drug Controller General of India is going to take a decision soon for clinical trials of this intranasal vaccine as a booster or third dose. This will be given to all those who have taken both doses of either Covishield or Covaxin.

The initial clinical trials will be done on 5,000 people, out of whom 50 per cent have been vaccinated with Covishield and the other 50 per cent vaccinated with Covaxin. India will get this intranasal booster vaccine in March, if everything goes according to schedule. This booster will be given six months after the second dose of vaccine.

The subject experts committee is also expected to give approval to Russian Sputnik Light vaccine, which is a one shot vaccine, manufactured by Dr Reddy’s Lab. Sputnik Light vaccine is useful for patients having Omicron variant of virus. On December 25, Prime Minister Narendra Modi had given indication about introduction of a nasal vaccine as booster. At that time, he had announced launch of nationwide vaccine drive for all children aged 15 to 18 years.

Another good news is that another Indian company Mankind Pharma will launch the generic version of Merck’s anti-viral Covid pill Molnupiravir, and it will be available in pharmacies from next week. It will be priced between Rs 28 and Rs 35 per capsule, and a five-day course of 40 capsules will cost Rs 1,400. In comparison, the Merck’s pill in the US costs roughly $700. Since the Drug Controller General of India has already approved emergency use of this pill, there will be no issue over immediate marketing. Thirteen Indian companies along with Mankind Pharma will be manufacturing and marketing this pill in India with license from Merck. The drug was invented for treating influenza, but now it has become useful for treating Covid-19.

On Tuesday, India reported 37,379 new Covid-19 cases during the last 24 hours, its highest surge since September last year. On the vaccination front, more than 150 crore vaccine doses have already been administered. With the introduction of indigenous intra-nasal vaccine, it will be a feather in the cap of Indian drug manufacturers. Vacccines and drugs are not invented within a day, it takes months to manufacture them, carry out field trials, and then introduce them after getting emergency use approval from the regulator.

More than half the Covid vaccines administered across the world have been manufactured in India. In the times of Covid crisis, India has proved to be the protector for peoples across the world. Among teenagers, there are roughly more than 7 crore children in the 15-18 years age group in India, out of which 47 lakh took their first dose on Monday, and nearly 40 lakh children took their dose on Tuesday. Our children understand the importance of the vaccines, and they have enthusiastically come forward to discharge their responsibility to the nation. Our leaders should learn lessons from them. Already election campaign in UP, Uttarakhand, Punjab, Goa, and Manipur are in full swing.

On Tuesday, it was reported that Delhi chief minister Arvind Kejriwal was tested positive. Thirteen ministers in Maharashtra, including PWD Minister Eknath Shinde, Balasaheb Thorat, Varsha Gakewad, have been tested positive. Trinamool Congress leader Derek O’Brien and Babul Supriyo are undergoing Covid treatment. Union Minister Mahendranath Pandey, and former Bihar CM Jitanram Manjhi have been tested positive. Karnataka Education Minister B. S. Nagesh, Chhatisgarh Health Minister T. S. Singhdeo, and Congress media in-charge Randeep Surjewala have also been tested positive. The biggest danger of pandemic lurks on states that will go to the polls soon. While the Election Commission has said that polls will not be postponed because of the pandemic, it has cautioned all party leaders to be careful during campaigning and stick to Covid protocols.

Meanwhile, most of the state governments have imposed fresh restrictions. Delhi government has announced weekend curfew from this week onwards. This has drawn the ire of shopkeepers who are staring at a bleak future. Most of the shopkeepers told India TV reporters that while leaders are busy addressing public meetings, they are being forced to close down their shops and markets. While the shopkeepers may be having their problems, the fact cannot be overlooked that most of the markets in Delhi are still witnessing huge crowds of shoppers, with most of them without masks.

Similar is the case in Maharashtra, which stands No. 1 in India for daily surge in Covid cases. On Tuesday, 18,466 new Covid cases were reported from the state, almost half of the daily cases reported across India. Thirteen ministers and nearly 70 MLAs in Maharashtra have been tested positive. Active cases have crossed 13,000.

New Year eve celebrations have costed several of us dearly. While celebrating in the midst of huge crowds, whether in Goa, or in Maharashtra or other states, people threw caution to the wind. Even passengers celebrating the New Year on a cruise ship Cordelia, were tested positive. People who are vaccinated, themselves do not know that they have been freshly infected with the virus. Those who got negative reports 48 hours earlier, were later found positive. The virus is lurking everywhere in our midst. The problem is: most of the patients are asymptomatic, and they are unknowingly spreading the virus.

I had cautioned on Monday, and am repeating the same today: Assume yourself as Covid positive, and treat all people around you as Covid positive. Only after practising utmost caution, can we all protect ourselves.
