ट्रम्प का टैरिफ युद्ध : अनुचित, अन्यायपूर्ण
अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प ने भारत से आयात होने वाली वस्तुओं पर 25 प्रतिशत अतिरिक्त टैरिफ, यानी कुल मिलाकर 50 प्रतिशत टैरिफ, लगाने के आदेश पर दस्तखत कर दिया. ट्रम्प ने पत्रकारों से बात करते हुए संकेत दिया है कि अभी कुछ और sanctions लग सकते हैं. जिस आदेश पर ट्रम्प ने दस्तखत किये हैं, उसमें कहा गया है कि रूस से प्रत्यक्ष या परोक्ष रूप से भारत ने तेल खरीदा है और यह अमेरिका के लिए एक “असामान्य और असाधारण” खतरा है. भारतीय वस्तुओं पर 7 अगस्त से 25 प्रतिशत शुल्क लागू हो जाएगा और अतिरिक्त 25 प्रतिशत शुल्क 21 दिन बाद लागू होगा.
दिल्ली में गुरुवार को प्रधानमंत्री नरेंद्र मोदी ने अमेरिका या ट्रम्प का नाम लिए बगैर कहा कि “भारत अपने किसानों, पशुपालकों के और मछुआरे भाई-बहनों के हितों के साथ कभी भी समझौता नहीं करेगा और मैं जानता हूं कि व्यक्तिगत रूप इसके लिए मुझे बहुत बड़ी कीमत चुकानी पड़ेगी लेकिन मैं इसके लिए तैयार हूं.”
अमेरिका पिछले कई महीनों से मांग कर रहा है कि भारत अपना कृषि और डेयरी बाड़ार अमेरिकी वस्तुओं के लिए खोल दे, लेकिन भारत ने इंकार कर दिया है. इसके कारण दोनों देशों के बीच व्यापार समझौते की तैयारी में रुकावट आ गई है.
ट्रम्प द्वारा लगाये गये अतिरिक्त टैरिफ पर विदेश मंत्रालय ने एक बयान जारी करके इसे अनुचित, अन्यायपूर्ण और असंगत करार दिया है. भारत ने कहा है कि वह अपने हितों की रक्षा के लिए आवश्यत कदम उठाएगा.
इधर, प्रधानमंत्री मोदी इस महीने के अंत में चीन जाएंगे. 2020 में गलवान घाटी की लड़ाई के बाद मोदी का ये पहला चीन दौरा होगा. 31 अगस्त को चीन के त्येनजिन शहर में SCO शिखर बैठक होने वाली है जिसमें मोदी हिस्सा लेंगे. इस दौरान मोदी रूस के राष्ट्रपति पुतिन और चीन के राष्ट्रपति शी जिनपिंग से बातचीत करेंगे.
मोदी पिछली बार, अक्टूबर 2019 में चीन गए थे. 2020 में गलवान संघर्ष के बाद भारत और चीन के रिश्तों में तनाव आया था. पिछले साल अक्टूबर में भारत और चीन ने सीमा विवाद सुलझाने के लिए तनाव कम करने का एलान किया था. इसके बाद मोदी रूस के कज़ान शहर में ब्रिक्स शिखर बैठक में चीन के राष्ट्र्पति शी जिनपिंग से मिले थे.
सीमा पर तनाव कम करने के बाद दोनों देश धीरे-धीरे रिश्ते सामान्य करने में जुटे हैं. चीन ने कैलाश मानसरोवर यात्रा फिर से शुरू करने की अनुमति दे दी है. दोनों देश एक दूसरे के नागरिकों के लिए टूरिस्ट वीज़ा भी जारी कर रहे हैं. लेकिन बड़ी बात ये है कि प्रधानमंत्री मोदी का ये चीन दौरा ऐसे वक़्त में हो रहा है, जब ट्रेड, टैरिफ और रूस से तेल ख़रीदने को लेकर ट्रंप लगातार चीन और भारत को टारगेट कर रहे हैं. इसलिए मोदी के चीन दौरे को ट्रंप के हमलों का डिप्लोमैटिक जवाब माना जा रहा है.
धराली : प्रकृति से छेड़छाड़ मत करो
उत्तराखंड के धराली में एक तरफ मौत का सन्नाटा है. दूसरी तरफ रौद्र रूप धारण करके बहती खीर गंगा के पानी का शोर है. धराली में अब गांव जैसा कुछ नहीं बचा है. तमाम घर, होटल सब मलबे में तब्दील हो गए हैं. गांव के जो लोग बच गए उन्हें सुरक्षित स्थानों पर शिफ्ट कर दिया गया है.
70 लोगों को सेना ने हेलीकॉप्टर से सुरक्षित स्थान पर पहुंचा. अबी भी 80 लोग लापता हैं. सेना, ITBP, BRO, NDRF और SDRF के जवान राहत के काम में लगे हैं.
अब ये सवाल उठने लगे हैं कि क्या ये अचनाक बाढ़ बादल फटने से आई या किसी ग्लेसियर झील के टूटने से. लेकिन इससे ज्यादा अहम ये है कि धराली में इतना ज्यादा नुकसान जो हुआ, क्या ये आपदा इंसानों की गलती की नतीजा है.
मैंने इस धराली के बारे में अध्ययन किया. पता लगा कि धराली में इस तरह का सैलाब कई बार आया है.
सबसे बड़ा सैलाब 1978 में आया था. उस वक्त ज्यादा तबाही नहीं हुई थी क्योंकि तब नदी खीर गंगा नदी के किनारे न ज्यादा आबादी थी, न hotels बने थे. लेकिन 1978 में नदी के साथ जो मलबा आया, जो चट्टानें आईं, उससे नदी का रास्ता रुका. नदी ने अपना रास्ता बदला. जहां पहले पानी था, वहां पत्थर थे, पक्की मिट्टी थी. इसलिए धीरे-धीरे लोगों ने इस जमीन पर मकान, होटल, बाजार बन गए.
फिर 2018 में धराली में सैलाब आया. लेकिन उस वक्त इतनी ज्यादा तबाही नहीं हुई क्योंकि पानी और मलबा बगल से निकल गया.
लेकिन इस बार जब पूरी रफ्तार से बाढ़ आई, तो घाटी के curve पर जाने के बजाए सीधे उस route पर चला गया, जो नदी का original route था. चूंकि जहां नदी बहती थी, वहां मकान, दुकान, होटल बन गए थे, इसीलिए जो पानी के रास्ते में आया, वो सैलाब में समा गया.
मोटी बात यही है कि हम प्रकृति के साथ मिल कर चलेंगे तो प्रकृति वरदान है और प्रकृति के रास्ते में आएंगे तो वही प्रकृति हमारे लिए अभिशाप होगी. धराली के हादसे का संदेश यही है.
Trump’s tariff war : Unfair, Unjust, Unreasonable
After imposing an additional 25% tariff on imports from India, US President Donald Trump has hinted that more “secondary sanctions” could be imposed. Asked by a reporter why India has been singled out for additional sanctions at a time when other countries, like China, are buying Russian oil, Trump replied: “It’s only been 8 hours. So let’s see what happens. You are going to see a lot more. You’re going to see so much secondary sanctions”.
The executive order imposing 25% additional tariff on imports from India mentions matters of national security and foreign policy concerns, as well as other trade laws, and claims that India’s imports of Russian oil, directly or indirectly, pose an “unusual and extraordinary threat” to the United States.
The total tariff on Indian goods will be 50 per cent. While the initial 25% duty comes into effect from August 7, the additional tariff will come into effect after 21 days and will be imposed on all Indian goods imported by the US, except for goods already in transit or those meeting specific exemptions.
In Delhi, Prime Minister Narendra Modi, without naming Trump or the US, said India would never compromise on the interests of its farmers, even if it means facing economic consequences. Speaking at an event, Modi said, “For us, the interest of our farmers is our top priority. India will never compromise on the interests of farmers, fishermen and dairy farmers. I know we will have to pay a heavy price for it, and I am ready for it. India is ready for it.”
The US had been insisting on India opening up its agriculture and dairy sectors during negotiations on India-US trade bilateral agreement, but India has resisted this move.
On Trump’s latest additional tariff, Ministry of External Affairs has said, the US move was “unfair, unjustified and unreasonable”. In an official statement, the MEA said, “The United States has in recent days targeted India’s oil imports from Russia. We have already made clear our position on these issues, including the fact that our imports are based on market factors and done with the overall objective of ensuring the energy security of 1.4 billion people of India.”
“It is therefore extremely unfortunate that the US should choose to impose additional tariffs on India for actions that several other countries are also taking in their own national interest,” the statement added.
Meanwhile, all eyes are on Prime Minister Modi’s proposed visit to China, his first after the 2020 Galwan Valley clashes. He will attend the Shanghai Cooperation Organization summit in Tianjin, China on August 31. There is a possibility of Modi meeting Russian President Vladimir Putin and Chinese President Xi Jinping on the sidelines of the summit. Already Defence Minister Rajnath Singh, NSA Ajit Doval and External Affairs Minister S. Jaishankar have visited China recently. There has been a thaw in bilateral tension and China has allowed resumption of Kailash Mansarovar Yatra for Indian pilgrims.
In Moscow on Thursday, Ajit Doval met Russian Defence Minister Sergei Shoigu and discussed strategic issues. India is the second largest buyer of Russian oil. 42 per cent of Indian oil imports are from Russia. India also purchases 40 per cent of its defence equipment from Russia. Trump wants India to buy oil and defence equipment from the US in place of Russia, but Doval’s Moscow visit is a clear indication about India’s intent. The interesting part is that at a time when Doval is in Moscow, Trump’s special envoy on Ukraine Steve Witkoff has also arrived in Moscow to meet Putin.
Dharali : Do not mess up with nature
Seventy people were airlifted from flash flood-hit Dharali in Uttarakhand by the Army till Thursday morning, while over 50 are still missing. Due to road breaches and bridge collapse, rescuers are finding it difficult to reach Dharali which was ravaged by Kheerganga river on Tuesday. Road access has been disrupted in Linchigad, Bartwari, Gangrani and Dharali and restoration efforts are going on by Army engineers. Chinook and Mi-17 helicopters are ferrying rescue teams and equipments to Dharali.
Questions are being raised whether the flash flood took place because of cloudburst or breaking up of a glacial lake. The moot question is whether the disaster was man-made because of illegal constructions.
Similar flash flood had occurred in Dharali several times in the past.
In 1978, the first flash flood came in Dharali but no major damage was caused because the riverbank of Kheerganga was neither over-populated, nor were there hotels, buildings and other constructions.
In 1978, when flash flood came along with big boulders, the river flow was stopped, it changed direction. Gradually, people started building homes and hotels on the surface where the river had deposited mud and stones. Hotels and a market came up.
Another flash flood came in 2018. Even then, not much damage took place because the debris and flood water flowed away. On Tuesday, the flash flood came at full speed and instead going in a curve towards the valley, it took the straight route, that is the river’s original route, smashing buildings and other constructions in its path.
Nature can be a blessing if we live with it in harmony. If we try to obstruct nature’s path, it will be a curse. This is the message that Dharali has given to all of us.
Unchecked constructions and unregulated development, both in Uttarakhand and Himachal Pradesh, pose risks to human life. People have now begun to realize this.
Our Himalayan region is quite eco-sensitive. It stands on the brink of danger. There is need for taking measures for its protection and conservation.
Experts agree that if there is deforestation and unchecked constructions in the hills, in the name of promoting tourism, nobody can prevent disaster. Nature will react if we carry on with unregulated development in hilly region. There can be cloudbursts and glacial lakes can break, causing landslides and flash floods. If permissions for construction are granted due to negligence and nature is tinkered with, we may have to face nature’s fury and backlash.
ट्रम्प की धमकी में कितना दम?
रूस से तेल ख़रीदने को लेकर अमेरिका के साथ बढ़ते तनाव के बीच राष्ट्रीय सुरक्षा सलाहकार अजित डोवल मॉस्को पहुंच गए हैं. NSA की मुलाक़ात रूस के राष्ट्रपति पुतिन और रूस के दूसरे बड़े अधिकारियों से होगी. अजित डोवल के बाद विदेश मंत्री एस. जयशंकर भी इसी महीने रूस जाएंगे. अजित डोवल का मॉस्को दौरा इसलिए महत्वपूर्ण हो गया है क्योंकि अमेरिका के राष्ट्रपति डोनाल्ड ट्रंप रूस से तेल और हथियार ख़रीदने के कारण बार-बार भारत पर निशाना साध रहे हैं.
ट्रंप ने रूस से तेल ख़रीदने को लेकर भारत पर अतिरिक्त tariff और पेनाल्टी लगाने की धमकी दी है. ट्रंप ने अगले 24 घंटे में भारत के ऊपर टैरिफ बढ़ाने की धमकी दी है. ट्रंप इस बात से नाराज हैं कि उनके मना करने के बाद भी भारत रूस से तेल क्यों खरीद रहा है. एक न्यूज़ चैनल के साथ बातचीत में ट्रंप ने कहा कि भारत लगातार रूस से तेल ख़रीद रहा है और इस तरह सूक्रेन में रूस की war machine को मदद पहुंचा रहा है. साथ ही ट्रंप ने आरोप लगाया कि भारत रूस के तेल खरीदने के बाद इसे खुले बाज़ार में बेचकर भारी मुनाफ़ा कमा रहा है. इसीलिए वह भारत पर टैरिफ और बढ़ाएंगे.
भारत के विदेश मंत्रालय ने एक बयान जारी करके कहा है कि रूस से तेल ख़रीदने को लेकर अमेरिका और यूरोपीय देश जो हमले कर रहे हैं, वो ग़लत है. विदेश मंत्रालय ने कहा कि यूक्रेन युद्ध छिड़ने के बाद अमेरिका ने ही भारत से कहा था कि वो रूस से तेल ख़रीदे, ताकि अन्तरराष्ट्रीय तेल बाजार में स्थिरता बनी रहे. भारत ने कहा है कि यूरोपीय देश भी रूस से अरबों डॉलर का व्यापार कर रहे हैं, ऐसे में सिर्फ़ भारत को निशाना बनाना ठीक नहीं. विदेश मंत्रालय ने कहा कि भारत और रूस के रिश्ते सिर्फ़ तेल और हथियारों तक सीमित नहीं, दोनों देशों के बीच खाद से लेकर रसायन, लोहा और इस्पात, मशीनरी और माइनिंग प्रोडक्ट्स तक कई सैक्टर में व्यापार होता है. विदेश मंत्रालय ने कहा कि ख़ुद अमेरिका भी रूस से अपने परमाणु उद्योग के लिए सामान ख़रीद रहा है, खाद और रसायन मंगा रहा है. विदेश मंत्रालय ने कहा कि जिस तरह यूरोप और अमेरिका अपने राष्ट्रीय हितों के हिसाब से चल रहे हैं, उसी तरह भारत भी किसी के दबाव में आए वगैर अपने राष्ट्रहित को देखते हुए फ़ैसला करेगा.
ट्रंप भारत को रूस के तेल खरीदने पर धमकी दे रहे हैं, लेकिन अमेरिका में राष्ट्रपति चुनाव में रिपब्लिकन प्रत्याशी रह चुकी निक्की हेली ने ट्रंप से पूछा कि कि जो चीन रूस और ईरान से सबसे ज्यादा तेल खरीदता है, उसको ट्रंप ने 90 दिन की मोहलत क्यों दी ? फिर निक्की हेली ने ट्रंप को सलाह दी कि चीन को मोहलत मत दो, और भारत जैसे मजबूत मित्रदेश से संबंध खराब मत करो.
लेकिन ट्रंप पक्के trader हैं. उनके लिए न रिश्तों का कोई महत्व है, न दोस्ती का. Elon Musk इसका सबसे बड़ा उदाहरण हैं. मस्क ने चुनाव के दौरान ट्रंप की हर तरह से मदद की – पैसे से भी, मीडिया से भी, और campaign में भी, लेकिन जरा-सी खटपट हुई तो ट्रंप ने उन्हें वापस साउथ अफ्रीका भेजने की धमकी दे दी. मस्क की बात बुरी लगी तो ट्रंप ने टैक्स लगाकर Tesla को बर्बाद करने की धमकी दे दी.
ये ट्रंप का तरीका है. जो उनके हिसाब से कारोबार नहीं करेगा, tariff नहीं घटाएगा, वो उस पर इल्जाम लगाएंगे, उसको धमकाएंगे, लेकिन अगर कोई अपनी बात पर अड़ा रहे, तो फिर ट्रंप समझौता भी करते हैं. यही एक trader की पहचान होती है.
उत्तराखंड में तबाही का कारण क्या ?
उत्तराखंड से दिल दहलाने वाली तस्वीरें आईं. उत्तरकाशी के पास धाराली में बादल फटा, एक पूरा का पूरा गांव बहा ले गया. जहां होटल, रिहायशी मकान, बाजार थे, वहां सिर्फ तीस सेकेन्ड के बाद चारों तरफ मलबा, पानी के साथ बहकर आई चट्टानें और कीचड़ थी. कितने होटल बह गए, इसका अंदाजा नहीं हैं, कितने लोग मरे इसकी कोई गिनती नहीं हैं. प्रशासन ने दस लोगों की मौत की पुष्टि है. 190 से ज्यादा लोगों को बचाया गया है. दर्जनों लापता हैं. मुख्यमंत्री पुष्कर सिंह धामी धाराली पहुंच गए हैं. भारतीय वायु सेना के चिनूक होलीकॉप्टर से लोगों को सुरक्षित स्थानों पर पहुंचाया जा रहा है. ITBP, NDRF, BRO और सेना के जवान राहत कार्य मे लगे हुए हैं. प्रधानमंत्री नरेंद्र मोदी खुद दिल्ली में बैठ कर पूरे राहत कार्य की निगरानी कर रहे हैं.
प्रशासन का कहना है कि दस से बीस फुट तक मलबा जमा है. इसे हटाने में तीन-चार दिन का वक्त लगेगा. जब हर्शिल के पास धराली गांव में मौत ने पंजा मारा, तो लोगों को इतना बड़ा हादसा होने का कोई अंदाजा नहीं था. ऊंचाई वाले इलाके में बादल फटा, इसके बाद पहाड़ से भारी मात्रा में मलबा और पानी तेज बहाव के साथ खीरगंगा नदी में आया. इससे नदी का जलस्तर कुछ ही सेकेन्ड में तीस फुट तक बढ़ गया. चूंकि धराली गांव नदी के किनारे हैं, इसलिए कुछ ही सेकेन्ड में नदी पूरे गांव में तबाही का तांडव मचा कर सलबा अपने साथ ले गई.
जैसे ही लोगों को चट्टानों के गिरने की आवाजें आईं तो होटलों में बैठे लोगों ने भागने की कोशिश की. जो लोग बाजार में थे, उन्होंने अपनी गाड़ी को फुल स्पीड से दौड़ाया लेकिन कोई कोशिश काम नहीं आई. पलक झपकते ही सड़कों पर भाग रहे लोग पानी और कीचड़ के सैलाब में गुम हो गए.
हर्षिल में हुई तबाही की तस्वीरें इस बात का सबूत हैं कि प्रकृति की ताकत के सामने कोई कुछ नहीं कर सकता. धराली में सिर्फ 30 सेकेन्ड में पूरा इलाका श्मशान में तब्दील हो गया. जहां रोज सैलानियों की चहल पहल रहती थी, श्रद्धालुओं के जयकारे गूंजते थे, वहां आज मौत का सन्नाटा है. लेकिन इस हादसे ने वैज्ञानिकों को फिर से सोचने पर मजबूर कर दिया कि Himalayan Region में अचानक बादल फटने की घटनाएं क्यों बढ़ी हैं ?
इस बार हिमाचल प्रदेश के शिमला, मनाली, कुल्लू और मंडी जैसे इलाकों में बार बार बादल फटे. पिछले पांच साल में बादल फटने की जितनी घटनाएं हुई, उससे दुगुनी सिर्फ इस साल जुलाई के महीने में हुई. इसीलिए पिछले हफ्ते गृह मंत्री अमित शाह ने चार Institutes के Geologists की कमेटी गठित की थी. ये कमेटी Himalayan Region में बार बार बादल फटने की वजह समझने की कोशिश करेगी और एक हफ्ते के भीतर सरकार को report देगी लेकिन ये कमेटी रिपोर्ट दे पाती, उससे पहले ही उत्तराखंड में आसमान से आफत टूट पड़ी.
इसमें गलती इंसानों की भी है. पिछली बार जब 2013 में उत्तराखंड के केदारनाथ में बादल फटा था, अचानक बाढ आई थी, मकान और Hotels ताश के पत्तों की तरह बह गए थे, तब कहा गया था कि अब नदियों के किनारे निर्माण नहीं होने देंगे लेकिन बेतरतीब निर्माण लगातार होते रहे.
दूसरी तरफ Global Warming का असर भी है. बादल फटने की ज्यादातर घटनाएं उत्तराखंड और हिमाचल प्रदेश में हुई हैं. हालांकि जलवायु में बदलाव का असर हिमालय के पूरे इलाके में है, Glacier तेजी से पिघल रहे हैं, जिसके कारण Glacier Lakes का दायरा बढ़ता जा रहा है.
केंद्रीय जल आयोग की रिपोर्ट एक चेतावनी है. इसमें 67 ऐसी झीलों की पहचान की गई है, जिनके सतही क्षेत्रफल में 40% से ज्यादा की बढ़ोतरी देखी गई है. इसका असर सबसे ज्यादा उत्तराखंड, हिमाचल, लद्दाख, सिक्किम और अरुणाचल में पड़ा है. इन झीलों से Glacier Lake Outburst Flood का खतरा होता है. सीमा पार भूटान, नेपाल और चीन में भी इसी तरह का खतरा बना हुआ है. इसीलिए प्रकृति के इस कहर से निपटने के लिए इन सब देशों को मिलकर रणनीति बनानी होगी.
How serious is Trump’s tariff threat ?
National Security Adviser Ajit Doval reached Moscow on Tuesday to hold talks on strategic partnership, defence, and security cooperation between India and Russia. He is expected to call on Russian President Vladimir Putin.
Hours earlier, US President Donald Trump threatened to impose additional tariff on India for buying Russian oil. In an interview to CNBC, US President Trump said, “India has not been a good trading partner, because they do a lot of business with us, but we don’t do business with them. So we settled on 25% (tariff), but I think I’m going to raise that very substantially over the next 24 hours, because they’re buying Russian oil. They’re fuelling the war machine. And if they’re going to do that, then I’m not going to be happy.”
Trump also accused India of making profits from Russian oil by selling it to other countries. Reacting to this, Indian External Affairs Ministry in an official statement said, India’s imports are “a necessity compelled by the global market situation”. The ministry said, nations criticising this are themselves “indulging in trade with Russia” even when “such trade is not even a vital compulsion…. Europe-Russia trade includes not just energy, but also fertilisers, mining products, chemicals, iron and steel and machinery and transport equipment,” the official statement said.
Former US Ambassador to the United Nations Nikki Haley has delivered a sharp warning to Trump cautioning that the move to impose high tariffs on India could strain India-US relationship at a crucial time. She warned Trump not to give a pass to “adversary” China and “burn” relations with an ally like India.
Nikki Haley is a senior Republican leader. In the 2024 Republican presidential primaries, she came in second after Donald Trump. In a rejoinder to Trump, Nikki Haley asked why his administration has given a 90-day pause in tariff to China, which is the No.1 buyer of oil from Russia and Iran?
Nikki Haley’s advice seems to be quite interesting. Trump is a trader. For him, relationships or friendships do not matter. Elon Musk is a shining example of this. During the US presidential elections, Musk helped Trump win the polls by extending monetary support, joined his campaign and promoted Trump in the US media.
On a minor issue, he had a spat with Trump, and the US President threatened to send him back to South Africa. Trump went to the extent of threatening to destroy his Tesla group by imposing heavy taxes. This is typically Trump’s style of business.
For him, any country not ready to do trade or lower tariff, bowing to his demands, will be subjected to allegations and threats. Also, if any country sticks to its stand nonchalantly, Trump can also acquiesce. This is how a cunning trader works.
The reason behind flash floods in Uttarakhand
With the NDRF, ITBP, Army, Air Force and BRO rescue teams working in full swing, more than 190 people have been rescued so far from Dharali, located at 8,600 feet above sea level near Uttarkashi.
Uttarakhand chief minister Pushkar Singh Dhami reached Dharali, near Harshil, on Wednesday to oversee relief work. A sudden cloudburst on Tuesday wrought havoc washing away an entire village destroying dozens of houses, hotels and shops.
Official sources put the death toll at 10 and this figure may rise with dozens feared washed away by Kheer Ganga river. Search is going on with the help of IAF Chinook choppers and Prime Minister Narendra Modi in Delhi is personally monitoring the rescue and relief operations.
Dharali village is a tourist spot located between Gangotri and Harshil. The Kheerganga river emerges from Sapta Taal, 3 km away from Harshil. At least five hotels and dozens of houses have been washed away in the flash flood.
Climate expert Soumya Dutta recalled that Dharali village was washed away during the 2013 Kedarnath flash flood tragedy. Geologist Naresh Pant described cloudburst as a natural phenomenon, but it wreaks havoc because of the growth of habitations on riverbanks.
The frightening images of Dharali clearly show the helplessness of humans in the face of nature’s fury. In a matter of 30 seconds, Dharali, a thriving village full of tourists, was converted into a home of the dead. This natural disaster has forced scientists to study why there has been a spate of cloudburst in Himalayan region in recent years.
Cloudbursts have been reported in places like Shimla, Manali, Kullu and Mandi of Himachal Pradesh too. The number of cloudbursts in July this year is almost double compared to cloudbursts in the last five years. Home Minister Amit Shah had set up a committee of geologists from four institutes last week to study the reasons behind frequent cloudbursts in the Himalayan region. This committee is expected to give its report within a week.
Unfortunately, this disaster happened before the report was submitted. In 2013, when Kedarnath tragedy took place, and homes and hotels were washed away like cards in flash flood, the government had then announced that no construction will be allowed near rivers in Himalayan region. But unplanned constructions continued. Secondly, global warming has led to frequent incidents of cloudbursts.
In the Himalayan region, glaciers are melting at a fast rate and glacial lakes are forming. The Central Water Commission report has identified 67 such glacial lakes whose surface areas have increased by more than 40 per cent. Uttarakhand, Himachal Pradesh, Ladakh, Sikkim and Arunachal Pradesh are bearing the brunt of such disasters. Neighbouring areas in Bhutan, Nepal and China also face the same risks from glacier lake outburst floods. All these countries will have to sit together to prepare a joint strategy to deal with natural calamities.
पहलगाम के दरिंदे पाकिस्तानी थे : सबूत पक्के हैं
इस बात के सबूत मिल गए हैं कि पहलगाम में हिंदुओं के नाम पूछ कर हत्या करने वाले तीनों दरिंदे पाकिस्तानी थे. आतंकवादियों के पास से मिले ID कार्ड, खाने पीने की चीज़ें, हथियार और सैटेलाइट फोन, ये सच्चाई साबित करते हैं कि ये दरिंदे पाकिस्तान से आए थे. 28 जुलाई को सेना, केंद्रीय सुरक्षा बल, और जम्मू-कश्मीर पुलिस ने श्रीनगर के पास दातीगाम में इन तीन आतंकवादियों को मार गिराया था. उनके नाम हैं, सुलेमान शाह उर्फ़ फ़ैसल जट्ट, अबु हमज़ा उर्फ़ अफ़ग़ान, उर्फ़ हबीब ताहिर और यासिर उर्फ़ जिब्रान.
इनके पास से पाकिस्तान का नेशनल आइडेंटिटी कार्ड मिला था. चिप based इस identity कार्ड में उस शख़्स का नाम और दूसरी जानकारियां भी होती हैं. आतंकियों के पास से पाकिस्तान की सरकारी एजेंसी NADRA की एक स्मार्ट माइक्रोचिप भी बरामद हुई थी. इस चिप में आतंकियों के फिंगरप्रिंट, उनके चेहरे की detail और ख़ानदान की जानकारी दर्ज थी जिसको IT एक्सपर्ट्स ने retrieve किया. आतंकियों के पास से कैंडीलैंड और चॉकोमैक्स नाम की चॉकलेट्स भी मिलीं जो कराची की एक कंपनी बनाती है. आतंकियों के पास से Chinese कंपनी Huawei का सैटेलाइट फोन भी मिला था.
सुलेमान शाह उर्फ़ फ़ैसल जट्ट और अबु हमज़ा उर्फ़ अफ़ग़ानी की जेब से वोटर स्लिप भी बरामद हुई. ये वोटर स्लिप पाकिस्तान के चुनाव आयोग ने जारी की है. सुलेमान शाह, पाकिस्तान की नेशनल असेंबली चुनावक्षेत्र 125 का वोटर था जो लाहौर में पड़ता है. अबु हमज़ा गुज़रांवाला की नेशनल असेंबली की सीट 79 का वोटर है. ये सीट पाकिस्तान के पंजाब सूबे में पड़ती है.
सुलेमान शाह कसूर के चांगा-मांगा गांव का रहने वाला था जबकि अबु हमज़ा रावलाकोट के कुइयां गांव का रहने वाला था. आतंकवादियों के पास से मिली चाइनीज़ कंपनी Huawei का सैटेलाइट फ़ोन 22 अप्रैल से 25 जुलाई के बीच एक्टिव था. कम्युनिकेशन के लिए ये सैटेलाइट फ़ोन ब्रिटिश communication सैटेलाइट Inmarsat-4 F1 की bandwidth का इस्तेमाल कर रहा था. इसी सेटेलेलाइट फोन की लोकेशन को ट्रैस करके सुरक्षा बल जंगलों में छुपे दरिंदों तक पहुंचे थे. 25 जुलाई को जंगलों में सुरक्षा बलों से घिर जाने के बाद, आतंकियों ने ये सैटेलाइट फ़ोन switch off कर दिया था.
आतंकियों के पास बरामद हुए हथियारों की ballistic report से पता चला है कि ये तीनों पहलगाम के दरिंदे थे. पहलगाम की बैसारन घाटी में हमले के बाद जो कारतूस मिले थे. उनकी केसिंग का मिलान मारे गए दहशतगर्दों की राइफलों से किया गया था. ये कारतूस आतंकियों के पास मिलीं AK 103 राइफलों के ही थे. आतंकियों की राइफलों को चंडीगढ़ लाकर उनसे फायरिंग की गई. फिर ख़ाली कारतूसों का मिलान, बैसारन घाटी में मिले कारतूसों से किया गया तो दोनों की marking पूरी मैच हो गईं. पहलगाम में एक आतंकी की फटी हुई शर्ट के टुकड़े भी मिले थे जिसमें लगे ख़ून के धब्बों का मिलान मारे गए आतंकियों के DNA से किया गया. तीनों आतंकियों के DNA प्रिंट्स भी 100 परसेंट मैच हुए. ये इस बात की पुष्टि करता है कि दातीगाम में मारे गए आतंकियों ने ही 22 अप्रैल को पहलगाम में आतंकी हमला किया था.
खुफिया एजेंसियों ने पता लगाया है कि पहलगाम हमले का असल मास्टरमाइंड सज्जाद सैफुल्लाह जट था जो लश्कर का साउथ कश्मीर का कमांडर है. इंटेलिजेंस एजेंसियों के पास उसका voice sample पहले से मौजूद था. आतंकियों के पास मिले सैटेलाइट फोन में रिकॉर्ड आवाज़ से मिलान करने पर ये बात confirm हो गई. इस ऑपरेशन में सेकेंड इन कमांड, PoK में लश्कर का कमांडर रिज़वान अनीस उर्फ़ हनीफ़ था.
28 जुलाई को जब PoK का आतंकी अबु हमज़ा मारा गया तो रावलाकोट में उसके गांव में गायबाना नमाज़-ए-जनाज़ा हुई. इसमें शामिल होने रिज़वान भी गया था. हालांकि, गांव के लोगों ने उसको भगा दिया था. इससे साफ़ है कि लश्करे तैयबा ने ही पहलगाम के हमले की प्लानिंग की और उसी के आतंकियों ने इसको अंजाम दिया. पाकिस्तान को ये सारे सबूत देखने चाहिए.
पाकिस्तान की सरकार अच्छी तरह जानती है कि सुलेमान शाह, अफ़ग़ान, और जिब्रान पाकिस्तानी थे. पाकिस्तान की फौज जानती है कि सुलेमान पाकिस्तानी सेना का Trained Commando था. ISI जानती है कि इन दहशतगर्दों को वही हथियार दिए गए थे जिनका इस्तेमाल पाकिस्तानी फौज करती है. इन आतंकियों के Voter Card भी मिल गए हैं, micro-SD कार्ड से इनके पूरे खानदान का Data मिल गया है, Biometrics भी match हो गए हैं.
पर पाकिस्तान इन सारे सबूतों को नकारेगा. पाकिस्तान अपना कसूर कभी नहीं मानेगा. पाकिस्तान कभी स्वीकार नहीं करेगा कि ये तीनों आतंकवादी पाकिस्तानी नागरिक थे. इसीलिए अब भारत Love Letter नहीं भेजता, Missile भेजता है. अब भारत Dossier नहीं भेजता, पाकिस्तान के आतंकवादियों के अड्डों पर बम बरसाता है.
लेकिन इस बात से कोई फर्क नहीं पड़ता कि पाकिस्तान इन सबूतों को माने या ना मानें. पाकिस्तान की फितरत सारी दुनिया जानती है.
फर्क इस बात से पड़ता है कि पी चिदंबरम जैसे senior नेता जो गृह मंत्री रह चुके हैं, सच को मानने से इनकार करते हैं.
फर्क इस बात से पड़ता है कि संजय राउत जैसे नेता इस बात पर सवाल उठाते हैं कि क्या इन आतंकवादियों ने मासूम नागरिकों से उनका धर्म पूछकर उनकी हत्या की थी.
पहलगाम के हमले में मारे गए लोगों के परिवारवाले साफ बता रहे हैं कि आतंकवादियों ने धर्म पूछकर गोली मारी थी. दहशतगर्दों ने एक शख्स को इसीलिए छोड़ दिया था कि उसने कलमा पढ़ दिया था. पाकिस्तानी दरिंदों ने सिर्फ मर्दों को मारा था. उनकी पैंट उतरवाकर चेक किया था कि वो हिंदू हैं या मुसलमान.
ये सारी बातें उन बहनों- बेटियों ने बताई थी जिनके माथे का सिंदूर उजड़ गया. आज एक नेता के बयान की वजह से उन परिवारवालों के घाव फिर से हरे हो गए.
संजय राउत ने अपनी राजनीति चमकाने के चक्कर में 26 परिवारों के साथ बड़ा जुल्म किया. उन्हें एक और जख्म दे दिया.
ये वही संजय राउत हैं जिन्होंने दावा किया था कि बीजेपी चुनाव से पहले ट्रेन में ब्लास्ट करवाएगी, शहरों में आग लगवाएगी, दंगे करवाएगी और अब संजय राउत कह रहे हैं कि पहलगाम में आतंकवादियों ने हिन्दुओं को धर्म पूछ कर नहीं मारा, ये बीजेपी की साजिश है.
मुझे लगता है कि इस तरह के बयानों से संजय राउत की विश्वसनीयता तो पहली ही खत्म हो चुकी है लेकिन अब इसका नुकसान उद्धव ठाकरे को भी झेलना पड़ेगा.
राहुल गाँधी को सुप्रीम कोर्ट ने क्यों डांटा ?
वैसे बयानों के मामले में राहुल गांधी का भी कोई मुक़ाबला नहीं हैं. अपने बयान के चक्कर में राहुल गांधी को सुप्रीम कोर्ट से ज़बरदस्त फ़टकार सुनने को मिली. सेना और चीन को लेकर राहुल गांधी ने जो जो बयान दिए, उन पर सुप्रीम कोर्ट ने नाराज़गी जाहिर की.
कोर्ट ने राहुल गांधी से यहां तक कहा कि अगर वो सच्चे भारतीय हैं, तो ऐसे बयान न देते. दिसंबर 2022 में भारत जोड़ो यात्रा के दौरान राहुल गांधी ने कहा था कि गलवान में भारत के 20 सैनिकों को चीनी सेना ने पीट-पीटकर मार डाला, भारत की दो हज़ार वर्ग किलोमीटर ज़मीन पर क़ब्ज़ा कर लिया. इस बयान से आहत होकर सीमा सडक संगठन के पूर्व निदेशक उदय शंकर श्रीवास्तव ने राहुल गांधी के खिलाफ आपराधिक मानहानि का केस फाइल किया था. उदय शंकर श्रीवास्तव का आरोप है कि राहुल गांधी ने सेना का अपमान किया है.
लखनऊ की MP-MLA कोर्ट ने राहुल गांधी को समन किया था. राहुल गांधी ने हाईकोर्ट में अपील की लेकिन राहत नहीं मिली. सोमवार को सुप्रीम कोर्ट में जस्टिस दीपांकर दत्ता और जस्टिस AG मसीह की बेंच ने इस केस पर तीन हफ्ते के लिए रोक लगा दी. लेकिन साथ ही राहुल गांधी को आईना भी दिखाया.
जस्टिस दत्ता ने पूछा कि राहुल गांधी से पूछा कि उन्हें कैसे पता लगा कि चीन ने भारत की दो हजार वर्ग किलोमीटर जमीन पर कब्जा कर लिया? क्या उनके पास इसका कोई सबूत है? सुप्रीम कोर्ट ने कहा कि राहुल गांधी संसद के सदस्य हैं, प्रतिपक्ष के नेता हैं. उन्हें थोड़ी maturity दिखानी चाहिए, बेवजह की बयानबाज़ी से बचना चाहिए. अदालत ने कहा कि अगर राहुल गांधी को सवाल पूछने हैं तो संसद में पूछें, सोशल मीडिया पर नहीं क्योंकि कोई सच्चा भारतीय सेना के लिए ऐसे शब्दों का इस्तेमाल नहीं कर सकता, न ही देश की ज़मीन पर क़ब्ज़ा होने जैसे बेतुके बयान दे सकता है.
Supreme Court की टिप्पणियों के बाद ये फिर साबित हो गया कि राहुल गांधी बार बार आधा सच, आधा झूठ बोलते हैं, Factually Incorrect बातें कहते हैं, सुप्रीम कोर्ट को कुछ कह नहीं सकते, इसीलिए Media पर blame लगाते हैं.
Rafale मामले में उन्हें Supreme Court में माफी मांगनी पड़ी थी. महाराष्ट्र में कितने voter हैं, इस पर हर बार उनके आंकड़े अलग होते हैं. ऐसे कई उदाहरण हैं.
राजनीतिक बयानबाजी में कुछ 19-20 हो जाए तो ज्यादा समस्या नहीं होती, लेकिन जब मामला भारतीय सेना का हो, जब सवाल चीन और पाकिस्तान से जुड़े हों, तो जिम्मेदारी से बोलना चाहिए. चीन और पाकिस्तान के दावों को मानने की बजाय अपनी सेना और अपनी सरकार पर यकीन करना चाहिए.
तेजस्वी के पास दो-दो वोटर कार्ड कहाँ से आये ?
बिहार में मतदाता सूची पुनरीक्षण मामले को लेकर सोमवार को तेजस्वी यादव का कोई बयान नहीं आया. न कांग्रेस के किसी नेता ने बताया और न RJD के किसी नेता ने कि तेजस्वी यादव के दो दो वोटर कार्ड कैसे बने.
असल में तेजस्वी ने दो दिन पहले खुद दावा किया था कि वोटर लिस्ट के रिवीजन में उनका नाम ही वोटर लिस्ट से कट गया है. इसके बाद चुनाव आयोग ने जांच की और कुछ ही देर में बता दिया कि तेजस्वी का नाम वोटर लिस्ट में हैं लेकिन जो वोटर कार्ड और EPIC नंबर तेजस्वी यादव दिखा रहे हैं, वो गलत है.
चुनाव आयोग ने अब तेजस्वी यादव से उस वोटर कार्ड की डिटेल देने को कहा है जो उन्होंने प्रेस कॉन्फ्रेंस में दिखाकर वोटर लिस्ट से नाम कटने का दावा किया. तेजस्वी ने कहा था कि उनका EPIC नंबर RAB2916120 है जो ड्राफ्ट रोल से गायब है लेकिन चुनाव आयोग ने साफ कह किया कि तेजस्वी का EPIC नंबर RAB0456228 है जो दीघा विधानसभा क्षेत्र में पहले से दर्ज है. इसी EPIC नंबर से तेजस्वी ने पिछले विधानसभा चुनाव में वोट डाला. इसी नंबर से लोकसभा चुनाव में वोटिंग की.
चुनाव कमीशन ने बताया कि इसी EPIC नंबर का जिक्र तेजस्वी ने विधानसभा चुनाव के हलफनामे में किया था. इसलिए अब इस बात की जांच जरूरी है कि जो दूसरा EPIC नंबर तेजस्वी दिखा रहे हैं, वो कहां से आया, कैसे बना. चुनाव आयोग ने तेजस्वी को नोटिस जारी करके कहा कि आप अपना पुराना कार्ड दीजिए ताकि ये पता लगाया जा सके कि ये कार्ड कैसे बना.
तेजस्वी यादव तो कह रहे थे कि चुनाव आयोग ने उनका नाम गायब कर दिया है. ये चुनाव आयोग पर एक गंभीर आरोप था. लेकिन अब उनके दो-दो Voter ID Card पकड़े गए तो तेजस्वी के पास कोई जवाब नहीं है. चुनाव आयोग ने साफ कहा है कि पिछले दस साल का रिकॉर्ड चैक किया गया. जो EPIC नंबर तेजस्वी यादव दिखा रहे हैं, उस नंबर का कार्ड चुनाव आयोग के सिस्टम से बना ही नहीं है.
अब तेजस्वी को ये बताना चाहिए कि वो जो कार्ड दिखा रहे हैं, वो कार्ड कैसे बना, कहां बना, किसने बनाया. असल में दूसरों पर आरोप लगाना बहुत आसान होता है, लेकिन जब खुद अपनी गलती खुल जाए तो जवाब देना मुश्किल हो जाता है. तेजस्वी यादव ने चुनाव आयोग के बारे में क्या-क्या नहीं कहा. पूरी संस्था की विश्वसनीयता पर सवाल उठाए लेकिन अब खुद तेजस्वी की विश्वसनीयता पर सवाल खड़ा हो गया है.
Pahalgam killers’ Pak connection: Solid proof
Questions are still being raised whether the three Pahalgam killers, eliminated by security forces, were Pakistanis or not. Questions are also being raised whether these killers had singled out Hindus before shooting them in cold blood.
In my ‘Aaj Ki Baat’ show on Monday night, we showed how the three terrorists were sent from Pak Occupied Kashmir by Lashkar-e-Taiyyaba and how they hid in a forest near Srinagar after committing the massacre. Pakistani I-cards, Pakistani chocolate rappers, Huawei satellite phone and weapons were found after they were killed in an encounter last week.
These are clear evidence of the Pakistani connections of the killers. Pakistan’s NADRA had issued chip-based national identity cards to them. These chip-based cards, clearly show details about their families and residences, their fingerprints and photos. All these facts have been retrieved from the chips by our IT experts. Wrappers of Candy Land choco bars and Chocomax, made by a company in Karachi, were found in their bags.
Biometric details show, the mastermind Suleiman Shah alias Faisal Jatt, was a resident of Changa Manga village in Kasur, Pakistan, and Abu Hamza was a resident of Kuian village in Rawalakot, PoK.
The Huawei satellite phone, banned in India, was active from April 22 till July 25. It was being used with F-1 bandwidth provided from British communication satellite Inmarsat-4. It was while tracing this satphone that our security forces reached Dachigam forest where the killers were hiding.
The 7.62 x 39 mm cartridges found from Baisaran valley in Pahalgam that were fired from 3 AK-103 rifles matched with the cartridges from the dead terrorists. Their DNAs matched with blood stains found from Baisaran valley.
Despite such unimpeachable evidence, Pakistan Foreign Ministry continues to rubbish India’s claims that the killers were Pakistanis.
Pakistan government knows well that the three terrorists, Suleman Shah, Afghan and Jibran were all Pakistani nationals. Pakistan army knows Suleman Shah was a trained commando of its armed forces. Pakistan’s spy agency ISI knows the weapons given to these killers were the same that are being used by Pakistani army. Voter cards, micro-SD cards reveal details about their residences and families. Their biometrics have matched. Yet, Pakistan will rubbish all such proofs and will not admit its guilt.
Pakistan will never admit that these three terrorists were Pakistanis. This is the reason why Indian government no more sends ‘love letters’ or dossiers to Pakistan detailing these evidence, and instead sends missiles. India now rains precision-guided bunker-busting bombs on terror hideouts.
For India, it makes no difference whether Pakistan accepts these evidence or not. The entire world is aware about Pakistan training and arming terrorists.
The only thing that makes a difference is when senior Indian leaders like P. Chidambaram, who has been the Home Minister, refuse to accept the truth. It makes a lot of difference when a Shiv Sena leader like Sanjay Raut raise questions about whether the three killers had singled out Hindus from among the victims and shot them dead.
The grieving family members of Pahalgam victims have been saying it clearly that the terrorists first asked the religious identity of the victims and then shot them in cold blood. They did not touch a man who recited the Kalma (Islamic religious verse). The killers only singled out Hindu males, asked them to disrobe and checked whether they were Hindus or Muslims. All these facts were revealed by those sisters and daughters who lost their ‘sindoor’. I think, Sanjay Raut has lost his credibility, and his leader Uddhav Thackeray will have to bear the political loss.
What did Supreme Court warn Rahul ?
The Supreme Court on Monday admonished Congress leader Rahul Gandhi over his remarks about the Army in the wake of clash with Chinese troops in Galwan in 2020.
Justice Dipankar Datta, heading a two-judge bench, while granting a three week stay in a criminal defamation case against Rahul Gandhi, remarked: “How do you get to know that 2,000 sq km of Indian territory has been occupied by the Chinese? Were you there? Do you have any credible material? Why do you make these statements without having any (proof)? ….You being the leader of Opposition in Parliament.. why don’t you ask the question (in Parliament)?…Why do you have to say this in media or social media posts?…. If you are a true Indian, you would not say all these things. ”
During his Bharat Jodo Yatra, Rahul Gandhi had alleged that China has occupied 2,000 sq km of Indian territory in Ladakh and its soldiers beat 20 Indian jawans to death in Galwan. A former director of Border Roads Organisation, Uday Shankar Srivastava had filed a criminal defamation case in UP against Rahul Gandhi alleging that he has defamed the armed forces.
After Supreme Court’s observations, it is now clear that Rahul Gandhi has been making factually incorrect remarks based on half-truths. Since he cannot make any caustic remarks against the apex court, he blames the media. In the Rafale case, he had to tender apology before the Supreme Court.
Rahul’s facts and figures about excess voters in Maharashtra have been changing quite often. There are several such examples.
Making hyperbolic comments in politics can be accepted to some extent, but when it relates to the Indian army, China and Pakistan, Rahul Gandhi, as Leader of Opposition, must exercise utmost caution. Instead of accepting claims of China and Pakistan, he should trust the statements of our army and government.
Two voter cards : Tejashwi’s credibility at stake
With proceedings in both House of Parliament blocked for last several days on opposition’s demand for a debate on SIR (Special Intensive Revision) of electoral rolls in Bihar, the Election Commission has published its draft electoral rolls for perusal of all. The government’s stand is that it cannot reply on behalf of a constitutional body like the Election Commission, hence there is no question of going in for a debate.
A day after RJD leader Tejashwi Yadav alleged that his name was missing from the rolls, the Election Commission did a fact-check. EC said, Tejashwi Prasad Yadav used Electoral Roll with EPIC No. RAB0456228 for filing his nomination papers on affidavit in 2020. His name is there in the draft electoral rolls published on August 1. He is having this EPIC number since 2015. The other EPIC number RAB2916120, that Tejashwi had mentioned, is found to be non-existing. More than ten years old records have been checked, and no records have been found for the second EPIC number yet. It is highly likely that the second EPIC was never made through official channel, and further inquiries are on to find out about this second EPIC number to decide whether it is a forged document.
The Electoral Registration Officer has written to Tejashwi Yadav, saying that if the second EPIC card was found to be fake, there may be legal consequences, including an FIR.
Tejashwi Yadav is now caught in a cleft. He had alleged that his name was missing from electoral roll, but now it has come to light that there are two voter IDs in his name. Tejashwi Yadav has no cogent reply to give. It is now for Tejashwi Yadav to tell the EC, when and how this card was made in his name and who issued it.
It is very easy to level allegations, but when one’s own mistakes are exposed, it becomes difficult to reply. Tejashwi Yadav had raised questions about the credibility of Election Commission, and now his own credibility is at stake.
पाकिस्तान : क्या आसिम मुनीर फिर कोई शरारत करेगा ?
पाकिस्तान की फौज ने उन आतंकवादी अड्डों को फिर से सक्रिय कर दिया है, जिन्हें ऑपरेशन सिन्दूर के दौरान तबाह कर दिया गया था. ये आतंकवादी कैंप एक बार फिर पाकिस्तान की फौज की निगरानी और हिफाज़त में है.
दूसरी तरफ भारत में DRDO ने ड्रोन के जरिए मिसाइल फायर करने का टेस्ट किया. इसकी सफलता देखकर पाकिस्तान के पसीने छूट जाएंगे.
पाकिस्तान के फील्ड मार्शल आसिम मुनीर ने चीन जाकर वहां के उपराष्ट्रपति और विदेश मंत्री से मुलाकात की. बीजिंग में पैर रखते ही आसिम मुनीर को चीन से फटकार पड़ी क्योंकि चीनी इंजीनियर बलूचिस्तान में हो रहे हमलों में मारे जा रहे हैं.
भारत के चीफ ऑफ डिफेंस स्टाफ जनरल अनिल चौहान ने पाकिस्तान को चेतावनी देते हुए कहा कि हमारी सेनाओं बिल्कुल एलर्ट मोड में हैं क्योंकि हमें मालूम है कि सरहद के पास पाकिस्तान कैसी हरकतें कर रहा है.
इस बात के पूरे आसार हैं कि पाकिस्तान फिर से misadventure करेगा. जनरल आसिम मुनीर को लगता है कि 4 दिन की लड़ाई में बुरी तरह मार खाकर भी उन्हें बहुत फायदा हुआ.
जो पाकिस्तान दुनिया के सामने कटोरा हाथ में लेकर घूम रहा था, वो पहलवान बनकर ताल ठोकने लगा.
जो पाकिस्तान पूरी दुनिया के लिए अप्रासंगिक हो गया था, उसे पशअचितमी मीडिया ने भारत जैसी क्षेत्रीय महाशक्ति के बराबर लाकर खड़ा कर दिया.
रही सही कसर ट्रंप ने पूरी कर दी. 25 बार Ceasefire के पापा होने का दावा किया. पांच Planes के गिरने की बात भी कर दी. जनरल मुनीर को White House में lunch कराया.
जिस पाकिस्तान को कुछ महीने पहले तक ट्रंप कुछ नहीं समझते थे, उसे भारत के साथ एक तराजू में तौल दिया. दूसरी तरफ पाकिस्तान को चीन से हथियार मिले, Turkey से drone भी मिले और operator भी.
चीन ने पाकिस्तान को जंग के वक्त भारतीय सेना के बारे में Real Time Intelligence दी. पाकिस्तान की तरफ से Proxy War लड़ी. किसी भी फौज को और क्या चाहिए?
पाकिस्तान में आतंकी अड्डे तबाह हुए, Air Defence System बर्बाद हुए, Airbases तबाह हुए परपश्चिमी मीडिया ने perception बनाया मानो पाकिस्तान ने भारत का बहुत नुकसान कर दिया.
जिस फौज के खिलाफ पाकिस्तान के अंदर आवाज उठने लगी थी, वही नकारा फौज अपनी बहादुरी के किस्से सुनाने लगी. अब पाकिस्तान के अंदर impression ये है कि ट्रंप मीडिया में भारत को ठोकने में लगे हैं. चीन पाकिस्तान की फौज का माई-बाप बना हुआ है. पाकिस्तान को Loan भी मिलने लगा है.
ऐसे में जनरल मुनीर का दिमाग खराब हो जाए तो इसमे हैरानी की कोई बात नहीं है. ये बात अलग है कि इस बार पाकिस्तान को misadventure बहुत भारी पड़ेगा. भारत ने ऑपरेशन सिंदूर से जो कुछ सीखा है, वो पाकिस्तान के टुकड़े करने के लिए काफी है.
Is Asim Munir plotting another misadventure?
Reports have come about Pakistani army reactivating terror camps that were destroyed by India during Operation Sindoor in both Pakistan and Pak Occupied Kashmir. These terror camps have started working under the vigil of Pakistani army.
Meanwhile, India’s Defence Research and Development Organization (DRDO) has conducted a successful test of a precision guided missile fired from a drone. Pakistan Army Chief Gen Asim Munir is in Beijing. He has met the Chinese vice-president and foreign minister.
India’s Chief of Defence Staff Gen Anil Chauhan has warned Pakistan to desist from activating terror bases of Lashkar-e-Taiyyaba, Jaish-e-Mohammed and Hizbul Mujahideen. Terror launch pads and training centres have been set up in Looni, Phutwal, Jamila Post, Umranwali, Chaprar, Chhota Chak and Janglora junges.
Pakistani army has installed thermal imaging sysems, foliage penetrating radars and satellite surveillance equipment in at least 13 ISI terror launch pads that were closed after Operation Sindoor.
These launch pads have been activated in Kel, Dudhniyal, Jura, Leepa Valley, Pachhiban Chaman, Naiyali, Jankote, Chakati and Nickale.
Jaish-e-Mohammed chief Masood Azhar addressed his cadre in Bahawalpur and appealed for funds, while Lashkar commanders are collecting funds by organizing rallies.
There are possibilities of Pakistan resorting to misadvernture again. Gen Asim Munir still feels that his army has won despite getting a severe thrashing from Indian armed forces during the four-day air attacks. Pakistan was begging for funds from IMF, Asian Development Bank and other countries. It had become increasingly irrelevant on world stage, but sections of western media, during and after the conflict, projected Pakistan on par with a regional power like India.
Donald Trump completed the rest by claiming at least 25 times that it was he who brought about a ceasefire between India and Pakistan. Trump even spoke about five planes being downed during the brief conflict. He hosted Gen Munir to lunch in the White House.
The same Trump who detested Pakistan for cheating the US by taking billions of dollars in the past in the name of combatting terrorists, has now started weighing India and Pakistan on the same balance.
On the other hand, Pakistan got jet fighters, missiles and air defence systems from China and drones and operators from Turkey. China provided real time intelligence to Pakistan during the conflict. Pakistan was actually fighting a proxy war for China against India during the four-day conflict. China was testing its weapons and planes during the conflict.
India destroyed Pakistani air bases, terror hideouts and air defence systems during the conflict, but western media created a perception as if Pakistan inflicted heavy losses on India. The ill-equipped Pakistan army, which was being criticized in its own country, started weaving false tales of bravery.
Presently, an impression is being created in Pakistan as if Donald Trump is trying to browbeat India. China has become the protector and guardian of Pakistan. The impoverished nation is also getting loans from multilateral organizations. In such circumstances, one should not be surprised if Gen Asim Munir starts losing his mental balance.
One thing is certain. If Pakistan carries out a misadventure again, it will have to pay a heavy cost. Whatever lessons that India has learnt from Operation Sindoor is enough to break Pakistan into pieces.
तेजस्वी चुनाव का बॉयकॉट करेंगे : लालू कैसे मानेंगे
पहली बार वोटर लिस्ट के गहन पुनरीक्षण के मसले पर चुनाव आयोग ने सीधी-सीधी साफ बात की. तेजस्वी यादव और राहुल गांधी को स्पष्ट जवाब दिए. तेजस्वी यादव बार बार पूछ रहे हैं आखिर बिहार में चुनाव से तीन महीने पहले वोटर लिस्ट में बदलाव की क्या जरूरत?
चुनाव आयोग ने कहा कि आज बिहार में वोटर लिस्ट का पुनरीक्षण हो रहा है, इसके बाद पूरे देश में होगा, कहीं न कहीं से शुरूआत करनी ही थी. तेजस्वी आरोप लगा रहे हैं कि चुनाव आयोग बीजेपी के इशारे पर बिहार के 51 लाख वोटरों का नाम काटना चाहता है. चुनाव आयोग ने कहा कि जिन लोगों की मौत हो गई, जो स्थायी तौर पर बिहार से अन्य राज्यों में जा कर बस गए, जिन वोटर्स के नाम दो-तीन जगहों पर वोट बना है, जिन विदेशी घुसपैठियों के नाम वोटर लिस्ट में जुड गए हैं, क्या उन सबके नाम पर फर्जी वोटिंग होने दी जाए? क्या इससे लोकतन्त्र मजबूत होगा?
चुनाव आयोग का कहना है कि वोटर लिस्ट को दुरुस्त करना, फर्जी वोटरों के नाम काटना आयोग की जिम्मेदारी है. क्या चुनाव आयोग कुछ लोगों के शोर मचाने से अपनी जिम्मेदारी निभाना छोड़ दे ?
राहुल गांधी कह रहे हैं उनके पास कर्नाटक चुनाव में चुनाव आयोग की बेईमानी के सबूत हैं, वो सबूतों के साथ आयोग को expose करेंगे. इस पर आयोग ने कहा कि एक मामला हाईकोर्ट में विचाराधीन है, कोर्ट भी सबूत देखेगा, बेहतर होगा अदालत के फैसले का इंतजार किया जाए. चुनाव आयोग ने राहुल गांधी का नाम नहीं लिया, लेकिन इतना जरूर कहा कि अगर वोटर लिस्ट में गड़बड़ी थी, तो इसके खिलाफ कोई अपील क्यों नहीं की गई? कांग्रेस के किसी भी हारे हुए फम्मीदवार क्यों नहीं अर्जी दी? और अब इसे लेकर चुनाव आयोग पर बेबुनियाद आरोप लगाए जा रहे हैं.
तेजस्वी य़ादव ने एक बड़ा दांव चला. तेजस्वी ने कहा अगर वोटर लिस्ट से लाखों लोगों के वोट काटे जाएंगे, अगर इसी तरह बेईमानी होगी तो फिर चुनाव लड़ने का क्या मतलब? वह चुनाव का बॉयकॉट कर सकते हैं, इस पर सहयोगी दलों से भी बात करेंगे.
तेजस्वी और राहुल की शिकायत ये थी कि चुनाव आयोग जवाब क्यों नहीं देता. चुनाव आयोग ने ये स्पष्ट कर दिया कि किसके वोट काटे जाएंगे. वो जिनकी मौत हो चुकी, वो जो बिहार से बाहर shift हो चुके हैं, वो जो घुसपैठिए हैं, वो जो फर्जी voter हैं और वो लोग जिनके Voter List में नाम दो-दो बार हैं. ऐसे लोगों के नाम काटे जाने का विरोध किसी को नहीं करना चाहिए.
ऐसे लोगों के नाम काटना चुनाव आयोग की जिम्मेदारी है. अगर किसी ऐसे व्यक्ति का नाम कटे, जो जिंदा है, shift नहीं हुआ, घुसपैठिया नहीं है, तो फिर उसे आपत्ति दर्ज करने के लिए 30 दिन का समय मिलेगा. अब चुनाव आयोग इससे ज्यादा और क्या कर सकता है ?
जहां तक बिहार चुनाव के Boycott का सवाल है, .मुझे नहीं लगता कि तेजस्वी चुनाव का बहिष्कार करेंगे. आज की परिस्थितियों में Election Boycott करने का मतलब होगा, प्रशांत किशोर को खुला निमंत्रण देना. PK को RJD की जमीन पर कब्जा करने का अवसर देना और ये लालू कभी नहीं होने देंगे.
मौलानाओं के साथ RSS : मुलाक़ात हुई, क्या बात हुई
राष्ट्रीय स्वयंसेवक संघ के सरसंघचालक मोहन भागवत ने दिल्ली के हरियाणा भवन में देश भर से आए इमामों, मौलानाओं, मुस्लिम बुद्धिजीवियों और विद्वानों के साथ बैठक की. इस बैठक में 60 से ज्यादा मौलानाओं ने हिस्सा लिया. संघ की तरफ से मोहन भागवत के अलावा सरकार्यवाह दत्तात्रेय होसबाले, सह सरकार्यवाह कृष्ण गोपाल, राम लाल और इंद्रेश कुमार ने हिस्सा लिया. करीब 3 घंटे तक चली इस बैठक में मौलानाओं ने अपने मन की आशंकाएं RSS प्रमुख के सामने रखीं.
मोहन भागवत ने मौलानाओं को बताया कि हिन्दू मुस्लिम भाइयों से क्या अपेक्षाएं रखते हैं, दूरियां खत्म करने के लिए क्या हो सकता है.
ऑल इंडिया इमाम ऑर्गनाइजेशन के चीफ इमाम उमेर अहमद इलियासी ने कहा कि मोहन भागवत लगातार सांप्रदायिक एकता की कोशिश कर रहे हैं, हिन्दू और मुसलमान दोनों ही चाहते हैं कि देश आगे बढ़े, विश्वगुरू बने. अच्छी बात ये रही है कि RSS के नेताओं के सामने मौलानाओं ने खुल कर बात की. चाहे बुलडोजर एक्शन हो, गोवध के नाम पर मॉब लिंचिंग का मुद्दा हो, मुसलमान कारोबारियों के बायकॉट का मसला हो, पहचान दिखाने की बात हो या फिर वक्फ का संशोधित कानून हो, मुस्लिम समाज के लोगों ने खुलकर अपनी शिकायतें रखीं. भागवत ने सुना और भरोसा दिलाया कि RSS अपनी तरफ से मुस्लिम भाइयों के मन की बात हर स्तर पर रखेगा.
मुसलिम नेताओं के साथ RSS की बात हो, ये एक सकारात्मक संकेत है. दोनों एक दूसरे से मिलें, एक दूसरे को समझने की कोशिश करें, एक दूसरे का संशय मिटाने की कोशिश करें, ये अच्छी बात है. ये dialogue उन नेताओं से भी होना चाहिए, जिनकी मुस्लिम समाज में ज्यादा पैठ है, ज्यादा मान्यता है, इसके साथ साथ दोनों तरफ के fringe elements पर रोक लगाने की कोशिश भी होनी चाहिए. मोहन भागवत की नीति ठीक है, नीयत साफ है, उनके प्रयास की सराहना होनी चाहिए.
Boycotting Bihar polls : Lalu will never allow this extreme step
For the first time, the Election Commission replied to allegations being made about the special intensive revision of electoral rolls in Bihar. The Chief Election Commissioner Gyanesh Kumar said, “Should bogus votes be allowed in violation of the Constitution?..Should the Commission be swayed by attacks (by the opposition), and allow bogus votes to be cast in the name of electors who are deceased, permanently shifted, enrolled at two or more places…Some beginning had to be made from somewhere and this special intensive revision will be carried in all states in a phased manner.”
In Bihar, nearly 99 per cent of the total electors have been covered by this special intensive revision exercise, and over 91.3 per cent forms have been received and digitised.
On Congress leader Rahul Gandhi’s allegation that there was “vote theft” in Maharashtra and Karnataka, the Election Commission described it as “baseless and an afterthought”.
The EC said: “It is highly unfortunate that rather than filing an election petition as per law, or if filed, awaiting verdict of high court, he has not only made baseless allegations but also chosen to threaten EC, which is a constitutional body”.
The EC pointed out that defeated Congress candidates did not file a single election petition to challenge the result, despite the law allowing them to do so within 45 days of declaration of result. Other, however did file 10 election petitions in the High Court”.
On Thursday, RJD leader Tejashwi Yadav threatened to boycott Bihar assembly polls if the opposition’s voice on special intensive revision is not heard. He alleged that names of several lakh voters will be removed in Bihar, and if such a move takes place, there was no reason in contesting elections. Tejashwi Yadav said he would speak on this with like-minded opposition party leaders.
Till Thursday, Tejashwi Yadav and Rahul Gandhi’s complaint was that the Election Commission was not replying to their allegations.
When the Election Commission clarified that only names of those who are dead, or have shifted residence from Bihar, or who are illegal infiltrators, or who are fake voters or who have registered their names twice in the electoral list, will be removed, the picture is now clear. There should be no opposition to such a legally valid move.
It is the responsibility of the Election Commission to remove such names from the voters’ list. If any elector’s name is removed though he or she is alive, or has not shifted, or is not an infiltration, he or she will get 30 days’ time to file objections.
What more can the Election Commission do beyond this? As far as boycotting election is concerned, I don’t think Tejashwi Yadav will go to this extreme step.
Boycotting elections under present circumstances in Bihar will give a clean field to Prashant Kishore’s Jan Suraaj Party. PK will get the chance to occupy RJD’s base in Bihar and Lalu Yadav will never allow this to happen.
RSS chief’s meet with Muslim leaders : A positive step
RSS chief Mohan Bhagwat met Islamic scholars, maulanas and imams in Delhi’s Haryana Bhavan on Thursday. More than 60 Islamic scholars took part. Apart from Mohan Bhagwat, other RSS leaders Dattatreya Hosbale, Krishna Gopal, Ram Lal and Indresh Kumar also participated in the three-hour-long meeting. The maulanas aired their grievances before RSS leaders.
Bhagwat told the maulanas what Hindus expect from Muslim brethren and how the chasm could be narrowed between both communities. All India Imam Organisation chief Imam Umer Ahmed Ilyasi said, both the communities want to leave in peace and brotherhood and want India to become a world power.
The maulanas spoke openly in the presence of RSS leaders, like bulldozer action, mob lynching in the name of cow protection, boycott of Muslim traders, forcing minorities to prove their identities or the amended Waqf law. Bhagwat listened to their viewpoints and assured that the RSS would raise the voice of Muslims at all levels. He said, it would be better if religious leaders live in harmony and avoid giving hate speeches.
The RSS chief and its top leadership speaking to Muslim leaders is a positive sign. There should be more such meetings so that suspicious and grievances could be removed. This dialogue should continue with those Muslim leaders also, who have more recognition in their own community and who have a wider base. There must be efforts from both side to curb fringe elements that indulge in spreading hate.
Mohan Bhagwat’s policy is on the right path, his intentions are clear and such a move must be appreciated.
विपक्ष को बिहार की ड्राफ्ट वोटर लिस्ट का इंतज़ार करना चाहिए
बिहार में वोटर लिस्ट के गहन पुनरीक्षण के मुद्दे को लेकर पटना से लेकर दिल्ली तक ज़बरदस्त हंगामा हुआ. बिहार विधानसभा में तेजस्वी यादव और नीतीश कुमार के बीच नोंकझोंक हुई. RJD के विधायक और डिप्टी सीएम विजय सिन्हा आपस में भिड़ गए. तेजस्वी यादव ने कहा कि दावा किया जा रहा था कि बिहार में बड़ी संख्या में बांग्लादेशी और रोहिंग्या वोटर बन गए हैं, इसलिए वोटर लिस्ट का पुनरीक्षण जरूरी है, लेकिन अब तक एक भी ऐसा वोटर नहीं मिला.
तेजस्वी यादव ने पूछा कि 51 लाख लोगों का वोट क्यों काटा जा रहा है? क्या नागरिकों से वोट का अधिकार छीनना लोकतन्त्र की हत्या नहीं हैं? इस पर नीतीश कुमार भडक गए. संसद में भी विपक्ष के नेताओं ने खूब शोर मचाया. वोटर लिस्ट के रिवीज़न पर तुरंत बहस की मांग की, लेकिन सरकार की तरफ से साफ संकेत मिले हैं कि इस मुद्दे पर संसद में चर्चा नहीं होगी क्योंकि तुनाव आयोग एक स्वतन्त्र संवैधानिक संस्था है, वोटर लिस्ट का पुनरीक्षण करना उसका अधिकार है, संसद उसमें हस्तक्षेप नहीं कर सकती.
लेकिन राहुल गांधी ने कहा कि उनके पास पक्के सबूत हैं कि महाराष्ट्र के साथ साथ कर्नाटक में भी वोटर लिस्ट में बड़े पैमाने पर हेराफेरी की गई, इसके सबूत वो जल्दी ही सार्वजनिक करेंगे और चुनाव आयोग को जबाव देना मुश्किल हो जाएगा. लेकिन सवाल ये है कि जब सुप्रीम कोर्ट में 28 जुलाई को इस मसले पर सुनवाई होनी है, तो फिर विपक्ष विधानसभा और संसद में हंगामा क्यों कर रहे हैं.
विपक्ष के सारे नेता चुनाव आयोग पर आरोप लगा रहे हैं, आयोग के बहाने सरकार को घेर रहे हैं, लेकिन आयोग अपना काम करने में लगा है. चुनाव आयोग ने जो आंकड़े जारी किए हैं, उनमें बताया गया है कि बिहार में वोटर लिस्ट के रिवीजन का काम करीब करीब पूरा हो गया है. 98 प्रतिशत से ज्यादा वोटर्स के फॉर्म जमा हो गए हैं. अब तक वोटर लिस्ट में ऐसे बीस लाख नाम मिले हैं जिनकी मौत हो चुकी है. 28 लाख वोटर अपने पते पर नहीं मिले, वो दूसरी जगह जा चुके हैं. सात लाख लोग ऐसे मिले, जिनका वोट एक से ज्यादा जगह बना है. एक लाख लोगों का पता नहीं लगा.
चुनाव आयोग का कहना है कि 1 अगस्त तक वोटर लिस्ट का ड्राफ्ट तैयार हो जाएगा. फिर 1 सितंबर तक इसमें संशोधन होगा. अगर किसी को कोई आपत्ति या शिकायत है, तो चुनाव आयोग उसकी जांच करेगा. राजनीतिक दल भी वोटर लिस्ट को ग्राउंड पर जाकर क्रॉस चैक कर पाएंगे. एक महीने में सारी शिकायत दूर होने के बाद वोटर लिस्ट फाइनल होगी. मुझे लगता है कि विपक्ष को चुनाव आयोग पर कीचड़ उछालने के बजाए वोटर लिस्ट के ड्राफ्ट और सुप्रीम कोर्ट के फैसले का इंतजार करना चाहिए.
जस्टिस यशवन्त वर्मा का मामला लम्बा खिंच सकता है
सुप्रीम कोर्ट ने जस्टिस यशवन्त वर्मा की तरफ से फाइल की गई अर्जी को सुनवाई के लिए मंजूर कर लिया. जस्टिस वर्मा ने कैश-कांड की जांच करने वाली सुप्रीम कोर्ट की कमेटी की रिपोर्ट को चुनौती दी है और भारत के पूर्व चीफ़ जस्टिस संजीव खन्ना की उस सिफारिश को भी ख़ारिज करने की मांग की है जिसमें उनके ख़िलाफ़ महाभियोग चलाने की सिफ़ारिश की गई है.
जस्टिस वर्मा ने सुप्रीम कोर्ट में कपिल सिब्बल, मुकुल रोहतगी, सिद्धार्थ लूथरा और सिद्धार्थ अग्रवाल जैसे बड़े वकीलों को उतारा है. कपिल सिब्बल ने चीफ जस्टिस बी आर गवई की बेंच में जस्टिस यशवंत वर्मा की अर्जी का जिक्र किया, और कहा कि जस्टिस वर्मा ने कुछ संवैधानिक सवाल उठाए हैं, इसलिए उनकी अर्जी पर जल्द सुनवाई की जाए. चीफ़ जस्टिस गवई ने इस केस की सुनवाई के लिए एक बेंच गठित करने की बात कही लेकिन ये भी साफ कर दिया कि वो ख़ुद बेंच का हिस्सा नहीं होंगे क्योंकि वह भी सुप्रीम कोर्ट कॉलेजियम के सदस्य के तौर पर जस्टिस वर्मा के खिलाफ हुई जांच की प्रक्रिया का हिस्सा थे.
इसी साल मार्च में जस्टिस वर्मा के घर में आग लगी थी. इसके बाद नोटों से भरी, जली हुई बोरियों मिली थीं जो बाद में गायब कर दी गईं. इसके बाद उस वक़्त के चीफ़ जस्टिव संजीव खन्ना ने जस्टिस वर्मा को दिल्ली हाईकोर्ट से इलाहाबाद हाईकोर्ट में ट्रांसफर किया और मामले की जांच के लिए, पंजाब और हरियाणा हाई कोर्ट के चीफ जस्टिस शील नागू की अध्यक्षता में तीन जजों की कमेटी बनाई थी. इस कमेटी ने 55 गवाहों के बयान लिए, जस्टिस वर्मा के सरकारी बंगले का दौरा किया और जांच में पाया कि जो नोटों से भरी हुई बोरियां मिली थी, वो जस्टिस वर्मा की थीं.
जस्टिस वर्मा के केस में देरी होती जा रही है. मामला अजीब रुख लेता जा रहा है. शुरुआत से देखें. उनके घर पर नोट मिले, उसका सबूत वीडियो पर है, पुलिस ने देखा है, पर न तो पुलिस उनसे पूछताछ कर सकती है, न FIR कर सकती है, न पंचनामा कर सकती है क्योंकि कानून ही ऐसा है.
सुप्रीम कोर्ट के Chief Justice के अधिकार भी ऐसे मामलों में सीमित हैं. वह भी जज को सिर्फ transfer कर सकते हैं जो उन्होंने कर दिया. दूसरा काम, वह इस पूरे मामले की जांच कर सकते हैं, जज की जो enquiry हुई, उसमें भी Justice वर्मा को दोषी पाया, तो भी मुख्य न्यायाधीश Justice वर्मा को सिर्फ इस्तीफा देने के लिए कह सकते हैं. उन्होंने कहा लेकिन Justice वर्मा ने इनकार कर दिया. इसके बाद Chief Justice of India ने सरकार से उन्हें impeach करने के लिए कहा.
महाभियोग की प्रक्रिय भी लम्बी है. ये process शुरू होता, इससे पहले Justice वर्मा ने Chief Justice के फैसले को ही Supreme Court में challenge कर दिया. बड़े-बड़े वकील उनकी तरफ से पेश होंगे. ये मामला लंबा खिंच सकता है. impeachment में भी समय लगेगा और जबतक कोई अन्तिम फैसला नहीं हो जाता, तबतक Justice यशवंत वर्मा High Court के Judge बने रहेंगे, उनका रुतबा बरकरार रहेगा.
Opposition should wait for Bihar draft electoral list
There was uproar by the opposition in both Patna and Delhi over Election Commission’s Special Intensive Revision (SIR) in Bihar. In the state assembly, RJD leader Tejashwi Yadav claimed, not a single Bangladeshi or Rohingya has been found as a voter in the electoral list. He asked why Election Commission is silent on this issue. Tejashwi Yadav questioned why names of 51 lakh voters are being removed. He described withdrawal of voting rights as “murder of democracy”.
In Parliament, most of the opposition parties created uproar and stalled proceedings in both Houses over the SIR issue. They carried placards opposing the EC’s move, but Speaker Om Birla did not allow a discussion on this issue. There are clear indications that the government is unwilling to allow a debate on this matter, because EC is a constitutional body which has the right to revise electoral lists.
Congress leader Rahul Gandhi claimed, he had concrete evidence of large-scale changes made in the voters’ lists in Karnataka and Maharashtra. He promised to make this public soon. Supreme Court is going to hear the SIR issue on July 28.
While the opposition is levelling charges against the EC on SIR issue, the Commission is carrying on with its work. Data released by Election Commission shows that the special intensive revision is almost complete. More than 98 per cent voters have submitted their enumeration forms. Nearly 20 lakh voters have died since the last revision took place. Nearly 28 lakh voters are not reachable at their known addresses. They might have shifted their residence elsewhere. Nearly seven lakh voters were found to have vote in more than one places. Nearly one lakh voters are untraceable.
Election Commission says, the draft electoral list will be ready by August 1, and one month’s time will be given to voters and political parties to file objections till September 1. Their objections will be taken up by the EC. Political parties can cross check the electoral lists by going to the ground level. After disposing all objections within a month, the final electoral list will be issued.
I think the opposition should wait for the EC’s draft electoral list and Supreme Court’s judgement instead of levelling baseless charges against the Election Commission.
Why Justice Yashwant Varma’s case will drag on
Supreme Court has decided to set up a bench to hear Justice Yashwant Varma’s petition challenging the report of the inquiry committee of judges set up by the apex court in the cash recovery case.
In the petition, the judge has sought to cancel the recommendation of the then Chief Justice Sanjiv Khanna calling for his impeachment. Justice Yashwant Varma has fielded top lawyers like Kapil Sibal, Mukul Rohatgi, Siddharth Luthra and Siddharth Agrawal in his defence.
In the Supreme Court, Kapil Sibal mentioned the judge’s petition and said some constitutional issues have been raised and there should be an urgent hearing. Chief Justice B R Gavai agreed to set up a special bench, but recused himself from the bench since he was part of the inquiry process as a member of the SC Collegium.
The three-judge inquiry committee, headed by Chief Justice of Punjab & Haryana High Court Sheel Nagu, had recorded the statements of 55 witnesses and had visited the judge’s bungalow where the cash was recovered in stacks.
On the basis of the inquiry committee report, the then CJI Sanjiv Khanna had written letters to President and Prime Minister on May 8 recommending impeachment of the judge. In his petition, Justice Varma has said that he was not given full opportunity to express his viewpoint.
Justice Varma’s case is not only being delayed but it becoming curiouser. It is a fact that currency notes were found from his official residence, there is a video of the notes, police had seen the bundles of cash, but neither police can question the change, nor can it file an FIR. Police cannot prepare a panchnama (statement of five persons).
The law forbids the police in doing so. The powers of Chief Justice of India are also limited. The CJI can transfer the judge, which he did. He can order an inquiry, which he did by setting up a committee of three senior judges who found Justice Varma guilty. The CJI can ask Justice Varma to resign, but the latter declined to do so.
The only option left for the CJI was to recommend to the government to initiate impeachment proceedings, which is long and time consuming. Before impeachment process could begin in Parliament, Justice Varma challenged the CJI’s decision in the Supreme Court. Top lawyers will appear for him. The matter can drag on.
The impeachment may take time. Unless the final decision comes, Justice Yashwant Varma will continue to be the judge of the High Court.
