कांवड़ यात्रा मार्ग पर नेम प्लेट : किसकी समस्या? और क्यों ?
22 जुलाई से शुरू होने जा रही कांवड यात्रा को लेकर बड़ा विवाद पैदा हो गया है. अखिलेश यादव से लेकर असदुद्दीन ओवैसी तक विपक्ष के तमाम नेताओं ने योगी आदित्यनाथ को मुसलमानों का दुश्मन बता दिया. विवाद मुजफ्फरनगर प्रशासन के एक फैसले की वजह से हुआ. मुजफ्फर नगर पुलिस ने कांवड यात्रा के मार्ग में पड़ने वाले सभी होटलों, ढाबों और दुकानों के सामने उनके मालिक का नाम लिखने का आदेश दिया है. शुक्रवार को मुख्यमंत्री योगी आदित्यनाथ ने ऐलान किया कि पूरे उत्तर प्रदेश में कांवड़ मार्गों पर खाने पीने की दुकानों पर मालिकों की ‘ नेमप्लेट’ लगानी होगी, दुकानों पर संचालक, मालिक का नाम और पहचान लिखना होगा. कहा गया कि कांवड़ यात्रियों की आस्था की शुचिता बनाए रखने के लिए ये फैसला किया गया है. उत्तराखंड के हरिद्वार में भी पुलिस ने सभी होटलों और ढाबों के लिए मालिकों की नेमप्लेट लगाना अनिवार्य घोषित कर दिया. कई मौलाना और विरोधी दलों के नेता इसे मुसलमानों के खिलाफ योगी सरकार की साजिश बता रहे हैं, उनका आरोप है कि मुसलमानों की रोजी रोटी खत्म करने का षडयंत्र हो रहा है. मुजफ्फरनगर में कुल 240 किलोमीटर का रूट कांवड़ यात्रा में पड़ता है. पुलिस का कहना है कि इस तरह के आदेश के पीछे दो वजहें हैं. एक, पुलिस के साथ-साथ आम लोगों को भी इस बात की जानकारी रहेगी कि कांवड़ यात्रा के रूट में किस-किस की दुकानें हैं और कांवड़ यात्रा में शामिल बहुत भक्तों को दूसरे धर्म के लोगों से खाने पीने की चीजें लेने से परहेज होता है, इसलिए अगर दुकान पर दुकानदार का नाम होगा, तो बाद में किसी तरह का झगड़ा या विवाद की स्थिति पैदा नहीं होगी. सहारनपुर के डीआईजी अजय कुमार साहनी ने कहा कि कई बार दुकानदार दूसरे नामों से अपनी दुकान, ढाबे और होटल चलाते हैं, बाद में जब असलियत का पता चलता है तो विवाद हो जाता है, लड़ाई-झगड़ा होता है,ऐसा न हो, इसलिए ये कदम उठाया गया है. विरोधी दलों ने इस मुद्दे को और ज्यादा हवा दी और योगी आदित्यनाथ को मुसलमानों का दुश्मन घोषित कर दिया. अखिलेश यादव, मायावती , इमरान मसूद, मनोझ झा, एस टी हसन से लेकर असदुद्दीन ओवैसी तक सारे नेताओं ने योगी को घेरा. सबसे तीखा हमला असदुद्दीन ओवैसी ने किया.ओवैसी ने कहा कि लगता है कि योगी के अंदर हिटलर की आत्मा घुस गई है, योगी सरकार मुसलमानों को अलग-थलग करके उनकी रोजी-रोटी को भी खत्म करने की कोशिश कर रही है. बीएसपी अध्यक्ष मायावती ने कहा कि आदेश ठीक नहीं है, ये गलत परंपरा की शुरूआत है जो सामाजिक एकता के खिलाफ होगी.अखिलेश यादव ने कहा कि अदालत को इस तरह के आदेश का संज्ञान लेकर एक्शन लेना चाहिए क्योंकि ऐसे आदेश सामाजिक अपराध हैं, जो सौहार्द और शांतिपूर्ण वातावरण को बिगाड़ना चाहते हैं. पहली बात तो ये समझने की है कि पुलिस ने मुजफ्फरनगर में दुकानदारों को नाम लिखने का आदेश क्यों दिया? दरअसल कांवड़ यात्रा के दौरान बहुत से लोग उन दुकानों में खाना नहीं खाते जहां मीट बिकता हो. इस तरह की दुकानों से सामान नहीं खरीदते जिससे उन्हें अपना धर्म भ्रष्ट होने का खतरा हो. पुलिस की दिक्कत ये है कि कई बार इस तरह के मामले सामने आए हैं जब अचानक ये पता चलता है कि दुकानदार मुसलमान है तो विवाद खड़ा हो जाता है. कई बार झगड़े हो जाते हैं. इसीलिए पुलिस की नीयत खराब नहीं है. पुलिस को लगता है, अगर दुकान पर नाम लिखा होगा तो इस तरह का टकराव नहीं होगा.अब सवाल ये है कि इससे मुसलमान दुकानदारों को क्या समस्या है? मुसलमानों को लगता है कि अगर दुकानों पर उनका नाम लिखा होगा तो कांवड यात्रा में जल लेकर आ रहे भक्त उनकी दुकान से सामान नहीं खरीदेंगे, फल नहीं लेंगे, चाय नहीं पिएंगे. तो इससे मुस्लिम दुकानदारों को नुकसान होगा, उनकी रोजी रोटी पर असर पड़ेगा. अब सवाल ये है कि क्या इस विवाद से नेताओं को सियासत करने का मौका कैसे मिला? असल में पुलिस की नीयत चाहे जो भी हो, मुजफ्फरनगर प्रशासन का ये आदेश राजनीति का मुद्दा तो बन गया. अखिलेश यादव और ओवैसी जैसे नेताओं को ये कहने का मौका मिल गया कि इससे मुजफ्फरनगर के मुसलमान दुकानदारों को रोजी रोटी का नुकसान होगा. हालांकि पुलिस ने ये साफ कर दिय़ा है कि ये आदेश सिर्फ कांवड यात्रा पूरी होने तक के लिए है. इसलिए मुझे लगता है कि इस विवाद को और हवा देने से कोई फायदा नहीं होगा.
Names Display on Kanwar Yatra Route: Who has a problem? And Why?
Ahead of the ‘Kanwar Yatra’ starting July 22, the Uttar Pradesh government on Friday ordered all eateries located on the ‘kanwar yatra’ routes throughout the state to display names of their owners. This order will also be implemented for all tea stalls, dhabas and fruit carts. UP chief minister Yogi Adityanath said, the decision has been taken to “preserve the sanctity of Kanwar pilgrims”. During the holy month of Shrawan, lakhs of Shiva devotees walk on foot carrying pots to collect Ganga water for offering them at their local temples. They abstain from consuming even onion and garlic, apart from non-veg food items. In Uttarakhand, the SSP of Haridwar police Pramod Singh Dobhal said, “All those who run hotels, dhabas or steet food stalls have been directed to display their proprietors’ names, QR code and mobile numbers at their establishments.” He threatened punitive action against those who fail to comply, saying their stalls would be removed from the Kanwar Yatra routes. The name display order, originally issued by Muzaffarnagar police, clearly says that all eateries, dhabas, hotels and fruit sellers must display the names of their owners in large letters, so that Kanwar devotees can decide where to have their refreshments. Nearly 240 km of Kanwar Yatra route falls within Muzaffarnagar district. Police officials say that this order will help in removing confusion from the minds of Kanwar Yatra devotees about the eateries where they normally stop to have food. The UP government’s order has been opposed by Samajwadi Party, BSP, All India Majlis Ittehadul Muslimeen and Jamiat Ulama-e-Hind. Jamiat state chief Maulana Qari Zakir alleged that the BJP was deliberately trying to create tension. He said, Kanwar Yatras have been going on in UP since centuries, and such an order for eateries was never issued by any government. He said, such an order will definitely create an abyss between the two communities. Saharanpur divisional police DIG Ajay Kumar Sahni said, every year during Kanwar Yatra, there are quarrels at eateries when the devotees find that the owner is a Muslim. “This order has been issued to remove all confusion”, he said. AIMIM chief Asaduddin Owaisi went to the extent of saying that “the soul of Hitler seems to have entered Yogi’s body”. Owaisi said, Yogi government was trying to deprive Muslim shopkeepers of their daily earnings. BSP supremo Mayawati described the order as unjustified and said, this will create a wrong precedent, which will go against social unity. SP chief Akhilesh Yadav demanded that the courts must take suo moto cognizance, since the police order, he said, “is a social crime, aimed at vitiating social atmosphere”. BJP MP Sudhanshu Trivedi said, there should be no objection to such an order, and eatery owners should not conceal their names for the benefit of customers. One must understand why UP and Uttarkhand police issued such orders during Kanwar Yatra. During the holy month of Shrawan, lakhs of Shiva devotees avoid eateries which sell non-veg food. They do not consumed food at eateries, which they feel can spoil the sanctity of their penance. The problem faced by police is that often during Kanwar Yatras, quarrels take place when it is found that the owner of an eatery is a Muslim and the customer is a Shiva devotee, who has been walking on foot for hundreds of miles. One must not doubt the motive of police. Police officials say that quarrels can easily be avoided if owners of eateries display their names in bold letters, so that the devotee can take a conscious choice on where to eat, and which eatery to avoid. The problem with Muslim shopkeepers is that they feel their earnings would take a hit, if their names are prominently displayed and if devotees, in thousands, start avoiding their tea stalls and eateries. Though UP police has made it clear that this order about display of names of owners shall remain in force till the Kanwar Yatra is over, politicians from opposition parties are trying to score brownie points. I personally feel that it would be better for all sides not to stoke this controversy, otherwise it can cause harm to social unity.
योगी के लिए चुनौती : जीत का सिलसिला कैसे लौटे
उत्तर प्रदेश में ज़बरदस्त सियासी हलचल दिखाई दी. दिल्ली से लेकर लखनऊ तक रणनीति बनाने के लिए बैठकों का दौर चलता रहा. दिल्ली में यूपी बीजेपी के अध्यक्ष भूपेन्द्र चौधरी ने प्रधानमंत्री नरेन्द्र मोदी से मुलाकात की. इससे पहले भूपेन्द्र चौधरी और केशव प्रसाद मौर्य से बीजेपी अध्यक्ष जे पी नड्ढा ने अलग अलग मीटिंग की थी. पार्टी हाईकमान ने साफ पैग़ाम दे दिया – फिलहाल यूपी सरकार में कोई नेतृत्व परिवर्तन नहीं होगा, योगी आदित्यनाथ मुख्यमंत्री बने रहेंगें, उनके नेतृत्व को लेकर कोई चर्चा नहीं होगी. दूसरी बात,यूपी में बीजेपी के संगठन में बदलाव हो सकता है, लेकिन दस विधानसभा सीटों के उपचुनाव के बाद. तीसरी बात, यूपी में पहला लक्ष्य उपचुनाव में दस की दस सीटें जीतना है. इसके लिए सबको एकजुट होकर काम करने को कहा गया है. उधर लखनऊ में योगी आदित्यनाथ उपचुनाव की तैयारियों में लग गए हैं. योगी ने दस सीटों के उपचुनाव में अपने तीस मंत्रियों की ड्यूटी लगाई है. इनमें 13 कैबिनेट और 17 राज्य मंत्री हैं. योगी ने आज इन मंत्रियों की मीटिंग बुलाकर सबको उनकी जिम्मेदारी समझा दी. योगी ने मंत्रियों को हिदायत दी है कि वो चुनाव क्षेत्र में जाएं और हफ्ते में कम से कम दो दिन वहीं रुकें, ज़मीनी स्तर पर काम करें, जनता की समस्याएं सुनें, कार्यकर्ताओं की परेशानियों को दूर करें औऱ हर बूथ को मजबूत करें.. मंत्रियों ने भी योगी को अपने सुझाव दिए. कहा गया कि बाकी सब तो ठीक है, बस उम्मीदवारों का चयन सही होना चाहिए, उसके बाद जीत पक्की है. एक तरफ जहां दिल्ली और लखनऊ में संगठन को लेकर बातें चल रही है, योगी आदित्यनाथ का फोकस सिर्फ और सिर्फ दस विधानसभा सीटों पर है. योगी ने उन मंत्रियों के साथ लंबी मीटिंग की, जिनकी ड्यूटी इन दस सीटों पर लगाई गई है. इनमें सूर्य प्रताप शाही, सुरेश खन्ना, स्वतंत्र देव सिंह, संजय निषाद, दयाशंकर सिंह, राजीव सचान, लक्ष्मी नारायण चौधरी, अनिल कुमार और अनिल राजभर समेत 29 मंत्री शामिल हुए. इस मीटिंग में मंत्रियों ने योगी आदित्यनाथ को अपना फीडबैक भी दिया. मंत्रियों ने बताया कि ग्राउंड लेवल पर ये बात तो दिख रही है कि कुछ अधिकारी पार्टी के कार्यकर्ताओं और नेताओं की अनदेखी करते हैं, उनकी बात नहीं सुनते. दूसरा सुझाव ये दिया गया कि इस बार उम्मीदवारों का चय़न सावधानी से होना चाहिए. कुछ नेताओं ने तो ये भी कहा कि मुस्लिम बहुल सीटों पर बीजेपी को मुस्लिम उम्मीदवार उतारने पर विचार करना चाहिए. तर्क ये दिया गया कि जब बीजेपी की केन्द्र सरकार में, राज्य सरकारों में मुस्लिम मंत्री हो सकते हैं, तो उम्मीदवार क्यों नहीं हो सकते? मंत्रियों ने कहा कि ये सुनिश्चित करना चाहिए कि उम्मीदवार का चयन सिफारिश के आधार पर नहीं, ग्राउंड रिपोर्ट के आधार पर हो. बैठक मे इस बात पर विचार किया गया कि लोकसभा चुनाव में जो गलतियां हुई, जिसका फायदा समाजवादी पार्टी और कांग्रेस के गठबंधन को हुआ, उन गलतियों को कैसे सुधारा जाए. असल में यूपी में जिन दस सीटों पर उपचुनाव होने हैं, वो बीजेपी के लिए बहुत मुश्किल सीटें हैं. क्योंकि पिछले चुनावों में इन दस में से पांच सीटें पांच समाजवादी पार्टी ने जीतीं थी, तीन बीजेपी ने और एक-एक सीटें निषाद पार्टी और RLD ने जीती थीं. इन सीटों में अखिलेश यादव की करहल सीट है जो 1993 से समाजवादी पार्टी के पास रही है. अयोध्या की मिल्कीपुर से 9 बार के विधायक अवधेश प्रसाद सिंह फैजाबाद से सांसद बन गए हैं, इसलिए ये सीट खाली हुई है. इन सीटों में मुरादाबाद की कुंदरकी सीट भी है, जो बीजेपी ने पिछली बार इक्तीस साल पहले 1993 में जीती थी. इस सीट पर 65 परसेंट वोट मुसलमानों के हैं, हिन्दू सिर्फ 35 परसेंट है. इसलिए बीजेपी के लिए चुनौती तो बड़ी है. मिर्ज़ापुर की मझवां सीट पर भी उप-चुनाव होना हैं. 2022 के विधानसभा चुनाव में यहां से निषाद पार्टी के विनोद बिंद जीते थे. अब वो भदोही से सांसद बन गए हैं. 2017 में मझवां सीट बीजेपी ने जीती थी, इसलिए, बीजेपी यहां से अपना उम्मीदवार उतारना चाहती है लेकिन निषाद पार्टी के अध्यक्ष संजय निषाद ने आज बड़े ही कायदे से कह दिया कि बीजेपी सहयोगी दलों का पूरा सम्मान करती है, जो जिस सीट पर जीता हो, वो सीट उसी को मिलती है. इसलिए कम से कम एक सीट तो निषाद पार्टी को मिलेगी. लोकसभा चुनावों में सबसे बड़ा उलटफेर यूपी में हुआ, बीजेपी को सबसे तगड़ा झटका लगा और समाजवादी पार्टी को सबसे ज्यादा फायदा हुआ. इसलिए लोकसभा चुनाव के नतीजों का सबसे ज्यादा असर यूपी में ही दिख रहा है .पिछले एक महीने से लगातार ये हवा बनाई जा रही थी कि अब योगी की कुर्सी जाएगी लेकिन आज बीजेपी हाई कमान ने ये संकेत दे दिए कि यूपी में योगी का कोई विकल्प नहीं है, यूपी को योगी ही चलाएंगे, यूपी में योगी को अब पहले से ज्यादा फ्री हैंड दिया जाएगा, उम्मीदवारों का चयन भी योगी करेंगे, उपचुनाव की रणनीति भी योगी बनाएंगे. जे पी नड्डा ने केशव प्रसाद मौर्य को भी बता दिया है कि संगठन ही सबसे बड़ा है, संगठन में ही शक्ति है, ये सिर्फ कहने से काम नहीं चलेगा, इसका पालन भी करना होगा, सबको मिलकर, सबको साथ लेकर चलना होगा, इसलिए कोई नेता ऐसी बयानबाज़ी न करें जिससे कार्यकर्ताओं में किसी तरह की गलतफहमी पैदा हो. जहां तक उपचुनाव का सवाल है, दस सीटों के चुनाव बीजेपी के लिए जितनी बड़ी चुनौती है, उससे कम अखिलेश यादव के लिए भी नहीं है, क्योंकि जिन सीटों पर चुनाव होने हैं, उनमें से पांच सीटें तो समाजवादी पार्टी जीती थी. बीजेपी ने 2022 में इनमें से सिर्फ तीन सीटें जीती थीं. करहल सीट अखिलेश यादव की अपनी सीट है. तीस साल से ये सीट समाजवादी पार्टी के पास है, इसलिए इस सीट को बचाना अखिलेश के लिए चुनौती है. चूंकि इस बार बीजेपी फैजाबाद अयोध्या में लोकसभा चुनाव हारी है, फैजाबाद से जीते अवधेश प्रसाद को अखिलेश यादव पोस्टर ब्वॉय बना रहे है, इसलिए अयोध्या जनपद में पड़ने वाली अवधेश प्रसाद पासी की मिल्कीपुर सीट को जीतकर बीजेपी अयोध्या में हार का बदला लेना चाहती है. ये योगी के लिए बड़ी चुनौती है, और योगी ने यह चुनौती स्वीकार कर ली है.
Challenge before Yogi: Revive Party’s Winning Streak
A flurry of meetings have taken place in BJP circles in Lucknow and Delhi after UP Deputy CM Keshav Prasad Maurya told the state BJP executive meeting on Sunday that “organisation must remain more powerful than the government, and all MLAs, ministers and public representatives must accord respect to the party workers.” Later, Maurya went to Delhi and had a long discussion with party chief J P Nadda. UP BJP chief Bhupendra Chaudhary on Wednesday went to Delhi and met Prime Minister Narendra Modi and Nadda. There are reports that the BJP high command has given a clear message to state party leaders that there would be no change of leadership in UP, and Yogi Adityanath would continue to remain the Chief Minister. The high command has reportedly told the state leaders that there shall be no more discussion about the state leadership. Secondly, the high command has given hints about making changes in the state party organisation, but this would be done after the byelections for 10 assembly seats are over. Thirdly, the party high command has clearly said that the foremost aim now was to win all the 10 assembly seats at stake by working unitedly. On Wednesday, in Lucknow, CM Yogi Adityanath held meetings with 13 ca binet ministers and 17 ministers of state, who have been given charge of these 10 byelections. Yogi told the ministers to visit these 10 constituencies, stay there for the night for at least two days in a week, work at the ground level, listen to public grievances and resolve the problems of party workers at the booth level. The ministers promised to work hard, but at the same time, told Yogi that there must be careful and proper selection of candidates. The ministers told Yogi that on the ground level, some bureaucrats were ignoring BJP workers and leaders and are not paying attention to their problems. The ministers also told the CM that the selection of candidates must not be on the basis of recommendations but on the basis of real ground reports. The ten assembly byelections are a bit tough for the BJP to win. In the last elections, Samajwadi Party had won five seats, BJP had won three, and Nishad Party and RLD had won one seat each. The seats include Karhal, which has been with Samajwadi Party since 1993. Samajwadi Party’s Awadhesh Prasad who won from Milkipur near Ayodhya nine times, is now the MP from Faizabad. Kundarki seat in Moradabad was won last by BJP in 1993. Samajwadi Party chief Akhilesh Yadav is also worried about retaining his party’s seats. He is banking on his PDA (Pichhda, Dalit, Alpasankhyak) formula. It was under Akhilesh Yadav’s leadership that the Samajwadi Party-Congress combination gave a big setback to BJP in the Lok Sabha elections from UP. BJP’s LS tally from UP was reduced from 62 in 2019 to 33 this time. This seems to be the primary reason behind the convulsions that have gripped the state BJP now. For the last one month, there have been media speculations about the possibility of Yogi losing his chief ministership, but the BJP high command has firmly taken a stand not to repalce him as CM. The high command has firmly told the state leaders that there was no alternative to Yogi at present, and the chief minister will continue to run the government. The party high command has also decided to give a free hand to Yogi. The chief minister will have a big say in selection of candidates and preparation of strategy for byelections. Party chief J P Nadda has clearly told K P Maurya that merely mouthing remarks like “organisation is bigger than government” won’t do. He was told that the organisation is, of course, bigger, but all party workers and leaders must remain united and work in a cohesive manner. State leaders have been asked to refrain from making such remarks, because it can create confusion among the rank and file. As far as byelections are concerned, winning all the 10 assembly seats is a big challenge, both for BJP and Akhilesh Yadav. Out of the 10 seats, SP had won five, and in 2022, BJP had won only three out of these ten seats. Karhal assembly seat was vacated by Akhilesh Yadav. Both Late Mulayam Singh Yadav and Akhilesh won this seat in the past. For Akhilesh, it will be a tough challenge to retain this seat now. Similarly, BJP lost Faizabad Lok Sabha seat to Samajwadi Party’s Awadhesh Prasad Passi, who has become the party’s poster boy for Ayodhya. But, the Milkipur assembly seat that Awadesh Prasad has vacated, is now being eyed by BJP, to extract revenge for its defeat in LS polls. Winning these seats is a big challenge for Yogi, and the chief minister has accepted the challenge.
एक्शन में योगी : लखनऊ में बुलडोज़र, शिक्षकों की डिजिटल हाज़िरी पर रोक
उत्तर प्रदेश में योगी आदित्यनाथ ने पब्लिक की डिमांड पर कई बड़े फैसले किए. लखनऊ में नदी के फ्लड जोन में बने मकानों पर बुलडोजर नहीं चलेगा क्योंकि जिस जमीन पर मकान बने हैं, उनकी रजिस्ट्री लोगों के पास हैं, म्यूटेशन है, बिजली के कनेक्शन हैं, हाउस टैक्स जमा है. अब सरकार इस बात की जांच कराएगी कि नदी के फ्लड जोन में घर बने कैसे? ज़मीन बिकी कैसे? कौन से अधिकारी इसके लिए दोषी हैं? असल में लखनऊ के कुछ इलाकों के लोगों में बुलडोजर चलने के डर से जबरदस्त टेंशन थी. कुकरैल नहर के आसपास बसे कुछ इलाकों के घरों में मार्किंग कर दी गई थी जबकि लोगों के पास अपनी जमीन के कानूनी कागजात थे. सरकारी बिजली, पानी और सीवर का कनैक्शन था लेकिन कहीं सुनवाई नहीं हो रही थी. इलाके के लोग प्रदर्शन कर रहे थे. मंगलवार को योगी आदित्यनाथ ने लखनऊ के पंतनगर, खुर्रमनगर, अबरार नगर, रहीम नगर और इंद्रप्रस्थ नगर के लोगों को बातचीत के लिए बुलाया, अफसरों को सामने बैठाया. लोगों ने बताया कि अफसर कह रहे हैं कि कुकरैल नहर के आसपास के इन इलाकों के करीब 2 हजार मकान फ्लड प्लेन जोन में हैं, इन घरों पर बुलडोजर चलेगा, कई मकानों की मार्किंग की गई है. इन लोगों ने योगी को बताया कि उन्होंने प्राइवेट जमीन खरीदी, रजिस्ट्री करवाई, नक्शा पास करवाया, हाउस टैक्स जमा किया और अब बीस बीस साल के बाद अचानक उनके घर को अवैध बताया जा रहा है, वो कहां जाएं ? लोगों की बात सुनने के बाद योगी ने ऑन द स्पॉट ही लोगों की समस्या का निराकरण कर दिया. सामने बैठे अफसरों से कहा कि अगर कागजात पक्के हैं, वैध हैं, तो फिर घरों पर लाल निशान किसके आदेश पर लगाए गए? घर पर बुलडोजर चलाने की बात किसके आदेश पर कही? योगी ने लोगों से कहा कि किसी के घर पर बुलडोजर नहीं चलेगा, पंतनगर हो या इंद्रप्रस्थ नगर, हर निवासी की सुरक्षा और संतुष्टि सरकार की जिम्मेदारी है. योगी ने कहा कि जिन अफसरों की वजह से लोग परेशान हुए, उनमे भ्रम फैला, दहशत फैली, उनकी जवाबदेही तय की जाएगी. योगी ने कहा कि जो लाल निशान घरों पर लगाए गए हैं, उन्हें भी मिटाया जाएगा. योगी ने प्रभावित परिवारों से कहा कि वो निश्चिंत और खुश होकर घर जाएं. जैसे ही ये खबर इन मोहल्लों में पहुंची तो वहां भी जश्न शुरू हो गया, आतिशबाजी हुई, मिठाइयां बंटी. कुकरैल के किनारे बसे इन इलाकों के निवासियों की सांसें पिछले एक महीने से अटकी हुई थीं. इनके घर पर बुलडोजर चलने की नौबत क्यों आई? ये भी समझ लीजिए. असल में सिंचाई विभाग ने 14 जून को एक रिपोर्ट दी. इसके मुताबिक 28 किलोमीटर लंबी कुकरैल नदी के दोनों किनारों के 50-50 मीटर इलाके को फ्लड प्लेन जोन घोषित किया गया है. अबरार नगर, पंत नगर, रहीम नगर और इंद्रप्रस्थ नगर के सैकड़ों मकान फ्लड प्लेन ज़ोन के दायरे में हैं. इस रिपोर्ट के बाद करीब दो हजार घरों पर लाल निशान लगा दिए गए. लोगों ने इसका विरोध किया. जमीन के कागजात अपने अपने घरों के बाहर चिपका दिए. लोगों ने कहा कि उन्होंने जमीन किसानों से पच्चीस साल पहले खरीदी है, सरकारी रिकॉर्ड देखकर खरीदी लेकिन सिंचाई विभाग कह रहा है कि यहां 1983 से कब्जा है. तो सवाल ये है कि सिंचाई विभाग के अफसर अब तक कहां सो रहे थे? बुलडोजर चलाने की नौबत क्यों आई ? ये सब कुछ बेलगाम अफसरों की गलती के नतीजे हैं. चूंकि यूपी में योगी आदित्यनाथ ने सरकारी जमीनों पर कब्जे हटाने के लिए बुलडोजर चलाने की छूट दी, माफिया गुंडों की संपत्ति पर बुलडोजर चलवाया. इसकी आड़ में कुछ अफसरों ने मनमाने ढंग से जनता को परेशान करना शुरू दिया. अब योगी ने ऐसे अफसरों पर लगाम कसने की शुरूआत की है. ये अच्छी बात है. लोगों के ये सवाल जायज हैं कि जब उन्होंने सरकार को टैक्स देकर जमीन खरीदी, रजिस्ट्री करवाई, म्यूटेशन करवाया, तब सिंचाई विभाग के अधिकारी कहां सोते रहे? अफसरों की गलती की सजा आम लोगों को क्यों दी जाए? ये बात समझने में योगी को देर नहीं लगी. इसीलिए उन्होंने जो आदेश जारी किया है, उसमें साफ साफ कहा है कि अफसरों की भी जिम्मेदारी तय होगी और उन अफसरों के खिलाफ कार्रवाई होगी, जिन्होंने लोगों के घरों पर लाल निशान लगाए, लोगों को डराया. ये फैसला इसलिए हो पाया क्योंकि योगी ने सीधे लोगों से बात की, न नेताओं की सुनी, न अफसरों की. सीधा संवाद का यही फायदा होता है. इसका फायदा आंदोलन कर रहे यूपी के प्राथमिक शिक्षकों को भी मिला. प्राथमिक स्कूलों में फिलहाल ऑनलाइन अटेंडेंस लागू करने का आदेश वापस ले लिया गया. शिक्षक संघ के नेताओं के साथ मुख्य सचिव की बैठक में ये फैसला किया गया कि पहले शिक्षकों से बात की जाएगी, उनकी समस्याओं का समाधान होगा, उसके बाद ऑनलाइन अटेंडेंस पर फैसला होगा. पिछले कई दिनों से प्रदर्शन कर रहे सरकारी प्राइमरी स्कूल के शिक्षकों की नाराजगी को देखते हुए योगी ने सोमवार रात को ही इस मामले की पूरी जानकारी ली. अधिकारियों से पूछा कि अचानक ऑनलाइन अटैंडेंस को लागू क्यों किया? शिक्षकों को नेताओं से बात क्यों नहीं की गई ? इसका असर तुरंत दिखाई दिया. मंगलवार को मुख्य सचिव मनोज कुमार सिंह ने प्राइमरी शिक्षक संघ के नेताओं से मुलाकात की और फैसला किया गया कि एक एक्सपर्ट कमेटी का गठन किया जाएगा. कमेटी सभी जिलों में सरकारी शिक्षकों से बात करेगी, उनकी परेशानियों के समझने की कोशिश करेगी. सबकी बात सुनने के बाद ही ऑनलाइन अटेंडेंस पर कोई फाइनल फैसला होगा. अगले दो महीने तक ये आदेश स्थगित रहेगा. असल में ये मुद्दा भी इसीलिए बड़ा हो गया क्योंकि अफसरों ने बिना सोचे समझे, ज़मीनी वास्तविकता को जाने बगैर ऑनलाइन अटेंडेंस का आदेश जारी कर दिया. स्कूलों में कनैक्टीविटी का इश्यू है, इंटरनैट कनैक्टीविटी नहीं हैं, टीचर्स की पढ़ाने के अलावा दूसरे सरकारी कामों में भी लगाया जाता है. कई बार सरकारी ऐप काम ही नहीं करता. ऐसे में शिक्षक ऑनलाइन अटेंडेंस कैसे भर सकते हैं? योगी के दखल के बाद जैसे ही मुख्य सचिव ने शिकक्ष नेताओं से बात की, तो ग्राउंड रियलिटी समझ में आ गई और मसले का हल का रास्ता निकल आया. कुल मिलाकर मुद्दा सीधे संवाद का है. सरकार और जनता के बीच अफसर पुल का काम करते हैं. अगर अफसर अपनी जिम्मेदारी नहीं निभाते हैं तभी इस तरह की समस्याएं सामने आती हैं. इसीलिए अब योगी ने अफसरों पर सख्ती की है.इसका एक उदाहरण अलीगढ में भी मिला. उत्तर प्रदेश सरकार अब सरकारी जमीनों के पट्टों की जांच कराएगी. अगर गलत तरीके से पट्टे किए गए हैं तो ऐसा करने वाले अफसरों के खिलाफ एक्शन होगा. इस मामले में पहली गाज IAS अफसर देवी शरण उपाध्याय के ऊपर गिरी. अलीगढ़ में सरकारी जमीनों के पट्टों में गड़बड़ी के आरोप में देवी शरण उपाध्याय को सस्पेंड किया गया है. योगी आदित्यनाथ ने उत्तर प्रदेश सरकार के अफसरों को हिदायत दी है कि वो नियम कानून के दायरे में रहकर काम करें, जनता में भय और भ्रम फैलाने की कोशिश न करें. योगी ने अधिकारियों से कहा है कि सरकारी जमीनों पर अवैध कब्जे हटाना जरूरी है लेकिन अगर कहीं कोई बस्ती बसी है, जमीन के कागजात है, सरकारी नियमों के तहत जमीन खरीदी गई है, तो सीधे बुलडोजर लेकर पहुंचना ठीक नहीं हैं.
Yogi in action : Stays Lucknow demolitions, teachers’ digital attendance
Uttar Pradesh chief minister Yogi Adityanath on Tuesday took two important decisions on public demand. He ordered a stay on demolition of all houses built in river flood zone across Lucknow and also put a hold on implementation of digital attendance for thousands of basic school teachers for the next two months. Officials of state irrigation department had put red markings on houses built in Pant Nagar, Abrar Nagar, Indraprastha Nagar and Rahim Nagar in Lucknow, saying these were meant for demolition by bulldozers. Yogi told residents of these colonies that there would be no demolition, but accountability will be fixed against officials who allowed these colonies to be built on floodplain zone in the first place. These buildings fall within the 50-metre floodplain area of Kukrail canal, where no construction is allowed. The owners of these buildings had their properties registered with local authorities, were paying house tax to the Muncipal Corporation, and had valid electricity connections. The houseowners had formed a Trans-Gomati Niwasi Sangharsh Samiti and had been resisting demolition. Yogi appealed to officers not to create confusion and fear in the minds of people. There were celebrations in the colonies of Lucknow which had been spared from demolitions. State minister Sanjay Nishad welcomed Yogi’s decision. He mentioned the incident of June 30 in Jaunpur, when bulldozer was used to demolished 50 trees in the garden of a woman named Lilawati, after she refused to vote in favour of the village pradhan. Lilawati had met Nishad in Lucknow, when the village pradhan’s son, in collusion with local officials, used bulldozer to demolish the trees. Timely intervention by chief minsiter Yogi Adityanath saved the home of Lilawati which was about to be demolished. Whether it is the incident in Jaunpur or in Lucknow, a section of bureacrats in UP have started taking law into their hands by indiscriminately using bulldozers to demolish properties. Yogi had ordered use of bulldozers to demolish illegally acquired properties of local mafia dons and gangsters, but some bureaucrats, using this as a facade, started harassing people by threatening use of bulldozers. Yogi has now started reining in these ‘Dirty Harrys’. This is a welcome step. The demands of people living in Lucknow are also justified. They have been saying that they legally bought land by paying stamp duties to the government, got them registered, got the mutation process done, but irrigation department officials were then sleeping. Nobody from that department objected. These people have been saying why they should be punished for the mistakes of some bureacrats? Yogi on Tuesday clearly said that the accountability of bureaucrats will be fixed and action will be taken against those officers who put red markings on the buildings, meant for demolition in the flood zone. In another decision, the UP government on Tuesday postponed its decision to implement online digital attendance for teachers, after statewide protests. The state chief secretary told a delegation of teachers that an experts’ committee will be set up to review the decision to digitise all 12 types of registers in schools across the state and also take up other teachers’ issues. Earlier, on Monday night, Yogi Adityanath took a meeting of primary education department officials and asked them how such a decision was taken in a hurry, without taking the teachers into confidence. The chief secretary met the leaders of teachers’ union, and promised to set up a committee to review the decision. Till that time, the decision for digital attendance will be kept in abeyance. It is a fact that the officials issued the order without checking whether there was digital internet connectivity in each and every primary school in the state or not. Teachers are also used for other government work like census, survey, election, etc. Most of the time state government app does not work, and the teachers were finding themselves in a quandary as to how to mark their attendance digitally. It was only after Yogi intervened that the state government met the teachers’ union leaders, the ground reality was realized and the matter was sorted out. In a third decision, Yogi government has decided to review all government land leases afresh, and take action against officials who will be found responsible for giving government land on lease illegally. IAS officer Devi Sharan Upadhyay was suspended on Tuesday on charge of irregularities in giving government land on lease in Aligarh. In governance, the main problem is: lack of direction communication. Yogi directly listened to the pleas of commoners, bypassing bureaucrats and politicians. Such a direct communication has its own benefit. Bureaucrats work as a bridge between the government and the people. Such problems arise when some bureaucrats do not discharge their tasks effectively. Yogi has already started wielding the stick, beginning with senior IAS officer Devi Sharan Upadhyay, who has been suspended.
मोदी-पुतिन वार्ता : भारत के लिए गौरव का क्षण
प्रधानमंत्री नरेन्द्र मोदी ने रूस के राष्ट्रपति व्लादिमीर पुतिन से साफ लफ्ज़ों में, दो टूक कहा कि युद्ध किसी समस्या का समाधान नहीं है, बम बंदूक के जरिए कोई रास्ता नहीं निकल सकता. मोदी ने कहा कि यूक्रेन और रूस के बीच जंग को खत्म कराने में, शान्ति बहाल करने में भारत अपनी भूमिका निभाने को तैयार है. ये पहला मौक़ा है जब रूस की राजधानी में बैठकर रूसी राष्ट्रपति की आंखों में आंख डालकर दुनिया के किसी दूसरे देश के नेता ने यूक्रेन के मसले पर इतनी साफगोई से और इतने सख्त शब्दों में युद्ध की मुखालफत की हो. मोदी ने व्लादिमीर पुतिन से यहां तक कहा कि जिस तरह से कल रूस ने कीव में बच्चों के हॉस्पिटल पर हमला किया, वो कतई ठीक नहीं था. मोदी ने कहा कि बच्चों को इस तरह से मरता हुआ देखकर हर इंसान को कष्ट होगा, कोई इसका समर्थन नहीं कर सकता.आतंकवाद के सवाल पर भी मोदी ने भारत के सख्त रुख़ का इजहार किया. प्रधानमंत्री ने कहा कि दुनिया में आंतकवाद कहीं भी हो, किसी भी रूप में हो, सबको मिलकर उसका विरोध करना ही पड़ेगा. आतंकवाद का समर्थन करने वाले मुल्कों के खिलाफ दुनिया को एकजुट होना पड़ेगा क्योंकि दहशतगर्दी इंसानियत की सबसे बड़ी दुश्मन है. हालांकि मोदी ने बार बार कहा कि रूस भारत का भरोसेमंद दोस्त है, दोनों देशों के रिश्ते ऐसे हैं जिसमें खुलकर बात की जा सकती है. नरेन्द्र मोदी ने आज जिस अंदाज़ में बात की, पुतिन ने जिस तरह मोदी का सम्मान किया, उन्हें गंभीरता से सुना, ये दुनिया के लिए बड़ा संदेश है.
पूरी दुनिया की निगाहें इस बात पर थीं कि मोदी रूस जाकर यूक्रेन युद्ध पर क्या स्टैंड लेते हैं. चूंकि मोदी इससे पहले कई मौकों पर यूक्रेन युद्ध के खिलाफ बयान दे चुके थे, पुतिन से युद्ध रोकने की बात कह चुके थे लेकिन इस बार, पुतिन से बात आमने सामने होनी थी. अमेरिका और दूसरे यूरोपीय देशें ने मोदी के रूस दौरे पर नाखुशी जाहिर थी लेकिन मोदी ने इन सब बातों की परवाह नहीं की.भारत का जो स्टैंड है, उसे पूरी साफगोई और सलीक़े के साथ रखा. मोदी पुतिन की द्विपक्षीय वार्ता के बाद जब दोनों नेता सार्वजनिक तौर पर मीडिया से बात करने आए तो मोदी ने सबसे लंबी बात यूक्रेन युद्ध पर ही की. मोदी ने पुतिन से साफ कहा कि बम और बंदूक से आज तक किसी मसले का हल न निकला है और न आगे भी निकलेगा, रास्ता बातचीत से ही निकलेगा. इतना ही नहीं मोदी के मॉस्को पहुंचने से ठीक पहले कल रूस की तरफ से यूक्रेन की राजधानी कीव में रूसी सेना ने बमबारी की थी, बच्चों के अस्पताल पर बम गिराए थे. मोदी ने कहा कि बच्चों के अस्पताल पर रूस का मिसाइल हमला अफसोसनाक है, युद्ध में बच्चों को मरते देखकर दिल को चोट पहुंचती है, ऐसा नहीं होना चाहिए. पुतिन के सामने मोदी ने बातें सख्त कहीं लेकिन अंदाज़ अपनेपन वाला था. मोदी ने कहा कि कल पुतिन ने उन्हें अपने घर बुलाया, दोस्त की तरह उनका स्वागत किया, ये दिल को छूने वाला संकेत था, इसीलिए वो एक सच्चे दोस्त की तरह दिल की बात अपने दोस्त से कह सकते हैं. नरेन्द्र मोदी ने कहा कि भारत यूक्रेन युद्ध को ख़त्म करने और शांति बहाल करने में पूरी मदद करने के लिए तैयार है. पुतिन के सामने मोदी ने कहा कि वह पूरी दुनिया को ये भरोसा देना चाहते हैं कि बातचीत से यूक्रेन युद्ध ख़त्म किया जा सकता है, ये संभव है. पुतिन ने मोदी की बात ध्यान से सुनी. जब मोदी ने यूक्रेन युद्ध के शांतिपूर्ण हल की बात की तो पुतिन ने कहा कि यूक्रेन युद्ध ख़त्म करने के लिए मोदी जो कोशिशें कर रहे हैं, रूस उसकी सराहना करता है. मोदी का ये बयान सिर्फ यूक्रेन और रूस के लिहाज से बड़ा नहीं है. भारत के प्रधानमंत्री का ये बयान दुनिया की दूसरी बड़ी ताकतों के लिए भी संदेश है क्योंकि यूक्रेन के राष्ट्रपति वोलोदोमीर ज़ेलेंस्की ने मोदी के रूस दौरे पर अफ़सोस जताया था और अमेरिका ने भी भारत और रूस की दोस्ती को लेकर चिंता जताई थी. लेकिन आज मोदी ने ये साफ कर दिया कि भारत किसी के दबाव में आने वाला नहीं है, भारत वही कहेगा, वही करेगा, जो भारत के हित में होगा, जो भारत को सही लगेगा. मोदी ने ये बता दिया कि भारत, पुतिन की आंखों में आंख डालकर उसकी आलोचना कर सकता है, गलत को गलत कह सकता है. हालांकि ऐसा नहीं है कि मोदी ने यूक्रेन युद्ध के लिए सिर्फ रूस की आलोचना की.मोदी ने रूस में आंतकवादी हमलों के लिए यूक्रेन को भी चेतावनी दी. पुतिन के साथ बातचीत में मोदी ने रूस में हुए आतंकवादी हमलों की निंदा की. प्रधानमंत्री ने कहा कि भारत दहशतगर्दी के दंश को पचास साल से भोग रहा है, इसका मुकाबला कर रहा है, इसलिए भारत आंतकवाद के दर्द को भलीभांति जानता है, महसूस करता है. मोदी ने कहा कि दुनिया में आतकवाद कहीं भी हो, किसी भी रूप में हो, भारत हर तरह के आतंकवाद के सख़्त ख़िलाफ़ है और इसके खिलाफ हर तरह के संघर्ष में साथ देने को तैयार है. रूस और भारत ने परमाणु ऊर्जा के क्षेत्र में सहयोग बढ़ाने का फ़ैसला किया है. इसके तहत रूस की कंपनियां भारत में छह नए परमाणु रिएक्टर लगाएंगी. भारत ने रूस के कज़ान और येकाटेरिनबर्ग में दो नए वाणिज्य दूतावास खोलने का फ़ैसला किया है तो रूस ने अपने यहां की सेना में धोखे से भर्ती किए गए भारतीय नागरिकों को वापस भेजने में पूरी मदद करने का भरोसा दिया है. प्रधानमंत्री नरेन्द्र मोदी इतने खुलकर, इतने आत्मविश्वास के साथ अपनी बात इसलिए कही क्योंकि राष्ट्रपति पुतिन के साथ मोदी का व्यक्तिगत, पुराना रिश्ता है. पुतिन ने भी मोदी की खातिरदारी में कोई कोरकसर नहीं छोड़ी. पुतिन ने मोदी के लिए अपने निजी घर पर प्राइवेट डिनर का आयोजन किया. पुतिन का डाचा राजधानी मॉस्को के बाहरी इलाक़े में है. जब मोदी डिनर के लिए पहुंचे, तो पुतिन खुद मोदी के स्वागत के लिए गेट पर उनका इंतजार कर रहे थे, गले मिलकर अभिवादन किया. इसके बाद पुतिन ने मोदी को अपना घर, घर का गार्डेन और अस्तबल भी दिखाया. पुतिन ने लगातार तीसरी बार चुनाव जीतने पर मोदी को मुबारकबाद दी और कहा कि वो मोदी की ऊर्जा से बहुत प्रभावित हैं. नरेंद्र मोदी ने पुतिन से क्या कहा, ये तो सबने सुना लेकिन पुतिन ने मोदी के बारे में जो कहा वो और भी दिलचस्प है. पुतिन ने मोदी की गारंटी की बात की, कहा भारत और रूस के रिश्ते सभी दिशाओं में विकसित हो रहे हैं, इसकी गारंटी मोदी की नीति है. पुतिन ने मोदी के बारे में जो दूसरी बात कही वो और भी बड़ी है.पुतिन ने कहा कि मोदी हमेशा भारत के लोगों के हित में फैसले लेते हैं. फिर इस बात पुतिन ने क्वालिफाई करते हुए कहा, वो सोच भी नहीं सकते कि कोई ताकत मोदी को डराकर या मजबूर करके भारत के खिलाफ कोई फैसला करवा सकती है. तीसरी बात पुतिन ने कही कि मोदी एक इंटेलिजेंट शख्स हैं, उनके नेतृत्व में भारत जबरदस्त प्रगति कर रहा है. पुतिन की इन बातों को अगर इस संदर्भ में देखें कि मोदी ने पुतिन से बात करते वक्त अपने विचारों को चाशनी में डुबोकर पेश नहीं किया.मोदी ने पुतिन के सामने यूक्रेन पर हुए हमले का विरोध किया, रूस की बमबारी में मारे गए बच्चों की मौत का भी जिक्र किया.पुतिन जैसे नेता आमतौर पर ऐसी बातें सुनने के आदी नहीं होते, ना ही ऐसे नेताओं की फितरत किसी दूसरे की खुलकर तारीफ करने की होती है. लेकिन हमने ये मॉस्को में होते हुए देखा. मोदी का ये सम्मान, वैश्विक नेताओं में मोदी की ये पोजिशन, भारत के लिए सम्मान की और गौरव की बात है.
Modi-Putin Summit : Proud Moment For India
Prime Minister Narendra Modi on Tuesday told Russian President Vladimir Putin about his anguish over the death of innocent kids in a Russian missile strike on a children’s hospital inside Ukraine. Modi said, “any person having faith in humanity will feel pain when people, expecially innocent kids die.. the heart bleeds and I spoke about these issues to you yesterday”. In the presence of reporters inside Kremlin, Modi said, “as a friend, I have always told you that peace is essential for our future generations. No solution can be found on the battlefield. Solutions and peace talks will not succeed under the shadow of guns, bombs and bullets. A way for peace must be found through dialogue”. Clearly, Modi underlined the need for an immediate cessation of hostilities between Russia and Ukraine, which have been raging since the last three years. No other world leader, except Modi, ever spoke to Putin on the Ukraine war in these words. Modi also added the issue of terrorism and said, terrorism in any form, in any country, must be opposed by all nations unitedly. “Terrorism is the biggest enemy of humanity”, he added. Modi’s words and his talks with Putin have sent a clear message to the world community, particularly the US and NATO allies. The world was watching what Modi would tell Putin about the Ukraine war, and the Indian prime minister did not mince words while expressing his anguish over the killing of children in the Russian missile strike on a children’s hospital inside Ukraine. The West had expressed unhappiness when Modi decided to meet Putin in Moscow, but the clear manner in which the Indian prime minister conveyed the world’s concerns to the Russian leader has been taken note of by the western media. Putin listened to Modi’s words carefully and replied that Russia appeciates the Indian prime minister’s efforts to end the Ukraine war. During bilateral talks, Russian company Rosatom agreed to set up six nuclear reactors in India, while India agreed to set up two new consulates in Kazan and Yekaterinburg. The Russian President also agreed for immediate repatriation of all Indians recruited in the Russian armed forces, after Modi raised the issue. Modi was conferred Russia’s highest civilian honour Order of St. Andrew the Apostle by Putin. One must understand, it is because of the personal bonding between Modi and Putin that the Indian prime minister bluntly told the Russian leader about what he thought about the death of innocent kids in the Ukraine war. Putin did not leave any stone unturned in showering lavish hospitality on Modi. He invited Modi to a private dinner at his personal dacha near Moscow, and himself drove a cart with Modi. At the main gate, both leaders gave a hug to each other and Putin showed his residence, garden and horse stable to Modi. The world has heard what Modi told Putin about the Ukraine war, but what Putin said to Modi was more interesting. The Russian leader spoke about ‘Modi’s guarantee’. He said, India-Russian releationship is expanding in all directions and the gurantee for this expansion is Modi’s policy. Putin also made another remark about Modi. The Russian leader said, Modi always takes crucial decisions keeping the interests of the Indian people in mind. Putin said, he can never imagine any world power intimidating or pressuring Modi to take decisions against India’s interest. Thirdly, Putin described Modi as an intelligent person, under whose leadership India is making huge progress. One must hear Putin’s words in the context of what Modi told Putin about the Ukraine war. He opposed the war, expressed his anguish over the death of kids in Russian missile strike. Normally, leaders like Putin never hear such words from any world leader in the presence of media, nor does Putin praises any world leader so eloquently. What we saw in Moscow clearly underlines the fact that India is getting well-deserved respect on the world stage, as Modi strengthens his position in the comity of world nations.
मुंबई में मुसीबत : शिंदे दूसरों पर ज़िम्मेदारी थोप नहीं सकते
मॉनसून की पहली ही बारिश में मुंबई बेहाल हो गई. मुंबई वालों के लिए सोमवार का दिन मुसीबतों से भरा रहा. रात एक बजे बारिश शुरू हुई और सुबह चार बजे तक मुंबई के ज्यादातर इलाके पानी में डूब गए. सुबह जब लोगों की नींद खुली,तो हर तरफ पानी ही पानी था. सरकार की तरफ से कहा गया कि मुंबई में सिर्फ चार घंटे में तीन सौ मिलीमीटर से ज्यादा बारिश हो गई, इसलिए हालात खराब हुए. दादर, सायन, हिंदमाता, अंधेरी, वाकोला, माटुंगा, भांडुप, सांताक्रूज़ और बांद्रा-कुर्ला जैसे तमाम इलाकों में सड़कें दरिया में तब्दील हो गईं. सड़कों पर 3 से 4 फीट तक पानी भर गया. अंधेरी, मिलन और मलाड सबवे के आसपास तो सबसे बुरा हाल था, जहां पांच से छह फीट तक पानी भर गया. लोग जब दफ्तरों के लिए निकले तो रास्ते में फंस गए. स्कूल कॉलेज बंद कर दिए गए और सरकार ने लोगों से घरों में रहने की अपील की, BMC के कर्मचारी सड़कों पर उतरे, रेल की पटरियों पर पानी भर गया. मुंबई की लाइफ लाइन लोकल ट्रेन्स की रफ्तार भी कम हो गई. पन्द्रह ट्रेनों के समय बदले गए, कुछ ट्रेनों को रद्द करने पड़े, कई उड़ानों में देर हो गई, भारी बारिश और Low visibility की वजह से 50 उड़ाने रद्द करनी पड़ीं. दर्जनों विमानों को अहमदाबाद, हैदराबाद, इंदौर जैसे शहरों की तरफ डाइवर्ट किया गया. भारी बारिश के कारण मंत्री और विधायक भी विधानसभा नहीं पहुंच पाए जिसके कारण विधानसभा की कार्यवाही सोमवार को नहीं हो पाई. सबसे बुरा हाल तो मुंबई के तमाम सबवे का रहा, जहां दिन भर पानी भरा रहा. कई इलाकों में बारिश का पानी घरों में भऱ गया. वकोला में पुलिस वाले भी बारिश के पानी में फंस गए क्योंकि थाने के चारों तरफ पानी भरा था. न अंदर जाना मुमकिन था, न बाहर निकलना. BMC के कर्मचारियों ने पंप से थाने में भरे पानी को निकाला, इसके बाद ही पुलिस वाले थाने से बाहर निकल पाए. मुंबई में रविवार रात से सोमवार तक 400 मिलीमीटर से ज्यादा बारिश रिकॉर्ड की गई. अगले चार दिन तक भारी बारिश का रेड अलर्ट घोषित किया गया है. बारिश के मौसम में मुंबई की सड़कों का डूबना कोई नई बात नहीं है. हर साल मुंबई में ऐसा ही होता है, जब तमाम निचले इलाके डूब जाते हैं और कई पॉश इलाकों में भी पानी भर जाता है. मुंबई में मीठी नदी, ओशिवारा, दहिसर और पोइसर, ये चार जलाशय हैं और अगर ज्यादा बारिश हुई तो इन जलाशयों का पानी ओवरफ्लो करने लगता है और आसपास के इलाके डूब जाते हैं. अगर बारिश के दौरान समंदर में ऊंचे ज्वार आएं हो तो हालात और खराब हो जाते हैं क्योंकि नालों और नदियों का पानी संमदर में जाने के बजाए, समंदर का पानी शहर में आ जाता है. सोमवार को भी यही हुआ. तीसरी बड़ी समस्या ड्रेनेज की है. नालों की सफाई न होने के कारण बारिश का पानी सड़कों पर आता है. सोमवार को जब कई इलाकों में पानी भरा तो महाराष्ट्र के मुख्यमंत्री एकनाथ शिंदे सीधे BMC के डिजास्टर कंट्रोल रूम पहुंचे जहां पूरे मुंबई शहर के सात हज़ार सीसीटीवी कैमरों से शहर के हालात पर नजर रखी जाती है. एकनाथ शिंदे ने कंट्रोल रूम से पूरी मुंबई के हालात का जायज़ा लिया. लेकिन विपक्ष ने मुंबई में जलभराव के लिए सीधे-सीधे एकनाथ शिंदे की सरकार पर निशाना साधा. महाराष्ट्र में कांग्रेस के अध्यक्ष नाना पटोले ने कहा कि मुख्यमंत्री और उनके मंत्री फोटो सेशन करा रहे हैं, जबकि उन्हें जो जरूरी कदम उठाना था, वो नहीं उठाया. मुंबई में भारी बारिश हर साल होती है. हर साल सरकार और BMCकी तरफ से मॉनसून के लिए तैयारियों के दावे किए जाते हैं और हर साल मुंबई वाले इसी तरह के हालात का सामना करते हैं.आपको जानकर हैरानी होगी कि BMC का बजट कई राज्यों के बजट से ज्यादा है. BMC का इस साल का बजट साठ हजार करोड़ का है, जबकि हिमाचल प्रदेश का बजट 53 हजार करोड़ रुपये का है. BMC अपने बजट का दस परसेंट हिस्सा मॉनसून से पहले सड़कों को दुरूस्त करने, गड्ढों को भरने, नालों की सफाई और दूसरे कामों के लिए करता है. इस साल छह हजार करोड़ रूपए इसके लिए रखे गए जिसमें से सड़कों को ठीक करने और गड्ढों को भरने के लिए 545 करोड़ का बजट था. इतना पैसा खर्च होने के बाद भी हालात क्या है, ये तस्वीरो में सबके सामने है. हर साल पानी भरता है, हर साल लोग परेशान होते हैं और हर साल राजनीतिक पार्टियां हालात के लिए एक दूसरे को जिम्मेदार ठहराती हैं. ये सही है कि एकनाथ शिन्दे ये कहकर नहीं बच सकते कि उनकी सरकार तो दो साल पहले बनी है. उनसे पहले की सरकारों ने मुंबई की हालत क्यों नहीं सुधारी? ड्रेनेज सिस्टम को पहले ठीक क्यों नहीं किया गया? अब कोई एकनाथ शिन्दे से पूछे कि BMC में पिछले तीस साल से शिवसेना का ही कब्जा था और एकनाथ शिन्दे इस दौरान शिवसेना में ही थे, विधायक रहे, मंत्री रहे, उनके पास ये विभाग भी रहा, फिर उन्होंने ये काम पहले क्यों नहीं किया, जो करने का दावा वो आज कर रहे हैं? कुल मिलाकर गड़बड़ी सिस्टम की है. इसके लिए किसी एक को जिम्मेदार नहीं ठहराया जा सकता. सबको मिलकर काम करना होगा, तभी मुंबईकरों को हर साल आने वाली इस मुसीबत से निजात मिलेगी.
Mumbai waterlogging : Shinde can’t shift his blame on others
Life in Mumbai was disrupted after the first heavy downpour of monsoon, measuring more than 300 mm, drowned the metropolis early on Monday morning. The downpour began at around 1 am and continued non-stop till 4 am, inundating roads and throwing traffic out of gear. Both Western and Central Railway services came to a virtual halt due to waterlogged tracks. Large parts of roads in Dadar, Sion, Hindmata, Andheri, Vakola, Matunga, Bhandup, Santa Cruz and Bandra-Kurla looked like flowing rivers. The worst-hit areas were Andheri, Milan and Malad subway. Hundreds of officegoers were stuck due to inundated roads. Schools and colleges were closed and people were advised to remain indoors. Several flights to and from Mumbai had to be either cancelled or rescheduled. At least 50 flights had to be cancelled due to heavy rains and low visibility and the planes had to be diverted to Ahmedabad, Hyderabad and Indore. Several MLAs and ministers could not reach the assembly and secretariat. Weather office has declared red alert for the next four days in Mumbai. Soon after the water level receded, there were huge crowds of commuters inside local trains and at bus stops, trying to reach their destinations desperately. Waterlogging in Mumbai due to heavy rains has been a regular feature almost every year with low-lying areas facing the brunt. Mithi river, Oshiwara, Dahisar and Poisar are water bodies which overflow whenever there is heavy downpour. If there is high tide, the situation turns worse and water enters most of the parts of the city. The third biggest problem is drainage. Lack of proper cleaning of drains causes water to flow back on the roads and into localities. Maharashtra chief minister Eknath Shinde visited the BMC disaster control room to take stock of the situation with the help of nearly 7,000 cctv cameras installed inside. The opposition, led by Congress and Shiv Sena (UBT), took jibes at Shinde saying that he was more interested in photo-ops instead of taking preventive measures to avoid waterlogging. It is a fact that every year the state government and BMC claim that they have made full preparations for the onset of monsoon, and every year the people of the metropolis face the same waterlogging problems. You will be surprised to know that the annual budget of Brihanmumbai Municipal Corporation (BMC) is more than the budtets of several state governments. This year, BMC budget is to the tune of Rs 60,000 crore, whereas Himachal Pradesh’s annual budget is only Rs 53,000 crore. BMC claims it spends 10 per cent of its budget, which is Rs 6000 crore, on cleaning up drains, repairing potholes and other civic necessities. Out of this, Rs 545 crore was earmarked for repairing potholes on roads, but the visuals after Monday rains are there for all to see. Every year political parties level charges and counter-charges against each other. It’s true Chief Minister Shinde cannot evade his accountability by saying that his government is only two years old. Shinde has been questioning why earlier governments did not improve the conditions of the city. One should ask Shinde, it was the Shiv Sena which controlled the BMC for the last 30 years, and he was then an important leader of the united Shiv Sena. He had been an MLA and a minister, and he was holding the portfolio that looked after Mumbai’s civic issues. The question arises, why Shinde did not took measures at that time. The root of the problem lies in the system that is faltering. No single individual can be held accountable. All stakeholders of the city should join hands and work towards mitigating the miseries of the people. Only then can Mumbaikars heave a sigh of relief when there is a heavy downpour.
ब्रिटेन की नई लेबर सरकार से भारत को उम्मीदें
ब्रिटेन में भारतीय मूल के पहले प्रधानमंत्री ऋषि सुनक को ज़बरदस्त हार का सामना करना पड़ा. 14 साल के बाद कंजर्वेटिव पार्टी सत्ता से बाहर हो गई. 200 साल में कंजरवेटिव पार्टी को सबसे बड़ी हार का सामना करना पड़ा. वक्त से पहले चुनाव कराने का दांव ऋषि सुनक को भारी पड़ा और 14 साल के बाद लेबर पार्टी की धमाकेदार में वापसी हुई, ज़बरदस्त जीत हुई . 650 सदस्यों वाले हाउस ऑफ कॉमन्स में लेबर पार्टी ने 412 सीटें जीती हैं जबकि ऋषि सुनक की कंज़रवेटिव पार्टी को सिर्फ 121 सीटें मिलीं. लेबर पार्टी के नेता कियर स्टारमर ब्रिटेन के नए प्रधानमंत्री बन गए हैं.. चुनाव के नतीजे आने के बाद, कियर स्टारमर ने ब्रिटेन के किंग चार्ल्स थर्ड से मुलाक़ात की और किंग ने उन्हें ब्रिटेन का नया प्रधानमंत्री नियुक्त किया. किंग चार्ल्स से मुलाक़ात के बाद कियर स्टारमर, ब्रिटेन के प्रधानमंत्री आवास 10 डाउनिंग स्ट्रीट पहुंचे, जहां उनका ज़ोरदार स्वागत हुआ. इससे पहले पूर्व प्रधानमंत्री ऋषि सुनक ने चुनाव में हार स्वीकार करते हुए किंग चार्ल्स से मुलाक़ात कर अपना इस्तीफ़ा सौंप दिया था. इसके बाद वो अपनी पत्नी अक्षता मूर्ति के साथ प्राइम मिनिस्टर्स हाउस से निकल गए थे. ऋषि सुनक की कंज़रवेटिव पार्टी पिछले 14 साल से सत्ता में थी. इस दौरान, पार्टी तमाम विवादों में घिरी रही, अर्थव्यवस्था की बुरी हालत, रहन सहन के गिरते स्तर और एक के बाद एक कई स्कैंडल्स में फंसने की वजह से कंज़रवेटिव पार्टी की इन चुनावों में हार लगभग तय मानी जा रही थी. ब्रिटेन के नए प्रधानमंत्री कियर स्टारमर ने अपने समर्थकों से कहा कि वो तुरंत ही काम पर लगने जा रहे हैं… क्योंकि उनके सामने बड़ी चुनौतियां हैं. ब्रिटिश संसद के चुनाव में सबसे रोचक बात ये है कि इस बार भारतीय मूल के 26 उम्मीदवार चुनाव जीतकर आए. इनकी जड़ें केरल से लेकर पंजाब तक फैली हैं. सत्ता में लौटने वाली लेबर पार्टी के टिकट पर भारतीय मूल के 19 सांसद जीते हैं. इस बार सिख समाज के 10 उम्मीदवार ब्रिटिश संसद के लिए चुने गए हैं. ये अब तक का ब्रिटिश संसद पहुंचने वाले सिख उम्मीदवारों की सबसे बड़ी संख्या है. इनमें 5 सिख महिलाएं और 5 सिख पुरूष हैं और ये सब लेबर पार्टी के हैं. इन 10 सिख सांसदों में तनमंजीत सिंह धेसी और प्रीत कौर गिल लगातार तीसरी बार चुनाव जीतकर आए हैं..ये दोनों ब्रिटिश संसद में लगातार सिख समाज से जुड़े मसले उठाते रहे हैं. इनके अलावा जो 8 सिख जीतकर आए हैं वो फर्स्ट टाइमर हैं. इस बार ब्रिटेन की संसद में 26 सांसद भारतीय मूल के होंगे ,पिछली संसद में लेबर पार्टी के सिर्फ़ छह सांसद ही भारतीय मूल के थे. इस बार सरकार बनाने वाली लेबर पार्टी के 19 सांसद भारतीय मूल के हैं, इसकी वजह ये है कि ब्रिटेन के नए प्रधानमंत्री कियर स्टारमर ने अपनी चुनावी सभाओं में कहा था कि भारत के साथ संबंध बेहतर बनाना उनकी प्राथमिकताओं में से एक है. उन्होंने कश्मीर को भारत का अभिन्न अंग बताया था, स्वामी नारायण मंदिर में जाकर पूजा की थी, बड़ी संख्या में भारतीय मूल के लोगों को टिकट दिया और इसका असर ये हुआ कि भारतीय मूल के होने के बावजूद ऋषि सुनक भारतीय मूल के वोटरों का समर्थन नहीं पा सके. लेबर पार्टी को भी अब भारतीयों की ताकत का अंदाजा हो गया है. इसलिए उम्मीद करनी चाहिए भारत और ब्रिटेन के बीच फ्री ट्रेड एग्रीमेंट में जो रुकावटें हैं, वो जल्दी दूर होंगी. कियर स्टारमर भारतीय IT प्रोफ़ेशनल्स को वर्क परमिट देने पर राजी होंगे, दोनों देशों के बीच जल्दी से जल्दी समझौता हो जाएगा.
INDIA HAS BIG HOPES FROM UK’S NEW LABOUR GOVT
The first British Prime Minister of Indian origin, Rishi Sunak, suffered a devastating electoral defeat for his Conservative party, after Labour party led by Sir Keir Starmer swept to power after 14 years. This was the worst Conservative defeat in the last two centuries. Rishi Sunak’s gamble of preponing the general elections failed. In a House of 650, Labour Party won 412 seats (a gain of 214), while Conservative Party could win only 121 seats (a big loss of 252 seats). Minutes after Rishi Sunak resigned, Keir Starmer took over as the new Prime Minister and later announced his cabinet. David Lammy became the Foreign Secretary, Rachel Reeves beame the first woman to become Chancellor of the Exchequer (Finance Minister), Yvette Cooper became Home Secretary and John Healey Defence Secretary. The Conservative party, ruling United Kingdom for the last 14 years, was defeated because of intra-party controversies, poor condition of economy, falling levels of living standards, and a host of scandals. Before entering 10, Downing Street, Starmer vowed to rebuild Britain “brick by brick” and provide security to millions of working class families. He said, “From now on, you have a government unburdened by docrine, guided only by a determination to serve your interests. To defy, quitely, those who written our country off….Brick by brick, we will rebuild the infrastructure of opportunity. The world-class schools and colleges, the affordable homes that I know are the ingredients of hope for working people. The security that working-class families like mine could build their lives around.” A record 29 Indian-origin MPs have been elected this time. Out of them, 19 MPs belong to Labour, seven to Conservative party, two Independents and one a Liberal democrat. Fifteen MPs are of Pakistani origin. In the outgoing House of Commons, there were only six MPs of Indian origin belonging to Labour Party. But this time, their number is 19 in the Labour Party. This was the reason why Keir Starmer told his election meetings that improving relations with India will be one of his top priorities. He described Jammu and Kashmir as an intergral part of India, he performed pooja at the Swami Narayan temple, and gave party tickets to a large number of leaders of Indian origin. The result was that, Rishi Sunak failed to get the support of voters of Indian origin. Labour party has realized the electoral power of British Indians. One should be optimistic about both India and the UK signing the much-awaited Free Trade Agreement soon. India is hopeful that Starmer’s goernment would agree to give work permits to Indian IT professionals. Both the countries are hopeful about an early agreeement.
