As the death toll in Bihar hooch tragedy touched 75 on Tuesday, raids were conducted as part of Operation Clean Drive in Patna, Danapur, Saran and Muzaffarpur to seize illicit liquor on Sunday and Monday. In Dhangar Toli of West Champaran, several people, including women, working for local liquor mafia attacked an excise party injuring two persons.

The Special Investigation Team has arrested a local liquor trader Akhilesh Rai alias Yadav from Isuapur in Saran district, and seized Rs 2.17 lakh cash from his locations. More than 28 people connected with liquor trade have been arrested in Saran district alone. Thirty-one people have lost their eyesight after consuming illicit hooch.

In my primetime show ‘Aaj Ki Baat’ telecast on Monday night on India TV, we showed how police used drone cameras to search for illicit hooch hearths and zeroed in on those locations. Bihar Police has now got a new Director General of Police, Rajvinder Singh Bhatti, who is now overseeing the anti-liquor mafia drive. For the first time, police ventured into the forested area in riverine islands (Diyara) to locate and seize illicit liquor making dens. Boats were used by police to cross the river and enter the zone, where normally police fear to enter even during daytime. Police managed to seize and destroy several hooch making dens, but liquor mafia traders managed to escape. Why? Did somebody provide advance information to them?

India TV reporters Nitish Chandra and Pawan Nara went into the riverine forested area with police raiding teams. The amount of illicit liquor seized is enough to reject the state government’s claim that prohibition was enforced strictly during the last six years. While opposition leaders are alleging that more than 100 people have died of poisonous liquor during the last one week, the government is sticking to its official figure of 38 liquor-related deaths.

Bihar police knew that illicit hooch was being manufactured in the riverine forest islands across the vast swathe of river Ganga. Using drone cameras, the raiding team went at least 3.5 kilometre inside the catchment forest area, at a place between Patna and Chhapra, and unearthed hooch making dens. There was not a single bootlegger present. Only drums and jars filled with illicit hooch was seized. The entire raid was videographed. Since 20,000 litres of illicit hooch was seized, and it was difficult to carry by boats, the entire seized liquor was emptied into the river by police. The empty drums and liquor making paraphernalia was set on fire by police.

In Maner locality of Patna too, police destroyed illicit hooch making dens in the riverine island of Rampur Sone river. Thousands of litres of hooch was found hidden in drums and polythene bags, while hundreds of litres of liquor was hidden underground. Police could arrest only six persons engaged in hooch making in Maner.

In the densely populated locality of Danapur, near Digha AIIMS flyover, police seized a drum, gallon and polythene bag full of mahua, jawa and jaggery, dug inside the ground. A police official said, a similar raid had taken place two days ago, but within 48 hours, hooch making was resumed. In Muzaffarpur, police seized 112 cartons carrying 960 litres of Indian Made Foreign Liquor from a pickup ban near Ramnagar Chowk.
Nitish Kumar’s government may claim that such raids are proof of its strong will to root out liquor mafia, but I think, these raids are of a cosmetic nature.

India TV reporter Nitish Chandra was with police raiding teams throughout the day on Monday, and sent videos, which clearly indicate that there is complete rule of liquor mafia in those areas. Policemen feared to tread into their domain. One riverine forested island of river Ganga was witness to a firing between two groups of sand mafia a few days ago. Five people died, but police stood helpless on the riverbanks. The killers fled away with impunity, and only much later, did policemen gather the courage to pick up the bodies.

It has been an open secret for the last six years that the riverine islands, where raids were conducted on Monday, are home to a thriving illicit hooch trade. Illicit hooch was being made fearlessly, in hearths using all implements in the open, for the last six years by the local mafia. Bihar police had drones, boats and adequate staff to take action. The prohibition law was not made recently. People were dying of illicit hooch not for the first time.
Chief Minister Nitish Kumar has not vowed to root out liquor trade for the first time. It was only when people started dying in scores, and the national media showed the bodies of victims, the opposition raised a hue and cry, and the ‘su-shashan’(good governance) chimera of Nitish Kumar’s rule was exposed, that the police took out their rifles, drones and boats, and went to destroy the liquor making dens.

Had the state police taken action years ago, hundreds of families would not have wept for their loved ones. So many funeral pyres would not have burnt. Hundreds of children would not have been orphaned. The Prohibition Minister of Bihar, Sunil Kumar, stood by his claim that only 38 persons died after consuming poisonous hooch. The minister blamed the media for “blowing the matter out of proportion”. He started giving figures of more illicit hooch deaths in other states compared to Bihar. But, his own ally, Congress is not ready to accept his figure as gospel truth.

Congress leader Ajit Sharma said, more than 100 people may have died by consuming illicit liquor. Kedarnath Singh, an MLA belonging to another ally, RJD, said the minister’s claim was incorrect. He said, more than 60 people have died of spurious liquor in Chhapra alone. The Opposition has demanded that the government must come out with true facts and figures about spurious liquor deaths. CPI(ML) legislators, who support the government, staged a protest over hooch deaths on Monday.

Despite such hue and cry over deaths, Chief Minister Nitish Kumar continues to parrot the line that death due to illicit liquor is not new. He said, such deaths take place everywhere and Bihar was being defamed. The chief minister is adamant that his government will not pay compensation to the kin of victims. But now that the matter has become serious, even RJD, JD(U), Congress and Left MLAs are also demanding that compensation should be given.

BJP leader and Union Minister Giriraj Singh said, Nitish Kumar is giving weak arguments and is trying to mislead people on the issue of prohibition. “Illicit hooch is being made and sold under the very nose of government, and this is a clear proof of his government’s failure. Let him close down all police stations. Criminals will go to jails on their own”, he said in a mocking tone.

Giriraj Singh is right: Nitish Kumar is giving weak arguments, telling untruths to save his so-called clean image. If Nitish Kumar says, “jo piyega who marega” (those who drink, will die), then, its corollary is, “jo pilayega who mouj karega” (Those who make others drink will enjoy). Those who consumed poisonous liquor lost their lives, but their children have become orphans and their wives have become widows. They are the victims of the government’s callousness, negligence, corruption and open collusion with mafia. Why shouldn’t these victims be given compensation? These victims did not drink liquor. They have not committed any sin. In 2016, when people died after consuming illicit liquor in Gopalganj, Nitish Kumar’s government gave Rs 4 lakhs to each of the kin of those dead. Are compensation rules different for people of Gopalganj?

The bitter truth is: Nitish Kumar is desperately trying to hide his failure. The list of 75 people who died carries their names and details. But his government is stuck on the figure of 38 deaths. Pressure is being put on their kin to cremate the bodies without any post-mortem. The government is making a mockery of the kin of those dead, instead of showing sympathy. Even legislators who support the government are worried, but Nitish Kumar continues to move around with a smile. The people of Bihar will not tolerate such smiles at a time of tragedy. People are openly questioning whether this is Nitish Kumar’s ‘su—shashan’ (good governance)?

पाकिस्तान के विदेश मंत्री बिलावल भुट्टो ज़रदारी ने एक ऐसा बयान दिया है जिसकी पूरी दुनिया में आलोचना हो रही है। बिलावल भुट्टो द्वारा संयुक्त राष्ट्र में प्रधानमंत्री नरेंद्र मोदी के खिलाफ की गई टिप्पणी काफी असभ्य है। साथ ही ऐसा लगता है जैसे पाकिस्तान ने विदेश मंत्री एस. जयशंकर के बयान के आगे घुटने टेक दिए हों। जयशंकर ने अपने बयान में पाकिस्तान पर आतंकी ‘ओसामा बिन लादेन की मेजबानी’ का जिक्र किया था।

भारतीय विदेश मंत्रालय ने शुक्रवार को बिलावल भुट्टो की टिप्पणी को ‘पाकिस्तान के मानकों से भी असभ्य’ बताया और उन्हें 1971 में पाकिस्तानी सेना के हाथों बांग्लादेश में लाखों लोगों के नरसंहार के बारे में याद दिलाया।

बिलावल भुट्टो द्वारा मोदी को ‘गुजरात का कसाई’ बताने के खिलाफ बीजेपी कार्यकर्ताओं द्वारा जम्मू, मुंबई और अन्य शहरों में विरोध प्रदर्शन किया गया है। गुरुवार को संयुक्त राष्ट्र की ब्रीफिंग रूम में बिलावल भुट्टो ने कहा, ‘मैं जयशंकर को याद दिलाना चाहूंगा कि ओसामा बिन लादेन मर चुका है, जबकि ‘गुजरात का कसाई’ ज़िंदा है और वह भारत का प्रधानमंत्री है। प्रधानमंत्री बनने से पहले उसके अमेरिका आने पर पाबंदी लगी हुई थी। ये आरएसएस के प्रधानमंत्री और विदेश मंत्री हैं, जो हिटलर की नाज़ीवादी फ़ोर्स एसएस से प्रेरणा लेते हैं।

और बिलावल भुट्टो के इस बयान से ठीक पहले विदेश मंत्री एस. जयशंकर ने क्या कहा था? वे पाकिस्तान की विदेश राज्यमंत्री हिना रब्बानी खर के उस बयान का जवाब दे रहे थे जिसमें खर ने भारत को ‘आतंकवाद का सबसे बड़ा अपराधी’ बता दिया था।

जयशंकर ने हिना रब्बानी खर को पाकिस्तान का आतंकवादी इतिहास भी याद कराया। उन्होंने अमेरिका की पूर्व विदेश मंत्री हिलेरी क्लिंटन के उस बयान का ज़िक्र किया जो एक दशक पहले इस्मालाबाद की यात्रा के दौरान हिलेरी क्लिंटन ने हिना रब्बानी खर की मौजूदगी में दिया था। जयशंकर ने कहा-‘जहां तक मुझे याद है तो हिना रब्बानी खर के बगल में खड़े होकर हिलेरी क्लिंटन ने कहा था कि अगर आप सांप पालेंगे तो ये सोचकर नहीं बैठ सकते कि वो आपके पड़ोसियों को ही डसेंगे। देर सबेर वे सांप उन लोगों को भी डंस लेंगे जो उन्हें पालते हैं।

जयशंकर ने कहा, ‘दिक़्क़त ये है कि पाकिस्तान कभी भी अच्छी सलाह नहीं मानता…आप देख ही रहे हैं कि वहां क्या हो रहा है। आज पूरी दुनिया उन्हें आतंकवाद का अड्डा मानती है। इस क्षेत्र में और इसके बाहर तमाम गतिविधियों पर उनकी छाप नजर आती है।’

संयुक्त राष्ट्र सुरक्षा परिषद में कश्मीर का मुद्दा उठाने के लिए पाकिस्तान की आलोचना करते हुए जयशंकर ने कहा, ‘ जिस देश ने ओसामा बिन लादेन को सुरक्षित पनाहगाह दी और अपने पड़ोसी देश की संसद पर हमला किया, उसे संयुक्त राष्ट्र की शक्तिशाली संस्था में ‘उपदेश’ देने का कोई अधिकार नहीं है।’

बिलावल भुट्टो ने हमारे पीएम के खिलाफ तरह के शब्दों का इस्तेमाल किया है, उसकी उम्मीद दुनिया के किसी नेता से नहीं की जा सकती। बिलावल पाकिस्तान के विदेश मंत्री हैं। हालांकि, पाकिस्तान की जनता भी उनकी इस टिप्पणी को मूर्खतापूर्ण बता रही है। बिलावल शायद भूल गए हैं कि पाकिस्तान में सेना सरकार बनाती या बिगाड़ती है और सेना के समर्थन के कारण ही वह विदेश मंत्री बने हैं। वहीं नरेंद्र मोदी 135 करोड़ भारतीयों द्वारा आम चुनावों में एक बार नहीं, बल्कि दो बार प्रधानमंत्री चुने गए हैं। गुजरात के लोगों ने उन्हें तीन बार मुख्यमंत्री चुना और हाल के चुनावों में फिर से अपना भरोसा जताया।

मोदी भारत के सर्वाधिक पसंद किए जाने वाले राजनेता हैं। पाकिस्तान के विदेश मंत्री द्वारा अपने नेता के बारे में इस तरह की घटिया टिप्पणी भारत कभी बर्दाश्त नहीं करेगा। बिलावल भुट्टो को कोई नहीं जानता, अगर वे दिवंगत बेनजीर भुट्टो के बेटे और स्वर्गीय जुल्फिकार अली भुट्टो के नाती नहीं होते। मोदी एक गरीब परिवार से ताल्लुक रखते थे और उन्होंने जीवन में काफी मुश्किलों का सामना किया और लोगों का स्नेह पाने में सफल रहे।

पाकिस्तानी चैनल जियो न्यूज के रिपोर्टर को जयशंकर ने जो जवाब दिया उसे जरूर जानना चाहिए। रिपोर्टर ने जब एस. जयशंकर से पूछा कि भारत, पाकिस्तान और अफगानिस्तान कब तक आतंकवाद से लड़ेंगे, तो जयशंकर ने जवाब दिया: ‘ आप गलत मंत्री से यह सवाल कर रहे हैं। क्योंकि पाकिस्‍तान के मंत्री ही आपको बता सकते हैं कि पाकिस्‍तान कब तक आतंकवाद को बढ़ावा देना चाहता है। दुनिया मूर्ख नहीं है, दुनिया भूली नहीं है।

‘आज दुनिया उन देशों, संगठनों और लोगों की निंदा करती है जो आतंकवादी घटनाओं में संलिप्त हैं। चर्चा को किसी ओर दिशा में ले जाकर आप इसे छुपा नहीं सकते। अब आप किसी को भी और भ्रमित नहीं कर सकते। लोगों को अब समझ आ गया है। वे सच्चाई जानते हैं इसलिए, मेरी सलाह है कि कृपया अपनी हरकतों में सुधार करें और एक अच्छा पड़ोसी बनने की कोशिश करें। कृपया, बाकी दुनिया की तरह आर्थिक तरक्की, प्रगति और विकास में योगदान देने की कोशिश करें। मैं उम्मीद करता हूं कि आपके जरिए यह संदेश पहुंच जाएगा।’

जब जयशंकर ने पाकिस्तान को आईना दिखाते हुए हिना रब्बानी खर को पाकिस्तान का इतिहास याद दिलाया तो ये बात बिलावल को बहुत नागवार गुज़री। इसीलिए उन्होंने प्रधानमंत्री मोदी के बारे में घटिया बयान दिया। उन्होंने पीएम मोदी को ‘कसाई’ ‘हिटलर के एसएस’ जैसे शब्दों का इस्तेमाल किया। हालांकि पाकिस्तान में भी बिलावल के इस बयान की निंदा हुई। पाकिस्तान के कई लोगों ने कहा कि बिलावल विदेश मंत्री भले बन गए हैं लेकिन, उन्हें डिप्लोमेसी की तमीज़ नहीं है।

बिलावल भुट्टो की यह टिप्पणी ऐसे ऐतिहासिक दिन आई जब 1971 में इसी दिन भारत की सेना ने पाकिस्तान की सेना को घुटने टेकने पर मजबूर कर दिया था। पाकिस्तान के 91 हजार सैनिकों ने भारतीय सेना के सामने हथियार डाल दिए थे। भारत इस दिन को विजय दिवस के रूप में मनाता है।

बिलावल भुट्टो की इस टिप्पणी से बीजेपी कार्यकर्ता भड़क गए। बीजेपी के सांसद और युवा मोर्चा के अध्यक्ष तेजस्वी सूर्या की अगुवाई में बीजेपी कार्यकर्ताओं ने दिल्ली में पाकिस्तानी उच्चायोग के सामने जबरदस्त प्रदर्शन किया और जमकर नारेबाजी की। दिल्ली, जम्मू और मुंबई में प्रदर्शनकारियों ने बिलावल भुट्टो का पुतला फूंका। कांग्रेस ने भी बिलावल के बयान पर नाराजगी जाहिर की। कांग्रेस नेता प्रमोद तिवारी ने कहा कि देश की अंदरूनी राजनीति की बात अलग है लेकिन अगर कोई दूसरा देश हमारे प्रधानमंत्री के बारे में अपशब्द कहेगा तो उसके खिलाफ सारी पार्टियां एकजुट होकर जवाब देंगी। उन्होंने कहा, ‘बिलावल के दादा 1000 साल तक लड़ने की बात करते थे।’

अब मैं आपको बताता हूं कि बिलावल भुट्टो को मिर्ची क्यों लगी? एक तो हमारे विदेश मंत्री एस जयशंकर ने संयुक्त राष्ट्र में आतंकवाद के मुद्दे पर पूरी दुनिया के सामने पाकिस्तान को एक्सपोज कर दिया। मैं जयशंकर की तारीफ करूंगा कि उन्होंने पाकिस्तान को आईना दिखा दिया। पाकिस्तानी नेताओं को याद रखना चाहिए कि मोदी ने ही सबसे पहले लाहौर जाकर दोस्ती का हाथ बढ़ाया था लेकिन बदले में पाकिस्तान ने उरी और पुलवामा जैसे आतंकी घटनाओं को अंजाम दिया। जब पाकिस्तान नहीं माना तो मोदी ने इन हमलों का जवाब दिया। घर में घुसकर मारा, सर्जिकल स्ट्राइक की। मोदी ने पाकिस्तान को उसी की भाषा में जवाब दिया।

हर बार पाकिस्तान के हुक्मरान सारी दुनिया के सामने जाकर रोए पर उन्हें कहीं से समर्थन नहीं मिला। भारत ने लश्कर-ए-तैयबा के चीफ हाफिज सईद को आतंकवादी घोषित करवाया। चीन भी पाकिस्तान की मदद नहीं कर पाया। इसलिए पाकिस्तान को मिर्ची लगी। बिलावल भुट्टो सारी तमीज भूल गए। उन्होंने ऊल-जलूल बयान दिए। अब उनकी चारों तरफ से पिटाई हो रही है। होनी भी चाहिए क्योंकि उन्होंने काम ही ऐसा किया है।

The remarks made against Prime Minister Narendra Modi by Pakistan Foreign Minister Bilawal Bhutto at the United Nations are not only “uncivilized”, but appears to be a knee-jerk reaction to our External Affairs Minister S. Jaishankar’s remark about Pakistan “hosting Osama bin Laden”.

Indian External Affairs Ministry on Friday called out Bilawal Bhutto’s remarks as “uncivilized even by Pakistan’s standards” and reminded him about the 1971 genocide of millions of people in Bangladesh at the hands of the Pakistan Army.

There have been protests in Jammu, Mumbai and other cities by BJP workers against Bilawal Bhutto describing Modi as “butcher of Gujarat”. While speaking at the UN briefing room on Thursday, Bilawal Bhutto said: “I would like to remind Mr Jaishankar that Osama bin Laden is dead, but the butcher of Gujarat lives, and he is the prime minister (of India). He (Narendra Modi) was banned from entering this country (the United States). These are the prime minister and foreign minister of RSS, which draws inspiration from Hitler’s SS.”

And what did our External Affairs Minister S. Jaishankar say a few minutes earlier? He was responsing to Pakistan’s junior foreign minister Hina Rabbani Khar, who had described India as “the biggest perpetrator of terrorism”.

Jaishankar said, Hina Rabbani Khar’s remarks reminded him of former US Secretary of State Hillary Clinton, who, during her visit to Islamabad more than a decade ago, had reminded Pakistan, that “if you have snakes in your backyard, you cannot expect them to bite only your neighbours.”

Jaishankar said, Pakistan “is not great at listening to good advice.. and now look what’s happening there. Today, it is the epicentre of terrorism… and it has its fingerprints over a lot of activities in the region and beyond.”

While slamming Pakistan for raising Kashmir issue in the UN Security Council, Jaishankar said, ” a country that hosted Osama bin Laden and attacked its neighbouring country’s parliament does not have the credentials to sermonize in the UN Security Council.”

The epithets used against our PM by Bilawal Bhutto is not expected from any leader of the world. Bilawal is the Foreign Minister of Pakistan. The people of Pakistan is describing his remark as foolish. He has probably forgotten that the army makes or breaks a government in Pakistan, and it was because of the army’s support that he has become the Foreign Minister. And Narendra Modi has been elected prime minister not once, but twice, in general elections by 135 crore Indians. The people of Gujarat elected him chief minister thrice and again reposed their trust in the recent elections.

Modi is a statesman who is adored by most of the people in India. India will never tolerate such cheap remarks about its leader by the foreign minister of Pakistan. Nobody would have known Bilawal Bhutto, had he not been the son of Late Benazir Bhutto and the grandson of Late Zulfiqar Ali Bhutto. Modi hailed from a poor family, fought against all odds throughout his life and won the affection of the people.

One must go through the reply given by S. Jaishankar, when a Pakistani channel Geo News reporter asked him, for how long will India, Pakistan and Afghanistan fight terrorism.

Jaishankar replied: “I think you are putting this question before the wrong person. It is the minister from Pakistan who may be able to tell you till what time Pakistan will carry on with its policy of terrorism. You must understand that the people of the world are not fools. The world’s memory is not weak.”

“The world today is putting such individuals, organizations and countries in the dock, who promote terrorism. You cannot hide the reality by diverting the debate. You cannot mislead people. The people know the truth. My advice is, please put your house in order, become a good neighbour…You also do the same thing which the rest of the world is trying to do, that is, economic growth, progress and development. I hope my words will reach you government through your channel.”

No wonder, Jaishankar had pointed his finger which hurt the Pakistani foreign minister. He reminded Hina Rabbani Khar about Pakistan’s role in terrorism, and showed the mirror to Pakistan. In desperation, Bilawal Bhutto used words like “butcher”, “Hitler’s SS” against our Prime minister. Several Pakistani foreign policy experts said, Bilawal Bhutto may have become the foreign minister, but he has no knowledge about niceties in diplomacy.

Bilawal Bhutto’s harsh remarks came on a historic day, when Pakistan was dismembered by India in the 1971 war, that led to the creation of Pakistan. More than 91,000 Pakistani soldiers had to surrender before the Indian army. India celebrates this day as ‘Vijay Diwas’ (Victory Day) every year.

Bilawal Bhutto’s remarks evoked protests by BJP workers, led by its youth wing chief Tejaswi Surya, outside the Pakistani High Commission in Delhi. The protesters burnt Bilawal Bhutto’s effigies in Delhi, Jammu and Mumbai. Congress leader Pramod Tiwari said, all the parties are united in condemning such abusive remarks by our Prime Minister by any foreign country. Tiwari said, “Bilawal’s grandfather was threatening to launch a thousand year war against India”.

Bilawal Bhutto’s anger is understandable. The Indian External Affairs Minister exposed Pakistan’s duplicity on the issue of terrorism at the United Nations. S. Jaishankar deserves praise for showing the mirror to Pakistan. Pakistani leaders must remember that it was Modi who first extended the hand of friendship by visited Lahore, but Pakistan responded by carrying out terror attacks in Uri and Pulwama. Modi replied to these attacks by ordering surgical strikes deep inside Pakistan. Modi tried to teach Pakistan in its own language.

After every surgical strike, the Pakistani establishment sought support from world leaders, but was cold shouldered. Lashkar-e-Taiba chief Hafiz Saeed was declared a terrorist. Even China failed to help Pakistan. Bilawal Bhutto’s remark about Modi smacks of deep frustration. His harsh remarks have invited critisms from his own countrymen.

बिहार में ज़हरीली शराब से मरने वालों की संख्या शुक्रवार को 60 तक पहुंच गई, जिसके बाद विधानसभा के अंदर फिर से हंगामा शुरू हो गया। सदन में दोनों पक्षों के सदस्यों ने एक-दूसरे पर आरोपों-प्रत्यारोपों की झड़ी लगा दी। मुख्यमंत्री नीतीश कुमार ने कहा, “दारू पीकर कोई मर जाए तो क्या हम उसे कम्पन्सेशन देंगे? बिल्कुल नहीं देंगे। सवाल ही नहीं उठता।“

नीतीश कुमार ने अपने बयान ‘पियोगे, तो मारोगे’ को दोहराया और कहा, “इसका तो हम और ज्यादा प्रचार करेंगे। कहेंगे कि देखो, शराब पीया तो मरा।“

नीतीश कुमार ने शुक्रवार को गुजरात के मोरबी में पुल ढहने की घटना का जिक्र करते हुए बीजेपी पर तंज कसा । उन्होंने कहा, “गुजरात में कुछ दिन पहले पुल गिरा। कितने लोग मरे, लेकिन खबरों में कितने आया। बस एक दिन आया। इसके बाद बंगाल में जो हुआ वो भी कहीं नहीं छपा, लेकिन बिहार में जो हुआ वो खूब चर्चा है।“ उन्होंने दावा किया कि मध्य प्रदेश और उत्तर प्रदेश की तुलना में बिहार में जहरीली शराब के सेवन से कम मौतें होती हैं।

मुख्य विपक्षी दल बीजेपी ने कहा, ‘नीतीश कुमार के हाथ सीधे खून से सने हैं।’ विपक्षी नेताओं ने आरोप लगाया कि स्प्रिट के रूप में जब्त की गई और थाने में पड़ी जहरीली शराब लोगों को पीने के लिए बेची गई। बीजेपी के सांसद सुशील कुमार सिंह ने बिहार में जहरीली शराब से होने वाली मौतों को ‘नरसंहार’ बताया और इसके लिए राज्य सरकार को जिम्मेदार ठहराया।

बिहार में जहरीली शराब के सेवन से 60 लोगों की मौत एक दर्दनाक हादसा है। मरने वाले गरीब थे, नासमझ थे। उनके पीछे छूट गए परिवार बेबस और बेसहारा हैं। मैं मान लेता हूं कि जिन्होंने जहरीली शराब पी, उन्होंने गलत किया। शराब पीने की वजह से उनकी जान चली गई, लेकिन राज्य सरकार इन गरीब परिवारों को मझधार में छोड़कर अपना पल्ला नहीं झाड़ सकती। सिर्फ इतना ही नहीं, मुआवजे की मांग को ठुकराते हुए मुख्यमंत्री यह कहकर उनके जख्मों पर नमक छिड़कते हैं कि ‘जो शराब पीएगा, वह मरेगा ही।’ यह एक असंवेदनशील बयान है। सरकार का काम सिर्फ शराबबंदी का कानून बनाकर ही खत्म नहीं हो जाता।

नीतीश कुमार दावा कर रहे हैं कि शराबबंदी कानून सख्ती से लागू हो रहा है, लेकिन आंकड़े कुछ और कहानी कहते हैं। आधिकारिक आंकड़े देखकर लगता है कि जैसे बिहार में शराब की नदियां बह रही हों। आपको जानकर हैरानी होगी कि पिछले 6 साल में शराबबंदी के बाद बिहार में 2 करोड़ 9 लाख 79 हजार लीटर शराब जब्त की गई है। सोचिए शराब की सप्लाई किस स्तर पर हो रही होगी। हर रोज औसतन 10 हजार लीटर शराब जब्त हो रही है। शराब पीने या एक-आध बोतल शराब रखने के चक्कर में 6 लाख लोगों को जेल भेजा चुका है। जहरीली शराब के सेवन से एक हजार से ज्यादा लोगों की मौत हो चुकी है।

अब तक 4 लाख मामले दर्ज हो चुके हैं और निपटारा सिर्फ 4 हजार मामलों का हुआ है। सुप्रीम कोर्ट तक यह टिप्पणी कर चुका है कि अदालतों का पूरा वक्त सिर्फ शराबबंदी से जुड़े केस में जमानत की सुनवाई में जा रहा है। सोचिए सिस्टम पर कितना प्रेशर है, कितना बोझ बढ़ गया है, और नतीजा कुछ नहीं निकल रहा है। लोग अब भी जहरीली शराब पी रहे हैं, और मर रहे हैं। बस इतना फर्क आया है कि पहले सरकारी दुकान से सस्ती शराब 20 रुपये में मिलती थी, अब अवैध रूप से जहरीली शराब 100 रुपये में मिल रही है।

कोई यह नहीं कहता कि शराब सेहत के लिए एक अच्छी चीज है। कोई नहीं कहता कि शराब पर पाबंदी लगाना गलत बात है। लेकिन कोई भी कानून लागू करने से पहले यह सोचा जाना चाहिए कि सरकार में इसे लागू करने की क्षमता है या नहीं, सिस्टम है या नहीं। इस बात पर विचार होना चाहिए था कि अगर इन परिस्थतियों में यह कानून लागू किया गया तो इसके क्या परिणाम हो सकते हैं।

बिहार में चल रही जुबानी जंग के बीच लोगों को केंद्रीय मंत्री कौशल किशोर से सीखना चाहिए। कौशल किशोर आवासन और शहरी कार्यों के राज्य मंत्री हैं और यूपी के मोहनलालगंज से बीजेपी के सांसद हैं। करीब 2 साल पहले, 19 अक्टूबर 2020 को शराब के ज्यादा सेवन की वजह से लीवर फेल होने के कारण उनके 28 साल के बेटे आकाश किशोर की मौत हो गई। कौशल और उनकी विधायक पत्नी जया देवी ने अपने बेटे की जिंदगी बचाने की पूरी कोशिश की, लेकिन नाकाम रहे। दोनों ने अब शराब और ड्रग्स के खिलाफ एक राष्ट्रव्यापी अभियान शुरू किया है।

कौशल किशोर कहते हैं, ‘मैंने 2 साल पहले अपने बेटे को शराब के कारण खो दिया। उसके बाद मैंने भारत को नशा मुक्त बनाने का संकल्प लिया है। अब तक 18 लाख लोगों ने शराब या नशीले पदार्थों का सेवन न करने का संकल्प लिया है और लगभग 10,000 लोग शराब का सेवन बंद कर चुके हैं। जहर तुरंत मार देता है, लेकिन शराब या नशीली दवाएं धीमे जहर की तरह काम करती हैं और लोग तिल-तिल कर मरते हैं। हमें युवा पीढ़ी को शराब या नशे की लत से बचाना है। हमने आजादी के अमृत महोत्सव के दौरान अपना अभियान ‘हिंदुस्तानियों, नशा छोड़ो’ शुरू किया है।’

कौशल किशोर लोगों को अपनी कहानी सुनाते हैं कि जब गलत लोगों की संगत में पड़कर बेटे को शराब की लत लगी तो उन पर और उनकी पत्नी पर क्या गुजरी। अब उनके घर में उनकी बहू और 4 साल का एक पोता है। कौशल किशोर लोगों से कहते हैं कि बच्चों पर ध्यान दीजिए और उनके दोस्तों पर नजर रखिए। वह कहते हैं कि लोगों को अपने बच्चों को जरूर बताना चाहिए कि कोई भी नशा कितना खतरनाक हो सकता है।

कौशल किशोर अपने अनुभव से एक और जरूरी सलाह सभी मां-बाप को देना चाहते हैं। उनका कहना है कि उन्होंने यह जानते हुए भी कि उनका बेटा शराब का आदी है, उसकी शादी करके गलती कर दी। उन्होंने कहा, ‘कोई अपने बेटे की शादी तब तक न करे जब तक कि वह नशे को पूरी तरह नहीं छोड़ देता। और कोई लड़का कितना भी रईस हो, अगर वह नशा करता है तो किसी लड़की के पिता को अपनी बेटी की शादी उससे नहीं करनी चाहिए।’

मैं कौशल किशोर और जया देवी की प्रशंसा करूंगा कि उन्होंने लोगों को शराब के खतरे के प्रति आगाह करने का अभियान शुरू किया। उन्होंने अपने बेटे की मौत से जो सीखा, उसे समाज के साथ शेयर किया। यह आसान काम नहीं है। दिल पर पत्थर रखकर लोगों को बताना कि शराब की लत कितनी खतरनाक होती है, अपने बेटे की मौत का उदाहरण देकर समझाना बहुत हिम्मत का काम है। कौशल किशोर अब लोगों से कह रहे हैं कि उन्हें यह समझने में देर हो गई कि बेटा बुरी संगत में है, यह गलती कोई और न करे।

As the death toll in Bihar hooch tragedy reached 60 on Friday, there was pandemonium again inside the Assembly, with members from both sides trading charges and counter charges. Chief Minister Nitish Kumar said, “no mercy will be shown to people who consume liquor. We must ask people not to drink alcohol.”

On Friday, Nitish Kumar repeated his remark “Piyoge, toh maroge”(you will die if you drink liquor) and took a jibe at BJP over the Morbi bridge collapse incident in Gujarat. He said, “even though so many people died in Morbi, that news made it to the newspapers just for a day”. He claimed that the number of deaths due to spurious liquor in Bihar is on the lower side compared to Madhya Pradesh and Uttar Pradesh.

The main opposition BJP said, “blood is already on the hands of Nitish Kumar directly”. The opposition leaders alleged that spurious liquor in the form of spirit that was seized and lying in a police station was sold to people to consume. BJP MP Sushil Kumar Singh described spurious liquor deaths in Bihar as “mass murder” and held the state government responsible.

The death of 59 people in Bihar due to spurious liquor is a serious tragedy. The victims were poor, uneducated, and their families are now rudderless. I agree, the victims made a mistake by drinking poisonous liquor. They lost their lives because of this, but the state government cannot wash off its hands by leaving these poor families in the lurch. On top of it, the chief minister, while rejecting demands to pay ex-gratia, rubs salt into the wounds by saying “piyoge toh maroge”. This is an insensitive remark. The state government’s responsibility does not end with enacting prohibition law.

Nitish Kumar’s claim that prohibition is being enforced strictly flies in the face of statistics. Official figures show that liquor is flowing like river in Bihar. In the last six years of prohibition, two crore nine lakh 79 thousand litres of liquor was seized. Think about the magnitude of supply sources. On an average, nearly 10,000 litres of alcohol was seized daily. Nearly six lakh people were sent to jail either for consuming alcohol or for keeping a bottle or a half of alcohol. More than 1,000 people have died of spurious liquor.

Till now, four lakh cases have been filed, but only about 4,000 cases have been disposed of. Even the Supreme Court has commented that most of the time of lower courts in Bihar is spent in hearing bail petitions in prohibition cases. Think about the huge pressure that has been created, both on the executive and the judiciary, but no fruitful results have come out till now. Consumption of alcohol is on the rise, and people are dying of spurious liquor. The only difference is that, earlier cheap country liquor was being sold from government shops at Rs 20 a pouch, and now people are paying Rs 100 for a pouch of spurious liquor.

It is nobody’s case that consumption of alcohol is good for health. Nobody is arguing that prohibition is wrong. But while enforcing a law, the state government should have checked whether it has a system in place to enforce that law. The consequences of enforcing such a law should have been assessed.

In the vocal slugfest that is going on in Bihar, I would advise people to take a cue from Kaushal Kishore, Union Minister of State for Housing and Urban Affairs. Kaushal Kishore is the BJP MP from Mohanlalganj, UP. Two years ago, he lost his 28-year-old son Akash on October 19, 2020 when his liver stopped functioning due to excessive alcohol consumption. Kaushal and his MLA wife Jaya Devi tried their best to save their son’s life, but failed. Both the parents have now launched a nationwide campaign against alcohol and drugs.

Says Kaushal Kishore, “I lost my son to alcohol two years ago. After that I pledged to make India drugs free. So far, 18 lakh people have pledged not to consume alcohol or drugs and nearly 10,000 people have already stopped consuming alcohol. Poison kills instantly, but excessive consumption of alcohol or drugs becomes a slow poison that ultimately kills. We have to protect the young generation from being addicted to liquor or drugs. We have launched our campaign ‘Hindustaniyon, Nasha Chhodo” during the Azadi Ka Armit Mahotsav”.

Kaushal Kishore addresses people and recalls the trauma that he and his wife went through when they found that their son was addicted to alcohol. They have a daughter-in-law and a four-year-old grandson to look after. They tell people to keep close watch on the activities of their children and their friends. They must tell their children about the harm caused by alcohol addiction.

Kaushal Kishore also tells parents about another mistake that he committed. He says, he made a mistake by marrying off his son even when he knew he was addicted to alcohol. “Do not marry off your sons until and unless they leave alcohol or drugs. It does not matter even if the family is rich. If he is addicted, parents of girls must avoid marrying off their daughters to such youths.”

I would like to praise Kaushal Kishore and his wife Jaya Devi for launching this anti-addiction campaign. It is not easy for a couple to share details about their personal life to people while trying to create social awareness. To narrate the follies of their son in the presence of people needs courage. Kaushal Kishore now tells people not to waste time if they find that their son is addicted.

बिहार के सारण जिले के छपरा में ज़हरीली शराब पाकर मरने वालों की संख्या गुरुवार को बढ़कर 39 हो गई। अधिकारियों ने कहा कि कई परिवार सख्त शराबबंदी कानून लागू होने के कारण अपने यहां हुई मौतों के बारे में सूचना देने से कतरा रहे हैं। ज्यादातर पीड़ित मशरक और इसुआपुर इलाकों से हैं।

बुधवार को बिहार विधानसभा के अंदर बिहार के मुख्यमंत्री नीतीश कुमार का एक ऐसा रूप दिखा, जो पहले कभी नहीं देखा गया था। गुस्से में चिल्लाते हुए नीतीश ने विपक्षी बीजेपी के नेताओं से कहा, ‘तुम सभी को क्या हो गया है? तुम सब झूठ बोल रहे हो। तुम जो मांग कर रहे हो और कर रहे हो, वह गंदी राजनीति है। याद रखो कि तुम (शराबबंदी के समर्थन में) पहले क्या कहते थे।’

आम तौर पर शांत रहने वाले नीतीश कुमार गुस्से से कांप रहे थे और विपक्ष में बैठे बीजेपी नेताओं पर चिल्ला रहे थे। उन्होंने कहा: ‘तुम सब शराबी हो गए हो…तुम्हीं सब बिहार में गड़बड़ी कर रहे हो….तुम सब बरबाद हो जाओगे।’

बिहार के लोगों ने नीतीश कुमार को पहली बार इतनी कठोर भाषा का इस्तेमाल करते हुए देखा। विपक्ष ने जहरीली शराब से हुई मौतों पर चर्चा के लिए सदन में नोटिस दिया था, जिसे नामंजूर कर दिया गया। जैसे ही विपक्षी सदस्यों ने अपनी मांग को लेकर हंगामा शुरू किया, नीतीश कुमार अपना आपा खो बैठे और विपक्षी सदस्यों का खुलकर अपमान किया।

नीतीश कुमार अपनी शालीनता के लिए जाने जाते हैं, अनुभवी नेता हैं। वह जानते हैं कि सदन में आमतौर पर ऐसी भाषा का प्रयोग नहीं किया जाता। उकसावे की शुरुआत तब हुई, जब कुढ़नी से विधानसभा उपचुनाव में जीते बीजेपी नेता केदार गुप्ता के शपथ लेते समय बीजेपी के सदस्य ‘कुढ़नी तो झांकी है, पूरा बिहार बाकी है’ का नारा लगाने लगे।’

नीतीश कुमार पहले तो शांत रहे, लेकिन जब बीजेपी के नेताओं ने क्वेश्चन आवर में छपरा में जहरीली शराब से मौतों के मुद्दे पर चर्चा की मांग खारिज होने पर वेल में आकर नारेबाजी शुरू की, तो उन्होंने आपा खो दिया। बीजेपी के नेता शराबबंदी के फेल होने, और माफिया को संरक्षण देकर शराब की कालाबाजारी को बढ़ावा देने का इल्जाम लगा रहे थे।

जब स्पीकर बीजेपी के विधायकों से शांत होने की अपील कर रहे थे, अपनी सीट पर वापस जाने को कह रहे थे, उसी वक्त नीतीश कुमार अचानक उठे और चिल्लाने लगे। नीतीश ने कहा कि जब बिहार में शराबबंदी का फैसला हुआ, तब बीजेपी के नेता साथ में थे, लेकिन ‘अब तुम सब शराब पीने लगे हो, शराबी हो गए हो, बहुत गंदा काम कर रहे हो, इसे बर्दाश्त नहीं किया जाएगा।’ उन्होंने स्पीकर से विपक्ष के सभी नेताओं को सदन से निकालने की मांग की। आमतौर पर शांत रहने वाले नीतीश गुस्से में कांप रहे थे, और उनका यह रुख देखकर पूरा सदन हैरान रह गया था।

नेता प्रतिपक्ष विजय सिन्हा ने कहा कि विपक्ष के सदस्यों का अपमान करने के लिए मुख्यमंत्री को माफी मांगनी चाहिए। विजय सिन्हा ने आरोप लगाया कि बिहार में अपराधी, गैंगस्टर और माफिया ‘जंगल राज’ को बढ़ावा मिल रहा है।

इसके बाद नीतीश कुमार फिर से भड़क गए और विजय सिन्हा से कहा, ‘तुम पूरी तरह बर्बाद हो जाओगे। सबको पता है कि तुम कैसे जीते हो, और कौन गया था तब तुम्हारी जीत हुई थी।’ नीतीश कुमार दरअसल यह कहना चाहते थे कि विजय सिन्हा के क्षेत्र में वह प्रचार करने गए थे, इसीलिए चुनावों में उनकी जीत हुई थी।

बीजेपी के नेताओं ने बाद में सदन के बाहर धरना दिया और आरोप लगाया कि बिहार में शराब माफिया कुछ ताकतवर लोगों के संरक्षण में काम कर रहा है। बीजेपी के वरिष्ठ नेता सुशील मोदी, जिन्होंने नीतीश के साथ 15 साल तक बतौर उपमुख्यमंत्री काम किया, ने कहा, ‘नीतीश कुमार पहले तो ऐसे नहीं थे। पता नहीं उनको क्या हो गया है। उम्र का असर है या हालात का, कह नहीं सकते। लेकिन नीतीश का यह रूप देखकर हैरानी होती है।’

नीतीश कुमार ने पिछले कुछ महीनों में कई बार संयम खोया है। वहीं, लालू प्रसाद यादव के बेटे तेजस्वी यादव विधानसभा में खामोश रहे। उन्होंने बाद में बेहद सधे हुए अंदाज में नीतीश कुमार का बचाव किया। उन्होंने कहा, ‘शराबबंदी की शपथ तो बीजेपी के नेताओं ने भी ली थी। शराबबंदी के फैसले के वक्त बीजेपी भी सरकार में शामिल थी। उनके वक्त भी जहरीली शराब से मरने की घटनाएं होतीं थीं, लेकिन तब बीजेपी ने ऐसा हंगामा क्यों नहीं किया। बीजेपी के मंत्री के घर से भी शराब बरामद हुई थी।’

तेजस्वी यादव को बीजेपी पर इल्जाम लगाने का पूरा हक है। उनकी यह बात सही है कि जिस वक्त बिहार में शराबबंदी का फैसला हुआ था, उस वक्त बीजेपी नीतीश कुमार के साथ सरकार में शामिल थी। लेकिन यह भी सही है कि जब पहले बिहार में जहरीली शराब पीकर लोगों की जान गई थी, उस वक्त तेजस्वी यादव और उनकी पार्टी के नेताओं ने भी नीतीश कुमार की सरकार पर सवाल उठाए थे। 2 साल पहले, नंबवर 2020 की बात है। उस वक्त तेजस्वी यादव विपक्ष के नेता थे, और बीजेपी सरकार में थी। उस वक्त नीतीश कुमार ने तेजस्वी को इसी तरह डांटा था। उन्होंने कहा था, ‘दोस्त का लड़का है इसलिए सुनता रहता हूं, लेकिन अब बहुत हो गया।’

जहरीली शराब से बड़ी संख्या में लोगों की मौत निश्चित रूप से चिंता की बात है। ये सरकार और प्रशासन की नाकामी है। पिछले एक साल में बिहार में करीब 100 लोगों की मौत जहरीली शराब पीने से हुई है। पिछले साल अगस्त में सारण जिले में जहरीली शराब से 9 लोगों की मौत हुई थी और 17 लोगों की आंखों की रोशनी चली गई थी। इसी साल 21 मार्च को भागलपुर, बांका और मधेपुरा में नकली शराब पीने से 37 लोगों की जान चली गई थी। पिछले साल 5 नंबवर को मुजफ्फरपुर और गोपालगंज में 24 लोगों की मौत जहरीली शराब पीने की वजह से हुई थी। ये तो वे मामले हैं जिनकी रिपोर्ट हुई, जो चर्चा में आ गए। ऐसे न जाने कितने मामले होंगे जिनके बारे में पीड़ित परिवार शराबबंदी कानून के तहत कार्रवाई के डर से अपनों की मौत की सूचना भी नहीं देते।

चूंकि इस तरह की घटनाएं लगातार हो रही हैं, इसलिए नीतीश कुमार के फैसले पर सवाल उठाना कोई गलत बात नहीं है। जब नीतीश ने शराबबंदी का फैसला किया था, उस वक्त RJD ने इसका विरोध किया था। तेजस्वी यादव शराबबंदी का विरोध करते हुए कहते थे, ‘बिहार में शराबबंदी है, लेकिन शराब की होम डिलीवरी हो रही है। घर-घर शऱाब मिल रही है। शराबबंदी कानून भ्रष्ट पुलिसवालों के लिए वसूली का जरिया बन गया है।’

हालांकि नीतीश कुमार शराबबंदी के मुद्दे पर अडिग हैं। उन्होंने गुरुवार को कहा, शराबबंदी मेरी व्यक्तिगत इच्छा से लागू नहीं की गई, बल्कि राज्य की महिलाओं के अनुरोध पर इसे लागू किया गया। पिछली बार जब जहरीली शराब पीने से लोगों की मौत हुई थी, तो कुछ लोगों ने कहा था कि पीड़ितों को मुआवजा दिया जाना चाहिए। अगर कोई जहरीली शराब पीएगा तो वह मरेगा ही। इसकी मिसाल हम सबके सामने है। ऐसी मौतों पर शोक व्यक्त किया जाना चाहिए और नकली शराब के बारे में जागरूकता फैलाई जानी चाहिए। लोगों को इसके बारे में समझाना होगा।’

नीतीश कुमार ने गुरुवार को कहा कि उन्होंने अधिकारियों को अवैध शराब की बिक्री में शामिल गरीब लोगों को न पकड़ने का निर्देश दिया है। नीतीश ने कहा, ‘अवैध शराब बनाने वाले और शराब का कारोबार करने वाले लोगों को पकड़ना होगा।’

लेकिन खुद नीतीश कुमार के सहयोगियों की राय अलग है। RJD नेता और पूर्व मंत्री सुधाकर सिंह ने मांग की कि शराबबंदी कानून को वापस लिया जाए और लोगों में जागरूकता फैलाने पर जोर दिया जाए। उन्होंने आरोप लगाया कि भ्रष्ट पुलिसकर्मी ही अवैध शराब के व्यापार को बढ़ावा दे रहे हैं, और शराबबंदी कानून के उल्लंघन के बढ़ते मामलों के की वजह से कोर्ट पर भी प्रेशर बढ़ रहा है।

नीतीश कुमार के सियासी विरोधी और केंद्रीय ग्रामीण विकास मंत्री गिरिराज सिंह ने कहा, ‘ऐसा लगता है कि नीतीश कुमार किसी टेंशन में हैं, फ्रस्टेशन में हैं। अब यह फ्रस्ट्रेशन राजनीतिक मजबूरियों का है, या फिर तेजस्वी को कुर्सी सौंपने का, यह कहना मुश्किल है।’

पिछले कुछ दिनों से नीतीश कुमार बार-बार कह रहे हैं कि अब तेजस्वी यादव को ही सारा काम करना है, बिहार की सरकार उन्हीं को संभालनी है। नीतीश की पार्टी में तो यहां तक चर्चा है कि वह JDU का RJD में विलय कर सकते हैं। जाहिर-सी बात है कि इस सुगबुगाहट से नीतीश की पार्टी के कई नेता परेशान हैं। उनमें सबसे बड़ा नाम उपेंद्र कुशवाहा हैं, जो नीतीश की ही तरह कुर्मी समुदाय के नेता हैं। उपेंद्र कुशवाहा ने बुधवार को कहा, ‘किसी ने आधिकारिक तौर पर (विलय के बारे में) कुछ नहीं कहा है, न ही हमारे पार्टी फोरम पर कोई चर्चा हुई है, लेकिन अगर कोई JDU का RJD में विलय करना चाहता है तो यह एक आत्मघाती कदम होगा।’

उपेंद्र कुशवाहा नीतीश कुमार के पुराने साथी हैं, लेकिन कुछ साल पहले दोनों के रास्ते अलग हो गए थे। उन्होंने अपनी राष्ट्रीय लोक समता पार्टी बनाई और NDA के साथ चले गए। वह मोदी की पहली सरकार में मंत्री बने, और जब मोदी की दूसरी सरकार में मंत्री पद नहीं मिला तो NDA छोड़ दिया। इसके बाद उन्होंने अपनी राष्ट्रीय लोक समता पार्टी का JDU में विलय कर दिया, और नीतीश ने उन्हें JDU संसदीय बोर्ड का राष्ट्रीय अध्यक्ष बना दिया। नीतीश की ही तरह उपेंद्र भी कुर्मी समाज से आते हैं, और उन्हें लगता था कि नीतीश के बाद वही उनके उत्तराधिकारी होंगे। लेकिन अब नीतीश अचानक तेजस्वी को आगे बढ़ाने लगे हैं, JDU को RJD में मर्ज करने की बात हो रही है। इसके चलते उपेंद्र कुशवाहा को अपने सियासी मुस्तकबिल की चिंता सता रही है।

बीजेपी के नेता सुशील मोदी ने दावा किया कि RJD और JDU का विलय तय है क्योंकि नीतीश के साथ आने के लिए लालू यादव ने यही शर्त रखी थी। उन्होंने नीतीश से पहले ही कह दिया था कि बिहार को तेजस्वी के हवाले करके वह राष्ट्रीय राजनीति में जाएं। सुशील मोदी ने कहा, ‘अब JDU के नेताओं को अपना भविष्य खुद देखना होगा। आने वाले दिनों में JDU के अंदर विद्रोह की स्थिति पैदा होने वाली है। JDU के अंदर खलबली मची हुई है, लोग नहीं चाहते कि उनका विलय हो। वे नहीं चाहते हैं कि तेजस्वी के नेतृत्व में अगला चुनाव लड़ें। इसलिए आगे आने वाले कुछ महीनों के अंदर बिहार की राजनीति में कई भूचाल आने वाले हैं।’

सुशील मोदी की ही बात को बीजेपी के एक अन्य नेता और बिहार के पूर्व उपमुख्यमंत्री तारकिशोर प्रसाद ने आगे बढ़ाया। उन्होंने कहा, ‘नीतीश ने 2025 तक अपनी गद्दी सुरक्षित कर ली है। अब JDU के दूसरे नेता देखें कि उनका भविष्य कहां सुरक्षित रहेगा। अब RJD JDU को ठग रही है या JDU RJD को, यह पता नहीं चल रहा है। लेकिन मैं JDU के लोगों से कहूंगा कि 2025 का उनका भविष्य किसके हाथ में है, वे उसकी चिंता शुरू कर दें।’

RJD के नेता शिवानंद तिवारी ने कहा, ‘नीतीश कुमार 2005 से ही बिहार के मुख्यमंत्री हैं। अब अगर वह तेजस्वी को गद्दी सौंपने की बात कर रहे हैं, तो इसमें गलत क्या है? तेजस्वी यादव खुद को साबित कर चुके हैं, इसलिए वह चीफ मिनिस्टर की कुर्सी के स्वाभाविक दावेदार हैं।’

यह सही है कि लोगों ने नीतीश कुमार को पहली बार इस तरह से गुस्से में कांपते हुए देखा। उन्होंने अपना संयम क्यों खोया, इसे समझने की जरूरत है। इसकी दो वजहें हैं।

पहली, नीतीश कुमार ने 6 साल पहले बिहार में शराबबंदी का कानून तो बना दिया, पर जमीन पर उसे लागू नहीं करवा पाए। बिहार में आज भी आसानी से शराब मिल जाती है, बस पास में पैसे होने चाहिए। चूंकि गरीब लोग ज्यादा कीमत की शराब खरीद नहीं सकते, इसलिए वे कच्ची, नकली, जहरीली शराब खरीदते और पीते हैं। पहले पहले RJD कहती थी कि शराबबंदी लागू नहीं कर सकते तो कानून को वापस ले लीजिए, अब वही बात BJP कहती है। पहले वह बीजेपी पर निर्भर थे, अब उनकी सरकार RJD के सहारे चल रही है। और इस तरह नीतीश दोनों तरफ से फंस जाते हैं।

दूसरी, नीतीश इसलिए भी फ्रस्टेट हैं क्योंकि वह जानते हैं कि अब थोड़े दिनों में उनकी कुर्सी जा सकती है। उन्हें तेजस्वी यादव को मुख्यमंत्री बनाना ही पड़ेगा। नीतीश कुमार मजबूर हैं। न तो वह तेजस्वी से नाराजगी जता सकते हैं, और न ही अपनी कुर्सी बचा सकते हैं। उन्होंने राष्ट्रीय स्तर की राजनीति का सहारा लेने की कोशिश की थी, लेकिन वह बहाना भी हवा हवाई हो गया। विरोधी दलों में प्रधानमंत्री पद के दावेदारों की फेहरिस्त बहुत लंबी है, और उसमें नीतीश कुमार का नाम काफी नीचे है। अब नीतीश जाएं तो कहां जाएं। वह पिछले 17 साल से बिहार के मुख्यमंत्री हैं।

नीतीश कुमार सियासत के माहिर खिलाड़ी हैं और वह हर बार पलटी मारकर अपनी कुर्सी बचाते रहे। लेकिन अब पलटी मारने का सारा स्टॉक खत्म हो चुका है। अब पाला बदलने की कोई गुंजाइश नहीं बची, ऐसे में क्रोध आना, आपा खोना स्वाभाविक है।

मैं नीतीश कुमार को पिछले कई दशकों से जानता हूं। वह व्यवहार में शालीनता रखने वाले, मुस्कुराकर अपनी बात कहने वाले नेता रहे हैं। मैंने उन्हें कभी गुस्से में नहीं देखा है। लेकिन लगता है कि राजनैतिक मजबूरियों ने उन्हें बहुत परेशान कर दिया है। जिस बीजेपी से उन्होंने दामन छुड़ाया था, वह एक के बाद एक चुनाव जीतती जा रही है। जिन नरेंद्र मोदी का साथ नीतीश कुमार ने छोड़ा, वह 2024 की रेस में सबसे आगे दिखाई दे रहे हैं। गुजरात में मोदी की ऐतिहासिक जीत नीतीश कुमार को यकीनन काफी चुभती होगी।

The death toll in the spurious hooch tragedy in Chapra of Saran district of Bihar climbed to 39 on Thursday, as officials said, several families were afraid of reporting deaths, due to stringent prohibition law in force. Most of the victims are from Mashrak and Isuapur localities.

In a rare outburst inside the Bihar Assembly on Wednesday, Bihar chief minister Nitish Kumar exploded in anger and told opposition BJP leaders, “What has happened to you all? You are lying. What you are demanding and doing is dirty politics. Remember what you used to say in the past (in support of prohibition)”.

Nitish Kumar, normally a cool politician, was trembling in anger as he shouted at BJP leaders sitting in opposition benches. He said: ‘Tum sab sharaabi hogaye ho…Tumhi sab Bihar me gadbadi kar rahe ho ….Tum sab barbad ho jaogey” (All of you have become drunk. You people are doing mischief. You will be destroyed).

It was the first time, people in Bihar watched Nitish Kumar using such harsh language bordering on insult. The opposition had given notice for discussion on the hooch tragedy, which was disallowed. As the opposition members pressed their demand, Nitish Kumar lost his cool and outrightly insulted the opposition members.

Nitish Kumar is known to be a polite politician having great acumen and vast experience, and he knows, such words are not used normally inside the House. The provocation began, when the newly elected BJP member from Kudhni, Kedar Gupta took oath, and BJP members shouted slogans, “Kudhni toh jhaanki hai, Poor Bihar baaqi hai” (our victory in Kudhni is just a curtain raiser, we will win the whole of Bihar).

Nitish Kumar kept his cool, but when the BJP members came into the well demanding suspension of question hour to discuss the hooch tragedy, he exploded in anger. The BJP members were alleging that state police was giving protection to liquor mafia and encouraging sale of spurious liquor.

While the Speaker was appealing to members to go back to their seats, Nitish Kumar rose and shouted at the top of his voice. He said, it was the BJP which had supported him when prohibition was enforced in Bihar, but know “they are encouraging illegal sale of liquor… We will not tolerate this”. He asked the Speaker to remove all the opposition members from the House. The entire House was shocked to watch a normally cool Nitish Kumar trembling in anger.

The Leader of Opposition Vijay Sinha demanded that the Chief Minister must apologize for insulting opposition members. Vijay Sinha went on to allege that criminals, gangsters and mafia ‘jungle raaj’ are on the rise.

Nitish Kumar again became angry and told Vijay Sinha, “Tum barbaad ho jaogey..Sabko pata hai kaise jitey ho. Koun gaya tha, tab jitey they” (You will be destroyed. People know how you won, and who went there to ensure your victory). The chief minister wanted to remind Sinha that it was he who had campaigned for him during the elections.

BJP members later staged a sit-in outside the House and alleged that liquor mafia is active in Bihar under patronage of some powerful people. Sushil Modi, senior BJP Rajya Sabha member, who has worked with Nitish Kumar as deputy chief minister for 15 years, said, “Nitish Kumar was never like this before. I fail to understand what has happened to him. May be it could be because of age, or the present situation. I am surprised.”

Nitish Kumar has lost his patience in the recent past too. On the contrary, Tejashwi Yadav, son of Lalu Prasad Yadav, remained calm inside the Assembly. He later defended Nitish Kumar in an indirect manner, by saying, “even BJP leaders had supported the prohibition when they were in power. At that time too, hooch deaths used to take place, but BJP never protested. Liquor was seized from the house of a BJP minister too.”

Tejashwi Yadav has every right to question BJP’s stance. It is true that BJP was in power when Nitish Kumar enforced prohibition. But it is also true that when people started dying after taking illicit hooch, it was Tejashwi and his party leaders who had raised questions before Nitish Kumar. In November, 2020, Tejashwi Yadav was leader of opposition and BJP was in power. At that time, it was Nitish Kumar, who had reprimanded Tejashwi, by saying, “You are the son of my friend, that’s why I am listening to you. Enough is enough.”

The death of a large number of people in hooch tragedy is surely a matter of concern. It exposes the weakness of the administration. In the last one year, nearly 100 people have died after consuming illicit hooch. In August last year, 17 people lost their eyesight in Saran district after consuming illicit liquor. On March 21 this year, 37 people died after consuming illicit hooch in Bhagalpur, Banka and Madhepura. ON November 5 last year, 24 people died in Muzaffarpur and Gopalganj after consuming illicit liquor. All these are cases that were reported. There are umpteen number of cases, where the families of victims did not report the deaths fearing action against them under prohibition law.

Since such incidents are taking place frequently, there is nothing wrong in questioning Nitish Kumar’s prohibition law. When RJD was in opposition, it was Tejashwi Yadav who had opposed prohibition by saying that “home delivery of liquor is taking place in Bihar, and prohibition has become a tool of income for corrupt policemen”.

Nitish Kumar is however firm on the issue of prohibition. On Thursday, he said, “Enforcing prohibition was not my personal wish, but it was a response to the demand and cries of women in Bihar….Last time, when people died of spurious liquor, some people said, the victims should be compensated. If someone consumes spurious liquor, he will die. The example is before all of us. Such deaths should be condoled, and awareness about spurious liquor must be spread. People must be made to understand.”

On Thursday, Nitish Kumar said, he has instructed officials not to nab poor people involved in sale of illicit liquor. “People manufacturing illicit hooch, and carrying on alcohol trade must be caught.”

But Nitish Kumar’s own allies have a different view. RJD leader and former minister Sudhakar Singh demanded that the prohibition law be withdrawn, and stress must be laid on spreading awareness among people. He alleged that corrupt policemen were encouraging trade in illicit liquor, and the courts are under pressure due to mounting cases of violation of prohibition law.”

Nitish Kumar’s political rival, Union rural development minister Giriraj Singh said, “it seems Nitish Kumar is facing some sort of tension, or frustration or disappointment. May be, due to pressure from Tejashwi to quit power.”

For the last few days, Nitish Kumar had been repeatedly saying that it is now time for Teajshwi Yadav to take over power in Bihar. There is speculation that Nitish Kumar may seek merger of his party Janata Dal(United) in RJD. Naturally, several JD(U) leaders are worried. Prominent among them is Upendra Kushwaha, a leader from Kurmi community to which Nitish Kumar belongs. On Wednesday, Upendra Kushwaha said, “nobody has said anything officially (about merger), nor has there been any discussion on our party forum, but if anybody seeks to merge JD(U) into RJD, it will be a suicidal step.”

Upendra Kushwaha is an old associate of Nitish Kumar. He formed his Rashtriya Lok Samata Party, joined NDA, became Union Minister in Modi government, but left NDA when he was not made minister by Modi during his second term. He merged his Rashtriya Lok Samata Party in JD(U), and Nitish made him the chairman of JD(U) parliamentary board. Kushwaha wants to become the political successor of Nitish Kumar. But now that Nitish Kumar has publicly started promoting Tejashwi Yadav, and has floated the idea of merger with RJD, Kushwaha is worried about his political future.

BJP leader Sushil Modi said, the merger of RJD and JD(U) is bound to happen because it was Lalu Yadav who had told Nitish to hand over power in Bihar to Tejashwi and enter national politics. Sushil Modi said, “JD(U) leaders will now have to chart their own future. In the coming days, there could be a revolt in JD(U). Most of the leaders are opposed to merger with RJD. They do not want to fight the next elections under Tejashwi’s leadership. The coming months could witness a political earthquake in Bihar politics. ”

Another BJP leader Tarkishore Prasad, who was earlier deputy CM, said, “Nitish Kumar has protecting his throne till 2025. It is up to other JD(U) leaders to decide where their political future will be safe. Nobody knows whether RJD and JD(U) are playing double cross game against each other. But my advice to JD(U) leaders is: Start thinking about your political future for 2025.”

RJD leader Shivanand Tiwari said, “Nitish Kumar has been CM of Bihar since 2005. If he wants to hand over reins of power to Tejashwi, what is wrong in it? Tejashwi has already proved himself, and he is the natural claimant to the seat of chief minister.”

Now that people, for the first time, have seen Nitish Kumar trembling in anger, let me outline two plausible reasons why he lost his cool.

First, Nitish Kumar as chief minister notified the Bihar Prohibition and Excise Act in 2016, six years ago, but failed to implement the law on the ground. Liquor is freely available in Bihar even today, for a price. Low-income group people buy spurious and poisonous liquor, since they cannot afford to buy liquor at exorbitant rates. Earlier, RJD opposed prohibition, and now BJP is opposing it. Earlier, Nitish was dependent on BJP, and now he is dependent on RJD. Thus, Nitish is caught in a bind, from both ends.

Secondly, his frustration is there because he knows that he may lose his chair soon. He would have to anoint Tejashwi as the chief minister. Nitish Kumar is helpless. Neither can he afford to make Tejashwi angry, nor can he save his chair. Nitish Kumar tried his hand in national politics, but it vanished in thin air. The list of claimants for the post of Prime Minister among opposition parties, is too long, and Nitish Kumar figures somewhere at the bottom. There seems to be no way out for him. Nitish has been chief minister of Bihar consistently for the last 17 years.

A wily and astute politician, Nitish made surprising political somersaults to save his chair. But there is no scope for another one. He is now in a blind alley, and there is no way out – no scope for making another somersault. In such circumstances, it is natural for a politician to lose his cool.

I know Nitish Kumar for the last several decades. He has always been polite, and most often, he used to speak with a disarming smile. I never saw him angry. It may be that he is now worried due to political compulsions. The BJP that he ditched, has been winning elections consequently. Narendra Modi, whom Nitish Kumar ditched, is way ahead in the race for 2024. Modi’s historic, landslide win in Gujarat, may surely have cause uneasiness in Nitish Kumar’s mind.

एक तरफ अरुणाचल प्रदेश के तवांग में भारतीय सेना के जवानों और चीनी सैनिकों के बीच हिंसक झड़प के बारे में पूरे ब्यौरे छन-छन कर सामने आ रहे हैं, तो दूसरी तरफ अमेरिका और संयुक्त राष्ट्र ने हालात पर चिंता व्यक्त की है। अमेरिकी रक्षा मंत्रालय के प्रवक्ता ने कहा कि वह वास्तविक नियंत्रण रेखा की स्थिति पर बारीकी से नजर रखे हुए है। पेंटागन के प्रेस सचिव वायु सेना ब्रिगेडियर जनरल पैट राइडर ने आरोप लगाया कि चीन ‘LAC पर अपनी फौज को इकट्ठा कर रहा है और सेना के लिए बुनियादी ढांचों का निर्माण कर रहा है ’। उन्होंने कहा, चीन तेजी से आक्रामक होता जा रहा है और भारत-प्रशांत क्षेत्र में अमेरिका के मित्र देशों और साझेदारों के इलाकों में ज़रूरत से ज्यादा सक्रियता दिखा रहा है।

संयुक्त राष्ट्र महासचिव एंटोनियो गुटेरेस के प्रवक्ता ने दोनों देशों से अपील की कि वे आपसी तनाव को कम करें। प्रवक्ता ने कहा, ‘हम सभी से अपील कर रहे हैं कि उस क्षेत्र (तवांग सेक्टर) में तनाव न बढ़े।’

मंगलवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने बताया, कैसे 300 से ज्यादा चीनी सैनिक रात के अंधेरे में यांग्त्से में हमारी सेना की चौकी को तबाह करने के लिए करीब 3 बजे भारतीय इलाके में घुस आए, लेकिन तुरंत रीइंफोर्समेंट आने की वजह से हमारे बहादुर जवानों ने दुश्मन को खदेड़ दिया। हिंसक झड़प के दौरान हमारे जवानों ने जिस तरह की बहादुरी दिखाई, उसके बार में जानने के बाद आप भी भारतीय फौज के बहादुर जवानों की जाबांजी पर गर्व करेंगे। हालांकि संवेदनशील मुद्दा होने की वजह से सरकार ने घटना के बारे में ज्यादा कुछ नहीं बताया, लेकिन मुझे जो जानकारी मिली है उससे साफ पता चलता है कि झड़प के दौरान वक्त पर मिली रीइंफोर्समेंट की वजह से चीन की फौज को अपने घायल सैनिकों को स्ट्रेचर पर लादकर वापस भागना पड़ा।

यांगत्से में 8-9 दिसंबर की रात को क्या हुआ था?

चीन की पीपुल्स लिबरेशन आर्मी (PLA) के सैनिक इंडियन आर्मी की चौकियों पर कब्जा करना चाहते थे, और उन्होंने इसकी पूरी प्लानिंग कर रखी थी। चीनियों को पता था कि किस वक्त भारतीय चौकी पर जवानों की संख्या कम होती है। उन्होंने घुसपैठ के लिए रात का वक्त चुना और कील लगे लकड़ी के डंडे, लोहे के कांटेदार पंजे, नुकीले पत्थरों, टेज़र गन जैसे हथियारों से लैस होकर आए। उनकी संख्या 300 से ज्यादा की थी और वे 17 हजार फीट की ऊंचाई पर स्थित भारतीय चौकियों पर कब्जा करने की नीयत से आए थे। उन्होंने हमले के लिए वह दिन चुना जब इंडियन आर्मी के जवान रोटेट होते हैं, और पुराने जवानों की जगह नए जवान आते हैं।

जब चीनी सैनिकों ने हमला किया, उस वक्त यांगत्से की पोस्ट पर जम्मू-कश्मीर लाइट इन्फैंट्री के लगभग 75 जवान तैनात थे। चीनी सैनिकों को लगा था कि वे रात के अंधेरे में बड़ी आसानी से भारतीय चौकी पर कब्जा कर लेंगे। जब हमारे जवानों ने उन्हें ललकारा, तो चीनी सैनिकों ने पत्थरों से हमला कर दिया और साथ ही कील लगे लकड़ी के डंडे, लोहे के कांटेदार पंजे और टेजर गन निकाल ली। 30 मिनट के अंदर ही यांग्त्से पोस्ट पर रीइन्फोर्समेंट पहुंच गई और चीनी घुसपैठियों को घेर लिया। इसके बाद हुई हिंसक झड़प में चीन के दर्जनों सैनिक बुरी तरह जख्मी हो गए और सूरज निकलने से पहले ही पीठ दिखाकर वापस भाग गए।

दो दिन बाद, 10-11 दिसंबर की रात को चीन के कुछ सैनिकों ने एक बार फिर घुसपैठ की कोशिश की, लेकिन मौके पर तैनात भारत के जवानों ने उन्हें बुरी तरह पीटा। चीन के कुछ सैनिकों की तो हालत इतनी खराब थी कि वे अपने पैरों पर खड़े होकर वापस भाग भी नहीं पाए, उन्हें उनके कुछ साथी कंधों पर लादकर ले गए। उसी दिन, दोनों पक्षों के स्थानीय कमांडरों ने एक फ्लैग मीटिंग की और इस मामले को आगे नहीं बढ़ाने पर सहमत हुए।

मैंने कई रक्षा विशेषज्ञों से अरुणाचल प्रदेश में तवांग इलाके के सामरिक महत्व के बारे में बात की और यह जानने की कोशिश की कि चीन अक्सर यहां LAC का उल्लंघन क्यों कर रहा है। उन्होंने बताया कि इस इलाके में हमारे जवान ऊंचाई वाले ठिकानों पर काबिज़ हैं, जहां से वे चीनी सैनिकों की गतिविधियों पर आसानी से नजर रखते हैं। भारत की सेना ने 17,000 फीट की ऊंचाई पर पोस्ट बना रखी है, जबकि दूसरी तरफ चीनी पोस्ट कम ऊंचाई पर है। काफी ऊंचाई पर भारतीय जवानों द्वारा लगातार निगरानी रखे जाने के कारण चीनी अधिकारियों को लगता है कि यह उनके रसद मार्ग और बाकी चौकियों के लिए खतरा बन सकता है। पिछले साल अक्टूबर में भी इसी तरह की झड़प हुई थी।

2006 से अब तक तवांग के अलग-अलग पोस्ट पर भारत और चीन के सैनिकों के बीच 15-16 बार झड़पें हो चुकी है, और हर बार चीनी सैनिकों को पीछे हटना पड़ा । चीन की हरकतों पर हर वक्त नजर रखने के लिए हमारी सेना से सरहद पर हाई टेक सर्विलांस सिस्टम लगा रखे हैं। पूरे LAC पर तैनात भारतीय जवानों को बिना हथियार के, खाली हाथ दुश्मनों से लोहा लेने की ट्रेनिंग दी जा रही है। इतनी ऊंचाई पर ऑक्सीजन की कमी हो जाती है, भयंकर ठंड पड़ती है, हमेशा चौकस रहना पड़ता है, इसलिए जवानों को योग और पराम्परिक भारतीय युद्ध कलाओं का भी प्रशिक्षण दिया जा रहा है ।

दूसरी तरफ चीनी सेना अपने इलाकों में कैंप, सड़कें और पुल बना रही है। कुछ इलाकों में तो उसने अपने सैनिकों के लिए नए गांव भी बसा दिए हैं। भारत भी चीन से लगने वाली सीमा के पास ऑल वेदर रोड, हेलीपैड और पुल बनाकर बुनियादी ढांचा विकसित कर रहा है। चूंकि सड़कें बन चुकी हैं, इसीलिए हमारे जवानों तक रीइन्फोर्समेंट कुछ ही मिनटों में पहुंच जाता है। चीनी अधिकारियों को यही बात खटक रही है।

संसद के दोनों सदनों में विपक्षी दलों के नेता, कांग्रेस की अगुआई में मंगलवार से ही तवांग के हालात पर बहस कराने की लगातार मांग कर रहे हैं। दोनों सदनों में सभापतियों ने इस मुद्दे की संवेदनशीलता को देखते हुए पिछली कई घटनाओं का हवाला दिया और बहस की इजाज़त नहीं दी। गृह मंत्री अमित शाह ने कहा, ‘भारत की एक इंच जमीन पर भी कोई कब्जा नहीं कर सकता। 8 दिसंबर की रात को हमारे जवानों ने जो वीरता दिखाई है, मैं उसकी भूरि-भूरि प्रशंसा करता हूं। उन्होंने चीनियों को पीछे हटने पर मजबूर कर दिया।’ लेकिन विपक्ष इतने से संतुष्ट नहीं है। कांग्रेस अध्यक्ष मल्लिकार्जुन खड़गे ने बुधवार को 17 विपक्षी दलों के नेताओं के साथ बैठक की। दोनों सदनों में इन पार्टियों ने फिर से बहस की मांग उठाई और बाद में वॉकआउट कर दिया।

कांग्रेस नेता शशि थरूर ने कहा, ‘सरकार कम से कम हमें पूरे हालात के बारे में विहंगम जानकारी तो दे, और जनता को तो बताए कि हालात के बारे में उसकी क्या समझ है और कुछ सवालों के जवाब दे। यह तो सामान्य बात है। 1962 के भारत-चीन युद्ध के दौरान पंडित नेहरू ने संसद में बहस कराई थी और जवाब देने से पहले उन्होंने संसद में कम से 100 सदस्यों की बातों को सुना । हम इसी तरह की रचनात्मक विमर्श की बात कर रहे हैं। हम पिछले कुछ समय से यही कह रहे हैं कि संसद इसी काम के लिए होती है। यह एक ऐसा मंच है जहां सरकार की जनता के प्रति जवाबदेही बनती है। 2017 में डोकलाम के बाद से गलवान घाटी, डेपसांग और अब तवांग में पिछले 5 साल से चीन LAC पर हमारे इलाकों को थोड़ी-थोड़ी हथियाने की कोशिश करता आ रहा है। इस पर बहस होनी चाहिए। ’

AIMIM चीफ असदुद्दीन ओवैसी ने आरोप लगाया कि चीन ने हमारी 7 हजार वर्ग किलोमीटर जमीन पर कब्जा कर लिया है, और LAC से 8 किलोमीटर अंदर तक भारतीय सीमा में घुसकर बैठा है। उन्होंने कहा, ‘अगर सरकार वाकई में कुछ छिपा नहीं रही, तो सभी पार्टियों के नेताओं को लेकर तवांग का दौरा क्यों नहीं कराती ताकि सांसद खुद हालात को अपनी आंखों से देख सकें?’

कांग्रेस अध्यक्ष मल्लिकार्जुन खर्गे ने तो यहां तक कह दिया कि ‘सरकार की कमजोरी की वजह से देश के जवान शहीद हो रहे हैं। रक्षा मंत्री तो बयान देकर चले गए। उन्होंने न तो सफाई दी और न ही हमें सवाल पूछने दिया।’ समाजवादी पार्टी के नेता रामगोपाल यादव ने कहा, ‘LAC पर झड़प इसीलिए हुई क्योंकि चीन की सेना हमारे इलाके में घुसी थी। हमारे जवानों ने तो अपना फर्ज निभा दिया, लेकिन सवाल यह है कि सरकार क्या कर रही है?’

इसमें कोई शक नहीं है कि चीन ने हमारी सीमा में घुसने की कोशिश की, और हमारी चौकी पर कब्जे की नीयत से हमला किया। यह भी सही है कि हमारे जांबाज़ जवानों ने चीन के सैनिकों को मुंहतोड़ जवाब दिया, जो हमलावर पैदल आए थे, उन्हें घायल कर उनके साथियों के कंधों पर लाद कर वापस भेजा। सेना ने इस बात की पुष्टि की है कि हमारा कोई भी जवान गंभीर रूप से घायल नहीं है। जिन 6 जवानों के घायल होने की खबर है, उन्हें भी मामूली चोटें आई हैं। सेना ने यह भी साफ कर दिया है कि हमारी एक इंच जमीन पर भी चीन का कब्जा नहीं हुआ है।

सेना द्वारा ये सारी बातें साफ करने के बाद भी अगर कोई शक करता है, सवाल उठाता है, तो ये हमारे जवानों की बहादुरी पर और देश के लिए मर मिटने के उनके जज्बे का अपमान है। एक्सपर्ट्स का कहना है कि इस तरह की झड़पें पहले भी होती रही हैं, लेकिन उस वक्त हमारे सैनिकों की तैयारी उस लेवल की नहीं होती थी, उस इलाके में इन्फ्रास्ट्रक्टर नहीं था, इसलिए रीइन्फोर्समेंट पहुचने में वक्त लगता था। लेकिन अब वक्त बदल गया है। LAC से सड़कें जुड़ी हुई हैं, हर मौसम में खुली रहने वाली सड़कें हैं, पुल और सुरंगे बन गई हैं।

हमारी सेना का मूवमेंट बहुत तेज हो गया है, और अब हमें इसका फायदा भी नजर आ रहा है। चीन के सैनिकों ने घुसपैठ की कोशिश की, कुछ ही देर में वहां तैनात फौजियों के पास मदद पहुंच गई, और इसीलिए चीन के सौनिकों को उल्टे पांव भागना पड़ा। दुनिया के किसी जिम्मेदार मुल्क में देश की सुरक्षा से जुड़े इस तरह के सवाल सार्वजनिक तौर पर नहीं उठाए जाते। लोकतंत्र और देशों में भी है, लेकिन जब सीमा पर तनाव होता है तो दुश्मन मुल्क से निपटने की रणनीति का ऐलान संसद में नहीं किया जाता।

दुश्मन का मुकाबला कैसे करना है, यह सेना तय करती है, और ये काम बंद कमरों के अन्दर होता है, सार्वजनिक बहस करा कर नहीं।

–क्या विपक्ष चाहता है कि सरकार संसद में ये बता दे कि हमारे कितने सैनिक LAC के पास तैनात हैं, और उनके पास कितने और कैसे हथियार हैं? हमारी फौज का बैकअप क्या है?

–क्या विपक्ष चाहता है कि सरकार चीन को खुलकर जंग के लिए ललकारें?

–क्या हम मोदी से अपेक्षा करते हैं कि वह युद्ध जैसे हालात पैदा कर दें? आज के जमाने में युद्ध, हथियारों से कम और दिमाग से ज्यादा लड़े जाते हैं। इसीलिए ऐसे संवेदनशील सवालों पर चर्चा करने से बचा जाता है। कुछ ऐसे लोग हो सकते हैं जिनको लगता है कि उनकी पार्टी चुनावों में तो मोदी को हरा नहीं पा रही, तो शायद शी जिनपिंग उनका काम कर दें।

As details trickle in about the violent face-off between Indian army jawans and Chinese troops at Yangtse near Tawang in Arunachal Pradesh, the United Nations and United States have expressed concern. The US Defense Department said, it was “closely watching the situation along the Line of Actual Control”. Pentagon press secretary Air Force Brig. Gen. Pat Ryder slammed China for continuing “to amass forces and build military infrastructure along the so-called LAC”. He said, China is growingly asserting itself and being pro-active in areas directed towards US allies and partners in Indo-Pacific region.

Spokesperson for United Nations Secretary General Antonio Guterres called for “de-escalation” and said, “we also call to ensure that the tensions in that area (Tawang sector) do not grow.”

In my prime time show ‘Aaj Ki Baat’ on Tuesday night, we reported how more than 300 Chinese troops entered Indian territory at around 3 am in the darkness of night with the intent to destroy our post in Yangtse, but were repelled by our brave jawans, who called in immediate reinforcements.

The details about the gallantry of our jawans during the violent face-off will make every Indian proud. Though most of the officials are tight-lipped about the details, information that I have received clearly shows that timely reinforcements at the scene of face-off forced the Chinese troops to retreat carrying their injured soldiers on stretchers.

What happened on the night of December 8-9 in Yangtse? PLA Chinese troops wanted to occupy our army’s positions, and the transgression was planned well in advance. The Chinese knew when our posts are thinly defended. They chose the darkness of night and carried spiked clubs with nails, steel fists, pointed rocks and taser guns. They were more than 300 in strength and wanted to occupy Indian positions at a height of 17,000 feet. They chose the day of attack when the duty of Indian army jawans rotate. New jawans are deployed to replace old ones.

At the time of attack, there were only 75 jawans of J&K Light Infantry at the post. The PLA troops were confident of occupying the Indian position by force easily. When our jawans challenged them, the Chinese troops started throwing stones, and drew out their spiked clubs and taser guns to attack. Within 30 minutes, fresh Indian reinforcements reached the spot and surrounded the Chinese intruders. In the violent clash that followed, dozens of Chinese troops were injured, and they ultimately fled, by the time the first rays of sun appeared.

Two days later, on December 10-11 night, some PLA troops again tried to intrude, but they were again bashed up by Indian jawans. Some of the injured Chinese troops had to be carried away by their comrades. The same day, the local commanders of both sides had a flag meeting and both agreed not to escalate the issue further.

I spoke to some defence experts about the strategic importance of Tawang area in Arunachal Pradesh and asked why the Chinese are regularly transgressing the LAC there. They disclosed that our jawans are at a commanding height from where they can easily keep a watch on the activities of Chinese troops. The Indian post is at a height of 17,000 feet, while the Chinese post on the other side is at a lower height. With Indian jawans manning a dominant position, the Chinese officials feel it could be a risk for their supply lines and other posts. A similar clash took place in October last year.

Since 2006, Indian and Chinese troops have had face-offs at least 15 to 16 times in Tawang sector, and after each face-off, the Chinese had to retreat. Our army has deployed hi-tech surveillance system near the LAC to keep a watch on enemy movements. Indian jawans deployed along the LAC have been given training in hand-to-hand combat. Due to low level of oxygen and severe cold, our jawans also undergo Yoga and traditional Indian martial arts training too.

On the other side, the Chinese are building camps, roads and bridges, and in some areas, they have set up new villages for their troops. India, too, is developing its infrastructure close to the LAC, by building all-weather roads, helipads and bridges. Due to better connectivity, reinforcements can reach our jawans within minutes. This is what rattles the Chinese more.

In both Houses of Parliament, the Opposition led by Congress has been demanding discussion on the Tawang situation since Tuesday. The Chair, in both the Houses, disallowed debate, citing past precedents because of the sensitivities involved. Home Minister Amit Shah said, “Nobody can occupy an inch of Indian land. I praise the valour and bravery of jawans displayed on the night of December 8. They forced the Chinese to retreat.” But the opposition is not satisfied. Congress President Mallikarjun Kharge held a meeting with leaders of 17 opposition parties on Wednesday morning. They again raised the demand for debate, and staged a walkout from both Houses.

Congress leader Shashi Tharoor said, “the government needs to give us an overview, talk to the public about what its understand is, and answer some questions. This is normal. During the 1962 India-China war, Pandit Nehru held a debate, and he listed to 100 speakers in Parliament before coming up with a reply. That is the kind of constructive engagement that we are seeking…We have been saying for some time now that this is what Parliament is for. It is a forum for the government to be accountable to the people of India on a matter like this, where for five years, Chinese have been nibbling at our LAC starting with Doklam in 2017, and going on till what happened in Tawang, and the incidents in Galwan, Depsang, Hot Springs, and so on. ”

AIMIM chief Asaduddin Owaisi alleged that China continues to occupy seven thousand km of our territory, and in some place, it has intruded eight km inside our area. He said, “if the government has nothing to hide, then why can’t it take a delegation of MPs to Tawang to gauge the situation?”

Congress president Mallikarjun Kharge went to the extent of saying “it is because of the weakness of the government, that our jawans are being martyred on the border. The Defence Minister gave his statement and went away, but we are not being allowed to seek clarifications on his statement”. Samajwadi Party leader Ramgopal Yadav said, “the clash took place on LAC because the Chinese intruded in our area. Our jawans fulfilled their duty, but what is the government doing?”

There is no doubt that Chinese troops tried to intrude into our territory with the intent of occupying one of our forward posts in Tawang. It is also correct that our brave jawans forced the enemy to retreat, carrying their injured comrades on their shoulders. The Army has clarified that not a single jawan has been seriously injured. All the six wounded jawans have minor injuries. Army has also clarified that not an inch of our land has been occupied.

Despite these clarifications from our Army, if people raise doubts and questions, it is tantamount to indirectly demeaning the valour of our armed forces. Experts say, such clashes do take place, but earlier, the preparedness of our jawans was not up to the mark, there was no infrastructure, and reinforcements took time. But the situation has now changed. There is road connectivity near LAC. All-weather roads, tunnels, bridges have been built.

Our army movements have become faster, and the benefits are there for all to see. Within minutes of the Chinese intruding into our area, reinforcements reached the spot, and the enemy troops had to flee. In no responsible country of the world are matters relating to security raised publicly. There is democracy in other countries too, but when there is tension on the border, the strategy to deal with the enemy is not announced inside Parliament.

It is the Army that decides how to tackle the enemy, and this is done in closed rooms.

–Does the opposition want that our government should reveal in Parliament, how many jawans are deployed near the LAC, and what sort of weapons they carry? What sort of back-up they have?

–Does the opposition want that our government should openly challenge China to a war?

–Can we expect from Prime Minister Narendra Modi to create a war-like situation? In today’s world, war is fought more with a mind and less with weapons. That is why, debates in public on such sensitive matters are avoided. There might be some people who may be thinking that since their party cannot defeat Narendra Modi in elections, at least Xi Jinping can do the work for them.

भारत और चीन के बीच 30 महीने से सीमा पर चल रहा तनाव 9 दिसंबर को बढ़ गया, जब 300 से ज्यादा चीनी PLA सैनिकों ने अरुणाचल प्रदेश में तवांग के पास यांग्त्से में वास्तविक नियंत्रण रेखा (LAC) को पार करके घुसपैठ की और उन्हें रोकने की कोशिश करने वाले भारतीय जवानों पर हमला कर दिया। सेना के सूत्रों ने कहा कि कम से कम 6 घायल भारतीय जवानों को इलाज के लिए गुवाहाटी के बेस मिलिट्री अस्पताल ले जाया गया, जबकि बड़ी संख्या में चीनी सैनिक भी घायल हुए हैं।

मंगलवार को संसद के दोनों सदनों में अपने बयान में रक्षा मंत्री राजनाथ सिंह ने कहा, ”9 दिसंबर को तवांग सेक्टर के यांग्त्से इलाके में PLA के सैनिकों ने घुसपैठ की और यथास्थिति को बदलने की कोशिश की। इस कोशिश का हमारे जवानों ने डटकर मुकाबला किया। हमारे जवानों ने बहादुरी से पीएलए को हमारे क्षेत्र में अतिक्रमण करने से रोका और उन्हें अपनी पोस्ट पर जाने के लिए मजबूर कर दिया।”

राजनाथ सिंह ने कहा, “इस आमने-सामने की झड़प में दोनों पक्षों के कुछ सैनिकों को चोटें आईं। मैं इस सदन को बताना चाहता हूं कि हमारे किसी भी सैनिक की मौत नहीं हुई है और न ही किसी सैनिक को कोई गंभीर चोट आई है। भारतीय सैन्य कमांडरों के समय पर दखल के कारण पीएलए के सैनिक अपने-अपने ठिकानों पर वापस चले गए हैं। चीनी पक्ष को इस तरह के कार्यों से बचने और सीमा पर शांति बनाए रखने के लिए कहा गया है। इस मुद्दे को चीनी पक्ष के साथ कूटनीतिक स्तर पर भी उठाया गया है। मैं सदन को आश्वस्त करना चाहता हूं कि हमारी सेनाएं हमारी सीमाओं की रक्षा के लिए प्रतिबद्ध हैं और इसे चुनौती देने के किसी भी प्रयास को विफल करने के लिए तैयार हैं।”

संक्षेप में, हमारी सेना ने अरुणाचल प्रदेश में LAC के पास 17 हजार फीट की ऊंचाई पर थांग ला में चीनी सैनिकों को करारा जवाब दिया है। इस झड़प में कम से कम 20 चीनी सैनिकों के घायल होने की खबर है। चीनी सैनिक LAC को पार करके हमारे इलाके में कुछ स्ट्रक्चर बनाने की फिराक में थे और उस योजना को विफल कर दिया गया। 11 दिसंबर को एक फ्लैग मीटिंग में भारतीय कमांडर ने अपने चीनी समकक्ष से कड़े शब्दों में कहा था कि ऐसी हरकत बर्दाश्त नहीं की जाएगी।

2020 के बाद एलएसी पर भारतीय और चीनी सैनिकों के बीच यह दूसरी बड़ी झड़प थी जिसमें सैनिक जख्मी हुए हैं। 2020 में लद्दाख की गलवान घाटी में कर्नल संतोष बाबू सहित 20 भारतीय सेना के जवान शहीद हो गए थे और बड़ी संख्या में वरिष्ठ अधिकारियों समेत चीनी सैनिक मारे गए थे। तब से, लद्दाख क्षेत्र में दोनों ओर सेना और वायु सेना ने जबरदस्त मोर्चेबंदी कर रखी है।

जब से सोमवार शाम को तवांग में झड़प के बारे में खबर आई, विपक्षी नेता, मुख्य रूप से कांग्रेस से, एलएसी में मौजूदा स्थिति पर खुली बहस की मांग कर रहे हैं। जबकि अध्यक्ष अनुरोध कर रहे हैं कि मामला संवेदनशील है और इस तरह के मुद्दों पर स्पष्टीकरण की अनुमति नहीं है।

सोमवार रात, कांग्रेस नेता रणदीप सुरजेवाला ने आरोप लगाया, “दो साल से ज्यादा समय से चीन अवैध रूप से भारतीय इलाकों पर कब्जा जमाये हुए है। हम मांग करते हैं कि प्रधानमंत्री संसद में आएं और जमीनी हालात के बारे में बताएं क्योंकि एलएसी पर चीनी सेना से भारत के कई इलाकों पर अवैध रूप से कब्जा किया है।

लगता है कि कांग्रेस अपनी पुरानी गलतियों से सबक नहीं सीखती। सोमवार रात भारतीय सेना ने एक बयान में साफ तौर पर कहा कि अरुणाचल प्रदेश में एक भी चीनी सैनिक भारतीय क्षेत्र में कदम नहीं रख पाया, फिर भी कांग्रेस को शक़ है। सुरजेवाला ने तो यहां तक दावा कर दिया कि चीनी सैनिक एलएसी पर ‘चिकन नेक’ तक लगभग पहुंच चुके हैं। यह हमारी बहादुर सेना का घोर अपमान है।

नब्बे के दशक में हुए समझौते के बाद से भारतीय और चीनी सैनिकों के बीच आपसी समझ यह है कि दोनों पक्ष एलएसी से उचित दूरी बनाए रखेंगे। एक दूसरे पर हथियारों से हमला नहीं करेंगे और न ही कोई गोली चलाई जाएगी। इस शांति समझौते के कारण, जब भी तनाव बढ़ता है, दोनों पक्षों के बीच हाथापाई होती है और एक-दूसरे को धक्का देते हैं। लेकिन सर्दियों की शुरुआत के साथ 17,000 फीट की ऊंचाई पर एक मात्र धक्का घातक हो सकता है। इसमें कोई संदेह नहीं कि ये जोरदार सेटबैक है। हाल के महीनों में भारत और चीन के बीच चल रही बातचीत को इस ताजा झड़प ने झटका दिया है।

लेकिन मैं आपको बता सकता हूं कि LAC पर चीन की तुलना में भारतीय सेना किसी भी मायने में कमजोर स्थिति में नहीं है, चाहे तैनात सैनिकों की संख्या हो या हथियार हो या सपोर्ट सिस्टम और ट्रांसपोर्टेशन। भारतीय सेना हमारी सीमाओं की रक्षा के लिए पूरी तरह सक्षम है, और यह चीन को बराबरी की टक्कर दे सकती है।

भारत एक शांतिप्रिय देश रहा है। इसने अपने किसी पड़ोसी देश पर पहले हमला नहीं किया है। हालांकि, जब-जब दुश्मन ने हमारी सीमा में घुसपैठ की कोशिश की, हमारे जांबाज जवानों ने इसका मुंहतोड़ जवाब दिया। पाकिस्तान पहले भी कई बार इसका स्वाद चख चुका है।

The 30-month-long military confrontation between India and China escalated on December 9, when more than 300 Chinese PLA troops intruded across the Line of Actual Control in Yangtse near Tawang in Arunachal Pradesh, and attacked the Indian jawans who tried to prevent them. At lest six injured Indian jawans were evacuated to the base military hospital in Guwahati for treatment, while a large number of Chinese troops were also injured, army sources said.

In his statement in both Houses of Parliament on Tuesday, Defence Minister Rajnath Singh said, “On December 9 in Yangtse area of Tawang sector, PLA troops intruded and attempted to change the status quo. This attempt was tackled by our jawans in a determined manner. Our jawans bravely stopped the PLA from encroaching upon our territory and force them to retreat to their post.”

Rajnath Singh said, “In this face-off, few soldiers on both sides suffered injuries. I would like to tell this House that none of our soldiers died or suffered any serious injury. Due to the timely intervention of Indian military commanders, PLA soldiers have retreated to their own locations. .The Chinese side was asked to refrain from such actions and maintain peace and tranquillity along the border. The matter has also been taken up with China through diplomatic channels. I want to assure the House that our forces are committed to guard our borders and ready to thwart any attempt that will be made to challenge it.”

In a nutshell, our army has given a befitting reply to the Chinese troops who were up to a big mischief in Thang La, at a height of 17,000 feet near the LAC in Arunachal Pradesh. There are reports that at least 20 Chinese soldiers were injured in the clash. The intention of the Chinese side was to build some structures inside our territory, and that plan has been foiled. At a flag meeting on December 11, the Indian commander told his Chinese counterpart in strong words that such actions will not be tolerated.

This was the second big clash between Indian and Chinese troops at the LAC since 2020, when 20 Indian army jawans including Col. Santhosh Babu were martyred in Galwan Valley, Ladakh, and a large number of Chinese troops along with their senior officer were killed. Since then, there has been a strong build-up of army and air force on both sides in the Ladakh region.

Several senior retired army officers have said that such Chinese intrusions are part of a well-planned conspiracy, because the Line of Actual Control in Tawang sector is clearly defined, and there should be no differing perceptions about the line. Retd. Major Gen Dhruv Katoch said that the Chinese troops and their officers must now be having a fair idea about how Indian army can respond if such intrusions take place. Another retired army officer said that the Indian army holds dominant positions at a fairly top height in Yangtse and there must be no reasons to worry.

Since the time news broke about the clash in Tawang on Monday evening, opposition leaders, mainly from Congress, have been demanding an open debate on the prevailing situation in LAC, despite requests from the Chair that the matter is sensitive and clarifications are not allowed on such issues, keeping past precedents in mind.

On Monday night, Congress leader Randeep Surjewala alleged: “For over two years, China has been illegally occupying Indian territory. We demand that the Prime Minister should come to Parliament and explain about the exact ground situation since Indian territory has been illegally occupied by Chinese PLA at different points on LAC.”

It seems Congress has not learnt from past mistakes. On Monday night, the Indian Army in a statement clearly said that not a single Chinese soldiers managed to step inside Indian territory in Arunachal Pradesh, and yet the Congress is raising doubts. Surjewala went to the extent of claiming that Chinese soldiers have almost reached till ‘Chicken’s Neck’ on LAC. This is an outright insult to our brave army.

The understanding between Indian and Chinese troops since the agreement signed in Nineties is that both sides will maintain a proper distance from the LAC, and will not attack the other with weapons, nor will any shot be fired. Because of this Peace and Tranquillity Agreement, whenever tension erupts, the two sides engage in fisticuffs and pushing each other. At heights of 17,000 feet, and that too, with the onset on winter, a mere push can be deadly. There is no doubt, this latest clash has caused a setback to the dialogue that has been going on between both countries in recent months.

But let me be emphatic. The Indian Army is in no way in a weaker position on the Line of Actual Control, compared to that of China, whether in the number of troops deployed, or weapons, support systems, transportation and all other attack or reconnaissance systems. Indian Army is fully equipped to guard our borders, and it can give an equal fight to the Chinese.

India is a peace-loving nation. It has never attacked any of its neighbours first. However, whenever the enemy tried to intrude into our borders, our brave jawans have come out with flying colours by giving a befitting reply. Pakistan has already tasted it several times in the past.

हिमाचल प्रदेश में नए मुख्यमंत्री के नाम को लेकर तीन दिनों से चला आ रहा सस्पेंस शनिवार को भी जारी रहा। कांग्रेस के नवनिर्वाचित विधायकों ने शुक्रवार रात विधायक दल की बैठक में सर्वसम्मति से यह प्रस्ताव पास किया कि हिमाचल का मुख्यमंत्री कौन होगा, इसका फैसला पार्टी हाईकमान करेगा। अब पार्टी अध्यक्ष मल्लिकार्जुन खड़गे सीएम के नाम पर अंतिम फैसला लेंगे।

पार्टी के केंद्रीय पर्यवेक्षक छत्तीसगढ़ के मुख्यमंत्री भूपेश बघेल, हरियाणा के पूर्व मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने शुक्रवार को राज्यपाल से मुलाकात की। पर्यवेक्षकों ने नेता चुनने के लिए समय मांगते हुए 40 नवनिर्वाचित कांग्रेस विधायकों की सूची राज्यपाल को सौंपी और सरकार बनाने का दावा पेश किया।

शुक्रवार और शनिवार को शिमला में प्रदेश कांग्रेस दफ्तर के बाहर सीएम पद के लिए दावेदारों की ओर से दमखम दिखाने का दौर जारी रहा। समर्थकों ने जमकर नारेबाजी की। सीएम पद की रेस में राज्य कांग्रेस अध्यक्ष और पूर्व मुख्यमंत्री स्व. वीरभद्र सिंह की विधवा प्रतिभा सिंह भी हैं। उन्होंने सार्वजनिक रूप से अपने पति की विरासत पर जोर देते हुए कहा कि वीरभद्र सिंह की लोकप्रियता के कारण पार्टी सत्ता में लौटी है। वीरभद्र सिंह की विरासत को नजरअंदाज नहीं किया जा सकता है।

प्रतिभा सिंह ने कहा, ‘जब मुझे राज्य का कांग्रेस अध्यक्ष नियुक्त किया गया था, तब सोनिया जी ने मुझसे पार्टी की जीत सुनिश्चित करने के लिए कहा था। मैंने सभी 68 विधानसभा क्षेत्रों का दौरा किया और जो 40 सीटों की संख्या हमें मिली है, वह हमारी कड़ी मेहनत का परिणाम है।’

सूत्रों का कहना है कि पर्यवेक्षकों को मुख्यमंत्री पद के लिए दिये गये तीन संभावित नामों में प्रतिभा सिंह का नाम नहीं है। सीएम के संभावित तीन नाम हैं- कांग्रेस प्रचार समिति के प्रमुख सुखविंदर सिंह सुक्खू, कांग्रेस विधायक दल के नेता नेता मुकेश अग्निहोत्री और राजिंदर राणा। सूत्रों के मुताबिक, चूंकि प्रतिभा सिंह विधायक नहीं हैं (वह मंडी से सांसद हैं), अगर उन्हें मुख्यमंत्री चुना जाता है तो उपचुनाव कराना होगा। उनकी भावनाओं का सम्मान करते हुए उनके बेटे विक्रमादित्य सिंह को नई सरकार में अहम पद दिया जा सकता है। शुक्रवार को दो बार विधायक दल की बैठक स्थगित करनी पड़ी और देर शाम पार्टी अध्यक्ष को मुख्यमंत्री चुनने के लिए अधिकृत करने का प्रस्ताव पारित किया गया।

गुरुवार रात को अंतिम परिणाम आने तक कांग्रेस नेताओं को यह डर सता रहा था कि कहीं बीजेपी उनके विधायकों की खरीद-फरोख्त में तो नहीं जुट जाएगी, लेकिन शुक्रवार शाम तक पार्टी लीडरशिप को इस बात की आशंका होने लगी कि कहीं उसके अपने नेता राज्य इकाई में फूट न डाल दें। हालत ये थी कि जब पर्यवेक्षक के तौर पर भूपेश बघेल और भूपेन्दर हुड्डा शिमला पहुंचे तो हैलीपैड पर उतरते ही उनके सामने नारेबाजी शुरू हो गई। जब वे गाड़ी में बैठकर निकले को प्रतिभा सिंह और विक्रमादित्य के समर्थकों ने उनकी गाड़ी को घेर कर नारेबाजी शुरू कर दी। भूपेश बघेल के होटल पहुंचने पर भी प्रतिभा सिंह के समर्थकों ने नारेबाजी जारी रखी।

यह शक्ति प्रदर्शन का राउंड वन था। शक्ति प्रदर्शन का दूसरा राउंड तब शुरू हुआ जब कांग्रेस दफ्तर में विधायक दल की बैठक शुरू हुई। मुख्यमंत्री पद के दावेदार सुखविंदर सिंह सुक्खू को उनके समर्थक कंधे पर बिठाकर कांग्रेस दफ्तर लाए। सुक्खू के समर्थक उनके पक्ष में नारे लगा रहे थे। यह दिखा रहे थे कि मुख्यमंत्री पद की रेस में उनके नेता की अनदेखी ना की जाए। इसके तुरंत बाद विक्रमादित्य सिंह के समर्थक भी अपने नेता को कंधे पर बिठाकर ले आए। ये लोग भी यह दिखाने की कोशिश कर रहे थे कि वीरभद्र सिंह के परिवार को नज़रअंदाज़ नहीं करने देंगे। समर्थक मांग कर रहे थे कि कांग्रेस ने यह चुनाव वीरभद्र सिंह के नाम पर जीता है इसलिए मुख्यमंत्री की कुर्सी भी इसी परिवार के सदस्य को मिलनी चाहिए। विधायक दल की बैठक में सीएम के नाम के लिए पार्टी अध्यक्ष को अधिकृत करने का प्रस्ताव पारित किए जाने के बाद भी पार्टी दफ्तर में नारेबाजी होती रही।

सीएम पद पर जारी सस्पेंस के बीच प्रतिभा सिंह के तेवर भी सख्त होते चले गए। उन्होंने साफ तौर पर कहा कि वीरभद्र सिंह की विरासत को नजरअंदाज नहीं किया जा सकता। उन्होंने कहा कि ऐसा नहीं हो सकता कि चुनाव वीरभद्र सिंह के नाम पर जीतें और कुर्सी किसी और को दे दें। प्रतिभा सिंह चाहती हैं कि अगर उन्हें मुख्यमंत्री नहीं बनाया गया तो उनके बेटे विक्रमादित्य सिंह को यह जिम्मेदारी सौंपी जाए। विक्रमादित्य सिंह शिमला ग्रामीण सीट से चुनाव जीते हैं। विक्रमादित्य भी दावेदारी पेश कर रहे हैं। हालांकि विक्रमादित्य बड़े ही सधे अंदाज में बात कर रहे हैं। उन्होंने कहा कि इसमें तो कोई दो राय नहीं है कि कांग्रेस को जीत उनके पिता वीरभद्र सिंह के नाम पर मिली है। इसलिए उम्मीद है कि पार्टी हाईकमान सही फैसला लेगा।

यह बात तो सही है कि प्रतिभा सिंह ने पार्टी की जीत के लिए मेहनत की। उनके राजनीति में आने के बाद से ही हिमाचल प्रदेश में कांग्रेस की किस्मत बदली है। लगातार हार से कांग्रेस का मनोबल गिरा हुआ था। पिछले साल मंडी लोकसभा सीट के लिए उपचुनाव हुआ और कांग्रेस ने प्रतिभा सिंह को टिकट दिया। प्रतिभा सिंह ने ये सीट बीजेपी से छीन ली। इसके पांच महीने बाद इसी साल अप्रैल में सोनिया गांधी ने प्रतिभा सिंह को हिमाचल प्रदेश कांग्रेस का अध्यक्ष बना दिया और विधानसभा चुनाव की तैयारियां करने को कहा। प्रतिभा सिंह के नेतृत्व में विधानसभा चुनाव हुआ और कांग्रेस को स्पष्ट बहुमत मिला। कांग्रेस के लिए भी उनकी दावेदारी को खारिज करना आसान नहीं होगा।

भूपेश बघेल ने शुक्रवार को शिमला में कदम रखने पर कहा था कि पार्टी आलाकमान किसी को नाराज नहीं करेगा। लेकिन जब वे शहर में पहुंचे तो माहौल की गर्मी देखकर समझ गए कि मामला इतना आसान नहीं जितना वो समझ रहे थे।असल में प्रतिभा सिंह और विक्रामदित्य सिंह के बाद हिमाचल में प्रचार समिति के अध्यक्ष सुखविन्दर सिंह सुक्खू ने भी कह दिया कि चुनाव संगठन ने लड़ा और संगठन को उन्होंने खड़ा किया इसलिए मुख्यमंत्री की कुर्सी पर दावेदारी तो उनकी भी बनती है। दावा यह भी किया जा रहा है कि सुखविन्दर सिंह सुक्खू के पास प्रतिभा सिंह से ज्यादा विधायकों का समर्थन है।

शिमला में जो ड्रामा हो रहा है वह कांग्रेस के लिए नई बात नहीं हैं। इस तरह की तस्वीरें और नारेबाजी हम कर्नाटक में देख चुके हैं। बाद में राजस्थान में भी यह देख चुके हैं। अशोक गहलोत के समर्थकों ने हाईकमान के पर्यवेक्षकों को खाली हाथ लौटा दिया था। विधायक दल की मीटिंग ही नहीं हो पाई थी।

शुक्रवार को ठीक वही हालात शिमला में दिख रहे थे। लेकिन यह भूपेश बघेल और भूपेन्द्र सिंह हुड्डा की सफलता है कि वो दिनभर की मेहनत के बाद पार्टी के नेताओं को एक लाइन का प्रस्ताव पास करने के लिए मनाने में कामयाब रहे।

असल में कांग्रेस की यह परंपरा है कि विधायक दल की मीटिंग में एक प्रस्ताव जाता है कि मुख्यमंत्री के नाम का फैसला विधायक हाईकमान पर छोड़ते हैं और फिर दिल्ली से नाम तय होता है। यह परंपरा उस वक्त तो ठीक लगती थी जब तक हाईकमान की लोकप्रियता थी और कांग्रेस में गांधी नेहरू परिवार का दबदबा था।

लेकिन अब हालात बदल गए हैं। स्थानीय नेता मेहनत करते हैं, पार्टी को जिताते हैं तो वे अपने नेता का फैसला भी खुद करना चाहते हैं। शिमला में शुक्रवार को दिनभर यही दिखा। राहुल गांधी प्रचार के लिए हिमाचल में गए भी नहीं और जीत की बधाई ट्विटर पर दे दी। इसके बाद भी वो चाहते हैं कि हिमाचल में मुख्यमंत्री के नाम का फैसला वो करें।

वक्त और ज़माना बदल गया है लेकिन गांधी-नेहरू परिवार के तौर-तरीके नहीं बदले। राहुल गांधी ने हिमाचल में प्रचार के लिए भारत जोड़ो यात्रा से छुट्टी नहीं ली लेकिन शुक्रवार को अपनी मम्मी का जन्मदिन मनाने के लिए प्रियंका और रॉबर्ट वाड्रा के साथ राजस्थान के रणथम्भौर नेशनल पार्क पहुंच गए।

उम्मीद है कि गांधी परिवार हिमाचल प्रदेश के सीएम का फैसला जल्द ले लेगा और राज्य का सियासी संकट खत्म हो जाएगा। लेकिन यह स्थाई समाधान नहीं होगा। क्योंकि राहुल गांधी को छुट्टी पर रहने की आदत है और कांग्रेस का मुकाबला नरेंद्र मोदी से है, जो कभी छुट्टी नहीं लेते। उन्हें ना मुख्यमंत्री हटाने में देर लगती है और ना बनाने में ।
