In my prime time show ‘Aaj Ki Baat’ on Wednesday night, India TV reporters spoke to a cross-section of voters in different places like Madhubani, Khagaria, Bettiah, Aarah, Patna, Buxar, Hajipur and Raghopur, and found a strong anti-incumbency mood against Bihar chief minister Nitish Kumar. The only game changer who can turn the tables on RJD-led Mahagathbandhan is Prime Minister Narendra Modi, who will join the election campaign on Friday.
Senior BJP leaders in Bihar have already begun to sense the mood of the voters, who are eager for change this time. Nitish Kumar ruled for 15 years in Bihar, first in alliance with the BJP, then joined Mahagathbandhan, and later walked out to forge alliance with the BJP again.
The question is: why are voters unhappy with their CM? Most of the voters India TV reporters spoke to pointed out to gross mismanagement during Covid pandemic, Nitish Kumar’s absence from the scene when floods ravaged Bihar, and a strong perception that Nitish Kumar failed to address their grievances during his 15-year-long rule.
After watching reactions of common people, it is amply clear that the voters of Bihar have almost made up their mind: to oust Nitish Kumar from power this time. Leaders like Tejashwi Yadav, Chirag Paswan and Upendra Kushwaha have already sensed the voters’ mood. None of the voters spoke out against Prime Minister Narendra Modi. Modi’s clean image of probity in public life is still in the minds of common voters. Some of them even went to the extent of saying that they would vote for whichever candidate Modi would ask them to. But not a single voter spoke in support of Nitish Kumar.
RJD leader and chief ministerial candidate Tejashwi Yadav has sensed public mood. That is why he is only focusing on Nitish Kumar in his speeches. Tejashwi has so far refrained to speak out against Modi, because he knows that the common man has deep affection towards the Prime Minister.
LJP leader Chirag Paswan says, he is a supporter of Modi, but he will never accept Nitish Kumar as chief minister again. Senior BJP leaders like Yogi Adityanath, Rajnath Singh, Jagat Prakash Nadda and Ravi Shankar Prasad, in their election rallies, are seeking votes in the name of Modi, his government and his achievements. They rarely make any mention of the present incumbent Nitish Kumar.
On Friday, Modi is scheduled to address three election rallies in Bihar. In all, he will address 12 rallies throughout Bihar. BJP leaders expect that Modi’s entry in the election campaign could act as a gamechanger. Modi may caution voters not to make a mistake in the name of anti-incumbency, because the people of Bihar have not forgotten the infamous 15-year-long RJD rule, during which the law and order situation had reached its nadir. Even Nitish Kumar is counting on Modi to save him from anti-incumbency mood.
On the other hand, with Lalu Prasad in jail for the last two and a half years, the entire burden of running the party and its election campaign has fallen on the young shoulders of his son Tejashwi Yadav, a former cricketer who has studied till Class 9. He is rousing the crowds by promising to give 10 lakh government jobs after coming to power. On Wednesday, Tejashwi addressed 12 election rallies. His speeches are brief, he lashes out at Nitish Kumar but he refrains from attacking Modi. The entire Mahagathbandhan consisting of RJD, Congress, Left Parties and some smaller parties, are now banking on Tejashwi’s appeal among the young voters. The results will be out on November 10.

प्रधानमंत्री नरेंद्र मोदी ने मंगलवार को देश की जनता से हाथ जोड़कर एक भावुक अपील करते हुए कहा कि वे त्योहारों के मौसम में कोरोना को लेकर लापरवाही नहीं बरतें। उन्होंने कहा कि कोरोना का प्रकोप कम जरूर हुआ है, लेकिन खत्म नहीं हुआ है। इसलिए लापरवाही न करें। लॉकडाउन खत्म हुआ है, लेकिन कोरोना वायरस खत्म नहीं हुआ है। इसलिए रिस्क न लें, कोई खतरा मोल न लें। उन्होंने लोगों से कहा कि मास्क पहनें, हाथ को धोते रहें और दो गज की दूरी का ध्यान रखें। उन्होंने कहा कि लोगों को इस नतीजे तक नहीं पहुंच जाना चाहिए कि कोरोना के खिलाफ जंग जीती जा चुकी है और कोरोना के प्रति लापरवाह हो जाएं, लोग कोरोना के खतरे को हल्के में लेने लगे हैं। उन्होंने लोगों से अपील की है कि वैक्सीन (टीका) आने तक वे संयम बरतें और किसी तरह की लापरवाही न करें।

प्रधानमंत्री नरेन्द्र मोदी ने करीब बारह मिनट के देश के नाम संदेश में कोरोना वायरस के प्रति लोगों की लापरवाही पर चिंता जताई। मोदी ने चिंता जताई कि दुनिया के कई देशों में कोरोना महामारी की दूसरी लहर शुरू हो चुकी है और हमें किसी तरह की लापरवाही नहीं बरतनी चाहिए। पीएम मोदी ने बहुत ही कम और सधे हुए शब्दों में सीधी सीधी और साफ साफ बात की। मोदी ने कहा कि स्थिति अच्छी है, इसे बिगाड़ना नहीं है, और अच्छा करना है। इसका एक ही तरीका है-सावधानी। उन्होंने कहा कि ये सही है कि कोरोना का खतरा कम हुआ है। लेकिन ये नहीं भूलना है कि वैक्सीन अभी बनी नहीं हैं। उन्होंने कहा कि लॉकडाउन तो खत्म हो गया है लेकिन कोरोना अभी गया नहीं है। अगर आप लापरवाही बरतते हैं, बिना मास्क के घर से बाहर निकलते हैं तो आपकी थोड़ी सी लापरवाही पूरी मेहनत पर पानी फेर सकती है। आपके परिवार और पूरे समाज को मुश्किल में डाल सकती है।

प्रधानमंत्री के देश के नाम संबोधन से एक दिन पहले मैंने अपने प्राइम टाइम शो ‘आज की बात’ में आपको मंदिरों और चुनावी रैलियों की तस्वीरें दिखाई थी। बताया था कि कैसे लोग कोरोना के खतरे को हल्के में ले रहे हैं और कोरोना के इन्फैक्शन को न्योता दे रहे हैं। कैसे बिहार की चुनावी रैलियों में भारी भीड़ उमड़ रही है। कैसे उत्तर प्रदेश के प्रसिद्ध मंदिरों में नवरात्रि पूजा के दौरान हजारों की संख्या में भक्त उमड़ रहे हैं। चुनावी रैलियों और मंदिरों में जुटी भीड़ में अधिकांश लोगों ने मास्क तक नहीं लगा रखा था।

जाहिर है कि लोग कोरोना वायरस को हल्के में ले रहे हैं। वास्तव में ये लोग कोरोना वायरस को हमले का न्योता दे रहे हैं। मैं अपने शो में आपको आगाह कर चुका हूं कि अगर संभलकर चले तो नैया पार हो जाएगी और थोड़ी सी लापरवाही की तो मंझधार में किनारे पर आकर नाव डूब सकती है। थोड़ी सी लापरवाही से एकबार फिर कोरोना के मामले तेजी से बढ़ सकते हैं। प्रधानमंत्री मोदी ने राष्ट्र के नाम अपने संबोधन में इन सब बातों का जिक्र किया। मोदी की बात सुनकर लगा कि जैसे वो समाज में हो रहे छोटे- छोटे डेवलपमेंट्स पर नजर रखते हैं। कहां क्या हो रहा है? लोगों का व्यवहार कैसा है? किस तरह की तस्वीरें आ रही हैं और किस-किस तरह की लापरवाही हो रही है, पीएम मोदी की नजर हर जगह रहती है।

ऐसे समय में जब देशभर में कोरोना वायरस का ग्राफ धीरे-धीरे नीचे आ रहा है, किसी भी तरह की लापरवाही की कोई गुंजाइश नहीं रहनी चाहिए। पिछले 24 घंटे में देशभर में कोरोना वायरस के 54,044 नए मामले सामने आने के साथ ही संक्रमितों की कुल संख्या 76,51,108 हो गई है। पिछले 24 घंटे में 717 लोगों की मौत होने के साथ ही देशभर में मृतकों का आंकड़ा बढ़कर 1,15,914 हो गया है। इंडियन काउंसिल ऑफ मेडिकल रिसर्च (ICMR) के मुताबिक पिछले 24 घंटे में एक्टिव मामलों में की संख्या में 8, 448 की कमी के साथ ही देश में कुल एक्टिव मामले अब 7,40,090 हैं। पिछले 24 घंटे में 61,775 मरीज डिस्चार्ज किए गए। इसके साथ ही कोरोना वायरस के संक्रमण से अबतक 67,95,103 लोग ठीक हो चुके हैं।

महाराष्ट्र में कोरोना को लेकर हालत अभी भी गंभीर है (कल 8,151 नए मामले आए), जबकि अन्य प्रभावित अन्य राज्यों में कर्नाटक (6,297 मामले), केरल, पश्चिम बंगाल, तमिलनाडु और आंध्र प्रदेश हैं।

त्यौहारों का मौसम और बिहार चुनाव को देखते हुए पीएम मोदी ने लोगों को एक सिंपल सा नारा दिया: ‘जब तक दवाई नहीं, तब तक ढिलाई नहीं’। मोदी ने कहा- ‘कोरोना का खतरा कम हुआ है, ये भी सही है कि कोरोना के मामले में भारत की स्थिति दुनिया के तमाम मुल्कों में सबसे बेहतर है। ये भी सही है कि भारत के पास संसाधन कम हैं, लेकिन भारत ने कोरोना का मुकाबला दुनिया के तमाम धनी देशों से बेहतर ढंग से किया है। अबतक, भारत में कोरोना से मृत्यु दर अन्य देशों के तुलना में सबसे कम है, भारत ने अपने मेडिकल इन्फ्रास्ट्रक्चर को बड़ा किया है। टेस्टिंग की क्षमता को बढ़ाया है। यह सकारात्मक उपलब्धियां हैं। ये भी सही है कि भारत कोरोना की वैक्सीन बनाने के बेहद करीब है। लेकन ये नहीं भूलना है कि वैक्सीन अभी बनी नहीं हैं, और कोरोना अभी गया नहीं है। इसलिए ये वक्त बहुत नाजुक है। थोड़ी सी लापरवाही बड़ी मुसीबत का सबब बन सकती है।

मंगलवार की रात मैंने आपको चेन्नई के सिल्क साड़ी शोरूम में सेल का दृश्य दिखाया जहां सस्ती साड़ी लेने के लिए लोग ऐसे टूट पड़े, जैसे कोरोना का डर कभी था ही नहीं। कोरोना को लेकर सारे नियम कायदे सेल की भेंट चढ़ गए। साड़ियां खरीदने के लिए जबरदस्त भीड़ लग गई। शोरूम में हजारों लोग साड़ी खरीदने के लिए जद्दोजहद करते नजर आए। पांव रखने तक की जगह नहीं थी। बहुत से लोगों ने तो मास्क भी नहीं लगाया था। बाद में जब इसका वीडियो सर्कुलेट हुआ,वायरल हुआ, तो चेन्नई म्युनिसिपल कॉर्पोरेशन एक्शन में आई। अफसरों ने कोरोना नियमों के उल्लंघन के आरोप में इस शो रूम को अब सील कर दिया है। इसी तरह की तस्वीरें, इसी तरह की लापरवाही, लोगों का इसी तरह का बर्ताव, चिंता पैदा करता है। कोरोना के खिलाफ पूरे देश की लड़ाई को कमजोर करता है। इसपर अंकुश लगाने की जरूरत है।

यहां मैं दो बातें कहना चाहता हूं। पहली बात ये कि मंदिर, मजिस्द, गुरूद्वारे या चर्च खुलें, इससे किसी को कोई एतराज नहीं है। आस्था का सम्मान जरूरी है। इस पर रोक लगनी भी नहीं चाहिए, लेकिन भगवान भी तो भक्तों को मुश्किल में नहीं डालना चाहते। और भक्तों का भला इसी में है कि दो गज की दूरी रखें, मास्क लगाएं। दशहरा, दीवाली, ईद अगले साल भी आएगी। इसलिए इस साल खुद को खतरे में डालना ठीक नहीं हैं।

दूसरी बात, जहां तक चुनावी रैलियों में उमड़ रही भीड़ का सवाल है तो चुनाव भी जरूरी है और चुनाव प्रचार पर भी रोक नहीं लगाई जा सकती। लेकिन जो तस्वीरें आ रहीं हैं, उसमें पब्लिक की नहीं, नेताओं की गलती दिख रही है। अगर नेता खुद नियमों का पालन नहीं करेंगे, जनता को नहीं समझाएंगे, खुद भीड़ जुटाएंगे तो कोरोना के लिए अकेले पब्लिक को दोषी कैसे ठहराया जा सकता है?

मुझे लगता है कि प्रधानमंत्री नरेन्द्र मोदी की अपील का असर जरूर होगा। लोग सार्वजनिक जगहों पर, मंदिर, मस्जिद, गुरुद्वारों में भीड़ नहीं लगाएंगे। नियमों का पालन करेंगे और कोरोना के खतरे को समझेंगे। ये मैं इसलिए कह रहा हूं क्योंकि पिछले सात महीनों में नरेन्द्र मोदी का देश के लोगों के नाम ये सातवां संबोधन था। हर बार पीएम मोदी ने जो कहा उसे देश के लोगों ने माना। इसीलिए कोरोना की लड़ाई में हमारी स्थिति दूसरों से बेहतर है। अब थोड़ी गड़बड़ी हो रही है। जब कोरोना का ग्राफ देश में नीचे जा रहा है तो हमें नियमों का पालन करने में किसी तरह की लापरवाही नहीं बरतनी चाहिए। इसलिए सही वक्त पर प्रधानमंत्री ने लोगों को खतरे से आगाह कर दिया और इसका असर भी जरूर होगा।

In an impassionate appeal to people with folded hands, Prime Minister Narendra Modi on Tuesday asked people not to be careless during the festive season, wear masks in public places and practise social distancing. People must not rush to the conclusion that the battle against Covid has been won, he said, and become careless. He asked people to practise restraint till the time they get vaccinated.

In a 12-minute nationwide address, Modi cautioned that a second wave of Covid pandemic has already begun in several countries, and we should not be complacent. The Prime Minister did some plain speaking and said that “people are not being careful, which is not good…we must keep in mind that lockdown may have ended but the virus is still there. This is not the time to be careless or to believe that the pandemic has ended. If you become careless and start moving around without a mask, you will be putting yourself, your children and elder members of your family at risk.”

A day before the Prime Minister’s speech, I had shown in my prime time show ‘Aaj Ki Baat’, how huge crowds were thronging election rallies in Bihar and thousands of devotees are flocking to the famous temples of Uttar Pradesh during the ongoing Navratra festival. Most of the people were not wearing masks, and they were jampacked at rallies and in temples.

Clearly, people are taking Covid risks lightly. They are, in fact, inviting the Corona virus to attack. I had also cautioned in my show that such mistakes could cause a big surge in the number of Covid cases again. The Prime Minister, too, highlighted similar concerns in his nationwide address. After watching his speech, one can conclude that our PM is keeping a close watch on developments in society and his intervention was timely.

At the moment, the Covid graph is gradually on the decline in India, but that is no reason for being complacent. During the last 24 hours, 54,044 new cases were reported in India taking the total number to 76,51,108. There were 717 new deaths and the death toll has now reached 1,15,914. Total active cases are now 7,40,090 after a decrease of 8,448 in the last 24 hours, according to Indian Council of Medical Research. Total number of cured/migrated cases is now 67,95,103 with 61,775 patients discharged in the last 24 hours.

The situation is still grim in Maharashtra (8,151 new cases yesterday), while the other worst-hit states are Karnataka (6,297 cases), Kerala, West Bengal, Tamil Nadu and Andhra Pradesh.

With the festive season and Bihar elections on the threshold, Modi gave a simple slogan to the people: “Jab Tak Dawai Nahin, Tab Tak Dhilai Nahin” (No carelessness till you get the vaccine). He said, “even a small degree of carelessness will have adverse impacts. Let us stick to wearing masks, keeping distance and washing hands. So far, India has kept its Covid mortality rate low, medical infrastructure has been ramped up and testing capacity scaled up. These are positive achievements, which we must not fritter away through carelessness.”

On Tuesday night, I showed visuals of how crowds thronged a silk saree showroom in Chennai during a sale, throwing Covid norms to the winds. As the video became viral, the city municipal corporation officials came and sealed the showroom. This is an illustrative example of how people are still being careless about Covid. Thousands of devotees are still flocking to temples during Navratri and tens of thousands of people are thronging election rallies in Bihar. This needs to be curbed.

I want to make two points here.

First, visiting temples, churches, mosques and gurudwaras is a matter of faith. One should respect people’s faith, but even Almighty does not want devotees to risk their lives. Devotees must understand: Dussehra, Diwali, Eid will come next year too, and there is no need to put themselves at risk this year.

Second, as far as Bihar election rallies are concerned, I agree elections are essential in a democracy and campaigning cannot be prohibited. But the visuals that we are watching clearly point out the mistakes on part of the leaders, who themselves are not following Covid norms. How can they expect their supporters to follow norms, if they do not comply themselves? You cannot blame the public alone.

I think the Prime Minister’s appeal will have a good effect. Devotees will refrain from crowding places of worship and markets during the festive season. This was Modi’s seventh address to the nation in the last seven months, and every time his appeal was followed by people with sincerity. Now that the Covid graph appears to be on the decline, we must be resolute in following Covid norms scrupulously. I believe, the people of India will repose their trust in the Prime Minister by practising Covid norms till the time vaccines are available.

प्रधानमंत्री नरेंद्र मोदी ने देशभर में कोरोना वायरस के रोजाना मामलों में आ रही गिरावट और 88 फीसदी की हाई रिकवरी रेट हासिल करने के बारे में सोमवार को देशवासियों को बताया। वहीं दूसरी ओर बिहार में नेताओं की चुनावी रैलियों में बड़ी तादाद में लोगों की भीड़ उमड़ रही है। यूपी के लखनऊ और मिर्जापुर के मंदिरों में भक्तों की बड़ी भीड़ देखने को मिल रही है। यह निश्चित रूप से आपदा को आमंत्रण देना है। अगर रैलियों और मंदिरों में इस तरह से भीड़-भाड़ का क्रम जारी रहा तो इन राज्यों को कोरोना वायरस के मामलों में बढ़ोतरी का सामना करने के लिए तैयार रहना चाहिए। नरेंद्र मोदी ने अपने भाषण में लॉकडाउन को समय रहते लागू करने, बाद में फेज वाइज अनलॉक और मास्क के उपयोग के लिए जनता को प्रोत्साहित करने के उपायों को महामारी से निपटने में भारत की सफलता का सूत्र बताया। लेकिन बिहार की स्थिति बहुत अलग है।

सोमवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने आरजेडी नेता तेजस्वी यादव और मुख्यमंत्री नीतीश कुमार की चुनावी रैलियों के दृश्य दिखाए, जहां अधिकतर लोगों ने मास्क नहीं पहना थे। यहां सोशल डिस्टेंसिंग (दो गज दूरी) की धज्जियां उड़ाई जा रही थीं, पूरा कार्यक्रम स्थल भीड़ से भरा था। बिहार में चुनाव को लेकर लोगों में जबरदस्त उत्साह हैं, लेकिन जोश में लोग होश खो रहे हैं। ये गलती भारी पड़ सकती है। ये खौफनाक भविष्य की आहट है। निश्चित रूप से आनेवाले हफ्तों में बिहार में कोरोना वायरस के मामले बहुत तेजी से बढ़ सकते हैं।

केंद्र सरकार की वैज्ञानिकों की एक कमिटी ने अपनी रिपोर्ट में कहा है कि बिहार में चुनाव के बाद कोरोना का विस्फोट हो सकता है। बिहार में स्थिति बहुत खराब हो सकती है। दरअसल, चुनाव आयोग ने बिहार में चुनाव के दौरान तमाम तरह के नियम कानून बनाए हैं। नामांकन में सिर्फ दो लोग जा सकते हैं, पदयात्रा में सिर्फ पांच लोग, रोड शो में पांच गाड़ियां, पांच-पांच गाड़ियों के बीच निश्चित दूरी का अंतर, रैली में सौ लोगों को शामिल होने की इजाजत, चुनाव प्रचार में शामिल हर व्यक्ति के लिए मास्क लगाना जरूरी है, सोशल डिस्टेंसिंग का पालन करना और करवाना जरूरी है। लेकिन इनमें से कुछ नहीं हो रहा है।

अब जैसे-जैसे बिहार चुनाव के लिए वोटिंग की तारीख करीब आ रही है, चुनाव प्रचार ज्यादा तेज हो रहा है। सोमवार को ही मुख्यमंत्री नीतीश कुमार ने पांच जनसभाएं की, तेजस्वी यादव की सात रैलियां हुई। इन जनसभाओं को देखकर ऐसा बिल्कुल नहीं लगा कि कोरोना का खतरा है, या फिर कोरोना का किसी तरह का कोई खौफ है। एक भी ऐसी सभा नही दिखी जहां कोरोना वायरस को लेकर किसी तरह की सतर्कता बरती जा रही है। ऐसा लग रहा था कि कोरोना से पहलेवाले दिन वापस आ गए हैं। हैरानी की बात ये है कि न नेताओं को पब्लिक की चिंता है और न पब्लिक को अपनी फ्रिक है। सब वोट के चक्कर में फंसे हैं। हैरानी की बात ये है कि लोग नेता जी का हैलीकॉप्टर दिखाने के लिए छोटे-छोटे बच्चों को भी साथ लेकर रैली में आ रहे हैं। सभाओं में पहुंचनेवाले अधिकांश नेता और पब्लिक के चेहरे पर मास्क नहीं था। अपने भाषण में तेजस्वी यादव ने लोगों से एक बार भी यह नहीं पूछा कि वे मास्क क्यों नहीं पहन रहे हैं?

इंडिया टीवी संवाददाता ने जब लोगों से पूछा कि मास्क क्यों नहीं लगाया? दो गज की दूरी क्यों नहीं रखते? इसपर लोगों ने कहा कि बिहार में कोरोना नहीं है। कुछ लोगों ने कहा कि कोरोना कुछ नहीं है, सब झूठ फैलाया गया। कुछ लोगों ने कहा कि बिहार के लोग मेहनतकश हैं और मेहनत मजदूरी करने वालों को कोरोना का कोई खतरा नहीं है। उधर, मुख्यमंत्री नीतीश कुमार की रैली में भी हजारों लोग उनके हेलिकॉप्टर को देखने के लिए पहुंचे। नीतीश कुमार जहानाबाद की घोसी विधानसभा सीट पर जेडीयू उम्मीदवार के लिए वोट मांगने गए थे। जब हमारे संवाददाता ने लोगों से बात की और पूछा- कोरोना के संकट के वक्त खतरा मोल क्यों ले रहे हो, तो लोगों ने कहा कि कोरोना -वोरोना कुछ नहीं है, सब बेकार की बात है। कुछ लोगों ने कहा कि हम तो किसान हैं। इतना पसीना आता है कि कोरोना ध्वस्त हो जाता है। यहां पर ज्यादातर लोग ऐसे थे जिन्हें गलती का एहसास तो था, लेकिन गलती क्यों की? इस सवाल का कोई जबाव नहीं था।

उधर, बिहार के श्रम मंत्री विजय सिन्हा जब लखीसराय के गौरा गांव पहुंचे तो यहां सब नियम कायदे हवा हो गए। मंत्री जी गांव के लोगों के बीच गए, अपने काम गिनाने लगे और धीरे-धीरे भीड़ जमा हो गई। इंडिया टीवी संवाददाता ने जब पूछा कि कोरोना गाइडलाइंस फॉलो क्यों नहीं करते? तो मंत्री जी ने कहा कि बिहार में कोरोना का असर कम हो रहा है इसलिए लोग लापरवाही बरत रहे हैं।

बिहार के लोग राजनीतिक रूप से जागरूक हैं, वे चुनाव के लिए उत्साहित हैं और बढ़-चढ़कर हिस्सा ले रहे हैं। लेकिन जहां तक नियमों का सवाल है तो लोग नियमों का तभी पालन करते हैं, जब डर होता है। और मुश्किल ये है कि कोरोना के प्रति लोगों का डर खत्म हो गया है। लोग ये मानने लगे हैं कि कोरोना खत्म हो गया और कोरोना हो भी गया तो ठीक हो जाएंगे, कोई फर्क नहीं पड़ेगा। इसीलिए लोग इस पर ध्यान नहीं दे रहे हैं। लेकिन मैं आपको बता दूं कि ये सही है कि देश में कोरोना के मामलों की रफ्तार अब तेजी से कम हो रही है, लेकिन ये भी सही है कि सरकार ने साफ कहा है कि सर्दी के दौरान कोरोना का कहर बहुत से तेजी से बढ़ सकता है। वैज्ञानिक भी बिहार चुनाव के बाद कोरोना के बढ़ने की आशंका जता चुके हैं, और अगर दूसरों से सीखें तो अमेरिका के चुनाव इस बात का सबूत है। अमेरिका में नेताओं ने रैलियां की, सड़कों पर प्रचार के लिए उतरे और नतीजा ये हुआ कि अब अमेरिका मे कोरोना की दूसरी लहर आ गई है। वहां तेजी से मरीजों की तादाद बढ़ रही है। लेकिन मुश्किल ये है कि यहां लोग समझने को तैयार नहीं है।

कोरोना वायरस को लेकर इसी तरह की लापरवाही धार्मिक स्थलों पर भी देखने को मिल रही है। सरकार ने नियमों के तहत मंदिरों को खोल दिया लेकिन भक्तों के व्यवहार के कारण, भीड़ के कारण, कोरोना के खतरे के कारण मंदिरों को दोबारा बंद करना पड़ रहा है। कोरोना की वजह से बांके बिहारी मंदिर सात महीनों से बंद था। 17 अक्टूबर से मंदिर खोलने का फैसला हुआ। लेकिन पहले ही दिन दर्शन के लिए हजारों लोगों की भीड़ मंदिर के सामने पहुंच गई। इनमें क्या बच्चे, क्या बुजुर्ग और क्या महिलाएं, सब एक दूसरे के बिल्कुल पास खड़े नजर आए। इसके बाद प्रशासन ने तय किया कि एक दिन में दो सौ भक्तों को मंदिर में अंदर जाने की इजाजत होगी और किसी तरह का कोई भेदभाव न हो इसलिए ऑनलाइन बुकिंग का फैसला हुआ था। लेकिन एक साथ इतने भक्तों ने ऑनलाइन रजिस्ट्रेशन की कोशिश की, कि सिस्टम ही डाउन हो गया। इसके बाद हजारों भक्त बांके बिहारी के दर्शन करने पहुंच गए। भक्तों के सैलाब से गलियां पट गईं। पैर रखने की जगह नहीं थी। भक्तों की भीड़ देखकर प्रशासन के हाथ-पांव फूल गए और इसके बाद एक ही रास्ता बचा कि मंदिर के दरवाजे बंद कर दिए जाएं। और प्रशासन ने मंदिर को दोबारा बंद कर दिया।

लखनऊ में चंद्रिका देवी मंदिर में भी इसी तरह की भीड़ नजर आई। यहां एक दिन में सिर्फ 200 लोगों की एंट्री वाले नियम का पालन करवाना बहुत मुश्किल है क्योंकि नवरात्र के दौरान रोजाना हजारों श्रद्धालु मंदिर पहुंच रहे हैं। गाइडलाइंस के मुताबिक मंदिर में दर्शन के लिए फेस कवर या मास्क जरूरी है। एक-दूसरे से छह फीट की दूरी का पालन करना होगा। दस साल से कम उम्र के बच्चे और साठ साल के ज्यादा के बुजुर्ग मंदिर में दर्शन नहीं कर सकते। लेकिन ये सारे नियम भीड़ की भेंट चढ़ गए। यूपी के मिर्जापुर में प्रसिद्ध विंध्यवासिनी मंदिर में भी हालात ऐसे ही हैं। यहां पर भी नवरात्रि के चलते रोजाना हजारों श्रद्धालु पूजा करनेआते हैं।

चूंकि त्योहारों का मौसम है, नौ दिन की नवरात्रि का त्योहार चल रहा है, दशहरा है, फिर दीवाली होगी और फिर छठ पूजा। अगले डेढ़-दो महीने तक उत्सव का माहौल रहेगा। बाजारों और मंदिरों में भारी भीड़ रहेगी। इसके बाद सर्दी का मौसम आ जाएगा। वैज्ञानिकों और डॉक्टरों ने सरकार से पहले ही साफ-साफ कहा है कि सर्दी के दौरान कोरोना का खतरा बढ़ेगा। इसलिए जब तक दवाई नहीं है तब तक ढ़िलाई नहीं। अब सवाल ये है कि कोरोना की वैक्सीन (टीका) या कोरोना की दवा कब तक तैयार हो जाएगी तो इसके बारे में कोई निश्चित तौर पर नहीं कह सकता। हां, इतनी जानकारी जरूर है कि कोरोना की वैक्सीन पर काम फाइनल स्टेज में है। स्वास्थ्य मंत्री डॉक्टर हर्षवर्धन ने बताया है कि एक वैक्सीन का क्लीनिकल ट्रायल थर्ड फेज के एडवांस स्टेज में है जबकि दो वैक्सीन का क्लीनिकल ट्रायल सेकेन्ड फेज के एडवांस स्टेज में है। अब तक तो नतीजे अच्छे हैं और अगर सब ठीक रहा तो अगले तीन महीनों में वैक्सीन मार्केट में आ सकती है। लेकिन लोगों को कोरोना से सावधान रहने की जरूरत है। चुनाव प्रचार भी होगा, त्योहार भी मनाए जाएंगे लेकिन कोरोना ने पकड़ लिया तो कोई नहीं बचा पाएगा। इसलिए मास्क पहनिए और दो गज की दूरी बनाए रखिए। इसी में सब का भला है।

On Monday, even as Prime Minister Narendra Modi was speaking about how India achieved one of the highest Covid recovery rates of 88 per cent and the nation was now witnessing a gradual decline in the number of daily fresh Covid cases, huge crowds were attending election rallies of political leaders in Bihar. There were big crowds of devotees thronging famous temples in Lucknow and Mirzapur.
This is surely a recipe for disaster. The states must be prepared to face fresh hike in number of Covid cases if crowds continue to throng rallies and temples. Narendra Modi attributed India’s success in tackling the pandemic due to early imposition of lockdown, gradual phase out in later stages and encouragement to public for use of masks. But the situation in Bihar is vastly different.
On Monday night, in my prime time show ‘Aaj Ki Baat’, we showed visuals of election rallies addressed by RJD leader Tejashwi Yadav and Chief Minister Nitish Kumar, where most of the people were not wearing masks, and instead of social distancing (do gaz ki doori), the venue was packed with crowds. This does not bode well for the future and Bihar is surely going to witness a huge hike in fresh Covid cases in the coming weeks.

A committee of scientists set up by the Government of India had predicted that there could be an explosion in numbers of Covid cases after the Bihar elections and the situation may worsen. The Election Commission has framed strict guidelines for Bihar polls, but all these norms have been thrown to the winds. The EC guidelines stipulated that not more than two persons shall be present at the time of filing of nomination, not more than five persons can take part in ‘padyatra’, not more than five vehicles can taken part in road show and, that too, by keeping safe distance, not more than one hundred people at rallies and wearing of masks by all during poll campaigning is mandatory.
With the campaign picking up tempo in Bihar, Nitish Kumar addressed five and Tejashwi Yadav addressed seven election rallies on Monday. At not a single venue was any semblance of Covid restrictions seen. It appeared as if poll campaigning in Bihar was back to its old days. Neither the leaders looked worried nor the common public cared two hoots for Covid restrictions. The most worrying part was: villagers with children gathering in crowds to watch helicopters of leaders arriving and taking off. Most of the leaders and spectators were not wearing masks. In his speeches, Tejashwi Yadav did not ask people even once as to why they were not wearing masks.
India TV reporter asked common people about Covid safety measures, but most of them replied they were hardworking labourers, they were sure they will not be hit by the virus. Some of them went to the extent of describing Covid pandemic as a hoax.
At Chief Minister Nitish Kumar’s rally too, thousands of people flocked to watch his chopper descending and taking off. Asked why they were not wearing masks, several of them said they were least bothered about the pandemic. Some of them said, “being farmers, our sweat will wash away the virus if it attacks”. In Lakhisarai, the state Labour Minister Vijay Sinha told India TV reporter that the pandemic was now waning in Bihar and there was no big threat from the virus. He was part of a crowd doing door-to-door canvassing.

The people of Bihar have always been politically aware and they always take part in elections with full zest. Yet they are unwilling to follow Covid rules. The thumb rule is: rules are followed by people only when they become scared. The problem is: the scare about the pandemic is no more as was seen during the early stages, is no more. Most of the people have started believing that the pandemic is over, and even if they catch the virus, they are confident of overcoming it. Here I want to draw a parallel with the US elections. In the US, people ignored Covid restrictions during poll campaign, and the outcome: a fresh second wave of the pandemic has begun in the US. We should learn lessons from other countries.

The complacent attitude towards the pandemic has also spread in the sphere of religious devotion. The famous Banke Bihari Temple in Mathura that was opened on October 17 after seven months of lockdown but it had to be closed down immediately after huge crowds of devotees swarmed the temple and its adjoining lanes. The temple management had planned to give entry to only 200 devotees daily through online booking, but the computerized system crashed due to overload, and thousands of devotees flocked to the shrine. The temple had to be closed. Enraged, some of the devotees have now filed a petition in court challenging the management’s decision.
At the famous Chandrika Devi temple in Lucknow, the rule limiting the number of devotees to 200 daily, was thrown to the winds, and thousands of devotees have started visiting the shrine daily. Most of the devotees are neither wearing masks nor are they maintaining social distancing. The situation is similar at the famous Vindhyavasini temple in Mirzapur, UP, where, because of Navratri festival, thousands of devotees are flocking daily to offer prayers.
The nine-day Navratra festival, presently going on across India, will culminate with Dussehra, Diwali and Chhath festivals. During these one and a half months, there will be huge crowds at temples and markets. Already, scientists have predicted that the festival period to be followed by onset of winter in India is sure to result in huge spike in fresh Covid cases. There can be no complacency until all the people get vaccinated. The Covid vaccines are in different stages of trial. Health Minister Dr Harsh Vardhan is hopeful that the first lot of vaccines may arrive after three months, but the time window is too wide and every person needs to be on alert.
It’s a fact that leaders and supporters will always campaign during elections, devotees will always throng temples and markets during festivities, but once a person is struck with the virus, no amount of devotion can save a person. It is better that people continue to wear masks in public and follow ‘do gaz ki doori’ social distancing for protection.

भारतीय सेना ने शुक्रवार को एक ऐसा वीडियो जारी किया जिसमें कश्मीर घाटी के बडगाम के पास चादूरा में एक आतंकवादी को मुठभेड़ के दौरान सुरक्षा बलों के सामने सरेंडर करते हुए दिखाया गया है। इस वीडियो को देखने के बाद आपको भारतीय सेना पर गर्व होगा। इस वीडियो में आतंकवादी के आत्मसर्पण की पूरी घटना कैद है। फौज के अफसर ने संवेदना दिखाते हुए घिरे हुए आतंकवादी को सरेंडर के लिए समझाने की कोशिश की। 53 राष्ट्रीय राइफल्स के एक अधिकारी ने छिपे हुए आतंकवादी जहांगीर को भरोसा दिया कि वह आत्मसमर्पण कर दे। वीडियो में जब जहांगीर दोनों हाथ उठाकर अपने छिपने की जगह से बाहर निकलता है तो सेना का अधिकारी यह कहते हुए सुनाई देता है कि ‘कोई गोली नहीं चलाएगा’। जब जहांगीर का सुरक्षा बलों से संपर्क हुआ तो सेना अधिकारी ने कहा, “बेटा, घबराओ मत। गलतियां होती हैं। उसे जाने दो ” काफी मशक्कत के बाद फौज के अफसर जहांगीर भट्ट को समझाने में कामयाब हो गए।

आर्मी के एक अन्य वीडियो में आतंकवादी का पिता अपने बेटे को गले लगाए दिख रहा है और अपने बेटे की सुरक्षित वापसी पर सेना को धन्यवाद दे रहा है। इस वीडियो में सेना का जवान एक बुजुर्ग (आतंकवादी के पिता ) को यह कहता हुआ सुनाई दे रहा है कि इसे फिर आतंकवादियों के साथ जाने मत देना। युवक के पिता ने सेना के अधिकारी को यह भरोसा दिया कि वह अपने बेटे को आतंकी संगठनों के हाथों गुमराह नहीं होने देगा। अब मैं आपको इस कहानी की पूरी पृष्ठभूमि बता देता हूं। दरअसल, जहांगीर भट्ट नाम का ये आतंकवादी कुछ दिन पहले जम्मू कश्मीर पुलिस के लिए काम करने वाले स्पेशल पुलिस ऑफिसर (एसपीओ) अल्ताफ के संपर्क में आया था। इस एसपीओ ने 13 अक्टूबर को अपने साथियों की ए.के.47 राइफल चुराई थी और भाग निकला था। ठीक इसी दिन स्थानीय दुकानदार जहांगीर अहमद भट्ट भी अपने घर से लापता हो गया था। स्थानीय लोगों का मनाना था कि जहांगीर भगोड़े एसपीओ अल्ताफ के साथ आतंकवादी संगठन में शामिल हो चुका है। दो दिन तक अल्ताफ और जहांगीर चुराई हुई ए.के. 47 राइफल को लेकर भागते रहे।

लेकिन शुक्रवार सुबह सुरक्षा बलों को इन दोनों के बडगाम में छिपे होने की जानकारी मिली। इनपुट स्पेसिफिक था, इसलिए आर्मी ,सीआरपीएफ और जम्मू कश्मीर पुलिस तीनों ने इस इलाके को चारों तरफ से घेर लिया। जैसे ही ज्वाइंट टीम लोकेशन तक पहुंची तो मौके पर मौजूद एसपीओ से आतंकवादी बने अल्ताफ ने सुरक्षा बलों पर ताबड़तोड़ फायरिंग शुरू कर दी। सुरक्षा बलों की तरफ से भी जवाबी कार्रवाई की गई। इसी दौरान एसपीओ अल्ताफ मौके से भागने में कामयाब हो गया। लेकिन सुरक्षाबलों ने जहांगीर भट्ट को घेर लिया। इसके बाद ऑपरेशन को लीड कर रहे 53 राष्ट्रीय राइफल्स के अफसर ने जहांगीर भट्ट से संपर्क किया। पूरी सुरक्षा का भरोसा दिया। इसके बाद चुराई हुई ए.के. 47 राइफल के साथ जहांगीर ने सरेंडर कर दिया।

सेना ने एक प्रेस विज्ञप्ति में बताया कि “प्रोटोकॉल के मुताबिक भारतीय सेना ने उसे सरेंडर के लिए मनाने की कोशिश की और उसने सरेंडर कर दिया। शख्स के पिता उस जगह मौजूद थे। युवाओं को आतंक के रास्ते से वापस लाने के प्रयासों का असर दिखाई दे रहा है। प्रेस विज्ञप्ति में कहा गया है कि भारतीय सेना आतंकियों की भर्ती को रोकने के लिए अपनी कोशिश जारी रखे हुए है।

मैंने अपने प्राईम टाईम शो ‘आज की बात’ में दोनों वीडियो दिखाया जिससे दर्शक यह समझ सकें कि हमारी सेना आतंकवादियों के साथ कैसा बर्ताव करती है। जब आर्मी और पुलिस की ज्वाइंट टीम इस इलाके में पहुंची तो आतंकवादियों ने फायरिंग शुरु कर दी। सिक्योरिटी फोर्सेज ने जवाबी फायरिग की। अब लगता तो य़े था कि पुलिस और फौज की फायरिंग में आतंकवादी ढेर हो जाएंगे, जरा सी देर में लाशें बिछ सकती थीं लेकिन फौज के अफसरों ने संवेदना दिखाई। गोली चलाने की बजाए घिरे हुए आतंकवादियों को समझाने की कोशिश की। एक दहशतगर्द तो भाग गया लेकिन फौज के अफसरों ने जहांगीर भट्ट से बार बार बाहर आने को कहा, सरेंडर करने की अपील की औऱ काफी मशक्कत के बाद फौज के अफसर जहांगीर भट्ट को समझाने में कामयाब हो गए। ये सब कैसे हुआ, आर्मी ने कैसे आतंकवादी से सरेंडर कराया, उसको कैसे समझाया, ये वाकई में देखने वाली चीज़ है।

ये तस्वीर कश्मीर में रहने वाले हर उस माता पिता को देखनी चाहिए जिनके बेटे रास्ता भटक गए हैं। आतंकवाद के रास्ते पर चले गए हैं। ये तस्वीरें उन लोगों को भी देखनी चाहिए जो अपने आप को मानवाधिकार का ठेकेदार कहते हैं। वो लोग जो हमारी फौज को खून बहाने वाली फोर्स के तौर पर पेंट करते हैं। भारत की फौज एक प्रोफेशनल आर्मी है, हमारे जवान जान लेना जानते हैं तो जिंदगी देना भी जानते हैं और फौज के इसी जज्बे को बार बार सलाम करना चाहिए।

The Army on Friday released a dramatic video in which a terrorist in Chadoora near Budgam in Kashmir valley was seen surrendering to security forces during an encounter. The terrorist, Jahangir Ahmed Bhat had joined a terror outfit recently.
The video captured the dramatic moments before the surrender. As security personnel kept their weapons ready to fire, an army officer from 53 Rashtrya Rifles managed to contact the hiding terrorist and convinced him that he would not be armed if he surrendered. The officer is heard saying in the video, ‘koyi goli nahin chalayega’, as Jahangir walked out of the hideout with both his arms raised. As he approached the security forces, the army officer was saying, “Son, don’t get frightened. Mistakes happen. Give him water.” Security forces in combat fatigue gave water to Jahangir as he sat on the ground.
In another army video, the terrorist’s father was seen hugging his son, and thanking the army for bringing back his son alive. An army jawan was heard telling the old man, “don’t let him join the terrorists again.” The father assures the army officer that he would not allow his son to be misguided by terror outfits.
Let me give you the background of this story. On October 13, a special police officer Altaf fled with two AK-47 rifles. The same day, a local shopkeeper Jahangir Ahmed Bhat was found missing from his home. Local residents assumed that he along with the deserter SPO had joined terrorist ranks. Both of them with the two stolen AK-47 rifles were on the run.
On Friday morning, security forces got specific inputs that the two were hiding at a certain location. Soon, a cordon and search operation began, in which the army, state police and CRPF took part. During the encounter, the SPO-turned-terrorist Altaf fired indiscriminately at the security forces and managed to flee. The security personnel retaliated with firing, and Jahangir was cornered. He subsequently surrendered with the stolen AK-47 rifle after army personnel assured him of safety.
“As per protocol, the Indian Army made efforts to convince the individual to surrender. He surrendered. The individual’s father was at the site and the impact of the efforts to make the youth come back from terror was visible. Indian army continues to make efforts to prevent terror recruitment, and in case of youths joining terror, provide options (for them) to get back”, said an army press release.
In my prime time show ‘Aaj Ki Baat’ I showed both the videos to let viewers know how our army deals with terrorists, when they are cornered. On one hand, the terrorist was firing indiscriminately at our forces. He emptied the whole magazine and fled, and on the other hand, our security forces practiced maximum restraint. They had their automatic weapons ready and could have easily gunned down Jahangir within a minute. But they chose not to do so. The army officers patiently convinced him to lay down his weapon and surrender. He has handed over to his father and sent back home.
Parents of teenagers who joined terrorist ranks in the Kashmir valley must watch these videos. They should send appeal to their children and ask them to shun terror and return home. These videos should also be watched by self-appointed guardians of human rights, who try to paint our security forces as killers. We, in India, are proud to have a professional army. Our jawans know how to kill enemies and they also know how to save lives. We must salute our army for this humane approach while dealing with terror.

हैदराबाद के जलभराव वाले विभिन्न इलाकों से गुरुवार को 10 और शव निकाले जाने के साथ ही तेलंगाना में बाढ़ और बारिश से मरने वालों का आंकड़ा बढ़कर 50 हो गया है। तीन दिनों से इस शहर के अधिकांश हिस्सों में बिजली नहीं है और पानी सप्लाई भी पूरी तरह से ठप है। भारी बारिश की तबाही के निशान हर जगह हैं। लोग तीन दिन से घरों में फंसे हैं, न खाना है, न पीने का पानी है। शहर के ज्यादातर हिस्से में पानी भरा है। कुछ लोगों ने अपनी छतों पर शरण ले रखी है तो कुछ लोग बहुमंजिली इमारतों में फंसे हुए हैं। बारिश बंद होने के बाद भी रिहायशी इलाकों में जो पानी भरा था, वह अब भी जमा है, लोगों के घर डूबे हुए हैं।

मंगलवार की रात भारी बारिश के बाद झील का बांध टूट गया और बाढ़ का पानी घरों, अस्पतालों और दफ्तरों में घुस गया। रेस्क्यू ऑपरेशन और प्रभावित इलाकों से पानी निकालने के लिए आर्मी की यूनिटों के साथ-साथ एसडीआरएफ और एनडीआरएफ की चार टीमों को लगाया गया। फंसे हुए लोगों को नाव के जरिए सुरक्षित जगहों तक पहुंचाया जा रहा है। वहीं, तेलंगाना सरकार ने बाढ़ प्रभावितों के लिए 61 राहत केंद्र स्थापित किए हैं।

गुरुवार रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने आपको हैदराबाद की गलियों में चलती नाव की तस्वीरें दिखाई। छोटी-छोटी नावों के जरिए लोगों तक राशन पानी पहुंचाया जा रहा है। लेकिन पूरे शहर में सबको राशन मिल जाए, हर व्यक्ति तक मदद पहुंच जाए ये आसान काम नहीं हैं।

इंडिया टीवी संवाददाता टी राघवन मुश्किल हालात में उन रिहायशी इलाकों तक पहुंचे जहां के लोग पिछले तीन दिनों से अपने घरों में फंसे हुए हैं। चारों तरफ पानी ही पानी है, लेकिन लोग प्यासे हैं, क्योंकि पीने का पानी खत्म हो चुका है। बिजली की सप्लाई बंद है, इसलिए लोगों के फोन डिस्चार्ज हो चुके हैं। लोग न दूसरों का हाल जान पा रहे हैं और न अपना हाल बता पा रहे हैं।

हैदराबाद के राजेंद्र नगर इलाके में एक परिवार पानी में फंस गया था। घर के पास पानी तेज रफ्तार से बह रहा था। पानी की रफ्तार इतनी ज्यादा थी कि लोगों का पानी में उतरना मुश्किल हो रहा था। रेस्क्यू वर्कर्स का घर तक पहुंचना मुमकिन नहीं हो पा रहा था। नाव भी घर तक नहीं पहुंच पा रही थी इसलिए पानी में फंसे परिवार को बचाने के लिए जेसीबी मशीन की मदद ली गई। एक जेसीबी मशीन को घर के पास लाया गया। जेसीबी मशीन के लोडर को घर के पास पहुंचाया गया फिर लोडर पर बच्चों को बिठाया गया और फिर एक- एक करके बच्चों को सुरक्षित बाहर निकाल लिया गया।

उधर, बेगमपेट इलाके के होली ट्रिनिटी चर्च में भी भारी बारिश के कारण पानी भरा हुआ है। जिस वक्त सैलाब आया उसकी रफ्तार बहुत तेज थी। पानी के तेज बहाव ने चर्च के अंदर प्रार्थना हॉल में लगी बेंचों को उखाड़ दिया। चर्च के अंदर दूसरी धार्मिक चीजों को भी काफी नुकसान हुआ है।

झील के किनारे पर बनी कॉलोनियों में हालात ज्यादा खराब हैं। क्योंकि झील के किनारे में दरार आने के बाद इन्हीं रिहायशी इलाकों में पानी काफी तेज रफ्तार से दाखिल हुआ। बारिश बंद होने के बाद भी पुराने हैदराबाद के चंद्रायानगुट्टा, मुसी नदी के किनारे स्थित चदरघाट और मूसाराम बाग में पानी भरा हुआ है। यही हालात शहर के बाहरी इलाके में स्थित उप्पल और वनस्थलीपुरम का है।

तेलंगाना के मुख्यमंत्री के. चंद्रशेखर राव ने बाढ़ से हुई तबाही का जायजा लेने के लिए और राहत के कामों में तेजी लाने के लिए हाई लेवल मीटिंग बुलाई। इसके बाद चन्द्रशेखर राव ने प्रधानमंत्री नरेंद्र मोदी को चिट्ठी लिखकर यह बताया कि 24 घंटे की भारी बारिश और बाढ़ की वजह की वजह से तेलंगाना में अबतक करीब 5000 करोड़ रुपए का नुकसान हुआ है। उन्होंने पीएम मोदी से आग्रह किया है कि लोगों की मदद के लिए राज्य को केन्द्र से कम से कम 1500 करोड़ रुपए की मिलने चाहिए।

राज्य सरकार ने बताया है कि अचानक हुई भारी बारिश की वजह से कुल 35 हजार परिवार प्रभावित हुए हैं। 20 हजार 450 मकानों को नुकसान हुआ है। सीएम चन्द्रशेखर राव ने बाढ़ की वजह से मरने वालों के परिवार को 5 लाख रुपए की मदद का ऐलान किया है। साथ ही यह भी भरोसा दिलाया है कि जिन लोगों के मकान इस बाढ़ में बह गए हैं सरकार उन्हें नए मकान बना कर देगी।

हालांकि ये एक प्राकृतिक आपदा है फिर भी मेरा मानना है कि बड़े पैमाने पर हुई इस तबाही को रोका जा सकता था। इसकी तैयारी पहले से हो सकती थी। झील के किनारे वाले इलाकों में बड़े पैमाने पर अतिक्रमण हुआ है। यहां पर अवैध निर्माण की भरमार है। इसलिए भारी बारिश के बाद पानी झील के बांध से ओवरफ्लो हो गया। अब, हैदराबाद नगर निगम ने उन सभी मकानों को ध्वस्त करने का फैसला किया है जो अवैध तरीके से झील और नालों के किनारे बनाये गये हैं।

उदाहरण के तौर पर नगरम झील के उत्तर में जहां 20 साल पहले कुछ नहीं था, वहां एक पूरी कॉलोनी बसा दी गई जिसका नाम ‘चक्रधर कॉलोनी’ है। झील के किनारे वाले हिस्सों पर पिछले कई साल से अतिक्रमण जारी रहा और कॉलोनियां बसती गईं। बोडुप्पल, नदीम कॉलोनी, मक्का कॉलोनी, सिंगरेनी कॉलोनी, वाम्बे कॉलोनी, गगनपहाड़ और बांदरी कॉलोनी उन अवैध कॉलोनियों में से हैं जिन्हें बारिश के बाद सबसे ज्यादा जलभराव का सामना करना पड़ा है। इसी तरह दक्षिण हैदराबाद में वर्षों से बिल्डरों ने झीलों पर अतिक्रमण किया और इन पर कॉलोनियां बसती चली गईं। मंगलवार को हुई भारी बारिश और बाढ़ का कहर इन कॉलोनियों को झेलना पड़ रहा है।

चौबीस घंटे की बारिश में हैदराबाद का जो हाल हुआ है उसकी कल्पना हैदराबाद के लोगों ने सपने में भी नहीं की होगी। हालांकि ये सही है कि बीस साल के बाद हैदराबाद में ऐसी बारिश हुई थी। लेकिन ये भी याद रखना चाहिए कि हैदराबाद अब बीस साल पहले वाला हैदराबाद नहीं हैं। इस बारिश से शहर की टाउन प्लानिंग में जो खामियां सामने आई हैं, कम-से-कम अब उन्हें दूर करना चाहिए।

हो सकता है कि इसके लिए भी एआईएमआईएम नेता असदुद्दीन ओवैसी प्रधानमंत्री नरेन्द्र मोदी को जिम्मेदार ठहरा दे। लेकिन मैं बताना चाहता हूं कि ये शहर ओवैसी के खानदान का गढ़ है। पचास साल से इस शहर की रहनुमाई ओवैसी का परिवार कर रहा है। 1969 में ओवैसी के पिता सुल्तान सलाहुद्दीन ओवैसी पहली बार विधायक बन गए थे। इसके बाद वे इसी शहर से 2004 तक सांसद रहे। खुद असदुद्दीन ओवैसी 2004 से अब तक लगातार हैदराबाद के सांसद हैं। शहर के विकास की जिम्मेदारी सांसद और विधायक की भी होती है। अब इस शहर का जो हाल है, उसके लिए ओवैसी साहब किसको टोपी पहनाएंगे….या खुद जिम्मेदारी लेंगे?

Ten more bodies were fished out from waterlogged localities of Hyderabad on Thursday, taking the death toll in recent rains and flood in Telangana to 50. For nearly three days, power and water supply to most of the localities of this twin city have been cut off leaving thousands of residents struggling to get drinking water. People are marooned in their flats and terraces of multi-storeyed buildings because of heavy waterlogging in most of the areas.
On Tuesday night after heavy rains, torrents of flood water gushed into homes, hospitals, offices and multi-storeyed buildings after a lake embankment collapsed. Several units of the army, state disaster response force and four NDRF (National Disaster Response Force) teams have been deployed with boats to rescue stranded people and to pump out water from localities facing water stagnation. The Telangana government has set up 61 relief centres to provide food and relief to flood-affected people.
In my prime time show ‘Aaj Ki Baat’ on Thursday night, we showed visuals of boats plying on the streets of Hyderabad, as the number of boats deployed by disaster response teams appears to be inadequate. India TV reporter T. Raghavan visited most of the affected localities in boats and found people trapped inside their buildings for the last three days. Most of them are in urgent need of drinking water as water supply has been cut off. Power supply has also been disconnected and people are unable to communicate as they are unable to recharge their cellphones. India TV showed visuals of a JCB machine being used to rescue marooned people, because relief boats were unable to reach that locality. The Holy Trinity Church in Begumpet locality was also waterlogged due to heavy rains.
Multi-storeyed buildings located near lakes have been hit the hardest due to sudden inflow of water from the dams. Localities in Chandrayangutta in old Hyderabad, Chadarghat and Moosaram Bagh on the banks of Musi river, Uppal and Vanasthalipuram on the city outskirts are still waterlogged even after the rains are over.
Telangana chief minister K. Chandrasekhar Rao has requested Prime Minister Narendra Modi to send urgent central assistance of Rs 1,500 crore to the state which has suffered Rs 5,000 crore losses due to rains and floods till now. More than 35,000 families have been hit by rains and floods, and 20,450 houses have suffered damages. The chief minister has announced Rs 5 lakh assistance to the kin of those who died in rains and floods. He has also promised help to rebuilding their damaged houses.
Though the heavy downpour was a natural disaster, yet, I feel, the losses could have been avoided. There has been rampant encroachment of lakeside areas and illegal constructions, because of which lakes and dams overflowed after heavy downpour. The Hyderabad municipal corporation has now decided to demolish all structures that have been illegally built on stormwater drains.
To cite an example, an entire Chakradhar colony has been built on the north of Nagaram lake in a place where no land existed 20 years ago. The lake was gradually encroached over the years, and the colony was built. Boduppal, Nadeem colony, Makka colony, Singareni colony, Vambay colony, Gaganpahad and Bandari colony are among those illegal colonies which have faced heavy waterlogging after the rains. Similarly in south Hyderabad, builders over the years encroached upon lakes and built a series of housing colonies on land reclaimed from lakes. These colonies too bore the brunt of heavy rains and floods on Tuesday.
The people of Hyderabad never imagined in their dreams that 24 hours of torrential rains would wreak so much havoc. True, this was the heaviest rainfall in last 20 years in Hyderabad, but this disaster could have been avoided through better town planning. The sooner the local administration implements these reforms, the better.
AIMIM leader Asaduddin Owaisi may now blame Prime Minister Narendra Modi for the difficulties faced by the people of Hyderabad, but I want to point out that it is the Owaisi family that has been ruling the roost in Hyderabad for the last 50 years. Owaisi’s father Sultan Salahuddin Owaisi first became MLA in Hyderabad in the year 1969, and he remained the city’s MP till 2004. Asaduddin Owaisi took up the reins from his father as Hyderabad MP since 2004. An MP or an MLA has quite a say in the affairs of the city, and I wonder whom Owaisi will blame this time for the deluge that took place on Tuesday.

हम अक्सर नौकरशाहों की लापरवाही और संवेदनशून्यता की खबरें या तो पढते हैं या देखते हैं, लेकिन इसी सिस्टम में कई ईमानदार अफसर ऐसे भी हैं जो पूरी लगन के साथ आम आदमी या किसानों के हित में भी काम करते हैं। ऐसे अच्छे अफसरों के कामों की अक्सर राष्ट्रीय मीडिया में अनदेखी होती है।

बुधवार रात को अपने शो ‘आज की बात’ में मैंने दिखाया कि कैसे पीलीभीत के जिला मजिस्ट्रेट ने सैकड़ों किसानों को आढ़तियों के हाथों लुटने से बचाया। ये आढ़ती अनाज मंडी में कमीशन एजेंट के रूप में जाने जाते हैं। धान की फसल लेकर मंडी पहुंचे किसानों को उम्मीद थी कि उन्हें न्यूनतम समर्थन मूल्य (एमएसपी) 1,868 रुपए प्रति क्विंटल का भाव मिल जाएगा, लेकिन उन्हें अनाज व्यापारियों के हाथों 1,100 रुपये प्रति क्विंटल के भाव पर फसल बेचने को मजबूर किया जा रहा था। किसानों को प्रति क्विंटल 768 रुपए का चूना लग रहा था। पीलीभीत के डीएम पुलकित खरे ने ये सब अपनी आंखों से देखा लेकिन उन्होंने किसानों के साथ हो रही ठगी को देखकर आंखें नहीं फेरी, बल्कि किसानों को वाजिब दाम दिला कर ही रहे ।

पीलीभीत के डीएम को शिकायतें मिली थी कि चावल मिल मालिक और आढतिए किसानों को न्यूनतम समर्थन मूल्य से कम कीमत पर धान बेचने के लिए मजबूर कर रहे हैं। सोमवार को उन्होंने तीन सरकारी खरीद एजेंसियों के प्रभारी अधिकारियों को सस्पेंड कर दिया।

किसानों ने डीएम से शिकायत की थी कि कर्मचारी कल्याण निगम (केकेएन), यूपी को-ऑपरेटिव यूनियन (यूपीसीयू) और यूपी कोआपरेटिव फेडरेशन (पीसीएफ) के राज्य खरीद केंद्रों पर ‘तानाशाही वाली स्थिति’ चल रही है। यहां के अधिकारी धान में अधिक नमी के झूठे बहाने बनाकर धान खरीदने से मना कर रहे थे । सरकारी मानकों के मुताबिक, धान में 17 प्रतिशत तक नमी की इजाजत है, लेकिन किसानों को राज्य सरकार के खरीद पोर्टल पर रजिस्टर्ड नहीं किया जा रहा है। नतीजतन, किसानों को न्यूनतम समर्थन मूल्य से काफी नीचे, निजी व्यापारियों या आढ़तियों के हाथों 1,100 रुपये प्रति क्विंटल की कीमत पर धान बेचने के लिए मजबूर किया जा रहा था।

पुलकित खरे ने मौके पर मुआयना किया और पाया कि धान में नमी का स्तर निर्धारित मानकों से ज्यादा नहीं था। उन्होंने तीन अधिकारियों अनुज कुमार, शिवराज सिंह और सर्वेश कुमार को सस्पेंड कर दिया और अधिकारियों को निर्देश दिया कि वे तुरंत ऑन-द-स्पॉट किसानों के रिकॉर्ड का रजिस्ट्रेशन (पंजीकरण) और सत्यापन कराएं। इतना ही नहीं डीएम ने पीलीभीत एपीएमसी में पिछले दस दिनों में केवल 700 क्विंटल धान खरीदने पर भारतीय खाद्य निगम खरीद केंद्र के खिलाफ कड़ी कार्रवाई करने के लिए राज्य सरकार से सिफारिश भी की।

मेरा मानना है कि पुलकित खरे जैसे ईमानदार अधिकारी ही ऐसे सिस्टम को ठीक कर सकते हैं।असल में जहां भी कोई गड़बड़ी होती है, जहां भी कोई कमी होती है तो हम अफसरों को दोष देते हैं, सिस्टम को दोषी ठहराते हैं। लेकिन जब पीलीभीत अनाज मंडी की तस्वीरें आई तो मुझे लगा कि जब अफसर अच्छा काम करे, आम लोगों के साथ, गरीबों के साथ, किसानों के साथ खड़ा हो, तो उन्हें भी दिखाना चाहिए। वे निश्चित तौर पर प्रशंसा के पात्र हैं।

पिछले एक महीने से देश में नए किसान कानूनों की चर्चा हो रही है। किसानों से जुड़े जो तीन नए कानून मोदी सरकार ने बनाए हैं, उस पर जम कर सियासत हो रही है। पंजाब और हरियाणा में किसानों ने अपना विरोध तेज कर दिया है, और कांग्रेस जैसी कुछ पार्टियां इस मुद्दे का राजनीतिक फायदा उठाने की कोशिश कर रही हैं। लेकिन जमीनी स्तर पर हालात बिल्कुल अलग है। एपीएमसी (कृषि उपज मंडियां) काम कर रही हैं और एमएसपी (न्यूनतम समर्थन मूल्य) को खत्म नहीं किया गया है।

दरअसल, दिक्कत किसी कानून में नहीं होती, दिक्कत पार्लियामेंट या असेम्बली की नीयत में नहीं होती। दिक्कत होती है सिस्टम में, दिक्कत होती है कानून को लागू करवाने में। पूरे पंजाब और हरियाणा में बेबुनियाद अफवाहें फैलाकर नेता किसानों को गुमराह कर रहे हैं । पंजाब, हरियाणा में इस बात को लेकर प्रदर्शन हो रहे हैं कि सरकार ने किसानों को अपनी फसल कहीं भी बेचने का हक क्यों दे दिया? कहा जा रहा है कि इस कानून से मंडी और एमएसपी खत्म हो जाएगी। पीलीभीत के इस उदाहरण से साफ है कि अगर जिला और राज्य में नौकरशाह ईमानदारी और लगन के साथ काम करेंगे तो किसानों को फायदा पहुंचेगा। अगर अफसरों की नीयत में ही खोट हो, अफसरों की आढ़तियों से मिलीभगत हो और अगर अफसर किसानों की बातों पर ध्यान न दें तो, न मंडी के होने से कोई फायदा होगा, और न न्यूनतम समर्थन मूल्य से कोई बात बनेगी।

दूसरी बात ये है कि भले ही एमएसपी लागू रहे, अगर सिस्टम की खामियां दूर नहीं होगी तो सिर्फ कानून से किसान का भला नहीं हो सकता। कमी कानून में नहीं है। खोट कानून बनाने वालों की नीयत में नहीं है, कमी है इस कानून को लागू करवाने वालों में, खोट है फसल खरीदने के लिए तैनात कर्मचारियों में। अगर पुलकित खरे इस कमी को न समझते, अगर डीएम सिस्टम को सुधारने की कोशिश न करते तो किसान अपने धान को औने-पौने दाम पर बेचने को मजबूर हो जाते और वे यही सोचते कि कानून तो सिर्फ कागज़ पर है। अगर एमएसपी ज्यादा होने पर भी किसान को अपनी फसल आढ़ती को कम दाम पर बेचनी पड़ती, तो वह तो सरकार को ही दोष देता, पूरे सिस्टम को दोष देता।

मैं पुलकित खरे की तारीफ करूंगा कि उन्होंने एक उदाहरण प्रस्तुत किया है। हमारे यहां ऐसे सैकड़ों आईएएस अफसर हैं जो ईमानदारी से अपना काम करते हैं। कानून, नियमों और सिस्टम को समझते हैं। लेकिन ज्यादातर खबरें ऐसे अफसरों की दिखाई जाती है जो लापरवाही बरतते हैं या जनता के प्रति संदेवना नहीं दिखाते। अगर आईएएस अफसर पुलकित खरे के अंदाज में अपना काम करें तो सरकार गरीब, आम आदमी और किसानों के लिए जो योजनाएं बनाती हैं, वो ठीक से लागू हो पाएंगी और प्रधानमंत्री नरेंद्र मोदी का सपना पूरा हो पाएगा।

We often read news reports about negligence or insensitivity on part of some bureaucrats in India, but there are many honest IAS officers in our system who strive to uphold ethics and morality. Their Good Samaritan acts are often overlooked in the national media, even as they toil selflessly to help the common people.

In my show ‘Aaj Ki Baat’ on Wednesday night, I showed how the District Magistrate of Pilibhit saved hundreds of farmers from being fleeced by private traders, known as commission agents, at the grain ‘mandi’ (Agriculture Produce Marketing Centre). The paddy farmers had expected to get the approved Minimum Support Price of Rs 1,868 per quintal, but were being forced to sell at Rs 1,100 by the grain merchants. Farmers were selling their grains by incurring a loss of Rs 768 per quintal.

Enter Pulkit Khare, the District Magistrate of Pilibhit and the scenario changed completely. On Monday, he suspended three officers in charge of government procurement agencies, after receiving complaints from farmers that rice mill owners and private traders were purchasing paddy at prices lower than the minimum support price.

The farmers had complained to the DM that ‘dictatorial conditions’ were prevailing at the state procurement centres of Karmachari Kalyan Nigam (KKN), UP Co-operative Union (UPCU) and UP Cooperative Federation (PCF), where the officers-in-charge were refusing to procure paddy on the false pretext of excess moisture in paddy. As per government norms, up to 17 per cent moisture in paddy is permitted, but farmers were not being registered on the state government procurement portal. As a result, farmers were being forced to sell at Rs 1,100 per quintal to private traders, far below the minimum support price.

Pulkit Khare made on-the-spot inspection and found moisture level in paddy to be as per assigned standards. He suspended the three officers, Anuj Kumar, Shivraj Singh and Sarvesh Kumar, and ordered officials to immediately carry out on-the-spot registration and verification of the farmers’ records. The DM also recommended to the state government for stern action against the Food Corporation of India procurement centre at the Pilibhit APMC for procuring only 700 quintals of paddy in the last ten days.

I believe, only upright officers like Pulkit Khare can bring a sea change in the working of our system. Normally we blame the system and bureaucrats for deficiencies in service, but when honest officers stand up for the cause of farmers and common people, they surely deserve praise.

For the last one month, the three new farm laws brought by Modi government have triggered farmers’ protests in Punjab and Haryana, and some political parties like the Congress are trying to take political advantage. But on the ground level, the situation is quite different. APMCs (grain mandis) are functioning and the MSP (minimum support price) system has not been withdrawn.

The problem is not with the new laws, or with the intent of Parliament and assemblies, the problem lies in implementation. Farmers in Haryana and Punjab are being misled by politicians with baseless rumours. The Pilibhit example clearly shows that if bureaucrats working in the districts and states work with sincerity and due diligence, farmers will benefit. But if bureaucrats connive with private traders and commission agents, then farmers will stand to lose, even if MSPs and mandis are in place.

The problem lies with staff at the APMCs entrusted to give MSPs to farmers. Had Pulkit Khare not intervened and given producers their due, the farmers would have considered the new laws and MSPs as just pieces of paper. The farmers would have been forced to sell their paddy at throwaway prices. They would have blamed the government and the system because of the connivance between corrupt staff and private traders.

While the media normally highlights stories of negligence or insensitivity on part of the bureaucrats, it ignores the good work that is done by hundreds of IAS officers like Pulkit Khare. If our officers work honestly and diligently in the interest of the farmers and common people, the day is not far when the dreams of our Prime Minister Narendra Modi will be fulfilled.

महाराष्ट्र में मार्च के अंतिम सप्ताह से सभी धार्मिक स्थान बंद हैं। कोरोना वायरस महामारी की वजह से जब देशभर में लॉकडाउन लागू किया गया था, उसी समय इन धार्मिक स्थानों को भी बंद कर दिया गया था। अब छह महीने से ज्यादा समय बीत चुका है। राजनीतिक और धार्मिक संगठनों की बार-बार मांग के बावजूद महाराष्ट्र में शिवसेना-एनसीपी-कांग्रेस गठबंधन सरकार ने मंदिरों को फिर से खोलने से इनकार कर दिया है। वहीं राज्य में बार, शराब की दुकानें और रेस्तरां फिर से खोल दिए गए हैं।

चूंकि मुद्दा लोगों की भावनाओं से जुड़ा है, इसलिए इस पर सियासत भी जमकर हो रही है। पिछले एक हफ्ते से मुख्य विपक्षी पार्टी भाजपा, महाराष्ट्र नवनिर्माण सेना और बहुजन वंचित आघाड़ी के समर्थकों ने कई शहरों में प्रदर्शन किया, वे यह मांग कर रहे हैं कि पूजा स्थलों को फिर से खोला जाए। मंगलवार को महाराष्ट्र के राज्यपाल भगत सिंह कोशियारी ने मुख्यमंत्री उद्धव ठाकरे को चिट्ठी भेजी, जिसमें उन्होंने मंदिरों को फिर से खोलने के लिए समाज के विभिन्न वर्गों से बार-बार उठ रही मांग का उल्लेख किया है।

राज्यपाल की चिट्ठी के उस हिस्से पर सबसे ज्यादा विवाद हो रहा है जिसमें उन्होंने हिंदुत्व और सेक्युलर होने का जिक्र किया है। राज्यपाल ने पत्र में लिखा है कि ‘ये विडंबना है कि एक तरफ सरकार ने बार और रेस्तरां खोले हैं, लेकिन दूसरी तरफ पूजा स्थलों को नहीं खोला गया है। आप हिंदुत्व के मजबूत पक्षधर रहे हैं। आपने भगवान राम के लिए सार्वजनिक रूप से अपनी श्रद्धा जाहिर की। मुख्यमंत्री बनने के बाद आप अयोध्या भी गए। आषाढ़ी एकादशी पर आपने पंढरपुर जाकर विट्ठल रुक्मिणी मंदिर में पूजा की थी। मुझे इस बात को लेकर बहुत हैरानी हो रही है कि क्या आपको इस बात की कोई दैवीय आहट मिल रही है कि अगर मंदिर खोले जाएंगे तो संकट आ जाएगा? या फिर आप अचानक सेक्युलर हो गए, जिस शब्द से आप बहुत नफरत करते थे। मैं आपसे अपील करता हूं कि कोरोना के लिए जरूरी एहतियात के साथ मंदिर खोल दिए जाएं।’

राज्यपाल की चिट्ठी मिलने के बाद उद्धव ठाकरे ने भी इसका जवाब देने में देर नहीं की। राज्यपाल की 2 पेज की चिट्ठी के जवाब में उद्धव ठाकरे ने भी 2 पेज का लेटर लिखा। उद्धव ठाकरे ने लिखा कि ‘आपने अपनी चिट्ठी में जो मेरे हिंदुत्व का पक्षधर होने का उल्लेख किया, वो गलत है। हिंदुत्व के लिए मुझे आपके सर्टिफिकेट की जरूरत नहीं है। आपने मुझसे पूछा है कि क्या मैं अचानक सेक्युलर हो गया हूं? अगर मैं मंदिर खोल दूं तो हिदुत्ववादी और मंदिर न खोलूं तो सेक्युलर..क्या आपकी यही सोच है ? आपने राज्यपाल के तौर पर संविधान की शपथ ली है। क्या आप सेक्युलरिज्म को नहीं मानते ?… अन्य राज्यों में जो हो रहा है उसका मैं अध्ययन कर रहा हूं और महाराष्ट्र के लिए जो बेहतर है उसे लागू करने की कोशिश कर रहा हूं। ”

राष्ट्रवादी कांग्रेस पार्टी (एनसीपी )के सुप्रीमो शरद पवार ने राज्यपाल की चिट्ठी के व्यंग्य पर आपत्ति जताते हुए प्रधानमंत्री को चिट्ठी लिखी। उन्होंने कहा, वह राज्यपाल द्वारा इस्तेमाल की गई बेलगाम भाषा से हैरान हैं।’ उन्होंने लिखा ‘मैंने इस मामले पर न तो राज्यपाल से और न ही उद्धव ठाकरे से चर्चा की है। हालांकि, मैंने महसूस किया कि मुझे राज्यपाल जैसे उच्च संवैधानिक पद पर बैठे व्यक्ति के आचरण के मानकों में गिरावट पर अपना और जनता का दर्द शेयर करना चाहिए। दुर्भाग्य से सीएम को भेजी गई राज्यपाल की चिट्ठी की भाषा से ऐसा लगता है जैसे यह एक राजनीतिक दल के नेता को भेजी गई चिट्ठी है।’ पवार ने मंदिरों को लेकर ठाकरे के फैसले का बचाव किया। उन्होंने लिखा, ‘प्रमुख धार्मिक स्थानों पर भीड़ को देखते हुए लोगों के बीच सुरक्षित दूरी बनाए रखना अभी संभव नहीं है।’

मेरे विचार में दोनों पक्षों ने मर्यादाओं का उल्लंघन किया। राज्यपाल ने भी ऐसी बात कही जो उनकी पद के हिसाब से सही नहीं है। मुख्यमंत्री ने भी राज्यपाल की बात का जिस अंदाज़ में जवाब दिया वो भी उनके पद की गरिमा के अनुकूल नहीं है। मुख्यमंत्री को भी राज्यपाल को जवाब देते समय संयम बरतना चाहिए था।

वैसे जमीनी हकीकत बिलकुल अलग है। महाराष्ट्र में मंदिरों को फिर से खोलने की मांग को लेकर प्रदर्शन हो रहे हैं। मंदिर खोले जाने के आंदोलन की शुरुआत शिरडी के साईं मंदिर से हुई। कोरोना की वजह से साईं बाबा के मंदिर के दरवाजे 6 महीने से श्रद्धालुओं के लिए बंद हैं। रोज़ाना पूजा-अर्चना के लिए सिर्फ मुख्य पुजारी को ही अंदर जाने की इजाज़त है। चूंकि शिरडी में श्रद्धालुओं की वजह से हजारों लोगों को रोजगार मिलता है, हजारों घरों का चूल्हा जलता है। इसलिए लोग मंदिर को खोलने की मांग कर रहे हैं।

मंगलवार को मुंबई के सिद्धिविनायक मंदिर के बाहर सैकड़ों लोग सुबह-सुबह ही जमा हो गए। प्रशासन को भी अंदाजा था कि सिद्धिविनायक के बाहर प्रदर्शन हो सकता है। इसलिए सुरक्षा के इंतजाम किए गए थे। बड़ी संख्या में पुलिस की तैनाती कर दी गई थी। इसलिए किसी तरह का हंगामा तो नहीं हुआ। लेकिन लोगों ने सरकार के खिलाफ नारेबाजी की। मंदिर के बाहर ही आरती की, वहां बैठकर भजन गाए और गणपति बप्पा से उद्धव ठाकरे को सद्बुद्धि देने की प्रार्थना की। प्रदर्शन कर रहे लोगों की ये भी एक दलील है कि जब रोजगार के नाम पर बार और रेस्तरां खोले जा रहे हैं, 15 अक्टूबर से सिनेमा हॉल खुलने वाले हैं, तो फिर मंदिरों को ही क्यों बंद रखा जा रहा है? लोगों का कहना था कि जब महाराष्ट्र में पब खुल सकते हैं, बार खुल सकते हैं, रेस्तरां खुल सकते हैं तो फिर मंदिर खोलने में क्या दिक्कत है? मंदिर में तो बार और पब से ज्यादा अनुशासन का पालन होता है।

महाराष्ट्र के पुणे और नागपुर में भी मंदिर खोले जाने की मांग को लेकर प्रदर्शन हो रहे हैं। असल में 17 अक्टूबर से नवरात्र शुरू होने वाले हैं इसलिए लोग चाहते हैं कि नवरात्र से पहले सरकार मंदिर खोलने का फैसला कर ले। राज्यपाल ने अपनी चिट्ठी में इस बात का जिक्र किया था कि दिल्ली में 8 अक्टूबर से मंदिरों को फिर से खोल दिया गया है, और अभी तक राष्ट्रीय राजधानी में कोरोना वायरस के मामलों की संख्या में कोई बढ़ोतरी नहीं हुई है।

उद्धव ठाकरे की मुश्किल ये है कि महाराष्ट्र के लोग उनसे नाराज़ हैं। महाराष्ट्र की सरकार से और शिवसेना की हरकतों से नाराज़ हैं। उद्धव ठाकरे का कहना है कि लोगों को कोरोना से बचाने के लिए वो मंदिर नहीं खोलना चाहते हैं, लेकिन लोग कहते हैं कि उद्धव जी ने कोरोना से ऐसा बचाया कि महाराष्ट्र में कोरोना से मरने वालों की तादाद सबसे ज़्यादा है। यहां कोरोना के केस सबसे ज्यादा हैं।

अकेले महाराष्ट्र की बात करें तो यहां कोरोना वायरस के 15.4 लाख मामले सामने आए हैं, जिनमें से 12.8 लाख मरीज ठीक हो चुके हैं। 40,514 लोगों की कोरोना संक्रमण से मौत हो चुकी है। वहीं राष्ट्रीय स्तर पर कोरोना के आंकड़े की बात करें तो अबतक कुल 72.4 लाख मामले सामने आए हैं, जिसमें 63 लाख लोग ठीक हो चुके हैं और अबतक 1.11 लाख लोगों की कोरोना संक्रमण से मौत हो चुकी है। निश्चित तौर पर उद्धव ठाकरे को बहुत सारे सवालों का जवाब देना है।

लोग तो ये भी पूछते हैं कि जब उद्धव ठाकरे 1 जुलाई को अपने परिवार के साथ पूजा के लिए पंढरपुर मंदिर का दरवाज़ा खुलवा सकते हैं तो जनता के लिए क्यों नहीं? क्या उद्धव की भक्ति में शक्ति है और आम आदमी की इबादत सियासत है? मेरा कहना तो ये है कि जैसे बार खुले, जैसे रेस्टौरेंट खुले वैसे ही कोविड गाइडलाइंस का पालन करते हुए शर्तों के साथ, सावधानी के साथ, मंदिर भी खोल दिए जाने चाहिए।

राज्यपाल के साथ उद्धव ठाकरे के व्यक्तिगत मतभेद हो सकते हैं, लेकिन उन्हें राज्य की जनता के कल्याण को ध्यान में रखना चाहिए। उन्हें यूपी के मुख्यमंत्री योगी आदित्यनाथ के फैसले को देखना चाहिए। योगी ने 8 जून को यूपी में लगभग 40,000 मंदिरों को फिर से खोलने की अनुमति दी, जिनमें प्रसिद्ध काशी विश्वनाथ मंदिर और मथुरा के मंदिर भी शामिल हैं। क्या इससे यूपी में कोरोना के मामलों में तेजी आई है? इसका अंदाजा इस तथ्य से लगाया जा सकता है कि यूपी में अब तक कोरोना वायरस के केवल 4.39 लाख मामले सामने आए हैं और अबतक 6,438 लोगों की मौत हुई है।

मेरा कहना ये है कि अब उद्धव ठाकरे राज्यपाल के कहने से मंदिर खोलें या जनता के कहने से। सबसे ज़रूरी है कि इसे प्रतिष्ठा का या ईगो (अहंकार) का प्रश्न ना बनायें। ये सवाल लोगों की आस्था और भावना से जुड़ा है। वे लोगों की नीयत पर शक न करें।
