With 3,293 Covid-related deaths and 3,60,960 fresh cases reported from across India on Tuesday, the overall pandemic scenario is grim. People are dying because of lack of oxygen, ventilators, medicines and hospital beds. The situation in Delhi-NCR and many parts of Uttar Pradesh and Haryana is acute.

Relatives of Covid patients are being forced to buy vital medicines in black market, there are long queues for lab tests, oxygen cylinders and ventilators are not available. There was this heart wrenching video of a four-year-old boy pushing a stretcher carrying his father, while his mother was dragging the stretcher from the other hand, inside a hospital. There were no ward boys to help.

While the Centre and state governments claim that there is no shortage of hospital beds, oxygen and medicines, ground reports from India TV reporters prove otherwise. There are no beds, no oxygen and no medicines for Covid patients writhing in agony outside hospitals. Family members are running from pillar to post in search of oxygen and beds in 40 degree Celsius heat. On the other hand, there are mischievous people who have already ‘grabbed’ hospital beds, cornered stocks of medicines that they do not require, selling medicines and oxygen cylinders at exorbitant prices and fleecing people of their hard-earned money.

Official statistics of fresh Covid cases and death figures are being under reported. The CEO of a leading Covid testing agency has complained that he had got phone calls from local district officials not to report ‘positive’ Covid tests. In Mumbai and Delhi, the figures of fresh Covid cases are being deliberately showed on the lower side, simply because RT-PCR tests have been scaled down to hide figures. The ground reality is that one out of every three persons tested in Delhi are being found ‘positive’. On Monday, only 57,600 tests were conducted in Delhi out of which 20,200 were found positive. Compare this with 1,02,460 tests conducted in Delhi on April 13, and only 13,468 were found ‘positive’. It means, the positivity rate in Delhi was only 12 per cent on April 13, but now it has jumped to more than 35 per cent.

Delhi High Court has pulled up the state government for failing to cope with the pandemic and in providing hospital beds to patients. The High Court has observed that the Delhi government has failed to monitor oxygen distribution to hospitals and is unable to do anything when large stocks of vital medicines are being hoarded. The High Court observed: “Set your house in order. Enough is enough. If you can’t, we will ask the central government officers to take over. We can’t let people die like this”.

The High Court also remarked: “You are just passing orders, instructions as if you are living in a completely different world. You don’t know the ground reality….Telling that patients can’t have Remdesivir at home under medical supervision, appears to be absolutely wrong, it seems like taking away that man’s life”.

On Tuesday night, Delhi government withdrew its order to set aside 100 rooms at the 5-star Ashok Hotel for exclusive Covid care for judges, judicial officers and their family members, after the Delhi High Court said it never made any such request. The High Court said, “we have lost two judicial officers. All that we wanted was in case they needed hospitalization, there should be facility available. But is projected that we wanted a 100-bedded facility…You are passing orders left, right and centre.”

The Delhi High Court’s anger is justified. The state government has failed in providing beds, oxygen and medicines to Covid patients, and its lawyer was trying to whitewash its negligence in front of the judges. A 500-bed Patel Covid Centre opened in South Delhi on Tuesday, where 150 beds were operational. All these beds were filled up within a few hours. Similarly, the Covid Care Centre run by DRDO in Delhi had 500 beds, all of which are now occupied. Not a single bed is available now. There are long queues of Covid patients outside these centres. There were heart rending visuals of patients huffing for breath while lying on the road outside these hospitals, waiting for admission.

Delhi chief minister Arvind Kejriwal is now claiming that his government will provide 1200 beds at two places in Delhi: one near Guru Tegh Bahadur Hospital, and the other at Ramlila Maidan, but these will be operational only after May 10. The situation is worse in neighbouring Haryana and Ghaziabad, where private hospitals are telling relatives to take away their patients immediately as they have run out of oxygen. There are reports of Haryana government deliberately under reporting Covid cases and deaths.

The confusion has been worse confounded by intemperate remarks being made by Haryana chief minister Manohar Lal Khattar on Tuesday. Khattar said, “there is no point making a noise over the number of people who have died as the dead won’t come back to life. We should avoid playing with the data relating to deaths. This is a natural calamity. What can the government do? ” If the chief minister of a state can make such an outrageous remark, one can easily understand how the system is working in Haryana.

Our reporter Ruchi Kumar sent visuals of people waiting in long queues for oxygen cylinders outside an oxygen plant, 25 km away from Lucknow. Many of them have been waiting for more than 12 hours in 40-degree Celsius heat. Some of them had slept in the open for the whole night, awaiting their turn. The plant had doubled its capacity from refilling 1,300 to 2,600 cylinders, and is yet unable to cope with the demand.

In Beed, Maharashtra, an ambulance van loaded 22 bodies of Covid victims and dumped them at a crematorium. The hospital authorities said, they had only two ambulances, and had sought new ambulances from the government, which did not arrive.

Looking at the overall scenario, I can only say: it is not the duty of a government to open its umbrella only when there is a shower. And when it becomes a torrential rain, the government goes out in search of umbrellas. People had expected from their government that it may have done some forward planning and advance arrangements to meet the full brunt of the pandemic. The governments were found failing on this front. They failed to anticipate the huge pandemic wave. A few weeks ago, the Delhi deputy CM had been blaming Haryana and neighbouring states for obstructing its oxygen supply. Now that oxygen concentrators and medical oxygen are pouring in both from inside and outside India, it has kindled some rays of hope. Had the governments been alert about the oxygen and medicine crisis, they could have averted the large number of deaths that have taken place.

दिल्ली-एनसीआर और भारत के कई अन्य महानगरों में आईसीयू बेड, वेंटिलेटर, ऑक्सीजन बेड को लेकर एक भयावह स्थिति बनी हुई है। लगभग सभी मामलों में, कोविड रोगी को सांस लेने में दिक्कत की परेशानी है और उन्हें ऑक्सीजन या वेंटिलेटर की सख्त जरूरत है। डॉक्टरों का कहना है कि ऐसे कई मामलों को रोका जा सकता था अगर रेमडेसिविर शीशियों की पर्याप्त आपूर्ति होती। आज ही देश में 3 लाख 23 हजार से ज्यादा नए केस सामने आए जबकि सिर्फ 2 लाख 19 हजार लोग रिकवर हुए हैं। यानि सवा लाख से ज्यादा नए एक्टिव केस जुड़ गए। फिलहाल देशभऱ में 28 लाख से ज्यादा एक्टिव केस हैं। ये आंकड़ा रोज बढ़ रहा है।

जिन लोगों ने वैक्सीन मैत्री पर सवाल उठाया था, जो ये बार बार कह रहे थे कि भारत ने वैक्सीन तो भेजी लेकिन ऐन वक्त पर कोई देश मदद के लिए आगे नहीं आया। तो उन्हें मालूम होना चाहिए कि अमेरिका, जापान, जर्मनी, ब्रिटेन, सिंगापुर, UAE, साउदी अरब जैसे मुल्क इस मुश्किल वक्त में भारत के साथ कंधे से कंधा मिलाकर खड़े हैं। जिस अमेरिका ने कुछ दिन पहले कोरोना वैक्सीन के लिए कच्चा माल सप्लाई करने से इनकार कर दिया था आज वही अमेरिका भारत के लिए कच्चा माल भी भेज रहा है। उसके साथ साथ ऑक्सीजन कंसंट्रेटर्स अमेरिका से भारत आने लगे हैं। आज न्यूयॉर्क से नई दिल्ली की जो पैसेंजर फ्लाइट आई उसी के अंदर 328 ऑक्सीजन कन्संट्रेटर्स भी मौजूद थे।

आमतौर पर तो ये होता है कि इन मेडिकल इक्विपमेंट्स के लिए अलग से स्पेशल प्लेन रवाना किया जाता। वो प्लेन 12-13 घंटे में अमेरिका पहुंचता और फिर ये सामान भारत आता लेकिन इस बार ये सारा झंझट बच गया। पैसेंजर प्लेन में ही इक्विपमेंट्स लोड कर दिए गए और फिर इन्हें दिल्ली एयरपोर्ट पर बाकी सामान के साथ अनलोड किया गया। अब केंद्र सरकार की तरफ से ये ऑक्सीजन कंसट्रेटर्स अस्पतालों को प्रायोरिटी बेसिस पर दिए जाएंगे।

सिर्फ अमेरिका नहीं, ब्रिटेन ने भी इंडिया को करीब 600 मेडिकल इक्विपमेंट्स भेजे हैं। इनमें 495 ऑक्सीजन कंसनट्रेटर्स है। इसके साथ साथ 120 नॉन इन्वेसिव और 20 मैनुअल वेंटिलेटर शामिल हैं। इतना ही नहीं ये तो मदद की पहले खेप है, इस तरह के नौ प्लेन इंडिया पहुंचेंगे और हेल्थ इंफ्रास्ट्रक्चर को मजबूती देंगे।

इसी तरह चाहे जर्मनी हो, जापान है या फिर मिडिल ईस्ट कंट्रीज़ हों हर तरफ से भारत के लिए मदद आ रही है। दुबई से तो हमारे C-17 ग्लोबमास्टर एयरक्राफ्ट में 7 क्रायोजेनिक ऑक्सीजन कंटेनर्स आए हैं। जापान से भी ऑक्सजीन जेनरेटर आने वाले हैं। सऊदी अरब ने भारत के लिए 80 मीट्रिक टन ऑक्सीजन भेजी है। सिंगापुर से भी हमें मेडिकल इक्विपमेंट्स मिले हैं। जर्मनी से हम 23 ऑक्सीजन जेनेरेटर मोबाइल प्लांट्स ले रहे हैं। रशिया ने भी हर हफ्ते भारत को चार लाख रेमडेसिविर इंजेक्शन देने का भरोसा दिलाया है।

सूत्रों ने अनुसार अमेरिकी सेना भारत में कोरोना पेशेन्ट्स के लिए आईसीयू बेड उपलब्ध कराने के लिए अपने मोबाइल अस्पताल भेजने जा रही है। भारत ने कोविड पेशेन्ट्स के लिए अमेरिका से ऑक्सीजन कंसंट्रेटर्स, 10-लीटर और 45-लीटर की क्षमता वाले ऑक्सीजन सिलेंडर, ऑक्सीजन जनरेटर और रेमडेसिविर, फेविप्रिविर और टोसीलिज़ुमाब जैसी महत्वपूर्ण दवाएं मांगी हैं।

विदेश से तो मदद आ ही रही है सरकार भी कोरोना पेशेन्ट्स को राहत पहुंचाने के लिए वॉर फुटिंग पर काम कर रही है। दिल्ली भी ऑक्सीजन क्राइसिस से जूझ रही है। केजरीवाल सरकार ऑक्सीजन के इंतजाम करने की बात तो कह रही है लेकिन अभी तक टैंकर्स ही नहीं मिल पाए हैं। इस बीच प्राइवेट सेक्टर मदद के लिए आगे आया है। छत्तीसगढ़ के रायगढ़ से चार ऑक्सीजन टैंकर्स को रेलवे की मदद से दिल्ली लाया जा रहा है। आज रात तक इनके दिल्ली पहुंचने की उम्मीद है। इन ऑक्सीजन टैंकर्स को जिंदल स्टील की तरफ से लाया जा रहा है। भारतीय रेलवे ने बुधवार सुबह तक 450 टन मेडिकल ऑक्सीजन पहुंचाई है। 90 टन मेडिकल ऑक्सीजन ले जाने वाले छह लोडेड टैंकर बोकारो से जबलपुर और भोपाल की ओर निकल गए हैं, जबकि यूपी के अस्पतालों के लिए ऑक्सीजन लाने के लिए तीन टैंकर बोकारो के रास्ते में हैं।

केंद्र ने 10 मीट्रिक टन और 20 मीट्रिक टन क्षमता के 20 क्रायोजेनिक ऑक्सीजन टैंकरों का आयात करने और उन्हें राज्यों को आपातकालीन उपयोग के लिए आवंटित करने का निर्णय लिया है। इस बीच, देश भर में टीके की कुल 14.5 करोड़ से अधिक डोज दी गई और पिछले 24 घंटों के दौरान कोविड से 2.5 लाख से अधिक लोग ठीक हुए हैं। वहीं Apple, Google और Microsoft ने भारत के लिए विशेष कोविड सहायता की घोषणा की है। आर्मी, पैरामिलिट्री फोर्सेज, पुलिस और रेलवे सब मुसीबत के वक्त में जिस तरह लोगों की मदद कर रहे हैं उसकी जितनी तारीफ की जाए कम है। 48 घंटे में 500 बैड का हॉस्पिटल तैयार करना आसान नहीं होता। आपको जानकर हैरानी होगी कि 24 अप्रैल तक हमारे देश में रोजाना करीब 7 हजार 200 मीट्रिक टन ऑक्सीजन का प्रोडक्शन हो रहा था, आज 26 अप्रैल है और इस वक्त देश में ऑक्सीजन का प्रोडक्शन 9 हजार टन से ज्यादा हो गया है। 48 घंटे में अगर ऑक्सीजन का उत्पादन 2 हजार मीट्रिक टन बढ़ता है तो ये बड़ी अचीवमेंट है।

कोरोना को लेकर व्हाट्स एप, फेसबुक, ट्विटर, इंस्टाग्राम पर लोग अपना दुख शेयर करते हैं लेकिन कुछ लोग इसका इस्तेमाल अफवाह फैलाने के लिए भी करते हैं। इसकी वजह से लोगों के मन में कोरोना को लेकर डर बैठ गया है, तो कोरोना को लेकर डरने की जरूरत नहीं। लोग कहते हैं कि मैं तो एक साल एकदम सावधान रहा। मैं किसी कोरोना पेशेंट के करीब नहीं गया फिर मुझे इंफेक्शन कैसे हुआ। एक्सपर्ट्स का कहना है कि हमारे देश में करीब 80 पर्सेंट कोरोना के शिकार लोग एसिम्टोमैटिक हैं। जिन लोगों में वायरस के कोई लक्षण दिखाई नहीं देते वो वायरस के सबसे बड़े कैरियर हैं।

रिसर्च बताती है कि बंद कमरे में एक एसिम्टोमैटिक व्यक्ति अगर बात कर रहा है तो भी वो वायरस फैला सकता है और चूंकि पता ही नहीं चलता इसलिए बड़ी संख्या में लोग संक्रमित हो जाते हैं। लोग पूछ रहे हैं कि परिवार के परिवार कैसे इंफेक्ट हो जाते हैं। पहले तो ऐसा नहीं होता था। डॉक्टर्स कहते हैं कि एक तो ये वायरस तेजी से फैलता है और दूसरा आजकल टेस्टिंग में वेटिंग है। जबतक सैंपल देने का नंबर आता है और जबतक ये पता चलता है कि कोई व्यक्ति पॉजिटिव है तब तक वो व्यक्ति एसिम्टोमैटिक मानकर लोगों से मिलता रहता है और वायरस फैला देता है।

एक बात ये भी है कि सेंकड वेव के ज्यादातर केसेज़ में सांस लेने में दिक्कत कॉमन है इसलिए इतनी ज्यादा तादाद में ऑक्सीजन की जरूरत पड़ने लगी है। अगर कोरोना के बढ़ते केसेज के रफ्तार को रोकना है तो डरने की जरुरत नहीं, हिम्मत से लड़ने की जरुरत है। आप का डर सब से बड़ा वाइरस है और सब से बड़ी वैक्सीन आप की हिम्मत है। कोरोना के प्रोटोकॉल का पालन करने की जरुरत है। ठीक से मास्क लगाना, दूरी बनाए रखना कोरोना की चेन को तोड़ने के सबसे कारगर उपाय हैं। ये आसान काम हैं। ये आप करिए और बडे बडे काम सरकारों पर छोड दीजिए। सरकार को चेताने का काम हम पर छोड़ दीजिए।

A nightmarish scenario is prevalent in Delhi-NCR and several other metros of India, with frequent calls for ICU beds, ventilators, oxygen beds. In almost all the cases, the Covid patients are suffering from loss of breath and are in dire need of oxygen or ventilators. Doctors say, many of these cases could have been prevented had there been adequate supply of Remdesivir vials, which continue to be in short supply. On Tuesday, India reported 3,23,144 new Covid cases and 2,771 Covid related deaths.

Meanwhile, help continues to pour in from USA, UK, UAE, France and other countries. 100 ventilators and 95 oxygen concentrators have arrived in India from UK, ISO oxygen tankers have come from Thailand at West Bengal’s Panagarh IAF airbase, both UAE and Saudi Arabia are sending oxygen concentrators to India, along with 80 tonnes of medical oxygen, while CEOs of 40 US companies have set up a global task force to send help and supplies to India.

US President Joe Biden spoke to Prime Minister Narendra Modi and assured all help to fight Covid pandemic. Biden said, “India was thre with the American people in their hour of need and the United States will be there for India in their hour of need”.

The US has already started shipment of government health stocks of Astra Zeneca Covid vaccine and raw materials to India. Additional stocks of oxygen equipment are being diverted from US army field hospitals to India, Lockheed Martin will be sending helicopters and cargo planes to move stocks to small towns across India. US Defense Department and USAID is going to provide field oxygen generation systems to India. Each unit can provide oxygen to 50 to 100 beds.

Sources have said that the US army is going to send its mobile hospitals to provide ICU beds for Covid patients in India. India has asked the US for oxygen concentrators, 10-litre and 45-litre capacity oxygen cylinders, oxygen generators and vital medicines like Remdesivir, Faviprivir and Tocilizumab for Covid patients. The US is also going to send rapid diagnostic testing kits, PPEs, therapeutics and ventilators for Indian hospitals.

In India, an Oxygen Express carrying medical oxygen tankers arrived from Jindal steel plant in Chhattisgarh at Delhi Cantt railway station. Indian Railways have delivered 450 tonnes of medical oxygen till Wednesday morning. Six loaded tankers carrying 90 tonnes of medical oxygen have left Bokaro towards Jabalpur and Bhopal, while three tankers are on way to Bokaro to pick up oxygen for UP hospitals.

The Centre has decided to import 20 Cryogenic oxygen tankers of 10 metric tonne and 20 metric tonne capacity and allocate them to the states for emergency use. Meanwhile, cumulative vaccination coverage has exceeded 14.5 crore across India and more than 2.5 lakh people recovered from Covid during the last 24 hours. Apple, Google, Microsoft have announced special Covid assistance for India.

Our armed forces, our paramilitary forces, police and railway are working jointly to tackle the scourge of the pandemic. On April 24, India produced 7,200 metric tonnes of medical oxygen, but today we are producing more than 9,000 tonnes of medical oxygen daily. This is no mean achievement.

Millions of people are sharing their sorrows on Facebook, Twitter, Instagram and WhatsApp, but there are some vested interests who are circulating baseless rumours and fake videos and are trying to create a sense of panic and despondency among people. These people may try to instil fear in your minds.

Let me tell you: Do not fear at all. If you have mild Covid systems, you can recover easily while staying inside your homes by taking medicines on doctors’ advice. Since nearly 80 per cent of persons infected with Coronavirus are asymptomatic, it is very difficult when such people unintentionally spread infection. Secondly, during this second wave of pandemic, most of the Covid cases relate to shortness of breath. There are medicines that can treat this symptom, and it is not necessary to take oxygen, unless the situation is serious.

There is no need to fear, everyone has to fight this scourge with courage. Following Covid protocol, like wearing masks (even inside homes), maintaining distance and frequent washing of hands, is the only way to stay away from the virus. Do these simple things at home, and leave the solution of critical problems to the government. And, leave the task of prodding the government to action to us, who work in the media.

पिछले महीने से कोरोना वायरस की दूसरी लहर दिन- प्रतिदिन पूरे देश में पांव पसारती जा रही है। शुक्रवार को देशभर में कोरोना संक्रमण के 3,46,786 नए मामले सामने आए और इस घातक वायरस ने 2,624 लोगों की जान ले ली। 11 राज्य और लगभग सभी महानगर बुरी तरह से इस महामारी की चपेट में आ चुके हैं। मरनेवालों की तादाद लगातार बढ़ती जा रही है। इस महामारी की शुरुआत से लेकर अबतक 1,89,544 लोगों की मौत हो चुकी है। हालात बेहद गंभीर हैं, अस्पताल अभी-भी ऑक्सीजन की कमी के संकट से जूझ रहे हैं।

इस मुश्किल भरे हालात में जब चारों ओर मातम पसरा हुआ है, तो साथ में उम्मीद की किरणें भी नजर आ रही हैं। बेहद तेज गति से युद्धस्तर पर काम चल रहा है। रेलवे जो कि युद्ध के मोर्चों तक टैंक, बख्तरबंद गाड़ियों को ले जाने का काम करती थी, आज देश के एक हिस्से से दूसरे हिस्से तक लिक्विड ऑक्सीजन टैंकरों को पहुंचाने के लिए ऑक्सीजन एक्सप्रेस चला रही है। भारतीय वायुसेना के परिवहन विमान जिनका उपयोग बॉर्डर पर सैनिकों और सैन्य साजो-सामान को एयरलिफ्ट करने के लिए होता है, आज ये विमान पूरे देश में ऑक्सीजन टैंकर ले जा रहे हैं। बेहतर प्रबंधन और मिले-जुले प्रयासों से हम हर अस्पताल को समय पर उसकी जरूरत के मुताबिक ऑक्सीजन उपलब्ध करा सकते हैं।

इस वायरस के खिलाफ जंग में केन्द्र और राज्य सरकारें मिलकर काम कर रही हैं। आर्म्ड फोर्स के सभी विंग,सभी केंद्रीय अर्धसैनिक बल, रेलवे, पब्लिक और प्राइवेट सेक्टर के बड़े कॉरपोरेट्स.. सभी हाथ मिलाकर काम कर रहे हैं। ऑक्सीजन के टैंकरों को समय पर अस्पतालों तक पहुंचाने के लिए स्थानीय पुलिस द्वारा ग्रीन कॉरिडोर बनाया जा रहा है। इसके पॉजिटिव रिजल्ट दिखने लगे हैं। भय और दहशत का माहौल बनाने से हालात नहीं सुधरेंगे। केवल हिम्मत-साहस और मिलेजुले प्रयासों से हालात सुधर सकता है, और सुधार रहा है।

इंडिया टीवी पर शुक्रवार रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने आपको रेलवे की ऑक्सीजन एक्सप्रेस को दिखाया जो विशाखापट्टनम से नागपुर, नासिक और उसके बाद मुंबई तक मेडिकल ऑक्सीजन ले जा रही है। बोकारो (झारखंड) से चली एक और ऑक्सीजन एक्सप्रेस मेडिकल ऑक्सीजन लेकर आज सुबह लखनऊ पहुंच गई है। रेलवे राज्य सरकारों की जरूरत के मुताबिक ऑक्सीजन ले जाने के लिए रेक उपलब्ध करा रही है। यूपी सरकार जामनगर स्थित रिलायंस प्लांट से ऑक्सीजन चाहती है, जबकि आंध्र प्रदेश सरकार ने पड़ोसी राज्य ओडिशा से ऑक्सीजन की मांग की है। दिल्ली सरकार ने ओडिशा के राउरकेला से मेडिकल ऑक्सीजन की मांग की है।

भारतीय एयरफोर्स के जहाज खाली टैंकरों को ऑक्सीजन उत्पादन केंद्रों तक पहुंचा रहे हैं ताकि उन्हें भरकर रेल या सड़क मार्ग से शहरों में भेजा जा सके। एयरफोर्स के एसी-17 ग्लोब मास्टर ट्रांस्पोर्ट प्लेन ने शुक्रवार को 2 खाली ऑक्सीजन टैंकरों को इंदौर से जामनगर पहुंचाया। जहां स्थित रिलायंस इंडस्ट्री के प्लांट से ऑक्सीजन लेकर ये टैंकर सड़क मार्ग से इंदौर आएंगे, यानी इन टैंकर्स का एक तरफ का टाइम बचेगा।

एयरफोर्स के ट्रांस्पोर्ट प्लेन ऑक्सीजन के भरे हुए टैंकर वापस नहीं ला सकते क्योंकि लिक्विड ऑक्सीजन को हवाई मार्ग से ट्रांस्पोर्ट नहीं किया जा सकता, लिक्विड ऑक्सीजन अति ज्वलनशील होती है। हैदराबाद से भी एय़रफोर्स के प्लेन के जरिए ऑक्सीजन के टैंकर्स को रीफिलिंग के लिए ओडिशा भेजा गया। गाजियाबाद के हिंडन एयरफोर्स स्टेशन से भी कल रात ग्लोबमास्टर प्लेन तीन खाली ऑक्सीजन के टैंकर लेकर पश्चिम बंगाल के लिए रवाना हुआ। इन टैंकरों के जरिए आने वाली ऑक्सीजन दिल्ली लाई जाएगी। ऑक्सीजन को अस्पतालों तक पहुंचाने के लिए दिल्ली पुलिस ने सभी टैंकरों के लिए विशेष ‘ग्रीन कॉरिडोर’ के प्रबंध किए हैं।

कोरोना महामारी से सबसे ज्यादा त्रस्त 11 राज्यों के मुख्यमंत्रियों के साथ बैठक में प्रधाननंत्री मोदी ने हर राज्य की मेडिकल ऑक्सीजन जरूरत का जायजा लिया। उन्होंने सभी राज्यों के मुख्यमंत्री को निर्देश दिया कि ऑक्सीजन टैंकर अगर एक राज्य से दूसरे राज्य जा रहा हो तो उसे रोका न जाए। मोदी ने कहा, कि उन्होंने दवा कंपनियों को जीवन रक्षक दवाओं का उत्पादन बढ़ाने तथा आयात करने के निर्देश दिया है और साथ में यह भी सुनिश्चित करने के लिए कहा है कि हर अस्पताल और रोगी तक दवा पहुंचे।

प्रधानमंत्री ने राज्यों को कॉर्डिनेटेड कमेटी बनाने के ले कहा है ताकि केंद्र की तरफ से भेजी गई ऑक्सीजन राज्यों के अस्पतालों में बिना किसी रुकावट के पहुंचाई जा सके। प्रधानमंत्री ने मुख्यमंत्रियों से कहा है कि वे जीवन रक्षक दवाओं की जमाखोरी और कालाबाजारी करने वालों के खिलाफ कार्रवाई करें और साथ में राज्य सरकारों को यह भी ध्यान देना होगा कि लोगों में जरूरी सामान को लेकर डर न हो और लोग दवाओँ की पैनिक बाइंग न करें।

इस बीच रक्षा मंत्रालय ने ऑक्सीजन की जरूरत को पूरा करने के लिए जर्मनी से 23 मोबाइल ऑक्सीजन जेनरेटर प्लांट एयरलिफ्ट करने का भी फैसला किया है। ये प्लांट एक मिनट में 40 लीटर और एक घंटे में लगभग 2400 लीटर ऑक्सीजन का उत्पादन कर सकते हैं।

शुक्रवार को प्रधानमंत्री ने देश के बड़े ऑक्सीजन उत्पादक उद्योगपतियों से भी बात की। उद्योगपतियों में रिलायंस इंडस्ट्री के चेयरमैन मुकेश अंबानी, JSW के सज्जन जिंदल, JSPL के नवीन जिंदल, स्टील अथॉरिटी ऑफ इंडिया के सोमा मंडल, टाटा स्टील के वरिष्ठ अधिकारी और कई दूसरी कंपनियों के मैनेजिंग डायरेक्टर भी मौजूद थे। प्रधानमंत्री ने उन्हें मिलकर जल्द से जल्द ऑक्सीजन की सप्लाई बढ़ाने के लिए कहा।

ऑक्सीजन की कमी से निपटने के लिए प्रधानमंत्री मोदी जिस तरह से युद्ध स्तर पर प्रयास कर रहे हैं, वह उम्मीद जगाता है, वह अंधी सुरंग के आगे रोशनी की किरण के समान है। यह अचानक नहीं हुआ है, इसके पीछे पूरी प्लानिंग और को-ऑर्डिनेशन है। और जब सारी एजेंसियां इस तरह मिलकर काम करती हैं तो सिस्टम और सरकार के प्रति आम आदमी का भरोसा बढ़ता है। प्रधानमंत्री मोदी ने शुक्रवार को 11 राज्यों के मुख्यमंत्रियों से कहा कि अगर कोरोना के खिलाफ हम मिलकर लड़ेंगे और आपसी खींचतान से बचेंगे तो संशाधनों की कमी नहीं होगी और इस लड़ाई के खिलाफ हम जीतकर रहेंगे।

जिस तरह से ऑक्सीजन की सप्लाई के लिए प्राइवेट सेक्टर के लोग आगे आए हैं वह काबिले तारीफ है। नवीन जिंदल ने फ्री में ऑक्सीजन सप्लाई की बात कही, मुकेश अंबानी और गौतम अडानी पहले ही ऑक्सीजन की सप्लाई में मदद कर रहे हैं। टाटा ग्रुप भी ऑक्सीजन की कमी को खत्म करने के लिए जी जान से जुटा है। इससे उन लोगों को सबक मिल सकता है जो हर रोज अंबानी-अडानी पर सवाल उठाते हैं। उन्हें समझ आ जाना चाहिए कि देश पर जब कोई संकट खड़ा होता है तो देश के उद्योगपति जनता की मदद के लिए आगे आते हैं। ये उद्योग घराने ऑक्सीजन की सप्लाई बढ़ाने के लिए तो आगे आए ही हैं साथ में इन्होंने कोविड वैक्सिनेशन कार्यक्रम को राष्ट्रीय स्तर पर गति देने के लिए भी हाथ मिलाया है क्योंकि पहली मई से 18 वर्ष से ऊपर की आयु वाले सभी भारतीयों को वैक्सीन मिल रही है। यह समय है जब अंबानी-अडानी पर सवाल उठाने वालों को देश के उद्योगपतियों के बारे में अपनी राय बदलनी चाहिए।

लोगों को रोते देख, उनकी बातें सुनकर, उन्हें तकलीफ में देखकर दुख होता है। एक बेबसी सी महसूस होती है कि चाहकर भी लोगों की मदद नहीं कर पा रहे। कभी इस तरह का संकट आएगा तो किसी ने कल्पना भी नहीं की थी, न तो केंद्र और न राज्य सरकारों ने यह अंदाजा लगा पाई कि संक्रमण इस गति से फैलेगा और चारों तरफ ऑक्सीजन और दवाओं के लिए त्राहिमाम मचेगा।

भारत एक विशाल और दुनिया का दूसरा सबसे ज्यादा जनसंख्या वाला देश है। भारत में जितने कोरोना संक्रमण के मामले आ चुके हैं वे दुनिया के कई देशों की जनसंख्या से ज्यादा हैं। ऑक्सीजन और जीवन रक्षक दवाओं को अस्पतालों और रोगियों तक पहुंचाने के लिए युद्ध स्तर पर प्रयास किए जा रहे हैं और इन प्रयासों का परिणाम जल्द दिखेगा।

India reported 3,46,786 new Covid cases and 2,624 deaths on Friday as the second wave of pandemic unleashed since last month is sweeping through the length and breadth of this country. Eleven states and almost all the metros are badly hit by the pandemic, and the death toll is continuously rising. Till date, since the onset of the pandemic, 1,89,544 Covid related deaths have been reported in India. The situation is grim as hospitals are still battling the oxygen crisis.

In this gloomy scenario, there are rays of hope across the horizon. Work is going on at a frenetic pace, on a war footing. The Indian Railways, which used to transport battle tanks and armoured personnel carriers to the war fronts, is today running Oxygen Express, carrying liquid oxygen tankers from one part of the country to another. Indian Air Force transport planes, which used to airlift troops and equipment to the borders, are today carrying oxygen tankers across India. Through better management and coordinated efforts, we can provide sufficient oxygen to each and every hospital, in time.

The Centre, the state governments, all wings of our armed forces, all central paramilitary forces, the railways, top corporates from the public and private sectors have joined hands to carry out this Herculean effort to boost oxygen supply to the metros. Green corridors are being created by local police so that oxygen tankers can reach hospitals in time. The positive results are now showing. The situation will not improve by creating an atmosphere of fear and panic. It can only improve, and is improving, due to sheer courage and coordinated efforts.

In my prime time show ‘Aaj Ki Baat’ on India TV on Friday night, we showed Indian Railways’ Oxygen Express that is carrying medical oxygen from Vishakhapatnam on the south eastern coast to Nagpur, Nashik and its final destination Mumbai. Another Oxygen Express that left UP for Bokaro (Jharkhand), has now started its return journey. It will reach Lucknow on Saturday, carrying medical oxygen. The railways are providing rakes to carry oxygen as per requirements placed by state governments. UP government wanted oxygen from Reliance plant in Jamnagar, while the Andhra Pradesh government has sought oxygen from neighbouring Odisha. Delhi government has sought medical oxygen from Rourkela, Odisha through Indian Railway.

Indian Air Force transport aircraft are ferrying empty oxygen tankers to oxygen production centres, so that they can be sent to metros via rail or road. A C-17 Globemaster aircraft on Friday carried two empty oxygen tankers from Indore to Jamnagar. The tankers will return to Indore by road carrying medical oxygen from the Reliance plant. This is being done to cut transportation time by half.

IAF transport aircraft cannot carry medical oxygen in air, as it is highly combustible and forbidden. From Hyderabad, IAF jumbo aircraft carried empty tankers to Odisha for oxygen refuelling. From the Hindon air base in Ghaziabad, a Globemaster aircraft carried three empty tankers on Thursday night to West Bengal for oxygen refuelling. These tankers will supply oxygen to Delhi hospitals. Delhi Police has made special ‘green corridor’ arrangements for all tankers supplying medical oxygen to hospitals.

At his virtual conference with 11 chief ministers on Friday, Prime Minister Modi took note of the medical oxygen requirements of each states. He directed all state chief ministers to ensure that not a single oxygen tanker must be prevented from reaching their destinations. Modi said, he had spoken to pharmaceutical manufacturers to ramp up production and import of life saving drugs and ensure they are made available to hospitals and patients.

The PM asked states to set up high level coordination committees which can ensure that medical oxygen sent from the Centre reach the designated hospitals in time. He asked the chief ministers to take action against hoarders, profiteers and black marketers and at the same time, the state governments must discourage panic buying of medicines.

Meanwhile, the Defence Ministry has decided to airlift 23 mobile oxygen generating plants from Germany to help in the national effort. These plants can generate 40 litre oxygen in a minute, that comes to roughly 2400 litre oxygen in an hour.

On Friday, the PM held a conference with top oxygen manufacturers. These included Reliance Industries chairman Mukesh Ambani, Sajjan Jindal of JSW, Naveen Jindal of JSPL, top officials of Tata Steel, National Oxygen Ltd, SAIL chief Soma Mondal, and other corporate leaders. The PM told them to join hands in augmenting the numbers of oxygen cylinders, tankers and supply of medical oxygen at the earliest.

Looking at the massive wartime like efforts launched by Prime Minister Modi to beat the oxygen shortage, I am confident that one will soon find light at the end of this dark tunnel, that has engulfed our nation. This did not happen suddenly. There were hours and days of meticulous planning and coordination behind these efforts. When all such agencies join hands and try to deliver results, it kindles hope and trust in the minds of common people towards the present system. The Prime Minister told the 11 chief ministers in so many words on Friday. He said, if all of us, instead of pulling one another’s legs, join hands and work coordinatedly, there will be no lack of resources, and we will definitely win this battle.

I have words of praise for India Inc too. Naveen Jindal promised to supply free medical oxygen, while Mukesh Ambani and Gautam Adani have already joined coordinated efforts in procurement and logistics for supplying oxygen. The Tata group has also joined this Herculean effort. This should serve as a lesson to those, who cry hoarse daily against ‘Ambani, Adani’, but when a pandemic of such a gigantic nature takes place, these industrialists come forward to help the common people. These industrial groups have come forward to augment supply of vital medicines and have also joined hands to ramp up the nationwide Covid vaccination campaign that is due to be launched from May 1 for all Indians above the age of 18 years. It’s time such naysayers should now change their mindset and opinions about industrial corporates.

Watching common people weeping over the death of their beloved ones, I cannot help but feel sad over this tragedy that could have been avoided. Nobody, neither the Centre nor the state governments, had anticipated that the pandemic will sweep through vast swathes of our population, making them breathless, crying for oxygen and vital medicines.

India is a vast country with the second largest population in the world, and the number of those affected by the pandemic is more than the entire population of many countries. All out efforts are being made to supply oxygen and vital medicines to hospitals and patients on a war footing, and this Herculean effort will surely yield positive results, soon.

अभूतपूर्व…दिल्ली-एनसीआर के इतिहास में कभी भी लोगों ने ऑक्सीजन की इतनी कमी नहीं देखी थी। कौन सोच सकता था कि दिल्ली और एनसीआर के लोग आक्सिजन के लिए तरस जाएंगे। यहां हॉस्पिटल छोटा हो या बड़ा सबकी हालत एक जैसी है। कुछ हॉस्पिटल वालों ने कहा कि उनके पास बैड हैं, डॉक्टर्स हैं लेकिन ऑक्सिजन नहीं है इसलिए वो मरीजों को भर्ती नहीं कर रहे।

सिचुएशन कितनी सीरियस है इसका अंदाजा इस बात लगाइए कि पिछले साल कोरोना की फर्स्ट वेब के वक्त दिल्ली के प्रसिद्ध सर गंगाराम अस्पताल में एक बार में सबसे ज्यादा 298 मरीज एडमिट हुए थे और इनमें से 81 मरीज ऑक्जीन पर थे लेकिन इस बार 515 पेशेंट्स हॉस्पिटल में एडमिट है। इनमें से 128 आईसीयू में है। कुल मिलाकर 80 परसेंट मरीज ऑक्सीजन सपोर्ट पर है इसलिए ऑक्सीजन की डिमांड बढी है। शुक्रवार सुबह गंगाराम अस्पताल ने एक मैसेज जारी किया: “हमारे अस्पताल में पिछले 24 घंटों के दौरान 25 बीमार मरीजों की मौत हुई है। ऑक्सीजन अगले दो घंटे तक चलेगी। वेंटिलेटर और बीपीएपी मशीनें प्रभावी ढंग से काम नहीं कर रही हैं। 60 अन्य बहुत बीमार मरीजों की जान जोखिम में हैं। बहुत बड़े संकट की आशंका है। तबाही रोकें। ऑक्सीजन की तत्काल आवश्यकता है। सरकारें मदद करें। हमने चेतावनी दी है।” घंटों बाद, एक ऑक्सीजन टैंकर अस्पताल पहुंच गया।

भारतीय वायु सेना के सी-17 और आईएल-76 परिवहन विमानों ने मेडिकल ऑक्सीजन के सप्लाई को तेज करने के लिए देश भर से बड़े ऑक्सीजन कंटेनरों को एयरलिफ्ट करना शुरू कर दिया है। भारतीय वायुसेना के पायलट दिन-रात काम कर रहे हैं ताकि ऑक्सीजन की सख्त जरूरत वाले मरीजों तक समय पर को ऑक्सीजन पहुंचा सकें और उनकी जान बचाई जा सके।

गुरुवार को, कोविड के ताजा मामलों में दैनिक वृद्धि 3,32,730 तक पहुंच गई और 2,263 मौतें दर्ज की गईं। कुल सक्रिय मामले 24,28,616 हैं। दिल्ली, मुंबई, यूपी, महाराष्ट्र और अन्य राज्यों में लोगों में दहशत है, क्योंकि पूरा का पूरा परिवार कोरोना पॉजिटिव हो रहे हैं। दिल्ली, लखनऊ, कानपुर, वाराणसी, पटना, नागपुर, मुंबई में हालात बेकाबू हैं। लोग ऑक्सीजन के एक-एक सिलेंडर के लिए, रेमडेसिविर के एक-एक इंजेक्शन के लिए तड़प रहे हैं लेकिन कुछ लोगों ने इस आपदा को अवसर में बदल लिया है। कहीं रेमडेसिविर की ब्लैकमार्केटिंग हो रही है तो कहीं नकली इंजेक्शन बेचा जा रहा है। कहीं कोरोना वैक्सीन की चोरी हो रही है। महानगरों में मुनाफाखोर कोविड रोगियों के रिश्तेदारों को लूट रहे हैं।

गंगाराम जैसा बड़ा अस्पताल हो या फिर शान्ति हॉस्पिटल जैसा हॉस्पिटल, सबकी सांसे अटकी है। दिल्ली का सरोज अस्पताल हो या बत्रा हॉस्पिटल, माता चन्नन देवी और शांति मुकुंद अस्पताल का भी यही हाल है क्योंकि ऑक्सीजन का टैंक लालबत्ती जला रहा है। दिल्ली सरकार का दावा है कि दिल्ली के छह हॉस्पिटल्स में तो ऑक्सीजन बिल्कुल खत्म हो चुकी है। किसी हॉस्पिटल के पास चार घंटे की ऑक्सीजन बची है तो किसी के पास दो घंटे की। कैलाश हॉस्पिटल्स ने तो गुरुवार को कम ऑक्सीजन की वजह से नए रोगियों को भर्ती नहीं करने का फैसला किया।

गुरुवार रात मेरे प्राइम टाइम शो ‘आज की बात’ में, हमने दिखाया कि कैसे इंडिया टीवी ने दिल्ली के एक्शन बालाजी हॉस्पिटल की मदद की। डॉ. आनंद बंसल की बात हमने तुरंत इंडिया टीवी पर दिखाई। उनको लाइव दिखाया, उनकी बात सुनी, अथॉरिटीज से बात की। इंडिया टीवी पर ये खबर दिखाई गई। असर ये हुआ कि ऑक्सीजन का प्रोडक्शन करनी वाली एक बड़ी कंपनी ने बालाजी हॉस्पिटल को संपर्क किया और शाम होते होते हॉस्पिटल को ऑक्सजीन की सप्लाइ पहुँच गई। मरीजों की जान बच गई। हमने अपना फर्ज निभाया। डॉक्टर्स और नर्सेज वो भी अपना फर्ज निभा रहे हैं। सरकारें भी कोशिश कर रही हैं लेकिन दिक्कत ये है कि संकट इतना बड़ा है। मरीजों की तादाद इतनी ज्यादा है कि सारी कोशिशें कम पड़ रही हैं। मुझे सुकून मिला जब बालाजी हॉस्पिटल का मैसेज आया कि इंडिया टीवी पर खबर देखने के बाद ऑक्सीजन का प्रोडक्शन करने वाली कंपनी ने उन्हें अपने आप कॉन्टेंक्ट किया और ऑक्सीजन भेजी। कितने लोगों की जान का खतरा टल गया।

दिल्ली, मुबंई, लखनऊ, गुरूग्राम, भोपाल, नोएडा, उज्जैन, इंदौर और कानपुर जैसे तमाम शहरों से कई हॉस्पिटल्स से डॉक्टर्स ने मुझे फोन किया, मैसेज किया और दो ही सेंटेस कहे मदद कीजिए। किसी तरह सरकार तक हमारी बात पहुंचाइए। जल्दी से जल्दी ऑक्सीजन का इंतजाम न हुआ तो बहुत बड़ा संकट आ जाएगा। सोचिए हॉस्पिटल में दो सौ से ज्यादा कोरोना के मरीज ऑक्सीजन सपोर्ट पर हों और ऑक्सीजन के टैंक में रेड लाइट जलने लगे, प्रैशर कम होने लगे, ऑक्सीजन का लेवल जीरो की तरफ दिखने लगे तो हॉस्पिटल में तैनात डॉक्टर्स का क्या हाल होगा। जो डॉक्टर्स अपनी जान खतरे में डालकर लोगों की जान बचाने की कोशिश कर रहे हैं, वो आक्सिजन की कमी से पैनिक में हैं। दूसरी बड़ी परेशानी है दवाओं की। जो दवाएं पहले पन्द्रह रूपए में मिलती थी वो या तो दुकान से गायब हो गईं या दोगुनी कीमत पर मिल रही है। जो इन्जेक्शन 500 का था उसके लिए एक लाख रुपये मांगे जा रहे हैं। जो ऑक्सीजन का सिलेंडर पहले पांच सौ रूपये का मिलता था अब उसे पन्द्रह हजार से बीस हजार में बेचा जा रहा है। यानि जिसकी जितनी मजबूरी उसके लिए उतना ज्यादा दाम।

लखनऊ का हाल ये है कि कोई भी अस्पताल कोविड के मरीजों को एडमिट करने को तैयार नहीं। आज हमारी संवाददाता लखनऊ में ऑक्सीजन रिफिल सेंटर्स पर गईं और फिर अस्पतालों में जाकर ग्राउंड सिचुएशन देखी। जो तस्वीरें दिखीं, जो बातें सामने आईं वो डराने वाली थी। रोते बिलखते लोग अपने रिश्तेदार के लिए परेशान लोग। दो तरह की दिक्कतें हैं, पहली तो ऑक्सीजन नहीं मिल रही है। क्या आप कल्पना कर सकते हैं कि पांच सौ हजार में मिलने वाला आक्सीजन सिलेंडर पैंतीस हजार में मिल रहा है वो भी सबको नहीं। दूसरी दिक्कत ये है कि अगर लखनऊ में कोई अपने रिश्तेदार को एक हॉस्पिटल से दूसरे हॉस्पिटल में ले जाना चाहे तो CMO की परमीशन चाहिए, CMO का लैटर चाहिए और ऑक्सजीन की तरह CMO साहब भी नहीं मिलते।

महाराष्ट्र में भी ऑक्सीजन की जबरदस्त किल्लत है। मुंबई, ठाणे, नवी मुंबई, पालघर, नासिक, नागपुर में भी जो हॉस्पिटल्स हैं हर जगह ऑक्सीजन की शॉर्टेज है इसीलिए हर जगह ऑक्सीजन के प्लांट्स के बाहर सिलेडर भराने के लिए टेंपो-ऑटो, बड़े बड़े ट्रक्स की लाइऩ लगी हुई है। हमारे संवाददाता दिनेश मौर्य आज मुंबई से 35 किलोमीटर दूर वसई इलाके में एक बडे ऑक्सीजन प्लांट में पहुंचे। यहां से रोजाना 700 से 1000 सिलेंडर्स आसपास के इलाकों में भेजे जाते थे। पहले 12 घंटे काम होता था लेकिन लेकिन कोरोना की दूसरी लहर के बाद से 24 घटे प्लांट चालू रहता है। जो लोग ऑक्सीजन सिलेंडर लेने आते हैं उनका कहना है कि तीन तीन घंटे का वेटिंग टाइम है। अस्पतालों पर जबरदस्त प्रैशर है इसलिए एक एक दिन में छह चक्कर तक लगाने पडते हैं।

देश में कोरोना के हालात बेकाबू हैं। लोग ऑक्सीजन के एक-एक सिलेंडर के लिए, रेमडेसिविर के एक-एक इंजेक्शन के लिए तड़प रहे हैं क्योंकि बहुत कम लोगों ने अनुमान लगाया था कि कोविड महामारी की दूसरी लहर का हजारों लोगों पर इतना विनाशकारी प्रभाव पड़ेगा। भारतीय रेलवे, भारतीय वायु सेना और प्रमुख निजी क्षेत्र के कॉर्पोरेट अब आम लोगों की पीड़ा को कम करने के लिए आगे आए हैं। रेलवे नॉन-स्टॉप ऑक्सीजन एक्सप्रेस चला रहा है, IAF ऑक्सीजन टैंकरों और कंटेनरों को एयरलिफ्ट कर रहा है, और रिलायंस जैसी निजी क्षेत्र की कंपनियां मेडिकल ऑक्सीजन का निर्माण कर रही हैं।

प्रधानमंत्री ने अच्छा किया कि बंगाल की चुनावी रैलियां कैंसल कर दी और पूरा दिन देश को इस संकट से निकालने में लगाए। शाम को मैंने डॉक्टर्स से पूछा कि क्या इन सारे स्टेप्स का फायदा होगा। उनका कहना है कि अभी तक जो स्टेप्स उठाए गए हैं उनका असर दिखाई दे रहा है। अब जो वादा किया गया उसके मुताबिक अगर कदम उठाए जाएंगे तो अगले 48 घंटे में देश भर में ऑक्सीजन की प्रॉब्लम काफी हद तक सॉल्व हो जाएगी। ये 48 घंटे जैसे तैसे करके जहां से भी इंतजाम हो, किसी तरह निकालने हैं। डॉक्टर्स की ये बात सुनकर मुझे राहत मिली। मेरी प्रार्थना है कि डॉक्टर्स की ये बात सही साबित हो और देश में ऑक्सीजन की कमी से किसी की जान ना जाए।

Unprecedented. Never in the history of Delhi-NCR had people witnessed such an acute shortage of oxygen. It is the worst of times that the national capital is facing presently. Top hospitals are in desperate need of medical oxygen and are being forced to ask patients to leave as the oxygen supply has reached a very low critical level.
On Friday morning, the famous Sir Ganga Ram Hospital in Delhi issued a terse message: “25 sickest patients have died during the last 24 hours in our hospital. Oxygen will last another two years. Ventilators and Bipap are not working effectively. Resorting to manual ventilation in ICU and ED. Lives of another 60 sickest patients in peril. Stop catastrophe. Need oxygen to be airlifted urgently. Governments please help. We have warned.” Hours later, an oxygen tanker reached the hospital on emergency basis.
C-17 and IL-76 transport aircrafts of the Indian Air Force have started airlifting big oxygen containers to filling stations across India to speed up distribution of medical oxygen. IAF pilots are working against time to reach deadlines so that sick patients, in dire need of oxygen can be saved.
On Thursday, the daily surge in fresh Covid cases reached 3,32,730, with 2,263 deaths recorded. Total active cases stands at 24,28,616. There is panic among people in Delhi, Mumbai, UP, Maharashtra, and other states, as entire families are being tested positive. People in Delhi, Lucknow, Kanpur, Varanasi, Patna, Nagpur, Mumbai are frantically looking for hospital beds, oxygen and vital medicines, which are in short supply and are being sold in the black market at exorbitant rates. Profiteers are fleecing relatives of Covid patients in most of the metros.
Almost all top hospitals in Delhi NCR like Max Hospital, Sir Gangaram, Apollo, Batra Hospital, Saroj Hospital, Shanti Mukand Hospital, Kailash Hospitals are desperately trying to source oxygen supply from different vendors. Kailash Hospital on Thursday decided not to admit new patients in view of low oxygen supply.
In my prime time show ‘Aaj Ki Baat’ on Thursday night, we showed how India TV helped Action Balaji Hospital in Delhi, when its owner made a desperate plea to me seeking medical oxygen. Dr Anand Bansal, MD, of this hospital, was desperate in his live interview, when he sought India TV’s help in procuring medical oxygen. He said, the hospital had 255 patients, out of which 220 are suffering from Covid. Of them, 81 patients are in ICU. India TV contacted concerned authorities, and within hours of the telecast of this appeal, an oxygen Reliance sent its tanker to the hospital to rescue the patients.
We did our duty, but I feel sad because I have been getting similar desperate SOS from doctors and hospital owners in Mumbai, Indore, Gurugram, Delhi, Kanpur, Lucknow, Noida on a daily basis. I have been trying my best to convey their appeals to higher authorities, but the overall crisis is humongous. Oxygen and vital medicines are in short supply in almost all the metros and Covid-hit states. Doctors and nurses are toiling hard, round-the-clock to save the lives of Covid patients. Injection vials that used to cost Rs 500 during normal times is being sold in the black market by profiteers and hoarders at Rs 1 lakh. An oxygen cylinder worth Rs 500 is being offered at Rs 15,000-20,000. The sharks are moving around in the open trying to fleece the relatives of Covid patients.
India TV reporter Ruchi Kumar went to several oxygen refilling centres and some top hospitals in Lucknow and found the situation disheartening. There were hundreds of relatives weeping and screaming with their patients, seeking oxygen, which was in short supply. An oxygen cylinder that costed Rs 500-1,000 was being sold at Rs 35,000. The oxygen shortage is also acute in Mumbai, Pune, Thane, Navi Mumbai, Palghar, Nagpur and Nashik. There were long queues of trucks, autos and tempos waiting for oxygen cylinders at refilling plants. At a big oxygen plant in Vasai, 700-1,000 cylinders used to be supplied daily during normal times. The plant used to work for 12 hours. Now, the plant is working round-the-clock, and yet buyers have to wait for three hours to get their cylinders.
The medical oxygen crisis occurred because very few people had anticipated that the second wave of Covid pandemic would have such a devastating effect on thousands of people, gasping for breath. Indian Railways, the Indian Air Force and major private sector corporates have now come forward to mitigate the sufferings of the common people. The Railways are running non-stop Oxygen Express, the IAF is airlifting oxygen tankers and containers, and private sector companies like Reliance are manufacturing medical oxygen at optimum capacity.
The Prime Minister Narendra Modi has cancelled his election rallies in West Bengal, and is devoting most of his time to solve the crisis caused by shortage of oxygen and medicines. Already, some positive results are being seen. Doctors are optimistic about an improvement in oxygen supply within the next 48 hours. I surely hope that these efforts will bear fruit and the lives of thousands of people be saved. We should not be afraid of Coronavirus. All of us need strong will power, and if we take timely and proper treatment, get ourselves vaccinated, we will all come out of this danger, safe and strong.

कोरोना महामारी अपनी गंभीर अवस्था में पहुंच चुकी है और ये कोई नहीं जानता कि देश में इस घातक संक्रमण के नए मामलों में आ रहा उछाल कब थमेगा। बुधवार को भारत में कोरोना के 3,14,835 नए मामले सामने आए और इसने अमेरिका में एक दिन में सबसे ज्यादा नए मामलों के रिकॉर्ड को पीछे छोड़ दिया। इसी साल जनवरी में अमेरिका में कोरोना के 2,97,430 नए मामले सामने आए थे। बुधवार को देशभर में इस घातक संक्रमण से 2,140 लोगों की मौत हो गई। इसके साथ ही देशभर में कोरोना से मरनेवालों का आंकड़ा बढ़कर 1,85,657 हो गया है।

इस संक्रमण की रफ्तार का अंदाजा इसी बात से लगा सकते हैं कि कोरोना के नए मामले तीन गुना होने में केवल 17 दिनों का समय लगा। 4 अप्रैल को देशभर में कोरोना के मामले एक लाख से ऊपर हो गए थे। कई परिवारों के अधिकांश सदस्य इस संक्रमण से ग्रस्त हैं। उनकी कोरोना रिपोर्ट पॉजिटिव आई है। देश के 146 जिलों में पॉजिटिविटी रेट 15 प्रतिशत है। उधर, वैज्ञानिकों ने पहले से ही इस वायरस के ट्रिपल म्यूटेंट बंगाल स्ट्रेन को लेकर अगाह कर दिया है, हाेलांकि अभी इसकी पूरी स्टडी बाकी है।

मेडिकल ऑक्सीजन कंटेनर, सिलेंडर, वेंटिलेटर, दवाओं और हेल्थ केयर वर्कर्स के लिए भारतीय वायु सेना के विमानों का उपयोग किया जा रहा है। दिल्ली में डीआरडीओ द्वारा बनाए जा रहे एक बड़े अस्थायी कोविड अस्पताल में कोच्चि, विशाखापत्तनम, बेंगलुरु और मुंबई से नर्सिंग स्टाफ को लाने के लिए वायुसेना के विमानों का उपयोग किया जा रहा है। 250 बेड के इस DRDO अस्पताल की क्षमता 500 बेड तक बढ़ाई जा रही है। DRDO ने पटना के ESIC अस्पताल में भी 500-बेड का कोविड सेंटर शुरू किया है, जबकि लखनऊ में 450-बेड और लखनऊ में 750-बेड के अस्पताल पर काम चल रहा है। अहमदाबाद में 900 बेड का अस्पताल DRDO बना रहा है।

एक और अच्छी खबर ये है कि इंडियन काउंसिल ऑफ मेडिकल रिसर्च ने बुधवार को कहा कि भारत बायोटेक द्वारा स्वदेशी रूप से निर्मित कोवैक्सिन को डबल-म्यूटेंट स्ट्रेन के साथ ही अन्य वेरिएंट के खिलाफ भी प्रभावी पाया गया है। आईसीएमआर ने कहा कि कोविड-19 संक्रमण के हल्के, मध्यम, और गंभीर लक्षण वाले मामलों में इस 78 प्रतिशत प्रभावी पाया गया है। जबकि कोरोना के चलते होनेवाली गंभीर बीमारियों में इसकी एफिकैसी 100 प्रतिशत पाई गई है।

बुधवार को एक बेहद बुरी खबर नासिक से आई जहां के एक अस्पताल में अचानक ऑक्सीजन सप्लाई में बाधा के चलते 24 कोरोना रोगियों की मौत हो गई। यह हादसा 150 बेड वाले डॉ. ज़ाकिर हुसैन हॉस्पिटल में हुआ। इस अस्पताल का संचालन नासिक नगर निगम द्वारा किया जाता है। जिस वक्त यह हादसा हुआ उस वक्त अस्पताल में 157 मरीज थे। मरने वालों में 33 साल से लेकर 74 साल तक की उम्र की 10 महिलाएं भी शामिल हैं। यह दावा किया गया कि अस्पताल के मुख्य ऑक्सीजन भंडारण में कुछ खराबी थी, लेकिन इंडिया टीवी के रिपोर्टर राजेश कुमार ने यह पाया कि अस्पताल में ऑक्सीजन टैंकर आने पर वहां तकनीकी टीम का एक भी सदस्य मौजूद नहीं था। ऑक्सीजन के रिसाव को एक फार्मासिस्ट ने सबसे पहले देखा। लेकिन रिसाव को रोकने के लिए वहां कोई तकनीकी कर्मचारी मौजूद नहीं था और आखिरकार एक बड़ी घटना हो गई।

इस अस्पताल के दृश्य बेहद डरावने थे। ये सारी मौतें घोर लापरवाही के कारण हुईं। ये मरीज ठीक हो रहे थे। इनकी मौत कोरोना वायरस से नहीं हुई। हमारी सिस्टम की खामियों के कारण इनकी मौत हुई। हालांकि स्थानीय पुलिस ने ‘अज्ञात लोगों’ के खिलाफ देर शाम एफआईआर दर्ज की, लेकिन तथ्य कुछ और है। ऑक्सीजन की कमी के कारण मरीजों को सांस लेने में तकलीफ हो रही थी। डॉक्टर और नर्स इन मरीजों को सीपीआर देने की पूरी कोशिश कर रहे थे। ये दिल दहलानेवाला दृश्य था। रिश्तेदार चीख रहे थे, चिल्ला रहे थे और मरीज एक-एक कर मरते जा रहा थे। कुछ लोगों ने अगर लापरवाही नहीं की होती तो ये लोग आज जिंदा होते।

ऑक्सीजन का रिसाव कैसे हुआ? जब टैंकर के जरिए अस्पताल के मुख्य टैंक में ऑक्सीजन भरा जा रहा था तो उसी समय ऑक्सीजन टैंक का एक सॉकेट टूट गया और चारों तरफ तेजी से कन्सन्ट्रेट ऑक्सीजन गैस का गुबार उठने लगा। अस्पताल ने ऑक्सीजन टैंक के रखरखाव की जिम्मेदारी एक प्राइवेट कंपनी को दे रखी है और कंपनी का कोई कर्मचारी वहां मौजूद नहीं था। रिसाव को रोकने के लिए वहां मौजूद लोगों ने वैपोराइजिंग पाइप को बंद कर दिया इसके कारण अस्पताल में ऑक्सीजन की सप्लाई बंद हो गई। इसकाअसर ये हुआ कि वार्ड में जो मरीज ऑक्सीजन के सहारे जिंदा थे उनकी सांसें अटकने लगीं। क्योंकि ऑक्सीजन का प्रैशऱ कम हो गया था। ऑक्सीजन की कमी से मरीज तड़पने लगे। फायर ब्रिगेड की टीम मौके पर पहुंची। सेफ्टी गियर के साथ लीक हो रही ऑक्सीजन को रोकने की कोशिश की गई और एक घंटे के बाद गड़बड़ी को ठीक किया गया। इस बीच डॉक्टर्स ने बहुत कोशिश की मरीजों को बचाने की लेकिन जब ऑक्सीजन की सप्लाई में ही समस्या थी तो डॉक्टर क्या करते। देखते-देखते 24 मरीजों की सांसे थम गई।

ये बात सही है कि हादसा कभी भी हो सकता है,कहीं भी हो सकता है। लेकिन सवाल ये है कि जब देश में हालात गंभीर हैं। लोग एक-एक लीटर ऑक्सीजन के लिए जूझ रहे हैं, उस वक्त तो हर स्तर पर सावधानी की जरूरत होती है। ऐसे वक्त में भी नासिक के अस्पताल में इतनी बड़ी लापरवाही हुई। इसीलिए बुधवार की रात अपने प्राइम टाइम शो ‘आज की बात’ मैंने कहा कि 24 लोगों की मौत नहीं हुई,..उनकी तो हत्या हुई है।

आश्चर्य की बात तो ये है कि इतना बड़ा हादसा होने के बाद भी महाराष्ट्र के स्वास्थ्य मंत्री कह रहे थे कि अस्पताल नगर पालिका के अधीन है। नगर पालिका शहरी विकास मंत्रालय के अधीन है और नासिक का गार्जियन मिनिस्टर कोई और है। ऐसे लोगों से क्या उम्मीद करें? इस वक्त देश में साढ़े सात हजार मीट्रिक टन ऑक्सीजन का उत्पादन होता है इसमें से 6 हज़ार 600 मीट्रिक टन ऑक्सीजन अस्पतालों को लगातार सप्लाई की जा रही है। बड़े पैमाने पर ऑक्सीजन के नए प्लांट लगाने के आदेश दे दिए गए हैं। ऐसी हालत में ऑक्सीजन टैंक का पाइप फट जाए, लोग मर जाएं, ये कैसे हो सकता है? ऐसे हालात में हम कोरोना से जंग कैसे जीत सकते हैं?

अगर कोरोना जंग जीतनी है तो राज्य सरकारों को केन्द्र सरकार को मिलकर काम करना होगा। दिल्ली के सीएम अरविंद केजरीवाल का ही उदाहरण लें, जिन्होंने मंगलवार को ऑक्सीजन की कमी की शिकायत की थी। केंद्र ने तुरंत उनकी मांगों पर एक्शन लिया और केजरीवाल ने इसके लिए केंद्र को धन्यवाद दिया। भारत में ऑक्सीजन की कोई कमी नहीं है। जितनी ऑक्सीजन का उत्पादन होता है आज भी जरुरत उससे कम है। लेकिन अस्पतालों के अलावा अन्य उद्योगों को भी ऑक्सीजन सप्लाई की जाती है। इन उद्योगों में फार्मा क्षेत्र भी शामिल है। यहां समस्या ऑक्सीजन के ट्रांसपोर्टेशन में है। हम अब मेडिकल ऑक्सीजन के ट्रांसपोर्टेशन के लिए टैंकर्स और ट्रेनों के साथ-साथ बेहद गंभीर हालात में विमानों और हेलीकॉप्टर्स का भी उपयोग कर रहे हैं।

मुकेश अंबानी के जामनगर रिलायंस प्लांट में बनने वाली 700 टन मेडिकल ग्रेड ऑक्सीजन की फ्री सप्लाई शुरू हो गई है। रिलायंस के इस प्लांट में अब तक 100 टन ऑक्सीजन का उत्पादन होता था जिसे बढ़ाकर 7 गुना कर दिया गया है और ये गुजरात, महाराष्ट्र और मध्यप्रदेश के करीब 70 हजार मरीजों के काम आ रही है। टाटा ग्रुप ने लिक्विड ऑक्सीजन को एक जगह से दूसरी जगह ले जाने के लिए 24 कंटेनर इंपोर्ट करने का ऑर्डर दिया है। ये सारी कोशिशें जल्द ही बेहतर रिजल्ट देंगी। ऑक्सीजन की सप्लाई में सुधार होगा। मेरा यही आग्रह है कि राज्य सरकारें दूसरे राज्यों के टैंकर्स को रोकने का काम ना करें।

इसी तरह वैक्सीनेशन की बात करें तो इस महत्वपूर्ण मुद्दे पर राजनीति बंद करें। 18 वर्ष से अधिक उम्र के हर भारतीय को वैक्सीन लगनी चाहिए। कोवैक्सिन की एफिकैसी के बारे में आईसीएमआर ने जो ऐलान किया है वह बेहद अहम और स्वागत योग्य है। वहीं केंद्र ने भारत में बायोलॉजिकल-ई कंपनी को कोरोना वैक्सीन के निर्माण की भी इजाजत दे दी है। यह कंपनी एक महीने में 7 करोड़ डोज का बना सकती है। यह पहले और दूसरे को चरण के ट्रायल को पूरा करनेवाली है और उम्मीद है कि अगस्त तक इसकी वैक्सीन लॉन्च कर दी जाएगी। कंपनी की योजना 2022 के अंत तक 100 करोड़ डोज बनाने की है। कोविशिल्ड, कोवैक्सिन और स्पुतनिक V के बाद यह भारत में कोरोना की चौथी वैक्सीन होगी।

यह जंग अभी-भी कई मोर्चे पर लड़ी जा रही है। डॉक्टर, नर्स, हेल्थ वर्कर्स अस्पतालों और कोविड केयर सेंटर्स में लाखों लोगों की जान बचाने के लिए इस समय लड़ रहे हैं। ऑक्सीजन, वेंटिलेटर, रेमेडिसविर और अन्य महत्वपूर्ण दवाओं की आपूर्ति में सुधार किया जा रहा है। सेना, डीआरडीओ, भारतीय वायु सेना भी अपनी ओर से पूरी कोशिश कर रही है। वह सुबह निश्चित तौर पर आएगी जब कोरोन के नए मामले रोजाना तीन लाख के आंकड़े से घटकर दो अंकों तक सिमट जाएंगे। इस दानव को परास्त करने के बाद हम सभी एक मुक्त वातावरण में सांस ले सकते हैं।

The grim milestone has been crossed and nobody knows when the consistent surge in new Covid cases will drop in India. On Wednesday, India reported 3,14,835 new Covid cases, surpassing the previous one-day jump of 297,430 cases recorded by USA in January this year. The death toll touched 1,85,657 as 2,104 Indians died of Covid on Wednesday.

It took only 17 days for the daily Covid count to jump from 1 lakh on April 4 to thrice that number now. The pandemic is spreading so fast that in many families, most of the members have been tested positive. There is a 15 per cent positivity rate in 146 districts spread across India. Already, scientists have sounded alarm over triple-mutant Bengal strain of the virus, though proper studies are yet to be carried out.

Indian Air Force planes are being used to airlift medical oxygen containers, cylinders, ventilators, medicines and health care workers. In order to staff a huge temporary Covid hospital being set up by DRDO in Delhi IAF planes are being used to transport nursing staff from Kochi, Vishakhapatnam, Bengaluru and Mumbai to Delhi. The 250-bed DRDO hospital’s capacity is being increased to 500. DRDO has also started a 500-bed Covid Centre at the ESIC hospital in Patna, while work on 450-bed hospital in Lucknow and 750-bed hospital in Lucknow is in progress. A 900-bed DRDO hospital is coming up in Ahmedabad.

One more good news: Indian Council of Medical Research on Wednesday said that Covaxin, manufactured indigenously by Bharat Biotech, has been found effective against the double-mutant strain, as well as other variants circulating in India. Covaxin has shown an overall interim clinical efficacy of 78 per cent and 100 per cent efficacy against serious Covid disease, ICMR said.

On Wednesday, the nation was shocked when 24 Covid victims at the Nashik hospital died following sudden disruption of oxygen supply. There were 157 patients in the 150-bed Dr Zakir Hussain Hospital, run by Nashik Municipal Corporation, when this mishap occurred. Among those who died included ten women in the age group 33 years to 74 years. It was claimed that there was some malfunction in the main oxygen storage of the hospital, but India TV reporter Rajesh Kumar, during investigation, found that there was not a single technical team present, when the oxygen tanker came to the hospital. The leak was noticed by a pharmacist, there was no technical staff present to plug the leak, and finally it all led to chaos and death.

The visuals from the hospital were scary. All these deaths were caused due to gross negligence. These patients were recovering, they did not die of Coronavirus, they died because of deficiencies in our system. Though the local police filed an FIR late in the evening against ‘unknown persons’, but facts prove otherwise. The visuals of doctors and nurses trying their best to give CPR to the Covid patients who were breathless due to lack of oxygen, were unnerving. Even as relatives screamed and wailed, the patients died, one by one, due to sheer negligence. They would have been alive today had not some people avoided negligence.

How did the leak occur? When the tanker was refilling oxygen into the hospital’s main tank, it was noticed that the socket was broken and concentrate oxygen gas began to leak fast. There was no technical team present. Not a single staff from the company that manages the hospital’s oxygen tank was present. There was chaos as concentrate oxygen gas spread, and the main oxygen supply at the hospital was terminated. All the patients who were on oxygen, began to choke, due to lack of oxygen, and within minutes, their lives fell like nine pins. The Fire Service was called in, and it took nearly an hour to control the situation. By that time, 24 lives had been lost.

One can say, mishaps can happen anywhere, any time. But at a time of grave national crisis, when every metric tonne of medical oxygen can save lives of patients, one should be careful at all levels. That is why, in my prime time show ‘Aaj Ki Baat’ on Wednesday night, I said, these were not deaths, these were ‘murders’.

The most disgusting aspect was that the state health minister was saying on camera that the hospital belonged to the city municipal corporation, that comes under urban development ministry, and the Guardian Minister for Nashik was somebody else. What should we expect from such people? Out of 7,500 metric tonne medical oxygen being produced in India presently, 6,600 MT medical oxygen are being supplied continuously to all hospitals. Orders have gone out to set up new oxygen plants. At this critical time, how can one tolerate a mishap where oxygen starts leaking due to a broken socket, and oxygen supply to patients is abruptly cut short?

If we have to win the war against Corona, all state governments must cooperate with the Centre. Take the example of Delhi CM Arvind Kejriwal, who had complained of shortage of oxygen on Tuesday. The Centre promptly responded, and Kejriwal thanked the Centre for this quick response. There is no shortage of oxygen in India. We are in a surplus situation, but oxygen has to be supplied to other industries too, apart from hospitals. These industries also include the pharma sector. The problem relates to transportation. We are now using tankers and trains to transport medical oxygen, and in critical cases, we use planes and choppers.

Mukesh Ambani’s Reliance Jamnagar plant has already started free supply of 700 metric tonnes of medical grade oxygen. The Reliance plant used to produce only 100 MT medical oxygen, but in view of huge demand, the production has been increased seven times. This medical oxygen is being used to treat 70,000 Covid patients in Maharashtra, Gujarat and Madhya Pradesh. The Tata group has ordered import of 24 containers to transport liquid oxygen. All these efforts will surely give us positive results soon. My only request is, state governments should not stop oxygen tankers from going to other states.

Similarly, on the vaccination front. Let us stop indulging in politics on this vital issue. Every Indian above the age of 18 years needs to be vaccinated. The ICMR announcement about the efficacy of Covaxin is a welcome step. The Centre has also allowed Biological-E company in India to manufacture Covid vaccines. This company can manufacture 7 crore doses in a month. It is about to complete phase 1 and phase 2 trials and is expected to launch its vaccine by August. The company plans to manufacture 1 billion doses by end of 2022. This will be India’s fourth Covid vaccine, after Covishield, Covaxin and Sputnik V.

The battles are still being fought on the frontlines. Doctors, nurses, health workers are fighting against time to save the lives of millions of Indians in hospitals and Covid centres. Supplies of oxygen, ventilators, Remdesivir and other critical medicines are being revamped. The army, the DRDO, the Indian Air Force, are also pitching in with their best efforts. The day will surely dawn when the number of fresh Covid cases will drop from the present 3-lakh figure to two-digits. All of us can then breathe freely once the monster is decimated.

देशभर में मंगलवार को कोरोना संक्रमण के कुल 2,95,041 नए मामले सामने आए। यह कोरोना के ताजा मामलों में अब तक का सबसे बड़ा उछाल है। इसके साथ ही देश में एक्टिव मरीजों की संख्या 21,57,538 हो गई है। मंगलवार को इस घातक वायरस ने 2,023 लोगों की जान ले ली। इस तरह अबतक कोरोना से मरनेवालों की कुल संख्या 1,82,553 हो गई है। वहीं अबतक देशभर में कुल 13.01 करोड़ लोगों वैक्सीन दी जा चुकी है।

ये आंकड़े वास्तव में डरानेवाले हैं। जिस रफ्तार से कोरोना वायरस महामारी फैल रही है उसे देखकर ऐसा लगता है कि गुरुवार तक कोरोना के रोजाना मामले तीन लाख के आंकड़े को छू सकते हैं। मंगलवार रात देश के नाम अपने संबोधन में पीएम मोदी ने माना कि यह महामारी पूरे देश में एक तूफान की तरह बह रही है। लेकिन उन्होंने लोगों से यह अपील की कि वे विपत्ति के समय अपना हौंसला नहीं खोएं। उन्होंने कहा, ‘जो भी जरूरी कदम है हम उसे बिना हिम्मत हारे उठाएंगे और इसी तरह हम जीतेंगे।’

उन्होंने युवाओं से अपील की कि वे अपने इलाकों में छोटी-छोटी कमेटियों का गठन करें और यह कमेटी कोरोना को लेकर लोगों के अनुशासन पर नजर रखे और हर किसी से इसका पालन कराए। पीएम मोदी ने राज्यों से कहा कि वे लॉकडाउन का इस्तेमाल आखिरी विकल्प के तौर पर करें। उन्होंने राज्य सरकारों से कहा कि वे प्रवासी कामगारों को अपने कार्यस्थल पर लौटने के लिए समझाएं और इस बात का भरोसा दिया कि उन्हें वैक्सीन भी लगेगी और वे अपनी नौकरी नहीं खोएंगे। मोदी ने कहा कि मरीजों की जान बचाने और हर अस्पताल में ऑक्सीजन की उपलब्धता सुनिश्चित कराने के लिए केंद्र, राज्य और प्राइवेट सेक्टर हाथ मिला रहे हैं।

पीएम मोदी के भाषण से निश्चित तौर पर आम आदमी का मनोबल बढ़ेगा जो मौजूदा समय में कोरोना महामारी के चलते काफी गिर चुका है। मेरी लोगों से अपील है कि वे लोकल लेवल पर कमेटी बनाएं और कोविड के गाइडलाइंस का सख्ती से पालन कराएं। इससे कोरोना वायरस की चेन जल्द से जल्द तोड़ी जा सकेगी। मोदी के भाषण से निश्चित तौर पर उन कामगारों और मजदूरों का तनाव कम होगा जो रोजाना के काम से अपना जीवन यापन करते हैं और भविष्य में लॉकडाउन की आशंका उनके मन में घर कर रही थी।

प्रधानमंत्री ने लोगों से तथ्यों को छिपाने की कोशिश नहीं की। उन्होंने यह माना कि चुनौती बहुत बड़ी है, लाखों लोग पीड़ित हैं। उन्होंने माना कि लोगों को ऑक्सीजन, वेंटिलेटर, दवाइयों और अस्पतालों में बेड की कमी का सामना करना पड़ रहा है। उनके भाषण की सबसे अहम बात थी-आइए हम सब धैर्य रखें, हम इस लड़ाई को साथ मिलकर लड़ेंगे और जीतेंगे।

इस बीच दिल्ली के कुछ बड़े अस्पतालों में ऑक्सीजन के संकट का समाधान मंगलवार देर रात निकाल लिया गया। एलएनजेपी, जीटीबी और अन्य अस्पतालों में ऑक्सीजन टैंकरों की आपूर्ति के साथ ही एक बड़ा संकट टल गया। सर गंगा राम अस्पताल में आज सुबह तक 10,500 घन मीटर ऑक्सीजन की आपूर्ति की गई है। ये ऑक्सीजन गुरुवार सुबह 9 बजे तक चलेगी। अस्पताल के प्रवक्ता ने कहा कि इंडियन ऑक्सीजन और आईनॉक्स ने आज और ज्यादा ऑक्सीजन टैंकर भेजने का वादा किया है।

यह सच है कि दिल्ली के अस्पतालों में कोरोना मरीजों की संख्या अचानक बढ़ने से ऑक्सीजन की कमी का संकट पैदा हुआ। ये अस्पताल पहले से ऐसी स्थिति का सामना करने के लिए तैयार नहीं थे। आनेवाला हफ्ता दिल्ली के लिए बेहद अहम होगा जब यह महामारी अपने पीक (चरम) पर होगी। आईसीएमआर के पूर्व प्रमुख डॉ. एन.के. गांगुली के मुताबिक यह महामारी दिल्ली में करीब-करीब अपने पीक पर पहुंच चुकी है और यदि लॉकडाउन रहता है तो रोजाना के मामलों थोड़ी गिरावट हो सकती है। यहां तक कि अमेरिका को भी इसी तरह की पॉजिटिविटी रेट और डेथ रेट (मृत्यु दर) का सामना करना पड़ा था और बाद में ग्राफ नीचे आया था।

विशेषज्ञों को उम्मीद है कि मई के दूसरे हप्ते के बाद यह महामारी धीरे-धीरे कम होने लगेगी। एम्स के डॉ. युद्धवीर सिंह का भी यही मानना है कि कोरोना के मामलों में अभी तेज गति से वृद्धि हो रही है इसमें अप्रैल के आखिरी हफ्ते में कमी हो सकती है क्योंकि अभी यह अपने पीक पर है और पॉजिटिविटी रेट 33 प्रतिशत है।

इस बीच केंद्र सरकार ने मंगलवार रात को घोषणा की कि आयातित रेमेडिसविर एपीआई, इंजेक्शन और उसके इनपुट को ड्यूटी फ्री (शुल्क मुक्त) कर दिया गया है। इससे सस्ती कीमत पर इस महत्वपूर्ण दवा की आपूर्ति बढ़ाने में मदद मिलेगी। उधर, केंद्र द्वारा 18 वर्ष से ज्यादा उम्र के लोगों को भी वैक्सीन लगाने की इजाजत देने के बाद अब यह सभी के लिए खुला हुआ है। दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने वादा किया था अगर 18 वर्ष से ज्यादा उम्र के लोगों को वैक्सीन देने की इजाजत केंद्र से मिलती है तो वे तीन महीने के अंदर दिल्ली के हर नागरिक का वैक्सीनेशन करा देंगे।

मौजूदा समय में इस महामारी को लेकर मेरा विचार है कि हमें डरना या घबराना नहीं है। घर में रहना इस संकट का मुकाबला करने का सबसे सुरक्षित तरीका है। जो लोग मास्क पहनते हैं वे निश्चित तौर पर खुद को इस वायरस से बचा पाएंगे। पिछले साल हमने देखा है कि किस तरह से पूरे देश ने एक होकर इसका मुकाबला किया, कोविड के गाइडलाइंस का पालन किया और इसे हराने में सफल रहे थे। लेकिन बाद के दिनों में हमने सुस्त और गैरजिम्मेदाराना रवैये अपनाया।

ये भी सच है कि कोरोना का यह डबल म्यूटेंट वायरस काफी तेजी से फैलता है और बेहद घातक है। लेकिन हमारे डॉक्टर्स ने ऐसे वैरिएंट से मुकाबला करने में विशेषज्ञता हासिल कर ली है। और उनके अथक प्रयास का रिजल्ट भी सामने आ रहा है। डॉक्टर्स का कहना है कि अगर हम सभी कोविड गाइडलाइंस का सख्ती से पालन करें तो अगले दो से तीन हफ्ते में इस जंग को जीत लेंगे। भारत जीतेगा और कोरोना हारेगा।

देश में एक मई से युद्धस्तर पर वैक्सीनेशन अभियान चलाया जाएगा। ठीक इजरायल की तरह, जहां आधी आबादी का वैक्सीनेशन हो चुका है, स्कूल खोलने की इजाजत दे दी गई और मास्क पहनना वहां अनिवार्य नहीं रह गया है। भारत में भी जल्द ही ऐसा दिन आएगा। हमारा देश बहुत विशाल है। 137 करोड़ की आबादी वाला यह देश काफी बड़ा है। यह जंगल, पहाड़, घाटी, दलदल, मैदान और रेगिस्तान तक फैला हुआ है। निश्चत तौर पर ऐसे देश में वैक्सीनेशन एक बड़ा काम है। देश के हर नागरिक को वैक्सीन लगे इसमें समय लगेगा। लेकिन हमें ऐसा करना है। हम इस जंग को जीतेंगे, फिर सारे प्रतिबंध हटा लिए जाएंगे। इसलिए हिम्मत मत हारिए। इस खूबसूरत गीत को गुनगुनाइए: मन में है विश्वास, पूरा है विश्वास, हम होंगे कामयाब एक दिन।

In the biggest jump so far, India recorded 2,95,041 fresh Covid cases on Tuesday, taking the total number of active cases to 21,57,538. The number of Covid related deaths on Tuesday surged by 2,023, taking the total death toll since last year to 1,82,553. Till now 13.01 crore vaccinations have been given across India.

The figures are indeed frightening. The number of daily Covid cases may touch 3 lakh by Thursday, given the speed at which the Coronavirus pandemic is spreading. In his address to the nation on Tuesday night, Prime Minister Narendra Modi admitted that the pandemic has swept the nation like a storm (toofan), but he called on people not to lose heart in these times of adversity. “We will take the steps that we need to take without losing courage. That is how we will win”, Modi said.

He called on youths to form committees in their localities to ensure that Covid-19 discipline is followed by everybody. Modi asked the states to keep lockdown as a measure of last resort. He asked state governments to persuade migrant workers to return to their workplaces, and assure them that they will be vaccinated and they will not lose jobs. Modi said, the Centre, states and the private sector are joining hands to ensure that medical oxygen is available to every hospital that requires it to save patients.

Modi’s address will definitely raise the morale of the common people which is presently at a low ebb due to widespread pandemic. I join the PM in appealing to people to form local committees to ensure that Covid guidelines are followed strictly and the Coronavirus chain is broken at the earliest. Modi’s words will surely ease tension in the minds of daily wage earners and labourers, who are fearing a bleak future in view of lockdowns.

The Prime Minister did not try to conceal facts from the people, he admitted that the challenge was huge, lakhs of people are suffering due to lack of oxygen, ventilators, medicines and hospital beds. The moot point in his address was: Let us all have patience, we will fight this battle together and shall win.

Meanwhile, the oxygen crisis at some of the top Delhi hospitals was resolved late on Tuesday night with arrival of oxygen tankers at LNJP, GTB and other hospitals. At Sir Ganga Ram Hospital, 10,500 cubic metres of oxygen has been supplied till this morning, but this will last only till 9 am on Thursday. Indian Oxygen and Inox have promised to send more oxygen tankers today, said a hospital spokesperson.

It is true that due to sudden surge in the number of Covid patients seeking admission to Delhi hospitals, oxygen crisis took place. The hospitals were not prepared to face such an eventuality. The coming week is the most vital part, when the pandemic will at its peak in Delhi. According to Dr. N.K.Ganguly, former ICMR chief, the virus has almost reached its peak in Delhi, and if the lockdown holds, the number of daily cases may register a slight decline. Even the USA had faced a similar positivity and death rates, and later the curve dipped.

Experts hope that by the second week of May, the pandemic curve will become flat and then dip. Dr Yudhvir Singh of AIIMS also believes that the Covid surge is bound to dip by the end of last week of April, as it is now at its peak, posting a 33 per cent positivity rate.

Meanwhile, the Centre on Tuesday night announced that all imports of Remdesivir API, injections and their inputs have been made duty free. This will help in increasing supply of this vital medicine at affordable cost. With the Centre allowing mass vaccination of people above the age of 18 years, the field is now open. Delhi CM Arvind Kejriwal had promised to vaccinate every Delhite within 3 months if the 18-plus age limit was approved. Let us wait and see whether this aim is achieved.

My view about the present stage of pandemic is this: WE MUST NOT PANIC. Staying at home is the most secure way of combating this scourge. Those who wear masks will surely protect themselves from the virus. Last year, we noticed how we, as a nation, succeeded in beating this pandemic by sticking to Covid guidelines, but then lethargy and a sense of irresponsibility and fatigue set in.

It is also true that the latest virus is a double mutant which is deadly and spreads faster. But our doctors have acquired the expertise to deal with such variants. And already, their efforts are yielding results. Doctors say, we can win this battle within the next two or three weeks, if all of us follow Covid guidelines strictly. India shall win and Corona will lose.

From May 1, vaccination drive will begin on a war footing in India. Like Israel, which has vaccinated more than half of its population and has allowed opening of schools and lifting of restrictions on wearing masks, a day will come soon, when we, in India, will be doing the same. Our nation is vast, spread across hills and vales, plains, deserts, marshlands and forests, amidst undulating landforms, hosting 137 crore people. It is a gigantic task. Of course, it will take time to vaccinate every Indian, but be sure: we shall win, all the restrictions will then be removed. Do not lose courage. There is this beautiful song: Man Me Hai Vishwas, Poora Hai Vishwas, Hum Hongey Kaamyaab Ekdin.

कोरोना वायरस की दूसरी लहर एक सुनामी की तरह पूरे देश में कहर बरपा रही है। पिछले 24 घंटे के दौरान देश के अलग-अलग राज्यों में इस वायरस के घातक संक्रमण ने 1,761 लोगों की जान ले ली। एक्टिव मामलों की संख्या पिछले 10 दिनों में दोगुनी हो गई है और यह 20 लाख के आंकड़े को पार कर गई है। सोमवार को कोरोना के कुल 2.6 लाख नए मामले सामने आए हैं। कई शहरों और कस्बों में हालात बेहद गंभीर हैं।

इस महामारी से अबतक 1,80,530 लोगों की मौत हो चुकी है। वहीं दूसरी तरफ देशभर में टीकाकरण अभियान भी चल रहा है। अबतक 12.7 करोड़ लोगों को वैक्सीन दी जा चुकी है। इस बीच कोरोना को कंट्रोल करने के लिए केंद्र सरकार ने सोमवार को बड़ा फैसला किया है। केंद्र सरकार ने यह ऐलान किया कि अब 1 मई से देश में 18 साल से ऊपर का हर व्यक्ति वैक्सीन लगवा सकेगा। वैक्सीनेशन के तीसरे चरण में तेजी से लोगों को वैक्सीन लगाने के लिए यह फैसला लिया गया। उधर देश की राजधानी दिल्ली में एक हफ्ते का पूर्ण लॉकडाउन लगा दिया गया है। यहां सोमवार को कोरोना के कुल 23,700 नए मामले सामने आए और 24 घंटे में 240 मरीजों की मौत हो गई।

सरकारी और प्राइवेट अस्पताल कोरोना मरीजों की बढ़ती संख्या का भार अब नहीं उठा पा रहे हैं लिहाजा केंद्र ने सेना और डीआरडीओ से मदद मांगी है। केंद्र ने इन्हें कोरोना मरीजों के इलाज के लिए अस्पताल बनाने को कहा है। डीआरडीओ लखनऊ और अहमदाबाद में अस्थायी कोविड अस्पताल बनाएगा। इससे पहले डीआरडीओ ने दिल्ली में भी एक बड़ा कोविड अस्पताल बनाया है। दिल्ली में इस कोविड अस्पताल के खुलते ही सभी 250 बेड फुल हो गए थे। इस अस्पताल की क्षमता अब 500 बेड तक बढ़ाई जा रही है।

रक्षा मंत्रालय ने सभी कैंट अस्पतालों से कहा है कि वे कोविड पीड़ित आम नागरिकों को भी अपने अस्पतालों में भर्ती करें। डीआरडीओ द्वारा दो और अस्पताल पटना और नासिक में बनाए जाएंगे।

दिल्ली में एक हफ्ते के लॉकडाउन का ऐलान होने के साथ ही एकबार फिर पिछले साल की तरह प्रवासी कामगारों का एक बड़ा तबका शहर से पलायन करने लगा। लॉकडाउन का ऐलान होते ही 5 हजार से ज्यादा की संख्या में प्रवासी कामगार अपने घर जाने के लिए बस पकड़ने आनंद विहार बस अड्डा (आईएसबीटी) पहुंच गए।

हालांकि घबराने की कोई बात नहीं है। विशेषज्ञों के मुताबिक लॉकडाउन के पीछे मुख्य उद्देश्य वायरस की उस चेन को तोड़ना है जो पिछले दो महीनों से फैल रहा है। जैसे ही वायरस की यह चेन टूटेगी, कोरोना के बढ़ते मामलों का ग्राफ निश्चित तौर पर धीरे-धीरे नीचे आ जाएगा। जैसा कि हमने आपको इंडिया टीवी पर अपने शो ‘आज की बात’ में पिछली रात दिखाया था कि ऐसा मुंबई में पहले ही हो चुका है।

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल द्वारा राजधानी में हफ्तेभर लॉकडाउन के फैसले का स्वास्थ्य जगत ने स्वागत किया है। डॉक्टरों ने कहा कि राजधानी के सरकारी और प्राइवेट अस्पतालों पर जिस तरह से मरीजों का भारी दबाव है, उसे कम करना जरूरी था। इन लोगों ने कहा कि इस तरह का कठोर कदम जरूरी था और जल्द ही इसके रिजल्ट दिखाई देंगे। दरअसल मुद्दा केवल बेड, वेंटिलेटर और ऑक्सीजन सिलेंडर की कमी का नहीं है बल्कि स्वास्थ्यकर्मियों की भी भारी कमी हो रही है। कई स्वास्थ्कर्मी भी कोरोना से संक्रमित हो गए हैं और वे आइसोलेशन में हैं। डॉक्टरों का कहना है कि जिन लोगों में कोरोना के हल्के लक्षण हैं और उनके टेस्ट पॉजिटिव हैं तो वे घर पर रह सकते हैं और दवाइयां ले सकते हैं।

सबसे अहम बात है वैक्सीनेशन। क्योंकि जितने ज्यादा लोग वैक्सीन लगवाएंगे, उतना ही अस्पतालों पर का भार कम होगा। भारत में रिकॉर्ड संख्या में लोगों को वैक्सीन लगी है। शुरुआत से ही हमारे प्रधानमंत्री की यह कोशिश रही है कि वैक्सीन जल्द से जल्द आम लोगों तक पहुंच सके। इसके बावजूद अभी-भी कई लोग हैं जो वैक्सीन पर संदेह करते हैं। वैक्सीनेशन के पहले चरण में स्वास्थ्यकर्मियों को प्राथमिकता दी गई थी। लेकिन आपको यह जानकर आश्चर्य होगा कि 3 करोड़ ज्यादा स्वास्थ्य कर्मचारियों में से केवल 37 फीसदी ने ही वैक्सीनेशन का विकल्प चुना। वैक्सीनेशन के दूसरे चरण में उम्र सीमा घटाकर 45 वर्ष कर दी गई और इसके बाद भी इस आयुवर्ग के कई लोग वैक्सीन लगवाने के लिए आगे नहीं आए।

अब जबकि एक मई से 18 वर्ष से ऊपर के सभी लोगों को वैक्सीन देने की इजाजत दे दी गई तो हमें उम्मीद है कि वैक्सीनेशन के लिए लोगों की भारी भीड़ उमड़ेगी। अमेरिका और ब्रिटेन में बड़ी संख्या में लोगों ने वैक्सीन लगवाई और आज वहां कोरोना के मामलों में गिरावट आई है। बाजार एकबार फिर से खुल गए हैं। हमें इनके अनुभवों से सीख लेनी चाहिए। हमारे देश की आबादी अमेरिका की तुलना में लगभग 100 करोड़ ज्यादा है, और सभी के वैक्सीनेशन में लंबा समय लगेगा। इस बात को याद रखें कि इस महामारी को कंट्रोल करने के लिए वैक्सीनेशन ही एकमात्र उपाय है।

सबसे बड़ी गलती जो हमने की थी वो ये कि जब कोरोना की पहली लहर जा चुकी थी यह मान लिया गया कि देश में इसकी दूसरी लहर नहीं आएगी। कोविड जो बड़े अस्पताल पिछले साल बनाए गए थे, फरवरी तक रोगियों की कमी के चलते उन्हें हटा दिया गया था। अधिकांश लोगों ने कोरोना की दूसरी लहर की राह को इसलिए भी आसान बना दिया कि उन्होंने गाइडलाइंस का पालन करना छोड़ दिया। मास्क पहनना छोड़ दिया, भीड़-भाड़ में जाने लगे, हाथों को धोना छोड़ दिया और इसका रिजल्ट सबके सामने है।

हम इस महत्वपूर्ण समय का उपयोग अस्पताल में बेड की संख्या बढ़ाने, ऑक्सीजन की आपूर्ति, वेंटिलेटर और दवाओं का स्टॉक बढ़ाने के लिए कर सकते थे। लेकिन हमने अपना नजरिया बदल लिया और वैक्सीन पर केंद्रीत हो गए। हमारा ध्यान इस बात पर था कि टीका लेना है या नहीं लेना है। तब तक शादी का मौसम भी शुरू हो गया, पार्टियां होने लगीं, फिर कुंभ मेले की इजाजत दी गई, राजनीतिक रैलियां हुईं और कोरोना महामारी को कैरियर मिलता गया और इसने अपने डरावना रूप अख्तियार कर लिया। पिछले दो हफ्तों में हालात बेहद खराब हुए हैं। अब जब कर्फ्यू और लॉकडाउन लगाए गए हैं तो मुझे पूरा भरोसा है कि अगले दो से तीन सप्ताह में इसके बेहतर रिजल्ट दिखाई देंगे।
