Members of a self-styled outfit called Muslim Defense Force 24*7 in a WhatsApp group message sent to Muslim families in South Canara district of Karnataka have threatened to take action against women who move around in streets without veil (burqa). The messages sent in Kannada language say, “MDF workers are monitoring Muslim girls in Mangalore for any ‘misbehaviour’. If they are not wearing burqa, they will be beaten up.”

In one of these messages, they have asked Muslim parents to keep watch on their womenfolk and daughters when they go to public places. Reacting to these messages, Mangalore Police Commissioner Shashi Kumar has said, police is monitoring the activity of this group who are sending such threatening messages through social media.

For the time being, police has advised Muslim women not to remove burqa or hijab in public while taking selfies, for their own safety, as they could be attacked by members of this group. The Police Commissioner said, “this WhatsApp group claims to be the protector of Muslim rights. They are saying Muslim women should not remove burqa or hijab in public while taking selfies, or they will be attacked. We are keeping a watch on this.”

This news is truly worrying. One must understand that such messages are not being circulated in Islamic countries like Pakistan or Taliban-ruled Afghanistan. They are being circulated in India to Muslim families, creating a fear psychosis. Police has set up a special team to round up these radicals, but the problem is that these messages originated from phone numbers outside India. In several places, these messages have been circulated through internet. It could be a minor issue, but the message is chilling. This is a clear case of anti-Indian forces at work, who are trying to strike fear in the minds of Indian Muslims.

I have another example to share here. People’s Front of India (PFI), a radical Muslim outfit, is trying to spread poison of hate in the minds of Muslims. In my prime time show ‘Aaj Ki Baat’ on Thursday night, I showed the video of Mohammed Shakif, national secretary of PFI, spewing venom against Hindus and the BJP government at the Centre. This PFI leader is alleging, Muslims in India are being harassed by RSS with the help of Indian government, Muslims are being made target, and this is not the time for Indian Muslims to remain silent.

In one of his speeches, Mohammed Shakif is saying, riots during Ramnavami this year were pre-planned. He alleged that Ramnavami processions were deliberately taken out in different towns and cities through Muslim localities, in order to incite Muslims. “This is an Israeli formula. Before we all sink, we must stop this, otherwise we are bound to sink”, says this PFI leader.

In his speech, Mohammed Shakif says, “RSS has now become a gangrene which has spread throughout India. We must sacrifice if we want to save our country. We have to give sacrifice. Without pain, there is no gain. Yes, it is true that if you join PFI or SDPI, police will file cases against you, ED will raid you homes, and you may have to spend two to five years in jail. If you are not ready to face this, then be prepared to become slaves, and see your children becoming slaves. Pray to Allah to give strength to all of us to fight. We must not flee from battle. The problem with rich Muslims is that they flee from battle. If you flee then how can the poor Muslims fight? Let rich Muslims come forward and join the battle.”

In the video taken on April 29 in Mysuru, during an ‘iftar’ event organised by PFI, this leader says, “If you do not have cases slapped against you, you don’t deserve to be called a leader. I am proud to have NRC/CAA/Babri mosque agitation cases filed against me. I am proud that police came to my house. I will have pride the day I go to jail for my ‘qaum’(race)”

Mohammed Shakif further says, “This has now become a fashion across Bengaluru and India, organize iftar parties and win their hearts. The more deer will throw themselves at their feet, the wolves will not spare them. Whatever may happen, is going to happen. The first battle of ‘Badr’ took place during Ramzan. Pray for those children during Ramzan, who are languishing in jails for taking part in CAA agitation. They sacrificed themselves for the ‘qaum’. They are children who came forward, when they tried to snatch away our citizenship. PFI was the first organization. Thousands of our children are in jail on charge of terrorism. …We have to fight these wolves. They will come and break your mosques. You must come out and stop them, fight these wolves”.

This man, Mohammed Shakif is no ordinary person. He is the national secretary of PFI. His work is to go around the country and deliver such hate speeches and incite Muslims. When he alleges in a loud voice that it is the government which is throwing stones, it is the government which is attacking mosques, the ordinary Muslim may ask, why should the government do this? This government belongs to all of us. PFI leaders are ready with their answers. They say, if you want to be in this country, you must live as second-class citizens, if you raise your voice, they will enter your homes and beat you, they will demolish your homes.

PFI leader Mohd. Shakif is lying. He is trying to mislead and incite people. He is alleging that all violent incidents are taking place at the behest of the establishment in India.

Let me state the facts about the incidents which he referred to. Both Hindus and Muslims were affected during the Delhi Jahangirpuri riots, Khargone riots and the Jodhpur riots. It is being alleged that only Muslim homes were demolished and Muslims are being sent to jails. The first bulldozer that demolished a shop in Delhi Jahangirpuri, belonged to a Hindu.

The MCD bulldozers were sent there to remove encroachments that had taken place over several years. Shops of several Hindus were demolished too. Shops of Muslims were also demolished. The mosque in Jahangirpuri was not demolished. Only the outer area which was extended through encroachment was demolished. The bulldozer was about to demolish the encroached portion of a nearby temple, but, by evening, the temple management itself removed those encroachments.

As far as people arrested in Delhi Jahangirpuri riots are concerned, their names are Ansar, Salim, Zahid, Shehzad, Mohd Ali, Aamir, Noor Alam and Akram, all Muslims, but the list of arrested also includes Saurabh, Suraj, Neeraj, Suken, Suresh and Sujit Sarkar, all Hindus. PFI leaders claim themselves to be the leaders of Muslims, but the real fact is that during the Jodhpur riots, PFI was involved in attack on Hindu homes and shops. Its role is being investigated by police, which is working under the Congress government.

In Jodhpur, police arrested 211 people, which includes both Hindus and Muslims. There was no fight over any Hindu procession. Those who took part in Eid ul-Fitr namaaz in Jodhpur, later started pelting stones. Among those arrested in Jodhpur, many of the Muslims were outsiders. They were brought from outside to foment violence. It is being alleged that PFI had a role in the Jodhpur violence. Whether it is Jodhpur or Khargone, allegations being made by PFI leaders are baseless. PFI is an extremist Islamic organization, and its leaders are going around spreading lies about atrocities on Muslims.

Other Muslim organizations and maualanas are aware about the activity of PFI leaders. The ulema (Muslim clerics) are advising people to be on alert against this outfit. PFI has already spread its network far and wide, using social media and technology. They prepare video of one hate speech and then start circulating in WhatsApp groups. They are spreading venom to millions of people, radicalizing Muslim youths and inciting them to take up arms.

Sufi Khanqah Association has sent copies of inciting speeches made by PFI leaders to the Centre and UP government, seeking a ban on this outfit. Qausar Hasan Majidi, the president of Sufi Khanqah Association, has alleged that PFI is trying to cause disturbance as part of a conspiracy. Majidi said, “on January 26 this year, PFI had passed a resolution to launch “Save Democray” movement in India, but in effect, it is not a ‘Save Democracy’ movement but a ‘Divide India’ movement. Our association is raising its voice against PFI, and we have asked the Centre and state governments to impose a ban on this outfit.”

Sufian Nizami, the spokesman of Darul Uloom Firangi Mahal, a renowned Muslim institution of Lucknow having millions of followers, has said that no such outfit must be allowed to spread hate. He said, “the common Muslims do not trust PFI, and they should remain vigilant. This country is being run according to the Constitution, and we should all respect it.”

In February this year, PFI had taken out a parade of its workers in Kota, Rajasthan, where several hate speeches were made. The national general secretary of PFI Anees Ahmed has compared RSS with the international terror outfit Islamic State. Union Rural Development Minister Giriraj Singh hinted in Patna, while speaking to India TV on Thursday, that the government is considering the option to ban PFI. Giriraj Singh said,” those who give lofty speeches on secularism are now silent, why?”

In social media, any comment, remark or speech which is venomous, spreads faster. Any message which seeks to create divisiveness and hatred, too spreads faster. My request to all is, please do not trust these messages and speeches, and do not forward them to others. In the past, it has been revealed that several such mischievous and hateful messages originate from Pakistan, spread to other countries through ISI propaganda cells active in Pakistan, and then reach India.

Those who are spreading such hate messages are anti-national. They want to hurt India. We must remember that the person who throws stones, acid bottles or attacks with swords and lathis is actually neither a Hindu nor a Muslim. No religion preaches violence. But there are people who are trying to pit one community against another, but spreading half-truths and mostly lies. We must remain alert.

राज ठाकरे की महाराष्ट्र नवनिर्माण सेना ने मस्जिदों और मंदिरों में लाउडस्पीकरों के इस्तेमाल के खिलाफ अपना आंदोलन बुधवार को पूरे राज्य में शुरू कर दिया। पुलिस ने ऐसे कई MNS कार्यकर्ताओं को हिरासत में लिया जो मस्जिदों के बाहर लाउडस्पीकरों पर हनुमान चालीसा बजाने की कोशिश कर रहे थे। रविवार को हुई औरंगाबाद की रैली में अपने भाषण के लिए राज ठाकरे पर गिरफ्तारी की तलवार पहले ही लटकी हुई है।

महाराष्ट्र सरकार के गृह विभाग ने बुधवार को कहा कि मुंबई की 1135 मस्जिदों में से 135 मस्जिदों में 2005 के अपने आदेश में सुप्रीम कोर्ट द्वारा निर्धारित डेसिबल सीमा से ज्यादा तेज आवाज में अजान हुई। गृह विभाग के एक अधिकारी ने बताया कि करीब 1500 मस्जिदों और 1300 मंदिरों ने लाउडस्पीकर के इस्तेमाल के लिए राज्य सरकार से इजाजत मांगी है।

पिछले 24 घंटों में पुलिस ने 56 लोगों को कानून-व्यवस्था से जुड़ी समस्या पैदा करने के आरोप में गिरफ्तार किया है। इनमें से ज्यादातर MNS कार्यकर्ता थे। पुलिस ने 2300 लोगों के खिलाफ, जिनमें ज्यादातर MNS कार्यकर्ता हैं, प्रिवेंटिव ऐक्शन लिया है और लगभग 7000 लोगों को नोटिस जारी किया है।

राज ठाकरे ने एक बात साफ-साफ कही है कि उनकी पार्टी ऐसे सभी मंदिरों और मस्जिदों के खिलाफ आंदोलन करेगी जहां लाउडस्पीकर तय सीमा से ज्यादा डेसिबल से बजाए जा रहे हैं। उन्होंने कहा कि अगर शिवसेना के नेतृत्व वाली महा विकास अघाड़ी सरकार सुप्रीम कोर्ट के आदेश को लागू करने में नाकाम रहती है तो उनकी पार्टी अपना आंदोलन जारी रखेगी।

लाउडस्पीकर के मुद्दे पर सत्तारूढ़ शिवसेना ने बुधवार को पैंतरा बदल लिया। शिवसेना नेता संजय राउत ने कहा कि राज ठाकरे के नेतृत्व में चल रहे आंदोलन की वजह से महाराष्ट्र में शिरडी साईं बाबा मंदिर और त्र्यंबकेश्वर भगवान शिव मंदिर जैसे बड़े मंदिरों में लाउडस्पीकर पर सुबह की ‘काकड़ आरती’ नहीं हुई जिसके कारण भक्त इसका आनंद नहीं ले सके। राउत ने कहा, ‘महाराष्ट्र में आम जन उन लोगों पर गौर नहीं करते, जो ‘छद्म हिंदुत्ववादियों’ के समर्थन से शिवसेना के खिलाफ साजिश रचते हैं।’

संजय राउत ने कहा, ‘महाराष्ट्र में लाउडस्पीकर संबंधी सुप्रीम कोर्ट के दिशानिर्देशों का कोई उल्लंघन नहीं हुआ है, और स्थिति उस स्तर तक नहीं पहुंची है, जहां मुंबई या महाराष्ट्र में किसी आंदोलन की जरूरत हो।’ राज ठाकरे ने शिवसेना के संस्थापक बाल ठाकरे का एक पुराना वीडियो पोस्ट किया जिसमें वह कह रहे थे, ‘जिस दिन उनकी पार्टी सत्ता में आएगी, सड़कों पर नमाज बंद कर दी जाएगी और मस्जिदों से लाउडस्पीकर हटा दिए जाएंगे।’

इस पर प्रतिक्रिया देते हुए संजय राउत ने कहा, ‘हम इतने नीचे नहीं गिरे हैं। हम अब भी उनके सिद्धांतों पर चल रहे हैं। बाला साहेब ने लाउडस्पीकर और सड़क पर नमाज अदा करने को लेकर अपना रुख स्पष्ट किया था। सत्ता में आने के बाद उन्होंने इसे रोका भी। शिवसेना को कोई हिंदुत्व नहीं सिखाए।’ अपनी बात को आगे बढ़ाते हुए उन्होंने कहा, ‘महाराष्ट्र में ठाकरे सरकार है। भले ही राज्य में महा विकास अघाड़ी (गठबंधन) की सरकार हो, इसका नेतृत्व उद्धव ठाकरे कर रहे हैं। वह हिंदू हृदय सम्राट बालासाहेब ठाकरे के बेटे हैं, सेना प्रमुख हैं। इसलिए, उन्हें सड़कों पर नमाज पढ़ने और मस्जिदों में अवैध लाउडस्पीकर के बारे में सलाह की जरूरत नहीं है।’

संजय राउत शिवसेना सरकार के प्रवक्ता हैं, और उन्हें अपनी पार्टी को डिफेंड करने का पूरा अधिकार है। लेकिन उनकी बात तथ्यों के आधार पर गलत है। मंदिरों या मस्जिदों से लाउडस्पीकर हटाने की जरूरत नहीं है। सरकार को लाउडस्पीकरों के वॉल्यूम को तय सीमा पर रखने के लिए सुप्रीम कोर्ट के दिशानिर्देश को लागू करने की जरूरत है। राज्य सरकार ने धार्मिक स्थलों पर लाउडस्पीकर के इस्लेमाल की इजाजत देने के लिए पहले से ही दिशानिर्देश तय कर रखे हैं। मुंबई में सिर्फ 24 मंदिरों और 922 मस्जिदों को लाउडस्पीकर के इस्तेमाल की इजाजत मिली है। राज्य सरकार को सभी लाउडस्पीकरों के डेसिबल स्तर को नियम के मुताबिक रखने की जरूरत है, लेकिन अब पूरे मामले का राजनीतिकरण कर दिया गया है।

अब जबकि उद्धव ठाकरे और राज ठाकरे आमने-सामने हैं, तो मुकाबला इस बात का है कि कौन बड़ा ‘हिंदुत्ववादी’ है और कौन बाल ठाकरे का असली अनुयायी है। राज ठाकरे यह साबित करने में लगे हैं कि बालासाहेब के बेटे उद्धव कुर्सी के लालच में अपने पिता की विचारधारा को भूल गए हैं, जबकि शिवसेना यह साबित करने में लगी है कि राज ठाकरे अपनी पार्टी के राजनीतिक अस्तित्व को बचाने की जद्दोजहद में बीजेपी के हाथों का मोहरा बन गए हैं। शिवसेना के नेता खुलेआम कह रहे हैं कि राज ठाकरे ने जिन बाल ठाकरे का साथ उनके जीते जी छोड़ दिया था और अपनी पार्टी बना ली थी, अब अपने उन्हीं चाचा के नाम का इस्तेमाल वह अपनी सियासत चमकाने के लिए कर रहे हैं।

राज ठाकरे लाउडस्पीकर के खिलाफ अपना आंदोलन 3 मई से शुरू करना चाहते थे, लेकिन चूंकि इस दिन ईद मनाई जा रही थी, इसलिए उन्होंने इसे एक दिन के लिए टाल दिया। बुधवार को महाराष्ट्र के अलग-अलग शहरों में MNS कार्यकर्ता सड़कों पर उतर आए और अजान के दौरान मस्जिदों के बाहर लाउडस्पीकरों पर हनुमान चालीसा बजाने की कोशिश की। इंडिया टीवी के रिपोर्टर मुंबई के मुस्लिम बहुल इलाके भिंडी बाजार की मीनारा मस्जिद गए, और पाया कि 8 लाउडस्पीकरों से ‘अजान’ की आवाज का डेसिबल लेवल बहुत ज्यादा था। मस्जिद से नमाज पढ़कर निकल रहे लोगों ने हमारे रिपोर्टर से कहा कि लाउडस्पीकर पर अजान हो या न हो, इससे कोई फर्क नहीं पड़ता क्योंकि जो 5 वक्त के नमाजी हैं उन्हें अजान की जरूरत नहीं होती है। कुछ नमाजियों का यह भी कहना था कि लाउडस्पीकर पर 2 मिनट की अजान को इतना बड़ा मुद्दा बनाना गलत है।

बुधवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में, हमने पुणे, नासिक, औरंगाबाद, उस्मानाबाद, सोलापुर और धुले के वीडियो दिखाए, जहां MNS कार्यकर्ता मस्जिदों के बाहर हनुमान चालीसा बजाने के लिए लाउडस्पीकर सिस्टम के साथ पहुंचे थे। पुणे के मारुति मंदिर में, जहां राज ठाकरे पिछले महीने ‘महाआरती’ करने आए थे, MNS कार्यकर्ताओं ने बुधवार को पूजा-अर्चना की। सोलापुर के मारुति मंदिर में, जब MNS कार्यकर्ताओं ने लाउडस्पीकर पर हनुमान चालीसा बजाना शुरू किया, तो पुलिस ने उन्हें रोक दिया क्योंकि वहां से कुछ सौ मीटर की दूरी पर एक मस्जिद थी। MNS कार्यकर्ताओं ने तब ‘ढोलक’ और घंटियां बजाते हुए हनुमान चालीसा का पाठ किया।

धुले में, MNS कार्यकर्ताओं ने शिवतीर्थ चौक पर जय श्री राम और जय हनुमान के नारे लगाए और दोपहर की अजान के वक्त एक मस्जिद की ओर बढ़ने की कोशिश की, लेकिन पुलिस ने उन्हें घेर लिया। नासिक में, MNS कार्यकर्ताओं ने ‘फज्र’ की नमाज (सुबह की नमाज) के दौरान एक मस्जिद के पास लाउडस्पीकर पर हनुमान चालीसा बजाने की कोशिश की, लेकिन पुलिस ने उनके लाउडस्पीकर और एम्पलीफायर को जब्त कर लिया और कई कार्यकर्ताओं को हिरासत में ले लिया।

असल में झगड़ा मंदिर, मस्जिद, अजान या हनुमान चालीसा का नहीं है। झगड़ा सत्ता का है। राज ठाकरे सियासी हैसियत वापस पाना चाहते हैं और उद्धव ठाकरे सत्ता कायम रखना चाहते हैं। दोनों के लिए जरिया एक ही है, प्रखर हिन्दुत्व। और इसके प्रतीक हैं बालासाहेब ठाकरे।

उद्धव ठाकरे को अपनी राजनीतिक मजबूरियों की वजह से फिलहाल प्रखर हिंदुत्व के बारे में बोलने से बचना होगा। वह अपने पिता बालासाहेब ठाकरे के टेप नहीं चला सकते, जो कि हिंदुत्व पर जोशीले भाषण दिया करते थे। उद्धव ने अपने पिता के पुराने टेप चलाने शुरू किए तो उनके मुख्य सहयोगी एनसीपी और कांग्रेस पावर कनेक्शन काट देंगे।

राज ठाकरे, उद्धव की मजबूरी को बखूबी समझ रहे हैं। इसीलिए वह लाउडस्पीकर लेकर निकले हैं और बाल ठाकरे के टेप जोर-जोर से बजा रहे हैं। मुकाबला इस बात का है कि कौन बड़ा हिन्दुत्ववादी है, और कौन बाल ठाकरे का असली अनुयायी है।

Raj Thakeray’s Maharashtra Navnirman Sena began action on Wednesday against use of loudspeakers outside mosques and temples throughout the state. In response, police rounded up MNS workers who were trying to play Hanuman Chalisa on loudspeaker systems outside mosques. Already, the sword of arrest is hanging over Raj Thackeray for his speech in Aurangabad rally on Sunday.

The home department of Maharashtra government said on Wednesday that out of 1,135 mosques in Mumbai, there were 135 mosques where ‘azaan’(call to prayer) was being made over loudspeakers above the decibel limit set by the Supreme Court in its 2005 order. Nearly 1,500 mosques and 1,300 temples have sought permission from the state government for use of loudspeaker, a home department official said.

In the past 24 hours, 56 persons, mostly MNS workers, were arrested by police for creating law and order problems. Police have taken preventive action against 2,300 persons, mostly MNS workers, and have issued notices to nearly 7,000 people.

Raj Thackeray made one point clear: he said his party would take action against both mosques and temples where loudspeakers are being played above the permissible decibel limit. He said, his party would continue its agitation if the Shiv Sena-led MVA government failed to implement the SC order.

On the loudspeaker issue, the ruling Shiv Sena changed its stand on Wednesday. Shiv Sena leader Sanjay Raut said, because of Raj Thackeray-led agitation, big temples in Maharashtra like Shirdi Sai Baba shrine and Tryambakeshwar Lord Shiva shrine have been unable to play morning ‘ kaakad aarti’ (prayers) over loudspeakers for the devotees. Raut said, adding “common people in Maharashtra will take no cognizance of those who are supporting pseudo-Hindutva and conspiring against the Shiv Sena”.

Sanjay Raut said, “there is no violation of loudspeaker related SC guidelines in Maharashtra, and the situation has not reached such a level that an agitation is required in Mumbai or Maharashtra.” On Raj Thackeray posting an old video of Shiv Sena founder Bal Thackeray saying, “the day his party will come to power, offering namaaz on roads will be stopped and loudspeakers from mosques will be removed.”

Reacting to this, Sanjay Raut said, “We cannot stoop to such a low level. Our party still runs on the ideology of Balasaheb. He stopped offering of namaaz on roads, after coming to power. No one should teach Hindutva to the Shiv Sena.” Elaborating, he said, “Maharahstra has got a Thackeray government. Even if the state has a Maha Vikas Aghadi (coalition) government, it is led by Uddhav Thackeray. He is the Sena chief, son of Hindu Hriday Samrat Balasaheb Thackeray. So he doesn’t have to take advice on illegal loudspeakers in mosques or allowing people to pray on roads.”

Sanjay Raut is the spokesman of Shiv Sena government, and he has every right to defend his party. But he is incorrect on one point. There is no need to remove loudspeakers from temples or mosques. The government needs to implement the SC guideline on keeping the volume of loudspeakers at a permissible limit. The state government has already set guidelines for giving permission for use of loudspeakers at religious shrines. In Mumbai, only 24 temples and 922 mosques have got permission to use loudspeakers. The state government needs to keep the decibel level of all loudspeakers at a permissible limit, but the entire issue has now been politicized.

Now that Uddhav Thackeray and Raj Thackeray are ranged against each other, the battle is on who is a greater ‘Hindutvawadi’(pro-Hindutva) and who is a sincere disciple of Bal Thackeray. Raj Thackeray is busy proving that Balasaheb’s son Uddhav has forgotten his father’s ideology in his quest for power, while Shiv Sena is busy trying to prove that Raj Thackeray in a desperate action for his party’s political survival has become a pawn in the hands of BJP. Shiv Sena leaders are openly saying that Raj Thackeray left his uncle Balasaheb, when the latter was alive, and floated his own party, but now, he is using his uncle’s name to score political brownie points.

Raj Thackeray wanted to launch his agitation against loudspeakers from May 3, but since it was Eid ul-Fitr festival, he postponed it by a day. On Wednesday, MNS workers came out in different cities of Maharashtra, and tried to play Hanuman Chalisa on loudspeakers outside mosques during ‘azaan’ time. India TV reporter went to Minara Masjid in Bhindi Bazar, a Muslim-dominated locality of Mumbai, and found 8 loudspeakers blaring out ‘azaan’ at a very high decibel level. Devotees who came out of the mosque after prayers, told our reporter that use of loudspeakers for azaan call does not matter for those who offer namaaz five times a day, as prescribed in Islam. Some devotees said, it was wrong to make a two-minute azaan call on loudspeakers as a big issue.

In my prime time show ‘Aaj Ki Baat’ on Wednesday night, we showed visuals from Pune, Nashik, Aurangabad, Osmanabad, Solapur and Dhule, where MNS workers came up with loudspeaker systems to play Hanuman Chalisa outside mosques. At the Maruti temple in Pune, where Raj Thackeray had come last month to perform ‘maha-aarti’, MNS workers performed prayers on Wednesday. At the Maruti temple in Solapur, when MNS workers started playing Hanuman Chalisa on loudspeakers, they were prevented by police, because a mosque was located a few hundred metres away. MNS workers then used ‘dholaks’ and bells and recited Hanuman Chalisa.

In Dhule, MNS workers chanted Jai Shri Ram and Jai Hanuman slogans at Shivtirth Chowk and tried to proceed towards a mosque during afternoon ‘azaan’ time, but were rounded up by police. In Nashik, MNS workers tried to play Hanuman chalisa on loudspeaker near a mosque during ‘fazr’ namaaz (morning prayer), but police seized their loudspeaker and amplifier. Most of the MNS workers were arrested.

The entire issue is not related to temple, mosque, azaan, Hanuman Chalisa or loudspeakers. The issue relates to political power. Raj Thackeray wants to regain political weight in his state and Uddhav Thackeray wants to retain his political power. The tool is the same for both: radical Hindutva. And the symbol for both is: Balasaheb Thackeray.

Uddhav Thackeray has to refrain from speaking about radical Hindutva now, given his political compulsions. He cannot replay the tapes of his father Balasaheb Thackeray, who used to give fiery speeches on Hindutva. NCP and Congress, both his main allies, will switch off the power connection, once Uddhav starts playing his father’s old tapes.

Raj Thackeray realizes Uddhav’s compulsions, that is why he has raised the loudspeaker issue and is playing Balasaheb Thackeray’s tapes loudly. The contest is: Who is a greater Hindutvawadi? Who is the true follower of Balasaheb Thackeray?

राजस्थान के जोधपुर में ईद के दिन (मंगलवार) दो समुदायों के बीच हिंसा हुई और पुलिस ने अब तक 97 लोगों को हिरासत में लिया है। मंगलवार सुबह मुसलमानों ने ईद की नमाज अदा की और नमाज खत्म होते ही पथराव शुरू हो गया। इस दौरान तलवारें लहराई गईं, लाठी-डंडों से हमले हुए और एसिड भरी बोतलें भी फेंकी गईं। घरों पर पथराव हुए और दर्जनों गाड़ियों में तोड़फोड़ हुई।

जोधपुर शहर के 10 थाना क्षेत्रों में मंगलवार से कर्फ्यू लगा हुआ है। हिंसा की यह घटना राजस्थान के मुख्यमंत्री अशोक गहलोत के अपने गृह क्षेत्र में हुई और मंगलवार को उनका जन्मदिन भी था। मुख्यमंत्री ने अपने जन्मदिन को लेकर होनेवाले सभी समारोहों को रद्द कर दिया और हालात को नियंत्रित करने के लिए वरिष्ठ अधिकारियों के साथ बैठकें कीं । जोधपुर में एक हजार से ज्यादा पुलिसकर्मियों को तैनात किया गया है। शहर में मोबाइल इंटरनेट सर्विस बंद कर दी गई है।

मुख्यमंत्री अशोक गहलोत ने दोनों समुदायों से सांप्रदायिक सद्भाव बनाए रखने की अपील की है। उन्होंने अपने दो मंत्रियों, राजेंद्र यादव और सुभाष गर्ग को पुलिस के बड़े अधिकारियों के साथ जोधपुर शहर में भेजा। सबसे बड़ा सवाल यह है कि जब ईद से एक रात पहले धार्मिक झंडे को लेकर दो गुटों के बीच झड़प हुई थी तो फिर शहर की पुलिस अलर्ट क्यों नहीं थी ?

जोधपुर के जालोरी गेट पर स्वतंत्रता सेनानी बाल मुकुंद बिस्सा की मूर्ति है। 1942 में भारत छोड़ो आंदोलन के दौरान मात्र 34 वर्ष की उम्र में उनकी मौत हो गई थी। उन्हें महान क्रांतिकारी बाघा जतिन के समकक्ष माना जाता है। सोमवार की रात मुस्लिम समुदाय के कुछ शरारती तत्वों ने बिस्सा की मूर्ति के पास से भगवा झंडा हटाकर इस्लामिक झंडा लगा दिया। झंडा़ लगाने के लिए मूर्ति के चेहरे पर चारों तरफ से ब्लैक टेप लगा दिया। स्वतंत्रता सेनानी बाल मुकुंद बिस्सा का चेहरा पूरी तरह काले रंग के टेप से ढक गया। दरअसल, यह जानबूझकर किया गया था क्योंकि स्थानीय हिंदू संगठनों ने अक्षय तृतीया और परशुराम जयंती त्योहारों को मनाने के लिए जालौरी गेट चौराहे की काफी आकर्षक सजावट की थी।

इसी बात को लेकर हिंदू और मुस्लिम युवकों में पहले बहस हुई और फिर मारपीट होने लगी । अचानक लाठी-डंडे और तलवारें निकल आईं और पत्थरबाजी भी होने लगी। कुछ पता ही नहीं चला कि इतनी जल्दी हथियार कहां से आ गए? कुछ ही मिनटों में सैकड़ों की भीड़ ने हमला कैसे कर दिया? इन सबसे यह लगा कि हिंसा की तैयारी पहले से थी। सैकड़ों मुस्लिम नौजवानों की भीड़ जमा हो गई और ‘अल्लाहू अकबर’ के नारे लगाने लगी। हिंदू युवक ‘अल्लाहू अकबर’ के जवाब में ‘जय श्रीराम’ के नारे लगाने लगे। देखते ही देखते दंगाई चौक से निकल कर मोहल्लों तक पहुंच गए और पथराव करने लगे । दंगाईयों ने गाड़ियों में जमकर तोड़फोड़ की।

जालोरी गेट का इलाका जोधपुर के सुरसागर विधानसभा क्षेत्र के अंतर्गत आता है, जहां से सूर्यकांत व्यास बीजेपी की विधायक हैं। उनके घर पर भी पथराव किया गया और उनके घर के बाहर खड़ी गाड़ियों में आग लगा दी गई। सूर्यकांता व्यास लगातार जालौरी गेट इलाके में लोगों को समझाने-बुझाने में लगी रहीं। उन्होंने मीडिया से कहा कि कहा कि जोधपुर में इस तरह की हिंसा कभी नहीं हुई और उन्हें यह उम्मीद नहीं थी कि ईद के मुबारक मौके पर इस तरह से हिंसा होगी।

हैरानी की बात यह है कि जब रात में इतनी हिंसा हो चुकी थी उसके बाद भी प्रशासन नहीं जागा। जोधपुर प्रशासन ने लोगों को मुख्य सड़क पर नमाज़ पढ़ने की इजाज़त दी थी इसलिए इतनी बड़ी तादाद में लोग एक जगह जमा हुए और फिर हालात खराब होने लगे। जोधपुर से बीजेपी के सांसद और मोदी सरकार में मंत्री गजेंद्र सिंह शेखावत ने भी कहा कि प्रशासन ने जिस तरह एक वर्ग को छूट दी उससे शक पैदा होता है कि हिंसा हुई नहीं, करवाई गई। चूंकि सबसे जयादा हिंसा सुनारों के मोहल्ले में हुई इसलिए केंद्रीय मंत्री शेखावत उस मोहल्ले में गए और पीड़ितों से मुलाकात की, हालांकि इलाके में हालात तनावपूर्ण थे इसलिए पुलिस ने शेखावत को वहां जाने से रोकने की कोशिश की लेकिन लोग इतने नाराज थे कि उन्होंने पुलिस के सामने ही हनुमान चालीसा का पाठ शुरू कर दिया और दोषियों के खिलाफ कार्रवाई की मांग की।

रात भर हुई हिंसा के बाद जब सुबह में ईद की नमाज के लिए मुसलमान जालोरी गेट इलाके में जमा हुए तो तनाव का माहौल था। नमाज तो शांति से खत्म हो गई लेकिन कुछ ही देर में लोगों ने पथराव शुरू कर दिया। हिंसा पर उतारू भीड़ ने पुलिस वालों को भी नहीं बख्शा। मौके पर तैनात पुलिसकर्मी भी बेबस नजर आए। दंगाइयों ने दर्जनों वाहनों को तोड़ दिया।

इसके बाद पुलिस ने लाठीचार्ज किया और आंसू गैस के गोले दागे। हालात के मद्देनजर बुधवार रात तक के लिए कर्फ्यू लगा दिया गया। झड़प और भगदड़ के बीच पूरे इलाके में हजारों जूते-चप्पल बिखरे पड़े थे। जालोरी गेट के बाद धीरे-धीरे घनी आबादी वाली गलियों में भी हिंसा फैल गई। दंगाइयों ने गाड़ियों के अलावा एटीएम मशीनों और दुकानों के शीशे तोड़ दिए। उन्होंने महिलाओं और बच्चों को भी निशाना बनाया।

कबूतर चौक इलाके में भीड़ ने पांच साल की एक बच्ची को पीट दिया। बच्ची को पिटता देख इलाके के हिन्दू भी भड़क गए। उन लोगों ने कहा कि उन्हें इस बात का दुख ज्यादा है कि जिन लोगों के साथ रोज का उठना-बैठना है, जो लोग दुकानों से रोज सामान लेते हैं आज वही लोग दुकान लूट रहे हैं। जिन लोगों से गले मिलते हैं वही लोग गला काटने की बात कर रहे हैं। सीसीटीवी फुटेज में साफ तौर पर देखा जा सकता है कि भीड़ तलवारें, पत्थर और लाठियों से बाइक सवारों पर हमले कर रही है। एक दंगाई ने तो बाइक सवार युवक पर तलवार से हमला कर दिया।

कर्फ्यू लगने के बाद दर्जनों मुसलमानों ने जालोरी गेट मोहल्ले की जालम बावड़ी मस्जिद में शरण ली। बाद में पुलिस ने उन्हें उनके घर लौटने में मदद की। जहां बीजेपी नेताओं ने सांप्रदायिक हिंसा के लिए राजस्थान की कांग्रेस सरकार को जिम्मेदार ठहराया, वहीं कांग्रेस प्रवक्ता रणदीप सुरजेवाला ने बीजेपी नेताओं पर हिंसा भड़काने का आरोप लगाया। उन्होंने कहा कि जिन-जिन राज्यों में चुनाव होने हैं उन सब राज्यों में बीजेपी इसी तरह के दंगे करवाएगी। उन्होंने कहा बीजेपी मध्य प्रदेश और छत्तीसगढ़ में भी सांप्रदायिक दंगे भड़काने की योजना बना रही है । इन राज्यों में अगले साल चुनाव होने हैं।

सुरजेवाला सियासी बयान देकर बच नहीं सकते। राजस्थान में कांग्रेस की सरकार है और अगर जोधपुर हिंसा में बीजेपी का हाथ है तो फिर पुलिस बीजेपी के लोगों को गिरफ्तार क्यों नहीं करती ? राजस्थान पुलिस को किसने रोका है?

वहीं दूसरी तरफ मुख्यमंत्री अशोक गहलोत इस मामले की नजाकत को समझते हैं इसीलिए उन्होंने इस मामले में सियासत नहीं की, कोई सियासी बयान नहीं दिया । उन्होंने जोधपुर में तैनात बड़े अफसरों की क्लास लगाई है। अगर एक बार हिंसा होती तो माना जा सकता था कि दो गुटों में झगड़ा हुआ और पत्थरबाजी हो गई। लेकिन रात में हिंसा हुई और फिर सुबह भी पत्थर चले, एसिड बम फेंके गए तो सवाल यह उठता है कि रात भर प्रशासन क्या कर रहा था ? प्रशासन को हिंसा की प्लानिंग की खबर क्यों नहीं हुई?

दरअसल, राजस्थान को लेकर सवाल इसलिए उठ रहे हैं क्योंकि एक महीने में ये दूसरा मौका है जब किसी त्योहार के मौके पर राज्य में हिंसा हुई है। ठीक एक महीने पहले यानी 2 अप्रैल को रामनवमी के दिन राजस्थान के करौली में हिंसा हुई थी। तब राजस्थान के डीजीपी ने कह दिया कि रामनवमी की शोभा यात्रा में डीजे बज रहा था और लोगों ने भड़काऊ नारे लगाए इसलिए हिंसा हुई । मुझे लगता है कि इस तरह के मामलों में सियासी बयानबाजी से बचना चाहिए, हर मामले को चुनाव से जोड़ देना ठीक नहीं है। इस बात को लेकर सवाल उठ रहे हैं कि जब जालोरी गेट पर रात में झड़प हुई तो फिर कुछ घंटे बाद ही प्रशासन ने खुली सड़क पर ईद की नमाज की इजाजत क्यों दी? अभी तक इसका कोई ठोस जवाब नहीं मिल सका है।

Communal clashes took place in Jodhpur city of Rajasthan on Eid Day (Tuesday) and till now 97 persons have been rounded up by police. Muslims took part in Eid namaaz on Tuesday morning, and soon after the namaaz was over, there was stone pelting. Swords were brandished, lathis were used and bottles filled with acid were thrown. Several dozen vehicles were smashed and homes were stoned.

Curfew has been enforced in ten police station areas of Jodhpur city since Tuesday. The clashes happened in Rajasthan chief minister Ashok Gehlot’s home constituency, and Tuesday was his birthday. The chief minister cancelled all birthday celebrations and held meetings to control the situation. More than 1,000 police personnel have been deployed in the city. Mobile internet services have been suspended in Jodhpur.

Chief Minister Gehlot appealed to both the communities to maintain harmony. He sent two of his ministers, Rajendra Yadav and Subhash Garg, along with top police officers to the city. The moot questions is why the city police was not on alert, because on the night preceding Eid ul-Fitr there were clashes between two groups over hoisting of flags.

At Jalori Gate of Jodhpur stands the statue of freedom fighter Balmukund Bissa, who died at the age of 34 during the Quit India movement in 1942. He is known as the equivalent of great revolutionary Bagha Jatin. On Monday night, some mischievous elements from Muslim community removed a saffron flag and planted an Islamic flag near the statue. They put black tape on the face of the freedom fighter’s statue. This was done intentionally because local Hindu outfits had decorated the centrally located area with colourful festoons to celebrate Akshay Tritiya and Parshuram Jayanti festivals.

Hindu and Muslim youths first quarrelled and then came to blows. Lathis, swords and stones were used during the clash. Nobody knew whether these weapons had been stored with an intent to cause violence. Muslim youths shouted ‘Allahu Akbar’ and protested when the Islamic flag was sought to be removed. Hindu youths shouted ‘Jai Bajrangbali’ and ‘Jai Shree Ram’ to counter them. It soon spread to the congested localities, where rioters damaged vehicles and stoned homes.

Jalori Gate falls under Jodhpur’s Sursagar assembly constituency, from where Suryakanta Vyas is the BJP MLA. Her home was also stoned and vehicles parked outside her house were set on fire. The lady MLA tried her best to persuade the mob to stop violence. She told media that she never dreamed that there would be violence in the locality on the eve of Eid.

Surprisingly, the local administration did not wake up in time, and allowd Muslism to offer Eid namaaz on the main road. This led to deterioration in the situation. BJP MP from Jodhpur and Union Jalshakti Minister Gajendra Singh Shekhawat said, the administration had given a free hand to the Muslim community and this rouses suspicion whether the clashes took place intentionally. The worst hit was the Sunar Mohalla (goldsmiths’ locality), where the Union Minister met the affected families, despite resistance from local police. Hindus in the locality started reciting Hanuman Chalisa in front of police and demanded immediate action against rioters.

After overnight violence, when Muslims assembled for morning Eid prayers there was palpable tension in Jalori Gate locality. The prayer was over peacefully, but soon after people started stoning. Police personnel deployed at the spot looked helpless. Several dozen vehicles were smashed by rioters.

Police then resorted to lathicharge and firing of tear gas shells, and later curfew was enforced till Wednesday night. During the melee, several thousand shoes and sandals lay scattered in the area. Soon after violence spread in the densely populated lanes and bylanes. The rioters smashed vehicles, ATM machines and the glass windows of shops. Even children and women were targeted.

In Kabutar Chowk locality, the mob beat up a five-year-old girl. Local Hindus were outraged and said that they were shocked to see their Muslim brethren indulging in violence. CCTV videos clearly showed a mob carrying swords, stones and lathis attacking motorbikers. One rioter threw a sword at a youth driving a bike.

After imposition of curfew, dozens of Muslims took shelter in the Jalam Bawdi mosque in Jalori Gate locality. Later police helped them to return to their homes. While BJP leaders blamed the Congress government in Rajasthan for communal violence, Congress spokesman Randeep Surjewala blamed BJP leaders for fomenting violence. He said, BJP is planning to incite communal riots in MP and Chhattisgarh took, which will go to polls next year.

The Congress is in power in Rajasthan and Surjewala cannot just go away by making a political statement. If BJP had planned the violence, the question arises: Why is the Rajasthan Police not arresting BJP workers and leaders? Who has stopped the state police?

On the other hand, Chief Minister Ashok Gehlot understands this sensitive issue. He did not make any political remark, but took senior police and district officials to task. Clashes between two groups may take place any time, but if clashes take place at night, and in the morning, stones and acid bottles were thrown, the question arises: What was the local administration doing through the night? Why didn’t the administration keep track of preparations being made by rioters?

Rajasthan is in focus, because this is the second communal clash in the last one month. On April 2, during Ramnavami festival there was violence in Karauli and the state police chief remarked that objectionable DJ songs were being played during the Ramnavami procession, there were provocative slogans and this resulte din violence. To link all issues with elections is not the right step. Questions are being asked why the administration allowed Eid prayers on an open road, hours after clashes took place at night. There is no cogent answer till now.

प्रधानमंत्री नरेंद्र मोदी इस समय डेनमार्क की राजधानी कोपेनहेगन में हैं। वे अपने तीन दिनों के यूरोप दौरे के चूसरे चरण में यहां पहुंचे हैं। पीएम मोदी डेनमार्क के पीएम और वहां की रानी से मुलाकात करेंगे । इसके साथ ही दूसरे भारत-नॉर्डिक शिखर सम्मेलन के दौरान वे स्वीडन, आइसलैंड, फिनलैंड और नॉर्वे के नेताओं से भी मुलाकात करेंगे।

सोमवार को उन्होंने जर्मनी के चांसलर ओलाफ़ शोल्ज़ के साथ विभिन्न् विषयों पर लंबी चर्चा की। उन्होंने भारत और जर्मनी के इंटर गवर्नमेंटल परामर्श में भाग लिया। लेकिन पीएम मोदी की बर्लिन यात्रा का मुख्य आकर्षण प्रवासी भारतीयों के लिए दिया गया उनका करिश्माई भाषण था। यूरोप के अलग-अलग हिस्सों से आए प्रवासी भारतीयों ने सोमवार रात बर्लिन में प्रधानमंत्री नरेंद्र मोदी का जोरदार स्वागत किया।

नरेंद्र मोदी ने अपने पुराने अंदाज में प्रवासी भारतीयों को अपनी आठ साल पुरानी सरकार की उपलब्धियों और भारत की भविष्य की योजनाओं के बारे में भी बताया। मोदी ने कहा-’21वीं सदी भारत के लिए बहुत महत्वपूर्ण है। आज नए भारत ने अपना मन बना लिया है और संकल्प के साथ आगे बढ़ रहा है। कोई देश एक नए रास्ते पर तभी चलता है जब वह एक संकल्प करता है और अपने लक्ष्य को प्राप्त करते दिखाता है।’

भाषण के दौरान कई बार भीड़ ने ‘मोदी है तो मुमकिन है’, ‘मोदी वन्स मोर’ का नारा लगाया। मोदी ने बताया कि कैसे नौकरशाही और लालफीताशाही की बाधाओं से बचने के लिए उनकी सरकार ने 25 हजार से ज्यादा शर्तों को पूरी तरह से हटा दिया है और करीब 1500 कानूनों को पूरी तरह से खत्म कर दिया है। उन्होंने कहा, ‘2014 में जीतने के बाद, हम 2019 में और ज्यादा बहुमत से जीते, क्योंकि देश के युवा तेजी से तरक्की हासिल करने के लिए राजनीतिक स्थिरता की जरूरत को समझते हैं और उन्होंने बटन (ईवीएम) दबाकर तीन दशकों की राजनीतिक अस्थिरता को समाप्त कर दिया है।

थिएटर पोस्टडैमेर प्लाट्ज में मोदी के भाषण के दौरान 1600 से ज्यादा अप्रवासी भारतीय मौजूद थे जिसमें छात्र, रिसर्चर्स और प्रोफेशनल भी शामिल थे। अपने घंटे भर के भाषण में मोदी ने कहा कि एक नए भारत ने दृढ़ संकल्प के साथ आगे बढ़ने का मन बना लिया है। उन्होंने विदेशों में बसे भारतीयों से यह अनुरोध किया कि वे आगे आएं और विदेशों में ‘मेक इन इंडिया’ जैसे प्रोडक्ट्स को बढ़ावा देकर अपनी मातृभूमि में अपने भाइयों की मदद करें।

मोदी ने कहा, 2014 से पहले भारत एक ‘वर्क इन प्रोग्रेस’ पर था, लेकिन एनडीए शासन के आठ वर्षों में भारत ने हर क्षेत्र में तेजी से प्रगति की है। चाहे ईज ऑफ लिविंग हो, क्वालिटी ऑफ लाइफ हो, रोजगार में आसानी, शिक्षा की गुणवत्ता, संचार और यात्रा की गुणवत्ता हो या फिर उत्पादों की गुणवत्ता, हर क्षेत्र में भारत ने तरक्की की है। मोदी ने कहा भारत में 2014 के आसपास 200-400 स्टार्ट-अप थे, आज 68,000 स्टार्ट अप और दर्जनों यूनिकॉर्न हैं। जिनमें से कुछ पहले ही 10 अरब डॉलर के मूल्यांकन के साथ डेका-कॉर्न बन गए हैं।

मोदी ने श्रोताओं से कहा, ‘2014 में मैं अपने बाबुओं से पूछता था कि उनके बच्चे क्या कर रहे हैं। तब वे मुझे बताते थे कि उनके बच्चे आईएएस परीक्षा की तैयारी कर रहे हैं, लेकिन अब जब मैं अपने बाबुओं से पूछता हूं, तो वे कहते हैं कि उनके बच्चे अब स्टार्ट-अप में हैं। मोदी ने कहा-‘नया भारत अब एक सुरक्षित भविष्य के बारे में नहीं सोचता है, बल्कि यह जोखिम लेने के लिए तैयार है, कुछ नया करने को तत्पर है।’

उन्होंने भारतीय किसानों की तारीफ भी की और कहा, ऐसे समय में, जब दुनिया गेहूं की गंभीर किल्लत से जूझ रही है, हमारे किसान दुनिया का पेट भरने के लिए आगे आए हैं। जब भी मानवता पर संकट आता है, भारत एक समाधान के साथ आगे आता है। यह न्यू इंडिया है, यही न्यू इंडिया की ताकत है।’ एक समय था जब किसी नई कंपनी को रजिस्टर कराने में महीनों लग जाते थे। हमने सभी बाधाओं को दूर किया और अब देश में किसी भी नई कंपनी को रजिस्टर कराने में केवल 24 घंटे लगते हैं। इससे शासन में लोगों का भरोसा बहाल हो रहा है।

नरेंद्र मोदी ने नाम लिए बिना कांग्रेस पर निशाना साधा, लेकिन पंजा (कांग्रेस का चुनाव चिन्ह) का जिक्र करते हुए अपनी हथेली दिखा दी। मोदी ने कहा एक पूर्व प्रधानमंत्री ने कहा था कि केंद्र से राज्यों को अगर एक रुपया भेजा जाता है तो अंतिम लाभार्थी तक केवल 15 पैसा पहुंचता है। उन्होंने तंज कसते हुए कहा, ‘वो कौन सा पंजा था, जो 85 पैसे घिस लेता था?… पिछले 8 वर्षों में हमारी सरकार ने डायरेक्ट बेनिफिट ट्रांसफर (डीबीटी) के तहत सीधे 22 लाख करोड़ रुपये लाभार्थियों के खाते में भेजा।’

मोदी ने यह भी पूछा कि भारत को एक संविधान बनने में 70 साल से ज्यादा का वक्त क्यों लगा। दरअसल वह जम्मू और कश्मीर के अलग संविधान का जिक्र कर रहे थे जो आजादी के बाद से लागू था। इसके तहत जम्मू-कश्मीर को विशेष दर्जा प्राप्त था। लेकिन 5 अगस्त, 2019 को संसद ने आर्टिकल 370 को खत्म कर दिया था। पीएम मोदी ने कहा, ‘देश एक था, लेकिन हमारे पास दो संविधान थे। हमें एक संविधान बनाने में 70 साल लग गए। लेकिन इतना समय क्यों लगा? हमने अब इसे लागू कर दिया है।’

जर्मनी में भारतीय प्रवासी पीएम मोदी की बर्लिन यात्रा से खासे उत्साहित हैं। जर्मनी में दो लाख से ज्यादा भारतीय रहते हैं। उनमें से क़रीब 1 लाख 60 हज़ार लोगों के पास भारतीय पासपोर्ट है। करीब 43 हज़ार भारतीय मूल के लोगों ने जर्मनी की नागरिकता ले ली है। प्रधानमंत्री के स्वागत के लिए सैकड़ों हिन्दुस्तानी बर्लिन के ऐतिहासिक ब्रैंडेनबर्ग गेट पर जमा हुए थे। ब्रैंडनबर्ग गेट पर पूरे भारत की झांकी दिखी। प्रधानमंत्री के स्वागत में गुजरात का गरबा हुआ। कोई महाराष्ट्र की वेश-भूषा में आया था तो कोई साउथ इंडियन ड्रैस में। बहुत से महिलाएं पारंपरिक गुजराती ड्रेस पहनकर आई थीं। मोदी भी इन लोगों से गर्मजोशी से मिले। इस दौरान उन्होंने ड्रम भी बजाया।

इससे पहले दिन में मोदी ने जर्मन चांसलर के साथ एक संयुक्त संवाददाता सम्मेलन को संबोधित करते हुए कहा, ‘भारत का मानना है कि रूस और यूक्रेन के बीच लड़ाई में कोई विजेता नहीं होगा। इस युद्ध से पूरी दुनिया का नुकसान होगा और विकासशील एवं कम विकसित देशों की अर्थव्यवस्थाओं पर इसके अधिक गंभीर प्रभाव पड़ेगे। दोनों नेताओं ने इस युद्ध को तुरंत खत्म करने का आह्वान किया। जर्मनी ने वर्ष 2030 के लिए निर्धारित क्लाइमेट एक्शन टारगेट के लिए भारत को 10 बिलियन यूरो देने का वादा किया, जिसमें रिन्यूएबल सोर्सेज से 50 प्रतिशत ऊर्जा की सोर्सिंग और 500 GW गैर-जीवाश्म ईंधन उत्पादन क्षमता विकसित करना शामिल है।

रूस-यूक्रेन युद्ध के परिणामों के बारे में मोदी ने जो कहा है, वह प्रैक्टिकल आकलन पर आधारित है। उन्होंने कहा कि युद्ध न केवल यूक्रेन को बल्कि दुनिया भर के अन्य देशों की अर्थव्यवस्थाओं को भी भारी नुकसान पहुंचा रहा है। यूक्रेन में युद्ध के कारण ईंधन, खाद और गेहूं की कीमतें बढ़ रही हैं। भारत ने भले ही कई देशों में गेहूं भेजना शुरू कर दिया हो, लेकिन इसे लंबे समय तक बनाए रखना मुश्किल हो सकता है। युद्ध कोई समाधान नहीं है। रूस और यूक्रेन दोनों को युद्ध समाप्त करना होगा और बातचीत की टेबल पर आना होगा।

पीएम मोदी की जर्मनी यात्रा के दौरान दोनों देशों के बीच 14 समझौतों पर हस्ताक्षर किए गए और इसमें सबसे महत्वपूर्ण समझौता रिन्यूएबल एनर्जी का है।

बर्लिन की चांसलरी यानी जर्मन सरकार के हेडक्वार्टर में प्रधानमंत्री का शानदार स्वागत किया गया। दोनों देशों के बीच प्रतिनिधिमंडल स्तर की बातचीत से पहले प्रधानमंत्री मोदी और जर्मनी के चांसलर ओलाफ शोल्ज के बीच द्विपक्षीय वार्ता हुई। मोदी और ओलाफ की मुलाकात इसलिए महत्वपूर्ण है क्योंकि जर्मनी, यूरोप की आर्थिक महाशक्ति है। जर्मनी दुनिया की चौथे नंबर की सबसे बड़ी इकोऩॉमिक पावर है और भारत दुनिया की पांचवीं बड़ी अर्थव्यवस्था, दुनिया की सबसे तेजी से बढ़ती अर्थव्यवस्था है। इस वक्त भारत में 1700 से ज्यादा जर्मन कंपनियां कारोबार कर रही हैं। 1600 से ज्यादा कंपनियां इंडो-जर्मन सहयोग से चल रही हैं। इसके अलावा 600 से अधिक इंडो-जर्मन जॉइंट वेंचर्स काम कर रहे हैं। जर्मनी में भारतीय कंपनियों का कारोबार भी बढ़ा है। इस वक्त 200 से ज्यादा भारतीय कंपनियां जर्मनी में बिजनेस कर रही हैं। इसीलिए प्रधानमंत्री मोदी और जर्मन चासंलर के बीच सिर्फ यूक्रेन- रूस पर ही नहीं बल्कि आपसी व्यापारिक रिश्तों पर भी बात हुई।

इस साल प्रधानमंत्री नरेन्द्र मोदी का यह पहला विदेशी दौरा है। यूक्रेन-रूस युद्ध की पृष्ठभूमि में यह दौरा बहुत अहम है। क्योंकि ज्यादातर यूरोपीय देश रूस के खिलाफ एकजुट हैं। लेकिन ये भी सही है कि यूरोपीय देशों की रूस पर निर्भरता भी ज्यादा है। ज्यादातर यूरोपीय देशों को पाइप लाइन के जरिए गैस की सप्लाई रूस ही करता है। अगर रूस ने सप्लाई बंद कर दी तो यूरोपीय देशों के लिए मुश्किल हो सकती है। जहां तक भारत का सवाल है तो तेल के मामले में रूस पर भारत की निर्भरता सबसे कम है। भारत रूस से सिर्फ दो प्रतिशत ऑयल इंपोर्ट करता है।

इसलिए भारत पर कोई दबाव नहीं है। दूसरी बात भारत ने न तो रूस का विरोध किया न ही यूक्रेन का समर्थन किया है। भारत ने बार-बार कहा कि वह शान्ति चाहता है। संयुक्त राष्ट्र सुरक्षा परिषद में अमेरिका के दबाव के बाद भी भारत ने रूस के खिलाफ वोट नहीं डाला। दूसरी तरफ यूक्रेन को सहायता भी भेजी। रूस से सस्ता तेल खरीदने का फैसला किया। मोदी के इन्हीं फैसलों के कारण यूरोपीय देशों को समझ आ गया कि भारत अपनी आजाद विदेश नीति पर चल रहा है जो उसके राष्ट्रीय हितों के अनुकूल है।

Prime Minister Narendra Modi is presently in Copenhagen, the capital of Denmark, on the second leg of his three-day visit to Europe. He will meet the Queen and Prime Minister of Denmark, and also the leaders of Sweden, Iceland, Finland and Norway at the Second India-Nordic Summit.

On Monday, he had wide-ranging discussions with German Chancellor Olaf Scholz and took part in India-Germany inter-governmental consultations. But the highlights of his visit to Berlin was Modi’s charismatic speech to the Indian diaspora in Germany. NRIs who had come from different parts of Europe, gave a resounding ovation to Prime Minister Narendra Modi, when he spoke to them in Berlin on Monday night.

Modi, in true vintage form, told the NRIs about the achievements of his eight-year-old government and outlined India’s plans for the future. “21st century”, Modi said, “is very important for India. Today the new India has made up its mind and is moving ahead with determination. A nation treads on a new path when it makes a resolve, and shows it by achieving desired goals.”

As the crowd chanted “Modi Hai Toh Mumkin Hai” “Modi Once More” several times, Modi described how his government has completely removed more than 25,000 compliances and has scrapped 1,500 laws to save people from the obstacles of bureaucratic red tapes. He said, ‘after we won in 2014, we won with a greater majority in 2019, because the young and aspirational Indians understand the need for political stability to achieve progress at a fast rate, and has ended three decades of political stability with the touch of a button’ (on EVM).

It was a gathering of more than 1,600 NRIs, consisting of students, researchers and professionals, at the Theater Am Postdamer Platz. In his hour-long speech, laced with witticisms, Modi said, a new resurgent India has made up its mind to move forward with determination. He urged the Indians settled abroad to come forward and help their brethren in their motherland, like promoting “Made in India” products in foreign countries.

Modi said, before 2014, India was a “work in progress”, but in the last eight hours of NDA rule, India has made rapid strides in every sector, whether ease of living, quality of life, ease of employment, quality of education, quality of communication and travel, and quality of products. “In 2014, there were only 200-400 start-ups in India, but now there are more than 68,000 start-ups and dozens of unicorns, some of which have already become “deca-corns” with valuation of 10 billion US dollars”, Modi said.

“In 2014, I used to ask my babus what their offsprings were doing. They used to tell me their children were preparing for IAS exams, but now when I ask my babus, they tell me their children are now into start-ups”, Modi told the audience. “The new India does not think of a secure future”, he said, “the new India is ready to take risks, ready to innovate and incubate.”

He also praised the Indian farmers and said, “at a time when the world is looking at a serious wheat crisis, our farmers have stepped in to feed the world. Whenever humanity is faced with a crisis, India comes up with a solution. This is New India, this is the strength of New India…There was a time when it took months to register a new company. We have removed all obstacles. Now any new company can be registered in India within 24 hours. This has restored the confidence of people and businessmen in governance”.

Modi hit out at the Congress, without naming the party, but showed his palm while mentioning ‘panja’ (the ‘hand’ poll symbol of Congress). “One former prime minister said that 85 paise out of a rupee sent from the Centre to the states evaporate, and only 15 paise reach the people. Who kaun sa panja tha, jo 85 paise ghis leta tha? (which palm was it that took away those 85 paise?)…In the last eight years, our government has transferred Rs 22 lakh crore through DBT (direct benefit transfer) directly to the intended beneficiaries”.

Modi also asked why it took more than 70 years for India to have a single Constitution. He was referring the separate Constitution of Jammu & Kashmir that was in force since independence when J&K had a special status, but was removed by Parliament through scrapping of Article 370 on August 5, 2019. “The country was one, but we have two Constitutions. It took 70 years for us to have a single Constitution. But why did it take so long? We have implemented it now”, Modi said.

The Indian diaspora in Germany is ecstatic over Modi’s Berlin visit. There are more than two lakh Indians living in Germany, and out of them, 1,60,000 hold Indian passports. Nearly 43,000 Indians have taken German citizenship. Hundreds of Indians assembled at the historic Brandenburg Gate to welcome Modi. There were dancers who showcased Gujarati ‘garba’, while several dancers were in Maharashtrian and South Indian attire. Modi himself joined the crowd by beating a drum.

Earlier in the day, Modi, while addressing a joint press conference with the German Chancellor, said, “India believes no country can emerge victorious in the Russia-Ukraine war, as all sides will suffer losses, and it will cause a more serious impact on the economies of developing and less developed countries. Both the leaders called for an immediate cessation of hostilities in Ukraine. Germany pledged 10 billion euros for India’s climate action targets set for 2030, which include sourcing 50 per cent energy from renewable sources and developing 500 GW non-fossil fuel generating capacity.

What Modi has said about the consequences of Russia-Ukraine war is based on practical assessments. He pointed out that the war is not only causing huge damage to Ukraine, but also the economies of other countries across the world. Fuel, fertiliser and wheat prices are going up because of the war in Ukraine. India may have started sending wheat to several countries, but it can be difficult to sustain it over a longer period. War is no solution and both Russia and Ukraine will have to cease war and come to the negotiation table.
During his Germany visit, 14 agreements were signed between both countries, and the most important one relates to renewable energy.

Modi was given a warm, ceremonious welcome at the Berlin Chancery, and he had a long one-to-one dialogue with the German Chancellor. Germany is Europe’s economic powerhouse, and the fourth largest economic power in the world. India is the world’s fifth largest economy, which is emerging at a faster rate. More than 1,700 German companies are doing business in India, and more than 1,600 companies are being run with Indo-German collaboration. More than 600 Indi-German joint ventures are also working. More than 200 Indian companies are doing business in Germany, and the thrust of most of the bilateral talks was on enhancing cooperation.

This is Prime Minister Modi’s first foreign visit this year. In the backdrop of fierce fighting going on between Russia and Ukraine. Most of the European countries have joined hands to counter Russia, but it is also a fact that many of these countries are economically dependent on Russian oil and other supplies. It is Russia which supplies natural gas and oil to European countries. On the other hand, India is hardly dependent on Russia for oil, though it is mopping up Russian oil from market at a big discount. India uses hardly two per cent Russian oil.

India is not under pressure. Secondly, India has refused to oppose Russia, nor has it extended unconditional support to Ukraine. India has been calling for ceasefire and dialogue. Despite American pressure, India abstained from voting against Russia in the UN Security Council. At the same time, India sent medicines and other essential goods to Ukraine and bought Russian oil. European countries have realized that India wants to follow an independent foreign policy suited to its national interests.

शुक्रवार को देशभर में लाखों मुसलमानों ने शांति से मस्जिदों के अंदर और बाहर जमात-उल- विदा की नमाज (अलविदा नमाज) अदा की। लेकिन इस दौरान देश के दो अनुभवी राजनेताओं की ऐसी आवाजें सुनाई दीं जो माहौल को खराब करने वाली और लोगों को भड़काने वाली हैं। एआईएमआईएम प्रमुख असदुद्दीन ओवैसी ने हैदराबाद के चारमीनार के पास मक्का मस्जिद से जुमे की नमाज के बाद अपनी तकरीर दी। इस दौरान ओवैसी भावुक हो गए। उन्होंने यह आरोप लगाया कि मुसलमानों को डराया और धमकाया जा रहा है लेकिन वे झुकेंगे नहीं बल्कि लड़ेंगे।

ओवैसी ने कहा, ‘मोदी और अमित शाह सुन लें, हम आपके सामने नहीं झुकेंगे। हम वो लोग है जो अल्लाह के आगे झुकते हैं और अल्लाह ही हमारे लिए सबकुछ हैं।’ उन्होंने मध्य प्रदेश के खरगोन में हाल में हुए दंगों का जिक्र करते हुए कहा कि मुसलमान मौत से नहीं डरते। उन्होंने कहा, ‘आपने हरियाणा का वह वीडियो देखा होगा जहां एक गोरक्षक ने बुजुर्ग मुस्लिम की दाढ़ी पकड़ ली थी… अगर अल्लाह हमारी जान लेता है तो हम मर जाएंगे, लेकिन अगर वह ऐसा नहीं करता है तो हम जीवित रहेंगे। हम इंतजार करेंगे। तुमने हमारे घर उजाड़ दिए, लेकिन अल्लाह रुकेगा नहीं।’

ओवैसी ने कहा, ‘दिल्ली और खरगोन में जो कुछ भी हुआ, हम अपने भाइयों की मदद करेंगे, उनका साथ देंगे … बीजेपी ने मुसलमानों के खिलाफ नफरत की एक लहर शुरू कर दी है लेकिन आप सब धैर्य रखिए। हमें एकजुट और मजबूती के साथ रहना है। हमें इस अन्याय को संवैधानिक रूप से लड़ना चाहिए … बीजेपी हमें हथियार उठाने के लिए मजबूर करना चाहती है लेकिन हम ऐसा नहीं करेंगे। क्या आप जानते हैं कि हमारा हथियार क्या है? ये हमारे दो हाथ हैं जिन्हें हम दुआ के लिए उठाएंगे। हमें उम्मीद नहीं खोनी चाहिए। मुझे हमारे भाइयों के फोन आते हैं जो यह बताते हैं कि उनके घरों और दुकानों को तोड़ा जा रहा है। हमें इन सबका सामना धैर्य से करना होगा ताकि वे एक भी घर को नहीं गिरा सकें।’

उधर, जम्मू-कश्मीर पीपुल्स डेमोक्रेटिक पार्टी की चीफ महबूबा मुफ्ती ने शुक्रवार को आरोप लगाया कि लोगों को धर्म के नाम पर बंदूकें दी जा रही हैं और मस्जिदों से जबरन लाउडस्पीकर हटाए जा रहे हैं। पत्रकारों से बात करते हुए जम्मू-कश्मीर की पूर्व मुख्यमंत्री ने कहा- ‘सरकार नौकरियां नहीं दे सकती, बढ़ती कीमतों को नियंत्रित नहीं कर सकती, लोगों को बिजली और पानी की किल्लतों का सामना करना पड़ रहा, इसलिए ऐसे हालात में उनके लिए सबसे आसान काम है हिंदुओं को मुसलमानों के खिलाफ खड़ा करना। अजान, लाउडस्पीकर, हिजाब और हलाल मीट जैसे मुद्दे उठाना।’ महबूबा मुफ्ती ने आरोप लगाया कि बीजेपी इस देश के धर्मनिरपेक्ष ताने-बाने को नष्ट कर रही है और समाज को नष्ट करने के लिए धर्म का दुरुपयोग कर रही है।

देश भर के लाखों मुसलमानों ने रमजान के आखिरी शुक्रवार को शांति से नमाज अदा करके इन भड़काऊ आवाजों को एक अच्छा जवाब दिया। जयपुर, भोपाल, मुंबई, दिल्ली, लखनऊ, हैदराबाद समेत देश के अन्य शहरों में जिस तरह शांतिपूर्ण तरीके से नमाज अदा की गई उससे निश्चित तौर पर ओवैसी और महबूबा मुफ्ती जैसे नेताओं के मंसूबों को चोट पहुंची होगी। उनका मनोबल गिरा होगा। कुछ इलाकों को छोड़कर कहीं किसी तरह का तनाव या कोई हिंसा नहीं हुई। लेकिन हां, इस दौरान लाउडस्पीकर पर राजनीति जरूर हुई।

जहां ज्यादातर लोगों ने मस्जिदों के अंदर नमाज अदा की वहीं कुछ बड़े महानगरों में हजारों लोग नमाज अदा करने के लिए मस्जिदों के बाहर सड़कों पर लाइन में खड़े थे। जयपुर में राजस्थान सरकार ने नमाजियों के लिए सड़कों पर लाउडस्पीकर भी लगवाए। ये सभी लाउडस्पीकर सुप्रीम कोर्ट की तरफ से निर्धारित आवाज की क्षमता ( डेसिबल) से ज्यादा तेज आवाज में बज रहे थे।

जयपुर के मुख्य व्यवसायिक केंद्र के पास एक किलोमीटर से ज्यादा की दूरी तक हर बिजली के खंभे पर दो लाउडस्पीकर लगाए गए थे। करीब ढाई घंटे तक मुख्य मार्ग जाम रहा। पुलिस ने सुबह 11.30 बजे से दोपहर दो बजे तक मुख्य सड़कों पर बैरिकेडिंग की थी। जयपुर के शहर काजी खालिद उस्मानी ने कहा कि जुमे की नमाज में मुश्किल से 15 मिनट लगते हैं और इतने कम समय के लिए लाउडस्पीकर का उपयोग करने में कुछ भी आपत्तिजनक नहीं है।

मुस्लिम वोट बैंक को ध्यान में रखते हुए राजस्थान सरकार ने मुख्य सड़कों की सफाई कराई, पानी के टैंकर भेजे, बैरिकेडिंग की और लाउस्पीकर लगवाए ताकि नमाजियों को किसी तरह की परेशानी न हो। यह केवल कांग्रेस शासित राजस्थान तक ही सीमित नहीं था। बीजेपी शासित मध्य प्रदेश के भोपाल में चौक बाजार पर जामा-मस्जिद के बाहर हजारों मुसलमानों ने नमाज अदा की। इस दौरान लोगों ने सड़कों पर दरी बिछा कर भी नमाज अदा की।

ओवैसी ये कह सकते हैं कि मुख्यमंत्री शिवराज सिंह चौहान मुसलमानों के प्रति उदार है लेकिन योगी आदित्यनाथ कट्टर हैं। शुक्रवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने आपको अलीगढ़, मेरठ, लखनऊ और यूपी के अन्य शहरों के दृश्य दिखाए जहां हजारों की संख्या में मुसलमानों ने शांतिपूर्वक नमाज अदा की। ओवैसी भले ही ये कहें कि योगी आदित्यनाथ की सरकार मस्जिदों से जबरन लाउडस्पीकर हटा रही है लेकिन सच्चाई यही कि यह सब मस्जिद की देखरेख करने वाली प्रबंधन कमेटी की सहमति से किया गया। ओवैसी योगी पर निशाना साधने के लिए अखलाक की हत्या और कुछ अन्य छिटपुट घटनाओं के मुद्दे उठा सकते हैं लेकिन वे अपनी तकरीर में इस बात का जिक्र करने से बचेंगे कि कैसे पूरे उत्तर प्रदेश में लाखों मुसलमानों ने शांति के साथ नमाज अदा की।

मैंने मुंबई, दिल्ली, अलीगढ़, भोपाल, लखनऊ और अन्य शहरों में नमाज के दृश्य क्यों दिखाए, इसका कारण यह है कि एक भी जगह पर किसी नमाजी ने हमारे रिपोर्टर्स को यह नहीं बताया कि उन्हें परेशान किया जा रहा है या उनके साथ दोयम दर्जे के नागरिकों जैसा व्यवहार किया जा रहा है। नमाजियों के चेहरे पर कहीं भी डर या तनाव नजर नहीं आया। हालांकि उनमें से ज्यादातर ने बीजेपी के खिलाफ खुलकर अपनी बात रखी। लेकिन अगर हम मान लें कि वे डर के माहौल में जी रहे हैं तो ऐसी स्थिति में कैमरे पर बीजेपी के विरोध में अपनी बात नहीं रखते। लेकिन ओवैसी, महबूबा मुफ्ती और उमर अब्दुल्ला जैसे नेता मुसलमानों के मन में डर पैदा करने की कोशिश कर रहे हैं। वे मुसलमानों के सामने बीजेपी-आरएसएस-योगी का हौआ खड़ा कर रहे हैं जबकि जमीनी हकीकत बिल्कुल अलग है।

हैदराबाद की मक्का मस्जिद से ओवैसी अपनी तकरीर के दौरान एक अनुभवी राजनेता की तरह नहीं बोल रहे थे। वे एक मौलवी की तरह बोल रहे थे। वे नमाजियों को उकसा रहे थे। ओवैसी यह साबित करने की पूरी कोशिश कर रहे हैं कि भारत में मुसलमानों को सताया जा रहा है। महबूबा आरोप लगा रही हैं कि मुसलमानों को उनके पारंपरिक रिवाजों को आजादी के साथ करने की इजाजत नहीं दी जा रही है और केवल ‘लाउडस्पीकर एजेंडे’ पर काम चल रहा है। इनलोगों को यह भी सुनना चाहिए कि दारुल उलूम के बड़े मुफ्ती नज़ीर अहमद कासमी ने क्या कहा है। कासमी एक जाने-माने इस्लामी विद्वान हैं। वह एक कश्मीरी सुन्नी मौलवी हैं। उनका कहना है कि इस्लाम में मस्जिद के बाहर सड़क पर नमाज पढ़ना मना है। उनका यह भी कहना है कि इस्लाम में मस्जिद में नमाज के लिए लाउडस्पीकर के इस्तेमाल पर पाबंदी है।

चूंकि यह रमजान का पवित्र महीना है और अब से कुछ दिन बाद ईद-उल-फितर का त्योहार मनाया जाएगा इसलिए शांति और भाईचारे को भंग करने की कोई कोशिश नहीं होनी चाहिए।

On Friday, when millions of Muslims across India peacefully offered Jummatul Vida prayers inside and outside mosques, there were two loud voices of discord from two experienced politicians. AIMIM chief Asaduddin Owaisi, addressing a huge Friday prayer gathering at the famous Mecca Masjid near Charminar, Hyderabad, became emotional and alleged that Muslims were being threatened, but they would not cow down and fight.

Owaisi said, ‘Listen Modi and Amit Shah. We will not bow before you. We are those who bow before Allah, and Allah is enough for us’. He mentioned the recent riots in Khargone, MP, and said Muslims are not afraid of death. “You must have seen the video from Haryana where an elderly Muslim’s beard was caught by a go-rakshak (cow vigilante)…If Allah takes our life, we will die, but if he does not, then we shall live. We shall wait. You demolished our homes, but Allah will not wait.

Owaisi said, “ Whatever happened in Delhi and Khargone, we will join hands and help our brothers….BJP has started a wave of hatred against Muslims, but all of you, be patient. We must remain strong and united. We must fight this injustice Constitutionally….BJP wants to force us to take up weapons, but we shall not. Do you know what is our weapon? These are our two hands which we will raise in ‘dua’ (prayer). We should not lose hope. I get calls from our brothers who tell me their homes and shops are being demolished. We will face all this with patience, so that they cannot demolish a single home.”

J&K People’s Democratic Party chief Mehbooba Mufti on Friday alleged that people are being given guns in the name of religion and loudspeakers are being forcibly removed from mosques. Speaking to reporters, the former chief minister said, “The government can’t provide jobs, control price rise, people are suffering from shortage of electricity and water, so the easiest thing for them to do is to pit the Hindus against Muslims, and raise issues like azaan loudspeakers, hijab and halal meat.” Mehbooba Mufti alleged that the BJP was trying to destroy the secular fabric of the nation and is misusing religion to destroy society.

Millions of Muslims across India replied to these voices of discord by offering namaaz prayers peacefully on the last Friday of Holy Ramzan. These visuals from Jaipur, Bhopal, Mumbai, Delhi, Lucknow, Hyderabad and other cities are sure to demoralize both Owaisi and Mehbooba Mufti. There was no tension or violence, except for a few pockets. But there was politics over loudspeakers.

While most of the people offered namaaz inside mosques, in some big metros, thousands lined up on the streets outside mosques to offer prayers. In Jaipur, Rajasthan government even provided loudspeakers on the roads for the devotees to hear the prayers and sermon. All these loudspeakers were working above the permissible decibel limit fixed by the Supreme Court.

In Jaipur’s main business district, two loudspeakers were fixed on each electric pole up to a distance of more than a kilometre. The main roads were blocked for nearly two and a half hours. Police had barricaded the main roads from 11.30 am till 2 pm. The shahar kazi (city kazi) of Jaipur Khalid Usmani said, the actual Jumma prayer takes hardly 15 minutes, and there was nothing objectionable in using loudspeakers for such a brief period.

With an eye on Muslim vote bank, Rajasthan government got the main roads cleaned, sent water tankers and installed barricades and loudspeakers for the benefit of devotees. This was not confined to Congress-ruled Rajasthan only. In BJP-ruled Madhya Pradesh, thousands of Muslims offered prayers outside the Jama Masjid at Bhopal’s Chowk Bazaar. People stood on durries and carpets laid on the open road, and offered namaaz.

Owaisi might say that the chief minister Shivraj Singh Chouhan is lenient towards Muslims, but Yogi Adityanath is a hardliner. In ‘Aaj Ki Baat’ show on Friday night, we showed visuals from Aligarh, Meerut, Lucknow and other cities of UP, where Muslims, in thousands, peacefully offered namaaz. Owaisi might say that Yogi Adityanath’s government is forcibly removing loudspeakers from mosques, but the fact is all this was done with the consent of mosque managements. Owaisi may raise issues like Akhlaque’s murder and some other stray incidents to hit out at Yogi, but he will studiously avoid mentioning how millions of Muslims peacefully offered namaaz across UP.

The reason why I showed visuals of prayers in Mumbai, Delhi, Aligarh, Bhopal, Lucknow and other cities is because, in not a single place, did any Muslim devotee tell our reporters that they were being harassed and being treated as second-class citizens. There was no sign of fear or tension among the devotees. Though most of them spoke out openly against BJP, but if we assume that they are living in a state of fear, they would not have made anti-BJP remarks on camera. But leaders like Owaisi, Mehbooba Mufti and Omar Abdullah are trying to instil fear in the minds of Muslims. They are raising the BJP-RSS-Yogi bogey before Muslims but the ground reality is completely different.

At the Mecca Masjid in Hyderabad, Owaisi was not speaking as an experienced politician, he was speaking like a moulvi, haranguing his devotees. Owaisi is trying hard to prove that Muslims in India are being harassed. Mehbooba is alleging that Muslims are not being allowed to perform their traditional rites freely, and a ‘loudspeaker agenda’ is at work. They should also listen to what the Grand Mufti of Darul Uloom Nazeer Ahmed Qasi has said. Qasmi is a known Islamic scholar. He is a Kashmiri Sunni cleric. He says that offering namaaz on the road outside mosque is prohibited in Islam. He also says that use of loudspeaker for namaaz in mosque is also prohibited in Islam.

Since it is the holy month of Ramzan and Eid-ul Fitr will be celebrated a few days from now , there must be no attempt at disturbing communal peace and brotherhood.

अयोध्या को सांप्रदायिक आग में झोंकने की एक बड़ी साजिश को उत्तर प्रदेश पुलिस ने नाकाम कर दिया । पुलिस ने इस मामले में 48 घंटे के भीतर सात आरोपियों को गिरफ्तार कर लिया । गिरफ्तार किए गए सभी आरोपी हिंदू हैं। यह पूरी साजिश बहुत खतरनाक थी और इसे बेहद सावधानी के साथ अंजाम दिया गया था।

दरअसल 26-27 अप्रैल की दरमियानी रात 11 युवक चार मोटरबाइक से अयोध्या की सड़कों पर निकले। इन लोगों ने मस्जिदों, ईदगाह और दरगाह के बाहर मांस के टुकड़े, भड़काऊ नारे वाले पर्चे-पोस्टर और पवित्र ग्रंथ को फाड़कर उनके टुकड़े वहां फेंके। अपनी पहचान को छिपाने के लिए सभी आरोपियों ने ऐसी टोपी पहन रखी थी जैसी आम तौर पर मुस्लिम समाज के लोग पहनते हैं।

इनका मकसद था कि सुबह सूरज निकलने के बाद जब मुसलमान अपने घरों से निकलेंगे तो यह सब देखकर भड़क जाएंगे। वे सड़कों पर निकल पड़ेंगे और अयोध्या में दंगे भड़क उठेंगे। लेकिन अयोध्या पुलिस और जिला प्रशासन ने समय रहते इस पूरे मामले का पर्दाफाश करते हुए एक खतरनाक साजिश को नाकाम कर दिया। आरोपियों की पहचान कर ली गई और 11 में से 7 आरोपियों को सलाखों के पीछे डाल दिया गया। इस साजिश के पीछे जो चेहरे सामने आए हैं वो हैरान और परेशान करने वाले हैं। जाली टोपी लगा कर, मुसलमान जैसे दिखने वाले ये सारे साजिशकर्ता हिन्दू थे। यह गिरोह हिंदू धर्म के सबसे पवित्र शहर और भगवान राम की जन्मस्थली अयोध्या को कलंकित करना चाहता था।

अयोध्या पुलिस के मुताबिक इस संगठन का नाम हिंदू योद्धा संगठन है और इसका मास्टरमाइंड महेश मिश्रा नाम का शख्स है जिसे गिरफ्तार कर लिया गया है। यूपी पुलिस के आईजी के.पी. सिंह और अयोध्या के एसएसपी शैलेष कुमार पांडेय ने पूरी साजिश के बारे में विस्तार से बताया जिसे पुलिस द्वारा नाकाम कर दिया गया। महेश मिश्रा के अलावा प्रत्यूष श्रीवास्तव, नितिन कुमार, दीपक गौड़, बृजेश पांडे, शत्रुघ्न प्रजापति और विमल पांडे को भी गिरफ्तार कर लिया गया है जबकि सुशील यादव, अनिल चौहान और बाबू मिश्रा पुलिस की पकड़ से बाहर हैं। ये सभी अयोध्या के रहनेवाले हैं।

गिरफ्तार लोगों ने यह कबूल किया कि इस पूरी साजिश का मास्टरमाइंड महेश मिश्रा था और वह दिल्ली के जहांगीरपुरी में हनुमान जयंती जुलूस पर पथराव का बदला लेना चाहता था। इनलोगों ने धार्मिक ग्रंथ की दो प्रतियां खरीदी, फ्लैक्स पोस्टर, जालीदार मुस्लिम टोपी खरीदने के बाद मांस का इंतजाम किया, इन्हें मस्जिद के बाहर फेंका जाना था। सभी आरोपी एक ढाबे पर इकट्ठा हुए और भोजन के बाद दंगे का सामान बिखेरने के लिए अयोध्या की सड़कों पर निकल पड़े।

पुलिस के मुताबिक सबसे पहले ये लोग कश्मीरी मोहल्ले की मस्जिद पर गए फिर इन लोगों ने टाटशाह मस्जिद , गुलाबशाह दरगाह, सिविल लाइंस ईदगाह और घोसियाना रामनगर मस्जिद के बाहर मांस, भड़काऊ पर्चे-पोस्टर और धार्मिक ग्रंथ के फटे पन्ने फेंके। बुधवार सुबह जब मस्जिद की देखरेख करनेवाले मौलवियों ने इन आपत्तिजनक चीजों को देखा तो इसकी सूचना तुरंत पुलिस को दी। पुलिस भी सूचना पाकर तुरंत हरकत में आ गई। लोग पहुंचते इससे पहले फायर ब्रिगेड और वाटर टैंक की मदद से मस्जिदों की सफाई करवाई गई और आपत्तिजनक चीजों को वहां से हटाया। लोगों के जगने से पहले पूरी ईदगाह को धोकर साफ किया गया और किसी को कानों-कानों खबर नहीं होने दी गई।

पुलिस ने कहा कि मुस्लिमों के बीच इस बात की खबर न पहुंचे इसके लिए ईदगाह और मस्जिद की देखरेख करनेवाले मौलवियों ने भरपूर सहयोग किया। पूरे मामले को दबाकर रखा। इस तरह से अयोध्या को दंगों की आग में झोंकने की एक बड़ी साजिश को नाकाम कर दिया गया और शान्ति से आग लगाने के लिए डा़ली गई चिंगारी को बुझा दिया गया। आरोपियों ने साजिश को अंजाम देने के लिए उन मस्जिदों को चुना जहां दूर-दूर तक सीसीटीवी नहीं थे लेकिन एक जगह वे चूक गए। एक मस्जिद के पास सीसीटीवी लगा था और उसी कैमरे की वजह से पुलिस को साजिश करने वालों का अहम सुराग मिला।

आरोपियों की साजिश तो पुख्ता थी लेकिन पुलिस ने समझदारी से काम लिया और मस्जिद के मौलवियों ने संयम का परिचय दिया। मरकजी जामा मस्जिद टाटशाह के मुतवल्ली जमाल अहमद खान ने बताया कि जैसे ही उन्हें मस्जिद के बाहर आपत्तिजनक पोस्टर लगे होने की खबर मिली उन्होंने अपने लोगों से कहा कि यह बात और किसी को मत बताना और जो लिखा है उसे मिटा दिया जाए। इसके बाद ये लोग सीधे पुलिस के पास पहुंचे। जमाल खान ने कहा कि जैसे ही उन्हें मस्जिद के बाहर मांस फेंके जाने का पता चला तब वो समझ गए कि यह एक गहरी साजिश है। क्योंकि ईद मनाने का मौका दो साल के बाद आया था। इस बार तैयारी जोरदार हो रही थी। वे पिछले दो साल से कोरोना महामारी के कारण पूरे उत्साह के साथ ईद नहीं मना पाए थे। अगर इस बार ईद के त्योहार में खलल पड़ता तो लोगों को गुस्सा भी बहुत ज्यादा होता। शायद इसीलिए इस तरह की हरकत की गई।

वहीं पुलिस के लिए इन आरोपियों को पकड़ना आसान नहीं था क्योंकि उसके पास कोई ठोस सुराग नहीं था। और आरोपियों की पहचान करना मुश्किल था। लेकिन पुलिस ने 40 घंटे के अंदर पूरी साजिश का पर्दाफाश कर दिया और आरोपियों को गिरफ्तार कर लिया । इन आरोपियों ने अपनी हरकत कबूल कर ली। सात आरोपियों में से तीन का आपराधिक इतिहास रहा है। इस साजिश के मास्टरमाइंड महेश मिश्रा के खिलाफ पहले से ही तीन एफआईआर दर्ज हैं।

गुरुवार की रात अपने प्राइम टाइम शो ‘आज की बात’ में हमने मास्टरमाइंड महेश मिश्रा को कैमरे पर यह कहते हुए दिखाया कि उसे अपने किए पर कोई पछतावा नहीं है। वह योगी आदित्यनाथ की तारीफ भी करता है और खुद को हिन्दुओं का बहुत बड़ा हितैषी बताता है। मिश्रा ने कहा कि उसने जो किया वो मतिभ्रम था यानि उसका दिमाग खराब हो गया था, साथ ही यह भी कहता है कि हिन्दुओं को जगाना जरूरी है।

जो खुद को हिन्दुओं का हितैषी बता रहा है असल में वो हिन्दुओं और हिन्दुस्तान का सबसे बड़ा दुश्मन है। ऐसे लोगों के खिलाफ सख्त से सख्त कार्रवाई होनी ही चाहिए। अयोध्या पुलिस ने इन आरोपियों के खिलाफ एनएसए जैसा सख्त कानून लगाकर अच्छा काम किया। अब ना इन्हें आसानी से जमानत मिलेगी और आजीवन कैद की सजा भी हो सकती है.।

इन लोगों ने बहुत बड़ा गुनाह किया है। मुसलमानों जैसे भेष रखकर दंगा कराने की कोशिश की। लेकिन अयोध्या की पुलिस ने इन्हें पकड़ लिया। न इनके साथ हमदर्दी दिखाई, न इनकी पहचान छुपाई। इन आरोपियों को सबके सामने पेश किया और जेल भेज दिया गया।

यह खबर उमर अब्दुल्ला, महबूबा मुफ्ती और असद्दुदीन ओवैसी जैसे नेताओं को जरूर देखनी चाहिए जो यह कहते हैं कि भारत में मुसलमानों पर जुल्म हो रहे हैं। सरकारी सिस्टम के जरिए मुसलमानों को परेशान किया जा रहा है। अयोध्या में गुनाह मुसलमान बनकर किया गया लेकिन पुलिस ने उन्हीं को पकड़ा जो गुनहगार हैं और वो सारे के सारे हिन्दू हैं। यह केस इस बात का सबसे सटीक उदाहरण है कि अपराधी अपराधी होता है। अपराधी का कोई मजहब नहीं होता, उसकी कोई जाति नहीं होती। आम लोग तो इस बात को समझते हैं, लेकिन मुझे लगता है कि नेताओं को यह समझने की जरूरत है।

वैसे इस वक्त जो माहौल है उसमें पुलिस को सावधान, प्रशासन को सचेत और जनता को संयमित रहने की बहुत ज्यादा जरूरत है। क्योंकि माहौल खराब करने की साजिश कई तरह से हो रही है। विदेशी ताकतें भारत की शांति भंग करने की कोशिश कर रही हैं। हिंदुओं के सबसे पवित्र शहर अयोध्या को निशाना बनाने की साजिश रची गई और अगर सांप्रदायिक दंगे भड़कते तो अंतरराष्ट्रीय स्तर पर भारत की बदनामी हो सकती थी।

A major plot to foment communal disturbance in Ayodhya was foiled by Uttar Pradesh Police with the arrest of seven accused, all Hindus, within 48 hours of the incident. The plot was diabolic and the execution was meticulous.

Eleven youths riding on four motorbikes went around the holy city of Ayodhya on Tuesday (April 26) night, threw pieces of meat outside mosques, Eidgah and dargah, along with pages torn from a holy book and posters carrying inflammable threats. To hide their identity, they wore Muslim skullcaps on their heads while committing this act of perfidy.

The aim was to force Muslims to come out of their homes and start violence, but this diabolic plan was nipped in the bud through timely intervention by Ayodhya police and district administration. The accused were identified, and seven out of the eleven accused were thrown behind bars. All of them were Hindus. This gang wanted to tarnish the fair name of Hinduism’s holiest city of Ayodhya, where Lord Ram was born.

According to Ayodhya police, the name of the outfit is Hindu Yodha Sangathan and the mastermind was Mahesh Mishra, who has been arrested. Inspector General of UP Police K. P. Singh and SSP Ayodhya Sailesh Kumar Pandey disclosed the entire plot that was foiled. Those arrested are: Mahesh Mishra, Pratyush Shrivastav, Nitin Kumar, Deepak Kumar Gaur, Brajesh Pandey, Shatrughna Prajapati and Vimal Pandey. Sushil Yadav, Anil Chauhan and Babu Mishra are absconding. All of them are residents of Ayodhya.

Those arrested confessed that it was Mahesh Mishra who was the mastermind and wanted to take revenge for the stoning on Hanuman Jayanti procession that took place in Delhi’s Jahangirpuri. They bought 2 copies of a holy book, flax posters and Muslim skullcaps, and arranged for portions of meat, which were to be thrown outside mosques. They assembled at a dhaba, had dinner, and then went on a spree of throwing portions of meat, inflammable posters and torn pages of the holy book outside mosques.

According to police, the youths threw meat, posters and torn pages outside a mosque in Kashmiri mohalla, Tatshah mosque, Gulabshah dargah, Civil Lines Eidgah, and Ghosiana Ramnagar mosque, before reassembling at Mahesh Mishra’s house. On Wednesday morning, when the caretakers of mosques saw these objectionable things lying outside, they informed police, which swung into action. Police removed all these objectionable items, and with the help of fire brigade, all the places were cleaned up by spraying water from tankers. The entire Eidgah was washed clean. This was done before people woke up in the morning.

Police said, the caretakers of mosques and Eidgah fully cooperated, kept this entire matter under wraps, in order to prevent circulation of rumours among Muslims. In this manner, the communal fire that was expected to engulf Ayodhya was doused, even before it was lit. The accused had selected mosques which were not under cctv observation, but they missed one mosque, where a cctv was working, which provided vital clues to the police about the accused.

The caretakers of mosques acted wisely. Jamal Ahmed Khan, the mutawalli of Markazi Jama Masjid, Tatshah, said, when they found the objectionable posters, they told their associates not to reveal this to others, and brought in the police immediately. They knew that it was all part of a diabolical plot, because portions of meat were thrown. Since Eid ul-Fitr was hardly a few days away, Muslims had planned to celebrate the festival in a grand manner, because they could not do so for the last two years due to Covid pandemic.

Solving the case was not easy for the local police. There were hardly any solid clues, and it was difficult to identify the accused. But within 40 hours, the entire plot was unravelled, and the accused were rounded up. They confessed to their act. Three out of the seven had a criminal history. The mastermind Mahesh Mishra has already three FIRs lodged against him.

In my prime time show ‘Aaj Ki Baat’ on Thursday night, we showed the mastermind Mahesh Mishra saying on camera that he was not sorry for what he has done. He praised Yogi Adityanath, but in the same breath, projected himself as a big supporter of Hindus. Mishra admitted that whatever he did was out of anger, and in the same breath, said, it is important to awaken Hindus.

The man who describes himself as a well-wisher of Hindus, is, in reality, a big enemy of Hindus and Hindusthan. Stringest action must be taken against such people, who had planned to through Ayodhya into a communal cauldron. Ayodhya Police has done the right thing in booking the accused under National Security Act, meaning that they will not get bail easily, and they can be sentenced to life imprisonment.

These youths have commited a big crime, by posing as Muslims, and trying to lit a communal fire. After Ayodhya police rounded them up, it did not hide their community identity, and paraded them before media, before packing them off to jail.

Leaders like Omar Abdullah, Mehbooba Mufti and Asaduddin Owaini, who allege that Muslims are being treated harshly in India, must watch this news. These youths posed as Muslims while committing a heinous crime, but police caught the criminals, and all of them were Hindus. This case is a perfect example to show that a criminal is a criminal, he has no religion or caste. The common man realizes this, but I think, our leaders should also realize the same.

The atmosphere that is prevailing in the country presently demands that police must always remain alert and common people must control their emotions. Inimical forces are trying to disturb peace in India, by planning such acts. Hinduism’s holiest city Ayodhya was made the target, and had a communal riot taken place, if could have brought infamy for India in international circles.

प्रधानमंत्री नरेंद्र मोदी ने बुधवार को सभी गैर-भाजपा शासित राज्यों से पेट्रोल और डीजल पर वैट (VAT) की दरें कम करने की अपील की। उन्होंने कहा कि इस कदम से महंगाई पर अंकुश लग सकता है और आम आदमी को राहत मिल सकती है।

कोरोना महामारी की नई लहर के मद्देनजर राज्यों के मुख्यमंत्रियों की बैठक में चर्चा के दौरान पीएम मोदी ने यह बात कही। मोदी ने इस बात का जिक्र किया कि पिछले साल नवंबर में केंद्र ने पेट्रोल और डीजल पर एक्साइज ड्यूटी घटाते हुए सभी राज्यों से आग्रह किया था कि वे वैट (VAT) की दरें कम करें। मोदी ने कहा, केवल बीजेपी शासित राज्यों ने वैट कम किया लेकिन तमिलनाडु, पश्चिम बंगाल, महाराष्ट्र, झारखंड, तेलंगाना, आंध्र प्रदेश और केरल जैसे गैर-बीजेपी शासित राज्यों ने पेट्रोल और डीजल पर वैट कम नहीं किया।

केंद्र और राज्यों के बीच को-ऑपरेटिव फेडरलिज्म का आह्वान करते हुए मोदी ने कहा, ‘पिछले नवंबर महीने में देशवासियों पर पेट्रोल-डीजल की बढ़ती कीमत का बोझ कम करने के लिए केंद्र सरकार ने एक्साइज ड्यूटी में कमी की थी । केंद्र सरकार ने राज्यों से भी आग्रह किया था कि वो अपने यहां टैक्स (VAT) कम करें और ये लाभ नागरिकों को ट्रांसफर करें। इसके बाद कुछ राज्यों ने तो भारत सरकार की इस भावना के अनुरूप यहां टैक्स कम कर दिया लेकिन कुछ राज्यों द्वारा अपने राज्य के लोगों को इसका कोई लाभ नहीं दिया गया । इस वजह से पेट्रोल-डीजल की कीमतें इन राज्यों में अब भी दूसरों के मुकाबले कहीं ज्यादा हैं । ये एक तरह से इन राज्यों के लोगों के साथ अन्याय तो है ही, साथ ही पड़ोसी राज्यों को भी नुकसान पहुंचाता है ।

स्वाभाविक है कि जो राज्य टैक्स में कटौती करते हैं, उन्हें राजस्व की हानि होती है । जैसे अगर कर्नाटक ने टैक्स में कटौती नहीं की होती तो उसे इन छह महीनों में 5 हजार करोड़ रुपये से ज्यादा का राजस्व और मिलता । इसी तरह अगर गुजरात ने भी टैक्स कम नहीं किया होता तो उसे भी साढ़े तीन-चार हजार करोड़ रुपये से ज्यादा का राजस्व और मिलता । लेकिन ऐसे कुछ राज्यों ने अपने नागरिकों की भलाई के लिए, अपने नागरिकों को तकलीफ न हो इसलिए अपने टैक्स (VAT) में कमी की, पॉजिटिव कदम उठाए । वहीं गुजरात और कर्नाटक के पड़ोसी राज्यों ने टैक्स में कमी ना करके इन छह महीनों में साढ़े तीन हजार करोड़ रुपये से लेकर के पांच-साढ़े पांच हजार करोड़ रुपये तक का अतिरिक्त राजस्व कमा लिया ।

पीएम मोदी ने कहा- ‘मैं यहां किसी की आलोचना नहीं कर रहा हूं, मैं आपसे सिर्फ प्रार्थना कर रहा हूं। आपके राज्य के नागरिकों की भलाई के लिए प्रार्थना कर रहा हूं। अब कई राज्य जैसे महाराष्ट्र, पश्चिम बंगाल, तेलंगाना, आंध्र प्रदेश, तमिलनाडु, केरल, झारखंड ने किसी कारण से इस बात को नहीं माना और उनके राज्य के नागरिकों पर बोझ बना रहा… छह महीने की देर हो चुकी है और एक बार फिर आपसे मेरी प्रार्थना है कि आप वैट कम करके अपने राज्य के नागरिकों को इसका लाभ पहुंचाइए। आप सब जानते हैं कि भारत सरकार के पास जो रेवेन्यू आता है, उसका 42 प्रतिशत तो राज्यों के ही पास चला जाता है।

‘मेरा सभी राज्यों से आग्रह है कि वैश्विक संकट के इस समय में कॉपरेटिव फेडरलिज्म की भावना पर चलते हुए एक टीम के रूप में हम सब मिलके काम करें। चेन्नई में, तमिलनाडु में पेट्रोल करीब 111 रुपये प्रतिलीटर के करीब है। जयपुर में 118 रु. से भी ज्यादा है। हैदराबाद में 119 रु. से ज्यादा है। कोलकाता में 115 रु. से ज्यादा है। मुंबई में 120 रु. प्रति लीटर से ज्यादा है और जिन्होंने कटौती की, मुंबई के ही बगल में दीव और दमन में 102 रु. प्रति लीटर है। मुंबई में 120, बगल में दीव दमन में 102 रुपया। मैं आपसे आग्रह करता हूं कि छह महीने में भले जो कुछ भी आपका रेवेन्यू बढ़ा वह आपके राज्य के काम आएगा लेकिन अब पूरे देश में आप सहयोग कीजिए। यह आपसे मेरी विशेष प्रार्थना है।’

यह एक सच्चाई है कि पूरे भारत में आम लोगों को पेट्रोल-डीजल और गैस की बढ़ी कीमतों के चलते परेशानियों का सामना करना पड़ रहा है। पेट्रोल-डीजल की बढ़ी कीमतों का असर रोजमर्रा इस्तेमाल किए जानेवाले उत्पादों पर भी पड़ रहा है। विश्व स्तर पर क्रूड ऑयल ( कच्चे तेल) की कीमतों में तेजी का कोई अंत नहीं नजर आ रहा है। मोदी के भाषण का सार यही था कि गैर-बीजेपी वाली राज्य सरकारों को अपने यहां पेट्रोल-डीजल और गैस की कीमतें कम करनी चाहिए और इसका लाभ आम जनता को देना चाहिए । ऐसे समय में जब विपक्ष के नेता महंगाई को लेकर चीख-पुकार मचा रहे हैं, जिन राज्यों में उनकी सरकारें हैं कम से कम वहां पेट्रोल-डीजल पर वैट की दरें कम करने की उम्मीद की जा रही है ताकि महंगाई पर लगाम लगाई जा सके।

अगर सिर्फ इसी साल की बात करें तो जनवरी 2022 से अब तक कच्चे तेल की कीमत में 33 प्रतिशत की बढ़ोतरी हो चुकी है। भारत की तरह जो भी देश अपनी तेल की जरूरतों के लिए आयात पर निर्भर हैं उन देशों में सिर्फ टर्की ही ऐसा देश है जहां पेट्रोल का होलसेल प्राइस (थोक मूल्य) भारत से कम है। जिन देशों की अर्थव्यवस्था आयातित ईंधन निर्भर हैं उनमें नीदरलैंड में पेट्रोल की कीमत करीब 193 रुपये प्रति लीटर, जर्मनी में 171, फ्रांस में 145 औऱ दक्षिण कोरिया में 126 रुपये प्रति लीटर है। जबकि भारत में पेट्रोल करीब 104 रुपये प्रति लीटर बिक रहा है औऱ टर्की में इसकी कीमत 98 रु. प्रति लीटर है।

यह बात सही है कि 10 मार्च को जब यूपी, उत्तराखंड, पंजाब विधानसभा चुनाव खत्म हुए उसके बाद से अब तक पिछले 45 दिनों में पेट्रोल और डीजल की कीमत 10 रुपये प्रति लीटर से ज्यादा बढ़ गई है। हालांकि जब रूस ने यूक्रेन पर हमला किया था उस वक्त तो यह कहा जा रहा था कि तेल के दाम 150 रुपये प्रति लीटर तक जा सकते हैं। लेकिन सरकार की कोशिशों और रूस से सस्ता तेल आयात करने से फिलहाल हालात उतने खराब नहीं हुए हैं। हकीकत यह है कि भारत अपनी जरूरत का 80 प्रतिशत तेल आयात करता है इसलिए दुनिया में जब तेल की कीमतें बढ़ती हैं तो उसका असर हमारे यहां भी होता है। अप्रैल 2021 में क्रूड ऑयल (कच्चा तेल) 53.4 अमेरिकी डॉलर प्रति बैरल था जो इस साल मार्च में बढ़कर 112.87 डॉलर प्रति बैरल हो गया। यानी एक साल में इसमें करीब 78 प्रतिशत का इज़ाफा हो गया। मोदी ने कहा कि उनकी सरकार आम लोगों को ईंधन की कीमतों में राहत देने की पूरी कोशिश कर रही है, लेकिन राज्य सरकारों का भी कर्तव्य है कि वह केंद्र के साथ खड़ी रहे ।

और अब एक नजर इस बात पर डालते हैं कि गैर-बीजेपी सरकारों ने पेट्रोल-डीजल पर वैट कम न करके कितना अतिरिक्त राजस्व अर्जित किया। इस राज्यों में सबसे ज्यादा मुनाफा महाराष्ट्र ने कमाया। पिछले साल अप्रैल से लेकर इस साल मार्च तक महाराष्ट्र को 3,485 करोड़ रुपये की इनकम हुई। जबकि तमिलनाडु को 2400 करोड़, तेलंगाना और आंध्रप्रदेश को करीब डेढ़-डेढ़ हज़ार करोड़, केरल को 1100 करोड़ रुपये और पश्चिम बंगाल को करीब 1200 करोड़ की कमाई हुई। इसीलिए प्रधानमंत्री ने कहा कि इन सात गैर-बीजेपी शासित राज्यों को कम से कम अब जनता को राहत देनी चाहिए, आम लोगों के ऊपर से मंहगाई का बोझ कम करना चाहिए।

यहां मैं आपको बता दूं कि मध्य प्रदेश में बीजेपी की सरकार है और बिहार में एनडीए की सरकार है लेकिन इन दोनों राज्यों ने भी पेट्रोल-डीजल पर वैट कम नहीं किया है। इसलिए अब गैर-बीजेपी शासित राज्यों की सरकारें पूछ रही हैं कि केन्द्र राज्यों से अपनी आमदनी कम करने को तो कह रहा है लेकिन केन्द्र सरकार ने पेट्रोल-डीजल से जो रेवेन्यू कमाया वो कहां गया? .मोदी ने इसका भी जवाब दिया। उनका तर्क है कि कोरोना के दौरान जो मुफ्त वैक्सीन लगाई गई और गरीबों को जो मुफ्त राशन दिया गया, यह सब उसी पैसे से हो रहा है। प्रधानमंत्री अन्न योजना (मुफ्त खाद्यान्न योजना) को सितंबर 2022 तक बढ़ाया गया है जिससे केंद्र सरकार पर 1 लाख करोड़ रुपये का अतिरिक्त बोझ पड़ा है।

महाराष्ट्र के मुख्यमंत्री उद्धव ठाकरे ने कहा कि महंगे तेल की जिम्मेदारी राज्य सरकारों पर डालना गलत है । उद्धव ठाकरे का कहना है कि महाराष्ट्र में पेट्रोल-डीजल पर वैट केन्द्र सरकार की एक्साइज ड्यूटी से कम है। उद्धव सरकार में कैबिनेट मंत्री जितेंद्र अव्हाड ने कहा कि केंद्र सरकार महाराष्ट्र के हक का 26 हज़ार करोड़ रुपये दबाकर बैठी है। उन्होंने कहा-‘मोदी पहले महाराष्ट्र का बकाया अदा करें, उसके बाद सलाह दें।’

महाराष्ट्र के मुख्यमंत्री दफ्तर की तरफ से जारी बयान में कहा गया कि मुंबई में एक लीटर डीजल पर केंद्र सरकार 24 रुपये और राज्य सरकार 22 रुपये टैक्स लेती है। इसी तरह मुंबई में एक लीटर पेट्रोल पर केंद्र सरकार 31 रुपये एक्साइज ड्यूटी लेती है जबकि महाराष्ट्र सरकार 32 रुपये वैट लेती है।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने कहा कि मोदी को इस तरह की बातें नहीं करनी चाहिए क्योंकि पीएम का यह रवैया देश के संघीय ढांचे के खिलाफ है। उन्होंने कहा कि जीएसटी का ज्यादातर हिस्सा केन्द्र सरकार के पास जाता है। ममता ने मांग की है कि जीएसटी में राज्यों की हिस्सेदारी आधी होनी चाहिए। ममता बनर्जी ने कहा- ‘आज की मीटिंग में प्रधानमंत्री ने एकतरफा बातें कीं जबकि सच्चाई यह है कि केंद्र सरकार राज्यों को पैसा नहीं दे रही है।’

वहीं कांग्रेस ने आरोप लगाया है कि केन्द्र सरकार ने पेट्रोल-डीजल से 28 लाख करोड़ कमाए जबकि ममता बनर्जी कह रही हैं कि 17 लाख करोड़ की कमाई हुई। अब किसकी बात सच है यह कोई नहीं जानता। क्योंकि न कांग्रेस के प्रवक्ता ने यह बताया कि उन्होंने जो आंकड़ा दिया उसका आधार क्या है और न ममता ने बताया कि उन्हें 17 लाख का आंकड़ा कहां से मिला। झारखंड सरकार के स्वास्थ्य मंत्री बन्ना गुप्ता ने बिल्कुल अलग बात की। उन्होंने कहा कि अगर केंद्र सरकार को पेट्रोल, डीजल और गैस की कीमतों में अंतर से इतनी ही दिक्कत है तो वो इन सबको जीएसटी में ले आएं।

पेट्रोल और डीजल की कीमतें लगातार बढ़ रही हैं, इसमें कोई दो राय नहीं है। बीजेपी, कांग्रेस, ममता बनर्जी सभी पेट्रोल-डीजल की कीमतें कम करना चाहते हैं। लेकिन जब टैक्स कम करने की बात आती है तो सब एक-दूसरे की तरफ देखने लगते हैं, एक-दूसरे पर उंगली उठाने लगते हैं। जबकि हकीकत यह है कि अंतरराष्ट्रीय बाजार में क्रूड ऑयल मंहगा हुआ है। चूंकि हम अपनी जरूरतों का 80 प्रतिशत क्रूड ऑयल आयात करते हैं, इसलिए अंतरराष्ट्रीय बाजार में तेल की कीमतों में उतार-चढ़ाव का असर पड़ना स्वभाविक है। पेट्रोल-डीजल मंहगा होता है तो इसका सीधा असर खाने-पीने की चीजों पर पड़ता है । रोजमर्रा की चीजें मंहगी हो जाती हैं और वही हो रहा है।

अब सवाल यह है कि फिर जनता क्या करे ? कहां जाए और किससे कहे ? पेट्रोल-डीजल पर दो तरह के टैक्स लगते हैं। एक टैक्स केंद्र सरकार का लगता है तो दूसरा राज्य सरकार का। केंद्र सरकार एक्साइज ड्यूटी लगाती है और राज्य वैट के जरिए टैक्स वसूलती है। जब दोनों अपने-अपने टैक्स कम करेंगे तभी कीमतें कम होंगी। इसलिए नंबवर में अंतरराष्ट्रीय बाजार में क्रूड ऑयल की कीमतें बढ़ने लगीं तो प्रधानमंत्री मोदी ने एक्साइज ड्यूटी में कटौती की और राज्य सरकारों से वैट कम करने की अपील की। ज्यादातर बीजेपी शासित राज्यों ने वैट कम कर दिया लेकिन गैर-बीजेपी शासित राज्यों ने ऐसा नहीं किया। इसीलिए लखनऊ में पेट्रोल 105 रूपए प्रति लीटर है तो मुंबई में यह120 रूपए प्रति लीटर है।

अब इस अंतर को कम करना के लिए एक ही रास्ता है कि राज्य सरकारें वैट कम करें। अगर पूरे देश में पेट्रोल-डीजल की कीमतें एक जैसी ही करनी है और इस विवाद को हमेशा के लिए खत्म करना है तो पेट्रोल-डीजल को जीएसटी के दायरे में लाना होगा।

अब ममता बनर्जी हों या उद्धव ठाकरे, इनकी सरकार न तो पेट्रोल-डीजल पर वैट कम करना चाहती हैं और न ही पेट्रोल-डीजल को जीएसटी के दायरे में लाने का समर्थन करती हैं। दिक्कत यही है। इसलिए अगर इस समस्या से निजात पानी है और जनता को थोड़ी राहत देनी है तो मोदी की सलाह माननी चाहिए। गैर-बीजेपी शासित राज्यों को पेट्रोल-डीजल पर वैट कम करना चाहिए। केन्द्र और राज्यों को मिलकर काम करना होगा। सिर्फ मोदी का विरोध करने से बात नहीं बनेगी।
