From war-torn Ukraine on Tuesday, came good news about nearly 700 Indian students evacuated from Sumy in 12 Red Cross buses arranged by Indian embassy. The convoy of buses made its way through a safe corridor created by Russian and Ukrainian forces for 12 hours in the midst of raging battle. The students, after reaching Poltova, will board trains to the Ukrainian border, for onward evacuation to India by air.

For the last 13 days, these Indian students were huddled inside bunkers with missiles and bombs exploding outside, and firing going on. They had no electricity and water, and most of them were without food. Several students were eating biscuits dipped in water, melted from snow falling outside. All of them were living in a state of terror.

Their escape to freedom was made possible due to strenuous efforts made by Prime Minister Narendra Modi at the highest level. Modi had spoken on telephone to both the Russian and Ukrainian presidents on Monday and had requested them to agree on a ceasefire so that a safe corridor could be arranged for Indian students.

Since Sumy was close to the Russian border, and was the hotbed of conflict between Russian and Ukrainian forces, it was difficult to evacuate them to the western border adjoining Poland, Romania and Hungary, which is 1,200 to 1,500 km away from the city. On Monday, the students were asked to come out of the bunkers and board the buses, but were again asked to go back, as the safe corridor which was expected from both sides, did not materialize. The ceasefire was not operational at that time.

However, on Tuesday, Prime Minister Modi personally monitored the evacuation and ensured that the Indian students got safe passage, said Union Minister Hardeep Singh Puri. While Modi spoke to Putin and Volodmyr Zelenskyy, India raised this humanitarian issue at the UN Security Council too. Soon after, Russia and Ukraine agreed on a 12-hour ceasefire in Sumy and the students heaved a sigh of relief.

It was Mission Impossible for Modi, who had to persuade both Putin and Zelenskyy to agree on a limited ceasefire. For India, it was a big challenge which was overcome through close coordination between officials.

Overall, till now, more than 18,000 Indian nationals have been evacuated. Evacuating Indians from Kiev was easy, but providing safe passage to Indians from Kharkiv, where Russian missiles were being rained, was a big challenge. At that time, too, Modi spoke to Putin, and requested him to order a halt on attacks on Kharkiv, so that Indians could be evacuated. Russian army halted missile attacks, and Indians were brought to Poland border, from where they have now returned to India.

Indian nationals were brought home in 75 special civilian flights, while Indian Air Force carried out 12 flights for evacuation. On Tuesday, 410 Indian students returned home in two special flights. Many of the students narrated their ordeals in the midst of fierce fighting between Russian and Ukrainian forces. In all, 28 flights were organized for evacuation from Hungary, 21 flights from Romania and nine from Moldova. All the evacuees praised the efforts made by Indian officials under ‘Operation Ganga’.

From Sumy, nearly 5,000 civilians were evacuated in convoys accompanied by Red Cross during the 12-hour ceasefire from 9 am till 9 pm on Tuesday, the Ukrainian Deputy PM said. Most of them were Indians, Chinese, and nationals from Jordan and Tunisia.

The war, into its 14th day today, is acquiring menacing proportions with fierce battles raging on several fronts. Russian forces attacked several cities of Ukraine killing more than 400 civilians, while air raid sirens were sounded in capital Kiev on Wednesday. There are reports of the Russian army planning a final assault on Kiev soon.

On Tuesday night, Russian Air Force jets bombed residential areas around Kharkiv, and Zhytomyr, to the west of Kyiv. The Russian army also stepped up shelling on suburbs of capital Kyiv. The situation is worse in Bucha, Hostomel, Irpen, Vyshhorod, and Borodianka, all suburbs of capital Kyiv, where bodies are lying on the streets unclaimed. In the city of Lviv, in western Ukraine, the mayor is struggling to feed nearly 2 lakh homeless people, who have been housed in sports halls, schools and other buildings.

Till now, the Russian army has occupied a swathe of southern and coastal Ukraine, but its advances have been stopped near capital Kyiv and several other cities. In Mariupol, a city of 4,30,000 people, where fierce fighting is raging, there are unclaimed bodies lying on the streets, and several lakhs of people trapped in bunkers, basement shelters and subways inside the city. There is no water, electricity, heat, sanitary facilities and phone service. The planned evacuation of civilians from Mariupol failed, when Russian forces fired at a Ukrainian convoy sent with humanitarian cargo. The convoy was meant to evacuate civilians on its return journey.

During war, both sides inflate their claims about casualties, in order to boost the morale of their armies. On Tuesday, Ukrainian defence claimed that till now nearly 12,000 Russian soldiers have been killed, 48 aircraft, 80 helicopters, 303 tanks, 108 artillery guns, 1,036 armed combat vehicles, 474 jeeps, 60 fuel tanks have been destroyed. President Zelenskyy is releasing his videos at least twice or thrice a day to show that he is in charge. He asks his people and forces to keep up their morale and fight the Russians. On Tuesday, he said in a video, “I am not hiding, nor am I fearing, I will not flee Ukraine”.

Even if Ukrainian army’s claims may be true, the fact on the ground is that the Russian army still has the upper hand. In the last 13 days, it has broken the back of Ukrainian infrastructure. All defence installations, government buildings, fuel depots in Mariupol have been destroyed in Russian aerial attacks. There have been widespread damages in Kyiv, Kharkiv, Irpin and Odessa. Many buildings in these cities are now in ruins.

Two million people, nearly half of them children, have fled Ukraine to neighbouring countries in the past two weeks. Out of them 1.2 million, mostly women and children, have taken refuge in neighbouring Poland. There are nearly 2 lakh refugees in Hungary and 1.5 lakh in Slovakia. There are more than 85,000 refugees in Romania, and nearly 83,000 in Moldova. This is the worst humanitarian crisis engulfing Europe since World War 2.

In ‘Aaj Ki Baat’ on Tuesday night, we showed the video of a Ukrainian boy, wearing a tattered coat, carrying a bag with his dolls, and another bag containing food, and weeping. This boy does not know why this war broke out, who are fighting against whom. He only knows that he has run away from his home, when the attacks took place. The tears in the eyes of this innocent boy is found to make elderly people weep.

There is another video of a 10-year old homeless Ukrainian girl Annamaria Maslovska at a railway station in Zahony, Hungary, right on the Ukrainian border. The girl is fortunate that her family is with her, but in the video, she is saying, how she is missing her home and her friends. She says, she had a lot of toys, and there were many games to play at the nearby park, but no more.

Every war takes a toll, but, in the process, it ruins the lives of those who belong to the younger generation. For them, the future is bleak. The sooner this war ends, the better.

यूक्रेन और रूस के बीच युद्ध का आज 13वां दिन है। मारियुपोल शहर में करीब 2 लाख लोग फंसे हुए हैं और रेडक्रॉस के अधिकारी निर्दोष नागरिकों की जान बचाने के लिए सेफ कॉरिडोर (सुरक्षित गलियारे) का इंतजार कर रहे हैं। शहर में बिजली, पानी और खाने-पीने का सामान नहीं है, साथ ही मोबाइल फोन का नेटवर्क भी ठप पड़ा है। सोमवार को रूसी सेना ने यूक्रेन के कई अन्य शहरों पर रॉकेट और गोले दागे जिससे बड़े पैमाने पर तबाही हुई। प्रधानमंत्री नरेंद्र मोदी ने यूक्रेन के राष्ट्रपति व्लोदिमीर ज़ेलेंस्की और रूस के राष्ट्रपति व्लादिमीर पुतिन दोनों से बात की। उन्होंने दोनों नेताओं से यह आग्रह किया कि नागरिकों के लिए सेफ कॉरिडोर बनाने और युद्ध खत्म करने के लिए वे आपस में बात करें।

सोमवार की रात एबीसी न्यूज पर प्रसारित इंटरव्यू में यूक्रेन के राष्ट्रपति ज़ेलेंस्की ने कहा- “समस्या यह है कि यूक्रेन का एक सैनिक है तो उसके बराबर रूस के 10 सैनिक हैं। यूक्रेन का एक टैंक है तो उसके बराबर रूस के 50 टैंक खड़े हैं।“ उन्होंने कहा अगर रूसी सेना हमारे सभी शहरों में घुस भी जाती है, तो भी उन्हें जबदस्त विद्रोह का सामना करना पड़ेगा। एक शीर्ष अमेरिकी अधिकारी ने बताया कि कई देश इस बात पर विचार कर रहे हैं कि यूक्रेन को लड़ाकू विमान उपलब्ध कराए जाएं, क्योंकि जेलेंस्की बार-बार इसकी गुहार करते रहे हैं।

रूस और यूक्रेन के बीच तीसरे दौर की वार्ता बेनतीजा रही। इस बातचीत में सबसे ज्यादा जोर सेफ कॉरिडोर पर रहा। राजधानी कीव में रहनेवाले लोगों ने रूसी सेना को रोकने के लिए बैरिकेड्स बनाए हैं। रेत की बोरी, पैक किए गए टायर, भारी कंक्रीट स्लैब और नुकीले केबल से इन बैरिकेड्स को तैयार किया गया है। यूक्रेन के सैनिकों और हथियारों से लैस स्वयंसेवकों ने इन बैरिकेड्स को तैयार किया है। यूक्रेन के दूसरे सबसे बड़े शहर खारकीव में भीषण गोलाबारी हुई। रूसी सेना के गोले से बड़े-बड़े अपार्टमेंट कॉम्पलेक्स धाराशायी हो गए। कीव में भीषण लड़ाई चल रही है। खासतौर से इरपिन, बुका, होस्टोमेल और वोरज़ेल में दोनों देशों की सेनाएं एक दूसरे को निशाना बना रही हैं।

पड़ोसी देश पोलैंड में 10.27 लाख से ज्यादा यूक्रेनी नागरिकों ने शरण ली है जबकि 1.8 लाख शरणार्थी सीमा पार कर हंगरी चले गए हैं। 1.28 लाख लोगों ने स्लोवाकिया में शरण ली है। कई लोगों ने मोल्दोवा और रोमानिया में शरण ली है। केंद्रीय मंत्री जनरल (रिटायर्ड) वी.के. सिंह 210 भारतीयों के साथ वायुसेना के सी-17 ग्लोबमास्टर विमान से हिंडन एयरबेस पहुंचे। उनके साथ भारतीय छात्र हरजोत सिंह भी था जिसे गोली लगी थी । वी.के सिंह ने बताया कि अकेले पोलैंड से 3 हजार भारतीयों को निकाला गया है। भारतीय दूतावास के एक ड्राइवर ने दिलेरी दिखाते हुए घायल हरजोत सिंह को कीव से 700 किमी दूर सीमा पार कराया। गोलाबारी, रोड ब्लॉक और ईंधन की कमी के बावजूद उस बहादुर ड्राइवर ने हिम्मत नहीं हारी।

पीएम मोदी के ‘ऑपरेशन गंगा’ के तहत अकेले सोमवार को यूक्रेन के पड़ोसी देशों से 1,314 भारतीयों को एयरलिफ्ट किया गया। इसके साथ ही यूक्रेन से अब तक 17, 400 से अधिक भारतीय नागरिकों को निकाला जा चुका है। इनमें से 5,206 लोगों को 73 विशेष असैनिक उड़ानों से वतन वापस लाया गया।

एक सवाल सबके मन में है कि युद्ध कब खत्म होगा? अब तक रूस यूक्रेन पर पूरी तरह से कब्जा क्यों नहीं कर पाया? युद्ध के 12 दिन गुजर चुके हैं और आज 13वां दिन है। हम कई दिनों से सुन रहे हैं कि रूसी सेना कीव से 12 किलोमीटर दूर है लेकिन अभी तक कीव पर कब्जा नहीं कर पाई। रूस की सेना ने बम बरसाए, तबाही मचाई, खौफ पैदा किया लेकिन अभी तक कीव के अंदर दाखिल नहीं हुई है।

सब जानते हैं कि पुतिन की फौज दुनिया की सबसे ताकतवर मिलिटरी पावर्स में से एक है उनके पास अत्याधुनिक हथियार हैं। रूस उन्नत हथियारों, उपकरणों, विमानों और हथियारों का एक प्रमुख निर्यातक है। रूस पूरी दुनिया को हथियार सप्लाई करता है फिर भी कीव अब तक उसके हाथ में क्यों नहीं आया? राष्ट्रपति जेलेंस्की अभी भी यूक्रेन में हैं। उन्होंने सोमवार को कहा-‘मैं कीव में हूं और कहीं छिपा नहीं हूं’। जेलेंस्की जंग को फ्रंट से लीड कर रहे हैं। क्या जेलेंस्की की आर्मी इतनी मजबूत है कि उसने पुतिन की फौज को रोक रखा है? असल में इसकी संभावना कम लगती है। रूस ने शुरुआती हमलों में यूक्रेन की एयर पावर को ध्वस्त कर दिया था और यूक्रेन की फौज की सप्लाई लाइन को भी बाधित कर दिया था। जमीन पर यूक्रेन रूस को नुकसान तो पहुंचा सकता है पर उन्हें रास्ते में रोक नहीं सकता।

इसीलिए ऐसा लगता है कि पुतिन का फिलहाल कीव पर पूरी तरह कब्जा करने का इरादा फिलहाल तो नहीं है। पुतिन की कोशिश है कि दबाव बनाकर यूक्रेन को दो बातों के लिए मजबूर किया जाए। एक तो वह विसैन्यीकरण (डिमिलिटराइजेशन) के लिए तैयार हो और दूसरी बात यह है कि वह वादा करे कि NATO में शामिल नहीं होगा। अगर ऐसा होता है तो पुतिन का मकसद पूरा हो जाएगा। अगर यूक्रेन दबाव में नहीं आया तो फिर पुतिन को फाइनल असॉल्ट लॉंच (अंतिम और निर्णायक हमला ) करना होगा। इस वक्त लगता है कि पुतिन उस हालात से बचना चाहते हैं। ये उनकी रणनीति लगती है।

The war in Ukraine has entered the 13th day, with nearly two lakh people besieged in the city of Mariupol, and Red Cross officials waiting for a safe corridor to save the lives of innocent civilians. The city has no water, electricity and food, and cellphone networks are down. The Russian forces bombarded several other cities of Ukraine with rockets and shells on Monday causing widespread devastation. Prime Minister Narendra Modi spoke to both the Ukrainian President Volodymyr Zelenskyy and Russian President Vladimir Putin requesting them to at least talk directly to create safe corridors for civilians and end the war.

In an interview to ABC News aired on Monday night, the Ukrainian President said: “The problem is that for one soldier of Ukraine, we have 10 Russian soldiers, and for one Ukrainian tank, we have 50 Russian tanks”. He said, even if Russian forces “come into all our cities”, they will be met with insurgency. A top US official has said that several countries are considering whether to provide fighter aircraft to Ukraine, which Zelenskyy has been pleading for.

The third round of talks between Russia and Ukraine ended inconclusively, with most of the discussions centering around creating safe corridors. The people living in the capital Kyiv have barricaded themselves from a Russian military onslaught with sandbags, packed tyres, heavy concrete slabs and spiked cables put by soldiers and armed volunteers. The second largest city of Kharkiv witnessed heavy shelling with shells destroying huge apartment complexes. Fierce battles continue in Kyiv region, particularly in Irpin, Bucha, Hostomel and Vorzel.

More than 10.27 lakh Ukrainians have taken refuge in neighbouring Poland, while 1.8 lakh refugees have crossed over to Hungary, and 1.28 lakh people have gone to Slovakia. Others have taken refuge in Moldova and Romania. Union Minister Gen (retd) V K Singh returned to Hindon airbase in a C-17 Globemaster IAF aircraft with 210 Indian nationals including Harjot Singh, the Indian national who was injured in firing. Singh said, over 3,000 Indian nationals have been evacuated from Poland alone. An Indian embassy driver displayed bravery by evacuating injured Harjot Singh from war-torn Kyiv to the border, over a distance of more than 700 km, despite shelling, roadblocks and fuel shortage.

Under Prime Minister Modi’s ‘Operation Ganga’, 1,314 Indians were airlifted on Monday alone from several countries. With this, more than 17.400 Indian nationals have been evacuated from Ukraine till date. Out of them, 15,206 Indians were airlifted in 73 special civilian flights.

One question that crops up in the minds of most of the people is: when will the Ukraine-Russia war end? Already 12 days have passed and Russia is yet to take control of most of Ukraine. For more than a week now, we have been hearing that the Russian forces are 12 km away from capital Kyiv, but they are yet to enter the capital and take control. The Russian army bombed most parts of Kiev, but is yet to enter the capital.

Most of us know Putin’s army is one of the biggest armies in the world, and Russia is a major exporter of advanced arms, equipment, aircraft and weapons. The question is: why couldn’t his army enter Kiev? On Monday, Zelenskyy again said, “I am in Kyiv, and I am not hiding”. Zelenskyy is leading the war from the front. Is the Ukrainian army so strong that it can hold the Russian forces in its march? I think, the possibilities of Ukrainian forces stopping the Russian army are few. Already, the Russian forces have destroyed Ukrainian air power, and have disrupted its supply lines. On ground, the Ukrainian army had been causing losses to the Russian forces, but it cannot stop them in their tracks.

All these developments point in one direction: that Putin is yet to decide on occupying Kiev. Putin appears to be exerting pressure on the Kiev government to accept his two main demands: complete demilitarization and refrain from joining NATO. He is still waiting for the Kiev government to come forward with these two commitments. If Zelenskyy and his government agree to these two demands, Putin will have achieved his objective. If Zelenskyy does not bow to pressure, then Putin may be forced to order a final assault. As of now, it seems Putin wants to avoid this situation. It could be part of his overall strategy.

रूस के रक्षा मंत्रालय ने शुक्रवार को ऐलान किया कि उनकी सेना यूक्रेन की राजधानी कीव के बाहर लंबे समय तक डेरा डालने के बाद शहर में दाखिल हो गई है। रूसी सेना जेलेंस्की सरकार को हटाने का इरादा लेकर कीव में घुसी है। राजधानी की कई इमारतों में आग लगने की खबर है। नागरिकों को सुरक्षित ठिकानों पर जाने के लिए कहा गया है। रूसी टैंकों और बख्तरबंद वाहनों के 64 किमी लंबे काफिले ने कीव के बाहर डेरा डाला हुआ है, और शहर में लगातार हवाई हमले के सायरन बजाए जा रहे हैं।

जंग शुरू हुए 9 दिन हो चुके हैं, और यूक्रेन के बड़े शहरों पर मिसाइलों और गोला-बारूद की बरसात करने के बाद रूसी सेना ने यूरोप को सबसे बड़े परमाणु ऊर्जा संयंत्र ज़पोरिशिया पर कब्जा कर लिया है। रूस की गोलाबारी की वजह से परमाणु ऊर्जा संयंत्र में आग लग गई थी, जिससे सुबह-सुबह डर का माहौल बन गया था, लेकिन इसे तुरंत नियंत्रण में कर लिया गया। हमले में सिर्फ एक ट्रेनिंग बिल्डिंग और एक लैब को नुकसान पहुंचा है। परमाणु ऊर्जा संयंत्र के निदेशक ने कहा, अब सभी परमाणु उपकरणों की सुरक्षा की गारंटी है। यूक्रेन के विदेश मंत्री ने रूसी सेना से परमाणु संयंत्र पर हमला बंद करने की अपील की। उन्होंने कहा, ‘अगर इसमें धमाका हुआ तो यह चेर्नोबिल परमाणु आपदा से 10 गुना ज्याद नुकसान पहुंचाएगा।’

अजोव सागर पर स्थित स्ट्रेटिजिक पोर्ट मारियुपोल में भीषण लड़ाई की खबरों के बीच रूसी सेना दक्षिणी यूक्रेन में लगातार आगे बढ़ रही है। रूसी सेना ने पोर्ट सिटी खेरसॉन पर कब्जा कर लिया है, जो इस जंग में रूस के कब्जे में आने वाला पहला शहर है। इस बीच, रूसी और यूक्रेनी अधिकारियों ने गुरुवार को अपनी बातचीत के दौरान सेफ कॉरिडोर बनाने पर सहमति व्यक्त की ताकि नागरिक युद्धग्रस्त क्षेत्र से सुरक्षित निकल सकें।

गुरुवार की रात यूक्रेन के राष्ट्रपति वलोडिमिर जेलेंस्की ने किले में तब्दील हो चुके अपने दफ्तर की इमारत में पत्रकारों से बात की। एक मिलिट्री टी-शर्ट पहने जेलेंस्की ने पत्रकारों से कहा कि कुछ समझौते हो सकते हैं, हालांकि उन्होंने कुछ साफ नहीं किया। उन्होंने कहा, ‘कुछ ऐसे मुद्दे हैं जहां हमें एक समझौते तक पहुंचना होगा, ताकि लोगों की जान न जाए, लेकिन ऐसे भी मुद्दे हैं जहां कोई समझौता नहीं हो सकता। हम ये नहीं कह सकते कि ये देश अब आपका हुआ, और यूक्रेन रूस का हिस्सा है।’ पुतिन अपनी 2 मुख्य मांगों पर जोर दे रहे हैं: यूक्रेन अपनी सारी सेना हटाए और एक न्यूट्रल स्टेट बन जाए।

जेलेंस्की, जो अब यूक्रेनी प्रतिरोध का प्रतीक बन गए हैं, ने ‘नो-फ्लाई जोन’ घोषित करने की गुहार लगाई और कहा कि वह मौत से नहीं डरते। जेलेंस्की ने कहा कि उन्हें रात में मुश्किल से 3 घंटे की नींद आती है। उन्होंने कहा, ‘ऐसा नहीं है कि मेरी पुतिन से बात करने की ख्वाहिश है। मेरा पुतिन से बात करना जरूरी है। दुनिया को पुतिन से बात करने की जरूरत है। इस जंग को रोकने का और कोई तरीका नहीं है।’ एक डरावनी तस्वीर दिखाते हुए उन्होंने कहा, ‘अगर इसे यूक्रेन में नहीं रोका गया तो रूस के हमले का दायरा बढ़ता ही जाएगा। यह एक दु:स्वप्न है। मैं ऐसे शख्स की कल्पना भी नहीं कर सकता जो ऐसे कृत्य करने के बारे में सोच भी सके।’

गुरुवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया कि किस तरह पोर्ट सिटी मारियुपोल पर रूसी सेना की मिसाइलें और रॉकेट बरस रहे हैं। रूस की आर्मी उत्तरी और पूर्वी यूक्रेन में जमीनी लड़ाई पर जोर दे रही है, जबकि उसकी वायुसेना बंदरगाहों पर हमले कर रही है। खेरसॉन पर नियंत्रण स्थापित करने के बाद रूसी सेना अब ओडेसा पर कब्जा करने के लिए लड़ रही है। यूक्रेन की सारी सप्लाई लाइन को काटने के लिए रूसी सेना ने चेर्निहाइव और सूमी पर हमला किया। ये 2 मुख्य शहर ऐसे हैं जहां से सप्लाई लाइन गुजरती है। रूसी सेना को राजधानी कीव पर कब्जा करने के लिए इन 2 शहरों की घेराबंदी करनी ही होगी। यूक्रेन का सबसे बड़ा औद्योगिक केंद्र खारकीव रूसी सेना की भारी गोलाबारी और मिसाइल हमले से तबाह हो गया है। रूसी सेना ने शहर के मुख्य प्रशासनिक भवन पर कब्जा कर लिया है। राजधानी कीव में भी तबाही का मंजर है और अधिकांश इमारतें खंडहर में तब्दील हो चुकी हैं।

रूसी सेना ने पूरे यूक्रेन में भारी तबाही मचाई है। रूस, उसके राष्ट्रपति और उसके अधिकारियों और कुलीन वर्गों के खिलाफ सबसे गंभीर आर्थिक प्रतिबंध भी अब तक पुतिन को झुकाने में नाकाम रहे हैं। फ्रांस के राष्ट्रपति इमैनुएल मैक्रों के साथ 90 मिनट की टेलीफोन पर हुई बातचीत में पुतिन ने साफ तौर पर कहा, रूस इस जंग को तभी रोकेगा जब उसके मिलिटरी ऑपरेशन का मकसद पूरा हो जाएगा। पुतिन ने यह भी कहा कि अगर यूक्रेन ने रूस की मांगों को मानने से इनकार कर दिया तो वह इस जंग को रोकने के लिए और कड़ी शर्तें लगाएंगे। पुतिन ने मैक्रों से कहा, ‘हमारा मकसद यूक्रेन पर कब्जा करने का नहीं, बल्कि इसकी पूरी सेना हटाने और इसे एक तटस्थ देश बनाने का है।’

स्वाभाविक रूप से पुतिन को डर है कि अगर रूस यूक्रेन युद्ध में अपने मकसद को पूरा करने में नाकाम रहता है, तो उसके पड़ोसी अन्य पूर्व सोवियत राष्ट्र उनके देश के लिए समस्या पैदा कर सकते हैं। पुतिन कभी इस बात को बर्दाश्त नहीं कर पाए कि उनका पड़ोसी यूक्रेन पश्चिमी यूरोप के अन्य देशों की तरह एक स्वतंत्र और लोकतांत्रिक देश के रूप में विकसित हो चुका है। वह किसी भी कीमत पर यूक्रेन को नाटो में शामिल नहीं होने देना चाहते थे। वह चाहते हैं कि यूक्रेन रूस के अंगूठे के नीचे रहे, और कीव में कठपुतली सरकार बने। युद्ध के मोर्चे पर हालिया घटनाओं को देखते हुए ऐसा लग रहा है कि पुतिन इस विनाशकारी युद्ध को तब तक जारी रखेंगे, जब तक कि यूक्रेन की सरकार उनकी मांगों को मान नहीं लेती।

पुतिन ने जिस तरह से यूक्रेन की बर्बादी की स्क्रिप्ट लिखी, जिस तरह से अमेरिका और यूरोप के देशों की चेतावनी को नजरअंदाज किया, उसका असर ये हुआ है कि जंग शुरु होने के 9 दिन के अंदर ही पूरी दुनिया रूस के खिलाफ खड़ी हो गई है। बड़े राष्ट्रों के अधिकांश नेता अब व्लादिमीर पुतिन के कट्टर विरोधी बन गए हैं, और रूस अलग-थलग दिखाई देता है। वह अब संयुक्त राष्ट्र महासभा और सुरक्षा परिषद में रूस की गिनती उत्तर कोरिया और सीरिया जैसे ‘विफल राज्यों’ की श्रेणी में हो रही है।

पुतिन को उम्मीद थी कि संयुक्त राष्ट्र में चीन उनका समर्थन करेगा, लेकिन चीन ने रूस का समर्थन करने की बजाय मतदान से दूर रहने का विकल्प चुना। रूसी आक्रमण का एक और असर यह हुआ है कि आपस में बंटे हुए सभी यूरोपीय देश अब रूस को जंग जारी रखने से रोकने के लिए एकजुट हो गए हैं। ये सारी बातें आने वाले दिनों में राष्ट्रपति पुतिन के लिए खतरनाक साबित हो सकती हैं।

The Russian defence ministry on Friday announced that its army, after a long halt outside the Ukrainian capital Kiev, has entered the city in a bid to dislodge the Zelenskyy government. There were reports of fires raging in several buildings in the capital. Civilians have been asked to move to safer places. The 64-km long convoy of Russian tanks and armoured vehicles has been deployed outside Kiev, where regular air raid sirens are being sounded.

As Russians rained missiles and shells on key Ukrainian cities on the 9th day of war, Russian forces have seized Europe’s largest nuclear power plant in Zaporizhzhia. There was an early morning scare, when fire broke out at the nuclear power plant, due to Russian shelling, but it was immediately brought under control. Only a training building and a lab were affected. The director of the nuclear power plant said, the safety of all nuclear equipment is now guaranteed. The Ukrainian foreign minister appealed to Russian forces to stop attacking the nuclear plant. “If it blows up, it will cause damage 10 times larger than the Chernobyl nuclear disaster”, he said.

Russian forces are gaining ground in southern Ukraine, with reports of heavy fighting in Mariupol, the strategic port sea on Azov Sea. The Russian army has occupied the port city of Kherson, the first major city to fall in the current war. Meanwhile, Russian and Ukrainian authorities during their talks on Thursday agreed on creating safe corridors for civilians to allow them to leave combat zones.

On Thursday night, embattled Ukrainian President Volodymyr Zelenskyy, looking unshaven and wearing a military T-shirt, spoke to journalists in his office building in Kiev fortified by sandbags. Zelenskyy said there could be some compromises, but he did not clarify. He said, “there are issues where we need to find a compromise, so that people do not die, but there are issues where there cannot be any compromise, we cannot just say, here, it your country now, Ukraine is part of Russia.” Putin is insisting on his two main demands: complete demilitarization and neutral status for Ukraine.

Zelenskyy, who has now become a symbol of Ukrainian resistance, pleaded for a no-fly zone and said he was not afraid of death. Zelenskyy said, he hardly gets three hours of sleep at night, and said, “It’s not that I want to talk to Putin. I need to talk to Putin. The world needs to talk to Putin. There is no other way to stop this war.” In an ominous message, he said, the “Russian aggression will only spread, if it is not stopped in Ukraine. …This is a nightmare. I cannot even imagine the type of man who could plan such acts.”

In my prime time show ‘Aaj Ki Baat’ on Thursday night, we showed visuals of Russian forces bombarding the port city of Mariupol with missiles and rockets. While the Russian ground forces are concentrating on war in northern and eastern Ukraine, its forces are carrying out attacks on the port cities. With Kherson under control, the Russian forces are now out to occupy Odessa. In order to cut all Ukrainian supply lines, Russian forces have attacked Chernihiv and Sumy, the two key cities through which the supply lines pass. The siege of these two cities is vital to allow Russian army to occupy capital Kiev. The biggest industrial hub of Ukraine, in Kharkiv, now stands devastated after Russian forces occupied the main administrative building following heavy shelling and missile attacks. The capital Kiev is now literally desolate, with most of the buildings in ruins.

The Russian forces have caused widespread devastation across Ukraine. The most severe economic sanctions against Russia, its president and its officials and oligarchs, have failed to bend Putin till now. In a 90-minute telephonic talk with French President Emmanuel Macron, Putin clearly said, we will stop our military operation, only after we achieve our objectives. Putin also said, if Ukraine refuses to accept Russian demands, his government would add fresh demands to its list. “Our objective is not to occupy Ukraine, but to demilitarize it and make it a neutral state”, Putin reportedly told Macron.

Naturally, Putin fears that if Russia fails in its objectives in Ukraine war, other neighbouring ex-Soviet nations may cause problems for his country. Putin could never digest the fact that Ukraine developed into an independent and democratic country, on the lines of other western European nations. He was not willing to accept inclusion of Ukraine in NATO at any cost. He wants Ukraine to remain under Russian control, with a puppet government installed in Kiev. Judging by the latest developments on the war front, it appears that Putin will continue with this devastating war, till the time the Ukrainian government accepts his demands.

The manner in which Putin wrote the script of devastation for Ukraine, ignoring American and European threats, has now brought a situation where most of the world has started condemning the Russian invasion, within nine days of war. Most of the leaders of big nations have now become staunch opponents of Vladimir Putin, and Russia appears isolated, and now stands in the ranks of ‘failed states’ like North Korea and Syria, in the United Nations general assembly and security council.

Putin had expected Chinese support in the United Nations, but the Chinese chose to abstain rather than support Russia. One more outcome of the Russian invasion has been that all the European nations now stand united with an aim to stop Russia from continuing with the war. All these outcomes could prove to be critical for President Putin in the coming days.

यूक्रेन की जंग ने अब खतरनाक रुख अख्तियार कर लिया है। रूस की सेना ने काला सागर के बंदरगाह खेरसॉन पर कब्जा कर लिया है, जो कि सामरिक दृष्टि से दक्षिणी यूक्रेन के महत्वपूर्ण शहरों में से एक है। इसके अलावा रूसी सेना राजधानी कीव और खारकीव पर लगातार बमबारी कर रही है। रूस के लड़ाकू विमानों, बमवर्षकों और मिसाइलों ने यूक्रेन के दूसरे सबसे बड़े शहर खारकीव की सूरत ही बदलकर रख दी है।

संयुक्त राष्ट्र मानवाधिकार आयोग के अनुसार, अब तक दस लाख से भी ज्यादा शरणार्थी यूक्रेन से भाग चुके हैं। रूस की मिसाइलों और गोला-बारूद ने खारकीव की खूबसूरत इमारतों को खंडहरों में तब्दील कर दिया है। रूसी लड़ाकू विमानों और बमवर्षकों ने कीव में एक टीवी टॉवर को जमींदोज कर दिया, और ऐतिहासिक बेबीन यार यहूदी होलोकॉस्ट मेमोरियल पर भी बमबारी की। यह स्मारक द्वितीय विश्व युद्ध के दौरान हिटलर द्वारा मारे गए लाखों यहूदियों की याद में बनाया गया था।

रूसी सेना ने भारी लड़ाई के बाद खारकीव के पास स्थित एक शहर बालकलिया पर कब्जा कर लिया है। खारकीव में अब चारों तरफ सन्नाटा पसरा हुआ है। यहां के तमाम लोग या तो शहर छोड़कर जा चुके हैं या फिर अपनी जान बचाने के लिए सबवे या बेसमेंट में छिपे हुए हैं। यूक्रेन के गृह मंत्री के एक सलाहकार ने कहा, ‘खारकीव में एक भी जगह ऐसी नहीं है जहां गोलाबारी न हुई हो।’

खारकीव में बाजारों, ऊंची इमारतों और रिहायशी इलाकों पर भारी बमबारी की गई है। रूसी आर्टिलरी, टैंकों की एक लंबी लाइन के साथ राजधानी कीव पर हमला करने के लिए शहर से बाहर डेरा डाले हुए हैं। कीव में अभी भी दर्जनों परिवार अंडरग्राउंड मेट्रो में छिपे हुए हैं।

यूक्रेन के अधिकारियों ने बताया कि अब तक 14 बच्चों सहित 350 से ज्यादा नागरिक रूसी बमबारी में मारे जा चुके हैं। लेकिन, अमेरिका के विदेश मंत्री एंटनी ब्लिंकन ने कहा, यूक्रेन में यदि हजारों नहीं तो कम से कम सैकड़ों की संख्या में लोगों ने या तो अपनी जान गंवाई है या घायल हुए हैं। यूक्रेन के मारियुपोल शहर के मेयर ने कहा, बुधवार का दिन इस जंग के 7 दिनों में सबसे मुश्किल और क्रूर था।

यूक्रेनी राष्ट्रपति वलोडिमिर जेलेंस्की के एक सलाहकार के मुताबिक, हमले की शुरुआत के बाद से अब तक 9,000 से अधिक रूसी सैनिक मारे गए हैं। यूक्रेन की सेना ने अधिकारियों समेत सैकड़ों रूसी सैनिकों को बंदी बना लिया है। यूक्रेनी सेना का दावा है कि उसने रूस के 217 टैंकों, 900 बख्तरबंद गाड़ियों, 90 आर्टिलरी हथियारों, 30 विमानों और 31 हेलीकॉप्टरों को तबाह कर दिया है।

193 सदस्यीय संयुक्त राष्ट्र महासभा ने बुधवार को यूक्रेन पर हमले के लिए रूस को फटकार लगाते हुए एक प्रस्ताव के पक्ष में भारी मतदान किया। UNGA ने मांग की कि रूस लड़ाई को बंद करे और यूक्रेन से अपनी सेना वापस बुलाए। 141 देशों ने प्रस्ताव के पक्ष में मतदान किया, 5 देश इसके खिलाफ रहे जबकि भारत, चीन और पाकिस्तान सहित 35 देशों ने मतदान में हिस्सा नहीं लिया। भारत ने दोहराया कि ‘मतभेदों को केवल वार्ता और कूटनीति के जरिए ही सुलझाया जा सकता है।’ रूस के साथ उत्तर कोरिया, इरिट्रिया, बेलारूस और सीरिया ने प्रस्ताव के खिलाफ मतदान किया।

प्रधानमंत्री नरेंद्र मोदी ने बुधवार की रात रूसी राष्ट्रपति व्लादिमीर पुतिन से फोन पर बात की और उनसे यूक्रेन में फंसे सभी भारतीय नागरिकों को सुरक्षित निकालने का अनुरोध किया। भारत के विदेश मंत्रालय के मुताबिक, लगभग 17,000 भारतीय नागरिक यूक्रेन छोड़ चुके हैं, 3500 से ज्यादा लोग हवाई मार्ग से भारत लौट चुके हैं। मंत्रालय ने कहा कि अगले 24 घंटों में 15 और उड़ानें भारतीय नागरिकों को वापस लाएंगी। विदेश मंत्रालय के अधिकारियों के मुताबिक, राजधानी कीव में अब एक भी भारतीय नागरिक नहीं है।

प्रधानमंत्री मोदी द्वारा पुतिन से बात करने से कुछ घंटे पहले रूस ने बुधवार को भारतीय नागरिकों को खारकीव से निकलने के लिए 6 घंटे से भी ज्यादा का सेफ पैसेज दिया। भारतीय दूतावास ने एक अडवाइजरी जारी कर सभी भारतीय नागरिकों को खारकीव शहर से दूर 3 चिन्हित स्थानों पर जाने के लिए कहा था। बुधवार की रात मेरे प्राइम टाइम शो ‘आज की बात’ में, हमने वीडियो में दिखाया कि कैसे भारतीय छात्र खारकीव से निकलने के लिए ट्रेनों में सवार होने की कोशिश में लगे हुए थे, लेकिन स्थानीय अधिकारी उन्हें ट्रेनों में चढ़ने से रोक रहे थे।

एक तरफ तो यूक्रेन के राष्ट्रपति आरोप लगा रहे हैं कि रूस उनके नागरिकों का नरसंहार करने की कोशिश कर रहा है, वहीं दूसरी तरफ उनके अधिकारी भारतीय नागरिकों को ट्रेनों में चढ़ने से रोकने के लिए नस्लवादी हथकंडे अपना रहे हैं। वीडियो में कई भारतीय छात्रों ने आरोप लगाया कि यूक्रेनी सैनिकों ने उन्हें धमकी दी थी कि अगर उन्होंने ट्रेनों में चढ़ने की कोशिश की, जो कि खाली थीं, तो उन्हें गोली मार दी जाएगी। एक भारतीय छात्र ने कहा, यूक्रेन के सैनिक एशिया और अफ्रीका के लोगों को ट्रेनों में चढ़ने से रोक रहे हैं। कई भारतीय छात्र अपनी जान बचाने के लिए रेलवे स्टेशन से पैदल ही निकल पड़े।

यूक्रेन और रूस के बीच जारी जंग में हमलावर सेना का पलड़ा भारी है। यूक्रेनी सेना भले ही दावा करे कि उसने रूसी सेना को भारी नुकसान पहुंचाया है, लेकिन हकीकत यही है कि उसके पास हथियारों, लड़ाकू विमानों और मिसाइलों की कमी है। रूसी वायु सेना का यूक्रेनी एयरस्पेस पर पूरा कंट्रोल है, और उसने यूक्रेन की एयरफोर्स को लगभग तबाह कर दिया है।

रूस के विदेश मंत्री सर्गेई लावरोव ने कहा है कि अगर तीसरा विश्व युद्ध होता है तो वह परमाणु हथियारों से लड़ा जाएगा, जो विनाशकारी हो सकता है। लावरोव ने कहा, अगर यूक्रेन परमाणु हथियार हासिल करता है तो रूस को ‘एक वास्तविक खतरे’ का सामना करना पड़ेगा।

हालांकि, गुरुवार को उन्होंने कहा, ‘परमाणु युद्ध रूसियों के दिमाग में नहीं है, यह बात पश्चिमी देशों के नेताओं द्वारा उड़ाई जा रही है। हमारा मिशन यूक्रेन में नाजियों से छुटकारा पाना है। नाटो और यूक्रेन परमाणु युद्ध की संभावना की बात कर रहे हैं, रूस नहीं। मुझे यकीन है, रूस के खिलाफ जंग छेड़ने की योजना तैयार की जा रही है। संयुक्त राज्य अमेरिका ने यूरोप को अपने अधीन कर लिया है, जैसे नेपोलियन या हिटलर ने अपने समय के दौरान किया था।’ 3 दिन पहले ही पुतिन ने अपने सामरिक बलों को न्यूक्लियर डेटरेंट तैयार रखने का आदेश दिया था।

रूस द्वारा परमाणु युद्ध की धमकी को हल्के में नहीं लिया जा सकता है। ऐसी बातें पूरी दुनिया की चिंता बढ़ा रही हैं। रूस के पास इस समय सबसे ज्यादा परमाणु हथियार (6,255) हैं, जबकि अमेरिका के पास 5,550 परमाणु हथियार हैं। रक्षा विशेषज्ञों का कहना है कि रूस पश्चिम पर दबाव बनाने के लिए परमाणु युद्ध की बात कर रहा है। पुतिन यूरोपीय संघ के देशों द्वारा यूक्रेन को युद्ध लड़ने के लिए बड़ी मात्रा में हथियार भेजने से नाराज हैं। रूस इसे उकसावे वाली कार्रवाई के तौर पर देख रहा है।

यूक्रेन से गोला-बारूद की जंग में रूस भले ही भारी दिख रहा हो, अमेरिका और पश्चिमी देशों द्वारा गंभीर आर्थिक प्रतिबंध लगाने के बाद इसकी अर्थव्यवस्था बहुत ही ज्यादा चरमरा गई है। द्वितीय विश्व युद्ध के बाद से रूसी मुद्रा रूबल अपने सबसे निचले स्तर पर पहुंच गया है। बुधवार को एक डॉलर के मुकाबले रूबल की कीमत गिरकर 117 तक पहुंच गई।

रूस की कई बड़ी कंपनियां बर्बादी की तरफ बढ़ रही हैं। रूसी स्टॉक एक्सचेंज पिछले 3 दिनों से बंद है, क्योंकि शेयर बेलगाम होकर गिरे हैं जिससे कई कंपनियों के लिए कंगाल होने जैसी स्थिति पैदा हो गई है। अगर यूक्रेन में जंग जारी रही तो रूस के 5 सबसे अमीर अरबपति कारोबारी बुरी तरह प्रभावित होंगे। इसका असर पूरी दुनिया में देखने को मिलेगा। चूंकि रूस कच्चे तेल और प्राकृतिक गैस का सबसे बड़ा निर्यातक है, इसलिए दुनिया इन ईंधनों की भारी कमी से जूझ रही है। ईंधन की कीमतों में वृद्धि से सभी उपभोक्ता उत्पादों की कीमतों में अत्यधिक वृद्धि होगी।

रूसी राष्ट्रपति पुतिन ने भले ही अपनी न्यूक्लियर फोर्स को ऐक्टिवेट कर दिया हो, लेकिन मुझे लगता नहीं कि वह परमाणु हथियारों का इस्तेमाल करेंगे। पुतिन भी ये बात जानते हैं कि न्यूक्लियर अटैक का क्या असर हो सकता है। यह भी सच है कि पुतिन ने कभी सपने में भी नहीं सोचा था कि यूक्रेन रूसी सेना के हमले का इतनी जबर्दस्त तरीके से मुकाबला करेगा। रूस को लग रहा था कि उसकी सेना एक-दो दिन में यूक्रेन की राजधानी कीव में पहुंच जाएगी, लेकिन उसने कभी भी इस तरह के कड़े मुकाबले की उम्मीद नहीं की थी।

जंग का आज सातवां दिन है और रूसी सेना अब तक कीव पर कब्जा नहीं कर पाई है। हालांकि दोनों सेनाओं की ताकत के अंतर की तुलना करें तो रूस का पलड़ा यूक्रेन पर भारी नजर आता है और वह जल्द ही कीव पर कब्जा कर सकता है। कीव पर कब्जा करने के बाद, रूसी सेना निश्चित रूप से यूक्रेन के बाकी हिस्सों पर कब्जा करने के लिए निकल पड़ेगी। इसलिए, फिलहाल परमाणु युद्ध होने की संभावना बहुत कम है।

With the war in Ukraine now taking frightening proportions, Russian army has captured the Black Sea port of Kherson, one of the strategic cities in southern Ukraine, while capital Kiev and Kharkiv are being bombed by Russian forces. Russian fighter jets, bombers and missiles have changed the face of Kharkiv, Ukraine’s second biggest city.

More than one million refugees have fled Ukraine, according to United Nations Human Rights Commission. The beautiful city buildings in Kharkiv have been converted into ruins, as Russian forces rained missiles and bombs on the city. Russian fighters and bombers blew up a TV tower in Kyiv and bombed the historic Babyn Yar Jewish Holocaust Memorial, erected to commemorate the millions of Jews murdered by Hitler during World War 2.

Russian forces have taken control of Balakliya, a town near Kharkiv, after heavy fighting. Kharkiv has become a ghost city with many of its residents either having fled, or hiding in subways or basements to protect themselves. “There is not a single place in Kharkiv where shells have not struck”, said an adviser to Ukraine’s Interior Minister.

Markets, high-rise buildings and residential areas in Kharkiv have been bombed heavily, even as Russian artillery, along with a long line of tanks, assembled outside capital Kyiv to launch a decisive assault. There are still dozens of families hiding in the underground metro in Kyiv.

Till now, more than 350 civilians, including 14 children have been killed Russian bombing, Ukrainian officials said. But, US Secretary of State Antony Blinken said, hundreds, if not thousands of people have been either killed or wounded in Ukraine. The Mayor of Mariupol city in Ukraine said, Wednesday was the hardest and cruellest of the seven days of this war.

Over 9,000 Russian soldiers have been killed since the start of the invasion, according to an adviser of the Ukrainian President Volodymyr Zelenskyy. Hundreds of Russian soldiers, including officers, have been taken prisoner by Ukrainian forces. 217 Russian tanks, 900 armoured personnel carriers, 90 artillery pieces, 30 aircraft, 31 helicopters have been destroyed, claims the Ukrainian army.

On Wednesday, the 193-member UN General Assembly overwhelmingly voted in favour of a resolution reprimanding Russia over the invasion and demanding that Moscow must stop fighting and withdraw its forces from Ukraine. 141 countries voted in favour, five countries voted against and 35 countries, including India, China and Pakistan, abstained. India reiterated that “there is no choice but to return back to the path of diplomacy and dialogue”. Russia was joined by North Korea, Eritrea, Belarus and Syria, in voting against the resolution.

Prime Minister Narendra Modi spoke to Russian President Vladimir Putin on phone on Wednesday night and requested him to ensure the safe evacuation of all Indian nationals trapped inside Ukraine. India’s External Affairs Ministry says, nearly 17,000 Indian nationals have already left Ukraine, more than 3,500 Indians have been evacuated by air, and 15 more evacuation flights will bring back more Indians in the next 24 hours. Not a single Indian national is now left in capital Kiev, according to MEA officials.

On Wednesday, Russia gave more than six hours of safe passage for Indian nationals to leave Kharkiv, hours before Prime Minister Modi spoke to Putin. The Indian Embassy, in an advisory, asked all Indian nationals to rush to three identified locations away from Kharkiv city. In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed videos of Indian students desperately trying to board trains to leave Kharkiv, but were not being allowed by local authorities.

On one hand, the Ukrainian President is alleging that Russia is trying to massacre its nationals, but on the other hand, his officials are resorting to racist tactics by trying to prevent Indian citizens from boarding trains. In the videos, many Indian students alleged that Ukrainian soldiers were threatening to shoot them, if they tried to board the trains, many of which had empty seats. One Indian student said, Ukrainian soldiers are not allowing Asians and Africans to board the trains. Many of the Indian students then started to walk on foot from the railway station, in order to protect their lives.

In the unequal war between Ukraine and Russia, the invaders have the upper hand. While the Ukrainian army may claim that it has caused heavy casualties to Russian forces, it lacks weapons, fighter jets and missiles. The Russian air force is in complete command over the Ukrainian air space, and has nearly destroyed the Ukrainian air force.

The Russian Foreign Minister Sergei Lavrov has said that if a Third World War takes place, it will be fought with nuclear weapons, which could be destructive. Lavrov said, Russia will face “a real danger” if Ukraine acquires nuclear weapons.

On Thursday, he however said, “Nuclear war is not in the heads of Russians, it is being floated by Western politicians. Our mission is to get rid of Nazis in Ukraine. NATO and Ukraine are talking of possibility of nuclear war, not Russia. I am certain, plans are being prepared to wage a war against Russia. The United States subjugated Europe, like Napoleon or Hitler did, during their time.” Only three days ago, Putin had ordered his Strategic Forces to keep the nuclear deterrent ready.

Russian threats about a nuclear war cannot be taken lightly. This can cause concerns all over the world. Russia presently has the largest number of nuclear weapons (6,255) in its stockpile, while the US has 5,550 nuclear weapons. Defence experts say that Russia is raising the spectre of nuclear war in order to put pressure on the West. Putin is angry over EU countries sending large quantity of weapons to Ukraine to fight its war. Russia considers this as a provocative act.

While Russia may be having an upper hand in the ongoing war in Ukraine, its economy has come under severe strain, after the US and the West have clamped severe economic sanctions. The Russian currency Rouble has touched its nadir since the Second World War. On Wednesday, the rouble was down at 117 roubles to a US dollar.

Several top Russian companies are headed towards disaster. Russian stock exchange is closed since last three days, as shares across the table slumped to a low. The five top Russian billionaire oligarchs will be affected badly if the war in Ukraine continues. This is going to have a bandwagon effect. Since Russia is the biggest exporter of crude and natural gas, the world is staring at a huge scarcity of these fuels. Rise in prices of fuel will lead to exorbitant rise in prices of all consumer products.

Russian President Putin may well have activated his Nuclear Strategic Forces Command, but I personally feel, that he will not take the world to the brink of disaster. He knows the consequences of using a nuclear weapon. It is also true that Putin never dreamt that Ukraine will resist the Russian army attack so viciously. He had expected to occupy Ukraine within three days, but it never expected such a stiff resistance.

The war has entered the seventh day and the Russian army is yet to take Kiev. However, judging by the fire power of both the armies, Russia seems to have an upper hand, and it may capture Kiev soon. After taking Kiev, the Russian forces will surely spread out to occupy the rest of Ukraine. So, as of now, there is little possibility of a nuclear war taking place.

मैं मंगलवार सुबह गोरखपुर में था जहां विधानसभा चुनावों को लेकर इंडिया टीवी के स्पेशल शो में उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने मेरे सवालों का जवाब दिया। पूरा हॉल दर्शकों से भरा हुआ था। वहां मौजूद सभी लोग मेरे सवालों का जवाब सुनने के लिए बेसब्री से योगी आदित्यनाथ का इंतजार कर रहे थे। योगी ने एक भी सवाल से बचने की कोशिश नहीं की। उन्होंने बेहद शांत तरीके से जवाब दिया। ज्यादातर सवाल चुनावों पर केंद्रित थे, लेकिन हिजाब विवाद, लखीमपुर खीरी और हाथरस घटनाओं से जुड़े कुछ पेचीदा सवाल भी थे।

मैंने योगी को इतना शांत और आत्मविश्वास से भरे मूड में कभी नहीं देखा । शो के अंत में उन्होंने 80 प्रतिशत सीटों पर शानदार जीत की भविष्यवाणी की। अगर आंकड़ों की बात करें तो यूपी विधानसभा की कुल 403 सीटों में से यह आंकड़ा 320 से अधिक का बनता है। उन्होंने समाजवादी पार्टी के अंत की भविष्यवाणी की और उसकी तुलना लंकिनी से की। लंकिनी एक राक्षसी थी जिसे रावण ने लंका की रक्षा की जिम्मेदारी दी थी। योगी ने कहा, लंकिनी ने जब अपने सामने हनुमान जी को विशाल रूप धारण करते देखा तो वह जान गई कि अब खेल खत्म हो चुका है, लंका का अन्त काल तय है।

योगी यहीं नहीं रुके, उन्होंने आगे यह दावा किया कि उनके पास ऐसी रिपोर्ट है कि ’10 मार्च को रिजल्ट आने के बाद विपक्ष के नेता विदेश भागने की तैयारी में हैं। विपक्ष के कुछ नेताओं ने विदेश यात्राओं के लिए टिकट बुक करा लिया है। कुछ ने इंग्लैंड और ऑस्ट्रेलिया के लिए टिकट बुक करा लिया है तो कुछ छोटे-मोटे नेता नेपाल भाग सकते हैं। उन्होंने कहा, ‘मैंने पुलिस से कहा है कि वह नेपाल पुलिस के साथ मिलकर संयुक्त रूप से पेट्रोलिंग करे ताकि उन्हें सीमा पार करने से रोका जा सके।’

योगी ने अपने खास अंदाज में वंशवाद की राजनीति पर जमकर हमला बोला और मौजूदा चुनावों में अपने मुख्य प्रतिद्वंद्वी अखिलेश यादव को फटकार लगाई। उन्होंने कहा, ‘यह एक ऐसा परिवार है, जहां एक बेटा अपने पिता (मुलायम सिंह यादव) को धक्का देता है और भतीजा अपने चाचा को बाहर निकाल देता है। परिवार के सभी सदस्य तभी तक एकजुट रहते हैं जब तक उन्हें लूट में हिस्सेदारी मिलती रहती है।’

योगी ने यह भविष्यवाणी की कि जो मंत्री चुनाव से पहले बीजेपी से इस्तीफा देकर विपक्ष के खेमे में चले गए वे चुनाव में बुरी तरह से हारेंगे और अपनी जमानत भी नहीं बचा पाएंगे। योगी ने भविष्यवाणी की कि 2017 और 2019 की तरह सभी छुटभैये पहलवान जिन्होंने महागठबंधन के तहत समाजवादी पार्टी से हाथ मिलाया है, वे सब 10 मार्च को रिजल्ट आने के बाद आपस में ही कुश्ती लड़ेंगे।

शो के दौरान एक ऐसा क्षण भी आया जब मैंने योगी आदित्यनाथ से एक निजी सवाल किया। मैंने पूछा, अगर राहुल गांधी अपनी बहन प्रियंका को चुनाव में मदद करने के लिए कह सकते हैं, तो आप अपनी बहन की मदद क्यों नहीं कर सकते। वह रोजाना कई किलोमीटर पैदल चलकर अपनी चाय-नाश्ते की दुकान तक (उत्तराखंड में) जाती हैं? आप अपने परिवार की मदद क्यों नहीं कर सकते?

योगी कुछ पल के लिए रुके और फिर बेहद भावुक होकर उन्होंने कहा-‘मैं एक योगी हूं। मैंने राष्ट्रधर्म की शपथ ली है। मैंने अपने परिवार के लिए शपथ नहीं ली है। एक योगी हमेशा लोक कल्याण के लिए काम करता है। यूपी के लोग ही मेरा परिवार हैं।’

शो के दौरान योगी आदित्यनाथ ने आवारा मवेशियों के मुद्दों पर बात की जो इस चुनाव का एक अहम मुद्दा है। किसान रात भर जगकर छुट्टा जानवरों से अपने खेतों की रखवाली करते हैं। उन्होंने वादा किया कि वे यह सुनिश्चित करने का पूरा प्रयास कर करेंगे कि छुट्टा मवेशियों की संख्या कम हो और सभी आवारा मवेशियों को गौशालाओं में रखा जाएगा। उन्होंने कहा- जब हम सत्ता में आए थे तो हमने कहा था कि एक भी गाय का वध नहीं होने देंगे। यह हमारा संकल्प है।

आतंकवाद को लेकर योगी ने आरोप लगाया कि वह समाजवादी पार्टी की सरकार थी जिसने सीरियल ब्लास्ट के आरोपियों पर मुकदमा चलाने से इनकार कर दिया और केस वापस ले लिया। उनकी इस टिप्पणी पर कि 10 मार्च के बाद एकबार फिर बुलडोजर निकलेगा, योगी ने कहा-‘बुलडोजर का सबसे अच्छा इस्तेमाल हम कर रहे हैं। बुलडोजर बनाने वाली कंपनियों को हमारी सरकार का आभारी होना चाहिए। हम अपराधियों और माफिया नेताओं को खुलेआम घूमने की इजाजत नहीं देंगे।’

बेरोजगारी के मुद्दे पर योगी ने कहा- ‘हमने अपने पहले तीन साल के कार्यकाल में सरकारी नौकरियों के लिए होनेवाली नियुक्तियों में पूरी पारदर्शिता लाने की कोशिश की। बाद के वर्षों में हमने कोविड मैनेजमेंट पर पूरा फोकस किया। हाल में हमने अराजपत्रित पदों पर भर्ती के लिए एक पात्रता परीक्षा आयोजित की जिसमें 25 लाख उम्मीदवार शामिल हुए। जल्द ही इसके नतीजे आ जाएंगे। बसपा और सपा के शासन में दी गई नौकरियों की तुलना में हमने अपने कार्यकाल में अधिक सरकारी नौकरियां दी है।’

अखिलेश यादव के मुफ्त बिजली के वादे पर योगी ने कहा, उनका शासन शाम के बाद अंधेरे के लिए जाना जाता था। आज हम हर जिले को 24 घंटे बिजली दे रहे हैं। वे बिजली तो दे नहीं सके, बिजली उत्पादन में फेल रहे और अब मुफ्त बिजली का वादा कैसे कर सकते हैं? मुख्यमंत्री ने दावा किया कि पिछली सरकार के दौरान गरीब लोगों को मिलने वाले मुफ्त राशन का अधिकांश हिस्सा सत्ताधारी दल के करीबी लोगों द्वारा हड़प लिया जाता था। सत्ता में आने के तुरंत बाद हमने पूरा सर्वे किया और कई लाख नकली राशन कार्ड जब्त किए गए। हमने PoS सिस्टम शुरू किया जिससे गरीब लोगों को महीने में दो बार मुफ्त राशन मिल रहा है। मुफ्त राशन की चोरी अब बंद हो गई है।’

लखीमपुर खीरी और हाथरस में हुई घटनाओं पर योगी आदित्यनाथ ने कहा-‘दोनों घटनाएं वास्तव में दुर्भाग्यपूर्ण थीं, लेकिन हमारी सरकार ने समय पर कदम उठाए। हाथरस केस में सीबीआई जांच कर रही है, जहां तक मेरी जानकारी है उसके मुताबिक सीबीआई की जांच यूपी पुलिस द्वारा की गई जांच से एक कदम भी आगे नहीं गई है। मुझे इंतजार है उस सच का जो सामने आएगा और यह साबित करेगा कि यह हमारी सरकार को बदनाम करने की साजिश का हिस्सा हो सकता है। सुप्रीम कोर्ट की निगरानी में एसआईटी लखीमपुर खीरी केस की जांच कर रही है। दंगे भड़काने की कोशिश की गई लेकिन हमारी सरकार ने हालात को काबू में कर लिया।’

कर्नाटक के स्कूल-कॉलेजों में हिजाब विवाद पर योगी आदित्यनाथ ने कहा, ‘व्यक्तिगत रूप से मुझे घर या सार्वजनिक स्थानों पर किसी की पोशाक पर कोई आपत्ति नहीं है, लेकिन हमारी व्यवस्था संविधान के मुताबिक चलती है। कुछ लोग अपनी पसंद राष्ट्र पर नहीं थोप सकते। आज स्कूल में, कल वे फोर्स में ऐसा करने की मांग कर सकते हैं। हम अनुशासनहीनता की इजाजत नहीं दे सकते।

शो के दौरान योगी ने विस्तार से बताया कि कैसे उन्होंने पूर्वी उत्तर प्रदेश में जापानी इंसेफेलाइटिस पर नियंत्रण पाया और कैसे उन्होंने पिछले साल अप्रैल-मई में देश में फैली कोरोना की दूसरी लहर के दौरान व्यक्तिगत तौर पर मोर्चा संभाला। उन्होंने कहा- ‘मैं जमीनी हालात का पता लगाने के लिए कई जिलों में व्यक्तिगत तौर पर गया था। मथुरा में मुझे अपने घर के सामने खड़ा देखकर एक महिला हैरान रह गई। उसने मुझसे कहा, आप मुख्यमंत्री हैं। आपको पहले अपना ख्याल रखना चाहिए क्योंकि आप पूरे राज्य को चला रहे हैं…..आज मैं कह सकता हूं कि हमारे हर जिले में पर्याप्त मात्रा में ऑक्सीजन उपलब्ध है।’

मैं कई वर्षों के लंबे अंतराल के बाद गोरखपुर गया था। पांच साल से भी ज्यादा समय पहले गोरखपुर महज एक जिला मुख्यालय ही था, धूल धूसरित। यहां गड्ढों वाली सड़कें थी। अस्पताल, मेडिकल कॉलेज और सड़क जैसी बुनियादी चीजों की कमी थी। लेकिन आज गोरखपुर में कई बड़े अस्पताल, एक्सप्रेसवे, चौड़ी सड़कें और अन्य अत्याघुनिक सुविधाएं हैं।

पिछले पांच साल में योगी सरकार द्वारा किए गए काम सबके सामने हैं। सोमवार को गोरखपुर में मैं जिन लोगों से मिला उनमें से ज्यादातर ने मुझे बताया कि कैसे मौजूदा सरकार उनके रोजमर्रा के जीवन में बदलाव लायी है। मुझे उस हॉल में एक भी ऐसा व्यक्ति नहीं मिला जिसने गोरखपुर से चुनाव लड़ रहे योगी के खिलाफ एक भी शब्द बोला हो। 10 मार्च को ऊंट कौन-सी करवट लेगा, इस पर सबकी अलग राय है। हमें नतीजों का इंतजार करना चाहिए।

I was in Gorakhpur on Tuesday morning, where Uttar Pradesh chief minister Yogi Adityanath replied to my questions during an hour long India TV special show on the assembly elections. The hall was packed with spectators, who were waiting eagerly for Yogi to answer to several of my probing questions. Yogi did not evade a single question. He calmly replied to all the questions, most of which were centered on elections, but there were also ticklish topics like ‘hijab’, Lakhimpur Kheri and Hathras incidents.

Never did I see Yogi in such a calm and confident mood. Towards the end of the show, he predicted a landslide win on 80 per cent seats, which, in numbers, comes to more than 320 in a House of 403. He predicted the “end of Samajwadi Party”, and made a comparison with Lankini, the female monster who protected Ravana’s golden city of Lanka. Yogi said, when Lankini watched Hanuman taking a huge shape in front of her, she knew the game was up, and Lanka was lost.

Yogi went a bit further. He claimed, he had reports that “some opposition leaders have booked tickets for foreign visits, some to England and Australia, while some small-timers may try to flee to Nepal after March 10 (counting day) when the results will be out. “I have asked our police to do joint patrolling with Nepal police to prevent them from crossing the border”, he said.

In his typical manner, Yogi lashed out at dynastic politics, and berated Akhilesh Yadav, his main rival in the current elections. Yogi said, “this is a family, where a son shoves his father (Mulayam Singh Yadav), and the nephew throws out his uncle. All the family members are united so long as they get part of the loot”. Harsh words from a chief minister.

Yogi predicted that all those ministers who resigned from BJP before the elections and crossed over to the opposition camp, are bound to lose and forfeit their deposits. He also predicted that as in 2017 and 2019, all the “small-timer pehelwans (wrestlers)” who have joined hands with SP for the “maha gathbandhan” (grand alliance) are going to wrestle among themselves after the results are out on March 10.

There was one moment during the show, when I posed a personal question to Yogi. I asked, if Rahul Gandhi can ask his sister Priyanka to help in the elections, why can’t you help your sister who walks several kilometers daily to her tea and snacks shop (in Uttarakhand)? Why can’t you help your own family?

Yogi paused for a few moments, and then, in an emotional voice replied: “I am a Yogi. I have taken the oath of ‘rashtradharma’(service to the nation). I have not taken oath for my family. A yogi always works for ‘lok kalyan’ (welfare of the people). The people of UP are my family.”

During the show, Yogi spoke on one of the hot topics during this election – farmers guarding their fields at night from stray cattle. He promised to do more to ensure that there are fewer stray cattle, and all of them would be accommodated in cow shelters. “When we came to power, we vowed, we will not allow a single cow to be slaughtered. This is our Sankalp (promise)”, he said.

On terrorism, Yogi alleged that it was the SP government which refused to prosecute people charged for serial blasts, and withdrew all cases. On his remark that bulldozers will be out again after March 10, Yogi said, “we are making the best use of bulldozers. Companies manufacturing bulldozers should be grateful to our government. We will not allow criminals and mafia leaders to go scot free.”

On the issue of unemployment, Yogi said, “we tried to bring transparency in appointments to government jobs during the first three years. The later two years were taken up by Covid management. Only recently, we conducted a comprehensive eligibility test for recruitment to non-gazetted posts, in which 25 lakhs candidates took part. The results will be out soon. We have more government jobs during our tenure, compared to the cumulative number of jobs given during SP and BSP rule.”

On Akhilesh Yadav promising free electricity, Yogi said, “During their regime, UP was known for darkness after dusk. Today we provide round-the-clock electricity to all districts. When they failed to generate electricity, how can they promise free power?” The chief minister claimed that during the previous regime, most of the free rations for poor people used to be siphoned away by those close to the ruling party. “Soon after we came to power, we conducted survey and seized several lakh fake ration cards. We introduced PoS system, due to which poor people are getting free rations twice a month. Theft of free rations has now stopped”, he said.

On the two incidents that took place in Lakhimpur Kheri and Hathras, Yogi Adityanath’s reply was to the point. He said, “Both incidents were indeed unfortunate, but our government took timely steps. In the Hathras case, the CBI is carrying out its probe, which, according to my knowledge, has not gone a step beyond what our police had investigated. I am waiting for the truth that will emerge to establish that it could be part of a conspiracy to defame our government. In the Lakhimpur Kheri case, the SIT is doing its investigation under the supervision of Supreme Court. There was an effort to foment riots, but our government brought the situation under control.”

On the ‘hijab’ controversy in the schools and colleges of Karnataka, Yogi said, “Personally I have no objection to anybody wearing any dress, either at home or in public places, but our system runs in accordance with the Constitution. Some people cannot impose their choices on the nation. Today it is a school, tomorrow they may demand that they be allowed to do this in (security) force. We cannot allow indiscipline.”

During the show, Yogi spoke in detail about how he brought the Japanese Encephalitis under control in eastern UP, and how he personally took charge during the Covid pandemic’s second wave that swept the country in April and May last year. “I personally went to several districts to check the ground situation. In Mathura, a lady was surprised when she saw me standing in front of her home. She told me, you are the chief minister. You should take care of yourself first, because you are running the state. ..Today I can say, we have sufficient quantity of oxygen in each district.”

I visited Gorakhpur after a long gap of several years. More than five years ago, it was a dusty district headquarter, with potholed roads and lack of proper infrastructure like hospitals, medical colleges, and roads. Today, Gorakhpur boasts of several state-of-the-art hospitals, expressways, wide roads and other amenities.

The work done by Yogi’s government during the last five years is there for all to see. Most of the people I met in Gorakhpur on Monday told me how the present government has brought changes in their day-to-day life. I did not find a single person in the auditorium who spoke a word against Yogi, who is contesting from Gorakhpur. The jury is still out on which party will sweep the UP elections on March 10. Let us wait and see.

रूस की सेनाएं उत्तर, पूर्व और दक्षिण-पूर्व की तरफ से यूक्रेन में लगातार आगे बढ़ती जा रही हैं। दोनों देशों के बीच जंग का आज तीसरा दिन है। रूस की एयरफोर्स, जिसमें पैराट्रूपर्स भी शामिल हैं, ने राजधानी कीव से 7 किमी दूर स्थित होस्टोमेल एयरपोर्ट पर कब्जा कर लिया है। एयरपोर्ट पर कब्जा करने के लिए लगभग 200 हेलीकॉप्टर लगाने वाले रूस ने दावा किया कि उसने कब्जे के लिए हुई भीषण लड़ाई में यूक्रेन की स्पेशल फोर्स के लगभग 200 सैनिक मार गिराए।

रूसी मीडिया ने दावा किया कि दक्षिणपूर्वी शहर मेलितोपोल पर रूसी सेना ने कब्जा कर लिया है, लेकिन शहर के मेयर ने बाद में इस रिपोर्ट का खंडन किया। कुछ ऐसे वीडियो सामने आए थे जिनमें रूसी बख्तरबंद गाड़ियां शहर की सड़कों से गुजरते हुए दिखाई दी थीं। रूसी सेना ने मेलितोपोल और मारियुपोल के बीच एक जगह पर नेवल इंफैंट्री के अपने सैनिकों को उतार दिया है।

यूक्रेन के राष्ट्रपति वलोदिमिर जेलेंस्की ने कहा है कि सेना के 10 अधिकारियों सहित 137 ‘हीरो’ शहीद हुए हैं। शनिवार की सुबह रूस की एक मिसाइल ने राजधानी कीव में एक बड़े अपार्टमेंट के ब्लॉक को तहस-नहस कर दिया। इस घटना का वीडियो भी सामने आया जो कि दिल दहलाने वाला था। हालांकि इस घटना में कोई हताहत हुआ है या नहीं, इसका पता नहीं चल पाया। भारत में यूक्रेन के राजदूत ने आरोप लगाया कि रूस के हमले में एक किंडरगार्टन नर्सरी को भी नुकसान पहुंचा है।

एक्सपर्ट्स ने कहा है कि रूसी सेना ने अब तक चेर्नोबिल, खार्किव, चेरसन और मारियुपोल के कुछ हिस्सों पर कब्जा कर लिया है, और कीव समेत कई अन्य शहरों की तरफ बढ़ रही है। राजधानी कीव के कई इलाकों में गनफाइट चल रही है, जिसमें यूक्रेनी लड़ाकों के रूसी सैनिकों से भिड़ने की खबरें सामने आ रही हैं। सिटी सेंटर से 5 किमी दूर एक स्टेशन के पास गनफाइट के वीडियो भी सामने आए थे।

संयुक्त राष्ट्र सुरक्षा परिषद में यूक्रेन पर रूसी आक्रमण की निंदा करने वाले अमेरिका द्वारा पेश किए गए एक प्रस्ताव को रूस ने वीटो कर दिया, जबकि चीन, भारत और यूएई ने मतदान में हिस्सा नहीं लिया। भारत ने कहा, ‘मतभेदों और विवादों को दूर करने के लिए बातचीत ही एकमात्र रास्ता है। यह खेद की बात है कि कूटनीति का रास्ता त्याग दिया गया।’

शुक्रवार की रात रूस के राष्ट्रपति व्लादिमीर पुतिन ने यूक्रेनी सेना से अपने प्रेसिडेंट और राजनीतिक नेतृत्व के खिलाफ विद्रोह करने का आह्वान किया। पुतिन ने यूक्रेनी सेना से अपने नेताओं को सत्ता से हटाने का आह्वान करते हुए उन्हें ‘आतंकवादी, नशेड़ी और नियो-नाजी’ बताया। दूसरी ओर, अमेरिका, कनाडा, ब्रिटेन और यूरोपीय संघ ने पुतिन और उनके विदेश मंत्री सर्गेई लावरोव को ‘अकारण और गैरकानूनी आक्रमण’ के लिए सीधे तौर पर जिम्मेदार ठहराते हुए उनके खिलाफ प्रतिबंध लगा दिए। यूरोपीय संघ सर्वसम्मति से उनकी संपत्ति को फ्रीज करने पर सहमत हो गया।

यूक्रेन के राष्ट्रपति जेलेंस्की ने राजधानी कीव से निकलने के अमेरिकी राष्ट्रपति जो बायडेन के प्रस्ताव को खारिज कर दिया है। एक वरिष्ठ अमेरिकी खुफिया अधिकारी के मुताबिक जेलेंस्की ने कहा, ‘यहां जंग चल रही है। मुझे गोला-बारूद चाहिए, सवारी नहीं।’

कई वीडियो सामने आए हैं जिनमें हजारों परिवार पोलैंड में घुसने की कोशिश करते दिखाई दे रहे हैं। इन परिवारों में बच्चे भी थे, और बॉर्डर पर 40 किलोमीटर तक गाड़ियों की कतारें लगी थीं। कुछ ऐसे लोगों के वीडियो भी थे जो शून्य से भी नीचे के तापमान में 10 घंटे से ज्यादा पैदल चलकर पहुंचे थे, वहीं कई परिवार बर्फ पर ही सो रहे थे। कीव मेट्रो के अंदर कतारों में मास्क लगाकर बैठे बच्चों की तस्वीरें भी सामने आईं। एक रिपोर्ट में कहा गया है कि यूक्रेन पर रूस के हमले के बाद से 50,000 से ज्यादा लोग बेघर हो गए हैं।

शुक्रवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने लुहान्स्क के स्टारोबिल्स्क में रूसी मिसाइलों द्वारा तहस-नहस किए गए अपार्टमेंट के एक हिस्से के दृश्य दिखाए। मिसाइल हमले में पूरा आवासीय ब्लॉक खंडहर में तब्दील हो गया है। वीडियो में नजर आ रहा था कि मलबे में लोग अपनों को खोज रहे हैं।

अपने शो में हमने राजधानी कीव में सायरन बजने के तुरंत बाद बच्चों और उनके माता-पिता के डर से चीखने के वीडियो भी दिखाए। एक रूसी बमवर्षक विमान आसमान में उड़ते हुए आता है, बम गिराता है, और जल्द ही आस-पास के अधिकांश अपार्टमेंट मलबे में तब्दील हो जाते हैं।

रूस बार-बार दावा कर रहा है कि उसकी सेना आम लोगों को निशाना नहीं बना रही है, लेकिन जमीन पर हालात बिल्कुल अलग हैं। रूस के लड़ाकू विमानों ने रिहायशी इलाकों में भी बम बरसाए हैं। रूसी टैंकों ने भी नागरिकों पर हमला किया है। यूक्रेन की सरकार ने लोगों ने घरों में रहने का कहा है, या फिर सुरक्षित स्थानों पर, बम शेल्टर्स में जाने को कहा है। शहर में लोगों को सावधान करने के लिए सायरन बजाए जाते हैं। कीव के पास ही ओबीलोन के मेट्रो स्टेशन में रूस की सेना ने जबरदस्त गोलीबारी की और लोग बदहवास होकर इधर-उधर भागते हुए नजर आए।

यूक्रेन के राष्ट्रपति जेलेंस्की के भावुक शब्द सुनकर रोंगटे खड़े हो जाते हैं: ‘हमारा देश हमलावर रूसी सेना से अकेले ही लड़ रहा है। हमारे साथ लड़ने के लिए कौन तैयार है? मुझे कोई नजर नहीं आ रहा। यूक्रेन को NATO सदस्यता की गारंटी देने के लिए कौन तैयार है? हर कोई डरता है। हम अकेले यूक्रेन की रक्षा कर रहे हैं।’

यूक्रेन पर रूस का हमला शीत युद्ध के बाद की दुनिया के बारे में कई जरूरी सवाल खड़े करता है। यह दुनिया की सबसे ताकतवर सेनाओं के बीच शक्ति संतुलन से भी संबंधित है। क्या अमेरिकी राष्ट्रपति जो बायडेन के नेतृत्व में पश्चिमी देश पुतिन के रुख से डर गए हैं? क्या रूस और चीन के गठजोड़ ने दुनिया का समीकरण बदल दिया है? रूस के खिलाफ धमकी भरे बयान देने के बाद अमेरिका और NATO ने यूक्रेन की रक्षा के लिए सेना भेजने से इनकार क्यों कर दिया?

पुतिन अपने मकसद को लेकर बिल्कुल स्पष्ट हैं। वह कीव में वर्तमान सरकार को हटाकर एक कठपुतली सरकार बैठाना चाहते हैं। यूक्रेन पर बरसाए गए बमों और मिसाइलों ने आम नागरिकों को भारी नुकसान पहुंचाया है।

जो बायडेन रूस के खिलाफ प्रतिबंधों की घोषणा करके चैन से सो गए, ब्रिटेन के प्रधानमंत्री बोरिस जॉनसन भी पुतिन के खिलाफ बड़ी-बड़ी बातें करके चले गए, फ्रांस के राष्ट्रपति मैक्रॉन भी रूस को आंखें दिखाकर निकल गए, लेकिन बर्बाद कौन हुआ, किसको फर्क पड़ा?

यूक्रेन के मासूम, बेकसूर और बेगुनाह लोगों को, जो रूस के हमले के बाद बदहवास होकर इधर-उधर भाग रहे हैं, बंकरों में छिप रहे हैं। एक लाख से ज्यादा यूक्रेनी नागरिकों ने सुरक्षित ठिकानों के तलाश में अपने घरों से निकल चुके हैं और उनकी जीवनभर की कमाई मिट्टी में मिल गई है। उनके आशियाने उनकी आंखों के सामने ध्वस्त हो रहे हैं। यह एक बेवकूफाना जंग का नतीजा है।

अमेरिका की कमजोर प्रतिक्रिया से दुनिया को निराशा हुई है। अमेरिका के राष्ट्रपति जो बायडेन ने खुद ही बार-बार रूस को यूक्रेन पर हमले को लेकर चेतावनी दी थी, पुतिन को नतीजे भुगतने की बात कही थी। जो बायडेन लगातार बयानबाजी करते रहे, लेकिन जब पुतिन ने अपनी सेना को यूक्रेन में भेज दिया, उन्होंने और उनके सहयोगियों ने फैसला किया कि वे यूक्रेन में अपनी फौज नहीं भेजेंगे। इस समय यूक्रेन के लोग भगवान भरोसे हैं, रूसी सेना की दया पर निर्भर हैं।

दुनिया के कई शहरों में रूस के हमलों के खिलाफ प्रदर्शन शुरू हो गए हैं। न्यूयॉर्क, पेरिस और यहां तक कि रूस के सेंट पीटर्सबर्ग समेत कई शहरों में ये प्रदर्शन हुए हैं। सेंट पीटर्सबर्ग में कई प्रदर्शनकारियों को गिरफ्तार भी किया गया। दुनिया में कोई भी जंग नहीं चाहता। सच तो यह है कि रूस के लोग भी जंग नहीं चाहते। कई रूसियों का कहना है कि यह पुतिन की लड़ाई है, रूस के लोगों की नहीं। दुनियाभर में शांतिप्रिय लोग इस लड़ाई के जल्द से जल्द खत्म होने की प्रार्थना कर रहे हैं। जिन लोगों को शून्य से नीचे के तापमान में अपने घरों से भागना पड़ रहा है, जो बर्फ पर, सबवे में और बंकरों में सो रहे हैं, वे जल्द से जल्द लड़ाई को खत्म होते हुए देखना चाहते हैं।

इन आम लोगों का इस बेवकूफाना जंग से कोई लेना-देना नहीं है, लेकिन लड़ाई की वजह से उनके लोगों की जिंदगियां जा रही हैं, वे अपनों को खो रहे हैं। इस जंग की वजह से बच्चे अनाथ हो रहे हैं, माता-पिता के सामने उनकी औलादों की मौत हो रही है। दुनियाभर के लोग यूक्रेन के लोगों पर थोपी गई इस मुसीबत के लिए सहानुभूति जता रहे हैं।

मुसीबत की इस घड़ी में, मैं भारत सरकार द्वारा युद्धग्रस्त यूक्रेन से अपने नागरिकों को निकालने के लिए किए जा रहे प्रयासों की सराहना करना चाहता हूं। एयर इंडिया की 4 उड़ानें, 3 रोमानिया के लिए और एक हंगरी के लिए, भारतीय नागरिकों की घर वापसी के लिए उड़ान भर रही हैं। रूस के राष्ट्रपति पुतिन ने प्रधानमंत्री मोदी को व्यक्तिगत रूप से आश्वासन दिया है कि रूसी सेना को भारतीय नागरिकों की सुरक्षा सुनिश्चित करने के निर्देश दिए गए हैं। पोलैंड, हंगरी और रोमानिया में भारतीय वाणिज्य दूतावास के अधिकारी यूक्रेन से आए हमारे नागरिकों को बिना किसी दिक्कत के निकालने की व्यवस्था करने के लिए सक्रिय हैं।

एक सवाल यह भी है: आगे क्या? यह अब साफ हो गया है कि पुतिन पोजिशोन ऑफ स्ट्रेन्थ में पहुंचने के बाद ही यूक्रेन से बात करना चाहते हैं। वह कह चुके हैं कि सबसे पहले तो यूक्रेन घोषणा करे कि वह NATO में शामिल नहीं होगा, दूसरी बात कि यूक्रेन ऐलान करे कि वह ‘न्यूट्रल स्टैटस’ वाला मुल्क होगा और तीसरी ये कि यूक्रेन अपनी आर्मी को कम करे। इन तीनों शर्तों को मानने का मतलब होगा कि यूक्रेन हमेशा रूस के अंगूठे के नीचे रहेगा।

पहले दिन से ही रूस का मकसद यही था, इरादा यही था। पुतिन ने यह बात पहले भी कही थी कि यूक्रेन, अमेरिका और NATO के इशारे पर चल रहा था। अगर वह अपना रास्ता छोड़ देता है तो फिर रूस भी अपना शिकंजा हटा लेगा। एक बात साफ है कि पुतिन ने प्रेशर बनाया, और अब यूक्रेन को अपनी शर्तें मानने के लिए मजबूर करने के करीब पहुंच चुके हैं। दुनिया इन घटनाक्रमों पर नजर रखे हुए है।

The Russian armed forces closed in on Ukraine from north, east and south-east, as fighting continued for the third consecutive day. Its airborne forces, including paratroopers, have captured the Hostomel airport, 7 km outside capital Kyiv. Nearly 200 Russian helicopters were used to capture the airport, and in fierce fighting, Russia claimed to have killed nearly 200 Ukrainian Special Forces soldiers.

Russian media claimed that the southeastern city of Melitopol has been captured by Russian army, but the Mayor of the city has denied the report. There were videos of Russian armoured vehicles passing through the city streets. Russian army carried out an amphibious landing of naval infantry at a place between Melitopol and Mariupol.

The Ukrainian President Volodymyr Zelenskyy has said, 137 ‘heroes’, including 10 army officers, have been killed. On Saturday morning, there were horrific videos of a Russian missile destroying a big apartment block in capital Kyiv, with casualties still unknown. A kindergarten nursery was also hit in Russian attack, the Ukrainian ambassador to India alleged.

Experts said, Russian forces have so far occupied Chernobyl, parts of Kharkiv, Cherson and Mariupol, and are closing in on Kyiv and several other cities. Gun battles are going on in several localities of the capital Kyiv, with Ukrainian fighters taking on Russian soldiers. There were videos of gun battles near a station, 5 km away from the city center.

At the United Nations Security Council, a resolution moved by the US condemning Russian invasion of Ukraine was vetoed by Russia, while China, India and UAE abstained. India said, ‘dialogue is the only answer to settle differences and disputes, and regretted that the path of diplomacy has been given up.

On Friday night, Russia President Vladimir Putin called on the Ukrainian army to revolt against its President and political leadership. Putin called upon the Ukrainian army to remove its leaders from power, calling them “terrorists, drug addicts and neo-Nazis”. On the other hand, US, Canada, UK and European Union slapped sanctions against Putin and his foreign minister Sergey Lavrov, holding them directly responsible for the “unprovoked and unlawful invasion”. The EU unanimously agreed to freeze their assets.

The Ukrainian President Zelenskyy has rejected US President Joe Biden’s offer to evacuate Kyiv. Zelenskyy said, “the fight is here: I need ammunition, not a ride”, according to a senior American intelligence official.

There were heart breaking scenes of thousands of families, including children trying to enter Poland from Ukraine, with a 40 km long tail back of cars waiting. There were visuals of people walking on foot for more than ten hours under sub-zero temperature, with several families sleeping on ice. There were images of Ukrainian kids, with masks, sitting in rows inside the subway of Kiev Metro. One report said, there were more than 50,000 people homeless after Russia invaded Ukraine.

In my prime time show ‘Aaj Ki Baat’ on Friday night, we showed visuals of an apartment block destroyed by Russian missiles in Starobilsk in Luhansk breakway region. The entire residential block has been reduced to ruins in the missile attack. There were visuals of survivors looking for their near and dear ones in the rubble.

In our show, we also showed videos of how children and their parents shrieked in horror, soon after siren was sounded in capital Kyiv. A Russian bomber aircraft zooms in the sky, dropping bombs, and soon most of the apartments nearby are turned into rubble.

Though Russia may claim that its army is not targeting civilians, the situation on the ground is opposite. There are visuals of hundreds of people crammed into subways and bomb shelters, cowering in fright, as siren wails, and missiles drop from the sky. There were visuals of civilians running away in fear as Russian forces begin shelling near Obolon metro station in Kiev.

The emotional words of Ukrainian president Zelenskyy sound scary: “Our country has been left alone to fight the invading Russian army. Who is ready to fight alongside us? I don’t see anyone. Who is ready to give Ukraine a guarantee of NATO membership? Everyone is afraid. We are defending Ukraine alone.”

The Russian invasion of Ukraine raise several key questions about the post-Cold War order. It also relates to balance of power among the world’s mightiest armies. Has the West led by US President Joe Biden bowed to Putin’s brazen invasion? Has the Russia-China axis changed the balance of world powers? Why did the US and NATO countries refuse to send armies to defend Ukraine after making threatening statements against Russia?

Putin is clear about his motive. He wants to decapitate or dislodge the present government in Kiev and install a puppet government. The bombs and missiles that were rained on Ukraine has caused huge casualties for the common citizens.

Joe Biden may have gone to sleep after announcing sanctions against Russia daily, UK prime minister Boris Johnson may limit his actions to issuing bombastic statements against Putin, French President Macron may have disappeared from view after issuing threats to Russia, but who are the ultimate losers?

The innocent and helpless citizens of Ukraine, whose lives have turned topsy-turvy after the Russian invasion. More than a lakh Ukrainian have left their homes in search of security and safety, with their lifetime savings ruined. Their apartments have turned into rubble in front of their eyes. These are the consequences of a mindless war.

The world is disappointed over the feeble reaction from the US. It was the US President Joe Biden who had been threatening Russia to be ready to face the consequences if it invaded Ukraine, but when the crunch time came, Biden and his allies in the West decided not to send their armies to defend Ukraine. At this point of time, the people of Ukraine are at the mercy of an aggressive Russian army.

There have been worldwide anti-Russian protests in New York, Paris and other major cities, and even in St. Petersburg, Russia, where several protesters were later rounded up. Nobody in the world wants a war. Even the Russians do not want a war, with many Russians saying, it is Putin who is at war. Peace loving people across the world are praying for an early end to this invasion. Those who are fleeing their homes in sub-zero temperature, sleeping on ice, and inside subways and bomb shelters, want the war to end, immediately.

These commoners have nothing to do with this mindless war, but it is the war that is destroying their lives, and their near and dear ones. Children are being orphaned, parents are losing their sons and daughters. People across the world are sympathizing with Ukrainians for the miseries that have been heaped on them.

In this hour of crisis, I would like to appreciate the efforts being made by the Indian government to evacuate its citizens from war-torn Ukraine. Four Air India flights – three to Romania, and one to Hungary – are scheduled to operate for evacuating Indian citizens. Russian President Putin has given a personal assurance to Prime Minister Modi that instructions have been given to Russian forces to ensure the safety of Indian citizens. Indian consulate officials are active in Poland, Hungary and Romania to arrange smooth evacuation of our citizens who have crossed over from Ukraine.

There is also a question: What next? It is now clear that Putin wants to negotiate from a point of strength. He is already on record for having demanded that Ukraine must declare that it will not seek membership of NATO, two, it must announce that it will be a country in eastern Europe having ‘neutral status’, and three, it must reduce its army strength. It is not rocket science to understand that this would mean Ukraine will remain as a satellite to Russia.

This was Russia’s aim since day one. Putin has already said that Ukraine must stop following diktats from the US and NATO. It was towards this end that Putin and his army applied pressure, and are now on the verge of forcing Ukraine to accept its conditions. The world is watching these developments carefully.

इस वक्त पूरी दुनिया में तीसरे विश्व युद्ध का खौफ है। जिस तरह से रूस ने यूक्रेन पर हमला कर उसकी घेराबंदी की है उससे खतरा बढ़ गया है। पिछले दो दिनों में रूस ने जल थल, नभ तीनों मार्ग से यूक्रेन पर हमला बोल दिया । साथ ही रूसी सेना ने यूक्रेन के कई शहरों को निशाना बनाया है। रूस की सेना यूक्रेन के काफी अंदर दाखिल हो चुकी है। इस हमले से कई शहरों में बड़े पैमाने पर तबाही हुई है। रूस के टैंक यूक्रेन की राजधानी कीव की तरफ बढ़ रहे हैं लेकिन बॉर्डर से आधे रास्ते तक की दूरी तय करने के बाद इवानकोव के पास उन्हें रोक दिया गया है।

यूक्रेन की राजधानी और अन्य शहरों पर रूसी सेना के बैलिस्टिक मिसाइलों से हुए हमले के भयावह दृश्य को पूरी दुनिया के लोगों ने देखा। शुक्रवार की सुबह रूसी सेना ने राजधानी कीव पर रॉकेट से हमले किए। यूक्रेन के विदेशी मंत्री ने इस हमले को ‘भयानक’ बताया। उन्होंने कहा कीव में इस तरह के हमले 1941 में हुए थे जब दूसरे विश्व युद्ध के दौरान जर्मन नाजी सेना ने आक्रमण किया था।

रूस और यूक्रेन की सेनाओं के बीच सूमी रीजन के ट्रॉस्ट्यानेट्स और अख़्तिरका में भीषण लड़ाई जारी है, वहीं खारकीव में भी दोनों सेनाओं के बीच जंग जारी है। रूसी सेना ने चेरनोबिल परमाणु ऊर्जा संयंत्र पर कब्जा कर लिया है। साथ ही राजधानी कीव और कई अन्य शहरों में रूसी सेना दाखिल हो रही है। रूस की वायुसेना ने विलकोवो और तिरस्पोल पर हवाई हमले किए। वहीं पश्चिमी यूक्रेन में रूसी सेना ने स्टारोबिल्स्क में भारी गोलाबारी की जिससे बड़े पैमाने पर नुकसान हुआ है। यूक्रेन के शहर गोलियों की आवाज और धमाकों से हिल गए हैं। रूसी हमले के खौफ के चलते एक लाख से ज्यादा लोगों ने यूक्रेन के शहरों से पलायन शुरू दिया है।

यूक्रेन के राष्ट्रपति के मुताबिक, रूस के हमले में यूक्रेन के सैनिकों समेत कम से कम 137 लोगों की मौत हुई है और 316 लोग घायल हुए हैं। हमले के पहले दिन रूस ने दावा किया कि उसकी सेना ने यूक्रेन के अंदर 83 टारगेट को नष्ट कर दिया। वहीं यूक्रेन का दावा है कि उसकी सेना ने खारकीव के पास रूस के चार टैंकों को तबाह कर दिया और लुहान्सक में रूस के 50 सैनिकों को मार गिराया। साथ ही यूक्रेन के पूर्वी हिस्से में रूस के छह विमानों को मार गिराने का भी दावा किया। हालांकि इन सभी दावों को स्वतंत्र रूप से अभी तक वेरिफाई नहीं किया जा सका है। उधर रूस समर्थित अलगाववादियों ने दावा किया है कि उन्होंने यूक्रेन के दो विमानों को मार गिराया।

वहीं अमेरिका ने अपनी सेना को यूक्रेन में नहीं भेजने का फैसला किया है। गुरुवार की रात अमेरिकी राष्ट्रपति जो बायडेन ने कहा- ‘हमारी सेना यूक्रेन में रूस से नहीं लड़ेगी, अमेरिका पूरी ताकत से नाटो क्षेत्र की रक्षा करेगा।’ बायडेन ने अमेरिका में रूस की सभी प्रॉपर्टीज को फ्रीज करने का ऐलान किया। साथ ही चार और रूसी बैंकों पर भी प्रतिबंध लगाने की घोषणा की।

बायडेन ने रूसी हमले को पूर्व नियोजित बताते हुए आरोप लगाया कि रूस के राष्ट्रपति पिछले कई महीनों से इस हमले की योजना बना रहे थे। उन्होंने कहा, वैश्विक अर्थव्यवस्था का हिस्सा बनने के लिए डॉलर, यूरो, पाउंड और येन में व्यापार करने की रूस की क्षमता को अमेरिका सीमित कर देगा। बायडेन ने कहा-‘पुतिन हमलावर हैं, पुतिन ने युद्ध को चुना, उन्हें और उनके देश को इसका परिणाम भुगतना होगा।’

इधर, दिल्ली में गुरुवार को यूक्रेन के राजदूत ने इस संकट को खत्म करने के लिए प्रधानमंत्री नरेंद्र मोदी से मदद मांगी। मोदी ने सुरक्षा मामलों की कैबिनेट कमेटी की बैठक के बाद गुरुवार रात राष्ट्रपति पुतिन से टेलिफोन पर बात की। मोदी ने पुतिन से अपील की कि तत्काल हिंसा पर विराम लगाया जाय और सभी पक्ष कूटनीतिक बातचीत और संवाद की राह पर लौटें, इसके लिए ठोस प्रयास किये जाएं।

इसके साथ ही मोदी ने पुतिन से कहा कि भारत यूक्रेन में रह रहे अपने नागरिकों की सुरक्षा को लेकर चिंतित है। खासतौर से छात्रों के लिए जो वहां पढ़ने गए हैं । मोदी ने कहा उन्हें वहां से सुरक्षित निकालने के प्रयासों को भारत सर्वोच्च प्राथमिकता देता है । पुतिन ने प्रधानमंत्री मोदी को बताया कि आखिर किन कारणों से उन्हें सैन्य कार्रवाई करने का आदेश देना पड़ा। पुतिन ने कहा कि ‘डोनबास (पूर्वी यूकैन से अलग होने वाले क्षेत्रों) में यूकैन के सैनिकों ने वहां के खिलाफ आक्रामक कार्रवाई’ की है। पुतिन ने पीएम मोदी से कहा, ऐसी परिस्थितियों में, यूक्रेन के इलाके में अमेरिका तथा नाटो की सैन्य गतिविधियों का जारी रहना रूस के लिए अस्वीकार्य था और इसी कारण एक विशेष सैन्य अभियान शुरू करने का फैसला लिया गया।

गुरुवार की देर रात अमेरिकी विदेश मंत्री एंटनी ब्लिंकन और रूसी विदेश मंत्री सर्गेई लावरोव ने भारत के विदेश मंत्री एस. जयशंकर ने टेलीफोन पर बातचीत की। जयशंकर ने दोनों विदेश मंत्रियों से कहा कि इस संकट के समाधान के लिए बातचीत और कूटनीति के जरिए आगे बढ़ना ही सबसे अच्छा तरीका है।

इस वक्त यूक्रेन में जमीनी हालात बिल्कुल स्पष्ट हैं। अमेरिका और उसके नाटो सहयोगी रूस को चेतावनी देते रहे, बयान जारी करते रहे लेकिन जब रूस ने यूक्रेन पर हमला किया तो उसकी मदद के लिए अपने सैनिकों को भेजने से परहेज किया। अब तक अमेरिका और उसके सहयोगी देशों ने केवल एक ही ठोस कदम उठाया है और वह है, रूस के खिलाफ व्यापक आर्थिक प्रतिबंध। अमेरिका के राष्ट्रपति बायडेन ने नाटो देशों की एक वर्चुअल मीटिंग बुलाई है, लेकिन इस बात की संभावना नहीं है कि रूसी सेना से मुकाबले के लिए नाटो की सेना यूक्रेन में दाखिल होगी।

अगर यूक्रेन और रूस की तुलना की जाए तो रूस के आगे यूक्रेन की ताकत बहुत कम है। यूक्रेन के पास कुल दो लाख सैनिक हैं जबकि रूस के पास 8.5 लाख सैनिक हैं। रूस के पास 544 अटैक हेलिकॉप्टर हैं, जबकि यूक्रेन के पास केवल 34 अटैक हेलिकॉप्टर हैं। वायुसेना की बात करें तो पहले से ही रूस की वायुसेना बेहतर है। टैंकों की बात करें तो रूस के पास 12,420 टैंक हैं जबकि यूक्रेन के पास करीब 2,500 टैंक हैं। युद्धपोत में भी यूक्रेन का रूस से कोई मुकाबला नहीं है। रूस के पास 772 युद्धपोत हैं, जबकि यूक्रेन के पास 73 हैं। रूस के पास एक विमानवाहक पोत, 15 डिस्ट्रॉयर (विध्वंसक) और 70 पनडुब्बी है जबकि यूक्रेन के पास न तो विमानवाहक पोत है, न डिस्ट्रॉयर है और न ही पनडुब्बी है।

यूक्रेन के मसले पर चीन ने खुले तौर पर रूस का पक्ष लिया है। इतना ही चीन ने इस संकट के लिए अमेरिका को जिम्मेदार ठहराया है। उसने आरोप लगाया कि अमेरिका यूक्रेन को हथियार देकर तनाव बढ़ाने की कोशिश कर रहा है। चीन ने इसे रूस का हमला कहने से भी इनकार कर दिया है।

संयुक्त राष्ट्र सुरक्षा परिषद से इस मामले में बहुत उम्मीद नहीं की जा सकती क्योंकि रूस और चीन दोनों के पास वीटो पावर है। यूक्रेन ने भारत से मदद मांगी जो नरेंद्र मोदी के मजबूत नेतृत्व और दुनिया में भारत की बढ़े हुए प्रभाव का सबूत है। लेकिन भारत के लिए अमेरिका और रूस में से किसी एक को चुनना बेहद मुश्किल है। रूस भारत का पुराना और परखा हुआ दोस्त है वहीं अमेरिका भारत का नया और बड़ा पार्टनर है। अमेरिका हिंद-प्रशांत क्षेत्र में भारत का रणनीतिक साझेदार है। अमेरिका और भारत के संबंध नई ऊंचाई पर पहुंच गए हैं।

भारत को अब दोनों विश्व शकर्तियों के बीच संतुलन बनाना होगा। भारत का फिलहाल फोकस यूक्रेन में फंसे करीब 20 हजार भारतीयों को सुरक्षित बाहर निकालने पर है। गुरुवार की रात को ‘आज की बात’ शो में हमने उन महिलाओं को अपने बेटे और बेटियों की सुरक्षा के लिए रोते हुए दिखाया जो इस वक्त यूक्रेन में हैं। यूक्रेन में फंसे भारतीयों की मुसीबत समझी जा सकती है। उनके परिवारों का दर्द और चिंता भी जायज है लेकिन हालात ऐसे हैं, कि कोई चाहकर भी कुछ नहीं कर सकता। इन छात्रों की सहायता के लिए पूर्वी यूरोप में भारतीय दूतावासों ने हेल्पलाइन खोली है। छात्रों को भारत सरकार पर भरोसा करना चाहिए। मुझे याद है कि यमन में जब हालात बेहद बुरे थे तब प्रधान मंत्री मोदी ने अपने मंत्री रिटायर्ड जनरल वी. के. सिंह को वहां भेजा था । जनरल वी के सिंह अपनी जान मुसीबत में डालकर सभी भारतीयों को सुरक्षित वापस लेकर आए थे।

यूक्रेन संकट का असर पूरी दुनिया की अर्थव्यवस्था पर दिखने लगा है। रूस के हमले के बाद दुनियाभर के शेयर बाजार में हाहाकार मच गया है। कच्चे तेल की कीमत में भारी उछाल आया है। इसका सीधा असर आने वाले दिनों में पेट्रोल-डीजल की कीमत पर पड़ेगा। भारत में इसके गंभीर परिणाम होंगे और ऐसे संकेत हैं कि ईंधन की कीमतें मार्च के पहले सप्ताह तक बढ़ सकती हैं।

दरअसल, रूस ने यूक्रेन में अपनी सैन्य शक्ति का ट्रेलर दिखाया है। सैन्य नीति के जानकारों के मुताबिक रूस के पास जो फौजी ताक़त है उसके आगे यूक्रेन की सेना का कोई मुकाबला नहीं है। अगर रूस चाहे तो चौबीस घंटे में यूक्रेन पर कब्जा कर सकता है लेकिन उसने ऐसा नहीं किया। पुतिन ने इसे ‘स्पेशल ऑपरेशन’ का नाम दिया। साथ ही पुतिन ने यह भी कह दिया कि उन्हें अमेरिका और यूरोपीय यूनियन के एक्शन की फिलहाल कोई परवाह नहीं है। पुतिन का मकसद है नाटो की सेनाएं उनके दरवाजे तक न आएं। क्योंकि रूस के दबाव को कम करने के लिए यूक्रेन नाटो का सदस्य बनने की कोशिश कर रहा था और पुतिन नहीं चाहते कि यूक्रेन नाटो का सदस्य बने।

पुतिन इस बात पर अड़े हुए हैं कि यूक्रेन इस बात का ऐलान करे कि वह कभी नाटो का सदस्य नहीं बनेगा। पुतिन का यह दबाव एक सीमित उद्देश्य के लिए है ताकि नाटो की सैन्य शक्ति रूस के आसपास नहीं पहुंच पाए। पुतिन इस बात का भी फायदा उठा रहे हैं कि उनसे डील करने के तरीकों में जर्मनी और फ्रांस जैसे यूरोपीय देशों में मतभेद हैं। लेकिन इसके साथ पुतिन यह भी जानते हैं कि रूस की सैन्य ताकत चाहे जितनी हो उसकी इकोनॉमिक पावर इतनी नहीं है कि अमेरिकी और यूरोप के प्रतिबंधों को ज्यादा वक्त तक बर्दाश्त कर सकें।

आर्थिक तौर पर पुतिन ज्यादा लंबे वक्त तक लड़ाई नहीं लड़ सकते। इसलिए लगता है कि दबाव बनाने और यूक्रेन में घुसने के बाद वो सौदेबाजी करेंगे। सौदा यही होगा कि नाटो की सेनाएं रूस के आसपास से लौट जाएं और बदले में पुतिन की फौज यूक्रेन से वापस लौट जाए। इस वक्त तो यही लगता है। लेकिन जब जंग शुरू होती है तो इसके एक्सक्लेशन (फैलने और लंबा खिंचने) की संभावना बनी रहती है। एक जरा सी गलती जंग की आग को भड़का सकती है। इसलिए अभी वेट एंड वॉच की स्थिति रखनी होगी। इससे ज्यादा कहना जल्दीबाजी होगी।
