Bulldozer and Baba: Action to continue
The Supreme Court, in its landmark judgement on “instant bulldozder justice”, has framed strict pan-India guidelines for demolition of properties. The guidelines say, no demolition of any alleged structure will be carried out without 15-day prior notice to the owner, both by registered post and pasting it on the outer walls of the property. The time period will tick from the date of receipt of notice by the owner. Notice shall delineate nature of unauthorised construction, specify violations, grounds of demolition and fix a date for personal hearing for the owner before a designated authority. The final order for demolition will not be implemented for 15 days to allow the aggrieved person to approach the courts.
Demolition must be videographed and the authorities will have to send a report to the civic authorities. Violations of guidelines will lead to initiation of contempt proceedings in addition to prosecution. Officers concerned will be asked to restore the demolished structure to its original state at their personal cost and they will also be liable to pay damages.
One must understand two major points relating to the judgement. One, the apex court has not imposed a “ban” on use of bulldozers for razing illegal properties. Only guidelines have been issued that must be followed strictly. Two, provision for giving 15-day prior notice was already there in the rule book. There was also provision to hear the accused and they had the right to appeal. What the apex court on Wednesday decided was to ensure that the bulldozers are not used in a hurry, and a transparent procedure must be followed.
The implications now will be that if any heinous crime takes place, bulldozers will not be used to raze the properties of the criminal immediately. Fifteen days’ time has been given. As far as bulldozer actions prior to the apex court verdict are concerned, I have some data. These data say, there were more than 2,000 bulldozer actions since 2017 in the states of Uttar Pradesh, Madhya Pradesh, Rajasthan, Haryana, Maharashtra and Gujarat. But the biggest hue and cry was raised over demolitions done during UP CM Yogi Adityanath’s rule.
This was because Yogi’s administration had razed the ill-acquired properties of top gangster leaders and rioters like Mukhtar Ansari, Atiq Ahmed, Vikas Dubey, Vijay Mishra and others. Ill-gotten properties of mafia dons were razed and homes were built for the poor on those plots. The Supreme Court verdict has nothing to do with Yogi Adityanath’s government. UP government was not a party to the case which was before the Supreme Court. The apex court was hearing a petition filed by Jamiat Ulama-e- Hind against North Delhi Municipal Corporation and others. But when political leaders started reacting to the Supreme Court verdict, the UP government had to respond.
A spokesperson from UP government welcomed the verdict as a significant step forward and said, “this ruling will increase criminals’ fear of the aw, and it will make easier for the administration to keep a leash on mafia elements and organised professional criminals. The first requirement of good governance is rule of law. The rule of law applies to everyone.” The implication is quite clear. Yogi’s government is not going to tone down its drive against gangsters, rioters and criminal elements.
खरगे को योगी की चुनौती : रज़ाकारों के खिलाफ बोलकर दिखाओ
महाराष्ट्र में चुनाव प्रचार इस वक्त एक रोचक दौर में है। ज़बरदस्त जुबानी जंग देखने को मिल रही है। मंगलवार को योगी आदित्यनाथ ने अमरावती, अकोला और नागपुर में रैलियां की और कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे को जवाब दिया। खरगे ने कहा था कि अगर योगी को ‘बंटेंगे तो कटेंगे’ जैसे नारे लगाने हैं, तो भगवा चोला उतार देना चाहिए।
इस पर योगी ने कहा कि भगवा तो सनातन की पहचान है, वह योगी हैं, सच बोलते हैं, इसलिए खरगे को इतिहास याद दिला रहे हैं। खरगे के परिवार वालों को निज़ाम के रजाकारों ने 1946 के दंगों में जला दिया था क्योंकि उस वक्त हिन्दू जातियों में बंटे थे। योगी ने कहा कि वोट के चक्कर में खरगे अपने परिवार के साथ हुई त्रासदी को भी छुपा रहे हैं लेकिन वह तो खुलकर कह रहे हैं कि एक रहना जरूरी है, क्योंकि बंटेंगे तो कटेंगे।
मल्लिकार्जुन खरगे के जिस बयान का जवाब योगी ने दिया, वह उन्होंने पिछले साल 17 अगस्त को दिल्ली के तालकटोरा स्टेडियम में कांग्रेस के कार्यकर्ताओं को संबोधित करते समय दिया था। खरगे ने बताया था कि कैसे 1946 के दंगों में उनका घर जला दिया गया, उनकी मां, बहन, भाई, चाचा सबको निर्ममता के साथ जला दिया गया था। उस समय खरगे बच्चे थे। उनके पिता किसी तरह उनको बचा कर गांव से भागे, और बाद में कर्नाटक के गुलबर्गा में जा कर बसे। लेकिन ये बताते समय खरगे इस बात का जिक्र नहीं करते कि इन दंगों के पीछे कौन था?
असल में 1946-1947 के इन दंगों के पीछे हैदराबाद के तत्कालीन निज़ाम के रजाकारों का हाथ था। योगी ने इसी बात को पकड़ा। योगी ने जो कहा उसका मतलब है कि खरगे जान बूझकर निज़ाम के रजाकारों का ज़िक्र नहीं करते क्योंकि कांग्रेस पार्टी को मुसलमानों के वोटों की चिंता है। बीजेपी के एक नेता ने कमेंट किया कि खरगे के परिवार को निज़ाम के जिहादी रज़ाकारों ने मारा और वह हिंदुओं को आतंकवादी करार देते हैं। ये कैसा सेक्युलरिज्म है? महाराष्ट्र के चुनाव में राजनीति के इस पैंतरे की खूब चर्चा है।
अकोला की रैली में योगी ने कहा कि खरगे उनसे बेवजह खफा हैं। वो योगी हैं और योगी के लिए देश सबसे ऊपर होता है लेकिन कांग्रेस के नेताओं के लिए तुष्टिकरण सबसे ऊपर है। इसीलिए खरगे वो हकीकत बताने से भी डर रहे हैं जो उन्होंने खुद झेली है। चूंकि खरगे तीन दिन से लगातार योगी पर वार कर रहे थे, उन्होंने योगी की तुलना आतंकवादियों से कर दी थी, कहा था कि योगी भगवा चोला पहनकर बांटने-काटने की राजनीति करते हैं, हिंदू-मुसलमान के बीच नफरत फैलाते हैं, इसलिए उन्हें गेरुआ वस्त्र पहनने का कोई हक नहीं है। योगी आदित्यनाथ ने तीन दिन का हिसाब बराबर कर दिया। खरगे के परिवार के बारे में योगी ने जो कहा, वो गलत नहीं है क्योंकि खरगे कई मौकों पर खुद सार्वजनिक तौर पर ये बता चुके हैं कि हैदराबाद के दंगों में उनके परिवार को निजाम के रज़ाकारों ने जला दिया था।
महाराष्ट्र के चुनाव में भगवा का जिक्र खरगे के बयान की वजह से हुआ। ये बात तो तय है कि योगी का नारा हिट हो गया है। साधु-संत अब खुलकर योगी के समर्थन में खड़े हैं। मंगलवार को जगद्गुरु रामभद्राचार्य ने कहा कि योगी ने जो कहा, सच कहा। भगवाधारियों ने हमेशा समाज को सच्चाई बताई है, सही रास्ता दिखाया है, इसलिए खरगे भगवा पर न बोलें तो बेहतर होगा। खरगे ने कहा था कि भगवा धारण करने वाले राजनीति से दूर रहें तो अच्छा रहेगा। इस पर जगद्गुरु रामभद्राचार्य ने कहा कि भगवाधारी राजनीति करेंगे, तो राजनीति बेहतर होगी वरना इसमें अपराधियों का जमावड़ा हो जाएगा।
Yogi to Kharge : Why silence on killer Razakars?
Uttar Pradesh chief minister Yogi Adityanath on Tuesday, at his Akola, Maharashtra, rally, launched a direct attack on Congress President Mallikarjun Kharge. He mentioned about how Razakars owing allegiance to the then Nizam of Hyderabad had burnt his ancestral village, Warwatti, in 1946, killing his mother and sister.
Yogi said, “Kharge Ji is unnecessarily getting angry with me. I respect his age. He should express his anger with the Nizam of Hyderabad, whose Razakars burnt his village, mercilessly killed Hindus and took the lives of his mother, sister, and family members. He should bring this truth before the nation and the world. Only then people will know the meaning of my slogan, ‘Bantogey Toh Katogey’. He is refraining from placing this truth before the nation due to vote bank compulsions. He is deceiving the nation. I am only a Yogi. I have learnt only one thing. Do whatever is good for your country. For me, there can be nothing greater than my country and Sanatan Dharma.”
Yogi was only quoting from history. Kharge, while addressing a Congress workers’ convention at Delhi’s Talkatora stadium on August 17 last year, had said, “It is my misfortune that I could not see my mom, my brother, sister and uncle, because our home was burnt during the riots that led to Hyderabad liberation. Only my father and I were alive. It was in 1946, as riots went on from 1946 till 1948. My father and I fled the village and we later settled in Gulbarga.”
Yogi was responding to Kharge’s criticism that he made at his Maharashtra and Jharkhand rallies. Kharge had said, “A true yogi cannot use language like ‘Bantogey Toh Katogey’. Such language is used by terrorists. Yogi is the head of a mutt, wears saffron robes, but believes in ‘Munh me ram, Bagal Mein Chhuri’ (a wolf in lamb’s clothing).”
One must understand why Yogi raised the Hyderabad Razakar’s atrocities while replying to Kharge’s charge. The Congress President has often disclosed how he and his father fled their village during the 1946 riots and their family members died at the hands of Razakars. But Kharge never mentioned the Razakars or Nizam in his speeches.
It was Yogi who grabbed this point and put a poser to Kharge. Yogi alleged that Kharge was avoiding mention of Nizam and Razakars because his Congress party was concerned about keeping its Muslim votes intact. One BJP leader remarked, how can you call it secularism, when Kharge lost his family to jihadi Razakars and yet he speaks about Hindus as terrorists.
Senior Congress leader and former Rajasthan chief minister Ashok Gehlot hit back saying, “BJP leaders are intimidating the public. They brought the “Ek Rahengey, Safe Rahengey” slogan later, to control the damage, but their original slogan was ‘Bantogey Toh Katogey’. This is a dangerous slogan. Is this not at attempt to intimidate people? This is a clear indication of the way they want to do politics in the name of religion during elections.”
Hindu sadhus have openly lent support to Yogi. Jagadguru Rambhadracharya said, “despite many sects, Hindus must remain united. Only then nobody can harm us. United we remain strong. Saffron is the colour of Bhagwan. It was this saffron flag which Shivaji used to unite Maharashtra. Bhagwadharis should remain in politics, not those who are suited-booted.” It was Mallikarjun Kharge who had questioned Yogi’s saffron robes.
महाराष्ट्र, झारखंड : क्या मोदी, योगी के नारे बाज़ी पलट देंगें?
योगी आदित्यनाथ ने नारा दिया – ‘बंटोगे तो कटोगे’. बाद में प्रधानमंत्री नरेंद्र मोदी ने नारा दिया – ‘एक हैं, तो सेफ हैं’ . अब ये दोनों नारे महाराष्ट्र और झारखंड के चुनावों में सबसे बड़े मुद्दे बन गए हैं. उद्धव ठाकरे हों, शरद पवार हों, मल्लिकार्जुन खरगे हों, या कांग्रेस के दूसरे नेता, किसी को इनका जवाब नहीं सूझ रहा है. इसीलिए कोई योगी को गाली दे रहा है, तो कोई योगी को कोस रहा है.
योगी आदित्यनाथ का ये अंदाज कांग्रेस के नेताओं को बिल्कुल पसंद नहीं आ रहा है. कांग्रेस अध्यक्ष मल्लिकार्जुन खरगे सोमवार को झारखंड में थे. पलामू की रैली में खरगे ने योगी आदित्यनाथ की तुलना आतंकवादियों से कर दी. खरगे ने कहा कि योगी आदित्यनाथ साधू हैं, गेरुआ वस्त्र पहनते हैं लेकिन बांटने-काटने की बात करते हैं, ये सनानत का अपमान है, बांटने-काटने की बात तो आतंकवादी करते हैं.
खरगे ने रविवार को नागपुर में भी कहा था कि ‘योगी का चोला तो संत का है लेकिन भगवा वस्त्र की आड़ में वह गंदी राजनीति करते हैं, इसलिए उन्हें भगवा वस्त्र उतारकर नेताओं के सफेद कपड़े पहनने चाहिए’. खरगे यही नहीं रुके. उन्होंने कहा कि ‘अगर योगी जैसे नेता चुनाव जीतते रहे तो वो एक दिन संविधान खत्म कर देंगे, मनु स्मृति को लागू कर देंगे और खुद महंत बनकर देश चलाएंगे.’
इस पर महाराष्ट्र के उपमुख्यमंत्री देवेंद्र फडणवीस ने कहा कि ‘खरगे के बयान से साफ हो गया है कि कांग्रेस भगवा से, सनातन से कितनी नफरत करती है.’ कल्कि धाम के पीठाधीश्वर आचार्य प्रमोद कृष्णम ने कहा कि ‘जो भगवा के विरोधी है, वो सनातन विरोधी हैं, और जो सनातन के विरोधी हैं, वो देश भक्त हो ही नहीं सकते, इसलिए अब हिन्दू समाज कांग्रेस को सबक सिखाएगा. ‘
सोमवार को बीजेपी ने महाराष्ट्र के अखबारों में फ्रंट पेज पर एक विज्ञापन दिया. इसमें प्रधानमंत्री मोदी का नारा, ‘ एक हैं तो सेफ हैं’ लिखा हुआ था. इस विज्ञापन में एकता दिखाने के प्रतीक के तौर पर समाज के अलग अलग वर्गों की टोपियों की तस्वीर इस्तेमाल की गई है. लेकिन इसमें मुस्लिमों की जालीदार टोपी गायब थी. इसको महाविकास आघाडी के नेताओं ने मुद्दा बना लिया.
संजय राउत ने कहा कि बीजेपी के पास सिर्फ एक ही टोपी है और वो है RSS की काली टोपी. जवाब में केंद्रीय मंत्री पीयूष गोयल ने कहा कि प्रधानमंत्री मोदी ने देश के 140 करोड़ लोगों की बात की है.
वैसे महा विकास आघाड़ी के कुछ नेताओं को लगता है कि अगर बीजेपी हिन्दू वोटों को एकजुट करने की कोशिश कर रही है, तो जवाब में मुस्लिम वोटर अपने आप गोलबंद होंगे और इसका फायदा मोदी विरोधी मोर्चे को मिलेगा.
और ऐसा हो भी रहा है. वक्फ संशोधन बिल को लेकर पूरे देश में बीजेपी के खिलाफ माहौल बनाया जा रहा है. जगह-जगह मौलाना और मुस्लिम संगठनों के नेता कॉन्फ्रैंस कर रहे हैं . वक्फ संशोधन बिल को मुसलमानों की संपत्ति हड़पने की बीजेपी की साजिश बताई जा रही है. मुस्लिम संगठनों ने 24 नंबवर को ‘दिल्ली चलो’ की कॉल दी है.
Maharashtra, Jharkhand : Modi, Yogi Slogans Game Changers ?
Opposition parties in both Maharashtra and Jharkhand assembly elections are foxed by two slogans given by Prime Minister Narendra Modi and UP chief minister Yogi Adityanath. They are unable to work out a proper response. It was Yogi who coined the slogan “Bantoge Toh Katogey” (Divided, You Will Be Finished). A few weeks later, Prime Minister Narendra Modi, in his Jharkhand and Maharashtra rallies, coined the slogan “Ek Hain, Toh Safe Hain” (United, We Are Safe).
Both these slogans have become main issues in the assembly elections in both these states. Shiv Sena (UBT) chief Uddhav Thackeray, NCP founder Sharad Pawar, Congress President Mallikarjun Kharge and other top Congress leaders are busy trying to chalk out a proper response. While some leaders are abusing Yogi in public, others are cursing the UP CM.
Let me cite some examples: Congress President Kharge said in his Nagpur and Jharkhand rallies “A true yogi cannot use language like ‘Bantogey Toh Katogey’. Such language is used by terrorists. Yogi is the head of a mutt, wears saffron robes, but believes in ‘Munh me ram, Bagal Mein Chhuri’ (a wolf in lamb’s clothing).”
BJP leaders promptly demanded apology from Kharge for making such remarks. Kalki Dham Peeth chief Acharya Pramod Krishnam, who spent most part of his life in Congress, said, “leaders who oppose saffron robes, are anti-Hindus, they cannot be patriots and the people will teach Congress a lesson this time.”
In Maharashtra, BJP published front-page ad displaying PM Modi’s “Ek Hain Toh Safe Hain” slogan, but Shiv Sena (UBT) leader Sanjay Raut objected to the ad. He said, the ad shows people of all sections wearing headgears, but the caricature of a Muslim wearing ‘jaalidar topi’ was missing. Raut alleged, BJP has only a single cap, and that’s the RSS black cap.
Some Maha Vikas Aghadi leaders, however, hold a different view. They feel that since BJP is trying mobilize Hindu votes, it will definitely have a backlash and may result in polarization of Muslim voters, which will surely help the anti-Modi bloc. Already Muslim leaders are active.
On Monday in Jaipur, qazis, moulvis and other Muslim leaders, including a Congress MP, gathered at a convention to demand the withdrawal of Waqf Amendment Bill, which is presently before a Joint Parliamentary Committee. The convention was named Tahaffuz-e-Auqaf, meaning ‘protection of Waqf properties’. The convention gave a ‘Chalo Delhi’ call on November 24 to all Muslim organisations.
बच्चों पर सोशल मीडिया बैन काफ़ी नहीं : मां-बाप खुद को सुधारें
ऑस्ट्रेलिया की सरकार ने 16 साल से कम उम्र के बच्चों के सोशल मीडिया इस्तेमाल करने पर बैन लगाने का फ़ैसला किया है. एंथनी अल्बनीस की सरकार इस बारे में एक क़ानून इसी महीने ऑस्ट्रेलिया की संसद में पेश करने जा रही है. इस नए क़ानून का एलान करते हुए ऑस्ट्रेलिया के प्रधानमंत्री एंथनी अल्बनीस ने कहा कि बच्चों पर सोशल मीडिया का बहुत बुरा असर पड़ रहा है और उन्होंने बहुत से माता-पिताओं, अभिभावकों, विशेषज्ञों और बच्चों से बात करने के बाद ये फ़ैसला किया है.
इस नए क़ानून के तहत, सोशल मीडिया को 16 साल तक के बच्चों के लिए बैन लागू करने की ज़िम्मेदारी सोशल मीडिया कंपनियों की होगी. 16 साल तक के बच्चों के लिए सोशल मीडिया बैन करने वाला ऑस्ट्रेलिया दुनिया का पहला देश होगा.
अल्बनीस ने कहा कि ‘सोशल मीडिया हमारे बच्चों को बहुत नुक़सान पहुंचा रहा है और अब मैं इसको बंद करने जा रहा हूं. मैंने हज़ारों अभिभाकों से बात की है. मेरी तरह वो भी ऑनलाइन दुनिया में अपने बच्चों की सुरक्षा को लेकर बहुत चिंतित है, और मैं ऑस्ट्रेलिया के अभिभावकों और परिवारों को ये बताना चाहता हूं कि अब सरकार उनके साथ है. अब अभिभावक अपने बच्चों से कह सकेंगे कि सोशल मीडिया उनके लिए नहीं है. क़ानून उनको इसकी इजाज़त नहीं देता.’
पूरी दुनिया में इस बात को लेकर चिंता है कि मोबाइल फोन के इस्तेमाल से, डिजिटल मीडिया से बच्चों का कितना नुकसान होता है और ये चिंता जायज़ है लेकिन हमें ये याद रखना चाहिए कि नुकसान तो बड़ों का भी होता है, दूरियां तो मां-बाप में भी बनती हैं और बच्चे इसी से सीखते हैं. घर में एक कमरे में चार लोग बैठे होते हैं, आपस में बात करने की बजाय सब फोन देखने और मैसेज भेजने में लगे रहते हैं. इसीलिए कानून बनाने से कुछ नहीं होगा.
अगर बच्चों को इस त्रासदी से बचाना है तो मां-बाप को अपने ऊपर भी पाबंदी लगानी होगी, उन्हें अपने मोबाइल और डिजिटल मीडिया के इस्तेमाल पर कंट्रोल करना होगा. तभी वो बच्चों को समझा पाएंगे. आजकल तो जब बच्चा रोता है, तो मां-बाप उसे चुप कराने के लिए प्यार करने की बजाय उसके हाथ में मोबाइल फोन पकड़ा देते हैं. जबतक हम ऐसी आदतों से बाज नहीं आएंगे तब तक बच्चों को मोबाइल फोन के इस्तेमाल से नहीं रोक पाएंगे.
Social media ban on kids not enough: Parents, heal thyself!
The Australian government has decided to pass new laws banning children under the age of 16 years from accessing social media. Prime Minister Anthony Albanese said, the new laws will be presented to state and territory leaders this week, before being placed in Parliament towards the end of this month. Albanese said, “social media is doing real harm to kids and I’m calling time on it”.
The government will crack down on tech companies that fail to protect young users, he said. Tech companies and social media platforms will bear responsibility for ensuring that their users are above the age of 16 years.
The Australian PM said, “parents are worried sick about the safety of their kids online. The onus will not be on parents or young people. There will be no penalties for users”.
If the laws are passed, Australia will become the first country in the world to ban social media for users below the age of 16 years. Already, parents throughout the world are worried over the rampant use of social media on smart phones by children, who gain access to content that they are not supposed to.
These worries are justified, but we must remember that even those above the age of 16 years are also influenced by social media and they maintain distance from their parents.
It has been noticed that four persons sitting inside a room are usually seen busy either texting or watching content on phones instead of being engaged in one-to-one conversation.
Merely framing laws will not be enough. If children are to be protected from social media, parents will also have to impose a self-ban. They should control their use of mobile and digital media. Only then can parents convince their children effectively.
Nowadays when a kid bawls, parents, instead of trying to soothe the kid, hand a cellphone to the child to stop him from crying. Until and unless we discard these habits, no force on earth can stop children from using cell phones.
बांग्लादेश : हिन्दुओं पर ज़ुल्म फौरन बंद करो
जिस दिन देश में छठ का महापर्व मनाया जा रहा था, बांग्लादेश से परेशान करने वाली तस्वीरें आईं. हिन्दुओं को घरों से घसीट-घसीट कर पीटा गया. चिंता की बात ये है कि इस बार हिन्दुओं पर हमला कट्टरपंथियों ने नहीं, बांग्लादेश की सेना ने किया. बांग्लादेश की सेना रात के अंधेरे में हिन्दुओं के घरों में घुसी, सोते हुए लोगों को पीटा, बुरी तरह लाठियां बरसाई गईं, जान बचाकर भागे हिन्दुओं को सड़कों पर दौड़ा-दौड़ा कर बुरी तरह बेरहमी से पीटा गया.
इसके बाद जुल्म के सबूत मिटाने के लिए बांग्लादेश की पुलिस ने हिन्दुओं के मुहल्लों में लगे सीसीटीवी कैमरे तोड़े. घरों में घुसकर सीसीटीवी कैमरों की फुटेज को डिलीट किया और जाते-जाते हिन्दुओं को धमकी दी कि अगर घरों से निकले, मुसलमानों के खिलाफ एक लफ्ज़ भी बोला, तो गोली मार दी जाएगी.
भारत सरकार ने इस तरह की घटनाओं पर चिंता और सख्त नाराजगी जाहिर की है. मोदी सरकार ने बांग्लादेश की सरकार से हिन्दुओं पर हो रहे अत्याचार को बंद करने, इस मामले की जांच कराने और हिन्दुओं को सुरक्षा देने को कहा है.
हिन्दुओं पर जुल्म का ये कोई पहला मामला नहीं हैं. शेख हसीना सरकार के तख्तापलट के बाद से हर रोज़ हिन्दुओं पर हमले हो रहे हैं. बांग्लादेश में हिन्दू खौफ के माहौल में जी रहे हैं. अब तो वहां की फौज भी हिन्दुओं को निशाना बना रही है. हिन्दुओं की गलती सिर्फ ये थी कि उन्होंने देवी देवताओं के अपमान का, मंदिरों पर हमलों का विरोध किया था. इसके बाद फौज ने हिन्दुओं के मुहल्लों को पूरी तरह तहस नहस कर दिया .
सवाल पैदा होता है कि क्या बांग्लादेश में हिन्दुओं के अधिकार खत्म हो गए हैं? क्या हिन्दुओं को पूजा का अधिकार नहीं है? क्या बांग्लादेश में मुहम्मद युनूस की सरकार ने कट्टरपंथियों को हिन्दुओं के अपमान का लाइसेंस दे दिया है? क्या बांग्लादेश की फौज भी वहां रहने वाले हिन्दुओं की दुश्मन हो गई है? अब ऐसे हालात में भारत सरकार को हिन्दुओं की हिफाजत के लिए क्या करना चाहिए?
बांग्लादेश के दूसरे सबसे बड़े शहर चट्टोग्राम की हज़ारी गली में मंगलवार की रात को फौज ने हिन्दुओं पर कहर ढाया. वहां के डिप्टी कमिशनर की अगुआई में अचानक सेना और पुलिस के सिपाही हिंदुओं के उस इलाके में दाखिल हुए. घरों की पहचान पहले से कर ली गई थी. बिल्कुल टारगेटेड हमला हुआ. इलाके में रहने वाले हिन्दुओं को संभलने तक का मौका नहीं मिला. सेना के सिपाही घरों में घुसे और लोगों पर लाठियां बरसानी शुरू कर दी. डरे, सहमे, घबराए लोग बदहवास होकर इधर उधर छुपने लगे तो फौज के सिपाहियों ने लोगों को घसीट-घसीटकर घर से बाहर निकाला और सड़क पर गिराकर लाठियों से पीटा.
दरअसल हुआ ये था कि हज़ारी गली इलाक़े के एक मुस्लिम कारोबारी ने हिंदू संगठन इस्कॉन के बारे में बुरा भला कहा था. उसकी स्पीच जब सोशल मीडिया पर अपलोड हुई, तो हिंदू समुदाय ने मुस्लिम कारोबारी के घर के बाहर प्रोटेस्ट किया. इसी के बाद हज़ारी गली मुहल्ले में रहने वाले हिंदुओं की शामत आ गई. बांग्लादेश की पुलिस और सेना के जवान वहां पहुंच गए और चुन-चुनकर हिंदुओं को निशाना बनाया.
सेना की दरिंदगी से डरी महिलाएं और सहमे बच्चे कुछ घरों में छुप गए, तो फौज के सिपाहियों ने इन घरों को घेर लिया. हिन्दुओं से घर से बाहर निकलने को कहा. जब लोग घरों से बाहर नहीं निकले, तो सिपाहियों ने हवाई फायरिंग करके लोगों को जान से मारने की धमकी दी. आप कल्पना करिए इस तरह के हालात में इन घरों में कैद हिन्दुओं का क्या स्थिति रही होगी?
भारत ने बांग्लादेश में हिंदुओं पर हो रहे ज़ुल्म को लेकर गहरी चिंता जताई है और बांग्लादेश की सरकार से कहा है कि वो हिंदू समुदाय के लोगों की हिफ़ाज़त करे और फिरकापरस्त लोगों के खिलाफ कार्रवाई करें. विदेश मंत्रालय के प्रवक्ता रणधीर जायसवाल ने कहा कि हिंदुओं पर हमले के जो वीडियो सामने आए हैं, वो बहुत डराने और परेशान करने वाले हैं.
बांग्लादेश में हिंदुओं पर जुल्म के वीडियो दिल दहलाने वाले हैं. हैरान करने वाली बात ये है कि इस बार ये काम फौज ने किया और अपनी हरकतों को छुपाने के लिए सीसीटीवी फुटेज डिलीट कर दी. हालांकि बांग्लादेश में हिंदुओं पर अत्याचार अब कोई नई बात नहीं है. शेख हसीना के सत्ता से हटने के बाद हिंदुओं पर जुल्म बढ़ गये थे. उसकी तस्वीरों ने रोंगटे खड़े कर दिए थे. इसीलिए डॉनल्ड ट्रंप ने अपने चुनाव प्रचार के दौरान बांग्लादेश के हिंदुओं पर हुए ज़ुल्म की निंदा की थी.
अब चुनाव में ट्रंप की जीत के बाद बांग्लादेश के सियासी गलियारों में सन्नाटा है.कुछ लोग दावा कर रहे हैं कि हवा बदलने लगी है. शेख हसीना की अवामी लीग में अब नई जान आ गई है, लेकिन ये वाकई में कितना असरदार साबित होगा, इसका पता चलने में अभी वक्त लगेगा. जहां तक हिंदुओं पर हो रहे अत्याचार का सवाल है, अब इसमें सरकार के साथ फौज भी शामिल है. इसीलिए इसके खिलाफ दुनिया भर में माहौल बनाने और आवाज़ उठाने की ज़रूरत है.
Bangladesh: Stop atrocities against Hindus
Videos of Bangladesh army soldiers forcibly breaking into Hindu homes on a dark night, dragging out men and women, thrashing them with lathis and then destroying CCTV cameras to hide evidence, are scary and worrying. This brutal crackdown took place soon after Hindus staged protest after a Jamaat-e-Islami supporter businessman posted derogatory remarks against Hindus and ISKCON (International Society for Krishna Consciousness) on social media.
Army soldiers along with policemen entered the Hindu locality of Hazari Lane, dragged Hindus out of their homes and beat them with lathis mercilessly. This attack was led by the local Deputy Commissioner, a Hindu victim alleged. The victim said, “the interim government of Nobel Prize winning Dr Mohammad Yunus is restorting to dictatorship. On Tuesday night, in Hazari Lane, the Deputy Commissioner led policemen and army soldiers, who dragged Hindus out of their homes and beat them mercilessly with lathis. Hindus had staged a protest against an inflammatory social media post against ISKCON.”
Women and children hid themselves in the homes of others to save themselves from army crackdown. One uniformed soldier fired in the air to intimidate Hindus and force them to come out of their hiding places.
In New Delhi, Ministry of External Affairs spokesperson condemned the incident and urged Bangladesh government to take action against extremist elements and ensure safety of Hindus. The MEA spokesperson said, “It is understood that there are extremist elements who are behind such posts and such illegal criminal activities. This is bound to create further tensions in the community.”
Atrocities on Hindu minorities in Bangladesh are not new. There has been a spate of such attacks after Prime Minister Sheikh Hasina was deposed. Even US President-elect Donald Trump, during his election campaign. had expressed concern over the atrocities against Hindus in Bangaldesh. It was a strong statement. After Donald Trump’s victory, there is silence in Bangladesh political circles. Some people have started claiming that the wind might blow in a reverse direction now. Sheikh Hasina-led Awami League has got a new life, in the face of atrocities from the new ruling dispensation.
Time will tell what will happen after the regime change in the US, but as far as atrocities on Hindus in Bangladesh are concerned, since the army has now entered the scene and is launching a crackdown against Hindus, there is need to raise a loud voice and create worldwide outrage against such atrocities.

डोनाल्ड ट्रंप ने राष्ट्रपति चुनाव में ऐतिहासिक जीत दर्ज की. कमला हैरिस को बड़े मार्जिन से हराया. अमेरिका में 132 साल बाद ऐसा हुआ है जब एक बार चुनाव हारने के बाद कोई पूर्व राष्ट्रपति दोबारा राष्ट्रपति चुनाव जीता हो. ये कारनामा करने वाले ट्रंप अमेरिकी इतिहास में दूसरे राष्ट्रपति हैं. बड़ी बात ये है कि स्विंग स्टेटस में भी ट्रंप को एकतरफा जीत मिली. नतीजे आने के बाद ट्रंप ने निर्वाचित उपराष्ट्रपति जे डी वेंस और परिवार के सदस्यों के साथ समर्थकों को संबोधित किया. ट्रंप ने कहा, वो अगले चार साल तक बिना रुके, बिना थके अमेरिका की बेहतरी के लिए काम करेंगे. ट्रंप ने कहा कि आने वाले चार साल अमेरिका के लिए स्वर्णिम होंगे. प्रधानमंत्री नरेन्द्र मोदी ने पहले सोशल मीडिया पर ट्रम्प को बधाई दी और उसके बाद टेलीफोन पर ट्रंप को जीत की बधाई दी. सूत्रों के मुताबिक, फोन पर बातचीत के दौरान ट्रम्प ने भारत को “एक शानदार देश” और मोदी को “एक शानदार नेता” बताया, “जिन्हें दुनिया भर के लोग प्यार करते हैं.”
सवाल ये है कि अमेरिका में सत्ता परिवर्तन से हमारे देश और हमारे पड़ोसी देशों पर क्या असर होगा ? क्या मोदी और ट्रंप की अंतरंग मित्रता दोनों देशों के संबंधों को और मजबूत करने में काम आएगी? ट्रंप व्यापारी हैं और एक ज़बरदस्त सौदेबाज़ हैं. क्या ट्रंप के आने से भारत के व्यापार पर असर पड़ेगा? ट्रंप अमेरिका में प्रवेश करने वालों के बारे में सख्त नीति बनाए जाने के हिमायती हैं. क्या इसका असर अमेरिका जाने वाले भारतीयों पर पड़ेगा?
ट्रंप की सत्ता में वापसी को अमेरिका के राजनीतिक इतिहास की सबसे ज़बरदस्त वापसी में रूप में देखा जा रहा है. 2020 में जो बाइडेन से चुनाव हारने के बाद ट्रंप ने एक के बाद एक कई मुश्किलों का सामना किया. समर्थकों ने, रिपब्लिकन पार्टी के बड़े नेताओं ने ट्रंप का साथ छोड़ दिया था, लेकिन ट्रंप ने हार नहीं मानी और वो एक बार फिर से अमेरिका के बिग बॉस बन गए. पिछले चार साल में ट्रंप ने तमाम राजनीतिक और अदालती चुनौतियों का सामना किया. और आखिर में सभी चुनौतियों को मात देकर उन्होंने ऐतिहासिक जीत दर्ज की. इस जीत ने अमेरिका को एक मजबूत स्थिति में ला दिया है. अब वहां सरकार को लेकर कोई अनिश्चितता नहीं है. ट्
ट्रंप की जीत का असर पूरी विश्व व्यवस्था पर दिखाई देगा. ट्रंप रूस-यूक्रेन युद्ध को समाप्त कराने की कोशिश करेंगे. इसमें भारत की भूमिका अहम हो सकती है. नरेंद्र मोदी पिछले कुछ महीनों में तीन बार पुतिन से और दो बार जेलेंस्की से मिलकर शांति का रास्ता निकालने की कोशिश कर चुके हैं. ट्रंप की जीत का असर अरब जगत और इजरायल के रिश्तों पर भी पड़ेगा.
भारत के संदर्भ में ट्रंप की जीत को दो तरीके से देखा जा सकता है. एक तो ट्रंप और मोदी के रिश्ते के लिहाज से. जाहिर है कि कमला हैरिस के मुकाबले ट्रंप से मोदी के रिश्ते ज्यादा व्यक्तिगत हैं, पुराने हैं. दोनों एक दूसरे को अच्छी तरह से जानते और समझते हैं. ट्रंप की कूटनीति का अंदाज व्यक्ति आधारित है. व्यक्तिगत रिश्तों पर वो जोर देते हैं और ट्रंप ये कह चुके हैं कि नरेंद्र मोदी उनके दोस्त हैं और एक मजबूत नेता हैं. इस सोच का फायदा भारत को मिलेगा.
दूसरा पैमाना है, भारत की कूटनीतिक जरूरतें. भारत को चीन हमेशा चुनौती देता रहा है. अब ट्रंप और मोदी की दोस्ती का असर यहां दिखाई देगा. कनाडा में जस्टिन ट्रूडो भारत के लिए नई मुसीबत बन गए हैं. वो खालिस्तानियों का समर्थन करते हैं. बायडेन प्रशासन कनाडा का समर्थन करता हुआ दिखाई दे रहा था. अब ये समीकरण भी बदलेंगे और इस मामले में भारत और ज्यादा मजबूत होगा.
इन सबसे ऊपर, ट्रंप का ये कहना कि मैं इंडिया का फैन हूं और हिंदुओं का फैन हूं. अगर मेरी जीत होती है, व्हाइट हाउस में हिंदुओं का एक सच्चा दोस्त होगा. किसी अमेरिकी राष्ट्रपति ने पिछले 200 साल में इस तरह की बात नहीं कही और इसका असर नजर आएगा. ट्रंप ने बयान दिया था, जिसमें कहा था, “मैं हिंदुओं का बहुत बड़ा फ़ैन हूं और मैं भारत का भी बहुत बड़ा फ़ैन हूं. मैं सीधे सीधे ये बात कहते हुए शुरुआत करना चाहता हूं कि अगर मैं राष्ट्रपति चुना जाता हूं तो व्हाइट हाउस में भारतीय समुदाय और हिंदुओं का एक सच्चा दोस्त होगा. मैं इसकी गारंटी देता हूं.”
बांग्लादेश
ट्रंप ने इसी तरह का जज्बा हिंसा के शिकार बांग्लादेश के हिन्दुओं के लिए भी दिखाया था. इसीलिए इस बात में कोई शक नहीं है कि अमेरिका में ट्रंप की जीत का असर भारत के पड़ोसी पाकिस्तान और बांग्लादेश पर भी असर होगा. कुछ-कुछ असर तो आज ही दिखने लगा. बांग्लादेश की पूर्व प्रधानमंत्री शेख हसीना ने ट्रंप को जीत की बधाई दी.
शेख हसीना इस वक्त दिल्ली में हैं. उन्होंने कहा कि वो ट्रंप के साथ मिलकर काम करने को तैयार हैं. अवामी लीग की अध्यक्ष के नाते शेख हसीना के इस बयान के बड़े मतलब हैं. क्योंकि बांग्लादेश में इस वक़्त मुहम्मद यूनुस की अन्तरिम सरकार है. यूनुस क्लिंटन परिवार के करीबी हैं. बाइडेन प्रशासन की मदद से उन्होंने बांग्लादेश में तख्ता पलट करवाया, अन्तरिम सरकार के मुखिया बने. लेकिन, बांग्लादेश को लेकर ट्रंप का रुख़ बिल्कुल साफ़ है.
ट्रंप ने दिवाली के दिन ट्वीट करके, बांग्लादेश में हिंदुओं पर हमले की कड़ी निंदा की थी. ट्रंप ने लिखा था कि जो बाइडेन और कमला हैरिस ने दुनिया भर के हिंदुओं की अनदेखी की, लेकिन वो ऐसा नहीं होने देंगे. ट्रंप ने वादा किया कि राष्ट्रपति बनने पर वो हिंदुओं की हिफ़ाज़त के लिए काम करेंगे, जबरन धर्म परिवर्तन रोकेंगे. इसीलिए, ट्रंप की जीत से बांग्लादेश में कट्टरपंथियों के लिए ख़तरे की घंटी बज गई है. इसी पृष्ठभूमि में शेख हसीना के बयान को समझने की जरूरत है.
पाकिस्तान
जहां तक पाकिस्तान का सवाल है, ट्रंप के जीतने से इमरान ख़ान के समर्थक बहुत ख़ुश हैं, ख़ुशी मना रहे हैं और उम्मीद जता रहे हैं कि ट्रंप, इमरान ख़ान को जेल से छुड़वाएंगे. लेकिन ट्रंप ने इमरान ख़ान के साथ बैठकर कहा था कि पाकिस्तान में आतंकियों को पनाह दी जाती है और वो आतंक के इन अड्डों का सफ़ाया करेंगे. अपने पिछले कार्यकाल में ट्रंप ने पाकिस्तान के आतंकवादी अड्डों के बारे में कड़ा रुख़ अपनाया था. पाकिस्तान को मिलने वाली 24 अरब डॉलर की मदद रोक दी थी.
चीन
भारत के तीसरे पड़ोसी चीन में भी ट्रंप की जीत को लेकर चिंता है. अपने पिछले कार्यकाल में ट्रंप ने चीन के साथ व्यापार युद्ध छेड़ दिया था. चीन से आयात होने वाले सामानों पर भारी कस्टम ड्यूटी लगा दी थी. चीन की कंपनियों की डांच कड़ी कर दी थी. इससे दोनों देशों के कारोबार पर असर हुआ था. इसीलिए ट्रंप की वापसी पर चीन के रवैसे में तनाव नज़र आया. नतीजा आने के बाद चीन ने सधी प्रतिक्रिया दी. चीन के विदेश मंत्रीलय की प्रवक्ता ने कहा कि अमेरिका में कोई भी राष्ट्रपति बने उससे फ़र्क़ नहीं पड़ता, चीन अपनी पुरानी नीति पर चलता रहेगा और ये चाहेगा कि पारस्परिक सम्मान का भाव हो.
यूरोप मध्य पूर्व
ट्रंप की जीत से यूरोपीय देशों के नेता भी असमंजस में है. बालांकि यूरोपीय देशों के राजनेताओं ने ट्रम्प को बधाई दी, लेकिन हकीकत ये है कि ट्रंप की जीत से यूरोपीय देशों के नेता कुछ परेशान हैं. अपने पिछले कार्यकाल में ट्रंप ने कहा था कि यूरोप को अपनी सुरक्षा की ज़िम्मेदारी ख़ुद उठानी चाहिए. अमेरिका कब तक उनका बोझ उठाए. उन्होंने जर्मनी में तैनात अमेरिकी सैनिकों का ख़र्च भी मांगा था. इसीलिए अब अगर अमेरिका का रूख बदला, अगर ट्रंप अपनी पुरानी नीति पर लौटे, तो दुनिया के तमाम सामरिक समीकरण गड़बड़ा सकते हैं. यूरोप के नेताओं को इसी बात की चिंता है.
यूरोप की चिंता यूक्रेन युद्ध को लेकर है. ट्रंप अपने पूरे चुनाव प्रचार के दौरान यूक्रेन युद्ध की आलोचना करते रहे. वो कहते रहे कि ये बेकार की जंग है और राष्ट्रपति बनने पर वो एक दिन में ये युद्ध ख़त्म करा देंगे. ट्रंप ने अपने विजय भाषण में भी यही बात दोहराई. उन्होंने कहा कि वो युद्ध लड़ने के लिए नहीं, युद्ध बंद कराने के लिए चुनाव जीते हैं. रूस के राष्ट्रपति पुतिन ने ट्रंप को जीत की बधाई नहीं दी, लेकिन क्रेमलिन ने कहा कि ट्रंप की नीति और नीयत देखकर ही रूस अपना रुख तय करेगा.
लेकिन ईरान ज़रूर सदमे में है. ट्रंप के चुनाव जीतने की ख़बर आई, तो ईरान की करेंसी रियाल में भारी गिरावट आई. ट्रंप की जीत से ईरान के लिए ख़तरा और बढ़ गया है क्योंकि ईरान को लेकर ट्रंप बहुत सख़्त नीति पर चलते रहे हैं. पिछले कार्यकाल में ट्रंप ने ईरान के साथ परमाणु समझौते से अमेरिका को अलग कर लिया था. ईरान पर नए प्रतिबंध लगा दिए थे और ईरान पर बमबारी की धमकी दी थी. इस बार ग़ाज़ा में युद्ध चल रहा है. इज़राइल लेबनान में हिज़्बुल्लाह से जंग लड़ रहा है. ऐसे में आशंका है कि अमेरिका सीधे तौर पर कुछ कर सकता है.
विदेश मंत्री एस जयशंकर ने युद्ध को लेकर बड़ी बात कही. एस जयशंकर ने कहा कि उन्हें नहीं लगता कि अमेरिका अब किसी जंग का हिस्सा बनेगा. बल्कि उल्टा हो सकता है. ट्रंप के राज में अमेरिका दुनिया के तमाम इलाक़ों से अपनी सेनाएं हटा सकता है. विदेश मंत्री ने कहा कि अमेरिका ने दूसरों के झगड़ों से पीछे हटने की शुरूआत बराक ओबामा के दौर में ही कर दी थी, बाइडेन ने अफ़ग़ानिस्तान से अमेरिकी सेना वापस बुला ली और ट्रंप तो खुलकर ये कहते हैं कि वो किसी जंग में शामिल नहीं होंगे. जयशंकर की ये बात सही है कि अमेरिका किसी नए झगड़े में नहीं पड़ना चाहता. इस बात को दुनिया के वो सारे मुल्क समझते हैं जो किसी ना किसी युद्ध में उलझे हुए हैं.
Trump, Modi, India and Neighbours !
In the midst of euphoria over the historic comeback of Donald Trump as 47th President of the United States, Prime Minister Narendra Modi, after posting his congratulatory tweet to “my dear friend”, telephoned to greet him on his victory. During the conversation, Donald Trump, according to sources, repeatedly described India as a “magnificent country” and Modi as “a magnificent leader whom much of the world loves”. Trump described the conversation as among the first he had with a head of government after his victory. The question is: what will be the implications on India and her neighbours after a regime change in the White House? Will the Modi-Trump personal chemistry work towards strengthening bilateral relations? Trump is known as a hard bargainer and a sharp businessman. Will it affect India-US trade ties? Trump is a hawk on the issue of immigrant policies. Will it make U.S. visa rules tougher?
Trump’s victory vis-a-vis India can be seen from two angles:
One, his personal friendship with Narendra Modi. Both know each other very well. Trump follows a personalized style in diplomacy and on many occasions, he has described Modi as his friend and a strong leader. This is going to benefit India. Two, India’s diplomacy requirements. China has been posing a challenge to India in the last one decade, and Trump’s friendship with Modi will have its effect here too. Justin Trudeau in Canada has become a headache for India because of his overt support to Khalistani separatists and the outgoing Biden administration had been extending support to Trudeau. These equations are going to change and India will emerge stronger.
BANGLADESH
Trump’s recent statement about atrocities being perpetrated on Hindus in Bangladesh has been widely welcomed in India. On Diwali Festival (October 31), five days before voting, Trump wrote on X: “I strongly condemn the barbaric violence against Hindus, Christians and other minorities, who are getting attacked and looted by mobs in Bangladesh, which remains in a total state of chaos. It would have never happened on my watch. Kamala and Joe have ignored Hindus across the world and in America….We will also protect Hindu Americans against the anti-religion agenda of the radical left. We will fight for your freedom…”. No American President in the last two centuries had ever said that he was a true friend of Hindus in the White House. The impact will surely be seen. Trump’s victory will affect both Pakistan and Bangladesh. Already, there are some straws in the wind. Deposed Bangladesh Prime Minister Sheikh Hasina, staying in exile in India, sent a message of congratulation, as head of Awami League, to Donald Trump, in which she said, she was willing to work with him for improving bilateral relations. The present interim government in Bangladesh is headed by economist Mohammed Yunus, considered to be close to the Clinton family. There are reports that Sheikh Hasina’s government was deposed by him with help from Biden administration.
PAKISTAN
As far as Pakistan is concerned, jailed former PM Imran Khan’s supporters are ecstatic over Trump’s victory and are already celebrating. They are optimistic about Imran’s early release from jail after pressure from Trump administration. But one must remember, it was Trump who, with Imran Khan sitting by his side, had said, Pakistan was sheltering terrorists and he would finish off their bases. It was Trump who had put a brake on 24 billion US dollars assistance to Pakistan.
CHINA
India’s third and biggest neighbour China is already worried after Trump’s win. During his earlier tenure, Trump had unleashed a trade war against China, and imposed heavy tariff on Chinese goods. He had toughened scrutiny of most of the Chinese companies, and this had affected US-China business. A Chinese foreign ministry spokesperson said, “we respect the choice of the American people…China will work with the US on the basis of mutual respect”.
EUROPE, MIDDLE EAST
European leaders have adopted a line of caution after Trump’s win, given his known stand that European countries must bear their security costs themselves. Trump’s win will have immediate repercussions on the ongoing Ukraine-Russia war, in which the US have been providing finance and military aid to Ukraine. The strategic equations in Europe may undergo a reset. The Kremlin has said, “let’s see” if Trump’s win can end the Ukraine war. On Iran, Trump has always followed a tough policy. He had exited from US nuclear deal with Tehran. This time conflicts are going on in Gaza and Lebanon and Trump’s policies will be interesting to note. One must bear in mind what External Affairs Minister S. Jaishankar said about war. Jaishankar said, he does not think the US would like to be part of any war now. The reverse will be the case and Trump may chose to withdraw US troops and armaments from most of the conflict zones. Jaishankar has said that this withdrawal from conflict zones had already begun since the time Barack Obama was president. Joe Biden withdrew US troops from Afghanistan, and Trump has already said that US will not join any war.

सुप्रीम कोर्ट ने उत्तर प्रदेश के मदरसा बोर्ड अधिनियम को लेकर बड़ा और अच्छा फैसला सुनाया. सुप्रीम कोर्ट ने इलाहाबाद हाईकोर्ट के उस फैसले को रद्द कर दिया जिसमें हाईकोर्ट ने यूपी के मदरसा एक्ट को असंवैधानिक करार दिया था.
सुप्रीम कोर्ट ने कहा कि मदरसा बोर्ड अधिनियम संविधान के किसी प्रावधान का उल्लंघन नहीं करता. इसका मतलब है कि मदरसों के चलने पर अब किसी तरह का कोई ख़तरा नहीं है. सुप्रीम कोर्ट ने अपने फैसले में ये भी कहा है कि सरकार मदरसों के प्रबंधन में दखल नहीं दे सकती , लेकिन मदरसों में क्या पढाया जाए, शिक्षा का स्तर बेहतर कैसे हो, मदरसों में बच्चों को अच्छी सुविधाएं कैसे मिलें, इन विषयों पर सरकार नियम बना सकती है.
सुप्रीम कोर्ट ने ये भी साफ किया है कि मदरसों में जो गैर मुस्लिम बच्चे पढ़ते हैं, उन्हें इस्लामिक साहित्य पढ़ने और इस्लामिक रीति रिवाजों का पालन करने पर मजबूर नहीं किया जा सकता. साथ ही सुप्रीम कोर्ट ने मदरसों में मिलने वाली ग्रेजुएशन और पोस्ट ग्रेजुएशन की डिग्री को गैरकानूनी घोषित कर दिया.
चीफ जस्टिस डी वाई चन्द्रचूड़ के नेतृत्व वाली तीन जजों की बेंच ने कहा कि मदरसों को मान्यता देने और उन्हें आर्थिक सहायता देने के लिए राज्य सरकार अच्छी गुणवत्ता वाली शिक्षा की शर्तें रख सकती हैं. राज्य सरकार मदरसों के कोर्स, शिक्षकों की योग्यता के स्तर और डिग्री के मानदंड तय कर सकती है. राज्य सरकार को मदरसों में शिक्षकों की नियुक्ति, बच्चों की सेहत और साफ़ सफ़ाई और पुस्तकालय जैसी सुविधाओं के नियम बनाने का पूरा अधिकार है.
सुप्रीम कोर्ट ने ये भी कहा कि मदरसा बोर्ड फ़ाज़िल और कामिल की डिग्री नहीं दे सकता क्योंकि ये UGC अधिनियम के ख़िलाफ़ है. मदरसों को केवल आलिम तक की डिग्री देने का अधिकार है. आलिम की डिग्री 12वीं क्लास पास करने के बराबर मानी जाती है जिसके आधार पर कॉलेज और विश्वविद्यालय में प्रवेश मिलता है.
सुप्रीम कोर्ट ने कहा कि मदरसे, ग्रेजुएशन और पोस्ट ग्रेजुएशन के लिए जो फ़ाज़िल और कामिल की डिग्री देते हैं, उसकी कोई मान्यता नहीं है और इसके लिए मदरसों को पहले UGC से अनुमति लेनी होगी.
सुप्रीम कोर्ट के फ़ैसले का लगभग सारे बड़े मुस्लिम संगठनों ने स्वागत किया है. जमीयत उलमा ए हिंद और अखिल भारतीय शिया पसर्नल लॉ बोर्ड ने कहा कि सुप्रीम कोर्ट ने हाई कोर्ट की ग़लती सुधार दी है.
यूपी में 16 हज़ार 500 मदरसे चल रहे हैं. इनमें 17 लाख से ज़्यादा बच्चे पढ़ते हैं. 2017 में मुख्यमंत्री बनने के बाद योगी आदित्यनाथ ने मदरसों के आधुनिकीकरण की कोशिश शुरू की. मदरसा पोर्टल बनाया, जहां यूपी के सारे मदरसों को अपना पंजीयन कराना था. नतीजा ये हुआ कि गैरकानूनी तरीक़े से चल रहे पांच हज़ार से ज़्यादा मदरसे बंद हो गए. मदरसों में बच्चों को नक़ल से रोकने के लिए वेबकैम लगवाए गए. ग़ैर मान्यता प्राप्त मदरसों का सर्वे कराया. जिन मदरसों ने सरकारी सहायता की मांग की, ऐसे 558 मदरसों को योगी सरकार मदद देती है. इन मदरसों को सरकार की तरफ़ से शिक्षकों और स्टाफ का वेतन दिया जाता है. बच्चों को NCERT की किताबें और मिड-डे मील मिलता है.
मदरसों को लेकर दो तरह के मसले थे. एक, राज्य सरकारों को लगता था कि मदरसों में आधुनिक शिक्षा नहीं दी जाती, वहां सिर्फ इस्लामिक ग्रंथों की पढाई पर ज्यादा जोर दिया जाता है. दूसरी तरफ मदरसा चलाने वालों को लगता था कि सरकारें मदरसों पर कब्जा करना चाहती हैं, उनके काम काज में दखल देना चाहती हैं. सुप्रीम कोर्ट ने दोनों का जवाब दे दिया.
सरकारें मदरसों के प्रबंध में दखलंदाजी नहीं कर पाएंगी, पर मदरसों में क्या पढ़ाया जाए, पाठ्यक्रम क्या हो, विषय क्या हो, इस बाबत सरकारें फैसला कर सकती हैं. इस फैसले का स्वागत होना चाहिए. मदरसे चलाने वालों को इस मौके का इस्तेमाल आधुनिक शिक्षा की शुरुआत के लिए करना चाहिए ताकि मदरसों में पढ़ने वाले बच्चे आगे चलकर, अच्छे कालेजों में प्रवेश पा सकें, डॉक्टर्स, इंजीनियर्स, वकील और आईटी प्रोफेशनल्स बन सकें.
दूसरी तरफ ये प्रचार खत्म होना चाहिए कि मदरसों में आतंकवादी तैयार किए जाते हैं. दो-चार जगह किसी मौलाना, मौलवी के मदरसों की मिसाल देकर सारे मदरसों को बदनाम नहीं करना चाहिए.
दुख की बात ये है कि राजनैतिक दलों ने इसमें भी सियासी मुद्दा ढूंढ लिया. इसको मदरसों में पढ़ाने वाले शिक्षकों की तनख्वाह तक सीमित कर दिया, जबकि असली जरूरत मदरसों की शिक्षा प्रणाली को, वहां पढ़ाने वाले शिक्षकों की योग्यता को और मदरसों में पुस्तकालय जैसी सुविधाओं को बेहतर बनाने की है. इसकी कोशिश सब को मिलकर करनी चाहिए.
