अग्निवीर मुआवज़ा : सेना के बयान पर भरोसा करें
राहुल गांधी एक बार फिर अग्निवीर को लेकर विवाद में पड़ गए. उन्होंने एक बार फिर आरोप लगाया कि शहीद अजय कुमार के परिवार को कोई मुआवजा नहीं मिला. भारतीय सेना ने इस बात का खंडन किया, इस आरोप को गलत बताया. सेना ने एक बयान जारी कर के कहा कि शहीद अग्निवीर के परिवार को अब तक करीब एक करोड़ रूपए मिल चुके हैं. दो दिन पहले लोकसभा में भी राहुल गांधी ने इल्जाम लगाया था कि सरकार अग्विनीर योजना को लेकर गलतबयानी कर रही है. राहुल ने कहा था अग्निवीर को न शहीद का दर्जा मिलता है, न पेंशन मिलती है, न कोई मुआवज़ा मिलता है. और सबूत के तौर पर राहुल गांधी ने पंजाब के शहीद अग्निवीर अजय कुमार का उदाहरण दिया. कहा वो अजय के परिवार से मिले थे और परिवार ने बताया कि उन्हें कोई मुआवजा नहीं मिला. रक्षा मंत्री राजनाथ सिंह ने उसी वक्त सदन में खड़े होकर राहुल को सदन को गुमराह करने को लेकर टोका, साफ कहा कि अगर कोई अग्निवीर सेना के ऑपरेशन में या सीमा पर देश की रक्षा करते हुए शहीद होता है तो उसके परिवार को करीब एक करोड़ रूपए मिलते हैं. लेकिन गुरुवार को राहुल गांधी ने एक बार फिर राजनाथ सिंह पर झूठ बोलने का इल्जाम लगाते हुए एक वीडियो जारी किया जिसमें उन्होंने शहीद अग्निवीर अजय के पिता का वीडियो लगाया, जो ये कहते हुए दिखाई दे रहे हैं कि सरकार की तरफ से उन्हें कुछ नहीं मिला. इस वीडियो का संदर्भ देते हुए राहुल गांधी ने कहा कि अब झूठ बोलने के लिए रक्षामंत्री को देश से मांफी मांगनी चाहिए. जैसे ही राहुल गांधी का वीडियो सामने आया तो ये बड़ा मुद्दा बन गया. सेना ने बयान जारी किया, पूरी बात बताई, कहा कि शहीद अग्निवीर के परिवार को करीब एक करोड़ रूपए मिल चुके हैं. इसके अलावा अभी कागजी कार्रवाई पूरी होने के बाद करीब 67 लाख रूएए और दिए जाएंगे. इसलिए ये कहना ठीक नहीं है कि रक्षामंत्री ने लोकसभा में गलत बात कही. अब सवाल ये है कि इस मामले का सच क्या है ? क्या वाकई में शहीद के परिवार को कोई मुआवजा नहीं मिला? क्या रक्षामंत्री ने झूठ बोला? राहुल ने वीडियो में जिस व्यक्ति का बयान दिखाया, वह चरणजीत सिंह हैं, अग्निवीर अजय कुमार के पिता. चरणजीत सिंह लुधियाना में रामगढ़ सरदारां गांव के रहने वाले हैं. चरणजीत सिंह के बेटे अजय सिंह अग्निवीर के तौर पर सेना में भर्ती हुए थे और इसी साल 18 जनवरी को राजौरी में एक बारूदी सुरंग के धमाके में शहीद हुए थे. चूंकि राहुल गांधी ने अपनी बात को सही और राजनाथ सिंह के बयान को गलत साबित करने के लिए शहीद के पिता को ढाल बनाया तो सेना की तरफ से बयान जारी करके पूरी हकीकत सामने रखी गई. बयान में कहा गया है कि शहीद अग्निवीर अजय कुमार के परिवार को अब तक 98 लाख 39 हज़ार रुपए मिल चुके हैं और 67 लाख तीस हजार रूपए और दिए जाने बाकी है. ये रकम औपचारिक कागजी कार्यवाही पूरी होने के बाद जल्द से जल्द दे दी जाएगी. सेना की तरफ से बताया गया कि अग्निवीर 18 जनवरी को शहीद हुए थे और उसके बाद एक महीने से भी कम वक्त में उनके परिवार को जीवन बीमा रकम के 50 लाख रुपए मिल गए थे. पचास लाख की ये रक़म 13 फ़रवरी को अजय की मां मनजीत कौर के खाते में क्रेडिट हुई थी. इसके बाद 10 जून को सेना की अपनी बीमा पॉलिसी के तहत 48 लाख 39 हज़ार रुपए भी अजय की मां के खाते में क्रेडिट हो गए थे. इस तरह कुल मिलाकर 98 लाख 39 हजार रूपए की कुल रकम शहीद के परिवार को मिल चुकी है. सेना ने अपने बयान में जो जानकारी दी है, उसके कागजी सबूत इंडिया टीवी के पास हैं. हमें जो दस्तावेज मिले हैं, उसके मुताबिक 18 जनवरी को अग्निवीर अजय सिंह की शहादत के बाद, ICICI लोंबार्ड बीमा कंपनी ने उनकी मां मनजीत कौर को 13 फरवरी को 50 लाख रुपए की पेमेंट की थी. इस बीमा पॉलिसी की पेमेंट के लिए शहीद अजय के परिवार की तरफ़ से 24 जनवरी को क्लेम दाख़िल किया गया था. 12 फ़रवरी को बीमा कंपनी को सारे कागज़ात मिल गए थे और 13 फ़रवरी को कंपनी ने बीमा पॉलिसी के तहत भुगतान को मंजूरी दे दी थी. ये बीमा पॉलिसी रक्षा मंत्रालय की अग्निवीर योजना का हिस्सा है जिसमें रक्षा मंत्रालय ने ICICI Lombard के साथ एक memorandum of understanding पर दस्तखत किया है. इसके तहत युद्ध के दौरान या सरहद पर शहीद होने वाले अग्निवीर के नॉमिनी को 50 लाख रुपए दिए जाते हैं. इसके अलावा, सेना हर अग्निवीर का एक बीमा अलग से भी कराती है. अजय के परिवार को सेना की इस बीमा पॉलिसी के 48 लाख रुपए 10 जून को भुगतान कर दिए गए थे. इसका दस्तावेज भी सेना ने रिलीज़ किया है. ये रक़म, शहीद अजय की मां मनजीत कौर के स्टेट बैंक के खाते में गई थी. सेना ने ये भी बताया कि अभी अजय के परिवार को लगभग 67 लाख 30 हज़ार रुपए और मिलेंगे. इसमें अनुग्रह राशि या एकमुश्त 44 लाख रुपए सेना से मिलेंगे. आर्मी वेल्फेयर फंड से अजय सिंह के परिवार को 8 लाख रुपए मिलेंगे. अजय सिंह की बची हुई सर्विस की सैलरी के पैसे भी उनके परिवार को मिलेंगे. ये रक़म लगभग 13 लाख रुपए होगी. इसके अलावा सर्विस फंड या सेवा निधि से भी अजय के परिवार को 2 लाख तीस हजार रु. की राशि मिलेगी. कुल मिलाकर, शहीद अग्निवीर अजय के परिवार को अभी सेना से 67 लाख तीस हजार रुपए और मिलने हैं. इस तरह अजय के परिवार वालों को कुल एक करोड़ पैंसठ लाख 69 हजार की रकम मिलनी है जिसमें से 98 लाख 39 हजार मिल चुके हैं. शहीद अजय के घर में माता पिता के अलावा छह बहनें हैं. अजय के पिता चरणजीत सिंह ने कहा कि राहुल गांधी चुनाव से पहले 29 मई को उनके घर आए थे. उस वक्त तक परिवार को पचास लाख रूपए मिल चुके थे. इसके बाद जून में 48 लाख रूपए और मिले. कुल करीब एक करोड़ रूपए मिल चुके हैं. चरणजीत सिंह ने कहा कि उन्हें नहीं मालूम ये पैसा केन्द्र सरकार ने भेजा है या राजनाथ सिंह ने भेजा है, लेकिन पैसा तो मिला है. अग्निवीर अजय की बहन बख़्शो कौर ने भी कहा कि उन्हें सेना से कोई शिकायत नहीं हैं. भाई की शहादत के बाद सेना हर वक्त परिवार के साथ खड़ी रही. भाई का अन्तिम संस्कार पूरे सैनिक सम्मान के साथ किया, परिवार की मदद की.जब भी जरूरत पड़ी तो एक फोन करने पर उन्हें मदद मिल गई. शहीद अजय सिंह के केस को लेकर चार बातें साफ हैं. पहली, सबके मन में अग्निवीर शहीद अजय के परिवार के प्रति सहानुभूति और सम्मान का भाव होना चाहिए. इस परिवार ने अपना इकलौता बेटा देश पर न्योछावर किया है. दूसरी बात, इस बलिदान की कोई कीमत नहीं लगाई जा सकती है, न हो सकती है. इसे रूपए पैसों से कभी तोला नहीं जा सकता. तीसरा, शहीद अजय के परिवार की जो भी सहायता की जा रही है, उसे देश का इस परिवार के प्रति कृतज्ञता का भाव मानना चाहिए. इसमें कोई शक नहीं कि इस परिवार को करीब एक करोड़ रूपए की रकम मिली है, कुछ राशि अभी मिलना बाकी है. चौथी बात, देश के प्रति एक सैनिक का बलिदान राजनीति का विषय नहीं होना चाहिए. ये दुर्भाग्य पूर्ण है कि शहीद को कितना मुआवज़ा मिला, इसकी चर्चा संसद में हुई. ऐसा लगता है कि जिन लोगों ने राहुल गांधी को जानकारी दी, उन्होंने राहुल को यही बताया कि परिवार को सहायता की राशि नहीं मिली है. संसद में जब राजनाथ सिंह ने राहुल गांधी को सूचित किया कि एक करोड़ रूपए दिया गया है, तब भी वो यही कह रहे थे कि परिवार वाले कुछ और बता रहे हैं. लेकिन आज जब सेना की तरफ से बयान जारी कर दिया गया, एक करोड़ की सहायता कब और कैसे दी गई, ये बता दिया गया, तो इस पर सब को भरोसा करना चाहिए. शहीद के लिए क्या करना है, कितना मुआवज़ा देना है, उनके परिवार को किस तरह की सहायता देनी है, ये काम हमारी फौज का है और उसके प्रति किसी को कोई सवाल नहीं उठाना चाहिए. हमारी फौज के प्रति लोगों के मन में जो भरोसा है, विश्वास है, उस पर किसी तरह की आंच नहीं आनी चाहिए. इतिहास गवाह है कि देश की सुरक्षा के लिए हमारी थल सेना, नौसेना और वायु सेना के बहादुर जवानों और अफसरों ने अनगिनत बलिदान दिए, न जाने कितने वीर जवान देश के लिए शहीद हुए और हमारा देश इस त्याग और बलिदान के लिए हमेशा उनका ऋणी रहेगा.
AGNIVEER COMPENSATION : TRUST WHAT THE ARMY SAYS
Leader of Opposition in Lok Sabha Rahul Gandhi was embroiled in Agniveer controversy again on Thursday. He released a video of the father of 23-year-old Agniveer martyr Ajay Kumar, in which the father was shown as saying that the family had not received any compensation or help from the Centre after his son was killed in a landmine explosion in Naushera on January 18 this year. The Indian Army promptly rebutted the charge saying the martyr’s family has already received Rs 98 lakhs as insurance money, and another Rs 67 crore assistance from the government was in the pipeline. Two days ago, Rahul Gandhi had alleged in the Lok Sabha that Agniveer jawans do not get the status of martyr, nor do they get pension or any compensation if they lose their life or limb. As example, Rahul mentioned Agniveer martyr Ajay Kumar’s name and alleged that his family had told him that it did not receive any money from the government. Defence Minister Rajnath Singh immediately intervened and told Rahul Gandhi not to mislead the House. Rajnath Singh said that the family of any Agniveer jawan who is martyred during operations, is given Rs 1 crore as compensation and Ajay Kumar’s family was also paid the same. On Thursday, Rahul Gandhi took to social media and posted the video of the martyr’s father claiming that the family did not receive any money. Rahul Gandhi referred to this video and demanded that the Defence Minister must apologize for misleading the nation. Within two hours, the Army released a statement on X disclosing the exact amount received by the martyr’s family till date. The Army’s statement said, “Certain posts on social media have brought out that compensation hasn’t been paid to the next of kin of Agniveer Ajay Kumar who lost his life in the line of duty…The last rites were carried out with full military honours. Of the total amount due, family of Agniveer Ajay has already been paid Rs 98.39 lakhs. Ex-gratia and other benefits amounting to approximately Rs 67 lakhs, as applicable according to the provisions of the Agniveer scheme, will be paid on final account settlement shortly post due police verification. The total amount will be Rs 1.65 crore approximately.” In our prime time show ‘Aaj Ki Baat’, I explained the entire issue with the help of documentary evidence. Documents clearly show that after Agniveer Ajay was martyred on January 18, his mother Manjeet Kaur received Rs 50 lakhs as insurance claim from ICICI Lombard insurance company on February 13, after the family filed claim on January 24. This insurance policy is part of the Army’s Agniveer scheme, under which the defence ministry had signed a memorandum of understanding with ICICI Lombard company. It clearly states that Rs 50 lakh insurance money must be paid to any Agniveer who is martyred during war or near the border. Apart from this, the army itself insures the life of every Agniveer, under which Rs 48 lakhs were paid on June 10 to Ajay Kumar’s family. The money was credited to Ajay Kumar’s mother’s SBI account. Apart from this, the family will also receive Rs 44 lakh ex-gratia from the army, Rs 8 lakhs from Army Welfare Fund, and the salary money for the remaining part of his service, which comes to Rs 13 lakhs. Also, Ajay’s family will get Rs 2.30 lakhs from Service Fund. In all, the martyr’s family shall be getting Rs 67.30 lakh from the army, after police verification is over. The total amount that the family will receive will come to Rs 1,65,69,000, out of which Rs 98,39,000 has already been paid. Rahul Gandhi had posted the video of Charanjit Singh, Ajay’s father, resident of Ramgarh Sardaran village near Ludhiana. The question now is, who is telling the truth? Rahul Gandhi or Rajnath Singh? Several reporters met the family members on Thursday. Martyr Ajay Kumar has six sisters. His father Charanjit Singh said, Rahul Gandhi had come to their home on May 29 before polling, and by that time the family had already received Rs 50 lakhs, while Rs 48 lakhs were received in June. The martyr’s father said, the family did receive the money. The martyr’s sister Baksho Kaur said, they had no complaint against the army, which stood by the family after the martyrdom of her brother, and the funeral was done with full military honours. Four points must be clear from martyr Ajay Kumar’s case. One, everybody must have sympathy and respect for the martyr’s family, because Ajay was the only son in the family who laid down his life for the country. Two, martyrdom can never be and should never be measured through monetary compensation. The money that the martyr’s family received must be regarded as a token of gratitude of the nation towards the family. Three, the family has received almost Rs 1 crore, and more money is in the pipeline. Four, a soldier’s sacrifice must not be made a political issue. It is unfortunate that the martyr’s compensation was debated in Parliament. It appears that Rahul Gandhi was told by his associates that the family did not get any money. Even after the Defence Minister informed Rahul Gandhi inside the House that nearly Rs 1 crore has been given to the family, Rahul persisted in his allegation and blamed the Defence Minister for misleading the nation. Now that the Army has given details of the payments made to the martyr’s family, everybody should trust its explanation. It is the responsibility of the Army to ensure that compensation and ex-gratia are given to martyrs, and no questions must be raised. The people of India have full faith in our Army, and this should, in no case, be diminished. History is witness how our Army, Navy and Air Force jawans and officers gave their supreme sacrifice in defence of the motherland. The nation shall forever remain grateful to our armed forces for their sacrifice and valour.
विपक्ष के हर हमले से मोदी ज़्यादा मजबूत होते हैं
संसद में विपक्ष ने फिर हंगामा किया. बुधवार को फिर प्रधानमंत्री नरेन्द्र मोदी को बोलने से रोकने की कोशिश की. राज्यसभा में कांग्रेस की अगुआई में विरोधी दलों के सांसदों ने खूब शोर मचाया, नारेबाजी की. लेकिन जब मोदी नहीं रूके, शोर शऱाबे के बीच भी मोदी अपना भाषण देते रहे, तो थक-हार कर विपक्ष ने वॉकआउट किया. विपक्ष के हंगामे पर सभापति को कहना पड़ा कि संसदीय इतिहास में ऐसा पहली बार हुआ जब प्रतिपक्ष के नेता सदन के नेता को बोलने से रोक रहे हैं, विपक्ष के सांसदों से नारेबाजी करवा रहे हैं. सभापति ने कहा कि ये संविधान का, सदन का और संसदीय परपंराओं का घोर अपमान है. मोदी ने भी कहा कि झूठ का पहाड़ खड़ा करने वाले विपक्ष के नेताओं में सच सुनने का साहस नहीं है. मोदी ने याद दिलाया कि विपक्ष ने मंगलवार को लोकसभा में पूरी ताकत लगा दी, लेकिन उन्हें बोलने से नहीं रोक पाए, तो राज्यसभा में मैदान छोड़कर ही भाग गए. बुधवार को लोकसभा का वीडियो फुटेज मिला. तस्वीरों में साफ नज़र आ रहा था कि जब प्रधानमंत्री मोदी बोलने के लिए खड़े हुए थे, तो राहुल गांधी ये तय करके आए थे कि मोदी को बोलने से रोकना है. राहुल पहले से सदन में पहुंच चुके थे. जैसे ही स्पीकर ने प्रधानमंत्री को बोलने के लिए कहा, तो राहुल गांधी खड़े हो गए, नारेबाजी शुरू हो गई, राहुल ने कांग्रेस के सांसदों को वैल में जाने को कहा, बहाना मणिपुर को बनाय़ा गया, ये मांग की जाने लगी कि मोदी सबसे पहले मणिपुर पर बोलें. राहुल ने मणिपुर के अपनी पार्टी के दोनों सांसदों को आगे आने को कहा. लेकिन बड़ी बात ये है कि कांग्रेस के सासंद लोकसभा के नियमों और परंपरा को तोड़ने में हिचक रहे थे. वो अपनी सीटों से उठ कर तो खड़े हो गए, नारे भी लगाने लगे लेकिन राहुल के कहने पर भी वेल में नहीं गए. उसी वक्त राहुल गांधी के ठीक पीछे खड़े गौरव गोगोई आगे आए, वो खुद वेल में पहुंच गए. गौरव गोगोई ने पहले मणिपुर के दो सांसदों को हाथ पकड़ कर वेल में ले गए, उसके बाद पूर्वोत्तर के कांग्रेस के दो और सांसद भी वेल में रिपोर्टर्स की टेबल के पास स्पीकर के आसान के ठीक सामने आकर खड़े हो गए और नारे लगाने लगे. तस्वीरों में पूरी सिक्वैंस बिल्कुल साफ है. राहुल गांधी के इशारे पर सबसे पहले गौरव गोगोई कांग्रेस के कुछ सांसदों को खींच कर वेल में लाए, नारेबाजी करवाई. लेकिन राहुल गांधी इससे संतुष्ट नहीं थे. उन्होंने अपनी अपनी सीटों पर खड़े कांग्रेस और दूसरे विरोधी दलों के सांसदों को भी वेल में जाने का इशारा किया. उस वक्त भी विपक्ष के सांसद वेल में जाने से कतरा रहे थे. कांग्रेस की कुछ महिला सांसद राहुल के ठीक बगल में गैलरी में खड़ी थीं लेकिन वो वेल में नहीं गई. राहुल ने उन्हें भी बार बार इशारा करके वेल में भेजा. हालांकि स्पीकर ओम बिरला लगातार विपक्ष के नेता के इस रुख पर आपत्ति जता रहे थे, लेकिन राहुल गांधी ने स्पीकर की बात नहीं सुनी. जब राहुल ने हंगामा शुरू करवा दिया तो उसके बाद वह अपनी सीट पर बैठकर तमाशा देखने लगे. इसके बाद मोर्च संभाला DMK के नेता दयानिधि मारन ने. दयानिधि मारन खड़े हो गए, वह नारेबाजी के लिए विपक्ष के सासंदों को उकसाते हुए दिखाई दिए. हालांकि इस दौरान स्पीकर ओम बिरला ने विपक्ष के नेताओं को समझाया, फटकारा लेकिन कोई असर नहीं पड़ा. स्पीकर ने राहुल गांधी का नाम लेकर कहा कि उनका व्यवहार शर्मनाक है. स्पीकर ने कहा कि राहुल गांधी को अपने ओहदे की मर्यादा का पालन करना चाहिए लेकिन राहुल ने न तो स्पीकर की बात सुनी, न अपने सांसदों को नारेबाज़ी बंद करने को कहा. मैं तो ये देख कर हैरान हूँ कि जब इस तरह से सांसद पास खड़े थे, नारे लगा रहे थे, ताली पीट रहे थे तो भी नरेंद्र मोदी बिना रुके भाषण कैसे देते रहे? मोदी का फोकस अपने तर्कों पर कैसे बना रहा? इतने संगठित हंगामे के बीच वो विपक्ष के एक-एक आरोप का जवाब देते रहे, विचलित नहीं हुए. ये मुश्किल काम था. कल तो ये सिर्फ सुनाई दिया था कि मोदी के भाषण के दौरान विरोधी दलों के सांसद शोर मचा रहे थे, नारे लगा रहे थे, मोदी को बोलने से रोकने के लिए जोर लगा रहे थे लेकिन आज इस हंगामे के वीडियो फुटेज में जो दिखाई दिया, वो चौंकाने वाला है. संसद की परंपराओं को तार तार करने वाला है. नेता प्रतिपक्ष राहुल गांधी सांसदों को इशारा कर रहे हैं, शोर मचाने के लिए उकसा रहे हैं, जो सांसद वेल में जाने के लिए अनिच्छुक थे, उन्हें दूसरे नेता खींचकर ले जाते दिखाई दे रहे थे. वीडियो में साफ दिखाई दे रहा है कि सांसदों ने हंगामा अपनी इच्छा से नहीं किया, उन्हें निर्देश देकर उनसे शोर मचवाया गया, उन्हें दबाव डालकर वेल में भेजा गया. अब इस घटनाक्रम के दो मतलब लगाए जा रहे हैं. एक तो विपक्षी दल का इरादा दिखाई देता है, ये हमारे सांसद हैं, हम उन्हें निर्देश दें, ये हमारी मर्जी है, अब हमारे पास ताक़त है, हम मोदी को रोकेंगे, बोलने नहीं देंगे, रोक सको तो रोक लो. दूसरा interpretation ये है कि संसद में ऐसा व्यवहार शोभा नहीं देता, राष्ट्रपति के अभिभाषण पर विपक्षी दलों के नेताओं ने जी भर के बोला. प्रधानमंत्री को उत्तर देने से रोकने की कोशिश करना संसदीय परंपरा का अपमान है और सब कुछ लाइव है, कैमरा पर है, देश की जनता सब देख रही है. लोकतंत्र के संस्कार तो यही सिखाते हैं. संसद में सवाल पूछो, पर जवाब भी सुनो. सदन में आरोप लगाओ, तो सफाई सुनने की हिम्मत भी रखो. लोकसभा में नेता प्रतिपक्ष एक संवैधानिक पद है, जिम्मेदारी का पद है. ऐसे नेता सांसदों को उकसाते भड़काते दिखाई दें, ये कोई स्वीकार नहीं करेगा. नरेंद्र मोदी को देश की जनता ने प्रधानमंत्री पद की जिम्मेदारी दी है, उन्होंने उसका निर्वाह किया. राहुल गांधी को देश की जनता ने नेता प्रतिपक्ष बनाया है, लेकिन उनका व्यवहार इस पद के अनुकूल नहीं था. राज्यसभा में दस पन्द्रह मिनट के हंगामा के बाद विपक्ष के नेता थक गए, सदन से बाहर चले गए. इस पर प्रधानमंत्री ने कहा कि कि कांग्रेस पार्टी और उसके साथियों को सच का सामना करने का साहस नहीं है, जो सवाल उन्होंने उठाए उनके जवाब सुनने की हिम्मत नहीं हैं, इसलिए डरकर, मैदान छोड़कर भाग गए. मोदी ने विपक्ष के उन आरोपों का जबाव दिया जो चर्चा के दौरान सरकार पर लगाए गए थे. सबसे बड़ा इल्जाम था, विरोधी दलों के नेताओं के खिलाफ सरकार ED, CBI का इस्तेमाल कर रही है. मोदी ने कहा कि हकीकत ये है कि कांग्रेस अब देश भर मे भ्रष्टाचारी बचाओ अभियान चला रही है. कांग्रेस के नेताओं ने आम आदमी पार्टी के जिन लोगों को खुद भ्रष्टाचार के इल्जाम लगाए, सबूत दिए, अब उन्हीं को पाक साफ बता रही हैं. मोदी ने कहा कि आम आदमी पार्टी के नेताओं ने जिन लोगों को भ्रष्टाचारी कहा, जब ED ने एक्शन लिया तो आम आदमी पार्टी के लोग भी उन्ही नेताओं के बचाव में नारेबाजी करने लगे. मोदी ने कांग्रेस को चैलेंज किया कि अगर हिम्मत है तो कांग्रेस, आम आदमी पार्टी से जवाब मांगे. मोदी ने कहा कि पेपर लीक एक बड़ी समस्या है. उन्हें उम्मीद थी कि इस मुद्दे पर राजनीति से ऊपर उठकर चर्चा होगी, लेकिन ऐसा नहीं हुआ. मोदी ने कहा कि वो नौजवानों को भरोसा देना चाहते हैं कि गड़बड़ी करने वालों को सरकार छोड़ेगी नहीं और साथ साथ परीक्षा प्रणाली को भी दुरूस्त करेगी. मोदी ने कहा कि मणिपुर में हिंसा चिंता की बात है, लेकिन मणिपुर का इतिहास पुराना है. मणिपुर में 11 हज़ार से ज़्यादा FIR की गई, 500 से ज़्यादा लोग गिरफ़्तार हुए हैं, इसका असर दिख रहा है, हिंसा की घटनाएं कम हुई हैं, स्कूल कॉलेज और ऑफिस खुल रहे हैं, इसलिए उन्हें उम्मीद है कि वहां हालात जल्द से जल्द सामान्य होंगे. मोदी ने हर उस सवाल का जवाब दिया जो विपक्ष ने चर्चा के दौरान पूछा था. संविधान में आरक्षण की चर्चा की, कश्मीर पर उत्तर दिया, ED-CBI पर अपने इरादे साफ कर दिए, पर इसका मतलब ये नहीं कि विपक्ष इन सवालों को उठाना बंद कर देगा. मोदी के कार्यकाल में ये सवाल लगातार उठते रहेंगे. सवाल पूछना, सरकार की आलोचना करना, विपक्ष का अधिकार भी है और जिम्मेदारी भी. लेकिन ये मर्यादा में रहकर हो तो देश के लिए बेहतर होगा. जहां तक मोदी का सवाल है, अगर विरोधी दलों के कुछ नेताओं को लगता है कि मोदी की सीटें कम हो गई हैं इसलिए वो मोदी को झुका देंगे वो गलतफहमी में हैं. अगर किसी को लगता है कि वो शोर शराबे से मोदी को डरा देंगे, तो वो मोदी को बिल्कुल नहीं जानते. जिन लोगों ने मोदी को 2002 से मुख्यमंत्री बनने के बाद से देखा है, उनको पता हैं कि मोदी आरोपों का, हमलों का, गालियों का जवाब कैसे देते हैं, मोदी पर जितने हमले होते हैं, उसमें से वो उतनी ज्यादा मजबूत होकर बाहर आते हैं. पिछले दो दिनों में मोदी ने एक बार फिर लोकसभा और राज्यसभा में ये करके दिखाया है.
EVERY ATTACK BY OPPOSITION MAKES MODI STRONGER
Opposition MPs led by Congress again tried to disrupt Prime Minister Narendra Modi’s reply to the debate on Motion of Thanks in the Rajya Sabha on Wednesday. They shouted slogans and created a ruckus, but Modi continued with his speech, undeterred. Finally, the opposition MPs led by Leader of Opposition Mallikarjun Kharge staged a walkout, which was promptly condemned by the Chairman Jagdeep Dhankar. He said, it was the first time in India’s parliamentary history that the Leader of Opposition tried to stop the Leader of the House from speaking, and incited members to shout slogans. Prime Minister Modi said, the opposition lacked the courage to hear the truth. He reminded how the opposition tried its best to stop him from speaking in the Lok Sabha, and in the Upper House, they “ran away from the field”. On Wednesday, video footage surfaced of Rahul Gandhi “instigating” opposition MPs to go the well and stop the Prime Minister from speaking. Rahul Gandhi was seen egging on his party’s two MPs elected from Manipur to come to the well and shout slogans. Most of the Congress MPs initially stood near their seats and shouted slogans, and were reluctant to go to the well. Congress MP from Assam Gaurav Gogoi held the hands of his colleagues from Manipur and entered the well. The sequence of events in the footage is quite clear. It was at Rahul Gandhi’s instigation that his Gaurav Gogoi brought his party MPs to the well to shout slogans. Rahul Gandhi’s efforts did not end there. He gesticulated towards MPs from his allied parties and asked them to come to the well. Several female Congress MPs stood in the gallery, but was hesitant to go to the well. Finally, most of the MPs entered the well formed a wall in front of the Prime Minister, and carried on with their sloganeering. After doing this, Rahul Gandhi sat silently in his seat and watched the scene. Soon after, DMK leader Dayanidhi Maran stood up and started instigating other opposition MPs to shout slogans. The Speaker Om Birla chided the opposition, but it had no effect. The Speaker named Rahul Gandhi saying what he had done was shameful. I was surprised to note how Narendra Modi continued with his speech non-stop, and focussed on his arguments, with opposition MPs standing near him and shouting slogans in a hoarse voice. In the face of an organized pandemonium by the opposition, Modi did not lose his cool and replied to all allegations. This was indeed a difficult job. What was shown on Sansad TV on Tuesday was only the voice of opposition MPs shouting slogans, but the footage of the pandemonium was quite astonishing. It shows how parliamentary traditions were given a toss. The visuals clearly show the MPs were not doing this on their own. They were given directives to shout and enter the well. There can be two interpretations from this: One, either the opposition wants to show that it has numbers and strength, and it wants to do whatever it wants inside the House. Two, the other interpretation can be, such acts do not behove a parliamentary democracy. Opposition members were allowed full time to speak on the President’s address. To prevent the Prime Minister from speaking is an insult to parliamentary traditions. All the acts of these MPs were being seen live on camera by the entire nation. In a democracy, members have the right to ask questions and listen to replies in Parliament. They can level charges inside the House, but they must have the courage to listen to replies. The post of the Leader of Opposition in Parliament is a Constitutional position. It is a responsible position. Nobody, who believes in the values of liberty and democracy, will accept the leader of the opposition instigating his members to disrupt the proceedings. The people of India have given Narendra Modi the responsibility of Prime Minister, and he is carrying on with his responsibilities. The people have also made Rahul Gandhi the Leader of Opposition, but his behaviour was not in conformity with his position. In Rajya Sabha, Modi replied to almost all charges made by the opposition. The biggest charge was that the government was misusing ED and CBI against opposition leaders. Modi said, Congress is carrying on with its movement to “save bhrastacharis (corrupt leaders)”. He said, Congress had, in the beginning, itself levelled charges of corruption against Aam Aadmi Party in Delhi, and when ED took action, the Congress has begun to shield AAP leaders. Modi challenged Congress to “seek explanations from AAP, if it has the courage”. Modi reminded how investigative agencies were being misused by earlier regimes, and it was his government which has given these agencies a free hand to take action against the corrupt. “This action against corruption will continue”, Modi said. On Manipur, Modi spoke in detail, and said, while violence is a matter of concern, Manipur has an old history of ethnic violence. He said, the government was trying to improve the situation, and more than 11,000 FIRs have been filed, more than 500 people have been arrested, and the results are now showing. There has been a decline in violence in Manipur, schools and colleges have reopened and he expected the situation to further improve soon. Modi, in Rajya Sabha, replied to all points relating to Jammu & Kashmir, reservation policy in Constitution, economy and foreign policy. One must understand: the opposition has the right to ask questions, criticize the government, but it would be better for the country, if it does so in a dignified manner. If the opposition thinks that it can browbeat Modi because his party BJP has now a lesser number of seats, then it is mistaken. If the opposition thinks that Modi can be cowed down by sloganeering and disruptions, they do not know the real Modi. Those who have closely watched Modi since 2002 as chief minister, have seen how he replied to all allegations, attacks and abuses. The more opposition attacks Modi, the stronger he emerges. Modi has shown his mettle in the last two days, both inside Lok Sabha and Rajya Sabha.
विरोधी दलों को मोदी की चेतावनी
राष्ट्रपति के अभिभाषण पर तीन दिन से संसद के दोनों सदनों में चल रही बहस का प्रधानमंत्री नरेंद्र मोदी ने जवाब दिया. लोकसभा में जहां विरोधी दलों के सांसदों ने मोदी के पूरे भाषण के समय नारेबाज़ी की, वहीं राज्यसभा में मोदी के भाषण के समय विरोधी दलों ने वॉकआउट किया. लोकसभा में विरोधी दलों के सांसद वेल में आकर नारेबाजी कर रहे थे. कांग्रेस और दूसरी विरोधी पार्टियों ने मोदी को बोलने से रोकने की पूरी कोशिश की लेकिन मोदी रुके नहीं. उन्होंने शोर-शराबे के बीच अपना भाषण पूरा किया. मोदी ने कहा कि 2024 के चुनाव में कांग्रेस के लिए भी देश की जनता ने आदेश दिया है कि आप वहीं बैठिए, विपक्ष में ही बैठे रहिए, और तर्क खत्म हो जाए, तो चीखते रहिए, चिल्लाते रहिए. मोदी ने कहा कि अब कांग्रेस का ये ड्रामा नहीं चलेगा, विपक्ष को उसी की भाषा में जवाब दिया जाएगा. नरेन्द्र मोदी ने कहा कि न वो डरने वाले हैं, न झुकने वाले हैं, न रुकने वाले हैं, देश की सेवा करते रहेंगे. प्रधानमंत्री ने चर्चा के दौरान राहुल गांधी ने जो-जो इल्जाम लगाए थे, एक-एक का जवाब दिया. मोदी ने एक बार भी राहुल गांधी का नाम नहीं लिया लेकिन उन्होंने जो कहा उससे राहुल गांधी तिममिलाकर रह गए. मोदी ने कहा कि कांग्रेस के नेता देश में हर मुद्दे पर झूठा नैरेटिव फैलाने की कोशिश कर रहे हैं, पूरा इको-सिस्टम साजिश के तहत इसी काम में लगा है. मोदी ने कहा कि कांग्रेस को कुल 543 में से 99 सीटें मिली हैं, लेकिन बालक बुद्धि वाले ऐसे आचरण कर रहे हैं, मानो वो 99 परसेंट सीट जीते हों. फिर भी कांग्रेस के सारे नेता बालक बुद्धि को हीरो बनाने में जुटे हैं. मोदी ने कहा कि कांग्रेस के इकोसिस्टम ने झूठा नैरेटिव फैलाने के लिए सदन का इस्तेमाल किया, इसे बर्दाश्त नहीं किया जाना चाहिए. प्रधानमंत्री ने कहा कि कल जिस तरह से हिंसक बताकर, पूरे हिन्दुओं को अपमानित करने की कोशिश की गई, उससे हिंदुओं को लेकर कांग्रेस की सोच, उनकी नफरत और उनके संस्कार सामने आ गए. मोदी ने शोर शराबे के बीच संसद में अब तक अपना सबसे लंबा भाषण दिया और कहा कि उन्हें इस तरह का विरोध झेलने की आदत हो गई है, दस साल का अनुभव है, अब गला भी मजबूत है और हौसले भी. मोदी ने कहा कि अब कांग्रेस के इको सिस्टम को उसी की भाषा में जवाब दिया जाएगा. मोदी ने कहा कि एक सोची समझी रणनीति के तहत कांग्रेस के इको-सिस्टम ने हिन्दू परंपरा, हिन्दू समाज और देश की संस्कृति को अपमानित करने का फैशन बना दिया है. मोदी ने भारत में अस्थिरता पैदा करने की साज़िश रचने वाले इकोसिस्टम को चेतावनी देते हुए कहा कि ऐसी हर साजिश का जवाब अब उन्हीं की भाषा में मिलेगा. ये देश राष्ट्र विरोधी साजिशों को कभी भी स्वीकर नहीं करेगा. मोदी ने अपने भाषण के दौरान हंगामा करने वालों को कहा कि उनको ऐसे लोगों से निपटने का काफ़ी अनुभव है और अब तो उनका गला भी मज़बूत हो गया है. इसके बाद मोदी हिंदुओं के अपमान के मुद्दे पर आए. चूंकि राहुल गांधी ने कहा था कि खुद को हिन्दू कहने वाले दिन भर हिंसा फैलाते हैं, नफरत फैलाते हैं, इस पर मोदी ने कहा कि कांग्रेस सोची-समझी साज़िश के तहत हिंदुओं को बार बार अपमानित कर रही है. मोदी ने कहा कि हिंदुओं की सहनशीलता और अपनत्व की भावना के कारण ही भारत का लोकतंत्र इतना मज़बूत हुआ है लेकिन हिंदुओं पर झूठे आरोप लगाकर देश के साथ बड़ी साज़िश की जा रही है. मोदी ने कहा कि कांग्रेस ने हिंदू आतंकवाद शब्द गढ़ा, हिन्दुओं को आतंकवादी कहा और अब हिन्दुओं को हिंसा फैलाने वाला, नफरत फैलाने वाला बताया जा रहा है, ये कोई संयोग नहीं, एक प्रयोग है. राहुल गांधी ने अपने भाषण में भगवान शिव, गुरु नानक देव ईसा मसीह और भगवान महावीर की फोटो दिखाई थी. मोदी ने इस पर भी राहुल को निशाने पर लिया. मोदी ने कहा कि आस्थावान लोग ईश्वर के दर्शन करते हैं, उनका प्रदर्शन नहीं करते. मोदी ने कांग्रेस के झूठे के इकोसिस्टम का पूरा कच्चा चिट्ठी देश के सामेन रख दिया. अग्निवीर योजना से लेकर MSP तक, EVM से लेकर संविधान तक, राहुल गांधी के सारे आरोपों का जबाव दिया. प्रधानमंत्री ने कहा कि विपक्ष ने सेना तक को नहीं छोड़ा, सेना को लेकर झूठी बातें कहीं. चूंकि देश की सुरक्षा एक संवेदशील मसला है, इसीलिए वो इस मुद्दे पर चुप थे. लेकिन, कांग्रेस के असत्य का जवाब देने के लिए उन्हें बोलना ही पड़ा. लोकसभा स्पीकर ने राहुल गांधी का नाम लेकर कहा कि वो अपने सांसदों को वैल में भेज रहे हैं, शोर मचाने के लिए उकसा रहे हैं, सदन की परंपरा और मर्यादा के लिहाज से ये ठीक नहीं है, लेकिन अपने सवा दो घंटे के भाषण में मोदी ने एक बार भी राहुल गांधी का नाम नहीं लिया. लेकिन, चुन-चुनकर राहुल गांधी पर निशाना साधा. मोदी ने कहा कि आजकल कांग्रेस का इकोसिस्टम एक बच्चे को बहलाने में जुटा है, कांग्रेस अपने बालबुद्धि नेता को खुश करने के लिए जो चाहें करे, लेकिन हकीकत तो यही है कि देश की जनता ने तीसरी बार NDA को मौका दिया है और कांग्रेस की लगातार तीसरी बार ऐतिहासिक हार हुई है. प्रधानमंत्री ने संसद में जो भाषण दिया, उसकी सबसे खास बात ये थी कि जितनी देर मोदी बोले, विपक्ष के सांसद लगातार हंगामा करते रहे. 2 घंटे 16 मिनट तक विरोधी दलों के सांसद वेल में आकर नारे लगाते रहे, तालियां बजाते रहे, मणिपुर-मणिपुर चिल्लाते रहे, पूरी ताकत लगाकर हंगामा करते रहे, लेकिन नरेंद्र मोदी एक मिनट के लिए भी विचलित नहीं हुए, अपनी बात पर अटल रहे. मोदी ने बिना रुके, बिना थके अपने अंदाज़ में भाषण दिया. हालांकि विरोधी दलों ने जो किया, वो संसदीय परंपराओं को अपमान था. सदन के नेता को ना बोलने देना परंपरा के विरूद्ध था. स्पीकर ने याद दिलाया कि कल राहुल गांधी 90 मिनट बोले, सत्ता पक्ष ने उनकी पूरी बात सुनी पर आज विपक्ष के लोग तय करके आए थे कि वो मोदी को बोलने नहीं देंगे. उनकी योजना थी कि वो इतना शोर मचाएंगे कि मोदी भाषण न दे सकें लेकिन मोदी ने शोर-शराबे की कोई परवाह नहीं की. देखने वालों को भी अचरज था कि वो इतने शोरशराबे के बाद भी अपनी बात बड़े आराम से कहते रहे. मोदी ने अपनी सरकार के काम गिनवाए और विरोधी दलों के प्रहार का करारा जवाब दिया. चुनाव प्रचार के दौरान बोले गए झूठ गिनवाए. मोदी ने आज कांग्रेस के इकोसिस्टम को चेतावनी दी. कहा कि ऐसे लोगों को उन्हीं की भाषा में जवाब दिया जाएगा..मोदी ने लोकसभा चुनाव में मिले जनादेश का जिक्र किया, अपनी जीत की बात की और कहा कि कांग्रेस की ये तीसरी सबसे बड़ी हार है. तीसरे चुनाव में भी कांग्रेस 100 का आंकड़ा पार नहीं कर पाई. मोदी ने आज सियासत की बात बड़ी नज़ाकत से की. उन्होंने कांग्रेस के सहयोगी दलों को समझाया कि कांग्रेस ने वहां-वहां ज़्यादा सीटें जीतीं, जहां-जहां वो दूसरे दलों के कंधों पर चढ़कर लड़ी. ये कांग्रेस के साथी दलों को संदेश था. मोदी का आज का भाषण आने वाले दिनों की राजनीति का संकेत है. मोदी ने साफ-साफ कहा कि ना तो वो डरने वाले हैं, ना विरोधियों को छोड़ने वाले हैं. मोदी के तेवर भी वही थे, अंदाज़ भी वही था और आने वाले दिनों में इसकी झलक बार-बार देखने को मिलेगी..
MODI’S WARNING TO OPPOSITION
Prime Minister Narendra Modi hit out at Congress and Rahul Gandhi in his replies to the Motions of Thanks, both in Lok Sabha and Rajya Sabha. While in the Lok Sabha, on Tuesday, the opposition MPs continuously shouted slogans during his 135-minute long reply, they staged a walkout in the Rajya Sabha while Modi was replying. In the Lok Sabha, the Congress and other opposition parties tried to their best to stop Modi from speaking, but the Prime Minister went on with his speech amidst the din created by slogan shouting members. Modi said, after the last month’s general elections, the Congress will be termed as a ‘parasite’, because it won only 99 seats in Lok Sabha with the help of vote share of its allies. The 2024 elections, he said, marked the third consecutive defeat of Congress in Lok Sabha elections, and it failed to breach the 100 mark. Instead of taking lessons from the election results, Modi said, “Congress is trying to tell the people that they have defeated us. This is just like pacifying a child who failed in his exam”. The Prime Minister remarked that the government would not tolerate any more “dramas” and the “opposition and its eco-system will be replied in their own language”. Modi, in his speech, did not name Rahul Gandhi, who was sitting in the Leader of Opposition seat, surrounded by his party MPs shouting slogans. The Prime Minister said, “the opposition leader is behaving childishly (baalak-buddhi), in the false belief that he has scored 99 per cent, but in reality, his party has won only 99 out of a total of 543 seats in Lok Sabha”. During his speech, Modi even offered a glass of water to opposition MPs shouting slogans in the well, in front of his seat. Modi hit out at Rahul Gandhi for his remarks about Hindus, and said: “It was said that Hindus are violent. Are these your values? Is this your character? Is it not your hatred towards Hindus of this nation? This country will never forget this for centuries to come…. These people (Congress) coined the phrase ‘saffron terrorism’. One of their allies compared Hinduism with dengue, malaria, and these people clapped. Their entire eco-system wants to abuse and insult Hinduism. Now Hindus will have to think. Is this insult a coincidence or part of a design?”. Modi alleged that the opposition did not even spare the armed forces by spreading falsehood about Agniveer. “Since defence is a sensitive issue, I had been silent, but I had to speak out to expose their falsehood”, Modi said. Lok Sabha Speaker Om Birla named Leader of Opposition Rahul Gandhi and said, it was he who was asking his party MPs to go to the well of the House and shout slogans. The most significant part of Modi’s speech in the Lok Sabha was that opposition MPs continuously harangued him and shouted slogans throughout his speech. They were clapping and shouting ‘Manipur, Manipur, We Want Justice’, but Modi did not waver for even a minute. He continued non-stop with his reply. What the opposition MPs did was an insult to parliamentary traditions. To prevent the Leader of House from speaking is unparliamentary. The Speaker recalled how Leader of Opposition Rahul Gandhi was allowed to speak for 90 minutes on Monday without any pandemonium and the ruling party benches heard his speech with rapt attention. But when Modi spoke, the opposition had come prepared to prevent him from speaking by shouting full-throated slogans. Viewers were surprised to find the Prime Minister carrying on with his speech, unwaveringly, amidst the din. Modi listed out the achievements of his government and attacked the opposition. He pointed out the lies spread during the election campaign. One interesting point is that the pro-Congress eco-system started spreading lies soon after the PM’s speech was over. In his speech, Modi had said that “today we are trying to overtake our own speed that we had achieved in the last 10 years. Now our competition is against our own speed,” he said. But the Congress went on social media and described ‘muqaabla’ as ‘munh-kaala’. Modi also took a dig at the allies of Congress and said “Congress is like a parasite that feeds on the body it inhabits. Congress has consumed the vote shares of its allies”. Modi’s speech is a clear indicator of the politics that is going to unfold in the coming months. He said, “neither I am going to be afraid, nor will I stop targeting my rivals”. Modi’s style hasn’t changed, his aggressive approach continues and we may see more of it in the coming days.
क्या हिन्दू हिंसा फैलाते हैं ?
राहुल गांधी ने विपक्ष के नेता के तौर पर लोकसभा में पहला भाषण दिया. और पहले ही दिन ज्यादा हीरो बनाने के चक्कर में क्लीन बोल्ड हो गए. भगवान शिव का जिक्र करते करते, राहुल ने कह दिया कि खुद को हिन्दू कहने वाले दिन भर हिंसा फैलाते हैं, दिन भर हिंसा हिंसा..नफरत…नफरत और असत्य असत्य फैलाते हैं. प्रधानमंत्री नरेन्द्र मोदी ने पकड़ लिया, तुंरत इस पर आपत्ति जताई. मोदी ने कहा कि पूरे हिन्दू समाज को हिंसक कहना ठीक नहीं हैं, ये गंभीर बात है. इसके बाद अमित शाह, राजनाथ सिंह, किरण रिजिजु, अश्विनी वैष्णव, योगी आदित्यनाथ, देवेन्द्र फड़नवीस, रविशंकर प्रसाद से लेकर सुधांशु त्रिवेदी तक, बीजेपी के तमाम नेताओं ने राहुल गांधी को आड़े हाथों लिया, उनके बयान पर नाराजगी जाहिर की. अमित शाह ने राहुल गांधी से हिंदुओं को हिंसक कहने के लिए पूरे हिन्दू समाज से माफी मांगने की मांग की. योगी आदित्यनाथ ने कहा कि हिन्दुत्व भारत की आत्मा है, हिन्दुत्व विश्व बन्धुत्व का पोषक है, हिंदुओं को हिंसक कहना ये कांग्रेस की हिन्दुओं के प्रति नफरत का सबूत है. महाराष्ट्र विधानसभा में तो बीजेपी के नेता राहुल गांधी के खिलाफ निंदा प्रस्ताव ले आए. बड़ी बात ये है कि राहुल गांधी ने, नेता विपक्ष के तौर पर सरकार को घेरने की पूरी कोशिश की, उन्होंने अग्निवीर योजना, जमीन अधिग्रहण कानून, किसान आंदोलन, NEET एक्जाम के पेपर लीक जैसे तमाम मुद्दे उठाए लेकिन राहुल पूरी तैयारी के साथ नहीं आए थे, इसलिए चाहे किसानों का मुद्दा हो, जवानों का मुद्दा हो या पेपर लीक का, सरकार की तरफ से राहुल गांधी को उसी वक्त काउंटर किया गया. विपक्ष सरकार को अपनी बढ़ी हुई ताकत का एहसास कराना चाहता था. राहुल गांधी का भाषण पुरानी घिसी पिटी लाइन पर था. लेकिन हकीकत ये है कि हिन्दू और हिन्दुत्व के मुद्दे पर राहुल गांधी गांधी की गलती ने सारे मुद्दों को पटरी से उतार दिया. राहुल गांधी का ये कहना की हिंदू हिंसा फैलाते हैं, नफरत फैलाते हैं, असत्य फैलाते हैं, एक सेल्फ गोल था. पहली बात तो हिंदू समाज के बारे में ये बातें बेबुनियाद हैं, गुमराह करने वाली हैं. हिंदू समाज तो पूरे विश्व में अपनी सहनशीलता और धैर्य के लिए जाना जाता है. हिंदुओं ने हमेशा शांति का पाठ पढ़ा और पढ़ाया है. हिंदू धर्म के प्रचार प्रसार के लिए, कभी भी, कहीं भी , किसी ने हिंसा..नफरत और असत्य का सहारा नहीं लिया. हिंदू धर्म का मूल है- वसुधैव कुटुंबकम, यानी सारी धरती हमारा परिवार है. हिंदू धर्म में तो मान्यता है कि जीव-जंतु में इंसान के समान चेतना है, यहाँ तक कि पेड़ पौधौं की भी पूजा की जाती है. नफरत का कोई स्थान नहीं है. हिंदू धर्म के आयोजनों में नारा लगता है, धर्म की जय हो, अधर्म का नाश हो, प्राणियों में सदभावना हो, और विश्व का कल्याण हो. जब इस धर्म और उसके अनुयायियों में ऐसी भावना हो, तो गलती से भी उन्हें हिंसक कैसे कहा जा सकता है? राजनीति के लिहाज से भी देखें तो भी ये सेल्फ गोल था. राहुल गांधी ने गलती की और नरेंद्र मोदी, अमित शाह , योगी आदित्यनाथ को जबरदस्त अवसर दे दिया. ये कौन मानेगा कि हिन्दू हिंसा फैलाते है? ये कौन मानेगा कि हिंदू धर्म की मूल भावना असत्य पर आधारित है? इसलिए हिंदुओं को हिंसक कहने के कारण राहुल गांधी का आज का पूरा का पूरा भाषण पटरी से उतर गया. राहुल गांधी ने अपने भाषण का थीम पुराना ‘डरने डराने वाला’ आईडिया रखा था. वो हमेशा से ये कहते आए हैं कि नरेंद्र मोदी सबको डराते हैं. आज भी वो संसद में ये कहना चाहते थे कि मोदी सरकार सबको डराती है, नौजवानों को किसानों को नेताओं को, लेकिन उनके बाद इस थीम को सपोर्ट करने के लिए तथ्य़ और आंकड़े नहीं थे, क्योंकि वो संसद में बोल रहे थे. उनके सामने अनुभवी सांसद बैठे हुए थे. इसलिए राहुल गांधी जहां जहां विषय़वस्तु पर गलत बोले, वहां-वहां पकडे गए. अग्निवीर पर गलत बयानी की तो राजनाथ सिंह ने पकड़ लिया. उन्हें बता दिया कि अग्निवीर जब शहीद होते हैं तो उन्हें 1 करोड़ रुपये का मुआवज़ा दिया जाता है. राहुल गांधी किसानों पर आधा सच, आधा झूठ बोले. MSP पर सदन को गुमराह किया तो शिवराज सिंह चौहान ने तुरंत गलती पकड़ ली. अध्यक्ष के आचरण र सवाल उठाए तो ओम बिरला ने आईना दिखा दिया. अयोध्या में मुआवज़े के भुगतान पर गलत बयानी की तो मंत्री अश्विनी वैष्णव ने मुआवज़ों की पूरी फैक्ट शिट पब्लिक के सामने रख दी. असल में राहुल ये समझ नहीं पाए कि संसद में बोलने में और पब्लिक के बीच भाषण देने में क्या फर्क होता है. अब अमित शाह ने स्पीकर से मांग की है कि राहुल के भाषण का फैक्ट चैक करवाएं. अगर राहुल की बातें तथ्यों के हिसाब से गलत साबित हुई, तो ये विरोधी दलों के लिए बड़ी परेशानी का सबब होगा.
DO HINDUS SPREAD VIOLENCE?
On Day One, in his first speech as Leader of Opposition in Lok Sabha, Rahul Gandhi was, to use a cricketing phrase, clean bowled while trying to perform heroics. Displaying a picture of Lord Shiva, Rahul Gandhi made a remark about Hindus, which was immediately objected to by Prime Minister Narendra Modi. Rahul, while trying to explain the idea of non-violence propagated by Lord Shiva, remarked that “those who describe themselves as Hindus are spreading violence, hate and untruth”. Modi promptly stood up and said, it was improper to describe the Hindu samaj (society) as violent, and it was a serious matter. Soon afterwards, several ministers Amit Shah, Rajnath Singh, Kiren Rijiju, Ashwini Vaishnaw stood up and took Rahul to task. Outside the House, UP chief minister Yogi Adityanath, Maharashtra deputy CM Devendra Fadnavis and other BJP leaders expressed annoyance over Rahul’s remark. Amit Shah demanded Rahul should apologize before Hindu society. Yogi Adityanath described Hindutva as “the soul of Bharat”, which “fosters universal brotherhood”. Yogi said, by describing Hindus as violent and haters, Congress has publicly displayed its hatred towards Hindutva. In Maharashtra assembly, BJP leaders moved a resolution condemning Rahul Gandhi. By courting controversy over Hindutva, Rahul derailed all the other issues like NEET paper leak, Agniveer, farmers and pricerise. It was only when Modi objected to his remark that Rahul Gandhi explained that he meant to say that BJP and RSS were spreading violence, hatred and untruths. Rahul’s sister Priyanka Gandhi Vadra, who had come to the Lok Sabha visitors’ gallery with her mother Sonia Gandhi to watch her brother speak, explained that Rahul’s remark was meant for BJP leaders. ‘Rahul can never insult Hindus’, she said. But the fact is: what Rahul Gandhi said about those who claim to be Hindus spreading hatred, violence and untruth, was a clear self-goal. Making such a controversial remark about Hindu society is baseless and misleading. Hindu dharma is known across the world for its ideals of tolerance. Hindus have always propagated the principles of peace and non-violence. Hindus never took recourse to violence, hatred and untruth to spread their religion. Hindus believe in the ideals of ‘Vasudhaiv Kutumbakam’ (The World Is My Family). Hindus believes that all living beings have human-like instincts. Hindus even worship trees and plants. There is no place for hatred in Hindu Dharma. At Hindu religious gatherings, ‘Dharma Ki Jai Ho, Adharm Ka Naash Ho’ (Let Dharma prevail and Adharma vanish) is chanted. When more than a billion Hindus believe in the ideals of non-violence and peace, how can one describe Hindus as those spreading hatred and violence? From a political point of view, it was a clear self-goal by Rahul, who allowed Narendra Modi, Amit Shah, and Yogi Adityanath an opportunity to silence him. Who will ever believe that Hindus spread violence? Who will believe that the core concept of Hindu Dharma is baed on untruth? By describing Hindus as violent, Rahul derailed his entire speech that ran for 62 minutes. The main theme of his speech was the same old charge that Modi and his government have been “striking fear in the minds of people”. But the Leader of Opposition had no facts and figures to substantiate his charge. He was speaking in front of experienced parliamentarians who immediately questioned his assertions. Defence Minister Rajnath Singh rejected Rahul’s charge that Agniveer jawans who are martyred in course of duty are not given compensation. The Defence Minister told him Rs 1 crore compensation is paid when an Agniveer jawan is martyred in course of duty. Rahul also tried to mislead the house on farmers’ minimum support price, and he was promptly corrected by Agriculture Minister Shivraj Singh Chouhan. When Rahul made the charge that residents of Ayodhya whose land were acquired for the airport were not given compensation, Union Minister Ashwini Vaishnaw published a complete fact-sheet about compensation paid to people whose land was acquired. It seems Rahul is yet to realize the difference between speaking inside Parliament and at a public rally. After Rahul’s speech, Amit Shah appealed to the Speaker to conduct a fact-check on all remarks made by Rahul, and remove all factually incorrect remarks from the proceedings. This can surely be a big embarrassment for the opposition .
दिल्ली में जलभराव : दोषी कौन ?
दिल्ली में शुक्रवार को मॉनसून की पहली बारिश हुई और पहले ही दिन 88 साल का रिकॉर्ड टूट गया. राजधानी बारिश के पानी में डूब गई, रास्तों पर जाम लगे..लोग कई कई घंटों तक ट्रैफ़िक में फंसे रहे, लेकिन कोई क्या कर सकता है. दिल्ली में बारिश ने 88 साल का रिकॉर्ड तोड़ दिया. जितनी बारिश पूरे मॉनसून सीजन में होती है, उसका 25 परसेंट पहली बारिश में ही सिर्फ चार घंटे के दौरान हो गई. तेज़ बारिश और तूफानी हवाएं बुरी खबरें लेकर आई. सबसे भयानक हादसा दिल्ली एयरपोर्ट पर हुआ. इंदिरा गांधी इंटरनेशनल एयरपोर्ट में टर्मिनल-1 के डिपार्चर गेट के पास बने शेड की छत गिर गई. इस हादसे में एक कैब ड्राइवर की मौत हो गई, और 6 लोग घायल हो गए. जो शेड गिरा उसके नीचे बहुत सी गाड़ियां खड़ी थी, चार गाडियां इस शेड के मलबे के नीचे दब गईं. लोहे के बड़े-बड़े गार्डर कारों के ऊपर गिरे. जिसमें दबकर रमेश कुमार नाम के कैब ड्राइवर की मौत हो गई. हादसे के बाद टर्मिनल-1 पर फ्लाइट ऑपरेशन्स बंद कर दिए गए. नागर विमानन मंत्री राममोहन नायडू तुंरत एयपोर्ट पहुंचे, रेसक्यू ऑपरेशन का जाय़जा लिया. मृतक के परिवार को 20 लाख रूपये सहायता देने का ऐलान हुआ. घायलों को तीन लाख रुपये दिए जाएंगे. जांच के लिए टैक्नीकल टीम्स गठित कर दी गई है. इस मुद्दे पर सियासत शुरू हो गई. विरोधी दलों के नेताओं ने इस हादसे के लिए भी नरेन्द्र मोदी को जिम्मेदार ठहरा दिया. प्रियंका गांधी ने ट्विटर पर लिखा कि प्रधानमंत्री जी आपने इसी साल मार्च में दिल्ली एयरपोर्ट के जिस टर्मिनल-1 का उद्घाटन किया था, उसकी छत गिर गई, जिसमें एक कैब ड्राइवर की मौत हो गई. विपक्ष के दूसरे नेताओं ने कहा कि मोदी सरकार काम की क्वालिटी के बजाए सिर्फ काम का प्रचार करती है,इसीलिए ये हादसा हुआ लेकिन नागर विमानन मंत्री ने कहा कि ये वक्त सियासत का नहीं हैं, हकीकत ये है कि जो कैनोपी गिरी है, उसका उद्घाटन 2009 में हुआ था और उस वक्त यूपीए की सरकार थी. हालांकि इस बात से कोई फर्क नहीं पड़ता कि जिस जगह हादसा हुआ, उसका उद्घाटन किसकी सरकार के वक्त हुआ था लेकिन हादसे की बजाय इसी बात को मुद्दा बनाया जा रहा है. विपक्ष के आरोपों पर जब राममोहन नायडू ने तथ्य बता दिया तो विपक्ष के सुर बदले. मनमोहन सिंह की सरकार में उस वक्त प्रफुल्ल पटेल नागर विमानन मंत्री थे, वो अब NDA में हैं. प्रफुल्ल पटेल ने कहा कि जिस कंपनी ने उस वक्त एयरपोर्ट का ये हिस्सा बनाया था, वो दुनिया की बड़ी कंपनी है, उसी ने भारत के ज्यादातर एयरपोर्ट बनाए हैं. इसलिए ये तो जांच के बाद ही पता चलेगा कि हादसा क्यों हुआ, किसकी गलती से हुआ, लेकिन ये राजनीति का मुद्दा नहीं है. इसी तरह का हादसा जबलपुर के डुमना एयरपोर्ट पर भी हुआ. जबलपुर में एयरपोर्ट की कैनोपी का एक हिस्सा भारी बारिश की वजह से गिर गया. छत का सारा मलबा वहां खड़ी इनकम टैक्स अफसर की कार के ऊपर गिरा. राहत की बात ये रही कि उस वक्त कार में कोई नहीं था. इस एयरपोर्ट का उद्घाटन तीन महीने पहले ही हुआ था. अब एयरपोर्ट अथॉरिटी इस बात की जांच गिर रही है कि आखिर तीन पहले ही जिस एयरपोर्ट का उद्घाटन हुआ था, वहां ये हादसा कैसे हो गया. आम आदमी पार्टी के सांसद संजय सिंह ने इस तरह के तमाम हादसों की लिस्ट गिना कर दावा कर दिया कि नरेन्द्र मोदी की सरकार में जो-जो काम हुए हैं, उनका यही हाल है. और वजह एक ही है, सरकार का फोकस काम की बजाय प्रचार पर है. ये ठीक है कि जबलपुर हो या दिल्ली, एयरपोर्ट पर जो हादसे हुए वो गंभीर है, ये चिंता की बात है. मसला ये नहीं है कि उद्घाटन किसके कार्यकाल में हुआ, मसला है मेंटेनेंस का है और इसकी ज़िम्मेदारी तय होनी चाहिए. दोषियों पर एक्शन भी होना चाहिए क्योंकि एयरपोर्ट अथॉरिटी हवाई अड्डों के रखरखाव के लिए भी यात्रियों से पैसा वसूलती है. लेकिन हर बात में मोदी का नाम लेने का क्या मतलब ? दिल्ली में रिकॉर्डतोड़ बारिश हुई, लेकिन ये बारिश मोदी ने तो नहीं करवाई. ये सही है कि एयरपोर्ट की canopy टूटी लेकिन ये canopy मोदी ने तो नहीं बनवाई. असल में हर बात में सियासत करने से, हर बात में मोदी का नाम घसीटने से, आरोप लगाने वालों की बात का वज़न कम होता है, जैसे संजय सिंह ने कमाल कर दिया, बहुत सारे केस गिना दिए, उनमें कुछ सही थे, कुछ ग़लत, और सबके लिए मोदी सरकार को ज़िम्मेदार ठहरा दिया, लेकिन जब दिल्ली में सड़कों पर पानी भरने का मसला उठा, जब दिल्ली में लोगों के घरों में पानी भरा, तो संजय सिंह ने कहा कि ये तो हर साल होता है, हर बारिश में होता है, इसके लिए उन्होंने अपनी पार्टी की सरकार को दोषी नहीं ठहराया. दिल्ली में पिछले 24 घंटे में 228 मिलीमीटर बारिश हुई. जून के महीने में 1936 के बाद ये पहला मौका है, जब इतनी बारिश हुई. मॉनसून की पहली बारिश में दिल्ली के कई इलाके डूब गए. बाढ़ जैसे हालात बन गए. सड़कों पर बोट चलने लगी, मकानों में पानी भर गया, अंडरपास जलमग्न हो गए. हजारों गाड़ियां फंस गईं. लोग फंस गए, कारें डूब गईं, बाइक बहने लगीं, घर गिर गए. पानी भर जाने की वजह से सड़कें गायब हो गईं. ऐसा लगा जैसे तालाब के बीच में कुछ गाड़ियां फंसी हुई हैं और कुछ लोग तालाब पार करने की कोशिश कर रहे हों. बारिश के कारण नेताओं के घरों में पानी भर गया. कांग्रेस के नेता शशि थरूर, सपा नेता राम गोपाल यादव और मनोज तिवारी के घरं में पानी भर गया. रामगोपाल य़ादव को उनके घर के कर्मचारी कंधे पर उठाकर गेट तक लाए और गाड़ी में बैठाया. दिलचस्प बात ये है कि दिल्ली में पानी की किल्लत को लेकर चार दिन पहले तक अनशन कर रही दिल्ली की मंत्री आतिशी के घर में भी पानी भर गया. दिल्ली में पानी की कमी हो या दिल्ली में पानी भर जाए, आम आदमी पार्टी के नेताओं का एक ही जवाब होता है, इसके लिए बीजेपी जिम्मेदार है. और बीजेपी, दिल्ली वालों की मुसीबत के लिए केजरीवाल की पार्टी को दोषी बता देती है. लेकिन हकीकत अलग है. आपको जानकर हैरानी होगी कि दिल्ली में नालों की कुल लम्बाई 3314.54 किलोमीटर है और कुल 201 natural drains हैं. दिल्ली की मुश्किल ये है कि ड्रेनेज सिस्टम की सफाई और मेंटेनेंस की जिम्मेदारी अलग अलग इलाकों में सिंचाई और बाढ नियंत्रण विभाग, लोक निर्माण विभाग, दिल्ली नगर निगम, नई दिल्ली नगरपालिका कौंसिल और दिल्ली विकास प्राधिकरण जैसी कई संस्थाओं के पास है. सारी एजेंसियां दिल्ली के लोगों की बेहतरी के काम करती है लेकिन किसी का आपस में तालमेल नहीं हैं. दिल्ली में केन्द्र सरकार, दिल्ली सरकार और उपराज्यपाल तीनों का दखल है. केंद्र और दिल्ली सरकार के बीच झगड़ा किसी से छुपा नहीं हैं. जब कोई मुश्किल आती है, तो सब एक दूसरे पर आरोप लगाकर पल्ला झाड़ लेते हैं और दिल्ली वाले हर साल इसी तरह परेशान होते हैं, चाहे पानी का संकट हो या बाढ़.
DELHI WATERLOGGING : WHO IS TO BLAME?
The first monsoon rains caused a deluge in the capital on Friday, breaking an eight-decades-old record. 228 mm of rains in a span of only four hours recorded the highest June day rainfall in 88 years, leaving five people died and causing waterlogging across the capital. Vehicles were stranded in traffic nightmare for hours, and most of the localities and roads were waterlogged. The civic authorities appeared helpless, as strong winds accompanied by heavy showers uprooted trees and blew away roofs. The most alarming mishap took place at Indira Gandhi International Airport, where the canopy of the forecourt of Terminal One departure gates, crashed on to vehicles, leaving a cab driver Ramesh Kumar dead and eight others injured. Huge iron girders fell on vehicles parked below the canopy. Flight operations at T1 were immediately suspended, and shifted to T2 and T3. Nearly 128 flights were cancelled. The new Civil Aviation Minister Ram Mohan Naidu went to the airport and coordinated rescue operations. The Centre has ordered nationwide audit of all airports by undertaking detailed structural inspections, so that all safety standards are met. Political blamegame soon began, with BJP leaders pointing out that the canopy was built in 2009 during UPA regime, while Congress leaders alleged that the Prime Minister Narendra Modi had inaugurated the new Terminal One in March this year. Praful Patel, who was Civil Aviation Minister in 2009, claimed that one of the world’s top companies had built the roof canopy of Delhi airport’s Terminal One, and only a thorough inquiry can pinpoint the exact cause of the mishap. A similar mishap took place on Friday at Jabalpur airport, where a part of the canopy crashed down after heavy downpour. Whether it is Delhi or Jabalpur, such mishaps should be a reason for worry. The question is not about when these roofs were built under which regime. The question relates to regular maintenance, accountability must be fixed and the guilty should be punished. Airports Authority charges hefty fees from flyers for maintenance of airports. Political parties should avoid making political capital from tragedies. It would be unfair to blame Prime Minsiter Modi for such mishaps.
WATERLOGGING
The roads and main arteries of Delhi were flooded after the heavy downpour. In some localities, people had to use boats, while homes and underpasses were flooded. Thousands of vehicles were stranded in long traffic jams. Houses collapsed in many localities. The residences of some MPs like Shashi Tharoor, Manoj Tewari and Ram Gopal Yadav in VIP Lutyens’ Zone were flooded. Yadav had to be carried on shoulders to his car, as he had to attend the Parliament session. In a strange coincidence, the residence of Delhi Minister Atishi, who had sat on 4-day-long fast demanding more water for the capital, was also flooded. An emergency meeting of Delhi ministers and bureaucrats was called, a control room was set up, and measures were put in place to clear the drainage system. The blamegame began. BJP leaders alleged that Delhi government did not take adequate measures and drains were not cleared resulting in waterlogging. Minister Atishi said, Delhi’s drainage system is equipped to face only 50 mm rainfall, and Friday’s rainfall was four times that figure. BJP MP Manoj Tiwari alleged that since AAP controlled both Delhi government and Municipal Corporation of Delhi, it was to blame for not taking timely measures. Whether it is shortage of water or a deluge, AAP leaders blame it on BJP, while BJP leaders blame Kejriwal’s party for Delhi’s woes. The ground reality is quite different. You may be surprised to know that the total length of Delhi’s drains in 3314.54 km, and there are 201 natural drains. The main problem is that the responsibility of cleaning and maintenance of drainage system in different localities is with various agencies, like Irrigation and Flood Control department, PWD, Municipal Corporation, New Delhi Municipal Council and Delhi Development Authority. All these agencies are supposed to work for the betterment of the people of Delhi, but there is clear lack of coordination between them. The Centre, Delhi government and Lt. Governor have powers to interfere in Delhi’s civic matters, and frequent quarrels between the Centre and AAP govt are an open secret. Whenever there is any calamity, both sides try to blame the other, and the ordinary Delhiite faces woes every year, water or no water.

राष्ट्रपति द्रोपदी मुर्मू ने गुरुवार को संसद के दोनों सदनों की संयुक्त बैठक को संबोधित किया. उनके भाषण से सरकार का इरादा पता चला, आने वाले दिनों में प्रधानमंत्री मोदी के एक्शन प्लान के संकेत मिले. मैं इसकी कुछ ख़ास ख़ास बातें आपको बता देता हूं. पहली बात, आने वाले बजट में सरकार के बड़े और ऐतिहासिक फ़ैसले देखने को मिलेंगे. आगामी बजट सरकार की दूरगामी नीतियों और भावी दिशाओं का एक प्रभावी दस्तावेज़ होगा. राष्ट्रपति ने दूसरी ख़ास बात संचार माध्यमों के दुरूपयोग को लेकर कही. अफ़वाहें फैलाने में सोशल मीडिया के इस्तेमाल पर चिंता ज़ाहिर की. द्रौपदी मुर्मू ने कहा कि देश विरोधी ताकतें संचार टैकनोलोजी का इस्तेमाल लोकतन्त्र को कमज़ोर करने और समाज में दरार पैदा करने के लिए कर रही हैं, सोशल मीडिया प्लेटफ़ॉर्म्स और दूसरे कम्युनिकेशन टूल्स का इस्तेमाल करके देश के ख़िलाफ़ साज़िश की जा रही है. द्रौपदी मुर्मू ने कहा कि हम विकसित भारत की दिशा में सही रास्ते पर हैं लेकिन जिस तरह से से जनता को गुमराह करने में तमाम तरह की अफ़वाहें फैलाने में, गलत सूचनाओं का सहारा लिया जा रहा है, वह गंभीर चिंता का विषय है. राष्ट्रपति ने कहा कि इस तरह की हरकतों को बेरोकटोक नहीं चलने दिया जा सकता, सरकार इसे रोकने के रास्ते खोजेगी. राष्ट्रपति ने विस्तार में बताया कि दस साल में सरकार ने कौन कौन से बड़े काम किए हैं, किस तरह से जनहित की योजनाओं को लागू किया है, नौजवानों, महिलाओं, पिछड़ों, दलितों और आदिवासियों के हितों की रक्षा करने वाले फ़ैसले लिए हैं, देश वैश्विक स्तर पर कहां से कहां पहुंचा है, दुनिया में भारत की छवि कैसे बदली है. इन सारी बातों की ज़िक्र राष्ट्रपति के अभिभाषण में हुआ. आगे सरकार क्या करेगी, अगले पांच साल के लिए कौन कौन से लक्ष्य रखे गए हैं, सरकार की दिशा कैसी होगी, इसका अंदाज़ा भी राष्ट्रपति के अभिभाषण से मिला. लेकिन सबसे पहले बात करूंगा संचार टैक्नोलॉजी के दुरुपयोग को लेकर. राष्ट्रपति ने कहा, “आज की संचार क्रांति के युग में विघटनकारी ताकतें, लोकतंत्र को कमजोर करने और समाज में दरारें डालने की साजिशें रच रही हैं. ये ताकतें देश के भीतर भी हैं और देश के बाहर से भी संचालित हो रही हैं. इनके द्वारा अफवाह फैलाने का, जनता को भ्रम में डालने का, misinformation का सहारा लिया जा रहा है. इस स्थिति को ऐसे ही बेरोक-टोक नहीं चलने दिया जा सकता. आज के समय में टेक्नॉलॉजी हर दिन और उन्नत हो रही है. ऐसे में मानवता के विरुद्ध इनका गलत उपयोग बहुत घातक है. भारत ने विश्व मंच पर भी इन चिंताओं को प्रकट किया है और एक ग्लोबल फ्रेमवर्क की वकालत की है. हम सभी का दायित्व है कि इस प्रवृत्ति को रोकें, इस चुनौती से निपटने के लिए नए रास्ते खोजें.” राष्ट्रपति ने इस बात के भी संकेत मिले कि मोदी सरकार के तीसरे कार्यकाल का पहला बजट कैसा होगा. हालांकि अभी ये तय नहीं है कि बजट किस दिन पेश किया जाएगा. चूंकि संसद का मॉनसून सेशन 22 जुलाई से शुरू होने वाला है और उम्मीद है कि 23 या 24 जुलाई को बजट आ सकता है. राष्ट्रपति ने कहा कि आने वाले में बजट में सरकार कुछ बड़े और एतिहासिक फैसले करेगी. जैसे ही राष्ट्रपति ने इमरजेंसी का जिक्र किया तो कांग्रेस के सांसदों ने शोर मचाना शुरू कर दिया. राष्ट्रपति ने कहा कि 25 जून 1975 को लागू हुआ आपातकाल, संविधान पर सीधे हमले का सबसे बड़ा और काला अध्याय था. तब पूरे देश में हाहाकार मच गया था, लेकिन देश की जनता ने संविधान को कुचलने वाली ताकतों को हराया, देश में फिर संविधान का राज स्थापित किया. राष्ट्रपति के भाषण को गहराई से समझने की ज़रूरत है. संसद में उन्होंने जो कहा इसका मतलब जानने की ज़रूरत है. राष्ट्रपति ने वो सारी बातें कह दीं जो नरेंद्र मोदी जनता को बताना चाहते हैं. पहली बात तो ये, कि तीसरी बार मोदी सरकार आई है जो कि निरन्तरता का द्योतक है, ये पिछली दो सरकारों का extension है. दूसरी बात, मोदी की तीसरी सरकार पहले की तरह कड़े और कड़वे फ़ैसले लेगी, आने वाले कुछ दिनों में इन फ़ैसलों का असर नज़र आएगा. तीसरी बात परोक्ष रूप से कही गई, कि डिजिटल मीडिया का इस्तेमाल झूठ फ़ैलाने और पब्लिक ओपिनियन को प्रभावित करने के लिए किया जा रहा है. इसमें घरेलू और विदेशी ताकतें दोनों शामिल हैं, और ये एक साज़िश है. ये बात चुनाव के संदर्भ में कही गई क्योंकि बीजेपी के नेता मानते हैं कि चुनाव के दौरान डिजिटल मीडिया के ज़रिए संविधान, डाक्टर अंबेडकर, आरक्षण, जातिगत जनगणना इन सबको मिलाकर एक फ़ेक नैरेटिव फैलाया गया जिसका बीजेपी को उत्तर प्रदेश और महाराष्ट्र में ख़ासा नुक़सान हुआ. जब राष्ट्रपति के अभिभाषण पर संसद में बहस होगी तो ये बातें और खुलकर सामने आएंगी. राष्ट्रपति के भाषण में एक और बात थी जो कांग्रेस को काफ़ी चुभी. वो था इमरजेंसी का ज़िक्र. इमरजेंसी कांग्रेस के शासनकाल के दौरान लगी थी, संविधान, न्यायपालिका और मीडिया का गला घोंट दिया गया था और कांग्रेस के पास इसका कोई जवाब नहीं है. इसीलिए कांग्रेस के नेता चाहते हैं कि इमरजेंसी के उन काले दिनों को लोग भूल जाएं, इस पर बात ना हो. लेकिन आजकल कांग्रेस की तरफ़ से लोकतंत्र की हत्या की बात तो की जाती है, संविधान को ख़त्म करने की बात भी होती है, अघोषित इमरजेंसी का ज़िक्र होता है, तो फ़िर 50 साल पहले के काले दिनों को याद करने में क्या आपत्ति है? ये ठीक है कि इमरजेंसी का काला अध्याय कांग्रेस की दुखती रग़ है, लेकिन कोई भी देश इतिहास में हुई ग़लतियों से सीखता है. इसीलिए उसे याद करने की ज़रूरत तो है.
MESSAGE IN PRESIDENT MURMU’S ADDRESS
President Droupadi Murmu’s address to the joint session of Parliament on Thursday clearly reflects the intent of Narendra Modi 3.0 goernment in the months to come. Firstly, she said ,some big and historic decisions will be taken in the forthcoming Union Budget, and the budget will be an effective document showcasing the futuristic vision and long-term policies of the government. Secondly, the President spoke about the misuse of communication medium by disruptive forces. Murmu said, “In this era of communication revolution, disruptive forces are conspiring to weaken democracy and create fissures in the society. These forces resort to rumourmongering, misleading the people and misinformation. This situation cannot be allowed to continue unchecked.” The President said, at a time when India is trying to attain its objective of Viksit Bharat, forces inside and outside the country are spreading misinformation and rumours to create divisions in society, which is a matter for worry. The government, she said, will not allow this to continue. She said, misue of latest technology in communication against humanity is dangerous, and India has already expressed its concerns on global platforms. India has called for a global framework, and it is our responsibility to stop these tendencies, and find new ways to tackle these challenges, she said. While outlining the achievements made in the fields of social welfare schemes and infrastructure projects, the President indicated that the next Union Budget will reflect some important decisions. Though the dates of Parliament’s monsoon session have not been decided, but sources say, the session may begin from July 22, and the Union Budget may be introduced either on July 23 or 24. The President also mentioned the 1975 Emergency, and amidst shouts from Congress MPs, described it as a “black chapter” in India’s history. The people of India, she said, defeated the forces which were trying to crush the Constitution and re-established the rule of Constitution. “It is our responsibility to ensure that such a situation is never repeated again”, she said. One needs to understand the meaning of the President’s address in depth and figure out what she was trying to convey. The President referred to points which Narendra Modi wants to convey to the people. Firstly, this is the third Modi government, in continuity, and it is an extension of the previous two governments. Secondly, the third Modi government will take strong and tough decisions, as it took in the past. The effect of such decisions will be seen in the coming days. Thirdly, it was indirectly conveyed that digital media is being misused to spread lies and sway public opinion. Both internal and external forces are involved in this conspiracy. This remark was made in the context of recent elections. Top BJP leaders feel that the digital media was misused during the recent elections to create a fake narrative around the Constitution, Ambedkar, caste reservation and caste based census. This resulted in large-scale poll reverses for the BJP in states like UP and Maharashtra. This issue is going to be surely debated during the discussion that will take place on the Motion of Thanks for the President in both Houses. The point that hit the Congress hard in the President’s speech was her remark about 1975 Emergency. The then Congress Prime Minister Indira Gandhi had imposed Emergency to save her throne, and Constitution, judiciary and media were trampled upon by the then autocratic government. The present Congress leadership has no reply to this attack. Congress leaders want that the dark days of Emergency are best forgotten and there should be no discussion on this issue. But the point here is that the Congress itself is leading the opposition in alleging that democracy is being crushed and the Constitution is being weakend. The opposition leaders have been alleging about “undeclared emergency”. Then how can the same leaders object when BJP members remind people about the Emergency that was imposed 50 years ago? The dark chapter of Emergency has always been a sore point for the Congress, but one must remember: A nation must learn from mistakes that were committed in the past.
