Yesterday I came across Sharjeel Usmani’s venomous speech against Hindus. Sharjeel has been in news for his poisonous utterances in Aligarh. He is facing several cases for provoking people and making hate speeches.
Pune Police on Tuesday filed an FIR against this former Aligarh Muslim University student leader on charge of making a provocative speech against Hindus at the Elgar Parishad 2021 meet held in the city on January 30. An offence under Section 153A (promoting enmity between different groups on communal grounds) of the Indian Penal Code was registered after a preliminary inquiry, and after going through a video of his speech.

Sharjeel Usmani was arrested by UP police for making provocative speeches and instigating riots in Aligarh in December, 2019 after which he was released by court on bail. Since then he has been externed from entering Aligarh district, and is busy giving provocative speeches among Muslims throughout the country.

In my prime time show ‘Aaj Ki Baat’ on Tuesday night, we showed a video of his venomous speech in which he lashed out at Hindu community and had threatened retaliation. What did he exactly say?

Sharjeel told the gathering attended by anti-Modi and pro-Left intellectuals: “I do not believe in nationalism. I want to make it very clear and I have come here to say this. Earlier, I used to speak softly. Today I want to say clearly that Hindu society in India has become rotten. They killed 14-year-old Junaid on a running train by stabbing him with a knife 31 times, but nobody came forward to save the 14-year-old boy. People who lynch others come from among us, but this has become so normal that nobody now questions such lynching.

“ Earlier, one needed a reason to kill Muslims in India. At that time, they used to say somebody belongs to Indian Mujahideen, or SIMI. Stories used to be spun to say that so and so had links with bomb blasts. They used to give justifications for killing or perpetrating atrocities on Muslims. Now, they just kill, they do not need excuses”, he said.

Sharjeel said: “If one eats meat, whether beef or mutton or chicken, kill. If they travel in train, ask for seats, if they refuse, then kill. You can consider this as a threat to people from Hindu society. Try to understand. Any living people, whether a human being or an animal, if you play with its life, it will retaliate, even if it’s weak. Normally, a lizard never bites, but if you try to tease it twice, it will bite. So, at least do not go to such an extent that it may retaliate. Elgar means war, you can do ‘elgar’ only if people among us are ready to offer martyrdom or sacrifice.”

The former AMU student leader did not stop here. He said at the Elgar Parishad meet: “For the last six years, Muslims and Islam in India have been under attack. Anybody can say anything against our religion. This month (January), at a seminar in Chaudhary Charan Singh University, a speaker came and said, a human being will turn into a monster if he recites the Holy Quran. We will create a Hindu Rashtra in the next four years, and then you will see, Muslims will cease to have any power. Such speakers rot your (Hindu) society and your children attend their gatherings. Now we (Muslims) will raise fingers at both. Please try to bring back your children from such gatherings, we will do the same with our children.”

Sharjeel Usmani made these remarks in the presence of pro-Naxalite writer Arundhati Roy, former IPS officer S M Mushref and retired judge B. G. Kolse Patil. These remarks were made in a state ruled by late Balasaheb Thackeray’s Shiv Sena, which once used to claim that it owned the patent on Hindutva and was more radical compared to the BJP. But look what political compulsions have done to Shiv Sena.

The party that used to claim saffron ownership is now silent on poisonous remarks made by Usmani, and that too, in Shiv Sena’s fortress in Pune. The Shiv Sena, which was founded in the name of Chhatrapati Shivaji Maharaj, is silent on this issue and none of its cadres are out on the streets to condemn Sharjeel’s remarks.

After Sharjeel’s video became viral on social media, a local lawyer filed an FIR at the local Swargate police station in Pune. The BJP took up the issue and has alleged that the Shiv Sena-NCP-Congress Maharashtra Vikas Aghadi government is toeing a soft line towards Usmani.

The most stinging remark against Shiv Sena was made by senior BJP leader and former Chief Minister Devendra Fadnavis who said, “ an outsider comes to Maharashtra and insults the feelings of Hindu community. Is there Mughal rule in Maharashtra, that any one can come and insult Hindus and goes away scot-free?”

In a letter to Maharashtra CM Uddhav Thackeray, Fadnavis wrote: “”The statement made by Sharjeel Usmani at Elgar Parishad event in Pune on 30 January against Hindu community is defamatory, objectionable and is very serious, there is a need for the state government to immediately take strict action on it.. the statement made by him is objectionable and were meant to disrupt the communal harmony. … When it was known what had happened through the Elgar Parishad event in the past, such an event should not have been permitted to happen. How wrong it was to permit this event to happen is now visible through Sharjeel’s speech. It is not good to ignore things that happened in the event if the event was given permission.”

The feeling was echoed by senior NCP leader and Maharashtra minister Chhagan Bhujbal who said the speaker (Usmani) should have kept himself within limits while speaking against a community.

Had the late Balasaheb Thackeray been alive, nobody would have dared make such a provocative speech on the soil of Maharashtra and leave unscathed. A political party like Shiv Sena never takes such remarks lightly, but it is unfortunate that the present government is headed by the Shiv Sena chief. Forget taking action against Usmani, not a single Shiv Sena leader came forward to condemn his provocative speech. The same party, Shiv Sena, in 2018 had described those who assembled at the first Elgar Parishad event as anti-nationals and terrorists. Shiv Sena had then compared the Elgar Parishad activists with Al Qaeda.

Uddhav Thackeray should read what his party organ Saamna had written in its editorial at that time. Shiv Sena was then an ally of BJP, and had taken a strong stand, but now times have changed. Shiv Sena is in a cosy relationship with Congress and NCP, and for saving its government, the party has decided to remain silent. Political compulsion is the reason behind this silence. Earlier Shiv Sena leaders used to scream in their quest for throne, but now they are silent in order to keep their throne intact. Such silence underlines the fact that in politics, ideology does not matter. Political equations now decide the thoughts and actions of a party.

वित्त मंत्री निर्मला सीतारामन ने जब सोमवार को विकासोन्मुखी बजट पेश किया तो शेयर बाजार ने 2,315 अंकों की भारी उछाल के साथ इसका स्वागत किया। वहीं विपक्ष ने यह सवाल उठाया कि क्या इस बजट से लोगों को रोज़गार मिलेगा। क्या इस बजट से रोजगार की संभावनाएं ज्यादा पैदा होंगी?

इंडिया टीवी पर मेरे प्राइम टाइम शो ‘आज की बात’ में सीतारामन ने सोमवार रात को कहा कि उन्हें पूरा भरोसा है कि कृषि और इंफ्रास्ट्रक्चर पर सरकार जो भारी भरकम पैसे खर्च करेगी, उसका अर्थव्यवस्था पर काफी अच्छा असर पड़ेगा।

सीतारामन ने कहा कि आम तौर पर अर्थशास्त्री यह मानते हैं कि इंफ्रास्ट्रक्चर पर खर्च होनेवाले हर एक रूपये पर दो से ढाई रुपये का वैल्यू मिलता है। इंफ्रास्ट्रक्चर प्रोजेक्ट शुरू करने से पहले से ही इसमें रोजगार मिलने लगता है। रोजगार मिलने का यह क्रम इंफ्रास्ट्रक्चर प्रोजेक्ट पर काम शुरू होने के दो से पांच साल तक मिलता रहेगा। इससे जहां संपत्ति का सृजन होता है वहीं लोगों को रोजगार भी मिलता है। इससे सीमेंट और स्टील जैसे कोर सेक्टर में भी रोजगार की संभावनाएं बढ़ेंगी क्योंकि इनके पास भी इंफ्रा प्रोजेक्ट्स से ऑर्डर आते हैं। इसे virtuous cycle कहते हैं। एक से दूसरा और दूसरे से तीसरा जुड़ा हुआ है। इस तरह से अर्थव्यवस्था को गति मिलती है।

सीतारामन ने विपक्ष के इस आरोप को खारिज कर दिया कि बजट में गरीब और मध्यम वर्ग के लिए उस तरह कुछ भी नहीं दिया गया है जैसे महामारी के दौरान अमेरिका ने हर परिवार को 2000 डॉलर तक के चेक दिए थे। वित्त मंत्री ने याद दिलाया कि फिछले साल लॉकडाउन लागू करने के 48 घंटे के अन्दर सरकार ने गरीबों, जरूरतमंदों, विकलांगों और वृद्धों के बैंक खातों में प्रधानमंत्री गरीब कल्याण योजना के तहत डायरेक्ट बेनिफिट ट्रांसफर के जरिए किस्तों में पैसे भेजना शुरू कर दिया था। “ हमने उससे एक सबक सीखा। क्योंकि जिन लोगों को पैसा मिला उन लोगों ने उसे तुरंत खर्च नहीं किया। मैं इसके लिए उन्हें जिम्मेदार या दोषी नहीं ठहरा रही हूं। लेकिन इस महामारी को लेकर उस समय अनिश्चितता थी इसलिए लोगों ने उस वक्त पैसे को बचाना मुनासिब समझा। लोगों के हाथों में पैसा डालना कोई सीधा सादा समाधान नहीं है। ”

सीतारामन ने कहा, “ मैं उस देश का नाम नहीं लूंगी लेकिन जिन देशों ने अपने जीडीपी का 15 फीसदी तक पैसा महामारी के दौरान खर्च कर दिय़ा, और अपने कर्मचारियों को छुट्टी पर भेजने के एवज में कॉर्पोरेट्स को इन्सेंटिव दिया, वही देश अब अपने राजस्व को बढ़ाने के लिए टैक्स बढ़ा रहे हैं। इसके विपरीत हमने इस बजट में टैक्स की दरों को नहीं बढ़ाया और न ही हमने कीमतें बढ़ाई हैं। “

निर्मला सीतारामन ने उन आलोचकों को जवाब दिया, जो यह सवाल कर रहे थे कि सरकार अपने राजकोषीय घाटे की भरपाई कैसे करेगी। सीतारामन ने कहा: “ इन लोगों ने तो महा मारी के समय पहले हमसे कहा कि आप करेंसी प्रिंट करो, राजकोषीय घाटे और रेटिंग एजेंसियों के बारे में चिंता मत करो। अब यही लोग राजकोषीय घाटे को लेकर सवाल उठा रहे हैं। मैं अधिक खर्च करने के पक्ष में थी और मैंने तब कहा था कि अगर मैंने अभी खर्च नहीं किया तो विकास रूक जाएगा। हमें खर्च करने में संकोच नहीं है।’

यह पूछे जाने पर कि सरकार अधिक खर्च करने के लिए पैसे का इंतजाम कैसे करेगी, सीतारामन ने कहा, ‘हां, मैंने इस साल कर्ज लेने के कैलेंडर की घोषणा की है, हम अगले साल भी कर्ज लेने की घोषणा करेंगे, हम उचित दरों पर कर्ज लेने के लिए आरबीआई के साथ चर्चा कर रहे हैं। सरकार ज़रूर कर्ज लेगी। हमारा उद्देश्य एक सीमा तक कर्ज लेना है, और फिर धीरे-धीरे राजकोषीय घाटे को कम करना है ताकि अर्थव्यवस्था की रफ्तार में कोई बाधा न आए।’

अपने बजट में, सीतारामन ने इतिहास में पहली बार स्वास्थ्य क्षेत्र के लिए 137 प्रतिशत वृद्धि का प्रस्ताव रखा है, लेकिन इसमें से 35,000 करोड़ रुपये कोरोना की वैक्सीन पर खर्च किए जाएंगे। स्वास्थ्य सेवा को गति देने के लिए एक नई योजना- ‘प्रधानमंत्री आत्म निर्भर स्वस्थ भारत योजना’ शुरू की जाएगी। इसी तरह, सड़क परिवहन और राजमार्ग मंत्रालय के लिए बजट में सबसे ज्यादा 18 प्रतिशत की वृद्धि करके अब तक की सबसे बड़ी राशि 1.18 लाख करोड़ रुपये का प्रस्ताव रखा गया है। इससे इस साल 11 हजार किलोमीटर तक नेशनल हाईवे बनाने के लक्ष्य को पूरा किया जाना है। इसके तहत छह-लेन हाईवे, स्पीड राडार और नए एक्सप्रेस वे बनाए जाएंगे। इस इंफ्रास्ट्रक्चर के लिए भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (NHAI) बाजार से 65,000 करोड़ रुपये जुटाएगा और प्रतिदिन 40 किलोमीटर हाईवे बनाने का लक्ष्य पूरा किया जाएगा।

यह बताने की कोई जरूरत नहीं है कि निर्मला सीतारामन ने इस बजट को जिन परिस्थितियों में बनाया वे कोई आम परिस्थितियां नहीं हैं। देश पिछले एक साल से कोरोना के संकट से जूझ रहा है, और इस एक साल के दौरान लॉकडाउन के चलते इंडस्ट्री बंद रहीं, सरकार की आमदनी के स्रोत सीमित रह गए और खर्चे बेतहाशा बढते रहे। लॉकडाउन के दौरान हर हिंदुस्तानी को खाना खिलाने की जिम्मेदारी सरकार पर थी। जैसा कि मोदी और सीतारामन ने कहा, सरकार पिछले एक साल के दौरान पहले ही 5 आर्थिक पैकेजों की घोषणा कर चुकी है जो 5 ‘मिनी बजट’ की तरह थे। पिछले एक साल में हमने सीतारामन को 20 लाख करोड़ रुपये के प्रोत्साहन पैकेज के बारे में बताते हुए 5 बार सुना। ऐसे में इस बजट के लिए बहुत कुछ नहीं बचा था, और अधिकांश लोग इनकम टैक्स, कॉर्पोरेट टैक्स और इनडायरेक्ट टैक्स में भारी बढ़ोतरी की आशंका जता रहे थे। बढ़ती कीमतों और मुद्रास्फीति के बारे में भी आशंकाएं थीं, जबकि इन्फ्रा सेक्टर को लगता था कि फंड की कमी के चलते रफ्तार कम हो जाएगी। कई तरह की सब्सिडी खत्म होने की भी बात चल रही थी, लेकिन ऐसा कुछ भी नहीं हुआ।

निर्मला सीतारामन ने इस बजट में कमाल कर दिया। इसीलिए मुझे लगा कि ये एक पॉजिटिव बजट है और इसमें कोई निगेटिविटी नहीं है। प्रधानमंत्री नरेंद्र मोदी ने जो सोचा वह निर्मला सीतारामन ने इंम्पलिमेंट किया। आम आदमी पर कोई नया बोझ नहीं डाला। सरकार ने अपनी इनकम के नए रास्ते खोजे, रोजगार के ज्यादा अवसर बनाए, ‘वोकल फॉर लोकल’ को ध्यान में रखा और आत्मनिर्भर भारत की दिशा में पूरे विश्वास के साथ कदम आगे बढ़ाए। प्रधानमंत्री नरेंद्र मोदी ने इसीलिए यह कहते हुए बजट की सराहना की कि यह एक ‘एक प्रो-ऐक्टिव बजट है जो धन सृजन के साथ-साथ जनकल्याण को भी बढ़ावा देगा।’

2020 पूरी दुनिया के लिए एक बेहद मुश्किल साल था और कोरोना वायरस की महामारी के चलते भारतीय अर्थव्यवस्था को भी प्रभावित किया। हमारे प्रधानमंत्री नरेंद्र मोदी के सामने यह एक बड़ी चुनौती थी, जिन्हें यह सुनिश्चित करना था कि महामारी या फिर भुखमरी के चलते 135 करोड़ भारतीयों की जान न जाए। और प्रधानमंत्री मोदी ने इस चुनौती का सामना बखूबी किया। आज महामारी काफी हद तक नियंत्रण में है, वैक्सीनेशन का काम शुरू हो गया है और अर्थव्यवस्था खड़ी होती नजर आ रही है। सिर्फ किसान दो महीने से भी ज्यादा वक्त से ‘धरने’ पर बैठे हैं, और मोदी ने किसानों के हितों का भी ध्यान रखा है। बजट के जरिए उन्होंने किसानों को संदेश भी दिया है कि सरकार उनकी आय में 150 प्रतिशत की वृद्धि करने के लिए प्रतिबद्ध है।

इसी तरह मैन्युफैक्चरिंग सेक्टर में सरकार स्वैच्छिक ऑटो स्क्रैपिंग पॉलिसी के साथ आई है, जिसके तहत 20 साल से अधिक पुराने सभी वाहन ऑटोमेटेड टेस्ट से गुजरेंगे और उन्हें स्क्रैप कर दिया जाएगा। इससे 50,000 करोड़ रुपये का राजस्व प्राप्त होगा और पिछले साल लॉकडाउन का बहुत बुरा असर झेलने वाली ऑटोमोबाइल इंडस्ट्री में ज्यादा नौकरियां पैदा होंगी। उस समय बिक्री लगभग बन्द रहने के कारण देश भर में कारों के हजारों शोरूम बन्द हो गए थे।

कुल मिलाकर बजट को देखते हुए मुझे लगता है कि 3 ऐसे क्षेत्र हैं जहां पर सरकार अपना ध्यान केंद्रित कर रही है: स्वास्थ्य, कृषि और बुनियादी ढांचा। ये तीनों सेक्टर सरकार के लिए बड़ी चुनौती हैं। कोरोना वायरस की महामारी ने हमें ये अहसास दिला दिया कि देश में स्वास्थ्य सुविधाओं का काफी अभाव है। पीपीई किट, वेंटिलेटर, टेस्टिंग फैसिलिटी, ऑक्सीजन सिलेंडर और अन्य जरूरी मेडिकल इक्विपमेंट्स भी नहीं थे। डॉक्टरों, नर्सों और पैरामेडिक्स की भारी कमी थी। कई जिलों में प्राथमिक स्वास्थ्य केंद्रों की संख्या भी काफी कम थी। पीपीई किट, वेंटिलेटर के निर्माण और टेस्टिंग फैसिलिटी को तैयार करने में पिछले एक साल में असाधारण तेजी नजर आई है।

इसी तरह कृषि के क्षेत्र में सरकार ने 3 ऐतिहासिक कानून बनाए, लेकिन विपक्ष ने स्वयंभू किसान नेताओं के साथ मिलकर इन कानूनों के बारे में किसानों को गुमराह करने की पूरी कोशिश की, और उनका यह काम अभी भी जारी है। सरकार ने 11 दौर की बातचीत के जरिए किसानों की भावनाओं को समझने की पूरी कोशिश की, और 18 महीने के लिए कानूनों को होल्ड पर रखने का भी ऑफर दिया, लेकिन फिर भी किसान नेताओं ने अपना जिद्दी और अड़ियल रवैया नहीं छोड़ा। इसके नतीजे में किसान 2 महीने से भी ज्यादा समय से धरने पर बैठे हैं, और इस दौरान हिंसा और तिरंगे के अपमान के चलते देश की छवि भी धूमिल हुई है। सरकार किसानों की आशंकाओं को दूर करने की लगातार कोशिश कर रही है, और प्रधानमंत्री पहले ही कह चुके हैं कि यदि किसान बातचीत को फिर से शुरू करना चाहते हैं तो वह केवल ‘एक कॉल दूर’ हैं।

इंडस्ट्री की बात करें तो फैक्ट्रियों में माल बन रहा है, ट्रांसपोर्टेशन भी हो रहा है लेकिन मॉल्स खाली बड़े हैं और ज्यादातर दुकानों पर खरीदार नहीं हैं। ट्रांसपोर्ट सेक्टर, टेक्सटाइल से लेकर खिलौने के कारोबार तक में मंदी नजर आ रही है क्योंकि ग्राहकों के पास सामान खरीदने के लिए पैसे नहीं हैं। कोरोना के कारण लोगों ने बाहर खाना बंद कर दिया है, इससे होटल और फूड इंडस्ट्री बुरी तरह प्रभावित हुई है। लोग बाहर नहीं जा रहे हैं जिसके चलते टूरिज्म सेक्टर बर्बाद हो गया है। लोगों ने प्रॉपर्टी में इन्वेस्ट करना कम कर दिया है, जिससे रियल एस्टेट सेक्टर कमजोर हुआ है। ये सभी ऐसे सेक्टर हैं जो बड़ी संख्या में रोजगार देते हैं। यही वजह है कि सरकार सड़क, रेलवे, बंदरगाह और हवाई अड्डों जैसी बुनियादी सुविधाओं पर बजट का एक बड़ा हिस्सा खर्च करने जा रही है ताकि रोजगार पैदा हो सकें।

एक बार अर्थव्यवस्था की हालत सुधरेगी, और लोगों की जेब में पैसा होगा तो दुनिया भर की कंपनियां बिजनस के लिए भारत आएंगी। सरकार ने इस बजट के जरिए यही पहिया घुमाने की पूरी कोशिश की है। इसलिए विरोधी दल भले ही कहें कि बजट में कुछ भी नया नहीं है, मुझे लगता है कि यह बजट निश्चित रूप से हमारी अर्थव्यवस्था को आगे बढ़ने की ताकत देगा। भारतीय अर्थव्यवस्था में जरूर उछाल आएगा, यह एक बार फिर अपने पैरों पर खड़ी होगी, और आत्मनिर्भर भारत के लक्ष्य के साथ एक नए भारत का निर्माण होगा जिसपर हम सभी गर्व करेंगे।

On Monday, when the stock market welcomed Finance Minister Nirmala Sitharaman’s growth-oriented annual budget with a huge jump of 2,315 points, there were questions raised by the opposition about whether the budget would generate more employment. Appearing in my prime time live show in ‘Aaj Ki Baat’ on India TV, Sitharaman said she was confident that money that will be spent on agriculture and infrastructure will “definitely have a multiplier effect”.

“Each rupee of public spending on infrastructure generates a value of not less than Rs two or two and a half”, Sitharaman told me. “Even before work on infrastructure projects commences, it will generate employment. The employment cycle will continue for the next two to five years as work on infra projects continue. It leads to both assets creation and generation of employment. This will also create employment in core sectors like cement and steel, which will be getting orders from infra projects. This is called virtuous cycle which has a multiplier effect in giving a boost to economy”, she explained.

Sitharaman rejected the Opposition’s charge that the budget has not given money in the hands of poor and middle class, like the US which gave cheques up to $2000 to every American family during the pandemic. The Finance Minister pointed out that within 48 hours of the imposition of lockdown, the government started releasing money to the bank accounts of the poor, needy, handicapped and old people through Direct Benefit Transfer under Pradhan Mantri Garib Kalyan Yojana. We learnt a lesson from that. People who got the money did not spend it immediately. I am not holding them responsible. Since there was uncertainty about the pandemic, people chose to save that money. There is no straight solution by putting money in the hands of the people.”

She said, “I will not name countries, but those developed countries who gave out money up to 15 per cent of their GDP, and gave incentives to corporates for sending their employees on furlough, are now going to increase taxes to mop up revenue. On the contrary, we, in this budget, did not raise taxes nor did we increase prices of commodities.”

She hit out at those who were questioning how the government would bridge its fiscal deficit. Sitharaman said: ”These people had earlier given suggestions to increase spending by printing currency and not to worry about rating agencies. The same people are now raising questions about fiscal deficit. I was in favour of spending more and I had then said that if I do not spend now, I will be halting growth. We did not hesitate in spending.

Asked how the govt would arrange funds for spending more, Sitharaman said, “Yes, I have announced the calendar for borrowing this year, we will be announcing borrowing for next year too, we are in discussion with RBI for borrowing at reasonable rates. Government will surely go in for borrowing. Our aim is to borrow to a limit, and then gradually reduce fiscal deficit so that the growth of economy is not hampered.”

In her budget, Sitharaman has proposed a whopping 137 per cent increase in outlay for health for the first time in history, but this factors in Rs 35,000 crore that will be spent on Covid vaccines. A new scheme – Pradhan Mantri Atma Nirbhar Swastha Bharat Yojana will be launched to ramp up primary, secondary and tertiary healthcare. Similarly, the highest ever budget outlay of Rs 1.18 lakh crore for road transport and highway ministry makrs an increase of 18 per cent. This will be spent on six-lane highways, speed radars and new expressways, with a target of reaching 11,000 kilometre of national highways to be built this year. National Highways Authority of India will raise Rs 65,000 crore from the market, and the daily highway construction average will be increased to 40 km per day.

There is no gainsaying the fact that Nirmala Sitharaman has prepared this budget under exceptional post-pandemic circumstances. For almost one whole year, most of the industries remained closed due to pandemic and lockdown, revenue resources of the government were limited while expenditure was unlimited due to the pandemic. It was the government’s responsibility during the lockdown period to ensure that every Indian got food. Already, as Modi and Seetharaman said, the government had already announced five tranches of economic stimulus packages during the last one year, which were almost like “mini-Budgets”. We had heard Seetharaman for the past one year explaining details about the Rs 20 lakh crore stimulus package. There was not much left for this budget, and most of the people were apprehending huge hike in income tax, corporate tax, and indirect taxes. There were fears about rising prices and inflation, while the infra sector was expecting a huge dip in outlay due to lack of funds. Subsidies were going to be slashed, but nothing of this sort happened.

Nirmala Sitharaman has done a miracle. I think this is a positive budget and there are no negativities in it. Sitharaman implemented the ideas and vision of Prime Minister Narendra Modi. There was no fresh burden on the common man. The government has opened up new avenues of augmenting funds, creating more jobs, kept ‘vocal for local’ in mind, and these were confident steps towards an “Atmanirbhar Bharat”. The Prime Minister praised the Budget saying it was “a pro-active budget that will give boost to wealth creation as well as wellness”. The year of 2020 that saw a world reeling under Covid pandemic, also affected Indian economy. It was a grave challenge to our Prime Minister, who had to ensure that 135 crore Indians must not die, either due to pandemic or due to starvation. And he has come out of the torrid challenge with flying colours. Today the pandemic is more or less under control, the work of vaccination has begun and the economy is looking up. Only the farmers are on ‘dharna’ for more than two months, and Modi has kept the interests of farmers, too, in his mind. Through the budget, he has sent them the message that the government is determined to enhance their income by 150 per cent.

Similarly, in the manufacturing sector, the government has come up with the Voluntary Auto Scrapping Policy, under which all vehicles more than 20 years old, will undergo automated tests and will be scrapped. This will generate Rs 50,000 crore worth revenue and create more jobs in the automobile sector, which faced the full brunt of the lockdown last year. At that time, thousands of car showrooms had to be closed down as sales dipped.

Overall, looking at the budget, I find there are three sectors on which the government is concentrating : Health, Agriculture and Infrastructure. All these sectors offer a great challenge. The Covid pandemic made us sit and realize that there was lack of a comprehensive healthcare infra. There were not even PPE kits, ventilators, testing facilities, oxygen cylinders and other vital medical equipments. There were acute shortage of doctors, nurses and paramedics. Many districts lacked primary health centres. The speed that was noticed during the last one year in the fields of manufacturing PPE kits, ventilators and readying testing facilities was extraordinary.

Similarly, in agriculture, three path breaking laws were enacted, but the opposition along with self-appointed farmer leaders tried their best to mislead farmers about these laws, and still continue to do so. The government, through 11 rounds of talks, tried its best to assuage the feelings of farmers, and offered even to put the laws on hold for 18 months, and yet the farm leaders are stubborn and adamant. The result: the farmers are sitting on a dharna for more than two months and the nation’s image has been besmirched due to violence and disrespect to national flag. The government continues with its efforts to allay the fears of farmers, and the Prime Minister has already said that he was “only one call away” if the farmers want to resume talks.

In industry, goods are being manufactured and transported, but the malls are empty and most of the shops have hardly any buyers. Transport sector, textile, toy industry, and several other sectors are looking at recession, because consumers do not have money to buy. The tourism, travel, aviation, hotel and food industry sectors are in doldrums due to lack of tourists and consumers. The real estate sector is limping as there are very few home buyers. These were the sectors that used to give employment to lakhs of people. It is in this context that the government has come forward to spend a huge chunk of the budget on infrastructure like road, railways, ports and airports, to generate employment.

Once the economy is geared up, and people have money in their pockets, the world will come to India for business. On its, part, the government has tried its best to move the wheels through this budget. Even as naysayers in the opposition may say that the budget has nothing new to offer, I believe that this budget will surely give a boost to growth in our economy. Indian economy will definitely rebound and stand on its legs, and with Atmanirbhar Bharat as the aim, this will nurture a new India we shall all be proud of.

दिल्ली के सिंघू बॉर्डर पर शुक्रवार को एक प्रदर्शनकारी ने तलवार से एक सीनियर पुलिस अफसर पर हमला कर दिया। हमले के बाद खून से लथपथ अफसर की तस्वीर को लेकर पूरे देश में गुस्सा है। यह हमला 26 जनवरी को मचे उस उपद्रव के तीन दिन बाद हुआ जिसमें राष्ट्रविरोधी तत्वों ने लाल किले पर चढ़कर तिरंगे का अपमान किया था और पुलिसवालों को चोट पहुंचाने के लिए तेज रफ्तार ट्रैक्टरों और तलवारों का इस्तेमाल किया था।

बहादुर पुलिस अफसर, अलीपुर के एसएचओ प्रदीप पालीवाल पर शुक्रवार को जिस व्यक्ति ने तलवार से हमला किया, वह पंजाब के नवांशहर का रहने वाला रंजीत सिंह है। वह एक हिंसक भीड़ का हिस्सा था । उस वक्त आसपास के गांवों के लोग प्रदर्शनकारियों से मांग कर रहे थे कि वे सिंघू बॉर्डर से चले जाएं, और थोड़ी ही देर में हालात इतने बिगड़ गए कि दोनों तरफ से पत्थरबाजी होने लगी।

SHO प्रदीप पालीवाल हालात को काबू करने के लिए अपने साथियों संग वहां पहुंचे थे। वह लोगों को समझा रहे थे, लेकिन तभी एक टेंट से निकल कर दंगाई हाथ में नंगी तलवार लेकर बैरीकेड्स के पीछे से आया और सीधा पुलिस टीम पर हमला कर दिया। लोग कुछ समझ पाते, इससे पहले ही रंजीत सिंह ने SHO पालीवाल पर तलवार से कई वार कर दिए। प्रदीप पालीवाल का हाथ कई जगह से कट गया, और उनकी हथेली से खून की धार बहने लगी। इंडिया टीवी के संवाददाता कुमार सोनू से बात करते हुए प्रदीप पालीवाल ने कहा कि पुलिस पर हमला सतनाम सिंह पन्नू और सरवन सिंह पंढेर के कहने पर हुआ। ये दोनों नेता वहां मौजूद लोगों को हमले के लिए उकसा रहे थे।

अब इसमें शक की कोई गुंजाइश नहीं रहनी चाहिए कि हिंसा की इन घटनाओं को पन्नू और पंढेर जैसे स्वयंभू किसान नेताओं की शह पर अंजाम दिया जा रहा है। ये नेता अभी भी किसानों के शीर्ष नेतृत्व का हिस्सा हैं। 26 जनवरी को लाल किले पर हुई घटनाओं को लेकर इन दोनों नेताओं पर पहले से ही देशद्रोह के आरोप लगे हैं। अगर किसान संगठनों के नेता इन लोगों को सपोर्ट नहीं करते, इन्हें अपराधी मानते हैं, तो किसानों के आंदोलन में सतनाम सिंह पन्नू और सरवन सिंह पंढेर के टेंट क्यों लगे हैं?

शुक्रवार को सिर्फ एक ही पुलिस अफसर का खून नहीं बहा था। विभिन्न जगहों पर इस तरह के हमलों में कई पुलिसवाले घायल हुए। नरेला के SHO पर भी तलवार से हमला हुआ, उनके हाथ में भी चोट आई, लेकिन चूंकि वहां मौके पर पुलिसकर्मियों की संख्या ज्यादा थी इसलिए उन्हें बचा लिया गया। उन्हें हॉस्पिटल ले जाया गया, और प्राथमिक उपचार के बाद नरेला के SHO फिर ड्यूटी पर पहुंच गए। पत्थरबाजी के जरिए भी पुलिस को निशाना बनाया गया जिसमें एक IPS अफसर घायल हो गए।

तनाव तब शुरू हुआ जब दोपहर को आसपास के इलाकों के 200 से भी ज्यादा गांववाले तिरंगा लेकर प्रदर्शन स्थल पर पहुंच गए। उन्होंने मांग की कि प्रदर्शनकारी बॉर्डर को खाली कर दें। नारेबाजी करने के बाद भीड़ पुलिस का घेरा तोड़कर धरना स्थल तक पहुंच गई। प्रदर्शनकारी किसानों ने भी तलवारों और लाठियों से हमला बोल दिया जिसके बाद पुलिस को लाठीचार्ज करनी पड़ी और आंसू गैस के गोले दागने पड़े। ग्रामीणों को आखिरकार पुलिस ने वहां से हटाया और तब कहीं जाकर शांति बहाल हुई।

इंडिया टीवी के रिपोर्टर्स ने आसपास के गावों में रहने वाली कई बुजुर्ग महिलाओं से बात की। उन्होंने कहा कि जब से आंदोलन चल रहा है, तब से गांव की बहू-बेटियों का घर से निकलना मुश्किल हो गया है। इन बुजुर्ग महिलाओं ने कहा कि किसानों के बीच में अपराधी घुसे हैं, ये लोग रात में आसपास के गावों में घूमते हैं, नशा करते हैं, छेड़खानी और भद्दे कमेंट्स कसते हैं। अगर किसानों के आंदोलन के नाम पर ऐसी हरकतें हो रही हैं तो कौन समझदार शख्स इसे बर्दाश्त करेगा? ये गांववाले पिछले दो महीनों से प्रदर्शनकारी किसानों को पानी, दूध, फल और सब्जियां पहुंचा रहे थे, लेकिन अब वे नाराज हैं और चाहते हैं कि किसान बॉर्डर छोड़कर चले जाएं।

ऐसी खबरें हैं कि किसानों के नेता धरना छोड़कर वापस लौट रहे अपने समर्थकों को हाथ जोड़कर रोक रहे हैं क्योंकि इससे आंदोलन धीमा पड़ जाएगा, लेकिन वे रुकने को तैयार नहीं हैं। मीडिया के लोगों को कैमरों के साथ टेंट के पास जाने नहीं दिया जा रहा है। ऐसी भी खबरें हैं कि अधिकांश टेंट खाली हो गए हैं और समर्थक पंजाब में अपने घरों के लिए रवाना हो गए हैं। इंडिया टीवी की रिपोर्टर विजयलक्ष्मी को कई टेंट्स में कैमरे का इस्तेमाल करने से रोक दिया गया। उन्होंने आसपास के दुकानदारों से बात की तो पता चला कि अधिकांश किसान 26 जनवरी के दंगे के बाद वहां से जा चुके हैं।

ऐसे ही हालात दिल्ली के टिकरी बॉर्डर पर भी हैं, जहां आस-पास के गावों में रहने वाले लोगों ने विरोध-प्रदर्शन किया। उन्होंने मांग की कि आंदोलन कर रहे किसान रविवार तक वहां से चले जाएं, नहीं तो 36 गांवों के लोग आएंगे और प्रदर्शनकारियों को हटाएंगे। प्रदर्शनकारियों का विरोध करने वालों में महिलाएं भी शामिल थीं, जिन्होंने आरोप लगाया कि प्रदर्शनकारी शाम के वक्त शराब पीकर हंगामा करते हैं और महिलाओं के साथ छेड़खानी करते हैं। महिलाओं ने कहा कि प्रदर्शनकारियों के चलते आसपास के लोगों का जीना दूभर हो गया है। हरियाणा-राजस्थान सीमा स्थित शाहजहाँपुर में भी ऐसे ही हालात हैं जहां स्थानीय ग्रामीण आंदोलनकारियों से लगातार मांग कर रहे हैं कि वे अब चले जाएं।

सिंघु और टिकरी बॉर्डर पर भले ही हंगामा हो रहा हो, लेकिन गाज़ीपुर बॉर्डर पर हालात बिल्कुल अलग हैं। यहां भारतीय किसान यूनियन के नेता राकेश टिकैत ‘धरने’ पर बैठे हुए हैं। पश्चिमी उत्तर प्रदेश के किसानों ने मुजफ्फरनगर में हुई एक महापंचायत में फैसला किया कि वे गाजीपुर में विरोध प्रदर्शन को फिर से शुरू करेंगे। गुरुवार की शाम राकेश टिकैत ने रो-रोकर जिस तरह अपनी बात दुनिया का सामने रखी, उसने पश्चिमी उत्तर प्रदेश में किसानों को फिर से लामबंद कर दिया है और वे अब टिकैत के साथ हैं।

शुक्रवार को राष्ट्रीय लोकदल के नेता अजित सिंह ने राकेश टिकैत से फोन पर बात की और उन्हें अपना समर्थन दिया। उनके बेटे जयंत चौधरी गाजीपुर गए और टिकैत से मिले। आम आदमी पार्टी के नेता मनीष सिसोदिया भी गाजीपुर गए और टिकैत के साथ अपनी एकजुटता दिखाई।

कांग्रेस नेता राहुल गांधी ने एक प्रेस कॉन्फ्रेंस को संबोधित करते हुए चेतावनी दी कि अगर किसानों की समस्या का हल नहीं निकला, तो आंदोलन दूसरे शहरों में भी फैल जाएगा जिससे अस्थिरता पैदा होगी। उन्होंने आरोप लगाया कि सरकार किसानों के विरोध और आंदोलन को कुचलने की कोशिश कर रही है। राहुल गांधी ने अपने उन्हीं आरोपों को दोहराया कि प्रधानमंत्री पांच बिजनेसमेन के इशारे पर काम कर रहे हैं और उन्हीं के कहने पर सरकार पहले नोटबंदी, फिर जीएसटी, और अब तीनों कृषि कानून लेकर आई है।

तमाम नेताओं की बयानबाजी के बीच पंजाब के मुख्यमंत्री कैप्टन अमरिंदर सिंह की तरफ से सुलझा हुआ बयान आया। उन्होंने किसान नेताओं से कृषि कानूनों के विवाद को सुलझाने के लिए केंद्र के साथ बैठकों में भाग लेने की अपील की। कैप्टन अमरिंदर सिंह ने कहा, 26 जनवरी को हुई हिंसा के चलते ‘आंदोलन ने अपनी साख खो दी है।’ साथ ही उन्होंने चेतावनी दी कि यदि समस्या का हल नहीं निकला तो इससे पंजाब में अशांति फैल सकती है और यही पाकिस्तान का एजेंडा है।

शिरोमणि अकाली दल के प्रमुख सुखबीर सिंह बादल ने आरोप लगाया कि बीजेपी स्थानीय ग्रामीणों की आड़ में अपने कार्यकर्ताओं को आंदोलनकारी किसानों को हटाने के लिए भेज रही है। बादल ने अपने पार्टी कैडर को प्रदर्शनकारी किसानों की ताकत को बढ़ाने और बीजेपी की चुनौती का मुकाबला करने के लिए सिंघू, टिकरी और गाजीपुर बॉर्डर पर पहुंचने के लिए कहा।

मैंने इन सारे नेताओं के बयान देखे । ऐसा लगता है कि किसान आंदोलन का समर्थन कम होता देखकर किसान संगठनों के नेता जितने परेशान नहीं हैं उससे कहीं ज्यादा राहुल गांधी और सुखबीर सिंह बादल जैसे नेता परेशान हैं। किसानों के धरना स्थल से लौटने से वे परेशान हो गए हैं। यही वजह है कि वे अब किसानों के आंदोलन को तेज़ करने के लिए अपनी पार्टी के कार्यकर्ताओं को लामबन्द करने की कोशिश कर रहे हैं।

जब तक किसानों का आंदोलन अपने पूरे जोर पर था, और सरकार किसानों से बातचीत में लगी हुई थी, ये नेता बहुत खुश थे कि मोदी सरकार धरने से परेशान है । इन नेताओं को एक अच्छी सियासी फसल की उम्मीद थी, लेकिन आंदोलन की साख कम होते देख अब उन्हें लग रहा है कि बाजी उनके हाथ से फिसल रही है। बेहतर होगा कि राहुल गांधी किसानों के आंदोलन पर अपनी ही पार्टी के नेता कैप्टन अमरिंदर सिंह के बातों को सुनें, लेकिन मुश्किल ये है कि वह इसे समझने के लिए तैयार नहीं हैं।

जहां तक किसान नेताओं का सवाल है, वे दिन गए जब वे किसी सियासी लीडर द्वारा धरनास्थल के मंच पर आने की किसी भी कोशिश का कड़ाई से विरोध कर रहे थे। उन्होंने जानबूझकर नेताओं को अपने आंदोलन से दूर रखा था। लेकिन शुक्रवार को धरना स्थलों पर अलग-अलग राजनीतिक दलों के नेताओं के आने के साथ ही किसानों के आंदोलन को राजनीति से दूर रखने का उनका वादा अब हवा हो गया है। किसानों का आंदोलन अब अपनी साख खो चुका है। गणतंत्र दिवस पर हुई हिंसा और तिरंगे के अपमान के कारण आम जनता ने किसानों के आंदोलन में अपना विश्वास खो दिया है। किसान नेता आज चौराहे पर खड़े हैं। वे नहीं जानते कि अब आगे किस रास्ते पर चलना है।

The image of a senior Delhi Police officer bloodied after a sword attack by a protester on Friday at Delhi’s Singhu border has caused nationwide consternation. This happened three days after the January 26 mayhem during which anti-national elements disrespected our national flag at the Red Fort, and speeding tractors and swords were used by protesters to injure and maim policemen.

The brave police officer, Alipur Station House Officer Pradeep Paliwal was attacked with a sword on Friday by Ranjeet Singh, a resident of Nawanshahr, Punjab, who was part of a violent mob. The immediate provocation was a pitched battle that took place among residents of nearby villages who were demanding that the protesters should leave Singhu border. This led to stoning from both sides.

SHO Pradeep Paliwal along with his men had gone there to control the situation. He was trying to pacify the mob, when rioters came out of a tent brandishing swords, crossed the barricades and attacked police. Ranjit Singh attacked Paliwal with the sword several times, the police officer’s hand suffered severe bruises, and blood began to ooze from his arm towards his palm. Paliwal told India TV reporter Kumar Sonu that the attack was instigated by two farm leaders Satnam Singh Pannu and Sarwan Singh Pandher, who were present at the spot.
Now, there should not be an iota of doubt that the violence is being micro-managed by self-proclaimed farmer leaders like Pannu and Pandher, who are still part of the top leadership of farmers. These two leaders are already facing charges of sedition because of the January 26 Red Fort incidents. If other farm leaders consider Pannu and Pandher as guilty of crimes, the question arises, why these groups have been allowed to erect tents with other protesting farmers?
The attack on SHO Paliwal was not an isolated incident. There were attacks on policemen at different places on Friday. The SHO of Narela was also attacked with swords, but he was saved in time by his colleagues from the marauding mob. The SHO returned to duty after getting first aid. An IPS officer was also injured in the stoning by the mob.
Tension began when more than 200 villagers from nearby areas arrived at the protest site at around noon, holding placards and national flag. They demanded that the protesters must leave the area. After shouting slogans, the crowd broke through the police cordon and entered the protest site. The protesting farmers retaliated with swords and sticks, and police had to resort to lathi-charge and firing of tear gas shells. The villagers were finally pushed out by police and peace was restored.
India TV reporters spoke to several old women among the local villagers who complained that womenfolk in the villages were unable to freely move around for the last two months because of eve-teasing and lewd comments by some of the anti-social elements among the squatting farmers. If such incidents occur in the guise of farmers’ agitation, nobody with a sane mind will tolerate such activities. These villagers had been providing water, milk, fruit and vegetables to the protesting farmers for the last two months, but now they are angry and want the farmers to leave.
There are reports that farmer leaders are pleading with their supporters not to leave the ‘dharna’ sites because their agitation will lose its steam. Media persons are not being allowed to go near the tents with cameras. There are reports that most of the tents are now vacant and the supporters have left for their homes in Punjab. Our reporter Vijaylaxmi was stopped from using her camera when she went to several tents. She cross-checked with local vendors who confirmed that most of the farmers have left after the January 26 mayhem.
A similar situation has occurred at Delhi’s Tikri border, where villagers from nearby areas staged protest and demanded that the farmers should leave the area by Sunday, otherwise the locals from 36 villages would retaliate. Here too, women from villages complained that there had been cases of eve-teasing by some anti-social elements, who openly consume liquor in the evening and cause nuisance. The same is the situation in Shahjahanpur on Haryana-Rajasthan border, where local villagers have been consistently demanding that the farmers must now leave.
The situation was different at UP gate in Ghazipur, where Bharatiya Kisan Union leader Rakesh Tikait continues to sit on ‘dharna’. Farmers from western UP have decided at a mahapanchayat in Muzaffarnagar that they would rejoin the protest at Ghazipur. Visuals of Rakesh Tikait in tears on Thursday evening have mobilized the farmers in western UP belt, who have come forward to sit with the farmer leader.
On Friday, Rashtriya Lok Dal leader Ajit Singh spoke to Rakesh Tikait over phone and extended his support. His son, Jayant Chaudhary went to Ghazipur and met Tikait. Aam Aadmi Party leader Manish Sisodia also went to Ghazipur and met Tikait in a show of solidarity.
Congress leader Rahul Gandhi addressed a press conference, where he warned that the farmers’ protests, if not resolved, would spread to other cities and will cause instability. He alleged that the government was trying to “terrorize” protesting farmers and crush the agitation. Rahul Gandhi repeated his earlier charge that the Prime Minister was working at the behest of five businessmen, and on their advice, he had resorted to demonetization, imposed GST and now the three farm laws.
Among the politicians, the voice of sanity was heard from Punjab chief minister Captain Amrinder Singh who appealed to farmer leaders to attend meetings with the Centre to resolve the dispute over farm laws. Capt Amrinder Singh said, “the agitation has now lost its steam” due to the violence on January 26, and warned that if the problem was not solved it could cause fresh unrest in Punjab, which will suit Pakistan’s agenda.
Shiromani Akali Dal chief Sukhbir Singh Badal alleged that BJP was sending its workers in the guise of local villagers to out the farmers from the protest sites. Badal instructed his party cadre to rush to Singhu, Tikri and Ghazipur borders to bolster the strength of the protesting farmers and counter the challenge from BJP.
I have watched the remarks made by all these political leaders. It appears that political leaders like Rahul Gandhi and Sukhbir Singh Badal, are presently more worried compared to the farmer leaders because of the waning support to the farmers’ agitation. They are worried over large number of farmers deserting the protest sites on their own. This is the reason why these political leaders are trying to mobilize their own party workers to join the farmers’ agitation.
So long as the farmers’ agitation was in full steam, and the government was involved in discussions, these leaders were happy over the political harvest that they were expecting, but now they find a political win slipping through their fingers, because of waning support. It would be better if Rahul Gandhi listened to his own party leader Capt Amrinder Singh’s views on farmers’ agitation, but he seems to have the least inclination to do so.
As for the farm leaders, gone are the days when they were stiffly resisting any attempt by any political leader to come up on their dais. They had consciously kept politicians at bay. But on Friday, with the arrival of politicians from different parties at the protest sites, their promise of keeping the farmers’ agitation free from politics, has now vanished into thin air. The farmers’ agitation has now lost its sheen. The violence on Republic Day and the disrespect to the national flag, has made the common public lose their trust in the farmers’ movement. The farmer leaders today stand at the crossroads. They do not know which path to follow.

दिल्ली के बॉर्डर पर पिछले 52 दिनों से चल रहा किसानों का आंदोलन तेजी से अपनी अंतिम पड़ाव की ओर बढ़ रहा है। किसानों ने शाहजहांपुर, सिंघू बॉर्डर, टिकरी बॉर्डर और गाजीपुर बॉर्डर से धरना स्थलों को छोड़ना शुरू कर दिया है। इसके साथ ही नेतृत्वहीन और दिशाहीन वह आंदोलन कमजोर पड़ने लगा है जिस पर तिरंगे को अपमानित करनेवाले राष्ट्र-विरोधी तत्वों का कब्जा हो गया था। भारतीय किसान यूनियन के नेता राकेश टिकैत के केवल कुछ समर्थक धरना स्थल पर बैठे हैं, जबकि उनके भाई नरेश टिकैत आंदोलन से हट गए हैं। गाजियाबाद के एडीएम ने टिकैत को आईपीसी की धारा 133 के तहत तुरंत धरना स्थल छोड़ने के लिए नोटिस जारी किया था लेकिन टिकैत अभी भी अड़े हुए हैं।

पूरे गाजीपुर बॉर्डर इलाके को यूपी पुलिस द्वारा सील कर दिया गया है, पानी और बिजली की सप्लाई रोक दी गई है और अस्थायी शौचालयों को हटा दिया गया है। फ्री में चलने वाले ‘लंगर’ बंद हैं। दिल्ली पुलिस और यूपी पुलिस दोनों तरफ से बॉर्डर पर तैनात है, और मौके पर रैपिड ऐक्शन फोर्स भी मौजूद है।

गुरुवार की शाम भारतीय किसान यूनियन के नेता राकेश टिकैत ने कैमरों के सामने खूब ड्रामा किया। उन्होंने पहले तो धमकी दी कि अगर उनके समर्थकों को जबरन बाहर निकाला गया तो गोली चल जाएगी। राकेश टिकैत ने यह भी कहा कि वह किसी कीमत पर सरेंडर नहीं करेंगे, और पुलिस ने जबर्दस्ती उन्हें हटाने की कोशिश की तो फांसी लगा लेंगे। समर्थकों को संबोधित करने के तुरंत बाद टिकैत मंच से नीचे उतरे, जमीन पर बैठे और रोना शुरू कर दिया। उन्हें ऐसा करते देख वहां मौजूद मीडियाकर्मी और पुलिस अधिकारी भौंचक्के रह गए। दरअसल, राकेश टिकैत और उनके साथियों को ये पता लग गया था कि भारतीय किसान यूनियन के अध्यक्ष नरेश टिकैत ने गाजीपुर बॉर्डर पर किसानों के धरने को खत्म करने का ऐलान कर दिया है।

जिस वक्त राकेश टिकैत और उनके साथी गाजीपुर में लोगों को भड़का रहे थे, उसी वक्त भारतीय किसान यूनियन के अध्यक्ष नरेश टिकैत धरने पर बैठे किसानों से वापस आने की अपील कर रहे थे। चूंकि राकेश टिकैत भारतीय किसान यूनियन की तरफ से ऐक्टिव रहते हैं, बयान देते रहते हैं, इसलिए लोग उन्हें किसान आंदोलन का बड़ा नेता समझते हैं। लेकिन हकीकत ये है कि राकेश टिकैत तो भारतीय किसान यूनियन के सिर्फ प्रवक्ता हैं जबकि नरेश टिकैत, जो राकेश टिकैत के भाई हैं, भारतीय किसान यूनियन के अध्यक्ष हैं। वेस्टर्न यूपी में पंचायतों की बड़ी ताकत है और खाप बहुत मायने रखती है। इस इलाके में नरेश टिकैत का काफी प्रभाव है।

उधर, दिल्ली पुलिस ने पहले ही 26 जनवरी को हुए उपद्रव और हिंसा के लिए 35 से ज्यादा किसान नेताओं के खिलाफ देशद्रोह का मामला दर्ज कर रखा है। ऐसे में किसान नेताओं की गिरफ्तारी तय है, और उन्हें शुक्रवार को पुलिस द्वारा समन जारी किया गया है। पुलिस का ऐक्शन बुधवार की रात ही शुरू हो गया जब यूपी पुलिस ने मेरठ के पास बागपत में किसानों के तंबू उखाड़ दिए और पिछले 40 दिनों से दिल्ली-सहारनपुर हाईवे पर जाम लगा रहे किसानों को वहां से हटा दिया।

राजस्थान-हरियाणा बॉर्डर पर स्थित शाहजहांपुर में भी स्थानीय ग्रामीणों ने सड़कों पर कब्जा जमाए आंदोलनकारियों का विरोध शुरू कर दिया है। गांववालों ने आंदोलनकारियों से साफ कहा कि वे वहां से चले जाएं या कार्रवाई का सामना करने के लिए तैयार रहें। उनके इस धरने के कारण पिछले दो महीने से स्थानीय ग्रामीणों को परेशानी का सामना करना पड़ रहा है। लाल किले में तिरंगे के अपमान और हिंसा के बाद शाहजहांपुर बॉर्डर के आसपास के गांववाले गुस्से में हैं। दिल्ली-आगरा हाईवे पर पलवल के अतोहा में भी प्रदर्शनकारियों ने अपना सामान समेट लिया है। वहीं दिल्ली के टिकरी और सिंघू बॉर्डर पर भी प्रदर्शनकारियों की संख्या कम होने लगी है।

ज्यादातर बुजुर्ग और अनुभवी किसान, जो इन आंदोलनों का हिस्सा थे, टकराव नहीं चाहते हैं और लाल किले पर तिरंगे के अपमान से वे काफी आहत हैं। वे इस बात से सहमत हैं कि अब इस आंदोलन को स्थगित कर देना चाहिए। हरियाणा, उत्तर प्रदेश, राजस्थान और मध्य प्रदेश के ग्रामीण लाल किले की घटना से नाराज़ हैं और इस घटना के लिए नेतृत्व में बिखराव को जिम्मेदार ठहरा रहे हैं।

सिंघु बॉर्डर पर, जो कि किसान आंदोलन का सेंट्रल प्वाइंट है, स्थानीय गांववाले जो कि अब तक किसान आंदोलन का समर्थन कर रहे थे, गुरुवार को हाथों में तिरंगा लेकर प्रदर्शनकारियों के बिल्कुल सामने पहुंच गए और मांग करने लगे कि किसान अब सड़क खाली कर दें। उन्होने मांग की कि दिल्ल-हरियाणा बॉर्डर को फिर से खोल दिया जाए और नेशनल हाईवे पर गाड़ियों की आवाजाही की इजाजत दे दी जाए। ज्यादातर गांववालों ने इंडिया टीवी को बताया कि उन्होंने शुरुआत में किसानों का समर्थन किया था, लेकिन इस तरह के आंदोलन में हिंसा और राष्ट्रीय गौरव के अपमान के लिए कोई जगह नहीं है।

संयुक्त किसान मोर्चा, जो कि सभी किसान संगठनों का संयुक्त मोर्चा है, ने गुरुवार को कहा कि चाहे जो हो जाए, धरना जारी रहेगा। लेकिन किसान नेताओं के हावभाल से अब साफ जाहिर हो रहा है कि भीड़ के कम होते जाने से वे निराश हो रहे हैं। गणतंत्र दिवस की पूर्व संध्या पर इकट्ठा हुए हजारों ट्रैक्टरों की तुलना में सिंघू बॉर्डर पर कुछ ही ट्रैक्टर नजर आ रहे थे।

हरियाणा के रेवाड़ी में मसानी बैराज के पास धरने पर बैठे हजारों प्रदर्शनकारियों ने जगह खाली कर दी है और धरनास्थल से उठ कर चले गए हैं। लाल किले और दिल्ली के अलग-अलग इलाकों में हिंसा से नाराज़ गांववालों ने आंदोलनकारियों को तुरंत जगह खाली करने के लिए कहा था। आसपास के 20 गावों के लोग एक पंचायत में इकट्ठा हुए और उन्होंने किसानों को धरना स्थल से जाने के लिए 24 घंटे का अल्टीमेटम दिया। इंडिया टीवी के रिपोर्टर जब मसानी बैराज पहुंचे तो उन्होंने पाया कि वहां से सारे टेंट, बैरिकेड्स और लंगर हट चुके हैं।

इस पूरी कहानी का सार यही है। किसान नेताओं और उनके समर्थकों को अब यह महसूस हो रहा है कि 26 जनवरी को हुए बवाल के बाद वे जनता की सहानुभूति खो चुके हैं। टिकरी और सिंघू बॉर्डर्स पर छंट रही भीड़ से साफ है कि किसान और उनके रिश्तेदार पहले ही अपने घरों की तरफ रवाना हो चुके हैं, उनका विभाजित और दिशाहीन नेतृत्व से मोहभंग हो चुका है।

उन लोगों के गुस्से का अंदाजा लगाएं जो पिछले दो महीनों से धरने पर बैठे किसानों को दूध, फल, सब्जियां, अनाज और पानी मुहैया करा रहे थे, और अब वे उन्हें पानी तक पिलाने को तैयार नहीं हैं। आखिरकार वे देशभक्त हैं जो कभी भी तिरंगे के अपमान को सहन नहीं करेंगे। यहां तक कि जो किसान धरने पर बैठे हैं, वे भी 26 जनवरी को हुई घटनाओं से नाराज़ हैं। यही वजह है कि वे अपने घर चले गए हैं। हालांकि, कुछ नेता अभी भी मानने को तैयार नहीं हैं। मैंने पहले ही कहा था कि इन नेताओं को देश से माफी मांगनी चाहिए, अपना आंदोलन स्थगित करना चाहिए, जैसा कि महात्मा गांधी ने चौरी चौरा की घटना के बाद किया था।

एक बात तो बिल्कुल साफ है कि किसान आंदोलन के नेताओं ने देश की जनता का विश्वास खो दिया है। देश के अधिकांश लोग आहत हैं। लोग इसलिए नाराज़ हैं कि किसानों का आंदोलन रास्ते से भटक गया, तिरंगे का अपमान हुआ, लाल किले की अस्मिता पर प्रहार हुआ। लोग इसलिए नाराज़ हैं कि किसानों के रूप में उपद्रवियों ने पुलिसकर्मियों पर लाठी-डंडे बरसाए, उन्हें चोट पहुंचाने की नीयत से तलवारों से हमला किया। लोग इसलिए नाराज़ हैं कि आंदोलन जिन कानूनों के खिलाफ था, उनपर सुप्रीम कोर्ट ने रोक लगा दी , सरकार इन्हें डेढ़ साल तक रोकने के लिए तैयार है, लेकिन किसानों के नेता तो अपनी ताकत दिखाना चाहते थे। लाख मना करने के बावजूद गणतंत्र दिवस के दिन, जब पूरा देश जश्न मनाता है, उन्होंने ट्रैक्टर रैली निकाली।

लोग नाराज़ हैं कि किसानों ने यह सब जानबूझ कर किया, क्योंकि वे अपनी ट्रैक्टर परेड को बढ़ाना चाहते थे, और फिर संसद को घेरना चाहते थे, सरकार को झुकाना चाहते थे। लोग इसलिए नाराज़ हैं कि जो लोग अपने आपको इस आंदोलन का नेता बता रहे थे, वे हिंसा को रोकने के लिए आगे नहीं आए। जब लाठियां चलीं, डंडे चले, पुलिस को मारा गया, तो वे गायब हो गए। बैरीकेट्स तोड़े गए तो उन्होंने आंखें बंद कर ली। अब ये नेता कह रहे हैं कि गड़बड़ करने वाले किसान नहीं थे।

जब तक दीप सिद्धू, सतनाम सिंह पन्नू, सरवन सिंह पंढेर उनके साथ धरने पर बैठे थे, उनको ताकत दे रहे थे, तब तक वे किसान थे, और अब जबकि उन्होंने राष्ट्रीय गौरव का अपमान किया है, उन्हें उपद्रवी बताया जा रहा है।

लोग नाराज़ हैं क्योंकि जो नेता दावा करते थे कि वे देश के अधिकांश लोगों के लीडर हैं, अब कह रहे हैं कि जो लोग धरने पर बैठे थे वे भी उनके साथ नहीं हैं, उनकी नहीं सुनते। कड़वा सच यह है कि देश जान गया है कि दंगा करने वाले, असामाजिक तत्व इन्हीं किसानों के साथी थे। ये उनका इस्तेमाल सरकार पर दबाव बनाने के लिए कर रहे थे।

अब जबकि ये नेता एक्सपोज हो गए हैं, तो अब ये उन गुंडों और दंगाइयों से पल्ला झाड़ने की कोशिश कर रहे हैं। लेकिन मुझे नहीं लगता कि ऐसा करना संभव है, क्योंकि जो लोग कृषि कानूनों के खिलाफ शांतिपूर्ण धरना कर रहे थे, जो इन नेताओं को अपना लीडर मानकर उनके साथ बैठे थे, अब 26 जनवरी की हिंसा के बाद उनका विश्वास भी किसान नेताओं से उठ गया है। इसलिए अब किसान नेताओं को चाहिए कि वे अपने किए का प्रायश्चित करें, और अपनी जमीन खो चुके आंदोलन को वापस ले लें।

The 52-day-old farmers’ agitation on the outskirts of Delhi is fast reaching its denouement. As farmers started leaving the dharna sites in Shahjahanpur, Singhu and Tikri borders, and also in Ghazipur, the curtain is beginning to fall on a leaderless and directionless agitation, that was marred by anti-national elements who dishonoured our national flag. Only a few supporters of Bharatiya Kisan Union leader Rakesh Tikait are sitting at the dharna site, while his brother Naresh Tikait has withdrawn from the agitation. The additional district magistrate of Ghaziabad issued a notice to Tikait under Section 133 of IPC to leave the dharna site immediately, but Tikait is adamant.

The entire Ghazipur border area has been sealed off by UP police, water and electricity supply have been cut and temporary toilets have been removed. The free ‘langars’ are over. Delhi Police and UP Police are guarding the border from both sides, and Rapid Action Force has been deployed.

On Thursday evening, BKU leader Rakesh Tikait created a drama of sorts in full glare of the cameras. He first threatened there would be firing if his supporters were forcibly evicted, he also said, he would hang himself if police tried to remove him forcibly. Soon after his speech, Tikait came down the dais and, sitting on the ground, he started sobbing in front of mediapersons and police officials, who were watching aghast. His brother, Naresh Tikait, had, by then, taken away most of his supporters saying that the panchayat has called off the protest. Since Rakesh Tikait used to speak to media daily during the agitation, it was being incorrectly assumed that he was the leader, while the actual leadership lies in the hands of his brother, who has the backing of the panchayats in western UP.

Already, Delhi Police has filed case of sedition against more than 35 farmer leaders for the mayhem that was caused on January 26. The arrest of farmer leaders is imminent, and they have been issued summons by police on Friday. Police action began on Wednesday night when the UP police uprooted the tents of farmers squatting in Baghpat near Meerut, and evicted farmers who were blocking the Delhi-Saharanpur highway for the last 40 days.

Farmers’ protests have also started folding up in Saharanpur on Rajasthan-Haryana border, where local villagers threatened the squatters to move out or face action. The local villagers were facing problems for the last two months due to this dharna. Protests folded up at Atoha in Palwal on the Delhi-Agra highway, and the crowds of farmers and their supporters have already started thinning at Tikri and Singhu border points.

Most of the old and experienced farmers who were part of these protests, became disillusioned when rioters insulted the national tricolour at the historic Red Fort on Republic Day. Villagers in Haryana, Uttar Pradesh, Rajasthan and Madhya Pradesh are angry over the Red Fort incident and are blaming the disparate leadership for causing this to happen.

At the Singhu border, the focus of farmers’ agitation, local villagers who had been extending support to the farmers, on Thursday came to the protest site holding tricolour flag and demanded that the farmers must leave. They demanded that the Delhi-Haryana border be reopened and vehicles be allowed to move on national highway. Most of the villagers told India TV that they had supported the farmers in the beginning, but violence and insult to national honour has no place in such an agitation.

The Samyukta Kisan Morcha, the umbrella of all farmers’ outfits, on Thursday said that the dharna would continue, come what may. But the body language of farmer leaders clearly showed that they are now a disappointed lot because the crowds are thinning out. Only a few tractors were visible on Singhu border, compared to thousands of tractors that had assembled on the eve of Republic Day.

At the Masani Barrage in Rewari, Haryana, thousands of farmers who were sitting on dharna have left the protest site. After watching visuals of anti-national elements insulting the national flag at the Red Fort, enraged villagers came to the protest site and asked the squatting farmers to leave immediately. Villagers from 20 nearby villages assembled in a panchayat and gave the farmers 24 hours’ ultimatum to leave the protest site. India TV reporter went to Masani Barrage and found all the tents, barricades and langars removed.

The bottom line in this sordid saga is this. Farmer leaders and their supporters have now realized that they have lost public sympathy after the January 26 mayhem. The thinning of crowds at Tikri and Singhu borders clearly show that the farmers and their relatives have already left for their homes, disillusioned with a divided and directionless leadership.

Imagine the anger of people who were providing milk, fruits, vegetables, grains and water to the protesting farmers for the last two months, but now they are unwilling even to serve water. They are, after all, patriots who will never countenance any insult to national flag and honour. Even the farmers who were sitting on dharna are angry over whatever happened on January 26. This is the reason why the farmers left for their homes in disgust. However, there are leaders who are unwilling to admit their mistakes. I had already said that these leaders must apologize to the nation and suspend their agitation like Mahatma Gandhi did after the Chauri Chaura incident.

The farmer leaders have lost the trust of the people of India. Most of the countrymen are sad and hurt. People are unhappy because the agitation somewhere lost its way when the national flag was insulted and the national heritage was desecrated.

People are angry that hoodlums posing as farmers attacked policemen with speeding tractors with the intent to crush them to death, they attacked them with swords with the intent to maim them. People are angry because already the Supreme Court has stayed the implementation of the three farm laws, and the Centre had offered to stay these laws for one and a half years, and yet the farmer leaders wanted to display their strength. They rejected all appeals to postpone their tractor rally on Republic Day, a day when the entire nation celebrates.

People are angry because the farmer leaders were deviously planning to extend their tractor rally and take their supporters right up to Parliament with the intent to gherao the august House, in order to force the government to bend. People are angry because these leaders, claiming to lead the farmers, were absent, when their supporters were hurling stones, trying to crush policemen with tractors and brandishing swords. These leaders now claim that the disrupters were not farmers.

Till the time Deep Sidhu, Satnam Singh Pannu and Sarwan Singh Pander were sitting with them on dharma, they were kisans, and now that they have insulted national honour, they are being named as miscreants.

People are angry because the farmer leaders who were claiming to represent the majority of the people of India, are now giving lame excuses that many of their supporters did not listen to their orders. The bitter truth is that the nation has now realized that rioters and anti-social elements were partners of these so-called farmer leaders, and the leaders were using them to exert pressure on the government.

Now that the leaders stand exposed, they are now trying to distance themselves from these rioters and hoodlums. But I do not think that this may be possible any more, because the farmers, who were sitting on peaceful dharna against the farm laws and were considering them as their leaders, have now lost all trust and respect for them. It is now time for the farmer leaders to do penance and call off an agitation that has ceased to exist on the ground.

देश के मूड को देखते हुए अब किसान संगठनों के नेता दिल्ली में हिंसक घटनाओं के लिए माफी मांग रहे हैं। गणतंत्र दिवस पर लाल किले की शान में गुस्ताखी, पुलिसकर्मियों पर तलवारों से हमले, ट्रैक्टर से पुलिसकर्मियों को कुचलने की कोशिश और सार्वजनिक संपत्ति को हुए नुकसान के लिए इन नेताओं ने लोगों से माफी मांगना शुरू कर दिया है। 26 जनवरी को जो हुआ उस पर किसान नेता अब पश्चाताप करेंगे। किसान संगठन के नेताओं ने 30 जनवरी को गांधी जी की शहादत दिवस पर अनशन करने का फैसला किया है।

इन किसान नेताओं का कहना है कि गणतंत्र दिवस पर जो हुआ उससे बेहद दुखी हैं लेकिन ये अपनी गलतियां मानने को तैयार नहीं हैं। बलवीर सिंह राजेवाल और गुरनाम सिंह चढ़ूनी जैसे नेताओं ने आरोप लगाया कि ये सारा उपद्रव ‘सरकार के तीन एजेंटों’ ने कराया। बलवीर सिंह राजेवाल ने तीन किसान नेताओं के नाम लिए और कहा कि सरवन सिंह पंढेर, सतनाम सिंह पन्नू और दीप सिद्धू सरकारी आदमी हैं, इन लोगों ने हिंसा भड़काई। अब इन लोगों को अपने बीच घुसने नहीं देना है। किसान नेताओं ने यह भी आरोप लगाया कि यह हिंसा आंदोलन को बदनाम करने के लिए सरकार द्वारा रची गई एक साजिश का नतीजा है। इन नेताओं ने कहा कि उनका आंदोलन जारी रहेगा।

बुधवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने आपको किसान नेताओं के असली चेहरे दिखाए। जो लोग चौबीस घंटे पहले तक किसान आंदोलन के नेता बनते थे, जो बड़े-बड़े दावे करते थे, अब वो पर्दे के पीछे छिप गए हैं। ये लोग तरह-तरह के बहाने बना रहे हैं और तरह-तरह के झूठ बोल रहे हैं। ये सब सच पर पर्दा डालने की कोशिश कर रहे हैं। किसानों के नाम पर नेतागिरी करने वाले राकेश टिकैत, गुरमान सिंह चढ़ूनी, योगेन्द्र यादव और बलबीर सिंह राजेवाल जो शान्ति का वादा कर रहे थे, शांतिपूर्ण ट्रैक्टर रैली का जिन्होंने वादा किया था, वही अब दिल्ली में हुई हिंसा के लिए पुलिस पर उंगली उठा रहे हैं। ये नेता पुलिस से एक बात कहते हैं और अपने कार्यकर्ताओं के बीच दूसरी बात कहते हैं।

हमने दिखाया कि कैसे राजेवाल ने पहले मीडिया से कहा कि पुलिस ने हमारे रूट पर बैरिकेड लगा दिए और दिल्ली जाने वालों से कहा कि जिधर चाहे चले जाओ, लाल किले चले जाओ, कोई रुकावट नहीं थी। राजेवाल ने कहा, ’26 जनवरी का दिन हो और लाल किले में मौजूद सारे पुलिसवाले चौकी छोड़कर भाग जाएं, इसे क्या मानें? 4 घंटे तक वहां पुलिस का कोई जवान या अफसर नहीं आया। उन्हें (भीड़ को) खुली छूट दी गई कि जो तुम्हारा मन हो वो करो। उन्होंने वहां झंडा लहरा दिया।’

बलवीर सिंह राजेवाल पहले पुलिस को हिंसा के लिए जिम्मेदार ठहराते हैं और करीब एक घंटे बाद बाद वो ये भी कबूल करते हैं कि उनके आंदोलन में शामिल कुछ लोगों ने किसानों को भड़काया और बहकाया था। ऐसा माहौल बना दिया था जैसे कि दिल्ली फतह करनी हो, लाल किले पर हमला करना हो। इसी तरह के बयानों का असर हुआ और नौजवान जोश में आ गए और होश खो बैठे।

मंगलवार की रात यही राजेवाल अपने समर्थकों से कहा रहे थे, ‘मैं सरकार के खरीदे इन लोगों से नहीं डरता। मैं मौत से नहीं डरता। जो घटिया काम करते हैं, जैसा कल हुआ, जो दीप सिद्धू और सरवन सिंह पंढेर जैसे लोगों ने किया, हम विनती करते रहे कि ऐसा काम मत करो। हमारे बीच का भाईचारा खत्म मत करो, ऐसे लोगों को बिल्कुल मुंह मत लगाओ। मेरी आपसे अपील है कि पंजाब में भी ये बता दो कि सबसे बड़े गद्दार पन्नू, पंढेर और दीप सिद्धू हैं। आप जानते हैं कि ये समाज विरोधी लोग हैं। ऐसे लोगों को सिर चढ़ाओगे तो आपको गुमराह ही करेंगे।’

पिछले दो महीनों से मैं ये लगातार कह रहा हूं कि किसानों के आंदोलन में असामाजिक तत्वों और राजनीतिक कार्यकर्ताओं ने घुसपैठ की है। मैंने उनका भी नाम लिया जो धरनास्थल के मंच से प्रधानमंत्री मोदी के खिलाफ अपशब्द बोल रहे थे लेकिन किसान नेताओं ने इसकी कोई परवाह नहीं की। मैंने कहा था कि यह विरोध प्रदर्शन उनके हाथ से निकल सकता है, क्योंकि इस किसान आंदोलन की सबसे बड़ी मुश्किल ये है कि इसका कोई नेता नहीं हैं, कोई नेतृत्व नहीं है। जो खुद को आंदोलन का नेता बता रहे हैं, उनकी कोई सुनता नहीं हैं और वो खुद कब क्या कहें, इसका कोई भरोसा नहीं हैं। अब पिछले चौबीस घंटे से किसान संगठनों का हर नेता ये बता रहा है कि उसने नियम कायदों का पालन किया और उनका ट्रैक्टर मार्च शांतिपूर्ण रहा और आईटीओ, लाल किले पर हंगामा करने वाले तो दूसरे लोग थे।

अपने शो में मैंने आपको किसान नेता भारतीय किसान यूनियन के नेता गुरनाम सिंह चढ़ूनी का बयान भी सुनाया। चढ़ूनी दो दिन पहले तक कह रहे थे कि अगर पुलिस ने रास्ता रोका तो बैरीकेड्स तोड़कर ट्रैक्टर परेड निकालेंगे। वही चढ़ूनी अब कह रहे हैं कि उन्होंने तो पुलिस को पहले ही बता दिया था कि नए रूट से सभी किसान खुश नहीं हैं और वो बगावत कर सकते हैं। पुलिस ने उनकी बात नहीं सुनी, कुछ नहीं किया, इसीलिए हिंसा हो गई। राकेश टिकैत ने भी अपने समर्थकों को ‘झंडा’ और ‘डंडा’ के साथ आने के लिए कहा था।

किसान नेताओं के बीच इस कलह की वजह से यूपी के दो किसान संगठन, भारतीय किसान यूनियन (भानु गुट) और राष्ट्रीय किसान मजदूर यूनियन इस आंदोलन से अलग हो गए। उनके समर्थकों ने बुधवार शाम को उत्तर-पूर्वी दिल्ली में चिल्ला बॉर्डर पर धरना स्थल को छोड़ दिया और दिल्ली-नोएडा मार्ग को क्लियर कर दिया। भारतीय किसान यूनियन (भानु गुट) के ठाकुर भानु प्रताप सिंह ने कहा, ‘हम किसानों की समस्याओं के समाधान के लिए संघर्ष करने आए थे। किसानों के हक की लड़ाई लड़ने आए थे, देश को बदनाम करने नहीं। मंगलवार को जो हुआ उससे पूरा देश आहत है। लाल किले की घटना और पुलिस पर हमले की घटना से दुखी हूं। अब संगठन का धरना खत्म कर रहा हूं। देश के किसानों को आगाह करना चाहता हूं कि वो हम पर भरोसा करें, उनके हित में काम करते रहेंगे।’

इस घटनाक्रम से दो-तीन बातें साफ हो जाती हैं। जो किसान नेता कल तक अपने आप को देश भर के किसानों का ठेकेदार बताते थे, वो अब एक्सपोज हो गए हैं। कोई पन्नू को दोषी बता रहा है, कोई पंढेर को तो कोई दीप सिद्धू को। लेकिन जब यही पन्नू और पंढेर इन्हीं किसान नेताओं के साथ धरने पर बैठे थे, इनके साथ विज्ञान भवन मीटिंग्स में जाते थे तो किसी ने नहीं कहा था कि ये दंगाई हैं। ट्रैक्टर रैली के पहले की रात को कुछ लोगों ने किसान नेताओं के मंच पर कब्जा कर लिया था और कहा था कि किसान यूनियन के नेता बिक गए हैं, अब हम लीडर हैं। उन्होंने ऐलान किया था कि वो लाल किले पर ट्रैक्टर लेकर जाएंगे।

आज जो लोग पन्नू और पंढेर का गाना गा रहे हैं उन्हें ये बात पुलिस को बतानी चाहिए थी। लेकिन ये लोग चुपचाप रजाइयां ओढ़कर सोते रहे। सुबह-सुबह जब कुछ लोगों ने तय समय से 4 घंटे पहले सुबह 8 बजे ही ट्रैक्टर निकाल दिए, बैरीकेड तोड़ दिए तो ना टिकैत, ना दर्शन पाल सिंह और ना ही चढ़ूनी ने उन्हें रोकने की कोशिश की। इसलिए अब इन किसान नेताओं की बातों पर किसी पर भरोसा नहीं होता। इन्होंने अपना विश्वास खो दिया, लेकिन पन्नू और पंढेर भी दूध के धुले नहीं हैं। इन्होंने पुलिस से वादाखिलाफी और साजिश की। पुलिस पर हमला करवाया।

और अब बात करते हैं गणतंत्र दिवस पर हुई हिंसा के अपराधियों के बारे में

दीप सिद्धू को लाल किले में हुए उपद्रव का मास्टरमाइंड बताया जा रहा है। किसान संगठनों के ज्यादातर नेता दीप सिद्धू का नाम ले रहे हैं। मैं आपको इस शख्स के बारे में भी बताता हूं। दीप सिद्धू पंजाब के मुक्तसर जिले का रहने वाला है। दीप सिद्धू अभिनेता है और वो पंजाबी फिल्मों में काम कर चुका है। चूंकि दीप सिद्धू 2019 के लोकसभा चुनाव में सनी देओल के लिए कैंपेन कर रहा था, चुनाव कैंपेन टीम में शामिल था इसलिए उसकी बीजेपी नेताओं के साथ तस्वीरें हैं। इसी आधार पर किसान संगठनों के नेता दीप सिद्धू को बीजेपी और सरकार का आदमी बता रहे हैं। हालांकि सनी देओल ने दिसंबर में ही ये ऐलान कर दिया था कि दीप सिद्दू का उनके साथ कोई रिश्ता नहीं है। अब वो उनके साथ नहीं हैं। दूसरी बात दीप सिद्धू पिछले दो महीने से किसान आंदोलन में लगातार शामिल था। किसान नेताओं के साथ संपर्क में था और मीटिंग्स में उनके साथ था। दीप सिद्धू आंदोलन में शामिल लोगों को संबोधित भी करता था, लेकिन उस समय किसान नेताओं ने दीप सिद्धू पर कोई इल्जाम नहीं लगाए। क्या किसान नेताओं को सिद्धू के इरादों के बारे में कोई जानकारी थी?

संयुक्त किसान मोर्चा के नेता जिन दो और लोगों को हिंसा और दंगे के लिए जिम्मेदार ठहरा रहे हैं वो हैं सरवन सिंह पंढेर और सतनाम सिंह पन्नू। सरवन सिंह पंढेर पंजाब में माझा इलाके के किसान संगठन किसान मज़दूर संघर्ष कमेटी के महासचिव हैं। इस संगठन की स्थापना सतनाम सिंह पन्नू ने 2007 में किसान संघर्ष कमेटी से अलग होकर किया था। 13 साल पुराने इस संगठन का बेस अमृतसर है। सात-आठ जिलों के किसान और खेतिहर मज़दूर इस संगठन से जुड़े हैं। सरवन सिंह पंढेर इस संगठन का चेहरा हैं। हालांकि ये सही है कि पंढेर और पन्नू ने दो दिन पहले ही साफ कह दिया था कि वो अपने सपोर्टर्स के साथ रिंग रोड पर ही ट्रैक्टर मार्च निकालेंगे, उन्हें पुलिस का दिया हुआ रूट मंजूर नहीं हैं। लेकिन अब सरवन सिंह पढ़ेर कह रहे हैं कि जो हुआ उसके लिए तो दीप सिद्धू जिम्मेदार है। उसने ही सब करवाया और वो बीजेपी का आदमी है।

दिल्ली के पुलिस कमिश्रर एस.एन श्रीवास्तव ने एक बड़ी बात कही। उन्होंने बताया कि 25 जनवरी की शाम से ही ट्रैक्टर परेड को लेकर किसानों को भड़काने का काम शुरू हो गया था। जगह-जगह भड़काऊ भाषण दिए गए, और फिर किसान नेताओं ने हुड़दंगियों को आगे कर दिया। एस. एन. श्रीवास्तव ने कहा कि तय हुआ था कि बारह बजे किसान रैली निकालेंगे। लेकिन वो सुबह 7 बजे ही मुकरबा चौक पहुंच गए। सतनाम सिंह पन्नू और दर्शन पाल सिंह वहीं बैठ गए। पन्नू ने भड़काऊ भाषण दिया और जिस रूट पर जाने की बात हुई थी वहां जाने की बजाए रूट से डायवर्ट हुए।

इंडिया टीवी के रिपोर्टर्स ने अस्पतालों में इलाज करवा रहे पुलिसकर्मियों बात की। घायल पुलिसकर्मियों में कई महिला पुलिसकर्मी भी शामिल हैं। पुलिसवालों ने बताया कि कैसे प्रदर्शनकारियों ने उन पर लाठी, लोहे रॉड, तलवारें और तेज रफ्तार ट्रैक्टर से हमला किया। घायल पुलिसकर्मियों ने कहा कि कैसे उन्होंने अत्यधिक संयम बरता और फायरिंग नहीं की। किसी भी तरह की सख्त कार्रवाई से जान का भारी नुकसान हो सकता था। सीनियर अफसरों की तरफ से कहा गया था कि कम से कम फोर्स का इस्तेमाल करना है। हिंसा के बारे में बताते बताते कई पुलिसवाले सहम गए। कुछ ने तो यहां तक कहा कि उन्हें लगा नहीं था कि वो जिंदा बचेंगे। लाल किले पर मौजूद कॉन्स्टेबल संदीप पर भी दंगाइयों ने तलवार से हमला किया। उनके हाथ में फ्रेक्चर है। संदीप ने बताया कि हमला करने वाले दंगाई नशे में थे। दंगाइयों के बीच कॉन्स्टेबल रेखा भी घिर गईं तो साथी पुलिसवालों ने उन्हें वहां से बचाकर बाहर निकाला। रेखा की चोट इतनी गहरी है कि वो ठीक से बोल भी नहीं पा रही हैं। उनकी पसली में चोट आई है।

वजीराबाद के एसएचओ पीसी यादव भी लालकिले पर तैनात थे। वे अपने लोगों के साथ दंगाइयों को रोक रहे थे लेकिन धीरे-धीरे दंगाइयों की संख्या इतनी ज्यादा हो गई कि पुलिसवाले कम पड़ गए। एसएचओ पीसी यादव के कुछ साथी बुरी तरह घायल हो गए। वो अपने घायल साथी को उठाकर हॉस्पिटल की तरफ जाने की कोशिश कर रहे थे, इसी दौरान कुछ दंगाइयों ने उन्हें और उनके घायल साथी को घेर लिया और फिर उनपर लाठी-डंडों और हथियारों से हमला कर दिया। दंगाइयों ने पीसी यादव के हेलमेट पर तलवार से वार किया, जिससे हेलमेट टूट गया। उसके बाद पीसी यादव बेहोश हो गए।

एक सवाल सब पूछ रहे हैं कि पुलिसवालों पर हमला हुआ, तलवारें चली और वो जख्मी हुए तो भी पुलिस ने गोली क्यों नहीं चलाई? तिरंगे का अपमान हुआ, लाल किले की शान में गुस्ताखी हुई तो भी पुलिस ने फायरिंग क्यों नहीं की? पुलिस इतनी बेबस क्यों नजर आई? सच तो ये है कि कुछ किसान नेता चाहते थे कि गोली चले। कुछ राजनैतिक दल भी यही चाहते थे कि खून की नदियां बहे। साजिश तो इस बात की थी कि एक और जालियांवाला बाग बना दिया जाए। मंशा तो ये थी कि नरेन्द्र मोदी को जनरल डायर बना दिया जाए।

सरकार इस मंशा को समझती थी इसलिए पुलिस को संयम बरतने की हिदायत दी गई थी। आज जो नेता पूछ रहे हैं कि पुलिस ने एक्शन क्यों नहीं लिया। दंगा करने वालों को लाल किले तक क्यों पहुंचने दिया। उन्हें रोका क्यों नहीं। अगर गोली चलती तो यही लोग पूछते कि पुलिस ने किसानों का खून क्यों बहाया? अगर पुलिस की गोली से एक व्यक्ति भी मर जाता तो ये लोग मोदी को मौत का सौदागर बताते। इसलिए पुलिस की तारीफ होनी चाहिए कि उन्होंने चोट खाई, अपने जिस्म पर जख्म लिए लेकिन गोली नहीं चलाई। किसी का खून नहीं बहाया। लेकिन दुख की बात है कि पुलिस के जवान जिन्हें अपना भाई समझ रहे थे। जिन्हें हम अन्नदाता कहते हैं, हकीकत में उनमें से कुछ लोग देश के दुश्मन निकले। इन लोगों को पुलिस का खून बहाया। इसके साथ-साथ देश के सम्मान को ठेस पहुंचाई और लाल किले की शान में दाग लगाया।

जरा सोचिए इन पुलिसवालों पर क्या बीती होगी। इन्होंने किस तरह हजारों की भीड़ से बचने के लिए अपनी जान बचाई। कई पुलिसवालों ने 15 फीट गहरी खाई में छलांग लगा दी। किसी के हाथ में चोट आई तो किसी का पांव टूट गया।

लाल किले से जो तस्वीरें दिखीं वो और भी भयानक हैं। कल तक जिस लाल किले में सबकुछ व्यवस्थित था आज वहां तबाही और बर्बादी के निशां हैं। गेट पर बने काउंटर टूट गए। पुलिस की जिप्सी, सीआईएसएफ की गाड़ी को भी तोड़ दिया गया। दंगाइयों को जो कुछ नजर आया, सब कुछ बर्बाद कर दिया। संस्कृति और पर्यटन मामलों के मंत्री प्रह्लाद पटेल ने लाल किले के परिसर का जायजा लिया। लाल किले के अंदर टिकट काउंटर एंट्री गेट, बैरिकेडिंग और सारे स्कैनर जमीन पर बिखरे थे। जो झांकियां परेड का हिस्सा बनी थीं, उन्हें भी डैमेज कर दिया गया। इतना ही नहीं, ऑडियो टूर रूम को में भी तोड़फोड़ की गई। सीसीटीवी कैमरे तोड़ दिए गए ताकि उनकी करतूत कैमरे में कैद ना हो सके। पुलिस ने जो केस दर्ज किया है उसमें डकैती की धारा भी शामिल है। आरोप है कि दंगाइयों ने टिकट काउंटर पर लूटपाट को अंजाम दिया।

अब मूल बात पर आते हैं कि अगर एक बार किसान नेता चढूनी की बात मान भी ली जाए कि लाल किले पर हंगामा करने वाले लोगों को दीप सिंह सिद्दू ने भड़काया था तो फिर सवाल ये है कि नांगलोई में दंगा भड़काने वाले, तलवारें चलाने वाले कौन थे? ITO पर रॉड से पुलिस पर हमला करनेवाले कौन थे? जगह-जगह पर ट्रैक्टर को हथियार की तरह इस्तेमाल करने वाले कौन थे? ट्रैक्टर से सरकारी बसों को टकराने वाले कौन थे? क्या इन सारे लोगों को सरकार ने भेजा था? क्या पुलिस पर हमला करवाने वाले हजारों लोगों को दिल्ली पुलिस वहां लेकर आई थी? किसान नेताओं की ये बातें सरासर झूठ है और दुख पहुंचाने वाली हैं। राकेश टिकैत, बलवीर सिंह राजेवाल, गुरनाम सिंह चढ़ूनी, दर्शनपाल सिंह या शिवकुमार सिंह कक्का, ये सब भले ही ये सोच रहे हों कि किसानों को हकीकत समझ नहीं आएगी, देश के लोग पहले की तरह उनपर यकीन कर लेंगे, लेकिन ऐसा होगा नहीं क्योंकि अब तो किसान नेताओं के अपने साथी और किसान आंदोलन में शामिल दूसरे संगठनों के नेता भी असलियत समझ रहे हैं और बोल रहे हैं। अगर किसान नेता लाल किले में दाखिल होने की साजिश के बारे में पुलिस को पहले ही सतर्क कर देते तो आज पूरा देश उनकी तारीफ कर रहा होता। लेकिन अब वे पूरी तरह से बदनाम हो चुके हैं।

Sensing the nation’s mood, farmer leaders have started apologizing to the people for vandalizing the historic Red Fort, attacking policemen with tractors and swords and for damaging public properties. They have decided to sit on fast on Gandhiji’s martyrdom day as a mark of penance.

These farm leaders are saying that they are extremely sad over what happened on Republic Day but are unwilling to accept their mistakes. Farm leaders like Balbir Singh Rajewal and Gurnam Singh Chaduni alleged that the mayhem was caused by three “government agents”, namely Sarwan Singh Pandher, Satnam Singh Pannu and Deep Sidhu. They also alleged that it was part of a conspiracy hatched by the government to bring the agitation to disrepute. The farmer leaders have said that their agitation will continue.

In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we exposed how some of the farmer leaders have now gone into hiding and some of them are telling lies. We exposed how Rakesh Tikait, Gurnam Singh Chaduni, Yogendra Yadav and Balbir Singh Rajewal, who had promised a peaceful tractor march, are now shifting the blame on police. These leaders speak in different tones when they speak to the media, to the police and to their supporters.

We showed how Rajewal first told the media that it was the police which changed the routes at the last moment, put up barricades on agreed routes and allowed protesters to reach Red Fort. Rajewal said, “for four hours there was no police officer at the Red Fort, how was this possible, that too on Republic Day when most of the policemen deserted their post? It was the police which gave a free hand to those people who hoisted the flag”.

And soon after an hour, the same Rajewal was admitting on camera that “some of the leaders in the march gave provocative speeches and created a scene as if they were going to attack Red Fort and Delhi. Naturally, the young among the protesters were hot-headed, they lost their cool and the speeches acted like pouring ghee on fire”.

The same Rajewal on Tuesday night was telling his supporters that there were three “government agents”, Pandher, Pannu and Deep Sidhu, who “instigated violence and we must not allow them to come here among us”. Balbir Singh Rajewal also said, “I am not afraid of death, I am not afraid of these government agents, but tell our people in Punjab to be on guard against Pandher, Pannu and Deep Sidhu, they are anti-socials, if you give them a rope, they will mislead people.”

For the last two months, I have been consistently pointing out that anti-social elements and political activists have infiltrated the farmers’ agitation. I have named the mischief mongers who were abusing the Prime Minister from the dharna spot. But farmer leaders did not bother. I told them that the protest can go out of hand as there was no single leader who was leading this farmers’ agitation. The protesters do not have a single unified leadership. Those claiming to be national farm leaders are not even listened to by the protesters. On Tuesday and Wednesday, most of these farm leaders were claiming that their tractor march was peaceful, and those who carried out mayhem at ITO and Red Fort were not part of their group.

In my show, we showed another farm leader Gurnam Singh Chaduni who had threatened two days ago that his men would break police barricades if they were stopped. The same Chaduni now says that “we had already told police that the farmers were not happy with the routes and they could revolt, but police did not listen to us and this led to violence.” Rakesh Tikait had also asked his supporters to come with ‘jhanda’ and ‘danda.’

The rift among the farmer leaders has led to withdrawal of two UP farmer outfits, Bhartiya Kisan Union (Bhanu group) and Rashtriya Kisan Mazdoor Sangathan from the agitation. Their supporters left the dharna site at Chilla border in north-eastern Delhi on Wednesday evening and the Delhi-Noida road was cleared. The head of the BKU (Bhanu group) Thakur Bhanu Pratap Singh said: “We had come to Chilla border for a resolution of farmers’ problems. We had not come to indulge in any kind of indecency at the Red Fort or anywhere in the country. Whatever happened on Tuesday is shameful for the entire nation. Those who unfurled another flag at the Red Fort, I object to it and condemn it. Those who attacked the police, I object to it and condemn it.”

The farmer leaders heading the agitation now stand completely exposed. Today these leaders are blaming men like Pandher and Pannu, but when these two were joining them to attend meetings at Vigyan Bhavan, nobody said that they were rioters. On Monday night, on the eve of Republic Day, the dais of farmer leaders at Singhu border was forcibly occupied by some fringe elements, who alleged that the farm leaders have “been bought over by the government, and we will march on our tractors towards Red Fort to hoist our flag.”

The farm leaders listened to all this throughout the night, slept under blankets inside their tents, but did not inform the police about the latest development. The next morning, at 8 am, four hours before the scheduled time, when the protesters took out their tractors, broke the barricades and sped on their way to Delhi, there were not a single farm leader like Rakesh Tikait and Darshan Pal available to stop them.

The farmer leaders have now lost all respect and nobody is going to take them at their word. Leaders like Pannu and Pandher have become accomplices in the act of violence. They broke their promises given to the police, conspired with hoodlums and were instrumental in the acts of mayhem.

And now, about the perpetrators of Republic Day mayhem.

Deep Sidhu was the mastermind of the act of sacrilege at Red Fort. A native of Punjab’s Muktsar district, a small time Punjabi movie actor, Sidhu worked for BJP MP Sunny Deol during the 2019 Lok Sabha elections. There are pictures of Deep Sidhu with top BJP leaders, taken during that period. In December last year, Sunny Deol issued a statement saying that neither he nor his family has now any relation with him. Sidhu joined the farmers’ agitation. He was seen sitting with farmer leaders in most of their meetings, and even addressed the gatherings. At that time, Sidhu was acceptable to them, but did the farm leaders had any inkling about Sidhu’s motives?

Satnam Singh Pannu set up his Kisan Mazdoor Sangharsh Committee in 2007 in Punjab’s Majha area, with his base in Amritsar, and his supporters spread in seven to eight districts. Sarwan Singh Pandher is the public face of this outfit. Pandher and Pannu had clearly said two days before Republic Day that they would take their tractors to Ring Road. The same Pandher is now shifting the blame to Deep Sidhu, saying that he is “a BJP agent”.

Delhi Police Commissioner S N Shrivastav has said that the provocative speeches were made at farmers’ dharna sites on January 25 itself and the farmer leaders kept the hoodlums in front. He alleged that farmers led by Pannu and Darshan Pal reached Mukarba Chowk by 7 am, instead of the 12 noon schedule. Pannu gave a provocative speech and then the protesters deviated from their original route.

India TV reporters met policemen and women undergoing treatment in hospitals. They recounted how the protesters attacked them with sticks, iron rods, swords and speeding tractors. The injured police personnel said, how they exercised utmost restraint because of orders from the top, not to resort to firing. They said, the rioters had come with the intent of attacking police personnel only. Some of the injured policemen said, they were on the verge of death. Constable Sandeep lies with a fractured hand as he narrated, how the rioters, some of them seemed to be on drugs, attacked him with swords. Women police constable Rekha, with injuries on her chest, and another female constable Ritu, described the ordeal that they went through.

The SHO of Wazirabad P C Yadav narrated how he was attacked on his helmet with a sword, while he was rescuing his injured staff. His men had been attacked with swords, bamboo sticks and iron rods. Yadav described how he fell unconscious when his helmet was cut into two by the sword.

Questions are being raised why police did not fire when they were being attacked, the national flag was being dishonoured and the Red Fort was being desecrated. The answer is: Delhi Police officials knew that the farmers were waiting for the police to open fire, so that they could scream in front of the whole word that they have been attacked. Some political parties wanted rivers of blood to flow. There was conspiracy for recreating the Jallianwala Bagh incident in which British police had fired on unarmed people in Amritsar during the freedom movement. The aim was to present Narendra Modi as the infamous British General Dyer.

The government understood the motive and intent of the conspirators and this was the reason why orders were given to police not to fire at the protesters, at any cost. The same leaders who are today questioning why police did not take preventive action, would have hollered if the police had fired on the protesters in Red Fort. They would have then asked why blood of ‘innocent’ people were allowed to flow. These same leaders would have again labelled Narendra Modi as ‘maut ke saudagar’ (merchant of death). Every Indian should salute the brave men and women of Delhi Police, who withstood attacks and injuries, but did not resort to firing.

Just imagine. How these policemen and women saved their lives when confronted with murderous mobs who wanted to kill them. At the Red Fort, scores of policemen fell into 15 feet deep ditch while trying to save their lives. Many had injuries on their hands and feet.

The entry to the historic Red Fort presented a devastating scene. Ticket counters, barricades, audio tour room, security hold area, checking kiosk, scanners at the entry gates were vandalized and CCTV cameras were smashed by the rioters. Culture and Tourism Minister Prahlad Singh Patel inspected the Red Fort premises, and case of dacoity was also filed, because the rioters had looted some cash kept at the counters.

We have come to a point where no amount of excuses being given by farm leaders will suffice. Even if one accepts Chaduni’s words that it was Deep Sidhu who led the protesters while committing sacrilege at the Red Fort, my question is: who were the people who were using swords during the violence in Nangloi? Who were the people who attacked policemen with iron rods at ITO, and used speeding tractors to crush policemen? Who were the people who smashed DTC buses with tractors? Were they all government agents? Was it Delhi Police which brought thousands of protesters armed with rods and sticks?

The allegations being made by farmer leaders are mostly brazen lies. It makes one sad. Farmer leaders like Rakesh Tikait, Gurnam Singh Chaduni, Darshan Pal and Shiv Kumar Singh Kakka, may continue to live in their world of make-believe that the farmers will not realize the truth and people will continue to trust them, but this is not going to happen anymore.

The farmer leaders are fast losing friends, colleagues and sympathizers. These leaders could have earned the nation’s praise if they had alerted police on Monday night about the conspirators’ plan to enter Red Fort, but they lost the opportunity. They now stand discredited, completely.

गणतंत्र दिवस के मौके पर वो हुआ जो न आज तक कभी हुआ और न कभी होना चाहिए। किसानों के भेष में दंगाईयों ने दिल्ली में घुसकर लाल किले की प्राचीर की पवित्रता को भंग कर दिया। लाल किले की प्राचीर पर पीले रंग का दूसरा झंडा फहरा दिया, वो भी उस जगह जहां आजादी के बाद से हर साल देश के प्रधानमंत्री स्वतंत्रता दिवस पर तिरंगा फहराते हैं।

आज हर हिन्दुस्तानी के मन में गुस्सा और नाराजगी है, क्योंकि गणतंत्र दिवस के मौके पर देश की शान तिरंगे का अपमान हुआ। परंपरा और तिरंगे की धरोहर के प्रतीक लाल किले का अपमान किया गया। दिल्ली में ट्रैक्टर मार्च की आड़ में अराजकता हुई। ये काम उन लोगों ने किया जिन्हें हम अब तक किसान समझ रहे थे। ये तय करके आए थे कि पुलिस के बताए रूट पर जाना ही नहीं है। इन्होंने तय रूट से अपने ट्रैक्टर्स को डायवर्ट कर दिया और दिल्ली में आग लगाने की कोशिश की।

किसान नेता लगातार एक ही बात कह रहे थे। उनकी ट्रैक्टर परेड शांतिपूर्ण होगी और वो नियमों का पालन करेंगे। प्रोटोकॉल का पालन करेंगे और अराजक तत्वों पर पूरी नजर रखेंगे। लेकिन जब ट्रैक्टर परेड निकाली गई तो सारे वादे और नियम तोड़ दिए गए। बॉर्डर पर सारे दिशानिर्देशों को पांव तले रौंद दिया और धीरे-धीरे ये पूरा हंगामा दिल्ली के दिल आईटीओ और फिर लाल किले तक पहुंच गया। ट्रैक्टर पर टेरर मार्च निकालने वालों के तो सिर पर खून सवार था। जो पुलिसवाले उन्हें रोकने के लिए आ रहे थे वो उनपर ट्रैक्टर चढाने की कोशिश कर रहे थे। एक बार तो ऐसा लगा कि वो पुलिसवालों को ट्रैक्टर के नीचे कुचल ही देंगे। पुलिसवालों पर हमला किया गया और उन्हें दौड़ा-दौड़ा कर पीटा गया।

मैं दिल्ली पुलिस के जवानों की तारीफ करूंगा कि उन्होंने काफी संयम दिखाया। उपद्रवियों के तमाम हमलों के बावजूद धैर्य दिखाया। पुलिसवालों पर तलवारों से हमला हुआ, लाठियां बरसाई गईं, पत्थर फेंके गए और ट्रैक्टर से कुचलने की कोशिश हुई। पुलिस वालों का खून बहा लेकिन पुलिस ने आपा नहीं खोया। पुलिस ने हिम्मत और सहनशीलता का परिचय दिया और एक भी गोली नहीं चलाई। पुलिस ने केवल भीड़ को तितर-बितर करने के लिए आंसू गैस और लाठियों का इस्तेमाल किया। इस हिंसा में करीब 230 पुलिसकर्मी घायल हुए हैं।

गणतंत्र दिवस के मौके पर किसान आंदोलन की आड़ में उपद्रवियों ने पूरे देश को कलंकित करने का काम किया है। हमारी गौरवशाली परंपरा के प्रतीकों को दागदार कर दिया। पिछले दो महीनों में किसानों के प्रति जो सहानुभूति देश की जनता में उभरी थी वह अब खत्म हो गई है।

किसान आंदोलन को लीड करने वाले नेता पिछले 2 महीने से कैमरे के सामने बार-बार कह रहे थे कि उनके साथ मौजूद लोग अनुशासित हैं और वो एक इंच भी इधर से उधर नहीं होंगे, लेकिन उपद्रव के समय सारे नेता गायब थे। संयुक्त किसान मोर्चा ने देर शाम यह दावा किया कि ट्रैक्टर मार्च शांतिपूर्ण था। किसान संगठनों के नेताओं ने कहा कि कुछ लोगों ने कानून हाथ में लिया। कुछ लोगों ने किसान आंदोलन को बदनाम करने की कोशिश की। पुलिस पर हमले की तस्वीरें और सार्वजनिक संपत्तियों के नुकसान की तस्वीरें इस बात की गवाह हैं कि किस तरह से सफेद झूठ बोला गया।

जब दंगाई दिल्ली में पुलिस को पीट रहे थे, बसों को तोड़ रहे थे, तलवारें और लाठियां चला रहे थे पुलिस वालों को ट्रैक्टर से कुचलने की कोशिश कर रहे थे उस वक्त वो सारे किसान नेता कहां गायब थे? जो कल तक शान्ति के दूत बने थे, शान्तिपूर्ण आंदोलन की कसमें खा रहे थे और आंदोलनकारियों की गांरटी ले रहे थे, वे लोग कहां थे? जब हिंसक प्रदर्शनकारियों ने पुलिस को चुनौती दी, राष्ट्रीय ध्वज का अपमान किया और लाल किले में घुस गए, तब ये नेता कहां थे? गणतंत्र दिवस पर जो कुछ भी हुआ वह बेहद शर्मनाक है। इसकी पूरी पटकथा पहले ही लिखी गई थी। पुलिस की गलती ये रही कि उसने किसान नेताओं पर भरोसा किया।

गणतंत्र दिवस पर जो कुछ भी हुआ उससे हर भारतीय, हर किसान का सिर शर्म से झुक गया है। आप तस्वीरें देखेंगे तो आपका खून खौल जाएगा। अगर कोई शख्स लाल किले की प्राचीर पर लहरा रहे तिरंगे की तरफ लपके और तिरंगे को उतार कर दूसरा झंडा लगा दे, तो कौन हिन्दुस्तानी इसे बर्दाश्त करेगा?

आजादी के बाद 73 साल में ये पहला मौका है जब लाल किले पर इस तरह की अराजकता दिखी हो। हर साल प्रधानमंत्री लाल किले की प्राचीर पर तिंरगा फहराते हैं। 73 साल में लाल किले की प्राचीर पर फहरा रहा तिंरगा कभी नहीं झुका। इस तिरंगे की शान के लिए आजादी के बाद से अब तक 28 हजार से ज्यादा बहादुर जवान अपने प्राण न्योछावर कर चुके हैं, लेकिन कोई दुश्मन आज तक तिरंगे को नहीं झुका सका। कभी कोई तिरंगे का अपमान नहीं कर पाया। लेकिन आज हमारे ही बीच के लोगों ने धोखे से देश की शान में दाग लगाया और तिरंगे को झुकाने की कोशिश की। लाल किला देश की शानदार परंपरा का प्रतीक है। हमारे दुश्मन ये मंसूबा पालते हैं कि लाल किले पर धावा बोलेंगे, लेकिन ये मंसूबे कभी पूरे नहीं हुए, न कभी होंगे। लेकिन दुख की बात ये है कि हमारे देश के कुछ लोग किसान आंदोलन के नाम पर आए और हमारी गौरवशाली परंपरा के प्रतीक लाल किले को दागदार कर दिया। लाल किले के अंदर दंगाई घुस गए। हिंसक भीड़ पूरी प्लानिंग के साथ आई थी। उनके हाथों में लाठी डंडे थे। कुछ लोगों ने हाथों में नंगी तलवारें ले रखी थी। हुड़दंगी भीड़ लगातार नारे लगा रही थी। भीड़ को रोकनेवाले पुलिसकर्मियों को किले की दीवार से नीचे धक्का देकर गिरा दिया गया। इन अपराधियों को जल्द से जल्द से पकड़कर इन्हें कठोर सजा दी जानी चाहिए। इन लोगों पर देशद्रोह का मुकदमा चलना चाहिए।

इन दंगाइयों के हौसले बुलंद थे। कुछ लोग लालकिले की प्राचीर के बगल वाले गुंबद पर चढ़ गए। इन लोगों ने इस गुंबद पर भी अपना झंडा लगा दिया। यह सारा तमाशा इसलिए हो रहा था ताकि कैमरे में कैद इन तस्वीरों से गणतंत्र दिवस पर भारत की बदनामी हो। 26 जनवरी 1950 को पूरे देश ने मिलकर तय किया था कि हिन्दुस्तान कैसे चलेगा। किस कानून के तहत चलेगा। इसी दिन हमने संविधान की पवित्रता को कायम रखने की कसम खाई थी। इसी दिन तय हुआ था कि कुछ भी हो जाए, कैसे भी हालात हों लेकिन देश संविधान से ही चलेगा। संविधान से ऊपर कोई नहीं होगा। लेकिन कल कुछ लोगों ने इस तपस्या को भंग और अपवित्र कर दिया। जो लोग किसानों के भेष में आए थे वो असलियत में देश-विरोधी और देश के दुश्मन थे। उन्होंने तिरंगे का अपमान किया। लाल किले के कई गुंबदों पर अपना झंडा लगा दिया। इन तस्वीरों को हम कभी नहीं भूलेंगे और इस तरह की हरकत करने वालों को देश कभी माफ नहीं करेगा।

लगभग सभी राजनीतिक दलों ने इस उपद्रव और हिंसा की निंदा की है। लेकिन असल में किसी नेता ने खुलकर हिम्मत से अपनी बात कही तो वो पंजाब के सीएम कैप्टन अमरिंदर सिंह हैं। कैप्टन ने कहा कि दिल्ली में जो हुआ वो दुखद है, बर्दाश्त करने के लायक नहीं है। इसके बाद किसान संगठनों के नेताओं को दिल्ली से वापस लौटकर वहीं जाना चाहिए जहां वो आंदोलन कर रहे थे। कैप्टन ने जो कहा उसे कहने के लिए हिम्मत चाहिए क्योंकि कैप्टन अमरिन्दर पंजाब के सीएम हैं। इस आंदोलन में ज्यादातर किसान पंजाब के हैं। अब तक अमरिंदर किसान आंदोलन का खुलकर समर्थन कर रहे थे। लेकिन कल जब हिंसा हुई तो कैप्टन अमरिंदर ने इसका समर्थन नहीं किया। कैप्टन अमरिन्दर सिंह की साफगोई की तारीफ होनी चाहिए और दूसरे नेताओं को उनसे सीखना चाहिए। खासकर राहुल गांधी को कैप्टन से सीख लेनी चाहिए कि जब बात देश के मान-सम्मान और तिरंगे की हो, जब बात लाल किले की परंपरा की हो, पुलिसवालों पर तलवार से हमले की हो, तो सियासत से ऊपर उठकर सोचना चाहिए।

मैंने सोमवार की रात अपने शो ‘आज की बात’ में इस बात की आशंका जताई थी कि किसानों के ट्रैक्टर परेड में गड़बड़ हो सकती है, हिंसा हो सकती है। किसान नेताओं ने दावा किया था कि कुछ नहीं होगा, बड़ी शान से परेड निकलेगी, कोई गड़बड़ी नहीं होगी। अगर गड़बड़ हुई तो हमारे वॉलंटियर देख लेंगे। लेकिन अब मैं इन किसान नेताओं से पूछना चाहता हूं कि उनके साथ जो लोग धरने पर बैठे थे, वो लोहे की रॉड, तलवारें, लाठियां लेकर क्या शांति पाठ करने आए थे? क्या पुलिसवालों पर हमला करके, उनके साथी किसानों के कल्याण के लिए माला जपने आए थे? इन किसान नेताओं को मान लेना चाहिए कि वो सिर्फ नाम के नेता हैं और कोई उनकी नहीं सुनता। ये लोग सिर्फ सरकार को धमकियां दे सकते हैं, मीडिया के लोगों को डरा सकते हैं। अगर जरा भी शर्म है तो अपना आंदोलन स्थगित करें और देश से माफी मांगें। क्योंकि गणतंत्र दिवस पर जो कुछ हुआ वो शर्मनाक है उससे पूरा देश आहत है। इसकी जिम्मेदारी किसान संगठनों के उन 41 नेताओं पर है जो विज्ञान भवन में बैठकर सारे देश के किसानों के प्रतिनिधि होने का दावा करते हैं।

मैंने 70 के दशक में जय प्रकाश नारायण का आंदोलन देखा है। एक लीडर था, और छात्र आंदोलन पूरे देश में था। उनके एक इशारे पर छात्र आंदोलन में शांति हो जाती थी। महात्मा गांधी के 1922 के असहयोग आंदोलन को याद कीजिए जब गोरखपुर के चौरी चौरा में हिंसा हुई थी और पुलिस स्टेशन में आग लगा दी गई थी। इस घटना में 22 पुलिसकर्मियों की मौत हो गई थी। इस घटना से आहत महात्मा गांधी ने असहयोग आंदोलन वापस ले लिया था। ऐसे बड़े फैसलों के लिए बड़ा दिल चाहिए, बड़े लीडर होने चाहिए। लेकिन दुर्भाग्य की बात है कि इन लीडर्स का न दिल बड़ा है, न दिमाग बड़ा है।

On Republic Day, the nation watched in anguish and horror as goons posing as farmers forced their way into the historic Red Fort and hoisted a yellow cloth on the flag pole at the ramparts, at exactly the same spot where the Prime Ministers of India had been hoisting the Tricolour since Independence. Never in Independent India’s history such a thing happened, nor should have happened.

Today every Indian is angry over the desecration of the spot considered as sacred by the people of India, the national tricolour was insulted and the rich legacy of the Red Fort was besmirched. These hoodlums, whom we had been believing as farmers, committed this act of sacrilege, taking advantage of the lawlessness when farmers on tractors deviated from their fixed routes.

The farmer leaders had promised a peaceful tractor march, but their promises were thrown to the winds, trampled upon by their own unruly followers, who indulged in gross acts of vandalism, charging their tractors with full speed at policemen, trying to crush them, beating them with lathis, pushing them off the walls of Red Fort, smashing buses and waving swords and iron rods menacingly.

Delhi Police showed extraordinary restraint and did not fire a single bullet. Only tear gas and lathis were used to disperse the mobs. More than 120 policemen suffered injuries, many of whom are in hospital undergoing treatment.

The perfidious acts of hoodlums in the guise of farmers have brought a bad name to our country on the occasion of Republic Day. The sympathy that the entire nation expressed towards farmers during the last two months, has ended as these hoodlums appeared from the crowds of farmers and attacked our historical heritage.

All the farmer leaders, who were posing before the cameras for the last two months, giving homilies, did the disappearing act. On top of it, the Samyukta Kisan Morcha, in the evening, brazenly lied when it claimed in its statement that the tractor march was peaceful. Images of the horrible attacks on police, public properties and historical places nail their lies and their press statement deserves to be thrown into the waster paper basket.

Where were these farm leaders who were promising a peaceful protest, when their followers were charging their tractors intending to kill policemen? Where were these leaders when these violent protesters challenged the government and its security forces, and insulted the national flag and forced their way into the Red Fort? Whatever happened on Republic Day was premeditated, all these acts of infamy were pre-scripted, the farm leaders had lied, the police had accepted their lies at face value.

Whatever happened on Republic Day has made every Indian, every farmer, hang his or her head in shame. No Indian will ever accept anybody trying to hoist his own flag on the sacred pole, where the national tricolour is hoist every year on Independence Day. Images of the protesters insulting the tricolour will make the blood of every Indian curdle in anger.

For the first time in the 73-year-old history of India’s independence was the Red Fort desecrated in this manner. More than 28,000 jawans and officers of our armed forces have laid down their lives over the years in defence of our national flag. No enemy could ever dare insult our flag in any manner wahtsoever, but here, our own men, committed this act of sacrilege.

The historic Red Fort is an abiding symbol of our great national heritage and our enemies have always tried their best to attack the Red Fort, but failed. They will fail in future too, but it is sad to note that some of our own men, in the guise of farmers, came and tarnish the nation’s honour. The violent mob that forced its way inside the fort, was armed with iron rods, and many of them were carrying lathis and swords. The attack was pre-planned, the mob was shouting slogans, the policemen were pushed away from the rails of the ramparts, down the fort wall several feet below. The perpetrators must be punished, at the earliest. They must be put behind bars and tried for sedition.

The act of sacrilege did not stop there. The hoodlums also slid atop the nearby dome of the fort, and planted another flag on top of it. All this was being done for the benefit of camera, so that the images could be splashed across the world media, to tarnish India’s image on its national day. There were anti-nationals, in the guise of farmers, who wanted to dent India’s great image of a 72-year-old democratic republic. On this day in 1950, we, the people of India, had sworn on our Constitution to uphold our lofty ideals of equality, liberty and democracy. The people of India will never forget these horrible images of sacrilege, ever. The people of India will never pardon these anti-national elements.

Almost all political parties have condemned these acts of sacrilege, violence and lawlessness. Punjab chief minister Capt. Amrinder Singh appealed to “all genuine farmers to vacate Delhi and return to borders…The violence by some elements is unacceptable, it will negate the goodwill generated by peacefully protesting farmers.” I appreciate Capt. Amrinder Singh for not trying to shield the perpetrators of violence and condemning those who committed the acts of sacrilege. Congress leader Rahul Gandhi should learn a lesson or two from him, because when there are attacks on police with swords and our national heritage is desecrated, one must rise above politics and condemn such acts.

On Monday night itself, in my show ‘Aaj Ki Baat’, I had expressed apprehension about the possibility of protesters deviating from routes and resorting to violence, because I was sceptical about these farm leaders, who claimed to represent the protesters. I want to ask them, did these protesters join them with iron rods and sticks, in order to offer ‘shanti paath’ (hymns of peace)? Were these protesters offering garlands while pelting stones at policemen?

It’s now time that these farm leaders must admit that they cannot lead the ongoing protests, because the protesters do not listen to them. There is no point in these leaders issuing threats to the government or the media. If they have an iota of shame left, these farm leaders should suspend their agitation and apologize before the entire nation. Whatever happened on Republic Day was shameful and the nation is angry and hurt. The responsibility for this must be borned by those leaders of 41 farmer organisations who sat at the negotiating table inside Vigyan Bhavan.

I have seen JP’s movement during the Seventies. There was a single leader, Lok Nayak Jayaprakash Narayan, whose single message used to bring peace and unity among the various students’ organization spread across India. Let’s remember Mahatma Gandhi, who called off his Non-Cooperation Movement in 1922 when rioters in Chauri Chaura of UP’s Gorakhpur district set a police station on fire killing 22 policemen. One needs leaders with a large heart to take such decisions, but unfortunately, these farm leaders are pygmies compared to our great national leaders.

केंद्र और किसान यूनियन के नेताओं के बीच चल रही बातचीत शुक्रवार को उस वक्त बेपटरी हो गई जब किसान नेताओं ने सरकार से साफ कह दिया कि वे तीनों विवादास्पद कानूनों को निरस्त करने के अलावा और किसी और चीज पर सहमत नहीं होंगे। वहीं, केंद्र सरकार ने भी यह कहते हुए अपना रुख सख्त कर लिया कि तीनों कानूनों को डेढ़ साल के लिए स्थगित करने के प्रस्ताव से बेहतर दूसरा कोई विकल्प नहीं है और कानूनों को निरस्त करने का तो सवाल ही पैदा नहीं होता।

कृषि मंत्री नरेंद्र सिंह तोमर शुक्रवार को हुई बैठक के बाद दुखी नजर आए। उन्होंने कहा, ऐसा लगता है कि कुछ ताकतें नहीं चाहती कि कोई हल निकले और उनकी पूरी कोशिश आंदोलन को लंबा करके अपने खुद के राजनीतिक हितों को साधने की है। अगले दौर की बातचीत के लिए कोई नई तारीख भी तय नहीं की गई, जिससे यह साफ इशारा मिला कि अब पूरा मामला बेपटरी हो गया है।

शुक्रवार की बैठक में मंत्रियों ने किसान नेताओं से बार-बार अनुरोध किया कि वे कृषि कानूनों को स्थगित रखने के सरकार के प्रस्ताव पर दोबारा गौर करें लेकिन बात नहीं बनी। किसान नेताओं ने साफ कह दिया कि नए कृषि कानूनों को निरस्त किए बगैर बातचीत आगे नहीं बढ़ेगी। इस पर सरकार ने भी कह दिया कि कानूनों को स्थगित करना ही एकमात्र संभव हल है और इसके अलावा कोई दूसरा प्रस्ताव नहीं है।

शुक्रवार को किसानों के साथ 11वें राउंड की मीटिंग हुई थी। मुझे याद है कि दसवें दौर तक की हर बातचीत के अंत में तोमर मुस्कुराते हुए निकलते थे और कहते थे कि उन्हें अभी भी उम्मीद है कि मामले का हल निकलेगा। लेकिन शुक्रवार की बातचीत के बाद उनके चेहरे पर दुख और निराशा नज़र आई। तोमर परेशान क्यों थे, बातचीत फेल क्यों हुई, इसका संकेत भी उन्होंने मीटिंग के बाद दे दिया। उन्होंने कहा, ‘जब आंदोलन की पवित्रता खत्म हो जाती है, जब स्वार्थी लोग हावी हो जाते हैं, तो यही होता है।

किसान संगठनों ने गुरुवार की शाम को ही ऐलान कर दिया था कि उन्हें सरकार का प्रस्ताव मंजूर नहीं है, इसलिए यह तभी तय हो गया था कि शुक्रवार की मीटिंग में क्या होना है। शुक्रवार को बातचीत नाकाम होने के बाद ज्यादातर किसान नेता भी खुश नहीं दिखे।

एक किसान नेता ने कहा कि वे शनिवार को दोपहर 12 बजे तक विचार करेंगे और फिर से सरकार को बताएंगे, लेकिन इतना तो तय है कि 26 जनवरी को ट्रैक्टर परेड जरूर होगी। एक अन्य हार्डलाइनर किसान नेता गुरनाम सिंह चढ़ूनी ने कहा कि बैठक तो आधे घंटे के भीतर तभी खत्म हो गई थी, जब मंत्रियों ने उनसे ये कहा कि कानूनों को सस्पेंड करना ही एकमात्र बेस्ट ऑफर है और यह किसानों को ऊपर है कि वे क्या तय करते हैं। मंत्री मीटिंग से यह कहकर चले गए कि किसान संगठन आपस में बात कर लें। चढ़ूनी ने कहा, ‘बातचीत तो आधे घंटे में ही खत्म हो गई थी, उसके बाद तो सरकार ने किसानों को बेकार में बिठाकर रखा।’

लेफ्ट की तरफ झुकाव रखने वाले किसान नेता हन्नान मोल्लाह, जो कि प्रत्येक दौर की बातचीत के बाद मीडिया से रूबरू होते हैं, भी उदास दिखे। शुक्रवार को उन्होंने कहा, ‘हम क्या कर सकते हैं? कोई फैसला नहीं हुआ। अब कल 12 बजे तक सरकार को हम अपनी राय बताएंगे।’

उत्तर प्रदेश के किसान नेता राकेश टिकैत ने कहा, ‘हम एक बार फिर से सरकार के प्रस्ताव पर विचार करेंगे। अगर सरकार से बात करनी होगी तो करेंगे, नहीं तो आंदोलन चलता रहेगा।’ भारतीय किसान यूनियन के एक अन्य नेता युद्धवीर सिंह ने कहा, ‘अब फिलहाल बातचीत के रास्ते बंद हो गए हैं। सरकार ने कह दिया है कि ये आखिरी मीटिंग है। अगर सरकार कानूनों को वापस नहीं लेती तो किसान आंदोलन इसी तरह जारी रहेगा।’

मुझे लगता है कि सरकार ने डेढ़ साल तक किसान कानूनों को स्थगित करने का जो प्रस्ताव दिया था, उसके पीछे किसान नेताओं को बीच का रास्ता देने की मंशा थी ताकि आंदोलन भी खत्म हो जाए और आंदोलन करने वाले नेताओं की साख भी बची रहे। इसमें सरकार की तरफ से न तो कोई राजनीतिक पैंतरेबाजी थी, न कोई छल-कपट था। पर्दे के पीछे जिन किसान नेताओं से बात हुई थी, उन्होंने भरोसा दिलाया था कि अगर ऐसा ऑफर दे दिया जाए तो बात बन जाएगी।

लेकिन किसान संगठनों के नेताओं ने गुरुवार और शुक्रवार को जिस अंदाज में जवाब दिए, उससे लगा कि वे उन लोगों के दबाव में आ गए हैं जो टकराव चाहते हैं। जब किसी आंदोलन को कोई एक नेता नहीं होता तो इसी तरह की स्थिति पैदा होती है। यह भी साफ दिखाई दिया कि कई संगठन, कई किसान नेता समझते हैं कि सरकार ने जो ऑफर दिया उससे किसानों को फायदा होगा। लेकिन किसान नेताओं के बीच कुछ ऐसे भी तत्व हैं जो किसानों के फायदे की बजाए राजनीतिक फायदे के बारे में सोचते हैं। ये लोग सरकार को डराना चाहते हैं, नीचा दिखाना चाहते हैं। ये बीच के किसी भी रास्ते को मानने के लिए तैयार नहीं हैं और चाहते हैं कि आंदोलन जारी रहे। ये लोग बार-बार 26 जनवरी को ट्रैक्टर मार्च निकालने की धमकी देते हैं। इनका एकमात्र मकसद सरकार पर दबाव बनाना है।

मुझे यह भी पता चला कि किसानों के बीच कई नेता ऐसे हैं जो नहीं चाहते कि ट्रैक्टर मार्च निकले और गणतंत्र दिवस के जश्न में खलल खलल पड़े, लेकिन जो हालात हैं उसमें किसानों से इस मार्च को रोकने की बात भी नहीं कर सकते। इसलिए जो किसान नेता कहते हैं कि ट्रैक्टर मार्च शन्तिपूर्ण होगा, वे भी जानते हैं कि इस बात की कोई गारंटी नहीं है कि सब कुछ उनके बस में रह पाएगा, ठीक वैसे ही जैसे कि इस आंदोलन में सहमति बनाना किसी के बस में नहीं है।

इतिहास गवाह है कि आंदोलन कितना भी बड़ा हो, कितना भी उग्र हो, रास्ता बातचीत से ही निकलता है। मेरा कहना है कि किसान नेताओं को संवाद की डोर जोड़े रखनी चाहिए और बातचीत का रास्ता बंद नहीं करना चाहिए। डेढ़ साल का वक्त कम नहीं होता, इसलिए सरकार के प्रस्ताव को स्वीकार करना चाहिए। हालांकि वे इस सलाह को मानेंगे इसकी गुंजाइश कम ही है।

तोमर ने ठीक कहा था कि कुछ ऐसी ताकतें हैं जो इस मामले में सुलह नहीं चाहती। शुक्रवार को इसका सबूत मभी मिल गया, जब बातचीत खत्म होने के थोड़ी ही देर बाद पंजाब के मुख्यमंत्री कैप्टन अमरिन्दर सिंह ने चंडीगढ़ से एक सियासी बयान दिया। उन्होंने ऐलान किया कि किसान आंदोलन में जितने किसान शहीद हुए हैं, उन सबके परिवारों को 5-5 लाख रुपये और परिवार के एक मेंबर को सरकारी नौकरी दी जाएगी। कैप्टन ने आरोप लगाया कि केंद्र सरकार को किसानों की चिंता नहीं है, बीजेपी सरकार ने लोकतन्त्र का गला घोंट दिया है, लेकिन पंजाब सरकार किसानों को अकेला नहीं छोड़ेगी।

आंदोलन के दौरान जिन किसानों की मौत हुई, उनके परिवारों के प्रति भारत के लोगों की पूरी सहानुभूति है। पंजाब के मुख्यमंत्री के द्वारा उन किसानों के परिवारों की मदद करने का ऐलान काबिले तारीफ है। लेकिन उनके इस बयान की टाइमिंग और नीयत पर शक होता है। आंदोलन की शुरुआत से ही कैप्टन अमरिंदर सिंह आंदोलनकारियों को पूरा समर्थन दे रहे हैं और उनकी कोशिश रही है कि यह चलता रहे।

उनकी पार्टी के नेता राहुल गांधी और उनके सांसदों ने विरोध प्रदर्शन किए, राष्ट्रपति के पास गए, और आंदोलन के समर्थन में रोजाना बयान भी देते रहे। इस बीच राहुल गांधी विदेश जाकर नया साल भी मना आए, तमिलनाडु में जलीकट्टू देख आए, ट्विटर के जरिए लगातार किसानों को अपना समर्थन देते रहे और मोदी को ताने भी मारते रहे। उन्होंने किसानों से ‘वीर तुम बढ़े चलो’ भी कहा और उनकी पार्टी की वर्किंग कमिटी ने किसान आंदोलन के समर्थन में एक प्रस्ताव भी पास किया।

इन सारी चीजों को देखते हुए यह समझना मुश्किल काम नहीं है कि नरेन्द्र सिंह तोमर ने किसके लिए कहा था कि ‘कुछ ताकतें’ हैं, जो नहीं चाहतीं कि किसान सड़क से उठकर घर पर जाएं। अब यह दिल्ली के बॉर्डर पर बैठे किसानों को तय करना है।
