In recent weeks, many of you might have received calls from unknown numbers from places like Michigan, Oklahoma, Georgia. Once you receive the call, you get a recorded message from someone claiming to be from an organization Sikhs for Justice, and calling for referendum for Khalistan, for which ardaas (prayer) should be performed in gurudwaras on July 19.

Thousands of people have got such calls in recent weeks and FIRs have been filed in Haryana and Punjab. In Kurukshetra, Haryana, a gurudwara had to call a meeting asking people not to respond to such messages meant to foment violence and separatism in Punjab.

Let me tell you the story behind this. A separatist organization based in the US, Sikhs for Justice, has given a call for ‘referendum’ on Khalistan for which it has asked all Sikhs to go to Gurudwara Sisganj and Gurudwara Bangla Sahib in Delhi for ‘ardaas’ (prayers) on July 19. The call has been given by a separatist Gurpatwant Singh Pannu, who works as legal counsel for this outfit. He has already been declared a terrorist by the Indian government.

On Thursday, Manjit Singh GK of Jaago Party led a demonstration outside Pakistan High Commission in Delhi alleging that Pakistani spy agency ISI was behind this conspiracy to rake up the Khalistan issue. Police stopped the demonstrators near Chanakyapuri police station.

Pakistan has been helping Pannu and another Khalistani separatist Gopal Chawla to raise the Khalistan issue. Gopal Chawla is a close associate of Lashkar-e-Taiyaba chief Hafiz Mohammed Saeed. In a video, Gopal Chawla has supported the call for referendum on Khalistan and has threatened to eliminate all those who are opposed to his idea.

Sikhs for Justice outfit, led by Pannu, follows the game plan set by its political masters in the ISI. The Home Ministry, on Thursday, revealed that it has blocked nearly 40 websites promoting Sikh separatism. Official sources said that it was difficult to keep a watch on recorded messages being sent from unknown numbers from different places, though the US authorities have been told about this.

It is a known fact that Khalistani separatists like Pannu and Gopal Chawla not only send provocative messages, but also send terrorists and weapons from across the border with direct help from Pakistan’s ISI. They are part of a greater insidious plan to create mayhem in Punjab. Both the Punjab Police and the Centre are on high alert to foil the machinations of these terrorists.

Intelligence agencies in India are also trying to identify people who are providing covert support to these separatists. The most satisfactory thing is that the Sikh community in India has openly snubbed these Khalistani separatists. One has to be on constant vigil against the machinations of these terrorists.

दुनिया को जिस दिन यह अच्छी खबर मिली कि अमेरिकी बायो टेक कंपनी मॉडर्ना कोरोना वैक्सीन का फाइनल ट्रायल शुरू करने जा रही है, उसी दिन ऐसी भी खबरें आईं कि मुंबई, दिल्ली और हैदराबाद में ठगों के गिरोह कोरोना मरीज़ों को प्लाज्मा डोनेशन के नाम पर न सिर्फ लूट रहे हैं, बल्कि उन्हें उल्लू बना रहे हैं।

भारत में कोरोना वायरस के नए मामलों का आंकड़ा लगातार बढ़ता जा रहा है, बुधवार को रिकॉर्ड 32,498 नए मामले दर्ज किए गए। दुनिया में सबसे ज़्यादा संक्रमित देशों की लिस्ट में भारत इस वक्त तीसरे स्थान पर है और कुछ दिनों में भारत का आंकड़ा 10 लाख को छूने वाला है। भारत में कोरोना से जान गंवाने वालों की संख्या बढ़कर 24,860 हो गई है। ऐसे में कोरोना से ठीक होने वाले लोगों के प्लाज्मा के लिए अस्पतालों में मांग बढ गई है, क्योंकि प्लाज़्मा थेरपी के ज़रिए ही गंभीर हालत वाले मरीज़ों का इलाज हो रहा है। ऐसी हालत में कुछ बेईमान लोग झूठ का सहारा लेकर पैसा कमाने में लग गए हैं।

मैं आपको कोरोना के संकट में भी इंसानियत के दुश्मनों से आगाह करना चाहता हूं, सावधान करना चाहता हूं। ऐसे ज्यादातर लोग कोरोना मरीज के रिश्तेदार को यह कहकर धोखा देते हैं कि, ठीक हो चुके व्यक्ति ने प्लाज्मा डोनेट किया है, लेकिन असल में ऐसा नही होता। दिल्ली, मुंबई और हैदराबाद में ऐसे कई गैंग एक्टिव हैं जो दावा करते हैं उनके पास ऐसे प्लाज्मा डोनर हैं जो कोरोना वायरस से ठीक हुए हैं। ये गैंग सोशल मीडिया और व्हाट्सएप के जरिए लोगों को लूटते हैं।

इस तरह की गड़बड़ और जालसाजी की रिपोर्ट्स सबसे ज्यादा मुंबई से आ रही हैं, लोगों ने साइबर क्राइम डिपार्टमेंट में फर्जीवाडे की कई शिकायतें दर्ज की हैं । आप जानते हैं मुंबई में कोरोना का भयंकर इन्फैक्शन है, यहां अभी तक करीब 96 हज़ार लोग कोरोना वायरस से संक्रमित हो चुके हैं और इनमें से 5400 लोगों की मौत भी हो चुकी है। गंभीर कोरोना मरीजों के लिए वहां पर प्लाज्मा डोनर्स की भारी कमी है।

कुछ बेईमान लोग वॉट्स ऐप पर ग्रुप बनाकर मैसेज फ्लोट करते हैं कि अगर किसी को कोविड 19 से रिकवर पेशेंट्स के प्लाज्मा की जरूरत है तो सीधा कॉन्टैक्ट करें। ऐसे कई ग्रुप सोशल मीडिया पर एक्टिव है, लोग इनके झांसे में फंस जाते हैं। चूंकि प्लाज्मा डोनेट करने के लिए रिकवरी रिपोर्ट के साथ फिटनेस सर्टिफिकेट की भी जरूरत होती है, इसे लेकर साइबर क्रिमिनिल्स नकली सर्टिफिकेट्स का इस्तेमाल कर रहे हैं।

महाराष्ट्र साइबर क्राइम के आई जी ने बताया कि इंटरनेट पर 10 लाख रुपए तक में प्लाज्मा की ब्लैक मार्केटिंग हो रही है। इसके बाद महाराष्ट्र साइबर सेल ने 4 टीम बनाई और अपनी जांच शुरू की। जांच में पता चला कि डार्क वेब के जरिये ये पूरा खेल किया जा रहा है। कुछ मामलों में 40 मिलीलीटर प्लाज्मा के लिए 30-40 हजार रुपए तक मांगा जाता है।

कई बार तो बैंक एकाउंट में पैसे ट्रांसफर करने के बाद भी मरीज तक प्लाज्मा देने वाला डोनर नही पहुंच पाता। कुछ ठग ऐसे हैं जो अस्पतालों और लैब्स के चक्कर लगाते हैं और ये पता लगाते हैं कि किस अस्पताल में, कौन सा मरीज़ को-मॉर्बिड पेशेंट है। यानी जिसे किडनी, लीवर, डायबिटीज या बीपी जैसी बीमारी पहले से है और उसे अब कोरोना का इन्फैक्शन भी है। वे ऐसे फर्जी डोनर का प्रबंध करते हैं जिसका कभी कोरोना इलाज हुआ ही नहीं। गैर-कोरोना डोनर का प्लाज्मा कोरोना रोगी को चढ़ाना खतरनाक हो सकता है और ठगी का ये तरीका मरीज की जान भी ले सकता है, क्योंकि मरीज को हमेशा गलत प्लाज्मा चढने का खतरा बना रहता है।

दिल्ली में भी खुद दिल्ली विधानसभा के स्पीकर रामनिवास गोयल इस धोखे का शिकार हो गए। रामनिवास गोयल के किसी रिश्तेदार को ब्लड प्लाज्मा की जरूरत थी, इसके लिए सोशल मीडिया पर प्लाज्मा डोनेट करने के लिए एक पोस्ट डाला, पोस्ट पर रिएक्शन आया, एक शख्स की तरफ से कहा गया कि वो राम मनोहर अस्पताल का डॉक्टर है, कोरोना से ठीक हो चुका है, फिटनेस सर्टिफिकेट भी है और प्लाज्मा डोनेट करना चाहता है। लेकिन प्लाज्मा डोनेट करने के लिए ट्रांसपोर्ट चार्ज मांगा, एक बार नहीं दो बार पैसे लिए। लेकिन इसके बावजूद जब ये शख्स प्लाज़मा डोनेट करने नहीं पहुंचा, फोन पर भी कॉन्टैक्ट नहीं किया, तब जाकर राम निवास गोयल ने दिल्ली के सिविल लाइंस पुलिस स्टेशन में शिकायत दर्ज कराई। हालांकि पुलिस ने कॉल डिटेल्स के आधार पर राहुल उर्फ अब्दुल करीम राणा को गिरफ्तार कर लिया है। दिल्ली पुलिस लोगो से अपील कर रही है की सोशल मीडिया पर कई गिरोह इस वक़्त प्लाज्मा डोनेट के नाम पर लोगो को शिकार बना रहे है जिसके लिए लोगो को सतर्क रहने की जरूरत है।

इसी तरह हैदराबाद में भी खुद को संदीप रेड्डी बताने वाले एक साइबर हैकर ने ट्रैवल चार्ज के नाम पर एक महिला कोरोना मरीज के पोते से 5000 रुपए वसूल लिए। इसी तरह संदीप ने प्रेरणा नाम की भी एक महिला से प्लाज्मा के नाम पर 3000 रुपए ले लिए और गायब हो गया।

महामारी के समय लोगों के साथ धोखाधड़ी करना एक गंभीर अपराध है और इसपर तुरंत रोक लगनी चाहिए। इलाज के नाम पर लोगों की मजबूरी का फायदा उठाना, उनसे पैसे ऐंठना, ये गुनाह है। ऐसा करने वाले इंसान नहीं कहे जा सकते, उनकी संवेदनाएं मर चुकी हैं। ये सिर्फ कोरोना के खौफ से परेशान लोगों की मजबूरी का फायदा उठाते हैं।

असल में जब से लोगों को ये पता चला है कि प्लाज्मा थेरेपी से कोरोना मरीजों के ठीक होने की संभावना होती है तो लोग प्लाज्मा के लिए भागने लगे, हर कोई अपने रिश्तेदार को बचाना चाहता है। और बेईमान लोग इस स्थिति का फायदा उठाने में लगे हैं। प्लाज्मा डोनेशन के लिए आईसीएमआर ने कुछ दिशा निर्देश जारी किये है, लेकिन उनका भी पालन नहीं हो रहा।

दिल्ली हाईकोर्ट में पिछले दिनों एक PIL फाइल की गई थी कि दिल्ली सरकार कोरोना से रिकवर कर चुके पेंशेंट के लिए प्लाज्मा डोनेट करना अनिवार्य कर दे। लेकिन हाई कोर्ट ने ऐसा करने से मना कर दिया और कहा कि किसी के साथ प्लाज्मा के लिए जबरदस्ती नहीं की जा सकती। दिल्ली सरकार ने प्लाज्मा बैंक बनाए हैं, लोग चाहें तो वहां डोनेट कर सकते हैं। लेकिन इसके बावजूद ठीक हो चुके रोगियों के प्लाज्मा की मांग बढ़ती जा रही है।

मैं सभी से अपील करता हूं कि जब भी कोई प्लाज्मा डोनेशन के लिए पैसे की मांग करे तो सावधान रहें। हर व्यक्ति का जीवन बहुमूल्य है लेकिन कोई भी किसी के जाल में न फंसे।

कोरोना महामारी का डर तब तक बना रहेगा जबतक कोई कारगर वैक्सीन नहीं आ जाती। हालांकि अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने ‘Good News on Vaccines’ लिखकर ट्वीट किया है, लेकिन हमें धैर्य बनाए रखना है क्योंकि किसी भी निष्कर्ष तक पहुंचने से पहले वैज्ञानिक अपना समय लेंगे। वैक्सीन के क्लीनिकल ट्रायल में जल्दबाजी नहीं होनी चाहिए। मैनें कई विशेषज्ञों से बात की। उन सभी की एक राय है कि कोई भी वैक्सीन इस साल के अंत से पहले नहीं आएगी।

On a day when the world got ‘good news’ about a US bio-tech company Moderna going to start the final stage of clinical trials of its COVID-19 vaccine, there were reports of thriving rackets in Mumbai, Delhi and Hyderabad, where Corona patients were being duped in the name of plasma donations from recovered COVID patients.

The number of new COVID-19 infections in India is constantly on the rise, with a huge spike of 32,498 new cases recorded on Wednesday. India, presently at the third position in world tally, is going to touch one million cases within a few days. The death toll in India has now reached 24,860. There is a huge demand from critical patients fighting for their lives, for plasma taken from those who have recovered from COVID-19, and unscrupulous people are using this opportunity to make a kill.

I want to sound a note of caution. Most of these tricksters are duping relatives of patients by saying that the blood plasma has been donated by those who recovered, but in reality, this is not so. Several gangs are active in Delhi, Mumbai and Hyderabad, which claim that they have plasma donors who have recovered from COVID-19. These gangs are active on social media through WhatsApp and other platforms.

The largest number of cyber fraud complaints have come from Mumbai, a Corona hot spot, where 96,000 cases have been reported and 5,400 patients have died so far. There is acute shortage of plasma donors for critical patients.

These cyber criminal gangs creat WhatsApp groups and offer plasma donors for needy patients. They ask relatives to contact them directly. Since a COVID-19 recovery report and fitness certificate are required, these criminals manage to get fake certificates to dupe the relatives.

Maharashtra Police IG Cybercrime revealed that in some cases, the gangs extorted Rs 10 lakh for a plasma donor. Four teams of Maharashtra cyber crime cell police scoured through the dark web and found the details of the con trick. Rs 30 to 40 thousand was being demanded for 40 millilitre plasma.

In some cases, the gangs con relatives to transfer the money online to suspicious accounts and then vanish. In many other cases, gang members visit hospitals to find out which COVID-19 patients having co-morbidities like diabetes, kidney, liver and heart diseases, require blood plasma therapy. They then manage to bring in fake donors who never underwent COVID treatment. Transfusion of blood plasma from a non-COVID donor to a COVID patient is a risky affair, and the patient can lose his or her life.

In Delhi, assembly Speaker Ram Niwas Goel was duped of his money by a trickster Rahul alias Abdul Kareem Rana. The cheat claimed he was a doctor from RML Hospital, who has recovered from COVID and was willing to donate for Goel’s relative, who needed plasma therapy. The man extracted money from the Speaker twice through Google Pay and then vanished. The speaker complained to police, and the trickster was arrested. Delhi Police has appealed to the public to be careful while accepting fake offers on social media.

In Hyderabad, a cyber hacker calling himself as Sandeep Reddy extracted Rs 5000 as ‘travel charge’ from the grandson of a female COVID patient. He also extracted Rs 3000 from a woman named Prerna, and then vanished.

Cheating people during a pandemic is a serious crime and it must be curbed immediately. These criminals and tricksters are not human beings as they lack basic sensitivity. Their only motive is to earn money by hook or by crook.

With plasma therapy emerging as a reliable line of treatment for critical COVID patients, there is tremendous rush among the people for getting plasma donations. These tricksters are taking undue advantage of this situation. Though the Indian Council of Medical Research has prepared guidelines for plasma donations, these are being flouted.

A PIL was filed in Delhi High Court recently seeking directive to make blood plasma mandatory for all those who have recovered from COVID-19, but the court declined saying it cannot compel anybody to donate blood. Blood banks have been opened by Delhi government, but the demand for plasma from recovered COVID patients is high.

I would request all to be very careful while dealing with people who demand money for plasma donation. The life of every human being is valuable and one should not fall into any trap.

The COVID-19 pandemic will continue so long as an effective vaccine does not come in the market. Though US President Donald Trump has tweeted ‘Great News on Vaccines’, we have to remain patient because scientists take their own time to reach a final conclusion. We must not tinker with the clinical trials. I have spoken to several experts. They are unanimous on one point: an effective COVID vaccine will come only by the year-end.

राजस्थान के बाग़ी कांग्रेस नेता सचिन पायलट ने बुधवार को साफ कहा कि वह भारतीय जनता पार्टी में नहीं जा रहे हैं। पायलट ने कहा कि राजस्थान में कांग्रेस को दोबारा सत्ता में लाने के लिए उन्होने कड़ी मेहनत की है और वह पार्टी नहीं छोडेंगे। पायलट के बीजेपी में न जाने का पायलट का ये ऐलान मुख्यमंत्री अशोक गहलोत के उस आरोप के जवाब में था जिसमें उन्होने कहा था कि पायलट बीजेपी के साथ साजिश कर राज्य में उनकी सरकार को गिराना चाहते हैं। गहलोत ने यब भी आरोप लगाया था कि हरियाणा में पायलट के साथी विधायकों को होटल में रखवाने के पीछे बीजेपी का हाथ है।

गहलोत ने राज्य विधानसभा के स्पीकर को पत्र भेजकर पायलट और उनके 18 साथी विधायकों की सदस्यता को खत्म करने के लिए कहा है। स्पीकर की तरफ से इन सभी विधायकों के घरों के बाहर डिसक्वालीफिकेशन नोटिस चिपका दिए गए हैं । पायलट और उनके साथी विधायकों पर अनुशासनहीनता और विधायक दल की बैठकों में हिस्सा न लेने के आरोप लगाए गए हैं।

राजस्थान में अभी राजनीतिक लड़ाई लम्बी चलेगी, वैसे मंगलवार को पहला राउंड अशोक गहलोत के पक्ष में रहा। सचिन पायलट को उप मुख्यमंत्री पद तथा प्रदेश कांग्रेस अध्यक्ष पद से हटा दिया गया जबकि पायलट के दो अन्य सहयोगियों, विश्वेंद्र सिंह और रमेश मीणा, को मंत्रिमंडल से बर्खास्त कर दिया गया।

कांग्रेस आला कमान इस वक्त मुख्यमंत्री अशोक गहलोत के पीछे मजबूती से खड़ा है। राज्य में यूथ कांग्रेस, एनएसयूआई और सेवा दल के अध्यक्षों को बदलकर पायलट के समर्थकों को बाहर कर दिया गया है।

पायलट को बरखास्त किए जाने के बाद भारतीय जनता पार्टी ने विधानसभा में शक्तिपरीक्षण की मांग की है । आंकड़ों के खेल में अभी गहलोत का खेमा आगे नज़र आ रहा है, लेकिन आगे क्या स्थिति बनेगी, ये अभी कहना कठिन है।
बीजेपी ने आरोप लगाया है कि गहलोत ने कई विधायकों को कैद कर रखा है । इस इल्जाम को साबित करने वाला एक वीडियो सामने आया। राजस्थान ट्राईबल पार्टी के जो दो विधायक सरकार के साथ थे, उन्होने तय किया है कि वे वोटिंग के समय तटस्थ रहेंगे । इसके फौरन बाद सरकार का रुख बदल गया, कल तक जो विधायक खुले आम घूम रहे थे, उनके घरों के बाहर पुलिस का पहरा लगा दिया गया।
कांग्रेस पार्टी की “यूथ ब्रिगेड”, खासकर जतिन प्रसाद, शशि थरूर, दीपेन्द्र हुडा और प्रिया दत्त, पायलट के खिलाफ कार्रवाई से दुखी हैं। इन युवा नेताओं ने ट्वीट करते हुए कहा है कि सचिन पायलट के हटाए जाने की स्थिति को टाला जा सकता था। शशि थरूर ने सचिन पायलट को कांग्रेस का एक श्रेष्ठ और मेधावी (best and brightest) नेता बताते हुए कहा कि उन्हें हटाये जाने से उन्हे दुख पहुंचा है। थरुर ने लिखा कि पायलट को हटाने की बजाय उन्हें कांग्रेस में सबके साथ मिलकर पार्टी को एक धारदार हथियार के रूप में विकसित करना चाहिए था। थरूर का ये बयान कांग्रेस में युवा पीढी के नेताओं के दुख को बड़े साफ तरीके से दर्शाता है।

अब सवाल पूछे जा रहे हैं कि सचिन पायलट ने कांग्रेस हाईकमान के खिलाफ क्यों विद्रोह किया। सचिन पायलट कांग्रेस में रहकर बेचैन क्यों थे। असली बात ये है कि उन्हें लगता है कि राजस्थान की राजनीति में उनका अस्तित्व खतरे में हैं, उन्हें खत्म करने की कोशिश हो रही है, वह नाम के डिप्टी सीएम थे लेकिन उन्हें पूरी तरह साइडलाइन कर दिया गया था । वो मानते हैं कि अगर उन्होंने अब आवाज नहीं उठाई तो वो कहीं के नहीं रहेंगे लेकिन ये महसूस करने वाले सचिन पायलट अकेले नहीं हैं., सिर्फ ज्योतिरादित्य सिंधिया नहीं है।
कांग्रेस में पूरी की पूरी नई जनरेशन के लोग दीपेन्द्र हुड्डा, मिलिन्द देवड़ा, जितिन प्रसाद ऐसे तमाम नेता हैं, जो सचिन पायलट को साइड लाइन किए जाने से परेशान हैं, इन्हीं के लिए सचिन ने कहा कि ‘सत्य परेशान हो सकता है, पराजित नहीं हो सकता’।

लेकिन इस मामले में सबसे बड़ी चुनौती राहुल गांधी के सामने हैं । ये सारे के सारे नेता राहुल गांधी की टीम का हिस्सा थे । हम रोज देखते थे कि ये राहुल को मजबूत करने के लिए काम कर रहे थे, नई कांग्रेस बनाना चाहते थे । मजे की बात ये है कि अब कहा जा रहा है कि अब सचिन पायलट से बात की जाएगी, राहुल गांधी उनकी बात सुनेंगे, लेकिन मंत्रिमंडल से बरखास्त विश्वेन्द्र सिंह ने मंगलवार को जो शेर ट्वीट किया, उसके बाद राहुल गांधी से कुछ कहने की जरूरत नहीं हैं । ये शेर था, “काट कर जुबान मेरी, कह रहा है वो ज़ालिम, अब तुझे इजाज़त है, हाल ए दिल सुनाने की

The first round of the political battle in Rajasthan went to Chief Minister Ashok Gehlot on Tuesday. His bete noire Sachin Pilot was dismissed from the posts of Deputy Chief Minister and state Congress chief, while two of his close associates, Vishwendra Singh and Ramesh Meena, were sacked from the cabinet.

Chief Minister Ashok Gehlot is presently in a strong position. He has the party high command behind him, and he has managed to garner the support of most of the Congress MLAs, whom he has kept in a resort. All the heads of state Youth Congress, NSUI and Seva Dal have been replaced and Pilot’s supporters have been shown the door.

With this, the Congress high command has effectively shut the doors on Sachin Pilot and his supporters. Pro-Gehlot MLAs passed a resolution calling for strict action against the rebels and immediately after Chief Minister Gehlot went to Raj Bhavan to submit letters for dismissal of the three ministers. Simultaneously, the name plate and posters of Sachin Pilot displayed at the state Congress office were immediately removed.

Pilot reacted on Twitter saying “you can harass Truth, but you cannot defeat Truth”. The Congress high command alleged that Pilot was trying to dislodge the Congress government in Rajasthan while entering into a conspiracy with the BJP.

Soon after Pilot’s exit, there was a flurry of meetings in BJP camp. The party demanded an immediate trial of strength in the assembly, while its senior leaders were in touch with Pilot to persuade him to join the BJP. There were reports that two MLAs belonging to Bharatiya Tribal Party have been kept under police surveillance. The party had initially support Gehlot, but later decided to stay neutral during the floor test. Several leaders of the Congress “youth brigade”, Jitin Prasada,Shashi Tharoor and Priya Dutt in particular, tweeted to say that the exit of Sachin Pilot could have been avoided.

Questions are being asked on why Sachin Pilot revolted against the Congress high command. Pilot was finding himself uncomfortable. He was beginning to realize that his very existence in Rajasthan politics was being eroded by the Gehlot camp. He was Deputy Chief Minister only in name. In reality, he had been completely sidelined in administrative matters. That is when he decided to revolt, just like his former associate Jyotiraditya Scindia in Madhya Pradesh.

Scindia and Pilot are not the only two leaders who are unhappy with the Congress dispensation. They are several more among the next generation of leaders – Jitin Prasada, Deependra Hooda, Milind Deora, Shashi Tharoor – to name a few. Most of them were part of Team Rahul during his initial days as party chief, but now they find themselves completely sidelined. These young leaders were toiling hard to project the party as the New Congress headed by Rahul Gandhi, but their efforts went in vain.

The main challenge now is not before Sachin Pilot, but before Rahul Gandhi. It is he who has to chalk out his future road map in the party. One of Pilot’s close associates, Vishwendra Singh tweeted an evocative Urdu couplet after his dismissal: “Kaat kar meri zubaan, jeh raha hai wo zaalim, ab tujhe ijaazat hai, haal-e-dil sunane ki”. (After slashing off my tongue, the tyrant says, you are now allowed to speak). This effectively sums up the mood in the Sachin Pilot camp.

मंगलवार को कांग्रेस आला कमान ने राजस्थान के बाग़ी नेता सचिन पायलट को दो बड़े झटके दिए। पायलट को प्रदेश कांग्रेस अध्यक्ष और उपमुख्यमंत्री, दोनों पदों से हटा दिया गया। साथ ही पायलट के दो समर्थक मंत्रियों – विश्वेन्द्र सिंह और रमेश मीणा की भी छुट्टी कर दी गई। इस घटना के बाद राजस्थान में गुर्जर बहुल इलाकों, जैसे दौसा, अजमेर, भीलवाडा, धौलपुर, टोंक, सवाई माधोपुर और भरतपुर में प्रदर्शनों की आंशंका को देखते हुए हाई अलर्ट घोषित कर दिया गया है।

इससे पहले कांग्रेस विधायक दल की बैठक एक होटल रिज़ॉर्ट में हुई, जहां पायलट और उनके साथियों के खिलाफ अनुशासन की कार्रवाई करने का प्रस्ताव पास किया गया। इसके फौरन बाद मुख्यमंत्री अशोक गहलोत राज भवन गए और राज्यपाल को अपने बाग़ी मंत्रियों को छुट्टी कराने और अपने पक्ष में विधायकों के प्रस्ताव वाले पत्र सौंपे।

कांग्रेस प्रवक्ता रणदीप सिंह सुरजेवाला ने कहा कि सचिन पायलट से छह बार बात हई, उन्हें मनाने की कोशिश की गई, लेकिन कांग्रेस को लगता है कि वह भाजपा के साथ मिलकर सरकार गिराने के षडयंत्र में शामिल हैं. सुरजेवाला ने कहा कि प्रदेश युवा कांग्रेस अध्यक्ष और प्रदेश सेवा दल अध्यक्ष के पदों से भी सचिन पायलट के समर्थकों को हटा दिया गया है और उनके स्थान पर नयी नियुक्तियां की गई है।

मंत्रिमंडल से छुट्टी किए जाने के बाद पायलट के खासमखास विश्वेन्द्र सिंह ने एक शेर ट्वीट किया – ‘काट कर मेरी ज़ुबान, कह रहा है वो ज़ालिम, अब तुझे इजाज़त है, हाले दिन सुनाने की। ‘

पायलट और उनके साथी मंत्रियों की छुट्टी करके कांग्रेस आला कमान यह संदेश देने की कोशिश कर रही है कि पार्टी में नेता के खिलाफ बग़ावत को बरदाश्त नहीं किया जाएगा, पर सवाल ये है कि अगर पायलट अपने 18 या 20 विधायकों के साथ पार्टी छोडकर चले भी जाएंगे, तो क्या मुख्यमंत्री गहलौत की कुर्सी सलामत रहेगी ?

अभी तक किसी को मालूम नहीं है कि अंकों का गणित कहां जाकर रुकेगा । सबके मन में सवाल है कि क्या अशोक गहलोत की सरकार बचेगी और अगर सरकार बच गई तो सचिन पायलट क्या कांग्रेस में रहेंगे । फिलहाल जो समीकरण दिख रहे हैं, जिस तरह से अशोक गहलोत ने विधायकों का मैनेजमेंट किया है, विधायक दल की बैठक में विधायकों की जो संख्या है और पार्टी हाईकमान का जो रुख है, उसके हिसाब से ज्यादातर विधायकों का समर्थन अभी अशोक गहलोत क साथ हैं, पार्टी हाईकमान का आशीर्वाद भी गहलोत के साथ हैं, इसलिए कम से कम मौजूदा हालात में, गहलोत की सरकार को फिलहाल कोई खतरा नहीं दिख रहा है । फिलहाल अशोक गहलोत सचिन पायलट पर भारी दिख रहे हैं ।

राजस्थान की राजनीति में क्या हो रहा है, ये समझने के लिए आपको सचिन पायलट की बजाय राहुल गांधी की तरफ देखना होगा। राहुल गांधी जब कांग्रेस अध्यक्ष थे तो ज्योतिरादित्य सिंधिय़ा, सचिन पायलट और मिलिंद देवड़ा जैसे नेता उनके आसपास दिखाई देते थे । इसमें कोई दो राय नहीं है कि जब देश भर में कांग्रेस की नाव डूब रही थी, उस वक्त सचिन पायलट राजस्थान की गली गली में घूमे, पार्टी को खड़ा किया, उन्हें पूरा यकीन था कि अगर कांग्रेस जीती तो वही मुख्यमंत्री बनेंगे। जैसे मध्य प्रदेश में सिंधिया को यकीन था कि वह मुख्यमंत्री बनेंगे, लेकिन जब मौका आया तो राहुल गांधी ने अशोक गहलोत और कमलनाथ को चुना।
उस वक्त सचिन पायलट खून का घूंट पीकर रह गए लेकिन अब सचिन को लग रहा है कि वो भले ही उपमुख्यमंत्री हैं लेकिन सरकार में उनकी चलती नहीं और ऊपर से अशोक गहलोत इस कोशिश में लगे है कि सचिन पायलट को प्रदेश कांग्रेस के अध्यक्ष पद से हटा दिया जाय। सचिन पायलट के करीबी कहते हैं कि अशोक गहलोत मुख्यमंत्री हैं लेकिन उनके बेटे वैभव गहलोत का दखल बढ़ गया है। गहलोत अपने बेटे को राजनीति में आगे बढ़ाने की कोशिश कर रहे हैं, इसी बात से सचिन नाराज हैं।
बिल्कुल यही मध्य प्रदेश में हुआ था । ज्योतिरादित्य सिंधिया ने मेहनत की, जब सरकार बनाने का मौका आया तो कमलनाथ को कुर्सी पर बैठाया गया, ज्योतिरादित्य सिंधिया को मध्य प्रदेश कांग्रेस का अध्यक्ष तक नहीं बनाया, दिग्बिजय सिंह के बेटे को मंत्री बनाया गया, कमलनाथ का बेटा नकुलनाथ लोकसभा का सदस्य बन गया लेकिन ज्योतिरादित्य सिंधिया को मध्य प्रदेश से राज्य सभा का टिकट देने से भी इनकार कर दिया गया । इसलिए ज्योतिरादित्य ने मौका देखकर ताकत दिखा दी, कांग्रेस की सरकार गिर गई ।
सचिन पायलट की नाराजगी जायज है। उन्हें लगता है कि राहुल गांधी ने चुनाव जीतने के लिए उनका इस्तेमाल किया और फिर किनारे फेंक दिया। वो अपना दुख कहते तो किससे कहते।
आज हालत ये है कि कांग्रेस के बड़े-बड़े नेताओं को लगता है कि राहुल गांधी के व्यवहार की वजह से उन्होंने ज्योतिरादित्य सिंधिया को खोया, अब अगर सचिन पायलट को नहीं मनाया गया तो आज नहीं तो कल राजस्थान में भी सरकार ज्यादा दिन चला पाना मुश्किल होगा ।
एक नोट करने वाली बात और है कि प्रियंका गांधी ने पहली बार उत्तर प्रदेश के बाहर राष्ट्रीय स्तर पर किसी झगड़े में सीधा दखल दिया है और सचिन पायलट से बात की ।
असल में कांग्रेस को शरद पवार से सीखना चाहिए । बगावत करने वाले अजीत दादा पवार के साथ उन्होंने कैसा व्यवहार किया । कांग्रेस के नेता कहते हैं कि सिंधिया के मामले में जो गलती हुई, वो सचिन पायलट के मामले में नहीं होनी चाहिए लेकिन वो ये क्यों भूल जाते हैं कि सचिन पायलट के पीछे सिंधिया का भी हाथ हो सकता है ।

On a day of hectic political activity in Jaipur and New Delhi, Rajasthan chief minister Ashok Gehlot, facing rebellion from his deputy CM Sachin Pilot, hurriedly called a meeting of Congress MLAs at his residence on Monday, and then packed them off in buses to a resort in a bid to prevent desertions. Congress leaders, including Rahul Gandhi, Priyanka Gandhi Vadra, P. Chidambaram, spoke to Sachin Pilot and tried to persuade him to call off his political battle against Gehlot.

The number game is still unclear. Though Gehlot claimed the support of 107 MLAs in a house of 200, Pilot managed to keep his camp intact. The BJP called for a floor test in the assembly in order to put an end to the political drama. In a fast changing scenario, Gehlot seems to have a upper hand in the majority stakes.

Sachin Pilot is insisting on 50 per cent posts for his supporters in the state cabinet and state-run corporations, his continuance as state party chief and ‘full freedom’ in administrative work for him and his supporters.

In order to understand why Sachin Pilot revolted against the party leadership, one should not look at this young leader. One must look at the style of working of Rahul Gandhi.

When Rahul took over as Congress president, he had young leaders like Jyotiraditya Scindia, Sachin Pilot and Milind Deora with him as top lieutenants. At a time when the party’s political fortunes were dipping fast across India, it was Sachin Pilot who traversed the length and breadth of Rajasthan to garner public support.

Pilot was under the impression that he would be made the chief minister, if the Congress won in Rajasthan. Similarly, in Madhya Pradesh, Jyotiraditya Scindia was under the false impression that he would be made the chief minister, if the Congress returned to power. But when the time for picking up the chief ministers came, Rahul Gandhi opted for Ashok Gehlot and Kamal Nath. At that time, Sachin Pilot tried his best to suppress his unhappiness over this selection, but now he has realized that though he was given the ornamental post of Deputy CM, he had practically no say in government. The entire political power in Rajasthan is concentrated in the hands of the chief minister.

As a counter move, Chief Minister Gehlot was trying his best to dislodge Pilot from the post of state party chief. Pilot’s supporters allege that the chief minister was trying to promote his son Vaibhav Gehlot as a power centre. This was a clear affront to Pilot, who had put in years of toil to galvanize the party in Rajasthan.

A similar thing happened in Madhya Pradesh. Jyotiraditya Scindia toured the entire state to shore up the party’s position, but after the election results were out, it was Kamal Nath who was made the chief minister. Scindia was not even made the state party chief. Digvijay Singh’s son was made a minister, while Kamal Nath’s son Nakul Nath was made a party MP. Scindia was even denied a party ticket to become a Rajya Sabha member.

Scindia bided his time, and at an opportune moment, he displayed his political power by walking out of the Congress with his supporters, and joined the BJP. This resulted in the fall of Kamal Nath’s government.

I think, Sachin Pilot’s unhappiness is justified. He believes that Rahul Gandhi used him as a pawn to bring the Congress to power in Rajasthan and then cast him aside. The situation has now come to such a pass that several senior Congress leaders feel that it was Rahul’s style of working that caused Scindia to leave, and now Pilot wants to follow his path. They believe that if the issues raised by Pilot are not addressed soon, the party may soon have to sit in the opposition in Rajasthan.

There was one point to take note of on Monday. Priyanka Gandhi Vadra, who had confined herself to Uttar Pradesh politics, stepped in to persuade Sachin Pilot. This was her first interference in sorting out political disputes in the party on a national level.

Congress leaders should learn a lesson from NCP chief Sharad Pawar. The Maratha strongman’s nephew Ajit Pawar not only revolted, but formed a government with BJP for a few days, and yet Sharad Pawar did not lose his cool. He calmly persuaded him to return, forgave him, and gave him a place of prominence in the coalition government in Maharashtra.

Congress leaders say that the party leadership must not commit the same mistake with Pilot as it did with Scindia. But they forget one thing. It could be Scindia who might be advising Pilot on what to do in the coming weeks.

शुक्रवार सुबह कानपुर के पास हुई गोलीबारी में उत्तर प्रदेश के खूंखार गैंगस्टर विकास दुबे की मौत से उत्तर प्रदेश में अपराध के इतिहास का एक घिनौना अध्याय समाप्त हो गया। शहीद हुए पुलिसकर्मियों के परिवारों ने जहां पुलिस कार्रवाई की प्रशंसा की, ऐसे राजनीतिक दल हैं जिन्होंने आरोप लगाया है कि एनकाउंटर ‘फर्ज़ी’ और ‘पूर्वनियोजित’ था।

कुछ लोग ये साबित करने में लगे हैं कि पुलिस को विकास को गोली नहीं मारनी चाहिए थी। वो सवाल पूछ रहे हैं पुलिस ने एनकाउंटर क्यों किया? कैसे किया? जो लोग साधु-संतों की हत्या पर खामोश रहे वो एक बर्बर- खूंखार हत्यारे की मौत पर सवाल पूछ रहे हैं। अब एक हिस्ट्रीशीटर की मौत पर आंसू बहा रहे हैं, जिसने 8 उत्तर प्रदेश पुलिसकर्मियों की निर्दयता और बर्बरता से हत्या कर कर दी।

सवाल पूछे जाने चाहिए लोकतंत्र में सबको सवाल पूछने का हक है और पुलिस को जवाब भी देना चाहिए, कई सवाल हैं।
पुलिस ने रास्ते में विकास दुबे की गाड़ी क्यों बदली?

यूपी पुलिस ने बताया कि क्यों गैंगस्टर विकास दुबे की उस गाड़ी को बदला गया जिसमें वह बैठा हुआ था। पुलिस ने बताया कि स्टैंडर्ड ऑपरेटिंग प्रोसीजर के तहत गाड़ी को बदला गया ताकि दूसरों को यह पता न चले कि आरोपी किस गाड़ी में बैठा हुआ है।

पुलिस की गाड़ी कैसे पलट गई?

पुलिस ने यह भी बताया कि गाड़ी के ठीक सामने कैसे गाय-भैंसों का झुंड आ गया, और टकराने से बचने के प्रयास में गाड़ी पलट गई, जिससे अपराधी को भागने का मौका मिला। पुलिस ने यह भी बताया कि एसटीएफ के काफिले का पीछा कर रहीं मीडिया की गाड़ियों को रोका नहीं गया था बल्कि उन्हें एक टोल प्लाजा पर नियमित और जरूरी जांच के लिए रुकना पड़ा था।

उसे हथकड़ी क्यों नहीं लगाई गई थी?

पुलिस ने यह भी बताया कि अदालतों की तरफ से हथकड़ी को लेकर पहले ही कुछ दिशा निर्देश दिए गए हैं और उन्हीं को ध्यान में रखते हुए विकास को हथकड़ी नहीं लगाई गई थी। दिशानिर्देशों के मुताबिक आरोपी को तबतक हथकड़ी नहीं लगाई जा सकती जबतक यह जरूरी न हो। वह गाड़ी के अंदर 2 पुलिस इंस्पेक्टरों के बीच बैठा हुआ था।

लेकिन एक सवाल मेरा भी है, सवाल पूछने वाले कौन हैं? सवाल पूछने वालों की नीयत क्या है? कहीं उनका इरादा मौके का फायदा उठाकर योगी आदित्यनाथ को कठघरे में खड़े करने का तो नहीं? योगी का मकसद बिलकुल साफ है, वे पहले दिन से कह रहे हैं कि उत्तर प्रदेश में पुलिस का इकबाल कायम रहना चाहिए। 8 पुलिस वालों की क्रूरता से हत्या करने वाला अगर बच जाए तो फिर कौन पुलिसकर्मी अपराधियों को रोकने के लिए अपनी जान दांव पर लगाएगा।

जरा सोचिए अगर गाड़ी पलटने के बाद विकास दुबे भाग निकलता तो कितना शोर मचाया जाता, कितना बडा तूफान आ जाता। इसीलिए मैं कहता हूं कि आज उन लोगों की तरफ देखना चाहिए जिनके परिवार वालों ने अपने जवान बेटे को, किसी ने अपने पति तो किसी ने पिता को खोया है।

हमें जानना चाहिए कि मारे गए पुलिसकर्मियों के परिवारजन एनकाउंटर को लेकर पुलिस की कही बात में खामियां देखने के बजाय क्या कह रहे हैं। हमें उन लोगों को भी सुनना चाहिए, जिनके परिवार के सदस्यों को विकास दुबे के गुर्गों ने मार दिया था और प्रताड़ित करते थे। न्याय की आस में वर्षों से इन लोगों की आंख के आंसू सूख गए थे। आज जब उन्हें विकास दुबे के मारे जाने की खबर मिली, तो आंखों में खुशी के आंसू आ गए, पुलिस वालों को फूलमाला पहना कर उनका स्वागत किया।

जिस पुलिस को विकास दुबे कुछ नहीं समझता था उसी पुलिस की गोली का शिकार हो गया। यूपी पुलिस से बचने के लिए विकास दुबे महाकाल के दरबार में गया था, लेकिन महाकाल ने भी उसकी अर्जी ठुकरा दी। उसे वहीं सजा मिली, जो एक हत्यारे को, दुर्दान्त अपराधी को मिलनी चाहिए। विकास दुबे ने जिस तरह से सरकार को, सिस्टम को, पूरी पुलिस फोर्स को चुनौती दी, जिस तरह से पुलिसवालों पर हमला किया, उसके बाद उसका यही होना था।

उसकी मौत के बाद हालात ये हो गए कि अब उसके माता पिता भी उसके साथ नहीं हैं, घरवालों ने लाश लेने से इंकार कर दिया, उसकी लाश को कंधा देने वाले चार लोग भी नहीं मिले। विकास की मौत की खबर सुनकर उसके पिता ने कहा कि पुलिस ने ठीक किया, अच्छा किया उसे मार दिया, क्योंकि वो किसी का सगा नहीं था। उसने हमेशा लोगों को कष्ट दिया, मां बाप को भी नहीं बख्शा। विकास दुबे के पिता ने कहा कि वो तो उसके अंतिम संस्कार में भी नहीं जाएंगे, मां ने भी कानपुर आकर बेटे का चेहरा देखने से इंकार कर दिया। सोचिए, मां बाप तक अपने बेटे की मौत पर दुखी नहीं हैं।

विकास दुबे के एनकाउंटर पर पुलिस के बयान को लेकर अधिकतर विपक्षी दलों ने सवाल उठाए हैं। बीएसपी सुप्रीमो मायावती ने सुप्रीम कोर्ट की निगरानी में जांच की मांग की, जबकि समाजवादी पार्टी प्रमुख अखिलेश यादव ने आरोप लगाया कि मुठभेड़ “राज छिपाने के लिए” की गई। कांग्रेस नेता राहुल गांधी ने उर्दू शेर पोस्ट किया – ‘कई जवाबों से अच्छी है ख़ामोशी उसकी, न जाने कितने सवालों की आबरू रख ली’।

खूंखार विकास दुबे के एनकाउंटर पर जो लोग राजनैतिक फायदा उठाने में लगे हैं, उनसे मैं यही कहूंगा कि एनकाउंटर पर सवाल उठाएं, जांच की मांग करे उसमें कोई बात नहीं, लेकिन इस पर सियासत बाद में करें। अभी तो शहीद पुलिसवालों के परिवार के बारे में सोचें जिनकी उसने क्रूरता से हत्या की थी। हम सबको एक बात तो समझनी पडेगी, माननी पडेगी कि विकास दुबे जैसे अपराधी की न कोई जाति होती है, न धर्म, न कोई पार्टी। ऐसे अपराधी तो सबका इस्तेमाल करते हैं और इसी इस्तेमाल को रोकने की जरुरत है।

सारी बातें देखने के बाद एक बात तो साफ है विकास दुबे एक शातिर अपराधी था। इस क्रिमिनल ने अपने जाति का फायदा उठाया, कभी समाजवादी पार्टी का, कभी बीएसपी का तो कभी बीजेपी के नेताओ का फायदा उठाया। इसने पूरे इलाके में आतंक फैलाया, जोर जबरदस्ती से चुनाव जीते, पुलिसवालों को मुखबिर बना लिया, ना मां-बाप की परवाह की और न बच्चों की।

जिस दिन उसने ड्यूटी पर गए पुलिसवालों की हत्या की उसी दिन साबित हो गया कि उसे किसी का डर नहीं था। कई लोग कहते हैं कि अगर वो पकड़े जाने के बाद जेल जाता, तो न उसके खिलाफ गवाह मिलते और न सबूत। पुलिसवाले उसको सजा दिलाने के लिए अदालतों के चक्कर लगाते और इस बात की कोई गारंटी न रहती कि वो पेरोल पर आकर और पुलिसवालों को न मारता।

इसलिए उसके एनकाउंटर पर सवाल उठाने से पहले ये सोचना चाहिए कि ऐसे लोगों को सजा दिलाना कितना मुश्किल काम है। ऐसे लोग समाज के लिए कितने बड़े नासूर हैं और उन्हें सजा मिले ये कितना जरूरी है। आपने विकास के पिता की बात सुनी, वो खुद कह रहे थे, कि बेटा समाज के लिए खतरा था, उसने बूढ़े मां बाप की कभी सेवा नहीं की, सिर्फ कष्ट दिए। समाज का कलंक बन चुके ऐसे खरतनाक अपराधियों को सजा जरूर मिलनी चाहिए।

The death of dreaded UP gangster Vikas Dubey in a shootout near Kanpur on Friday morning brings to a close, a sordid chapter in the state’s crime history. While families of eight policemen slain by the gangster in a deadly ambush praised the police action, there are political parties which have alleged that the encounter was ‘fake’ and ‘preplanned’.

Some activists have argued why the Special Task Force men fired at a criminal who was unable to escape. They are raising questions about the encounter. These same activists were silent when a violent mob lynched two sadhus near Palghar in Maharashtra, but are now shedding tears over the death of a history-sheeter who murdered eight UP policemen in cold blood, and in a brutal manner.

I agree everybody has the right to ask questions in a democracy and the police must give answers.

Why did police change his vehicle?
The UP police described how the vehicle in which gangster Vikas Dubey was sitting was changed because of a standard operation procedure, so that others should not know in which vehicle the accused was travelling.

How did police vehicle slipped?
The police also explained how a herd of cattle came right in front of the vehicle, and in trying to avoid hitting them, the vehicle upturned, giving the criminal a chance to escape. The police also explained that the media vehicles which were following the STF convoy were not stopped, but had to halt at the toll plaza for the routine mandatory checks.

Why wasn’t he handcuffed?
The police also explained that Vikas was not handcuffed because of certain guidelines given by courts in the past. According to these guidelines, an accused need not be handcuffed unless it is absolutely required. He was sitting between two police inspectors inside the vehicle.

I have also a question to ask. Who are the people who are raising questions and what is their motive? Do they have a political motive in putting UP chief minister Yogi Adityanath in the dock? Yogi’s motive has been clear right from day one. He had been saying that the majesty of UP police must remain strong, it must not be diluted through political interference. If a gangster who murders eight policemen escapes to live a comfortable life, whether inside jail or outside, tell me, which policeman will dare to risk his life to catch a criminal?

Imagine the storm and pandemonium that would have been created, had Vikas Dubey fled after the vehicle upturned. That is why, I insist that citizens should first look towards the families of those eight innocent policemen who were ambushed and murdered in cold blood. Some of them have lost their sons, some have lost their husbands and fathers.

We should listen to what the family members of these slain policemen are saying, instead of finding loopholes in the police version about the encounter. We should also listen to those, whose family members were tortured and murdered by Vikas Dubey’s henchmen in the past. These people had no hope for justice and their tears have dried over the years. When they got news of the death of the gangster, tears of happiness flowed from their eyes. Some of them welcomed local policemen by garlanding them.

I want to say that gangster Vikas Dubey, who cared two hoots for the police and the system, had to face police bullets because of his atrocious acts. He had gone to Lord Mahakaal in the hope of survival, but the Lord rejected his plea. He got his punishment that every dreaded criminal deserves. He had challenged the government, the system and the entire police force by ambushing policemen.

He was a man reviled even by his own family members. His parents refused to come to his funeral. On hearing news of his son’s death, Vikas’ father said, police has done the right thing because he always tortured people and did not even spare his parents.

Most of the opposition parties have questioned the police version about the encounter. BSP supremo Mayawati demanded a probe under Supreme Court’s supervision, while Samajwadi Party chief Akhilesh Yadav alleged that the encounter was done “to hide secrets”. Congress leader Rahul Gandhi posted an Urdu couplet to say that ‘silence is better than many answers, as it protects the honour of the one to whom questions are addressed’.

I want to tell the leaders who are trying to make political capital out of this, to limit their queries to the encounter only. They have the right to demand a probe, but they should keep politics out of this for now, at least, because it concerns the image and honour of the state police force. They should instead think about the families of slain policemen who were killed by Dubey’s henchmen. They must understand that a criminal has no caste, no religion, no political party. A criminal is always used by others and this needs to be stopped. Criminalization of politics must stop.

To sum up: Vikas Dubey was, no doubt, a hardened criminal. He took advantage of his caste, and helped Samajwadi Party, BSP and some BJP leaders too. He had created a reign of terror in his locality, used muscle power and intimidation during elections, hired several policemen as his moles inside the force, never cared two hoots for his old parents, nor his children.

The day he ambushed eight policemen it was clear that he had no fear of law. Some people even say that even if he was put behind bars and court proceedings were launched, nobody would have dared to appear as witness again him. Instead policemen would have been making rounds of courts to prepare a case against the gangster. There was no guarantee that he would not have murdered more policemen, had he come out on parole.

Those who are raising questions about the encounter must understand that it is very difficult for the prosecution to get a dreaded don like him convicted in court. You have heard what Vikas’ father said. He said, his son was a danger to society. Punishment must be meted out to such hardened criminals who are a blot on society.

खूंखार हत्यारा विकास दूबे का अंत भी आत्मसमर्पण की तरह नाटकीय रहा। उत्तर प्रदेश के गैंगस्टर विकास दुबे को मध्य प्रदेश पुलिस ने उज्जैन के महाकाल मंदिर के बाहर गुरुवार सुबह नाटकीय अंदाज में गिरफ्तार किया था। बाद में उसे उत्तर प्रदेश की स्पेशल टास्क फोर्स को सौंपा गया जो अपने काफिले की गाड़ियों में उसे कानपुर वापस लेकर आ रहे थे।

शुक्रवार की सुबह, कानपुर शहर के बाहरी इलाके बर्रा के पास सड़क किनारे वह गाड़ी पलट गई जिसमें पुलिसकर्मियों के साथ विकास दुबे बैठा हुआ था। पुलिस के मुताबिक, गैंगस्टर ने एक पुलिसकर्मी का हथियार छीना और भागने का प्रयास किया, अन्य एसटीएफ कर्मियों ने उसे घेर लिया।

पुलिस के मुताबिक, उसे आत्मसमर्पण करने के लिए कहा गया, मुठभेड़ में विकास दुबे को गोलियां लगी और वह घायल हो गया। विकास और चार अन्य घायल पुलिसकर्मियों को कानपुर के लाला लाजपत काय अस्पताल ले जाया गया, जहां गैंगस्टर को मृत घोषित किया गया।

इसके साथ ही 2 जुलाई की रात विकास दुबे के बिकरू गांव में 8 पुलिसकर्मियों की निर्मम हत्या के साथ शुरु हुए घिनौने नाटक का अन्त हो गया। इस गैंगस्टर ने पुलिस के जाल से बचने के लिए 5 राज्यों में 1500 किलोमीटर तक भागदौड़ की थी। उसने उज्जैन में भगवान महाकाल की पूजा के बाद आत्मसमर्पण किया, इस डर से कि कहीं एनकाउन्टर में उसका खात्मा न हो जाय।

गैंगस्टर ने शिप्रा नदी में सुबह स्नान किया, मंदिर के गेट पर एक वीआईपी पास खरीदा, सुबह की ‘आरती’ में भाग लिया और फिर आकर लोगों के बीच चिल्लाया कि वही है “विकास दुबे, कानपुरवाला”, इसके बाद मंदिर के सुरक्षाकर्मियों ने उसे कसकर पकड़ लिया। मंदिर में मौजूद महिला श्रद्धालुओं ने बताया कि कैसे विकास और उनके दो साथी मंदिर के अंदर ‘आरती’ का वीडियो ले रहे थे, जबकि मंदिर के अंदर मोबाइल फोन लेकर जाना प्रतिबंधित है।

प्रत्यक्षदर्शियों ने यह भी कहा कि, वीआईपी टिकट खरीदने के बाद, विकास मंदिर के पिछले दरवाजे से घुसना चाहता था, लेकिन जब अनुमति नहीं मिली तो वह श्रद्धालुओं की कतार में शामिल हो गया। उसने मंदिर के बाहर एक सेल्फी वीडियो भी लिया और हिरासत में लेने के बाद एक पुलिसकर्मी के साथ अपना फोन नंबर साझा किया।

जाहिर है, विकास दुबे का समय पूरा हो चुका था, उसके गुर्गे या तो एनकाउंटर में मारे जा चुके थे या उत्तर प्रदेश पुलिस की पकड़ में आ चुके थे।

पकड़े जाने के बाद उसने बताया था कि कैसे 3 जुलाई की रात उसने पुलिसकर्मियों की निर्मम हत्या की योजना बनाई थी। विकास ने बताया था कि उसे पुलिस की दबिश की सूचना एक दिन पहले ही लग गई थी और वह इसके लिए अपने गुर्गों के साथ तैयार हो चुका था। उसने बताया कि कैसे उसके एक गुर्गे ने सर्किल ऑफिसर मिश्रा का पांव कुल्हाड़ी से काट दिया, कैसे वह 50 लीटर किरोसिन तेल से पुलिसकर्मियों के शवों को जलाना चाहता था लेकिन ऐसा कर नहीं सका क्योंकि पुलिस फोर्स पहुंच चुकी थी।

मैं हैरान हूं, जब लोगों ने गुरुवार को उज्जैन में उसकी गिरफ्तारी को “पूर्वनियोजित सरेंडर” बताया, और अब उसकी मौत के बाद वहीं लोग इसे “हत्या या फर्जी एनकाउंटर” बता रहे हैं। मैं ऐसे लोगों से अपील करूंगा कि एक बार उन 8 पुलिसकर्मियों के परिवारों के बारे में सोचें जिन्हें विकास दुबे के गुर्गों ने निर्दयता से मार दिया। विकास दुबे ने सार्वजनिक जगह पर अपने सरेंडर की योजना बनाई थी क्योंकि उसे एनकाउंटर में मारे जाने का डर था। उसे लगा कि खुद को मध्य प्रदेश पुलिस को सौंपकर उसने अपनी जान बचा ली। उसने उत्तर प्रदेश के अपराधियों की तरह अपना वसूली का अखाड़ा जेल से चलाने की योजना भी बना रखी थी। लेकिन किस्मत ने साथ नहीं दिया।

हम सभी को यह समझना चाहिए कि अपराधी की कोई जाति नहीं होती, कोई धर्म नहीं होता। एक अपराधी हमेशा प्रशासन और न्यायिक व्यवस्था की खामियों का गलत इस्तेमाल करने की कोशिश करता है। उत्तर प्रदेश पुलिस के अंदर विकास दुबे के मुखबिर थे। उसकी मौत के साथ उत्तर प्रदेश में अपराध के इतिहास का एक और शर्मनाक अध्याय समाप्त हुआ।

The end was as dramatic as the surrender. Dreaded UP gangster Vikas Dubey was taken into custody by Madhya Pradesh police outside the famous Mahakaal temple in Ujjain in a dramatic manner on Thursday morning. He was later handed over to UP Special Task Force who were bringing him in a convoy of vehicles to Kanpur.

On early Friday morning, the vehicle in which Dubey was sitting with policemen overturned on the roadside near Barra on the outskirts of Kanpur city. According to police, the gangster snatched a policeman’s weapon and tried to flee. He was surrounded by other STF personnel.

According to police, he was asked to surrender, and in the encounter that ensued, Vikas was shot at and injured. Vikas and four other injured policemen were rushed to LLR hospital in Kanpur, where the gangster was declared brought dead.

With this, the curtains have now fallen on the sordid drama that began with the bloodbath of eight policemen in Vikas Dubey’s Bikra village on July 2 night. The gangster, while escaping the police dragnet, went across five states and covered 1,500 kilometres before he surrendered in Ujjain after worshipping Lord Mahakaal.

The gangster took an early morning bath in Shipra river, bought a VIP pass at the temple gate, attended morning ‘aarti’ and then came out to declare to the world that he was “Vikas Dubey, Kanpurwallah”, with temple security guards holding him tightly. Female devotees who were at the temple revealed how Vikas and his two companions were taking video of the ‘aarti’ inside the shrine, even though taking a cellphone inside the temple is prohibited.

Witnesses also said, Vikas, after buying a VIP ticket, sought backdoor entrance, but on being denied, he joined the queue of devotees to enter the shrine. He also took a selfie video outside the temple, and shared his phone number to a policeman, after he was taken into custody.

Clearly, Vikas Dubey was running out of time, as his lieutenants were either being killed in encounters or nabbed by UP police.

In custody, he revealed how he planned the bloodbath of policemen on July 2 night in his village near Kanpur. Vikas revealed, he had got information about the police raid a day before, and he was prepared with his lieutenants. He revealed how one of his men cut off the leg of Circle Officer Mishra with an axe, how he wanted to set fire to the bodies of slain policemen with 50 litres of kerosene, but could not do so because police reinforcement had arrived.

I am amazed when people described his arrest in Ujjain on Thursday as “arranged surrender”, and now, after his death, the same people are describing this as a “murder and fake encounter”. I will appeal to such people to give a thought to the families of those eight policemen who were killed in cold blood by Vikas Dubey’s henchmen.

Vikas Dubey had planned his surrender in public, because he was afraid of being killed in encounter. He thought he has saved his skin by handing himself over to MP police. He had also planned to run his extortion ring from jail like other criminals in UP. But fate willed otherwise.

It is time we realize that a criminal has no caste, no religion. A criminal always tries to misuse the loopholes in the administrative and judicial systems for his own ends. Vikas Dubey had his moles inside the UP police force. With his death, ends a sordid chapter in the annals of crime in Uttar Pradesh.

गुरुवार को मध्य प्रदेश के उज्जैन में उत्तर प्रदेश के खूंखार गैंगस्टर विकास दुबे की गिरफ्तारी के साथ, आखिरकार पिछले 6 दिन से इस हत्यारे की अलग-अलग राज्यों में हो रही तलाश खत्म हुई। कानून को ताक पर रखने वाले इस मुजरिम को अब कानून का सामना करना पड़ेगा। देश का कानून ही तय करेगा कि इस गैंगस्टर को कौन सी सज़ा दी जाय, क्योंकि उसने अनेक लोगों का कत्ल किया है।

मैं आज एक ऐसी बात कहना चाहता हूं जो कोई नहीं कहेगा, ऐसी बात जो जानते सब हैं, आपस में ऐसी बातें करते भी हैं, लेकिन सार्वजनिक तौर पर इस मुद्दे पर बात नहीं करते । आज मैं ये बात करूंगा क्योंकि यह जरूरी है और अगर इस मुद्दे पर अब भी बात नहीं की गई तो इससे देश का, समाज का, व्यवस्था का, और हम सबका बहुत नुकसान होगा।

मैं बात करना चाहता हूं, जाति को लेकर बंटते हुए समाज की, जाति के नाम पर अपराध की, अपराधियों की अनदेखी की । मैं दो दिन से सोशल मीडिया पर देख रहा हूं, बहुत से लोगों से सुन रहा हूं., वीडियो और कमेंट देख रहा हूं, कि लोग हत्यारे की, दुर्दांत अपराधी की जाति देख रहे हैं., जाति के आधार पर उसका समर्थन कर रहे हैं, मुझे बड़े दुख के साथ ये कहना पड़ रहा है कि उत्तर प्रदेश में आठ पुलिस वालों की जघन्य हत्या करने वाले विकास दुबे को लेकर कुछ लोग जाति का सवाल उठा रहे हैं । अगर साफ साफ कहूं तो चूंकि विकास दुबे एक ब्राह्मण है सिर्फ इसीलिए ब्राहम्ण समाज में कुछ लोग ऐसे हैं, जो उसे हीरो बता रहे हैं। किसी ने उसे शेर कहा, किसी ने हत्यारे की जांबाजी को सलाम किया, मैं हैरान हूं कि कुछ लोग ही सही, लेकिन समाज में ऐसे लोगों हैं जो अपराधी की गुनाह नहीं उसकी जाति देख रहे हैं.। ये बहुत ही शर्म की बात है.।

हम हमेशा कहते हैं कि अपराधी की कोई जाति नहीं होती, .समाज के लोग अपराधी को सिर्फ क्रिमिनिल की नजर से देखते हैं, लेकिन ये कड़वा सच है कि कि यूपी और बिहार मे आज भी जाति के नाम पर सारा खेल होता है, इसीलिए आज ब्राह्मणों के बीच, उत्तर प्रदेश में, बिहार में, खूंखार अपराधी विकास दुबे का महिमा मंडन करने की कोशिश की गई ।

आज मैं इस तरह की सोच रखने वालों की आत्मा को जगाना चाहता हूं, इस तरह की बातें करने वालों की आंखें खोलना चाहता हूं, विकास दुबे ने जो अपराध किया है, वह घिनौना है, उसका गुनाह नाकाबिले बर्दाश्त है, उसे सजा भी मिलेगी, लेकिन अगर कोई जाति के नाम पर, ब्राह्मण होने के नाम पर, उसकी मदद करने की कोशिश करेगा, उसका समर्थन करेगा, तो वह भी अपराधी होगा, गुनहगार होगा ।

विकास दुबे जैसे अपराधी का समर्थन करना, जाति के नाम पर समर्थन करना, उसे हीरो बताना समाज के प्रति गुनाह है । इस तरह से सोचने वालों को ये नहीं भूलना चाहिए कि विकास दुबे ने आठ पुलिस वालों की हत्या पूरी प्लानिंग के साथ और निर्ममता के साथ की, और वह ये गुनाह सिर्फ इसलिए कर पाया कि कुछ पुलिस वालों ने ही मुखबिरी की थी। ये सब पुलिसकर्मी भी जांच के दायरे में हैं, लेकिन मुझे पता चला कि विकास दुबे के साथ साथ इन पुलिस वालों की जाति की भी खूब बात हो रही है, इसलिए आज मैं आपको एक ऐसे पुलिस अफसर की बात बताना चाहता हूं, जो खुद ब्राह्मण हैं, जिन्होंने खुद बिना जाति देखे बड़े बड़े अपराधियों का काम तमाम किया है, जो खुद बिहार पुलिस के महानिदेशक हैं, सबसे सीनियर पुलिस ऑफिसर हैं….गुप्तेश्वर पांडे कानपुर में पुलिस वालो की ह्त्या से आहत हैं और जब से उन्होंने ये देखा कि कुछ लोग सिर्फ जाति के कारण, सिर्फ ब्राह्मण होने के कारण विकास दुबे जैसे दुर्दांत अपराधी का समर्थन कर रहे हैं., तो गुप्तेश्वर पांडे खुद को रोक नहीं पाए, अपना दर्द, अपना गुस्सा, अपनी चिंता कैमरे के सामने जाहिर कर दी ।

गुप्तेश्वर पांडे ने बुधवार को विकास दुबे जैसे अपराधियों का महिमामंडन करने की प्रवृति की आलोचना की। गुप्तेश्वर पांडे ने जनता से अपील की कि वह “अपराध की संस्कृति” को बढावा न दें और अपराधियों को हीरो न बनाएं. उन्होने कहा, “क्या हमें उसकी आरती उतारनी चाहिए? यह शर्म की बात है कि आठ पुलिसकर्मियों की हत्या करने के बाद ऐसा शातिर अपराधी भाग निकला। क्या विकास दुबे एक शेर है, या भगत सिंह है, या नेताजी, या अशफाकुल्लाह खान है ? ”

गुप्तेश्वर पांडे की बात वाकई में दिल को छूने वाली है, समाज की आंखें खोलने वाली हैं। खासतौर पर उन लोगो को तो एक बार नहीं गुप्तेश्वर पांडे की बात बार बार सुननी चाहिए जो सिर्फ ब्राह्मण होने के कारण पुलिस वालों के हत्यारे विकास दुबे को शेर बता रहे हैं, हीरो बता रहे हैं। गुप्तेश्वर पांडे पुलिस अफसर की तरह नहीं बोले, बिहार पुलिस के मुखिया की तरह नहीं बोले, उन्होंने समाज के एक संवेदनशील इंसान की तरह अपनी वेदना समाज के साथ शेयर की, समाज को आइना दिखाने की कोशिश की, लोगों की आत्मा को झकझोरने की कोशिश की।

इसके लिए गुप्तेश्वर पांडे की तारीफ होनी चाहिए। आमतौर पर अफसर, खासतौर पर पुलिस अफसर अपराधियों के बारे में, आपराधियों की जाति के बारे में इस तरह से खुलसकर बोलने से बचते हैं। लेकिन गुप्तेश्वर पांडे ने जो कहा बिल्कुल सही कहा। इस पर विचार करने, इस पर अमल करने की जरूरत है। उनकी ये बात सही है कि अपराधी की कोई जाति नहीं होती, कोई धर्म नहीं होता। अपराधी पहले शार्टकट से पैसा कमाने के लिए, बिना मेहनत के ऐशो आराम की जिंदगी के लिए अपराध करता है। इसके बाद अपने गुनाहों को छुपाने के लिए गुनाह करता है। फिर बचने के लिए जाति का सहारा लेता है,लेकिन वो किसी का सगा नहीं होता।

विकास दुबे को ही देख लें,उसने किसको मारा? संतोष शुक्ला कौन थे? पंडित थे। विकास दुबे ने जिन पुलिस वालों को निर्ममता से मारा उसमें DSP देवेंद्र मिश्रा कौन थे? ब्राह्मण ही थे। विकास दुबे के चक्कर में एनकाउंटर में कल उसका जो साथी मारा गया, अमर दुबे, वो भी ब्राह्मण था। चौबेपुर थाने के जो पुलिस वाले विकास दुबे के लिए पुलिस की ही मुखबिरी करते थे, जो अब जेल में है, SHO विनय तिवारी और दारोगा कृष्णपाल मिश्रा, ये दोनों भी ब्राह्मण हैं। और तो और विकास दुबे ने अपने कजिन पर, अपने भाई पर जानलेवा हमला करवाया। कहने का मतलब ये है कि अपराधी अपराधी होता है। वो अपने फायदे के लिए, अपने बचाव के लिए, शील्ड की तरह अपनी जाति का इस्तेमाल कर सकता है।

सबसे ज्यादा चिंता की बात तो ये है कि समाज में जाति का जहर तो पहले से था, लेकिन सिस्टम में जाति का जहर इस कदर घुस गया है,ये विकास दुबे के मुखबिरों के नाम देखकर पता चला।

विकास दुबे की गिरफ्तारी के साथ, निश्चित रूप से सारे परतें खुलने वाली हैं। यूपी पुलिस में कई ऐसे थे जो इस गैंगस्टर के लिए मुखबिरी का काम कर रहे थे और गैंगस्टर से पूछताछ करने के बाद उनके चेहरे से नकाब उतर जाएगा। समय आ गया है कि अब पुलिस में काम कर रहे घर के भेदियों की पहचान की जाय और उन्हें बाहर का रास्ता दिखाया जाय।
