2 सितंबर 2022, हर हिन्दुस्तानी के लिए गर्व का दिन है। इस दिन भारत दुनिया के उन देशों में शामिल हो गया जिनके पास एयरक्राफ्ट कैरियर बनाने का हुनर, हौसला, ताकत और काबिलियत है। इस नेवी को देश का पहला स्वदेशी एयरक्राफ्ट कैरियर मिल गया। प्रधानमंत्री नरेंद्र मोदी ने आईएनएस विक्रांत को राष्ट्र को समर्पित कर दिया। अमेरिका, ब्रिटेन, रूस, चीन और फ्रांस के बाद भारत छठा देश है, जिसने स्वदेशी एयरक्राफ्ट कैरियर बनाया है। दूसरी बात ये रही कि भारतीय नौसेना के झंडे से गुलामी के एक बोझ को हटा दिया गया। नौसेना के झंडे से औपनिवेशिक शासन का प्रतीक सेंट जॉर्ज क्रॉस को हटाकर उसकी जगह मराठा सम्राट शिवाजी महाराज से प्रेरित नौसेना के नए झंडे का अनावरण किया गया।

आईएनएस विक्रांत को 20 हजार करोड़ की लागत से 13 वर्षों में तैयार किया गया है। इसके निर्माण में स्वदेशी सामग्री और कौशल का इस्तेमाल किया गया है। यह प्रधानमंत्री मोदी के आत्मनिर्भर भारत का एक शानदार प्रमाण है। यह भारत के उभरते रक्षा क्षेत्र की ताकत और क्षमता को प्रदर्शित करता है। इसमें मिलिट्री ग्रेड स्टील का उपयोग किया गया है। इस एयरक्राफ्ट कैरियर में 76 प्रतिशत सामान ऐसा लगा है जो भारत में ही बना है। विक्रांत को बनाने में बड़ी कंपनियों के अलावा सौ से भी ज़्यादा छोटी भारतीय कंपनियों ने भी अपनी भूमिका अदा की है।

आईएनएस विक्रांत पर एक वक्त में 20 फाइटर जेट्स, 10 हेलीकॉप्टर, 32 मिसाइलें और 4 AK-320 तोपें तैनात रहेंगी। यह समुद्र में दूर-दूर तक दुश्मन पर निशाना साधने में सक्षम होंगी। इस एयरक्राफ्ट कैरियर पर मिग-29K के साथ-साथ, MH-60 और कामोव-31 हेलीकॉप्टर भी तैनात रहेंगे। यह एयरक्राफ्ट सार्वजनिक क्षेत्र की कंपनी भारत हेवी इलेक्ट्रिकल्स द्वारा विकसित अत्याधुनिक संचार और इलेक्ट्रॉनिक वारफेयर सिस्टम से लैस है।

आईएनएस विक्रांत समंदर में तैरता हवाई अड्डा है। इसकी लंबाई 262 मीटर, चौड़ाई 62 मीटर और ऊंचाई 59 मीटर है। भारतीय नौसेना के बेड़े में सबसे जटिल एकीकृत प्लेटफार्म प्रबंधन प्रणाली (आईपीएमएस) विक्रांत के पास है। आईएनएस विक्रांत का हैंगर बे फुटबाल के दो मैदानों के बराबर है। इसके डेक पर 12 फाइटर जेट और 6 हेलिकॉप्टर पार्क किए जा सकते हैं। यह एयरक्राफ्ट कैरियर समुद्र में 400 किमी तक के दायरे में पैनी नजर रख सकता है। यह विमान भेदी तोपों और मिसाइलों से पूरी तरह लैस है। इसमें कुल 2300 कंपार्टमेंट हैं जिसमें एक वक़्त में 1700 नौसैनिक और अधिकारी रह सकते हैं। दरअसल यह अपने आप में तैरता हुआ एक मिलिट्री बेस है जो एंटी सबमरीन और एंटी सरफेस वारफेयर सिस्टम से लैस है।

टेक ऑफ और लैंडिंग के लिए विक्रांत के डेक पर दो रनवे है। एक रनवे लंबा है जबकि दूसरा छोटा है। 16 बेड का हॉस्पिटल है और तीन किचन हैं जहां कम से 5000 लोगों का भोजन हर रोज बनाया जा सकता है। भारत इलेक्ट्रॉनिक्स लिमिटेड, बीएचईएल (भेल), हिंदुस्तान एयरोनॉटिक्स लिमिटेड, गार्डन रीच शिपबिल्डर्स एंड इंजीनियर्स, कोचीन शिपयार्ड लिमिटेड, मिश्र धातु निगम, टाटा एडवांस्ड सिस्टम्स, केल्ट्रोन, लार्सन एंड टुब्रो, वार्टसिला इंडिया, जॉनसन कंट्रोल्स इंडिया और किर्लोस्कर ने इस स्वदेशी एयरक्राफ्ट कैरियर के निर्माण में भागीदारी की।

वहीं अमेरिका के पास दुनिया का सबसे बड़ा एयरक्राफ्ट कैरियर यूएसएस जेराल्ड आर. फोर्ड है। यह 337 मीटर लंबा और 78 मीटर चौड़ा है। एक लाख टन वज़न वाले इस एयरक्राफ्ट कैरियर पर एक वक़्त में साढ़े चार हज़ार से ज्यादा सैनिक और 80 फाइटर प्लेन तैनात होते हैं। इसकी तुलना में चीन का पहला स्वदेशी एयरक्राफ्ट कैरियर फुजियान 316 मीटर लंबा और 76 मीटर चौड़ा है। इसका वज़न 80 हज़ार टन से ज़्यादा है। चीन ने इस एयरक्राफ्ट कैरियर को जून में लॉन्च किया था। फिलहाल इस एयरक्राफ्ट कैरियर की फिटिंग की जा रही है। चीन के इस एयरक्राफ्ट कैरियर पर एक वक़्त में 40 से ज़्यादा फाइटर प्लेन तैनात किए जा सकेंगे।

अपने संबोधन में प्रधानमंत्री मोदी ने कहा, विक्रांत विशाल है, विराट है, विहंगम है। यह आजादी के अमृत महोत्सव का अतुलनीय अमृत है। यह अपने उद्देश्यों को प्राप्त करने के लिए भारत की दृढ़ इच्छा शक्ति को दर्शाता है। मोदी ने कहा-‘यह विश्व क्षितिज पर भारत के बुलंद होते हौसलों की हुंकार है। हम अपने स्वतंत्रता सेनानियों के सपने को साकार कर रहे हैं, जिन्होंने एक सक्षम और मजबूत भारत की कल्पना की थी। विक्रांत हमारे सामने आने वाली चुनौतियों को भारत का जवाब है।’

पीएम मोदी ने गार्ड ऑफ ऑनर का निरीक्षण किया और डेक से हेलिकॉप्टरों के फ्लाइ पास्ट को देखा। इसमें कोई संदेह नहीं कि आईएनएस विक्रांत के भारतीय नौसेना में शामिल होने से उसकी ताकत और क्षमता कई गुना बढ़ जाएगी। हिंद-प्रशांत क्षेत्र में भारत का प्रभाव बढ़ेगा। विक्रांत दुश्मन को डुबाने में बहुत बड़ी शक्ति साबित होगा। यही वजह है कि शुक्रवार को मोदी ने कहा, ‘आज भारत के लिए कोई भी चुनौती बहुत कठिन नहीं है। विक्रांत ने हमें एक नए आत्मविश्वास से भर दिया है।’

मोदी ने नेवी के लिए भारत के रणनीतिक दृष्टिकोण के बारे में भी बताया। मोदी ने कहा, ‘हम एक स्वतंत्र, खुले और समावेशी इंडो-पैसिफिक में विश्वास करते हैं। जैसे-जैसे भारत तेजी से 5 ट्रिलियन डॉलर की अर्थव्यवस्था की ओर बढ़ेगा, वैश्विक व्यापार में हमारी हिस्सेदारी बढ़ेगी। वैश्विक व्यापार का एक बड़ा हिस्सा समुद्री मार्गों के माध्यम से होगा। ऐसी स्थिति में आईएनएस विक्रांत महत्वपूर्ण होगा क्योंकि यह हमारी सुरक्षा करने के साथ ही आर्थिक हितों की भी रक्षा करेगा। एक मजबूत भारत एक शांतिपूर्ण दुनिया का मार्ग भी प्रशस्त करेगा।’

पीएम मोदी ने भारतीय नौसेना के नए झंडे का अनावरण किया जो आकार में अष्टकोणीय है। यह छत्रपति शिवाजी महाराज के शाही प्रतीक चिन्ह से प्रेरित है। इस तरह आधिकारिक तौर पर पहली बार स्वीकार किया गया कि शिवाजी आधुनिक भारतीय नौसेना के जनक थे। शिवाजी ने 1658-59 में अपनी नौसेना के लिए जहाजी बेड़ों का निर्माण किया।उन्होंने पुर्तगाली और स्थानीय विशेषज्ञों की मदद से 50 से अधिक लड़ाकू जहाजों का निर्माण किया था। ये गनबोट हल्की-फुल्की और तेज गति वाली नावें थीं। 1674 में उनके राज्याभिषेक के समय, उनके बेड़े में लगभग 700 जहाज थे।

नौसेना के नए ध्वज का अनावरण करते हुए पीएम मोदी ने कहा, ‘भारतीय नौसेना के झंडे पर अब तक गुलामी की पहचान बनी हुई थी। लेकिन आज से छत्रपति शिवाजी से प्रेरित होकर नौसेना का नया झंडा समुद्र और आसमान में लहराएगा।’ लाल रंग का सेंट जॉर्ज क्रॉस आजादी के बाद से ही भारतीय नौसेना के झंडे का हिस्सा रहा है। इसे अब हटा दिया गया है। 2001 में प्रधान मंत्री अटल बिहारी वाजपेयी ने सेंट जॉर्ज क्रॉस को हटा दिया था लेकिन तीन साल बाद जब यूपीए सरकार सत्ता में आई तब उस समय के प्रधान मंत्री डॉ. मनमोहन सिंह ने सेंट जॉर्ज क्रॉस को वापस झंडे में शामिल कर लिया था। आखिरकार शुक्रवार को नरेंद्र मोदी ने इसे इतिहास के डिब्बे में डाल दिया।

जरा सोचिए, नौसेना को अंग्रेजों की निशानी से निजात दिलाने में 75 साल लग गए। नए अष्टकोणीय आकार का नीला रंग का झंडा छत्रपति शिवाजी महाराज के राज चिन्ह से प्रेरणा लेकर बनाया गया है। इसमें एक और नई चीज जोड़ी गई है वो है नौसेना का आदर्श वाक्य-श नो वरुण: । इसका अर्थ है ‘जल के देवता हमारे लिए शुभ हों।’

सेंट जॉर्ज क्रॉस भारत में औपनिवेशिक या गुलामी के शासन के प्रतीकों में से एक था। अंग्रेजों ने 200 साल हमारे देश पर राज किया। हमें आपस में लड़वाया और हमारे इतिहास को मिटाने की कोशिश की। अपनी शिक्षा नीति के जरिए गुलाम बनाने की कोशिश की। ‘वंदे मातरम’ और ‘भारत माता की जय’ कहने वालों पर दमन चक्र चलाया लेकिन न तो वे भारत को मिटा पाए और न ही भारतीयता को।

लेकिन एक कड़वा सच है यह भी है कि हमने अंग्रेजों से लड़कर आज़ादी तो हासिल कर ली पर बरसों के अंग्रेजों के शासन के कुछ निशान आज भी बाकी हैं। आजादी के 75 साल बाद भी गुलामी के बहुत सारे प्रतीक मौजूद हैं और सबसे बड़ा प्रतीक है अंग्रेजों की दी हुई मानसिकता।

मैं नरेंद्र मोदी की इस बात के लिए तारीफ करूंगा कि उन्होंने बार-बार लोगों को याद दिलाया कि हमें अंग्रेजों की दी हुई इस मानसिकता से मुक्ति पानी है। हमें अपने आप पर, अपनी विरासत पर और अपनी संस्कृति पर गर्व करना है इसीलिए ‘वोकल फॉर लोकल’ और ‘आत्मनिर्भर भारत’ जैसे नारों की जरूरत पड़ी। इसलिए सेंट जॉर्ज क्रॉस का हटाया जाना गुलामी की मानसिकता को तोड़ने की तरफ एक कदम है। शुक्रवार को जब शिवाजी का प्रतीक लहराया तो सबको इस पर मान होना चाहिए था। मुझे ये देखकर हैरानी हुई कि हमेशा शिवाजी का नाम लेने वाले एनसीपी सुप्रीमो शरद राव पवार और शिवसेना प्रमुख उद्धव ठाकरे जैसे नेताओं ने भी नौसेना के नए झंडे में छत्रपति शिवाजी महाराज के शिवमुद्रा निशान को लेकर कुछ नहीं कहा।

आईएनएस विक्रांत का समुद्र में उतरना भारत की आत्मनिर्भरता का प्रतीक है। यही आत्मनिर्भरता भारत को आत्मगौरव की तरफ ले जाएगी और बिना आत्मगौरव के कोई भी देश दुनिया की महाशक्ति नहीं बन सकता।

September 2, 2022 was a day of pride for every Indian. After Prime Minister Narendra Modi commissioned India’s first indigenous aircraft carrier INS Vikrant in Kochi, India joined the select club of nations that build their own aircraft carriers. India is the sixth country after US, UK, Russia, China and France, which have built indigenous aircraft carriers. Secondly, the last vestige of colonial rule (St. George’s Cross) was removed from the ensign of Indian Navy. It was replaced by a new ensign inspired by the seal of Maratha emperor Shivaji Maharaj.

INS Vikrant, built at a cost of Rs 20,000 crore in 13 years, with fully indigenous material and skill, is a glowing testimonial to Prime Minister Modi’s push towards Atmanirbhar Bharat. It showcases the might and capability of the emerging Indian defence sector. Using military grade steel, nearly 76 per cent of the components of the carrier have been developed in India by defence public sector units, top private companies and over 100 medium and small scale units.

INS Vikrant can operate 20 aircraft like Mig-29K fighter jets, Kamov-31 and MH-60R multi-role helicopters, apart from advanced light helicopters. It has state-of-the-art communication and electronic warfare systems developed by public sector company Bharat Heavy Electricals.

Vikrant has the most complex Integrated Platform Management System (IPMS) in the entire Indian naval fleet. It is 262 metre long, 59 metre tall and 62 metre wide and its hangar bay is the size of two large football fields. 12 fighter jets and six helicopters can be parked on the carrier’s deck. The aircraft carrier can keep an eagle’s eye on a radius of nearly 400 km on high seas. It is fitted with anti-aircraft guns and missiles. There are 2,300 compartments in the ship which can house nearly 1,700 officers and other ranks of the Navy. The carrier can operate 20 fighter jets, 10 helicopters, 32 missiles, and is equipped with 4 AK-320 anti-aircraft guns. It is practically a floating military base equipped with anti-submarine warfare system and anti-surface warfare systems.

There are two runways, one long and the other short, on the deck for takeoff and landing. It has a 16-bed hospital and three galleys where at least 5,000 meals can be made every day with electrical appliances. Bharat Electronics Ltd, BHEL, Hindustan Aeronautics Ltd, Garden Reach Shipbuilders and Engineers, Cochin Shipyard Ltd, Mishra Dhatu Nigam, Tata Advanced Systems, Keltron, Larsen & Toubro, Wartsila India, Johnson Controls India and Kirloskar took part in building this indigenous aircraft carrier.

In comparison, USS Gerald R. Ford is presently the word’s biggest aircraft carrier, 337 m long and 78 m wide, weighing 1 lakh tonne and carrying more than 40,000 marines and 80 fighter planes. China’s biggest aircraft carrier is Fujian, which is 316 m long and 76 m wide, weighs more than 80,000 tonnes. It was launched in June and is presently undergoing fitting process. It can carry more than 40 fighter planes.

In his address, Prime Minister Modi said, Vikrant is massive, distinguished and special, it is the nectar (amrit) of our Amrit Mahotsav, it is reflects India’s strong will power to achieve its objectives. “It is a tribute to the rising spirits of India on the global horizon. We are realizing the dream of our freedom fighters, who envisioned a capable and strong India. Vikrant is India’s answer to the challenges that we face”, Modi said.

Modi inspected guard of honour and watched a fly past by helicopters from the deck. Undoubtedly, the induction of INS Vikrant will act as a force multiplier for the strength and capability of Indian navy. India can seek dominance in Indo-Pacific region and the carrier can act as a big deterrent for our enemies. That is why, Modi said on Friday, “No challenge is too difficult for India today. Vikrant has filled us with a new confidence”.

Modi also outlined India’s strategic vision for its blue water navy. “We believe in a free, open and inclusive Indo-Pacific. As India moves rapidly towards a $5 trillion economy, our share in global trade will increase. A large part of it will inevitably be through maritime routes. In such a situation, INS Vikrant will be crucial as it will safeguard our security and economic interests…A strong India will also pave the way for a peaceful world”, Modi said.

Modi unveiled Indian Navy’s new ensign that is octagonal in shape. It is inspired by the royal insignia of Chhatrapati Shivaji Maharaj, and it officially acknowledges for the first time that Shivaji was the progenitor of the idea of a modern Indian navy. Shivaji built his fleet of naval vessels in 1658-59, and at the peak of his power, he had built more than 50 combat vessels, with the help of Portuguese and local experts. These were gun boats, and lightly-built, but speedy boats. At the time of his coronation in 1674, he had around 700 vessels in his fleet, counting the number of trade vessels.

While unveiling the new ensign, Modi said, “Till now, the identity of slavery remained on the flag of Indian Navy. But from today onwards, inspired by Chhatrapati Shivaji, the new Navy flag will fly in the sea and in the sky.” The red coloured St George’s cross had been part of the ensign of Indian Navy since independence. This has now been done away with. In 2001, Prime Minister Atal Bihari Vajpayee had removed the St. George’s Cross, but three years later, the UPA government’s Prime Minister Dr Manmohan Singh brought back the Cross. It was finally consigned to the bin of history on Friday by Narendra Modi.

It took 75 years to remove the last vestige of colonial rule. The new octagonal shaped blue coloured ensign is inspired from Shivaji’s ceremonial insignia, and the Indian Navy’s motto “Sha No Varunah” has been added to the ensign. It means, “May the God of Seas be auspicious for us”.

St. George’s Cross was one of the symbols of colonial rule in India. St George was a Christian crusader in Europe. For nearly two centuries, the British ruled India, they pursued the policy of ‘divide and rule’ and enslaved us. They tried to make changes in our history, culture and education system. They used the instrument of Macaulay’s education policy to enslave us in mind and spirit. They oppressed those who chanted the slogans of ‘Vande Mataram’ and ‘Bharat Mata Ki Jai’. But they could not stamp out our culture, nor our Indian identity.

It is also a bitter truth that though we won freedom after a long struggle, we did not get rid of all the vestiges of colonial rule during the last 75 years. There are still many symbols of slavery present in India. The biggest vestige of slavery still left is the mindset that the British rulers had given us.

I would like to applaud Narendra Modi for telling the people of India to get rid of this mental slavery. We must have pride in our great heritage, our culture and our traditions. It was Modi who gave us the slogans ‘Vocal for Local’ and ‘Atmanirbharta’. I was surprised why NCP supremo Sharad Pawar and Shiv Sena chief Uddhav Thackeray did not say a word on Friday, when the ‘Shiva Mudra’ (seal of Shivaji) was adopted as inspiration for the new naval ensign.

The commissioning of INS Vikrant is a big symbol of India’s march towards ‘Atmanirbharta’. It is through self-reliance that we can gain ‘Atma Gourav’ (self-pride). Without Atma Gourav, India can never become a super power.

उत्तर प्रदेश के सभी गैर-मान्यता प्राप्त मदरसों का सर्वे करने के राज्य सरकार के निर्देश पर कई मुस्लिम नेताओं ने आपत्ति जताई है। इस कदम का मकसद छात्रों, शिक्षकों और कर्मचारियों की संख्या, सिलेबस और किसी भी गैर सरकारी संगठन के साथ इन मदरसों के लिंक के बारे में जानकारी जुटाना है।

यह सर्वे 5 अक्टूबर तक पूरा हो जाएगा। यह सर्वे SDM, बेसिक शिक्षा अधिकारी और जिला-स्तरीय अल्पसंख्यक मामलों के अधिकारी की टीमों द्वारा किया जाएगा। टीमें अपनी सर्वे रिपोर्ट ADM को सौंपेंगी, जो बाद में इसे DM को भेजेंगे। निर्देश में कहा गया है कि जिलाधिकारी को 25 अक्टूबर तक सर्वे रिपोर्ट सरकार को देनी होगी।

योगी आदित्यनाथ की सरकार ने इस सर्वे को कराने के पांच मकसद बताए हैं।

पहला, सरकार यह पता लगाना चाहती है कि पूर् प्रदेश में कितने ऐसे मदरसे हैं, जिन्हें सरकारी मान्यता नहीं मिली है। दूसरा, इन मदरसों में कितने बच्चे पढ़ रहे हैं और उन्हें पढ़ाने के लिए जरूरी सुविधाएं उपलब्ध हैं या नहीं। तीसरा, मदरसे में छात्रों की संख्या के लिहाज से जरूरी कक्षाएं और शिक्षक हैं या नहीं और बच्चों के बैठने का पूरा इंतजाम किया गया है या नहीं। चौथा, मदरसों के छात्रों को क्या पढ़ाया जा रहा है, किस सिलेबस के तहत पढ़ाई हो रही है और बच्चों को पढ़ाने वाले शिक्षक और मौलाना पढ़ाने के योग्य हैं या नहीं। पांचवा, मदरसों का ख़र्च कैसे चलता है, उनकी आमदनी का क्या जरिया है और उनका खर्चा कितना है। इन मदरसों में पढ़ने वाले बच्चों को बेहतर और आधुनिक शिक्षा देने में सरकार की मदद करने के लिए ये डेटा एकत्र किया जा रहा है।

यह सर्वे सभी मदरसों की शिक्षा प्रणाली में सुधार के लिए मुख्यमंत्री योगी आदित्यनाथ के सक्रिय दृष्टिकोण का हिस्सा है। अल्पसंख्यक मामलों और मुस्लिम वक्फ मंत्री दानिश आजाद अंसारी ने कहा, इन मदरसों में कार्यरत महिला कर्मचारियों को माध्यमिक शिक्षा विभाग और बेसिक शिक्षा विभाग में लागू नियमों के अनुरूप मातृत्व अवकाश और बाल्य देखभाल अवकाश भी मिलेगा। यह सर्वे राष्ट्रीय बाल अधिकार संरक्षण आयोग (NCPCR) की अपेक्षा के मुताबिक किया जाएगा, जो मदरसों में पढ़ने वाले बच्चों को बुनियादी सुविधाओं की उपलब्धता को लेकर चिंतित है।

AIMIM सुप्रीमो असदुद्दीन ओवैसी ने इस निर्देश पर आपत्ति जताई और इसे ‘मिनी-NRC’ करार दे दिया। ओवैसी ने आरोप लगाया कि यूपी सरकार सूबे में मुसलमानों को परेशान कर रही है। उन्होंने कहा कि कुछ मदरसे यूपी मदरसा बोर्ड के अंतर्गत आते हैं और संविधान के अनुच्छेद 30 के तहत सरकार अल्पसंख्यकों के अधिकारों में हस्तक्षेप नहीं कर सकती है। ओवैसी ने कहा, ‘बीजेपी मुसलमानों से नफरत करती है। वह हम पर नमाज अदा करने पर पाबंदी लगाना चाहती है, हमें कुरान पढ़ने से रोकना चाहती है। यही वजह है कि मदरसों को निशाना बनाया जा रहा है। देश में मिनी-NRC शुरू हो गया है।’

हालांकि, NCPCR के चेयरमैन प्रियंक कानूनगो ने ओवैसी के तर्क को खारिज कर दिया। उन्होंने कहा, ‘ओवैसी झूठ बोल रहे हैं और अल्पसंख्यकों को गुमराह कर रहे हैं। वह बच्चों के अधिकारों के साथ खिलवाड़ कर रहे हैं। सरकार को गैर मान्यता प्राप्त मदरसों में पढ़ने वाले बच्चों की हालत जानने का पूरा हक है। पूरे भारत में 1.1 करोड़ से ज्यादा मुस्लिम बच्चे गैर-मानचित्रित और गैर-मान्यता प्राप्त मदरसों में पढ़ रहे हैं। अनुच्छेद 30 यहां लागू नहीं होता है क्योंकि सरकार उन बच्चों के अधिकारों की संरक्षक है जो स्कूलों में नहीं पढ़ रहे। यूपी सरकार को गैर-मान्यता प्राप्त मदरसों में पढ़ने वाले बच्चों के आंकड़े जुटाने का पूरा अधिकार है।’

केंद्रीय मंत्री गिरिराज सिंह ने कहा कि ऐसा सर्वे तो देश के सभी मदरसों का होना चाहिए। उन्होंने कहा, ‘मोदी जी मदरसों को आधुनिक बनाना चाहते हैं, लेकिन ओवैसी जैसे नेता इसके खिलाफ हैं। वे चाहते हैं कि मुसलमानों के बच्चे आधुनिक शिक्षा से दूर रहें, वे सिर्फ इस्लामी तालीम लें और उनकी गुलामी करें।’

ओवैसी ने कहा कि मुसलमान मदरसों की वजह से नहीं, सरकारी उपेक्षा की वजह से पिछड़े रहे हैं। उन्होंने कहा, ‘मदरसों में तो बच्चों को इंसान बनाया जाता है। सरकार उन मदरसों का सर्वे करे जो सरकारी मदद से चलते हैं। वह प्राइवेट मदरसों का सर्वे क्यों कर रही है? एक तरफ तो यूपी के सरकारी स्कूलों में टीचर नहीं हैं, बिल्डिंग्स की हालत खराब है, टीचर्स को वक्त पर सैलरी नहीं मिल रही है और सरकार इन सारे मुद्दों को छोड़कर सिर्फ मदरसों के पीछे पड़ी है।’

यूपी मदरसा बोर्ड के चेयरमैन इफ्तिकार अहमद जावेद ने इसका जवाब देते हुए कहा, ‘अगर सरकार मदरसों की हालत सुधारना चाहती है तो उसमें बुराई क्या है? मोदी जी चाहते हैं कि हर मुस्लिम बच्चे के एक हाथ में कंप्यूटर हो और दूसरे हाथ में कुरान हो।’

मुंबई में इस्लामिक कट्टरपंथी संगठन रजा एकेडमी के प्रमुख मौलाना सईद नूरी ने सर्वे पर आपत्ति जताते हुए कहा, ‘अगर सरकार सभी मदरसों को मान्यता देना चाहती है तो ठीक है, लेकिन हकीकत यह है कि सरकार मदरसों का भला नहीं करना चाहती। वह तो मदरसों की आड़ में माहौल को सांप्रदायिक बनाना चाहती है।’

देवबंद के दारुल उलूम के मौलाना मसूद मदनी ने कहा कि सरकार इस मुद्दे को सांप्रदायिक रंग देने की कोशिश कर रही है। उन्होंने कहा, ‘सरकार गैर मान्यता प्राप्त मदरसों के सर्वे के नाम पर गरीब मुसलमानों के बच्चों को पढ़ने से रोकना चाहती है।’

लखनऊ में शैखुल आलम साबरिया चिश्तिया मदरसा के प्रिंसिपल मौलाना इश्तियाक अहमद कादरी ने कहा, ‘मुसलमान तो आज के दौर में राजनीति के फुटबॉल बन गए हैं। कोई उनके विरोध की राजनीति कर रहा है तो कोई उनके समर्थन में खड़ा होकर अपनी सियासत चमका रहा है। अगर सर्वे के बाद मदरसों की परेशानियां दूर की जाएं तो ठीक, वरना अभी तो यह सियासी कदम ही लगता है। उन्होंने आरोप लगाया कि उनके अपने मदरसे ने सभी औपचारिकताएं पूरी कर ली हैं, लेकिन मान्यता नहीं मिली। उन्होंने कहा, ‘हम 8 साल से इंतजार कर रहे हैं, और सभी औपचारिकताओं को पूरा करने के बावजूद हमें अभी तक मान्यता नहीं मिली है।’

इंडिया टीवी की रिपोर्टर रुचि कुमार ने लखनऊ के एक मदरसे में कुछ छात्रों और शिक्षकों से मुलाकात की। उनमें से अधिकांश ने सर्वे के फैसले का स्वागत किया। मुख्यमंत्री योगी आदित्यनाथ ने 2017 में सत्ता में आने के बाद मदरसों के आधुनिकीकरण की पहल की थी। उन्होंने 2017 में एक पोर्टल बनाया था जिसमें सभी मदरसों को रजिस्ट्रेशन के लिए आवेदन करने की इजाजत दी गई थी। अब तक 16,513 मदरसों ने अपना रजिस्ट्रेशन कराया है, जिनमें से 558 मदरसों को सरकारी अनुदान मिल रहा है। योगी सरकार ने उनके सिलेबस में NCERT की किताबों को शामिल किया, मदरसे के छात्रों के लिए एक लर्निंग ऐप लॉन्च किया, मदरसों में परीक्षा के दौरान नकल रोकने के लिए वेब कैम लगवाए और सबसे ज्यादा नंबर पाने वाले छात्रों को 1 लाख रुपये और टैबलेट दिए।

यह बात सही है कि ज्यादातर मदरसों में गरीब मुसलमानों के बच्चे पढ़ते हैं इसलिए अगर यूपी सरकार सर्वे करवा कर प्राइवेट मदरसों की हालत पता करवाकर उनकी मदद करती है तो इसमें कोई बुराई नहीं है। ओवैसी को चाहिए कि सरकारी मदद से चल रहे मदरसों में जाएं और पता करें कि क्या वहां मैथ्स, साइंस, कंप्यूटर और इंग्लिश पढ़ने वाले बच्चों ने कुरान और नमाज पढ़ना बंद कर दिया।

यह सिर्फ बहकाने वाली बात है और इसे लेकर लोगों को भड़काना नहीं चाहिए। योगी सरकार अगर अच्छी नीयत से मदरसों का सर्वे करवा रही है तो उसका समर्थन करना चाहिए। यूपी में 16,513 मदरसे हैं जिनमें से अगर सिर्फ 558 को सरकारी मदद मिल रही है तो यह हैरानी की बात है। सरकारी मदद पाने वाले मदरसों की संख्या बढ़नी चाहिए। कई बार ऐसा होता है कि सरकारी मान्यता के लिए नियम कड़े होते हैं। मदरसे एरिया डिफाइन होता है, क्लासरूम का साइज तय होता है, सुविधाएं तय होती हैं। जो मदरसे 2-2 कमरों में चल रहे होते हैं, वे मान्यता की शर्तों को पूरा नहीं कर पाते। इसलिए सरकार को मान्यता प्रप्ता करने की शर्तों में भी ढील देने पर विचार करना चाहिए।

और भी ऐसे मुद्दे हैं जिन पर ध्यान देने की जरूरत है। असम सरकार ने हाल ही में गोवालपारा, बरपेटा और बोंगाईगांव में 3 मदरसों पर बुलडोजर चलवा दिया था। इन मदरसों में काम करने वाले 37 लोगों को AQIS (भारतीय उप-महाद्वीप में अल कायदा) और बांग्लादेशी आतंकवादी संगठन अंसारुल्लाह बांग्ला के साथ संबंधों के लिए गिरफ्तार किया गया था। मदरसे चलाने की आड़ में ये लोग देश विरोधी गतिविधियों में सक्रिय रूप से शामिल थे। उनमें से कुछ मदरसों में मुस्लिम छात्रों को बतौर मौलवी पढ़ा रहे थे।

असम के मुख्यमंत्री हिमन्त विश्व शर्मा ने कहा कि उनकी सरकार किसी समुदाय के खिलाफ नहीं है, लेकिन अगर मदरसे आतंकवादी तत्वों की मदद करते पाए गए तो सरकार वहां बुलडोजर चलाएगी। शर्मा ने कहा, ‘हमारा इरादा सिर्फ यह है कि जिहादी तत्व मदरसों का इस्तेमाल न करने पाएं। जब मदरसों का इस्तेमाल जिहादी गतिविधियां चलाने या जिहादी विचारधारा के प्रचार के लिए नहीं होगा तो उन्हें गिराया ही क्यों जाएगा?’

ऑल इंडिया यूनाइटेड डेमोक्रेटिक फ्रंट (AIUDF) के नेता बदरुद्दीन अजमल ने कहा, अगर किसी मदरसे में कोई गड़बड़ आदमी मिलता है तो सरकार उसे पकड़ ले, पूरे मदरसे को गिराने की क्या जरूरत है। उन्होंने पूछा, ‘सरकार सबको सजा क्यों दे रही है?’

हिमन्त विश्व शर्मा शुरू से ही मदरसों को लेकर सख्त रुख अपनाते रहे हैं। 2020 में जब वह शिक्षा मंत्री थे तो उन्होंने विधानसभा से कानून पास कराकर असम के सभी सरकारी मदरसे बंद कर दिए थे। गुरुवार को उन्होंने कहा, ‘हम सिर्फ उन्हीं मदरसों के खिलाफ ऐक्शन ले रहे हैं जो आतंकवाद को बढ़ावा दे रहे थे। मैं मदरसों में पढ़ने वाले मुस्लिम बच्चों से मिला हूं। उनमें से अधिकांश ने कहा कि वे दीन की, इस्लाम की तालीम ही नहीं लेना चाहते। वे सब या तो डॉक्टर बनना चाहते हैं या इंजीनियर।’

अगर किसी मदरसे को चलाने वाले के लिंक दहशतगर्दों के साथ पाए जाएं तो उस मदरसे पर बुलडोजर चलाने पर किसी को ऐतराज नहीं होना चाहिए। अगर किसी मदरसे में आतंकवाद की तालीम दी जाती है तो उसके खिलाफ कार्रवाई होना ही चाहिए। लेकिन सरकार इस बात का ध्यान रखे कि बेकसूर बच्चों की पढ़ाई का हर्ज ना हो। अगर मदरसों में दीनी तालीम के साथ कंप्यूटर की पढ़ाई हो, आधुनिक शिक्षा दी जाए तो इससे फायदा छात्रों का ही होगा और वे भी इंजीनियर और डॉक्टर बनने का सपना पूरा कर सकेंगे।

Several Muslim leaders have raised objections over the UP government’s directive for conducting a survey of all unrecognized madrassas in the state. The move is aimed at collecting information about the number of students, teachers and staff, curriculum and the affiliation of these madrassas with any NGO.

The survey will be completed by October 5 and it will be carried out by teams comprising of sub-divisional magistrate, Basic Shiksha Adhikari and district-level minority affairs officer. The teams will submit their survey reports to the additional district magistrate, who, in turn, will forward it to the district magistrate. The district magistrate will have to submit the survey report to the government by October 25, the directive said.

Yogi Adityanath’s government has stated five objectives about this survey.

One, to find out how many madrassas in UP are yet to get government recognition, Two, how many children are studying in these madrassas and whether they are being provided adequate facilities, Three, whether the numbers of class rooms and teachers are adequate compared to the number of students, so that children get adequate space to sit down in classrooms and study, Four, the curriculum that is being followed for imparting education, whether the teachers and maulanas are themselves qualified for teaching or not, and Five, the source of income of these madrassas, and the expenditure that is being incurred. These data are being collected to help the government in providing better and modern education to students studying in these madrassas.

The survey to be conducted is part of Chief Minister Yogi Adityanath’s pro-active approach towards improving the education system in all madrassas. Danish Azad Ansari, UP minister for minority affairs and Muslim Waqf, said, maternity leave and child care leave will be given to female employees working in these madrassas in accordance with the rules prepared by Department of Secondary Education and Basic Education. The survey will be carried out as required by the National Commissioner for Protection of Child Rights (NCPCR) which is concerned about availability of basic facilities to children studying in madrassas.

AIMIM chief Asaduddin Owaisi objected to the directive and described it as a “mini-NRC(National Register of Citizens)”. Owaisi alleged that the UP government was harassing Muslims in the state. He said, some madrassas are under the UP Madrassa Board, and under Article 30 of the Constitution, the government cannot interfere with the rights of minorities. Owaisi said, “BJP hates Muslims. They want to impose restrictions on us for offering namaaz prayers, they want to restrict us from reading the Holy Quran. That is why madrassas are being targeted. This is nothing but a mini-NRC.”

However, NCPCR chairman Priyank Kanoongo rebutted Owaisi’s argument. He said, “Owaisi is lying and misleading minorities. He is playing with the rights of children. Government has every right to find out the conditions of children studying in unrecognized madrassas. Over 1.1 crore Muslim children are studying in unmapped and unrecognized madrassas across India. Article 30 is not applicable here because government is the custodian of the rights of children who are out of school. UP government has every right to collect data on children studying in unrecognized madrassas”.

Union Minister Giriraj Singh said, such a survey of madrassas should be carried out in the whole of India. “Modiji wants to modernize education in madrassas, but leaders like Owaisi are creating obstacles. These leaders want Muslim children to stay away from modern education, study Islamic scriptures only and continue to be their slaves”, Singh said.

Owaisi said, Muslims have remained backward not because of madrassas but because of neglect and indifference on part of the government over the years. “In madrassas, we try to make our children responsible citizens. Let the government conduct survey of only those madrassas which get assistance from the state. Why is it surveying private madrassas? On one hand, there are no teachers in government schools, and the buildings are in a dilapidated condition, teachers do not get salaries on time, but the UP government, instead of focussing on such issues, is trying to harass madrassas”, Owaisi said.

UP Madrassa Board chief Iftikhar Ahmed Javed reacted: ‘What is there to object if the government wants to improve the conditions of madrassas? Modiji wants every Muslim child to have a computer in one hand and the Quran in the other”, Javed said.

In Mumbai, the Islamic radical outfit Raza Academy’s chief Maulana Saeed Noori objected to the survey, saying “if the government wants to give recognition to all madrassas, let it do so, but the fact is that the government does not want to help the madrassas. It wants to communalize the atmosphere”.

Maulana Masood Madni of Darul Uloom, Deoband, said the government is trying to communalize the issue. “In the name of surveying unrecognized madrassas, they want to prevent poor Muslim children from getting education”, he said.

In Lucknow, Maulana Ishtiaq Ahmed Qadri, principal of Sheikhul Alam Sabria Chishtia Madrassa said, “Muslim community is being made a football, both by Muslim-haters and those who want to do politics by supporting them. If the survey proves beneficial for madrassas, let it happen, but, for now, it appears to be a political move”. He alleged that his own madrassa had completed all formalities for securing recognition for government. “We have been waiting since eight years, and are yet to get recognition, despite fulfilling all requirements”, he said.

India TV reporter Ruchi Kumar met some students and teachers in a madrassa in Lucknow. Most of them welcomed the survey. Chief Minister Yogi Adityanath had initiated modernization of madrassas after coming to power in 2017. He created a portal in 2017 allowing all madrassas to apply for registration. Till date, 16,513 madrassas have registered themselves, out of which 558 madrassas are getting government grants. Yogi government added NCERT books in their curriculum, launched a learning app for madrassa students, installed web cams to stop cheating during exam inside madrassas and gave Rs 1 lakh and tablet to students who got the highest marks.

Most of the Muslim students in madrassas come from poorer sections of society, and there is nothing wrong if the UP government conducts a survey to collect information about their conditions. I would rather want Owaisi to go to those madrassas that are being run with government assistance, and find out whether Muslim students studying maths, science, computer and English, have stopped reading Quran or offering namaaz.

There is no point in inciting people on a non-issue. Yogi government’s intentions are good, and we should support this move. If only 558 out of 16,513 madrassas in UP are getting government aid, it is a serious issue. This number must increase. The parameters for recognition set by the UP government are strict. The area of madrassa is defined, the size of each classroom is fixed, the number of facilities provided are clearly mentioned. The fact is, madrassas which run in only two rooms, fail to fulfil the conditions for recognition. The state government, after taking note of this, must relax these norms so that more madrassas can get recognition.

There are other issues too, which need to be taken care of. The Assam government recently demolished three madrassas, in Goalpara, Barpeta and Bongaigaon, after 37 persons working in these madrassas were arrested for links with AQIS (Al Qaeda in Indian Sub-continent) and Ansarullah Bangla, a Bangladeshi terror outfit. These people, in the garb of running madrassas, were actively involved in anti-national activities. Some of them, in the garb of moulvis, were teaching Muslim students in madrassas.

Assam chief minister Himanta Biswa Sarma has said, his government is not against any community, but if madrassas are found helping terrorist elements, they will be demolished with the help of bulldozers. “Our government wants that jihadi elements must not enter madrassas. If any madrassa does not support terror and jihadi forces, there is no need to demolish them”, Sarma said.

All India United Democratic Front (AIUDF) chief Badruddin Ajmal said, the entire madrassa cannot be punished for the anti-national activities of a few individuals. “Why is the government punishing all”, he asked.

Himanta Biswa Sarma is a tough leader. In 2020, when he was Education Minister, he had got a law passed in Assembly, ordering closure of all madrassas in the state. On Thursday, he said, ‘we are acting only against those madrassas which were encouraging terrorism. “I have met Muslim students in madrassas. Most of them said, they do not want to study religious scriptures, they want modern education and become doctors or engineers”, Sarma said.

No patriotic Indian will ever tolerate any terror activity inside a madrassa. If any moulvi is found teaching terrorist ideology to students in a madrassa, stringent action must be taken. But the government must also ensure that the education of innocent students must not suffer. Children must be allowed to pursue modern education and fulfil their dreams to become doctors or engineers.

झारखंड के दुमका से एक शर्मसार कर देने वाली खबर सामने आई है। सरकार द्वारा चलाए जा रहे एक अनुसूचित जनजाति आवासीय विद्यालय के आदिवासी छात्रों ने सोमवार को कक्षा 9 की प्रैक्टिकल परीक्षा में कम नंबर देने के लिए अपने गणित के टीचर और एक क्लर्क की पेड़ से बांधकर पिटाई की।

इसके बाद छात्रों ने पूरी घटना के वीडियो को सोशल मीडिया पर अपलोड कर दिया। वीडियो के वायरल होने के बाद स्थानीय अधिकारियों ने मामले का संज्ञान लिया। कक्षा में 32 छात्रों में से 11 को ग्रेड डीडी (डबल डी) मिला था, जिसे फेल होने के बराबर माना जाता है। झारखंड एकेडमिक काउंसिल (JAC) की ओर से शनिवार को नतीजे घोषित किए गए थे।

स्कूल टीचर कुमार सुमन की पिटाई को मोबाइल फोन में रिकॉर्ड किया गया और सोशल मीडिया पर लाइव दिखाया गया। छात्रों ने अपने गुरू को अपने इरादों की भनक तक नहीं लगने दी। उन्होंने टीचर और क्लर्क से कहा कि वे उनसे पढ़ाई में बेहतर करने के तरीकों के बारे में पूछना चाहते हैं और इसीलिए उन्हें बुला रहे हैं। क्लर्क ने छात्रों को उनका नंबर बताने से इनकार कर दिया था।

टीचर और क्लर्क जैसे ही मौके पर पहुंचे, छात्रों ने उन्हें एक पेड़ से बांध दिया और लाठियों से पीटना शुरू कर दिया। दोनों की पिटाई करते हुए छात्रों ने खुलेआम कहा कि वे इस वीडियो को सोशल मीडिया पर लाइव पोस्ट करेंगे। घायल टीचर का अभी अस्पताल में इलाज चल रहा है।

इंडिया टीवी को अपनी आपबीती बताते हुए अध्यापक ने कहा कि उन्हें इस बात का अंदाजा नहीं था कि उनके छात्र उनके साथ इस तरह का व्यवहार करेंगे। कुमार सुमन ने कहा, प्रैक्टिकल एग्जाम में नंबर देने में उनका कोई हाथ नहीं था। मामले की जांच स्थानीय शिक्षा विभाग कर रहा है। विभाग के 3 अधिकारियों ने स्कूल का दौरा किया, हेडमास्टर और बाकी के अध्यापकों से बात की और आवासीय स्कूल में की गई तलाशी के दौरान कई मोबाइल फोन जब्त किए गए। इस स्कूल में मोबाइल फोन के इस्तेमाल पर पाबंदी है।

गोपीकांदर के प्रखंड शिक्षा अधिकारी सुरेंद्र हेम्ब्रम ने आरोप लगाया कि कुमार सुमन ने कुछ समय पहले कुछ छात्रों के खिलाफ जातिसूचक शब्दों का इस्तेमाल किया था और उनके खिलाफ एससी-एसटी एक्ट के तहत मामला भी दर्ज हुआ है।

गोपीकांदर के खंड विकास अधिकारी अनंत झा ने कहा कि आवासीय विद्यालय में लगभग 200 छात्र पढ़ते हैं और इनमें से अधिकांश ने शिक्षक और क्लर्क की पिटाई की घटना में शामिल थे। झा ने कहा कि पिटने वाले अध्यापक पहले प्रधानाध्यापक थे, लेकिन बाद में अज्ञात कारणों से उन्हें हटा दिया गया था। नए प्रधानाध्यापक रामदेव केसरी हैं। झा ने इशारा किया कि यह शिक्षकों के बीच आपसी तकरार का नतीजा हो सकता है।

कक्षाएं 9 और 10 सस्पेंड कर दी गई हैं और सभी छात्रों को उनके गांव वापस भेज दिया गया है। कुछ छात्रों ने आरोप लगाया कि अध्यापक ने उन्हें कम नंबर दिए और क्लर्क सोनेराम चौरे ने उन्हें JAC की वेबसाइट पर अपलोड कर दिया।

बीडीओ ने कहा कि स्कूल के वर्तमान हेडमास्टर ने गणित की प्रायोगिक परीक्षा के अंक और जिस तारीख को ये अंक ऑनलाइन अपलोड किए गए थे, उसे बता नहीं पाए । उन्होंने कहा कि प्रथम दृष्टया ऐसा लगता है कि छात्रों ने महज अफवाह के आधार पर शिक्षक और क्लर्क की पिटाई की है।

स्थानीय थाना प्रभारी नित्यानंद भोक्ता ने कहा कि उन्होंने स्कूल प्रबंधन से शिकायत दर्ज कराने को कहा था, लेकिन उन्होंने मना करते हुए कहा कि इससे छात्रों का कॅरियर बर्बाद हो सकता है। पुलिस ने कहा कि न तो प्राथमिकी दर्ज की गई और न ही स्कूल प्रबंधन की ओर से कोई शिकायत दर्ज कराई गई है।

एक अध्यापक को पेड़ से बांधना और फिर उसे लाठियों से पीटना, यह इस बात का एक शर्मनाक उदाहरण है कि हमारे ग्रामीण इलाकों में शिक्षा प्रणाली किस हद तक गिर गई है। अध्यापकों की पिटाई के इस वीडियो में कई सारे शर्मनाक चेहरे उजागर होते हैं, और हर चेहरे ने शर्मनाक काम किया है।

शर्म आनी चाहिए उन छात्रों को जिन्होंने अपने अध्यापकों की पिटाई की, गुरुजनों का अपमान किया। शर्म आनी चाहिए उन अध्यापकों को जिन्होंने आपसी रंजिश के लिए, बदला निकालने के लिए छात्रों का इस्तेमाल किया। यह घटना दिखाती है कि आजकल स्मार्टफोन का, सोशल मीडिया का दुरुपयोग किस तरह ब्लैकमेल और अपमानित करने के लिए किया जाता है। स्कूल में न कोई अनुशासन है, न अध्यापकों का सम्मान और ना ही पुलिस का डर।

यह घटना परेशान करने वाली है, चिंता में डालने वाली है। कौन कहेगा कि ये उस देश के छात्र और अध्यापक हैं जहां गुरु को भगवान के ऊपर का दर्जा दिया गया है। यह कौन सी संस्कृति है जिसमें छात्र अपने अध्यापक को पेड़ पर बांधकर उनकी पिटाई करें और अपमानित करने के लिए सोशल मीडिया पर वीडियो वायरल करें। इसके बारे में पूरे समाज को बार-बार सोचना चाहिए।

In a shameful incident in Dumka, Jharkhand, tribal students of a government-run scheduled tribe residential school on Monday beat up their Maths teacher and a clerk, after tying them to a tree, for giving them poor marks in Class 9 practical examination.

The students then uploaded the video on social media forcing local authorities to sit up and take notice. Eleven out of 32 students in the class got Grade DD (double D), that is considered equivalent to failed. The results were declared on Saturday by Jharkhand Academic Council(JAC).

The beating up of the school teacher, Kumar Suman, was recorded on mobile phones and shown live on social media. The students did not give any hint of their plan to the teacher. They first requested the teacher and clerk to come to them and explain how to improve their performance. The clerk had refused to disclose the marks to the students.

As soon as the teacher and the clerk reached the spot, the students tied them to a tree and started beating them with lathis. While beating both, the students openly said they would post the video live on social media. The injured teacher is now undergoing treatment in hospital.

Narrating his ordeal to India TV, the teacher said he had no inkling that his students would behave like this. Kumar Suman said, he had no hand in giving marks for practical exam. The matter is now being investigated by the local education department. Three officers of the department visited the school, spoke to the headmaster and other teachers, and during a search carried out in the residential school, several cell phones were seized. Use of cell phones in the school is banned.

The block education officer of Gopikandar, Surendra Hembram alleged that Kumar Suman had in the past used casteist slurs against some students and a case has already been registered against him under SC-ST Act.

Anant Jha, the block development officer of Gopikandar, said majority of the nearly 200 students of the residential school took part in beating up the teacher and the clerk. The teacher was earlier the Headmaster, but was later removed for reasons not known, Jha said. The new headmaster is Ramdev Keshari. Jha hinted that it could be a case of rivalry between teachers.

Both Classes 9 and 10 have been suspended and all the students have been sent back to their villages. Some of the students alleged that the teacher gave them low marks, and the clerk Soneram Chure uploaded them on the JAC website.

The BDO said, that the present school headmaster failed to show the marks for Maths practical exam and the date on which these marks were uploaded online. He added, prima facie it seems the students thrashed the teacher and clerk on the basis of rumour.

Local police station in-charge Nityanand Bhokta said, that he had requested the school management to lodge a complaint, but it declined saying that it could spoil the career of the students. No FIR was lodged, nor a complaint was lodged by the school management, police said.

Tying up a teacher at a tree and then beating him up with lathis, is a shameful example of the depth to which the education system in rural areas has descended to. The main characters in this drama have behaved in a sordid manner.

Shame on those students who beat up their teacher with lathis and insulted him. Shame on those teachers, who, because of personal rivalry, got one of them beaten up by misguiding students. Such an incident also indicates how smart phones are being misused in social media, to insult a person and blackmail him. There was no discipline in school, nor respect was shown by students to the teachers, nor were they afraid of police.

This trend is truly worrying. Our society should ponder about the debasement of our culture, where students beat up their teacher and post the videos on social media. This incident requires serious introspection.

पाकिस्तान में भारी बारिश की वजह से चारों तरफ तबाही का आलम है। बादल फटने की घटना, भूस्खलन और बाढ़ ने पाकिस्तान के एक तिहाई हिस्से में बड़ी तबाही मचाई है। इस प्राकृतिक आपदा में मरनेवालों की संख्या 1,100 के आंकड़े को पार कर गई है और 1,600 से ज्यादा लोग घायल हुए हैं। अभी देश के दुर्गम इलाकों से रिपोर्ट आना बाकी है।

बलूचिस्तान का एक बड़ा हिस्सा देश के बाकी इलाकों से पूरी तरह कट चुका है। 3.33 करोड़ से ज्यादा लोग इस प्राकृतिक आपदा से प्रभावित हुए हैं। मंगलवार को संयुक्त राष्ट्र संघ ने बाढ़ पीड़ितों के लिए सभी देशों से मदद करने की अपील की। संयुक्त राष्ट्र संघ ने इन बाढ़ पीड़ितों के लिए कम से कम 35 अरब अमेरिकी डॉलर की मदद मांगी है। बुधवार को अमेरिका ने 30 लाख डॉलर की मदद का ऐलान किया। यूके, कनाडा, तुर्की, ईरान, चीन और कई अन्य देशों ने भी मदद के लिए हाथ बढ़ाया है।

बाढ़ और भारी बारिश से 10 लाख से ज्यादा घर या तो क्षतिग्रस्त हो गए हैं या फिर पूरी तरह से नष्ट हो गए हैं। करीब 7,35,000 पशुओं की भी मौत हो गई है। सिंध प्रांत जिसे पाकिस्तान का अन्नभंडार कहा जाता है, वहां सारी फसलें बाढ़ के कारण नष्ट हो चुकी हैं। भविष्य अंधकारमय नजर आ रहा है। फसलों के साथ-साथ घर, दुकानें, गांव और कस्बे बाढ़ में डूब गए हैं।

पाकिस्तान के वित्त मंत्री मिफ्ताह इस्माइल ने सब्जियों और खाने-पीने के सामानों के आयात के लिए भारत के साथ लगे बॉर्डर को खोलने का आह्वान थी लेकिन मंगलवार को प्रधानमंत्री शहबाज शरीफ ने इस्लमाबाद में विदेशी मीडिया को संबोधित करते हुए भारत के साथ द्विपक्षीय व्यापार को फिर से शुरू करने से इनकार कर दिया। उन्होंने कहा कि जब तक कश्मीर का मसला हल नहीं होता है, भारत के साथ द्विपक्षीय व्यापार शुरू नहीं होगा।

पाकिस्तान ने ईरान और अफगानिस्तान से प्याज- टमाटर और रूस से गेहूं आयात करने का फैसला किया है।

पाकिस्तान के प्रधानमंत्री का बयान उनके वित्त मंत्री द्वारा सोमवार को कही गई बात से बिल्कुल अलग है। मिफ्ताह इस्माइल ने कहा था-खड़ी फसलों के व्यापक नुकसान को देखते हुए पाकिस्तान की जनता की मदद के लिए भारत से सब्जियां और अन्य खाद्य पदार्थ आयात किए जा सकते हैं।

मिफ्ताह इस्माइल का बयान ठीक उसी दिन आया जिस दिन प्रधानमंत्री नरेंद्र मोदी ने ट्वीट कर पाकिस्तान में बाढ़ से हुई भारी तबाही पर दुख जताया था। उन्होंने ट्वीट किया, ‘पाकिस्तान में बाढ़ से हुई तबाही को देखकर दुखी हूं। हम पीड़ितों, घायलों और इस प्राकृतिक आपदा से प्रभावित सभी लोगों के परिवारों के प्रति अपनी हार्दिक संवेदना व्यक्त करते हैं और जल्द ही सामान्य स्थिति बहाल होने की उम्मीद करते हैं।’

पाकिस्तान के हालात बेहद खराब हैं। जो लोग इस विभिषिका में जिंदा बच गए हैं उन्हें भोजन की कमी का सामना करना पड़ रहा हैं, क्योंकि खाने-पीने के सामानों और सब्जियों की कीमतें आसमान छू रही हैं। यहां से दिल को दहलाने वाल दृश्य सामने आ रहे हैं । पहाड़ियों की चोटियों से तेज रफ्तार से निकल रहा लहरों का सौलाब घरों, होटलों और यहां तक कि बड़े-बड़े चट्टानों को अपने साथ बहा ले जा रहा है और चारों ओर तबाही मचा रहा है। सभी चार प्रांतों सिंध, पंजाब, बलूचिस्तान और खैबर पख्तूनख्वा में बाढ़ और भूस्खलन से बड़ी तबाही हुई है।

पाकिस्तान की नेशनल डिसास्टर मैनेजमेंट एजेंसी के मुताबिक 3,500 किमी से ज्यादा लंबी सड़कें और 157 ब्रिज बाढ़ में बह गए। देश का करीब 50 प्रतिशत रेल नेटवर्क पानी में डूबा हुआ है। 20 लाख एकड़ से ज्यादा जमीन बाढ़ के पानी में डूब चुकी है। सब्जियों का हाल ये है कि टमाटर और प्याज यहां 350 से 400 रुपये प्रतिकिलो की दर से बेचे जा रहे हैं।

पहले से ही महंगाई की मार झेल रही जनता अब खाने-पीने की चीजों और सब्जियों पर ज्यादा खर्च करने को मजबूर है। इसी संदर्भ में पाकिस्तान के वित्त मंत्री ने कहा कि देश को आपदा की इस घड़ी में पड़ोसी मुल्क भारत से मदद मांगने में संकोच नहीं करना चाहिए। उन्होंने कहा, ‘हमारा ध्यान लोगों को भोजन उपलब्ध कराने पर होना चाहिए। हमें भारत से सब्जियां चाहिए।’

प्रधानमंत्री नरेंद्र मोदी पाकिस्तान की मदद करना चाहते हैं लेकिन अभी तक पड़ोसी मुल्क की ओर से कोई औपचारिक अनुरोध नहीं भेजा गया है। पाकिस्तान में बाढ़ का संकट इतना बड़ा है कि उसके सारे संसाधन जैसे फौज, सिविल एडमिनिस्ट्रेशन और एनजीओ मिलकर भी बाढ़ प्रभावितों की मदद नहीं कर पा रहे हैं क्योंकि सारे रास्ते बंद हैं। एक करोड़ से ज़्यादा लोग सैलाब से इस तरह घिरे हैं कि उनके लिए कहीं आना-जाना नामुमकिन है। हालात इतने खराब हैं कि अब लाशें सड़ रही हैं, जिन लोगों की प्राकृतिक मौत हो रही है उन्हें दफन करने के लिए सूखी जमीन नहीं मिल रही है।

दस लाख से ज्यादा घर बह चुके हैं लेकिन सरकार ने अब तक सिर्फ पांच लाख लोगों को राहत शिविरों में शिफ्ट किया है। पाकिस्तान की आर्मी और एयरफोर्स राहत और बचाव के कामों में लगी है। ख़ुद पाकिस्तान के आर्मी चीफ जनरल बाजवा भी बाढ़ प्रभावित इलाक़ों का दौरा कर रहे हैं। मंगलवार को राहत और बचाव कार्यों की निगरानी के लिए उन्होंने स्वात घाटी का दौरा किया। जनरल बाजवा ने कहा कि जो हालात हैं उन्हें देखकर लगता है कि उजड़े हुए लोगों को दोबारा बसाने में कम से कम एक दशक का वक्त लग जाएगा।

आम तौर पर एक फौजी इस तरह की बात नहीं कहता लेकिन अगर पाकिस्तान का जनरल यह बात कह रहा है तो समझ लीजिए कि यह आपदा कितनी बड़ी है। पाकिस्तान का करीब 40 प्रतिशत इन्फ्रास्ट्रक्चर बह गया, बर्बाद हो गया है। इस मुश्किल वक़्त में पाकिस्तान के नागरिक भी भारत की तरफ़ देख रहे हैं। प्रधानमंत्री नरेंद्र मोदी के ट्वीट के बाद पाकिस्तान की जनता की उम्मीदें भारत से बहुत बढ़ गई हैं, लेकिन पाकिस्तान की सरकार अभी तक अपना मन नहीं बना पाई है।

फिलहाल पाकिस्तान में कम से कम साढ़े तीन करोड़ लोगों को मदद की जरूरत है। उन्हें दो वक्त की रोटी, सिर छुपाने के लिए टेंट, कपड़े और दवाओं की जरूरत है। लेकिन पाकिस्तान की सरकार के पास इतने संसाधन नहीं कि वे इन पीड़ितों की बुनियादी जरूरतें पूरी कर सके। तुर्की और चीन के मिलिट्री विमान राहत सामग्री लेकर आए तो हैं लेकिन यह राहत सामग्री ऊंट के मुंह में जीरा के समान हैं।

भारत, पाकिस्तान की मदद तो कर दे लेकिन, दिक्कत ये है कि पाकिस्तान की आंतरिक राजनीति वहां की सरकार को भारत से व्यापार नहीं करने देती। भारत से सहायता मांगना वर्जित माना जाता है। ऐसी स्थिति में पाकिस्तान के राजनेता घरेलू राजनीति की दुविधा में फंस गए हैं। पाकिस्तान में बढ़ती महंगाई और ख़ाली ख़ज़ाने को देखकर पिछले साल इमरान ख़ान के वित्त मंत्री ने भी कहा था कि वो सड़क के रास्ते भारत से कारोबार फिर शुरू करेंगे। लेकिन, कुछ दिनों बाद ही इमरान ने इस वित्त मंत्री को ओहदे से हटा दिया था।अब शहबाज़ शरीफ़ के वित्त मंत्री मिफ़्ताह इस्माइल ने मुश्किल वक़्त में अपने मुल्क के लिए भारत से मदद मांगी है।

पाकिस्तान का ख़ज़ाना ख़ाली है और वह दिवालिया होने के कगार पर खड़ा है। पाकिस्तान को दिवालिया होने से बचाने के लिए उसके प्रधानमंत्री सऊदी अरब, यूएई , तुर्की और अन्य देशों के नेताओं को फोन कर रहे हैं। पाकिस्तान क़र्ज़ हासिल करने के लिए अंतरराष्ट्रीय मुद्रा कोष (आईएमएफ) से भी बातचीत कर रहा है।आईएमएफ पाकिस्तान को 1.1 अरब डॉलर का कर्ज देने पर राजी हो गया है। हालांकि पाकिस्तान ने 10 अरब डॉलर की मांग की थी।

पाकिस्तान में हालात बहुत खऱाब हैं और इसमें कोई दो राय नहीं कि पाकिस्तानी अवाम अगर भारत से मदद की उम्मीद कर रही है तो इसमें कोई बुरी बात नहीं है। हिन्दुस्तान पाकिस्तान का सबसे करीबी पड़ोसी है, इसलिए भारत को पाकिस्तान की मदद करनी भी चाहिए। भारत ने इससे पहले कई मौकों पर पाकिस्तान की मदद की है। वर्ष 2005 में पाक अधिकृत कश्मीर में भूकंप आया था। उस वक्त भारत ने पाकिस्तान को राहत सामग्री के अलावा दो करोड़ डॉलर की मदद भेजी थी।

2010 में जब पाकिस्तान में बाढ़ आई थी उस वक्त भी भारत ने सबसे पहले मदद भेजी थी। भारत ने पाकिस्तान को ढ़ाई करोड़ डॉलर की मदद दी थी। उस वक्त हरदीप पुरी संयुक्त राष्ट्र में भारत के प्रतिनिधि थे। हरदीप पुरी ने ही न्यूयॉर्क में संयुक्त राष्ट्र के तत्कालीन महासचिव बान की मून की मौजूदगी में पाकिस्तान के विदेश मंत्री को दो करोड़ डॉलर का चेक सौंपा था।

अब फिर पाकिस्तान मुसीबत में है तो वहां के लोग भारत की तरफ देख रहे हैं। भारत को पाकिस्तान के लोगों की मदद करनी भी चाहिए। लेकिन, मुझे लगता है कि पाकिस्तान के हुक्मरानों और पाकिस्तान की फौज को भारत के प्रति अपना नजरिया और रवैया दोनों बदलने की जरूरत है। भारत अपने पड़ोसियों की हमेशा मदद करता है और इस मामले में प्रधानमंत्री नरेन्द्र मोदी का ट्रैक रिकॉर्ड बहुत शानदार है।

पिछले साल जब अफगानिस्तान के तालिबान शासकों ने भारत से मदद की गुहार लगाई थी तो मोदी ने अफगानिस्तान को आपात स्थिति में मदद भेजी थी। उस समय पाकिस्तान ने राहत सामग्री के लिए रास्ता देने से इंकार कर दिया था। अब समय आ गया है कि पाकिस्तान को अपना रवैया बदलना चाहिए। पाकिस्तान के नेताओं को भारत सरकार से औपचारिक तौर पर बात करनी चाहिए। उन्हें यह बताना चाहिए कि किस तरह की और कितनी मदद चाहिए। मुझे पूरा यकीन है कि प्रधानमंत्री मोदी पड़ोसी की मदद करने में पीछे नहीं हटेंगे।

Cloudbursts, landslides and floods have caused widespread havoc in nearly one-third of Pakistan, with the death toll crossing 1,100 and over 1,600 people injured. Reports are yet to come from areas that have become inaccessible due to floods.

A large portion of Balochistan has been cut off from the rest of the country. Over 3.33 crore people have been affected by this natural disaster. On Tuesday, the United Nations gave a flash appeal to all countries to donate at least 35 billion US dollars to help flood victims. On Wednesday, the United States announced $ 30 million in humanitarian aid, while UK, Canada, Turkey, Iran, China and several other countries have also announced assistance.

More than a million homes have been either damaged or destroyed by floods and heavy rains, and nearly 7,35,000 livestock have perished. Sindh province, said to be the granary of Pakistan, is staring at a bleak future with all its crops washed away in floods. Homes, shops, crops, villages and several towns have been submerged in floods.

Pakistan Finance Minister Miftah Ismail called for opening land border with India to import vegetables and foodgrains, but on Tuesday, Prime Minister Shehbaz Sharif, while addressing the foreign media in Islamabad, ruled out reopening of bilateral trade with India, till the Kashmir situation is not addressed.
Pakistan has decided to import onions and tomatoes from Iran and Afghanistan, and wheat from Russia.

Pakistan Prime Minister’s assertion is totally different from what his Finance Minister said on Monday. Miftah Ismail had said, vegetables and other edible items can be imported from India to help the Pakistani people in the wake of widespread destruction of standing crops.

Miftah Ismail’s remarks came on the same day Prime Minister Narendra Modi in his tweet expressed sadness over the devastation caused by floods in Pakistan. He tweeted: “Saddened to see the devastation caused by the floods in Pakistan. We extend our heartfelt condolences to the families of the victims, the injured and all those affected by this natural calamity and hope for an early restoration of normalcy.

The situation in Pakistan is extremely bleak. Those who have survived are facing shortage of food, as prices of food items and vegetables have skyrocketed. Visuals of huge waves of river currents from hill tops swept away homes, hotels and even large boulders leaving devastation in its wake. All the four provinces – Sindh, Punjab, Balochistan and Khyber Pakhtoonkhwa have witnessed devastation caused by floods and landslides.

According to Pakistan’s National Disaster Management Agency, more than 3,500 km long roads and 157 bridges were washed away, and nearly half the railway network is now under water. More than 20 lakh acres of land has been submerged in floods. Tomatoes and onions are being sold at Rs 350-400 per kg.

People, who were already bearing the onslaught of inflation, are now being forced to shell out more for food items and vegetables. It was in this context that the Pakistan Finance Minister said that the country should not hesitate from seeking help from neighbouring India in this hour of disaster. “Our focus should be on providing food to the people. We need vegetables from India”, he said.

Prime Minister Narendra Modi is willing to provide assistance to Pakistan, but till now, the neighbouring country has not sent any formal request to India. Army, civil administration and NGOs in Pakistan are unable to provide relief to the flood-hit people. More than one crore people are caught in floods and unable to move to safer places. Corpses are lying unattended at many places, and even burial ground is not available for those who have died.

More than 10 lakh homes have been destroyed, but the Pakistan government has managed to shift only five lakh people to relief camps. The Pakistani Army and Air Force are carrying out rescue operations. On Tuesday, Pakistan Army Chief Gen. Qamar Javed Bajwa visited Swat valley to oversee relief and rescue operations. He said, looking at the extent of devastation, it seems it will take at least one decade to rehabilitate the flood survivors.

Normally, these are words not spoken by an Army Chief, but his remarks underline the enormity of the crisis. Nearly 40 per cent infrastructure has been destroyed across Pakistan. The people of Pakistan are looking at India for help, but the Pakistani government is yet to make up its mind.

As of now, at least 3.5 crore people in Pakistan need food on a daily basis, apart from tents, clothes and medicines. But the government lacks the resources, both financial and material. Military planes from Turkey and China have landed carrying relief material, but these are mere drops in an ocean.

Pakistani politicians are caught in the dilemma of domestic politics, where seeking aid from India is considered taboo. Last year, the then PM Imran Khan sacked his Finance Minister when he hinted at restarting border trade with India. And now, PM Shehbaz Sharif’s Finance Minister has done the same.

Pakistan is staring at financial bankruptcy. Its PM has been dialling up the leaders of UAE, Saudi Arabia, Turkey and other countries for help. The International Monetary Fund has agreed to release $1.1 billion loan to Pakistan, though the latter had sought $10 billion.

With the situation turning precarious, most of the people in Pakistan are looking towards humanitarian help from India, because it is its biggest neighbour. India should help Pakistan in its hour of crisis. It has held Pakistan during crises in the past too. During the 2005 earthquake in Pak Occupied Kashmir, India had sent relief items and had provided two crore dollars to Pakistan.

During the floods in 2010, India was the first to send relief items and had given 2.5 crore dollars to Pakistan. Union Minister Hardip Singh Puri, who was then India’s Representative in UN, had handed over $2 crore cheque to the Pakistani Foreign Minister in New York in the presence of then UN secretary general Ban Ki-Moon.

While the people of Pakistan are looking towards India, I personally feel, the government and Army establishment in Pakistan should change its mindset towards India in this hour of crisis. Prime Minister Narendra Modi’s track record during natural disasters has been exemplary.

Last year, when the Taliban rulers in Afghanistan appealed for help, Modi sent relief materials on an emergency basis. At that time, Pakistan refused to open its land route for supply of Indian relief material to Afghanistan. It is now time that the Pakistan government should change its outlook and send a formal request to India for humanitarian assistance. I fully believe, Prime Minister Modi will not hesitate in accepting the request.

झारखंड के दुमका में एक दिल दहला देने वाली घटना हुई। इसमें एक 17 साल की लड़की अंकिता को शाहरुख नाम के एक शोहदे ने पेट्रोल छिड़कने के बाद जलाकर मार डाला। इस घटना के बाद से पूरे देश में उबाल है। 23 अगस्त की रात अंकिता जब अपने घर में सो रही थी, तब उसने उस पर पेट्रोल डाला और आग लगा दी। पांच दिनों तक जिंदगी की जंग लड़ने के बाद रविवार को अंकिता ने दम तोड़ दिया। शाहरुख और उसके दोस्त छोटू उर्फ नईम को गिरफ्तार कर लिया गया है।

अपनी मौत से पहले अंकिता ने अपने पिता से बार-बार कहा कि शाहरुख को कड़ी से कड़ी सजा जरूर दिलवाएं। जब भी वह अपने घर से स्कूल या ट्यूशन क्लास जाने के लिए बाहर जाती थी, शाहरुख उसे परेशान करता था।

मैं इसे सिर्फ कोई वारदात या अपराध नहीं कहूंगा। यह हमारे पूरे समाज पर एक कलंक है। यह वारदात झारखंड की सरकार पर एक बदनुमा दाग है जो फौरी तौर पर कार्रवाई करके लड़की की जान बचा सकती थी।

यह घटना दुमका में हुई जो झारखंड के मुख्यमंत्री हेमंत सोरेन के खानदान के प्रभाव वाला इलाका है। इस इलाके से हेमंत सोरेन के भाई बसंत सोरेन विधायक हैं। फिर भी पांच दिन तक पूरा सिस्टम खामोश रहा और जब अंकिता की दर्दनाक मौत हो गई, तो उसकी मौत के विरोध में लोग सड़कों पर उतरकर प्रदर्शन करने लगे। तब जाकर राज्य सरकार को होश आया और मुख्यमंत्री हेमंत सोरेन ने कहा कि ‘हमें इस तरह की सामाजिक बुराइयों को खत्म करना होगा।’

जिस समय मुख्यमंत्री ज्ञान दे रहे थे, उस समय पुलिस की गिरफ्त में हत्यारा शाहरुख कैमरे के सामने मुस्कुरा रहा था। यह मुस्कान हमारे सिस्टम और हमारे समाज को चिढ़ाती हुई सी लग रही थी। आप अगर मौत से पहले मैजिस्ट्रेट को दिया गया अंकिता का बयान सुनेंगे, और हत्यारे शाहरुख को हंसता हुआ देखेंगे, तो आपका खून खौल उठेगा। अंकिता ने बताया कैसे शाहरुख उसे परेशान कर रहा था, उसका पीछा कर रहा था, उसे धमकी दे रहा था कि या तो इस्लाम कबूल कर उससे शादी कर ले या मरने के लिए तैयार हो जाए। अपने पिता से कहे उसके अंतिम शब्द थे, ‘पापा, शाहरुख को मत छोड़ना। उसको सजा जरूर दिलवाना।’

अंकिता का गुनाह यह था कि उसने शाहरुख की बात नहीं मानी और आखिरकार उसे इसकी कीमत अपनी जान देकर चुकानी पड़ी। वह 90 फीसदी से भी ज्यादा जल चुकी थी और इसके बचने की संभावना बहुत कम थी। हालांकि अंकिता बड़ी बहादुरी के साथ मौत से लड़ी, लेकिन हमारे सिस्टम के कारण वह हार गई। वह एक छोटे से शहर दुमका में थी और उसे एक बड़े अस्पताल में बहुत अच्छे इलाज की जरूरत थी। उसके परिवार को उसे रांची के रिम्स (राजेंद्र इंस्टीट्यूट ऑफ मेडिकल साइंसेज) में भर्ती कराने में भी जद्दोजहद करनी पड़ी, लेकिन रिम्स में भी जले हुए मरीजों के इलाज की सुविधा नहीं थी।

अंकिता के केस के बाद अब शाहरुख हुसैन की अपराधों की हिस्ट्री सामने आ रही है। शाहरुख का घर अंकिता के घर से कुछ ही मीटर की दूरी पर है। उसने दिन में अंकिता को जान से मारने की धमकी दी और अगली सुबह उसे जला कर मार डाला। अंकिता ने अपने पिता को बताया कि रात के अंधेरे में शाहरुख उसके बेडरूम की खिड़की के पास आया, उस पर पेट्रोल डाला, माचिस जलाई और भाग गया। उसके दोस्त छोटू उर्फ नईम ने इस दरिंदगी को अंजाम देने के लिए पेट्रोल का इंतजाम किया था।

झारंखड सरकार ने इस केस की जांच अब अतिरिक्त महानिदेशक रैंक के अधिकारी से कराने का फैसला किया है। पुलिस हेडक्वॉर्टर में ADG एमएल मीणा ने इसकी जांच भी शुरू कर दी है। सोमवार को मीणा अपनी टीम के साथ दुमका गए और क्राइम सीन रिक्रिएट करवाया। बाहर सड़कों पर विश्व हिंदू परिषद, बजरंग दल और बीजेपी के कार्यकर्ताओं ने अंकिता के लिए इंसाफ की मांग करते हुए प्रोटेस्ट मार्च निकाला और सीएम हेमंत सोरेन का पुतला फूंका। सिर्फ दुमका ही नहीं, जमशेदपुर, रांची और गोड्डा में भी विरोध प्रदर्शन हुए। जगह-जगह प्रदर्शनकारियों ने शाहरुख को फांसी पर लटकाने की मांग की।

केंद्रीय मंत्री गिरिराज सिंह ने सोरेन सरकार पर मुस्लिम तुष्टिकरण के चक्कर में हिंदुओं के साथ भेदभाव का इल्जाम लगाया। गिरिराज सिंह ने कहा कि अंकिता की मौत ‘मुस्लिम तुष्टिकरण’ की नीति का नतीजा है। उन्होंने कहा कि अगर मरने वाली लड़की मुसलमान होती तो कांग्रेस और दूसरी पार्टियों के नेता आसमान सिर पर उठा लिए होते लेकिन अंकिता के मामले में झारखंड सरकार ने उसके लिए सही इलाज तक की व्यवस्था नहीं की।

बीजेपी नेता और पूर्व मुख्यमंत्री रघुबर दास ने आरोप लगाया कि जिस वक्त अंकिता अपनी जिंदगी की जंग लड़ रही थी, उस वक्त मुख्यमंत्री हेमंत सोरेन अपनी सरकार के मंत्रियों और विधायकों के साथ झारखंड के अलग-अलग पिकनिक स्पॉट पर घूम रहे थे। उन्होंने आरोप लगाया कि कुछ ताकतें दुमका और संथाल परगना इलाके में ‘लव जिहाद’ के जरिए वहां की डेमोग्राफी बदलने की कोशिश कर रही हैं। रघुबर दास ने कहा कि अवैध बांग्लादेशी और रोहिंग्या मुसलमान स्थानीय आदिवासी लड़कियों से शादी करके उनकी जमीन पर कब्जा कर रहे हैं और हेमंत सोरेन सरकार तमाशा देख रही है।

इस मसले पर AIMIM सुप्रीमो असद्दुदीन ओवैसी ने सीधी और साफ बात की। आम तौर पर मुसलमानों का पक्ष लेने वाले ओवैसी ने कहा कि जिस लड़के ने यह दारिंदगी की, उसे ‘जल्द से जल्द सख्त से सख्त सजा मिलनी चाहिए।’ उन्होंने कहा, ‘इस तरह का घिनौना काम करने वालों को समाज के भीतर रहने का हक ही नहीं हैं। इस जघन्य अपराध के बारे में बोलने के लिए शब्द ही नहीं हैं। शाहरुख को उसके गुनाह की कड़ी से कड़ी सजा मिलनी चाहिए।’

ओवैसी ने भी जिस शख्स की हिमायत नहीं की, जिस मुद्दे पर हिन्दू-मुसलमान नहीं देखा, उस मुद्दे पर भी हेमंत सोरेन सीधी और साफ बात नहीं कह पाए। जब अंकिता मौत से लड़ रही थी उस वक्त तो खामोश रहे, उसकी मौत के बाद बोले भी तो साफ नहीं बोल पाए। पहले हेमंत सोरेन ने ट्वीट किया, ‘अंकिता बिटिया को भावभीनी श्रद्धांजलि। अंकिता के परिजनों को 10 लाख रुपये की सहायता राशि के साथ इस घृणित घटना का फास्ट ट्रैक से निष्पादन हेतु निर्देश दिया है। पुलिस महानिदेशक को भी उक्त मामले में एडीजी रैंक अधिकारी द्वारा अनुसंधान की प्रगति पर शीघ्र रिपोर्ट देने हेतु निर्देश दिया है।’ वहीं, कैमरे के सामने पत्रकारों से बात करते हुए सोरेन ने कहा, ‘ऐसी घटनाएं होती रहती हैं। सभी घटनाओं पर सरकार की नजर है। यदि आपके पास ठोस जानकारी नहीं है तो कृपया भ्रम न फैलाएं।’

हेमंत सोरेन के बयानों में उनकी संवेदनहीनता साफ झलक रही थी। सोमवार को अंकिता के अंतिम संस्कार पर ग़मगीन नजारा देखने को मिला। सबसे बुरा हाल अंकिता के दादा जी का था। उन्होंने कहा, ‘अंकिता तड़प-तड़प कर मरी है। पूरे शरीर की स्किन जल गई थी। जैसी मौत अंकिता को मिली, वैसी ही अपराधी को मिलनी चाहिए।’ उसकी बहन ने कहा, ‘हमारी मां की मौत 3 साल पहले हो चुकी थी। शाहरूख उसे कई दिन से परेशान कर रहा था, लेकिन वह अपना दर्द किसी को बता नहीं पाई। अगर उसने हमें शाहरूख की हरकतों के बारे में बता दिया होता, तो हम सभी को अलर्ट कर सकते थे। उसने अपने भाई को इस बारे में 22 अगस्त को ही बताया, और अगले दिन शाहरुख ने उसे जला दिया।

अंकिता के परिवार वालों का इल्जाम है कि इलाके के डीएसपी नूर मुस्तफा ने इस केस को ‘कमजोर करने की कोशिश’ की। बीजेपी ने अब इसे बड़ा मुद्दा बना दिया है। झारखंड बीजेपी के अध्यक्ष बीजेपी दीपक प्रकाश ने कहा कि कि अंकिता की उम्र 17 साल है, लेकिन केस कमजोर करने के लिए डीएसपी नूर मुस्तफा ने FIR में अंकिता को बालिग दिखा दिया। पुलिस ने शाहरूख के खिलाफ पॉक्सो ऐक्ट भी नहीं लगाया। दीपक प्रकाश ने कहा कि डीएसपी नूर मुस्तफा पुलिस अफसर के तौर पर नहीं बल्कि झारखंड मुक्ति मोर्चा के कार्यकर्ता की तरह बर्ताव करते हैं। उन्होंने मांग की, ‘उनके खिलाफ भी ऐक्शन होना चाहिए।’

बीजेपी लीडर और झारखंड विधानसभा में विपक्ष के नेता बाबू लाल मरांडी ने भी डीएसपी नूर मुस्तफा अपने मजहब के अपराधियों को बचाने का आरोप लगाया है। डीएसपी को लेकर मरांडी ने कई ट्वीट किए और उन्हें दलितों और आदिवासियों का शोषक कहा। मरांडी ने कहा कि जुल्फिकार नाम के आरोपी पर एससी-एसपी एक्ट में केस दर्ज हुआ था लेकिन डीएसपी नूर मुस्तफा ने 90 दिन की समयसीमा के अंदर उसके खिलाफ चार्जशीट फाइल नहीं की, जिसके आधार पर जुल्फिकार को जमानत मिल गई। झारखंड पुलिस के आईजी ऑपरेशंस ने कहा कि डीएसपी नूर मुस्तफा को लेकर कुछ शिकायतें आई हैं, और उनकी जांच की जा रही है।

बड़ी बात यह है कि जब भी ऐसी घटना होती है तो सारी व्यवस्था, सारा सिस्टम एक्सपोज हो जाता है। एक अपराधी की इतनी हिम्मत हो कि वह सरेआम एक लड़की के घर में पेट्रोल छिड़ककर उसे मार डाले, पुलिस के किसी अफसर की इतनी हिमाकत हो कि ऐसे केस में भी अभियुक्त को बचाने की कोशिश करे, पुलिस की इतनी लापरवाही हो कि 4-5 दिन तक इस केस को गंभीरता से न लिया जाए, अस्पताल का इतना बुरा हाल हो कि वहां जले हुए मरीज के लिए पैरासिटामोल और सीरिंज जैसी चीजों का इंतजाम भी न हो, वह अपराधी कैमरे के सामने हंसता रहे और मरने वाली बेटी का परिवार रोता रहे, इससे बड़ी त्रासदी और क्या हो सकती है।

अगर लोग सड़कों पर न उतरते तो यह मामला भी एक लड़की के खिलाफ हुए अपराध के रूप में दर्ज होता और आगे चलकर दब जाता। अगर मीडिया इस केस को प्रमुखता से नहीं उठाता तो मुख्यमंत्री भी प्रतिक्रिया देने के लिए मजबूर नहीं होते, और मामला धीरे-धीरे ठंडा पड़ जाता।

कुछ लोग कह सकते हैं कि पुलिस का काम अपराधियों को गिरफ्तार करना है, जो कि उसने कर दिया, अब हत्यारों को सजा देना कानून का काम है। सरकार का काम है मुआवजा देना, वह दे दिया, विपक्ष का काम है सरकार को घेरना, वह घेर रहा है। कुल मिलाकर एक बेटी की मौत पर हर कोई अपने-अपने हिस्से की रस्म अदायगी कर रहा है।

जब तक यह रस्म अदायगी होती रहेगी और हर कोई अपने-अपने हिस्से की सिर्फ रस्म अदायगी करता रहेगा, तब तक हमारी बेटियां सुरक्षित नहीं रहेंगी। जब तक हर घर की बेटी को हम अपनी बेटी नहीं समझेंगे, तब तक इस तरह की जघन्य वारदातें होती रहेंगी, और ऐसे मामले एक और क्राइम केस बनकर इतिहास के पन्नों में दफन होते रहेंगे।

In a horrific incident in Dumka, Jharkhand, that has caused nationwide outrage, a 17-year-old girl Ankita was burnt to death by a stalker named Shahrukh. He poured petrol on her while she was sleeping in her home at night on August 23 and set her on fire. After battling for life for five days, Ankita succumbed to her injuries on Sunday. Shahrukh and his friend Chhota Khan alias Naeem have been arrested.

Before her death, Ankita implored her father to ensure that Shahrukh, the stalker, gets the harshest punishment. Shahrukh has been tormenting her, whenever she went out of her home to attend school and tuition classes.

I will not call this a mere incident, or a crime. It is a dark blot on our society. It is also a dark blot on Jharkhand government, which could have saved her life by taking timely action.

Dumka is an area which is under the influence of Chief Minister Hemant Soren and his family. His brother Basant Soren is the MLA from the area. For five days, when Ankita was battling for life, the state government remained silent, and when she succumbed to her injuries, people came out in the streets to protest. It was then that Chief Minister Hemant Soren broke his silence and said that ‘we should get rid of all such social evils from society’.

At the time when the chief minister was mouthing inanities, Shahrukh, the culprit, was smiling in front of cameras, as he was being taken away by police. That smile appeared to be mocking our system and our society. It overshadows what Ankita told the magistrate on her death bed. She described how Shahrukh was tormenting and stalking her, was threatening her to either marry him and convert to Islam, or face death. Her last words to her father were, “Papa, do not spare Shahrukh, ensure that he is punished”.

Ankita’s crime was that she was resisting Shahrukh’s advances and had to ultimately give the supreme sacrifice. She had suffered more than 90 per cent burns and her chances of survival were slim. Yet, she did not lose courage. She lost to the vagaries of our system. She was in Dumka, a small town, and she needed better treatment in a top hospital. Her family managed to get her admitted to RIMS (Rajendra Institute of Medical Sciences) in Ranchi, but even RIMS did not have facilities to treat burn patients.

The Jharkhand government did not try to shift her to Delhi or any big metropolis. It was only after her death, when protests erupted, the government woke up from its slumber and arrested Shahrukh. The murderer looked unrepentant. He was smiling before the cameras, as if saying, nobody can harm me.

His case history shows he had been stalking other girls in the locality too. Shahrukh was a neighbour of Ankita. On the fateful day, he had threatened to kill Ankita. The latter told her father, and at the dead of night, Shahrukh sneaked into her bedroom, poured petrol on her, lit the matchstick and fled. His friend Chhotu alias Naeem had arranged petrol for committing this gruesome act.

Jharkhand government has now entrusted the probe to Additional DGP M.L.Meena. On Monday, he went to Ankita’s house with a team of experts and recreated the crime scene. Outside, on the streets, Vishwa Hindu Parishad, Bajrang Dal and BJP activists took out protest march and burnt the effigy of CM Hemant Soren, while demanding justice. Protests were held in Dumka, Jamshedpur, Ranchi and Godda. They demanded death punishment for Shahrukh.

As politicians stepped in, Union Minister Giriraj Singh alleged that Hindus in Jharkhand are being discriminated against because of ‘Muslim appeasement’ policy of JMM-led government. He said, Congress and other parties would have raised furore if the victim had been a Muslim girl, but in Ankita’s case, the Jharkhand government did not arrange proper treatment for her.

BJP leader and former CM Raghubar Das alleged that the chief minister, along with his ministers and MLAs, was busy visiting picnic spots, when Ankita was fighting for her life. He also alleged that fundamentalists are trying to change the demography of Dumka and Santhal Pargana region, by resorting to ‘love jihad’. Das alleged that infiltrators from Bangladesh and Rohingya Muslims are grabbing land by marrying local tribal girls, while the JMM government has become a silent spectator.

AIMIM chief Asaduddin Owaisi demanded the “sternest and speediest punishment” for the culprit who committed this heinous act. “Such a criminal has no right to live in a civil society”, he said. “There are no words to condemn this brutal act and Shahrukh must be punished”, Owaisi added.

Owaisi avoided any remark about Hindu-Muslim issue, and it is a welcome change. He minced no words in condemning the murderer. In contrast, Chief Minister Hemant Soren tried to obfuscate while speaking to the media. First, he tweeted saying: “My heartfelt tributes to daughter Ankita. I have directed that Rs 10 lakh ex-gratia be paid to Ankita’s family and this horrendous case be disposed on fast track. Have also directed DGP to submit early report on progress of probe by ADG-rank officer.” While speaking to reporters before cameras, Soren said, “such incidents do happen. Government keeps watch on all incidents. Please do not spread confusion if you do not have concrete information”.

The chief minister’s lack of sensitivity was clearly showing in his remarks. There were heart rending scenes at Ankita’s funeral on Monday. Her grandfather said, Ankita died a painful death as she had suffered severe burns. “Her murderer must be punished”, he said. Her sister said, “Since Ankita’s mother had passed away, she did not share her ordeal with others. If she had told us about how Shahrukh was tormenting her, we could have alerted all. She told her brother only on August 22, but the next day, Shahrukh poured petrol on her.”

Ankita’s family has alleged that the local DSP Noor Mustafa tried to “weaken the case”. BJP has now made it an issue. State BJP chief Deepak Prakash said, Ankita was 17 years old, but DSP Noor Mustafa showed that she was an adult in the FIR. Moreover, charges under POCSO Act were also not added in the FIR. The BJP leader alleged that the DSP was acting as if he was a JMM activist. “Action must be taken against him”, he demanded.

Leader of Opposition and BJP leader Babulal Marandi also alleged that DSP Noor Mustafa was shielding criminals. He alleged that a case under SC-ST Act was filed against an accused Zulfiqar, but the DSP did not file chargesheet within the 90 days’ time limit, and the accused came out on bail. Jharkhand Police IG Operations said that some complaints have been received against DSP Noor Mustafa and they are being investigated.

The moot point is: whenever such horrendous incident takes place, it exposes the fault lines in our system.

For a criminal to have the gumption to pour petrol on a girl inside her house,
for a police officer to try to shield criminals publicly,
for the police not taking Ankita’s case seriously for five days,
for a hospital that lacked basic requirements like Paracetamol tablets and syringes for a burns victim,
for a criminal laughing and smiling in front of cameras,
for the family members of the girl helplessly weeping in public,
I can only say, there can be no bigger tragedy that this.

If common people had not come out on the streets, this case would have been filed and forgotten as another crime against a girl. Had the media not highlighted Ankita’s case and forced the chief minister to react, the case could have died a gradual death.

Some may say that police had arrested the culprits, and it is for the judiciary to give punishment. The government’s duty is to give ex-gratia, and the opposition’s work is to take the ruling party to task. So, every arm of civil society did its work perfunctorily after the death of a daughter.

So long as lip service is given and work is done perfunctorily by different arms of society, our daughters will never remain safe. So long as we do not consider others’ daughters as our own daughters, such horrendous crimes will continue, and such cases of brutal crime shall remain buried, and later forgotten, in the pages of history.

कांग्रेस का एक और मज़बूत पिलर गिर गया। गुलाम नबी आज़ाद शुक्रवार को कांग्रेस से ‘आजाद’ हो गए। उन्होंने कांग्रेस से 49 साल पुराना रिश्ता खत्म करते हुए पार्टी की प्राथमिक सदस्यता से इस्तीफा दे दिया।

पार्टी के सभी पदों से इस्तीफा देते हुए गुलाम नबी आजाद ने कांग्रेस की अंतरिम अध्यक्ष सोनिया गांधी को पांच पन्नों की चिट्ठी लिखी। इस चिट्ठी का लब्बो-लुबाब ये है कि राहुल गांधी के चक्कर में पार्टी की इतनी दुर्दशा हो गई है। उन्होंने सीधे-सीधे बिना किसी लाग लपेट के कहा कि राहुल ‘अपरिपक्व’ हैं, उनकी हरकतें ‘बचकानी’ है वे ‘अनुभवहीन चाटुकारों’ से घिरे हैं।

राहुल गांधी के व्यवहार को ‘बचाकाना’ बताते हुए आजाद ने लिखा.. ‘दुर्भाग्य से राहुल गांधी की राजनीति में एंट्री और खासतौर से जनवरी 2013 के बाद जब वे आपके द्वारा उपाध्यक्ष नियुक्त किए गए, उन्होंने पार्टी में मौजूद सलाह-मशविरे के सिस्टम को खत्म कर दिया। सभी वरिष्ठ और अनुभवी नेताओं को साइडलाइन कर दिया गया और अनुभवहीन चाटुकारों की मंडली पार्टी को चलाने लगी।’

आजाद ने लिखा ‘इस अपरिपक्वता का सबसे बड़ा उदाहरण राहुल गांधी द्वारा मीडिया के सामने सरकार के अध्यादेश को फाड़ना था। उस अध्यादेश को चर्चा के बाद कांग्रेस कोर ग्रुप में शामिल किया गया था और बाद में देश के प्रधानमंत्री की अध्यक्षता में केद्रीय मंत्रिमंडल ने सर्वसम्मति से उसे पास किया था। देश के राष्ट्रपति ने उस अध्यादेश पर मुहर लगाई थी। उनके इस ‘बचकाने’ व्यवहार ने प्रधानमंत्री और भारत सरकार के अधिकारों को पूरी तरह से बर्बाद कर दिया था। 2014 में यूपीए की हार के लिए यह घटना सबसे ज्यादा जिम्मेदार थी। उस समय पार्टी दक्षिणपंथी ताकतों और कुछ बेईमान कॉरपोरेट् हितों द्वारा चलाए जा रहे बदनामी और आक्षेप के अभियान झेल रही थी।’

पार्टी की चुनावी हार के घावों पर नमक छिड़कते हुए आजाद ने लिखा-‘ 2014 से आपके नेतृत्व और बाद में राहुल गांधी के नेतृत्व में कांग्रेस दो लोकसभा चुनावों में बुरी तरीके से पराजित हुई है। 2014 से 2022 के बीच हुए 49 विधानसभा चुनावों में से पार्टी को 39 में हार का सामना करना पड़ा है। केवल चार राज्यों में पार्टी चुनाव जीतने में सफल रही है और 6 बार गठबंधन की स्थिति में आने में सफल रही है। दुर्भाग्य से आज कांग्रेस केवल दो राज्यों में शासन कर रही है और दो अन्य राज्यों में गठबंधन सरकार में सहयोगी की भूमिका में है।

आजाद ने इस बात की ओर इशारा किया कि कैसे राहुल गांधी और उनकी चाटुकारों की मंडली पार्टी के पुराने लोगों को परेशान कर रही है। उन्होंने लिखा, ‘2019 के चुनावों के बाद से पार्टी की हालत खराब होती गई है। राहुल गांधी ने जल्दबाजी में अध्यक्ष का पद छोड़ दिया और विस्तारित कार्यसमिति की बैठक में पार्टी के लिए अपने प्राण देनेवाले पार्टी के सभी वरिष्ठ पदाधिकारियों का अपमान होने से पहले आपने अंतरिम अध्यक्ष के रूप में पदभार ग्रहण किया । जिसे आप पिछले तीन साल से संभाले हुए हैं।’

उन्होंने लिखा कि कैसे राहुल की मंडली रिमोट कंट्रोल से कांग्रेस को चला रही है और फैसले उनके पीए और सुरक्षा गार्ड ले रहे हैं। आजाद ने लिखा, ‘इससे भी बुरी बात यह है कि जिस ‘रिमोट कंट्रोल मॉडल’ ने यूपीए सरकार की संस्थागत अखंडता को ध्वस्त किया अब वही भारतीय राष्ट्रीय कांग्रेस में लागू हो गया। जबकि पार्टी में आप सिर्फ एक नाममात्र की व्यक्ति रह गई हैं और सारे अहम फैसले राहुल गांधी या उनसे भी बदतर उनके सुरक्षा गार्ड और पीए द्वारा लिए जा रहे थे।

गुलाम नबी आजाद ने इस बात का उल्लेख किया कि कैसे ग्रुप-23 के उनके सहयोगियों और उन्हें राहुल गांधी के आसपास की मंडली द्वारा निशाना बनाया गया और उनकी निंदा की गई। आजाद ने लिखा, ‘2020 के अगस्त में जब मैंने और पूर्व केंद्रीय मंत्रियों और मुख्यमंत्रियों सहित 22 अन्य वरिष्ठ सहयोगियों ने आपको पार्टी के अंदर आ रही गिरावट को लेकर चिट्ठी लिखी तो मंडली के लोगों ने अपने चाटुकारों को हम पर हमला करने के लिए भेज दिया। जितनी बुरी तरह से अपमानित किया जा सकता है, अपमानित किया गया। वास्तव में एआईसीसी चलाने वाली मंडली के निर्देश पर ही जम्मू में मेरा अर्थी जुलूस निकाला गया। जिन लोगों ने यह अनुशासनहीनता की उनका एआईसीसी के महासचिवों और राहुल गांधी ने दिल्ली में स्वागत किया था। इसके बाद उसी मंडली ने अपने गुंडों को कपिल सिब्बल के घर पर हमला करने के लिए उकसाया जो संयोग से आपका बचाव कर रहे थे। आपको और आपके परिजनों को चूक और कमीशन के कथित हमलों से बचा रहे थे।

आजाद ने लिखा’ 23 सीनियर नेताओं द्वारा एकमात्र किया गया अपराध यह था कि उन्होंने पार्टी की चिंता की। पार्टी के हित में आपको पार्टी की कमजोरियों की वजह और उसे दूर करने के उपाय, दोनों के बारे में बताया। दुर्भाग्य से उन पर रचानत्मक और सहयोगात्मक तरीके से विचार करने के बजाय विस्तारित सीडब्ल्यूसी की विशेष तौर बुलाई गई बैठक में हमारे साथ दुर्व्यवहार किया गया, हमें अपमानित किया गया, हमें अपशब्द कहे गए, शर्मिंदा किया गया।’

कांग्रेस में मौजूदा चुनाव प्रक्रिया को एक ‘तमाशा’ बताते हुए, आजाद ने लिखा, “दुर्भाग्य से, कांग्रेस पार्टी की हालत ऐसी हो गई है कि अब पार्टी का नेतृत्व संभालने के लिए प्रॉक्सी को सहारा दिया जा रहा है। इस तरह के प्रयोग का विफल होना निश्चित है क्योंकि पार्टी इतनी व्यापक रूप से नष्ट हो गई है जहां से वापसी नहीं हो सकती। इसके अलावा, जिसे चुना जाएगा वह एक तार पर लटके हुए कठपुतली से ज्यादा कुछ नहीं होगा।’

राहुल गांधी को एक अगंभीर शख्स बताते हुए आजाद ने लिखा,’बदकिस्मती से राष्ट्रीय स्तर पर हमने राजनीति की जगह बीजेपी के लिए और राज्यों में क्षेत्रीय दलों के लिए छोड़ दी है। यह सब इसलिए हुआ क्योंकि पिछल 8 साल में नेतृत्व ने एक अगंभीर शख्स को पार्टी के शीर्ष स्थान पर थोपने की कोशिश की है। संगठन के अंदर चुनाव प्रक्रिया एक दिखावा है। देश में कहीं भी किसी भी स्तर पर संगठन के स्तर पर चुनाव नहीं हुए हैं।’

आजाद ने लिखा, ‘एआईसीसी के चुने हुए लेफ्टिनेंटों को 24 अकबर रोड पर बैठकर एआईसीसी चलाने वाली मंडली द्वारा तैयार की गई लिस्ट पर साइन करने के लिए मजबूर किया गया। किसी बूथ, ब्लॉक, जिले या राज्य में किसी भी जगह पर मतदाता सूची प्रकाशित नहीं की गई, न नामांकन आमंत्रित किए गए, न जांच की गई, न मतदान केंद्र बनाए गए और न चुनाव हुए। एआईसीसी नेतृत्व पार्टी के साथ बड़े पैमाने पर धोखाधड़ी को अंजाम देने के लिए जम्मेदार है। पार्टी अतीत के खंडहर होते जा रहे इतिहास पर पकड़ बनाए रखे जो कभी एक राष्ट्रीय आंदोलन था, जिसने देश की स्वतंत्रता के लिए लड़ाई लड़ी और आजादी दिलाई। क्या आजादी के 75 वें वर्ष में भारतीय राष्ट्रीय कांग्रेस इस लायक है? यह एक ऐसा सवाल है जो एआईसीसी नेतृत्व को खुद से पूछना चाहिए।

अगर संक्षेप में कहें तो गुलाम नबी आजाद की यह चिट्ठी कांग्रेस के उस स्तर को उजागर करती है जिस स्तर तक पार्टी में गिरावट आई है। पहली बार कांग्रेस के किसी सीनियर नेता ने इस्तीफा देते हुए गांधी परिवार के कामकाज की पोल खोल दी है। यह चिट्ठी पार्टी की अंदर की उन बीमारियों की डिटेल रिपोर्ट प्रतीत होती है जिससे पार्टी बुरी तरह पीड़ित है। चूंकि लगाए गए आरोप बेहद गंभीर थे इसलिए राहुल गांधी और उनकी सोशल मीडिया टीम ने इस चिट्ठी के सार्वजनिक होने के कुछ ही मिनटों के भीतर आजाद पर तुरंत हमला कर दिया। जयराम रमेश से लेकर अशोक गहलोत और अजय माकन, भूपेश बघेल से लेकर पवन खेड़ा तक सबने आजाद को सत्ता चाहने वाला, देशद्रोही और कृतघ्न बताते हुए हमला किया। वहीं इसके विपरीत नेशनल कॉन्फ्रेंस के फारूक अब्दुल्ला ने कांग्रेस नेताओं को आत्ममंथन करने की सलाह दी कि आखिर क्यों आजाद जैसे वफादार नेता को इस्तीफा देना पड़ा। फारूक अब्दुल्ला ने कहा, आजाद को छोटा मत समझो, उन्हें वापस लौटने के लिए मनाने की कोशिश करो और अगर नेताओं का पलायन जारी रहा, तो कांग्रेस का अस्तित्व खत्म हो जाएगा।’

कांग्रेस नेता इसके बाद भी बेफिक्र रहे। जयराम रमेश ने ट्वीट किया,’ एक शख्स जिसके साथ कांग्रेस नेतृत्व द्वारा सबसे ज्यादा सम्मान के साथ व्यवहार किया गया है उसने अपने शातिर व्यक्तिगत हमलों से धोखा दिया है जो उसके असली चरित्र को उजाकर करता है। जीएनए (गुलाम नबी आजाद) का डीएनए ‘मोडी-फाइड’ है।’

फिलहाल सोनिया गांधी , राहुल और प्रियंका गांधी विदेश में हैं, लेकिन राजस्थान और छत्तीसगढ़ के मुख्यमंत्रियों और कांग्रेस के अन्य नेताओं की प्रतिक्रियाओं से साफ है कि पार्टी नेतृत्व आजाद को मनाने के मूड में नहीं है। जब प्रधानमंत्री नरेंद्र मोदी ने विदाई भाषण के दौरान राज्यसभा में गुलाम नबी आजाद की तारीफ की और भावुक हो गए, तो कांग्रेस नेताओं ने आजाद पर ‘बीजेपी का एजेंट’ होने का आरोप लगाया। पार्टी ने उन्हें राज्यसभा का टिकट देने से इनकार कर दिया और उनके बजाय इमरान प्रतापगढ़ी को राज्यसभा में भेज दिया। मोदी ने एक काबिल मुख्यमंत्री के तौर पर आजाद की तारीफ की थी, लेकिन राहुल गांधी और उनकी मंडली को मोदी की यह तारीफ पसंद नहीं आई।

कांग्रेस नेताओं को यह समझना चाहिए कि क्यों शुक्रवार को फारूक अब्दुल्ला ने गुलाम नबी आजाद की तारीफ की। फारूक अब्दुल्ला सियासत और उम्र में गुलाम नबी आजाद से सीनियर हैं। दोनों अलग-अलग पार्टियों में हैं। फिर भी वो ग़ुलाम नबी की इज्जत करते हैं। गुलाम नबी जब 24 साल के थे तब कांग्रेस में आए थे। अब 73 साल के हैं। उन्होंने पूरी जिंदगी कांग्रेस में निकाल दी। ब्लॉक में यूथ कांग्रेस के स्थानीय कार्यकर्ता से लेकर CWC तक, हर स्तर पर काम किया। ये सही है कि वो मंत्री रहे, मुख्यमंत्री रहे, राज्यसभा में विपक्ष के नेता रहे, कांग्रेस के महासचिव रहे। ये पद कांग्रेस ने उन्हें उनकी काबिलियत के आधार पर दिए। प्रशासनिक और राजनीतिक अनुभव के कारण वे इन पदों के हकदार थे।

गुलाम नबी आजाद के इस्तीफे पर कांग्रेस के नेताओं ने जिस तरह की प्रतिक्रिया दी और जो बातें कहीं उनसे गुलाम नबी आजाद की चिट्ठी में लिखी एक-एक बात सही साबित होती है। उसी से पता चलता है कि कांग्रेस की हालत इतनी बुरी क्यों हो गई। कांग्रेस के किसी नेता ने उन मुद्दों पर विचार करने की जरूरत नहीं समझी जो गुलाम नबी आजाद और उनके G-23 के सहयोगियों ने उठाए थे। इसके बजाय कांग्रेस के नेता तो इस्तीफे की टाइमिंग पर सवाल उठाने लगे। ऐसे समय में जब सोनिया, राहुल और प्रियंका विदेश तब इस्तीफा क्यों दिया? कुछ नेता गुलाम नबी आजाद की नीयत पर शक करने लगे। कांग्रेस के बड़े-बड़े नेताओं ने गुलाम नबी आजाद के इस्तीफे को नरेंद्र मोदी से जोड़ने की कोशिश की और इसे बीजेपी की साजिश करार दिया।

किसी ने कहा कि मोदी के आंसुओं का कर्ज चुका रहे हैं। किसी ने कहा कि मोदी ने पद्मविभूषण दे दिया और गुलाब नबी आज़ाद का सरकारी आवास कॉन्टिन्यू कर दिया, इसलिए गुलाम नबी आज़ाद ने कांग्रेस छोड़ दी। गुलाम नबी आजाद के लिए ये सब बहुत छोटी बातें हैं और ऐसी बातें छोटी सोच वाले ही कर सकते हैं। उनके बारे में ये कहना कि वो कांग्रेस में रहकर मोदी के एजेंट की तरह काम कर रहे थे। इस बात को साबित करता है कि कांग्रेस के नेता, मोदी के अलावा कुछ देख ही नहीं पाते। कुछ लोगों ने ये कहा कि गुलाम नबी आजाद को ऐसे वक्त पर सवाल नहीं उठाने चाहिए थे जब सोनिया गांधी बीमार हैं और राहुल गांधी देश से बाहर हैं।

मेरा कहना है कि कांग्रेस की सबसे बड़ी ताकत संगठन में अनुभवी नेताओं की मौजूदगी रही है। गुलाम नबी आज़ाद जैसे लोग जिन्होंने कई साल सरकारें आते-जाते देखी हैं, हार को जीत में बदलते देखा है। अगर आज वाकई में कांग्रेस मोदी से लड़ना चाहती है तो उसे ऐसे तजुर्बेकार नेताओं की जरूरत है। गुलाम नबी आज़ाद ने अपनी ज़िंदगी के 49 साल पार्टी को दिए हैं। इसका जिक्र उन्होंने सोनिया गांधी को लिखे अपने पांच पन्नों चिट्ठी में विस्तार से किया है।

गुलाम नबी आज़ाद इंदिरा गांधी, राजीव गांधी से लेकर मनमोहन सिंह तक सभी सरकारों में मंत्री रहे। उन पर कभी उंगली नहीं उठी। इसलिए आज ये कहना ठीक नहीं है कि वह एहसान-फरामोश हैं। पार्टी को उनकी जरूरत नहीं है। कांग्रेस को कोई फायदा नही है। इस समय तो कांग्रेस को जरूरत है कि वो अपने सारे नेताओं को संभालकर रखे। चाहे वो अनुभवी नेता हों या फिर नए ज़माने के लीडर हों। अगर कांग्रेस गुलाम नबी आज़ाद के योगदान को नहीं पहचानती, उनका सम्मान नहीं कर सकती तो इसे पार्टी का दुर्भाग्य ही कहा जाएगा।

वैसे राष्ट्रीय स्तर पर गुलाम नबी आजाद के जाने का कांग्रेस पर क्या असर होगा ये तो वक्त के साथ कांग्रेस के लोगों को पता लगेगा लेकिन जम्मू कश्मीर में कांग्रेस के खात्मे की शुरूआत हो गई। जम्मू कश्मीर में कांग्रेस के कुल छह विधायक थे लेकिन शुक्रवार को गुलाम नबी आजाद के इस्तीफे के बाद कांग्रेस के पांच विधायकों ने भी पार्टी छोड़ दी। आजाद पहले ही संकेत दे चुके हैं कि वह जम्मू-कश्मीर में एक पार्टी बनाएंगे। गुलाम नबी के इस कदम का पहला असर जम्मू कश्मीर की सियासत पर पड़ेगा। जम्मू कश्मीर में पिछले चुनाव 2014 में हुए थे। उस वक्त कांग्रेस ने 12 सीटें जीतीं थी। उनमें से तीन सीटें अब लेह लद्दाख में चली गईं। कांग्रेस के जो नौ विधायक बचे थे उनमें से तीन पहले ही पार्टी छोड़ चुके हैं। अब बचे हुए छह में से पांच भी पार्टी छोड़ गए। जो एक विधायक कांग्रेस के साथ रह गया है वो इसलिए क्योंकि राहुल गांधी ने कुछ दिन पहले उसे जम्मू-कश्मीर कांग्रेस का अध्यक्ष बनाया था।

गुलाम नबी आज़ाद जम्मू कश्मीर के ऐसे अकेले नेता हैं जिनकी पकड़ घाटी के साथ जम्मू रीजन में भी है। जम्मू की 12 विधानसभा सीटों पर ग़ुलाम नबी आज़ाद का अच्छा असर है। इसीलिए जम्मू-कश्मीर कांग्रेस के बड़े नेता गुलाम नबी के जाने से परेशान हैं। गुलाम नबी आजाद पक्के कश्मीरी हैं। इंसानियत और ईमानदारी उनमें कूट-कूटकर भरी है। मैं आज़ाद साहब को तब से जानता हूं जब वो यूथ कांग्रेस के लीडर थे। उनकी रग-रग में कांग्रेस बसी है। वो इंदिरा गांधी और राजीव गांधी के सिपाही रहे हैं। मैं कभी सोच भी नहीं सकता था कि वो कभी कांग्रेस छोड़ेंगे, क्योंकि मैं इतने साल से उन्हें बहुत करीब से जानता हूं।

उन्होंने कभी भी कांग्रेस और उसकी लीडरशिप के बारे में आलोचना का एक लफ्ज नहीं कहा। इसीलिए जब शुक्रवार को उन्होंने इस्तीफा दिया तो मुझे वो शेर याद आ गया ‘कुछ तो मजबूरियां रही होंगी…यूं ही कोई बेवफा नहीं होता।’ आज़ाद साहब के इस कदम से कांग्रेस को जम्मू-कश्मीर में बहुत नुकसान होगा।

जब आजाद मुख्यमंत्री थे तो उन्होंने कश्मीर में वर्क कल्चर बदल दिया था। विकास के बहुत सारे काम किए थे। कश्मीर घाटी और जम्मू दोनों जगह आज भी लोग उनके काम को याद करते हैं और आज़ाद साहब की बहुत इज्जत करते हैं। कश्मीर में चुनाव होने वाले हैं। अगर गुलाम नबी आज़ाद अपनी अलग पार्टी बनाते हैं तो वो कश्मीर में चुनाव के सारे समीकरण बदल सकते हैं। आज के वक्त में वह कश्मीर के अवाम की उम्मीदों का एक चेहरा बन सकते हैं।

The exit of senior leader Ghulam Nabi Azad from the Congress party marks the fall of another strong pillar of the Grand Old Party. True to his name, he made himself ‘azaad’(free) from the party with which he had been associated for 49 long years.

While resigning from the primary membership and all other posts of the party, Azad wrote a five-page stinging, no-holds-barred, letter to the party interim president Sonia Gandhi, and told her in plain words that her son Rahul was ‘immature’, ‘childish’ and ‘surrounded by inexperienced sycophants’.

Describing Rahul Gandhi’s behaviour as ‘childish’, Azad wrote: “…unfortunately after the entry of Shri Rahul Gandhi into politics, and particularly after January 2013, when he was appointed as Vice President by you, the entire consultative mechanism which existed earlier was demolished by him. All senior and experienced leaders were sidelined and a new coterie of inexperienced sycophants started running the affairs of the Party.”

“One of the most glaring examples of this immaturity was the tearing up of a government ordinance in the full glare of the media by Shri Rahul Gandhi. The said ordinance was incubated in the Congress Core Group and subsequently unanimously approved by the Union Cabinet presided over by the Prime Minister of India and duly approved even by the President of India. ‘This childish’ behaviour completely subverted the authority of the Prime Minister and Government of India. This one single action more than anything else contributed significantly to the defeat of the UPA Government in 2014 which was at the receiving end of a campaign of calumny and insinuation from a combination of the forces of the right-wing and certain unscrupulous corporate interests. “

Rubbing salt into the wounds on the party’s electoral debacles, Azad wrote: “Under your stewardship since 2014 and subsequently that of Shri Rahul Gandhi, the INC has lost two Lok Sabha elections in a humiliating manner. It has lost 39 out of the 49 assembly elections held between 2014-2022. The Party only won four state elections and was able to get into a coalition situation in six instances. Unfortunately, today, the INC is ruling in only two states and is a very marginal coalition partner in two other states.”

Azad pointed out to Sonia Gandhi how Rahul Gandhi and his ‘coterie of sycophants’ were hounding old timers in the party. He wrote: “Since the 2019 elections, the situation in the party has only worsened. After Sh. Rahul Gandhi stepped down in a huff and not before insulting all the senior Party functionaries who have given their lives to the party, in a meeting of the extended Working Committee, you took over as interim President. A position that you continue to hold even today for the past three years.”

He wrote how Rahul’s coterie is running the Congress through remote control and decisions are being taken by his PAs and security guards. Azad wrote: “ Worse still, the ‘remote control model’ that demolished the institutional integrity of the UPA government now got applied to the Indian National Congress. While you are just a nominal figurehead, all the important decision were being taken by Shri Rahul Gandhi or rather worse, his security guards and PAs. “

The senior Congress leader mentioned how he and his colleagues in the Group of 23 were targeted and vilified by the coterie around Rahul Gandhi. Azad wrote: “In the August of 2020, when I and 22 other senior colleagues, including former Union Ministers and Chief ministers wrote to you to flag the abysmal drift in the Party, coterie chose to unleash its sycophants on us and got us attacked, villified and humiliated in the most crude manner possible. In fact on the directions of the coterie that runs the AICC today my mock funeral procession was taken out in Jammu. Those who committed this indiscipline were feted in Delhi by the General Secretaries of the AICC and Shri Rahul Gandhi personally. Subsequently, the same coterie unleashed its goondas to physically attack the residence of a former Ministerial Colleague Sh. Kapil Sibal , who incidentally was defending you and your kin in the courts of law for your alleged attacks of omission and commission.”

“ The only crime committed by the 23 senior leaders who wrote that letter out of concern for the Party is that they pointed out both the reasons for the weaknesses in the Party and the remedies thereof. Unfortunately, instead of taking those views on board in a constructive and cooperative manner, we were abused, humiliated, insulted and vilified in a specially summoned meeting of the extended CWC meeting.”, Azad wrote.

Describing the current election process in the Congress as a ‘farce’, Azad wrote: “Unfortunately, the situation in the Congress party has reached such a point of no return that now proxies are being propped up to take over the leadership of the Party. This experiment is doomed to fail because the Party has been so comprehensively destroyed that the situation has become irretrievable. Moreover, the chosen one would be nothing more than a puppet on a string. “

Describing Rahul Gandhi as ‘a non-serious individual’, Azad wrote: “ Unfortunately, at the national level we have conceded the political space available to us to the BJP and state-level space to regional parties. This all happened because the leadership in the past 08 years has tried to foist a non-serious individual at the helm of the Party. The entire organisational election process is a farce and a sham. At no place anywhere in the country have elections been held at any level of the organisation.”

“ Handpicked lieutenants of the AICC have been coerced to sgn on lists prepared by the coterie that runs the AICC sitting at 24 Akbar Road. At no place in a booth, block, district or state was an electoral roll published, nominations invited, scrutinized, polling booths set up and elections held. The AICC leadership is squarely responsible for perpetrating a giant fraud on the party to perpetuate its hold on the ruins of what once was a national movement that ought for and attained the Independence of India. Does the Indian National Congress deserve this in the 75th year of India’s independence is a question that the AICC leadership must ask itself.”

The letter, in a nutshell, exposes the abysmal levels to which the Congress party has descended. For the first time, a senior Congress leader, while resigning, has exposed the working of the Gandhi family. The letter seems to be a detailed report about the diseases that have afflicted the party. Since the allegations made were serious, Rahul Gandhi and his social media team immediately attacked Azad within minutes of this letter appearing in public domain. From Jairam Ramesh to Ashok Gehlot and Ajay Maken, Bhupesh Baghel to Pawan Khera, every pro-establishment leader in the Congress attacked Azad describing him as a power seeker, traitor and ungrateful man. On the contrary, National Conference leader Farooq Abdullah advised the Congress leaders to introspect why a loyal leader like Azad had to resign. “Do not consider Azad a small fry, try to persuade him to return, and if the exodus of leaders continues, Congress will cease to exist”, Farooq Abdullah said.

Congress leaders remained unfazed. Jairam Ramesh tweeted: “A man who has been treated with the greatest respect by the Congress leadership has betrayed it by his vicious personal attacks which reveals his true character. GNA’s DNA has been modi-fied.”

Presently, Sonia, Rahul and Priyanka Gandhi are abroad, but the reactions from Rajasthan and Chhattisgarh chief ministers and other Congress leaders make it quite clear that the party leadership is in no mood to persuade Azad. When Prime Minister Narendra Modi praised Ghulam Nabi Azad in Rajya Sabha during the farewell speech, and became emotional, Congress leaders pounced upon Azad alleging that he was an “agent of BJP”. The party refused to give him nomination for Rajya Sabha, and instead, sent Imran Pratapgarhi to the Upper House. Modi had praised Azad as a capable chief minister, but Rahul Gandhi and his coterie did not like this praise from Modi.

Congress leaders should understand why Farooq Abdullah praised Azad on Friday. Farooq Abdullah respects Azad though they both belong to different parties. Azad was 24 years old when he joined the Congress. Today he is 73. He almost spent his entire life in the service of Congress party. Rising from the post of block president to the post of Indian Youth Congress Chief to senior positions in Congress Working Committee and government, Azad had been a trouble shooter for the party leadership. He was the Leader of Opposition in Rajya Sabha. He deserved these positions because of his vast administrative and political experience.

The manner in which pro-establishment Congress leaders reacted substantiates the allegations made by Azad in his letter to Sonia Gandhi. The party leaders are unwilling to think about the core issues that Azad and his colleagues in Group of 23 had raised. Instead, they questioned the timing of his resignation, at a time when Sonia, Rahul and Priyanka have gone abroad. They tried to link Azad’s connections with Narendra Modi, doubted his intentions and alleged that he was part of a conspiracy hatched by the BJP.

Some alleged that Azad was repaying his debts for Modi’s tears, some pointed out how Modi government gave him the Padma Vibhushan and allowed Azad to continue to stay in his government bungalow. For Azad, such allegations are petty and beneath his dignity to react. This shows the petty thinking of some Congress leaders. Some of them said that Azad should not have resigned at a time when the Gandhi family had gone abroad for Sonia’s treatment.

My opinion is that the biggest strength of Congress party had been the presence of experienced leaders in the organisation. Leaders like Azad, through the years, have seen many governments rise and fall. If the Congress is really serious to pose a challenge to Narendra Modi, it badly needs leaders with experience and acumen. Ghulam Nabi Azad gave 49 years of his life in the service of Congress. He mentioned this in detail in his five-page letter to Sonia Gandhi.

From Indira Gandhi to Rajiv Gandhi to Dr Manmohan Singh, he had been minister in all the Congress governments at the Centre. There was never any charge of corruption against him. To say that he is an ungrateful man and the party does not need his service any more, smacks of immaturity. Congress, at this moment of existential crisis, should keep its flock of old timers and young leaders together. If Congress refuses to realize the contribution of Ghulam Nabi Azad, and unwilling to give him respect, I can only say, that it is the party’s misfortune.

The loss of Azad for Congress at the national level will be realized at the right time. Already, Azad has indicated that he would float a party in Jammu and Kashmir, and five Congress MLAs in that state resigned on Friday to join his camp. In the 2014 elections in J&K, Congress had won 12 seats, out of which three seats have now gone to the union territory of Ladakh. Out of the nine Congress MLAs, three have already left the party, and out of the remaining six, five left on Friday. The lone MLA left is the one who was made the J&K Congress chief by Rahul Gandhi a few days ago.

Azad is the only leader from the Valley who has influence in the Jammu region which accounts for 12 assembly seats. Ghulam Nabi Azad is a true Kashmiri, and he is known for his honesty and humane behaviour. My acquaintance with Azad had been since the time when he was Indian Youth Congress president. He has the ‘true Congress blood’ running in his veins. He had been a soldier of Indira and Rajiv Gandhi. I could never dream that he would ever leave the Congress, because I knew him closely over the last several decades.

He never uttered a word against the Congress leadership throughout his life, but after I read his resignation letter on Friday, I was reminded of the Urdu couplet: “Kuch Toh Majbooriyan Rahi Hongi, Yoon Hi Koi Bewafaa Nahin Hota”. Azad’s exit will cause a huge loss to Congress in Jammu and Kashmir.
