As most parts of northern, western, eastern and central India face scorching heat due to an early onset of summer in the first week of April, villages in many states like Maharashtra, Madhya Pradesh, Rajasthan and Jharkhand are facing acute shortage of water. The water scarcity situation is acute in Vidarbha region also. Women are walking long distances to collect water as most of the wells have dried up and the water table has gone down.

In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed visuals from Metghar village near Tryambakeshwar near Nashik in Maharashtra, where the only water source is a well, and every day, women descend 50 feet deep into this well to collect water. Since the water table has gone down, women are using long ropes tied to pails to collect water. Many women in this village walk two kilometre distance daily to fetch water from another well that is 35 feet deep.

The video clearly shows women risking their lives by clinging on to tiny steps to enter the well and collect drinking water. When India TV reporter contacted local authorities, they said there were three wells in and around Metghar village, but villagers were collecting water only from one well, and are not going to the other two wells. Leena Bansode, chief executive officer of Nashik Zilla Parishad said, the water crisis will be resolved soon.

Nashik is not an arid region. In the last ten years, the Godavari river flowing near the city was flooded at least four to five times and last year there was 476 millimetres rainfall in this area. Maharashtra water supply minister Sanjay Bansode told India TV that he had seen the video of women entering well to collect water. He promised to bring a permanent solution to the water problem and as a short-term measure, he said, water tankers will be sent to the village.

The water supply minister claimed that Chief Minister Uddhav Thackeray’s government is trying to achieve its target to provide 55 litres of water daily to every individual in rural areas. The bitter ground reality is that people are hardly able to get even two litres of water every day.

The situation is acute in Vidarbha region too. Villagers living near Nagpur have complained of acute water scarcity. India TV report visited Godhni village, 15 km from Nagpur where the population is nearly 17,000. Most of the villagers the reporter met complained of water scarcity. In one well, villagers have inserted 50 to 60 pipes to collect water.

Local authorities have set up four to five ‘water ATMs’, but most of them have become defunct after providing water for roughly 10 months. These ‘water ATMs’ have now become mere showpieces and are locked. Local villagers are questioning why government spent crores of rupees on these ‘water ATMs’ which are now defunct.

The problem is, whenever acute water crisis occurs, local bureaucrats parrot the same arguments about water conservation. The executive engineer of Nagpur Zilla Parishad said, water conservation shafts are being installed to ensure that the water table stays on a higher level. Scientists say, unless the state government and local villagers join hands for water conservation, no tangible result can emerge.

Vidarbha and Marathwada regions of Maharashtra have been facing water scarcity for several decades. There is less rainfall and the water table has gone down in most of the areas. Several small dams have been built but they are now dry due to lack of water. Most of the water is being used for irrigation, leaving less quantity of water for domestic consumption.

The scene is the same in Jharkhand, MP and Rajasthan. People living in Chirudih Upertola near Ranchi, the capital of Jharkhand, are being forced to drink hilly ‘nullah’ (drain) water. Due to scanty water, most of which is dirty, people are using ‘thali’(plate) and ‘katori’ to collect water in pails. Hand pumps and ‘jal minar’ installed in this area are now defunct. The local village Pradhan blamed villagers for not giving money for maintenance of ‘jal minar’ (water storage).

People facing water water scarcity should learn from Dewas in Madhya Pradesh, where the water table which had dropped below 800 feet several years ago, has now come up to 50 feet. Several years ago, India’s first ‘water train’ was run from Latur (Maharashtra) to Dewas (MP) which was then facing water crisis. But now the situation has changed, for the better.

This was possible due to the untiring efforts towards water conservation by Unakant Umrao, an IAS officer who is popularly known as a ‘water crusader’. When he became the Dewas district collector from 2006 till 2007, he motivated villagers to conserve water by launching a movement called “Economics of Water”.

Under the Reva Sagar Bhagirath Krishak Abhiyan, farmers built ponds in their fields and named them ‘Reva Sagar’. Reva is a local name for river Narmada. The name Bhagirath stands for the mythological man who brought Ganga to the plains. Hundreds of ‘Reva Sagars’ were built in Dewas district alone during the first year and soon it spread to Sihore, Shajapur, Ujjain, Harda, Khandwa, Raisen, Dhar, Vidisha, Bhopal and Hoshangabad, all in Madhya Pradesh.

Banks were persuaded to give loans to farmers to build ponds and these loans were later repaid. Rainwater collected in ponds had more soluble nitrogen compared to ground water. This water was good for growing rabi crops and local farmers prospered due to increased production.

When the ponds went dry during summer, the fertile soil was collected for growing crops, and after the crops were harvested, the soil was again used in the ponds. By this, soil fertility increased and there was less land erosion. In short, Reva Sagar scheme was basically storage of surface water, and it helped farmers during summer.

Umakant Umrao is now the Panchayat and Rural Development secretary of MP government. Other states should learn from this experiment and work towards water conservation so that people must not suffer from water scarcity.

महाराष्ट्र और कर्नाटक में अज़ान के वक्त मस्जिदों के बाहर लाउडस्पीकरों पर हनुमान चालीसा बजाने पर उपजा विवाद देश के बाकी इलाकों में भी दूसरे रूप में फैलता नजर आ रहा है। कांग्रेस शासित राजस्थान में बिजली देने वाली कंपनी जोधपुर विद्युत वितरण निगम लिमिटेड ने सभी 10 जिलों के इंजीनियरों को एक आदेश जारी कर रमजान के दौरान मुस्लिम बहुल इलाकों में चौबीस घंटे बिजली आपूर्ति सुनिश्चित करने का निर्देश दिया है, लेकिन जब सियासी बवाल मचा तो मंगलवार को इसे हड़बड़ी में वापस ले लिया गया।

इसी तरह, आम आदमी पार्टी द्वारा संचालित दिल्ली जल बोर्ड ने मुस्लिम कर्मचारियों को 3 अप्रैल से 2 मई तक रमजान के दौरान ड्यूटी का टाइम खत्म होने से 2 घंटे पहले छुट्टी की इजाजत देने वाला आदेश दिया लेकिन बवाल मचने के बाद इसे मंगलवार को वापस ले लिया। दक्षिण दिल्ली के भाजपा शासित निगम के महापौर ने नवरात्रि और रामनवमी के दौरान 10 अप्रैल तक मीट और चिकन की बिक्री पर प्रतिबंध लगाने की बात कही है।

अब मैं इन मुद्दों पर एक-एक करके बात करता हूं। जोधपुर विद्युत वितरण निगम के सहायक प्रबंध निदेशक द्वारा 1 अप्रैल को जारी आदेश में सभी सुप्रिटेंडिंग इंजीनियरों से कहा गया है कि वे अपने अपने जिलों में रमजान के दौरान मुस्लिम बहुल इलाकों में 24 घंटे बिजली आपूर्ति सुनिश्चित करें। इसमें लिखा था: ‘रमजान का महीना 4 अप्रैल से शुरू हो रहा है। इस दौरान शट डाउन न करें और मुस्लिम बहुल इलाकों में निर्बाध बिजली आपूर्ति सुनिश्चित करें ताकि रोज़ा रखने वालों को किसी प्रकार की दिक्कतों का सामना न करना पड़े।’

यह आदेश संभवत: राजस्थान की राज्य मंत्री ज़ाहिदा खान के कहने पर जारी किया गया था, जिन्होंने ऊर्जा मंत्री भंवर सिंह भाटी को लिखे पत्र में रमजान के दौरान मुस्लिम बहुल इलाकों में चौबीसों घंटे बिजली आपूर्ति की मांग की थी। बीजेपी नेता और पूर्व मुख्यमंत्री वसुंधरा राजे ने कहा कि हिंदू भी नवरात्रि के दौरान उपवास रखते हैं, लेकिन राज्य सरकार तुष्टीकरण की राजनीति में लिप्त है।

वसुंधरा राजे ने सवाल किया, ‘राज्य सरकार को सिर्फ रमजान मनाने वालों की ही फिक्र क्यों है? बाकी लोगों की क्यों नहीं? यह तुष्टिकरण और वोट की राजनीति नहीं तो और क्या है? राज्य सरकार को धर्म से ऊपर उठकर सभी राजस्थानियों के कल्याण के लिए काम करना चाहिए, चाहे वह किसी भी धर्म, जाति या समुदाय के हों।’

जोधपुर विद्युत वितरण निगम के प्रबंध निदेशक प्रमोद टाक ने कहा कि होली, दिवाली जैसे हर त्योहार के वक्त भी इसी तरह के आदेश जारी किए जाते हैं। उन्होंने कहा, ‘चूंकि रमज़ान के वक्त इस साल चिलचिलाती गर्मी है, इसलिए हमने मानवीय आधार पर यह आदेश जारी किया था।’ सोशल मीडिया पर विवाद के बाद निगम ने अपना यह आदेश वापस ले लिया।

रमज़ान के दौरान मुसलमानों को किसी तरह की दिक्कत न हो, इसका प्रबंध करने पर किसी को ऐतराज़ नहीं है, लेकिन सिर्फ मुस्लिम बहुल इलाकों में चौबीसों घंटे बिजली सप्लाई का आदेश जारी करना साफ तौर पर धार्मिक भेदभाव है।

अब तक यही होता आया है कि रमजान के दौरान चौबीसों घंटे बिजली की सप्लाई दी जाती थी, बकरीद पर पानी की पूरी सप्लाई होती थी और मंत्री और नेता सरकारी खजाने से ‘इफ्तार’ की दावत देते थे। अगर कोई ये कहे कि हिंदू त्योहारों पर सरकार इस तरह के आदेश जारी क्यों नहीं करती, तो उसे मुस्लिम विरोधी घोषित किया जाता है। इन्हीं हरकतों के कारण समाज में दूरियां बढ़ती हैं, क्योंकि लोग मजहब के आधार पर भेदभाव होते हुए खुद देखते हैं और महसूस करते हैं। एक तरफ कांग्रेस राजस्थान में रमजान के दौरान मुस्लिम इलाकों में चौबीस घंटे बिजली सप्लाई का आदेश दे रही है, तो दूसरी तरफ वही पार्टी दक्षिण दिल्ली के मेयर द्वारा नवरात्रि के समय मीट की दुकानों को बंद करने के आह्वान को मुस्लिम विरोधी बता रही है।

महाराष्ट्र और पड़ोसी राज्य कर्नाटक में एक अलग तरह का धार्मिक विवाद चल रहा है। महाराष्ट्र नवनिर्माण सेना के प्रमुख राज ठाकरे खुद को बालासाहेब ठाकरे का एकमात्र राजनीतिक उत्तराधिकारी साबित करने में जुटे हुए हैं। राज ठाकरे ने अपने कार्यकर्ताओं से अज़ान के वक्त मस्जिदों के बाहर लाउडस्पीकर पर हनुमान चालीसा बजाने का निर्देश दिया है।

मंगलवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने मुंबई के पास कल्याण में एक मस्जिद के बाहर लाउडस्पीकर पर तेज आवाज में हनुमान चालीसा बजाए जाने की तस्वीरें दिखाई। पास में कोई हनुमान मंदिर नहीं था, लेकिन एमएनएस के कार्यकर्ता लाउडस्पीकर पर हनुमान चालीसा बजा रहे थे।

इसी तरह की घटनाएं मुंबई और ठाणे में मस्जिदों के बाहर हुईं। मुंबई के कुर्ला में पुलिस ने लाउडस्पीकर पर एमएनएस कार्यकर्ताओं द्वारा हनुमान चालीसा बजाने की कोशिश को नाकाम कर दिया और उन्हें गिरफ्तार कर लिया। शिवसेना नेताओं का आरोप है कि महाराष्ट्र में बीजेपी लाउडस्पीकर के मुद्दे पर मनसे को मौन समर्थन दे रही है। दूसरी ओर, राज ठाकरे सुप्रीम कोर्ट और हाई कोर्ट के आदेशों का हवाला दे रहे हैं जिनके मुताबिक लाउडस्पीकरों पर धार्मिक भजन बजाने पर रोक है।

सुप्रीम कोर्ट ने अपने जुलाई 2005 के आदेश में रिहायशी इलाकों में रहने वाले लोगों पर ध्वनि प्रदूषण के गंभीर असर का हवाला देते हुए, इमरजेंसी को छोड़कर, सार्वजनिक स्थानों पर रात 10 बजे से सुबह 6 बजे तक लाउडस्पीकर और म्यूजिक सिस्टम्स के इस्तेमाल पर प्रतिबंध लगा दिया था। हालांकि, अक्टूबर 2005 में सुप्रीम कोर्ट ने फैसला सुनाया कि सिर्फ तीज-त्योहारों के मौकों पर लाउडस्पीकरों को एक साल में 15 दिन के लिए आधी रात तक बजाने की इजाजत दी जा सकती है। शीर्ष अदालत के फैसले में कहा गया है कि राज्य सरकारों को लाउडस्पीकरों के इस्तेमाल के लिए अन्य अधिकारियों को प्रतिबंध में छूट देने का अधिकार नहीं होगा।

अगस्त 2016 में, बॉम्बे हाई कोर्ट ने साफ कहा था कि धार्मिक स्थलों द्वारा लाउडस्पीकर के इस्तेमाल को मौलिक अधिकार नहीं कहा जा सकता। कोर्ट ने कहा था कि कोई भी धर्म या संप्रदाय यह दावा नहीं कर सकता कि लाउडस्पीकर या पब्लिक अड्रेस सिस्टम का इस्तेमाल करना मौलिक अधिकार है । संविधान के अनुच्छेद 25 के तहत भारत के हर नागरिक को मौलिक अधिकार की यह गारंटी दी गई है कि वह किसी भी धर्म का अनुयायी बन सकता है, अपने धर्म के प्रचार कर सकता है और अपने धर्म का पालन कर सकता है। हाई कोर्ट ने कहा, किसी भी धार्मिक स्थल को बिना अनुमति के लाउडस्पीकर का इस्तेमाल करने की इजाजत नहीं दी जा सकती ।

सितंबर 2018 में, कर्नाटक हाई कोर्ट ने रात 10 बजे के बाद लाउडस्पीकरों के इस्तेमाल पर प्रतिबंध लगा दिया था और निर्देश दिया था कि इस मामले में सुप्रीम कोर्ट के दिशानिर्देशों का पालन किया जाना चाहिए कि कहीं तय स्तर से ज्यादा शोर तो नहीं हो रहा। इसी तरह, पंजाब और हरियाणा हाई कोर्ट ने जुलाई 2019 में, बिना पूर्व अनुमति के धार्मिक स्थलों द्वारा लाउडस्पीकर के इस्तेमाल पर प्रतिबंध लगा दिया था। मई 2020 में, इलाहाबाद हाई कोर्ट ने फैसला सुनाया कि ‘अजान’ किसी भी पब्लिक अड्रेस सिस्टम का इस्तेमाल किए बिना सिर्फ ‘मुअज्जिन’ द्वारा मस्जिद की मीनार से अपनी आवाज में सुनाई जा सकती है।

बीएमसी चुनाव तेजी से करीब आ रहे हैं, ऐसे में राज ठाकरे ने लाउडस्पीकर पर ‘अजान’ बजाने को एक मुद्दा बना दिया है। उन्होंने अपने कार्यकर्ताओं से कहा है कि पीए सिस्टम पर हनुमान चालीसा का पाठ करके इसका मुकाबला करें। समाजवादी पार्टी के नेता अबू आजमी ने अपने समर्थकों से कहा कि हनुमान चालीसा बजाने वाले मनसे कार्यकर्ताओं को इसके बदले में शरबत और पानी पिलाएं।

न तो अबू आजमी दूध के धुले हैं और न ही राज ठाकरे की नीयत साफ है। हनुमान चालीसा पढ़ने वाले भी हनुमान भक्त नहीं हैं, और हनुमान चालीसा पढ़ने वाले एमएनएस कार्यकर्ताओं को शरबत पिलाने वाले भी कोई इंसानियत के पुजारी नहीं है। सबका अपना-अपना खेल है, अपना-अपना गणित है। जब शिवसेना बीजेपी के साथ थी तो खुद को बीजेपी से बड़ी हिंदुत्ववादी पार्टी बताती थी। अब वह कांग्रेस और एनसीपी के साथ सरकार में हैं तो शिवसेना खुद को इन दोनों से बड़ा सेक्युलर साबित करने में लगी है।

‘अजान’ पर उठा विवाद पड़ोसी राज्य कर्नाटक में भी फैल गया है जहां हिंदू संगठनों ने लाउडस्पीकर से ‘अजान’ पर प्रतिबंध लगाने की मांग की है। इन संगठनों के समर्थकों ने लाउडस्पीकरों पर ‘हनुमान चालीसा’ और ‘बजरंग बाण’ बजाना शुरू कर दिया है। श्री राम सेना, हिंदू जनजागृति समिति जैसे संगठनों और कलिकंबा मंदिर के प्रमुख ने लाउडस्पीकर पर हनुमान चालीसा बजाने के लिए सरकार से इजाजत मांगी है।

चूंकि अगले साल मई में कर्नाटक में विधानसभा चुनाव होने हैं, इसलिए राजनीतिक दल अब सक्रिय हो गए हैं। पूर्व मुख्यमंत्री और कांग्रेस नेता सिद्धारमैया ने कहा, बीजेपी को छोड़कर किसी को भी मस्जिदों में लाउडस्पीकर बजने से कोई समस्या नहीं है। उन्होंने कहा, ‘हम समाज को बांटने वाले कदमों का विरोध करते हैं।’

कर्नाटक के मुख्यमंत्री बसवराज बोम्मई ने कहा कि हाई कोर्ट और सुप्रीम कोर्ट द्वारा लाउडस्पीकर पर प्रतिबंध सिर्फ मस्जिदों के लिए नहीं, सभी धार्मिक स्थलों के लिए है। उन्होंने कहा, ‘हम सभी पक्षों से बात करेंगे ताकि अदालत का आदेश लागू हो। यह दबाव की बात नहीं है, बल्कि समझा-बुझाकर करने का काम है। कोर्ट का आदेश सिर्फ ‘अजान’ के लिए नहीं बल्कि सभी धार्मिक गतिविधियों के लिए हैं।… वे (कांग्रेस नेता) लोग बड़े पाखंडी हैं। पहले उन्होंने ‘हिजाब’ का मुद्दा उठाया और फिर ‘हिजाब’ का विरोध करने वाले लोगों का विरोध किया। उन्होंने कोर्ट के आदेश का उल्लंघन क्यों किया? वे उस वक्त क्यों खामोश रहे थे? असल में यह कांग्रेस की वोट बैंक की राजनीति है जिससे सारा विवाद खड़ा हुआ है।’

बोम्मई की बात सही है कि मस्जिदों से लाउडस्पीकर हटाने के लिए लोगों को समझा बुझाकर राजी किया जाना चाहिए। लेकिन मध्य प्रदेश में कांग्रेस ने एक अलग ही रूप धारण किया है। पूर्व मुख्यमंत्री और इस वक्त मध्य प्रदेश कांग्रेस अध्यक्ष कमलनाथ ने सभी जिलों के पार्टी प्रमुखों को पत्र भेजकर 10 अप्रैल को रामनवमी के मौके पर ‘राम कथा’ आयोजित करने और 16 अप्रैल को हनुमान जयंती के मौके पर हनुमान चालीसा और सुंदर कांड का पाठ करने के लिए कहा है। कांग्रेस विधायक आरिफ मसूद ने कहा कि पार्टी को ‘बीजेपी की नकल नहीं करनी चाहिए। अगर पार्टी रामनवमी और हनुमान जयंती पर पूजा-पाठ की प्लानिंग कर रही है, तो इसी तरह के आयोजन रमजान पर भी होने चाहिए।’

कांग्रेस में आजकल दो तरह की सोच है। कई नेताओं को लगता है कि कांग्रेस को हिंदुओं की बात करनी चाहिए और मुस्लिम तुष्टिकरण से बचना चाहिए। कमलनाथ ने शायद यही सोचकर हनुमान चालीसा और सुंदरकांड की बात की। कमलनाथ खुद भी बड़े हनुमान भक्त हैं। उन्होंने अपने निर्वाचन क्षेत्र में एक विशाल हनुमान मंदिर बनवाया है।

लेकिन इसी कांग्रेस में बहुत सारे लोगों की सोच यह है कि पार्टी को अपनी सेक्यूलर छवि से कोई समझौता नहीं करना चाहिए, और जब भी मौका मिले मुस्लिम समाज का दिल जीतने की कोशिश करनी चाहिए। लेकिन मुस्लिम तुष्टिकरण के चक्कर में कई बार कांग्रेस के नेता काफी आगे बढ़ जाते हैं जैसा कि मैंने इस ब्लॉग की शुरुआत में जिक्र किया है कि कैसे जोधपुर के मुस्लिम बहुल इलाकों में 24 घंटे बिजली की सप्लाई का आदेश जारी किया गया था।

राजस्थान में राज्य मंत्री के स्तर का एक मुस्लिम नेता इतना प्रभावशाली नहीं हो सकता कि इस तरह का आदेश जारी कर सके। जाहिर है कि कांग्रेस के किसी बड़े नेता ने उनसे ऐसा कहा होगा और डिस्कॉम कंपनी के एमडी ने आदेश जारी कर दिया। जोधपुर मुख्यमंत्री अशोक गहलोत का निर्वाचन क्षेत्र है।

जोधपुर से बीजेपी सांसद गजेंद्र सिंह शेखावत, जो केंद्रीय जल शक्ति मंत्री हैं, ने मंगलवार को अपने ट्वीट में गहलोत पर निशाना साधा। शेखावत ने कहा: ‘गहलोत सरकार के इशारे पर दिए गए आदेश को पढ़कर कांग्रेसी सोच से घृणा बढ़ जाती है। जोधपुर क्षेत्र में रमजान के दौरान बिजली कटौती न किए जाने का तुगलकी फरमान वोट बैंक की राजनीति के चलते दिया गया है। इस तरह के हथकंडे सामाजिक वैमनस्य का कारण बनते हैं। गहलोत जी सत्ता आपकी है। आप सद्भाव के नाम पर एक को सेलेक्ट और दूसरे को नेगलेक्ट नहीं कर सकते। करौली में आपने अपना खेल कर लिया! हाथ जोड़कर निवेदन है कि कृपया मेरे जोधपुर को अपनी सांप्रदायिक साजिश से दूर रखें। गहलोत जी, काश नवरात्रि को लेकर भी थोड़ी चिंता कर ली होती!’

इस साल नवरात्रि और रमजान, दोनों साथ साथ आए हैं। दोनों ही पवित्र त्योहार हैं, दोनों आपसी भाईचारे और प्यार से रहने का संदेश देते हैं। लेकिन नवरात्रि और रमजान के नाम पर जो कुछ हो रहा है, वह बिल्कुल उल्टा है।

अगर सरकार को इबादत के लिए छुट्टी देनी है, तो हिंदू और मुसलमान में फर्क कैसे हो सकता है? अगर बिजली देनी है तो रमजान और नवरात्रि में भेदभाव कैसे हो सकता है? अगर अज़ान के लिए लाउडस्पीकर की आवाज से परेशानी है, तो लाउडस्पीकर पर हनुमान चालीसा पढ़ने से इसका इलाज कैसे हो सकता है?

ज़ोर-ज़बरदस्ती से किसी का भला नहीं हो सकता। बातचीत से ही रास्ता निकाला जा सकता है। इसी तरह मीट की सारी दुकानें बंद करने की मांग करने का भी कोई औचित्य नहीं है। मैंने कई हिंदू दुकानदारों की बात सुनी है जो कहते हैं कि वे भी देवी के भक्त हैं, नवरात्रि मनाते हैं, पर अचानक मीट बेचने पर पाबंदी लगने से उनका काफी नुकसान होगा।

यह एक कड़वा सच है कि नवरात्रि और रमजान के नाम पर सियासत हो रही है। सियासत करने वाले इधर भी हैं और उधर भी, और जब तक ये लोग नहीं चाहेंगे, तब तक माहौल नहीं बदल सकता।

The controversy over playing of Hanuman Chalisa on loudspeakers outside mosques during ‘Azaan’ prayers in Maharashtra and Karnataka seems to be escalating to other spheres too. The Jodhpur Vidyut Vitaran Nigam Ltd, the power distribution company in Congress-ruled Rajasthan, issued an order directing engineers of all ten districts to ensure round-the-clock power supply to Muslim-dominated localities during Ramzan, but it was hurriedly withdrawn on Tuesday after a political row erupted.

Similarly, Aam Aadmi Party-run Delhi Jal Board on Tuesday withdrew its order allowing Muslim employees to leave two hours before the end of their duty timings during Ramzan, from April 3 to May 2. In BJP-ruled South Delhi Municipal Corporation, the Mayor has called for imposing ban on sale of meat and chicken during Navratri and Ramnavami till April 10.

Let me go through these issues one by one. The April 1 order by the assistant managing director of Jodhpur Vidyut Vitaran Nam Ltd directing superintending engineers to ensure 24-hour power supply to Muslim-dominated areas during Ramzan reads: “The month of Ramzan is beginning from April 4. Do not go for shut down and ensure uninterrupted power supply in Muslim-dominated areas so that those observing Roza do not face any inconvenience”.

This order was issued probably at the behest of a Rajasthan minister of state Zahida Khan, who, in a letter to Energy Minister Bhanwar Singh Bhati had sought round-the-clock power supply to Muslim-dominated localities during Ramzan. BJP leader and former chief minister Vasundhara Raje pointed out that Hindus were also observing fast during Navratri, but the state government was indulging in appeasement politics.

Vasundhara Raje asked, “why is the state government concerned only about those observing Ramzan? Why not for the rest of the people? If this is not appeasement and vote politics, that what else is it? The state government should rise above religion and work for the welfare of all Rajasthanis, irrespective of religion, caste or community.”

Pramod Tak, the managing director of Jodhpur Vidyut Vitaran Nigam, said, such orders are issued during every festival, like Holi, Diwali. “Since Ramzan is falling during scorching heat unlike previous years, we issued this order on humanitarian grounds”, he said. After a row erupted on social media, the corporation withdrew its earlier order.

It is alright if any government takes steps to ensure that Muslims observing Ramzan fast do not face inconvenience, but by issuing an order for round-the-clock power supply to Muslim-dominated localities only, is a clear act of religious discrimination.

This has been the pattern over the years till now: round-the-clock power supply during Ramzan, full water supply during Bakrid festival, and holding of ‘iftar’ parties by ministers and leaders at cost to exchequer. If anybody questions this and demands why no such facilities are given during Hindu festivals, he or she will be dubbed as anti-Muslim. Such acts widen the divide between communities. People may begin to feel that there is discrimination on religious grounds. On one hand, Congress government is giving such orders, but, on the other hand, the party is opposing South Delhi Mayor’s call for closure of meat shops during Navratri festival.

A different sort of religious controversy is brewing in Maharashtra and neighbouring Karnataka. Maharashtra Navnirman Sena chief Raj Thackeray, claiming himself to be the sole political heir of Balasaheb Thackeray, has given a call to his workers to play Hanuman Chalisa on loudspeakers outside mosques, when ‘azaan’ (call to prayer) is played.

In my prime time show ‘Aaj Ki Baat’ on Tuesday night, we showed visuals of Hanuman Chalisa being played on loudspeakers at loud decibels outside a mosque in Kalyan, near Mumbai. There was no Hanuman temple nearby, but local MNS workers had come with louspeakers to blare out hymns from Hanuman Chalisa, as the ‘azaan’ was being played from the mosque.

Similar incidents took place outside mosques in Mumbai and Thane. In Kurla, Mumbai, police foiled an attempt by MNS workers to play Hanuman Chalisa on loudspeaker and rounded up those activists. Shiv Sena leaders allege that BJP in Maharashtra is giving silent support to MNS on loudspeaker issue. On the other hand, Raj Thackeray is citing Supreme Court and High Court orders which bar playing of religious hymns on loudspeakers.

The Supreme Court, in its July 2005 order, had banned use of loudspeakers and music systems in public places, from 10 pm to 6 am, except in case of emergencies, citing serious effects of noise pollution on people living in residential areas. However, in October 2005, the Supreme Court ruled that loudspeakers can be permitted for use till midnight only on festive occasions for 15 days in a year. The apex court ruling said that state governments will not have the power to delegate relaxation on ban to other authorities for use of loudspeakers.

In August, 2016, Bombay High Court clearly said that use of loudspeakers by religious shrines cannot be termed as a fundamental right. It said no religion or sect can claim that the right to use a loudspeaker or a public address system is a fundamental right conferred under Article 25 of the Constitution that guarantees freedom to profess, practice and propagate religion. The high court said, no religious shrine can be allowed to use loudspeaker without obtaining permission.

In September, 2018, Karnataka High Court banned use of loudspeakers after 10 pm and directed that the guidelines prepared by Supreme Court specifying permissible sound levels must be followed. Similarly, Punjab and Haryana High Court, in July 2019, banned use of loudspeakers by religious shrines without prior permission. In May, 2020, Allahabad High Court ruled that ‘azaan’ can be recited by a ‘muezzin’ only from the minaret of a mosque in his own voice without using any public address system.

With the BMC municipal elections fast approaching, Raj Thackeray has made the playing of ‘azaan’ on loudspeaker an issue and has asked his workers to counter this by reciting Hanuman Chalisa on PA system. Samajwadi Party leader Abu Azmi asked his supporters to respond by sending ‘sharbat’ and water to MNS workers playing Hanuman Chalisa.

Abu Azmi is not sincere and Raj Thackeray’s intentions are not honest. Those reciting Hanuman Chalisa in Maharashtra are not ‘bhakts’ (devotees) of Lord Hanuman. Those offering ‘sharbat’ to MNS workers are not humanists. Political parties are playing this game for their own advantage. When Shiv Sena was an ally of BJP, it used to project itself as a bigger proponent of Hindutva. After allying with NCP and Congress, Shiv Sena is now projecting itself as more “secular than thou”.

The ‘azaan’ controversy has spread to neighbouring Karnataka where Hindu outfits have demanded ban on playing of ‘azaan’ from loudspeakers. Supporters of these outfits have also started playing ‘Hanuman Chalisa’ and ‘Bajrang Baan’ on loudspeakers. Outfits like Shri Ram Sene, Hindu Janajagruti Samiti, and the chief of Kalikamba temple have sought government’s permission to play Hanuman Chalisa on loudspeakers.

Since Karnataka assembly polls are due in May next year, political parties have now become active. Former chief minister and Congress leader Siddaramaiah said, nobody except the BJP has problems with loudspeakers playing from mosques. “We oppose such moves that are meant to divide society”, he said.

Karnataka chief minister Basavaraj Bommai responded by saying that the ban on loudspeakers by High Court and Supreme Court relates not only to mosques but to all religious places. “We will speak to all stakeholders and ensure that the court orders are implemented. All this cannot be done under pressure, but through persuasion. The court orders are not only for ‘azaan’ but for all religious activities. They (Congress leaders) are hypocrites. They raised the ‘hijaab’ issue, and then opposed when people opposed ‘hijaab’. Why did they violate court orders? Why were they silent then? Actually, all these controversies are occurring due to Congress’ vote bank politics”, Bommai said.

Bommai is right when he says that his government will speak to all sides and settle the issue amicably. But in Madhya Pradesh, the Congress has adopted a different ‘avataar’. Former CM Kamal Nath, now the state Congress chief in Madhya Pradesh, has sent letters to all district party chiefs to organize ‘Ram Katha’ on April 10 to observe Ramnavami, and to hold recital of Hanuman Chalisa and Sunder Kand on April 16 to observe Hanuman Jayanti. Congress MLA Arif Masood opposed this move and said that the party should not “copy BJP”. “If the party is organizing these during Ramnavami and Hanuman Jayanti, similar events should be held during Ramzan too”, he added.

There are two lines of thought running concurrently in Congress presently. A section of Congress leaders feel that the party should also speak about Hindus and refrain from appeasement of minorities. Kamal Nath’s letter was sent as part of that narrative. Kamal Nath himself is an ardent devotee of Lord Hanuman. He built a huge Hanuman temple in his constituency.

Congress leaders, who follow the other line, believe that the party must not compromise its image of being a secular party and should try to win the support of Muslim community too. But Congress leaders, in their zeal for Muslim appeasement, go several steps ahead as I have mentioned in the beginning of this blog, on how an order was issued to supply 24-hour power to Muslim-dominated areas of Jodhpur.

A Muslim leader of Minister of State rank in Rajasthan cannot exert such influence in getting such an order issued. Obviously, a senior Congress leader must have intervened and the MD of the discom company issued the order. Jodhpur happens to be Chief Minister Ashok Gehlot’s constituency.

BJP MP from Jodhpur Gajendra Singh Shekhawat, who is Union Jal Shakti Minister, lashed out at Gehlot in his tweet on Tuesday. Shekhawat said: “This order issued at the behest of Gehlot government has increased my hatred towards Congress line of thinking. The order to refrain from power cut in Jodhpur is a Tughlaqi firman given as part of votebank politics. Such acts create more disharmony. Gehlot Ji, you have power in your hands, but in the name of harmony, you cannot select one and neglect the other. You played your game in Karauli. I appeal to you with folded hands to keep my Jodhpur free from communal conspiracy. Gehlot Ji, you could have at least given some thought to Navratri too.”

This year, both Ramzan and Navratri took place at the same time. Both the festivals are sacred to both communities, and these festivals spread the message of communal harmony. But whatever that is happening in the name of Navratri and Ramzan is totally different.

If a government wants to give leave to its employees belonging to a particular religion during a festival, how can it differentiate in the name of religion? If people are unhappy over playing of ‘azaan’ on loudspeakers from mosques, how can playing of Hanuman Chalisa on loudspeakers be a solution?

Arm-twisting or use of force cannot resolve problems. You can bring harmony only through dialogue. Enforcing closure of all meat shops during a festival cannot be deemed as a right step. I have heard several Hindu shopkeepers saying that they too are devotees of Devi Mata, and observe Navratri, but by enforcing closure of shops, they would also suffer.

It is a bitter truth that too much politics is going on in the name of Navratri and Ramzan. Those indulging in politics are on both sides. And till the time both sides agree, the atmosphere cannot be changed for the better.

उत्तर प्रदेश के प्रसिद्ध गोरखपीठ मंदिर में हमला करने की कोशिश को नाकाम कर दिया गया। दो पुलिसकर्मी घायल हो गए। इस घटना ने पूरे देश को स्तब्ध कर दिया है, क्योंकि गोरक्षपीठ के महंत खुद मुख्यमंत्री योगी आदित्यनाथ हैं। इससे भी ज्यादा हैरान करनेवाली बात यह है कि हमलावर कोई साधारण युवक नहीं, बल्कि पेशे से केमिकल इंजीनियर है। 29 साल के इस हमलावर का नाम अहमद मुर्तजा अब्बासी है। उसने 2015 में आईआईटी मुंबई से केमिकल इंजीनियरिंग पास की । नौकरी छोड़ने से पहले उसने दो बड़ी भारतीय कंपनियों में काम किया था। मुर्तजा ने मंदिर की सुरक्षा में तैनात पीएसी के दो जवानों पर दरांती से हमला कर दिया। उसने पीएसी के जवान से उसकी राइफल छीनने की भी कोशिश की लेकिन उसे पकड़ लिया गया।

उत्तर प्रदेश पुलिस के वरिष्ठ अधिकारियों का कहना है कि रविवार शाम गोरखनाथ मंदिर के बाहर हमला एक बड़ी आतंकी साजिश का हिस्सा हो सकता है।

सोमवार को मुख्यमंत्री योगी आदित्यनाथ खुद गोरखपुर बीआरडी अस्पताल पहुंच गए जहां वे हमले में घायल पुलिसकर्मियों गोपाल गौड़ और अनिल पासवान से मिले। इन जवानों ने हमलावर के मंसूबों पर पानी फेर दिया। हमले के दौरान इनके हाथ और पांव में गहरे जख्म लगे हैं। सीएम योगी ने इन जवानों के साहस और पराक्रम की मुक्त कंठ से सराहना की। साथ ही आश्वस्त किया कि उनके इलाज की सारी जिम्मेदारी सरकार उठाएगी। पीएसी के इन पुलिसकर्मियों और नागरिक पुलिस के सिपाही अनुराग राजपूत के लिए पांच लाख रुपये के इनाम की घोषणा मुख्यमंत्री ने की है।

उत्तर प्रदेश पुलिस के अतिरिक्त महानिदेशक प्रशांत कुमार ने बताया कि रविवार शाम को करीब 7 बजे गोरखनाथ मंदिर आम दिनों की तरह खुला था और बड़ी संख्या में लोग नवरात्रि के कारण दर्शन और पूजा के लिए जा रहे थे। इसी दौरान अहमद अब्बास मुर्तजा मंदिर के उत्तर और पूर्वी गेट को पार करके तेजी से आगे बढ़ा। उसने मेन गेट पर तैनात पीएसी जवान गोपाल गौड़ से उसकी राइफल छीनने की कोशिश की। गोपाल कुछ समझ पाता इससे पहले अब्बासी ने उसकी पीठ पर दरांती से वार कर दिया। हमले में गोपाल बुरी तरह जख्मी हो गया लेकिन तब तक दूसरे जवान अलर्ट हो गए। गोपाल का साथी जवान अनिल पासवान मदद के लिए दौड़ा लेकिन उसे भी मुर्तजा ने दरांती से जख्मी कर दिया। पुलिस के मुताबिक जिस वक्त उसे पुलिस के जवान और स्थानीय लोगों ने काबू में किया वह ‘अल्लाहू अकबर’ के नारे लगा रहा था। मुर्तजा को 14 दिन के लिए गोरखपुर जेल भेज दिया गया है।

इस हमले के चश्मदीद थे, मंदिर के बाहर मौजूद दुकानदार। उन्होने कहा कि जैसे ही हमला हुआ तुरंत मंदिर के मुख्य द्वार को बंद कर दिया गया। मुर्तजा ने दरांती से पीएसी जवानों पर वार किए। वह मेन गेट की ओर भागा और पत्थर फेंकने लगा। स्थानीय लोगों ने मुर्तजा को काबू में लाने के लिए उसपर पत्थर फेंकना शुरू कर दिया। मुर्तजा जमीन पर गिर पड़ा और लोगों ने उसे पकड़ लिया। हमले के वीडियो से जाहिर है कि मुर्तज़ा मंदिर के अंदर मौजूद श्रद्धालुओं पर हमला करने के इरादे से आया था।

एडीजी (कानून और व्यवस्था) प्रशांत कुमार ने कहा- ‘यह हमला एक बड़ी साजिश का हिस्सा हो सकता है और जो सबूत अभी तक मिले हैं उसके आधार पर इसे आतंकी घटना कहा जा सकता है।’ हमलावर के पास से एक लैपटॉप, आईडी कार्ड, सेलफोन और धारदार हथियार बरामद किए गये हैं। मामले की जांच यूपी एटीएस को सौंप दी गई है और वह स्पेशल टॉस्क फोर्स के साथ जांच को आगे बढ़ाएगी।

मुर्तजा अब्बासी के पिता मुनीर अहमद मुंबई में कई कंपनियों के लिए कानूनी सलाहकार के तौर पर काम करने के बाद रिटायर हो गये थे और वो गोरखपुर में रह रहे हैं। मुनीर अहमद ने पुलिस को बताया कि उनका बेटा 2017 से मानसिक रूप से बीमार है और वह आत्महत्या करना चाहता था। वो कब क्या कर बैठे कुछ नहीं कहा जा सकता। मुर्तजा के पिता ने पुलिस को यह भी बताया कि वह पढ़ाई में अच्छा था और मुंबई में उसका इलाज भी हुआ था।

अहमद मुर्तजा शादीशुदा है लेकिन कुछ गंभीर मनमुटाव के बाद पत्नी ने उसे छोड़ दिया था। मुर्तजा मुंबई में एक प्राइवेट फर्म में काम कर रहा था लेकिन वहां उसकी नौकरी चली गई। पिछले साल वह गोरखपुर के सिविल लाइंस स्थित अपने घर लौट आया। यूपी पुलिस अहमद मुर्तजा के बारे में और ज्यादा जानकारी जुटाने की कोशिश कर रही है। इस संबंध में मुंबई पुलिस से भी संपर्क किया गया है। हमलावर मुर्तजा के चाचा डॉक्टर हैं और वे गोरखपुर के अब्बासी हॉस्पिटल के मालिक हैं।

यूपी पुलिस को कुछ ऐसे सुराग हाथ लगे हैं जिससे पता चलता है कि अहमद मुर्तजा को यूट्यूब जैसे सोशल मीडिया प्लेटफॉर्म के जरिए कट्टरपंथी बनाया जा रहा था। मुतर्जा से बरामद लैपटॉप और सेलफोन से साफ है कि वह कट्टरपंथी इस्लामी उपदेशक ज़ाकिर नाइक को फॉलो करता था। ज़ाकिर नाइक गिरफ्तारी से बचने के लिए इन दिनों विदेश में छिपा हुआ है। मुर्तजा के पेनड्राइव से भी कई जिहादी वीडियो मिले हैं। जांच एजेंसियां उसके सेलफोन में सेव किये गये सभी नंबरों की जांच कर रही है।

मामले की जांच करनेवाले इस बात को खारिज कर रहे हैं कि मुर्तजा ने यह कदम इसलिए उठाया क्योंकि वह मानसिक रूप से बीमार था। पुलिस का कहना है कि रविवार शाम का हमला किसी बड़े आतंकी साजिश का हिस्सा हो सकता है। जांच एजेंसियां यह पता लगाने की कोशिश में जुटी हैं कि अहमद मुर्तजा के आका कौन हैं जिन्होंने उसे इस्लामिक कट्टरपंथ की राह पर जाने के लिए उसका ब्रेनवॉश किया। इस हमले को हल्के में नहीं लिया जा सकता।

इस हमले को गंभीरता से लेने के तीन मुख्य कारण हैं। पहला, अहमद मुर्तजा अब्बासी गोरखपुर के एक पढ़े-लिखे मुस्लिम परिवार से है। दूसरा, गोरखपुर का स्थानीय नागरिक होने के कारण उसे इस हमले का महत्व पता था, और तीसरा कारण यह है कि मुर्तजा यह भी जानता था कि उसके पकड़े जाने का नतीजा क्या होगा। इस काम के लिए अब्बासी का ब्रेनवॉश किया गया ताकि अन्य इस्लामी कट्टरपंथियों के बीच एक संदेश दिया जा सके और उत्तर प्रदेश समेत देश के बाकी हिस्सों में माहौल को बिगाड़ा जा सके। इस मामले की गहराई से जांच करने की जरूरत है।

गोरखपुर मंदिर में हमले की कोशिश को लेकर तमाम नेताओं के बयान आए हैं। लेकिन मैं इस बहस में पड़ना नहीं चाहता। मुझे लगता है कि यह मसला न तो सियासत का है, न हिन्दू मुसलमान का, यह मुद्दा आंतरिक सुरक्षा का है, देश के अमन-चैन का है। इसलिए इसे गंभीरता से लेने की जरूरत है।

मुर्तजा के पिता से सबको सहानुभूति है जो अपने बेटे की मानसिक हालत को लेकर चिंतित हैं। एक पिता जिसने बेटे को मेहनत से पढ़ा लिखाकर इंजीनियर बनाया और वो बेटा मंदिर पर हमला कर दे, जिहादी नारे लगाने लगे तो उस पिता पर क्या बीतेगी उसका अंदाजा लगाया जा सकता है।

लेकिन यह भी सच है कि रूस की पर्ल हुए हमले का मामला हो या फिर लंदन के चर्च पर हमले का केस, हर बार आरोपी के बचाव में यही दलील दी गई कि वो मानसिक तौर पर बीमार है, लेकिन बाद में ये घटनाएं आतंकवादी घटनाएं साबित हुई। चूंकि गोरखनाथ मंदिर में हुए हमले का मामला सुरक्षा से जुड़ा है और मुर्तजा ने जो किया वह गुनाह बहुत बड़ा है। इससे देश का माहौल खराब हो सकता था इसलिए इसकी गहराई से जांच तो होनी चाहिए। यह पता लगना ही चाहिए कि एक पढ़े-लिखे इंजीनियर लड़के के दिमाग में नफरत का जहर भरने वाले कौन हैं? मुर्तजा को मौत बांटने के लिए और मौत के मुंह में भेजने वाले कौन है?

मैं तो उन सुरक्षाकर्मियों की तारीफ करूंगा जिन्होंने अपनी जान की बाजी लगाकर मुर्तजा को मंदिर में घुसने से रोका। सुरक्षाकर्मियों ने संयम से काम लिया और हथियारबंद मुर्तजा पर गोली नहीं चलाई, उसे सही सलामत पकड़ा। क्योंकि अगर मुर्तजा को कुछ हो जाता तो उन लोगों के नाम कभी सामने नहीं आते जो पढ़े-लिखे मुस्लिम नौजवानों को बरगला रहे हैं, उन्हें गुमराह कर रहे हैं। इस तरह की घटनाओं को अंजाम देकर हिन्दू-मुसलमानों के बीच नफरत की खाई पैदा करके देश के खिलाफ साजिश कर रहे हैं। उम्मीद करनी चाहिए यूपी पुलिस जल्दी से जल्दी अहमद मुर्तजा अब्बासी के आकाओं के चेहरे बेकनाब करेगी और उन्हें कानून के सामने हाजिर करेगी। यह जितना जल्दी होगा, उतना बेहतर।

The attack on policemen guarding the famous Gorakhnath temple in UP, seat of Chief Minister Yogi Adityanath’s Gorakshapeeth, has stunned people across India. More so, because the assailant Ahmed Murtaza Abbasi, 29, is a chemical engineer who graduated from the Indian Institute of Technology (IIT), Mumbai in 2015, and worked in two top Indian companies before he left his job. He was caught while snatching a self-loading rifle from a PAC jawan. The assailant stabbed policemen with his machete before he was overpowered.

Senior UP police officials have said that this could be the tip of an iceberg. Sunday evening attack outside the temple could be part of a major terror conspiracy, they said.

On Monday, Chief Minister Yogi Adityanath visited the Gorakhpur B.R.D. hospital to meet the two injured policemen, Gopal Gaur and Anil Paswan, who had suffered stab injuries in their hands and legs. Yogi Adityanath announced Rs 5 lakh reward for both the PAC jawans and another civil defence personnel Anurag Rajput, for displaying courage in overpowering the assailant, thus preventing a major terror strike.

Describing the sequence of events, Additional Director General of UP Police Prashant Kumar said, there was a rush of worshippers on Sunday evening at around 7 pm at Gorakhnath temple, when Ahmed Abbas Murtaza entered the temple premises from the direction of northern and eastern gates, ran towards PAC jawan Gopal Gaur and tried to snatch his rifle. He stabbed Gopal in his back with his weapon. Soon another PAC jawan Anil Paswan rushed to help his colleague, and the assailant also stabbed him. The assailant, police said, was shouting ‘Allahu Akbar’ when he was overpowered by jawans and local people. He was remanded in judicial custody for 14 days and sent to Gorakhpur jail.

Shopkeepers outside the temple, who were eyewitnesses to this attack, said, the main gate of the temple was immediately closed, when Ahmed Murtaza brandished his weapon and attacked PAC jawans. Ahmed was then rushing towards the main gate, and pelting stones. When locals threw stones at him and snatched the weapon from his hand, he fell on the ground and was soon overpowered. Videos of the attack show how the assailant had come with an intent to attack worshippers who were inside the temple.

ADG (Law and Order) Prashant Kumar, said, “the attack could be part of a bigger conspiracy and on the basis of collected evidence, it could be termed as a terror incident”. A laptop, ID cards, cellphone and the sharp-edged weapon were recovered from the assailant. The investigation has been transferred to UP Anti-Terrorist Squad (ATS), which will take assistance from Special Task Force (STF).

Abbasi’s father Muneer Ahmed, who is now retired after working as legal consultant to several companies, told police that his son was suffering from mental depression since 2017, and he wanted to commit suicide. His father also told police that Ahmed was good in studies and had undergone treatment in Mumbai.

Ahmed was married, but his wife left him due to serious differences. He was working in a private firm in Mumbai, but lost his job and returned to his home in Civil Lines, Gorakhpur last year. UP police is trying to collect more information about the assailant from Mumbai police. The assailant’s uncle is a doctor who owns Abbasi Hospital in Gorakhpur.

UP police has found clues which show that Ahmed Murtaza was being radicalized through social media platforms like YouTube. Laptop and cellphone seized from the assailant clearly show he was following the radical Islamic preacher Zakir Naik, who is abroad and evading arrest from Indian authorities. Several jihadi videos were also found from the pendrive. Investigators are going through all the phone numbers saved in his cellphone.

Investigators discount the theory that the assailant did this because he was mentally unstable. The Sunday evening attack could be part of a larger terror conspiracy, police official said. Investigators are trying to find out who were the handlers who brainwashed Ahmed Murtaza Abbasi towards Islamic radicalism. This attack cannot be taken lightly.

There are three main reasons why this attack should be taken seriously. One, Ahmed Murtaza Abbasi belonged to an educated Muslim family of Gorakhpur, Two, he know the significance of carrying out an attack on Gorakhnath shrine, being a local person, and Three, he also knew the consequences that would take place if he was caught in the act. Abbasi was brainwashed to commit this act so that a message could be conveyed to other Islamic radicals, and the cordial atmosphere in UP and the rest of the country could be disturbed. This matter needs to be thoroughly investigated.

Several political parties have reacted to this attack to suit their own convenience. I am not joining this debate. I think, this matter must not be politicized, and the Hindu-Muslim communal angle should be kept away from this. This matter relates to internal security and maintenance of communal peace. It should be taken seriously.

People have sympathy towards Ahmed Murtaza Abbasi’s father, who is worried about his son’s mental condition. He toiled hard to make his son a chemical engineer from IIT, and yet, he attacked a religious shrine and shouted jihadi slogans during the attack. One can easily understand the mental agony that his father may be going through.

Attacks on religious shrines, whether temples, mosques or churches, need to be condemned unequivocally. The sources of religious fanaticism must be traced. It must be probed how an IIT graduate in chemical engineering, underwent religious brainwashing through social media. Who are the people who are spreading poison on social media and inciting Muslim youths through hate speeches?

People who are imparting religious radicalism are not only doing a disservice to humanity but also acting against national interests. They are trying to create religious divide between Hindus and Muslims. I hope UP police will soon find out the handlers who provoked Abbasi to carry out this heinous attack. Such handlers should be brought before law. The sooner the better.

आज सारी दुनिया की निगाहें भारत की ओर हैं। दुनिया भारत को इतिहास के एक महत्वपूर्ण मोड़ पर देख रही है। शुक्रवार को रूस और यूक्रेन के बीच जारी जंग का 38 वां दिन था और रूस के विदेश मंत्री सर्गेई लावरोव ने दिल्ली में प्रधानमंत्री नरेंद्र मोदी से मुलाकात की। मोदी ने लावरोव से कहा कि भारत रूस और यूक्रेन के बीच शांति स्थापित करने की कोशिशों में हर तरह के योगदान के लिए तैयार है। लावरोव मोदी के लिए रूस के राष्ट्रपति व्लादिमीर पुतिन का खास संदेश लेकर आए थे।

जहां एक ओर रूस चाहता है कि भारत यूक्रेन संकट के मामले में मध्यस्थता करे, वहीं अमेरिका चाहता है कि भारत रूस से दूर रहे और पुतिन के विरोध में पश्चिमी गुट में शामिल हो जाए। ब्रिटेन भी चाहता है कि भारत को यूरोपीय देशों के साथ खड़े होना चाहिए जो रूस के आक्रमण का विरोध कर रहे हैं। चीन भी भारत के साथ शांति चाहता है। चीन के विदेश मंत्री वांग यी अचानक दिल्ली के दौरे पर पहुंचे थे। उधर, पाकिस्तान में एक बड़े राजनीतिक संकट का सामना कर रहे प्रधानमंत्री इमरान खान भी बार-बार भारत की आज़ाद विदेश नीति की तारीफ कर रहे हैं और यह चाहते हैं कि उनका देश भी भारत की तरह किसी बाहरी दबाव में न आए।

रूस के विदेश मंत्री ने दिल्ली में कहा, ‘भारत की अपनी आजाद विदेश नीति है और यह सही मायने में आजाद और अपने हितों को सबसे ऊपर रखने वाली है…अगर भारत रूस से कुछ भी खरीदना चाहता है तो हम इस पर चर्चा के लिए तैयार हैं।’

लावरोव की यह टिप्पणी अमेरिका के उप राष्ट्रीय सुरक्षा सलाहकार दलीप सिंह की भारत, रूस और चीन के बारे में की गई विवादास्पद टिप्पणी के मद्देनजर आई है।

अमेरिकी डिप्टी एनएसए दलीप सिंह ने भारत को आंख दिखाने की कोशिश की। दलीप सिंह को बायडेन प्रशासन ने रूस के खिलाफ अन्तरराष्ट्रीय पाबंदियों को लागू कराने के लिए नियुक्त किया है। भारत के विदेश सचिव हर्षवर्धन श्रृंगला से मुलाकात के बाद दलीप सिंह ने दिल्ली में संवाददाताओं से कहा था, ‘ चीन रऊस से जितना ज्यादा फायदा उटाएगा, उतना ही यह भारत के लिए कम अनुकूल होगा। मुझे नहीं लगता कि कोई भी इस बात पर यकीन करेगा कि अगर चीन ने एक बार फिर वास्तविक नियंत्रण रेखा का उल्लंघन किया तो रूस भारत की रक्षा के लिए दौड़ा आएगा।’ राजनयिक हलकों में इस तरह की टिप्पणी को परोक्ष रूप से धमकी माना जाती है।

भारत ने शुक्रवार को इस संबंध में अमेरिका को स्पष्ट संदेश दे दिया, जब विदेश मंत्री एस जयशंकर ने लावरोव से मुलाकात की और इस मुलाकात के बाद लावरोव ने पीएम मोदी से मुलाकात की। कूटनीतिक भाषा और लहज़े में इससे ज्यादा साफ संकेत और कुछ नहीं हो सकता था। भारत ने बिना कुछ बोले, बिना कुछ कहे डिपलोमैसी की भाषा में अमेरिका को कड़ा संदेश दे दिया। भारत का संदेश था- जहां तक विदेश नीति का संबंध है, हमें डराया नहीं जा सकता। पीएम मोदी के शब्दों में-‘भारत न किसी से आंख उठाकर बात करेगा, न किसी से आंख झुका कर बात करेगा, भारत आंख में आंख डाल कर बात करेगा।’

अमेरिका भारत को यह डर दिखाने की कोशिश कर रहा है कि जैसे रूस ने यूक्रेन की सीमा का अतिक्रमण किया वैसे ही चीन भी भारत की सीमा का अतिक्रमण कर सकता है। लेकिन अमेरिका यह भूल गया कि भारत, यूक्रेन नहीं है। यह बात चीन भी समझता है और अमेरिका को भी समझनी चाहिए। प्रधानमंत्री मोदी का दृष्टिकोण स्पष्ट है, नीयत साफ है और नीति भी साफ है। हम वही करेंगे जिसमें भारत का फायदा है। न किसी पर दबाव डालेंगे और न किसी के दबाव में आएंगे।

अमेरिका के डिप्टी एनएसए ने शायद यह सोचा था कि भारत इस तरह की धमकी से डर जाएगा और वह रूस के साथ अपनी दोस्ती से पैर पीछे खींच लेगा। लेकिन ऐसा कुछ नहीं हुआ। भारत के साथ तेल के सौदे पर रूस के विदेश मंत्री ने कहा- ‘हम भारत को किसी भी तरह के सामान की आपूर्ति करने के लिए तैयार रहेंगे जो भारत खरीदना चाहता है.. मुझे इसमें कोई संदेह नहीं है कि अवैध और एकतरफा प्रतिबंध लगाकर पश्चिम द्वारा बनाई गई कृत्रिम बाधाओं को दूर करने का कोई रास्ता निकाला जाएगा।’

भारत दुनिया का तीसरा सबसे बड़ा तेल आयातक और उपभोक्ता देश है । 24 फरवरी को रूस ने जब यूक्रेन पर हमला किया, तब से लेकर अब तक भारत स्पॉट टेंडर के जरिए डिसकाउंट पर रूस से तेल खरीद रहा है। उस समय से लेकर अभी तक भारत ने भारी डिस्काउंट के साथ 1 करोड 30 लाख बैरल रूसी तेल खरीदा है। तुलना कीजिए, वर्ष 2021 की पूरी अवधि में भारत ने रूस से कुल 1 करोड़ 60 लाख बैरल तेल की खरीद की थी।

रूस के खिलाफ अमेरिका और पश्चिमी देशों द्वारा लगाए गए प्रतिबंध के कारण अन्य देश रूस से तेल नहीं खरीद सकते । अमेरिकी प्रशासन के एक सीनियर अधिकारी ने हाल ही में कहा था कि रूस से तेल खरीद में उल्लेखनीय वृद्धि होने पर ही भारत खुद को जोखिम से घिरा पा सकता है… भारत द्वारा रूस से तेल खरीदे, इस पर अमेरिका को कोई आपत्ति नहीं है बशर्ते वह पिछले वर्षों की तुलना में अपनी खरीद में कोई ज्यादा बढ़ोत्तरी न करे ।”

अमेरिका और पश्चिमी देशों के प्रतिबंधों के कारण रूस भारत के साथ अपने द्विपक्षीय व्यापार को बढ़ाना चाहता है। लावरोव ने शुक्रवार को कहा कि पश्चिमी देशों के प्रतिबंधों को दरकिनार करने के लिए अब भारत और रूस रुबल और रूपए में व्यापार करने पर बात कर रहे हैं। उन्होंने कहा कि भारत के साथ रूबल-रुपये का व्यापार वर्षों पहले शुरू हुआ था और अब पश्चिमी के पेमेंट सिस्टम को दरकिनार करने के प्रयास तेज किए जाएंगे।

कुल मिलाकर संक्षेप में कहें तो भारत अपने राष्ट्रीय हितों को सबसे ऊपर रखते हुए अपनी विदेश नीति पर चलेगा। बाहरी ताकतों के धमकाने या डराने का कोई असर नहीं होनेवाला है। अपनी ओर से भारत ने रूस से कहा है कि यूक्रेन में युद्ध खत्म कर जल्द से जल्द शांति बहाली के उपाय किए जाने चाहिए। वहीं लावरोव ने कहा-‘भारत एक महत्वपूर्ण देश और उन्हें इस बात का पूरा यकीन है कि भारत यूक्रेन के साथ रूस के विवाद को सुलझाने में निष्पक्ष और न्यायसंगत भूमिका निभा सकता है। भारत ने अंतरराष्ट्रीय समस्याओं के लिए एक न्यायसंगत और तर्कसंगत दृष्टिकोण अपनाया है और वह इस तरह की (शांति) प्रक्रिया का समर्थन कर सकता है।

The entire world is watching India at a crucial juncture in history. The war between Russia and Ukraine has entered the 38th day and on Friday, Russian Foreign Minister Sergei Lavrov met Prime Minister Narendra Modi in Delhi. Modi told Lavrov that India was ready to contribute in any way towards peace efforts between Russia and Ukraine. Lavrov had brought a special message from Russian President Vladimir Putin for Modi.

While Russia wants India should mediate in the Ukrainian crisis, the US wants India to stay away from Russia and join the western bloc in opposing Putin. Britain also wants India should stand with European countries who are opposing Russian invasion. China, whose foreign minister Wang Yi dropped in on a sudden visit to Delhi, wants peace with India. Neighbouring Pakistan’s beleaguered Prime Minister Imran Khan is repeatedly praising India’s ‘independent’ foreign policy and wants his own country, like India, should not come under any external pressure.

The Russian foreign minister said in Delhi, “Indian foreign policies are characterized by independence and the concentration on real national legitimate interests…If India wants to buy anything from Russia, we are ready to discuss it”.

Lavrov’s comments come in the wake of US Deputy National Security Adviser for International Economics, Daleep Singh’s controversial remarks about India, Russia and China.

Daleep Singh, who is the point person for Biden administration on international sanctions, had told reporters in Delhi after meeting Indian Foreign Secretary Harsh Vardhan Shringla that “…the more leverage that China gains over Russia, the less favourable that is for India. I don’t think that anyone would believe that if China once again breaches the Line of Actual Control, Russia would come running to India’s defence”. In diplomatic circles, such remarks are not considered polite, it is outright a threat.

On Friday, India sent a clear message to US, when External Affairs Minister S. Jaishankar met Lavrov, who also called on Prime Minister Modi. There could be no stronger message in diplomatic language and nuances than this. India’s message was: We will not be browbeaten as far as its foreign policy is concerned. To repeat PM Modi’s phrase, “we will not look up at anybody, nor will we lower our eyes while meeting anybody. We will look into the eye and speak.”

While speaking about possible Chinese transgression on LAC, America tried to instil fear in India’s mind, by comparing the Russian-Ukraine crisis with India-China border issue. The American official probably forgot that India is not Ukraine, and China knows this, and it would be better if the US realizes this. Prime Minister Modi’s vision, intent and policies are clear. India will act only to its own advantage and will not come under any external pressure.

The American deputy NSA who made the remarks probably thought India would be cowed down and it would desist from being friendly with Russia, but India did not budge from its stand. On the oil deal with India, the Russian FM said, “we will be ready to supply to India any goods which India wants to buy….I have no doubt that a way would be found out to bypass artificial impediments created by the West by imposing illegal and unilateral sanctions.”

India is the world’s third biggest oil importer and consumer, and it had been buying Russian oil through spot tenders since the Russia-Ukraine war broke out on February 24. Since that date, India has purchased at least 13 million barrels of Russian oil at huge discount, compared to 16 million barrels that it brought during the whole year from Russia in 2021.

While the current US and Western sanctions against Russia do not prevent other countries from buying Russian oil, a senior US administration official recently said that “India could be exposing itself to great risk if there is a significant increase in Russian oil purchase…The US has no objection to India buying Russian oil provided it buys at discount, without significantly increasing its purchases compared to previous years.”

Russia, on its part, wants to intensify its bilateral trade with India, because of US and Western sanctions. Lavrov said on Friday that Russia is moving towards conduction ruble-rupee trade with India to bypass western sanctions. He said the ruble-rupee trade with India began years ago and now efforts to bypass western payment systems will now be intensified.

To sum up, India will pursue its foreign policy keeping its national interests as supreme. No amount of bullying or browbeating by external forces will work. On its part, India has also told Russia that early cessation of hostilities in Ukraine would help in restoring peace. Lavrov said, “India is an important country, and if India seeks to play the role for resolution of (Ukraine) crisis, it can. India has adopted a just and rational approach to international problems, and it can support such a (peace) process.”

पाकिस्तान के प्रधानमंत्री इमरान खान ने इस्तीफा देने से साफ इनकार कर दिया है। विपक्ष द्वारा लगाये गये अविश्वास प्रस्ताव पर रविवार को वोटिंग होनी है, वोटों के गणित में इमरान पीछे हैं लेकिन वह इस्तीफा न देने के अपने रुख पर क़ायम हैं। गुरुवार की रात को राष्ट्र के नाम अपने संबोधन में इमरान खान ने आरोप लगाया कि अमेरिका उन्हें सत्ता से बेदखल करने की साजिश रच रहा है। इमरान खान ने कहा- ‘मैंने 20 साल तक क्रिकेट खेला । पूरी दुनिया ने और मेरे खिलाफ खेलनेवालों ने देखा कि मैं हमेशा आखिरी गेंद तक लड़ता हूं। मैंने अपने जीवन में कभी हार नहीं मानी । कोई ये मत सोचे कि मैं घर बैठ जाऊंगा। नतीजा चाहे जो कुछ भी हो, मैं पूरी ताकत के साथ लौटूंगा।’

अपने लाइव भाषण के दौरान इमरान खान से एक बड़ी चूक हो गई। या तो यह चूक अनजाने में हुई या फिर ये जानबूझकर की गई। इमरान खान ने अपने भाषण में पहले तो अमेरिका का नाम लिया और बाद में ऐसा दिखाने की कोशिश की मानो अमेरिका का नाम उनके मुंह से गलती से निकल गया। फिर उन्होंने कहा कि यह खतरा किसी बाहरी मुल्क से आया है। अविश्वास प्रस्ताव को पाकिस्तान के खिलाफ बड़ी साजिश बताते हुए इमरान ने कहा कि वो उस मुल्क का नाम नहीं लेंगे क्योंकि इसके नतीजे पाकिस्तान के लिए अच्छे नहीं होंगे।

इमरान खान ने कहा, सात मार्च की ‘धमकी वाली चिट्ठी’ में कहा गया कि अगर अविश्वास प्रस्ताव गिर गया तो पाकिस्तान को गंभीर नतीजे भुगतने होंगे। उन्होंने कहा कि चिट्ठी की ज़ुबान बेहद सख्त है और उसमें कई बार अविश्वास प्रस्ताव का जिक्र किया गया है। देर रात, पाकिस्तान विदेश मंत्रालय ने इस्मालाबाद में कार्यवाहक अमेरिकी राजदूत को बुलाकर कड़ा विरोध जताया और कहा कि इस तरह की सख्त कूटनीतिक ज़ुबान का इस्तेमाल पाकिस्तान को मंजूर नहीं है।

इससे पहले दिन में इमरान खान ने राष्ट्रीय सुरक्षा समिति को वह नोट दिखाया जिसमें पाकिस्तानी राजदूत और एक वरिष्ठ अमेरिकी अधिकारी के बीच हुई बातचीत का पूरा ब्यौरा था। राष्ट्रीय सुरक्षा समिति की इस बैठक में कई सीनियर मंत्री और सेना के अधिकारी मोजूद थे। इमरान खान ने अपने लाइव भाषण में कहा कि उन्हें सत्ता से बेदखल करने के लिए विदेशों से फंडिंग करके साजिश रची गई। इमरान ने कहा कि वे पाकिस्तान की विदेश नीति को आजाद बनाने के लिए सियासत में आए थे और वो किसी कीमत पर पाकिस्तान की खुदमुख्तारी से समझौता नहीं करेंगे।

अमेरिकी विदेश मंत्रालय के प्रवक्ता नेड प्राइस ने इमरान खान के आरोपों को खारिज करते हुए कहा- ‘इन आरोपों में कोई सच्चाई नहीं है। हम पाकिस्तान की संवैधिनिक प्रक्रिया और वहां के कानून का सम्मान और समर्थन करते हैं।’ व्हाइट हाउस के कम्यूनिकेशन डायरेक्टर ने भी कहा, इमरान खान के इन आरोपों में ‘कोई सच्चाई नहीं है’ कि अमेरिका उन्हें सत्ता से हटाने के लिए विपक्षी नेताओं के साथ मिलकर काम कर रहा है। ‘

मुश्किलों में घिरे पाकिस्तानी प्रधानमंत्री ने अपने विरोधियों पर तीखे वार किये और उन्हें गुलाम कठपुतली बताया। उन्होंने कहा तीनों गुलाम कठपुतलियों (नवाज और शहबाज शरीफ, आसिफ जरदारी और बिलावल भुट्टो और मौलाना फजलुर रहमान) में इतनी हिम्मत नहीं है कि वो अमेरिका के खिलाफ एक भी शब्द बोलें। उनके (अमेरिका के) ड्रोन पाकिस्तान के अंदर निशाना साध रहे थे लेकिन पिछले 10 साल में उन्होने एक लफ्ज़ भी नहीं बोला।

इमरान ने पूर्व तानाशाह जनरल परवेज मुशर्रफ को भी जम कर निन्दा की और कहा कि 9/11 के बाद अफगान युद्ध के दौरान उन्होंने पाकिस्तान को अमेरिका के हाथों बेच दिया। इमरान ने यह दावा किया कि वही अकेले नेता थे जिसने अमेरिकी ड्रोन हमलों के खिलाफ विरोध प्रदर्शन की अगुआई की थी।

इमरान खान ने पाकिस्तानी अवाम से कहा- “ मैं चाहता हूं कि आप लोग ये याद रखें कि हमारे बीच मीर जाफर कौन है जो हमारे मुल्क के खिलाफ काम कर रहे हैं। मीर जाफर और मीर सादिक जैसे लोगों ने ब्रिटिश ईस्ट इंडिया कंपनी के साथ मिलकर बंगाल के नवाब सिराजुद्दौला को हरा दिया और हमें फिरंगियों का गुलाम बना दिया था। विदेशी ताकतों से सांठ-गांठ करने के लिए पाकिस्तान की आनेवाली नस्लें आपको कभी माफ नहीं करेंगी। बाहरी ताकतों को नवाज़ शरीफ और आसिफ अली जरदारी इसलिए पसंद हैं कि उनके पास विदेशों में जमा उनकी जायदाद का पूरा ब्यौरा है। ‘

इमरान खान ने कहा, ‘अमेरिका इसलिए नाराज था कि मैंने यूक्रेन युद्ध शुरू होने के समय रूस का दौरा क्यों किया । मैं आज अपने देश से सवाल कर रहा हूं कि क्या यही हमारी औकात है? हम 22 करोड़ आबादी वाले मुल्क हैं और बाहरी मुल्क हमें धमका रहा है। वे कोई वजह नहीं बता रहे हैं लेकिन बार बार यही कह रहे हैं कि इमरान खान रूस क्यों गए थे। वो ये कह रहे हैं कि इमरान खान ने अपने दम पर रूस जाने का फैसला किया जबकि विदेश मंत्रालय और फौज ने उन्हें रूस ना जाने की सलाह दी थी। हमारे राजदूत ने उन्हें बताया कि रूस का दौरा करने का फैसला सबसे सलाह मशविरा करने के बाद लिया गया था लेकिन वे इससे इनकार कर रहे हैं और ये कह रहे हैं कि अगर इमरान सत्ता में रहते हैं तो हमारे आपसी रिश्ते अच्छे नहीं हो सकते। असल में वे यह कह रहे हैं कि उन्हें उन लोगों से कोई समस्या नहीं है जो इमरान खान की जगह लेंगे।’

इमरान खान ने वही किया जो फौज नहीं चाहती थी। फौज ने इमरान खान को बार-बार समझाया था कि वह अमेरिका का नाम न लें और इस विवादास्पद चिट्टी का जिक्र ना करें। इमरान खान बुधवार को पाकिस्तान की आवाम को संबोधित करनेवाले थे। लेकिन जब आर्मी चीफ जनरल बाजवा को पता लगा कि इमरान खान अमेरिका का नाम ले सकते हैं तब वे आईएसआई चीफ के साथ इमरान से मिलने पहुंचे और उसके बाद इमरान का राष्ट्र के नाम संबोधन रद्द हो गया। गुरुवार को भी इमरान खान का राष्ट्र के नाम संबोधन शाम सात बजे होना था। चूंकि उनकी पार्टी के नेता और फौजी अफसर उन्हें समझा रहे थे कि वो पाकिस्तान की अन्दरूनी सियासत पर खुल कर बोलें, लेकिन अमेरिका का नाम न लें। इसी चक्कर में पाकिस्तान के वजीरे आजम के भाषण में देरी हुई।

लेकिन उसके बाद भी इमरान खान ने अमेरिका का नाम लिया। हालांकि इमरान ने ऐसा दिखाने की कोशिश की जैसे अमेरिका का नाम उनके मुंह से गलती से निकल गया। लेकिन पूरा भाषण सुनाकर लगा कि इमरान खान जो कहने आए थे उन्होंने वही किया। पाकिस्तान की आवाम को बता दिया कि उनकी सरकार को अमेरिका के आदेश पर गिराने की साजिश हुई। पाकिस्तान की फौज और विरोधी पार्टियों के नेता अमेरिका के इशारे पर चल रहे हैं। इमरान खान जानते हैं कि उनकी सरकार अब नहीं बचेगी इसलिए उन्होंने पाकिस्तानी आवाम की हमदर्दी हासिल करने की कोशिश की। क्योंकि इमरान जानते हैं कि आवाम की हमदर्दी उनकी सियासत को जिंदा रख सकती है।

इमरान ने तो अपनी बात कह दी लेकिन उस पर विपक्ष की तरफ से कड़ी प्रतिक्रिया आई। इमरान खान के उत्तराधिकारी के रूप में पेश किए जा रहे शहबाज शरीफ ने इमरान के भाषणों पर प्रतिबंध लगाने की मांग की। शहबाज़ शरीफ ने कहा कि उमरान खान अब ‘पाकिस्तान के लिए खतरा बन गए हैं’। शहबाज शरीफ ने कहा कि इमरान खान नियाजी ने सत्ता में बने रहने की कोशिशों के कारण पाकिस्तान को बदनाम कर रहे है। शहबाज़ ने कहा कि इमरान खान विपक्षी पार्टियों पर विदेशी फंडिंग का बेबुनियाद आरोप लगा रहे हैं लेकिन अगर उनका मुंह खुल गया तो फिर इमरान किसी को मुंह दिखाने लायक नहीं रहेंगे।

संसद में पूरा गणित इस वक्त इमरान खान के खिलाफ है। फौज ने नेशनल असेंबली में इमरान खान को हराने की पुख्ता तैयारी कर ली है और विपक्ष की बहुमत को पक्का करने का काम मुक्म्मल कर लिया है। इमरान के पास अब कोई रास्ता नहीं बचा है और वो जानते हैं कि अब उन्हें जाना पड़ेगा। इसीलिए इमरान खुद को राजनीति में शहीद के तौर पर पेश करने की कोशिश कर रहे हैं।

इमरान खान को खुद कुर्सी छोड़ने का जितना दर्द होगा उससे ज्यादा तकलीफ इस बात की होगी कि शहबाज शरीफ प्रधानमंत्री बन जाएंगे। इमरान खान इसे बर्दाश्त नहीं कर सकते इसलिए उन्होंने जनरल बाजवा से समझौता करने की एक आखिरी कोशिश की। उन्होंने जनरल बाजवा से अनुरोध किया कि वे उन्हें नेशनल असेंबली को भंग करने दें और नए सिरे से चुनाव के लिए तैयार हो जाएं लेकिन इसके लिए जरुरी होगा कि पहले विपक्ष अपना अविश्वास प्रस्ताव वापस ले। इमरान चाहते हैं कि फौज विपक्षी नेताओं को इसके लिए तैयार करे। लेकिन सवाल यह है कि इससे जनरल बाजवा का क्या फायदा ? उनके लिए तो अच्छा है कि एक मिली-जुली टूटी-फूटी सरकार हो ताकि उस पर कंट्रोल करना और उसे चलाना फौज के लिए ज्यादा आसान होगा। आनेवाले दिनों में पाकिस्तान की राजनीति काफी दिलचस्प रहेगी।

Pakistan Prime Minister Imran Khan, cornered by a combined opposition ahead of the Sunday no-trust vote, on Thursday night refused to resign and blamed the US for conspiring to remove him from power. In his televised address to the nation, Imran Khan said: “I’ve played cricket for 20 years. Those who played against him saw, I always fought till the last ball. I’ve never accepted defeat in life. Nobody should think that I’d sit at home. I’ll come back stronger, whatever the result may be”.

In a major gaffe, that could be either deliberate or unintentional, during his extempore address to the nation, Imran Khan first named America, and realizing his slip of tongue, said the threat came from a foreign country. Describing the no-confidence motion as a “big foreign conspiracy against Pakistan”, Imran said, he would not name the country because the consequences will not be good for Pakistan.

Imran Khan said, “the threatening letter” of March 7 stated that Pakistan would face serious consequences if the no-trust move failed. He said the language of the letter was very harsh and it mentioned the no-trust motion several times. Late in the night, Pakistan lodged a strong protest by summoning the acting US envoy in Islamabad and handed him a strong demarche which said use of such strong diplomatic language was unacceptable.

Earlier in the day, Imran Khan showed the memo to the National Security Committee attended by service chiefs and senior ministers. The memo contained minutes of a meeting between the Pakistani envoy and a senior US official. In his televised speech, Imran Khan said, the foreign-funded plot to oust him from power was only because he wanted to pursue “an independent foreign policy”.

The US State Department spokesman Ned Price rejected Imran Khan’s charges saying “there was no truth in the allegations. We respect and support Pakistan’s constitutional process and the rule of law”. White House communications director also said, “there is absolutely no truth” to Imran Khan’s allegations that the US was working with opposition leaders to remove Imran Khan from power.

The beleaguered Pakistani PM lashed out at his opponents describing them as three “stooges” (Nawaz and Shehbaz Sharif, Asif Zardari and Bilawal Bhutto and Maulana Fazlur Rahman), who, he alleged, had no guts to utter a word against the US, when its drones were taking out targets inside Pakistan. He also lashed out at former military dictator Gen Pervez Musharraf for selling out to the US during the post-9/11 Afghanistan war. Imran Khan claimed that he was the lone leader who led protests against US drone attacks.

Imran Khan told Pakistanis: “I want all of you to remember who are the Mir Jafars who are working against our nation. It was because of men like Mir Jafar and Mir Sadiq, who colluded with the British East India Company, got Sirajuddaulah, the Nawab of Bengal, defeated and made us slaves. Future generations of Pakistan will never forgive you for colluding with foreign powers”. He said, “foreign powers have developed a liking for Sharifs and Asif Ali Zardari, because they knew all the details of their ill-gotten cash and properties stashed abroad.”

He said, “Americans were unhappy because I had visited Russia during the outbreak of Ukraine war. ..I ask my nation today, is this our status? We are a nation of 22 crore people and another country is giving us threats, they are not giving any reason except saying that he (Imran) went to Russia. They said, Imran decided to go to Russia, even though the Foreign Office and military leadership told him not to go. Our ambassador told them the PM’s decision to visit Russia was made after consultations but they said, their ties with Pakistan cannot be good if Imran stays in power. What they are actually saying is, they have no issue with people who will replace Imran Khan.”

Imran Khan has did what the army asked him not to do. The army had asked him not to name America and refrain from mentioning the controversial letter. Imran had wanted to address the nation on Wednesday, but, according to reports, when Army Chief Gen Qamar Javed Bajwa came to know that he might name America, he along with his ISI chief, met him and requested not to name the US. The televised address was postponed. Even on Thursday, when Imran was supposed to address the nation at 7 pm, his colleagues and army leadership again requested him not to name the US and confine his speech to domestic issues only.

But Imran Khan defied all these, and went on air to convey the message that the entire opposition was in cahoots with America to dislodge him from power. He indirectly alleged that even the Pakistan army was acting at the behest of America. Imran Khan knows that his government’s days are numbered, and only a wave of sympathy from people can bring him back to power in the elections, and keep his brand of politics alive.

The reactions were on expected lines. A furious Shehbaz Sharif, being projected as Imran Khan’s successor as PM, demanded ban on Imran Khan’s speeches saying he was “a security risk for Pakistan”. Shehbaz Sharif said, Imran Khan Niazi has brought Pakistan into disrepute in his desperate bid to cling to power. “Imran should stop speaking, otherwise if I open my mouth against him, he will be in trouble”, Nawaz Sharif’s brother said.

The numbers in Parliament are against Imran Khan, and it is only a matter of time before his government collapses. Imran knows that his game is up, and that is why, he is trying to project himself as a martyr in politics.

Imran is feeling the added pain of having to watch his political rival Shehbaz Sharif taking over as the new PM, once his government falls. He even went to the extent of requesting his Army Chief Gen Bajwa to persuade the opposition to withdraw its no-trust motion, so that the National Assembly could be dissolved and fresh elections ordered. But Gen. Bajwa obviously found no gain in this move, because the army would rather prefer a divided opposition, so that it can remotely control the civilian government. The coming days in Pakistan politics will be quite interesting.

राजस्थान के दौसा में स्त्री रोग विशेषज्ञ डॉक्टर अर्चना शर्मा की आत्महत्या ने न केवल मेडिकल बिरादरी को, बल्कि इंसानियत में भरोसा करने वाले सभी लोगों को झकझोर कर रख दिया है। डॉक्टर अर्चना शर्मा ने जो इमोशनल सुसाइड नोट छोड़ा है, वह किसी को भी रुला सकता है।

बुधवार को मैंने कई वरिष्ठ डॉक्टरों से बात की। उन्होंने न केवल दुख व्यक्त किया, बल्कि इस बात पर नाराजगी भी जताई कि कैसे एक डॉक्टर को एक गर्भवती मरीज आशा बैरवा की प्रसव के दौरान हुई मौत के बाद इतना डराया-धमकाया गया कि उसने घबराकर फांसी लगा ली।

आशा बैरवा नाम की गर्भवती महिला को गंभीर हालत में दौसा के लालसोट में स्थित आनंद अस्पताल में लाया गया। मरीज की हालत इतनी खराब थी कि दो अस्पताल पहले ही हाथ खड़े कर चुके थे। डॉक्टर अर्चना शर्मा ने मरीज के परिजनों की गुजारिश पर आशा को ऐडमिट कर लिया। बड़ी जद्दोजहद के बाद डॉक्टर अर्चना शर्मा ने नवजात बच्चे की सकुशल डिलीवरी तो करवा ली, लेकिन कुछ देर के बाद आशा को बहुत ज्यादा ब्लीडिंग होने लगी। यह डिलीवरी के बाद होने वाली ब्लीडिंग (postpartum haemorrhage) का मामला था। इससे पहले भी डॉक्टर अर्चना ने आशा की डिलीवरी कराई थी और सिजेरियन से उसके जुड़वां बच्चे पैदा हुए थे। इस बार भी बच्चा तो बच गया लेकिन ज्यादा ब्लीडिंग के चलते आशा ने दम तोड़ दिया।

मरीज का मजदूर पति लालूराम बैरवा और उसके रिश्तेदार पहले शव को अपने गांव ले गए, लेकिन स्थानीय नेताओं के दबाव में वे शव लेकर वापस आए और डॉक्टर की गिरफ्तारी की मांग करते हुए अस्पताल के बाहर हंगामा करने लगे। डॉ. अर्चना शर्मा ने अपने बचाव में पुलिस को इलाज के पूरे तौर तरीके के बारे में समझाया और उन्हें मेडिकल फाइल भी दिखाई। लेकिन हंगामा बढ़ने पर पुलिस ने पति की शिकायत के आधार पर डॉक्टर दंपति के खिलाफ धारा 302 (हत्या) के तहत FIR दर्ज कर ली। बाद में, लालूराम बैरवा ने कहा कि किसी ने उसे एक लिखित शिकायत दी थी, जिस पर उसने गुस्से में बिना पढ़े दस्तखत कर दिया था।

डॉ अर्चना शर्मा एक गोल्ड मेडलिस्ट और जानी-मानी स्त्री रोग विशेषज्ञ थीं। वह दो बच्चों की मां थी, लेकिन अपने खिलाफ हत्या के आरोप में FIR दर्ज होने के बाद, वह नाउम्मीद हो चुकी थीं।

डॉ. अर्चना शर्मा ने जो सुसाइड नोट छोड़ा है, वह उस मानसिक उथल-पुथल के बारे में बताता है जिससे उन्हें दो चार होना पड़ा था। उन्होंने अपने सुसाइड नोट में लिखा, ‘मैं अपने पति और बच्चों से बहुत प्यार करती हूं। कृपया मेरे मरने के बाद इन्हें परेशान न करना। मैंने कोई गलती नहीं की, मैंने किसी को नहीं मारा। PPH एक बड़ा कॉम्प्लिकेशन है। इसके लिए डॉक्टरों को प्रताड़ित करना बंद करो। मेरा मरना शायद मेरी बेगुनाही साबित कर दे। कृपया बेगुनाह डॉक्टरों को परेशान न करें। सुनीत, मैं तुमसे प्यार करती हूं, मेरे बच्चों को उनकी माँ की कमी महसूस नहीं होने देना।’

डॉ. अर्चना शर्मा और उनके पति डॉ. सुनीत उपाध्याय आनंद अस्पताल चलाते थे। इंडिया टीवी से बात करते हुए डॉ. सुनीत उपाध्याय ने पूछा कि पुलिस किसी डॉक्टर के खिलाफ हत्या की FIR कैसे दर्ज कर सकती है। उन्होंने कहा, एक डॉक्टर पर चिकित्सा में लापरवाही का आरोप तो लगाया जा सकता है, लेकिन हत्या का नहीं। डॉ. सुनीत ने कहा, सुप्रीम कोर्ट पहले ही इस बारे में फैसला दे चुका है कि अगर किसी मरीज की इलाज के दौरान मौत हो जाती है तो किसी डॉक्टर पर हत्या का आरोप नहीं लगाया जा सकता ।

डॉ. अर्चना शर्मा की आत्महत्या के बाद, इंडियन मेडिकल एसोसिएशन के परचम तले पूरे राजस्थान में डॉक्टर सड़कों पर उतरे, और डॉ. अर्चना शर्मा की आत्महत्या के लिए जिम्मेदार लोगों की गिरफ्तारी की मांग को लेकर 24 घंटे के बंद का आह्वान किया। फेडरेशन ऑफ रेजिडेंट डॉक्टर्स एसोसिएशन (FORDA) ने राजस्थान के मुख्यमंत्री अशोक गहलोत को लिखे पत्र में उन परिस्थितियों की पूरी जांच कराने की मांग की, जिनके कारण FIR दर्ज की गई और एक डॉक्टर को खुदकुशी के लिए मजबूर होना पड़ा।

बुधवार को AIIMS समेत भारत के तमाम बड़े अस्पतालों के डॉक्टरों ने अपने हाथों पर काली पट्टी बांधकर काम किया। डॉक्टरों ने कहा, डॉ. अर्चना शर्मा के साथ जो कुछ भी हुआ वह पूरी व्यवस्था के मुंह पर कालिख है। उन्होंने कहा, अगर हजारों लोगों की जान बचाने वाला डॉक्टर किसी मरीज को न बचा पाए तो उसे हत्यारा घोषित कर देना कहां का इंसाफ है।

मुख्यमंत्री अशोक गहलोत ने ट्वीट किया, ‘दौसा में डॉ. अर्चना शर्मा की आत्महत्या की घटना बेहद दुखद है। हम सभी डॉक्टरों को भगवान का दर्जा देते हैं। हर डॉक्टर मरीज की जान बचाने के लिए अपना पूरा प्रयास करता है, लेकिन कोई भी दुर्भाग्यपूर्ण घटना होते ही डॉक्टर पर आरोप लगाना न्यायोचित नहीं है। अगर इस तरह डॉक्टरों को डराया जाएगा तो वे निश्चिन्त होकर अपना काम कैसे कर पाएंगे? इस पूरे मामले की गंभीरता से जांच की जा रही है एवं दोषियों को बख्शा नहीं जाएगा।’

मुख्यमंत्री ने डिविजनल कमिश्नर दिनेश कुमार यादव को प्रशासनिक जांच करने और आत्महत्या के लिए उकसाने वालों के खिलाफ कार्रवाई करने का निर्देश दिया। दौसा के एसपी अनिल कुमार का ट्रांसफर कर दिया गया है और लालसोट थाने के SHO अंकेश कुमार को सस्पेंड कर दिया गया है। गहलोत ने ऐसी घटनाओं की पुनरावृत्ति को रोकने के लिए आवश्यक सुझाव देने हेतु अतिरिक्त मुख्य सचिव (गृह) की अध्यक्षता में वरिष्ठ अधिकारियों की एक समिति का गठन किया है। भारतीय जनता पार्टी के एक स्थानीय नेता जितेंद्र गोठवाल और एक अन्य व्यक्ति राम मनोहर को आत्महत्या के लिए उकसाने के आरोप में गिरफ्तार किया गया है।

डॉ अर्चना शर्मा की मौत खुदकुशी का मामला हो सकती है, लेकिन मैं इसे एक डॉक्टर की जानबूझकर की गई हत्या कहना चाहूंगा। यह भारत के हर काबिल डॉक्टर के दिल और दिमाग पर की गई भारी चोट है। 2 साल पहले, कोविड संकट के दौरान, मोदी सरकार ने एक कानून बनाया था, जिसने डॉक्टरों और स्वास्थ्य कर्मियों, उनकी संपत्ति और उनके कार्यस्थलों पर हमले को संज्ञेय और गैर-जमानती अपराध बना दिया था। डॉक्टरों और स्वास्थ्य कर्मियों के खिलाफ किसी भी तरह की हिंसा करने पर 3 महीने से लेकर 5 साल तक की कैद और 50,000 रुपये से 2 लाख रुपये तक के जुर्माने का प्रावधान किया गया। अगर हमलावर कोई गंभीर चोट पहुंचाते हैं, तो उन्हें 6 महीने से लेकर 7 साल तक की जेल और 1 लाख रुपये से लेकर 5 लाख रुपये तक का जुर्माना हो सकता है।

सुप्रीम कोर्ट ने साफ तौर पर कहा है कि इलाज के दौरान अगर कोई अनहोनी होती है तो डॉक्टर को सीधे हत्यारा घोषित नहीं किया जा सकता। यह ठीक है लेकिन अगर इलाज के दौरान किसी मरीज की मौत हो जाती है तो हमें क्या उम्मीद करनी चाहिए? डॉक्टर मरीजों का इलाज करेंगे या कोर्ट में केस लड़ेंगे? क्या हम डॉक्टर अर्चना से ये उम्मीद करते कि बिना कसूर के पहले पुलिस उन्हें जेल में डाल दे, और फिर उनके डॉक्टर पति उनकी जमानत करवाने के लिए दर-दर की ठोकरें खाते। और क्या इसके बाद जब जमानत मिल जाए तो फिर बरसों तक अपने को बेगुनाह साबित करने के लिए कोर्ट में केस लड़ते रहें?

डॉ. अर्चना शर्मा ने कोई गुनाह नहीं किया था, लेकिन कुछ ऐसे लोग थे जो उन्हें गुनहगार साबित करने की कोशिश कर रहे थे। उन्हें हत्यारा कहा जा रहा था। उनका परेशान होना, उनके अच्छा इंसान होने, उनके बेगुनाह होने का सबूत है। सबसे ज्यादा दुख की बात ये है कि उन्हें अपनी जान देकर अपनी बेगुनाही का सबूत देना पड़ा। डॉ. अर्चना की मौत पूरे सिस्टम के लिए, पूरे समाज के लिए, पूरे देश के लिए कलंक है। उनके परिवार को इंसाफ मिलना ही चाहिए। उनके खिलाफ हत्या का मामला दर्ज करने वाले पुलिसवालों पर आत्महत्या के लिए मजबूर करने का मुकदमा चलना चाहिए।

The unfortunate suicide of a lady gynaecologist Dr Archana Sharma in Dausa, Rajasthan, has not only shocked the medical fraternity but also all right-thinking people who believe in humanistic approach. The emotional suicide note that Dr Archana Sharma left behind can move anybody to tears.

On Wednesday, I spoke to several senior doctors. They not only expressed sadness but also anger over how a doctor had to go to the extreme and hang herself after she faced threats and intimidation following the death of a pregnant patient, Asha Bairwa, during childbirth.

Let me explain the case in details. The pregnant woman Asha Bairwa was brought to Anand hospital, Lalsot, Dausa, in a critical condition after two other hospitals declined to treat her. Dr Archana Sharma tried her best to ensure that Asha could give birth to the child, and she did, but in the process, she started bleeding excessively. It was a case of postpartum haemorrhage. Dr Archana Sharma had earlier arranged the birth of twins for Asha through Caesarean section. This time, the newborn survived but Asha succumbed due to excessive bleeding.

The patient’s husband Laluram Bairwa, a labourer, and her relatives first took the body to their village, but under pressure from local political leaders, they came back with the body and staged a demonstration outside the hospital, demanding the doctor’s arrest. In her defence, Dr Archana Sharma explained to police officers about the line of treatment, and showed them the medical file. But as the protest intensified, police, on the basis of the husband’s complaint, registered an FIR against the doctor couple under Section 302 (murder). Later, Laluram Bairwa said that somebody had given him a written complaint, which he had signed in a fit of anger, without reading it.

Dr Archana Sharma was a gold medallist and a gynaecologist of repute. She was a mother of two, but after the FIR with murder charge was filed against her, she lost all hopes.

The suicide note that she left behind speaks volumes about the mental turmoil that a doctor had to go through. In her suicide note, she wrote: “I love my husband and children very much. Please do not harass my husband and children after my death. I did not commit any mistake and did not kill anyone. My death will prove my innocence. PPH (postpartum haemorrhage) is a severe complication. DON’T HARASS INNOCENT DOCTORS, please. Suneet, I love you, don’t let my kids feel the absence of their mother”.

Dr Archana Sharma and her husband Dr Suneet Upadhyay, were running Anand hospital. Speaking to India TV, Dr Suneet Upadhyay questioned how police could fire a murder FIR against any doctor. He said, a doctor can be charged of medical negligence, but not murder. He said, the Supreme Court had already given a ruling that no doctors can be charged of murder if a patient dies during treatment.

After Dr Archana Sharma committed suicide, doctors across Rajasthan under the aegis of Indian Medical Association, went to the streets, and gave a 24-hour bandh call demanding arrest of those guilty for Dr Archana Sharma’s suicide. The Federation of Resident Doctors Associations (FORDA) in a letter to Rajasthan chief minister Ashok Gehlot demanded a full probe into the circumstances that led to the filing of FIR and the doctor’s suicide.

On Wednesday, doctors in AIIMS and all other major hospitals in India worked wearing black band on their arms. Doctors said, whatever happened to Dr Archana Sharma is a black blot on the face of society. They said, doctors save the lives of thousands of people daily, but they cannot be charged of murder if a patient dies during treatment.

Chief Minister Ashok Gehlot tweeted: “The incident of Dr Archana Sharma’s suicide in Dausa is very sad. We give the status of God to all doctors. Every doctors tries his best to save the life of patients. It is not justified to accuse the doctor when any unfortunate incident occurs. If doctors will be intimidated like this, then how will they be able to work with confidence? The entire matter is being investigated seriously and those guilty will not be spared.”

The chief minister directed the divisional commissioner Dinesh Kumar Yadav to carry out an administrative inquiry and take action against those abetted the suicide. The SP of Dausa Anil Kumar has been transferred and the SHO of Lalsot police station Ankesh Kumar has been suspended. Gehlot has set up a committee of senior officials headed by Additional Chief Secretary (Home) to give necessary suggestions on preventing recurrence of such incidents. A local BJP leader Jitendra Gothwal and another person Ram Manohar have been arrested on charge of abetment of suicide.

The death of Dr Archana Sharma could be a case of suicide, but I would like to term it as a deliberate murder of a doctor. This is a big blow to the hearts and minds of every capable doctor in India. Two years ago, during Covid crisis, the Modi government had enacted a law which made attacks on doctors and healthcare personnel, their property and their working premises, as cognizable and non-bailable offences. Any act of violence against doctors and healthcare personnel shall be punished with imprisonment from three months to five years, and a fine from Rs 50,000 to Rs 2 lakh. If the attackers cause grievous hurt, they can be jailed from six months to seven years with fine ranging from Rs 1 lakh to Rs 5 lakh.

The Supreme Court has clearly said that a doctor cannot be declared a murderer. It is alright but if a patient dies during treatment, what should we expect? Should a doctor continue treating patients or go to courts to fight cases? In Dr Archana’s case, if the police had arrested her on murder charge, should we expect her husband to go to courts seeking bail for her, and after getting bail, fight the cases for several years in court, to prove her innocence?

Dr Archana Sharma did not commit any crime, yet there were people who were trying to prove that she was guilty. She was being labelled as a murderer. Her mental agony shows that she was innocent and a good human being at heart, who tried her best to save her patient. The saddest part is that she had to take her own life to prove her innocence. The death of Dr Archana Sharma is a blot on the face of our society and our system of governance. Her family must get justice. Those policemen who filed murder charge FIR against her must be charged for abetment to suicide.

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने एक बार फिर गैर-बीजेपी विपक्षी दलों को एक मंच पर लाने की कोशिश शुरू कर दी है। उन्होंने सभी गैर-एनडीए मुख्यमंत्रियों और सीनियर विपक्षी नेताओं को चिट्ठी लिखी है। अपनी चिट्ठी में ममता बनर्जी ने सभी विपक्षी दलों को एक बैठक बुलाने का सुझाव दिया है। उन्होंने आरोप लगाया कि ‘विपक्षी नेताओं को दबाने के इरादे से केंद्रीय एजेंसियों का दुरुपयोग किया जा रहा है’। उन्होंने यह भी आरोप लगाया कि ‘न्यायपालिका के एक खास वर्ग को प्रभावित करने की कोशिश की गई है।’

टीएमसी सुप्रीमो ममता बनर्जी के भतीजे अभिषेक बनर्जी इन दिनों मनी लॉन्ड्रिंग के आरोपों के चलते प्रवर्तन निदेशालय (ईडी) की कार्रवाई का सामना कर रहे हैं। ममता ने अपनी चिट्ठी में लिखा कि वह ‘बीजेपी की बदले की राजनीति को बर्दाश्त नहीं कर सकती जिसमें चुन-चुनकर लोगों को शिकार बनाया जा रहा है।’ उन्होंने कांग्रेस समेत सभी ‘प्रगतिशील ताकतों’ से यह अपील की है कि वे एकजुट होकर ‘बीजेपी के दमनकारी शासन’ के खिलाफ लड़ाई में शामिल हों।

ममता बनर्जी ने लिखा, ‘चुनाव आने पर ही केंद्रीय एजेंसियां हरकत में आ जाती हैं। यह बिल्कुल स्पष्ट है कि बीजेपी शासित राज्यों को उनके खोखले शासन की एक गुलाबी तस्वीर दिखाने के लिए इन एजेंसियों से मुफ्त में एक पास मिल जाता है… ईडी, सीबीआई, सीवीसी और इनकम टैक्स जैसी एजेंसियों का इस्तेमाल प्रतिशोध के तहत देश भर में राजनीतिक विरोधियों को परेशान करने और उन्हें घेरने के लिए किया जा रहा है। यह कुछ और नहीं बल्कि देश के संस्थागत लोकतंत्र के ताने-बाने पर सीधा हमला है।’

बीजेपी प्रवक्ता संबित पात्रा ने इसे ममता बनर्जी की चाल बताया। उन्होंने कहा बताया कि ममता बीरभूम नरसंहार की चल रही सीबीआई जांच से ध्यान बंटाने की कोशिश कर रही हैं । बीरभूम में 9 लोगों की जिंदा जलाकर हत्या कर दी गई थी। संबित ने कहा, ‘पार्टी की अंदरूनी लड़ाई में 9 लोगों की मौत से पश्चिम बंगाल में व्याप्त अराजकता एक बार फिर खुलकर सामने आ गई है और ममता बनर्जी अपनी पार्टी के नेताओं द्वारा अपराधियों को खुले तौर पर दिए जा रहे संरक्षण से ध्यान बंटाने की कोशिश कर रही हैं।’

ममता बनर्जी ने भी अपनी ओर से सोमवार को आरोप लगाया कि बीरभूम हत्याकांड के पीछे एक साजिश है, इसकी जांच सीबीआई को सौंपना एक अच्छा फैसला था, लेकिन अगर सीबीआई बीजेपी के आदेश का पालन करती है तो फिर इसके विरोध में सड़कों पर उतरेंगे। इन हत्याओं को लेकर ममता बनर्जी ने कहा, ‘एक तृणमूल कार्यकर्ता की हत्या दूसरे तृणमूल कार्यकर्ता द्वारा कर दी गई लेकिन हर जगह केवल तृणमूल कांग्रेस की आलोचना की जा रही है।’

ममता की कही बातें उनकी अपनी पार्टी के नेताओं की बातों से ही मेल नहीं खाते। मंगलवार को सोशल मीडिया पर एक वीडियो वायल हुआ जिसमें पंडावेश्वर विधानसभा सीट से तृणमूल कांग्रेस के विधायक नरेंद्र नाथ चक्रवर्ती बीजेपी समर्थकों से ‘अपने रिस्क पर मतदान करने’ की बात कह रहे हैं। दरअसल आसनसोल लोकसभा सीट पर उपचुनाव हो रहा है और12 अप्रैल को वोटिंग होनी है। इस वीडियो में नरेन्द्र नाथ चक्रवर्ती बीजेपी वोटर्स से कह रहे थे कि पोलिंग बूथ पर गए तो दिक्कत होगी। वीडियो में चक्रवर्ती को यह कहते हुए सुना गया, ‘हमें चुनाव जीतने के लिए हर वोट से 40 और वोट चाहिए। लोगों को वोट करने दीजिए, लेकिन आप वोट देने जाओगे तो हम समझ लेंगे कि आप बीजेपी को वोट दोगे। वोट के बाद आप कहां रहोगे ये आपका रिस्क है। और अगर वोट देने नहीं जाओगे तो हम समझ लेंगे कि आप हमारा समर्थन कर रहे हो। आप चैन से अपने घर में रहो।’

यह आरोप नहीं है। कैमरे पर धमकी देने के लिए विधायक ने प्रेस कॉन्फ्रेंस बुलाई। अब आप सोच रहे होंगे विधायक धमकी क्यों दे रहे हैं जबकि बंगाल में विधानसभा के चुनाव हो चुके हैं और टीएमसी ने अपनी सत्ता बरकरार रखी है? दरअसल, आसनसोल में उपचुनाव के लिए 12 अप्रैल को वोटिंग होगी। ममता बनर्जी ने आसनसोल से शत्रुघ्न सिन्हा को उम्मीदवार बनाया है। इस सीट से बाबुल सुप्रियो बीजपी के टिकट पर लगातार दो चुनाव जीते थे। अब बाबुल सुप्रियो बीजेपी छोड़कर तृणमूल कांग्रेस में शामिल हो गए हैं और बालीगंज से तृणमूल कांग्रेस के टिकट पर चुनाव लड़े रहे हैं।

बाबुल सुप्रियो दो बार, 2014 और 2019 में आसनसोल लोकसभा सीट से चुनाव जीत चुके हैं। पिछले चुनाव में उन्होंने 1 लाख 90 हजार से ज्यादा वोटों से जीत हासिल की थी। आसनसोल में बीजेपी का अच्छा जनाधार है और इसे बीजेपी का गढ़ माना जाता है। लेकिन अब ममता इसे किसी भी कीमत पर जीतना चाहती हैं, इसलिए उनकी पार्टी के नेता हर तरह के दांव अपना रहे हैं। मतदाताओं को धमकी देने के आरोपों को लेकर मंगलवार को बंगाल बीजेपी सांसदों का एक प्रतिनिधिमंडल शिकायत दर्ज कराने चुनाव आयोग पहुंचा। प्रतिनिधिमंडल चाहता था कि चुनाव आयोग टीएमसी विधायक के खिलाफ कड़ी कार्रवाई करे।

अब मैं आपको नरेन्द्र नाथ चक्रवर्ती का बैकग्राउंड भी बता देता हूं। नरेन्द्र नाथ चक्रवर्ती के खिलाफ गंभीर आरोपों में कई केस दर्ज हैं। 2016 में नरेंद्र नाथ चक्रवर्ती को कोलकाता के इंटरनेशनल एयरपोर्ट पर बिना लाइसेंस की लोडेड गन के साथ पकड़ा गया था। पुलिस ने उन्हें आर्म्स एक्ट के तहत गिरफ्तार किया था। नरेन्द्र नाथ चक्रवर्ती का अपने इलाके में खौफ है और लोग उनके नाम से डरते हैं।

मंगलवार को बीजेपी सांसद रूपा गांगुली ने एक चौंकाने वाली बात बताई । रूपा गांगुली ने कहा कि बंगाल में ममता ठप्पा कल्चर चला रही हैं। उन्होंने कहा कि तृणमूल कांग्रेस के नेता अपनी पार्टी के कैडर का वोट भी खुद ही डालते हैं। अपनी ही पार्टी के लोगों को पोलिंग बूथ पर जाने से रोकते हैं क्योंकि उन्हें उनपर भी यकीन नहीं है।

इस बीच पश्चिम बंगाल के राज्यपाल जगदीप धनकड़ ने चिट्ठी लिखकर मुख्यमंत्री ममता बनर्जी को राजभवन बुलाया है। बंगाल में बढ़ती हिंसा और बिगड़ती कानून व्यवस्था पर राज्यपाल मुख्यमंत्री से बात करना चाहते हैं। धनकड़ ने इस चिट्ठी में ममता बनर्जी के उस बयान पर चिंता जताई, जिसमें उन्होंने बीरभूम की घटना की सीबीआई जांच के विरोध में सड़क पर उतरने की बात कही थी। धनकड़ ने कहा कि सीबीआई जांच के आदेश हाईकोर्ट की तरफ से दिए गए और हाईकोर्ट की निगरानी में ही जांच जारी है इसके बावजूद इसका विरोध किया जा रहा है। धनकड़ ने लिखा है कि बंगाल की कानून व्यवस्था कमजोर है और इस तरह के बयान माहौल को और खऱाब करते हैं।

ममता की मुश्किलें यहीं खत्म नहीं होती हैं। मंगलवार को ममता के लिए एक और बुरी खबर आई। ममता बनर्जी के भतीजे और तृणमूल कांग्रेस के सांसद अभिषेक बनर्जी पर ईडी का शिकंजा और कस गया है। ईडी ने खनन घोटाले से जुड़े मनी लॉन्ड्रिंग केस में अभिषेक बनर्जी को पूछताछ के लिए बुलाया था लेकिन वह ईडी के सामने पेश नहीं हुए। अब ईडी ने यह संकेत दिया कि सम्मन के बावजूद पेश नहीं होने पर वह अभिषेक बनर्जी के खिलाफ कार्रवाई कर सकता है। मनी लॉन्ड्रिंग केस में अभिषेक और उनकी पत्नी रुजीरा सह-आरोपी हैं इसलिए दोनों को पूछताछ के लिए पेश होना पड़ता है। दोनों ने दिल्ली हाईकोर्ट से यह अनुरोध किया था कि वह ईडी को यह निर्देश दे कि उनसे दिल्ली के बजाय कोलकाता के दफ्तर में पूछताछ की जाए। लेकिन हाईकोर्ट ने 11 मार्च को दोनों की याचिका खारिज कर दी। अब दोनों ने दिल्ली हाईकोर्ट के आदेश को रद्द करने के लिए सुप्रीम कोर्ट का रुख किया है।

अभिषेक बनर्जी से ईडी के अफसरों ने 21 मार्च को करीब 8 घंटे तक पूछताछ की थी और अब तीसरे दौर की पूछताछ के लिए सम्मन जारी किया है। दो दौर की पूछताछ में अभिषेक की पत्नी रुजिरा ईडी के सामने पेश नहीं हुई थीं। रिपोर्ट के मुताबिक जांच में सहयोग नहीं करने के आरोप में ईडी इन दोनों के खिलाफ कार्रवाई करने से पहले सुप्रीम कोर्ट के फैसले का इंतजार कर रहा है।

करीब 1300 करोड़ रुपये के कोयला खनन घोटाले में सीबीआई ने टीएमसी नेता विनय मिश्रा को भी आरोपी बनाया है। इस घोटाले का सरगना विनय मिश्रा इन दिनों फरार चल रहा है। विनय के खिलाफ आसनसोल की स्पेशल सीबीआई कोर्ट ने 17 मार्च को गैर-जमानती वारंट जारी किया है। ऐसी खबरें हैं कि वह दक्षिण प्रशांत द्वीप वनातु में छिपा हुआ है। दिसंबर 2021 में विनय मिश्रा ने दुबई के दूतावास में यह कहते हुए अपना भारतीय पार्सपोर्ट सरेंडर कर दिया था कि उसे वनातु की नागरिकता मिल गई है। सीबीआई ने विनय मिश्रा के प्रत्यर्पण के लिए इंटरपोल के जरिए कार्रवाई शुरू की है।

सीबीआई सूत्रों का कहना है कि इस कोयला खनन घोटाले के बेहिसाब पैसे का एक बड़ा हिस्सा बंगाल के कुछ ताकतवार नेताओं तक पहुंचा है। विनय मिश्रा अभिषेक बनर्जी का करीबी है जबकि विनय मिश्रा के भाई विकास मिश्रा को गिरफ्तार किया जा चुका है। सूत्रों के मुताबिक अभिषेक बनर्जी को डर है कि इस केस में उनकी भी गिरफ्तारी हो सकती है इसीलिए वह ईडी के सामने पेश होने से बच रहे हैं।

ममता मुसीबतों से घिर चुकी हैं और इसलिए अब उन्होंने सभी गैर-एनडीए मुख्यमंत्रियों और वरिष्ठ विपक्षी नेताओं को चिट्ठी भेजी है। उन्होंने बीजेपी के खिलाफ सभी विरोधी दलों से एकजुट होने की अपील की है। केवल शरद पवार ने उनकी अपील का समर्थन किया है। शिवसेना प्रमुख उद्धव ठाकरे ने भी ममता के प्रस्तावित विपक्षी खेमे में शामिल होने के लिए अपना झुकाव दिखाया है। जबकि अन्य दलों की ओर से अभी कोई रिएक्शन नहीं आया है।

लोकसभा में कांग्रेस के नेता अधीर रंजन चौधरी ने मंगलवार को कहा, ‘ममता बनर्जी पर भरोसा नहीं किया जा सकता। उनकी कोई विश्वसनीयता नहीं है। उनकी बातों पर भरोसा नहीं किया जा सकता। वह कभी कांग्रेस को खत्म करने की बात कहती हैं तो कभी कांग्रेस से समर्थन मांगती हैं, इसलिए ममता से दूरी ही भली।’ कांग्रेस के एक अन्य नेता शक्ति सिंह गोहिल ने कहा, ‘जब चुनाव आते हैं तो ममता मिलकर बीजेपी के खिलाफ लड़ने की बात भूल जाती हैं और जब ममता मुसीबत में होती हैं तो उन्हें विपक्ष की एकता याद आती है।’

कुल मिलाकर कहें तो पश्चिम बंगाल में भारी बहुमत से चुनाव जीतने के बावजूद ममता बनर्जी की दिक्कतें कम होने की बजाय बढ़ती जा रही हैं। एक तरफ सीबीआई है जो बीरभूम की जांच कर रही है तो दूसरी तरफ ईडी है जो ममता के भतीजे अभिषेक बनर्जी की जांच कर रही है। वहीं तीसरी ओर प्रो एक्टिव गवर्नर जगदीप धनकड़ हैं जो हर वक्त ममता बनर्जी पर लगाम लगाने की कोशिश में लगे रहते हैं। बची-खुची कसर ममता की पार्टी के नेता अपनी बयानबाजी से पूरी कर देते हैं। कोई मारकाट और खून-खराबे को जायज ठहराता है तो कोई बीजेपी को वोट देने वालों को सरेआम धमकी देता है।

ममता बनर्जी इन सब चीजों को संभाल सकती हैं लेकिन इनका एक बड़ा नुकसान उनके नेशनल कैंपेन को हुआ है। बंगाल में बीजेपी को हराने के बाद ममता बनर्जी ऐसे लीडर के तौर पर उभरी थीं जो मोदी के खिलाफ सारे विरोधी दलों को लीड कर सकती हैं लेकिन अब लगता है कि पहले उन्हें बंगाल संभालना होगा। वहीं, पंजाब में जीत के बाद अब केजरीवाल को लगता है कि मोदी का नेशनल चैंलेंजर तो उन्हें होना चाहिए क्योंकि उनके पास दो-दो स्टेट है। वहीं एनसीपी सुप्रीमो शरद पवार ने मंगलवार को यह पुष्टि की कि उन्हें ममता की चिट्ठी मिली है। उन्होंने कहा, ‘हम इस मुद्दे से जुड़े हैं। हमें बैठक के लिए जगह और तारीख तय करनी है। यह बैठक दिल्ली या मुंबई में हो सकती है।’ वहीं ओडिशा के मुख्यमंत्री और बीजू जनता दल के सुप्रीमो नवीन पटनायक ने कहा कि उन्हें ऐसी कोई चिट्ठी नहीं मिली है।
