शिमला में बाहर से कौन आया, क्यों आया, कैसे आया?
शिमला में गुरुवार को पहली बार मज़हबी झगड़े की आग दिखाई दी. पहली बार हजारों लोग सड़कों पर उतरे. सबकी मांग एक थी कि शिमला में आए बांग्लादेशी और रोहिंग्या मुसलमानों को बाहर किया जाए. सबकी शिकायत एक थी कि ये लोग शिमला में शान्ति और भाईचारे के लिए खतरा बन गए हैं. ये बात इसलिए बड़ी बन गई क्योंकि हिमाचल की कांग्रेस सरकार के मंत्री अनिरुद्ध सिंह भी इस प्रोटेस्ट में शामिल हुए. उन्होंने प्रदर्शनकारियों की मांग को जायज़ बताया. अनिरूद्ध सिंह ने विधानसभा में भी मुख्यमंत्री से विनती की. कहा कि इस बात की जांच कराई जाए कि अचानक शिमला में बाहरी मुसलमानों की संख्या कैसे बढ़ गई, रेहड़ी पटरी और बाजारों पर रोहिंग्या मुसलमानों का कब्जा कैसे हो गया. जब अनिरुद्ध सिंह हिन्दू संगठनों के प्रोटेस्ट में शामिल हुए, तो मुख्यमंत्री सुखविन्दर सिंह सुक्खू को कहना पड़ा कि मंत्रियों, विधायकों को इस तरह के मामलों में नहीं पड़ना चाहिए. शिमला के लोगों ने सरकार को अल्टीमेटम दिया है कि दो दिन के भीतर शिमला में सरकारी जमीन पर बनी गैर क़ानूनी मस्जिद को गिराया जाए. आरोप है कि ये मस्जिद बाहरी मुसलमानों की पनाहगाह बन गई है, सारी गड़बडियों का केंद्र यही मस्जिद है, अगर सरकार मस्जिद नहीं गिराती है तो हिन्दू ये काम खुद करेंगे. मामला बढ़ा तो इस विवाद में AIMIM चीफ असदुद्दीन ओवैसी और कांग्रेस सांसद इमरान मसूद जैसे नेता भी कूद पड़े. उन्होने कहा कि ये पुरानी मस्जिद है, और मामला कोर्ट में है, इसलिए इसे गिराने का सवाल पैदा नहीं होता. आमतौर पर शिमला शान्त रहता है. सैलानियों से भरा रहता है लेकिन गुरुवार को शिमला की सड़कों पर नारे लगाते हुए हजारों लोगों का हुजूम पहुंचा. चौड़ा मैदान में हिन्दुओं को इकट्ठा होने की अपील देवभूमि क्षत्रिय संगठन की तरफ से की गई थी. मस्जिद का विरोध तो सिर्फ एक छोटा कारण था. लोगों की ज्यादा नाराजगी की मुख्य वजह शिमला में आए दिन होने वाली लूटपाट, चोरी, और छेड़खानी की घटनाएं थी और ज़्यादातर मामलों में इस तरह की हरकतें करने वाले बाहरी मुसलमान हैं. लोगों का इल्ज़ाम है कि संजौली मस्जिद इस तरह के लोगों की पनाहगाह बनी हुई है. जिस मस्जिद में पहले सिर्फ एक मंजिल थी, अब चार मंजिलें बन गई हैं, जहां पहले सिर्फ दो चार लोग रहते थे, अब वहां तीन सौ से ज्यादा लोग मस्जिद में आते जाते रहते हैं. लोगों का कहना है कि मस्जिद गैर क़ानूनी है क्योंकि सरकारी ज़मीन पर बनी है. शिमला में ढाई मंजिल से ज्यादा ऊंचा इमारत बनाने पर पाबंदी है. प्रदर्शनकारियों ने ये भी साफ कर दिया कि उन्हें शिमला में रहने वाले हिमाचली मुसलमानों से कोई दिक्कत नहीं हैं लेकिन बाहर से आए रोहिंग्या और बांग्लादेशी मुसलमान भाईचारे के लिए खतरा बन गए हैं. प्रदर्शनकारी महिलाओं ने कहा कि शिमला की सड़कों पर लगने वाली दुकानों पर रेहड़ी पटरी पर, रोहिंग्या मुसलमानों ने क़ब्ज़ा कर लिया है, वे हिन्दुओं को दुकान नहीं लगाने देते, सड़क पर बहन बेटियों को छेड़ते हैं, विरोध करने पर ख़ून ख़राबे पर उतर आते हैं. विधानसभा में मंत्री अनिरुद्ध सिंह ने कहा कि 2007 में मस्जिद बननी शुरू हुई, 2010 में इसकी शिकायत की गई, मुकदमा कोर्ट में गया लेकिन मस्जिद का काम जारी रहा और अब मस्जिद चार मंजिल की हो गई हैं. अनिरूद्ध सिंह ने इस बात पर हैरानी जताई कि 14 सालों तक मुक़दमा चलता रहा, मस्जिद भी बनती रही और प्रशासन सोता रहा. शहरी विकास मंत्री विक्रमादित्य सिंह ने कहा कि संजौली मस्जिद का मसला कोर्ट में है, 44 पेशियां हो चुकी हैं, और कोर्ट का जो भी फ़ैसला होगा, उसका पालन सरकार कराएगी. उन्होने माना कि मस्जिद में अवैध निर्माण किया गया था. AIMIM चीफ असदुद्दीन ओवैसी विवाद में कूद पड़े. राहुल गांधी से पूछा कि मुहब्बत की दुकान में इतनी नफ़रत कैसे भर गई, मस्जिद का मुक़दमा कोर्ट में है और हिंदूवादी उसे गिराने की मांग कर रहे हैं तो कांग्रेस के मंत्री उनका समर्थन कर रहे हैं, देश के नागरिकों को बांग्लादेशी और रोहिंग्या कह रहे हैं. यूपी से कांग्रेस सांसद इमरान मसूद ने कहा कि अनिरुद्ध सिंह लव जिहाद और रोहिंग्या घुसपैठियों जैसे जुमलों का इस्तेमाल करके बीजेपी की ज़ुबान बोल रहे हैं, जो ठीक नहीं है, वो ये मामला आला कमान के सामने उठाएंगे. हिमाचल के मुख्यमंत्री सुखविंदर सुक्खू ने कहा कि मंत्रियों को सांप्रदायिक बयान नहीं देने चाहिए, किसी को भी क़ानून हाथ में लेने का अधिकार नहीं है. कोर्ट का फ़ैसला आने के बाद उनकी सरकार ज़रूरी क़दम उठाएगी. शिमला के लोगों की नाराज़गी देखकर, इतनी भारी संख्या में प्रोटेस्टर्स को देखकर ये तो साफ है कि मस्जिद का विवाद सिर्फ ट्रिगर प्वाइंट है. असली दिक्कत ये है कि अचानक बाहर से आकर लोग शिमला में बस गए हैं. जो शिमला महिलाओं के लिए सुरक्षित था, वहां आए दिन छेड़खानी होने लगी हैं. जो शिमला हमेशा शांत रहता था, वहां आए दिन झगड़े और लूटपाट की घटनाएं होने लगी हैं. शिमला में लोग पीढ़ियों से मिलजुल कर भाईचारे के साथ रहते रहे हैं. बड़ी संख्या में बाहर से आए बांग्लादेशी और रोहिंग्या आकर तहखानों में रहने लगे. उनकी न कोई पहचान है, न उनपर कोई रोक. .दूसरी बात, जो बाहरी मुसलमान शिमला में बसे हैं, उन्हें मस्जिद में पनाह मिलती है, जुमे के दिन मस्जिद में सैकड़ों लोग जुटते हैं, कई बार मारपीट की घटनाएं हुई हैं जो शिमला के लिए बड़ी असामान्य घटना है. सबसे बड़ी बात ये कि शिमला में ढ़ाई फ्लोर से ज्यादा के निर्माण की इजाजत नहीं हैं, फिर चार मंजिला मस्जिद कैसे बन गई? नोट करने वाली बात ये है कि ये अवैध निर्माण कुछ महीनों में नहीं हुआ, इसमें बरसों लगे, इस दौरान कांग्रेस और बीजेपी दोनों की सरकारें रहीं. पर किसी ने एक्शन नहीं लिया. अगर ये मसला किसी बीजेपी के नेता ने उठाया होता तो इसे RSS का रंग दे दिया गया होता. पर ये सवाल कांग्रेस के स्थानीय MLA ने उठाया, जो सुक्खू की सरकार में मंत्री हैं. अनिरुद्ध सिंह ने विधानसभा में जो कहा वो चेतावनी है. मुख्यमंत्री ने कानून की बात कही पर उन्हें शिमला के लोगों की संवेदनाओं को समझना होगा. सुखविंदर सिंह सुक्खू खुद भी शिमला वाले हैं, वो लोगों की भावनाओं को समझते हैं. उन्हें इस समस्य़ा के बारे में एक व्यापक दृष्टिकोण अपनाना चाहिए.
Outsiders in Shimla : CM must take a larger view
Shimla, for the first time, witnessed communal tension, with several thousand protesters, belonging to BJP and various Hindu organizations, demanding demolition of a mosque. The protesters, on Thursday, also demanded identification and removal of all illegal Bangladeshi settlers, particularly Rohingya Muslims, who have entered Himachal Pradesh. The protest took political overtones, when Rural Development Minister Aniruddh Singh joined the protest and later appealed to the Chief Minister in the Assembly that a survey should be conducted for verification of all outsider vendors in Shimla. He alleged that the number of Muslim street vendors in Shimla has already jumped from 190 to 1,900, and that street vending rights should be given only to Himachalis. Local Shimla residents have given a two days’ ultimatum to authorities to demolish the “illegal” mosque. Shimla is, otherwise, a peaceful hill town, but on Thursday, thousands of Hindu protesters came to the streets at the call of Devbhoomi Kshatriya Sangathan. The protesters alleged that Sanjauli Masjid has become a shelter for outsider migrants. They alleged there has been a jump in the number of crimes like theft, snatchings and eve-teasing. They also alleged that earlier hardly two or four people used to stay in Sanjauli Masjid, but now the number has risen to more than 300. They have also alleged that the mosque has now four floors, bypassing municipal building laws. In Shimla, nobody is allowed to construct any building of more than two and a half floors. The Sanjauli Masjid is being constructed since last 14 years and the matter is pending in court. Hindu leaders allege that there is a conspiracy afoot to change the demography of Himachal Pradesh. AIMIM chief Asaduddin Owaisi, taking a dig at Congress party, asked, “why there is so much hatred towards Muslims in ‘muhabbat ki dukaan’? The matter is in court and Hindu outfits are demanding demolition of the mosque. Congress ministers are speaking the lingo of BJP leaders.” Congress MP from Uttar Pradesh Imran Masood objected to the Himachal Congress minister’s remarks and said he would raise the issue before the party high command. Masood said, Sanjauli Masjid has been there since 1947, and the matter of illegal construction is now pending in court. Looking at the anger of local residents in Shimla, one thing is clear: the mosque issue is only a trigger point. The main issue relates to people who have started settling from outside. Shimla town was always regarded as a safe city for women, but incidents of eve-teasing and snatchings have now increased. People have been living in Shimla since generations in an atmosphere of brotherhood. Over the years, Bangladeshis and Rohingya Muslims came and started living in basements of buildings. They have not been properly identified, nor action taken. Had a BJP leader raised this issue, the Congress could have blamed RSS hand behind the protest. The issue has been raised by a local Congress MLA who is a minister in Chief Minister Sukhvinder Singh Sukhu’s government. What minister Aniruddh Singh said in the Assembly should be taken as a warning. The Chief Minister has spoken about upholding rule of law, but he must understand the sentiments of the people of Shimla. Sukhu himself belongs to Shimla and he understands public sentiments. He should take a larger view of this problem.
योगी और अखिलेश के बीच ज़ुबानी जंग क्यों?
उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने साफ कह दिया कि माफिया, दंगाई और अपराधियों की संपत्तियों पर बुलडोजर चलता रहेगा, कानून के दायरे में रहकर पहले भी एक्शन हो रहा था, आगे भी होता रहेगा. जवाब में अखिलेश यादव ने कहा कि 2027 में जब यूपी में समाजवादी पार्टी की सरकार बनेगी, बुलडोज़र का रूख गोरखपुर की तरफ मोड़ा जाएगा. इसके जवाब में योगी ने कहा कि टीपू फिर सुल्तान बनने का ख्वाब देख रहा है लेकिन मुंगेरी लाल के हसीन सपने पूरे नहीं होंगे. वैसे तो यूपी में सिर्फ दस विधानसभा सीटों के लिए उपचुनाव होने हैं, लेकिन यूपी में सियासी माहौल जम्मू कश्मीर और हरियाणा से भी ज्यादा गर्म है. योगी और अखिलेश के बीच ज़बरदस्त जुबानी जंग हो रही है. बुधवार को योगी ने कहा कि बुलडोजर चलाने के लिए मजबूत दिल और साफ दिमाग चाहिए. जवाब में अखिलेश ने कहा कि बुलडोजर में दिल-दिमाग नहीं होता, स्टियरिंग होती है. योगी ने कहा कि स्टियरिंग संभालने के लिए भी हिम्मत चाहिए, जो माफिया के सामने नाक रगड़ने वालों में कभी नहीं आ सकती. योगी ने कहा कि यूपी में अब पूरी पारदर्शिता के साथ आरक्षण के नियमों का पालन करते हुए लाखों नौजवानों को नौकरियां दी जा रही हैं, लेकिन 2017 से पहले नौकरियों की लूट होती थी, चाचा-भतीजा लूट का माल बांटते थे. जवाब में फिर अखिलेश ने कहा योगी की कुर्सी खतरे में है, इसीलिए बाबा जी का ब्लडप्रैशर हाई है और कुछ भी बोल रहे हैं. योगी ने कहा कि समाजवादी पार्टी के DNA में ही जातिवाद, तुष्टीकरण और भ्रष्टाचार है. एक बार फिर जवाब में अखिलेश ने कहा कि योगी DNA का फुल फॉर्म बता दें, इसके बाद DNA की बात करें. बुधवार को दिन भर योगी और अखिलेश के बीच एक दूसरे पर कटाक्ष का खेल चलता रहा. योगी ने लखनऊ और प्रयागराज में नौजवानों को नियुक्ति पत्र बांटे और अखिलेश यादव ने लखनऊ में समाजवादी पार्टी के कार्यकर्ताओं की मीटिंग ली. योगी पर हमले की शुरूआत अखिलेश ने की. अखिलेश ने कहा कि बीजेपी के शासन में हर वर्ग परेशान है, यूपी बदहाल है, नौजवानों का भविष्य अंधेरे में है, समाजवादी पार्टी के PDA पर लोगों का भरोसा बढ़ा है, 2027 के विधआनसभा चुनाव में बीजेपी का सफाया होगा, समाजवादी पार्टी की सरकार बनेगी और तब यूपी के सारे बुलडोजरों का रूख गोरखपुर की तरफ होगा. योगी ने जवाब देने में देर नहीं की. लखनऊ में 1,300 से ज्यादा नौजवानों को नौकरी का नियुक्ति पत्र देने के बाद योगी ने कहा कि यूपी में अब पारदर्शी तरीके से भर्ती हो रही है, सभी जिलों और सभी जातियों के नौजवानों को नौकरी दी जा रही है, आरक्षण के मानकों का पालन हो रहा है, किसी के साथ भेदभाव नहीं हो रहा है. लेकिन अखिलेश ने युवाओं के भविष्य को अंधेरे में डाल दिया था. योगी ने अखिलेश के 2027 में सरकार बनाने के दावे पर तंज़ कसा. योगी ने कहा कि अखिलेश मुंगेरी लाल के हसीन सपने देख रहे हैं, टीपू सुल्तान बनना चाहते हैं लेकिन उनका ये सपना कभी पूरा होने वाला नहीं है. योगी ने कहा कि अखिलेश सरकार के समय जब भर्ती निकलती थी तब चाचा और भतीजे में वसूली की होड़ लगती थी. यादव परिवार में वसूली के लिए एरिया बांटे जाते थे. योगी ने यादव परिवार की तुलना आदमखोर भेड़ियों से की. उन्होंने कहा कि जैसा आतंक आजकल बहराइच में भेड़ियों का है, 2017 से पहले उसी तरह का खौफ यादव परिवार का था. योगी ने कहा कि लूट-खसोट करने वाले ऐसे लोगों पर यूपी की जनता अब भरोसा नहीं करेगी. अखिलेश ने कहा कि योगी को लोकसभा चुनाव की हार का सदमा लग गया है, उनकी कुर्सी खतरे में है इसलिए वो कुछ भी बोल रहे हैं, भ्रम फैला रहे हैं. उन्होंने कहा कि अगर उनके राज में भर्तियों में गड़बड़ी हुई तो योगी सरकार ने अब तक एक्शन क्यों नहीं लिया? क्या योगी भी इसमें शामिल थे? अखिलेश ने कहा कि आज भी यूपी में वही अफसर काम कर रहे हैं जो उनकी सरकार में काम कर रहे थे, योगी उनकी सरकार पर आरोप लगाकर परोक्ष रूप से उन अफसरों पर भी आरोप लगा रहे हैं, इसके लिए उन्हें माफी मांगनी चाहिए. योगी ने कहा कि उनकी सरकार का बुलडोज़र कानून के दायरे में चला, बुलडोज़र चलाने के लिए हिम्मत और दृढ इच्छाशक्ति चाहिए, एक वक्त था जब यूपी में दंगा होता था, माफियाओं का आतंक था, यूपी का विकास रुक गया था क्योंकि दंगाईयों और माफिया के आगे घुटने टेकने वाले लोग बुलडोज़र नहीं चला सकते. अखिलेश ने कहा कि बीजेपी राजनीतिक विरोधियों से बुलडोजर के ज़रिए बदला ले रही है. अगर नक्शे पास नहीं है, तो बुलडोजर चला दिया, योगी बताएं क्या मुख्यमंत्री आवास का नक्शा पास है, बुलडोज़र दिल-दिमाग से नहीं स्टियरिंग से कंट्रोल होता है और जनता कल किसी और के हाथ में बुलडोज़र की स्टियरिंग दे सकती है. फूलपुर में 10 हजार युवाओं को स्मार्ट फोन और टैबलेट, और 5 हजार नौजवानों को नियुक्ति पत्र, और उद्योग शुरू करने वाले युवाओं को 600 करोड़ रुपये के लोन अप्रूवल पत्र देने के बाद योगी ने कहा ये उनके बुलडोजर मॉडल का ही असर है कि अब यूपी में दंगा नहीं होता, अखिलेश और उनकी सरकार माफिया को पालती थी, उनके इशारों पर काम करती थी लेकिन 2017 के बाद से सारे माफिया मिट्टी में मिल गए, अब दंगा करने वाले बुलडोजर से डरे हुए हैं.
वार-पलटवार यहीं खत्म नहीं हुआ. अखिलेश ने ट्विटर पर लिखा कि अगर आपका बुलडोजर मॉडल इतना ही कामयाब है तो अलग पार्टी बनाकर बुलडोजर निशान पर चुनाव लड़ लें, आपका भ्रम भी टूट जाएगा और घमंड भी, वैसे भी आपके जो हालात हैं, उसमें आप बीजेपी में होते हुए भी नहीं के बराबर ही हैं, अलग पार्टी तो आपको आज नहीं तो कल बनानी ही पड़ेगी. योगी और अखिलेश ने जो कहा, उनकी हर बात के पीछे एक कहानी है. जैसे टीपू अखिलेश यादव के घर का नाम है, मुलायम सिंह उन्हें इसी नाम से बुलाते थे और बुलडोजर बाबा योगी आदित्यनाथ का नाम है. यूपी में लोग उन्हें इसी नाम से बुलाते हैं. जब अखिलेश बुलडोजर गोरखपुर की तरफ मोड़ने की बात कहते हैं तो इनका इशारा योगी के मठ की तरफ होता है और जब योगी माफिया के आगे घुटने टेकने वालों का जिक्र करते हैं, तो उनका निशाना अखिलेश पर होता है. अखिलेश जब कहते हैं कि योगी की कुर्सी खतरे में है तो वो बीजेपी में अंदरुनी लड़ाई की तरफ संकेत करते हैं. योगी जब कहते हैं कि पहले चाचा भतीजा माल लूटते थे तो उनका इशारा अखिलेश और शिवपाल की तरफ होता है. आजकल ये जंग इसीलिए इतनी ज्यादा तेज़ है क्योंकि यूपी में 10 सीटों पर उपचुनाव होने वाले हैं. योगी और अखिलेश दोनों इन उपचुनावों से यूपी में अपना वर्चस्व साबित करना चाहते हैं..
Why Yogi and Akhilesh are engaged in a war of words?
As a prequel to the forthcoming 10 crucial assembly byelections in Uttar Pradesh, Chief Minister Yogi Adityanath and Samajwadi Party chief Akhilesh Yadav are presently engaged in a war of words to build up the tempo for electioneering by both parties. On Wednesday, Yogi distributed job letters to youths in Lucknow and Prayagraj, while Akhilesh Yadav addressed a meeting of his party workers in Lucknow. Firing the first salvo, Akhilesh Yadav alleged that all sections of society in UP are facing problems, while lakhs of unemployed youths are staring at a bleak future. He claimed that BJP would be wiped out in 2027 assembly elections, after which “bulldozers under our party’s rule will be sent to Gorakhpur”. Yogi did not spend much time in responding. He identified four topics: bulldozer, economic situation, PDA (backwards, Dalit and minorities) and Akhilesh’s claim to return to power in 2027. Yogi said, Akhilesh is daydreaming on the lines of ‘Mungeri Lal Ke Haseen Sapney’, and it’s not going to happen. Yogi alleged that during Akhilesh’s rule, youths from backward castes and Dalit communities were not given government jobs, and both ‘Chacha-Bhatija’ were busy in extortion. Yogi went to the extent of comparing Akhilesh Yadav’s clan with the ‘pack of wolves on the rampage in Bahraich’. Akhilesh Yadav responded by saying that Yogi is suffering from depression due to reverses in Lok Sabha elections and ‘he may lose his chair anytime’. On bulldozer issue, Yogi Adityanath said, his government used bulldozers to raze illegal properties by following rules. “One needs strong political will and courage to order bulldozers to raze illegal properties…those who bowed before rioters and mafia gangsters can never order bulldozers to raze ”, Yogi said. Akhilesh Yadav pointed out to recent Supreme Court observations on misuse of bulldozers, and alleged that BJP was taking political revenge against rivals by using bulldozers. “Do not forget, people can give the steering of bulldozers to some other parties tomorrow”, Yadav said. In Prayagraj, while giving away loan approval letters worth Rs 600 crore to youths, Yogi said, “it is because of our bulldozer model that there has not been a single major riot in UP till now.” In response, Akhilesh Yadav wrote on social media, “If your bulldozer model is successful, then why don’t you form a separate party with bulldozer as your model and contest elections? Your delusion and ego will crash. Today, your presence in BJP is almost nil and sooner than later, you’ll have to form a new party.” There is a story behind each of the remarks made by both Yogi and Akhilesh Yadav. When Yogi says ‘Tipu’, it refers to Akhilesh’s pet name given by his father, Mulayam Singh Yadav. When Akhilesh says ‘Bulldozer Baba’, it refers to Yogi Adityanath, because people in UP call their CM by this name. When Akhilesh speaks about sending bulldozers to Gorakhpur, it means, Yogi’s Gorakhnath Math. When Akhilesh says ‘Yogi may lose his chair’, he is referring to reported internal squabbles in UP BJP. And when Yogi says, ‘Chacha-Bhatija’, it refers to Shivpal Singh Yadav and his nephew Akhilesh. The war of words is going to assume strident tones in the coming days, once the schedule for 10 assembly byelections is declared. Both Yogi and Akhilesh are out to prove their political supremacy in Uttar Pradesh.

बंगाल में ममता बनर्जी ने रेप और हत्या के आरोपियों को फांसी की सज़ा दिलाने वाला कानून विधानसभा में पास करवा दिया. बीजेपी ने इसका समर्थन किया. इस कानून में बलात्कार के मामलों की जांच को 21 दिन के अंदर पूरी करने को अनिवार्य बनाया गया है. अपराजिता एक्ट 2024 नामक इस कानून के तहत बंगाल के हर जिसे में अपराजिता टास्क फोर्स बनाई जाएगी जो रेप और इससे जुड़े मामले की जांच 21 दिन में पूरी करके मुजरिम को सज़ा दिलाएगी. इस टास्क फ़ोर्स की अगुवाई एक DSP रैंक के अफसर के पास होगी. अगर किसी मामले में टास्क फ़ोर्स 21 दिन में जांच पूरी नहीं कर पाती तो DSP को इसकी वजह बतानी होगी और अगर कारण सही हुआ तो टास्क फोर्स को जांच पूरी करने के लिए ज्यादा से ज्यादा 15 दिन का एक्सटेंशन मिलेगा. यानी किसी भी हालत में रेप के मामलों में जांच 36 दिन में पूरी होगी. हालांकि इस बिल में इस बात का प्रावधान नहीं है कि अगर रेप के केस में सबूत मिटाने की कोशिश होती है, पुलिस की भूमिका पर भी सवाल उठते हैं तो दोषी पुलिसवालों के खिलाफ क्या कार्रवाई होगी? अगर रेप का केस दर्ज करने में पुलिस गड़बड़ी करती है तो क्या कार्रवाई होगी? विपक्ष के नेता शुभेंदु अधिकारी ने इस बिल में सात संशोधनों के सुझाव दिए, जैसे अगर कोई पुलिस अफसर रेप की FIR लिखने से मना करता है, तो उसे कड़ी से कड़ी सज़ा मिलनी चाहिए, मेडिकल जांच या फिर पोस्टमॉर्टम में देरी या लापरवाही करने वाले मेडिकल अफसर के लिए भी सज़ा का प्रावधान होना चाहिए. सबूत नष्ट होने पर जांच अधिकारी को ज़िम्मेदार बनाया जाना चाहिए. अगर पोस्टमॉर्टम करने या मेडिकल जांच करने वाला स्वास्थ्य अधिकारी अपना बयान बदलता है, तो उसके लिए भी सज़ा का प्रावधान होना चाहिए. गवाहों को सरकार से पूरी सुरक्षा मिलनी चाहिए और ऐसे मुक़दमों की सुनवाई 30 दिन में पूरी होने की शर्त भी बिल में जोड़ी जानी चाहिए. सरकार ने शुभेन्दु अधिकारी के सुझाव नहीं माने, संशोधनों को खारिज करके बिल पास करवा दिया. बहरहाल इस बिल में ये प्रवधान है कि अगर रेप के बाद विक्टिम की मौत होती है या वो कोमा में जाती है, तो मुजरिम को फांसी की सज़ा मिलेगी. बलात्कार के अपराधियों को ज़िंदगी भर जेल में रहने की सज़ा मिलेगी और सज़ा होने के बाद उसको परोल भी नहीं मिल सकेगी. इस क़ानून के तहत डॉक्टरों और नर्सेज़ को पूर्ण सुरक्षा देने, महिला डॉक्टर्स की केवल 12 घंटे की नाइट ड्यूटी होने, डॉक्टरों और नर्सों के आने जाने के रास्ते की पूरी सुरक्षा सुनिश्चित करने के प्रावधान हैं. पूरे रास्ते में cctv कैमरे लगाए जाएंगे. ममता सरकार ने इसके लिए 100 करोड़ रुपए का प्रावधान किया है. बिल पर चर्चा के दौरान ममता बनर्जी ने बीजेपी के विधायकों से कहा कि वे राज्यपाल से कहकर जल्दी से जल्दी इस बिल पर दस्तखत करा दें ताकि महिलाओं को इंसाफ़ दिलाया जा सके. ममता बनर्जी ने विधानसभा में लंबा राजनीतिक भाषण दिया, कहा कि महिला सुरक्षा के नाम पर उनका इस्तीफा मांगा जा रहा है लेकिन यूपी, राजस्थान, मध्य प्रदेश जैसे बीजेपी शासित राज्यों में आए दिन महिलाओं पर ज़ुल्म होते हैं, इनमें से कितने राज्यों के मुख्यमंत्रियों ने इस्तीफ़े दिए? ममता ने कहा कि अगर इस्तीफ़ा देना ही है तो देश के प्रधानमंत्री और गृह मंत्री इस्तीफ़ा दें. बीजेपी ने भी पलटवार किया. कृषि मंत्री शिवराज चौहान ने ममता बनर्जी से पूछा कि क्या वो इस कानून के तहत महिलाओं पर जुल्म करने वाले संदेशखाली के डॉन शाहजहां शेख़ को फांसी की सज़ा दिलाएंगी? अगर ममता शाहजहां शेख़ जैसे अपराधियों को नए क़ानून से सज़ा नहीं दिला सकतीं तो ऐसे क़ानून बनाने का कोई मतलब नहीं है. कोलकाता की डॉक्टर बेटी को न्याय दिलाने के लिए संघर्ष कर रहे RG कर हॉस्पिटल के डॉक्टर्स ने ममता बनर्जी के इस बिल पर कहा कि सिर्फ कानून बनाने से कुछ नहीं होगा क्योंकि देश में बहुत से क़ानून तो पहले से ही हैं, जरूरत है कानूनों को ठीक से लागू करने की. डॉक्टर्स ने कहा कि डॉक्टरों के विरोध प्रदर्शन के डर कर ममता बनर्जी नया बिल लेकर आई हैं. डॉक्टर किसी राजनीतिक पार्टी के कार्यकर्ता नहीं हैं. उन्होंने जो बात कही उस पर गौर करने की जरूरत है. क्योंकि 2012 में रेप करने वालों के खिलाफ सख्त कानून बनाया गया. उससे पहले पाक्सो एक्ट है और भी कई कानून हैं. इसलिए ये बात सही है कि अगर कानूनों को ठीक से लागू नहीं किया जाता तो फिर नया कानून बनाने का क्या फायदा? इसलिए सबसे जरूरी तो ये है कि ममता बनर्जी की सरकार सिस्टम के प्रति लोगों का भरोसा पैदा करे. वैसे ममता ने अच्छा कानून बनाया, सख्त कानून बनाया. ये कानून बंगाल में महिलाओं के खिलाफ अपराध करने वालों को कड़ी सजा दिलाने के रास्ते खोलेगा. पर इसका डर तभी पैदा होगा जब इस कानून के तहत दो-चार अपराधियों को बिना देरी के सजा-ए-मौत मिलेगी. बीजेपी का ये कहना ठीक नहीं है कि ममता ने मजबूरी में ये बिल पेश किया क्योंकि बीजेपी ने भी तो मजबूरी में इस कानून को समर्थन किया. इसी तरह अगर ये बिल पेश करते समय ममता बनर्जी मोदी पर हमला न करतीं तो सारा फोकस महिलाओं की सुरक्षा पर बना रहता. ममता ने मोदी पर अटैक किया तो फिर शिवराज सिंह चौहान ने शाहजहां शेख की याद दिला दी.
Mamata’s anti-rape Bill is good : Implementation is the key
On a day when the Centre’s Ministry of Home Affairs told the Supreme Court that the West Bengal authorities are posing hurdle in deployment of CISF personnel at R.G.Kar Hospital, Chief Minister Mamata Banerjee’s government got the Aparajita Woman and Child Bill passed in the Assembly with the support of BJP. The bill provides for death penalty to those convicted in rape cases where the victim dies or is rendered permanently crippled, imprisonment for rest of life in rape and gang rape cases, life term or death penalty for repeat offenders in rape cases, probe to be completed within 21 days with possible extension of 15 days, creation of 52 special courts, setting up of Aparajita Task Force in districts headed by a DSP, and jail or fine for unauthorized publishing of court proceedings in rape cases. BJP pressed for inclusion of seven amendments providing for stern punishment to police officers who refuse to file rape-related FIR, or to medical officers deliberately causing negligence or delaying post mortem, or to investigating officer destroying vital evidence, but these amendments were rejected. In her reply, Mamata Banerjee gave a political speech demanding resignations of BJP chief ministers in whose states heinous rape-murder crimes have been committed. Union Minister Shivraj Singh Chouhan challenged Mamata to get Shahjahan Sheikh, the prime accused in rapes of women in Sandeshkhali, convicted under the new law. Agitating hospital doctors said, merely amending law will not be sufficient, strict implementation is the key. The doctors said, Mamata Banerjee has brought this new law only after her party became scared after their protests. Doctors of R.G.Kar Hospital and other hospitals in Kolkata are not political party workers and their remarks need to be studied carefully. In 2012, a stern anti-rape law was enacted after the infamous Nirbhaya rape-murder incident in Delhi, POCSO Act was made to give justice to sexually abused children. There are some other similar legislations. The doctors are right when they say that sincere implementation of anti-rape law is the key. Mamata Banerjee’s government must regain the trust of people in the system. No doubt, Mamata has prepared a strong anti-rape law and if implemented honestly, it can open the path for giving stern punishment to rapists and murderers. Criminals will start fearing only when two or four rapists and murderers are given death sentence without delay. It is not right on part of BJP to say that Mamata has introduced this bill because of compulsion. The fact is, BJP itself supported this law out of political compulsion. It would have been better if Mamata had confined her speech to the issue of providing security to women instead of lambasting Prime Minister Narendra Modi. It was only when she attacked Modi that Shivraj Singh Chouhan had to remind her about Shahjahan Sheikh, the dreaded don of Sandeshkhali, where women still live in fear at night.
जाति जनगणना : RSS ने प्रस्ताव क्यों रखा?
राष्ट्रीय स्वयंसेवक संघ ने पहली बार जाति जनगणना का समर्थन किया है. इस हिमायत से RSS ने विरोधी दलों को चौंका दिया. RSS ने जातियों की संख्या गिने जाने के सवाल पर खुलकर अपनी राय जाहिर की. कहा कि संघ जाति जनगणना कराने को जरूरी मानता है. केरल के पालक्काड़ में तीन दिन चली RSS की समन्वय बैठक में इस मुद्दे पर काफी विचार विमर्श हुआ और तय हुआ कि RSS जाति जनगणना का समर्थन करेगा. RSS के प्रचार प्रमुख सुनील आंबेकर ने कहा कि जो जातियां या वर्ग विकास के क्रम में पिछड़ गए हैं, उनके लिए योजनाएं बनाने से पहले सरकार के पास इस तरह के वर्गों की संख्या की जानकारी होना जरूरी है, इसलिए RSS जाति जनगणना के पक्ष में हैं. हालांकि सुनील आंबेकर ने इसमें एक शर्त भी लगाई. उन्होंने कहा कि जाति जनगणना हो, लेकिन इस पर सियासत न हो क्योंकि ये मुद्दा सामाजिक बराबरी का है, इसका इस्तेमाल समाज में दूरियां बढ़ाने के लिए नहीं किया जाना चाहिए. RSS की जिस बैठक में जाति जनगणना पर बात हुई, उसमें बीजेपी के अध्यक्ष जे.पी. नड्डा भी मौजूद थे लेकिन अब इस बात की संभावना है कि मोदी सरकार जल्दी जातिगत जनगणना के बारे में फैसला करेगी. हालांकि इसका स्वरूप क्या होगा? इसके आंकड़े सार्वजनिक किए जाएंगे या नहीं? ये सवाल अभी बने हुए हैं. जाति जनगणना की मांग को सियासी मुद्दा बना रहे राहुल गांधी, तेजस्वी यादव, अखिलेश यादव जैसे नेता अब क्या करेंगे? RSS के राष्ट्रीय प्रचार प्रमुख सुनील आंबेकर ने कहा है कि संघ का मानना है कि विकास की मुख्यधारा में पीछे रह गए वर्गों के लिए यदि सरकार कुछ योजनाएं बनाना चाहती है तो इसके लिए इन वर्गों की संख्या पता होना चाहिए. इसलिए जाति जनगणना जरूरी है लेकिन इसके आंकड़ों पर राजनीति नहीं होनी चाहिए. ये राजनीति का नहीं, सामाजिक मुद्दा है. इसका सियासी इस्तेमाल नहीं होना चाहिए लेकिन जाति जनगणना को सियासी मुद्दा बनने से कैसे रोका जाएगा? ये तो सुनील आंबेकर नहीं बताया. ये सवाल इसलिए बनता है क्योंकि जात जनगणना पहले ही राजनीति का मुद्दा बन चुका है. लोकसभा चुनाव में विपक्ष ने इसे ज़ोर-शोर से उठाया. शुरूआत बिहार से हुई थी जहां तेजस्वी यादव ने बार बार ये इल्जाम लगाया कि जब वो सरकार में थे तो राज्य में जाति जनगणना करवा कर उन्होंने नीतीश कुमार को संख्या के आधार पर आरक्षण में वृद्धि के लिए मजबूर कर दिया लेकिन जब से नीतीश कुमार बीजेपी के साथ चले गए तब से ये मामला लटक गया. आज जैसे ही RSS ने जाति जनगणना के समर्थन की बात कही तो सबसे पहला तेजस्वी यादव ने कहा कि लालू यादव ने जिस तरह से पिछड़ी जातियों में जागरूकता पैदा की, उसी का नतीजा है कि अब सबको अपना स्टैंड बदलना पड़ रहा है. तेजस्वी ने कहा कि RSS और BJP आरक्षण विरोधी है, ये लोग संविधान बदलना चाहते हैं, इसलिए इनकी बात पर यकीन नहीं है क्योंकि ये लोग कहते कुछ है और करते कुछ और ही हैं. इनके गुप्त एजेंडा का पता लगाना मुश्किल है. अब 10 सितंबर से तेजस्वी यादव बिहार में आभार यात्रा निकालने वाले हैं जिसमें इस मुद्दे को लेकर बीजेपी और जेडीयू को घेरने का उनका प्लान है. आज RSS की राय सामने आने के बाद समाजवादी पार्टी के अध्यक्ष अखिलेश यादव ने कहा कि जाति जनगणना से ही सबका विकास होगा लेकिन बीजेपी समाज के वंचित वर्ग को आरक्षण नहीं देना चाहती. कांग्रेस ने सुनील आंबेकर के बयान पर प्रतिक्रिया देते हुए सोशल मीडिया पर कहा कि जाति जनगणना से समाज की एकता और अखंडता को खतरा हो सकता है, ये कहना ही जाति जनगणना की मांग का खुला विरोध है. कांग्रेस अधघ्यक्ष मल्लिकार्जुन खर्गे ने पूछा कि “RSS स्पष्ट रूप से देश को बताए कि वो जातिगत जनगणना के पक्ष में है या विरोध में है? देश के संविधान के बजाय मनुस्मृति के पक्ष में होने वाले संघ परिवार को क्या दलित, आदिवासी, पिछड़े वर्ग व ग़रीब-वंचित समाज की भागीदारी की चिंता है या नहीं?” RSS ने वही स्टैंड लिया है, जो चिराग पासवान की पार्टी का है कि जाति जनगणना हो लेकिन इसके आंकड़े जारी न किए जाएं. आंकड़े सिर्फ सरकार के पास रहें जिससे उन जातियों के लिए योजनाएं बनाने में आसानी हो जो विकास के क्रम में पीछे रह गई हैं या जिन्हें आरक्षण का फायदा अब तक नहीं मिला है. अखिलेश यादव हों, तेजस्वी यादव हों या राहुल गांधी, सारे नेता यही तर्क देते हैं कि जाति जनगणना इसलिए जरूरी है ताकि सभी जातियों की सामाजिक और आर्थिक स्थिति का पता लगा सके, उसके आधार पर फैसले हो सकें. लेकिन जब वही बात RSS ने कही तो ये बात आरक्षण विरोधी हो गई. हकीकत ये है कि विरोधी दलों के नेताओं की रणनीति बिल्कुल साफ है. वो पहले जाति जनगणना की मांग करेंगे, फिर आंकड़े सार्वजनिक करने की मांग होगी, फिर “जिसकी जितनी सख्या भारी, उसकी उतनी हिस्सेदारी” का नारा लगाएंगे, आरक्षण की सीमा को बढ़ाने की मांग करेंगे, तमिलनाडु के आरक्षण का हवाला दिया जाएगा. कुल मिलाकर मंसूबा अपनी सियासत चमकाने का है. वोट बैंक का है. इसीलिए आज जब RSS ने कहा कि जाति जनगणना तो हो, लेकिन इस पर सियासत न हो, तो जाति जनगणना की मांग करने वाले सभी विरोधी दलों के नेताओं को आग लग गई. क्योंकि इस तरह का स्टैंड लेकर संघ ने उनकी रणनीति को बेपर्दा कर दिया.
Caste Census : Why did RSS propose?
Rashtriya Swayamsewak Sangh, the ideological mentor of Bharatiya Janata Party, on Monday clearly indicated its support to the caste census, but added a rider saying that the census should not be used as ‘a political tool.’ At the end of the three-day Samanwaya Baithak (coordination meeting) between RSS and its frontline outfits, Sunil Ambekar, prachar pramukh (publicity in-charge) of RSS told a press conference: “For the welfare of communities or castes which are lagging behind, which require special attention, government needs statistics, and it is a well-established practice. It was done in the past and can be done again, but if should be meant only for the welfare of these communities and castes, and it should not be used as a political tool for elections. We want to put this as a line of caution for everyone.” Opposition parties, particularly the Congress, had been demanding caste census, and there are indications that the Centre might soon take a call on caste census issue. But the question remains whether the Centre will put caste census statistics in public domain? While Lalu Prasad’s Rashtriya Janata Dal welcomed the RSS step, it also demanded that caste census and caste-based reservation must be included in the Ninth Schedule of Constitution. RJD leader Tejashwi Yadav is going to take out “Aabhar (thanksgiving) Yatra” in Bihar from September 10, but the objective is to put BJP its ally JD-U in a corner. Samajwadi Party chief Akhilesh Yadav said caste census alone can ensure development of all sections of society. The Congress, however, questioned the RSS spokesperson’s observation that caste census could also pose a danger to social unity. “It means RSS is openly opposing caste census”, the party said. Congress President Mallikarjun Kharge said, “RSS should clearly tell the country whether it is for or against caste census? Is the Sangh Parivar, which supports Manu Smriti in place of our Constitution, really concerned about giving representation to our backward, poor and exploited classes?” RSS has taken the same stand which Chirag Paswan’s LJP(R) has taken. It wants caste census to be undertaken but the figures should not be revealed. It wants the figures to be used only for making welfare plans for those castes, which have been left behind in the march towards progress. Whether it is Akhilesh Yadav, or Tejashwi Yadav, or Rahul Gandhi, all of them insist on caste census in order to know the socio-economic conditions of all castes. But when the RSS said the same thing, it is being dubbed as “anti-reservation”. The strategy of opposition leaders seems to be quite clear. They will first demand caste census, and then demand that the figures be made public. They will then demand proportional representation for castes by taking shelter behind the slogan, “Jiski Jitni Sankhya Bhaari, Uski Utni Hissedari”. They will demand hiking the reservation limit, citing the example of Tamil Nadu. The sole objective is to play vote-bank politics. By extending support to caste census, the RSS has exposed the real strategy of the opposition parties.
Shivaji statue collapse : Modi’s public apology means a lot
The public apology tendered by Prime Minister Narendra Modi over the collapse of Chhatrapati Shivaji’s 35-feet tall statue in Sindhudurg is, in itself, a significant one, and one should respect it. Addressing a rally in Palghar, Modi said, “Chhatrapati Shivaji Maharaj is our ‘aaradhya dev’ (revered deity), and I bow my head and apologise to my deity”. This was the Prime Minister’s first remark after the statue, which was unveiled by him on Navy Day (December 4) last year, collapsed due to strong winds. Modi’s apology comes in the wake of opposition Maha Vikas Aghadi leaders Sharad Pawar, Uddhav Thackeray and Nana Patole planning to stage protest in Mumbai on Sunday, September 1. By tendering public apology, Modi has sought to effectively counter the opposition move. Shivaji is an emotional issue that touches the chords in every Maharashtrian’s heart. Already, the government has started taking action against the company which was awarded the contract to install the statue. The structural consultant Chetan Patil was arrested on Friday after an FIR was filed by police. It is now upto the court to give judgement. But more than a legal one, it has now become a political issue. Since Maharashtra assembly polls are due before the end of this year, opposition MVA leaders are trying to nail the ruling alliance on this emotive issue. The statue was built under the supervision of Indian Navy in collaboration with state public works department. Since there was no scope for politics over this incident, Uddhav Thackeray, Sharad Pawar and Nana Patole took this up because the statue was unveiled by the Prime Minister. By tendering his apology, in all humility, the Prime Minister has apologised not only to Shivaji Maharaj but also to all Maharashtrians. This, however, is not going to cut any ice with the opposition alliance which wants the issue to remain hot till the elections are over.

प्रधानमंत्री नरेन्द्र मोदी ने महाराष्ट्र जाकर शिवाजी महाराज के चरणों में सिर रखकर माफी मांगी. महाराष्ट्र की धरती पर खड़े होकर मोदी ने बिना लाग लपेट के कहा कि सिर्फ छत्रपति शिवाजी से ही नहीं, जिन लोगों को भी शिवाजी की प्रतिमा खंडित होने से कष्ट पहुंचा, वह उन सबके चरणों में सिर रखकर माफी मांगते हैं. मोदी ने कहा कि छत्रपति शिवाजी उनके लिए सिर्फ महाप्रतापी राजा, कुशल योद्धा और मातृभूमि के रक्षक ही नहीं, उनके लिए आराध्य देव हैं. चूंकि शिवाजी की मूर्ति का टूटना महाराष्ट्र में भावनात्मक मुद्दा है, विपक्षी महाविकास आघाड़ी के नेता आग में घी डालने का काम कर रहे हैं. रविवार 1 सितम्बर को शरद पवार, उद्धव ठाकरे और नाना पटोले मुंबई में शिवाजी महाराज की मूर्ति के पास प्रदर्शन करने की तैयारी कर रहे थे, लेकिन इससे पहले ही मोदी ने माफी मांग कर विपक्ष की रणनीति पर पानी फेर दिया. मोदी शुक्रवार को पालघर में एक रैली को संबोधित कर रहे थे, उन्होने कहा कि 2013 में जब उन्हें प्रधानमंत्री पद का उम्मीदवार बनाया गया था, उस वक्त वो सबसे पहले रायगढ़ गए थे और शिवाजी के किले में उनकी प्रतिमा के सामने बैठकर देश सेवा का व्रत लिया था. मोदी ने कहा कि शिवाजी उनके लिए आराध्यदेव हैं, इसलिए सिंधुदुर्ग में जिस तरह छत्रपति की मूर्ति खंडित हुई, उससे वह बेहद दुखी हैं और इसीलिए वह सबके सामने सिर झुकाकर शिवाजी महाराज के चरणों में सिर रखकर माफी मांगते हैं. प्रधानमंत्री ने कहा कि उन्हें शिवाजी प्रतिमा की घटना पर माफी मांगने में कोई संकोच नहीं है लेकिन इसी महाराष्ट्र के सपूत वीर सावरकर का रोज़ रोज़ अपमान किया गया, उन्हें गालियां दी गईं, लेकिन माफी मांगना तो दूर, उल्टे वीर सावरकर को गालियां देने वाले कोर्ट में लड़ने को तैयार हैं. मोदी ने कहा कि यही संस्कारों का फर्क है. वीर सावरकर का अपमान करने के मामले में राहुल गांधी के खिलाफ पुणे के कोर्ट में मुकदमा चल रहा है. राहुल गांधी अपने बयान पर माफी मांगकर मामला खत्म करने के बजाए मुकदमे का सामना कर रहे हैं. वीर सावरकर बाला साहब ठाकरे के भी आदर्श थे लेकिन सावरकर के अपमान पर उद्धव ठाकरे ने खामोशी साध ली, इसीलिए मोदी ने आज ये मुद्दा उठाया. राहुल गांधी भले ही न मानें, लेकिन महाराष्ट्र कांग्रेस के नेता भी जानते हैं कि वीर सावरकर के अपमान का मुद्दा महाराष्ट्र के लोगों की भावनाओं से जुड़ा है, चुनाव में इसका नुकसान हो सकता है. प्रधानमंत्री ने शिवाजी की मूर्ति को लेकर इस तरह से सार्वजनिक तौर पर माफी मांगी, ये बहुत बड़ी बात है. इसका सबको सम्मान करना चाहिए. वैसे इस मामले में कार्रवाई भी हो रही है. छत्रपति शिवाजी की मूर्ति लगाने का ठेका जिस कंपनी को मिला थे, उस कंपनी के खिलाफ पहले FIR दर्ज हो चुकी है. शुक्रवार को इस मामले में Structural consultant चेतन पाटिल को गिरफ्तार कर लिया गया. अब सबूतों के आधार पर कोर्ट दोषियों को सजा देगा लेकिन ये मसला कानून से ज्यादा राजनीतिक बन चुका है. चूंकि महाराष्ट्र में चुनाव सिर पर हैं, छत्रपति शिवाजी महाराष्ट्र के लोगों के लिए बहुत ही भावनात्मक मुद्दा हैं, इसलिए महाविकास आघाड़ी के नेता इस मुद्दे पर बीजेपी को घेरने की कोशिश कर रहे हैं. हालांकि हकीकत ये है कि भारतीय नौसेना दिवस के मौके पर इस मूर्ति का अनावरण किया गया था, मूर्ति नौसेना की देखरेख में बनी थी, इसलिए इसमें राजनीति की गुंजाइश तो नहीं थी लेकिन चूंकि मूर्ति का अनावरण प्रधानमंत्री नरेन्द्र मोदी ने किया था, इसलिए उद्धव ठाकरे, शरद पवार और नाना पटोले को मौका मिला. लेकिन मोदी ने जिस अंदाज़ में, पूरी विनम्रता के साथ सिर्फ छत्रपति शिवाजी से ही नहीं, महाराष्ट्र के लोगों से भी माफी मांगी है, उससे महाविकास आघाड़ी के नेताओं को बड़ा झटका लगा होगा. हालांकि वो इस मुद्दे को छोड़ेंगे नहीं, प्रोटेस्ट करेंगे, सीएम एकनाथ शिन्दे, देवेन्द्र फडणवीस के इस्तीफे की मांग करेंगे क्योंकि महा विकास आघाड़ी के नेता चाहते हैं कि किसी तरह छत्रपति शिवाजी के अपमान का मुद्दा चुनाव तक गर्म रहे.
धमकाने से मसला नहीं सुलझेगा, ममता डाक्टरों का विश्वास जीतें
ट्रेनी डॉक्टर के बर्बर रेप और निर्मम हत्या के केस में कोलकाता पुलिस का झूठ बेनकाब हुआ. आर. जी. कर मेडिकल कॉलेज के खिलाफ एक बड़ा सबूत सामने आया. मेडिकल कॉलेज और पुलिस की तरफ से दावा किया गया था कि डॉक्टर की मौत को आत्महत्या कभी नहीं बताया गया लेकिन इंडिया टीवी के पास उन फोन कॉल्स की रिकॉर्डिंग है..जो पुलिस और हॉस्पिटल के दावे को झूठा साबित कर देंगीं. CBI ने मेडिकल कॉलेज की mortuary के स्टॉफ से पूछताछ की है. अब तक की जांच में CBI को ये पता चला है कि 9 अगस्त की रात को संजय रॉय अपनी मोटरसाइकिल से हॉस्पिटल पहुंचा था. वो सीधे थर्ड फ्लोर पर सेमिनार हॉल में गया जहां मासूम डॉक्टर सो रही थीं. थर्ड प्लोर के गेट पर दो गार्ड मौजूद थे लेकिन उन्होंने संजय रॉय को रोकने की कोई कोशिश नहीं की. CBI अब तक दस लोगों का पॉलीग्रफिक टेस्ट कर चुकी है. इनमें वो दो सिक्युरिटी गार्ड भी शामिल हैं जो 9 अगस्त को सेमिनार हॉल के बाहर तैनात थे. फोन कॉल्स की रिकॉर्डिंग के मुताबिक, 9 अगस्त को सुबह करीब 11 बजे मेडिकल कॉलेज की सहायक मेडिकल सुपरिंटेडेंट की तरफ से ट्रेनी डॉक्टर के माता-पित को कॉल की गई थीं जिसमें डॉक्टर ने माता-पिता को सबसे पहले ये बताया कि उनकी बेटी की तबीयत खराब है, जल्दी हॉस्पिटल पहुंचिए. फिर दूसरी कॉल में बताया गया बेटी की तबीयत बहुत खराब है और तीसरी कॉल में कहा गया कि आपकी बेटी ने सुसाइड कर लिया है. इस कॉल में हॉस्पिटल की तरफ से ये भी सूचित किया गया कि पुलिस भी हॉस्पिटल में मौजूद है. इसके बाद ट्रेनी डॉक्टर के बदहवास माता पिता हॉस्पिटल पहुंचे तो उन्हें बेटी की लाश तीन घंटे तक नहीं दिखाई गई. इन तीन घंटों में क्या हुआ? कोलकाता पुलिस ने क्या किया? मेडिकल कॉलेज प्रशासन ने क्या किया? क्या सबूतों के साथ छेड़छाड़ की गई? हत्या के केस को सुसाइड का केस बनाने की कोशिश हुई? ऐसे बहुत सारे सवाल बार-बार पूछे जा रहे हैं. तृणमूल कांग्रेस के नेता कुणाल घोष ने कॉल रिकॉर्डिंग की प्रामाणिकता पर सवाल उठा दिए. कुणाल घोष ने कहा कि उन्हें नहीं पता कि ये ऑडियो असली है या फेक है, इस बात का पता लगाना CBI की ज़िम्मेदारी है… कुणाल घोष ने कहा कि 16 दिन हो गए हैं और CBI अब तक अपनी जांच आगे नहीं बढ़ा पाई है. उधर बीजेपी नेता दिलीफ घोष ने मांग की कि सीबीआई अस्स्टेंट सुपरिंटेंडेंट से पूछताछ करे. पीड़ित डॉक्टर के लिए इंसाफ़ मांग रहे हॉस्पिटल के डॉक्टर्स ने यही कहा कि इस ऑडियो से उनके आरोप सच साबित हुए हैं, वो तो शुरू से ही आरोप लगा रहे हैं कि हॉस्पिटल मैनेजमेंट ने असली आरोपियों को बचाने की कोशिश की. हॉस्पिटल के जूनियर डॉक्टर काम पर अभी लौटने को तैयार नहीं है. सुप्रीम कोर्ट और मुख्यमंत्री की अपील के बावजूद काम पर नहीं लौटे हैं. उनका कहना है कि पिछले 20 दिनों में हालात बिल्कुल नहीं बदले हैं, न तो ट्रेनी डॉक्टर के परिवार को इंसाफ़ मिला, न इस जघन्य हत्याकांड के सारे मुजरिम पकड़े गए और न ही डॉक्टर्स की सुरक्षा के लिए ठोस इंतज़ाम किए गए. डॉक्टर्स ने कहा कि जब तक उन्हें सुरक्षा का भरोसा नहीं होगा, 4 अगस्त को हॉस्पिटल पर हमला करने वाले गिरफ़्तार नहीं होंगे, तब तक वे काम पर नहीं लौटेंगे.
कोलकाता के डॉक्टर्स ममता बनर्जी से इतने नाराज क्यों हैं? वो काम पर लौटने के लिए तैयार क्यों नहीं हैं? इसे समझने की जरूरत है..डॉक्टर्स ये मानते हैं कि ममता बनर्जी ने पहले दिन प्रिंसिपल को बचाने की कोशिश की, पुलिस को प्रोटेक्शन देने की कोशिश की जबकि पुलिस और कॉलेज प्रशासन दोनों का रोल शक के दायरे में है. आज जो फोन कॉल्स के audio clips सामने आए. इससे इस बात की पुष्टि हुई कि शुरुआत में पुलिस और कॉलेज ने गुमराह किया. .ये बात भी सामने आना जरूरी है कि जब मुख्य आरोपी संजय रॉय 9 अगस्त को हॉस्पिटल आया, तीसरी मंज़िल पर गया तो गार्ड्स ने उसे रोकने की कोशिश क्यों नहीं की? डॉक्टर्स की दूसरी नाराजगी ममता बनर्जी के अंदाज़ को लेकर है. .कल डॉक्टर्स को ऐसा लगा कि दीदी ने उन्हें धमकी दी. गुरुवार को ममता की सफाई के बाद भी डॉक्टर्स तैयार नहीं हुए. मुझे लगता है कि जब मामला लोगों की जज़्बात से जुड़ा हो, लोगों की भावनाएं आहत हों, तो डराने-धमकाने से काम नहीं चलता. दीदी को डॉक्टर्स का विश्वास जीतने की जरूरत है.
Threats won’t work : Mamata will have to win the trust of doctors
The revelation made in three phone-conversation audio clips between an official of Kolkata’s R.G.Hospital and the parents of the junior doctor, who was brutally raped and murdered, exposes the lies peddled by the hospital authorities and Kolkata Police that the parents were never told it was a suicide. On Thursday, CBI sleuths questioned the staff of hospital mortuary. From evidence found till now, the main accused Sanjay Roy reached the hospital on the night of crime in a motorbike, parked it, and went straight to the seminar hall on third floor, where the victim was sleeping. Two security guards were present near the third floor gate, but they did not stop Sanjay Roy. CBI has so far conducted polygraph test on ten persons and is trying to find the missing pieces in the jigsaw puzzle. But the most important evidence is the audio recordings of the purported conversation between the hospital official and the parents. During the phone calls, the parents were first told by the assistant superintendent that their daughter was not well, and in the second call, the parents were told, her condition was critical. In the third call, the parents were told, she had committed suicide. The parents were told that police was present in the hospital. When the distraught parents reached the hospital, they were not allowed to go near the daughter’s body for nearly three hours. What happened during these crucial hours? How were the evidences at the crime scene tampered with? What was the role of Kolkata Police ? Trinamool Congress leader Kunal Ghosh questioned the authenticity of the audio clips. He challenged CBI to come out with the status of its probe. BJP leader Dilip Ghosh demanded, CBI must interrogate the assistant medical superintendent who made the phone calls. Meanwhile, protesting doctors continued with their cease work agitation, disregarding Chief Minister Mamata Banerjee’s appeal to return to work. The doctors said, the situation has not changed at all during the last 20 days. They demanded arrest of all those linked witht the murder and also the hoodlums who ransacked the hospital on August 14 night. hey have also demanded tight security measures for doctors at the hospital. The question is, why are the doctors angry with Mamata Banerjee and unwilling to return to work? One must try to understand the situation. The doctors believe that Mamata Banerjee tried to protect the medical college principal since Day One, and the roles of both the hospital and police are suspect. The audio clips that surfaced on Thursday lend credence to doubts that both the hospital management and police misled the victim’s family. Questions must also be answered about how the main accused Sanjay Roy went straight to the seminar hall on the third floor, and why he was not stopped by security guards who were present on that floor. The doctors are also angry over the tone and tenor of Mamata Banerjee’s remarks.
