Heavy fighting is presently going on between Taliban and the resistance fighters led by Amrullah Saleh and Ahmed Masoud in Afghanistan’s Panjshir valley, with conflicting reports coming in. Taliban had invited Masood and Saleh for talks, but the Northern Alliance fighters have refused to back out. Taliban circulated a false claim that Masoud has agreed to join hands, but Masoud himself later denied and said he stood firm with Amrullah Saleh and would defend Panjshir valley till his last breath.

Another development relates to the release of 2,300 terrorists linked to Pakistani terror outfits who were languishing in the jails of Afghanistan. There are reports that Taliban has handed over US made weapons to these freed terrorists, and most of them have now crossed over to Pakistan. This is a matter of concern for India and our security agencies are on alert. Security on the border and near the Line of Control has been beefed up.

There was a third development too. Hard core terror masterminds belonging to Taliban, on whose heads the US had announced handsome rewards, have now become ministers or are occupying important positions in Afghanistan. Some of these terror masterminds are playing an important role in posting their supporters in key positions. Prominent among them is Khalilur Rahman Haqqani, uncle of Haqqani network chief Sirajuddin Haqqani.

Khalilur Rahman Haqqani is part of the 12-member council set up by Taliban to oversee governance. The council consists of another terror outfit chief Gulbuddin Hekmatyar, son of Late Mullah Omar Mullah Yaqoob, Abdul Ghani Baradar, former president Hamid Karzai and Abdullah Abdullah. This council will work under the Emir of Taliban Maulana Haibatullah Akhundzada.

Khalilur Rahman Haqqani is one of the top commanders of Peshawar-based Haqqani network, which had sent nearly 6,000 fighters to help the Taliban to recapture Afghanistan. Khalilur Rahman Haqqani has been appointed security chief of capital Kabul by the Taliban. One of the most dreaded terrorists in the world, he was put on the Most Wanted list by the US in 2011 with a five millions US dollars (Rs 37 crore) on his head.

One can hardly imagine this same terror mastermind now standing metres away from US forces posted inside Kabul international airport. Khalilur Rahman Haqqani is overseeing Taliban security arrangements outside the airport. But the US is helpless. According to the peace deal between the US and Taliban, neither side can attack the other, at least till August 31, when the evacuation process is supposed to end. Haqqani is now openly giving interviews to news channels claiming that the Taliban has changed and that Ahmed Masoud wants to join hands with the Taliban.

Khalilur Haqqani used to collect funds for Taliban, and his activities are narrated in detail on the US Treasury department website. He had connections with Al Qaeda and was part of their terror operations. He was declared most wanted terrorist by the US on February 9, 2011, with a 5 million US dollar reward on his head. For 20 years, Haqqani was given shelter by Pakistan’s ISI, to keep him safe from US attacks, but now he has shifted his base from Peshawar and North Waziristan to Kabul. The terrorist who was hiding to save his life is now today declaring amnesty for his opponents.

There is another member of Haqqani family – Anas Haqqani, brother of Sirajuddin Haqqani. Anas Haqqani is now advising the National Reconciliation Council in Afghanistan. He used to operate in the Pakistan-Afghanistan border area, was arrested in 2014 by Afghan forces, was given death sentence in 2016, but in 2019, he was released along with two Taliban commanders in exchange for the release of two professors of American University of Afghanistan who were taken hostage. After release, Anas Haqqani went to Doha to work for the political bureau of Taliban.

The third member of Haqqani family, Sirajuddin Haqqani, chief of the outfit, is also now in Kabul. Sirajuddin Haqqani is the mastermind behind 2008 bomb attack at a five-star hotel in Kabul, 2012 attack on a US army base in Khost, and the 2017 suicide attack outside the German embassy in Kabul. The UN and the US had declared Sirajuddin Haqqani as a global terrorist. The US had declared 10 million dollars (Rs 74 crore) on his head. And now, Sirajuddin Haqqani is the second most powerful leader in Taliban after Mullah Abdul Ghani Baradar.

After Taliban recaptured Kabul, ISI Lt. Gen. Faiz Ahmed personally met Mullah Baradar. Both of them offered namaaz together. In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed images of the two together. For us in India, ISI’s link with Taliban and Haqqani network may be news, but the common Pakistani know this for a fact for the last two decades. The man in the street in Pakistan openly says that the Pakistani generals will now be calling the shots during Taliban rule in Afghanistan.

Taliban has appointed several of its war veterans as minister. Mullah Abdul Qayyum Zakir is now the acting defence minister, Ibrahim Sadr is now the acting interior minister and Gul Agha Ishaqzai has been named finance minister.

Gul Agha was the head of Taliban’s financial commission and a childhood friend of Late Mullah Omar. He has been the target of UN sanctions for the last two decades. He used to collect funds for Taliban by imposing tax on cross-border traders in Balochistan. He provided funds for the suicide attacks in Kandahar. Along with him, Haji Mohammed Idris has been appointed governor of Afghanistan central bank. Haji Idris used to carry out extortions for Taliban.

Fortyeight-year-old Mullah Abdul Qayyum Zakir is a former Guantanamo detainee and a veteran battlefield commander of Taliban. Born in Helmand province, he belongs to the Alizai tribe and has carried out many suicidal attacks on NATO forces. He is considered an expert in car and truck bombing. He was caught in 2001 and sent to Guantanamo jail where he stayed for 12 years. He and Mohammed Nabi Omari were released from Guantanamo in exchange for two US soldiers.

The new acting interior minister Ibrahim Sadr hails from Kandahar. As a Taliban commander, he was close to Al Qaeda. According to US Defence Intelligence Agency document, Ibrahim Sadr shifted to Peshawar, Pakistan, after US occupied Afghanistan. He used to train Taliban youths in warfare. He was close to Late Mullah Omar and Late Mullah Akhtar Mansour. In 2014, he became the military chief of Taliban. According to a UNSC report, Ibrahim Sadr set up his own militia, but the Taliban leadership assuaged him by appointing him the acting interior minister.

Abdul Baqi Bari has been appointed Taliban education minister. A top money launderer for Taliban, Bari also used to channel funds to Al Qaeda. He personally dealt with Al Qaeda chief Osama bin laden. Abdul Baqi Bari is known as ‘Taliban bank’ in terrorist circles. He used Pakistani banks to secure money given by Taliban through extortions. He has been Taliban’s financial manager since 2001. A mastermind of terror attacks in Jalalabad, he was instrumental in closing the school doors for all Afghan girls above the age of 12 years.

Najibullah, known as “the butcher of Afghanistan”, has been appointed Taliban intelligence chief. He was commander of Taliban military intelligence during exile. He was involved in several terror attacks and assassinations of political rivals.

On Wednesday, India’s Chief of Defence Staff Gen Bipin Rawat said, for India, Taliban is the same as it was 20 years ago. “Only their partners have changed now. We are more concerned about terror activity in Afghanistan overflowing into India”, he said. Gen Rawat warned that any terror activity aimed against India from Afghanistan’s side will be dealt in the same manner that Indian forces deal with terrorism inside India. “Contingency planning for this has been ongoing”, he added.

Gen. Rawat is right. Taliban has neither changed, nor will it change, only its partners have changed. Taliban has a long partnership with Pakistan’s spy agency ISI. After withdrawal of US and NATO forces, terror activity from Afghanistan will surely be on the rise. Terrorists trained by Pakistan army are now in key positions inside Afghanistan, and they can create problems for India.

अपनी तरह के एक दुर्लभ मामले में मंगलवार को महाराष्ट्र पुलिस ने केंद्रीय मंत्री नारायण राणे को राज्य के मुख्यमंत्री उद्धव ठाकरे के खिलाफ आपत्तिजनक टिप्पणी करने के आरोप में गिरफ्तार कर लिया । महाराष्ट्र की राजनीति में ऐसा पहले कभी नहीं हुआ था। 8 घंटे तक पुलिस हिरासत में रहने के बाद महाड के एक स्थानीय मैजिस्ट्रेट ने राणे को आधी रात के करीब जमानत पर रिहा कर दिया, लेकिन साथ ही आदेश दिया कि वह पुलिस के सामने पेश हों और आइंदा इस तरह की टिप्पणी न करें। मैजिस्ट्रेट ने राणे की 7 दिन हिरासत में रखने की पुलिस की अर्जी को खारिज कर दिया।

राणे को पिछले महीने प्रधानमंत्री नरेंद्र मोदी की कैबिनेट में केंद्रीय मंत्री बनाया गया था। वह मतदाताओं को धन्यवाद देने के लिए कोंकण क्षेत्र में ‘जन आशीर्वाद यात्रा’ पर थे। इसी दौरान राणे ने अपने एक भाषण में इस बात का जिक्र किया कि कैसे शिवसेना सुप्रीमो उद्धव ठाकरे ने अपने सचिव से यह पूछा था कि ये भारत की आजादी का अमृत महोत्सव (75 वां वर्ष) है या हीरक महोत्सव। राणे ने कहा कि यदि मैं वहां होता तो भारत को आजाद हुए कितने साल हो गए, ये पता न होने पर उद्धव ठाकरे के कान के नीचे एक थप्पड़ लगाता।

जब राणे के इस आपत्तिजनक बयान को मीडिया ने दिखाना शुरू किया तो हंगामा मच गया और शिवसेना कार्यकर्ताओं ने उनके खिलाफ पूरे राज्य में विरोध प्रदर्शन शुरू कर दिया। राणे के खिलाफ शिवसैनिकों ने महाराष्ट्र के विभिन्न हिस्सों में 4 FIR दर्ज करवाईं। राणे पूर्व शिवसैनिक हैं और सियासत के पुराने खिलाड़ी हैं। अपनी गिरफ्तारी के समय इंडिया टीवी से बातचीत करते हुए राणे ने कहा, वह उद्धव ठाकरे को अपना दुश्मन होने के लायक भी नहीं मानते। राणे ने गिरफ्तारी से पहले अग्रिम जमानत की अर्जी दाखिल की थी, लेकिन इसके खारिज होने के तुरंत बाद पुलिस उन्हें गिरफ्तार करने के लिए उनके होटल पहुंच गई।

राणे को रत्नागिरी के पास संगमेश्वर के एक होटल से गिरफ्तार किया गया। राणे की गिरफ्तारी से पहले काफी देर तक हंगामा होता रहा क्योंकि उनके सैकड़ों समर्थक होटल में जमा हो गए थे और पुलिस को अंदर घुसने से रोक रहे थे। होटल के अंदर भी पुलिस अफसरों और नारायण राणे के बीच तीखी नोंकझोंक हुई। असल में जब रत्नागिरी के एसपी होटल में पहुंचे तब नारायण राणे लंच कर रहे थे। जब राणे के समर्थकों ने पुलिस को देखा तो भड़क गए और स्थानीय एसपी से बहस करने लगे। इसके बाद राणे ने खुद बीच-बचाव किया और पुलिस अफसर से कहा कि वह साथ चलेंगे लेकिन पहले खाना खत्म कर लें। इसके बाद राणे को गिरफ्तार कर रायगढ़ ले जाया गया।

मंगलवार रात जमानत पर रिहा होने के बाद राणे मुंबई में अपने आवास पर लौट आए। राज्य के बीजेपी नेताओं ने गिरफ्तारी को ‘संवैधानिक मूल्यों का हनन’ करार दिया। मंगलवार को मुंबई में शिवसैनिक नारायण राणे के घर के पास पहुंच गए। वहां नारायण राणे के समर्थक और बीजेपी कार्यकर्ता पहले से मौजूद थे, इसलिए माहौल गर्म हो गया। दोनों तरफ से पहले नारेबाजी हुई और फिर पत्थरबाजी होने लगी। आखिरकार भीड़ को तितर-बितर करने के लिए पुलिस को लाठीचार्ज करना पड़ा।

नासिक में शिवसेना कार्यकर्ताओं ने स्थानीय बीजेपी ऑफिस पर प्रदर्शन किया। इस दौरान शिवसैनिकों ने बीजेपी ऑफिस पर पत्थर फेंके जिससे दफ्तर के कांच टूट गए। सांगली में शिवसैनिकों ने नारायण राणे के पोस्टर पर कालिख पोत दी। अमरावती में शिवसेना के कार्यकर्ताओं ने बीजेपी के दफ्तर के बाहर लगे पोस्टरों में आग लगा दी। औरंगाबाद में शिवसैनिकों ने राणे का पुतला फूंका। रातों-रात मुंबई में कई जगह राणे की तस्वीर के साथ ‘कोंबडी चोर’ (मुर्गी चोर) लिखे पोस्टर लगा दिए गए। मुंबई पुलिस ने बाद में इन पोस्टरों को हटा दिया।

नारायण राणे और उद्धव ठाकरे के परिवारों के बीच इस तरह की कड़वाहट कोई नई नहीं है। नारायण राणे के बेटे नीतेश राणे, उद्धव के बेटे आदित्य ठाकरे को सार्वजनिक तौर पर पेंग्विन कहकर ही चिढ़ाते हैं। नीतेश अपने सारे ट्वीट्स में आदित्य पर कमेंट करते वक्त उन्हें पेंग्विन ही लिखते हैं। यह भी सही है कि नारायण राणे की सियासत शिवसैनिक के रूप में ही शुरू हुई और वह शिवसेना के दिवंगत संस्थापक बाला साहेब ठाकरे के सबसे करीबी लोगों में से एक रहे। बाल ठाकरे ने उन्हें महाराष्ट्र का मुंख्य़मंत्री तक बनाया।

नारायण राणे को बाल ठाकरे उनके अंदाज के कारण ही पसंद करते थे। राणे तीखा बोलते हैं, डरते नहीं हैं, दबंग हैं, कद में छोटे हैं लेकिन बड़ों बड़ों को पानी पिला देते हैं, और यही खूबियां बाल ठाकरे को पसंद थीं। यही वजह थी कि सिर्फ 11वीं तक पढ़े नारायण राणे को बाला साहेब ठाकरे ने शिवसेना में नंबर 2 का दर्जा दिया था। लेकिन दूरियां तब बढ़ीं जब राणे को लगा कि अब शिवसेना में उनका कद कम होगा और उद्धव ठाकरे को तरजीह मिलेगी। इसके बाद नारायण राणे ने शिवसेना छोड़ दी और कांग्रेस से होते हुए बीजेपी में आ गए। मोदी ने उन्हें राज्यसभा में भेजा और पिछले महीने उन्हें मंत्री भी बना दिया। यही बात उद्धव ठाकरे को नागवार गुजरी और अब राणे महाराष्ट्र में आकर उन्हें ललकार रहे हैं। उद्धव ठाकरे को लगता है कि राणे अगले महाराष्ट्र विधानसभा चुनाव में उन्हें कड़ी चुनौती दे सकते हैं।

नारायण राणे बहुत छोटे लेवल से उठकर ऊपर आए हैं। वह मुंबई के चेंबूर इलाके में रहते थे और वहां के दंबग थे। उस वक्त उनके खिलाफ कई एफआईआर भी दर्ज हुई थीं। बाद में उन्होंने शिवसेना जॉइन की और बाल ठाकरे ने उन्हें शाखा प्रमुख बना दिया। 1985 में वह पार्षद बने और फिर 1990 से लेकर 2014 तक विधायक रहे। बाल ठाकरे को राणे का काम करने का अंदाज और उनका बेपरवाह रवैया काफी पसंद था। वह प्यार से उन्हें कई बार ‘कोंबडी चोर’ (मुर्गी चोर) कह देते थे। आज शिवसेना उसी का इस्तेमाल नारायण राणे को चिढ़ाने के लिए कर रही है।

केन्द्र के कैबिनेट मंत्री की इस तरह से गिरफ्तारी का बीजेपी ने तीखा विरोध किया है और पूरी पार्टी नारायण राणे के साथ खड़ी है। बीजेपी अध्यक्ष जेपी नड्डा ने राणे की गिरफ्तारी को संविधान के खिलाफ बताया और महाराष्ट्र के पूर्व मुख्यमंत्री देवेंद्र फडणवीस ने भी राणे की गिरफ्तारी का विरोध किया।

मैं इस बात को मानता हूं कि राजनीति में ‘थप्पड़ मारना’, ‘डंडा मारना’, ‘चप्पल मारना’, इस तरह की अशालीन भाषा के इस्तेमाल से परहेज करना चाहिए। नारायण राणे इस तरह की आपत्तिजनक टिप्पणी नहीं करनी चाहिए थी। राणे ने स्थानीय मैजिस्ट्रेट को लिखित में आश्वासन दिया है कि वह भविष्य में इस तरह की टिप्पणी नहीं करेंगे। मेरा मानना है कि किसी मंत्री, मुख्यमंत्री और यहां तक कि प्रधानमंत्री के खिलाफ इस तरह की अपमानजनक टिप्पणी करना न केवल असंसदीय है बल्कि नागरिक गरिमा के खिलाफ है। अगर राणे ने गिरफ्तारी से पहले अपना बयान वापस ले लिया होता तो सियासत में उनका कद और बढ़ जाता।

राणे को प्रधानमंत्री नरेंद्र मोदी से सीखना चाहिए। मोदी के लिए ‘मौत का सौदागर’, ‘नाली का कीड़ा’, ‘तानाशाह’, ‘हिटलर’ और न जाने किन-किन शब्दों का इस्तेमाल किया गया और हजारों बार किया गया। लेकिन मोदी ने कभी संयम नहीं खोया और विरोधियों की गाली का जबाव गाली से नहीं दिया। यही बातें नरेंद्र मोदी को बड़ा बनाती हैं। नारायण राणे ने जो कहा वह ठीक नहीं था, लेकिन सवाल ये है कि क्या ये इतना बड़ा मुद्दा था जितना शिवसेना ने बना दिया?

उद्धव ठाकरे को शायद लगा होगा कि वह मुख्यमंत्री हैं, शिवसेना के इतने बड़े नेता हैं और कोई उनके बारे में ऐसी बात कहने की हिम्मत कैसे कर सकता है। नारायण राणे और उनके बीच खुद को इक्कीस साबित करने की लड़ाई है। यही वजह है कि नारायण राणे भी झुकना नहीं चाहते और वह सोचते हैं कि अगर उद्धव मुख्यमंत्री हैं तो मैं भी केंद्र में कैबिनेट मंत्री हूं। यह उद्धव और राणे के बीच महाराष्ट्र में प्रभुत्व का सवाल है।

इस समय ये मामला इसलिए भी ज्यादा बढ़ गया कि शिवसेना और बीजेपी के सामने बृहन्मुंबई महानगरपालिका (BMC) का चुनाव है। बीएमसी पर 35 साल से शिवसेना का कब्जा है। अब तक बीजेपी शिवसेना के साथ थी लेकिन पहली बार यह चुनाव दोनों पार्टियां अलग-अलग लड़ेंगी। बीजेपी किसी भी कीमत पर बीएमसी से शिवसेना को उखाड़ना चाहती हैं। नारायण राणे मुंबई के चेम्बूर इलाके से उठकर ऊपर तक आए हैं और इस शहर की गली-गली से वाकिफ हैं। बीजेपी ने शिवसेना के गढ़ में पूर्व शिवसैनिक राणे को मुकाबले के लिए उतारा है।

राणे मुंबई के स्थानीय शिवसेना नेताओं की रग-रग से वाकिफ हैं। वहीं दूसरी तरफ राणे को गिरफ्तार कर उद्धव ठाकरे यह संदेश देना चाहते हैं कि वह किसी को नहीं बख्शेंगे। वह राणे के समर्थकों का मनोबल गिराना चाहते हैं। यही वजह है कि उद्धव ने राणे के एक वाक्य को पकड़ लिया और शिवसैनिकों को मैदान में उतार दिया। वरना मुद्दा इतना बड़ा नहीं था जितना इसे बना दिया गया।

In a rare case of its kind, a Union Minister, Narayan Rane, was arrested by Maharashtra police on Tuesday for making an offending remark against the state chief minister Uddhav Thackeray. This is unprecedented in Mahrashtra politics. After staying in police custody for eight hours, by late midnight, a local magistrate in Mahad, released Rane on bail but ordered him to appear before the police and refrain from repeating such remarks in future. The magistrate rejected the police application seeking seven day custody of the Union Minister.

Rane was made Union Minister in Prime Minister Narendra Modi’s cabinet last month. He had been on ‘Jan Ashirvad Yatra’ in Konkan region to thank the voters. In one of his speeches, Rane mentioned how Shiv Sena chief Uddhav Thackeray asked his secretary whether it was the Amrit Mahotsav (75th year) of India’s independence or Diamond Jubilee. Rane said, he would have slapped Uddhav Thackeray below his ears for not knowing how many years India has been independent.

When media splashed Rane’s offending remark, Shiv Sena workers came out to stage state wide protests against Rane. Four FIRs were filed by Shiv Sena workers in different parts of Maharashtra. Rane, a former Shiv Sainik and an experienced politician, told India TV while being arrested that he does not rank Uddhav Thackeray in the same league as himself as a politician. Rane had filed anticipatory bail application before his arrest, but soon after it was rejected, police came to his hotel immediately to arrest him.

Rane was arrested from a hotel in Sangameshwar near Ratnagiri, after hundreds of his supporters tried to stop police. There was high drama inside the hotel as police entered a room where Rane was having his lunch. Soon, Rane’s supporters had a verbal spat with the local SP, and Rane asked the police officer to allow him to finish his lunch. Rane was then arrested and whisked away to Raigad.

After he was released on bail on Tuesday night, Rane returned to his residence in Mumbai. The state BJP leaders described the arrest as “violation of Constitutional values”. There were clashes on Tuesday between Rane’s supporters and Shiv Sainiks outside the minister’s residence in Mumbai. Police had to resort to cane charge to disperse the crowd.

In Nashik, Shiv Sainiks protested outside the local BJP office and pelted stones. In Sangli, Rane’s poster was blackened by Shiv Sena supporters. In Amrawati, BJP posters outside the office was set on fire. In Aurangabad, Rane’s effigy was burnt by Shiv Sainiks. Posters with “Kombdi Chor” (chicken thief) written on them appeared in Mumbai with Rane’s picture. These posters were later removed by police.

The feud between Rane’s and Uddhav Thackeray’s families is not new. Narayan Rane’s son Nitesh Rane frequently used the word ‘penguin’ on social media for Uddhav’s son Aditya Thackeray. Narayan Rane began his political journey from Shiv Sena. He was one of the trusted aides of Shiv Sena founder Late Balasaheb Thackeray, who even made him the state chief minister.

Bal Thackeray liked Narayan Rane for his unflinching and forthright remarks against political opponents. It was because of Rane’s qualities that Thackeray gave him the No. 2 position in Shiv Sena. Rane has studied only till Class Eleven. The relations soured when it became apparent that Uddhav Thackeray would become the successor and Rane decided to quit the party. He joined the Congress, but later left and joined BJP. Prime Minister Modi gave him a Rajya Sabha seat and last month, Rane was made a minister at the Centre. Uddhav Thackeray feels that Rane may give him a strong challenge in the next Maharashtra assembly elections.

Naryan Rane rose in politics from Mumbai’s Chembur locality. He was a local ‘dada’ and had several FIRs against him. Bal Thackeray made him the ‘shakha pramukh’ in Shiv Sena. In 1985, Rane was elected as a councillor and later he was elected MLA from 1990 to 2014. Thackeray loved Rane’s style of working and his nonchalant attitude. He used to tease him with the phrase “kombdi chor” (chicken thief), which the Shiv Sena is today using as a taunt.

Rane’s arrest has energized the state BJP with party chief J. P. Nadda and former CM Devendra Fadnavis condemning the arrest as an attack on Constitutional propriety.

I agree that phrases like “slapping”, “beating with a stick”, “throwing chappals” are undignified and should be avoided in politics. Narayan Rane could have avoided making such an offending remark. Rane has promised the local magistrate in writing that he would not repeat such a remark in future. I believe, using such derogatory remarks against a minister, a chief minister or even the Prime Minister, is not only unparliamentary but beneath civil dignity. If Rane had withdrawn his remark before his arrest, his stature in politics could have risen.

Rane should learn from Prime Minister Narendra Modi, who was showered with epithets like ‘naali ka keeda’, ‘maut ka saudagar’, ‘taanashah’, ‘Hitlet’ and what not. But Modi never lost his cool and never reacted by making offending remarks. Modi never replied to abuses with abusive words. These are qualities that make one a statesman. What Narayan Rane said about the chief minister was undignified, but was it such a big issue that the state police was directed to nab a Union Minister for a mere remark?

Uddhav Thackeray might have thought that being a chief minister and the supreme leader of Shiv Sena, anybody making such an offending remark must not go unpunished. It all boils down to a question of oneupmanship between a chief minister and a Union minister. Both are trying to stamp their seal of supremacy on Maharashtra politics.

Narayan Rane, who rose from a lower class neighbourhood of Chembur in Mumbai knows the streets and localities of the metropolis like the back of his hand. He is going to spearhead BJP’s challenge against the Shiv Sena.

Rane knows the local Shiv Sena leaders of Mumbai and their weaknesses. On the other hand, Uddhav Thackeray, by arresting Rane, wants to send a message that he would not spare anyone. He wants to lower the morale of Rane’s supporters. That is why, he caught hold of a sentence uttered by Rane, sent in his Shiv Sainiks and the police to show Rane his place. Otherwise, this was not such a big issue that merited a high octane drama.

काबुल एयरपोर्ट पर अब भी अफरातफरी का माहौल है। तालिबान ने साफ चेतावनी दी है कि अमेरिका एवं उसके मित्र देश 31 अगस्त तक अपने नागरिकों को निकाल लें वरना अंजाम भुगतने के लिए तैयार रहें। काबुल एयरपोर्ट के अंदर 10 हजार से भी ज्यादा अफगान अपना वतन छोड़ने का इंतजार कर रहे हैं। एयरपोर्ट के बाहर लगभग 20 हजार लोग जमा हैं, जबकि तालिबान ने पूरे काबुल शहर में सड़कों पर रोडब्लॉक लगाया हुआ है। पिछले 8 दिनों में काबुल एयरपोर्ट के बाहर 2 बच्चों समेत 20 अफगानों की मौत हो चुकी है। इनमें से कोई भगदड़ में मरा, तो किसी की जान गोलीबारी की चपेट में आने से गई। हर रोज निर्दोष अफगानों का खून बह रहा है, जबकि अमेरिका और पश्चिमी देश निकासी अभियान को तेज करने की कोशिश कर रहे हैं।

अच्छी खबर यह है कि भारतीय वायु सेना की मदद से भारत सरकार अफगानिस्तान में फंसे हिंदुओं, सिखों और मुसलमानों को निकालने का काम कर रही है। ताजिकिस्तान की राजधानी दुशांबे से 44 अफगान सिखों के एयर इंडिया के प्लेन से दिल्ली पहुंचने के बाद केंद्रीय मंत्री हरदीप पुरी को एयरपोर्ट पर गुरु ग्रंथ साहिब जी महाराज के 3 ‘स्वरूपों’ को ग्रहण करते हुए देखा गया।

जब अफगान सिखों, हिंदुओं और मुसलमानों ने हिंदुस्तान की सरजमीं को छुआ तो दिल को छू लेने वाली चीजें देखने को मिलीं। इन सभी की आंखों में खुशी के आंसू थे और उन्होंने भारत सरकार की जम कर तारीफ की। विभिन्न धर्मों से ताल्लुक रखने वाले इन अफगानों की बातें सुनकर लगा कि हमारी संस्कृति में ‘वसुधैव कुटुंबकम्’ की सिर्फ बात ही नहीं होती, बल्कि हमने ऐसा करके दिखाया भी है। ये हमारी भारतीय वायु सेना के बहादुर जवानों और भारत सरकार के अन्य विभागों को लिए गर्व के क्षण थे।

सोमवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने सिख ग्रंथियों को गुरु ग्रंथ साहिब महाराज को अपने सिर पर रख कर दिल्ली आने वाले एयर इंडिया प्लेन की सीढ़ियां चढ़ते हुए दिखाया था। यह पवित्र ग्रंथ काबुल में सिख गुरुद्वारों से लाया गया था। इनमें से कई सिख अफगानिस्तान में ही पैदा हुए और वहीं पले बढ़े। वे अफगानिस्तान के नागरिक हैं और उनमें से दो तो अफगान संसद के सदस्य भी हैं। उन्होंने भारत सरकार से मदद की अपील करते हुए वीडियो भेजे थे, और हमारी सरकार ने समय पर हस्तक्षेप किया। भारत ने निकासी के लिए अमेरिकी सेना के साथ तालमेल कायम किया। पहली उड़ान में लगभग 50 अफगान सिखों और हिंदुओं को निकाला गया। इसी विमान में अफगानिस्तान के अलग-अलग शहरों के गुरुद्वारों में मौजूद तीन श्री गुरु ग्रंथ साहिब महाराज को भी एयरलिफ्ट किया गया। इसके अलावा एक अन्य विमान में 75 और लोगों को काबुल से बाहर निकाला गया।

दिल्ली सिख गुरुद्वारा प्रबंधक कमेटी के प्रमुख मनजिंदर सिंह सिरसा के मुताबिक, काबुल के गुरुद्वारे में लगभग 260 सिखों ने शरण ली हुई थी। उन्होंने आश्वासन दिया कि इनमें से कई लोगों को रेस्क्यू कर लिया गया है, और जो लोग पीछे छूट गए हैं उन्हें भी जल्द ही निकाल लिया जाएगा। फिलहाल अधिकांश अफगान सिख दिल्ली के गुरुद्वारा रकाबगंज और गुरुद्वारा बंगला साहिब में ठहरे हुए हैं, यहां से वे अन्य गन्तव्य की तरफ जाएंगे। गुरु ग्रंथ साहिब के ‘स्वरूप’ दिल्ली के न्यू महावीर नगर स्थित गुरुद्वारे में रखे जाएंगे। अफगान सिखों के बाद 146 अन्य लोग सोमवार को अफगानिस्तान से दूसरे देशों के रास्ते भारत पहुंचे। दिल्ली पहुंचे अफगान हिंदुओं और सिखों ने बताया कि कैसे तालिबान लड़ाकों ने उनके साथ दुर्व्यवहार किया, एक हिंदू के चेहरे पर कालिख पोती और उसके सामान में आग लगा दी। उन्होंने अफगानिस्तान से उनकी निकासी में मदद करने वाले भारतीय अधिकारियों की जमकर तारीफ की।

उनमें से एक अफगान सिख, जो वहां की संसद की सदस्य भी हैं, ने बताया कि तालिबान के काबुल पर कब्जे के बाद से उन पर क्या बीती। उन्होंने कहा कि एक तरफ जहां अमेरिका और अन्य पश्चिमी देश अपने नागरिकों को बचाने में लगए हुए थे, वहीं भारत अफगान नागरिकों की मदद के लिए आगे आया है। 1970 से 1980 के बीच अफगानिस्तान में सिखों की आबादी 2.25 लाख के करीब थी, लेकिन 1990 के दशक में रूसी सेना के वापस जाने के बाद जब देश में गृहयुद्ध शुरू हुआ, तो उनकी संख्या तेजी से घटती गई। इनमें से अधिकांश सिख भारत आ गए।

1997 में तालिबान के शासन के दौरान सिखों की आबादी घटकर केवल 5,000 रह गई। 2001 तक इस संख्या में और भी ज्यादा गिरावट आई और यह लगभग एक हजार पर आ गई। आज की तारीख में अफगानिस्तान में सिखों की आबादी कुल मिलाकर करीब 700 है। उनमें से ज्यादातर सिखों ने अपना घर, कारोबार, संपत्ति सबकुछ छोड़ दिया और वहां से निकलकर ब्रिटेन, कनाडा, ऑस्ट्रेलिया और अमेरिका जैसे मुल्कों में जाकर बस गए। आपको जानकर हैरानी होगी कि अफगानिस्तान के करीब 18 हजार सिख तो भारत में शरणार्थी के तौर पर रह रहे हैं। आइए प्रार्थना करें कि अफगानिस्तान से बाकी के सिखों की भी शांतिपूर्ण निकासी हो जाए। अफगानिस्तान में रहने वाले कई हिंदू भी भारत लौट आए हैं, और बाकी लोगों की जल्द से जल्द निकासी की कोशिश की जा रही है। अब चूंकि भारत सरकार इस काम में लगी है इसलिए इस पर सियासत भी होगी। इससे पहले कि कुछ लोग सीएए (नागरिकता संशोधन अधिनियम) का नाम लेकर शोर मचाएं, मैं यह बताना चाहता हूं कि भारत हिंदुओं और सिखों के साथ-साथ मुसलमानों को भी अफगानिस्तान से निकाल रहा है।

भारत में रहने वाले हम सभी लोगों के लिए ये अहम बात नहीं कि कौन हिंदू है, कौन सिख है और कौन मुसलमान है। ये वक्त उन लोगों की मदद करने का, उन्हें पनाह देने का है जो तालिबान के जुल्म से खुद को बचाने के लिए अफगानिस्तान से निकल आए हैं। हमारी वायु सेना और हमारे विदेश मंत्रालय ने अफगानों को वापस लाने के लिए काफी कोशिश की है और इंसानियत का जज्बा दिखाया है। कई सदियों से शरणार्थियों को पनाह देने का यही जज्बा दुनियाभर में भारत की पहचान है। एक तरफ तो सुपरपावर अमेरिका अपने नागरिकों को लेकर अफगानिस्तान से चुपचाप निकल गया, तो दूसरी तरफ उसने उन हजारों अफगान नागरिकों को वहीं छोड़ दिया जिन्होंने पिछले 20 सालों के दौरान पूरी मेहनत और लगन से अमेरिकी सेना की मदद की थी।

तालिबान के नेता लोगों को यह समझाने की कोशिश कर रहे हैं कि उनका संगठन बदल गया है और यह नया तालिबान है, लेकिन अफगानिस्तान के लोग जो देख रहे हैं, वो बता रहे हैं और उनका जो पिछला कड़वा अनुभव है, उसके बाद कोई तालिबान के आश्वासन पर यकीन करने को तैयार नहीं है। शरीयत लागू करने के नाम पर तालिबान आम अफगानों को कोड़े मारते हैं, उनके हाथ-पांव काट देते हैं, उनकी जान ले लेते है और आतंक का राज कायम करते हैं। तालिबान आज के कायदे-कानून में यकीन नहीं करते। वे तो सिर्फ बंदूक की भाषा समझते हैं। यही वजह है कि हजारों अफगान काबुल एयरपोर्ट के बाहर अपनी आजादी की उड़ान भरने के लिए इकट्ठा हुए हैं, वर्ना कौन अपना वतन छोड़कर जाना चाहेगा?

इस समय अफगानिस्तान के 34 प्रांतों में से 33 पर तालिबान का कब्जा है। तालिबान अपनी उस मध्यकालीन शासन व्यवस्था को लागू करने में लगे हुए हैं जिसके तहत चोरी-डकैती की सजा दोषियों के हाथ काटकर दी जाती थी, महिलाओं को व्यभिचार के लिए पत्थर मारकर मौत के घाट उतार दिया जाता था, और राजनीतिक प्रतिद्वंद्वियों को लैंप पोस्ट पर लटका दिया जाता था।

पाकिस्तान की जासूसी एजेंसी आईएसआई और उसकी सेना की मदद से तालिबान को पिछले कुछ सालों में नया जीवन मिला है। तालिबान के लड़ाकों को ट्रेनिंग देकर अफगान सेना और अमेरिकी सैनिकों का मुकाबला करने के लिए अफगानिस्तान भेजा गया। तालिबान को जैश-ए-मोहम्मद, लश्कर-ए-तैयबा और हक्कानी संगठन जैसे पाकिस्तानी आतंकी संगठनों से भी मदद मिलती रही है।

खतरा इस बात का है कि जैश और अन्य पाकिस्तानी आतंकवादी संगठन तालिबान के लड़ाकों का पाक अधिकृत कश्मीर में घुसपैठ करवाकर कश्मीर घाटी में तबाही मचाने के लिए उनका इस्तेमाल कर सकते हैं। भारत के लिए चुनौती इसलिए भी बड़ी है कि पाकिस्तान की आड़ में चीन, अफगानिस्तान में अपने पैर जमाने की कोशिश करेगा। भारत की मजबूरी यह है कि अगर उसे तालिबान पर दबाव बनाना है, चीन और पाकिस्तान को रोकना है, तो उसे रूस और ईरान की मदद लेनी पड़ेगी और ऐसी मदद काफी महंगी पड़ती है।

मुझे लगता है कि यह सब थोड़े समय के लिए है और जिस तरह से तालिबान कई कबीलों में बंटा हुआ है, उनमें आपस में झगड़ा होते देर नहीं लगेगी। चीन और पाकिस्तान भी तालिबान के आतंकियों के कहर से ज्यादा देर बच नहीं पाएंगे।

अच्छी खबर यह है कि पंजशीर घाटी में अमरुल्ला सालेह और अहमद मसूद के नेतृत्व वाला नॉर्दर्न एलायंस तालिबान को कड़ी टक्कर दे रहा है। पिछले 48 घंटों में पंजशीर घाटी में 500 से ज्यादा तालिबान लड़ाके मारे गए हैं, हालांकि इसकी पुष्टि होनी अभी बाकी है। नॉर्दर्न एलायंस से भारत की दोस्ती दशकों पुरानी है। फिलहाल भारत को अलर्ट रहना होगा।

अच्छी बात यह है कि हमारे देश में मजबूत सरकार है जो कड़े फैसले लेने से डरती नहीं है और हमारी फौज किसी भी तरह की दहशतगर्दी को कुचलने में सक्षम है। प्रधानमंत्री नरेंद्र मोदी ने बिल्कुल ठीक कहा था कि ‘जो आतंक के बलबूते साम्राज्य खड़ा करने वाली सोच है, वह कुछ समय के लिए भले हावी हो जाएं लेकिन उनका अस्तित्व कभी भी स्थायी नहीं होता। वह ज्यादा दिनों तक मानवता को, इंसानियत को दबाकर नहीं रख सकती।’

The situation in Kabul airport continues to be chaotic with the Taliban warning the US and its allies to complete all evacuation by August 31 or face consequences. There are more than 10,000 Afghans waiting for evacuation inside Kabul airport, while roughly 20,000 people have amassed outside the airport despite Taliban fighters putting roadblocks throughout the capital. In the last eight days, 20 Afghans, including two children, have lost their lives outside the airport. Some died during stampedes while others were hit by bullets. The blood of innocent Afghans is flowing even while the US and western countries are trying to ramp up evacuation work.

The good news is that the Indian government, with the help of Indian Air Force and airlines, is carrying out evacuation of Hindus, Sikh and Muslims from Afghanistan. Union Minister Hardip Puri was seen carrying three “swaroops” of Guru Granth Sahib Ji Maharaj at Delhi airport after an Air India plane brought 44 Afghan Sikhs from Dushanbe, capital of Tajikistan.

Emotional scenes were witnessed when Afghan Sikhs, Hindus and Muslims touched Indian soil. They shed tears of joy and praised the Indian government for its evacuation efforts. The ancient saying “Vasudhaiva Kutumbakam” (The world is my family) that depicts Indian culture and ethos, was remembered when these Afghans, irrespective of religion, landed on Indian soil and praised India’s evacuation efforts. These were moments of pride for our brave Indian Air Force personnel and other wings of Indian government.

In my prime time show ‘Aaj Ki Baat’ on Monday night, we showed visuals of Sikh granthis carrying the Guru Granth Sahib Maharaj on their head and ascending the ladder of Air India aircraft while leaving for Delhi. The holy book was taken from Sikh gurudwaras in Kabul. Many of these Sikhs were born and brought up in Afghanistan, they are Afghan nationals, two of them are members of Afghan parliament. They had sent videos appealing to Indian government for help, and our government intervened timely. India coordinated with US forces for evacuation. Nearly 50 Afghan Sikhs and Hindus were evacuated in the first flight, along with Sri Guru Granth Sahib taken from gurudwaras from different Afghan cities. In another aircraft, 75 Afghan Sikhs, Hindus and Muslims were evacuated.

According to Delhi Sikh Gurdwara Parbandhak Committee chief Manjinder Singh Sirsa, nearly 260 Sikhs had taken shelter in the gurudwara in Kabul. Those left behind will be evacuated soon, he assured. Most of the Afghan Sikhs are presently staying in Gurdwara Rakab Ganj and Gurdwara Bangla Sahib in Delhi, before they will leave for other destinations. The “swaroop” of Guru Granth Sahib will be kept at the gurdwara in New Mahavir Nagar, Delhi. After from Afghan Sikhs, 146 others reached India on Monday from Afghanistan via other countries. Afghan Hindus and Sikhs who have reached Delhi narrated how Taliban fighters misbehaved with them, put black colour on the face of a Hindu and set fire to his belongings. They were effusive in their praise of Indian authorities who helped in their evacuation.

One of the Afghan Sikhs, who is a member of Afghan parliament, narrated her ordeals since the day the Taliban occupied Kabul. While the US and other western countries were busy saving their nationals, it was India, she said, which has come to the aid of Afghan nationals. Between 1970 and 1980, there were 2.25 lakh Sikhs in Afghanistan, but from 1990 onwards, when civil war began after the Soviet withdrawal, their numbers dwindled fast. Most of these Sikhs returned to India.

In 1997, when Taliban ruled the country, the number of Sikhs came down to only 5,000. By 2001, this number dwindled to nearly one thousand. Today, there are roughly 700 Sikhs in Afghanistan. Almost all of them left their properties and business in Afghanistan and several of them have taken refuge in the US, UK, Australia and Canada. You will be surprised to know that nearly 18,000 Sikhs from Afghanistan are staying in India as refugees. Let us pray for the peaceful evacuation of the remaining Sikhs from Afghanistan. Many Hindus living in Afghanistan have also returned to India, and many more are awaiting early evacuation. To some of the sceptics who had been raising the bogey of CAA(Citizenship Amendment Act), I want to tell that even Muslims from Afghanistan are also being evacuated to India.

For all of us in India, it does not matter if one is a Sikh, a Hindu or a Muslim. This is the time for providing refuge and succour to those who have fled Afghanistan to save themselves from the atrocities of Taliban. Our Air Force and our Ministry of External Affairs have made tremendous efforts to bring back the Afghans in the name of humanity. The world respects India for its large heartedness in welcoming refugees across several centuries. While superpower United States slinked away taking its citizens from Afghanistan, it left behind thousands of Afghan nationals who had given their sweat and labour in helping the US forces during the last 20 years.

The Taliban leaders may claim that their outfit has changed and has become liberal, but the common Afghans know the true colour of the Taliban. In the name of enforcing shariah, the Taliban whip, maim and murder common Afghans and create a reign of terror. The Taliban does not believe in any modern law. They believe in the law of the gun. That is why, thousands of Afghans have gathered outside Kabul airport, to fly out for freedom. Why would the common Afghan opt to leave his motherland?

At this moment, 33 out of 34 provinces of Afghanistan have been occupied by Taliban, which is enforcing its medieval form of governance, where the punishment for stealing and robbery is cutting off the hands of the guilty, where women are stoned to death for adultery, and where political rivals are hanged from the nearest lamp post.

The Taliban, over the years, has got a new lease of life because of help from Pakistan’s spy agency ISI and its army. They were trained and sent to Afghanistan to take on the Afghan army and US troops. The Taliban also gets help from Pakistani terror outfits like Jaish-e-Mohammed, Lashkar-e-Toiba and Haqqani outfit.

There is a danger of Jaish and other Pakistani terrorists using Taliban fighters to infiltrate into Pak Occupied Kashmir, in order to cause mayhem in the Kashmir valley. For India, it will be an uphill task to take help from Russia and Iran, to stop the proliferation of the Taliban-Pakistan-China axis in the Himalayan region. The cost of taking help from Iran and Russia could be heavy.

I personally feel that this is a short-term development and I think, different tribes grouped under the Taliban banner may soon start fighting among themselves over sharing of crumbs of power. Even China and Pakistan cannot remain untouched from the scourge of Taliban terrorists.

The good news is that the Northern Alliance led by Amrullah Saleh and Ahmed Masoud in Panjshir valley is giving Taliban a strong fight. In the last 48 hrs, more than 500 Taliban fighters have been killed in Panjshir valley, though this information is yet to be verified. The Northern Alliance has been a friend of India for decades. India must remain on alert.

We have a strong government at the Centre that does not hesitate in taking firm decisions and our armed forces have the capability to crush terrorism. Prime Minister Narendra Modi has rightly said that “destructive forces and people who follow the ideology of creating empires through terror can dominate for some time, but their existence is not permanent, because they cannot suppress humanity forever.”

अफगानिस्तान से एक अच्छी खबर आई है। 15 अगस्त से अपनी जीत का जश्न मना रहे तालिबान को करारा झटका लगा है। अमरुल्ला सालेह के नेतृत्व में नॉर्दन एलायन्स ने तालिबान से 3 जिलों, पोल-ए-हेसर, देह सलाह और बानू को आजाद करवा लिया है, और इस लड़ाई में काफी लोग हताहत हुए हैं। इस बात की जानकारी अस्वका न्यूज एजेंसी ने ट्विटर पर दी है। सोशल मीडिया पर इन 3 जिलों के आजाद होने के दृश्य पोस्ट किए गए हैं।

अशरफ गनी की जगह खुद को अफगानिस्तान का कार्यवाहक राष्ट्रपति घोषित करने वाले अमरुल्ला सालेह ने अन्य सभी अफगानों से तालिबान के खिलाफ युद्ध में शामिल होने की अपील की है। ऐसी खबर है कि मार्शल अब्दुल रशीद दोस्तम और अता मोहम्मद नूर के प्रति वफादार सैनिकों ने पूरे पंजशीर इलाके पर नियंत्रण बनाए रखने के लिए अहमद शाह के नेतृत्व वाले सैनिकों के साथ हाथ मिला लिया है। यह इलाका वर्तमान में तालिबान के नियंत्रण में नहीं है। तालिबान के लिए इन जिलों पर जल्द ही कब्जा करना मुश्किल हो सकता है।

इस बीच अफगानिस्तान के स्वतंत्रता दिवस पर कंधार में और शुक्रवार को काबुल में, तालिबान स्पेशल फोर्स के लड़ाकों ने पहली बार सलवार-कमीज की वर्दी में ‘अल्लाहु अकबर’ के नारे लगाते हुए फ्लैग मार्च निकाला। कहा जा रहा है कि इन लड़ाकों को पाकिस्तान ने ट्रेनिंग दी है। तालिबान के लड़ाके पाकिस्तानी कमांडो की मिरर इमेज हैं। अमूमन तालिबान के लड़ाकों को एक रेग्यूलर आर्मी के सैनिकों की तरह ट्रेनिंग नहीं दी जाती है। उनकी बंदूक के सामने जो आता है वे उसे मारने में यकीन रखते हैं। इससे ज्यादा न वे जानते हैं, न मानते हैं और न ही इससे ज्यादा उन्हें सिखाया गया है। काबुल से 318 किलोमीटर दूर जाबुल प्रांत के कलात शहर में भी तालिबान के लड़ाके वर्दी पहनकर सड़कों पर निकले, वीडियो बनवाया और फिर अफगानिस्तान की जगह इस्लामिक अमीरात ऑफ अफगानिस्तान नाम का ऐलान किया।

तालिबान स्पेशल फोर्स के इन लड़ाकों की तस्वीरें देखकर कोई भी आसानी से समझ सकता है कि अफगान जनजातियों के युवाओं को काफी तेजी से ट्रेनिंग देकर उन्हें वर्दी पहनने और मार्च करने के लिए कहा गया है। नब्बे के दशक के दौरान हमने जो पुराना तालिबान देखा, वह राइफल चलाने वाले लड़ाकों का एक गिरोह था। नया तालिबान व्यवस्थित रूप से संगठित, प्रशिक्षित और हथियारबंद नजर आता है। इनमें से ज्यादातर लड़ाकों को पाकिस्तानी सेना द्वारा गुप्त रूप से आधुनिक हथियारों के साथ ट्रेनिंग दी गई है। वहीं, अफगानिस्तान की सेना को अमेरिका की तरफ से मिले हाईटेक युद्धक सामानों तक तालिबान की पहुंच हो जाने से वह और ज्यादा घातक हो गया है।

तालिबान स्पेशल फोर्स के लड़ाके एक नया झंडा लिए हुए थे। दिलचस्प बात यह है कि यह तालिबान द्वारा इस्तेमाल किया जाने वाला नौवां झंडा है। तालिबान ने पिछले 20 सालों में 9 बार अपना झंडा बदला है। पहले तालिबान के लड़ाके 4-4 के ग्रुप में नजर आते थे, पिकअप ट्रकों में बैठकर अपने हथियार लहराते थे, लेकिन नया तालिबान दुनिया को एक नया संदेश देना चाहता है कि उसकी सेना भी संगठित, सुसज्जित, प्रशिक्षित और वर्दीधारी है। वे अब अमेरिका द्वारा अफगान सेना को दी गई M4 कार्बाइन और M16 राइफलें लेकर चलते हैं। तालिबान के इन लड़ाकों की ट्रेनिंग रातोंरात नहीं हुई। इसके लिए इन लड़ाकों की हथियारों के साथ बिल्कुल उसी लेवल की ट्रेनिंग हुई जैसी किसी भी बड़े देश की सेना की एलीट फोर्स की होती है।

शुक्रवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में मैंने कुछ तस्वीरें और वीडियो दिखाए थे कि कैसे तालिबान की स्पेशल फोर्स को पाकिस्तान में ट्रेनिंग दी गई। जिस वक्त तालिबान का 85 पर्सेंट अफगानिस्तान पर कब्जा हो गया था, और तालिबान के लड़ाके काबुल की तरफ बढ़ रहे थे, उस समय सभी हैरान थे कि अचानक अफगान सेना ने जिहादी लड़ाकों के सामने हथियार क्यों डाल दिए। इसकी वजह थी कि इस बार अफगानिस्तान के सामने कंधे पर बंदूक रखनेवाले स्ट्रीट फाइटर तालिबानी नहीं बल्कि पाकिस्तान में ट्रेन्ड स्पेशल ऑपरेशन फोर्स और शॉक ट्रूप्स थे। इन एलीट फाइटर्स को माउंटेन वॉरफेयर के साथ-साथ डायरेक्ट ऐक्शन, गुरिल्ला वॉर, स्पेशल रेड्स, डेजर्ट कॉम्बैट और स्पेशल ऑपरेशंस को लीड करने में महारथ हासिल है। यह बात तो किसी से छिपी नहीं है कि काबुल में कब्जा करने वाले तालिबानी ऑपरेशन के पीछे सिराजुद्दीन हक्कानी का आतंकी संगठन था। कहा जाता है कि तालिबान के पूर्व चीफ मुल्ला उमर का बेटा मुल्ला याकूब प्रेसिडेंशियल पैलेस में घुसने वाली इस एलीट फोर्स का हिस्सा है।

इसमें कोई शक नहीं है कि पाकिस्तान स्थित हक्कानी ग्रुप ने काबुल में एक चुनी हुई सरकार को हटाने में तालिबान की मदद की थी। हक्कानी नेटवर्क ने पाकिस्तानी सेना की खुफिया एजेंसी आईएसआई की मदद से तालिबान स्पेशल फोर्स को खड़ा करने के लिए ट्रेनिंग दी और हथियार भी मुहैया कराए। तालिबान के लड़ाकों को मैन-टू-मैन मार्किंग, क्लोज कॉम्बैट और आमने-सामने की गन फाइट में ट्रेन्ड किया गया था। उन्हें दुश्मन की गतिविधियों पर नजर रखने, टैक्टिकल पोजिशंस हासिल करने, और फिर दुश्मन पर हमला करने की ट्रेनिंग दी गई थी। 1996 में जब तालिबान ने अफगानिस्तान पर कब्जा किया था, तब उसकी आर्मी को चरवाहों की सेना कहा जाता था। नए तालिबान के पास एक एलीट फोर्स है जिसे मॉडर्न वॉरफेयर की पूरी ट्रेनिंग मिली हुई है। इसके लड़ाकों को फिजिकल एंड्योरेंस, टैक्टिकल वॉरफेयर, स्टॉर्मिंग और अत्याधुनिक हथियारों के इस्तेमाल की कमांडो ट्रेनिंग दी गई थी।

करीब 40 साल पहले अमेरिका ने अफगानिस्तान से रूसी सेना को खदेड़ने के लिए पाकिस्तान में मौजूद मुजाहिदीन को भारी मात्रा में हथियार और इक्विपमेंट दिए थे। रूस की एयर फोर्स अमेरिका द्वारा मुजाहिदीन को दी गई स्टिंगर मिसाइलों का सामना नहीं कर सकी। रूसी सेना की हार के बाद अफगानिस्तान में गृह युद्ध हो गया। इसी के बाद नब्बे के दशक के मध्य में तालिबान का जन्म हुआ। सऊदी अरब और पाकिस्तान ने एक आंख वाले मुल्ला उमर को तैयार किया, और फिर उमर ने तालिबान को खड़ा कर दिया।

तालिबान ने अफगानिस्तान पर 5 साल राज किया। जब अफगानिस्तान में बैठे अल कायदा के सरगना ओसामा बिन लादेन ने 9/11 के आतंकवादी हमलों की प्लानिंग कर उन्हें अंजाम दिया, तब अल कायदा को खदेड़ने के लिए अमेरिका ने 2001 में अफगानिस्तान पर हमला किया और फिर वहां अपने पैर जमा लिए। तालिबान के लड़ाकों ने फिर पाकिस्तान में शरण ली। आज अफगानिस्तान पर कब्जा करने वाले नए तालिबान के पास लड़ाकों की बद्री 313 बटालियन है, जो नाइट विजन इक्विपमेंट से लैस है। वे रात के समय दुश्मन पर आसानी से हमला बोल सकते हैं। नए तालिबान के लड़ाकों को सिराजुद्दीन हक्कानी के आतंकी नेटवर्क के गढ़ उत्तरी वजीरिस्तान में ट्रेनिंग दी गई थी। उनकी ट्रेनिंग के वीडियो देखने से यह साफ है कि तालिबान कमांडो को पाकिस्तानी सैन्य सलाहकारों और ISI के अधिकारियों ने व्यापक प्रशिक्षण दिया था।

अब तक दुनिया ये मान रही थी कि चप्पल पहनकर आए तालिबान के 70 हजार लड़ाकों के सामने अफगानिस्तान की 3 लाख की फौज ने घुटने टेक दिए। अमेरिका की ट्रेन्ड की हुई, अमेरिकी हथियारों से लैस अफगान आर्मी ने पैदल तालिबानियों के सामने घुटने टेक दिए। लेकिन आज पता लगा कि तालिबान के लड़ाके न तो अन्ट्रेन्ड हैं, और न ही पैदल। वे लड़ाई में माहिर हैं और उन्हें जंग लड़ने की ट्रेनिंग पाकिस्तान ने और हक्कानी ग्रुप ने दी है। कुल मिलाकर ये कहा जा सकता है कि पाकिस्तान ने एक बार फिर अमेरिका को मूर्ख बनाया और दुनिया की आंखों में धूल झोंकी। पाकिस्तान ने पहले एबटाबाद में ओसामा बिन लादेन को पनाह दी, अलकायदा को सपोर्ट किया। इसके बाद अब पाकिस्तान ने तालिबानी लड़ाकों को अपने यहां ट्रेनिंग दी, हथियार दिए। और तो और पाकिस्तान ने अपने जिहादियों को भी तालिबानियों के साथ लड़ने के लिए भेज दिया।

मैंने कुछ अमेरिकन एक्सपर्ट्स से बात की, जिन्होंने बताया कि ये मत सोचिए कि ये सब पिछले 15 दिन में हुआ। उनका कहना है कि असल में 2 साल से अमेरिका ने तालिबान के साथ डील की थी। इस डील के तहत तालिबान ने वादा किया था कि वे अमेरिकी सैनिकों पर हमले नहीं करेंगे। इन एक्सपर्ट्स ने कहा कि आंकड़ों से पता चलता है कि पिछले 2 सालों में अफगान फोर्स पर तालिबान के हमले तेज हो गए थे, लेकिन अमेरिकी फोर्स पर हमले नहीं हुए। 20 साल मे अफगान फौज के जितने लोग हताहत नहीं हुए, उससे ज्यादा पिछले 2 साल में मारे गए।

पाकिस्तान ने हालात का फायदा उठाते हुए तालिबान के लड़ाकों को काफी तेजी से ट्रेनिंग दी। आंकड़ों से साफ हो जाता है कि पिछले 2 सालों में बड़ी संख्या में अफगान नागरिक मारे गए, तालिबान मजबूत होता गया और पाकिस्तान का दखल बढ़ता गया। अमेरिका को केवल अफगानिस्तान में अपने सैनिकों और नागरिकों के हितों की चिंता थी। अफगान आर्मी की बड़ी प्रॉब्लम ये थी कि उसे सप्लाई और बैकअप मिलना बंद हो गया था। अन्ट्रेन्ड दिखने वाले 70 हजार तालिबान ने 3 लाख की फौज को घुटने टेकने पर मजबूर कर दिया, लेकिन मुझे लगता है कि नॉर्दर्न एलायन्स अपनी सेना को एकजुट कर रहा है और तालिबान को एक बड़ी चुनौती देने की तैयारी कर रहा है।

गुजरात में प्रसिद्ध सोमनाथ मंदिर के पास सौंदर्यीकरण परियोजनाओं का उद्घाटन करते हुए प्रधानमंत्री नरेंद्र मोदी ने शुक्रवार को जो कहा, उसे सुनना चाहिए। मोदी ने कहा, ‘जो तोड़ने वाली शक्तियां हैं, जो आतंक के बलबूते साम्राज्य खड़ा करने वाली सोच है, वो किसी कालखंड में कुछ समय के लिए भले हावी हो जाएं लेकिन, उसका अस्तित्व कभी स्थायी नहीं होता, वो ज्यादा दिनों तक मानवता को दबाकर नहीं रख सकती।’

प्रधानमंत्री ने कहा, ‘इस मंदिर को सैकड़ों सालों के इतिहास में कितनी ही बार तोड़ा गया, यहां की मूर्तियों को खंडित किया गया, इसका अस्तित्व मिटाने की हर कोशिश की गई। लेकिन इसे जितनी भी बार गिराया गया, वे उतनी ही बार उठ खड़ा हुआ। इसीलिए, भगवान सोमनाथ मंदिर आज भारत ही नहीं, पूरे विश्व के लिए एक विश्वास है और एक आश्वासन भी है। सत्य को असत्य से हराया नहीं जा सकता। आस्था को आतंक से कुचला नहीं जा सकता। ये बात जितनी तब सही थी जब कुछ आततायी सोमनाथ को गिरा रहे थे, उतनी ही सही आज भी है, जब विश्व ऐसी विचारधाराओं से आशंकित है।’

एक हजार साल पहले, सन् 1025 में सोमनाथ मंदिर पर पहली बार महमूद गजनवी ने हमला किया था। यह आक्रांता भी अफगानिस्तान से आया था। इसलिए मोदी ने सोमनाथ मंदिर पर हुए हमले और उसके पुनर्निर्माण को आज के हालात से जोड़ा और उन्होंने ठीक कहा कि आतंकवाद और दहशतगर्दी का खेल लंबा नहीं चलता। हमारे मुल्क में भी जो लोग तालिबान का गुणगान कर रहे हैं, उनमें दूरदर्शिता का अभाव है। उन्हें अंदाजा नहीं हैं कि ऐसी बयानबाजी से कितना नुकसान हो सकता है। असदुद्दीन ओवैसी ने जो कहा, वही बात शफीकुर रहमान बर्क, मौलाना सज्जाद नोमानी और मुनव्वर राना जैसे लोगों ने कही। ये लोग बताने लगे हैं कि तालिबान बदल गया है। उन्हें ये नजर नहीं आया कि काबुल एयरपोर्ट पर सैकड़ों महिलाएं देश से बाहर निकलने के इंतजार में अपने छोटे-छोटे बच्चों को गोद में लेकर बैठी हैं और किसी तरह उन्हें तालिबान के कहर से बचाना चाहती हैं।

मेरा सवाल है: अगर तालिबान बदल गया है तो हजारों बेहाल अफगान पुरुष, महिलाएं और बच्चे अपनी जान पर खेलकर अफगानिस्तान छोड़ने के लिए मशक्कत क्यों कर रहे हैं? अगर तालिबान बदल गया है तो काबुल एयरपोर्ट पर हजारों की भीड़ क्यों दिख रही है? क्या ये लोग तालिबान को बेहतर जानते हैं या ओवैसी, बर्क और राना जैसे लोग बेहतर जानते हैं? सबसे शर्मनाक बात तो ये है कि कुछ लोगों ने आंतक मचाने वाले तालिबानियों की तुलना स्वतंत्रता संग्राम सेनानियों से कर दी। क्या महिलाओं के हक छीनने वाले, बच्चों को गोलियों से उड़ाने वालों को फ्रीडम फाइटर कहा जा सकता है? आपका सरकार से विरोध हो सकता है, मोदी से नाराजगी हो सकती है, लेकिन आप जम्हूरियत और इंसानियत के खिलाफ नहीं जा सकते।

There is some good news from Afghanistan. The Taliban which had been celebrating its victory since August 15 has got a rude shock. The Northern Alliance led by Amrullah Saleh has recaptured three districts, Pol-e-Hesar, Deh Salah, and Banu districts in Baghlan province from the Taliban, after inflicting heavy casualties. This has been reported by Asvaka news agency on Twitter. Visuals of the liberation of these three districts by resistance forces have been posted on social media.

Amrullah Saleh, who has declared himself acting president of Afghanistan, replacing Ashraf Ghani, has appealed to all other Afghans to join the resistance force. There are reports of forces loyal to Marshal Abdul Rashid Dostum and Ata Mohammed Noor joining up with the resistance forces led by Ahmed Shah to gain full control over the entire Panjshir region. This region is presently not under Taliban control. It could be difficult for the Taliban to recapture these districts soon.

Meanwhile, in Kandahar on Afghanistan Independence Day, and on Friday in Kabul, Taliban Special Force fighters wearing while shalwar-kameez uniform for the first time, took out flag march chanting slogans “Allahu Akbar”. These fighters have been reportedly trained by Pakistan. The Taliban fighters look like the mirror image of Pakistani commandos. Normally, Taliban fighters are not trained like soldiers of a regular army. With a rifle in their hand, these fighters only know one thing: shoot to kill. Nearly 318 km away from Kabul, in Kalat city of Zabul province, Taliban fighters wearing uniform came out to march, made videos and declared that Afghanistan will now be named as Islamic Emirate of Afghanistan.

Watching visuals of these Taliban Special Force fighters, one can easily assume that youths from different Afghan tribes have been quickly given some training, asked to wear uniform and march. The old Taliban that we saw during the Nineties were a ragtag band of fighters wielding rifles. The new Taliban appears to be properly organized, trained and weaponized. Most of these fighters have been secretly trained by Pakistan army in the use of sophisticated weapons and physical combat. With Taliban gaining access to hi-tech warfare equipment given by the US to the former Afghan security and defence force, the combination is now lethal.

The Taliban Special Force fighters were carrying a new flag. This is the ninth flag used by Taliban, which has changed its flag nine times in the last 20 years. Earlier, Taliban fighters used to appear in group of four, sitting on pickup trucks, but the new Taliban wants to convey a fresh message to the world – that its army is organized, well-equipped, trained and uniformed. They now carry M4 carbines and M16 rifles given by the US to the Afghan army. These fighters were not trained overnight. They underwent training in use of weapons like any elite force of a regular army.

In my prime time show ‘Aaj Ki Baat’ on Friday night, I showed images and videos how Taliban Special Force was trained in Pakistan. When nearly 85 per cent of Afghanistan was captured by the Taliban, and the jihadist fighters were advancing towards Kabul, the world wondered how they could move so fast like a blitzkrieg. There was a valid reason behind this: the Afghan army was not facing the Taliban street fighters, but an elite, well-equipped special operation force and shock troops specially trained by Pakistan. These elite fighters were trained in mountain warfare, guerrilla war, special raids, desert combat and special operations. The terror group led by Sirajuddin Haqqani was the strike force for the Taliban when it entered Kabul. Mullah Yaqoob, the son of the former Taliban chief, late Mullah Omar, was said to be part of this elite force which entered the Presidential Palace.

There is no doubt that the Pakistan-based Haqqani group helped Taliban in dislodging an elected government in Kabul. The Haqqani network, with help from Pakistan army’s spy win ISI, provided training and weapons to raise the Taliban Special Force. The Taliban fighters were trained in man-to-man marking, close combat and face-to-face gunfight. They were trained in how to keep watch on enemy movements, gain tactical positions and then attack the enemy. When Taliban captured Afghanistan in 1996, its army was called an army of shepherds. The new Taliban has an elite force trained in modern warfare. They were given commando training in physical endurance, tactical warfare, storming and use of sophisticated weapons.

Nearly 40 years ago, the US had given a huge quantity of weapons and equipment to the Pakistan-based Mujahideen to throw out the Russian army from Afghanistan. The Russian air force could not face the Stinger missiles given to Mujahideen by the US. After Russian army’s exit, there was civil war in Afghanistan, and Taliban was born under the leadership of one-eyed Mullah Omar during the mid-Nineties with liberal help from Pakistan army. Saudi Arabia also helped Mullah Omar.

Taliban ruled Afghanistan for five years, when 9/11 terror attacks took place, planned and executed by Al Qaeda chief Osama bin Laden, sitting in Afghanistan. The US attacked and then occupied Afghanistan in 2001, to drive out the Al Qaeda. The Taliban fighters took refuge in Pakistan. The new Taliban that has captured Afghanistan today has the Badri 313 battalion of fighters, equipped with night vision devices. They can carry out night time raids against the enemy with ease. The new Taliban fighters were given training in North Waziristan, the citadel of Sirajuddin Haqqani’s terror network. While going through the videos of their training, it is amply clear that the Taliban commandos were given extensive training by Pakistani military advisers and ISI officers.

People across the world are under the wrong impression that nearly 70,000 Taliban fighters, wearing sandals and torn shoes, forced a 1,30,000 strong Afghan army to surrender meekly. It is not so. These Taliban fighters, wielding US-made carbines and rifles, are well trained in combat. It can now be said that Pakistan fooled the US, its Western allies and the world. It gave shelter to Al Qaeda chief Osama bin Laden in Abbottabad, supported Al Qaeda and trained the Taliban fighters. Pakistan also sent its own jihadist youths to fight along with the Taliban.

I spoke to some American army experts, who said, do not be under the wrong impression that all these happened during the last 15 days. The US had cut a secret deal with the Taliban two years ago, under which Taliban promised not to attack American troops any more. Citing facts, these experts said, in the last two years, most of the Taliban attacks were against the Afghan army, which had to bear casualties which it never faced in the previous 18 years.

Pakistan took full advantage of this situation and trained Taliban fighters at breakneck speed. Statistics make it quite clear that in the last two years, Afghan civilians faced maximum casualties, Taliban gained in strength and Pakistan’s interference increased. The US was only concerned with the interests of its troops and civilians in Afghanistan. The Afghan army, though it became big and unwieldy, lacked proper backup, logistics and supply lines. The army had to surrender meekly, but my guess is that the Northern Alliance is uniting its forces and is preparing to pose a big challenge to the Taliban.

One should listen to what Prime Minister Narendra Modi said on Friday while virtually inaugurating beautification projects near the famous Somnath temple in Gujarat. Modi said, “empires founded on terror do not last, and such ideologies cannot suppress humanity for long”. He said, “destructive powers and thinking that try to establish an empire on the basis of terror may dominate temporarily, but their existence is never permanent. They cannot suppress humanity for a long time.”

The Prime Minister said, “This was true when tyrants plundered Somnath temple and it is equally true even today when the world is apprehensive of such ideologies. The destruction and reconstruction of Somnath temple over centuries is emblematic of the belief that truth cannot be defeated by falsehood and faith cannot be crushed by terror”.

Nearly one thousand years ago, in 1025, Mahmud of Ghazni plundered Somnath temple. This invader has come from Afghanistan. Modi made a correct linkage by pointing out that faith cannot be crushed by terror or force, and empires built on terror cannot last. In India, we have some short-sighted people who are euphoric over Taliban’s victory in Afghanistan. Leaders like Asaduddin Owaisi, Shafiqur Rahman Barq, Maulana Sajjad Nomani and poet Munawwar Rana, are harbouring the false impression that the Taliban has now changed. They fail to see the tears of thousands of Afghan Muslim women sitting with their kids outside Kabul airport, awaiting evacuation.

My question is: If Taliban has changed its spots, why are thousands of Afghan men, women and children yearning to leave their country for living a peaceful life abroad? Do the Afghans know Taliban better, or do Indian leaders like Owaisi, Barq and Nomani know the jihadist outfit better? The most shameful remark came from one of these leaders, who compared Taliban with India’s freedom fighters. Can the cruel bigots who torture women and children and brutally kill political opponents be called freedom fighters? You can differ on policy issues with the government or with Prime Minister Modi, but you cannot oppose democracy and humanity.

आज मैं आपके साथ अफगान फौज के पास मौजूद उन हथियारों और जंगी साजो-सामान के ज़खीरे का ब्योरा साझा करना चाहता हूं, जो तालिबान के हाथों में पड़ने का पूरा अंदेशा है। भारत में जो लोग ‘साफ्ट’ और ‘मॉडर्न’ तालिबान के मुरीद बन रहे हैं, उन्हें पता होना चाहिए कि अगर तालिबान के कब्जे में वे हेलीकॉप्टर, टैंक, तोप, राइफल और रॉकेट प्रोपेल्ड ग्रेनेड आ जाते हैं जो अमेरिका ने अफगान सेना को दिए थे, तो यह नया तालिबान और भी ज्यादा खतरनाक रूप में सामने आ सकता है।

यह नया तालिबान 20 साल पहले वाले तालिबान से ज्यादा खतरनाक, ज्यादा खूंखार और ज्यादा घातक है। इस नए तालिबान के लड़ाके मोटरसाइकिल पर मशीनगन लेकर नहीं चलते। आपने देखा होगा कि अब तालिबान के लड़ाके अमेरिका में बनी हमवीज़ में घूम रहे हैं और उनके हाथों में ऑटोमैटिक अमेरिकन राइफल हैं।

मीडिया रिपोर्ट्स के मुताबिक, अफगान सेना के घुटने टेकने के बाद 2,000 से ज्यादा बख्तरबंद गाड़ियां तालिबान के हाथ लगने का अंदेशा है। इनके अलावा हमवीज़, यूएच-60 ब्लैक हॉक्स, ए-29 सुपर टुकानो स्काउट अटैक हेलीकॉप्टर और स्कैनईगल मिलिट्री ड्रोन समेत लगभग 40 विमानों पर भी तालिबान का कब्जा होने का अंदेशा है।

2003 से 2016 तक अमेरिका ने अफगान सेना को 208 प्लेन दिए थे, जिनमें से 40 से 50 प्लेन को अफगान पायलट तालिबान से बचाकर उज्बेकिस्तान ले गए। अमेरिकी अधिकारियों का कहना है कि इनमें से कई हेलीकॉप्टर अत्याधुनिक हैं, जिन्हें लगातार रखरखाव की जरूरत होती है और उचित प्रशिक्षण के बिना कोई पालट इन्हें उड़ाया नहीं सकता।

अफगान सेना के जिन हथियारों के जखीरे तालिबान के हाथ लग सकते हैं उनमें M16A4 असॉल्ट राइफल और M240 मीडियम मशीनगन शामिल हैं। तालिबान लड़ाके इनमें से कुछ राइफलों को अफगानिस्तान के शहरों की सड़कों पर गश्त लगाते वक्त शान से दिखा रहे हैं।

पिछले 2 दशकों में अफगान सेना को खड़ा करने और हथियारों से लैस करने के लिए लगभग 83 अरब अमेरिकी डॉलर खर्च किए गए थे। अमेरिकी सरकार के अकाउंटेबिलिटी ऑफिस (हमारे CAG की तरह) के मुताबिक, अमेरिका ने अफगान सेना को 75,000 से ज्यादा वाहनों के साथ-साथ लगभग 6 लाख हथियार, 1,60,000 कम्युनिकेशन इक्विपमेंट और 200 से ज्यादा विमान दिए। इनमें से ज्यादातर हथियार और इक्विपमेंट तालिबान के हाथ लग सकते हैं।

तालिबान के पास पहले से ही एके47, एके56 राइफलें और रॉकेट से चलने वाले ग्रेनेड थे, लेकिन अफगानिस्तान पर कब्जा करने के बाद अफगान सैनिकों द्वारा छोड़े गए हथियारों का एक बड़ा जखीरा उसके हाथ लग सकता है। इनमें अमेरिका की ओर से अफगान सेना को दी गई एम4 कार्बाइन और एम16 असॉल्ट राइफल शामिल हैं।

अमेरिका ने अफगानिस्तान को इस साल अप्रैल से जुलाई तक हथियारों की बिल्कुल नई खेप दी थी। इन हथियारों में लगभग 10 हजार एक्सप्लोसिव रॉकेट्स, 40 एमएम के 61 हजार एक्सप्लोसिव राउंड्स, पॉइंट 5 कैलिबर की 9 लाख गोलियों के साथ करीब 21 लाख और गोलियां शामिल हैं। ये सारे हथियार तालिबान से लड़ने के लिए अफगान सेना को दिए गए थे। लेकिन अब इनमें से अधिकांश हथियार तालिबान के हाथ लग सकते हैं। इन में 60, 82 और 120 एमएम के मोर्टार के साथ-साथ 19 ऐसे हथियार शामिल हैं जिनके निर्माताओं के बारे में कोई जानकारी नहीं है। तालिबान के पास 25 हजार से ज्यादा ग्रेनेड लॉन्चर्स भी हैं।

अमेरिका ने कुछ हफ्ते पहले ही अफगान नेशनल डिफेंस और सिक्योरिटी फोर्स को 174 हाई मोबिलिटी मल्टी पर्पज व्हीकल्स दिए थे। इन्हें वॉरफेयर की भाषा में ‘हमवीज’ (Humvees) कहा जाता है। अफगान सेना के पास पहले से ही 303 हमवीज मौजूद थीं, जिनमें से 41 को तालिबान ने लड़ाई के दौरान नष्ट कर दिया था। माना जा रहा है कि फोर्ड रेंजर नाम के 256 मिलिट्री व्हीकल्स पर भी तालिबान का कब्जा हो चुका है। तालिबान के लड़ाके उन ट्रकों में घूमते हुए देखे गए हैं, जिनमें कुछ दिन पहले तक अफगान आर्मी का मूवमेंट होता था। तालिबान के पास नेवीस्टार इंटरनेशनल की मॉडर्न सीरीज वाले 133 ट्रक और 20 से ज्यादा M 117 आर्मर्ड व्हीकल्स भी आ चुके हैं जो अमेरिकी सेना ने अफगान आर्मी को दिए थे। कुल मिलाकर तालिबान के पास एक हजार से ज्यादा बख्तरबंद गाड़ियां आ चुकी हैं।

अफगानिस्तान की सेना के पास T-54 और T-62 सीरीज के कुल 40 से ज्यादा टैंक थे। माना जा रहा है कि ये सारे के सारे टैंक अब तालिबानियों के कब्जे में आ चुके हैं, हालांकि अभी इसकी पुष्टि नहीं हो पाई है। ये टैंक चीन ने अफगानिस्तान को दिए थे। अफगानिस्तान के पास 60 और मिलिट्री हाई ग्रेडेड व्हीकल्स थे, जिनमें से 9 नष्ट हो चुके हैं और बाकी के 51 अफगान सेनाओं के पास थे। अमेरिका ने अफगान सेना को 20 MaxxPro MRAP (माइन रेसिस्टैंट एम्बुश प्रोटेक्टेड) दिए थे, जिन्हें अमेरिकी कंपनी नेवीस्टार ने डिजाइन किया था। बैलिस्टिक हथियारों के हमले और माइन ब्लास्ट इनका बाल भी बांका नहीं कर सकतीं। तालिबान के हाथ ये माइन प्रोटेक्टेड व्हीकल्स भी लग सकते हैं।

इतना ही नहीं पहाडों की ऊंची चोटी पर भी कारगर माउंटेन डिविजन गन और होवित्जर तोप भी तालिबान के पास हैं। तालिबान के पास 76 एमएम वाली 3 डिविजन तोपें हैं। इनके साथ-साथ 132 एमएम वाली 35 होवित्जर तोपें भी थीं। कुल मिलाकर तालिबान के पास 775 तोपें हैं। भारत ने अफगान सेना को Mi-24 हेलीकॉप्टर दिए थे। लेकिन अब ये तालिबान के किसी काम के नहीं हैं क्योंकि कुंदुज की लड़ाई के बाद अफगान आर्मी ने इनमें से कई हेलीकॉप्टरों के अधिकांश हिस्से निकाल लिए थे। तालिबान के लड़ाके इनके साथ सिर्फ फोटो और सेल्फी खींचकर एंजॉय कर सकते हैं।

अफगान एयर फोर्स के पास 45 ब्लैक हॉक हेलीकॉप्टर, 50 एमडी-530s और 56 एमआई-17 हेलीकॉप्टर थे। काबुल पर तालिबान का कब्जा होने के पहले अफगान एयर फोर्स के पास C-130J सुपर हरक्यूलिस ट्रांसपोर्ट एयरक्राफ्ट, C-208 यूटिलिटी एयरक्राफ्ट, और AC-208 फिक्स्ड विंग एयरक्राफ्ट के अलावा Mi-35 हेलीकॉप्टर थे, जिनकी कीमत हजारों करोड़ रुपये थी। कुल मिलाकर अफगान वायु सेना के पास 211 एयरक्राफ्ट थे, जिनमें से 30 जून तक केवल 167 ही काम लायक थे। जंग के दौरान तालिबान ने 23 विमानों और 7 हेलीकॉप्टरों को बर्बाद कर दिया। इसका मतलब ये हुआ कि अभी भी 160 विमान और हेलिकॉप्टर अच्छी हालत में हैं।

तालिबान अब विदेश भाग चुके अफगान पायलटों से बार-बार अपने वतन लौटने की अपील कर रहा है। उसके पास एयरक्राफ्ट और हेलिकॉप्टर चलाने के लिए अच्छे प्रशिक्षित पायलट नहीं हैं। जहां तक अटैक हेलीकॉप्टर और एयरक्राफ्ट की बात है, तो मेरी जानकारी के मुताबिक इनमें से ज्यादातर ताजिकिस्तान के एयर बेस पर चले गए हैं और सुरक्षित हैं।

किसी ने ख्वाब में भी नहीं सोचा था कि अत्याधुनिक हथियारों से लैस अफगान सेना और वायुसेना तालिबान के सामने इतनी जल्दी घुटने टेक देगी। अफगान सेना के पास 6 अमेरिकी स्कैनईगल ड्रोन थे। यह बहुत चिंता की बात है। स्कैनईगल ड्रोन रेकी कर सकते हैं, और हमले को अंजाम देने के बाद वापस आ सकते हैं, ये 150 किमी प्रति घंटे की तेज रफ्तार से 24 घंटे बिना रुके उड़ान भर सकते हैं। एक स्कैनईगल ड्रोन की कीमत 40 लाख अमेरिकी डॉलर यानी लगभग 30 करोड़ रुपये है।

तालिबान के कब्जे में कंधार, काबुल, न्यू एंटोनिक, कैंप लिंकन और अन्य सैनिक ठिकानों को मिलाकर कुल 11 मिलिट्री बेस हैं। बगराम का सबसे बड़ा एयरबेस भी अब तालिबान के पास है। अगर ये हेलीकॉप्टर, अटैक एयरक्राफ्ट और स्कैनईगल ड्रोन तालिबान के कब्जे में आ जाते हैं तो वह जल्द ही पंजशेर घाटी में लड़ाई शुरू कर सकता है, जो अब तक अहमद मसूद और उनकी सेना के नियंत्रण में है। अफगान सेना के पास कुल 2086 ट्रक, सैन्य वाहन और जीपें थीं। इनमें से 106 को तालिबान ने बम से उड़ा दिया। 1980 ट्रक, सैन्य वाहन और जीप उनके कब्जे में हैं। इसके अलावा 6 फ्रंट स्किड लोडर, 2 बुलडोजर, 1 एक्सावेटर और एक एयरपोर्ट कंस्ट्रक्शन इक्विपमेंट भी तालिबान के कब्जे में है।

मैंने कुछ इंटरनेशनल रिपोर्ट्स देखी हैं जिनमें दावा किया गया है कि तालिबान के पास 2 लाख करोड़ रुपये की कीमत के हथियार आ चुके हैं। मेरी समझ में ये नहीं आता कि अमेरिका के रणनीतिकार इस बात का अंदाजा क्यों नहीं लगा पाए कि हथियारों का ये बड़ा जखीरा तालिबान के हाथ भी लग सकता है। और जब एक बार तालिबान के हाथ में इतनी बड़ी मात्रा में अत्याधुनिक हथियार आ जाएंगे तो वह पूरी दुनिया के लिए खतरा बन सकता है।

अमेरिका के राष्ट्रपति जो बायडेन से पूछा जा रहा है कि इतनी बड़ी खुफिया विफलता कैसे हुई। अफगान वॉर के एक्सपर्ट कहते है वहां से सेना हटाने की टाइमिंग भी गलत थी। अप्रैल से अक्टूबर अफगानिस्तान में ‘जंग का मौसम’ होता है, और इन महीनों के दौरान कोई भी सेना वापसी की सोच भी नहीं सकती। जाड़ों में जब बर्फ पड़ती है तो तालिबान के लड़ाके अपने अड्डों में घुसने को मजबूर हो जाते हैं, वे बाहर नहीं निकल सकते। कड़ाके की ठंड में तालिबान के लिए जंग लड़ना या इतनी बड़ी संख्या में हथियारों पर कब्जा करना काफी मुश्किल होता।

आज हालत ये है कि अमेरिका को अफगानिस्तान में फंसे अपने नागरिकों को निकालना मुश्किल हो रहा है। 20 साल तक जिन अफगानों ने अमेरिका का साथ दिया उनकी जिंदगी खतरे हैं। इतनी बड़ी संख्या में हथियारों से हाथ धोना न केवल अमेरिका के लिए एक बड़ी नाकामी है, बल्कि परोक्ष रूप से रूस, ईरान और चीन के लिए एक बड़ी रणनीतिक जीत है। अब मध्य एशिया में इन तीनों देशों का दबदबा बढने की संभावना है ।

अमेरिका के आम नागरिक पूछ रहे हैं कि अगर 20 साल बाद अफगानिस्तान को तालिबान से लेकर वापस तालिबान को ही देना था तो फिर 2500 अमेरिकी सैनिकों की बलि चढ़ाने की क्या जरूरत थी? अफगान फौज के लिए हथियारों और उपकरणों पर अरबों डॉलर खर्च करने की क्या जरूरत थी? आज अफगानिस्तान में जो मौत का तांडव हो रहा है उसके लिए सारी दुनिया के लोग अमेरिका को जिम्मेदार ठहरा रहे हैं।

Today I want to share with you details of the huge quantity of arms and armaments that were lying with the Afghan army, and which could have fallen into the hands of Taliban. Those in India who have been praising Taliban for becoming “soft” and “modern”, show know that the new Taliban could become more dangerous, if it gains access to choppers, tanks, artillery, rifles and rocket propelled grenades which the US had given to the Afghan army.

The new Taliban fighter does not move on motorbikes carrying rifles. You may have seen visuals of Taliban fighters moving around in US made Humvees armed with the latest rifles.

According to media reports, after the Afghan army surrendered, the Taliban could have gained access to more than 2,000 armoured vehicles, including US Humvees, nearly 40 aircraft including UH-60 Black Hawks, A-29 Super Tucano scout attack helicopters and ScanEagle military drones.

From 2003 till 2016, the US provided Afghan army with 208 aircraft, out of which between 40 and 50 aircraft have been flown to Uzbekistan by Afghan pilots fleeing Taliban occupation force. US officials say that many of these helicopters are ultra-modern, which need constant maintenance and cannot be flown without proper training.

The Taliban may have gained access to the huge arsenal of the Afghan army, which consisted of M16A4 assault rifles and M240 medium machine guns. Taliban fighters have been proudly display some of these rifles while patrolling the streets of Afghan cities.

In the last two decades, nearly 83 billion US dollars were spent to raise and equip the Afghan army. According to the US Government Accountability Office (like our CAG), US supplied Afghan army with more than 75,000 vehicles, along with nearly six lakh weapons, 1,60,000 pieces of communication equipment, and more than 200 aircraft. Taliban may have gained access to most of these weapons and equipment.

The Taliban alredy had AK 47, AK 56 rifles and rocket propelled grenades, but after it occupied Afghanistan, it may have gained access to a large armoury left behind by the Afghan troops. These include M4 carbines and M16 assault rifles given by the US to the Afghan army.

Between April and July this year, the US handed over to the Afghan forces large consignments of weapons and armaments. These include nearly 10,000 explosive rockets, 61,000 explosive rounds of 40 mm each, nine lakh 0.5 calibre bullets, 21 lakh other ammunition pieces. These were given to Afghan forces to fight the Taliban, but now most of these weapons could have fallen into the hands of Taliban. The weapons include 60 mm, 82 mm and 120 mm mortars and 19 other type of weapons whose makers are not known. The Taliban also has more than 25,000 grenade launchers.

A few weeks ago, the US had given to the Afghan national defense and security force 174 high mobility multipurpose vehicles called Humvees in short. The Afghan army already had 303 Humvees, out of which 41 were destroyed by the Taliban in course of fighting. The Taliban may also have gained access to 256 Ford Rangers pickup trucks. We have seen visuals of Taliban fighters moving around in these pickup trucks proudly. There were 133 Navistar international modern series trucks and more than 20 M-117 armoured vehicles given by the US to the Afghan army. In all, there were more than one thousand armoured vehicles.

The Afghan army had more than 40 T-54 and T-62 series tanks given by China. The Taliban may have gained access to these tanks too, though it cannot be verified at this moment. Out of 60 high-grade military vehicles with the Afghan forces, nine were destroyed in fighting, and the remaining 51 were with Afghan troops. The US had given to the Afghan forces 20 MaxxPro MRAP (Mine Resistant Ambush Protected) vehicles, designed by American company Navistar. These mine resistant armoured protected vehicles are designed to endure IED attacks and ambushes. These can withstand ballistic arms fire and mine blasts. The Taliban may also gain access to these mine protected vehicles.

In the Afghan army armoury, there were thirty five 132 mm howitzer guns, three 76 mm mountain division guns, and eight anti-aircraft guns. In all, there are 775 artillery pieces with the Taliban. India had given Mi-24 helicopters to the Afghan forces. Several of these helicopters now of no use after they were used by Afghan troops in the battle of Kunduz. Taliban fighters were seen posing before the rotors of these choppers. They had taken out most of the parts used in the choppers.

The former Afghan Air Force had 45 Black Hawk helicopters, 50 MD-530s and 56 Mi-17 helicopters. Before the fall of Kabul, the Afghan Air Force had C-130J Super Hercules transport aircraft, C-208 utility aircraft, and AC-208 fixed wing aircraft apart from Mi-35 helicopters, all worth thousands of crores of rupees. In all, the Afghan Air Force had 211 aircraft, out of which only 167 were operational till June 30. During the war, the Taliban destroyed 23 aircraft and seven choppers. It means, there are still 160 aircraft and choppers intact.

The Taliban is now desperately making appeals to all Afghan pilots who had fled abroad to return. They simply do not have well trained pilots to run the aircraft and choppers. I have information that many of the attack aircraft and helicopters are now safe in a base in Tajikistan.

Nobody had dreamt of the well-equipped Afghan army and air force surrendering to the Taliban so meekly. The Afghan forces had six American ScanEagle drones. This should be a cause for worry in the near future. ScanEagle drones can do recce, attack and return, and can fly for 24 hour non-stop, that too, at a speed of 150 kmph. Each ScanEagle drone costs 40 lakh US dollars (Rs 30 crore).

Taliban have captured 11 military bases located in Kandahar, Kabul, New Antonik, Camp Lincoln and other sites. The famous Bagram air base is now under Taliban control. If the Taliban gains access to these helicopters, attack aircraft and ScanEagle drones, it may soon launch a battle in Panjshir valley, which is now under control of Ahmed Masood and his forces. The Afghan army had 2,086 trucks, armoured vehicles and jeeps. Out of these, 106 were destroyed by the Taliban during battles. There were 1,980 trucks, vehicles and jeeps which the Taliban has access to. There were also six front skid loaders, two bulldozers, one excavator, and one airport construction equipment.

I have read some international reports which say the Taliban may have gained access to nearly Rs 2 lakh crore worth arms, weapons and ammunitions. I fail to understand why American strategists did not take the possibility of such a huge arsenal falling into Taliban hands, into account. If a radical outfit like Taliban gains access to a huge armoury, it could spell danger for the world.

Questions are being asked from the US President Joe Biden, why such a huge intelligence failure took place. Afghan war experts say, even the timing of withdrawal was wrong. April to October is the ‘fighting season’ in Afghanistan, and no army worth its salt can even think of a pull out during these months. During the harsh Afghan winter, the Taliban stay indoors and do not come into the open. It would have been difficult for the Taliban to capture such a huge armoury of aircraft, artillery, choppers and trucks during the winter.

The situation today is such that it is becoming difficult for the US troops to evacuate their citizens, with the Taliban keeping a hawk’s eye on their movement. Loss of such a huge armoury is not only a big failure for the US, but indirectly, a big strategic win for Russia, Iran and China. They will now seek an upper hand in Central Asia.

The common American is asking, if, after 20 years of occupation, the Americans had to return Afghanistan back to the Taliban, what was the point in sacrificing the lives of more than 2,500 American troops? What was the need for spending billions of dollars on weapons and equipment for the Afghan army? People the world over are today blaming American for the dance of death that is now taking place in Afghanistan.

मुझे यह देखकर हैरानी हुई कि हमारे देश में कुछ ऐसे तालिबान समर्थक हैं जिन्हें ये लगता है कि अफगानिस्तान में तालिबान की जीत से दुनियाभर के मुसलमानों का हौसला बढ़ेगा। ये लोग तालिबान के काबुल पर कब्जे पर उसे बधाई दे रहे हैं, तालिबानी नेताओं को सलाम पेश कर रहे हैं और उनके लिए दुआ कर रहे हैं। साथ ही ये लोग उम्मीद कर रहे हैं कि दुनिया के तमाम इलाकों में भी इसी तरह की क्रान्ति होगी। जो लोग ऐसा कह रहे हैं वे आम लोग नहीं हैं, बल्कि वे खुद को भारत के मुसलमानों का रहनुमा बताते हैं।

इनमें से ही एक ऑल इंडिया मुस्लिम पर्सनल लॉ बोर्ड के सदस्य मौलाना सज्जाद नोमानी हैं, जिन्होंने अफगानिस्तान पर तालिबान के कब्जे की तारीफ की है। उन्होंने कहा कि ‘यह हिंदी मुसलमान आपको सलाम करता है।’ नोमानी ने कहा कि यह नया तालिबान है, पहले से अलग है, और महिलाओं की इज्जत करता है। बुधवार की देर रात मुस्लिम पर्सनल लॉ बोर्ड ने नोमानी के बयान से खुद को अलग कर लिया और कहा कि यह बोर्ड की आधिकारिक स्थिति नहीं है।

इसी तरह समाजवादी पार्टी के एक सांसद शफीकुर्रहमान बर्क ने तालिबान की जीत की तुलना भारत के स्वतंत्रता संग्राम से कर दी। इसके बाद बर्क पर राजद्रोह का मामला दर्ज किया गया है। बर्क ने कहा, तालिबान ने अफगान लोगों की आजादी के लिए उसी तरह लड़ाई लड़ी, जैसे भारत के लोगों ने ब्रिटिश शासन के खिलाफ आजादी की लड़ाई लड़ी थी। मेरा मानना है कि भारत में हजारों ऐसे लोग हो सकते हैं जो अफगानिस्तान पर तालिबान के कब्जे को लेकर खुश होंगे, लेकिन सबके सामने इसे जाहिर नहीं कर रहे हैं। इन लोगों का मानना है कि तालिबान बदल गया है और वह अफगानिस्तान में महिलाओं पर जुल्म नहीं करेगा।

मैंने मंगलवार को भी ये बात कही थी और आज फिर कह रहा हूं कि तालिबान ना बदला है, ना बदला था और ना बदलेगा। बुधवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने तालिबान के लड़ाकों के अपने विरोधियों पर जुल्म करने और यहां तक कि महिलाओं और बच्चों को बेंत मारने की तस्वीरें और वीडियो दिखाए थे। जो लोग कह रहे हैं कि तालिबान को 20 साल तक अमेरिका के खिलाफ जंग लड़ने के बाद अफगानिस्तान पर हुकूमत करने का मौका दिया जाना चाहिए, उन्हें ये वीडियो जरूर देखने चाहिए जिनमें साफ नजर आ रहा है कि तालिबान के लड़ाके अपने विरोधियों को सबके सामने मौत के घाट उतार रहे हैं, पुरानी सरकार के समर्थकों को खुलेआम प्रताड़ित कर रहे हैं, और काबुल एयरपोर्ट के बाहर महिलाओं और बच्चों की पिटाई कर रहे हैं।

जब तालिबान नेता मुल्ला अब्दुल गनी बरादर और उनके सहयोगी 20 साल के निर्वासन के बाद मंगलवार को कतर एयर फोर्स के प्लेन से कंधार पहुंचे, तो तालिबान लड़ाकों ने उनका स्वागत किया। बरादर के पहुंचने के बाद सैकड़ों गाडियों का काफिला एयरपोर्ट से कांधार के गवर्नर हाउस के लिए निकला और इसके बाद रात में जमकर आतिशबाजी हुई। और अगली सुबह ही मौत के तांडव की तस्वीरें आ गईं। कंधार के लिए हुई लड़ाई के बाद हिरासत में लिए गए 4 अफगान कमांडरों को फांसी पर लटका दिया गया। इन कमांडरों की फांसी देखने के लिए कंधार के लोगों को स्टेडियम में बुलाया गया था।

तालिबान ने जिस अंदाज में इन चारों कमांडरों को फांसी पर लटकाया उससे 90 के दशक की यादें ताजा हो गईं जब वे लोगों को ऐसे ही सबके सामने मौत के घाट उतार दिया करते थे। तालिबान ने कंधार के उन कमांडरों को मारा है जो एक जमाने में कंधार के पुलिस चीफ रहे जनरल अब्दुल रज्जाक के काफी करीब थे। जनरल रज्जाक को तालिबान का काल माना जाता था और कंधार से तालिबान को निकाल बाहर करने में उनका अहम रोल था। 3 साल पहले तालिबान ने उन्हें मार डाला था लेकिन इसके बाद भी जनरल रज्जाक के कमांडर्स तालिबान से मोर्चा लेते रहे।

तालिबान ने उन लोगों को भी नहीं बख्शा जिन्होंने हथियार डाल दिए थे। कंधार के तख्त-ए-पुल जिले के चीफ हाशिम रेगवाल ने तालिबान के सामने सरेंडर कर दिया था, लेकिन बुधवार को उन्हें भी सबके सामने सूली पर लटका दिया गया। उनके साथ जिन लोगों को मौत के घाट उतारा गया उनमें पूर्व पुलिस प्रमुख और अन्य स्थानीय कमांडर थे। भारत में जो लोग अभी भी इस मुगालते में जी रहे हैं कि तालिबान अब रहमदिल हो गया है उन्हें ये वीडियो देखने के बाद एक बार फिर से सोचना चाहिए।

जलालाबाद में कुछ स्थानीय लोग अफगानिस्तान के राष्ट्रीय ध्वज की जगह तालिबान का झंडा लगाये जाने के विरोध में मार्च निकाल रहे थे। तालिबान के लड़ाकों ने इस शांतिपूर्ण ढंग से हो रहे मार्च पर गोलियां बरसाईं। इस घटना में 3 से ज्यादा लोगों की जान चली गई। प्रोटेस्ट मार्च का वीडियो ले रहे पत्रकारों को पकड़कर पीटा गया और उन्हें चेतावनी दी गई कि इस तरह का कोई भी वीडियो न लें। तालिबान लड़ाकों ने धमकी दी कि अगर वे ऐसा करते हुए दोबारा पकड़े गए तो जान से हाथ धोना पड़ सकता है।

पिछली सरकार के समर्थक माने जाने वाले अफगानों को उनके घरों से निकालकर काबुल की सड़कों पर उनकी परेड निकाली गई। उन्हें बेंत और कोड़ों से पीटा गया, उनका सिर मूंड दिया गया, उनके चेहरे पर कालिख पोती गई और फिर तालिबान उन्हें किसी अज्ञात स्थान पर ले गए। ऐसा सबके सामने किया गया जिससे आम अफगानों में दहशत फैल गई। भारत में जिन लोगों को तालिबान की कथनी पर भरोसा है उन्हें यह वीडियो देखना चाहिए और तालिबान के बारे में अपनी राय पर फिर से सोचना चाहिए।

20 साल पहले तालिबान के शासन के वक्त उसके जुल्म को रिकॉर्ड करने के लिए स्मार्टफोन नहीं थे, लेकिन अब जमाना बदल गया है। अब ज्यादातर अफगानों के पास स्मार्टफोन हैं। वे तालिबान के एक-एक जुल्म को रिकॉर्ड करते हैं और सोशल मीडिया पर डाल देते हैं। इससे कुछ ही समय के अंदर पूरी दुनिया को तालिबान की हरकतों के बारे में पता चल जाता है।

भारत में जो लोग मानते हैं कि तालिबान महिलाओं के प्रति नरमी बरतेगा, उन्हें एक और वीडियो देखने के बाद अपनी राय बदल देनी चाहिए। बुधवार को तालिबान के लड़ाकों ने काबुल इंटरनेशनल एयरपोर्ट के बाहर देश छोड़कर जाने के लिए फ्लाइट का इंतजार कर रही महिलाओं और बच्चों की पिटाई कर दी। तालिबान के लड़ाकों ने महिलाओं और मासूम बच्चों पर कोड़े और बेंत बरसाए। वे देश छोड़कर जाने की कोशिश कर रहे अफगानों की भीड़ को तितर-बितर करना चाहते थे।

मौलाना सज्जाद नोमानी जैसे लोग जो तालिबानी कमांडरों को सलाम-ए-मोहब्बत पेश कर रहे हैं, उन्हें ये तस्वीरें और वीडियो देखकर अपनी बात पर शर्म आएगी। जमात-ए-इस्लामी हिंद ने भी तालिबान का स्वागत किया है। जमात के अध्यक्ष सैयद सदातुल्ला हुसैनी ने अफगानिस्तान में शांतिपूर्ण तरीके से सत्ता पर कब्जा करने के लिए तालिबान की तारीफ की। उन्होंने कहा, ‘यह जानकर खुशी हो रही है कि अफगानों (तालिबान पढ़ें) की दृढ़ता और संघर्ष के कारण साम्राज्यवादी ताकतों को उनके देश से बाहर निकलना पड़ा।’

जमात प्रमुख ने कहा, ‘तालिबान के पास इस्लाम की उदार और रहमदिल व्यवस्था का एक व्यावहारिक उदाहरण दुनिया के सामने पेश करने का मौका है। इस्लाम सभी को अपने धर्म मानने की स्वतंत्रता देता है। हमें उम्मीद है कि अफगानिस्तान के नए शासक इस्लाम की इन शिक्षाओं का सख्ती से पालन करेंगे और दुनिया के सामने एक ऐसे इस्लामी कल्याणकारी राज्य का उदाहरण पेश करेंगे जहां हर कोई भय और आतंक से मुक्त हो।’

जमीनी हकीकत जमात-ए-इस्लामी चीफ की इन पाक उम्मीदों पर पानी फेर देती हैं। अफगानिस्तान की महिलाएं और लड़कियां काबुल एयरपोर्ट पर तैनात अमेरिकी फौजियों से मदद की गुहार लगा रही हैं, उन्हें मुल्क से बाहर निकालने की अपील कर रही हैं हैं। काबुल एयरपोर्ट के भीतर का एक वीडियो सामने आया है जिसमें वहां से निकाले जाने का इंतजार कर रही कुछ लड़कियां अफगानिस्तान का कौमी तराना गाना गा रही हैं, और इसके जरिए अपना दर्द बयां कर रही हैं। ये लड़कियां बता रही हैं कि वे कैसे बेघर हो चुकी हैं, खौफ के साए में जी रही हैं और उनकी आजादी छिन चुकी है।

महिलाओं को पर्याप्त अधिकार देने की बात करने वाले तालिबान ने बल्ख प्रांत की पहली महिला गवर्नर सलीमा मजारी का अपहरण कर लिया है। सलीमा ने तालिबान के विरोध में हथियार उठाए थे। यहां तक कि जब अफगानिस्तान के राष्ट्रपति अशरफ गनी काबुल से भाग गए थे, तब भी सलीमा ने बल्ख प्रांत में रहने का फैसला किया। आखिरकार तालिबान ने उन्हें पकड़ लिया। अब उनका कोई अता-पता नहीं है।

अफगान मीडिया में काम करने वाली महिला ऐंकर्स और रेडियो प्रजेंटर्स को ड्यूटी पर नहीं आने को कहा गया है। उन्हें साफ बता दिया गया है कि उन्हें नौकरी से निकाला जा चुका है क्योंकि नई सरकार में महिलाओं को काम करने की इजाजत नहीं है। महिला कर्मचारियों को अफगानिस्तान के सरकारी न्यूज चैनल से ‘अनिश्चित काल के लिए सस्पेंड’ कर दिया गया है। सरकारी न्यूज चैनल की एक प्रमुख ऐंकर खदीजा अमीन से उनके बॉस ने कहा कि अब उन्हें दफ्तर आने की जरूरत नहीं है। उनसे कहा गया कि तालिबान ने सरकारी टेलीविजन पर महिलाओं के काम पर लौटने पर बैन लगा दिया है।

महिलाओं के साथ-साथ तालिबान अब बच्चों की जिंदगी भी नरक बनाने पर तुला है। अफगानिस्तान के शेबेरगान प्रोविंस के बेगा इलाके में एक बहुत बड़ा अम्यूजमेंट पार्क था। इस बार्क का नाम बोखदी पार्क था जहां बच्चे खेलन आते थे, लेकिन अब यहां चारों तरफ राख ही राख है। तालिबान ने इस पार्क को इस्लाम के खिलाफ बताकर आग लगा दी। तालिबान का कहना है कि इस्लाम में संगीत और पब्लिक एंटरटेनमेंट की मनाही है, इसलिए इस अम्यूजमेंट पार्क की कोई जरूरत नहीं है।

ऐसी भी खबरें आ रही हैं कि तालिबान के लड़ाके लोगों के घरों में घुसकर पैसे और महंगे सामान की लूटपाट कर रहे हैं। तालिबान के लड़ाके अमीर लोगों से उनकी लग्जरी गाड़ियां छीन रहे हैं। काबुल के सबसे बड़े ट्रांसपोर्टर्स में से एक हशमत गनी ने सोशल मीडिया पर कहा कि तालिबान के लड़ाके उनके घर आए और उनकी लग्जरी कारों की चाबियां लेकर चले गए। काबुल एयरपोर्ट के पास हो रही फायरिंग के दौरान फुटपाथ पर बैठी खौफजदा महिलाओं और बच्चों के वीडियो ने दुनियाभर के लोगों की अंतरात्मा को झकझोर कर रख दिया है।

मौलाना सज्जाद नोमानी को बताना चाहिए कि क्या सबके सामने फांसी देने वाले, अम्यूजमेंट पार्क को जलाने वाले, महिलाओं और बच्चों समेत तमाम आम लोगों पर जुल्म ढाने वाले सच्चे मुसलमान हैं? उनके जैसे लोगों को यह जानकर मायूसी होगी कि भले ही अफगान सेना ने हथियार डाल दिए हों लेकिन अफगानिस्तान की बहादुर जनता ने इस्लामी कट्टरपंथियों के सामने घुटने नहीं टेके है। जलालाबाद में तालिबान के खिलाफ विरोध प्रदर्शन भी हुए। विरोध कर रहे लोगों को तितर-बितर करने के लिए तालिबान के लड़ाकों ने फायरिंग की। ऐसे भी वीडियो सामने आए हैं जिनमें अफगानिस्तान की बहादुर आवाम ने तालिबान का झंडा उतारकर अपना राष्ट्रध्वज फहरा दिया।

अफगानिस्तान की पंजशीर घाटी में विरोध का बिगुल बज गया है। यहां नॉर्दर्न अलायंस ने फिर से संगठित होना शुरू कर दिया है। देश के पूर्व उपराष्ट्रपति अमरुल्ला सालेह ने खुद को नया केयरटेकर प्रेसिडेंट भी घोषित कर दिया है। वह जांबाज अफगान कमांडर अहमद शाह मसूद के बेटे अहमद मसूद के लड़ाकों से जुड़ गए हैं। अहमद शाह मसूद की 2001 में तालिबान ने हत्या कर दी थी। नॉर्दर्न अलायंस ने बुधवार को दावा किया कि उसने चरिकर इलाके को फिर से अपने कब्जे में ले लिया है। चरिकर वह इलाका है जो काबुल और मजार-ए-शरीफ को जोड़ता है। इसी के साथ देश में गृह युद्ध की संभावनाएं बढ़ती जा रही हैं।

आज अफगानिस्तान में सबसे ज्यादा खतरे में वे लोग हैं जिन्होंने इंसानियत और जम्हूरियत का साथ देते हुए तालिबान की मुखालफत की थी। इन लोगों ने पिछले 20 सालों में युद्ध से तबाह अफगानिस्तान का बड़े पैमाने पर पुनर्निर्माण करने वाले अमेरिका, नाटो सहयोगियों और भारत का साथ दिया था। इन अफगानों को यकीन था कि अगर तालिबान ने कभी सिर उठाया तो दुनिया के ये बड़े-बड़े ताकतवर मुल्क उनका साथ देंगे, उन्हें बचाएंगे। इन लोगों की उम्मीदों ने अब दम तोड़ दिया है।

अफगानिस्तान के आम नागरिक इस बात से बेहद नाराज हैं कि अमेरिका ने अचानक उन्हें तालिबान के रहमो करम पर छोड़ दिया। अफगानिस्तान में करीब 86 हजार लोग ऐसे हैं जिनसे अमेरिकन आर्मी और नाटो सहयोगियों ने सुरक्षा देने का वादा किया था। स्वीडन और नीदरलैंड जैसे मुल्कों के डिप्लोमैट्स चुपचाप भाग गए। उन्होंने तो अपने दूतावास में काम करने वाले अफगान स्टाफ को बताया तक नहीं कि वे जा रहे हैं। यूक्रेन के लोग तो अमेरिका के सैन्य सहयोगी थे, वे भी इस संकट में फंसे हुए हैं और खौफ में हैं। यूरोप के कई मुल्कों ने पिछले 10-12 साल में करीब 20 हजार अफगानों को अपने-अपने मुल्कों से जबरन वापस अफगानिस्तान भेजा था। आज ये सारे लोग खौफजदा है, और तालिबान के निशाने पर हैं। उन्हें नहीं पता कि अगर तालिबान उनके दरवाजे पर आ गया तो क्या होगा।

और अब देखिए कि भारत ने क्या किया। भारत ने न सिर्फ अपने दूतावास के सारे स्टाफ को वहां से निकाला, बल्कि वहां जिन अफगानों ने शरण ली थी और जो भारत आना चाहते थे, उन्हें भी साथ ले आए। यहां तक कि भारत तिब्बत सीमा पुलिस के 3 स्निफर डॉग्स को भी सुरक्षित वापस लाया गया। भारत अकेला ऐसा मुल्क है जो अफगान नागरिकों को इमरजेंसी ई-वीजा जारी कर रहा है। भारत ने अफगानिस्तान में रहने वाले हिंदू और सिख परिवारों की पुकार के बाद उन्हें पहले वीजा दिया क्योंकि उनके रिश्तेदार यहां रहते हैं।

कुछ लोगों ने इसका मतलब यह लगा लिया कि अफगानिस्तान से आने वाले मुसमलानों को भारत वीजा नहीं देगा। मैंने होम मिनिस्ट्री का वह नोटिफिकेशन देखा है, जिसमें साफ लिखा है कि यह इमरजेंसी वीजा की सुविधा ‘सारे अफगान नागरिकों’ के लिए है। इसमें किसी मजहब का जिक्र नहीं है। असल में लोगों को यह समझना पड़ेगा कि भारत अकेला ऐसा मुल्क है जहां अफगानिस्तान के लोग पूरे सम्मान के साथ रहते हैं, चाहे वे अफगान राजनेता हों, ब्यूरोक्रेट हों या आम नागरिक।

2016 से भारत अफगानिस्तान की क्रिकेट टीम का घर बना हुआ है। यही वजह है कि अफगानिस्तान के नागरिक जानते हैं कि भारत में सिर्फ उन्हें पनाह नहीं मिलती, बल्कि एक इज्जतदार और सुरक्षित जिंदगी भी मिलती है। इसलिए भारत में रहकर तालिबान का गुणगान करने वालों को ऐसा करने से पहले कम से कम 10 बार सोचना चाहिए। देश में कुछ लोगों की विचारधारा अलग हो सकती है, पर वे तालिबान के जुल्म और हैवानियत का कैसे साथ दे सकते हैं?

I was surprised to find several supporters of Taliban in our country, who are proudly claiming that Taliban’s victory will boost the confidence of Muslims across the world. It is really surprising some of these leaders are sending congratulatory messages to the Taliban, and are expecting similar conquests in other parts of the world. Those making such remarks are not ordinary people, they project themselves as leaders of Muslims in India.

One of them is Maulana Sajjad Nomani, member of All India Muslim Personal Law Board, who has lauded Taliban takeover of Afghanistan. Nomani heaped praises on Taliban and said, “this Hindi Muslim salutes you”. Nomani said, this is a new Taliban, different from the past, which respects women. Late on Wednesday night, the Muslim Personal Law Board dissociated itself from Nomani’s remark and said this was not the official position of the Boad.

Similarly, a Samajwadi Party MP Shafiqur Rehman Barq, has been booked for sedition, after he compared Taliban’s win with India’s freedom struggle. Barq said, Taliban fought for the freedom of the Afghan people, just like Indians had fought for freedom from British rule. I believe, there could be several thousand people in India, who might be happy over Taliban capturing Afghanistan, but are not disclosing their thoughts publicly. These people believe that Taliban has changed and it will not oppress women in Afghanistan.

I had said on Tuesday, and I am repeating it today that Taliban has not changed. In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed images and videos of Taliban fighters dealing cruelly with opponents, and caning even women and children. Those who are saying that Taliban must be given opportunity to rule Afghanistan after fighting a war against the US for two decades, must see these videos, which clearly show that Taliban fighters are publicly executing their opponents, torturing supporters of former regime and displaying them in public, and beating up women and children waiting for evacuation outside Kabul airport.

When Taliban leader Mullah Abdul Ghani Baradar and his colleagues arrived in Kandahar after 20 years of exile, in a Qatar Air Force plane on Tuesday, they were welcomed by Taliban fighters, who took them in a procession to the Governor’s Palace, where nightlong celebrations took place. There were fireworks. The next morning, people of Kandahar were called to the stadium to witness the execution of four Afghan commanders who had been taken into custody after the battle for Kandahar.

These four commanders were publicly hanged evoking memories of similar hangings that the Taliban had done during the Nineties. General Abdul Razzaq was the police chief of Kandahar during previous regime. He played a stellar role in the occupation of Kandahar and the Taliban had to retreat to other havens. Three years ago, the Taliban assassinated Gen. Razzaq, but his lieutenants ran the province.

The chief of Takht-e-Pul district of Kandahar Hashim Regwal had surrendered to Taliban, but on Wednesday morning he was hanged publicly. Those executed with him were the ex-police chief and other local commanders. Those in India who still live in a make-believe world about Taliban showing mercy should think again after watching this video.

In Jalalabad, Taliban fighters fired at a protest march by local citizens who were objecting to the replacing of Afghan national flag with the Taliban flag. More than three persons were killed. Journalists who were taking video of the protest march, were caught, thrashed, and warned not to take any such videos. Taliban fighters threatened they would kill, if they were caught again.

Afghans who are considered supporters of previous regime are being taken out from their homes and paraded in the streets of Kabul. They were beaten with canes and whips, their head shaved, their faces were blackened and then taken away by the Taliban to an unknown destination. This was done publicly, sending down spine chilling fear among common Afghans. Those in India who trust the Taliban should watch this video and reassess their opinion about Taliban.

Twenty years ago, during Taliban rule, there were no smart phones to record the brutal acts, but now times have changed. The average Afghan now has a smartphone and they quickly record every act of such brutality and flash it on social media for the world to see.

Those in India who believe the Taliban will act leniently towards women should change their views after watching another video. On Wednesday, Taliban fighters beat up women and children sitting outside the Kabul international airport, waiting for evacuation. The Taliban used whips and canes and acted brutally. They wanted to disperse the crowd of Afghans who wanted to leave the country.

Indian Muslim leaders like Maualana Sajjad Nomani, who are offering salute to greet the Taliban’s return, should watch these videos and then formulate his opinion. Even the Jamaat-e-Islami Hind has welcomed the Taliban. The Jamaat president Syed Sadatullah Husaini showered praise on Taiban for carrying out a peaceful takeover in Afghanistan. He said, “it is gratifying to note that the perseverance and struggle of the Afghan people (read Taliban) resulted in the withdrawal of imperialist forces from their country.”

The Jamaat chief said, “the Taliban has the opportunity to present to the world a practical example of the benevolent and merciful system of Islam….Islam gives freedom of belief. ..We hope the new rulers of Afghanistan will strictly adhere to these teachings of Islam and set an example before the world of an Islamic welfare state where everyone is free from fear and terror…”

The ground realities belie these pious expectations from the Jamaat-e-Islami chief. Afghan girls and women are weeping outside and even inside Kabul airport, pleading to the US to arrange their evacuation. There is a video of Afghan girls singing their national anthem and other sad songs, inside Kabul airport, while weeping and waiting for their evacuation.

The Taliban, which has been promising women a fair deal, have abducted the first woman governor of Balkh province, Salima Mazari, who had taken up arms to resist Taliban. Even when the Afghan president Ashraf Ghani fled Kabul, Salima decided to stay on in Balkh province. She was finally captured by Taliban. Nothing is known about her location.

Female anchors and radio presenters working in Afghan media have been asked not to report for duty. They have been clearly told that they are no more employed because the regime has changed. Women employees have been “indefinitely suspended” from Afghan state television. Khadija Amin, a prominent anchor on state television, was told by her boss that the Taliban have banned women from returning to work at state television.

Taliban leaders do not want even children to play in parks. In Shebergan province, a large amusement park built for children was set on fire and reduced to ashes by Taliban. They said, Islam forbids music and public entertainment, and this amusement park was not needed.

There are reports of Taliban fighters entering homes and looting money and expensive articles. They are forcibly snatching away luxury cars from the rich. Hashmat Ghani, one of the largest transporters of Kabul, said on social media that Taliban fighters came to his home, and took away the keys of his luxury cars. Videos of firing going on in near Kabul airport, and women and children, sitting on the pavement, cowering in fear, have shocked the conscience of viewers across the globe.

Maulana Sajjad Nomani should say whether those who are indulging in public execution, burning of amusement parks, brutal torture of civilians, including women and children, are true Muslims? He should know that the Afghan army may have surrendered but the brave Afghan people have not surrendered to the Islamic bigots. There were protests in Jalalabad against the Taliban, which were dispersed when Taliban fighters began to fire. There were videos of brave Afghans throwing away Taliban flag, and hoisting their national Afghan flag.

There is revolt in Panjshir valley, where the Northern Alliance has started regrouping and Amrullah Saleh has declared himself the new executive president. He has been joined by the fighters of Ahmed Masood, the son of the great Afghan commander Ahmed Shah Masood, who was assassinated by the Taliban in 2001. The Northern Alliance claimed on Wednesday that it has recaptured Charikar, that lies on the road that links Mazaar-e-Sharif with Kabul. There are possibilities of a civil war.

The biggest danger in Afghanistan today is being faced by those thousands of Afghans, who had bravely come out in support of humanity and democracy. These Afghans had sided with the US, Nato allies and India, who had carried out massive reconstruction of a war-ravaged Afghanistan for two decades. They had come forward in the belief that the big world powers will come to their support if ever Taliban reared its head. Their hopes now lie in shambles.

The common Afghan is unhappy with the US and says that it has left them to the mercies of Taliban. Nearly 86,000 Afghans had been promised safety and security by the US and Nato allies. The diplomats of Sweden and Netherlands quietly left their embassies and they did not even tell their Afghan employees that they were leaving. The people of Ukraine, who were allies of the US, have also been caught in this crisis. Nearly 20,000 Afghans were sent back to Afghanistan in the last 10 to 12 years by European countries, promising them a safe life. These Afghans are now living a life of fear. They do not know what will happen if the Taliban arrive at their doorsteps.

Contrast this with what India did. India evacuated not only its Indian embassy staff, but also all the Afghans who had taken shelter in the embassy and wanted to come to India. Three sniffer dogs of Indo-Tibetan Border Police were also brought back. India is the only country that is issuing emergency e-visa to any Afghan who wants to come to India. Priority has been given to bring back the Hindus and Sikhs who have been staying in Afghanistan.

A canard is being spread that India will not allow Afghan Muslims to come. I have seen the Ministry of Home Affairs notification, which clearly says the emergency e-visa offer is applicable to “all Afghan nationals”. There is no discrimination on grounds of religion. Those who are trying to spread communal unrest must know that India is the only country where all Afghans had lived and are still living a life of dignity, whether they are commoners or Afghan political leaders or bureaucrats.

Since 2016, India has been the cradle for the Afghan national cricket team. The common Afghan citizen knows that India provides them a life with dignity and safety. Those in India, who are singings paeans in praise of the new Taliban, should think thrice before praising this fundamentalist outfit. Their ideology belongs to the Dark Age. Some people in India may have their own ideology, but how can they praise medieval form of torture and cruelty being perpetrated by the Taliban?

इस वक्त पूरी दुनिया की नजरें अफगानिस्तान की तरफ हैं और अफगानिस्तान की आवाम टकटकी लगाकर पूरी दुनिया की तरफ देख रही हैं, मदद की गुहार लगा रही है लेकिन एक कड़वी सच्चाई यह है कि पिछले दो दशकों से मदद करने वाले अधिकांश देश अब अफगानिस्तान को छोड़ना चाहते हैं। किसी को उम्मीद नहीं थी कि तालिबान इतनी तेजी से और इतनी आसानी से काबुल तक पहुंच जाएगा।

आज इस मामले में सबसे ज्यादा चौंकाया अमेरिका के स्टैन्ड ने। जो मुल्क 20 साल से अफगानिस्तान को चला रहा था, जिसने अफगानिस्तान की जनता को सुरक्षा का भरोसा दिलाया था, उस अमेरिका ने अब साफ साफ कह दिया है कि अमेरिकी फौज अफगानिस्तान में राष्ट्र मिर्माण के लिए या वहां के लोगों को बचाने के लिए या फिर वहां जम्हूरियत लागू करने के लिए नहीं गई थी। अमेरिका ने अपने सैनिक आंतकवाद के मददगारों को सजा देने के लिए भेजे थे। वो काम पूरा हो गया है। अब अफगानिस्तान के लोग खुद अपनी मदद करें, खुद अपनी लड़ाई लड़ें।

अमेरिकी राष्ट्रपति जो बाइडेन ने राष्ट्र के नाम अपने सम्बोधन में दो टूक शब्दों में कह दिया: “अमेरिकी सैनिक ऐसे युद्ध नहीं लड़ सकते और न ही ऐसे युद्ध में उन्हें मरना चाहिए जिसमें अफगान सेना अपनी खुद की लड़ाई लड़ने को तैयार नहीं हैं। मैं अब अपने सैनिकों की जान खतरे में नहीं डाल सकता। हमने एक ट्रिलियन डॉलर से अधिक खर्च किए। अफगान सेना को अत्याधुनिक हथियार और प्रशिक्षण दिया, लेकिन उन्होंने कुछ भी नहीं किया।”

“…हमने उन्हें वो सब दिया जो उन्हें चाहिए था। हमने उनके वेतन का भुगतान किया, उनकी वायु सेना, जोकि तालिबान के पास नहीं है, के रखरखाव में मदद दी। हमने उन्हें अपना भविष्य खुद तय करने का हर मौका दिया। जो चीज हम उन्हें नहीं दे सके, वह थी भविष्य के लिए लड़ने की इच्छाशक्ति”, बाइडेन ने कहा।

अब सवाल ये है कि ऐसे में अफगानों की मदद कौन करेगा? अफगानिस्तान के जो लोग अमेरिका की मदद कर रहे थे उनका क्या होगा, उन्हें कौन बचाएगा? सबसे बड़ी बात ये है कि अफगानिस्तान में जो लोग बीस साल से अमन चैन से रह रहे थे अब उनके घर उजड़ रहे हैं, मां बेटियां महफूज नहीं हैं, वो क्या करें? जो लोग अफगानिस्तान से निकलने में कामयाब रहे उन्हें भी इस बात की फिक्र है कि अफगानिस्तान में महिलाओं का क्या होगा, तालिबान से उन्हें कौन बचाएगा? वहीं, तालिबान कह रहा है कि डरो मत हम बदल गए हैं लेकिन क्या वाकई में तालिबान बदल गया है या फिर दुनिया की आंखों में दूल झोंकने का उसका ये कोई नया पैंतरा है?

अब काबुल एयरपोर्ट पर अमेरिकी फौज का कब्जा है। छह हजार अमेरिकी सैनिकों को वहां भेजा गया। एयरपोर्ट पर अमेरिकी फौज है और एयरपोर्ट के बाहर तालिबान और अफगानिस्तान के लोग या तो घरों में कैद हैं या फिर एयरपोर्ट के बाहर जहां जगह मिली वहीं डटे हैं जिससे मौका मिलते ही वहां से निकल सकें। ये सब कहने में आसान है लेकिन ग्राउंड पर हालात ऐसे नहीं है, जबरदस्त तनाव है। अब काबुल एयरपोर्ट पर कब्जे की जंग कभी भी शुरू हो सकती है क्योंकि एयरपोर्ट के अंदर अमेरिकी फौज है। एयरपोर्ट की सुरक्षा के लिए स्नाइपर्स तैनात कर दिए गए हैं और एयरपोर्ट के बाहर तालिबान के लड़ाके हैं। इसमें एक ही कॉमन चीज है, दोनों तरफ हथियार अमेरिकी हैं। अमेरिकी सैनिकों के पास ऑटोमैटिक असॉल्ट राइफल है, तो दूसरी तरफ तालिबान के पास भी उसी तरह की उतनी ही अत्याधुनिक अमेरिकन राइफल्स हैं जो अफागान फौज से तालिबान को हासिल हुए हैं। तालिबान के लड़ाके अमेरिका की बन्दूकों को ही अमेरिका के सैनिकों पर ताने खड़े हैं। काबुल में न तो पुलिस है, न ही पगान सेना, सारा नियंत्रण तालिबान के पास है।

मंगलवार को भारत सरकार ने काबुल में मौजूद भारतीय दूतावास के सारे स्टाफ और सुरक्षाकर्मियों को सुरक्षित वापस बाहर निकाला और C 17 ग्लोबमास्टर परिवहन विमान से इनको काबुल से बाहर निकाला। किसी को कानोंकान खबर तक नहीं हुई। यह ऑपरेशन कुशलता के साथ हुआ क्योंकि हमारे राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल ने अपने अमेरिकी समकक्ष से बात करते हुए दूतावास के कर्मचारियों को निकालने में मदद मांगी। पिछले दो दिनों में 192 लोगों को दो ग्लोबमास्टर परिवहन विमानों के जरिए काबुल से निकाला गया। वायुसेना का ये विमान नॉर्मल एयर रूट से नहीं आया। अफगानिस्तान के हालात को देखते हुए फ्लाइट का पूरा रूट बदला हुआ था। अफगानिस्तान की वायु सीमा से निकलने के बाद सी-17 ग्लोबमास्टर ने ईरान और संयुक्त अरब अमीरात के रास्ते भारत का रुख किया। इसके बाद अरब सागर के ऊपर से उडान भरकर विमान जामनगर पहुंचा और वहां से दिल्ली के पास हिंडन एयर बेस।

वहीं एक दूसरी बिलकुल अलग तस्वीर सामने आई। ये तस्वीर अमेरिकी वायु सेना के विमान की थी, जिसमें लोगों को भेड़ बकरियों की तरह ठूंस गया था। हैरानी की बात ये है कि अमेरिकी विमान इन अफगानों को लेकर अमेरिका नहीं गया। इन्हें कतर में उतारा गया। फिलहाल सिर्फ 640 अफगान नागरिकों को वहां से निकाला गया है लेकिन अमेरिका की मदद करने वाले तो हजारों की तादाद में हैं। अमेरिका के जो मददगार अफगान नागरिक वहां रह गए हैं उन्हें अपनी जिंदगी खतरे में दिख रही है इसलिए अमेरिका के लिए फिलहाल हालात बहुत मुश्किल हैं।

अफगानिस्तान में जो हालात है उससे अमेरिका के आम लोग भी नाराज हैं। राष्ट्र के नाम अपने संबोधन में बाइडेन ने ये बात कबूल की है कि उन्होंने जल्दबाजी में अमेरिकी फौज को वापस बुलाने का फैसला किया क्योंकि कोई विकल्प नहीं बचा था लेकिन बाइडेन ने ये भी कहा कि अब वहां जो हालात हैं उसके लिए अफगान फौज और वहां के नेता जिम्मेदार हैं, वहां के नेता देश छोड़कर भाग गए और अफगान फौज ने बिना लड़े ही हथिय़ार डाल दिए। जिस तालिबान के सामने अफगान फौज ने बिना लड़े हथियार डाल दिए, उस तालिबान से अफगानिस्तान की महिलाएं मोर्चा ले रही है। सड़क पर तालिबान के सामने पोस्टर लेकर खड़े चन्द अफगान महिलाओं के हौसले और हिम्मत की दाद देनी होगी। ये उनके जीवट की जीती जागती मिसाल है।

तालिबान के कमांडर भी ये बात समझ चुके है कि अब हालात बदल चुके हैं। अब सिर्फ बंदूक से बात नहीं बनेगी। अब आवाम को साथ लेकर चलना होगा। बीस साल पहले वाला अफगानिस्तान अलग था, आज का अफगानिस्तान बिल्कुल अलग है। काबुल में एक संवाददाता सम्मेलन में तालिबान के प्रवक्ता जबीहुल्लाह मुजाहिद ने कहा कि महिलाओं को भी काम करने की आजादी है लेकिन इसके साथ एक शर्त लगा दी । तालिबान के प्रवक्ता ने कहा कि महिलाएं वही काम कर सकेंगी जो इस्लाम में जायज़ है और काम पर जाते वक्त महिलाओं को शरियत के दायरे में रहना होगा।

कुल मिलाकर अफगानिस्तान में अब स्थिति काफी चिंताजनक। हजारों अफगान नागरिक मदद की गुहार लगा रहे हैं ताकि तालिबान के कहर से वो बच सकें। मुझे व्यक्तिगत रूप से सैकड़ों वीडियो और संदेश प्राप्त हुए हैं जो अफगानों के लिए मदद मांग रहे हैं।

मेरे पास जानकारी है कि 15 अगस्त तक 1500 लोगों ने वापस भारत वापस आने की मदद की एप्लीकेशन दी थी। 15 अगस्त के बाद 150 और लोगों ने एंबेसी से कॉन्टेक्ट किया। कुल मिलाकर 1650 भारतीय लोगों ने भारत लौटने के लिए ऑफिशियली सरकार से संपर्क किया है लेकिन सरकार को पता है कि ये संख्या बहुत कम है। अफगानिस्तान में हजारों भारतीय रहते हैं जो अपनी मातृभूमि लौटना चाहते हैं। सरकार बड़े पैमाने पर इनकी वतन वापसी का प्रोग्राम शुरू करने के लिए कतर के अधिकारियों के संपर्क में है। अफगानिस्तान के हालात को प्रधानमंत्री नरेंद्र मोदी खुद लगातार मॉनीटर कर रहे हैं। प्रधानमंत्री कल पूरी रात अफगानिस्तान से भारतीयों को वापस लाने के ऑपरेशन में लगे थे। आज भी प्रधानमंत्री मोदी ने अफगानिस्तान संकट पर विचार के लिए हाई लेवल मीटिंग की।

अफगानिस्तान की हालत देखकर कुछ लोग कहने लगे हैं कि भारत को तालिबान से बात करनी चाहिए, वो अब सुधर गए हैं। मुझे लगता है ये बड़ी गलतफहमी है। ये तालिबान का दिखावा है। तालिबान प्रवक्ता की बयानबाजी और इंटरव्यू में ये कहना कि तालिबान अब पहले जैसा नहीं रहा, यकीन करने लायक नहीं है। तालिबान की तो बुनियाद ही कट्टरपंथ है, दहशतगर्दी है। इनका पूरा ज़ोर महिलाओं को बु्र्का पहनने के लिए मजबूर करना, बगैर घर के किसी पुरुष सदस्य को साथ लिए उन्हें बाहर नहीं निकलने देना, बच्चियों के स्कूल जाने से रोकना और शरियत कानून को सख्ती से लागू करने पर है। तालिबान के चेहरे के पीछे एक दकियानूसी और कट्टरपंथी सोच है। इसकी जड़ों में दहशतगर्दी है इसलिए मुझे नहीं लगता कि तालिबान की किसी भी बात पर भरोसा किया जा सकता है। हमें यह नहीं भूलना चाहिए कि यही से अल कायदा पैदा हुआ था जिसने 9/11 के हमलों को अंजाम दिया था। हम तालिबान के प्रवक्ताओं द्वारा समाज में महिलाओं के लिए समानता और एक उदार व्यवस्था के बारे में दिए जा रहे वादों पर भरोसा नहीं कर सकते ।

तालिबान ने अफगानिस्तान की जेलों मे बंद 2300 खूंखार दहशतगर्दों को रिहा कर दिया है। इन में अल कायदा और आईएसआईएस के लोग भी हैं। इराक और सीरिया से भागे आईएसआईएस ने अब अफगानिस्तान की पहाड़ियों में जड़ें जमा ली हैं। पिछले हफ्ते खबर आई थी कि तालिबान ने अफगानिस्तान की युवा लड़कियों को पकड़-पकड़कर उनकी शादियां अपने लडाकों से करवाना शुरू कर दी। ऐसे इलाकों में एक एक लड़की को आईडेंटीफाई किया है। पिछले 3 दिन में हमने ये भी देखा है कि जिन अफगान सैनिकों ने सरेंडर नहीं किया उन्हें गोलियों से उड़ा दिया गया।

यह साफ हो चुका है कि तालिबान के चेहरे के पीछे एक दकियानूसी और कट्टरपंथी सोच है जो रातों रात नहीं बदल सकती । कोई भी समझदार और उदार व्यक्ति तालिबान नेताओं द्वारा किए जा रहे मीठे वादों पर भरोसा नहीं कर सकता। आम अफगान नागरिकों का भविष्य अंधकार में है। भारतीय मूल के बड़े बड़े सिख व्यापारी काबुल के गुरुद्वारों में छिपे हैं और वतन लौटने को तरस रहे हैं। उन्हें अपना जमा जमाया कारोबार छोड़ना होगा जिसे उन्होंने पिछले कई दशकों में खड़ा किया था।

अफगानिस्तान में भारत के 400 बड़े बड़े प्रोजैक्ट चल रहे हैं। भारत सरकार ने करीब 21 हजार करोड़ रूपए की पूंजी इनमें लगाई है। हमारे हजारों इंजीनियर और टैकनीशियन्स वहां पर हैं। सबसे पहले तो उनकी सुरक्षा का इंतजाम करना है। इसके साथ साथ अफगानिस्तान में बसे हिन्दू और सिखों को स्वदेश लाना है। आने वाले हफ्तों में ये एक बड़ी चुनौती होगी।
