For the past few days, we have been reading news reports about an international gang illegally converting deaf and dumb children to Islam. The Anti Terrorism Squad (ATS) of Uttar Pradesh Police has so far made six arrests. The last arrest was made of one Salahuddin Sheikh from Ahmedabad, Gujarat on Wednesday. Earlier, the ATS had arrested two clerics Mufti Qazi Jahangir Alam Qasmi and Umar Gautam from Jamia Nagar, Delhi, who were working for Islamic Dawaah Centre, an outfit which has been getting funds from Pakistan’s spy agency ISI. Salahuddin has admitted that he used to send money received from Gulf through ‘hawala’ channels to Umar Gautam.

Terror and religious conversion issues apart, think about the parents who suddenly find their children being converted to another religion. In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed how a middle class family member narrated her ordeal when she found that her 17-year-old son had been converted to Islam by a lady, who used to stay in their neighbourhood in Noida.

The parents found their son, Darsh Saxena, working on his computer regularly, but they never checked whom he was in contact with. Three years ago, the teenager left his home, and the parents later came to know that he had changed his name to Rehan Ansari. He had converted to Islam. The family members are still in the dark about Darsh’s whereabouts. He has been incommunicado with his family since May, 2018.

The teenager’s mother Shivani Saxena narrated how she and her husband used to find Darsh engrossed in chat with a ‘didi’ on social media, but, in reality, the ‘didi’ was teaching how to convert his religion. Her mother later found, Darsh used to hide his skullcap inside his school bag. She also found that he used to secretly go to the mosque to offer ‘namaaz’. And then one fine day, her boy left the home.

This is not an incident from a far-flung village in India’s village hinterland. This incident occurred in hi-tech city Noida in a middle class family with access to internet and social media. I wanted to share the mother’s ordeal with our viewers because she and her husband are still waiting for their son to return home. The mother admitted that she and her husband made the mistake of trusting Darsh completely. They never checked his social media contacts and never kept an eye on whom he was chatting with. In fact, Darsh was taking online Islamic classes on his computer, and the ‘didi’ was teaching her the benefits of offering ‘namaaz’ and accepting Islam. Later, it was found that the ‘didi’ he was in touch with was a lady staying in their neighbourhood.

In another instance, Mohammed Umar Gautam who had converted a deaf and dumb teenager Rahul Bhola to Islam, later engaged him as a proselytizer. Rahul Bhola used to ask other deaf and dumb children and persuade them to convert to Islam. When our reporter spoke to Rahul Bhola’s family, they revealed that Rahul used to carry the Islamic skull cap in his bag and go secretly to offer namaaz. Some Islamic literature were also found from his bag, but his family, at that time, did not take it as a serious issue.

Had Rahul Bhola been a normal adult and opted to convert to Islam, nobody should have any issue. Had Darsh Saxena been a consenting adult and had converted to Islam on his own accord, it would not have been considered illegal. No amount of protests from Darsh’s parents would have been taken cognizance of. But at the time of conversion, Darsh was not an adult, he was 17 years of age. Similarly, to convert a hearing and orally impaired teenager, who is not an adult, to a different religion is a crime as per law. To convert a person to a different religion through inducement, intimidation or cheating is a crime under anti-conversion law.

I remember a case in 2016 when 21 youths from Kerala suddenly left their homes and went to Afghanistan. They had been inducted by ISIS in its war against the US. Among those who were converted to Islam were Hindus and Christians. There was also a case of a dentist Nimisha, who married a Christian, and later the husband induced his wife to convert to Islam. Both Nimisha and her husband landed in Afghanistan. Her family came to know about this when Nimisha posted the picture of her child on social media. Nimisha’s mother came to Delhi and appealed to the then Home Minister Rajnath Singh to get her daughter back from Afghanistan. But the government was helpless. Nimisha was an adult, she had married out of her own volition and opted to convert to Islam. There was no way the government could arrange her repatriation.

But, in the cases that have been found in UP, most of those who were converted were either minors or physically challenged youths. To convert such youths, who are dependent on their families, is a crime, not only by law, but also a crime against humanity. These youths were exploited and the proselytizers took undue advantage of their weaknesses.

There are two messages that I would like to convey: One, to all parents, keep a strict watch on the movements of your children; and Two, to all Islamic clerics (maulanas), please introspect whether such conversions through guile, treachery and inducements are not bringing a bad name to Islam.

भारत में महामारी का खतरा अभी भी बना हुआ है और लोग फिर भी कोविड-19 से जुड़ी गाइडलाइंस की खुलेआम धज्जियां उड़ाने से बाज नहीं आ रहे हैं। देश के ऊपर तीसरी लहर का खतरा मंडरा रहा है और अगर हम समय रहते सतर्क नहीं हुए तो हमारे यहां भी ऐसे हालात हो सकते हैं जैसे आजकल ऑस्ट्रेलिया में हैं। ऑस्ट्रेलिया में अभी तमाम तरह की पाबंदियां लागू हैं, लेकिन इसके बावजूद वहां कोरोना के मामलों में अचानक उछाल देखने को मिल रहा है। आरटी-पीसीआर की जांच करवाने के लिए टेस्टिंग सेंटर्स के बाहर लोगों की लंबी-लंबी लाइनें लग रही हैं। ऑस्ट्रेलिया के 4 बड़े शहरों सिडनी, पर्थ, ब्रिस्बेन और डार्विन में लॉकडाउन बढ़ा दिया गया है, और देश की लगभग आधी आबादी को घरों में रहने का आदेश दिया गया है।

ग्रेटर सिडनी में, जहां 50 लाख से ज्यादा लोग रहते हैं, अब 9 जुलाई तक 2 सप्ताह का लॉकडाउन लगा दिया गया है। यह वायरस न्यू साउथ वेल्स में फैलता जा रहा है। सिंगापुर ने ऑस्ट्रेलिया से आने वाले सभी यात्रियों के लिए एक सप्ताह के अनिवार्य क्वारंटीन का आदेश दिया है। ऑस्ट्रेलिया में 2 करोड़ की वयस्क आबादी में से अब तक 5 प्रतिशत से भी कम लोगों को टीका लगाया गया है, जिसे लेकर सरकार को जनता की आलोचनाओं का सामना करना पड़ रहा है। कोरोना की बढ़ती रफ्तार को देखते हुए ऑस्ट्रेलियाई सरकार ने अब सभी वयस्कों को एस्ट्राजेनेका की वैक्सीन लगाने का फैसला किया है। अब तक वहां सिर्फ 50 साल से ऊपर के लोगों का ही टीकाकरण हो रहा था।

इस समय ऑस्ट्रेलिया में जो हो रहा है उससे हमें सबक सीखना चाहिए। कोरना महामारी की तीसरी लहर को रोकने के लिए भारत की कम से कम 70 प्रतिशत आबादी का वैक्सीनेशन जरूरी है। मंगलवार को केंद्र सरकार ने अमेरिका निर्मित मॉडर्ना वैक्सीन को भारत में इमरजेंसी इस्तेमाल के लिए मंजूरी दे दी। कोविशील्ड, कोवैक्सिन और स्पुतनिक वी के बाद यह चौथी कोविड वैक्सीन है जिसे भारत में इस्तेमाल के लिए मंजूरी मिली है। भारतीय फार्मा कंपनी सिप्ला भारत में मॉडर्ना वैक्सीन का आयात करेगी। अमेरिका में ही निर्मित फाइजर वैक्सीन को भी भारत में इस्तेमाल की मंजूरी देने के लिए बातचीत चल रही है। इसलिए वैक्सीन की कोई कमी नहीं होगी। अब हमें वैक्सीन को लेकर लोगों की झिझक से लड़ना है। लोगों को इस बारे में जागरूक किया जाना चाहिए कि वैक्सीनेशन ही तीसरी लहर को दूर रखने का एकमात्र तरीका है।

मैं 4 ऐसे देशों का उदाहरण देना चाहता हूं जहां बड़े पैमाने पर हुए कोविड वैक्सीनेशन ने चमत्कार किया है और अब वहां महामारी का प्रकोप थम गया है।

सबसे पहला उदाहरण है अमेरिका का, जहां हर 3 महीने के बाद महामारी की एक नई लहर देखने को मिल रही थी। इस देश में लाखों लोग मौत के मुंह में चले गए। यहां की 20 फीसदी आबादी को वैक्सीन की सिंगल डोज लगे 5 महीने बीत चुके हैं, लेकिन अगली लहर नहीं आई। आज अमेरिका में 15.42 करोड़ लोगों को वैक्सीन की दोनों डोज लग चुकी हैं। यह देश की आबादी का करीब 46.4 फीसदी है। वहीं, 54.2 फीसदी अमेरिकियों को अब तक वैक्सीन की कम से कम एक डोज लग चुकी है।

दूसरा देश है यूके, जहां हर 3 महीने के बाद महामारी की एक नई लहर आ जाती थी, लेकिन जब 20 फीसदी आबादी को वैक्सीन की डोज लग गई, तो कोरोना के नए मामलों में तेजी से कमी आने लगी। पहले 65,000 नए केस रोज आते थे, लेकिन अब नए मामलों की संख्या घटकर 10,000 के आसपास रह गई है।

तीसरा देश है इटली, जहां 3 महीने बाद दूसरी लहर आई और इसके 4 महीने के बाद तीसरी लहर आ गई। जब इटली में 20 फीसदी आबादी को टीके की पहली डोज दी गई, तो मामलों की संख्या तेजी से घटने लगी। अब अगले महीने से इटली में लोगों को सार्वजनिक स्थानों पर बिना मास्क के घूमने-फिरने की इजाजत दी जा सकती है।

चौथा उदाहरण फ्रांस का है, जहां हर 3 महीने बाद महामारी की नई लहर आती थी। फरवरी तक फ्रांस में 20 फीसदी लोगों को कोरोना की वैक्सीन लगाई गई, और अब 4 महीने बाद नए मामलों की संख्या में कमी आनी शुरू हो गई है।

भारत में अब तक 33,28,54,527 लोगों को कोरोना वैक्सीन की डोज दी जा चुकी है। यह 20 प्रतिशत से थोड़ा ज्यादा है। यदि हम ऊपर बताए गए 4 देशों के ट्रेंड पर जाएं, तो तीसरी लहर आने की संभावना कम ही लगती है। लेकिन सावधान रहना जरूरी है। हमें अगले 2 से 3 महीनों के लिए सार्वजनिक जगहों पर कोविड से जुड़े सभी प्रोटोकॉल्स और गाइडलाइंस का पालन करना चाहिए। यदि इस साल के अंत तक देश के कम से कम 70 प्रतिशत लोगों का वैक्सीनेशन हो जाता है तो हम निश्चित रूप कह सकेंगे कि महामारी का खतरा टल गया है।

The danger of pandemic in India is still there and people in the streets have already started flouting Covid-19 guidelines. The danger of a third wave is lurking and if we are not cautious in time, we can face a similar situation that has now occurred in Australia. Despite Covid restrictions, number of Covid-19 cases has suddenly taken a jump in Australia. There are long queues of people outside testing centres, waiting for RT-PCR test. Lockdown has been extended in the four major cities, Sydney, Perth, Brisbane and Darwin, and nearly half of the population in Australia is now following stay-at-home orders.

More than 5 million residents in Greater Sydney are under a two-week lockdown till July 9. The virus is spreading in New South Wales. Singapore has ordered one-week compulsory quarantine for all travellers coming from Australia. Less than five per cent of the two crore adult population in Australia has been vaccinated so far, leading to criticisms from public. Australian government has decided to vaccinate all adults with AstraZeneca vaccine. Earlier the vaccination was limited to people above 50 years.

We must learn lessons from what is happening in Australia. Mass vaccination of at least 70 per cent of India’s population is a must to prevent the outbreak of pandemic for the third time. On Tuesday, the Centre cleared the US-made Moderna vaccine for restricted emergency use in India. This is the fourth Covid vaccine cleared for use in India, after Covishield, Covaxin and Sputnik V. Indian pharma company Cipla will import Moderna vaccine to India. Talks are on for giving approval to another US-made Pfizer vaccine for use in India. So there will be no dearth of vaccine. We now have to figh vaccine hesitancy. Our people must be made aware that vaccination is the only way to keep the third wave away.

I want to give examples from four countries where mass Covid vaccination has done wonders and has now prevented the outbreak of pandemic.

First, the United States, where the pandemic was coming in waves after every three months. Lakhs of people died. But when 20 per cent of the population got their first dose, five months have elapsed and a fresh wave of pandemic is yet to come. Today 15.42 crore Americans have been fully vaccinated. This is roughly 46.4 per cent of the US population. 54.2 per cent of Americans have received at least one dose till now.

Second, the UK, where the pandemic wave used to come after every three months, but when 20 pc of population got their vaccine dose, the wave stopped coming. Earlier 65,000 fresh cases used to come daily, but now this has dipped to nearly 10,000 cases.

Third, Italy, where the second wave came after three months, and a third wave came in the fourth month. When 20 per cent of the population in Italy got their first dose, the number of cases started dipping fast. By next month, Italians may be allowed to move around in public places without wearing masks.

Fourth, France, where the pandemic wave used to come after every three months. By February, 20 per cent of people in France got vaccinated, and now, after four months, the number of cases has started declining.

In India, 33 crore 28 lakh 54,527 Covid vaccine doses have already been given till now. This accounts for a little more than 20 per cent. If we go by the trends in the four countries that I have mentioned above, there seems to be less chance of a third wave coming. But, precaution is a must. We must follow Covid appropriate behaviour in public for the next two to three months. If we vaccinate at least 70 per cent of our citizens by the end of this year, we can then say with certainty that the danger of pandemic is over.

जम्मू-कश्मीर में दो दिन के अंदर चार ड्रोन देखे जाने के बाद पाकिस्तान के साथ हमारी सीमा पर अब एक नया खतरा मंडरा रहा है। सीमापार मौजूद आतंकी ज्यादा से ज्यादा नुकसान पहुंचाने के लिए विस्फोटकों से लैस चीन निर्मित ड्रोन्स का इस्तेमाल कर रहे हैं। शनिवार रात जम्मू में एयर फोर्स स्टेशन पर 2 कम तीव्रता वाले विस्फोटों के बाद सेना ने रविवार रात कालूचक और रत्नुचक के सैन्य ठिकानों पर 2 और ड्रोन देखे। भारतीय सेना की क्विक रिऐक्शन टीमों ने दोनों ड्रोन्स पर तबतक फायरिंग की जबतक कि वे पाकिस्तान की सीमा में वापस नहीं चले गए।

हालांकि इन ड्रोनों से कोई बड़ा नुकसान नहीं हुआ, फिर भी ये हमारे सीमा प्रतिष्ठानों के लिए एक नए खतरे की ओर इशारा करते हैं। ऐसा लगता है कि यह भारत के खिलाफ एक बड़ी भयावह साजिश का हिस्सा है और इससे निपटने की तैयारी अभी से करने की जरूरत है। पिछले 2 सालों में हमारी सेना ने कश्मीर में ज्यादातर आतंकवादियों का सफाया कर दिया है, जिससे राजनीतिक नेतृत्व को लोकतांत्रिक प्रक्रिया नए सिरे से शुरू करने का मौका मिला है। पाकिस्तान में बैठे आतंकी गुटों ने अब सेना से भिड़ने के लिए नया हथकंडा अपनाया है। विस्फोटकों से लैस ड्रोन के इस्तेमाल से न तो इन आतंकी गुटों को आतंकियों की घुसपैठ कराने की जरूरत है और न ही सुरक्षाबलों के साथ मुठभेड़ करने की जरूरत है।

इस मुद्दे पर मैने कई एक्सपर्ट्स से बात की, सेना के अफसरों से इस खतरे के बारे में पूछा, और उनका कहना है कि आने वाले वक्त में ड्रोन अटैक एक बड़ी प्रॉब्लम होगी और निकट भविष्य में भारतीय सीमा के अंदर इस तरह के हमले होते रहने की आशंका है। एक्सपर्ट्स ने बताया कि चीन लंबी दूरी तक रिमोट से कंट्रोल होने वाले ड्रोन बना रहा है और भारत में आतंकी गतिविधियों को अंजाम देने के लिए पाकिस्तान को उन ड्रोन्स की सप्लाई कर रहा है। आज मुझे जनरल बिपिन रावत की वे बातें याद आ रही हैं जो उन्होंने आर्मी चीफ रहते हुए कई बार कही थीं। जनरल रावत ने कहा था कि जो फ्यूचर वॉरफेयर होगा वह टेक्नॉलोजी पर आधारित होगा, यानी बिना किसी जवान को भेजे एक देश टेक्नोलॉजी की मदद से दूसरे मुल्क पर हमला करेगा।

कालूचक के ऊपर ड्रोन का नजर आना मुझे उसी इलाके में 19 साल पहले मई 2002 में हुए उस बड़े आतंकी हमले की याद दिलाता है, जिसमें 31 लोग मारे गए थे। यह चिंता का विषय है जब काफी दूर से कंट्रोल होने वाले ड्रोन हमारे इलाके में 14 से 15 किलोमीटर अंदर तक घुस आते हैं और नुकसान पहुंचाने की कोशिश करते हैं। जम्मू में IAF स्टेशन के ऊपर आए 2 ड्रोन IED (इंप्रोवाइज्ड एक्सप्लोसिव डिवाइस) से लैस थे और उन्हें पिन प्वाइंट टारगेट्स को अटैक करने के लिए भेजा गया था। हमारे पास बॉर्डर पर जो ट्रेडिशनल एयर डिफेंस रडार सिस्टम मौजूद हैं, वे बड़े फ्लाइंग ऑब्जेक्ट्स को डिटेक्ट करने में सक्षम हैं फिर चाहे वह एयरक्राफ्ट हो, हेलीकॉप्टर हो या फिर कोई बहुत बड़ा अनमैन्ड एरियर व्हीकल (UAV) हो। लेकिन जहां तक छोटे-छोटे ड्रोन्स की बात है तो उन्हें डिटेक्ट करने के लिए इन रडार्स को ऑपरेशनलाइज नहीं किया गया है, क्योंकि अगर इन्हें छोटे-छोटे ड्रोन्स को भी डिटेक्ट करने के लिए लगा दिया तो फिर इसे हैंडल करना काफी मुश्किल हो जाएगा। ऐसे में किसी परिंदे के उड़ने पर भी ये अलर्ट मोड पर आ जाएगा और ये एक बड़ा ड्रॉबैक है।

हमारे सशस्त्र बलों के पास एंटी-ड्रोन जैमर हैं, जो एक निश्चित दायरे में आने पर ड्रोन को न्यूट्रलाइज यानी कि बेअसर कर सकते हैं। इन्हें 200 मीटर दूरी से भी न्यूट्रलाइज किया जा सकता है। साथ ही, DRDO (डिफेंस रिसर्च एंड डेवलपमेंट ऑर्गनाइजेशन) ने एक एंटी-ड्रोन डिवाइस विकसित की है जो किसी माइक्रो ड्रोन को 3 किलोमीटर की दूरी पर ही इंटरसेप्ट कर सकता है। हमारी सेनाओं के पास हाई पावर्ड इलेक्ट्रो मैग्नेटिक सिस्टम भी मौजूद हैं, जो एक निश्चित ऊंचाई पर उड़ने वाले ड्रोन को हवा में ही जाम कर सकते हैं। लेकिन इस सिस्टम का इस्तेमाल एयरपोर्ट्स या उसके आसपास के इलाके में नहीं हो सकता क्योंकि इलेक्ट्रो-मैग्नेटिक पल्स सिस्टम फ्लाइट्स के मूवमेंट में गड़बड़ी पैदा कर सकता है और एयर कंट्रोल सिस्टम को भी जाम कर सकता है।

क्या हमारी सेनाएं एक साथ बड़े ड्रोन अटैक का मुकाबला करने के लिए तैयार हैं? जिस तरह टिड्डियां झुंड में आती हैं, और कुछ ही मिनट में सारी फसल नष्ट कर देती हैं ऐसे ही हजारों ड्रोन्स आ जाएं तो उनसे कैसे निपटा जाएगा? हमारे पास कई हॉबी ड्रोन्स हैं जिन्हें ग्रेनेड कैरियर या फिर छोटे IED कैरियर के तौर पर डिवेलप किया जा सकता है। इन ड्रोन्स का इस्तेमाल बम गिराने या मिसाइल दागने के लिए किया जा सकता है। कई ड्रोन्स में स्टेल्थ फीचर्स होते हैं यानी कि वे रडार को भी चकमा दे सकते हैं। इजराइल ने तो ड्रोन और मिसाइल हमलों को रोकने के लिए पूरा का पूरा एक कमांड सेंटर बनाया है। कुछ हफ्ते पहले दुनिया ने देखा था कि फिलीस्तीन के आतंकवादियों की तरफ से दागी जा रही मिसाइलों को इजराइल के आयरन डोम सिस्टम ने कैसे हवा में ध्वस्त कर दिया था। और अब तो इजराइल ने ऐसे ड्रोन्स भी बना लिए हैं जो पिनपॉइन्ट अटैक्स कर सकते हैं। अफगानिस्तान और पाकिस्तान में आतंकियों एवं उनके ठिकानों को नष्ट करने के लिए अमेरिकी सेना ने सालों तक रीपर ड्रोन और प्रीडेटर ड्रोन का इस्तेमाल किया था। ऐसी खबरें हैं कि भारतीय नौसेना समुद्र की निगरानी के लिए जल्द ही ऐसे 30 प्रीडेटर ड्रोन मिल सकते हैं।

पिछले साल हुई जंग के दौरान अज़रबैजान ने आर्मेनिया के अंदर कई जगहों पर ड्रोन्स के जरिए बम गिराए थे। भारत को अपनी सीमाओं पर 2 दुश्मनों, चीन और पाकिस्तान से लोहा लेना होता है, और ड्रोन हमलों के मुकाबले के लिए अपने सशस्त्र बलों को अत्याधुनिक तकनीक से लैस करने की जरूरत है। जैमर या लेजर बीम का इस्तेमाल करके दुश्मन के ड्रोन को बेअसर किया जा सकता है। चीनी कमर्शियल ड्रोन जो कि बाजारों में खुलेआम बिकते हैं, 10 किलो तक विस्फोटक ले जा सकते हैं। एंटी-ड्रोन सिस्टम, जिसे पिछले साल स्वतंत्रता दिवस और गणतंत्र दिवस के के मौके पर तैनात किया गया था, की सीमा 2 से 3 किलोमीटर है। इसमें रडार के जरिए ड्रोन की पहचान करने और फिर लेजर बीम का इस्तेमाल करके उसे निशाना बनाने की क्षमता है।

यह बात तो सभी जानते हैं कि जब भी भारत कश्मीर घाटी में शांति की पहल शुरू करता है, तो सीमा के दूसरी तरफ मौजूद आतंकी गुट और उनके पाकिस्तानी आका ऐक्टिव हो जाते हैं और अमन की कोशिश को नाकाम करने के लिए ताबड़तोड़ हमले करने लगते हैं। घाटी में अब स्थिति शांतिपूर्ण है, आतंकवादियों को पूरी तरह से दरकिनार कर दिया गया है, मुख्यधारा के राजनीतिक दल चुनाव के लिए कमर कस रहे हैं और पिछले 2 सालों के दौरान तमाम विकास परियोजनाएं ने आकार लिया है। पाकिस्तान के अंदर बैठे सरकारी और गैर सरकारी तत्व अब राज्य में हिंसा और तबाही मचाने के लिए बेताब हैं।

पिछले तीन दशकों में पाकिस्तान की कोशिश ज्यादा से ज्यादा आतंकियों का घुसपैठ कराने की रही है, लेकिन लगता है कि अब रणनीति बदल गई है। आतंकियों के राजनीतिक आका ड्रोन के जरिए हमलों को अंजाम देना चाहते हैं। वैसे तो 2019 से ही वे कश्मीर में हथियार और पंजाब में ड्रग्स भेजने के लिए ड्रोन्स का इस्तेमाल कर रहे थे, लेकिन यह एक छोटे पैमाने पर था। ऐसा पहली बार हुआ है कि हमारे सैन्य प्रतिष्ठानों के खिलाफ ड्रोन का इस्तेमाल किया गया था।

मुझे हमारे सशस्त्र बलों में काम करने वाले हमारे रणनीतिकारों पर पूरा भरोसा है। ड्रोन हमले का मुकाबला करने के लिए इजराइल पहले से ही कंप्यूटराइज्ड फायर कन्ट्रोल सिस्टम का इस्तेमाल करता रहा है। इजराइल ने ऐसे अडवॉन्स्ड रडार बनाए हैं जो ड्रोन्स के साथ-साथ UAVs का भी पता लगा सकते हैं। हमारी फौज के कमांडरों को लोगों को यह भरोसा दिलाने की जरूरत है कि हमारी सेनाएं सीमापार से होने वाले ड्रोन अटैक्स का तेजी से और सटीकता के साथ मुकाबला करने में पूरी तरह सक्षम हैं। इस तरह की खौफनाक साजिशों का जड़ से खात्मा करने के लिए एक बड़ी जवाबी कार्रवाई की जरूरत है ताकि पाकिस्तान के अंदर बैठे आतंकी समूहों के आकाओं को सबक सिखाया जा सके।

A new danger is now lurking on our border with Pakistan, after four drones were sighted within a span of two days in Jammu and Kashmir. Terrorists across the border are using Chinese-made drones fitted with explosives to inflict damage. After two low intensity blasts shook the Indian Air Force station in Jammu on Saturday night, the army sighted two more drones over Kaluchak and Ratnuchak military installations on Sunday night. Quick Reaction Teams of the army fired before both the drones crossed over to Pakistan border.

Though there was no major damage caused by these drones, yet they point towards a fresh danger to our border installations. It appears to be part of a larger sinister conspiracy against India and this requires immediate counter measures. Already, during the last two years, the army has been successful in liquidating most of the terrorists in the Valley, giving the political leadership leeway to restart the democratic process. The terror groups sitting in Pakistan have now started a new tactic to confront the army. By using drones fitted with explosives, these groups need not bother to infiltrate terrorists nor engaged the armed forces in encounters.

I spoke to several military experts, who said that use of drone for carrying out attacks inside Indian territory could continue in the near future. Experts said, China is manufacturing long-range remote-controlled drones and supplying them to Pakistan to carry out terror acts inside India. I recollect what Gen Bipin Rawat said when he was the Army Chief. Gen. Rawat had said that future warfare could be technology based, in which two armies may not confront each other on battlefields. All attacks guided remotely will be unmanned.

The sighting of drone over Kaluchak reminds me on the terror attack that took place in the same area 19 years ago, in May 2002, when 31 people were killed. It is a matter of concern when remotely controlled drones enter 14 to 15 km inside our territory and try to inflict damage. The two drones that came over the IAF station in Jammu were fitted with impact IEDs (improvised explosive devices) that could pinpoint targets and cause damage. Traditional air defence radars that we have on our border are equipped to identify larger flying objects like an aeroplane, a helicopter or an unmanned aerial vehicle, not small quadcopter drones that fly at low heights. If these radar installations are configured to identify incoming small objects like drones, because, in that case, even if a bird flies into India at a lower level, it could become a drawback and create unnecessary alarm.

Our armed forces have anti-drone jammers, which can neutralize drones if they come within a certain radius. They can even be neutralized from 200 metres away. Also, DRDO (Defence Research and Development Organization) has developed an anti-drone device that can intercept a micro drone 3 kilometres away. Our forces are also equipped with high-powered electro-magnetic system, which can jam a drone flying at a certain height. But this system cannot be used near airports or air bases, because the electro-magnetic pulse system can disturb flight movements and jam air traffic control.

Can our armed forces stop a huge swarm of drones if they descend into our territory like locusts? We have hobby drones that can be equipped like grenade- or small IED carriers. Drones can be used for launching bombs or missiles too. Some drones have stealth features that can outwit a radar. Israel has already developed a Command Center to neutralize drone and missile attacks. A few weeks ago, the world noticed how the Israeli Iron Dome system neutralized missiles launched by Palestine militants in air. Israel has already developed drones that can carry out pinpoint attacks. Reaper drones and Predator drones had been used for years by the US armed forces in Afghanistan and Pakistan to liquidate terrorists and their camps. There are reports that the Indian Navy could acquire 30 such Predator drones for surveillance over seas.

During last year’s war, Azerbaijan used drones to attack targets inside Armenia. India has to face two enemies, China and Pakistan, on its border and needs to equip its armed forces with state-of-the-art technology to counter drone attacks. Enemy drones can be neutralized both by jammer or by using laser beams. The Chinese commercial drones that are available openly in the market, can carry up to 10 kg explosive. The anti-drone system, that was deployed during last year’s Independence Day and Republic Day events, has a range of two to three kilometres. It has radar capability to pick up the drone through radar and then target it by using laser beams.

It is now an open secret that whenever India starts peace initiatives in the Kashmir valley, terror groups and their Pakistani masterminds sitting across the border, become active and carry out indiscriminate attacks to foil the peace bid. In the valley, the situation is now peaceful, terrorists have been completely sidelined, mainstream political parties are gearing up for elections and there has been a lot of developmental projects during the last two years. State and non-state actors sitting inside Pakistan are now desperate to create violence and mayhem in the state.

The traditional response over the past three decades has been to infiltrate more terrorists from Pakistan, but now the strategy appears to have changed. The political masters of terrorists want to carry out attacks by using drones. Since 2019, they had been using drones for transporting weapons in Kashmir and drugs in Punjab, but this was on a small scale. This is the first time that drones were used against our military installations.

I have full confidence in our strategists working in our armed forces. Already Israel has made much progress in use of computerized control system for countering drone warfare. They have also developed advanced radars to locate unmanned aerial vehicles, including drones. Our military commanders need to assure the people that our armed forces are fully capable of countering drone attacks from across the border, with speed and accuracy. To nip such sinister conspiracies in the bud requires a major counter action to teach a lesson to the handlers of terror groups sitting inside Pakistan.

आज जब करोड़ों भारतीय 23 जुलाई से शुरू होने जा रहे तोक्यो ओलंपिक गेम्स में हिस्सा ले रहे अपने प्लेयर्स को चीयर्स करने की तैयारी कर रहे हैं, मैं आपके सामने एक ऐसी खिलाड़ी का केस सामने लाना चाहता हूं, जिसने वर्ल्ड चैंपियनशिप में गोल्ड मेडल जीता, भारत का नाम रोशन किया, लेकिन आज दो जून की रोटी के लिए लोगों के घरों में बर्तन धोने को मजबूर है।

हरियाणा के रोहतक जिले के सीसर खास गांव की रहने वाली सुनीता देवी ने पिछले साल बैंकॉक में हुई वर्ल्ड स्ट्रेंथ लिफ्टिंग चैंपियनशिप में भारत के लिए गोल्ड मेडल जीता था। उन्होंने 2019 में छत्तीसगढ़ में आयोजित नेशनल स्ट्रेंथ लिफ्टिंग चैम्पियनशिप में गोल्ड मेडल और इस साल पश्चिम बंगाल में आयोजित नेशनल चैंपियनशिप में सिल्वर मेडल जीता।

सुनीता देवी के परिवार की आर्थिक हालत आज इतनी खराब है कि उन्हें अपने परिवार का पेट पालने के लिए बतौर घरेलू सहायिका काम करना पड़ रहा है। उनके पिता ईश्वर सिंह दिहाड़ी मजदूर हैं और उनकी मां जमुना देवी घरेलू सहायिका हैं। एक वेटलिफ्टर, जिसे अपनी ताकत बढ़ाने के लिए रोजाना पौष्टिक आहार की जरूरत होती है, वह रोटी और हरी मिर्च खाकर अपनी भूख मिटा रही है। सुनीता इस पेड़ों की शाखाओं और ईंटों से प्रैक्टिस करके अपने आपको इस स्पोर्ट के लिए फिट रखती रही हैं। वह अब शादियों और अन्य सामाजिक कार्यक्रमों में खाना बनाती हैं, बर्तन धोती हैं जिसके बदले में उन्हें 500 रुपये की दिहाड़ी मजदूरी मिलती है।

एक वर्ल्ड चैंपियन, जिसे लगातार जिम में प्रैक्टिस करनी चाहिए, लोगों के घरों में काम करके दो वक्त की रोटी कमा रही है। सुनीता ने बचपन से ही वर्ल्ड चैंपियन बनने का सपना देखा था और इसके लिए उन्होंने कड़ी मेहनत की। पिछले 3 सालों में उन्होंने स्ट्रेंथ लिफ्टिंग में 20 से ज्यादा मेडल जीते हैं।

जब उन्हें वर्ल्ड चैंपियनशिप में भाग लेने के लिए बैंकॉक जाने का मौका मिला, तो उनके परिवार के पास पैसे नहीं थे। सुनीता के पिता ने अपनी बेटी का दिल टूटने नहीं दिया और उन्हें बैंकॉक भेजने के लिए ऊंची ब्याज दर पर 1.5 लाख रुपये का लोन लिया। सुनीता बैंकॉक गईं, अपनी कैटिगरी में वर्ल्ड चैंपियन बनीं और अपना सपना पूरा किया। सुनीता को लगता था चैंपियन बनने के बाद उनकी जिंदगी बदल जाएगी, बहुत सारे इनाम मिलेंगे, सरकार की तरफ से मदद मिलेगी, लेकिन उनकी सारी उम्मीदें धराशायी हो गईं। उनके पास लोन का ब्याज चुकाने के लिए भी पैसे नहीं रह गए। इसी बीच कोरोना का कहर टूटा और लॉकडाउन की वजह से पिता को मिलने वाली मजदूरी भी बंद हो गई, मां को भी काम मिलना बंद हो गया, और परिवार की आर्थिक हालत बदतर होती गई।

अपने प्राइम टाइम शो ‘आज की बात’ में हमने ग्राम पंचायत की जमीन पर बने उनके टूटे-फूटे घर की हालत दिखाई थी। हमने शो में सुनीता और केंद्रीय खेल मंत्री किरेन रिजिजू के बीच एक विशेष बातचीत की भी व्यवस्था की। मंत्री ने सुनीता को आश्वासन दिया कि वह और उनका मंत्रालय उनकी मदद करेंगे और हर संभव तरीके से उनका मार्गदर्शन करेंगे ताकि वह अपने स्पोर्ट्स करियर को जारी रख सकें। बातचीत के दौरान सुनीता ने रिजिजू से कहा कि चूंकि एशियान गेम्स या ओलंपिक गेम्स में स्ट्रेंथ लिफ्टिंग को खेल के रूप में मान्यता नहीं दी गई है, इसलिए उन्हें सरकार से कोई मदद नहीं मिल पाई। उन्होंने मंत्री से कहा कि उन्होंने वेटलिफ्टिंग का विकल्प इसलिए नहीं चुना क्योंकि इसके लिए प्रॉपर ट्रेनिंग और अच्छी डाइट चाहिए थी, जिसके लिए उनके पास पैसे नहीं थे।

रिजिजू ने कहा कि चूंकि स्पोर्ट्स राज्य सरकारों के अधिकार क्षेत्र में आता है, इसलिए वह अपेक्षा करते हैं कि राज्य सरकार उनकी मदद करेगी। खेल मंत्री ने कहा कि उन्हें सभी तरह के स्पोर्ट्स पसंद हैं, लेकिन ओलंपिक गेम्स में स्ट्रेंथ लिफ्टिंग को मान्यता न होने के कारण वह नियमों से बंधे हैं। ओलंपिक गेम्स में मेडल जीतने वाले प्लेयर्स को ही मदद दी जाती है। रिजिजू ने वादा किया, ‘इसके बावजूद मैं सुनीता की मदद करूंगा और उनका मार्गदर्शन करूंगा।’

मैं जानता हूं कि किरन रिजिजू वाकई में बहुत अच्छे इंसान हैं और वह सुनीता देवी के सपनों को पूरा करने में उनकी मदद जरूर करेंगे। भारत के लोग अपने प्लेयर्स से प्यार करते हैं चाहे वह विराट कोहली हों, सानिया मिर्जा हों, साइना नेहवाल हों, पीवी सिंधु हों या बॉक्सिंग चैंपियन एम. सी. मैरी कॉम हों। पी.टी. उषा जैसी खिलाड़ियों ने अपनी कड़ी मेहनत और लगन के दम पर वर्ल्ड स्पोर्ट्स में अपनी पहचान बनाई है। लेकिन जब हम सुनीता देवी जैसे खिलाड़ियों को अपने सपनों को हासिल करने में नाकाम होते हुए देखते हैं, तो दुख होता है। हमें उनका हौसला बरकरार रखने की कोशिश करनी चाहिए और सुनीता देवी जैसे गरीब खिलाड़ियों की हर संभव मदद करने के लिए आगे आना चाहिए।

At a time when millions of Indians are preparing to cheer their players who will be taking part in the Tokyo Olympic Games, due from July 23, I want to bring forth the case of a player, who won the gold medal at a world championship, brought laurels for India, but is today washing utensils to make both ends meet.

Sunita Devi, who hails from Sisar Khas village of Rohtak district in Haryana, won the gold medal for India in World Strength Lifting Championship in Bangkok last year. She also won the gold medal in National Strength Lifting Championship held in Chhattisgarh in 2019 and the silver medial in the national championship held in West Bengal this year.

Today her family is so poor that she has to work as a domestic help to feed her family. Her father Ishwar Singh works as a daily wage labourer and her mother Jamuna Devi works as a domestic help. A weightlifter, who needs a daily sumptuous diet to work up her energy, is surviving on ‘roti’ and ‘mirch’ (green chillies). Sunita has been using branches of trees and bricks to stay fit for the sport. At marriage parties or social events, she cooks food and washes utensils to earn Rs 500 daily.

A world champion, who is supposed to constantly practise in gyms, is earning a pittance by working as a domestic help. Since her childhood, Sunita dreamed of becoming a world champion, and she worked strenuously towards this end. She has won as many as 20 medals in strength lifting in the last three years.

When her chance came for visiting Bangkok to take part in the world championship, her family had no money. Her father had to take a loan of Rs 1.5 lakh on high rate of interest to send her to Bangkok, where she became the world champion in her category. On returning home, Sunita hoped that the government might give her rewards and assistance, but all her hopes dashed to the ground. Her family had no money to pay the high rate of interest for the loan taken. Due to lockdown due to pandemic last year, her parents lost their jobs, and the family had to live a life of penury.

In my prime time show ‘Aaj Ki Baat’, we showed visuals of her dilapidated house built on village panchayat land. We also arranged an exclusive interaction between her and Union Sports Minister Kiren Rijiju on the show. The minister assured her that he and his ministry would provide her help and guide her in whatever way possible so that she can continue with her sporting career. During the interaction, Sunita told the minister that since strength lifting is not recognized as a sport in Asian Games or Olympics, she failed to get any assistance from the government. She told the minister that she did not opt for weightlifting because it required proper training and better diet, for which she had no money.

Rijiju said that since sports is in the domain of state governments, he would expect state government to provide her assistance. The sports minister said, he loved all types of sports, but since strength lifting is not recognized in Olympics, he was bound by rules. Assistance is given to only those players who win medals in Olympic sports. “In spite of this, I will help Sunita and guide her”, Rijiju promised.

I know Kiren Rijiju is a nice person and he would surely help Sunita Devi in achieving her dreams. People of India love their sportspersons, whether Virat Kohli, or Sania Mirza, or Saina Nehwal or P. V. Sindhu or the boxer M. C. Mary Kom. Players like P.T.Usha made their mark in world sports out of sheer energy and dedication. But when he watch players like Sunita Devi failing to achieve their dreams, we feel sad. We must not let them lose hope and help poor players like Sunita Devi with whatever assistance that we can provide.

पिछले कई दिनों से कोरोना वायरस को लेकर जो आंकड़े आ रहे हैं वो राहत देने वाले हैं। मार्च-अप्रैल में कोरोना महामारी की दूसरी लहर जितनी तेज़ी से ऊपर आई थी, उतनी ही तेजी से नीचे जा रही है। जरा याद कीजिए वो दिन जब रोजाना 4 लाख नए केस सामने आते थे। अब यह आंकड़ा तेजी से नीचे गिरकर 67 हजार तक पहुंच गया है। अस्पतालों में अब कोरोना मरीजों के लिए बेड, ऑक्सीजन की कमी नहीं है। आईसीयू में भी जगह उपलब्ध है। इतना ही नहीं कोरोना से होने वाली मौतों की संख्या भी लगातार कम हो रही है। याद कीजिए वो वक्त जब एक दिन में 4-4 हज़ार लोगों की मौत की खबर आती थी, जब श्मशानों और कब्रिस्तानों में जगह कम पड़ने लगी थी। अब हालात काबू में है और पिछले 24 घंटे में मरनेवालों की संख्या घटकर 2, 330 हो गई है।

एक कड़वा सच ये है कि जब महामारी पीक पर थी उस दौरान लोगों ने इतना बुरा वक्त देखा कि उनके मन में आज भी कोरोना को लेकर खौफ़ है। कोई इसके बारे में बात नहीं करना चाहता। देश में लोग अब तीसरी लहर की आशंका जता रहे हैं। लोगों को डर है कि अगर तीसरी लहर आई बच्चों पर इसका ज्यादा असर होगा। लोग पूछते है कि बच्चों के लिए तो वैक्सीन भी नहीं है ऐसे में हम उन्हें कैसे बचाएंगे? इसे लेकर एम्स और WHO के सीरो सर्वे का दिलचस्प रिजल्ट आया है। यह सर्वे डब्ल्यूएचओ के सहयोग से एम्स द्वारा पांच राज्यों में 10 हजार प्रतिभागियों के बीच किया गया।

इस सीरो सर्वे में यह पाया गया कि 2 से 17 साल की उम्र के बच्चों पर कोरोना वायरस की तीसरी लहर का कोई खास असर नहीं पड़ेगा। क्योंकि इस तरह का कोई सांख्यिकीय प्रमाण नहीं है कि इस आयु वर्ग के बच्चे खासतौर से तीसरी लहर की चपेट में आ सकते हैं। डब्ल्यूएचओ के लिए एम्स द्वारा किए गए सीरो सर्वे ने भारत में संभावित तीसरी लहर के बारे में इन आशंकाओं को दूर कर दिया है। 15 मार्च से 10 जून तक दिल्ली की पुनर्वास कॉलोनियों, फरीदाबाद, भुवनेश्वर ग्रामीण, गोरखपुर ग्रामीण और अगरतला ग्रामीण क्षेत्रों में यह सर्वे किया गया था।

गुरुवार रात अपने प्राइम टाइम शो ‘आज की बात’ में मैंने इस सीरो सर्वे के बारे में एम्स के डायरेक्टर डॉ. रणदीप गुलेरिया से बात की। डॉ. गुलेरिया ने जोर देकर कहा, ‘तीसरी लहर में बच्चों के अधिक प्रभावित होने की संभावना नहीं है, क्योंकि सीरो सर्वे से पता चला कि बच्चों में 18 वर्ष से अधिक उम्र के वयस्कों के समान एंटीबॉडी हैं। उन्होंने कहा, इसका मतलब है कि 50 से 60 प्रतिशत बच्चों में पहले से ही कोरोना का संक्रमण था। इसलिए ये संभावना कम है कि अगर तीसरी लहर आती तो इस दौरान वे ज्यादा प्रभावित होंगे। डॉ. गुलेरिया ने बताया, ‘हमें इस बात से चिंतित नहीं होना चाहिए या घबराना नहीं चाहिए कि तीसरी लहर बच्चों को और भी ज्यादा प्रभावित करेगी।’

एम्स के डायरेक्टर ने बताया कि दूसरी लहर के दौरान जिन लोगों की कोविड इंफेक्शन पकड़ में नहीं आई या फिर जिन्होंने टेस्ट नहीं कराया उनमें भी एंटीबॉडी थे। इसका मतलब ये हुआ कि वे वायरस से संक्रमित थे, लेकिन उन्हें हल्का संक्रमण था। डॉ.गुलेरिया ने कहा, ‘ऐसे लोगों के दोबारा संक्रमित होने की संभावना कम है।’ उन्होंने कहा कि इस सीरो सर्वे के मुताबिक कुछ इलाकों में 80 प्रतिशत से अधिक लोगों में एंटीबॉडी पाए गए। डॉ. गुलेरिया ने कहा कि उनका मानना है कि संभावित तीसरी लहर के दौरान दूसरी लहर के मुकाबले ज्यादा मामले नहीं आएंगे। उन्होंने कहा कि तीसरी लहर से बचने के लिए लोग कोरोना को लेकर लापरवाही नहीं बरतें। डॉ. गुलेरिया ने ये भी समझाया कि अभी भी मास्क, दो गज की दूरी, बार-बार हाथ धोना जरूरी है। उन्होंने कहा कि कोरोना को लेकर जो भी प्रोटोकॉल बार-बार बताया गया है, उसका पालन करें।

बच्चों के लिए वैक्सीन के मुद्दे पर एम्स प्रमुख ने कहा, ‘फाइजर वैक्सीन को मंजूरी दे दी गई है, जबकि अन्य वैक्सीन के ट्रायल चल रहे हैं।’ उन्होंने कहा कि इन ट्रायल्स के आंकड़े सितंबर तक प्रकाशित हो जाएंगे। डॉ. गुलेरिया ने भोपाल और कुछ अन्य जगहों पर पाए गए डेल्टा प्लस वैरिएंट के बारे में भी बताया। उन्होंने कहा कि यह वायरस का नया म्यूटेंट है। उन्होंने बताया कि कोरोना के नए वेरिएंट डेल्टा प्लस को अभी तक घातक नहीं कहा जा सकता, इस पर नजर रखी जा रही है। अबतक कोई ऐसा डेटा सामने नहीं आया है जिससे ये पता चलता हो कि यह ज्यादा गंभीर है।

एम्स डायरेक्टर ने बताया कि मार्च से मई तक दूसरी लहर के दौरान कोरोना के मामलों में वृद्धि सख्त लॉकडाउन के बाद ही घटी। उन्होंने लोगों से अपील की कि वे कोरोना की वैक्सीन जरूर लगवाएं, क्योंकि लगभग सभी टीके प्रभावी पाए गए हैं। कोई खास वैक्सीन ही सबसे ज्यादा सुरक्षित है, इसे साबित करने के लिए कोई स्टडी नहीं हुई है। उन्होंने कहा, इस समय मौजूद सभी वैक्सीन प्रभावी हैं, और इन टीकों के प्रभावी होने की क्षमता में थोड़ा-बहुत अंतर हो सकता है।

कोविशील्ड वैक्सीन की डोज के बीच के अंतर के मुद्दे पर डॉ. गुलेरिया ने कहा, जिन लोगों को पहली डोज के 12 सप्ताह बाद दूसरी डोज दी गई उनमें पहली डोज के 4 सप्ताह बाद दूसरी डोज लेने वालों की तुलना में ज्यादा एंटीबॉडी पाए गए। उन्होंने कहा कि वायरस और महामारी को हराने के लिए वैक्सीन ही एकमात्र हथियार है।

इस बीच, मध्य प्रदेश के भोपाल में जिस 64 वर्षीय महिला में कोरोना के डेल्टा-प्लस वैरिएंट का पहला मामला पाया गया वो अब ठीक है। यह देश में पाया गया सातवां डेल्टा-प्लस वैरिएंट केस है। कॉन्ट्रैक्ट ट्रेसिंग में 20 लोगों का पता चला है, जिनका गुरुवार को टेस्ट किया गया। महिला का सैंपल 25 दिन पहले लिया गया था, और 16 सैंपल जीनोम सीक्वेंसिंग और अन्य विश्लेषण के लिए आईसीएमआर भेजे गए हैं। यह महिला 23 मई को कोरोना पॉजिटिव पाई गई जबकि इससे पहले ही उसने वैक्सीन की दोनों डोज ले ली थी।

स्वास्थ्य विभाग के अधिकारियों ने कहा कि महिला के घर के आसपास चमगादड़ भी रहते थे और वे अक्सर खुले दरवाजों और खिड़कियों के पास लटके रहते थे। इतना ही नहीं ये चमगादड़ महिला के आंगन में बिखरे जामुन भी खाते थे। अब सैंपल्स को आगे के विश्लेषण के लिए भेजा गया है। कोरोना के नए डेल्टा-प्लस वैरिएंट में K417N नाम का नया म्यूटेशन है।

देश में कोरोना के डेल्टा प्लस वैरिएंट से संक्रमित सात लोग पाए गए हैं जबकि नेपाल, कनाडा, जर्मनी, रूस, स्विट्जरलैंड, पोलैंड, अमेरिका और पुर्तगाल जैसे देशों में इस वैरिएंट से 150 से ज्यादा लोग संक्रमित हुए हैं। नीति आयोग के सदस्य डॉ. वी के पॉल के अनुसार, SARS-Cov-2 वायरस के वैरिएंट म्यूटेट करते हैं, लेकिन इस समय भारत में यह चिंता का विषय नहीं है। डॉक्टर और वैज्ञानिक अलर्ट हैं और जरूरी एहतियाती कदम उठाए जा रहे हैं।

वैज्ञानिक इस वायरस को लेकर अपना काम कर रहे हैं, उन्हें अपना काम करने दें। मैं एक बार फिर सभी से अपील करता हूं कि जल्द से जल्द वैक्सीन लगवाएं। हर वक्त कोविड के प्रोटोकॉल का पालन करें। सोशल डिस्टेंसिंग बनाए रखें, बार-बार हाथों को धोते रहें और सार्वजनिक स्थानों पर मास्क जरूर लगाएं।

The steady decline in number of Covid-19 cases in India is surely a matter of relief. The second wave of the pandemic that struck India in March-April is now declining fast. Think of those days when more than 4 lakh new cases were being reported daily. This has now declined to roughly 67,000. Beds, oxygen, ICUs are now available in hospitals for Covid patients. The number of Covid-related deaths is also declining. Think of those days when daily more than four thousand deaths used to take place, and there was no space available in crematoriums and burial grounds. But now, in the last 24 hours, the number of deaths has declined to 2,330.

The bitter truth is that people still fear those days when the pandemic was at its peak. Most of them do not even want to talk about it. People in India are now anticipating a third wave. They fear whether the third wave will target children. No vaccines are available for children. A sero survey conducted among 10,000 participants across five states by AIIMS in collaboration with WHO, has shown interesting results.

The interim findings of the ongoing sero survey say that there is no statistical evidence to show that children in the 2-17 years age group are especially vulnerable to a potential third wave. The sero survey conducted by AIIMS for WHO has allayed apprehensions regarding a potential third wave in India disproportionately affecting children below the age of 17 years. The survey was conducted in Delhi resettlement colonies, Faridabad, Bhubaneswar rural, Gorakhpur rural and Agartala rural areas from March 15 to June 10.

I spoke to AIIMS director Dr Randeep Guleria on my prime time show ‘Aaj Ki Baat’ on Thursday night about this sero survey. Dr Guleria emphatically said, the third wave is unlikely to affect children more, as the sero survey showed children had as much antibodies as adults above the age of 18. This, he said, means that 50 to 60 per cent children already had Covid infection earlier, therefore the chances are less that they will be more vulnerable during the third wave, if it comes. “We should not be worried or be in a panic that the third wave will hit children more”, Dr Guleria told me.

The AIIMS chief pointed out that during the second wave, those who did not catch Covid infection or got themselves tested, too had antibodies, which means they were infected with the virus, but had a mild infection. “There are fewer chances of them getting infected again”, Dr Guleria said. He said, in some areas, over 80 per cent people were found to have antibodies, according to the sero survey. Dr Guleria said he was of the view that there will not be as many cases during the potential third wave, compared to the surge in cases reported during the second wave. To avoid the third wave, he said, every person has to follow Covid appropriate behaviour, which is essential.

On vaccines being developed for children, the AIIMS chief said, Pfizer vaccine has been given clearances, while trials of other vaccines are also under way. These trial data will be published by September, he added. Dr Guleria also spoke about some cases of Delta-plus variant, a new mutant, reported from Bhopal and some other places. He said, it is a variant of interest, but the numbers are not a concern for us at the moment. The study on Delta-plus variant is still underway, and no such data have emerged to declare that it is more serious.

The AIIMS director pointed out that the surge in Covid cases during the second wave from March to May, declined only after strict lockdowns were imposed in metros and states. He appealed to people to get themselves vaccinated with any approved Covid vaccine that was available, because almost all the vaccines have proved effective. There is no study to prove that a particular vaccine is the safest, he said, adding, all the vaccines available at the moment are more or less effective.

On the issue of gap between Covishield doses, Dr Guleria said, people who received the second dose of Covishield 12 weeks after the first dose had more antibodies in comparison to those who took their second dose 4 weeks after the first one. Vaccine, he said, is the only weapon to defeat the virus and the pandemic.

Meanwhile, the first case of Delta-plus Covid variant in MP has been detected in Bhopal in a 64-year-old woman, who has since recovered. This is the seventh Delta-plus case detected in India. Contact tracing has led to 20 people, who were tested on Thursday. The woman’s sample was taken 25 days ago, and 16 samples have been sent to ICMR for genome sequencing and other analysis. The woman had already taken two doses of vaccine when she was tested positive on May 23.

Health officials said there were several bats living near her residence, and they often used to swing in through open doors and windows. The bats used to eat berries scattered in the woman’s courtyard. Sample have been sent for further analysis. The new Delta-plus variant has a new mutation named K417N.

While seven persons in India were infected by this Delta-plus variant, more than 150 people have been infected by this same variant in countries as diverse as Nepal, Canada, Germany, Russia, Switzerland, Poland, USA and Portugal. According to Dr V K Paul, member, NITI Aayog, variants of SARS-Cov-2 virus do mutate, but this is not a point of concern in India at this moment. Doctors and scientists are alert, and necessary precautionary measures are being taken.

Let the scientists carry on with their job. I would again appeal to all to get yourself vaccinated at the earliest, and, as Dr Randeep Guleria advised, please practise Covid appropriate behaviour at all times. This includes, maintaining social distancing, frequent washing of hands and wearing of proper masks when you move around in public places.

बुधवार को जब मैंने कोवैक्सीन के टीके से जुड़ी खबर पढ़ी तो मैं चौंक गया। यह खबर निश्चित तौर पर टीका लगवाने को तैयार लोगों के मन में डर और आशंका पैदा करने वाली थी। कांग्रेस पार्टी के सोशल मीडिया विंग को संभालने वाले गौरव पांधी ने एक वीडियो में आरोप लगाया था कि कोवैक्सिन में गाय नवजात बछड़े के खून का इस्तेमाल किया जाता है। उन्होंने ट्विटर पर दावा किया कि वैक्सीन बनाने में 20 दिन के बछड़े के खून का इस्तेमाल किया जाता है और बछड़े को मार दिया जाता है। उन्होंने लिखा कि यह जघन्य है।

गौरव के इस बयान ने वैज्ञानिकों को भी चौंका दिया और हेल्थ मिनिस्ट्री के कान खड़े कर दिए। कांग्रेस के प्रवक्ता पवन खेड़ा ने इस मामले पर सरकार से जवाब मांगा जिसके बाद केंद्रीय स्वास्थ्य मंत्रालय ने बयान जारी किया। वैज्ञानिकों ने भी तुरंत प्रतिक्रिया देते हुए आरोपों को बेबुनियाद बताया। उन्होंने कहा कि वैक्सीन में गाय के बछड़े का सीरम होने की बात सरासर झूठ है। कोवैक्सीन के निर्माता भारत बायोटेक ने भी एक बयान जारी कर आरोप को सिरे से खारिज कर दिया। भारत में पहले ही कई लोग वैक्सीन लगवाने में हिचकिचा रहे हैं, और वैज्ञानिकों को इस बात की चिंता थी कि यह नया आरोप लोगों के मन में और ज्यादा डर पैदा कर सकता है। चूंकि मामला गंभीर था, इससे टीकाकरण पर असर पड़ सकता था और लोगों के मन में डर पैदा हो सकता था, इसलिए मैंने एक-एक करके इस मामले से जुड़ा सारा सच आपके सामने रखने का फैसला किया।

गौरव पांधी कोई आम आदमी नहीं हैं। वह कांग्रेस की डिजिटल कम्युनिकेशन और सोशल मीडिया टीम के नेशनल कोऑर्डिनेटर हैं। वह राहुल गांधी के हर ट्वीट को फैलाने का काम करते हैं। बुधवार को गौरव पांधी ने पांधी ने कोवैक्सिन में नवजात बछड़े के सीरम की मौजूदगी को लेकर एक के बाद एक कई ट्वीट किए। उन्होंने अपने ट्वीट में एक RTI के जरिए मिले एक जवाब को टैग किया। गौरव पांधी ने ट्विटर पर लिखा, ‘एक आरटीआई के जवाब में, मोदी सरकार ने स्वीकार किया है कि कोवैक्सिन में नवजात बछड़े का सीरम होता है, यह जघन्य है! यह जानकारी पहले सार्वजनिक की जानी चाहिए थी।’ एक अन्य ट्वीट में उन्होंने एक रिसर्च डॉक्युमेंट शेयर किया जिसमें इस बात की जानकारी दी गई थी कि बछड़े का सीरम कैसे निकाला जाता है।

रिसर्च डॉक्युमेंट में लिखा है, ‘नवजात बछड़े का सीरम 20 दिन से कम उम्र के स्वस्थ बछड़े के खून के थक्के का तरल अंश होता है, जिसे बछड़े को मारकर प्राप्त किया जाता है। इसे पूर्व और/या पोस्टमॉर्टम इंस्पेक्शन के जरिए मानव उपभोग के लिए उपयुक्त माना जाता है। इसे मूल देश के सक्षम प्राधिकारी द्वारा जांचे किए गए बूचड़खानों में एकत्र किया जाता है। इसमें किसी तरह के डिलीशन या ऐडिशन (प्रिजर्वेटिव सहित) की अनुमति नहीं है।’

गौरव पांधी अपने ट्वीट्स के राजनीतिक और धार्मिक असर के बारे में अच्छी तरह जानते हैं। उन्हें पता है कि उनके आरोप कोविड की वैक्सीन को लेकर लोगों के मन में डर और आशंका पैदा कर सकते हैं। जब लोग उनके ट्वीट्स को रिट्वीट करने लगे. तब कोवैक्सीन की निर्माता कंपनी भारत बायोटेक अपने बयान के साथ सामने आई। भारत बायोटेक ने कहा, ‘कोवैक्सीन टीके में किसी तरह का सीरम नहीं है। वायरल टीकों को तैयार करने के लिए गाय के बछड़े के सीरम का इस्तेमाल किया जाता है, लेकिन इनका इस्तेमाल सेल्स की ग्रोथ के लिए होता है। सार्स सीओवी-2 वायरस की ग्रोथ या फाइनल फॉर्मूले में इसका इस्तेमाल नहीं हुआ है। कोवैक्सीन पूरी तरह से शुद्ध वैक्सीन है, जिसे सभी अशुद्धियों को हटाकर तैयार किया गया है।’

कोवैक्सीन में काफ सीरम को लेकर जब अफवाहें फैलने लगीं, लोग सोशल मीडिया पर तरह-तरह के सवाल पूछने लगे तो हेल्थ मिनिस्ट्री ने एक बयान जारी किया। स्वास्थ्य मंत्रालय ने कहा, ‘फाइनल वैक्सीन (कोवैक्सीन) में नवजात बछड़े का सीरम बिलकुल नहीं होता है और काफ सीरम फाइनल वैक्सीन प्रॉडक्ट का घटक नहीं है।’ मंत्रालय ने कहा, नवजात बछड़ा सीरम का इस्तेमाल केवल वैक्सीन के लिए वेरो कोशिकाओं को तैयार करने में किया जाता है। गोजातीय और अन्य जानवरों के सीरम का उपयोग आम है और पोलियो, रैबीज और इन्फ्लूएंजा जैसी अन्य बीमारियों की वैक्सीन में कई दशकों से इसका इस्तेमाल हो रहा है।

इसमें कहा गया, ‘जब वैज्ञानिक किसी लैब में वायरस विकसित करते हैं, तो वे उन्हीं स्थितियों को रीक्रिएट करने की कोशिश करते हैं जो मानव शरीर में पाई जाती हैं। ऐसा करने के लिए वे चीनी, नमक और विभिन्न तरह के मांस के अर्क के घोल का इस्तेमाल करते हैं। वे वेरो कोशिकाओं का इस्तेमाल करना शुरू करते हैं, जो कि अफ्रीकी हरे बंदर के गुर्दे की कोशिकाएं हैं। इन वेरो कोशिकाओं का इस्तेमाल जेनेटिकली इंजीनियर्ड वायरस विकसित करने के लिए एक वेक्टर के रूप में किया जाता है।’

बयान में कहा गया, ‘चूंकि वायरस किसी होस्ट के बिना नहीं रह सकते, ये कोशिकाएं उन्हें बढ़ने में मदद करती हैं। न्यूबॉर्न काफ सीरम से छुटकारा पाने के लिए इन कोशिकाओं को कई बार पानी और केमिकल्स से धोया जाता है। फिर उनका इस्तेमाल वैक्सीन को विकसित करने के लिए किया जाता है। इस प्रक्रिया के दौरान, जब वायरस को इसमें इंजेक्ट किया जाता है, वेरो कोशिकाएं भी नष्ट हो जाती हैं। बाद में SARS-CoV-2 वायरस को भी मार दिया जाता है (निष्क्रिय किया जाता है) और शुद्ध किया जाता है, ताकि टीका लगवाने वाले व्यक्ति में संक्रमण की कोई संभावना न रहे।’

कोवैक्सीन को लेकर जो सवाल उठाए गए उनके बारे में बीजेपी प्रवक्ता संबित पात्रा ने बड़ी सफाई से जवाब दिया। पात्रा ने आरोप लगाया कि कांग्रेस पार्टी राष्ट्रव्यापी टीकाकरण अभियान को पटरी से उतारने की कोशिश कर रही है। उन्होंने आरोप लगाया कि भारत में स्वदेशी रूप से विकसित एक कोविड वैक्सीन पर सवाल उठाकर कांग्रेस ‘पाप’ कर रही है। संबित पात्रा एक डॉक्टर हैं और उन्होंने वैक्सीन बनाने की पूरी प्रक्रिया के बारे में बताया। उन्होंने बताया कि कैसे वेरो कोशिकाओं को बनाने के लिए बोवाइन सीरम का इस्तेमाल किया जाता है, जो की वैक्सीन के निर्माण में सबसे जरूरी चीज है।

हमने इस फील्ड में वायरोलॉजी और जेनेटिक्स के विशेषज्ञों से बात की। ICMR (इंडियन काउंसिल ऑफ मेडिकल रिसर्च) के पूर्व महानिदेशक डॉक्टर एन. के. गांगुली ने जोर देकर कहा कि फाइनल प्रॉडक्ट में, यानी कि कोरोना के टीके में, बछड़े का सीरम नहीं है। सारा विवाद इसलिए खड़ा हुआ क्योंकि गौरव पांधी ने आरोप लगाया था कि वैक्सीन बनाने के लिए (20 दिन से कम उम्र के) नवजात बछड़े को मार दिया जाता है। जब हमने यही सवाल डॉक्टर गांगुली से किया, तो उन्होंने जवाब दिया कि नवजात बछड़े से सीरम निकाला जा सकता है और इसके लिए उसे मारना जरूरी नहीं है।

अदालती भाषा में एक लैटिन कहावत है, ‘सप्रेसियो वेरी, सजेसियो फाल्सी”, जिसका अर्थ है कि आप सच को दबाइए और फिर गलत चीज का सुझाव दीजिए। कांग्रेस के सोशल मीडिया कोऑर्डिनेटर ने कोवैक्सीन टीके में न्यूबॉर्न काफ सीरम के होने को लेकर पूरी तरह से एकतरफा और गलत धारणा फैलाने के लिए तथ्यों को तोड़-मरोड़ कर पेश किया। स्वास्थ्य मंत्रालय और भारत बायोटेक कंपनी के बयानों से उस प्रक्रिया के बारे में पूरे विस्तार से पता चलता है जिसमें नवजात बछड़े के सीरम का इस्तेमाल न केवल कोविड के टीकों के लिए, बल्कि पोलियो, रेबीज और इन्फ्लूएंजा के टीकों के लिए भी किया जाता है। दोनों इस बात को जोरदार तरीके से खारिज करते हैं कि फाइनल प्रॉडक्ट में काफ सीरम मौजूद है।

कांग्रेस कोऑर्डिनेटर अच्छी तरह से समझते हैं कि भारत जैसे विशाल देश में जहां 85 प्रतिशत से भी ज्यादा लोग गायों की पूजा करते हैं और गोहत्या को वर्जित मानते हैं, इस तरह के आरोपों का असर बहुत बड़ा होगा। गोहत्या एक संवेदनशील मुद्दा है और यह कहना कि कोविड का टीका बनाने की प्रक्रिया में नवजात बछड़े के सीरम का इस्तेमाल किया जाता है, निश्चित रूप से लाखों हिंदुओं की भावनाओं को आहत कर सकता है।

ऐसी बातें कहकर गौरव पांधी ने लाखों भारतीयों के दिल में वैक्सीन को लेकर शक पैदा करने की कोशिश की। मैं तो कहूंगा कि कांग्रेस पार्टी के नेशनल सोशल मीडिया कोऑर्डिनेटर ने घोर पाप किया है। उन्होंने लाखों हिंदुओं के मन में ऐसा डर पैदा करने की कोशिश की है जो बहुत खतरनाक हो सकता है। उनका ये कहना कि कोवैक्सीन में गाय के नवजात बछड़े का कोई अंश होता है, महापाप है। स्वास्थ्य मंत्रालय की सफाई के बावजूद गौरव पांधी अपने ट्वीट को लेकर अड़े हुए हैं। कांग्रेस के वरिष्ठ नेताओं को उनके ट्वीट में कम्युनल ऐंगल का एहसास हुआ और पांधी को ट्वीट डिलीट करने के लिए कहा गया, लेकिन उन्होंने ऐसा नहीं किया। आखिरकार, ट्विटर ने इन आपत्तिजनक ट्वीट्स को पोस्ट करने के लिए उनके अकाउंट को ब्लॉक कर दिया है।

हालांकि कांग्रेस ने पांधी के ट्वीट से खुद को दूर कर लिया है, लेकिन वह उस पार्टी की सोशल डिजिटल मीडिया टीम के चीफ बने हुए हैं, जिसने 70 से भी ज्यादा सालों तक भारत पर राज किया। पांधी ने कांग्रेस पार्टी को शर्मिंदा किया है और लोगों में कोविड के टीके को लेकर अविश्वास के बीज बोने की कोशिश की है। मैं स्वास्थ्य मंत्रालय और भारत बायोटेक द्वारा समय पर प्रतिक्रिया की सराहना करता हूं, जिसके चलते सांप्रदायिक नफरत का बीज फलने-फूलने से पहले ही नष्ट हो गया।

यह पहली बार नहीं है जब कोविड के टीके के बारे में बेबुनियाद अफवाहें फैलाई गई हैं। भारत के दूर दराज के इलाकों, गांवों और कस्बों में जाकर लोगों से बात करने वाले इंडिया टीवी के रिपोर्टर्स ने पाया कि ग्रामीणों के मन में वैक्सीन को लेकर हिचक है। कुछ को तो यह भी डर लगता है कि यदि वे टीका लगवाएंगे तो उनकी मौत हो सकती है। गांव में कैंप लगाने पहुंची वैक्सीनेशन टीम को ग्रामीण दौड़ा लेते हैं। गांव के लोगों को वैक्सीन के असर को समझाने और टीका लगवाने के लिए कन्विंस करने में हेल्थ वर्कर्स को काफी दिक्कतों का सामना करना पड़ता है।

मैं अपने सभी दोस्तों और दर्शकों से लोगों को यह बताने की अपील करूंगा कि काफ सीरम को लेकर गौरव पांधी ने सोशल मीडिया के जरिए जो बात फैलानी चाही, वह सरासर झूठ और बेबुनियाद है। उन्हें लोगों को जरूर बताना चाहिए कि किसी भी कोविड टीके में काफ सीरम या बछड़े का सीरम मौजूद नहीं है। अफवाह फैलाने वालों से सावधान रहें, अफवाहों का प्रसार बंद करें और जल्द से जल्द टीका लगवाएं। इस घातक महामारी से से बचने का सिर्फ यही एक रास्ता है।

I was surprised when I read news about Covaxin vaccine in the media on Wednesday. The news was sure to create fear and confusion in the minds of people who wanted to get themselves vaccinated. Gaurav Pandhi, who looks after the social media wing of Congress party, had in a video alleged that the blood of newborn calf is used in Covaxin. He claimed on Twitter that the blood of a 20-day-old bovine calf is used to make the vaccine and the calf is slaughtered. He described it as heinous.

Medical scientists also took notice of his allegation. The Health Ministry responded after the Congress spokesperson Pawan Khera sought the government’s response. Scientists reacted immediately and said that the charge was baseless. They said, new born calf serum is not present in the vaccine. Bharat Biotech, which manufacturers Covaxin, came with a statement outrightly rejecting the charge. Already, there has been vaccine hesitancy on part of many people in India and scientists were worried whether the fresh charge could create fear in the minds of people. Since the matter was serious, and it could affect vaccination drive and create fear among people, I decided to put all the facts in perspective.

Gaurav Pandhi is no ordinary man. He is the national coordinator of the Digital Communications and Social Media team of Congress party. His job is to circulate every tweet posted by his leader Rahul Gandhi. On Wednesday, Pandhi posted several tweets one by one about the presence of new born calf serum in Covaxin. He tagged an RTI reply to his tweet. He wrote on Twitter: “In an RTI response, Modi govt has admitted that Covaxin consists newborn calf serum.. which is a portion of clotted blood obtained from less than 20 days young cow-calves, after slaughtering them. THIS IS HEINOUS! This information should have been made public before.” In another tweet, he shared a research document that gave details on how calf serum is obtained.

The research document says, “Newborn calf serum is the liquid fraction of clotted blood derived from healthy, slaughtered bovine calves aged less than 20 days, deemed fit for human consumption through ante- and/or post-mortem inspection. It is collected in abattoiris inspected by the competent authority of the country of origin. There are no deletions or additions (including preservatives) allowed.”

Gaurav Pandhi knew the political and religious ramifications of his tweets. He knew that his charge could create fear and confusion over Covid vaccines in the mind of people. When people started retweeting his tweets, the manufacturer of Covaxin, Bharat Biotech came out with its statement. Bharat Biotech said, “Covaxin vaccine itself does not contain any serum. New born calf serum is used in manufacturing vaccines all over the world. But the calf serum are present in the vaccines administered to humans. New born calf serum is used for the growth of cells, but is neither used in the growth of SARS-CoV-2 virus nor in the final formulation. COVAXIN is highly purified to contain only the inactivated virus components by removing all other impurities.”

When rumours spread on social media and questions were raised about vaccines, the Health Ministry came out with its statement. The Health Ministry said, “The final vaccine (COVAXIN) does not contain newborn calf serum at all and the calf serum is not an ingredient of the final vaccine product.” The ministry said, newborn calf serum is used only in the preparation of Vero cells for the vaccine. The use of bovine and other animal serums is common and this has been prevalent while producing many vaccines for other diseases like polio, rabies and influenza.

“When scientists grow viruses in a lab, they try to recreate the same conditions that are found in a human body. They use solutions of sugar, salts, and various meat extracts to make that possible. They start using Vero cells, which are kidney cells taken from African green monkey. These Vero cells are used as a vector to grow genetically engineered viruses.

“Since viruses cannot live without a host, these cells help them grow. These cells are washed with water and chemicals multiple times to get rid of the newborn calf serum. They are then used to develop the vaccine. During this process, the Vero cells are also destroyed when the virus is injected into it. Later the SARS-CoV-2 virus is also killed (deactivated) and purified, so there is no chance of infection for a person being vaccinated”, the statement said.

BJP spokesperson Sambit Patra alleged that the Congress party was trying to derail the nationwide vaccination drive. He alleged that the Congress was committing a “sin” by questioning a Covid vaccine developed indigenously in India. Sambit Patra is a doctor, and he explained the entire process involved in the making of a vaccine. He pointed out how bovine serum is used to create Vero cells, which hold the key to the making of a vaccine.

We spoke to virology and genetics experts in the field. Dr N K Ganguly, former director general of ICMR (Indian Council of Medical Research) emphatically said that calf serum is not present in the final product, that is the Covid vaccine. The entire controversy arose because Gaurav Pandhi had alleged that new born calf (less than 20 days old) are slaughtered to make the vaccine. When he posed the same question to Dr Ganguly, he replied that serum could be taken from a new born calf, and it was not necessary to slaughter the animal.

There is a Latin saying in court language, “suppressio veri, suggestio falsi”, which means you suppress one part and then make a false suggestion. The Congress social media coordinator twisted facts to convey a completely lopsided and incorrect impression: about newborn calf serum being present in Covaxin vaccine. The Health Ministry and Bharat Biotech company’s statements amply describe the process in which new born calf serum is used, not only for Covid vaccines, but also for polio, rabies and influenza vaccines. Both emphatically reject the assertion that calf serum is present in the final product.

The Congress coordinator fully understands that in a vast country like India where more than 85 per cent people worship cows and consider cow slaughter as taboo, levelling such an allegation has big ramifications. Cow slaughter is a sensitive issue and by revealing that new born calf serum is used in the process of making Covid vaccine will surely hurt the feelings of millions of Hindus.

By doing so, Gaurav Pandhi has fuelled suspicions about Covid vaccines among millions of Indians. I would rather say that the national social media coordinator of Congress party has committed a grave sin. He tried to create fear in the minds of millions of devout Hindus. This could have dangerous repercussions. Despite clarifications from the Health Ministry, Gaurav Pandhi stood by his tweets. Senior Congress leaders realized the communal angle in his tweets and Pandhi was asked to delete, but he did not. Ultimately, Twitter has blocked his account for posting these objectionable tweets.

Though the Congress has distanced itself from Pandhi’s tweets, he continues to head the social digital media team of a party, that ruled India for more than 70 years. Pandhi has embarrassed the Congress party and has sought to sow seeds of mistrust among people about Covid vaccines. I appreciate the timely response from the Health Ministry and Bharat Biotech, which has nipped the seeds of communal hate in the bud.

This is not the first time that baseless rumours about Covid vaccines were floated. Already India TV reporters who visited many villages in the vast hinterland of India, have found villagers unwilling to take the vaccine. Some even fear that they may die if they take the vaccine. Villagers have been chasing away vaccination teams when then reach the villages to set camps. It has been a tough job for health workers to convince villagers about the efficacy of Covid vaccines.

I would appeal to all our friends and viewers to tell people that the unnecessary confusion about calf serum that Gaurav Pandhi sought to spread through social media, is completely baseless. They must tell people that calf serum is not present in any of the Covid vaccines. Beware of rumour mongers, stop circulation of rumours and get yourself vaccinated soon. This is the only way out for all of us from this deadly pandemic.

गाजियाबाद के पास लोनी में 72 साल के एक मुसलमान बुजुर्ग की पिटाई करने और दाढ़ी काटने का वीडियो मंगलवार को सोशल मीडिया पर वायरल हुआ। इस वीडियो के वायरल होते ही सोशल मीडिया पर हंगामा मच गया और तरह-तरह की बातें होने लगीं। आरोप लगाया गया कि हमलावरों ने बुजुर्ग को ‘जय श्री राम’ और ‘वंदे मातरम्’ बोलने के लिए मजबूर किया। स्थानीय पुलिस ने दावा किया कि बुजुर्ग की पिटाई का यह वीडियो 5 जून का है। वीडियो में कुछ लोग मुस्लिम बुजुर्ग को लाठियों से पीटते और लात मारते दिखाई देते हैं। एक आरोपी बुजुर्ग को लात मारकर गिराता है, जिसके बाद एक दूसरा शख्स कैंची लेकर उनकी दाढ़ी काट देता है।

यह वीडियो घटना के 10 दिन बाद मंगलवार को ट्विटर पर सामने आया। वीडियो पोस्ट करने वालों ने आरोप लगाया कि कुछ हिंदुओं ने गाजियाबाद के लोनी बॉर्डर से बुजुर्ग मुसलमान को पकड़कर पीटा और उनकी दाढ़ी काट दी। कुछ लोगों ने आरोप लगाया कि बुजुर्ग को ‘जय श्री राम’ बोलने के लिए मजबूर किया। हमारे रिपोर्टर पवन नारा ने गाजियाबाद पुलिस के सीनियर अफसरों से बात की तो दूध का दूध और पानी का पानी हो गया।

जिन बुजुर्ग शख्स के साथ मारपीट हुई उनका नाम अब्दुल समद सैफी है। वह बुलंदशहर जिले के अनूपशहर के रहने वाले हैं। बुजुर्ग का कहना है कि वह दिल्ली-यूपी लोनी बॉर्डर आए थे, और वहीं से उन्हें ऑटो में किडनैप कर लिया गया। उनको किडनैप करने वाले लोग उन्हें नहर के रास्ते जंगल में ले गए, जहां एक कमरे में बंद करके उनको पीटा गया, लात मारी गई और उनकी दाढ़ी काट दी गई। उन्होंने आरोप लगाया कि उनसे जबरदस्ती ‘जय श्री राम’ बुलवाने की कोशिश की गई। बुजुर्ग ने अपनी पीठ पर मारपीट के निशान भी दिखाए। जब वह सारी घटना के बारे में बता रहे थे तो उनकी आंखों में आंसू थे।

गाजियाबाद पुलिस ने तुरंत इस घटना का संज्ञान लिया और बुजुर्ग की ओर से FIR के बाद मामले की जांच शुरू की। पहले वीडियो को वेरीफाई किया और फिर उसमें नजर आए आरोपियों की धरपकड़ शुरू की। पुलिस ने मारपीट के मुख्य आरोपी परवेश गुर्जर को गिरफ्तार कर लिया, जिसने अपने साथियों आरिफ, आदिल, मुशाहिद, कल्लू और पोली का नाम लिया। इनमें से आदिल और कल्लू को भी पुलिस ने गिरफ्तार कर लिया। पुलिस के मुताबिक, सारा मामला 5 जून 2021 का है और बुजुर्ग ने 2 दिन बाद 7 जून को FIR दर्ज कराई। हालांकि बुजुर्ग ने कहा था कि वह हमलावरों को नहीं जानते हैं, पुलिस का कहना है कि यह बात सही नहीं है। अब्दुल समद सैफी पहले से ही इन आरोपियों को जानते थे और परवेश गुर्जर के कहने पर ही अनूपशहर से लोनी बॉर्डर पर उसके गांव आए थे।

गाजियाबाद ग्रामीण के एसपी ने बताया कि अब्दुल समद सैफी ताबीज बनाकर बेचते थे। उन्होंने अपने ताबीज परवेश गुर्जर और कुछ अन्य गांववालों को बेचे थे। परवेश के परिवार को लगता था कि जादू-टोना वाले ताबीज से परिवार को नुकसान पहुंच रहा है। पुलिस के मुताबिक, परवेश और उसके दोस्तों ने तब अब्दुल समद को सबक सिखाने का फैसला किया और उनको किडनैप कर लिया। पुलिस ने इस घटना को लेकर किसी भी तरह के कम्युनल ऐंगल से इनकार किया और कहा कि यह एक क्रिमिनल केस है।

आरोपियों ने जिस तरह का सलूक बुजुर्ग के साथ किया, उसे जायज नहीं ठहराया जा सकता। किसी भी सभ्य समाज में इस तरह के अपराध की इजाजत नहीं है। मुख्य आरोपी परवेश गुर्जर और अब्दुल समद एक दूसरे को जानते थे, और इसमें कोई कम्युनल ऐंगल नहीं था। अब्दुल समद ने कहा कि उन्हें ‘जय श्री राम’ कहने के लिए मजबूर किया गया था, लेकिन कहानी में यह ऐंगल आखिर जुड़ा कैसे? हमारे रिपोर्टर को घटना के 2 दिन बाद 7 जून को अब्दुल समद का एक और वीडियो मिला जिसमें वह समाजवादी पार्टी के एक स्थानीय नेता उम्मैद पहलवान से बातचीत करते हुए नजर आ रहे हैं। उम्मैद पहलवान ने ही अब्दुल समद को इसमें ‘जय श्री राम’ का ऐंगल जोड़ने के लिए कहा था।

मंगलवार को, अब्दुल समद की दाढ़ी कटने का वीडियो सोशल मीडिया पर आने के तुरंत बाद AIMIM चीफ असदुद्दीन ओवैसी ने कहा: ‘दाढ़ी काटने से हम दाढ़ी खत्म नहीं करेंगे, और लंबी दाढ़ी रखेंगे।’ उन्होंने आरोप लगाया कि हमलावर हिंदुत्व की विचारधारा के हैं और हिंदुवादी गुंडे मुसलमानों से जीने का हक छीन रहे हैं।

इसके बाद कांग्रेस नेता राहुल गांधी के ट्वीट की बारी थी: ‘मैं ये मानने को तैयार नहीं हूँ कि श्रीराम के सच्चे भक्त ऐसा कर सकते हैं। ऐसी क्रूरता मानवता से कोसों दूर है और समाज व धर्म दोनों के लिए शर्मनाक है।’

राहुल गांधी के ट्वीट का खुद उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने जवाब दिया: ‘प्रभु श्री राम की पहली सीख है- ‘सत्य बोलना’ जो आपने कभी जीवन में किया नहीं। शर्म आनी चाहिए कि पुलिस द्वारा सच्चाई बताने के बाद भी आप समाज में जहर फैलाने में लगे हैं। सत्ता के लालच में मानवता को शर्मसार कर रहे हैं। उत्तर प्रदेश की जनता को अपमानित करना, उन्हें बदनाम करना छोड़ दें।’

योगी आदित्यनाथ ने बेहद सख्त बात कही है। स्थानीय एसपी ने इस वीडियो को सर्कुलेट करके सांप्रदायिक तनाव पैदा करने की कोशिश करने वालों के खिलाफ कार्रवाई करने का वादा किया है। वीडियो को सोशल मीडिया पर शेयर करने के आरोप में मंगलवार की रात पत्रकारों, ट्विटर और कांग्रेस नेताओं समेत 6 लोगों के खिलाफ भारतीय दंड संहिता की धाराओं के तहत FIR दर्ज की गई। इस FIR में ट्विटर इंक, ट्विटर कम्युनिकेशंस इंडिया प्राइवेट लिमिटेड, एक फैक्ट-चेकिंग वेबसाइट ऑल्ट न्यूज़, पत्रकारों राणा अय्यूब एवं सबा नकवी और कांग्रेस नेताओं सलमान निजामी, मस्कूर उस्मानी और शमा मोहम्मद के नाम हैं।

बुजुर्ग के बेटे तैयब ने हमारे रिपोर्टर से बुलंदशहर में स्थित अपने घर में घटना के बारे में बात की, लेकिन उन्होंने कहीं यह जिक्र नहीं किया कि उनके पिता को ‘जय श्री राम’ बोलने के लिए मजबूर किया गया था। तैय्यब ने कहा कि उनके पिता इस घटना को लेकर डिप्रेशन में चले गए हैं और वह चाहते हैं कि अपराधियों को सजा मिले और उनके पिता को इंसाफ मिले।

जिन लोगों ने बुजुर्ग को पीटा और उनकी दाढ़ी काटी, उन्हें इस अमानवीय कृत्य के लिए सजा मिलनी ही चाहिए। अब्दुल समद सैफी को इंसाफ मिलना चाहिए। पुलिस के मुताबिक, अब्दुल समद को पीटने वाले आरोपियों में 4 मुसलमान हैं, और 3 आरोपी पकड़े भी जा चुके हैं। इसलिए इस घटना को हिंदू-मुस्लिम का कम्युनल ऐंगल नहीं दिया जा सकता।

चूंकि योगी आदित्यनाथ यूपी के मुख्यमंत्री हैं, और राज्य में अगले साल विधानसभा चुनाव होने जा रहे हैं, इस घटना को सांप्रदायिक रंग देकर सियासी लाभ उठाने की कोशिश की गई। कई साल पहले भी ऐसी ही कुछ घटनाएं हुई थीं। जहां तक इस घटना का सवाल है, तो एक स्थानीय सपा नेता उम्मैद पहलवान ने अब्दुल समद से यह कहलवाकर सांप्रदायिक मोड़ देने की कोशिश की कि उन्हें ‘जय श्री राम’ बोलने के लिए मजबूर किया गया था।

अगर उत्तर प्रदेश में अगले साल चुनाव नहीं होने होते तो यह मामला एक क्राइम स्टोरी बनकर रह जाता। इतने सारे नेता इसमें नहीं कूदते। लेकिन जब तक यूपी के चुनावों के लिए रस्साकशी जारी रहेगी, तब तक ऐसे मामले सामने आते रहेंगे।
