India on Thursday recorded the highest single-day count of fresh Covid cases (59,117) in the last 159 days, with Maharashtra leading with 35,952 new cases on a single day. On Thursday, 255 Covid patients died in India, while active cases have increased by over 52,000 in the last two days. The total number of active Covid cases has now crossed 4 lakhs, the fastest ever rise by one lakh in the last five days.

There are reports that the second wave of Covid pandemic may peak towards the end of April, and it may last till May. The pandemic is spreading fast in Maharashtra, Gujarat (which registered 1,961 new cases on Thursday), Punjab, Karnataka and Chhattisgarh. So, we are back to square one, where we were last year.

India TV reporters in Ahmedabad, Surat, Bhopal, Chandigarh and other cities tried to find out the reasons behind the spread of the pandemic. The most shocking report came from Indian Institute of Management (IIM), Ahmedabad. This institute, reputed for its management skills across the world, failed in Covid management. Our reporter Nirnay Kapoor reported that the IIM became a Covid hotspot because of five of its students. By March 16, all the five students knew they had been infected with Coronavirus, but they concealed this information because they did not want exams to be postponed.

These five students freely mixed with others, became super spreaders, and, by the time, more students were found Covid positive, mass testing was ordered. Twenty two students and a faculty member were found Covid positive. The question then arose why the top management failed to know that five of the students were Covid positive. It so happened that these five students got themselves tested from private labs, and instead of giving their IIM hostel address, they gave addresses of their home states. Because of this, the Ahmedabad Municipal Corporation failed to trace the students in IIM.

Dr Mehul Acharya, Deputy Health Officer of Ahmedabad Municipal Corporation, said, the five IIM students had gone to Narendra Modi stadium on March 12 to watch the India versus England cricket match. Four days later, they were found Covid positive. Since a large crowd went to watch the match, it is now practically impossible for municipal authorities to trace those who could have been infected.

In Gujarat’s Sabarkantha district, two wardens at a residential school for poor children run by Sahyog in Rajendra Nagar were infected with Covid virus. When mass testing of all the 292 school children was carried out, it was found that 39 of them were Covid positive. The question arose, how the two warden got infected, as they were staying in the residential school. It could be because of milk, vegetable and other essentials that were brought it. Tracing the vendors is now a tough task.

There was another instance of 34 auto drivers in Surat found Covid positive. On checking, it was found that since the municipal corporation had banned plying of buses inside the city, people were using autos for travel, and this led to spreading of the virus. In order to rake in money, the auto drivers, instead of taking two passengers, were taking more than five at a time, and the virus was spreading fast. Nearly 2.5 lakh people used to travel in 741 buses in Surat, but after the bus service was banned, the autos became the carriers of the virus.

Clearly, the pandemic is spreading because of negligence on part of the people. If the government stops plying of buses, people pile into autos for travel, if authorities close down parks, people travel on roads, if people are fined for not wearing masks, they carry masks but do not cover their faces. Now that different strains of Coronavirus have mutated, most of the people infected do not show any sign of cough or fever. Nearly 80 per cent people found positive in Nagpur and Bhopal were asymptomatic.

In Bhopal, nearly 400 people were found positive on Thursday, out of them more than half were asymptomatic. Asymptomatic Covid patients are a riskier lot. They can unknowingly spread the virus. In Nagpur, more than 206 Covid patients were found carrying the mutant strains of the virus. Out of 3,500 people found Covid positive in Nagpur on Thursday, nearly 2,800 people had no symptoms. The same is the case in Mumbai, where more than 5,500 new cases are being reported daily. Mumbai Mayor Kishori Pednekar says, people are unwilling to go in for Covid tests, because they fear that if they are found Covid positive, their apartments could be sealed.

The situation is also alarming in Bengaluru. Out of the 2,300-odd people found positive, more than 1,400 were from Bengaluru Urban. India TV reporter T. Raghavan spoke to experts, doctors and municipal officers. Most of them blamed people arriving from Maharashtra and Kerala for bringing the virus. They took part in social gatherings and parties, and spread the virus. Nearly 70 per cent cases have been found among people living in apartments. Most of these people took parts in weddings and social gatherings.

In Delhi, too, the virus is spreading fast. A week ago, the daily spike was hardly 300 cases, but on Thursday, it topped 1,500. Most of the cases are symptomatic, but the problem is: instead of having earlier symptoms like cough and cold, the new symptoms are nausea, stomach ache, vomiting and diarrhoea. Dr B. L. Sherwal, director of Rajiv Gandhi Super Speciality Hospital said, the number of Covid patients having new strains of the virus is increasing fast. The new variant is affecting lungs, neck and brain, and because of this, patients are complaining of stomach ache, diarrhoea and vomiting.

The biggest culprit behind the spread of pandemic is: negligence. India TV reporter Puneet Parinja spoke to devotees who had assembled for Hola Mohalla at Anandpur Sahib on Thursday. Most of them were moving in crowds, and were not wearing masks. Speaking on camera, most of the devotees said, the spread of the pandemic is a rumour, there was nothing like a Covid disease. Many of them questioned how thousands of people attend rallies addressed by leaders, and are yet free from the virus. “Corona is a sarkari drama”, one of them said.

How can one respond to such a ludicrous remark? If people start saying, Corona is a political “stunt” and “drama”, the dangers are obvious. It is true that huge election rallies are being held in Bengal and Assam, from where spike in Covid cases has not come. But it is also a fact that the pandemic is viral in Kerala, where election rallies are being held. Some people may say, where is the need to fear Corona, now that people are taking vaccines? My reply to them is: The virus is fast mutating into different strains, which are more lethal. We must be on our guard or ignore the warnings at our own peril.

This is the second wave of Covid pandemic, and could be more dangerous. We do not even know the details about the new variants of mutations that are taking place. Our reporters risked their lives to report from these Covid hotspots, so that we can open the eyes of those who are adopting a cavalier and negligent attitude. Now that your have seen their reports, one thing is clear: Negligence is the main cause behind the spread of the virus. In places, where people did not take the warnings seriously, the pandemic spread very fast. People across the world agree that vaccination is a must to protect yourself from the virus, wearing of masks and social distancing are a must, otherwise you will be putting your life and the lives of your near and dear ones at stake.

बुधवार को भारत में कोरोना वायरस से संक्रमण के 53,364 मामले सामने आए जो कि पिछले 5 महीनों में एक दिन में आए मामलों की सर्वाधिक संख्या है। इसी के साथ देश के 18 राज्यों में मिले 771 वैरिएंट्स में ‘डबल म्यूटेंट’ का पता लगने की खबरें भी सामने आई हैं। नेशनल सेंटर फॉर डिजीज कंट्रोल के डायरेक्टर ने इस बारे में जानकारी देते हुए कहा कि जिन राज्यों में नए मामलों में उछाल देखने को मिला है वहां एक ऐसा म्यूटेशन प्रोफाइल पाया गया है जो पिछले 6 से 8 महीनों में पाए गए मूल म्यूटेंट से अलग है।

इसकी सबसे ज्यादा डराने वाली बात यह है कि कोरोना वायरस के ये डबल म्यूटेंट हमारे इम्यून सिस्टम को बाईपास कर सकते हैं, यानि हमारी प्रतिरोधक क्षमता को चकमा दे सकते हैं। ये म्यूटेंट ज्यादा संक्रामक हैं और इन्हें 15 से 20 पर्सेंट सैंपल्स में पाया गया है। हैरानी की बात यह है कि अभी तक वायरस के जितने भी जीनोम सीक्वेंस डिकोड किए गए हैं, ये उनमें से किसी से भी मैच नहीं करते।

NCDC के डायरेक्टर ने बताया कि कोरोना वायरस का यह डबल म्यूटेंट महाराष्ट्र के 206 और दिल्ली के 9 सैंपल्स में मिला है। नागपुर में लगभग 20 प्रतिशत सैंपल्स में डबल म्यूटेंट पाया गया है। राज्यों और केद्र शासित प्रदेशों द्वारा साझा किए गए कुल 10,787 पॉजिटिव सैंपल्स में 771 वेरिएंट्स का पता चला है। ये डबल म्यूटेंट्स यूके, दक्षिण अफ्रीकी या ब्राजील के म्यूटेंट्स से अलग बताए जा रहे हैं। उन्होंने कहा कि म्यूटेंट्स का पता लगाने के लिए अब ज्यादा जीनोम सीक्वेंसिंग की जा रही है।

आसान शब्दों में कहें तो जो लोग ये समझते थे कि उनकी इम्युनिटी काफी अच्छी है, वे भी इस ‘डबल म्यूटेंट’ के हमले से सुरक्षित नहीं हैं। नया म्यूटेंट इसलिए खतरनाक है क्योंकि यह शरीर की प्रतिरोधक क्षमता को भी छका सकता है, उसे चकमा दे सकता है। महाराष्ट्र के 10 में से 9 जिले इस ‘डबल म्यूटेंट’ वायरस से प्रभावित हुए हैं।

कोरोना वायरस की दूसरी लहर के साथ ही मामलों में तेजी से बढ़ोत्तरी होती जा रही है। रोजाना होने वाली मौतों का आंकड़ा भी बढ़ता जा रहा है। बुधवार को कोरोना वायरस के संक्रमण के चलते पूरे भारत में 248 मरीजों की जान गई है। स्वास्थ्य मंत्रालय के मुताबिक, कोविड-19 से होने वाली कुल मौतों में से 88 फीसदी मौतें 45 साल से अधिक के आयु वर्ग में हुई हैं। महाराष्ट्र से बुधवार को 31,855 नए मामले सामने आए हैं। पिछले साल महामारी की शुरुआत के बाद यह एक दिन में मिलने वाले मरीजों की सबसे बड़ी संख्या है। मुंबई में एक दिन में सर्वाधिक 5190 नए मामले सामने आए, जबकि मंगलवार को 3,514 नए मरीज मिले थे। गुजरात में बुधवार को एक दिन में सबसे ज्यादा 1,790 नए मामले सामने आए। दिल्ली में कोरोना के 1,254 नए मामले सामने आए और यह 18 दिसंबर के बाद से सबसे ज्यादा है।

होली, नवरात्र, शब-ए-बारात और रमजान जैसे त्योहार पास आते जा रहे हैं और इसके साथ ही इन राज्यों में सरकारों की टेंशन भी बढ़ती जा रही है। कुछ राज्य सरकारों ने होली, नवरात्र और शब-ए-बारात के मौके पर भीड़ इकट्ठा होने पर रोक लगा दी है। हालात को देखते हुए महाराष्ट्र के बीड में 26 मार्च से 4 अप्रैल तक लॉकडाउन का ऐलान हो गया है। इसी तरह नांदेड़ जिले में भी नाइट कर्फ्यू लगा दिया गया है।

हालांकि कोरोना के बढ़ते मामलों से ‘डबल म्यूटेंट’ को जोड़ना अभी जल्दबाजी होगी, लेकिन जो संकेत मिल रहे हैं वे ठीक नहीं हैं। लोगों के बीच आधारहीन अफवाहें भी फैल रही हैं और कहा जा रहा है कि कोविशील्ड हो या कोवैक्सीन, कोरोना के बदले हुए रूप पर इन दोनों टीकों का असर नहीं होगा।

मैं पूछना चाहता हूं: वायरस के जिस ‘डबल म्यूटेंट’ वैरिएंट का पता अभी चला है, जिसके व्यवहार के बारे में वैज्ञानिकों के पास भी जानकारी नहीं है, उसके बारे में कोई ये कैसे कह सकता है कि वैक्सीन उस पर असर करेगी या नहीं?

अफवाहों पर यकीन न करें। केंद्र सरकार की तरफ से कहा गया कि फिलहाल कोरोना के खिलाफ जंग जीतने के 3 ही मंत्र हैं, पहला टेस्टिंग, दूसरा मास्क और तीसरा वैक्सीनेशन। टेस्टिंग जितनी ज्यादा बढ़ाई जाएगी, कोरोना को रोकना सरकार के लिए उतना ही आसान होगा। लोग मास्क लगाएंगे, सोशल डिस्टैंसिंग का पालन करेंगे, तो कोरोना से बचे रहेंगे। और जहां तक वैक्सीनेशन का सवाल है सरकार ने ये ऐलान तो कर ही दिया है कि अब 1 अप्रैल से 45 साल से ज्यादा उम्र के सभी लोगों को वैक्सीन दी जाएगी। बुधवार को सरकार ने ये भी क्लीयर कर दिया कि कोरोना का पुराना वैरिएंट हो या फिर नया, वैक्सीन सभी वैरिएंट्स पर असर करेगी।

नीति आयोग के सदस्य (स्वास्थ्य) डॉक्टर वीके पॉल के मुताबिक, वायरस में म्यूटेशन नैचुरल है। उन्होंने कहा कि वायरस अपना रूप बदलता है और यह कोई नई बात नहीं है। डॉ. पॉल ने बताया कि जब तक वायरस म्यूटेट नहीं करेगा, तब तक इसके असर का पता नहीं चलेगा और यह जानकारी नहीं मिल पाएगी कि इसका कौन-सा वैरिएंट, कौन-सा स्ट्रेन इंसान के लिए ज्यादा घातक साबित होगा। उन्होंने कहा कि लेकिन सबसे अच्छा तो यह है कि वायरस को अपने पास ही न आने दिया जाए, इसे पहले ही दबा दिया जाए।

इस वक्त जरूरी है कि हम सभी कोविड से जुड़े दिशानिर्देशों का पालन करें, घर से बाहर निकलते समय मास्क जरूर पहनें, भीड़-भाड़ वाली जगहों से दूर रहें, सोशल डिस्टैंसिंग बनाए रखें और अपना नंबर आने पर वैक्सीन जरूर लगवाएं। वायरस से खुद को बचाने के सिर्फ यही तरीके हैं। इस महामारी से खुद को बचाने के लिए हम सभी को हाथ से हाथ मिलाकर चलना होगा।

त्योहार हम बाद में भी मना सकते हैं, लेकिन सबसे बड़ी प्राथमिकता भीड़भाड़ इकट्ठा न होने देने और महामारी से लड़ने की है। होली और ईद तो हम अगले साल भी मना सकते हैं, बशर्ते इस वायरस से खुद को बचाए रखें। यदि सरकार होली पर पाबंदी लगाती है, तो इसे हिंदू विरोधी बताया जाता है, और अगर यह शब-ए-बारात पर पाबंदी लगाती है, तो सरकार को मुस्लिम विरोधी बताया जाता है। एक दूसरे के खिलाफ धार्मिक आधार पर इस तरह के आरोप लगाने से हमें बचना होगा। समाज और धर्म के ऐसे नेताओं से दूर रहें जो आपकी भावनाओं को भड़काने की कोशिश कर सकते हैं।

दूसरी बात ये कि चूंकि 45 वर्ष से अधिक आयु के लोगों को ‘सुपर स्प्रेडर्स’ माना जाता है, इसलिए उन्हें एक अप्रैल के बाद वैक्सन जरूर लगवा लेनी चाहिए। यदि आपकी उम्र 60 साल से ज्यादा है तो आप तुरंत टीका लगवाएं। केवल वैक्सीन ही कोरोना के खिलाफ आपके लिए एक ढाल का काम करेगी।

यह सच है कि महामारी को आए हुए एक साल से ज्यादा का समय बीत चुका है, लेकिन आज भी पूरी दुनिया में इस वायरस को लेकर सबसे बड़ी प्रॉब्लम है ये है कि इसको लेकर कोई क्लैरिटी नहीं है। यह कहां से आया? कैसे फैलता है? इससे बचने का फूलप्रूफ तरीका क्या है? क्या वैक्सीनेशन कोरोना को रोक सकता है? कितने दिन तक रोक सकता है? इन सारे सवालों का आज तक कोई साफ जवाब नहीं मिल पया है। एक साल से भी ज्यादा समय बीत चुका है लेकिन आज भी बड़े-बड़े एक्सपर्ट कोरोना वायरस को लेकर सवालों के जवाब नहीं दे पाते।

आज भी कोई शख्स कोरोना वायरस से संक्रमित होता है तो हम ढूंढते रहते हैं कि इन्फेक्शन आया कहां से। मैं ऐसे कितने लोगों को जानता हूं जो साल भर घर से नहीं निकले, किसी से नहीं मिले, भीड़ में नहीं गए, पार्टी में नहीं गए लेकिन कोरोना वायरस के शिकार हो गए। और मैंने ऐसे लोग भी देखे हैं जो लापरवाह हैं, बाजार में भी जाते हैं, पार्टियों में भी जाते हैं लेकिन कोरोना से बचे हुए हैं।

अब अगर कोरोना वायरस का संक्रमण भीड़ से फैलता है, तो हम हर रोज बंगाल, असम और दक्षिण भारतीय राज्यों में चुनाव की रैलियां देखते हैं, लेकिन इनमें से किसी भी राज्य में कोरोना के मामलों में खास बढ़ोत्तरी नहीं हुई है। पिछले 4 महीनों से किसान दिल्ली के बॉर्डर पर हजारों की संख्या में बैठे हैं, लेकिन कोरोना वहां भी नहीं फैला। और कई जगह शादी में 100 लोग इकट्ठा हुए और उनमें से अधिकांश संक्रमित हो गए।

लक्षणों की बात करें, तो इसे लेकर भी कुछ साफ नहीं है। कई ऐसे लोग जिनमें खांसी और बुखार जैसे कोरोना के लक्षण दिखाई दिए, जांच होने के बाद उनकी रिपोर्ट नेगेटिव आई। वहीं, कई ऐसे लोग भी हैं जिनमें कोविड का कोई लक्षण नहीं था, लेकिन पॉजिटिव पाए गए। मैं ऐसे कितने लोगों को जानता हूं जिन्हें इंफेक्शन हुआ, और वे ठीक हो गए, लेकिन 14 दिन बाद रिपोर्ट आई तो पॉजिटिव दिखाया। डॉक्टर कहते हैं कि यह डेड वायरस है, टेस्ट में रिफ्लेक्ट करेगा लेकिन खतरे की कोई बात नहीं होती।

यही बात वैक्सीनेशन पर भी लागू होती है। कोई पूरे यकीन के साथ नहीं बता पा रहा है कि वैक्सीनेशन के बाद भी कोरोना हो सकता है या नहीं। कुछ लोग कहते थे कि चीनी टीका सबसे ज्यादा असरदार है क्योंकि वायरस चीन से आया था। लेकिन चीन में बनी वैक्सीन की पहली डोज लेने के बाद इमरान खान को वायरस ने पकड़ लिया। बुधवार को बॉलीवुड स्टार आमिर खान के भी कोरोना संक्रमित होने की खबर मिली। महाराष्ट्र के मंत्री धनंजय मुंडे तो दोबारा कोविड पॉजिटिव पाए गए हैं।

अब सबसे बड़ा सवाल यह है कि क्या कोई इस बात को पूरे यकीन से कह सकता है कि वैक्सीन की दोनों डोज लेने के बाद उसे कोरोना वायरस का संक्रमण नहीं होगा? विशेषज्ञों का कहना है कि इसकी गारंटी कोई नहीं दे सकता। इस बारे में सिर्फ इतना कहा जा सकता है कि वैक्सीनेशन के बाद वायरस के संक्रमण का खतरा कम हो जाता है।

एक ऐसा वायरस जो इतना चालाक है, इतने रूप बदलता है, उससे लड़ाई लड़ना बेहद ही चुनौतीपूर्ण काम है। इसीलिए सबसे जरूरी चीज है वायरस से खुद की सुरक्षा। मास्क लगाएं, हाथों को नियमित अंतराल पर धोएं, भीड़भाड़ वाली जगहों से दूरी बनाए रखें, और अपना नंबर आने पर वैक्सीन जरूर लगवाएं। यही आपके और आपके परिवार के बचाव का एकलौता तरीका है।

On Wednesday, as India recorded its highest daily Covid tally (53,364) in over five months, news came about the detection of a “double mutant” among 771 variants found in 18 states across the country. The National Centre for Disease Control director said, states witnessing a spike in new cases have found a mutation profile different from the original mutants detected so far during the last six to eight months.

The most alarming part of this is that the double mutants can escape immunity, that is, they have the ability to evade antibodies. These mutants have increased infectivity and they have been found in 15 to 20 per cent of samples. These double mutants do not match any previously catalogued mutants.

This double mutant has been detected in 206 samples in Maharashtra and in nine samples in Delhi, the NCDC director said. Kn Nagpur, around 20 per cent samples were found with double mutants. Out of 10,787 Covid positive samples shared by states and union territories, 771 variants of mutants have been detected till now. The double mutants are said to be different from the UK, South African or Brazilian mutants. More genomic sequencing is now being done to detect the mutants, he said.

In simple words, people who had been acquiring immunity till now are now no more safe from an attack by this “double mutant”. It is dangerous because it can bypass immunity precautions in the body. Nine out of ten districts in Maharashtra have been affected by this “double mutant” virus.

The surge caused by the second wave of Covid pandemic is taking place rapidly. The daily death toll is also rising. On Wednesday, 248 Covid related deaths were reported across India. The Health Ministry has said that 88 per cent of the Covid deaths are among the 45-plus age group. 31,855 fresh cases were reported from Maharashtra on Wednesday, the highest single-day rise since the pandemic began last year. Mumbai recorded its highest single day tally of 5,190, up from 3,514 the previous day. Gujarat also recorded its highest count of fresh cases with 1,790 reported on Wednesday. Delhi reported 1,254 new Covid cases, the highest since December 18.

With Holi, Navratra, Shab-e-Barat and Ramzan fast approaching, the authorities in these states are worried. Several state governments have prohibited gatherings on the occasion of Holi, Shab-e-Barat and Navratra. Complete lockdown has been imposed in Beed district of Maharashtra from March 26 till April 4. Night curfew has been imposed in Nanded district.

Though it would be too early to link the “double mutants” with the spike in Covid cases, the signs are ominous. Baseless rumours are being spread among people. They are being misguided by baseless claims that the Covid vaccines will prove ineffective against these variants.

I would like to ask: Since the “double mutant” variant has been detected only now, how can anyone claim that the vaccines will prove ineffective, without giving it a trial?

Do not believe in rumours. The Centre has appealed to people to ensure three things: (1) testing (2) masks and (3) vaccination. The more number of people are tested, it would be easier for the Centre to curb the spread of the virus. On the vaccination front, the Centre has already approved vaccines for all people in the age group above 45 years with effect from April 1. On Wednesday, the health ministry also claimed that the vaccines would be effective on all variants, whether old or new.

According to Dr V K Paul, member (health) of NITI Aayog, mutations in virus are natural. So long as the virus does not mutate, one cannot know its effect, he said. Otherwise, it will be difficult to decide which of the strains or the variants is harmful for humans. The safest action will be to adopt Covid appropriate behaviour so that the virus is not allowed to enter the body.

It is time that everyone of us follow Covid guidelines scrupulously, wear masks in public, stay away from crowded places, maintain social distancing and get vaccinated. These are the only means to save yourselves from the spread of the virus. Let us all join hands to save ourselves from the pandemic.

Celebrating festivals may take place later, but the topmost priority now is to discourage crowds and fight the pandemic. We can celebrate Holi and Eid next year too, provided that we manage to save ourselves. If the government clamps a ban on gatherings like Holi, it is dubbed as anti-Hindu, and if it enforces restrictions on Shab-e-Barat, it is blamed as anti-Muslim. Let us stay away from such frivolous religion-based accusations against one another. Beware of social and religious leaders who may try to inflame your passions.

Secondly, since people of more than 45 years of age are considered the ‘super spreaders’, they should be the first to line up to get vaccine from April 1. If you are above 60 years of age, get yourself vaccinated immediately. Only a vaccine can act as a shield against the virus.

It is true that more than a year has elapsed since the pandemic broke, and yet there is no clarity about the spread of the virus and its mutants. Nobody has so far established the origin of this virus, from where it came, how it spread, and what is the foolproof method of preventing its spread. More than a year has passed, and yet, top experts are unable to give clear replies to questions about this virus.

Even today, when a person is infected with virus, we try to find out the causes behind it. I know of several people, who never came out of their homes, and yet were infected with the virus. And I have seen many, who mingle among the crowds in market places and parties, and have not been infected.

If the virus spreads through crowds, we watch huge rallies almost daily throughout Bengal, Assam, and southern states, and yet these states have not recorded spikes. The virus did not spread among the crowds of farmers who are still sitting on dharna outside the borders of Delhi for nearly four months. And yet, there are instances where nearly a hundred guests assembled at a wedding, and most of them were infected.

About the symptoms, too, the picture is not yet clear. Those suffering from fever and cough, which could be symptoms of Covid, are found negative during tests. Those without any Covid symptoms, are tested positive. I know of some cases, where people were infected, got themselves treated, but after 14 days they were tested positive. Doctors say, this could be due to dead virus that is reflected in tests, and is not dangerous.

The same hazy situation applies to vaccination. Nobody can say definitely that one cannot be infected after taking vaccines. Some claimed the Chinese vaccine is the strongest, because the virus originated from China. But, the Pakistan PM Imran Khan, was found Covid positive after he took the first dose of Chinese vaccine. On Wednesday, Bollywood star Aamir Khan was reported Covid positive. There is Maharashtra minister, Dhananjay Munde, who was found Covid positive twice.

The moot question is: Can anybody say with emphasis that he or she would not be found Covid positive after taking both the doses of vaccine? Experts say, there can be no such guarantee. The only thing that can be said is that the risks of getting Covid virus could be reduced.

Combating a virus, that is changing forms frequently through different strains and mutants, is a really challenging task. The prime necessity is: protection. Wear masks, wash hands frequently, stay away from crowds and get the vaccine. This is the only mode of saving yourself and your family.

भारतीय जनता पार्टी के वरिष्ठ नेता और महाराष्ट्र के पूर्व मुख्यमंत्री देवेंद्र फडणवीस ने सीएम उद्धव ठाकरे की सरकार पर एक सनसनीखेज आरोप लगाया है। फडणवीस ने मंगलवार को आरोप लगाया कि राज्य की इंटेलिजेंस कमिश्नर ने फोन टैपिंग से मिले सबूतों के आधार पर फलते-फूलते ‘ट्रांसफर पोस्टिंग’ रैकेट के बारे एक विस्तृत रिपोर्ट मुख्यमंत्री को सौंपी थी। इस रिपोर्ट को मुख्यमंत्री ने गृह मंत्री के पास भेजा और बाद में इंटेलिजेंस कमिश्नर पर ही कार्रवाई हो गई।

फडणवीस ने बाद में एक सीलबंद लिफाफे में ‘ट्रांसफर पोस्टिंग रैकेट’ से जुड़े सबूत दिल्ली में केंद्रीय गृह सचिव को सौंप दिए। उन्होंने आरोप लगाया कि बिचौलियों ने होटलों में सौदे तय किए और SHO से लेकर DIG तक पुलिस अधिकारियों की ट्रांसफर/पोस्टिंग की गई। उन्होंने कहा कि बिचौलिये IPS अफसरों को अच्छी पोस्टिंग देने के लिए ‘कॉन्ट्रैक्ट’ लेते थे।

देवेंद्र फडणवीस ने कहा कि महाराष्ट्र पुलिस की इटेलिजेंस यूनिट की हेड रश्मि शुक्ला ने सबूतों के साथ इसकी रिपोर्ट 6 महीने पहले ही मुख्यमंत्री उद्धव ठाकरे को दी थी, लेकिन कोई ऐक्शन नहीं लिया गया। इसकी बजाय रश्मि शुक्ला पर ही कार्रवाई हुई, उनका प्रमोशन रोक दिया और उन्हें साइडलाइन कर दिया। फडणवीस ने कहा, ‘मेरे पास 6.3 जीबी डेटा है जिसमें फोन पर हुई बातचीत का ब्योरा है। मुख्यमंत्री को पूरी ट्रांसक्रिप्ट्स भेजी गई थी, लेकिन उन्होंने इसपर तुरंत ऐक्शन लेने के बजाय इसे अपने गृह मंत्री के पास भेज दिया। ऐक्शन रश्मि शुक्ला के खिलाफ लिया गया। वह DGP की पोस्ट के लिए सबसे वरिष्ठ अधिकारी थीं, लेकिन उनका प्रमोशन रोक दिया गया। इसके बदले में उन्हें सिविल डिफेंस का डीजी बना दिया गया जिसका एक तरह से कोई अस्तित्व ही नहीं है।’

इसके बाद देवेंद्र फडणवीस ने जो आरोप लगाए, वे और भी ज्यादा हैरान करने वाले थे। उन्होंने बताया कि रश्मि शुक्ला की रिपोर्ट में जिन पुलिस अफसरों के नाम मौजूद थे, उन सभी को उसी जगह पोस्टिंग मिली जहां वे चाहते थे। फडणवीस ने कहा, ‘चूंकि मामला काफी सेंसिटिव है, नीचे से लेकर ऊपर तक के अफसरों से जुड़ा है, इसलिए इस पूरे केस की CBI जांच होनी चाहिए।’

फडणवीस ने कहा कि तत्कालीन DGP ने इस मामले में CID जांच की सिफारिश की थी, लेकिन उनके सुझाव को खारिज कर दिया गया। उन्होंने पूछा, ‘सरकार किसे बचाने की कोशिश कर रही है?’

चूंकि यह मामला गृह मंत्री अनिल देशमुख से जुड़ा है इसलिए NCP के नेता इस मामले में उनका बचाव कर रहे हैं। मंगलवार को NCP के 2 मंत्री नवाब मलिक और जयंत पाटिल आगे आए और उन्होंने आरोप लगाया कि IPS अफसर रश्मि शुक्ला ‘बीजेपी एजेंट’ थीं। नवाब मलिक ने आरोप लगाया कि रश्मि शुक्ला ने ‘गैरकानूनी तरीके से नेताओं के फोन टैप किए थे और उनके पास कोई परमिशन नहीं थी। उनके (बीजेपी) के पास 6 घंटे या 6 हजार घंटे टेप है, तो वे इसे जांच के लिए राज्य की पुलिस को दे दें। केंद्रीय एजेंसियां राज्य सरकार को गिराने की कोशिश में लगी हुई हैं।’

कैबिनेट मंत्री जयंत पाटिल ने दावा किया कि रिपोर्ट में जिन अधिकारियों के नाम हैं, उनमें से किसी को भी वे पोस्ट नहीं मिली हैं जिनका जिक्र टेलिफोन इंटरसेप्ट्स में किया गया है। रश्मि शुक्ला 1988 बैच की IPS अफसर हैं। कांग्रेस-एनसीपी की सरकार के दौरान वह राज्य के खुफिया विभाग में कमिश्नर ऑफ इंटेलिजेंस के रूप में तैनात थीं। इसके बाद बीजेपी के शासन के दौरान भी वह उसी पद पर बनी रहीं, और उद्धव ठाकरे की सरकार में इंटेलिजेंस चीफ भी रहीं। उन्हें 3 अलग-अलग सरकारों के साथ काम करने का अनुभव है। इसलिए ये कहना तो ठीक नहीं होगा कि रश्मि शुक्ला को बीजेपी ने इंटेलिजेंस का हेड बनाया था, या वह बीजेपी की एजेंट थीं। इस तरह की बातों से शंका और बढ़ती है।

असली सवाल यह नहीं है कि ‘ट्रांसफर पोस्टिंग रैकेट’ के सबूत किसने दिए या कैसे मिले। असली सवाल यह है कि सबूत सही हैं या नहीं? सवाल यह है कि क्या वाकई में महाराष्ट्र में पैसे देकर मनचाही पोस्टिंग ली जा रही है? सवाल यह है कि क्या वाकई में बड़े-बड़े पुलिस अफसरों की ट्रांसफर पोस्टिंग का फैसला दलाल करवा रहे हैं? क्या वाकई में 5-स्टार होटल्स में बैठकर डीलिंग हो रही है? जो सबूत सामने हैं उन्हें देखकर लगता है कि ये सब हो रहा है। शक इसलिए गहरा रहा है कि क्योंकि सवालों के जबाव देने के बजाए NCP और शिवसेना के नेता मामले में सियासी बयान देकर, बीजेपी पर इल्जाम लगाकर बचने की कोशिश कर रहे हैं।

यही वजह है कि मंगलवार को केंद्रीय कानून मंत्री रविशंकर प्रसाद ने कहा कि महाराष्ट्र में ‘वसूली’ की सरकार चल रही है। मुख्यमंत्री उद्धव ठाकरे की चुप्पी की तरफ इशारा करते हुए उन्होंने कहा, ‘महाराष्ट्र सरकार को कौन चला रहा है? क्या यह महाराष्ट्र के इतिहास की सबसे कन्फ्यूज सरकार है? नेता कुर्सी पर है मगर अथॉरिटी नहीं। शिवसेना के लोग कहते हैं एनसीपी से बात करो, एनसीपी से पूछो तो कहते हैं मुख्यमंत्री को फैसला करना है। कांग्रेस कहती है कि दोनों पार्टनर फैसला करेंगे। ये कौन-सी अघाड़ी है? इसका डायरेक्शन क्या है? कौन सा नाटक हो रहा है?’

रविशंकर प्रसाद बीजेपी के अनुभवी नेता हैं और बातें कहने का उनका अपना एक अंदाज है। लेकिन उनकी ये बात सही है कि पिछले चार दिनों में महाराष्ट्र में जो कुछ हुआ, उससे शरद पवार की छवि को धक्का तो लगा है। राजनीति की बात हो या पब्लिक लाइफ की, शरद पवार देश के सबसे बड़े नेताओं में से एक हैं और सरकारें चलाने में उनका अनुभव बहुत है। इसलिए उन्हें पूरे मामले का इस तरह से बचाव करते हुए देखकर मुझे आश्चर्य हुआ।

शिवसेना और NCP ने इस पूरे मामले में अपने आपको जिस तरह से डिफेंड किया है, उसे देखकर भी मुझे बहुत हैरानी हुई।

पहले उद्धव ठाकरे ने एंटीलिया विस्फोटक केस और मनसुख मर्डर केस में संदिग्ध एपीआई सचिन वाजे को विधानसभा में डिफेंड किया। ठाकरे ने मीडिया के सामने कहा कि आप लोग उसे ओसामा बिन लादेन जैसा क्यों बनाते हैं, लेकिन आखिरकार वाजे ‘मुंबई पुलिस का ओसाबा बिन लादेन’ ही निकला।

वहीं, अनिल देशमुख को डिफेंड करते हुए शरद पवार ने कहा कि जिस दौरान उनपर पुलिस अफसरों को बार मालिकों से ‘वसूली’ के आदेश दिए जाने के आरोप लगाए जा रहे हैं उस समय तो वह कोरोना से संक्रमित होकर पहले हॉस्पिटल और फिर आइसोलेशन में थे इसके बाद अस्पताल के बाहर देशमुख की प्रेस कॉन्फ्रेस का वीडियो सामने आया, और फिर वह प्राइवेट प्लेन से 8 लोगों के साथ मुंबई आए। उस समय तो उन्हें क्वॉरन्टीन में होना चाहिए था।

देशमुख द्वारा किए गए ये दोनों काम कोरोना के नियमों के खिलाफ थे। महाराष्ट्र के गृह मंत्री देशमुख ने कभी ये नहीं कहा कि वह सचिन वाजे से मिले थे या नहीं मिले। पवार कोरोना का सहारा लेकर तारीखों को गलत बताने में लगे रहे। जब परमबीर सिंह ने आरोप लगाए तो कहा गया कि ये आरोप उन्होंने पहले क्यों नहीं लगा, जब वह पुलिस कमिश्नर थे तब क्यों नहीं लगाए। लेकिन पवार को यह मानना पड़ा कि परमबीर सिंह ने देशमुख द्वारा 100 करोड़ रुपये महीने वसूली की बात उन्हें और उद्धव को कमिश्नर रहते हुए कई महीने पहले बताई थी।

अगर एक मिनट को मान भी लें कि परमबीर ने पद से हटाए जाने के बाद शिकायत की थी, लेकिन इस सवाल का कोई जवाब नहीं है: जब पवार और सीएम उद्धव ठाकरे इसके बारे में कई महीने पहले से जानते थे तो उन्होंने कोई ऐक्शन क्यों नहीं लिया? और रश्मि शुक्ला के बारे में क्या कहना है? रश्मि शुक्ला ने तो पिछले साल अगस्त में इंटेलिजेंस चीफ के पद पर रहते हुए प्रॉपर चैनल से अफसरों की ट्रांसफर पोस्टिंग में लेन-देन के सबूत दिए थे तो उस पर एक्शन क्यों नहीं हुआ?

सारी बातों को देखकर इंप्रेशन तो यही मिलता है कि उद्धव ठाकरे की सरकार ने अपराधियों को डिफेंड किया और ईमानदार पुलिस अफसरों को किनारे लगा दिया। जिसने भी करप्शन पर सवाल उठाए उसे ‘बीजेपी का एजेंट’ बता दिया। इसीलिए शिवसेना और एनसीपी आज शक के घेरे में हैं। इससे उद्धव ठाकरे की सरकार की छवि खराब हुई है और महाराष्ट्र की जनता गुस्से में है।

Senior BJP leader and former Maharashtra chief minister Devendra Fadnavis has made a sensational allegation against Chief Minister Uddhav Thackeray’s government. On Tuesday, he alleged that the State Commissioner, Intelligence, had submitted a detailed report, based on phone tapping evidence, on the thriving ‘transfer posting’ racket to the Chief Minister, but the later forwarded it to the Home Minister, who in turn, shunted the Intelligence Commissioner.

Fadnavis later handed over a sealed envelope containing the phone tapping evidence on the ‘transfer posting racket’ to Union Home Secretary in Delhi. He alleged that deals were fixed in hotels by middlemen and transfer/postings of police officers from SHOs to DIGs were made. He said, middlemen used to take ‘contracts’ from IPS officers to give them nice postings.

Fadnavis alleged that Rashmi Shukla, Commissioner, Intelligence, had submitted the report to Chief Minister Uddhav Thackeray six months ago, but no action was taken. Instead, Rashmi Shukla was shunted out and her promotion was held up. “I have 6.3 GB data with me that includes call intercepts. The full transcripts were sent to the Chief Minister, who, instead of taking quick action, forwarded it to his Home Minister. Action was taken against Rashmi Shukla. She was the senior most officer for the post of DGP, but she was shunted to a practically non-existent post like DGP, Civil Defence”, Fadnavis alleged.

The most surprising part of the allegation made by Fadnavis is that all those officers who were named in the report submitted on August 25, 2020, for having paid bribes, got the postings that they had sought. “ Since the matter is very sensitive, and there are officers involved from the bottom to the top, the matter must be thoroughly probed by the CBI”, he added.

Fadnavis said, the then DGP had recommended a CID probe, but his suggestion was rejected. “Whom is the government trying to protect?”, he asked.

Since the matter related to Home Minister Anil Deshmukh, two NCP ministers, Nawab Malik and Jayant Patil, came forward on Tuesday and alleged that senior IPS officer Rashmi Shukla was “a BJP agent”. Nawab Malik alleged that Rashmi Shukla was “illegally taping telephones of political leaders without seeking prior permission.. They (BJP) may have six hours or 6,000 hours of telephone intercepts. They should hand them over to the state police for investigation. Central agencies are busy trying to topple the state government.”

Cabinet minister Jayant Patil claimed that none of the officers named in the report had been given the posts that are being alleged in the telephone intercepts. Rashmi Shukla is a 1988 batch IPS officer. She was posted as Commissioner, Intelligence in the state intelligence department, during the Congress-NCP government, continued in that post during BJP rule in the state, and was also chief of Intelligence during Uddhav Thackeray’s rule. She has the experience of working with three different governments. So, it will be incorrect to say that she was given this post by the BJP, or she was a BJP mole. This allegation gives rise to more suspicions.

The core question is not who gave the evidences or how the evidences were collected. The main question is: Is it a fact that transfers and postings in Maharashtra police are being offered for sale? Are middlemen busy arranging postings of senior police officers? Were the deals cut while sitting in plush 5-star hotels? The telephone intercepts and other evidences points towards the answer ‘Yes’. The suspicion is doubly confirmed because NCP and Shiv Sena leaders are trying to obfuscate the real issue by levelling political allegations.

It is because of this Union Law Minister Ravi Shankar Prasad said on Tuesday, that a ‘vasooli’ (extortion) government is now working in Maharashtra. Pointing towards chief minister Uddhav Thackeray’s silence, Prasad said, “nobody knows who is running the government in Maharashtra, since there is utter confusion…The leader is sitting on his throne, but he has no authority. NCP leaders are saying the CM will decide, Shiv Sena leaders are saying it is for the NCP to react, and the Congress is looking at both the SS and NCP. This is a strange ‘aaghaadi’ (alliance) having no direction. What is this drama all about?”

Ravi Shankar Prasad is an experienced leader and he has his own method of speaking. But it is a fact that since the last four days, the image of NCP supremo Sharad Pawar has been badly dented. He is one of the tallest leaders in politics and public life, having decades of administrative experience. I feel surprised how he is now trying to defend the indefensible.

I am also surprised at how the Shiv Sena and NCP are trying to defend themselves.

Firstly, chief minister Uddhav Thackeray defended the Antilia explosives case and Mansukh murder case suspect API Sachin Vaze in Assembly, he told the media why it is trying to portray Vaze as Osama bin Laden, but ultimately Vaze was found to be an ‘Osama bin Laden of Mumbai Police’.

Secondly, Sharad Pawar told media that Anil Deshmukh was in hospital and private quarantine during the period he was alleged to have told police officers to extort money from bar owners, then Deshmukh’s video of addressing a press conference after coming out of hospital surfaced, and then evidence of Deshmukh, supposed to be in quarantine, travelling with eight people in a plane from Nagpur to Mumbai became public.

Both these acts by Deshmukh were against Covid guidelines. Deshmukh never said whether he ever met Sachin Vaze or not. Pawar was misquoting dates citing Corona pandemic, and when the shunted police chief made the explosive allegation, it was said why Parambir Singh did not make this allegation before his transfer. Yet Pawar had to admit that Parambir had told him and the CM several months ago about the Rs.100 extortion demand made by Deshmukh.

Even if we accept the charge that Parambir Singh made the allegation only after he was shunted, there is no reply to the question: why Pawar or the CM did not take any action when they knew about it several months ago? And what about Rashmi Shukla? As chief of intelligence, she had submitted a detailed report to the CM in August last year, revealing how deals were being struck to give plum posts to police officers through middlemen. She had sent her report through proper channel. Why was no action taken?

Looking at all the facts and circumstantial evidences, one gets the impression that the Uddhav Thackeray government tried to defend the culprits. Honest police officers were shunted, those officers who revealed underhand dealings were labelled as ‘BJP agents’. The needle of suspension points towards both the Shiv Sena and NCP. Uddhav Thackeray government’s image has been dented and the people of Maharashtra are angry.

महाराष्ट्र के गृह मंत्री अनिल देशमुख पर मुंबई के पूर्व पुलिस कमिश्नर द्वारा लगाए गए ‘वसूली’ के आरोपों के बाद शुरू हुए राजनीतिक घटनाक्रम ने अब शिवसेना-एनसीपी-कांग्रेस की गठबंधन सरकार का भविष्य दांव पर लगा दिया है।

NCP सुप्रीमो शरद पवार ने पूर्व पुलिस कमिश्नर परमबीर सिंह के आरोपों की जांच की बात कहने के बाद अब यू-टर्न ले लिया है और अपने गृह मंत्री को क्लीन चिट दे दी है। सोमवार को पूर्व पुलिस कमिश्नर ने अपने तबादले को चुनौती देते हुए सुप्रीम कोर्ट का दरवाजा खटखटाया और जबरन वसूली के मामले की CBI जांच की मांग की।

सत्तारूढ़ दल बीजेपी के सदस्यों ने CBI जांच की मांग करते हुए सोमवार को संसद के दोनों सदनों में जमकर हंगामा किया, लेकिन NCP सुप्रीमो शरद पवार पर इसका कोई असर नहीं हुआ। उन्होंने गृह मंत्री के इस्तीफे की बात खारिज कर दी और दावा किया कि जिस समय उनके द्वारा पुलिस अफसरों को वसूली के लिए कहने की बात कही जा रही है, उस समय तो वह नागपुर में अपने घर पर पृथकवास में रह रहे थे। शिवसेना के मुखपत्र ‘सामना’ ने परमबीर सिंह को ‘बीजेपी की कठपुतली’ बताते हुए आरोप लगाया कि उनका इस्तेमाल गठबंधन सरकार को गिराने के लिए किया जा रहा है।

सोमवार को अपनी प्रेस कॉन्फ्रेंस में शरद पवार ने नागपुर के एक अस्पताल से जारी किया गया एक सर्टिफिकेट भी दिखाया, जिसमें लिखा था कि देशमुख 5 फरवरी से 15 फरवरी तक कोरोना वायरस के संक्रमण के चलते वहां भर्ती थे और फिर 15 फरवरी से 27 फरवरी तक होम क्वॉरन्टीन में थे। पवार ने दावा किया कि ये आरोप गलत हैं कि देशमुख ने किसी मीटिंग में कथित तौर पर बार मालिकों से ‘100 करोड़ रुपये की वसूली करने’ की बात बात कही थी। NCP सुप्रीमो ने कहा, ‘उनके इस्तीफे का सवाल ही नहीं उठता।’

पूर्व सीएम देवेंद्र फडणवीस सहित बीजेपी के कई नेताओं ने तुरंत पवार के दावे के खिलाफ ट्वीट किए। उन्होंने कहा कि देशमुख ने 15 फरवरी को मीडिया को संबोधित किया था। फडणवीस ने ट्वीट किया, ‘ऐसा लगता है कि शरद पवार जी को परमबीर सिंह के पत्र पर ठीक से जानकारी नहीं दी गई है। इस पत्र में, एसएमएस से पता चलता है कि मीटिंग की तारीख फरवरी के आखिर में थी। अब मुद्दे को कौन डायवर्ट कर रहा है?’ फडणवीस ने परमबीर और उनके अधिकारियों के बीच एसएमएस पर हुई बातचीत को भी ट्वीट में जोड़ा, और 15 फरवरी को ट्विटर पर अनिल देशमुख द्वारा पोस्ट किए गए वीडियो को भी रीट्वीट किया, जिसमें वह मीडिया को संबोधित करते दिख रहे थे।

अनिल देशमुख ने भी यह बात मानी कि उन्होंने 15 फरवरी को अस्पताल से बाहर आने के बाद मीडिया से बात की, और फिर मुंबई के लिए उड़ान भरी थी। पवार ने आरोप लगाया मुकेश अंबानी के आवास के बाहर विस्फोटक से भरे वाहन और उस वाहन के मालिक की कथित हत्या के ‘मुख्य मामले’ की जांच को भटकाने की कोशिश में अनिल देशमुख पर आरोप लगाए गए हैं। उन्होंने कहा, ‘कुछ ऐसे नाम हैं जिनकी जांच होनी चाहिए और ये कुछ लोगों को शायद पसंद न आए, और इसीलिए देशमुख के खिलाफ (जबरन वसूली के) आरोप लगाए गए। मैं नहीं चाहता कि जांच को अलग दिशा में मोड़ दिया जाए।’

सुप्रीम कोर्ट में दायर अपनी रिट याचिका में, परमबीर सिंह ने कहा है, ‘‘याचिकाकर्ता ने साक्ष्यों को नष्ट कर दिए जाने से पहले, महाराष्ट्र के गृह मंत्री अनिल देशमुख के कदाचार की पूर्वाग्रह रहित, अप्रभावित, निष्पक्ष और स्वतंत्र जांच कराने का इस अदालत से अनुरोध किया है।’

अपनी रिट याचिका में परमबीर सिंह ने कहा है कि ‘अनिल देशमुख विभिन्न जांचों में हस्तक्षेप कर रहे हैं और पुलिस अधिकारियों को निर्देश दे रहे थे कि वे एक विशेष तरीके से उनके द्वारा वांछित तरीके से आचरण करें। देशमुख द्वारा पद का दुरुपयोग करके इस तरह की सारी कार्रवाई करने के लिए उनके खिलाफ सीबीआई जांच जरूरी है।’

याचिका में परमबीर सिंह ने जिक्र किया है कि कैसे ‘देशमुख के भ्रष्ट आचरण को’ वह वरिष्ठ नेताओं और मुख्यमंत्री के संज्ञान में लाए थे। सिंह ने कहा कि इस बारे में विश्वसनीय जानकारी है कि टेलीफोन बातचीत को सुनने के आधार पर पदस्थापना/तबादला में देशमुख के कदाचार को 24-25 अगस्त 2020 को राज्य खुफिया विभाग की खुफिया आयुक्त रश्मि शुक्ला ने पुलिस महानिदेशक के संज्ञान में लाया था, जिन्होंने इससे अतिरिक्त मुख्य सचिव, गृह विभाग, महाराष्ट्र सरकार को अवगत कराया था। सिंह ने कहा, ‘अनिल देशमुख के खिलाफ कोई कठोर कार्रवाई करने के बजाय उन्हें (रश्मि को) पद से हटा दिया गया।’

इस पूरे मामले ने अब राजनीतिक मोड़ ले लिया है। शरद पवार एक ‘महानायक’ के रूप में उभरते दिख रहे हैं, जबकि अनिल देशमुख ‘खलनायक’ और देवेंद्र फडणवीस ‘आक्रामक’ नजर आ रहे हैं।

शिवसेना और एनसीपी नेताओं का आरोप है कि एंटीलिया मामले का संदिग्ध सचिन वाजे पूर्व पुलिस कमिश्नर परमबीर सिंह का ही आदमी है और वह उसकी सारी हरकतों के बारे में जानते थे। उनका आरोप है कि जब एंटीलिया की घटना के बाद जब वाजे का नाम सामने आया था तो परमबीर सिंह ने बजे को अपने घर बुलाया था। मेरे पास जानकारी है कि परमबीर सिंह ने सचिन वाजे से 2 घंटे तक पूछताछ की थी। उससे बार-बार पूछा था कि इस केस में उसका कोई रोल तो नहीं है, और सचिन वाजे ने हर बार यही कहा कि उसका इस केस से कोई लेना-देना नहीं है।

परमबीर सिंह ने दूसरी बार सचिन वाजे को तब बुलाया जब उसने अपने वॉट्सऐप स्टैटस पर दुनिया को अलविदा कहने की बात लिखी। परमबीर सिंह ने सचिन वाजे फिर बुलाया और समझाया कि वह ऐसा कोई कदम ना उठाए, आगे से कभी इस तरह की बात दिमाग में न लाए और सोशल मीडिया पर इस तरह की कोई बात न लिखे। उस वक्त सचिन वाजे के सिर में दर्द था तो परमबीर सिंह ने उसे डिस्प्रिन की एक टैबलेट भी दी थी। परमबीर सिंह के पास कई सीनियर अफसरों के फोन कॉल आए थे और सारे अफसरों ने परमबीर सिंह से कहा था कि आप खुद ही सचिन वाजे को समझाएं कि वह कोई ऐसा काम न करे।

मुझे पता चला है कि जब मुकेश अंबानी के घर के बाहर जिलेटिन से भरी गाड़ी पार्क करने के केस में सचिन वाजे गिरफ्तार हुआ, तो परमबीर सिंह ने अपने दोस्तों से कहा कि वाजे ने उनसे झूठ बोलकर उन्हें अंधेरे में रखा। उन्होंने यह बात कुछ पुलिस अफसरों से कही कि उन्हें सचिन वाजे पर पूरा भरोसा था। उन्हें उसकी बातचीत से, उसके रवैए से, उसके कॉन्फिडेंस से कभी ये लगा ही नहीं कि वह उनसे झूठ बोलेगा।

परमबीर सिंह ने सुप्रीम कोर्ट में फाइल की गई अपनी रिट याचिका में लिखा है कि उन्हें इस पूरे एपिसोड में, इस पूरे केस में सिर्फ अटकलों और अनुमानों के आधार पर ही बलि का बकरा बनाया गया। अपनी याचिका में उन्होंने लिखा कि मुंबई पुलिस के ऑर्गनाइजेशनल स्ट्रक्चर के हिसाब से उनके और सचिन वाजे के बीच में 5 अफसर आते हैं। मुंबई पुलिस कमिश्नर के अंडर में 5 ज्वाइंट कमिश्नर हैं, और मुकेश अंबानी के घर के बाहर जिलेटिन से भरी गाड़ी पार्क करने के केस की जांच ज्वाइंट कमिश्नर क्राइम कर रहे थे। ज्वाइंट कमिश्नर को क्राइम ब्रांच का Additional CP असिस्ट करता है और ACP को IPS रैंक का ही DCP (डिटेक्शन) असिस्ट करता है। DCP के अंडर एक और Assistant CP मौजूद होता है, जो एक्सटॉर्शन, क्राइम इंटेलिजेंस यूनिट, प्रॉपर्टी और चोरी जैसे मामलों की जांच करता है। इसी में से एक क्राइम इंटेलिजेंस यूनिट का हेड सचिन वाजे था।

परमबीर सिंह ने अपनी याचिका में लिखा है कि गृह मंत्री 5 पुलिस अधिकारियों को दरकिनार करके सीधे वाजे को बुलाया करते थे। मुंबई के पूर्व पुलिस कमिश्नर ने आरोप लगाया कि उनका ट्रांसफर एंटीलिया के बाहर जिलेटिन की छड़ें पाए जाने के मामले के चलते नहीं किया गया, बल्कि इसका मकसद तो कुछ और ही था। अब शिवसेना और NCP का इल्जाम है कि परमबीर सिंह ने बीजेपी नेता देवेंद्र फडणवीस से हाथ मिला लिया है और उनका असली मकसद डेप्युटेशन पर दिल्ली जाना है। उनका आरोप है कि पूर्व पुलिस प्रमुख ने दिल्ली में केंद्रीय गृह मंत्री अमित शाह से मुलाकात के बाद ही मुख्यमंत्री को चिट्ठी लिखी थी। कुछ लोगों का दावा है कि 59 साल के परमबीर सिंह VRS लेकर राजनीति में जाना चाहते हैं। NCP नेता और महाराष्ट्र के कैबिनेट मिनिस्टर नवाब मलिक ने दावा किया कि उन्हें इस बात की पूरी जानकारी है कि परमबीर सिंह ने दिल्ली में किन-किन लोगों से मीटिंग की। मलिक ने कहा कि बीजेपी के कुछ बड़े नेताओं ने परमबीर सिंह से क्या कहा, ये भी उन्हें मालूम है।

मैंने चेक किया तो पता चला कि परमबीर सिंह ने न तो सेन्ट्रल गवर्मेंट में डेप्युटेशन पर आने के लिए अप्लाई किया है, और न ही उनका ऐसा कोई प्लान है। दूसरी बात, परमबीर सिंह ने अपने करीबियों से कहा है कि वह DG होमगार्ड के पद पर काम करेंगे और उनका VRS लेने का कोई प्लान नहीं है। तीसरी बात, परमबीर सिंह ने इस बात को कन्फर्म किया है कि वह इस दौरान न तो दिल्ली आए और न ही बीजेपी के किसी नेता से उनकी मुलाकात हुई है। मैंने भी सरकार में अपने सूत्रों से कन्फर्म किया है कि परमबीर सिंह की गृह मंत्री अमित शाह से कोई मुलाकात नहीं हुई है। परमबीर सिंह के करीबियों का कहना है कि जब उनसे राजनीति में जाने के बारे में पूछा जाता है तो इस सवाल पर वह जोर से हंसते हैं और कहते हैं कि वह सियासत के लिए लायक नहीं है, और न सियासत उनके लायक है।

यह बात तो सही है कि परमबीर सिंह और अनिल देशमुख, न तो दोनों सही हो सकते हैं और न ही दोनों गलत हो सकते हैं। इनमें से एक सही है और एक गलत है। इसलिए जांच जरूरी है, इल्जाम सामने हैं और उनकी हकीकत सामने आनी जरूरी है। यह देश में अपनी तरह का पहला मामला है जिसमें एक पुलिस चीफ ने अपने ही गृह मंत्री के खिलाफ जबरन वसूली के अभूतपूर्व आरोप लगाए हैं। इस केस से मुंबई पुलिस की छवि को बड़ा धक्का लगा है, लेकिन हैरानी की बात ये है कि शरद पवार जैसे अनुभवी राजनेता, जिन्होंने जिंदगी का तीन-चौथाई हिस्सा राजनीति की ऊबड़-खाबड़ राहों में बिता दिया, अपने गृह मंत्री के बचाव में सामने आए।

शरद पवार को मैं पिछले 45 सालों से जानता हूं। वह 1978 में महाराष्ट्र के यंगेस्ट चीफ मिनिस्टर बने थे। तब से लेकर आज तक मैंने शरद पवार को इतना बेचैन और परेशान नहीं देखा है, जितना वह सोमवार को अपनी प्रेस कॉन्फ्रेंस में दिखे थे। एक वरिष्ठ IPS अधिकारी द्वारा उनकी पार्टी के एक नेता के खिलाफ लगाए गए जबरन वसूली के इस आरोप ने पवार को हिला दिया है। वरना किसी मुद्दे पर शरद पवार 24 घंटे में 2 बार प्रेस कॉन्फ्रेंस करें, अपनी पार्टी के किसी नेता के बचाव में कागज लेकर सबूत पेश करें, ऐसा नहीं होता।

हैरानी की बात तो यह है कि रविवार को शरद पवार ने मीडिया से कहा था कि गड़बड़ियां हुईं हैं, शिकायतें मिली हैं और जांच होनी चाहिए। लेकिन अगले ही दिन उन्होंने अपने मंत्री को क्लीन चिट दे दी। एक तरफ तो NCP चीफ अपने नेता का बचाव कर रहे हैं, वहीं दूसरी तरफ मुख्यमंत्री उद्धव ठाकरे खामोशी से इस मामले को देख रहे हैं। परमबीर सिंह ने सुप्रीम कोर्ट से CBI को गृह मंत्री के घर और दफ्तर के सभी CCTV कैमरों के फुटेज लेने का निर्देश देने की मांग की है। इससे यह झूठ बेनकाब हो जाएगा कि मंत्री होम क्वॉरन्टीन में थे और इस दौरान वह किसी पुलिस अफसर से नहीं मिले थे।

मुझे लगता है कि ये ऐसा मामला है जिसमें एक सवाल का जबाव मिलता है तो कई सारे दूसरे सवाल खड़े हो जाते हैं। पर्दे के पीछे बहुत कुछ हो चुका है, और बहुत कुछ हो रहा है। जितना बताया जा रहा है, उससे कहीं ज्यादा छुपाया जा रहा है। सवाल यह है कि परमबीर सिंह अब तक खामोश क्यों रहे? पद से हटाए जान के बाद ही उन्होंने चिट्ठी क्यों लिखी? क्या उन्हें कुर्सी जाने के दर्द ने बागी बना दिया? जब सचिन वाजे परमबीर सिंह का भी करीबी था, तो क्या उसने 100 करोड़ रुपये की वसूली की बात उन्हें नहीं बताई थी?

मुझे पता लगा है कि परमबीर सिंह को बहुत कुछ पता था, लेकिन बहुत कुछ ऐसा भी था जो उनकी जानकारी में नहीं था। हालांकि परमबीर सिंह अपने आरोपों पर कायम हैं और हिम्मत के साथ वह इस लड़ाई को आर-पार तक लड़ने के मूड में हैं। अब तक तो उन्होंने सिर्फ मुख्यमंत्री को चिट्ठी लिखी थी, लेकिन अब उन्होंने सुप्रीम कोर्ट में दी गई अपनी रिट याचिका में और भी डीटेल में जानकारी दी है। महाराष्ट्र की ठाकरे सरकार के लिए परमबीर सिंह का ये कदम बहुत कष्टकारी है क्योंकि मामला अब सरकारी फाइलों से निकल कर देश की सबसे बड़ी अदालत के सामने आ गया है।

सियासत की महिमा अपंरपार है। बंद कमरों में होने वाली सियासत के राज़ सामने आने में उम्र गुजर जाती है। आज शिवसेना और NCP के नेता कह रहे हैं कि बीजेपी महाराष्ट्र की सरकार को गिराने के लिए परमबीर सिंह का इस्तेमाल कर रही है। दावा तो यह भी है कि परमबीर से होम मिनिस्टर के खिलाफ लेटर बीजेपी ने लिखवाया, और परमबीर की सुप्रीम कोर्ट मे पिटीशन भी बीजेपी की है। यह भी आरोप लगाया जा रहा है कि परमबीर का नागपुर कनेक्शन भी है।

ये आरोप हैरान करने वाले हैं क्योंकि कुछ दिन पहले यही परमबीर सिंह जब मुंबई के पुलिस कमिश्नर थे, तो शिवसेना और एनसीपी की आंखों के तारे थे। शिवसेना के मुखपत्र ‘सामना’ में हर थोड़े दिन में परमबीर की तारीफों के कसीदे पढे़ जाते थे। उन्हें सबसे दक्ष, सबसे ईमानदार अफसर बताया जाता था। अब शिवसेना के मुताबिक, वह अचानक बीजेपी के हो गए हैं, और देवेंद्र फडणवीस के इशारे पर काम कर रहे हैं। मजे की बात ये है कि जब शिवसेना और एनसीपी के नेता परमबीर की तारीफ किया करते थे, तब बीजेपी के नेता उन्हें मुख्यमंत्री के हाथ की कठपुतली बताते थे। बीजेपी आरोप लगाती थे कि शिवसेना और एनसीपी के इशारे पर परमबीर उसके नेताओं के खिलाफ केस करते हैं।

अब सिर्फ एक हफ्ते के अंदर ही मामला उल्टा हो गया है। अब शिवसेना और एनसीपी के नेता कह रहे हैं कि परमबीर का नाम अंबानी के घर के बाहर बारूद के केस में आने वाला था इसलिए खुद को बचाने के लिए उन्होंने ‘लेटर बम’ फोड़ दिया। अब गृह मंत्री अनिल देशमुख वे मामले देख रहे हैं जिनमें परमबीर सिंह पर कार्रवाई की जा सकती है।

व्यक्तिगत रूप से मुझे लगता है कि ये वक्त इस बात में जाने का नहीं है कि परमबीर ने लेटर क्यों लिखा। अभी तो जांच इस बात की होनी चाहिए कि उन्होंने लेटर में क्या लिखा। पुलिस चीफ द्वारा चिट्ठी में लगाए गए सनसनीखेज आरोपों की सर्वोच्च प्राथमिकता पर जांच होनी चाहिए। गृह मंत्री पर यह आरोप कि वह पुलिस अफसरों से रेस्तरां और बार मालिकों से 100 करोड़ रुपये की उगाही करने के लिए कह रहे हैं, काफी गंभीर हैं। इनकी गंभीरता तब और भी बढ़ जाती है जब ये आरोप एक पुलिस कमिश्नर द्वारा लगाए जाते हैं।

सच्चाई सामने आनी ही चाहिए। अगर ये इल्जाम सच साबित हुआ तो इस बात से कोई फर्क नहीं पड़ेगा कि लेटर किसने लिखा, कब लिखा और क्यों लिखा। ये मुंबई पुलिस की प्रतिष्ठा का सवाल है। जिस पुलिस को लंदन की स्कॉटलैंड यार्ड के बाद बेस्ट पुलिस फोर्स कहा जाता था, उसकी इज्जत का सवाल है। और इसके साथ ही ये महाराष्ट्र सरकार की विश्वसनीयता का सवाल है। इसका जवाब जितनी जल्दी मिले उतना ही अच्छा है।

The ongoing political drama in Maharashtra over the ‘extortion’ charge levelled against Home Minister Anil Deshmukh by the shunted Mumbai Police chief has now put the future of the Shiv Sena-NCP-Congress coalition government at stake.

NCP supremo Sharad Pawar, after calling for a probe into ex-police chief Parambir Singh’s charge, has now done a U-turn, and has given his Home Minister a clean chit. On Monday, the former police chief approached the Supreme Court challenging his transfer and demanded a CBI probe into the extortion charge.

The ruling BJP members rocked both Houses of Parliament on Monday demanding a CBI probe, but NCP chief Sharad Pawar is unfazed. He ruled out the Home Minister’s resignation and claimed, the minister was quarantined at his Nagpur home during the time, he was alleged to have asked police officers to collect extortion money. The Shiv Sena mouthpiece Saamna called Parambir Singh a “BJP pawn” who is being used to topple the coalition government.

In his press conference on Monday, Sharad Pawar produced a certificate from a Nagpur hospital which said Deshmukh was there from February 5 till 15, because of Covid-19 infection, and he was then in home quarantine from February 15 till 27. Pawar claimed that the allegation about a meeting where Deshmukh allegedly discussed “collecting Rs 100 crore” from bar owners were false. “The question of his resignation does not arise”, said the NCP supremo.

BJP leaders including former CM Devendra Fadnavis immediately tweeted to counter Pawar’s claim. They said, Deshmukh had addressed the media on February 15. Fadnavis tweeted, “It seems Sharad Pawar Ji is not briefed properly on Parambir Singh letter. In this letter only, the SMS evidence shows that the meeting date was mentioned as end of February. Now who is diverting issue?” Fadnavis added the SMS conversation between Parambir and his officers, and also retweeted Anil Deshmukh’s video posted by him on Twitter on February 15, showing he was addressing media.

On his part, Anil Deshmukh admitted that he indeed spoke to media on February 15, after coming out of hospital, and then flew to Mumbai. Pawar alleged that the allegations against Deshmukh appeared to be an attempt to disturb the probe into the “main case” about the explosives-laden vehicle outside Mukesh Ambani’s residence and the alleged murder of the vehicle owner. He said, “there are some names which need to be probed which some people may not like, and thus, allegations (of extortion) were made against Deshmukh. I don’t want the probe to be diverted.”

In his writ petition before the Supreme Court, Parambir Singh has said, “the petitioner submits that unbiased, uninfluenced, impartial and fair investigation is immediately required in the corrupt malpractices of Deshmukh before the evidence is destroyed.”

In his writ petition, Parambir Singh has said that he “was apprehending further malicious and coercive actions against him at the instance of disgruntled home minister (Anil Deshmukh) in abuse of his powers.” In the petition, Parambir Singh mentioned how he “brought the corrupt practices of Deshmukh” in the knowledge of senior leaders and chief minister. He also mentioned how “On 24th/25th August, 2020, Rashmi Shukla, Commissioner, Intelligence, state intelligence department, had brought to the notice of DGP, who in turn brought to the knowledge of Additional Chief Secretary, Home Department, “corrupt malpractices in postings/transfers by” Deshmukh “based on telephonic interception”. The petition said, ‘Shukla was shunted out rather than taking any firm action” against Deshmukh.

The entire matter has now taken a political turn. Sharad Pawar seems to be emerging as the ‘mahanayak’ (top hero), Anil Deshmukh is the ‘khalnayak’ (villain) and Devendra Fadnavis is ‘aakramak’ (aggressive).

Shiv Sena and NCP leaders allege that the Antilia case suspect Sachin Vaze was Parambir Singh’s man and the ex-police chief knew each and every act being done by Vaze. They allege that when Vaze’s name cropped up after the Antilia incident, Vaze was called to his home by the police chief.

My information is that, Parmabir Singh questioned Vaze for nearly two hours. He was repeatedly asked whether he had any role in it, and he flatly denied. Parambir called Vaze again, when the latter wrote on his WhatsApp status that he wanted to say farewell to this world. The police chief requested him not to take the extreme step, and not to write such things on social media. At that time, Vaze had a terrible headache and the police chief gave him a Dispirin tablet. Several senior police officers had implored the police chief to persuade Vaze not to take the extreme step.

I have come to know that when Vaze was arrested by NIA in the Antilia case, Parambir Singh told his close officers that Vaze kept him in the dark by telling a lie. Parambir told senior officers that he had fully trusted Vaze based on his replies, his confidence and attitude. He never expected Vaze would tell him a lie.

In his writ petition before the Supreme Court, Parambir Singh has said that he has been made a scapegoat only on the basis of speculations and conjectures. In his petition, he pointed out that in the organizational structure of Mumbai Police, there were at least five officers in the chain of command between him and Vaze. There are five Joint Commissioners in Mumbai Police, and the Antilia explosive case was looked after by Joint Commissioner, Crime. He is assisted by an Additional CP of Crime Branch. The Additional CP is assisted by a Deputy Commissioner of Police, who is in charge of Crime Detection. Under him, works an Assistant Commissioner of Police, who looks after cases of extortion, crime intelligence, properties and theft. If it is under the ACP, that Sachin Vaze headed the Crime Intelligence Unit.

In his petition, Parambir Singh has pointed out that the Home Minister bypassed five police officers, and he used to call Vaze directly. The ex-police chief has alleged that he was transferred not due to the Antilia probe, but due to some other ulterior motive. Shiv Sena and NCP are now alleging that the ex-police chief has joined hands with BJP leader Devendra Fadnavis, and his main motive is to get himself transferred on deputation to the Centre. They allege that the former police chief wrote the explosive letter to the Chief Minister, after calling on Union Home Minister Amit Shah in Delhi. Some others have alleged that Parambir Singh wants to join politics after taking VRS, since he is now 59 years old. NCP leader and state minister Nawab Malik claims he has full details about whom Parambir Singh met during his stay in Delhi and the assurances that he has been given by some top BJP leaders.

I have checked and found that neither Parambir Singh has applied for deputation to Centre till date nor he has any plan to do so. Secondly, he has reportedly told his close friends that he would continue to work as DGP, Home Guards, and that he would not opt for VRS. Thirdly, he has said that he has not visited Delhi nor met any BJP leader recently. I have got this confirmed from my sources in government that he did not meet Amit Shah in Delhi. People close to the former police chief say, whenever somebody asks him whether he intends to join politics, he replies with a loud guffaw, and says he was neither fit for politics, nor is politics fit for a senior police officer like him.

We cannot say that both Anil Deshmukh and Parambir Singh are morally right or wrong. One of them is morally right, and the other is wrong. Hence a thorough probe is needed, the disclosures are there and the facts must come out. This unprecedented charge of extortion levelled by a police chief against his Home Minister is the first of its kind in the country. It has tarnished the image of Mumbai Police, but it is strange that a seasoned leader like Sharad Pawar, who has spent three-fourth of his life in the rough and tumble of politics, has come out in defence of his Home Minister.

I personally know Sharad Pawar for the last 45 years. In 1978, he became Maharashtra’s youngest chief minister. I have never seen Pawar so worried and uneasy, as he was on Monday at his press conference. This extortion charge levelled against his leader by a senior IPS officer, has made Pawar uneasy. Pawar is a leader who never addresses two press conferences in a span of 24 hours. Never in the past, did he show documents in defence of his party man.

On Sunday, Pawar told media that the matter should be thoroughly probed, and the following day, he gives a clean chit to his minister. On one hand, the NCP chief is defending his leader, and on the other hand, a nonplussed Chief Minister (Uddhav Thackeray) is watching the unfolding episode in silence. The ex-police chief is asking the Supreme Court to direct the CBI to take all CCTV camera footage from the home and office of the Home Minister. This will nail the lie that the minister was in home quarantine, and he did not meet any police officer.

To me, this appears to be a case, where a single reply to a question, evokes more questions. Much has already happened and is happening behind the screen, more facts are being concealed rather being placed in the open. Questions are being raised as to why the ex-police chief took such a long time to pull the skeletons out of the closet. Why was he silent so long? Did the sudden transfer made him a rebel? When Sachin Vaze was a confidante of Parambir, why didn’t he tell him about the Rs 100 crore extortion demand?

I have found that Parambir Singh knew most of the facts, but there were several other facts which could not have been in his knowledge. But Parambir Singh is firm on his extortion charge, he not only wrote the letter to the CM, but also detailed more information in his writ petition to the Supreme Court. For the embattled Thackeray government, the matter has now spilled from government files to the highest court of the land.

Politics is a perplexing, but fascinating game. It takes ages to unravel the intricate secrets that shroud the kernel of closed room politics. Today, Shiv Sena and NCP leaders are alleging that the BJP is using Parambir Singh as a pawn in a political game, it is the BJP who made the ex-police chief write the explosive letter, it is the BJP which goaded Parambir Singh to file his writ petition in Supreme Court. It is being alleged that Parambir has a Nagpur connection.

These allegations are surprising because only a month ago, Parambir Singh was the blue-eyed boy for Shiv Sena and NCP leaders. The SS mouthpiece Saamna used to write eulogies for the Mumbai Police chief. The Shiv Sena used to label him as the most honest and efficient police officer. But now, in Shiv Sena’s view, Parambir has crossed over to the BJP and he is being led by Devendra Fadnavis. From the other side, when SS and NCP leaders used to praise Parambir, BJP leaders in Maharashtra used to describe Parambir as the Chief Minister’s puppet. BJP leaders used to allege that Parambir used to slap cases against them at the behest of Shiv Sena and NCP.

Within a week, the tables have turned. SS and NCP leaders now allege that Parambir exploded the ‘letter bomb’ because his name was going to figure in the Antilia explosive case. Now the Home Minister Anil Deshmukh is looking into cases in which Parambir Singh can be nailed.

I personally feel that we should not waste our time trying to find out why Parambir Singh sent the ‘letter bomb’. Rather, the sensational charges made by the police chief in his letter must be investigated on top priority. The charge that a Home Minister is asking police officers to collect Rs 100 crore extortion money from restaurant and bar owners is a serious one. More so, when the charge is levelled by a Police Commissioner.

The truth must come out. If the charge is proved true, it does not matter who wrote the letter, when and why. It is the image of Mumbai Police that is at stake. It is the image of the city police force, that was considered the best one after London’s Scotland Yard. The probe will also put to test the credibility of Maharashtra government and the capability of Chief Minister Thackeray. The sooner we get the answers, the better.

We are today witnessing a sea change in governance. There was a time when underworld gangs used to extort money and Mumbai police used to catch the extortionists. Now, police officers are assigned to carry out extortions and send the money to the minister. Earlier, terrorists used to plant bombs and police used to catch terrorists. Now a police officer plants bomb to scare the nation’s topmost industrialist.

A letter written by former Mumbai Police chief Parambir Singh has let out a cat among the pigeons inside the Mantralaya. Comments from Shiv Sena leaders indicate that they are defending Parambir Singh and they want the Home Minister Anil Deshmukh to quit. On the other hand, comments from NCP leaders indicate are defending Anil Deshmukh and they want to trap the ex-police chief.

One positive outcome from this confrontation between Shiv Sena and NCP is that extortions made by Mumbai Police from restaurant and bar owners have now been exposed by none other than the city police chief. It is now public knowledge how top political leaders use the police, both as an instrument and a weapon. They use police as an instrument for carrying out extortion, and as a weapon to intimidate people. The latest example of this unbridled terror is the case of intimidating the nation’s top industrialist Mukesh Ambani.

By opening up the can of worms, ex-police chief Parambir Singh has indirectly exposed the motive behind parking of a vehicle laden with explosives outside’s Mukesh Ambani’s residence. The letter written by the former Mumbai police commissioner to the Chief Minister clearly exposes how the Home Minister was using an assistant police inspector Sachin Vaze to carry out extortions.

It is now clear that Sachin Vaze, drunk with the heady alcohol of power derived from political patronage, was out to extort a huge sum of money from Mukesh Ambani. The act of parking a vehicle, filled with gelatin sticks, outside Ambani’s residence, with a threatening letter left inside, was meant to terrorize the industrialist. As I had earlier written, Sachin Vaze was an actor, and it is now clear that the producer director was none other than the Home Minister Anil Deshmukh. If the motive was to extort big money from Mukesh Ambani, this will go down in the annals of India’s crime history as one of the biggest extortion cases.

Till now, we, the common people, only suspected that some ministers in Maharashtra may have been extorting money and police are accustomed to doing ‘hafta vasooli’ (weekly extortion), but these were mere assumptions. There were no evidences. But now the former police chief of Mumbai has given in writing that the Home Minister used to call his officers and gave them a “target” of collecting Rs 100 crore every month. According to this letter, the minister used to explain police officers the modus operandi of collecting money from bar and restaurant owners. It appears as if Anil Deshmukh is an expert in such matters and he feared nobody. He was brazenly telling police officers to carry out extortions. Since the police commissioner (Paramabir Singh) was not close to him, he went over his head to instruct other police officers directly. For Anil Deshmukh, Mumbai Police was his ‘jaagir’ (property) and he was acting like an emperor, drunk with power. Had he not commented on Parambir Singh’s transfer, this extortion would have continued in Mumbai, unabated.

When the National Investigation Agency (NIA) found that it was Sachin Vaze who had planted the car laden with explosives outside Mukesh Ambani’s residence, and there were evidences of at least five vehicles connected with Vaze used in this case of scaring Ambani, and Vaze tried to remove evidences, the Home Minister felt that the image of Mumbai Police has been sullied. He took this as an opportunity to shunt out the Police Commissioner, and went on to tell the media that it was not a routine transfer, and that Paramabir Singh “had committed unpardonable mistakes”. This got the goat of the ex-police chief and he decided to expose the Home Minister. Parambir Singh wrote a letter to the Chief Minister and pointedly mention that he had complained about Deshmukh to both chief minister Uddhav Thackeray and NCP supremo Sharad Pawar in the past.

This is not an issue between Parambir Singh and Deshmukh only. It is a wider issue, about who will gain control of Mumbai Police: Shiv Sena or NCP? The issue relates to who will get the power to extort money by using the police. The confrontation is now leading towards Uddhav Thackeray versus Sharad Pawar.

The most tragic part of this sordid episode is that nobody is bothered about the people who are suffering because of rampant extortions. Nobody is speaking about the owners of bars and restaurants who have to shell out money from their earnings. Their only responsibility is: shell out the money. It does not matter who gets the money at the highest level. These bar and restaurant owners are helpless in front of police. For them, it does not matter the least, whether the Home Minister or Police Commissioner is changed. Pay they must.

Ultimately, it is the people, who will have to decide. They will exercise their right to vote at the time of elections and punish the corrupt. People today in Maharashtra are sad and unhappy with both the Shiv Sena and its leader Uddhav Thackeray. They are waiting for the right time. Parambir Singh has shown courage. No other senior police officer had ever done what Parambir Singh did, in the history of Maharashtra politics.

It’s possible, Paramabir may have to pay for this but his act will surely deter the ‘extortionists’. Let us hope that a Home Minister or a Chief Minister will now fear before ordering collection of extortion money. The media will now be more alert. More police officers may now muster the courage to speak. If this episode results in reduction in cases of extortion, we should thank Paramabir Singh for that. The ex-police chief must also remember: Others may try to intimidate him, anything can happen, but such a moment is not going to come again, he must carry on, with courage, come what may.

क्या ज़माना आ गया है. पहले मुंबई में अंडरवर्ल्ड वाले लोगों से वसूली करते थे और पुलिस उन्हें पकड़ती थी. अब पुलिस वसूली करती है और मंत्री तक पहुँचाती है. पहले आतंकवादी बम लगाते थे और पुलिस उन्हें पकड़ती थी. अब पुलिस अफ़सर बम लगाते हैं और सबसे बड़े उद्योगपति को धमकाते हैं.
मुम्बई के पुलिस कमिशनर रह चुके परमबीर सिंह की एक चिट्ठी ने महाराष्ट्र सरकार को मुश्किल में ला दिया है. शिव सेना के नेताओं के बयान बताते हैं कि वे परमबीर के साथ हैं, होम मिनिस्टर अनिल देशमुख को हटाना चाहते हैं. NCP के नेता अनिल देशमुख को बचाना चाहते हैं और परमबीर को फंसाना चाहते हैं. लेकिन शिव सेना और NCP के टकराव का एक बड़ा फायदा ये हुआ कि मुम्बई पुलिस कैसे लूट मचाती है, वसूली करती है, ये पूरी तरह से एक्सपोज़ हो गया. ये भी पता चल गया कि बड़े बड़े नेता कैसे पुलिस का एक औज़ार की तरह इस्तेमाल करते हैं, एक हथियार की तरह इस्तेमाल करते हैं. औज़ार पैसा वसूलने के लिए, और हथियार लोगों को डराने के लिए. इस बेख़ौफ़ आतंक का सबसे ताज़ा उदाहरण है, मुकेश अम्बानी को डराने-धमकाने का केस.

हम सब कई दिन से इस सवाल का जवाब ढूंढ़ रहे थे कि मुकेश अम्बानी के घर के बाहर बारूद से भरी कार पार्क करने के पीछे मक़सद क्या था ? लगता है मुम्बई पुलिस कमिशनर के पद से हटाये गये परमबीर सिंह की चिट्ठी से इसका जवाब मिल गया. महाराष्ट्र के होम मिनिस्टर सचिन वाज़े का इस्तेमाल उगाही के लिए कर रहे थे. और अब लगता है सचिन वाज़े अपने आक़ाओं के आशीर्वाद के नशे में चूर होकर मुकेश अम्बानी से मोटा माल वसूलने की कोशिश में था. उसने जो कार पार्क की, जो बारूद बिछाया, जो धमकी भरी चिट्ठी लिखी, वो सिर्फ डराने के लिए थी. मुकेश अम्बानी को धमकाने के लिए थी. इस मामले में सचिन वाज़े एक एक्टर था, प्रोड्यूसर, डायरेक्टर तो अनिल देशमुख लगते हैं. अगर इस नाटक तो मक़सद पैसा वसूली था तो पुलिस के ज़रिये लूट-खसोट का देश का सबसे बड़ा और सबसे संगीन केस है.

अब तक तो हम सिर्फ सुनते थे कि महाराष्ट्र में कुछ मंत्री उगाही करते है, जानते भी थे कि पुलिस के माध्यम से हफ्ता वसूली होती है. पर सबूत कोई नहीं देता था. लेने वाले किसी से डरते नहीं थे और देने वाले अपनी परछाईं से भी डरते थे. अब तो मुम्बई के पूर्व पुलिस कमिशनर परमबीर सिंह ने लिख कर दिया है कि महाराष्ट्र के होम मिनिस्टर पुलिस अफसरों को अपने घर बुला कर 100 करोड़ रूपये वसूली करने का टार्गेट देते थे. कैसे रेस्त्रां वालों से, बार के मालिकों से पैसा वसूल करना है, कितना करना है, ये भी मंत्री जी समझा देते थे. साफ लगा, मंत्री अनिल देशमुख इस काम के एक्सपर्ट हैं. उन्हें किसी का डर नहीं था. वो बड़ी बेशर्मी से अपने खास पुलिसवालों से वसूली करवाते थे. चूंकि पुलिस कमिशनर उनके खास नहीं थे, इसलिये वो उनकी परवाह किये बग़ैर नीचे के पूलिसवालों को आदेश देते थे. अनिल देशमुख के लिए मुम्बई पुलिस उनकी जागीर थी और होम मिनिस्टर किसी सत्ता के नशे में चूर बादशाह की तरह काम कर रहे थे. अगर वो अपने इसी नशे के कारण कमिशनर परमबीर को हटाये जाने पर कमेंट न करते तो शायद वसूली का ये गोरखधंधा इसी तरह चलता रहता.

हुआ ये कि जब सचिन वाज़े पर इल्ज़ाम लगे – NIA ने अपनी जांच में पाया कि पुलिस के एक जूनियर अफसर वाज़े ने ही मुकेश अम्बानी के घर के बाहर बारूद से भरी गाड़ी पार्क करवाई थी, जब इस बात के सबूत मिले कि सचिन वाज़े से जुड़ी पांच-पांच गाड़ियां इस डराने की घटना में शामिल थीं और वाज़े ने सारे सबूत मिटाने की कोशिश की थी तो अचानक होम मिनिस्टर को लगा कि मुम्बई पुलिस की छवि खराब हुई है. तो उन्होने इसी बहाने पुलिस कमिशनर परमबीर सिंह का तबादला करवा दिया. मौके का फायदा उठा कर परमबीर को किनारे कर दिया. और मीडिया से साफ कह दिया कि परमबीर का ट्रान्सफर रूटीन ट्रान्सफर नहीं है, ये तो परमबीर के कर्मों का नतीजा है. ये बात परमबीर को चुभ गई और उन्होने अनिल देशमुख को एक्सपोज़ कर दिया. परमबीर ने इसके लिए मुख्यमंत्री को जो चिट्ठी लिखी, उसमें साफ साफ लिख दिया कि होम मिनिस्टर की काली करतूतों के बारे में पहले भी उद्धव ठाकरे को और शरद पवार को बता चुके थे.

लेकिन ये मामला सिर्फ देशमुख और परमबीर के टकराव का नहीं है. मामला मुम्बई पुलिस पर किसका कब्ज़ा हो, इसका है. मुम्बई पुलिस शिव सेना के कहने से चले या NCP के, ये झगड़ा है. मुम्बई पुलिस से वसूली कौन करवाये, लोगों को कौन लूट कर नेताओं को पैसा कौन पहुंचाए, इसका है. अब ये टकराव शरद पवार और उद्धव ठाकरे का है.

त्रासदी देखिए, जो जनता इसमें पिस रही है, उसकी परवाह किसी को नहीं है. जो रेस्त्रां चलाने वाले, बार चलाने वाले अपना पेट काट कर रिश्वत देते हैं, उनका तो कहीं ज़िक्र ही नहीं आता. उन्हें तो बस पैसे पहुंचाना है – लेने वाला कौन है, उससे उन्हें कोई मतलब नहीं है. वे तो पुलिस के सामने बेबस और लाचार हैं. होम मिनिस्टर बदले या पुलिस कमिशनर, वसूली देने वालों की हालत पर कोई फ़र्क़ नहीं पड़ता.

लेकिन जनता को जब वोट देने का मौका आता है, वो हिसाब बराबर कर देती है. आज जनता शिव सेना से, उद्धव ठाकरे से, दु:खी है, नाराज़ है, लेकिन हताश जनता अवसर के इंतज़ार में है. परमबीर सिंह ने हिम्मत दिखाई है. महाराष्ट्र की राजनीति के इतिहास में आज तक किसी पुलिस अफसर ने ये काम नहीं किया. हो सकता है, परमबीर को इसकी क़ीमत चुकानी पड़े लेकिन जो काम उन्होने किया है, वो महाराष्ट्र में वसूली करने वालों को डरायेगा. उम्मीद तो ये है कि अब होम मिनिस्टर या चीफ मिनिस्टर वसूली का आदेश देने से पहले डरेंगे. अब मीडिया और ज़्यादा एलर्ट रहेगा. अब और पुलिस अफसर भी बोलेंगे. अगर इस घटनाक्रम में हफ्तावसूली में थोड़ी भी कमी आ गई, तो उसके लिए लोग परमबीर सिंह को हमेशा याद रखेंगे. परमबीर को भी कुछ याद रखना होगा:
“कुछ लोग तुम्हें समझाएंगे
वो तुमको ख़ौफ़ दिखाएँगे
जो है, वो भी खो सकता है
कुछ भी यहाँ हो सकता है
पर ये लम्हा तुम से ज़िंदा है
ये वक्त नहीं फिर आएगा
तुम अपनी करनी कर गुज़रो
जो होगा देखा जाएगा.”

देशभर में पिछले 111 दिनों में पहली बार कोरोना के मामले 40 हजार के आंकड़े को पार कर 40,944 तक पहुंच गए हैं। यह सभी के लिए चिंता की बात है। इस साल एक दिन में कोरोना वायरस के इतने मामले पहली बार सामने आए हैं। कोरोना के एक्टिव मामलों की संख्या में 19 हजार की बढ़ोतरी हुई है जो कि पिछले साल सितंबर महीने के बाद सबसे बड़ा इजाफा है। कोरोना के मामले पिछले 9 दिनों से लगातार बढ़ रहे हैं। 17 राज्यों में यह बढ़ोतरी देखने को मिल रही है जिसमें महाराष्ट्र सबसे ज्यादा प्रभावित है। पिछले तीन दिनों में 54 हजार से ज्यादा मामले सामने आने के साथ ही शुक्रवार को कोरोना के एक्टिव मामलों की संख्या बढ़कर 2.9 लाख हो गई।

महाराष्ट्र में हालात बहुत खराब हैं। यहां कोरोना के 25,681 नए मामले सामने आए हैं। ऐसे में यह सवाल उठ रहा है कि क्या हमारे मुल्क में कोरोना की दूसरी लहर आ चुकी है?
मैं आपको इतना कन्फर्म कर सकता हूं कि महाराष्ट्र में कोरोना की दूसरी लहर शुरू हो चुकी है लेकिन फिलहाल देश के अन्य राज्यों में कोरोना की दूसरी लहर जैसी कोई बात नहीं है।
आपको यह जानकर हैरानी होगी कि देश में रोजाना कोरोना के जितने मामले आ रहे हैं उनमें से दो-तिहाई से ज्यादा मामले अकेले महाराष्ट्र के हैं। महाराष्ट्र के विभिन्न शहरों और जिलों तक में कोरोना के नए मामलों का विस्फोट देखा जा रहा है। सीएसआईआर (वैज्ञानिक और औद्योगिक अनुसंधान परिषद) के महानिदेशक शेखर सी मांडे का कहना है कि ये महाराष्ट्र के लोगों के लिए रेड अलर्ट है। अगर अभी न सुधरे तो फिर पिछले साल सितंबर जैसे हालात हो सकते हैं।

सीएसआईआर की बात पर गौर करना इसलिए जरूरी है क्योंकि यह पूरे देश में बीमारी/महामारी के पैटर्न पर नजर रखता है। कोरोना के किस स्ट्रेन के मामले कहां ज्यादा आ रहे हैं? किस इलाके में कोरोना के फैलने का पैटर्न क्या है? सीएसआईआर आंकड़ों का विश्लेषण कर इन सवालों का जवाब वैज्ञानिक आधार पर देता है, फिर रिसर्च के रिजल्ट के हिसाब से सरकार को आगे की रणनीति बनाने की सलाह देता है। मांडे ने शुक्रवार को इंडिया टीवी को बताया कि वास्तव में महामारी की ‘दूसरी लहर’ महाराष्ट्र में आ चुकी है। उन्होंने कहा कि कोरोना की दूसरी लहर अभी भारत के अन्य हिस्सों में आने वाली है। जबतक यह महामारी खत्म हो नहीं जाती है तबतक कोविड गाइडलाइंस का पालन सभी के लिए जरूरी है।

आखिर महाराष्ट्र में कोरोना की दूसरी लहर कैसे आई, कहां से आई ? असल में महाराष्ट्र के कम से कम 15 जिले ऐसे हैं जहां हालात पिछले साल से भी ज्यादा खराब हो गए हैं। इन जिलों में कोरोना वायरस बहुत तेजी से फैल रहा है। हालात का अंदाजा आपको आंकड़ा देखकर होगा। पिछले साल जब कोरोना पीक पर था, उस वक्त देश में एक दिन में 90 हजार के करीब मामले सामने आ रहे थे। उस वक्त भी महाराष्ट्र में एक दिन में ज्यादा से ज्यादा 24 हजार मामले आते थे। 1 सितंबर 2020 को महाराष्ट्र में एक दिन में सबसे ज्यादा, करीब 25 हजार मामले दर्ज किए गए थे, लेकिन शुक्रवार को यहां 26 हज़ार नए मामले सामने आए और ये अभी तक एक दिन में कोरोना के मरीजों की सबसे बड़ी संख्या है। पहले देश में कोरोना का हर पांचवां मरीज महाराष्ट्र से होता था लेकिन फिलहाल जो स्थिति है उसमें हर तीन में दो मरीज महाराष्ट्र से है।

मुंबई, नागपुर, पुणे जैसे शहरों का सबसे बुरा हाल है।आपको बता दूं कि पिछले दो दिनों में मुंबई में करीब 6 हज़ार नए कोरोना के मरीजों का पता चला है। गुरुवार को मुंबई में 2,800 से ज्यादा मामले आए जबकि शुक्रवार को 3 हजार से ज्यादा नए मरीजों का पता चला।

अब मन में ये सवाल भी उठता है कि आखिर महाराष्ट्र में ऐसा क्या हो रहा है जिसके कारण कोरोना फुल स्पीड से बढ़ रहा है? इसका जवाब बिल्कुल आसान है।असल में लोगों ने कोरोना से डरना छोड़ दिया। लोग मास्क लगाना भूल गए हैं। सोशल डिस्टेंसिंग खत्म हो गई है। इसी का असर ये है कि मुंबई में एशिया की सबसे बड़ी झुग्गी धारावी कोरोना से मुकाबला करने के मामले में दुनिया के लिए उदाहरण बन गया था, अब वही धारावी फिर से कोरोना का घऱ बन गया है। धारावी में 30 से ज्यादा मामले आए हैं लेकिन इसके बाद भी यहां लोग बेखौफ होकर बिना मास्क लगाए आराम से मार्केट में घूम रहे हैं।

मेरा मानना है कि इसके लिए अगर सिर्फ जनता को दोष दिया जाए तो ये ठीक नहीं है, क्योंकि आमतौर पर मुश्किल वक्त में, हालात को देखते हुए सरकार को कड़े फैसले लेने चाहिए। अगर लोगों को तकलीफ से बचाने के लिए कुछ पाबंदियां लगानी है तो उसकी तैयारी पहले से होनी चाहिए। पहले से सारे विकल्पों पर विचार होना चाहिए। लेकिन महाराष्ट्र सरकार ने ऐसा नहीं किया और अब जब हालात बिगड़ने लगे तो हड़बड़ी में फैसले लिए जा रहे हैं। कहीं लॉकडाउन है, कुछ शहरों पर वीकेंड पर लॉकडाउन है, कुछ जगहों पर कर्फ्यू लगाया है, कहीं नाईट कर्फ्यू है तो कहीं मास्क न पहनने वालों से जुर्माना वसूला जा रहा है। लेकिन मुश्किल ये है कि इसके बाद भी कोई असर नहीं हो रहा है।

शुक्रवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया कि मुंबई के भीड़-भाड़ वाले दादर मार्केट में लोग बिना मास्क के कैसे घूम रहे थे। कई लोगों के पास मास्क था लेकिन उसे वे अपनी जेब में रखे हुए थे और कैमरा देखते ही उन्होंने जल्दी से मास्क पहन लिया। महामारी से न तो महाराष्ट्र की जनता ने सबक लिया और न ही सरकार की आंख खुली। अब जब कोरोना ने फिर से हमला किया है तो सरकारऔर BMC दोनों परेशान है। कोरोना के बढ़ते आंकड़ों को देखते हुए अब BMC ने दादर की फूल और सब्जी मंडी को शिफ्ट करने का फैसला लिया है। इसे बीकेसी और सोमैया ग्राउंड में शिफ्ट किया जा सकता है। इसके अलावा BMC ने मुंबई में नाइट कर्फ्यू लगाने की सिफारिश भी सरकार के पास भेजी है।

हमारे यहां एक कहावत है कि घर जलने के बाद जागे तो क्या जागे। BMC का रवैया ऐसा ही है। जब कोरोना फैल गया तो कदम उठा रहे हैं। मार्केट में भीड़ पहले भी थी इसलिए मार्केट को पहले भी शिफ्ट किया जा सकता था। खैर…जब जागे तब सबेरा। लेकिन दादर मार्केट के दुकानदार इसका विरोध कर रहे हैं।दुकानदारों का कहना है कि पिछले साल के आर्थिक उथल-पुथल के बाद बड़ी मुश्किल से जिंदगी पटरी पर आ रही है लेकिन सरकार मार्केट को शिफ्ट करके गाड़ी को फिर डिरेल करना चाहती है।अगर मार्केट शिफ्ट किया गया तो दुकानदार बर्बाद हो जाएंगे।

इंडिया टीवी के संवाददाता ने मुंबई की मेयर किशोरी पेडनेकर से जब इस बारे में पूछा तो उन्होंने कहा कि लोगों की चिंता ठीक है-‘लेकिन जब रोजगार और जिंदगी में से किसी एक चुनना हो तो जिंदगी को ही चुनेंगे। अगर जिंदगी रही तो दुकानदारी फिर चल निकलेगी। इसलिए अगर लोग खुद नहीं सुधर रहे तो फिर सरकार सख्ती करके उन्हें सुधारेगी। क्योंकि जान तो बचानी है।’मुंबई की मेयर ने प्रोएक्टिव रोल प्ले किया है लेकिन उन्हें यह कदम पहले उठाना चाहिए था। अब वो जितना चाहें सख्ती कर लें, कोरोना तो फैल चुका है। महाराष्ट्र के कई शहरों में पिछले साल मई के महीने जैसी तस्वीरें दिखने लगी है। जैसे उस वक्त लॉकडाउन के दौरान पुलिस ड्रोन कैमरों से इलाकों पर नजर रखती थी अब फिर वही हो रहा है।

उधर, पुणे में एक दिन में 5 हज़ार से ज्यादा नए मामले सामने आए हैं। इसके साथ-साथ नासिक,औरंगाबाद, नांदेड़, अमरावती, अकोला, नंदूरबार और जलगांव जैसे जिलों में भी इंफेक्शन तेजी से फैल रहा है। नागपुर में हालात बेहद खऱाब हैं। पिछले एक हफ्ते में यहां कोरोना के 18 हज़ार नए मरीज सामने आए हैं, जिसमें से पिछले तीन दिनों में ही 10 हजार से ज्यादा लोग कोरोना से संक्रमित हुए हैं। शुक्रवार को भी यहां 3 हज़ार से ज्यादा नए मरीजों का पता चला। ये हाल तब है, जब नागपुर में 21 मार्च तक लॉकडाउन लगा हुआ है। जरूरी सेवाओं को छोड़कर बाजार और व्यापारिक प्रतिष्ठान बंद हैं। इसके बाद भी बहुत से लोग हालात को नहीं समझ रहे हैं। बहुत से दुकानदार चोरी-छिपे दुकान खोलते हैं। बहुत से लोग छोटी-छोटी गलियों में घर से बाहर घूमते रहते हैं। इसलिए ऐसे लोगों पर नजर रखने के लिए अब ड्रोन कैमरों की मदद ली जा रही है।

नागपुर में कई मरीज ऐसे हैं जिनकी कोरोना रिपोर्ट पॉजिटिव है लेकिन वो एसिमटोमैटिक (जिनमें कोरोना का कोई लक्षण नहीं है) हैं। चूंकि पहले कोरोना के मामले बढ़ने की रफ्तार कम थी इसलिए अधिकारियों ने भी होम क्वारंटीन वाले मरीजों पर ध्यान नहीं दिया। नतीजा ये हुआ कि कई लोग होम क्वारंटीन के नियमों का पालन नहीं कर रहे थे। घर से बाहर निकलकर दूसरे लोगों को संक्रमित करने के कैरियर बन रहे थे, लेकिन अब जब कोरोना संक्रमण की रफ्तार तेज हो चुकी है तो एक बार फिर प्रशासन की नींद टूटी है। अब फिर से होम क्वारंटीन वाले स्टिकर्स घरों के बाहर लगाए जा रहे हैं। ये हिदायत दी जा रही है कि अगर कोई मरीज होम क्वांरटीन के नियम तोड़कर बाहर निकला तो ऐसे मरीजों पर 5000 रुपए का जुर्माना लगाया जाएगा।

इसके बाद भी लोग सुधरने को तैयार नहीं हैं। इसकी एक तस्वीर मुंबई के चारकोप इलाके से सामने आई है जिसमें मास्क को लेकर चेकिंग अभियान के दौरान हाथापाई हो गई। दरअसल, बीएमसी की तरफ से कई जगह महिला मार्शलों को तैनात किया गया है। मुंबई में मास्क नहीं पहनने पर 200 रुपए का चालान है और इसी को लेकर एक महिला और मार्शल के बीच विवाद हो गया। महिला ने मास्क नहीं लगाया था, पहले तनातनी हुईऔर फिर हाथापाई तक नौबत पहुंच गई। अब अश्विनी चव्हाण नाम की महिला मार्शल ने मारपीट को लेकर शिकायत दर्ज करवाई है। ऐसी कई घटनाएं महाराष्ट्र के अलग-अलग इलाके में हुई हैं।

ये सिर्फ इत्तेफाक नहीं है कि जब देश में कोरोना क प्रकोप शुरू हुआ था तब भी सबसे ज्यादा मामले महाराष्ट्र में आए थे। और अब जबकि देश के ज्यादातर हिस्सों में कोरोना का प्रकोप कम हुआ, तब भी सबसे ज्यादा मामले महाराष्ट्र में है। यहां कोरोना की ‘दूसरी लहर’ देखने को मिल रही है। पहले सरकार लापरवाह थी, फिर लोग भी बेपरवाह हो गए और नतीजा ये हुआ कि महाराष्ट्र में हालात खराब हो गए।

राज्य सरकार समय-पर नियमों को लेकर सख्ती कर सकती थी और लोग भी अपनी ओर से भी मास्क पहनने, सोशल डिस्टेंसिंग और हाथों को सैनिटाइज करने के नियम का पालन कर सकते थे। जब मामले बढ़े तो डर बढ़ा और फिर सरकार और लोग कुछ दिन लिए रास्ते पर आए लेकिन पिछले तीन चार महीने से फिर से फुल लापरवाही का दौर शुरू हो गया। महाराष्ट्र के लोग कहने लगे कि अब थक गए हैं। लोगों ने मास्क लगाना बंद कर दिया।दो गज की दूरी रखना बंद हो गया और लोगों के दिल और दिमाग से कोरोना का डर खत्म को गया। मुझे लगता है यही वजह है कि तीन महीने में महाराष्ट्र के 15 जिलों में कोरोना एक बार फिर इतनी तेजी से फैल गया है।

मेरा मानना है इसकी दूसरी बड़ी वजह है राजनीतिक अस्थिरता। महाराष्ट्र में 3 दलों की गठबंधन सरकार है। कोई किसी की सुनता नहीं। सभी दल अपने-अपने मंत्रियों के साथ रहते हैं और मंत्री एक-दूसरे की टांग खींचने में लगे रहते हैं। पिछले साल भर में कोरोना के काल में महाराष्ट्र की सरकार ने इतनी सारी राजनीतिक समस्याओं का सामना किया है कि नेताओं के पास कोरोना पर पूरा ध्यान देने का वक्त नहीं है। अब जबकि मामला हाथ से निकल गया तो उद्धव ठाकरे कह रहे हैं कि आप मेरी बात नहीं मानेंगे तो लॉकडाउन लगाना पड़ेगा। वो डराने की कोशिश कर रहे हैं। लेकिन, मुझे नहीं लगता कि आज की परिस्थितियों में लॉकडाउन एक विकल्प है।

This is worrying news for all. For the first time in last 111 days, the daily number of Covid-19 cases in India crossed 40,000 to reach 40,944. The number of active cases also increased by 19,000, the biggest increase since last September. The surge in Covid cases has been consistent since the last nine days, as the pandemic continues to spread across 17 states, with Maharashtra leading. The number of active cases jumped to 2.9 lakh on Friday, with more than 54,000 cases in the last three days.

The worst situation is in Maharashtra which reported 25,681 fresh Covid cases. The question that is being asked is: Has the second wave of the pandemic struck India?

I can now confirm that the second wave has begun in Maharashtra, but the same cannot be said about other states. More than two-third of the new cases are from Maharashtra, which is witnessing an explosion in the number of cases from different cities and even in districts. If the red alert is not heeded to, the state may face a critical situation that arose in September last year, says Shekhar C. Mande, the director-general of CSIR (Council of Scientific and Industrial Research).

CSIR is keeping a constant watch on the pattern of epidemic that is evolving, on the type of strains of the virus that have appeared, and it advises the government on taking remedial steps. Mande told India TV on Friday that the “second wave” of the epidemic has indeed come in Maharashtra. He added that the second wave is yet to arrive in other parts of India, and Covid-appropriate behaviour is now a must for all till the time the pandemic is not over.

From where did the second wave come in Maharashtra? There are at least 15 districts where the situation has worsened compared to last year. The virus is spreading fast in these districts. Let me give an example to illustrate. Last year, when the pandemic was at its peak, out of more than 90,000 fresh cases reportedly daily across India, Maharashtra accounted for only 24,000. On September 1 last year, the highest number of fresh cases recorded in Maharashtra was nearly 25,000, but on Friday the number was about to touch 26,000. Earlier one out of five Covid patients in India was from Maharashtra, but now, two out of three Covid patients are from this western state.

The situation in Mumbai, Pune and Nagpur is alarming. Nearly 6,000 new cases were reported in the last two days from Mumbai. On Thursday, the number was more than 2,800, and on Friday it was more than 3,000.

The question: Why is the virus moving at such a speed in Mahrashtra? The answer is simple: People have simply stopped fearing the pandemic, they have stopped wearing masks while walking on streets, and moving with the crowds. This is the reason why Asia’s biggest slum in Mumbai, Dharavi, which had set an example before the world by successfully tackling Covid, is now again a hotspot. More than 30 new cases were detected recently, and yet people are moving around without masks in markets.

I think, it will not be proper to blame people only. The accountability lies with local and state authorities, which should have strictly enforced Covid regulations in time. The Maharashtra government did not take decisions to enforce regulations, including lockdown, in time and the results are there for all to see. Presently, only ad hoc and knee-jerk decisions are being taken, like imposing weekend lockdowns in some places, night curfew in some towns, and fining people who move around without masks. These decisions, taken belatedly, are not yielding the right results.

In my prime time show ‘Aaj Ki Baat’ on Friday night, we showed how people were moving around without masks in the crowded Dadar market of Mumbai. Many of them had kept masks inside their pockets, and, on seeing our camera, they quickly put them on. The overall attitude of pedestrians towards the pandemic was that of nonchalance. Due to the epidemic, the BMC has decided to shift the flower market from Dadar, and the vegetable ‘mandi’ is being shifted to BKC and Somaiya grounds. BMC has recommended imposition of night curfew for Mumbai city.

The attitude of BMC reminds one of the proverb, ‘locking the stable after the horses have bolted’. They could have shifted the markets earlier. Already, the shopkeepers and traders in Dadar are protesting this move. Their argument is that, after facing economic turmoil last year, they had barely resumed their business, but are now being asked to move.

India TV reporter posed this question to Mumbai Mayor Kishori Pednekar. She said, “when there is a question of choosing between life and jobs, you have to choose life first. First save your life, business can prosper later. If people do not follow rules, the government will apply regulations strictly.” The Mumbai Mayor is surely playing a pro-active role, but she could have done this earlier. Already, drones are being used to keep a watch on crowds in markets and streets.

In Pune, the daily surge in new cases is now more than 5,000. In Nashik, Nanded, Aurangabad, Amravati, Akola, Nandurbar and Jalgaon districts, the virus is spreading fast.

The situation is worse in Nagpur, where 18,000 new cases were reported in the last one week. Out of these, 10,000 cases were reported in the last three days. On Friday, more than 3,000 new cases were reported. This, in a city, where lockdown is already in force, and markets and business establishments are closed, except essential services. Drones are being used to keep watch on people who loiter in streets during lockdown and on shopkeepers, who open their shops on the sly.

Many of the patients in Nagpur were asymptomatic but were found Covid positive after tests. Since the numbers had not surged in the beginning, those who were advised home quarantine, moved outside their homes nonchalantly, spreading the virus among crowds. They became the super spreaders. Now that the authorities have woken up from their slumber, large stickers are being pasted outside homes where Covid patients are in home isolation. Those violating home quarantine rules may have to pay Rs 5,000 as fine.

People are yet to realize the enormity of the danger. There is a video from Mumbai’s Charkop locality, where a woman thrashed a BMC lady marshal, Ashwini Chauhan, when she objected to her moving without a mask, and asked her to pay Rs 200 fine. The woman marshal has filed an FIR with police. Similar cases have been reported from some other places.

It is not a coincidence that Maharashtra registered the highest number of cases, when the pandemic struck India last year. And now, it is witnessing a ‘second wave’, while in other states, the situation is not so alarming. The situation in Maharashtra has worsened because of negligence on part of both the state government and the people.

The state government could have attacked and enforced regulations in time, and the people, on their part, could have followed the regimen of social distancing, wearing of masks, and frequent washing of hands. The situation worsened in the last three to four months. It seems that a sense of fatigue set in after people became fed up of wearing masks constantly. People stopped fearing the pandemic as life returned to normal. In my view, this seems to be the only reason why the virus spread so far across as many as 15 districts of Maharashtra within a span of three months.

The other reason, I assume, is because of political instability caused by a coalition government being run by three political parties, with no leader from one party listening to the other. Each party is siding with its own set of ministers, and the ministers are busy pulling one another’s legs. Politcians in Maharashtra had to face so many problems during the last year and they had little time to spend on the nitty-gritty of tackling a lethal pandemic.

Now that the situation is going out of hand, chief minister Uddhav Thackeray is threatening a state wide complete lockdown if people refused to follow regulations. Thackeray is trying to scare people, but, I do not think, imposition of a lockdown is the answer to the current problem.

देश में कोरोना की दूसरी लहर खतरनाक होती जा रही है। गुरुवार को देशभर में कोरोना के 39,670 नए मामले सामने आए। यह पिछले साल 28 नवंबर के बाद एक दिन में संक्रमण का सबसे ज्यादा मामला है। महाराष्ट्र में गुरुवार को सबसे ज्यादा 25,833 नए मामले आए जबकि दिल्ली में कोरोना के 607 नए मामले आए। पंजाब में 2,387, कर्नाटक में 1,488, छत्तीसगढ़ में एक हजार से ज्यादा, गुजरात में 1,276, तमिलनाडु में 989, मध्य प्रदेश में 917, हरियाणा में 633, यूपी में 321, राजस्थान में 327 और चंडीगढ़ में कोरोना के 211 नए मामले आए। यह महामारी तेजी से फैल रही है।

महाराष्ट्र, मध्य प्रदेश, गुजरात, केरल और पंजाब जैसे राज्यों में पिछले पांच दिनों से कोरोना वायरस के नए मामले लगातार बढ़ रहे हैं। गुरुवार को पूरे देश में कोरोना संक्रमण से 154 लोगों की मौत हो गई। पिछले तीन दिनों में रोजाना इस संक्रमण से मरनेवालों की संख्या 150 से ज्यादा रही है। पंजाब और गुजरात के कई शहरों में नाइट कर्फ्यू की अवधि बढ़ा दी गई है। लुधियाना, जालंधर, अमृतसर, गुरदासपुर, पटियाला, मोहाली, रोपड़, कपूरथला और होशियारपुर में रात का कर्फ्यू दो घंटे बढ़ा दिया गया है। पंजाब और गुजरात में सभी मॉल और सिनेमा हॉल को शनिवार और रविवार को बंद करने का आदेश दिया गया है। गुजरात के अहमदाबाद, सूरत, राजकोट और वडोदरा में नाइट कर्फ्यू लगाया गया है।

मध्य प्रदेश सरकार ने महामारी फैलने की आशंका को देखते हुए महाराष्ट्र से आने-जानेवाली अंतरराज्यीय बसों के परिचालन पर 20 मार्च से 31 मार्च तक रोक लगा दी है। महाराष्ट्र से आनेवाले सभी यात्रियों को एक हफ्ते के लिए क्वारंटीन किया जाएगा। उज्जैन, ग्वालियर, जबलपुर, रतलाम, सागर, बैतूल और अन्य शहरों में बाजार और व्यापारिक प्रतिष्ठान रोजाना रात 10 बजे से सुबह 6 बजे तक बंद रहेंगे। इंदौर और भोपाल में पहले से ही नाइट कर्फ्यू लगा हुआ है।

कोरोना के मामले बढ़ने के साथ ही लोगों के अंदर इस बात का डर है कि कहीं फिर ल़ॉकडाउन ना लग जाए। सैकड़ों लोगों ने मुझसे मैसेज करके पूछा। इंडिया टीवी की फोन लाइन पर हजारों कॉल आए। लोग यही पूछ रहे हैं कि कोरना के बढ़ने की रफ्तार तो पिछले साल मार्च-अप्रैल से भी ज्यादा हो गई है और अब इसे रोकने के लिए क्या फिर से लॉकडाउन लग जाएगा? लोगों को लग रहा है कि करीब 8 महीने के बाद कारोबार थोड़ा पटरी पर लौटा है, डर थोड़ा कम हुआ है, रोजगार फिर मिलने लगा है। ऐसे में अगर एक बार फिर लॉकडाउन लगा तो मुश्किल हो जाएगी। जिंदगी कैसे चलेगी? सबसे ज्यादा डर रोज कमाने खाने वाले, रेहड़ी पटरी वाले और छोटे दुकानदारों को है। मैं इस डर को समझता हूं। लॉकडाउन का गरीब लोगों पर कैसा असर हुआ और उन पर क्या बीती, ये पूरे देश ने देखा है। मैंने सरकार के बड़े-बड़े मंत्रियों से बात की, अर्थशास्त्रियों से बात की, अफसरों की राय जानने की कोशिश की। एक स्पष्ट तस्वीर उभरकर आना बाकी है लेकिन ऐसे लगता है कि लोगों को अब कोरोना से उतना डर नहीं लग रहा है जितना कोरोना के कारण होने वाले नुकसान से लग रहा है। लोगों को अब इस बात खौफ नहीं है कि कोरोना फिर बहुत तेजी फैल रहा है, लोगों को चिंता इस बात की है कि कहीं दोबारा लॉकडाउन तो नहीं लग जाएगा।

पंजाब में पिछले तीन दिनों में कोरोना के 100 से ज्यादा मरीजों की मौत हो चुकी है। अकेले जालंधर में 500 से ज्यादा नए मरीज़ मिले हैं। पंजाब के अस्पतालों में करीब 300 लोग ऑक्सीजन सपोर्ट पर हैं और कई लोग वेटिंलेटर पर भी हैं। ये बेहद गंभीर स्थिति है और इसे पंजाब के मुख्यमंत्री कैप्टन अमरिंदर सिंह भी समझते हैं। इसलिए गुरुवार को उन्होंने कहा कि चाहे लोगों को पसंद हो या ना हो, लेकिन वो बाजारों और सार्वजनिक स्थानों पर कोविड गाइडलाइंस के पालन के लिए दोबारा से सख्ती करेंगे। अगर इसके बाद भी हालात नहीं सुधरे तो फिर और कड़े उपाय अपनाएंगे।

उधर, गुजरात में भी कमोबेश इसी तरह के हालात हैं। अहमदाबाद में बस सेवाएं बंद कर दी गई हैं। सभी जिम और पार्क अगले आदेश तक बंद कर दिए गए हैं। सभी मॉल और सिनेमा हॉल वीकेंड पर बंद रहेंगे। राज्य के अधिकांश शहरों में सभी स्कूल और कॉलेज 10 अप्रैल तक बंद रहेंगे। गुजरात के मुख्यमंत्री विजय रूपानी ने पूरे राज्य में लॉकडाउन से इनकार किया लेकिन इस बात पर जोर दिया कि सख्ती तो बरती जाएगी।

दिल्ली और पंजाब के मुख्यमंत्रियों ने कोविड वैक्सीनेशन की रफ्तार बढ़ाने और मास वैक्सीनेशन की बात कही है। गुरुवार रात तक देशभर में 3.89 करोड़ वैक्सीनेशन हुआ। यह आंकड़ा भले ही बड़ा दिखाई दे, लेकिन 137 करोड़ लोगों के देश में यह एक बूंद के समान है। दिल्ली के सीएम अरविंद केजरीवाल ने केंद्र से अनुरोध किया है कि वह बिना किसी बंदिश के सभी को वैक्सीन लगाने की अनुमति प्रदान करे। पंजाब के मुख्यमंत्री कैप्टन अमरिंदर सिंह ने मांग की है कि कोरोना की दूसरी लहर के फैलाव को रोकने के लिए सभी उम्र के लोगों को वैक्सीन लगनी चाहिए।

चाहे कैप्टन अमरिन्दर सिंह हों या अरविन्द केजरीवाल, मैं इन दोनों मुख्यमंत्रियों की राय से सहमत हूं। देश में वैक्सीन की कमी नहीं है, उत्पादन बढ़ गया है, इसे और तेजी से बढ़ाया भी जा सकता है। कोरोना को रोकने का एक ही उपाय है युद्धस्तर पर वैक्सीनेशन। वैक्सीनेशन की रफ्तार को तेजी से बढ़ाने की जरूरत है। शुरुआत में 45 वर्ष से ज्यादा के लोगों को वैक्सीन लेने की छूट दी जा सकती है। इसके लिए किसी तरह के रजिस्ट्रेशन की जरूरत नहीं होनी चाहिए। ये लोग वैक्सीनेशन सेंटर पर जाएं और टीका लगवाएं। किसी तरह की बंदिश नहीं होनी चाहिए। न डॉक्टर का सर्टिफिकेट, न रजिस्ट्रेशन का चक्कर और न अप्वाइंटमेंट का झंझट। मुझे तो लगता है कि अगर संभव हो और वैक्सीन की उपलब्धता हो तो 18 साल से ऊपर के सभी नागरिकों को कोरोना वैक्सीन लेने की छूट मिलनी चाहिए।

बड़ी संख्या में लोग वैक्सीन लगवाना चाहते हैं लेकिन सरकार की इजाजत नहीं है, क्योंकि नियमों की पाबंदी है इसलिए वो वैक्सीन नहीं लगवा पा रहे हैं। फिलहाल सरकार ने सिर्फ 60 साल से ज्यादा के लोगों को वैक्सीन देने की छूट दी है और 45 से ऊपर कोमॉर्बिड लोग ही टीका लगवा सकते हैं। 45 वर्ष से ऊपर की उम्र के कई लोगों ने मुझसे संपर्क किया और इस संबंध में पूछा। ये बात साबित करती है कि बड़ी संख्या में लोग वैक्सीन लगवाना चाहते हैं, लेकिन सरकार की तरफ से इजाजत नहीं होने के कारण टीका नहीं लगवा पा रहे हैं। अगर18 वर्ष से ज्यादा उम्र के सभी भारतीयों को वैक्सीन लेने की अनुमति दी जाती है तो वैक्सीन बर्बाद होने की संभावना खत्म हो जाएगी, जिसकी चिंता प्रधानमंत्री भी जता चुके हैं।

युद्धस्तर पर वैक्सीनेशन ही इस महामारी की दूसरी लहर को रोक सकता है। वैक्सीनेशन जितना तेज होगा, कोरोना की स्पीड उतनी कम होगी। एक बात का ध्यान रखना होगा कि सिर्फ वैक्सीनेशन से भी भला होने वाला नहीं है, इसके साथ-साथ लोगों को सावधानी बरतनी होगी। हर शख्स को कोविड गाइडलाइंस का पालन करना होगा। लापरवाही बिल्कुल नहीं होनी चाहिए, ना सरकारी स्तर पर और ना ही आम लोगों के लेवल पर। इसलिए मास्क लगाएं, सोशल डिस्टेंसिंग का पालन करें, दो गज की दूरी रखें और बार-बार हाथ धोएं।
