With clouds of Covid pandemic wave looming again, there have been massive preparations by Centre and state governments to keep the infrastructure ready to face the challenge. From oxygen generation plants to medicines and ventilators, work has begun on a war footing across the country. On one hand, use of intra-nasal vaccine has been approved by the Centre, and on the other hand, use of masks and social distancing norms are going to be implemented strictly.

In the wake of a spurt in Covid cases in China, the Centre has planned to hold a mock drill on December 27 (Tuesday) across India to check Covid emergency preparedness in hospitals. Union Health Minister Mansukh Mandaviya will also be participating in this drill.

The Centre has cleared use of Bharat Biotech’s intra-nasal vaccine Incovacc, which will be used as a heterologous booster. It will be available for administering in private hospitals, and will be included in Covid-19 vaccination programme from today. This nasal vaccine can be administered to those above 18 years of age as a booster dose.

The Central Drugs Standard Control Organization had approved this intra-nasal vaccine for restricted use a few weeks ago for the age group 18 years and above. Since the delivery process is easy and needle-free, it also eliminates needle-associated risks like injuries and infections. Due to its simple delivery mechanism, no trained health care worker is required to administer it.

At a top-level meeting attended by Home Minister Amit Shah, Health Minister Mandaviya, Civil Aviation Minister Jyotiraditya Scindia, External Affairs Minister S. Jaishankar and other officials on Wednesday, Prime Minister Narendra Modi asked all state government to carry out audit of their Covid-related facilities to ensure operational readiness in hospitals. This includes ensuring adequate stocks of oxygen cylinders, oxygen generation plants, ventilators and personnel who will man these facilities. Guidelines have been issued to all states to ensure random testing of incoming passengers at airports, operationalizing Covid wards in hospitals, checking all ventilators supplied by Centre last year, and enforcing social distancing and use of masks.

The Indian Medical Association has advised people to avoid public gatherings like wedding functions, political or social meetings, as well as international travel in view of rising number of Covid cases in some countries. In an advisory, the IMA has appealed to people to go for vaccination and follow Covid-appropriate behaviour.

At the top-level meeting, Prime Minister Modi sought to know the number of beds and oxygen supply available for Covid cases in hospitals, and the number of people yet to take primary and booster Covid vaccines. It was told in the meeting that while the Centre and states are well-prepared, there appears to be negligence and complacency on part of people at large. People are taking Covid cases lightly. The thrust should be more on spreading awareness. At present, there are nearly 10 variants of Coronavirus active in India, the latest entry being the new variant BF.7, that is wreaking havoc in China.

In order to send the right message to people, Prime Minister, Lok Sabha Speaker, Rajya Sabha Chairman, all ministers and most of the MPs have started attending Parliament wearing masks. The Speaker and RS Chairman appealed to all members to spread awareness about Covid-appropriate behaviour among people in view of the looming threat from China. Vice-President Jagdeep Dhankhar praised Health Minister Mandaviya and said, “during my two foreign visits, I heard praises about our Health Minister for ensuring administration of more than 220 crore vaccine doses and for easy availability of digital Covid vaccine certificates.“Even developed countries have failed to achieve this”.

It is true India today is ready to face the Covid challenge. The world knows about this. When the first wave of Covid pandemic began, India did not have adequate number of masks, PPE kits, medicines and hospital beds. The oxygen crisis that was faced by the country last year during the second wave, was overcome immediately by setting up PSA (pressure swing adsorption) plants that produced medical-grade oxygen.

Today, India has adequate number of hospital beds for Covid patients, PPE kits, ICUs, medicines and our doctors and health workers have gained vast experience in dealing with Covid cases. The third wave is yet to reach our shores, and, God forbid, even if it comes, we are in a better position to handle the challenge. There is no harm in following precautions. There must be no complacency or negligence, at any cost, neither on part of Centre, nor on part of state governments.

चीन में कोरोना के प्रकोप को देखते हुए भारत पर भी महामारी का खतरा मंडराने लगा है, लेकिन घबराने की कोई बात नहीं है। हालात को देखते हुए हर स्तर पर अत्यधिक सावधानी बरतने की जरूरत है। गुरुवार को केंद्रीय स्वास्थ्य मंत्री मनसुख मांडविया ने संसद को बताया कि आने वाले त्योहारों और नए साल के जश्न को देखते हुए राज्य सरकारों से कहा गया है कि वे सतर्कता बरतें और लोगों में कोरोना को लेकर जागरूकता फैलाएं।

स्वास्थ्य मंत्री ने कहा कि राज्य सरकारों को निर्देश दिया गया है कि वे लोगों को कोविड-उपयुक्त व्यवहार का पालन करने के लिए कहें – इसमें मास्क का इस्तेमाल, हाथों को धोने और शारीरिक दूरी का पालन करने जैसे उपाय शामिल हैं। मंत्री ने कहा कि भारत में हर दिन औसतन 153 नए मामले सामने आ रहे हैं, जबकि दुनिया भर में रोजाना 5.87 लाख मामले देखने के मिल रहे हैं। हालांकि उन्होंने आगाह किया कि कोरोना वायरस के वेरियंट के लगातार बदलते रहने से विश्व भर में स्वास्थ्य के लिए कुछ ऐसे खतरे पैदा हो रहे हैं जिनके ज़द में दुनिया के लगभग हर देश आ सकते हैं ।

स्वास्थ्य मंत्री ने कहा कि राज्य सरकारों को सलाह दी गई है कि संक्रमण के मामलों की संख्या न बढे, इसके लिए वे सर्विलान्स पर ध्यान दें और नियंत्रण एवं रोकथाम के उपाय करें। मंत्री ने कहा कि राज्य यह सुनिश्चित करें कि पर्याप्त संख्या में लोगों को कोविड-19 के टीके लग जाएं। उन्होंने कहा कि कई देशों में कोविड के मामलों में वृद्धि को देखते हुए अंतरराष्ट्रीय हवाई अड्डों पर विदेश से आने वाले यात्रियों में से 2 प्रतिशत लोगों की रैंडम सैम्पलिंग की प्रक्रिया शुरू हो गयी है।

भारत में अब तक पाए गए नए BF.7 वैरिएंट के 4 मामलों में से 2 गुजरात में और एक ओडिशा में हैं। ये सभी मरीज अस्पताल में भर्ती हुए बिना ही ठीक हो गए हैं। सभी स्कूलों, कॉलेजों और विश्वविद्यालयों को कोविड प्रोटोकॉल का पालन करने की सलाह दी जा रही है। एक्सपर्ट्स का कहना है कि किसी भी तरह की लापरवाही से महामारी का प्रकोप फैल सकता है। फिलहाल भारत में कोरोना के सिर्फ 3,408 ऐक्टिव मामले हैं। यह संख्या भले ही भयावह न हो, लेकिन केंद्र ने साफ कर दिया है कि महामारी के फिर से सिर उठाने का खतरा अभी टला नहीं है।

कोरोना महामारी चीन, अमेरिका, जापान, फ्रांस, ब्राजील, साउथ कोरिया और जर्मनी में तेजी से फैल रही है। दुनिया भर में इस समय कोरोना के 2.43 करोड़ सक्रिय मामले हैं। इनमें से भारत में केवल 3,408 ऐक्टिव केसेज हैं, लेकिन हमें लापरवाह नहीं हो जाना चाहिए। BF.7 एक नया वेरिएंट है जो कि BF.5 का सब-वेरिएंट है, लेकिन BF. 7 वैरिएंट में वायरस की ट्रांसमिशन रेट बहुत ज्यादा है यानी ये तेजी से फैलता है। इसका इनक्यूबेशन पीरियड भी काफी कम है जिससे मरीजों की संख्या में दोगुनी और चौगुनी की बढ़ोत्तरी बहुत तेजी से होती है। चिंता की बात यह है कि यह वैरिएंट पहले ही अमेरिका, ब्रिटेन, बेल्जियम, जर्मनी, फ्रांस और डेनमार्क पहुंच चुका है।

मैं एक बार फिर कह रहा हूं कि अतिरिक्त सावधानी समय की मांग है। सर्दियों में, भारत में ज्यादातर लोग सर्दी, खांसी और बुखार से पीड़ित होते हैं, और चूंकि ये कोविड के शुरुआती लक्षण माने जाते हैं, इसलिए तुरंत RT-PCR टेस्ट करवा लेना चाहिए। वायरस का जल्द पता लगने से इलाज में आसानी होती है। एम्स के पूर्व निदेशक रणदीप गुलेरिया ने कहा कि घबराने की कोई बात नहीं है, लेकिन एहतियात जरूरी है, खासकर बुजुर्ग लोगों में। उन्होंने कहा कि भारत की स्थिति चीन से बहुत अलग है, और ‘अंडर-प्रिपेयर्ड’ होने के बजाय ‘ओवर-प्रिपेयर्ड’ रहना बेहतर है।

हमें एक्सपर्ट्स की बात ध्यान से सुननी चाहिए। आमतौर पर लोग कोविड के प्रति लापरवाह हो गए हैं और काफी लोगों ने भीड़-भाड़ वाली जगहों पर भी मास्क पहनना बंद कर दिया है। सोशल डिस्टेंसिंग की धज्जियां उड़ाई जा रही हैं, और जिन्हें सर्दी, खांसी और बुखार जैसी बीमारियां हैं, वे कोविड टेस्ट नहीं करवा रहे हैं। ये सभी गलतियां हमें महंगी पड़ सकती हैं। भारत में इस समय 3,408 ऐक्टिव केसेज हैं, जिनमें से 82 प्रतिशत मामले महाराष्ट्र, कर्नाटक और केरल में हैं।

ज्यादातर लोग यह सवाल पूछ रहे हैं कि चीन में कोरोना अचानक हजारों लोगों की मौत का कारण कैसे बन गया?

एक्सपर्ट इसके दो बड़े कारण बता रहे हैं: पहला, चीन ने ‘ज़ीरो कोविड’ पॉलिसी का पालन किया। अगर कोई भी कोरोना से संक्रमित पाया जाता उसे आइसोलेट करके नजरबंद कर दिया जाता। इसका नतीजा यह हुआ कि लोगों में ‘हर्ड इम्युनिटी’ विकसित नहीं हो पाई, और वायरस के वैरिएंट्स से ज्यादातर आबादी अछूती रही। अब जब नया वैरिएंट आया, तो संक्रमण का विस्फोट हो गया।

दूसरी वजह यह रही कि चीन ने दूसरे देशों से आगे रहने के चक्कर में सिनोवैक वैक्सीन बनाने का दावा कर दिया। चीन के लोगों को सिर्फ चीन में बनी इस वैक्सीन को लगाने का आदेश दिया और दूसरे देशों की वैक्सीन पर पाबंदी लगा दी। लेकिन चीन की वैक्सीन बेअसर रही और अब इसका नतीजा सबके सामने है। हांगकांग में एक मेडिकल एक्सपर्ट ने कहा, ‘सभी लोग जानते थे कि चीनी टीका ज्यादा असरदार नहीं है। चीन में लोग चीनी टीके से पैदा हुई मामूली इम्युनिटी के भरोसे चल रहे थे।’

जब अमेरिका, ब्रिटेन, फ्रांस, जर्मनी, भारत, ऑस्ट्रेलिया और कनाडा जैसे देश कोरोना की दूसरी लहर से बेहाल थे, तो चीन रोज अपने मरीजों की कम संख्या दिखाकर यह दावा करता था कि उसकी ‘जीरो कोविड’ पॉलिसी सफल और असरदार है। लेकिन अब हालात ऐसे हैं कि चीन की कॉमर्शियल कैपिटल शंघाई, इंडस्ट्रियल सिटी चोंगचिंग और मैन्यूफैक्चरिंग हब झेजियांग में एसिम्टोमैटिक और हल्के-फुल्के लक्षणों वाले कोरोना पॉजिटिव मरीजों को भी काम पर आने का फरमान जारी किया गया है। चीन में पहले जरा-सा शक होने पर भी RT-PCR टेस्ट होता था, लेकिन उसके बाद नई कोविड पॉलिसी में RT-PCR टेस्ट ही नहीं हो रहा था।

इसका नतीजा अब सबके सामने हैं। एक जाने-माने एक्सपर्ट ने कहा है कि चीन की कम से कम 60 फीसदी आबादी यानी 80 करोड़ लोग अगले कुछ महीनों में इस वायरस से संक्रमित हो सकते हैं। एक अन्य एक्सपर्ट ने दावा किया कि इस महामारी से मरने वालों की संख्या 10 लाख तक का आंकड़ा छू सकती है।

अस्पतालों और मुर्दाघरों में लाशों का अंबार लगा हुआ है। एक वीडियो में कम से कम 100 लाशें दिख रही हैं। लेकिन, चीनी सरकार के आधिकारिक आंकड़ों के मुताबिक, पिछले 3 दिनों में कोविड से केवल 7 लोगों की मौत हुई, 2 की मौत सोमवार को और 5 की मौत मंगलवार को। चीन के सेंटर फॉर डिजीज कंट्रोल ऐंड प्रिवेंशन ने कहा है कि आने वाले दिनों में मौजूदा लहर और तेज होगी।

चीन के कुछ अस्पतालों में मरीजों की लाशें रखने की भी जगह नहीं है, और नए मरीज लगातार आ रहे हैं। ऐसे में कुछ अस्पतालों में लाशों के बीच मरीजों का इलाज हो रहा है। एक वीडियो में नजर आ रहा है कि अस्पताल के बेड पर मरीज हैं, और जमीन पर लाशें हैं। बीजिंग, शंघाई, तियेनजिन, क्वांगतुंग, वुहान, शिलिन के अस्पताल मरीजों से भरे हुए हैं और नए रोगियों के लिए कोई बेड ही नहीं है। दवाओं और डॉक्टरों की भी भारी कमी है। स्टेडियम और शॉपिंग मॉल को अब अस्थाई अस्पतालों में तब्दील किया जा रहा है। हल्के लक्षण वाले मरीजों को क्लीनिक से दवा देकर घर भेज दिया जा रहा है। क्लीनिक्स के बाहर लंबी-लंबी लाइनें लगी हैं।

महामारी की इतनी बड़ी लहर के बावजूद चीन की सरकार आंकड़ों को छिपा रही है। चीन कितना झूठ बताता है, कितना छुपाता है, इसका एक उदाहरण आपको देता हूं। दुनिया में इस वक्त कोरोना के करीब 2.43 करोड़ ऐक्टिव केस हैं। इनमें से अमेरिका में करीब 18 लाख, दक्षिण कोरिया और फ्रांस में करीब 11.5 लाख, जर्मनी में 5.5 लाख सक्रिय मामले हैं, लेकिन चीन में जहां अस्पताल मरीजों से भरे पड़े हैं, वहां की सरकार का दावा है कि उनके देश में कोरोना के सिर्फ 37 हजार मरीज हैं। जाहिर है कि चीन की सरकार आंकड़े छिपा रही है। हकीकत सोशल मीडिया के जरिए दुनिया के सामने आ रही है।

चीन ने यह तो माना कि कोरोना तेजी से फैला है, पर चीन की सरकार यह नहीं बताती कि कितने लोगों की कोरोना से मौत हो चुकी है। चीन की सरकार यह भी नहीं बता रही कि कितने लोग इस महामारी से संक्रमित हैं, किन इलाकों में खतरा ज्यादा है या यह कौन-सा वेरिएंट है? लेकिन अमेरिका के एक्सपर्ट्स का कहना है कि उनके पास इस बात की जानकारी है कि चीन में कोरोना तेजी से फैला है, और वायरस से बड़ी संख्या में लोगों की मौत हुई है। एक्सपर्ट्स ने यह भी कहा कि कोरोना अगर चीन में म्यूटेट होकर और ज्यादा घातक हो गया तो यह पूरी दुनिया के लिए खतरा बन सकता है।

The danger of Covid pandemic, due to recent outbreak in China, is lurking in India, but there is no cause for panic. All that is required is utmost precaution at every level. On Thursday, Union Health Minister Mansukh Mandaviya told Parliament that states have been asked to focus on ensuring effective awareness within the community, in view of upcoming festivals and New Year celebrations.

States have been asked to tell people to follow Covid-appropriate behaviour, which includes use of masks, hand hygiene, respiratory hygiene practices, and following physical distancing. The Minister said, India has been reporting 153 new cases on an average every day, as against 5.87 lakhs cases reported daily across the world. He however cautioned that the continuously evolving nature of Coronavirus poses threat to global health in a way that impacts virtually every country.

State governments have been advised to focus on heightened surveillance, and to undertake control and containment measures, if the number of cases rises, he said. The minister also said, states should ensure optimum coverage of Covid-19 vaccination doses among people. Two per cent random sampling of all international passengers arriving in India, has already begun at all international airports to minimise the risk of entry of any new Covid variant into the India, Mandaviya said.

Among the four BF.7 new variant cases found in India till now, two are in Gujarat and one in Odisha, and all the patients have recovered without undergoing hospitalisation. All schools, colleges and universities are being advised to follow Covid protocol. Any lapse can result in spread of the outbreak, experts say. As of now, India has only 3,408 active Covid-19 cases. The numbers may not be frightening, but the Centre has made it clear that the risk of pandemic rearing its head again has not ended.

The pandemic is spreading in China, US, Japan, France, Brazil, South Korea and Germany. There are 2.43 crore active Covid-19 cases at present across the world, out of which India accounts for only 3,408, but we must not remain complacent. The new BF.7 is a sub-variant of BF.5, but its transmission rate is faster and its incubation period is less. The new variant can spread twice or four times within hours. The worrying point is that this variant has already reached US, UK, Belgium, Germany, France and Denmark.

Let me say again, extra precaution is the need of the hour. In winter, most people in India suffer from cold, cough and fever, and since these are supposed to be initial symptoms of Covid, one must undergo RT-PCR testing immediately. Early detection of the virus can help in easy treatment. Former AIIMS director Randeep Guleria said, there is nothing to panic, but precaution is necessary, particularly among the elderly people. He said, India’s situation is vastly different from that of China, and it is better to remain ‘over-prepared’ rather than be ‘under-prepared’.

We should carefully listen to what the experts are saying. People in general have become callous towards Covid, most of the people have stopped wearing masks in public, social distancing has gone for a toss, and those catching cold, cough and fever are not getting Covid tests done. These mistakes can cost us dearly. Out of 3,408 active cases in India presently, 82 per cent cases are in Maharashtra, Karnataka and Kerala.

The question most people are asking is, why did the pandemic break all of a sudden in China killing thousands of people?

Experts cite two reasons: One, China followed ‘zero Covid’ policy. Anybody found infected was isolated. As a result, people could not develop herd immunity. Most of the population remained untouched from earlier Delta variant, but when the new variant surfaced, there was literally an explosion in the number of infections.

Two, China, in order to remain ahead of other nations, claimed that it has developed Sinovac vaccine. The government focused on administering only Sinovac vaccine to people in China. Use of vaccines developed by other countries was prohibited. The Chinese vaccine could not prove its efficacy when the outbreak began. One medical expert in Hong Kong said, “everybody knew that the Chinese vaccine was not effective. People in China had been surviving on limited immunity developed from Chinese vaccine only.”

When countries like US, UK, France, Germany, India, Australia and Canada were rocked by the second wave of pandemic, China, while deliberately underreporting its number of cases, claimed that its ‘zero Covid’ policy was a success. As a result, even asymptomatic and Covid positive people having light symptoms were ordered to report for work in the commercial capital of Shanghai, industrial city of Chongqing and the manufacturing hub of Zhejiang. Earlier, RT-PCR tests used to be carried after even a minor suspicion, but under the new policy, no RT-PCR tests were being done.

The results are there for all to see. One leading expert has said that at least 60 per cent of China’s population, that is, 80 crore people can be infected with the virus in the next few months. Another expert said, the number of deaths can touch a million.

Bodies are already piling up inside hospitals and mortuaries. In one video, at least 100 bodies were shown. But, official Chinese government data show only seven people died of Covid during the last three days: 2 on Monday and 5 on Tuesday. China’s Centre for Disease Control and Prevention has said that the present wave is going to pick up in the coming days.

With no place left in hospitals to treat patients or keep bodies, the number of new patients is constantly on the rise. In some hospitals, patients were shown on beds, with bodies lying on the floor inside wards. There are visuals of patients lying on the floor near bodies. Hospitals in Beijing, Shanghai, Tianjin, Guangdong, Wuhan, Shilin are full with no beds left for new patients. There is severe shortage of medicines and doctors. Stadiums and shopping malls are now being converted into temporary hospitals. People having light symptoms are being given medicines from clinics and asked to go home. There are long queues outside clinics.

Despite this big wave of pandemic, the Chinese government is underreporting facts. Let me cite one example. At present, there are 2.43 crore active Covid cases across the world. 18 lakh active cases are in the US, nearly 11.5 lakh cases are in South Korea and France, 5.5 lakh active cases in Germany, but in China, where hospitals are full of patients, the government claims there are only nearly 37,000 active cases. Clearly, the Chinese authorities are hiding facts. The truth that is spilling out to the world outside is through the social media.

While the Chinese government admits that there has been a serious outbreak, it is unwilling to disclose the exact number of deaths and the number of patients undergoing treatment. It is not even disclosing which areas in China have large number of active cases. But experts in the US say that there is credible information that the virus is spreading fast in China, there has been a large number of deaths, and the virus, after mutations, can pose a danger to the rest of the world.

चीन में कोविड-19 के एक नए वेरिएंट के बड़े पैमाने पर फैलने की खबरों के बीच केंद्र ने आज लोगों को तत्काल प्रभाव से भीड़भाड़ वाले इलाकों में मास्क पहनने की सलाह दी। केंद्र ने चीन से भारत आने वाले सभी हवाई यात्रियों की स्क्रीनिंग का भी आदेश दिया है।

केंद्रीय स्वास्थ्य मंत्री मनसुख मंडाविया ने बुधवार को एक उच्च स्तरीय समीक्षा बैठक में कोविड के संभावित संकट से निपटने की रणनीति तैयार की। मंडाविया ने बाद में ट्वीट किया: “COVID अभी खत्म नहीं हुआ है। मैंने सभी को अलर्ट रहने और निगरानी मजबूत करने का निर्देश दिया है। हम किसी भी हालात से निपटने के लिए तैयार हैं।”

नीति आयोग के सदस्य और कोविड-19 राष्ट्रीय कार्यबल के प्रमुख डॉ. वी. के. पॉल ने लोगों से कहा कि घबराएं नहीं क्योंकि पर्याप्त टेस्ट किए जा रहे हैं। उन्होंने लोगों को सलाह दी कि वे भीड़-भाड़ वाले इलाकों में मास्क पहनें, हैंड सैनिटाइजर का दोबारा इस्तेमाल शुरू करें और भीड़ से बचें।

हालांकि अंतरराष्ट्रीय हवाई यात्रा के लिए गाइडलाइंस में अभी तक कोई बदलाव नहीं हुआ है, कांग्रेस सांसद मनीष तिवारी ने आज मांग की कि केंद्र को चीन से सभी अंतरराष्ट्रीय उड़ानों को तुरंत बंद कर देना चाहिए।

केंद्रीय स्वास्थ्य सचिव राजेश भूषण ने मंगलवार की रात सभी राज्य सरकारों को एक सर्कुलर जारी कर किसी भी नए वेरिएंट की जांच के लिए पॉजिटिव कोविड मामलों की जीनोम सीक्वेंसिंग करने का निर्देश दिया। अपने पत्र में, उन्होंने लिखा, ”भारतीय SARS-CoV-2 जीनोमिक्स कंसोर्टियम (INSACOG) नेटवर्क के माध्यम से कोरोना के खतरनाक वैरिएंट को ट्रैक करने के लिए पॉजिटिव केसों के सैंपल्स की जीनोम सीक्वेंसिंग कराना जरूरी है।”

चीन, जापान, अमेरिका, दक्षिण कोरिया और ब्राजील में अचानक बढ़ते कोरोना के मामलों को देखते हुए स्वास्थ्य सचिव ने कहा, “इस तरह की कवायद (जीनोम सीक्वेंसिंग) देश में नए वेरिएंट का समय पर पता लगाने में सक्षम होगी और इसके लिए आवश्यक सार्वजनिक स्वास्थ्य उपाय करने की सुविधा प्रदान करेगी।”

केंद्र ने सभी राज्य सरकारों से कहा है कि कोविड के सभी पॉजिटिव मामलों के सैंपल हर रोज़ नामित INSACOG जीनोम सीक्वेंसिंग लैब को भेजे जाएं। सभी राज्यों और केंद्र शासित प्रदेशों में इस तरह के लैब नियुक्त किये गये है। केंद्रीय स्वास्थ्य सचिव ने कहा, भारत ने अबतक अपनी पांच स्तरीय रणनीति – टेस्टिंग, ट्रैकिंग, ट्रीटमेंट, वैक्सीन और कोविड की रोकथाम से जुड़े आचरण की मदद से कोविड-19 वायरस के प्रसार को रोकने में सफल रहा है। इस वक्त देश में हर सप्ताह कोरोना के करीब 1200 केस आ रहे हैं।

मंगलवार की रात अपने प्राइमटाइम शो ‘आज की बात’ में हमने चीन के अस्पतालों के कॉरिडोर, फ्यूनरल पार्लर और इलेक्ट्रिक शवदाह गृहों के बाहर पड़े सैकड़ों शवों के वीडियो दिखाए। हालांकि चीनी अधिकारी कोविड से संबंधित मौतों की संख्या को कम करके आंकने की कोशिश कर रहे हैं, लेकिन ये दृश्य उनके दावों को झुठलाते हैं। चीन के अस्पताल भरे हुए हैं और नए कोविड मरीजों के लिए बेड उपलब्ध नहीं है। हालात इतने खराब है कि कोरोना के मरीजों को हॉस्पिटल्स के बाहर गाड़ियों में ही सलाइन ड्रिप चढ़ाई जा रही है।

ऐसा लग रहा है कि चीन में महामारी नियंत्रण से बाहर हो गई है, राष्ट्रपति शी जिनपिंग की सरकार ने कहा है कि केवल सांस की बीमारी से होने वाली मौतों को ही कोविड संबंधित मौतों के रूप में गिना जाएगा। यह वाकई अजीब है। चीन “जीरो कोविड नीति” लागू करने वाला पहला देश था। चीन ने दावा किया कि उसने पहली कोविड वैक्सीन सिनोवैक बनाई है। उसने दावा किया कि उसने अपनी 90.2 फीसदी आबादी को इस वैक्सीन की डबल डोज दी है।

चीन ने दावा किया कि इस साल 21 नवंबर तक उसने 346 करोड़ 40 लाख 9,039 कोविड डोज दी। और फिर भी, यह इस नई लहर के प्रकोप को रोकने में विफल रहा। सूत्रों ने कहा, सिर्फ 17 दिसंबर को राजधानी बीजिंग में 2,700 मरीजों की मौत कोरोना से हुईं। बीजिंग में सभी विद्युत शवदाह गृह शवों के अंतिम संस्कार के लिए चौबीसों घंटे काम कर रहे हैं।

सबसे हैरानी की बात यह है कि हालात खराब होने के बावजूद चीनी अधिकारियों ने कोविड से संबंधित सभी प्रतिबंध हटा दिए हैं। सभी अंतरराष्ट्रीय उड़ानें सामान्य रूप से चल रही हैं। अस्पतालों में सांस के लिए हांफते मरीजों और कॉरिडोर में पड़े शवों के दृश्य वाकई चिंताजनक हैं। यह महामारी की एक ताजा सबसे घातक लहर की शुरुआत हो सकती है। WHO के अधिकारियों को वायरस के नए वेरिएंट के बारे में जानकारी नहीं है जो चीन में फैल रहा है। चीनी अधिकारी तथ्य और आंकड़े छिपा रहे हैं।

‘आज की बात’ शो में हमने चीन के ज़ुहाई शहर के एक हॉस्पिटल के कॉरिडोर में स्ट्रेचर पर पड़ी लाशें दिखाईं। अस्पताल की मोर्चरी में शव रखने के लिए जगह नहीं बची है। ये दृश्य घातक डेल्टा वेरिएंट की यादें ताजा करते हैं, जिसने पिछले साल भारत में लाखों लोगों की जान ली थी। डेल्टा या ओमिक्रॉन वेरिएंट की तुलना में नया वेरिएंट तेजी से फैल रहा है। कुछ ही घंटों में मरीजों की संख्या कई गुना बढ़ जाती है।

राजधानी बीजिंग के सबसे बड़े विद्युत शवदाह गृह बाबा-ओशान में कोविड से मरने वालों के परिजनों को टोकन दिया जा रहा है। श्मशान घाट के बाहर कोविड मरीजों के शव ले जाने वाली कारों और अन्य वाहनों की लंबी लाइनें लगी हैं। कुछ रिश्तेदारों ने कहा, शवों अंतिम संस्कार के लिए 20-20 दिन का इंतजार करना पड़ रहा है। चूंकि चीनी मीडिया सरकार द्वारा नियंत्रित है, इसलिए सही तस्वीर सामने आना मुश्किल है। ज्यादातर खबरें हॉन्ग कॉन्ग और ताइवान के अखबारों से आ रही हैं। टेस्टिंग सेंटर्स के बाहर टेस्ट कराने के लिए लंबी लाइनें लगी हैं।

अधिकांश मेडिकल स्टोर्स में कोविड के इलाज के लिए जरूरी दवाएं खत्म हो गई हैं। जहां पर दवाएं उपलब्ध है वहां लंबी लाइनें लगी हैं। हैरानी की बात ये है कि ऐसे हालात में भी सरकार ने कुछ शहरों में लॉकडाउन हटा लिया है। वुहान से पूरी दुनिया में कोरोना वायरस फैला वहां हालात अब भी खराब हैं लेकिन सरकार ने वुहान से लॉकडाउन हटा लिया है।

कोरोना की ताजा लहर सवाल उठाती है कि क्या चीनी कोविड वैक्सीन सिनोवैक प्रभावी है? चीनी अधिकारी बाहर के एक्सपर्ट्स को उचित मूल्यांकन करने की अनुमति नहीं देते हैं। ऐसा हो सकता है कि चीनी वैक्सीन असरदार साबित न हुआ हो। कुछ विशेषज्ञों ने दावा किया कि सिनोवैक वैक्सीन की तीन डोज भी ओमिक्रॉन वेरिएंट को फैलने से नहीं रोक सकीं। हालांकि चीन ने दावा किया है कि उसने कोरोना की नई नेज़ल वैक्सीन बनाई है जो कोरोनावैक से करीब 15 गुना ज्यादा असरदार है लेकिन ये दावा कितना सही है इसकी जांच होना बाकी है।

चीन पूरी दुनिया को सिर्फ दर्द बांट रहा है। इसने पहले कोरोना को लेकर झूठ बोला उसके बाद जब हालात खराब हुए तो कोरोना वायरस फैलने की बात मानी। पूरे चीन में लॉकडाउन लगा दिया। यह भी आरोप लगे कि चीनी अधिकारियों ने बाकी दुनिया से तथ्यों को छिपाने के लिए गुप्त रूप से शवों का निपटान किया। चीन से सिनोवैक के टीके लेने वाले देशों को ज्यादा दिक्कतों का सामना करना पड़ा। अभी तक चीन ने ना तो ये बताया कि उसने अपने कितने नागरिकों को वैक्सीन दी है। न ये बताया कि वैक्सीन कितनी प्रभावी है। चीन ने यूएन की टीम को भी चाइनीज वैक्सीन की टेस्टिंग का इजाजत नहीं दी।

इसके विपरीत, प्रधानमंत्री नरेंद्र मोदी ने कोविड महामारी से निपटने के लिए एक समन्वित रणनीति अपनाई इसलिए भारतीयों को घबराने की जरूरत नहीं है। यह अभी भी पता नहीं है कि कौनसा वेरिएंट चीन से भारत में प्रवेश कर सकता है। यही वजह है कि देशभर में जीनोम सीक्वेंसिंग की जा रही है।

ये बात पूरी दुनिया जान गई है कि चीन दुनिया को सिर्फ टेंशन दे सकता है, जबकि भारत के पास समाधान है। चीन केवल बाकी दुनिया को वायरस भेज सकता है, और भारत बाकी दुनिया को उस वायरस से निपटने के लिए वैक्सीन भेजता है। चीन सिर्फ बीमारी फैलाता है, इलाज सिर्फ भारत ही देता है।

Amid reports of mass outbreak of a new variant of Covid-19 in China, the Centre today advised people to wear masks in crowded areas with immediate effect. The Centre has also ordered screening of all air passengers coming to India from China.

At a high-level review meeting on Wednesday, Union Health Minister Mansukh Mandaviya chalked out a strategy to tackle the emerging crisis. Mandaviya later tweeted: “COVID is not over yet. I have directed all concerned to be alert and strengthen surveillance. We are prepared to manage any situation.”

Dr. V. K. Paul, member, NITI Aayog, and head of the national task force on Covid, asked people not to panic because adequate tests are being conducted. He advised people to wear masks in crowded areas, start reusing hand sanitizers and avoid crowds.

Though there is no change in guidelines for international air travel yet, Congress MP Manish Tewari today demanded that the Centre must immediately stop all international flights from China.

On Tuesday night, the Union Health Secretary Rajesh Bhushan in a circular to all state governments, directed them to conduct genome sequencing of positive Covid cases to check any new variant. In his letter, he wrote, it was essential to gear up the whole genome sequencing of positive case samples to track variants through Indian SARS COV-2 Genomics Consortium (INSACoG) network.”

Taking cognizance of a sudden spurt in the number of Covid cases in China, Japan, US, South Korea and Brazil, the health secretary said, “such an (genome sequencing) exercise will enable timely detection of newer variants, if any, circulating in India and will facilitate undertaking of requisite public health measures for the same.”

The Centre has asked all state governments to ensure that samples of all positive cases are sent on a daily basis to the designated INSACOG Genome Sequencing Laboratories, that are mapped to states and union territories. So far, the health secretary said, India with its focus on five-fold strategy ot test, track, treat, vaccination and adherence to Covid appropriate behaviour, has been able to restrict transmission of Covid-19 virus and is having around 1200 cases on a weekly basis.

In my primetime show ‘Aaj Ki Baat’ on Tuesday night, we showed videos of hundreds of bodies lying in hospital corridors and outside funeral parlours and electric crematoriums of China. Though Chinese authorities are trying to underplay the number of Covid-related deaths, the visuals belie their claims. Hospitals in China are full and have run out of beds for new Covid patients. The situation is so acute that patients are being given saline drip outside hospitals.

The pandemic in China appears to have gone out of control, with President Xi Jinping’s government saying that only deaths due to respiratory failure will be counted as Covid-related deaths. This is really strange. China was the first to implement “zero Covid policy”, it claimed to have manufactured the first Covid vaccine Sinovac. It claimed that it has given double doses of this vaccine to 90.2 per cent of its population.

As of November 21 this year, China claimed it administered 346 crore 40 lakhs 9,039 Covid doses. And yet, it failed to prevent the outbreak in its latest wave. Souces said, in capital Beijing alone, there were 2,700 Covid-related deaths on a single day (December 17). All electric crematoriums in Beijing are working round-the-clock to cope with the influx of bodies to be cremated.

The strangest part is that despite the outbreak, Chinese authorities have removed all Covid-related restrictions. All international flights are operating normally. The visuals of patients gasping for breath in hospitals and bodies lying in the corridor are really worrying. It could be the beginning of a fresh deadliest wave of the pandemic. WHO officials are not aware about the new variant of the virus that is sweeping China. Chinese authorities are hiding facts and figures.

In ‘Aaj Ki Baat’ show, we showed bodies lying on stretchers in the corridor of a hospital in Zhuhai city of China. There is no place left in hospital mortuary for keeping bodies. These visuals relive memories of the deadly Delta variant that swept India last year killing several lakhs of people. The new variant is spreading faster than the Delta or Omicron variants. The number of patients multiply within a few hours.

At the largest electric crematorium Babaoshan, in capital Beijing, tokens are being given to relatives of those who died of Covid. Outside the crematorium are long queues of cars and other vehicles carrying bodies of Covid victims. Some relatives said, the waiting time for cremating bodies has now stretched to 20 days. Since the Chinese media is controlled by the government, the true picture is difficult to come by. Most of the information are coming from newspapers in Hong Kong and Taiwan. Outside Covid testing centres, there are long queues of people waiting.

Most of the chemist shops have run out of medicines required for treatment of Covid. There are queues outside chemist shops. On the contrary, the government, after recent violent protests, has removed all Covid lockdown restrictions in Wuhan, from where the first Coronavirus originated.

The latest outbreak raises serious questions whether Sinovac, the Chinese Covid vaccine, is effective. Chinese authorities do not allow experts from outside to carry out proper assessment. It could be that the vaccine proved ineffective because the virus mutated into several variants. Some experts claimed that even three doses of Sinovac vaccine could not prevent the spread of Omicron variant. Though China has claimed to have developed a nasal vaccine that is 15 times more effective than Sinovac-Coronavac vaccine, it needs to be verified.

China is spreading pain for the rest of the world. It first lied when the first Coronavirus was spotted in its Wuhan lab. When the situation deteriorated, it admitted that the virus has spread. It imposed nationwide lockdown. There were also allegations that Chinese authorities secretly disposed of the bodies to hide facts from the rest of the world. Countries that took Sinovac vaccines from China faced more problems. The Chinese claim that its Sinovac vaccine was very much effective, now lies in tatters. It did not allow experts from outside to investigate the reasons behind the outbreak of the virus from Wuhan.

On the opposite side, Prime Minister Narendra Modi adopted a well-coordinated strategy to tackle Covid pandemic. There is no need for Indians to panic. It is still not known which variant may enter India from China. This is the reason why nationwide genome sequencing is being undertaken.

The world today realizes that China can only spread tension, but India has the solutions. China can only send virus to the rest of the world, and India can only send vaccines to tackle that virus to the rest of the world. China can spread diseases, India can provide the treatment.

बिहार की ज़हरीली शराब त्रासदी में मृतकों की संख्या मंगलवार को 75 तक पहुंच गई। रविवार और सोमवार को अवैध शराब जब्त करने के लिए पटना, दानापुर, सारण और मुजफ्फरपुर में ऑपरेशन क्लीन ड्राइव के तहत छापे मारे गये। पश्चिमी चंपारण की धानगर टोली में स्थानीय शराब माफिया के लिए काम करने वाली महिलाओं समेत कई लोगों ने आबकारी विभाग की टीम पर हमला कर दो लोगों को घायल कर दिया।

विशेष जांच दल ने सारण जिले के इसुआपुर से स्थानीय शराब कारोबारी अखिलेश राय उर्फ यादव को गिरफ्तार कर उसके बताये ठिकानों से 2.17 लाख रुपये कैश बरामद किया । अकेले सारण जिले से ही शराब कारोबार से जुड़े 28 से ज्यादा लोगों को गिरफ्तार किया गया है। ज़हरीली शराब पीने से 31 लोगों की आंखों की रोशनी चली गई है।

इंडिया टीवी पर सोमवार रात प्रसारित प्राइम टाइम शो ‘आज की बात’ में हमने दिखाया कि कैसे पुलिस ने देसी शराब की भट्टियों की तलाश के लिए ड्रोन कैमरों का इस्तेमाल किया। राजविंदर सिंह भट्टी ने बिहार पुलिस के पुलिस महानिदेशक का काम संभाल लिया है और वह शराब माफिया के खिलाफ जारी अभियान की निगरानी कर रहे हैं। पहली बार, पुलिस शराब की भट्टियों का पता लगाने के लिए गंगा नदी के बीच में बने टापुओं (दियारा) के जंगल इलाके में घुस गई। पुलिस मो नदी पार करने और शराब की भट्टियों तक पहुंचने के लिए नावों का इस्तेमाल किया। वैसे आम तौर पर यहां पुलिस दिन के समय भी जाने से डरती थी । पुलिस ने कई भट्टियों को नष्ट कर दिया, लेकिन शराब माफिया कारोबारी फरार होने में सफल रहे। क्यों? क्या किसी ने उन्हें पहले से जानकारी दी थी?

इंडिया टीवी के रिपोर्टर नीतीश चंद्र और पवन नारा पुलिस की छापेमारी टीमों के साथ नदी के बीचों बीच बने दियारा के जंगल वाले इलाके में गए। जितनी मात्रा में शराब जब्त की गई, वो इस सरकारी दावो को खारिज करने के लिये पर्याप्त है कि पिछले छह साल से राज्य में शराबबंदी कानून को सख्ती से लागू किया जा रहा था। विपक्षी नेता आरोप लगा रहे हैं कि पिछले एक सप्ताह के दौरान जहरीली शराब से 100 से ज्यादा लोगों की मौत हुई है, लेकिन सरकारी आंकड़ों की सुई 38 पर अटकी है।

बिहार पुलिस को पता था कि गंगा नदी के विशाल इलाके में बने टापुओं में अवैध शराब बन रही थी। ड्रोन कैमरों का उपयोग करते हुए, छापा मारने वाली टीम पटना और छपरा के बीच एक जगह कैचमेंट एरिया में कम से कम 3.5 किलोमीटर अंदर गई और जहरीली शराब बनाने के अड्डे का पता लगाया। तब वहां एक भी शराब तस्कर मौजूद नहीं था। अवैध शराब से भरे ड्रम और जार ही जब्त किए गए। पूरी छापेमारी की कार्रवाई की वीडियोग्राफी की गई। चूंकि 20 हजार लीटर अवैध जहरीली शराब जब्त की गई थी और इसे नावों से ले जाना मुश्किल था इसलिए बरामद की गई शराब को पुलिस ने नदी में बहा दिया । पुलिस ने खाली ड्रम और शराब बनाने के दूसरे साजोसामान में आग लगा दी।

पुलिस ने पटना के मनेर में भी रामपुर सोन नदी के टापू पर अवैध शराब के बड़े अड्डे को नष्ट किया। यहां हजारों लीटर जहरीली शराब ड्रम और पॉलिथीन की थैलियों में छिपाकर रखी गई थी, जबकि सैकड़ों लीटर शराब जमीन के अंदर छिपाई हुई थी। पुलिस मनेर में जहरीली शराब बनाने के धंधे में लिप्त 6 लोगों को ही गिरफ्तार कर सकी।

दानापुर के एक घनी आबादी वाले मोहल्ले में दीघा एम्स फ्लाईओवर के पास पुलिस ने जमीन के नीचे गढ्ढा खोदकर महुआ, जवा और गुड़ से भरा ड्रम, गैलन और पॉलीथीन बैग जब्त किया है। एक पुलिस अधिकारी ने बताया कि दो दिन पहले भी यहां इसी तरह की कार्रवाई की गई थी, उस वक्त सारा सामान जब्त हुआ था लेकिन सिर्फ 48 घंटे के भीतर जहरीली शराब बनाना फिर से शुरू कर दिया गया। मुजफ्फरपुर में पुलिस ने रामनगर चौक के पास से पिकअप वैन से 960 लीटर विदेशी शराब के 112 कार्टन जब्त किए।

नीतीश सरकार दावा कर सकती है कि इस तरह के छापे शराब माफिया को जड़ से खत्म करने की उनकी दृढ़ इच्छाशक्ति का सबूत हैं, लेकिन मुझे लगता है कि ये छापे सिर्फ दिखावा हैं।

इंडिया टीवी के रिपोर्टर नीतीश चंद्र सोमवार को दिन भर पुलिस की छापेमारी टीमों के साथ रहे और उन्होंने वीडियो भेजे, जिससे साफ पता चलता है कि उन इलाकों में शराब माफिया का पूरा राज था । पुलिसकर्मी भी वहां जाने से डरते थे। कुछ दिनों पहले गंगा नदी के दियारा पर रेत माफिया के दो गुटों के बीच फायरिंग हुई थी। पांच लोगों की मौत हो गई, लेकिन पुलिस नदी किनारे बेबस खड़ी देखती रही। हत्यारे बेखौफ होकर भाग निकले और काफी देर बाद पुलिस ने शवों को उठाने का साहस जुटाया।

यह पिछले 6 वर्षों से एक ओपन सीक्रेट है कि पुलिस ने जहां जहां सोमवार को छापे मारे थे, वहां अवैध शराब का कारोबार काफी समय से चल रहा था । शराब माफिया पिछले 6 वर्षों से खुले में सभी औजारों का उपयोग कर बेखौफ होकर भट्टियों में अवैध शराब बना रहा था । बिहार पुलिस के पास कार्रवाई के लिए ड्रोन, नाव और पर्याप्त स्टाफ था। शराबबंदी कानून हाल ही में नहीं बनाया गया था। ज़हरीली शराब से लोग पहली बार नहीं मर रहे थे। मुख्यमंत्री नीतीश कुमार ने शराब के कारोबार को जड़ से खत्म करने का संकल्प पहली बार नहीं लिया है। लेकिन जब एक साथ इतनी मौतें हो गई, नेशनल मीडिया ने पीड़ितों की लाशें दिखानी शुरू की, विपक्ष ने सरकार को घेरा और नीतीश कुमार के ‘सुशासन’ की छवि का पर्दाफाश हुआ तो पुलिस ने अपनी राइफलें, ड्रोन और नावें निकाल लीं व शराब की भट्टियों को नष्ट करने पहुंच गए।

अगर यही कार्रवाई पुलिस ने सालों पहले की होती तो आज सैकड़ों परिवार अपनों के लिए न रोते। इतनी सारी चिताएं न जलतीं। सैकड़ों बच्चे अनाथ न होते। बिहार के आबकारी मंत्री सुनील कुमार अपने दावे पर अभी भी कायम हैं कि ज़हरीली शराब से केवल 38 लोगों की मौत हुई है। मंत्री ने मीडिया पर “मामले को बढ़ा-चढ़ाकर पेश करने” का आरोप लगाया। उन्होंने बिहार की तुलना में दूसरे राज्यों में अवैध शराब से हुई मौतों के आंकड़े गिनाने शुरू कर दिये, लेकिन उनका अपना सहयोगी दल कांग्रेस उनके आंकड़े को सच मानने को तैयार नहीं है।

कांग्रेस नेता अजीत शर्मा ने कहा, अवैध शराब के सेवन से 100 से ज्यादा लोगों की मौत होने का अंदेशा है। राजद के विधायक केदारनाथ सिंह ने कहा कि मंत्री का दावा गलत है। उन्होंने कहा, अकेले छपरा में जहरीली शराब से अब तक 60 से ज्यादा लोगों की मौत हो चुकी है। विपक्ष ने मांग की है कि सरकार को नकली शराब से होने वाली मौतों के बारे में सही तथ्य और आंकड़े सामने लाने चाहिए। सरकार का समर्थन करने वाले भाकपा (माले) के विधायकों ने सोमवार को जहरीली शराब से हुई मौतों को लेकर विरोध प्रदर्शन किया।

मौतों को लेकर हो-हल्ला मचाने के बावजूद मुख्यमंत्री नीतीश कुमार लगातार यह कह रहे हैं कि जहरीली शराब से मौत कोई नई बात नहीं है। उन्होंने कहा, ऐसी मौतें हर जगह होती हैं और बिहार को बेवजह बदनाम किया जा रहा है। मुख्यमंत्री इसी बात पर अड़े हैं कि उनकी सरकार पीड़ितों के परिजनों को मुआवजा नहीं देगी। लेकिन अब जब मामला गंभीर हो गया है तो राजद, जेडीयू, कांग्रेस और वामपंथी विधायक भी मुआवजा देने की मांग कर रहे हैं।

बीजेपी नेता और केंद्रीय मंत्री गिरिराज सिंह ने कहा, नीतीश कुमार कमजोर तर्क दे रहे हैं और शराबबंदी के मुद्दे पर लोगों को गुमराह करने की कोशिश कर रहे हैं। उन्होंने मज़ाकिया लहज़े में कहा, “सरकार की नाक के नीचे जहरीली शराब बनाई और बेची जा रही है। यह उनकी सरकार की विफलताओं का जीता जागता सबूत है। थाना पुलिस सब बंद कर दें। जो अपराध करेगा, सो खुद जेल चला जाएगा।”

गिरिराज सिंह की बात सही है। नीतीश कुमार अपनी तथाकथित साफ-सुथरी छवि को बचाने के लिए गलत तर्क दे रहे हैं, झूठ बोल रहे हैं। अगर नीतीश कुमार कहते हैं, “जो पीएगा वो मरेगा” तो सवाल ये है कि जो पिलाएगा वो क्या वो मौज करेगा। जहरीली शराब पीने वालों की जान चली गई, उनके बच्चे अनाथ हो गए और उनकी पत्नियां विधवा हो गईं। वो तो सरकार की बेरुखी, लापरवाही, भ्रष्टाचार और माफिया के साथ मिलीभगत की सजा भुगत रही हैं। इन पीड़ितों को मुआवजा क्यों नहीं दिया जाना चाहिए? ये पीड़ित शराब नहीं पीते थे। उन्होंने कोई पाप नहीं किया है। 2016 में जब गोपालगंज में जहरीली शराब के सेवन से लोगों की मौत हुई थी, तब नीतीश कुमार की सरकार ने मृतकों के परिजनों को 4-4 लाख रुपये दिए थे। क्या गोपालगंज और छपरा के लोगों के लिए मुआवजे के नियम अलग हैं?

कड़वा सच यह है कि नीतीश कुमार अपनी सरकार की नाकामी छिपाने की जी तोड़ कोशिश कर रहे हैं। मरने वाले 75 लोगों की लिस्ट में उनके नाम और विवरण हैं लेकिन उनकी सरकार 38 मौतों के आंकड़े पर ही अटकी हुई है। परिजनों पर बिना पोस्टमार्टम कराए शवों का अंतिम संस्कार करने का दबाव बनाया जा रहा है। सरकार संवेदना जताने के बजाय मृतकों के परिजनों का मजाक बना रही है। सरकार को समर्थन देने वाली पार्टियों के विधायक भी चिंतित हैं, लेकिन नीतीश कुमार के चेहरे की मुस्कुराहट बरकरार है। त्रासदी के समय बिहार की जनता इस तरह की हंसी बर्दाश्त नहीं करेगी। लोग खुलकर सवाल कर रहे हैं कि क्या यही नीतीश कुमार का ‘सुशासन’ है?

As the death toll in Bihar hooch tragedy touched 75 on Tuesday, raids were conducted as part of Operation Clean Drive in Patna, Danapur, Saran and Muzaffarpur to seize illicit liquor on Sunday and Monday. In Dhangar Toli of West Champaran, several people, including women, working for local liquor mafia attacked an excise party injuring two persons.

The Special Investigation Team has arrested a local liquor trader Akhilesh Rai alias Yadav from Isuapur in Saran district, and seized Rs 2.17 lakh cash from his locations. More than 28 people connected with liquor trade have been arrested in Saran district alone. Thirty-one people have lost their eyesight after consuming illicit hooch.

In my primetime show ‘Aaj Ki Baat’ telecast on Monday night on India TV, we showed how police used drone cameras to search for illicit hooch hearths and zeroed in on those locations. Bihar Police has now got a new Director General of Police, Rajvinder Singh Bhatti, who is now overseeing the anti-liquor mafia drive. For the first time, police ventured into the forested area in riverine islands (Diyara) to locate and seize illicit liquor making dens. Boats were used by police to cross the river and enter the zone, where normally police fear to enter even during daytime. Police managed to seize and destroy several hooch making dens, but liquor mafia traders managed to escape. Why? Did somebody provide advance information to them?

India TV reporters Nitish Chandra and Pawan Nara went into the riverine forested area with police raiding teams. The amount of illicit liquor seized is enough to reject the state government’s claim that prohibition was enforced strictly during the last six years. While opposition leaders are alleging that more than 100 people have died of poisonous liquor during the last one week, the government is sticking to its official figure of 38 liquor-related deaths.

Bihar police knew that illicit hooch was being manufactured in the riverine forest islands across the vast swathe of river Ganga. Using drone cameras, the raiding team went at least 3.5 kilometre inside the catchment forest area, at a place between Patna and Chhapra, and unearthed hooch making dens. There was not a single bootlegger present. Only drums and jars filled with illicit hooch was seized. The entire raid was videographed. Since 20,000 litres of illicit hooch was seized, and it was difficult to carry by boats, the entire seized liquor was emptied into the river by police. The empty drums and liquor making paraphernalia was set on fire by police.

In Maner locality of Patna too, police destroyed illicit hooch making dens in the riverine island of Rampur Sone river. Thousands of litres of hooch was found hidden in drums and polythene bags, while hundreds of litres of liquor was hidden underground. Police could arrest only six persons engaged in hooch making in Maner.

In the densely populated locality of Danapur, near Digha AIIMS flyover, police seized a drum, gallon and polythene bag full of mahua, jawa and jaggery, dug inside the ground. A police official said, a similar raid had taken place two days ago, but within 48 hours, hooch making was resumed. In Muzaffarpur, police seized 112 cartons carrying 960 litres of Indian Made Foreign Liquor from a pickup ban near Ramnagar Chowk.
Nitish Kumar’s government may claim that such raids are proof of its strong will to root out liquor mafia, but I think, these raids are of a cosmetic nature.

India TV reporter Nitish Chandra was with police raiding teams throughout the day on Monday, and sent videos, which clearly indicate that there is complete rule of liquor mafia in those areas. Policemen feared to tread into their domain. One riverine forested island of river Ganga was witness to a firing between two groups of sand mafia a few days ago. Five people died, but police stood helpless on the riverbanks. The killers fled away with impunity, and only much later, did policemen gather the courage to pick up the bodies.

It has been an open secret for the last six years that the riverine islands, where raids were conducted on Monday, are home to a thriving illicit hooch trade. Illicit hooch was being made fearlessly, in hearths using all implements in the open, for the last six years by the local mafia. Bihar police had drones, boats and adequate staff to take action. The prohibition law was not made recently. People were dying of illicit hooch not for the first time.
Chief Minister Nitish Kumar has not vowed to root out liquor trade for the first time. It was only when people started dying in scores, and the national media showed the bodies of victims, the opposition raised a hue and cry, and the ‘su-shashan’(good governance) chimera of Nitish Kumar’s rule was exposed, that the police took out their rifles, drones and boats, and went to destroy the liquor making dens.

Had the state police taken action years ago, hundreds of families would not have wept for their loved ones. So many funeral pyres would not have burnt. Hundreds of children would not have been orphaned. The Prohibition Minister of Bihar, Sunil Kumar, stood by his claim that only 38 persons died after consuming poisonous hooch. The minister blamed the media for “blowing the matter out of proportion”. He started giving figures of more illicit hooch deaths in other states compared to Bihar. But, his own ally, Congress is not ready to accept his figure as gospel truth.

Congress leader Ajit Sharma said, more than 100 people may have died by consuming illicit liquor. Kedarnath Singh, an MLA belonging to another ally, RJD, said the minister’s claim was incorrect. He said, more than 60 people have died of spurious liquor in Chhapra alone. The Opposition has demanded that the government must come out with true facts and figures about spurious liquor deaths. CPI(ML) legislators, who support the government, staged a protest over hooch deaths on Monday.

Despite such hue and cry over deaths, Chief Minister Nitish Kumar continues to parrot the line that death due to illicit liquor is not new. He said, such deaths take place everywhere and Bihar was being defamed. The chief minister is adamant that his government will not pay compensation to the kin of victims. But now that the matter has become serious, even RJD, JD(U), Congress and Left MLAs are also demanding that compensation should be given.

BJP leader and Union Minister Giriraj Singh said, Nitish Kumar is giving weak arguments and is trying to mislead people on the issue of prohibition. “Illicit hooch is being made and sold under the very nose of government, and this is a clear proof of his government’s failure. Let him close down all police stations. Criminals will go to jails on their own”, he said in a mocking tone.

Giriraj Singh is right: Nitish Kumar is giving weak arguments, telling untruths to save his so-called clean image. If Nitish Kumar says, “jo piyega who marega” (those who drink, will die), then, its corollary is, “jo pilayega who mouj karega” (Those who make others drink will enjoy). Those who consumed poisonous liquor lost their lives, but their children have become orphans and their wives have become widows. They are the victims of the government’s callousness, negligence, corruption and open collusion with mafia. Why shouldn’t these victims be given compensation? These victims did not drink liquor. They have not committed any sin. In 2016, when people died after consuming illicit liquor in Gopalganj, Nitish Kumar’s government gave Rs 4 lakhs to each of the kin of those dead. Are compensation rules different for people of Gopalganj?

The bitter truth is: Nitish Kumar is desperately trying to hide his failure. The list of 75 people who died carries their names and details. But his government is stuck on the figure of 38 deaths. Pressure is being put on their kin to cremate the bodies without any post-mortem. The government is making a mockery of the kin of those dead, instead of showing sympathy. Even legislators who support the government are worried, but Nitish Kumar continues to move around with a smile. The people of Bihar will not tolerate such smiles at a time of tragedy. People are openly questioning whether this is Nitish Kumar’s ‘su—shashan’ (good governance)?

पाकिस्तान के विदेश मंत्री बिलावल भुट्टो ज़रदारी ने एक ऐसा बयान दिया है जिसकी पूरी दुनिया में आलोचना हो रही है। बिलावल भुट्टो द्वारा संयुक्त राष्ट्र में प्रधानमंत्री नरेंद्र मोदी के खिलाफ की गई टिप्पणी काफी असभ्य है। साथ ही ऐसा लगता है जैसे पाकिस्तान ने विदेश मंत्री एस. जयशंकर के बयान के आगे घुटने टेक दिए हों। जयशंकर ने अपने बयान में पाकिस्तान पर आतंकी ‘ओसामा बिन लादेन की मेजबानी’ का जिक्र किया था।

भारतीय विदेश मंत्रालय ने शुक्रवार को बिलावल भुट्टो की टिप्पणी को ‘पाकिस्तान के मानकों से भी असभ्य’ बताया और उन्हें 1971 में पाकिस्तानी सेना के हाथों बांग्लादेश में लाखों लोगों के नरसंहार के बारे में याद दिलाया।

बिलावल भुट्टो द्वारा मोदी को ‘गुजरात का कसाई’ बताने के खिलाफ बीजेपी कार्यकर्ताओं द्वारा जम्मू, मुंबई और अन्य शहरों में विरोध प्रदर्शन किया गया है। गुरुवार को संयुक्त राष्ट्र की ब्रीफिंग रूम में बिलावल भुट्टो ने कहा, ‘मैं जयशंकर को याद दिलाना चाहूंगा कि ओसामा बिन लादेन मर चुका है, जबकि ‘गुजरात का कसाई’ ज़िंदा है और वह भारत का प्रधानमंत्री है। प्रधानमंत्री बनने से पहले उसके अमेरिका आने पर पाबंदी लगी हुई थी। ये आरएसएस के प्रधानमंत्री और विदेश मंत्री हैं, जो हिटलर की नाज़ीवादी फ़ोर्स एसएस से प्रेरणा लेते हैं।

और बिलावल भुट्टो के इस बयान से ठीक पहले विदेश मंत्री एस. जयशंकर ने क्या कहा था? वे पाकिस्तान की विदेश राज्यमंत्री हिना रब्बानी खर के उस बयान का जवाब दे रहे थे जिसमें खर ने भारत को ‘आतंकवाद का सबसे बड़ा अपराधी’ बता दिया था।

जयशंकर ने हिना रब्बानी खर को पाकिस्तान का आतंकवादी इतिहास भी याद कराया। उन्होंने अमेरिका की पूर्व विदेश मंत्री हिलेरी क्लिंटन के उस बयान का ज़िक्र किया जो एक दशक पहले इस्मालाबाद की यात्रा के दौरान हिलेरी क्लिंटन ने हिना रब्बानी खर की मौजूदगी में दिया था। जयशंकर ने कहा-‘जहां तक मुझे याद है तो हिना रब्बानी खर के बगल में खड़े होकर हिलेरी क्लिंटन ने कहा था कि अगर आप सांप पालेंगे तो ये सोचकर नहीं बैठ सकते कि वो आपके पड़ोसियों को ही डसेंगे। देर सबेर वे सांप उन लोगों को भी डंस लेंगे जो उन्हें पालते हैं।

जयशंकर ने कहा, ‘दिक़्क़त ये है कि पाकिस्तान कभी भी अच्छी सलाह नहीं मानता…आप देख ही रहे हैं कि वहां क्या हो रहा है। आज पूरी दुनिया उन्हें आतंकवाद का अड्डा मानती है। इस क्षेत्र में और इसके बाहर तमाम गतिविधियों पर उनकी छाप नजर आती है।’

संयुक्त राष्ट्र सुरक्षा परिषद में कश्मीर का मुद्दा उठाने के लिए पाकिस्तान की आलोचना करते हुए जयशंकर ने कहा, ‘ जिस देश ने ओसामा बिन लादेन को सुरक्षित पनाहगाह दी और अपने पड़ोसी देश की संसद पर हमला किया, उसे संयुक्त राष्ट्र की शक्तिशाली संस्था में ‘उपदेश’ देने का कोई अधिकार नहीं है।’

बिलावल भुट्टो ने हमारे पीएम के खिलाफ तरह के शब्दों का इस्तेमाल किया है, उसकी उम्मीद दुनिया के किसी नेता से नहीं की जा सकती। बिलावल पाकिस्तान के विदेश मंत्री हैं। हालांकि, पाकिस्तान की जनता भी उनकी इस टिप्पणी को मूर्खतापूर्ण बता रही है। बिलावल शायद भूल गए हैं कि पाकिस्तान में सेना सरकार बनाती या बिगाड़ती है और सेना के समर्थन के कारण ही वह विदेश मंत्री बने हैं। वहीं नरेंद्र मोदी 135 करोड़ भारतीयों द्वारा आम चुनावों में एक बार नहीं, बल्कि दो बार प्रधानमंत्री चुने गए हैं। गुजरात के लोगों ने उन्हें तीन बार मुख्यमंत्री चुना और हाल के चुनावों में फिर से अपना भरोसा जताया।

मोदी भारत के सर्वाधिक पसंद किए जाने वाले राजनेता हैं। पाकिस्तान के विदेश मंत्री द्वारा अपने नेता के बारे में इस तरह की घटिया टिप्पणी भारत कभी बर्दाश्त नहीं करेगा। बिलावल भुट्टो को कोई नहीं जानता, अगर वे दिवंगत बेनजीर भुट्टो के बेटे और स्वर्गीय जुल्फिकार अली भुट्टो के नाती नहीं होते। मोदी एक गरीब परिवार से ताल्लुक रखते थे और उन्होंने जीवन में काफी मुश्किलों का सामना किया और लोगों का स्नेह पाने में सफल रहे।

पाकिस्तानी चैनल जियो न्यूज के रिपोर्टर को जयशंकर ने जो जवाब दिया उसे जरूर जानना चाहिए। रिपोर्टर ने जब एस. जयशंकर से पूछा कि भारत, पाकिस्तान और अफगानिस्तान कब तक आतंकवाद से लड़ेंगे, तो जयशंकर ने जवाब दिया: ‘ आप गलत मंत्री से यह सवाल कर रहे हैं। क्योंकि पाकिस्‍तान के मंत्री ही आपको बता सकते हैं कि पाकिस्‍तान कब तक आतंकवाद को बढ़ावा देना चाहता है। दुनिया मूर्ख नहीं है, दुनिया भूली नहीं है।

‘आज दुनिया उन देशों, संगठनों और लोगों की निंदा करती है जो आतंकवादी घटनाओं में संलिप्त हैं। चर्चा को किसी ओर दिशा में ले जाकर आप इसे छुपा नहीं सकते। अब आप किसी को भी और भ्रमित नहीं कर सकते। लोगों को अब समझ आ गया है। वे सच्चाई जानते हैं इसलिए, मेरी सलाह है कि कृपया अपनी हरकतों में सुधार करें और एक अच्छा पड़ोसी बनने की कोशिश करें। कृपया, बाकी दुनिया की तरह आर्थिक तरक्की, प्रगति और विकास में योगदान देने की कोशिश करें। मैं उम्मीद करता हूं कि आपके जरिए यह संदेश पहुंच जाएगा।’

जब जयशंकर ने पाकिस्तान को आईना दिखाते हुए हिना रब्बानी खर को पाकिस्तान का इतिहास याद दिलाया तो ये बात बिलावल को बहुत नागवार गुज़री। इसीलिए उन्होंने प्रधानमंत्री मोदी के बारे में घटिया बयान दिया। उन्होंने पीएम मोदी को ‘कसाई’ ‘हिटलर के एसएस’ जैसे शब्दों का इस्तेमाल किया। हालांकि पाकिस्तान में भी बिलावल के इस बयान की निंदा हुई। पाकिस्तान के कई लोगों ने कहा कि बिलावल विदेश मंत्री भले बन गए हैं लेकिन, उन्हें डिप्लोमेसी की तमीज़ नहीं है।

बिलावल भुट्टो की यह टिप्पणी ऐसे ऐतिहासिक दिन आई जब 1971 में इसी दिन भारत की सेना ने पाकिस्तान की सेना को घुटने टेकने पर मजबूर कर दिया था। पाकिस्तान के 91 हजार सैनिकों ने भारतीय सेना के सामने हथियार डाल दिए थे। भारत इस दिन को विजय दिवस के रूप में मनाता है।

बिलावल भुट्टो की इस टिप्पणी से बीजेपी कार्यकर्ता भड़क गए। बीजेपी के सांसद और युवा मोर्चा के अध्यक्ष तेजस्वी सूर्या की अगुवाई में बीजेपी कार्यकर्ताओं ने दिल्ली में पाकिस्तानी उच्चायोग के सामने जबरदस्त प्रदर्शन किया और जमकर नारेबाजी की। दिल्ली, जम्मू और मुंबई में प्रदर्शनकारियों ने बिलावल भुट्टो का पुतला फूंका। कांग्रेस ने भी बिलावल के बयान पर नाराजगी जाहिर की। कांग्रेस नेता प्रमोद तिवारी ने कहा कि देश की अंदरूनी राजनीति की बात अलग है लेकिन अगर कोई दूसरा देश हमारे प्रधानमंत्री के बारे में अपशब्द कहेगा तो उसके खिलाफ सारी पार्टियां एकजुट होकर जवाब देंगी। उन्होंने कहा, ‘बिलावल के दादा 1000 साल तक लड़ने की बात करते थे।’

अब मैं आपको बताता हूं कि बिलावल भुट्टो को मिर्ची क्यों लगी? एक तो हमारे विदेश मंत्री एस जयशंकर ने संयुक्त राष्ट्र में आतंकवाद के मुद्दे पर पूरी दुनिया के सामने पाकिस्तान को एक्सपोज कर दिया। मैं जयशंकर की तारीफ करूंगा कि उन्होंने पाकिस्तान को आईना दिखा दिया। पाकिस्तानी नेताओं को याद रखना चाहिए कि मोदी ने ही सबसे पहले लाहौर जाकर दोस्ती का हाथ बढ़ाया था लेकिन बदले में पाकिस्तान ने उरी और पुलवामा जैसे आतंकी घटनाओं को अंजाम दिया। जब पाकिस्तान नहीं माना तो मोदी ने इन हमलों का जवाब दिया। घर में घुसकर मारा, सर्जिकल स्ट्राइक की। मोदी ने पाकिस्तान को उसी की भाषा में जवाब दिया।

हर बार पाकिस्तान के हुक्मरान सारी दुनिया के सामने जाकर रोए पर उन्हें कहीं से समर्थन नहीं मिला। भारत ने लश्कर-ए-तैयबा के चीफ हाफिज सईद को आतंकवादी घोषित करवाया। चीन भी पाकिस्तान की मदद नहीं कर पाया। इसलिए पाकिस्तान को मिर्ची लगी। बिलावल भुट्टो सारी तमीज भूल गए। उन्होंने ऊल-जलूल बयान दिए। अब उनकी चारों तरफ से पिटाई हो रही है। होनी भी चाहिए क्योंकि उन्होंने काम ही ऐसा किया है।

The remarks made against Prime Minister Narendra Modi by Pakistan Foreign Minister Bilawal Bhutto at the United Nations are not only “uncivilized”, but appears to be a knee-jerk reaction to our External Affairs Minister S. Jaishankar’s remark about Pakistan “hosting Osama bin Laden”.

Indian External Affairs Ministry on Friday called out Bilawal Bhutto’s remarks as “uncivilized even by Pakistan’s standards” and reminded him about the 1971 genocide of millions of people in Bangladesh at the hands of the Pakistan Army.

There have been protests in Jammu, Mumbai and other cities by BJP workers against Bilawal Bhutto describing Modi as “butcher of Gujarat”. While speaking at the UN briefing room on Thursday, Bilawal Bhutto said: “I would like to remind Mr Jaishankar that Osama bin Laden is dead, but the butcher of Gujarat lives, and he is the prime minister (of India). He (Narendra Modi) was banned from entering this country (the United States). These are the prime minister and foreign minister of RSS, which draws inspiration from Hitler’s SS.”

And what did our External Affairs Minister S. Jaishankar say a few minutes earlier? He was responsing to Pakistan’s junior foreign minister Hina Rabbani Khar, who had described India as “the biggest perpetrator of terrorism”.

Jaishankar said, Hina Rabbani Khar’s remarks reminded him of former US Secretary of State Hillary Clinton, who, during her visit to Islamabad more than a decade ago, had reminded Pakistan, that “if you have snakes in your backyard, you cannot expect them to bite only your neighbours.”

Jaishankar said, Pakistan “is not great at listening to good advice.. and now look what’s happening there. Today, it is the epicentre of terrorism… and it has its fingerprints over a lot of activities in the region and beyond.”

While slamming Pakistan for raising Kashmir issue in the UN Security Council, Jaishankar said, ” a country that hosted Osama bin Laden and attacked its neighbouring country’s parliament does not have the credentials to sermonize in the UN Security Council.”

The epithets used against our PM by Bilawal Bhutto is not expected from any leader of the world. Bilawal is the Foreign Minister of Pakistan. The people of Pakistan is describing his remark as foolish. He has probably forgotten that the army makes or breaks a government in Pakistan, and it was because of the army’s support that he has become the Foreign Minister. And Narendra Modi has been elected prime minister not once, but twice, in general elections by 135 crore Indians. The people of Gujarat elected him chief minister thrice and again reposed their trust in the recent elections.

Modi is a statesman who is adored by most of the people in India. India will never tolerate such cheap remarks about its leader by the foreign minister of Pakistan. Nobody would have known Bilawal Bhutto, had he not been the son of Late Benazir Bhutto and the grandson of Late Zulfiqar Ali Bhutto. Modi hailed from a poor family, fought against all odds throughout his life and won the affection of the people.

One must go through the reply given by S. Jaishankar, when a Pakistani channel Geo News reporter asked him, for how long will India, Pakistan and Afghanistan fight terrorism.

Jaishankar replied: “I think you are putting this question before the wrong person. It is the minister from Pakistan who may be able to tell you till what time Pakistan will carry on with its policy of terrorism. You must understand that the people of the world are not fools. The world’s memory is not weak.”

“The world today is putting such individuals, organizations and countries in the dock, who promote terrorism. You cannot hide the reality by diverting the debate. You cannot mislead people. The people know the truth. My advice is, please put your house in order, become a good neighbour…You also do the same thing which the rest of the world is trying to do, that is, economic growth, progress and development. I hope my words will reach you government through your channel.”

No wonder, Jaishankar had pointed his finger which hurt the Pakistani foreign minister. He reminded Hina Rabbani Khar about Pakistan’s role in terrorism, and showed the mirror to Pakistan. In desperation, Bilawal Bhutto used words like “butcher”, “Hitler’s SS” against our Prime minister. Several Pakistani foreign policy experts said, Bilawal Bhutto may have become the foreign minister, but he has no knowledge about niceties in diplomacy.

Bilawal Bhutto’s harsh remarks came on a historic day, when Pakistan was dismembered by India in the 1971 war, that led to the creation of Pakistan. More than 91,000 Pakistani soldiers had to surrender before the Indian army. India celebrates this day as ‘Vijay Diwas’ (Victory Day) every year.

Bilawal Bhutto’s remarks evoked protests by BJP workers, led by its youth wing chief Tejaswi Surya, outside the Pakistani High Commission in Delhi. The protesters burnt Bilawal Bhutto’s effigies in Delhi, Jammu and Mumbai. Congress leader Pramod Tiwari said, all the parties are united in condemning such abusive remarks by our Prime Minister by any foreign country. Tiwari said, “Bilawal’s grandfather was threatening to launch a thousand year war against India”.

Bilawal Bhutto’s anger is understandable. The Indian External Affairs Minister exposed Pakistan’s duplicity on the issue of terrorism at the United Nations. S. Pakistani leaders must remember that it was Modi who first extended the hand of friendship by visited Lahore, but Pakistan responded by carrying out terror attacks in Uri and Pulwama. Modi replied to these attacks by ordering surgical strikes deep inside Pakistan. Modi tried to teach Pakistan in its own language.

After every surgical strike, the Pakistani establishment sought support from world leaders, but was cold shouldered. Lashkar-e-Taiba chief Hafiz Saeed was declared a terrorist. बिहार में ज़हरीली शराब से मरने वालों की संख्या शुक्रवार को 60 तक पहुंच गई, जिसके बाद विधानसभा के अंदर फिर से हंगामा शुरू हो गया। सदन में दोनों पक्षों के सदस्यों ने एक-दूसरे पर आरोपों-प्रत्यारोपों की झड़ी लगा दी। मुख्यमंत्री नीतीश कुमार ने कहा, “दारू पीकर कोई मर जाए तो क्या हम उसे कम्पन्सेशन देंगे? बिल्कुल नहीं देंगे। सवाल ही नहीं उठता।“

नीतीश कुमार ने अपने बयान ‘पियोगे, तो मारोगे’ को दोहराया और कहा, “इसका तो हम और ज्यादा प्रचार करेंगे। कहेंगे कि देखो, शराब पीया तो मरा।“

नीतीश कुमार ने शुक्रवार को गुजरात के मोरबी में पुल ढहने की घटना का जिक्र करते हुए बीजेपी पर तंज कसा । उन्होंने कहा, “गुजरात में कुछ दिन पहले पुल गिरा। कितने लोग मरे, लेकिन खबरों में कितने आया। बस एक दिन आया। इसके बाद बंगाल में जो हुआ वो भी कहीं नहीं छपा, लेकिन बिहार में जो हुआ वो खूब चर्चा है।“ उन्होंने दावा किया कि मध्य प्रदेश और उत्तर प्रदेश की तुलना में बिहार में जहरीली शराब के सेवन से कम मौतें होती हैं।

मुख्य विपक्षी दल बीजेपी ने कहा, ‘नीतीश कुमार के हाथ सीधे खून से सने हैं।’ विपक्षी नेताओं ने आरोप लगाया कि स्प्रिट के रूप में जब्त की गई और थाने में पड़ी जहरीली शराब लोगों को पीने के लिए बेची गई। बीजेपी के सांसद सुशील कुमार सिंह ने बिहार में जहरीली शराब से होने वाली मौतों को ‘नरसंहार’ बताया और इसके लिए राज्य सरकार को जिम्मेदार ठहराया।

बिहार में जहरीली शराब के सेवन से 60 लोगों की मौत एक दर्दनाक हादसा है। मरने वाले गरीब थे, नासमझ थे। उनके पीछे छूट गए परिवार बेबस और बेसहारा हैं। मैं मान लेता हूं कि जिन्होंने जहरीली शराब पी, उन्होंने गलत किया। शराब पीने की वजह से उनकी जान चली गई, लेकिन राज्य सरकार इन गरीब परिवारों को मझधार में छोड़कर अपना पल्ला नहीं झाड़ सकती। सिर्फ इतना ही नहीं, मुआवजे की मांग को ठुकराते हुए मुख्यमंत्री यह कहकर उनके जख्मों पर नमक छिड़कते हैं कि ‘जो शराब पीएगा, वह मरेगा ही।’ यह एक असंवेदनशील बयान है। सरकार का काम सिर्फ शराबबंदी का कानून बनाकर ही खत्म नहीं हो जाता।

नीतीश कुमार दावा कर रहे हैं कि शराबबंदी कानून सख्ती से लागू हो रहा है, लेकिन आंकड़े कुछ और कहानी कहते हैं। आधिकारिक आंकड़े देखकर लगता है कि जैसे बिहार में शराब की नदियां बह रही हों। आपको जानकर हैरानी होगी कि पिछले 6 साल में शराबबंदी के बाद बिहार में 2 करोड़ 9 लाख 79 हजार लीटर शराब जब्त की गई है। सोचिए शराब की सप्लाई किस स्तर पर हो रही होगी। हर रोज औसतन 10 हजार लीटर शराब जब्त हो रही है। शराब पीने या एक-आध बोतल शराब रखने के चक्कर में 6 लाख लोगों को जेल भेजा चुका है। जहरीली शराब के सेवन से एक हजार से ज्यादा लोगों की मौत हो चुकी है।

अब तक 4 लाख मामले दर्ज हो चुके हैं और निपटारा सिर्फ 4 हजार मामलों का हुआ है। सुप्रीम कोर्ट तक यह टिप्पणी कर चुका है कि अदालतों का पूरा वक्त सिर्फ शराबबंदी से जुड़े केस में जमानत की सुनवाई में जा रहा है। सोचिए सिस्टम पर कितना प्रेशर है, कितना बोझ बढ़ गया है, और नतीजा कुछ नहीं निकल रहा है। लोग अब भी जहरीली शराब पी रहे हैं, और मर रहे हैं। बस इतना फर्क आया है कि पहले सरकारी दुकान से सस्ती शराब 20 रुपये में मिलती थी, अब अवैध रूप से जहरीली शराब 100 रुपये में मिल रही है।

कोई यह नहीं कहता कि शराब सेहत के लिए एक अच्छी चीज है। कोई नहीं कहता कि शराब पर पाबंदी लगाना गलत बात है। लेकिन कोई भी कानून लागू करने से पहले यह सोचा जाना चाहिए कि सरकार में इसे लागू करने की क्षमता है या नहीं, सिस्टम है या नहीं। इस बात पर विचार होना चाहिए था कि अगर इन परिस्थतियों में यह कानून लागू किया गया तो इसके क्या परिणाम हो सकते हैं।

बिहार में चल रही जुबानी जंग के बीच लोगों को केंद्रीय मंत्री कौशल किशोर से सीखना चाहिए। कौशल किशोर आवासन और शहरी कार्यों के राज्य मंत्री हैं और यूपी के मोहनलालगंज से बीजेपी के सांसद हैं। करीब 2 साल पहले, 19 अक्टूबर 2020 को शराब के ज्यादा सेवन की वजह से लीवर फेल होने के कारण उनके 28 साल के बेटे आकाश किशोर की मौत हो गई। कौशल और उनकी विधायक पत्नी जया देवी ने अपने बेटे की जिंदगी बचाने की पूरी कोशिश की, लेकिन नाकाम रहे। दोनों ने अब शराब और ड्रग्स के खिलाफ एक राष्ट्रव्यापी अभियान शुरू किया है।

कौशल किशोर कहते हैं, ‘मैंने 2 साल पहले अपने बेटे को शराब के कारण खो दिया। उसके बाद मैंने भारत को नशा मुक्त बनाने का संकल्प लिया है। अब तक 18 लाख लोगों ने शराब या नशीले पदार्थों का सेवन न करने का संकल्प लिया है और लगभग 10,000 लोग शराब का सेवन बंद कर चुके हैं। जहर तुरंत मार देता है, लेकिन शराब या नशीली दवाएं धीमे जहर की तरह काम करती हैं और लोग तिल-तिल कर मरते हैं। हमें युवा पीढ़ी को शराब या नशे की लत से बचाना है। हमने आजादी के अमृत महोत्सव के दौरान अपना अभियान ‘हिंदुस्तानियों, नशा छोड़ो’ शुरू किया है।’

कौशल किशोर लोगों को अपनी कहानी सुनाते हैं कि जब गलत लोगों की संगत में पड़कर बेटे को शराब की लत लगी तो उन पर और उनकी पत्नी पर क्या गुजरी। अब उनके घर में उनकी बहू और 4 साल का एक पोता है। कौशल किशोर लोगों से कहते हैं कि बच्चों पर ध्यान दीजिए और उनके दोस्तों पर नजर रखिए। वह कहते हैं कि लोगों को अपने बच्चों को जरूर बताना चाहिए कि कोई भी नशा कितना खतरनाक हो सकता है।

कौशल किशोर अपने अनुभव से एक और जरूरी सलाह सभी मां-बाप को देना चाहते हैं। उनका कहना है कि उन्होंने यह जानते हुए भी कि उनका बेटा शराब का आदी है, उसकी शादी करके गलती कर दी। उन्होंने कहा, ‘कोई अपने बेटे की शादी तब तक न करे जब तक कि वह नशे को पूरी तरह नहीं छोड़ देता। और कोई लड़का कितना भी रईस हो, अगर वह नशा करता है तो किसी लड़की के पिता को अपनी बेटी की शादी उससे नहीं करनी चाहिए।’

मैं कौशल किशोर और जया देवी की प्रशंसा करूंगा कि उन्होंने लोगों को शराब के खतरे के प्रति आगाह करने का अभियान शुरू किया। उन्होंने अपने बेटे की मौत से जो सीखा, उसे समाज के साथ शेयर किया। यह आसान काम नहीं है। दिल पर पत्थर रखकर लोगों को बताना कि शराब की लत कितनी खतरनाक होती है, अपने बेटे की मौत का उदाहरण देकर समझाना बहुत हिम्मत का काम है। कौशल किशोर अब लोगों से कह रहे हैं कि उन्हें यह समझने में देर हो गई कि बेटा बुरी संगत में है, यह गलती कोई और न करे।

As the death toll in Bihar hooch tragedy reached 60 on Friday, there was pandemonium again inside the Assembly, with members from both sides trading charges and counter charges. Chief Minister Nitish Kumar said, “no mercy will be shown to people who consume liquor. We must ask people not to drink alcohol.”

On Friday, Nitish Kumar repeated his remark “Piyoge, toh maroge”(you will die if you drink liquor) and took a jibe at BJP over the Morbi bridge collapse incident in Gujarat. He said, “even though so many people died in Morbi, that news made it to the newspapers just for a day”. He claimed that the number of deaths due to spurious liquor in Bihar is on the lower side compared to Madhya Pradesh and Uttar Pradesh.

The main opposition BJP said, “blood is already on the hands of Nitish Kumar directly”. The opposition leaders alleged that spurious liquor in the form of spirit that was seized and lying in a police station was sold to people to consume. BJP MP Sushil Kumar Singh described spurious liquor deaths in Bihar as “mass murder” and held the state government responsible.

The death of 59 people in Bihar due to spurious liquor is a serious tragedy. The victims were poor, uneducated, and their families are now rudderless. I agree, the victims made a mistake by drinking poisonous liquor. They lost their lives because of this, but the state government cannot wash off its hands by leaving these poor families in the lurch. On top of it, the chief minister, while rejecting demands to pay ex-gratia, rubs salt into the wounds by saying “piyoge toh maroge”. This is an insensitive remark. The state government’s responsibility does not end with enacting prohibition law.

Nitish Kumar’s claim that prohibition is being enforced strictly flies in the face of statistics. Official figures show that liquor is flowing like river in Bihar. In the last six years of prohibition, two crore nine lakh 79 thousand litres of liquor was seized. Think about the magnitude of supply sources. On an average, nearly 10,000 litres of alcohol was seized daily. Nearly six lakh people were sent to jail either for consuming alcohol or for keeping a bottle or a half of alcohol. More than 1,000 people have died of spurious liquor.

Till now, four lakh cases have been filed, but only about 4,000 cases have been disposed of. Even the Supreme Court has commented that most of the time of lower courts in Bihar is spent in hearing bail petitions in prohibition cases. Think about the huge pressure that has been created, both on the executive and the judiciary, but no fruitful results have come out till now. Consumption of alcohol is on the rise, and people are dying of spurious liquor. The only difference is that, earlier cheap country liquor was being sold from government shops at Rs 20 a pouch, and now people are paying Rs 100 for a pouch of spurious liquor.

It is nobody’s case that consumption of alcohol is good for health. Nobody is arguing that prohibition is wrong. But while enforcing a law, the state government should have checked whether it has a system in place to enforce that law. The consequences of enforcing such a law should have been assessed.

In the vocal slugfest that is going on in Bihar, I would advise people to take a cue from Kaushal Kishore, Union Minister of State for Housing and Urban Affairs. Kaushal Kishore is the BJP MP from Mohanlalganj, UP. Two years ago, he lost his 28-year-old son Akash on October 19, 2020 when his liver stopped functioning due to excessive alcohol consumption. Kaushal and his MLA wife Jaya Devi tried their best to save their son’s life, but failed. Both the parents have now launched a nationwide campaign against alcohol and drugs.

Says Kaushal Kishore, “I lost my son to alcohol two years ago. After that I pledged to make India drugs free. So far, 18 lakh people have pledged not to consume alcohol or drugs and nearly 10,000 people have already stopped consuming alcohol. Poison kills instantly, but excessive consumption of alcohol or drugs becomes a slow poison that ultimately kills. We have to protect the young generation from being addicted to liquor or drugs. We have launched our campaign ‘Hindustaniyon, Nasha Chhodo” during the Azadi Ka Armit Mahotsav”.

Kaushal Kishore addresses people and recalls the trauma that he and his wife went through when they found that their son was addicted to alcohol. They have a daughter-in-law and a four-year-old grandson to look after. They tell people to keep close watch on the activities of their children and their friends. They must tell their children about the harm caused by alcohol addiction.

Kaushal Kishore also tells parents about another mistake that he committed. He says, he made a mistake by marrying off his son even when he knew he was addicted to alcohol. “Do not marry off your sons until and unless they leave alcohol or drugs. It does not matter even if the family is rich. If he is addicted, parents of girls must avoid marrying off their daughters to such youths.”

I would like to praise Kaushal Kishore and his wife Jaya Devi for launching this anti-addiction campaign. It is not easy for a couple to share details about their personal life to people while trying to create social awareness. To narrate the follies of their son in the presence of people needs courage. Kaushal Kishore now tells people not to waste time if they find that their son is addicted.

बिहार के सारण जिले के छपरा में ज़हरीली शराब पाकर मरने वालों की संख्या गुरुवार को बढ़कर 39 हो गई। अधिकारियों ने कहा कि कई परिवार सख्त शराबबंदी कानून लागू होने के कारण अपने यहां हुई मौतों के बारे में सूचना देने से कतरा रहे हैं। ज्यादातर पीड़ित मशरक और इसुआपुर इलाकों से हैं।

बुधवार को बिहार विधानसभा के अंदर बिहार के मुख्यमंत्री नीतीश कुमार का एक ऐसा रूप दिखा, जो पहले कभी नहीं देखा गया था। गुस्से में चिल्लाते हुए नीतीश ने विपक्षी बीजेपी के नेताओं से कहा, ‘तुम सभी को क्या हो गया है? तुम सब झूठ बोल रहे हो। तुम जो मांग कर रहे हो और कर रहे हो, वह गंदी राजनीति है। याद रखो कि तुम (शराबबंदी के समर्थन में) पहले क्या कहते थे।’

आम तौर पर शांत रहने वाले नीतीश कुमार गुस्से से कांप रहे थे और विपक्ष में बैठे बीजेपी नेताओं पर चिल्ला रहे थे। उन्होंने कहा: ‘तुम सब शराबी हो गए हो…तुम्हीं सब बिहार में गड़बड़ी कर रहे हो….तुम सब बरबाद हो जाओगे।’

बिहार के लोगों ने नीतीश कुमार को पहली बार इतनी कठोर भाषा का इस्तेमाल करते हुए देखा। विपक्ष ने जहरीली शराब से हुई मौतों पर चर्चा के लिए सदन में नोटिस दिया था, जिसे नामंजूर कर दिया गया। जैसे ही विपक्षी सदस्यों ने अपनी मांग को लेकर हंगामा शुरू किया, नीतीश कुमार अपना आपा खो बैठे और विपक्षी सदस्यों का खुलकर अपमान किया।

नीतीश कुमार अपनी शालीनता के लिए जाने जाते हैं, अनुभवी नेता हैं। वह जानते हैं कि सदन में आमतौर पर ऐसी भाषा का प्रयोग नहीं किया जाता। उकसावे की शुरुआत तब हुई, जब कुढ़नी से विधानसभा उपचुनाव में जीते बीजेपी नेता केदार गुप्ता के शपथ लेते समय बीजेपी के सदस्य ‘कुढ़नी तो झांकी है, पूरा बिहार बाकी है’ का नारा लगाने लगे।’

नीतीश कुमार पहले तो शांत रहे, लेकिन जब बीजेपी के नेताओं ने क्वेश्चन आवर में छपरा में जहरीली शराब से मौतों के मुद्दे पर चर्चा की मांग खारिज होने पर वेल में आकर नारेबाजी शुरू की, तो उन्होंने आपा खो दिया। बीजेपी के नेता शराबबंदी के फेल होने, और माफिया को संरक्षण देकर शराब की कालाबाजारी को बढ़ावा देने का इल्जाम लगा रहे थे।

जब स्पीकर बीजेपी के विधायकों से शांत होने की अपील कर रहे थे, अपनी सीट पर वापस जाने को कह रहे थे, उसी वक्त नीतीश कुमार अचानक उठे और चिल्लाने लगे। नीतीश ने कहा कि जब बिहार में शराबबंदी का फैसला हुआ, तब बीजेपी के नेता साथ में थे, लेकिन ‘अब तुम सब शराब पीने लगे हो, शराबी हो गए हो, बहुत गंदा काम कर रहे हो, इसे बर्दाश्त नहीं किया जाएगा।’ उन्होंने स्पीकर से विपक्ष के सभी नेताओं को सदन से निकालने की मांग की। आमतौर पर शांत रहने वाले नीतीश गुस्से में कांप रहे थे, और उनका यह रुख देखकर पूरा सदन हैरान रह गया था।

नेता प्रतिपक्ष विजय सिन्हा ने कहा कि विपक्ष के सदस्यों का अपमान करने के लिए मुख्यमंत्री को माफी मांगनी चाहिए। विजय सिन्हा ने आरोप लगाया कि बिहार में अपराधी, गैंगस्टर और माफिया ‘जंगल राज’ को बढ़ावा मिल रहा है।

इसके बाद नीतीश कुमार फिर से भड़क गए और विजय सिन्हा से कहा, ‘तुम पूरी तरह बर्बाद हो जाओगे। सबको पता है कि तुम कैसे जीते हो, और कौन गया था तब तुम्हारी जीत हुई थी।’ नीतीश कुमार दरअसल यह कहना चाहते थे कि विजय सिन्हा के क्षेत्र में वह प्रचार करने गए थे, इसीलिए चुनावों में उनकी जीत हुई थी।

बीजेपी के नेताओं ने बाद में सदन के बाहर धरना दिया और आरोप लगाया कि बिहार में शराब माफिया कुछ ताकतवर लोगों के संरक्षण में काम कर रहा है। बीजेपी के वरिष्ठ नेता सुशील मोदी, जिन्होंने नीतीश के साथ 15 साल तक बतौर उपमुख्यमंत्री काम किया, ने कहा, ‘नीतीश कुमार पहले तो ऐसे नहीं थे। पता नहीं उनको क्या हो गया है। उम्र का असर है या हालात का, कह नहीं सकते। लेकिन नीतीश का यह रूप देखकर हैरानी होती है।’

नीतीश कुमार ने पिछले कुछ महीनों में कई बार संयम खोया है। वहीं, लालू प्रसाद यादव के बेटे तेजस्वी यादव विधानसभा में खामोश रहे। उन्होंने बाद में बेहद सधे हुए अंदाज में नीतीश कुमार का बचाव किया। उन्होंने कहा, ‘शराबबंदी की शपथ तो बीजेपी के नेताओं ने भी ली थी। शराबबंदी के फैसले के वक्त बीजेपी भी सरकार में शामिल थी। उनके वक्त भी जहरीली शराब से मरने की घटनाएं होतीं थीं, लेकिन तब बीजेपी ने ऐसा हंगामा क्यों नहीं किया। बीजेपी के मंत्री के घर से भी शराब बरामद हुई थी।’

तेजस्वी यादव को बीजेपी पर इल्जाम लगाने का पूरा हक है। उनकी यह बात सही है कि जिस वक्त बिहार में शराबबंदी का फैसला हुआ था, उस वक्त बीजेपी नीतीश कुमार के साथ सरकार में शामिल थी। लेकिन यह भी सही है कि जब पहले बिहार में जहरीली शराब पीकर लोगों की जान गई थी, उस वक्त तेजस्वी यादव और उनकी पार्टी के नेताओं ने भी नीतीश कुमार की सरकार पर सवाल उठाए थे। 2 साल पहले, नंबवर 2020 की बात है। उस वक्त तेजस्वी यादव विपक्ष के नेता थे, और बीजेपी सरकार में थी। उस वक्त नीतीश कुमार ने तेजस्वी को इसी तरह डांटा था। उन्होंने कहा था, ‘दोस्त का लड़का है इसलिए सुनता रहता हूं, लेकिन अब बहुत हो गया।’

जहरीली शराब से बड़ी संख्या में लोगों की मौत निश्चित रूप से चिंता की बात है। ये सरकार और प्रशासन की नाकामी है। पिछले एक साल में बिहार में करीब 100 लोगों की मौत जहरीली शराब पीने से हुई है। पिछले साल अगस्त में सारण जिले में जहरीली शराब से 9 लोगों की मौत हुई थी और 17 लोगों की आंखों की रोशनी चली गई थी। इसी साल 21 मार्च को भागलपुर, बांका और मधेपुरा में नकली शराब पीने से 37 लोगों की जान चली गई थी। पिछले साल 5 नंबवर को मुजफ्फरपुर और गोपालगंज में 24 लोगों की मौत जहरीली शराब पीने की वजह से हुई थी। ये तो वे मामले हैं जिनकी रिपोर्ट हुई, जो चर्चा में आ गए। ऐसे न जाने कितने मामले होंगे जिनके बारे में पीड़ित परिवार शराबबंदी कानून के तहत कार्रवाई के डर से अपनों की मौत की सूचना भी नहीं देते।

चूंकि इस तरह की घटनाएं लगातार हो रही हैं, इसलिए नीतीश कुमार के फैसले पर सवाल उठाना कोई गलत बात नहीं है। जब नीतीश ने शराबबंदी का फैसला किया था, उस वक्त RJD ने इसका विरोध किया था। तेजस्वी यादव शराबबंदी का विरोध करते हुए कहते थे, ‘बिहार में शराबबंदी है, लेकिन शराब की होम डिलीवरी हो रही है। घर-घर शऱाब मिल रही है। शराबबंदी कानून भ्रष्ट पुलिसवालों के लिए वसूली का जरिया बन गया है।’

हालांकि नीतीश कुमार शराबबंदी के मुद्दे पर अडिग हैं। उन्होंने गुरुवार को कहा, शराबबंदी मेरी व्यक्तिगत इच्छा से लागू नहीं की गई, बल्कि राज्य की महिलाओं के अनुरोध पर इसे लागू किया गया। पिछली बार जब जहरीली शराब पीने से लोगों की मौत हुई थी, तो कुछ लोगों ने कहा था कि पीड़ितों को मुआवजा दिया जाना चाहिए। अगर कोई जहरीली शराब पीएगा तो वह मरेगा ही। इसकी मिसाल हम सबके सामने है। ऐसी मौतों पर शोक व्यक्त किया जाना चाहिए और नकली शराब के बारे में जागरूकता फैलाई जानी चाहिए। लोगों को इसके बारे में समझाना होगा।’

नीतीश कुमार ने गुरुवार को कहा कि उन्होंने अधिकारियों को अवैध शराब की बिक्री में शामिल गरीब लोगों को न पकड़ने का निर्देश दिया है। नीतीश ने कहा, ‘अवैध शराब बनाने वाले और शराब का कारोबार करने वाले लोगों को पकड़ना होगा।’

लेकिन खुद नीतीश कुमार के सहयोगियों की राय अलग है। RJD नेता और पूर्व मंत्री सुधाकर सिंह ने मांग की कि शराबबंदी कानून को वापस लिया जाए और लोगों में जागरूकता फैलाने पर जोर दिया जाए। उन्होंने आरोप लगाया कि भ्रष्ट पुलिसकर्मी ही अवैध शराब के व्यापार को बढ़ावा दे रहे हैं, और शराबबंदी कानून के उल्लंघन के बढ़ते मामलों के की वजह से कोर्ट पर भी प्रेशर बढ़ रहा है।

नीतीश कुमार के सियासी विरोधी और केंद्रीय ग्रामीण विकास मंत्री गिरिराज सिंह ने कहा, ‘ऐसा लगता है कि नीतीश कुमार किसी टेंशन में हैं, फ्रस्टेशन में हैं। अब यह फ्रस्ट्रेशन राजनीतिक मजबूरियों का है, या फिर तेजस्वी को कुर्सी सौंपने का, यह कहना मुश्किल है।’

पिछले कुछ दिनों से नीतीश कुमार बार-बार कह रहे हैं कि अब तेजस्वी यादव को ही सारा काम करना है, बिहार की सरकार उन्हीं को संभालनी है। नीतीश की पार्टी में तो यहां तक चर्चा है कि वह JDU का RJD में विलय कर सकते हैं। जाहिर-सी बात है कि इस सुगबुगाहट से नीतीश की पार्टी के कई नेता परेशान हैं। उनमें सबसे बड़ा नाम उपेंद्र कुशवाहा हैं, जो नीतीश की ही तरह कुर्मी समुदाय के नेता हैं। उपेंद्र कुशवाहा ने बुधवार को कहा, ‘किसी ने आधिकारिक तौर पर (विलय के बारे में) कुछ नहीं कहा है, न ही हमारे पार्टी फोरम पर कोई चर्चा हुई है, लेकिन अगर कोई JDU का RJD में विलय करना चाहता है तो यह एक आत्मघाती कदम होगा।’

उपेंद्र कुशवाहा नीतीश कुमार के पुराने साथी हैं, लेकिन कुछ साल पहले दोनों के रास्ते अलग हो गए थे। उन्होंने अपनी राष्ट्रीय लोक समता पार्टी बनाई और NDA के साथ चले गए। वह मोदी की पहली सरकार में मंत्री बने, और जब मोदी की दूसरी सरकार में मंत्री पद नहीं मिला तो NDA छोड़ दिया। इसके बाद उन्होंने अपनी राष्ट्रीय लोक समता पार्टी का JDU में विलय कर दिया, और नीतीश ने उन्हें JDU संसदीय बोर्ड का राष्ट्रीय अध्यक्ष बना दिया। नीतीश की ही तरह उपेंद्र भी कुर्मी समाज से आते हैं, और उन्हें लगता था कि नीतीश के बाद वही उनके उत्तराधिकारी होंगे। लेकिन अब नीतीश अचानक तेजस्वी को आगे बढ़ाने लगे हैं, JDU को RJD में मर्ज करने की बात हो रही है। इसके चलते उपेंद्र कुशवाहा को अपने सियासी मुस्तकबिल की चिंता सता रही है।

बीजेपी के नेता सुशील मोदी ने दावा किया कि RJD और JDU का विलय तय है क्योंकि नीतीश के साथ आने के लिए लालू यादव ने यही शर्त रखी थी। उन्होंने नीतीश से पहले ही कह दिया था कि बिहार को तेजस्वी के हवाले करके वह राष्ट्रीय राजनीति में जाएं। सुशील मोदी ने कहा, ‘अब JDU के नेताओं को अपना भविष्य खुद देखना होगा। आने वाले दिनों में JDU के अंदर विद्रोह की स्थिति पैदा होने वाली है। JDU के अंदर खलबली मची हुई है, लोग नहीं चाहते कि उनका विलय हो। वे नहीं चाहते हैं कि तेजस्वी के नेतृत्व में अगला चुनाव लड़ें। इसलिए आगे आने वाले कुछ महीनों के अंदर बिहार की राजनीति में कई भूचाल आने वाले हैं।’

सुशील मोदी की ही बात को बीजेपी के एक अन्य नेता और बिहार के पूर्व उपमुख्यमंत्री तारकिशोर प्रसाद ने आगे बढ़ाया। उन्होंने कहा, ‘नीतीश ने 2025 तक अपनी गद्दी सुरक्षित कर ली है। अब JDU के दूसरे नेता देखें कि उनका भविष्य कहां सुरक्षित रहेगा। अब RJD JDU को ठग रही है या JDU RJD को, यह पता नहीं चल रहा है। लेकिन मैं JDU के लोगों से कहूंगा कि 2025 का उनका भविष्य किसके हाथ में है, वे उसकी चिंता शुरू कर दें।’

RJD के नेता शिवानंद तिवारी ने कहा, ‘नीतीश कुमार 2005 से ही बिहार के मुख्यमंत्री हैं। अब अगर वह तेजस्वी को गद्दी सौंपने की बात कर रहे हैं, तो इसमें गलत क्या है? तेजस्वी यादव खुद को साबित कर चुके हैं, इसलिए वह चीफ मिनिस्टर की कुर्सी के स्वाभाविक दावेदार हैं।’

यह सही है कि लोगों ने नीतीश कुमार को पहली बार इस तरह से गुस्से में कांपते हुए देखा। उन्होंने अपना संयम क्यों खोया, इसे समझने की जरूरत है। इसकी दो वजहें हैं।

पहली, नीतीश कुमार ने 6 साल पहले बिहार में शराबबंदी का कानून तो बना दिया, पर जमीन पर उसे लागू नहीं करवा पाए। बिहार में आज भी आसानी से शराब मिल जाती है, बस पास में पैसे होने चाहिए। चूंकि गरीब लोग ज्यादा कीमत की शराब खरीद नहीं सकते, इसलिए वे कच्ची, नकली, जहरीली शराब खरीदते और पीते हैं। पहले पहले RJD कहती थी कि शराबबंदी लागू नहीं कर सकते तो कानून को वापस ले लीजिए, अब वही बात BJP कहती है। पहले वह बीजेपी पर निर्भर थे, अब उनकी सरकार RJD के सहारे चल रही है। और इस तरह नीतीश दोनों तरफ से फंस जाते हैं।

दूसरी, नीतीश इसलिए भी फ्रस्टेट हैं क्योंकि वह जानते हैं कि अब थोड़े दिनों में उनकी कुर्सी जा सकती है। उन्हें तेजस्वी यादव को मुख्यमंत्री बनाना ही पड़ेगा। नीतीश कुमार मजबूर हैं। न तो वह तेजस्वी से नाराजगी जता सकते हैं, और न ही अपनी कुर्सी बचा सकते हैं। उन्होंने राष्ट्रीय स्तर की राजनीति का सहारा लेने की कोशिश की थी, लेकिन वह बहाना भी हवा हवाई हो गया। विरोधी दलों में प्रधानमंत्री पद के दावेदारों की फेहरिस्त बहुत लंबी है, और उसमें नीतीश कुमार का नाम काफी नीचे है। अब नीतीश जाएं तो कहां जाएं। वह पिछले 17 साल से बिहार के मुख्यमंत्री हैं।

नीतीश कुमार सियासत के माहिर खिलाड़ी हैं और वह हर बार पलटी मारकर अपनी कुर्सी बचाते रहे। लेकिन अब पलटी मारने का सारा स्टॉक खत्म हो चुका है। अब पाला बदलने की कोई गुंजाइश नहीं बची, ऐसे में क्रोध आना, आपा खोना स्वाभाविक है।

मैं नीतीश कुमार को पिछले कई दशकों से जानता हूं। वह व्यवहार में शालीनता रखने वाले, मुस्कुराकर अपनी बात कहने वाले नेता रहे हैं। मैंने उन्हें कभी गुस्से में नहीं देखा है। लेकिन लगता है कि राजनैतिक मजबूरियों ने उन्हें बहुत परेशान कर दिया है। जिस बीजेपी से उन्होंने दामन छुड़ाया था, वह एक के बाद एक चुनाव जीतती जा रही है। जिन नरेंद्र मोदी का साथ नीतीश कुमार ने छोड़ा, वह 2024 की रेस में सबसे आगे दिखाई दे रहे हैं। गुजरात में मोदी की ऐतिहासिक जीत नीतीश कुमार को यकीनन काफी चुभती होगी।
